  • MIL-OSI United Kingdom: City of York Council asked to adopt new Equity, Diversity and Inclusion Strategy

    City of York Council’s Executive will be asked to approve a new Equity, Diversity and Inclusion (EDI) Strategy for the council later this month [15 July].

    The strategy sets out the council’s approach to EDI, supporting the Council Plan priority on Equalities and Human Rights to provide equality of opportunity for all and ensure that residents and visitors can benefit from the city and its strengths.

    The development of the strategy is linked to other recent areas of action including the re-establishment of the Human Rights & Equalities Board, the council’s adoption of the Social Model of Disability and its Anti-Racism Action Plan and Gypsy and Traveller Action Plan.

    It also builds on the city’s designation and partnership working around York’s status as a City of Sanctuary, Human Rights City and pledge to be an Anti-Racist City, together with growing cross-partnership strengths in these areas.

    The strategy aims to help the council deliver services that are equally accessible to all customers; fulfil its obligations to consider how its work affects diverse communities and to reduce disadvantage for people with protected characteristics.

    The strategy also sets out the council’s approach to EDI in the workplace and will help guide staff in their day-to-day work.

    The draft strategy was updated in response to feedback from a public consultation earlier in the year, which received approximately 500 responses from residents and organisations.

    The consultation included dedicated focus groups with people with protected characteristics, including people with learning difficulties; older people; young adults; neurodivergent people; and members of the LGBTQIA+ community.

    Of the responses received, one in five respondents reported having experienced or witnessed intolerance or discrimination from the council, with three out of four agreeing that the council’s services are accessible to all its communities.

    A draft action plan has been created on each of the key elements of the strategy to ensure timely and measurable progress is made.

  • MIL-OSI: Hyperscale Data Reports Approximately $11.2 Million in Bitcoin Mining Revenue Year to Date, Including Approximately $1.5 Million for June 2025

    LAS VEGAS, July 08, 2025 (GLOBE NEWSWIRE) — Hyperscale Data, Inc. (NYSE American: GPUS), a diversified holding company (“Hyperscale Data” or the “Company”), today announced that its wholly owned subsidiary Sentinum, Inc. (“Sentinum”) received approximately 13.7 Bitcoin in the month of June 2025 and approximately 103.7 Bitcoin year to date (through June 30, 2025) from the mining pool to which Sentinum provides hash calculation services. Revenue is calculated daily based upon the number of Bitcoin earned that day at the value of Bitcoin on such date.

    As previously announced, Sentinum entered into a hosting services agreement with a service provider in Montana to provide Sentinum with operations and asset management services and access to approximately 20 megawatts (“MWs”) of energy capacity and other critical infrastructure to be used for Sentinum’s Bitcoin mining operations. Sentinum has delivered approximately 6,800 Antminers (“Antminers”) to the service provider’s data center, which have been installed and are ready for operation. In addition, Sentinum recently completed the reenergizing of approximately 10 MWs of power at its Montana facility and resumed Bitcoin mining operations, with approximately 2,600 Antminers operational today, which is anticipated to be increased to approximately 3,200 Antminers by the end of July 2025.

         Invest Hong Kong (InvestHK) today (July 8) cohosted the “Shaanxi-Hong Kong Collaboration: Leveraging Hong Kong Strengths to Support Shaanxi Tech Companies in Going Global” seminar in Xi’an, Shaanxi Province, in collaboration with the Hong Kong and Macao Affairs Office of the Shaanxi Provincial People’s Government and the Shaanxi Association for Science and Technology. The event was also co-organised by the Hong Kong Economic and Trade Office in Chengdu (CDETO), the Hong Kong Special Administrative Region (HKSAR) Government’s Shaanxi Liaison Unit, Shaanxi Province Xixian New Area Development and Construction Management Committee, and the Xi’an High-Tech Industries Development Zone Management Committee.
          
         The Director of the CDETO, Mr Enoch Yuen; the Director-General of the Hong Kong and Macao Affairs Office, Shaanxi Provincial Government, Ms Yao Hongjuan; and Vice President of the Shaanxi Association for Science and Technology Mr Lv Jianjun delivered welcome remarks to guests and the media.          Xi’an High-tech Zone is one of the first national high-tech zones approved by the State Council.     Ms Catherine So (Chief Executive Officer of the South China Morning Post), Ms Tammy Tam (Editor-in-Chief of the South China Morning Post), Mr Steve Finch (President and Chief Executive Officer of Manulife Asia), distinguished guests, ladies and gentlemen, 

    Good morning. It’s a pleasure to join you here, once again, at the South China Morning Post’s annual China Conference – the 11th edition.

    More than 700 of you are here for this year’s gathering. Some 300s are joining us, virtually, at this forum for business, trade, finance, investment and technology. All of you keen on getting the latest intelligence and insights, developments and business opportunities – in Hong Kong, throughout China and beyond. 

    The theme of this China Conference is “Where Capital Meets Innovation” – an apt description of the strengths of China, our country, and how Hong Kong contributes to its rise. That provides the world with much-needed certainty, especially in this difficult time.

    This year’s international trade uncertainties, and chaos, may well continue amidst the rise of protectionism and unilateralism. The global economy is grappling with profound instability, escalating geopolitical risks and the wholesale reshaping of long-existing trading systems.

    In spite of a damaged global trade order, the expanding trade and capital flows of China, our country, help buoy the economy of the region and the world.

    The Mainland economy has sound fundamentals, a vast domestic market and the robust policies in place to withstand external challenges. In the first quarter of this year, the country’s GDP (Gross Domestic Product) grew by 5.4 per cent, and key economic indicators have kept improving since the beginning of the second quarter – simply said, China, our country, is well on its way to achieving the official growth target of around 5 per cent for 2025.

    As for Hong Kong, our economy expanded solidly by 3.1 per cent in the first quarter of 2025, supported by visible increases in exports and the resumption of moderate growth in overall investment expenditure. We forecast real GDP growth of 2 per cent to 3 per cent in this year.

    Last week, we celebrated the 28th anniversary of the Hong Kong Special Administrative Region’s establishment. That happy occasion was a welcome opportunity to thank our country for championing Hong Kong through the “one country, two systems” principle, as well as the national strategies and made-for-Hong Kong initiatives it supports us with.

    Last month, the World Competitiveness Yearbook ranked Hong Kong third in the world in global competitiveness, up two places from the previous year, and up four places from 2023.

    It marks Hong Kong’s return to the global top three for the first time since 2019, reflecting our commitment to change in face of today’s rising challenges.

    There’s a lot more to be grateful for. In April and May, Hong Kong’s merchandise exports showed double-digit, year-on-year growth, while visitor arrivals also brought double-digit, year-on-year increases in the second quarter.  

    And Hong Kong, in the first half of this year, has been the world’s largest IPO (initial public offering) fundraising market, raising over US$13 billion. That’s up a whopping 22 per cent, compared with the full-year figure last year.

    It speaks of Hong Kong’s long-standing appeal as a safe haven for Chinese and international capital and a bridge for global investors. 

    Hong Kong is, after all, the most internationalised city in the country. We offer the world a market-friendly business environment underpinned by the rule of law. We are the only common law jurisdiction in our country, with a legal system and regulatory regime similar to most global financial hubs. And we present business and investment advantages unmatched by any other city in the world.

    Last year, the total number of local registered companies reached its record high, surpassing 1.46 million. And the total number of non-local companies registered here also reached a record high, and was over 15 000. Both figures continue to show encouraging growth this year. 

    Since January 2023, Invest Hong Kong, our dedicated investment promotion agency, has assisted more than 1 300 Mainland and overseas companies in setting up or expanding their business in Hong Kong. These companies bring in foreign direct investment of over US$21 billion to our economy, creating over 19 000 jobs.

    When I assumed office as Chief Executive three years ago, I established the Office for Attracting Strategic Enterprises. My aim is to offer, through this Office, one-stop facilitation services and  tailor-made incentives to attract strategic enterprises to our city and foster innovation and economic growth. 

    The Office has brought in 84 strategic companies, from such high-tech industries as advanced manufacturing and new energy technology, AI and data science, fintech and life and health technology. The strategic companies will invest about US$6.4 billion in the next few years, creating over 20 000 jobs. 

    We also launched a new scheme in May this year to create a company re-domiciliation regime to attract companies to Hong Kong. It provides a convenient, safe and secure pathway for companies to re-domicile to Hong Kong. Different companies have already expressed their interest to the regime and two international insurance giants – as Mr Finch is surely aware – have announced they will officially re-domicile to Hong Kong. Good business always makes right decisions.

    These companies all gave their strong vote of confidence in the development of Hong Kong and the country, and will help attract a wealth of partners and related companies to this part of the globe.

    Another strong advantage Hong Kong offers to overseas companies here, old or new, is our easy access to the Mainland market. We are certainly a front runner in this regard. 

    That’s in no small part thanks to the Mainland and Hong Kong Closer Economic Partnership Arrangement, or CEPA, our de facto free trade agreement with the Mainland that provides preferential treatment to Hong Kong companies, facilitating smoother access to the Mainland’s vast market.

    A new amendment agreement under the CEPA Agreement on Trade in Services entered into force this March. It includes the removal of the qualifying period requirement on Hong Kong service suppliers in most sectors, meaning our many new companies can also benefit from the arrangement’s facilitation measures in accessing the Mainland market.

    Together with new initiatives that allow Hong Kong-invested enterprises to adopt Hong Kong law and choose Hong Kong as the seat for arbitration in their operation in a range of Mainland cities, CEPA provides a wide range of innovative enhancements that help a world of investors better capitalise on China’s growth opportunities, with the help of Hong Kong’s world-class professional services.

    Then there’s technological innovation, including artificial intelligence. AI advancements are transforming production, business and consumption patterns. They are redefining the core competitiveness of economies.

    These trends create new opportunities for Hong Kong, particularly in our deepening integration with the Guangdong-Hong Kong-Macao Greater Bay Area, a cluster city development that brings together Hong Kong, Macao, and nine southern cities on the Mainland.

    With a population exceeding 87 million and a GDP of more than US$2 trillion last year, similar to the size of the 10th largest economy in the world, the Greater Bay Area is among the most open and economically vibrant regions in the country. 

    The Shenzhen-Hong Kong-Guangzhou science and technology cluster, which includes three of the Greater Bay Area’s core cities, has been ranked second, globally, for five consecutive years in the Global Innovation Index, published by the World Intellectual Property Organization. 

    Drawing together Hong Kong’s research capabilities and business competitiveness, as well as the Mainland’s innovation and advanced manufacturing prowess, the Greater Bay Area endeavours to become a world-leading I&T (innovation and technology) hub.

    One spectacular example is the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, an area that straddles our boundary with Shenzhen. It will develop into a cutting-edge advanced technology centre that converges the strengths of Hong Kong and Shenzhen. Last November, the HKSAR (Hong Kong Special Administrative Region) Government published the Development Outline for the Hong Kong Park in the co-operation zone.

    The Park’s first three buildings have been completed, and the Greater Bay Area International Clinical Trial Institute opened last November at Hong Kong Park.

    That’s just the beginning. Artificial intelligence, new energy vehicles, the low-altitude economy, fintech, and more, are thriving in the Greater Bay Area. And as the Park enters into the operational phase this year, more of these companies will be joining us.

    Beyond I&T, we have seen the successful introduction of a wide variety of policy initiatives with the Greater Bay Area, including measures for the two-way flow of talent, schemes for supporting youth innovation, entrepreneurship and employment, and policies to facilitate mutual travel.

    And the promise of further co-operation between Hong Kong and the rest of the Greater Bay Area and the Mainland is boundless.

    Ladies and gentlemen, when we talk of China’s might, many of us immediately look to the maiden visit to Hong Kong over the past weekend of the first domestically built aircraft carrier of China, our country, the Shandong. Although the fleet has just bid us farewell yesterday, the awe and pride it drew among the people of Hong Kong over its five-day visit will be long-lasting.

    More than a display of maritime strength, the fleet showcases our country’s commitment to peacekeeping and regional stability. And much like how the Shandong docked in our safe harbour, Hong Kong is where the country anchors its trust.

    In this era of fogged horizons, China does not just project power – it radiates investible stability. And Hong Kong is the “super connector” and “super value-adder” that links the world with opportunities from China’s growth and certainties. A link you can always bank on.

    Amid an ever changing geopolitical landscape and constantly escalating uncertainties, Hong Kong is the place that promises security and development. This certainty of security and development is precisely what a world of investors need and thirst for.

  • MIL-OSI Asia-Pac: SJ commences European visit in Netherlands (with photos)

         The Secretary for Justice, Mr Paul Lam, SC, began his European visit in Amsterdam, the Netherlands, on July 6 (Amsterdam time). He met with international organisations, judges from the International Court of Justice (ICJ), government officials and the local business community to promote Hong Kong’s legal system and services, and its development as an international legal and dispute resolution centre in the Asia-Pacific region.
     
         Upon his arrival, Mr Lam met with Hong Kong people and overseas Chinese organisation representatives living in the Netherlands and Luxembourg to learn about their work and life, and shared with them the latest developments of Hong Kong in various areas.
     
         After arriving at The Hague on July 7, Mr Lam visited the Hague Conference on Private International Law (HCCH) and met with the Secretary General of the HCCH, Dr Christophe Bernasconi. Mr Lam thanked the HCCH for its support for the secondment programme of legal professionals of the Department of Justice (DoJ) and exchanged views on further strengthening the co-operation between the DoJ and the HCCH, including hosting an international conference about the Hague Conventions during the DoJ’s flagship event – Hong Kong Legal Week in December this year.
     
         Mr Lam then met with the Secretary General of the Ministry of Justice and Security of the Netherlands, Ms Anneke Van Dijk, and officials to introduce the latest developments of Hong Kong and discuss issues such as the development and direction of international legal co-operation.
     
         Afterwards, Mr Lam had a lunch meeting with the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Kingdom of the Netherlands, Mr Tan Jian. Mr Lam thanked the Central Government for supporting the Hong Kong Special Administrative Region to actively participate in meetings of international organisations as part of the Chinese delegation, providing opportunities for Hong Kong legal talent from the public and private sectors to take part in various projects of the HCCH. He said that the DoJ will continue to strengthen international legal talent training, as well as exchanges and co-operation with international organisations to contribute to the promotion of the country’s contribution to the development of international rule of law.
     
         In the afternoon, Mr Lam visited the ICJ of the United Nations and met with the President of the ICJ, Mr Yuji Iwasawa, to exchange views on the latest developments in international dispute resolution, including the establishment of the International Organization for Mediation with its headquarters in Hong Kong. They also shared views on the training of international legal experts and professionals. Mr Lam then visited the Permanent Court of Arbitration (PCA) and met with the Secretary-General of the PCA, Dr Marcin Czepelak, to discuss the co-operation between the DoJ and the PCA in the fields of capacity building and international law.
     
         In the evening, Mr Lam attended a business seminar and dinner organised by the Netherlands Hong Kong Business Association with the support of the Hong Kong Economic and Trade Office in Brussels and Invest Hong Kong. Speaking at the seminar, Mr Lam shared with about 100 participants Hong Kong’s distinctive advantage of enjoying the strong support of the motherland while being closely connected to the world under the “one country, two systems” principle. He stressed that Hong Kong’s legal system is credible and reputable, user-friendly, and closely tied with Mainland China and other parts of the world. These elements make Hong Kong’s legal system exceptional among other common law peers.
     
         Mr Lam will go to Paris for the second leg of his European visit today (July 8, Amsterdam time).

  • MIL-OSI Europe: Italy: EIB Grants €150 Million Loan to Alfasigma to Accelerate Innovation in Rare Diseases and Specialty Care

    The European Investment Bank (EIB) has signed a €150 million loan agreement with Alfasigma, a global pharmaceutical company founded in Italy, whose products are present in more than 100 markets worldwide.

    The agreement, announced today by EIB Vice-President Gelsomina Vigliotti and Alfasigma’s Chief Financial Officer Tatiana Simonelli, will support the development of breakthrough therapies in the areas of rare diseases and specialty care. The EIB financing aims to support Alfasigma’s R&D activities over the three-year period from 2025 to 2027, focusing on new treatments in gastroenterology and hepatology, vascular medicine, and rheumatology. It will help accelerate the translation of scientific advances into patient-centred solutions, aiming to address unmet needs and deliver high-impact health outcomes.

    The operation is part of the EIB’s strategy to bolster competitiveness and innovation in the European healthcare sector and to create highly skilled jobs.

    “This financing confirms the EIB’s commitment to promoting scientific innovation and supporting European biopharmaceutical research,” said EIB Vice-President Gelsomina Vigliotti. “Investing in research, development and innovation is key to strengthening Europe’s industrial competitiveness and to offering new therapeutic solutions to those currently without alternatives.”

    EU-China relations

    Earlier, at 9:00, the day will begin with a joint debate on EU China relations. MEPs will first prepare for the 2025 EU-China summit, to take place later in July. Plenary will then move on to discuss the issue of China’s export restrictions on critical raw materials. A vote on a resolution on the latter is scheduled for Thursday. The debate will include statements by European Commission President Ursula von der Leyen, and Danish European Affairs Minister Marie Bjerre, for the Council.

    European Climate Law

    A new 2040 greenhouse gas reduction target of 90% compared with 1990 levels, to be included in the EU Climate Law, is one of a new set of proposals adopted by the Commission on 2 July. Members will vote at noon on whether to fast-track Parliament’s work on the file. A debate with Commissioner Wopke Hoekstra on the proposals will start at about 15:30.

    In brief

    Gas storage. Members will vote at noon on a draft law to address gas market speculation and reduce prices by introducing greater flexibility in gas refilling rules ahead of the winter season. Parliament and Council have already reached an informal agreement on the file.

    Chemicals package. An action plan to boost the EU’s chemicals industry and measures to simplify EU chemicals laws are part of a new package Commission Executive Vice-President Stéphane Séjourné and Commissioner Jessika Roswall will present to Parliament at 15:00.

    Media freedom.     The University of Aberdeen is part of a consortium which has been awarded a major AHRC Doctoral Focal Award in the Creative Economy.
    The Celtic Crescent Creative Economy Doctoral Focal Award will spearhead innovative research into the role of bilingual and rural communities in the creative economy, with a focus on regions often overlooked in national creative strategies.
    This award will fund 20 PhDs and brings together a consortium of universities committed to bilingualism, led by Bangor University and including Aberystwyth University, Falmouth University, Glasgow School of Art, the Royal Welsh College of Music and Drama, The University of Aberdeen and the University of South Wales.
    The consortium is supported by 27 industry and sectoral partners, ranging from national public bodies, theatre groups, media producers and internationally recognised craft producers like Harris Tweed. The funding will support doctoral training focused on building research capacity in strategic areas.

    It is time to stop the clock on cruel historical debt collection.

    Decades-old Council Tax debts worth hundreds of millions of pounds will be written off if MSPs agree to changes proposed by Scottish Greens finance spokesperson Ross Greer.
     

    The proposals, tabled as amendments to the Housing Bill, would end the current situation where Council Tax debts in Scotland are chased for four times as long as other forms of debt before being written off.
     
    Data from The Telegraph published in March this year showed that almost £2 billion of Council Tax arrears have been racked up by Scottish households since the Council Tax system was introduced in 1993.
     
    This change would reduce the time limit for Council Tax arrears, at which point the debt is written off and collection efforts are stopped. The current limit for Scottish Council Tax debt is twenty years, despite English, Welsh and Northern Irish Council Tax arrears being written off after just six years.
     
    The twenty year clock also resets every time someone acknowledges or tries to pay off their debts, effectively meaning that debts are held and pursued permanently, even when there is no prospect of them being paid off.
     
    Most other forms of debt in Scotland are subject to a five year cut-off for collection efforts.
     
    If passed, this proposal would effectively cancel any Council Tax debts built up before 2020. Analysis by the Scottish Greens suggests that the move would take hundreds of millions of pounds of debt off of the shoulders of low-income and vulnerable households.
     
    It would also tackle the problem of vulnerable people not seeking help from their local council for other issues in their lives due to fear that they will be chased for debts they cannot afford to pay off.
     
    Anti-poverty campaigners including Aberlour say that current council and government debt collectors “trap families in a cycle of poverty, through seized benefits, missed payments, new loans and extortionate interest.”
     
    Ross said:

    “We need to break the decades-old cycle of poverty and debt. Scotland’s system for collecting Council tax debts is far harsher than those in the rest of the UK and that needs to end. My proposals would give relief to people who are often in no position to pay back these decades-old debts, letting them get their lives and finances back on track.

    “At the moment, the 20-year clock resets each time someone attempts to pay off or even acknowledge their debt, meaning some councils are still chasing debts from when this system started in 1993. That’s before I was even born.

    “And the fear of having bailiffs at the door means vulnerable people aren’t going to their councils for help when they really need it.

    “Council tax debt is one of the biggest drivers of Scotland’s public debt crisis, locking thousands of vulnerable people into cycles of poverty which they can’t break out of.

    “If we want to end poverty for good and make Scotland a better place to live, we have to end the systems that keep people stuck in cycles of unpayable debts. It is time to wipe out these decades-old Council Tax debts.”

    President Trump has announced his latest tariffs after a 90 day pause, confirming an increase for 14 countries, including some of the poorest.
    Today’s announcement includes 40% tariff on goods from Myanmar and Laos, and a 36% tariff on goods from Thailand and Cambodia.
    “We are still waiting to see if he will carry through on his threat to increase tariffs on Pacific Island countries,” says Josie Pagani, CEO of ChildFund.
    In April Trump announced tariffs in the Pacific, with Fiji likely to be charged the most at 32 per cent. Nauru, one of the smallest nations in the world would be hit with a 30 per cent tariff, while Vanuatu would get a 22 per cent tariff.
    The US is Fiji’s top export destination, with Fijian exports totalling $US360 million in 2023.
    Kava represents 70 per cent of Vanuatu exports, and the US is one of its primary export destinations for the local drink.
    “If Vanuatu gets lumped with a 22% tariff on top of cuts to US aid, while it is still struggling to recover from last year’s earthquake, it will be a real blow to its economy,” says Josie Pagani.
    “Being hit with a double whammy – cuts to aid budgets and a trade war – could wreak havoc on the world’s most indebted countries.”
    Low to middle-income countries’ debt levels have more than doubled since 2009 and the cost of servicing that debt has grown.
    “These tariffs make it harder for countries to trade their way out of poverty. It decreases the value of their exports, therefore reducing countries’ access to foreign currencies, which they need to pay back their external debt.”
    “There is some hope. Some developing countries will find new markets in Europe, Southeast Asia and the Pacific, including New Zealand and Australian markets. There are also other development banks who can lend to poor countries, for example the European Investment Bank and the Asian Infrastructure Investment Bank. The U.S. is not a member of either.
    “But there is no doubt that today’s tariff announcement will make it hard for countries to wean themselves off aid by increasing trade. The world is set to become a more dangerous place. The last thing we need now,” says Josie Pagani.

    The Hong Kong Monetary Authority (HKMA) announced today (July 8) enhancements to the offshore RMB bond repurchase (repo) business (Note 1), to facilitate the participation of Northbound Bond Connect investors in repo business. In particular, the enhancements include:

    1. Supporting the rehypothecation of bond collaterals during the repo period (Note 2):

    The offshore RMB repo business has been well received by the market since its official launch on February 10, 2025. In this initial phase, the bond collaterals acquired by participating institutions are locked and managed by the Central Moneymarkets Unit (CMU) platform and cannot be re-used during the repo period. In consultation with relevant Mainland authorities and taking into account industry feedback, we will allow rehypothecation of bond collateral during the repo period, bringing this into alignment with international market practice. The enhancement will facilitate more efficient use of collaterals, reduce the financing costs for market participants, and enhance the efficiency of liquidity management.

    In particular, bond collaterals can be re-used during the repo period in four specific use cases: a) for re-use in offshore repo transactions; b) as collateral for the HKMA’s RMB Liquidity Facility; c) as margin collateral at OTC Clearing Hong Kong Limited (OTCC); and d) for cash bond trading through Northbound Bond Connect. Participating institutions shall follow relevant policies and operational rules for the respective use cases when re-using the collateral (for instance, if the collateral is re-used in a new offshore repo transaction during the repo period, the participating institution should follow the latest arrangements of offshore RMB repo business as set out further below).

    2. Supporting cross-currency repo (including HKD, USD and EUR):

    At present, offshore RMB repo can only be settled in RMB. With the enhancement, settlement in other currencies (including HKD, USD and EUR) will be supported, with a view to facilitating participating institutions’ multi-currency funding activities by collateralising onshore RMB bond holdings, enriching their liquidity management tools, and hence increasing the attractiveness of onshore bonds.

    These two enhancement measures aim to adopt international market best practices and enhance operational efficiency. They will further expand the depth and breadth of the offshore repo market, improve the market-based mechanism for offshore RMB liquidity management, and broaden the use of onshore RMB bonds as collateral in the offshore market.

    The above arrangements will be officially launched on August 25, 2025.

    Latest Arrangements of Offshore RMB Repo Business

    To facilitate the smooth implementation of the enhancement measures, the latest arrangements for offshore RMB repo transactions (including repo transactions conducted using bond collateral acquired through a repo transaction) are set out as follows:

    1. Participating Institutions:

    All existing Northbound Bond Connect investors, including CMU members and offshore investors with CMU sub-accounts opened through Hong Kong custodian banks that are CMU members.

    2. Eligible Bonds:

    Bonds held by participating institutions under Northbound Bond Connect, and bond collaterals acquired through offshore repo transactions, regardless of bond type.

    3. Market Maker Arrangement:

    The 11 Primary Liquidity Providers designated by the HKMA (Note 3) will serve as market makers. Each repo transaction must involve at least one of these market makers as a counterparty.

    4. Transaction and Settlement Arrangements:

    (a) Master Agreement: Participants may choose their own repo agreement template (e.g., Global Master Repurchase Agreement (GMRA) or National Association of Financial Market Institutional Investors (NAFMII)’s Bond Repurchase Master Agreement, etc.).

    (b) Trading Arrangement: Transactions may be conducted:
     

    1. bilaterally over-the-counter;
    2. in the same manner as existing Northbound Bond Connect transactions, and via the linkage between the infrastructures in the onshore and offshore markets;
    3. through offshore electronic trading platforms; or
    4. through onshore electronic trading platform.

    (c) Settlement Arrangement: Settlement will be completed under the Repo Service by CMU. Settlement currencies include RMB, HKD, USD and EUR.

    5. Data Reporting:

    Market makers are required to report repo transaction data (Note 4) to the HKMA on the same day of the transaction for market monitoring purpose. The HKMA will further communicate with the market makers to finalise the reporting requirements and submission channels.

    The operational details for bond transfer and settlement will be announced by CMU separately. The HKMA will continue to closely monitor market conditions to ensure orderly market operations. The HKMA will also maintain communication with the industry and review and adjust the arrangements as appropriate to support the robust and sustainable development of offshore RMB business.

    Note 1: The HKMA announced the launch of offshore RMB bond repo business on January 13, 2025 (please refer to the HKMA press release). This measure was implemented on February 10, 2025.

    Note 2: Operational details will be announced by CMU later. Currently, the rehypothecation of bond collateral is only applicable to repo transactions settled in the Delivery versus Payment model. The timeline for CMU’s tri-party repo service to support the rehypothecation of bond collateral will be notified separately in due course.

    Sosthène Nguema Nguema, Minister of Oil & Gas of Gabon, has joined the African Energy Week (AEW): Invest in African Energies conference to discuss the country’s strategic shift towards deepwater exploration. Taking place September 29 to October 3 in Cape Town, the event represents the largest of its kind on the continent and serves as the platform of choice for global operators, financiers and service providers. Minister Nguema’s participation reflects the country’s drive to work with global partners to unlock greater value from Gabon’s oil and gas sector and is expected to create new opportunities for collaboration and investment.  

    With over two billion barrels of proven oil reserves and significant gas potential, Gabon seeks to increase national oil production to upwards of 220,000 barrels per day (bpd) in the short to medium term. To achieve this goal, the country is promoting fresh investment across undeveloped acreage, notably deepwater basins, which offer significant upside potential. Deepwater exploration and production will not only generate significant returns for operators but support the country’s economic growth objectives. To entice deepwater investment, Ministry of Oil & Gas is leveraging policy reform to create a more competitive business environment for foreign operators. Following the implementation of the Hydrocarbon Code in 2019, the new government has sought to strengthen fiscal terms and regulations even further. Upcoming amendments are geared towards foreign capital and will significantly improve Gabon’s business climate.

    Beyond new investments, Gabon continues to drive a series of ambitious oil and gas projects. At the forefront of this is independent energy company Perenco’s Cap Lopez LNG terminal – situated at the existing Cap Lopez oil terminal. The $2 billion development will introduce a FLNG vessel to the market, designed to monetize the country’s offshore gas reserves and reduce gas flaring. The FLNG unit features 700,000 tons of LNG and 25,000 tons of LPG, with storage capacity of 137,000 cubic meters. Production is slated for 2026, setting the country up for accelerated energy growth and diversification. Beyond Cap Lopez, Perenco’s Gabonese projects seek to bolster national oil and gas production. The company continues to expand its upstream footprint with the commissioning of the Kombi 2 platform on the Kombi- -Likalala-Libondo II permit. Currently under construction by Dixstone at the Nieuwdorp shipyard in the Netherlands, the platform is scheduled to depart in October and enter into operation offshore Pointe-Noire by early next year.  

    In addition to Perenco, other companies are also driving ambitious projects. Notably, BW Energy signed production sharing contracts for exploration blocks Niosi Marin and Guduma Marin in 2024, covering an eight-year exploration period with a two-year extension option. The company – alongside its partner VAALCO Energy – plans to spud a well while carrying out a 3D seismic campaign. BW Energy also has stakes in the Dussafu license, which features 14 producing wells tied back to a FPSO through a 20km pipeline. Meanwhile, China’s CNOOC launched wildcat drilling on Blocks BC-9 and BCD-10 in early-2023 on the back of 1.4 billion barrels of recoverable resource potential. The state-owned Gabon Oil Company (GOC) is also ramping up its investments. The company acquired Tullow Oil’s entire Gabonese portfolio for a sum of $300 million, a transaction that includes 10,000 bpd in production and 36 million barrels of proven reserves. GOC is committed to enhancing oil production through partnerships with international operators and strategic investments in exploration and production.  

    Minister Nguema’s participation at AEW: Invest in African Energies 2025 will serve to advance the country’s oil and gas industry goals. During the event, he is expected to share insights into the country’s exploration and production landscape, highlighting upcoming investment opportunities and areas of collaboration.     RIO DE JANEIRO, July 8 (Xinhua) — Addressing the plenary sessions of the 17th BRICS summit on Sunday and Monday, Chinese Premier Li Qiang called for commitment to building an open world economy, opposed unilateralism and protectionism, and stressed the need to maintain stability and smooth operation of industrial and supply chains.

    At the plenary sessions, the Chinese premier also touched upon topics such as strengthening multilateralism, artificial intelligence, environmental protection and climate change, and global health. The sessions were attended by leaders of BRICS countries, partner countries, guest countries, and representatives of international organizations.

    Li Qiang noted that the current international economic and trade order and the multilateral trading system are facing serious challenges, and global economic recovery remains a difficult task. In expanding cooperation, BRICS should remain true to the founding purpose of the organization, meet the demands of the times, uphold and practice multilateralism, promote a fair and open international economic and trade order, join forces in the Global South, and make greater contributions to global stability and development, he said.

    According to the Prime Minister, when expanding cooperation, BRICS must support the basic principles of the World Trade Organization (WTO) and promote liberalization and simplification of trade and investment procedures.

    Mentioning the establishment of the China Cooperation Center for the Development of Special Economic Zones in the BRICS countries this year, Li Qiang expressed China’s readiness to work with all parties to build a network of practical cooperation.

    He called on all parties to remain committed to strengthening international financial cooperation, expressing support for the expansion and strengthening of the New Development Bank and welcoming the willingness of countries in the Global South to invest in China’s financial market.

    He called for an accelerated review of the World Bank’s equity stakes and the adjustment of quota shares by the International Monetary Fund, and stressed the need to enhance the representation and voice of developing countries.

    Li Qiang noted that greater cooperation within BRICS should open up a “new blue ocean” of economic growth, calling for cooperation in new areas such as the digital and green economy, to make artificial intelligence (AI) the driving force of all industries and benefit every household, and to help strengthen the capacity of countries in the Global South.

    China will launch the Global South Digital Development Initiative under the Global Development Initiative and plans to provide 200 training programs on digital economy and AI to Global South countries over the next five years, he said.

    He added that China welcomes the participation of all countries in the World Conference on Artificial Intelligence to be held later in July.

    Highlighting the growing risks in the areas of climate, environment and health, Li Qiang said the international community should form a broad consensus, take active actions and join efforts to address common challenges.

    He called on the international community to strengthen global synergy in combating climate change, resolutely implement the UN Framework Convention on Climate Change and the Paris Agreement, adhere to the principle of common but differentiated responsibilities, and deepen cooperation in clean energy, carbon markets and other areas.

    Developed countries must fulfill their commitments to climate change financing, technology transfer and other areas, Li Qiang stressed.

    According to him, the world must achieve more tangible results in the field of environmental protection, adhere to the principle of harmonious coexistence between humanity and nature, advocate for a systems approach to management and more effectively implement the Convention on Biological Diversity and the UN Convention to Combat Desertification.

    He also called for increased capacity building for public health systems, calling on the international community to support the World Health Organization’s coordinating role in global health governance, make full use of platforms such as the BRICS Vaccine Research and Development Centre, and provide more public goods to countries in the Global South.

    China always fulfills its obligations and makes active contributions to global challenges within its capabilities, Li said, adding that China will continue to take concrete actions, fulfill its responsibilities and cooperate with all parties to promote greener, healthier and more sustainable global development.

    Taxpayers urged to use digital platforms to communicate with SARS

    As the filing season for individuals is underway, the South African Revenue Service (SARS) Commissioner, Edward Kieswetter, has encouraged taxpayers to use SARS’s digital channels to engage with the organisation. 

    “Taxpayers do not have to expose themselves to the elements in this cold weather and stand in queues. They can conduct their tax affairs in the comfort of their homes rather than pay taxi fares,” Kieswetter said on Monday.

    The Commissioner made these comments during his visit to the SARS’s Alberton Taxpayer Service Centre, where he reviewed the state of readiness as Auto Assessment begins, running from 7 to 20 July 2025.

    During his visit, he was accompanied by Minister of Finance, Enoch Godongwana, who expressed his satisfaction at SARS’s state of readiness to deliver a successful and easy Filing Season for taxpayers.

    The Minister and the Commissioner interacted with taxpayers, most of whom had visited the offices to update and verify their registered details, including changing emails, banking information, and cellphone numbers.

    Some of the taxpayers had visited the branch to settle matters related to their outstanding tax debt and returns.

    SARS stressed that there is no need to visit a SARS branch but if taxpayers must, they should first book an appointment to avoid long queues.

    SARS has started to issue Auto Assessments to taxpayers whose tax affairs are less complicated. If taxpayers agree with their Auto Assessment, no further action is required from them.

    “Acceptance is automatic, so taxpayers need not manually accept the Auto Assessment. Taxpayers are advised to wait for the SMS/email notice before logging in to eFiling or the SARS MobiApp.

    “Refunds less than R100 due to taxpayers will automatically be paid into their bank accounts within 72 hours once the assessment is completed,” SARS said.

    Filing Season 2025 opened for non-provisional and some provisional taxpayers who were not auto-assessed. 

    The filing period for non-provisional taxpayers is from 21 July to 20 October 2025. Provisional taxpayers’ filing window will close on 19 January 2026.

    The following dates should be diarised for this year’s Filing Season: 
    •    Issuing of Auto Assessment notices: 7 – 20 July 2025.
    •    Individual taxpayers (non-provisional): 21 July – 20 October 2025.
    •    Provisional taxpayers: 21 July 2025 – 19 January 2026.

    The largest ever budget for tackling water pollution has been handed to the country’s water watchdog, as part of the government’s plan to deliver the most significant increase in enforcement powers in a decade.

    The Environment Agency, who are in charge of water company inspections and prosecutions for environmental damage, will receive a cash injection of over £189m this financial year. This will fund more enforcement officers, improved equipment and the latest technology for the regulator.

    This year alone it will carry out more than 10,000 inspections of water company assets and has already launched a record 81 criminal investigations into water company pollution incidents since July 2024.

    Funding has increased by 64% since 2023/2024, with all of this increase coming from charges paid by water companies rather than from the public purse. This will mean it is the polluter that paying the cost of regulating the sector, not taxpayers.

    The public are furious about sewage pollution in our rivers, lakes and seas.

    This government is cleaning them up, including the biggest boost to enforcement in a decade paid for by the water companies responsible for it.

    Our changes give the water watchdog the resources they need to tackle pollution and clean up our rivers, lakes and seas for good – all part of the Government’s Plan for Change.

    The Environment Agency has agreed to deliver tough efficiency targets over as part of the spending review, to ensure that this money is targeted on frontline delivery and enforcement. Already, the EA has driven efficiency savings of over £23 million during 2024/25. 

    As a further boost, a new levy on the water sector, which is subject to consultation, will allow the EA to recover the cost of their enforcement activities in the sector – a power granted through the landmark Water (Special Measures) Act, making it easier for the regulator to take enforcement action when needed.

    In addition, the EA’s programme of farm inspections has been boosted, with 6,000 a year by 2029 planned, to support the agricultural sector reduce pollution into waterways.

    2. EA funding comes from two main sources:

    a. Grant-in-Aid funding from Defra. This pays for the EA to carry out its statutory duties, from water quality monitoring to waste crime investigations. This funding decreased slightly in 2025/26 because it is being replaced by an increase in charge income, which now covers the cost of water company inspections and enforcement.

    b. Charge income. This mostly consists of charges paid by water companies for their permits (initial application fee and annual subsistence charges). It also includes the EA’s proposed water levy and some income from other government departments.

    New support will help millions of people globally deal with the daily impact of climate change, the Foreign Secretary David Lammy has today announced (Tuesday 8 July).

    A £12m commitment for disaster relief finance and insurance will help climate-vulnerable countries better prepare for the impact of disasters like hurricanes and drought. 

    This funding is triggered by certain warning signs—such as a weather event or forecast—to enable faster payouts and a more effective response.

    Backed by the UK financial sector, this will also help drive domestic green growth and unlock jobs, opportunity and security for people in the UK.

    This new funding comes as Cabinet Ministers from the Treasury, Foreign Office, DESNZ and DEFRA will today meet leaders from the financial sector.     Financing Will Strengthen Bulgarian Energy Holding

    In a strategic move to advance energy resilience, sustainable infrastructure, and economic integration in the Black Sea region, the Black Sea Trade and Development Bank (BSTDB) has invested EUR 40 million in the latest bond issuance by the Bulgarian Energy Holding EAD (BEH), Bulgaria’s state-owned energy leader and a major electricity exporter in the Balkans.

    The BSTDB financing will support BEH in implementing strategic investment projects in the country, particularly the modernization of the national electricity transmission infrastructure. These investments aim to strengthen the country’s energy security, improve system reliability, and contribute to broader economic development.

    Highlights

    • Safe ongoing operations, with oil production averaging 21.4 mbbls/d(1) – maintaining full year production guidance of 23.0 – 25.5 mbbls/d;

    Q2 2025 Update

    Working interest share production before royalties averaged 21.4 mbbls/d during Q2 2025, a decrease of 10.2% from Q1 2025. Rates reflect the impact of planned downtime and natural declines at Valeura’s larger producing assets, which is consistent with the Company’s business plan. Q2 was anticipated to be the lowest production quarter of the year, and with rates weighted to the second half of 2025, the Company is maintaining its full year production guidance range of 23.0 – 25.5 mbbls/d.

    Oil sales totalled 1.90 million bbls during Q2 2025. The Company recorded a net increase in oil inventory, as measured at the end of the quarter, to a total of 0.93 million bbls at June 30, 2025. In addition, a parcel of 0.24 million bbls of oil was sold just after the end of the quarter, on July 1, 2025.

    Price realisations averaged US$67.95/bbl during Q2 2025, a US$0.67/bbl premium over the weighted average Brent crude oil benchmark. Realised price was down 14% from Q1 2025 given the significant drop in global oil prices.

    Taxes for the Company’s Thai I concession (Jasmine) are due in May of each year for the prior full year, and US$15.8 million was duly paid during the quarter primarily in respect of this asset. Taxes for the Company’s Thai III concessions (Nong Yao, Manora, and Wassana) are due in May and August of each year, however taxable income for the current tax period (2H 2024) was fully offset by tax loss carry-forwards. Given the above, no further tax payments are expected in 2025.

    Despite a relatively low oil price, a full quarter of spending on drilling operations, and scheduled Thai tax payments, Valeura’s cash position at June 30, 2025, was US$241.9 million (with no debt), up slightly from the previous quarter-end. In addition, US$19.6 million in revenue, relating to a lifting on June 25, 2025, was not received until early in July 2025. As a result, this US$19.6 million is not included in the revenue or the Company’s cash balance at June 30, 2025, but will be correctly accounted in the Q2 financials.

    Operations Update
    Production operations are continuing safely on Valeura’s four Gulf of Thailand fields, with no lost time injuries.

    During the quarter, Valeura mobilised its contracted drilling rig to Block G11/48 (Nong Yao, 90% working interest). The drilling campaign is progressing as planned toward its objective of approximately 10 new development wells and is expected to be complete in Q4 2025. The campaign will entail new development wells drilled from each of the three Nong Yao wellhead facilities, and will therefore include the first ever infill development wells on the Nong Yao C platform, which the Company installed in 2024.

    In May 2025, Valeura took a final investment decision on redevelopment the Wassana field in Licence G10/48 (100% interest). The project will entail deployment of a new central processing platform facility on the field, intended to increase production, reduce costs, and create a hub for eventual tie-in of potential additional satellite wellhead platforms. The project is on plan, and moving into its construction phase now. First production is planned for Q2 2027.
