  • MIL-OSI USA: NASA Supports Artemis Accords Signatories Advancing Exploration

    The United States participated in an international Artemis Accords workshop May 21-22 to advance the safe and responsible exploration of the Moon, Mars, and beyond. Hosted by the United Arab Emirates (UAE), which was represented by the UAE Space Agency, the workshop took place at the Abu Dhabi National Exhibition Centre.
    The Artemis Accords are a set of non-binding principles signed by nations for a peaceful and prosperous future in space for all of humanity to enjoy. In October 2020, under the first Trump administration, the accords were created, and since then, 54 countries have joined with the United States in committing to transparent and responsible behavior in space.
    “Following President Trump’s visit to the Middle East, the United States built upon the successful trip through engagement with a global coalition of nations to further implement the accords – practical guidelines for ensuring transparency, peaceful cooperation, and shared prosperity in space exploration,” said acting NASA Administrator Janet Petro. “These accords represent a vital step toward uniting the world in the pursuit of exploration and scientific discovery beyond Earth. NASA is proud to lead in the overall accords effort, advancing the principles as we push the boundaries of human presence in space – for the benefit of all.”
    Participants from 30 countries joined the discussions and a tabletop exercise centered on defining challenges for operating in a complex environment.
    As the Artemis Accords workshop concluded Thursday, participants reaffirmed their commitment to upholding the principles outlined in the accords and to continue identifying best practices and guidelines for safe and sustainable exploration. The first workshop was hosted by Poland in 2023, followed by Canada in 2024.
    Artemis Accords signatories have committed to sharing information about their activities to the United Nations of Committee on the Peaceful Uses of Outer Space and other appropriate channels. Transparency and communication are key to peaceful exploration.
    The Artemis Accords signatories will gather for face-to-face discussions on the margins of the International Astronautical Congress in late September, where workshop recommendations and outcomes will be presented to the Artemis Accords principals. NASA anticipates additional countries will sign in the coming weeks and months.
    The Artemis Accords are grounded in the Outer Space Treaty and other agreements, including the Registration Convention and the Rescue and Return Agreement, as well as best practices for responsible behavior that NASA and its partners have supported, including the public release of scientific data.

  • Op Sindoor outreach: Russia stands in solidarity with India for elimination of terrorism

    Condemning the heinous April 22 terrorist attack in Pahalgam, Russia on Friday said that it stands in solidarity with India for elimination of terrorism in all its forms and manifestations. Moscow’s stand was conveyed as an all-party delegation from India, led by DMK MP Kanimozhi Karunanidhi, met with senior members of the Russian Federation Council, including Andrey Denisov, First Deputy Chair of the Committee on International Affairs in the Russian capital to reaffirm the united stand against terrorism.

    “The All-Party Delegation led by Hon’ble MP Kanimozhi Karunanidhi in the Federation Council of the Russian Federation met with First Deputy Chair of the Committee on International Affairs H.E. Mr. Andrey Denisov and other senators. The Russian side condemned the terrorist attack in Pahalgam and stated that Russia stands in solidarity with India for elimination of terrorism in all its forms and manifestations! Russia and India have shared position in the fight against terrorism,” the Embassy of India in Russia posted on X.

    “Together in the fight against terrorism!”, the post added.

    Earlier in the day, the delegation was briefed by Indian Ambassador to Russia Vinay Kumar on various aspects of bilateral relations ahead of their commencement of official engagements highlighting India’s strong resolve in fighting terrorism in all its forms under the global outreach campaign of Operation Sindoor.

    “Ambassador Vinay Kumar briefs MPs Kanimozhi, Rajeev Rai, Brijesh Chowta, Prem Chand Gupta, Ashok Kumar Mittal and Ambassador Manjeev Puri on various aspects of India-Russia relations, before they start the official engagements,” the Embassy of India in Russia posted on X.

    Earlier on Friday, the third high-level delegation led by Kanimozhi arrived in Moscow to convey India’s firm stance in combating terrorism and was received by Indian Ambassador Vinay Kumar.

    The delegation led by Kanimozhi Karunanidhi includes Samajwadi Party MP Rajeev Rai, BJP MP Captain Brijesh Chowta (Retd.); RJD MP Prem Chand Gupta, AAP MP Ashok Kumar Mittal, and former Ambassador of India to the EU, Belgium, Luxembourg and Nepal; Former Deputy Permanent Representative of India to the UN, Ambassador Manjeev Singh Puri.

    “On arrival at Moscow’s Domodedovo Airport the Members of Parliament Kanimozhi Karunanidhi, Rajeev Rai, Captain Brijesh Chowta, Prem Chand Gupta, Ashok Kumar Mittal, Ambassador Manjeev Singh Puri, welcomed by Ambassador of India to Russia Vinay Kumar A busy schedule of meetings and interactions awaits them in Moscow on 23-24 May 2025,” the Indian Embassy in Russia posted on X.

    “In the context of the Indian government’s continued efforts under Operation Sindoor and in furtherance of India’s principled and resolute stand against the menace of terrorism, an All-Party Delegation comprising Members of Parliament and a senior diplomat is undertaking a visit to Russia from May 22 to May 24, 2025. The delegation would carry forth the country’s strong message of zero-tolerance for terrorism in all its forms and manifestations,” the Embassy of India in Russia said in a statement on Thursday.

  • MIL-OSI Security: Uzbekistan Man Extradited From Ukraine and Arraigned on Charges of Stealing Millions of Dollars in Cryptocurrency

    Buffalo, N.Y.-U.S. Attorney Trini E. Ross announced that Nikita Andreevich Sklyuev a/k/a Valeriy Dorojkin, 37, of Uzbekistan, was extradited from Ukraine and arraigned today on an indictment charging him with wire fraud and fraudulent use of unauthorized access device. The charges carry a maximum penalty of 20 years in prison and a $250,000 fine.

    Assistant U.S. Attorney Douglas A. C. Penrose, who is handling the case, stated that according to the indictment, in June 2018, Sklyuev submitted a computer software application, “EOSIO Wallet Explorer,” to Apple to be sold through the Apple App Store. The EOSIO Wallet Explorer purported to be a cryptocurrency wallet, but was in fact a malicious computer software application designed to steal the cryptocurrency user’s private key, thereby giving Sklyuev access to the user’s cryptocurrency funds. In September 2018, an individual in the Western District of New York (Victim) purchased the EOSIO Wallet Explorer application and then installed it on his iPhone. Once the Victim entered his private key following the installation, Sklyuev had unauthorized access to the Victim’s cryptocurrency wallet, which contained approximately 2,092,395.5356 EOS cryptocurrency, which at the time was valued at approximately $11.8 million dollars. On September 25, 2018, Sklyuev changed the private key to the Victim’s wallet, which resulted in the Victim losing all control and access to his wallet. In February 2019, Sklyuev transferred the EOS cryptocurrency from the Victim’s wallet to numerous other online wallets that were under his control.

    Sklyuev was arraigned this morning before U.S. Magistrate Judge Jeremiah J. McCarthy and is being held pending a detention hearing on July 3, 2024. Today’s arraignment follows the successful June 20, 2024, extradition of Sklyuev from Ukraine. The Justice Department’s Office of International Affairs worked with Romanian and Ukrainian authorities to secure his arrest and extradition.

    The indictment is the result of an investigation by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia and the U.S. Marshals Service, under the direction of Marshal Charles Salina.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

    Responding to the news that the price cap for energy bills is set to drop, Green Party Deputy Leader Zack Polanski said,

    “£129 off energy bills will be felt as a welcome relief to families up and down the country who are struggling with the cost of living crisis. However, this reduction won’t scratch the surface for many who will still be worrying about how they will heat their houses over the winter ahead. It also highlights the folly of coupling our energy prices to the volatile gas market. Research shows that breaking this market mechanism that ties our energy bills to gas markets added £43 billion to UK energy bills. That’s £367 per household. This one step would allow us to utilise cheap renewable power to provide cheap renewable energy for British homes. Clean, green, renewable power not tied to the old fossil gas market is what we need to bring down bills sustainably.”

    A record 51 UK and international companies joined the fifth UK-Ukraine trade mission in Kyiv this week, making it the largest British-led trade delegation to Ukraine to date.

    Participating companies from across the defence economy specialising in areas like uncrewed systems and military goods are securing contracts which will boost high-skilled jobs in regions across the country, supporting the government’s Plan for Change.

    This week’s mission brought together leading UK defence firms to deepen cooperation with Ukrainian industry and partners from Norway, the Netherlands, Sweden, Finland and Latvia. This collaboration is vital in demonstrating a united multinational industrial front with European allies, scaling up support for Ukraine’s defence needs and strengthening supply chain resilience with international partners.

    This latest mission is a significant step in the UK’s 100 Year Partnership with Ukraine, reinforcing the UK’s long-term support for Ukraine’s defence, security and recovery and drawing on the collective industrial capacity and capability of European allies.

    Defence is a key growth sector in the Government’s upcoming modern Industrial Strategy and a prime example of how Government and industry can work together to aid our allies and boost UK security.

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in South Yorkshire.

    • Comes as we’ve nailed three trade deals in as many weeks to deliver growth that is a priority for the Plan for Change.

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in South Yorkshire. 
      
    Reductions in tariffs on the steel and auto exports have provided security for nearly 5,000 workers, their families and the biggest two employers in the region.  

    It also will deliver opportunities for major job creators like Rolls Royce and Mclaren based in Sheffield’s Advanced Manufacturing Innovation District to grow – a priority of our Plan for Change

    Prime Minister Keir Starmer said:

    The agreement also protects British steel exports from new EU rules and restrictive, providing further security for 8,400 jobs in the steel industry across Yorkshire and the Humber.

    He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.

    The intention to remove tariffs is a very positive step, which when implemented secures both our own production in USA as well as our customers. 

    Getting this deal across the line needs to be a priority, because supply chains are currently in a state of flux awaiting the details and the effective date.

    Our increased trade with India will unlock opportunities for every region in the UK to access the world’s fastest growing economy, including South Yorkshire.  

    Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota.  

    In the same week, we negotiated a first of its kind agreement with the US that reduces tariffs on car exports to 10% for the first 100,000 vehicles per year, almost the total number of UK vehicles exported to the country last year.  

    Both of these deals secure greater certainty for the sector, the 5,000 workers in South Yorkshire and their families, while also enhancing opportunities for manufacturing in the region to grow. 

    Just this week, the Prime Minister continued to act in Britain’s national interest by confirming a new agreement that will deliver on his core mission to grow the economy, creating more jobs in South Yorkshire, raising living standards and putting more money in people’s pockets.   

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

  • MIL-OSI Security: Coordinated action to take down the most dangerous malware variants

    This week’s actions follow the largest ever operation against botnets from May 2024, Operation Endgame. This year during Endgame 2.0, the measures targeted the successor groups of malware taken down by the authorities and other relevant variants: Bumblebee, Lactrodectus, Qakbot, DanaBot, HijackLoader, Trickbot, and WarmCookie. As these variants are at the beginning of the cyberattack chain, disrupting them damages the entire ‘cybercrime as a service’ ecosystem. 

    The malware taken down this week is known as ‘initial access malware’. It is used for initial infection, helping cybercriminals to enter victims’ systems unnoticed and load more malware onto their devices, such as ransomware. 

    Due to the global nature of cybercrime, cross-border investigations are key for taking action against disruptive cybercrimes. Since 2024, Eurojust has provided essential support to ensure effective judicial cooperation. Coordination by Eurojust ensured that authorities could exchange information and align their investigative efforts. Europol supported the operation from the outset, providing coordination, operational and analytical support, cryptocurrency tracing, and facilitating the real-time exchange of information between the various partners involved.

    German, French, Dutch, Danish, British, American and Canadian authorities joined forces from 19 to 22 May to take action against the world’s most dangerous malware variants and the perpetrators behind them. In total 37 suspects were identified and international arrest warrants were obtained against 20 individuals criminally charged. Over 300 servers worldwide were taken down and 650 domains were neutralised. During the action week, EUR 3.5 million in cryptocurrency was seized making the total cryptocurrency seized during Endgame EUR 21.2 million. 

    Operation EndGame will now continue with follow up actions announced on the dedicated website from the international coalition. Several key suspects behind the malware operations are now subject to international and public appeals. The German authorities will publish eighteen of them on the EU Most Wanted list as of 23 May.

    MHRA approves polihexanide to treat acanthamoeba keratitis

    As with any medicine, the MHRA will keep the safety and effectiveness of polihexanide under close review. 

    The Medicines and Healthcare products Regulatory Agency (MHRA) has approved polihexanide (Akantior) to treat acanthamoeba keratitis. 

    Acanthamoeba keratitis is an infection of the cornea, the clear ‘window’ at the front of the eye, that can be very painful.  

    This medicine has been approved through the International Recognition Procedure (IRP). The IRP allows the MHRA to take into account the expertise and decision-making of trusted regulatory partners for the benefit of UK patients.   

    Polihexanide is administered as an eye drop solution, directly into the eye.    

    The MHRA conducts a targeted assessment of IRP applications and retains the authority to reject applications if the evidence provided is not considered sufficiently robust.  

    A full list of side effects can be found in the Patient Information Leaflet (PIL) or the Summary of Product Characteristics (SmPC), available on the MHRA website within 7 days of approval.   

    As with any medicine, the MHRA will keep the safety and effectiveness of polihexanide under close review.   

    Anyone who suspects they are having a side effect from this medicine is encouraged to talk to their doctor, pharmacist or nurse and report it directly to the MHRA Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.

    Stoke-on-Trent City Council is set to scrap outdated restrictions that stop cafes and food venues near football grounds from using outdoor seating on matchdays.

    The city council’s cabinet will make the final decision when it meets on May 27.

    Current rules mean businesses in designated matchday zones near the bet365 Stadium and Vale Park cannot sell or serve food or drink from temporary outdoor seating when Stoke City or Port Vale are playing at home.

    The cabinet is now considering ending this restriction as part of a new policy on pavement licences.

    A report to cabinet highlights that many local venues are missing out on valuable matchday trade as a result of the current rules.

    Pavement licences allow businesses to place furniture on public highways for the sale or consumption of food and drink. Meanwhile, some businesses with private outdoor space aren’t subject to the same restrictions, creating an uneven playing field.

    Councillor Finlay Gordon-McCusker, cabinet member for transport, infrastructure and regeneration at Stoke-on-Trent City Council said: “Matchdays should be a moment of opportunity; not just for fans, but for local businesses too. Right now, we’ve got rules that hold people back.

    “Lifting these restrictions is a simple, sensible change that means more trade for local businesses, more choice for fans, and a better matchday experience all round.

    “It’s about common sense. Backing the businesses that keep this city going and making sure we offer the best experience to everyone who loves their local club.”

    Alderney Ferry Services secures Ferry subsidy for 2025

    Alderney Ferry Services Ltd will continue to operate the subsidised service between the Island and Guernsey for the summer season following the outcome of the Tender process commenced at the start of 2025.

    Although Alderney Ferry Services is already running daily services between the islands, the subsidy period begins on May 26th to cover the second May Bank Holiday and continues until September 26th.

    Two rotations will be available every day with additional rotations in August to cover Alderney Week. Fares are £60 one-way for adults and £45 one-way per child up to 14 with babies under two travelling free, and while there’s no extra charge for large luggage, dogs and cycles will be £5 one way.

    “The States of Alderney is delighted to continue its partnership with Alderney Ferry Services which is under the Directorship of a young local family.     Jersey firefighters are showing their support for their colleagues in Oxfordshire, with a fundraiser in memory of the two colleagues who died during an incident in Bicester.

    Firefighters Martyn Sadler, 38, and Jennie Logan, 30, were killed along with business owner Dave Chester in the fire that engulfed the Bicester Motion site on the evening of Thursday 15 May. 

    The thoughts of SJFRS are with Jennie and Martyn’s families and with the two firefighters who are still in hospital. The flag at Jersey Fire and Rescue Headquarters at Rouge Bouillon has remained at half-mast since news of their deaths broke. 

    Crews from Green Watch will be in the Royal Square between 11am and 2pm on Tuesday 27 May, raising money for their colleagues in Oxfordshire, thanks to assistance from the Fire Fighter’s Charity. 

    It is an opportunity for Islanders to talk to our highly trained firefighters and take a tour of two SJFRS fire engines, to find out more about the range of incidents we attend, how our emergency services work together to save lives and reduce harm and how we can all play a part in reducing the risks of fires and other emergencies.

    The Fire Fighter’s Charity supports colleagues in the Fire and Rescue services across the UK, including here in the Channel Islands. It was originally set up during World War Two to support the bereaved families of firefighters who died during the Blitz. 

    Now, the charity offers care, support and guidance to firefighters, serving or retired, fire and rescue service staff and their families. 

    Following the incident on 15 May, the Fire Fighter’s charity said: “This tragedy is a powerful reminder of the courage and sacrifice shown by firefighters every day. We stand in solidarity with our fire family at this incredibly difficult time.”​

    Islanders are invited to join firefighters for a celebration of the 75th anniversary of the States of Jersey Fire and Rescue Service. 

    Fire HQ in Rouge Bouillon, St Helier, will be open to visitors on Saturday 31 May 2025, to mark the day that the States of Jersey took over responsibility for the Island’s protection in 1950. It replaced the St Helier Fire Brigade, which had been in service since 1902. 

    There will be demonstrations throughout the Open Day, where firefighters will showcase their skills, and the equipment used in their day-to-day role. These include rope rescues, RTC extractions and ladder rescues and firefighting demonstrations. 

    In addition to the fire appliances, a dam of water will be built around the Service’s inshore rescue boat, and the aerial ladder platform will be on display. 

    We will be fundraising for the SJFRS Benevolent Fund and the Fire Fighter’s Charity. 

    A museum exhibit will also be set up inside the station, for Islanders to learn about the Service’s rich history and some of the major incidents faced over the decades, and firefighters will share their top fire safety tips, to educate Islanders and encourage them to stay safe. 

    We will also be joined by the States of Jersey Police, who are our partners at many incidents. 

    The open day will take place from 10am until 3pm.

    Islanders are reminded that they have until Saturday 31 May if they intend to file a paper tax return. 

    So far, 33,400 of the Island’s approximately 67,000 taxpayers have submitted their tax return, with 18,253 paper returns received. 

    Those who do not complete a paper tax return by Saturday 31 May have until Thursday 31 July to submit an online tax return. Taxpayers who file on paper, or online, after the respective deadline dates, will be liable to fines which increase gradually until a return is filed. 

    Last year 51% of Islanders chose to file online and those who want to file online for the first time this year will need to activate a onegov account, and set up a digital ID before they can complete their tax return online. 

    There is a range of support available for the whole process, including:

    • Telephone support for the tax return from Revenue Jersey on (01534) 440300

    Richard Summersgill, Comptroller of Revenue, said: “We are hoping that Islanders will complete their returns – either on paper or online – in good time this year. 

    “It is always best to file a tax return early as this increases the likelihood of monthly tax deductions from employees’ salaries not changing significantly in future months.

    “Currently, 88% of customers’ 2024 returns are being assessed within 30 days. 

    “After the paper filing deadline, taxpayers who have a passport will still have the option to avoid a fine by activating a onegov account and filing online by 31 July.”

    Islanders are reminded that Revenue Jersey moved from Philip Le Feuvre House in La Motte Street in December. It is now situated in the Government of Jersey Union Street building. With the deadline falling on Saturday 31 May, the building will be closed but there is an exterior mailbox where customers can drop documents.

    Small and medium businesses, sole traders and third sector organisations in Aberdeen are being encouraged to apply for grants that can help in reductions towards energy bills and lower their carbon footprint.  

    The Aberdeen Energy Efficiency Programme, ran in partnership with SCARF, offers non-repayable grants of up to £10,000 to eligible businesses. These grants will cover up to 50% of the total project cost, providing businesses with the financial support needed to undertake energy-saving upgrades. 

    Aberdeen City Council Co-Leader Councillor Christian Allard said: “This is a great opportunity for local businesses to reduce their energy costs while contributing towards our net zero goals. 

    “I encourage all eligible businesses to apply and discover what support they could receive.”

    NEWS RELEASE SUMMARY – November 16, 2023

    SAN DIEGO – An indictment partially unsealed today charges 14 defendants with fraud and money laundering offenses for a scheme centered around fraudulent unemployment applications submitted to the California Employment Development Department during the pandemic. The indictment alleges the fraud netted the defendants almost $5.2 million in funds from the state of California.

    According to the indictment, David Constantin and Constantin Bobi Sandu, who was arrested and charged separately in March 2023, helped hundreds of applicants apply for EDD benefits using fraudulent documents. Constantin and Sandu recruited potential applicants through Facebook and met applicants at parks throughout Southern California to complete the application process. Applicants paid Constantin or Sandu a partial fee up front for assisting with fraudulent applications and another fee after applicants received EDD payments.

    The indictment alleges that from July 2020 to August 2022, Constantin transmitted more than $128,000 in fraud proceeds to associates in Romania. Another defendant who fraudulently obtained EDD benefits with Constantin’s help, Eduard Buse, transmitted almost $129,000 to Romania in the same period. Buse also purchased a 2020 BMW X6 with over $105,000 in cash fraud proceeds in December 2022 and shipped the vehicle to Romania. Several other defendants also transmitted fraud proceeds to accounts in Romania.

    David Constantin was arrested in Romania at the request of the United States on November 13th by Romanian authorities who also served search warrants and seized, among other things, the BMW with California license plates. The Department of Justice will seek Constantin’s extradition to the United States. Buse and defendants Leonard Miclescu, Constantin Iosif Constantin and Florentina Sima were arrested in California and Texas. Nine other defendants remain at large.

    This case is being prosecuted by Assistant U.S. Attorneys Jessica Adeline Schulberg and Valerie Chu with assistance from the Department of Justice’s Office of International Affairs, FBI’s Legal Attaché in Bucharest, and Romanian authorities including the Directorate for Combating Organized Crime (DCCO) Service for Countering of Organized Criminal Groups, Brigade for Combating Organized Crime (BCCO) – Pitești, County Service for Countering Organized Crime – Teleorman, Romanian Gendarmerie Battalion, Romanian Ministry of Justice, and Romanian Criminal Investigative Directorate – Fugitive Unit.

    International Day of Solidarity with Political Prisoners in Belarus: Joint Statement to the OSCE, May 2025

    UK and 37 other countries call for immediate and unconditional release of political prisoners in Belarus.

    I am delivering this statement on behalf of the following participating States, who are members of the Informal Group of Friends of Democratic Belarus: Belgium, Bulgaria, Canada, Croatia, Czechia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Latvia, Lithuania, Luxemburg, Montenegro, the Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden, Ukraine, the United Kingdom, and my own country Poland. 

    The following participating States are also joining this statement: Albania, Austria, Bosnia and Herzegovina, Liechtenstein, Malta, Moldova, North Macedonia, San Marino and Switzerland.  

    Since the death of political prisoner and activist Vitold Ashurak in prison on 21 May 2021, we mark the International Day of Solidarity with Political Prisoners in Belarus annually.  

    Since May 2021, at least seven more political prisoners have died in the regime’s captivity: Mikalai Klimovich, Ales Pushkin, Vadzim Khrasko, Ihar Lednik, Aliaksandr Kulinich, Dmitry Schletgauer and Valiantsin Shtermer. They were unjustly persecuted for their political opinions, and failed to receive adequate medical attention and care. 

    In June last year, a group of 38 participating states invoked the Vienna Human Dimension mechanism and questioned many individual cases related to prisoners’ dignity, access to medication and medical care, to legal counsel of their own choosing, to effective remedies and a fair legal trial, as well as contacts with their families. The Belarus authorities did not bring any meaningful response to these questions nor has Belarus made progress on the recommendations of either the 2020 or 2023 Moscow Mechanism reports. 

    Some of those prisoners have since then been released, after completion of their sentences or through pardons, however the arbitrary detention of citizens for exercising their human rights persists. As of May 15, 2025, VIASNA estimates that there were 1189 political prisoners in Belarus. Many of them have serious health issues, disabilities, are over the age of 60, and are suffering from mental disorders. Many of them are subjected to torture and ill-treatment, including deprivation of necessary medical assistance. The UN Committee against Torture reported that torture in these prisons is systemic, habitual, widespread and deliberate with a pattern of impunity for perpetrators. 

    This is the day to remember them all. A day to reiterate our call for the Belarusian authorities:  

    • to stop repressing individuals for exercising their rights to freedom of expression, to freedom of association and to peaceful assembly;  

    • to release all political prisoners immediately and unconditionally, and to ensure their rehabilitation.  

    This is also the day to express our solidarity with relatives and friends of political prisoners, who are subject to political and administrative repression in Belarus and in exile, as part of a wider brutal crackdown on opposition figures, human rights defenders, civil society representatives, journalists and other media actors, and other citizens who dare voice any opposition or dissent.  

    In the face of this disregard of OSCE principles and commitments by the Belarusian authorities, we will continue to support the Belarusian people’s aspiration for a free, democratic and independent Belarus.

    Thousands of Scottish shipbuilders are delivering innovative warships that will protect Britain’s vital interests for decades to come, as HMS Glasgow was officially named in a ceremony at BAE Systems’ Glasgow shipyards (Thurs 22 May).

    HMS Glasgow is the first of eight Type 26 frigates, representing a £7.9 billion investment in British shipbuilding, directly supporting 1,700 skilled jobs in Glasgow and a further 2,300 roles across the UK maritime supply chain until 2035.

    Minister for Defence Procurement and Industry Maria Eagle said:

    The Type 26 programme demonstrates how Scotland’s world-class shipbuilding expertise contributes to both our national security and economic prosperity, delivering on the government’s Plan for Change. With thousands of high-skilled jobs supported in Glasgow and beyond, this programme showcases Scotland’s vital role in UK defence manufacturing.

    HMS Glasgow will provide critical protection for the UK’s continuous at-sea deterrent and Carrier Strike Group with unparalleled anti-submarine warfare capabilities, ensuring maritime security well into the 2060s.

    The Type 26 programme has transformed into a 29-ship global endeavour after Australia and Canada selected the design for their future frigates, creating significant export opportunities for the UK supply chain.

    All eight Type 26 frigates will be based at HMNB Devonport in Plymouth following completion, with HMS Glasgow expected to be operational by 2028.

    Children from Year 4 to 6 gathered for an inspiring, free event that not only celebrated literature, but also promoted creativity and storytelling throughout the city.

    David Walliams captivated young fans with readings from his bestselling books, and by sharing how he transformed his passion for writing into a world-renowned literary journey.

    When asked about the experience, David Walliams said:

    “It’s a thrill to perform to so many people. As always I hope to inspire the children to read more. Not just my books! And to share all my top tips for writing their own stories. Perhaps one of those children will be an author one day.”

    Councillor Steve Pitt, Leader of Portsmouth City Council said: “This was a great opportunity to bring local schools together to celebrate literature in the city.     The Perth and Kinross Alcohol and Drug Partnership (ADP) continues to support the recovery and engagement of people with lived experience of alcohol, drugs and mental health issues, and the programme for RecoverySummer 2025 aims to celebrate all aspects of recovery in the local area. 

    On Friday 30 May, an all-day art and video showcase on the theme of recovery will be running at the Unity Cafe, at 240 High Street in Perth. All are welcome and entry to the showcase is free of charge. 

    The following day, Saturday 31 May, a Recovery Gala Day will be held at the Birnam Day Centre on Muirhall Road, Perth from 11am to 3pm, with fun activities including music, face painting, ‘skool sports’ and barbecue food, alongside information from local support groups and organisations. 

    During June, there will also be events for professionals who work with people dealing with addictions and mental health challenges: visual artist Mel Manchot will present her docudrama ‘Stephen’ at Perth Prison on Friday 6 June, which focusses on the titular character who seeks recovery from gambling and alcohol addictions. Members of a recovery group from Liverpool play the key roles in the film.  The following week, on Thursday 12 June, the Scottish Recovery Consortium, the national charity that supports, represents and connects recovery in all its forms will also be holding its first ever annual conference at Perth Concert Hall.  

    Chair of the Integration Joint Board, Councillor Colin Stewart commented: “Recovery from addiction and mental health issues is an increasingly important element of the support provided by the Council and its partners through the Perth and Kinross Alcohol and Drug Partnership. I am sure the events coming up over the next few weeks will be valuable for both professionals working in the sector and for our local residents.” 

    Housing and Social Wellbeing Convener, Councillor Tommy McEwan said: “It is vital that we celebrate how local people and communities strive to improve their lives and recover from the impact of alcohol, drugs and other addictions, and mental health difficulties.     This statement provides an update on the AAIB investigation into the collision between gliders Discus B, G-DJMD and Standard Cirrus, G-DCTB, while landing at Hinton-in-the-Hedges Airfield, Northamptonshire, on 25 May 2024. 

    The gliders were competing in an inter-club event that involved navigating a fixed course task with designated turning points.  On returning to land, the gliders collided immediately to the west of the thresholds of Runways 06 and 09.  

    The investigation into this event is complete and a final report will be issued in due course.

    The Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi Barr, has welcomed the launch of the prestigious All-Ireland Pipe Band Championships which will take place in Ebrington Square on 5th July.

    The event was officially launched this week by the First Minister Michelle O’Neill and deputy First Minister Emma Little-Pengelly, when The Executive Office unveiled plans for the Championships during a visit to Ebrington Square.

    The event is part-funded by Derry City and Strabane District Council’s Community Festival Fund and the Ulster-Scots Agency, with support from The Executive Office.  There will be an additional six events in the week leading up to the Championships to promote music, dance, culture and heritage across the district.

    Last hosted during the successful 2013 UK City of Culture celebrations, the event is expected to draw thousands of visitors to the city, providing a major boost for local businesses and tourism.

    Welcoming the announcement, Mayor Barr said: “It is with immense pride that we welcome the All-Ireland Pipe Band Championships to our historic city on July 5th, 2025. Hosting this prestigious event at Ebrington Square represents a wonderful opportunity to showcase our rich cultural heritage and our city’s growing reputation as a premier events destination.

    “The championships will not only bring the stirring sounds of world-class pipe bands to our city but will also deliver significant economic benefits to our local businesses and hospitality sector.     City of York Council is celebrating the success of its UK Shared Prosperity Fund (UKSPF) investment programme, which has delivered significant benefits to businesses, communities, and residents.

    The funding has added £6.30 to York’s economy for every £1 invested – a total of £39 million. 

    City of York Council invested £5,507,510 from the Government through the UK Shared Prosperity Fund, in addition to £384,817 from the Rural England Prosperity Fund. The funds aimed to boost productivity and living standards, increase pride in place and build strong communities.

    The funding has been invested through a wide-ranging programme of grant and support schemes, aimed at supporting businesses and local communities.

    York and North Yorkshire Combined Authority will receive £8,782,899 (£2,914,393 capital and £5,868,506 revenue) of investment to be committed in the 2025 to 2026 financial year, and the Combined Authority is currently working to allocate the funding to projects spread across the region.

    The European Anti-Fraud Office (OLAF) organised the inaugural meeting of the Waste Shipment Enforcement Group (WSEG) on 22-23 May in Warsaw, Poland. The event brought together over 50 stakeholders from across the EU and beyond – including environmental, customs and police authorities, carriers and judicial authorities – in a joint effort to thwart the growing threat of illicit trade of waste. 

    The discussion in Warsaw, held with the support of the Chief Inspectorate of Environmental Protection of Poland, focused on the latest trends, international flows of illicit trade, strengthening inspections and enforcement measures as well as the use of IT tools to collect information and alert partners. Participants shared practical experience from inspections, outlined common challenges and analysed the modus operandi detected in the illicit trade of waste. 

    Illegal shipments of waste pose a serious risk to the public health, legitimate businesses and global security. Hazardous or improperly managed waste can contaminate the soil, water and air and its unchecked movement across borders undermines EU’s transition toward greener, more sustainable economy. Furthermore, waste trafficking distorts fair competition and burdens compliant businesses.  

    Ernesto Bianchi, OLAF’s Director for Revenue and international Operations – Investigations and Strategy, welcomed the group’s launch by saying: “The Waste Shipment Enforcement Group is a practical platform for action, dialogue and cooperation.     The Waste Shipment Enforcement Group was set up by the recently adopted Regulation on waste shipments with a mandate to improve enforcement and operational cooperation within the EU and with third countries.     OLAF exchanges real-time information on suspicious waste shipments with customs and environmental authorities of EU countries of origin and non-EU countries of destination. OLAF monitors both the original shipments and the returns of refused containers to make sure they are not diverted on their way back to the EU source country.

    The thirteenth Tata Steel / Port Talbot Transition Board met on 22nd May 2025.

    The Secretary of State for Wales, Rt Hon Jo Stevens MP, in her role as Chair of the Transition Board sought endorsement from the Board for three regeneration projects, which will be supported with over £21.2million of Transition Board funding. These projects include:

    • Advanced Manufacturing Production Facility/National Net Zero Centre of Excellence
    • Redevelopment of business premises at Metal Box and Sandfields Business Centre

    Today’s release of money is the sixth announcement from the UK Government’s £80m Tata Steel / Port Talbot Transition Board fund and should support over 270 jobs and add a total of over £119m Gross Value Added to the local economy over the next decade. This latest major investment means more than £70 million has been announced by the Transition Board in the last nine months.  

    Investment from the Transition Board compliments UK Government’s action to secure new trade deals with the US and India, including seeking agreement to eradicate tariffs on core steel products imported into the US. This will protect tens of millions of pounds worth of steel exports from Wales every year.

    The Board also received updates on:

    • Tata Steel UK’s decarbonisation programme;
    • The Department of Business and Trade’s plans for a steel strategy;
    • Mental health and well-being interventions;
    • The Transition Board funds that have already been announced, including applications received for the Supply Chain fund, and support being provided from the Employment and Skills fund.
