  • MIL-OSI United Kingdom: Joint Statement on the situation between Lebanon and Israel

    Joint Statement by the United States, Australia, Canada, the European Union, France, Germany, Italy, Japan, Saudi Arabia, United Arab Emirates, the United Kingdom, and Qatar.

    The situation between Lebanon and Israel since October 8th, 2023 is intolerable and presents an unacceptable risk of a broader regional escalation. This is in nobody’s interest, neither of the people of Israel nor of the people of Lebanon.  

    It is time to conclude a diplomatic settlement that enables civilians on both sides of the border to return to their homes in safety.

    Diplomacy however cannot succeed amid an escalation of this conflict.  

    Thus we call for an immediate 21 day ceasefire across the Lebanon-Israel border to provide space for diplomacy towards the conclusion of a diplomatic settlement consistent with UNSCR 1701, and the implementation of UNSCR 2735 regarding a ceasefire in Gaza

    We call on all parties, including the Governments of Israel and Lebanon, to endorse the temporary ceasefire immediately consistent with UNSCR 1701 during this period, and to give a real chance to a diplomatic settlement.  

    We are then prepared to fully support all diplomatic efforts to conclude an agreement between Lebanon and Israel within this period, building on efforts over the last months, that ends this crisis altogether.

  • MIL-OSI United Kingdom: New Interim Director of Housing Transformation

    Salford City Council has announced the appointment of Alan Caddick to the post of Interim Director of Housing Transformation. 

    Alan joins the council having held a similar role at a local authority in the North East. Previously in his career, he served as the Director of Housing for two of the London authorities and was the Director of Housing and Residential Growth at Manchester City Council. It is also a welcome return for Alan who worked for the council some years ago in the role of Lead Officer for the Charlestown and Lower Kersal New Deal for Communities. 

    Councillor Tracy Kelly, Deputy City Mayor and Lead Member for Housing and Anti-Poverty said “Alan brings with him an incredible wealth of knowledge and experience of the housing sector, within local authorities, so I’m looking forward to working with him to deliver the quality affordable housing our residents and communities deserve.

  • MIL-OSI United Kingdom: Immediate measures to step up safeguards against African swine fever from Europe

    The mitigation measures will help to prevent the spread of ASF across the border, protecting the pig sector worth over £8 billion to the UK economy 

    Immediate measures have been introduced to protect pig farmers and industry from an African swine fever (ASF) outbreak. 

    ASF is a highly contagious and deadly disease in pigs and wild boar that can be transmitted through infected meat, but poses no risk to human health. The new safeguarding rules will help protect UK livestock by mitigating its spread across the border to the UK.  

    To safeguard the UK’s pig and farming industries, personal imports of pork and pork products from the EEA (European Economic Area), the Faroe Islands, Greenland and Switzerland will be banned from tomorrow (Friday 27th September), unless such products are manufactured and packaged to EU commercial standards and weigh less than a maximum of 2kg. 

    An outbreak of ASF could have a significant impact on the UK’s £8 billion pig industry, as well as its annual pork and pork product exports worth £600 million. It is estimated that an outbreak could cost the UK between £10 million to £100 million.  

    Biosecurity Minister Baroness Hayman said:  

    African swine fever is a deadly disease wreaking havoc in Europe.   

    These new measures will protect British pig farmers and pork products, preventing infected meat from being brought over the border and threatening our biosecurity.

    The UK has never had an outbreak ASF, and commercial meat imports are routinely checked at the border to ensure infected goods do not reach UK shores. 

    Preventing an outbreak of ASF in the UK remains one of Defra’s key biosecurity priorities, and it keeps policy on personal meat and dairy imports under constant review, as well as works closely with devolved governments on contingency planning and preventing an incursion from infected goods. 

    Those found to bring pork or pork products illegally may be fined up to £5,000 in England. Products will be seized and destroyed on arrival.  

    Defra is investing £3.1 million to Dover Port Health Authority for 2024/25 to help Border Force tackle illegal meat imports and keep African Swine Fever out of Great Britain.

    Good morning, all of you. 

    It could not have been more delightful for me, everyone present in this room is a role model for me. Your contributions are spinal, your contributions in silence are resonating with the last man in the last row, your efforts are changing Bharat. A great occasion for me to be here, this is a very distinguished premium platinum category that is defining the growth history of Bharat, home to one-sixth of humanity. 

    Professor Ajay K. Sood, rightly honoured with the civilian distinction of Padma Shri, Principal Scientific Advisor to the Government of India, his address though brief on account of constraints of time, was illuminating. He indicated synergetic stance being generated with all stakeholders to ensure sustainability of the rise of Bharat. 

    Dr. K. Radhakrishnan his lecture will be a feast to intellect, team excellence, team itself in hears excellence, team is something which is harmonious. Harmony doesn’t mean keeping your point of view to yourself, harmony means having enough space to voice the other’s point of view. It is heard with respect, not rejected by drop of a hat. Team excellence is the ultimate sublime evolution of it, then, Indian Space Odyssey and your life lessons.

    I have instructed my team to record it, I will have a look at it, as will millions, through our platform in Rajya Sabha and Parliament. 

    Dr. N. Kalaiselvi, Director General, CSIR, normally we say, the man is always in the move, gone are those days, she is always on the move, always in action, with passion, mission, and execution. 

    I very fondly remember the visit I had where she was there, I had the occasion to see for myself how the aviation landscape of skilling will be changed by what her team has created. I had the occasion to visit Dehradun and another institute in her absence, we are proud of her because she sacrificingly gives credit to everyone except herself. I was greatly touched by this reflection of Indian civilisational ethos.

    Dr. G. Mahesh he is a Chairperson of the CSIR Foundation Day Celebration, we are gratified and honoured by the presence of those who laid the firm foundations of CSIR who headed it as DGs Dr. Mashelkar is present here. 

    Dr. Samir Brahmachari  is amongst us but science is all about finding out. Everyone present here, particularly in the front row, is to be respected by us. Because like education, education never ends when you leave an institution, education is life long learning same they may have left legally CSIR but their bond continues. 

    I must mention the Central Electronics Limited chairperson, Mr. Jain, for one reason, the honourable minister, who is very passionate about this sector, he wanted to come, I dissuaded him please won’t, he was preoccupied unavoidably.

    Distinguished scientists, researchers, staff, and esteemed audience, my greetings to the entire scientific community in the country, we are beholden to this category for the contributions they have made to make a Viksit Bharat which is before us today. This day is a special day, not just for CSIR alone. This is a very special day for the nation because if we go into our historical perspective, we will find that ages ago, our Bharat had scientific prowess. We were global leaders, we were the centre of the globe when it came to scientific knowledge, the kind of discoveries and inventions that were made by us made the world proud, we lost our way somewhere, we are regaining that way. 

    It is your foundation day, but it is integrally connected with the firm foundations of Bharat, you are firming up those foundations of the most vibrant, functional democracy on the planet. You are firming up the foundations of a nation that is on the rise as never before, and this rise is unstoppable, the rise is incremental, and the destination of a developed nation by 2047 will be realised, if not earlier.

    What I see here is your activities and activities of your sister’s concerns.  It is an endorsement that we are on the way to regaining our past pristine glory in the world of science. As I said, your contributions are in silence, I am using the word “silos” in a positive sense, your activities are in silos, but they physically, positively, and affirmatively impact the lives of 1.4 billion people.

    CSIR can be defined as a catalyst scientifically and imaginatively for Ras. C for catalyst, S for scientifically, I for imaginatively, and R for rashtra. 

    Distinguished audience, it is my great honour and privilege, and it will forever be etched in my memory, that I am associating with the 83rd Foundation Day of CSIR. This is an occasion to commemorate and commend the past achievements, and also to look ahead, unfold a roadmap to be more significantly involved with the nation’s rise and global rise, because Bharat stands for Vasudev Kutumbakam.

    A journey that started in 1960, when I was in class four, and where we have come, is a recognition of the hard work you all have done. I am fully aware of the headwinds you face, the air pockets you endure, the difficult terrain you negotiate, and, on occasions, the lack of due recognition therefore an ecosystem existed earlier where you were contributing, but recognition was not forthcoming in the right form. Soothing to note that, in the last few years, recognition for the scientific community has increased. It has increased in several ways, including the government’s serious focus on it. The Prime Minister’s heart and soul are deeply connected to the scientific community. His belief in your power, prowess, and capacity to generate, at global level, those aspects of science which matter to humanity is evident. I am sure, therefore, that we are in good times.

    Now, there is an ecosystem in place where our scientists can fully exploit and expand their energy, exploit their talent, and contribute to the nation by unleashing their innovative skills. I was not surprised, because that was my expectation, but I was in disbelief when I went through the thematic exhibition, amazing things are happening. Imagine if, from bamboo, you can have wooden flooring. Imagine if, from bamboo, you can have something which far superior or equivalent to sagon teak wood and sagon teak wood life is 4 decades or so. It helps the farmer, and it creates wealth. I am making a reference only to only one, there were many such things, I was greatly touched. 

    These developments reaffirm my confidence, and the confidence of the nation, that Bharat is a factor to reckon with globally. Your tremendous accomplishments have emboldened me to assert that, in research and development, it is matter of time when we will be having our due share at the moment, we are on way to it., much remains to be done. Several energies have to converge, they have to converge diligently, they have to work togetherness and in tandem, there has to be the right amount of fiscal input.

    I am so glad that the Principal Scientific Advisor that is uppermost in his mind, you may not be aware, and it may not have been covered in the media, but he is your star batsman when it comes to securing everything for your scientific community. 

    Let me make a brief reference to the Union Budget 2024-25. He must have put his foot down, I am sure of it when the budget is formed, there are always too many claimants. He fought for your segment, got the due, and it can only be incremental henceforth. It emphasises the budget. Innovation, Research and Development, and Anusandhan – the National Research Foundation has been started. I leave it at that; you know it when a beginning is made, even by a toddler, it takes shape over the years, unstoppably. My congratulations to him, for being your advocate with the government, you are an able advocate. I am so glad. 

    The growth engine of the nation, any nation in the world, is driven by science and technology and this is fuelled by research and development, this makes the focus on research and development of paramount importance. I call upon you from this platform to come forward and generously invest in research and development. I look forward to the day when our corporates will figure in the top 20 global corporates that invest in research and development at the moment, there is none, that doesn’t mean our corporates are not doing enough, they are doing enough. In automobile and in information technology, much is being done but looking at our nation’s size, its potential, its position, and the growth trajectory on which it is, our corporates need to come forward to engage in research and development.

    The investment in research and development is lasting and this, distinguished audience, please note, has another cutting edge: soft diplomacy, if you get something, nations flock to you. We have that power, research and development is so integrated with security these days therefore, investment is for the nation. Investment is for growth. Investment is for sustainability. 

    I am concerned about one aspect in particular, and that aspect, fortunately for me, was voiced in a survey by CSIR, the sample size was 3,000. We must not do lip service to research and development, our contribution has to be substantial, the result has to be substantial, not cosmetic or superficial. We cannot just take pride in saying so much for research and development. The one doing research or development in academic institutions should not be in pursuit only of academic information. Research is not a simulation. Research is research, and I therefore appeal to everyone concerned to have SOP for it. Invest in that human resource or institution that can authentically engage in research and development. The two are separate, when I went to one of the IITs – all IITs are doing well, I am not naming the IIT for that reason – I was amazed that research and development were excellent, it was being done by professors and students. So, we will have to be on guard that merely because physical resources are committed, we cannot take pride, saying, “Oh, I have spent so much for research and development.”

    Investment in research and development, distinguished audience, has to be correlated to tangible outcomes and there are people in the front row who can evaluate what is a tangible outcome. 

    Friends, there is enough to say, but I will conclude by focusing on the state of the nation, state of the nation today is beyond my dreams. I never imagined it. I did not conceive of the earth as it is today, I did not have that contemplation. I am referring to 1989, when I was elected to the Lok Sabha. In 1990, I was a union minister. I will focus on four aspects. 

    One, we went to Jammu and Kashmir, Srinagar, as a member of the Council of Ministers. We stayed at a hotel near Dal Lake, everything was dull, not even twenty souls could be seen on the road, a state of dejection and hopelessness and it was declared in the Rajya Sabha, which I preside as chairman, that last year, two crore tourists went to Jammu and Kashmir. Where is the figure of twenty? Two crores, article 370, a temporary article of the constitution – the only article labelled as temporary was taken by some people, including those who had taken oath under the constitution to be permanent. It is no longer there.

    Second, I suffered the pain because, as a student, हमें पढ़ाया गया था कि भारत सोने की चिड़िया है। As a minister, I had the occasion to see our gold physically airlifted, to be placed in two Swiss banks to sustain our fiscal credibility, because our foreign exchange was around one billion US dollars. Now it is more than six hundred billion US dollars, mind you. We are getting things back rather than giving. I suffered the pain then when the World Bank and IMF would give us not advisories or advice, but peremptorily direct us: “Do this, otherwise…”  and now the same institutions, IMF says, India is a favourite global destination of investment and opportunity. World Bank says, digitisation of India and its penetration that happened in six years is otherwise not achievable in four decades or more. We are a role model, according to the World Bank, of digitisation, that happened there.

    Another aspect was that we had a system where corruption was rampant in power corridors, nothing could catalyse without a middleman, your pedigree was a password to opportunity and a job or a contract. Now power corridors are fully sanitised, the middleman has disappeared from the one-sixth of humanity, at least. Do we see middlemen around? No. All transactions are taking place digitally, without human interface. That is the change I never imagined. This change I am seeing myself. We were living in an era where there was privilege pedigree.some thought law was not for them, they were immune to law. They were not accountable to law, it was a concept not known to them but now, the privileged pedigree is feeling the heat of law and why not? Equality before the law is an inalienable facet of democracy. How can we call a nation a democratic nation if some people pass away more equal than others? That is the benefit to young minds and as a result of that, our youth are energised.

    The fourth point I wish to make is about the economy. I can’t even tell you the size of the Indian economy in 1990 was smaller than the city of London or Paris. Imagine. A decade ago, we were counted amongst the fragile five nations. A cliff hanging economy, a concern to the global community. Now we are a robust economy, we are amongst the five great economies of the world, we are the fifth largest, on the way to becoming the third, ahead of Japan and Germany, in two years. Our economic rise is like a plateau, affecting everyone. 

    In all this, the contribution of science is there, technology is there, corruption would have been there, Transparent, accountable governance would not have been there unless there was technology. Digitisation and penetration would not have happened but for democracy. People are adept at technology, they may not be very literate, but they know how to use the internet, how to avail themselves of services. This means the Great Marathon March for Viksit Bharat@2047. You are the major stakeholders. You may not be that visible on the screen, but you are the driving force of it. You will have to be contributing 24X7. 

    My best wishes to you, CSIR exemplifies excellence, academic brilliance and cutting-edge research. In the near future, we will doubtlessly see Bharat emerging as a global pioneer in the domains of science and technology that will help us script a new chapter in our growth story.

  • MIL-OSI Asia-Pac: ADM DINESH K TRIPATHI, CHIEF OF THE NAVAL STAFF ON AN OFFICIAL VISIT TO GREECE

    Admiral Dinesh K Tripathi, Chief of the Naval Staff (CNS), is on a four day official visit to Greece from 26 to 29 Sep 24. This visit is part of ongoing efforts to further consolidate bilateral defence relations between India and Greece, with a focus on enhancing Naval Cooperation.

    During the visit, the CNS will engage in bilateral discussions with senior Greek defence officials, including Mr Ioannis Kefalogiannis, Deputy Minister of Defence, Vice Admiral Dimitrios E Kataras, Chief of the Hellenic Navy General Staff (HGNS), Vice Admiral Christos Sasiakos, Deputy Chief of Hellenic National Defence General Staff.

    The discussions are expected to cover a broad spectrum of defence cooperation areas, particularly maritime security, joint training initiatives, and exploring avenues for future operational collaboration between the two navies.

    As part of his visit, Adm Dinesh K Tripathi shall be visiting the Salamis Bay, the base of the Hellenic Naval Fleet as well as the Hellenic Naval Academy. Through demonstrations and visits to Hellenic naval assets, the Hellenic Navy has planned to introduce Greece’s naval capabilities and training methodologies to the CNS.

    The Hellenic Navy Chief shall be hosting the Indian CNS onboard the renowned Georgios AVEROF, the Hellenic naval museum ship, offering him a glimpse into Greece’s rich maritime history and naval heritage.

    The visit underscores the strong naval relations between India and Greece, which include joint exercises, port visits, and capacity-building initiatives. Admiral Dinesh K Tripathi’s engagements in Greece are expected to further strengthen the bonds of friendship and cooperation between the two navies, ensuring enhanced collaboration in areas of mutual interest.

  • MIL-OSI Asia-Pac: Commerce and Industry Minister, Shri Piyush Goyal concludes 3-day visit to Australia

    Union Minister for Commerce and Industry, Shri Piyush Goyal concluded his productive 3-day visit to Australia (23-26 September, 2024) today.

    The Minister co-chaired the 19th Joint Ministerial Commission meeting with Senator The Hon. Don Farrell, Minister for Trade and Tourism of Australia at Government House in Adelaide on August 25, 2024. Discussions focussed on areas of cooperation and economic priorities for India and Australia; implementation of Economic Cooperation and Trade Agreement (ECTA) initiatives; progress on Comprehensive Economic Cooperation Agreement (CECA) negotiations etc.   The Ministers reiterated the target of achieving AUD 100 billion bilateral trade by 2030. They also discussed enhancement of cooperation at multilateral and other regional forums- G20, IPEF and WTO, including the Domestic Services Regulation issue.

    At the Joint Press Conference after the meeting, the Minister announced the opening of an Investment, Trade, Technology and Tourism (ITTT) office in Sydney which will have representatives of Invest India, NICDC, Export Credit Guarantee Corporation and DGFT, including industry bodies like CII and FICCI. Minister Farrell announced a new grant of AUD 10 million for Australian businesses, organisations and universities to boost cooperation with India. Under the new grant, AUD 5 million will be extended to Australian organisations working on projects that boost trade and innovation, cultural ties and community leaders, and a further AUD 5 million for scholars and fellowships to support Australian universities to host Indian students in their research, on shared challenges.

    Both sides agreed that the ‘Make in India’ and ‘Future Made in Australia’ initiatives are complementary and present opportunities to both sides to work together. In this context, Minister mentioned that India marked yesterday, the 10th anniversary of Prime Minister’s flagship ‘Make in India’ initiative, aimed at scaling domestic manufacturing in India. The initiative had created employment opportunities, boosted Indian exports and improved the lives of millions of people in India.

    The Governor of South Australia, The Hon Frances Adamson AC, hosted a lunch for Minister and the accompanying delegation at the Government House. The lunch was attended by The Hon Joe Szakacs MP Minister for Trade and Investment and Minister for Local Government of South Australia and Senator the Hon Simon Birmingham, Leader of the Government in the Senate and Shadow Minister for Foreign Affairs, reflecting the strong bipartisan support to India-Australia partnership.

    Later in the day, Minister Goyal accompanied by Minister Farrell visited the Australian Space Agency at Lot Fourteen Innovation precinct where they interacted with Australian space companies, including, Space Machine Company, which is working with New Space India Limited (NSIL) to launch the largest satellite built in Australia onboard an Indian Small Satellite Launch Vehicle. This Mission, named MAITRI exemplifies the close friendship between the two countries and marks a significant milestone in the bilateral Comprehensive Strategic Partnership.

    The Minister’s visit will impart further momentum to the enhanced economic and commercial engagement between India and Australia. The visit allowed both sides to review progress of CECA and implementation of ECTA initiatives. In addition, several interactions with Australian and Indian businesses in Sydney will lead to enhancement of trade and investment ties between the two countries.

  • MIL-OSI: Two-Thirds of Healthcare Organizations Hit by Ransomware – A Four-Year High, Sophos Survey Finds

    OXFORD, United Kingdom, Sept. 26, 2024 (GLOBE NEWSWIRE) — Sophos, a global leader of innovative security solutions for defeating cyberattacks, today released a sector survey report, “The State of Ransomware in Healthcare 2024,” which revealed that the rate of ransomware attacks against healthcare organizations has reached a four-year high since 2021. Of those organizations surveyed, two-thirds (67%) were impacted by ransomware attacks in the past year, up from 60% in 2023. The rising rate of ransomware attacks against healthcare institutions contrasts with the declining rate of ransomware attacks across sectors; the overall rate of ransomware attacks fell from 66% in 2023 to 59% in 2024.

    Alongside an increase in the rate of ransomware attacks, the healthcare sector reported increasingly longer recovery times. Only 22% of ransomware victims fully recovered in a week or less, a considerable drop from the 47% reported in 2023 and 54% in 2022. In addition, 37% took more than a month to recover, up from 28% in 2023, reflecting the increased severity and complexity of attacks.

    “While we’ve seen the rate of ransomware attacks reach a kind of “homeostasis” or even declining across industries, attacks against healthcare organizations continue to intensify, both in number and scope. The highly sensitive nature of healthcare information and need for accessibility will always place a bullseye on the healthcare industry from cybercriminals. Unfortunately, cybercriminals have learned that few healthcare organizations are prepared to respond to these attacks, demonstrated by increasingly longer recovery times. These attacks can have immense ripple effects, as we’ve seen this year with major ransomware attacks impacting the healthcare industry and impacting patient care,” said John Shier, field CTO, Sophos.

    “To combat these determined adversaries, healthcare organizations must adopt a more proactive, human-led approach to threat detection and response, combining advanced technology with continuous monitoring to stay ahead of attackers.”

    Additional findings from the report include:

    • Ransom Recovery Costs Surge: The mean cost of recovery in a healthcare ransomware attack was $2.57 million in 2024, up from $2.2 million in 2023 and double the 2021 cost
    • Ransom Demands vs Payments: 57% of healthcare institutions that paid the ransom ended up paying more than the original demand
    • Root Cause of Attack: Compromised credentials and exploited vulnerabilities were tied for the number one root cause of attack, each accounting for 34% of attacks
    • Backups Targeted: 95% of healthcare organizations hit by ransomware in the past year said that cybercriminals attempted to compromise their backups during the attack.
    • Increased Pressure: Organizations whose backups were compromised were more than twice as likely to pay the ransom to recover encrypted data (63% vs. 27%)
    • Who Pays the Ransom: Insurance providers are heavily involved in ransom payments, contributing in 77% of cases. 19% of total ransom payment funding comes from insurance providers

    Lancaster City Council and the Lawn Tennis Association (LTA) have today announced a partnership to invest in and refurbish public park tennis courts in Lancaster.

    New life will be breathed into two park tennis venues at Palatine Recreation Ground in Lancaster and Happy Mount Park in Morecambe. The £79,632 renovation will ensure that quality facilities are available for the local community. 

    The project is part of a nationwide investment delivered by the LTA and supported by the LTA Tennis Foundation, to refurbish public tennis courts across Great Britain, and open-up the sport to many more people.

    This investment will see thousands of existing park tennis courts in poor or unplayable condition brought back to life for the benefit of communities across the country through renovation works, and improved court accessibility with new gate-access technology and booking systems.

    Park tennis courts are vital in providing opportunities for children and adults to get active, delivering significant physical and mental health and wellbeing benefits to participants. Accessible facilities in parks are particularly critical to open-up the sport to those from lower socioeconomic backgrounds and women and girls.

    Lancaster City Council will also work with the LTA to organise weekly, free park tennis sessions for all ages, playing levels and experience – with equipment provided – meaning anyone can play tennis without needing to find someone else to play with or have their own racket. Local Tennis Leagues will also provide friendly, sociable, opportunities to get active through local competition. 

    Following the completion of renovation works, all courts and sessions will be available to book online via the LTA website http://www.lta.org.uk/play/

    Work on both sites is expected to start in January 2025 and be completed by May 2025.

    Lancaster City Councillor Joanne Ainscough, Cabinet Member with responsibility for Environmental Services, said: “The investment is fantastic news for our district. Parks are vital spaces in our community to support health and wellbeing and the Parks Tennis Project will be a much-welcomed enhancement. We are looking forward to working with the LTA on the project, which will enable local people to gain access to refurbished courts, play tennis and get active.”

    Residents across Aberdeen can now apply for a free one-tonne community salt bag to treat icy roads and pavements in their neighbourhood during the winter months.

    The applications have been opened earlier than normal this year and, although it has been an unusually warm September, winter is fast coming and the deadline for applying for the one-tonne community salt bags is 31 October, 2024, after which applications will not be processed.

    The scheme is designed to help communities help themselves when winter starts and in addition, there will again be big community salt bins in strategic locations around the city.

    Aberdeen City Council Co-Leader Councillor Ian Yuill said: “The weather has just turned autumnal and winter will be here before we know it.

    “As always, the Council’s gritting teams will be working hard to treat roads and pavements, often under challenging conditions. On icy days, almost half of Aberdeen’s roads and the city’s busiest pavements on Union Street are treated before 7.30am.

    “Unfortunately though, Council staff can’t be everywhere all the time. There are 620 miles of roads in Aberdeen, slightly more than the distance from the city to Paris, and 1,242 miles of pavements, the distance from here to Rome. That’s why the one tonne community salt bag scheme and yellow salt bins are so important – they help local communities to help themselves.”

    The one-tonne community salt bags, like the salt provided in grit bins, will be for use only on public areas. A secure and accessible area, like a driveway, would have to be available for storing the one-tonne community salt bags.

    Any residents or groups which would like a one-tonne bag should apply via One-tonne salt bags | Aberdeen City Council before 31 October. The community salt bags are delivered free of charge and are removed at the end of winter.

    The locations for the big community salt bins are Bridge of Don (Laurel Drive), Garthdee (Asda car park – next to recycling facilities), Torry (Girdleness Road), Union Row, Crown Terrace (next to bins), Justice Street (next to recycling bins), Seaton Drive (car park on entry to Seaton Walk), Regent Court (car park), Northfield (Byron Square), Hilton (at the top of Anderson Road, next to Stewart Park), Rosemount (Leadside Road), Kingswells Park & Ride (next to recycling point and bins), Craibstone Park & Ride (west car park), Bridge of Don Park & Ride (next to recycling point and bins), Countesswells Road, Dyce (Asda car park-next to recycling facilities), Fernhill Drive (near Fernhill Road), Johnston Gardens North (at turning area), Tillydrone (Pennan Road beside the library).

    Nominations open tomorrow (Friday 27 September) for candidates to stand in the forthcoming Colinton/Fairmilehead by-election.

    The by-election is being held following the resignation of Councillor and former Transport and Environment Convener Scott Arthur. 

    On Thursday 14 November, Colinton/Fairmilehead residents will go to the polls to select a new councillor to represent the ward which also includes Bonaly, Dreghorn, Oxgangs and Swanston and has a current electorate of 19,226.

    Formal Notice of Election was published today explaining how to stand as a candidate, who is eligible to vote and how to make sure you are on the Electoral Register. 

    Voters have a range of options for casting their ballot – in person, by post or by appointing someone they trust to vote in their place, known as a proxy vote.

    In order to stand as a candidate, individuals must submit nomination papers, which are available on the Council website, by 4pm on Monday 14 October.

    The Notice of Election signifies the official start of the election period for Colinton/Fairmilehead. I would urge all citizens in the ward to make sure they are registered and have their details or preference of how they would like to vote up to date in plenty of time.

    • This is the first time the UK is using its new ship specification power to target LNG vessels directly. 

    • Today’s action builds on efforts alongside allies to bear down on Russia’s attempts to bolster its future energy revenues – the most critical source of funding for Putin’s war in Ukraine. 

    The UK has today, 26 September, taken decisive action to sanction 5 vessels and 2 associated entities involved in the shipping of Russian LNG, including from Russia’s flagship Arctic LNG 2 project. 

    LNG is an important source of funding for Putin’s illegal war in Ukraine. Russia has plans to expand its LNG revenues, aiming to grow their global LNG market share from 8% to 20%.  

    Earlier this year, the UK sanctioned Arctic LNG 2, alongside our allies in the US and EU. Since then, the project has been forced to slash production. Today’s action builds on this by targeting ships and entities involved in the Russian LNG sector, which engage with projects important to Russia’s future energy production. 

    The UK has now sanctioned 15 vessels and entities involved in the Russian LNG sector and we will continue to bear down on this important source of funding for Putin’s illegal war in Ukraine.   

    The vessels sanctioned today are:

    • ASYA ENERGY (IMO 9216298) 

    • NOVA ENERGY (IMO 9324277)

    Marine Management Organisation (MMO) has launched an online survey to seek views on future management of demersal fisheries in Celtic Sea and Western Channel.

    MMO is leading development of the Celtic Sea and Western Channel demersal Fisheries Management Plan (FMP) which covers demersal stocks in English and Welsh waters in ICES areas 7e, 7f, 7g, 7h.

    The FMP covers demersal species such as pollack, cod, monkfish/anglerfish, nephrops and skates and rays.

    This online survey will help improve our understanding of the fisheries, including gaps in data, current issues and potential future management measures.

    This survey will close on 31 January 2025.

    Data collected from respondents will be used in the development of the FMP, which will subsequently go to public consultation and is due to be published by the end of 2025.

    Anonymised and combined responses to this survey will be summarised with the published FMP documents.  Please check out our privacy notice which explains how your data will be collected, stored and used.

    I am proud to welcome President Zelenskyy back to the White House today. For nearly three years, the United States has rallied the world to stand with the people of Ukraine as they defend their freedom from Russian aggression, and it has been a top priority of my Administration to provide Ukraine with the support it needs to prevail. In that time, Ukraine has won the battle of Kyiv, reclaimed more than half the territory that Russia seized at the start of the war, and safeguarded its sovereignty and independence. But there is more work to do. That is why, today, I am announcing a surge in security assistance for Ukraine and a series of additional actions to help Ukraine win this war. 
    Today, I am announcing that: 
    I have directed the Department of Defense to allocate all of its remaining security assistance funding that has been appropriated for Ukraine by the end of my term in office. As part of this effort, the Department of Defense will allocate the remaining Ukraine Security Assistance Initiative funds by the end of this year. I also have authorized $5.5 billion in Presidential Drawdown Authority to ensure this authority does not expire, so that my Administration can fully utilize the funding appropriated by Congress to support the drawdown of U.S. equipment for Ukraine and then replenish U.S. stockpiles.
    The Department of Defense is announcing $2.4 billion in security assistance through the Ukraine Security Assistance Initiative, which will provide Ukraine with additional air defense, Unmanned Aerial Systems, and air-to-ground munitions, as well as strengthen Ukraine’s defense industrial base and support its maintenance and sustainment requirements.
    To enhance Ukraine’s long-range strike capabilities, I have decided to provide Ukraine with the Joint Standoff Weapon (JSOW) long-range munition.
    To further strengthen Ukraine’s air defenses, I have directed the Department of Defense to refurbish and provide Ukraine with an additional Patriot air defense battery and to provide Ukraine with additional Patriot missiles. This builds on my decision earlier this year to divert U.S. air defense exports to Ukraine, which will provide Ukraine with hundreds of additional Patriot and AMRAAM missiles over the next year and will help Ukraine defend its cities and its people. 
    To build the capacity of Ukraine’s air force, I have directed the Department of Defense to expand training for Ukrainian F-16 pilots, including by supporting the training of an additional 18 pilots next year.
    To counter Russian sanctions evasion and money laundering, the Department of Justice, the Department of the Treasury, and the U.S. Secret Service have taken action today to disrupt a global cryptocurrency network, in coordination with international partners. The United States will continue to raise the costs on Russia for its war in Ukraine and to deprive the Russian defense industrial base of resources.
    I will convene a leader-level meeting of the Ukraine Defense Contact Group in Germany next month to coordinate the efforts of the more than 50 countries supporting Ukraine in its defense against Russian aggression.
    Through these actions, my message is clear: The United States will provide Ukraine with the support it needs to win this war.

    Khartoum (Agenzia Fides) – Five months of siege and fighting have exhausted the population of El Fasher, the capital of North Darfur, considered the last stronghold of the Sudanese armed forces in the region (see Fides 5/5/2024), controlled almost entirely by the rival Rapid Support Forces (RSF) of General Mohamed Hamdan “Hemedti” Dagalo. Over one and a half million people are at risk in the city besieged since April-May and in the nearby refugee camp of Zamzam, 15 km south of El Fasher, where about 260 thousand children live, and where malnutrition rates are out of control. The soldiers of a division of the Sudanese armed forces (SAF) and militiamen from various local armed groups who oppose the RSF have barricaded themselves in the city. A coalition of heterogeneous forces united only by their common opposition to the RSF but who have so far managed to hold their own against Dagalo’s men. Last week the city was hit by a violent RSF offensive which was barely repelled by the defenders with heavy losses on both sides as shown by satellite photos showing recently dug earth mounds, likely evidence of the construction of mass ditches. Faced with the deterioration of humanitarian conditions in El Fasher, the African Commission on Human and Peoples’ Rights (a body established in 1987 by the then Organization of African Union, now the African Union) has launched an appeal to stop the fighting. “The African Commission condemns in the strongest terms the atrocities perpetrated against civilians in the context of the ongoing fighting in El Fasher, putting in grave danger the hundreds of thousands of refugees who have found shelter in the city” reads a statement on September 21. “The African Commission calls on the parties to the conflict to cease all acts of violence against civilians and to fully respect the principles of discrimination, necessity and proportionality of international humanitarian law.” The Forum of Non-Governmental Organizations in Sudan has also called on the UN General Assembly to take action by the international community to end the Sudanese conflict that broke out in April 2023. “Sudan is experiencing a man-made food crisis of historic proportions, largely caused by the actions and decisions of the parties to the conflict, in violation of international humanitarian law,” the NGOs said. “As of August 2024, more than 25 million people across Sudan are facing severe acute food insecurity and at least 755,000 people facing catastrophic levels of hunger could die in the coming months without urgent and decisive action by the international community,” they said. Over 10 million people have fled their homes since the conflict broke out in April 2023, making Sudan the world’s largest internal displacement crisis, affecting over 5 million children and over 2 million people, who have crossed borders into neighboring countries.   • MIL-OSI New Zealand: Children get creative with plants and poetry to illustrate their hopes as child rights mark 100 years

    LONDON/GENEVA, 26 September 2024 – Using flowers, shells, leaves, and paper clips, children from Indonesia, Syria and Ukraine have created photo montages and written poems to show what is most important to them to mark 100 years of the global recognition of child rights.
     
    Working with three award-winning photographers, children were encouraged to get creative by combining photos of themselves with everyday items for mixed media projects that celebrate their optimism and hopes for the future but also risks if progress on their rights stalls or is reversed.  

    The montages and poems are being used to commemorate the agreement on 26 September 1924 of the Geneva Declaration on the Rights of the Child, the groundbreaking document drafted by Save the Children founder Eglantyne Jebb that affirmed for the first time the existence of rights specific to children.  

    Elin, 15 from Sumba, Indonesia, said she was passionate about protecting the ocean but worried about the impact of climate change. She collected sand and shells while swimming and combined them with her photo portrait, writing the following poem. “In this scorching world, I have the right to be happy. I have the right to breathe fresh air. I have the right to access clean water, because my study time is not to fetch water. Together, we can protect the nature, because I am human, you are human, we are human.”

    Anjar,18, from Indonesia tackles the lack of access to clean water in his friend Sandi’s village. Together, they designed a borehole that brought running water to the village for the first time. Anjar is worried about the impact of deforestation and used his artwork to portray himself as a warrior protecting the trees that he loves, using rocks and plants he has gathered. 

    “We have to learn and guard our nature, so it won’t be destroyed”, said Anjar, who was supported by Save the Children’s Inclusive Incubator for Young Changemakers (i2Change) programme which gives young people the chance to learn how to create a project that will change their community. 

    In Romania, eight-year-old Marko* is trying to rebuild his life and make new friends after he fled Ukraine with mother when the war broke out.  

    It took him months to settle into school, but with support from Save the Children’s hub in Romania, he is now more at ease. He made a collage by decorating his printed portrait with colourful clips and pegs. His montage represents his personality, his big dreams for the future and how important his homeland and school are to him.

    “I want to be a captain because I would like to travel all over the world”, he said. 

    Shehab*, 16, is living in Za’atari, Jordan, the world’s largest camp for displaced Syrian refugees. She was born with a disability and bullied at school which made her drop out. At the Adolescent Girls Empowerment Centre, run by Save the Children and the United Nations Population Fund, Jordan  is learning self-defence, art and yoga which is helping her find her inner strength. 

    Her portrait shows the importance to her of the rights to education and protection and includes a caption saying, “Women of the world, unite!” 

    “I was destroyed before I came to the centre, now I have more self-esteem and confidence” she said. “When I came here, I learned what children’s rights are and I started raising awareness for others and the younger ones. It’s a very good feeling because I felt like I was doing something for society, I was changing something. I felt like I was a leader for those children.”

    The project that ran over three months involves the photographers Ulet Ifansasti from Indonesia, Kate Stanworth from the UK and Oksana Parafeniuk from Ukraine. 

    Despite much progress over the last century, children’s rights are today at risk of being eroded and inequality is growing.

    One in five children globally is growing up in a conflict zone [1] and one in 50 is forcibly displaced- twice the number a decade ago, according to Save the Children analysis. [2] Thirty-three children were born into hunger each minute last year [3], while every year, extreme weather events interrupt learning for about 40 million children, a figure likely to rise as the intensity and frequency increase due to climate change [4]. 

    Inger Ashing, Save the Children International’s Chief Executive Officer said:
     “So much has changed for children in 100 years. Most children now live to see their fifth birthday. Almost nine in 10 primary and six in 10 secondary-age school children complete their education. The vast majority are no longer forced to engage in the kind of work that deprives them of their childhood and harms their development.  “Today, every child has rights – including the right to health, to education, to protection, and to security. They have the right to be themselves, to have their voices heard and to design their futures.  “But this wasn’t always accepted or supported – and still isn’t in many places around the world.  Children currently face a world in crisis where their rights are systematically undermined and violated. The vital progress made over the past 100 years is being reversed with catastrophic conflicts for children while children also experience all-too-frequent climate disasters, poverty and inequality. “Standing up for children’s rights is our history, present, and future. Our work to support children to claim their rights is just as urgent and relevant today as it was 100 years ago and we will not stop until children’s rights are respected, supported, and protected worldwide.”Save the Children is calling on leaders to listen to children and to provide safe, meaningful, child-friendly spaces where children can speak freely and their ideas are respected.  
    The child rights organisation is also calling for: 
    •  States to hold perpetrators of crimes against children in conflict to account and ensure adherence to international humanitarian and human rights law.  
    • At the upcoming Ministerial Conference to Ending Violence against Children, states should  make concrete, ambitious and funded commitments to protect children and end all forms of violence against them 
    • Children’s rights and views to be prioritised in climate policy and financing, including climate loss and damage and adaptation, 
    • Leaders to put children’s rights and the Sustainable Development Goals at the centre of policy and financing decisions to create a safer, greener and more sustainable world.

    Ambassador Neil Holland voices UK support for the OSCE Programme Office’s work in Tajikistan, especially on border security, gender equality, and human rights.

    Ambassador Kempel, welcome to the Permanent Council and thank you for your report. Your presence after a long vacancy in the role is very welcome. The OSCE field missions need leadership – as well as reliable resourcing – to operate effectively. We again urge participating States to break the endless impasse over budgets and ensure that all OSCE institutions – including the important Border Management Staff College – are adequately funded to effectively fulfil their mandates. 

    I would like to highlight several areas of the Programme Office’s work today that are particularly important to the UK.  

    Firstly, the Mission’s work to promote gender equality and support those affected by domestic violence through the Women’s Resource Centres. The importance the UK attaches to addressing domestic violence cannot be understated. These OSCE centres support vulnerable women and help them engage in crucial advocacy with local administrations to prevent Gender Based Violence.  

    Secondly, the crucial role the Programme Office plays in facilitating cross-border cooperation and security. Tajikistan has undertaken valuable work in the demarcation of 94% of its border with Kyrgyzstan, highlighting the value of diplomacy and peaceful dialogue. We commend these efforts and look forward to seeing further progress. The UK is also committed to working with Tajikistan, its neighbours and the OSCE to mitigate the challenges arising from Afghanistan.  

    Finally, I want to commend the mission’s efforts in the human dimension, notably its support to the Government of Tajikistan to promote the rehabilitation and reintegration of prisoners. I also welcome the Mission’s work with the Government of Tajikistan to embed human rights within government training courses. Issues remain: detention and prosecution of journalists and political opposition, including in but not limited to the Gorno Badakhshan autonomous region, is an issue of concern for the UK; and is undermining Tajikistan’s international reputation and prospects for investment. 

    Madam Chair, I would like to commend the Government of Tajikistan for their continued leadership on climate and water security, not least demonstrated by their water management event during the 31st OSCE Economic and Environmental Forum in Prague this month, as well as the Water Conference in Dushanbe in June. As climate change makes water access more competitive and harder to manage, cooperation and solutions become more vital.  

    From the environmental climate to the business one. For the Government of Tajikistan to make progress in its efforts towards driving economic development and improving the business climate, it must recognise the importance of offering a predictable business environment where business owners can generate profit. This will encourage quality foreign investment that can create clean growth and jobs for Tajik citizens.

    Mr. President, Excellencies,

    I thank the government of Slovenia for convening this high-level debate on Leadership for Peace.

    The topic is rooted in a fundamental truth: Peace is never automatic.

    Peace demands action.

    And peace demands leadership.

    Instead, we’re seeing deepening geo-political divisions and mistrust.

    Impunity is spreading, with repeated violations of international law and the UN Charter.

    Conflicts are multiplying, becoming more complex and deadlier.

    All regions are affected.

    And civilians are paying the steepest price.

    From Gaza to Ukraine to Sudan and beyond — wars grind on, suffering grows, hunger deepens, lives are upended, and the legitimacy and effectiveness of the United Nations, and this Council, are undermined.

    Mr. President, Excellencies,
    Leadership for peace requires action in at least two key areas.

    First — leadership for peace means all Member States living up to their commitments in the UN Charter, in international law and in recent agreements such as the Pact for the Future.

    Among other things, the Pact calls for strengthening tools and frameworks to prevent conflict, sustain peace and advance sustainable development, with the full, equal and meaningful participation of women.

    It calls for updating our tools for peace operations to allow for more agile, tailored responses to existing, emerging and future challenges.

    It reinforces the commitment to all human rights — civil, political, economic, social and cultural.

    It includes initiatives around disarmament, peacebuilding, and managing threats posed by lethal autonomous weapons and artificial intelligence and in new domains, including outer space and cyberspace.

    It calls for measures to quickly address complex global shocks.

    And it contains a new push to reform key institutions of global governance, including the global financial architecture and this very Council.

    The Pact is a down-payment on these reforms.

    But we will need strong political will to implement them, and rebuild the legitimacy and effectiveness of this Council.

    Which brings me to my second point about leadership for peace.

    Leadership for peace means ensuring that the UN Security Council acts in a meaningful way to ease global tensions and help address the conflicts that are inflicting so much suffering around the world.

    Geopolitical divisions continue to block effective solutions.

    A united Council can make a tremendous difference for peace.

    A divided Council cannot.

    It is imperative that Council Members spare no effort to work together to find common ground.

    And it has proven capable of doing so in some key areas.

    From currently overseeing 11 peacekeeping operations on three continents, involving nearly 70,000 uniformed peacekeeping personnel…

    To resolutions that help keep vital humanitarian aid flowing to the world’s hotspots…

    To the landmark Resolution 2719, which provides for African-Union led peace support operations authorized by the Council to have access to UN assessed contributions…

    To the groundbreaking Resolutions that recognized the clear implications of peace and security challenges on the lives of women and youth…

    To this Council’s growing ties to regional and sub-regional organizations to foster consensus and peace.

    These examples — and more — prove that forging peace is possible.

    When we consider the most difficult and intractable conflicts on this Council’s agenda, peace can seem an impossible dream.

    But I strongly believe that peace is possible if we stick to principles.

    Peace in Ukraine is possible.

    By following the UN Charter and abiding by international law.

    Peace in Gaza is possible.

    By sparing no effort for an immediate ceasefire, the immediate release of all hostages, and the beginning of an irreversible process towards a two-State solution.

    Peace in Sudan is possible.
    By sending a clear message to the warring parties that all Members of this Council — including the five permanent Members — will not tolerate the horrific violence and desperate humanitarian crisis being unleashed on innocent civilians.

    Mr. President, Excellencies,

    The situations on this Council’s agenda are complex and do not have quick fixes.

    But the scale of the challenge should not deter us.

    Our only hope for progress on peace is active collaboration and unity among Council Members.

    Today, I call on all Members to live up to this great responsibility, and to the promise of the UN Charter.

    Contribute to this Council’s success — not its diminishment.

    Let’s ensure that this Council serves as an effective and representative forum for peace — today and in the years to come.

    A notice of ballot has been published today (Thursday 26 September 2024) and a copy of the notice will be issued by post to all persons eligible to vote in the Fort William BID area. 

    Ballot papers will be sent to all eligible voters on Thursday 3 October 2024 for return to CIVICA Election Services by no later than 5pm on Thursday 7 November 2024.

  • MIL-OSI China: China pledges to retrieve more lost cultural artifacts

    BEIJING, Sept. 26 — China will keep working to bring home more of its cultural artifacts lost overseas, according to the National Cultural Heritage Administration (NCHA).

    Deputy director Guan Qiang has said that experts will further research the origins of these cultural relics to gather more evidence to support their return.

    Deeper, more flexible international cooperation is needed and the use of various platforms and mechanisms will be encouraged to facilitate this process, said the official at a press conference in Beijing on Wednesday.

    Guan also highlighted China’s commitment to its international obligations in this field. The country will encourage dialogue between countries of origin and those currently holding displaced artifacts, said the official.

    Since the Opium War in the 1840s, more than 10 million Chinese cultural relics have been displaced due to war and illicit trade, according to the Chinese Society of Cultural Relics, a domestic non-profit organization.

    The Chinese government set out to recover these artifacts since the founding of the People’s Republic of China in 1949.

    The country now has government-to-government agreements with 27 countries, including Peru, Italy, Greece, Türkiye, the United States and Australia, to combat the theft, looting, and illegal export of cultural relics.

    Thanks to these frameworks, China has successfully recovered more than 1,900 cultural relics in 43 batches, Guan noted.

    This year alone, the country has reclaimed the stolen “Feng Xingshu Gui,” a bronze ritual vessel from the Western Zhou Dynasty (1046-771 BC), along with 38 ancient artworks from the United States and 14 artifacts from Argentina.

  • MIL-OSI United Kingdom: Regulator disqualifies trustees after finding serious mismanagement at Fashion for Relief

    The Charity Commission has today (26 September 2024) published the report of its statutory inquiry into Fashion for Relief, concluding the charity was poorly governed and had inadequate financial management.

    As a result of its findings, which included multiple instances of misconduct and / or mismanagement, the Commission took action to disqualify three individuals from trusteeship (Bianka Hellmich for nine years, Naomi Campbell for five years and Veronica Chou for four years), recovered over £344,000 and protected a further £98,000 of charitable funds. These funds were used to make donations to two other charities and settle the charity’s outstanding liabilities.    

    Fashion for Relief, which has been removed from the register of charities, was set up for the purpose of poverty relief and advancing health and education by making grants to charities or other organisations and by giving resources directly to those affected.  

    The inquiry found that between April 2016 and July 2022, only 8.5% of the charity’s overall expenditure was on charitable grants. The inquiry saw no evidence that trustees had reviewed the charity’s operating model to ensure fundraising methods were in the charity’s best interest and costs were reasonable relative to income generated. It also found some of the charity’s fundraising expenditure was not reasonable.  

    The charity had held fundraising events for the Save the Children Fund and the Mayor’s Fund for London. The inquiry found that the trustees of Fashion for Relief failed to manage these partnership arrangements. Interim managers appointed by the Commission made payments to these two charities before the charity was wound-up.  

    The inquiry also found that unauthorised payments totalling £290,000 for consultancy services had been made to a trustee, Bianka Hellmich, which was in breach of the charity’s constitution. Whilst Ms Hellmich had proactively proposed repaying these funds, the Commission-appointed interim managers secured repayments to the charity.  

    Additionally, the inquiry found that the charity’s funds were held and applied on its behalf by external professional advisors (solicitors and accountants) rather than in a dedicated bank account in the charity’s name. After the Commission investigated transactions made under this arrangement, £54,000 was recovered to the charity from one professional advisory firm. These transactions were not identified or challenged by the trustees at the time.   

    Charity Commission Deputy Director for Specialist Investigations and Standards, Tim Hopkins, said:  

    Trustees are legally required to make decisions that are in their charity’s best interests and to comply with their legal duties and responsibilities. Our inquiry has found that the trustees of this charity failed to do so, which has resulted in our action to disqualify them.   

    This inquiry, and the work of the interim managers we appointed to run the charity in place of the trustees, has resulted in the recovery of £344,000 and protection of a further £98,000 charitable funds. I am pleased that the inquiry has seen donations made to other charities which this charity has previously supported.

    The person tasked with positioning Liverpool as the ultimate global destination has been appointed.  

    Natalie Wyatt has been announced as the new Managing Director of the Local Visitor Economy Partnership (LVEP).

    Natalie, who starts the role at the end of October, will be instrumental in the strategic development and management of LVEP, a newly established body dedicated to enhancing the Liverpool City Region’s thriving visitor economy. The role will focus on destination marketing, stakeholder engagement, and promoting tourism on both a national and international scale. This role is crucial in amplifying the region’s reputation as a premier visitor destination, leveraging the unique cultural and environmental opportunities that the city region offers.

    Although yet to be officially named, the Local Visitor Economy Partnership (LVEP) has been put in place to significantly boost the region’s £5bn-a-year visitor economy, which currently employs around 51,000 people.

    This partnership, supported by local authorities in the city region, will be delivered in collaboration with the Liverpool City Region Combined Authority and Liverpool City Council. Chaired by Tony Hall CBE, Lord Hall of Birkenhead, LVEP aims to position Liverpool City Region as one of Europe’s major events capitals, maximising the economic benefits of its global appeal.

  • MIL-OSI United Kingdom: City’s spectacular light show will be a real page-turner

    A magical journey into the realm of fiction and fairy tales will transform one of the city’s most recognisable buildings during next month’s spellbinding Light Night Leeds. 

    The BookBinder is set to be one of the highly-anticipated cultural event’s most spectacular installations when it is projected onto the façade of the Queens Hotel on October 24 and 25. 

    A collaboration with the British Library, the enchanting, large-scale artwork is inspired by their vast collection, and features a stunning, specially commissioned animation and an immersive soundscape. 

    Led by a mischievous and powerful fairy tale figure, visitors can gather on the newly redeveloped City Square to watch a cast of birds, beasts and boats come to life across the iconic hotel. 

    Artists Illuminos, made up of brothers Rob and Matt Vale, were inspired by the British Library’s Flickr Commons collection, and have scoured its millions of images to create The BookBinder

    Rob Vale, from Illuminos, said: “We’re delighted to be bringing a new and exciting piece to Light Night Leeds, working directly with the team at the British Library to bring some of the remarkable gems that can be found in their Flickr Commons collection to life through The BookBinder.   

    “Their Flickr archive is an absolute treasure trove of unexpected, strange and fantastical drawings, prints and images, and we’ve loved diving into this world to conjure up The BookBinder.” 

     Jamie Andrews, Director of Public Engagement at the British Library, added:  “At the British Library we are thrilled to again be involved with Light Night Leeds, a unique festival that brings art into public spaces in the city, brightening up dark autumn evenings. We’re delighted that this year Illuminos has taken inspiration from our Flickr Commons collection, which offers public access to millions of images and has formed the design behind The BookBinder, a beautiful, immersive celebration of storytelling that will delight visitors of all ages.

    “Our collaboration with Light Night Leeds is part of a wider commitment, as we work towards establishing a major new public space for the British Library in Leeds, to work with local people and partners to open up our collection through events in the city.”

    The BookBinder has been supported by insurance company Markel, based on City Square, The Queens Hotel and Schroders Personal Wealth. It forms part of Light Night Leeds, the UK’s largest light art festival where  the public can engage with  illuminated artworks created by artists from around the world.

    Marking its 20th edition this year, Light Night Leeds will feature other large-scale projections, live street theatre and interactive installations that will incorporate some of city’s most recognisable locations. 

    To date, Light Night Leeds has attracted more than 1.1 million visitors to the city, with last year’s event  alone seeing a record 200,000 people attending and generating an estimated £3.5m for the local economy. 

    Councillor Salma Arif, Leeds City Council’s executive member for adult social care, active lifestyles and culture, said: “Light Night is always an incredible spectacle, which transforms the city and brings thousands of people together to experience something truly special. 

    “It is also an occasion which forges important relationships and partnerships between our local businesses and cultural institutions, and we’re particularly thrilled to be working with the British Library and Markel on this year’s event and highlighting the important role they will have in Leeds for many years to come.” 

    Light Night Leeds 2024 takes place across the city from 6pm to 10pm on October 24 and 25, 2024.

  • MIL-OSI United Kingdom: Cabinet to consider new council tax support scheme for working age Portsmouth residents

    Portsmouth City Council’s Cabinet will consider a proposal to consult on a new council tax support scheme for working age Portsmouth residents on low income. The Council Tax Support Scheme for pensioners is not affected by these proposals.

    At a meeting on Tuesday 1 October, Cabinet members will review a report seeking changes to the Council’s Local Council Tax Support (LCTS) Scheme from April 2025.

    The proposal seeks to provide more financial help for those on the lowest incomes and create a ‘fairer and simpler’ scheme. Many of the approximately 7,500 working-age people claiming council tax support in Portsmouth would automatically receive an increase, without having to apply.

    Portsmouth’s Local Council Tax Support scheme, adopted in 2013, was and continues to be based upon a now outdated means-tested ‘benefit’ scheme. Due to central government funding cuts, everyone receiving support from the working age council tax support scheme is currently required to pay at least 20% of their council tax bill, including those on the lowest incomes.

    The proposal asks Cabinet to approve a public consultation, to seek people’s views on introducing a new banded council tax support scheme for working aged people from 1 April 2025. It would mean individuals and families would receive different levels of council tax support depending on which of the four proposed income bands they are in.

    The report states the change would simplify the application process, increase LCTS take up, and reduce the current frequent reassessment of council tax bills to give most people greater financial stability.

    The change would see the council tax contribution from those on the lowest incomes reduce from 20% to 10%, helping to support those most in need with the cost of living. The discount would reduce for those with higher incomes, meaning some residents’ council tax contributions would rise.

    It’s estimated that just over 74% of working age LCTS claimants would either benefit or see no change under the new scheme, with 26% having to contribute more.

    Leader Cllr Steve Pitt said: “With no additional central government funding, we have to consider options that would help the largest number of people in the greatest need. While the vast majority of people on the scheme would see a lift or see no impact by this proposal, there would be some whose support would reduce.

    “So, if a consultation is approved next week, it’s crucial we hear from as many people as possible to consider the impact of this change before coming to any decision.”

    If approved, an eight-week public consultation would launch shortly, and feedback would be considered by Full Council ahead of any decision early next year.

    Each year councils are required to review their council tax support schemes, and currently around 100 local authorities, nearly a third, operate banded schemes similar to the one which Portsmouth is considering moving to.

    The proposal would have no impact on pension-age claimants of the scheme, which offers pensioners up to 100% towards their council tax bill.

  • MIL-OSI United Kingdom: Our Town Hall project: Lecture series puts heritage crafts centre-stage

    Peeling back the layers on the Our Manchester Town Hall restoration project has been a labour of love for hundreds of craftspeople involved in its restoration.

    It has been a painstaking process to repair and restore the Grade I-listed building’s key features while making it fit for the 21 century and ensuring that it is future proofed for the next hundred years or more.

    A series of Our Town Hall lectures has captured some of the incredible work to repair and restore the building’s bricks and mortar and other heritage elements. Behind-the-scenes stories have given a detailed look at the meticulous and intricate work, some of which may not be instantly obvious once the work is done, and the building reopens.

    The films of these Heritage Lectures are now available online and – along with exhibitions and a series of podcasts – they will form a treasure trove of archive material that will tell so much about the restoration of this much-loved icon of a building.

    The Our Town Hall Heritage lectures have been delivered by several of the trades involved. They shine a light on the behind-the-scenes work, reveal a lot about the techniques and tools being used, and form an important part of each contractor’s social contract with the city.

    Councillor Garry Bridges, Deputy Leader of Manchester City Council said:

    “We want to be able to share the Our Town Hall journey with residents and visitors so that they understand some of the complexities and elements that will not be visible to the untrained eye when the work is complete, and the building reopens.”We’re preserving the heritage, not replacing or changing it, and this is what we are calling the ‘Invisible Story’ of the Our Town Hall project. It’s the painstaking attention and long-learnt skills that are conserving the historic parts of the building to safeguard it for future generations of Mancunians.”

    The lectures capture for posterity the care, attention, and detail with which the crafts people have carried out the work and will be available to watch here

    To date lectures have been presented by:

    Hirst Conservation about their work on internal paint finishes, including the fabulous Ford Madox Brown murals in the Great Hall.

    The Mosaic Restoration Company about their work on the building’s many mosaic-tiled floors, including the famous Bees Landing.

    The Cumbria Clock Company about how they’ve removed the clock from the building to give it a full MOT, testing and repair before re-installing it once building works to the tower are complete.

    Recclesia and Shepley Engineering, two of our stained-glass contractors, spoke about their work on the 4,000+ windows that needed repairs and/or restoration.

    Nicholson & Co, one of the two firms charged with removing, restoring, and repairing our magnificent Cavaille-Col organ before reinstating it into the Great Hall.

    Caesar’s Conservation and Hatfields Conservation, two of the firms that have undertaken restoration and repair of the Town Hall’s furniture collection.

    Purcell and Bullens Conservation, describing the restoration and repairs to the Albert Memorial in Albert Square.

    Manchester Libraries Archives+ team have also attended each of the lectures. They have selected a range of relevant materials for each one, adding some historical context to the subject matter.
