    Summary

    Peru’s mining wealth holds the promise to substantially accelerate potential growth. However, many mining projects have been stalled for several years due to conflicts with local communities that feel excluded from the benefits. Although local governments receive nearly 2 percent of GDP in natural resource revenues per year and comprise over 40 percent of public investment, poor execution and institutional challenges limit their impact. To secure the country’s future as a critical mineral exporter, Peru needs to amend its fiscal decentralization framework to ensure that mining dividends translate into greater development for all citizens. Efforts should focus on improving the distribution of resource-based revenues, replacing discretionary transfers with rule-based transfers, strengthening central government oversight, and increasing capacity and coordination at the subnational level to support public investment efficiency.

  • MIL-OSI United Nations: From Ratification to Action: UNESCO Empowers Nauru’s Heritage Ambitions in the First National Consultation on the World Heritage Convention

    In a landmark move to safeguard its cultural and natural heritage, Nauru held its first national consultation meeting on the World Heritage Convention with the support of UNESCO. A dynamic interactive session on 23 May 2025 brought together national stakeholders and international experts to discuss the implementation of the World Heritage Convention in Nauru.

    This milestone meeting follows Nauru’s official ratification of the World Heritage Convention on 22 July 2024, making it the 196th and latest State Party to the most widely endorsed international treaty for heritage protection. The announcement was made during the 46th session of the World Heritage Committee in New Delhi, where Hon. Charmaine Eraidinomo Scotty, Minister for National Heritage, Culture, Tourism and the Naoero Museum, emphasized Nauru’s commitment to safeguarding its unique heritage in the face of climate change.

    Shortly after ratification, Nauru submitted its first International Assistance request, which was approved by the Chairperson of the World Heritage Committee in February 2025. This consultation meeting was convened to kickstart the implementation phase of this project.

    More than 20 representatives of different national institutions from Nauru attended the meeting, including Ms Romana Keopke, Secretary for National Heritage; Mr Horasio Cook, Director of Naoero Museum and National Focal Point for the World Heritage Convention; and representatives from Department of Culture, Tourism, Language, and Youth Affairs; the Department of Lands and Survey; the Department of Environment, Management and Agriculture; the Nauru Rehabilitation Corporation; the Nauru Fisheries and Marine Resources Authority among others.

    With presentations from the UNESCO World Heritage Centre, the UNESCO Regional Office in the Pacific in Apia, as well as international experts on cultural and natural heritage, the meeting covered the fundamentals of the World Heritage Convention, such as Outstanding Universal Value, conservation responsibilities, and available support mechanisms. A key focus was the discussion on the current situation of heritage issues in Nauru, including the current governing structure, legal framework, as well as the needs and challenges to be addressed through the first International Assistance project.

    This consultation marks a crucial step in Nauru’s journey to identify, document, preserve and promote its cultural and natural heritage for future generations.

    On the occasion of the 30th Anniversary of the Agreement on the Conservation of African-Eurasian Migratory Waterbirds (AEWA), the UNESCO World Heritage Centre joins the international community in celebrating this milestone in global environmental cooperation. For three decades, AEWA has united efforts to protect migratory waterbirds and their habitats across continents, exemplifying the power of collective action in the face of environmental challenges.

    The conservation of migratory waterbirds is deeply linked to the protection of World Heritage sites, Biosphere Reserves, Ramsar sites, and other key biodiversity areas along flyways. UNESCO reaffirms its commitment to strengthening international cooperation, addressing emerging threats such as avian influenza, and integrating biodiversity into global conservation and sustainable development agendas.

    To mark this important milestone, the AEWA Secretariat has collected and published statements from a wide range of partner organizations on a dedicated anniversary page. Among them, Mr. Lazare Eloundou Assomo, Director of the UNESCO World Heritage Centre, shared a video message expressing support and solidarity with AEWA’s ongoing work and enduring legacy in the conservation of migratory waterbirds.

  • MIL-OSI New Zealand: Vapes stores go dark, disposable vapes banned

    Vaping law changes that take effect today ban disposable vapes and will make a noticeable difference to shop fronts and the marketing of vaping products, Associate Health Minister Casey Costello says.
    “This coalition Government committed to tackling youth vaping, and we’ve made practical changes to reduce the appeal of vaping to young people and to target retailers who sell vapes and tobacco products to our youth,” Ms Costello says.
    “Today’s changes implement the final parts of legislation passed in December.
    “Disposable vapes, which have been the most popular products among young people, are now off the market.”
    Penalties for breaching the ban are up to $400,000 for a manufacturer, importer or large retailer, and $50,000 for any other person.  
    “Visibility restrictions also take effect today, which will change the way specialist vape stores look and mean that retailers like dairies, supermarkets and petrol stations need to have vape products out of sight,” Ms Costello says.
    “Similarly, online stores will no longer be able to include images of vape products and New Zealand-based online stores are prevented from linking to overseas sites that have images of vaping products.”
    The Smokefree Environments and Regulated Products Amendment Bill (No 2) that was passed in December had four main components:

    banning the manufacture, sale, supply, and distribution of disposable vapes
    increasing penalties for unlawful sales of vapes, cigarettes and other regulated products to minors
    imposing retail visibility restrictions for vaping products
    adding further proximity restrictions for specialist vape retailers.

    The increased penalties for selling vapes to minors, and restrictions on where specialist vape stores can open took effect at the time.
    The commencement of the disposable vape ban and the retail visibility restrictions were delayed six months to allow time for businesses to prepare for the changes.
    “This also allowed for the recruitment and training of more dedicated smokefree enforcement officers – there are now 18 – so that the new rules and tougher penalties are supported by greater enforcement capability,” Ms Costello says.
    “For too long, New Zealand didn’t have vaping regulations in place. 
    “Vaping has played a key role in helping people quit smoking, and we want vapes available to adults as a cessation tool, but vaping isn’t for children and young people and that’s why the Government has taken action.”

    Plans for a solar photovoltaic plant in the municipalities of Santo Stefano Ticino, Ossona and Marcallo con Casone have been presented to the Italian Ministry of the Environment and Energy Security. The plant would take up 82 hectares of land, across approximately 140 hectares of registered land[1], largely in Parco del Gelso, an area recognised for its environmental value.

    The plans have come up against opposition from local government and the public due to the impact on the landscape and the environment.

    Solar photovoltaic is one of the energy sources the European Union is counting on in order to achieve the target of a 42.5 % share of energy from renewable sources in the EU’s overall energy consumption in 2030, as set out in Directive (EU) 2023/2413 (Article 3(1)) – a target so high that it gives Member States the possibility to speed up assessments and grant derogations for solar photovoltaic projects (recital 35).

    In the light of this:

    • 1.Does the Commission think that the plans submitted have environmental and social costs and an impact on the landscape that cannot justify the construction of the plant?
    • 2.Does it not agree that the construction of large numbers of solar photovoltaic plants, in order to achieve the elevated targets laid down in Directive (EU) 2023/2413, could damage landscapes and the environment?
    • 3.How does it think agricultural and landscape identity should be protected in the context of the transition to wind and solar?

  • MIL-OSI NGOs: Urgent action needed at SB62 as Amazon, climate slip closer to tipping points

    Bonn, Germany – Worsening rates of Amazon deforestation, record temperatures exceeding 1.5°C and chronic government policy inertia around climate action and finance demand an urgent response from delegates the next two weeks at the UN climate negotiations in Bonn.

    A key moment on the road to COP30 in Brazil, the annual June intersessional meetings (SB62) in Bonn take place against a backdrop of climate-fuelled disasters and increasing deforestation rates in the Amazon. The ongoing forest loss is bringing the Amazon closer to a tipping point.

    An Lambrechts, Biodiversity Politics Expert, Greenpeace International said: “Now more than ever, we need an action plan to end deforestation. The world is hurtling toward a climate and biodiversity catastrophe, but as COP30 moves to the Amazon under Brazil’s presidency, there is a significant opportunity to accelerate protection and restoration of critical ecosystems.”

    “At COP28 the world agreed to halt deforestation and forest degradation by 2030, but there is no coherent UNFCCC plan yet to implement that goal beyond the expectation that parties include it in their NDCs and act at the national level. A transformative COP30 forest outcome that addresses fragmentation and delivers a five-year Action Plan starting next year can make the difference.”

    “Delegates in Bonn must seize the moment and work towards a radical shift in climate ambition and pave the way to address the 1.5°C ambition gap. Countries’ 2035 climate action plans, due this year, must ramp up emissions cuts and deliver on the COP28 decision to “transition away from fossil fuels”. 

    Tracy Carty, Climate Politics Expert, Greenpeace International said: “Climate inaction is costing lives! As emissions rise unchecked, our chances of limiting warming to the Paris goals recede and impacts escalate. We need to act faster and bolder to give ourselves the best chance possible.” 

    “The weak finance deal agreed at COP29 is constraining many developing countries’ ability to raise ambition and the finance gap risks undermining trust and progress in this year’s negotiations. Rich countries must urgently increase public finance support – and making big polluters, like the fossil fuel industry, pay for the damage and destruction is a vital part of the solution.”

    Anna Cárcamo, Climate Politics Specialist, Greenpeace Brazil said: “Bonn will be a key moment to advance important agendas leading to COP30 and Brazil as the incoming COP Presidency has signalled that it will focus on moving forward with adaptation, just transitions and implementation of the COP28 decision, including the goals to eliminate deforestation and to transition away from fossil fuels.” 

    “While all countries must act together to implement these critical agendas and goals, Brazil should lead with coherence, by continuing to address deforestation and reconsidering the expansion of fossil fuel extraction, especially in the Amazon.”

    The public hearing on “Management and Preparedness for Extreme Weather Events and Natural Disasters in the EU Budget” will examine the effects of the rising frequency and severity of natural disasters on the current EU budget, as well as on the planning and implementation of the EU’s long term budget.

    The Committee on Budgets will hold a public hearing to understand which mechanisms within the EU budget are in place to respond to severe weather and climate emergencies. They will also gain insight into the appropriateness of existing instruments, the level of preparedness to face climate risks, and reflect on future requirements.

    This week, we celebrate the beauty, biodiversity and cultural importance of our native prairie ecosystems, as the Ministries of Environment and Agriculture are pleased to recognize June 15 to 21 as Native Prairie Appreciation Week in Saskatchewan.

    Native Prairie Appreciation Week raises awareness about the significance of these vital ecosystems that provide environmental, economic and cultural benefits to our province and beyond.

    “Native prairie plays a key role in conserving Saskatchewan’s rich biodiversity and offers essential ecological services such as carbon storage, soil protection and species diversity,” Environment Minister Travis Keisig said. “This year, we also celebrate a major achievement – the completion of the Prairie Landscape Inventory, which maps the full extent of native grassland across Saskatchewan’s Prairie Ecozone.”

    A product of seven years of dedication, the Prairie Landscape Inventory will support programs, policy and decision-making to drive strategic conservation and restoration initiatives across the Saskatchewan prairie. Our mapping estimates that the Prairie Ecozone contains about 16 per cent native grassland which provides habitat for wildlife, birds and pollinators; forage for livestock; carbon sequestration; nutrient cycling; and natural water filtration and retention. The ecoregions with the highest amounts of native prairie are the Mixed Grassland and the Cypress Upland Ecoregions, with each ecoregion having about 35 per cent native prairie. 

    “Healthy, thriving grasslands are an essential natural resource for us all, and they have special importance and meaning for our agriculture sector,” Agriculture Minister Daryl Harrison said. “Our livestock producers take pride in being stewards of the land, and that relationship inspires their continued commitment to good management to help safeguard our native prairie.”

    “Native Prairie Appreciation Week is a great opportunity to educate and engage with people with diverse backgrounds about native prairie, which is one of the most threatened ecosystems in the world,” Saskatchewan Prairie Conservation Action Plan (SK PCAP) Manager Carolyn Gaudet said. “The diversity of plants, animals and insects found on native prairie is amazing and unfortunately disappearing, so we want to encourage everyone to learn more about native prairie and appreciate it while they can.”

  • MIL-OSI United Kingdom: Householder’s dumped waste leads to £480 fine

    A woman from Dorking who gave her waste to an unregistered waste collector who then dumped it in Mole Hill Road, Whitstable, has pleaded guilty to failing in her duty of care to pass her waste onto an authorised waste carrier.

    Jodie Tyson, 29, of Lyons Court, Dorking, appeared via court video link at Margate Magistrates’ Court last Thursday (12 June), and was fined a total of £480.

    The court heard that the waste, which comprised a mix of materials, was dumped in Mole Hill Road in April 2023.

    Canterbury City Council Environmental Crime Officers began an investigation, and evidence was found linking the flytip to Ms Tyson.

    Despite efforts by officers to encourage Ms Tyson to attend an interview she failed to do so and was issued with a fixed penalty notice, which she failed to pay.

    At court, Ms Tyson was fined £200, with a surcharge of £80 and the costs of the council’s prosecution of £200 – a total of £480.

    Anybody arranging to have waste removed from their property should check to make sure they are using an authorised waste carrier and get a receipt from the company they use. Legitimate companies can be found by looking on the Environment Agency website.

    In this case, the council was unable to uncover any information about who dumped Ms Tyson’s rubbish in Whitstable.

    SEATTLE, WA — U.S. Representative Pramila Jayapal (WA-07) released the following statement on the dissolution of the Resilient Columbia Basin Agreement between the Federal Government, Tribes and the states of Washington and Oregon for the management and restoration of the Columbia River Basin:

    “This Executive Order represents the careless discarding of many years of work on the Columbia-Snake River system between the Federal Government, Pacific Northwest Tribes, and the states of Oregon and Washington to address energy, irrigation, environmental, and recreation challenges. Salmon play an essential role in our ecosystem, our community, Tribal culture, and our economy. Breaking up this historic agreement will harm salmon protection efforts — also impacting efforts to recover endangered Southern Resident killer whale populations, jeopardize energy stability and production, and fly in the face of our commitments to our Tribal Nations. 

    “This agreement had been a major accomplishment for the Northwest, and Trump’s moves to pull the Departments of Energy, the Interior, and Commerce out of binding agreements come after months of inaction to fulfill the commitments made in the Resilient Columbia Basin Agreement. Instead of supporting federal agencies’ implementation of the agreement, the Trump administration gutted federal funding for programs like Columbia River Fish Mitigation, forced out career federal employees at agencies like the National Oceanic and Atmospheric Administration, and undermined the use of science within the federal government.

    “My office has been in close communication with many stakeholders impacted by and involved in the health of and operations on the Columbia-Snake River system. We must continue to work in partnership with conservationists to support regional sovereigns and use all available tools to prevent salmon extinction, rebuild salmon populations to healthy abundance, and create a more resilient energy future.”

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (June 16) urged the public not to consume several kinds of prepackaged candies, as the products might contain mineral oils (mineral oil saturated hydrocarbons (MOSH) and mineral oil aromatic hydrocarbons (MOAH)). The CFS urged the public not to consume the products concerned, regardless of batches. The trade should stop using or selling the affected products immediately if they possess any of them.

    A spokesman for the CFS said, “The CFS noted a notice issued by the British Authority indicating that the above-mentioned products might contain mineral oils MOSH and MOAH. The products are not compliant with their local law and all batches of products concerned are being recalled. 

    After a preliminary investigation, the CFS confirmed one local supplier, Wahcom Limited had imported one of the affected products, Jolly Rancher Hard Candy into Hong Kong.”

         According to the Mineral Oil in Food Regulations (Cap 132AR), no person shall use or permit to be used any mineral oil in the composition or preparation of any article of food intended for sale for human consumption.

         â€‹The CFS will alert the trade to the incident and will continue to follow up and take appropriate action. An investigation is ongoing.

    Single-cell plants called phytoplankton have a surprising way of remembering conditions in the past to help jump-start their growth in the future, but no one is sure exactly how they do this.

    Researchers, including UConn Department of Ecology and Evolutionary Biology Assistant Professor Colin Kremer, David Anderson of the University of Hawaii, Samuel Fey and Hannah Meier of Reed College, and David Vasseur of Yale University, detail their mechanistic theory of how this phenomenon, known as phenotypic memory, works in phytoplankton in their paper published in PNAS and supported by the National Science Foundation.

    Though small, phytoplankton are hugely important because they make about as much oxygen globally as all of the oxygen-producers we usually think of like trees and grasses, says Kremer. Phytoplankton are abundant in lakes and oceans and besides acting as vital oxygen creators, they also play significant roles in global nutrient cycles and ecosystems, therefore understanding the conditions that impact their productivity is vital.

    “We’re particularly interested in how they are affected by abiotic conditions, like the amount of nutrients available in their environment and temperature, because that influences how quickly they can grow, and where different kinds of species can occur,” says Kremer.

    In recent years, researchers began to realize that predicting phytoplankton growth rates is not as straightforward as simply considering current growing conditions, says Kremer, and that past conditions also play a significant role in current growth through phenotypic memory.

    “We wanted to understand how it’s possible for them to do that,” says Kremer. “They don’t have brains, so how does this past information influence their performance?”

    Kremer and his colleagues wanted to dig into this question and develop a mathematical model to help predict the growth of these important organisms. Knowing these details can help predict how quickly phytoplankton populations grow, how they convert solar energy to biomass for food webs or biofuels, and in the case of some species, predict the location and intensity of toxic algal blooms.

    Fey and Meier grew different species of phytoplankton under controlled temperature and light conditions. To manage this, Kremer says he, Vasseur, and Fey built thermal gradient blocks to use space more efficiently while also carefully altering the growing conditions for the many test tubes of phytoplankton they were working with.

    “We grew the phytoplankton in test tubes at different temperatures and then manipulated their past and present conditions by moving the test tubes to different places along that block,” Kremer explains. “Then we measure their growth by looking at how much biomass accumulated over time.”

    In the paper, lead author Anderson detailed the development of a mathematical theory to describe the mechanism of phenotypic memory. He also compared the experimental data to the theoretical model and Kremer says they were excited with how closely the relatively simple model captured the data they collected in the lab.

    “A lot of the work that I do involves trying to develop mathematical and statistical models of how things in ecology work, and very often it’s difficult to fit those mathematical models to experimental data. It’s often a real struggle, and in this case, the model just fit beautifully really early on,” says Kremer.

    “We were initially surprised by how well this model predicted the observed data because it’s relatively simple– but often in ecology, the key is to find the sweet spot between needing to measure and understand dozens of biochemical pathways to obtain an accurate predictions for a single species, versus understanding a few key processes to understand how major groups of organisms will respond to their environment,” says Fey.

    They found that the ability to store nutrients for future biomass production is integral and determines how quickly phytoplankton can grow.

    “The easiest analogy we’ve come up with for this is if you think about a phytoplankton growing in water that’s fairly cold, its ability to grow is fundamentally limited by temperature and its cellular machinery for growth,” says Kremer. “But, for a lot of these phytoplankton, while they’re not growing very quickly, they are still able to take up and store extra nutrients from their environment. It’s like stocking up on snacks and then if their environment warms up, temperature is no longer limiting how quickly they can grow, and they’ve got a ton of snacks, so it supercharges their growth for a period of time.”

    After faster growth in warmer conditions, the phytoplankton’s growth eventually slows down. Once temperatures drop again, their growth also slows since they have run out of snacks.

    “In some instances, we observe phytoplankton being able to perform Herculean feats for a few days. Even though brief, such instances may be matters of life or death for these organisms. For example, our results indicate phenotypic memory can mitigate the downsides of high temperature stress if heatwaves are initiated from cool starting conditions,” says Fey.

    “This nutrient storage or how many snacks they have on hand is a way of carrying over past information about their environmental exposure that then influences how they’re behaving at any given moment in time,” says Kremer.

    To further explore this mechanism, the next steps include measuring the quantities of different nutrients stored over time, says Kremer.

    “We’ve shown there are consistent patterns that are well explained by our new theory for different species of freshwater phytoplankton and one marine phytoplankton. We think it’s likely to be a general mechanism for different phytoplankton, but we’d like to expand how this data is collected. I also think the theory suggests many different things we can now look for in terms of what is happening physiologically within these cells to figure out if it’s the storage of nitrogen or phosphorus, or some other nutrient that drives these patterns,” says Kremer. “When we see differences between species, do they relate to differences in their ability to store nutrients?”

    Other kinds of organisms can store energy and nutrients, not just phytoplankton, and Kremer says they hope if they can begin to understand the dynamics and mechanisms of phenotypic memory in other organisms. These questions become increasingly pressing as the climate changes.

    “Abrupt temperature change has been, and will continue to be, a key experience of life of Earth. This work advances our understanding of how individuals may respond to the types of temperature perturbations that will define the 21st century,” says Fey.

    “Understanding this mechanism lets us make predictions about the consequences [of variability], and that is important,” says Kremer.  “We might be able to improve the predictive ability of ecology for different organisms in environments where temperature and resource levels are starting to become more and more variable.”

    From the Loch Ness monster to Bigfoot, also known as Sasquatch, to the jackalope of the U.S. West, mythical animals have long captured human imagination.

    Some people are so fascinated with mythical creatures that they create their own, either working from pure fantasy or by modifying real animals. In a newly published study, we show that in countries such as Mexico, people are catching, drying and shaping guitarfishes – members of the rhino ray family, one of the most threatened groups of marine fishes – to create mythical specimens called “pez diablo,” or devil fish.

    Depending on where these curios are sold, they might also be referred to as Jenny Hanivers, garadiávolos or rayas chupacabras. The origin and meaning of the term “Jenny Haniver” is unclear, but the most accepted explanation is “Jeune d’Anvers,” or “young girl from Antwerp” in French.

    We found that pez diablo are made for many reasons, including as curios for the tourist trade and as purported cures for cancer, arthritis and anemia. Some are simply used for hoaxes. Regardless, the pez diablo trade could threaten the survival of guitarfishes.

    Fishy talismans

    Skates and rays, including guitarfishes, are flat-bodied fishes related to sharks and are found worldwide. Together, they make up a group known as elasmobranchs, which are characterized by their unique skeletons made of cartilage rather than bone like most other fishes.

    Skates have long been used to craft mythical creatures. The earliest known examples date back to 1558 in Europe, where they were fashioned to resemble dragons. These objects were thought to offer pathways to the divine or medicinal cures.

    In the mid-20th century, dried guitarfishes emerged as a new generation of mythical creatures. This may be because their unique shape can be fashioned into more humanlike forms. Their long nostrils, which are positioned just above their mouths, can resemble eyes.

    The first known case of a modified guitarfish was described in 1933. Since then, specimens have made their way into museums, and dozens of North American newspapers have published stories featuring modified guitarfishes.

    A real and endangered fish

    Guitarfishes are one of the most threatened vertebrate groups on the planet: Without careful management, they are at risk of global extinction. As many as two-thirds of all guitarfishes are classified as threatened on the IUCN Red List, a global inventory that assesses extinction risks to wild species.

    Guitarfishes are found in warm temperate and tropical oceans around the world. Fishers target them as an inexpensive source of protein. Guitarfishes may also be caught accidentally or collected live for the aquarium trade.

    Ultimately, however, these species are worth more as pez diablo than for other uses. For example, an entire fresh guitarfish in Mexico is worth approximately US$2, whereas guitarfish that have been killed, dried and carved into pez diablo can be worth anywhere from $50–$500 on eBay and other e-commerce sites.

    Curbing the pez diablo trade

    Internationally, the guitarfish trade is regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora, an international agreement between governments. This agreement requires member countries to manage guitarfish trade across international borders.

    Most countries where guitarfishes occur, however, do not have national regulations to protect these species. As a result, people who create or sell pez diablo are likely unaware that these fishes are threatened.

    There are as many as 37 species of guitarfish, some of which are at higher risk of extinction than others. Yet to the untrained eye, it can be hard to distinguish one guitarfish species from another. It’s especially hard to identify dried and mutilated guitarfishes that have been processed into pez diablo and look very different from their natural form.

    This is a common challenge for agencies that monitor trade in animal products. The global wildlife trade is an enormous market, involving billions of animals moving through both legal and illegal channels. Many wildlife products are heavily altered, which makes it hard to identify the species and determine where the product came from.

    Another source of confusion is that many people in Mexico also refer to an invasive freshwater fish that has overrun lakes and rivers across the nation as pez diablo. This “other” pez diablo is actually a suckermouth catfish and is not at all related to any of the threatened guitarfishes. Local education efforts need to distinguish clearly between these two species, since the desired outcome is to protect guitarfish while removing the invasive catfish.

    Fortunately, advances in wildlife forensics offer a way to distinguish between species. Molecular techniques have been used to identify many illegally traded species, including guitarfishes. By taking a small skin sample, scientists can use DNA to identify the species of individual pez diablo. This method can help protect endangered species by helping to ensure that laws against wildlife trafficking are followed.

    Refining this kind of molecular tool is the most promising way to improve traceability in the trade of guitarfishes. By documenting where and how pez diablo are traded, scientists and conservationists can help clarify the threats to these species. The pez diablo is an imaginary creature, but it is doing real harm to threatened guitarfishes in the world’s warm oceans.

    Once ratified, it will be the only legal tool that can create protected areas in international waters, making it fundamental to protecting 30 percent of the world’s oceans by 2030.

    Fifty countries, plus the European Union, have now ratified the Treaty.

    New Zealand has signed but is yet to ratify.

    Deep sea mining rose up the agenda in the conference debates, demonstrating the urgency of opposing this industry.

    The expectation from civil society and a large group of states, including both co-hosts of UNOC, was that governments would make progress towards stopping deep sea mining in Nice.

    UN Secretary-General Guterres said the deep sea should not become the “wild west“.

    Four new pledges
    French President Emmanuel Macron said a deep sea mining moratorium is an international necessity. Four new countries pledged their support for a moratorium at UNOC, bringing the total to 37.

    Attention now turns to what actions governments will take in July to stop this industry from starting.

    Megan Randles, Greenpeace head of delegation regarding the High Seas Treaty and progress towards stopping deep sea mining, said: “High Seas Treaty ratification is within touching distance, but the progress made here in Nice feels hollow as this UN Ocean Conference ends without more tangible commitments to stopping deep sea mining.

    “We’ve heard lots of fine words here in Nice, but these need to turn into tangible action.

    “Countries must be brave, stand up for global cooperation and make history by stopping deep sea mining this year.

    “They can do this by committing to a moratorium on deep sea mining at next month’s International Seabed Authority meeting.

    “We applaud those who have already taken a stand, and urge all others to be on the right side of history by stopping deep sea mining.”

    Attention on ISA meeting
    Following this UNOC, attention now turns to the International Seabed Authority (ISA) meetings in July. In the face of The Metals Company teaming up with US President Donald Trump to mine the global oceans, the upcoming ISA provides a space where governments can come together to defend the deep ocean by adopting a moratorium to stop this destructive industry.

    Negotiations on a Global Plastics Treaty resume in August.

    “The world cannot afford a weak treaty dictated by oil-soaked obstructionists.

    “The ambitious majority must rise to this moment, firmly hold the line and ensure that we will have a Global Plastic Treaty that cuts plastic production, protects human health, and delivers justice for Indigenous Peoples and communities on the frontlines.

    “Governments need to show that multilateralism still works for people and the planet, not the profits of a greedy few.”

    Driving ecological collapse
    Nichanan Thantanwit, project leader, Ocean Justice Project, said: “Coastal and Indigenous communities, including small-scale fishers, have protected the ocean for generations. Now they are being pushed aside by industries driving ecological collapse and human rights violations.

    “As the UN Ocean Conference ends, governments must recognise small-scale fishers and Indigenous Peoples as rights-holders, secure their access and role in marine governance, and stop destructive practices such as bottom trawling and harmful aquaculture.

    “There is no ocean protection without the people who have protected it all along.”

    The anticipated Nice Ocean Action Plan, which consists of a political declaration and a series of voluntary commitments, will be announced later today at the end of the conference.

    None will be legally binding, so governments need to act strongly during the next ISA meeting in July and at plastic treaty negotiations in August.

    The largest flooding programme in history will be announced by government this week, with a record £7.9 billion committed over ten years to protect hundreds of thousands of homes, small businesses, and vital infrastructure from the growing threat of flooding. 

    From high-performance flood barriers to nature-based solutions like wetland restoration, the programme will deliver long-term protection for communities and strengthen local economies – delivering on the government’s Plan for Change.

    This comes as the government gears up to announcing its landmark Infrastructure Strategy – a targeted, long-term plan to invest in Britain. The Strategy focuses on ensuring every penny of taxpayer money spent delivers real returns for working people, through stronger local economies, better jobs and more resilient communities.

    The new flooding programme is proof of that strategy in action. Every £1 spent on flood defences expected to prevent around £8 in economic damage, meaning significant savings for public services, such as the NHS and schools.

    The major funding pledge will bolster the government’s mission of accelerating economic growth, by reducing the time and costs businesses face when recovering from floods and empowering them to invest in local areas.

    Environment Secretary Steve Reed said:

    Protecting citizens is the first duty of any Government. Yet we inherited crumbling flood defences in their worst condition on record – exposing thousands of homes.

    Under the Plan for Change, this Government is taking urgent action with the largest flooding programme in our country’s history.

    We will leave no stone unturned to protect our citizens.  

    Philip Duffy, chief executive at the Environment Agency, said:

    As our changing climate continues to bring more extreme weather to the nation, it’s never been more vital to invest in new flood defences and repair our existing assets.

    This long-term investment will be welcome news for businesses and homeowners, who have too often faced the destructive nature of flooding. Our priority will continue to be working with the government and local authorities to ensure as many properties are protected as possible.

    The investment will also continue the government’s plans to protect cities and towns from the devastating impacts of floodings, including from Oxford to Portsmouth and up to Derby and Blackpool.

    In the Spending Review, the Government also confirmed that £4.2 billion will be spent on the flooding programme over the next three years (2026/7 to 2028/9), which will be focused on both capital and resources such as building new defences and repairing and maintaining existing ones.

    Alongside this, the Government launched a consultation on new proposals to introduce a simplified, more transparent approach to bid for government funding for flood defences. This will benefit councils that have less resource to commit to the application process and will ensure money is distributed more effectively across the country.

    First major overhaul of medical device regulation comes into force across Great Britain

    New Post-Market Surveillance (PMS) regulations have taken effect across Great Britain, requiring medical device manufacturers to proactively monitor the safety and performance of their products once on the market.

    From today (16 June 2025), a landmark reform of how medical devices are regulated in Great Britain takes effect, as part of the Medicines and Healthcare products Regulatory Agency’s (MHRA) broader transformation of the UK’s medical device regulatory framework.

    The new Post-Market Surveillance (PMS) regulations require device manufacturers to actively track the safety and performance of products already in use. This will help identify potential safety issues earlier and strengthen protection for patients and the public through faster responses to incidents and emerging risks.

    Today’s reform applies to all UKCA- and CE-marked devices placed on the GB market after 16 June 2025. This includes in vitro diagnostic devices (IVD), such as glucose monitors and prostate specific antigen (PSA) tests; active implantable medical devices, including pacemakers and hearing implants; and range of technologies used across hospitals, clinics, and at home.

    The regulations will ensure all manufacturers have an effective system in place to monitor devices once they are in use, collect comprehensive safety data, report serious incidents, and take swifter action when issues arise. New trend reporting requirements will help the MHRA and industry spot patterns and intervene earlier to protect patients.

    Lawrence Tallon, Chief Executive of the MHRA, said:

    As innovation in health technologies accelerates, regulation must keep pace. Today’s reform is a critical step in ensuring safety standards evolve alongside this progress.

    By strengthening oversight of devices once they’re in use and setting clearer expectations for manufacturers, these new regulations provide a robust framework for identifying risks earlier and responding to protect patients.

    This represents an important milestone in our work in building a modern, responsive regulatory system – one that puts patient safety first, while also supporting innovation in life sciences and medical technologies across the UK.

    The new PMS regulation lays the groundwork for future reforms, including potential international recognition routes, designed to support improved access to safe and effective innovations. This is part of the UK’s broader commitment to a regulatory framework that supports both patient safety and innovation in life sciences.

    Manufacturers are now required to collect and assess real-world safety and performance data; report serious incidents to the MHRA within 15 days (previously 30); submit essential communications on patient safety (Field Safety Notices) to the MHRA for review before sharing with users; and provide PMS Reports or Periodic Safety Update Reports (PSUR) within 3 days of request. For higher risk devices, UK approved bodies will monitor these reports ensuring these products receive a higher level of scrutiny.

    The introduction of new data analysis reporting requirements will apply to all medical devices but are particularly valuable for improving oversight of lower-risk devices. These rules will require manufacturers to regularly summarise and assess device performance over time.

    Comprehensive guidance for manufacturers was published in January 2025, and has been updated following valuable industry feedback. The MHRA welcomes feedback to ensure ongoing clarity and alignment with practical implementation needs.

    Key changes introduced by the new PMS device regulation include:

    • Enhanced collection of real-world data: manufacturers must take a harmonised approach to gather and assess data on how their devices perform in everyday use, improving the ability to detect safety and performance issues.
    • Expanded scope for incident reporting: serious incidents relating to side effects are now reportable, providing a more comprehensive picture of device performance.
    • Shorter timelines for reporting serious incidents: serious incidents must be reported to the MHRA more quickly, allowing for faster regulatory action to protect patients.
    • Trend reporting and summary reporting: new data analysis reporting options will support earlier detection of trends without overburdening manufacturers or the regulator.
    • Clearer duties for risk mitigation and communication: manufacturers face stronger requirements to assess and manage risks, and to notify users promptly when safety issues arise.

  • MIL-OSI USA: Is it safe to drink the water in Yellowstone’s backcountry?

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Blaine McCleskey, research chemist with the U.S. Geological Survey.

    Yellowstone National Park has over 1,000 miles of trails and nearly 300 designated backcountry campsites, allowing people to venture beyond the main roads and boardwalks. The Yellowstone backcountry includes amazing forests, grasslands, mountains, rivers, waterfalls, thermal areas, and good opportunities to view wildlife! For those venturing into the backcountry for more than a day, a clean and safe water supply is an important consideration. Water chemists who work in Yellowstone are often asked if the water in the backcountry is safe to drink. Let’s break down three broad water types in Yellowstone so that backcountry hikers and campers can make the best decision when choosing a water source.

    Thermal water should not be used as drinking water. First, off-trail travel in thermal areas is prohibited, and the ground in thermal areas is often dangerous to traverse. In addition, thermal waters can have microorganisms that are known to be harmful, such as Naegleria (a brain-eating amoeba), and can contain elevated concentrations of arsenic and fluoride. The U.S. Environmental Protection Agency’s (EPA) Maximum Contaminant Level (MCL) for arsenic is 0.010 mg/L, and for fluoride is 4.0 mg/L. The arsenic concentration in Yellowstone thermal waters is often 1 mg/L, but concentrations as high as 17 mg/L have measured—that’s about 2000 times higher than the MCL! In addition, fluoride as high as 57 mg/L has been measured in Yellowstone thermal waters. Other nasty chemical constituents that are known to be elevated and may cause adverse health effects include antimony and mercury. So for a lot of reasons, stay away from thermal water.  It is not good for your health!

    Non-thermal waters from rivers and creeks in Yellowstone are typically derived from snow and rain and are well suited for drinking after onsite treatment. Cool non-thermal waters may contain microorganisms such as E. Coli or parasites such as Giardia that should be removed by filtration or sterilized by chlorination, iodination, or boiling before drinking. There are many miles of non-thermal rivers and creeks in Yellowstone.

    But what about discharge from thermal features that flows into pristine rivers and creeks, creating mixed waters? Chemical investigations indicate that most material contributed by thermal runoff tends to remain dissolved in solution when mixed with river water and is readily transported downstream. Because of dilution, the concentrations of the nasty chemical components, including arsenic and fluoride, are often substantially less than the thermal waters. But in some cases the concentration of arsenic and fluoride in mixed waters, especially just downstream from thermal areas, can still exceed the MCL set by the EPA. Most backpacking filtration systems will readily remove particulates, including microorganisms, but they may not remove chemical components like arsenic and fluoride. Boiling kills microorganisms but would not lower arsenic and fluoride concentrations. Fortunately, over 140 years of study of water in Yellowstone provide an indication of where mixed waters may be hazardous. As you might expect, it’s mostly in the vicinity of the park’s major geyser basins—especially those along the Firehole and Gibbon Rivers.

    In most Yellowstone backcountry areas, there several options for obtaining safe drinking water. When looking to top off your supply, ask yourself “where does the water come from and is there is a thermal area upstream?” Whenever possible, choose a river or stream without thermal waters draining into it. Enjoy the Yellowstone backcountry, and stay safe!

    Scientists comment on the Israeli air strikes on Iranian nuclear sites. 

    Dr Simon Bennett, Director of the Civil Safety and Security Unit, University of Leicester, said:

    “It is clear that Israel has mounted a large aerial assault against Iran’s military infrastructure, although there is little detailed information on which sites have been targeted. For example, whether any of Iran’s research reactors have been targeted.

    “Iran has devoted significant resources to hardening its military infrastructure – especially its nuclear weapons infrastructure – by burying it deep underground.

    “While Israel is equipped with powerful bunker-busting munitions, such as the 5,000lb GBU-28, even these bombs would struggle to penetrate a hardened subterranean bunker. To have any effect, the facility would have to be hit multiple times at the same aiming point – a big ask for any attacking force.

    “Should a subterranean enrichment facility or reactor be hit by one or more bunker-busters, it is unlikely that there would be significant contamination beyond the confines of the site, for the simple reason that the enrichment facility or reactor would be buried in tons of earth and concrete.

    “Further, those who run the site would have been trained in radiation monitoring and mitigation techniques.”

     

    Prof Richard Wakeford, Professor in Epidemiology, Centre for Occupational and Environmental Health (COEH), University of Manchester, said:

    “Current information appears to suggest that the strikes have only hit uranium enrichment plants, which use highly pure uranium and don’t pose much of a radiological hazard. Such plants will use uranium hexafluoride and this could pose a chemical hazard if damage causes release because hydrogen fluoride is formed on contact with moisture.

    If reactors (or reprocessing plants) are hit, that could be more of a radiological problem if it causes significant damage, because then we could see releases of a range of radionuclides, although presumably on a much smaller scale than from previous reactor accidents.”

  • MIL-OSI Africa: Two New World Bank Reports Offer Roadmap for Sierra Leone’s Sustainable Growth Amid Climate Threats

    The World Bank today launched the Sierra Leone Country Economic Memorandum (CEM) and the Country Climate and Development Report (CCDR), two core analytical reports that provide essential insights into the country’s economic and climate challenges, offering strategic pathways for sustainable growth and resiliencee.

    “These reports provide a comprehensive roadmap for addressing the economic and climate challenges facing Sierra Leone,” said Abdu Muwonge, World Bank Country Manager for Sierra Leone. “While the Country Economic Memorandum highlights the interconnectedness of economic challenges and the need for ambitious reforms, the CCDR underscores the urgency of climate action. The World Bank is committed to supporting Sierra Leone in implementing these strategies to achieve inclusive growth and build resilience.”

    The CEM analyzes Sierra Leone’s economic landscape, noting persistent poverty and lower GDP per capita growth compared to similar low-income countries despite the country’s rich resources. Key challenges to growth include macroeconomic instability, driven by lax fiscal and monetary policies, weak institutions, and poor governance, with fiscal deficits often exceeding targets due to spending overruns and weak oversight. High public debt limits private investment, while a small and uncompetitive private sector restricts diversification beyond the mining. Domestic firms face growth challenges due to limited access to credit, electricity, and land, compounded by a skills mismatch in the labor force.

    To address these challenges, the report proposes a growth strategy focusing on mining, agriculture, agro-processing, and labor-intensive sectors, including:

    • Restoring macroeconomic stability through fiscal consolidation and improved debt management.
    • Recalibrating the role of the state by reevaluating state-owned enterprises and investing in climate-resilient infrastructure.
    • Enabling the private sector by improving access to infrastructure, credit, and reducing barriers to foreign investment.
    • Building human capital by enhancing education quality and aligning skills development with market demands.

    “The CEM is a vital tool in understanding the economic challenges facing Sierra Leone. The country has the resources and potential for significant economic growth, and this report provides a roadmap for achieving sustainable development while creating jobs for its expanding work force,” said Smriti Seth, World Bank Senior Economist and a lead author of both reports.

    The CCDR examines Sierra Leone’s socio-economic development prospects within the context of climate change, emphasizing impacts on agriculture, infrastructure, and the economy. Sierra Leone ranks among the 15 worst climate-affected economies, with projected temperature increases and erratic rainfall patterns threatening agriculture and infrastructure, potentially causing GDP losses of 9-10% by 2050. Economic impacts include declines in labor and crop productivity, as well as damage to capital stock from increased maintenance costs and flooding. Poverty and inequality are expected to worsen, with nearly 600,000 additional people pushed into poverty by 2050.

    To build climate resilience and mitigate the threats, the report suggests three pathways:

    • Developing green energy and sustainable cities through resilient infrastructure and renewable energy investments.
    • Promoting climate-smart agriculture by enhancing policy frameworks and investing in climate-smart technologies.
    • Strengthening social resilience by improving health infrastructure and expanding social protection systems.

    Implementing these climate actions requires significant financial resources, with funding needed from domestic taxes, green private sector investments, and international support.

    “The CCDR complements the CEM by showing that climate change is not only a threat to Sierra Leone’s development goals but also a powerful lens for identifying opportunities to build a more resilient and sustainable future by aligning growth strategies with climate priorities to safeguard long-term progress,” added Sabrina Haque, World Bank Environmental Specialist and a lead author of the CCDR.

    A compliance operation has seen the successful execution of 10 search warrants simultaneously for alleged illegal waste activity in Forest Lake.

    Public reports to the Pollution Hotline alerted the Department of the Environment, Tourism, Science and Innovation (DETSI) to the suspicious activity.

    Information indicated that several operators were acting illegally by receiving and handling waste without an Environmental Authority (EA), including vehicle wrecking and receiving scrap metal and construction waste including asbestos and end-of-life tyres.

    An EA provides businesses with conditions they must comply with to manage environmental risks associated with their operations.

    Unlicensed waste operators present significant environmental risks, not to mention unfairly undercutting lawful operators who are meeting their environmental obligations to protect our environment.

    After comprehensive planning, on 10 June 2025, DETSI led an operation with the support of the Queensland Police Service, to collect evidence about alleged illegal activity.

    Strong enforcement action will be taken against unlicensed activities, with fines of $16,690 for a company. DETSI also typically orders unlicensed operators to cease or reduce their operation to meet the permissible thresholds.

    Executive Director at the Department of the Environment, Tourism, Science and Innovation Brad Wirth echoed the success of the operation.

    “This is not the first successful compliance operation of its kind, and it certainly won’t be the last.

    “It took a lot of preparation to orchestrate this operation; it is a complex project and the safety of our staff and those operating at the premises is our top priority.

    “Improper waste handling can impact the environment through the release of contaminated water, increased fire risk and dust and noise nuisance impacts, which is why these activities must be licensed.

    “Let this serve as a warning to waste operators who think they are above the law: it is not worth the risk.

    “Enabling illegal activities to occur not only has detriment environmental impacts, but it is also unfair to operators who are complying with their environmental responsibilities – something we do not take lightly.

    “We will continue to take strong compliance action against operators and individuals allegedly engaging in illegal activity.”

    The results of the VIII season of the All-Russian student Olympiad “I am a professional” of the presidential platform “Russia – the country of opportunities” have been summed up. NSU demonstrated the highest results in the region: among the university students there are 75 diploma winners and 6 medalists.

    The new season of the Olympiad involved 185,610 students from 89 regions of Russia, who competed in 71 areas — from psychology, linguistics and jurisprudence to robotics, metallurgy and quantum technologies. Novosibirsk Oblast entered the top 5 following the results of the VIII season: young people in the region received 112 “I am a professional” diplomas.

    — The high activity of the region’s students and their outstanding results in the “I am a professional” Olympiad demonstrate that personnel for the future of Russia are being formed here. This season, students from the Novosibirsk Region have shown themselves in such areas as “Biotechnology”, “Bioengineering and bioinformatics”, “Biology” and others.   • MIL-Evening Report: The historic High Seas Treaty is almost reality. Here’s what it would mean for ocean conservation

    The high seas are set to gain a greater level of protection when a long-sought after treaty finally enters into force.

    For almost 20 years, nations have debated the need for the High Seas Treaty, intended to protect marine life in the high seas and the international seabed. These marine areas together account for nearly two-thirds of the world’s ocean and harbour a rich array of unique species and ecosystems. The treaty is formally known as the Biodiversity Beyond National Jurisdiction Agreement.

    Many hoped last week’s United Nations Oceans Conference would result in enough nations ratifying the treaty to bring it into force. As of today, 50 states of the 60 required have done so, while another 19 have promised to do so by the year’s end. A greater level of protection for our high seas is well and truly in sight.

    By United Nations standards, this is a cracking pace. The treaty-making process itself can take years, particularly as states need to incorporate the treaty into their domestic laws. This speaks to the urgency of the moment. Researchers and authorities have warned that the world’s oceans are now in deep trouble, threatened by climate change effects, overfishing, plastic pollution and other human-caused issues.

    Once the treaty enters into force, nations can begin to propose high seas marine protected areas, which could limit fishing and other activities. The question then will be how to police these marine protected areas.

    How did we get here?

    In June 2023, the High Seas Treaty was adopted by consensus at the UN Headquarters in New York. It was a long time coming.

    For decades, nations argued and negotiated over what this treaty might look like. How could the marine genetic resources of this global commons be shared fairly and equitably? How could protected areas be designated and managed? What was eventually thrashed out was a comprehensive international legal framework able to better protect and safeguard the rich and diverse web of life inhabiting the deep sea.

    Getting to this point was a real achievement.

    But for this treaty to enter into force, 60 countries have to ratify it. This means their governments must consent to be legally bound by the terms of the treaty.

    While Australia has pledged to ratify the treaty, it is still working through the ratification and domestic legal process. On a positive note, Environment Minister Murray Watt has indicated this will happen before the end of the year.

    What will the treaty actually do?

    At present, the high seas are regulated by a patchwork of global, regional and sectoral frameworks, instruments and bodies. However, none of these have a core mandate of protecting the biodiversity of the oceans.

    In 1982, the Law of the Sea Convention was adopted, giving every coastal nation rights over the waters extending to 200 nautical miles (370 kilometres) from their coastline.

    Once you are past this, you’re in the high seas – the swathes of ocean not controlled by any one nation.

    If and when it comes into effect, the High Seas Treaty would give the world a way to set up large marine protected areas in the high seas. It would also apply to the international seabed – the seabed, subsoils and ocean floor lying beyond the continental shelf of a coastal state.

    Any new protected areas would likely have restrictions on activities such as fishing and shipping. But this will need to be done in consultation with relevant international bodies such as the International Maritime Organisation and regional fisheries management organisations.

    The treaty would go a long way to reaching key conservation goals set under the 2022 Kunming-Montreal Biodiversity Pact, which calls for protection of at least 30% of the world’s marine and coastal habitats by 2030.

    The treaty also sets up a mechanism for the sharing of benefits from marine genetic resources, financial and otherwise. Bacteria living in deep-sea ecosystems have attracted much scientific and commercial attention for potential use in medical research or pharmaceutical, cosmetics and food industries. Genetic resources from sea sponges have given rise to antiviral drugs targeting COVID and HIV as well as anti-cancer drugs.

    These resources were a major sticking point during the long negotiations.

    Many coastal countries lack the ability to participate in high seas research. As a result, they can miss out on these and other benefits. The High Seas Treaty recognises this and sets up a strong framework for capacity-building, technology transfer and technical assistance for developing nations.

    When will the oceans get a reprieve?

    Once the 60th nation ratifies the High Seas Treaty, it will enter into force 120 days later. This date could be as soon as May 1 next year, if the threshold is reached on January 1.

    Once this happens, this will be the date upon which the treaty gains legal force, meaning nations will have to comply with its obligations.

    That doesn’t mean huge new marine parks will come into being. There’s still much work to do to hash out the mechanics of how the treaty would actually work, how it would be overseen and how it would work with the International Seabed Authority which oversees deep-sea mining and the Antarctic Treaty System, among others. Negotiators face more work ahead to solve these outstanding issues before the real work can begin.

    That’s not to diminish this achievement. The progress on this treaty has been very hard won. Once it’s in effect, it will make a concrete difference.
