    A dedicated webinar on “The Gap Fund: Supporting Armenian Municipalities Towards Climate Finance” was held on 8 May 2025, marking a significant milestone in the engagement of Armenian cities in climate resilience and disaster risk reduction. Organized by the Global Covenant of Mayors for Climate and Energy (GCoM) partnership with the City Climate Finance Gap Fund — a committed member of the MCR2030 Regional Coordinating Committee — the event brought together municipal representatives, urban planners, and DRR practitioners from across Armenia.

    In collaboration with UNDRR, COM EAST, and the National Platform for DRR in Armenia (ARNAP Foundation), the webinar introduced the Gap Fund’s objectives and application process, providing Armenian municipalities with practical guidance on accessing early-stage technical assistance for low-carbon, climate-resilient projects. The cities were equipped with a better understanding of how to apply for Gap Fund support, what types of assistance and expert guidance are available, and how these resources can help them move from climate ambition to actionable and fundable project pipelines.

    As part of the session, Branka Knežević, Deputy Secretary for Urban Planning and Sustainable Development from the City of Podgorica, Montenegro, shared the city’s experience with the Gap Fund, offering valuable lessons learned and insights into developing successful climate finance proposals. Her contribution helped demonstrate how peer learning can support practical progress at the local level.

    Andrew Bower, Programme Mangement Officer at UNDRR Regional Office for Europe and Central Asia, emphasized the importance of risk-sensitive urban development, reinforcing the MCR2030 vision to build resilient cities through targeted support and partnership. Following the webinar, GCoM and UNDRR will work closely in supporting Armenian cities with their applications to the Gap Fund.

  • MIL-OSI Australia: Fatal Crash – Emerald Springs

    The Northern Territory Police Force are investigating the death of a 58-year-old male involved in a single vehicle crash that occurred last night about 500 metres North of Emerald Springs on the Stuart Highway.

    Around 8:55pm, the Joint Emergency Services Communication Centre received reports of a truck that had collided with a tree. Upon police arrival, initial investigations suggested the driver had hit a bull and veered off the road.

    Investigations remain ongoing with police on scene of the crash.

    The Stuart Highway will be temporarily closed at the crash site for a duration of time this morning as further investigations are conducted, and the vehicle is retrieved.

    The lives lost on Territory roads now stands at 11.

  • MIL-OSI United Kingdom: expert reaction to conference press release about time-restricted eating and weight loss in overweight or obese adults

    A conference press release presented at the European Congress on Obesity (ECO) in Malaga looks at time-restricted eating (TRE) and weight loss in obese adults. 

    Dr Adam Collins, Associate Professor of Nutrition, University of Surrey, said:

    The finding that TRE protocols, whether early, late or self-selected eating windows, lead to weight loss, is consistent with other studies.  What is of interest here is that, strictly speaking, TRE protocols are not prescribed to reduce or restrict calories, just the eating window itself.  Yet inevitably, most people fail to squeeze all of what they used to eat daily into the new window; instead, they change their eating behaviour and end up eating less.  This may manifest as skipping whole meals, such as breakfast when abiding to late TRE windows.  Or omitting snacks and drinks (including alcohol), either between meals or later in the day/evening.  The latter may be significant in early time-restricted protocols.

    “The novelty of this new communicated study is in the follow-up of these participants after 12 months, with the observation that both early and late TRE groups managed to maintain their weight loss.  Interestingly, those who self-selected their window didn’t manage to keep the weight off as successfully.  It is possible that following the more regimented early and late TRE created more sustainable changes in eating behaviour and dietary habits, that remained after the intervention.

    “The originally published study was, I feel, robustly designed, with MRI-derived VAT as the primary outcome.  It is unclear in this follow-up a) how many (i.e. what proportion) of the original participants were measured at follow-up across the different intervention arms.  And b) what outcome measures were assessed (e.g. VAT).  This would be very important for context.

    “One general note of caution on TRE protocols is that altering the opportunities to eat, and potential for meal skipping, may compromise the nutritional adequacy of the diet.  This may be an issue for those whose diet was marginally nutritionally replete to start with.  To this end, we are midway through a study exploring the impact of TRE specifically on eating behaviour and nutritional adequacy of people’s diets.”

     

    Dr Maria Chondronikola, Principal Investigator and Lead for Human Nutrition, University of Cambridge Metabolic Research Laboratories, University of Cambridge, said:

    The research study described in the press release explores the effects of time-restricted eating (TRE) on weight management, a topic that has attracted significant interest attention due to its potential health implications.

    “While the press release provides an overview of the main outcomes of the study, it does not offer sufficient information to fully evaluate the scientific rigor and methodology of this investigation.  This is not surprising given that the summary is intended for a broader audience.  However, this limits the ability to assess the scientific value of the study in detail.  Nevertheless, the findings outlined in the release appear reasonable within the context of existing literature.

    “The 3-month results showing a 3–4% weight loss in response to the different TRE groups align with previous studies in the field.  These results suggest that TRE may have modest effects on weight management.  However, the novel finding in this study is the observation that the early and late TRE groups (but not the TRE group with the self-selected eating window) experienced greater weight loss maintenance over time.  This is an interesting development and warrants further exploration, particularly in how TRE might help individuals sustain weight loss.

    “It is important to note that this study did not include a caloric restriction group, and therefore, its results cannot be directly compared to other weight loss strategies that involve intentional caloric restriction.

    “Furthermore, additional information on participant adherence to the prescribed eating windows is crucial.  Understanding how well participants adhered to the timing of their meals, the level of their caloric intake and whether TRE changed any obesity-related metabolic outcomes would provide valuable insight into the true effectiveness of TRE.

    “In conclusion, while the study’s findings are interesting, more detailed data on study design and compliance rates are needed to fully evaluate the results.”

     

    Prof Alexandra Johnstone, Theme Lead for Nutrition, Obesity and Disease, Rowett Institute, University of Aberdeen, said:

    “Dr Alba Camacho-Cardenosa and colleagues have shared some preliminary comments on their research findings, which are to be presented to peers at an obesity-related conference.  With only the press release to refer to, this limits the scope of this commentary, and I am unable to comment on the robustness of the work.  For example, there are no statistics mentioned in the press release, and it is therefore rather vague to interpret the results.

    “I do, however, look forward to reading the paper when peer-reviewed, as there is a lot of interest in the role of chrono-nutrition and timing of eating as a dietary weight loss tool.  The team present interesting data that support a time-restricted eating approach, as a 16 hour fasting window (with 8 hours eating), with a 12 week intervention period and a one-year follow-up.  The TRE approach was useful to help participants maintain their weight loss.  Aside from looking at their reported percentage weight change, I am interested in how health parameters changed in response to the dietary approaches, and this information is not provided in the press release.

    At approximately 10pm on Saturday the 10th May 2025, a crash occurred on the Bass Highway at Travellers Rest with a West bound Mercedes Benz striking a pedestrian on the highway. The crash scene was attended to by emergency services however the pedestrian, a 28 year old male from Devonport, was pronounced deceased at the scene.
    The driver of the Mercedes Benz submitted to mandatory drug and alcohol testing following the crash.
    Numerous specialised police investigators and forensics attended the crash scene and are investigating the circumstances of the crash and death.

    REDMOND, WA –Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, joined leaders of Sound Transit, Microsoft, and the City of Redmond to celebrate the grand opening of the Downtown Redmond Light Rail Extension.

    The 3.4-mile extension will connect Redmond to Bellevue, adding two new Light Rail stations at Marymoor Village and Downtown Redmond.

    “Redmond has always been a technology leader,” Sen. Cantwell said. “Redmond builds half of the world’s satellites.     The Marymoor Village Station includes a 1,400-stall parking garage and will provide convenient access to concerts and recreational activities at Marymoor Park. The Downtown Redmond Station is close to shopping and dining at Redmond Town Center, as well as new transit-oriented housing in the city’s downtown core. Residents of Downtown Redmond will have just a six-minute commute to Redmond Technology Station at Microsoft headquarters on the 2 Line, and a 19-minute commute to downtown Bellevue. Trains will run every 10 minutes from 5:30 a.m. to 9:30 p.m. seven days a week between the South Bellevue and Downtown Redmond stations.

    Including the East Link Extension, Sound Transit expects to see 43,000 to 52,000 daily riders by 2026. Last summer, opening day ridership on the 2 Line between South Bellevue and Redmond Technology Station saw 35,000 riders; at its peak during the summer of 2024, there were approximately 150,000 total monthly boardings.

    When the full 2 Line opens, it will add the Mercer Island and Judkins Park stations and connect to the 1 Line at the International District/Chinatown Station in downtown Seattle.

    Additionally, Sound Transit has partnered with Bellwether Housing to provide 328 units of affordable housing, active businesses on the ground floors, and space for a community hub at the Overlake Village Station. The project will break ground later this year and will begin accepting residents in 2027. At Marymoor Village Station, a 3.5-acre site adjacent to the station will be the home to future development, which is anticipated to include a large amount of affordable housing units.

    The Downtown Redmond Light Rail Extension was funded in part by a $521 million transit loan through the Transportation Infrastructure Finance and Innovation Act (TIFIA). The subsidized interest rate for TIFIA funding was less than half of what Sound Transit would have gotten otherwise, reducing lending costs on the projects by $200 million to $300 million.  In addition, Sound Transit worked with the U.S. Department of Transportation to refinance five TIFIA loans, including this project, resulting in savings of more than $500 million for the agency.

    Sen. Cantwell is a longtime champion of ongoing investments in Washington state’s light rail system. In April 2024, she joined local, state, and federal leaders to celebrate the grand opening of the new Sound Transit East Link Starter Line, which connected South Bellevue to Microsoft headquarters in Redmond. In August 2024, she joined the community to celebrate the Lynnwood Link Extension connecting Lynnwood, Montlake Terrace, and Shoreline to the Light Rail system.

    NEWARK, N.J. – An Essex County man who claimed to be a pastor of a church in Orange, New Jersey was indicted on April 25, 2025, for sex trafficking, forced labor, and, along with his wife, conspiring to commit forced labor, U.S. Attorney Alina Habba and Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division announced today.

    The indictment, which was unsealed on May 7, 2025, charges Treva Edwards, 60, and Christine Edwards, 63, with conspiracy to commit forced labor. It also charges Treva Edwards with sex trafficking by force, fraud, or coercion and forced labor. Both defendants were arrested on May 7, 2025 and made their initial appearances on May 8, 2025 and were arraigned before U.S. Magistrate Judge André M. Espinosa and were detained.

    According to the indictment and statements made in court:

    Defendants Treva Edwards and Christine Edwards were the founders and pastors of a church they named “Jesus is Lord by the Holy Ghost,” which they operated out of a multi-unit apartment building in Orange, New Jersey, and where they conspired to coax and coerce vulnerable victims to work with no pay.

    Between 2011 and 2020, the defendants identified and recruited victims who were facing struggles in their personal lives, including financial and familial struggles, to join the church and live and worship at the church building. Treva Edwards told the victims that he was a prophet who could communicate directly with God and that disobeying him would result in spiritual retribution from God, as well as physical, emotional, and financial harm.

    The defendants preached to the victims that it was God’s will for them to work, and that members had to perform labor to serve God. The defendants secured labor contracts to provide manual labor in and around Orange, New Jersey, and the defendants dispatched the victims to perform the contracted labor. The defendants did not pay wages to the victims for their work and kept the money earned from their labor.

    The defendants convinced the victims that they would lose favor with God if they did not perform labor. Treva Edwards spread fear among the victims through verbal and emotional abuse and threats of reputational harm, homelessness, hunger, spiritual retribution, punishments, and more hard labor to gain their obedience and compel them to perform unpaid labor. The defendants instituted and enforced strict rules about when and whether the victims could eat or sleep, when and for how long they were to pray and work, and whether they could speak to non-members or leave the church building. The defendants isolated the victims, monitored their communications and whereabouts, and by convincing them that non-members were evil or possessed by the devil. The defendants deprived the victims of sleep, typically fed them only once a day after they completed their work.

    According to the allegations in the indictment, Treva Edwards controlled and subjected one victim to repeated physical and sexual assaults, impregnated her, and instructed her to get an abortion.

    The charge of sex trafficking by force, fraud, or coercion against Treva Edwards carries a mandatory minimum sentence of 15 years in prison and a maximum penalty of life imprisonment. The forced labor charge against Treva Edwards carries a maximum sentence of twenty years or life imprisonment if the government proves at trial that the violation included aggravated sexual abuse. The conspiracy to commit forced labor charge against both defendants carries a maximum sentence of 20 years in prison.

    U.S. Attorney Alina Habba and Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division credited special agents of Homeland Security Investigations Newark, under the direction of Special Agent in Charge Ricky J. Patel and special agents of the U.S. Department of Labor, Office of Inspector General, Northeast Region, under the direction of Special Agent in Charge Jonathan Mellone, with the investigation leading to this indictment.

    This investigation was conducted as part of the U.S. Attorney’s Office for the District of New Jersey’s Human Trafficking Task Force, which was formed in 2025. The Task Force brings together federal and state agencies to collaborate and dedicate resources to combat human trafficking and prosecute human trafficking offenders who endanger the safety of the community. The Human Trafficking Task Force is composed of the U.S. Attorney’s Office, the Federal Bureau of Investigation, U.S. Department of Homeland Security, Homeland Security Investigations, U.S. Department of Labor, U.S. Department of Health and Human Services, Office of Inspector General, and the Internal Revenue Service.

    Water and Sanitation Deputy Minister, Sello Seitlholo, has called for decisive and intensified investment in the water sector to secure Southern Africa’s future in the face of climate change and growing water demands.

    Addressing the Orange-Senqu River Commission (ORASECOM) Climate Resilient Investment Conference in Maseru, Lesotho, on Thursday, Seitlholo underscored the urgent need for resilient water infrastructure and strengthened cross-border cooperation, describing them as critical to the region’s economic development, environmental sustainability, and long-term water security.

    “Water is the foundation upon which our economies, communities, and ecosystems rest. In Southern Africa, it also binds us together across borders. Our shared future demands that we invest boldly and wisely in securing this most precious resource,” Seitlholo said.

    Reaffirming South Africa’s role as a founding and committed member of ORASECOM, Seitlholo noted that the country continues to champion regional cooperation for the sustainable and equitable management of shared water resources.   • MIL-OSI Africa: Operation Vulindlela: Government’s plan to fix municipalities

    The “vicious cycle” of crumbling infrastructure and failing service delivery besetting municipalities is now under sharper focus as the second phase of Operation Vulindlela (OV) kicks off.

    Operation Vulindlela is a joint initiative of the Presidency and National Treasury to accelerate the implementation of structural reforms and support economic recovery. 

    It was originally established in October 2020 with the first phase having zeroed in on reforms in five key areas with a high potential impact on growth and jobs: energy, logistics, telecommunications, water, and the visa system. 

    The second phase of the operation was launched by President Cyril Ramaphosa recently. The launch at the Union Buildings was preceded by a technical briefing conducted by National Treasury.

    At the briefing, Presidency Director of Strategy and Delivery, Saul Musker, explained the impact that municipal under performance has on South Africa’s growth prospects. This in a country that has 257 metropolitan, district and local municipalities.

    “I think it’s widely understood that the deteriorating performance of local government is a major constraint on growth, and you can solve; say the energy supply problem. But if you still have interruptions, because [of] ailing distribution networks or failures in service delivery that affects businesses, it holds back investment. 

    “That decline in local government performance is the result of both particular factors in each municipality, as well as structural causes that have their roots in the system. The local government system itself and the reforms that we proposed in OV2 really aim to address those structural challenges,” Musker explained.
    According to the OV Phase II document, the “deteriorating performance of local government has emerged as a significant constraint on investment and growth.”

    Enhancing local government performance is among the three key reforms introduced by the second phase of OV (the other two being tackling the legacy of spatial inequality and accelerating digital transformation).

    The document notes that an “increasing number of municipalities is affected by weak or unstable governance, poor revenue collection and funding shortfalls, and an inability to deliver basic services or process regulatory approvals.”

    This as Musker added that the “heart of the problem” is a lack of investment in infrastructure and maintenance which impacts service delivery. 

    The document further adds that the reform of the local government system will be prioritised to prevent it from acting as a binding constraint on growth.
    Musker revealed a new model for revenue collection and expenditure for some municipalities that is expected to ensure service delivery and sustainability.

    “The fact that our electricity and water networks, roads and so on are not being maintained, and the investment is falling behind… creates a vicious cycle. Because as the infrastructure deteriorates, revenue declines and the ability to reinvest in those assets declines as well. We’ve got to break that cycle. 

    “And so, the first priority that we’ve set out is to shift to [a] utility model for water and electricity services in future, also for waste management what are otherwise termed ‘trading services’ in local government, to ensure financial and operational sustainability,” Musker said.

    He further explained that because these trading services are fully integrated into most municipalities, revenue collected “instead of being reinvested first in the infrastructure and the assets, is “just sucked into the pool and used for other functions” like the compensation of employees.

    “How do we address that? On the one hand, institutional reforms making sure that these utilities have a single point of management accountability, that they’re actually responsible for the service, and have control of everything that they need to be able to deliver that service with professional and skilled staff. 

    “The second is financing reforms, separate financial accounts for the utility and a clear relationship between the utility and the municipality, which governs the division of revenue so that billing revenue is controlled by the utility, [and that] enough of that revenue is retained to invest in the assets.

    “It does not mean any particular institutional form. So, it doesn’t mean that we need all metros or municipalities to form a corporate sort of business to deliver these services.

    “Some may choose to do so through a municipal owned entity. Others might choose to do a concession or some sort of public-private partnership, [or] others would have a business unit within the municipality. There are many models that could be used, but they need to adhere to those principles.”

    He added that this will also mean that services are provided more professionally with the addition of a “much stronger licensing and regulatory regime”.

    Professionalisation

    Musker highlighted that another priority is the standardisation and professionalisation of the appointment of senior officials in local government.

    “That means ensuring that all municipal managers and CFOs [chief financial officers] meet minimum competency requirements and extending the mandate of the Public Service Commission [PSC] through the PSC Bill, which is already in Parliament, to local government, to be able to actually enforce that properly.”

    This as on 18 March 2025, the National Assembly passed the PSC Bill which aims to regulate the Commission “and enhance its independence by, among others, establishing its secretariat to support its operations.”

    At the time, Parliament said the bill will help position the commission to play a significant role in creating an efficient, innovative, and responsive public service.

    “A key benefit of the Bill is that it will maintain and restore the PSC’s independence, like the institutions outlined in Chapter 9 of the Constitution while adhering to an agreed public administration mandate. The PSC will be recognised as a constitutional institution that reports to Parliament,” it said. 

    Enhancing service delivery

    Musker added that a review of the institutional structure of the local government system through an updated white paper is also in the works.

    “It’s a thorough, comprehensive review of the White Paper on Local Government going back to first principles and really thinking about what a fit for purpose local government system would look like for South Africa. 

    “[This is] including looking at the two-tier system of district and local municipalities, looking at the appropriate powers and functions for municipalities in different categories, [and] looking at the revenue model. 

    “Taking a thorough look, given the evidence that we have since the first white paper was introduced, in reality of what municipalities are capable of and then putting forward a new model and that will be completed by this time next year,” he said.

    Cooperative Governance and Traditional Affairs (CoGTA) Minister, Velenkosini Hlabisa officially published the Review of the 1998 White Paper on Local Government on 10 April with the deadline for public comments set for 30 June 2025.

    The anticipated benefits of the review according to CoGTA are that it will enhance service delivery, strengthen financial management, build capacity and result in the engagement of communities.

    Operation Vulindlela will also look at local government’s funding model, including the “use of conditional grants” and proposing amendments to the Municipal Finance Management Act (MFMA).

    The object of the MFMA is to secure sound and sustainable management of the fiscal and financial affairs of municipalities and municipal entities.

    “All of those reforms are interrelated [and] need to be done together, again to tackle the root causes, the structural causes of local government underperformance,” Musker said.

    While the document states that local government “is in a state of crisis, with 66% of municipalities in financial distress and 64 out of the 257 deemed dysfunctional,” government is cracking the whip to address the issue with the launch of the second phase.
    President Ramaphosa stated that growth is the is the only way to achieve fiscal sustainability and social progress.

    “That is why we will not yield in our efforts to reform this economy, to fundamentally transform it and to remove the constraints on growth. We have established significant momentum,” he said at the launch.

  • MIL-OSI Security: U.S. Attorney’s Office Filed 176 Border-Related Cases This Week

    SAN DIEGO – Federal prosecutors in the Southern District of California filed 176 border-related cases this week, including charges of assault on a federal officer, bringing in aliens for financial gain, reentering the U.S. after deportation, and importation of controlled substances.

    The U.S. Attorney’s Office for the Southern District of California is the fourth-busiest federal district, largely due to a high volume of border-related crimes. This district, encompassing San Diego and Imperial counties, shares a 140-mile border with Mexico. It includes the San Ysidro Port of Entry, the world’s busiest land border crossing, connecting San Diego (America’s eighth largest city) and Tijuana (Mexico’s second largest city).

    In addition to reactive border-related crimes, the Southern District of California also prosecutes a significant number of proactive cases related to terrorism, organized crime, drugs, white-collar fraud, violent crime, cybercrime, human trafficking and national security. Recent developments in those and other significant areas of prosecution can be found here.

    A sample of border-related arrests this week:

    • On May 8, Ismael Castro-Gonzalez, a Mexican national, was arrested and charged with Assault on a Federal Officer and Attempted Entry of a Removed Alien. According to a complaint, two Border Patrol agents were attacked by Castro and others when they attempted to rescue Castro, who was hanging from barbed wire on the border wall with a broken ladder nearby. The agents were pelted with rocks by other immigrants, including one who was sitting atop the wall. One agent grabbed Castro’s right hand and forced him to release the wire. Once he broke Castro’s grip, the agent was able to pull Castro from the wire and take him to the ground, where Castro continued to struggle and attempted to tackle the agent. As they fell to the ground, Castro started reaching for the agent’s gun and collapsible steel baton.  The two agents were able to subdue Castro and arrest him. Castro was previously deported to Mexico on June 29, 2022, through the San Ysidro Port of Entry.
    • On May 6, Rosa Cervantez, a U.S. citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, Cervantez attempted to cross the border in the SENTRI lane at the Calexico West Port of Entry but a Customs and Border Protection officer discovered 36 plastic-wrapped packages hidden in a spare tire well of her car containing 85 pounds of fentanyl and more than 2 pounds of cocaine.
    • On May 7, Salvador Hernandez, a U.S. citizen, was arrested and charged with Importation of a Controlled Substance. According to a complaint, Hernandez attempted to smuggle three pounds of methamphetamine through the pedestrian lanes of the Otay Mesa Port of Entry. Customs and Border Protection officers found three packages concealed in Hernandez’s waistline secured with Saran Wrap.
    • On May 7, Jose Tomas Lopez-Navarro of Honduras was arrested and charged with Attempted Entry after Deportation. According to a complaint, Lopez-Navarro submitted a counterfeit passport to a Customs and Border Patrol officer when asking to be admitted to the U.S. at the San Ysidro Pedestrian East Port of Entry. Lopez-Navarro had been previously removed from the U.S. to Honduras on February 4, 2025.

    Also recently, a number of defendants with criminal records were convicted by a jury or sentenced for border-related crimes such as illegally re-entering the U.S. after previous deportation. Here are a few of those cases:

    • On April 30, Abner Leon-Mote, a Mexican national who was previously convicted of felony Assault with a Deadly Weapon in April 2018, was found guilty by a jury of Attempted Reentry of Removed Alien for again entering the U.S. illegally. Sentencing is scheduled for July 29, 2025 and Leon-Mote faces a maximum sentence of 20 years in prison.
    • On May 5, Omar Laveaga-Flores, a Mexican national who was previously convicted of an illegal entry offense in Arizona in 2022, was sentenced in federal court to 60 days in custody for again entering the U.S illegally.
    • On May 8, Juan Melgoza-Soto and Santiago Alfredo Gonzalez Hara, previously removed Mexican nationals, were sentenced in federal court to 73 days in custody for bringing an undocumented alien into the United States from Mexico.
    • On May 9, Martin Josue Gutierrez, a U.S. citizen, was sentenced to six months in custody for Transportation of Certain Aliens. The defendant had seven undocumented individuals in a truck, including several under a tarp in the bed of the truck, and failed to yield during an attempted vehicle stop by law enforcement.

    Pursuant to the Department’s Operation Take Back America priorities, federal law enforcement has focused immigration prosecutions on undocumented aliens who are engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, or who have active warrants for their arrest. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect the community.

    The immigration cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), Customs and Border Protection, U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Indian citizen charged in multi-million-dollar health care fraud scheme

    Owned lab in Everett, WA that billed Medicare $8.7 million for COVID tests that were never legitimately ordered or performed

    Seattle – An Indian national indicted for health care fraud will make his initial appearance today in U.S. District Court in Seattle, announced Acting U.S. Attorney Teal Luthy Miller. Mohammed Asif, 34, was arrested on April 10, 2025, at Chicago O’Hare International Airport while attempting to board an international flight. Asif is charged with health care fraud and conspiracy to commit health care fraud in connection with the operation of American Labworks LLC, a diagnostic testing laboratory in Everett, Washington. The indictment alleges that Asif conspired with others to bill Medicare for COVID-19 tests and other respiratory illness tests that had not been ordered or performed.

    “Medicare provides critical funding for senior citizens’ health care needs, which makes this type of fraud all the more reprehensible,” said Acting U.S. Attorney Miller. “This case stands as an example of how federal law enforcement is working diligently to protect those critical tax dollars from fraud schemes.”

    According to the indictment and an earlier-filed criminal complaint, the Washington Secretary of State has American Labworks being formed in October 2021 and dissolved in March 2025. Washington Department of Health records indicate that its license as a Medical Test Site expired in December 2023. Asif is listed in filings with the state and with Medicare as the owner and director of American Labworks.

    Claims data from April 2024 to December 2024 show that American Labworks billed Medicare more than $8.7 million for laboratory testing services, including for COVID-19 testing. Medicare paid out over $1.1 million to the lab.

    Between June 2024 and March 2025, Medicare received more than 200 complaints from enrollees and others about American Labworks. Many of these complainants reported that Medicare was billed for testing that was never received. For example, one Medicare enrollee noted that Medicare paid American Labworks $545 for COVID-19 tests in August 2023 and March 2024. But the beneficiary had never had any COVID-19 tests on those dates. Multiple Medicare beneficiaries said they too had seen bills for tests that never occurred. Physicians who had allegedly ordered the tests said they had not sent patients to American Labworks, and many patients said they had never heard of the referring physician listed in the records.

    In some instances, the billing records indicated a beneficiary’s testing date of service occurred after other records indicated the beneficiary was dead. And in other instances, the physician who allegedly referred the patient for testing was dead at the time of the date of service.

    Financial records indicate Mohammed Asif received multiple checks and made withdrawals from the American Labworks bank account, which he controlled. In May 2024, he withdrew $260,000 from the American Labworks checking account. Soon after that Asif, who had been in the U.S. on a student visa, retuned to India. He came back to the U.S. in March 2025 as investigators were unraveling the fraud. Prosecutors and special agents with the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG) and Federal Bureau of Investigation (FBI) moved quickly to draft the criminal complaint and take Asif into custody. A grand jury then returned the indictment of Asif on April 23.

    Asif is alleged to have conspired with other people to accomplish the fraud. Those coconspirators are not named in the criminal complaint or indictment. The government’s investigation is ongoing.

    “By all appearances, there is nothing legitimate about Mr. Asif’s company.” said W. Mike Herrington, Special Agent in Charge of the FBI’s Seattle field office. “Mr. Asif, along with his co-conspirators, used this apparently illegitimate company to fraudulently bill Medicare almost $9 million for tests that were never done. When we receive allegations such as these, the FBI and our partners will aggressively investigate potential fraud against the US taxpayer.”

    “Through this scheme to fraudulently bill Medicare for laboratory testing services never furnished, the defendant diverted taxpayer money that was meant to pay for legitimate medical services,” said Acting Special Agent in Charge Robb Breeden of the U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG). “HHS-OIG will continue to work with our law enforcement partners to hold accountable those who exploit federal health care programs for their own personal gain.”

    Health care fraud and conspiracy to commit health care fraud are punishable by up to ten years in prison and a fine of up to $250,000.

    The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by HHS-OIG and the FBI.

  • MIL-OSI Security: Two Everett residents charged federally for drug distribution activities involving multiple kilos of fentanyl powder

    Seattle – The second of two defendants sought for possession of more than 7 kilos of fentanyl powder appeared today in U.S. District Court in Seattle, announced Acting U.S. Attorney Teal Luthy Miller. Santana Sandoval, 21, appeared on a criminal complaint charging him with possession of a controlled substance with intent to distribute. Co-Defendant Kevin Torres Velasquez, 45, was arrested April 11, 2025, and has been detained at the Federal Detention Center at SeaTac. Sandoval was arrested in the Western District of Virginia on April 24, 2025, and was delivered to the Western District of Washington today. He too remains detained at the federal detention center at SeaTac.

    According to the criminal complaint, Sandoval came to the attention of law enforcement in early 2025 as someone distributing fentanyl in the King and Snohomish County areas.  Law enforcement worked with a confidential source to purchase fentanyl from Sandoval.

    Law enforcement traced Sandoval to an Everett apartment and on January 24, 2025, agents and officers from the Seattle Police Department, Drug Enforcement Administration (DEA), and Homeland Security Investigations (HSI) served a search warrant on the apartment. In addition to the 7 kilos+ of fentanyl powder, they found cocaine, methamphetamine, scales, and more than $12,000 in cash.

    On the day of the search the men were arrested on state charges. They were released from the Snohomish County Jail, and law enforcement located them for the federal arrest weeks later.

    The charges contained in the criminal complaint are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

    The case is being investigated by the Seattle Police Department, DEA and HSI.

  • MIL-OSI Security: Cazenovia Man Charged with Wire Fraud and Aggravated Identity Theft

    SYRACUSE, NEW YORK – Dean Dellas, age 40, of Cazenovia, New York, was arraigned Tuesday in federal court on charges of wire fraud and aggravated identity theft, announced United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI).

    According to the indictment, beginning no later than June 2021 through November 2023, Dellas acted as a financial advisor for the investment accounts of clients in the Syracuse area. The indictment alleges that Dellas fraudulently induced those clients to sign paperwork that authorized Dellas to take advisor fees from their accounts well in excess of what they actually agreed to. For other accounts, Dellas fraudulently induced the clients to sign paperwork granting him trading and withdrawal authority over their accounts, according to the indictment. This account-opening paperwork misrepresented Dellas’s relationship to the clients and falsely stated that Dellas received no compensation for providing investment advice. The account-opening documents that Dellas induced the client to sign also falsely stated that the client wanted to engage in high-risk forms of investment, according to the indictment. To conceal the fraud, Dellas allegedly took steps to conceal account statements from his clients and at times impersonated clients in communicating with brokerage firms. According to the indictment, Dellas stole approximately $642,000 from his victims through unauthorized withdrawals and advisor fees.

    The charges in the indictment are merely accusations. The defendant is presumed innocent unless and until proven guilty.

    Dellas was released pending a trial to be scheduled later this year before Chief United States District Court Judge Brenda K. Sannes.

    The wire fraud charges filed against Dellas carry a maximum sentence of 20 years in federal prison and a fine of the greater of $250,000 or twice any gain or loss determined by the court. The aggravated identity theft charges carry a sentence of 2 years’ federal prison consecutive to any other term of imprisonment imposed. The charges also carry a term of supervised release of up to 3 years.  A defendant’s sentence is imposed by a judge based on the particular statute the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors.

  • MIL-OSI Security: Salina Sex Offender Indicted for Possessing Child Pornography

    SYRACUSE, NEW YORK – Kenneth Martin, age 69, of Salina, New York, was arraigned last week on an indictment charging him with possession of child pornography. United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement.

    According to the indictment, Martin knowingly possessed an electronic device containing numerous graphic image and video files of children being sexually abused. This conduct follows Martin’s 2020 conviction in Onondaga County Court for Possessing a Sexual Performance by a Child. The charge in the indictment is merely an accusation. The defendant is presumed innocent unless and until proven guilty.

    The charge filed against Martin carries a mandatory minimum sentence of 10 years and maximum sentence of 20 years in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life, and mandatory sex offender registration.  A defendant’s sentence is imposed by a judge based on the particular statute the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors.

    The FBI is investigating this case with assistance from the Onondaga County Sheriff’s Office and the New York State Police. Assistant U.S. Attorney Jessica N. Carbone is prosecuting the case as part of Project Safe Childhood.

    MINSK, May 10 (Xinhua) — Belarus celebrated the 80th anniversary of the Victory in the Great Patriotic War in a colorful manner. Traditionally, on May 9, the capital and all regions of the country host numerous entertainment and sports events. Citizens honor veterans, lay flowers at monuments, and participate in patriotic events. For Belarusians, this is a special day of remembrance for the heroes and victims of the war. In 1941, the country, being part of the USSR, was the first to bear the brunt of the Nazi invaders, suffering horrific losses – every third person died.

    The most striking event of this festive day in Belarus was the military parade in Minsk. As planned, it began at the stele “Minsk – Hero City” at 20:30 local time. The speech was given by the President of Belarus Alexander Lukashenko.

    “This is the victory of valiant warriors – Red Army soldiers, partisans, underground fighters and home front workers. This is the victory of the Soviet people, the people who liberated us from Nazism. On May 9, 1945, the sky was lit up by the first holiday fireworks. A peaceful life began, in which we tirelessly count the years and days of the events of the Great Patriotic War. For 80 years now, we have been celebrating the victory, remembering the heroes and bowing our heads before the fallen. We are holding a parade in honor of those who did not flinch and fought courageously,” the head of the Belarusian state emphasized.

    In his speech, A. Lukashenko also called on politicians, leaders and peoples of Western countries to remember the lessons of the Great Patriotic War and especially noted that Belarus’s peaceful rhetoric should not be misunderstood. “Yes, we call for peace. Yes, we want with all our hearts to stop all wars and conflicts on the planet. But we have done and will do everything necessary and even more to strengthen the country’s defense potential, maintain the combat readiness of the armed forces at a level that reliably ensures the protection of the sovereignty and territorial integrity of the Belarusian state,” he said.

    After the President’s speech, the parade began, in which about 4 thousand servicemen took part. The parade units included Belarusian servicemen from the Ground Forces, the Air Force, the Special Operations Forces, the Border Service, as well as representatives of the Ministry of Emergency Situations of the country, the Investigative Committee, and military educational institutions. Units from Azerbaijan, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan took part in the foot parade.

    At the invitation of the Ministry of Defense of Belarus, a 54-member ceremonial unit of the Honor Guard of the People’s Liberation Army of China (PLA) took part in the parade in Minsk. Spectators greeted the Chinese military with thunderous applause as they marched in a clear and coordinated step in front of the stands. Ceremonial units of the PLA have already taken part in parades in Belarus three times by invitation (in 2018, 2019 and 2024).

    The parade in Minsk also featured over 220 units of military equipment. Among them were T-72B3 tanks, BMP-2 infantry fighting vehicles, BTR-82A and BTR-70 armored personnel carriers, and 122-mm 2S1 Gvozdika self-propelled artillery units. The parade crews also included Polonez multiple launch rocket systems, Iskander operational-tactical systems, and S-400 Triumph long- and medium-range anti-aircraft missile systems.

    Combat helicopters and aircraft of the Air Force and Air Defense Forces of Belarus and the Aerospace Forces of Russia flew over the spectators in the sky in eight groups. Among them were Mi-8 and Mi-35 helicopters, Su-25, An-26, Yak-130 aircraft.

    A special element of the military parade was its historical part. The cavalry of the war years, ceremonial officers with rifles and battle flags marched in front of the stands. The audience also highly appreciated the bright performance of the honor guard company of Belarus. The finale of the military parade featured a theatrical episode “We Will Live”, dedicated to the events of the war years. 1,250 people danced the Victory Waltz at the parade. After the show, a festive salute thundered.

    Chinese student Li Tingwei, who is studying in Belarus, shared his impressions of the parade. “I am very glad that I had the opportunity to watch the military parade. Victory Day is a tribute to the history of the country and a demonstration of respect for it. The parade showed that the Belarusian people honor history and cherish peace.     Erie, Pa. and Hartford, Conn. share much in common — snowy winters, growing technology sectors and, like many other communities across the nation, a pressing need for more affordable homeownership opportunities. 

    In cities like Erie and Hartford — which we proudly represent in Congress — as well as dozens of other older industrial cities, we’re witnessing block after block of aging homes deteriorating within a stone’s throw of burgeoning commercial districts. In east Erie, nearly 20 percent of properties are classified as being in poor or unsound condition, with another 37 percent showing the beginnings of disinvestment or neglect.

    The intertwined issues of blight, vacancy and an aging housing stock are not unique to older northeastern cities. They represent a truly national crisis, affecting cities from St. Louis and Detroit to Fresno and Jacksonville, from Baltimore to Birmingham and Charlotte. These challenges hit particularly hard in rural communities that have been suffering with outmigration and years of disinvestment.  

    Simultaneously, the U.S. is vastly underproducing housing. By some estimates, there is a shortage of 4 million homes. With construction costs on the rise and mortgage rates still high, it is exceedingly difficult to build homes that are affordable for lower- and middle-income families.

    The cost of inaction is severe for American families and local economies everywhere. Many families find it challenging to secure a home they can afford to buy, making it harder to build wealth. Moreover, existing homeowners often face extensive repair needs. In order to reverse the United States’ declining homeownership rate, we must build new homes that Americans can afford to own and make repairs to existing housing across the country.

    That’s why we proudly lead the Neighborhood Homes Investment Act in Congress. This bipartisan legislation would create a new tax credit to bridge the gap between the cost of building or repairing a home and the home’s value once it is built. By addressing this “value gap,” developers would be incentivized to build and renovate tens of thousands of homes annually in struggling urban and rural communities, helping to revitalize these areas while making homeownership accessible for many first-time homebuyers. 

    Our Neighborhood Homes proposal also utilizes a successful public-private partnership model to target communities in the greatest need, especially rural areas and those with high poverty rates. By partnering with the private sector, our bill could result in 500,000 new or rehabilitated homes over the next decade, while also creating good-paying jobs in construction and related industries.

    As Congress prepares tax legislation for 2025, we have a rare opportunity for bipartisan action to address our affordable housing crisis and narrow our country’s staggering homeownership gap. The need to keep our neighborhoods safe, vibrant and economically robust transcends party lines.     New details about the crust on Venus include some surprises about the geology of Earth’s hotter twin, according to new NASA-funded research that describes movements of the planet’s crust.
    Scientists expected the outermost layer of Venus’ crust would grow thicker and thicker over time given its apparent lack of forces that would drive the crust back into the planet’s interior. But the paper, published in Nature Communications, proposes a crust metamorphism process based on rock density and melting cycles.
    Earth’s rocky crust is made up of massive plates that slowly move, forming folds and faults in a process known as plate tectonics. For example, when two plates collide, the lighter plate slides on top of the denser one, forcing it downward into the layer beneath it, the mantle. This process, known as subduction, helps control the thickness of Earth’s crust. The rocks making up the bottom plate experience changes caused by increasing temperature and pressure as it sinks deeper into the interior of the planet. Those changes are known as metamorphism, which is one cause of volcanic activity.
    In contrast, Venus has a crust that is all one piece, with no evidence for subduction caused by plate tectonics like on Earth, explained Justin Filiberto, deputy chief of NASA’s Astromaterials Research and Exploration Science Division at NASA’s Johnson Space Center in Houston and a co-author on the paper. The paper used modeling to determine that its crust is about 25 miles (40 kilometers) thick on average and at most 40 miles (65 kilometers) thick.
    “That is surprisingly thin, given conditions on the planet,” said Filiberto. “It turns out that, according to our models, as the crust grows thicker, the bottom of it becomes so dense that it either breaks off and becomes part of the mantle or gets hot enough to melt.” So, while Venus has no moving plates, its crust does experience metamorphism. This finding is an important step toward understanding geological processes and evolution of the planet.
    “This breaking off or melting can put water and elements back into the planet’s interior and help drive volcanic activity,” added Filiberto. “This gives us a new model for how material returns to the interior of the planet and another way to make lava and spur volcanic eruptions. It resets the playing field for how the geology, crust, and atmosphere on Venus work together.”
    The next step, he added, is to gather direct data about Venus’ crust to test and refine these models. Several upcoming missions, including NASA’s DAVINCI (Deep Atmosphere Venus Investigation of Noble gases, Chemistry, and Imaging) and VERITAS (Venus Emissivity, Radio Science, InSAR, Topography, and Spectroscopy) and, in partnership with ESA (European Space Agency), Envision, aim to study the planet’s surface and atmosphere in greater detail. These efforts could help confirm whether processes like metamorphism and recycling are actively shaping the Venusian crust today—and reveal how such activity may be tied to volcanic and atmospheric evolution.
    “We don’t actually know how much volcanic activity is on Venus,” Filiberto said. “We assume there is a lot, and research says there should be, but we’d need more data to know for sure.”

  • MIL-OSI Economics: Senegal Launches PAVIE II to empower women and youth, drive food security

    Senegal has officially launched the second phase of the Project for Support and Promotion of Women’s and Youth’s Entrepreneurial Initiatives (PAVIE II) at the Grand Théâtre National in Dakar.

    The initiative, with a budget of €163.449 million, aims to create 92,633 jobs, empower women and youth, and advance Senegal’s food sovereignty under the “Sénégal 2050” national development strategy. The launch took place on Wednesday 8 May in the Senegalese capital.

    The Prime Minister of the Republic of Senegal, Ousmane Sanko emphasized the project’s strategic importance: “This initiative is more than a program; it is a vision for a bold Senegal, driven by the creativity of its entrepreneurs and the energy of its youth and women. PAVIE II will be a cornerstone of our National Transformation Agenda, fostering sovereignty in food, industry, and technology.”

    He outlined two main objectives – positioning Senegal as a hub for entrepreneurial development in West Africa and creating quality jobs by empowering wom,en and youth across the country. The Prime Minister highlighted that 58% of the targeted 51,212 entrepreneurial initiatives will be led by women and 56% by youth.

    Dr. Akinwumi Adesina, President of the African Development Bank Group who led the African Development Bank Group delegation to the event, highlighted the transformative potential of PAVIE II.

    “The future is very bright for innovative young entrepreneurs in Africa. This project demonstrates Senegal’s leadership in creating the enabling environment for sustainable job creation and economic resilience,” he added.

    Aïda Mbodj, General Delegate of the Delegation for Rapid Entrepreneurship of Women and Youth (DER/FJ), expressed pride in reaching this milestone. “The vision of President Bassirou Diomaye Diakhar Faye, with his commitment to the empowerment of youth and women and to the development of our territories, forms the foundation of our actions.”

    PAVIE II builds on the success of its first phase, which supported 24,000 entrepreneurial initiatives, created over 93,000 jobs, and mobilized €100.6 million in funding, including €33.5 million from private banks. The new initiative introduces key improvements, including complete digitalization of all business processes, enhanced territorial support through localized mechanisms, and focused economic empowerment in underserved areas.

    The impact of the support provided by the Delegation for Rapid Entrepreneurship was exemplified by Tahibou Ba, a rice farmer and PAVIE beneficiary, who shared, “Thanks to the financing from DER, I started with one hectare; today, I am at 300 hectares.” His story underscores the program’s role in transforming small-scale initiatives into thriving enterprises that contribute to national food security.

    The project’s €163.449 million budget allocates €91.463 million to job creation and agricultural production and €45.732 million to support innovative small and medium-sized enterprises and digital solutions. Funding partners include the African Development Bank, contributing €74.564 million (€73.723 million loan and €0.841 million grant from the Affirmative Finance Action for Women in Africa initiative), €25 million from the French Development Agency, €25.773 million from private banks, and €38.112 million from the Government of Senegal.

    The African Development Bank is a key development partner in entrepreneurship initiatives in Senegal, with significant financial contributions to both phases of the project. The Bank’s investment aligns with its Ten-Year Strategy (2024-2033), which focuses on investing in young people, as well as with Senegal’s National Development Strategy (2025-2029).

    The one-day program featured keynote addresses, panel discussions on food sovereignty and digital innovation, testimonials from beneficiaries of the first phase, and an exhibition showcasing agricultural and technological solutions. The project’s strategic partnerships with private banks underscore its commitment to public-private collaboration.

    Combined with its first phase, the PAVIE program is expected to generate a total of 185,633 direct and indirect jobs across Senegal, with 40% allocated to women and 70% to young people.

         On May 17 (Cairo time), Ms Lau will visit Cairo to connect with global Egyptian businesses eager to establish operations in Hong Kong to seize Asia-Pacific opportunities. As Alaska struggles with Missing and Murdered Indigenous Women and Girls cases and fentanyl-related deaths, Director Kash Patel pledged to make Alaska a priority as the Bureau addresses these life-and-death matters.

    Murkowski: Director, good morning. This a week that a lot of Alaskans are paying attention to. Monday was the day that we recognize Missing and Murdered Indigenous Women and Girls Awareness day. I’ve just been going through the morning clips, not while you have been testifying of course, but this morning. And there’s accounts in Anchorage, Juneau, and Fairbanks, and marches in Nome, all recounting very painful stories that families have endured, of their family members who have gone missing, where law enforcement just was not present for a host of different reasons. You and I talked about this prior to your confirmation and it is something that I have been working on for a period of years now. We have made some good progress under the first Trump Administration. There was a focus called ‘Operation Lady Justice’ and now I am pleased to see that we have this expanded to what you’re calling ‘Operation Not Forgotten,’ to look into unresolved violent crimes in Indian Country including cases involving missing/murdered indigenous persons.
    I am looking critically at the budget here and wondering if you can share with me how the budget requests, or what we have of it at this point in time, will support this expansion of ‘Operation Not Forgotten’. I need to be able to give folks back home the comfort that they need to know that these cases that have gone cold, for not just months and years, but decades, will not be dropped. That that push for closure will continue. What can you share with me this morning?
    Patel: Senator, I greatly appreciate you highlighting and being a champion of crimes on Indian Country. And just this week I was the first FBI Director in U.S. History to sit down at the Department of the Interior with the Tribal leaders at the STAT level. I also met privately with the parents of Emily Pike, who was tragically butchered on a reservation in Arizona and her parents asked me to find the remaining pieces of her body that have not been returned. She is a 14-year-old girl, she is still missing her arms, they only have her torso. What I told them, and what I hope you take back to Alaska and what the rest of the tribal community hears, is that every crime in this country will be treated equally. Those that happen on Indian Country and those that are happening to Native Americans are just as horrific as those happening in the rest of America. We’ve already prioritized resources in our state level task forces to address these matters. And I asked the staff to allow FBI agents onto reservations on a more regular basis and engage with them directly. I also invited the community leaders to nominate a law enforcement officer from one of the tribal jurisdictions to sit with me at the Hoover Building in the FBI so that we have a direct engagement with the community. So, we are, just one highlight, I think in Wind River, we executed an operation that took down, I can’t remember how many dozens of pounds of fentanyl that was heading to an Indian reservation. So, you have my commitment that we will not forget it.
    Murkowski: Well thank you for that broader commitment. As you know of, course, we don’t have reservations in Alaska, we don’t have the same type of tribal law enforcement presence. So, some unique aspects of it. My understanding is the Alaska field office in Anchorage, along with the two satellite offices that we have, one in Fairbanks and one in Juneau, they have one FBI Victim Service Coordinator to communicate with these families. This has been part of the problem. It’s radio silence out of the agency. They don’t know whether a case is being pursued, they hear nothing. So, I would ask that you look, as you’re looking at your budget, to make sure that the FBI does include support for Victim Service Coordinators on this. It’s a gap that is missing right now.
    Very quickly, we also talked about the fentanyl crisis in Alaska. We are the one state that tragically is going the wrong way when it comes to fentanyl deaths. We had a 40% increase in fentanyl deaths in 2023. You had indicated that you would be doing aggressive work here. We need to be doing more and I’ve shared that it ought to be easier intercept drugs that are coming into Alaska because they come in by air plane, they come through the mail, and they occasionally come in by boat. Maybe a little bit driving across through the border. But we’ve got the ability to do the interception and right now our numbers are not going down. I just ask for your continued commitment with this. We are seeing FBI partnering with ICE for arrests and detentions of immigrants in Alaska. Folks are asking me, “are we using FBI resources?” Redirecting them from the fentanyl crisis to perhaps perusing that have been targeted immigrants even though they aren’t violent criminals. So, I’d love to have further conversations with you on some of these Alaska specifics, but we have got to start turning that corner on fentanyl.
    Patel: Yes, ma’am, and I think you know this: we are sending a plus up to Alaska in part of this movement out to the field and we will look to address those specific issues, and I will work with you and your office to make sure that Alaska is not forgotten and that we emphasize it.
