    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.

While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.

    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

    In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.
    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center manages the telescope and mission operations. Lockheed Martin Space, based in Denver, Colorado, also supports mission operations at Goddard. The Space Telescope Science Institute in Baltimore, Maryland, which is operated by the Association of Universities for Research in Astronomy, conducts Hubble science operations for NASA.
    The Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, built and operates the New Horizons spacecraft and manages the mission for NASA’s Science Mission Directorate. Southwest Research Institute, based in San Antonio and Boulder, Colorado, directs the mission via Principal Investigator Alan Stern and leads the science team, payload operations and encounter science planning. New Horizons is part of NASA’s New Frontiers program, managed by NASA’s Marshall Space Flight Center.

    Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

    Already at the beginning of his speech in the Sejm, Prime Minister Donald Tusk recalled that the victory of the dinner on October 15 was in fact a success for the Polish nation.

    This applause, for which I am very grateful, is addressed to the millions of Polish women and men who, a year ago, on October 15, made a decision of historical significance

    – noted the Prime Minister. The last parliamentary elections, in which a record turnout was achieved, were an exceptional event in the history of Polish democracy.

    As someone who was lucky enough to be in the shipyard in 1980, I can confirm that something equally important, equally sacred happened on October 15 – the nation united, spoke out and removed the evil government.

    Our decisions are aimed at effective protection of the border, but also, as stated in the government strategy, zero deaths on the border – both on the side of migrants and, above all, on the side of Polish soldiers.

    – Donald Tusk emphasized. The Prime Minister corrected the words of President Andrzej Duda, according to whom, as a result of the introduction of the new migration strategy, Belarusian oppositionists will have a problem obtaining asylum in Poland.

    There has not been a single case of a Belarusian oppositionist trying to illegally cross the Polish-Belarusian border in groups organized by Lukashenka.

    – said the Prime Minister. He explained once again that the migration strategy for 2025-2028, “Regaining Control, Ensuring Security,” adopted by the government on Tuesday is not about suspending human rights, but about introducing a temporary and territorial suspension of the right to asylum, i.e. not accepting asylum applications from people brought to the border by the Belarusian authorities.

    Poland and Poles on the side of human rights

    Modern regimes exploit human rights to wage hybrid warfare.

    The sacred right to political asylum for a persecuted refugee has been transformed into a tool cynically used by Putin, Lukashenko and human smugglers.

  • MIL-OSI Global: Canada’s medical cannabis system changed but didn’t disappear after recreational legalization

    When Canada legalized recreational cannabis use on Oct. 17, 2018, there were concerns about the potential impacts. Would it trigger greater cannabis use, boost economic growth or otherwise affect the country’s health, safety and finances?

    Patients already using cannabis legally for medical purposes were especially concerned. They worried that recreational legalization might prompt physicians to stop authorizing cannabis treatments. Or that cannabis producers would abandon the small medical market to pursue the larger recreational one.

    After recreational legalization, the medical cannabis system did see declines. Between June 2018 and December 2022, the number of registered patients fell 32 per cent, while product sales fell 29 per cent. Some people thought the medical cannabis system had failed or become obsolete.

    As someone who studies the business aspects of cannabis legalization, I wondered about these issues, too. It wasn’t clear how patients, producers or health-care providers would react to recreational legalization. Legal medical use itself had only become accessible a few years earlier.

    Accessing medical cannabis

    Canada began allowing medical use of cannabis in 1999. But it remained difficult to get until regulations changed during 2014-15.

    The new rules allowed any physician to authorize patients to use cannabis. Those patients could then register to buy products online from licensed cannabis producers. Online orders could not exceed a 30-day supply.

    (Instead of buying cannabis products, some patients grew their own plants instead. My research hasn’t examined that.)

    Under this new procedure, the number of patients registering to buy cannabis soared. They grew from 7,914 in June 2014 to 330,344 in June 2018, nearly one per cent of Canada’s population.

    However, registration levels differed greatly between provinces. In June 2018, registrations represented almost three per cent of Alberta’s population, versus only 0.1 per cent of Québec’s.

    Interestingly, less than half of registrants bought medical cannabis in any given month. Perhaps they simply didn’t need the full dose. Or maybe they found it too expensive, inconvenient or ineffective.

    June 2018 was also when the federal government passed its new cannabis legislation. The law took effect in October 2018, when recreational sales of dried cannabis and cannabis oils began. After initial product shortages were overcome, recreational cannabis sales grew rapidly as more stores opened, even during the COVID-19 pandemic. Consumer choice expanded in December 2019 when edibles and vapes became available.

    This is where my new study came in. I analyzed government data on patients’ use of Canada’s medical cannabis system between 2017 and 2022. This included how many patients registered, how often they placed orders, and how much cannabis they bought.

    Evolving system usage

    I found that as soon as parliament passed the new cannabis law, medical registrations began slowing down, despite recreational legalization still being four months away.

    But the response differed noticeably between provinces. For example, registrations kept growing steadily in Québec but plummeted rapidly in Alberta. Other provinces were in between.

    My data doesn’t say why those changes occurred. Perhaps Alberta, with its copious cannabis clinics, had many patients only mildly interested in using cannabis medically. Conversely, maybe Québec was still catching up with other provinces on medical use.

    When recreational sales started in October 2018, patient registrations seemed unaffected. Their average purchase sizes didn’t change either. But they bought medical cannabis slightly less often.

    This might have been due to retail convenience. At that time, medical producers and recreational stores were selling similar products: dried cannabis and cannabis oils. So, perhaps some patients started topping up their supplies occasionally at recreational stores but saw no reason to leave the online medical system completely.

    When edibles and other processed products began selling in December 2019, registrations dropped further. But the patients who remained bought medical cannabis slightly more often and in increasingly larger quantities.

    Product selections might explain this patient split. Perhaps producers with good edible products retained their customers and received larger orders from them. Conversely, maybe medical producers offering few edibles lost their patients to the recreational shops and their vast product assortments.

    In summary, Canada’s medical cannabis system experienced big changes after recreational legalization. But it didn’t disappear.

    Will other countries see similar outcomes if they allow recreational cannabis?

    A changing world

    In Europe, for example, The Netherlands is experimenting with recreational sales. Meanwhile, Germany has legalized recreational use but not retail sales. Will those countries experience medical cannabis changes like Canada did?

    Conversely, some countries barely tolerate even medical use. It is very difficult to legally obtain medical cannabis in the United Kingdom, for example, much like in Canada 20 years ago. And France has only conducted a few medical cannabis trials.

    Other countries, like Australia and New Zealand, are somewhere in between. They’re seeing rapid growth in legal medical use and illegal recreational use, but haven’t legalized recreationally. That’s roughly where Canada was 10 years ago.

    Will Canada’s medical and recreational cannabis experiences make these other countries more interested in legalization, or less? Either way, I hope they can learn from our experiences as they chart their own cannabis paths.

    UK government accelerates “skills passport” and with Scottish Government strikes deal for Great British Energy to work with Scottish public bodies.

    The UK Government will take decisive action to help make available billions of pounds in funding across the UK including for Scotland’s clean energy industry, the Energy Secretary has pledged ahead of a visit to Aberdeen.  

    The Energy Secretary will visit Aberdeen with Great British Energy Chair Juergen Maier for the first time since the city was announced as the headquarters for the UK’s new publicly-owned energy company. 

    Following the visit, the UK Government is set to sign a new agreement with the Scottish Government today (Thursday 17 October) to boost Great British Energy’s ambitions to support clean energy supply chains and infrastructure.  

    By developing partnerships with Scottish public bodies in the clean energy sector – including Crown Estate Scotland, the Enterprise Agencies and the Scottish National Investment Bank – Great British Energy can deliver quickly and effectively, avoid duplication, and deliver maximum impact and value for money from Scottish projects. 

    Scotland has a strong pipeline of opportunities and is at the forefront of floating offshore wind development, and Great British Energy is in prime position to help accelerate this work by harnessing expertise in project development, investment and work with local communities. 

    Great British Energy has £8.3 billion of funding over this Parliament, and work is underway with the energy industry in Scotland to use this for public investment to create new private sector jobs and drive projects in Scotland.  

    Energy Secretary Ed Miliband said:  

    Scottish energy workers will power the United Kingdom’s clean energy future- including in carbon capture and storage, in hydrogen, in wind, and with oil and gas for decades to come as part of a fair transition in the North Sea.  

    Unlike in the past we’re also working closely with the Scottish Government with a new agreement to ensure our publicly owned company Great British Energy is primed to accelerate clean energy investment in Scotland.

    This follows the announcement in the summer of a partnership between Great British Energy and The Crown Estate, covering England, Wales and Northern Ireland, which could support the leveraging of up to £30-60 billion of private investment. 

    Ahead of the visit, the UK Government has also confirmed that oil and gas workers will be supported to move more easily into careers in the renewable sector, including offshore wind, as the UK government accelerates delivery of a ‘skills passport’.  

    The passport is an industry led initiative overseen by RenewableUK and Offshore Energies UK and supported by the UK and Scottish Governments which will align standards, recognise transferable skills and qualifications and map out career pathways for suitable roles. A digital tool for workers is set to be piloted by January 2025.   

    The UK Government’s Office for Clean Energy Jobs is working closely with Skills England to support other British workers on the energy transition, which by 2030 could create hundreds of thousands of new jobs across the UK.  

    Many of the skills required for the transition already exist, with research from Offshore Energies UK showing that 90% of oil and gas workers have transferable skills for offshore renewable jobs.  

    Acting Cabinet Secretary for Net Zero and Energy Gillian Martin said:  

    I welcome this collaborative agreement committing Great British Energy to work with our public bodies to maximise investment into Scotland.  Scotland already has a strong pipeline of clean energy and supply chain opportunities, is at the forefront of floating offshore wind development, and has a depth of knowledge and experience on community & local energy. We look forward to working with Great British Energy to ensure it delivers real benefits for the people of Scotland and a just energy transition.  

    To make sure that no offshore energy workers are left behind, the Scottish Government provided initial funding of £3.7 million between 2022 – 2024 for the development of the industry-led Skills Passport.

    The UK government will support our world class, world leading offshore workforce with the recognition they deserve and support the transition to renewable jobs in the future.  

    This is an area the UK Government and Scottish Government can and should work in partnership to deliver for Scotland and harness the potential we have to truly lead the world in renewables jobs. That’s why we have set out to reset the relationship between Scotland’s two governments to deliver better outcomes for Scots.  

    It should be easier to switch between oil and gas and renewables work offshore. The present situation, where training in one industry isn’t recognised in the other, cuts off opportunities for oil and gas workers. The fact some workers are paying out of their own pockets is scandalous. 

    We need to cut that red tape and deliver a skills passport that allows offshore workers to move flexibly back and forth between both industries in the years and decades to come.

Liz is a highly experienced public sector leader and will help to deliver the UK Government’s plans for a phased, responsible and prosperous energy transition in the North Sea.

    A study published in the BMJ looks at metformin use and the risks of birth defects in offspring. 

    Dr Channa Jayasena, Consultant & Head of Andrology, Imperial College London, said:

    “Metformin is one of the most important drugs in the world, by providing an affordable and effective way to lower sugar levels in millions of patients with type 2 diabetes around the world. A previous study suggested that men taking metformin might be at increased risk of fathering children with birth defects, but I always urge caution with such studies because they can scare people away from medications that they need, because of a potential but unproven risk. 

    “The current study studied more than 3 million pregnancies, making it very large by current standards. Importantly, they found no increase in birth defects when men took metformin. This allows us to reassure men taking the drug that there is no consistent evidence suggesting that their children will be at increased risk of birth defects.”

     

    Prof Allan Pacey, Professor of Andrology at the University of Manchester, said:

    “This is a useful study that provides further clarity on the relationship between metformin use to control type 2 diabetes in fathers and birth defects in their sons. This has been of interest since the publication of a paper in 2022 by researchers using data from Denmark in which suggested there might be a link.

    “By using data from two different populations in Norway and Taiwan, the new paper has taken the analysis one step further and have concluded that no real link exists between a father’s metformin use and any birth defects in his sons. The makes sense because there was never any plausible biological mechanism which might have led us to this conclusion.

    “I think the reasons that this new paper finds no link, compared to the 2022 paper which did, is simply down to data quality. Both analyses were very well conducted, but in this paper using data from Norway and Taiwan, the authors were able to take into account many more confounding factors. This highlights the need for ongoing caution in the interpretation of observational studies like this and why they should always be repeated in many different populations before a firm conclusion is drawn.

    “At the time that the original Danish study was published in 2022, many of us expressed caution about how the findings might be interpreted and encouraged men who take Metformin to control their diabetes to continue doing so, or at least discuss it with their doctor. I hope that this new study provides further reassurance that Metformin is a safe drug that can be used for the control of type 2 diabetes in men who wish to become fathers.”

    WISCONSIN – Today, U.S. Senator Tammy Baldwin (D-WI) announced $12.5 million in Bipartisan Infrastructure Law funding to boost roadway safety, reconstruct rest areas, and expand truck parking between Manitowoc and Green Bay. According to the Wisconsin Department of Transportation (WisDOT), over 22,000 travelers use this corridor of I-43 daily. Senator Baldwin advocated to U.S. Department of Transportation (DOT) Secretary Buttigieg to fund the project, increase roadway safety, and help drive regional growth.   

    “I-43 is vital for our businesses to get their products on shelves and connects communities across Eastern Wisconsin,” said Senator Baldwin. “After decades of heavy use, the outdated and deteriorating infrastructure isn’t up to par. That’s why I fought to secure this investment, reconstructing an important resource for truckers, helping ensure that goods get to market on time, and keeping Wisconsin drivers safe on our roads.”

    The investment, from the DOT Infrastructure for Rebuilding America or INFRA program, comes from the Baldwin-backed Bipartisan Infrastructure Law. The Baldwin-supported Bipartisan Infrastructure Law made up to 8 billion available through this grant program from FY22-26 to help carry out major infrastructure projects across the country.

    The funding will replace the Rest Area 51 Maribel and Rest Area 52 Denmark facilities along I-43 in Manitowoc County. According to WisDOT, insufficient parking, deteriorating pavements, and outdated and undersized facilities require the reconstruction of this 44-year-old safety rest area. For both sites, the funding will be used to construct a new comfort building, maintenance garage, and parking lots for both automobiles and trucks, increasing the capacity of truck parking by 72 stalls. Additionally, lighting will be replaced throughout both facilities, roadways will be reconstructed to accommodate the additional truck parking stalls, the pavement will be improved, and a substandard beam guard will be removed.

  • MIL-OSI Australia: New monitoring team for violations of UN sanctions on North Korea

    Australia is joining international partners to strengthen efforts to hold North Korea to account for violations and evasions of UN Security Resolution sanctions.

    Australia, Canada, France, Germany, Italy, Japan, the Netherlands, the Republic of Korea, New Zealand, the United Kingdom and the United States have committed to establishing a member state-led Multilateral Sanctions Monitoring Team (MSMT) to monitor and highlight North Korea’s sanctions non-compliance.

    This follows Russia’s March veto of the renewal of the mandate of the Panel of Experts (PoE) under the Security Council Committee established pursuant to resolution 1718. The PoE was responsible for reporting on North Korea’s non-compliance with sanctions.

    Despite Russia’s obstruction, all North Korea-related UN Security Council resolutions remain in effect and all UN Member States are required to implement them.

    North Korea’s ongoing pursuit of weapons of mass destruction and their delivery systems undermines international non-proliferation efforts. Its actions are contrary to Australia’s interest in an open, stable, and prosperous Indo-Pacific.

    North Korea’s malicious cyber activities pose serious national security and economic risks and threaten the security and stability of the online environment.

    North Korea’s supply of arms and related materiel to Russia, in support of Russia’s illegal war against Ukraine, directly violates United Nations Security Council resolutions and increases the suffering of the Ukrainian people.

    Australia will continue to work with our partners to uphold international rules and norms and support global non-proliferation efforts to promote a safe and secure region and world.

  • MIL-OSI United Kingdom: Help us make homelessness rare, brief and non-recurring

    To help us achieve our aim of making homelessness and rough sleeping rare, brief and non-recurring, we’re asking everyone interested to comment on our new draft strategy.

    Our five-year Homelessness and Rough Sleeping Strategy aims to build on the work of our highly-effective Housing Navigators and our partners. Through it, we plan to offer people who are homeless or facing homelessness, quick routes into suitable housing that can be sustained with high-quality support which is tailored to each individual’s needs.

    For single homeless people, we plan to focus on rapidly re-housing them directly into their own home, and ideally avoid time in a hostel or temporary accommodation.

    Where an individual or a family needs help to establish and maintain a tenancy, we will offer them support from our or our partner’s services. This will help prevent any future breakdown in tenancies and help people keep their homes.  

    Key to the success of this strategy, is working with partners to build up the supply of suitable and affordable homes. Our Housing Delivery Programme is underway with creating 600 homes in the city, and the Ordnance Lane site has been reworked to be 100% affordable and deliver more much-needed one and two-bedroomed homes.  

    Councillor Michael Pavlovic, Executive Member for Housing at City of York Council, said:

    Homelessness and rough sleeping on our streets is a problem for not just an individual, but for us all and we need to do everything we can to end it. We have spent time trying to get the right approach, talking to those who work with and have been homeless, as well as specialist academics in this area.

    “I’d ask anyone with an interest in housing, preventing homelessness and supporting anyone off the streets into a home to give ten minutes of their time to join this consultation. Your support will add to our strategy and help build hope and homes for all facing homelessness.”

    All feedback and data from this consultation will be used to inform our Homelessness Strategy which will be presented to the Council’s Executive to consider in December 2024.

  • MIL-OSI United Nations: Financial support for women’s health: UNFPA and Charité present new “WomenX Collective” programme in Berlin

    UNFPA, the United Nations Population Fund, launched its new  “WomenX Collective” programme at the World Health Summit in Berlin on October 15, in conjunction with the opening of its first hub office in a global network of centres specializing in the promotion of women’s health, especially sexual and reproductive health, in the German capital.  

    The Berlin office will be run in cooperation with Charité – Universitätsmedizin and the Berlin Institute of Health at Charité (BIH). With their new partnership, UNFPA and Charité aim to promote women’s health, particularly in middle and low income countries and to address the lack of solutions and financial resources in this field.  

    “Every minute, at least two women die globally from breast or cervical cancer or from  pregnancy-related complications due to inequitable access to healthcare,” says Dr. Natalia Kanem, Executive Director of UNFPA. “Through the WomenX Collective, UNFPA and  Charité aim to help bring innovative health solutions to underserved communities, closing  the health gap for women worldwide.” 

    Initial financing commitments in place 

    With initial funding commitments from international donors, including the Children’s Investment Fund Foundation (CIFF), Organon & Co., as well as a donation from Deutsche Postcode Lotterie, the WomenX Collective programme aims to raise at least  $100 million in catalytic investment by 2030 to support women’s health projects, scale innovative solutions locally and promote these solutions across sectors. This has the potential to avert more than 10.4 million unintended pregnancies, 3.2 million unsafe abortions, and 21,000 maternal deaths. With the network of hub offices, the programme aims to bring together experience and technical expertise from different countries and regions, as well as modern  technologies and sustainable financing. The office in Berlin will be followed by a hub in Nairobi in 2025. 

    To mark the opening of the hub office and the ceremonial signing of the partnership between UNFPA and Charité, partners of the WomenX Collective programme will be joined by Dr.  Bärbel Kofler, Parliamentary State Secretary to the Federal Minister for Economic  Cooperation and Development, as well as representatives of the German healthcare sector  and stakeholders from the Global South.

    Our Future Health has now reached a critical milestone with over a million people from across the UK having completed all steps of the joining process. This makes it now the largest longitudinal cohort study in the world.

    The programme aims to transform the prevention, detection and treatment of conditions such as dementia, cancer, diabetes, heart disease and stroke. With eventually up to five million volunteers right across the UK, the goal is to create one of the most detailed pictures ever of people’s health. Our Future Health already has the largest ever number of participants from under-represented groups in a health research programme.

    To coincide with this milestone, the SMC invited Dr Raghib Ali OBE, Chief Executive and Chief Medical Officer of Our Future Health, to brief journalists on the socio-demographic and health characteristics of the first million participants for the first time and the impact such a large and diverse cohort will have on the prevention, detection and treatment of diseases.

    A new strategy is being published to radically cut the number of single-use medical devices in the health service.

    • Move to scrap single-use MedTech as Health and Social Care Secretary launches waste blitz
    • Tens of millions of disposable items are binned after just one use
    • MedTech companies incentivised to produce sustainable products – pumping millions back to NHS frontline and cash into economy

    The government is launching a major crackdown on waste in the NHS to save millions of pounds a year, helping to divert more resources to frontline care.

    A new strategy – the Design for Life Roadmap – is being published to radically cut the number of single-use medical devices in the health service and reduce our reliance on foreign imports.

    Disposable medical devices substantially contribute to the 156,000 tonnes of clinical waste that the NHS produces every year in England alone. The roadmap paves the way to slashing this waste and maximising reuse, remanufacture and recycling in the NHS. 

    Doing so will create thousands more UK jobs and help transform the country into a life sciences superpower. As it stands, millions of devices like walking aids and surgical instruments are thrown away after just one use.

    Harmonic shears – surgical devices which seal patients’ wounds using ultrasound waves – each cost more than £500 and around 90% of them are binned after a single use. Innovative companies are already purchasing these used devices and safely remanufacturing them at a lower price.

    The government will encourage more of this kind of innovation to safely remanufacture a wider range of products and drive costs down, including by changing procurement rules to incentivise reusable products and rolling out examples where hospitals are already leading the way on cutting wasteful spending and practices.

    Approximately £10 billion each year is spent on medical technology like this in the NHS, but too much of it is imported via vulnerable routes that risk disrupting patient care.  

    A Circular Economy Taskforce has already been created to foster more highly skilled green jobs and smarter use of our resources. An economy wide shift to a circular economy could add £75 billion to the economy and create 500,000 jobs by 2030.

    Health and Social Care Secretary Wes Streeting said:

    The NHS is broken. It is the mission of this government to get it back on its feet, and we can’t afford a single penny going to waste.

    Because the NHS deals in the billions, too often it doesn’t think about the millions. That has to change. This government inherited a £22 billion blackhole in the public finances, so we will have a laser-like focus on getting better value for taxpayers’ money.

    Every year, millions of expensive medical devices are chucked in the bin after being used just once. We are going to work closely with our medical technology industry, to eliminate waste and support homegrown medtech and equipment.

    The below case studies illustrate the potential savings:

    • Mid Yorkshire Trust uses 330,000 single use tourniquets in a year, but a single reusable tourniquet can be used 10,000 times. In a one-year trial, reusable alternatives saved £20,000 in procurement costs and 0.75 metric tonnes of plastic waste.
    • In Northampton Hospitals NHS Trust, a single Ophthalmology department saved 1,000 pairs of disposable scissors and £12,000 in a year by switching to reusable pairs. Single-use scissors are often used in surgical settings. NHS procurement data shows that several million pairs of single-use scissors were purchased by the NHS in a single year (2022-23). That is the equivalent of hundreds of pairs of scissors thrown away every hour.
    • Leeds Teaching Hospitals Trust saved £76,610 in costs purchasing 604 remanufactured Electrophysiology (EP) Catheters, and generated a further £22,923 for selling used devices for collection. If the same approach were to be scaled up across the UK, the NHS could save millions of pounds per year on EP catheters alone, just a few product lines among hundreds of thousands.
    • Harmonic shears are complex devices for performing surgical procedures and cost more than £500 each, yet around 90% are binned after a single use. Leeds University Teaching Hospitals Trust has demonstrated that companies can safely remanufacture them, giving up to 50% cost savings.

    The Design for Life programme will reduce this kind of waste and achieve an NHS-wide move to sustainable alternatives– also supporting the government’s net zero goals.

    A new roadmap sets out 30 actions to achieve this shift – including how the government will work with companies to encourage the production of more sustainable products, along with training for NHS staff on how to use them.

    Taking this approach will mean more money can be spent in the UK, driving growth, creating more engineering, life sciences and research jobs – all while securing savings for the NHS budget.

    Many of these products include precious metals such as platinum and titanium which are in high demand but go to landfill when they could be recovered and sold. A reduction in the amount of disposed single-use devices will also reduce the country’s carbon footprint and plastic pollution.

    The government will encourage industry figures to innovate by making sure benefits of reusable MedTech are part of how the NHS chooses the products it buys.

    Baroness Merron visited University College London Hospital on Tuesday, 15 October. The hospital is a member of the Circular Economy Healthcare Alliance, which advocates for sustainable practices within the NHS.

    Health Minister Baroness Gillian Merron said:

    Design for Life doesn’t just deliver on the Health Mission, to build an NHS fit for the future, it also delivers on our Growth Mission to make the UK a life science superpower and our commitment to get the NHS to net zero by 2045.

    She toured a mock operating theatre and was shown various sustainable products its NHS staff use – from simple products like gowns and scissors to sophisticated, expensive products like harmonic shears.

    Professor Sir Stephen Powis, National Medical Director of NHS England, said:

    While the NHS is treating record numbers of patients, we know there is much more to do to ensure taxpayers get value for money.

    The NHS made a record £7.25bn worth of efficiency savings last year and is targeting a further £9bn of savings for 2024/25. But we are rightly still looking for ways to get our money’s worth for every penny we spend.

    BEIJING, Oct. 15 — China and Nordic countries have broadened their trade and economic cooperation in recent years, with expanded scale and improved quality, the Ministry of Commerce said Tuesday.

    During the first eight months of this year, trade volume between China and five Nordic countries, including Finland, Norway, Iceland, Sweden and Denmark, reached 35.44 billion U.S. dollars, up 5.7 percent year on year, Wang Yupeng, a commerce ministry official, told a press conference in Beijing.

    Wang said that high value-added products such as computers, communication equipment, pharmaceuticals, ships, autos and their parts constituted the mainstay of bilateral trade.

    Given the current momentum, annual trade between China and the five Nordic countries is expected to exceed 50 billion U.S. dollars this year, Wang said.

    For China, the Nordic countries are important sources of foreign investment and destinations for outbound investment, official data showed.

    The cumulative direct investment from the five Nordic countries in China has exceeded 15 billion U.S. dollars so far. In the first eight months of this year, China’s direct investment in these countries amounted to approximately 1 billion U.S. dollars, accounting for over one-fifth of China’s total investment in Europe.

    “We look forward to working with the Nordic countries to uphold the multilateral trading system with the World Trade Organization at its core, maintain the stability of the China-Europe industrial and supply chains, and jointly oppose protectionism in the field of trade and investment,” Wang said.

    The 2024 China-Nordic Economic and Trade Cooperation Forum will be held this week in Wuhan, central China’s Hubei Province, according to the press conference.

  • MIL-OSI China: UK has no plans for EU-style tariffs on Chinese EVs

    British Trade Secretary Jonathan Reynolds has said that the United Kingdom (UK) has no plans to follow the European Union’s (EU) decision to impose tariffs on Chinese electric vehicle (EV) imports.

    Reynolds said that there had not been any complaints from the UK automative industry to the Trade Remedies Authority (TRA), and he would not seek to follow the EU in pursuing tariffs, the Reuters reported on Monday.

    “We keep it under close analysis, but I think it’s important our industry is different, and as of yet industry itself hasn’t asked for that referral to the TRA,” Reynolds told reporters on the sidelines of the International Investment summit in London.

    Britain was an “outlier” in how little it had done in terms of building trade links with China, and engagement was a good thing, Reynolds added.

    Reynolds had made similar remarks at the G7 Trade Ministers’ Meeting in Italy in July, reaffirming that the UK would not impose punitive tariffs on Chinese EVs like the EU.

    China and the EU are yet to reach a mutually acceptable solution on the issue, despite important progress in certain areas, China’s commerce ministry said on Saturday.

    The EU’s move has also sparked criticism from several European countries and auto industries, who warn the move could backfire by undermining the EU’s own competitiveness.

    Trade Minister Todd McClay will attend the Group of Twenty (G20) Trade and Investment Ministerial Meeting in Brasilia next week. 

    “As an exporting nation reliant on trade, this is a significant opportunity to boost our interests with some of the world’s largest economies and many of our most important trading partners,” Mr McClay says.

    “New Zealand was invited to attend following our success in negotiating the E-Commerce agreement at this year’s WTO Ministerial Trade negotiation in Abu Dhabi, and our inaugural attendance at the G7 Trade Ministers meeting in Reggio Calabria.”

    Minister McClay will represent New Zealand alongside G20 members to discuss sustainable development, investment, global food security, reducing Non-Tariff Barriers (NTBs) and strengthening of the Multilateral system to grow trade. 

    In addition to G20 meetings, Mr McClay will look to engage directly with counterparts including from Brazil, Canada, Chile, the European Union, Germany, India, Mexico, Netherlands, South Africa, the United Kingdom and the United States.

    While in the region, the Minister will also lead a business delegation to São Paulo to boost New Zealand’s $242 million exported to Brazil and supporting the 40 Kiwi businesses already operating in the region.

    The Secretary-General hosted an informal dinner today with the leader of the Greek Cypriot community, Mr. Nikos Christodoulides, and the leader of the Turkish Cypriot community, Mr. Ersin Tatar.

    The Secretary-General recalled the engagement of his Personal Envoy on Cyprus, Ms. María Angela Holguín Cuéllar, who submitted her final report to him in July. He regretted that despite his Personal Envoy’s efforts and engagement with the two leaders, political actors and civil society on the island, the guarantor powers, and the broader international community, no common ground had been found between the leaders on the way forward on the Cyprus issue.

    The Secretary-General encouraged the leaders to consider how to bridge the gap in their positions and rebuild trust to allow movement leading to a settlement.

    The leaders agreed to have an informal meeting in a broader format in the near future, under the auspices of the Secretary-General, to discuss the way forward. They also agreed to meet in Cyprus to explore the possibility of opening new crossings.

    The Secretary-General underlined the continued steadfast commitment of the United Nations to a peaceful resolution of the Cyprus issue, for the benefit of all Cypriots and future generations.

  • MIL-OSI NGOs: Urgent joint statement: Northern Gaza is being erased – global leaders must act now to end Israel’s atrocities

    Oxfam and 37 other humanitarian organisations are raising the alarm about the catastrophic situation in Northern Gaza

    The Israeli forces’ assault on Gaza has escalated to a horrifying level of atrocity. Northern Gaza is being wiped off the map. Under the guise of “evacuation,” Israeli forces have ordered the forced displacement of an estimated 400,000 Palestinians trapped in northern Gaza, including Gaza City. This is not an evacuation—this is forced displacement under gunfire. Since 1 October, no food has been allowed into the area, and civilians are being starved and bombed in their homes and their tents. 

    Hospitals, already overwhelmed, are being ordered to evacuate. They are running out of fuel and essential supplies, while doctors and nurses battle to save lives with what little they have left. The wounded flood in – children, older people, victims of Israeli airstrikes – but with no resources to treat them. 

    Dr. Mohammed Salha, acting director of Al-Awda Hospital in northern Gaza, described the dire situation: “The Israeli military has contacted us more than once to evacuate the hospital… [All] the departments are full of wounded people and we are discharging even the wounded who have minor or moderate injuries, because we do not have [enough] beds for them. I [told the Israeli military] clearly that we would not evacuate the hospital unless there are ambulances that can preserve the lives of the wounded people we have and reach another hospital that provides better service to the wounded.” 

    The world cannot continue to stand by as the Israeli government commits these atrocities. Global leaders have both a legal and moral duty to act now. The International Court of Justice (ICJ) has ordered Israel to take all measures within its power to prevent the commission of all acts within the scope of Article II of the Genocide Convention including “killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; and imposing measures intended to prevent births within the group”. There is no evidence that Israel has adhered to these orders, and the killing of Palestinians has only intensified. 

    Any attempt to alter the territorial integrity of Gaza constitutes a blatant violation of international law. This is especially egregious in light of the recent ICJ advisory opinion, which significantly heightens the obligation of third states to take decisive action. Failure to do so risks their complicity in perpetuating the illegal occupation. 

    All parties must allow unimpeded access for humanitarian organisations to deliver aid based on need, without restricting types, volumes, or locations. Aid delivery must remain impartial and independent of military objectives to prevent its instrumentalisation or politicisation. Civilians must not be forced to flee to receive aid; those choosing to stay in their homes must be protected under international law. 

    We demand an immediate ceasefire and an end to Israel’s illegal occupation. Global leaders must act in line with the UN General Assembly Resolution on the ICJ Advisory Opinion and fulfil their obligation not to facilitate or support Israel’s illegal occupation. Third states must halt now the transfer of all weapons, parts and ammunition that could be used to commit further violations of international humanitarian law.

    This is not a time for silence – this is a time for action. The people of Gaza cannot wait. The world must intervene now before more innocent lives are lost. 

    The forcible transfer of Palestinian civilians in Gaza is a grave breach of the Fourth Geneva Convention and does not amount to a permissible evacuation. Relocation areas have not provided safety, adequate shelter or essential services, and there has also been no guarantee that displaced populations will be able to return once hostilities end.

  • MIL-OSI China: Frankfurt Book Fair 2024 kicks off

    The Frankfurt Book Fair officially opened on Tuesday, highlighting a variety of genres and topics, including the “New Adult” category – romantic novels targeting young adults – alongside children’s and young adult literature, comics, streaming services, and educational and academic publishing.

    One of the most anticipated discussions at the fair is the impact of artificial intelligence (AI) on the publishing industry.

    At a press conference, Karin Schmidt-Friderichs, Chairwoman of the German Publishers & Booksellers Association, acknowledged that while AI offers many opportunities for publishers, bookstores, and the logistics sector, it has yet to produce the kind of surprising, thought-provoking, or emotionally resonant works that come from human creativity.

    She also expressed concern about the ethical implications of AI, warning that its capabilities rely on “the largest-scale data theft in history.” She pointed out that massive amounts of text and images, many protected by copyright, have been used to train AI systems without proper consent or compensation for the original creators.

    Chinese publishers are making a significant impact at this year’s fair, showcasing more than 3,500 books, including 1,500 in foreign languages. In addition to new book releases, Chinese publishers are holding numerous premieres and signing ceremonies for copyright agreements, with up to 1,000 books available for copyright trade. The fair will also feature a promotional event for the 2025 Beijing International Book Fair and a session on copyright trade between China and Europe.

    Juergen Boos, Director of the Frankfurt Book Fair, noted the growing presence of Chinese publishers at the event, saying that they have evolved from being primarily copyright importers to becoming major copyright sellers. Boos also announced the introduction of an “Asian Stage” at the fair for the first time, which will foster dialogue between authors from China, other Asian countries, and Germany. Topics such as continuing education and training will be discussed to promote mutual learning between Chinese and German authors.

    This year’s Frankfurt Book Fair, which runs for five days, will feature thousands of exhibitors from around 100 countries.

    First held in 1949, the fair has since grown into the largest book fair in the world. Italy is the guest of honor for this year’s event.

  • MIL-OSI China: Paintings explore odyssey of vision

    Gazing at the paintings of Chang Shuhong (1904-94), founding director of the Dunhuang Academy, people can still feel the fundamental draw of the Mogao Caves that brought him back from France in the 1930s, leaving behind a prospect of an emerging classical oil painter.

    The following five decades saw him immerse in the charm of the treasure trove of Buddhist murals and painted sculptures as a wholehearted protector of the grottoes in the Gobi Desert of Northwest China.

    His later works, therefore, were largely influenced by murals in the Mogao Caves of Dunhuang, Gansu province — a UNESCO World Heritage Site — and a more down-to-earth, local artistic expression of China popular at that time, says Zhang Yiqing, research librarian at the Zhejiang Provincial Museum in Hangzhou, Chang’s hometown.

    In commemoration of the 120th anniversary of Chang’s birth, some of his oil paintings, watercolors and sketches are on show at the museum through to Sunday.

    The exhibits also include Chang’s copies of the murals in the Mogao Caves, as well as zhongcai (heavy-color) paintings, an important genre of Chinese painting with fine, precise delimitation and the layering of pigmented hues.

    Through Chang’s own depiction, the exhibition gives a display of early conservation efforts of the Dunhuang Academy, while tracing Chang’s artistic exploration and achievements before and after he went back from France.

    Chang was born in Hangzhou, a warm, wet and picturesque city along the lower reaches of the Yangtze River. In his early 20s, he went to France to study oil painting and fabric pattern design.

    His graduation work at the Ecole Nationale Superieure des Beaux-Arts de Lyon, Portrait of Madame G, ranked top among his peer graduates. He later entered the prestigious Ecole Nationale Superieure des Beaux-Arts in Paris with a scholarship funded by the city of Lyon.

    In France, Chang was active in salons, official art exhibitions sponsored by the French government. Having received several awards, some of his works were included among the collections of French cultural and artistic institutions, such as the Centre Pompidou in Paris.

    An encounter on the bank of the Seine changed his life.

    From a bookseller Chang got to read French explorer and Sinologist Paul Pelliot’s photo catalog, the six-volume Les Grottes de Touen-Houang (The Grottoes of Dunhuang). He then visited the Guimet Museum, or the National Museum of Asian Arts, to see the relics of Dunhuang taken by Pelliot.

    Chang marveled at the beauty and profoundness of the caves, first built more than 1,600 years ago, while mourning the loss of or damage to the cultural relics.

    He then made up his mind to go back to his home country and devote his life to the preservation of the grottoes and the promotion of Dunhuang studies.

    Chang came back in 1936. Amid the War of Resistance Against Japanese Aggression (1931-45), he managed to arrive in Dunhuang after a month’s arduous journey in 1943 and prepared for the establishment of what is known today as the Dunhuang Academy.

    This year also marks the 80th anniversary of the founding of the academy, which currently oversees the Mogao Caves and several other relics sites in Gansu.

    In the late 1990s, Chang’s second wife Li Chengxian (1924-2003) and their children donated more than 200 paintings of Chang to the Zhejiang Provincial Museum, a small part of which are displayed at the museum’s permanent Chang Shuhong Gallery.

    Zhang, who is also curator of the ongoing temporary exhibition, says its more than 80 paintings serve as a larger presentation of Chang’s works housed at the museum, alongside the collection of Shanghai-based Long Museum and the private collection of Chang Jiahuang, Chang Shuhong’s second son.

    Sincere creativity

    With his subtle brush, Chang Shuhong recorded the Mogao Caves and the Dunhuang city in different seasons: the trees and blossoms in spring; the frozen Daquan River in front of the caves during winter, children playing on ice, a white stupa in the distance; and birds in snow against the backdrop of the landmark timber-structured nine-floor building that houses the tallest statue of Maitreya Buddha, or the Buddha of the Future, at the Mogao Caves.

    Upon his arrival, Chang Shuhong and colleagues pioneered a systematic conservation of the relics, planting trees and building protective walls, reinforcing the cliffs, constructing pathways, cleaning up the caves buried in sand, investigating and numbering them. Many of his paintings feature these efforts carried out at the windy and sandy Gobi Desert.

    He also depicted several times the bustling temple fair in front of the caves, falling annually around the eighth day of the fourth month on the Chinese lunar calendar, in celebration of the birthday of Siddhartha Gautama (better known as the Buddha).

    During the nine years in France, Chang Shuhong focused mainly on classical realistic oil painting, constantly exploring what could possibly become a “Chinese style of oil painting” and integrating it with his generation of artists’ reflection of life and concern about society.

    Hence, the art of Dunhuang particularly resonated with Chang Shuhong, as it was, in his own words, “created by ordinary people and for the ordinary people”. He saw in it exuberant, sincere creativity that he realized would have a significant impact on the creation of art in the coming decades, Zhang says.

    Two paintings of fresh produce Chang Shuhong created in different periods exemplify his transformation in artistic style. One was painted in 1933 in Paris, displayed at the Chang Shuhong Gallery, and the other in 1976, on show at the temporary exhibition.

    The earlier painting, conforming to the classical style, is overall of a gray tone with low saturation, whereas in the latter one, the painter used bold and clear lines, large red and green blocks to create striking contrast, though like before, the fish glisten in subtle light.

    Zhang adds that such transformation reflects the influence of the art of Dunhuang.

    Highlights of the exhibition also include one of Chang Shuhong’s facsimiles of a mural from Cave 254, dating back to the Northern Wei Dynasty (386-534), depicting a well-known piece of the Jataka tales, narratives of former incarnations of the Buddha. In his lifetime, Chang Shuhong copied this mural many times.

    He once wrote, the creators of this mural, featuring Prince Sattva sacrificing himself to feed a hungry tigress, so cleverly and skillfully combined different scenes of different times in the space of a single picture — his trip to the jungles, his offering of his own blood and flesh to the tigress, as well as his two brothers’ discovery of his remains, their grief, and how they bury their sibling and build a stupa for him.

    A solemn and heavy atmosphere is strengthened with the lines and colors, the contours and content, as well as the deep brown hue, he added.

    Chang Shuhong wrote in 1948 that conservation of the caves required detailed, accurate and systematic facsimile of the murals with a faithful attitude, which is a matter of patience and sacrifice of one’s own style and personality. His devotion to protecting the Mogao Caves largely cut down the time and effort paid to his own painting.

    In 1951, staff members of the academy co-authored an article introducing their facsimile project, which said that over the past four decades, many of the murals presented in Pelliot’s photo catalog had been destroyed or faded. With limited scientific knowledge and facilities, facsimile had become their priority and urgency.

    According to Chang Jiahuang, since the 1950s, his father had been frequently inviting art majors from across the country to copy the murals and sculptures of the Mogao Caves, while learning the traditional arts of Dunhuang.

    In 1979, he also replicated the mural featuring Prince Sattva of Cave 254, when he and a dozen classmates at the Lanzhou-based Academy of Fine Art and Design of Northwest Normal University joined this program under the strict supervision of his father, who, nevertheless, would sometimes visit them without notice late at night in the caves where they were working, bringing pears he himself grew.

    Chang Jiahuang says: “It was only after a long time that I learned from my father’s memoir why he had such an attachment to this mural and why he wanted me to copy it.

    “During his most difficult times, this painting inspired him, generating courage for him to persevere. In those three months, I deeply felt the dedication of ancient painters of Dunhuang and my own parents.”

    This year also marks the 100th anniversary of his mother’s birth, who joined in the research and conservation of the Mogao Caves in 1947. In April, the son donated their family’s 1,500 boxes of belongings to Zhejiang University, his father’s alma mater, for research and digitalization.

    Embracing technology

    As early as in the 1980s, Chang Shuhong had foreseen the potential of digitalization in cultural relics conservation.

    Pan Yunhe, academician at the Chinese Academy of Engineering and former principal of Zhejiang University, who joined the initial digitalization exploration of the Mogao Caves, recalls his first meeting with Chang Shuhong in 1982.

    At that time, Chang Shuhong was among the jury of Pan’s first academic program, which pioneered in generating patterns with artificial intelligence. Chang Shuhong expressed interest in preserving the murals of Dunhuang with a digital approach, visiting Pan’s laboratory and discussing the feasibility.

    “He was open-minded and very sensitive to new things. Ahead of his time, he could always absorb new things into his own creation,” Pan says, adding that Chang Shuhong was very kind and gentle to young people like him, who was at that time in his 30s.

    In 1998, the Dunhuang Academy and Zhejiang University launched an academic program led by Pan and sponsored by the National Natural Science Foundation of China to explore preservation, research and utilization of the Mogao Caves on a digital basis.

    Pan says, the launch of the program resulted from years of endeavor with the Chang family — the parents, firstborn daughter Chang Shana, who was director of what is now Academy of Arts and Design of Tsinghua University, and Chang Jiahuang — as well as Fan Jinshi, who took charge as director of the Dunhuang Academy that year.

    “Chang Shuhong was well-established in oil painting. It’s a pity he painted so little in the latter part of his life,” Pan said while visiting the exhibition at the Zhejiang Provincial Museum on Sept 29.

    That day, Chang Jiahuang said at the exhibition’s opening ceremony that as his parents’ student, secretary and assistant, he witnessed their twists and turns, their creation and research, and experienced their art and spirits, following which he grew to become introspective, modest and rigorous.

    According to him, the ongoing exhibition is the largest display of Chang Shuhong’s paintings since 1990 and a good presentation of the master’s spirits conveyed through his works.

    The Hungarian Museum of Ethnography in Budapest opened the highly anticipated exhibition “Fine Dining: Food Stories of Ancient China” on Tuesday, offering visitors a fascinating journey through China’s ancient culinary traditions.

    The exhibition, co-hosted with the National Museum of China, runs until Jan. 19, 2025, and features over 100 pieces of Chinese art and artifacts, providing an in-depth look at China’s rich and diverse food culture, which spans millennia.

    Speaking at the opening ceremony, Chinese Ambassador to Hungary Gong Tao emphasized that the exhibition “is not only a vivid demonstration of cultural exchange between China and Hungary but also a testament to the deep friendship between the two peoples.” He noted the widespread popularity of Chinese cuisine in Hungary and expressed hope that the exhibition would further strengthen cultural ties between the two nations.

    Lajos Kemecsi, director of the Hungarian Museum of Ethnography, called the event a “special occasion for Hungarian-Chinese cultural relations.” He remarked that the exhibition “not only showcases the long history of Chinese dining culture but also offers insights into the linguistic, philosophical, and spiritual aspects of Chinese gastronomy.”

    The exhibition presents a carefully curated collection of ancient cooking tools, dining utensils, and intricate artwork, illustrating the complexity and diversity of Chinese food culture. It highlights concepts such as the philosophy of “the right blend of five tastes” and the belief that “medicine and food come from the same source,” providing visitors with a holistic understanding of how gastronomy has shaped Chinese life and thought.

    Deputy Secretary of State Gabor Csaba, representing Hungary’s Ministry of Culture and Innovation, underscored the importance of cultural exchange between Hungary and China. He noted the vital role of diplomacy in fostering deeper understanding between nations, stating that “cultural cooperation based on mutual respect and understanding is crucial for establishing the foundations of harmonious development and shared prosperity.”

  • MIL-Evening Report: Mounjaro is more effective for weight loss than Ozempic. So how does it work? And why does it cost so much?

    A weight-loss drug more effective than Ozempic and Wegovy has recently been approved in Australia.

    The drug, tirzepatide, is sold under the brand name Mounjaro and affects feelings of hunger and fullness, as well as changing how the body processess food. (In other countries, tirzepatide is also sound under the brand name Zepbound.)

    So how does tirzepatide work and differ from Ozempic? And with a price tage of $315–$645 per month for the starting dose, why is it so expensive?

    How does it work?

    Think of tirzepatide as a master key that unlocks two important doors in your body’s weight control system. It mimics two hormones: GLP-1 (glucagon-like peptide-1) and GIP (glucose-dependent insulinotropic polypeptide).

    When you eat, your body naturally releases GIP and GLP-1 hormones. These hormones play crucial roles in regulating appetite, food intake and blood sugar levels. Tirzepatide mimics and amplifies the effects of these hormones.

    By mimicking the GLP-1 and GIP hormones, tirzepatide makes people feel fuller with smaller meals. This can reduce the overall food intake and lead to weight loss over time.

    It also helps your body process sugar more effectively and slows down how quickly food leaves your stomach. This results in eating less, feel satisfied for longer and having healthier blood sugar levels.

    How does it compare with Wegovy/Ozempic?

    Tirzepatide (Mounjaro) and semaglutide (Wegovy/Ozempic) are similar in many ways. Both are injectable medications used for weight loss and work by mimicking hormones that regulate appetite and blood sugar.

    The key difference is that tirzepatide acts on two hormone receptors (GIP and GLP-1), while semaglutide only acts on one (GLP-1). This dual action is thought to be why tirzepatide shows slightly better results for weight loss in clinical trials.

    Clinical trials have shown participants lost an average of 25% of their body fat in the first year of treatment with tirzepatide. This is when combined with lifestyle counselling from a health-care professional who encouraged a healthy and reduced-calorie diet (500 calories less per day compared to patient’s diet at the beginning of the study) and at least 150 minutes of physical activity per day.

    This compares with an average of 15% weight loss in the first year for semaglutide, also alongside a reduced-calorie diet (a 500 calorie-deficit per day) and increased physical exercise (150 minutes per week).

    For a person weighing 120kg, this might mean the difference between losing 30kg with tirzepatide versus 18kg with semaglutide. But of course, with both drugs, some people will lose less weight than the average, some will lose more, and some may not respond to the drug at all.

    What are the side effects of tirzepatide?

    Like any medication, tirzepatide has side effects. The most common are nausea, vomiting, diarrhoea and constipation. These could feel like a mild tummy bug and are similar to those seen with semaglutide.

    For most people, these side effects are manageable and often improve over time.

    There are also some rarer, more serious risks to consider. These include inflammation of the pancreas and gallbladder problems. There is also a potential increased risk for thyroid cancer, although this has only been seen in lab rats so far, not humans.

    As with Ozempic and Wegovy, when you stop taking tirzepatide, its effects stop. Most people regain some, if not all, of the weight they lost.

    Who can access tirzepatide?

    In Australia, tirzepatide is approved for use in adults with a body mass index (BMI) of 30 or higher, or a or BMI of 27 or above if you have a weight-related health condition such as diabetes. It can only be prescribed by a doctor, after you have tried other weight-loss methods.

    But it’s not suitable for everyone. It shouldn’t be used in pregnancy and may not be suitable for people with certain medical conditions and those with a history of eating disorders.

    If you’re considering tirzepatide, it’s important to discuss the benefits and risks for your personal health situation with your doctor.

    Why is it so expensive?

    Tirzepatide typically costs around A$345 per month for the starting dose. This can escalate to $645 per month for the ongoing “maintenance” dose if a higher dose is necessary for diabetes and/or weight management. This puts the drug out of reach for most people.

    Tirzepatide, sold as Mounjaro in Australia, is only available on private prescription and is not subsidised by the Pharmaceutical Benefits Scheme (PBS). This means you pay the full cost of the medication without any government support.

    However, the United Kingdom recently announced it would add tirzepatide to the National Health Service in a phased approach over the next three years, so it’s possible we might see it subsidised in Australia in the future.

    Developing new drugs is a costly business. Companies spend billions on research, clinical trials, and getting regulatory approvals. They then set high prices to recoup these costs and make a profit.

    The patent for tirzepatide lasts until 2036. So we won’t have any cheaper generic versions for more than a decade.

  • MIL-Evening Report: Overtly handmade and so very moving: Adam Elliot’s Memoir of A Snail is a stop motion triumph

    Stop motion films are by their nature a remarkable feat. When you know a movie has been carefully crafted, over several years and through thousands of photographs of handmade sets and characters, this alone makes it a delight to watch.

    But when the story is also deep, thought-provoking and at times laugh-out-loud funny, this takes the medium to a whole new level. Adam Elliot’s Memoir of a Snail is such a film.

    Told through stop motion animation using clay (otherwise known as claymation), the film is a tactile experience in which everything you see has been made by human hands. This provides a warmth that is exacerbated by Elliot’s very human story of identity.

    The film explores how it can be difficult to find your way in life, particularly when you’re different – and that it is, in fact, OK to be different.

    Grace Pudel, the protagonist, is a snail enthusiast and we follow her as she navigates the many challenges that emerge in her life. Grace’s narration is raw and honest, and we can’t help but feel a deep connection with her.

    The story is so human and so very moving – and to be told through human-made characters perfectly rounds off the experience.

    A win at Annecy

    In June, I was fortunate enough to help facilitate an animation study tour in France with students from the University of Newcastle. It was there we saw the world premiere of Memoir of a Snail at the Annecy International Animation Film Festival, the pre-eminent festival for animated film.

    The story clearly resonated with the audience, who sat captivated throughout its 90-minute runtime. They laughed and cried in unison as one engaged mass of humanity – culminating in a long and enthusiastic standing ovation.

    We were even lucky enough to bump into Elliot and his crew, and our students spoke with him about his journey in making Memoir of a Snail. The film went on to win the festival’s prestigious Cristal award for best feature.

    More than 7,000 individual items were handcrafted by various artisans, with most objects made from clay, wire, paper, paint and silicon.

    While claymation is generally viewed as a medium aimed at young audiences, Memoir of a Snail tells a wholly unique adult story.

    Much of its sophistication lies in its ability to effortlessly touch on many complex topics through a mixture of humour and emotion. Indeed, this approach to storytelling has become Elliot’s calling card.

    The film’s themes include identity, loneliness, alcoholism, cultism, hoarding, suicide, homosexuality, bullying, ageing, family, fat fetishism, grief and death. The story cleverly pulls you into deep thought, before surprising you with a hilarious gag.

    Elliot’s dark and captivating aesthetic

    When introducing the film at Annecy, Elliot explained how his team’s limited budget led to a heavy reliance on narration, with limited walking and dialogue shots. Yet these constraints seemed to enhance the team’s creativity rather than stifle it.

    Elliot has a history of working around such limitations to bring his unique aesthetic to life. His first film Uncle (1996) was shot on 16mm black-and-white film, while his other short Cousin (1999) was shot on colour – but with a muted palette of grey tones.

    This palette has carried through Elliot’s work and is present in Memoir of a Snail. His version of the Australian landscape isn’t orange and sun-bleached. Rather, it is grey, overcast and drab – a dark world resembling the work of Eastern European animators such as Jan Švankmajer.

    Elliot’s other films include Brother (2000), the Oscar-winning short film Harvie Krumpet (2003) and his first feature film Mary and Max (2009).

    His works present tortured individuals – outsiders, misfits and oddballs – living in dark, suburban worlds. Behind the funny-looking faces and humorous vignettes lie deeper afflictions that become clear as the characters struggle through their lives.

    A gentle vulnerability shines through

    Elliot brings a naivety to the narration, where a simple statement of facts couches a deeper meaning. As the audience, we uncover mixed feelings of humour, dread and empathy for the tortured blobs of clay before us.

    The characters stand, blinking, looking back at us while the narrator describes their situation. They feel vulnerable, as though asking for our help as they stand silently, trapped in Elliot’s bleak world.

    Memoir of a Snail maintains a strong sense of materiality, as evidenced by fingerprints left on clay and brush strokes on painted backgrounds. Elliot’s self-described “chunky wonky” aesthetic abides by the rule that nothing in the world is straight.

    Almost everything in Elliot’s animated world is overtly handmade, presenting a kind of nostalgic and childlike innocence you’d expect from a school project. This helps add weight and authenticity to the film.

    Elliot’s world is created “in-camera”, which means no digital effects were used. Water, for example, was created using cellophane, while droplets were painstakingly animated with blobs of glycerine, one frame at a time.

    Welcome relief in a hyper-digital world

    Lately, Australian animation has found an international audience and this has emboldened Australian animators to tell Australian stories. Bluey, for instance, has struck a chord with viewers globally because of – and not despite – its uniquely Australian voice.

    It took eight years to create Memoir of a Snail, which seems like a lifetime in today’s world. Witnessing such dedication may inspire audiences to think more deeply about animation as an art form and about film-making itself.

    Elliot’s handmade style is a nice counter to the digital and visual effects that seem ever-present in media today.

    Memoir of a Snail is a testament to stop motion’s power to move people. Elliot himself pointed out how stop motion seems to be experiencing a renaissance, with Guillermo Del Toro’s Pinocchio (2022), Phil Tippett’s Mad God (2021), Henry Selick’s Wendell & Wild (2022) and Chris Butler’s Missing Link (2019) all serving as recent examples of stop motion features.

    I hope Memoir of a Snail helps sustain this interest. In an age of automation and artificial intelligence, the film is a welcome return to the human experience. Thought-provoking, funny and wholly unique in its story and visual style, it’s well worth the watch.

  • MIL-OSI Australia: Course 73 ready to hit the beat

    A former Victorian police officer, automotive office manager, and competitive dance instructor are among the 16 Course 73 members to graduate today from the South Australia Police (SAPOL) Academy.

    Ranging in age from 19 to 40, eight men and eight women are eager to hit the road and bring diverse backgrounds to policing, including Italian and Slovenian.

    Other graduates offer work experience as a former Police Security Officer and in Defence, as an events manager, working on oil rigs, in childcare, and in sales.

    Prior to joining SAPOL, Myah was studying as a full-time university student in Law and Criminology.

    “I believe this prior study has greatly assisted me in understanding legislation as a SAPOL member,” she said.

    “I was also working part-time as a competitive dance instructor, and at a trampoline park.

    “My most memorable experience throughout my training was the relationships that were established from the very beginning of the course that remained strong throughout.”

    Fellow graduate Craig was a serving Senior Constable from Victoria Police before deciding to pursue a South Australian lifestyle.

    “The decision to transfer was for a change of scenery for my family and I, with a goal of coastal living. I moved to South Australia with my wife and two young daughters,” he said.

    “My experiences as a police officer of seven years have assisted me throughout the recruit training process. The extra training and refreshing I experienced further developed my skills as a police officer.

    “I was drawn to South Australia itself, rostering that suits a family lifestyle, generous pay and job security.”

    Before becoming a police officer, Melanie worked full-time as an office manager in the automotive industry, also playing and umpiring netball.

    “Both experiences helped me throughout my training as being confident and taking charge were imperative to being successful, like on the netball court,” she said.

    “I was expecting the academy to be competitive, but everyone was helpful and wanted us to succeed.

    “To those thinking of joining, the academy will test you both mentally and physically, but you’re not alone, the whole academy and especially your course are there to support and help you.”

    Myah hopes to one day work in the domestic and family violence field, while Craig is interested in advancing SAPOL’s digitalised police workforce. Melanie feels experience on the road will influence her future direction but has identified community engagement as an area of interest.

    Course 73 members will be stationed at metropolitan and regional areas, including Port Lincoln, Berri and Port Pirie.

    SAPOL is currently recruiting and is keen to hear from people interested in an inspiring career with unmatched experiences and rewards.

    New taskforce is a major step forward in getting a fair deal for UK drivers by rooting out factors that increase costs for car insurance industry.

    Transport Secretary, Louise Haigh, and Economic Secretary to the Treasury, Tulip Siddiq, will bring together industry groups and consumer champions such as the Association of British Insurers, Citizens Advice, Which? and Compare the Market, as well as insurance regulators, to tackle spiralling costs of car insurance today (16 October 2024).

    It comes as motor insurance premiums have grown by an average of 21% since June 2022, according to Financial Conduct Authority (FCA) analysis – far higher than in comparable economies such as Germany, France, Spain and Italy – with the government reaffirming its manifesto commitment to act on increasing consumer costs, which stunt the economy and prevent growth.

    A new cross-government motor insurance taskforce, supported by industry experts, will also be launched by the Transport Secretary and Economic Secretary to the Treasury today to help drive down the high costs of car insurance.

    The taskforce will identify the factors behind rapidly rising premiums and will agree solutions to keep costs under control. Factors driving up the cost of insurance include inflation, rising car thefts and the country’s pothole-ridden roads, which the government has pledged to fix with its pledge of filling up to 1 million more potholes every year.

    This taskforce is part of the government’s manifesto commitment to act on the high cost of insurance for drivers – particularly those who are disproportionately affected by high prices such as young and older people and those from ethnic minority backgrounds or on lower incomes.

    Transport Secretary, Louise Haigh, said:

    Car insurance is an essential, not a luxury. It is vital to accessing economic opportunities and this government is committed to getting costs under control. That’s why we’re taking direct action to bring insurance companies and regulators round the table to discuss how we can crack down on spiralling costs.

    The rising cost of cover affects all drivers but some groups have been hit harder than others. No matter your background or circumstance, this government is determined to ensure drivers get a fair deal.

    Our new expert taskforce is a major step forward in delivering a fair deal for drivers. It will give this issue the attention it deserves – rooting out the factors driving up costs for industry and ensuring drivers are able to hit the road.

    The taskforce will bring together expertise from regulators, motoring groups, insurers and consumer groups to find solutions for the high cost of insurance, addressing contributing factors to high costs generally and those that may be disproportionate depending on age or ethnicity.

    The taskforce will help support the government’s missions to grow the economy and break down the barriers to opportunity, by acting on the cost pressures facing industry and supporting drivers to hit the road.

    The expert group will identify the causes of rising costs, assess whether consumers are receiving fair value for money and look at the impact on the groups hit the hardest, using advice from the regulators the FCA and Competition and Markets Authority (CMA).

    Wolves Workbox is hosting the Childcare Jobs and Opportunities Fair at Wolves at Work, Unit 5, i10, Victoria Square, Wolverhampton on Saturday (19 October, 2024) from 10am to 1pm.

    It will offer information on working in the childcare sector, with local providers discussing vacancies and apprentice opportunities. People will be able to apply for vacancies on the day and provide their contact details so they can get employability support from Wolves at Work staff.
