  • MIL-OSI Europe: Answer to a written question – Türkiye and the European defence architecture – E-000967/2025(ASW)

    Türkiye is a candidate country and a longstanding partner in the Common Security and Defence Policy . Respect of rule of law and progressive alignment with the EU Common Foreign and Security Policy are integral parts of the EU-Türkiye relationship.

    The EU recognises the contribution of all non-EU allies, including Türkiye, to the European and Transatlantic security. The EU is engaging with Türkiye on a phased, proportionate and reversible manner in line with the November 2023 recommendations of the ‘Joint Communication on the state of play of the EU-Türkiye political, economic and trade relations’[1] and the Conclusions of the European Council of April 2024[2].

    The Council has reiterated the EU’s full commitment to a comprehensive settlement of the Cyprus problem, within the United Nations agreed framework, in accordance with all relevant United Nations Security Council resolutions. It remains crucial that Türkiye commits and actively contributes to such a peaceful settlement[3].

    The existing European defence initiatives, such as the European Defence Fund[4] or Act in Support of Ammunition Production[5] specify that eligible entities should be established and have their executive management structures in the EU or in an associated country. In case such entity is controlled by a non-associated third country or a non-associated third-country entity, additional guarantees need to be made available to the Commission. These guarantees should provide assurance that the involvement of such entity does not contravene the security interests of the EU and its Member States.

    The proposed Regulation on Security Action for Europe[6] is under discussion in the Council and the conditions for cooperation with partners will be settled in this regulation, once adopted.

    On 27 June 2024, the United Kingdom signed and ratified the Convention of 2 July 2019 on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters (the Judgments Convention), which has also been signed by Uruguay, Israel, Costa Rica, Russia, the United States and Ukraine. The Judgments Convention entered into force on 1 September 2023, one year after the first two parties deposited their instruments of ratification/accession. In accordance with Article 29(2) of the Judgments Convention, the EU can notify the depositary, before 27 June 2025, that ratification by the UK does not have the effect of establishing treaty relations between the UK and the EU. If no such notification is issued – that is, if the EU tacitly accepts the UK’s accession – the Judgments Convention will begin to apply between the two parties on 1 July 2025.

    Parliament understands that the Commission’s assessment of the UK’s accession is positive and that the Commission would be in favour of tacitly accepting it. However, the significance of private international law rules[1] for EU citizens in this particular area also has a political and legal impact, not only on the area of judicial cooperation but also beyond, bearing in mind the relevance of relations between the EU and the UK in a volatile international context.

    With respect for each EU institution’s prerogatives and Parliament’s consistent position[2], a statement would allow the Commission to tacitly accept the UK’s accession to the Judgments Convention on the EU’s behalf, under the relevant provisions of that Convention.

    • 1.Given the deadline set down in the Judgments Convention, the need for the EU institutions to act without delay to ascertain the EU’s acceptance of the UK’s accession to the Convention, and Parliament’s intention to make an appropriate statement in this regard, could the Commission confirm its assessment of the UK’s accession to the Convention?
    • 2.Having regard to the commitments made in November 2024[3] by Commissioner Maroš Šefčovič with regard to third countries’ accession to conventions and respect for Article 218(6) of the Treaty on the Functioning of the European Union, what concrete steps does the Commission intend to take in future to ensure that Parliament’s prerogatives relating to third countries’ accession to the Judgments Convention are always fully and formally respected under the Treaties, and what timetable does it envisage for taking these steps?

  • MIL-OSI United Kingdom: Biotoxins affecting Bivalve Shellfish in coastal waters in the East of the Isle of Skye

    Highland Council’s Environmental Health team have identified raised levels of naturally occurring bivalve shellfish biotoxins following routine monitoring at Loch Portree.  Eating bivalve shellfish such as cockles, mussels, oysters or razor fish from the area of Loch Portree may pose a health risk arising from the consumption of these biotoxins.

    As a sensible precaution, people should avoid eating bivalve shellfish from this area until further notice.  It is important to note that cooking does not remove risks from consumption.

    Commercial shellfish harvesters in the area have been contacted by Highland Council.

    Met officers have carried out two arrests following the deaths of two kittens in Ruislip.

    An appeal was published yesterday (Thursday, 15 May) in relation to the incident in Ickenham Road on Saturday, 3 May.

    Following information provided to the Met, officers arrested two teenagers on Friday, 16 May on suspicion of animal cruelty. They remain in custody.

    We recognise the distress this incident has caused in the area and we thank the community for sharing information with us.

    Nonpublic Postsecondary Education Commission

    Donald Dowless currently serves as President of Shorter University in Rome, Georgia, a role he has held for over a decade. He holds a Ph.D. in religion from Baylor University, a Master of Divinity from Southeastern Baptist Theological Seminary, and a Bachelor of Science in biology from the University of North Carolina at Chapel Hill. In addition to his presidency, Dowless teaches Christian studies and has instructed more than 10 different courses. His academic experience includes teaching at North Carolina State University, Campbell University, Southeastern Seminary, and Emmanuel University of Oradea. He has also completed missionary work in Romania and West Virginia. Dowless and his wife are active members of Pleasant Valley South Baptist Church in Silver Creek, Georgia.

Prior to this, Hopp provided athletic training to Cobb and Cherokee County schools through Resurgens Orthopedics and was head athletic trainer for the Barcelona Dragons of NFL Europe. He has worked with the Minnesota Vikings, the 1996 Summer Olympic Games, and the 2007 U.S. National Paralympic Track and Field Championships. He was a founding member and chairman of the Georgia Concussion Coalition, contributing to the passage of the GA Return to Play Act. Hopp holds a B.S. in athletic training from Minnesota State University and resides in Dallas, Georgia, with his wife, Julie.

    Robert Balkcom serves as the South Adjutant of the Georgia State Patrol, overseeing the operations of Troops F, G, H, I, J, and K, as well as the South Nighthawks DUI Task Force, the Recruiting Unit, the Implied Consent Unit (ICU), the Criminal Interdiction Unit (CIU), the Specialized Collision Reconstruction Team (SCRT), the State of Georgia SWAT Team, and four Communication Centers.     Jeff Andrews currently serves as the Fourth Congressional District Representative on the Board of Natural Resources. He began his career in the long-term care industry in 1981 as marketing director for a continuing care retirement community in Birmingham, Alabama.     Minister of Crown Investments Corporation (CIC) and Minister Responsible for SaskPower Jeremy Harrison will be leading a delegation to Poland to attend the World Nuclear Supply Chain Conference. The mission will deepen Saskatchewan’s ties with international nuclear industry stakeholders and showcase the province’s advantages in enhancing energy security around the world. 

    “This world-class conference is an incredible opportunity for Saskatchewan to collaborate with international governments, industries and suppliers, particularly those involved in nuclear reactor development,” Harrison said. “As a greenfield jurisdiction, our province needs to engage with experienced partners to learn about best practices, so we can improve efficiencies and lower costs in our nuclear journey.”

    While in Poland, the Minister will speak at the conference to highlight the significant role Saskatchewan will play in the expanding global outlook for nuclear energy.     When we think about the future of food, it’s unlikely that crickets, meal worms or grasshoppers come to mind. But believe it or not, insects might just be one of the most promising answers to two big global problems: feeding a growing (and ageing) population and fighting climate change.
    As the world’s population heads towards 10 billion by 2050, we’re going to need a lot more food – and especially more protein.

    In Ireland, where our research was based, this matters even more because our population is ageing. Older adults need more protein to stay healthy and independent as they age, but often they don’t eat enough of it.

    At the same time, we also have to take care of the planet. Producing traditional protein sources like beef, pork and chicken uses up a lot of land, water and energy – and creates a lot of greenhouse gases.

    So, where do insects fit in?

    Insects are packed with high-quality protein. They also contain good fats, vitamins and minerals like iron and zinc. Some species are just as nutritious, if not more so, than chicken or beef.

    Even better, they’re much more sustainable. Insects need very little space, water, or food to grow, and they produce far fewer greenhouse gas emissions. For example, crickets need 12 times less feed than cattle to produce the same amount of protein.

    This makes them a great option for countries like Ireland which wants to cut down on its environmental impact while still providing healthy food for everyone, including older adults who need extra protein to prevent muscle loss and frailty.

    Despite all the good things about insect protein, most people in Ireland aren’t exactly rushing out to eat a cricket sandwich. I led a research project, conducted by Sarah Mae Crosse, Aoife Finlay and Sarah Dooley, which looked at what Irish adults think about eating insects. We found that while some people are open to the idea, many still say “no thanks”.

    The main reasons? Disgust, fear of the unknown and not knowing how to cook or prepare them. People also worry about taste and texture. One participant said: “It’s just weird – it makes my stomach turn,” while another admitted they’d be okay with it “as long as I don’t see any legs sticking out”.

    Increasing appeal

    The way insects are served also makes a big difference. People are much more willing to try insect protein when it’s ground up into a powder and added to foods they already like, like protein bars, pasta, bread, or burgers. In this form, it’s just another ingredient and it doesn’t look like a bug anymore.

    Another big factor is education. When people learn about how insect protein can help the environment and support healthy ageing, they’re more likely to give it a go. In our student-led focus groups, some participants changed their minds after hearing about the benefits. “I didn’t realise it was so high in protein or that it’s good for the planet,” one said. “I’d try it now, especially if it tasted okay.”

    Getting more people on board with insect protein isn’t just about making it tasty – it’s also about trust. Clear rules and food safety standards from the government can help people feel more confident about trying something new. Plus, supermarkets and food producers need to make these products easy to find and affordable.

    Schools, colleges and community groups can play a big role too. Cooking demos, taste tests and education campaigns can make insect protein seem less weird and more like a smart, forward thinking choice. As more people try these foods and share their experiences, the idea of eating insects could go from gross to normal.

    It might take time, but insects could become an important part of the Irish diet. They’re good for our health, especially as we get older, and they’re good for the planet too. The key is helping people understand the benefits, get over the “ick” factor and find ways to enjoy them in everyday meals.

    With the right mix of science, education and smart marketing, we might all be munching on insect powered protein foods before long.

    Agenda for Change staff accept two-year pay offer.

    Nurses, midwives and other healthcare staff across Scotland have voted to accept an 8% pay increase, over two years, that will ensure they continue to be the best paid in the UK.

    The deal, which benefits almost 170,000 NHS Agenda for Change staff – including nurses, midwives, paramedics, allied health professionals, porters and others – guarantees the pay increase will be one percentage point above inflation over same period.

    It will see pay rises of 4.25% in 2025-26 and 3.75% in 2026-27 and involves an investment of more than £700 million over a two-year period.

    The pay rise will be backdated to 1 April 2025.

    Health Secretary Neil Gray said:

    “I welcome the fact that union members have accepted this pay offer. Delivering a renewed and stronger NHS is a key commitment for us and at the heart of that are our hard-working healthcare staff.

    “We want to ensure they feel value and rewarded and I’m very pleased that they have agreed to accept a strong two-year pay deal. Staff will see the benefit of this pay uplift in their pay packets from next month.

    “The deal, which is both fair and affordable, is guaranteed to remain above CPI inflation and will ensure Scotland’s nurses, midwives and NHS staff have the best reward package in the UK.”

    A total of £701 million has been committed for Agenda for Change pay in 2025-26 and 2026-27. This equates to an uplift of 8% for all staff, 4.25% in 2025-26 and 3.75% in 2026-27.

    Cars.net was launched in 2021 and helps consumers obtain the best prices for new vehicles whilst simultaneously introducing qualified buyers to automotive dealerships across the United States.

    The proposed acquisition includes the software, database, intellectual property and coveted Cars.net domain name.

    Marbanc International plans to expand Cars.net globally via joint venture partners in the automotive industry, with a focus in United States, United Kingdom and Australia. The group has already forged relationships with experienced automotive industry professionals who have expressed interest in formalizing commercial arrangements with Cars.net.

    Industry giant Cars.com, the NYSE-listed automotive company, is widely recognized as owning the world’s most valuable domain name (Cars.com) which in 2016 was valued at US$872 million according to regulatory filings. The Cars.com domain name valuation is consistent with the growth in high-value domain names in recent years including CarInsurance.com which last sold for $49.7 million, PrivateJet.com for $30.18 million and Voice.com for $30 million.

    Meanwhile, ASX-listed CAR Group Limited, owner of Carsales.com.au and other online portals, currently trades at a market capitalization of A$13 billion demonstrating the value of technology and data-driven automotive platforms.

    The exhibition offers the public a rare opportunity to view over 80 works by one of Scotland’s most celebrated artists. Many of these works, including a selection of Bellany’s private sketchbooks, will be displayed publicly for the first time.

    Curated by Bellany’s close friends and colleagues, Bill Hare and Sandy Moffat, the exhibition spans five decades of the artist’s prolific career from the 1960s until 2013. Over two floors of the City Art Centre, this captivating exhibition invites visitors into Bellany’s world through the lens of his own self-exploration.

    John Bellany was one of the most prolific and fearless self-portraitists in history, obsessively documenting his own image throughout his lifetime. From his early student studies in the 1960s to the epic pictorial narratives of his later years, Bellany’s works reveal the artist’s complex relationship with himself, his identity, and the world around him.

    A particularly special element of the show is the inclusion of Bellany’s sketchbooks, personal visual diaries kept throughout his life, now generously loaned by his family. This is the first time they will be on public view.

  • MIL-OSI Global: How Tove Jansson used her Moomins comic strip to critique the financial and creative pressures of being an artist

    In 1954, the Finnish artist Tove Jansson was commissioned by the Evening News in London to draw comic strips about the Moomintrolls. The strip was syndicated by hundreds of newspapers, introducing the Moomins to an international audience and marking a dramatic turning point in her career.

    Between 1954 and 1959, Tove Jansson drew 21 comics, some in collaboration with her brother Lars Jansson, who continued to draw the comic strip until 1975.

    The success of the Moomin in the Evening News brought Tove Jansson economic security and helped her with the mortgage of her studio in Helsinki. However, over time, the assignment also became a burden on her creative work – a time-consuming and demanding obligation.

    Perhaps because of this personal conflict, the comics often explore themes such as the struggle of artistic creation, the role of the artist and the value of art. Jansson had previously created humorous and satirical commentaries on the art world in various artists’ magazines in Finland, but here she places the Moomin at the heart of the creative process.

    Unlike the novels and picture books, the Moomin comic strips were created for adults and can be described as satire. Jansson uses the compact format to comment on society, including the art world. The growing conflict in her own life, between the Moomintrolls and her artwork, is brought into focus in the comic strips.

    The theme of the purpose of art and artistic creation is playfully introduced in one of the first comic strips, Moomin and the Brigands. Here Moomin and his friend Sniff embark on a quest for fortune. They engage in several schemes, including capturing rare creatures and selling them to the zoo, marketing magic rejuvenation potions and creating modern art.

    While visiting a Hemulen (a really uptight counterpart to the Moomintrolls who love rules), Moomin and Sniff accidentally break several precious items in her home. Among the broken objects is a large statue of Rebecca at the Well, which falls from its pedestal and shatters. Rebecca at the Well is a classic biblical motif, which often portrays a model of feminine virtue, symbolising divine guidance and exemplifying ideals of hospitality and moral character.

    The friends awkwardly attempt to reassemble the statue by gluing it together. The result is a strangely angular and expressive piece of art, referencing fragmented cubist portraits. Cubism, which emerged around 1907 to 1908, aimed to represent reality in a radically new way by bringing together subjects and figures, resulting in objects that appear fragmented and abstracted.

    Sniff immediately sees the potential of the new Rebecca. “She’s more modern now,” he exclaims joyfully. The friends carry the statue to an enthusiastic art dealer who sells it for £500 in his gallery.

    The episode with the deconstructed Rebecca is, of course, a funny caricature of the trend-sensitive art market. But the shattered statue with its intricate shapes was also a commentary on the debates about the “incomprehensible” and “obscure” nature of modernist art in Nordic countries during the time.

    The destruction of the Rebecca can also be seen as an act of iconoclasm – the breaking of icons or monuments – or rather, a parody of it. While usually associated with vandalism, here, the iconoclastic act leads to the creation of something new. This expresses a desire for renewal and a liberation from restrictive conventions. It is, however, worth noting that Rebecca retains her symbol of virtue – the water jug – even after this pivotal encounter.

    Drawing on the work of French philosopher and anthropologist Bruno Latour, iconoclasm can be understood as both destructive and constructive – an ambiguity that also applies to Jansson’s interpretation of the motif.

    Later in the story, the money offered by the modernist Rebecca lures Moomin to the field of the arts. For a brief moment, he assumes the role of a painter and wholeheartedly embodies the romanticised ideal of the poor, misunderstood artist.

    Moomin dons a Rembrandtian black velvet beret, but despite this, appears lost and bewildered in his new role, muttering: “I only want to live in peace and plant potatoes and dream!”

    In a scene of self-parodying metafiction, he is blinded by his oversized beret and ends up tumbling down a cliff, abruptly ending his artistic career.

    Tove Jansson’s Moomin comic strips for the Evening News use satire to explore artistic creation, the role of the artist, and the art world.

    Through Moomintroll’s and Sniff’s pursuit of fame and fortune via the accidental modernist deconstruction of Rebecca, Jansson satirises romantic notions of the artist, the commercialisation of art and the professions surrounding artistic production. These themes are deeply connected to Jansson’s own experiences as an artist and author, constantly balancing between various professional and artistic demands, between children’s books, public obligations and painting.

  • MIL-OSI Global: Starmer announces migration ‘return hubs’ on Albania visit, but Albania doesn’t want them – what’s going on?

    Keir Starmer became the first British prime minister to visit Albania since the two countries established diplomatic relations in 1921. During the visit, he announced that the UK plans to set up “return hubs” for asylum seekers whose claims are rejected by the UK.

    Just days after announcing his plans to reduce legal migration to the UK, this move on irregular migration is more evidence of the prime minister’s concern about losing voters to anti-immigration Reform UK.

    Before meeting with Albanian prime minister Edi Rama to sign a strategic partnership agreement between the two countries, Starmer said that the UK has begun formal talks with several countries to set up return migration hubs to send asylum seekers abroad. The specifics are yet to be announced, but it has been reported that these would probably be in the western Balkans.

    The plan has drawn comparison to the Conservative government’s Rwanda scheme, but is different in a number of ways.

    Under the Rwanda scheme, people who arrived in the UK illegally would have been sent straight to Rwanda where their asylum claims would be processed. If accepted, they’d be offered asylum in Rwanda, not the UK. Starmer cancelled the plan in one of his first moves as prime minister.

    With Labour’s plan, people would only be sent to another country if their asylum claim is rejected and they’ve exhausted all legal options to stay in the UK. The rationale is that they would not be able to disappear into the informal economy and illegal actives in the UK after an asylum claim was not successful.

    The goal of both plans is to act as a deterrent to irregular migration, and to cut the high cost of hosting undocumented migrants and asylum seekers in the UK, which has become a major political issue.

    The return hubs plan also has the approval of the UN refugee agency, which condemned the legality of and the practically of the Rwanda scheme.

    However, it has already hit a roadblock. Albania was one of the UK’s preferred options for a return migration hub. But during a joint press conference with Starmer, Rama said that Albania will not take part in such a scheme.

    This is probably because a similar set-up with Italy has so far been unworkable, legally and politically .

    Under the Italy-Albania migration agreement signed in November 2023, Albania is meant to play host to two Italian processing centres, where they planned to send asylum seekers intercepted at sea. But after facing numerous legal challenges, Italy is instead using them as repatriation facilities to hold those whose claims have already been rejected while they await deportation.

    Partnership with Albania

    The UK has maintained a successful returns arrangement with Albania, set up by the last government.

    In 2022, Albanians accounted for over one-third (around 12,500) of all small boat entries, more than any other country. Arrivals from Albania have dropped by 95% in the last three years. And the number of Albanians returned to the country has more than doubled in the last two years, with 5,294 Albanians returning in 2024.

    The two countries set up a joint task force to tackle organised crime networks that were facilitating the illegal entry of Albanian nationals to the UK. Starmer began his visit at the Port of Durres, where British and Albanian law enforcement officials are stationed as part of the Joint Migration Task Force with Albania.

    Starmer indicated that the task force will be expanded to include the other western Balkan countries. This is because the western Balkan route is one of the main migratory paths into Europe. It was estimated that in 2023, 100,000 people used this route to come to the UK.

    The visit, which comes days after Albania’s parliamentary election, shines a light on some of the political tensions between the UK and Albania.

    The Albanian diaspora community in the UK in recent years has expressed feeling stigmatised and targeted due to inflammatory rhetoric of the last government.

    Suella Braverman, the former home secretary, called Albanians “criminals” while claiming migrants were “invading” the UK. Robert Jenrick, the former immigration minister, posted videos telling police to find Albanians and “lock them up” and “deport” them.

    In 2024, Albanians made up the highest percentage (13%) of foreign nationals in UK prisons, with over 1,272 people in custody. Along with Albanians, Polish (9%), Romanian (7%), Irish (6%) and Jamaican (4%) nationals account for around 12% of the overall prison population.

    Rama, who just won the election, was fully aware of voters’ sentiment towards the UK. There have also been protests in the country against the current migration arrangement with Italy. Any new agreement, particularly with the UK, could be politically damaging for the Albanian government.

    This visit could be a turning point for mending relations. Starmer declared that his government is fully committed to strengthening ties with Albania, and signed a strategic partnership agreement, with a focus defence and security.

    Starmer and Rama both said that the partnership will expand at the UK-Western Balkan Summit that Starmer will host in London in autumn, and it will include increasing trade, economics investment, education and managing migration.

    MHRA approves guselkumab for Crohn’s disease and ulcerative colitis

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today, 16 May 2025, approved guselkumab (Tremfya) to treat Crohn’s disease and ulcerative colitis (UC).

    Guselkumab is currently approved to treat plaque psoriasis and psoriatic arthritis. However, clinical studies have shown that guselkumab is also efficacious in treating adults with moderately to severely active Crohn’s disease and UC who have not responded well to other treatments or experienced unacceptable side effects.

    Using guselkumab in Crohn’s disease can benefit patients by reducing the signs and symptoms of the disease, which can include diarrhoea and abdominal pain. In UC it helps to reduce abdominal pain and inflammation of the intestinal lining. These effects can improve a patient’s ability to do normal daily activities and reduce fatigue.

    Guselkumab can be administered either by intravenous infusion or injection for the initial treatment of Crohn’s disease. For UC, initial treatment will be administered via an intravenous infusion.

    In Crohn’s disease, three major studies involving around 1,400 patients found that up to 56% of those treated with guselkumab achieved clinical remission after 12 weeks, compared to 15–22% with placebo. Endoscopic response, indicating reduced inflammation in the intestines, was seen in up to 41% of guselkumab-treated patients, compared to 11–21% receiving placebo. 

    In a clinical study for UC, 23% of patients receiving guselkumab achieved clinical remission after 12 weeks of induction treatment, compared to 8% on placebo. Continued maintenance treatment led to remission in up to 50% of patients after 44 weeks, versus 19% with placebo.

    The Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai, and the Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, Ms Maisie Chan, are currently on duty visit to Hungary to promote the development opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
     
    Mr Tsang arrived in Budapest, Hungary on May 15 (Hungary time) and called on the Chinese Ambassador to Hungary, Mr Gong Tao.     Washington, DC: Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF), announced today senior leadership changes at the Fund, including the planned retirement of a long serving department head and a leadership rotation across two departments.

    Dominique Desruelle, Director of the Institute for Capacity Development (ICD), will retire from the IMF in October. He will be succeeded by Catriona Purfield, currently Director of the Human Resources Department (HRD). Brian Christensen, currently Director of the Corporate Services and Facilities Department (CSF), will in turn succeed Ms. Purfield as Director of HRD.

    “These changes reflect our ongoing strategy of rotating senior leadership within the Fund — providing opportunities for career development while also preserving institutional knowledge,” said Mr. Georgieva. Ms. Purfield and Mr. Christensen will transition to their new departments on September 1, 2025.

    “As Director of ICD, Dominique has strengthened the IMF’s capacity development (CD) work by improving governance, external delivery, partnerships, and internal economics training — integrating it more effectively with surveillance and lending,” said Ms. Georgieva. “His tireless commitment to serving the Fund’s membership ensured that ICD consistently brought world-class training and technical assistance to our member countries.”

    Mr. Desruelle, a French national, joined the Fund in 1993 after a period in academia and worked as Advisor to the Executive Director for France. Over the years, he has served in a range of senior-level roles in several departments—including the African; European; Western Hemisphere; and Strategy, Policy and Review Departments — as well as Chief of Staff in the Office of the Managing Director.     Consultation opens into County Durham incinerator application

    The Environment Agency has launched a consultation into an environmental permit application from Fornax (North East) Ltd to operate an energy-from-waste plant.

    The company wants to operate a high-temperature thermal-treatment facility near Newton Aycliffe, in County Durham.

    Under the permit Fornax has applied for, the site would be able to accept hazardous waste and clinical waste for incineration.

    The Environment Agency is now seeking views from the local community and interested groups on the application.

    The consultation is now live on the Environment Agency’s Citizen Space site: Fornax Ltd consultation.

    It will run for six weeks until Friday 27 June 2025. 

    The Citizen Space site includes information on what the Environment Agency can and can’t take into account when considering the application under the Environmental Permitting Regulations.

    Local interest in the proposed site

    Gary Wallace, area environment manager for the Environment Agency in the North East, said:

    Our regulatory controls are in place to protect people and the environment and we will carry out a detailed and rigorous assessment of Fornax’s permit application.

    We may only refuse a permit application if it does not meet the legal requirements under environmental legislation, including if it will have an unacceptable impact on the environment or harm human health.

    We understand there is local interest in the proposed site, and we welcome comments from the public and interested groups on environmental factors that people feel are important.

    The Environment Agency would only issue the permit if it’s satisfied the operator could comply with the permit conditions and has appropriate systems in place to operate the incinerator with a high level of protection of the environment and human health.

    The boy killed 16-year-old Kamari Johnson in Bourne Avenue, Hayes, on Friday, 24 May, 2024.

    Detective Chief Inspector Alex Gammampila, who led the investigation, said: “Our thoughts are with Kamari’s loved ones. Though nothing can bring him back, this sentence removes a cold-blooded killer from the streets.

    “The murder was committed in broad daylight, and members of the public tried in vain to save Kamari’s life as he lay dying.

    “Shockingly, the motive appears to have been a dispute over a £180 moped. This case illustrates how petty disagreements can spiral into murderous violence when knives are carried.”

    Police attended Bourne Avenue just after 13:30hrs on Friday, 24 May, 2024. Kamari had been stabbed moments before, and had crashed his moped in the street while attempting to flee the killer, who had pursued him on foot. The chase was captured on video.

    The killer handed himself into Hayes Police Station on Saturday, 25 May, 2024. At interview, he maintained that he had acted in self-defence – leading investigators on a hunt for CCTV evidence and witness testimony.

    With the assistance of phone records, police were able to establish that Kamari and the killer had been involved in a dispute over the sale of a moped for just £180.

    The Invest in African Energy Forum in Paris featured a standout session this year with the Premier Invest Deal Room, a platform that spotlighted over $10 billion worth of oil, gas and renewable energy projects seeking investment across Africa and the broader energy frontier.

    “This is a platform to showcase interesting opportunities across Africa that we are advising on,” said Marcel Awasum, Head of Business Development for Premier Invest. “All of the deals we are advising on, we are also mobilizing capital for – from family offices to private equity in oil and gas – mostly from the Middle East, and some from Europe.”

    The session featured 17 active deals spanning upstream, midstream, trading and renewable segments, underscoring the breadth of investment potential across the African continent and beyond. One of the flagship opportunities was the development of a 200,000-barrel-per-day crude oil refinery, seeking $4.8 billion in combined equity and debt to meet growing regional demand for refined products. Another deal sought $50 million through a 360-day revolving letter of credit facility to support the import of refined petroleum products.

    Exploration and production prospects were also on the table, including a development project offering up to 40% participating interest to qualified investors, as well as an African oil and gas company seeking a $30 million capital injection, strategic partnership and offtake agreement to enhance its trade capacity and expand upstream.

    Refining featured prominently among the deals, with one project calling for €2-5 billion to expand national capacity – open to debt, equity and strategic partnerships. A separate opportunity involved a $25 million equity investment in a highly prospective offshore Guyanese block, offering first-mover advantage with an estimated 400 million barrels of recoverable reserves.

    Other ventures included the sale of a defunct Caribbean gas-to-liquids plant with a proven $50 million EBITDA when operational; an $18 million debt facility to drill additional wells in an active production field; and a fast-moving $360 million field development project already attracting soft commitments. The session also featured investment opportunities in the Republic of Congo, where a special purpose vehicle is seeking a co-investor for an M&A transaction involving producing assets; a $70 million fuel importation deal in Burundi; and a $200 million financing package to support the purchase of both crude and refined products in Ivory Coast.

    The session concluded with five renewable energy projects seeking over $725 million in investment. This included $362 million for a 70 MW geothermal project in Kenya, $92 million for a 71 MW hybrid solar PV and wind project in Zambia, $87 million for a 100 MW solar PV project in South Africa, and two clean-gas projects – one in Benin (43 MW) and another in South Africa (100 MW) – seeking $84 million and $100 million, respectively.

    First Foreign Secretary visit to Pakistan since 2021 as UK pushes for fragile ceasefire to become durable peace

    Visit underscores need to maintain peace and regional security

    The UK Government welcomed the sustained ceasefire between Pakistan and India, both important partners to the UK, with the Foreign Secretary asserting the importance of continued stability for the region during a visit to Pakistan today (Friday 16 May).  

    The Foreign Secretary praised the steps taken by both Pakistan and India to secure an agreement to cease hostilities. In meetings with senior counterparts, including Prime Minister Shehbaz Sharif, the Foreign Secretary highlighted the immeasurable contribution people of Pakistani descent have made to British life and he acknowledged how distressing the past few weeks have been for people in both countries, and for those with Pakistani and Indian heritage in the UK. The Foreign Secretary reflected that the British Pakistani and British Indian diasporas would particularly welcome news of the ceasefire and increased stability for Pakistan and India. 

     Foreign Secretary, David Lammy, said: 

    The images of conflict between India and Pakistan were distressing for all of us in Britain: but in particular the millions of Brits with Indian and Pakistani heritage, and the many British nationals living in both of these countries. Ever since the horrendous terrorist attack in Pahalgam, the UK has done all it can to play a supportive role to reduce tensions, get to a ceasefire and condemn terrorism. 

    It’s positive that India and Pakistan – both great friends to the UK – have agreed to a pause in hostilities and that the ceasefire is holding.  

    Because of the deep and historic links between our populations and our governments we are determined to play our part to counter terrorism and ensure this fragile ceasefire becomes a durable peace.

    The UK and Pakistan have an important history of working closely together on ensuring regional security and stability. This relationship is key to the Government’s mission to deliver the Plan for Change and unlock growth and prosperity for Brits and Pakistanis alike. 

    The Foreign Secretary has also been in frequent contact with the Government of India, having engaged with his counterpart yesterday (15th May), and will look to travel to New Delhi soon to build upon the strength of the UK-India relationship.  

    While in Islamabad the Foreign Secretary also met with consular staff working at the UK’s High Commission who helped British nationals in Pakistan during the tensions, to ensure they had access to accurate, up to date information and advice.

  • MIL-OSI United Kingdom: New local partnerships to highlight the risks of underage drinking launched in Paulsgrove and Portsea

    Two new Community Alcohol Partnerships (CAPs) highlighting the risks of underage drinking to children and young people have launched in Paulsgrove and Portsea. 

    ‍CAPs are partnerships between organisations and the community who work together to highlight the risks of underage drinking and improve the health and wellbeing of local children and young people.

    Partners in the new CAPs include: Portsmouth City Council, United Learning Portsmouth Cluster, ARK Charter Academy and Community Alcohol Partnership (CIC).

    The CAPs in Paulsgrove and Portsea will work to educate young people about underage drinking and help them to make better decisions about issues such as alcohol, drugs and anti-social behaviour.

    Working with local retailers, the CAP also aims to prevent underage sales and ‘proxy’ sales, where adults buy alcohol for under-18s.

    Cllr Matthew Winnington, Cabinet Member for Community Wellbeing, Health and Care at Portsmouth City Council, said: “We’re delighted to be working with our communities to understand and address the impact underage drinking can have on children and young people. The two CAPs in Paulsgrove and Portsea are testament to the relationships between the council, local schools and our residents, who are committed to working together and making a real difference to the people of Portsmouth.”

    ‍Kate Winstanley, Director of CAP, said: “We know from extensive research that underage drinking can lead to lots of challenges for young people in their education, relationships, health and also in later life.  We also know that the work CAPs do in local communities can help reduce things like the supply of alcohol to children, alcohol-related anti-social behaviour and underage street drinking.  That’s why it’s great to see local partners coming together in this new CAP to highlight the risks of underage drinking and reduce alcohol harm among our young people.”

    ‍She continued: “We are looking forward to seeing the initiatives that the CAP is working on and to making an impact in the local community.”

    As part of the CAP, the council will work with schools in Paulsgrove and Portsea to hear from children and young people about the ideas they have to address underage drinking, and support communities in implementing ideas.

    David Oakes, Executive Principal at Castle View Academy, part of the United Learning Portsmouth Cluster, said: “We are delighted to be partnering with the CAP, supporting our young people in Castle View Academy, developing awareness of heathy life choices, and offering them opportunities beyond the classroom.”

  • MIL-OSI United Kingdom: Derby City awarded Purple Flag Award for twelfth year in a row

    Derby is once again celebrating its success on the international stage as it proudly retains its Purple Flag accreditation, a prestigious award that recognises excellence in managing the evening and night-time economy. This will be the twelfth year in a row that Derby has held the Purple Flag accreditation.

    Awarded by an independent panel from the Association of Town and City Management (ATCM), the Purple Flag status acknowledges cities and towns that meet or surpass standards of excellence in providing a vibrant, diverse, and enjoyable experience between 5pm and 5am.

    A range of local organisations have come together through Derby’s Purple Flag working group to improve the city’s evening and night-time economy. This group includes representatives from Derby City Council, Derbyshire Constabulary, Marketing Derby, Pubwatch, St Peters Quarter and Cathedral Quarter BIDs, Derby Homes, the University of Derby, and Visit Derby alongside many more. Their collaborative efforts have been key to helping Derby retain its Purple Flag status.

    ATCM noted that recent additions such as Vaillant Live, which has significantly boosted the city’s cultural and event offerings, and the Condor residential development, showcasing urban regeneration at its best, heavily contributed to Derby being awarded the Purple Flag. They also commended the achievements and active participation of the working group in improving Derby’s night life.

    Councillor Sarah Chambers, Cabinet Member for Cost of Living, Equalities and Communities, said:

    This latest Purple Flag award is fantastic recognition of the continuous hard work across Derby to create a welcoming, inclusive, and positive experience in the city centre. We know perception matters and this award helps reinforce Derby as a place where people feel excited to spend their evenings. We’re proud of what we’ve achieved and even more excited for what’s to come.”

  • MIL-OSI Europe: Shift in EU+ asylum landscape continued in March 2025

    The EUAA has published updated figures on asylum applications lodged in the EU+. In March, the 29 EU+ countries received around 67 000 asylum applications. These latest data suggest an ongoing shift to a new asylum landscape in the EU+, one in which Syrians are no longer the top nationality seeking international protection, and Germany is no longer the main destination of asylum seekers.

    The fall of the regime of Bashar al-Assad in Syria on 8 December 2024 may be the beginning of a sea change in the asylum landscape of the EU+, according to newly released analysis from the European Union Agency for Asylum (EUAA). In March 2025, the EU+ received around 67 000 asylum applications, which is part of an ongoing decreasing trend that began in October 2024.

    Shifting to a new asylum landscape in the EU+

    After a decade during which they were almost always the top citizenship seeking protection in the EU+; in March, Syrians (3 300) lodged the fewest monthly applications on record outside of the early months of the COVID-19 pandemic in 2020, decreasing by almost 80 % compared to October 2024. Venezuelans (8 900), however, continued to lodge increasing numbers of asylum applications in the EU+; this is likely owed both to economic and political instability in Venezuela, as well as restrictive asylum policies in the United States of America.

    Applications from Afghans (7 400) remained stable, though the figure was much decreased from a previous peak in October 2023. Though eligible for temporary protection in the EU, Ukrainians (3 400) continued to lodge increasing numbers of asylum applications, up by 77 % compared to March 2024. Another notable shift saw Bangladeshis (3 300) lodging slightly more applications than Syrians in March 2025.

    The above trends directly impacted which EU+ countries received the most asylum applications. In March, Spain (14 000) received the most applications in the EU+, with three fifths of applications there being lodged by Venezuelans. Italy (13 000) received the second most applications, though these are still down by 16 %, year-over-year. In fact, Bangladeshis lodged around 85% of their applications in Italy. France (13 000) received about three quarters of applications lodged by Congolese nationals and nearly all applications from Haitian nationals. A significant share of Ukrainians also  applied there. Greece (4 600) continued to receive increasing asylum applications from Afghan nationals.

     

    Pending cases and recognition rates

    The changing asylum landscape is increasingly reflected in the number of applications that are pending a decision at first instance in the EU+. As of the end of March 2025, the number of such cases stood at a stable, but high, level of 955 000. Syrians (113 000), Venezuelans (105 000) and Colombians (88 000) were awaiting the most first instance decisions. Among the citizenships with the most cases awaiting decisions, the biggest year-on-year increases occurred for Ukrainians (+ 66 %), Venezuelans (+ 58 %), Peruvians (+ 33 %) as well as Bangladeshis (+ 25 %). When accounting for asylum applications that are pending at higher administrative or judicial instances, based on data provided by Eurostat, the EUAA estimates that there were approximately 1.3 million asylum cases pending across the EU+ at the end of February 2025.

    In the first quarter of 2025, the EU+ recognition rate – which is the proportion of decisions granting refugee status or subsidiary protection – stood at 25 %, down by about 15 percentage points from previous monthly levels in 2024. This decline was mainly driven by a sharp drop in decisions issued to Syrian applicants, as most EU+ countries have paused processing their applications until the situation in Syria is clearer.

    Under the Pact on Migration and Asylum, which was agreed one year ago, EU countries may subject certain categories of applicants to a border procedure, and must accelerate the examination of their applications (with initial decisions to be taken within 12 weeks). One indicator is if the applicant comes from a country of origin with a low recognition rate (≤ 20 %) in the previous year. In March 2025, some 53 % of applications were lodged by such citizenships,consistent with previous months, suggesting that a large share of asylum applications lodged in the EU+ may be unfounded or inadmissible.
