    Lawrence Tallon begins role as new MHRA CEO

    Lawrence Tallon today (1 April 2025) begins his role as Chief Executive Officer of the Medicines and Healthcare products Regulatory Agency (MHRA).

    Lawrence brings a strong focus on patient safety, innovation and partnership working, which have been central to his previous roles including as Deputy Chief Executive of Guy’s and St Thomas’ NHS Foundation Trust since March 2020.

    Lawrence said: “I am delighted to be joining the MHRA, which plays a vital role in ensuring people across the UK and the NHS have access to safe and effective medicines and medical devices.

    “My priorities are patient safety, improving patient access to new medicines and medical devices through risk-proportionate regulation, innovation and growth, and building partnerships in the UK and internationally.”

    Lawrence has also been Managing Director of the Shelford Group, which represents some of England’s leading NHS teaching hospitals. This experience has given him valuable insight into the challenges and opportunities facing modern healthcare and life science systems.

    Prior to this he served as Director of Strategy, Planning and Performance at University Hospitals Birmingham NHS Foundation Trust and worked within the Department of Health and Social Care alongside ministers and NHS leaders.

    Lawrence succeeds Dr June Raine DBE, who is retiring after leading the MHRA since 2019, having steered the agency through the COVID-19 pandemic and the UK’s exit from the European Union.

    Lawrence was announced as the new MHRA CEO in March 2025 by the Department of Health and Social Care.

    Payslip boost for millions as new minimum wage rates take effect

    Over 3 million eligible workers set for a pay rise of up to £1,400 a year as new National Minimum Wage and National Living Wage rates take effect.

    • Pay rise worth an extra £1,400 per year for an eligible full-time worker delivered from today.
    • New rates put more money back into the pockets of working people, boosting productivity and ending low pay.
    • More money to be spent in Britain’s high streets, kickstarting growth as part of the Plan for Change.

    Eligible full-time workers are set for a pay boost of up to £117 from this month thanks to the Government’s increase in the National Living Wage, which comes into effect today. 

    The move – which delivers the Government’s pledge to increase living standards in the Plan for Change – will put more money straight into working people’s pockets.  

    Thanks to the decision made in the Autumn Budget, the uplift means more money can be spent on the high street to boost the local economy and help kickstart economic growth – the Government’s central mission in its Plan for Change.  

    The changes will also see a pay boost for Britain’s young people – with the National Minimum Wage for younger workers and apprentices seeing a record cash increase. 

    This is the first step towards removing the unfair minimum wage age-bands that see a 21-year-old getting paid more than a 20-year-old for doing the same job. 

    Already, the UK is second in the G7 in terms of the minimum wage relative to average wages for a full-time worker – ahead of the US, Germany and Japan. This makes it one of the most financially secure countries in the world for workers. 

    Deputy Prime Minister Angela Rayner said:  

    This pay rise for over 3 million of the lowest paid workers was a priority for this government and means we’re already giving hard working people more money in their pockets and a proper wage increase worth over twice the rate of inflation. 

    These changes are part of our Plan for Change – to raise living standards for people across the county, including apprentices and young people, giving them more job security and the huge pay boost they deserve too. 

    Chancellor of the Exchequer, Rachel Reeves, said:

    In the last Parliament, living standards were the worst on record and sky-high inflation was crushing working people’s finances.

    Today we have raised the national minimum and living wages, meaning the lowest paid will receive an annual pay boost of up to £2,500 – something that wouldn’t have happened without my Budget last year.

    Making work pay is good for workers, will strengthen businesses’ workforces, and will grow our economy for years to come. It’s a key milestone on my number one mission to get more money in people’s pockets as we deliver our Plan for Change.

    Business Secretary Jonathan Reynolds said:  

    We promised to make low pay a thing of the past. Now, as part of our Plan for Change and the biggest upgrade to worker’s rights in a generation, we are delivering that. 

    Low pay is not only bad for workers, it prevents them from spending on our high streets and allowing local businesses to achieve their full potential.  

    By ensuring that everyone gets a fair wage for the hours they work, we’re delivering the financial stability needed to kick-start economic growth and ensure our country is fit for the future.

    The Government is spending billions to support people suffering with the cost of living pressure that were inherited by the previous administration. This includes:  

    • £7.8 billion on State Pension spending, in line with the Triple Lock commitment so pensioners don’t get left behind
    • £3 billion to freeze the fuel duty – to help Britain’s drivers
    • £1 billion, including Barnett impact, to extend the Household Support Fund in England and Discretionary Housing Payments in England and Wales in 2025-2026
    • £460 million on Warm Homes – to help the poorest households heath their homes
    • £25 million boost for the carers allowance to better support people caring for a loved one.

    This is on top of the additional £7.8bn that the government is spending in 25/26 to protect the value of the state pension and to reflect changes in the population. 

    The Government is clear that the mission to grow the economy and raise living standards is a top priority and a strong economy can only be built when people have financial security whilst in work. 

    Recent research from ReWAGE and the University of Warwick shows that low pay can lead to mental health issues including depression, meaning more lost days and crippling productivity, leaving employers carrying the cost burden as well increasing costs to public services such as the NHS. 

    By putting more money into the pockets of the lowest paid, this increases workers’ financial security instead offering stability to help increase staff retention and lowering recruitment costs for businesses in the long run.   

    This uplift is an essential part of the Government’s plan for long-term national renewal and growth. 

    To ensure workers get the fairest deal, this rise is also the first that has taken into account the cost of living and inflation. 

    The uplift sits alongside the Employment Rights Bill, the most significant upgrade to workers’ rights in a generation, and commitments to improve economic stability, get Britain building again, kickstart a skills revolution and bring forward a modern industrial strategy, and a plan to tackle inactivity.   

    The Government recognises that businesses will need more support next year. Ahead of permanently lowering tax rates for high street retail, hospitality, and leisure (RHL) from 2026/27, we have prevented the current RHL relief from ending this April, extending it for one year to ensure that over 250,000 RHL properties see a full 40 per cent reduction on their liability, and we have frozen the small business multiplier.

    Victim Observers – National roll-out on 1 April 2025

    As of today, victim observation of oral hearings will be rolled out across all regions of England and Wales.

    The Parole Board is committed to treating victims and survivors with humanity and respect.   

    We are pleased to confirm that today the ability for victims and survivors to apply to observe a Parole Board oral hearing will be rolled out nationally, across England and Wales, after a robust pilot in two probation regions. 

    Since the pilot launched in late 2022, 59 hearings were observed by victims and survivors. The pilot has allowed us to develop the approach with our stakeholders based on the victim experience.  

    Victims and survivors across England and Wales will now have the important right to apply to the Parole Board to observe a private oral hearing.  We greatly value victim and survivor participation in the parole process though we recognise that it has the potential to be daunting and can be a difficult process to navigate. The opportunity to observe a parole hearing provides victims and survivors with access to vital information about the prisoner and how parole panels assess their risk.  

    Cecilia French, CEO of the Parole Board said: 

    “I understand just how important access to information is to victims and survivors. This is a crucial step towards achieving this and will play a part in our wider objective of achieving greater transparency of parole, while ensuring the process remains fair and effective”. 

    The Parole Board is an independent body that carries out risk assessments on prisoners to determine whether they can be safely released into the community. Over 300 independent Parole Board members, who are experts in risk assessment, make these decisions. Although panels are keenly interested in the impact of the offence on the victims and/or survivors, they legally play no role in the punitive element of a sentence. Our role is not to determine whether the punishment imposed by the court is appropriate; our sole focus is to assess risk of reoffending which may cause serious harm.  

    It is hoped by providing victims and survivors with the opportunity to observe parole proceedings, they will have a greater understanding of our remit and why we make the decisions that we do. Additionally, we hope that they will be reassured by how robust the process is, and how seriously the Parole Board carries out its role of protecting the public.    

    It is important to us that victims and survivors are aware of their rights. The following page summarises Our Commitment to Victims of Crime including how victims and survivors can apply to observe a private oral hearing. In Spring of this year we will be launching a new leaflet and video to assist victims and survivors to understand what they are entitled to and how they can access those entitlements.

    Free travel will open up our island communities.

    Scottish Green MSP Ariane Burgess has hailed the introduction of the Green policy of free inter-island ferry travel for young Islanders, which begins today.

    The scheme, which was originally announced by the then Green Minister Patrick Harvie in 2023, will allow everyone under 22 living on Orkney, Shetland or the Outer Hebrides to access free inter-island travel as foot passengers in their local authority.

    Ms Burgess said:

    “This is an important change and one which was pushed for by the Scottish Greens. It will open up our communities for young people and allow them to explore and appreciate the islands around them.

    “The rising cost of living is felt particularly harshly by islanders, who will often have higher bills and costs. Steps like this are a simple and important way to support families and young people and to offset some of the extra costs they already face.

    “Young people already receive free bus travel in Scotland thanks to Scottish Greens, which is one of the proudest achievements of devolution in terms of promoting public transport and saving people money. Young islanders deserve those same benefits.

    “Ferries are a vital lifeline. By providing affordable and reliable services we can ensure young people feel more able to continue living in their communities while offering them greater freedom and opportunities.”

    New cyber laws to safeguard UK economy and secure long-term growth

    The government sets out the scope and ambition of the Cyber Security and Resilience Bill for the first time today.

    • Plans set out to bolster UK’s online defences, protect the public and safeguard growth – the central pillar of the UK government’s Plan for Change. 
    • New measures will boost protection of supply chains and critical national services, including IT service providers and suppliers. 
    • Cyber Security and Resilience Bill to be introduced later this year to face down growing range of online threats.

    Hospitals and energy suppliers are set to boost their cyber defences under the new Cyber Security Bill, protecting public services and safeguarding growth as government delivers its Plan for Change.

    This will ensure firms providing essential IT services to public services and the wider economy are no longer an easy target for cyber criminals. 1,000 service providers will fall into scope of measures expected to be introduced later this year.

    The move forms part of the government’s drive to secure Britain’s future through the Plan for Change, delivering security and renewal by strengthening our critical infrastructure. It will give the British public, businesses and investors greater confidence in digital services – supporting the government’s mission to kickstart economic growth.

    Cyber threats cost the UK economy almost £22 billion a year between 2015 and 2019 and cause significant disruption to the British public and businesses. Last summer’s attack on Synnovis – a provider of pathology services to the NHS – cost an estimated £32.7 million and saw thousands of missed appointments for patients. Figures also show a hypothetical cyber-attack focused on key energy services in the South East of England could wipe over £49 billion from the wider UK economy.

    Secretary of State for Science, Innovation, and Technology, Peter Kyle, said:

    Economic growth is the cornerstone of our Plan for Change, and ensuring the security of the vital services which will deliver that growth is non-negotiable.

    Attempts to disrupt our way of life and attack our digital economy are only gathering pace, and we will not stand by as these incidents hold our future prosperity hostage. 

    The Cyber Security and Resilience Bill, will help make the UK’s digital economy one of the most secure in the world – giving us the power to protect our services, our supply chains, and our citizens – the first and most important job of any government.

    Health and Social Care Secretary Wes Streeting said:

    Cyber attacks are becoming increasingly sophisticated and create real risks for our health service if we do not act now to put the right protections in place.

    We are building an NHS that is fit for the future. This bill will boost the NHS’s resilience against cyber threats, secure sensitive patient data and make sure life-saving appointments are not missed as we deliver our Plan for Change.

    The government is also exploring additional measures to make sure it can respond effectively to new cyber threats and take rapid action where needed to protect the UK’s national security. This includes giving the Technology Secretary powers to direct regulated organisations to shore up their cyber defences – putting the UK in the strongest possible footing to defend against new and existing threats.

    Another potential avenue may include new protections for more than 200 data centres – bolstering the defences of one of the main drivers of economic growth and innovation, including through AI. Data centres process mountains of data which they need to churn out new products which have become commonplace everywhere from banking and online shopping to booking holidays and staying in touch with friends and family. The government will now consider the best route to deliver these additional measures.       

    In the year to September 2024, the National Cyber Security Centre (NCSC) managed 430 cyber incidents, with 89 of these being classed as nationally significant – a rate of almost two every week. The most recent iteration of the Cyber Security Breaches Survey also highlights 50% of British businesses suffering a cyber breach or attack in the last 12 months, with more than 7 million incidents being reported in 2024. 

    To face down this threat, the Cyber Security and Resilience Bill will ensure the vital infrastructure and digital services the country relies on are more secure than ever, as the government sets out its legislative ambitions for the first time today.

    The Cyber Security and Resilience Bill is a landmark moment that will ensure we can improve the cyber defences of the critical services on which we rely every day, such as water, power and healthcare.

    It is a pivotal step toward stronger, more dynamic regulation, one that not only keeps up with emerging threats but also makes it as challenging as possible for our adversaries.

    By bolstering their cyber defences and engaging with the NCSC’s guidance and tools, such as Cyber Assessment Framework, Cyber Essentials, and Avctive Cyber Defence, organisations of all sizes will be better prepared to meet the increasingly sophisticated challenges.

    While the legislation will arm the UK with the cyber defences it needs to meet the challenges of today, it also includes measures to ensure a swift response to new threats which emerge in the future. To do this, the Technology Secretary will be given powers to update the regulatory framework to keep pace with the ever-changing cyber landscape.

    Confirmed in last year’s King’s Speech, today marks the first time the government has shared full details on its plans for the Cyber Security and Resilience Bill, which will be introduced to Parliament this year. 

    The legislative proposals follow other government recent action to boost UK cyber security, including a new, world-leading AI cyber security standard to protect AI systems, a new international coalition to boost cyber skills and the Cyber Local programme to support the UK’s rapidly growing £13.2 billion cyber security industry, which has created 6,600 new jobs in the past year.

    If the proposals are adopted:

    • More organisations and suppliers will need to meet robust cyber security requirements, including data centres, Managed Service Providers (MSPs) and critical suppliers. This means third-party suppliers will need to boost their cyber security in areas such as risk assessment to minimise the possible impact of cyber- attacks, while also beefing up their data protection and network security defences. 
    • Regulators will have more tools to improve cyber security and resilience in the areas they regulate, with companies required to report more incidents to help build a stronger picture of cyber threats and weaknesses in our online defences. 
    • The government would have greater flexibility to update regulatory frameworks when needed, to respond swiftly to changing threats and technological advancement. This could include extending the framework to new sectors or updating security requirements.

    The UK’s Explanation of Position during the adoption of the Kimberley Process Resolution (A/RES/79/275) General Assembly.

    The United Kingdom thanks the United Arab Emirates for bringing this important proposed resolution forward,

    The United Kingdom is a proud founding member of the Kimberley Process, and we are committed to its values and principles of accountability, transparency and collaboration.  

    As a tripartite body, we value the Civil Society Coalition, African Diamond Producers’ Association and World Diamond Council’s roles in the Kimberley Process because they all bring expertise that strengthens the body.

    The Civil Society Coalition elevates the voices of marginalised people, including in the extractives industry, and it is crucial for the Coalition’s voice to be engaged in the Kimberley Process’ decision making.

    Colleagues, the current definition of conflict diamonds is solely focused on rebel movements using revenue from rough diamonds to overthrow legitimate governments. This is not enough.

    Although the Kimberley Process has succeeded in many areas – we regret that to date, the Kimberley Process has not reached consensus in agreeing a broadened definition of conflict diamonds despite in 2012 agreeing that there is urgent need to agree a definition that captures the evolving nature of conflicts and realities on the ground.

    We reiterate the need for members of the Kimberley Process to work collaboratively and are pleased that it is in that spirit the resolution reiterates the pressing need for the Ad-Hoc Committee on Review and Reform to achieve consensus on a broadened definition of conflict diamonds.

    On 24.05.2017, a lease agreement was concluded between the fund’s subsidiary EfTEN Seljaku OÜ as the landlord and Hortes AS (bankrupt) as the tenant, under which Hortes AS (bankrupt) used the properties at Seljaku 4b and 2a in Harju County, Saue municipality, Laagri hamlet, including the building with technical systems and facilities. 

    On 07.03.2025, the bankruptcy of Hortes AS (bankrupt) was declared by a court ruling. In this regard, EfTEN Seljaku OÜ demanded a guarantee from the tenant for the payment of future rent, ancillary costs as well as property maintenance and improvement costs and notified upon the cancellation of the lease agreement if the guarantee was not provided. Hortes AS (bankrupt) did not provide a guarantee, and the lease agreement expired on 31.03.2025. 

    From 01.04.2025, Rikets Aianduskeskus OÜ will start to operate under a new lease agreement concluded ith the fund’s subsidiary on the properties at Seljaku 4b and 2a in Saue parish, Laagri hamlet, Harju County. 

    Rikets Aianduskeskus OÜ belongs to the Rikets group, which has 30 years of retail experience. Today, the Rikets group has 20 flower shops in larger shopping centers in Estonia, a distribution center in Lagedi and a gardening farm in Vana-Aespa, where a large number of high-quality cut flowers and potted plants are grown. Rikets garden is one of the four largest summer flower growers in Estonia. The company employs 96 people.

    MOTION FOR A EUROPEAN PARLIAMENT RESOLUTION

    on Parliament’s estimates of revenue and expenditure for the financial year 2026

    (2024/2111(BUI))

    The European Parliament,

     having regard to Article 314 of the Treaty on the Functioning of the European Union,

     having regard to Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021-2027[1] and to the joint declaration agreed between Parliament, the Council and the Commission in this context[2] and the related unilateral declarations[3],

     having regard to Council Regulation (EU, Euratom) 2022/2496 of 15 December 2022 amending Regulation (EU, Euratom) 2020/2093 laying down the multiannual financial framework for the years 2021 to 2027[4],

     having regard to the Council Regulation (EU, Euratom) 2024/765 amending Regulation (EU, Euratom) 2020/2093 laying down the multiannual financial framework for the years 2021 to 2027[5] (”MFF Revision”),

     having regard to its legislative resolution of 16 December 2020 on the draft Council regulation laying down the multiannual financial framework for the years 2021 to 2027[6],

     having regard to its resolution of 15 December 2022 on upscaling the 2021-2027 multiannual financial framework: a resilient EU budget fit for new challenges[7],

     having regard to its resolution of 3 October 2023 on the proposal for a mid-term revision of the multiannual financial framework 2021-2027[8],

     having regard to its resolution of 27 February 2024 on the draft Council regulation amending Regulation (EU, Euratom) 2020/2093 laying down the multiannual financial framework for the years 2021 to 2027[9],

     having regard to Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (recast)[10] (the “Financial Regulation”),

     having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources[11],

     having regard to the general budget of the European Union for the financial year 2025[12] and the joint statements agreed between Parliament, the Council and the Commission annexed hereto,

     having regard to the Secretary-General’s report to the Bureau on drawing up Parliament’s preliminary draft estimates for the financial year 2026,

      having regard to the preliminary draft estimates drawn up by the Bureau on 10 March 2025 pursuant to Rules 25(7) and 104(1) of Parliament’s Rules of Procedure,

      having regard to the draft estimates drawn up by the Committee on Budgets pursuant to Rule 104(2) of Parliament’s Rules of Procedure,

      having regard to Rule 104 of its Rules of Procedure,

      having regard to the report of the Committee on Budgets (A10-0048/2025),

    A.  whereas the budget proposed on 10 February 2025 by the Secretary-General for the Parliament’s preliminary draft estimates for 2026 amounts to EUR 2 641 609 620 and represents an increase of 4,30 % or EUR 108 914 512 compared to 2025 budget;

    B.  whereas the Union annual inflation was 2,8 % in January 2025 according to Eurostat, up from 2,7 % in December 2024; whereas the level of expenditure in Heading 7 of the multiannual financial framework (MFF) 2021-2027 is based on a 2 % yearly increase;

    C.  whereas the credibility of the Parliament depends on its ability to deliver on its core budgetary, legislative and scrutiny work to the highest standard, while setting an example vis-à-vis other Union institutions to plan and conduct its spending prudently and efficiently and to reflect the prevalent economic realities;

    General framework

    1. Is concerned with the situation of Heading 7 in the current MFF; recalls that the constraints are the results of the cuts applied by the Council to the Commission’s already very low initial proposal when agreeing on the current MFF 2021-2027; regrets the Council’s opposition to the Commission’s proposal to increase the ceiling of Heading 7 in the MFF revision as from 2024; points out the failure to address the issue of the ceiling of Heading 7 in the MFF revision; highlights that the forecasted negative margin for 2026 presupposes the use of special instruments in Heading 7 for that purpose;

    2. Endorses the agreement reached in the Conciliation between the Bureau and the Committee on Budgets on 18 March 2025 to set the increase over the 2025 budget at 4,09 %, corresponding to an overall of estimates of EUR 2 636 241 620 for 2026, and to reduce accordingly the appropriations proposed on the following budget lines for a total of EUR 12 378 000:

    1 0 0 6 — General expenditure allowance, 1 4 2 — External translation services, 2 0 0 0 — Rent, 2 0 0 7 — Construction of buildings and fitting-out of premises, 2 0 2 4 — Energy consumption, 2 1 0 1 — Business applications management, 3 2 0 — Acquisition of expertise, 3 2 4 3 — European Parliament visitors’ centres, 3 2 4 8 — Expenditure on audiovisual information, 4 4 — Meetings and other activities of current and former Members;

    furthermore, it was decided to increase the level of expenditure of the preliminary draft estimates approved by the Bureau on 10 March 2025 by EUR 7 010 000 and to increase accordingly the appropriations proposed on the following budget lines:

    1 2 0 0 — Remuneration and allowances, 1 6 3 0 — Social welfare: welfare expenditure, 4 0 0 — Current administrative expenditure and expenditure relating to the political and information activities of the political groups and non-attached Members, and 4 0 3 — Funding of European political foundations;

    finally, it was agreed to modify the budgetary remarks of item 1 6 3 0 — Social welfare: welfare expenditure to include the reference to the APA Committee;

    3. Recalls that almost two-thirds of the budget is fixed by statutory obligations; notes that out of the increase of EUR 103,5 million compared to the 2025 budget an increase of EUR 85,3 million is due to statutory financial obligations, mainly for salary updates of officials and temporary staff (EUR 52,7 million), of contract agents (EUR 9,2 million) and of accredited parliamentary assistants (EUR 15,1 million); recalls that the salary indexation, in line with the Staff Regulations and Statute for Members of the European Parliament, is currently forecasted by the Commission for April 2025, July 2025, April 2026 and July 2026 at 1,2 %, 4,6 %, 0,6 % and 3,4 % respectively;

    4. Notes that the Parliament does not request any additional posts for 2026, the third year in a row;

    5. Notes that the increase for non-statutory expenditures between 2025 and 2026 is 1,96 %;

    6. Welcomes the initiative of the Secretary-General to conduct a major screening exercise aimed at identifying opportunities for administrative simplification, eliminating inefficiencies and ensuring tangible cost reductions, thereby increasing efficiency and ensuring a smart use of resources; asks the Secretary-General to provide the Committee on Budgets with semestrial updates on the actions taken and on the Action Plan on Simplification as well as their impact in terms of budget and staff; underlines that administrative procedures and human resources management represent a heavy burden for Members, in particular when hiring local assistants, and calls for simplification in that regard;

    7. Notes that Parliament’s budget should be established on a realistic basis, in compliance with the principles of budgetary discipline and sound financial management; highlights that it is essential to ensure that financial prudence and security remain key priorities while guaranteeing that these measures do not impede the efficiency, effectiveness and operational capacity of the institution and its essential staff in carrying out their duties successfully; stresses that, given the geopolitical context and the investments that the Union will have to make for its strategic autonomy, the Parliament must set an example in the management of its budget;

    8. Highlights Parliament’s role in building European political awareness and promoting Union values and policies such as the digital and green transition; stresses that transparency, accountability, gender equality and integrity are essential principles within the Union institutions and particularly Parliament as a house of European democracy;

    Strengthening Parliament’s core functions

    9. Takes note of the four new thematic Directorates-General (DGs) created in September 2024, responsible for legislative, budgetary and scrutiny activities, from the previous Directorate-General for Internal Policies, in order to improve the functioning of Parliament as a co-legislator, as one arm of the budgetary authority, and as discharge authority; requests the Secretary-General to provide the Committee on Budgets with regular updates on the evolution of work and staff in these DGs;

    10. Recognises the need for more political decision-making based on evidence and facts; takes note of the budget of EUR 16,75 million to strengthen Parliament’s administrative capacity in supporting Members in their parliamentary work and reinforcing its capacity to navigate complexity and uncertainty;

     

    11. Stresses the crucial role of political groups in providing expertise and political support to Members in their legislative and parliamentary work; underlines the need to ensure the important objective of strengthening Parliament’s capacity to support the work of Members;

    Digital transition

    12. Underlines that Parliament’s cybersecurity is a key priority; notes that the overall IT budget represents 7,40 % of the total budget in the 2026 estimates; stresses the importance of a sound cybersecurity infrastructure in geopolitically turbulent times and welcomes the increase in the appropriations dedicated to cybersecurity; supports the planned gradual increase of the cybersecurity financial appropriations to 10 % of Parliament’s ICT budget by 2027;

    13. Welcomes the adoption by the Bureau on 10 February 2025 of the Framework on an internal cybersecurity risk management, governance and control framework; recalls that investments in cybersecurity are key to protect the democratic voice of the Parliament and the Union;

    14. Welcomes investments in Artificial Intelligence (AI) amounting to EUR 1 million; calls for the use of AI to be increased in order to gain efficiencies, while keeping in mind the related risks, including ethics and data protection; highlights the potential of AI to streamline administrative processes; stresses that AI deployment must balance innovation with necessary safeguards; notes that the development of AI will be closely monitored in line with the principles established by the Bureau, which include among others a thorough risk assessment with the use of new technologies; calls the Secretariat to provide solutions, such as applications and tools, to be made available to Members and staff as soon as possible;

    Green transition

     

    15. Welcomes Parliament’s environmental management system (EMAS) targets for 2025-2029; recalls that energy efficiency investments are a good method of achieving value for money; takes note of the budget of EUR 8,45 million for investments on energy efficiency and environment in the 2026 estimates to further improve the environmental performance of its buildings; notes that this corresponds to an increase of 74 % compared to 2025 budget; acknowledges however, that these environmental actions are part of the 2007 ‘Construction of building and fitting out of premises’ budget line whose grand total has decreased by EUR 3,7 million in 2026 vs 2025;

     

    16. Recalls that nearly two-thirds of Parliament’s carbon footprint originate from the transportation of people; calls for a reasonable decrease of travel for meetings that can be effectively conducted remotely or in hybrid mode and to promote a shift to low carbon alternatives for all remaining travel, in so far as this does not affect the quality of legislative and political work;

     

    17. Takes note of the projected increase in carbon credits prices, that with the current emissions levels would need an estimated EUR 900 000 for 2026; calls the administration to continue decreasing, in line with sound financial management, Parliament’s emissions over buying carbon credits; welcomes the introduction of an enhanced train offer for missions to Strasbourg as of July 2025, as a positive step towards reducing CO2 emissions;

     

    18. Notes that Parliament has installed and is continuing to install photovoltaic solar panels to further increase the share of renewable energy produced on-site to reach the target of 25 %; takes note of the answers provided by the Secretary-General to Parliament’s estimates of revenue and expenditure for the financial year 2024 pointing out that a study on the use of photovoltaic panels for Strasbourg buildings was carried out in 2022 and was completed in 2023 and that further studies were to be conducted in 2024 for viable solutions, in particular for the WEISS building;

    Multilingualism, communication and disinformation

     

    19. Highlights that multilingualism is a key principle on which Parliament’s work is based; takes note of the revision of the Code of Conduct on Multilingualism planned for spring 2025; asks that, where appropriate, Parliament capitalise on major technological evolutions in multilingualism-related services, including the development and use of AI; asks the Secretary-General to timely inform the Committee on Budgets on any budgetary impacts following this revision;

     

    20. Highlights the role played by European Parliament Liaison Offices (EPLOs) in countering foreign interference and disinformation; takes note in that regard of the work of EPLOs proactively promoting the work of Parliament in their local languages across multiple channels; highlights EPLOs’ role in the UK as the main contact point for Union nationals resident in the UK, providing them with information about the Parliament and encouraging them to vote in the European elections; requests the Bureau to expand the production and dissemination of communication materials in an accessible and inclusive manner;

     

    21. Highlights the low participation rate of young people in the recent European elections in some regions of the Union and Parliament’s role in strengthening EU citizenship education;

     

    22. Recalls the importance of the European Parliament Ambassador School programme to promote active engagement among young Europeans and of the training programme for young journalists named in honour of David Sassoli to strengthen the understanding of the Union and its functioning amongst journalists, as the best antidote against disinformation, in light of recent trends demonstrating a worrying decline in media freedom and independence across the Union;

     

    23. Recognises the importance of visitors groups as an important tool to connect citizens with the work of Members; welcomes in that regard the increase of the ceilings and cost factors for the calculation of the financial contribution to sponsored visitors as from 1 January 2025; requests the Bureau to assess the impact of the revised rules related to visitors groups in relation to travel costs taking into account market fluctuation and to avoid indirect geographical discrimination for visitors; notes that about 15 % of the quota for visitors is historically not being used by Members; calls the Secretary-General to propose to the Bureau to make the unused quota available to interested Members; notes that the budget for visitors groups represents 22 % of the overall budget of the Directorate-General for Communication;

     

    24. Notes with concern the internal rules governing Members’ visitor groups, which result in 30 % of the up-front costs having to be incurred by Accredited Parliamentary Assistants (APAs) in some circumstances; stresses the impracticability of these rules and the financial burden this places on APAs; takes note of the answers provided by the Secretary-General to Parliament’s estimates of revenue and expenditure for the financial year 2024 in regard to the rationale of the two-step approach; understands the rationale but emphasises the growing challenges this presents for APAs, particularly with the continuous shift towards more stringent rules;

    25. Stresses the increasingly challenging communication landscape and the multiple ways in which political communication should be performed, including through engaging in various social media platforms and other media; underlines the need for the political groups to convey and communicate their message across all Member States as a key principle of a well-functioning European democracy;

    Infrastructure

     

    26. Acknowledges the new approach related to buildings, where, after a period of acquisition, Parliament has entered an era of consolidation of buildings, taking into account sustainability, accessibility and mobility of Members and staff;

     

    27. Takes note that EUR 4 million are included in the 2026 estimates for studies and the contractor’s preparatory works related to the SPAAK building renovation while the overall costs are estimated at EUR 36 million; notes therefore that EUR 32 million of costs related to the SPAAK building renovation are not included in the 2026 estimates; notes that the Secretary-General intends to cover these costs by a mopping-up transfer or the use of a loan; requests the Secretary-General to provide the Committee on Budgets with detailed information on a possible loan to cover these costs, in accordance with Article 272 (6) of the Financial Regulation, as soon as possible as well as the full planning of the works including the planning of the costs; insists that costs not directly linked to the renovation works should also be clearly listed and budgeted; notes that as of December 2024, the direct costs of the SPAAK project amount to EUR 14,12 million;

     

    28. Welcomes the pilot project of DG INLO aimed at removing legionella from the pipeline sanitary system of the Parliament and highlights that the only effective way to fight the further spreading of legionella is to bring the water temperature inside the pipelines to 55 degrees Celsius for a limited time;

     

    29. Notes that it is planned to invest EUR 11,45 million in Europa Experiences in 2026; takes note of the decision by the Bureau in November 2024 to revise the concept of Europa Experience and expects the revised concept to be more cost-efficient and more attractive to visitors; regrets that there are still no Europa Experiences in Bucharest, Riga, Madrid, Lisbon, Nicosia, Valletta or Vilnius; calls for the establishment of Europa Experiences in all Member States as soon as a revised concept has been established; recalls that Europa Experiences should allow citizens to have a better understanding of the functioning of the Union and learn about our shared values; reiterates therefore that Europa Experiences are an integral part of Parliament’s ongoing engagement with Union citizens;

     

    30. Takes note that no additional financing is needed for the opening of Parliament offices in Moldova and the Western Balkans, as these would be set up within EEAS premises; stresses the importance of Parliament’s presence in these countries as a sign of European solidarity and a sign of Parliament’s commitment to the accession process;

     

    31. Takes note of the early termination of the contract with the previous provider of the Crèche Wayenberg after a number of serious allegations against the contractor; welcomes the agreement with a new provider that foresees better working conditions of the nursery staff and better quality of the service for the children; acknowledges, however, that this results in an increase of the budget necessary for this purpose, but emphasises that decent working conditions for external staff should, where relevant, be a priority consideration in public procurement of Parliament as a matter of principle;

     

    32. Reiterates the need for high quality nursing rooms in Parliament’s premises and calls on the competent services to upgrade the current facilities in terms of equipment, space and accessibility in order to make them child-friendly; calls for an impact assessment on the need for a family room within the premises of the Brussels seat of the Parliament, for children of Members without permanent residence in Brussels, mirroring the arrangements in Strasbourg;

    Others

    33. Reiterates its request, adopted at Plenary level at several occasions, for the relevant bodies to reflect on a solution enabling Members to exercise their right to vote remotely, during benefiting from maternity or paternity leave, during a certified long-term illness, taking advantage of the lessons learnt during the pandemic on the technical aspects of this voting method;

    34. Reaffirms its call for the Secretary-General to emphasise the fundamental principle that all recruitment should be based on competency while also ensuring geographical balance among all Member States at every staff level; calls on Parliament to build its own outreach capacity, with the goal of attracting to competitions quality candidates that Parliament needs, in terms of profile, age, gender and nationality and especially from under-represented countries; underscores that achieving fair geographical representation is essential to fostering a genuinely European public service; notes that Parliament has consistently taken measures to support this objective, including the organisation of nationality-specific competitions while maintaining a strict merit-based selection approach;

    35. Believes that Parliament should lead by example concerning the rights of persons with disabilities, both as an employer and as a public institution; welcomes Parliament’s policy aiming to ensure the fully independent use of Parliament buildings by persons with disabilities and supports further measures and adaptations that will be necessary in this regard; notes that the budget foresees EUR 3,7 million for this purpose;

     

    36. Stresses the fact that Parliament having a single seat could reduce the financial and environmental costs; recalls that, according to the Treaty on European Union, Parliament is to have its seat in Strasbourg; notes that permanent changes would require a Treaty change for which unanimity is needed;

     

    37. Notes that mission expenses of Members and staff amount to EUR 116 million in Parliament’s budget; calls for Parliament’s bodies to reflect on mission practices and a revision of mission rules and practices with the overall aim of continuing to improve the nature of missions and further diminishing the associated financial and environmental costs; encourages Members to use low-carbon transport alternatives and advocates for responsible and measured use of best-value flights options, and the preference for train travel where it is a viable option;

     

    38. Takes note that Article 46(2) of the Implementing Measures for the Statute for Members of the European Parliament provides for the possibility to finance extra costs linked to the parliamentary assistance budgets with appropriations from their General Expenditure Allowance (GEA); calls on Parliament’s administration to take the necessary measures to enable Members who wish to do so to use their GEA to cover the cost of APA missions; highlights that such a measure would address increasing costs in Members’ offices while being budgetary neutral;

     

    39. Calls on the Bureau not to index the GEA and not to grant GEA to former Members, thus allowing for significant savings in the statutory costs;

     

    40. Takes note of the Conference of Presidents’ decisions of March 2025 on the Implementing provisions governing the missions outside the three places of work of the European Parliament; recalls that Parliament has consistently voted in the Plenary since 2018 to consider lifting the overall ban on APAs participating in official delegations and missions;

    41. Welcomes the work of the APA Committee which represents around 2 000 APAs, whose work is crucial to the smooth operation of the MEP’s daily activities; notes the earmarking of EUR 10 000 in order for the APA Committee to fulfil its role and ensure sufficient resources to effectively support and properly represent the APAs;

    42. Welcomes the exceptional 10 % increase in scholarships for each trainee in 2026, budgeted for EUR 1 million in 2026 to help them cope with growing housing costs in Brussels and Luxembourg;

    43. Expects that requests voted by the Plenary should be treated by the responsible bodies as a matter of high priority;

    44.  Adopts the estimates for the financial year 2026;

    45.  Instructs its President to forward this resolution and the estimates to the Council and the Commission.

    This appropriation is intended to cover:

     subsidies granted for group visits and associated supervision and infrastructure costs, the financing of traineeships for opinion multipliers from third countries (EUVP) and the running costs of the Euroscola, Euromed-Scola and Euronest-Scola programmes. The Euromed-Scola and Euronest-Scola programmes shall take place each year, with the exception of election years, on an alternating basis, on the European Parliament’s premises in Strasbourg or in Brussels,

  • MIL-OSI United Kingdom: Greens call for SNP to make urgent U-turn on ending renter protections

    The Scottish Government has been urged to make an urgent U-turn by reinstating renter protections that it has allowed to expire this morning.

    The protections were introduced by the then Green Minister Patrick Harvie following the year long rent freeze. This mechanism potentially allows rent increases to be limited to no higher than 12% if a tenant applies to a rent officer for a decision.

    The system was designed to support the transition away from the rent cap and to the forthcoming system of Rent Control Areas, avoiding a ‘cliff edge’ for renters and protecting them from excessively large increases.

    Scottish Green MSP Maggie Chapman said:

    “From this morning, renters all over Scotland will be getting notices from their landlords hiking up their rents with little notice or chance to appeal.

    “It will be a dark day for renters, but rogue landlords will be celebrating in the knowledge that they are no longer being constrained.

    “It doesn’t need to be like this. The Scottish Government can stop it. The support that the Scottish Greens secured can be extended, offering renters protections from the most predatory landlords.

    “All parties agree that we are in a housing emergency. The last thing we should be doing is allowing rents to be increased without limit.”

    “We need a robust and permanent system of rent controls that can support renters and offer protection and stability. I hope that the upcoming Housing Bill will deliver on that and will help us to repair a broken housing market.

    Detectives investigating an assault in Balham have issued images of a man they want to identify.

    Shortly after midnight on Sunday, 9 March a man was punched while on the dancefloor of a club in Balham High Road, SW17.

    He fell and suffered a broken ankle which required surgery.

    The suspect is described as a white man, tall and of slim build. He was wearing a dark green jacket, a white chequered shirt with black trousers and black shoes. He spoke Polish.

    The 62nd Bologna International Children’s Book Fair opened on Monday in the Italian city of Bologna, with China hosting a series of events to promote its literature for young readers on the global stage.

    A delegation of more than 40 Chinese publishing houses, led by the China National Publications Import & Export (Group) Corporation (CNPIEC), is participating under the theme “Reading China.” The delegation has brought over 2,500 titles, including more than 1,100 foreign-language editions, and is organizing a range of cultural exchange activities to showcase the creativity and international reach of Chinese children’s publishing.

    For the first time, the Chinese delegation has also set up a “Comprehensive Exhibition Area” at BolognaBookPlus, the professional summit and exhibition held alongside the fair. This section, connected to the children’s book area, features a broad selection of publications spanning politics, economics, culture, philosophy, social sciences, natural sciences, literature, and geography.

    Amundi and Victory Capital become strategic partners

    Amundi and Victory Capital today announce the closing of their previously announced transaction.

    In line with the agreement announced on 9 July 20241:

    • Amundi US has been combined with Victory Capital which is now managing close to $300bn2 of assets
    • Amundi has become a strategic shareholder of Victory Capital
    • Amundi and Victory Capital have entered into 15-year distribution reciprocal agreements, which are now effective.

    Under these distribution agreements, Amundi will distribute Victory Capital’s US-manufactured active asset management products outside of the US. Additionally, Amundi will be the supplier of non-US manufactured products for Victory Capital’s distribution in the US.

    As consideration for the Amundi US business, Amundi received a total of 17.6 million shares at closing, or 21.2% of equity3 in Victory Capital.  As the post-closing transaction adjustments progress and in accordance with the contribution agreement, we anticipate Amundi’s total equity interest to reach 26.1%3 in the following months.

    The transaction, which does not include any cash consideration, is expected to result in a material increase in the contribution from US operations to Amundi’s results, leading to a low single-digit accretion of the adjusted net income and EPS of Amundi.

    More than 700 years ago, Italian merchant and explorer Marco Polo trekked to China, leaving a deep impression of the Grand Canal — the country’s major waterway artery — and providing the detailed portrayal in the famous book, The Travels of Marco Polo, that stirred Europeans’ curiosity about the Eastern world.

    This also became the inspiration for writer Xu Zechen’s best-selling novel Northward, which won the 10th Mao Dun Literature Award thanks to its epic recounting of the canal and riverside people over a turbulent span of more than one century.

    In the novel, an Italian explorer who regards Polo as his idol ventures to China during the late Qing Dynasty (1644-1911) to search for his missing younger brother, embarking on a fate-intertwining journey with several Chinese individuals. Narrated in two parallel lines that switch between ancient and modern times, the skillfully structured tale also recounts the stories of their descendants.

    For director Yao Xiaofeng, a native of Jiangsu province — where 687 kilometers of the canal flow through eight cities — the novel captivated him in 2018. The veteran had previously spent years searching for a proper story about the water and people residing along its banks.

    With award-winning scriptwriter Zhao Dongling on board to pen the tale, the novel was adapted into a 38-episode, eponymous TV series that began airing on China Central Television’s CCTV-1 and streaming site iQiyi earlier last month.

    Starring actress Bai Lu and actor Ou Hao, the series — which is set between 2000 and 2014 — has attracted audiences, as evidenced by its related topics garnering 2.26 billion views on the social platform Weibo.

    Centering on six neighboring families residing near one section of the canal in Huai’an, Jiangsu province, the drama chronicles their ups and downs, following their children as they move to Beijing to seek education or startup opportunities, riding the wave of the country’s unprecedented internet business expansion.

    “It’s like a destined encounter that led me to helm this drama. The canal was part of my childhood memories. I was a self-taught swimmer, and many of the mischievous acts by the children in the drama are inspired by my own experiences,” Yao told China Daily during a telephone interview.

    In 2014, the Grand Canal was inscribed on UNESCO’s World Heritage List, inspiring Yao to read several books and watch documentaries about the world’s longest artificial waterway.

    Delving deeper into Xu’s canal-centered novels, such as Stories of Beijing Western Suburbs and Jerusalem, Yao gained a profound understanding of how the canal — which stretches nearly 3,200 km and flows through 35 cities — serves as an economic and cultural artery for the country, influencing the livelihoods of numerous local residents.

    Captivated by the spiritual core of Xu’s tales, which depict themes of homesickness and destiny, Yao, alongside major creators, including screenwriter Zhao and chief producer Zhang Shuwei, took a road trip along the section of the canal in Jiangsu province. They collected firsthand information by interviewing nearly 100 boatmen who live and work on barges.

    “The journey took around half a month. Many boatmen’s families, consisting of parents and one or two children, live, sleep, and entertain themselves on their boats. They rarely go ashore, unless they need to purchase daily necessities from supermarkets,” Yao recalls.

    However, what has touched Yao the most is the boatmen who had to leave the water due to the fishing ban in certain sections to protect the local ecosystem. “On the boat, they are like fish in water. But when they are relocated to life on land, you can sense their deep sense of loss, even though their new life is more comfortable and stable,” Yao remarks.

    Having to leave the environment they know best due to societal changes, many boatmen struggle with feelings of uselessness and a loss of confidence. These experiences inspired the character played by actor Hu Jun — a once-successful barge operator who faces a personal crisis after the decline of his water transportation business.

    Zhang, the chief producer, tells China Daily that she also feels impressed by how boatmen take the boats as their “moving houses”.

    “The core of their lives revolves around boats, and when they discuss buying a boat, the gravity is akin to how we city dwellers talk about buying an apartment,” says Zhang.

    During their survey journey through cities such as Huai’an and Yangzhou, Zhao recalls meeting young people who had graduated from foreign colleges and returned to their hometowns to start small businesses, such as opening bookstores.

    “We heard many interesting stories and incorporated some of their elements into the drama,” Zhang adds.

    The series’ major scenes are set in Huajie (Flower Street), a riverside community home to 18 characters from six families. To find the perfect filming location, the crew surveyed multiple sites before selecting Bacheng Old Street in Kunshan — a 200-meter-long, narrow street lined with densely packed, gray-tiled houses.

    “Although filming on a sound-stage makes it easier to control lighting and the surrounding environment — such as avoiding onlookers — we chose to embrace the challenges of shooting on location and built the characters’ homes directly on the street,” says Zhang.

    This also makes the filming feel more authentic, and full of everyday life. In some long takes, the scenes capture lively children joyfully running from their own courtyards to their neighbors’, a bustling wonton stall opening for breakfast and residents sitting on small stools, enjoying their morning meals.

    Interestingly, the construction work was kept on to ensure that the props and room decorations updated according to economic and societal development of the times, especially as local families’ lives improved following the canal’s successful bid for UNESCO’s list, which has boosted local tourism and cultural businesses, according to Zhang.

    The drama also explores the theme of root-seeking, according to the director.

    Ma Siyi, one of six children living in Huajie, is a descendant of the Italian explorer’s brother and his Chinese wife. After years of struggling with her appearance and background, she embarks on a journey to Italy in one episode to trace her roots. Raised by her Chinese grandmother after losing her father at a young age, her story highlights the quest for identity.

    Similarly, in the final episodes, her five close friends, who mostly move to Beijing after growing up, return to their hometown, symbolizing their own journeys to reconnect with their roots.

    “It has been a timeless literary theme revolving around ‘who I am’ and ‘where I come from’. Until the end of the drama, the audience will see how all the characters’ fates are bound to their ancestors from over 100 years ago,” says Yao.

    “Personally, this is the most captivating part of the tale and the reason it has drawn me to adapt it into a TV drama,” he adds.

  • MIL-OSI Global: ‘Signalgate’ was damaging to the Trump administration. It could be deadly for Yemeni civilians

    The “Signalgate” story has received wall-to-wall coverage since Jeffrey Goldberg, the editor of The Atlantic, published explosive details about a Signal group chat where senior US officials discussed impending airstrikes against the Houthis in Yemen.

    Perhaps unsurprisingly, the coverage has focused on details of most concern to Western audiences, including the depth of the security breach, the classification status of the material that was shared, and the implications of sending war plans through a non-secure platform.

    But what are the implications of this for Yemen? In short, it helps the Houthis and hurts the civilians living under their control.

    Providing the Houthis with intelligence

    Yemeni civilians are caught in an impossible position. They have suffered from years of ruthless violence in a civil war that began with the Houthi capture of the capital, Sana’a, in 2014. The conflict grew even more violent when a Saudi-led (and Western-backed) military coalition entered the fray to back the Yemeni government the following year, imposing a crippling blockade that lasted until 2021.

    The war has caused a humanitarian disaster, with malnutrition rates among the highest in the world. The Houthis have consolidated their control over much of Yemen’s population through the weaponisation of food distribution and brutal repression of dissent.

    In early 2024, the Houthis then began attacking ships in the Red Sea, bringing retaliatory strikes by the United States, United Kingdom, and Israel. Each of these have caused further civilian casualties and harm.

    The Houthis (and their Iranian and Russian supporters) will draw comfort from the Signal chat group’s apparent confirmation the US strikes on March 15 were not a sign of the Trump administration’s intent to dislodge them from power:

    Vice President JD Vance (14 March, 08:16am ET): The strongest reason to do this is, as POTUS said, to send a message.

    Defence Secretary Pete Hegseth (14 March, 08:27am ET): This [is] not about the Houthis. I see it as two things: 1) Restoring Freedom of Navigation, a core national interest; and 2) Reestablish deterrence, which Biden cratered.

    The Houthis can withstand intermittent airstrikes – they have withstood airstrikes for over two decades.

    But a more substantial intervention — one that combines a coalition of local forces with guaranteed air support from Saudi Arabia or the United Arab Emirates (with US support) — would pose a far greater threat to the Houthis.

    With this apparently not being considered, the Houthis may now feel emboldened to press-gang more people into military service before a fresh assault on the strategically important oil fields in Marib. This is the last major city in northern Yemen still under government control.

    The Houthis have tried to take Marib before, but were prevented by Yemeni troops supported by Saudi air cover. Controlling the oil fields in Marib is vital to the group’s ability to sustain itself economically.

    Putting Yemeni civilians at risk

    While the Trump administration claims the chat did not compromise sources and methods, Goldberg noted a US-based intelligence officer was named. The Atlantic removed their name for security reasons.

    The publication’s decision to remove this detail is a stark reminder of whose security matters — and whose doesn’t. The transcript reads:

    National Security Advisor Mike Waltz (15 March, 13:48pm ET): VP. Building collapsed. Had multiple positive ID…

    Waltz (15 March, 14.00pm ET): Typing too fast. The first target – their top missile guy – we had positive ID of him walking into his girlfriend’s building and it’s now collapsed.

    Putting aside the fact this was a residential building — it should not be an aside, but this is how most news coverage has been treating it — this detail is important to the Houthis.

    This is because Waltz confirms “multiple” sources had positively identified a target, which the Houthis may use to justify further crackdowns, forced disappearances and even executions of those they accuse of being spies.

    The Trump administration was clearly reckless in divulging this detail. But it’s striking The Atlantic did not consider the danger posed to Yemeni civilians by publishing it. Experts on the Houthis – and their methods of subjugation – could have quickly highlighted this point if they were consulted.

    From a Yemeni perspective, a named source may have even been preferable to the hazy, but authoritative, confirmation of US operational methods and sources. The lack of specificity in the transcript plays to the Houthis’ dragnet approach to extinguishing independent voices by forcibly disappearing people on fake allegations of espionage.

    These are typically aid workers, academics, minorities, journalists and members of civil society who are not vocally aligned with the group.

    These abductions have been occurring for years, but ramped up in the middle of 2024. Dozens of members of civil society and aid organisations (and potentially many more) were kidnapped last year. Some are confirmed to have died in detention; many others have not been heard from since.

    There are reports that abductions are already escalating in response to the latest US strikes.

    The ongoing abductions have had a chilling effect on the willingness of local and international aid providers to speak out against the Houthis. This has helped the Houthis consolidate their control over the flow of humanitarian assistance (particularly food), which they divert based on political, rather than needs-based, calculations as a means of coercing compliance.

    Yemeni civilians are seldom, if ever, a consideration in the geopolitical machinations that concern their country. The reflexive prioritisation of Western security interests exposed in the group chat – and the publication of these details – condemns them to further insecurity.

  • MIL-Evening Report: From Rongelap to Mejatto – how Rainbow Warrior helped move nuclear refugees

    The second of a two-part series on the historic Rongelap evacuation of 300 Marshall islanders from their irradiated atoll with the help of the Greenpeace flagship Rainbow Warrior crew and the return of Rainbow Warrior III 40 years later on a nuclear justice research mission. Journalist and author David Robie, who was on board, recalls the 1985 voyage.

    Mejatto, previously uninhabited and handed over to the people of Rongelap by their close relatives on nearby Ebadon Island, was a lot different to their own island. It was beautiful, but it was only three kilometres long and a kilometre wide, with a dry side and a dense tropical side.

    A sandspit joined it to another small, uninhabited island. Although lush, Mejatto was uncultivated and already it was apparent there could be a food problem.Out on the shallow reef, fish were plentiful.

    Shortly after the Rainbow Warrior arrived on 21 May 1985, several of the men were out wading knee-deep on the coral spearing fish for lunch.

    But even the shallowness of the reef caused a problem. It made it dangerous to bring the Warrior any closer than about three kilometres offshore — as two shipwrecks on the reef reminded us.

    The cargo of building materials and belongings had to be laboriously unloaded onto a bum bum (small boat), which had also travelled overnight with no navigational aids apart from a Marshallese “wave map’, and the Zodiacs. It took two days to unload the ship with a swell making things difficult at times.

    An 18-year-old islander fell into the sea between the bum bum and the Warrior, almost being crushed but escaping with a jammed foot.

    Fishing success on the reef
    The delayed return to Rongelap for the next load didn’t trouble Davey Edward. In fact, he was celebrating his first fishing success on the reef after almost three months of catching nothing. He finally landed not only a red snapper, but a dozen fish, including a half-metre shark!

    Edward was also a good cook and he rustled up dinner — shark montfort, snapper fillets, tuna steaks and salmon pie (made from cans of dumped American aid food salmon the islanders didn’t want).

    Returning to Rongelap, the Rainbow Warrior was confronted with a load which seemed double that taken on the first trip. Altogether, about 100 tonnes of building materials and other supplies were shipped to Mejatto. The crew packed as much as they could on deck and left for Mejatto, this time with 114 people on board. It was a rough voyage with almost everybody being seasick.

    The journalists were roped in to clean up the ship before returning to Rongelap on the third journey.

    ‘Our people see no light, only darkness’
    Researcher Dr Glenn Alcalay (now an adjunct professor of anthropology at William Paterson University), who spoke Marshallese, was a great help to me interviewing some of the islanders.

    “It’s a hard time for us now because we don’t have a lot of food here on Mejatto — like breadfruit, taro and pandanus,” said Rose Keju, who wasn’t actually at Rongelap during the fallout.

    “Our people feel extremely depressed. They see no light, only darkness. They’ve been crying a lot.

    “We’ve moved because of the poison and the health problems we face. If we have honest scientists to check Rongelap we’ll know whether we can ever return, or we’ll have to stay on Mejatto.”

    Kiosang Kios, 46, was 15 years old at the time of Castle Bravo when she was evacuated to “Kwaj”.

    “My hair fell out — about half the people’s hair fell out,” she said. “My feet ached and burned. I lost my appetite, had diarrhoea and vomited.”

    In 1957, she had her first baby and it was born without bones – “Like this paper, it was flimsy.” A so-called ‘jellyfish baby’, it lived half a day. After that, Kios had several more miscarriages and stillbirths. In 1959, she had a daughter who had problems with her legs and feet and thyroid trouble.

    Out on the reef with the bum bums, the islanders had a welcome addition — an unusual hardwood dugout canoe being used for fishing and transport. It travelled 13,000 kilometres on board the Rainbow Warrior and bore the Sandinista legend FSLN on its black-and-red hull. A gift from Bunny McDiarmid and Henk Haazen, it had been bought for $30 from a Nicaraguan fisherman while they were crewing on the Fri. (Bunny and Henk are on board Rainbow Warrior III for the research mission).

    “It has come from a small people struggling for their sovereignty against the United States and it has gone to another small people doing the same,” said Haazen.

    Animals left behind
    Before the 10-day evacuation ended, Haazen was given an outrigger canoe by the islanders. Winched on to the deck of the Warrior, it didn’t quite make a sail-in protest at Moruroa, as Haazen planned, but it has since become a familiar sight on Auckland Harbour.

    With the third load of 87 people shipped to Mejatto and one more to go, another problem emerged. What should be done about the scores of pigs and chickens on Rongelap? Pens could be built on the main deck to transport them to Mejatto but was there any fodder left for them?

    The islanders decided they weren’t going to run a risk, no matter how slight, of having contaminated animals with them. They were abandoned on Rongelap — along with three of the five outriggers.

    “When you get to New Zealand you’ll be asked have you been on a farm,” warned French journalist Phillipe Chatenay, who had gone there a few weeks before to prepare a Le Point article about the “Land of the Long White Cloud and Nuclear-Free Nuts”.

    “Yes, and you’ll be asked to remove your shoes. And if you don’t have shoes, you’ll be asked to remove your feet,” added first mate Martini Gotjé, who was usually barefooted.

    The last voyage on May 28 was the most fun. A smaller group of about 40 islanders was transported and there was plenty of time to get to know each other.

    Four young men questioned cook Nathalie Mestre: where did she live? Where was Switzerland? Out came an atlas. Then Mestre produced a scrapbook of Fernando Pereira’s photographs of the voyage. The questions were endless.

    They asked for a scrap of paper and a pen and wrote in English:

    “We, the people of Rongelap, love our homeland. But how can our people live in a place which is dangerous and poisonous. I mean, why didn’t those American people test Bravo in a state capital? Why? Rainbow Warrior, thank you for being so nice to us. Keep up your good work.”

    Each one wrote down their name: Balleain Anjain, Ralet Anitak, Kiash Tima and Issac Edmond. They handed the paper to Mestre and she added her name. Anitak grabbed it and wrote as well: “Nathalie Anitak”. They laughed.

    Fernando Pereira’s birthday
    Thursday, May 30, was Fernando Pereira’s 35th birthday. The evacuation was over and a one-day holiday was declared as we lay anchored off Mejato.

    Pereira was on the Pacific voyage almost by chance. Project coordinator Steve Sawyer had been seeking a wire machine for transmitting pictures of the campaign. He phoned Fiona Davies, then heading the Greenpeace photo office in Paris. But he wanted a machine and photographer separately.

    “No, no … I’ll get you a wire machine,” replied Davies. ‘But you’ll have to take my photographer with it.” Agreed. The deal would make a saving for the campaign budget.

    Sawyer wondered who this guy was, although Gotjé and some of the others knew him. Pereira had fled Portugal about 15 years before while he was serving as a pilot in the armed forces at a time when the country was fighting to retain colonies in Angola and Mozambique. He settled in The Netherlands, the only country which would grant him citizenship.

    After first working as a photographer for Anefo press agency, he became concerned with environmental and social issues. Eventually he joined the Amsterdam communist daily De Waarheid and was assigned to cover the activities of Greenpeace. Later he joined Greenpeace.

    Although he adopted Dutch ways, his charming Latin temperament and looks betrayed his Portuguese origins. He liked tight Italian-style clothes and fast sports cars. Pereira was always wide-eyed, happy and smiling.

    In Hawai`i, he and Sawyer hiked up to the crater at the top of Diamond Head one day. Sawyer took a snapshot of Pereira laughing — a photo later used on the front page of the New Zealand Times after his death with the bombing of the Rainbow Warrior by French secret agents.

    While most of the crew were taking things quietly and the “press gang” caught up on stories, Sawyer led a mini-expedition in a Zodiac to one of the shipwrecks, the Palauan Trader. With him were Davey Edward, Henk Haazen, Paul Brown and Bunny McDiarmid.

    Clambering on board the hulk, Sawyer grabbed hold of a rust-caked railing which collapsed. He plunged 10 metres into a hold. While he lay in pain with a dislocated shoulder and severely lacerated abdomen, his crewmates smashed a hole through the side of the ship. They dragged him through pounding surf into the Zodiac and headed back to the Warrior, three kilometres away.

    “Doc” Andy Biedermann, assisted by “nurse” Chatenay, who had received basic medical training during national service in France, treated Sawyer. He took almost two weeks to recover.

    But the accident failed to completely dampen celebrations for Pereira, who was presented with a hand-painted t-shirt labelled “Rainbow Warrior Removals Inc”.

    Pereira’s birthday was the first of three which strangely coincided with events casting a tragic shadow over the Rainbow Warrior’s last voyage.

      BEIRUT, Lebanon, Apr. 1 — The Chinese Peacekeeping Level One Plus Hospital to the United Nations Interim Force in Lebanon (UNIFIL) on March 24 conducted a multinational airborne medical evacuation (MEDEVAC) drill with Spain’s Level One Hospital, the Aeromedical Evacuation Team (AMET), and UNIFIL Medical Branch.

      The scenario simulated the treatment and evacuation of a blast victim. After initial treatment at the Spain’s Level One Hospital, the patient was transferred to China’s Level One Plus Hospital for further care. Once stabilized, the patient was transported to a helipad and airlifted by AMET to St. George’s Hospital in Beirut.

      This is the first airborne MEDEVAC drill organized by UNIFIL since the armistice between Lebanon and Israel and it aimed to enhance the emergency medical coordination among multinational troops. The UNIFIL plans to continue similar training to enhance emergency medical response level in the mission area.

  • MIL-OSI China: Sweden unveils new military aid for Ukraine

    Sweden on Monday pledged 16 billion Swedish kronor (1.59 billion U.S. dollars) in new military support for Ukraine.

    The package would bring Sweden’s total military assistance to Kiev to 29.5 billion Swedish kronor this year and around 80 billion Swedish kronor since 2022, the government said.

    “This is our largest military support package to date,” Swedish Defence Minister Pal Jonson said on social media platform X.

    The aid would include air defence systems, artillery, satellite communications, and naval support, as well as equipment from the Swedish Armed Forces and industry. (1 Swedish krona = 0.099 U.S. dollar)

  • MIL-Evening Report: ‘Behind every claim is a grieving family’. Death benefits inquiry demands change but lacks penalties

    When Lisa’s husband passed away unexpectedly, she assumed accessing his superannuation death benefit would be straightforward. Instead, she spent months navigating a bureaucratic maze.

    She repeatedly sent documents, waited weeks for callbacks and struggled to get answers from his fund.

    Her experience is far from unique. A damning new report reveals systemic failure by Australia’s A$4 trillion superannuation industry in handling members’ death benefits.

    A system in disarray

    The Australian Security and Investments Commission’s landmark review of ten major super trustees, managing 38% of super assets, exposes an industry that is not serving its members.

    Grieving families routinely face excessive delays, insensitive treatment and unnecessary hurdles when trying to access death benefits. It found they sometimes waited over a year for payments to which they were legally entitled.

    The central problem was a fundamental breakdown in claims processing, with five critical failures exacerbating inefficiency and distress.

    1. Poor oversight

    No trustee monitored end-to-end claims handling times, leaving boards unaware of how long families were waiting. While the fastest trustee resolved 48% of claims within 90 days, the slowest managed just 8%.

    In one case, a widow waited nearly a year despite her husband having a valid binding nomination. ASIC found 78% of delays stemmed from processing inefficiencies entirely within trustees’ control.

    2. Misleading and inadequate information

    Many funds misled on processing times and masked extreme delays. Boards often received reports only on insured claims, despite most death benefits not involving insurance. This meant boards were unable to fix systemic problems.

    3. Process over people

    Risk-averse procedures often overrode common sense. Many funds imposed claim-staking – delaying payments for objections – even for straightforward cases, adding a median 95 day delay.

    Communication failures further compounded delays, with claimants receiving inconsistent advice and few or no status updates.

    4. Outsourcing without accountability

    Claims handled in-house were processed significantly faster than those managed by external administrators. Only 15% of outsourced claims were resolved within 90 days, compared to 36% of in-house claims.

    The securities commission is calling for stronger oversight. External administrators significantly slow down responses, so some funds may need to bring claims processing back in-house to ensure efficiency.

    5. Lack of transparency

    Many funds failed to provide clear timelines or explanations for delays and had no accountability mechanisms.

    The ten funds investigated include the Australian Retirement Trust, Avanteos (Colonial First State), Brighter Super, Commonwealth Superannuation Corporation, HESTA, Hostplus, NM Super (AMP), Nulis (MLC), Rest and UniSuper.

    Two others, Australian Super and Cbus, are being sued separately by ASIC for either failing to pay out or delaying payments to thousands of eligible beneficiaries.


    KEY FINDINGS

    • None of the trustees monitored or reported on end-to-end death benefit claims handling times
    • 27% of claims files reviewed involved poor customer service – for example, calls were not returned, queries were dismissed
    • 8% vs 48% was the difference in claims closed in 90 days between the slowest and the fastest trustee
    • 78% of claim files reviewed were delayed by processing issues within the trustee’s control
    • 17% of claim files reviewed involved vulnerable claimants. About 30% of those were handled poorly

    Will ASIC’s fixes work?

    ASIC has made 34 recommendations to improve death benefit processing. This will require real change, not box ticking. Changes should include setting performance objectives and empowering frontline staff to cut unnecessary steps.

    There should be consequences for failure. Unlike the United Kingdom, which fines pension providers for missing statutory deadlines, ASIC’s recommendations lack penalties.

    Without consequences, some funds may continue prioritising administrative convenience over members receiving their entitlements.

    What needs to happen now?

    ASIC’s report is a wake-up call, but real reform requires strong action.

    Super funds must be held to clear, binding processing timelines, with meaningful penalties for non-compliance. Standardising requirements across the industry would eliminate unnecessary hurdles, ensuring all beneficiaries are treated fairly.

    Beyond regulation, funds must improve communication and accountability. Bereaved families deserve clear, plain language guidance on what to expect, not bureaucratic roadblocks or sudden document requests.

    Technological upgrades should focus on reducing delays, not just internal efficiencies.

    And to better support families, an independent claims advocate could help navigate the process, ensuring no one is left to struggle alone.

    Has ASIC gone far enough?

    While ASIC’s review is a step in the right direction, it does not fundamentally overhaul flawed claims-handling practices.

    The recommendations lack enforceability, relying on voluntary compliance.

    Also, the role of insurers within super remains largely unaddressed, despite death benefits being tied to life insurance policies. This often causes further complications and delays.

    Ensuring insurers adopt and apply ASIC’s recommendations will be critical for meaningful change.

    Most importantly, super funds must remember that behind every claim is a grieving family. No one should have to fight for what they are owed during one of the most stressful times in their life.

  • MIL-Evening Report: Hotter and deeper: how NZ’s plan to drill for ‘supercritical’ geothermal energy holds promise and risk

    New Zealand’s North Island features a number of geothermal systems, several of which are used to generate some 1,000 MegaWatts of electricity. But deeper down there may be even more potential.

    The government is now investing NZ$60 million to explore what is known as “supercritical” geothermal energy, following five years of feasibility research led by GNS Science.

    Supercritical geothermal is hotter and deeper than conventional geothermal sources. It targets rocks between 375°C and 500°C, close to – but not within – magma.

    Water at these temperatures and depths has three to seven times more energy for conversion to electricity, compared to ordinary geothermal generation at comparatively cooler temperatures of 200°C to 300°C.

    The investment is staged, with $5 million earmarked for international consultants to design a super-deep well, and further funds to be released later for drilling to depths of up to six kilometres. Consultation is underway, with resources minister Shane Jones hoping to convince Māori landowners to collaborate.

    GNS Science estimates the central North Island might have about 3,500MW worth of this resource, although actually accessing it might be difficult and expensive. The energy consulting firm Castalia was engaged to predict how much would be worth developing, suggesting between 1,300MW and 2,000MW, starting from 2037.

    This would be a lot of extra power. Even better, it would reduce the peaks and troughs in generation that arise from more variable solar and wind sources, which are expected to make up a growing share of electricity generation in the future. Supercritical geothermal is reportedly cost effective, which means the technology deserves serious consideration. But such claims should be subject to scrutiny.

    Successive governments have supported major state energy projects, including the Manapouri power station, petroleum exploration during the early 2000s, early geothermal drilling and the investigation of a pumped hydro scheme at Lake Onslow. The need for energy security clearly motivates such investments.

    But New Zealand has a healthy geothermal industry. In the past two decades, geothermal companies have invested $2 billion in hundreds of new wells and new power plants. The industry already knows how to drill wells and profit from them. So why is the government stepping in now?

    In practice, supercritical geothermal exploration and development faces several research, technical and economic risks. Private enterprise seems unwilling to bear them alone, prompting the government to step in to establish feasibility.

    How to crack soft rock

    One problem supercritical geothermal might encounter is that drilling deeper might find lots of hot rock, but not much water. Drilling experiments in Japan and Italy have shown that reaching 500°C is possible, but in both cases the rock was so ductile (pliable and easily stretched) because of the high temperatures that it couldn’t keep open the gaps needed for water to flow.

    However, the experience was different in Iceland where two wells managed to find water above 400°C. At this stage, it’s not clear whether this is because Iceland has special rocks – particularly basalts, which are less ductile – or because the country is being stretched through tectonic forces at a high rate. New Zealand is less able to count on basalts but it does experience rapid tectonic stretching.

    Deep drilling would test this key hypothesis: is there permeability (gaps for water to flow through) at supercritical conditions? The only way to know for sure is to drill down.

    If there isn’t permeability, the government could either abandon the investment or look into methods to create it. Multi-stage hydraulic fracturing (“fracking”) is an option which has worked overseas in the North American shale gas industry. It has also recently been demonstrated in some US geothermal systems.

    Even if we did find permeability, the water produced in Iceland’s supercritical wells was enormously corrosive. A better option then might be to inject cold water into the well, suppressing the corrosive fluids. The injected water would heat up and rise into the overlying geothermal system – flushing the heat upwards.

    However, both water injection and fracking can trigger earthquakes, perhaps a magnitude 4-5 every year or a magnitude 5-6 every few decades. This happened in 2017 in Pohang in South Korea where water injection triggered a magnitude 5.5 earthquake. It resulted in the cancellation of the geothermal project.

    But there are many other geothermal projects where injection has not led to concerning earthquake activity.

    Fierce competition from solar, wind and batteries

    The other risk is economic. Supercritical geothermal might one day be technically feasible, but its potential contribution in New Zealand will be limited if it can’t beat other generation technologies on cost.

    Worldwide, the renewable energy sector continues to be disrupted by unprecedented cost decreases driven by innovations in utility-scale battery storage and solar photovoltaics.

    But the supply chains are largely overseas, mostly concentrated in China. This adds geopolitical complexity to the energy security calculus. Homegrown solutions are a strength.

    Nevertheless, the International Renewable Energy Agency reports cost reductions for solar and battery modules of 89% and 86% between 2010 and 2023. Solar costs drop 33% each time the built amount doubles. Drops in battery cost are enabling large deployments for daily smoothing of the peaks and troughs of intermittent solar and wind generation.

    This shifting cost landscape creates financial uncertainty for energy investors. While cost declines might not continue forever, it’s hard to pick when they will level off. Meanwhile, geothermal costs have been flat for a long time. A billion-dollar geothermal investment might quickly become uncompetitive.

    Despite all these caveats, we shouldn’t overlook the positive signal of the government taking a bet on New Zealand science and innovation. It will be exciting to see what’s happening at six kilometres of depth underground. And although the plan is not to drill for magma, an accidental strike (as happened in Iceland) would lead to some amazing science.

    Lastly, energy security deserves to be taken seriously over the long term. While supercritical geothermal won’t fix our immediate vulnerability to winter scarcity, it could help avoid similar issues in the 2040s.

  • MIL-OSI China: Poland, US sign air defence deal worth almost $2 billion

    Poland and the United States on Monday signed a nearly 2-billion-U.S. dollar agreement for logistical and technical support for Polish Patriot systems at the military base in Sochaczew.

    The agreement includes the delivery of logistical support for the Patriot systems, currently being implemented in the Polish Armed Forces, and will include elements of technical support and training.

    In 2025, Poland will allocate 4.7 percent of its gross domestic product (GDP) to defense, according to the country’s 2025 budget, up from 4.2 percent in 2024. This makes Poland a leading nation within NATO and the European Union in defense spending.

    Originally crafted in 1855 as part of Henry Willis’s masterful design, the trellis exemplifies the Victorian era’s dedication to artistry and precision. Its elegant patterns reflect the craftsmanship that defined 19th-century organ building, seamlessly blending with the grandeur of St George’s Hall’s neoclassical architecture. Over time, natural wear and environmental factors have taken their toll, making restoration essential to preserve its beauty and historical integrity.

    The Craftsmanship Behind the Restoration

    The repair of the Willis Organ’s trellis is a delicate and intricate process, entrusted to skilled artisan restorer Julien Taylor. Julien brings a unique combination of blacksmith training, fine art expertise, and traditional craftsmanship to the project. Describing his approach, he shares:

    “Restoration work is always a rewarding challenge. In this case, the plaster panel is still attached to the organ. The process involves selecting the best part of the fretwork to copy, moulding the area with silicone casting rubber, and ensuring that the new elements seamlessly integrate with the original design. Given that the organ is a vibrating mechanism, it’s fascinating to see the history of previous repairs and to contribute to its ongoing preservation.”

    The Willis Organ has been the heartbeat of St George’s Hall for generations, its sound resonating through time to captivate audiences old and new. Thanks to this funding and the dedication of skilled artisans, its beauty and power will endure for years to come. We look forward to celebrating its restored glory with the people of Liverpool, who have cherished this magnificent instrument for over a century.

    To mark the reopening of Spellow Community Hub and Library, Writing on the Wall launched a creative writing programme, commissioned by Culture Liverpool, celebrating the rich culture and history of Walton. Local participant Angela Cheveau reveals how she moved from hopeless horror to healing.

    As a child, Spellow Library was a place of secret magic in my life. Every Saturday, my mother would take us to choose books for the week ahead. As a very shy child, the library was a space of solace and enchantment for me, a place where I could shuffle off my shyness, let my imagination run wild. The library was a magic carpet sailing me through the sometimes-stormy waters of childhood. Every book was a portal into another world, a doorway into countless magical landscapes, an escape from the harsher realities of life as a working-class child in a socially deprived area. Books opened my mind to new ways of thinking and being, to new and endless possibilities. In books I was a shapeshifter, an explorer, an adventurer, a warrior. I could be anything I wanted to be. Words were my warpaint, stories my shield, my pen was my sword.

    In August 2024, like many others around the city, I watched in hopeless horror as our local library burned. Our tv and phone screens were filled with images of destruction, shattered glass, flames licking through the roof, hooded youths hurling missiles. As a lifelong Walton resident, I was devastated to see such utter destruction, to see the streets of my home burning and filled with so much hate. It was no longer the place that I knew, it no longer felt like home. A darkness had descended upon the streets, and I was desperately concerned for my own, and my 75-year-old mother’s safety. We could hear the shouts, screaming sirens and smashing of shops from our house, and I was glued to a live stream of what was happening as my family live on County Road and were trapped inside their home, gangs of youths setting fire to wheelie bins outside the windows. It was a dark day for Walton. For the whole country.

    It is hard to describe the sadness of seeing the library burn, of seeing my childhood space of solace, safety and freedom flaring into flames. I knew the impact that this would have on the local community who depend upon the library as a place of education and knowledge. I thought of the children who would no longer have access to books and the magic they hold. Libraries are a vital lifeline for people, fostering lifelong learning and cultural engagement, ongoing education and much needed assistance. In a digital age they promote friendship and the importance of community support. For some they are a hand to hold in the dark, combatting fear, loneliness, and social isolation. They are a space of unity and boundless hope.

    Now, seven months later, it is important to heal and look to the future. It is important to learn from what happened and look for light in the dark. Despite the awful events and the horrors of the riots, what has emerged from the wreckage is something profoundly beautiful. Even amidst the darkest of times, there were glimmers of hope and light; for instance, Adam Kelwick, the Imam who embraced protesters outside the Abdullah Quilliam Mosque, breaking bread with them, talking and listening, showing bravery, compassion and great consideration Or Alex McCormick, who raised thousands of pounds online to help rebuild and refurbish the library. Or the policemen who bravely battled to keep residents safe. Or the shops that opened their doors, handing out food and drink to those involved in the clean-up operation. These are the strength of Walton; these are the people who deserve the headlines, these are the people who represent beacons of light in the dark, who symbolise compassion, togetherness and unity.

    When I heard about workshops celebrating Walton run by brilliant writing charity, Writing on the Wall, I was delighted to join. To be part of a project celebrating and highlighting the strength, resilience and community of my home is something I am proud to be a part of. I am proud to be from Liverpool, I am proud to be from Walton and I am incredibly proud of the area and how it has picked itself up and started again. Like a phoenix from the ashes, the library is once again a place of bustling activity and creativity, and Walton is looking forward towards a brighter future. Thanks to Writing on the Wall, local residents have been given the opportunity to come together, to tell their stories, share their fears, their hopes and dreams. To give themselves permission to be creative and express themselves through story, poetry and art. The project has been a joy to be part of and we have shared anger, tears and so much laughter.

    As a group we are now looking forward to showing the work that we have created at a launch event, as well as showcasing our stories/ poems in an anthology. The thing I will take away with me from this project and which will stay with me, is that community is everything and that if people are unified towards the common good powerful things are possible. Transformation and change are possible. I will remember that there are always lights out there in the darkness, even if sometimes we can’t always see them. There is always, always hope.

    Up to 160,000 workers in Wales will receive a pay rise as the new National Living Wage and National Minimum Wage rates take effect.

    Up to 160,000 workers in Wales will today (Tuesday 1 April) receive a pay rise as the new National Living Wage and National Minimum Wage rates take effect. 

    Full-time workers on the National Living Wage will see a real-terms pay increase of £1,400 per year, helping to provide families with better financial stability, improve living standards and kickstart growth as part of the Plan for Change.

    This uplift will deliver security for working people and ease the pressure on their day-to-day finances. It also allows for further workers to potentially benefit from positive spill-over impacts including possible wage increases for those already earning more than the legal minimum.

    Business Secretary Jonathan Reynolds said:

    We promised to make low pay a thing of the past. Now, as part of our Plan to Make Work Pay and the biggest upgrade to workers’ rights in a generation, we are delivering that.

    Low pay is not only bad for workers, it prevents them from spending on our high streets and allowing local businesses to achieve their full potential.

    • National Living Wage (21+) has increased 6.7%, from £11.44 to £12.21 per hour
    • National Minimum Wage (18-20) has a record increase of 16.2%, from £8.60 to £10 per hour
    • National Minimum Wage (under 18) has increased 18%, to £7.55 per hour
    • Apprentice Rate has the largest increase of 18%, from £6.40 to £7.55 per hour
    • Accommodation Offset of £10.66 per day

    The Secretary of State for Wales Jo Stevens said:

    Today thousands of the lowest paid workers in Wales will receive a pay rise worth £1,400 a year to help with household bills and improve living standards.

    Families across Wales will see this increase in their pay packets from today as the UK Government puts more money in the pockets of working people.

    This UK Government is unashamedly pro-worker which is why this year is the first where the Low Pay Commission, the body which recommends wage rates, was instructed to include the cost of living and inflation in its assessment. 

    On top of this the Employment Rights Bill, a key pillar in the Plan to Make Work Pay, will release an additional £600 a year to some of the lowest paid workers. This will ensure that these workers receive an uplift to wages that delivers better quality of life.

    Victims attend parole hearings to see offenders held to account

    Victims can attend the parole hearings of their perpetrators from today (1 April) as part of the Government’s Plan for Change.

    • Victims in England and Wales can now observe private Parole Board hearings
    • Victims in pilot phase praise level of scrutiny faced by offenders

    For the first time, victims from across England and Wales will be able to apply to observe private Parole Board hearings held to decide if a prisoner is safe to be released.

    It will let victims see first-hand how offenders are held accountable for their crimes, their subsequent behaviour in prison and their work to prove they can live law-abiding lives if released.

    A pilot in the South West of England and Greater Manchester found victims were reassured to see the level of scrutiny that prisoners are put under before any decision to release them is made.

    It is hoped, therefore, that these changes will provide more victims with a greater understanding of the decisions made by the Parole Board while ensuring they feel more involved in the process.

    Minister for Victims and Violence Against Women and Girls, Alex Davies-Jones, said:

    For too long, victims have been locked out of the parole system.

    As part of our Plan for Change, we are now giving victims the right to see how offenders are challenged when up for parole.

    This Government is improving our justice system to ensure it serves victims better.

    Even when the Parole Board makes the decision to release an offender on licence, they are then supervised by the Probation Service and subject to strict conditions, such as curfews and exclusion zones that prevent them approaching their victims. Offenders face going back to prison if they break the rules.

    The Parole Board is an independent body that carries out risk assessments on prisoners to determine whether they can be safely released into the community on licence conditions or moved to an open prison.

    Victims who are part of the Victim Contact Scheme will apply to the Parole Board to attend hearings with the help of their victim liaison officer and those who are successful in applying will observe remotely so they don’t have to sit with the perpetrator.

    They will then be provided with in-person support during the hearing and victims will be directed towards additional support following the proceedings, such as counselling, if necessary.

    Anna, a victim who attended a parole hearing as part of the pilot, said:

    Observing the hearing was a surprisingly positive process for us. It has helped us to draw a line under the whole chapter and move on.

    Witnessing the level of care taken by the Parole Board instilled in me genuine confidence regarding how the offender will be managed upon release.

    Before the parole hearing, I had some unanswered questions. Observing the hearing helped me answer many of these.

    The Victims’ Commissioner for England and Wales, Baroness Newlove, said:

    As someone who has been through the parole process, I welcome this national rollout. This is a vital step towards lifting the lid on a system that has long felt closed off to victims, helping them feel more meaningfully involved rather than bystanders to proceedings.

    As the rollout begins, it is crucial that victims are provided with all the information they need to make an informed choice about whether to apply – and to understand what to expect if their application is successful- alongside access to guidance and support at every stage of the parole hearing process. Open justice should always be encouraged, but victim welfare must remain paramount.

    This latest reform to the Parole Board process follows new measures which will be implemented later this year to introduce a Ministerial check on the release of the most dangerous offenders.

    This power will give Ministers better oversight of the release of the most serious offenders by allowing them to refer certain cases directly to the High Court for a second check.

    Further Guidance:

    • Victims will not be able to observe the entire hearing, as certain evidence must be heard in private, such as that relating to risk management.
    • The pilot began in September 2022 in the South-West Probation Region and was expanded to Greater Manchester in September 2023.
