    Patrick Harvie called for the Scottish Government to take serious climate action and deliver a fairer, greener and better budget for Scotland.

    Greens always aim to offer an inspiring and positive vision at election times, because we believe that politics is capable of changing our society for the better.

    Labour, by contrast, spent the whole election campaign trying to lower everyone’s expectations. Maybe they thought it was better to under-promise, rather than under-deliver. And yet somehow, they have managed to do both.

    I don’t think there can be a single voter left in the UK who can honestly say they’ve been inspired by what has happened since. 

    Of course there is reason to be happy about seeing the end of 14 years of Tory austerity, corruption, and downright lies; to be rid of Boris Johnson and his pals partying in Downing street; or the shameless profiteering on the back of Brexit and the pandemic; or the Liz Truss blink-and-you-miss-it catastrophe – it’s no wonder the British public jumped at the opportunity for a change of government. 

    But Labour’s offer to the electorate, after they’d dumped every remnant of a radical programme and purged their progressive candidates, was so insipid that I warned that the UK was likely to get a change of government without a change of politics. And that’s exactly what we’ve seen from Keir Starmer’s Labour since then. 

    We’ve just passed the 100 day mark of this new Labour government. And what have they achieved in that time? 

    Keir Starmer has some lovely new suits, and if you can believe it thousands of pounds worth of quite boring glasses. Some of the cabinet have had some nice free holidays and Taylor Swift tickets.

    But have they lifted the cruel two-child benefit cap which has forced families, and especially women and children into poverty? Perish the thought.

    Have they cut the artificial link between gas and electricity prices, instantly making renewable home heating cheap and affordable for millions? Of course not, instead they’ve removed winter fuel payments from nearly 10 million pensioners, forcing vulnerable older people to choose between heating their home and feeding themselves. 

    It is a decision that is up there with the worst of the Tories; it’s one that will kill people. And unlike so many of their bad policies, this one wasn’t even in the Labour manifesto.

    Our message to Keir Starmer is simple: reverse this cut. Do it now or your first year’s legacy will be a cold and deadly winter.

    This is a Labour Government working for the few, not the many. A Labour government that is defending a broken status quo and standing up for the interests of big business and their corporate donors rather than working people.

    Here in Scotland, Anas Sarwar told us to ‘read his lips’, promising that there would be ‘no austerity under Labour’. 

    Anas was probably hoping that a long Labour honeymoon would let him coast for much of the way to the 2026 election. Instead people have been given an instant reminder of just how underwhelming a Labour government can be.

    Two weeks ago, Scottish Labour had the chance to take a different path, and condemn their London colleagues’ decision to means-test the winter fuel payment in a vote in the Scottish Parliament. 

    Instead, they doubled down, standing up for Starmer’s decision and supporting one of the cruellest cuts for years.

    But perhaps Labour’s most shameful failure has been on the international stage.

    The last 12 months have seen daily horrors and atrocities inflicted on the people of Gaza. So many children, so many whole families, have had their lives destroyed in some of the gravest war crimes in living memory. It has been the collective punishment of millions of people.

    The killing has spread to Lebanon, and missile attacks between Israel and Iran, with Netanyahu deliberately increasing the risk of a wider regional war.

    For the international community this has been one of the most profound moral tests for our age, and it is one that Labour has failed badly.

    When hospitals and homes have been bombed into rubble, and when genocide is being inflicted, we all have a moral duty to stand against it, and to stand on the side of humanity.

    Yet, Keir Starmer can’t even bring himself to end political and military support for Israel or take action against even its most extreme far right politicians.

    Every government is under a moral obligation to do everything possible to oppose the atrocities. That is why we have persistently called on the Scottish Government to block all public contracts for companies who are complicit in the illegal settlements in the West Bank, and why we have called for an end to all public grants and support for the companies who are profiting from the killing.

    Even ending the arms sales and the bombing isn’t enough; peace requires justice, and that means an end to the decades of occupation, and it means statehood for Palestine.

    Conference, it is long past time to end this complicity. It is long past time for a watertight arms embargo and it is long past time for an end to all trade with the illegal settlements in the occupied territories.

    It is long past time for Scotland and the UK to join the call for boycott, disinvestment and sanctions against Israel. Because profiting from atrocities must have no place in a civilised society.

    Conference, the months and years ahead will be crucial for peace, and they will also be crucial for the fate of our planet.

    With global temperatures rising, Governments must take bold and urgent action both here in Scotland and around the world.

    With just 18 months left of this session of the Scottish Parliament, the SNP now face some key tests on an issue they still claim is a priority. 

    The first of those is underway already, as Holyrood considers the Scottish Government’s new Climate bill. 

    The first two Climate Change Acts were statements of high ambition. This third one will be an admission that, as Greens have long argued, Scotland is years behind where we should be. That’s an admission that needs to be made; but making it demands an urgent acceleration of action here and now, not just promise of more plans to come.

    When we last met in April, I said that Scotland has been held back by too many politicians ready to celebrate the supposed ‘world-leading’ targets, while blocking the action needed to actually meet them. 

    We have known for decades how to do it – it’s getting people out of cars and onto clean public transport; replacing fossil fuel for home heating with cheap, abundant renewables; changing the way we manage our land and farm our food, so we lock up more carbon than we produce; and ending the extraction of oil and gas in the north sea for good. 

    But what have we seen in the last six months from the now minority Scottish Government? Instead of accepting that missed targets demand accelerated action, they’ve chosen a sharp u-turn on much of the action that the Greens had been advancing. 

    Cutting the funding for climate projects and net-zero investment; returning to exorbitant prices on our railways; rolling back on new clean standards for home heating – these are not the actions of a Government that is serious about climate action.

    And on some key climate policy areas they are simply stalling. A new energy strategy is long overdue; they said it was ready to publish before the UK election, but we’re still waiting.

    Greens had insisted on a climate assessment of their road building plan for the A96, and it’s been sitting on Ministers’ desks too, unpublished. They need to come clean, publish that assessment, and make a decisive shift in their priorities, from unsustainable road building, to the green, low carbon infrastructure we need.

    While this dithering and inaction continues, experts like Jim Skea of the IPCC are now warning not only could 1.5 degrees of warming be moving out of reach, but that we are potentially headed to more than 3°C of global warming in this century if we carry on with the policies we have at the moment.

    Three degrees plus of warming would be catastrophic for life on this planet. We know what we need to do, yet the Scottish Government is refusing to take some of the most basic steps.

    So the Scottish Greens will not waive the Climate Targets bill through Holyrood as a ‘minor technical amendment’ as the Scottish Government claims. 

    When parliament goes back next week, Mark Ruskell and I will be moving amendments to the bill to try and improve it where we can. 

    We’ll try to keep the interim targets alive, as crucial milestones on our path to net zero; we’ll put forward improvements to the timescales in the bill, because as it stands they risk wasting most of the time left till the next Holyrood election without an agreed climate plan. 

    But the thing is, outside of the text of the Bill, what’s really needed now is an immediate programme of accelerated action to deliver emission cuts that are long overdue.

    A climate plan is only worthwhile if it takes the steps that are necessary, like halting new road building projects, investing in public transport and refusing the plan to expand the gas-fuelled power station at Peterhead. 

    These are just some of the actions that we have put forward as part of our Climate Reset package, published in August. Even these plans aren’t the end of the story, not by a long way, but without these kinds of changes right now, the Scottish Greens cannot vote for the new Climate bill. 

    Our demands for climate action must not end with this legislation however – tackling the climate emergency must be a mission across all parts and all levels of Government. 

    Nowhere is this more pressing than the upcoming Budget. 

    We recognise the challenges that come with the limitations of devolution, as well as the impact of 14 years of Tory cuts and now what looks like continued austerity under Labour. We know our full ambition for a fairer, greener economy can best be delivered with the powers of a normal independent country. 

    However, we’ve also been clear in recent months that we still have a duty to use every last lever available to solve the current crisis in Scotland’s public finances.

    On Wednesday, when the UK Government publishes its budget, we’ll have a better idea of the financial situation Scotland faces. Labour could and should choose to end austerity, and restore Scotland’s budget to workable levels. But given their track record, none of us will be holding our breath for that.

    Even the current rumours of an increase in capital spending won’t take us anywhere near the levels of investment that are needed, and UK Ministers have openly lobbied against the public service cuts they are being told to make.

    There are those in Scottish politics who refuse the responsibility to offer solutions. Instead they demand the impossible, pretending that every tax can be cut and every service funded, and they never need to make the sums add up. That’s dishonest politics, and it’s never been the Green approach.

    The Scottish Greens have been honest about needing to raise more money through fair taxes if we want to support public services. We are proud that we have the most progressive tax system anywhere in the UK. That is because of the work of Green activists and members in this hall and across this country, and our work in Parliament.

    That’s why there’s an extra billion and a half pounds going into public services every year. It’s why councils are now able to raise more tax from second homes, and from the tourism industry.

    We’ll continue to ensure the Scottish Government comes good on the commitments we secured to introduce new local taxes such as on cruise ships and carbon emissions from land, and we’ll hold them to account on the long overdue commitment for wider reform of local government finance – one of the biggest missed opportunities of the first 25 years of the Scottish Parliament, and one where the SNP are still dragging their feet. 

    We’ve shown how we could make big savings by stopping tax breaks to wealthy landowners and enterprise grants to arms companies, and by bringing in more money to support our healthcare system through a public health levy on supermarkets. 

    But these steps are only the start. Extra funds raised through tax or coming from the UK Government must go into reversing the broken promises made by the SNP government since they ended the Bute House Agreement. 

    That includes reinstating the plan to roll out free school meals to all children in Scotland’s primary schools before the next election, restoring the Scottish Green’s Nature Restoration Fund, fully funding an ambitious programme to cut energy bills and emissions from our home heating, and reversing the decision to bring back peak rail fares which punish workers and students.

    But crucially, John Swinney must also address the very real issue of the trust that was broken this year. 

    In the last six months we’ve not only seen Bute House Agreement policies facing the axe, but commitments which were agreed before we even entered Government, as well as commitments that were made to local government. 

    Now, for the first time in four years, we’re being asked to back a Scottish Government budget without a role in overseeing how it’s implemented; to vote on the basis of trust. That is a risk we cannot take lightly.

    Later today, our Finance portfolio lead Ross Greer will open a conference debate calling on the Scottish Government to guarantee no future agreements will be subject to in-year cuts.

    But even with that in place, we still face a challenging few months ahead. As Scottish Green MSPs, we have a responsibility to engage with the process in good faith, and with honesty. But as the only party that ever brought down an SNP budget, as John Swinney knows to his cost, we need to be clear that they cannot take our votes for granted. 

    Conference, this budget marks a turning point, not just because of the difficult circumstances and the challenges facing the country, but also because it’s the last full year budget for this parliamentary session.

    In just 18 months, Scotland will go back to the polls. Voters will make a decision that will be crucial to ensuring a sustainable and livable future for our planet, and for the people of Scotland.

    We’ve made important progress for Green politics in recent years – a string of ‘best ever’ election results at every level, from the 2019 European elections onward. Our first opportunity to enter government, and sustained high polling through turbulent times when the political right threw everything they had at us. 

    And despite the end of the Bute House Agreement, we have a clear role and opportunity to ensure delivery of what we got started, and hold the SNP to account for progressive Green policies they choose to drop, demonstrating to voters the reason why Green votes make a difference.

    But if we want the 2026 election to continue that string of election successes, and turn our potential into a reality, we need to keep learning, developing, and becoming the effective and professional political force we are capable of being.

    As a movement, Greens don’t exist for easy times. We’re here to draw attention to the profound challenges our society faces, from environmental destruction to poverty and inequality, from global threats to democracy, to the abuse of power by those who operate today’s failed economic model for their own short term benefit.

    Lots of politicians talk about “tough choices”, but what they really mean is sticking with the consequences of the status quo. They make brutal choices, but easy ones – hurting the most vulnerable is the path of least resistance, far easier then challenging the powerful. 

    Greens exist to take on the really tough choices – the choice to change our society, our economy and our politics, knowing that it’s not an easy path.

    Our party will do that, and will earn the trust of those who know it needs to be done, if we are united, true to our values, politically disciplined, and honest. And if we work hard – knocking on doors, campaigning in our communities and making green change happen at every level. 

    That’s what we are, that’s why we’re here, to be more than just a party, to be a movement. A movement for people, a movement for planet and a movement for peace. And a movement that is needed more than ever.

    Scotland’s next budget must deliver a fairer, greener Scotland to secure Green support.

    Scottish Green co-leader Patrick Harvie has warned the First Minister, John Swinney, that he cannot take Scottish Green votes for granted on the upcoming Scottish budget, reminding the SNP leader that his party are the only ones to have ever brought down an SNP budget. 

    The Glasgow MSP said reversing the broken promises made by the SNP government since the end of the Bute House Agreement would be a priority for his party.

    Mr Harvie said, “We’ve shown how we could make big savings by stopping tax breaks to wealthy landowners and enterprise grants to arms companies, and by bringing in more money to support our healthcare system through a public health levy on supermarkets.

    “Two more deaths on the A26 add to the tragic toll on this road.

    “I wish to convey condolences on behalf of myself and the wider community to the families of the two elderly brothers who died. Once more great grief has been caused by deaths on this section of road adjacent to Ballymoney.

    “Whereas some of the other Ballymoney junctions with the A26 are governed by roundabouts, which generally are safer, the junction where this accident happened is a T junction. In my view there is a strong case to convert this Ballymena Road junction into a roundabout.”

  • MIL-OSI USA: Background Press Call on Israel’s Targeted Strikes Against Military Targets in  Iran

    MODERATOR:  Good evening, everyone.  Thanks so much for joining the call, especially one on short notice and late on a Friday. 
    As a reminder, this call is on background, attributable to a senior administration official.  For your awareness, not for your reporting, on the call today we have [senior administration official]. 
    This call is embargoed until the conclusion of the call. 
    [Senior administration official] is going to have a few words at the top, and then we’ll take your questions. 
    Over to you.
    SENIOR ADMINISTRATION OFFICIAL:  Thank you, everybody, for joining here late on a Friday. 
    So, I’m here to provide some brief comment and background on Israel’s response earlier this evening against Iran.  And just as you will recall, on October 1st, so a few weeks ago, Iran launched an unprecedented attack of nearly 200 ballistic missiles at Israel, which was a significant escalation.  Many of these missiles targeted Israel’s most populated city of Tel Aviv.  Those missiles had the potential to kill hundreds of civilians. 
    Fortunately, that attack was defeated and ineffective thanks in no small part to U.S. assistance.  President Biden directed the U.S. military to help defend Israel during the attack.  And in the hours after that attack, we promised serious consequences for Iran. 
    The next morning, on October 2nd, the President spoke with his G7 counterparts to coordinate a diplomatic response.  And over the course of the following week, we and our partners implemented a coordinated series of sanctions against Iran.
    And just to review:
    The United States, we issued new sanctions against Iran’s oil sector, including its so-called Ghost Fleet that carries illicit oil products around the world. 
    The European Union for the first time sanctioned Iran’s civilian airliners, including Iran Air, rendering those airlines no longer able to access European destinations. 
    The United Kingdom and Australia issued new and sweeping sanctions against Iran’s missile program. 
    This is a coordinated effort across multiple jurisdictions that President Biden led, and those efforts are ongoing with allies and partners. 
    Tonight, Israel carried out a direct military response against Iran.  Specifically, Israel conducted precision airstrikes against multiple military targets across Iran and outside populated areas. 
    The United States was not a participant in this military operation. 
    The President and his national security team, of course, worked with the Israelis over recent weeks to encourage Israel to conduct a response that was targeted and proportional with low risk of civilian harm, and that appears to have been precisely what transpired this evening. 
    The President discussed the overall situation with Prime Minister Netanyahu last week.  He encouraged the Prime Minister to design a response that served to deter further attacks against Israel while reducing risk of further escalation.  And that is our objective; it’s Israel’s objective, as well, as they have stated this evening.
    Should Iran choose to respond, we are fully prepared to once again defend against any attack.  We recently deployed a THAAD battery, which is a ballistic missile defense system, to Israel.  And we have worked to strengthen Israel’s air defense systems in the run-up to tonight’s response.
    President Biden and Vice President Harris have demonstrated clearly that we will always help defend Israel and secure its people and territory from Iran and its proxy terrorist groups.
    If Iran chooses to respond once again, we will be ready, and there will be consequences for Iran once again.  However, we do not want to see that happen.  This should be the end of this direct exchange of fire between Israel and Iran.  Israel has made clear to the world that its response is now complete. 
    Accordingly, we would call on all countries of influence to press Iran to stop these attacks against Israel so that we can move beyond this direct cycle of attacks.
    Over the coming days, we are prepared to lead an effort to secure an end to the war in Lebanon through an agreement that allows civilians on both sides of the Blue Line to safely return to their homes.  We are also prepared to lead an effort to finally achieve a ceasefire in Gaza together, with the return of hostages, which must happen without delay. 
    The overall contours of those arrangements are in place.  Tony Blinken was in the region last week.  This week, there will be further engagements, including a meeting of hostage negotiators over the coming days.  And it’s time to bring these deals to a resolution once and for all.  
    I would just note for some color on the recent hours here over the course of this evening: Of course, the President was briefed throughout the evening by Jake Sullivan, his National Security Advisor, as we are here at the White House.  Secretary Austin spoke with his Israeli counterpart, Minister Yoav Gallant, a couple of hours ago.  And we just issued a — the Defense Department just issued a readout of that call, again, affirming Israel’s full right to self-defense against Iran and our support for its actions tonight, and our commitment to help defend Israel should Iran make the mistake to respond to this attack. 
    And with that, I’m happy to take a few questions. 
    MODERATOR:  Thank you.  We’ve got time for just a couple of questions. 
    First up, we’ll go to Aamer Madhani.  You should be able to unmute yourself. 
    Q    Hey.  Thank you both.  Did the U.S. assist in any manner at all?  Target selection, intel, jamming?  And do you assess this action to have had significant-enough impact on Iran’s ability to continue to strike Israel directly or its ability to arm Hezbollah?
    SENIOR ADMINISTRATION OFFICIAL:  So, as I said in my statement, we did not participate in this military operation, and I think that’s very clear. 
    I would just say: I’ll leave it to the Israelis to describe the scope and breadth of their response this evening.  It was extensive.  It was targeted.  It was precise.  It was against military targets across Iran.  It was in multiple waves.  It was very carefully prepared.  And again, I think it was designed to be effective. 
    And I think — again, I will leave it, though, to the Israelis to characterize and to provide more details, given that this was their military operation. 
    MODERATOR:  Next up, we’ll go to Trevor Hunnicutt.
    Q    Hey.  Thanks for doing this.  Could you talk a little bit about what, if any, communications or indications you had from Iran heading into this about what level of response they’re willing to engage in?  And could you talk a little bit about the President’s — any plans for the President to follow up with Netanyahu after this?
    SENIOR ADMINISTRATION OFFICIAL:  We do have multiple channels with Iran, direct and indirect.  We try to avoid any sense of miscommunication.  And they know exactly what our position is on multiple issues, including the dangers and risks of their course of conduct, particularly the launching of 200 ballistic missiles focusing primarily on densely populated areas in Israel’s most populated city, which also includes tens of thousands of Americans. 
    That is totally unacceptable.  We will not accept it.  We will support Israel defending itself.  And, obviously, we’ll support Israel fully in its right to self-defense.  Iran knows our position on that is unequivocal.  And we are quite clear that there’s no misunderstanding or miscommunication between us and Iran.
    In terms of communication with the Israelis, we are in constant communication with the Israelis up and down their system — military to military, intel to intel, and at the political level.  That is something that is ongoing and continuous. 
    Again, Jake briefed the President multiple times throughout the evening as this was unfolding and, of course, throughout the day today as it was developing.  And I think that will obviously continue through the weekend.  But I don’t have any calls to preview or read out.
    MODERATOR:  We have time for one last question.  We’ll go to the line of Kayla Tausche.
    Q    Thank you, guys, so much for doing this.  We appreciate it. 
    I have two questions.  The first is: You’ve described these strikes as “designed to be effective.”  Can you elaborate on what effect they were intended to have and whether they, in fact, did?
    And then, you’ve suggested that this should be the end to the conflict, but does the administration believe it will be the end of the conflict?
    SENIOR ADMINISTRATION OFFICIAL:  So, first of all, the effect, it’s a proportionate self-defense response to an unbelievably brazen and reckless ballistic missile attack, almost unprecedented in history, that has launched almost three weeks ago.  So, the effect is to deter future attacks and also to degrade the capabilities of Iran being able to conduct those types of activities.
    As to specific targets, I will say we know them, but I would leave it to the Israelis to discuss them in any further detail. 
    What was your second question?  I’m sorry.
    Q    The second question was: You have suggested that this should be the end of the conflict, but does the administration actually believe that it will be?
    SENIOR ADMINISTRATION OFFICIAL:  Well, this should be the end of the direct military exchange between Israel and Iran.  And so, we had a direct exchange in April, and that was closed off, and we’ve now had this direct exchange.  Again, a direct — 200 ballistic missiles fired from Iran at Israel.  Israel did not attack Iran.  Iran attacked Israel, 200 ballistic missiles.  And Israel, tonight, has responded to that attack as an exercise of self-defense.  As far as we’re concerned, that should close out that direct exchange between Israel and Iran.
    As to the broader conflicts in the region, obviously much more complex.  I mentioned and alluded to them in my statement.  We do have a number of initiatives ongoing with respect to those. 
    But as to the direct military exchange between Israel and Iran, we do think this should complete that direct exchange.  And, again, should Iran choose to respond, we are fully prepared to defend Israel and support Israel, and there will be consequences should Iran make that unfortunate decision. 
    But as far as we’re concerned, this direct exchange, this should be the end of it.  I will say we’ve heard the same thing from many across the region, including many with close ties to Iran.  So we’ll see how that unfolds. 
    But that is our very strong view.  That’s been communicated to our partners throughout the region, and obviously it’s been communicated through multiple channels, indirectly and directly, to Iran.

    The department has approved the National Geo-Spatial Knowledge Based Land Survey of Urban Habitations pilot project for creation of land records in urban areas: Shri Chouhan

    Union Minister for Rural Development Shri Shivraj Singh Chouhan inaugurated the International Workshop on the use of “Modern Technologies in Survey-Resurvey for Urban Land Records” at Dr. Ambedkar International Centre in New Delhi today through video conferencing. Shri Shivraj Singh Chouhan, in his keynote address as the Chief Guest reaffirmed the commitment of Govt. of India in boosting digitization and maintenance of land records under the Digital India Land Records Modernization Programme (DILRMP). Highlighting the importance of the quality land records, Minister stated that digitally updated and transparent land records facilitate optimization of the land resources and sharing of information with various agencies for assisting in policy and planning. He elaborated that for a robust property record and tax administration, seamless access to land records is crucial to enhance the effectiveness and efficiency of public service delivery through various schemes of the Centre and States. Minister emphasized the need for close coordination in the Central and State Governments and requested the Department of Land Resources and State Governments to work in close coordination.  

    He also discussed the steps taken by the Government of Madhya Pradesh in creating urban land records and informed that drone flying has been completed in 34 towns and Orthorectified Imagery (ORI) production is complete in 12 towns. He expressed his happiness on the pilot programme called the “National geospatial Knowledge-based land Survey of urban Habitations (NAKSHA)” of the Department of Land Resources with a view to create Land Records in Urban Areas. The Pilot project will be started in more than 100 cities/towns in all the States / UTs and it is expected to be completed in one year’s time. This will be followed by full-fledged survey which would cover the entire urban area in the country within a period of 5 years.   Shri Chouhan added that he is happy to report that aerial photography with 3D imagery is a powerful tool for urban planning. Considering the rainfall and flood situation at the local level, it is very important to develop better drainage and flood management. Aerial photography with accurate GPS coordinates will help in accelerating the speed of land survey, which will ultimately be useful in property tax assessment, better transport system, planning of drainage and flood management and preparation of master plans for our urban areas. 

    Shri Shivraj Singh Chouhan said that he is happy to inform that his department is making tireless efforts in this direction.  He wanted to consult with experts from other countries on creation and reconciliation of land records and this two-day conference is an effort to discuss and understand global best practices in the use of new and emerging technologies in this regard. He is sure that the distinguished participants will put forth their views which will be discussed in detail during the sessions. He requests the representatives of the State Governments present here to actively participate in the discussions, because only with the cooperation of the States will we be able to integrate modern technologies in urban land administration and improve efficiency and transparency in land management systems. We will benefit from the presence of experts from around the world and the knowledge they present will help us apply modern technologies in land management.

    Union minister extended his best wishes for successful organization of this event and he hope that the information gained from the workshop will help the government in formulating policies to further strengthen the urban local bodies.

    Secretary, Department of Land Resources, Ministry of Rural Development, Shri Manoj Joshi said that this international workshop has been organized and along with this we have started a pilot program to conduct surveys in urban areas. For this, Survey of India is our technical partner so that drone flying can be done in all the cities. From the images obtained from drone flying, the revenue and urban departments of the states will prepare urban land records, master plans and drainage records of cities. The objective of this workshop is that foreign experts in land records can take advantage of the experts in software. States which have done the land record survey work. They will be able to share information with each other. We will be able to complete this work of land records in one year.

    In the inaugural session, Shri Kunal Satyarthi, Joint Secretary, Department of Land Resources, Govt. of India welcomed the participants and set the agenda of the workshop. Shri Abedelrazq Khalil, World Bank’s Practice Manager for Urban and Land, South Asia Infrastructure Department highlighted the importance of land records in Urban area. Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, Govt. of India shared experience of SVAMITVA Scheme and stressed the urgent need for digital land records for urban area too.

    The first session of the Workshop on International Best Practices in Establishing and Maintaining Urban Digital Land Record was chaired by Shri Manoj Joshi, Secretary, Department of Land Resources and moderated by Mr. Klaus Deininger, Lead Economist, World Bank. This session had global participation from the land registration/survey departments of South Korea, Spain, Netherlands, France, United Kingdom, Australia, Japan, USA, Germany.  The importance of registration laws, land surveying, aerial mapping and the integration and implementation of GIS was discussed extensively, during this session.

    The workshop is a unique gathering of the stakeholders from the Ministries/Departments of the Government of India, Revenue and Urban Development Secretaries of 34 States/UTs, the Municipal Commissioners, international experts, Municipal officers /CEOs of around 120 Urban Local Bodies which are taking part in the Pilot programme National Geospatial Knowledge based Survey of habitations (NAKSHA) for Modernization of Urban Land records and industry &technology partners from India and abroad.

    Further, a Technology Exhibition on survey and resurvey featuring more than 30 Technology Companies from India as well as abroad was inaugurated by Shri Manoj Joshi, Secretary, Department of Land Resources, Govt. of India.

    On 25 January 2024, Nokia announced that its Board of Directors is initiating a share buyback program to return up to EUR 600 million of cash to shareholders in tranches over a period of two years. The first phase of the share buyback program started on 20 March 2024. On 19 July 2024, Nokia decided to accelerate the share buybacks by increasing the number of shares to be repurchased during the year 2024.   • MIL-OSI New Zealand: Health – New data shows surgery mortality outcomes improving

    Surgery mortality outcomes are improving in Aotearoa New Zealand despite an aging population and more complex surgeries being performed.
    Data updated to December 2023 by the National Mortality Review Management Group, Te Tāhū Hauora Health Quality & Safety Commission Health Quality Intelligence team, and the Perioperative Mortality (POM) subject matter experts’ group, shows overall surgical mortality rates in New Zealand are not increasing.
    This is despite an aging population, surgeries now performed on those who might not have previously been operated on, and increasingly complex surgeries undertaken on patients with more illnesses.
    Despite pressures on the health system the data shows outcomes have not deteriorated, with surgery here continuing to be as safe as countries like Australia, the United Kingdom and the United States.
    “Māori and Pacific peoples’ mortality after planned surgery has also improved when compared to Pākehā and other ethnicity groups,” Elizabeth Dennett, University of Otago Wellington, Associate Professor of Surgery and POM member, said
    However, Associate Professor Dennett noted that for acute or emergency surgeries this improvement had not happened for Pacific peoples.

  • MIL-OSI USA: Deputy Administrator Isobel Coleman on Building Nutritional Resilience in Food Security

    DEPUTY ADMINISTRATOR ISOBEL COLEMAN: Thank you, Ambassador [Jeff] Prescott for hosting me and this discussion here today. 

    It’s a great opportunity to renew our commitment to prioritizing nutrition ahead of the next Nutrition for Growth Summit in Paris next year. 

    Over just the past five years, we’ve faced a number of disruptions to global food security: A global pandemic, increasing climate-related disasters, and global food crises exacerbated by Russia’s unprovoked war on Ukraine. 

    Currently, there are 56 active conflicts in the world, the highest number since World War II. Because of this, as we all know, even though humanitarian needs are rising, there are still not nearly enough resources available to meet global needs.

    Worldwide, most recent estimates indicate that well over 700 million people are undernourished, lacking adequate food to live healthy, active lives. 

    It is estimated that a staggering 45 million children under the age of five are experiencing acute malnutrition at any given time, and every year, up to two million of these children die as a result. 

    Malnutrition devastates every aspect of a child’s body. Those who survive experience lasting consequences, robbing them of the ability to live, think, create, and thrive because of lack of access to basic, life-sustaining nutrition. 

    The United States remains committed to addressing malnutrition in all its forms. 

    With the scale of child wasting today, we need to make sure that as many children as possible can be reached.

    So, we all know we need to get even smarter and more strategic about the way we do this work. 

    Fortunately, one year ago WHO released new guidelines for child wasting prevention and management which have helped us do just that, providing a helpful framework to update our efforts to combat malnutrition and making us more effective in our work. 

    For example, the guidelines emphasize the importance of strengthening coordination between WFP and UNICEF for more effective prevention and treatment of moderately wasted children and severely wasted children.

    In addition, the guidelines highlight the necessity of prevention programming in addition to treatment – to prevent children from becoming wasted in the first place. 

    This is not only the most humane approach, but the most strategic and the most cost-effective. 

    Without appropriate prevention, we know the billions spent today on treatment will continue in perpetuity.

    And recognizing the critical role that community healthcare workers already play in meeting local needs, the guidelines empower community health workers with proper training to treat wasting and malnutrition at home – resulting in fewer trips to clinics, and fewer expensive, in-patient stays at government facilities. 

    The new guidelines also enable us to be more nimble, allowing severely malnourished children who are quickly improving to gradually consume less Ready-to-Use Therapeutic Food as they recover, which nutritionists agree is beneficial to a child’s long-term health.

    This allows us to channel this powerful resource to the children who need it the most.

    USAID has been focused on implementing the guidelines’ recommendations in order to reach more children – and we’ve been working hand-in-hand with WFP and UNICEF to develop and implement a joint strategy for phasing in these guidelines in priority humanitarian contexts. 

    Just last month, USAID provided $100 million to each partner to support those efforts. 

    The WHO guidelines brought attention to the growing evidence base of nutrition research and helped to identify where we have gaps in evidence still to be filled. 

    Last week, I announced USAID’s first policy paper on Cost-Effectiveness because we have learned from the global body of impact evaluation evidence that there are some programs that deliver extraordinary returns. 

    I committed the agency to infusing rigorous evidence more broadly and deeply across all our programming to maximize our “impact per dollar.” 

    Today, I am pleased to announce that USAID will host an evidence summit on wasting research in December of this year, which will bring together researchers to discuss the latest findings from nutrition experts and to identify gaps in evidence in order to shape future research. 

    Following the evidence sometimes requires shifting some of our investments in activities that are demonstrably “good”, because the evidence shows we could make greater progress toward the same objectives through other approaches.

    It’s hard to stop a program that is doing some good, but that’s exactly what we need to do when we know we could achieve even more by working in a different way. 

    This kind of evidence-driven collaboration is an important step toward determining and implementing the most cost-effective malnutrition programming – which we at USAID view as a paramount priority and a moral obligation as we seek to create the greatest impact possible with each dollar we spend. 

    In closing, I want to thank Special Envoy [Brieuc] Pont for his steadfast leadership in preparing for the next Nutrition for Growth Summit in France next year. The U.S. government is a proud member of the Troika, which brings together hosts of Nutrition for Growth past, present, and future together with the Governments of Japan and France.

  • MIL-OSI Security: Statement from Met Commissioner following acquittal of Sgt Martyn Blake for murder

    A jury at the Old Bailey has cleared a Met firearms officer of murder following the police shooting of Chris Kaba in Lambeth in September 2022.   
       

    Sergeant Martyn Blake, 40, was acquitted unanimously following a trial which ended on Monday, 21 October.

    Commissioner Sir Mark Rowley said: “The jury system is the cornerstone of British justice and today, after two weeks of evidence, 12 men and women have cleared Sgt Martyn Blake of murder.

    “Over the past two years Sgt Blake has paid a huge personal and professional sacrifice. This has been an incredibly difficult time for him and his family and he has acted with professionalism and dignity throughout.

    “This case has had an enormous impact on many. Chris Kaba’s family and friends continue to grieve the loss of a loved one and today will be tremendously difficult for them.

    “Today’s verdict is significant. No firearms officer sets out on duty intent on ending a life. Their sole purpose is the complete opposite – the protection and preservation of life.

    “Throughout the trial the jury heard significant detail about the scenes facing Sgt Blake that night. They were told the car Mr Kaba was driving had been linked to a reported shooting the night before, the suspects were still at large, and no gun had been recovered.

    “Armed officers bravely intervened not knowing the risks they were about to face. The court heard that Mr Kaba tried to evade police, ramming his vehicle into others around him.

    “Sgt Blake made a split-second decision on what he believed was necessary to protect his colleagues and to protect London. The jury decided that was an honestly held belief and the force used was reasonable.

    “Any fatal use of force understandably prompts huge concern among communities, particularly in Black communities where trust in policing is low. There remains much for us to do to strengthen confidence in our service, and we know incidents like this place further strain on already challenged relationships.

    “No police officer is above the law, but we have been clear the system holding police to account is broken. I worry about the lack of support officers face for doing their best, but most of all I worry for the public. The more we crush the spirit of good officers, the less they can fight crime. That risks London becoming less safe. 

    “Our armed officers respond to more than 4,000 incidents each year, but there are only one or two incidents where shots are fired by police. It is undeniable that they are the most professional, most accountable and most cautious in their use of lethal force in the world.

    “Their operations have prevented countless acts of violence across our city. Last year alone they removed more than 400 guns from our streets.

    “I remain humbled and deeply proud of officers who continue to protect London despite all the risks they face. They continue to have my full and my unwavering support.”

    Sgt Blake was suspended throughout this period. His suspension will now be immediately lifted.

  • MIL-OSI Security: Met officers charge man with murder following death in Farringdon

    Met officers have charged a man with murder following the death of a man who was found with stab injuries on Friday.

    Police were called to the scene at Back Hill, Farringdon, at 21:36hrs on Friday, 18 October, following reports of a moped colliding with a wall. Officers attended with paramedics from the London Ambulance Service.

    When medics were treating the 20-year-old man, they found he also had stab wound injuries.

    He was taken to hospital but sadly died of his injuries on Monday, 21 October. The man’s family are being supported by specialist officers – we await confirmation that family members have been informed before releasing the victim’s name.

    Oguzcan Dereli, 26 (08.04.1998) of Islington was arrested on Sunday, 20 October and was charged with murder the following day. He will appear at Highbury Corner Magistrates’ Court at 10:00hrs on Tuesday, 22 October.

    Superintendent Jack Rowlands, one of the senior officers responsible for policing Camden, said: “A young man has tragically died in this incident and our thoughts go out to the victim’s friends and family at this terribly sad time.

    “We made a quick arrest, and have been able to bring murder charges against the suspect as we accelerate this investigation following the untimely death of the victim.

    “We understand a close-knit community is in shock but we are determined to bring justice for the victim’s loved ones and continue to support the local neighbourhood as best as we can during this difficult time.”

With over 2.6 million aircraft flying through the UK every year, both DfT and the UK Civil Aviation Authority (CAA) are seeking views on how a UK Airspace Design Service could deliver on airspace modernisation – utilising new technology to meet demand and ultimately help pave the way for incorporation of new technologies, such as drones and spacecraft. 

    Mike Kane, Minister for Aviation, said: 

    UK airspace is one of the nation’s biggest invisible assets, but it’s been stuck in the past – a 1950s pilot would find that little has changed.

    Our once-in-a-generation creation of a UK Airspace Design Service will not only drive forward airspace modernisation and create a system that’s fit for the future, but it will help create quicker routes, ease delays and reduce harmful emissions – making air travel a better experience for all.

    Much of our current airspace was designed in the 1950s when there were fewer flights and aircraft navigated using a series of ground-based beacons.

    By enabling aircraft to use advanced navigation technologies, the UK Airspace Design Service will be able to plan the more efficient use of the finite amount of airspace in the UK, including the use of continuous climb and descent profiles and reduced need to hold aircraft.

    London airspace is the busiest and most congested in the UK and delays in London often have a knock-on effect for the rest of the UK. The first phase of the UK Airspace Design Service would focus on the complex and busy airspace around London and the South East.  

    Rob Bishton, Chief Executive at the CAA, said: 

    Modernising our airspace is crucial to delivering a more efficient, sustainable and resilient system. The proposals we’ve outlined today set out the next steps in our ongoing efforts to progress the modernisation of UK airspace.  

    This builds on the important work already done across the industry towards a more streamlined, sustainable airspace system that benefits passengers, airlines and local communities.

    The UK Airspace Design Service would create a holistic and integrated design, simplifying the process and bureaucracy in coordination with airports, airlines and air navigation service providers to deliver benefits for passengers and local communities impacted by aviation noise. 

    Airspace modernisation will reduce disruption as airlines utilise more efficient flight paths. It could also cut harmful emissions with planes spending less time in the air, supporting our mission to create a greener industry alongside the use of sustainable aviation fuel (SAF) and the upcoming SAF mandate.

    All this goes hand in hand with the government’s commitments to tackle climate change, get us to net zero by 2050 and secure the aviation sector’s long-term future.

    Any initiative that can help speed up the modernisation programme for UK airspace is very welcome, especially in London and the South East. It is some of the busiest and most complex airspace in the world with take-offs and landings at 5 major airports and several smaller ones. This is the next big step in modernising UK airspace following the work we have already completed in other parts of the country and we welcome the government’s consultation on how best to deliver it.

    When combined with proposals on how this system will be funded, this marks a positive step forward that will give the whole process momentum and meet airports’ desire to see airspace modernisation delivered as quickly as possible.

    This will send the signal to the world that the UK is at the forefront of aviation technology, wants to be as easy to travel to and from as possible and is open to global business.

  • MIL-OSI United Kingdom: UK strengthens national security and bolsters Ukraine’s war chest with £2.26 billion military loan

    Ukraine will receive further funding to purchase essential military equipment to defend itself against Russia’s illegal invasion, as the Chancellor today announces that the Government will loan a further £2.26 billion in new money to Ukraine.

    The new £2.26 billion is the UK’s contribution to the G7 Extraordinary Revenue Acceleration (ERA) Loans to Ukraine scheme, in which $50 billion from G7 countries will be delivered to Ukraine for its military, budget and reconstruction needs. The loan will be repaid using the extraordinary profits on immobilised Russian sovereign assets.

    The Chancellor Rachel Reeves made the announcement alongside Defence Secretary John Healey while visiting Ukrainian personnel who are being trained in the UK. More than 45,000 personnel have been trained in the UK under Operation INTERFLEX and the scheme has been extended to at least the end of 2025.

    The UK’s £2.26 billion loan is earmarked as budgetary support for Ukraine’s military spending, enabling the Ukrainians to invest in key equipment to support their efforts against Russia, such as air defence, artillery and wider equipment support. It comes on top of the UK’s existing £3 billion a year military aid for Ukraine, which the Prime Minister re-committed to within his first week in office.

    The UK has sent around 400 different capabilities to Ukraine, with Defence Secretary John Healey MP recently announcing that the UK will supply 650 Lightweight Multirole Missile systems to Ukraine to boost the country’s air defences.

    Chancellor of the Exchequer Rachel Reeves, said:

    Our support for Ukraine and her men and women in their fight for freedom from Putin’s aggression is unwavering and will remain so for as long as it takes.

    This new money is in Britain’s national interest because the frontline of our defence – the defence of our democracy and shared values – is in the Ukrainian trenches. A safe and secure Ukraine is a safe and secure United Kingdom.

    The $50 billion G7 ERA scheme was first announced at the G7 Leaders’ Summit in Apulia, Italy, in June this year. Russia’s obligation under international law to pay for the damage it has caused to Ukraine is clear and this G7 agreement is an important step to ensuring this happens. Today the UK has announced its contribution to the scheme and will introduce domestic legislation in the coming weeks to enable the transfer of the new funds to Ukraine as quickly as possible.

    The loan is on top of the £12.8 billion already committed in military, economic and humanitarian support to Ukraine.

    The funding comes alongside the UK and international partners introducing the largest and most severe package of sanctions ever imposed on a major economy. Without this, Russia would have over $400 billion more for its war machine – enough to fund its illegal invasion for a further four years. The war is having an economic and human cost for Russia; it is soaking up 40% of Russia’s annual budget and last month the country suffered its highest rate of daily casualties since the war began.

    The loan announcement comes ahead of the Chancellor’s attendance of the International Monetary Fund Annual Meetings in Washington D.C. later this week, at which she will underline on the international stage that the UK and its partners stand united and will not let aggressors like Putin succeed. Earlier this month Prime Minister Keir Starmer hosted Ukrainian President Volodymyr Zelenskyy in Downing Street to discuss his victory plan for Ukraine.

    Defence Secretary John Healey, said:

    By using the money generated from these sanctioned Russian assets, we can help turn the tables on Putin’s war machine. This urgent funding will directly support Ukraine’s defence using the proceeds from assets that had helped fuel Putin’s aggression.

    The UK is stepping up our support to Ukraine, speeding up supplies of vital equipment and boosting our defence industries. We will stand with Ukraine for as long as it takes.

    Joint statement between the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom David Lammy and Minister of Foreign Affairs of the Republic of Korea Cho Tae-yul.

    We condemn in the strongest terms the Democratic People’s Republic of Korea (DPRK)’s continued unlawful arms transfers and the reported deployment of its troops to the Russian Federation to support Russia’s unlawful war of aggression in Ukraine. Such cooperation between Russia and the DPRK is not only in violation of multiple UNSC resolutions, but also prolongs the suffering of the Ukrainian people and threatens global security, including those in the ROK and the UK, and demonstrates the desperation of the DPRK and Russia. We are committed to providing the support Ukraine requires to secure a just and lasting peace.

    We are closely monitoring what Russia provides to the DPRK in return for its provision of arms and military personnel, including Russia’s possible provision of materials and technology to the DPRK in support of Pyongyang’s military objectives. We are also deeply concerned about the possibility for any transfer of nuclear or ballistic missile-related technology to the DPRK, which would jeopardize the international non-proliferation efforts and threaten peace and stability on the Korean Peninsula and across the globe. We take note that the security of the Indo-Pacific and Euro-Atlantic are more closely intertwined than ever, and commit ourselves to closely monitoring the situation and actively pursuing necessary measures together with the international community to deter further unlawful, reckless and destabilising behaviour.

  • MIL-OSI NGOs: Yanette: My sister was forcibly disappeared by the Colombian military

    Yanette Bautista was just 27 when her sister Nydia was forcibly disappeared in 1987. Three years later, Yanette found Nydia’s remains – she had been murdered by state authorities and her whereabouts concealed to her family. It was the first time she learnt about enforced disappearances, an issue that is rife in Colombia – even today – with an estimated 200,000 people disappeared between 1985 and 2016 according to the 2022 Final Report of Colombia’s Truth Commission.

    Since her sister’s enforced disappearance, Yanette, now 66, has dedicated her life to supporting Colombian women to search for their loved ones without fear. She has set up her own organization, as well as spearheaded a new bill that became a law in 2024, calling for better protection for women searchers. In honour of the bill, Colombia has recently introduced International Women’s Searchers Day, which takes place on 23 October.

    Here she tells her incredible story, spanning three decades…

    I found my sister three years after she was taken away and disappeared. I knew it was her. She was wearing the same clothes she had on the day she disappeared. It had been a day of celebration, the day our children received their first communion. When we found Nydia, she was still wearing the same dress and a jacket I had lent her. The only thing missing was her underwear. There was no reason for her underwear to be missing. I had to beg the authorities to hand her body over. I even threatened to go on hunger strike. When they eventually agreed to give me Nydia’s body, they handed it over in a trash bag.

    My sister was forcibly disappeared when I was 27. At the time, I didn’t know enforced disappearances existed. She was studying economics at university. We knew she was part of an opposition guerrilla group, M-19, that signed a peace agreement and became a legal political party a couple of years later. We thought that the worst that could happen was for her to be sent to jail by a judge for her political activities. It felt shocking to learn that we lived in a country where there was a huge lack of human rights. If you supported the opposition, you paid for it. It was a situation of desperation and confusion.

    My father and I started searching together – we went to hospitals, to military brigades, to the police intelligence, the secret police and the jails to see what could have happened. It was dangerous from the beginning as I started to be threatened many times just for asking for her. Eventually I was forcibly displaced. I left my home, sent my children to live elsewhere and I moved to another location. I soon started receiving anonymous calls. On one occasion, someone said: ‘Don’t look for her, she’s fine.’ It wasn’t a comforting call, and I knew I had to continue searching.

    Yanette Bautista is the founder of Nydia Erika Bautista Foundation, created to fight against impunity in enforced disappearance in Colombia.

    I sought help from the Colombian NGO Committee for Solidarity with Political Prisoners (CSPP) and we were provided with legal assistance, while the Association of Family Members of Disappeared Detainees (ASFADDES) shared advice. While I searched for my sister, I started working with other families and we eventually got in touch with Colombia’s Inspector for Human Rights – he was determined to help. He somehow found a witness who claimed to know where Nydia was. By that point I didn’t have hope we would find her alive. I’d come to realize that those searching for their loved ones, were searching for people who had been murdered.

    A case was opened, and the well-known lawyer Eduardo Umaña took it on. I was told the witness was part of the Colombian military. He wanted to confess and said Nydia had been murdered and was buried in a rural town near Bogota. Together, with the inspector, forensic experts and our lawyer, we exhumed the body. I immediately knew it was her, even though she had been buried under NN (No Name).

    Life changed dramatically

    After Nydia disappeared, my life changed. I used to be an executive secretary for an important CEO, but it felt artificial after I started searching. I found it impossible to continue in this bubble, while people were being forcibly disappeared. That’s why I took off my heels and put on my shoes so I could start searching.

    Even though we found Nydia’s body, we have never got the justice we deserve. The inspector for human rights sanctioned in 1995 one general and four military officials – a first in our country. However, two months later, he had to flee because he started receiving threats. During that time, I was calling for a change in law, speaking out about the military – and I was eight months pregnant. I was under constant surveillance. Eventually the four sanctioned men were set free even though it was clear it was the military committing these crimes.

    By this time, it was too dangerous for me to stay in Colombia. Following a trip to Germany I just couldn’t come home. In 1997, I was forced into exile for seven years. During this time, I worked for Amnesty International, writing and researching about violence against women. I also became President of Federation of Family Members of Disappeared Persons (FEDEFAM), working with victims of forced disappeared in different countries.

    Returning home

    When I eventually returned to Colombia in 2007, I started my own organization. I’d met people from the Philippines, Albania, Kosovo, Turkey. We had so much collective knowledge. I wanted to empower families to search for their loved ones, so we started our organisation in my living room, with a small group of families.

    Our collective, Nydia Erika Bautista Foundation, is designed for women to help one another. There’s no hierarchy. It is an exchange of knowledge. We provide legal support, document stories and advocate. We have a leadership school to empower the women searching in different parts of the country. We work in eight regions of Colombia and we are supporting 519 cases.

    Our collective is mostly women – our research has revealed 95% of those searching for their loved ones are women – they’re mothers, sisters and wives. In a patriarchal society, it’s a task handed to the caregivers. But to me, we’re more than caregivers. When women start searching, we become human rights defenders – searching fearlessly, we challenge the rules of silence and oppression imposed by those who disappeared our loved ones, and we end up defending the rights of everyone.

    The women who search are incredibly brave, even though there is no support from the authorities and no political will to investigate these crimes. In fact, enforced disappearance isn’t seen as a crime – it’s normalized; sometimes it’s even justified by the Colombian authorities.

    Moving forward

    As a collective, we want to turn our pain into rights. That’s why we wrote a law in a bid to empower women searching for the forcibly disappeared and to promote the rights of these women. It was signed into law in 2024.

    However, our next task is to ensure it is implemented and becomes a reality. We have so many allies supporting us, including Amnesty International, and it is spurring us on every day. 

    While I have hope going forward, advocating for this law brings fear. As I continue to call for change, enforced disappearances are continuing, women searchers are suffering violence, and our funds are decreasing – making our work even tougher.

    However, in my darker moments, I remember Nydia. Nydia dreamt of an army of women, who were armed with voices, not guns. I am determined to pursue her dream, so women can search without fear of suffering violence or of not having food at their family’s table, so women can search with freedom and dignity.

    Terrorism

    New Zealanders in the Slovak Republic are advised to keep themselves informed of potential risks to safety and security by monitoring the media and other local information sourcesWe recommend following any instructions issued by the local authorities and exercising vigilance in public places.

    Crime
    Petty crime such as bag snatching, passport theft and pickpocketingoccurs and is more common in tourist areas, in larger cities and in and around transport hubs, particularly in Bratislava. Thieves often work together, sometimes involving children, and may distract victims and rob them while their attention is diverted. We advise New Zealanders to be alert to their surroundings at all times and take steps to safeguard and secure their personal belongings.

    Car thefts and break-ins also occur. Do not leave belongings in view in your car, make sure it is locked and be wary of others offering help. Criminals sometimes puncture tyres when they are stopped and proceed to follow the vehicle to offer ‘help’ and then rob the target while they are distracted.

    Some clubs and restaurants overcharge. Always ask to see the menu and price list before ordering drinks or food, and check your bill carefully before paying. Avoid disputes about overcharging, as they can lead to violence. 

    There have been incidents of drink spiking followed by robbery and assault reported in the Slovak Republic. Extra care should be taken to ensure your food and drink is never left unattended. We recommend against accepting drinks from strangers or recent acquaintances.

    Civil unrest
    Protests and demonstrations occur on occasion in the Slovak Republic and may disrupt local public services and transport. New Zealanders are advised to avoid all demonstrations, protests and large public gatherings as even those intended as peaceful have the potential to turn violent with little warning. Follow any advice from local authorities.

    General travel advice
    You should carry a photocopy of your passport or another form of identification at all times.

    Penalties for possession, use or trafficking of illegal drugs are severe and can include lengthy imprisonment.

    Same-sex relationships are legal but public displays of affection may be frowned upon or attract unwanted attention.

    New Zealanders travelling or living in the Slovak Republic should have a comprehensive travel insurance policy in place.

    New Zealanders in the Slovak Republic are encouraged to register their details with the Ministry of Foreign Affairs and Trade.

    Thank you to each of the speakers, including the survivors, who preceded me. You are each both humbling and inspiring, and I am deeply grateful to have listened to what you have shared with us.
    It is an honor to be here with you at the fourth convening of the Eradicate Hate Global Summit.
    Thank you, Brette for your generous words — and thank you for taking on this vital leadership role. 
    The Summit has convened thousands of experts and developed multiple innovative approaches – including the “Up End Hate” campaign that empowers young people to prevent violence.  And that is just the most recent example of the impact this solutions-oriented Summit has delivered.    
    Sunday, October 27th, will mark the sixth anniversary of the horrific day when a white supremacist who hated Jews and immigrants went to the Tree of Life synagogue here in Pittsburgh and attacked the innocent human beings who were worshipping during morning Shabbat services.
    He murdered eleven people that day, robbing the world of their futures. 
    For each of them, their loved ones still grieve, and in solidarity we each can say:  May their memories be a blessing.
    The phrase is a resonant and powerful one. It invites us all not just to remember those we have lost, but to honor them by continuing to pursue justice and heal our broken world in their names.
    Looking at this week’s agenda and each of you in this room, remembering them is indeed proving to be a blessing, by motivating this hard work to translate ideas into action.
    In the aftermath of that terrible and tragic day, this community and this city have shown that an act of terror should and can unite us rather than divide us. In the Summit, you have shown the world how you have taken the emotions and prayers that arose and the actions you are undertaking and channeled them into meaningful deeds.
    It is in that spirit of moving from hope to action that I come to you today.
    I will speak to you about three topics: the threat we face now, the responses we are pursuing to address that threat, and the actions we are taking to reduce that threat in the future.
    First, we unfortunately have to acknowledge that current forms of domestic terrorism and hate have fueled a dynamic threat landscape that is even more daunting following the savage Hamas attack on Israel one year ago and its ongoing aftermath.
    These threats present a new set of challenges that we must do everything we can to prevent, to disrupt, and to prepare for if they cannot be stopped.  
    Indeed, the Biden-Harris Administration’s response to hate and domestic terrorism is outlined in a series of innovative strategies and implementation plans that harness the full force of the Federal government of the United States. 
    But critically, they depend on intensive, enduring cooperation with civic, religious, private sector and international partners like you to generate a comprehensive response.
    And although it may not feel that way every day, this model is delivering results. I am the first to admit that the challenges are immense, and even growing.  But I also fervently believe that combining our full strengths, we can come together to make a difference. 
    The Normalization of Hate and Violence
    Let me begin with the threat landscape: As the White House Homeland Security Advisor over the past four years, I have seen firsthand that a fundamental threat to our democracy is the normalization of hate-fueled violence.
    Domestic terrorist movements, including racially and ethnically motivated violent extremists, continue to advocate for widespread violence on the premise that it would lead to outcomes they seek, including chaos and societal collapse among other dystopian ends.
    These dark minds celebrate attacks in El Paso, Buffalo, Poway, Colorado Springs, Charleston, and yes, just east of here, in Squirrel Hill — as well as numerous attacks abroad that they ascribe to their twisted worldview.
    The proliferation of these ideologies online reflects this trend, and its purveyors are reaching a growing number of people, including teenagers and even younger children.
    And as this threat has evolved both in the United States and especially online, we have seen its “domestic” dimensions become increasingly global.
    Let me give you one example of what I mean.  On September 9th of this year, the Federal Bureau of Investigation and the Department of Justice arrested and charged two leaders of the Terrorgram Collective in the United States.
    These two individuals created a global community of white supremacists to communicate online with like-minded people, disseminate violent propaganda, and encourage physical attacks on minority communities and government officials.
    The amplification of hate online has corresponded with a growth in antisemitism and other forms of hate, particularly in the wake of the October 7th Hamas attacks. 
    By just one measure, between October 7th, 2023, and January 30th of this year, the FBI opened over three times more anti-Jewish hate crimes investigations than in the four months prior to the October 7th attacks. I will return to the meaningful outcomes from these investigations in a moment. 
    And October 7th has had ramifications beyond the rise in hate. We have observed terrorist groups from across the ideological spectrum seeking to exploit the attack for their own goals. Images and messaging emerging from the conflict are expanding the pool of individuals susceptible to mobilization to violent acts, and causing terrorist groups that previously disdained each other to form common cause.
    And these effects are likely to persist long after hostilities cease— and will interact with future flashpoints and activating events, which could drive terrorist attacks against the United States and Israel, as well as against Jewish, Muslim, Arab, and other communities.  
    And it is not just terrorist organizations that are of high concern. The behavior of lone actors can have significant ramifications, even when they do not commit mass violence.
    For example, in February 2024, a joint investigation between the FBI and Florida authorities led to the arrest of a 17-year-old for swatting—which is the practice of making false reports to 9-1-1 to induce a law enforcement response at a residence or workplace.
    Over a two-year span, this particular young person targeted a Florida mosque and hundreds of high schools, historically black colleges and universities, and even the homes of FBI agents.
    Swatting distracts and drains valuable law enforcement resources, exposes police to a potentially life-threatening response, and traumatizes citizens, including students and worshippers, who experience these events.
    And as if this wasn’t bad enough, it emerged that the young suspect was selling swatting as a service on Telegram— which is another way in which that platform is being exploited for dangerous purposes.
    Now, some look at today’s threat landscape and assume the worst, and conclude that there is little if anything that can be done to stop the growth of these threats. 
    But I am here today to tell you that, like all of you, we do not see it that way.    
    The Biden-Harris Administration’s Strategic Approach
    Clearly what I have described is not how we wish our world had evolved. But we have come together here to affirm that we are not powerless in the face of hate and violence.
    From day one, President Biden and Vice President Harris have pursued a rigorously calibrated, integrated approach to countering hate and domestic terrorism that is aligned with our values and complements our broader national security interests.
    This is built on their core belief that domestic terrorism and hate strike at the very foundation of our democracy.
    Indeed, President Biden decided to run for the White House back in 2017 after men with tiki torches emerged from the shadows in Charlottesville spewing the same Antisemitic bile we heard in Germany in the 1930s. 
    That’s why, on his first day in office, President Biden directed me to lead a 100-day comprehensive review of U.S. Government efforts to address domestic terrorism.  This resulted in the development and release of the first-ever National Strategy for Countering Domestic Terrorism in June of 2021.
    We went to work immediately on implementing that strategy.  And to complement it, recognizing how critical our partners beyond the Federal government would be to our success, in September of 2022, President Biden hosted the United We Stand Summit to mobilize communities to work with us in advancing an inclusive and bipartisan vision for a more united America and to push back against the growing normalization of hate in our society.
    In December of that year, Susan Rice – then the President’s Domestic Policy Advisor – and I launched an initiative to specifically tackle Antisemitism, Islamophobia and related forms of bias and discrimination.
    This led to our releasing, in May 2023, the first-ever U.S. National Strategy to Counter Antisemitism. And we have been working to develop a complementary strategy to address Islamophobia. 
    Importantly, our approach not only tackles the threats of today but prepares for emerging and future threats. 
    So I want to focus here on three key elements of the strategy: first, our efforts to hold accountable those who engage in hate-fueled violence and hate crimes; second, our efforts to protect vulnerable communities; and third, our efforts to prevent such acts from occurring in the first place.
    Accountability Measures
    Our Administration has prioritized the use of our legal authorities and tools to expand investigations and prosecutions. 
    As a result, from 2020 to 2022, the number of FBI domestic violent extremism and domestic terrorism investigations more than doubled to over 2,700. 
    In 2022, the Department of Justice also created a specific domestic terrorism unit within its National Security Division to handle these investigations and prosecutions.
    And a similar dynamic is occurring in our efforts to address hate crimes. The FBI has published and widely disseminated information about what constitutes a hate crime and how to report them, and reinforced this by conducting over 70 meetings with faith-based organizations since October 7th.
    These efforts, combined with the FBI’s tireless work to investigate every lead they receive, have delivered results.  Let me describe a few.  
    In November of 2023, a Tampa, Florida, resident was arrested by the FBI for allegedly leaving threatening voicemails at two Jewish organizations in New York.
    In January 2024, a Massachusetts man was arrested for threatening to kill members of the Jewish community and bomb places of worship.
    And just last month, the Department of Justice announced criminal charges against a Pakistani national arrested in Canada who was planning to travel to New York City to attack a Jewish Community Center on the anniversary of October 7th.
    Protection Measures
    We have also driven efforts to enhance the safety and security of Jewish and other communities targeted for hate and violence. For example, President Biden worked with Congress to secure an additional $400 million for the Department of Homeland Security’s (DHS’s) Nonprofit Security Grant Program in February of this year.
    This grant program funds security improvements and training for nonprofits and houses of worship, including campus organizations and community centers.
    For example, the same program paid to install cameras and boost other security measures in Congregation Beth Israel in Colleyville, Texas—actions that the congregation’s Rabbi credited with avoiding loss of life when a terrorist took hostages in the synagogue in January 2022. 
    We have also worked in partnership with a wide range of state and local leaders and non-governmental partners to help communities and institutions protect themselves against and prevent hate.
    As just one example, this past summer we provided 5,000 campus leaders all across the country with a detailed list of the federal resources available to help them establish safer and more secure learning environments for their students, faculty, and staff.  
    We sent Federal experts to campuses, hosted a variety of convenings to discuss challenges and identify solutions, and released updated toolkits to enhance their preparations for the new academic year that began in August.
    This effort is ongoing, and the fear and anxiety of those who feel threatened on campuses persists. But it is clear that the resources and toolkits we have shared align with the changes that many campuses have successfully implemented this Fall.  
    Prevention
    And this brings me to the third element of our response—the actions we are taking now to prevent hate-fueled violence and domestic terrorism in the future, before they occur. 
    We know that a complex process brings an individual to pursue targeted violence or terrorism. But we also know that there are behaviors and other signs that people see that are clues that an individual might be trending toward or contemplating an act of targeted violence or terrorism.   
    We have elevated the prevention of targeted violence and terrorism as a strategic priority for countering terrorism, antisemitism, and related forms of hate. 
    Our goal has been to build a prevention architecture that supports nation-wide state and local efforts to intervene and “offramp” individuals who appear to be moving toward committing acts of targeted violence and terrorism.
    At the Federal level, we have surged support to state and local behavioral Threat Assessment and Management, or “TAM” teams as we refer to them.
    For example, the FBI’s Behavioral Analysis Unit has embedded specifically trained agents who are called “threat management coordinators” in their field offices and is working to ensure that each of their field offices are participating in the local Threat Assessment and Management teams. Some of these coordinators are here with us today.   
    Likewise, the U.S. Secret Service’s National Threat Assessment Center recently released a six-step guide for state and local law enforcement about how they can most efficiently establish a TAM team that can assess and intervene with individuals identified as posing a risk of violence.
    And there is the DHS Center for Prevention Programs and Partnerships, which I know is well represented here in the room.  Among their many accomplishments, I want to highlight their work creating and curating the online Prevention Resource Finder, which you can Google at that name—literally a one-stop shop that lists all Federal resources available to help state and local governments prevent acts of targeted violence and terrorism. We recently expanded the website, and it now offers nearly 150 resources.
    It’s important to say again here that the Federal government cannot effectively tackle this metastatic challenge alone.
    Indeed, all of the evidence shows that prevention is most effective when led by our state and local partners, who are on the ground, embedded in our communities. This is especially true for TAM teams, which often operate at the county or municipal level.
    The good news is that we know state and local partners can do this quickly and successfully in partnership with Federal expertise and assistance. Let me give you an example.
    In the days and weeks following the appalling May 14th, 2022, domestic terrorist attack at the Tops Supermarket in Buffalo, the state of New York quickly reached out to the Federal Department of Homeland Security and other Federal agencies to explore how to expand existing partnerships and build a statewide prevention effort.
    To be clear, this was led by and implemented by the State of New York, but the Federal government offered substantial assistance to the State of New York.
    And by 2023, New York had launched a statewide targeted violence prevention strategy that included placing at least one TAM team in every county.
    Just two years after the Buffalo attack, New York had established TAM teams in forty-three counties and the City of New York.
    In May, New York noted that their TAM teams were collectively intervening in more than one thousand two hundred cases.
    And, more important, these TAM teams are saving lives, taking action with respect to certain individuals who were clearly planning acts of targeted violence.  
    This is critical, painstaking, lifesaving work, and I am encouraged to see that many more states are responding to our calls to move in this direction.
    This is progress, and if we persist, these efforts will reduce violence in our Homeland.  
    Closing
    In closing, I want to thank each of you for the work you do every day to prevent, to prepare, and to respond to this phenomenon that is tragically impacting so many of our communities and leaving families and neighborhoods devastated. 
    Your partnership with us is vital to stopping the normalization of hate-fueled violence that threatens our democracy. 
    Again, I want commend the work of this Summit. You are the embodiment of what I have spoken about today.  And there is a real feeling of solidarity in a group like this, and we can and must draw strength from one another.
    For a moment, I will take you back to another very dark time in our Nation’s history — the days and weeks after 9/11. Then I had very young children — and to focus them on the positive in a time of terror I would say to them, “look at all the helpers — there are so many people who are helping other people.”
    You are the helpers today, the doers, the healers in these times, and your work to scale up prevention efforts – and to mobilize the youth of our country to be a part of the solution to hate – are two of the numerous examples of how the agenda for the coming three days will build a stronger and safer America for all of us, and set an example for the world. 
    I salute you for all your commitment, your dedication, and everything you are doing — 
    And I will end where I began. While the threats are real and pernicious, we take inspiration from each other and from those we have lost.  
    May each of their memories be a blessing – and may our work together light the way to a brighter and more secure future.

  • MIL-Evening Report: From Ancient Rome to Persia, eunuchs often led armies and were powerbrokers of the ancient world

    When people think of eunuchs, someone like Lord Varys from Game of Thrones often springs to mind. Chubby, obsequious and a flatterer, he is involved in court intrigues and manipulates people and events behind the scenes.

    These traits oppose military prowess and valour endorsed by traditional models of masculinity across various times and cultures. According to those tropes, a eunuch’s weapon is the whisper, not the sword.

    In reality, not every eunuch in the ancient world was a servile, cloistered being. In fact, eunuchs sometimes led armies on campaign, and were entrusted with high-level administrative tasks.

    What was a eunuch?

    A eunuch was someone whose testicles had been deliberately crushed or excised.

    In Greek myth, Cronus (the father of Zeus) castrated his own father Uranus to overthrow his tyranny and become king of the Titans.

    Greek historians reported castration as war punishment, and persistently linked the castration of young boys to sexual slavery.

    The ancient Greek historian Herodotus stressed the demand for castrated boys at the court of the Persian kings. But the market for eunuchs was evidently larger than just the Persian court.

    The Romans replicated the Greeks’ negative view of eunuchs. They are often portrayed in Roman texts as being in the company of “bad” emperors such as the supposedly cruel and narcissistic Domitian – even though he forbade the practice of making eunuchs.

    The notion of the unmanly eunuch in antiquity was reinforced by Orientalist literature, which imagined ancient eunuchs in charge of something akin to a Turkish sultan’s harem. Unable to procreate, the eunuch is paradoxically surrounded by beautiful women, his in-between-ness granting him access to the psychological makeup of both genders.

    Orientalism drew inspiration from historical accounts written after the Greco-Persian wars, which the Greeks won in 449 BCE. These accounts were written in the shadow of Alexander the Great’s conquest of the Near East (including areas such as modern-day Iraq, Iran and Syria), which was followed by the Roman hegemony.

    Instead of critically evaluating the sources, colonial writers and their readers indulged in a world of fantasy where eunuchs offered a sensualised peek into the “secrets of the harem”.

    In fact, a deeper look at the historical record reveals that eunuchs often occupied positions of great military power and civil authority.

    Eunuchs as bodyguards, enforcers and governors

    Cyrus, the first Persian king (590–529 BCE), praised eunuchs for their reliability. He insisted that gelded men, like gelded horses, are easier to control. He believed they made up for their lack of physical strength with their loyalty.

    Cyrus may have owed his life to eunuchs, who played a role in saving him as a baby from a murderous plot by his grandfather.

    The Greek historian Herodotus also reports that eunuch-bodyguards tried to protect, albeit unsuccessfully, the man on the Persian throne just before Darius the Great took power in 522 BCE (Darius contended that this man was not a real king but an imposter).

    The historical record also mentions a Persian eunuch being in charge of a garrison at Gaza around 332 BCE.

    The Egyptian pharaoh Amasis, who reigned in the sixth century BCE, also relied on eunuchs to recover fugitive slaves.

    Eunuchs appeared in the courts of the Hittites and Assyrians (civilisations in modern-day Turkey and Iraq respectively) from the 13th century BCE.

    Assyrian kings often appointed eunuchs as provincial governors. The Assyrian king Shamshi-Adad V (who ruled Assyria 824–811 BCE) praised his chief eunuch Mutarris-Ashur as “clever and experienced in battle”. Mutarris-Ashur led the Assyrian army on a military campaign to the Nairi lands in the Armenian Highlands.

    King Ashurbanipal, who ruled the Neo-Assyrian Empire from 669 BCE to 631 BCE, sent his chief eunuch on missions against neighbouring Mannea (a kingdom in modern-day Iran) and the rebellious Gambulu tribe in ancient Babylonia.

    Bagoas the eunuch

    In the fourth century BCE, there was Bagoas, a Persian court eunuch who is sometimes conflated with a eunuch lover of Alexander the Great who had the same name. Bagoas became the second most important person in the Persian court, after the Persian king.

    Bagoas had served in Persian king Artaxerxes III’s campaign against Egypt, and rose to the rank of Chiliarch (the leader of the royal infantry guard).

    Bagoas developed a reputation as a kingmaker – he was instrumental in replacing Artaxerxes III with his son, Artaxerxes IV. He later poisoned Artaxerxes IV and installed as king Darius III, who was eventually defeated by Alexander the Great.

    Bagoas had plotted to replace Darius too, but Darius outsmarted him; he forced Bagoas to drink the poison the latter had prepared for Darius to drink.

    Eunuchs in Rome

    Despite the bias of the Greco-Roman sources, including their suspicion of eastern cults that involved eunuch priests, eunuchs were important in Roman imperial service.

    The emperor Claudius rewarded his eunuch Posides for his service during Rome’s invasion of Britain in 43 CE.

    In 399 CE, the eunuch Eutropius became a powerful consul in Rome’s eastern empire under the emperor Arcadius. Some Romans, however, attacked the appointment of a semivir (half man) as consul as an abomination.

    In early Christianity, the concept of becoming a eunuch for the kingdom of God acquired currency. According to some interpretations of the Bible, being a eunuch was connected to the virtues of chastity and celibacy.

    By the sixth century CE, Byzantine eunuchs found themselves in charge of large armies. (What we now call the Byzantine Empire, or the Eastern Roman Empire, was known by its people as the Roman Empire until 1453 CE).

    Narses was a eunuch and one of the Byzantine emperor Justinian’s great generals. He managed to recapture Italy, including Rome, from the Goths (a Germanic people who had invaded Italy).

    Narses, possibly an Armenian by birth, was no armchair general. At the battle of Mons Lactarius (552 or 553 CE), Narses fought on foot with his fellow soldiers against the Goths. He encouraged his men to hang on against a brave enemy.

    Despite the stereotypes, eunuchs clearly often played important roles in the ostensibly masculine world of strategic planning and combat.

    This plurality of masculinities in the ancient Mediterranean world remains relevant to modern society as it challenges notions of a simple gender binary.

  • MIL-Evening Report: What’s at stake in elections in Georgia and Moldova this week: a stark choice between Russia and the West

    Two former Soviet republics have important elections this week that will likely be pivotal in their respective journeys toward tighter integration with the West against the backdrop of rising Russian influence and the Ukraine war.

    What happens in Georgia and Moldova is being closely watched across the European Union and Moscow. Russia has invested heavily in trying to influence the outcomes of both elections. If it succeeds, this will be a cause of significant concern in other ex-Soviet states, as well as the West.

    Moldova takes a tentative step towards the EU

    On Sunday, Moldovans voted in the first round of their presidential election. A referendum was also on the ballot to amend the country’s Constitution to include an aspiration to join the EU.

    Pre-election polls had suggested the referendum would easily pass and the popular pro-EU president, Maia Sandu, would be re-elected.

    However, Russia launched a significant “propaganda blitz” ahead of the vote, including credible allegations of widespread vote buying, to undermine the electoral process.

    Sandu won the first round comfortably, with over 42% of the vote, though not by enough to avoid a run-off on November 3. The country’s pro-Russia parties are now likely to coalesce behind the second-place candidate in an attempt to oust her.

    The referendum, however, teetered on the edge of failure before narrowly passing by the tightest of margins.

    Though Moldova’s negotiations with the EU were certain to continue under Sandu regardless of the outcome, the result was nonetheless concerning. It demonstrates the strength of Russia’s influence operations to destabilise a nation seen as key to security on the eastern boundaries of the EU and NATO.

    Moldova has a 1,200-kilometre border with Ukraine in the east and borders Romania, an EU and NATO member, in the west.

    Polling suggests a majority of Moldovans condemned Russia’s invasion of Ukraine, but a significant minority retain pro-Russian views.

    Russia also has a history of interference in Moldova’s sovereignty.

    Moldova declared independence in 1991 during the dissolution of the Soviet Union but Transnistria, a small part of the country along the border with Ukraine, was taken over by separatists in a military operation backed by Russian troops.

    Following Russia’s full-scale invasion of Ukraine in 2022, the Parliamentary Assembly of the Council of Europe formally recognised Transnistria as Moldovan territory still occupied by Russia.

    What’s at stake in Georgia?

    On the day of Moldova’s vote, tens of thousands of pro-EU supporters staged a demonstration in Tblisi, Georgia’s capital, calling for their country to choose a pro-EU path in their own election

    The Georgian Dream party has been in power since 2012 and while it remains nominally pro-EU, it has gradually shifted towards a more pro-Russia stance.

    The Georgian Dream-dominated legislature recently passed an antidemocratic, Putinesque law that requires groups receiving at least 20% of their funding from overseas to register as “agents of foreign influence”. And earlier this month, it passed a sweeping anti-LGBTQ+ bill that bans same-sex marriages, adoption by same-sex couples and changing one’s gender on identity documents.

    The EU suspended Georgia’s accession process after the foreign agents law was passed and has recently cancelled €121 million (A$196 million) in funding due to “democratic backsliding”. This month, the European Parliament also overwhelmingly adopted a resolution calling for a freeze on EU funding to Georgia until its undemocratic laws are repealed.

    The opposition parties are now working together to try to remove Georgian Dream from power, support the re-election of the current pro-EU president and return the country to the road of rapid integration with the EU.

    Polls show support for joining the EU remains very high at nearly 80%. However, as the Moldovan election demonstrates, this may not necessarily be reflected in the vote on election day.

    Russian interference

    Russia has long meddled in its southern neighbour. After an invasion of Georgia in 2008, Russian troops supported two pro-Russian breakaway republics, South Ossetia and Abkhazia, as they had done in Transnistria.

    Russia has now established military bases in both regions, as well as a new naval base in Abkhazia to serve as a permanent base for parts of Russia’s Black Sea fleet.

    These incursions set the stage for Russia’s invasion of Crimea and eastern Ukraine in 2014. As the post-Soviet Baltic states have argued, the lack of an adequate response from the West to these invasions set the stage for Russia’s full-scale invasion of Ukraine.

    Georgians are understandably concerned that Russia may invade their country again. Polls suggest two-thirds of people support joining NATO.

    There are concerns that Saturday’s election could also be tainted. The Parliamentary Assembly of the Council of Europe issued a declaration earlier this month, saying there are “alarming reports” indicating the Russian-backed Georgian Dream party might be “preparing to steal” the election.

    The report accused the ruling party of a “massive intimidation campaign” against opposition candidates and their supporters, including physical attacks. It also said the Central Election Commission has apparently been brought under the control of Georgian Dream.

    The opposition and civil society groups claimed electoral fraud after the 2020 elections, which resulted in mass protests and a political crisis when the opposition boycotted parliament.

    Why these elections matter

    These elections in Georgia and Moldova are crucial for reinforcing democratic rights in vulnerable former Soviet states. Any outcome that shifts their trajectory towards Russia will likely result in increased repression of both minorities, including the LGTBQ+ community, and the political opposition.

    Wins by pro-Russian candidates and parties – legitimate or otherwise – will also drive greater military and economic integration with Russia. Despite popular support in both countries for joining NATO, wins by Russian-backed candidates will likewise undermine support for Ukraine in its war with Russia.

    While it looks like pro-EU results might have squeaked through in Moldova, the elections in Georgia are potentially more hazardous for European relations.

    The stakes in both elections could not be higher.

  • MIL-Evening Report: From Camilla to the ‘ugly’ Elizabeth of Austria: a problematic history of obsessing over royal women’s looks

    Throughout history, queens have often been judged on their looks. Beauty standards shaped early-modern queenship. Even today, royal women such as the UK royal family’s Camilla, Catherine and Meghan are scrutinised for their looks, while their male counterparts aren’t held to the same standard.

    One woman who faced particular scrutiny for her looks was Elizabeth of Austria (1436/37–1505). Known as the “mother of kings”, Elizabeth married Casimir IV of Poland and had 13 children, securing the Jagiellon dynasty’s future. Yet she is still remembered for her supposed lack of beauty.

    This obsession with her appearance overlooks what really mattered for queens in her time: fertility, motherhood, political alliances and dynastic stability.

    Beauty versus duty

    Elizabeth was a powerful queen consort of Poland who played a significant role in European politics. Yet for centuries, she has been chiefly labelled as unattractive. This narrative likely began as early as 50 years after her death, with commentators focusing on her supposed ugliness.

    But the foundation for these claims is shaky, at best. Medieval chroniclers, such as Jan Długosz, who documented the lives of Polish rulers and their families, made no mention of Elizabeth’s appearance.

    This omission is significant as Długosz often commented on the beauty, or lack thereof, of other royal women. The absence of such remarks in Elizabeth’s case suggests her physical appearance was not a matter of public concern during her lifetime.

    Later chroniclers such as Maciej of Miechów (1457–1523) and Marcin Bielski (1495–1575), who drew heavily from Długosz, also failed to comment on Elizabeth’s looks, further underscoring the lack of focus on her beauty.

    In 1548, Polish nobleman Andrzej Górka alleged in a rhetorical speech that King Casimir IV was disappointed by Elizabeth’s appearance and considered breaking off their engagement. Górka claimed the king expressed doubts about the impending marriage because of Elizabeth’s lack of beauty – and the only thing that persuaded him to wed was a sense of duty.

    However, Górka’s speech took place almost a century after the actual events. It was delivered in a political context where the goal was to influence Casimir’s grandson not to marry for love.

    This saga mirrors a well-known English story involving Henry VIII and Anne of Cleves. In 1540, Henry, eager to meet his new bride, rode in disguise to surprise her. The meeting didn’t go as planned. Henry’s disappointment in Anne’s appearance became notorious and the marriage was speedily annulled.

    Both of these stories reflect the pressure queens faced to meet idealistic beauty standards, often with serious consequences. Henry’s judgement of Anne based on her looks altered the course of their marriage and, by extension, future political alliances. His behaviour reinforced the idea that a queen’s worth was tied to her physical appearance, overshadowing her political or dynastic significance.

    Elizabeth as the ‘ugly queen’

    The primary role of a queen in early-modern Europe was to provide heirs and secure political alliances through marriage. Beauty was arguably not the most important factor.

    Elizabeth of Austria’s marriage to Casimir IV of Poland was about strengthening ties between the Habsburg and Jagiellon dynasties, not about physical attraction. Of Elizabeth’s 13 children, several went on to become kings and queens across Europe. Her ancestry and status as a mother were the basis of her political influence – far more valuable than her looks.

    Around 1502, in anticipation of the birth of her grandchild, Elizabeth commissioned a treatise to provide practical advice on raising a future ruler. She believed a royal child should embody values, attitudes and behaviours befitting a future monarch.

    However, as history shows, the perception of a queen’s beauty could still end up influencing her legacy. While Elizabeth’s contemporaries didn’t seem to care about her appearance, later generations did.

    The myth of Elizabeth’s unattractiveness gained traction primarily after a 1973 investigation into the royal tombs at the Wawel Cathedral in Kraków. Skeletal remains identified as belonging to Elizabeth showed facial deformities, reinforcing the myth. However, there’s no solid proof these bones were even hers, and the findings have since been questioned.

    Nonetheless, the idea that a queen had to be beautiful to be politically capable took hold over time. Even though Elizabeth helped secure the future of one of Europe’s most powerful dynasties, her legacy is clouded by a narrative focused on her appearance.

    Royal beauty standards today

    Royal women in the 21st century continue to be haunted by the same narratives that plagued Anne of Cleves and Elizabeth of Austria. Queen Camilla, for instance, has been criticised for her looks throughout her public life, especially in comparison to the late Princess Diana.

    Kate Middleton and Meghan Markle also face intense media scrutiny over their appearance, with headlines dissecting everything from their fashion choices to their weight. Queen Mary of Denmark, Princess Charlene of Monaco and Queen Letizia of Spain face similar scrutiny.

    Sure, queens were and are aware of this. Many even weaponised beauty, ritual and fashion for their own gain. Cleopatra did this to hold onto power in ancient Egypt, and Marie Antoinette to protect herself from the hostile French court.

    Elizabeth I’s reign in England gave rise to a concept of “Elizabethan beauty”, characterised by pale skin and rosy lips and cheeks. And the late Elizabeth II understood the need to dress the part.

    By reducing royal women to their looks – or framing them as fashion icons – we fail to reckon with their individual characters and influence in the world. Meanwhile, men such as King Charles, King Frederick of Denmark and King Felipe of Spain are more likely to be judged by their virility, actions and policies.

    Should beauty really matter when it comes to royal women? Shouldn’t we be more interested in their contributions to history, politics and society?

    It’s time to shift the conversation away from appearance and focus on what matters: the impact these women have on the world. Like their male counterparts, they are crucial figures in shaping history and politics, so we ought to think carefully about how we judge them.

  • MIL-OSI United Kingdom: Government provides certainty to horticulture and poultry businesses

    The Government has underlined its commitment to the horticultural and poultry sectors by confirming measures to provide stability, including the allocation for the Seasonal Worker visa route for 2025.

    A package of measures to provide certainty and stability to farmers and growers in the UK’s horticulture, poultry and sheep sectors has been announced by the government today (Monday 21 October).   
     
    Underlining the government’s commitment to the horticultural and poultry sectors, the Seasonal Worker visa route has been confirmed for 2025, with a total of 43,000 Seasonal Worker visas available for horticulture and 2,000 for poultry next year. 

    This will provide certainty and will help the sector secure the labour and skills needed to bring high quality British produce, including strawberries, rhubarb, turkey and daffodils to market.  

    Alongside this, the government is taking action to keep costs down and protect poultry farmers from the impact of avian influenza and delivering fairness in the supply chain for sheep farmers by ensuring producers receive a fair price for their livestock through legislation to mandate sheep carcase classification and price reporting.  

    Food Security Minister Daniel Zeichner said:  

    This government recognises that food security is national security, and this can only be achieved by supporting food and farming businesses.  

    Confirming the seasonal worker visa allocation for 2025 gives growers and producers certainty, allowing them to plan ahead and secure the labour they need to grow and thrive.    

    This package of measures will also support farmers by protecting our poultry producers from the impact of avian flu outbreaks and ensuring fairness in the sheep supply chain.

    As well as confirming visa numbers for 2025, Defra has also published the 2023 Seasonal Worker’s Survey report. This is an important part of Defra’s commitment to monitoring the welfare of the seasonal migrant workers who help bring home the horticulture harvest each year.

    Conducted in early 2024, the survey shows that the vast majority of respondents (91.0%) reported a positive experience from their time in the UK and 95% expressed a desire to return.  

    The government is working with industry to improve these numbers further through its farm compliance checks to ensure sponsors are adhering to their duties and undertaking welfare checks on workers, and working with international partners to ensure workers know what work to expect before they arrive and can avoid unnecessary costs and fees.  

    Measures announced on egg and poultry labelling will help farmers to deal with the impact of future avian influenza outbreaks.  

    Currently, when mandatory housing measures are introduced to protect birds from the spread of disease, eggs from free-range birds can only continue to be labelled as ‘free-range’ for 16 weeks after the housing order has come into effect – leading to significant costs to industry. The changes will mean that free-range eggs can continue to be labelled as such throughout mandatory housing measures.  

    This will be brought in through legislation due to be laid on 4 November, and is expected to take effect in January 2025, ensuring a level playing field for UK free-range egg producers against producers in the EU.    

    A consultation on introducing similar measures for the labelling of free-range poultry is also being launched – proposing the removal of the current restrictions which mean that free range poultry can only be labelled as such for 12 weeks after the introduction of housing measures, and the removal of the need for optional indicator certificates to accompany imported poultry meat.  

    The government is also taking action to ensure fairness across the food supply chain to ensure producers receive a fair price for their livestock by bringing forward legislation to mandate sheep carcase classification and price reporting, bringing the sheep sector in line with the beef and pork sectors.

    Deputy Administrator Isobel Coleman will travel to Italy on October 21-24 to engage development partners on key priorities, as well as lead the U.S. delegation to the G7 Development Ministerial Meeting.

    The Deputy Administrator will have engagements in Rome on October 21, which will include convening donors and implementing partners to discuss the dire humanitarian conditions in Sudan, and speaking at a panel discussion on combating the ongoing crisis of child wasting. Deputy Administrator Coleman will emphasize U.S. government support for programs to prevent and treat malnutrition and continued evidence generation and learning. 

    Alongside other G7 development leaders in Pescara, Deputy Administrator Coleman will discuss approaches to mitigating the global food security crisis, the Partnership for Global Infrastructure and Investment (PGI), global health, and humanitarian needs around the world. She will also emphasize the U.S. government’s ongoing commitment to partnerships and collaboration with our allies and partners, showcase USAID’s efforts to support increased investment in sustainable infrastructure that delivers mutual economic benefits, and call for greater cooperation to increase access to quality health care for vulnerable populations around the world.

    The three-day event ‘India Chem-2024’ which was inaugurated on 17th concludes in Mumbai today.

    Shri Jagat Prakash Nadda, Union Minister for Health & Family Welfare, and Chemicals & Fertilizers, Government of India, while addressing the keynote session in the august presence of the Chief Ministers of Gujarat, Madhya Pradesh and Odisha, highlighted the key role of the chemical and petrochemical sector in the economy, contributing over 9% to manufacturing gross value added and 7% to total exports. Shri Nadda stipulated that India’s chemical and petrochemical industry is projected to surpass $300 billion by 2028 and is on track to reach $1 trillion by 2040. He added that the sector will play a key role towards Prime Minister Shri Narendra Modi’s goal of ‘ViksitBharat@2047”. He emphasized the importance of reducing reliance on imported feedstocks and focusing on alternative feed stocks, while also ensuring that India leads the global shift toward greener technologies. He noted that sustainability is the future of the industry and that India must take the lead in the adoption of circular economy principles. Referring to the need for more emphasis on R&D, safety and skilling, he elaborated upon the various steps being taken by the Government to boost innovation and investment. He assured the industry that the Government shall leave no stone unturned in realizing the full potential of the Indian Chemical and Petrochemical industry.

    Shri Bhupendra Rajnikant Patel, Chief Minister of Gujarat, remarked on Gujarat’s leadership in exports of chemicals and petrochemicals, and referred to the Government’s efforts to establish India as a leading destination for the chemical industry, fostering collaboration and excellence for a prosperous future. Shri Mohan CharanMajhi, Chief Minister of Odisha, highlighted Odisha’s strategic position as a rising hub for the chemical industry. Alluding to the strong infrastructure and highly skilled workforce available in Odisha, he invited industry leaders to explore the vast opportunities offered by the State. Shri Mohan Yadav, Chief Minister of Madhya Pradesh, while speaking about his State’s leadership in the sector, highlighted the efforts being made by the State Government to further boost the development of the sector and create more employment opportunities.

    Ms. Anupriya Patel, Minister of State for Health & Family Welfare, and Chemicals & Fertilizers, Government of India, formally inaugurated the exhibition, which brought together over 150 exhibitors, from different industry segments. In her address at the keynote session, she mentioned that India’s manufacturing sector has shown remarkable growth, fueled by progressive policy reforms and rising domestic demand and that FDI has played a pivotal role in enhancing the growth and competitiveness of India’s chemical sector, which includes petrochemicals and specialty chemicals. The country has become an attractive destination for Foreign Direct Investment (FDI), allowing 100% FDI in manufacturing through the automatic route. Over the past decade, she mentioned that the sector has attracted US $12.48 billion in investments in this sector alone.

    Ms. Nivedita Shukla Verma, Secretary, Department of Chemicals & Petrochemicals, Government of India elaborated on the event theme of ‘Advantage Bharat’ and how the Indian Chemical and Petrochemical sector has been paving the future of the Indian economy towards the goal of Viksit Bharat@2047. She drew attention to the various measures undertaken by the Government towards boosting infrastructure, including railways, roads and ports, logistics infrastructure as well as digital infrastructure as also initiatives to promote green economy and circularity.  All these measures would enhance productivity and boost exports. In this context, she referred to various policy initiatives undertaken by the Department such as the Scheme for Centers of Excellence, PCPIRs, Quality Control Orders etc.,

    Shri Deepak Mehta, Chairman, FICCI National Chemical Committee, stated that India is at a pivotal point of growth, with the chemical industry set to expand significantly. Shri Nikhil Meswani, Executive Director, Reliance Limited, highlighted the importance of chemicals to modern life, stating that it is the backbone of future development in agriculture, electronics, and beyond.

    This was followed by a Global CEOs’ Conclave, presided over by the Union Minister for Chemicals & Fertilizers, wherein industry leaders from across the globe discussed the opportunities and challenges of the Indian chemical industry. The session witnessed insightful discussions and knowledge sharing, addressing key challenges and opportunities within the sector, with discussion on the meaningful discussion on the strengths of the Indian economy and possible interventions which may help propel the sector forward in the coming years.

    The Petrochemicals Forum was presided over by Shri Hardeep Singh Puri, Minister of Petroleum & Natural Gas, Government of India. The session was participated in by leading Indian and global industry leaders including Exxon Mobil, Reliance Limited, IOCL and SABIC, amongst others. The Minister said India’s per capita petrochemical consumption is far below developed nations, offering significant opportunities for higher investment in the sector. Stating that Indian companies have committed investments of more than $ 50 billion in the near future, he opined that India’s petrochemicals production is projected to increase from 29.62 million tons to 46 million tons by 2030.

    This event, organized jointly by the Department of Chemicals & Petrochemicals and FICCI, provided a platform for brainstorming discussions amongst industry leaders and Government representatives on specific topics of relevance to the sector, facilitating dialogue on investment prospects, regulatory frameworks, and strategic challenges.

    One of the largest exhibition cum conferences for chemical and petrochemical industries not just in India, but in Asia, this edition of India-Chem was held with the theme of “Advantage Bharat: Indian Chemicals and Petrochemicals Paving the Future”.

    The exhibition consisted of pavilions from leading Indian and global companies in the sector, several Indian States including Madhya Pradesh, Odisha, Gujarat and Andhra Pradesh, and also saw international participation from about 22 countries, including Belarus, Saudi Arabia, Germany and the Netherlands, with a footfall over more than 7,500 people across 3 days. Netherlands, with whom India shares a robust trade relationship, particularly in the chemical and petrochemical sector, was a partner country for the event.

    There were several sessions on issues ranging from dyes, and agrochemicals, to petrochemicals, which saw discussions on the latest developments in the field, as well as on the importance of innovation and adoption of sustainable practices. Besides, there were dedicated sessions focusing on geography-specific issues including the India-EU, India-East Asia, and India-US Chemicals & Petrochemicals Forums, bringing together key stakeholders from each of these regions. These sessions enabled in-depth discussions on market insights, regulatory landscapes, and investment trends shaping the future of the sector, while also providing an opportunity to the participants to forge possible strategic partnerships which transcend geographical boundaries, thereby exploring new avenues to accelerate growth in the chemical and petrochemical sector.

    On its third and final day, the event hosted an engaging job fair featuring 14 leading chemical companies from different sectors  such as  ABB Instruments Pvt Ltd., Aarti Industries, Dhanuka Agrotech, Atul Limited, Crystal Crop Care, etc. and students from CIPET – Central Institute of Plastic Engineering and Technology, which functions under the ambit of the Department of chemicals and petrochemicals, Ministry of Chemicals and Fertilisers. Institute is responsible for providing skilling through various undergraduate and postgraduate courses to almost 65,000 students per year.  During the job fair, the students of CIPET got an opportunity to interact with the industry to explore possible career prospects. This served as an exciting platform bringing together students and potential employers in the chemical industry, helping the students gain insights into the future of the sector.

  • MIL-OSI Submissions: Health – WHO welcomes health ministers to Manila to consider a new vision and actions to improve health in the Region

    The World Health Organization (WHO) Regional Office for the Western Pacific today welcomed ministers, other senior health officials and key partners from across the Western Pacific to the seventy-fifth session of its Regional Committee. WHO’s governing body for the Region convenes every year to formulate policies, adopt resolutions and make decisions to improve the health of more than 1.9 billion people living in the Western Pacific.

    WHO’s Regional Director for the Western Pacific, Dr Saia Ma’u Piukala – the first Pacific islander to be elected to the position – welcomed health leaders to the first Regional Committee under his tenure.

    “As the first Regional Director from the Pacific, the challenges we’re discussing – such as rising sea levels and increasingly frequent disasters – are realities that my loved ones and fellow Pacific islanders live with every day,” said Dr Piukala. “I’m keenly aware of the enormity of the work ahead of us, but with mutual trust and support we can meet these challenges.”

    Dr Piukala’s address covered key updates on WHO’s work with countries and partners across the Region from July 2023 to June 2024. He also introduced a draft vision for improving health in the Region, to guide WHO’s work with Member States over the coming five-year period.

    “This vision, jointly developed by WHO and Member States, is a testament to the beauty, strength and diversity of this Region,” said Dr Piukala. “Guided by this vision, we will work together and with our partners to build a sustainable, resilient and healthy future for all people in the Western Pacific.”

    Cook Islands Minister of Health, the Honourable Vainetutai Rose Toki Brown, was elected Chairperson of this year’s session of the Regional Committee. Viet Nam Vice Minister of Health, Associate Professor Nguyen Thi Lien Huong, was elected Vice-Chairperson.

    Hon. Toki Brown thanked the delegates for their trust and confidence in electing her as Chairperson, and she added: “This is a special year. It is the first Regional Committee meeting with the new Regional Director, Dr Saia Ma’u Piukala, at the helm, and we have a lot of important ground to cover.”

    She went on to say, “I know that you are all committed to the health of this Region, and I know you agree on the value of us convening here as members of the World Health Organization. The success of our new regional vision relies upon the mutual accountability of Member States and WHO. Thank you again for your confidence in electing me as Chair of this important meeting. I am very much looking forward to our discussions.”

    A new vision for health in the Region

    The new vision, Weaving Health for Families, Communities and Societies in the Western Pacific Region (2025−2029): Working together to improve health, well-being and save lives, is being presented to Member States for their endorsement. The vision centres on the analogy of the weaving of a mat − a traditional activity across Asia and the Pacific – symbolizing the collaborative efforts required by WHO, governments and partners to improve the health and well-being of the people of the Region. The vision comprises five vertical strands of action led by governments, interwoven with three horizontal strands of action by WHO over the coming five years.

    The five vertical strands of action led by governments, working with WHO and other stakeholders, include:

    1. Transformative primary health care for universal health coverage

    2. Climate-resilient health systems

    3. Resilient communities, societies and systems for health security

    4. Healthier people throughout the life course

    5. Technology and innovation for future health equity.

    The three horizontal strands of action by WHO are:

    1. Country offices equipped with skills for scaling up and innovation

    2. Nimble support teams in the Regional Office

    3. Effective communication for public health.

    Action frameworks and panel discussions on priority issues

    The Regional Committee will also consider new regional action frameworks on digital health and on health financing to achieve universal health coverage and sustainable development. There will be panel discussions on climate resilient health-care facilities, transformative primary health care and oral health. In addition, there will be side events on topics including One Health, tobacco control and the Investment Round to resource WHO’s work over the next four years.

    Building climate-resilient health-care facilities

    Countries in the WHO Western Pacific Region are at risk from climate change and climate-related disasters. The health impacts of these vary depending on the resilience of communities and the health facilities that serve them.

    During a panel discussion at the Regional Committee today, delegates from Fiji, the Lao People’s Democratic Republic, the Commonwealth of the Northern Mariana Islands and Viet Nam emphasized the need to protect health by ensuring hospitals and clinics are climate resilient. The benefits of joining the Alliance for Transformative Action on Climate and Health (ATACH) were highlighted as it provides a platform for countries to accelerate transformative action in building climate-resilient and low-carbon health systems by leveraging the collective expertise and resources of WHO Member States and other stakeholders.

    WHO is working with countries and areas across the Western Pacific to track progress in protecting health from climate change, helping with vulnerability assessments, developing and updating adaptation plans, and implementing climate-resilient and environmentally sustainable health facility initiatives.

    Exhibitions to highlight health issues and WHO’s work

    Outside of the main agenda, a series of seven exhibitions was unveiled today on themes relevant to health and WHO’s work in the Region.

    An exhibit on health equity profiles allows delegates to view information on a particular country’s health indicators and explore their intricate association with social and geospatial factors. This should give users a better understanding of how to prioritize and implement strategies to achieve health for all.

    A special exhibit features collaborative art pieces made by staff at the WHO Western Pacific Regional Office to mark World Sight Day 2024 and World Mental Health Day 2024. The paintings, representing an eye and a heart, symbolize what people most love to see in their lives and the importance of promoting mental health at work. WHO’s ongoing efforts to improve both eye health and mental health for all rely on an integrated approach, a theme central to the draft regional vision.

    The future of health museum exhibit showcases 15 “future artefacts” such as the “morning mat”, where communities would be encouraged to gather each morning to talk about their health and well-being, and the climate-controlled tuk-tuk, a futuristic three-seater electric vehicle that emits clean air rather than toxic exhaust. These were co-created through foresight activities involving WHO staff and partners. There are also 15 historical artefacts that celebrate public health milestones from the past 75 years.

    A series of models of climate-resilient and environmentally sustainable health-care facilities will inform a panel discussion enabling delegates to explore innovative solutions to make health facilities more climate resilient and environmentally sustainable.

    An exhibit about strengthening health emergency response capacities shows WHO’s support for health emergency responses in the Region. It depicts operations support and logistics, emergency medical teams that can be deployed with field hospitals, the Global Outbreak Alert and Response Network of experts, and public health emergency operations centres.

    The reaching the unreached map explorer in the Western Pacific Region features an interactive web-based map app that helps users find geographically underserved populations across the Region, shedding light on the health inequities they face. This exhibit emphasizes the critical role of data-driven health interventions to reach unreached populations.

    Finally, an exhibit about the dangers of new and emerging tobacco and nicotine products showcases examples of these products, describing the tactics used by the tobacco and related industries to entice children and young people to take up smoking and undermine tobacco control efforts. The exhibition also offers information on how countries and partners can prevent uptake of these products.

    In a significant health milestone, Viet Nam has successfully eliminated trachoma. This remarkable achievement was validated by the World Health Organization (WHO) and a plaque was presented to the Vice Minister of Health of Viet Nam, Associate Professor Nguyen Thi Lien Huong, during the seventy-fifth session of the WHO Regional Committee for the Western Pacific, which opened today in Manila.

    Trachoma is the leading infectious cause of blindness globally. It is a preventable disease of the eye caused by Chlamydia trachomatis bacteria. Trachoma is spread by flies and people can also become infected through direct contact with discharge from the eyes or nose of an infected person. With repeated infections, the eyelashes may be drawn in so that they rub on the surface of the eye, causing pain and damaging the cornea. Some affected individuals must undergo surgery to prevent blindness from the disease.

    Decades of concerted efforts

    Over the past 70 years, Viet Nam has worked tirelessly to combat trachoma, treating hundreds of thousands of people and implementing rigorous control measures. These efforts were significantly strengthened with the implementation of WHO’s SAFE strategy, which stands for surgery, antibiotics, facial cleanliness and environmental improvement.

    Past surveys indicated that trachoma was a public health problem in four provinces in Viet Nam. Thirty years ago, 1.7% of people living in these high-risk provinces required surgery to prevent blindness from trachoma. However, by 2023 the proportion of adults with the blinding form of the disease had fallen below 0.2%, which is the threshold required for WHO validation of elimination of trachoma as a public health problem. Continuous monitoring and the focused implementation of the SAFE strategy in the country, starting in 1999, have been instrumental in this decline.

    Trachoma elimination in Viet Nam was made possible through collaboration among several government agencies including the Ministry of Health, the Ministry of Education and Training and the Ministry of Agriculture and Rural Development, with the support of WHO and international health partners including the Australian Department of Foreign Affairs and Trade (DFAT),   the Fred Hollows Foundation, the International Trachoma Initiative (ITI), RTI International, UNICEF and the United States Agency for International Development (USAID). Viet Nam was one of the first group of countries to receive Pfizer-donated azithromycin   for trachoma elimination purposes through ITI, a donation that has been critical to global progress against trachoma.

    “Elimination of trachoma as a public health problem in Viet Nam is a monumental achievement for the country and for the global fight against the disease,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This milestone is a testament to the unwavering dedication of Viet Nam’s health workers, including many working at community level. It underscores the power of collective action, innovative thinking and a shared commitment to a healthier future for all. I commend Viet Nam for its dedication and success in safeguarding the vision of millions.”

    “The elimination of trachoma in Viet Nam demonstrates the commitment of the Government, health workers and communities across the country,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific, praising the achievement. “It is a shining example of how targeted interventions, strong partnerships and sustained effort can bring about real change in the health of populations.”

    A trachoma-free future

    WHO Representative to Viet Nam, Dr Angela Pratt, described trachoma as a disease of poverty. “Communities in remote areas without good access to safe water and sanitation were the worst affected. But Viet Nam has demonstrated that it is possible to reach the hardest-to-reach populations, make the right investments to protect people’s health and ensure a trachoma-free future.”

    Reflecting on this historic achievement, Associate Professor Nguyen Thi Lien Huong said that the elimination of trachoma was a proud moment for Viet Nam. “The combined efforts of many agencies and communities, with the support of WHO and partner organizations, have saved thousands of people from lifelong blindness and economic disadvantage. Our children can now grow up safe from this painful and potentially blinding disease. This is a wonderful achievement for our people, which will pay dividends for decades to come. In this happy moment, on behalf of the Vietnamese people, I want to express our sincere thanks to all international partners who contributed great support to trachoma elimination in Viet Nam.”

    In 2018, Viet Nam eliminated lymphatic filariasis. The country has also made tremendous progress on combating malaria, which is now only found in pockets of areas and is close to being eliminated.

    Viet Nam’s success is part of broader progress in disease prevention in the WHO Western Pacific Region. Since the launch of WHO’s first road map for the prevention and control of neglected tropical diseases (NTDs) in 2012, the Region has made significant strides in eliminating trachoma. Between 2016 and 2022, four out of the Region’s 11 trachoma-endemic countries were validated for trachoma elimination. Viet Nam becomes the fifth, joining Cambodia, China, the Lao People’s Democratic Republic and Vanuatu in recording this achievement, highlighting the importance of sustained efforts in tackling NTDs.

    WHO continues to support countries in the Region to eliminate trachoma and other NTDs as part of the global effort to improve health and well-being for all.

    “It is quite clear that the 2015 assessment of the Provisionals has not changed. That assessment found that the PIRA:

    Retained an “Army Council” which members believed oversaw both the PIRA and Sinn Fein with an overarching strategy;
    Retained “departments” with specific responsibilities and
    Still had weapons which had not been decommissioned.
    “Over the weekend there has been a politically motivated attempt to kick up dust about the issue. Why? Because some clearly want to spare the blushes of those Unionist parties who sustain Sinn Fein in government.

    “It is simply an intolerable situation for the lead party in the Executive to be controlled and directed by an illegal terrorist organisation with the blood of over 1,700 people on its hands. Yet it seems that that is precisely what the political establishment has decided to tolerate.

    “Little wonder that support for the Protocol implementing Stormont Executive headed by a Sinn Fein party mired in scandal after scandal is at rock bottom among ordinary loyalists.”

  • MIL-OSI United Kingdom: New affordable homes to be available in the district

    Winchester City Council’s cabinet has agreed the purchase of 10 new affordable homes in the village of Twyford.

    Winchester City Council is committed to providing homes for all and delivering 1000 new homes across the district. The scheme in Hazeley Road, Twyford will be developed by Alfred Homes. The 10 homes that the city council has agreed to buy, will provide a mix of affordable rented and shared ownership homes which will be offered first to people who have a connection with the local area.

    The homes are part of a 22 unit scheme which falls within the South Downs National Park (who are also the Local Planning Authority.) It is a site that is allocated for housing in the Twyford Neighbourhood Plan. Planning permission was granted on 10th October this year and it is expected they will be completed in late 2026.

    Cabinet Member for Housing, Cllr Chris Westwood said

    ‘This is a really good example of how the city council is exploring different ways of ensuring delivery of new affordable council homes for local people across the district. I’m especially pleased to see these new homes in Twyford, where we know from speaking to local people that they would like their families to be able to remain living in the immediate area. I’d like to thank district and parish councillors for their support in getting us here. We’re confident the homes will be built to a high standard and will be energy efficient which will result in both reduced carbon emissions and save people money on running costs – these properties will make lovely homes and I look forward to people moving into them.’

    Union Minister of Rural Development Shri Shivraj Singh Chouhan will inaugurate International Workshop on Modern Technologies in Survey-Resurvey for Urban Land Records on 21st October 2024 at Dr. Ambedkar International Centre (DAIC), New Delhi. The Department of Land Resources is organising this workshop. The inaugural session will include addresses from Union Minister of Rural Development Shri Shivraj Singh Chouhan,  Secretary, Department of Land Resources Shri Manoj Joshi will deliver the keynote address during inaugural session.

    The workshop will unfold over two days. The first day will feature an inaugural session led by the Union Minister Shri Shivraj Singh Chouhan  followed by presentations from experts from countries like Singapore, Korea, the UK, Spain, and the Netherlands, highlighting best practices in digital land records. There will also be a technology showcase and exhibition by leading Indian and international firms. On the second day, the agenda includes two plenary sessions: the first focusing on case studies of state urban land records and management from Karnataka, Madhya Pradesh, Tamil Nadu, and Maharashtra, and the second examining case studies from various schemes and departments in survey techniques and spatial data, including AMRUT, SMART CITIES, SVAMITVA, Haryana Space Applications Centre, IT & Communication (Jaipur), and Directorate General Defence Estates.

    Expected outcomes from the workshop include the formulation of a national program for urban land record modernization, design plans for pilot projects in selected cities, and strategies for capacity building among urban local bodies (ULBs) and state officials. Furthermore, the workshop aims to generate policy recommendations for integrating modern technologies into urban land governance, ensuring improved efficiency and transparency in land management systems. This concept note sets the stage for collaboration and innovation in improving urban land records through the application of cutting-edge technology.

    Urban land records in India face significant challenges due to fragmentation, outdated information, and maintenance across multiple agencies. These issues hinder effective urban planning, land management, and service delivery. In response, the Government of India is exploring innovative technological solutions to modernize urban land records, building on progress achieved in rural areas. Key technologies such as geospatial tools, satellite imagery, drone surveys, and GIS integration are essential for creating comprehensive, spatially enabled land ownership records. The modernization of urban land records is expected to enhance transparency and efficiency, supporting sustainable development and reducing land-related disputes.

    The workshop aims to bring together relevant stakeholders, including Ministries and Departments of the Government of India, Revenue and Urban Development Secretaries from States/UTs, International experts, and Technology Providers. The primary objectives of the workshop are to showcase global best practices in urban land record modernization, present applicable technological solutions, and facilitate pilot project planning for selected urban areas. Additionally, the workshop will address challenges such as lack of standardization, data security, and capacity building for stakeholders, while promoting collaboration among government officials, experts, and technology providers to develop actionable policy recommendations.

  • MIL-OSI United Kingdom: G7 countries agree new plan to dismantle migrant smuggling gangs

    The Home Secretary has today (4 October 2024) agreed a major international plan to smash criminal gangs responsible for smuggling illegal migrants into G7 nations.

    The G7 Anti-Smuggling Action Plan will deliver a boost to UK law enforcement by fostering closer cooperation with G7 partners to bolster border security, combat transnational organised crime, and protect vulnerable individuals from exploitation by migrant smugglers.

    New joint investigative actions will be carried out by law enforcement teams to target criminal smuggling routes, while intelligence sharing between G7 nations will ensure faster identification and disruption of these dangerous networks.

    This approach will enhance the capabilities of the Border Security Command and its new Commander Martin Hewitt CBE QPM in coordinating investigations with international partners to reduce illegal migration to the UK.

    Other measures announced in the plan include: 

    • sharing best practice, including disrupting supply chains that facilitate people-smuggling, such as small boat parts, seizing the illegal financial assets of criminals, and improving cooperation across global transport routes
    • working with social media platforms and internet providers to remove harmful content that promotes illegal migration services or advertises fake job opportunities
    • strengthening capabilities to monitor and anticipate irregular migration flows at both global and regional levels

    The agreement comes after discussions by the Home Secretary at the G7 Interior and Security Ministers’ meeting in Avellino, Italy, this week. It marks another step in the UK’s reset of relations with key allies and affirms a shared commitment to working together to tackle complex cross-border issues. 

    Home Secretary Yvette Cooper said:

    Criminal smuggling gangs who organise small boat crossings undermine our border security and put lives at risk. Our new government is rapidly accelerating cooperation with other countries to crack down on these dangerous gangs.

    Today’s newly agreed G7 action plan provides an important focus on international law enforcement and reflects our determination to work with global partners on these shared challenges. New international joint investigative teams will help coordinate cross-border action and supplement the measures we have already taken to set up the UK Border Security Command and back it with new funding.

    The plan will help to increase both voluntary and enforced returns of migrants to countries of origin. It aims to offer migrants more choices and improve the overall management of migration flows.

    Instrumental to delivery of this plan in the UK is the new Border Security Command, under the leadership of Martin Hewitt CBE QPM, which will be armed with enhanced powers and coordinate the work of law enforcement and intelligence agencies. It will coordinate investigations with European counterparts and will benefit from a £75 million investment in cutting-edge technology, additional officers, and new covert capabilities.

    In July, the government committed a further £84 million to addressing the root causes of irregular migration. This funding will go towards programmes aimed at tackling the drivers of migration at their source, reducing the need for dangerous and irregular journeys.

    Since taking office, the Home Secretary has increased efforts to work with international partners to tackle the challenges posed by irregular migration. This has included engagement with the United States Attorney General, Merrick Garland, European Commissioner for Home Affairs, Ylva Johansson, and Executive Director of Europol, Catherine De Bolle.

    The UK will continue to drive focus on tackling migrant smuggling with the G7 under Canada’s presidency next year, and at next month’s INTERPOL General Assembly in Glasgow.
