    Thousands of visitors heading for the spectacular Tall Ships Races Aberdeen can get on board with a bonanza of free bus travel to the spectacular event.

    First Aberdeen are on deck with the event’s organisers in a campaign that will see 25,000 free Adult Day Tickets available while the beautiful vessels are berthed in the city from July 19 to 22. 
    In addition, First Aberdeen will offer a 50% discount for all customers on a range of tickets during the event, which is expected to attract 400,000 visits to Aberdeen.

    The bus travel bounty – with Aberdeen City Council funding the 25,000 free tickets – is part of a wave of initiatives to minimise road congestion and reduce The Tall Ships Races Aberdeen carbon footprint. 
    Graeme Macfarlan, Commercial Director for First Bus Scotland, said: “We are delighted to be partnering with Aberdeen City Council to offer 25,000 free bus journeys across the four days of the historic Tall Ships event coming to Aberdeen in July.

    “It’s set to be a fantastic four days in the city and we’re hoping this brilliant free travel offer further encourages to choose sustainable public transport as their preferred method of travel. We are looking forward to welcoming thousands of passengers on board our services during the event.”

    Councillor Martin Greig, Chair of the Tall Ships Aberdeen organising committee, said: “It’s reassuring that the Tall Ships event will benefit from effective and strong partnership working with First Aberdeen. Their involvement helps to ensure that bus travel will be available cheaply, safely and speedily for the many thousands of spectators visiting the event. It is vital to get the transport arrangements right for everyone, especially around the harbour and city centre areas which are the focal points for visitors.  Careful, detailed planning for buses and other forms of transport is underway so that all can enjoy the fantastic and memorable experience of the Tall Ships race 2025.”

    Adrian Watson, chief executive of Aberdeen Inspired, said: “‘All aboard’ is a warm welcome that applies as much to buses as it does to ships… so what could be better than free bus tickets to get to the Tall Ships Races?

    “This is a fantastic initiative that will make it so much easier for thousands of visitors to enjoy what will be one of the biggest and most vibrant events in Scotland this summer.

    “Thanks are due to the council for funding these free tickets and First Aberdeen for the generous discounts that will also encourage people to take the bus to join the high tide of excitement and fun when the Tall Ships are here.”

    Details of how to get a free Day Ticket will be released in advance of the event along with details on the 50% off incentive to all other customers which will be valid on digital platforms and throughout First Aberdeen’s Two Trip, Day, Three Day and 5 Day ticket range.

    In addition to the treasure chest of free and discounted bus travel, event organisers are offering a tide of initiatives.  These include:
    •    A free event shuttle bus will operate every 20 minutes from Union Terrace with a circular service taking in Tall Ships event spaces at the Port of Aberdeen, Petersons Seabase, King Street Funfair and Castlegate Discovery Zone and Union Terrace Military Village. The shuttle is primarily for those with reduced mobility but will be open to all. 
    •    Additional blue badge parking and a free accessible shuttle bus service for blue badge holders available from Pittodrie Stadium, with shuttle services operating up to every 20 minutes. Places must be booked and blue badges must be on display to gain access.
    •    Four park and ride shuttle bus services from Bridge of Don P&R, Craibstone P&R, P&J Live (surface parking) and Kingswells P&R, with services running up to every 15 minutes. With limited capacity and expected demand, organisers are urging people to buy their tickets in good time. 
    •    Spectators choosing to travel to the event by car or motorcycle should note that there will be limited on and off-street parking in Aberdeen and are advised to use public transport and the event park and ride sites.

    The Isle of Wight Council is reminding local businesses and consumers that, starting 1 June 2025, the sale and purchase of single-use vapes will be banned under new legislation.

    This ban applies to all single-use vapes, whether they contain nicotine or not, and includes online sales and in-store purchases.

    Local businesses are urged to cease the sale of these products immediately. Any business found selling single-use vapes after the ban takes effect must dispose of them safely or risk enforcement action.

    To help ensure compliance, Trading Standards has contacted retailers directly to outline their responsibilities and provide guidance on the new rules.

    To be compliant with the new law, businesses should:

    • not purchase any new stock of single use vapes;

    • sell all existing stock before 1 June;

    • only buy vapes that comply with the new Regulations (noting that they must also comply with existing vaping products regulations);

    • train staff on the specifics of the ban.

    The new requirements will mean that vapes being sold from 1 June must be rechargeable, refillable with e-liquid and have a replaceable coil.

    The law is part of the government’s plan to tackle waste and pollution caused by disposable vapes and combat the rise in youth vaping.

    Many single use vapes contain plastic parts and lithium batteries. These are often thrown away incorrectly or littered. This can lead to fire risks for waste collection services, and pollution issues for wildlife and the environment.

    How to recycle vapes safely:

    • Do not throw vapes in a regular bin. They contain batteries and electronics.

    • Use dedicated e-waste recycling bins, found at both Lynnbottom and Afton Marsh Household Recycling Centres (HRCs), large supermarkets or vape retailers.

    • At your HRC booking, notify the meet and greet staff that you wish to dispose of vapes. They will either direct you to the dedicated vape disposal bins or take them from you to recycle.

    • Return your used vape from the retailer you purchased it from. Retailers that sell vapes are required to accept vape returns for recycling under existing waste regulations.

    • DO NOT attempt to take apart the vape yourself for recycling.

  • MIL-OSI Russia: The Polytechnic University remembers: 80 years of Victory through the eyes of the SPbPU Student City

    University youth have always played a key role in preserving historical memory and perpetuating the feat of the heroes of the Great Patriotic War. Students and staff of the Student City were no exception – they actively participated in university events dedicated to the anniversary of the Great Victory. In an effort to preserve the memory of the Student City’s contribution during the war, the united student council of the SPbPU dormitories initiated its own projects aimed at education and preserving the historical heritage.

    Information stands telling about the role of students during the war were placed in all the dormitories and hotels of the Student City. These stands became not only a tribute to memory, but also an opportunity for new generations of students to touch the pages of the past. Particular attention was paid to memorial sites – ceremonial flower-laying ceremonies were held at the dormitories on Lesnaya Street, as well as at the “Blockade Well” on Nepokorennykh Avenue.

    In addition, a series of videos was prepared for social networks, revealing the heroism of those who lived in dormitories during the war years. Thanks to living testimonies, archives and photographs, we can understand at what incredible cost in the conditions of war students continued to study and live.

    The beginning of the war

    From the recollections of Flight Research Institute student Zalman Reznikov-Levit: June 22, 1941. A clear, gentle, sunny day. The student campus “on Flyugov” was quiet. An examination session was underway. Everyone was sitting with their notes, preparing to take the next exam. The session was coming to an end. I was preparing “Electric Drive”, which was due tomorrow, Monday, June 23. The morning was clear and calm. Suddenly the radio announced that at 12 o’clock the Chairman of the Council of People’s Commissars of the USSR, Comrade V. M. Molotov, would speak on the radio. I felt anxious… For the next day, a table was set up in the student campus on the street opposite the canteen near building No. 5, where the registration of volunteers for the student division of the people’s militia began. The registration of those wishing to participate lasted for several days. There were a lot of people around the registration tables, a crush, noise.

    Simultaneously with the announcement of the attack of Nazi Germany on our country, the People’s Commissar of Foreign Affairs of the USSR V. M. Molotov read the Decree of the Presidium of the Supreme Soviet of the USSR on the mobilization of persons born between 1905 and 1918 into the Red Army. As the director of the Student City Iraida Grigoryevna Otto recalled, military tables were organized in the premises of the factory-kitchen on a voluntary basis. The staff of the Student City delivered summonses to persons who had to appear at the recruiting stations. The administration also created self-defense groups in the Student City with the help of public organizations. They consisted mainly of women and children aged 12 to 17. The duties of the participants in these groups, in addition to regular duty, included sealing windows with paper tape, filling sandbags, and keeping watch in the attics.

    Student City Buildings

    Student canteen #6, located in the third dormitory, was transferred to the hospital. The hospital’s service personnel were housed in part of the second academic building. In the first days of the war, the V and VI buildings of the Student City were occupied by an evacuation hospital. As TVN worker P. Fomin recalls, it was there that he was treated for his wounds. 85% of the glass in the building had been replaced with plywood, the heating no longer worked, and there was no water. Due to the lack of fuel, the heat supply to the Student City buildings ceased, and the remaining students heated their rooms with temporary shelters. On December 31, 1941, due to improper use of a “potbelly stove”, the IV building caught fire. A third of the building burned down, and two fires that occurred in January completely destroyed the IV building of the Student City.

    The commander of the 7th company was a career firefighter A. Kudryavtsev, and the political instructor was a polytechnic student Valentin Vernitsky. The platoon headquarters was located in the Red Corner of the first building of the Student City on Lesnoy, 65. From September 11, the entire regiment was transferred to barracks. As student Vera Sharova recalls, the female firefighters lived in two rooms on the fifth floor of the first building of the Student City, and the guys lived with the company leadership in the basement of a building on the corner of Lesnoy Prospekt and 1st Murinsky. Every day, the platoon fighters gathered at the command post, from where they went on patrol.

    In addition, a tank regiment was located in the Student City. It stayed in the main building for only 12 days, after which it was transferred to the VII Corps of the Student City, located at 14 Pribytkovskaya Street. This street no longer exists. It is built up with houses, including the institute’s dormitories. Regular scheduled classes had effectively ceased by November 1941 due to the small number of groups. Lectures were often held in the apartments of teachers or in student dormitories.

    Before the war, flowers and seedlings were grown on the territory of the Polytechnic. So by the summer of 1941, gardeners had everything ready for growing flowers. But the war messed up their plans. It was too late to start planting vegetables; they were planted in the spring. Gardening was transformed into a subsidiary farm of the institute, and its staff increased. Already from mid-July 1942, the institute’s employees were harvesting.

    Victory Day

    Two o’clock in the morning. The dormitory was quiet, almost everyone was asleep. But as soon as the radio announced the capitulation of Nazi Germany, all the students and teachers were on their feet. The corridors began to stir, people congratulated each other, kissed each other. Songs thundered throughout the corridor, – a quote from the newspaper “Polytechnic” from May 16, 1945.

    After the announcement of Victory at 2:20 a.m. a rally was organized, after which dancing and singing began. The fun continued until six o’clock in the morning.

    By the way, the restoration of the Polytechnic buildings began in the summer of 1944. Workshop No. 1 was tasked with repairing the metal roof of the first and second academic buildings, and then the Main Building and the dormitories on Lesnoy. Special teams were created, which were joined by students arriving from evacuation.

    This page of the history of the Great Patriotic War is forever inscribed in the fate of the university and the Student City, becoming a symbol of the contribution to the education of a strong, courageous generation of defenders of the Motherland.

  • MIL-OSI Global: How trafficked American guns fuel Mexico’s cartel violence – podcast

    More than two thirds of guns recovered at Mexican crime scenes originate in the U.S. For decades, Mexico has struggled with staggering levels of gun violence fueled in large part by weapons trafficked across its northern border.

    Now an investigation published by The Conversation has arrived at a new estimate of the scale of this illicit gun trade between the U.S. and Mexico in 2022: 135,000 guns.

    Investigative journalist Sean Campbell and Topher McDougal, a professor of economic development at the University of San Diego, spent a year combing through multiple databases and court documents and conducting interviews to understand how the flow of guns works.

    Their investigation reveals where in the U.S. the guns are coming from, what impact these American guns are having in Mexico, and how difficult it is for American law enforcement agencies to prosecute those trafficking guns across the border.

  • MIL-OSI Global: From working class pubs to sold-out stadiums: how darts has become a major international sport

    Few sports have witnessed a transformation as dramatic as darts in recent years.

    From its origins as a pub game stereotypically played with cigarette and beer in hand, darts is now serious business.

    With surging television ratings and huge demand for live events, the growth of darts continues to leave many sports looking on in envy.

    There has been a combination of factors at play – not least one exceptionally prodigious teenager. Before discussing those factors, it’s worth taking a closer look at the numbers.

    Becoming big business

    Darts sits alongside a select few sports to have achieved significant commercial growth over the past decade.

    While not at the scale of sports such as the Ultimate Fighting Championship (UFC) and Formula 1, the rise of darts has been prolific.

    In the United Kingdom, a record-breaking peak of 3.7 million viewers watched the 2024 Professional Darts Corporation (PDC) World Championship final. It was Sky Sports’ highest-ever non-soccer broadcast.

    In addition to the PDC World Championship – the sport’s premier knockout event – viewership records were also broken across the 2024 Premier League Darts season, a league-format competition featuring weekly fixtures between top-ranked players.

    On the UK’s Sky Sports, the 15 most-watched nights in the competition’s history all occurred that year.

    The PDC World Championship and Premier League Darts sit alongside the World Matchplay as the “Triple Crown” of most important darts events.

    Outside the UK, darts viewership also continues to grow.

    The Netherlands remains a strong and expanding heartland, while in Germany, viewership for the World Championship final has increased eightfold since 2008.

    In Australia, precise viewing figures are not widely available, but the Foxtel Group’s landmark four-year deal with the PDC in 2023 suggests rising demand.

    Surging audiences are translating into significantly larger broadcast deals.

    In 2025, Sky Sports reportedly outbid Netflix to secure a new £125 million (A$260.3 million) deal for exclusive UK coverage of the PDC for 2026–30. That was double the size of the previous deal.

    In contrast, many other sports face stagnation or even sharp declines in media rights value.

    For instance, the UK Super League rugby’s rights on Sky Sports fell from £40 million (A$83.3 million) per season in 2021 to £21.5 million (A$44.5 million) in 2024.

    Similarly, in soccer, the French Ligue 1’s TV deal with DAZN collapsed due to underwhelming subscriber numbers. Meanwhile, ESPN walked away from its long-standing agreement with Major League Baseball after unsuccessfully trying to cut its US$550 million (A$848 million) annual payment down to $200 million (A$309 million).

    Prize money in darts has also exploded.

    Next year, the winner of the two-week long World Championship will bank £1 million (A$2.08 million) – doubling this year’s purse.

    The prize money was £60,000 (A$124,960) in 2005, representing a 1,567% increase over 20 years.

    Tickets are also hot property. Premier League and World Championship sessions often sell out within minutes worldwide: the UK, Bahrain, New York and even Wollongong have become key stops in darts’ international calendar.

    The recipe for success

    Like Formula 1 and the UFC, darts benefits from being privately operated.

    Without the typical bureaucracy and conflicting interests seen in many traditional sport governing bodies, the PDC can respond more quickly to audience preferences and market opportunities.

    This streamlined, commercially driven approach has been key to darts’ growth.

    The sport has been expertly tailored to modern audiences.

    One of darts’ best-known selling points is the live event experience. The entertainment-first approach is known for loud music, the showmanship of player walk-ons, fancy dress from the crowd and yes, often plenty of alcohol.

    The lines are blurred between sport and party and fans love it.

    Culturally, darts is seen by many as fun, relatable, and rooted in working-class culture. After all, its heritage is in the pub.

    Darts is ideally suited to modern sport media consumption habits: PLD matches last only 20–30 minutes and the up-close TV product works perfectly for social media highlight clips.

    It is also one of the few sports where women compete directly against men.

    This adds another layer of interest for fans and has helped elevate stars such as Fallon Sherrock, who made headlines in 2019 by becoming the first woman to win a match at the PDC World Championship, eventually reaching the final 32.

    A prodigy emerges

    The so-called “Littler Effect” has given darts’ profile a significant boost.

    The emergence of talented teenager Luke Littler has broken new ground for the sport and drawn global interest.

    The English prodigy, who has quickly risen to fame, is by far the sport’s biggest star, but it would be unfair to say darts is a one-man band.

    Luke Humphries and Michael van Gerwen enjoy significant profiles while Phil Taylor is regarded as the sport’s greatest player. Australia’s Simon “The Wizard” Whitlock also forged a successful career.

    There is also colourful two-time world champion Peter Wright.

    Where to from here?

    The success of darts reveals much about modern sports audiences and their preferences.

    Darts does not rely on traditional ideas of athletic excellence, nor does it fit the Olympic ideal.

    Yet, darts is thriving while many traditional sports are stagnating.

    Darts’ success stems from remaining authentic to its working-class roots while evolving into an engaging commercial product suited for television, short-form content and digital media.

    For darts to fully achieve its global potential, the next step has to be continued international growth. Although it has grown steadily in markets like Australia and throughout Asia, the UK remains darts’ dominant base.

    As the global sports marketplace becomes more fragmented and competitive, darts is well positioned to continue growing.

    Block Grant for Scottish Government hits £50 billion

    The block grant for the Scottish Government this year is £50 billion following Main Estimates 2025-26 published on Thursday.

    The Scottish Government already had the largest real terms spending review settlement in the history of devolution of £47.7 billion. Following revisions at the Spring Statement and Main Estimates, the Treasury has now confirmed the latest settlement is £50 billion.

    Secretary of State for Scotland Ian Murray said:

    The UK Government delivered the largest spending review settlement in the history of the Scottish Parliament, now Scots rightly expect to see that record finding deliver better results like lower NHS waiting lists, better attainment in Schools, more police on the beat and more housing.

    I was very concerned this week to see that attainment targets for Scottish schools have been reduced and housebuilding has fallen by 4,000, meanwhile police officer numbers are lower than when police Scotland was established and 800,000 Scots are on an NHS waiting list.

    Where the UK government has responsibility for public services, we are seeing NHS waiting lists fall, more housing being built and more bobbies on the beat, all part of our Plan for Change. This historic funding deal for the Scottish Government should be delivering similar results.

    Background:

    • Main Estimates was published on Thursday, providing the Scottish Government with £572m in additional funding in 2025-26, including £454m through the Barnett formula.
    • It also confirmed the Scottish Government’s £1.8bn RDEL depreciation funding in 2025-26, including student loans.
    • This is on top of a record settlement of £47.7 billion for 2025-26 at Autumn Budget 2024.
    • This additional funding brings SG’s overall 2025-26 block grant funding to £50 billion.

    An all-party Indian parliamentary delegation led by senior BJP MP Ravi Shankar Prasad was given a comprehensive briefing on Thursday by Indian Ambassador to Denmark, Manish Prabhat, as part of India’s ongoing diplomatic outreach under Operation Sindoor.

    The briefing focused on the India-Denmark Green Strategic Partnership, shared democratic values, and the global challenge of terrorism.

    “The All-Party Parliamentary Delegation was given a detailed briefing by Ambassador Manish Prabhat on India-Denmark bilateral relations of ‘Green Strategic Partnership’, shared values and issues of mutual concern including the challenge of combating terrorism globally,” the Embassy of India in Copenhagen posted on X.

    The delegation’s visit to Denmark follows a successful leg in Italy, where the group highlighted India’s firm stance against Pakistan-sponsored cross-border terrorism and emphasized the “new normal” policy of zero tolerance.

    During their stay in Copenhagen, the Indian MPs are scheduled to meet with senior Danish leaders, including Deputy Speaker of the Danish Parliament Lars-Christian Brask, Chairman of the Foreign Policy Committee Christian Friis Bach, other sitting Members of Parliament, as well as select former lawmakers, political figures, journalists, and members of the Indian diaspora.

    Earlier on Thursday Ravi Shankar Prasad shared details of the delegation’s engagements with key Italian officials and institutions. “We had enriching interactions with Italy’s Under Secretary of State for Foreign Affairs and International Cooperation, Maria Tripodi, Senator Giulio Tremonti, President and Members of the Committee on Foreign Affairs and European Commission, in the Chamber of Deputies,” he posted on X.

    “We also engaged with prominent think tanks and strategic experts. We shared India’s zero-tolerance approach to terrorism and our resolve to combat it in all forms. Encouragingly, we found a common understanding between India and Italy on the issue of global terrorism. Both nations affirmed their commitment to working together for peace and amity, underscoring the strong relationship between India and Italy,” he added.

    An all-party Indian parliamentary delegation, led by JD-U MP Sanjay Kumar Jha, on Friday met with KH Ulil Abshar Abdalla, Chairman of the Nahdlatul Ulama Executive Board (PBNU), and Kholili Kholil, Committee Member of Nahdlatul Ulama (NU) in Indonesia, the world’s largest Islamic organisation, and sought their support against violence and religious extremism.

    “Honoured to meet KH Ulil Abshar Abdalla, Chairman of the Nahdlatul Ulama Executive Board, and Kholili Kholil, Committee Member of Nahdlatul Ulama – the world’s largest Islamic organisation. Our All-Party Parliamentary Delegation reaffirmed India’s resolute stand against terrorism and sought support in countering religious extremism,” Sanjay Jha posted on X.

    “As nations bound by the values of ‘Bhinneka Tunggal Ika’ (Unity in Diversity), we called for shared voices to champion peace and justice. KH Ulil expressed deep solidarity with India, strongly condemned the Pahalgam attack, and affirmed the need for India and Indonesia to walk together for peace, cooperation, and progress,” the post added.

    Condemning the April 22 Pahalgam terror attack, which claimed the lives of 26 people, KH Ulil said he felt the pain and called for India and Indonesia to walk hand in hand to promote peace and economic development.

    Earlier on Thursday, the delegation interacted with the resident Ambassadors of friendly diplomatic missions of around 20 countries in Indonesia, sharing detailed insights on Operation Sindoor and clearly explaining the role of Pakistan in the gruesome April 22 Pahalgam terror attack.

    They highlighted India’s measured, non-escalatory, and targeted response following the Pahalgam attack.

    Later, the visiting delegation met the leaders of the National Mandate Party (PAN) of Indonesia including Eddy Soeparno, Vice Chairman of PAN and Deputy Speaker of the Indonesian People’s Assembly, and Viva Yoga Mauladi, Vice Chairman of the Party and also Deputy Minister for Transmigration Republic of Indonesia, along with other leaders and Members of Parliament from PAN sharing views on India’s stance on zero tolerance for terrorism.

    The Indian MPs also had meaningful discussions with researchers and scholars of various think tanks and academia in Indonesia.

    The delegation comprises BJP MPs Aparajita Sarangi, Brij Lal, Hemang Joshi, and Pradan Baruah, Trinamool Congress MP Abhishek Banerjee, CPI(M) Rajya Sabha member John Barittas, senior Congress leader Salman Khurshid, and Former Indian Ambassador to France, Mohan Kumar.

    The Isle of Wight Council has taken a major step forward in protecting and shaping the Island’s long-term development by voting to accept the planning inspector’s required changes to the Island Planning Strategy (IPS).

    The decision, made during an extraordinary meeting of Full Council on Wednesday night, clears the way for the IPS to progress toward formal adoption.

    The IPS is a long-term strategic framework that guides how the Island will manage housing, infrastructure, job creation, and environmental priorities across the Island.

    It strikes a careful balance between the need for new and affordable homes and the protection of the Island’s unique communities, environment and heritage.

    One of the most significant changes required by the Planning Inspectorate was an increase in the Island’s annual housing target.

    While the original draft proposed 453 new homes per year — based on local evidence — the government’s standard method would have required the Island to plan for 1,104 homes annually.

    However, after reviewing the council’s detailed submission and supporting evidence, the planning inspectors concluded that a revised minimum target of 703 homes per year would be required to comply with national planning policies.

    Council officers will now begin to identify how to deliver an additional, modest, 79 homes per year for the first five years of the plan.

    They will also address other minor changes requested by the inspectors. These updates will be subject to public consultation, ensuring residents continue to have a voice in how the Island develops.

    The IPS continues to include strengthened policies to protect the Island’s natural environment and biodiversity.

    It promotes sustainable transport, supports renewable energy, and encourages development in areas with existing infrastructure, especially on brownfield land — helping to reduce pressure on greenfield sites and preserve the Island’s rural charm and nature.

    The plan also addresses key local concerns such as flood risk, coastal erosion, and affordable housing, aiming to ensure that future growth is both responsible, resilient, appropriate, and sustainable.

    Options considered

    Councillors considered several options before reaching their decision.

    The approved route, known as Option A, allows the council to move forward with the IPS while incorporating the inspector’s recommendations. This approach was seen as the most balanced, enabling the council to retain local control over planning decisions while meeting national policy requirements.

    Alternative options included withdrawing the IPS entirely and starting from scratch, which would have triggered the higher housing target of 1,104 homes per year.

    Another proposal to formally challenge the inspector’s recommendations was rejected, as it lacked a credible risk assessment and could have left the Island without a valid local plan — potentially opening the door to speculative and unregulated development.

    A council spokesperson said: “This was not an easy decision, but it was the right one under the circumstances we face. By accepting the Inspector’s recommendations, we are securing a plan that gives us the best chance to protect our Island from speculative development, while still meeting the needs of our communities.

    “Rejecting the plan, starting over or opposing the inspector’s requirements would have left us exposed to far greater housing targets and far less control. The worst of all outcomes for the Island.”

    What happens next?

    Next steps include preparing detailed proposals to meet the revised housing requirement and completing other evidence-based work.

    These will be published for public consultation in the coming months, giving residents another opportunity to help shape the final version of the plan.

    Carer’s Allowance Supplement to be paid this June.

    Around 90,000 carers are set to receive Carer’s Allowance Supplement this June – an additional payment of £293.50.  

    The payment is extra money for people who receive Carer Support Payment or Carer’s Allowance on a particular date. 

    Only available in Scotland, the summer payment will be made between 18 and 19 June 2025. Carers are eligible if they received Carer Support Payment or Carer’s Allowance on 14 April 2025.  

    Carers eligible for the payment will receive a letter from Social Security Scotland before the payment is made. Carers do not need to apply as it is paid automatically to everyone who is eligible.  

    Social Justice Secretary Shirley-Anne Somerville said: “This benefit was the first that we introduced when we formed Social Security Scotland back in 2018. It’s an additional payment to recognise the important contribution of unpaid carers in Scotland. A payment not made anywhere else in the UK. 

    “It’s another example of how we’ve built a radically different social security system in Scotland, with dignity, fairness and respect at its heart.”    

    Claire Cairns, Director at The Coalition of Carers in Scotland added: “At a time when many carers are struggling to pay the bills, while providing essential support to loved ones, this payment is a vital acknowledgment of their role and a much-needed financial boost that helps ease some of the pressure they face every day.” 

    If a carer is eligible for Carer’s Allowance Supplement but has not received a letter or payment by 30 June 2025, they should contact Social Security Scotland free on 0800 182 2222. 

    The next Carer’s Allowance Supplement will be paid in December 2025.

    Scotland’s Climate Action Hubs to receive £6 million funding.

    Community projects across Scotland aimed at improving lives through local climate action are set to benefit from a share of £6 million Scottish Government funding.

    Scotland’s nationwide network for Climate Action Hubs encourage and support climate action unique to their own areas from flood mitigation, repair shops and local energy generation to food growing and tree planting.

    There is now a Hub covering every area in Scotland fulfilling a previous Programme for Government commitment to ensure people are empowered to act on climate in their own neighbourhoods.

    Acting Net Zero Secretary Gillian Martin confirmed the funding during a visit to Buckie Thistle Football Club which is being supported by Moray Climate Hub to reduce its impact on the environment and raise awareness of climate change in local schools. 

    Ms Martin said: “I am very pleased to hear first-hand how Moray Climate Hub has been helping communities in the area support climate action from working with their local football team to identify ways in which they can cut their emissions to setting up a biodiversity garden for adults with learning difficulties.

    “Football clubs, like Buckie Thistle, play an influential role in their local community, and their efforts to reduce their carbon footprint will undoubtedly inspire others to do the same, and provide a template for climate action that other clubs can follow.

    “Tackling climate change is our collective responsibility and will require collaborative action at all levels. We must also share in the economic and health benefits that protecting our planet for future generations will bring. 

    “Communities are uniquely placed to play a critical role in shaping and driving forward the transition to low carbon and climate resilient living and we want to empower people to take action in their neighbourhoods that’s right for them. 

    “That is why we are proud to continue to support our hugely successful framework of regional climate hubs, which provide a vehicle for communities to come together and engage in collective grassroots action.”

    Moray Climate Hub Manager (Moray CAN) Louise Nicol said: “We’re delighted to receive continued funding , it means we can keep supporting communities across Moray to take meaningful climate action in ways that work for them. We’re just at the start of the journey, but it’s exciting to learn more and see where small changes can make a difference.     Hundreds of children from across the city will take to the stage at the Victoria Hall this June as part of a special City Music Service concert series celebrating Stoke-on-Trent’s centenary.

    The Big Sing will take place over two dates – Wednesday 4 June and Tuesday 10 June – featuring performances from Key Stage 1 (City Songbirds) and Key Stage 2 (City Voices) pupils. The concerts will include well-loved songs performed by choirs from schools across the city alongside City Music Service ensembles.

    The Big Play, taking place on Wednesday 11 June, will shine a spotlight on instrumentalists from both primary and secondary schools. With morning and afternoon sessions, the event will see a wide range of young musicians performing together.

    These performances form part of the council-run City Music Service’s wider annual concert programme, which showcases some of the city’s most talented young musicians and singers. Each week, the service works in partnership with local schools to deliver high-quality musical education to more than 10,000 children and young people aged two to 18.

    Councillor Sarah Jane Colclough, cabinet member for children’s services, said: “What better way to mark our city’s Centenary than by celebrating its future through music? The Big Sing and Big Play offer a joyful, inspiring showcase of the talent, dedication and creativity of our young people.

    These concerts are always very popular, and I’d encourage families to book early and come along to support the next generation of Stoke-on-Trent’s musicians.”

    The City Music Service was established in 2002 and has played a vital role in making music education accessible, enjoyable and inclusive. Pupils start with City Songbirds and progress to groups such as the City Youth Choir, City Youth Wind Orchestra, and City Youth String Orchestra, performing regularly in prestigious venues.

    Nature lovers are invited to find out more about the rich and fascinating ecosystem of Inch Wildfowl Reserve Island in County Donegal at a special event taking place on Saturday June 7th.

    Enjoy a range of outdoor activities led by nature experts and Biodiversity Officers from Donegal and Derry City and Strabane District Councils at Inch Wildfowl Reserve through the ‘Biodiversity without Borders’ Project. The event is supported by Creative Ireland and led by Donegal County Council as part of a Shared Island programme for Cruinniú na nÓg in partnership with Derry City and Strabane District Council.

    The reserve is situated to the East of Lough Swilly and supports a wide diversity of breeding terns, gulls, waders and duck, and in the winter, swans and geese, making it a popular spot for bird watchers.

    Join Aengus Kennedy from Nature North West for a spot of birdwatching or hop along to Frog CIC for a peek at what’s going on under the water, and get spotting wildflowers, trees and bugs with Annie Mullan from Butterlope Farm.

    France could harden its position on Israel if it continues to block humanitarian aid to Gaza, French President Emmanuel Macron said on Friday, reiterating that Paris was committed to a two-state solution to resolve the Israel-Palestinian conflict.

    “The humanitarian blockade is creating a situation that is untenable on the ground,” Macron said at a joint press conference in Singapore with Prime Minister Lawrence Wong.

    “And so, if there is no response that meets the humanitarian situation in the coming hours and days, obviously, we will have to toughen our collective position,” Macron said, adding that France may consider applying sanctions against Israeli settlers.

    “But I still hope that the government of Israel will change its stance and that we will finally have a humanitarian response”.

    Israeli Prime Minister Benjamin Netanyahu’s government has hit back at growing international pressure over the war in Gaza, the deadliest fighting in decades of conflict between Israel and the Palestinians.

    Macron was in Singapore on a state visit and he will also deliver the keynote address at the Shangri-La Dialogue, Asia’s premier security forum, which runs this year from May 30-June 1.

    Deep differences between Palestinian militant group Hamas and Israel have stymied previous attempts to restore a ceasefire that broke down in March.

    Under growing international pressure, Israel partially ended an 11-week long aid blockade on Gaza 10 days ago. It has allowed a limited amount of relief to be delivered via two avenues – the United Nations or the U.S.-backed Gaza Humanitarian Foundation.

    The French president said Paris is committed to working towards a political solution and reiterated his support for a two-state solution to the Israel-Palestinian conflict.

    Macron is leaning towards recognising a Palestinian state, diplomats and experts say, a move that could infuriate Israel and deepen Western splits.

    French officials are weighing up the move ahead of a United Nations conference, which France and Saudi Arabia are co-hosting between June 17-20, to lay out the parameters for a roadmap to a Palestinian state, while ensuring Israel’s security.

    Israel launched its campaign in Gaza in response to a Hamas attack in its south on October 7, 2023, that killed some 1,200 people and saw 251 Israelis taken hostage into Gaza, according to Israeli tallies.

    The war since then has killed around 54,000 Palestinians, Palestinian health authorities say, more than in any other of the countless rounds of fighting between the two sides.

    Reduction of interest rates for Court Funds Office special and basic accounts from today (30 May 2025).

    In response to the decrease in the Bank of England base rate on 8 May 2025, the Court Funds Office (CFO) rates of interest payable to clients have been reviewed and from 30 May 2025 these will change to the following:

    • Special Account – decreased from 4.50% to 4.25%
    • Basic Account – decreased from 3.38% to 3.19%

    The decision was made to ensure that the running costs of the CFO service can continue to be met whilst still providing an affordable rate of interest payable to clients.

    A like-minded partnership on Cyber and Capability Collaboration

    As we face complex technological challenges, sharing knowledge and expertise with our allies is essential to safeguard our mutual interests and strengthen our national security.

    The UK and Japan continue to deepen their strategic collaboration in cyber, working together to uphold a free, open, and secure digital world. From joint cyber exercises to the responsible use of cyber power, this like-minded partnership strengthens resilience and sets the global example of trusted cooperation in the cyber domain.

    DSEI Japan – Last week, Strategic Command was proud to lead the MOD presence at DSEI Japan in support of UK Defence and Security Exports (UKDSE) and Minister for Defence Procurement and Industry (Min(DPI)), the Rt Hon Maria Eagle MP.

    DSEI Japan is Asia’s only integrated Defence and Security Expo and, to some extent emulates the long-running UK model. As a forum, and in terms of its wider international importance, it is growing exponentially. This year DSEI Japan involved over 100 countries and delegations and over 300 exhibitors. For the first time DSEI Japan featured a keynote address from the Japanese Prime Minister, Shigeru Ishiba.

    The MOD delegation was in Japan to support UKDSE and the UK’s wider prosperity agenda, as well as supporting outreach on behalf of UK industry and Small and Medium-sized enterprises. Presentations at the MOD stand focussed on driving innovation, the Cyber & Electromagnetic (Cyber & EM) Domain and Global Strategic Trends 7.

    Working Together in Cyberspace

    Our involvement in DSEI was preceded by a joint UK-Japan cyber seminar at the British Embassy in Tokyo. The event signalled the next stage in the maturing of our bilateral co-operation across the Cyber Domain.

    HMA Julia Longbottom and Lt Gen Tom Copinger-Symes led the seminar with approximately 100 invited guests from across the Japanese MOD, and related think-tanks and media.  

    Japan is embracing the concept of Active Cyber Defence. Considerable resources and effort are being put into understanding the Cyber Threat and the whole of society response that is needed to maintain cyber security. New legislation has pushed the boundaries of Japan’s approach to Cyber providing new means for the Japanese MOD to protect citizens and continue to defend Japanese networks.

    The Active Cyber Defence legislation provides Japan with the legal permissions to – having been blocked by the constitution for over 70 years – intercept communications data for the purposes of cyber security and, in severe situations, to deliver offensive cyber operations. It also enables reforms to Japan’s cyber structures and public-private partnership mechanisms. The adoption of the Active Cyber Defence legislation is a significant milestone, as it meant flexing the boundaries of Japan’s constitution and long-standing political conventions.

    There is much both the UK and Japan can do to learn from each other, both in terms of training and supporting our people, but also operating differently to address cross-cutting threats to our ways of living, which demand and need whole of society responses. The UK’s Cyber Primer provides one model for how this can be done.

    Lt Gen Tom Copinger-Symes followed his presentation by giving a pooled interview to the Japanese media, during which he complimented the Japanese Government and MOD on the novel and far-sighted nature of their reforms. Calling it a foundation for “genuinely strong cooperation”, he reaffirmed the UK’s commitment to working with Japan and other partners to address threats.

    With reference to the recent, and ground-breaking legislation on Active Cyber Defence, HMA Tokyo, Julia Longbottom, said

    … we often say cyber is a team sport, but I’d go one step further and call it an international team sport relying on us all to play our part. So, it is only right that we commend that team. From the Japanese politicians, officials and experts who have been involved in the development of the legislation. To like-minded partners, industry and my own team for their tireless work to share lessons and learn from Japan’s transformational reforms.

    Deepening our Strategic Collaboration

    The MOD presence also served to highlight the continued importance attached to Global Combat Air Programme (GCAP) and the close working partnership we enjoy with Japan and Italy, as partners in the development of this sixth-generation capability. Detailed conversations with our Japanese partners also emphasised the importance of the digital enablement of GCAP, including the overarching digital backbone and related architecture.

    In her keynote address, Min(DPI) emphasised the importance of the UK and Japan working together as trusted partners. Similarly, in her interview with Nikkei, she reinforced the importance of international collaboration by necessity, and the benefits of like-minded partners working increasingly together. The need to work differently with industry, particularly in the newer domains of Cyber & EM was also brought to the fore by Lt Gen Tom Copinger-Symes – here.

    On World No Tobacco Day, the World Health Organization (WHO) today launches a new publication and calls on governments to urgently ban all flavours in tobacco and nicotine products, including cigarettes, pouches, hookahs and e-cigarettes, to protect youth from addiction and disease.

    Flavours like menthol, bubble gum and cotton candy are masking the harshness of tobacco and nicotine products turning toxic products into youth-friendly bait. Flavours not only make it harder to quit but have also been linked to serious lung diseases. Cigarettes, which still kill up to half of their users, also come in flavours or can have flavours added to them.

    “Flavours are fuelling a new wave of addiction, and should be banned,” said Dr Tedros Adhanom Ghebreyesus, Director-General of WHO. “They undermine decades of progress in tobacco control. Without bold action, the global tobacco epidemic, already killing around 8 million people each year, will continue to be driven by addiction dressed up with appealing flavours.”

    The publication, Flavour accessories in tobacco products enhance attractiveness and appeal, reveals how flavours and accessories like capsule filters and click-on drops are marketed to bypass regulations and hook new users.

    Currently:

    • over 50 countries ban flavoured tobacco;
    • more than 40 countries ban e-cigarette sales; 5 specifically ban disposables and 7 ban e-cigarette flavours; and
    • flavour accessories remain largely unregulated.

    Countries such as Belgium, Denmark, and Lithuania are taking action, and WHO urges others to follow.

    Flavours are a leading reason why young people try tobacco and nicotine products. Paired with flashy packaging and social media-driven marketing, they’ve increased the appeal of nicotine pouches, heated tobacco, and disposable vapes into addictive and harmful products, which aggressively target young people.

    “We are watching a generation get hooked on nicotine through gummy bear-flavoured pouches and rainbow-coloured vapes,” said Dr Rüdiger Krech, WHO Director of Health Promotion. “This isn’t innovation, it’s manipulation. And we must stop it.”

    WHO reiterates that tobacco products, including heated tobacco products, expose users to cancer-causing chemicals and should be strictly regulated.

    The 2025 World No Tobacco Day campaign honours governments, youth activists and civil society leaders pushing back against industry interference. “Your actions are changing policy and saving lives,” said Dr Krech.

    With around 8 million tobacco-related deaths each year, the time for action is now. Flavours, and the industries that deploy them, have no place in a healthy future.

  • France to ban smoking at beaches, parks and outside schools to protect children

    France will ban smoking on beaches, in parks, outside schools and in other locations to protect children, France’s health and families minister said.

    The ban will come into effect in July, Catherine Vautrin said in an interview with the Ouest France newspaper late on Thursday. It will exempt cafe terraces and will not apply to electronic cigarettes.

    “Where there are children, tobacco must disappear,” Vautrin said. “From July 1, beaches, public parks and gardens, school areas, bus shelters, and sports facilities will be smoke-free throughout France. Smoking will therefore be prohibited there, to protect our children.”

    Vautrin said smoking kills around 200 people every day in France.

    Smoking in France is at historic lows, according to a report published this month by the French Observatory for Drugs and Addictive Trends. It found that just under a quarter of people aged 18-75 smoked daily, the lowest since it began keeping records in the late 1990s.

    The UK announced a similar smoking ban last year.

    Work to demolish buildings in the Spon End area of Coventry is progressing well with blocks being brought to the ground.

    Housing association Citizen is working with The Hill Group to demolish Kerry House, Milestone House and Trafalgar House in Spon End. Coventry City Council, Homes England and West Midlands Combined Authority are key partners supporting the delivery of the project.

    Demolition initially started last month, with work taking place inside the homes to remove all fixtures and fittings before a grabber is brought onto site to bring the buildings down bit by bit.

    The demolition of the three blocks is a huge milestone in a major regeneration project for Citizen which will see more than 750 homes built across three phases.

    In the first phase, 158 homes will be demolished, and, subject to planning permission, 261 affordable homes will be built in their place. Of these homes 209 will be social rent homes and 52 will be rent to buy homes which are initially let at an intermediate rent of 80% of the market rent and can be later purchased.

    Cllr Jim O’Boyle, Cabinet Member for Jobs, Regeneration and Climate Change at Coventry City Council, said: “When I was here just last month the fittings were being removed from the properties, and we can now see that demolition work is well underway. 

    “There is no doubt that the redevelopment of the area will make a big difference to the local environment and deliver much needed better homes for people. That’s why it is such an important project that is only happening because of the commitment of a number of organisations working alongside local residents.”

    Director of Regeneration Services at Citizen, Kevin Roach, said: “It’s great to see the physical demolition of Kerry House, Milestone House and Trafalgar House underway at Spon End in Coventry.

    “We have stripped the homes, which were built in the 1960s, of fixtures and fittings and the demolition of these will take place over the next few months.

    “The regeneration of Spon End is a major project for us. It will see the area transformed by providing more energy efficient affordable housing, increasing the area and quality of green open space and opening up the area of the River Sherbourne.

    “We have put the community at the heart of this project and their priorities and feedback have influenced our plans for the area.

    “Work on this site will continue over the next 10 years and we’re looking forward to starting building works on the first phase in Spring 2026.”

    The three blocks which are being demolished have previously been used as part of various BBC productions including This Town, My Name is Leon and Phoenix Rise.

    Richard Parker, Mayor of the West Midlands, said: “We’re turbocharging house building across the West Midlands but it’s all just bricks and mortar if we aren’t building homes that residents can afford.

    “Thousands of families across the region are forced to live in poor quality, temporary accommodation because we simply aren’t building enough genuinely affordable homes.

    “Spon End is an iconic site with a strong community spirit, but the housing is no longer fit for purpose. Citizen is transforming the estate with hundreds of modern, social and affordable homes, and I know the community spirit will grow stronger as a result.

    “In my first 12 months in office, I’ve funded over 500 social homes. That’s more than we’ve ever funded before. But it’s going to take all of us working together to tackle this housing crisis. It’s going to take all of us to make sure everyone has a warm, safe place they can call home.”

    Regional Managing Director at The Hill Group, Andy Fancy, said: “The demolition at Spon End is progressing well and the local community will soon begin to see a real transformation as the buildings are brought down to the ground.

    “Successful regeneration is always rooted in strong collaboration and a shared commitment to positive change — and that’s exactly what we have here. Together, we are creating homes that respond to local needs and aspirations and we’re looking forward to continuing this journey and delivering a place the whole community can be proud of.”

    Demolition works on the three blocks are due to be complete in early 2026, with plans to start building the new homes in Spring 2026. These homes, which will be one and two-bed flats, are due to be completed and handed over to customers late 2028.

    Opening Remarks by Kristalina Georgieva, IMF Managing Director, at the CESEE High-Level Conference in Dubrovnik, Croatia

    Good morning and a very warm welcome to everyone!

    I would like to begin by thanking Governor Vujčič for the kind invitation. Dear Boris: it is such a pleasure to return to Dubrovnik. Truly, a pearl of the Adriatic!

    Since its first gathering here in 2017, this conference has become an important forum for policymakers to discuss the challenges confronting the region.

    And, as usual, we have much to discuss: the successes, the unfinished business and, now, huge new challenges.

    ***

    First, a few words on the successes.

    Over the last three decades, reforms promoting economic openness and integration—first with the EU, then within the EU—have helped the countries of Central, Eastern and Southeastern Europe achieve a remarkable convergence with the standards of living of their more advanced peers.

    Since the mid-1990s, incomes have more than doubled and the gap relative to the advanced Europe has shrunk sharply.

    Manufacturing became a catalyst for productivity growth as integration into European and global value chains helped CESEE economies reach beyond their domestic markets.

    At the same time, openness to FDI accelerated capital accumulation and technology transfer.

    EU accession played a huge role. Powered by the domestic structural reforms put in place on the path to EU accession countries that joined the EU   accelerated their income convergence with the advanced Europe and outperformed comparable countries outside of the block.

    Thus, it is fair to pause and say: well done.

    Second, the unfinished business.

    The journey is far from complete. Reforms slowed after EU accession. After the Global Financial Crisis, investment fell significantly and contributed to a productivity slump that has only worsened since Covid.

    Various economic challenges were already calling out for revitalizing reforms. The demand for skilled workers is rising, but labor supply is tightening. High energy costs are hurting manufacturing competitiveness. New technologies in the auto sector—and AI—could alter export value chains.

    So even before the latest global economic developments, there certainly was much more work to do.

    And now, there are huge new challenges.

    The sweeping disruptions to world trade that are underway are plain for all to see. World trade is being tested. And while most of the CESEE countries are less impacted directly, let us be very clear: the indirect impact is significant as these disruptions pose a major threat to the region’s main trading partners and to the overall economic model of openness that CESEE countries rely on.

    Trade tensions and uncertainty complicate domestic and foreign investment plans. This is particularly painful for a region that needs access to modern production processes, jobs in high-productivity sectors, and export demand.

    So here is my main message to you today: standing still, taking shelter, and hoping the storm will pass is not a plan. It would be much wiser to assume that many of the shifts we see are here to stay, and to act accordingly.

    So, what should CESEE countries do in order to negotiate this stormy economic weather? How can they catch a tailwind from the “Adriatic Bora” and keep powering forward?

    I would point to three critical priorities:

    • Steering a steady course in terms of macroeconomic policy—monetary and fiscal policies for stability;
    • Getting the ship into better working order so it can sail forward faster—that is, pursue structural policies for growth; and
    • Integrating more deeply into and within the single market of the EU—strength through regional cohesion.

    Let me briefly discuss each of these, in turn.

    Priority one: action to mitigate uncertainty. The best antidote to uncertainty is a stable macroeconomic environment.

    • Central banks must remain agile and focused on achieving their targets. Where inflation is still high and persistent, policymakers should tread cautiously. Clear communication is key. Independence lends credibility and must be protected.
    • Fiscal policy must focus on ensuring sustainability and policy space. Countries with low deficits and debts can use fiscal space to invest in essential areas such as energy security. But in countries where fiscal space is limited, governments need to either reallocate spending or boost fiscal revenues.

    Priority two: take decisive action to boost growth potential. In a new study, we find that domestic reforms across the CESEE region could lift GDP levels by 7 percent over the medium term. The potential goes up to 9 percent for the Western Balkans.

    • Further productivity gains from better education, more efficient labor markets that allow talent to thrive, and cutting red tape are waiting to be tapped. In the Western Balkans and aspiring EU entrants, closing governance gaps with the EU frontier delivers the highest dividend. The case to act decisively is compelling.

    Priority three—last but certainly not least: CESEE countries must ensure they retain the benefits of their economic integration with Europe and the global economy.

    • Integration has been a major source of knowledge transfer and capital deepening, particularly through FDI. As is the case across the EU as a whole, the CESEE region would benefit from further progress in completing the EU’s single market.
    • Our analysis shows that internal barriers add significant costs — for goods they are equal to 44 percent tariffs, and for services to a staggering 110 percent! Completing the single market can be a major factor in strengthening the performance of the EU economy and improving its attractiveness for investment.
    • In a forthcoming working paper on Europe’s reform priorities, we outline several concrete steps: a more integrated electricity market; more capital for startups; better labor mobility across borders; and simpler regulations. Together, these measures could raise EU GDP by about 3 percent over the next ten years.
    • In addition, we argue that the EU budget can lend more of a hand. Tying EU funds for public investment to progress on reform implementation would provide a double blessing: more central fiscal funding, and more effective use of it.

    With that, let me conclude.

    The time to act is now. By moving decisively, you can transform the current challenges into opportunities and chart a brighter future for the region.

  • MIL-OSI New Zealand: New Zealand and India: A broad-based, enduring partnership

    Namaste, good afternoon. 
    Ms Indrani Bagchi, distinguished guests, ladies and gentlemen. Thank you for the chance to speak with you today. Over the past 18 months, New Zealand and India have been working hard to deepen the excellent relations developing between us.
    It’s great to be back in New Delhi, just over year since our last visit. Last night, we were able to take stock with Minister Jaishankar of the progress New Zealand and India have made in strengthening relations in recent times, while discussing a broad range of challenging issues facing our region and our world. 
    We must, at the outset, pay tribute to Minister Jaishankar. He is one of the world’s leading statesmen, and it is an absolute pleasure to be working with him on this important project of cementing New Zealand-India relations. 
    This afternoon, we would like to outline for you why and how New Zealand seeks stronger relations with India, in the context of our broader approach to foreign policy in these uncertain, disordered times. 
    We will describe New Zealand’s outward face: how our small state of 5.2 million people sees its place in, and interacts with, the rest of the world. We will outline New Zealand’s foreign policy, which was reset after the new Coalition Government came into office in late 2023. We wish you to understand our priorities as well as our national values. And we will describe our determination to do more in, and with South and South East Asia, and especially with the great nation that is India. 
    Who we are
    First and foremost, New Zealand is a small collection of islands in the Southwest Pacific, just north of the penguins. The original discovery and settlement of the Pacific Islands, including New Zealand, is one of the most remarkable stories of exploration in human history. 
    Historians have compared it with space exploration as both were journeys into the unknown. But Pacific navigation is arguably even more remarkable because the canoes that set out from the Asian landmass knew not where they would land, nor when, nor indeed if they would find any new territory.
    But find land they did, as they forged new identities and societies on atolls and islands that today stand as a testament to their imagination, endurance and a resilience to overcome the formidable challenges of distance, geography, and resource scarcity.
    So, New Zealand is a Pacific Island country – we just sailed and paddled further – and we are linked with our Pacific family by geography, history, culture, politics, demography and indeed DNA. 
    We are also, self-evidently, a maritime nation. The Pacific Ocean represents 31 percent of the world’s surface. The Indian Ocean accounts for another 20 percent, so the Indo-Pacific accounts for about half the world’s surface, meaning protecting sea lanes and freedom of navigation is crucial for both India and New Zealand.
    New Zealand is also a migrant nation, one of the most multicultural countries anywhere. Seventeen percent of our people trace their origins to Asia, including six percent who have Indian ancestry. That diversity strengthens us at home – and connects us to the region that shapes our prosperity. Seven of our ten largest export destinations are in Asia. That is no coincidence. It is the reality of a deeply interconnected future. 
    We are also a deeply democratic people, with New Zealand being one of only nine countries who have enjoyed democracy continuously since 1854. 
    We are proud to have granted our earliest people, the Māori, the franchise all the way back in 1867, and to have been the first nation on earth to give women the vote, in 1893. We were also proud, when visiting your new parliament last year, to see New Zealand-made carpet adorning India’s magnificent new chamber in the world’s largest democracy. 
    New Zealanders, as an artefact of our geographical isolation from the world’s great populations centres, have always been outward-looking people, curious about the world around them. Indeed, many of our most iconic New Zealanders have done their best work outside our shores. 
    Lord Ernest Rutherford, who split the atom. Mountaineer Sir Edmund Hillary, who first climbed Mount Everest with Sherpa Tenzing Norgay, and whose legacy we were able to honour in Nepal this week. And, more latterly, cricketer John Wright, who coached India’s national team between 2000-2005; and, lest we forget, while on the subject of cricket, the New Zealand team which stunned the cricketing world in Bengaluru, Pune and Mumbai last year, are just a few of our peak Kiwi performers overseas.
    But, as our cricket team showed, the New Zealand character is forged not by a never-ending pipeline of natural talent – something India is blessed with – but by working very hard to hone the skills needed to compete on the global stage and to make the most of limited resources, whatever the endeavour.
    We push ourselves to work harder because New Zealand has understood these past 80 years, as a small state geographically isolated from the great landmasses of Asia, Europe and the Americas, that only through the conduct of a highly active foreign policy can we advance our national interests, defend our region, and make it more prosperous.
    Foreign Policy Reset
    Distinguished guests, in February 2024 Cabinet endorsed a significant foreign policy reset. 
    The six pillars of our foreign policy reset are as follows:
    First, we are significantly increasing our focus and resources applied to South and Southeast Asia. 
    Second, we have renewed and reinvigorated meaningful engagement with our traditional and likeminded partners. Beginning, as always, with our one formal ally and indispensable partner, Australia, which we visited again just late last week. 
    Third, we are actively sustaining a deeper focus on the Pacific Islands region, bolstering development and security collaboration in response to regional needs and crises.
    Fourth, we are carefully targeting our multilateral engagement to global and transboundary issues, working with close partners to defend and preserve core principles of international law that underpin our security and prosperity. 
    Fifth, we are supporting new groupings that advance and defend our interests and capabilities. The IP4, where we work closely with Australia, South Korea, Japan and NATO, is an example of this new support. 
    Sixth, we are working hard promoting our goal of seriously lifting New Zealand’s export value over the next decade. 
    The six pillars of the Government’s Foreign Policy Reset are underpinned by three key concepts:

    The realism that informs the Government’s foreign policy.
    Our view of the crucial role that diplomacy needs to play in our troubled world.
    And our unshakeable belief that small states matter and that all states are equal.

    In fashioning foreign policy responses the realist tendency is to err on the side of prudence. That is, we are careful in what we say, and when and how we say it. In conditions of great uncertainty and disorder, such as we are currently experiencing, prudence is a both a logical and necessary guiding principle for a small state like New Zealand.
    We see our responsibility to the New Zealand people, in conducting foreign policy, as making cool-headed calculations of the country’s own strengths and weaknesses as we fashion our responses to events large or small that impact upon New Zealand’s interests.
    For a small state like New Zealand, the role of diplomacy is a crucial instrument of our foreign policy. In our complex geostrategic environment never has effective diplomacy been more needed. In the 18 months since returning for a third time as Foreign Minister we’ve spoken widely with colleagues across the globe. We’ve visited 45 countries, several more than once, met with well over 100 Presidents, Prime Ministers, Deputy Prime Ministers and Foreign Ministers, and had over 400 political engagements.

    Summing up those discussions in our National Statement to the United Nations last year, we said it has never been more apparent just how much diplomacy and the tools of statecraft matter in our troubled world. 
    Since war and instability is everyone’s calamity, diplomacy is the business of us all. We have observed that at this moment in time the ability to talk with, rather than at, each other has never been more needed. 
    Those who share our values, and even those who do not, gain from understanding each other’s position, even when we cannot agree. From understanding comes opportunity and from diplomacy comes compromise, the building block of better relations between nations. We said we need more diplomacy, more engagement, more compromise. 
    As Winston Churchill also said in his later years, “meeting jaw-to-jaw is better than war.”

    The inherent tensions and imbalances in the global order – between the desire for a rules-based order that protects small states against aggression, and the unjustified exercise of power by certain Great Powers – have only grown over the last past eight decades. 

    Yet small states matter now as much as they did then. New Zealand holds the foundational belief that all states are equal and that our voices matter as much as more powerful states. 
    Adopting a prudential approach to our diplomacy also means not reacting to everything that happens around you. We are more interested in understanding and anticipating the trend lines that are apparent over much longer periods and how they manifest during our time at the wheel.
    The broadening India-New Zealand relationship
    Which brings us to the India-New Zealand relationship.  India’s trendlines are nothing short of stunning. India’s growth story is well known to us, and it is breathtaking: the fastest-growing economy in the G20 and on track to be the world’s third-largest economy in the coming years. 
    India’s middle class is now almost half a billion strong. In the last decade alone, 250 million Indians have been lifted out of poverty. India’s aviation industry has soared, with the number of airports more than doubling to 157, and a new highway network covering 95,000 kilometres – enough to drive between New Zealand and India eight times. These are not mere statistics; they represent an extraordinary economic transformation. 
    Globally, India has cemented itself as a key player. Hosting the G20 summit in 2023 and landing a spacecraft on the moon’s South Pole two years ago, are testaments to its growing influence. 
    For New Zealand, India presents immense untapped potential. Despite India’s economic scale, it remains only our 12th largest trading partner, accounting for just 1.5 percent of our exports. 
    We are determined to change that. Our strengths – from food and beverage products to agriculture, forestry, horticulture, education, and tourism – are world-class. And our innovation in areas like outer space and renewable energy will find a welcoming partner in India.
    Early in this term we clearly expressed our intent to build a deeper and broader relationship with India. But, as Mahatma Gandhi said, “An ounce of practice is worth more than tons of preaching.” So we have followed through with practical action to broaden our relationship.
    We have sought to increase the tempo and seniority of engagements between our politicians. Our first overseas visit outside our home region of Australia and Pacific was to India, where we visited both Gujarat and New Delhi in March 2024. The Trade Minister has visited India five times. 
    In March his year, Prime Minister Luxon visited India on one of New Zealand’s largest-ever Prime Ministerial missions. And we enthusiastically welcomed India’s President in August 2024, and, just recently, the Minister of State for External Affairs, Shri Pabitra Margherita.
    Since the Foreign Policy Reset, we’ve made concrete strides. We’ve launched negotiations on a Comprehensive Free Trade Agreement – a breakthrough in our economic relationship. But even before that milestone we had put in place measures to deepen the economic relationship, with new arrangements on horticulture, forestry, and education also recently finalised.
    Additionally, we have seen a Memorandum of Understanding signed between Air New Zealand and Air India to explore a codeshare agreement on 16 routes across India, Singapore, Australia, and New Zealand. This will make travel between our nations easier, boosting tourism, education, and business connections. 
    But our relationship with India goes well beyond economic ties. It extends to defence and security – a priority for New Zealand in the Indo-Pacific. In an emerging multipolar world, India is evolving into a geopolitical giant, an indispensable security actor in both regional and global spheres. 
    During a time of great uncertainty, instability and disorder, we have taken steps to work more closely on matters of defence and security with India. A recently signed Defence Cooperation Arrangement will facilitate closer links between our militaries. 
    Meanwhile, we have taken practical steps to work together more closely. The New Zealand Navy is leading Combined Task Force 150, charged with securing trade routes and countering terrorism, smuggling, and piracy in the Indian Ocean and Gulf of Aden. 
    India’s involvement in this mission, as the Deputy Command of the Task Force, underscores the growing closeness of our defence ties. The taskforce has already had very real impact, disrupting the trade of $600 million worth of illegal drugs so far. 
    With tensions rising in the Indo-Pacific, it is crucial for New Zealand to work hand-in-hand with India and other like-minded partners to ensure the region remains free and open, with all nations respecting the rules that underpin peace and stability.
    India makes a significant contribution to upholding the rules-based international system on which we rely, via its growing influence in multilateral forums. 
    In addition, India has been a leader in promoting solar energy worldwide. We were pleased to sign up to the India and France-led International Solar Alliance, which now has over 100 member countries. And New Zealand has endorsed India’s candidature for permanent membership in a reformed UN Security Council.
    Turning to our growing people-to-people links, Prime Minister Modi has spoken often of the Indian diaspora in New Zealand, calling it a “living bridge” between our countries. 
    That is certainly true – the vibrant Indian community in New Zealand is contributing immeasurably to our society. 
    Their economic contribution is enormous, with estimates from six years ago suggesting it was worth around NZ$10 billion. We have no doubt it has grown since. 
    Of course, our partnership is also about more than economics and politics. It’s about people, and there’s no greater expression of that than sport. Cricket, of course, is a key element of our relationship – we will soon mark 100 years of sporting ties with India.
    But our sporting connections go beyond cricket. New Zealand and India have recently signed a Sports Memorandum of Cooperation, paving the way for new collaborations in high-performance sports, technology, research, and people exchanges.
    When you consider the range of measures outlined today across these key areas, it becomes clear that India and New Zealand are building a truly broad-based relationship.

    Concluding Remarks
    In concluding this speech on New Zealand’s foreign policy and our approach to India, and before taking your questions, let us briefly reinforce our key messages here this afternoon.
    First, while we are operating under severe conditions of uncertainty and the world faces extremely difficult economic and security challenges, New Zealand is pursuing a Foreign Policy Reset to help secure our place in the world.
    Second, the foreign policy of this New Zealand Government is unashamedly realist because in conditions of uncertainty prudence is preferable to pious platitudes when it comes to protecting New Zealand’s and the Indo-Pacific’s immediate and longer-term economic and security interests.
    Third, our broadening bilateral relations with India are very important to us. New Zealand is deeply committed to South and South East Asia in general, and India in particular. We are taking concrete actions to make good on our commitment to India and the region, across political engagement, defence and security, trade and economics, people and cultural, and multilateral connections. 
    Ultimately, there’s plenty in our relationship to benefit both New Zealand and India, as we work more closely together on defence and security, on sharing technology and human capital and in cooperating economically. India can rely upon New Zealand’s word and the actions that support them. And we are in it for the long haul.

     What is the Dragon Boat Festival?

    The Dragon Boat Festival, also known as Duanwu Festival, is one of China’s oldest and most celebrated traditions, with a history spanning over two millennia. True to its name, the festival is best known for its lively dragon boat races, where people gather to compete and cheer the racers on.

    Traditionally, the festival falls on the fifth day of the fifth month in the Chinese lunar calendar. In 2025, it will be celebrated on May 31.

     How popular are dragon boat races?

    In recent years, dragon boat racing has surged in popularity, attracting both amateur and professional teams across China and around the world.

    For instance, in 2024, the Suzhou Jinji Lake International Dragon Boat Race in Suzhou city, east China’s Jiangsu province, drew 66 teams and 1,418 participants, including seven international teams from countries such as Austria, Germany, Russia, Singapore and Switzerland.

    The sport’s growing global appeal was further highlighted last year with the launch of the Frankfurt Dragon Boat Festival in Germany and the Prague Dragon Boat Festival in the Czech Republic.

     Why do people celebrate the Dragon Boat Festival?

    The origins of the Dragon Boat Festival are deeply rooted in Chinese culture, with several theories explaining its rich history. One prominent view ties the festival to ancient dragon worship, where dragon boat racing was a symbolic tribute to the powerful dragon deity.

    Another widely told folk tale associates the festival with the poet Qu Yuan (340–278 B.C.). According to legend, when Qu Yuan drowned himself in the Miluo River to mourn the fall of his state, local villagers raced out in their boats to search for him or recover his body. This urgent act of devotion is said to have evolved into today’s dragon boat races.

    In modern times, dragon boat racing has grown beyond its traditional roots, becoming a vibrant sport that merges China’s cultural heritage with a contemporary competitive spirit.

    The Dragon Boat Festival, typically observed in late May or early June, also coincides with a period when ancient Chinese communities feared natural disasters and illness. Consequently, people historically used the festival to pray for good health and safety for their families.

    Today, the festival remains a moment to seek good fortune and celebrate prosperity. Falling close to the Summer Solstice, it also provides a lively break as China enters the height of summer heat.

     What other traditions are observed during the festival?

    A rich tapestry of traditions and legends has been passed down through generations, adding depth to the Dragon Boat Festival’s cultural significance.

    ——▼ Wrapping and eating ‘Zongzi’  

    One staple of the celebration is “zongzi,” a beloved culinary treat closely tied to the festival. In ancient China, these traditional rice dumplings were originally made as offerings to honor ancestors and deities. 

    Zongzi are distinctive for their pyramid shape, made from glutinous rice wrapped in reed or bamboo leaves and tied with colorful thread. Fillings vary by region and preference, ranging from sweet options like jujube and bean paste to savory choices such as fresh meat, ham and egg yolk.

    Realgar wine, a distinctive Chinese liquor infused with realgar, played a practical role in ancient times. Realgar was valued as a pesticide to keep mosquitoes at bay during the hot summer months and was also believed to act as an antidote to various poisons. Today, drinking realgar wine has become a cherished Dragon Boat Festival tradition.

    During the festival, Chinese families often hang mugwort and calamus above their doors, mainly to repel insects. In ancient times, it was also widely believed that displaying mugwort, calamus or even pomegranate flowers could ward off misfortune and drive away evil spirits.

    ——▼ Wearing colored braids and perfumed pouches

    It’s also common for parents to make perfumed pouches or colorful braids for their children during the festival. This tradition is rooted in the belief that wearing these items provides protection against evil spirits and illness.

    These small, intricately designed pouches are filled with fragrant herbs or medicinal ingredients and are typically tied to children’s clothing. The colorful braids, traditionally made from five different colors of thread, are fastened around the wrist.

    Argentina’s FIFA World Cup winner Angel Di Maria has reached an agreement to return to his boyhood team Rosario Central, the club announced on Thursday.

    The 37-year-old will rejoin the Argentine Primera Division side on a free transfer after his contract with Portuguese outfit Benfica expires in July.

    “Our history together has more pages to write. Welcome home,” read a statement issued by the club on social media.

    Di Maria began his professional career with Rosario Central in 2005 before signing with Benfica two years later. He had subsequent spells at Real Madrid, Manchester United, Paris Saint-Germain and Juventus before returning to Benfica in 2023.

    The winger ended his Argentina career last year with 145 caps, having won the 2022 World Cup and two Copa America titles.

    He will start his new spell with Rosario Central following the FIFA Club World Cup in the United States. Benfica will begin its campaign against Boca Juniors on June 16 before also facing Auckland City and Bayern Munich in the group stage.

  • Trump envoy says Russian concern over NATO enlargement is fair

    U.S. President Donald Trump’s envoy to Ukraine, Keith Kellogg, said Russia’s concern over the eastward enlargement of NATO was fair and the United States did not want to see Ukraine in the U.S.-led military alliance.

    Asked by U.S. network ABC News about a Reuters report that Russia wanted a written pledge over NATO not enlarging eastwards to include Ukraine and other former Soviet republics, Kellogg said: “It’s a fair concern.”

    “We’ve said that to us, Ukraine coming into NATO is not on the table, and we’re not the only country that says that – you know I could probably give you four other countries in NATO and it takes 32 of the 32 to allow you to come in to NATO,” he told ABC late on Thursday. “That’s one of the issues that Russia will bring up.”

    “They’re not just talking Ukraine, they’re talking the country of Georgia, they’re talking Moldova,” Kellogg said, adding that a decision on U.S. views of NATO enlargement was for Trump to make.

    Kellogg said the sequencing of the peace talks would include an attempt to merge the two memorandums drafted by Ukraine and Russia into one single document with talks in Turkey on Monday.

    “When we get into Istanbul next week we’ll sit down and talk,” Kellogg said, adding that the national security advisers from Germany, France and Britain would join discussions on the memorandum with the United States.

    Kellogg said Trump was “frustrated” with Russia because he had seen “a level of unreasonableness” from Russian President Vladimir Putin. He scolded Russia for striking Ukrainian cities and said he had told Ukraine to turn up to talks.

    A conservative estimate of dead and injured in the Ukraine war – from both sides combined – totals 1.2 million, Kellogg said.

    “That is a stunning number – this is war on an industrial scale,” Kellogg told ABC.
