  • MIL-OSI USA: Assistant Attorney General Gail Slater Welcomes Antitrust Division Leadership Team

    Assistant Attorney General Gail Slater of the Justice Department’s Antitrust Division welcomes a new member of the division’s leadership team. AAG Slater appointed Dina Kallay to serve as Deputy Assistant Attorney General for International, Policy and Appellate. Kallay joins the division’s leadership team including Principal Deputy Assistant Attorney General, four Deputy Assistant Attorneys General and Chief of Staff.

    “The DOJ Antitrust Division is truly fortunate to have in place a deep bench of experts so early in the Trump 47 Administration. Each team member brings broad experience to their government service, and I am truly grateful to them for stepping into their roles as we take over several landmark cases,” said Assistant Attorney General Gail Slater. “I look forward to working with this talented team as well as the dedicated staff of the Antitrust Division as we work together to enforce the nation’s antitrust laws.”

    The leadership team includes:

    Roger Alford serves as Principal Deputy Assistant Attorney General. Mr. Alford previously served in the first Trump Administration as Deputy Assistant Attorney General in the Antitrust Division. He is a tenured Professor of Law on leave from Notre Dame Law School, where he has taught since 2012. During that time, he also consulted on antitrust matters, including as an expert witness in the landmark 2023 real estate $1.8 billion litigation against the National Association of Realtors, and since 2019 consulting for Texas Attorney General Ken Paxton in Texas v. Google. He served as a law clerk to Judge James Buckley of the United States Court of Appeals for the D.C. Circuit, and Judge Richard Allison of the Iran- United States Claims Tribunal in The Hague, Netherlands. He also practiced law with Hogan Lovells in Washington, D.C. and was a Senior Legal Advisor to the Claims Resolution Tribunal for Dormant Activities in Zurich, Switzerland.

    He earned his B.A. with Honors from Baylor University in 1985, his M.Div. from Southern Baptist Theological Seminary, his J.D. with Honors from New York University, and his LL.M., first in class, from Edinburgh University.

    Omeed Assefi serves as Acting Deputy Assistant Attorney General with a focus on criminal enforcement. At the beginning of the second Trump Administration, Mr. Assefi served as the division’s Acting Assistant Attorney General. Prior to that position, he litigated criminal prosecutions and led complex investigations against major companies and individuals for antitrust violations as a member of the division’s Washington Criminal Section. Previously, Mr. Assefi served as an Assistant United States Attorney in the District of Columbia. There, he prosecuted violent crime in U.S. District Court as well as Superior Court.

    Before joining the U.S. Attorney’s Office, Mr. Assefi served in the Trump Administration as a Deputy Associate Attorney General in the Office of the Associate Attorney General. There, he helped supervise the Civil, Antitrust, and Civil Rights Divisions. Mr. Assefi also served as Chief of Staff of the Civil Rights Division. Mr. Assefi began his service in the Trump Administration as an Assistant Special Counsel in the White House Counsel’s Office, where he represented the Office of the President in the Department of Justice Special Counsel’s Investigation into allegations of Russian meddling in the 2016 U.S. Presidential Election. Mr. Assefi earned a J.D. from American University Washington College of Law, a M.P.P. from George Mason University’s Schar School of Public Policy, and a B.A. from Trinity College.

    Mark Hamer serves as Deputy Assistant Attorney General with a focus on civil litigation and enforcement. He has over 30 years of litigation experience in both public service and private practice.  Before returning to the Division, Mr. Hamer was a partner at a global law firm where he served as Global Chair of its Antitrust & Competition Practice Group, leading a team of over 250 competition lawyers in 43 countries. In private practice, he focused on antitrust litigation and antitrust conduct and merger investigations around the world. Mr. Hamer previously served as a trial attorney in the Antitrust Division handling both merger and non-merger litigation. Mr. Hamer received his J.D. from the University of Virginia School of Law, and a B.A. in History with High Distinction from the University of Virginia.

    Dina Kallay serves as Deputy Assistant Attorney General, Policy & International Affairs. Before joining the Antitrust Division, she was global Head of Competition Law at Ericsson. From 2006-2013, Dina served as Counsel for Intellectual Property & International Antitrust at the Federal Trade Commission (FTC) Office of International Affairs. Earlier in her career she practiced law at several law firms, most recently with Howrey LLP in Washington D.C., and worked at the European Commission’s Directorate General for Competition (DG COMP) in Brussels, Belgium

    Dina received her LL.B. magna cum laude and B.A. in economics from Tel Aviv University (1996), and her LL.M. (Int’l Economic Law) (1998) and S.J.D. (2003) from the University of Michigan in Ann Arbor, where she was a student of former Assistant Attorney General for Antitrust, Professor Tom Kauper. She has taught antitrust and intellectual property at the Hebrew, Bar Ilan and Georgetown Universities, and is a frequent writer and speaker on international antitrust and antitrust-intellectual property topics.

    William “Bill” Rinner serves as Deputy Assistant Attorney General with a focus on civil enforcement and mergers. Prior to his return to the division, Mr. Rinner was Senior Regulatory Counsel at Apollo Global Management Inc. There, he was responsible for overseeing antitrust and various other regulatory matters. From 2017-2020, Mr. Rinner served at the Antitrust Division first as Counsel to the Assistant Attorney General, and subsequently as Chief of Staff and Senior Counsel. Earlier in his career, he practiced antitrust law at two major national firms. After law school, he clerked for Hon. Richard Posner of the Seventh Circuit Court of Appeals. He received a J.D. from Yale Law School, and a B.A. in Economics from the University of Notre Dame.

    Dr. Chetan Sangvhi serves as Deputy Assistant Attorney General focused on Economics. Dr. Sanghvi has deep experience conducting economic research and analyses in the context of antitrust policy. In his tours of duty at the FTC and in private practice, he has evaluated the competitive impacts of hundreds of proposed mergers and other antitrust concerns. He has been recognized by the FTC for his “outstanding intellectual and analytical contributions to a broad range of complex economic issues arising in the FTC’s competition mission” and by professional reference publications. Dr. Sanghvi has taught at New York University, Johns Hopkins University, Rutgers University, and Trinity College and holds a PhD in economics from Rutgers University and a BA in economics from Northwestern University.

    Sara Matar serves as the Chief of Staff. Prior to this role, she served as an Assistant United States Attorney in the U.S. Attorney’s Office in Washington D.C. Sara was previously a senior advisor to Congressman Lee Zeldin on foreign policy and judiciary matters. She also served as a staff member on the House Foreign Affairs Committee where she worked on oversight and Middle East policy. Sara received her J.D from George Washington University Law School and graduated with a bachelor’s degree from Emerson College. She served as law clerk to the Honorable Judge Lynn Hughes in the Southern District of Texas.

    The mouth is often described as a window to overall health – and for good reason. A growing body of research reveals a significant link between poor dental hygiene and cardiovascular disease. While these two areas of health may seem unrelated, the condition of your oral health can have far-reaching effects on the heart.

    Gum disease and oral infections can trigger inflammation, allow harmful bacteria into the bloodstream, and, in severe cases, even lead to direct infection of heart tissue. Together, these effects can contribute to serious, sometimes life-threatening, cardiovascular conditions.

    At the centre of this connection lies periodontitis – a severe form of gum disease caused by long-term plaque buildup and inadequate oral hygiene. Left untreated, plaque irritates and inflames gum tissue, eventually causing it to recede and deteriorate.

    This breakdown gives oral bacteria easier access to the bloodstream. Everyday actions like brushing, flossing, or chewing – and especially dental procedures – can provide a pathway for these microbes to travel through the body.

    Once in the bloodstream, certain bacteria can attach to the endothelium, the inner lining of blood vessels. This disrupts the vascular barrier, making it easier for infection to spread throughout the body, including to vital organs. In extreme cases, this can lead to organ failure – or even death.

    Inflammation and infection

    Systemic inflammation is one of the main ways oral health affects heart health. Chronic periodontitis triggers a prolonged immune response, increasing levels of key inflammatory markers such as C-reactive protein and cytokines.

    These molecules can damage blood vessel linings and contribute to the development of atherosclerosis – a condition that narrows arteries, raises blood pressure and dramatically increases the risk of heart attacks and strokes.

    Inflammation is now recognised not only as a symptom of cardiovascular disease but also as a driving force behind it. This insight elevates oral care from a cosmetic concern to a critical aspect of heart disease prevention.

    Poor oral hygiene can also increase the risk of infective endocarditis (IE), a serious infection of the heart’s inner lining or valves. This condition typically occurs when oral bacteria – especially from the streptococcus viridans group –enter the bloodstream and colonise damaged areas of the heart.

    People with pre-existing valve abnormalities, prosthetic valves, or congenital heart defects are particularly vulnerable. For patients with prosthetic valves or certain heart conditions, dentists may even recommend antibiotics before specific procedures to minimise the risk of infective endocarditis. IE is a medical emergency requiring prolonged antibiotic treatment or, in some cases, surgery.

    Epidemiological studies support this oral-cardiac link. People with gum disease are significantly more likely to suffer from heart disease. While these studies can’t always prove direct causation, the correlations are strong – even after accounting for shared risk factors like smoking, diabetes and poor diet.

    One study found that people with periodontitis were up to twice as likely to develop coronary artery disease compared to those with healthy gums. Other studies point to a “dose-response” effect: the more severe the gum disease, the greater the cardiovascular risk.

    Oral microbiome

    Smoking, unhealthy diets, excessive alcohol consumption and diabetes all contribute to both poor oral health and heart disease. Tobacco weakens gum tissue and suppresses immune function. Alcohol can dry out the mouth and disrupt the oral microbiome. And poorly controlled diabetes impairs circulation and slows healing, worsening both periodontal and cardiovascular conditions.

    This overlap doesn’t make the research less meaningful – in fact, it strengthens the case for addressing health holistically. Healthy habits benefit the whole body, not just isolated systems.

    Emerging research also suggests that oral hygiene may influence heart health through changes in the body’s microbiome. A poorly maintained mouth allows harmful bacteria to overtake beneficial microbes, causing an imbalance known as dysbiosis. This can disrupt immune function and contribute to chronic inflammation and atherosclerosis.

    To be clear, good dental hygiene alone won’t eliminate heart disease risk. Genetics, diet, exercise and underlying conditions all play crucial roles. But maintaining oral health is a simple, effective and often overlooked part of preventive health care. Regular brushing and flossing, routine dental visits and prompt treatment of gum disease can all reduce the risk of systemic complications.

    Increasingly, health professionals are recognising the importance of collaboration. Cardiologists are being encouraged to ask about oral health, and dentists are urged to consider cardiovascular risk factors during checkups. This integrated approach can lead to earlier detection, more personalised care, and better long-term outcomes.

    The mouth is far more than just the beginning of the digestive system – it plays a vital role in overall wellbeing. The connection between oral health and heart disease underscores the need to treat oral care as a foundational part of preventive medicine. By brushing up on good habits, individuals can protect not only their smile – but their heart, too

  • MIL-OSI Global: Is the UK’s energy storage growing fast enough?

    Britain’s booming green energy generation has a costly side-effect: the national electricity system operator has had to compensate wind turbine operators that could have produced more clean electricity than the grid could take.

    The cost of paying windfarms to temporarily switch off rose significantly in early 2025, surpassing £250 million in the first two months of the year. This figure not only includes these “constraint payments” to windfarm operators, but also payments to gas power plants to switch on and meet demand in the south of England that could theoretically be met by wind energy.

    Wind power is often generated in remote areas like the Scottish Highlands, where there is low electricity demand. To transmit this power over long distances to areas of higher demand (mostly in the south of England) requires power lines, but these have transmission limits and there are not enough of them.

    Britain will only make effective use of its energy potential if grid-scale energy storage keeps pace with the expansion of new windfarms and other forms of intermittent renewable energy, such as solar.

    Large-scale battery systems, pumped hydro and other storage methods could capture the excess energy injected by windfarms on windy days and release it when needed. But are these energy storage options arriving quickly enough?

    Why is storage so important?

    Most British consumers will not see a significant change in how they use electricity with the introduction of planned storage installations, other than fewer blips in power quality, such as flickering or dimming lights.

    You might spot these new energy storage facilities in rows of what look like shipping containers but are actually batteries. And the national grid (which serves England, Wales and Scotland – Northern Ireland has a separate electricity network) will be more capable of responding quickly to even minor variations in electricity supply and demand, meaning fewer headlines about curtailed windfarms.

    The UK government is aiming to build up to 27 gigawatts of battery storage by 2030 (in 2023, battery capacity was estimated to be around 5 gigawatts). There are applications totalling 59 gigawatts of battery storage in the connections queue for 2030.

    Some of these are speculative – introduced to secure connection slots and permissions, with the intention of selling the rights on. These connections will not necessarily be built, yet contribute to long delays in approvals.

    As a result, the energy regulator Ofgem has been working with network operators to reform the connections queue. This includes new rules and more coordination between grid operators and project developers, as well as incentives (such as lower connection charges) to encourage battery developers to ensure their output can be adjusted to accommodate network constraints when necessary.

    Having substantial grid-scale energy storage could help stabilise electricity prices, which might give households lower and less volatile bills. It would also reduce the need to fire up gas generators during supply lulls, lowering the influence of expensive imported gas on electricity prices.

    Options and opportunities

    Storing excess renewable energy involves a range of technologies. Short-duration storage options such as batteries can supply energy ranging from seconds to a few hours. Long-duration storage, such as pumped hydro, can supply energy for several hours, days or more.

    Pumped hydro is the oldest long-duration storage technology. It involves storing vast amounts of energy by pumping water to a higher reservoir when electricity is plentiful, and releasing it to a lower reservoir through a turbine when needed. Dinorwig in north Wales and Cruachan in western Scotland are capable of storing 9 and 7 gigawatt-hours of energy, respectively.

    Major expansions are planned, such as the new pumped hydro storage scheme Coire Glas in Scotland. Expected to be completed around 2030-31, it is designed to store 30 gigawatt-hours, adding vast reserves of energy to the grid.

    Britain’s largest grid-scale battery installation, the Minety battery storage project completed in 2022 in Wiltshire, southern England, is capable of absorbing or delivering 150 megawatts – roughly equivalent to the power demand of 450,000 UK households.

    While Britain is making progress with its storage infrastructure, other countries are scaling up rapidly. China has built huge pumped hydro stations and the US is deploying very large grid-scale batteries. Germany, meanwhile, is testing hydrogen storage to absorb the power from its onshore windfarms.

    New forms of storage

    There is a drive by energy companies to develop new forms of long-duration storage. Along with hydrogen, liquid‑air storage is capable of inter-seasonal storage. This would allow solar energy collected during the summer to be available for release during the duller autumn and winter months.

    In liquid-air plants, excess electricity is used to cool air to a liquid which can then be stored in insulated tanks. When electricity is required, the liquid air is heated and turned back into a gas, which moves a turbine and generates electricity. A 50-megawatt liquid-air plant planned near Manchester is expected to start commercial operation in 2026.

    In hydrogen energy storage plants, surplus electricity powers an electrolyser that splits water molecules into hydrogen and oxygen. The hydrogen is stored and, when electricity is needed, fed into a fuel cell or turbine to generate the electricity. An example is the proposed Aldbrough facility in east Yorkshire, which is expected to be in operation by 2030 and will have a storage capacity of 320 gigawatt-hours. This facility will use three repurposed salt caverns originally developed to store natural gas.

    Energy storage technology has become a serious business opportunity, with companies investing billions of pounds into building new facilities. The variety of projects in the pipeline suggests the UK will be better able to avoid curtailing wind energy in the future, even accounting for growth in wind power capacity. Paying windfarm operators to switch off may soon be a thing of the past.

    The Government of Jersey held its inaugural event at the British Embassy in Paris this week, to mark the start of celebrations for the 80th anniversary of Liberation. Ministers from Jersey were joined by counterparts from the UK, France and Guernsey, including representatives from the Franco-British Council. 

    The gathering presented an opportunity for cultural links past, present and future to be explored, and Jersey’s ties to France were recognised through an exclusive display of works by French artist and resistance fighter Claude Cahun – a Jersey resident during the Occupation. 

    The event was also used to observe the progress achieved in Jersey-France relations over the last two years, since a ‘hotdesk’ was made available for Jersey officials at the Paris Embassy. 

    Minister for External Relations, Deputy Ian Gorst, said: “The reception provided a fantastic opportunity to reaffirm the deep ties between Jersey and France. 

    “We are proud of our close partnerships with our nearest neighbour, particularly the regions of Normandy and Brittany, which have flourished through collaboration in the areas of heritage, education, the arts, and trade. 

    “I am delighted that we were able to celebrate these links together as we marked the start of events for the 80th anniversary of Liberation.”

    Minister for International Development, Deputy Carolyn Labey, said: “This event demonstrated the progress made in better connecting Jersey to Paris in recent years, and through the work of Claude Cahun we learned how we can use lessons of the past to inspire our future. We have many more exciting events planned for Liberation 80, where we can celebrate our history and once again highlight our central position within a range of international relationships and projects.” 

    Minister for Sustainable Economic Development, Deputy Kirsten Morel, said: “We will shortly see the return of direct air links between Paris and Jersey, strengthening further our potential for collaboration. We must now continue to develop our international reputation and provide a greater range of opportunities for Islanders, through tourism and commerce, education and cultural exchanges.” 

    Deputy Gorst and Deputy Labey also met British Ambassador Dame Menna Rawlings and highlighted Jersey’s ambition to establish cultural and diplomatic footprints in Paris. 

    Deputy Morel, meanwhile, held talks with Bruno Favel, a senior officer within the French Ministry of Culture, to discuss Jersey’s cultural heritage and the Island’s involvement in the 2027 European Year of the Normans​ programme.​

    Work has progressed stabilising the buildings meaning that the site cordon can be reduced in size, and pedestrians can be allowed access through Rouge Bouillon. 

    Jersey Demolition Company is continuing to fill voids and underpin the property. This work is expected to finish by the end of the weekend. 

    Starting next Tuesday, Jayen will then carry out further work on behalf of Jersey Water, filling voids in the southern part of Rouge Bouillon nearest the stabilised structure. 

    Scaffolding, erected alongside the building in the road to install the strapping, has now been removed, representing another key step towards the safe reopening of the road. 

    The project remains on schedule, with the road set to reopen at the earliest opportunity, once all safety measures are complete.

  • MIL-OSI Security: Seven Romanian nationals charged with immigration offenses

    GREAT FALLS – Seven Romanian nationals accused of crossing illegally from Canada into Montana appeared yesterday for arraignment, U.S. Attorney Kurt Alme said.

    Two defendants, Ionut Gheorghe, 27, and Adi Marinescu Gheorghe, 32, pleaded not guilty to transporting illegal aliens, which, if convicted, carries a maximum punishment of five years of imprisonment, a $250,000 fine, and three years of supervised release.  Adi Marinescu Gheorghe was also charged with illegal reentry of a removed alien, which is punishable by two years in prison, a $250,000 fine, and three years of supervised release.

    The other five defendants, Mihai Mahaela, 40, Sorin Sandu, 45, Conte Nicolae, 19, Alin Amadeus Musuroi, 23, and Lacrimoara Nicolae, 51, each pleaded not guilty to illegal entry of an alien. If convicted, they could be sentenced to up to six months in prison, fined $100,000, and placed on supervised release for one year.

    Magistrate Judge John T. Johnston presided. All seven defendants were detailed pending further proceedings.

    The government alleged in court documents that Ionut Gheorghe and Adi Marinescu Gheorghe were each driving a van on April 25, 2025. The other defendants were passengers in the vans, which the U.S. Border Patrol detected illegally crossing into the United States at approximately 2:30 a.m. Law enforcement located the vans traveling south on I-15, stopped the vehicles, took the occupants into custody, and transported them to the Sweetgrass Border Patrol Station for further investigation and processing. In total, the two vans contained 21 men, women, and children.

    The United States Attorney’s Office is prosecuting the case, and the United States Border Patrol conducted the investigation.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.

    The charging documents are merely accusations and defendants are presumed innocent until proven guilty beyond a reasonable doubt.

  • MIL-OSI: Applied Rating Index Q1 2025 Results Released

    Toronto, ON, May 01, 2025 (GLOBE NEWSWIRE) — Applied Systems® today announced the first quarter of 2025 results of the Applied Rating Index™, the Canadian insurance industry’s premium rate index. In Q1 2025, average premiums for both Personal Auto lines and Personal Property lines increased year over year. Quarter over quarter, premium rate change increased for Personal Auto and increased for Personal Property compared to Q4 2024.

    For Personal Auto, all provinces experienced an increase year over year, with Ontario seeing the highest at 14.7% and Alberta the lowest at 12.1%. For Personal Property lines, all provinces except British Columbia experienced an increase in premium rate change year over year. Quebec saw the highest premium rate change at 9.6% and British Columbia was the only province to experience a decline in rates at an average of -5.9%.

    Key findings for Q1 2025 include:

    • Personal Auto: In Q1 2025, Personal Auto premium rate change increased 13.2% versus Q1 2024. Personal Auto premium rate change increased 2.2% versus Q4 2024.
    • Personal Property: In Q1 2025, Personal Property premium rate change increased 5.0% versus Q1 2024. Personal Property premium rate change increased 1.7% versus Q4 2024. 
    • Provinces: Across Personal Auto, all provinces experienced increased premium rate change year over year with Alberta, Ontario, Quebec and the Atlantic Provinces seeing 12.1%, 14.7%, 14.0% and 14.2% respectively. Relative to Q4 2024, all provinces, except Alberta, saw increases in quarter over quarter premium rate change with Alberta, Ontario, Quebec and the Atlantic Provinces experiencing –1.7%, 4.5%, 2.0%, and 3.3% respectively.
    • Personal Property lines experienced increased year over year premium rate change across all provinces except British Columbia. Alberta, Ontario, Quebec, the Atlantic provinces, and Saskatchewan & Manitoba saw increases in premium rate change year over year with 3.4%, 5.7%, 9.6%, 4.1% and 4.0% respectively. British Columbia recorded a year over year decline in premium rate change of −5.9%. Relative to Q4 2024, all provinces, except British Columbia and Quebec saw increases quarter over quarter with Alberta, Ontario, Quebec, the Atlantic provinces, Saskatchewan & Manitoba, and British Columbia experiencing 2.9%, 1.0%, -1.0%, 1.4%, 0.8%, -0.5% and respectively.

    1 May – UKIMS Registration – The Answer to the Irish Sea Border?

    It has been suggested that businesses can to a very significant degree avoid the new parcels border that comes into force today, and indeed the wider customs border, such that they are only subject to minimal paperwork, so long as they become UKIMS (UK Internal Market Scheme) Registered. This greatly underplays the difficulty.

    There are three problems:

    Many Companies are Ineligible for Easements

    The first problem is that easements are only available for companies with a turnover of less than £2 million. Put another way, if your company has a turnover of more than £2 million you will have to make full customs declarations. This is a major constraint. While £2 million might sound like a lot of money to an individual, it is not for a company that employs people. Although there are some movements (some food, health, and construction materials) in relation to which the EU has intimated a willingness to waive the £2 million limit, in most contexts it will apply.     This is a dark day especially for Northern Ireland manufacturers with a turnover of more than £2 million, who depend on getting their inputs from Great Britain, many in parcels, rather than the Republic which is not a manufacturing economy.

    Not all Good Movements Qualify for Easements

    The second point to make is that even if you comply with the ceiling imposed on Northern Ireland aspiration by the £2 million threshold, not all goods movements are eligible for this simplified procedure in any event. The Government has divided goods into three Categories.

    • Category 1 goods have to be moved subject to full customs declarations. They are ineligible for the simplified procedure.
    • Category 2 goods have to be moved subject to full customs declarations unless both the following are met:
    • they do not fall under Category 1
    • a H8 controlled declaration, or a I1 C&F controlled declaration is submitted

    Even in this event full simplification is denied. An 8-digit commodity code is required as well as licensing and documentary controls.

    Thus, if the option of UKIMs movements is not taken from you by means of your having a turnover of over £2 million, it could be taken from you if you move Category 1 goods and, even if you can avoid a full customs declaration in moving Category 2 goods, you will have to negotiate additional hurdles and complexity beyond the UKIMs mechanism.

    UKIMs Easements Do Not Remove the Border

    Finally, even if you benefit from UKIMs easements this does not have the effect of removing the border. You still have to have an export number and provide information that you don’t have to provide when moving goods within an internal market. You also have to apply to become UKIMS registered which is complicated and you have to be subject to ongoing checks. None of these burdens are placed on you if you move goods within an internal market, as in GB, or anywhere else for that matter. These burdens testify to the presence of the border.

    Plymouth’s busy Manadon Interchange is set for a major overhaul thanks to new government funding.

    The Department for Transport has given a green light to an outline plan for a variety of improvements and awarded just over £133 million in development funding to take this scheme onto detailed design.

    The Manadon Interchange, which connects the A38 Devon Expressway with the A386 Tavistock Road, is one of Plymouth’s busiest and most critical junctions.

    It plays a vital role in linking different parts of the city and providing access to key employment and healthcare sites, including Derriford Hospital, Plymouth Science Park, and the Dockyard.

    Originally designed for far lower traffic volumes, the interchange now struggles to cope with demand.

    With the planned growth of Plymouth, including over 29,000 new homes and the creation of more than 13,000 skilled jobs, the city’s road infrastructure must be improved to support this expansion.

    Without these upgrades, congestion will continue to worsen, impacting local businesses, emergency services, and people’s daily lives. This investment is a once-in-a-generation opportunity to improve Plymouth’s road network for the future.

    The outline plans for the scheme will be launched next month when a six week period of public engagement will begin, allowing residents to attend information sessions and feedback on a number of areas in an initial design, which focuses on:

    Safer roads – New junctions, crossings, and layouts to reduce accident risks and improve conditions for all road users.

    Better walking and cycling routes – Safer, segregated cycle lanes and improved pedestrian paths to encourage more people to walk and cycle where possible.

    A new community space at Treveneague Gardens – Transforming an underused area into a new park with footpaths, biodiversity enhancements and recreational space for local residents.

    Councillor Mark Coker, Cabinet Member for Transport, said: “Improvements to Manadon are well overdue so I’m delighted that we have got to this crucial stage of the process.

    “Our city needs to grow to respond to the rising population and be economically viable. We need more jobs and homes.

    “That means that junctions like Manadon have to be able to cope, which is why it is so important to that we invest in the infrastructure of the future.”

    The total cost of the scheme, from design right through to construction is £156 million, with £133 from government funding and the remaining £23 million from other transport grant funding, developer contributions and the Council’s own investment.

    It is estimated that construction on the scheme would not begin before 2028.

    Vimkunya vaccine approved to prevent disease caused by the chikungunya virus in people 12 years of age and older 

    The Medicines and Healthcare products Regulatory Agency (MHRA) has today (1 May 2025) approved a vaccine (Vimkunya) used to prevent disease caused by the chikungunya virus in people 12 years of age and older. 

    Chikungunya disease is caused by the chikungunya virus, which is transmitted through the bite of infected mosquitoes. The disease is found in countries across Asia, Africa and the subtropical regions of the Americas. Most people infected with the virus develop fever, rash, and severe pain in multiple joints that typically resolve between one to two weeks, but symptoms may last for months or years. 

    This vaccine has been approved through the International Recognition Procedure (IRP). The IRP allows the MHRA to take into account the expertise and decision-making of trusted regulatory partners for the benefit of UK patients.  

    The MHRA conducts a targeted assessment of IRP applications and retains the authority to reject applications if the evidence provided is not considered sufficiently robust. 

    As with any medicine, the MHRA will keep the safety and effectiveness of this vaccine under close review. Anyone who suspects they are having a side effect from this medicine are encouraged to talk to their doctor, pharmacist or nurse and report it directly to the MHRA Yellow Card scheme, either through the website (https://yellowcard.mhra.gov.uk/) or by searching the Google Play or Apple App stores for MHRA Yellow Card.

    UK insurance broker charged with failure to prevent bribery

    The Serious Fraud Office (SFO) today accused a UK insurance broker of failing to prevent international bribery.

    Representatives of United Insurance Brokers Limited (UIBL) were ordered to appear before Westminster Magistrates’ Court next month.

    The broker is charged with failing to prevent associates from bribing state officials in Ecuador between October 2013 and March 2016.

    The SFO alleges UIBL’s US-based intermediaries for Ecuador paid bribes in return for the awarding of re-insurance contracts worth US$38 million.

    If this case proceeds to a contested trial, it will be the first time that an SFO “failure to prevent bribery” case is heard by a jury.

    UIBL offered re-insurance services which insure against any losses caused by making significant and unexpected payouts for insurance policies.

    This was sold to state insurers covering parts of the Ecuadorian public sector, including the state water and electricity companies.  

    UIBL received a US$6.2 million commission to provide these services, of which US$3 million was allegedly paid to intermediaries.

    The intermediaries are accused of subsequently paying bribes to an Ecuadorian official in exchange for the contracts.

    Nick Ephgrave QPM, Director of the Serious Fraud Office, said:

    The SFO remains committed to stamping out international bribery wherever it may occur.

    British companies have a duty to prevent the harm caused by bribery when doing business at home and abroad, to ensure that the UK remains a safe and fair place to do business.

    Representatives of the company will appear before Westminster Magistrates’ Court on Wednesday 7 May to face the charges.

    Projects across the country to receive a share of funding.

    Eleven projects designed to accelerate Scotland’s hydrogen economy are set to benefit from a share of £3.4 million funding.

    The Scottish Government funding will help develop green hydrogen production, improve the hydrogen supply chain, and enhance hydrogen transport and storage infrastructure.

    Opening a parliamentary debate on Scotland’s hydrogen future, Acting Net Zero Cabinet Secretary Gillian Martin said:

    “Hydrogen stands as a critical pillar of Scotland’s route to net zero by 2045, but also, alongside the development of our offshore wind capacity, as one of Scotland’s greatest industrial opportunities since the discovery of oil and gas in the North Sea.

    “A just transition remains at the heart of our approach, and we are determined that no community, particularly those which have powered our economy for generations, will be left behind as we move away from burning fossil fuels towards a low carbon energy system.

    “We are working to build a hydrogen economy in which the benefits of our energy transition are shared, and which harnesses the full potential of our skilled people, our worldclass industries, and our natural resources.”

    In September 2024 the Scottish Government invited projects to apply for a match-funding grant award of up to 50%, to the maximum value of £2 million.

    Shortlisting saw 18 projects invited to submit a full application to delivery partner Scottish Enterprise, with funding ultimately provided to 11 successful projects.

    Westminster City Council has today launched a new Private Rented Sector (PRS) Tenant’s Charter, designed to help private renters better understand their rights, improve living standards, and access vital support services.

    With around 44% of Westminster households renting privately, the Charter sets out clear information on what tenants can expect from their landlords—covering key issues such as damp and mould, unlawful evictions, and unfair rent practices. The Charter also highlights how tenants can get help from the council when problems arise.

    Councillor Matt Noble, Cabinet Member for Regeneration and Renters said:

    “Too many private renters face poor conditions, uncertainty, and confusion about what their rights are. The Tenant’s Charter is a step toward putting power back in the hands of residents—providing clear, accessible guidance and making it easier to get help when it’s needed.”

    Applications for the Tak£500+ project are now open and groups can receive up to an incredible £1000 for a project to benefit their area!

    This Participatory Budget Fund encourages local residents within the Armagh, Banbridge and Craigavon borough to apply for funding for a project that they think will have a positive impact on their community.

    This is the fourth year of this fantastic project so, if you have an idea in mind of something that would bring value to your area and support your community, especially in these increasingly difficult times, look no further!

    There are seven information sessions taking place over the new few weeks where you can find out all you need to know, so come along and find out more!

  • MIL-OSI Security: Met launch a new way for Londoners to hear about neighbourhood policing

    A new way for Londoners to hear about policing in their area is being rolled out, starting in south-west London.

    Local officers in the south-west of the capital will lead the way, using ‘Met Engage’ – a subscription email service – to provide their communities with crime prevention advice, updates on ongoing incidents and investigations, and information about successful outcomes and operations.

    Neighbourhood policing is at the forefront of the Met’s work to deliver on their ambition for more trust, less crime and high standards.

    Communities have told the Met they want to, be more connected to their local policing teams and the Met is now asking people in – Kingston, Merton, Richmond and Wandsworth to sign up for Met Engage here.

    People who sign up will be asked to complete a survey, where they’ll be able to select where they live and choose the type of alerts they’d like to be informed about. This means the messages they receive will be specifically tailored to them.

    Superintendent Josh Laughton, the Met’s local policing lead in south-west London, said:

    “The Met is placing communities at the heart of everything it does by putting more officers into neighbourhood policing to focus on the issues that matter most to Londoners.

    “Launching Met Engage is an exciting new way for our neighbourhood officers to keep people updated on what’s going on in their area.

    “It will become the place for residents to get reliable information directly from officers who are out in their neighbourhood, whilst also giving the opportunity for people to raise their concerns and have their say. I’d encourage anyone who lives in the pilot area to sign up to Met Engage, so we can work together to keep London safe.”

    Met Engage will be a key part of the Met’s community-first approach, by providing a platform to raise concerns, while also being kept updated on the issues that matter most to them in their local area.

    Keir Starmer’s reported absence from the Hamilton, Larkhall and Stonehouse is yet another example of how the Labour party treats Scotland, says Katy Loudon, the SNP’s candidate in the by-election.

    In comments reported in the Daily Record, Labour’s Scottish leader, Anas Sarwar said that he didn’t expect Keir Starmer to be campaigning in the by-election, excusing his absence on the basis of “national security”. Yet he has found time to campaign in local elections in England.

    Other reports describe how Keir Starmer is not playing well on the doorsteps in light of widespread backlash to Labour decisions like cutting the Winter Fuel Payment from 900,000 Scottish pensioners, and £5 billion of cuts to support for people with disabilities.

    Katy Loudon said his absence shows that Scotland is little more than an afterthought to this Labour government, and it is no surprise he will be avoiding this by-election.

    “The Labour Party has lost its way, saying they’ll reduce bills by £300 and then doing the opposite and cutting support for disabled people”, she said.

    She continued by saying, “The Prime Minister is clearly embarrassed by his own record, but he owes it to the people of Hamilton, Larkhall and Stonehouse to answer for it.

    What does it mean to live a good life? For centuries, philosophers, scientists and people of different cultures have tried to answer this question. Each tradition has a different take, but all agree: The good life is more than just feeling good − it’s about becoming whole.

    More recently, researchers have focused on the idea of flourishing, not simply as happiness or success, but as a multidimensional state of well-being that involves positive emotions, engagement, relationships, meaning and accomplishment − an idea that traces back to Aristotle’s concept of “eudaimonia” but has been redefined within the well-being science literature.

    Flourishing is not just well-being and how you feel on the inside. It’s about your whole life being good, including the people around you and where you live. Things such as your home, your neighborhood, your school or workplace, and your friends all matter.

    We are a group of psychological scientists, social scientists and epidemiologists who are all contributors to an international collaboration called the Global Flourishing Study. The goal of the project is simple: to find patterns of human flourishing across cultures.

    Do people in some countries thrive more than others? What makes the biggest difference in a person’s well-being? Are there things people can do to improve their own lives? Understanding these trends over time can help shape policies and programs that improve global human flourishing.

    What does the flourishing study focus on?

    The Global Flourishing Study is a five-year annual survey of over 200,000 participants from 22 countries, using nationally representative sampling to understand health and well-being. Our team includes more than 40 researchers across different disciplines, cultures and institutions.

    With help from Gallup Inc., we asked people about their lives, their happiness, their health, their childhood experiences, and how they feel about their financial situation.

    The study looks at six dimensions of a flourishing life:

    1. Happiness and life satisfaction: how content and fulfilled people feel with their lives.

    2. Physical and mental health: how healthy people feel, in both body and mind.

    3. Meaning and purpose: whether people feel their lives are significant and moving in a clear direction.

    4. Character and virtue: how people act to promote good, even in tough situations.

    5. Close social relationships: how satisfied people are with their friendships and family ties.

    6. Financial and material stability: whether people feel secure about their basic needs, including food, housing and money.

    We tried to quantify how participants are doing on each of these dimensions using a scale from 0 to 10. In addition to using the Secure Flourish measure from Harvard’s Human Flourishing Program, we included additional questions to probe other factors that influence how much someone is flourishing.

    For example, we assessed well-being through questions about optimism, peace and balance in life. We measured health by asking about pain, depression and exercise. We measured relationships through questions about trust, loneliness and support.

    Who is flourishing and why?

    Our first wave of results reveals that some countries and groups of people are doing better than others.

    We were surprised that in many countries young people are not doing as well as older adults. Earlier studies had suggested well-being follows a U-shape over the course of a lifespan, with the lowest point in middle age. Our new results imply that younger adults today face growing mental health challenges, financial insecurity and a loss of meaning that are disrupting the traditional U-shaped curve of well-being.

    Married people usually reported more support, better relationships and more meaning in life.

    People who were working – either for themselves or someone else – also tended to feel more secure and happy than people who were seeking jobs.

    People who go to religious services once a week or more typically reported higher scores in all areas of flourishing – particularly happiness, meaning and relationships. This finding was true in almost every country, even very secular ones such as Sweden.

    It seems that religious communities offer what psychologists of religion call the four B’s: belonging, in the form of social support; bonding, in the form of spiritual connection; behaving, in the cultivation of character and virtue through the practices and norms taught within religious communities; and believing, in the form of embracing hope, forgiveness and shared spiritual convictions.

    But some people who attend religious services also report more pain or suffering. This correlation may be because religious communities often provide support during hard times, and frequent attendees may be more attentive to or more likely to experience pain, grief or illness.

    Your early years shape how you do later in life. But even if life started off as challenging, it doesn’t have to stay that way. Some people who had difficult childhoods, having experienced abuse or poverty, still found meaning and purpose later as adults. In some countries, including the U.S. and Argentina, hardship in childhood seemed to build resilience and purpose in adulthood.

    Globally, men and women report similar levels of flourishing. But in some countries there are big differences. For example, women in Japan report higher scores than men, while in Brazil, men report doing better than women.

    Where are people flourishing most?

    Some countries are doing better than others when it comes to flourishing.

    Indonesia is thriving. People there scored high in many areas, including meaning, purpose, relationships and character. Indonesia is one of the highest-scoring countries in most of the indicators in the whole study.

    Mexico and the Philippines also show strong results. Even though these countries have less money than some others, people report strong family ties, spiritual lives and community support.

    Japan and Turkey report lower scores. Japan has a strong economy, but people there report lower happiness and weaker social connections. Long work hours and stress may be part of the reason. In Turkey, political and financial challenges may be hurting people’s sense of trust and security.

    One surprising result is that richer countries, including the United States and Sweden, are not flourishing as well as some others. They do well on financial stability but score lower in meaning and relationships. Having more money doesn’t always mean people are doing better in life.

    In fact, countries with higher income often report lower levels of meaning and purpose. Meanwhile, countries with higher fertility rates often report more meaning in life. These findings show that there can be a trade-off. Economic progress might improve some things but weaken others.

    The big picture

    The Global Flourishing Study is helping us see that people all over the world want many of the same basic things: to be happy, healthy, connected and safe. But different countries reach those goals in different ways. There is no one-size-fits-all answer to flourishing. What it means to flourish can look different from place to place and from one person to another.

    One challenge with the Global Flourishing Study is that it uses the same set of questions in all 22 countries. This method, known as an etic approach, helps us compare results across cultures. But it can miss the nuance and local meanings of flourishing. What brings happiness or purpose in one country or context might not mean the same thing in another.

    We consider this study to be a starting point. It opens the door for more emic studies – research that uses questions and ideas that fit the values, language and everyday life of specific cultures and societies. Researchers can build on this study’s findings to expand how we understand and measure flourishing around the world.

    St Albans Mayor, Councillor Jamie Day, will lay a wreath at the City’s war memorial to commemorate the 80th anniversary of Victory in Europe Day.

    He will be joined by Councillors, Honorary Aldermen, senior Council officers and representatives of the Royal British Legion.

    Everyone is welcome at the event at the memorial in St Peter’s Street at 9.30am on Thursday 8 May.

    It will be an opportunity for the community to come together and pay their respects to the millions of victims of the Second World War.

    Beforehand, the Town Crier, Stephen Potter, will join more than 300 criers across the UK and Commonwealth and read the VE Day 80 Proclamation. He will do so at 9am by the Clock Tower.

    VE Day occurred on 8 May 1945 when Nazi Germany surrendered to Britain and its allies, bringing an end to the Second World War in Europe.

    A veterans’ coffee morning, hosted by the Mayor, will take place at St Albans City and District Council’s main offices from 10.30am after the wreath laying.

    Any veteran wishing to attend should email mayoralty@stalbans.gov.uk with family and friends welcome to do so on their behalf.

    The Union flag will be flown from St Albans Museum + Gallery where a new display exploring the varied wartime experiences of local people launches in the Assembly Room at 10am.

    This display highlights the unique personal stories of eight individuals from across the District with topics ranging from evacuation to life as a Prisoner of War.

    Also in the Assembly Room, there will be a free performance of wartime songs by a local choir on Saturday 10 May.

    There will be two sessions, at noon and 2pm, when the community group The Monday Choir will sing the hits of Vera Lynn and other 1940s favourites. 

    The Charter Market on Saturday 3 and Wednesday 7 May will be VE Day-themed with traders encouraged to put up red, white and blue bunting as well as other appropriate decorations.

    The annual Met Gala in New York City is a dazzling collision of celebrity, fashion and media frenzy.

    The event is ostensibly a fundraiser for the Metropolitan Museum of Art’s Costume Institute, which houses a vast collection of historical costumes and fashion artifacts.

    But for many people, it’s that time of year when their social media feeds become awash with posts, stories and live streams of A-list actors, musicians and influencers ascending the iconic steps of the Metropolitan Museum of Art to showcase their elaborate outfits.

    The gala has come a long way since its early days as an intimate fundraising event for the local fashion industry and New York’s old-guard elite.

    Through my research at the Met’s Thomas J. Watson Library, I discovered the ways in which a former fashion editor named Diana Vreeland elevated this formerly stuffy charity ball into a global media sensation.

    A low-key affair

    Philanthropist and arts patron Irene Lewisohn launched the Museum of Costume Art in 1937 to promote the preservation and study of historical clothing. In 1946, New York fashion publicist Eleanor Lambert helped bring the museum’s collection under the purview of the Metropolitan Museum of Art, with the caveat that it would operate independently of the museum’s budget. It was then renamed the Costume Institute.

    In 1948, Lambert organized the inaugural gala to raise funds for the institute. The following year, Lord & Taylor president Dorothy Shaver established a formal management structure for both the institute and its annual gala, streamlined operations, and helped burnish the reputation of the fledgling institution among New York’s social elite. During her tenure, gala revenues climbed steadily, from US$31,723 in 1949 to $118,775 in 1958 – roughly $1.3 million in today’s dollars.

    The Met Gala that Shaver shaped looked similar, in many ways, to today’s: There was a theme, a formal dinner, live entertainment and a fashion parade that attendees could participate in. There were also a photographers row, where guests could be snapped by famed fashion photographers for a fee, and raffles with department store prizes.

    After Shaver’s death in 1958, department store executives continued to steer the gala, but attendance and revenue waned. In 1961, in an effort to cut costs and revive interest, the event was moved into the museum itself.

    The gala needed a reinvention. Soon, it would get one.

    Vreeland’s vision

    Diana Vreeland took the reins of the Met Gala in 1973.

    She’d had a storied career in fashion journalism, including stints as fashion editor of Harper’s Bazaar and editor-in-chief of Vogue.

    Vreeland, however, understood that in order for the gala to grow, it needed to become a newsworthy event that would be of interest to those who might not even attend the gala itself. So she selected spectacular, sometimes controversial themes that would generate interest from the press.

    Vreeland’s first exhibition in 1973 was bold: a tribute to a single designer, Cristóbal Balenciaga.

    “The World of Balenciaga” was funded by the Spanish government, Iberia Airlines and five Spanish banks – a controversial move, considering Spain was still under Francisco Franco’s dictatorship. The show featured Franco’s granddaughter’s wedding dress as one of the central pieces.

    Some curators also bristled at Vreeland’s unorthodox approach to exhibition planning, such as blurring time periods, displaying clothes without providing historical context and prioritizing beauty over scholarship.

    “She knows fashion and who wore it,” one former museum official said, “but she doesn’t know history.”

    Nonetheless, critics deemed the gala and its accompanying exhibition a huge success. American designer Stan Herman declared that the garments “belong in a museum, like good paintings.”

    In the coming years, Vreeland’s other themes included “Romantic and Glamorous Hollywood Design,” “The ‘10s, ’20s and ’30s,” and “American Women of Style.” The latter was accompanied by a Vogue magazine spread starring actress and model Marisa Berenson, who channeled iconic American “it girls” like Irene Castle, Consuelo Vanderbilt and Josephine Baker.

    Buzz and pizzazz

    Before Vreeland, coverage of the gala was limited to society pages and publications like Women’s Wear Daily.

    Vreeland knew how to generate buzz because she thought like an editor. She also knew how to charm the press. Vreeland popularized words like “pizzazz,” “splendeur” and “deeveen.” She told tales of discovering model and actress Lauren Bacall and the work of fashion designer Roy Halston. She regaled reporters with stories of allegedly visiting Buffalo Bill in Wyoming.

    Under Vreeland’s leadership, media coverage of the gala and exhibitions exploded, with articles appearing in The New York Times, The New Yorker, New York Magazine, People, Interview, Le Figaro, Le Monde, Revista Hola!, ABC de las Americas, Il Tempo, Paris Herald Tribune and Tokyo’s High Fashion, among others. During her tenure, she also opened the doors to reporters and photographers so they could cover the night of the event.

    In an interview with Women’s Wear Daily she said, “I am an entertainer. And I believe in wit, and good nature, and laughter.”

    Corporate controversies

    With “The World of Balenciaga,” Vreeland also pioneered the use of corporate sponsorships to finance the exhibitions and parties. In 1982, Pierre Cardin Management funded “La Belle Époque,” a Met Gala theme associated with the relaunch of the famed Paris restaurant Maxim’s, in which Cardin had invested.

    In 1983, Vreeland courted controversy again with the first exhibition honoring a living designer — Yves Saint Laurent — underwritten by the Pierre Bergé Foundation. Bergé was Saint Laurent’s life and business partner.

    The show was launched amid rumors of the designer’s declining health and growing criticism of the museum being exploited as a publicity platform.

    “One day the god of the Temple of Dendur will cry: ‘I am not on earth to share a museum with a bunch of fashion freaks!’” critic John Heilpern groused in the East Side Express.

    The following year, Ralph Lauren became the central sponsor and guest of honor for “Man and the Horse.”

    The Met set

    Under Vreeland, a new kind of guest list also emerged.

    The rise of celebrity culture in the 1960s gave birth to the “jet set” – beautiful people whose fame transcended traditional society circles.

    Vreeland embraced this shift. She made space at the gala for the likes of Andy Warhol, Bianca and Mick Jagger, Halston and his Halstonettes, David Bowie, Cher, Diana Ross, Warren Beatty and Jack Nicholson.

    Their presence helped transform the gala from society soirée to pop culture phenomenon.

    After Vreeland’s death in 1989, the event lost some its splendor under the guidance of museum curators. Women’s Wear Daily columnist Aileen Mehle later lamented the decline, writing that the event had become “a far cry from the dear old Diana Vreeland days when that fashion oracle called the Costume Institute’s shots, and elegance and anticipation abounded.”

    In the late 1990s, however, the museum curators who had run the event since Vreeland’s death ceded control back to the fashion industry. High-end brands like Chanel, Versace and Christian Dior sponsored the Met Gala, while fashion editors such as Liz Tilberis and Anna Wintour chaired the event.

    By channeling Vreeland’s vision, they were able to turn the gala into the global media spectacle it is today, which now thrives in an era of social media and global branding.

    This year’s theme, “Superfine: Tailoring Black Styles,” is co-chaired by rapper-producer Pharrell Williams, who is also the artistic director of Menswear at Louis Vuitton. The LVMH conglomerate – Moët Hennessy Louis Vuitton – is the sponsor, showing how the gala continues to operate as a platform where corporate branding, celebrity culture and high culture converge.

  • MIL-OSI Global: Pandas and politics − from World War II to the Cold War, zoos have always been ideological

    President Donald Trump’s sweeping range of more than 130 executive orders and other decisions aim to upend everything from long-standing immigration policy to the control of a performing arts center.

    But so far, zoos are not among the many issues the Trump administration has focused on.

    That might no longer be the case.

    Trump issued an executive order on March 27, 2025, to restore “truth and sanity” at federal history sites.

    “Over the past decade, Americans have witnessed a concerted and widespread effort to rewrite our Nation’s history,” Trump wrote in the executive order, “replacing facts with a distorted narrative driven by ideology rather than truth.” As a corrective, he instructed Vice President JD Vance to ferret out “improper ideology” at the Smithsonian Institution, a group of museums and research centers created and funded by the federal government.

    The executive order also applied to the National Zoo in Washington, D.C., which has been part of the Smithsonian since 1890.

    For Trump’s critics, the suggestion that zoos might be indoctrinating visitors was absurd.

    NBC “Late Night” host Seth Meyers joked about the executive order on his show on April 2, characterizing it as evidence of an authoritarian personality.

    “Seriously, what the hell is ‘improper’ ideology at the zoo? Trump is starting to get into weird dictator s—,” Meyers said.

    Meyers’ astonishment should come as no surprise. Zoos go to great lengths to portray themselves as scientifically objective and politically neutral.

    Yet as a scholar of wars’ effects on American culture and society, I know that zoos have always been ideological, sending subtle – and not so subtle – messages about topics that have little to do with animals.

    Historically, zoos have been used to justify colonial exploitation. They have lent weight to eugenicist ideas about racial hierarchy. And they have served as backdrops for all kinds of political theater.

    During the 1920s and 1930s, for example, Italian strongman Benito Mussolini liked to climb inside the lion cage at the Rome Zoo to demonstrate the courage and vitality he associated with fascist politics.

    As I argue in my 2025 book “World War Zoos: Humans and Other Animals in the Deadliest Conflict of the Modern Age,” the links between zoos and national politics are especially pronounced in periods of war.

    World war zoos

    Zoo ownership and funding models depend on the individual zoo, but many zoos receive at least some government funding to operate.

    At the start of World War II, most governments required zoos to embrace an ideology of sacrifice – a willingness to set the needs of the state above their own.

    For zoos in North America and the British Empire, this meant slashing workers’ pay, rationing food supplies and offering uniformed soldiers special access to zoo facilities.

    It also meant destroying animals considered a threat to public safety, especially in the event of a bombing or assault that could set them free. In 1939, the London Zoo killed more than 200 animals, starting with the black widow spiders and venomous snakes. Other zoos did the same, slaughtering their animal collections as a precaution against possible escape.

    Authoritarian governments during World War II exercised almost total control over their nations’ zoos.

    Under Adolf Hitler, German zoos enforced “Aryan-only” visitation policies, festooned their grounds with swastikas, hosted galas for Nazi dignitaries and exhibited animals looted from zoos in occupied nations.

    In Japan, the governor of Tokyo ordered the Ueno Zoo to carry out a series of “propaganda killings” aimed at strengthening public commitment to the wartime struggle. Starting in August 1943, zoo staff shot, electrocuted, stabbed and strangled more than 20 animals, including a polar bear, an American bison, a python and a leopard cub.

    Tokyo’s zoo also starved to death three elephants named Jon, Tonki and Hanako. Weeks after the zoo held an official funeral for its animals, two of the three elephants that were not actually dead continued to suffer, their cages covered in bunting so the public would not see the ghastly evidence.

    Even as the fighting raged, the Soviet government directed its zoos to develop practical measures to help the war effort. At the Moscow Zoo, staff taught people how to breed mice and rabbits for medical applications, such as vaccine testing.

    All the while, Soviet zoo employees had to demonstrate ideological vigilance in the workplace. Any slipup could mean official sanction, loss of position or worse.

    Cold War zoos

    During the Cold War, governments around the world continued to view zoos through an ideological lens.

    This was especially true in Berlin, where the city’s two zoos – one in the capitalist West, the other in the communist East – became symbols of competing ideological worldviews.

    No zoo animals were more ideologically fraught in the Cold War than giant pandas, endemic to the forested mountains of central China.

    In the 1950s and 1960s, American zoos were denied permission by the U.S. government to import pandas from China. The State Department considered them “enemy goods.”

    That changed in 1972, when President Richard Nixon, during a thawing of the Cold War, famously returned from China with Ling-Ling and Hsing-Hsing, the first giant pandas who were gifted to and exhibited in the U.S. in decades.

    The National Zoo unveiled China’s latest “soft power ambassadors” in January 2025. Three-year-old pandas Bao Li and Qing Bao are set to remain in D.C. for 10 years – long enough to win the hearts and minds of millions of zoo visitors.
