    Pension Age Disability Payment launches in pilot locations

    A new disability benefit for people of State Pension age opens today for new applications from people living in five local authority areas.  

    Pension Age Disability Payment is the 15th benefit administered by Social Security Scotland. It is for people of State Pension age and over who are disabled or have a long-term health condition that means they need help looking after themselves or supervision to stay safe; or are terminally ill 

    People who live in Argyll & Bute, Highland, Aberdeen City, Orkney and Shetland can now apply. The payment will be available across Scotland by 22 April next year. 

    It is not means-tested and is worth between £290 and £434 a month depending on the needs of the person who gets it.  

    Pension Age Disability Payment is replacing Attendance Allowance in Scotland, which is delivered by the Department for Work and Pensions (DWP). People do not need to apply separately as their award will automatically be moved to Social Security Scotland, starting early 2025. 

    There is a separate fast-track application process for people who are terminally ill and eligible people will be entitled to the higher rate of payment regardless of how long they have had a terminal illness. 

    Social Justice Secretary Shirley-Anne Somerville said: 

    “As people continue to face a cost of living crisis it is more important than ever that older disabled people across Scotland get all the financial support they are entitled to. 

    “Today we are launching Pension Age Disability Payment, our 15th benefit, in five locations before it is rolled out across Scotland later next year.  

    “This new benefit has been developed by listening to older disabled people and we have made many changes, including making it easier for them to nominate someone to support them in their engagement with Social Security Scotland, something they told us was important to them. 

    “I would encourage anyone who thinks they are eligible for Pension Age Disability Payment to apply. It’s important they get the money they need to help them look after themselves, stay safe and get support to live with the dignity and respect that we all deserve as we get older.”  

    Debbie Horne, Scotland Policy and Public Affairs Manager at Independent Age, said:  

    “We welcome today’s launch of Pension Age Disability Payment in the first five local authority areas. Support for the costs related to disability while in later life are an essential part of our social security system and a vital part of enabling dignity and independence as we age. 

    “Putting dignity and respect at the heart of how the payment is delivered is essential. We hope changes made to the payment, such as making it simpler for people at the end of their life to get support, result in an improved experience for older people applying for the payment in Scotland. 

    “We encourage all older people living in the pilot areas who may be eligible for Pension Age Disability Payment to apply, or get in touch with an independent advice service, such as Independent Age, who can help to ensure older people in Scotland receive all of the support they are entitled to.”

    “The Scottish Pensioners’ Forum, and other organisations, worked extensively with the Scottish Government and Social Security Scotland to help develop a fairer and more just application system for pensioners with disabilities and more complex needs in Scotland. 

    “We support many people of Stage Pension age and over with long-term health conditions such as dementia, Alzheimer’s and arthritis who would really benefit from this financial support. 

    “We hope that the roll out of this pilot programme over the coming months will demonstrate and deliver on this.”

    Now in its 50th year of delivering Real Estate degree programmes, the University has seen all eight courses reconfirmed as meeting a globally-recognised standard of surveying education by the Royal Institution of Chartered Surveyors (RICS).
    They are the MSc Real Estate, MSc Finance and Real Estate, MA (Hons) Real Estate, MA (Hons) Finance and Real Estate, MA (Hons) Business Management and Real Estate, MA (Hons) Economics and Real Estate, MA (Hons) Accountancy and Real Estate; and MA (Hons) International Business with Real Estate specialism.
    The panel consider a number of areas during the review process, including student experience, the quality of the programme content and teaching staff, access to resources and the relevance of the curriculum to industry.
    Fiona Stoddard, lecturer in real estate and director of student experience at the Business School, said: “We are delighted to have received our  reaccreditation from RICS, adding further confidence that our real estate programmes continue to meet the highest international standards and support students who wish to pursue a rewarding career in the sector.

    New Gate Arts to bring Back to the Future story to The Fountain for Derry Halloween

    Fans of the iconic Back to the Future movie trilogy are in for a treat this Halloween as New Gate Arts and Culture Centre and North West Cultural Partnership are set to bring the films’ story to life with a dynamic street performance.
    The time travelling adventures of Marty McFly and Doc Brown will be celebrated in and around the group’s premises in The Fountain with a performance of acting, dance and special effects.
    The dynamic street performance will also feature a replica of the film’s famous DeLorean sports car which, famously combined with the Flux Capacitor, made time travel possible.
    The show is part of Derry Halloween’s Awakening the Walled City Trail in and around Derry-Londonderry’s historic city centre each evening from Monday October 28th to Wednesday October 30th.
    Darren Milligan, Creative Programming Executive at New Gate Arts and Culture Centre, gave the public an idea of what’s in store.
    “You can expect a thrilling, immersive experience,” he said. “It’s a blend of dance, music, light effects, and video projections, all working together to create a memorable street production.
    “It will feature live performances from eerie Halloween-themed dancers, energetic jiving and futuristic choreography.
    “There’ll also be rooftop musicians, a dramatic build-up of smoke and lights, and, of course, the star of the show—the DeLorean, which will make a grand entrance through the large doors of New Gate Arts & Culture Centre.”
    The New Gate Arts Centre is a thriving arts and cultural venue in the centre of the city and has hosted a wide range performances, classes, workshops, festivals and events since it opened last year.
    Their Conquer the Dragon performance as part of last year’s trail featured the Sollus Highland Dancers taming a huge dragon at the side of their premises that had invaded the city.
    “The idea for this year’s show came following the success of Conquer The Dragon,” Darren explained. “We needed something spectacular that could come out of the side of our building again, and we have a few staff members who have a love for the Back to the Future movies, so we said why not try to get our hands on a replica DeLoreon car, and the idea grew from there.
    “We wanted to create something that merges local heritage with the futuristic, adventurous spirit of Back to the Future.
    “The DeLorean itself is such a recognisable symbol and we saw an opportunity to incorporate it into a performance that could entertain and engage the local community.
    “The idea developed into a full-on spectacle with dance, music, and theatrics.
    “For our young people, this opportunity is something that they want to keep doing and asking about year on year.
    “Being able to perform at one of the world’s largest Halloween festivals in a show of this scale is an incredible experience for them.
    “It’s a chance to showcase their talents on a big stage, gain confidence, and be part of something that celebrates both local culture and their own creativity.
    “It’s not just a performance—it’s a celebration of their hard work and passion for the arts and it means the world to them to contribute to such a renowned event.”
    The team at New Gate are currently putting the finishing touches to preparations for the show that will feature both characters and music from the original film.
    “Preparations are going fantastically,” Darren added. “The team has been working tirelessly to ensure that every element comes together seamlessly, from the video projections and music to the choreography and technical effects.
    “The young people have been rehearsing for weeks, and their energy and excitement is infectious.
    “With each rehearsal, the performance is becoming more polished, and we can’t wait to bring it all to life for the audience.
    “We’re also delighted to get a number of community groups involved, we have Clooney Mens Shed making props for the trial, Cathedral Youth Club who are letting us turn their allotment garden into a science lab, and Sollus Highland Dancers who yet again are providing their high quality choreography.  
    “The experience will feature appearances by Doc Brown and Marty McFly and the DeLorean will be the central prop, making a dramatic live appearance.
    “The rooftop musicians will bring Marty’s famous “Johnny B. Goode” performance to life, encouraging the crowd to get involved and the dancers will wear costumes that reflect the different themes—spooky Halloween, futuristic sci-fi, and 1950s jive—to complement the storyline.

  • MIL-OSI United Kingdom: Train scan gives inside track on marvellous museum model’s secrets

    High-tech 3D scans have revealed the intricate inner workings of the world’s oldest model locomotive for the first time in more than 200 years.

    Leeds Industrial Museum’s incredible miniature recreation of a pioneering early steam locomotive recently underwent a detailed CT X-Ray survey using sophisticated equipment at the University of Leeds.

    The resulting images show how the precious model, made for the famed engineer Matthew Murray in 1811, replicated the revolutionary mechanics of its full-sized counterparts and in turn helped power a worldwide boom in the railway industry.

    It is hoped the images can now illustrate to museum visitors how the model worked and exactly why it was so important to the evolution of early railways across the globe.

    John McGoldrick, Leeds Museums and Galleries’ curator of industrial history, said: “This tiny model played a huge part in the development of the early rail industry, allowing Murray to showcase his brilliance to investors and giving him the opportunity to bring his trailblazing designs to life.

    “Thanks to these remarkable scans, we can now explore for the first time since 1811 how the model worked, and the extraordinary ingenuity and intricacy which went into its creation.

    “Short of cutting open the model, which we wouldn’t ever do, we’d never have got to see its inner workings in quite this way. Now, not only are we examining a piece of engineering history, we’re also getting a unique and unprecedented insight into the mind of one of the world’s great inventors.”

    Full-sized Murray designs, such as the famous Salamanca, became the very first commercially viable steam locomotives, and were built around the same time as the model.

    At least two other models of the same type were made, with one being gifted by Murray to Grand Duke Nicholas of Russia when he visited Leeds in 1816.

    Murray would have used the fully working miniature replicas to woo potential investors and colliery owners, as well as impressing his fellow designers and contemporaries.

    His efforts proved successful, with each engine selling for £350, galvanising Murray to create further locomotives which later inspired the great George Stephenson’s designs.

    Those locomotives also revolutionised the transportation of coal in Leeds, enabling a small and relatively lightweight engine to haul more than 20 times its own weight, powered by steam from a cast iron boiler with a single flue.

    Leeds Museums and Galleries teamed up with Dr Michael Bailey, an early railway historian and archaeologist of early locomotive technology, Dr Alice Macente from the University of Leeds School of Civil Engineering and Dr Sam Allshorn from the School of Earth and  Environment.

    The scans were carried out at Wolfson Multiphase Flow Laboratory in the School of Earth and Environment at the University of Leeds.

    Dr Bailey will now be producing a detailed historical account of the model together with an assessment of its design and components.

    Funding for the project came through the Leeds Cultural Institute’s Collections Research Fund, a collaboration between academics at the University of Leeds and Leeds Museums and Galleries.

    The full findings of the scanning and research will be featured in a future exhibit about the model.

    Once the world’s largest woollen mill, Leeds Industrial Museum is home to models and machinery paying tribute to the city’s industrial heritage as well as its many inventors and engineers.

    On October 17, the final of the interethnic student festival “Golden Autumn – 2024” took place. The culture of 22 countries and republics was represented by 24 higher and secondary specialized educational institutions of St. Petersburg. The festival of creativity and diversity of cultures, organized by the Committee on Science and Higher Education of the city government, was hosted by Peter the Great St. Petersburg Polytechnic University.

    27 years ago, “Golden Autumn” was born in the Polytechnic University, the largest university in the city in terms of the number of foreign students. This year, the festival opened its doors to talented children from Russia, China, Angola, Indonesia, Belarus, Latvia, Gabon, Tanzania, Serbia, Slovakia, Vietnam, Zimbabwe, Lebanon, Kazakhstan, Uzbekistan, Kyrgyzstan, Abkhazia, Mongolia, Moldova.

The fiery lezginka of the North Caucasus region was presented by the Drive ensemble from the St. Petersburg University of the Ministry of Foreign Affairs, and a male group of students from the Russian Customs Academy performed a Kyrgyz folk dance. Performers on the piano, clarinet, and accordion presented the musical culture of their countries in the Instrumental Music nomination. The jury highly appreciated the performance of the participant from Moldova, a student of the N. A. Rimsky-Korsakov St. Petersburg State Conservatory Lev Solomonovich.

    “Thank you to the jury for the high rating! I received a sea of pleasure and emotions on the stage of the White Hall of the Polytechnic, performing the native music of my beloved Moldova,” Lev shared.

    The best in the “Dance nomination” was recognized as the “Backshotcrew” team from the St. Petersburg State University of Architecture and Civil Engineering. The guys presented modern choreography with folk and ethnic motifs. First place in the vocal nomination, which has the largest number of participants, was taken by Artem Stoyanov, a student of the P. F. Lesgaft National State University of Physical Education, Sports and Health. His baritone and the song “How Young We Were” captivated the jury.

    “I have the most sincere words of gratitude to the organizers of “Golden Autumn” for the wonderful creative atmosphere. I am amazed by the level and scale of the festival, I am grateful for the opportunity to take part in the event, and thank you to the jury for the high rating,” said Artem.

    The Polytechnic was represented by vocalist Ilham Maulana from Indonesia, as well as a group of students from Vietnam, who received the audience award for their dance. The multinational rock group “Secret Scarlet” opened the non-competitive program of the festival.

    The winners and prize-winners of the “Golden Autumn” were presented with memorable gifts from the Committee on Science and Higher Education of the Government of St. Petersburg. These were statuettes in the form of gold, silver and bronze maple leaves and certificates for visiting cultural events. The festival finale ended with a joint performance of the song “Closing the Circle”. All participants once again proved that music is a universal language that transcends borders and national barriers, making the world brighter and kinder.

    Working together to tackle some of the issues affecting Morecambe was the focus of a meeting between councillors and officers representing town and district councils.

    The summit meeting took place at Morecambe Town Hall on Friday (October 18) between representatives of Morecambe Town Council and Lancaster City Council.

    The aim of the event was to foster collaboration, promote understanding of responsibilities, and explore ways of working together to unlock the town’s potential and capitalise on Eden Project Morecambe.

    The day began with a warm welcome and introductions, setting a collaborative tone for the day.

    Lancaster City Council provided a comprehensive presentation detailing its operations, Council Plan, successes and priorities.

    Morecambe Town Council followed suit, sharing insights into its role, priorities, achievements, and future actions aimed at enhancing community well-being.

    A series of roundtable discussions also took place on the issues affecting Morecambe and how the two councils can work together to develop joint solutions.

    Councillor Phillip Black, leader of Lancaster City Council, said: “The city council highly values the work of the district’s parish and town councils and the work they do to support the communities that we all serve.

    On 21 October, Minister for Foreign Affairs Maria Malmer Stenergard and her Nordic colleagues will be joined by Germany’s foreign minister in celebration of the 25th anniversary of the Nordic Embassies complex in Berlin. The event will highlight the growing Nordic-German cooperation and shared ambition to promote a secure and sustainable future. Guests of honour include the Crown Princess and Prince Daniel, the German President, the King and Queen of Denmark, the Presidents of Finland and Iceland and Norway’s Crown Prince and Crown Princess.

    “Germany is a close neighbour and a reliable, like-minded partner. The 25th anniversary celebration highlights the increasingly important Nordic-German cooperation and our joint efforts to promote a peaceful, secure and sustainable future. The economic, industrial and innovative strength and cultural connection shared by the Nordic countries and Germany offer numerous possibilities for cooperation.     The Nordic Embassies in Berlin

    The Nordic Embassies in Berlin were inaugurated on 20 October 1999. The complex is the only one in the world that houses the embassies of five Nordic countries. It is located in Tiergarten, where the buildings of the Swedish and Finnish legations could be found prior to their destruction during the Second World War. The overall complex was designed by architects Alfred Berger and Tiina Parkkinen, and the building that houses the Embassy of Sweden was designed by Gert Wingårdh. The Embassies have a common building, the Felleshus (Pan-Nordic Building), for exhibitions and events.

    As the world races to meet net-zero targets, emissions from all industrial sectors must be reduced more urgently than ever. Agriculture is an important area of focus as it contributes up to 22% of global greenhouse gas emissions.

    One approach to decarbonising agriculture involves integrating solar panels – or photovoltaics (PVs) – into fields of crops, greenhouses and livestock areas. Often known as agrivoltaics, this can help farmers reduce their carbon footprint while continuing to produce food.

    Agrivoltaics can also mitigate one of the main criticisms often made of solar power – that solar farms “waste” vast tracts of agricultural land that could otherwise be used for food production. In reality, solar farms currently occupy only 0.15% of the UK’s total land – not much compared to the 70% of land devoted to agriculture.

    The simplest example of an agrivoltaic system would be conventional, crystalline silicon PVs (the market-leading type of solar panels), installed in fields alongside livestock. This method of farm diversification has become increasingly popular in recent years for three main reasons.

    First, it enhances biodiversity as it means the fields are not being used for just one crop (monoculture), undergoing regular crop rotation, or being harvested for silage. Second, it increases production as livestock benefit from the shade and the healthier pasture growth.

    Finally, the solar farm has reduced maintenance costs because livestock can keep the grass short. All this is achieved while the solar panels provide locally generated, clean energy.

    However, if they’re not set up properly, agrivoltaics may still cause problems. One of the most important challenges, when used in fields where crops are grown, is balancing the need for sunlight between crops and solar panels. Crops need light to grow, and if solar panels block too much sunlight, they can negatively impact crop yields.

    This issue varies from place to place. In countries with fewer sunny days like the UK, the panels need to let more sunlight through. But in places like Spain or Italy, some shade can actually help crops by reducing the stress of intense heat during summer months. Finding the right balance is tricky, as it depends on local conditions, the type of crop, and even the needs of pollinators like bees.

    The complexity deepens when we consider the type of PV material used. Traditional solar panels aren’t always suitable because they often block the wavelengths (colours) of light needed by plants.

    This is where newer materials, like organic semiconductors and perovskites, are ideal as they can be customised to let crops get the light they need while still generating energy. Unlike traditional inorganic semiconductors, which are essentially crystals of metal and metalloid atoms, organic semiconductors are molecules mainly made of carbon and hydrogen. Perovskites, meanwhile, are like a hybrid of organic and inorganic semiconductors.

    In fact there are thousands of combinations of these materials to choose from, with scientific literature containing a plethora of options. Figuring out which one works best can be a daunting task.

    This is where computational tools can make a big difference. Instead of testing each material in real-world conditions – which would take years and be incredibly expensive – researchers can use simulations to predict their performance. These models can help identify the best materials for specific crops and climates, saving both time and resources.

    The tool

    We have developed an open-source tool that helps compare various PV materials, making it easier to identify the best options for agrivoltaics. Our tool uses geographical data and realistic simulations of how different PV materials perform.

    It considers how light travels through these materials and reflects off them, as well as other important performance measures like voltage and power output. The tool can also take lab-based measurements of PV materials and apply them to real-world scenarios.

    Using this tool, we simulated how much power different PV materials could generate per square metre over the course of a year, across various regions. And we calculated how much light passed through these materials to ensure it was enough for crops to thrive.

    By running these simulations for multiple materials, we could identify the most suitable options for specific crops and climates.

    Tools like ours could play a critical role in decarbonising the agricultural sector by guiding the design of agrivoltaic systems. Future research could combine these simulations with economic and environmental impact analyses. This would help us understand how much energy we can expect from a solar panel over its lifetime compared to the resources and costs involved in producing it.

    Ultimately, our tool could help researchers and policymakers in selecting the most efficient, cost-effective and eco-friendly ways to decarbonise agriculture and move us closer to achieving global net-zero emissions.

  • MIL-OSI Global: A new ‘race science’ network is linked to a history of eugenics that never fully left academia

    The Guardian and anti-fascist group Hope Not Hate have revealed the existence of a new network of far-right intellectuals and activists in an undercover investigation. Called the Human Diversity Foundation (HDF), this group advocates scientific racism and eugenics. Although it presents itself as having a scientific purpose, some of its figureheads have political ambitions in Germany and elsewhere.

    Research shows these kinds of groups are nothing new and are linked to eugenics groups that have been active since the second world war. Defending the scientific legitimacy of eugenics, these organisations worked to keep a discredited intellectual tradition alive.

    Although it has been debunked by decades of research evidence, eugenics once enjoyed a reputation as a credible science since it emerged in the late 19th century.

    First coined by Francis Galton, a prominent Victorian statistician and evolutionary theorist, the term eugenics refers to the study of what Galton considered favourable and unfavourable genetic patterns within the population. Galton believed that the principles of evolutionary theory could be applied to the human species and used to intervene in its genetic fitness.

    Galton and other early eugenicists advocated policies that would ensure that groups they believed held “desirable” traits, such as high intelligence, creative ability, or productivity, could reproduce in greater numbers than groups with less favourable genetics. Some even believed that “undesirable” groups should be prevented from reproducing, through forced sterilisation or abortion.

    Ruling elites used eugenics to justify brutal treatment of disabled people, ethnic minorities, colonial populations, and LGBTQ+ people.

    In the 1930s these ideas came to form the bedrock of Nazi race doctrine. Eugenics was a key component of Nazism and shaped both formal fascist ideology and how the Nazi regime treated its victims.

    Before the second world war, many researchers regarded eugenics as a legitimate science. But in the aftermath of the war came a shift in attitudes, and scientists and society came to view eugenics as scientifically false and morally objectionable.

    Instead of disappearing from academia, however, eugenics merely retreated into the
    margins. Racial research became the focus of a handful of groups intent on keeping
    the eugenics tradition alive.

    Though they operated on the fringes of academia, these groups received financial support from private donors. The most prominent of these donors was the Pioneer Fund, a charity established in 1937 to support race science and white supremacy in the US and elsewhere.

    These groups were close-knit. United by a shared sense of exclusion from the
    academic mainstream, the people involved were prolific writers and together
    generated a large body of work. They inflated their own citation counts by frequently referencing each other’s work and, in this way, established the impression of scientific rigour.

    Pseudoscientific journals

    Seeking to salvage the reputation of eugenics as a legitimate science, these groups
    tended to cluster around journals and periodicals.

    Chief among these was Mankind Quarterly, established in 1961 by a group called the International Association for the Advancement of Ethnology and Eugenics (IAAEE). Some decades later ownership of the journal was transferred to the Ulster Institute for Social Research, a eugenicist think tank founded and directed by Richard Lynn. Lynn is widely considered the intellectual figurehead of 21st-century eugenics.

    The Mankind Quarterly quickly became known as a bastion of scientific racism. It published work by notorious pseudoscientists, neo-fascists, and such controversial political figures as former British MP Enoch Powell, remembered for appealing to racial hatred in his speeches.

    Other similar journals emerged in the following decades. In France, Nouvelle École (“New School”) was established in 1967 by a white nationalist group. In Germany, Neue Anthropologie (“New Anthropology”) was first published in 1973.

    These publications were part of the same networks. Their editors received funding from the same sources, including the Pioneer Fund, they published translations of each other’s articles, and their editorial boards overlapped.

    Eugenics today

    Reported to have developed out of the Pioneer Fund and to have taken ownership of Mankind Quarterly, the HDF is the successor to earlier groups like the IAAEE and the Ulster Institute.

    Today, the eugenics movement is experiencing a period of uncertainty following the
    death of Richard Lynn in July 2023. When he died, Lynn was the director of the Pioneer Fund and the editor-in-chief of Mankind Quarterly. Organisations like HDF, led by people who have worked closely with Lynn, are trying to fill that void.

    Whether the HDF will survive public scrutiny remains to be seen. But the broader networks from which it emerged are arguably stronger than at any previous moment in post-war history, facilitated by the rise of the far right and online extremism. All of which means it has never been more important to remember the tradition’s history.

  • MIL-OSI Global: Sweden’s libraries caught in a political row about drag story hour

    Drag story hour is “nothing other than indoctrination and sexualisation of children”, claimed Sweden Democrats politician Jonathan Sager during a session of the local parliament in Kalmar, southern Sweden, in 2022. He was reacting to plans to organise a drag story hour event at the local library, where drag queens would read to children, challenging norms of gender and sexuality. He called (unsuccessfully) for the event to be cancelled.

    For someone not familiar with recent political trends in Sweden, Sager’s view may seem out of character for a country known for its tolerance and progressive approach towards sexual minorities. But just like other countries, Sweden is experiencing a backlash against drag story hour events. Public libraries have repeatedly been the target of hatred and threats from radical right actors, including politicians. Culture wars, often associated with the polarised political climate of the US, have now firmly taken root in Scandinavia.

    In the US, objections against drag queen story hour form part of a larger wave of protests against LGBTQ+ content in libraries, also manifested in attempts to have certain books banned. Although book bans are not as common in Sweden, tensions have arisen over what children read and who reads to them.

    As a result, public libraries, and especially their reading promotion activities for children, are now at the centre of polarising conflicts between the radical right and its opponents.

    Sweden is far from immune to the global growth of far-right influence. Sweden Democrats (Sverigedemokraterna or SD), became the second largest party in the national parliament following the most recent election in 2022. The current government depends on their support to function. The party has neo-nazi roots and, despite cleaning up appearances, its representatives still push overtly anti-immigration, white supremacist viewpoints.

    Like many parties of the radical right, SD promotes a conservative view on culture, gender and family, so its opposition to drag story hour is not surprising. However, there is a deeper conflict over the future of Swedish society at play here, too.

    We looked at five instances of political conflict around drag events at libraries in Sweden, finding common themes of dispute over culture and what constitutes a good society.

    ‘Defending’ our children

    In Kalmar, as well as in Trelleborg, another municipality in southern Sweden, local Sweden Democrats have (unsuccessfully) tried to block drag story hours at libraries by arguing that they were “defending” children. In Kalmar, the organiser was accused of “sexualising children”, as though there is something inherently sexual about a drag queen wearing a dress. Sager argued that material that is “gender creative, gender critical or norm critical” should not be used for events involving children.

    Historically, reading promotion activities are part of this fear of harmful influence. For instance, certain types of fiction have been portrayed as having a demoralising effect, leading to initiatives that encourage children to read “quality literature” instead. In Sweden, there is less of a debate around the content of children’s literature, so there aren’t US-style arguments about banning books. But there are heated conversations around the act of reading, especially with children.

    Reading together teaches children to support democratic values, such as by fostering empathy and understanding. Drag story hour fits well with this perspective because it promotes values of acceptance, diversity and positive self-identification. These are values that are expressions of the characteristic emphasis on equity and pluralism in Swedish cultural policy.

    But by ticking these boxes, drag story hour clashes with the politics of the radical right, making the conflict emblematic of a larger tussle over the direction of Nordic cultural policy.

    The dilemma of the safe space

    The dispute around drag story hour has also inflamed arguments about the meaning of safety in a modern society. Is the safest option to bring security into a library or does that very security compromise the library as a safe space?

    In the municipalities of Älmhult and Olofström, in southern Sweden, libraries decided against holding drag story hours because of safety concerns. They felt that bringing in guards was not an option because that would be “completely at odds” with the openness of the library. Visible security measures were seen as incompatible with being a safe space.

    In Malmö, drag story times went ahead with security guards in place. Here, a decision had been made that security measures enabled the library to be a safe space via drag story hour.

    The controversies over drag queen story telling events at public libraries in Sweden continues. Recently, a drag queen story group filed a charge against 106 people – including five SD politicians – for hate crimes. At the same time, public libraries in many parts of Sweden continue to report successful story telling arrangements in the face of opposition from the radical right.

  • MIL-OSI Global: The gas crisis is not over yet

    Policy and luck have bought Europe a reprieve from the heights gas prices reached between the winters of 2022 and 2023, but prices are climbing again and the global gas market remains precariously balanced.

    Rising tensions in the Middle East could upend it. If conflict spills into the Persian Gulf, it could disrupt shipments of liquefied natural gas (LNG) from Qatar that equal 20% of global exports.

    We believe this winter will be the final act of the gas crisis. Here’s what we should expect.

    Dangerously underprepared

    The case for Britain to rapidly phase out natural gas in heating and power generation is overwhelming. It would unburden household bills of expensive gas imports and leave the country less vulnerable to energy supply crunches, while also cutting carbon emissions. Doing so will take time: as of today, the UK relies on gas for 37% of all energy consumption.

    British households in particular are perilously exposed to gas prices. Directly, because four-fifths of households use gas for space heating. Indirectly, because in the UK, electricity prices are set by the price of gas-fired generation. After a decade of failed home insulation and energy-efficiency policies, the UK still has some of the draughtiest homes in Europe. It simply takes more energy to heat British homes, which lose heat three times faster than European neighbours.

    Since the beginning of the recent crisis, the UK government has done little to change these facts. The end of the winter fuel payment to pensioners adds fresh concern. The Energy Crisis Commission recently found that the UK remains “dangerously underprepared” for a repeat of the gas price explosion of 2022-23.

    All told, the UK cannot be oblivious to developments in the global gas market.

    A crisis in the making

    Resurgent gas demand after the lifting of COVID restrictions led to a quadrupling of UK gas prices in 2021. Following Russia’s invasion of Ukraine in February 2022, Vladimir Putin throttled pipeline gas exports to Europe.

    Europe turned to its greatest source of flexible gas supply: seaborne LNG. A price war for cargoes followed. The spending power of European economies pulled shipments away from low-income countries in Asia, such as Pakistan and Bangladesh, which caused crippling blackouts and a pivot to coal-fired generation.

    Energy bills for an average household in the UK hit £4,279 in January 2023. The government protected consumers from the very worst at a cost of £51 billion in 2022-23, but the average household lost 8% of its budget to energy costs in 2022, rising to 18% for the poorest tenth of households. Roughly 2 million households on pre-payment meters were being cut off from their energy supply at least once a month at the height of the crisis.

    Clement winters, moderate gas demand in Asia and successful measures to curb European gas demand saw UK gas prices fall from mid-2023. But they are still relatively high – at 48% above the average in the three years before Russia’s invasion of Ukraine.

    One more winter

    Could things get worse? Back in 2022, experts spoke of a “three-winter crisis” because significant new LNG export capacity (primarily in the US and Qatar) wasn’t expected until 2025. That has held true, and supply and demand in the global LNG market remains taut.

    Several disturbances could destabilise this balance. The International Energy Agency expects that over 2024, global growth in gas demand will exceed the rate of growth in new LNG supply. Attacks on commercial vessels in the Red Sea by the Houthi militia in Yemen, in response to Israel’s invasion of Gaza, have rerouted LNG shipping routes. Cargoes that would have passed through the Suez Canal must now take the longer route around the Cape of Good Hope.

    At the end of 2024, a major five-year agreement governing the transit of Russian gas through Ukraine will expire, and there is no prospect of renewal. Russian gas supplies to Europe will fall by around 5% of the EU’s total gas imports, or 65% of all gas imports into Austria, Hungary and Slovakia.

    While Europe has been saved by mild winters over the last two years, this luck could break in 2024-25 according to some forecasts. Temperature – and the demand it creates for heating – will probably decide winter gas prices in Europe.

    Geopolitical blowback

    How might the worst-case scenario of conflict in the Persian Gulf happen?

    Israel’s escalating military assaults on Hezbollah since September 17 have coincided with a 17% rise in UK gas prices. After Iran’s missile and drone strikes against Israel on October 1, European gas prices hit a new high for the year. This saw three LNG tankers destined for Asia change course mid-journey and head for Europe.

    Israel has vowed retribution for the Iranian strike. Having obliterated Gaza and decapitated Hezbollah’s leadership, and with resolute material support from the US, Israel may now see Iran as vulnerable.

    A severe response by Israel, targeting Iran’s nuclear facilities or oil infrastructure, would further up the ante. Wishing to avoid direct conflict, Iran could decide to target not Israel, but the flow of oil and gas through the Strait of Hormuz on which its western backers depend. Qatari LNG shipments through the strait account for 20% of global supply on their own.

    Any interruption would also block Iran’s oil exports, afflict Iran’s friends as much as its foes, and kill Iran’s current reconciliation with the Gulf states. It is unlikely, but one would hope that the warning signs in the global gas market would remind western decision-makers that the conflict in the Middle East can continue to blow back on them.

    In Ukraine, Under Secretary Zeya will reaffirm steadfast U.S. commitment to robust civilian security and humanitarian support, and strengthening Ukraine’s democratic resilience in the face of Russia’s continued brutal aggression.  In her engagements with government, humanitarian, and civil society leaders, she will emphasize continued partnership on anti-corruption and rule of law reforms, a strong civil society and independent media, and advancing victim- and survivor-centered justice and accountability for Ukrainians.

    In Poland, the Under Secretary will meet with vulnerable Ukrainian refugees forced to flee Russia’s war against Ukraine and with valued humanitarian partners who provide direct support to them.  She will also visit a coordination center for Ukraine-bound support.

    In the United Kingdom, Under Secretary Zeya will further U.S.-U.K. cooperation on pressing global challenges.  She will meet with senior government officials, civil society, and members of Parliament to strengthen partnerships on humanitarian cooperation and human rights, including protections for survivors of trafficking in persons and LGBTQI+ individuals.

  • MIL-OSI Security: Murder investigation launched and victim named following the death of a teenager in Islington

    A murder investigation has been launched and the victim named after a teenage boy was found with a fatal injury in Islington.

    Police were called by London Ambulance Service [LAS] at 00:12hrs on Tuesday, 22 October to reports of a possible collision at Courtauld Road.

    Officers and LAS attended and 16-year-old Deonte Mowatt-Slater was found with a serious injury.

    Medics fought to save Deonte but, despite their efforts, he sadly died at the scene.

    A murder investigation has been launched led by Detective Chief Inspector Neil John. He said: “We are in the very early stages of our investigation. At this point it is unclear exactly where Deonte was when he suffered his injury. He was found injured on Courtauld Road along with his motorcycle.

    “We are working hard to establish the sequence of events that led to this tragic loss of a young life.

    “I am keen to hear from anyone who witnessed, or has footage of, any part of this incident.

    A number of crime scenes remain in place while we continue with our enquiries, and I would like to thank local residents in advance for their patience.

    Today a family has received the worst possible news – if you have information about this incident please do the right thing and get in touch.”

    Deonte’s family have been notified and they are being supported by specialist officers.

    A post-mortem examination will be scheduled in due course.

    There have been no arrests.

  • MIL-OSI USA: NASA Reveals Prototype Telescope for Gravitational Wave Observatory

    NASA has revealed the first look at a full-scale prototype for six telescopes that will enable, in the next decade, the space-based detection of gravitational waves — ripples in space-time caused by merging black holes and other cosmic sources.

    On May 20, the full-scale Engineering Development Unit Telescope for the LISA (Laser Interferometer Space Antenna) mission, still in its shipping frame, was moved within a clean room at NASA’s Goddard Space Flight Center in Greenbelt, Maryland.

    The LISA (Laser Interferometer Space Antenna) mission is led by ESA (European Space Agency) in partnership with NASA to detect gravitational waves by using lasers to measure precise distances — down to picometers, or trillionths of a meter — between a trio of spacecraft distributed in a vast configuration larger than the Sun. Each side of the triangular array will measure nearly 1.6 million miles, or 2.5 million kilometers.

    “Twin telescopes aboard each spacecraft will both transmit and receive infrared laser beams to track their companions, and NASA is supplying all six of them to the LISA mission,” said Ryan DeRosa, a researcher at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “The prototype, called the Engineering Development Unit Telescope, will guide us as we work toward building the flight hardware.”

    The prototype LISA telescope undergoes post-delivery inspection in a darkened NASA Goddard clean room on May 20. The entire telescope is made from an amber-colored glass-ceramic that resists changes in shape over a wide temperature range, and the mirror’s surface is coated in gold.

    The Engineering Development Unit Telescope, which was manufactured and assembled by L3Harris Technologies in Rochester, New York, arrived at Goddard in May. The primary mirror is coated in gold to better reflect the infrared lasers and to reduce heat loss from a surface exposed to cold space since the telescope will operate best when close to room temperature.

    The prototype is made entirely from an amber-colored glass-ceramic called Zerodur, manufactured by Schott in Mainz, Germany.   • MIL-OSI United Kingdom: Defence Secretary oral statement on war in Ukraine – 22 October 2024

    Defence Secretary John Healey, provided an update to the House of Commons on the war in Ukraine.

    Mr Speaker, I have just returned from three days of intense defence diplomacy.

    First, at the NATO Defence Ministers meeting in Brussels where we welcomed President Zelenskyy and then, at the G7 Defence Ministers meeting in Naples where we had important updates from the battlefield, agreed this is a critical point in the conflict and stressed the need to step up and speed up support for Ukraine.

    The G7 joint declaration strongly condemned Putin’s illegal invasion and reinforced our unwavering support for Ukraine. It also rightly stated:

    “Russia’s aggression against Ukraine is posing a threat to international security, the purposes and principles of the United Nations, and the rules-based international order.”

    This is what’s at stake for us all. And if President Putin prevails in Ukraine, he will not stop at Ukraine. And if big nations redraw international boundaries by force, the sovereignty and security of all nations is undermined.

    That’s why the UK support, alongside allies, is so important. Military, economic, industrial, diplomatic.

    But I can tell the House, Mr Speaker, I have returned to the UK knowing that NATO is united for Ukraine. The G7 is united for Ukraine. Just as the UK is united for Ukraine.

    And our job now is to turn these talks into action, which is exactly what we are doing as a government. So, the Chancellor and I are today are announcing that the UK will provide an additional £2.26bn to Ukraine

    This is new money, new money which will be delivered under the Extraordinary Revenue Acceleration Loans to Ukraine scheme. That’s part of the $50 billion loan package from G7 countries to support Ukraine’s military, budget, and reconstruction needs.

    Loans, Mr Speaker, which will be repaid using the profits generated from immobilised Russian sovereign assets. Profits on frozen Russian money, supporting Ukraine’s fight against Putin. Turning the proceeds of Putin’s corrupt regime against that regime and putting it in the hands of Ukrainians.

    And Mr Speaker, I want to be clear: Today’s new money is additional to the £3bn a year of military support this Government has committed to Ukraine each year for as long as it takes.

    In addition to the £3.5bn Defence Industrial Support Treaty which I signed with Defence Minister Umerov in July, money that will be used by Ukraine to procure military equipment from British companies, boosting our British jobs and our British industry. And extra to the additional artillery, air defences, ammunition, and missiles we have announced in the first four months of this new Government.

    Ukraine is a first order priority for me as Defence Secretary, it’s a first order priority for this Government. We will continue to step up support.  We will continue to lead. We will stand with Ukraine as long as it takes.

    Mr Speaker, today is now day 973 since Putin launched his full scale, illegal invasion of Ukraine. 973 days during which Ukrainians have been fighting with great courage – civilians and military alike. And there have been important battlefield developments in recent weeks. When I last updated the House, Ukrainian forces were one month into their remarkable offensive in Kursk.

    Three months on, they continue to hold Russian territory and Ukraine’s strategic surprise has put Putin under pressure, forcing the diversion of some Russian troops and equipment.

    And despite the increase in brutal Russian counter attacks and aerial bombardments, they have so far failed to dislodge that Ukrainian incursion. And it’s not just in Kursk where Ukraine is fighting back.

    Ukrainian forces have launched long range attacks into Russian territory on military targets which are directly supporting Putin’s illegal invasion.

    In September, Ukraine used long range drones to attack four ammunition storage facilities. These strikes successfully destroyed thousands of tonnes of ammunition. 

    Both the defensive thrust into Kursk, and the strategic defensive strikes into Russia, have had an impact on the battlefield.

    Russia’s advance towards Pokrovsk in the East – Putin’s main line of effort – has been slowed. Russian losses continue to rise. Since the start of the conflict, Russia has likely suffered 675,000 casualties.

    In September, the average casualty rate each date of Russians on the battlefield of Ukraine was 1271 – a record high and two and a half times the level this time last year.

    And on equipment, Mr Speaker, they have now lost 3,400 tanks, 8,500 armoured vehicles and 26 Russian vessels in the Black Sea fleet have been destroyed or damaged.

    But despite the incredible resilience Ukrainian forces have shown, they remain under great pressure from Russian forces across multiple fronts, and Russian troops continue to advance and continue to attack Ukraine infrastructure. Targeting the important port of Odessa and striking energy infrastructure.

    So as we head into winter, Mr Speaker, Ukraine’s energy generation capacity has been reduced by up to two thirds of that of pre-war levels. Russian industry remains on a war footing. Russian artillery is outfiring Ukraine by at least 3 to 1, and Russia is also conscripting this year an additional 400,000 troops.

    Defence will now account for 32%, one third of the total government budget in Russia next year.

    And, Mr Speaker, in a concerning new development, it is now highly likely that the transfer and deployment of hundreds of combat troops from North Korea to Russia has begun. North Korean soldiers supporting Russia’s war of aggression on European soil – it is as shocking as it is desperate.

    North Korea already sends significant munitions and arms to Russia in direct violation of multiple UN resolutions. And this developing military cooperation between Russia and DPRK has serious security implications for Europe and the Indo-Pacific.

    It represents a wider growing alliance of aggression which NATO and the G7 nations must confront.

    Mr Speaker, despite this dangerous development, Ukraine remains determined to fight on their frontline in the East and holding the territory in Kursk. President Zelensky will also continue to seek support for his Victory Plan, and we want to see this Plan succeed. We stand ready to work closely with the Ukrainians and with allies to make it succeed.

    Mr Speaker, as we approach 1000 days of this war, this conflict is now at a really critical moment. And that’s why the UK continues to step up support for Ukraine.

    Ukrainians are fighting to regain their sovereign territory, but they are also fighting to protect the peace, the democracy and the security for the rest of us in Europe.

  • MIL-OSI Security: NATO continues to strengthen 30 years of scientific cooperation with Bulgaria

    On Tuesday (22 October 2024), a team from the NATO Science for Peace and Security (SPS) Programme was in Sofia to further strengthen scientific cooperation with Bulgaria.

    Representatives from the SPS Programme and Bulgarian government officials highlighted the value of three decades of cooperation – which began during Bulgaria’s partnership with NATO and has continued in the 20 years since the country joined the Alliance. Through this scientific cooperation, researchers have developed novel materials to absorb sound, modelled pollution risks in the Black Sea, created software to enhance cyber defences, and more. The NATO team highlighted that they will soon launch a new call for proposals, enabling further research and innovation.

    The Information day organised by the NATO SPS Programme is one of a number of events to mark Bulgaria’s 20th anniversary as a member of NATO. Scientists at the event were joined by members of the diplomatic community, as well as officials from Bulgaria’s Ministry of Defence, Ministry of Foreign Affairs, and Ministry of Education and Science.

  • MIL-OSI: NNIT A/S: NNIT adjusts 2024 financial outlook

    NNIT adjusts the 2024 financial outlook and now expects organic revenue growth to be around 6-7% (previously around 10%) and the Group operating profit margin to reach 6-7% before special items (previously 8-9%) on the back of unsatisfactory performance in Q3. An uplift in Q4 is expected based on improved transparency and a solid backlog for the remainder of the year following recent important contract wins.

    Based on preliminary and unaudited financial figures, NNIT generated Q3 2024 Group revenue of DKK 445 million (2023: DKK 453 million) and Group operating profit of DKK 17 million before special items (2023: DKK 26 million) corresponding to organic growth of -1.6% (2023: 11.1%) and a Group operating profit margin of 3.9% before special items (2023: 5.8%) in the quarter. For the first nine months of 2024, Group revenue was DKK 1,382 million (2023: DKK 1,290 million) with Group operating profit of DKK 73 million before special items (2023: DKK 72 million) for organic growth of 5.6% (2023: 11.3%) and a Group operating profit margin of 5.3% before special items (2023: 5.6%).

    The outlook adjustment follows an unexpected revenue decline in Region Europe and Region US in Q3, which was impacted by a moderate market slowdown resulting in projects being postponed or put on hold, combined with prolonged challenges in the data migration business. As one of several levers to accelerate profitability in the second half of 2024, NNIT recalibrated capacity in both Europe and the US in Q3, and additional adjustments are made to align internal capacity with market demand. NNIT is executing as planned on the remaining initiatives already taken to accelerate profitability, which include securing important wins in the US and Europe, leveraging the full effect of the turnaround in Asia, completing crucial internal projects and benefiting from a lower cost run-rate after relocation of offices. These key levers are contributing positively to profitability in 2024 and beyond.

  • MIL-OSI Security: Former CEO of Abercrombie & Fitch and Two Other Individuals Charged with Sex Trafficking and Interstate Prostitution

    Defendants Allegedly Arranged for Dozens of Men to Travel to New York and Hotels Around the World for Sex Events

    A 16-count indictment was unsealed today in federal court in Central Islip charging former Abercrombie & Fitch Co. (Abercrombie) Chief Executive Officer Michael Jeffries, along with Matthew Smith and James Jacobson, with sex trafficking and engaging in interstate prostitution.  The indictment alleges that between December 2008 and March 2015, Jeffries, Smith and Jacobson used a combination of force, fraud and coercion to traffic men while operating a prostitution enterprise.  All three defendants were arrested this morning. Jeffries and Smith are scheduled to make their initial appearances this afternoon in federal court in the Southern District of Florida, and Jacobson is scheduled to make his initial appearance this afternoon in federal court in St. Paul, Minnesota. They will be arraigned in the Eastern District of New York at a later date.

    Breon Peace, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, New York Field Office (FBI) and Thomas G. Donlon, Interim Commissioner, New York City Police Department (NYPD), announced the arrests and charges.

    “As alleged in the indictment, former CEO of Abercrombie Michael Jeffries, his partner Matthew Smith and their recruiter James Jacobson used their money and influence to prey on vulnerable men for their own sexual gratification,” stated United States Attorney Peace.  “Today’s arrests show that my Office and our law enforcement partners will not rest until anyone who engages in sex trafficking or interstate prostitution, regardless of their wealth or power, is brought to justice.”

    Mr. Peace expressed his thanks to the FBI Miami Field Office, West Palm Beach Resident Agency; the FBI Milwaukee Field Office, Eau Clair Resident Agency; the Barron County, Wisconsin, Sheriff’s Office; and the United States Attorney’s Offices for the Southern District of Florida and the District of Minnesota, for their assistance with the case.

    “Today’s indictment highlights the alleged abhorrent behavior of Michael Jeffries, Matthew Smith, and James Jacobson.  The defendants allegedly preyed on the hopes and dreams of their victims by exploiting, abusing, and silencing them to fulfill their own desires, with insidious secret intentions.  This case is yet another example of individuals using their wealth, power, or reputation to manipulate and control others for their personal gratification.   The FBI and our partners won’t allow these criminal acts to go unchecked, we remain committed to investigating and bringing these cases forward to prosecution,” stated FBI Assistant Director in Charge Dennehy.

    “Sex trafficking remains a pressing issue nationwide and New York City is no exception,” stated NYPD Interim Commissioner Donlon. “Through our continued partnership with the FBI and the U.S. Attorney for the Eastern District of New York, the NYPD is able to enhance our investigations and secure convictions. Importantly, our close collaboration also allows us to connect survivors of this abhorrent crime with the necessary support and services they deserve.”

    From approximately 1992 to 2014, Jeffries was the CEO of Abercrombie, a fashion clothing retailer that owned and operated retail stores around the world.  Smith was Jeffries’ life partner.  The indictment alleges that Jacobson was employed by Jeffries and Smith to recruit, interview and hire men to perform commercial sex acts for Jeffries and Smith.

    As set forth in the indictment, from approximately 2008 to 2015, Jeffries, Smith and Jacobson, together with others, operated an international sex trafficking and prostitution enterprise.  Jeffries and Smith not only relied on their financial resources and Jeffries’ power as the CEO of Abercrombie, but also on numerous others, including Jacobson and a network of employees, contractors and security professionals, to operate this venture, which was dedicated to fulfilling their sexual desires.

    As further alleged in the indictment, Jeffries and Smith paid for dozens of men to travel within the United States and internationally to various locations, including the Hamptons on Long Island, New York City and hotels in England, France, Italy, Morocco and Saint Barthélémy, for the purpose of engaging in commercial sex acts with Jeffries, Smith and others (the “Sex Events”). Jacobson allegedly traveled throughout the United States and internationally to recruit and interview men for the Sex Events.  During “tryouts” of potential candidates, Jacobson typically required that the candidates first engage in commercial sex acts with him.

    The indictment alleges that Jeffries, Smith and Jacobson used coercive, fraudulent and deceptive tactics in connection with their sex trafficking and prostitution venture. For example, among other things, Jeffries, Smith, Jacobson and others acting at their direction:

    • Employed a referral system and interview process that did not inform men of the details of the Sex Events before they attended, including the full extent and nature of the sexual activity that would be required of the men at the Sex Events;
    • Caused men to believe that attending the Sex Events could yield modeling opportunities with Abercrombie or otherwise benefit their careers;
    • Caused men to believe that not complying with requests for certain acts during the Sex Events could harm their careers;
    • Required men to relinquish their personal items, including clothing, wallets and cellular phones, and store them in an inaccessible location during the Sex Events;
    • Required men to sign non-disclosure agreements;
    • On more than one occasion when men did not or could not consent, Jeffries and Smith violated the bodily integrity of the men by subjecting them, or continuing to subject them, to invasive sexual and violent contact by body parts and other objects;
    • On more than one occasion, Jeffries and Smith directed others to inject, or personally injected, men with an erection-inducing substance for the purpose of causing the men to engage in sex acts the men were incapable or unwilling to engage in.

    Many of the victims, at least one of whom was as young as 19 years old, were financially vulnerable and aspired to become models in the fashion industry.  Some victims recruited by the defendants had previously worked at Abercrombie stores or had modeled for Abercrombie.

    If convicted of the sex trafficking charge, the defendants each face a maximum sentence of life imprisonment and a mandatory minimum sentence of 15 years’ imprisonment.  If convicted of the interstate prostitution charges, the defendants face a maximum sentence of 20 years’ imprisonment.

    The charges in the indictment are allegations, and the defendants are presumed innocent unless and until proven guilty.

    What do you do and what is most interesting about your role here at Goddard?
    I study the impact of aerosols — suspended particles from, for example, wildfire smoke, desert dust, urban pollution, and volcanic eruptions — on air quality and the Earth’s climate. I use space, air, and ground-based observations, as well as models.
    Why did you become a scientist? What is your educational background?
    I never made a deliberate choice to become a scientist. I started with very little confidence as a child and then built up my confidence by achieving things I thought I could not do. I chose the hardest fields to work on along the way. Science looked hard and so did fluid mechanics, remote sensing, and atmospheric physics. I have failed many times, but I always learn something and move on. I do get scared and maybe even paralyzed for a day or two, but I never let fear or failure immobilize me for long.
    I was born in Maryland, but my family moved to France when I was young, so I am fluent in French. I have a bachelor’s and master’s degree in mechanical engineering, and physical methods in remote sensing from the Université Pierre et Marie Curie (Paris VI, Jussieu). In 2008, I got a Ph.D. in atmospheric physics for applying satellite remote sensing to air quality at the Université des Sciences et Technologies de Lille (USTL), France.
    What are some of your career highlights?
    After my Ph.D., I worked for the Atmospheric Lidar Group at the University of Maryland, Baltimore County (UMBC), on spaceborne and ground-based lidars. In 2009, I got a NASA Post-doctoral Program (NPP) fellowship at the agency’s Ames Research Center in California’s Silicon Valley, where I worked for 13 years on space-based, aircraft-based, and ground-based atmospheric aerosol vertical distribution and aerosol typing.
    In 2022, I came to work at the Climate and Radiation Lab at Goddard.
    What is most interesting about aerosols?
    Aerosols are very topical because they have a huge impact on the air we breathe and our Earth’s climate. The smaller the aerosol, the deeper it can get into our lungs. Among other sources, aerosols can come from cars, factories, or wildfires. We all know that wildfires are becoming bigger and more frequent. They are expected to happen even more frequently in the future due to climate change. Both when I was living in California and here in Maryland, I have experienced first-hand choking from the wildfire smoke. I will always remember how apocalyptic it felt back in the summer of 2020 in California when wildfire smoke was paired with COVID confinement, and the sky turned Mars-like orange.
    Please tell us about your involvement with the Atmosphere Observing System (AOS)?
    I am incredibly lucky to be able to contribute to the next generation of NASA’s satellites. I am working on AOS, which will observe aerosols, clouds, convention, and precipitation in the Earth’s atmosphere. I am part of the team that is helping design several instruments and algorithms.
    My role is to connect this spaceborne observing system to all our other space, ground, and air-based measurements at the time of launch. We are making a mesh of observations to address the science questions, run the algorithms, and validate the spaceborne measurements. I am constantly pushed to expand my horizon and my own knowledge.
    Why do you enjoy always challenging yourself intellectually?
    I started that way. I had no confidence, so I felt that the only way I could build my confidence was to try doing things that scared me. I may sometimes be a little scared, but I am never bored.
    What did you learn from your mentors?
    A few years ago, a mentor shared a quote from André Gide with me that encapsulates what we are talking about: “You cannot discover new oceans unless you have the courage to lose sight of the shore.” In other words, it is OK, maybe preferable, to be out of my comfort zone to explore the unknown as scary as it may be.
    Along the way, it has been extremely important for me to deliberately choose mentors. To me, a good mentor has earned the respect of all who have worked with them, is uplifting, reassuring, and gives me the invaluable guidance and support that I need. I deliberately try to surround myself with the right people. I have been very, very fortunate to find incredible people to encourage me.
    As a mentor, what do you advise?
    I tell them to deliberately choose their mentors. I also tell them that it is OK to be uncomfortable. Being uncomfortable is the nature of our field. To do great things, we often need to be uncomfortable.
    Why do you enjoy working on a team?
    I love working on teams, I love to feed off the positive energy of a team whether I lead it or am part of it. In my field, teamwork with a positive energy is incredibly satisfying. Everybody feeds off everybody’s energy, we go further, are stronger, and achieve more. This may not happen often, but when it does it makes it all worth it.
    What are the happiest moments in your career?
    I am always happiest when the team publishes a paper and all our efforts, are encapsulated in that one well-wrapped and satisfying peer-reviewed paper that is then accessible to everyone online. Every paper we publish feels, to me, the same as a Ph.D. in terms of the work, pain, energy, and then, finally, satisfaction involved.
    What do you hope to achieve in your career?
    I want to have been a major contributor to the mission by the time the AOS satellites launch.
    What do you do for fun?
    I do mixed martial arts. I love the ocean, diving, and sailing. I also love going to art galleries, especially to see impressionist paintings to reconnect with my Parisian past.

    Who is your favorite author?
    I love Zweig, Kafka, Dostoyevsky, Saint-Exupéry, and Kessel. The latter two wrote a lot about aviators in the early 1900s back in the days when it was new and very dangerous. Those pilots, like Mermoz, were my heroes growing up.
    Who would you like to thank?
    I would like to thank my family for being my rock.
    What are your guiding principles?
    To paraphrase Dostoevsky, everyone is responsible to all men for all men and for everything. I have a strong sense of purpose, pride, justice, and honor. This is how I try to live my life for better or for worse.

  • MIL-OSI Security: Victim named in Farringdon murder investigation

    Met officers have named a man who died following a stabbing in Farringdon.

    Abdul-Latif Pouget, aged 20 from Camden, sadly died in hospital on the morning of 21 October after being stabbed.

    An investigation was launched after police were called to Back Hill, EC1 at 21:36hrs on Friday, 18 October, following reports of a moped colliding with a wall.

    While paramedics from the London Ambulance Service were treating Abdul-Latif, they found he also had stab injuries. He was taken to hospital but sadly died. His family are aware and being supported by specialist officers.

    Oguzcan Dereli, 26 (08.04.98) of Islington, was arrested on Sunday, 20 October and charged with murder the following day – he appeared at Highbury Corner Magistrates’ Court on Tuesday, 22 October and was remanded in custody to next appear at the Old Bailey on Thursday, 24 October.

    A top stand-up comedian highlighted the life-changing work that foster carers do in a gig in York earlier this month (13 October).

    Kiri Pritchard McLean has spoken about her own experience as a foster carer for the first time during her current show, Peacock.

    Better known nationally as the Star of 8 out of 10 Cats Does Countdown, Have I Got News For You and QI, as well as hosting Live at the Apollo and fronting the Radio 4 panel show Best Medicine, Kiri hasn’t even told the children in her care that she’s a comedian.

    Cllr Bob Webb, the council’s Executive Member for Children and Young People, said:

    It’s fantastic to see such a well-known and loved comedian like Kiri highlighting the life changing work foster carers do.

    Ministers have welcomed the decision of the States Assembly to unanimously adopt legislation to implement a Pillar 2 Income Inclusion Rule and a multinational corporate income tax from 2025, fulfilling Jersey’s commitment to enact the OECD’s global minimum tax framework for large in-scope multinational groups. 

    For accounting periods starting on or after 1 January 2025, in-scope Jersey companies and branches of multinational groups will pay an effective rate of 15% on their Jersey profits under the new Multinational Corporate Income Tax (MCIT). Jersey’s MCIT applies the OECD Model Rules and takes account of certain instances of double taxation. 

    Jersey will also impose a top-up tax on low-taxed profits outside of the Island under the OECD’s Pillar 2 Income Inclusion Rule (IIR) but will not apply the Undertaxed Profits Rule (UTPR). 

    Jersey has a long-standing corporate income tax regime and Revenue Jersey is well resourced to deal with the roll out of Pillar 2. Over 95% of Jersey companies will be unaffected by this Pillar 2 legislation and will remain within the existing Jersey income tax regime. 

    Jersey’s Minister for Treasury & Resources, Deputy Elaine Millar, said: “The Government is committed to providing an internationally competitive business environment in Jersey and is working with industry and the Jersey Financial Services Commission in a tri-partite Ministerial Working Group. One of the outcomes will be a new Pillar 2-compliant Qualifying Refundable Tax Credit (QRTC) regime. This regime will be effective in incentivising business growth and deepening business ties with Jersey. 

    “Jersey is committed to providing taxpayers with the tax certainty they need and the highest standards of customer service. We will be keeping the Pillar 2 administrative burden in Jersey as low as possible, within the boundaries of the OECD global rules.”

    Jersey’s Minister for External Relations, Deputy Ian Gorst, added: “The passing of this legislation maintains Jersey’s reputation as a forward-thinking jurisdiction that is fully aligned with international tax initiatives developed by standard-setting bodies like the OECD.     Interim report on drugs “positive to see progress on saving lives and reducing harm” – Senator O’Hara

    Senator Mal O’Hara said “I am delighted to see this interim report. With an election due within weeks, this report gives a clear direction to any incoming Government on how to move to a health led approach which will save lives and reduce harm.
    Mal continued “The work of the joint committee is to respond to the 36 recommendations made by the Citizens Assembly. The Committee held engagements with stakeholders in June, July, September, and October of 2024 which provided evidence from a broad perspective of voices and sectors of Irish society. Arising from these engagements, the Committee made 59 recommendations in its interim report. Some of which include repealing the Misuse of Drugs Act 1997, introducing a regulatory model for certain drugs and decriminalisation in relation to possession of all substances for personal use. 
    These include:
    • the stigmatisation of drug use and the shaming of drug users are a source of significant harm.
    • the Committee recommends that steps are taken to introduce a regulatory model for certain drugs. The Committee recommends this should be considered with particular reference to Spain, Malta, and Germany in the development of an Irish not for profit regulated cannabis market.
    • that Government introduce a health-led approach to the use and misuse of substances.
    • the decriminalisation of the person in relation to the possession of all substances for personal use, in line with the recommendations of the Citizens’ Assembly – this highlights that the goal of drug policy should be to reduce harm and eliminate stigma, both, in large part, caused and exacerbated by the criminalisation of people who use drugs.
    • Section 3 of the Misuse of Drugs Act 1997 be repealed, to give effect to a comprehensive health led approach.
    • the decriminalisation of possession for personal use should apply equally to all illicit drugs.
    • people should be offered all supports and health resources that are required, but that no person should be criminalised for not availing of a supportive intervention.
    • the importance of there being a strong, constructive working relationship between the community, voluntary and statutory services, and An Garda Síochána, to support the provision of compassionate and person-centred interventions where required, underpinned by a robust Memorandum of Understanding.
    • local authorities and An Garda Síochana are supported and empowered in strongly discouraging and reducing consumption in public areas. This should be done in an appropriate and sensitive way which considers the complex inter-relationship between problematic use and extreme deprivation and homelessness.

    This month we rolled out support for an additional 12 languages in Microsoft 365 Copilot:  Bulgarian, Croatian, Estonia, Greek, Indonesian, Latvian, Lithuanian, Romanian, Serbian (Latin), Slovak, Slovenian, and Vietnamese. Microsoft 365 Copilot now supports a total of 42 languages. 

    There are a few noteworthy items in this latest set of languages we’re releasing. For example, very early in October, we have already introduced support for Welsh and Catalan, and it’s also important to note that the rollout of Indonesian and Serbian, which began in mid-October, will not reach all customers until early November. And finally, users working in Serbian language will see Teams meeting transcripts in Cyrillic, rather than Latin script. This is an issue we’re working to resolve.  We will provide customers with updates on progress towards providing Teams meeting transcripts for Serbian language in Latin script on an as-appropriate basis.     The President of the Council of Ministers, Giorgia Meloni, had a telephone conversation today with the President of the Republic of Türkiye, Recep Tayyip Erdoğan. 

    The two leaders focused on the strength of bilateral relations, underlining the importance of continuing to work to further consolidate the steadily growing trend in trade. In this regard, President Meloni invited President Erdoğan to visit Italy in the first half of 2025 for a new session of the Italy- Türkiye intergovernmental summit.

    Their discussion also centred around the dramatic situation in the Middle East. Reaffirming Israel’s right to defend itself, the President of the Council of Ministers stressed the need to increase humanitarian aid to the civilian populations affected. The telephone conversation also highlighted the common commitment to call for a ceasefire in Gaza and in Lebanon. With regard to the latter, President Meloni underscored the crucial role played by UNIFIL and the need for the safety of this mission to be guaranteed at all times.

    At the end of their conversation, the two leaders also discussed the situation of Syrian refugees in the region and how to keep supporting Ukraine’s efforts for a just and lasting peace.

    The following press statement is issued by the RAIB about its investigation into the collision of two passenger trains at Talerddig, Powys, Wales

    At around 19:26 on the evening of 21 October 2024, the 18:31 Transport for Wales passenger service from Shrewsbury to Aberystwyth collided with another train on Network Rail’s Cambrian line, approximately 800 metres west of the passing loop located at Talerddig, Powys. Initial evidence suggests that collision occurred at a speed of approximately 24 km/h (15 mph). The second train involved was the 19:09 Machynlleth to Shrewsbury passenger service, also operated by Transport for Wales.

    One passenger tragically died and four other people were seriously injured. Eleven more people sustained injuries which required hospital treatment.

    RAIB was notified of the accident at 19:45 on the night of the accident and immediately dispatched a team of inspectors to examine the site and collect evidence.

    Additional RAIB staff and specialist equipment have arrived at the site of the accident throughout today and we continue to work in conjunction with the British Transport Police, the Office of Rail and Road and the railway companies involved to secure the necessary evidence to support our independent safety investigation. This will include examining the condition of the train and downloading its ‘black box’ data recorder, inspecting the track, analysing data from railway signalling and radio systems, and interviewing witnesses.

    The railway approaching Talerddig from each direction consists of a single track. To allow trains to pass each other a track loop is provided. These loops have points at each end and allow trains to enter a short length of track which lies alongside the single line.

    RAIB’s initial inspection of the track on approach to the point of collision found evidence that wheel/rail adhesion was relatively low, suggesting that the train may have entered into wheel slide when braking. This will be an area of ongoing investigation.

    Our investigation is in its very early stages and an additional update will be available in the coming days once RAIB has gathered and analysed further evidence.

    Grandoreiro is a well-known Brazilian banking trojan — part of the Tetrade umbrella — that enables threat actors to perform fraudulent banking operations by using the victim’s computer to bypass the security measures of banking institutions. It’s been active since at least 2016 and is now one of the most widespread banking trojans globally.

    INTERPOL and law enforcement agencies across the globe are fighting against Grandoreiro, and Kaspersky is cooperating with them, sharing TTPs and IoCs. However, despite the disruption of some local operators of this trojan in 2021 and 2024, and the arrest of gang members in Spain, Brazil, and Argentina, they’re still active. We now know for sure that only part of this gang was arrested: the remaining operators behind Grandoreiro continue attacking users all over the world, further developing new malware and establishing new infrastructure.

    Every year we observe new Grandoreiro campaigns targeting financial entities, using new tricks in samples with low detection rates by security solutions. The group has evolved over the years, expanding the number of targets in every new campaign we tracked. In 2023, the banking trojan targeted 900 banks in 40 countries — in 2024, the newest versions of the trojan targeted 1,700 banks and 276 crypto wallets in 45 countries and territories, located on all continents of the world. Asia and Africa have finally joined the list of its targets, making it a truly global financial threat. In Spain alone, Grandoreiro has been responsible for fraudulent activities amounting to 3.5 million euros in profits, according to conservative estimates — several failed attempts could have yielded beyond 110 million euros for the criminal organization.

    In this article, we will detail how Grandoreiro operates, its evolution over time, and the new tricks adopted by the malware, such as the usage of 3 DGAs (domain generation algorithm) in its C2 communications, the adoption of ciphertext stealing encryption (CTS), and mouse behavior tracking, aiming to bypass anti-fraud solutions. This evolution culminates with the appearance of lighter, local versions, now focused on Mexico, positioning the group as a challenge for the financial sector, law enforcement agencies and security solutions worldwide.

    Grandoreiro: One malware, many operators, fragmented versions

    Grandoreiro is a banking trojan of Brazilian origin that has been active since at least 2016. Grandoreiro is written in the Delphi programming language, and there are many versions, indicating that different operators are involved in developing the malware.

    Since 2016, we have seen the threat actors behind Grandoreiro operations regularly improving their techniques to stay unmonitored and active for a longer time. In 2020, Grandoreiro started to expand its attacks in Latin America and later in Europe with great success, focusing its efforts on evading detection using modular installers.

    Grandoreiro generally operates as Malware-as-a-Service, although it’s slightly different from other banking trojan families. You won’t find an announcement on underground forums selling the Grandoreiro package — it seems that access to the source-code or builders of the trojan is very limited, only for trusted partners.

    After the arrests of some operators, Grandoreiro split its codebase into lighter versions, with fewer targets. These fragmented versions of the trojan are a reaction to the recent law enforcement operations. This discovery is supported by the existence of two distinct codebases in simultaneous campaigns: newer samples featuring updated code, and older samples which rely on the legacy codebase, now targeting only users in Mexico — customers of around 30 banks.

    2022 and 2023 campaigns

    Grandoreiro campaigns commonly start with a phishing email written in the target country language. For example, the emails distributed in most of Latin America are in Spanish. However, we also saw the use of Google Ads (malvertising) in some Grandoreiro campaigns to drive users to download the initial stage of infection.

    Phishing emails use different lures to make the victim interact with the message and download the malware. Some messages refer to a pending phone bill, others mimic a tax notification, and son. In early 2022 campaigns, the malicious email included an attached PDF. As soon as the PDF is opened, the victim is prompted with a blurred image except for a part containing “Visualizar Documento” (“View Document” in Spanish). When the victim clicks the button, they are redirected to a malicious web page which prompts them to download a ZIP file. Since May 2022, Grandoreiro campaigns include a malicious link inside the email body that redirects the victim to a website that then downloads a malicious ZIP archive on the victim’s machine. These ZIP archives commonly contain two files: a legitimate file and a Grandoreiro loader, which is responsible for downloading, extracting and executing the final Grandoreiro payload.

    The Grandoreiro loader is delivered in the form of a Windows Installer (MSI) file that extracts a dynamic link library (DLL) file and executes a function embedded in the DLL. The function will do nothing if the system language is English, but otherwise the final payload is downloaded. Most likely, this means that the analyzed versions didn’t target English-speaking countries. There have also been other cases where a VBS file is used instead of the DLL to execute the final payload.

    As for the malware itself, in August 2022 campaigns, the final payload was an incredibly big 414 MB portable executable file disguised with a PNG extension (which is later renamed to EXE dynamically by the loader). It masked itself as an ASUS driver using the ASUS icon and was signed with an “ASUSTEK DRIVER ASSISTANTE” digital certificate.

    In 2023 campaigns, Grandoreiro used samples with rather low detection rates. Initially, we identified three samples related to these campaigns, compiled in June 2023. All of them were portable executables, 390 MB big, with the original name “ATISSDDRIVER.EXE” and internal name “ATIECLXX.EXE”. The main purpose of these samples is to monitor the victims’ visits to financial institution websites and steal their credentials. The malware also allows threat actors to remotely control the victim machines and perform fraudulent transactions within them.

    In the campaign involving the discussed samples, the malware tries to impersonate an AMD External Data SSD driver and is signed with an “Advice informations” digital certificate in order to appear legitimate and evade detection.

    In both cases, the malware is an executable that registers itself to be launched with Windows. However, it is worth noting that in the majority of Grandoreiro attacks, a DLL sideloading technique is employed, using legitimate binaries that are digitally signed to run the malware.

    The considerable size of the executables can be explained by the fact that Grandoreiro utilizes a binary padding technique to inflate the size of the malicious files as a way to evade sandboxes. To achieve this, the attackers add multiple BMP images to the resource section of the binary. In the example below, the sample included several big images. The sizes of the highlighted images are around 83.1 MB, 78.8 MB, 75.7 and 37.6 MB. However, there are more of them in the binary, and together all the images add ~376 MB to the file.

    In both 2022 and 2023 campaigns, Grandoreiro used a well-known XOR-based string encryption algorithm that is shared with other Brazilian malware families. The difference is the encryption key. For Grandoreiro, some magic values were the following:

    The various checks and validations aimed at avoiding detection and complicating malware analysis were also changed in the 2022 and 2023 versions. In contrast with the older Grandoreiro campaigns, we found that some of the tasks that were previously executed by the final payload are now implemented in the first stage loader. These tasks include security checks, anti-debugging techniques, and more. This represents a significant change from previous campaigns.

    One of these tasks is the use of the geolocation service http://ip-api.com/json to gather the target’s IP address location data. In a campaign reported in May 2023 by Trustwave, this task is performed by a JScript code embedded in an MSI installer before the delivery of the final payload.

    There are numerous other checks that have been transferred into the loader, although some of them are still present in the banking trojan itself. Grandoreiro gathers host information such as operating system version, hostname, display monitor information, keyboard layout, current time and date, time zone, default language and mouse type. Then the malware retrieves the computer name and compares it against the following strings that correspond to known sandboxes:

    • DESTOP2457;
    • JOHN-PC.

    It also collects the username and verifies if it matches with the “John” or “WORK” strings. If any of these validations match, the malware stops its execution.

    Grandoreiro includes detection of tools commonly used by security analysts, such as regmon.exe, procmon.exe, Wireshark, and so on. The process list varies across the malware versions, and it was significantly expanded in 2024, so we’ll share the full list later in this post. The malware takes a snapshot of currently executing processes in the system using the CreateToolhelp32Snapshot() Windows API and goes through the process list using Process32FirstW() and Process32NextW(). If any of the analysis tools exists in the system, the malware execution is terminated.

    Grandoreiro also checks the directory in which it is being executed. If the execution paths are D:programming or D:script, it terminates itself.

    Another anti-debugging technique implemented in the trojan involves checking for the presence of a virtual environment by reading data from the I/O Port “0x5658h” (VX) and looking for the VMWare magic number 0x564D5868. The malware also uses the IsDebuggerPresent() function to determine whether the current process is being executed in the context of a debugger.

    Last but not least, Grandoreiro searches for anti-malware solutions such as AVAST, Bitdefender, Nod32, Kaspersky, McAfee, Windows Defender, Sophos, Virus Free, Adaware, Symantec, Tencent, Avira, ActiveScan and CrowdStrike. It also looks for banking security software, such as Topaz OFD and Trusteer.

    In terms of the core functionality, some Grandoreiro samples check whether the following programs are installed:

    • CHROME.EXE;
    • MSEDGE.EXE;
    • FIREFOX.EXE;
    • IEXPLORE.EXE;
    • OUTLOOK.EXE;
    • OPERA.EXE;
    • BRAVE.EXE;
    • CHROMIUM.EXE;
    • AVASTBROWSER.EXE;
    • VeraCrypt;
    • Nortonvpn;
    • Adobe;
    • OneDrive;
    • Dropbox.

    If any of these is present on the system, the malware stores their names to further monitor user activity in them.

    Grandoreiro also checks for crypto wallets installed on the infected machine. The malware includes a clipboard replacer for crypto wallets, monitoring the user’s clipboard activity and replacing the clipboard data with the threat actor keys.

    2024 campaigns

    During a certain period of time in February 2024, a few days after the announcement of the arrest of some of the gang’s operators in Brazil, we observed a significant increase in emails detected by spam traps. There was a notable prevalence of Grandoreiro-themed messages masquerading as Mexican CFDI communications. Mexican CFDI, short for “Comprobante Fiscal Digital por Internet” is an electronic invoicing system administered by the Mexican Tax Authority (SAT — Servicio de Administración Tributaria). It facilitates the creation, transmission, and storage of digital tax documents, mandatory for businesses in Mexico to record transactions for tax purposes.

    In our investigation, we have acquired 48 samples associated not only with this instance but also with various other campaigns.

    Notably, this new campaign added a new sandbox detection mechanism, namely a CAPTCHA before the execution of the main payload, as a way to avoid the automatic analysis used by some companies:

    It is worth noting that in the 2024 Grandoreiro campaigns, the new sandbox evasion code has been implemented in the downloader. Although the main sample still has anti-sandbox functionality too, if a sandbox is detected, it is simply not downloaded. Besides that, the new version also added detection of many tools to its arsenal, aiming to avoid analysis. Here is whole list of analysis tools detected by the newest versions:

    These are some RAT features that we found in this version:

    • Auto-update feature allows newer versions of the malware to be deployed to the victim’s machine;
    • Sandbox/AV detection, still present in the main module, which includes more tools than previous versions;
    • Keylogger feature;
    • Ability to select country for listing victims;
    • Banking security solutions detection;
    • Checking geolocation information to ensure it runs in the target country;

    In terms of static analysis protection, in 2024 versions, Grandoreiro has implemented enhanced encryption measures. Departing from its previous reliance on commonly shared encryption algorithms found in other malware, Grandoreiro has now adopted a multi-layered encryption approach. The decryption process in the newer versions is the following. Initially, the string undergoes deobfuscation through a simple replacement algorithm. Following this, Grandoreiro employs the encryption algorithm based on XOR and conditional subtraction typically utilized by Brazilian malware; however, it differs from them by incorporating a lengthy, 140759-byte string instead of smaller magic strings we saw in 2022 and 2023 samples. Subsequently, the decrypted string undergoes base64 decoding before being subjected to decryption via the AES-256 algorithm. Notably, the AES key and IV are encrypted within Grandoreiro’s code. Upon completion of all these steps, the decrypted string is successfully recovered.

    In newer samples, Grandoreiro upgraded yet again the encryption algorithm using AES with CTS, or Ciphertext Stealing, a specialized encryption mode used when the plaintext is not a multiple of the block size, which in this case is the 128-bit (16-byte) block size used by AES. Unlike more common padding schemes, such as PKCS#7, where the final block is padded with extra bytes to ensure it fits a full block, CTS operates without padding. Instead, it manipulates the final partial block of data by encrypting the last full block and XORing its output with the partial block. This allows encryption of any arbitrary-length input without adding extra padding bytes, preserving the original size of the data.

    In the case of Grandoreiro, the malware’s encryption routine does not add standard padding to incomplete blocks of data. Their main goal is to complicate analysis: it takes time to figure out that CTS was used, and then more time to implement decryption in this mode, which makes the extraction and obfuscation of strings more complicated. This marks the first time this particular method has been observed in a malware sample.

    As the threat actors continue to evolve their techniques, changing the encryption in every iteration of the malware, the use of CTS in malware may signal a shift toward more advanced encryption practices.

    Local versions: old meets new

    In a recent campaign, our analysis has revealed the existence of an older variant of the malware that utilizes legacy encryption keys, outdated algorithms, and a simplified structure, but which runs in parallel to the campaign using the new code. This variant targets fewer banks — about 30 financial institutions, mainly from Mexico. This analysis clearly indicates that another developer, likely with access to older source code, is conducting new campaigns using the legacy version of the malware.

    How they steal your money

    Operators behind Grandoreiro are equipped with a wide variety of remote commands, including an option to lock the user screen and present a custom image (overlay) to ask the victim for extra information. These are usually OTPs (one-time passwords), transaction passwords or tokens received by SMS, sent by financial institutions.

    A new tactic that we have discovered in the most recent versions found in July 2024 and later suggests that the malware is capturing user input patterns, particularly mouse movements, to bypass machine learning-based security systems. Two specific strings found in the malware — “GRAVAR_POR_5S_VELOCIDADE_MOUSE_CLIENTE_MEDIA” (“Record for 5 seconds the client’s average mouse speed”) and “Medição iniciada, aguarde 5 segundos!” (“Measurement started, please wait 5 seconds!”) — indicate that Grandoreiro is monitoring and recording the user’s mouse activity over a short period. This behavior appears to be an attempt to mimic legitimate user interactions in order to evade detection by anti-fraud systems and security solutions that rely on behavioral analytics. Modern cybersecurity tools, especially those powered by machine learning algorithms, analyze user’s behavior to distinguish between human users and bots or automated malware scripts. By capturing and possibly replaying these natural mouse movement patterns, Grandoreiro could trick these systems into identifying the activity as legitimate, thus bypassing certain security controls.

    This discovery highlights the continuous evolution of malware like Grandoreiro, where attackers are increasingly incorporating tactics designed to counter modern security solutions that rely on behavioral biometrics and machine learning.

    To perform the cash-out in the victim’s account, Grandoreiro operators’ options are to transfer money to the account of local money mules, using transfer apps, buy cryptocurrency or gift cards, or even going to an ATM. Usually, they search for money mules in Telegram channels, paying $200 to $500 USD per day:

    Infrastructure

    The newest Grandoreiro version uses 3 Domain Generation Algorithms (DGAs), generating valid domains for command and control (C2) communications. The algorithm uses the current daytime to select strings of predefined lists and concatenates them with a magic key to create the final domain.

    By dynamically generating unique domain names based on various input data, the algorithm complicates traditional domain-based blocking strategies. This adaptability allows the malicious actors to maintain persistent command-and-control communications, even when specific domains are identified and blacklisted, requiring security solutions to base their protection not on a fixed list of domains, but on an algorithm for generating them.

    Since early 2022, Grandoreiro leverages a known Delphi component shared among different malware families named RealThinClient SDK to remotely access victim machines and perform fraudulent actions. This SDK is a flexible and modular framework for building reliable and scalable Windows HTTP/HTTPS applications with Delphi. By using RealThinClient SDK, the program can handle thousands of active connections in an efficient multithreaded manner.

    Grandoreiro’s Operator is the tool that allows the cybercriminal to remotely access and control the victim’s machine. It’s a Delphi-based software that lists its victims whenever they start browsing a targeted financial institution website.

    Once the cybercriminal chooses a victim to operate on, they will be presented with the following screen, seen in the image below, which allows many commands to be executed and visualizes the victim’s desktop.

    Cloud VPS

    One overlooked feature of the Grandoreiro malware is what is called “Cloud VPS” by the attackers — it allows cybercriminals to set up a gateway computer between the victim’s machine and the malware operator, thus hiding the cybercriminal’s real IP address.

    This is also used by them to make investigation harder, as the first thing noted is the gateway’s IP address. When requesting a seizure, an investigator just finds the gateway module. Meanwhile, the criminal has already set up a new gateway somewhere else and new victims connect to the new one through its DGA.

    The Grandoreiro banking trojan is primed to steal the credentials accounts for 1,700 financial institutions, located in 45 countries and territories. After decrypting the strings of the malware, we can see the targeted banks listed separated by countries/territories. This doesn’t mean that Grandoreiro will target a specific bank from the list; it means it is ready to steal credentials and act, if there is a local partner or money mule who can operationalize and complete the action. The banks targeted by Grandoreiro are located in Algeria, Angola, Antigua and Barbuda, Argentina, Australia, Bahamas, Barbados, Belgium, Belize, Brazil, Canada, Cayman Islands, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, Ethiopia, France, Ghana, Haiti, Honduras, India, Ivory Coast, Kenya, Malta, Mexico, Mozambique, New Zealand, Nigeria, Panama, Paraguay, Peru, Philippines, Poland, Portugal, South Africa, Spain, Switzerland, Tanzania, Uganda, United Kingdom, Uruguay, USA, and Venezuela. It’s important to note that the list of targeted banks and institutions tend to slightly change from one version to another.

    From January to October 2024, our solutions blocked more than 150,000 infections impacting more than 30,000 users worldwide, a clear sign the group is still very active. According to our telemetry, the countries most affected by Grandoreiro infections are Mexico, Brazil, Spain, and Argentina, among many others.

    Conclusion

    We understand how difficult it is to eradicate a malware family, but it is possible to impede their operation with the cooperation of law enforcement agencies and the private sector — modern financial cybercrime can and must be fought.

    Brazilian banking trojans are already an international threat; they’re filling the gaps left by Eastern European gangs who have migrated into ransomware. We know that in some countries, internet banking is declining on desktops, forcing Grandoreiro to target companies and government entities who are still using operating in that way.

    The threat actors behind the Grandoreiro banking malware are continuously evolving their tactics and malware to successfully carry out attacks against their targets and evade security solutions. Kaspersky continues to cooperate with INTERPOL and other agencies around the world to fight the Grandoreiro threat among internet banking users.
