    Environment Agency launches Flood Action Week to ensure every person knows their flood risk, marking one year on from Storm Babet

    The Environment Agency is urging the public to ensure they are prepared for a flood as the nation marks the annual ‘Flood Action Week’, which this year runs from 14-20 October. 

    This year’s awareness campaign coincides with the one-year anniversary of Storm Babet, which brought significant flooding across the country.  

    According to the Met Office, Storm Babet saw the third wettest three-day period in a series for England and Wales since 1891. 

    Nearly 96,900 properties were protected by the Environment Agency during Storm Babet, though sadly around 2,150 were flooded. 

    As climate change brings more extreme weather, there has already been flooding this autumn. Only last month, heavy rainfall led to the first major incident of the season with almost a thousand properties flooded. It followed the wettest 18 months on record in England up to February 2024.  

    This campaign is all about showing people that they can easily take a few steps to reduce the devastation caused by floods to their homes and businesses, with around 5.5 million properties in England at risk from flooding. Recent data suggests that nearly half the country is unsure of how to find information on local flood risks, making this campaign all the more important. 

    The best way to protect yourself from flooding is early preparation and knowing what to do in advance. Some of the actions people can take to reduce the dangers are:   

    • Check your long-term flood risk. You can use this free service to find out the long-term flood risk for an area in England, the possible causes of flooding, and how to manage flood risk. 

    • Sign up for flood warnings by phone, text or email  

    • Taking steps to protect yourself from future flooding – including storing important documents in a secure, waterproof location, taking rugs and small furniture upstairs, checking how to turn off your electricity and water, preparing a flood kit. 

    The Environment Agency and its partners are continuing to help communities become more resilient to extreme weather and rising sea levels, but authorities can never stop all flood impacts.  

    Caroline Douglass, Environment Agency Executive Director of Flood and Coastal Risk Management, said:

    Climate change means extreme weather events are happening more frequently, and we have already seen an unusually wet September this year.  

    We can’t always predict where the rain will fall or where flooding will occur, but we do know which areas are at risk.  

    That is why it is essential we all do our part by checking our flood risk and signing up for flood warnings this Flood Action Week.  While we at the Environment Agency are stepping up our preparations to increase the nation’s resilience to flooding as we head into the winter, taking small steps today can immediately improve your own readiness. 

    Following the flooding caused by Storms Ciara and Dennis in 2020, it was estimated that the average insurance claim per household was £32,000

    The impacts of flooding to mental health can be equally as harmful as the physical damage and disruption. People whose homes have been damaged by extreme weather are more likely to have poor mental health than the rest of the population. 

    Floods Minister Emma Hardy said:

    Flooding can be a destructive force that puts everything in life on hold. I’ve seen the impacts firsthand and am determined to ensure as much as possible others do not. 

    Through the recent launch of our Floods Resilience Taskforce, this government is taking decisive action to accelerate the development of flood defences and bolster the nation’s resilience to extreme weather. 

    But this Flood Action Week, we must be all be proactive in taking steps to protect ourselves by checking our flood risk and signing up for flood warnings. 

    Last winter, Storm Babet was followed in quick succession by Storms Ciaran and Henk, which each led to more significant flooding, though flood defences operated well overall. While around 5,000 properties were sadly flooded, around 250,000 properties were protected thanks to the investments the Environment Agency has made in flood and coastal defences. 

    In the year since Storm Babet, the Environment Agency has undertaken a thorough assessment of the condition of flood defense assets across the country to ensure they are up to the required standard. 

    It has conducted over 200,000 checks on the state of assets in the past year – up from 150,000 in an average year – and increased our spend on asset maintenance and repair to £236 million, up from £200 million.  

    Pumps have been pre-emptively deployed at seven strategic depots in vulnerable regions around the country to ensure they can be rolled out rapidly as and when required. 

    The public are also urged to explore the longer-term Property Flood Resilience (PFR) measures they can adopt to protect their own homes. The Environment Agency estimates nine out of 10 properties fitted with PFR in England saw the measures delivered via its flood and coastal risk management investment programme, ensuring better protection. 

    Flood Re is a joint initiative between the Government and insurers aiming to make the flood cover part of household insurance policies more affordable. Its Build Back Better initiative enables householders to install property flood resilience measures up to the value of £10,000 when repairing their properties after a flood. 

    Flood Re Interim CEO Stuart Logue said:

    One year on from Storm Babet and we are seeing yet more severe weather and flooding across the country, causing not only physical devastation to homes, but also placing a unique burden on the mental health and wellbeing of families who are affected. 

    This acts as a stark reminder of the importance of our Build Back Better scheme where householders can access up to £10,000 to build resilience into their homes when carrying our flood repairs.

    During a flood, it is especially important that drivers take particular care on roads, stay away from swollen rivers and do not drive through flood water, just 30cm of flowing water is enough to move your car.

    Billions worth of investments in emerging growth sectors including AI and life sciences, and infrastructure are set to be unveiled by businesses and ministers at the government’s inaugural International Investment Summit today (Monday 14th October).

    World leading CEO’s and investors from across the globe will meet with ministers, First Ministers, and local leaders at the Guildhall – a historic landmark which has served as the ceremonial heart of the City of London for centuries. 

    Securing investment is central to the government’s mission to deliver economic growth which will create jobs, improve living standards, and make communities and families across the country better off.  

    The government has already secured tens of billions worth of investments within 100 days of being in office. The International Investment Summit will provide an opportunity to build on this progress and showcase the UK’s economic strengths. The event will demonstrate that through serious, stable governance, the UK can establish enduring partnerships with businesses to boost investment and give investors the confidence they need to choose Britain. 

    In a sign of intent to deliver on its central promise, this government has immediately made a series of major interventions to restore economic stability and create the right conditions for growth and investment. Business leaders this week hailed the UK’s “clear policy direction” as they announced over £24 billion worth of investment in clean energy projects.

    The government’s policy platform – including bolstering the Office for Investment, a robust Industrial Strategy, major planning reforms to unlock infrastructure and housing, and founding a National Wealth Fund to catalyse private money – will attract investment, kickstart growth, and unlock Britain’s potential. 

    In his keynote speech opening the summit, the Prime Minister will outline how the government will build on this work, with a vow to “do everything in my power to galvanise growth including getting rid of regulation that needlessly holds back investment.” 

    He is expected to say not enough has been done to make sure the UK is keeping pace with emerging industries. He will pledge to “upgrade the regulatory regime to make it fit for the modern age, making Britain fit to harness all opportunities.”

    In his keynote speech, the Prime Minister will make his ‘pitch for Britain’. On the value of stability, the Prime Minister is expected to say: 

    “It’s not just that stability leads to growth – though we all recognise that. It’s also that growth leads to stability. Growth leads to a country that is better equipped to come together and get its future back. That’s why it’s always been so critical to my project.

    “We have a golden opportunity to use our mandate, to end chop and change, policy churn and sticking plasters that make it so hard for investors to assess the value of any proposition. 

    “We have the determination, the focus on clear long-term ends, a mission-led mindset that thinks in years, not the days or hours of the news grid, needed to unlock that potential. Do not doubt that. 

    “We are focusing on investment because the mission of growth, in this country especially, demands it. Private sector investment is the way we rebuild our country and pay our way in the world. This is a great moment to back Britain. This is great moment to back England, Scotland, Northern Ireland and Wales.”

    On regulation, he is expected to say: 

    “We’ve got to look at regulation where it is needlessly holding back the investment, to take our country forward.

    “Where it is stopping us building the homes, the data centres, warehouses, grid connectors, roads, trainlines, you name it then mark my words – we will get rid of it.

    “We will rip out the bureaucracy that blocks investment and we will make sure that every regulator in this country take growth as seriously as this room does.”

    The government will ask the CMA to prioritise growth, investment, and innovation through their work as a priority and it will also be reviewing the focus of other major regulators. 

    The regulatory review is just one part of the government’s work ensuring Britain is at the front of the queue for emerging opportunities. It builds on the recent creation of the Regulatory Innovation Office, which will curb red tape for cutting-edge emerging technologies, speed up approvals, and allow them to be rolled out to the public safely and quickly. 

    These changes come at the same time as the government delivers on a key manifesto promise to establish a modern Industrial Strategy. Long called for by business, the strategy hardwires long-term stability for investors and plays to the UK’s strengths by focusing on eight growth-driving sectors. 

    The summit will involve sessions with ministers and business leaders to discuss how together we can ensure the UK capitalises on emerging growth sectors including health tech and AI, clean energy and creative industries, for the good of working people. Confirmed speakers including Ruth Porat President & Chief Investment Officer of Alphabet, David A. Ricks Chair and CEO of Eli Lilly, Alex Kendall CEO of Wayve and Pushmeet Kohli Vice President of Research at Google DeepMind. 

    The Prime Minister will take part in an “in conversation” event with former CEO and chairman of Google Eric Schmidt, moderated by CEO of GSK Dame Emma Walmsley to discuss how the UK can seize the opportunities of AI to drive growth and productivity, and it’s potential to improve public services such as health and education.

    The Chancellor will close the summit and take part in a panel event discussing investment opportunities in the UK with Group Chief Executive of USS Carol Young, Chairman and CEO of BlackRock Larry Fink and CEO of Brookfield Asset Management Bruce Flatt.

    Attendees will then be invited to an exclusive reception at St Paul’s Cathedral attended by His Majesty The King.

    Threats facing the Australasian Bittern (Matuku-hūrepo)

    The bittern’s declining numbers are reflective of the region’s shrinking wetlands, where they’re commonly found. Since European settlement, 90 per cent of freshwater and natural wetlands and half of our coastal wetlands in Waitaha have been lost through human impact. 

    Other threats include collisions with vehicles and starvation caused by:

    • changes in water levels that leave birds ‘high and dry’,
    • lack of food and/or habitat where the species can hunt,
    • and murky water quality (sedimentation) – as bittern are visual feeders. 

    One of the best ways we can help the species is to protect and enhance our remaining wetlands, and where possible, create new wetlands, to provide an optimum breeding and feeding habitat.

    Elusive ‘spy’ behaviour

    Preserving raupō habitat

    90 per cent of bittern sightings in Waitaha over the last 15 years have occurred in the Te Waihora and Pegasus Bay areas. Their most important habitat is dense/mature raupō beds on river, wetland or lake edges.

    The wetlands around the margin of Te Waihora are the largest remaining area of wetland habitat in lowland Canterbury, covering around 4,500 hectares. A DOC-run willow control programme, which we’re helping fund, is a key initiative for supporting bittern.

    Not only do willows suck up large volumes of water but they also encroach on native wetland vegetation such as raupō. They create a dense canopy and interfere with the function of the wetland, including destroying spawning grounds for benthic fish (fish that deposit their spawn on or near the bottom of the sea or lake) – which the bittern feed on.

    At Te Waihora, willows were invading the raupō at an alarming rate. The ‘bittern habitat’ aspect was a key driver for establishing and maintaining the control programme, which began in 2011. 

    DOC biodiversity ranger Allanah Purdie says reversing the spread of willow is a cost-effective and efficient way to support bittern. 

    “Raupō is by far their preferred habitat – so when you remove the willow, you get bittern.” 

    As Allanah points out, the species’ perilous future is representative of the overall condition of wetland systems that remain. 

    “It’s an indicator for all our other wetland species and the health of the ecosystem as a whole, all of which are suffering as a result of long-term wetland degradation.” 

    Community conservation efforts

    In Waimakariri, the Bittern Īnanga Rushland wetland is one of three Kaiapoi projects being undertaken by an extended family who are passionate about restoring biodiversity to the area. 

    One of the aims is to attract bittern, and the site has also been identified as a potential Canterbury mudfish habitat. It is receiving $15,000 in funding this financial year through the Waimakariri Water Zone Committee. 

    The support will help with the control of willows and poplars, along with more than 350 metres of fencing to create a large buffer to protect the rushland and make room for plantings. 

    Landowner Nicky Auld says a bittern is now frequenting the area. 

    “It was very rewarding seeing a bittern for the first time, and it is now a regular visitor to the rushland – where it feeds on eels, fish and whitebait.  

    “We’ve been scattering raupō seeds in the hope that the rushland may become even more attractive to these magnificent birds, and a breeding ground.” 

    Others who have raupō on their property are already in a good position to help. 
    Allanah says wet areas with fresh standing water – about 20 cm deep – are ideal habitat. 

    “Bittern need areas to take-off and land in, so consider keeping the larger stature plants back at least ten metres from the water, with Carex around the margin and then raupō in the middle.  

    “The species is intrinsically linked to areas with marginal or dense vegetation. They don’t like being out in the open and are very prone to disturbance. If you have a disturbance event in a wetland they’ll go to ground or disappear.” 

    Bittern are known for being highly mobile, so when they do disappear – it can be to quite a distance away. One that was fitted with a transmitter was tracked flying from Te Waihora to Blenheim – more than 300 km. 

    Preventing extinction

    Conservationist Peter Langlands, who’s carried out extensive monitoring of bittern in Waitaha, describes the situation as ‘critical’. 

    “I’m worried that we may lose the source population of bittern in Canterbury. We must act now if we’re to save the species.” 

    Peter believes a collaborative approach to large scale habitat restoration projects, and scaling up wetland creation, will lead to the best conservation outcomes.  

    Frances echoes Peter’s sentiment. 

    “They’re such a mysterious, and surprisingly graceful bird. When you see one for the first time – it’s special. It would be really unfair if we didn’t manage to conserve that experience for people.”

  • MIL-Evening Report: There’s a plan for free school lunches in Queensland. Is this a good idea?

    Queensland Premier Steven Miles has announced free school lunches if Labor is re-elected at the state’s upcoming election on October 26.

    The A$1.4 billion policy would cover primary students in public schools and begin next year. Labor estimates it would save parents about $1,600 per child, per year. On Sunday, Miles said:

    [The program is] universal to avoid stigmatising the kids that need the food the most, but also to ensure that it supports every Queensland family.

    The meals will be delivered in partnership with P&Cs Queensland, Queensland Association of School Tuckshops, school principals, Health and Wellbeing Queensland and non-government food providers.

    The Greens are also campaigning on a pledge to deliver free breakfasts and lunches for every state primary and high school student, costed at $3 billion over the next four years.

    Would a school lunches program help students and families? How would it work in practice?

    An unusual approach for Australia

    Unlike the United Kingdom and United States, Australian does not have a national or state-based free or subsidised school meal program.

    Instead, parents are responsible for providing morning tea and lunch through a “lunchbox system”. Families can also usually pre-order food from a canteen or tuckshop. In some cases, state or territory governments fund charities and non-for-profits to provide breakfast or lunch programs for schools identified as most in need of support.

    Research shows the nutritional quality of food provided to Australian school children often does not meet dietary guidelines. There are mandatory guidelines for state school canteens and tuckshops to follow but these are not always reflected in practice. Research shows many canteen menus contain less-than-desirable options and pricing often does not encourage families to buy healthier options.

    Unfortunately, health survey data shows Australian children’s diets are high in energy dense and nutritionally poor foods. On top of this, the 2023 Foodbank Report shows 36% of Australians are food insecure and about one quarter of these households have children at home who may not have adequate food for school.

    What are the potential opportunities?

    So the idea of a free school lunch program delivered by organisations familiar with providing food in schools sounds like a positive solution.

    Beyond improving nutrition and health outcomes for more than 326,000 Queensland students, it can also provide other benefits.

    We could see improved school attendance by creating an incentive for students to go to school and improved diets leading to reduced illness. Because well-nourished children are more ready to learn, concentrate and stay on task, school lunches could lead to improved academic performance.

    Importantly, school lunches can reduce inequality and stigma for families who experience food insecurity.

    The school kitchen can also provide a opportunities for students to learn about food preparation and service as well as healthy eating.

    What are the key challenges?

    But we need to make sure the program is properly and sustainably designed. There will be a cost to taxpayers, not just in terms of the set up, but ongoing maintenance.

    The initial implementation will require commercial kitchens and equipment, qualified and trained staff, secure food procurement and supply chains as well as all the policies and procedures to go with this. This raises the question of whether the timeline of starting in Term 1, 2025 is realistic for all schools.

    The roll out needs to be equitable – extra consideration is needed for how this plan will be delivered to rural and remote Queenslanders. We also know access to reliable supplies of food, staff, equipment and support varies greatly across the state.

    The program will also need to cater to children with food allergies and intolerances, food preferences experienced with conditions like autism and attention-deficit hyperactivity disorder (ADHD), and different cultural eating practices.

    This plan has the potential to improve Queensland children’s health and education outcomes, while saving families money, time and stress. But it is complex and success will lie in making sure all Queensland primary students are provided with nutritious and appropriate food at school.

  • MIL-OSI USA: Congressman Aderholt Announces the Death of His Mother, Mary Frances Aderholt, 88

    A note from Congressman Aderholt on the passing of his mother:

    My mom, Mary Frances Aderholt, passed away Saturday afternoon October 12, 2024 here in Haleyville. She was 88, and I thank God I had her as long as I did.

    I was with her a couple of days last week and before I left her to go out of town Thursday morning, I told her I loved her and she told me that she loved me.

    She was the best mom a son could possibly have.

    Even though she was 88, I would have liked to have had her much, much longer. To be honest, it is especially tough, as I am an only child, and lost my dad three years ago. Thankfully, I have the strong arm of the Lord Jesus to cling to.

    It is also comforting to know she had a faith in Christ Jesus and she is reunited with my dad, whom she loved so much.

    She was quite a lady, and very proper, and always wanted to do things first class. She, along with my dad, were my biggest cheerleaders.

    I look forward to seeing both of them again.

    Selected cash flow items

    DNO’s share of crude oil from the Tawke license during the quarter has been sold to local buyers as the Iraq-Türkiye Pipeline remained closed. Payments are deposited directly into DNO’s international bank accounts in advance of loadings.

    In the third quarter, DNO paid a dividend of NOK 0.3125 per share (totaling USD 29 million), which was up 25 percent from prior quarterly distributions. The Company had no tax payments or refunds during the quarter.

    The acquisition of stakes in five oil and gas fields in the Norne area in the Norwegian Sea announced in May was completed on 30 August. Net cash consideration paid by DNO was approximately USD 24 million. The transfer of DNO’s 22.6 percent interest in Ringhorne East to Vår Energi, the other element of the swap, was completed on the same date.

    Other items and information

    DNO participated in two exploration wells in the Norwegian North Sea in the quarter. The Heisenberg/Angel well in PL827SB (49 percent interest) was spudded on 18 August and completed on 16 September. The well delineated the play-opening 2023 Heisenberg oil and gas discovery and confirmed the volume estimate of 24 to 56 MMboe but the deeper Angel exploration target was found to be mainly water wet. The operated Falstaff well (50 percent interest) was spudded on 20 September and drilling was ongoing as of end of Q3 2024.

    Other drilling activities during the quarter included the B-3 well in Kurdistan at the DNO-operated Baeshiqa license (64 percent interest), which was spudded on 21 February, completed on 26 July and was ongoing a testing program as of end of Q3 2024.

CET Inside Information – Unifiedpost Group SA (Euronext Brussels: UPG) (Unifiedpost), a leading provider of integrated business communications solutions, will use the proceeds from divestments to fully repay its €100 million Francisco Partners senior facility loan.

    Key highlights:

    • On 7 March 2022 Unifiedpost entered into a Senior Facility Loan Agreement with FP Credit Partners II AIV, L.P and FP Credit Partners Phoenix II AIV, LP (Francisco Partners) for a capital amount of €100,0 million.  For more information, please see our previous press release.
    • As part of our portfolio rationalisation plans, proceeds from divestments of certain assets will be used to repay in full the outstanding amount of the Senior Facility Loan with Francisco Partners.
    • Francisco Partners confirmed it is supportive of the decision to pay down the outstanding loan (capital and interest) according to the following repayment plan:
      • Initial repayment of €100,0 million (partially capital and partially accrued interest) upon closing of the Identity business sale (anticipated by 30 December 2024, on which date related pledges to the transaction need to be released)
      • Remaining balance which is estimated to be repaid no later than 31 March 2025.  On this outstanding balance, the same interest rates remain payable unchanged as provided in the Senior Facility Loan Agreement.
    • The repayment timeline falls ahead of the initial five-year term with no prepayment penalties.
    • The Senior Facility Loan and the equity shareholding of Francisco Partners are two different commitments. Francisco Partners has provided no information to Unifiedpost whether it intends to hold or sell (in whole or in part) its equity stake. Based on the latest transparency declaration of 8 April 2024 Francisco Partners is owning 2,92% of the voting rights.
    • Unifiedpost’s balance sheet position amounted to €108,8 million (fair value of outstanding facility €86,0 million + accrued interest €22,8 million) at 30 June 2024. In the first six months of 2024, a total interest amount of €5,9 million was accrued and €1,7 million was paid in cash, which led to an incurred financial cost of €7,6 million.

    Hate crime is any criminal offence committed against a person or property which is motivated by an offender’s hatred of someone because of their race, colour, ethnic origin or nationality, their religion, their gender or gender identity, their sexual orientation, or their disability.

    It can take many forms, from physical attacks such as an assault, damage to property, offensive graffiti and arson, to verbal abuse or insults or the threat of attack, including the sending of offensive letters, emails or texts, abusive or obscene telephone calls or malicious complaints.

    The Safer Wolverhampton Partnership is calling on people to help raise awareness of the issue, and understand the ways that victims of, or witnesses to, an incident can report hate crime, during this year’s national Hate Crime Awareness Week, which began on Saturday and continues until 19 October. People can:

    • Call police on 101 – or dial 999 if it is an emergency
    • Contact Crimestoppers anonymously on 0800 555 111 or via Crimestoppers 
    • Report in person to the police at any police station or one of the Police Hate Crime drop-ins – see StopHateWLV for details
    • Report at any Third-Party Reporting Centre – independent organisations that have been trained to record hate crimes and incidents, offer support and signpost to other help. See StopHateWLV for details
    • Visit Report It and fill in the online reporting form which will be forwarded to police for investigation
    • If an incident occurs on a train or the Midland Metro, text British Transport Police on 61016

    Members of the Safer Wolverhampton Partnership will be at Tesco Wolverhampton, Marston Road, on Wednesday (16 October) from 10am to 12.30pm, Central Library, Snow Hill, on Thursday (17 October) from 10am to 12.30pm and Wednesfield Library, Well Lane, also Thursday from 2pm to 4.30pm, to raise awareness the importance of reporting hate crime, and will also be holding a series of other activities throughout the week.

    Meanwhile, the City of Wolverhampton Council’s Public Health team have been working with the University of Wolverhampton’s Wellbeing champions, who will be supporting with activities this week.

    John Denley, Wolverhampton’s Director of Public Health, said: “The Safer Wolverhampton Partnership takes hate crime incredibly seriously, and all reports will be fully investigated by police.

    “We are using Hate Crime Awareness Week to get people thinking about how they can respond to hate crime if they witness or are victims to it.

    “Most importantly, we’ll be encouraging people to report instances of hate crime, which will enable victims to get the support they need and to ensure those committing it are met with justice.”

  • MIL-OSI United Kingdom: Pregnant women and older adults eligible for RSV vaccine

    RSV is a major respiratory virus that is common over the winter period, typically November to February. While the symptoms are mild for many, it accounts for around 30,000 hospitalisations of children under 5 in the UK annually, and for 20 to 30 infant deaths.

    It can also be severe in older adults, causing pneumonia and flare ups of existing lung disease and other long term conditions and leading to around 9,000 hospitalisations in those aged over 75 in the UK every year.

    It may cause a cough or a cold, wheezing, shortness of breath, tiredness and fever, as well as bronchiolitis in infants, which can make it difficult to breathe and feed. Most cases are not serious and clear up within 2 to 3 weeks.

    All women who are at least 28 weeks pregnant are being offered a single dose of the RSV vaccine to help protect their newborn babies and should speak to their maternity service or GP to arrange this. Meanwhile all adults aged 75 and over are also eligible and will be invited by their GP.

    John Denley, Wolverhampton’s Director of Public Health, said: “RSV is a common cause of coughs and colds. Infections usually get better by themselves but can sometimes be serious for babies and older adults.

    “The RSV vaccine is given all year round but it’s particularly important that people who are eligible for the jab make sure they are protected as we head into the winter months, when the virus is more common.”

    Financial support to help residents cope with the cost of living crisis is being extended until the end of end of March 2025.

    The council has been allocated £1,037,906 for the next 6 months and residents are urged to make sure they claim all benefits that they are eligible for.

    This Household Support Funding (HSF) from the government will be used in York to provide a variety of financial assistance to help residents meet essential expenses. These include:

    • £500,000 – a direct payment will be made before Christmas to working aged people who receive Council Tax Support
    • £180,000 – a discretionary application scheme will be available to support any other residents struggling to meet their bills, including pensioners
    • £70,000 – support for the council’s food and fuel voucher scheme
    • £80,000 – advice and support to maximise residents’ income and promote take-up of unclaimed benefits
    • £80,000 – community food and support to run Warm Places this winter
    • £60,000 – administration and delivery of 2 Talk Money information and support campaigns
    • £10,000 – York Energy Advice funding for offering advice and energy-saving measures for households
    • £30,000 – support to identify, contact and support financially-vulnerable residents to claim.

    Councillor Katie Lomas, joint Executive Member for Finance, Performance, Major Projects, Human Rights, Equality and Inclusion, said:

    Nearly half of the £1,037,906.47 we’ve been allocated through the Household Support Fund (HSF), will be issued as direct payments for working-age residents who are receiving Council Tax support. This translates to a cash payment of around £115 for every qualifying resident and we’re contacting those who are eligible, to make sure they receive this vital support.

    “Of the remaining funds, £180,000 will be allocated to a discretionary support scheme, which will be open to applications to anyone struggling with their finances. We’ll also be allocating money from the HSF to continue supporting Warm Places and energy advice services to support people with the effects of rising energy costs this winter, as well as community food support and support to take up unclaimed benefits.”

    Councillor Bob Webb, with joint responsibility for financial inclusion, said:

    We reckon as many as 1,600 people in York are missing out on Pension Credit. It’s really important that they know about it and claim the extra £100s as well as unlocking other benefits like the Winter Fuel Payment.

    “We know that between April and June 2024, an extra 31 residents claimed Pension Credit who are benefiting from a total extra £134,825 to help them through these uncertain financial times.

    “We’re writing to over 450 residents who we know are eligible for Pension Credit because they already claim Council Tax Support and Housing Benefit. Information on the 1,150 or so other eligible people is held by the Government’s Department for Work and Pensions (DWP) and can’t be shared for data protection reasons. So, we’ve been reaching out to them through other council services and voluntary sector organisations, to help people check their eligibility and to support them to apply.”

  • MIL-OSI Security: Fifth man charged with Tower Hamlets murder

    A fifth man will appear in court charged with the murder of Joshua McLean in Tower Hamlets.

    Shanoor Ahmed – 38 (04.04.86) of Russia Lane, E2 will appear in custody at Willesden Magistrates’ Court on Monday, 14 October charged with murder.

    Ahmed was arrested on Saturday, 12 October.

    Four people have previously appeared in court charged with Joshua’s murder.

    They are:

    Nefur Miah, 36 (06.04.88), of Redmans Road E1;
    Muhammed Ismail Ali, 37 (02.10.87), of Marlborough Road RM7;
    Simeon Oliver-Stewart, 30 (15.01.94), of Clevedon Close N16;
    Muhammad Abbas, 22 (21.07.02) of Bradford Road, Kirklees.

    All four defendants will appear at the Old Bailey on Tuesday, 17 December.

    The investigation, led by detectives from the Met’s Specialist Crime Command, was launched after Joshua, 31, was fatally shot on Tuesday, 6 August in Weavers Fields, Wilmot Street, E2.

  • MIL-OSI United Kingdom: Plan your journey ahead of the Great South Run

    With up to 23,000 runners expected, the 10-mile route will wind through some of Portsmouth’s most iconic locations, starting at Clarence Esplanade and passing through Old Portsmouth and the Historic Dockyard before returning to Southsea via Canoe Lake.

    Visitors driving to the event from outside the city are encouraged to use the PR4 Portsmouth Park and Ride service to Clarence Pier. This dedicated service for runners, spectators, and supporters provides frequent bus services throughout the weekend. Passengers can buy tickets through the First Bus or Ringo apps and day tickets can also be purchased from the bus driver. In addition to the special PR4 service, the PR1 route will be operating its regular weekend bus service on both days.

    If you’re travelling around the city by bus, please plan your journey before you set off as some routes will be affected by the road closures. Check the First Bus or Stagecoach app or operators’ website for service updates. On Sunday 20 October First Bus are offering free travel home for runners who show their medal to the driver after the Great South Run*.

    Passengers travelling with Hovertravel from the Isle of Wight can benefit from extra services on Sunday, running every 15 minutes between 8.15am and 9.15am, followed by an additional service at 9.45am.

    To ensure the safety of participants and spectators, the council is working with organisers to close some roads to traffic around the race area. These include Clarence Esplanade, Pier Road and Avenue de Caen. During the closures, park and ride Saturday services will terminate at Pembroke Road, and the final stop on Sunday will be City Centre South.

    Event parking on Southsea Common will be accessible before 9.30am and after 1pm, outside the time of the road closures.

    Parking will also be reduced on some roads, and drivers who park near the area should check temporary signs to make sure they are not parking in prohibited areas where vehicles could be removed. Full details of all road closures and restrictions can be found in the Temporary Traffic Regulation Order (TTRO) at http://www.portsmouth.gov.uk/tro.

    Statement by the High Representative on behalf of the European Union on recent attacks against UNIFIL.

    The European Union expresses its grave concern about the recent escalation along the Blue Line. The EU condemns all attacks against UN missions. It expresses particularly grave concern regarding the attacks by the Israeli Defence Forces (IDF) against the United Nations Interim Force in Lebanon (UNIFIL), which left several peacekeepers wounded. Such attacks against UN peacekeepers constitute a grave violation of international law and are totally unacceptable. These attacks must stop immediately.

    All actors have an obligation to take necessary measures to ensure the safety and security of UN personnel and property and to respect the inviolability of UN premises at all times. We urgently await explanations and a thorough investigation from the Israeli authorities about the attacks against UNIFIL, which plays a fundamental role in the stability of South Lebanon.

    We urge all parties to fully uphold their obligations to guarantee the safety and security of UNIFIL personnel at all times, and to allow UNIFIL to continue to implement its mandate.

    The troops and other personnel of UNIFIL, to which sixteen EU Member States currently contribute, are working under difficult conditions in the defence of international peace and security. The EU pays tribute to their professionalism and renews its unwavering support to UNIFIL’s role.

    We are also deeply concerned by Hezbollah’s continued launch of rockets into Israel that has to stop, and by IDF strikes in densely populated areas of Lebanon, causing a heavy toll on civilians and the displacement of many.     The EU reiterates its call for an immediate ceasefire in Lebanon, and for all parties to commit and work towards the full implementation of Security Council Resolution 1701.

  • MIL-OSI Economics: Identity fraud using the name of Blockchain Consulting GmbH

    The Federal Financial Supervisory Authority (BaFin) warns consumers about services purportedly offered by the company Blockchain Consulting GmbH, based in Munich. Unknown perpetrators are using the company’s name without permission and are contacting consumers via telephone and e-mail. They are suspected of providing payment services.

    The perpetrators offer to enable purported trading profits to be paid out or to compensate for losses that have previously been incurred through investments on fraudulent trading platforms. In doing so, they attempt to persuade consumers to make payments for “taxes” or “fees” that are to be paid in advance. Based on the information currently available to BaFin, this is attempted fraud.

    Anyone wishing to conduct banking business or provide financial or investment services or payment services in Germany may do so only with authorisation from BaFin. However, some companies offer these services without the necessary authorisation. Information on whether a particular company has been authorised by BaFin can be found in BaFin’s database of companies.

    On 28 February 2024 Sydbank announced a share buyback programme of DKK 1,200m. The share buyback programme commenced on 4 March 2024 and will be completed by 31 January 2025.

    The purpose of the share buyback programme is to reduce the share capital of Sydbank and the programme is executed in compliance with the provisions of Regulation (EU) No 596/2014 of the European Parliament and of the Council of 16 April 2014 and Commission Delegated Regulation (EU) 2016/1052 of 8 March 2016, collectively referred to as the Safe Harbour rules.

    Armagh City, Banbridge and Craigavon (ABC) Borough Council is delighted to join this year’s Recycle Week (14 – 20 October) to celebrate the efforts of our residents and help save five packaging heroes from the rubbish bin.

    Now in its twenty-first year, Recycle Week (organised by Recycle Now) is the biggest celebration of recycling, shining a light on the nation’s recycling habits through activities happening across the country.

    For Recycle Week 2024, ABC Council is joining the crusade to save five packaging heroes from being rubbished and keeping them out of the bin and living the circular life, through recycling.

    The latest Recycle Now research shows that while we’re a nation of recyclers – nine out of ten people regularly recycle – nearly eight out of ten of us (79%) put one or more items into the bin that could have been recycled.

    Recycle Now has created a team of five characters to bring the campaign to life and is asking everyone to Rescue Me – Recycle.

    The condemned containers include Dee Dee the deodorant, Rey the plastic trigger spray, Yogi the yoghurt pot, Fitz the perfume bottle and humble Hube – the toilet roll tube.

    Through a series of online social media posts, ABC Council will be encouraging residents/customers to keep these five characters in circulation by recycling. Our recycling officers will also be holding a ‘Plastic Free/Alternative to Plastic Event’ in Tesco, Lurgan on Friday 18 October from 10am – 1pm, where they will offer lots of helpful tips and advice to help you recycle more effectively.

    Lord Mayor of ABC Borough, Cllr Sarah Duffy, gave her support to the campaign. She said: “Recycle Week is an opportunity to focus on the many positive benefits of recycling. As a council we are committed to sustainability and recycling is an important way of protecting our environment as well as combating climate change.”

    Craig Stephens, Senior Campaign Manager for Recycle Now, said: “Keeping these materials circulating means we can reduce emissions linked with our weekly shop. Every aerosol, every trigger spray bottle, every plastic pot, perfume bottle and toilet roll tube. Rescue – recycle!”

    This week is Hate Crime Awareness Week and it’s important we all understand this issue.

    A hate crime is a criminal offence that is motivated by hostility and prejudice towards somebody because of their:

    •  Sexual orientation
    •  Disability
    •  Race
    •  Religion or belief

    Hate crimes can include verbal abuse, physical assault, online abuse and damage to property.

    Anyone can be a victim of hate. These crimes can also take place anywhere – at home, out in public, online, at work or at school.

    If you have experienced a hate crime or incident, you can:

  • MIL-OSI Europe: President Amherd visits Poland in the run-up to Polish presidency of the Council of the EU

    Bern, 14.10.2024 – President Viola Amherd will travel to Warsaw this week. During her visit, she will meet with Polish President Andrzej Duda on 17 October and also hold talks with the heads of Poland’s parliamentary chambers, Marshall of the Sejm Szymon Hołownia and Marshall of the Senate Małgorzata Kidawa-Błońska. Poland will assume the rotating presidency of the Council of the EU in the first half of 2025.

    With a view to Poland assuming the presidency of the Council of the EU at the beginning of 2025, talks during Ms Amherd’s visit will focus on bilateral relations between Switzerland and Poland, the security situation in Europe and the ongoing negotiations between Switzerland and the European Union. Other topics will include bilateral cooperation on the second Swiss contribution to selected EU member states. With overall funding of CHF 320.1 million, Poland will be the largest beneficiary of the 15 countries receiving funding from the second Swiss contribution. This cooperation programme aims to reach socially disadvantaged regions while also supporting research and innovation at Polish universities.

    Switzerland and Poland maintain close political, economic and cultural ties. Poland is Switzerland’s most important Central European partner, with a trade volume of CHF 6 billion (2023, excluding gold) and Swiss direct investment of around CHF 6.4 billion (2022). Talks on education, research, innovation and migration have intensified between the two countries as well. Switzerland and Poland also work closely in multilateral contexts such as the World Bank and the International Monetary Fund (IMF).

    The Republic of France has issued the following statement:

    On this 22nd World Day Against the Death Penalty, France reiterates its opposition to this cruel, unjust and inhumane punishment everywhere and in all circumstances.

    The abolition of the death penalty is steadily making headway around the world. But 51 nations continue to apply it.

    At the last UN General Assembly, France and its partner countries presented their biennial resolution calling for a moratorium on executions with the ultimate aim of abolishing the death penalty.

    On December 10, 2023, the 75th anniversary of the Universal Declaration of Human Rights, President Macron announced that France would host the 9th World Congress Against the Death Penalty in 2026.

    France calls on all nations to sign and ratify the Second Optional Protocol to the International Covenant on Civil and Political Rights, aimed at abolishing the death penalty.

    On this symbolic day, France honors the memory of Robert Badinter, who passed away on February 9.

  • MIL-OSI Europe: Federal Councillor Beat Jans at ministerial meeting in Luxembourg

    Bern, 10.10.2024 – On 10 October, Federal Councillor Beat Jans attended a meeting of justice and home affairs ministers of the (EU and) Schengen states in Luxembourg. The talks focused on better protection of the external border, internal border controls and the need for reform in relation to the EU’s return policy.

    These are priority issues for the Schengen states this year. The Hungarian Council presidency focused the ministerial meeting agenda on the protection of the external border, in particular the digitalisation of processes and systems, and the implementation of interoperability.

    Federal Councillor Beat Jans stressed that external border protection was only one element of a functioning Schengen area and that challenges such as secondary immigration, Dublin transfers and internal border controls must also be addressed. External borders should also be strengthened through better cooperation with third countries. In this regard, the head of the FDJP referred to Switzerland’s positive experience with migration partnerships, which served the interests of all parties involved and ensured that fundamental rights were guaranteed.

    Mr Jans welcomed the discussion on return policy initiated by the Council presidency. He emphasised that there was a need to reform legislation in the area of return policy and argued in favour of Schengen states having greater room for manoeuvre in returning dangerous individuals. He was open to the suggestion that voluntary return to Afghanistan and Syria and the associated expansion of operational support from Frontex should be discussed in European bodies.

    Bilateral meetings

    In Luxembourg, Mr Jans held his first talks with the new French Interior Minister, Bruno Retailleau. He spoke with the new Greek Migration and Asylum Minister, Nikos Panagiotopoulos, about cooperation on migration as part of Switzerland’s second contribution to selected EU states. Switzerland is providing support in Greece for projects to strengthen migration management and to accommodate vulnerable refugees. Mr Jans was briefed by Norwegian Justice Minister Emilie Enger Mehl on the latest asylum policy decisions in Norway. He discussed internal border controls with Czech Interior Minister Vít Rakušan and Austrian Interior Minister Gerhard Karner.

  • MIL-OSI New Zealand: Asphalt resurfacing for section of SH2 in Dannevirke

    A section of State Highway 2 (SH2) in Dannevirke will be closed to northbound traffic for 4 days, while the road is resurfaced later this month.

    This asphalt resurfacing work will take place on SH2 Stanley Street, between Denmark Street and Miller Street from Tuesday 29 October.

    During day-time work hours, a detour will be in place for northbound traffic; southbound traffic will continue to flow freely on SH2. The detour is suitable for all vehicle types.

    Crews will be working from 6.30am to 5pm each day between Tuesday 29 October and Friday 1 November (weather permitting).

    During these work hours, northbound traffic will be detoured via Rawhiti Street, Queen Street, Allan Street and onto Cole Street, before rejoining SH2.

    A temporary speed limit of 30km/h will be in place for southbound traffic near the worksite. Outside of work hours, SH2 will be open with a reduced speed limit in place.

    This resurfacing work will improve the durability and long-term condition of this section of road. A one-way daytime closure allows crews to complete the work as efficiently and safely as possible while keeping traffic moving, and minimising ongoing disruption and long delay times.

    Resident and business access remains and northbound road users are advised to follow the detour to get to your destination. The detour is expected to add less than 5 minutes to journey times.

    We know that a well-maintained state highway network promotes safety and improves options for moving people and freight. 

    Other works underway or coming up on SH2

    • State Highway 2, rebuild: Work has begun on a section of SH2 at Matamau, near Factory Road, north of Dannevirke. Stop/go will be in place each day for about 4 weeks, finishing on 30 October.
    • State Highway 2, resurfacing: Asphalting works are underway on SH2 near the Mangatera Stream Bridge, north of Dannevirke. Stop/go is in place at night, with works expected to finish on Saturday 12 October.
    • State Highway 2, rebuild: From 31 October – 28 November, road rebuild work will take place on SH2 in Papatawa, north of Ball Road, between Woodville and Dannevirke. Daytime stop/go will be in place.

  • MIL-OSI Security: Eighteen Individuals and Entities Charged in International Operation Targeting Widespread Fraud and Manipulation in the Cryptocurrency Markets

    First-ever criminal charges against financial services firms for market manipulation and “wash trading” in the cryptocurrency industry

    BOSTON – Eighteen individuals and entities have been charged for widespread fraud and manipulation in the cryptocurrency markets. Charges were unsealed in Boston against the leaders of four cryptocurrency companies, four cryptocurrency financial services firms (known as “market makers”) and employees at those firms.

    Four defendants have pleaded guilty, another defendant has agreed to plead guilty, and authorities apprehended three other defendants in Texas, the United Kingdom and Portugal this week. More than $25 million in cryptocurrency has been seized and multiple trading bots responsible for millions of dollars’ worth of wash trades for approximately 60 different cryptocurrencies have been deactivated.

    According to the charging documents, the defendants who created cryptocurrency companies made false statements about their cryptocurrencies (“tokens”) and executed sham trades in those tokens (“wash trades”) to create the appearance of trading activity that would make the tokens look like good investments. These deceptive tactics allegedly attracted new investors and purchasers, which resulted in an increase in the tokens’ trading prices. The defendants are then alleged to have sold their tokens at the artificially inflated prices, a fraud commonly known as a “pump and dump.” The largest of these cryptocurrency companies, Saitama, at one point had a multi-billion-dollar market value.

    The cryptocurrency companies also allegedly hired financial services firms ( “market makers”) to wash trade their tokens in exchange for payment. As one market maker defendant, who has agreed to plead guilty, described the practice to a prospective client: the “objective on the secondary markets” is to find “other buyers from the community, people you don’t know about or don’t care about” because “we have to make [the other buyers] lose money in order to make profit.”

    Three market makers—ZM Quant, CLS Global and MyTrade—along with their employees are charged with allegedly wash trading and/or conspiring to wash trade on behalf of NexFundAI, a cryptocurrency company and token created at the direction of law enforcement as part of the government’s investigation. A fourth market maker, Gotbit, its CEO, and two of its directors are also charged for perpetrating a similar scheme.

    Specifics regarding the defendants and conduct are detailed in Attachment A below.

    “This investigation, the first of its kind, identified numerous fraudsters in the cryptocurrency industry. Wash trading has long been outlawed in the financial markets, and cryptocurrency is no exception. These are cases where an innovative technology – cryptocurrency – met a century old scheme – the pump and dump. The message today is, if you make false statements to trick investors, that’s fraud. Period. Our Office will aggressively pursue fraud, including in the cryptocurrency industry,” said Acting United States Attorney Joshua Levy. “These charges are also a stark reminder of how vigilant online investors must be and that doing your homework before diving into the digital frontier is critical. People considering making investments in the cryptocurrency industry should understand how these scams work so that they can protect themselves.”

    “What the FBI uncovered in this case is essentially a new twist to old-school financial crime. ‘Operation Token Mirrors’ targeted nefarious token developers, promoters, and market makers in the crypto space. What we uncovered has resulted in charges against the leadership of four cryptocurrency companies, and four crypto ‘market makers’ and their employees who are accused of spearheading a sophisticated trading scheme that allegedly bilked honest investors out of millions of dollars,” said Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division. “The FBI took the unprecedented step of creating its very own cryptocurrency token and company to identify, disrupt, and bring these alleged fraudsters to justice.”

Valuable assistance was provided by the Federal Bureau of Investigation’s Legal Attachés (Madrid and London), Portugal’s Policia Judiciaria European Network of Fugitive Active Search Team (ENFAST), the United Kingdom’s National Crime Agency’s National Extradition Unit, the Internal Revenue Service Criminal Investigation, Boston Field Office and the Criminal Division’s Computer Crime and Intellectual Property Section, National Cryptocurrency Enforcement Team.

    Acting United States Attorney Joshua S. Levy and Jodi Cohen, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement. Assistant U.S. Attorneys Christopher J. Markham and David M. Holcomb of the Securities, Financial & Cyber Fraud Unit are prosecuting the cases.  

    The details contained in the charging documents are allegations. The defendants are presumed to be innocent unless and until proven guilty beyond a reasonable doubt in the court of law.

    ATTACHMENT A

    The following individuals and entities have been charged in U.S. District Court in Boston, Mass.:

    Aleksei Andriunin, Fedor Kedrov, Qawi Jalili, Gotbit Consulting LLC (Gotbit) According to court documents, Gotbit was a well-known “market maker” in the cryptocurrency industry. Aleksei Andriunin, 26, of Russia and Portugal, was Gotbit’s Chief Executive Officer and Founder. Andriunin was arrested on Oct. 8, 2024 in Portugal and awaits extradition. Fedor Kedrov, of Russia, was Gotbit’s Director of Market Making. Qawi Jalili, of Russia was Gotbit’s Director of Sales. Gotbit, Kedrov and Jalili are each charged with wire fraud and conspiracy to commit market manipulation and wire fraud. Andriunin is also charged in a separate criminal complaint with wire fraud, conspiracy to commit market manipulation and wire fraud and conspiracy to commit money laundering.

    It is alleged that between 2018 and 2024, Gotbit provided market manipulation and wash trading services to several cryptocurrency companies, including companies located in the United States. Gotbit allegedly made wash trades worth millions of dollars on behalf of clients and received tens of millions of dollars in proceeds for these illicit services. In a 2019 interview published online, Andriunin allegedly described how he developed a code to wash trade and artificially inflate cryptocurrency trading volume. Andriunin allegedly kept track of Gotbit’s market manipulation, including with spreadsheets that compared “Created Volume” from wash trades with naturally occurring “Market Volume.” Gotbit’s employees, including Jalili and Kedrov, allegedly described these wash trading tactics to prospective clients and how to avoid detection. Jalili and Kedrov also allegedly provided these services to multiple cryptocurrencies, including the Saitama and Robo Inu cryptocurrencies.

    Riqui Liu, Baijun Ou, ZM Quant Investment LTD (ZM Quant) ZM Quant was a “market maker” in the cryptocurrency industry that allegedly advertised illicit market manipulation services to clients. Riqui Liu, 26, of the United Kingdom and Hong Kong, was an employee of ZM Quant. Baijun Ou, 32, of Hong Kong, was also an employee of ZM Quant. ZM Quant, Liu and Ou are each charged in a superseding indictment with wire fraud and conspiracy to commit market manipulation and wire fraud.

    According to court documents, ZM Quant allegedly advertised a “trading bot” that could “create volume.” ZM Quant employees allegedly discussed these illicit services with clients through Telegram messages and during video teleconferences. For example, as alleged in the charging documents, during a video teleconference in March 2024, Liu and Ou described how ZM Quant would trade “maybe ten times per minute or twenty times a minute” to “increase the trading volume” and “pump the price.” Liu and Ou also described how ZM Quant allegedly used multiple trading wallets to avoid having the trading look “fake.” It is further alleged that ZM Quant provided market manipulation services for multiple cryptocurrency companies, including Saitama and NexFundAI.

    Andrey Zhorzhes, CLS Global FZC, LLC (CLS) CLS was a “market maker” in the cryptocurrency industry that allegedly advertised illicit market manipulation services to its clients. Andrey Zhorzhes, of the United Arab Emirates, was an employee of CLS. Both CLS and Zhorzhes are charged in an indictment with wire fraud and conspiracy to commit market manipulation and wire fraud.

    It is alleged that Zhorzhes described to a prospective client how CLS’s algorithm generated trading volume on multiple cryptocurrency exchanges, as follows: 

    • “We have an algorithm that . . . basically does self-trades, buying and selling.”
    • “The idea of volume generation is . . . so the token looks organic and looks live and people get interested in trading it.”
    • “It’s very hard to track. . ..We’ve been doing that for many clients.”
    • “I know that it’s wash trading and I know people might not be happy about it.”

    Zhorzhes and other CLS traders allegedly provided these market manipulation services for NexFundAI.

    Liu Zhou, MyTrade MM – MyTrade MM was another “market maker” in the cryptocurrency industry that advertised illicit market manipulation services to its clients, including “pump and dump” consulting services and “wash trades” facilitated by “bots.” Liu Zhou, 39, of China and Canada, was the founder of MyTrade MM. Zhou is charged and has agreed to plead guilty to conspiracy to commit market manipulation and wire fraud.

    MyTrade MM’s clients had access to a dashboard on MyTrade MM’s website through which clients specified the desired amount of daily wash trades on identified cryptocurrency exchanges. MyTrade MM’s dashboard described the service as “Volume Support” and allowed for millions in wash trades per day for each client cryptocurrency, for example:

    In conversations with purported promoters of NexFundAI, Zhou allegedly described MyTrade MM as superior to “CLS” and “Gotbit” because those market makers “keep clients in the dark” and “control the pump and dump,” which means “they can do inside trading easily.” Zhou allegedly also described the various purposes for wash trading, including showing “continuous trading activity every hour”; generating large enough trading volumes for cryptocurrency exchanges to waive listing fees; and executing “pump and dumps.” According to court documents, Zhou further described that the “objective on the secondary markets” was to find “other buyers from the community, people you don’t know about or don’t care about” because “we have to make [the other buyers] lose money in order to make profit.”

    Manpreet Kohli, Haroon Mohsini, Nam Tran, Max Hernandez, Russell Armand, Vy Pham, Saitama LLC (Saitama) – Saitama was a cryptocurrency company, originally incorporated in Massachusetts in August 2021.

    Manpreet Kohli, 43, of the United Kingdom, was the CEO of Saitama. Kohli was arrested in the United Kingdom on Oct. 7, 2024 and is awaiting extradition. Haroon Mohsini, 37, of Texas, also worked at Saitama. Mohsini was arrested on Oct. 7, 2024 in the Southern District of Texas. Nam Tran, 32, of Vietnam, worked at Saitama and is currently in Vietnam. Kohli, Mohsini and Tran are each charged in a superseding indictment with wire fraud, market manipulation, and conspiracy to commit wire fraud, commit market manipulation and conduct an unlicensed money transmitting business. Max Hernandez, 36, of Massachusetts, and Russell Armand, 42, of Texas, also worked at Saitama and are charged separately and have both pleaded guilty to market manipulation and conspiracy to commit wire fraud and to operate an unlicensed money transmitting business. Vy Pham, 32, of California, is also charged for conduct at a different cryptocurrency company but, as part of that guilty plea, admitted to certain conduct involving Saitama.

    Saitama allegedly purported to create a series of products that could be used with its token and, at its peak, boasted a market value of $7.5 billion. Saitama’s leadership allegedly made a variety of false public statements, including that Saitama’s business plan had been reviewed by regulators, that its leadership was not selling the Saitama tokens they owned and that the Saitama token was coded in a way that prevented market manipulation. According to charging documents, in reality Saitama’s leadership was actively manipulating the market for the Saitama token and secretly selling their Saitama tokens for tens of millions in profits.

    Saitama’s market manipulation campaign allegedly began in or about July 2021, when leadership coordinated a series of small purchases spread across multiple cryptocurrency wallets. These trades were coordinated on Telegram, where Armand allegedly explained that the goal was to “create an illusion of massive buys and new holders” to “incite ppl [people] to buy 
    more…W[e] want list of small buys to look like it’s mor[e] buyers. That’s the idea.” Saitama’s leadership allegedly confirmed their purchases to one another, discussed how they were successfully getting others to purchase the Saitama cryptocurrency and exchanged “pump it” memes and GIFs:

    Thereafter, the Saitama leadership allegedly paid several market makers to wash trade the Saitama cryptocurrency on cryptocurrency exchanges, including BitMart, LBank and XT.com. The market makers that Saitama paid allegedly included ZM Quant and Gotbit.

    Robo Inu Finance (Robo Inu) – Robo Inu was a cryptocurrency company and token that Vy Pham created after she left Saitama in 2021. Pham has been charged and agreed to plead guilty to conspiracy to commit market manipulation, to commit wire fraud and to operate an unlicensed money transmitting business. Pham founded and promoted Robo Inu from the United States. Like Saitama, Robo Inu allegedly purported to create a series of products that could be used with its cryptocurrency. Beginning in or about 2022, Robo Inu allegedly paid Gotbit to artificially inflate the trading volume of the Robo Inu token through wash trades on cryptocurrency exchanges such as Bitmart.

    Michael Thompson, VZZN – VZZN was a cryptocurrency company and token that Armand created after he left Saitama in 2023. Michael Thompson, 50, of Virginia, also worked at VZZN. As with Armand, Thompson is charged and pleaded guilty to conspiracy to commit market manipulation. VZZN allegedly purported to be a video streaming service that could be used with the VZZN token. While promoting that service, Armand and Thompson allegedly also made misleading public statements about VZZN and artificially inflated the trading volume of the VZZN token through wash trades.

    Bradley Beatty, Lillian Finance LLC (Lillian Finance) – Lillian Finance was a cryptocurrency company and token founded by Bradley Beatty, 48, of Florida. Beatty is charged in an indictment with wire fraud. Lillian Finance allegedly purported to use blockchain technology in the healthcare industry and to use a portion of proceeds generated from token sales for charitable purposes. Beatty allegedly made a series of false statements about Lillian Finance to attract investors, for example, that he was a defense contractor and that he had addressed Congress on the topic of cryptocurrency. Thereafter, it is alleged that Beatty generated hundreds of thousands of dollars in proceeds from retail sales of the Lillian Finance token and misappropriated a portion of Lillian Finance’s profits that were supposed to be used for charity.

    The charge of market manipulation provides for a sentence of up to 20 years in prison, up to three years of supervised release, a fine of up to $5 million or twice the gross gain or loss from the offense and forfeiture. The charge of wire fraud provides for a sentence of up to 20 years in prison, up to three years of supervised release, a fine of up to $250,000 or twice the gross gain or loss from the offense, restitution and forfeiture. The charge of conspiracy to commit wire fraud, market manipulation and/or to conduct an unlicensed money transmitting business provides for a sentence of up to five years in prison, up to three years of supervised release, a fine of up to $250,000 to twice the gross gain or loss from the offense, restitution and forfeiture. The charge of conspiracy to commit money laundering provides for a sentence of up to 20 years in prison, three years of supervised release, a fine of $500,000, or twice the value of the criminally derived property, whichever is greater, and forfeiture. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

  • MIL-OSI Europe: President Meloni meets with President Zelensky of Ukraine

    The President of the Council of Ministers, Giorgia Meloni, met with the President of Ukraine, Volodymyr Zelensky, at Villa Doria Pamphilj in Rome this evening.

    The meeting provided an opportunity to discuss the situation on the ground and Ukraine’s most immediate military, financial and humanitarian needs as well as the forthcoming diplomatic initiatives and the pathway to bring an end to the conflict. The President of the Council of Ministers reaffirmed Italy’s support, also as G7 Presidency, for Ukraine’s legitimate defence and for the Ukrainian people. This comprehensive support will continue at both bilateral and multilateral level in order to put Kyiv in the best position possible to build a just and lasting peace.
        
    Italy will continue to do its part also in the future reconstruction of Ukraine and in this regard the President of the Council of Ministers announced the dates for the next Ukraine Recovery Conference, which will be held in Rome on 10 and 11 July 2025.
