    Paris, 19 May 2025

    BNP Paribas announces today the launch of the share buyback programme planned for 2025 for a maximum amount of EUR 1.084 billion.

    BNP Paribas has received the approval from the European Central Bank and a contract was concluded with an investment services provider acting independently, entrusted with an irrevocable instruction to purchase the shares.

    The purchase period will start on May 19th, 2025 and will end no later than June 20th, 2025. The shares purchased under the programme will be cancelled.

    BNP Paribas will provide weekly updates on the progress of the programme via a press release on BNP Paribas’ website, and via full and effective dissemination in accordance with the applicable regulatory provisions:

    The share buyback programme will be carried out in accordance with the provisions set out in the EU Regulation n°596/2014 of the European Parliament and of the Council of April 16th, 2014 on market abuse, as modified, and its implementing provisions, and within the limits of the authorisation granted to BNP Paribas to purchase shares on the market pursuant to the 5th resolution adopted by the General Meeting of BNP Paribas on May 13th, 2025.

    APPENDIX: DESCRIPTION OF THE SHARE BUYBACK PROGRAMME

    The present description complies with the provisions of article 241-2, I of the General Regulation of the French Financial Markets Authority (Autorité des Marchés Financiers).

    Objectives pursued by BNP PARIBAS

    In accordance with the fifth resolution approved by the combined General Meeting on May 13th, 2025, the shares may be purchased for the purposes of:

    • their cancellation in situations identified by the Extraordinary General Meeting;
    • honoring the obligations linked to the issuance of equity instruments, stock option plans, bonus share awards, the allotment or selling of shares to employees as part of a profit-sharing scheme, employee shareholding or Corporate Savings Plans, or any other type of share grant for employees and directors and corporate officers of BNP Paribas and of the companies controlled exclusively by BNP Paribas within the meaning of article L.223-16 of the French Commercial Code;
    • holding and subsequently remitting them in exchange or as payment for external growth transactions, mergers, spin-offs or asset contributions;
    • under a market-making agreement in accordance with Decision No. 2021-01 of 22 June 2021 of the French Financial Markets Authority (Autorité des Marchés Financiers);
    • carrying out investment services for which BNP Paribas has been approved or to hedge them.

    Maximum amount allocated to the share buyback programme, maximum number of shares to be purchased

    The General Meeting has authorised the Board of Directors to purchase a number of shares representing up to 10% of the shares comprising the share capital of BNP Paribas. For illustrative purposes, on the basis of the actual capital, 113,081,067 shares which represents, on the basis of a maximum repurchase price of EUR 102 per share, set by the fifth resolution approved by the General Meeting dated May 13th, 2025, a theoretical maximum purchase amount of EUR 11,534,268,834. Such limit is likely to change in case of transactions affecting the share capital.

    The shares which may be purchased under the present description are BNP Paribas’ shares listed on Euronext Paris – A compartment, ISIN Code FR0000131104.

    Considering that BNP Paribas owned as of May 9th, 2025 directly 721,971 of its own shares, i.e. 0.06% of its share capital, the number of shares that is likely to be purchased at the date of this description is 112,359,096 shares representing 9.94% of the share capital, i.e., on the basis of a maximum purchase price of EUR 102 per share as set by the General Meeting, a theoretical maximum purchase amount of EUR 11,460,627,792.

    Duration of the share buyback programme

    The authorisation granted by the General Meeting dated May 13th, 2025, as described in the fifth resolution, is valid for an eighteen-month period with effect from the date of the said General Meeting, i.e. up to November 13th, 2026.

    The Board of directors will ensure that these share purchases are carried out in accordance with the prudential requirements as defined by the regulation and the European Central Bank.

    External Affairs Minister Dr. S. Jaishankar will embark on an official six-day visit to the Netherlands, Denmark, and Germany from May 19 to 24, the Ministry of External Affairs (MEA) announced on Sunday.

    The visit is part of India’s continued diplomatic outreach to strengthen strategic partnerships and enhance cooperation with key European nations. The agenda will focus on a wide range of issues, including trade, investment, regional and global developments, and coordination on multilateral platforms.

    According to a statement issued by the MEA, Dr. Jaishankar will engage in high-level meetings with the leadership of all three countries. He will also hold talks with his counterparts to review the full spectrum of bilateral relations and discuss matters of mutual interest at both regional and global levels.

    The discussions are expected to address current geopolitical developments, global economic challenges, and shared priorities in international forums. The visit aims to further bolster India’s ties with Europe amid a rapidly evolving global landscape.

  • No mercy for Sinner as Alcaraz storms to Italian Open title

    Carlos Alcaraz had little trouble dismantling Jannik Sinner in the Italian Open final, sealing a 7-6(5) 6-1 victory to snap the world number one’s 26-match winning streak and break the hearts of the home crowd on Sunday.

    Alcaraz edged a tense opening set in a tiebreak after he and Sinner traded blows from the baseline on a warm evening in front of a packed Centre Court crowd.

    However, from the second set onwards, Alcaraz silenced the home crowd as he completely outplayed Sinner, cruising to victory in their first-ever clash in a Masters 1000 final.

    “I’m proud of myself, with the way I approached the match mentally. Tactically, I think I played pretty well from the first point until the last one,” Alcaraz said in an on-court interview.

    “I’m just really happy to get my first Rome (title), hopefully it’s not going to be the last one.”

    For Sinner, it was particularly disappointing that he could not make it a double celebration for Italy after compatriot Jasmine Paolini won the women’s title a day earlier.

    Sinner was playing his first tournament since winning the Australian Open in January and was hoping to become the first Italian man to triumph in Rome since Adriano Panatta in 1976, but he had to settle for second best.

    Sinner, who was making his comeback this week after serving a three-month doping ban, thanked his family for their support.

    “After three months coming here making this result means a lot to me, a lot to my team also. We worked a lot to be here. Happy also with my family and everything,” he said.

    “A special thank you to my brother, who, rather than being here, is in Imola to watch Formula 1,” he concluded to the laughter of the crowd.

    The Spaniard Alcaraz has now beaten Sinner in their last four meetings, firing a warning shot to his rivals ahead of the upcoming French Open where he is set to defend his title.

    “Beating Jannik, winning Rome. Both things mix together and give (me) great confidence going to Paris,” Alcaraz said.

    The penultimate round of matches in La Liga resolved who ends the campaign in fourth place, who takes the final two European places and who joins Las Palmas and Valladolid in relegation to the second division to be decided on the last day of the season.

    Athletic Bilbao ensured fourth place and qualification for next season’s Spanish Super Cup in Saudi Arabia with a 1-0 win away to Valencia.

    Alex Berenguer’s stunning curling shot 19 minutes from time gave Athletic a deserved win while also ending Valencia’s slim changes of qualifying for Europe.

    Athletic confirmed fourth place on head-to-head goal difference over Villarreal, even though Villarreal gatecrashed FC Barcelona’s La Liga celebrations with a 3-2 win in Montjuic.

    Ayoze Perez put Villarreal ahead in the fourth minute, and although Lamine Yamal and Fermin Lopez turned the score around before halftime, Santi Comesana equalized five minutes after the break, with Tajon Buchanan netting the winner for the visitors 10 minutes from time.

    Atletico Madrid sealed third place with a 4-1 at home to a Real Betis side focused on the UEFA Conference League final, with two goals from Julian Alvarez, one from Robin le Normand and a late goal from Angel Correa in what is probably his last home game for the club.

    Sevilla and Real Madrid had only pride to play for, with a much-changed Real Madrid travelling to the south of Spain with one eye on the FIFA Club World Cup in June.

    Madrid’s task was made easier after 12 minutes when Sevilla defender Loric Bade was sent off for pulling back Kylian Mbappe when he was the last defender.

    Isaac Romero was then sent off for a bad challenge on Aurelien Tchouameni to leave Sevilla with nine men in the 48th minute, but it wasn’t until the 75th minute that Mbappe finally broke the deadlock, with Jude Bellingham adding a second three minutes from time.

    Celta Vigo is still in pole position for the last Europa League spot despite a 2-1 defeat at home to Rayo Vallecano, with Izi Palazon and Jorge de Frutos overturning Marcos Alonso’s early penalty for the home side.

    Rayo is a point behind Celta going into the last game of the season, as is Osasuna, who won 2-0 at home to Espanyol thanks to Ante Budimir’s 21st goal of the season and a late finish from Raul Garcia.

    Espanyol’s defeat means the side from Barcelona will duel it out with Leganes in the last game of the season to avoid relegation after Leganes won 1-0 away to Las Palmas thanks to Dani Raba’s early header.

    A win at home to Las Palmas will keep Espanyol up, while Leganes has to win at home to bottom of the table Valladolid and hope Espanyol doesn’t win.

    Alaves and Getafe are both safe from the drop after Kike Garcia’s 13th goal of the season gave Alaves a 1-0 win in Valladolid, while second half goals from Mauro Arambarri and Christiantus Uche ended Getafe’s six-match losing streak with a 2-1 win in Mallorca.

    Finally, Imanol Alguacil’s last home game as Real Sociedad coach after six years in charge ended with a 3-2 win at home to Girona.

    Universiade is a competition for students studying Italian at universities, which is organized annually by the National Association of Teachers of Foreign Languages ANILS (Italy).

    The Universiade assignments are divided into six QCER/CEFR (Common European Framework of Reference for Languages) levels, from A1 to C2, and include listening, reading, writing, speaking and grammar.

    — The Italian language at Novosibirsk State University has always been taught at a very high level, our graduates work as teachers and translators from Italian and even teach at Italian universities. And we are very happy that there is an international project in which our students can test themselves by solving problems simultaneously with Italian students from all over the world, — notes the director of the Italian Center of NSU, senior lecturer of the Department of Romano-Germanic Philology Humanitarian Institute Olga Kuznetsova.

    This year, first-year students from the Philology and Linguistics departments who started studying Italian only in September also took part in the Universiade. They took the risk of trying their hand at level A2 and showed decent results: at level A2, Philology student Maya Bordukova scored 88 points out of 100 possible, and Maria Zhuravleva (Linguistics) scored 79 points out of 100, showing the highest results in their groups.

    — I was interested in testing my strength, learning something new and understanding what I could strive for. It’s one thing when you’re in a calm class, and another thing when you’re in a stressful situation. I wanted to know if I could demonstrate my knowledge at the same level. The Universiade lasted about an hour and a half, and we learned the results that same day from our teacher. I didn’t expect to get good results, because the level of the Universiade was a little higher than what we had. So when I saw my scores, I was surprised at first, but then I felt a surge of joy and motivation. It’s very nice to know that your efforts are paying off, — said Maya Bordukova.

    Second-year philology students Daria Pod’yanova and Yuri Nikolaev scored 86 points out of 100 at level B1.

    Iranian President Masoud Pezeshkian said Sunday that the United States has begun an “endless war” across the world to plunder other countries’ resources and even human workforce, the official news agency IRNA reported.

    The West seeks to provoke conflicts in the Middle East to own the regional countries’ resources at any price it wants, Pezeshkian said at the opening ceremony of the Tehran Dialogue Forum, a two-day event that has drawn 200 foreign delegations, including senior government officials and representatives of international organizations, to discuss regional and global challenges.

    Pezeshkian added that Iran has nothing to hide and will under no circumstances stop its “peaceful nuclear program.”

    Iranian Foreign Minister Seyed Abbas Araghchi, talking about the Iran-U.S. indirect talks at the ceremony, said Iran wants “a fair and balanced agreement that would be formed within the framework of the NPT (Non-Proliferation Treaty) and based on full respect for Iran’s nuclear rights and guarantee the removal of sanctions in an objective manner.”

    “Iran is committed to diplomacy and expects the cruel and unilateral sanctions, which have directly targeted our people, to be truly and tangibly lifted,” he said.

    He added that Iran is ready to open a new chapter in its ties with Europe if the latter has a real determination and adopts an independent approach towards Iran.

    The Iranian and U.S. delegations have held four rounds of indirect talks on Tehran’s nuclear program and the lifting of U.S. sanctions in the Omani capital Muscat and Italy’s Rome.

    Meanwhile, Iran and three European countries — France, Germany and Britain, collectively known as the E3 — held a high-level meeting in Türkiye’s Istanbul on Friday on the latest developments in the Iran-U.S. indirect talks, the sixth round of such talks between Iran and the E3 since September 2024, which have covered Tehran’s nuclear program and the removal of sanctions, among other issues.

    Nicusor Dan, the mayor of Bucharest and an independent candidate, has won Romania’s presidential runoff election, defeating his rival George Simion, according to near-complete official results published Sunday night by the country’s Permanent Electoral Authority (AEP).

    Dan secured 54.17 percent of the vote, while Simion, leader of the Alliance for the Union of Romanians (AUR), received 45.83 percent, with nearly all ballots counted.

    The vote marks the conclusion of a rerun presidential election, held after the annulment of the 2024 results due to allegations of campaign irregularities and foreign interference.

    Dan, 55, ran on a pro-EU platform, promising to strengthen rule-of-law reforms, maintain military and diplomatic support for Ukraine, and deepen Romania’s ties with the West.

    Simion, 38, had led the first round of the election held on May 4 with 40.96 percent, ahead of Dan’s 20.99 percent. His campaign emphasized a “Romania First” message, proposing reduced taxes, fewer EU constraints, and a rollback of military aid to Ukraine.

    According to real-time data from AEP, as of 9 p.m. on Sunday, 11.64 million voters, or 64.72 percent of those on the electoral roll, including more than 1.6 million from the diaspora, had voted in the second round of the presidential election. The turnout was significantly higher than in the first round, when 9.57 million people voted, or 53.21 percent.

    “Elections are not about politicians. Elections are about communities. And the winner of today’s ballot is a community of Romanians that want a profound change in Romania. A community that wants state institutions to work properly, the cut of corruption, a prosperous economic environment for Romanians, a society of dialogue and not governed by hate,” Dan said in a message delivered after the release of the exit polls.

    Under Romania’s constitution, the president plays a key role in foreign policy, defense, and the appointment of the prime minister. Dan is expected to begin consultations next week on forming a new government.

    Polling stations opened at 7 a.m. local time (0400 GMT) and closed at 9 p.m. (1800 GMT).

    China claimed titles in the women’s singles and mixed doubles at the 2025 Thailand Open on Sunday, while Malaysian shuttlers swept both the men’s and women’s doubles events.

    In the women’s singles final, Chen Yufei of China won the gold medal with a convincing straight-set victory over Thailand’s Pornpawee Chochuwong, 21-16, 21-12, in just 48 minutes.

    Chen said after the match that although the week wasn’t particularly challenging overall, each round presented unique difficulties — including the final, where she still made some unforced errors. She noted that her physical condition has improved since returning to the court, but she is still working to regain the speed and aggression she had previously.

    “My priority now is to improve my ranking to make sure that I have a good draw at each tournament, but I will also balance that with my physical condition to avoid injury,” said Chen, who ranks No. 8 in the latest world rankings.

    In the mixed doubles final, Feng Yanzhe and Huang Dongping defeated teammates Gao Jiaxuan and Wu Mengying 24-22, 21-16. The first set was tightly contested, but the experienced pair of Feng and Huang prevailed under pressure and went on to close out the match in the second set. After the match, Huang praised their younger teammates for their strong performance.

    “They created immense difficulties for us during the match. They tried their best to challenge us, like how we used to do against top players when we were young,” said Huang.

    Malaysia delivered a strong showing in the doubles events. In the women’s doubles final, Pearly Tan and Thinaah Muralitharan overcame South Korea’s Jeong Na-eun and Lee Yeon-woo 21-16, 21-17. In the men’s doubles final, Aaron Chia and Soh Wooi Yik edged Denmark’s William Kryger Boe and Christian Faust Kjaer in a hard-fought match, 20-22, 21-17, 21-12.

    In the men’s singles final, Thailand’s Kunlavut Vitidsarn thrilled the home crowd with a three-set victory over Denmark’s Anders Antonsen.

  • MIL-OSI China: Muller likely to head for new shores outside Munich

    Bayern icon Thomas Muller expressed his desire to seek new challenges after what appeared to be his final league match in a Bayern shirt, a 4-0 win over Hoffenheim.

    It took several minutes for the 35-year-old to leave the pitch and fulfill his media duties. For a long time, he soaked in the chants of Bavarian supporters and couldn’t seem to stop conducting the wave that swept through the stands.

    After multiple rounds of blowing kisses, waving, and bowing, Muller offered a more telling statement that left fans speculating.

    “I don’t feel stressed, but I feel the desire to play football,” the 13-time German champion revealed.

    “I have to find out what is important to me and see that the entire package fits,” he said.

    Rumors point to a possible move to Major League Soccer in the United States, while a transfer to another German club appears unlikely. A contract in another top European league also seems improbable.

    After more than 700 games and nearly 17 years in a Bayern jersey, the 2014 FIFA World Cup winner’s farewell continued with a public celebration on the balcony above Munich’s famous Marienplatz.

    In addition to presenting the German title trophy, the gathering turned into a Muller tribute. Team leaders like Joshua Kimmich and Manuel Neuer, along with coach Vincent Kompany, stepped into the background.

    For now, the Bavarian icon is preparing for the 2025 FIFA Club World Cup. “I might gain more information about the US football,” he said.

    Media reports have linked him with Los Angeles FC, with several other MLS clubs also expressing interest. Italian side Fiorentina is also rumored as a possible destination.

    Muller noted that, at nearly 36, he must evaluate each decision carefully.

    “All seem to love me, to some extent, I know why, but it remains an overwhelmingly great feeling,” Muller said.

    Teammates and club officials repeatedly emphasized how much he will be missed, both on and off the field.

    “He’s a legend,” said German national team coach Julian Nagelsmann, while 2014 World Cup-winning coach Joachim Low recalled Muller’s profound impact on the national squad.

    “He was one of Germany’s greatest footballers,” Low said, adding, “The temperature seemed to change as soon as he entered the locker room.”

    Even in the twilight of his career, Muller retains his trademark charisma. Known as a “space detector” for his unorthodox playing style and as a vocal, upbeat presence (“Radio Muller”), the next chapter of his career appears to be unfolding.

  • MIL-OSI China: Real Madrid confirm Huijsen signing from Bournemouth

    Real Madrid signed Spain international defender Dean Huijsen from Bournemouth Saturday after activating his 50 million pounds (about $66.4 million) release clause.

    The club confirmed the signing of the 20-year-old on a five-year deal via its official website Saturday afternoon.

    “Real Madrid C. F. and AFC Bournemouth have reached an agreement for the transfer of Dean Huijsen, who will be linked to our club for the next five seasons, from 1 June 2025 to 30 June 2030,” the communique reads.

    The signing allows Huijsen to represent Real Madrid in the FIFA Club World Cup, which kicks off in the United States in mid-June. Madrid is set to debut against Saudi Arabian side Al Hilal on June 18.

    Several clubs had shown interest in Huijsen after his impressive debut season in the Premier League and his appearance for Spain in the UEFA Nations League quarterfinals against the Netherlands in March.

    Huijsen is understood to have favored a return to Spain, where he was raised after being born in the Netherlands. Bournemouth also preferred selling him to a club outside the Premier League to avoid facing him again.

    The transfer marks a significant profit for Bournemouth, which bought Huijsen from Juventus a year ago for 12.6 million pounds. Juventus is entitled to a percentage of the profit from the sale.

    Real Madrid is expected to make further signings ahead of the Club World Cup.     New criteria to give certainty to world-class research organisations, helping to attract greater private investment and grow the UK economy.

    Vital R&D work exploring innovation in areas as diverse as human health and cutting-edge computing will be given much-needed long-term certainty under new criteria unveiled by Science Minister Lord Vallance today (Monday 19 May).

    It will enable and support government departments and other public bodies to fund R&D over a ten-year period – giving certainty to world-class research organisations that their work will continue over the long-term, helping to attract greater private investment, grow the UK economy and deliver on our Plan for Change

    While specific funding will be determined in the coming weeks, it could, for example, see research organisations tackling areas like antimicrobial resistance or developing quantum computers – complex issues which can take years to develop and understand – granted longer timescales to boost their chances of unearthing truly valuable solutions and improving lives.

    It could also mean longer-term funding for infrastructure, such as large-scale research facilities and equipment, giving them certainty that the tools they need to drive progress are secured.

    This will more broadly enable long-term research that tackles the key issues facing the UK, and will crowd investment into the sector from businesses attracted to the certainty of public backing.

    Evidence shows that the average £1 invested in public R&D leverages double that in private investment and generates £7 in net benefits to the UK economy in the long run – providing a major boost to the UK economy. This also delivers on a manifesto commitment and on calls from research organisations, innovators and milestone independent reports such as the Landscape Review of R&D.

    The criteria which will be used by departments and public bodies to identify and prioritise relevant ten-year funding proposals are centred around 4 areas:

    • Infrastructure and core capabilities – where ten-year funding will allow recipients to develop or maintain core national infrastructure or support more impactful use of such infrastructure, which would not be possible under shorter funding cycles.
    • Talent attraction and retention – where the skills development in a particular area is demonstrably vital to the UK growth agenda and longer-term funding would enable development of a pipeline of skilled researchers, scientists or engineers that otherwise would be difficult.
    • International collaboration – where there are demonstrable, additional opportunities for international collaborations with wider strategic benefits.
    • Partnerships and business collaboration – where there is demonstrable need for long term partnerships with industry – including charity and philanthropy – to tackle a significant challenge relevant to economic growth, and where shorter funding cycles would impede effective partnerships.

    Science Minister, Lord Vallance, said:

    Research and innovation, from computing and AI to health breakthroughs need stability of funding. 

    We are delivering on our manifesto commitment to support and encourage public bodies to deliver long-term ten-year funding streams where appropriate, while retaining the flexibility of shorter-term cycles to deal with emerging priorities.

    This change will provide certainty to certain types of research organisations and unlock vital business investment into our world-class research sector to drive the growth at the heart of our Plan for Change.

    The announcement comes ahead of the publication of the UK’s modern Industrial Strategy and will ensure the UK continues to be a world leader in growth-driving sectors delivering increased investment and secure, skilled jobs for working people across the country.

    The Department for Science, Innovation and Technology (DSIT) has worked with the Treasury and other stakeholders to develop the principles of ten-year funding and the process by which public bodies will select specific activities or institutions for long-term funding, to provide transparency for the R&D sector. 

    The guidance recommends that public bodies should set a maximum limit for the proportion of R&D budget that, at any one time, should be allocated to ten-year funding. This will retain the agility to respond to new and emerging priorities in the short and medium term.

    Further details on the initial recipients of ten-year budgets will be set out in the second phase of the Spending Review, and in due course following the allocation of the R&D budget.  

    Departments will operate their own selection process, in line with the guidance. The guidance will allow departments to implement a targeted approach and allocate ten-year budgets to the specific programmes, activities and smaller research organisations that would best be able to unlock the economic and scientific benefits associated with long-term funding.  

    Ten-year budgets will also act as a signal of government’s long-term priorities in key sectors, helping to underpin the government’s upcoming Industrial Strategy. This is part of a wider government approach to reforming R&D funding over the longer-term, including providing stability and certainty to the R&D sector by giving clarity on the government’s R&D priorities.

    What you need to know: The state is investing almost $1.7 billion for improvements to California’s highway system, including $86.5 million for improvements to infrastructure damaged during the Los Angeles firestorms earlier this year.

    SACRAMENTO – Governor Gavin Newsom today announced that the California Transportation Commission (CTC) has allocated nearly $1.7 billion to help improve and strengthen the state highway system. Guided by Governor Gavin Newsom’s Build More, Faster – For All infrastructure agenda, these improvements will make California communities safer and more climate resilient.

    In addition to these proactive, long-range efforts, the CTC allocated $86.5 million to repair vital roadways and other transportation infrastructure damaged during recent wildfires and storms in Southern California.

    “Today’s monumental investment puts Californians’ tax dollars to work making critical safety and resiliency improvements to highways throughout the state that support the travel of millions of residents each day. We’re also directing millions to help repair vital infrastructure damaged by the Los Angeles fires.”

    Projects include:

    • $195.5 million to rehabilitate roadway and drainage systems, add a bike trail and pedestrian bridge, as well as upgrade safety along Interstate 805 in the cities of San Diego, Chula Vista and National City.
    • $129 million to replace the existing Cordelia Commercial Vehicle Enforcement Facility along westbound Interstate 80 near Fairfield.
    • $30 million to replace a retaining wall and rebuild a slope drapery protection system near Big Rock Road in Malibu and reconstruct hillsides above State Route 1 near Mulholland Drive, all of which were impacted by the Palisades Fire and rainstorms.

    “Investments made today support Caltrans’ mission to build and maintain a transportation system that helps Californians now and decades into the future,” said Mike Keever, Acting Director for Caltrans. “This funding translates into safer travel, more accessible mobility options and strengthening our roadways to protect all travelers during extreme weather events.”

    Of the total allocation this month, $655 million came via Senate Bill (SB) 1, the Road Repair and Accountability Act of 2017, and nearly $567 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA).

    IIJA, also known as the federal bipartisan infrastructure bill, is a once-in-a-generation investment in our nation’s infrastructure to improve the sustainability and resiliency of our country’s energy, water, broadband and transportation systems. California has received nearly $62 billion in federal infrastructure funding since its passage, including investments to upgrade the state’s roads, bridges, rail, public transit, airports, ports and waterways. The funding alone has already created more than 170,000 jobs in California.

    Meanwhile, SB 1 invests approximately $5 billion annually toward transportation projects. It provides funding split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of funds, including projects that are partially funded by SB 1.

  • MIL-Evening Report: AI is moving fast. Climate policy provides valuable lessons for how to keep it in check

    Artificial intelligence (AI) might not have been created to enable new forms of sexual violence such as deepfake pornography. But that has been an unfortunate byproduct of the rapidly advancing technology.

    This is just one example of AI’s many unintended uses.

    AI’s intended uses are not without their own problems, including serious copyright concerns. But beyond this, there is much experimentation happening with the rapidly advancing technology. Models and code are shared, repurposed and remixed in public online spaces.

    These collaborative, loosely networked communities — what we call “underspheres” in our recently published paper in New Media & Society — are where users experiment with AI rather than simply consume it. These spaces are where generative AI is pushed into unpredictable and experimental directions. And they show why a new approach to regulating AI and mitigating its risks is urgently needed. Climate policy offers some useful lessons.

    A limited approach

    As AI advances, so do concerns about risk. Policymakers have responded quickly. For example, the European Union AI Act which came into force in 2024 classifies systems by risk: banning “unacceptable” ones, regulating “high-risk” uses, and requiring transparency for lower-risk tools.

    Other governments — including those of the United Kingdom, United States and China — are taking similar directions. However, their regulatory approaches differ in scope, stage of development, and enforcement.

    But these efforts share a limitation: they’re built around intended use, not the messy, creative and often unintended ways AI is actually being used — especially in fringe spaces.

    So, what risks can emerge from creative deviance in AI? And can risk-based frameworks handle technologies that are fluid, remixable and fast-moving?

    Experimentation outside of regulation

    There are several online spaces where members of the undersphere gather. They include GitHub (a web-based platform for collaborative software development), Hugging Face (a platform that offers ready-to-use machine learning models, datasets, and tools for developers to easily build and launch AI apps) and subreddits (individual communities or forums within the larger Reddit platform).

    These environments encourage creative experimentation with generative AI outside regulated frameworks. This experimentation can include instructing models to avoid intended behaviours – or do the opposite. It can also include creating mashups or more powerful variations of generative AI by remixing software code that is made publicly available for anyone to view, use, modify and distribute.

    The potential harms of this experimentation are highlighted by the proliferation of deepfake pornography. So too are the limits of the current approach to regulation rapidly advancing technology such as AI.

    Deepfake technology wasn’t originally developed to create non-consensual pornographic videos and images. But this is ultimately what happened within subreddit communities, beginning in 2017. Deepfake pornography then quickly spread from this undersphere into the mainstream; a recent analysis of more than 95,000 deepfake videos online found 98% of them were deep fake pornography videos.

    It was not until 2019 – years after deepfake pornography first emerged – that attempts to regulate it began to emerge globally. But these attempts were too rigid to capture the new ways deepfake technology was being used by then to cause harm. What’s more, the regulatory efforts were sporadic and inconsistent between states. This impeded efforts to protect people – and democracies – from the impacts of deepfakes globally.

    This is why we need regulation that can march in step with emerging technologies and act quickly when unintended use prevails.

    Embracing uncertainty, complexity and change

    A way to look at AI governance is through the prism of climate change. Climate change is also the result of many interconnected systems interacting in ways we can’t fully control — and its impacts can only be understood with a degree of uncertainty.

    Over the past three decades, climate governance frameworks have evolved to confront this challenge: to manage complex, emerging, and often unpredictable risks. And although this framework has yet to demonstrate its ability to meaningfully reduce greenhouse gas emissions, it has succeeded in sustaining global attention over the years on emerging climate risks and their complex impacts.

    At the same time it has provided a forum where responsibilities and potential solutions can be publicly debated.

    A similar governance framework should also be adopted to manage the spread of AI. This framework should consider the interconnected risks caused by generative AI tools linking with social media platforms. It should also consider cascading risks, as content and code are reused and adapted. And it should consider systemic risks, such as declining public trust or polarised debate.

    Importantly, this framework must also involve diverse voices. Like climate change, generative AI won’t affect just one part of society — it will ripple through many. And the challenge is how to adapt with it.

    Applied to AI, climate change governance approaches could help promote preemptive action in the wake of unforeseen use (such as in the case of deepfake porn) before the issue becomes widespread.

    Avoiding the pitfalls of climate governance

    While climate governance offers a useful model for adaptive, flexible regulation, it also brings important warnings that must be avoided.

    Climate politics has been mired by loopholes, competing interests and sluggish policymaking. From Australia’s shortcomings in implementing its renewable strategy, to policy reversals in Scotland and political gridlock in the United States, climate policy implementation has often been the proverbial wrench in the gears of environmental law.

    But, when it comes to AI governance, this all-too-familiar climate stalemate brings with it important lessons for the realm of AI governance.

    First, we need to find ways to align public oversight with self-regulation and transparency on the part of AI developers and suppliers.

    Second, we need to think about generative AI risks at a global scale. International cooperation and coordination are essential.

    Finally, we need to accept that AI development and experimentation will persist, and craft regulations that respond to this in order to keep our societies safe.

    Tbilisi, May 18 (Xinhua) — China is an important strategic market for Georgian wine, where a marketing campaign is being actively carried out to increase awareness and expand exports of Georgian wines, the Georgian National Wine Agency said on Sunday.

    According to the organization, 1.12 million liters of Georgian wine were exported from Georgia to China in January-April of this year, which is 78 percent more than in the same period last year. “Thus, China has firmly taken its place among the top five largest countries exporting Georgian wine,” the agency noted.

    With the financial and organizational support of the National Wine Agency, in 2025 Georgian wines will be actively represented in such strategic markets as China, the USA, Great Britain, Germany, Poland, the Republic of Korea and Japan.

    TEHRAN, May 18 (Xinhua) — Iranian President Masoud Pezeshkian on Sunday said the United States has launched an “endless war” across the world to plunder resources and labor of other countries, Iran’s official IRNA news agency reported.

    The West seeks to provoke conflicts in the Middle East in order to seize the resources of the countries in the region at any cost, M. Pezeshkian noted at the opening ceremony of the Tehran Dialogue forum. This two-day event brought together 200 foreign delegations, including high-ranking officials and representatives of international organizations, to discuss regional and global challenges.

    M. Pezeshkian stressed that Iran has nothing to hide and will not stop its “peaceful nuclear program” under any circumstances.

    Iranian Foreign Minister Abbas Araghchi, speaking about the Iran-US indirect talks, said at the ceremony that Iran wants “a fair and balanced agreement that will be formed within the framework of the Nuclear Non-Proliferation Treaty, will be based on full respect for Iran’s nuclear rights and will guarantee objective lifting of sanctions.”

    “Iran is committed to diplomacy and expects that the harsh and unilateral sanctions that directly target our people will be lifted in a real and tangible way,” the Iranian Foreign Minister said.

    A. Araghchi added that the Islamic Republic is ready to open a new chapter in relations with Europe if the latter shows real determination and an independent approach to Iran.

    Iranian and American delegations held four rounds of indirect talks on Tehran’s nuclear program and the lifting of American sanctions in Muscat, Oman, and Rome, Italy.

    Meanwhile, Iran and three European countries — France, Germany and the United Kingdom, known as the E3 — held a high-level meeting in Istanbul, Turkey on May 16 to discuss the latest developments in the Iran-U.S. proximity talks.   • MIL-OSI Security: UPDATE: Warrant of further detention obtained for man arrested over suspected arsons

    A second man has been arrested in connection with a series of arson attacks in north London.

    The 26-year-old was arrested around 13:45hrs on Saturday, 17 May at London Luton Airport on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest was made by counter terrorism officers from the Eastern Region Special Operations Unit. The man was taken into police custody in London.

    On Sunday, 18 May, a warrant of further detention was obtained at Westminster Magistrates’ Court, meaning the man can be detained for an additional 36 hours.

    The arrest relates to three incidents – a vehicle fire in NW5 on 8 May, a fire at the entrance of a property in N7 on 11 May and a fire at a residential address in NW5 in the early hours of 12 May.

    All have previous connections with a high-profile public figure, and therefore officers from the Met’s Counter Terrorism Command have led the investigation into the fires.

    Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May.

    A murder investigation is under way following the fatal stabbing of a man in Kingsbury, North West London.

    Police were called to reports of an altercation in Kingsbury Road, NW9 at 03:31hrs on Sunday, 18 May. A 26-year-old man was later confirmed to have been taken to hospital with a stab wound. Shortly after, despite the best efforts of medical staff, he was sadly pronounced dead.

    His next of kin have been informed and are being supported by specially trained officers.

    Formal identification and a post-mortem examination will take place in due course.

    Detective Chief Inspector Allam Bhangoo, who is leading the investigation, said:

    “Our team of detectives and forensic specialists are working at pace to establish the full circumstances that led to the tragic death of a young man.”

    “We understand this incident will cause concern within the Kingsbury community, and we’re grateful for their continued patience and co-operation. Residents can expect to see an increased police presence in the area, along with a crime scene, as we carry out the early stages of our investigation.

    “We urge anyone who witnessed the incident, or who has any information that could assist us, to come forward as soon as possible.”

    “We had a lot of bookings for May and June from American tourist groups, but now 50 percent have been cancelled,” said M. Mazut, adding that as a result his business will lose at least 50,000 euros (56,000 US dollars) for the season.

    In his opinion, these cancellations are a consequence of the weakening of the US dollar.

  • MIL-Evening Report: Why the wall of silence on the Gaza genocide is finally starting to crack

    As Israel unveils its final genocide push, and mass death from starvation looms in Gaza, Western media and politicians are tentatively starting to speak up

    ANALYSIS: By Jonathan Cook

    Who could have imagined 19 months ago that it would take more than a year and a half of Israel slaughtering and starving Gaza’s children for the first cracks to appear in what has been a rock-solid wall of support for Israel from Western establishments.

    Finally, something looks like it may be about to give.

    The British establishment’s financial daily, The Financial Times, was first to break ranks last week to condemn “the West’s shameful silence” in the face of Israel’s murderous assault on the tiny enclave.

    In an editorial — effectively the paper’s voice– the FT accused the United States and Europe of being increasingly “complicit” as Israel made Gaza “uninhabitable”, an allusion to genocide, and noted that the goal was to “drive Palestinians from their land”, an allusion to ethnic cleansing.

    Of course, both of these grave crimes by Israel have been evidently true not only since Hamas’ violent, single-day breakout from Gaza on 7 October 2023, but for decades.

    So parlous is the state of Western reporting, from a media no less complicit than the governments berated by the FT, that we need to seize on any small signs of progress.

    Next, The Economist chimed in, warning that Israeli Prime Minister Benjamin Netanyahu and his ministers were driven by a “dream of emptying Gaza and rebuilding Jewish settlements there”.

    ‘Deafening silence on Gaza’
    At the weekend, The Independent decided the “deafening silence on Gaza” had to end. It was “time for the world to wake up to what is happening and to demand an end to the suffering of the Palestinians trapped in the enclave”.

    Actually much of the world woke up many, many months ago. It has been the Western press corps and Western politicians slumbering through the past 19 months of genocide.

    Then on Monday, the supposedly liberal Guardian voiced in its own editorial a fear that Israel is committing “genocide”, though it only dared do so by framing the accusation as a question.

    It wrote of Israel: “Now it plans a Gaza without Palestinians. What is this, if not genocidal? When will the US and its allies act to stop the horror, if not now?”

    The paper could more properly have asked a different question: Why have Israel’s Western allies — as well as media like The Guardian and FT — waited 19 months to speak up against the horror?

    And, predictably bringing up the rear, was the BBC. On Wednesday, the BBC Radio’s PM programme chose to give top billing to testimony from Tom Fletcher, the United Nation’s humanitarian affairs chief, to the Security Council. Presenter Evan Davis said the BBC had decided to “do something a little unusual”.

    Unusual indeed. It played Fletcher’s speech in full — all 12 and a half minutes of it. That included Fletcher’s comment: “For those killed and those whose voices are silenced: what more evidence do you need now? Will you act — decisively — to prevent genocide and to ensure respect for international humanitarian law?”

    ‘Genocide’ from taboo to mainstream
    We had gone in less than a week from the word “genocide” being taboo in relation to Gaza to it becoming almost mainstream.

    Cracks are evident in the British Parliament too. Mark Pritchard, a Conservative MP and life-long Israel supporter, stood up from the back benches to admit he had been wrong about Israel, and condemned it “for what it is doing to the Palestinian people”.

    He was one of more than a dozen Tory MPs and peers in the House of Lords, all formerly staunch defenders of Israel, who urged British Prime Minister Keir Starmer to immediately recognise a Palestinian state.

    Their move followed an open letter published by 36 members of the Board of Deputies, a 300-member body that claims to represent British Jews, dissenting from its continuing support for the slaughter. The letter warned: “Israel’s soul is being ripped out.”

    Pritchard told fellow MPs it was time to “stand up for humanity, for us being on the right side of history, for having the moral courage to lead.”

    Sadly, there is no sign of that yet. Research published last week, based on Israeli tax authority data, showed Starmer’s government has been lying even about the highly limited restrictions on arms sales to Israel it claimed to have imposed last year.

    Despite an ostensible ban on shipments of weapons that could be used in Gaza, Britain has covertly exported more than 8500 separate munitions to Israel since the ban.

    More weapons details
    This week more details emerged. According to figures published by The National, the current government exported more weapons to Israel in the final three months of last year, after the ban came into effect, than the previous Conservative government did through the whole of 2020 to 2023.

    So shameful is the UK’s support for Israel in the midst of what the International Court of Justice — the World Court — has described as a “plausible genocide” that Starmer’s government needs to pretend it is doing something, even as it actually continues to arm that genocide.

    More than 40 MPs wrote to Foreign Secretary David Lammy last week calling for him to respond to allegations that he had misled the public and Parliament. “The public deserves to know the full scale of the UK’s complicity in crimes against humanity,” they wrote.

    There are growing rumblings elsewhere. This week French President Emmanuel Macron called Israel’s complete blockade on aid into Gaza “shameful and unacceptable”. He added: “My job is to do everything I can to make it stop.”

    “Everything” seemed to amount to nothing more than mooting possible economic sanctions.

    Still, the rhetorical shift was striking. Italy’s Prime Minister, Giorgia Meloni, similarly denounced the blockade, calling it “unjustifiable”. She added: “I have always recalled the urgency of finding a way to end the hostilities and respect international law and international humanitarian law.”

    “International law”? Where has that been for the past 19 months?

    Similar change of priorities
    There was a similar change of priorities across the Atlantic. Democratic Senator Chris van Hollen, for example, recently dared to call Israel’s actions in Gaza “ethnic cleansing”.

    CNN’s Christiane Amanpour, a bellwether of the Beltway consensus, gave Israel’s deputy Foreign Minister, Sharren Haskel, an unusually tough grilling. Amanpour all but accused her of lying about Israel starving children.

    Meanwhile, Josep Borrell, the recently departed head of European Union foreign policy, broke another taboo last week by directly accusing Israel of preparing a genocide in Gaza.

    “Seldom have I heard the leader of a state so clearly outline a plan that fits the legal definition of genocide,” he said, adding: “We’re facing the largest ethnic cleansing operation since the end of the Second World War.”

    Borrell, of course, has no influence over EU policy at this point.

    This is all painfully slow progress, but it does suggest that a tipping point may be near.

    If so, there are several reasons. One — the most evident in the mix — is US President Donald Trump.

    It was easier for The Guardian, the FT and old-school Tory MPs to watch the extermination of Gaza’s Palestinians in silence when it was kindly Uncle Joe Biden and the US military industrial complex behind it.

    Trump forgets ‘his bit’
    Unlike his predecessor, Trump too often forgets the bit where he is supposed to put a gloss on Israeli crimes, or distance the US from them, even as Washington ships the weapons to carry out those crimes.

    But also, there are plenty of indications that Trump — with his constant craving to be seen as the top dog — is increasingly annoyed at being publicly outfoxed by Netanyahu.

    This week, as Trump headed to the Middle East, his administration secured the release of Israeli soldier Edan Alexander, the last living US citizen in captivity in Gaza, by bypassing Israel and negotiating directly with Hamas.

    In his comments on the release, Trump insisted it was time to “put an end to this very brutal war” — a remark he had very obviously not coordinated with Netanyahu.

    Notably, Israel is not on Trump’s Middle East schedule.

    Right now seems a relatively safe moment to adopt a more critical stance towards Israel, as presumably the FT and Guardian appreciate.

    Then there is the fact that Israel’s genocide is reaching its endpoint. No food, water or medicines have entered Gaza for more than two months. Everyone is malnourished. It is unclear, given Israel’s destruction of Gaza’s health system, how many have already died from hunger.

    Skin-and-bones children
    But the pictures of skin-and-bones children emerging from Gaza are uncomfortably reminiscent of 80-year-old images of skeletal Jewish children imprisoned in Nazi camps.

    It is a reminder that Gaza — strictly blockaded by Israel for 16 years before Hamas’ 7 October 2023 breakout — has been transformed over the past 19 months from a concentration camp into a death camp.

    Parts of the media and political class know mass death in Gaza cannot be obscured for much longer, not even after Israel has barred foreign journalists from the enclave and murdered most of the Palestinian journalists trying to record the genocide.

    Cynical political and media actors are trying to get in their excuses before it is too late to show remorse.

    And finally there is the fact that Israel has declared its readiness to take hands-on responsibility for the extermination in Gaza by, in its words, “capturing” the tiny territory.

    The long-anticipated “day after” looks like it is about to arrive.

    For 20 years, Israel and Western capitals have conspired in the lie that Gaza’s occupation ended in 2005, when Israel’s then prime minister, Ariel Sharon, pulled out a few thousand Jewish settlers and withdrew Israeli soldiers to a highly fortified perimeter encaging the enclave.

    Always under Israeli occupation
    In a ruling last year, the World Court gave this claim short shrift, emphasising that Gaza, as well as the Palestinian territories of the West Bank and East Jerusalem, had never stopped being under Israeli occupation, and that the occupation must end immediately.

    The truth is that, even before the 2023 Hamas attacks, Israel had been besieging Gaza by land, sea and air for many, many years. Nothing — people or trade — went in or out without the Israeli military’s say-so.

    Israeli officials instituted a secret policy of putting the population there on a strict “diet” – a war crime then as now — one that ensured most of Gaza’s young became progressively more malnourished.

    Drones whined constantly overhead, as they do now, watching the population from the skies 24 hours a day and occasionally raining down death. Fishermen were shot and their boats sunk for trying to fish their own waters. Farmers’ crops were destroyed by herbicides sprayed from Israeli planes.

    And when the mood took it, Israel sent in fighter jets to bomb the enclave or sent soldiers in on military operations, killing hundreds of civilians at a time.

    When Palestinians in Gaza went out week after week to stage protests close to the perimeter fence of their concentration camp, Israeli snipers shot them, killing some 200 and crippling many thousands more.

    Yet, despite all this, Israel and Western capitals insisted on the story that Hamas “ruled” Gaza, and that it alone was responsible for what went on there.

    Fiction important to West
    “That fiction was very important to the Western powers. It allowed Israel to evade accountability for the crimes against humanity committed in Gaza over the past two decades – and it allowed the West to avoid complicity charges for arming the criminals.

    Instead, the political and media class perpetuated the myth that Israel was engaged in a “conflict” with Hamas — as well as intermittent “wars” in Gaza — even as Israel’s own military termed its operations to destroy whole neighbourhoods and kill their residents “mowing the lawn”.

    Israel, of course, viewed Gaza as its lawn to mow. And that is precisely because it never stopped occupying the enclave.

    Even today Western media outlets collude in the fiction that Gaza is free from Israeli occupation by casting the slaughter there — and the starvation of the population — as a “war”.

    But the “day after” — signalled by Israel’s promised “capture” and “reoccupation” of Gaza — brings a conundrum for Israel and its Western sponsors.

    Until now Israel’s every atrocity has been justified by Hamas’ violent breakout on 7 October 2023.

    Israel and its supporters have insisted that Hamas must return the Israelis it took captive before there can be some undefined “peace”. At the same time, Israel has also maintained that Gaza must be destroyed at all costs to root out Hamas and eliminate it.

    Goals never looked consistent
    These two goals never looked consistent — not least because the more Palestinian civilians Israel killed “rooting out” Hamas, the more young men Hamas recruited seeking vengeance.

    The constant stream of genocidal rhetoric from Israeli leaders made clear that they believed there were no civilians in Gaza — not “uninvolved” –– and that the enclave should be levelled and the population treated like “human animals”, punished with “no food, water or fuel”.

    Finance Minister Bezalel Smotrich reiterated that approach last week, vowing that “Gaza will be entirely destroyed” and that its people would be ethnically cleansed — or, as he put it, forced to “leave in great numbers to third countries”.

    Israeli officials have echoed him, threatening to “flatten” Gaza if the hostages are not released. But in truth, the captives held by Hamas are just a convenient pretext.

    Smotrich was more honest in observing that the hostages’ release was “not the most important thing”. His view is apparently shared by the Israeli military, which has reportedly put that aim last in a list of six “war” objectives.

    More important to the military are “operational control” of Gaza, “demilitarization of the territory” and “concentration and movement of the population”.

    With Israel about to be indisputably, visibly in direct charge of Gaza again — with the cover stories stripped away of a “war”, of the need to eliminate of Hamas, of civilian casualties as “collateral damage” — Israel’s responsibility for the genocide will be incontestable too, as will the West’s active collusion.

    Mossad agents’ letter
    That was why more than 250 former officials with Mossad, Israel’s spy agency — including three of its former heads — signed a letter this week decrying Israel’s breaking of the ceasefire in early March and its return to “war”.

    The letter called Israel’s official objectives “unattainable”.

    Similarly, the Israeli media reports large numbers of Israel’s military reservists are no longer showing up when called for a return to duty in Gaza.

    Israel’s western patrons must now grapple with Israel’s “plan” for the ruined territory. Its outline has been coming more sharply into focus in recent days.

    In January Israel formally outlawed the United Nations refugee agency Unrwa that feeds and cares for the large proportion of the Palestinian population driven off their historic lands by Israel in earlier phases of its decades-long colonisation of historic Palestine.

    Gaza is packed with such refugees – the outcome of Israel’s biggest ethnic cleansing programme in 1948, at its creation as a “Jewish state”.

    Removing Unrwa had been a long-held ambition, a move by Israel designed to help rid it of the yoke of aid agencies that have been caring for Palestinians – and thereby helping them to resist Israel’s efforts at ethnic cleansing – as well as monitoring Israel’s adherence, or rather lack of it, to international law.

    Private contractor scheme
    For the ethnic cleansing and genocide programmes in Gaza to be completed, Israel has needed to produce an alternative system to Unrwa’s.

    Last week, it approved a scheme in which it intends to use private contractors, not the UN, to deliver small quantities of food and water to Palestinians. Israel will allow in 60 trucks a day — barely a tenth of the absolute minimum required, according to the UN.

    There are several catches. To stand any hope of qualifying for this very limited aid, Palestinians will need to collect it from military distribution points located in a small area at the southern tip of the Gaza strip.

    In other words, some two million Palestinians will have to crowd into a location that has no chance of accommodating them all, and even then will have only a tenth of the aid they need.

    They will have to relocate too without any guarantee from Israel that it won’t continue bombing the “humanitarian zones” they have been herded into.

    These military distribution zones just so happen to be right next to Gaza’s sole, short border with Egypt — exactly where Israel has been seeking to drive the Palestinians over the past 19 months in the hope of forcing Egypt to open the border so the people of Gaza can be ethnically cleansed into Sinai.

    Under Israel’s scheme, Palestinians will be screened in these military hubs using biometric data before they stand any hope of receiving minimum calorie-controlled handouts of food.

    Once inside the hubs, they can be arrested and shipped off to one of Israel’s torture camps.

    Torture and abuse rife
    Just last week Israel’s Haaretz newspaper published testimony from an Israeli soldier turned whistleblower — confirming accounts from doctors and other guards — that torture and abuse are rife against Palestinians, including civilians, at Sde Teiman, the most notorious of the camps.

    Last Friday, shortly after Israel announced its “aid” plan, it fired a missile into an Unrwa centre in Jabaliya camp, destroying its food distribution centre and warehouse.

    Then on Saturday, Israel bombed tents used for preparing food in Khan Younis and Gaza City. It has been targeting charity kitchens and bakeries to close them down, in an echo of its campaign of destruction against Gaza’s hospitals and health system.

    In recent days, a third of UN-supported community kitchens — the population’s last life line — have closed because their stores of food are depleted, as is their access to fuel.

    According to the UN agency OCHA, that number is rising “by the day”, leading to “widespread” hunger.

    Facing ‘catastrophic hunger’
    The UN reported this week that nearly half a million people in Gaza — a fifth of the population — faced “catastrophic hunger”.

    Predictably, Israel and its ghoulish apologists are making light of this sea of immense suffering. Jonathan Turner, chief executive of UK Lawyers for Israel, argued that critics were unfairly condemning Israel for starving Gaza’s population, and ignoring the health benefits of reducing “obesity” among Palestinians.

    In a joint statement last week, 15 UN agencies and more than 200 charities and humanitarian groups denounced Israel’s “aid” plan. The UN children’s fund Unicef warned that Israel was forcing Palestinians to choose between “displacement and death”.

    But worse, Israel is setting up its stall once again to turn reality on its head.

    Those Palestinians who refuse to cooperate with its “aid” plan will be blamed for their own starvation. And international agencies who refuse to go along with Israeli criminality will be smeared both as “antisemitic” and as responsible for the mounting toll of starvation on Gaza’s population.

    There is a way to stop these crimes degenerating further. But it will require Western politicians and journalists to find far more courage than they have dared muster so far. It will need more than rhetorical flourishes. It will need more than public handwringing.

    Are they capable of more? Don’t hold your breath.
