    Q: What is “Be The One” campaign all about?

    A: This grassroots effort raises public awareness about veteran suicide and facilitates training and prevention strategies using one-on-one connections with at-risk veterans in local communities across the country. The nationwide outreach is coordinated by the American Legion, the patriotic veterans organization with a membership of more than 1.6 million individuals and local posts in all 50 states, the District of Columbia, Puerto Rico, France, Latin America and the Philippines. The nonprofit organization will observe its 106th birthday on March 15, celebrating the first caucus of the American Legion held in Paris, France after World War I. The 66th Congress issued a national charter for the veterans-led group on September 16, 1919. Throughout its history, the member-based veterans organization seeks to help fellow veterans reintegrate to civilian life and serves as a resource for community-based services for those seeking employment, education, health care, housing, disaster assistance and more. Since its founding, improving access to education, disability benefits and mental health services have helped marshal legislative victories and improve the quality of life for veterans. A tenet of its founding charter is to “cement the ties and comradeship born of service.” That mission is manifested in the Be The One campaign currently underway to stop veteran suicide. Through its grassroots system of Buddy Checks and efforts to train members for its Be The One QPR (question, persuade and refer) Teams, the American Legion of Iowa is working to expand its suicide prevention services at the post level and raise public awareness in local communities.

    In February, I met with Iowa leaders representing the American Legion, and I was impressed to learn more about this community outreach program. Making personal connections can mean the difference between life and death for veterans suffering from loneliness, despair or depression. Raising public awareness will help alert neighbors to be mindful of warning signs to strengthen suicide prevention for hometown heroes in our veterans communities. I appreciate the advocacy of our veterans organizations and will continue working with them on behalf of those who answered the call to serve in uniform and those currently serving in the Armed Forces.

    Q: What efforts have you pushed in Congress to lower veterans suicide?

    A: Tragically, this issue hits close to home for too many Iowa families. According to the Department of Veterans Affairs (VA), suicide death rates among Iowa veterans is significantly higher than the rates among the nation’s general population. As Iowa’s U.S. Senator, I’ve worked for decades to raise public awareness, conduct rigorous oversight to root out shortcomings at the VA and implement comprehensive suicide prevention reforms to improve mental health services for our nation’s veterans. Years ago, alongside former Sen. Tom Harkin, we steered bipartisan legislation into law named after a young Iowan named Josh Omvig from Grundy Center who died by suicide after returning home from duty in Iraq. Our bill developed a peer support program tapping veterans as volunteer peer counselors. Building on that legislative victory on behalf of veterans, I also supported the Clay Hunt Suicide Prevention for American Veterans Act and co-sponsored legislation to help reduce backlog appeals to the Veterans Benefits Administration and introduced legislation to address the increase in suicide among female veterans. I’ve worked to expand services for veterans experiencing Post-Traumatic Stress Disorders and who sustained Traumatic Brain Injuries in the line of duty and teamed up with Sen. Amy Klobuchar to give veterans health facilities better tools to recruit well-trained health professionals, particularly for mental health care. Sen. Joni Ernst and I have pushed the VA to address wait times for mental health appointments, as well. In addition, I co-sponsored legislation that improved the responsiveness and performance of the Veterans Crisis Line. In his first term, President Trump signed into law the three-digit number to simplify access to this confidential, 24/7, lifesaving tool for Americans experiencing a mental health emergency. I encourage veterans and their families to dial 9-8-8 in times of crisis for immediate access to lifesaving support from trained professionals.

  • MIL-OSI: DNO Completes USD 600 Million Bond Placement

    14 March 2025 – DNO ASA, the Norwegian oil and gas operator, today completed the private placement of USD 600 million of new five-year senior unsecured bonds with a coupon rate of 8.5 percent. The bond placement met strong investor demand across US, Nordic and international markets and was significantly oversubscribed.

    A new exhibit of words, images, and audio collected from around the world during the COVID-19 pandemic now on display at Homer Babbidge Library offers a rare glimpse at how people captured history even as it was being made.

    Picturing the Pandemic, created by the Pandemic Journaling Project (PJP) and Seeing Truth: Art, Science, Museums, and Making Knowledge, opened at UConn Storrs on Thursday, Mar. 6.  

    Anthropologists Sarah Willen (UConn) and Katherine Mason (Brown University) started the PJP five years ago to collect people’s reflections on how the pandemic was affecting their lives as it happened.

    “We cared about giving people a space to reflect and we cared about documenting, chronicling, and preserving people’s real-time record of their experiences during a time that none of us understood,” said Willen, a professor of anthropology at UConn and co-director the Research Program on Global Health and Human Rights at the Gladstein Family Human Rights Institute.

    From May 2020 to May 2022, the PJP collected weekly journal entries that allowed people to chronicle the countless ways the pandemic and its attendant disruptions manifested in their lives. In its first wave, the project collected nearly 27,000 entries from 1,800 people around the world.

    The goal was to create an archive that would exist into the future so people could better understand how the pandemic was experienced by people living through it. 

    “We wanted to make an archive that would last and that would be useful to other people in the future, and we made a promise that people would be able to keep everything that they contributed,” said Willen. 

    The exhibit at Babbidge Library consists of panels featuring photographs and excerpts from journal submissions, highlighting a key component of the project: the variety of ways participants were able to express themselves and document their lives.  

    “We wanted ‘journaling’ to be defined as broadly as possible. People could write, they could upload audio journal entries, or they could upload photographs,” said Willen. 

    At the opening ceremony, Willen and other members of the UConn community who supported the development of the project spoke about its growth since the start of the pandemic. 

    Willen thanked the University and other sponsors for supporting the project, including the Gladstein Family Human Rights Institute, the Humanities Institute, and the Institute for Collaboration on Health, Intervention, and Policy (InCHIP). 

    “Documents, diaries, letters, drawings and memoirs created by those who participated in or witnessed events of the past tell us something that even the best written article or book may not convey,” said Anne Langley, Dean of UConn Library. 

    “Its global dimension is really critical; The multiple languages which were used, the fact that you could audio journal or video journal,” said Kathryn Libal, professor of social work and human rights and director of the Gladstein Family Human Rights Institute. “It opens up a new way for us to think about collective archiving in the present for future commemoration and scholarly works.”

    The exhibition was curated by Willen, Mason, and Alexis Boylan, professor of art and art history at UConn, along with PJP postdoctoral fellow Heather Wurtz and a large team of students and curation partners.

    “The images will not let us forget. They remind us of feelings that we had that we maybe put away, of ideas of things and people that we wanted to be but maybe did not work out in that moment, but that we still remember and hold on to,” said Boylan.  

    With the exhibit located in the middle of a heavily visited area at UConn, many students, faculty, staff, and visitors will have a chance to reflect on their lives in the five years since the pandemic. 

    Globally, as well as in the United States, people are repressing a lot about the impact the pandemic had, and continues to have, on our lives, said Willen. By offering visitors a chance to look back on this time, the exhibition invites people to consider how their own lives, and the broader world, have changed. 

    Before coming to Storrs, the exhibition made earlier stops in Hartford, Providence, Heidelberg (Germany), Mexico City and Toronto. For this new iteration, the curators added a new center panel that recognizes the importance of science and of having an infrastructure for knowledge building and social interaction.  

    “If we pull apart the components of that infrastructure, a lot of things fall apart,” said Willen. “Our capacity to do science falls apart. Our capacity to prepare people for their careers falls apart. Our capacity to provide public spaces in which we can come together and interact with each other – like libraries and museums – falls apart.”

    “We’re hoping that this will be a chance for people to see the structures we’ve built in our society to support, connect with, and nurture each other, and to help each other understand who we are in the world, will only exist if we protect them,” said Willen. 

    Willen especially urges student visitors to the exhibit to think deeply about how their majors, fields, and research can help us collectively confront the problems that society is facing.  

    “Let’s not lose sight of those values, of how we can put our tools to work to grapple with real-life problems using data and our capacities for analysis and reflection,” said Willen. 

    The Pandemic Journaling Project and the Picturing the Pandemic exhibition were only possible because UConn believed in them, said Willen. 

    “We brought our skills to the table, and our students brought theirs, and many different institutes and departments at the university said, yes, this is worthwhile, and they gave us the resources to start collecting people’s narratives and experiences,” said Willen. “Bringing the exhibit to Babbidge Library is our thank you note to UConn.”

     A total of 18 participants were selected for the French Irish Mission Programme this year. Funded by France and Ireland, this programme aims to support Geneva-based government officials from developing and least-developed WTO members to engage in WTO activities. Participants will gain valuable hands-on experience in trade policy development by working directly within their respective permanent missions in Geneva.

  • MIL-OSI Asia-Pac: Investment Promotion and Protection Agreement between Hong Kong and Bahrain to enter into force on March 21

    The Investment Promotion and Protection Agreement (IPPA) signed between Hong Kong and Bahrain in March last year will enter into force on March 21, following the completion of the two sides’ respective internal procedures required.

    Under the IPPA, the two governments undertake to provide investors of the other side with fair, equitable and non-discriminatory treatment of their investments, compensation in the event of expropriation of investments, and the right to free transfers abroad of investments and returns. The IPPA also provides for settlement of investment disputes under internationally accepted rules, including arbitration.

    The Secretary for Commerce and Economic Development, Mr Algernon Yau, said, “By enabling investors of Hong Kong and Bahrain to enjoy corresponding protection of their investments in the host economies, the IPPA will enhance confidence of investors, expand investment flows and further strengthen the economic and trade ties between the two places.

    “The Government has been actively seeking to expand Hong Kong’s global economic and trade networks with a view to assisting enterprises and investors in opening up markets. We are exploring the signing of IPPAs with Saudi Arabia, Bangladesh, Egypt and Peru, as well as exploring IPPAs or free trade agreements with emerging markets including potential partners in the Middle East and other regions along the Belt and Road,” he added.

    The IPPA with Bahrain is the second of its kind signed by the current-term Government, following the IPPA signed with Türkiye. It is also the 24th investment agreement that Hong Kong has signed with a foreign economy.

    The other foreign economies that have signed IPPAs with Hong Kong are the Association of Southeast Asian Nations, Australia, Austria, the Belgo-Luxembourg Economic Union, Canada, Chile, Denmark, Finland, France, Germany, Italy, Japan, Korea, Kuwait, Mexico, the Netherlands, New Zealand, Sweden, Switzerland, Thailand, the United Arab Emirates and the United Kingdom.

  • MIL-OSI Security: Dual Russian And Israeli National Extradited To The United States For His Role In The LockBit Ransomware Conspiracy

    NEWARK, N.J. – A dual Russian and Israeli national was extradited to the United States on charges that he was a developer of the LockBit ransomware group, United States Attorney John Giordano announced.

    In August, Rostislav Panev, 51, was arrested in Israel pursuant to a U.S. provisional arrest request.  Today, Panev was extradited to the United States and had an initial appearance before U.S. Magistrate Judge André M. Espinosa where Panev was detained pending trial.

    “Rostislav Panev’s extradition to the District of New Jersey makes it clear: if you are a member of the LockBit ransomware conspiracy, the United States will find you and bring you to justice,” said United States Attorney John Giordano. “Even as the means and methods of cybercriminals become more sophisticated, my Office and our FBI, Criminal Division, and international law enforcement partners are more committed than ever to prosecuting these criminals.”

    “No one is safe from ransomware attacks, from individuals to institutions. Along with our international partners, the FBI continues to leave no stone unturned when it comes to following LockBit’s trail of destruction.     According to the superseding complaint, documents filed in this and related cases, and statements made in court, Panev acted as a developer of the LockBit ransomware group from its inception in or around 2019 through at least February 2024. During that time, Panev and his LockBit coconspirators grew LockBit into what was, at times, the most active and destructive ransomware group in the world. The LockBit group attacked more than 2,500 victims in at least 120 countries around the world, including 1,800 in the United States. Their victims ranged from individuals and small businesses to multinational corporations, including hospitals, schools, nonprofit organizations, critical infrastructure, and government and law-enforcement agencies. LockBit’s members extracted at least $500 million in ransom payments from their victims and caused billions of dollars in other losses, including lost revenue and costs from incident response and recovery.

    LockBit’s members were comprised of “developers,” like Panev, who designed the LockBit malware code and maintained the infrastructure on which LockBit operated. LockBit’s other members, called “affiliates,” carried out LockBit attacks and extorted ransom payments from LockBit victims. LockBit’s developers and affiliates would then split the ransom payments which were extorted from victims.

    As alleged in the superseding complaint, at the time of Panev’s arrest in Israel in August, law enforcement discovered on Panev’s computer administrator credentials for an online repository that was hosted on the dark web and stored source code for multiple versions of the LockBit builder, which allowed LockBit’s affiliates to generate custom builds of the LockBit ransomware malware for particular victims. On that repository, law enforcement also discovered source code for LockBit’s StealBit tool, which helped LockBit affiliates exfiltrate data stolen through LockBit attacks. Law enforcement also discovered access credentials for the LockBit control panel, an online dashboard maintained by LockBit developers for LockBit’s affiliates and hosted by those developers on the dark web.

    The superseding complaint also alleges that Panev exchanged direct messages through a cybercriminal forum with LockBit’s primary administrator, who, in an indictment unsealed in the District of New Jersey in May, the United States alleged to be Dimitry Yuryevich Khoroshev (Дмитрий Юрьевич Хорошев), also known as LockBitSupp, LockBit, and putinkrab. In those messages, Panev and the LockBit primary administrator discussed work that needed to be done on the LockBit builder and control panel.

    Court documents further indicate that, between June 2022 and February 2024, the primary LockBit administrator made a series of transfers of cryptocurrency, laundered through one or more illicit cryptocurrency mixing services, of approximately $10,000 per month to a cryptocurrency wallet owned by Panev. Those transfers amounted to over $230,000 during that period.

    In interviews with Israeli authorities following his arrest in August, Panev admitted to having performed coding, development, and consulting work for the LockBit group and to having received regular payments in cryptocurrency for that work, consistent with the transfers identified by U.S. authorities. Among the work that Panev admitted to having completed for the LockBit group was the development of code to disable antivirus software; to deploy malware to multiple computers connected to a victim network; and to print the LockBit ransom note to all printers connected to a victim network. Panev also admitted to having written and maintained LockBit malware code and to having provided technical guidance to the LockBit group.

    The LockBit Investigation

    The superseding complaint against, and apprehension of, Panev follows a disruption of LockBit ransomware in February 2024 by the U.K. National Crime Agency (NCA)’s Cyber Division, which worked in cooperation with the Justice Department, FBI, and other international law enforcement partners. As previously announced by the Department, authorities disrupted LockBit by seizing numerous public-facing websites used by LockBit to connect to the organization’s infrastructure and by seizing control of servers used by LockBit administrators, thereby disrupting the ability of LockBit actors to attack and encrypt networks and extort victims by threatening to publish stolen data. That disruption succeeded in greatly diminishing LockBit’s reputation and its ability to attack further victims, as alleged by documents filed in this case.

    The superseding complaint against Panev also follows charges brought in the District of New Jersey against other LockBit members, including its alleged primary creator, developer, and administrator, Dmitry Yuryevich Khoroshev. An indictment against Khoroshev unsealed in May alleges that Khoroshev began developing LockBit as early as September 2019, continued acting as the group’s administrator through 2024, a role in which Khoroshev recruited new affiliate members, spoke for the group publicly under the alias “LockBitSupp,” and developed and maintained the infrastructure used by affiliates to deploy LockBit attacks. Khoroshev is currently the subject of a reward of up to $10 million through the U.S. Department of State’s Transnational Organized Crime (TOC) Rewards Program, with information accepted through the FBI tip website at www.tips.fbi.gov/.

    A total of seven LockBit members have now been charged in the District of New Jersey. Beyond Panev and Khoroshev, other previously charged LockBit defendants include:

    • In July, two LockBit affiliate members, Mikhail Vasiliev, also known as Ghostrider, Free, Digitalocean90, Digitalocean99, Digitalwaters99, and Newwave110, and Ruslan Astamirov, also known as BETTERPAY, offtitan, and Eastfarmer, pleaded guilty in the District of New Jersey for their participation in the LockBit ransomware group and admitted deploying multiple LockBit attacks against U.S. and foreign victims. Vasiliev and Astamirov are presently in custody awaiting sentencing.
    • In February 2024, in parallel with the disruption operation described above, an indictment was unsealed in the District of New Jersey charging Russian nationals Artur Sungatov and Ivan Kondratyev, also known as Bassterlord, with deploying LockBit against numerous victims throughout the United States, including businesses nationwide in the manufacturing and other industries, as well as victims around the world in the semiconductor and other industries. Sungatov and Kondratyev remain at large.
    • In May 2023, two indictments were unsealed in Washington, D.C., and the District of New Jersey charging Mikhail Matveev, also known as Wazawaka, m1x, Boriselcin, and Uhodiransomwar, with using different ransomware variants, including LockBit, to attack numerous victims throughout the United States, including the Washington, D.C., Metropolitan Police Department. Matveev remains at large and is currently the subject of a reward of up to $10 million through the U.S. Department of State’s TOC Rewards Program, with information accepted through the FBI tip website at www.tips.fbi.gov/.

    Khoroshev, Matveev, Sungatov, and Kondratyev have also been designated for sanctions by the Department of the Treasury’s Office of Foreign Assets Control for their roles in launching cyberattacks.

    Victim Assistance

    LockBit victims are encouraged to contact the FBI and submit information at www.ic3.gov. As announced by the Department in February, law enforcement, through its disruption efforts, has developed decryption capabilities that may enable hundreds of victims around the world to restore systems encrypted using the LockBit ransomware variant. Submitting information at the IC3 site will enable law enforcement to determine whether affected systems can be successfully decrypted.

    LockBit victims are also encouraged to visit www.justice.gov/usao-nj/lockbit for case updates and information regarding their rights under U.S. law, including the right to submit victim impact statements and request restitution, in the criminal litigation against Panev, Astamirov, and Vasiliev.

    The FBI Newark Field Office, under the supervision of Acting Special Agent in Charge Terence G. Reilly, is investigating the LockBit ransomware variant. Israel’s Office of the State Attorney, Department of International Affairs, and Israel National Police; France’s Gendarmerie Nationale Cyberspace Command, Paris Prosecution Office — Cyber Division, and judicial authorities at the Tribunal Judiciare of Paris; Europol; Eurojust; the United Kingdom’s National Crime Agency; Germany’s Landeskriminalamt Schleswig-Holstein, Bundeskriminalamt, and the Central Cybercrime Department North Rhine-Westphalia; Switzerland’s Federal Office of Justice, Public Prosecutor’s Office of the Canton of Zurich, and Zurich Cantonal Police; Spain’s Policia Nacional and Guardia Civil; authorities in Japan; Australian Federal Police; Sweden’s Polismyndighetens; Canada’s Royal Canadian Mounted Police; Politie Dienst Regionale Recherche Oost-Brabant of the Netherlands; and Finland’s National Bureau of Investigation have provided significant assistance and coordination in these matters and in the LockBit investigation generally.

    Assistant U.S. Attorneys Andrew M. Trombly, David E. Malagold, and Vinay Limbachia for the District of New Jersey and Trial Attorneys Debra Ireland and Jorge Gonzalez of the Criminal Division’s Computer Crime and Intellectual Property Section (CCIPS) are prosecuting the charges against Panev and the other previously charged LockBit defendants in the District of New Jersey.

    The Justice Department’s former Cybercrime Liaison Prosecutor to Eurojust, Office of International Affairs, and National Security Division also provided significant assistance.

    The charges and allegations contained in the superseding complaint and above-named Indictments are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

    Peace is in peril worldwide and avenues for diplomatic dialogue are shrinking, but young women peacebuilders are demonstrating that a better world is possible, a senior UN official told the Security Council on Tuesday. 

    Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, was speaking during a debate on investing in the transformative power of intergenerational leadership on the women, peace and security agenda, where she urged ambassadors to “open doors for the next generation”.

    “Investments in women, peace and security agenda are not an option; they are a necessity for preventing conflict and achieving sustainable and inclusive peace,” she said.

    ‘Bucking the status quo’

    Ms. DiCarlo listed Malala Yousafzai, the girls’ education champion from Pakistan and youngest Nobel Peace Prize laureate ever, climate activist Greta Thunberg from Sweden, and Ilwad Elman from Somalia who works to rehabilitate child soldiers and counter violent extremism, as examples of young women who are envisioning and demanding a world of justice and peace.

    These remarkable leaders remind us that transformation requires bucking the status quo,” she said.

    In this regard, she pointed to the UN Secretary-General’s policy brief on A New Agenda for Peace which calls for dismantling entrenched patriarchal systems that perpetuate inequality and exclusion.

    Reimagine power structures

    “It underscores the urgent need to reimagine global power structures and place women and girls – especially young women – at the centre of our efforts to address the root causes of conflict and insecurity,” she said.

    If we do not break free from patriarchal norms, true peace and inclusive security will remain out of reach,” she warned.

    Furthermore, the recently adopted Pact for the Future underlines the importance of ensuring that women’s leadership and participation are integrated into all aspects of conflict prevention and sustaining peace, she added.

    Ms. DiCarlo highlighted three key areas in advancing intergenerational leadership: facilitating dialogues, fostering inclusive peace processes, and investing in young women’s leadership.

    Foster dialogue and inclusion

    She said intergenerational dialogues are critical opportunities for building trust and articulating shared aspirations.

    She cited an example from Chad, where the UN Peacebuilding Fund supported local dialogue platforms that brought together youth associations with traditional authorities.  This ultimately strengthened social cohesion and reduced intercommunal tensions and conflicts in the Nya Pendé and Barh Sara regions.

    Ms. DiCarlo also stressed the need to advance inclusive, multi-track peace processes that prioritize diverse groups of women, including young women, and promote their leadership and rights at every level.  At the same time, she also recognized “the diverse and changing mediation landscape today”.

    The UN Mission in South Sudan (UNMISS) hosts a workshop on key peace and security issues for Yei women and youth.

    Promote peace from the bottom-up

    She recalled that during the Council’s annual open debate on women, peace and security, the Secretary-General launched an initiative that invites mediators from a cross section of society to join the UN in taking concrete actions to ensure women’s participation in peace processes. 

    Moreover, she noted that the UN actively backs multi-track efforts that promote peace from the bottom up, emphasizing young women’s leadership. 

    She witnessed this recently in Colombia, where the UN Mission verifying the 2016 peace deal supports women and men from all backgrounds and ages, addressing stigmatization of ex-combatants in reintegration areas.

    “Third, our investments must be aligned with our priorities. Significant and sustained resources are essential to support young women peacebuilders and ensure their work flourishes,” she said.

    Building from the ground up

    For example, through a Peacebuilding Fund initiative in Somalia, young men and women worked together in managing and restoring water canals across clan lines, overcoming historical grievances and mitigating inter-clan conflicts driven by resource scarcity.

    Ms. DiCarlo said that as the 25th anniversary of Security Council Resolution 1325 (2000) on women, peace and security approaches, along with the 30th anniversary of the Beijing Declaration and Platform for Action, “we must open doors for the next generation.”

    “Together, we must cultivate leadership from the ground up, placing young women and women’s rights at the heart of our efforts,” she concluded. 

    Appeal from Sudan

    The Council also heard from Tahani Abbas, a human rights defender, legal representative, and peace advocate from Sudan, where rival military forces have been locked in a brutal war since April 2023.

    She said women have been on the frontlines of conflict response, creating “networks of resistance” such as Emergency Response Rooms that provide medical services, daycare, communal kitchens and more.

    She was adamant that supporting women peacebuilders before, during, and after crises pays peace dividends.

    “When the war broke out in Sudan, we found that the women who had participated in de-escalation and dialogue processes at the local levels prior to the war had used their skills and capacities to mediate, negotiate, and manage tensions and conflicts in their communities during the war,” she said.

    Ms. Abbas called for the Council’s ongoing support to women “who are fighting for peace and security every day”, saying “even though it may be logistically and politically difficult, the decisions made within the United Nations will have a direct impact on the lives of the Sudanese population and women peacebuilders around the world.”

    Humanitarian Aid

    The UN Secretary-General on Wednesday announced he would be convening fresh talks over the future of Cyprus, scheduled to take place over two days from 17 March.

    UN Spokesperson Stéphane Dujarric told journalists at the regular daily briefing in New York that the leaders of both the Turkish Cypriot and Greek Cypriot communities would join UN chief António Guterres along with guarantors Greece, Türkiye and the United Kingdom, at the UN in Geneva.

    The UN has led negotiations towards a settlement of the issues which led to the division of the island, with the Security Council authorising a peacekeeping force in 1964, UNFICYP.

    In the absence of a lasting agreement, the force remains on the island to supervise ceasefire lines, a buffer zone and to support humanitarian activities.

    Previous talks

    Mr. Guterres attempted to bring the two sides together in 2017 at the Swiss Alpine resort of Crans-Montana but talks ultimately broke down. A further push was made in 2021.

    The meeting later this month will take place “in the context of the Secretary-General’s good offices’ efforts on the Cyprus issue,” in in line with his commitment to continue efforts made last October. 

    “The informal meeting will provide an opportunity for a meaningful discussion on the way forward on the Cyprus issue,” Mr Dujarric said.

    “The United Nations remains committed to supporting the Cypriot leaders and all Cypriots.”

    Lebanon: Fighting continues in peacekeepers’ area of operations

    The UN Interim Force in Lebanon (UNIFIL) reported more gunfire in their area of operations on Wednesday, as well as sporadic military activity by Israeli forces, the UN Spokesperson said on Wednesday.

    As of now, the Lebanese army have deployed to more than 100 locations in southern Lebanon – between the Litani River and the ‘Blue Line’ of separation between the two countries – with the support of UN peacekeepers.

    Unexploded ordnance

    The latest conflict has left south Lebanon, especially areas close to the Blue Line, heavily littered with unexploded ordnances, “posing very serious risks to civilians”.

    The UN Interim Force in Lebanon (UNIFIL) deminers continue to assist Lebanese authorities in finding and destroying these explosive remnants. 

    “Our peacekeepers have continued to discover caches of unauthorised weapons and ammunitions, including yesterday, a number of them in our Sector West, and all of them were duly reported to the Lebanese Armed Forces,” Mr. Dujarric explained.

    Between 21 October 2024 and 26 February, 44 unexploded ordnances and six improvised explosive devices were discovered and destroyed.

    Humanitarian work continues

    At the same time, UNIFIL continues to facilitate humanitarian missions in their areas of operation, with over 60 missions having taken place since the cessation of hostilities, facilitating the return of displaced people.

    Separately, the mission reports that 31 arrests have been made in connection with the attack on 14 February on a convoy near the Beirut airport. 

    Mr. Dujarric emphasised the importance that “those responsible for that attack are brought to justice”, with the attack targeting the then Deputy Force Commander of UNIFIL and a number of his companions.

    IOM expands humanitarian hub in Chad to aid 220,000 amid Sudan crisis

    The International Organization for Migration (IOM) and the International Humanitarian Partnership (IHP) have completed the expansion of a key aid hub in Chad, in a move that will enable aid teams to reach up to 220,000 more in need.

    The expanded operational capacity at the hub in Farchana will strengthen cross-border interagency humanitarian operations for Sudan – the world’s worst displacement crisis. 

    Since April 2023, more than 11.5 million people have been displaced within Sudan and an additional 3.5 million have fled across borders, including an estimated 930,000 who have crossed from Sudan into Chad.

    Nine million in need across Darfur

    According to recent figures, nearly nine million people in the Darfur region alone require immediate assistance.

    “With the strengthened cross-border operations, IOM has already reached over 82,000 people in Darfur with critical humanitarian aid, and with the expansion of the Farchana hub, we are poised to provide life-saving assistance to an additional 220,000 people in the coming months,” explained Pascal Reyntjens, IOM Chief of Mission in Chad.

    “The hub also enables greater collaboration between humanitarian actors, development agencies and the government, which is essential for a comprehensive and sustainable response,” he continued.

    The expansion includes office space, living quarters and other infrastructure that will help improve the effectiveness of aid work in hard-to-reach field locations in Sudan.

    These enhancements will also enable international and national NGOs and UN agencies to further scale up cross-border operations from Chad into Darfur, where humanitarian needs are rapidly escalating.

    Representatives from the United States, Canada, and Finland discussed concrete implementation of this important initiative to build Arctic and Polar icebreakers. 

    HELSINKI, Finland – The National Coordinators of the Icebreaker Collaboration Effort (ICE Pact) and other officials from the Governments of the United States, Canada, and Finland met in Helsinki March 4-5. 

    The participants reaffirmed their commitment to the ICE Pact initiative and its goal to build best-in-class Arctic and Polar icebreakers, boost economic growth, and revitalize the U.S. shipbuilding industry.  All parties recognized the need to enhance our Arctic and Polar icebreaking capabilities and the mutual interest in our nations having a strong presence in the Arctic.    

    Participants discussed technical collaboration on icebreaker design and production, shipyard workforce development, allies and partners engagement, and research, development and innovation related to the Arctic and Polar regions. 

    The participants agreed to continue their work and to meet again in May in Canada.

    “We, the Foreign Ministers of France, Germany, Italy and the United Kingdom welcome the Arab initiative of a Recovery and Reconstruction Plan for Gaza. The plan shows a realistic path to the reconstruction of Gaza and promises – if implemented – swift and sustainable improvement of the catastrophic living conditions for the Palestinians living in Gaza. Recovery and reconstruction efforts must be based upon a solid political and security framework acceptable to both Israelis and Palestinians, which provides long term peace and security for both Israelis and Palestinians alike. We are clear that Hamas must neither govern Gaza nor be a threat to Israel any more. We explicitly support the central role for the Palestinian Authority and the implementation of its reform agenda. 

    We commend the serious efforts of all involved stakeholders and appreciate the important signal the Arab states have sent by jointly developing this recovery and reconstruction plan. We are committed to working with the Arab initiative, the Palestinians and Israel to address those issues together, including security and governance. We urge all parties to build on the plan’s merits as a starting point.

    Message of the Holy Father
    Dear sisters and dear brothers of the Movement for Life!
    Thank you for your remembrance in prayer. Thank you from the bottom of my heart! I greet you all, in particular the President, Ms. Marina Casini, and the members of the Directorate.
    I know the value of the service you provide to the Church and society. Together with concrete solidarity, lived with the approach of closeness and proximity to mothers in difficulty due to a difficult and unexpected pregnancy, you promote the culture of life in a broad sense. And you aim to do so with frankness, love and tenacity, keeping truth closely united to charity towards everyone. You are guided in this by the examples and teachings of Carlo Casini, who had made service to life the centre of his lay apostolate and his political commitment.
    The occasion that has brought you to Rome is important: the fiftieth anniversary of the Movement for Life, whose first seed was the Centre for Help for Life, established in Florence in 1975. Since then, throughout Italy, the Centres for Help for Life have multiplied. They have been joined by the Reception Centres, the SOS Vita services, the Gemma Project and the Culle per la Vita, Cradles for Life. Countless initiatives have been undertaken to promote the culture of welcome and human rights at all levels of society. Therefore, I encourage you to pursue the social protection of motherhood and the acceptance of human life at every stage.
    In this half-century, while some ideological prejudices have diminished and sensitivity for the care of creation has grown among young people, unfortunately the culture of rejection has spread. Therefore, there is still, and more than ever, a need for people of all ages to concretely devote themselves to the service of human life, especially when it is at its most fragile and vulnerable; because it is sacred, created by God for a great and beautiful destiny; and because a just society is not built by eliminating unwanted unborn children, the elderly who are no longer independent, or the incurably ill.
    Dear sisters and dear brothers, you have come from many parts of Italy to renew once again your “yes” to the civilization of love, aware that freeing women from the conditioning that drives them not to give birth to their own child is a principle for the renewal of civil society. Indeed, it is before everyone’s eyes how society today is structured on the categories of possessing, doing, producing, and appearing. Your commitment, in harmony with that of the entire Church, points to a different approach, one that places the dignity of the person at the centre and prioritizes those who are weaker. The unborn child represents, par excellence, every man and woman who does not count, who has no voice. To place oneself on his or her side means standing in solidarity with all the world’s discarded. And the gaze of the heart that recognizes him or her as one of us is the lever that moves this project.
    Continue to be committed to women, on their capacity for acceptance, generosity and courage. Women must be able to count on the support of the entire civil and ecclesial community, and the Centres for Help for Life can become a point of reference for all. Thank you for the pages of hope and tenderness you help to write in the history book, and which remain indelible; they bear, and will bear, much fruit.

    No problem! My father was an airplane engineer and sometimes took me to his workplace where I saw all the stages that went into building an aircraft. This experience kick-started my fascination with industries that are constantly evolving and using technology to push the boundaries for what can be achieved.
     
    What dreams and goals did you have growing up, and how did they influence your career path?
    I have always been a sports fanatic – as a typical Canadian, I love skiing and ice hockey, but I also am a keen cyclist and sailed competitively for many years. I believe sports teach you passion, the importance of being a team player, and discipline – all skills that have served me well throughout my life. My love for sports led me to working for Nike previously, and in my current role, it gives me lots of opportunities to test our wellness products and features such as Samsung Health.  My favourite accessory is my Galaxy Watch!
     
    Was there a particular turning point or pivotal experience that sparked your inspiration and set you on your current path?
    Throughout my career, I’ve been attracted to brands that give their customers a better experience through innovation. I was part of the team that came up with introducing Wi-Fi connectivity at Starbucks – evolving it from a place where you can get a great cup of coffee to a space where you can connect and be productive. That experience showed me the impact innovation can have in completely transforming a business.
     
    What motivated you to join Samsung, and how did you make the decision to become part of the team?
    As someone who wants to be at the forefront of innovation, the opportunity to join Samsung was a complete no-brainer. I believe we are going through one of the most exciting phases of change in our history. The AI revolution is one of the most important technological shifts we’ll experience in our lifetime, and I’ve loved being part of the journey bringing this to customers.
     
    Can you describe your current responsibilities at Samsung?
    My role is all about putting the customer at the centre of our offering. When buying from us, our customers don’t see divisions; they see one brand. My role is to bring the strength of our ecosystem together for our customers – consumers and businesses –  so that we can help them get more out of their tech and their relationship with us..
    This is done first through 360 brand campaigns and corporate storytelling that bring to life the value of our innovations to consumers. It also means working together with all our divisions and functional teams to keep enhancing all points in the consumer journey pre + post purchase. It lives in physical spaces such as our flagship retail space, Samsung KX, in London which shows the power of our ecosystem in one place, and online through our live commerce, ecommerce and social channels.
     
    How has Samsung supported your personal and professional growth?

    What is the most important keyword that keeps you motivated and inspired, and why does it resonate with you?
    These are technically three – but I stand by ‘Power the Possible’. This can mean inspiring the best work in myself and team, as well as what we do every day when bringing our products to market. At Samsung, I believe our products help people live better lives – whether that’s running a business or a marathon!
     
    What dreams or goals do you hope to achieve in the future, both personally and professionally?
    I believe technology has the potential to achieve good in society and can level the playing field for underrepresented groups, and I  would love to do more in this space. I am a champion of our Solve for Tomorrow programme which supports and funds young people to develop their confidence and skills to use technology to solve societal problems. My ambition is for this programme to reach more young people and have even greater impact.
     
    What advice would you like to share with the world to help them navigate their own inspiration journeys?
    My advice is to build your tribe. Never underestimate the power of your network to lean on when you need coaching, inspiration or advice. Look out for networks such as Women@Samsung, or if they don’t exist build your own. There are so many brilliant women who have helped me in my career and I believe in the importance of paying it forward to the next generation.

  • MIL-OSI Security: Officers appeal to public for information following Croydon shooting

    Detectives are appealing for information following a shooting in Croydon in December.

    Police were called at about 23:25hrs on Monday, 23 December 2024 to reports of a man shot on Godric Crescent in New Addington.

    Officers and the London Ambulance Service attended. The 50-year-old victim was taken to hospital for an injury to his hand. He has since been discharged but due to the severity of the injury he continues to undergo medical treatment.

    Detective Inspector Martin Thomas from Specialist Crime, said:“The victim was very fortunate not to sustain even more serious injuries and if he hadn’t reacted in the way that he did, this shooting may have been fatal.

    “We have carried out extensive enquiries in order to identify the two suspects involved and we are now appealing for your help. We know they left the scene in a car, heading north on King Henry’s Drive.

    “We have also been able to establish the suspects are known to frequent an address on Portland Road, South Norwood, and may have been there two days before the crime.

    “I would urge anyone with information, or who may have been in the area at the time and has a dash cam, to please make contact with us. We need to arrest these man whose recklessness is dangerous.”

    There have been no arrests and enquiries continue.

    Tukwila, Washington company had employee tax information stolen in email compromise scheme

    Seattle – A Nigerian citizen who was arrested and extradited from the U.K. on an indictment in the Western District of Washington was arraigned today in U.S. District Court in Seattle, announced Acting U.S. Attorney Teal Luthy Miller. Onomen Uduebor, 38, is charged in a three-count indictment related to a scheme to steal and use income tax data for fraud. The 2019 indictment was unsealed today for Uduebor’s first appearance. Uduebor entered a plea of ‘not guilty’ and trial is scheduled before U.S. District Judge James L. Robart on May 12, 2025.

    “This defendant allegedly participated in a conspiracy that involved tricking companies around the United States, including a Tukwila-based company, into providing W-2 information on their employees. Then the conspirators filed fake tax returns in the employees’ names, claiming large refunds and causing chaos for those whose Social Security numbers had been stolen,” said Acting U.S. Attorney Miller.

    According to the indictment, between February 2016 and April 2017, the conspirators created false emails that appeared to come from a company executive asking the Human Resources Department for the W-2 data. The conspirators manipulated the email so that any reply would go to an email address that they controlled.  The conspirators then used the information from the W-2s to file more than 300 bogus tax returns claiming more than $1 million in tax refunds. The conspirators targeted companies across the U.S. in this scheme.

    Uduebor is charged with conspiracy to commit wire fraud, wire fraud, and aggravated identity theft.

    The wire fraud charges are punishable by up to twenty years in prison. Aggravated Identity Theft is punishable by a mandatory minimum two years in prison to run consecutive to any sentence imposed on the wire fraud counts.

    The charges contained in the indictment are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case was investigated by the Internal Revenue Service – Criminal Investigations (IRS-CI).

    The case is being prosecuted by Assistant United States Attorney Miriam Hinman. Uduebor was arrested in the United Kingdom in September 2023. The U.S. Department of Justice’s Office of International Affairs provided valuable assistance with the extradition process.

    DENVER – Today, Governor Jared Polis, Llama Llama (of Red pajama fame) and Dr Lisa Roy with the Colorado Department of Early Childhood (CDEC) delivered the 2 millionth book through Dolly Parton’s Imagination Library at Westwood Early Learning Center. The program, launched by Dolly Parton in 1995 and expanded to Colorado in 2020, mails free, age-appropriate books to children from birth to age 5 every month. 

    “Books are our windows into the world, and access to literature for children is a great way to improve reading, and inspire the next generation of poets, authors, and literary geniuses. I am excited to just a year later be delivering the 2 millionth book to Colorado children, thanks to Dolly’s successful Imagination Library initiative,” said Governor Polis. 

    “Early literacy is critical for a child’s cognitive development,” said Dr. Lisa Roy, executive director of the CDEC. “By fostering a love of reading early on, we set children up for lifelong success. This milestone marks a gateway to endless possibilities.” 

    Gov. Polis signed SB20-185 in July 2020, establishing the program statewide and expanding support for children in all Colorado ZIP codes with 30 programs covering portions of all 64 counties.

    “In celebrating this milestone, we proudly recognize the dedication and efforts of over 55 community-based organizations all across Colorado that collaborate with us to ensure every young child in the state has access to books,” said Jack Tate, President and CEO of the Imagination Library of Colorado. “Championing early literacy is truly a statewide effort.” 

    In 2024, Gov. Polis signed HB24-1205, transferring program operations to the CDEC and enabling partnerships with eligible nonprofits to procure more books and expand the program’s reach. 

    As of March 2025, 27 percent of eligible children statewide are receiving Imagination Library books each month. This equates to 84,609 books mailed in March alone, with 13,537 containing Spanish/English content. Since the program began in Colorado in November 2021, over 2 million books have been mailed to children across the state. 

    “This is an amazing and incredibly generous program,” said one participating parent. “Not only have these books helped my child’s speech and literacy development, they have brought us all closer together as a family.” Another parent added, “We love getting bilingual books – it allows more members of our family to read to our little one.” 

    During the event, attendees also honored Dolly Parton and her family, remembering her husband, Carl Dean, who passed away on Monday.

  • MIL-OSI: S&P Global Ratings affirms Iceland at ‘A+/A-1’, Outlook Stable

    S&P Global Ratings has affirmed ‘A+/A-1’ long- and short-term foreign and local currency sovereign credit ratings on Iceland. The outlook is stable.

    S&P´s ratings on Iceland reflect the country’s very high GDP per capita and strong growth track record, which has been higher than most sovereigns S&P rates in Western Europe, as well as Iceland’s robust institutional framework and sound economic and fiscal policies. The ratings remain constrained by the volatile nature of Iceland’s small, open economy, which, in S&P’s view, is vulnerable to natural events, including volcanic activity, as well as adverse external developments outside of its control, such as geopolitical risks, trade and tariff tensions, and fluctuating terms-of-trade. The small size of Iceland’s economy also somewhat limits economic and monetary policy effectiveness, due to the influence of external factors largely outside the country’s control.

    The stable outlook reflects S&P´s view that, beyond the temporary slowdown in 2024, Iceland’s growth will rebound over the next few years while fiscal and external deficits will remain contained. The outlook also reflects the assumption that neither volcanic activity nor global trade tensions will have a significant sustained adverse effect on the country’s economic, fiscal, and balance-of-payments performance. Iceland’s key aluminium exports are mostly sold to European markets, particularly the Netherlands and Germany, mitigating current direct tariff-related risks.

    The ratings could be raised if Iceland’s public finances strengthened significantly more than S&P anticipates. The ratings could also be raised if, in S&P´s view, increasing diversification made the economy more resilient to external shocks while current global trade tensions eased without a sustained negative economic impact.

    S&P could lower the ratings if Iceland’s fiscal or balance-of-payments performance proved materially weaker than in its baseline forecasts. This could happen, for example, if persistently disruptive volcanic activity hampered the country’s tourism sector and growth performance; or Iceland was more significantly affected by global trade tensions or forced to sharply increase defence-related expenditure.

    France launches its international strategy for a feminist foreign policy (March 7, 2025)

    On this International Women’s Day, Minister for Europe and Foreign Affairs Jean-Noël Barrot reaffirmed our priority focus on women’s rights by launching the first international strategy for a feminist foreign policy (2025-2030). Developed through a participatory process involving more than 200 national and international partners, this strategy sets a clear and ambitious course to place women’s rights and equality at the heart of our foreign policy and reaffirms its basic priorities: defending sexual and reproductive rights and health; support for feminist organizations; the education of girls; the fight against gender-based violence; women’s economic independence; and women’s participation in public life and decision making.

    On March 7, the Minister for Europe and Foreign Affairs announced several important measures to step up our efforts in this area.

    To begin with, our diplomatic and consular network is accelerating its efforts to implement its feminist foreign policy on the ground and protect citizens who suffer violence abroad. In 2025, the Ministry for Europe and Foreign Affairs will sign an agreement with SaveYou, a platform that offers support for French families that have experienced violence at the hands of spouses or relatives abroad. A guide that provides information to consular services on welcoming and supporting these victims will also be made available to French representatives elected by citizens living abroad.

    The Minister also joined the coalition supporting the She Decides initiative, which works to ensure that women are free to make decisions about their own bodies, lives and future. Our feminist foreign policy is part of France’s commitment to strong and effective multilateralism, which raises up the voices of women and girls in the UN and in all forums. Women must be able to play an essential role in negotiation and mediation processes.

    France reiterated its commitment to support women’s rights via feminist organizations. Since 2020, we have directly supported more than 1,400 feminist organizations in 73 countries through the Support Fund for Feminist Organizations (FSOF).

    While maintaining our commitment to women’s rights in the face of such contemporary challenges as climate change, global health and food security, France is also working in the digital field and on artificial intelligence. In 2024, we joined with the Netherlands to present the first UN resolution on online violence against women and girls; it was adopted. At the AI Action Summit, we originated the first statement on the consideration of gender equality in the development of AI, which was adopted by 12 countries. This effort also translates into work on the ground: the Laboratory for Women’s Rights Online, launched in 2024, supported five innovative projects on different continents aimed at assisting women who have suffered violence in the digital environment.

    France actively promotes a response to gender issues in armed conflicts and peacekeeping. On March 7, Minister for Europe and Foreign Affairs Jean-Noël Barrot announced France’s first contribution to the Women’s Peace and Humanitarian Fund, the largest UN fund devoted to supporting women and civil society organizations in crisis situations.

    The Ministry for Europe and Foreign Affairs also actively implements a feminist foreign policy with regard to professional equality between male and female employees. It continues to combat gender stereotypes and to fight all forms of discrimination, sexist and sexual violence, and harassment, including in a private context. It is working to improve support for parents and to better support employee health. The “J’attends un enfant” (“I am Expecting a Child”) booklet, which informs employees of their rights as parents, was published this month.

    France is fully committed to this effort and in 2025 it will host its first Feminist Foreign Policy Summit, following the one held in Mexico last year.

    Import ban of cattle, pigs, sheep and deer from Hungary and Slovakia to protect farmers after foot and mouth case

    Import ban introduced to prevent the spread of foot and mouth disease.

    The government has stepped up measures to prevent the spread of foot and mouth disease (FMD), following a confirmed case in Hungary. 

    The Government has acted immediately to prevent the commercial import from Hungary and Slovakia of cattle, pigs, sheep, goats and other non- domestic ruminants and porcines such as deer and their untreated products, such as fresh meat and dairy. This will protect farmers and their livestock. 

    The case has been found on a cattle farm in the North West of Hungary, near the border with Slovakia. Observed clinical signs were reported to national authorities who have now formally confirmed infection with FMD following testing.   

    Action is already underway with local authorities and traders to address possible risks from goods on the way to GB. Such goods must be pre-notified and wider border systems in place will prevent consignments entering GB. This is in addition to restrictions already in place for equivalent exports from Germany, following an outbreak in a water buffalo herd in Brandenburg on 10 January 2025.   

    In addition, as of 8 March, travellers will no longer be able to bring meat, meat products, milk and dairy products, certain composite products and animal by products of pigs and ruminants from Hungary and Slovakia to Great Britain.    

    The UK Chief Veterinary Officer is urging livestock keepers to remain vigilant to the clinical signs of FMD following the recent outbreaks in Hungary and Germany. There are no cases in the UK currently.  

    FMD poses no risk to human or food safety, but is a highly contagious viral disease of cattle, sheep, pigs and other cloven-hoofed animals such as deer, llamas and alpacas. Rodents can also be affected. Livestock keepers should therefore be absolutely rigorous about their biosecurity.  

    FMD causes significant economic losses due to production losses in the affected animals as well as loss of access to foreign markets for animals, meat and milk for affected countries.  

    UK Chief Veterinary Officer Dr Christine Middlemiss said:  

    We remain in contact with our Hungarian counterparts to understand the latest situation following their confirmation of a single case of foot and mouth disease, measures are now being taken to contain and eradicate the outbreak.

    I would urge livestock keepers to exercise the upmost vigilance for signs of disease, follow scrupulous biosecurity and report any suspicion of disease immediately to the Animal and Plant Health Agency.  

    Farming Minister Daniel Zeichner said:  

    The government will do whatever it takes to protect our nation’s farmers from the risk posed by foot and mouth disease.  

    That is why restrictions have immediately been brought in on animal products from Hungary and Slovakia to prevent an outbreak. We will not hesitate to add additional countries to the list if the disease spreads. We will continue to keep the situation under review working closely with the Hungarian and Slovakian authorities.

Such goods must be pre-notified and wider border systems in place will prevent consignments entering GB. This is in addition to restrictions already in place for equivalent exports from Germany, following an outbreak in a water buffalo herd in Brandenburg on 10 January 2025.   

    This comes as the government announced a £200 million investment in the UK’s main research and laboratory testing facilities at Weybridge to bolster protection against animal disease.  

    What you can do  

    If you’re an animal keeper, read about how to spot foot and mouth disease and report it.  

    If you’re an importer or exporter, read about the import restrictions for foot and mouth disease.   

    Clinical signs to be aware of vary depending on the animals, but in cattle the main signs are sores and blisters on the feet, mouth and tongue with potentially a fever, lameness and a reluctance to feed. In sheep and pigs, signs tend to manifest with lameness with potential for blistering.    

    Maintaining good biosecurity is essential to protecting the health and welfare of herds and critical to preventing the spread of diseases such as FMD and preventing an outbreak spreading.  

    Foot and mouth disease is a notifiable disease and must be reported. If you suspect foot and mouth disease in your animals, you must report it immediately by calling:

  • MIL-OSI Europe: S&P Global Ratings affirms Iceland at ‘A+/A-1’, Outlook Stable

    S&P Global Ratings has affirmed ‘A+/A-1’ long- and short-term foreign and local currency sovereign credit ratings on Iceland. The outlook is stable.

    S&P´s ratings on Iceland reflect the country’s very high GDP per capita and strong growth track record, which has been higher than most sovereigns S&P rates in Western Europe, as well as Iceland’s robust institutional framework and sound economic and fiscal policies. The ratings remain constrained by the volatile nature of Iceland’s small, open economy, which, in S&P’s view, is vulnerable to natural events, including volcanic activity, as well as adverse external developments outside of its control, such as geopolitical risks, trade and tariff tensions, and fluctuating terms-of-trade. The small size of Iceland’s economy also somewhat limits economic and monetary policy effectiveness, due to the influence of external factors largely outside the country’s control.

    The stable outlook reflects S&P´s view that, beyond the temporary slowdown in 2024, Iceland’s growth will rebound over the next few years while fiscal and external deficits will remain contained. The outlook also reflects the assumption that neither volcanic activity nor global trade tensions will have a significant sustained adverse effect on the country’s economic, fiscal, and balance-of-payments performance. Iceland’s key aluminium exports are mostly sold to European markets, particularly the Netherlands and Germany, mitigating current direct tariff-related risks.

    The ratings could be raised if Iceland’s public finances strengthened significantly more than S&P anticipates. The ratings could also be raised if, in S&P´s view, increasing diversification made the economy more resilient to external shocks while current global trade tensions eased without a sustained negative economic impact.

    S&P could lower the ratings if Iceland’s fiscal or balance-of-payments performance proved materially weaker than in its baseline forecasts. This could happen, for example, if persistently disruptive volcanic activity hampered the country’s tourism sector and growth performance; or Iceland was more significantly affected by global trade tensions or forced to sharply increase defence-related expenditure.

    On 22 November 2024, Nokia announced that its Board of Directors is initiating a share buyback program to offset the dilutive effect of new Nokia shares issued to the shareholders of Infinera Corporation and certain Infinera Corporation share-based incentives.     Good regulatory practices and the informal economy
    The United Kingdom provided an overview of its Better Regulation Framework (BRF), launched in September 2023, which aims to manage the flow of regulation and assess its impact on business. The UK outlined its approach to regulatory impact assessment and stakeholder consultation to ensure MSMEs’ input is included in policy development and review to maintain regulatory effectiveness.
    Participants exchanged views on the involvement of MSMEs in trade regulation and legislative processes, the communication of regulatory changes, and whether impact studies have been conducted to assess the effects of new regulations on MSMEs. Discussions also covered the inclusion of good regulatory practices in regional trade agreements, particularly in relation to MSMEs and inclusive trade.
    As an outcome of the discussions, the Group agreed to develop a compendium on good regulatory practices for MSMEs.
    The session also featured presentations from the International Labour Organization (ILO), the International Trade Centre (ITC), the World Bank and Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (SEBRAE, Brazil) on business informality, focusing on challenges faced by MSMEs in transitioning from the informal to the formal economy. Presentations also covered how informal trade takes place in practice in some regions. The discussion, initiated by a proposal from Mexico, highlighted key barriers to formalization and the role of legal frameworks and international cooperation in addressing these challenges.
    Global SME Ministerial Conference
    H.E. Dr. Mzukisi Qobo, Ambassador of South Africa, briefed the Group on the upcoming Global SME Ministerial Conference, which will take place in Durban, South Africa, from 22 to 24 July. He highlighted that the conference will provide opportunities to MSMEs to engage with investors, showcase success stories and learn from small businesses that have successfully entered global value chains.
    Ms Dorothy Tembo, Deputy Executive Director of International Trade Centre, stated that the conference aims to bring together 47 dedicated ministers on SMEs to exchange best practices and discuss key emerging issues that affect small businesses.

    In line with the Group’s efforts to strengthen private sector engagement, the meeting featured a presentation from Fairafric, a Ghanaian-German chocolate producer. The company shared insights on overcoming supply chain challenges in West Africa and at a global scale by prioritizing local value addition in Ghanaian communities and investing in capacity building and finding creative solutions.     The World Customs Organisation provided an update on the joint report on the integration of MSMEs into Authorized Economic Operator Programmes. The joint report builds on the compendium on the topic and incorporates findings from a 2024 survey. The report is jointly prepared by the WCO, the WTO and the International Chamber of Commerce.
    Brunei Darussalam, Paraguay and Ukraine shared updates on the implementation of the December 2020 MSME package of recommendations. They highlighted how their latest trade policy reviews have incorporated information on measures taken to integrate their micro small and medium-sized enterprises into global trade.
    The Coordinator, Ambassador Matthew Wilson of Barbados, drew members’ attention to the 2025 Small Business Champions competition. The title of this year’s competition is “Completing the Loop: Helping small businesses contribute to the circular economy”.  The competition was launched on 28 January and is open for applications until 28 March.
    Preparations for MC14
    The Group exchanged views on advancing its work in preparation for the 14th Ministerial Conference (MC14) in March 2026. The Coordinator suggested drawing lessons from past thematic discussions. Other ideas included the development of a handbook based on private sector engagements organized by the Group. Members were encouraged to submit concrete proposals reflecting topics discussed in Group meetings. The Coordinator will consult further with members to determine the best way forward.
