  • MIL-OSI United Nations: Romania to Host 2027 Regional Platform for Disaster Risk Reduction for Europe and Central Asia

    Geneva, 6 June 2025 – The Government of Romania and the United Nations Office for Disaster Risk Reduction (UNDRR) are pleased to announce that Romania will host the next Regional Platform for Disaster Risk Reduction for Europe and Central Asia (RP2027). The announcement was made during the ministerial session on Safe Schools at the Global Platform for Disaster Risk Reduction (GP2025) in Geneva.

    “We look forward to welcoming you to Romania in 2027 for the Regional Platform – a space for collaboration, regional leadership, and shared resilience” said Daniel Gheorghita, Head of Analysis and Strategic Development Office for Civil Protection, Romania.

    Romania brings strong national leadership to the role, having adopted a comprehensive National Strategy for Disaster Risk Reduction (2024-2035) and prioritized child safety through education and infrastructure. In 2024 alone, more than 1.7 million students and preschoolers participated in preparedness drills. Moreover, hundreds of schools are being modernized under Romania’s National Recovery and Resilience Plan, and a new seismic design code is under development to further strengthen risk-informed infrastructure.

    Building on the outcomes of the 2023 Action-Oriented Dialogue on School Safety, RP2027 will offer a key moment for governments, civil society, and stakeholders across Europe and Central Asia to accelerate their disaster risk reduction efforts as the 2030 deadline approaches.

    “Romania has demonstrated real leadership in integrating disaster risk reduction into its national planning, especially through its work with children, on school safety and public awareness” said Natalia Alonso Cano, Chief of UNDRR’s Regional Office for Europe and Central Asia. “We are looking forward to working together on the platform and accelerating the implementation of the Sendai Framework.”

    The TFA — which contains provisions for expediting the movement, release and clearance of goods, including goods in transit — is the first WTO agreement in which developing and LDC members can determine their own implementation schedules, in accordance with their national priorities and capacities, and seek to acquire implementation capacity through the provision of related assistance and support.
    The WTO Secretariat reported that 80 per cent of implementation commitments by developing and LDC members have been reached, with 65 members committed to implementing Category C measures requiring technical assistance and capacity-building over the next two years. Developed members were required to implement all provisions of the TFA from its entry into force. More information is available in the TFA database.
    Developing greater transparency on TFA implementation
    The WTO Secretariat reported on member notifications related to TFA implementation efforts and requests for extensions of implementation schedules. While member notifications on donor arrangements and their progress currently contain limited information and may not reflect the present situation, the TFA Facility (TFAF) is collecting survey data on capacity-building partners and assistance gaps at the member level. Members also supported several tools the WTO Secretariat has deployed through the TFA Database to enable them to track deadlines and to request extensions for implementation dates, where needed.
    The Committee also took note of the WTO Secretariat report “Notification Status of Regular/Period and One-Time Only Notifications in the Goods Area (1995-2024)” (G/C/W/859 ). The document found that while the overall membership had a submission rate of TFA transparency notifications of over 80 per cent, this figure was less than 60 per cent for LDCs. The Chair signalled his availability for consultations on this matter.
    Improving transit corridors and technical assistance coordination
    The Committee held a dedicated session on transit, with the WTO Secretariat presenting preliminary findings from a study on transit corridors serving landlocked developing countries (LLDCs). Coordinated by Botswana as the LLDC coordinator, the study examines how corridors efficiently implement TFA measures to lower trade costs in landlocked countries which face trade costs 1.4 times higher than coastal economies.
    The study covers 19 corridors across Africa, Asia, Eurasia and South America, showing transit time reductions of 20-40 per cent through digital tools and coordination mechanisms. As an example, the Northern Corridor connecting Kenya, Uganda, Rwanda, Burundi, the Democratic Republic of the Congo and South Sudan through Mombasa reduced transit times from 11 to 5 days. The updated report will be circulated before the October Committee meeting, with the WTO Secretariat organizing a side event at the UN LLDC-3 Conference in Turkmenistan (5-8 August 2025).
    The African Group also issued a call for strengthened coordination mechanisms to address technical assistance and capacity-building challenges in implementing Category C measures (measures for which members have identified the need for assistance and capacity building), particularly amidst reduced development aid budgets. The Chair signalled a willingness to hold consultations ahead of the October 2025 dedicated session on technical assistance and capacity building to prepare for comprehensive discussions on strengthening coordination mechanisms.
    Experience sharing showcases digital innovations
    Members conducted productive experience-sharing sessions covering digitalization and Authorized Economic Operators (AEOs). China shared a presentation on “Cross-Border E-Commerce,” while the European Union highlighted the importance of digital trust-building through customs “single windows” and electronic identification systems. The United States and the OECD made a presentation on “The digitalization of trade documents and processes: going paperless today, going paperless tomorrow”.
    Japan, Moldova, Mongolia and Paraguay shared national and regional AEO experiences, and Bangladesh shared a presentation on Time Release Study effectiveness, while the United Kingdom and UNCTAD discussed forthcoming publications on National Trade Facilitation Committees (NTFCs).
    During the dedicated transit session, Mozambique shared its experience on transit issues while the European Union explained how corridor and transit issues are integrated into a strategy to support developing and least developed members strengthen connectivity and trade facilitation.

    Other Committee work
    The Committee continued its exchanges on customs procedures, with several members maintaining engagement with Indonesia on two measures regarding customs procedures for intangible products. The United States also raised a new specific trade concern regarding Indonesia’s customs penalty regime.
    Capacity building and learning sessions
    Several learning sessions also took place alongside the Committee meeting. The World Bank and the World Customs Organization, in collaboration with TFAF, organized a Time Release Study methodology session on 4 June, covering measurement techniques and resource requirements.
    The TFAF and certain Annex D+ organisations (consisting of ITC, OECD, UNCTAD, the World Bank, and the WCO) held an in-person training session on 2-3 June on mobilizing technical assistance and capacity building for TFA implementation. The training activity brought together 15 capital-based delegates from LDC and developing members to discuss how to better coordinate resource mobilization and to be more effective when engaging with development partners. Global Alliance for Trade Facilitation (GATF)/German Agency for International Cooperation (GIZ) and TradeMark Africa also participated in the training session on 3 June.

    Headline: WTO Fish Fund launches Call for Proposals for implementing Agreement on Fisheries Subsidies

    Developing and LDC members that have ratified the Agreement are eligible to submit proposals for technical assistance and capacity-building activities to support their implementation of the Agreement. These fall into two categories: project preparation grants of up to USD 50,000 for activities such as studies and needs assessments to prepare for implementation of the Agreement, and project grants of up to USD 300,000 for specific projects to implement the Agreement.
    WTO Director-General Ngozi Okonjo-Iweala said: “A vital feature of this historic Agreement is that it provides funding for developing and least-developed country members  to receive technical assistance and capacity building support to implement the new disciplines and improve fisheries management. Delivering this support is essential to realizing the Agreement’s benefits for people, oceans, and the planet. This Call for Proposals represents a first but significant step towards turning the Agreement on Fisheries Subsidies into lasting, transformative change for livelihoods and marine fisheries. I am deeply grateful to our current and future donors to the Fish Fund!”
    WTO members can access the application portal here. Proposals must be submitted by 9 September. However, if the Agreement enters into force before this date, the deadline will be extended by one month. The Steering Committee of the Fish Fund will review and evaluate all submissions.
    So far, 101 WTO members have formally accepted the Agreement. Funds may be disbursed once the WTO receives the 111 instruments of acceptance needed for the Agreement to enter into force.
    The contributions and pledges received by the Fund thus far amount to approximately CHF 14.5 million (just over USD 17.5 million), with commitments made by Australia, Canada, the European Union, Finland, France, Germany, Iceland, Japan, the Republic of Korea, Liechtenstein, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, the United Arab Emirates and the United Kingdom.
    The Fish Fund was established under Article 7 of the WTO Agreement on Fisheries Subsidies, which ministers adopted at the 12th Ministerial Conference in 2022. Housed at the WTO, the Fund operates in cooperation with the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the World Bank.

  • MIL-OSI United Kingdom: Applications open for Education Maintenance Allowance 2025/26

    All eligible young people are being encouraged to apply for a weekly, term time allowance of £30 per week from August 2025.

    The Highland Council administers Education Maintenance Allowance (EMA) in respect of eligible young people from across its 29 secondary schools.  Colleges administer this scheme for their students.

    During the last academic year, over 400 young people across Highland secondary schools benefited from approximately £350,000 from this Allowance. The Allowance provides an incentive for young people aged 16-19 from lower income families to continue with their post-16 education, either in school or college.

    Eligibility for the scheme is based upon the total taxable household income for 2024/25:

    • up to £24,421 taxable income for households with 1 dependant child
    • up to £26,884 taxable income for households with 2 or more dependant children.

    This weekly term time allowance is paid directly into the young person’s bank account and does not affect the child benefit or other benefits being paid to their parents or carers.

    Today, Congressional Arts Caucus Co-Chairs Congresswoman Chellie Pingree (D-Maine) and Congressman Mike Turner (R-Ohio) led more than 120 of their colleagues in urging President Trump to restore National Endowment for the Arts (NEA) grant funding approved by Congress. The bipartisan push comes after the Trump Administration canceled NEA grants to hundreds of community organizations, many of which had already begun the projects for which they had been awarded. 

    “Many grantees are anchors in their communities, whether as employers and educators, prominent Main Street destinations, and tourist attractions,” the lawmakers wrote. “Lost grants will hurt budgets, contract programming, and may lead to layoffs – right as the crucial summer season kicks off for many organizations and small businesses.”

    They further explained that the NEA underpins a $1.2 trillion cultural sector, representing 5.4 million jobs and a $36.8 billion trade surplus. “In short, the bang for our buck delivered by the NEA is too significant to ignore,” Pingree, Turner, and their colleagues said.

    In addition to cancelling NEA funds already appropriated by Congress, the President has proposed eliminating the agency entirely in his budget.

    Pingree recently penned an op-ed in the Portland Press Herald condemning President Trump’s attacks on arts and culture and warning that his actions mirror the authoritarian playbooks of regimes in Turkey and Hungary.

    Pingree is Ranking Member of the House Appropriations Interior, Environment, and Related Agencies Subcommittee, which oversees the NEA, and is an ex-officio member of the National Council on the Arts.

    Dear President Trump,

    We write to express our deep concern about recent grant cancellations at the National Endowment for the Arts (NEA). These cancellations will have a resounding impact on communities in every part of the country, costing jobs and harming local economies. We urge you to direct their immediate reversal and restore full funding of the NEA as authorized by statute and approved by Congress.

    The NEA is a small but efficient agency, using its modest resources to ensure that the benefit of federal funds reaches every Congressional district. The cancellation of hundreds of grants threatens a wide range of initiatives, from apprenticeship programs to youth engagement to economic development planning. Many grantees are anchors in their communities, whether as employers and educators, prominent Main Street destinations, and tourist attractions. Lost grants will hurt budgets, contract programming, and may lead to layoffs – right as the crucial summer season kicks off for many organizations and small businesses.

    Our relatively minimal federal investment reaches Americans who would not otherwise benefit from the arts. In 678 counties across the country – primarily in rural areas – the Endowment does more to fund the arts than the top 1,000 foundations. And the benefit is not just local. It underpins the $1.2 trillion economic powerhouse that is the cultural sector, representing 5.4 million jobs and a $36.8 billion trade surplus. In short, the bang for our buck delivered by the NEA is too significant to ignore.

    The NEA fulfills an essential role in our nation’s economic and cultural life, particularly as we look toward America250 celebrations next year. The Endowment’s support for local arts organizations remains a cornerstone of its statutory purpose and of its value to local communities across the country. We urge you to restore the full potential of that value by reversing grant cancellations to local arts organizations.

    Defence Secretary’s speech on D-Day 81 anniversary

    The Defence Secretary John Healey gave the following speech at the International Commemoration at Utah Beach to mark 81 years since the D-Day Landings. This year’s event focussed on the US contribution to the Normandy campaign, but paid tribute to all who died in the operation.

    Bonjour tout le monde. 

    81 years ago today, tyranny bowed when the courage of free men forced open the gates of liberation. 

    Within hours, the people of Sainte-Mère-Église had control of their destiny again. 

    Within three months, the Tricolor once again flew from the Eiffel Tower. 

    Within a year the continent of Europe would once again know peace. 

    It is a rare thing to have changed the course of history, but that is what the veterans of Normandy did. 

    They fought for a future that they knew they may not live to see. 

    And through their valour we inherited a free world. 

    We are humbled to be in your company. We give eternal thanks for your sacrifice.

    And I’m also grateful to the Comité du Débarquement, as the stewards of our shared history. With every year that passes, your work becomes more important. 

    And 81 years on, we return to Normandy to ask:

    What principle guided 150,000 souls across that body of water?

    What belief compelled the paratroopers of the 82nd and 101st to thunder through the skies above us?

    What force drove the ‘Ivy’ men to charge these dunes at Utah?

    …all to liberate people they had never known in a land they had never seen.

     And that is the power of unity, the power of friendship, the faith in democracy and freedom. 

    And through the sacrifices made on these shores we learn the true strength of alliances.

    The strength of our war-fighters standing together as they continue to do on operations today – personnel from Manchester, from Marseilles, from Minnesota. 

    The strength of our nations standing together in NATO to deter current conflicts and adversaries. 

    The responsibility to safeguard D-Day’s legacy and freedom rests today with us.

    So, let us give everlasting honour to our Normandy veterans… for whom the Longest Day never ended.

    And let us find the strength to carry on in their names and to carry forward their cause.

    BEIJING, June 6 (Xinhua) — Chinese Foreign Minister Wang Yi held a telephone conversation with French Foreign Minister Jean-Noel Barrot on Friday.

    Wang Yi, also a member of the Politburo of the CPC Central Committee, recalled that Chinese President Xi Jinping and French President Emmanuel Macron recently held a telephone conversation during which an important consensus was reached on strengthening strategic coordination between the two countries.

    The two sides should make proper preparations for further exchanges at all levels, and China invites senior French officials to attend the World Conference on Artificial Intelligence in Shanghai in 2025, the Chinese Foreign Minister said.

    Noting that the two sides have reached consensus on resolving trade and economic issues through dialogue and consultation, Wang Yi stressed the need to expand cultural, humanitarian and educational exchanges to promote the healthy development of the China-France comprehensive strategic partnership and China-EU ties.

    Wang Yi noted that China and France, adhering to the traditions of independence and self-reliance, should strengthen strategic mutual trust and respect each other’s core interests.

    He stressed that the Taiwan issue is an internal matter of China, which affects the national sovereignty and territorial integrity of the country and is fundamentally different from the Ukrainian problem. China attaches great importance to France’s commitment to the one-China policy, the diplomat noted, adding that China believes that France will implement this commitment.

    Wang expressed hope that France will take a correct stance and oppose NATO’s interference in the Asia-Pacific region, stressing that the two countries should jointly adhere to multilateralism and safeguard free trade, and oppose the practice of unilateral bullying.

    J.-N. Barrot, for his part, said that Vice President of the People’s Republic of China Han Zheng has been invited to attend the upcoming UN Ocean Conference in France, noting that in the context of growing global uncertainty, French-Chinese relations are taking on particular importance.

    France always regards China as a friend and partner, firmly adheres to the one-China policy, and hopes to maintain high-level exchanges and enhance strategic communication with China, the French diplomat assured.

    Strengthening bilateral cultural and humanitarian exchanges will send a strong signal of openness, which is particularly relevant in the current circumstances, continued Jean-Nicolas Barrot, adding that France is against trade and tariff wars and is ready to continue to properly resolve trade and economic frictions through consultations.

    The parties also exchanged views on issues related to Ukraine, the Palestinian-Israeli conflict, and the Iranian nuclear program. –0–

    The Urban Wastewater Treatment Directive (91/271/EEC)[1] requires the Member States to ensure the adequate collection and treatment of wastewater in all agglomerations. Despite this, 16 towns and villages in Ireland were discharging raw sewage in 2024 and 10 Irish towns and cities had wastewater treatment facilities that breached the standards required by the directive. Furthermore, 547 settlements in Ireland are unsewered, many of which are coastal summer holiday destinations whose average weekly loading exceeds 2 000 population equivalent (PE) during the summer months.

    • 1.Has the Commission received any compliance data from Ireland in respect of any of the 547 unsewered settlements, some of which have an average weekly loading in excess of 2 000 PE during the summer months?
    • 2.Given that the statutory body responsible for wastewater networks and treatment in Ireland, Uisce Éireann, does not assess locations that do not have existing sewerage networks or treatment facilities, and is instead focused on upgrading existing sewerage networks and treatment facilities, who does the Commission consider responsible for the assessment of sub-threshold agglomerations where the PE varies greatly during the summer season?

    At the request of Germany, the expert group for technical advice on organic production (EGTOP) is going to, for the third time (having issued two negative opinions), give their assessment on whether potassium phosphonate should be introduced into the legislation on organic farming. This synthetic substance might therefore be included in Annex I to Regulation (EU) 2021/1165 as a phytosanitary treatment against downy mildew on grapevine.

    However, adding it would be at odds with the basic regulation, Regulation (UE) 2018/848, which governs organic farming. In fact, Article 5(g) expresses the need for ‘the restriction of the use of external inputs; where external inputs are required or the appropriate management practices and methods referred to in point (f) do not exist, the external inputs shall be limited to natural or naturally-derived substances’.

    In addition, using synthetic potassium phosphonate would be a stumbling block to clear communication on organic farming, as it would mean that consumers cannot be told ‘no synthetic pesticides used’, which is the main promise organic farming makes to EU citizens.

    • National promotional institutions of France, Germany, Italy, Poland and Spain as well as EIB explore ways of stepping up cooperation and coordination in support of Europe’s security and defence industry.
    • Cooperation to foster pan-European approach in areas such as research, industrial capacity, and infrastructure.

    The national promotional institutions of France, Germany, Italy, Poland and Spain as well as the European Investment Bank (EIB) will cooperate to bolster Europe’s security and defence industry. The six long term investors – Caisse des Depôts, Kreditanstalt für Wiederaufbau (KfW), Cassa Depositi e Prestiti (CDP), Bank Gospodarstwa Krajowego (BGK) and Instituto de Crédito Oficial (ICO) and the EIB – agreed to further explore cooperation opportunities.

    The cooperation will focus on areas of investment and on potential joint financing in sectors such as research and development, industrial capacity, and infrastructure.

    The agreement reached today in Warsaw – in the margins of the European Association of Long-Term Investors (ELTI) CEO meeting hosted by BGK – marks a significant step to further boost and reinforce the collaboration between the national promotional institutions and the EIB in supporting Europe’s security and defence infrastructures, technologies and industrial capabilities.

    The initiative, which may also explore the development of potential joint collaborations, including on financial products and advisory services, is a pan-European approach to strengthening European security and defence. It is open to additional European long-term public investors, in particular national promotional institutions all over Europe, and it is part of increased efforts to strengthen the EU and tackle evolving security threats amid significant geopolitical shifts.

  • MIL-OSI Security: Pleasant River — Queens District RCMP charge two men after a break and enter

    Queens District RCMP has charged two men after a residential break and enter in Pleasant River where items were taken from the home.

    On May 31, at approximately 8 p.m., Queens District RCMP responded to a break and enter at a residence on Old Chelsea Rd. Officers learned that a man had entered the home with a knife. Once in the residence, the homeowner confronted the man, and the man threatened the homeowner. The homeowner then left the residence and called police. The suspect exited the home and left the scene in an SUV that was being driven by another man.

    At around 8:45 p.m., Lunenburg District RCMP located the vehicle in Hebbville and conducted a traffic stop. The driver, who was the sole occupant of the vehicle at that time, was safely arrested. The man believed to have entered the home was located walking along Hwy. 208 near Crouse Rd. and safely arrested around 9:30 p.m. by Queens District RCMP. The stolen property was recovered and there were no injuries during the incident.

    Devon Matthew James Kanne, 34, of Danesville, was charged with Breaking and Entering and Committing. He was released on conditions and will appear in Bridgewater Provincial Court on August 13, 2025.

    Michael Gerald Wentzell, 32, of Italy Cross, is charged with:

    • Breaking and Entering with Intent
    • Uttering Threats Against a Person
    • Assault with Weapon
    • Possession of Property Obtained by Crime less than or equal $5,000
    • Failure to Comply with Probation Order (three counts)
    • Possession of a Prohibited Weapon Knowing its Possession is Unauthorized (two counts)
    • Possession of a Prohibited Weapon for Dangerous Purpose (two counts)

    Wentzell appeared at Bridgewater Provincial Court on June 2 and was released on conditions and is scheduled to appear again on June 25, 2025.

    Joint statement from the UK and 29 other donor countries on attacks against civilians and humanitarian workers in Sudan.

    Joint donor statement condemning attacks against civilians and humanitarian workers in Sudan by the European Commissioner for Equality, Preparedness and Crisis Management, Austria, Belgium, Canada, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, Germany, Greece, Hungary, Ireland, Japan, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, and the United Kingdom.

    “We condemn in the strongest terms the attack on a humanitarian convoy of 15 trucks from the United Nations World Food Programme (WFP) and the United Nations Children’s Fund (UNICEF) in Al Koma, North Darfur, on the night of 2 June, which resulted in the death of five members of the convoy and injuring several others. Four of the 15 trucks in the convoy were destroyed in the attack and five more sustained partial damage. These trucks were carrying about 100 metric tons of essential nutrition, health, education, and WASH supplies, intended to support children and families in El Fasher town. 

    The deliberate targeting of humanitarian personnel is a violation of international law. Civilians and humanitarian workers must not be targeted by parties to the armed conflict. We urge all parties to allow civilians to safely exit areas with ongoing hostilities, and to guarantee immediate, unconditional, safe and unhindered humanitarian access to deliver assistance to those in urgent need throughout Sudan.

    We repeat our call to the Sudanese Armed Forces, the Rapid Support Forces and their militias to immediately cease hostilities and uphold their obligations towards international humanitarian law, which includes the obligation to protect civilians and civilian objects – as also reiterated in the UN Security Council resolution 2730 (2024). Once again, we stress the civilian character of humanitarian agencies, the neutral and impartial nature of their life-saving operations, and the need for them to operate across all of Sudan, regardless of area of control. 

    This attack represents yet another deadly and unacceptable attack on civilians and humanitarian workers since the beginning of this armed conflict two years ago, in blatant disregard of international humanitarian law. We remind the parties to the conflict to uphold their obligations to ensure the safety and security of humanitarian personnel and their assets.

    Last April, the international community strongly condemned the attacks on Zamzam and Abu Shouk camps which resulted in the killing of hundreds of civilians and at least 12 aid workers. Just last week, a hospital was targeted in El Obeid, North Kordofan. On several occasions, UN and NGOs offices throughout the country have been directly hit, including WFP’s office in El Fasher only last week. These are just some of the many attacks over the past two years targeting civilians, aid workers and facilities, hospitals, and critical civilian infrastructure, which constitute direct violations of international humanitarian law.

    We deplore all loss of civilian life resulting from acts of war throughout this conflict. The continuous attacks on humanitarian aid workers cannot be normalised. These serious and continued violations of international humanitarian law committed by the warring parties are unacceptable and must cease immediately. 

    We support the UN Secretary General’s call for an immediate and independent investigation into this attack and accountability of the perpetrators. 

    We extend our heartfelt condolences to the families and colleagues of those killed and those who have been injured while working to deliver humanitarian assistance under extremely dangerous conditions.”

  • MIL-OSI Global: Women’s prize for fiction 2025: six experts review the shortlisted novels

    From a longlist of 16, six novels have been shortlisted for the 2025 Women’s prize for fiction. Our experts review the finalists ahead of the announcement of the winner on June 12.

    The Safekeep by Yael van der Wouden

    The Safekeep, a novel about the expropriation and theft of Jewish property during and after the second world war, revisits a dark chapter of Dutch history.

    When Holland fell to Nazi Germany, many Dutch Jews were deported to the death camps and were stripped of their homes and belongings. Van der Wouden’s debut novel shines alight on the act of keeping or maintaining things left behind that were to be reclaimed by their rightful owners, but which were lost or stolen in the war.

    The trauma of this history hangs over the lives of three siblings grieving the loss of their mother in 1961.

    Isabel, the novel’s lonely protagonist, lives alone in the family house, keeping it in order as her late mother would have wanted. All the while she suspects that their maid is stealing from the kitchen. But following the arrival of her brother’s girlfriend, Eva, Isabel discovers the truth of the house and attempts to right historical wrongs.

    Good Girl by Aria Aber

    Aria Aber’s debut is a frequently poetic and powerful künstlerroman (a novel that maps the development of an artist). It follows Nila, a young Afghan woman in Berlin, as she tries to escape from her own cultural heritage and that of the German city in which she lives.

    For much of the novel, Nila moves through the margins of society, from her family home in a brutalist rundown apartment block in the neighbourhood of Neukölln to a seemingly endless cycle of underground clubs, parties and festivals. She pushes away her family, her childhood friends, and her college education to pursue an alternative creative life and a destructive love affair. Ultimately though, Nila realises that her artistic work and a truly independent life can only be forged through her reconciliation with the past.

    Set against the real far-right violence of the 2000s, Aber makes clear how social inequalities and racial prejudices effect artistic access and creativity. She also acutely captures the tensions between freedom and tradition as experienced by bicultural Muslim women grappling with the expectation to be “good girls”.

    All Fours by Miranda July

    “Everyone thinks doggy style is so vulnerable,” remarks one of the characters in Miranda July’s latest work of fiction. This story takes sexuality as its subject along with its relationship with creativity and ageing – or more specifically, the midlife plunge from a cliff that is female menopause.

    Like the author, July’s nameless protagonist is 45, a successful artist, and married with a non-binary child. This auto-fiction puts the author’s erotic nonconformity at the centre of the frame. Our heroine embarks on a road-trip to New York, but only 20 minutes from her home she falls in love with a young man. The pair spend two weeks together in a motel pursuing a mutual obsession, which ultimately remains unconsummated. This experience upends her life and she rebounds into turbulent adventures in sex, discovering a new sense of self.

    Perhaps it could have been a little tighter than its 322 pages – but then again, it’s a work that explores a capacious road to excess. All Fours is a funny, honest, rambunctious tale

    The Persians by Sanam Mahloudji

    “Do they think we were just some refugees?” Shirin, one of the characters in The Persians, asks her niece Bita. “Weren’t we?” Bita replies. The question of what a refugee looks like and what kind of stories they are expected to tell is a central theme in Mahloudji’s raucous, poignant novel.

    The story shifts back and forward in time, from Tehran in the 1940s to Los Angeles in the Reagan years, and to both America and Iran in the 2000s, interweaving the voices of five women from the wealthy and powerful Valiat family. Mahloudji explores love, miscommunication, loyalties and betrayal across generations as well as between those who left and those who stayed behind.

    Jewellery is a central theme in the novel: glistening in shops, hidden in suitcases or flung away in protest. It represents both the adornment of female identity and the weight of the history that the migrants carry with them.

    Tell Me Everything by Elizabeth Strout

    Tell Me Everything is the tenth novel in Elizabeth Strout’s well-known series that sketches the lives of ordinary, yet complex characters, who enter and exit each other’s lives in the nowhere town of Crosby, Maine. The three main figures in this latest instalment are 90-year-old retired schoolteacher Olive Kitteridge (recognisable from Frances McDormand’s realisation in the award-winning TV series by the same name), early 60s fiction writer Lucy Barton, and 65-year-old lawyer Bob Burgess.

    Loosely, this novel can be described as a murder mystery, though the plot twist of an alleged matricide, and Burgess’s decision to defend the case, are secondary to the three main characters’ process of sharing previously untold accounts of forbidden, traumatic, guilty and unrequited love. It is this telling and memorialising that produces the emotional core of the novel. If sharing their past gives the ageing storytellers some respite from the burden of their hidden lives, it is not in the kind that comforts with meaning and purpose. In Strout’s novel, this relief is unavailable and is replaced with the more ephemeral solace of simply being heard.

    Fundamentally by Nussaibah Younis

    At the heart of Fundamentally is the affinity that forms between narrator Nadia, appointed by the United Nations to rehabilitate “Isis brides” in Iraq, and one of her subjects, Sara, an east Londoner on the cusp of adulthood.

    They connect through a shared love of rollerblading, Dairy Milk and X-Men, as well as their caustic sense of humour. But the two British Muslim women have followed vastly different routes – Nadia to academia and the UN and Sara to a detention camp in Ninewah.

    Nadia’s story of her journey through the vagaries of the humanitarian sector, punctuated by flashbacks to her failed relationship with first love Rosy and fraught relationship with her mother, is told with a compelling mix of verve and vulnerability. It raises hard ethical and political questions along the way. But it is Nadia’s mission to help Sara that gives the novel its emotional complexity and depth, drawing the reader in while denying us any easy answers.

  • MIL-OSI United Kingdom: The positive impact of city’s free school meals

    City of York Council leaders are highlighting the positive impact of the city’s free school meals pilots, following the government’s announcement [5 June] that it will extend free school meals.

    It will extend free school meals to children in households receiving Universal Credit from September 2026.

    In York, free school meal pilots are running at three primary schools as part of a citywide initiative, providing pupils with a free school meal even if they’re not eligible under the national scheme. 

    Over 46,000 free breakfasts or lunches have been given to children in the three primary schools piloting the initiative – Westfield Primary Community School, Burton Green Primary School and Fishergate Primary School – since it launched in January 2024.

    The campaign is part of the council’s wider commitment both to address affordability challenges and to ensure that  good health and wellbeing is prioritised as early as possible in residents’ lives – part of the council’s four year plan – One City for all
    The pilots have been made possible thanks to funding from the council and donations to the York Community Fund’s York Hungry Minds Appeal.

    York Hungry Minds was set up in a bid to address disadvantage and the impact of the cost of living crisis, responding to national evidence suggesting that providing children with healthy, nourishing food can make a significant difference to school attendance, concentration and learning and their physical and mental wellbeing.

    Initial research carried out by researchers from the Universities of York, Leeds and Sheffield into the impact of the York free school meal pilots last autumn showed that pupils taking part showed improved attendance and punctuality compared to their peers. 

    Schools also saw evidence of improved behaviour because children were feeling less hungry, with staff noting improvements in the pupils’ focus and energy levels after receiving a free breakfast [at Burton Green]. 

    Staff and parents at Burton Green Primary School and Westfield Primary Community School highlighted how the Universal Free School Meal pilot had helped ease financial pressures, as part of the evaluation work. They also raised the food insecurity families’ face and the importance of the meals in directly alleviating pressure.

    Tina Clarke, headteacher at Fishergate Primary School, explained the impact the free school meals pilot has had at her school:

    “The breakfast club at Fishergate has made a huge difference to the children who attend.

    “We have seen a positive impact on levels of attendance and punctuality – to be honest we have been surprised by how much of an impact it has had. It has also made a big difference to how the children start the school day – they come into their class settled, happy and ready to learn.”

    Cllr Bob Webb, the council’s Executive Member for Children, Young People and Education, said:

    “When I have spoken to parents, carers and school leaders about the impact of our free school meals pilot, they highlighted improvements in school attendance and children’s behaviour.

    “A good education is critical to helping children fulfil their potential and live happy and healthy lives, and all the national and local evidence shows that providing a regular, nutritious meal really can have a significant impact on their learning. 

    “I’m pleased that the government has again shown its commitment to expanding eligibility for free school meals and I hope that this announcement will enable even more children and young people in York to get a free school lunch.”

  • MIL-OSI USA: Visualizing the Collections: United States Treaties and Other International Agreements

    If you are interested in international law and have browsed our foreign legal collections, you may have encountered our United States Treaties and Other International Agreements collection. These digitized documents, encompassing American history from 1776 to 1984, are split into two multi-volume categories.

    The first and earliest documents in the collection were compiled by Charles I. Bevans, and span the years 1776 through 1949. The bilateral treaties (volumes 5-12) comprise 2,312 individual agreements over 125 individual jurisdictions. While those numbers sound overwhelming, I wanted a visual understanding of the scope of the collection. Each graphic will have a caption explaining the sizing and color choices, as well as what they represent.

    The first model:

    One example of a network graph depicting the Bevans treaty collection; dark blue, thick edges and larger nodes indicate a higher amount of treaties with the United States, and lighter colored, thinner edges with smaller nodes indicate fewer treaties.

    And the second:

    An alternative depiction of the network graph, where all the labels are the same size. This graph uses three colors – thin blue edges representing few treaties, medium purple edges representing a fair number of treaties, and thick red lines representing the largest amount of treaties.

    Though these two graphics are quite different in nature, they help us draw a few important conclusions: the United States and the United Kingdom share the largest number of treaties, with Canada, France, and Mexico following behind. The first graphic helps us to focus on the jurisdictions with the most treaties, while the second draws our attention to the instances of fewer treaties.

    Looking closely, we can see how the different nodes (the jurisdictions) reflect changes to political entities over time. For example, there are multiple, older treaties with present-day cities and provinces of Germany (ex. “Germany (Hanover)”), each represented as an individual jurisdiction. While we may associate these names with modern political boundaries, they represent former states with which the United States signed treaties. Others show supranational entities (“Central America Federation”; Belgium-Luxembourg Economic Union) while the individual jurisdictions might have their own node.

    These models would certainly look different had Bevans compiled these treaties differently. In any case, we see an incredible variety in the United States’ international agreements over nearly 200 years from these graphics. This also gives us a helpful place to start – should you be interested in what the United States and the Two Sicilies agreed upon in the past, you can browse the volumes of Bevans’s treaties, arranged in alphabetical order by jurisdiction, and follow your curiosity.

  • MIL-OSI USA: Romanian national sentenced for defrauding hundreds of banking customers

    PROVIDENCE, R.I. — An illegally present Romanian national described in court documents as an “undeterred serial scammer” has been sentenced to nearly three years in federal prison and will face deportation proceedings after a joint U.S. Immigration and Customs Enforcement investigation found he had stolen and used the personal banking information of hundreds of victims.

    Mario Demarco, aka Marius Lupu aka David Adamec, 30, pleaded guilty in January to a charge of conspiracy to commit bank fraud. He was sentenced June 3 to 33 months in federal prison followed by two years of supervised release. Additionally, the court ordered Demarco to pay restitution totaling $16,567.06.

    ICE Homeland Security Investigations has lodged an immigration detainer and he will face removal proceedings after he has completed his criminal sentence.

    Court documents show that beginning in October 2022, Demarco traveled up and down the Northeast and Mid-Atlantic installing skimming devices on ATMs. These devices intercepted hundreds of customers’ debit card and banking information, which Demarco used to create fraudulent debit cards. The bogus cards were then used to make unauthorized cash withdrawals, attempted withdrawals and purchases.

    Throughout the course of the conspiracy, Demarco installed skimming devices on at least 10 ATMs and compromised at least 952 cards. Demarco owes restitution to 15 different banks.

    ICE HSI Providence led the investigation with assistance from the Warwick Police Department, the Cranston Police Department, the East Greenwich Police Department, North Kingstown Police Department, the East Providence Police Department, the Boston Police Department, the New York City Police Department, and the Stratford Police Department in Connecticut.

  • MIL-OSI Security: Art dealer jailed for terrorism offence

    An art dealer from London has been jailed after an investigation by officers from the Met’s Counter Terrorism Command revealed £140,000 of sales to a suspected financier of the proscribed group Hizballah.

    Oghenochuko Ojiri 53 (05.05.72) of west London, was sentenced at the Old Bailey on Friday, 6 June after he admitted eight counts of failing to make a disclosure during the course of business within the regulated sector, contrary to section 21A of the Terrorism Act 2000.

    Commander Dominic Murphy, head of the Met’s Counter Terrorism Command, said:

    “This prosecution, using specific Terrorism Act legislation, is the first of its kind and should act as a warning to all art dealers that we can, and will, pursue those who knowingly do business with people identified as funders of terrorist groups.

    “Oghenochuko Ojiri wilfully obscured the fact he knew he was selling artwork to Nazem Ahmad, someone who has been sanctioned by the UK and US Treasury and described as a funder of the proscribed terrorist group Hizballah.

    “Financial investigation is a crucial part of the counter-terrorism effort. A team of specialist investigators, analysts and researchers in the National Terrorist Financial Investigation Unit works all year round to prevent money from reaching the hands of terrorists or being used to fund attacks.”

    Ojiri was arrested on 18 April 2023 in Wrexham on the same day the UK Government announced sanctions against Nazem Ahmad, a wealthy art collector, based in Lebanon, suspected of providing funding to Hizballah, a proscribed organisation.

    Officers subsequently obtained a warrant to seize a number of artworks belonging to Ahmad held in two UK-based warehouses.

    The artwork, including a Picasso and Andy Warhol paintings, were seized on 4 May 2023 and the NTFIU obtained a forfeiture order later the same year. The artwork, valued at almost £1 million, is due to be sold and the funds will be reinvested back into the police, CPS and Home Office.

    The Met’s investigation into Ojiri was carried out in partnership with US Homeland Security, which is conducting a wider investigation into alleged money laundering by Ahmad using shell companies.

    Officers from the NTFIU analysed a series of invoices for sales of art by Ojiri and identified that eight purchases were completed with names inserted on the invoices that were not Ahmad’s – despite Ojiri knowing the sale was being conducted for him and on his behalf.

    The art market became regulated in 2019 under Anti-Money Laundering regulations. This brought the art market in line with other regulated sectors such as banking and solicitors. The regulator is HM Revenue & Customs (HMRC).

    People who operate in the art market, like gallery owners, must be registered with the HMRC as an Art Market Participant (AMP), undertake due diligence and report any suspicions of money laundering or terrorist financing.

    Detectives from the NTFIU recovered WhatsApp messages on Ojiri’s mobile phone from 31 January 2020, which showed Ojiri discussing the new money laundering regulations with a colleague.

    Analysis of messages and web history on Ojiri’s mobile phone also showed that he was aware of the financial sanctions by the US Treasury against Ahmad due to his suspected involvement in being a high-level financier of Hizballah.

    In police interview, Ojiri apologised for his actions but denied that money or greed were the motivating factors behind dealing with Ahmed, claiming it was the excitement and kudos of dealing with a ‘name’ in the art collecting world.

    Ojiri pleaded guilty to the charges, which relate to a period from October 2020 to December 2021, at Westminster Magistrates’ Court on 9 May.

    On Friday, 6 June Ojiri was sentenced to two years and six months’ imprisonment.

    The prosecution, believed to be the first of its kind, followed an investigation by the NTFIU, alongside the Office of Financial Sanctions Implementation (OFSI) in HM Treasury, HMRC, and the Met’s Art and Antiques Unit.

    Bethan David, Head of the CPS Counter Terrorism Division, said: “It is clear that Oghenochuko Ojiri was aware of new money laundering regulations in the art world and that he had knowledge of Nazem Ahmad’s background.

    “Ojiri engaged in activity designed to conceal the identity of the true purchaser by changing the details on invoices and storing Mr Ahmad’s name under a different alias in his mobile phone.

    “His motivation appears to be financial along with a broader desire to boost his gallery’s reputation within the art market by dealing with such a well-known collector.

    “This prosecution is believed to be the first of its kind, and the CPS will not hesitate to bring criminal charges against individuals who flout the law in this way.”

    A murder investigation has been launched by Met detectives following the disappearance of a woman from Ilford.

    Yajaira Castro Mendez, aged 46, was reported missing to police on Saturday, 31 May, having left her home on the morning of Thursday, 29 May.

    Today, a man known to her appeared in court charged with her murder, and detectives are appealing for anyone with information to come forward.

    Chief Superintendent Jason Stewart, who leads policing in Camden, said: “Officers have been working around the clock to find Yajaira. She has not been seen or heard from by her family or friends since the date she was reported missing.

    “Yajaira’s disappearance was initially treated as a missing person investigation led by local officers. The investigation was then transferred to the Met’s Specialist Crime Command on Thursday, 5 June after a range of extensive further enquiries very sadly suggested she has come to harm. Yajaira’s family continue to be supported by specialist officers, and we are keeping them updated with developments.

    “I understand the impact this news may have on our local community, however we do have a man charged and in custody and we are not searching for anyone else at this stage. The man and Yajaira are believed to be known to each other.

    “Detectives continue to investigate the circumstances and there are crime scenes in place across Camden and Lambeth. We thank the community for their patience while we carry out our enquiries and ask that any one with information please comes forward.”

    Yajaira is a Colombian national who has been residing in the UK.

    Officers are appealing for anyone with any information relating to Yajaira’s disappearance to contact police via 101 or @MetCC quoting CAD 3020/06JUN25.

    Economic Development Committee looks to boost inter island and regional travel for 2025 and beyond

    The Economic Development Committee (EDC) has made provision of transport links to and from the island a key objective over the first six months of 2025.
    EDC has continued its subsidised support to Alderney Ferry Services, which has moved over 10,000 passengers between Alderney and Guernsey since its establishment 3 years ago. This has proved in recent years that it is essential to the island both economically and socially and bolsters the tourism and visitor offering. This renewed agreement could also run till 2027 subject to review by both parties.

    The Committee has also undertaken a tender process for a sea link service on the largely unexploited Jersey route. Water Taxi CI was selected as the operator for the route for 2025 with a view to extending to 2026, the operator is currently undertaking a marketing campaign in Jersey working with Visit Alderney.

    “As a first step, ensuring the ferry service between Alderney and Guernsey continued was of paramount importance for the Committee. It supports the visitor economy and residents alike, whilst complementing the air services provided by Aurigny on the lifeline routes, which are provided under the public service obligation”

We’re pleased that Water Taxi CI is committing to an intense marketing campaign to ramp up the service and there has been an encouraging amount of traction on social media since the States of Alderney’s announcement about the service on 23rd May”.

    Breaking new ground, The Committee has also struck agreement with the Government of Jersey and Ports of Jersey, working on a joint venture which provides limited subsidy support to Finistair, an airline out of France, operating between Alderney and Brest via Jersey on a trial basis between June and August this year.

    “This is an exciting opportunity for our island, not only in respect of inter-island travel, but for regional connectivity too. We’re of the view that Finistair and Water Taxi Ci will complement one another and provide us valuable data for the demand on this route, without detracting in any material way from the two critically important PSO lifeline routes operated by Aurigny. It demonstrates Alderney’s desire to encourage economic revitalisation by improving connectivity to and from the island, as has been expressed in several States’ debates on Alderney’s connectivity in Guernsey.”

    The Government of Jersey’s Minister for Sustainable Economic Development, Deputy Kirsten Morel, said: “I am pleased to have worked with the States of Alderney to improve the links between our islands by delivering a new air route for this summer. I look forward to continuing to build on these links to find new areas of cooperation and learn from each other in areas such as tourism, heritage and energy.”

    We used actuarial modelling to help the Department for Work and Pensions assess the effectiveness of possible options to regulate superfunds.

    We helped the Department for Work and Pensions (DWP) with its response – Consolidation of defined benefit schemes – to a 2018 consultation. The response set out that the proposed authorisation regime will assess whether a superfund:

    • has a viable business model
    • is financially sustainable
    • is well governed
    • has a high probability of being able to pay member’s benefits when required

    Modelled and tested

    The Government Actuary’s Department (GAD) assessed possible regulatory parameters to determine if a suitable authorisation regime might meet superfund policy objectives.

    We modelled an example superfund, as at 31 December 2022, to test a range of technical provision (TP) discount rates, profit triggers and some possible investment strategies. We used these techniques to determine expected outcomes for the superfund members and investors.

    Results

    Modelling results suggest a TP discount rate of around gilts plus 0.75% and a profit trigger of 150% of the capital requirement for authorisation may come closest to achieving superfund policy objectives at the effective date of the calculations.

    Under the modelling assumptions this provided a balance between superfund commercial viability and reasonable cost of entry against a controlled risk to members’ benefits from superfund failure.

    The DWP used this analysis to support the consultation response to move forward with plans for a superfund regulatory regime. DWP will determine the suitable levels of risk and affordability required for the final regulatory framework.

    GAD’s analysis

    Report co-author and Deputy Government Actuary Matt Gurden said: “This was a complex and detailed analysis of the wide range of factors which can affect superfunds.

    “We modelled an example superfund, in discussion with DWP. The long-term objective was for this example scheme to reach a buyout level of funding when most non-pensioners had retired.”

  • MIL-OSI Asia-Pac: No cannabis in HK Haribo candies

    The Government today said it tested 58 samples of Haribo candy products in Hong Kong and none of them contained tetrahydrocannabinol, a cannabis component.

    The Government Laboratory tested the 58 samples that had already been removed from shelves in the city, after overseas reports suggested that Haribo candies may be contaminated and tested positive for cannabis.

    Upon receiving relevant information, the Food & Environmental Hygiene Department’s Centre for Food Safety contacted local food traders and consulted authorities in the Netherlands.

    The affected batch of products was not imported into Hong Kong, the Government said.

    For prudence sake, the centre had previously informed the trade to temporarily remove the brand’s candies from shelves. The relevant traders have been informed of the test results.

    The Government will continue to closely monitor the situation and take appropriate action as needed.
