  • MIL-OSI Submissions: Pope Francis and Laudato Si’: an ecological turning point for the Catholic Church

    On May 24, 2015, Pope Francis signed his encyclical Laudato Si’ – “Praise be to you” in medieval Italian. This letter to Roman Catholic bishops was no half measure: it took many Catholics by surprise with its uncompromising conclusions and call for an in-depth transformation of our lifestyles. In France, it managed to bring together both conservative currents – such as the Courant pour une écologie humaine (Movement for a Human Ecology), created in 2013 – and more open-minded Catholic intellectuals such as Gaël Giraud, a Jesuit and author of Produire plus, polluer moins : l’impossible découplage ? (Produce more, Pollute Less: the Impossible Decoupling?).

    The Pope was taking a cue from his predecessors. Benedict XVI, John Paul II and Paul VI had also expressed concern about the dramatic effects of an abusive exploitation of nature on humanity:

    “Man is suddenly becoming aware that by an ill-considered exploitation of nature he risks destroying it and becoming in his turn the victim of this degradation.”

    The “green” pope

    In the text, Pope Francis describes a situation in which the environment is deteriorating rapidly:

    “There is […] pollution that affects everyone, caused by transport, industrial fumes, substances which contribute to the acidification of soil and water, fertilizers, insecticides, fungicides, herbicides and agrotoxins in general.” (§-20)

    Laudato Si’ was published by the Vatican on June 18, 2015, a few months prior to the Paris climate conference. For the “green” pope, the aim was to raise public awareness around the challenges of global warming by creating a relational approach that included God, human beings and the Earth. It was the first time an encyclical had been devoted wholly to ecology.

    In it, the Pope voiced his concern about the effects of global warming:

    “Warming has effects on the carbon cycle. It creates a vicious circle which aggravates the situation even more, affecting the availability of essential resources like drinking water, energy and agricultural production in warmer regions, and leading to the extinction of part of the planet’s biodiversity.” (§-24)

    Criticizing a “technocratic paradigm”

    Since Pope Leo XIII’s Rerum Novarum, the various social encyclicals have consistently rejected the liberal idea of a society solely regulated by the smooth functioning of the market. The French sociologist of religion Émile Poulat summed up the Church’s position perfectly in 1977 in his book Église contre bourgeoisie. Introduction au devenir du catholicisme actuel, in which he writes that the Church “never agreed to abandon the running of the world to the blind laws of economics.”

    In 2015, Pope Francis rejected technical solutions that would not truly be useful, as well as the belief in the redeeming virtues of a self-regulating market. He accused “the technocratic paradigm” of dominating humankind by subordinating the economic and political spheres to its logic (§-101). His comments are reminiscent of the unjustly forgotten French Protestant philosopher Jacques Ellul and his idea of a limitless “self-propulsion” of technology, which has become the alpha and omega of our societies.

    The pope’s charge against the supposed virtues of the market was spectacular. Among others, he criticized the following:

    • overconsumption in developed countries:

    “Since the market tends to promote extreme consumerism in an effort to sell its products, people can easily get caught up in a whirlwind of needless buying and spending.” (§-203);

    • the glorification of profit and a self-regulating market:

    “Some circles maintain that current economics and technology will solve all environmental problems.” (§-109);

    • the hypertrophy of speculative finance:

    “Politics must not be subject to the economy, nor should the economy be subject to the dictates of an efficiency-driven paradigm of technocracy.” (§-189);

    • the unequal distribution of wealth in the world:

    “In fact, the deterioration of the environment and of society affects the most vulnerable people on the planet: […] the gravest effects of all attacks on the environment are suffered by the poorest.” (§-48);

    • the unequal levels of development between countries, leading Francis to speak of an “ecological debt” owed by rich countries to the least developed ones (§-51).

    Social justice and shrinking growth

    In Francis’s words, the goals of saving the planet and social justice go hand in hand. His approach is in keeping with the work of the [economist Louis-Joseph Lebret, a Dominican, who in 1941 founded the association Économie et humanisme. Father Lebret wanted to put the economy back at the service of humankind, and work with the least economically advanced countries by championing an approach based on the virtues of local communities and regional planning.

    Pope Francis, for his part, is calling for a radical break with the consumerist lifestyles of rich countries, while focusing on the development of the poorest nations (§-93). In Laudato Si’, he also wrote that developed countries’ responses seemed insufficient because of the economic interests at stake (§-54).

    This brings us back to the principle of the universal destination of goods – the organizing principle of property defended by the Catholic Church’s social doctrine, which demands that goods be distributed in such a way as to enable every human being to live in dignity.

    In addition to encouraging the necessary technical adjustments and sober individual practices, Pope Francis is urging citizens in developed countries not to be content with half measures deemed largely insufficient. Instead, he is calling for people to make lifestyle changes in line with the logic of slowing growth. The aim is to enable developing countries to emerge from poverty, while sparing the environment.

    “Given the insatiable and irresponsible growth produced over many decades, we need also to think of containing growth by setting some reasonable limits and even retracing our steps before it is too late. […] That is why the time has come to accept decreased growth in some parts of the world, in order to provide resources for other places to experience healthy growth.” (§ -193).

    Nearly 10 years on, Laudato Si’ resonates fully with our concerns. In the United States, Vice President JD Vance and Secretary of State Marco Rubio, who both identify as Catholic, would be well advised to read it anew.

  • MIL-OSI Submissions: We discovered Raja Ampat’s reef manta rays prefer staying close to home – which could help us save more of them

    The reef manta ray (Mobula alfredi) is a tough swimmer. They can travel hundreds of kilometres to feed themselves. The longest recorded movement for an individual reef manta ray was 1,150km, observed in eastern Australia.

    But even though they are able to swim long distances, our study on reef manta rays in Raja Ampat, Southwest Papua, discovered they are more likely to swim short distances. They appear to prefer staying close to their local habitats, strengthening their social bonds and forming distinct populations.

    Our research – involving researchers from Indonesia, New Zealand and Australia and published in the Royal Society Open Science journal in April – increases our understanding of this globally vulnerable species.

    Policymakers can use our findings to enhance conservation efforts for the species in Raja Ampat waters, which currently are facing challenges due to fishing and tourism.

    Why don’t reef manta rays roam far?

    Our study found reef manta rays occupy three distinct habitats within Raja Ampat. As of February 2024, we recorded 1,250 individual manta rays around Waigeo Island’s extensive coral reef ecosystem in the northwest of Raja Ampat; 640 manta rays around the coral reef ecosystem in the southeast of Misool, southern Raja Ampat; and no more than 50 manta rays in the Ayau atoll ecosystem up north.

    Within their own habitat, the manta rays tend to move around from one area to another, sticking to relatively short distances within 12 kilometres. They only occasionally make longer trips to similar areas in other habitats across Raja Ampat.

    We believe there are a few reasons why reef manta rays in Raja Ampat do not often venture far. The first reason is the presence of natural barriers, such as deep waters – over 1,000 metres below sea level – between Ayau Atoll and Waigeo Island, as well as the sea between Misool and Kofiau, which is 800-900 metres deep.

    Travelling through deep waters poses increased risks to reef manta rays due to potential encounters with natural predators, such as killer whales (Orcinus orca) and large sharks, which frequently inhabit deep open water.

    The second reason is that each habitat is well-equipped with sufficient resources, such as food and cleaning stations, reducing the need for the reef manta rays to travel extensively.

    Our previous research has identified dozens of feeding areas and cleaning stations in each habitat occupied by local populations of reef manta rays in Raja Ampat.

    Raja Ampat’s ‘small town’ of reef manta rays

    The habits of reef manta rays in Raja Ampat are gradually forming a unique population.

    We have found that they do not form a single large population, but instead split into three local populations, creating a metapopulation. A metapopulation consists of several local populations of the same species, each occupying its own habitat but all situated within the same geographic region.

    Think of a metapopulation as a small town, consisting of three hamlets. When each hamlet has enough food and water, the people prefer to stay in their own settlement. But they still live in the same town and occasionally visit each other.

    We found this movement pattern based on our tracking process from 2016 to 2021 using acoustic telemetry, which functions similarly to office check-in systems.

    In the tracking process, we combined this acoustic tracking with network analysis to map out the movement network of the manta rays, consisting of nodes and links. Nodes represent important areas for the manta rays, like cleaning stations and feeding areas, and links represent the movement between these key areas.

    The metapopulation occurs because individual manta rays migrate between local populations. Based on our observation, the migrating manta rays usually head back to their original area — it is often seasonal – while those that spread out generally do not return.

    This movement pattern means there is less mixing of individuals between local populations compared to within a single local population.

    How to better protect reef manta rays

    Some conservation policies and efforts have successfully increased the populations of reef manta rays in Raja Ampat.

    But increased human activities such as fishing and tourism in eastern Indonesia still pose challenges. While manta rays are not directly caught or hunted, they often get entangled in fishing lines and nets, which may cause harm and sometimes death.

    Additionally, with the increasing popularity of Raja Ampat as a top tourism destination, overcrowding and aggressive behavior by divers and snorkelers in Raja Ampat disrupt manta ray cleaning and feeding, which may affect their health and fitness.

    Conservation strategies for reef manta rays require a more precise and targeted approach to effectively address these growing challenges.

    The recognition of these rays as a metapopulation comprising three distinct local populations can inform a strategy shift in conservation management.

    Recently, we have presented our research findings and recommendations to the authorities responsible for managing the Raja Ampat Marine Protected Area (MPA) network.

    We recommend the MPA management authority in Raja Ampat create and implement three separate management units, each tailored to the specific needs of one of the local manta ray populations.

    Separate units are necessary because each habitat has different demographics and is far apart, making it difficult to manage them as a single unit. This strategy is feasible because local rangers in each habitat already conduct regular patrols and monitoring.

    We also see the urgent need to protect a critical area for various activities of reef manta rays in Raja Ampat called Eagle Rock, which is currently outside existing protected zones. Located in west of Waigeo, Eagle Rock could be effectively safeguarded by expanding the Raja Ampat MPA network to encompass this area.

    Protecting Eagle Rock is crucial, not only because it serves as a vital migration corridor connecting significant areas and habitats within the South East Misool MPA, Dampier Strait MPA, Raja Ampat MPA, and West Waigeo MPA, but also due to the increased threat from nickel mining activities on Kawe Island.

    MPAs prohibit industrial fishing, restrict tourism and all unsustainable activities — including mining — to minimise environmental impact.

    Besides mapping out the movement patterns and networks of key areas and habitats of reef manta rays in Raja Ampat, our research lays the groundwork for future studies, including genetic analysis and satellite tracking.

    These advanced techniques can offer deeper insights into the population structure, home range, and distribution of reef manta rays in the region, helping to enhance management and conservation strategies.

  • MIL-OSI Submissions: Bats get fat to survive hard times. But climate change is threatening their survival strategy

    Bats are often cast as the unseen night-time stewards of nature, flitting through the dark to control pest insects, pollinate plants and disperse seeds. But behind their silent contributions lies a remarkable and underappreciated survival strategy: seasonal fattening.

    Much like bears and squirrels, bats around the world bulk up to get through hard times – even in places where you might not expect it.

    In a paper published today in Ecology Letters, we analysed data from bat studies around the world to understand how bats use body fat to survive seasonal challenges, whether it’s a freezing winter or a dry spell.

    The surprising conclusion? Seasonal fattening is a global phenomenon in bats, not just limited to those in cold climates.

    Even bats in the tropics, where it’s warm all year, store fat in anticipation of dry seasons when food becomes scarce. That’s a survival strategy that’s been largely overlooked. But it may be faltering as the climate changes, putting entire food webs at risk.

    Climate shapes fattening strategies

    We found bats in colder regions predictably gain more weight before winter.

    But in warmer regions with highly seasonal rainfall, such as tropical savannas or monsoonal forests, bats also fatten up. In tropical areas, it’s not cold that’s the enemy, but the dry season, when flowers wither, insects vanish and energy is hard to come by.

    The extent of fattening is impressive. Some species increased their body weight by more than 50%, which is a huge burden for flying animals that already use a lot of energy to move around. This highlights the delicate balancing act bats perform between storing energy and staying nimble in the air.

    Sex matters, especially in the cold

    The results also support the “thrifty females, frisky males” hypothesis.

    In colder climates, female bats used their fat reserves more sparingly than males – a likely adaptation to ensure they have enough energy left to raise young when spring returns. Since females typically emerge from hibernation to raise their young, conserving fat through winter can directly benefit their reproductive success.

    Interestingly, this sex-based difference vanished in warmer climates, where fat use by males and females was more similar, likely because more food is available in warmer climates. It’s another clue that climate patterns intricately shape behaviour and physiology.

    Climate change is shifting the rules

    Beyond the biology, our study points to a more sobering trend. Bats in warm regions appear to be increasing their fat stores over time. This could be an early warning sign of how climate change is affecting their survival.

    Climate change isn’t just about rising temperatures. It’s also making seasons more unpredictable.

    Bats may be storing more energy in advance of dry seasons that are becoming longer or harder to predict. That’s risky, because it means more foraging, more exposure to predators and potentially greater mortality.

    The implications can ripple outward. Bats help regulate insect populations, fertilise crops and maintain healthy ecosystems. If their survival strategies falter, entire food webs could feel the effects.

    Fat bats, fragile futures

    Our study changes how we think about bats. They are not just passive victims of environmental change but active strategists, finely tuned to seasonal rhythms. Yet their ability to adapt has limits, and those limits are being tested by a rapidly changing world.

    By understanding how bats respond to climate, we gain insights into broader ecosystem resilience. We also gain a deeper appreciation for one of nature’s quiet heroes – fattening up, flying through the night and holding ecosystems together, one wingbeat at a time.

  • MIL-OSI New Zealand: Poached gecko seen alive in the wild

    The gecko was one of three females illegally taken and held in captivity until they were discovered during a Department of Conservation (DOC) investigation in 2022.

    All three required life-saving surgery at Te Kunenga ki Pūrehuroa Massey University’s Wildbase Hospital to remove stuck eggs, and after successful recuperation, the trio were returned to their alpine home in November 2023.  

    Last month, a nature watcher photographed a striking, bright green gecko on a tree in a West Coast conservation area and uploaded photos to iNaturalist NZ – Mātaki Taiao – a site where nature lovers share their observations.

    The photo was spotted by the sharp-eyed New Zealand Herpetological Society president, Nick Harker, who recognised the unique markings along her back. A careful check with previous photos of the gecko confirmed her identity.

    It was amazing to see the gecko alive and apparently well after her ordeal, says Nick Harker.

    “She and two of her friends were stolen, smuggled to the North Island, kept in captivity and then had major surgery – which is a lot to go through.

    “This gecko species is sensitive to changes in its environment and vulnerable to a range of threats, so we were delighted to see her alive.

    “West Coast green geckos have fragmented populations and often live in isolated pockets, so every individual – and especially every female – is important.”

    DOC Senior Technical Advisor Lynn Adams says the gecko sighting shows the power of citizen science in monitoring and identifying lizards.

    “Green geckos live in trees and are highly camouflaged, making them difficult to see and monitor. We love it when people share their observations and photos, which in this case confirmed the survival of the repatriated gecko.

    “Photos of lizards sent to us or posted to iNaturalist and other sites have helped identify new species and new populations we didn’t know about.”   

    The photos show the gecko with wrinkled flanks – a sign she may have given birth although this can’t be confirmed. In one photo, taken from below, you can see the faint scar from her surgery.  

    The threatened West Coast green gecko (Naultinus tuberculatus) may only breed every two to three years, producing just one or two young.

    New Zealand has an incredible diversity of gecko and skink species – all of which are found only here and nowhere else in the world. There are 126 species and counting as new species are still being discovered.  

    Introduced predators such as mice, rats, stoats, cats and even wasps pose a threat to all lizards.

    People can report lizard sightings to DOC at herpetofauna@doc.govt.nz.

    The taking of lizards is an offence under the Wildlife Act and carries penalties of up to two years’ imprisonment and a fine of up to $100,000. People can help prevent lizard smuggling by reporting suspicious activities to our 24-hour hotline, 0800 DOC HOT (0800 362 468).

    Scientists at the National Institutes of Health (NIH) have found that two common types of hormone therapy may alter breast cancer risk in women before age 55. Researchers discovered that women treated with unopposed estrogen hormone therapy (E-HT) were less likely to develop the disease than those who did not use hormone therapy. They also found that women treated with estrogen plus progestin hormone therapy (EP-HT) were more likely to develop breast cancer than women who did not use hormone therapy. Together, these results could help to guide clinical recommendations for hormone therapy use among younger women.
    The two hormone therapies analyzed in the study are often used to manage symptoms related to menopause or following hysterectomy (removal of uterus) or oophorectomy (removal of one or both ovaries). Unopposed estrogen therapy is recommended only for women who have had a hysterectomy because of its known association with uterine cancer risk.
    “Hormone therapy can greatly improve the quality of life for women experiencing severe menopausal symptoms or those who have had surgeries that affect their hormone levels,” said lead author Katie O’Brien, Ph.D., of NIH’s National Institute of Environmental Health Sciences (NIEHS). “Our study provides greater understanding of the risks associated with different types of hormone therapy, which we hope will help patients and their doctors develop more informed treatment plans.”
    The researchers conducted a large-scale analysis that included data from more than 459,000 women under 55 years old across North America, Europe, Asia, and Australia. Women who used E-HT had a 14% reduction in breast cancer incidence compared to those who never used hormone therapy. Notably, this protective effect was more pronounced in women who started E-HT at younger ages or who used it longer. In contrast, women using EP-HT experienced a 10% higher rate of breast cancer compared to non-users, with an 18% higher rate seen among women using EP-HT for more than two years relative to those who never used the therapy.
    According to the authors, this suggests that for EP-HT users, the cumulative risk of breast cancer before age 55 could be about 4.5%, compared with a 4.1% risk for women who never used hormone therapy and a 3.6% risk for those who used E-HT. Further, the association between EP-HT and breast cancer was particularly elevated among women who had not undergone hysterectomy or oophorectomy. That highlights the importance of considering gynecological surgery status when evaluating the risks of starting hormone therapy, the researchers noted.
    “These findings underscore the need for personalized medical advice when considering hormone therapy,” said NIEHS scientist and senior author Dale Sandler, Ph.D. “Women and their health care providers should weigh the benefits of symptom relief against the potential risks associated with hormone therapy, especially EP-HT. For women with an intact uterus and ovaries, the increased risk of breast cancer with EP-HT should prompt careful deliberation.”
    The authors noted that their study is consistent with previous large studies that documented similar associations between hormone therapy and breast cancer risk among older and postmenopausal women. This new study extends those findings to younger women, providing essential evidence to help guide decision-making for women as they go through menopause.

  • MIL-OSI United Nations: ‘Don’t Agonize — Organize, Help Realize Change Our World Urgently Needs’, Deputy Secretary-General Tells Sciences Po Graduating Class

    Following are UN Deputy Secretary-General Amina Mohammed’s remarks at the graduation ceremony for the Paris School of International Affairs, Sciences Po, in Paris today:

    Let me begin with the most important word of all:  congratulations.

    You now join a long line of Sciences Po alumni who have shaped our world — including some of whom are doing it every day at the United Nations as they work in my office supporting the Secretary-General.

    Let’s also take a moment to recognize your families, friends and loved ones — who have been with you every step of the way.  They deserve a round of applause.

    Students representing more than 120 nationalities come here to learn how the world works, and how it can work better.  That spirit of global curiosity and purpose has also carried me through every chapter of my own journey:  designing schools and hospitals in my home country of Nigeria; advising four Presidents on poverty reduction, development policy planning and public sector reform; supporting Member States to lead the process that transformed global aspirations into the Sustainable Development Goals; and now as the longest-serving Deputy Secretary-General in United Nations history, supporting the Secretary-General on some of the most complex situations in our history, from COVID to Ukraine to Sudan and Gaza and today’s continuing crisis in the Middle East.

    Today, I want to reflect on the lessons I have learned along the way.

    First, don’t agonize, organize.  We live in a world of hurt.  A world that is messy, complicated and often overwhelming.  And I know it might be easy to feel paralysed by the scale and hopelessness of today’s challenges.  Don’t. Because more than ever, those challenges are connected — and we solve them by seeing those connections and coming together.

    When I served as Nigeria’s Minister for Environment, my job was never just about the environment.  When Lake Chad was drying up, it wasn’t just an ecological crisis — it was a security crisis.  Boko Haram was born and abducted 200 schoolgirls.  When we faced population and urban sprawl and tensions rose between farmers and herders, it wasn’t just about water access — it was about food systems and growing cities. When I met girls walking hours to fetch water, missing school every day — it wasn’t just about resources — it was about gender equality.

    We didn’t work in siloes.  We built coalitions across sectors — civil society, young people, traditional leaders, the private sector — to find real solutions.  We didn’t agonize, we organized.  And, yes, there’s plenty to agonize about today — especially when multilateralism is under attack and international cooperation is on the back foot. But I have seen what’s possible when we find common ground and forge ahead.

    Just look at the last two months at the UN.:  a landmark Pandemic Treaty approved at the World Health Organization; major new protections for our oceans at the World Ocean Conference in Nice; and from Paris, I head to Sevilla — where the world is coming together to commit to better finance sustainable development.

    So, when the problems seem larger than life, too tangled, too tough — don’t agonize.  Organize.  Mobilize.   And help realize the change our world so urgently needs. Remember you did not fail for want of trying.

    The second lesson — keep learning and delivering.

    Graduation isn’t the end of learning.  In many ways, it’s just the start of your lifelong journey.

    When I joined the UN, I was not steeped in the intricacies of international diplomacy.  Throughout my career, I have had to learn fast — and deliver even faster.  So will you.

    Even now, I am learning every day — about artificial intelligence (AI), about geothermal energy, space debris, biotechnology, cybersecurity.  You will face even more change, even faster, especially in the new era of super technologies.  Regardless of the task that is put in front of you, get ahead of it. Learn more.  Do more.  Show your stuff and deliver.  Performance opens doors.  Yes, some of life is luck and privilege.  But I guarantee:  the harder you work, the luckier you will get.

    Third, make hope your most powerful asset.  The world is a cynical place.  And international affairs is not for the faint of heart.  There will be setbacks and critics.  There will be many days when the problems seem too big, and the politics too small.  When anxieties grip you like a fever.  Just look around:  war in Ukraine, atrocities in Sudan, catastrophe in Gaza, climate chaos everywhere.

    But never forget, hope is not a four-letter word.  Hope is the courage to build when others are tearing down.  Hope is the decision to get up one more time, to negotiate one more deal, even when the odds are against you.

    I have sat with young girls who survived the worst horrors of war and sexual violence.  And in their eyes, I saw not just pain — but power.  The power to heal, to lead, to hope, to survive and thrive.

    Hope is not the absence of fear.  It is the refusal to be defined by it.  So, carry it with you.  Guard it fiercely.  Because hope is not just a feeling.  It’s a force.

    Fourth, hold onto your moral compass.

    Your degree will open doors.  But your integrity will tell you which ones are worth walking through.  And in today’s world — where the global moral compass is spinning — that clarity matters more than ever.

    We live in a world where military spending is soaring, while development budgets shrink.  Where fossil fuel subsidies dwarf investments in climate action.  Where conflict and hardship has forced more people from their homes than at any time since the Second World War.

    In this world, your role as changemakers is not just to make the right deals.  It is to draw the right lines.  There will be pressure to stay silent.  There will be moments when abandoning principles may seem an easier choice.  But integrity matters most.

    As Deputy Secretary-General, I have had to tell hard truths to powerful people. To remind leaders of the many promises they made — and the people they made them to.  It is never easy to challenge power.  But we don’t serve power.  We serve people.  And if we truly serve people, we must use our superpower and stand for justice, dignity and solidarity.

    As we mark Beijing+30, we cannot talk about a future and leave women and girls behind.  Gender equality is not charity.  It powers our agency.  And human rights.  And everyone wins when we leave no one behind.  But let’s be honest, we are not there yet.  So, to the men here today, I say:  don’t stand in the way.  Don’t walk ahead.  Walk with.  Stand with. And speak up.  For the other half of your society, women.

    The final lesson is this:  invest time in what truly sustains you.

    Your career will have highs and lows.  Plans change.  Titles come and go.  But what will carry you through are the people who know you beyond your résumé.  Friends, families, mentors, partners.  Protect those bonds.  Nurture them.  Because in the toughest moments, those relationships will remind you of who you are, why you started and why you must keep going.  So, no matter how far you go, or how fast — never lose sight of what, and who, matters most.

    Today, you are not just stepping into the world.  You are inheriting its unfinished business, and its boundless possibilities.  As I look out, I see the next generation of climate champions, human rights defenders and world class diplomats.  And I am filled with hope.  Whatever path you choose, walk it with courage and conviction.

    Congratulations, Class of 2025.  The world is waiting.  And I, for one, can’t wait to see what you will do.

    ACCOMPLISHING PERMITTING REFORM IN RECORD TIME:  Today, President Donald J. Trump delivered on his promise to fix a broken permitting system, ensuring that burdensome Federal environmental reviews cannot be weaponized to stall the growth of the American economy or halt energy infrastructure construction.

    • The White House, through the Council on Environmental Quality (CEQ), coordinated a historic effort to dramatically reduce the burdens of National Environmental Policy Act (NEPA) compliance across the Federal government so that America can get back to building again.
    • In consultation with CEQ, the Department of Agriculture, the Department of Commerce (including the National Oceanic and Atmospheric Administration), the Department of the Interior, the Department of Energy, the Federal Energy Regulatory Commission, the Department of Transportation, the Department of Defense, and the U.S. Army Corps of Engineers updated their respective NEPA implementing procedures to  simplify this overly burdensome process and ensure efficient and timely environmental reviews.
    • These historic reforms:
      • Implement deadlines and page limits on environmental reviews required under recent amendments to NEPA, in order to expedite infrastructure development and reduce costs.
      • Provide clarification that NEPA does not apply to every action that a Federal agency takes, but only to Federal actions where the agency has sufficient control and discretion to take environmental effects into account.
      • Ensure simple and expeditious processes to create categorical exclusions (CEs), adopt other agencies’ CEs to minimize repetitive NEPA analyses, and focus their attention on actions with truly significant environmental effects.

    CUTTING UNNECESSARY RED TAPE: All three branches of the Federal government have recently directed reforms to the NEPA process: President Trump, in his Unleashing American Energy Executive Order; the United States Congress, in its BUILDER Act amendments as part of the 2023 Fiscal Responsibility Act; and the United States Supreme Court in its recent landmark decision in Seven County Infrastructure Coalition v. Eagle County.

    • NEPA directs all agencies to maintain their own, agency-level NEPA implementing procedures.
    • Most of those procedures had not been modernized to reflect any of the recent reforms. Some agencies were still using outdated NEPA regulations from the 1980s.
    • Under President Trump’s leadership, the endless cycle of regulatory back-and-forth and excessive environmental reviews that produced little benefit for the American people has come to a halt.
    • Federal agencies are cutting unnecessary layers of bureaucracy in record time by implementing the unmistakable direction from all three branches of the Federal government. 

    BUILDING ON PAST SUCCESS: The Trump Administration has taken decisive action to reform, modernize, and expedite the Federal environmental review, eliminating unnecessary delays that are holding back the growth of secure and reliable infrastructure projects across the Nation.

    • On January 20, 2025, President Trump signed the Executive Order, Unleashing American Energy, which called for unleashing American energy dominance through efficient permitting.
      • The E.O. directed CEQ to provide guidance on implementing NEPA to expedite and simplify the permitting process – and propose rescinding CEQ’s regulations.
      • CEQ responded to President Trump’s direction by rescinding its NEPA regulations, creating a clear path for agencies to expeditiously reform their own NEPA procedures and allow America to build again.
      • President Trump’s action to restore CEQ to its core statutory mission of coordinating and consulting, providing guidance to Federal agencies as they revise their NEPA procedures, will ensure timely reviews and consistency across agencies and enable CEQ to coordinate this monumental deregulatory effort.

  • MIL-OSI USA: Energy Secretary Announces Updated NEPA Procedures to End Permitting Paralysis and Unleash American Energy

    WASHINGTON— The U.S. Department of Energy (DOE) today announced new updates to the Department’s National Environmental Policy Act (NEPA) procedures, fixing the broken permitting process and delivering on President Trump’s pledge to unleash American energy dominance and accelerate critical energy infrastructure. As part of a government-wide effort to restore common sense to permitting, DOE published an interim final rule rescinding all NEPA regulations and published new NEPA guidance procedures for the Department of Energy.

    “President Trump promised to break the permitting logjam, and he is delivering,” said Energy Secretary Chris Wright. “America can and will build big things again, but we must cut the red tape that has brought American energy innovation to a standstill and end this era of permitting paralysis. These reforms replace outdated rules with clear deadlines, restore agency authority, and put us back on the path to energy dominance, job creation, and commonsense action. Build, baby, build!”

    “This overhaul restores NEPA to the role originally envisioned by Congress—informing agency decision makers, not needlessly obstructing the development of critical infrastructure,” said Deputy Energy Secretary James Danly. “We’re eliminating the accretion of decades of unnecessary procedure and reestablishing a legally sound permitting regime that is disciplined, predictable, and fast. Agencies finally have the authority to conduct reviews efficiently, avoid duplicative reviews, and deliver timely decisions consistent with the law.”

    With President Trump’s leadership, the Council on Environmental Quality coordinated a historic, interagency effort to simplify NEPA compliance, lower construction costs, eliminate years-long delays, and ensure environmental reviews can no longer be used to stall American energy production and infrastructure development. Today’s action fulfils President Trump’s Executive Order 14154, Unleashing American Energy, and implementing reforms enacted by Congress under the 2023 BUILDER Act.

    Background:

    This effort builds on President Trump’s January 2025 action to rescind CEQ’s outdated NEPA regulations and return the agency to its statutory role of coordinating reform across the federal government, empowering agencies to make timely, lawful permitting decisions. Altogether, these reforms will enable the deployment of more efficient technologies and the better environmental outcomes that they provide.

    Key reforms include:

    • Eliminating outdated agency procedures, many of which had not been revised since the 1980’s, while maintaining world class environmental standards and allowing America to build again!
    • Reducing the maximum Environmental Assessment through Environmental Impact Statement report completion time limitations from three years to two years.
    • Requiring the designation of a “lead agency” and empowers the lead agency to clarify responsibilities of all parties involved, requires coordination amongst the agencies, and requires the agencies collaborate on the development of a single environmental document.
    • Implementing strict deadlines and page limits. This will provide certainty necessary for investment in American infrastructure and end past practices of paralysis by analysis.
    • Providing clear direction that agencies should use common sense, relying only on verified scientific studies that already exist and not contemplating wildly unfathomable scenarios that they do not have legal authority to address.
    • Increasing transparency and allowing project sponsors to participate in the process.
    • Directing agencies to maximize the use of a streamlined process known as “categorical exclusions” for activities that are regularly conducted and widely understood to not impact the environment.

    Additionally, DOE’s NEPA Procedures include discussion of the recent Supreme Court decision in Seven County, which limits requirements for agencies to analyze upstream and downstream Greenhouse Gas (GHG) effects and curtails radical climate change analysis associated with activities outside agency jurisdiction. DOE NEPA analysis should not consider environmental effects of separate projects, especially those over which DOE does not exercise regulatory authority.

    DOE’s updated procedures identify specific actions excluded from NEPA review, including issuance of emergency Orders pursuant to section 202(c) of the Federal Power Act and Presidential Permits, and authorizations to import natural gas from any country and to export natural gas to free-trade agreement countries.

     having regard to the joint communication from the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 26 March 2025 on the European Preparedness Union Strategy (JOIN(2025)0130),

     having regard to Rule 55 of its Rules of Procedure,

     having regard to the report of the Committee on Industry, Research and Energy (A10-0121/2025),

    A. whereas energy security is a key building block of a resilient, sustainable and competitive economy; whereas reliable and affordable energy supplies are essential for economic growth, industrial productivity and societal well-being;

    B. whereas in the context of a general security crisis and the need for preparedness against defence challenges, securing energy supply constitutes a priority;

    C. whereas despite the potential for developing domestic clean and renewable energy sources, the EU imports more than 60 % of its energy, including 90 % of its gas and 97 % of its oil[18], leaving it vulnerable to potential energy supply disruptions;

    D. whereas the EU has the potential to develop renewable resources, and since the publication of the Commission’s last Energy Security Strategy in 2014, the production of home-grown renewable energy has grown substantially – wind power by 98 %, solar photovoltaic by 314 %, solar thermal by 22 % and ocean energy by 244 %; whereas, over the same period, the EU’s domestic fossil fuel production has declined, with coal production falling by 53 %, oil by 31 % and gas by 73 %;

    E. whereas with a renewable energy-dominated grid, Europe will need to secure over 100 GW of new clean firm power capacity by 2035 to ensure reliability, energy security and lower costs[19];

    F. whereas the gap between energy production and EU demand negatively affects the EU’s trade balance, with energy imports amounting to EUR 427 billion in 2024 – down from a peak of EUR 602 billion in 2022 – for coal, oil and gas[20];

    G. whereas EU nuclear production has declined by 24 % since 2014[21]; whereas a number of Member States are demonstrating their commitment to expanding nuclear energy as a pillar of their energy strategies and advancing their nuclear power projects;

    H. whereas the diversification of energy sources contributes to the EU’s open strategic autonomy, energy security and resilience against external supply disruptions;

    I. whereas applying renewable and clean domestic energy production, energy efficiency and energy saving measures across the entire value chain decreases reliance on external energy sources and enhances the security of energy supply; whereas EU energy efficiency policies have yielded structural results, with energy demand peaking in 2006 and declining by 20 % in 2023[22], highlighting energy efficiency as the most cost-effective way to reduce emissions, enhance competitiveness, make energy consumption more affordable and improve energy security;

    J. whereas Member States differ in terms of natural and geographical characteristics, energy supply, security, sources and policies;

    K. whereas the Russian Federation has for decades weaponised its supplies of oil, coal, nuclear power and gas to the EU in order to create division among Member States and, since the summer of 2021, to fuel inflation and weaken Europe’s resolve to support Ukraine in its just fight for freedom; whereas Russia’s war against Ukraine started in 2014; whereas Russia has been carrying out an illegal, unprovoked and unjustified full-scale war of aggression against Ukraine since 24 February 2022; whereas Member States agreed in the Versailles Declaration[23] to reassess how to ensure the security of their energy supplies and to phase out their dependency on Russian gas, oil and coal imports ‘as soon as possible’ by, among other means, speeding up the development of renewables and the production of their key components and accelerating the reduction of overall EU reliance on fossil fuels, taking into account national circumstances and Member States’ energy mix choices; whereas the REPowerEU plan put forward a set of actions to stop importing Russian fossil fuels by 2027 at the latest;

    L. whereas while most Russian oil and coal imports have been sanctioned, Russian gas and nuclear imports have regrettably remained outside of the EU’s sanctions regime amid concerns over security of supply;

    M. whereas the share of Russian pipeline gas, both liquefied natural gas (LNG) and pipeline, in the EU’s total energy imports significantly decreased from 45 % in 2021 to approximately 19 % in 2024; whereas EU imports of Russian fossil fuels in the third year of the invasion have surpassed the EU financial aid sent to Ukraine in the same period (EUR 18.7 billion in 2024)[24]; whereas since the beginning of the war, Russia has earned a total of EUR 206 billion in revenue from fossil fuel exports to the EU; whereas global fossil fuel exports constitute the single largest source of revenue for Russia, amounting to EUR 250 billion per year[25] – equivalent to 160 % of the Russian military budget for this year[26];

    N. whereas among the 100 reactors operating in the EU, 18 are located in five EU countries and are of Russian or Soviet-design, each with varying levels of built-in reliance on Rosatom, which poses a particular risk to European energy security; whereas in 2024, Russia met around 23 % of the EU’s total demand for uranium conversion services and 24 % for uranium enrichment services;

    O. whereas Russia has been circumventing sanctions through its shadow fleet, which transports oil to willing buyers under false flags or without flags and which poses serious environmental risks; whereas Member States have yet to implement the effective measures adopted by the Council in the 15th sanctions package against sanctions evasion through the shadow fleet;

    P. whereas in its November 2024 resolution, Parliament called for the EU and its Member States to ban all imports of Russian energy, including LNG and nuclear, to require that ships exporting LNG from Russia be banned from entering EU ports and to refrain from concluding any new agreements with Rosatom or its subsidiaries;

    Q. whereas the absence of an updated robust EU energy security strategy is adversely affecting businesses, industries and households; whereas, among other contributing factors, this has led to a sharp rise in energy poverty with nearly one in ten households (10.6 %) unable to adequately heat their homes in 2023[27], an increase from 6.9 % in 2021[28];

    R. whereas attacks against critical energy infrastructure can lead to a loss of power affecting several Member States simultaneously and substantial economic damage, undermine public security and have implications for the EU’s defence capabilities; whereas Europe’s energy sector has been inundated with cyberattacks since Russia’s invasion of Ukraine; whereas the Baltic Sea’s critical energy infrastructure is under regular attack from Russia; whereas the growing number of perimeter harassment incidents against offshore energy infrastructure poses a serious concern;

    S. whereas NATO’s role in energy security was first defined at the 2008 Bucharest Summit and has since been strengthened; whereas NATO is strengthening the security of critical infrastructure to prevent sabotage, including through the recently launched Baltic Sentry initiative; whereas NATO is supporting national authorities in enhancing their resilience against energy supply disruptions that could affect national and collective defence;

    T. whereas the integration of the Baltic states’ electricity systems into the continental European network in February 2025 was a critical step towards enhancing their energy security, as it eliminated reliance on the Russian-controlled grid, thereby reducing geopolitical vulnerabilities and strengthening the resilience of the Baltic region;

    A new vision for energy security in a changing global landscape

    1. Recalls that the European Environment Agency defines energy security as ‘the availability of energy at all times in various forms, in sufficient quantities, and at reasonable and/or affordable prices’; considers that a comprehensive approach to energy security should take into account the physical infrastructure dimension, the availability, reliability, stability and affordability of supplies and their sustainability, and should place emphasis on the geopolitical and climate dimensions;

    2. Stresses that energy security is a cross-sectoral issue that underpins the functioning of all critical sectors, making it indispensable for economic stability, public safety and national resilience; underlines that integrating energy security considerations into relevant policies and their underlying impact assessments is crucial for enhancing the coherence, consistency and overall effectiveness of EU policymaking;

    3. Emphasises that the current geopolitical situation and continued perilous energy supply dependencies underscore the need to revise the understanding of energy security and recognises that the resilience of energy systems, understood as the ability to anticipate, withstand, adapt to, and quickly recover from possible disruptions, is now a strategic imperative;

    4. Stresses that as the energy system continues to decarbonise, the share of renewables increases and electrification advances, a well-functioning and integrated energy market, energy efficiency, the integration of flexibility sources (electricity and heat storage, hydrogen, comprehensively developed and resilient infrastructure, demand response, etc.), and sufficient dispatchable capacity will be crucial to successfully manage the intermittency of renewable energy sources and unlock the full potential of the energy transition;

    5. Highlights that energy security cannot work without adequacy; notes that ‘the scarcity issues tend to shift from the peripheral areas of Europe in 2025 to the central parts of the continent by 2033’[29]; believes that capacity remuneration mechanisms play a structural role in securing dispatchable backup capacity to ensure adequacy during peak times or periods of supply shortages and in helping to incentivise the necessary investments in generating capacity that market signals, relying solely on infrequent scarcity price hours, may fail to justify; underlines the need to ensure that the mechanisms are open to different types of resources (such as demand side, energy savings, aggregation, storage units and cross-border resources) capable of providing the necessary services, such as flexibility, do not create undue market distortions or limit cross-zonal trade, and reflect compatibility with a future decarbonised electricity system, including through coherence with defined emission limits as set out in Article 22 of the EMD Regulation; recalls that remuneration for capacity mechanisms only covers their availability; stresses the urgent need to simplify and streamline their approval processes, as requested by the EMD revision, while giving due consideration to the specific problems of the electricity market in the respective Member States in the Commission’s approval process; notes the Commission report on the assessment of possibilities of streamlining and simplifying the process of applying a capacity mechanism[30] and the ongoing works on the Clean Industrial Deal State Aid Framework with concrete proposals to accelerate the approval process; notes that while the balancing market provides essential short-term services, it is not yet investment-friendly and calls therefore on the Commission to develop incentives to build the flexible assets that balancing markets urgently need;

    6. Stresses that decarbonisation should take into account the specificities of Member States and their regions, including Europe’s outermost territories and Just Transition Fund regions and their level of access to different types of clean energy sources, the needs of their industries and the vulnerability of their citizens in order to ensure a just transition that maintains energy security by creating synergies between climate ambitions, geographical and natural conditions, and social and economic realities;

    7. Notes the need for a broader approach to non-fossil flexibility and energy storage that incorporates molecules and heat; highlights the potential of district heating systems that can use thermal storage to reduce the temperature of the loop and incorporate waste heat, solar, geothermal and other renewable sources, where appropriate, using natural gas and biomass in a transition period; draws attention to the important role that the optimal use of high-efficiency cogeneration, in line with the Energy Efficiency Directive, can play in contributing to balancing the electricity grid and to the competitiveness of some industrial sectors, especially those that do not have alternative ways of producing affordable heat in their industrial processes; stresses the need to modernise and expand district heating grids to this end;

    8. Emphasises that technological neutrality plays a key role in enhancing the security of energy supply while avoiding lock-in effects and fostering sustainability, economic efficiency and a just transition; recalls the need to invest in a diverse portfolio of clean technologies that allow regions to adopt technologies best suited to their needs in a cost-effective way, making energy more affordable and accessible;

    9. Notes that the Draghi report[31] highlights that a reduction in dependency on fossil fuel imports would enhance EU competitiveness and the affordability and security of supply; notes that natural gas is currently a component of the EU’s energy security, with demand of 320 bcm in 2024, and notes the International Energy Agency (IEA) forecasts indicating a moderate demand of 260 bcm annually by 2035[32], while a REpowerEU scenario projected a possible demand reduction of 184 bcm by 2030, implying an approximate 50 % slash in natural gas demand in less than five years, compared to demand of 356 bcm in 2022; recalls Draghi’s proposal to establish a comprehensive strategy for natural gas, managing its role during the transition and securing its supply, that should guide infrastructure choices, international partnerships and legislation; notes, with concern, that inconsistent policies on natural gas have weakened the trading position of EU companies, leaving them exposed to global spot market prices and potentially creating a gap between what the EU has contractually secured and what will be imported over time;

    10. Stresses that the development of nuclear energy remains a national prerogative in the framework of EU law; notes that for the Member States that choose to have nuclear power in their energy mix, it can have an important role to play in an integrated energy system with increasing penetration of renewables; notes that a number of Member States see a need to support the development and deployment of both existing and a new generation of nuclear technologies, as well as the entire nuclear fuel cycle, that will contribute to building a competitive technological supply chain in the EU so as to ensure open strategic autonomy; stresses the importance of assessing the full cost of the entire nuclear energy life cycle, including construction, operation, security, environmental and health impacts, waste management and decommissioning; notes the existing and ongoing reliance on foreign providers, with approximately 97 % of the EU’s natural uranium supply in 2022 coming from oversea sources[33] and stresses the need to diversify  uranium and nuclear fuel supply sources and to follow the Euratom Supply Agency’s recommendation in developing reliable supply chains to meet the growing demand for nuclear and new nuclear technologies; notes, in this regard, the European Investment Bank’s recent decision to renew its support for strengthening European uranium enrichment capacities; underlines that small modular reactors (SMRs) and advanced modular reactors (AMRs) have the potential to enhance energy security by providing low-carbon power; notes, however, that the technology is not yet fully developed; welcomes the announced assessment of the possibility of streamlining licensing practices for new nuclear energy technologies such as SMRs;

    11. Recognises that renewable energy constitutes an enabler of energy autonomy and long-term security of supply; stresses that renewables are essential in delivering energy security as they already constitute the main source of home-grown energy for the EU; highlights the importance of maximising the use of existing renewable capacities, particularly by tackling the issue of curtailment, as grid congestion in the EU curtailed over 12 TWh of renewable electricity in 2023, resulting in an additional 4.2 million tons of CO₂ emissions[34]; notes that renewables have already helped to reduce EU dependence on Russian gas as they accounted for 25 % of the energy and 45 % of the electricity consumed in the EU in 2023; reaffirms the importance of sustained EU support for the development and deployment of established renewable technologies, such as solar, wind power, geothermal and heat pumps; reiterates the necessity of policy and investment support for less developed or emerging sectors in order to accelerate the deployment of renewable technologies that are the most relevant given their national and local circumstances, such as innovative geothermal technologies, biomethane, solar thermal, marine energy, tidal energy, osmotic energy and concentrated solar power; expresses concern that, without targeted support policies, some innovative technologies may fail to reach commercialisation in a timely manner, and therefore calls on the Member States to support their research, demonstration, market adoption and scale-up; calls on the Commission to present an investment plan for these renewable technologies;

    12. Notes, in particular, the potential of geothermal energy, estimated to reach 510 GW by 2035 at a capacity factor of 80-90 %; highlights the vast untapped resources in certain EU regions and calls on the Commission to deliver on Parliament’s call to support the development of geothermal energy, including through the establishment of risk mitigation instruments;

    13. Asks the IEA to conduct an analysis to assess the possibilities for using EU natural gas resources; notes that domestic EU natural gas production dropped by more than a third between 2020 and 2023 and that this decline is expected to continue with no significant near-term increase in the production of green gases, including biogas and biomethane, in the EU; notes that Draghi’s report highlights that while progressively decarbonising and moving to hydrogen and green gases in line with RED III and REPowerEU as a transitional measure, domestic natural gas production – where deemed justified by individual Member States – could also play a role in contributing to security of supply and avoiding exposure to negative geopolitical developments;

    14. Highlights that diversification is vital to mitigate the risk of supplier dominance in a changing geopolitical context; believes the EU needs to strengthen international partnerships with reliable suppliers of energy, raw materials and clean-tech components in all regions of the world, and, in particular, with European Economic Area countries;

    15. Underlines that enhancing energy security requires a holistic approach, notably through improving energy efficiency in key end-use energy sectors, such as buildings and industry, promoting energy savings, boosting investment in research and development, and ensuring meaningful citizen participation, all of which are essential to achieving a resilient, sustainable and inclusive energy system;

    16. Calls on the Commission to be mindful of future military capability and mobility needs in the development of the EU’s energy system; notes, with concern, that the EU is highly import-dependent for crude oil and petroleum products; calls on the Commission to prepare a comprehensive strategy on liquid fuels in order to ensure their readily available access for the military in a crisis situation, and to reduce dependencies on vulnerable import chains and unreliable producers, particularly thorough the development of advanced synthetic fuels (such as sustainable aviation fuels and e-fuels) in Europe;

    17. Draws attention to the Niinistö report’s recommendation on the need for further work on priority dual-use transport corridors for civilian and defence-related logistical needs, and on the expansion of fuel supply chains for the armed forces along these corridors, as well as stockpiling and strategic reserves of energy, that could be particularly useful for the regions with insufficiently developed pipeline infrastructure and fuel storage; calls, in this respect, on the Commission to review the Oil Stocks Directive in the light of recent geopolitical shifts and the military readiness needs in order to strengthen energy security and resilience against emerging military risks;

    18. Acknowledges the rapidly accelerating energy demand driven by the digital sector, particularly the substantial energy requirements of data centres and artificial intelligence systems; stresses that this trend highlights the urgent need for robust energy efficiency policies and underscores the importance of the EU proactively pursuing sustainable, forward-looking solutions to meet this growing demand while safeguarding the resilience of its energy system;

    A resilient energy infrastructure

    19. Notes that infrastructure bottlenecks impede the benefits of sector integration and aggravate the threats to energy security; underlines the importance of investing in new energy networks, including cross-border interconnectors and offshore grids, and optimising existing infrastructure to increase capacity using grid-enhancing technologies (GETs) while reducing new infrastructure needs, in order to enable the integration of renewables and other new generation facilities, close price gaps, improve the overall system efficiency and foster solidarity among the Member States in the event of an energy crisis; emphasises the need for technically sound infrastructure planning that takes into account geographical and natural characteristics while ensuring long-term viability and avoiding the creation of stranded assets;

    20. Calls on the Commission to urgently assess areas where interconnectors are insufficient so as to achieve the current 15 % interconnection target as set out in Regulation (EU) 2018/1999[35]; stresses the importance of Projects of Common Interest (PCIs) in facilitating the efficient and secure flow of electricity across Member States and regions, thereby strengthening cross-border integration and energy solidarity within the EU; acknowledges the role of the Connecting Europe Facility for Energy (CEF-E) in completing the above investments and reiterates its call for its funding to be significantly increased when proposing the next multiannual financial framework;

    21. Calls on the Member States to accelerate permitting procedures for electricity installations and networks; notes that excessively long permitting procedures could create legal uncertainty, undermining resource adequacy by delaying the implementation of critical projects – whether for repowering or revamping existing generation sites, or for developing transmission, distribution, or storage infrastructure; welcomes the positive progress made regarding provisions adopted in the latest revision of the Renewable Energy Directive and the Emergency Regulation on Permitting[36] to accelerate, streamline and simplify permit-granting procedures;

    22. Recalls that climate change continues to worsen, placing increasing stress on the energy system due to extreme weather events, such as heat waves, that lead to thermal power plant shutdowns, droughts that reduce generation output, and severe storms, floods and fires that damage electricity grids and gas pipelines; stresses that the impact of climate change on generation assets, networks and consumption patterns should be better integrated into the modelling and preparedness of energy infrastructure; emphasises the need for resilient energy system planning, incorporating climate-adaptive strategies such as advanced cooling technologies, grid flexibility, decentralised renewable generation and strengthened infrastructure protections; highlights the importance of integrating a climate-proofing plan, grounded in an initial risk-based assessment, into energy projects from the earliest stages of development;

    23. Calls on the Commission to build on Directive (EU) 2022/2557[37] on the resilience of critical entities by facilitating its full and harmonised implementation through the provision of best practices, guidance materials and methodologies, and cross-border training activities and exercises to support Member States, competent authorities and critical energy entities;

    24. Emphasises the need to invest in the protection and resilience of energy infrastructure against human-caused threats, such as military, hybrid and cyber attacks; expresses concern about recent sabotage incidents in the Baltic Sea and calls for stronger EU-level action to protect the EU’s critical energy infrastructure, including cross-border connections with non-EU countries, such as subsea pipelines and cables, offshore wind farms and interconnections, designed to support the most impacted Member States, and to complement national measures; welcomes, in this regard, the joint communication on the EU Action Plan on Cable Security;

    25. Notes that the decentralisation of the energy system, that both strengthens resilience and facilitates the energy transition, and increased diversity of sources and autonomy, reduce reliance on centralised power plants, minimise outage risks, enhance grid stability, and enable quicker recovery from disruptions; emphasises at the same time that the increased number of remote and dispersed sources of energy, energy storage and new connections require enhanced measures to ensure robust infrastructure protection;

    26. Calls on the Commission to draw on the lessons learned from the war in Ukraine, particularly the critical role of electricity interconnection, microgrids, distributed solar power, wind power and battery storage in ensuring greater resilience of the electricity grid against military attacks, including cyberattacks, drones and missiles; commends Ukraine’s sustained efforts to maintain the functionality and safety of its energy system in the face of Russia’s war of aggression, and underscores that supporting Ukraine also entails helping to safeguard the soundness of its national electrical grid;

    27. Notes, with concern, that small distributed energy resources (DERs) connected to the internet, such as inverters, are not covered by appropriate conformity assessment procedures under cybersecurity legislation, such as the Cyber Resilience Act[38], and since they can be remotely controlled and their software updated by the manufacturer, which, in many cases, are non-trusted vendors, they could give these non-trusted vendors control over EU electricity grids; urges the Commission to establish mandatory risk assessments for DERs based on the country of origin, ensuring that devices controlled from jurisdictions with potential security concerns are subject to strict oversight and localisation requirements; calls for enhanced resilience in European supply chains by promoting EU-based manufacturing of DERs and fostering alliances with trusted international partners; highlights the need for an adequate number of professionals specialised in cybersecurity and close coordination among Member States to address these vulnerabilities;

    28. Calls on energy companies that manage critical infrastructure to work closely with the EU Agency for Cybersecurity and equip themselves with the most advanced cybersecurity tools; considers that cooperation with NATO in the field of cybersecurity should be strengthened in order to counter hybrid threats to Europe’s energy security;

    29. Notes that the Member States need to do their utmost to increase their resilience, which encompasses the ability to prevent, protect against, respond to, resist, mitigate, absorb, accommodate and recover from incidents, taking into full account the interdependence of the EU energy market and the potential domino effect that infrastructure failures in one country may have across the Union; underlines, in particular, the need to strengthen the recovery aspect, which could be achieved through an efficient European repair and response mechanism and national and regional operational plans, which could serve as an important element of the EU’s deterrence strategy; notes the importance of EU solidarity in responding to potential infrastructure incidents, ensuring coordinated action and mutual support among Member States;

    30. Recalls that energy infrastructure constitutes a particularly sensitive sector in need of protection against foreign interests; urges the Member States and the Commission to address security risks associated with foreign investment in and acquisitions of energy infrastructure; expresses concern about a series of potentially sensitive foreign investments, particularly in grids; welcomes, in this regard, the ongoing revision of the Foreign Investment Screening Regulation[39] as a timely step towards adopting a stringent strategic approach to the development and oversight of European energy infrastructure;

    31. Stresses that energy security should include the supply of key clean technologies, components and critical raw materials and notes the need for their diversified sourcing; calls for increased support for the EU’s grid manufacturing industry as a strategic pillar of the energy transition, with particular emphasis on ensuring a fair and competitive regulatory environment for European manufacturers, while exploring the potential for local content requirements to strengthen energy security, supply chain resilience and industrial competitiveness; calls for an update of the Public Procurement Framework to simplify and reduce the administrative burden for grid operators to access the needed grid technologies;

    32. Emphasises the importance of integrating circularity principles into the design of critical infrastructure and equipment, and calls for increased support for their implementation, with the goal of reducing the EU’s dependence on imports of foreign raw materials and enhancing resource efficiency;

    Phase out of Russian energy supplies

    33. Highlights that the challenges posed by a lack of solidarity in the EU and by some Member States prioritising particular interests have made the whole continent aware of the dangers of dependence on an unreliable energy supplier weaponising energy exports; underlines that the lessons learned from Russia’s war of aggression against Ukraine need to be at the core of future EU actions, particularly highlighting the critical importance of a united European response in order to eliminate perilous dependencies in energy supplies;

    34. Underlines that the EU has made advances in reducing its energy dependence thanks largely to the REPowerEU plan and the 16 sanctions packages, leading to a decline in imports of Russian gas (pipeline and LNG) from 45 % of total EU gas imports in 2021 to 19 % as of 2024;

    35. Expresses deep concern that the EU still maintains its reliance on Russian gas and, moreover, has recently seen an increase, with imports rising by 18 % in 2024 and continuing to grow in 2025[40]; notes that in 2024 alone, Member States purchased an estimated EUR 7 billion worth of Russian LNG, and since Russia’s invasion of Ukraine, the EU has imported EUR 200 billion worth of Russian oil and gas – totally[41] fuelling Russia’s war machine;

    36. Welcomes the publication of a roadmap for phasing out Russian energy imports, which must pave the way for their definitive end as soon as possible;

    37. Welcomes the stepwise prohibition of Russian gas imports proposed by the Commission; stresses the need to introduce an EU-wide ban on all Russian natural gas imports by 2027 at the latest, and on new contracts and existing spot contracts by the end of 2025; insists that the Member States, including those currently benefiting from targeted derogations for Russian oil imports, should ultimately phase out these imports by 2027 at the latest; welcomes the upcoming legislative proposals in this regard and calls on the Commission to explore the use of all available transitional instruments that could lead to the end of Russian fossil fuel imports by 2027, such as the introduction of a regular quota system for Russian gas imports into the EU and the introduction of a ceiling price for Russian LNG, following an assessment of market and price impacts; calls on the Commission to provide EU companies with effective and legally sound toolkits to facilitate their efforts to get out of long-term contracts with Russian suppliers without incurring penalties;

    38. Calls on the Member States to include gas deliveries to the EU from the Yamal LNG and Arctic LNG 2 terminals in the scope of EU sanctions and the respective sanctioning of the singular fleet of ice-class LNG carriers linked to the Yamal LNG project; notes that sanctioning LNG carriers would be highly effective, as there is a limited number of ice-class LNG carriers in the world; stresses that the above actions would require adequate assessments of the legal and economic impacts on the European companies concerned and to ensure their ability to exit contracts;

    39. Commends the inclusion of the nuclear supply chain in the roadmap; notes, with concern, that Russian nuclear fuel remains present in the EU market, including through indirect supply chains, and that in 2023, 23.5 % of the uranium consumed in the EU came from Russia and 30.1 % of the uranium used in the EU’s nuclear fleet was enriched by Russia; notes that while domestic providers are ramping up capacity in their European facilities to meet increased demand, as utilities proactively move away from Russian supply, clear policy decisions are urgently required at EU and national level to address the above vulnerabilities in the nuclear supply chain; calls therefore for support for projects within the Union that contribute to greater autonomy and security of nuclear fuel supply;

    40. Expresses concern that official data does not provide a complete picture of Russian energy imports and their final destination, as relabelled Russian oil and gas continue to enter the EU market; notes with regret that this, in some cases, occurs with the acquiescence of the state actors involved;

    41. Agrees that an adequate assessment of the amount of Russian energy imports is a prerequisite for phasing out this dependence; regrets the continued whitewashing of Russian energy imports and stresses the need for greater transparency in the EU energy market; calls on the Member States to publish data on the origin of imported, exported and consumed Russian gas, and urges the application of all measures against the whitewashing of Russian energy imports; notes that relevant reporting obligations laid down under Regulation (EU) 2024/1787 on methane emissions reduction in the energy sector can contribute to achieving this goal;

    42. Welcomes the upcoming proposals for transparency, monitoring and traceability mechanisms, as the effective implementation of sanctions depends on compatible control mechanisms in all Member States; underscores the urgent need to develop a legal mechanism to ensure the transparency and traceability of natural gas originating in Russia and exported to the EU as liquefied natural gas and by pipeline, and eventually to cover oil imports; stresses that this mechanism should be extended to energy imports from other destinations in the future; considers that the mechanism would require cooperation between various services, including EU competition services, the Agency for the Cooperation of Energy Regulators (ACER) and national customs authorities; asks the Member States to consider strengthening the criminal investigation powers of national customs authorities to ensure the effectiveness of the above mechanism and introducing sufficient deterrent measures and fines, such as adequate financial penalties for sanctions evasion;

    43. Stresses the need to adopt a legal framework for diversification, requiring each Member State to prepare, in a coordinated manner and through the appropriate competent authorities, an exit plan for Russian energy sources and to support and oversee the preparation and implementation of specialised exit plans at the level of undertakings active in their respective energy sectors; considers that these plans should include domestic production and demand reduction dimensions;

    44. Strongly condemns the calls for a return to Russian energy imports as part of the peace settlement in Ukraine; firmly rejects the idea of the possible certification of the Nord Stream 2 pipeline and insists on the complete decommissioning of Nord Stream pipelines; warns against the EU falling back into dependency on an unreliable supplier and calls on the Commission and the Member States to develop safeguards against this, such as a countersignature by the Commission on any potential contracts with Russia or the mandatory use of the AggregateEU platform for this type of purchase;

    45. Recalls that energy is a fundamental necessity; emphasises that the phase out of Russian energy imports must be a collective effort, ensuring that no Member State, company or household is left behind; emphasises that Member States are not equally positioned to phase out Russian energy imports in the same manner, and therefore urges strong solidarity among them, alongside appropriate support measures from the Commission to ensure a fair and coordinated transition;

    46. Notes that, in the near-term, there is the need to replace phased out Russian energy imports with reliable non-EU sources and urges the Commission therefore to propose measures that ensure their sufficient substitution from trusted partners; stresses, however, that Russian energy supplies should not be replaced by new dependencies in supplies, and therefore that, in the long term, energy imports should be progressively reduced through effective measures to support decarbonisation, electrification and energy efficiency and savings in the sectors where it is possible and cost-efficient, as well as through the development of domestic energy production in line with the REPowerEU plan;

    47. Emphasises that energy dependence on Russia also should not be replaced by new dependencies on individual suppliers of energy technologies, components or critical raw materials;

    Revision of security of supply framework

    48. Welcomes the upcoming revision of the Security of Supply architecture including the Gas Security of Supply Regulation and the Electricity Risk Preparedness Regulation, and other relevant legislation; considers that the new EU security of supply architecture should reflect such fundamental shifts as increasing cross-sectoral integration of the energy system, the new geopolitical landscape, the profound changes in supply routes, the impact of climate change, as well as changes in the maturity of energy technologies reflected in shifts of levelised costs of energy and the opportunities this presents for the energy transition;

    49. Highlights that energy efficiency plays a critical role in enhancing the security of energy supply by reducing overall energy demand, lowering dependency on energy imports and increasing system resilience; considers that the new security of supply framework should be broadened to reflect a new way of looking at the security of energy supply, based not only on energy sources, but also on the energy efficiency first principle, energy savings, cost efficiency, as well as the ability to produce different types of energy domestically; notes that, in the near-term, the Union should concentrate on effective and solid weaning of Russian energy imports without loopholes, including through securing alternatives supplies from reliable partners and better use of existing infrastructure, while in parallel continuing to develop domestic alternatives to imported energy products, where possible; stresses, nevertheless, the imperative to develop a future-proof security of supply architecture that systematically reduces dependence on external actors, notably by advancing energy efficiency, promoting energy savings, enhancing circularity and ensuring the sustained growth of home-grown clean energy production and well-protected decentralised energy infrastructure;

    50. Emphasises the need to prioritise the resilience of energy infrastructure, drawing on the lessons learned from Russia’s war of aggression against Ukraine, the targeted attacks on its energy systems and the benefits of decentralised energy systems; considers that new energy assets should be ‘resilient by design’, including to possible military threats and extreme weather events;

    51. Stresses the need for greater cooperation among all actors on the resilience of energy infrastructure to both climate impacts and human-caused threats; insists that the protection of this infrastructure requires greater involvement of governments, including through public-private partnerships; welcomes, in this regard, the Niinistö report recommendation to engage with the private sector in institutionalising de-risking efforts, cross-sector stress tests and proactive security measures; asks the Commission to ensure that such cooperation is reflected in plans covering incident management and recovery, and is subject to regular exercises; notes that the Union’s preparedness strategy includes actions to strengthen public-private partnerships and calls on the Commission to further develop relevant specific measures for the energy sector in the review of the security of supply architecture;

    52. Notes the need to accommodate in the security of supply architecture the integration of renewable and low-carbon gases, such as biomethane and hydrogen; recalls that the Hydrogen Strategy already recognised the role that renewable and low-carbon hydrogen production can play in providing flexibility and storage in an integrated energy system with a high share of renewables; calls on the Commission to recognise the complementarities between hydrogen and electricity in the future Electrification Action Plan, in line with energy sector integration, and to set clear conditions for the ramp-up of hydrogen to contribute to the energy transition, particularly in hard-to-abate sectors;

    53. Stresses the need to include affordability risks in national risk assessments; calls for transparency on the implementation of national risk-preparedness measures to increase trust between the Member States; notes the advantages of greater coherence on protected consumer categories (consistent categories and gradation of disconnection priority for grid users) to allow coordinated consumer load-shedding plans to be defined, including plans to support vulnerable households affected by, or at risk of, energy poverty during an energy crisis;

    54. Highlights the need for a unified, resilient and strategically coordinated energy policy; emphasises that as the EU energy markets become more integrated, energy security is increasingly becoming a shared responsibility of the Member States, thus requiring solidarity and coordination in order to prevent unilateral actions that could undermine the security of the entire EU; warns that a unilateral decision by a single actor to enter into a harmful energy agreement with a non-EU country could expose the whole EU to renewed energy crises, price volatility and geopolitical pressure;

    55. Notes the need for stronger coordination between the Member States on the decommissioning of ageing generation units with cross-border impact, as well as on withdrawal from the system of generation capacity in order to ensure that alternative installations have been completed and are in operation, as this affects the availability and affordability of energy in neighbouring countries;

    56. Underlines that data-driven technologies should positively impact energy security management; recognises the importance of comprehensive energy information and data in identifying and responding to evolving energy security threats and in infrastructure planning, and calls for improved coordination in the collection of such information and data;

    57. Calls on the Commission to include in the security of supply proposal technical provisions for the standardisation and interoperability of critical components of the EU’s energy system, particularly electrical transformers, to ensure that a lack of standardisation does not hinder European solidarity;

    58. Welcomes the establishment by the European Network of Transmission System Operators for Electricity (ENTSO-E) of a new Task Force on the Security of Critical Infrastructure, aimed at analysing and proposing recommendations on the topic of security of critical infrastructure; stresses the importance of incorporating lessons learned from Ukraine’s experience, including the valuable expertise of the dedicated unit within the Ukrainian Transmission System Operator (TSO) tasked with identifying and mitigating threats to critical infrastructure; calls on the Commission to collaborate closely with ENTSO-E in delivering a comprehensive and systemic assessment of threats to the EU electricity grid, to be completed by 2026;

    The infringement procedure referred to by the Honourable Member[1] remains open, with an ongoing dialogue with the Spanish authorities.

    In the context of this infringement procedure, Spain has provided updates on its progress towards completing the designation process of the Special Conservation Areas across the country, including in the region of Galicia. Spain has also reviewed the methodology for setting site specific conservation objectives and measures at the time of adoption and/or update of the management plans, in order to provide a structural solution to the concerns expressed by the Commission.

    The Commission is currently assessing the replies provided in the framework of the dialogue it has engaged with the Spanish authorities.

  • MIL-OSI Europe: Answer to a written question – Slovak Government cull of 350 brown bears – E-001897/2025(ASW)

    The Commission is currently assessing the recently adopted resolution[1] of the Slovak government on culling 350 bears, which lays down the obligation on the Minister of Environment to issue derogations for the culling.

    The Commission has been in contact with the Slovak authorities and asked for more information about the implementation of this resolution and the derogation decisions issued by Slovakia. The Commission has also sought clarification on the new methodology used by Slovakia to estimate its bear population.

    Without prejudice to the Commission’s role as the guardian of the Treaties, Member States’ national administrative and judicial authorities are primarily responsible to ensure that EU legislation is complied with. In that respect the Commission recalls that national courts play an essential role in ensuring that the derogations adopted at national level are in full compliance with the provisions of the Habitats Directive[2].

    Nonetheless, the Commission is closely following the situation and in case of an established breach would take any action deemed necessary.

  • MIL-OSI Europe: Answer to a written question – Building the new northern section of the A33 motorway through a Natura 2000 site – E-001537/2025(ASW)

    Article 6(4) of the Habitats Directive[1] provides that if, in spite of a negative assessment of the implications for the site and in the absence of alternative solutions, a plan or project must nevertheless be carried out for imperative reasons of overriding public interest, including those of a social or economic nature, the Member State must take all compensatory measures necessary to ensure that the overall coherence of Natura 2000 is protected.

    It must inform the Commission of the compensatory measures adopted which enables the Commission to assess the manner in which the overall coherence of the Natura 2000 network will be maintained in the long term. Appropriate compensatory measures are therefore necessary to obtain a positive Commission’s opinion.

    The compensatory measures must ensure the overall coherence of the network and may include the enlargement of an existing site or a designation of a new site. Thanks to this legal requirement the Natura 2000 site concerned is not called into question.

    It is however appropriate to assess, in the first place, whether mitigating measures pursuant to Article 6(3) of the Habitats Directive, could be useful to tackle the adverse effects of the project to the protected site.

    According to the competent German authorities, 75% to 100% of the adverse effect of the project A33 on protected habitat types are caused by nitrogen deposition.

    A temporary speed limit during periods when the concentration is above the legal threshold may be an efficient mitigation measure to reduce emissions.

    Highland Council’s Environmental Health team have identified raised levels of naturally occurring bivalve shellfish biotoxins following routine monitoring at Loch Eishort. Eating bivalve shellfish such as cockles, mussels, oysters or razor fish from the area of Loch Eishort may pose a health risk arising from the consumption of these biotoxins.

    As a sensible precaution, people should avoid eating bivalve shellfish from this area until further notice. It is important to note that cooking does not remove risks from consumption.

    Commercial shellfish harvesters in the area have been contacted by Highland Council.

    The Danish Minister for the Environment has admitted[1] that Denmark has failed to comply with both Danish and EU environmental regulations for 14 years by failing to set limit values for toxic substances (including PCBs and heavy metals) in fish and mussels, and in the seabed. It has therefore been impossible to assess how polluted Denmark’s coastal waters have actually been.[2]

    A memo from 2020[3] pointed out that this has meant, among other things, that it is not possible to adequately assess the state of the marine environment and comply with the EU’s water framework and marine strategy framework directives.

    This is despite the fact that Danish officials have been trying to warn successive ministers about the problem since at least 2011.

    This is an extremely serious matter that casts an even worse light on the problems that Denmark has had in implementing the water framework directives.

    In the light of the foregoing:

    • 1.Does the Commission have an overview of how many breaches of EU law Denmark’s practices have resulted in since 2011?
    • 2.How do the revelations concerning the lack of action and the infringement of – among other things – EU regulations over a 14‑year period affect the assessment of Denmark’s failure to implement the Water Framework Directive?
    • 3.Has the Commission received a plan from Denmark on how the country intends to bring itself into line with EU legislation?

    The Commission has been unable to identify any Natura 2000 site that could be affected by the project referred to by the Honourable Member.

    However, Articles 12 to 16 of the Habitats Directive[1] require Member States to set up and implement a strict protection regime for species listed in Annex IV, both inside and outside protected areas.

    The Environmental Impact Assessment (EIA) Directive[2] requires that, before consent is given, projects likely to have significant effects on the environment by virtue, inter alia, of their nature, size or location be subject to an assessment of their environmental effects.

    For the categories listed in Annex II to the directive, such as urban development projects[3], the authorities must determine whether an assessment is necessary through a case-by-case study or through previously set thresholds or criteria. In doing that, the authorities must take into account the relevant selection criteria set forth in Annex III to the EIA Directive.

    The competent authorities in the Member States are primarily responsible for the correct implementation of the above provisions. Moreover, the EIA Directive provides for specific review procedures that allow the public concerned to challenge the substantive or procedural legality of decisions, acts or omissions subject to the directive’s provisions on public participation.

    In any case, the Commission notes that the project has been challenged before a national court. The Commission considers that the use of the means of redress available at national level is indeed the most effective way to address individual cases of possible non-compliance and is complementary to the Commission’s strategic approach on enforcement action, focused on cases of systemic non-compliance[4].

    The 1.8m female has been rehomed at a crocodile farm.

    A 1.8m juvenile female estuarine crocodile has been removed from the wild at Biboohra north of Mareeba on the Atherton Tablelands.

    The crocodile was reported to the Department of the Environment, Tourism, Science and Innovation (DETSI) on 11 June 2025.

    Wildlife rangers from the Queensland Parks and Wildlife Service assessed water bodies in the Biboohra area and located the animal in an irrigation channel.

    On 24 June 2025, rangers set a baited trap and the crocodile was captured on 27 June 2025. It has been since been placed in a crocodile farm.

    DETSI would like to thank the Mareeba Shire Council and people in the Mareeba area for their ongoing interest and assistance in crocodile matters, particularly those people who have submitted crocodile sighting reports.

    Sighting reports provide important information about crocodiles, including their location, and wildlife rangers investigate each sighting report.

    The Biboohra area is considered atypical habitat for estuarine crocodiles. All estuarine crocodiles confirmed to be present in that area are targeted for removal from the wild.

    DETSI is aware of community concerns regarding the potential for estuarine crocodiles in the Barron River.

    DETSI has conducted comprehensive surveys of the Barron River over the past ten years and has not observed any estuarine crocodiles, though the river is known to be inhabited by freshwater crocodiles.

    All crocodile sightings should be reported in a timely manner to DETSI via the QWildlife app, making an online crocodile sighting report, or by calling 1300 130 372. Wildlife rangers investigate every crocodile sighting report received.

    Sevilla, Spain – Barbados, France, Kenya, Spain, Benin, Sierra Leone, Somalia, Antigua & Barbuda supported by the European Commission, have announced they will form a ‘solidarity coalition on premium flyers’ to raise funds for climate action and sustainable development. Campaigners reacted to the announcement, which was made on the first day of the UN Financing for Development conference in Sevilla (FFD4).[1]

    Rebecca Newsom, Global Political Lead of Greenpeace International’s Stop Drilling Start Paying campaign said: “Flying is the most elite and polluting form of travel, so this is an important step towards ensuring that the binge users of this undertaxed sector are made to pay their fair share. With the cost of climate impacts surging in countries least responsible for the crisis, bold, cooperative action that makes polluters pay is not just fair – it’s essential.”

    “The obvious next step is to hold oil and gas corporations to account. As fossil fuel barons rake in obscene profits, and people are battered with increasingly violent floods, storms and wildfires, it’s no surprise that 8 out of 10 people support making them pay. Members of the Global Solidarity Levies Task Force and rich countries around the world should act upon this enormous public mandate: commit to higher taxes on fossil fuel profits and extraction by COP30, while ensuring that those being hit hardest by the climate crisis around the world benefit most from the revenues.”  

    Greenpeace International maintains it is critical that the revenues raised from solidarity levies in Global North countries go towards the countries and communities most affected by the climate crisis, for example through helping to fill the Fund for Responding to Loss and Damage.

Further, Oxfam analysis found that the emissions of just 340 fossil fuel companies each year make up half of all global emissions – emissions of just one year are enough to cause 2.7 million heat-related deaths over the next century. 

    [6] Over 100 climate groups are backing a ‘Climate Damages Tax’ on fossil fuels extraction. This could be imposed by OECD countries, which if introduced at low initial rate of US$5 per tonne of CO2e increasing by US$5 per tonne each year could raise a total of US$ 900 billion by 2030 to help the world’s poorest and most vulnerable with climate damages, and pay for damages caused by some of the worst extreme weather events last year. Greenpeace is calling on governments to introduce frequent flyer levies so that those who fly the most, pay the most, while preventing the expansion of the aviation industry. Private jets are an extravagant luxury which should be banned altogether.

    A successful collaboration involving a trio of research institutions has yielded a road map toward an economically viable process for using enzymes to recycle plastics.

    The researchers, from NREL, the University of Massachusetts Lowell, and the University of Portsmouth in England, previously partnered on the biological engineering of improved PETase enzymes that can break down polyethylene terephthalate (PET). With its low manufacturing cost and excellent material properties, PET is used extensively in single-use packaging, soda bottles, and textiles.

    The new study combines the previous fundamental research with advanced chemical engineering, process development, and techno-economic analysis to lay the blueprints for enzyme-based PET recycling at industrial scale.

    While current methods exist for recycling PET, they are often incompatible with typical low-quality plastic waste. A potential solution lies with enzymes, which can selectively break down PET, even from contaminated and colored plastic waste streams. The researchers’ new design focuses on improvements at each stage of the process, from plastic deconstruction with enzymes, to efficient recovery of the resulting building blocks, or monomers. These monomers can be used to make new plastic or upcycled to generate higher value materials, saving energy and resources.

    The key to making such a process viable is to reduce the energy and cost requirements, which in turn yields a cheaper product. The team has achieved this by innovations that change the reaction conditions and separations technologies to reduce expensive acid and base additions by more than 99%, reduce annual running costs by 74%, and reduce energy use by 65%.

    “Despite the advantages of enzymatic recycling for complex plastic waste streams, the field has encountered multiple challenges for realistic implementation,” said Gregg Beckham, a senior research fellow at NREL and colead of the study. “Here we have taken a multidisciplinary approach that incorporates multiple innovations to realize an economically viable and scalable process.”

    The modeled cost of the resulting enzyme-recycled PET are now below those of U.S. domestic virgin PET ($1.51/kg vs. $1.87/kg), making this an attractive option for industry investment and scale-up.

    According to a 2022 NREL study, 86% of plastics were landfilled in the United States in 2019—materials with enough embodied energy to supply 5% of the power needs of the U.S. transportation sector. With global plastic production anticipated to increase between two and four times current levels by 2050, recovering and valorizing more postconsumer plastics is an opportunity to recapture that energy for domestic materials manufacturing.

    “We see a significant opportunity to design, test, and optimize new recycling technologies to efficiently valorize postconsumer plastics into feedstock for new materials,” said Natasha Murphy, a biochemist at NREL and co-first author of the new paper.

    The paper, “Process innovations to enable viable enzymatic poly(ethylene terephthalate) recycling,” appears in the journal Nature Chemical Engineering. Other co-authors from NREL are Stephen Dempsey, Jason DesVeaux, Taylor Uekert, Swarnalatha Mailaram, Manar Alherech, Hannah Alt, Kelsey Ramirez, Brenna Norton-Baker, Elizabeth Bell, Christine Singer, and John McGeehan.

    McGeehan, who recently joined NREL from the University of Portsmouth, said, “I am delighted to be part of a team that is dedicated to translate fundamental science toward real-world application and look forward to working closely between NREL and our industry partners to accelerate the design and construction of the first U.S. enzymatic plastic recycling plant.”

    Research funds came from the U.S. Department of Energy’s Advanced Materials and Manufacturing Technologies Office and Bioenergy Technologies Office. This work was performed as part of the Bio-Optimized Technologies to keep Thermoplastics out of Landfills and the Environment (BOTTLETM) consortium.

     — Today, Governor Mike Kehoe announced twelve appointments to various boards and commissions.

    Casey Burton, Ph.D., of St. James, was appointed to the State Board of Health and Senior Services.

    Mr. Burton is the executive director of research and governmental affairs at Phelps Health in Rolla, Missouri. He also serves as an adjunct assistant professor of chemistry at the Missouri University of Science and Technology (Missouri S&T) where he develops and leads sponsored research involving noninvasive disease detection and characterization. Burton also serves on the boards of the Ozark Biomedical Initiative, Missouri Ozarks Community Action, Inc., Phelps County Community Resource Center, and more. Burton earned his doctorate in analytical chemistry and bachelor’s in chemistry from Missouri S&T.

    James Carter Jr., of St. Charles, was appointed to the Missouri Commission for the Deaf and Hard of Hearing.

    Mr. Carter currently serves as an Advanced American Sign Language (ASL) Interpreter and is certified and licensed by the Board of Evaluation of Interpreters in both Illinois and Missouri. In addition to his professional responsibilities, Carter is a member of the World Association of Sign Language Interpreters (WASL), World Federation of the Deaf (WFD), and Deaf in Government (DIG). He holds a Bachelor of Arts in Biblical Studies from Lincoln Christian University.

    Earl Crawford, of Excelsior Springs, was reappointed to the Governor’s Council on Disability.

    Mr. Crawford currently serves as executive director at Missouri Inclusive Housing Development Corporation. He has previous experience as a special education teacher, superintendent of a rehabilitation center, and an education consultant, among other positions. In addition to his professional experience, Crawford has served on the Marshall Parks and Recreation Board, Marshall School Board, Marshall Chamber of Commerce, Missouri Valley College Board of Trustees, and Midland Empire Resources of Independent Living (MERIL), as well as vice president of the Marshall Chamber of Commerce. He holds a Master of Special Education from the University of Central Missouri.

    Betty Davidson, Ph.D., of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Davidson is a retired educational professional and expert in disability studies and inclusive practices. She previously served as the director of visually or orthopedically impaired students at the Special School District of St. Louis County. She also  serves as the chair of the Association for Education and Rehabilitation of the Blind and Visually Impaired (AER), the president of Inclusivity Media, the vice president of the St. Clare Hospital Auxiliary for SSM Health, and more. Dr. Davidson earned a doctorate in higher education from Saint Louis University, a master’s in special education from the University of Missouri–St. Louis, and her bachelor’s degree from Harris-Stowe State College. 

    Aaron Durso, of Taneyville, was appointed to the Governor’s Council on Disability.

    Mr. Durso currently serves as Bull Creek Village Clerk. He has previous experience as burough manager and the municipal authority manager in Birdsboro, Pennsylvania, and Senior Pastor at LOVE Christian Fellowship. A disabled veteran of the United States Air Force, Durso was honorably discharged in 1993. He holds a Doctor of Ministry from Newburg Theological Seminary, Master of Ministry at Chesapeake Theological Seminary, and Bachelor of Religious Education at the University of Valley Forge.

    Ronald Hack, of Sunset Hills, was reappointed to the Governor’s Council on Disability.

    Mr. Hack is a retired lawyer, formerly serving as a partner at Evans & Dixon, LLC and Gallop Johnson & Neuman, L.C. He has been an active community volunteer for more than 30 years, currently serving on the boards of the Sunset Hills Conservation Foundation and the Southwest Area Chamber of Commerce. Hack earned his Juris Doctor from the University of Missouri School of Law and his Bachelor of Arts from Westminster College.

    Katie Jones, of St. Peters, was reappointed to the Governor’s Council on Disability.

    Ms. Jones is the chief program officer for Boone Center Inc. (BCI). She previously worked as supervisor for Cardinal Ritter Senior Services and a case manager for the Child Abuse and Neglect Unit for the Division of Family Services. In addition to her professional career, Jones is also a member of the Missouri Association of County Developmental Disabilities Services, Missouri Association of Sheltered Workshop Managers, and the Legislative Committee of St. Charles Coalition. Jones earned her Bachelor of Science in Social Work and Sociology from Lindenwood University.

    Jennifer Meyer, of O’Fallon, was appointed to the Governor’s Council on Disability.

    Ms. Meyer currently serves as principal at J. Meyer Strategies. She has previous experience as director of field operations for Congressman Blaine Luetkemeyer and district field director for Senator Roy Blunt. In addition to her professional experience, Ms. Meyer serves as an executive board member for both the Freedom 13 and the North County Police Business Association. She holds a bachelor’s degree in political science from the University of Missouri – St. Louis.

    Susan Orton, of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Orton currently serves as a realtor and sales associate with Coldwell Banker Realty – Gundaker. In addition to her professional responsibilities, she is a member of the St. Louis Realtors Association, Member Inclusion Advisory Committee, and Brain Injury Association of Missouri. Orton is a graduate of Towson High School.

    Paul Ogier, of Chesterfieldwas appointed to the Health and Educational Facilities Authority of the State of Missouri.

    Mr. Ogier is a retired certified public accountant (CPA), providing limited consulting services to not-for-profits in the senior housing industry. He also serves as the chief financial officer for the Carmelite Sisters of the Divine Heart of Jesus in a part-time capacity. Ogier is an active member of his community, previously serving on the board of the Leading Age Missouri, Missouri Health Care Association, and the Treasurer of the Nursing Facilities Agent Corporation. Ogier earned his bachelor’s degree from the Missouri State University.

    Jill Wedemeier, of Leopold, was reappointed to the Child Abuse and Neglect Review Board.

    Ms. Wedemeier is a judicial assistant and law clerk for the United States District Court for the Eastern District of Missouri. She previously served as the Cape Girardeau assistant prosecuting attorney. She is an active member of the Southeast Missouri Network Against Sexual Violence board, and the Leopold R-III School District Foundation. Wedemeier earned her Juris Doctor from the University of Tennessee College of Law and a Bachelor of Science in Mass Communication from Southeast Missouri State University.

    Claire West, of Jefferson City, was reappointed to the Missouri Local Government Employees Retirement System (LAGERS) Board of Trustees.

    Prior to her retirement, Ms. West owned and operated Claire West Consulting LLC, a retirement consulting firm. She has previous experience as executive director of the Joint Committee on Public Employee Retirement. Additionally, West served on the board of the Missouri Association of Public Employee Retirement Plans from 2000 to 2007. She holds an associate’s degree in business from Columbia College.

    Omaha, Neb. – Today, Rep. Don Bacon (NE-02), Chairman of the House Armed Services Committee’s (HASC) Cyber, Information Technologies and Innovation Subcommittee (CITI), announced he will not seek reelection in 2026 and will retire at the end of the 119th Congress. 

    “After consultation with my family and much prayer, I have decided not to seek reelection in 2026 and will fulfill my term in the 119th Congress through January 2, 2027. After three decades in the Air Force and now going on one decade in Congress, I look forward to coming home in the evenings and being with my wife and seeing more of our adult children and eight grandchildren, who all live near my home. I’ve been married for 41 years, and I’d like to dedicate more time to my family, my church, and the Omaha community. I also want to continue advocating for a strong national security strategy and a strong alliance system with countries that share our love of democracy, free markets and the rule of law. 

    “During the remainder of the 119th Congress, we will be focused on finishing the job. Providing top-notch constituent services in the district, for which we were recognized in 2021 with the Congressional Management Foundation’s Democracy Awards for Constituent Services in 2021, will be a priority as it always has been.

  • MIL-OSI Canada: Saskatchewan Finished 2024-25 Near Budget Forecast

    After beginning the year with a budget deficit of $273 million, the province finished the 2024-25 fiscal year with a $249 million operating deficit. Saskatchewan’s financial status was highlighted in today’s release of the 2024-25 Public Accounts Volume 1.

    “Revenue increased from budget last year while expenses also grew,” Deputy Premier and Minister of Finance Jim Reiter said. “We are continuing to make investments that deliver on what the people of Saskatchewan have said is important to them – affordability, health care, education, community safety and fiscal responsibility.”

    Last year, total revenue of $20.9 billion increased by $994 million, or 5.0 per cent, from the 2024-25 Budget. This included the recognition of a significant receivable for the resolution of the tobacco litigation.

    While revenues increased from budget, expenses were also up over the same period. Total expenses of $21.1 billion are an increase of $970 million, or 4.8 per cent, from the 2024-25 Budget, primarily due to notable increases in the Health, Agriculture, and Environment and Natural Resources expense themes.

    Compared to the third quarter, revenues increased by $448 million while expenses were up $36 million. The year-end deficit is an improvement of $412 million from the third-quarter update.

    Saskatchewan’s net debt increased by $1.3 billion in 2024-25, primarily due to significant investments in important infrastructure such as schools, hospitals and roads. However, Saskatchewan still maintains the second lowest net debt-to-GDP ratio in Canada and, as of March 31, 2025, had the second highest credit rating in Canada when ratings from the three key rating agencies – Moody’s Ratings, S&P Global Ratings and Morningstar DBRS – are combined.

    “Building on the strength of our 2024-25 financial results and the 2025-26 Budget, Saskatchewan’s economy continues to grow and evolve,” Reiter said. “Earlier this year Statistics Canada confirmed that our province remains a national leader in economic growth, ranking us second in the country for real GDP growth in 2024.”

  • MIL-OSI Russia: Technologies of the Future: Demo Day of the Accelerator “City Energy. Wednesday 2.0” was held at the State University of Management

    The State University of Management hosted the Demo Day of the Acceleration Interuniversity Program “City Energy. Environment 2.0”, which was held at the State University of Management from February to June 2025.

    Over 1,000 students from the State University of Management and other Russian universities took part in the accelerator; 212 startup projects were prepared; over 30 experts from such fields as medicine, education, IT, construction, agro-industrial complex, ecology and others were involved in providing expert advice to the teams.

    The acceleration program included an educational block, expert webinars, team consultations with trackers, equator, expert consultations and project defense. The industrial partner was Technopark, a part of the Rusnano Group.

    The trackers of the acceleration program were teachers of the project management department, who have extensive experience in tracking and mentoring student teams. The tracking process was carried out using the BusinessChain platform from the partner of the State University of Management, IPI Lab.

    On the final day of the program, student teams presented projects such as:

    “City breathing” (the product is a bull for collecting cigarette butts for subsequent processing).
    “The Light of the Future 2.0” (adaptive lighting system with AI and motion sensors to save electricity and increase people’s performance).
    “Smart Bird Monitoring System” (software, which will allow to collect, analyze and recommend taking measures based on data from video surveillance and humidity and sensors, lighting, temperature and ammonia concentration. The product is focused on poultry farms).
    “Dron Cleaning” (autonomous drone for cleaning water bodies. The product is focused on hotel owners, fishing facilities, NPOs, distributors).
    “Universkino” (the organization of a cinema on the territory of the GUU in the open air with the involvement of students, applicants and partners of the GUU).
    “QR code, as a way of quick connection with the owner of a lost thing” (a service for creating personalized icons / stickers / stickers intended for labeling personal things and increasing the likelihood of returning a lost thing to the owner).
    The game on ecology “Eco -geria” (board game on ecology for children is 7-12 years old, which will allow the environmental education of the younger generation).
    Wedding machine of useful drinks “Ne Ice” (an automatic machine for the preparation of fruit frhes with ice).
    The mobile application “Interactive map of Russia” is an interactive map that allows you to open tourist places in Russia, as well as upload a description and photos of new places. Extended functionality will allow users to get acquainted and unite for planning joint trips).
    Guli-Guli WMS system (simple warehouse management system for B2B and B2C customers)
    “Smart device for the refrigerator” (allows you to keep records of products and shelf life, make a menu and inform the owner about the need to buy the necessary products).

    The works were evaluated by the following jury members:
