  • MIL-OSI Security: Two arrested as detectives confirm name of 15-year-old victim in Woolwich murder

    Two people have been arrested by detectives who have today named the teenage victim of a murder in Woolwich.

    Police were called approximately 18:35hrs on Sunday, 22 September to reports of a disturbance on Eglinton Road, SE18.

    Officers attended and found a teenage boy with a stab injury. Despite the efforts of officers and paramedics at the scene, he sadly died a short time later.

    He has today been named as Daejuan Campbell, who was aged 15. His family continue to be supported by specialist officers.

    Two men – aged 52 and 18 – have been arrested on suspicion of murder and remain in police custody.

    Detective Chief Superintendent Trevor Lawry said: “My thoughts are with Daejuan’s loved ones as they try and come to terms with this heart-breaking incident.

    “The investigation into Daejuan’s death is still in the early stages and our officers are working around the clock to build a picture of what happened on Sunday evening.

    “Local officers will remain in the area whilst we continue with our investigation. Please do not hesitate to ask any questions, they are there to support you and the community.

    “I want to appeal to you again and ask if you know anything about the death of young Daejuan. Did you see anything suspicious around the Eglinton Road area? Did you see anyone running away from the area? Do you have any footage? If you do then please contact police, you can upload any footage to this link.

    WASHINGTON, D.C. – Last week, U.S. Senator Shelley Moore Capito (R-W.Va.) joined a group of nine Senate Republican colleagues—led by U.S. Senator Jim Risch (R-Idaho), ranking member of the Senate Foreign Relations Committee— to introduce the STRATEGIC Act 2024, legislation to set up the United States and its allies and partners for success in the strategic competition against China.
    “We know that China is intent on challenging the U.S. in everything from military strength to economic power, trade relations, and global influence. Competing with the CCP’s influence operations and standing up to their coercive tactics should be a priority across the federal government. The STRATEGIC Act charts a course for a comprehensive approach to competition with China and shows that Senate Republicans are ready to confront China’s malign actions from a position of strength,” Senator Capito said.
    The STRATEGIC Act:
    Addresses predatory Chinese economic practices through a new initiative to counter economic coercion, prohibition of World Bank contracts for Chinese companies, and anti-trust reform.     In addition to Senators Capito and Risch, this bill was also introduced by U.S. Senators Pete Ricketts (R-Neb.), Todd Young (R-Ind.), John Barrasso (R-Wyo.), Mike Crapo (R-Idaho), Bill Cassidy (R-La.), Dan Sullivan (R-Alaska), Mitt Romney (R-Utah), John Cornyn (R-Texas), and Chuck Grassley (R-Iowa).

    Eight companies in the ISG group entered administration on 20 September 2024. This page gives information on how to claim redundancy or register as a creditor.

    Eight companies in the ISG group (the ISG Companies) entered administration on 20 September 2024. Timothy Vance, Alan Michael Hudson and Dan Edkins were appointed as joint administrators of the following companies:

    We wish to make wholesalers/distributors, veterinarians and end-users aware that Ecuphar N.V. has initiated a Class II recall for Prednicare 1 mg, 500 tablets.

    This recall is due to the presence of 5 mg Prednicare tablets found in 2 pots of Prednicare 1 mg.  This recall applies to the following batch only:

    This contamination involves a clear risk of overdose of 5 times the recommended dose. However, up to today no adverse events linked to the affected batch number and defect were reported.

    Ecuphar N.V. is contacting distributors/wholesalers and veterinarians to examine inventory immediately and quarantine products subject to this recall.

  • MIL-OSI USA: PREPARED REMARKS: Sanders Leads HELP Committee Hearing with Novo Nordisk CEO on Outrageous Ozempic and Wegovy Prices

    I want to thank Mr. Lars Jørgensen, the CEO of Novo Nordisk for being with us today for this very important hearing.
    The issue that we are discussing today is not complicated.  It has everything to do with the chart behind me which shows that Novo Nordisk’s diabetes drug Ozempic is sold in Canada for $155, in Denmark for $122, in France for $71 and in Germany for $59.
    In the United States Novo Nordisk charges us $969 – over 15 times more than they sell it for in Germany.
    Wegovy, Novo Nordisk’s weight loss drug is even more expensive.  As this chart shows, Wegovy is sold for $265 in Canada, $186 in Denmark, $137 in Germany and $92 in the United Kingdom.
    In the U.S., the list price for Wegovy is $1,349 a month – nearly 15 times as much as it costs in the United Kingdom.
    What we are dealing with today, is not just an issue of economics, it is not just an issue of corporate greed.  It is a profound moral issue.
    Novo Nordisk has developed game-changing drugs which, if made affordable, can save the lives of tens of thousands of Americans every year and significantly improve the quality of life of millions more. If made affordable.  If not made affordable Americans throughout this country will needlessly die and suffer. 
    As representatives of the American people, we cannot allow that to happen.
    And let’s be clear.  The outrageously high cost of Ozempic, Wegovy, and other prescription drugs is directly related to the broken, dysfunctional and cruel healthcare system in our country.
    While the current system makes huge profits for large drug companies like Novo Nordisk, huge profits for insurance companies, and huge profits for PBM’s, it is failing the needs of ordinary Americans. 
    In the United States today we spend almost twice as much, per capita, on health care as the people of any other country – nearly $13,500 for every man, woman and child – over 17% of our GDP.  
    Yet, despite this huge and unsustainable expenditure, we are the only major nation not to guarantee health care to all as a human right.
    Further, despite all of that spending, our healthcare outcomes are not particularly good.
    Today, over 85 million Americans are uninsured or under-insured, over 60,000 die every year because they don’t get to a doctor when they should, and our life expectancy, which is actually declining in many parts of this country, is far below most other wealthy countries. 
    So. What does all this have to do with Mr. Jørgensen, Novo Nordisk and our hearing today? A lot.
    The simple truth is that we pay, by far, the highest prices in the world for prescription drugs and that is a major factor in the healthcare crisis we are experiencing. How does that happen? What’s the connection?
    First, one out of four Americans are unable to afford the prescription drugs that their doctors prescribe.  
    Insanely, that means that millions of Americans go without the treatment their doctors prescribe.  The result: some will actually die and others will become much sicker than they should.  And millions will unnecessarily end up in emergency rooms or in hospitals at great expense to our health care system.  How crazy is that?
    Second, one of the reasons that hospital costs in this country are rapidly increasing has to do with the very high cost of prescription drugs. My local hospital in Burlington, a moderate sized hospital, told me that 20% of their budget is now devoted to the cost of prescription drugs – some of which now cost hundreds of thousands a year for the treatment of their patients.
    Third, a significant reason for the high cost of insurance policies in this country, and why insurance rates are going up, is due to the high cost of prescription drugs.  
    Yes.  Millions of Americans with decent health insurance pay minimal amounts for their prescription drugs.  That’s the good news.  
    The bad news is that they are paying a fortune in premiums, deductibles and co-payments for the insurance that covers those drugs.
    I should also add that if you’re a taxpayer in this country you’re paying higher taxes than you should because of the inflated costs that Medicare, Medicaid and other public health programs pay for prescription drugs.   
    That is the overview and why the issue that we’re discussing today is so very important. Now, let’s go to the particulars with regard to Novo Nordisk, Ozempic and Wegovy.
    Ozempic and Wegovy are different brand names for the same drug: semaglutide.  These drugs are transformative new treatments for diabetes and obesity that help people control their blood sugar and lose weight.
    Both are manufactured by Novo Nordisk and both are on track to be some of the best-selling and most profitable drugs in the history of the pharmaceutical industry.
    In fact, since 2018, Novo Nordisk has made nearly $50 billion in sales off of these two drugs. Importantly, 72% of that revenue coming from sales in the United States.
    In other words, the United States is Novo Nordisk’s cash cow for Ozempic and Wegovy.
    And given that these drugs will need to be taken over the course of a lifetime – Novo Nordisk can expect to receive tens of billions in sales and huge profits from these drugs year after year.  
    Now why does Novo Nordisk charge the American people such outrageously high prices for Ozempic and Wegovy?  Are they acting illegally by charging us such high prices?  Are they violating the law? 
    No.  They are not. What they are doing is perfectly lawful.  They are simply taking advantage of the fact that, until very recently, the United States has been the only major country not to negotiate the cost of prescription drugs.  In other words, Novo Nordisk and other drug companies can charge us as much as the market will bear – and that is exactly what they are doing.
    Now, in a few minutes when Mr. Jorgenson makes his presentation, I suspect that he will tell us that the healthcare system here is complex and that there is a difference between the list price and the net price as a result of the rebates that PBMs receive.
    And he’s right.
    But even factoring in all of the rebates that PBM’s receive, the net price for Ozempic is still nearly $600 – over 9 times as much as it costs in Germany.
    And the estimated net price of Wegovy is over $800 – nearly four and a half times as much as it costs in Denmark.
    What must also be understood is that not everybody can take advantage of the net price of these drugs.
    If you are uninsured you pay the full list price. 
    If you have a large deductible, you pay the full list price. 
    If you have co-insurance, the percentage of the price you pay at the pharmacy counter is based on the list price.
    And let’s be clear.  75% of Americans, over 190 million people, with insurance are unable to access Wegovy through their policies.
    Mr. Jorgensen may also tell us that Novo Nordisk is afraid that if it substantially reduced the list price for Ozempic and Wegovy, PBM’s may limit coverage for these drugs.
    Well, let me ease his concerns.  I am delighted to announce today that I have received commitments in writing from all of the major PBM’s that if Novo Nordisk substantially reduced the list price for Ozempic and Wegovy they would not limit coverage.  In fact, all of them told me they would be able to expand coverage for these drugs if the list price was reduced.  I ask unanimous consent to insert the letters I received from the PBM’s making this commitment into the record.
    Now, let me share with the Committee some other important information that we have uncovered as part of our investigation.
    Last week, I received a letter from over 250 doctors urging us to do everything we can to substantially reduce the price of these drugs.
    This should come as no surprise.
    What these doctors are telling us is that if the price of Ozempic and Wegovy is not substantially reduced, many of their patients who have diabetes and obesity will be unable to afford them.  Some of them will unnecessarily die and others will suffer a significant decline in their quality of life.  I ask unanimous consent to enter this letter into the record.
    Earlier this year, Dr. Alison Galvani, an epidemiologist at Yale university, conducted a study on Wegovy.  And what she found, and I hope Mr. Jorgensen pays attention to this, is that over 40,000 lives a year could be saved if Wegovy were made widely available at an affordable price to Americans who need this drug.  I ask unanimous consent to insert this study into the record. 
    A few months ago, Dr. Melissa Barber, a health care economist at Yale University, conducted a study on the cost of manufacturing Ozempic.  And what she found is that Ozempic can be profitably manufactured for less than $5 a month.
    We all know the cost of production is not the only expense for a drug company.  Pharmaceutical companies spend great sums on research and development to find new treatments with many of those products never coming to market.  We get that.  But it is important to know that this drug can be manufactured profitably for a few dollars a month.
    You may hear from Mr. Jørgensen that Novo Nordisk spent $21 billion on research and development since 2018.  I take his word on that.
    What he may not tell you is that Novo Nordisk spent $44 billion on stock buybacks and dividends over that same time period.
    In other words, since Ozempic came onto the market in 2018, Novo Nordisk spent over twice as much on stock buybacks and dividends than it spent on research and development.
    And let’s be clear.  Outrage over the high cost of Ozempic and other prescription drugs is not a partisan political issue. It’s not just Democrats.  It’s not just Republicans.  It’s not just Independents like me.  It’s the vast majority of the American people. 
    For example, Dale Folwell, the Republican treasurer of the state of North Carolina has told us that if he did not discontinue covering Wegovy for some 20,000 state workers in North Carolina he would have been forced to double health insurance premiums for teachers, firefighters and police officers in his state – regardless if they needed this drug or not.  He would have had to double health insurance premiums in the State of North Carolina.
    Blue Cross-Blue Shield of Michigan also announced that it would have to discontinue covering Wegovy because it was too expensive. 
    Even Elon Musk, not someone who shares my political views, recently posted on Twitter and I quote: “Solving obesity greatly reduces risk of other diseases, especially diabetes, and improves quality of life. We do need to find a way to make appetite inhibitors available to anyone who wants them.”
    And he’s right.
    Further, not only must we be concerned about lack of access to these drugs we have also got to take a serious look at the financial implications of what happens if the prices of these drugs are not substantially reduced.
    Bottom line: If just half of the adults in our country with obesity took weight loss drugs like Wegovy at current prices the cost would be astronomical and would have a devastating financial impact on our country and on federal and state budgets.
    The best estimate that I have seen suggests that if half of the adults in our country took these weight loss drugs, it would cost $411 billion per year.  That is $5 billion more than what Americans spent on all prescription drugs at the pharmacy counter in 2022.
    In other words, the outrageously high price of these drugs could bankrupt Medicare and radically increase insurance premiums to absolutely unaffordable rates.
    This does not have to happen.
    Over the last several months, I and my staff have been talking to a number of major generic pharmaceutical companies.
    These are large companies that supply hundreds of millions of prescriptions to many millions of Americans.
    And what these CEOs have told me is something of enormous consequence. 
    They have studied the matter and they tell me that they can sell a generic version of Ozempic, the exact same drug that Novo Nordisk is manufacturing, to Americans for less than $100 per month.
    Yes.  That’s right.
    Novo Nordisk charges us $969 a month for Ozempic.  These generic companies can sell this same product for less than $100 a month – less than ten percent of what Americans are currently paying.
    Let’s be clear.  Nobody here is asking Novo Nordisk to provide charity to the American people. Novo Nordisk has already made billions of dollars in profit off of these products and, in the coming years, will make many billions more.
    All we are saying, Mr. Jørgensen, is treat the American people the same way that you treat people in countries all over the world. Stop ripping us off. 
    A few months ago President Biden and I wrote an op-ed which appeared in USA today. And here is what the president and I said: 
    “If Novo Nordisk and other pharmaceutical companies refuse to substantially lower prescription drug prices in our country and end their greed, we will do everything within our power to end it for them. Novo Nordisk must substantially reduce the price of Ozempic and Wegovy.  As Americans we must not rest until every person in our country can afford the prescription drugs they need to lead healthy, happy and productive lives.”
    That’s what President Biden and I wrote a few months ago.  And that’s what I believe.  Prescription drugs in this country must be affordable and we must not be forced to pay far higher prices than people in other countries pay for the same exact product.
    This is especially true when we face a national emergency in terms of the twin epidemics of diabetes and obesity which, if not addressed with lower cost drugs, could cost us tens of thousands of lives and an unimaginable amount of money.
    And if taking the kind of action that must be taken means standing up to the 1,800 well-paid pharmaceutical lobbyists here on Capitol Hill, including more than a few from Novo Nordisk, so be it.  If it means refusing to be influenced by the massive amounts of campaign contributions that come from the pharmaceutical industry.  So be it. 
    Congress and the Administration have a moral responsibility to act boldly and act now.

    In today’s Assembly debate on votes for 16 year olds Timothy Gaston MLA said:

    “I oppose the motion for three simple reasons. First, in setting the voting age at 18, the UK is very much in line with international practice. If you look at the situation across the democratic world, you see that the average voting age is 18·03 years. While there are 16-year-olds in the workplace, the vast majority are still in education or vocational training until the age of 18. It is important to remember that, when it comes to issues such as signing a legally binding contract, one cannot do so until one is 18. Let us remember that you need to be 18 to buy alcohol, 18 to buy cigarettes and 18 to buy a knife, but those who tabled the motion want a 16-year-old to be able to vote.

    “Secondly, it would be remiss of me not to note the irony of the motion’s origin. Sinn Féin is in no position to lecture anyone on democracy. On its Benches, albeit from time to time, sits the Old Bailey bomber, Gerry Kelly. Let us not forget today that that bombing resulted in Frederick Milton dying from a heart attack and 150-plus being injured. Let us ask ourselves why that attack was carried out: because, on the same day, a border poll was held in Northern Ireland, and Mr Kelly knew that he would not like the outcome of that poll. On that same day, a young soldier, 21-year-old John Green, was shot by the IRA while guarding St Joseph’s Primary School on the lower Falls. Why was he guarding the school? Because it was being used as a polling station. Yet, Sinn Féin, in the motion, wants to lecture us on democracy.

    “Those are not the only points about the motion that I find ironic, which brings me to my final reason. Those who will trip through the Lobbies in support of the motion in a few moments’ time are also the most passionate advocates of the protocol, an arrangement that means that, when it comes to 300 areas of law — note that I said “300 areas of law” and not “300 laws” — no one in Northern Ireland, regardless of their age, has any vote on them. That is a democratic obscenity, yet those who champion votes for 16-year-olds loudest are silent when it comes to being ruled by people whom no one in Northern Ireland voted for.

    “We are just over a month away from the largest disenfranchisement operation of modern times and the facilitating of the first majoritarian vote in Stormont in over 50 years. It will also be the most controversial majoritarian vote in Northern Ireland’s 103-year history, a vote to disenfranchise 1·9 million people in 300 areas of law. A vote resigning us to the idea that the laws made in those areas will be made for us by the Republic of Ireland and 26 other states and not the UK or Northern Ireland’s MLAs who sit in the House; a vote that unbundles the United Kingdom of Great Britain and Northern Ireland’s single market for goods in favour of an all-Ireland single market for goods; and a vote that violates the cross-community consent and democratic provisions of the Belfast Agreement as international law, treating the people of Northern Ireland with complete contempt. Do not argue that the protocol is just and then lecture us on votes for 16-year-olds. It just does not wash. The real democratic deficit in this part of the UK is the failure to honour the biggest democratic mandate in British history: the mandate to leave the EU.”

    Trials continuing in drone as first responder initiative

    August saw the latest trial in drone as first responder (DFR) technology with a team from Hampshire & Isle of Wight Constabulary and Thames Valley Police Joint Operations Unit demonstrating its capabilities against challenging weather conditions at the Victorious Music Festival in Portsmouth.

    Operating under visual line of sight (VLOS) and coordinating with a second safety pilot, the team ensured high safety standards to mitigate air and ground risk while navigating through Class G airspace alongside other air assets including the coastguard helicopter and aeroplane and the event security drone team.

    NPCC BVLOS lead for Hampshire & IOW Constabulary and Thames Valley Police, Chris Stagg, said:

    “Following on from our initial testing at the Isle of Wight Festival in June, our efforts in Portsmouth at the Victorious Music Festival have brought us one step closer to realising our shared vision of using DFR in support of policing operations. The festival provided a dynamic setting to assess a temporary DFR site setups for large scale events as well as operations within an urban environment.

    “The exposed seafront location also gave us the benefit of understanding how strong winds affected the drone when landing autonomously. Whilst the drone remained safe and dry in the box during some extremely strong winds and heavy rain, it did highlight the potential need for a bespoke purpose made drone that has both the capability and redundancy to stand up to harsh environments. Policing needs to be able to operate safely in adverse weather conditions across the country.

    “As we move forward, our focus remains on safety and adaptability in adverse weather especially as we move towards the winter months, ensuring that our emergency response capabilities are not just effective but also safe and reliable when it matters most.”

    DFR promises to transform the response to 999 calls. By getting to the scene of any incident in an urban or rural fringe environment within minutes and providing a bird’s eye view directly into a force’s incident room, the emergency response can be much better tailored. Not only will this support in delivering a faster and more efficient emergency response but the real-time view it provides will enhance both public and officer safety.

    The Victorious Festival trial is one of four DFR trials taking place this year as part of the National Police Chief’s Council’s Drone Programme. This programme investigates how to get the most out of beyond visual line of sight (BVLOS) and autonomous drone flight for policing purposes, leveraging resources to best effect and helping to protect the public across England and Wales.

    Mr President, 

    Upholding the international rule of law lies at the heart of this Council, and we must call out violations wherever they occur. 

    The situation in Afghanistan is intolerable. The Taliban are imposing draconian controls on women and girls.

    In Iran, executions have surged. Women, girls and minority groups face repression. Journalists are silenced. The Fact-Finding Mission has said violations against protestors amount to crimes against humanity. Accountability for these violations is essential.

    We are of course deeply concerned over escalating human rights violations in the West Bank and Gaza, including the rights to life, health and free movement. We call for an immediate ceasefire, release of all hostages and protection of civilians. 

    In Xinjiang, we echo the statement made earlier by the US, while in Hong Kong, we call on the authorities to end politically motivated prosecutions, immediately release Jimmy Lai and cease attempts to apply Hong Kong law extra-territorially, including to individuals in the UK. China must uphold its human rights obligations.

    Reports of continuing Russian atrocities against Ukrainians are horrifying – not least the systematic and widespread use of torture against detainees. There must be no impunity. The rule of law must prevail.

  • MIL-OSI Canada: Saskatchewan Exports to France, UK and Netherlands Nearly $1.2 Billion in 2023

    Exports to the Three Countries Increased by 34.4 Per Cent Compared to 2022 

    Saskatchewan’s trade relationship with the United Kingdom (UK), France and the Netherlands continued to strengthen in 2023. Data from Statistics Canada shows that the combined total value of exports for these three major nations totaled nearly $1.2 billion.

    The main driver of these exports was uranium, which accounted for 87.3 per cent of exports to the Netherlands, 70.8 per cent of exports to the UK, and 47.3 per cent of exports to France. Another 25.6 per cent of exports to France came from uranium ore and concentrates.

    From January to July 2024, Saskatchewan’s total exports to the Netherlands were $567.6 million, a 119.6 per cent increase compared to the same period in 2023. This increase is primarily due to a 143.5 per cent increase in the value of Saskatchewan uranium exports to the Netherlands.

    “Saskatchewan’s trade and investment offices in London and Germany have made tremendous progress forging new trade relationships in Europe, and we are seeing that work paying off with increased bi-lateral collaboration and record export numbers,” Trade and Export Development Minister Jeremy Harrison said. “Our government will continue working alongside our producers to promote Saskatchewan products to the world, while growing our economy and creating new jobs for our strong and vibrant communities.” 

    All three of these countries saw significant export gains in 2023 compared to 2022. Last year, Saskatchewan exported about $220.5 million of goods to France, which is a 68.7 per cent increase compared to 2022. Exports to the UK totaled $557.2 million in 2023, which is a 43.5 per cent increase from 2022, and exports to the Netherlands totaled $414.1 million, a 12.6 per cent increase from 2022.

    Agri-food also saw strong growth in these countries. In 2023, Saskatchewan was France’s largest supplier of lentils, with the total value of lentil exports reaching $24.2 million, a 44.3 per cent increase from 2022. Saskatchewan was also one of the Netherland’s top suppliers of mustard seeds, exporting about $7.9 million which is a 66.5 per cent increase from 2022. In the UK, Saskatchewan exported around $96.5 million worth of non-durum wheat, an increase of 5.3 per cent from 2022. Other top exports to these countries included chickpeas, canola seed, flaxseed and potash.

    In April of this year, Minister Harrison and French Minister Delegate for Foreign Trade, Economic Attractiveness, Francophonie, and French Nationals Abroad Franck Riester signed a new Letter of Intent (LOI) to explore, develop and cooperate on new projects related to strategic mineral resources. The LOI will focus on the regions’ shared goals of improving supply chain security and sustainability, and research and development for critical minerals. 

    The Government of Saskatchewan recently unveiled its new Securing the Next Decade of Growth – Saskatchewan’s Investment Attraction Strategy. This strategy combined with Saskatchewan’s trade and investment website, InvestSK.ca, contains helpful information for potential markets and solidifies the province as the best place to do business in Canada.

  • MIL-OSI United Kingdom: New music pilot breaking down barriers for disadvantaged young people

    Young people in Stoke-on-Trent showing musical talent from low income families are to be supported through music.

    Young Sounds UK, a music education charity, are leading a £5.8 million Music Opportunities pilot programme with backing from the Department for Education (DfE). The local programme will be managed and led by Stoke-on-Trent City Music Service.

    The programme will focus on 12 key regions, including Stoke-on-Trent, in giving children targeted support to progress their musical talent and interests. Up to 1000 young people will benefit from the programme nationally and in Stoke-on-Trent, the pilot will be active in 60 locations.

    This pilot is part of a new phase of Young Sounds: Connect, which has been running for 15 years and will now broaden its reach with the help of £2 million from the DfE.

    Children with musical potential will receive intensive support, free weekly lessons, personal bursaries and access to mentors. Those participating will also be able to attend termly Get Together events, meet aspiring and professional musicians and develop their skills.

    Councillor Sarah Jane Colclough, Cabinet member for Education and Anti-Poverty, said: “I am delighted that Stoke-on-Trent has been identified as a key region for this pilot programme Young Sounds UK are doing, supported by the Department for Education.

    “Being from a low-income family should never be a barrier to pursuing your talents and interests. Being a child is all about expressing yourself and music is a great way of doing this.

    “I cannot wait to see children in Stoke-on-Trent realising their potential through this pilot.”

    Over the next four years, Young Sounds UK is aiming to create a scalable model that will reach more young people, drive innovation in the creative industries and secure the UK’s global reputation in the arts.

  • MIL-OSI United Kingdom: Recruitment campaign launched for new champion to support victims of major incidents

    Victims and bereaved families of any future major incident will be better supported with the launch of a new permanent bespoke position. 

    Recruitment for the Independent Public Advocate (IPA) has begun today (Tuesday 24 September). 

    The person selected for this important role will help victims of a major incident understand the actions of public authorities in relation to the incident.

    They will ensure that victims’ views are taken into account during proceedings, speak to public authorities on their behalf, point them to any support and advice services and help them access information they are entitled to as part of any investigation, inquest or inquiry. They will also advise other advocates who may be appointed for individual incidents. 

    Meeting a key recommendation of Bishop James Jones’ 2017 report into the experience of the Hillsborough families, the government has also confirmed it will legislate to introduce a bill placing a duty of candour on public servants and public authorities.  

    This will require those covered by the duty to cooperate fully with inquiries and investigations, placing sanctions on those found to have lied, mislead or withheld information. The government also intends to include the prospect of criminal convictions for the most egregious breaches.

    The government will also provide legal aid to victims of disasters or state-related deaths to support bereaved families at an incredibly difficult time following the loss of their loved ones.  

    The Independent Public Advocate role was created in Part 2 of the Victims and Prisoners Act 2024.  

    The advocate is expected to be in post next summer.

    Liverpool is to host a landmark series of concerts in celebration of being named the world’s first ‘UN Accelerator City’ for climate action.

    Act 1.5 presents…’ will see a weekend of live music and events, from 28th – 30th November, at Liverpool’s M&S Bank Arena, featuring Massive Attack, IDLES and Nile Rodgers.

    This unique series of shows are being staged to mark today’s announcement at UN Headquarters in New York that Liverpool is the world’s first ‘UN Accelerator City’ for climate action.

    This accolade recognises the city’s commitment to technical innovation and smart regulation to rapidly decarbonise the live music and TV/Film production sectors.

    Building on the methods first trialled in Bristol, and continuing their partnership with clean energy provider Ecotricity, ‘Act 1.5 presents…’ will test, operate & adapt a range of measures to dramatically reduce the level of carbon emissions & air pollution that would usually be produced at an event of this scale.

  • MIL-OSI United Kingdom: Council invests £500,000 to protect Edinburgh’s coastline

    Work to restore the iconic timber groynes on Portobello beach has been completed by the City of Edinburgh Council.

    The five timber groynes constructed in the 1970s help to hold sand in place to prevent further erosion of the Capital’s important coastline.  

    In November 2021, one of them was damaged during Storm Arwen and partially collapsed. Following a survey of all of the groynes, work was commissioned to repair and restore them.

    Cllr Stephen Jenkinson, Transport and Environment Convener, said:

    “By investing half a million pounds in the repair of the groynes we are helping to protect the sand and coastal environment at Portobello so locals and visitors can continue to enjoy this popular beach in Edinburgh for many years to come. This announcement is very timely as we are promoting all the work the Council is doing to address climate change as part of ‘Climate Week’.

    “Unfortunately, due to the climate emergency, storms are becoming all too common and I’m really pleased their restoration means we have good protection in place. It’s also great to hear the excess timber wasn’t wasted and was donated to locals including a community garden and artists.

    “The iconic groyne structures are well known to locals and visitors and have become part of the landscape in the area so it’s great to see them restored to their former glory.”

    Our world is in constant motion. Cities expand, landscapes evolve and the climate continues to reshape our globe. To help people visualize these changes and learn more about the world around them, we’re announcing new updates to Google Earth and Street View.

    Travel back in time with Earth — and plan projects more efficiently

    Maybe you want to travel back in time and see what your neighborhood looked like decades ago. Or you want to understand how forests have been affected by human activity and the changing climate. All of this will soon be possible thanks to our new historical imagery in Google Earth on web and mobile, which makes it easy to explore our library of satellite and aerial imagery — some of which goes as far back as 80 years.

    When exploring, you’ll see a sharp contrast in how geography has evolved in many places. Take this 2018 image of Lake Oroville, a reservoir in northern California that saw significant water reduction after multi-year droughts. Compare that with its 2023 image, which shows how a series of rains gradually filled the reservoir back to maximum capacity — providing water storage, electricity from power generation and a space for water activities, like swimming and kayaking. Historical imagery allows you to follow the lake’s evolution in striking detail.

    Lake Oroville experienced dire levels of water reduction (2018). By 2023, a series of rains gradually filled the reservoir back to maximum capacity.

    Historical imagery can also show dramatic changes over longer periods of time. In places like London, Berlin, Warsaw and Paris, you can even explore imagery from as far back as the 1930s. For example, below is a black-and-white photo of San Francisco in 1938, taken by Oakland Airport pilots. During this period, you can see that ports were mainly used for shipping and industry — compared to the 2022 image, where you see the piers dotted with restaurants and cruise ships docked in the harbor.     In addition to helping you browse Earth’s changes, we’re also making it easier for researchers and organizations to use Google Earth for projects, like creating custom maps. Soon we’ll start showing projects right from a newly designed home screen in Google Earth, making it even easier to collaborate with your teams.     Expanding Street View imagery in nearly 80 countries

    While Google Earth has a vast repository of satellite and aerial imagery, Street View displays over 280 billion images collected from our Street View cars and trekkers. With Street View, you can virtually explore every continent right from your living room — and even places like the Great Barrier Reef and the International Space Station. Now, we’re launching one of the biggest updates to Street View yet, with new imagery in almost 80 countries — some of which will have Street View imagery for the very first time.

    You’ll be able to explore the picturesque countryside of Bosnia and its medieval villages, the sandy mountains surrounding the capital of Namibia, the alps and castles of Liechtenstein and the beautiful rivers of Paraguay. You can even virtually wander the streets of foreign cities to see shops and buildings up close.

    Minister of Foreign Affairs Lin Chia-lung met with a Social Democratic Party (SPD) delegation from the German Bundestag Committee on Foreign Affairs on September 16. The delegation included Mr. Michael Müller and Mr. Andreas Larem. The two sides exchanged views on joint efforts by democratic partners to counter authoritarian expansion, Germany’s China and Indo-Pacific strategies, the recent transit of German naval vessels through the Taiwan Strait, the European Union’s de-risking policy, and other issues. 

     

    Minister Lin stated that with China and other authoritarian countries persistently challenging the rules-based international order, democratic partners should work in solidarity to enhance economic and social resilience. He reiterated Taiwan’s willingness to share with European partners its experience in countering China’s hybrid warfare, information warfare, and economic coercion. Minister Lin also affirmed the recent transit of German vessels through the Taiwan Strait so as to safeguard freedom of navigation, adding that he was pleased that Germany and the EU were implementing de-risking policies. Noting that an investment project in Dresden by Taiwan Semiconductor Manufacturing Company had set a new milestone in bilateral cooperation, Minister Lin expressed the hope that Taiwan and Germany would steadily bolster economic and trade cooperation and jointly strengthen economic resilience.

     

    Mr. Müller and Mr. Larem strongly concurred on the importance of democratic partners standing in unity against authoritarian expansion. Calling for enhanced cooperation among democracies in such domains as the economy, technology, and culture, they said they looked forward to deeper substantive collaboration between Taiwan and Germany.

     

    Deputy Minister of Foreign Affairs François Chihchung Wu also hosted a luncheon for the delegation on the same day. During the luncheon, Deputy Minister Wu pointed out that China’s authoritarian expansionist ambitions were not purely a cross-strait issue but rather represented a grave challenge to the international order. He said that Taiwan sincerely hoped to work with like-minded European partners to contribute to peace and stability in the Indo-Pacific.

     

    This was the first visit to Taiwan by all delegation members. The Ministry of Foreign Affairs looks forward to Taiwan and Germany building on their strong existing foundations to further deepen bilateral ties and jointly advance global peace, stability, and prosperity. (E)

    The US House of Representatives Committee on Foreign Affairs held a hearing on “Great Power Competition in the Indo-Pacific” on September 18. In response to a question concerning the fact that Taiwan’s status was not mentioned in United Nations General Assembly Resolution 2758, US Deputy Secretary of State Kurt Campbell agreed, pointing out that China was using the resolution as a diplomatic tool to falsely portray Taiwan’s status as illegitimate and that China was conflating its interpretation with its “one China principle” in order to suppress Taiwan. Deputy Secretary Campbell reaffirmed the unwavering US commitment to Taiwan and the long-standing US efforts to preserve peace and stability across the Taiwan Strait, emphasizing that this was a bipartisan consensus. 

     

    The Ministry of Foreign Affairs (MOFA) welcomes and appreciates that yet another high-level US diplomat has publicly pointed out China’s misrepresentation of UNGA Resolution 2758 and reiterated bipartisan US support for maintaining peace and stability across the Taiwan Strait. The comments follow remarks made earlier by US Deputy Assistant Secretary of State for East Asian and Pacific Affairs Mark Lambert and Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink. 

     

    MOFA is pleased that in addition to the United States, like-minded nations including Australia and the Netherlands have adopted friendly resolutions or motions stating that UNGA Resolution 2758 made no reference to Taiwan. MOFA calls on the international community to jointly take concrete actions to refute China’s misrepresentation of the resolution and oppose its spurious claims of there being an international consensus on its “one China principle.” Taiwan will continue to cooperate with the United States and other like-minded countries and together preserve peace and stability across the Taiwan Strait and throughout the Indo-Pacific.

  • MIL-OSI United Kingdom: New measures set out to reduce net migration

    The government’s plan to reduce net migration has been bolstered by new measures announced today.

    New measures to cut historically high levels of net migration have been announced today, bolstering the Home Secretary’s approach to tackle the root causes behind the UK’s long-term reliance on international recruitment.

    Sectors most reliant on overseas workers will be targeted to ensure they are addressing their failure to invest in skills here in the UK.

    The government will task the Migration Advisory Committee (MAC) with monitoring and proactively highlighting key sectors where skills shortages have led to surges in overseas recruitment and provide a yearly assessment to ministers to inform policy decision making.

    Rules around visa sponsorship of migrant workers will also be strengthened so that strong action can be taken against employers who flout employment laws, restricting their ability to hire workers from abroad. This is in addition to work already underway to clamp down on existing sponsor licence holders and to stop visa abuse, such as the ramping up of investigation visits by UK Visas and Immigration (UKVI), and suspending and revoking licenses where employers abuse the immigration system and exploit migrant workers.

    This follows plans already set out by the Home Secretary to link migration policy with skills and wider labour market policy, so that international recruitment is no longer the default choice for employers filling skills shortages, as well as the government’s confirmation that changes made by the previous administration to the immigration system will remain in place.

    The new joined-up approach across government, set out by the Home Secretary in July, establishes a framework in which the newly formed Skills England, the Industrial Strategy Council, together with input from the Department for Work and Pensions, will work closely with the MAC so that migration is not used as an alternative to tackling training or skills shortages in the UK.

    The MAC’s annual assessment will help industries respond swiftly to skills gaps and take necessary steps to reduce their dependency on migrant workers and invest in training, workforce plans, and higher quality jobs for workers here at home.

    The expanded role for the MAC will be bolstered by additional capacity and includes work to assess the root causes of why certain sectors are so reliant on overseas workers. It has already been commissioned by the Home Secretary to look at IT and engineering – key sectors which have consistently relied on the international workforce, rather than sourcing the workers and skills they need here in the UK.

    All UK Armed Forces Veterans will be exempt from rules which require a connection to a local area before accessing social housing. This is in line with the manifesto commitment to strengthen support for our Armed Forces communities and to ensure veterans have access to the housing support they need.

    Whilst not mandatory, the vast majority of councils (89%) have a local connection or residency test in place to determine who can qualify for social housing. These changes will mean that where such requirements are in place, veterans are not unfairly penalised.

    Other groups who can have difficulty demonstrating a local connection – care leavers and domestic abuse victims – will also be exempt from the rule. This delivers on the commitment in the response to the consultation on social housing allocations, published earlier this month, to support the most vulnerable to access social housing.

    The government is writing today to councils to remind them they should prioritise veterans, care leavers and domestic abuse survivors for social housing. Regulations will be brought forward in due course, with Ministers hosting roundtables with the sector to explore the detail of these changes.

    Already the government has given councils more flexibility to use their Right to Buy receipts to build and buy more social homes and allocated an additional £450 million for councils to secure homes for families at risk of homelessness.  

    Further plans will be set out at the next fiscal event to give councils and housing associations the rent stability they need to be able to borrow and invest in both new and existing homes.

    Manitoba Government Helping More Women Get Screened for Breast Cancer


    The Manitoba government is helping more people get screened for breast cancer with a plan to progressively lower the age for self-referrals to 40 from 50, beginning with a commitment to get to age 45 by the end of next year, Health, Seniors and Long-Term Care Minister Uzoma Asagwara announced today.

    “Breast cancer has touched the lives of so many people in this province,” said Asagwara. “As we lower the screening age in Manitoba, it’s critical that the system has what it needs to meet a higher demand. This will ensure that vulnerable people – especially marginalized and low-income women – are able to access the care they need. The previous government’s disregard for women’s health and cuts to health care caused limited capacity for breast cancer screening. As we rebuild this capacity, we’re taking a comprehensive and thoughtful approach so both patients and health-care staff are supported.”

    CancerCare Manitoba has been working with health system partners to hire more mammography technologists and increase screening appointments for individuals aged 50 to 74. Additional breast screening clinics will be added as targets and staffing requirements are met, noted the minister. When fully expanded, the breast screening program will nearly double its capacity to over 80,000 screening mammograms per year.

    “With this change, CancerCare Manitoba’s breast screening program will be providing more mammograms closer to home and with care to providing culturally sensitive and appropriate services,” said Sri Navaratnam, president and CEO, CancerCare Manitoba. “Our priority will be increasing access for people who are typically underserved by the health-care system and we are grateful for the province’s support and commitment to equitable care for Manitobans.”

  • MIL-OSI Canada: Investing in rural health facilities across Alberta

    Alberta’s government is committed to providing the highest quality of health care services for all Albertans, no matter where they live in the province.

    To ensure Albertans can get the care they need close to home, the government is investing almost $15.5 million to improve access to health care services in rural and remote communities. This investment will support the construction of a new dialysis unit in Lloydminster, the construction of the Brian Rosche Ambulance Station in Slake Lake, and will enhance kidney care services for residents of Grande Prairie and its surrounding area.

    “We are committed to supporting capital projects in every corner of the province. Rural Albertans deserve access to high-quality health care services, and this program has been designed to ensure facilities can service the needs of their communities.”

    The projects in Slave Lake and Lloydminster are funded through the Rural Health Facilities Revitalization Program, which funds strategic capital projects at rural health facilities to help ensure Albertans can access the health care services they need as close to home as possible.

    The program is supporting 44 projects in 39 communities, including construction of the new dialysis unit in Lloydminster. Alberta’s government is investing $6.2 million in the project, which is expected to be complete in late fall 2025. The new location will operate six stations initially, with the ability to add more as the demand increases. The unit will operate Monday through Saturday to accommodate the needs of hemodialysis patients, who typically receive three four-hour treatments each week.

    “Our investment in rural health facilities demonstrates our strong commitment to delivering equitable health care for all Albertans. This funding will strengthen local communities by improving access to essential services, bringing quality care closer to home.”

    Alberta’s government has also provided $6.8 million through the Rural Health Facilities Revitalization Program for the recently completed Brian Rosche Ambulance Station in Slake Lake – a 990-square-metre facility designed to better accommodate local staff and ambulances. The facility, named in honour of the late Brian Rosche, a dedicated community leader and former Municipal District of Lesser Slave River No. 124 councillor, includes accommodation for nine crew members, a training and multi-purpose room, kitchen, living spaces, and space for nine ambulances in the garage. These enhancements will help ensure staff are supported to deliver prompt, effective and high-quality emergency medical care.

    Enhancing kidney care services in Grande Prairie

    In addition to the Rural Health Facilities Revitalization Program, Alberta’s government is investing in major capital projects to meet the health care needs of Albertans living in rural communities.

    Alberta’s government is providing $2.42 million to enhance and consolidate kidney care services for Grande Prairie and area residents. The funding will help the Queen Elizabeth II Ambulatory Care Centre expand its hemodialysis unit to provide care for up to 24 patients a day in the future.

    The Grande Prairie Regional Hospital Foundation is providing $1.5 million to support the project. The space will be named the Sargent Family Kidney Care Centre, honouring the Sargent family’s significant donation to the foundation for this project.

  • MIL-OSI Global: Can cryptocurrencies ever be green?

    Cryptocurrencies have been condemned over their environmental record at a time when
    traditional investments have been rapidly moving towards greener environmental, social and governance (ESG) values. So how long will it be until crypto earns its green credentials?

    Green investments are assets like bonds that pay for projects with positive environmental and social outcomes. Green bonds for example, contribute to cuts in greenhouse gas emissions, an increase of renewable energy capacity and uptake in clean transport infrastructures.

    Crypto investments on the other hand are widely seen as environmentally unfriendly, mainly because of crypto mining and the huge energy it demands. Mining in the context of crypto refers to a mechanism called “proof of work” (POW) where crypto “miners” use specialised computers to solve complex mathematical equations to secure transactions and create new coins. This is where the energy use comes in.

    Agencies and organisations like the International Energy Agency and the United Nations have raised concerns about the effects of crypto mining – particularly Bitcoin, the best-known crypto asset.

    The environmental footprint of crypto

    The United Nations University Institute for Water, Environment and Health estimated that in 2020-2021, Bitcoin networks had significant carbon, water and land footprints. Bitcoin’s carbon footprint was equivalent to burning 38 billion tonnes of coal, while its water footprint (mainly used for cooling systems) would have met the domestic water needs of more than 300 million people in sub-Saharan Africa.

    The Cambridge Blockchain Network Sustainability Index puts the electricity consumption of Bitcoin networks above those of several developed countries, including Norway and Sweden. For investors who are serious about achieving ESG goals, this aspect of crypto would likely be a deal-breaker.

    It is also made difficult by the lack of regulations around crypto activities. After years of being on the fringes of financial markets and being considered a “get-rich-quick” venture, crypto investments are becoming mainstream. But there is still little regulation to protect investors and ensure participants adopt practices that are in line with ESG values.

    Sceptics point out the major issues plaguing these markets including the use of cryptocurrencies and platforms for money-laundering, scamming, and price manipulation.

    So it is certainly hard to make a green case for crypto. But at the same time, it would be misleading to look only at one side of the coin. The fact is that crypto has a challenging but reachable path towards being widely accepted as green.

    Decarbonising the crypto industry

    First and foremost, the industry itself has recognised the need to change practices and processes to become more sustainable. In 2021, a significant number of players in the crypto industry signed the crypto climate accord (CCA) with the long-term target of decarbonising the global crypto industry by 2040.

    The CCA set two interim objectives. The first was the development of standards and technologies to have 100% renewably powered blockchains as soon as 2025. The second aim states that signatories should achieve net-zero emissions from electricity consumption by 2030.

    Recent developments in technology suggest the industry has started putting plans into action, with the appearance of sustainable tools and infrastructures.

    Several companies such as Mara and Argo are working on technologies like energy-efficient immersion cooling systems that significantly reduce the energy consumption required for mining.

    These companies are also developing systems that can recycle heat produced by digital assets and from data centres, and redirect it to provide energy to communities. The implementation of these technologies is facilitated by the relative mobility of crypto miners and the opportunities that some governments and regions offer to them.

    In addition, the crypto industry has seen the emergence of self-proclaimed environmentally friendly cryptocurrencies, such as Cardano public blockchain and Powerledger. These currencies use a less energy-intensive mechanism called “proof-of-stake” (POS) rather than POW.

    Unlike POW, POS miners must stake their holdings (the amount of cryptocurrency) when validating and verifying transactions and records. So if a miner tries to falsify records, they could potentially lose their stake. The process removes the need for the complex computer calculations and so cuts the energy use dramatically. In fact, in 2022, the cryptocurrency Ethereum transitioned from POW to POS, reducing its energy consumption by nearly 100%.

    The path towards green crypto is being eased by institutions like the Financial Stability Board, which is taking steps to provide frameworks for understanding, compliance and achievements of ESG goals and values.

    Together, these elements could open the door to a future where conscious investors can take a chance on cryptocurrencies.

  • MIL-OSI Europe: Global Partnership for Action on Gender-Based Online Harassment and Abuse calls for urgent action on countering gendered disinformation

    The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.  

    Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

    In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation.  

    We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world. 

    In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors. 

    The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.    

    We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

  • MIL-OSI United Kingdom: Front Street improvement works to get underway next month

    Work to improve Front Street will start next month after designs shaped by the community were approved at a decision session earlier today (24 September).

    A drop-in session is being held on Thursday 26 September at the Gateway Centre from 3pm to 6pm with residents and businesses invited to meet the team and find out about what’s happening and when.

    Councillor Pete Kilbane, Deputy Leader of City of York Council and Executive Member for Culture and Economy said:

    This is a significant step forward and I want to thank everyone in the community, and the Council teams, who have helped us to get this far.

    “We need to move at pace as the UK Shared Prosperity Funding stipulates that the cash must be spent by the end of March 2025. This is funding awarded specifically for the regeneration of our local high streets and we are not allowed to spend it on anything else, such as fixing potholes. So, it’s a case of use it on this scheme, or lose it.

    “I encourage everyone who is interested in the project to pop into the session at the Gateway Centre on Thursday 26 September any time between 3pm to 6pm. As we have already demonstrated, we will continue to work with the community. With construction starting next month we’ll work with local businesses and residents to support them while we make the changes to the area.

    “Of course, Front Street remains open for trade while the improvements take place, and I would urge everyone to support the fantastic businesses located there and keep on using Acomb and Westfield’s main shopping street throughout the works.

    “We thank everyone for their patience while we carry out these important improvements. I can’t wait to see the difference these changes will make to an area that is already on the up.”

    In October 2023, the council’s Executive approved £570,000 of UK Shared Prosperity Fund (UKSPF) money for phase 2 improvements to Front Street in Acomb. Earlier this year, residents, visitors, businesses and other stakeholders were invited to share their priorities and provide feedback on ideas for phase 2. This process received 900 individual responses and over 5,000 comments.

    The work will bring about significant changes to the area following feedback from the local community with:

    • An increased ability to hold events and community activities, including with new electrical point being installed. Carriageway resurfacing and the ability to close the road will also help create a more friendly space.
    • Wider and more accessible pedestrian crossings, including creating a new central space in the main shopping area and a new pedestrian crossing near Morrisons.
    • Around two thirds of the bollards being removed. Any bollards that are removed will be saved and used on other projects as needed.
    • Clearly marked, accessible Blue Badge car parking in four locations, supported by enforcement to prevent the misuse of these spaces.
    • More seating, bins, a community notice board and planting in the main shopping area and welcoming entrance points.
    • On top of the construction works taking place in the coming months feasibility study will be carried out to look at pedestrianising the area in the future and the council is working to commission a community mural from a professional artist.

    Businesses will be open as usual and the council is working to support them with deliveries.

    • Cross Street will be closed from 4-15 November between 7.30am and 4pm to allow for the Blue Badge spaces to be created there.
    • 19 and 20 November Cross Street will be closed all day for resurfacing work.
    • Front Street will be closed to vehicles from 7 October for up to four weeks while work to install the wider crossings takes place.
    • 19 and 22 November Front St will close again to vehicles for resurfacing works.

    The Scottish Government must use the powers of devolution to the full extent to build a fairer, greener Scotland and offset some of the damage being done from Westminster, says Scottish Green co-leader, Patrick Harvie MSP.
     
    In a debate today on The UK Budget – Scotland’s Priorities, the Scottish Greens called for the new Labour government to reject the broken economic policies of the Tories and for the SNP to go further in its use of existing powers now and as part of the upcoming Scottish budget.
     
    Speaking in the chamber today, Mr Harvie called for the Scottish Government to prioritise projects that will cut climate emissions.
     
    Mr Harvie said: “This government and this parliament still have the responsibility to use the powers we have to the maximum, and we’re not yet doing so.
     
    “The Scottish Greens have made the case for policies like the Scottish Child Payment and others. We’ve also successfully brought to the chamber the solutions that show how we can pay for them.
     
    “It’s because of the work of the Scottish Greens that we have progressive taxation in this country and an extra £1.5 billion in the Scottish budget every year. It’s because of the work of the Scottish Greens that we have already made progress on more local powers, whether that’s powers to double council tax on second and empty homes, the introduction of the Transient Visitor Levy or the workplace parking levy as options for councils. There is more to come with the carbon land tax and others.
     
    “We need to go further on this and, finally, we need to cut unsustainable investment in those high cost, high carbon pieces of infrastructure and invest instead in what will cut costs and cut emissions, like energy efficient homes and buildings that use renewables and not fossil fuels.
