  • MIL-OSI USA: Governor Kehoe Announces Appointments to Missouri School Funding Modernization Task Force

    Jefferson City — Building on the education priorities outlined in his inaugural State of the State Address in January, Governor Mike Kehoe announced today the full slate of members appointed to the Missouri School Funding Modernization Task Force. The Task Force, established by Executive Order 25-14, is charged with reviewing and recommending changes to Missouri’s K-12 school funding model and providing a final report to the Governor by December 1, 2026.

    “To secure a better future for Missouri students and schools, we must rethink how we fund Missouri’s foundation formula,” said Governor Kehoe. “We need a modernized funding model that rewards outcomes, encourages innovation, and ensures fairness for all Missouri students. These Task Force members bring the experience, perspective, and commitment needed to make responsible changes at business-speed. We look forward to reviewing their recommendations.”

    The 16-member body represents a broad range of voices—urban and rural, traditional and nontraditional, academia and industry—who will help build a model that delivers results for every Missouri student. The Task Force will operate under core guiding principles that promote equal access for students, local flexibility, performance accountability, and long-term funding sustainability.

    Governor Kehoe’s appointments include the following individuals:

    • Matt Davis, of Eldon, is a dedicated educational leader with more than 25 years of experience in the Missouri school system, including 17 years as superintendent of Eldon School District. Prior to serving as superintendent, he led career and technical education programs and prioritized securing grants and funding to enhance program offerings and facilities at Eldon Career Center. Davis will serve as the representative for superintendents from small rural school districts in Missouri.
    • Noah Devine, of Kansas City, is the executive director of the Missouri Charter Public School Association. He previously served as the deputy director of the Kansas City Action Fund and led the implementation of the sixth iteration of the Missouri School Improvement Plan (MSIP) standards for the Missouri Department of Elementary and Secondary Education as the MSIP 6 support facilitator. Devine will serve as the representative for charter schools in Missouri.
    • Emily LeRoy, of Hermann, is a senior advisor at Missouri Farm Bureau, serving on a leadership team that advocates for the diverse interests of farmers. She began her career at the Missouri Department of Agriculture as a legislative assistant and youth program coordinator before rising to the position of legislative and budget director. LeRoy will serve as an additional member as appointed by the Governor.
    • James “Jim” Meats, of Springfield, is the vice president of sales and marketing at Loren Cook Company and a licensed professional engineer. He previously worked as a technical consultant to manufacturers and municipalities in southwest Missouri, where he supported the development of formal plan reviews, permitting procedures, and construction inspection processes. Meats will serve as the representative for the business community.
    • Mike Podgursky, of Columbia, is a school finance expert with more than 40 years of experience, currently serving as the Chancelor’s Professor of Economics at the University of Missouri–Columbia and an affiliated scholar at Sinquefield Center for Applied Economic Research. He is also the author of several peer-reviewed articles and the book, Teacher Pay and Teacher Quality. Podgursky will serve as an additional member as appointed by the Governor.
    • Donald “Don” Thalhuber, of Columbia, is the policy director for the Senate Minority Caucus. Prior to serving in his current position, Thalhuber worked as a senior research analyst crafting education, pension, financial, tax, and veterans’ affairs legislation. He also drafted Missouri’s most recent public school funding formula in 2005. Thalhuber will serve as an additional member as appointed by the Governor.
    • Michael “Jeremy” Tucker, of Liberty, is the superintendent for Liberty Public Schools, managing the district’s $279 million budget and providing oversight and strategic guidance to executive leadership and their respective departments. Prior to serving as superintendent, he worked as an adjunct professor for Evangel University and Southwest Baptist University as well as a social studies teacher at Logan-Rogersville High School. Tucker will serve as the representative for superintendents from large urban school districts in Missouri.
    • Chris Vas, of Kansas City, is a senior director for the Herzog Foundation, working to implement school choice initiatives and trainings across the nation while overseeing an $8 million annual budget. He previously served as the executive director of Liberty Alliance USA, a regional, conservative grassroots network and watchdog organization. Vas will serve as the representative for non-profit organizations that work on expanding school choice in Missouri.
    • Casey Wasser, of California, is the deputy executive director and chief operating officer for the Missouri Soybean Association, a grassroots organization dedicated to advocating on behalf of soybean producers and crafting state and federal policy initiatives that support farmers’ freedom to operate and improved profitability. He has an extensive background in public policy, previously serving as the legislative director for the Missouri Department of Revenue. Wasser will serve as the representative for the agriculture industry.
    • David Wood, of Versailles, most recently served as a policy analyst and liaison for the Missouri State Tax Commission before retiring in June 2023. He previously served in the Missouri House of Representatives from 2013 to 2020 and worked as an upper-level math and computer science teacher for Morgan County R-II Schools. Wood will serve as the representative for teachers from schools in Missouri.

    These ten appointments will be joined on the Task Force by two members of the State Board of Education.

    • Kerry Casey, of Chesterfield, recently retired from her position as vice president of Exegy, a global leader in financial market data, trading platforms, and predictive signals, where she was responsible for Global Sales Operations and Enablement. Casey was a founding board member of the KIPP Charter School in St. Louis and served on the board of directors until her appointment to the State Board in 2023.
    • Pamela Westbrooks-Hodge, of Pasadena Hills, is a former vice president of the Normandy Schools Collaborative Joint Executive Governing Board and recently retired general partner from Edward Jones, where she co-led the Internal Audit Division. She previously worked for Express Scripts, Anheuser-Busch and Bank of America in senior governance, risk and compliance roles and held certifications in financial, operational, and information systems auditing.

    Missouri Senate President Pro Tem Cindy O’Laughlin and Missouri House Speaker Jonathan Patterson have also appointed Senators Rusty Black and Travis Fitzwater as well as Representatives Ed Lewis and Marlene Terry to serve on the Task Force.

    Senator Black, a former educator, will chair the task force.

    “As a former educator, I know firsthand the challenges our teachers face and the importance of ensuring that every dollar we invest in education has a meaningful impact,” said Senator Black. “I’m honored to help lead this important work as we build a funding model that supports student success in every corner of Missouri.”

    Sharing Sterile Insect Technique Experiences

    To leverage this new infrastructure, a workshop on using the SIT for integrated pest management was held in Agadir, Morocco at the end of April under an IAEA technical cooperation project aimed at enhancing agricultural productivity to improve food security in Africa.

    Experts from 16 African countries gathered to discuss and share experiences on implementing surveillance and suppression of fruit flies by integrating the SIT with other control methods. The workshop included lectures, visits to the Mediterranean fruit fly mass-rearing facility, the irradiation and the fly emergence and release facilities, and a visit to field operations where surveillance and SIT field activities are being implemented.

    Minimizing Pesticides

    Using SIT alongside other control methods provides the citrus industry with sustainable  methods that minimize pesticide residues in fruit and preserve the agricultural landscape. The SIT both reduces pest infestations and enables farmers to improve the quality of citrus fruits planned for export to existing and new international markets.

    Tephritid fruit flies are considered among the world’s most notorious pests of horticultural crops, causing extensive direct and indirect damage. Due to the intensification of international fruit trade, the African continent is also highly vulnerable to alien invasive fruit fly species such as Bactrocera dorsalis which bring significant damage to mangoes — up to 90 per cent of the harvest can be lost depending on the location, cultivar and season.

    “Most African Member States now face an enormous challenge due to the introduction of Bactrocera dorsalis in Africa in 2003, which closed many international markets and increased damage to fruit,” said Rui Cardoso Pereira, entomologist at the Joint FAO/IAEA Centre of Nuclear Techniques in Food and Agriculture.

    One critical aspect of the IAEA support with SIT is managing pests that affect economically important crops. The countries participating in the workshop reported on pest surveillance and control activities, including SIT application, in their respective countries and explored how these techniques are harmonized using guidelines produced by the United Nations Food and Agriculture Organization (FAO) and IAEA. This includes guidelines on adult and larval surveillance, quality control of mass-produced insects as well as the International Standards on Phytosanitary Measures.

    The IAEA is helping countries boost food security with its Atoms4Food initiative. The IAEA has joined forces with the FAO to help provide countries with ground-breaking solutions, such as SIT, to tackle growing hunger around the world.

  • MIL-OSI USA: SBA Relief Still Available to Kansas Small Businesses and Private Nonprofits Affected by Adverse Weather Conditions

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in Kansas of the June 11 deadline to apply for low interest federal disaster loans to offset economic losses caused by severe storms, straight-line winds, tornadoes and flooding occurring April 25 ‑ 30, 2024.

    The declaration covers the Kansas counties of Allen, Bourbon and Linn.

    Under this declaration, the SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Africa: Crime affects everyone, not only certain groups: Lamola

    International Relations and Cooperation Minister Ronald Lamola has firmly denied allegations of persecution against white South Africans, especially white farmers. 

    This is after a group of 49 Afrikaners left South Africa on Sunday after being granted refugee status by the Trump administration, following claims that they were “victims of unjust racial discrimination“.

    The group is expected to arrive at the Dulles International Airport in Virginia on Monday. 

    Addressing a media briefing in Pretoria on Monday on South Africa’s G20 Presidency, Lamola said the South African government refutes the claim that white South Africans are persecuted and qualify as refugees. 

    “We have stated… that, in line with the international definition, they do not qualify for that status, according to us, and there is no persecution of Afrikaners in South Africa.” 

    Lamola said that crime in South Africa affects all citizens regardless of race, and there is no systematic targeting of Afrikaners.

    “Crime in South Africa affects everyone, irrespective of race and gender. There is a more pronounced crime that we are dealing with, which the President has declared a pandemic, [and that] is… gender-based violence, which is a societal challenge that we have to respond to. 

    “But there’s no danger at all that backs that there is persecution of white South Africans or Afrikaners (sic).” 

    The Minister said police statistics do not support claims of racial persecution, and that crime is a national challenge affecting all South Africans. 

    “In fact, more farm dwellers are also affected by crime, and white farmers do get [more] affected by crime, just like any other South African who gets affected by crime. So this is not factual… and [it is] without basis.” 

    On the question of whether these “refugees” have been vetted, Lamola said there was a process they had to undergo involving the South African Police Service (SAPS), such as checking all their criminal records. 

    “As I’ve said earlier, they can’t provide any proof of prosecution because there’s none… And we’re glad that a number of organisations, even from Afrikaner structures, have denounced this so-called ‘persecution’.”

    Lamola stated that where there are challenges, there are platforms to resolve them within the South African context, making this a domestic issue.

    “Our legislation provides sufficient platforms for any issue to be ventilated in that regard, and white South Africans, including Afrikaners, have voiced their views in this regard, and we welcome that as the government of South Africa. We encourage more of such engagements and platforms to clarify on the world stage this disinformation.” 

    The Minister took the time to denounce the notion of persecution and highlighted domestic platforms for resolving issues. 

    Regarding the Group of 20 (G20) Leaders’ Summit set for later this year, he said all members are invited, and that the participation of the United States and Russia is left to their discretion. 

    Meanwhile, Lamola announced that South Africa has extended invitations to African countries and other global entities, with any further invitations requiring consensus among G20 members. – SAnews.gov.za

  • MIL-OSI Africa: Health Department welcomes Tiger Brands’ listeriosis class action settlement

    The Department of Health welcomes the decision by Tiger Brands to settle the listeriosis class action. 

    The department, in a statement on Monday, said it believes this represents an important milestone to bring the lengthy legal matter to finality and closure to the affected families whose loved ones succumbed to the deadly, but preventable and treatable disease. 

    The action follows an outbreak of listeriosis in South Africa in 2017 which affected more than 820 people and claimed 218 lives. This was as a result of consuming contaminated processed food products, mainly polony and viennas, produced at the Tiger Brands facility in Polokwane and distributed from their Germiston facility. 

    “The department acknowledges the roles of all parties involved, including the National Institute of Communicable Diseases (NICD), Tiger Brands, Richard Spoor Inc, and LHL Attorneys, who put the sufferings of the victims and their families at the centre stage during a protracted legal process,” the statement read. 

    The company announced on Monday that the lead reinsurer, which is primarily responsible for defending the class action against Tiger Brands, had authorised the insurers’ attorneys to make settlement offers. 

    This decision was made with the support and agreement of Tiger Brands.

    The settlement offers will be directed to specific individuals who are members of the following classes of claimants who suffered damages due to listeriosis caused by the ST6 strain of Listeria monocytogenes (genotype L1-SL6-ST6-CT4148).

    Eligible claimants include individuals who contracted listeriosis caused by ST6 or whose mothers contracted the disease; dependents of legal breadwinners; and legal dependents in the care of individuals who contracted listeriosis caused by ST6.

    Meanwhile, the department said the NICD was providing the necessary medical records to enable decision-making in the process during the investigation of the listeriosis outbreak. 

    “The department is also appealing to those with enough evidence suggesting a causal link between the outbreak of listeriosis and the loss of their loved ones, to come forward so that their clinical records can be accessed for assessment to establish if indeed they have valid claims eligible for settlement, and to find lasting closure after grief.” 

    According to the department, listeriosis is a serious, but treatable and preventable disease caused by the bacterium Listeria monocytogenes. 

    The bacteria are widely distributed in nature and can be found in soil, water, and vegetation. 

    Animal products and fresh produce, such as fruits and vegetables, can be contaminated from these sources. 

    “The outbreak highlighted the importance of consistent and strict adherence to food safety practices in the processing and handling of ready-to-eat foods, especially for mass supply.” 

    In addition, food safety and hygiene practices remain crucial for public health, preventing foodborne illnesses, reducing food waste, and avoiding costly food recalls. 

    “Food safety in SA is managed intersectorally by the Department of Health, Department of Agriculture, and the Department of Trade, Industry and Competition (dtic). 

    “Local government is responsible for municipal health services, which include the enforcement of food safety legislation. The dtic looks after all aspects of fish and fishery products, while Agriculture manages meat safety and animal health.”

    Tiger Brands CEO, Tjaart Kruger, said today’s announcement represented an important milestone and followed shortly on measures already taken in February 2025 to offer interim relief in the form of advance payments to identified claimants with urgent medical needs.

    “It also demonstrates our commitment to continue to work closely with our insurers and their appointed attorneys to explore a resolution of the entire class action,” he said. – SAnews.gov.za

  • MIL-OSI Asia-Pac: Government launches public consultation on updating Hong Kong Biodiversity Strategy and Action Plan

         The Government today (May 12) commences a public consultation on updating Hong Kong’s Biodiversity Strategy and Action Plan (BSAP). The two-month consultation period will end on July 11.
     
         The Government is committed to conserving Hong Kong’s natural heritage, safeguarding biodiversity and achieving sustainable development. To complement the country’s implementation of the United Nations’ Convention on Biological Diversity, the Government launched the first phase of the BSAP in 2016, proposing a total of 67 specific measures in four main areas. With the concerted efforts of various sectors of the community, stakeholders and the Government, the first phase of the BSAP has achieved fruitful outcomes.

         A spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) said, “Biodiversity is an integral part of our daily lives and is intricately linked to the prosperity of our city and the well-being and quality of life of our citizens. Hong Kong has extraordinary biodiversity relative to a city of its size. To strike a balance between meeting development needs and conserving biodiversity, all sectors of the community should work together to ensure sustainable development.”

         To update the strategic areas and actions for the next phase of the BSAP, the Government launched a public consultation today to gather views from various sectors of the community. Taking into account the latest global and national biodiversity initiatives, including the Kunming-Montreal Global Biodiversity Framework and the China National Biodiversity Conservation Strategy and Action Plan (2023-2030), local circumstances and conditions, and views received during the consultation period, the Government will complete updating the BSAP later this year to step up the work on biodiversity conservation and sustainable development, and to support the latest global and national initiatives.
     
         The consultation document proposes four strategic areas:
     
    (1) Nature conservation: Building on years of dedicated efforts and the implementation of the first phase of the BSAP, the Government has already implemented numerous conservation measures. The Government proposes to continue implementing nature conservation measures to ensure the preservation of healthy ecosystems, for example, by exploring the implementation of area-based conservation measures, restoring degraded or declining habitats, and strengthening the protection of species of concern;

    (2) Deepening mainstreaming: The first phase of the BSAP has raised the awareness of biodiversity across society. The Government proposes to further promote the adoption of biodiversity-friendly practices across all sectors of society, for example, through mobilising resources to support the sustainable use and conservation of natural resources, encouraging various sectors to leverage biodiversity opportunities, supporting communities to develop stewardship responsibilities towards nature, etc, with a view to building a prosperous city that coexists harmoniously with nature;

    (3) Capacity building: The Government has continued to invest in biodiversity-related knowledge products and research projects, including the establishment of the Hong Kong Biodiversity Information Hub and setting up various funding schemes. The Government proposes to continue to strategically invest resources in promoting research and nurturing talent, for example, by enabling innovative and high-quality research, promoting knowledge transfer and talent development, strengthening institutions to support capacity building, etc, for enhancing individual and collective capacities and empowering everyone to actively contribute to the conservation of biodiversity; and

    (4) Collaborative partnering: Hong Kong has a unique set of strengths, including international talent, a diverse cultural environment and close connections with international networks. The Government proposes to foster a culture of collaboration to extend the benefits of nature conservation to broader communities, for example, by jointly taking actions with cross-boundary and international partners, promoting exchange of experience and information on various fronts, encouraging cross-disciplinary collaborations, etc.

  • MIL-OSI USA: Commencement 2025 at a Glance

    It’s UConn’s most important weekend of the year.

    Yes, move-in weekend is huge; and yes, the last three years have featured Final Four weekends exciting enough to keep the entire population of Connecticut glued to their screens.

    But this is why we – the staff, the faculty, and above all, the students – are here in the first place.

    From Saturday, May 10 through the evening of Monday, May 12, nearly 8,000 Huskies will hear their names called and walk across the stage at Gampel Pavilion, the Jorgensen Center for the Performing Arts, or the Student Union Theatre, and walk off the stage as graduates and alumni. The celebration wraps up on May 18, as the UConn School of Law confers its degrees in Hartford.

    It’s a long weekend of big smiles, happy tears, and striking a pose near the statue of Jonathan or the giant U-C-O-N-N on Rte. 195, all combining to make lifelong memories of the final minutes before “student” turns into “graduate.”

    WASHINGTON, DC – Today, following U.S. Representative Angie Craig’s push, the Environmental Protection Agency (EPA) issued an emergency fuel waiver allowing the sale of E15 nationwide this summer. The announcement comes after Rep. Craig and her bipartisan colleagues wrote a letter to President Trump urging the Administration to extend the Reid vapor pressure (RVP) waiver from June 1 through September 15, 2025.

    “Today’s announcement from EPA is great news for producers and consumers – and a step in the right direction toward codifying nationwide year-round E15,” said Rep. Craig. “I’ve got a bipartisan bill to lower prices at the gas pump by doing just that and it’s time to get it signed into law.”

    In Congress, Rep. Craig has worked across the aisle for years to promote homegrown biofuels. 

    Earlier this year, she introduced her bipartisan Nationwide Consumer and Fuel Retailer Choice Act to make year-round access to E15 permanent nationwide – expanding market access for Minnesota farmers and lowering costs for drivers at the gas pump.     WASHINGTON, DC – U.S. Representative Angie Craig (MN-02) and Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) demanded answers from the Administration about the status of key renewable energy projects that help Minnesota farmers and small businesses lower their costs.  

    In a letter to Department of Agriculture Secretary Brooke Rollins, the Members pressed the Administration on their decision to freeze critical Rural Energy for America Program (REAP) grants set aside for agricultural producers and rural small businesses to install renewable, clean energy systems or make their operations more energy efficient.  

    “We write to express our deep concern over reports that hundreds of contracted awards under the Rural Energy for America Program (REAP) remain frozen and inaccessible to Minnesota farmers and rural small businesses,” the lawmakers wrote. “This back and forth from the Department on a critical program has created a lot of uncertainty for rural communities in Minnesota.” 

    “Since its inception in the bipartisan Farm Bill in 2008, REAP has provided grants and loans that have helped more than 21,000 farms and rural businesses nationwide access affordable, renewable energy and energy efficiency systems,” the lawmakers continued. “Farmers have invested thousands of their own dollars into these projects because they are counting on the Federal government to uphold its commitments. At a time when the cost of operations is high and farmers’ access to markets is uncertain, supporting American farmers is critical.”

    Government announces confirmed Chair and Board appointments to the S4C Board

    Delyth Evans is confirmed as the new Chair of S4C. Denise Lewis Poulton is reappointed and five new appointments have been made to the Board.

    Delyth Evan

    Delyth Evans’ term as Chair commenced on 1 May 2025 and will last for 4 years. Delyth Evans appeared before the Welsh Affairs Committee on Wednesday 23rd April for pre- appointment scrutiny. The Committee published their report on Friday 25 April, endorsing the appointment. The Government’s response to the Committee’s report was published on 30 April 2025. 

    This process for appointing the Chair of S4C is set out in the Broadcasting Act 1990.    

    Ministers were assisted in their decision-making by an Advisory Assessment Panel which included a departmental official and a senior independent panel member approved by the Commissioner for Public Appointments. The Welsh Government and UK Government Wales office were also represented on the Panel. 

    Delyth has declared she worked as a speechwriter for John Smith MP, Leader of the Labour Party between 1992-94. She worked as a special adviser to Alun Michael, First Minister of the Welsh Assembly between 1999-2000. She became a Member of the Welsh Assembly, representing the Mid and West Wales constituency for the Labour Party, between 2000-2003. She stood as a Labour Parliamentary Candidate for the Carmarthen West and South Pembrokeshire Constituency at the 2015 General Election. She has not undertaken any political activity since 2015.

    Denise Lewis Poulton is reappointed to the Board

    Denise is an experienced non-executive director, trustee and senior advisor to private, public and third sector bodies. She specialises in strategic communications, brand and corporate affairs. She spent her corporate career primarily as a senior director at international telecommunications companies such as Bell Canada plc, Cable & Wireless Communications plc and Orange plc. She went on to set up a consultancy business advising a number of cultural, media and public sector organisations including the Welsh Government, The Senedd S4C and the Millennium Centre in Cardiff.

    Denise is a Trustee of the National Lottery Heritage Fund and National Heritage Memorial Fund and Chair of the Wales Committee. She has also chaired the NLHF’s Grant-in-Aid programme on behalf of Welsh Government. She has served as a Trustee and Non-Executive Director with several charitable and national cultural organisations including The Welsh National Opera, the Hay Literary Festival and The Wallace Collection in London. She is an Honorary Lifetime Fellow of BAFTA.

    Five new Board Members have been appointed to the Board of S4C

    William Dyfrig Davies

    William Dyfrig Davies is an experienced leader in the Welsh media industry with 30 years of experience in radio, television, and digital content creation. Starting as a researcher, he was trained as Director, Producer, Executive Producer, and ultimately Managing Director of Telesgop Independent Media Company before retiring earlier this year. Davies played a key role in TAC (Independent TV Production Association) for many years, serving as Chair for over three years. His extensive expertise in the Welsh production sector equips him to tackle the challenges faced by industry professionals. He is experienced in dealing with broadcasters, politicians and industry leaders. He chaired the Urdd, the youth movement of Wales, where he honed skills in guiding organizations through strategic changes during the covid pandemic. He remains a trustee and believes strongly in promoting opportunities for the youth of Wales. 

    A strong advocate for S4C’s independence, Dyfrig Davies  believes in its vital role in promoting Welsh language, culture, and the economy. His interests lie in Welsh culture and sports. Recently, he returned to his roots to support family businesses in west Wales.

    Dr Gwenllian Lansdown Davies is originally from Bangor but now lives with her husband and four children in Llanerfyl, Powys.  After being elected to represent Riverside on Cardiff County Council in 2004, she worked as Office Manager for Leanne Wood MS in the Rhondda before being appointed Plaid Cymru’s Chief Executive in 2007. After working for the Coleg Cymraeg Cenedlaethol at Aberystwyth University, she became Chief Executive of Mudiad Meithrin (a voluntary organisation and main provider and enabler of Welsh- medium early years childcare and education in the voluntary sector with over 1000 settings all over the country) in 2014.

    Gwenllian is on the Board of the Commission for Tertiary Education and Research and the National Lottery Fund in Wales and volunteers at her local Cylch Meithrin on the committee as the RI.

    Dr Gwenllian Lansdown Davies declared she obtained office as a Plaid Cymru Councillor (2004-2011), Stood as a candidate for Plaid Cymru where she stood for the last time in 2008 as Councillor and MEP and has spoken on behalf of the Plaid Cymru CEO until 2011.  She has acted as a political agent for the Plaid Cymru CEO until 2011 and was a branch official. She has also canvassed on behalf of the party until 2011.

    A leading regeneration expert has been appointed today as the Chair of a major government programme to grow the UK economy with new homes, infrastructure, transport links and jobs in the heart of the country’s oldest university city.  

    Neale Coleman will chair the Oxford Growth Commission that will identify how best to unlock new development and accelerate growth across Oxford and the surrounding areas. Neale already has a proven track record in delivering growth and regeneration, including his work for the 2012 Olympic and Paralympic Games in London and the 2022 Commonwealth Games in Birmingham.

    Working in lockstep with local partners and industry, the Commission forms part of wider government plans to deliver the Oxford-Cambridge Growth Corridor that will inject up to £78 billion into the UK economy by 2035, including new investment for the Abingdon Reservoir and funding for East-West Rail to deliver new services between Oxford and Milton Keynes.  

    The Commission’s pro-growth mission includes helping to unblock sites already identified for development, assessing areas of potential investment, and bringing councils and developers to the table so they can assemble land faster for major infrastructure projects. 

    Their work will support the government’s Plan for Change to build 1.5 million homes and new critical infrastructure, which will in turn create jobs, boost living standards, and put more money into working people’s pockets.

Jimmy Panetta (D-CA) and Jeff Hurd (R-CO), introduced H.R. 3300, the Forest Protection and Wildland Firefighter Safety Act of 2025, to ensure aerial fire retardant remains available for wildfire suppression efforts without being tied up in Clean Water Act permitting delays. The bill clarifies that federal, state, local, and tribal firefighting agencies do not need a National Pollutant Discharge Elimination System (NPDES) permit to use fire retardant from aircraft when responding to wildfires. 

    Congressman LaMalfa was joined by eight bipartisan members of Congress in co-sponsoring this legislation: Reps. David Valadao (R-CA), Young Kim (R-CA), Ken Calvert (R-CA), Darrell Issa (R-CA), Tom McClintock (R-CA), Vince Fong (R-CA), Adam Gray (D-CA), and Jim Costa (D-CA). Senator Cynthia Lummis (R-WY) also introduced a companion bill in the Senate.

    Background 

    In 2022, an environmental group sued the Forest Service over its use of aerial fire retardant, arguing it should be regulated under the Clean Water Act. A federal court ruled in 2023 that the Forest Service must obtain a NPDES permit from the EPA, but declined to issue an injunction that would have halted the use of retardant during fire season. The permitting process is expected to take years, and if future litigation results in a successful injunction, firefighters could be forced to ground aircraft or fly them with only water—putting lives, forests, and property at serious risk.

    The Forest Service has made clear in testimony that aerial retardant is a critical part of its integrated wildfire strategy and that current operations already prohibit discharge into waterways or buffer zones. Over the past decade, less than 1% of fire retardant drops have affected waterways.

    The bill builds on existing exemptions in the Clean Water Act for fire control activities and ensures continued use of fire retardants that are approved and listed on the Forest Service’s Qualified Products List.

    Washington, D.C.—Yesterday, Congressman Doug LaMalfa (R-Richvale) introduced H.R. 3300, the Forest Protection and Wildland Firefighter Safety Act of 2025, to ensure aerial fire retardant remains available for wildfire suppression efforts without being tied up in Clean Water Act permitting delays. The bipartisan bill clarifies that federal, state, local, and tribal firefighting agencies do not need a National Pollutant Discharge Elimination System (NPDES) permit to use fire retardant from aircraft when responding to wildfires. The bill, introduced alongside Reps. Panetta (D-CA) and Hurd (R-CO), has already earned strong support from local leaders, here’s what they’re saying:

    Travis Joseph, President/CEO, American Forest Resource Council: “The Forest Protection and Wildland Firefighter Safety Act gives wildland firefighters the tools they need to protect lives, communities, and forests from catastrophic wildfire. It will prevent unnecessary litigation that could block the aerial use of fire retardants—one of the most effective tools we have to slow the spread of fast-moving fires. This commonsense bill, paired with proactive, science-based forest management, is essential to confronting our nation’s growing wildfire and smoke crisis. With another dangerous fire season approaching, Congress must act swiftly to pass the Forest Protection and Wildland Firefighter Safety Act.     AI-powered pest and disease detection through the Plantix app

    Plantix is a mobile application that leverages artificial intelligence to assist farmers in identifying plant diseases and pests. Available in 18 languages, the app has been downloaded over 10 million times. It enables users to upload photographs of plants, which are then analyzed using AI to detect and diagnose issues. The app can identify over 120 diseases and pests across 30 different crop types.

    Beyond diagnostics, Plantix offers treatment recommendations and guidance for managing identified issues. It also includes a community forum where users can ask questions and receive responses from both fellow farmers and agricultural experts. Additional features such as growth tracking and irrigation management are available to support users in optimizing their farming practices.

    Digital platforms enhancing market access for agri-producers

    Kalgudi is a startup incubator that develops digital platforms aimed at addressing rural and agricultural challenges. The company operates two main platforms: Outputs, which facilitates the marketing of agricultural produce with a focus on traceability, and Inputs, which provides access to agricultural inputs through a network of onboarded suppliers. Both platforms offer detailed information on sellers, crop varieties, cultivation methods, and packing and drying processes, supporting targeted connections between traders and farmers.

    Through its emphasis on traceability and product information, Kalgudi aims to address challenges related to market access, particularly in the context of exports. The documentation of cultivation practices, production methods, and processing standards aligns with the requirements of international markets.

    The company also serves as an aggregator for government programs by supporting women’s self-help groups in listing their products on mainstream e-commerce platforms such as Amazon. This support includes guidance on compliance, labeling, packaging, and brand representation. Currently, Kalgudi works with approximately 50,000 self-help groups—each with around ten members—and manages a digital inventory of about 500,000 products.

    FarmRobo’s Minibot: Smart machinery for smallholder farming

    FarmRobo is an agricultural technology company that focuses on designing and manufacturing agricultural products suited to local farming conditions, with attention to cost-effectiveness.

    One of its key developments is the Minibot, an unmanned ground vehicle designed for various agricultural applications, including inter-cultivation, rotavating, and spraying. Its Innovation and Partnership Program spans entire value chains and engages with large companies, farmer producer organizations, and communities. The program offers a range of services, including strategic business consultation, training, capacity building, and participation in relevant events. It also supports primary and secondary processing units for crops such as groundnut and millets, enabling farmers to take part in value addition.

    The program emphasizes product development, particularly in the creation of innovative and nutritious food products. These are developed in collaboration with entrepreneurs, refined through consumer feedback, and introduced to the market in partnership with retailers, dealers, and distributors. AIP also provides training on food safety standards and regulatory compliance, helping startups align with the quality and safety requirements set by the Food Safety and Standards Authority of India (FSSAI).

  • India’s monsoon rains to arrive early, brightening outlook for crops

    Monsoon rains are expected to hit India’s southern coast on May 27, five days earlier than usual, marking the earliest arrival in at least five years, the weather office said, raising hopes for bumper harvests of crops such as rice, corn, and soybean.
     
    The monsoon, the lifeblood of the country’s $4 trillion economy, delivers nearly 70% of the rain that India needs to water farms and recharge aquifers and reservoirs. Nearly half of India’s farmland, without any irrigation cover, depends on the annual June-September rains to grow a number of crops.
     
    Forecasts of early and abundant monsoon rains are expected to alleviate concerns about potential risks to food supplies amid the current military conflict between India, the world’s most populous nation, and its neighbour Pakistan.
     
    Summer rains usually begin to lash the southernmost coasts of Kerala state around June 1 and spread across the whole country by mid-July, triggering the planting of crops such as rice, corn, cotton, soybeans, and sugarcane.
     
    The monsoon onset over Kerala is likely to be on May 27, with a model error of plus/minus four days, the India Meteorological Department said on Saturday.
     
    Last year, the monsoon reached the coast of Kerala on May 30, and overall summer rains were the highest since 2020, helping the country recover from a drought of 2023.
     
    The India Meteorological Department last month forecast above-average monsoon rains for the second straight year in 2025.
     
    The department defines average or normal rainfall as ranging between 96% and 104% of a 50-year average of 87 cm (35 inches) for the four-month season.
     
    Early monsoon rains will encourage farmers in India, the world’s largest rice exporter, to start planting earlier.

    Want to age healthily? A higher intake of black tea, berries, citrus fruits, and apples may help, according to global research.

    Researchers from Edith Cowan University (Australia), Queen’s University Belfast (UK), and the Harvard T.H. Chan School of Public Health (US) found that foods rich in flavonoids could help lower the risk of key components associated with unhealthy ageing, including frailty, impaired physical function, and poor mental health.

    “The goal of medical research is not just to help people live longer but to ensure they stay healthy for as long as possible,” said Dr Nicola Bondonno, Adjunct Lecturer at Edith Cowan University.

    Previous studies have shown that individuals with higher flavonoid intake tend to live longer and are less likely to develop major chronic diseases such as dementia, diabetes, or heart disease.

    “Our research shows that people who consume more flavonoids tend to age better,” Bondonno added.

    The study, which analysed data from 62,743 women and 23,687 men over a span of 24 years, found that women with the highest flavonoid intake had a 15 per cent lower risk of frailty, a 12 per cent lower risk of impaired physical function, and a 12 per cent lower risk of poor mental health, compared to those with the lowest intake.

    While fewer associations were observed in men, higher flavonoid intake was still linked to a lower risk of poor mental health.

    “Flavonoids are well known for reducing oxidative stress and inflammation, supporting blood vessel health, and even helping to maintain skeletal muscle mass — all of which are important for preventing frailty and maintaining physical function and mental health as we age,” said Professor Aedin Cassidy from Queen’s University Belfast.

    The study also showed that participants who increased their intake of flavonoid-rich foods by three servings a day had a 6 to 11 per cent lower risk across all three ageing-related outcomes in women, and a 15 per cent lower risk of poor mental health in men.

    “Overall, these findings underscore the potential for simple dietary modifications to improve quality of life and support healthy ageing,” added Professor Eric Rimm from Harvard.

  • MIL-Evening Report: Liberal Party reclaims Goldstein – how Tim Wilson turned back the Teal tidal wave

    Tim Wilson’s victory over independent MP Zoe Daniel to reclaim his Melbourne seat of Goldstein has grabbed post-election headlines.

    He is the only Liberal to achieve such a feat since six Teals stormed inner-city blue-ribbon seats at the 2022 election. Wilson’s return to parliament has triggered talk of a possible tilt for the Liberal Party leadership.

    How remarkable was his victory in Goldstein? Could his successful campaign be a template for other Liberals hoping to seize back territory from the Teals?

    Coalition fightback

    Other coalition candidates also triumphed over high-profile independents.

    The Liberal Party has retained Bradfield, with Gisele Kapterian edging out Teal candidate Nicolette Boele.

    Frontbencher Dan Tehan held off a strong challenge from Alex Dyson in Wannon. Likewise, backbencher Pat Conaghan, who was challenged by Caz Heise in Cowper.

    Meanwhile in Kooyong, Amelia Hamer fell just short of Teal MP Monique Ryan.

    Growing support

    Despite the setbacks in some seats, the community independents movement is stronger than ever in 2025.

    Curtin’s Kate Chaney was widely tipped to lose her seat, but she was returned with a small two-party preferred swing.

    Other crossbenchers are back in Clark, Indi, Mackellar, Mayo, Warringah and Wentworth.

    Independent Dai Le who is not aligned with the Teals, was returned in Fowler. So, too, Andrew Gee in Calare.

    Independents received strong support from a number of quarters.

    Climate 200 funded 35 candidates, up from 22 three years ago. The Regional Voices Fund supported 13 non-metropolitan independents. The volunteer armies knocking on doors were larger than ever before.

    Voters responded. On the latest count, Labor’s primary vote was less than 35%, while support for the Liberal Party declined to around 32%. Minor parties and independents picked up 33% of the vote, with the Teals doing particularly well, according to ABC election analyst Antony Green:

    All these Teals won from second place last time. This time they are winning from first place.

    Wilson’s success in Goldstein bucked these national trends. So how did he do it?

    Learning the lessons from 2022

    At the last electon, Wilson ran using the same messaging as the national campaign – national security and the economy.

    Wilson repeatedly referred to Daniel as a Climate 200 “fake independent” and reframed the local focus of independents as “parochial”. His campaign was negative and unsuccessful.

    Wilson’s 2025 campaign had a distinct shift in tone. It is clear that he learned many lessons from his Teal rival.

    This time around, he embraced social media with a focus on community and “listening”. Despite a reputation for being combative, his posts showed a positive, hyper-local campaign that did not mention his rival at all.

    When he tapped into national themes, he focused on low inflation, affordable homes and community safety.

    Like the Teals, he also managed to muster an army of volunteers. These grassroots efforts began almost a year before the election, kicked off with forums to hear from the community. Door knocking and high visibility across the electorate made a difference.

    The Jewish vote

    Goldstein is home to a significant concentration of Jewish voters and securing their vote was vital.

    The Israel-Gaza conflict, and the firebombing attack on the orthodox Adass Israel synagogue in nearby Ripponlea, brought the issue of antisemitism to the fore in the lead up to the campaign.

    For Wilson, this was the only issue on which he went negative. Daniel’s campaign described his line of attack as “brutal, hostile and abusive”.

    But it paid off with Wilson recording swings of up to 7.56% across Caulfield and Elsternwick, where the Jewish population is largest. This enabled him to recover much of the ground lost in 2022.

    Teal campaign more negative

    Daniel’s task as an independent MP was to convince voters she delivered for her community. But this was difficult to showcase, given the crowded nature of the crossbench in the 47th parliament.

    Daniel still had a strong grassroots movement behind her. But her messages about Dutton, emphasising his hard man, “Trumpian” character, brought a more negative tone to her campaign.

    Daniel recorded large swings of up to 10% in suburbs such as Moorabbin and Bentleigh, which have a lower socio-economic base than the other parts of the electorate and have traditionally voted Labor.

    But the “Golden Mile” that stretches along the bay from Brighton to Black Rock swung heavily toward Wilson. In wealthier suburbs, such as Hampton, he secured swings of up to 10% in the two-party preferred count.

    With such narrow margins, these shifts were enough to change the outcome.

    Building momentum

    Wilson won in part by adopting the campaign strategies used by the Teals. We should expect to see more candidates – including from the major parties – using these tools in future elections.

    Despite Daniel’s defeat, support for community candidates grew in 2025. But to overcome institutional barriers and the vagaries of preferences, independents will need to continue to build on their momentum.

    In 2028, the new election donations laws will also be in effect, which will limit the war chests raised by community independents.

    Campaigning skills and strategy will prove more important than ever.

  • MIL-Evening Report: S. Shakthidharan’s ambitious play The Wrong Gods is a profound critique of progress and modernity

    S. Shakthidharan is one of Australian theatre’s most prominent writers and directors. His Counting and Cracking (2019) and The Jungle and the Sea (2022) received critical acclaim and toured internationally.

    These plays focused on armed conflict and displacement in Tamil Eelam, Sri Lanka. Shakthidharan’s new play shifts settings across the Palk Strait to the contemporary struggles of a remote Indian village fending off the ravages of modernity.

    The Wrong Gods, directed by Shakthidharan with Hannah Goodwin, is an ambitious play with an all-female and brown cast. It traces the triumphs and tribulations of single mother Nirmala (Nadie Kammallaweera), fighting to protect her family and valley from the “new” world built on the promise of progress.

    In an era of multiple crises, the play draws attention to global Indigenous connections to the natural world – in striking contrast to the extractive and capitalist logics of most modern development.

    The ‘old’ and the ‘new’

    Nirmala is worried as her daughter, Isha (Radhika Mudaliyar), is loosing interest and confidence in Indigenous practices. Nirmala is determined to ensure Isha not only remembers what to do in the valley but understands why.

    Isha is a curious girl with a soaring imagination. Her dreams appear wild: she wants to finish school and become a scientist. A few school lessons in the city open Isha to a new world, to “new gods”, unlike the gods she’s used to of the river and her natural surroundings.

    When Lakshmi (Vaishnavi Suryaprakash) arrives uninvited, Nirmala and Isha are cautious and weary. But Lakshmi has big plans for the valley. She introduces Nirmala to new farming methods and crop varieties. To sweeten the deal, Lakshmi offers to pay for Isha’s university education.

    Nirmala and Isha are both initially doubtful about Lakshmi’s intentions. To mark their differences, Isha points out to Lakshmi she is an upper caste woman from the city whose entire world view is different to hers.

    This is the only reference to caste in the play, and its introduction here feels tokenistic. The reference points to longstanding social inequalities in which lower caste groups have been denied greater access to employment, education and cultural capital, but Shakthidharan passes over it too quickly. This aspect of the plot warranted further attention.

    Nirmala accepts Lakshmi’s offer. Isha is overwhelmed with joy at the thought of pursuing an education. Armed with enthusiasm and a thirst for “new” knowledge, she immediately departs for the city.

    Personal and political battles

    The Wrong Gods speaks to the harms of “saviours” whose actions are masked under the guise of progress and empowerment.

    Nirmala and her village are viewed by Lakshmi as backward, vulnerable and in need of protection. Lakshmi is cast in a paternalist role: she sees her intervention not only as justified economically, but as the morally correct thing to do.

    Lakshmi’s words – however promising and life changing they sound – reproduce elite and exclusionary ideas that ignore ways of living that have survived thousands of years.

    After several years, Isha returns to the valley as the scientist for the organisation her mother has been mobilising against. With Lakshmi by her side, Isha tells her mother the dam project will flood the valley and displace the farmers. Nirmala is devastated and furious.

    After a few tense moments that see Nirmala and Isha locked in an aruval (machete variety) battle, they realise Lakshmi had known about this outcome from the beginning. This realisation is far too late.

    Nirmala decides to stay in the valley and fight – even if it means dying. She tells her daughter to return to the city to inform people about their plight and prevent the further depletion of native lands and waterways.

    ‘Development’ for whom?

    The Wrong Gods is a critique of progress and modernity, and Shakthidharan carefully strikes the right balance between the personal, structural and political.

    As Nirmala’s protest actions grow stronger, she must face the reality her daughter is trying to negotiate the needs of two worlds. The interactions between characters and their competing views moves seamlessly across the unfolding scenes, while the audience gets a clearer sense of the entanglements of the challenges playing out in Nirmala and Isha’s lives.

    Costumes by Keerthi Subramanyam, who also designed the set, contribute to the play’s critique of progress. Nirmala wears a saree and carries a small purse for food. While Lakshmi wears a churidar set during her first meeting when she is trying to woo favour, she wears a suit on her second visit. Like Lakshmi, Isha returns to the valley wearing a power suit, evoking a sense of authority and upward economic mobility.

    The Wrong Gods grapples with the more-than-human worlds at stake amid multiple crises. Through his play, Shakthidharan suggests we should begin addressing the growing needs of our planet by overcoming structural challenges. Doing so may prevent us from reaching solutions which do not displace people or deplete natural resources. Brilliant acting by the cast makes clear the profound emotions of bearing witness to an environmental destruction that is entirely preventable.

    We must prioritise and embed local knowledges to address some of the biggest challenges facing us today. Failure to do so will only worsen both man-made and natural crises – and there will be no gods, right or wrong, to save us.

    The Wrong Gods is at Belvior Theatre, Sydney, until May 31, then Melbourne Theatre Company from June 6 to July 12.

    Thailand has reported its first anthrax-related death in decades with two infections nationwide, prompting a public health alert after authorities identified hundreds potentially exposed to the deadly bacteria, officials said on Thursday.

    A 53-year-old man in Mukdahan province, in northeastern Thailand near the border with Laos, died on Wednesday after contracting anthrax, the government said, with a second case confirmed in the same province and three additional suspected cases under investigation.

    Authorities have identified at least 638 people as being potentially exposed after eating raw meat. Among them, 36 had participated in butchering livestock while the rest had consumed raw or undercooked beef, health officials said. All are receiving antibiotics as part of containment measures.

    “All individuals who may have been in contact with infected meat are being monitored,” the health ministry said.

    The Livestock Department is overseeing containment efforts in the affected area, including a 5-km (3.2-mile) quarantine zone around the infection site, the agriculture ministry said.

    There are plans to vaccinate 1,222 cattle, though no animals have shown signs of illness or unexplained death, it added.

    Anthrax is a rare but serious disease caused by bacteria often transmitted through contact with infected animals or consumption of contaminated meat. It is not spread person-to-person.

    Thailand last reported human anthrax cases in 2017, when two people were infected without fatalities. In 2000, 15 cases were recorded, also without deaths.

    Wednesday’s death was the first anthrax fatality in Thailand since 1994 when three diedand follows a rise in regional infections. Laos reported 129 anthrax infections last year, including one death, while Vietnam confirmed 13 cases in May 2023.

    Thai authorities are continuing investigations into the source of the infection and said they would maintain heightened surveillance in border areas.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said,“Forests are extremely important. Forests are our lungs. If a country’s forests are in good shape, its people will enjoy good health—because forests are the lungs. Agriculture is our lifeline. But we need forests as they regulate climate, they buffer disasters, and they support livelihoods—especially for the poor and marginalized.”

    Interacting with faculty members and students of the College of Forestry, Sirsi, during a special programme on the “Role of Forestry in Nation Building”, today, Shri Dhnakhar emphasised that,“We must pledge to protect our forests and contribute in every way possible, because climate change is a global challenge—a global menace. The situation is alarmingly cliff hanging, and we have no other planet to live on apart from Mother Earth,” he warned.

    Highlighting India’s civilisational wisdom, the Vice-President said, “This land is a confluence of spirituality and sustainability. Sustainability is not just vital for the economy—it is vital for healthy living. Our Vedic culture has preached sustainability for thousands of years. And today, there is no alternative to sustainable development. We cannot engage in reckless exploitation of natural resources. We must restrict ourselves to what is minimally required. We all need to be aware of this.”

    Calling for deeper ecological consciousness, he remarked, “We must develop a sense of self-realisation—that Mother Earth, this environment, the forests, the ecosystems, the flora and fauna—we are their trustees, not consumers. We are duty-bound to pass this on to future generations.”

    “Environment is that aspect of life which touches every living being on Earth. When the environment is challenged, the challenge is not just to humanity—it affects everything that exists on this planet. Today, we face a critical test: to protect and preserve the environment, and to find ways to overcome the grave crisis that is unfolding,” he observed.

    Stressing the role of education in building a sustainable future, the Vice-President said, “Today, no institution can function as a standalone entity. There was a time when medical education, engineering education, management education, environmental education, and forest education all existed in silos. But now, everything has become interdisciplinary. And therefore, we must adopt an inclusive approach to learning.”

    Encouraging young minds, Shri Dhankhar said, “Be inquisitive—have yearning and desire for new knowledge. The academic pursuit you are engaged in holds immense possibilities—far beyond imagination. In our cultural heritage, wherever you look, you will find a treasure trove. The more you study, the more you will be able to serve creation. The very subject you are pursuing today holds the key to remedies and production. You can truly become an effective crucible of research, especially when it comes to forest produce.”

    Applauding the natural setting of the institution, the Vice-President noted, “Sirsi, nestled in the lap of the majestic Western Ghats—is one of the richest biodiversity regions not just in Bharat, but in the entire world. Such an environment transforms the very concept of a classroom. Here, the classroom doesn’t end at four walls; it extends beyond them. This is an open classroom, breathing and brimming with life. The College of Forestry is, fortunately and uniquely, surrounded by nature—in its most pristine form. The view here is truly extraordinary; the atmosphere fills one with joy and celebration.”

    Shri Thaawar Chand Gehlot, Governor of Karnataka, Shri Basavaraj S. Horatti, Speaker of Legislative Council, Govt. of Karnataka, Shri Mankal S. Vaidya, District-in-Charge Minister (Uttara Kannada), Shri Vishweshwar Hegde Kageri, Member of Parliament, Dr. P.L.Patil, Vice Chancellor of University of Agricultural Sciences, Dharwad and other dignitaries were also present on the occasion.

    The Vice-President of India, Shri Jagdeep Dhankhar today said,“Bharat is the world’s oldest civilisation, a peace-loving nation where inclusivity and freedom of expression and thought are our legacy.”

    Addressing the gathering at Tamil Nadu Agricultural University, Coimbatore, Tamil Nadu on the theme “Fostering Agri-Education, Innovation and Entrepreneurship for Viksit Bharat”, the Vice-Presidentobserved that if one traverses history for thousands of years, one would find that in our civilisation, inclusivity and freedom of expression thrived, blossomed, and were respected. In present times, he said, the quotient and gradient of expression and inclusivity are comparably the highest in the world, “Look around, there is no other country like Bharat which can demonstrate inclusivity and freedom of expression,” he said, adding that as citizens of this great nation—the largest democracy, the oldest democracy, the most vibrant democracy—we need to be extremely watchful, mindful and cognisant that freedom of expression and inclusivity must turn out to be our national assets.

    Turning to the agriculture sector, the Vice-President underscored that “we must move from food security to farmer prosperity.” The farmer, he said, has to be prosperous, and this evolution must originate from institutions like Tamil Nadu Agricultural University.

    He further elaborated that farmers must step out of the farmland and involve themselves in marketing their produce. “Farmers should not just be a producer and forget about it. That would mean they will painstakingly, tirelessly raise a produce and will sell it at a time when it is right for the market, without holding it. It doesn’t give much financially,” he noted. He called for empowering the farmers by generating awareness and by informing them that the government cooperative system is very robust.

    “For the first time, we have the Cooperation Minister. Cooperatives find place in our Constitution. Therefore, what we need is farmer traders. We need farmer entrepreneurs. Change that mindset, so that a farmer transforms himself from producer to a value adder, starting some industry which is based on least produce,” he said.

    The Vice-President also emphasized that the farm produce market is gigantic, and when value is added to the farm produce, industry will thrive.

    Shri Dhankhar underlined that it is the duty of every citizen to bear this in mind, particularly at a time when the nation is witnessing unstoppable exponential economic rise, extraordinary growth in infrastructure, technological penetration reaching to the last mile, and the international repute of the nation and its leader, the Prime Minister, is at the highest ever, “We as citizens, therefore, have a great role to contribute to sustain this rise of the nation,” he asserted.

    Emphasizing citizen participation, the Vice-President said that this is the right time for every citizen to fully become aware and also take advantage of the ecosystem of hope and possibility. He urged everyone to take a firm resolve that nation first will be our motto, our unflinching commitment to nation and ever guiding star. “No interest can be higher than that of the Nation,” he stressed.

    Highlighting the role of research and technology in agriculture, he stressed that the gap between lab and land must not merely be bridged—it must be a seamless connect. “Lab and land must be together and for this, over 730 Krishi Vigyan Kendras must be vibrant centres of interaction with farmers, to educate the farmers,” he said. He also called for connecting Krishi Vigyan Kendras and the Indian Council of Agricultural Research, which in itself has over 150 institutions focusing on every aspect of Agronomy.

    Applauding the government’s initiatives, the Vice-President noted that innovative schemes like PM Kisan Nidhi Samman are not freebies but are measures of doing justice to a sector that is our life-line. “This is a direct transfer to the farmer,” he emphasized.

    In this context, Shri Dkhankhar said “in our country there is a massive subsidy for fertilisers. Institutions like Tamil Nadu Agricultural University, he said, must think that if the subsidy currently given to the fertiliser sector for the benefit of the farmer goes directly to the farmer, every farmer would be getting around 35,000 rupees every year.”

    On the larger national vision, the Vice-President asserted, “attainment of Viksit Bharat has to be navigated carefully by institutions like Tamil Nadu Agricultural University. He called it a privilege to be at the University which, he said, has made seminal contributions to India’s food security.”

    He recalled, “India has traversed from food scarcity to food being in plenty, and Tamil Nadu Agricultural University has effected agrarian development and served the broader cause of rural transformation.”

    Paying rich tributes, the Vice-President noted, “one of the towering giants of the agro-sector, one of the proudest sons of Bharat, Dr. M.S. Swaminathan, was an alumnus of Tamil Nadu Agricultural University”. He pointed out that Dr. Swaminathan had the rare distinction of being the recipient of all four civilian awards, including the highest one—the Bharat Ratna.

    Calling for impact-oriented innovation and research, he said that innovation and research initiatives must be evaluated as to what impact they have on the farmer. “Are they having ground impact? Therefore, research has to be applied. Research must be based on need. Research must serve a cause which you identify,” he advised. He added that research must be supported not only by government at the Centre and the State but also by industry, trade, business, and commerce.

    In his concluding remarks, the Vice-President observed that India—our Bharat—has always been a land of agriculture. Its heart pulsates in villages. It is the lifeline of employment and economy, and the spinal strength of the nation in every sense of the term.

    Recalling the ancient wisdom of the Tamil land, he remembered that in this sacred land, the role of the farmer was taken to a high level by the great poet-saint Thiruvalluvar. Citing him, the Vice-President said, “Farmers are the cornerstone of humanity and agriculture as the foremost craft.”He lauded Thiruvalluvar’s wisdom, calling it timeless, and remarked that “the farmer is the provider of our food. The farmer is the architect of our destiny.”

    DOC Hauraki Biodiversity Ranger Rachel Langman says a farmer at Pipiroa, near Thames, discovered the injured bird on his property on Wednesday 7 May. The farmer contacted DOC and suggested the bird had been shot -which was confirmed by a subsequent veterinary assessment.

    The bird was euthanised on Friday, 9 May, based on veterinary advice. X-rays revealed a shattered wing joint where shotgun pellets were found.

    “The bird was quite underweight so we believe it may have been injured for several days before it was found,” Rachel says.

    “This beautiful and defenceless animal has suffered for some time after it was shot.”

    Royal spoonbills are protected under the Wildlife Act, and hunting or killing a protected species can result in a fine of up to $100,000 or two years in prison.

    Anyone who knows about the incident is urged to call 0800 DOC HOT, or email wildlifecrime@doc.govt.nz, and quote case number CLE-9126.

    Fish & Game Auckland/Waikato Chief Executive David Klee says shooting protected birds – including this incident – is unacceptable.

    “Hunters must clearly identify their target and there is no excuse for shooting a royal spoonbill, which bears no resemblance to waterfowl species that can be legally hunted,” he says.

    “Our Code of Conduct states licence holders must ensure they can accurately identify and distinguish game birds from protected species. We have detailed guides in our regulation handbook of the species you can and can’t target.”

    He echoed the call for people to report any information about this incident – or any others in which hunters shoot protected species.

    “All hunters should follow the rules. We have very few incidents like this, but it can bring everyone in the hunting community into disrepute,” David says.

    “Law-abiding hunters – it’s in your interest to report these few rule-breakers.”

    Fish & Game compliance officers have been working alongside DOC staff since the opening of the duck hunting season to ensure hunters are following widely publicised rules for their sport. A Fish & Game compliance team is on call at weekends and will investigate any incidents.

    Warranted Fish & Game officers and Rangers perform thousands of checks across the duck hunting season. Incidents of this nature are very rare, and anyone with information is encouraged to pass it on to Fish & Game or DOC so the agencies can investigate.

    Royal spoonbills are a mobile species found in increasing numbers around New Zealand, and are identifiable through their unique bill, long black legs and white plumage. They feed by distinctively swishing their bill from side to side, while wading through shallow water.

  • Study finds how obesity is linked to long Covid

    lass=”selectable-text copyable-text x15bjb6t x1n2onr6″ dir=”ltr”>People with excess weight are more likely to experience long-term neurological and mental health symptoms after Covid-19, including headaches, vertigo, smell and taste disorders, sleep disturbances, and depression, according to new research.

    The study was conducted by visiting PhD scholar Debora Barbosa Ronca from the Edith Cowan University (ECU) Centre of Precision Health.

    “We anticipated some level of association between excess weight and post-Covid-19 symptoms based on prior evidence linking obesity with worse long-term Covid-19 outcomes. What stood out was the consistency of findings across a wide range of neurological and neuropsychiatric symptoms—including memory problems, depression, sleep disturbances, and sensory impairments,” said Ronca.

    She noted that while the study did not include subgroup analyses by ethnicity, the inclusion of data from 23 countries suggested the global relevance of the findings.

    Excess weight has been associated with the development of long Covid—or Post-Covid-19 Condition—as defined by the World Health Organization.

    While the mechanisms behind this link are not yet fully understood, Ronca suggested it may be related to an exaggerated inflammatory response caused by excess fatty tissue in the body. Additionally, fat tissue may assist the SARS-CoV-2 virus in entering the body and act as a reservoir, allowing it to spread.

    Some studies have shown that long Covid symptoms can persist for 12 months or longer, highlighting the need for long-term medical support.

    “These symptoms can significantly impact quality of life and may linger for months. As we face overlapping public health challenges in the post-pandemic era—such as long Covid, mental health issues, and rising obesity rates—it’s essential to develop personalised and multidisciplinary care strategies to support affected individuals,” Ronca added.

    She emphasised that healthcare providers should be aware that individuals with excess weight may face a higher risk of experiencing long-term neurological and mental health symptoms after Covid-19.

    “This population may require closer monitoring and integrated care. Combining weight management, mental health support, and rehabilitation into post-Covid care plans could improve patient outcomes,” she said.

  • MIL-Evening Report: ‘We’re just doing our best’ – cultural backlash hits Auckland kava business

    A new Auckland-based kava business has found itself at the heart of a cultural debate, with critics raising concerns about appropriation, authenticity, and the future of kava as a deeply rooted Pacific tradition.

    Vibes Kava, co-founded by Charles Byram and Derek Hillen, operates out of New Leaf Kombucha taproom in Grey Lynn.

    The pair launched the business earlier this year, promoting it as a space for connection and community.

    Byram, a Kiwi-American of Samoan descent, returned to Aotearoa after growing up in the United States. Hillen, originally from Canada, moved to New Zealand 10 years ago.

    Both say they discovered kava during the covid-19 pandemic and credit it with helping them shift away from alcohol.

    “We wanted to create something that brings people together in a healthier way,” the pair said.

    However, their vision has been met with growing criticism, with people saying the business lacks cultural depth, misrepresents tradition, and risks commodifying a sacred practice.

    Context and different perspectives
     Tensions escalated after Vibes Kava posted a promotional video on Instagram, describing their offering as “a modern take on a 3000-year-old tradition” and “a lifestyle shift, one shell at a time”.

    On their website, Hillen is referred to as a “kava evangelist,” while videos feature Byram hosting casual kava circles and promoting fortnightly “kava socials.”

    The kava they sell is bottled, with tag names referencing the effects of each different kava bottle — for example, “buzzy kava” and “chill kava”.

    Their promotional content was later reposted on TikTok by a prominent Pacific influencer, prompting an influx of online input about the legitimacy of their business and the diversity of their kava circles.

    The reposted video has since received more than 95,000 views, 1600 shares, and 11,000 interactions.

    In the TikTok caption, the influencer questioned the ethical foundations of the business.

    “I would like to know what type of ethics was put into the creation of this . . . who was consulted, and said it was okay to make a brand out of a tradition?”

    Criticised the brand’s aesthetic
    Speaking to RNZ Pacific anonymously, the influencer criticised the brand’s aesthetic and messaging, describing it as “exploitative”.

    “Their website and Instagram portray trendy, wellness-style branding rather than a proud celebration of authentic Pacific customs or values,” they said.

    “I feel like co-owner Charles appears to use his Samoan heritage as a buffer against the backlash he’s received.

    “Not to discredit his identity in any way; he is Samoan, and seems like a proud Samoan too.

    “However, that should be reflected consistently in their branding. What’s currently shown on their website and Instagram is a mix of Fijian kava practice served in a Samoan tanoa. That to me is confusing and dilutes cultural authenticity.”

    Fiji academic Dr Apo Aporosa said much of the misunderstanding stems from a narrow perception of kava as simply being a beverage.

    “Most people who think they are using kava are not,” Aporosa said.

    ‘Detached from culture’
    “What they’re consuming may contain Piper methysticum, but it’s detached from the cultural framework that defines what kava actually is.”

    Aporosa said it is important to recognise kava as both a substance and a practice — one that involves ceremony, structure, and values.

    “It is used to nurture vā, the relational space between people, and is traditionally accompanied by specific customs: woven mats, the tanoa bowl, coconut shell cups (bilo or ipu), and a shared sense of respect and order.”

    He said that the commodification of kava, through flavoured drink extracts and Western “wellness” branding, is concerning, and that it distorts the plant’s original purpose.

    “When people repackage kava without understanding or respecting the culture it comes from, it becomes cultural appropriation,” he said.

    He added that it is not about restricting access to kava — it is about protecting its cultural integrity and honouring the knowledge Pacific communities have preserved for upwards of 2000 years.

    ‘We can’t just gatekeep — we need to guide’
     Dr Edmond Fehoko, is a renowned Tongan academic and senior lecturer at Otago University, garnered international attention for his research on the experiences and perceptions of New Zealand-born Tongan men who participate in faikava.

    He said these situations are layered.

    “I see the cultural appreciation side of things, and I see the cultural appropriation side of things,” Fehoko said.

    “It is one of the few practices we hold dearly to our heart, and that is somewhat indigenous to our Pacific people — it can’t be found anywhere else.

    “Hence, it holds a sacred place in our society. But, we as a peoples, have actually not done a good enough job to raise awareness of the practice to other societies, and now it’s a race issue, that only Pacific people have the rights to this — and I don’t think that is the case anymore.”

    He explained that it is part of a broader dynamic around kava’s globalisation — and that for many people, both Pacific and non-Pacific, kava is an “interesting and exciting space, where all types of people, and all genders, come in and feel safe”.

    “Yes, that is moving away from the cultural, customary way of things. But, we need to find new ways, and create new opportunities, to further disseminate our knowledge.

    ‘Not the same today’
    “Our kava practice is not the same today as it was 10, 20 years ago. Kava practices have evolved significantly across generations.

    “There are over 200 kava bars in the United States . . . kava is one of the few traditions that is uniquely Pacific. But our understanding of it has to evolve too. We can’t just gatekeep — we need to guide,” he said.

    He added that the issue of kava being commercialised by non-Pacific people cannot necessarily be criticised.

    “It’s two-fold, and quite contradictory,” he said, adding that the criticism against these ventures often overlooks the parallel ways in which Pacific communities are also reshaping and profiting from the tradition.

    “We argue that non-Pacific people are profiting off our culture, but the truth is, many of us are too,” he said.

    “A minority have extensive knowledge of kava . . . and if others want to appreciate our culture, let them take it further with us, instead of the backlash.

    “If these lads are enjoying a good time and have the same vibe . . . the only difference is the colour of their skin, and the language they are using, which has become the norm in our kava practices as well.

    “But here, we have an opportunity to educate people on the importance of our practice. Let’s raise awareness. Kava is a practice we can use as a vehicle, or medium, to navigate these spaces.”

    ‘Getting judged for the colour of my skin’
     “I completely understand the points that have been brought up,” Byram said in response to the criticism.

    Tearing up, he said that was one of the most difficult things to swallow was backlash fixated on his cultural identity.

    “I felt like I was getting judged for the colour of my skin, and for not understanding who I was or what I was trying to accomplish. If my skin was a bit darker, I might have been given some more grace.

    “I was raised in a Samoan household. My grandfather is Samoan . . . my mum is Samoan. It’s tough to be this person and then get hurt online, without having a conversation with me. Nobody took the time to ask those questions,” he said.

    The pair also pushed back on claims they are focused on profit.

    “We went there to learn, to dive into the culture. We went to a lot of kava bars, interviewed farmers, just to understand the origin of kava, how it works within a community, and then how best to engage with, and showcase it,” Byram said.

    “People have criticised that we are profiting — we’re making no money at this point. All the money we make from this kava has gone back to the farmers in Vanuatu.”

    Representing a minority
    Hillen thinks those criticising them represent a minority.

    “We have a lot of Pasifika customers that come here [and] they support us.

    “They are ecstatic their culture is being promoted this way, and love what we are doing. The negative response from a minority part of the population was surprising to us.”

    Critics had argued that the business showcased confusing blends of different cultural approaches.

    Byram and Hillen said that it is up to other people to investigate and learn about the cultures, and that they are simply trying to acknowledge all of them.

    Byram, however, added that the critics brought up some good points — and that this will be a catalyst for change within their business.

    “Yesterday, we joined the Pacific Business Hub. We are [taking] steps to integrate more about the culture, community, and what we are trying to accomplish here.”

    They also addressed their initial silence and comment moderation.

    ‘Cycle so self-perpetuating’
    “I think the cycle was so self-perpetuating, so I was like . . . I need to make sure I respond with candor, concern, and active communication.

    “So I deleted comments and put a pause on things, so we could have some space before the comments get out of hand.

    “At the end of the day . . . this is about my connection with my culture and people more than anything, and I’m excited to grow from it. I’m learning, and I’m utilising this as a growth point. We’re just doing our best,” Byram said.

    Hillen added: “You have to understand, this business is super new, so we’re still figuring out how best to do things, how to market and grow along with not only the community.

    “What we really want to represent as people who care about, and believe in this.”

    Byram said they want to acknowledge as many peoples as possible.

    “We don’t want to create ceremony or steal anything from the culture. We really just want to celebrate it, and so again, we acknowledge the concern,” he added.

    Last year the Shapiro Administration created the first Agriculture Innovation fund in the nation. In the first year, the Department of Agriculture received 159 applications for nearly $70 million worth of innovation projects – but only had enough funding for $10 million worth of projects.
