    LOS ANGELES – Serbian law enforcement authorities have arrested two foreign nationals, Cui Guanghai, 43, of China, and John Miller, 63, of the United Kingdom, at the request of the United States, the Justice Department announced today.

    The United States today unsealed its criminal complaint alleging that Cui and Miller coordinated and directed a conspiracy to harass, intimidate, and threaten a Los Angeles resident (the victim) who had been publicly critical of Chinese President Xi Jinping.

    According to court documents, beginning in October 2023, Cui and Miller enlisted two individuals (Individual 1 and Individual 2) inside the United States to carry out a plot to prevent the victim from protesting President Xi’s appearance at the Asia Pacific Economic Cooperation (APEC) summit in November 2023. The victim had previously made public statements in opposition to the policies and actions of the PRC government and President Xi.

    Unbeknownst to Cui and Miller, Individual 1 and Individual 2 were affiliated with and acting at the direction of the FBI.

    In the weeks leading up to the APEC summit, Cui and Miller directed and coordinated an interstate scheme to surveil the victim, to install a tracking device on the victim’s car, to slash the tires on the victim’s car, and to purchase and destroy a pair of artistic statutes created by the victim depicting President Xi and President Xi’s wife.

    A similar scheme took place in the spring of 2025, after the victim announced that he planned to make public an online video feed depicting two new artistic statutes of President Xi and his wife. In connection with these plots, Cui and Miller paid two other individuals (Individual 3 and Individual 4), approximately $36,500 to convince the victim to desist from the online display of the statues. Unbeknownst to Cui and Miller, Individual 3 and Individual 4 were also affiliated with and acting at the direction of the FBI.

    A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Cui and Miller face the following maximum penalties: five years in federal prison for conspiracy and five years in federal prison for interstate stalking.

    The FBI is investigating the case. The United States thanks the Ministry of Justice of Serbia, the Ministry of Interior of Serbia, and the Republic Public Prosecutor’s Office of Serbia for the assistance in this matter. The United States will seek extradition of Cui and Miller and looks forward to working in partnership with the Republic of Serbia’s Prosecutor’s Office and the Ministry of Justice.

  • MIL-OSI Economics: Panel established to review EU duties on battery electric vehicles from China

    DS630: European Union — Definitive Countervailing Duties on New Battery Electric Vehicles from China

    China submitted its second request for the establishment of a dispute panel with respect to the definitive countervailing duties imposed by the European Union on new battery electric vehicles from China. The request also concerns the underlying investigation that led to the imposition of the duties. The EU had said it was not ready to accept China’s first request for the panel at a DSB meeting on 24 March .

    China said it considers the EU measures inconsistent with various WTO provisions. It added that it was open to constructive discussions and remains committed to resolving the dispute within WTO rules.

    The EU said it strongly maintains that its measures are entirely justified. The EU said it is confident it will succeed in this dispute

    The DSB agreed to the establishment of the panel. 

    Australia, Brazil, Canada, Colombia, India, Japan, Kazakhstan, the Republic of Korea, Mexico, Norway, the Russian Federation, Singapore, Switzerland, Thailand, Türkiye, the United Kingdom and the United States reserved their third-party rights to participate in the proceedings.

    DS597: United States — Origin Marking Requirement (Hong Kong, China)

    The United States again raised the matter of the panel ruling in DS597, which was circulated on 21 December 2022 and which the US appealed on 26 January 2023. The US said it was raising the matter again as a result of further developments in Hong Kong, China regarding free speech and human rights. The US referred to its previous statements regarding its position on essential security and its reasons for placing this item on the DSB agenda.

    Hong Kong, China said it was disappointed that the United States continues to raise the matter at DSB meetings. It said the panel ruling in DS597 provided an impartial assessment and the interpretation of WTO agreements cannot be unilaterally rewritten by WTO members.

    China reiterated its concern over the item being placed again on the DSB agenda. It said the security exception under the General Agreement on Tariffs and Trade (GATT) 1994 is not entirely self-judging, as found by the panel in DS597 and six previous panels.

    DS588: India — Tariff Treatment on Certain Goods in the Information and Communications Technology Sector

    India and Chinese Taipei said they sought to continue engagement with each other for a resolution of this dispute. They again requested additional time for the DSB to consider for adoption the panel report circulated on 17 April 2023 in the case initiated by Chinese Taipei regarding India’s tariffs on certain high-tech goods.

    The parties asked that the DSB further delay consideration of the panel report until 24 October 2025. The DSB had agreed to six previous requests from India and Chinese Taipei to delay consideration of the reports.

    The DSB agreed to the latest requests from Chinese Taipei and India.

    Appellate Body appointments

    Colombia, speaking on behalf of 130 members, introduced for the 86th time the group’s proposal to start the selection processes for filling vacancies on the Appellate Body. The extensive number of members submitting the proposal reflects a common interest in the functioning of the Appellate Body and, more generally, in the functioning of the WTO’s dispute settlement system, Colombia said.

    The United States said it does not support the proposed decision and noted its longstanding concerns with WTO dispute settlement that have persisted across US administrations. The US said the panel report in DS597 provided examples of its concerns regarding WTO dispute settlement overreach. The US reiterated that fundamental reform of WTO dispute settlement is needed and that it will reflect on the extent to which it is possible to achieve such a reformed WTO dispute settlement system.

    More than 20 members took the floor to comment, one speaking on behalf of a group of members. Several members urged others to consider joining the Multi-party interim appeal arrangement (MPIA), a contingent measure to safeguard the right to appeal in the absence of a functioning Appellate Body. 

    Colombia, on behalf of the 130 members, said it regretted that for the 86th occasion members have not been able to launch the selection processes. Ongoing conversations about reform of the dispute settlement system should not prevent the Appellate Body from continuing to operate fully, and members shall comply with their obligation under the Dispute Settlement Understanding to fill the vacancies as they arise, Colombia said for the group.

    The European Union presented a status report with regard to DS291, “EC — Measures Affecting the Approval and Marketing of Biotech Products.”

    Indonesia presented its status reports in DS477 and DS478, “Indonesia — Importation of Horticultural Products, Animals and Animal Products.”

  • MIL-OSI Europe: EIB extends over €525 million to Poland’s top utility PGE for renewable energy production

    • European Investment Bank and PGE Polska Grupa Energetyczna seal new financing agreement worth PLN 2.25 billion (over 525 million).
    • EIB loan will support Poland’s energy transition, helping strengthen economic competitiveness and security.

    The European Investment Bank (EIB) granted PLN 2.25 billion to Poland’s top utility PGE Polska Grupa Energetyczna (PGE) to support renewable energy production. The favourable loan will allow PGE to develop its network of photovoltaic installations throughout the country and to modernise an existing pumped-storage power plant.

    The seventh agreement between the EIB and PGE will support the firm’s decarbonisation strategy by enabling planned investments in photovoltaic installations with a shared production capacity of nearly 730 MW, and the upgrade of a pumped-storage power plant (540 MW) in southern Poland. Provided under REPowerEU, the funding will support energy transition, as well as climate and environmental action in Poland, in line with the EIB’s role as the climate bank of the EU.

    “Developing green energy is a key part of energy transition, and a precondition for security and economic competitiveness. This agreement between the EIB and PGE will increase the available renewable energy capacity, supporting strategic development needs of Poland and the European Union as a whole,” said EIB Vice-President Teresa Czerwińska. “Providing financing for climate projects and energy transition is one of the EIB’s top priorities. Last year, we invested €2.5 billion in this area in Poland alone, including €850 million in power grid projects. This year, we have already provided a leading contribution to the construction a major offshore wind farm, Baltica 2, and today are adding further PGE renewable energy projects to our portfolio.”

    The planned investments will help reduce greenhouse gas emissions and air pollution related to power generation based on fossil fuels. They will mainly be located in regions of Poland where GDP per capita is below the EU average, thus strengthening territorial and economic cohesion.

    The development of renewable energy sources like wind and solar requires increased grid flexibility, including storage capacity, which is made possible by pumped-storage hydropower plants. PGE’s Porąbka-Żar plant, the second-largest pumped-storage power plant in Poland, can store clean energy during periods of higher production or lower demand.

    “Expanding renewables is a crucial element of Poland’s energy transition. We need to ensure stable supplies of clean energy to consumers in order to be able to effectively decarbonise the energy sector. The European Investment Bank’s support will allow PGE Group to increase the share of green energy in our mix,” said Dariusz Marzec, President of the Management Board of PGE Group.

In the coming years, PGE plans to continue developing renewable energy sources – especially based on wind and sun energy – as well as carrying out investments in energy storage, distribution and decarbonisation of the heat generation segment.   • MIL-OSI Europe: Briefing – Malta’s National Recovery and Resilience Plan: Latest state of play – 25-04-2025

    Malta’s National Recovery and Resilience Plan (NRRP) had an initial value of €344.9 million, while its amended plan is worth €336.3 million. Under the EU’s Recovery and Resilience Facility (RRF), at the core of the Next Generation EU (NGEU) instrument, Malta’s RRF grant allocation decreased from €316.4 million to €258.3 million. In April 2023, Malta submitted a request to amend its NRRP, to which it added a new REPowerEU chapter with an additional grant allocation of €30 million. It also requested to transfer a portion of its share of the Brexit Adjustment Reserve to its plan (€40 million). With these funds, and cutting some measures, the overall EU financial contribution to the amended plan amounts to €328.2 million in grants, with the rest to be covered by national means. Malta has not requested loans. While in nominal terms, Malta has the second smallest allocation, it ranks higher in terms of RRF grants per capita. The value of Malta’s grants under the RRF equals about 2.3 % of its 2019 gross domestic product (GDP), less than the average for the EU overall (the RRF equals 5.2 % of EU-27 GDP in 2019). So far, Malta has received its pre-financing, the REPowerEU pre-financing, and two result-based payments, which has brought the total disbursements to date to €166.3 million, or 50.7 % of its RRF allocation (above the EU average of 47.4 %). A third payment request is currently under assessment. The plan takes into account the Council’s 2019 and 2020 country-specific recommendations, and aligns with both national economic and investment plans and funding under EU cohesion policy programmes for the 2021-2027 period. The plan’s overall objective is to contribute to sustainable, equitable, green and digital recovery, embracing major common EU challenges. The amended plan has a stronger focus on the green transition, devoting 68.8 % of the funds to it (up from 53.8 % in the original plan), making Malta’s NRRP one of the greenest; 26.2 % of the amended plan (excluding the REPowerEU chapter), or 20.6 % (including the chapter), will contribute to the digital target. The European Parliament participates in interinstitutional forums for cooperation and discussion on the implementation of the RRF, and scrutinises the European Commission’s work.     According to a survey carried out in April and May 2022 by the Hospital Federation of France (Fédération hospitalière de France) among more than 400 public health establishments, 99% of establishments face recruitment difficulties, in particular for nurses and night services.

    The shortage of doctors, nurses and caregivers in the EU is estimated at 1.2 million. Without action, the shortfall could reach 4 million by 2030. This is a deep and widespread crisis which is primarily the responsibility of each Member State, but in which the EU can play a role:

    – through the use of artificial intelligence to optimise patient referral, diagnostics and treatment, simplify administrative procedures and provide better prevention through predictive analysis;

    – through training, with the recognition of diplomas and professional experience or the development of skills. However, care must be taken not to create geographical distortions that would leave some territories without health practitioners because a neighbouring country might pay more.

    For decades, eastern European countries have been covered by the security umbrella provided by the United States, neglecting their own defence investments and not fulfilling their commitments as allies. Now, with the security situation deteriorating, countries such as Poland – which has been allocating over 2% of its GDP to defence for many years, thereby fulfilling its NATO commitments and responding to threats from Russia – find themselves at the heart of EU defence. However, in the Commission’s latest initiatives on the defence industry and EU security[1], these countries’ committed and long-standing positions have been neither appreciated nor reinforced. Also lacking are any preferential mechanisms and a recognition of the scale of their financial effort and strategic commitment. The need for a geographically even distribution of investments and to support the development of eastern EU countries’ potential has also been overlooked.

    In light of the above:

    • 1.In its initiatives on defence and the defence industry, why has the Commission not provided for any mechanisms to support, give preference to or, at the very least, recognise Member States that have been allocating at least 2% of their GDP towards defence for years and which, in practice, guarantee the security of the whole EU?
    • 2.Will the Commission also consider Member States’ level of defence spending and geostrategic location, particularly for countries on the EU’s eastern flank, in current and future initiatives?

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Racial Discrimination Hold Half Day of General Discussion on Reparations for the Injustices from the Transatlantic Trade of Enslaved Africans

    The Committee on the Elimination of Racial Discrimination this afternoon held a half day of general discussion on reparations for the injustices from the transatlantic trade of enslaved Africans, their treatment as chattel, and the ongoing harms to and crimes against people of African descent.  The half-day consisted of opening statements two panel discussions, hearing from Committee members, experts in international law, representative from the diplomatic corps, and political and civil society leaders.

    Speaking in the first panel discussion on “Reparations and International Law: Legal Frameworks, Obligations and Enforcement” were Pela Boker-Wilson, Committee Expert; Joshua Castellino, Executive Dean, College of Arts, Law & Social Sciences, Brunel University of London; Patricia Sellers, former Special Advisor to the Prosecutor of the International Criminal Court; Britta Redwood, Assistant Professor, Seton Hall School of Diplomacy and Seton Hall Law School; Adejoké Babington-Ashaye, former Investigator at the International Criminal Court; and Bernard Duhaime, Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence.

    Speaking in the second panel discussion on “The Legacy of Chattel Slavery: Structural Racism and Institutional Accountability” were Tendayi Achiume, former Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance; Matthew Anthony Wilson, Permanent Representative of Barbados to the United Nations Office at Geneva; Eric Phillips, Vice-Chairperson of the Caribbean Community’s Reparations Commission; Ibrahima Guissé, Committee Expert; and Dennis O’Brien, Founder of the Repair Campaign.

    The Committee will next meet in public on Monday, 28 April at 3 p.m. to begin its consideration of the combined twenty-fourth and twenty-fifth periodic reports of Mauritius (CERD/C/MUS/24-25).

    Opening Statements

    MICHAL BALCERZAK, Committee Chairperson, welcomed participants to the half-day of general discussion to advance the development of a general recommendation on reparations for the historical injustices rooted in the chattel enslavement of Africans and the enduring harms experienced by people of African descent.  The proposed general recommendation sought to clarify the scope and content of the right to reparations under international human rights law and address the harms caused by the forced capture and transatlantic transport of Africans, their enslavement as chattel, and the lasting consequences of these crimes. 

    To inform this process, the Committee had issued a public call for input on 14 February 2025 and had been encouraged by the engagement, with 56 submissions received from a wide range of stakeholders.  Today’s discussion provided a space to reflect on the submissions received, deepen the collective understanding of applicable international legal standards, and further examine the contemporary legacy of the transatlantic trade in enslaved Africans.  In the coming months, the Committee would prepare a draft text of the general recommendation, which would be made publicly available for input from all stakeholders prior to finalisation. 

    MAHAMANE CISSÉ-GOURO, Director, Human Rights Council and Treaty Mechanisms Division, Office of the High Commissioner for Human Rights, said today’s topic addressed a matter of deep historical significance and urgent contemporary relevance: reparatory justice for the injustices arising from the trade in enslaved Africans, their treatment as chattel, and the continuing harms and crimes suffered by people of African descent.  In 2001, at the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, States adopted by consensus the Durban Declaration and Programme of Action, which recognised slavery and the slave trade as a crime against humanity, and among the major sources and manifestations of racism, racial discrimination, xenophobia and related intolerance.  Contemporary structures and systems, such as racial profiling, police brutality, unequal access to education and employment, disparities in health and housing, and the denial of political participation and justice were rooted in these enduring harms.

    International human rights law and political commitments by States provided a clear framework for attaining substantive racial justice and equality.  A central element of dismantling systemic racism was addressing the past and redressing its legacies through reparatory justice, to transform the present and secure a just and equitable future.  The High Commissioner had called for reparatory justice to transform structures and systems which were designed and shaped by enslavement, colonialism and successive racially discriminatory policies and systems. States and others that had benefited and continued to benefit from these legacies should make amends for centuries of violence and discrimination through wide-ranging and meaningful initiatives, including through formal apologies, truth-telling processes, and reparations in various forms.  This called for political leadership, and creative, effective and comprehensive responses to legacies of the past.  Since the Durban Declaration and Programme of Action, the international community had taken important steps; however, as the Convention commemorated its sixtieth anniversary, it was evident that these commitments and recommendations had not resulted in durable, transformative change. 

    The development of this general recommendation was timely and necessary.  It would clarify the scope and content of the right to reparations for historical injustices under international human rights law and provide States with guidance to fulfil their obligations under the Convention.  Mr. Cissé-Gouro encouraged all participants to engage and emphasised that the Office of the High Commissioner supported the process. 

    GAY MCDOUGALL, Committee Vice-Chairperson, said this year marked the sixtieth anniversary of the Convention, which remained the normative centre of international efforts to end racism. In commemoration of the anniversary year, the Committee had decided to prepare a general recommendation on reparations to clarify and elaborate the legal obligations of States to repair the harms inflicted by the forced capture of Africans, the transatlantic transport of those captives, their enslavement as chattel, and the massive and continuing harms suffered by them and their descendants.  The transatlantic trade in enslaved Africans constituted the largest and most concentrated forced deportation of human beings ever recorded, implicating several regions of the world during more than four centuries. Between 12 to 13 million Africans were violently uprooted from Africa for sale and enslavement. 

    The system of colonial rule had enabled and facilitated the development of the uniquely brutal system of chattel enslavement, and the resulting massive gross abuses of human rights that followed for centuries.  The transatlantic slave trade was inextricably tied to European colonial domination of Africa, the Americas, the Caribbean and parts of Asia.  It was a system that enriched Europe, and the institutions in power, and it existed today in many contemporary forms.  Now it was widely agreed that all forms of slavery were violations of international law and most domestic laws gave rise to the responsibility to ensure reparations.  However, the harms inflicted by these events had never been addressed, including how they negatively impacted the economic, social, political, civic and cultural rights of countries around the world.   The Committee’s proposed general recommendation would provide guidance on the scope and content of the right to reparations under international human rights law. 

    Panel Discussion One on Reparations and International Law: Legal Frameworks, Obligations and Enforcement

    Opening Remarks by the Moderator of the Panel

    PELA BOKER-WILSON, Committee Expert and Panel Moderator, said the chattel enslavement of Africans was a human rights violation, and victims had a right to reparations based on their right to a remedy.  At the same time, today the legacies of chattel enslavement could be seen in daily lives.  Chattel enslavement and its legacies were the foundation on which systematic racism permeated and the history which drove discriminatory laws and policies based on race. Several legal challenges remained which would be discussed during the panel. 

    Summary of Remarks by the Panellists

    Some speakers, among other things, noted that the trade in enslaved Africans began in the fifteenth century, when Portuguese traders established sugar plantations in the Atlantic islands of Madeira, the Azores, and São Tomé.  At the time, the justification for the enslaved status of African labourers was based on the notion that these labourers had been enslaved because they had been taken captive in just wars.  The slave trade was the reduction of a free person to the status of being enslaved, by whatever means, including kidnap, capture, transfer, or sale.  Slave trading comprised not only the initial transatlantic passages, but internal acts of trade in enslaved persons throughout the Americas and the Caribbean.  These two prongs of the slave trade, trans-Atlantic and internal or domestic slave trading, had occurred for centuries. 

    One speaker said the photograph of a South African billionaire of European descent, arm raised in a Nazi salute, was perhaps the most apt icon for that particular civilization.  It epitomised success in generating wealth by extraction, disregarding surroundings in constructing systems where some had an inherent sense of entitlement to everything, even if it devastated others.  Another speaker said an immeasurable toll of sexual, reproductive and gendered practices and institutions had persisted throughout the hundreds of years of slavery and of slave trading in North and South America and in the Caribbean. 

    A speaker underscored that the transatlantic chattel slavery had created and entrenched anti-Black racism. Although slavery had been abolished, the persistence of the social, psychological, and economic harms of racial discrimination persisted until today.  Another speaker noted that the racial hierarchy that was at the root of the slave trade and slavery had no foundation in international law at that time, just as it had no legitimacy under international law today.  One speaker said reparations for people of African descent were not only a matter of justice for the past, but also a foundation for a more equitable and peaceful future.

    Reparations were vital in seeking justice for colonial crimes, but also to eliminate the root cause of historic and continuing colonial existence.  States must ensure that reparations were not merely symbolic, but concrete and enforceable, through judicial rulings as well as administrative or legislative reparation programmes.  These programmes could be supported by national or international funding and must be accessible, gender-sensitive, victim-centred, and rights-based.  In line with established standards, reparations needed to be comprehensive, encompassing restitution, compensation, rehabilitation, satisfaction, and guarantees of non-repetition.  States should establish robust legal and institutional frameworks and ensure stable financial allocations that were protected from political or economic fluctuations.  Crucially, reparation measures must be proportional to the gravity of the harm and address the full scope of the violations.  It was also important to ensure that victims participated in the reparations process. 

    Successful reparations had stemmed from attempts to seek victim-oriented justice. These included local revolutions achieving regime change and victims’ framing of legal arguments to hold power to account.  The dismissal of reparations as solely pertaining to the past needed to be confronted; reparations appeared to be about the past but they were also about the present.  Redress by reparations required recognition that sexual abuse was omnipresent in the lives of the enslaved.  The quest for reparations needed to be achieved through evidence-based reasoning. They had to be shaped to show how the few, irrespective of race, had benefitted from the exploitation of the many, irrespective of race. 

    The Convention was a power instrument for redress.  Under article 11, States could bring complaints against other States for violations of the Convention.  Article 14 allowed individuals and groups to submit petitions directly to the Committee provided that the respondent State had recognised the Committee’s jurisdiction to receive individual petitions.  The Basic Principles on Reparations, a United Nations resolution from 2005, established five aspects of reparations that must follow a significant human rights violation, including the need to guarantee the non-recurrence of the human rights violation at issue. 

    The Convention and subsequent jurisprudence of the Committee required material compensation and policy changes to address the legacy of transatlantic chattel slavery and the system of racial discrimination that was created to entrench it. 

    Structural discrimination that arose from anti-Black racism was an ongoing human rights violation and needed to be addressed by States parties to the Convention.   The Committee was urged to recognise the gendered injustices intrinsic of the transatlantic slave trade and slavery and to include them as germane to the redress considered in the forthcoming general recommendation on reparations. 

    Discussion 

    Several speakers spoke from the floor. One speaker welcomed the Committee’s initiative to develop a general recommendation on reparations, which was a vital step towards accountability.  Reparations were grounded in international law, carrying legal consequences which could not be erased by time.  Another speaker said that at the minimum, States parties were required to provide reparations for their failure to eliminate the systemic racism and inequality arising from their inadequate remediation of chattel slavery and its legacies.  The Committee was urged to adopt a comprehensive and transformative approach to address both systemic racism and structural economic inequalities arising from chattel slavery and colonialism in the general recommendation.  A speaker said the time had come to move from rhetoric to concrete measures for reparations for historical and cultural monuments destroyed and looted during centuries of colonialism and slavery. One speaker said reparations were not a favour, but were moral and political obligations of States. 

    Panel Discussion Two on the Legacy of Chattel Slavery: Structural Racism and Institutional Accountability

    Summary of Remarks by the Panellists

    Some speakers, among other things, commended the Committee for the draft general recommendation, which dealt with a vital issue and was long overdue.  The Committee should be applauded for its work and the call for input, and those who had answered the call were thanked.  The call for input document prepared by the Committee did an excellent job of highlighting the history, global responses and objectives, while pointing out the milestones along the way. 

    Chattel slavery was the first global regime of State-legalised racial capitalism, speakers said.  The laws that built it had been dismantled in name, but never in consequence.  The transatlantic slave trade was not just a chapter in history, but was a crime against humanity.  Slavery had funded the economic development of colonial countries, particularly the industrial revolution, and put Britain in the wealthy position that it was in today. The European Union and its members, particularly France, Holland and Spain, and other countries like Germany and Denmark had also participated in this genocide as well. 

    Racism was not a relic of the past; it was present, global, systemic and was still taking lives.  Yet Europe had yet to fully confront this issue.  One speaker commented that Black communities across Europe were too often overlooked, marginalised and ignored by those in power; this must change.   

    There was a painful trail of historical legal construction of racial hierarchy that had occurred during chattel slavery.  This included the British Board of Trade that codified economic enslavement through slave codes and land seizure laws; and France’s Code Noir that created racialised personhood in law.  Portugal and Spain had used religious sanction known as Papal Bulls to erase African legal identity, while the Colonial Laws Validity Act of 1865 insulated colonial laws from challenge.  Today, these laws had mutated into many forms of structural, perceptual and institutional racism, including through education exclusion, Afrophobia, epistemicide and religious erasure.  These laws must be named, acknowledged, and formally repudiated by the United Kingdom and France as a first step in reparatory processes.

    Some speakers noted that chattel slavery was not just a legal and economic construct, it was also a social construct.  When the laws had changed and the cost benefit of slavery was eroded, what remained was institutional racism and structural racism – global inequalities caused by historical injustices.  Those who were descendants of the enslaved lived with the emotional scars of a society that kept ancestors as slaves for longer than people had equal rights under the law.  Chattel slaves were still impacted in deep and wide-ranging ways, with effects spanning economic, social, psychological, and cultural dimensions.  The descendants of the slave owners and the perpetrators of slavery should live with generational repentance. 

    One speaker noted that the 2013 Caribbean Community’s Reparations Commission continued to lead the call for reparations.  The Commission recognised that the persistent harm and suffering experienced today by victims of slavery and colonialism was the primary cause of development failure in the Caribbean.  Through its Ten-Point Reparations Plan, it sought to reposition reparations not in terms of a simple transfer of funds, but rather through a plurality of actions such as debt cancellation, education programmes and technology transfer, amongst other elements.

    The call for reparations and restorative justice did not come from a void; it had always been part of decolonisation.  The need for reparations was a pressing and current issue across all parts of the world affected by the African slave trade.  Reparations should be accessible in the form of compensation, addressing the deficits in equity and opportunity.  Reparations were about transforming systems, narratives and institutions, and creating a Europe where black lives were not just tolerated but celebrated and empowered. 

    Some speakers noted that the Convention needed to be more concertedly mobilised as a framework which was central to achieving reparations directly, including through article 6.  The Committee needed to underscore that reparations were required under the Convention.  It was recommended that European governments begin with a sincere formal apology.  However, apologies without material or structural redress were merely symbolic and could never compensate for the wealth extraction, trauma, or the ongoing inequalities faced by African descendants.  Reparations were about reforming entire legal, economic and social structures that still had forms of racism at their core in the present.  It was not just about addressing harms in the past, but also dealing with those in the present.  The Durban Declaration and Programme for Action and its framework provided for combatting racism and should be powerful guidance for the Committee as it prepared the general recommendation. 

    A speaker said the European Union and its Member States should ensure that the European Union’s anti-racism action plan was renewed, with a focus on reparatory justice.  The European Union and the United Kingdom should jointly fund a reparations programme on an intergenerational basis.  This was not a development issue; it was a justice issue. The United Kingdom and the European Union should start engaging with the political leadership of the Caribbean Community to achieve reparatory justice. 

    Discussion

    Several speakers spoke from the floor. One speaker said during the Second International Decade for People of African Descent, the international community should act to acknowledge and rectify longstanding economic and social inequities, which had economically stagnated the region and resulted in protracted inter-generational trauma.  Another speaker reiterated strong support for the general recommendation.  The sixtieth anniversary of the Convention should also be used as an opportunity to acknowledge the victories of civil society led by African people, including the Durban Declaration and Programme of Action. Racism was a disease, and the actions by the Committee to combat all forms of racism were appreciated.  A speaker said that according to research, stakeholders across the region in all 15 Caribbean Community countries had emphasised the connection between the transatlantic slave trade and unequal access to land ownership, which constituted a continuation of historical injustice. 

    Closing Remarks

    VERENE ALBERTHA SHEPHERD, Committee Vice-Chairperson, in closing remarks, thanked everyone for the amazing discussion which was a social justice exercise that would hopefully reset global relations.  Racism and racial discrimination were creatures of colonialism and many States parties to the Convention still suffered from the legacies of colonialism, especially those that suffered the ravages of the transatlantic trafficking in enslaved Africans, chattel enslavement, and socio-economic underdevelopment in the post-slavery period.  The interventions this afternoon had raised awareness on the racialised nature of the transatlantic trade in enslaved Africans and the ways in which, along with chattel enslavement and unjust enrichment, race and racism were attached to people from Africa and skin shade discrimination was further used to deny them rights.

    There had been several key takeaways from the discussion, including that African chattel enslavement was the first global regime of State-legalised racial capitalism.  Chattel enslavement, an invention of Europeans, was an organised and intentional system based on the legal determination that enslaved Africans were non-human.   

    Chattel enslavement was not gender neutral.  Racism was a direct legacy of the institution of transatlantic chattel slavery, and was an ongoing harm to all who experienced it.  Another takeaway issue was that as chattel enslavement ended, new anti-Black institutions were developed to maintain racial hierarchies, creating persistent economic and social disadvantages for Africans and people of African descent that continued to this present day.  Chattel slavery had no foundation in international law at that time, just as it had no legitimacy under international law today.

    However, as some of the legal experts on the panels had shown, there were legal tools which made reparations unavoidable.  The law could now be rightfully and effectively applied to deliver justice for the profound and continuing harms caused by the trafficking in Africans, chattel enslavement, and the colonisation of Africa.

    It was time that such an injustice be reversed by the payment of reparations to the descendants of those harmed, to ensure the development of areas exploited for the development of Europe. This must start with restitution of the ransom extracted from Haiti and the modern equivalent of the 20 million pounds paid by Britain to enslavers.

    Ms. Shepherd thanked all those who had made the discussion possible and pledged her support to the general recommendation.

    Europe’s hydrogen initiatives and renewable energy auctions to accelerate region’s energy transition, says GlobalData

    Three years into the Russia-Ukraine conflict, Europe has significantly diminished its reliance on Russia. Even though the EU has been importing liquified natural gas (LNG) primarily from the US, Norway, and Qatar since the onset of hostilities, the continent has decreased its overall consumption of fossil fuels, particularly the power sector has progressively become cleaner. The structural modifications to the permitting process for renewable energy projects and hydrogen initiatives are expected to further accelerate the region’s energy transition, says GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “Europe Renewable Energy Policy Handbook 2025,” reveals that in response to structural changes in permitting, EU countries acted in a united and prompt manner. Merely weeks following Russia’s incursion into Ukraine, the leaders of the 27 EU member states resolved to expedite the EU’s transition away from reliance on Russian fossil fuels by diversifying energy supplies and sources, curtailing the use of fossil fuels, and accelerating the transition to cleaner energy sources. Subsequently, the European Commission introduced the REPowerEU plan—a strategic framework aimed at enhancing the EU’s energy independence and promoting the adoption of clean energy.

    The EU, with its “Fit for 55” package, is committed to reducing greenhouse gas emissions by at least 55% by 2030, thereby aligning its energy targets with an emphasis on renewable energy. In 2023, the EU, under the revised REPowerEU plan, set a goal for a 42.5% renewable energy share by 2030. Member states are encouraged to contribute through their respective National Energy and Climate Plans (NECPs). The EU is promoting clean energy through auctions and hydrogen energy.

    Sudeshna Sarmah, Power Analyst at GlobalData, comments: “The EU is actively pursuing a variety of strategies to broaden the adoption of renewable technologies. The implementation of the Innovation Fund auction and the Renewable Energy Sources Auction platform is anticipated to garner support for renewable hydrogen projects and serve as a catalyst for renewable power auctions, respectively. These initiatives are expected to foster a favorable environment for investment opportunities within the EU.”

    In the Innovation Fund’s 24th auction, which concluded in February 2025, member countries of the European Economic Area (EEA) were given the opportunity to enhance projects with additional national funding through the Auctions as a Service (AaaS) mechanism. Spain, Lithuania, and Austria chose to participate in the IF24 AaaS, collectively committing over EUR 700 million (approximately $740.3 million) in national funds to support renewable hydrogen production projects within their territories.

    Launched in May 2024, the Renewable Energy Sources (RES) Auctions Platform represents a critical component of the European Commission’s Wind Power Action Plan. This platform consolidates vital information from Member States concerning upcoming renewable energy auctions within the European Union. Its purpose is to provide companies with improved visibility of expected deployment volumes, thus aiding the industry in planning their investments more efficiently.

    Sarmah concludes: “The European Hydrogen Strategy sets an ambitious annual consumption target of 20 million tons of hydrogen by the year 2030. Of this total, approximately 10 million tons are expected to be produced within the European Union. To facilitate the domestic manufacture of such significant volumes of green hydrogen, the development of an infrastructure capable of supporting 40 GW of electrolysis capacity will be essential by the decade’s end, indicating a promising trajectory for the growth of green hydrogen in the region.”

    Flags are currently lowered to half-staff statewide in remembrance of His Holiness Pope Francis, who passed away on Monday. A funeral service in his honor is scheduled to be held on Saturday morning in St. Peter’s Square in Rome, Italy.

This year, bursaries of $4,200 have been awarded to 10 public school teachers. This money will support teachers participating in language and culture programs in Spain, France, Ecuador, Brazil and Mexico.

    Alberta’s government established the International Language Teacher Bursary in 2003. The program is funded through the Alberta Heritage Scholarship Fund. An Alberta Education committee chooses the successful applicants based on defined requirements, including a statement of intent from the applicant about how the summer course will help them improve their language instruction skills.

    This year’s recipients are employed by school boards across the province, including the Calgary Board of Education, Elk Island Public, Lethbridge School Division, Edmonton Public Schools and Red Deer Public Schools. Up to $42,000 was available for the 2025-26 program year.

    During the Canning House’s Mexico-UK Summit, His Majesty’s Ambassador to Mexico, Susannah Goshko, highlight the bilateral opportunity between our countries.

    The UK-Mexico Partnership in 2025 

    Good morning everyone.  It’s great to be here at Canning House’s inaugural Mexico-UK Summit.  Canning House plays a hugely important role in bringing the UK and Mexico closer together.

    I would therefore like to begin by thanking Jeremy Browne and his team for organising this Summit and fostering the valuable exchange of ideas between business, government and academia.

    As many of you will know, I arrived in Mexico at the end of last year: so I am now just a few months into my posting as British Ambassador to Mexico. And what a time to arrive.  A new government in Mexico and a new government in the UK.  A world that is changing more rapidly than any of us could have predicted.  Let me start therefore by talking about the bilateral opportunity, before coming on to how the UK and Mexico can work together on the global stage.

    The relationship between the UK and Mexico dates back over 200 years.  One of the first things I did in my role here was accompany the High Sheriff of Cornwall to Hidalgo where British miners – from Cornwall – first arrived in the 19th century, drawn by the opportunities that Mexico offered.  They brought with them football and Cornish pasties – both of which live on to this day, although the pasties turn out to be a little more picante than we are used to them in Cornwall.

    The first record of a football match being played in Mexico was between those Cornish miners and the Mexicans who lived in Hidalgo.  On that occasion – for perhaps the first and last time – the Brits beat the Mexicans.  And this is a nice anecdote but actually, it’s more than that.  It’s evidence of the culture and history that continue to bind us today.

    In fact, our rich cultural and people-to-people links are one of the most important aspects of this relationship: whether it’s the numerous Mexicans who play in the English Premier League, the more than 3000 Mexican students have been awarded Chevening scholarships since 1983, or the fact that the largest number of Beatlemaniacs in the world are not in fact in the UK but are right here in Mexico.

    But the policy agenda is – perhaps – even more exciting.  When the new government in the UK was elected last summer, it was on the basis of a number of very clear priorities – or missions as the PM has described them.  These include:

    • Reducing barriers to opportunity for all
    • Building a health system fit for the future
    • Making the UK a green energy super power by 2030
    • And kickstarting economic growth.

    I have been struck in my first few months here, how much of that agenda resonates with what the government in Mexico is trying to achieve. In the language we use and in the priorities we choose, there is much alignment between our approaches.

    The growth agenda

    Let me start by talking about economic growth. Growth is at the heart of the UK government’s agenda because – like Mexico – the British government has made important commitments around addressing social inequality.  To meet these ambitious commitments, it will be essential for us both to have thriving economies.

    So all British diplomats have been given clear marching orders: we must do all we can to build economic prosperity for the UK but also for the countries in which we are working. And what does that mean here? Well, trade between the UK and Mexico is good: Our markets are complementary, so we are not in competition with each other, and we have an more or less equally balanced trading relationship.

    But we can afford to be much more ambitious: two way trade is currently worth around £6.1bn a year – as two G20 countries, both committed to open and free trade – this should and could be much higher.  It is in both of our interests to ensure that it is, if we are to build the equitable and prosperous societies we are both seeking.

    The first step on this journey will be Mexican ratification of the UK’s accession to CPTPP which we hope will happen shortly.   This will accelerate growth by deepening British and Mexican participation in our respective supply chains. It will diversify our trade in innovative sectors such as electromobility, health-tech and advanced manufacturing and will provide greater certainty to UK investors in Mexico and Mexican investors wanting to set up and grow their business in the UK.

    At the same time, a new industrial strategy in the UK and Plan Mexico here will drive growth in both our countries in sectors of mutual interest and expertise, among them healthcare and life sciences, financial services, and education. We must grasp this opportunity.

    There is much success to build upon: last year we saw innovative British bank Revolut secure their banking licence in Mexico. Astrazeneca opened their second largest global research plant in Jalisco. Orbia expanded their presence in the UK with an additional £75m investment, creating 100 new jobs.

    These are just a small selection of success stories from the last twelve months.  I am confident that there will be many more to come driven by a determination from both our governments to put sustainable growth at the heart of our plans.

    Climate

    The second area where I see enormous potential is on climate and energy.  I am delighted that Minister for Environment, Alicia Barcena will speak later in the day. Minister Barcena has been a great friend of the UK as well as a champion of our shared commitment to tackling the climate and nature emergency.

    This is one of the most profound threats to face us and future generations. We must work together to ensure a liveable planet for all. Our future prosperity and security depends on what we do now.

    For the British government, combatting climate change and biodiversity loss must be done alongside eradicating social inequality. We believe firmly that this can be achieved without compromising economic growth. In fact, done right, we believe that the energy transition can be an economic advantage.  As testament to this, I offer the fact that in the UK we have reduced emissions by 54% whilst also growing our GDP by 84% on 1990 levels.

    Under the leadership of President Sheinbaum and Prime Minister Starmer we have an unparalleled opportunity to deepen our cooperation in this area.

    When I presented my credentials to the President some two weeks ago, I congratulated her for her leadership on Mexico’s NDC commitment and the newly announced Net Zero goal. The UK stands ready to offer any support that we can in their development and implementation.

    Our vision to do this is one where there’s space for every part of society to contribute and benefit from ambitious climate action. We have, for instance, worked with local communities and civil society in Sonora to pilot solar energy projects, increasing access to electricity and diversifying sources of income for families.

    And our scientific and academic links are also a fundamental asset to tackle climate change. Mexican and British research institutions are working together to deploy solutions to manage sargassum proliferation, which has greatly impacted the tourism industry in Mexico and many Caribbean nations.

    And there’s, of course, the role of private sector. No climate target will ever be met without industries and financiers actively playing a part in addressing the climate and biodiversity crisis. Private investment in innovative technologies such as offshore wind energy will be essential to boost renewable energy generation in Mexico whilst ensuring the protection of energy sovereignty. Many British companies are keen to be part of this journey.

    While the task might feel unsurmountable at times, I am convinced that by working together, Mexico and the UK can bring us closer to building a liveable, more equitable planet for all.

    The Global Context

    Now let me come on and talk a bit about the global context.  Of course, to ensure that prosperous democracies like ours can thrive we need geopolitical stability. Across the world we are living in uncertain times with brutal conflicts still waging in Sudan, the Middle East and Ukraine.

    Mexico’s historic bridging role in multilateral fora means it is uniquely placed to bring countries together in support of our shared values of democracy, sovereignty and a commitment to human rights.

    During my career, I have observed the vast experience and talent of Mexican diplomats in multilateral fora, sharing our concern to protect the institutions that ensure world peace. Their ability to bring together different points of view and chart a path forward that everyone can agree is part of Mexico’s USP: one of my formative memories is of watching a Mexican diplomat rescue a biodiversity negotiation from the brink of collapse at the eleventh hour and find an almost impossible consensus.

    In this increasingly complex world, we need this more than ever. Those countries that share our commitment to the rules based international order must continue working together to ensure that multilateral institutions remain strong and relevant.

    For example, in February, the UK and Mexico united with other nations in the UN to mark the third anniversary of the full-scale Russian invasion of Ukraine.

    The security threats we face have been transformed in the last decade. We are all confronting the unprecedented rate at which threats to information integrity are growing.  Misinformation and disinformation are both more common than ever and increasingly difficult to distinguish from the truth.

    As democratic governments, the UK and Mexico must be proactive about countering this threat. We also have a responsibility to uphold the principles of an open civil society and free media to take on this challenge. I’m proud therefore that here in Mexico we support a vibrant Civil Society Group ‘Las Linternas’ to strengthen their fact checking, identify false stories and build media literacy. Our resilience to these threats domestically depends – like so much else – on our ability to work together.

    Conclusion

    So there is much to do. Perhaps I’ll end where I began: Lord Canning – after whom Canning House is named – was the first British foreign secretary, some 200 years ago, to devote a large proportion of his time and energies to Latin America and to foresee the important political and economic role the region would one day play.

    We are once again at a moment of enormous geopolitical change.  We too should choose to strengthen and trust in this bilateral relationship.  Together I am confident that the UK and Mexico can do brilliant things.

    The National Film Board of Canada will be at the prestigious Cannes Film Festival with the animated film Hypersensitive, directed by France-born, Montreal-based filmmaker Martine Frossard. The film is part of the Official Selection – Short Film Competition at this year’s edition, which runs from May 13 to 24.

    The film recounts the turbulent, surrealistic journey of a young woman struggling to rebuild her self, in defiance of social norms that tell us to repress our emotions—and reminding us that to be sensitive is to be alive.

    The animated short Bread Will Walk (Le pain se lève) by Alex Boya, produced by the NFB, has been selected for the Directors’ Fortnight sidebar section of the Cannes Film Festival, taking place May 14 to 24, 2025.

    The Telecommunication Engineering Centre (TEC), the technical arm of the Department of Telecommunications (DoT), in collaboration with the Centre for Development of Telematics (C-DOT), hosted the Third International Quantum Communication Conclave today in New Delhi. This high-level gathering brought together national and international experts, researchers, and policymakers to deliberate on the future of quantum communication, with a strong focus on standardization, research, and secure digital transformation.

    Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region; Dr. Chandra Sekhar Pemmasani, Minister of State for Communications inaugurated the conclave. Professor Ajay Kumar Sood, Principal Scientific advisor; Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) and Smt. Tripti Saxena, Sr. DDG & Head, TEC shared the dais.

    The conclave was organised as part of India’s definite steps in taking lead in the areas of quantum communication technologies, especially in light of the National Quantum Mission launched in 2023 with an outlay of ₹6003.65 Crore. The mission, a key initiative under the Prime Minister’s Science and Technology Innovation Advisory Council, aims to seed and scale up R&D in quantum technologies while fostering a vibrant and innovative ecosystem across academia, industry, and start-ups.

    As part of the event, three significant documents were unveiled to support and promote the deployment of quantum secure technologies: the Standard on Generic Requirements for Quantum Random Number Generators (QRNG), a Technical Report on Migration to Post-Quantum Cryptography (PQC), and a Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC.

    The Standard on QRNG provides a framework that can be used by the organizations for the evaluation of Quantum Random Number Generators. The purpose of Technical Report on Migration to Post-Quantum Cryptography (PQC) is to sensitize the organizations to identify their critical digital infrastructures including data and applications and be ready for a smooth transition to quantum safe cryptography.The Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC  delves into the vulnerabilities of current cryptographic protocols within the evolving 5G core from the emergence of quantum computers and identifies key areas within the 5G Core architecture where post-quantum cryptography (PQC) can be implemented to achieve quantum security.

    Delivering the Inaugural Address at the Opening Plenary of the Conclave, Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region, spoke about the revolutionary impact of Quantum Technoloy. He pointed out that “quantum computing isn’t just another step forward, it is a giant leap that will define innovation, accelerate scientific discovery and unlock multiple solutions to human problems that were hitherto always thought of as insurmountable”. Shri Scindia added that “the future now is no longer just digital, the future now is quantum. And the ripple effects of quantum computing are already touching not only scientific discovery but also our lives”. He concluded by saying “let’s step into the quantum age with boldness, brilliance, and a clear sense of purpose.”

    Minister Scindia also led the Conclave’s participants to observe one minute silence as a mark of respect to pay homage to those killed in the Terrorist attack in Pahalgam, J & K on April 22, 2025. He condemned the terror attack what he termed as the “cowardly, heinous attack by inhuman elements that claimed innocent lives”.  He added, “My heart goes out to all those who have lost their loved ones and each one of us extend our heartiest, from the bottom of our hearts, our deepest condolences to every single family member.”

    Dr. Chandra Sekhar Pemmasani, Minister of State for Communications, in his Special Address said that under the transformative leadership of Honerable Prime Minister, India is committed to leading the Quantum technology transformation. He informed that “Through the national quantum mission, we are investing deeply in quantum computing, quantum communications, quantum sensing, and quantum materials. Our vibrant startup ecosystem, our world-class research institutions, and our industry pioneers are already delivering indigenous quantum solutions ready for deployment”. The Minister exhorted all researchers, engineers, and visionary entrepreneurs, to ignite their curiosity, expand horizons, and challenge conventional thought.

    The Principal Scientific Adviser to the Government of India , Prof. Ajay Kumar Sood, in his address highlighted that the conclave is taking place in the year 2025 which has been declared as the Year of Quantum by the United Nations General Assembly. Prof. Sood dwelt on the evolution of Quantum Technologies over the last 100 years stating that “today we are in the second revolution of Quantum Mechanics of the newest technology frontier where we now have the tools to controlling the quantum systems.”

    Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) expressed the hope, “this Quantum Conclave will help us redefine boundaries, foster collaboration—especially since this is an interdisciplinary field—and develop recommendations so that the government is able to take note of them and adapt our policies accordingly.”

    This conclave aimed to create greater awareness about R&D, standardization and testing of quantum-safe technologies, and promote collaboration among stakeholders.

    The technical sessions featured thought-provoking talks and presentations by leading experts and organizations from India and abroad, including Dr. Rajkumar Upadhyay, CEO C-DOT; Dr. Anandaraman Sankaran – Senior Manager, QKD Technical Marketing, Japan; Dr. Ray Harishankar – IBM Quantum Safe, USA; Dr. Kaveh Delfanazari –Senior Lecturer (Electronic & Nanoscale Engineering) University of Glasgow, UK; Mr. Rowan Högman (Advanced technology Director) M/s Ericsson, Sweden; Dr. Urbasi Sinha, Raman Research institute, Bengaluru;   Prof. Anil Prabhakar, IIT Madras; and several others.

    The conclave also featured exhibition from R&D institutions [C-DOT, CR Rao Advanced Institute of Mathematics, Statistics and Computer Science] and industries/start-ups [QuNu Labs, QpiAI, Qutess Labs & New Age Instruments & Materials Pvt. Ltd.] offering a glimpse into the cutting-edge advancements in quantum communication and related technologies taking place in India.

    The conclave sought to mobilize contributions in international standard organizations. Additionally, it provided a platform to identify existing standardization gaps and foster contributions to Intellectual Property Rights (IPR) creation in quantum communication technologies.

    Telecommunication Engineering Centre (TEC), is a standards setting organisation for Telecom and related ICT products under the Department of Telecommunications, Ministry of Communications, Govt. of India. It is responsible for formulation of standards, specifications, test procedures, service specifications and technical regulations for Telecom/ICT sector. TEC is actively involved in the standardisation activities on Quantum Technology at domestic as well as international level participating and contributing to ITU, IEEE, etc. TEC has released standards on “Quantum Key Distribution System” and “Quantum-safe and Classical Cryptographic Systems”.     India occupies a dominant position in Media & Entertainment sector with talents spread across different geographies of the country, creating compelling contents through its rich cultural heritage. The World Audio Visual & Entertainment Summit (WAVES), to be held from 1st to 4th May in Mumbai, is poised to become one of the landmarks in the Media and Entertainment sector. The summit will promote India as one stop destination for content creation, Investment destination and leverage ‘Create in India’ opportunities as well as for global outreach.

  • MIL-OSI Global: Leading by example: how the rich and powerful can inspire more climate action

    In a survey covering the UK, China, Sweden and Brazil, a majority of people agreed that we need to drastically change the way we live and how society operates, to address climate change. Another study involving more than 130,000 people across 125 countries found that 69% said they would donate 1% of their income to climate action.

    However, when asked in the same survey what proportion of others in their country would be willing to do the same, the average estimate was only 43%. This underestimation of others’ concern is known as pluralistic ignorance.

    This fuels a vicious cycle: silence begets silence. People hesitate to advocate for policies like cycle lanes or meat taxes, fearing social isolation, while politicians avoid championing measures seen as “career-limiting”. The result is a democracy trapped by unspoken consensus.

    Research on UK MPs reveals how this plays out. Even climate-conscious politicians frame low-carbon lifestyles such as avoiding flying or eating meat as extreme, wary of hypocrisy accusations if their personal choices fall short. This “greenhushing” isn’t just political caution – it’s a failure to recognise that most people are primed to follow bold examples.

    When leaders visibly adopt low-carbon behaviour, they can help address pluralistic ignorance. For instance, MPs who cycle or opt for the train instead of taking short-haul flights don’t just reduce emissions; they signal that such choices are normal, desirable, and shared.

    The invisible transition

    While individual actions matter, systemic change requires policies to steer collective transformation. Consider the UK’s early phase-out of inefficient lightbulbs: a 1.26 million tonne annual CO₂ reduction achieved not through personal sacrifice, but by banning the sale of halogen bulbs that emitted more heat than light.

    Progress on lightbulbs, renewable electricity or more efficient fridges are all part of an “invisible transition” towards a lower-carbon society – a series of changes already woven into our economy that often go unnoticed by the public. Reframing these achievements as collective victories – your home insulation, our renewable grid – can build momentum for tougher measures.

    Building on progress

    Public willingness to make sacrifices for climate action is closely tied to perceptions of fairness and necessity. Crucially, people want to see that their own efforts are being matched by others, especially those with larger carbon footprints. This is why leaders and other high-profile people should visibly lead by example, demonstrating commitment and helping to establish new social norms.

    Research shows that public support for subsidies for heat pumps, solar panels, electric vehicles and other low-carbon technologies often depends on whether these subsidies are perceived as fair and inclusive.

    Most agree that subsidies must help ensure that all households, especially those with lower incomes, can be involved. This makes it especially important for wealthy and high profile people to lead by example.

    Coalitions of the visible: uniting everyday leaders

    Leaders who take low-carbon actions are seen as more credible, not less. The most effective leadership frames climate action as pragmatic and rooted in everyday life, rather than as a test of virtue.

    Research by the NGO Climate Outreach demonstrates that shared, relatable stories – such as parents campaigning for solar panels at their children’s schools – can shift social norms and build momentum for collective action. These “narrative workshops” have shown that people respond most strongly when climate solutions are presented through the lens of their own values and aspirations, rather than as abstract technical fixes.

    The Green Salon Collective’s Mirror Talkers initiative is another creative example: by placing climate conversation prompts on salon mirrors, hairdressers are empowered to spark everyday discussions with clients. This kind of grassroots engagement helps normalise climate conversations in places you wouldn’t expect.

    Overcoming pluralistic ignorance requires leaders to articulate a new story – one that acknowledges the “invisible transition” already underway while inviting everyone to help finish the job.

    This means equipping leaders at every level with the tools and confidence to adopt and advocate for low-carbon choices. It also means normalising the reality that climate leadership is not about perfection, but about consistency and transparency.

    Figures like Clover Hogan, founder of Force of Nature, and Christiana Figueres, former UN climate chief, openly share their own “climate confessions” – acknowledging the challenges, contradictions and imperfect choices that come with striving for a low-carbon life. By embracing and communicating their imperfections, they demonstrate that visible, relatable climate leadership is about honesty and persistence, helping to shift expectations and inspire others to take action in their own lives.

    Authentic climate leadership can transform public understanding of climate solutions. By illuminating the transition already in progress – and their own part in it – leaders can transform pluralistic ignorance into pluralistic action.

    The task is not to convince people to care about climate change, but to show them that they already do, and to make visible the collective progress that is often hidden in plain sight.

  • MIL-OSI Global: India and Pakistan tension escalates with suspension of historic water treaty

    India has taken the highly significant step of suspending the 1960 Indus waters treaty, which governs water sharing with Pakistan, as part of its response to the April 22 terrorist attack in Kashmir that killed at least 26 people.

    India’s foreign secretary, Vikram Misri, said that “the Indus Waters Treaty of 1960 will be held in abeyance with immediate effect, until Pakistan credibly and irrevocably abjures its support for cross-border terrorism”.

    India holds Pakistan responsible for the attack, and has responded by putting in place several other measures including telling Pakistani nationals to leave the country.

    The attack happened in Pahalgam in the part of Kashmir controlled by India. Both India and Pakistan claim the region, which has been the site of several military conflicts since 1947 and a long-running insurgency since the 1990s.

    The thorny question of shared rivers — a legacy of the partition of India and Pakistan at independence from British rule in 1947 — is now entangled with the larger, and escalating, dispute between the counties.

    A formal letter from India’s water resources ministry cited both “sustained cross border terrorism by Pakistan” and Pakistan’s refusal to renegotiate the terms of the treaty as key reasons for its suspension.

    The treaty suspension could harm Pakistani agriculture in the short term, and seriously disrupt downstream irrigation water supplies to farmers. Significantly, the decision abruptly changes the treaty’s status from an agreement that has been largely (if not fully) insulated from the decades-long conflict between India and Pakistan.

    The 1960 treaty splits the management of the transnational Indus River basin between the two countries. India gained full rights over the Ravi, Beas and Sutlej, three tributaries of the Indus River known collectively as the eastern rivers. Pakistan gained most of the rights over three western rivers – the Indus main stem and two more tributaries, the Jhelum and Chenab.

    Depoliticising water, and building towards peace in Kashmir, were two starting points for the eight years of World Bank-sponsored negotiations that produced the treaty. The treaty’s success has been to make water sharing a bureaucratic process and reducing the political heat.

    More recently, growing disagreement has stemmed from India’s right to build some hydropower plants on the western rivers. Pakistan has objected to Indian project designs, arguing that they breach the terms of the treaty. India has accused Pakistan of intransigence in blocking its projects.

    Since 2023, when India demanded amendments to the treaty, the two countries have held inconclusive talks. The suspension of the treaty is a new move, but also a logical development of increasing bilateral tensions over the treaty, which was kept separate from security issues for decades.

    Indian politicians threatened to reduce water supplies to Pakistan in response to terrorist attacks in 2016 and 2019. The threat to punish Pakistan is likely to play well in India while public shock and anger over the attack is fresh. It also distracts attention from questions about possible Indian intelligence failures.

    But previous threats stopped short of putting the Indus waters treaty into abeyance, so the suspension now needs to be taken seriously.

    The impact will vary depending on how long it lasts. With the treaty suspended, India could change the way it operates existing water-control infrastructure on the western rivers.

    Its engineers could flush sediment out of the reservoir of the upstream Kishenganga hydroelectric project and then refill the reservoir over a period of days. Previously, under the treaty, this could only be done during the peak monsoon period when water levels are highest.

    It could now happen earlier, refilling reservoirs just when downstream farmers in Pakistan, who depend heavily on river water for irrigation, need a plentiful supply at the beginning of the crop-sowing season. India could also stop sharing water-flow data with Pakistan, making it harder for the latter to plan the management of its own hydropower and flood-control infrastructure.

    Longer term, India could construct bigger projects on the western rivers that do not need to comply with the Indus waters treaty’s restrictions, more seriously reducing water availability in Pakistan. It would take years, though, for India to build these projects.

    What does India hope to gain?

    India stands to gain from using the treaty as leverage. The demand that Pakistan “abjure its support for cross-border terrorism” holds the resumption of water cooperation hostage to progress on a wider point of bilateral conflict, and strengthens India’s hand in renegotiating the treaty.

    Internationally, treaty suspension may seem a comparatively measured response by India. Other forms of signalling displeasure, such as nuclear posturing, are too reputationally risky for a country that has worked hard to project itself as a responsible nuclear-armed state.

    But Indian leaders will be aware that stopping the flow of the Indus waters is a potential red line for Pakistan and that Indian decisions about water sharing could goad Pakistan into nuclear threats.

    India’s decision to suspend the water treaty has already predictably pushed Pakistan to make a subtle nuclear threat on April 24. It suggested that blocking or diverting water allocated to Pakistan under the treaty would be an “act of war,” and that it would consider the “complete spectrum of national power” as a response.

    An escalation of rhetoric has already ensued between the two countries, with Pakistan announcing that it would “exercise the right to hold all bilateral agreements with India… in abeyance”, including the Simla agreement that ended the 1971 war between India and Pakistan.

    Fears of escalation

    There are fears that the current crisis could follow the path of the dangerous escalation seen in 2019, when Indian prime minister, Narendra Modi, authorised an airstrike on Pakistani soil following a terror attack that killed dozens of Indian security personnel. Pakistan responded with airstrikes on Indian-administered Kashmir before both sides found a way to deescalate the situation.

    Today, the US, a traditional mediator between these two nations at crisis moments, may play a hands-off role. However, new facilitators such as China, Saudi Arabia and the UAE seemingly played a part in winding down tensions in 2019, and could step in again.

    On concluding the Indus waters negotiations in 1960, then Indian prime minister, Jawaharlal Nehru, spoke of the treaty as “a happy symbol not only in this domain of the use of the Indus valley waters, but in the larger co-operation between the two countries”. The logic is now reversed. The current Indian government has woven water sharing and conflict back together.

  • MIL-OSI USA: Letter to Chief Justice Roberts re: President Trump’s Smithsonian Institution Proclamation

    Dear Chief Justice Roberts:

    I write to express my strong opposition to President Trump’s Proclamation (the “Proclamation”), issued on March 27, which preposterously purports to restore “truth and sanity to American history” by censoring “improper ideology” at the Smithsonian Institution. It is imperative that you, along with your fellow Regents, continue the storied legacy of the Smithsonian that tells the American story honestly and completely. President Trump’s proclamation, which seeks to whitewash our history, is cowardly and unpatriotic. It must fail.

    The Smithsonian attracts tens of millions of visitors a year and works with the finest subject matter experts in virtually every field. The fact that the Proclamation prominently singles out the National Museum of African American History and Culture speaks volumes about Donald Trump’s actual motivation. To be clear: Black history is American history. It cannot and will not be erased.

    History is replete with dangerous efforts to manipulate cultural and historical narratives in order to consolidate power, including during twentieth-century regimes like those in the Soviet Union and 1930s Germany. That is not America. I strongly urge you to reject the Proclamation targeting the Smithsonian and to uphold the 175-year tradition that has made the Institution the preeminent museum, educational and cultural system in the world.

  • MIL-OSI Security: Boy jailed for murdering a boy in Islington

    A 17-year-old boy has been jailed for life for murdering teenager Deshaun James-Tuitt.

    The boy, who cannot be named for legal reasons was previously found guilty on Wednesday, 5 February following a trial at the Old Bailey.

    On Friday, 25 April, a judge at the same court jailed the teenager for life, with a minimum term of 15 years in prison.

    Just before 21:00hrs on Thursday, 4 August 2022, officers encountered the victim in Highbury Fields, Islington. He ran towards them, saying: “Officer, I’ve been stabbed.”

    Despite the efforts of emergency services to save him, Deshaun, 15 died in hospital later that night.

    On the night he died, Deshaun had been at a birthday celebration at Highbury Fields with a large group of friends.

    The defendant – then aged 15 – travelled with a group of boys to the park on public transport. He wore a face covering, and was armed with a knife. His journey was documented on CCTV footage obtained by investigating officers.

    The defendant was seen robbing people in the park, resulting in an argument between him and Deshaun. The boy then stabbed Deshaun before running from the scene. A murder investigation was launched within Met Police’s Specialist Crime Command.

    Detective Chief Inspector Joanna Yorke, of the Met’s Specialist Crime Command said:

    “We carried out extensive CCTV enquiries in a bid to identify the youth who had travelled to Highbury Fields that night. Identifying him was a long and complex task.”

    “The boy was arrested on Wednesday, 10 August, 2022. A mobile phone was forensically downloaded and investigators recovered a chat from 8 August 2022, where he spoke of stabbing ‘Huntz’ – Deshaun’s nickname.

    DCI Yorke added: “The boy denied stabbing Deshaun, but it was clear that he had travelled to Highbury Fields that night, with a covered face, armed and looking for trouble.

    “There is no verdict that can give Deshaun back to his family. I sincerely hope that they find some comfort in today’s verdicts – my thoughts are with them.”

    The maternal side of Deshaun’s family said: “He [the victim] was my firstborn, and he would have been 18 years old. All my friends that I went to school with have their firstborn children – except me. To the person involved in the stabbing and taking his life: he didn’t deserve to die like that. I had a mental breakdown, and I will never be able to get over this.

    “I want you to know that Deshaun was a son, a brother, a grandson, a great grandson, a nephew and a cousin to so many on both sides of the family, so I want you to realise that he was a valuable member of our family. We won’t forgive or forget.

    “Deshaun, you can now rest in peace. Hopefully, justice will be served. Not only is Deshaun’s life lost, they who have done the crime will serve the time.”

  • MIL-OSI Security: Met prepares for busy policing weekend

    The Met is preparing for a busy weekend across London with a number of parallel public and ceremonial events, sporting fixtures and protests.

    Officers will be deployed both in central London and across the city in communities and at key venues.

    Saturday sees events to mark St George’s Day, the first of two FA Cup semi-finals, boxing at the Tottenham Stadium and a pre-planned protest by Just Stop Oil in Westminster.

    Sunday will see thousands of runners take part in both the mini marathon and the full London Marathon, as well as the second FA Cup semi-final.

    Deputy Assistant Commissioner Andy Valentine, who is leading the policing operation this weekend, said: “This is the sort of weekend where London comes to life as millions make plans to enjoy the city and the many events taking place.

    “Our role is to provide a reassuring presence, to ensure that events and other gatherings take place safely and securely, and to respond to any incidents or offences.

    “Where we’re dealing with protest we will intervene decisively if individuals cross the line into criminality. We will be keeping a close eye on any attempt to cause serious disruption and dealing swiftly with those intent on doing so.

    “I’d like to remind anyone attending an event this weekend to stay alert and keep your eyes and ears open. Report anything that doesn’t feel right, no matter how insignificant it might be, to a steward or an officer. If you’re in any doubt, please act.

    “I would like to thank the police officers and other members of the emergency services who will be on duty over the coming days. They are there to keep you safe. If you need help or have any concerns, please don’t hesitate to speak to them.”

    In the context of the Fifty-First Meeting of the IMFC that took place in Washington, D.C. on 24th and 25th April, IMFC members welcomed the ongoing efforts to end wars and conflicts, recognizing that peace is essential to restoring stability and fostering sustainable growth. IMFC members underscored that all states must act in a manner consistent with the Purposes and Principles of the UN Charter in its entirety. They acknowledged, however, that the IMFC is not a forum to resolve geopolitical and security issues which are discussed in other fora.

    The world economy is at a pivotal juncture. Following several years of rising concerns over trade, trade tensions have abruptly soared, fueling elevated uncertainty, market volatility, and risks to growth and financial stability. Near-term growth is projected to slow and intensifying downside risks dominate the outlook. We will step up our efforts to strengthen economic resilience and build a more prosperous future. We underline the critical role of the IMF in helping us navigate this challenging environment, as a trusted advisor and champion of strong policy frameworks. We thank our Deputies for discussing the medium-term direction of the IMF during their meeting in Diriyah, Kingdom of Saudi Arabia on April 6-7, 2025, and we agree on the annexed Diriyah Declaration.

Near-term growth is projected to slow, while disinflation is expected to continue but at a slower pace. Intensifying downside risks dominate the outlook, in an already challenging context of weak growth and high public debt. Wars and conflicts impose a heavy humanitarian and economic toll. Transformative forces, such as digitalization/artificial intelligence, demographic shifts, and climate transitions are creating opportunities, but also challenges.
    1. We will step up our efforts to strengthen economic resilience and break from the low-growth, high-debt path, while harnessing transformative forces, to build a more prosperous future. Comprehensive and well calibrated, well sequenced, and well communicated reforms and policy actions are needed to boost private sector-led growth, productivity, and job creation. We will pursue sound macroeconomic policies and advance structural reforms to improve the business environment, streamline excessive regulation, fight corruption, and mobilize innovation and technology adoption. We will deepen our pivot toward growth-friendly fiscal adjustments to ensure debt sustainability and rebuild buffers where needed. Fiscal adjustments should be mindful of distributional impacts and underpinned by a credible medium-term consolidation plan, while strengthening the efficiency of public spending, protecting the vulnerable, and supporting growth-enhancing public and private investments, taking into account country circumstances. Central banks remain strongly committed to maintaining price stability, in line with their respective mandates, and will continue to adjust their policies in a data dependent and well-communicated manner. We will continue to closely monitor and, as necessary, tackle financial vulnerabilities and risks to financial stability, while harnessing the benefits of innovation. We will work together to improve the resilience of the world economy and build prosperity and ensure the stability and effective functioning of the international monetary system. We will also work together to address excessive global imbalances, support an open, fair and rules-based international economic order, and reinforce supply chain resilience. We reaffirm our April 2021 exchange rate commitments.
    1. We will continue to support countries as they undertake reforms and address debt vulnerabilities and debt service challenges. We acknowledge the specific challenges faced by low-income and vulnerable countries, including fragile and conflict-affected states (FCS) and small developing states (SDS), which are further compounded by recent decrease in official development assistance. We underline the importance of the Poverty Reduction and Growth Trust. We welcome the progress made on debt treatments under the G20 Common Framework (CF) and beyond. We remain committed to addressing global debt vulnerabilities in an effective, comprehensive, and systematic manner, including further stepping up the CF’s implementation in a predictable, timely, orderly, and coordinated manner, and enhancing debt transparency. We look forward to further work at the Global Sovereign Debt Roundtable on ways to address debt vulnerabilities and restructuring challenges. We encourage the IMF and the World Bank to help advance the implementation of the 3-pillar approach to address debt service pressures in countries with sustainable debt, including through supporting them to implement growth-enhancing reforms, mobilize domestic resources, and attract private capital. We look forward to the review of the Low-Income Country Debt Sustainability Framework (LIC-DSF).
    1. We welcome the Managing Director’s Global Policy Agenda.
    1. We support further sharpening the focus of surveillance based on analytical rigor, evenhandedness, and tailored policy advice. We welcome a strong focus on helping countries strengthen their economic resilience and achieve macroeconomic and financial stability and sustainable growth by increasing productivity, addressing macro-critical risks, reducing excessive imbalances, achieving debt sustainability, and mitigating disruptive capital flows and exchange rate volatility. We look forward to the Comprehensive Surveillance Review that will set future surveillance priorities and modalities; and the Review of Financial Sector Assessment Programs to keep financial surveillance in step with evolving financial stability risks.
    1. We look forward to the Review of Program Design and Conditionality to strengthen further the effectiveness of IMF-supported programs and to the Review of the Short-Term Liquidity Line. We also look forward to the assessment of the Global Financial Safety Net, including the role of Regional Financing Arrangements (RFAs), and its ability to safeguard global financial stability.
    1. We support efforts to further strengthen capacity development and to ensure the sustainability of financing. We welcome the IMF’s ongoing work with the World Bank on the Joint Domestic Resource Mobilization Initiative. We welcome a more flexible and tailored delivery, better integrated with policy advice and program design, as set out in the 2024 Capacity Development Strategy Review.
    1. We reaffirm our commitment to a strong, quota-based, and adequately resourced IMF at the center of the GFSN. We have advanced the domestic approvals for our consent to the quota increase under the 16th General Review of Quotas and we look forward to the finalization of this process as soon as possible. We recognize that realignment in quota shares should aim at better reflecting members’ relative positions in the world economy, while protecting the voice of the poorest members. We acknowledge, however, that building consensus among members on quota and governance reforms will require progress in stages. In this regard, we agree on the annexed Diriyah Declaration on the way forward.
    1. We underline the critical role of the IMF in helping us navigate the current challenging environment, as a trusted advisor and champion of strong policy frameworks. We reaffirm our commitment to the institution and look forward to discussing further ways to ensure the Fund remains agile and focused, working in collaboration with partners and other IFIs. We reiterate our appreciation for staff’s high-quality work and dedication to support the membership and continue to encourage further efforts to improve regional and women’s representation within staff positions, and women’s representation at the Executive Board and in Board leadership positions.

    Enhancing IMFC Processes

    We agree that the IMFC plays a key role in the IMF’s governance structure, offering the IMF Board of Governors trusted advice and providing strategic direction to the work and policies of the Fund through structured, high-level, and consensus-driven policy guidance on all relevant issues.

    To enhance its effectiveness as a forum for effective engagement and consensus-building on complex challenges, we agree to further strengthen IMFC processes. To this end, we welcome recent improvements to the format of the Introductory IMFC session and the use of concise, accessible communiqués to effectively convey key IMFC messages to a broader audience. Moreover, we agree that deputy-level meetings focused on strategic rather than routine issues could support the work of IMFC principals.

    We appreciate the value of engagement across the international financial architecture, including with Regional Financing Arrangements (RFAs), to enhance cooperation and strengthen the resilience of the international monetary system.

     

    Strengthening IMF Governance

    We note that the world economy currently faces significant challenges and agree that the IMF makes a vital contribution to international cooperation, providing a long-established and trusted institution for policy discussions informed by rigorous analysis. We stress that the IMF’s mandate to promote macroeconomic and financial stability remains as relevant as ever, and its role to support members in addressing macroeconomic challenges through analysis and policy advice, capacity development, and financing where relevant, is key. We agree on the need to ensure that the institution remains strong, quota-based, adequately resourced, and efficiently managed to fulfil its mandate at the center of the global financial safety net.

    We agree that a strong, inclusive, and representative governance framework is fundamental to maintaining the Fund’s credibility and legitimacy among its diverse membership. Strengthening IMF governance will support its continued ability to effectively promote consensus among the membership in addressing global challenges. These efforts are also essential to fostering multilateralism and international cooperation.

    Given the strategic importance of governance reforms, we recognize that progress toward consensus should be made in stages. In this context, we agree to develop as a first step a set of general principles to guide future discussions and help foster convergence of views. Work on these principles should be completed in a timely manner to help ensure the efficient progression of future General Reviews of Quotas (GRQs), including under the 17th GRQ. Establishing these guiding principles would help ensure that governance changes are gradual, widely acceptable, and reflective of the interests of the entire membership, as well as maintain the Fund’s financial soundness.

    The Way Forward

    We agree that implementation of the 16th GRQ remains a priority. We recognize that realignment in quota shares should aim at better reflecting members’ relative positions in the world economy, while protecting the voice of the poorest members. To build consensus on future governance reforms, including under the 17th GRQ, we call on the Executive Board to develop, by the 2026 Spring Meetings, a set of principles to guide future discussions on IMF quotas and governance, drawing from the deliberations by IMFC Deputies during their meeting in Diriyah, Kingdom of Saudi Arabia on April 6-7, 2025. We look forward to a discussion of the status of advancement of this work at our next meeting. We ask our Deputies to prepare for this discussion.

  • MIL-OSI Global: In talking with Tehran, Trump is reversing course on Iran – could a new nuclear deal be next?

    Negotiators from Iran and the United States are set to meet again in Oman on April 26, prompting hopes the two countries might be moving, albeit tentatively, toward a new nuclear accord.

    The scheduled talks follow the two previous rounds of indirect negotiations that have taken place under the new Trump administration. Those discussions were deemed to have yielded enough progress to merit sending nuclear experts from both sides to begin outlining the specifics of a potential framework for a deal.

    The development is particularly notable given that Trump, in 2018, unilaterally walked the U.S. away from a multilateral agreement with Iran. That deal, negotiated during the Obama presidency, put restrictions on Tehran’s nuclear program in return for sanctions relief. Trump{,} instead turned to a policy that involved tightening the financial screws on Iran through enhanced sanctions while issuing implicit military threats.

    But that approach failed to disrupt Iran’s nuclear program.

    Now, rather than revive the maximum pressure policy of his first term, Trump – ever keen to be seen as a dealmaker – has given his team the green light for the renewed diplomacy and even reportedly rebuffed, for now, Israel’s desire to launch military strikes against Tehran.

    Jaw-jaw over war-war

    The turn to diplomacy returns Iran-US relations to where they began during the Obama administration, with attempts to encourage Iran to curb or eliminate its ability to enrich uranium.

    Only this time, with the U.S. having left the previous deal in 2018, Iran has had seven years to improve on its enrichment capability and stockpile vastly more uranium than had been allowed under the abandoned accord.

    As a long-time expert on U.S. foreign policy and nuclear nonproliferation, I believe Trump has a unique opportunity to not only reinstate a similar nuclear agreement to the one he rejected, but also forge a more encompassing deal – and foster better relations with the Islamic Republic in the process.

    There are real signs that a potential deal could be in the offing, and it is certainly true that Trump likes the optics of dealmaking.

    But an agreement is by no means certain. Any progress toward a deal will be challenged by a number of factors, not least internal divisions and opposition within the Trump administration and skepticism among some in the Islamic Republic, along with uncertainty over a succession plan for the aging Ayatollah Khamenei.

    Conservative hawks are still abundant in both countries and could yet derail any easing of diplomatic tensions.

    A checkered diplomatic past

    There are also decades of mistrust to overcome.

    It is an understatement to say that the U.S. and Iran have had a fraught relationship, such as it is, since the Iranian revolution of 1979 and takeover of the U.S. embassy in Tehran the same year.

    Many Iranians would say relations have been strained since 1953, when the U.S. and the United Kingdom orchestrated the overthrow of Mohammad Mossadegh, the democratically elected prime minister of Iran.

    Washington and Tehran have not had formal diplomatic relations since 1979, and the two countries have been locked in a decadeslong battle for influence in the Middle East. Today, tensions remain high over Iranian support for a so-called axis of resistance against the West and in particular U.S. interests in the Middle East. That axis includes Hamas in Palestine, Hezbollah in Lebanon and the Houthis in Yemen.

    For its part, Tehran has long bristled at American hegemony in the region, including its resolute support for Israel and its history of military action. In recent years that U.S. action has included the direct assaults on Iranian assets and personnel. In particular, Tehran is still angry about the 2020 assassination of Qassem Soleimani, the head of the Quds Force of the Islamic Revolutionary Guard Corps.

    Standing atop these various disputes, Iran’s nuclear ambitions have proved a constant source of contention for the United States and Israel, the latter being the only nuclear power in the region.

    The prospect of warmer relations between the two sides first emerged during the Obama administration – though Iran sounded out the Bush administration in 2003 only to be rebuffed.

    U.S. diplomats began making contact with Iranian counterparts in 2009 when Undersecretary of State for Political Affairs William Burns met with an Iranian negotiator in Geneva. The so-called P5+1 began direct negotiations with Iran in 2013. This paved the way for the eventual Iran nuclear deal, or Joint Comprehensive Plan of Action (JCPOA), in 2015. In that agreement – concluded by the U.S., Iran, China, Russia and a slew of European nations – Iran agreed to restrictions on its nuclear program, including limits on the level to which it could enrich uranium, which was capped well short of what would be necessary for a nuclear weapon. In return, multilateral and bilateral U.S. sanctions would be removed.

    Many observers saw it as a win-win, with the restraints on a burgeoning nuclear power coupled with hopes that greater economic engagement with the international community that might temper some of Iran’s more provocative foreign policy behavior.

    Yet Israel and Saudi Arabia worried the deal did not entirely eliminate Iran’s ability to enrich uranium, and right-wing critics in the U.S. complained it did not address Iran’s ballistic missile programs or support for militant groups in the region.

    When Trump first took office in 2016, he and his foreign policy team pledged to reverse Obama’s course and close the door on any diplomatic opening. Making good on his pledge, Trump unilaterally withdrew U.S. support for the JCPOA despite Iran’s continued compliance with the terms of the agreement and reinstated sanctions.

    Donald the dealmaker?

    So what has changed? Well, several things.

    While Trump’s withdrawal from the JCPOA was welcomed by Republicans, it did nothing to stop Iran from enhancing its ability to enrich uranium.

    Meanwhile, Saudi Arabia, eager to transform its image and diversify economically, now supports a deal it opposed during the Obama administration.

    In this second term, Trump’s anti-Iran impulses are still there. But despite his rhetoric of a military option should a deal not be struck, Trump has on numerous occasions stated his opposition to U.S. involvement in another war in the Middle East.

    In addition, Iran has suffered a number of blows in recent years that has left it more isolated in the region. Iranian-aligned Hamas and Hezbollah have been seriously weakened as a result of military action by Israel. Meanwhile, strikes within Iran by Israel have shown the potential reach of Israeli missiles – and the apparent willingness of Prime Minister Benjamin Netanyahu to use them. Further, the removal of President Bashar al-Assad in Syria has deprived Iran of another regional ally.

    Tehran is also contending with a more fragile domestic economy than it had during negotiations for JCPOA.

    With Iran weakened regionally and Trump’s main global focus being China, a diplomatic avenue with Iran seems entirely in line with Trump’s view of himself as a dealmaker.

    A deal is not a given

    With two rounds of meetings completed and the move now to more technical aspects of a possible agreement negotiated by experts, there appears to be a credible window of opportunity for diplomacy.

    This could mean a new agreement that retains the core aspects of the deal Trump previously abandoned. I’m not convinced a new deal will look any different from the previous in terms of the enrichment aspect.

    There are still a number of potential roadblocks standing in the way of any potential deal, however.

    As was the case with Trump’s meetings with North Korean leader Kim Jong-un during his first term, the president seems to be less interested in details than spectacle. While it was quite amazing for an American leader to meet with his North Korean counterpart, ultimately, no policy meaningfully changed because of it.

    On Iran and other issues, the president displays little patience for complicated policy details. Complicating matters is that the U.S. administration is riven by intense factionalism, with many Iran hawks who would be seemingly opposed to a deal – including Secretary of State Marco Rubio and national security adviser Mike Waltz. They could rub up against newly confirmed Undersecretary of Defense for policy Elbridge Colby and Vice President JD Vance, both of whom have in the past advocated for a more pro-diplomacy line on Iran.

    As has become a common theme in Trump administration foreign policy – even with its own allies on issues like trade – it’s unclear what a Trump administration policy on Iran actually is, and whether a political commitment exists to carry through any ultimate deal.

    Top Trump foreign policy negotiator Steve Witkoff, who has no national security experience, has exemplified this tension. Tasked with leading negotiations with Iran, Witkoff has already having been forced to walk back his contention that the U.S. was only seeking to cap the level of uranium enrichment rather than eliminate the entirety of the program.

    For its part, Iran has proved that it is serious about diplomacy, previously having accepted Barack Obama’s “extended hand.”

    But Tehran is unlikely to capitulate on core interests or allow itself to be humiliated by the terms of any agreement.

    Ultimately, the main question to watch is whether a deal with Iran is to be concluded by pragmatists – and then to what extent, narrow or expansive – or derailed by hawks within the administration.

    Businesses will save time and money on repetitive legal action thanks to new international rules coming into force across the UK on 1 July.

    The UK Government signed up to the Hague 2019 Convention, which means other countries will more easily recognise and enforce UK court judgments in cross-border disputes – sparing firms from costly and repetitive court battles.

    Currently, if a UK business wins a case in a UK court against a company based in another country, business leaders face the threat of time-consuming enforcement processes or even identical legal action overseas for the same dispute – causing delays, increasing costs and creating confusion to the consumer.

    The new rules will provide a simpler enforcement route to existing complex systems, giving one clear consistent set of shared rules – that the UK helped shape – making the process easier for everyone.

    Streamlining the process will save businesses time and money, encourage foreign companies to use the UK’s world-class lawyers and courts to settle their disputes and grow the economy overall.

    Justice Minister, Lord Ponsonby, said:

    This Convention delivers real benefits for British businesses dealing with international disputes.

    As part of our Plan for Change we’re boosting UK firms’ confidence to trade by minimising legal costs and ensuring justice across borders, all while cementing Britain’s role as a global legal powerhouse committed to the rule of law.

    The Convention will enhance international legal collaboration. It will apply to judgments in civil and commercial matters, strengthening the UK’s position as a global hub for dispute resolution.

    The 2019 Hague Convention is already being applied by 29 parties, from Ukraine to EU countries, with Uruguay joining last year. This means UK civil and commercial judgments will be recognised and enforced in these nations and that the UK will recognise judgments made in their courts.

    With 91 members of the Hague Conference on Private International Law (HCCH), a major multilateral forum for private international law rules which has produced numerous conventions including the 2019 Hague Convention, Hague 2019 has a potentially global reach. 

    The Convention will apply to judgments given in proceedings that commence on or after 1 July 2025 across the entire United Kingdom or in other participating countries.

    Two men charged and another arrested following a fatal stabbing in Walworth on Monday, 14 April.

    Joseph Jimenez, 21 (14.08.2003) of no fixed address was charged on Tuesday, 23 April with the murder of 21-year-old Giovanny Rendon Bedoya.

    He was remanded into custody and appeared at Bromley Magistrates’ Court on Wednesday, 23 March. He appeared at the Old Bailey on Friday, 25 April.

    Angel Gonzales Angulo, 19 (24.08.06) of Camberwell Church Street, SE5 was arrested on Wednesday, 23 April and was charged on Thursday, 24 April of murder. He appeared at Bromley Magistrates’ Court on Friday, 25 March. He will next appear at the Old Bailey on Tuesday, 29 April.

    On Friday, 25 April a 17-year-old boy was arrested on suspicion of murder, he remains in police custody.

    On Monday, 14 April at 21:16hrs police were called to Hillingdon Street, SE17 following reports of a stabbing.

    Officers attended the scene alongside the London Ambulance Service who treated 21-year-old Giovanny Rendon Bedoya for stab injuries.

    Sadly, despite their best efforts, he was pronounced dead on scene.

    Giovanny’s next-of-kin continues to receive support and updates from specialist officers.

But in health and ageing, this movement – known as the “sit-to-stand” – can be a red flag. It’s one of the strongest indicators of frailty, a condition that can threaten independence and quality of life.

    Frailty increases the risk of falls, hospital stays, slower recovery from illness, and early death. It’s more than just about being thin or weak – it’s about reduced muscle mass, strength and energy – and it’s one of the main reasons older adults lose the ability to live on their own.

    This loss of muscle strength and function isn’t just about growing old. It often begins as early as your 30s and accelerates after 60. The good news? It’s not inevitable. Frailty can be prevented – and even reversed – with simple, targeted changes in diet and physical activity.

    Surprisingly, carrying a bit of extra weight in older age can be beneficial. Studies suggest that being in the “overweight” BMI range is often linked to better outcomes than being underweight – as long as you’re carrying muscle, not just fat.

    What matters most is body composition – the ratio of muscle to fat. Lean muscle supports mobility, balance and resilience during illness or injury. In contrast, excess visceral fat (around the internal organs) increases the risk of disease.

    Muscle is made of protein and, as we age, our bodies become less efficient at using it. That means older adults need to eat more protein than younger people – not less. Aim for 1 to 1.2 grams of protein per kilogram of body weight per day. For a 70kg person, that’s around 70–85 grams daily, ideally spread across all meals.

    Good protein sources include:
    • Eggs, milk, cheese and yoghurt
    • Chicken, turkey, beef and oily fish
    • Lentils, beans, tofu and soy products
    • Nuts, seeds, and whole grains

    Also, don’t forget total calorie intake. If you’re undereating overall – especially during illness – your body will break down muscle to compensate, even if protein intake is adequate.

    Move it or lose it

    Muscle only stays if you use it – the “move it or lose it” mantra applies here. Regular strength training is one of the best things you can do to stay independent and strong.

    Aim for two to three sessions per week focused on strength. You don’t need a gym – bodyweight exercises at home count too.

    Effective strength activities include:

    • Sit-to-stand repetitions from a chair
    • Functional movements like stair climbing, gardening, or carrying groceries
    • Squats, lunges and push-ups
    • Using resistance bands or light weights

    Walking, swimming and cycling are great for cardiovascular and joint health, but they aren’t enough on their own to maintain muscle mass. Challenge your muscles regularly – even in small ways.

    Things to watch out for:

    • Struggling to stand up from low chairs or the toilet
    • Clothes feeling looser around the thighs or arms
    • Feeling weaker carrying bags or household items
    • Avoiding stairs or certain movements you used to do easily

    Catching these signs early can help you act before it affects your independence.

    Here are five things you can do for healthy ageing

    1. Prioritise protein: include it in every meal. Think eggs for breakfast, beans at lunch, and fish or chicken for dinner.
    2. Strength train weekly: find something you enjoy and can stick with – gardening, resistance bands, or a local class.
    3. Don’t fear healthy weight gain: especially if you’ve recently lost weight unintentionally. Focus on building muscle, not fat.
    4. Stay active daily: every movement counts – walking, stretching, or lifting household objects.
    5. Monitor your function: the sit-to-stand test is a simple way to track your strength. If it’s getting harder, take action.

    We can’t stop ageing, but we can age well. That means making muscle health a priority – not just for appearance, but for independence, dignity and quality of life.

    So, whether you’re thinking about your future or supporting an older loved one, remember this: building and maintaining muscle is one of the most powerful tools we have for healthy ageing.

    With the right habits, you can protect your strength, mobility and independence.

  • MIL-OSI Global: Trump can’t decide who to blame for a failing peace deal that would only lead to further conflict

    After a second consecutive night of deadly Russian air attacks – against the capital Kyiv on April 23 and the eastern Ukrainian city of Pavlohrad on April 24 – a ceasefire in Ukraine seems as unrealistic as ever.

    With Russian commitment to a deal clearly lacking, the situation is not helped by US president Donald Trump. He can’t quite seem to decide who he will ultimately blame if his efforts to agree a ceasefire fall apart.

    Before the strikes on Kyiv, Trump blamed Ukrainian president, Volodymyr Zelensky, for holding up a deal by refusing to recognise Crimea as Russian. The following day, he chided Vladimir Putin for the attacks, calling them “not necessary, and very bad timing” and imploring Putin to stop.

    The main stumbling bloc on the path to a ceasefire is what a final peace agreement might look like and what concessions Kyiv – and its European allies – will accept. Ukraine’s and Europe’s position on this is unequivocal: no recognition of the illegal Russian annexation.

    This position is also backed by opinion polls in Ukraine, which indicate only limited support for some, temporary concessions to Russia. The mayor of Kyiv, Vitali Klitschko, also suggested that temporarily giving up territory “can be a solution”.

    The deal that Trump’s envoy Steve Witkoff apparently negotiated over three rounds of talks in Russia was roundly rejected by Ukraine and Britain, France and Germany, who lead the “coalition of the willing” of countries pledging support for Ukraine.

    This prompted Witkoff and US secretary of state Marco Rubio to pull out of follow-up talks in London on April 24. These ended with a fairly vacuous statement about a commitment to continuing “close coordination and … further talks soon”.

    And even this now appears as quite a stretch. Coinciding with Witkoff’s fourth trip to see Putin on April 25, European and Ukrainian counterproposals were released that reject most of the terms offered by Trump or at least defer their negotiation until after a ceasefire is in place.

    Why is it failing?

    The impasse is unsurprising. Washington’s proposal included a US commitment to recognise Crimea as Russian, a promise that Ukraine would not join Nato and accept Moscow’s control of the territories in eastern Ukraine that it currently illegally occupies. It also included lifting all sanctions against Russia.

    In other words, Ukraine would give up large parts of territory and receive no security guarantees, while Russia is rewarded with reintegration into the global economy.

    It is the territorial concessions asked of Kyiv which are especially problematic. Quite apart from the fact that they are in fundamental breach of basic principles of international law – the sovereignty and territorial integrity of states – they are unlikely to provide solid foundations for a durable peace.

    Much like the idea of Trump’s Ukraine envoy, Keith Kellogg, to divide Ukraine like post-1945 Berlin, it betrays a fundamental misunderstanding of what, and who, drives this war.

    Recent London peace talks in April failed to make progress.

    Kellogg later clarified that he was not suggesting a partition of Ukraine, but his proposal would have exactly the same effect as Trump’s most recent offer.

    Both proposals accept the permanent loss to Ukraine of territory that Russia currently controls. Where they differ is that Kellogg wants to introduce a European-led reassurance force west of the river Dnipro, while leaving the defence of remaining Ukrainian-controlled territory to Kyiv’s armed forces.

    If accepted by Russia – unlikely as this is given Russia’s repeated and unequivocal rejection of European peacekeeping troops in Ukraine – it would provide at best a minimal security guarantee for a part of Ukrainian territory.

    What it would almost inevitably mean, however, is a repeat of the permanent ceasefire violations along the disengagement zone in eastern Ukraine where Russian and Ukrainian forces would continue to face each other.

    This is what happened after the ill-fated Minsk accords of 2014 and 2015, which were meant to settle the conflict after Russia’s invasion of Donbas in 2014. A further Russian invasion could be just around the corner once the Kremlin felt that it had sufficiently recovered from the current war.

    The lack of a credible deterrent is one key difference between the situation in Ukraine as envisaged by Washington and other historical and contemporary parallels, including Korea and Cyprus.

    Korea was partitioned in 1945 and has been protected by a large US military presence since the Korean war in 1953. After the Turkish invasion of 1974, Cyprus was divided between Greek and Turkish Cypriots along a partition line secured by an armed UN peacekeeping mission.

    Trump has ruled out any US troop commitment as part of securing a ceasefire in Ukraine. And the idea of a UN force in Ukraine, briefly floated during the presidency of Petro Poroshenko between 2014 and 2019, never got any traction, and is not likely to be accepted by Putin now.

    The assumed parallels with the situation in Germany after the second world war are even more tenuous. Not only did Nazi Germany unconditionally surrender in May 1945 but its division into allied zones of occupation was formally and unanimously agreed by the victorious allies in Potsdam in August 1945.

    Muddling up Potsdam and Munich?

    By the time two separate German states of East and West Germany were established in 1949, the western allies had fallen out with Stalin but remained firmly united in Nato and western Europe. So the west German state was firmly protected under the US nuclear umbrella.

    The agreements made in Potsdam didn’t have the same implication of permanence as the US suggestion to formally recognise Crimea as Russian territory. The suggestion was always that the allied forces would pull out of Germany at some stage, and restore the country’s sovereignty.

    Most importantly, the allies did not reward the aggressor in the war or create the conditions for merely a brief interruption for an aggressor’s revisionist agenda.

    After all, what has driven Putin’s war against Ukraine is his conviction that “the collapse of the Soviet Union was the greatest geopolitical catastrophe of the century”.

    The Trump administration deludes itself that it is applying the lessons of Potsdam by recognising Russia’s territorial conquests in Ukraine and handing them over. Instead it is falling into the trap of the 1938 Munich Agreement. Negotiators in Munich tried, but failed, to avoid the second world war by appeasing and not deterring an insatiable aggressor – a historical lesson that doesn’t need repeating.
