    The Gaza Humanitarian Foundation’s operations are leading to mass casualties: UK statement at the UN Security Council

    Statement by Fergus Eckersley, UK Minister Counsellor, at the Security Council meeting on the Middle East Peace Process.

    Let me start by underlining that the ceasefire between Israel and Iran offers a much-needed moment of hope for the region.

    This hope must extend to Gaza. We need a ceasefire now. 

    This remains the most credible path to end the terrible suffering of hostages and their families, to end Hamas’ control of Gaza and to allow Palestinians to rebuild.

    We also need a ceasefire because the suffering in Gaza is appalling and cannot continue.

    Israel’s aid delivery measures are inhumane. 

    The Gaza Humanitarian Foundation’s operations which are supposed to be saving lives, are themselves leading to mass casualties. 

    Starving people who are desperate to feed their families are told food awaits them. 

    But over 500 have reportedly been killed trying to access it.

    And meanwhile, UNICEF reports that more than 5000 children between the age of six months and five years old were admitted for acute malnutrition in May alone. 

    It is truly appalling.

    We are also deeply concerned by reports that Hamas has targeted Gaza Humanitarian Foundation staff and by reports of widespread looting by criminal gangs, which are undermining security around aid distribution.

    This is unacceptable.

    The more desperate people become, the more disorder becomes inevitable. The UN can deliver aid at scale without endangering civilians.

    Israel must let the UN save lives, open all access routes and allow fuel into Gaza.

    In addition, humanitarian workers need to operate in safety. 

    Just last week, another ICRC staff member was killed, a tragic reminder of the risks they face.

    We have repeatedly called for credible Israeli investigations into Israel’s killing of aid workers, including World Central Kitchen, the Palestinian Red Crescent, and the UNOPS strike. 

    Israel must provide accountability for these terrible actions and ensure they are not repeated, in line with its obligations under international law.

    Finally, amidst the bloodshed in Gaza, the situation in the West Bank is also deteriorating. 

    Israel’s withholding of tax revenues appears a deliberate effort to leave the Palestinian Authority crippled and unable to pay salaries.

    Military operations have displaced over 40,000 people. 

    Just last week, an attack by violent settlers on Kafr Malik led to the killing of three Palestinians. 

    We condemn settlement expansion and settler violence and we demand that the Israeli government puts an immediate end to these unlawful acts.

    We cannot stand by while the foundations of a two-state solution are systematically dismantled.

    Madam President, it is time to bring the war in Gaza to an end, and to get the hostages home. 

    And more than that, we must renew our collective efforts toward a just and lasting two-state solution, in which Israelis and Palestinians can both live side by side in peace and security.

    It is beyond time to come together behind a sustainable end to this conflict, which has blighted so many generations on both sides.

  • MIL-OSI USA: L-242 project steps Boilermakers into a new future: Batteries

    Boilermaker work has evolved over more than a century from the union’s roots in steam-powered locomotives to shipbuilding, refineries, nuclear power plants, the latest pollution mitigation technologies and more. And while Boilermakers themselves have also evolved with industry changes, they’ve remained constant as the dependable, go-to welders, riggers and fabricators that steep the union’s history.

    That’s what makes a recent Local 242 (Spokane, Washington) project both “new” news and old news at the Sila Nanotechnologies battery materials plant. The job is a move into a new industry for the Boilermakers; but for those on the job, it’s familiar work.

    “I don’t think the scope of work—what a Boilermaker does—is really any different. It’s just the type of equipment and the process of that equipment that’s unique,” says International Rep Luke Lafley. “We’re still welding, we’re still rigging, we’re still doing layout, we’re still refabricating things that came in incorrectly.

    “It’s normal Boilermaker work. It’s just the technology behind the equipment and the jurisdictional issues that come with it.”

    As new industry territory, when Sila, a next-generation battery materials company, announced in 2023 that it was building out its first, auto-scale manufacturing plant in Moses Lake, Washington—and that they intended to use a local workforce—the opportunity for Boilermakers to build it could have been missed.  Fortunately, L-242 Business Manager/Secretary-Treasurer Scott Widdicombe attends local Central Washington Building Trades council meetings, where he learned about the opportunity and long-time contractor-partner Haskell’s plan to bid on the work.

    “It’s important to go to your building trades meetings,” says Widdicombe, who participates in several area building trades groups. “If I had missed one building trades meeting or two meetings, we might not have been involved in this and it would have been playing a lot of catch up.”

    In tandem with building trades involvement, he stresses the importance of the project labor agreements (PLAs) as integral to scoring the work with Haskell, working well with other craft affiliates and the project’s overall success.

    “Without PLAs, we’re not getting this work. It’s the simple fact of the matter,” he says.

    A PLA and early pre-job assignments made for a clear and smooth understanding of jurisdiction from the get-go, which all agree have eliminated inter-craft issues that can halt work, cause friction with contractors and employers and sour future work opportunities. At the Sila project, as Boilermakers work elbow-to-elbow with Ironworkers, Pipefitters and others, it’s been overall harmonious.

    “We got all the stakeholders involved, all the parties, all the different business managers from all the different locals within the building trades of Central Washington, and as the scope developed, we got it agree to and signed, so there’s no drama, or minimal drama, in the field,” says Haskell Site Manager Luke Parham.

    Parham describes the new Sila facility as essentially a chemical plant where Sila will make Titan Silicon (TM), an innovative material that enables a more efficient battery for the auto industry, consumer electronics and other future industries. That means the company is extremely cautious about its proprietary processes and plans—which includes first-of-its-kind equipment built by Boilermakers. It also means Silas’ engineers need to regularly tweak and refine original plans that they must hold tight to their chests right up until go-time. Haskell and the crafts all need to be ready to go and pivot as necessary, making the PLA and pre-job work even more critical—and challenging.

    “There’s nothing to fall back on,” says L-242 Boilermaker and Site Superintendent Jayme Taylor, referring to the craft assignments and processes. “This is all brand new.”

    The tone for fairness was set early in the pre-job phase. Job steward Mark Keffeler said that while Boilermakers claimed their work, they were also vocal about ensuring other crafts’ work was properly assigned.

    “We’d say, ‘no, that’s ours; that’s theirs,’ and some guys were pretty new to the jurisdictional assignment process,” he explains. “[Scott Widdicombe and I] talked about it ahead of time, that if we’re fair from the start, we should be fair for the duration, and that’s really worked.”

    In fact, Keffeler drives a shuttle van every day to and from the jobsite. His passengers: all Pipefitters.

    “You know, we’ve got a new product line so to speak, and if we’re going to move forward getting this done with unions, we’ve got to do it professionally and safely. And that’s what Haskell and Sila have allowed us to do,” he says. “We don’t have to fight about piddly stuff. We might have to make concession here or there, but it’s better than watching across the fence while the work is done nonunion. We’re all getting along good in the sandbox.”

    Boilermakers were assigned to the process vessels, air pollution mitigation equipment, reactors, flare stack, components for an auxiliary generator and work on pressure transfer system for the product. Among highlights of their work at Sila, they set the thermal oxidizer and are building several substantial vessels including multiple massive tanks, some of which may be visible from the road. 

    “[The Boilermakers] have done an excellent job—high quality work on the tanks, the thermal oxidizer setting, and just constantly working through issues we’ve all experienced, whatever the case may be, to stay on schedule the best we can and pull things back in,” says Sila Construction Manager Shannon Denmark.

    Adds Haskell’s Parham: “The craftsmanship here is what I’m used to in the Pacific Northwest, and that’s people show up rough and ready, staunch and steady, ready to go. They take pride in what they do, with Jayme all the way down to his crew.”

    At its peak, the project employed 20 Boilermakers, which has meant a lot to local members who can commute back and forth for the job rather than leaving home for weeks and months. It’s also good for the local Moses Lake economy. Plus, it’s a significant foot in the door for future Boilermaker work in battery plants and other new industries.

    “This really is, basically, like a refining facility, but it’s refining new products, and hopefully it’s on the forefront,” Taylor says. “Moving forward, it’s more work for the Boilermakers and for all crafts really. It’s a new process, and hopefully it takes off.

    “It’s great for us as a whole—away from what we’re used to in the old fossil fuels. It’s stepping into the future.”

    Apprentices learn at battery plant project

    The Sila battery materials plant project has proved to be a great setting for Local 242 apprentices make their mark on a growing new industry, sharpen their skills and learn from seasoned journeymen.

    For apprentice Nez Ogle, the experience has cemented his decision to become a career Boilermaker.

    “It’s been really eye opening for me,” he says. “I’m learning everything that I’ve been wanting to learn.

    Ogle went to welding school at Lewis-Clark State College and had an instructor who was a Boilermaker and talked about the union. So, when he finished school and wasn’t sure what to do next, he thought he’d give Local 242 a try.

    “This job is a lot of fun. A lot of journeymen that are here are really helpful, and any question I ask them, they’re super helpful when answering my questions—and they’re really nice to me. So, it’s been awesome. I love it, and I think I’ll do this for the rest of my life.”

    Journeyman Steven Pollard is among those working with apprentices like Ogle. He says the job has attracted quite a few apprentices, which makes the jobsite both interesting and challenging.

    “You have to keep them with someone who can guide them, but it’s been good,” he says. “We have some really good apprentices coming in right now.”

    Boilermaker Site Superintendent Jayme Taylor agrees.

    “That’s our future. Those are the guys that are going to have to take over for me when I decide to retire,” he adds. “So, train them young, train them right and make sure they know what they’re doing.”

    Deadline extended: Call for evidence: An inspection of asylum casework (2025)

    The ICIBI invites anyone with knowledge and experience of asylum decision quality to submit evidence for the inspection .Deadline extended to close of play 9 July 2025.

    The Independent Chief Inspector of Borders and Immigration has begun an inspection of asylum casework with a particular focus on the quality of asylum decisions.  

    As Independent Chief Inspector, I am inviting anyone with knowledge or first-hand experience of Home Office asylum decision making to submit evidence to inform this inspection. I would be pleased to hear about both what is working well and what could be improved in the following areas: 

    • the accessibility and clarity of Home Office guidance on the processing of asylum claims, including how decisions are made 

    • correspondence and communication with claimants and their representatives throughout the asylum process, including decision letters 

    • the conduct of substantive asylum interviews 

    • what other factors influence or affect the quality of asylum decisions 

    • views on the quality, consistency and accuracy of asylum decisions and whether these have changed since the beginning of 2024 

    • how the Home Office engages with stakeholders and responds to feedback on the quality of asylum decisions 

    These areas of interest are not exhaustive, and I welcome submissions that touch on other points. Information received in response to this call for evidence will play an important part in defining the precise scope and focus of the inspection.  

    This call for evidence will remain open until 9 July 2025. 

    The information you submit may be quoted in the final inspection report, but it is the ICIBI’s practice not to name sources and to anonymise as much as possible any examples or case studies.

  • MIL-OSI United Kingdom: UKSPF helps refurbish Preston Pirates BMX track

    The official opening of the refurbished BMX track at Preston Pirates was held on Saturday 28 June, the day before a British Cycling Regional event which saw more than 300 riders and 2,000 spectators in attendance at the London Road track.

    The upgrade has improved two of the ‘berms’ (sweeping corners), reprofiling them to improve the rider experience, track safety and drainage. There have also been improvements to some other areas of the track.

    Since previous investment in 2014, the club has gone from strength to strength and hosted British Cycling regional events along with its own annual club series event.

    The refurbishment was made possible with a partnership between Preston Pirates’ contribution of £30,000 along with £18,000 from Preston City Council’s UK Shared Prosperity Funding (UKSPF) allocation for 2024/25 (£9,000 from Parks grant and £9,000 from Leisure Development grant).

    Deputy Mayor of Preston, Councillor Nweeda Khan, who officially opened the refurbished track, said:

    “Preston Pirates is a very well-established sports club within the city, which we’re incredibly proud to support.

    “The funding from the Council’s shared prosperity allocation is used with the goal of delivering wide-reaching and impactful activities that build pride of place in Preston and increase life chances for all our residents.

    “This refurbishment will enable more young people to take part in a growing sport and aid the budding sports stars of the future.”

    Ian Brookes from Preston Pirates, added:

    “Our newly refurbished track gave us an upgrade to our corners (berms), which secures the facility’s condition for the long term and means the club can continue to produce top class BMX athletes. We’re very grateful for this funding and to everyone involved for their continued support.

    “We run sessions five times a week that caters for riders of all abilities and ages. We have been National and British Club Series Champions multiple times, and this year we currently sit in first place in this National Club standings with a good chance of winning it with just two rounds to go.

    Coming into or leaving the city centre by bus next week? Don’t forget to check the new, temporary location of your bus stop.

    From next Monday 7 July all bus stops on the eastbound side of Royal Parade – the shop side – will be moved to temporary locations as preparations for the bus improvement scheme gets underway.

    Passengers are being urged check where their stops are being moved to as this busy road sees hundreds of services go along this route every day.

    All services that use bus stops A10, A11, A12, A13, A14, A15, A16, A17, A18, A19, A20 or A21 stop will be diverted to nearby temporary stops either in Union Street, Derry’s Cross roundabout or Mayflower Street.

    The big stop move is only a temporary arrangement while work on the seven-month improvement scheme is underway. The scheme focuses on the eastbound side of Royal Parade between Derry’s Cross and St. Andrew’s Cross and involves:

    • redesigning the road with a shallow sawtooth layout, increasing the number of bus stops from 12 to 15, to prevent double stacking, unnecessary idling and improve air quality. This will improve bus manoeuvrability and safety by reducing the need for buses to reverse out and ensure passengers can get on and off from the pavement.
    • clearer information about where and what bus to get in the new shelters and upgraded Real Time Passenger Information displays
    • bigger shelters to make it easier for people with pushchairs or wheelchairs to use them. They will have living roofs to support biodiversity
    • an upgraded toucan crossing at Armada Way for pedestrians and cyclists
    • average speed camera system to replace existing static cameras, supporting a safe environment.

    Councillor John Stephens, the new Cabinet Member for Strategic Planning and Transport said: “There are over 100 buses every hour – making it the city’s busiest bus interchange – with over nine million passenger journeys from or to Royal Parade every year – either arriving to work in the city centre, to shop, stay or visit, or to head onto to destinations across the city.

    “When finished, the scheme will reduce delays at this key point by cutting queues and double stacking of buses, making services more reliable and helping to make going by bus a more attractive option than the private car.”

    overnor Kathy Hochul today announced Lactalis USA will invest more than $75 million to upgrade both its Walton and Buffalo facilities, enabling them to expand capacity and gain efficiencies. The projects in Delaware and Erie counties include the purchase of new equipment and upgrades that will allow the dairy manufacturer to retain more than 800 full time jobs and create more than 50 new jobs. Lactalis USA is part of Lactalis, the world’s largest dairy company, and has chosen to expand in New York State thanks in part to support from the Governor and Empire State Development.

    “New York will continue to work with businesses in the agri-food sectors as they expand and grow to ensure good-paying jobs remain in our communities,” Governor Hochul said. “By investing in the Lactalis USA facilities and assisting with improvements, New York is retaining hundreds of jobs and adding new jobs, as well as helping to support the region’s dairy farmers.”

    The Walton plant, located at 261 Delaware Street, produces Breakstone’s Sour Cream and Cottage Cheese. It will undergo a $15 million modernization, focusing on automating and expanding the cottage cheese and sour cream production lines, enhancing efficiency, capacity, and sustainability. Currently, the facility has limited capacity, while market demand for nutritious high-protein foods is increasing. The facility also relies on technology that requires extensive maintenance, and the improvements will increase versatility for product innovation. The project will include new fillers, HEPA air filtration, advanced lab equipment, new roofing, boiler upgrades, and several other improvements to the facility. The upgrades will result in a 30% boost in output and create more than 20 new jobs.

    The Buffalo plant, located at 2375 South Park Avenue, produces Galbani Ricotta, Mozzarella and Provolone cheese, along with whey powder that is distributed across the U.S. and abroad. The $60 million expansion includes the installation of six 50,000-pound vats, an advanced cheese belt, separators, silos, and a robotic palletizer. Building remodeling will include relocating the cheese lab to maintain production, increasing mozzarella and provolone production by 37 million pounds annually. Ricotta production will also be expanded, and new energy efficient technology will be added. With the addition of this expansion project, Lactalis USA has committed to investing a total of approximately $123 million in its Buffalo facilities from 2020 through the end of 2027.

    In addition to creating jobs, both plants support the region’s agricultural economy by processing more than 800 million pounds of raw milk annually from 236 local dairy farmers.

    Lactalis USA CEO Esteve Torrens said, “Lactalis has two plants in New York State that are key to our growing business in the United States. Our Buffalo plant is home to a significant ricotta and mozzarella production under the Galbani brand. Our Walton plant continues a rich tradition since 1882 of producing Breakstone’s Sour Cream and is essential to strengthening our cottage cheese business in a rapidly growing category. We are committed to supporting the communities of Buffalo and Walton as we continue to grow in those markets and we thank Gov. Hochul and ESD for their support.”

    ESD is offering $750,000 in Excelsior Jobs Program tax credits for the Walton project (which is in an economically distressed community) and $550,000 in tax credits for the Buffalo project in exchange for Lactalis’ job retention and creation commitments. The projects are expected to be completed in 2027.

    Empire State Development President, CEO & Commissioner Hope Knight said, “The direct impact of Lactalis remaining and growing in Walton and Buffalo is hundreds of cheese manufacturing jobs but indirectly the plant also supports area dairy farmers by purchasing more than $180 million worth of milk each year, making the projects a win for both the manufacturing and agricultural sectors.”

    New York State Agriculture Commissioner Richard A. Ball said, “This investment in Lactalis’ existing facilities in Buffalo and Walton is a win-win, retaining hundreds of jobs and adding new jobs, as well as ensuring New York State remains a leader in the dairy industry for years to come. This expansion is great news for the dairy farmers that supply fresh, local milk for the Lactalis cheese manufacturing facilities, which have a long-standing tradition of producing some of New York’s highest quality dairy products. I look forward to seeing these plants continue to grow and bring more fresh, delicious dairy products to families across the state.”

    The largest sector of the agricultural industry, New York’s dairy industry is a critical component of the State’s economy. New York State is home to nearly 3,000 dairy farms with 630,000 cows, producing 16.1 billion pounds of milk. New York ranks fifth in the production of milk and is first in the nation in the production of yogurt and cottage cheese.

  • MIL-OSI United Kingdom: County-wide options for council reorganisation: Portsmouth have your say

    Portsmouth City Council recently asked for comments about Local Government Reorganisation from a purely Portsmouth perspective. Now people’s input is wanted as part of a county-wide survey, as this affects local authorities across the whole of Hampshire and the Isle of Wight.

    The government wants to replace the current 15 councils in the region with fewer, single councils, covering bigger areas of around 500,000 people.

    Portsmouth City Council Leader Cllr Steve Pitt said:

    “Our priority is to get the best possible outcome for people and communities in Portsmouth.

    “We’ve said from the beginning that Portsmouth should be left out of Local Government Reorganisation plans, because we already have one council which is financially stable. However, we are being forced to present to government plans to reorganise, so we are working with 11 other councils in our region to develop the best options for how new councils, including ours, could be organised in the future.

    “It’s really important we hear what Portsmouth people think so their views can be included as much as possible in any future plans.”

    Three draft options are available for people to comment on. All options propose that four unitary councils, plus the Isle of Wight remaining a single unitary council, deliver all council services to residents living in those areas.

    As part of these options, people are also asked to comment on potential boundary changes for some towns and villages.

    The options are intended to strike a balance between councils that are big enough to deliver services, but local enough to understand their communities. Key to the survey is understanding how residents, businesses and community groups feel about the changes and what area they think their future council should cover.

    The Hampshire and Isle of Wight-wide survey follows a Portsmouth-wide survey, with results from that to follow.

    Following the feedback, individual councils are expected to submit a preferred option to the government in September.

    Helping the MOD and the defence industry navigate the single source regulatory framework for key supply-chain contracts

    The SSRO has published new guidance that will help all stakeholders identify and apply the regulatory framework for single source defence contracts to qualifying sub-contracts.

    Following consultation with stakeholders, the SSRO has published new guidance on how the regulatory framework for single source defence contracts applies to qualifying sub-contracts (QSCs). QSCs account for around one in six of all qualifying contracts under the regulatory framework and have a combined value of more than £8.2 billion.

    The new guidance summarises the relevant parts of the regulatory framework and provides signposting to existing SSRO guidance, for example, on pricing and reporting.

    The SSRO’s Chief Regulatory Officer, Jo Watts, said:

    “This new guidance follows a request from industry for a consolidated summary of the complex regulations related to QSCs. The guidance has been informed by the questions we are commonly asked about QSCs and takes account of the feedback received from stakeholders during our consultation. Based on the positive feedback we had from stakeholders, we are confident the new guidance will help the MOD, contractors and sub-contractors better understand their respective rights and obligations in relation to QSCs.”

    The SSRO has also published a summary of the feedback it received during its consultation and how it has responded to this in preparing the new guidance.

    Laser Focus: DASA and Dstl funding accelerates novel laser detection tech

    A novel laser detection system developed by Sentinel Photonics has evolved from a promising concept to commercial technology through DASA and Dstl support.

    • Sentinel Photonics was founded in 2019 by former Dstl scientists who developed innovative laser detection technology. The scientists spun out their own company in 2020, licencing the technology from Dstl.
    • Another DASA-funded innovation which protects users’ eyesight from lasers has been adopted on the Army’s KS1 rifles.
    • Sentinel Photonics also secured a DASA Defence Innovation Loan to help grow the size of their team and further develop the technology.
    • The company has grown at a remarkable pace, from one full-time employee to a team of 20, with products being deployed across NATO nations.

    The Innovation Journey

    For military personnel operating in hostile environments, detecting adversaries’ lasers is a vital capability. From artillery targeting systems to drones, sniper range finders and precision strike guided munitions, lasers pose an increasing threat on the modern battlefield.

    This challenge inspired Sean Tipper and Chris Burgess, while working as scientists at the Defence Science and Technology Laboratory (Dstl), to develop a new approach to laser detection. Their innovation showed great promise during development at Dstl, where the core technology was conceived and initially tested.

    “We worked on the core technology at Dstl for a number of years, developing the fundamental concepts,” explains Sean Tipper, now Chief Technology Officer at Sentinel Photonics. “We saw the potential for this technology to help protect our forces and founded Sentinel Photonics to take it to the next level of development and productisation.”

    In 2019 the scientists and Ploughshare Innovations founded Sentinel Photonics to commercialise their invention, licencing the IP from Dstl and the Ministry of Defence (MOD). The company formally began operations in late 2020 with the critical support of early Dstl funding through the Defence and Security Accelerator (DASA).

    A new way of detecting lasers

    Traditional laser warning systems rely on photodiodes that convert light to voltage, looking for rapid temporal changes. They look for quick, sharp changes, similar to how you can notice someone flicking a torch on and off in a dark room.

    While effective for detecting laser pulses, they struggle with continuous wave lasers and can generate false alarms.

    Sentinel’s breakthrough product, LASERD MAX (Laser Signal and Event Recording Device), uses a unique camera-based method that detects the spectral and spatial features of lasers. What sets LASERD MAX apart from conventional systems is its portability and comprehensive coverage. It doesn’t just monitor a narrow field of view but provides complete awareness.

    “It’s more of an all-encompassing system,” explains Tipper.  “It’s easy to detect one laser in one direction, but what makes our system unique is the ability to detect many different types of lasers simultaneously in a clustered background, even in challenging daylight conditions.”

    The system can detect everything from drone LIDAR systems and artillery rangefinders to anti-tank guided missiles. It can also spot battlefield scanning systems that use invisible lasers to find hidden optics like sniper scopes.

    “Our system can detect a broad range of laser threats,” says Tipper. “It’s novel because it’s portable and standalone, targeted for dismounted use and also at forward operating bases.”

    The DASA and Dstl Impact

    DASA and Dstl support proved instrumental at multiple points in Sentinel Photonics’ development journey. Their first DASA projects in late 2020 provided critical funding that allowed Tipper to work full-time on developing the technology.

    “Those early DASA projects were really critical because that’s where I experimented with different sensors and camera systems and picked the exact sensors and optics we’re still using today,” says Tipper.

    As Sentinel Photonics progressed with their innovation journey, they reached a critical point where they needed to grow their team to meet increasing demand and develop their technology further.

    In 2022, DASA’s Defence Innovation Loans provided the perfect opportunity to take this next step.

    The loan helped transform the organisation from a founder-led startup into a growing enterprise with the capabilities to deliver advanced defence technology.

    “Without the Defence Innovation Loan, we wouldn’t have been able to deliver for Dstl, and we wouldn’t have had the resources to increase the size of our team,” Tipper notes.

    Commercial Success

    Sentinel Photonics’ progress has been remarkable. From just one person working part-time in 2020, the company has grown to 20 people by 2025. Their product line has expanded to include not just the LASERD MAX detection system but also products such as FROST (Filters for Reduction of Optical Signature Thresholds).

    The FROST system, also developed with DASA funding and Dstl technical support, protects eyes from laser damage and prevents detection by scanning systems. This technology has achieved significant commercial success and has been integrated into the KS1 rifles that have entered service with UK Armed Forces through a partnership with Edgar Brothers, Sentinels UK partner, as part of the Hunter programme.

    The company has also expanded its reach beyond the UK. “We’re expanding across Europe and NATO nations in general, finding partners to bring our products into those markets,” says Tipper. “There’s a direct link from DASA-funded work to us making sales and getting partners into markets.”

    The SME has now established strategic collaborations with Glomex in Poland, TBM in the Netherlands, StarC4SIS in Romania and Precision Technic Defence Group in Denmark to add to its already established partnerships with Danger Solutions in Australia and Outervision in France.

    Sentinel’s story highlights the powerful collaboration between Dstl, DASA, and innovative small businesses. Dstl provided the foundation for the core technology and continues to work with Sentinel Photonics by providing technical support. DASA helped bridge the critical gap between concept and the commercially viable product.

    For Sentinel, DASA’s involvement has offered more than just funding. “DASA has been a very useful mechanism to test ideas and feasibility within defence,” explains Tipper. “It gives us a way to understand how important what we’re developing is to potential users and get early sight of that as well.”

    Looking ahead, Sentinel aims to shift from an R&D focused in its early years to a balanced commercial approach to increase their foothold in defence.

    As threats continue to evolve on the modern battlefield, innovations like Sentinel’s laser detection systems and FROST system can play an increasingly vital role in protecting UK and coalition forces.     BEIJING, June 30 (Xinhua) — A cargo flight from Tbilisi, the capital of Georgia, landed at Laining International Airport in Kashgar Prefecture, northwest China’s Xinjiang Uygur Autonomous Region, on Saturday, marking the launch of a new cargo air route between the two regions, the prefecture’s press service said.

    The cargo carried on the aircraft, including chilled salmon from Norway, live jumbo land crabs from France and cherries from Tajikistan, was delivered to the integrated import inspection facility upon arrival at the airport. It is the first shipment of fruits and edible aquatic organisms to be brought to the facility since it was granted import approval in 2024.

    It should be noted that to ensure the quality of these food products on the charter flight, a cold chain and advanced freshness preservation technologies were used.

    It should be recalled that Laining International Airport is the second largest air checkpoint in Xinjiang and one of the important hub airports of the Belt and Road Initiative. -0-

  • MIL-OSI Economics: New Bohemian Regional Division to be established within the CNB’s Cash and Payments Department

    The Czech National Bank (CNB) is continuing to implement changes in the Cash and Payments Department, aimed at significantly speeding up and simplifying client services. With effect from 1 July 2025, a new Bohemian Regional Division will be established, headed by the current Director of the CNB’s Prague branch Vladislav Jetenský. The Bank Board made this decision at its meeting on 20 March 2025.

    The Bohemian Regional Division will be created through the merger of the Prague and Hradec Králové branches as part of the CNB’s broader strategy for service digitalisation. The aim is to simplify and speed up communication with clients, regardless of their location. Digitalisation will enable faster processing of requests and more convenient access to the CNB’s services.

    Vladislav Jetenský graduated in finance from the Prague University of Economics and Business. He worked at the CNB as banking supervision inspector in 2001–2003 and then in ING as senior auditor, head of internal audit for the Czech Republic and Slovakia and head of the financial controlling team. He returned to the CNB in 2017 and held the post of Director of the Capital Market Supervision and Control Division of the Financial Market Supervision Department II. He served as Executive Director of the Internal Audit Department from 2021 to 2024. He has been Director of the Prague branch of the Cash and Payments Department since June 2024.

    A third stage has been announced for next week’s Godiva Festival that will see young local musicians given the chance to perform in their home city.

    The Cov ConneX Kingston Stage – first introduced at last year’s festival – will return, supported using public funding by the National Lottery through Arts Council England, with a grant worth almost £30,000. 

    It will shine a light on musical inspiration while celebrating Coventry’s twin city of Kingston in Jamaica, with around 40 city-based artists taking to the stage over the Saturday and Sunday in styles ranging from rap, grime, afrobeat and reggae to DJs and MCs.

    It will join the Main Stage and The Cov Stage in hosting a massive array of musical talent and giving festivalgoers a packed weekend of entertainment.

    The Festival runs from 4-6 July at the city’s War Memorial Park, and tickets are still available at great prices.

    Coventry musical legend and one of the founders of The Specials, Neville Staple, will also be taking to the Main Stage on Saturday 5 July.

    Completing the headline acts is Ocean Colour Scene who will bring the festival to a close on Sunday (6 July) evening, along with Rick Parfitt Jr & The RPJ Band and YolanDa Brown: Bob Marley Songbook, and dance group Diversity.

    Sellafield supporting Whitehaven Science Fair

    Local science fair in Whitehaven, West Cumbria goes from strength to strength.

    We were pleased to support Whitehaven Town Council in hosting the 5th Annual Whitehaven Science Fair, working in partnership with Nuclear Waste Services to plan and deliver a two-day programme focused on innovation, scientific curiosity and community engagement.

    The first day welcomed primary school pupils to experience an engaging theatre-style science demonstration, followed by interactive exhibits located in the robotics and technology marquees.

    Local employers, including ourselves and Nuclear Waste Services, presented a range of technologies and provided hands-on activities. These included opportunities to operate robots, participate in educational games, test coordination skills, and meet Spot-the-dog.

    By offering such experiences, the event helps inspire an interest in Science, Technology, Engineering and Mathematics (STEM) among young people and encourages them to consider future careers in these areas.

    Members of the public also attended throughout the day to learn more about current developments on the Sellafield site and the work of organisations contributing to innovation in the local area.

    Deputy Lord Lieutenant for Cumbria, Gerard Richardson,  said:

    I couldn’t be more delighted with the turnout, not just from schools and pupils but also from curious members of the public who really enjoyed the experience.

That is why listening to others strengthens your own expression.”

     

    He also invoked the work of the Constituent Assembly, saying, “The Constituent Assembly took nearly three years — 2 years, 11 months, and 18 days — of painstaking effort to give us the Constitution.” He explained, “There were deep issues at the time; consensus was difficult, but they never engaged in confrontation. There was no disruption. Through dialogue and compromise, they arrived at consensus — confrontation never crossed their minds.”

     

    Speaking on policymaking in the interest of farmers, the Vice-President said, “If the subsidies given by the government to farmers reach them directly, every farming household could receive more than ₹30,000 per year.” He further added, “If fertilizer subsidies are transferred directly to farmers, the choice to adopt natural or organic farming will be theirs.”

    Discussing the constitutional position of Governors, he remarked, “When the Governor is in the state, they are often treated like an easy punching bag.” He elaborated, “If the State government and the Central government are ruled by different political political parties, it becomes very easy to make allegations.     Speaking about responsible discourse, he said, “Often, in a state of emotion, we raise questions or encourage conflict — but if I am not the one getting hurt, I might say ‘keep fighting.’ These are not matters to be sensationalized in newspapers — they cause real pain. Our economy suffers deeply. And why? Because where was India 11 years ago? This is not a political matter. In every era, India has progressed. Great accomplishments were made in the 1950s, 60s, 70s. When I talk about the current era, it should not be seen as a comparison to previous ones — I am comparing India with the world.”

     

    He emphasized, “India was once counted among the five most fragile economies — today, it ranks among the world’s top four economies. Look at the countries we’ve surpassed. Such a leap has been taken that the world refers to the last decade as the period of India’s economic rise — a feat unmatched by any other major nation.”

     

    Highlighting the role of the opposition in a democracy, the Vice-President said, “Opposition does not mean adversary. Democracy requires expression, debate, dialogue — what the Vedas call Anantavaad.”

     

    He warned, “When expression reaches a point where opposing views are dismissed entirely, expression loses its essence. Expression is crucial — it is the soul of democracy. But if it is suppressed or becomes so extreme that it ignores all other viewpoints, then it ceases to be meaningful. To make expression meaningful, debate is essential — and debate means engaging with people who disagree with you. There is a strong possibility that they may be right. That is why listening to others strengthens your own expression.”

     

    He also invoked the work of the Constituent Assembly, saying, “The Constituent Assembly took nearly three years — 2 years, 11 months, and 18 days — of painstaking effort to give us the Constitution.” He explained, “There were deep issues at the time; consensus was difficult, but they never engaged in confrontation. There was no disruption. Through dialogue and compromise, they arrived at consensus — confrontation never crossed their minds.”

     

    Speaking on policymaking in the interest of farmers, the Vice-President said, “If the subsidies given by the government to farmers reach them directly, every farming household could receive more than ₹30,000 per year.” He further added, “If fertilizer subsidies are transferred directly to farmers, the choice to adopt natural or organic farming will be theirs.”

    The African Development Bank (www.AfDB.org) and the Asian Infrastructure Investment Bank (AIIB) have signed an agreement strengthening their collaboration on sustainable economic development, designed to boost infrastructure development and economic opportunities across the African continent.  

    The Memorandum of Understanding, which builds on an earlier one in 2018, was signed by African Development Bank president, Dr. Akinwumi Adesina, and AIIB President and Chair of the Board of Directors Jin Liqun on Saturday 28 June. The signing took place on the sidelines of a meeting of Heads of Multilateral Development Banks held in Paris, France, the same day. 

    The agreement outlines continued collaboration from both parties in six priority areas, aligned with the Bank Group’s Ten-Year Strategy 2024–2033 as well as AIIB’s Corporate Strategy and its Strategy on Financing Operations in Non-Regional Members. The areas are:  

    (i) Green infrastructure 

    (ii) Industrialization 

    (iii) Private capital mobilization including Public – Private Partnerships 

    (iv) Cross-border-connectivity 

    (v) Digitalization; and  

    (vi) Policy-based financing 

    The MOU will promote among other things, co-financing, co-guaranteeing and other forms of joint participation in financial assistance for development projects primarily in sustainable infrastructure. The African Development Bank and AIIB’s existing cooperation in this area, includes providing guarantees to support the issuance of Egypt’s first Sustainable Panda Bond in 2023, valued at RMB 3.5 billion.  

    This historic issuance—backed by guarantees from both AfDB and AIIB—marked the first African sovereign bond placed in the Chinese interbank bond market. The guarantees provided by the two triple-A-rated multilateral banks were instrumental in de-risking the transaction, enabling Egypt to secure competitive terms and attract investor confidence.

  • MIL-OSI Security: Pair jailed following fatal stabbing in east London

    Two men, who brutally stabbed an unarmed man as he sat behind the wheel of his car in Tower Hamlets last year, have been jailed.

    Shamiah McKenzie, 18 (01.08.06), of Colvin Close, Lewisham, was sentenced to life imprisonment, to serve a minimum of 22 years in prison, for the murder of 23-year-old Abdul Jalloh at the Old Bailey on Friday, 20 June.

    Codee Godfrey, 19 (25.12.05), of Grosvenor Wharf Road, Tower Hamlets, was sentenced to nine years’ imprisonment for manslaughter at the same hearing.

    Detective Chief Inspector Paul Waller, from Specialist Crime North – who led the investigation – said: “Our thoughts are with the family and friends of Abdul Jalloh, who lost a loved one in shocking circumstances.

    “By carrying and using a knife, their callous act demonstrates once again the devastating and far-reaching effects of knife crime.

    “I therefore commend the officers who worked incredibly hard to build evidence against McKenzie and Godfrey in order to prove that there could be no doubt as to their guilt. London will be a safer place with them taken off the streets.

    “I also want to thank the local community who came forward to assist officers with footage they had on the day. They displayed immense courage in giving evidence to the court.”

    McKenzie was found guilty of murder and Godfrey, was found guilty of manslaughter at the Old Bailey on Thursday, 12 June, in a trial which started on Monday, 28 April,

    The court heard that police were called at around 16:15hrs on Monday, 5 August 2024 to reports of a stabbing on New Union Close, E14.

    When Abdul was attacked, he was unable to defend himself as he was unarmed and vulnerable behind the wheel of his car.

    Despite the best efforts of emergency services, Abdul died a short time later as a result of a stab wound in his neck.

    A manhunt began immediately, with officers painstakingly combing through hours of CCTV footage and digital evidence to understand what took place, identify the attackers and track their movements after they fled the scene.

    As a result of this meticulous work, officers were able to show the jury how the pair had been circling the Isle of Dogs on bicycles for more than an hour looking for Abdul.

    After the attack they threw the knife and its sheath and McKenzie’s bicycle into the Thames at Caledonian Wharf. As paramedics tried to save Abdul’s life, the pair packed their bloody clothing and footwear they had been wearing into bags.

    Officers then uncovered that they changed into summer clothes and then disposed of the bags and two mobile phones in nearby bushes. In the bag officers found £3k worth of cannabis, £2k of cash, a vacuum sealing machine used to package drugs, and business cards containing their phone numbers.

    McKenzie and Godfrey were so confident in their changed appearance that they returned to the Thames Path which was full of officers who were searching for Abdul’s killers.

    McKenzie and Godfrey turned themselves in to police on Thursday, 8 August 2024 and were charged the following day.

    A group of 12 of the 15 councils in Hampshire and the Isle of Wight, including Winchester City Council, is working together to develop proposals for new councils that will provide all services to their residents in future.

    The government wants to change the current ‘two-tier’ council structure in most of the county, where residents have services delivered by both Hampshire County Council and district or borough councils. Three other areas, Portsmouth, Southampton and the Isle of Wight, already have single councils, known as unitary councils, that provide all local services.

    Instead, the government has asked councils to propose how they could join their areas together to form new councils that would each be responsible for most local services in that area.

    In response, Winchester City Council and the other 11 councils have been collaborating on developing options that would work best for their residents, businesses and wider community. The other councils are Basingstoke and Deane Borough Council, Eastleigh Borough Council, Fareham Borough Council, Hart District Council, Havant Borough Council, Isle of Wight Council, New Forest District Council, Portsmouth City Council, Rushmoor Borough Council, Southampton City Council, Test Valley Borough Council

    Together, the councils are working on options that would replace the current 15 councils with four new unitary councils on the mainland, keeping the Isle of Wight as its own unitary council as it currently is.

    This is based on the evidence they have gathered that this number of councils, delivering all services in the areas they cover, would give the best balance of local decision-making and sustainable size for the total population of over two million people.

    It would avoid options for fewer unitary councils that would mean some of them serving well over one million residents.

    The councils believe this proposal means the best of both worlds: councils that are big enough to deliver strategic services, but local enough to understand communities so they can tailor services more closely to their needs.

    A key part of this work on the options will be understanding how residents, businesses and community groups feel about the changes and what area they think their future council should cover.

    Engagement, through a feedback survey, has been launched today (30 June) across the council areas to gather views to help understand what matters most to people and shape how local councils work in future—so they reflect real places, local identity and culture, priorities, and people.

    LIMERICK, Ireland, June 30, 2025 (GLOBE NEWSWIRE) — kneat.com, inc. (TSX: KSI) (OTCQC: KSIOF), a leader in digitizing and automating validation and quality processes, announces a change to its senior leadership team.

    Hugh Kavanagh, our CFO, is retiring from Kneat to spend more time pursuing other interests. We wish him the very best for the future. During his time at Kneat, Hugh contributed significantly to our success, helping the Company to grow to its current level and building a strong finance team. We have very much enjoyed working with Hugh and will miss his valuable contributions, his friendship and ongoing financial guidance at all levels within the Company.

    Dave O’Reilly will join the Kneat team as our new CFO on July 7th. Most recently, Dave served as CFO at Ekco for seven years. During his time there he helped scale this fast-growing cloud business from a start up to $200 million in annual revenue. He was responsible for directing financial strategy and operations, driving rapid business growth, and establishing Ekco as a market leader in the European Managed Security Service space. He built and led high-performing finance, accounting, and FP&A teams, fostering a culture of accountability and strategic alignment. Prior to his time at Ekco he served as the international controller for a $4 billion-SaaS business, Consensus Cloud Solutions/Ziff Davis Inc., formerly J2 Global. Dave holds a BA in Accounting and Finance from Dublin City University and is a licensed CPA.

    Dave will partner with Hugh for a period of one month – to ensure a smooth transition, and Hugh’s final day with the company will be Friday, August 8th.
