    Strengthening U.S. Capabilities in Computing and Innovation

    Chairman Cruz, Ranking Member Cantwell, and Members of the Committee,

    Thank you for the opportunity to testify on the critical issue of artificial intelligence. I am Brad Smith, the Vice Chair and President of Microsoft Corporation.

    AI has the potential to become the most useful tool for people ever invented. Like the general purpose technologies that preceded it, such as electricity, machine tools, and digital computing, AI will impact every part of our economy. It will shape not just how we work and live, but how we compete, prosper, and stay secure as a nation between now and the middle of this century.

    The notice for this hearing aptly refers to an “AI race.” I would like to talk today about what is needed to win this race.

    The AI race involves both technology and economics. It requires both innovation and diffusion. It is both a sprint and a marathon. The country can win a lap but lose the race if it fails to bring together all the ingredients needed for success.

    It is a race that no company or country can win by itself.

    To win the AI race, the United States will need to support the private sector at every layer of the AI tech stack. The nation will need to partner with American allies and friends around the world.

    In my testimony today, I will focus on three strategic priorities where this Congress and the federal government will make a difference.

    First, the country must win the AI innovation race. This will require massive datacenters and AI infrastructure that need federal support to expand and modernize the electrical grid on which they depend. The country must recruit and train skilled labor like electricians and pipefitters that are in short supply. We all must summon the best of our researchers at national labs and universities, supported by federal basic research programs and partnerships that have become the envy of the world. We will need to continue to excel in moving innovative ideas from academic labs into companies and new products. And we will need to support AI developers with open and broad access to public data.

    Second, the nation must win the AI diffusion race. This will require that we promote broad AI adoption that will enable productivity growth across every sector of the economy. More than anything, this requires new initiatives to promote the AI skilling of the American workforce. This will involve basic AI fluency in our schools and new AI training programs in our community colleges. It will also include advanced AI education that will represent the next generation of computer science degrees, organizational skills that will be mastered in the country’s business schools, and new courses in the nation’s law schools. When combined, these will enable companies, non-profits, and government agencies alike to put AI to effective use. Governments at the federal, state, and local levels can then help accelerate this diffusion by adopting AI services to improve the effectiveness and efficiency of the services they provide to the public.

    Third, the United States must export AI to American allies and friends. No company or country is so powerful that it can master the future of AI without friends. The United States and China are competing not only to innovate but to spread their respective technologies to other countries. This part of the race likely will be won by the fastest first mover. The United States needs a smart export control strategy that protects our national security while assuring other countries that they will have reliable and sustained access to critical American AI components and services. Perhaps as much as anything, this requires that we collectively sustain international trust in our products, our companies, and the country itself.

    AI as a General Purpose Technology

    Economists sometimes put technologies into two categories, general purpose technologies and single-purpose tools. Most things in the world are single-purpose tools, like a smoke detector or a lawn mower. They do one thing very well. But over the course of history, certain so-called general purpose technologies impact and sometimes even redefine almost every sector of the economy. Electricity is the prototypical example, because when you think about it, electricity changed the way every economic sector works.

    The key to mastering the future of AI starts in part by understanding the role technology has played in the past. The past three centuries have brought the world three industrial revolutions, each driven by these general purpose technologies. First, it was iron working in the United Kingdom, starting in the 1700s. And then it was electricity and machine tools in the 1800s, when the United States overtook the United Kingdom by putting these technologies to work more broadly than any other country. And then there was the third industrial revolution during the last 50 years, driven by computer chips and software.

    Without question, being a global leader in advancing a general purpose technology gives a country a major edge. But one lesson of history is that the countries that benefit the most and advance the fastest are not necessarily the countries where the technology is invented. Rather, it’s where the technology is diffused – or adopted – the most quickly and broadly. This is for good reason. If a technology improves productivity and changes every part of an economy, then the country that uses it the most broadly and quickly will benefit the most.

    This both frames and defines the AI opportunity and challenge for the United States. As a nation, we need to focus both on advancing innovation and driving diffusion, both domestically and as a leading American export.

    The AI Tech Stack

    The key to driving both innovation and diffusion is to recognize that AI, like all general purpose technologies, is built on what we in the industry call a tech stack – a stack of technologies that are used together. This is true for every great general purpose technology. You can see this, for example, if we go back in time and think about electricity. Thomas Edison first succeeded in 1878 in using electricity to light a lightbulb. But the illumination of lights across a city quickly required the construction of power plants, the fuel to run them, the creation of an electrical grid, the standardization of circuits, and a wide range of electrical appliances beyond the lightbulb itself. In short, a tech stack for electricity.

    Artificial intelligence similarly is built on an AI tech stack. Fundamentally, it is divided into three layers, infrastructure, the platform layer, and applications. You can see this illustrated below.

    The infrastructure layer is massive. Microsoft is spending more than $80 billion this fiscal year on the capital investment needed for this layer, with more than half this amount being spent in the United States. This goes to buying land, investing in electricity and broadband connectivity, procuring chips like GPUs, and installing liquid cooling. These lead to the construction of datacenters – or often datacenter campuses with many buildings with potentially hundreds of thousands of computers. This infrastructure supports both the training of new AI models and their deployment, so they can be used for AI-based services around the world.

    On top of this infrastructure, there is the platform layer. The heart of this layer consists of AI foundation models, including frontier models created by companies like OpenAI, as well as open source and other models from a wide variety of other firms – including Anthropic, Google, Mistral, DeepSeek, and Microsoft itself. The platform layer relies on data to train and ground models. And it includes a new generation of software-based AI platform services that are used to help build AI applications.

    Ultimately, both the infrastructure and platform layers support the applications layer. These are devices and software applications that use AI to deliver better services to people. ChatGPT and Microsoft’s Copilot are both examples of AI applications. One of the amazing things about the applications layer is it’s not just companies – large or small or established or startup – that are creating AI applications. It’s everybody. It’s researchers using new AI-infused applications to change drug discovery. It’s non-profits changing the way they deliver services. It’s teachers using AI as a tool to improve the way they prepare material for a classroom. It’s governments making everything from the filing of a tax return to the renewal of a driver’s license easier and more efficient.

    To build a new AI economy, it’s critical to get all three of these layers working and to get a flywheel turning across the ecosystem. It’s essential to build the infrastructure layer so people can develop and deploy the models at the platform layer. It’s essential to use the AI models so that people will build the applications on top of them. And it’s essential for customers to adopt the applications, so the market can grow, and drive increased investment to expand the infrastructure further. The process repeats itself. This is how a new economy is born.

    Success Requires an Entire Ecosystem

    The flywheel effect makes clear that success requires not only national progress at one layer of the tech stack, but at every layer. That is what the private sector currently is pursuing in the United States better than in any other country. And it’s what this Congress and the Executive Branch can help support with a strategy that promotes both AI innovation and diffusion up and down this stack.

    National AI leadership requires not only success by a few companies, but by many. Today’s panel, involving leading firms such as OpenAI, AMD, CoreWeave, and Microsoft, reflects important slices of the new AI economy. The AI economy requires a multifaceted and integrated ecosystem that includes “Big Tech” and “Little Tech,” startups and more established firms, open source and proprietary developers, suppliers and customers, firms that create data and firms that consume it, all working together. Governments as both regulators and leading AI adopters have critical roles to play.

    Commentators sometimes focus on the tensions between different participants in this tech ecosystem. These deserve attention. What’s often overlooked is that the different participants also depend on each other. And this means that the different contributors to the AI ecosystem all need to be healthy.

    A large technology company like Microsoft has a unique opportunity – and responsibility – to partner with and support the participants at every level of the tech stack. We strive to advance not just innovation but an economic architecture, business models, and responsible practices that will help grow the AI market on a long-term basis. Not just for the United States, but the country’s friends and allies.

    Winning the Innovation Race

    Although the AI economy is being built mostly by the private sector, government policies and initiatives need to play a critical role. This starts with work needed to help fuel innovation. A few areas deserve particular attention in this hearing.

    Power the growth of datacenters

    Just as you can’t have reliable electricity in your home without a powerplant, you can’t have AI without datacenters and AI infrastructure. And these datacenters require a vast supply chain to construct and large amounts of electricity to operate.

    America’s advanced economy relies on 50-year-old infrastructure that cannot meet the increasing electricity demands driven by AI, reshoring of manufacturing, and increased electrification. The United States will need to invest in more transmission and energy resources, onshore our supply chains, and modernize our electric grid to support forecasted increases in electrical loads. Microsoft is investing in these areas itself.

    We urge the federal government to streamline the federal permitting process to accelerate growth in all these areas. The current federal permitting processes often involve multiple agencies and complex, unpredictable, multi-year reviews. This hinders progress. The federal government should take immediate steps to establish reliable, reasonable, and transparent timelines for permitting decisions. This can also be done by standardizing federal permitting processes and designating a lead agency to shepherd the permits through the process. Further, the permitting agencies should utilize AI and digital tools to improve timelines and transparency for applicants and ensure the permitting agencies have quick access to information to assist them in their review and decision-making process.

    We were pleased to see President Trump’s recent Executive Order, “Updating Permitting Technology for the 21st Century,” directing agencies to make maximum use of technology in the environmental review and permitting process. The Congress should also look to the Federal-State Modern Grid Deployment Initiative as a proven program that can be leveraged to deliver results.

    This is just the start of what is needed to modernize and expand America’s energy grid. We need to recognize that new investments in the grid are just as important today as they were a century ago, when the United States led the world in private and public sector support for electricity.

    Grow the AI Infrastructure workforce

    Perhaps the single biggest challenge for data center expansion in the United States is a national shortage of people – including skilled electricians and pipefitters. Electricians, for example, are essential to datacenter construction, installing a complex system of electrical panels, transformers and backup power systems. We have hired thousands of electricians across the country, including in Arizona, Georgia, Virginia, Washington, and Wisconsin. But the United States doesn’t have enough electricians to fill the growing demand. We estimate that over the next decade, the United States will need to recruit and train half a million new electricians to meet the country’s growing electricity needs. We need a national strategy to ensure we meet this opportunity for American workers.

    These are good jobs that will provide great long-term careers for people across the country. We recommend making existing federal education and training funds, as well as tax incentives, available to scale up these opportunities. These could include targeting current federal apprenticeship investments in regions that have identified major AI infrastructure initiatives and supporting existing training centers to quickly increase the number of registered apprenticeships focused on electricians.

    We commend President Trump’s recent Executive Order, “Preparing Americans for High-Paying Skilled Trade Jobs of the Future,” for highlighting the importance of skilled trades in the building of AI infrastructure and for paving the way to meet this moment. As federal agencies work to implement the order, it will be critical that industry forecasters and union training centers work together to maximize impact.

    Ultimately, we need new steps at every level of government and in communities across the country. For example, we need to do more as a nation to revitalize the industrial arts and shop classes in American high schools. This should be a priority for local school boards and state governments. Similarly, the nation’s community colleges will need to do more to support a national initiative to help train a new generation of skilled labor, including electricians and pipefitters.

    Invest in AI research and development

    To uphold America’s position as a global scientific leader, it is imperative to enhance federal investment in fundamental scientific research. The United States boasts a storied history of employing public-private partnerships. The decisions made decades ago to publicly fund research infrastructure and provide financial support to talented scientists and entrepreneurs paved a pathway to American technological leadership. Through federal, state and local government initiatives, investments were made in regional economies and programs, betting on the ingenuity of the American people. Notable incubators of the 20th  century – such as Bell Labs and the network of federal national laboratories – were the result of deliberate efforts to unite industry, government, and academia to propel scientific advancement. We must deploy a similar strategy today for AI and quantum technologies. Investments in these areas are critical to advancing the development of innovative technological solutions that address complex global challenges.

    To outcompete nations like China, which have significantly boosted their research and development (R&D) investments, the United States must accelerate strategic investments in scientific research for future technologies. Experts predict China will continue to invest substantial resources in next-generation technologies such as AI, advanced manufacturing, clean energy, quantum computing, and semiconductors over the next decade.

    Since the Second World War, America’s technological innovation has been driven by R&D based on two critical ingredients that the rest of the world has both studied and envied. The first is sustained support for basic research. While a few tech companies invest substantial sums in basic research, as we do through Microsoft Research (MSR), most world-leading basic research is pursued by academics at American universities, often based on funding from the National Science Foundation and other federal agencies. Driven by curiosity rather than a profit motive, this research often leads to unexpected but profound discoveries that are published publicly.

    The second ingredient is a sustained commitment to investments in product development by companies of all sizes. The United States, more than any other country, has mastered the process of moving new ideas quickly from universities to the private sector. This success rests on healthy investments in both R and D, recognizing that basic research is often publicly funded and typically in universities, while product development is robustly and privately funded through companies. It’s the combination of the two that makes American R&D so successful.

    In 2019, President Trump approved an executive order designed to strengthen America’s lead in artificial intelligence. It rightly focused on federal investments in AI research and making federal data and computing resources more accessible. Six years later, the President and Congress should expand on these efforts to support advancing America’s AI leadership. More funding for basic research at the National Science Foundation and through our universities is one good place to start.

    Ensure public data is open and accessible

    Data is the fuel that powers artificial intelligence. The quality, quantity, and accessibility of data directly determines the strength and sophistication of AI models. While the internet has been a major source of training data, the federal government remains one of the largest untapped sources of high-quality and high-volume data. Yet today, many of these datasets are either inaccessible or not usable for AI development.

    By making government data readily available for AI training, the United States can significantly accelerate the advancement of AI capabilities, driving innovation and discovery. Opening access to these datasets would allow for the analysis of themes, patterns, and insights across broad datasets, propelling the country to the forefront of global AI development.

    Importantly, accessible public data levels the playing field. It empowers not only large companies but startups, academic institutions, and nonprofits to train and refine AI models. This fosters a more competitive and inclusive AI ecosystem, where innovation is driven by ideas and ingenuity – not just proprietary data.

    In comparison, countries like China and the United Kingdom are already investing heavily in their data resources, recognizing the economic and strategic value of national-scale data management. China’s comprehensive system to manage datasets as a strategic resource and the UK’s National Data Library underscore a growing global trend of treating data as a common good for economic competitiveness.

    Winning the AI Diffusion Race

    History teaches us that the true impact of a general-purpose technology is not measured solely by the caliber of its leading inventions, but by how quickly, widely, and effectively these are adopted across society. But the reality is that technology diffusion takes time, investment, partnerships, and sound public policy.

    The history of electricity offers an important insight for AI. Once Thomas Edison proved in 1878 that electricity could power a lightbulb, why would anyone choose to sit at night in a room illuminated by a candle or kerosene? Yet tonight, almost 150 years later, more than 700 million people on the planet still live without electricity in their homes. Diffusion requires not only great technology, but sound economics.

    The economics of tech diffusion start with skilling. Countries need to invest in the skills needed to use new technology, both as individuals and across organizations. It is easy to underestimate both the role that skilling plays and the need for public policy to support it. But in each industrial revolution, the country that best harnessed the leading general-purpose technology of its time was the nation that skilled its population the most quickly and broadly.

    Skill the American workforce

    In the new AI economy, Americans of all backgrounds will need critical AI skills to compete. To meet the totality of the skilling challenge, the country must pursue a new national goal to make AI skilling accessible and useful for every American. This will require a very broad range of partnerships and new policy ideas, spanning across geographic, organizational, economic, and political divides.

    President Trump’s recent executive orders focused on AI education and the workforce provide critical steps towards a national skilling strategy for AI. The “Advancing Artificial Intelligence Education for American Youth” EO establishes a clear policy to promote AI literacy by responsibly integrating AI into education for teachers and students. By fostering this early exposure, the nation’s youth will be better positioned for AI-enabled work. Congress can also consider leveraging existing federal funding to the nation’s school districts to encourage AI learning and literacy in K-12 education.

    Businesses and non-profits have important roles to play. At Microsoft, we are seeking to do our part to meet this skilling challenge. In 2025 alone, we are on a path to train 2.5 million Americans in basic AI skills. We’re partnering with the National Future Farmers of America (FFA) to train educators in every state to integrate AI into the agricultural classroom through our Farm Beats for Students program. We are partnering with the American Federation of Teachers (AFT), the largest organization representing the nation’s educators in America, to deliver a co-developed training program to 10,000 AFT members. And we’re partnering with the State of New Jersey, Princeton University, and CoreWeave on an AI Hub in New Jersey that will include support for AI education in local community colleges.

    When it comes to AI skilling, the most important thing we need to do is recognize that this is a critical field that is ripe for attention, learning, partnership, and innovation. It will have a huge impact on broadening access to this technology across our economy and society. Generative AI is a new and young technology. So is our knowledge of the full extent of need in terms of AI skilling programs and support. This is a first-class priority that deserves as much attention and support as innovation in AI technology itself.

    Encourage AI adoption

    The federal government also will play a critical role in AI diffusion by using AI itself. There are opportunities across the government to use AI to improve the quality and efficiency of public services for citizens.

    It’s encouraging to see the recent OMB publication of M-Memos focused on federal government use and procurement of AI. Both memos emphasized the importance of removing barriers to innovation, maximizing the use of domestically developed AI products, and encouraging AI leaders within the federal government to facilitate responsible AI adoption.

    We’re seeing activity in the states as well. We partnered with the Texas Department of Transportation to launch a six-week pilot program aimed at boosting productivity and improving decision-making across various departments. The program saw strong results with 97 percent of participants using the AI digital assistant during the pilot, 68 percent have integrated it into their daily workflow, and participants reporting saving an average of 12 hours a week on routine tasks.

    Exporting American AI

    The ability to export our AI is essential to sustaining our global competitiveness and ensuring that our technological progress benefits not only our nation, but also our allies and partners around the world. Building on recent AI diplomacy efforts, the United States offers a compelling and trusted value proposition in the global technology landscape.

    American tech companies, including Microsoft, are making unprecedented investments in AI infrastructure around the world. Microsoft alone is building AI infrastructure in more than forty countries, including regions where China has focused its investments. We urgently need a national policy that provides the right balance of export controls and trade support for these investments.

    While the U.S. government rightly has focused on protecting sensitive AI components in secure datacenters through export controls, an even more important element of AI competition will involve a race between the United States and China to spread their respective technologies to other countries. Given the nature of technology markets and their potential network effects, this race between the United States and China for international influence likely will be won by the fastest first mover. The United States needs a smart international strategy to rapidly support American AI around the world.

    This fundamental lesson emerges from the past twenty years of telecommunications equipment exports. Initially, American and European companies such as Lucent, Alcatel, Ericsson, and Nokia built innovative products that defined international standards. But as Huawei invested in innovation and China’s government subsidized sales of its products, especially across the developing world, adoption of these Chinese products outpaced the competition and became the backbone of numerous countries’ telecommunications networks. This created the technology foundation for what later became an important issue for the Trump Administration in 2020, as it grappled with the presence of Huawei’s 5G products and their implications for national and cybersecurity.

    Early signs suggest the Government of China is interested in replicating its successful telecommunications strategy. China is starting to offer developing countries subsidized access to scarce chips, and it’s promising to build local AI datacenters. The Chinese wisely recognize that if a country standardizes on China’s AI platform, it likely will continue to rely on that platform in the future.

    International partnerships will be critical. This is why Microsoft has partnered with entities like the UAE’s G42 and investment funds like Blackrock and MGX, aiming to raise up to $100 billion for AI infrastructure and supply chains. American tech companies and private capital markets are forging stronger ties with key nations and sovereign investors in the Middle East, surpassing previous efforts to counter Chinese subsidies in telecommunications and reflecting our commitment to innovation and cooperation. While China’s government may subsidize its technology adoption in developing regions, it will struggle to match the scale and impact of America’s private sector investments.

    Pragmatic American export control policies are essential, balancing security protections with the ability to expand rapidly. Protecting national security by preventing adversaries from acquiring advanced AI technology is crucial. Rules should include qualitative standards for secure datacenter deployments to prevent chip diversion to China and ensure advanced AI services are safeguarded. We support this type of approach.

    However, we have expressed our concerns about the quantitative caps imposed on GPU shipments by the interim final AI Diffusion Rule issued in January. These place key American allies and partners in a Tier Two category, imposing limits on AI datacenter expansion. This includes countries like Switzerland, Poland, Greece, Singapore, India, Indonesia, Israel, the UAE, and Saudi Arabia. Customers in these countries now fear restricted access to American AI technology – potentially benefitting China’s AI sector by turning to alternatives.

    The Trump administration has an opportunity to revise the rule, eliminating quantitative caps and retaining qualitative standards. This approach ensures American allies and partners remain confident in accessing American AI products.

    Ultimately, we need to recognize that countries around the world will use American AI only if they can trust it. This creates responsibilities for American companies to develop and deploy AI infrastructure and products in a responsible manner that meets local needs. And it requires that countries have confidence in sustained and uninterrupted access to critical AI components and services. The United States has long built a reputation for trustworthy technology that China has been unable to match. But this reputation, like everything that truly matters, requires constant attention and care.

  • MIL-OSI Security: Emily Pike Investigation Reward

    In support of the Gila County Sheriff’s Office investigation into the death of Emily Pike, the FBI is now offering a reward of up to $75,000 for any person providing independently verifiable information identifying the individual(s) responsible for her disappearance and murder. Please see the attached “Seeking Information” poster from the FBI. The poster can also be found here: https://www.fbi.gov/wanted/seeking-info/emily-pike.

    This reward is in addition to the reward already being offered by the San Carlos Apache Tribe.

    Again, the FBI Phoenix Field Office is supporting the Gila County Sheriff’s Office investigation, and anyone with information is urged to contact the Gila County Sheriff’s Office or report tips to the FBI.

    As this is an ongoing investigation, no other information is available from the FBI at this time.

  • MIL-OSI Security: North Preston — UPDATE: Police continue to ask for the public’s assistance in homicide investigation

    The RCMP/HRP Integrated Criminal Investigation Division (CID) continues to ask for the public’s assistance in relation to the 2024 homicide of Tyrell Beals.

    Today marks one year since the RCMP Halifax Regional Detachment received a report that a man had been shot near the 1100 block of Downey Rd. Upon arrival at the scene, officers located Beals, of Westphal. He had sustained gunshot wounds and was later pronounced deceased at the hospital.

    “To advance unsolved homicide investigations, we need information from the public in order to find those responsible,” says Sgt. Jason Withrow of CID. “If you were in the area of Downey Rd. on May 8, 2024, or have any information regarding the murder of Tyrell Beals, please contact us; we need your help to bring closure to his loved ones.”

    The ongoing investigation is led by Homicide Investigations in the Special Enforcement Section of the Integrated Criminal Investigation Division with assistance from the Nova Scotia Medical Examiner Service, RCMP Forensic Identification Services, and RCMP Halifax Regional Detachment.

    Anyone with information regarding this homicide is asked to contact police at 902-490-5020.

    Our thoughts continue to be with Mr. Beals’ loved ones.

  • MIL-OSI Security: Four sentenced in $110 million-dollar kickback conspiracy

    McALLEN, Texas – Multiple people have been sentenced for their roles in a conspiracy to pay kickbacks in exchange for prescription referrals, announced U.S. Attorney Nicholas J. Ganjei.

    John Ageudo Rodriguez, 55, Mohammad Imtiaz Chowdhury, 44, and Hector de la Cruz Jr., 54, all of Edinburg, and Alex Flores Jr., 55, McAllen, had all previously pleaded guilty.

    U.S. District Judge Randy Crane has now ordered Rodriguez to serve 60 months in federal prison. De La Cruz and Flores were sentenced to 46 months while Chowdhury received a 30-month-term of imprisonment. All must also serve three years of supervised release following completion of their sentences.  

    Rodriguez, a former licensed pharmacist, owned and operated Pharr Family Pharmacy. He conspired with several “marketers” – including Chowdhury, De La Cruz and Flores – to pay kickbacks to medical providers who referred prescriptions to his pharmacy. Rodriguez then billed various benefit programs, including the Department of Labor, TRICARE and Medicare, for millions of dollars in claims. From 2014 to 2016, his pharmacy submitted more than $110 million in claims to federal health care programs for compound drugs.

    First Quarter Financial Data

    • Assets under management ended the quarter at $1.27 billion versus $1.25 billion at December 31, 2024.

    First Quarter Results

    Total revenues in the first quarter were $2.1 million compared to $3.0 million in the first quarter of 2024.  Revenues generated by the GAMCO International SICAV – GAMCO Merger Arbitrage (the “SICAV”) were $0.9 million versus $1.7 million in the prior year period due to lower average AUM in 2025. All other revenues were $1.2 million compared to $1.3 million in the year-ago quarter.

    Total operating expenses, excluding management fee, were $6.3 million in the first quarter of 2025 and $6.0 million in the first quarter of 2024. The increase is driven primarily by $0.9 million of mark to market expense on phantom RSA’s driven by an increase in AC’s stock price compared to 2024, partially offset by lower variable-based sales and marketing costs on the SICAV of $0.6 million.

    Net investment and other non-operating income was $15.8 million for the first quarter of 2025 compared to $22.6 million in the first quarter of 2024. The primary driver of the 2025 quarter’s results was our merger arbitrage partnerships. Interest income was lower in the 2025 quarter due to lower average interest rates in the first quarter of 2025.

    For the quarter ended March 31, 2025, the management fee was $1.1 million versus $2.0 million for the three months ended March 31, 2024.

    The effective tax rate applied to our pre-tax income for the quarter ended March 31, 2025 was 26.3%. In the year ago quarter, the effective tax rate was 21.5%; 2024’s lower rate is primarily driven by deferred tax benefits from a foreign investment.

    Assets Under Management (AUM)

    Assets under management at March 31, 2025 were $1.27 billion, $21 million higher than year-end 2024 primarily due to market appreciation of $33 million and the impact of currency fluctuations in non-US dollar denominated classes of investment funds ($13 million). These increases were partially offset by net outflows of $25 million.

    Global M&A activity for the first quarter of 2025 totaled $890 billion, an increase of 15% compared to the first quarter of 2024. Technology was the most active sector with $165 billion, accounting for 19% of total value, followed by Financials ($165 billion or 19%) and Energy & Power ($126 billion or 14%). Europe was a bright spot with M&A totaling $154 billion in Q1 2025, a 12% increase compared to Q1 2024, while Asia Pacific M&A increased 59% to $187 billion. Both of these regions experienced their strongest performance in 3 years. Private Equity remained active, accounting for 21% of deal volume overall, or about $185 billion. This was the third strongest opening quarter for private equity and is indicative of the values PE firms are finding and reflective of the approximately $3 trillion of “dry powder” private equity firms have to deploy.     HONOLULU – Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators. The operation resulted in the rescue of 115 children and the arrests of 205 child sexual abuse offenders in the nationwide crackdown. The coordinated effort was executed over the course of five days by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.

    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    In the District of Hawaii, two individuals were arrested and charged with federal crimes, including Dominick Kalikokaeoeo Howard, who was charged by criminal complaint with distributing child pornography, and David Martin Garcia Perez, who was charged by criminal complaint with receiving and possessing or accessing child pornography.

    Others arrested around the country are alleged to have committed various crimes including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking. In Minneapolis, for example, a state trooper and Army Reservist was arrested for allegedly producing child sexual abuse material while wearing his uniforms. In Norfolk, VA, an illegal alien from Mexico is accused of transporting a minor across state lines for sex. In Washington, D.C., a former Metropolitan Police Department Police Officer was arrested for allegedly trafficking minor victims.

    In many cases, parental vigilance and community outreach efforts played a critical role in bringing these offenders to justice. For example, a California man was arrested about eight hours after a young victim bravely came forward and disclosed their abuse to FBI agents after an online safety presentation at a school near Albany, N.Y.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April, and underscores the Department’s unwavering commitment to protecting children and raising awareness about the dangers they face. While the Department, including the FBI, investigates and prosecutes these crimes every day, April serves as a powerful reminder of the importance of preventing these crimes, seeking justice for victims, and raising awareness through community education.

    ALBUQUERQUE – A Zuni man pleaded guilty in federal court to voluntary manslaughter in connection with a fatal stabbing.

    According to court records, on February 4, 2023, Joey Luarkie, 25, an enrolled member of the Zuni pueblo, was at a residence in Zuni when the victim arrived, and an argument ensued. The confrontation escalated inside the home, where Luarkie stabbed the victim in the neck. The victim was found outside the residence by responding officers and died the next day after being transported to the hospital and undergoing emergency surgeries.

    At sentencing, Luarkie faces up to 15 in prison, followed by up to three years of supervised release.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office made the announcement today.

    The Gallup Resident Agency of the FBI’s Albuquerque Field Office investigated this case with assistance from the Zuni Police Department. Assistant United States Attorney Nicholas J. Marshall is prosecuting the case.

    Finance Minister Enoch Godongwana has underscored the importance of accelerating economic reforms in order to achieve rapid and inclusive growth.

    The Minister was speaking at the launch of the second phase of Operation Vulindlela (OV) at the Union Buildings on Wednesday afternoon.

    “In order to drive more rapid and inclusive growth over the next five years, we must accelerate economic reform. A commitment to swift implementation of reforms is required across government to lower the cost of doing business, reduce regulatory bottlenecks and provide policy certainty. 

    “This, in turn, will promote investment, support export orientation, enable job creation and reinforce growth,” Godongwana said.

    The second phase of OV will add to and increase pace on those reforms already underway in phase one.

    This is according to DPCI Head Lieutenant General Godfrey Lebeya, who briefed media on Thursday on the successes and progress made with regards to high profile cases in the fourth quarter of the 2024/2025 financial year.

    He said the DPCI remains committed to its mandate of investigating, preventing and combating national priority offences without fear, favour or prejudice.

    A total of 656 suspects appeared before the various courts in the country during the fourth quarter. Of these arrests, 450 (74%) are South African, whereas 157 (26%) are foreign nationals. 

    “Of the 656 suspects, the Serious Organised Crime Investigation secured 364, the Serious Commercial Crime Investigation secured 220 while the Serious Corruption Investigation secured 72 suspects before court,” General Lebeya said.

    He said most of the arrests were effected in Gauteng with 139, North West with 99, KwaZulu-Natal with 88, Eastern Cape and Free State provinces with 73 suspects each.

    “During these arrests, 395 firearms and 1 746 rounds of ammunition were seized. Seven clandestine drug laboratories were dismantled with drugs worth a total street value of R23 361 125.   

    “During this same period, the Directorate secured convictions for 239 accused persons. A total number of 266 (253 natural and 13 juristic) accused persons including those convicted in the previous quarters were sentenced during the quarter under review.

    “Of the 253 sentenced natural persons, 139 (55%) are South Africans while 114 (45%) are foreign nationals. Most of these convictions and sentences were secured in the Gauteng province,” General Lebeya said.

    According to the General, of these convictions, the Serious Organised Crime Investigation (SOCI) secured 157, Serious Commercial Crime Investigation (SCCI) secured 73 and Serious Corruption Investigation (SCI) secured nine.

    “To ensure that crime does not pay, the Priority Crime Specialised Investigation (PCSI) has contributed towards the issuing of a combined 102 freezing and forfeiture orders amounting to R418 938 340.14. 

    “Of these orders, 56 were preservation orders with a monetary value of R370 952 439.49, with 45 forfeiture orders with a monetary value of R14 985 900.65 and one restraint order with a monetary value of R33 000 000,” he said.

    General Lebeya said an amount of R19 104 419.50 has been deposited into the Criminal Assets Recovery Account (CARA).

    The Digital Forensic Investigation Section of the PCSI component of the DPCI finalised the extraction and analysis of data evidence from 324 electronic devices within 90 days during the quarter.

    Touching on police murders by criminals, General Lebeya said an attack on police officials was an assault on society and an attack on the State.

    “We categorised the killing of police officials as that national priority offence that requires the attention of the DPCI,” General Lebeya said.

    During this period, 22 police officials were murdered of which 16 were off duty while six were on duty. He said 50% of these murders happened in Gauteng.  

    With regard to cash-in-transit (CIT) robberies, General Lebeya said during the fourth quarter, 50 incidents of cash-in-transit robberies were received by the Directorate.

    “A total number of 28 suspects excluding 10 who died in exchange of gunfire with the police were arrested. It is comforting that no one was released on bail.

    “Over and above this, 36 suspects were arrested in CIT-related cases making a combined number of 64 arrest for CIT and related crime,” Lebeya said. – SAnews.gov.za

    Create $100 Million New York State Pro-Housing Supply Fund

    Governor Hochul signed Executive Order 30 in July 2023 creating the Pro-Housing Community Program, which recognizes and rewards municipalities actively working to unlock their housing potential and encourages others to follow suit. In the State Fiscal Year 2025 Enacted Budget, Governor Hochul made the “Pro-Housing Community” designation a requirement for accessing up to $650 million in State discretionary programs. To date, nearly 470 localities have submitted letters of intent, and 300 municipalities from all corners of New York State have received Pro Housing certification. To further support localities that are doing their part to address the housing crisis, Governor Hochul is creating a $100 million Pro-Housing Supply fund for certified Pro-Housing Communities to assist with critical infrastructure projects necessary to create new housing, such as sewer and water infrastructure upgrades.

    Provide Communities Technical Assistance to Become Pro-Housing

    Without resources, some communities may not have the ability to design and adopt pro-housing policies such as master plans, zoning text updates, and streamlined permitting procedures. To help ensure more localities that want to promote housing growth have the ability to do so, Governor Hochul will provide $5.25 million in new grant funding to offer technical assistance to communities seeking to foster housing growth and associated municipal development.

    Launch New York State’s First Mixed-Income Revolving Loan Fund

    With major forthcoming economic investments in Upstate New York, such as Micron’s $100 billion investment in Clay, the state continues to need an all-of-the-above approach to the housing supply to address acute housing needs and accommodate job growth. Too often, however, Upstate communities do not have the tools to create mixed income rental housing, leaving many developments permit-ready but unable to secure financing. To bridge this gap and unlock more housing, Governor Hochul is launching the State’s first revolving loan fund to spur mixed-income rental development outside New York City. With a $50 million State investment, the fund will fill construction financing gaps by providing a lower-cost and more flexible form of capital than is generally available in market financing. The funding will revolve and self-sustain over time through repayments once projects have converted to permanent financing after construction.

    Housing Access Voucher Program Pilot

    As part of the FY26 Enacted Budget, Governor Hochul is investing $50 million for the first year of a four-year pilot program for state-funded vouchers for homeless families or families at imminent risk of losing their housing. Vouchers would be available to households making 50 percent of area median income. HCR will administer the program through local partners outside of New York City, with the NYC Housing Preservation and Development (HPD) and/or the New York City Housing Authority (NYCHA) administering the program within New York City. The vouchers will be a critical new tool to help New Yorkers escape or evade homelessness and housing insecurity.

    Provide Starter Home Innovation Funding

    Oftentimes, homes being built by the market today are larger and therefore less affordable than a traditional starter home. An undersupply of smaller, affordable homes limits mobility within the market, preventing young families from becoming homeowners and older New Yorkers from downsizing. Governor Hochul secured $50 million in capital funding to incentivize the building of more starter homes, including innovative approaches to homebuilding such as the use of factory-built and modular development.

    $40 Million to Support the Homeowner Protection Program (HOPP)

    The Homeowner Protection Program is a state-wide network of housing counseling and legal services organizations serving every county in New York. The network provides critical services to at-risk homeowners struggling to maintain their housing and avoid foreclosure. HOPP is also a front line defense in gentrifying neighborhoods helping to prevent fraud and deed theft for vulnerable homeowners. This funding will ensure that this network can continue to serve thousands of homeowners, preserving millions of dollars in equity and stabilizing communities.

    Expand and Strengthen the Resilient and Ready Programs

    Severe weather events are leaving New York homeowners in need of urgent repairs and long-term resilience measures. Governor Hochul secured $50 million in new funding for the Rapid Response Home Repair Program and Resilient Retrofits Program, which have provided vital assistance, helping over 1,300 homeowners to date recover and prepare for future disasters.

    Disincentivizing Institutional Investors from Buying Up One- and Two-Family Homes

    Nationally, private equity firms own more than 500,000 homes. According to some estimates, private equity firms are expected to own up to 40 percent of the single-family rental market by 2030. When large investors hold a disproportionate share of a local housing market it removes opportunities for homeownership, exacerbating the existing scarcity and driving up prices for remaining homes on the market. These consequences are felt most intensely by first-time and low- or moderate-income homebuyers.

    To help level the playing field and increase the opportunities for everyday individuals and families to purchase a home, Governor Hochul signed legislation to disincentivize large investment entities who own 10+ single- and two-family homes and act as a fiduciary for at least $30 million in assets under management from buying single- and two-family homes en masse, and will require a 90-day waiting period for institutional investors to make an offer on one- or two-family homes.

    The prohibition would also apply to an entity that receives funding from a covered institutional investor, other than in the form of a standard mortgage. Nonprofits, land banks, community land trusts, and foreclosure sales would be exempted. With the New York State Attorney General’s enforcement, covered entities that violate the waiting period would be subject to $250,000 penalties, and to $10,000 penalties for failing to provide required notices.

    Additionally, Governor Hochul signed legislation to prohibit institutional investors from claiming depreciation tax deductions for single- and two-family homes, or claiming interest deductions with respect to such homes, to disincentivize their accumulation of single- and two-family homes. The legislation also requires the New York Department of State (DOS) to provide notice when establishing a “cease and desist zone” in which homeowners who opt into coverage are prohibited from being solicited to sell their homes. The notice requirements will require information about the zone to be posted on DOS’ website when a zone is established and annually included in a local newspaper within the area of the zone.

    A safe and affordable home is a basic human right, and the only way to help New Yorkers achieve the American dream of homeownership is to build more housing and support our local communities.”

    Strengthen Laws and Policies To Combat Home Appraisal Discrimination

    For many New Yorkers, their largest investment and most valuable asset is their home. Homes provide families with a safe place to live and an opportunity to build generational wealth. For too long, pervasive appraisal bias throughout the housing industry has unjustly stripped families of color of this opportunity, widening racial homeownership and wealth gaps. Governor Hochul secured agreement on legislation that will make it a violation of the State’s Human Rights Law to discriminate when providing real estate appraisals or in making such services available. The law will further enable DOS to fine appraisers for violations, in addition to other existing remedies, with half of those fines going to a fund to support fair housing enforcement. Governor Hochul also will be taking other administrative actions to diversify the appraiser workforce.

    Create an Affordable Homebuyer Tax Incentive

    Even when homes are developed for the express purpose of being sold to low- and moderate-income homebuyers, local property tax assessments value the homes at fair market value, presenting challenges to creating homes these homebuyers can afford to purchase. The Governor secured an affordable homebuyer property tax incentive at local opt-in for homes built with assistance from governmental entities, nonprofits, land banks, or community land trusts, and sold to low- and moderate-income homebuyers. This will aid such homebuyers by making their dream of homeownership more attainable by bringing down costs and increasing the supply of these homes.

    Double New York State Low Income Housing Credits Annually

    Modeled after the federal Low Income Housing Tax Credit Program, the New York State Low Income Housing Tax Credit Program (SLIHC) was signed into law in 2000 and has been critical to supporting the development of housing for low-and middle-income households. Governor Hochul is building on this success by including legislation in the Enacted Budget to double the amount of the tax credits available each year through the SLIHC program, making it the largest state low-income housing tax credit program in America. This action alone will generate upwards of $210 million in private investment in affordable housing per year.

    Unlock Historic Tax Credits by Decoupling and Expanding Eligibility

    Currently, New York State law requires Federal and State Historic Tax credits to be coupled together to the same investor and be available only in certain census tracts. These factors depress the economic value of both tax credits and needlessly turn investment away from housing projects, a problem felt especially acutely in upstate New York communities. Governor Hochul signed legislation that can unlock the maximum value of the tax credits by allowing for transferring the State credit to a different entity than the federal credit, and by eliminating the census tract eligibility requirement for affordable housing.

    Empower Communities to Redevelop Vacant Properties into Housing

    Many municipalities struggle with vacant and abandoned buildings that are in a significant state of disrepair in neighborhoods that lack the local economic conditions necessary to incentivize redevelopment by the private sector. Consequently, the investment required to redevelop these properties can exceed their value and the resulting funding gap prevents the property from being rehabilitated. To help communities fight back against vacant properties and revitalize neighborhoods, Governor Hochul secured agreement to authorize localities across the state to adopt a tax exemption to incentivize redevelopment of these properties into affordable homes.

    Governor Hochul’s Housing Agenda

    Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives for Upstate communities, new incentives and relief from certain state-imposed restrictions to create more housing in New York City, a $500 million capital fund to build up to 15,000 new homes on state-owned property, an additional $600 million in funding to support a variety of housing developments statewide and new protections for renters and homeowners. In addition, as part of the FY23 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Nearly 60,000 homes have been created or preserved to date.

    The FY25 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro-Housing certification is now a requirement for localities to access up to $650 million in discretionary funding. Currently, more than 300 communities have been certified, including the city of Syracuse.

  • MIL-OSI Security: Kristofer Haken Surrenders to New Hampshire Authorities 24 Hours After Federal Arrest Warrant Issued

    Portland, ME – The U.S. Marshals Service (USMS) Maine Violent Offender Task Force (MVOTF) announces the arrest of Kristofer Haken, 46, on multiple state and federal arrest warrants.

    Haken was a fugitive for approximately six months evading law enforcement after the issuance of a November 8, 2024, arrest warrant from the Portland Maine Police Department on one count of Conspiracy to Commit Elevated Aggravated Assault and two counts of Elevated Aggravated Assault stemming from a July 30, 2024, incident where a woman was shot and killed.

    On May 6, 2025, the U.S. Marshals Service in the District of Maine obtained a federal arrest warrant for unlawful flight to avoid prosecution. Haken surrendered to New Hampshire Probation and Parole on Wednesday, May 7, 2025, approximately 24 hours after the arrest warrant and wanted poster were issued. Haken was transported to a New Hampshire Correctional facility where he is currently in custody. Haken will be re-indicted in Maine to face his federal and state charges.

    The United States Marshal Service would like to recognize the following agencies who assisted in the fugitive investigation for Haken; Portland Maine Police Department, York County (Maine) Sheriff’s Office, U.S. Marshals Service Districts of New Hampshire and Northern New York, New Hampshire Probation and Parole, Barrington New Hampshire Police Department, Hartford Vermont Police Department, and the Department of Veterans Affairs, Office of Inspector General.

    The USMS, Maine Violent Offender Task Force is comprised of members of the U.S. Marshals Service, Maine Department of Corrections, Biddeford Police Department, U.S. Border Patrol, U.S. Immigration and Customs Enforcement, Maine National Guard Counterdrug Task Force and the Coast Guard Investigative Service.

    NB Power has selected CanREA member companies to develop four new wind energy projects

    Fredericton, May 7, 2025— The Canadian Renewable Energy Association (CanREA) congratulates three member companies for signing Power Purchase Agreements representing just over 450 MW of wind energy, as announced by NB Power today.

    Each of these four new wind energy projects is being developed by First Nations communities, in partnership with CanREA members Eolectric, ABO Energy and Natural Forces. The projects, totalling 452 megawatts (MW) of new generation in New Brunswick, are expected to be in service in 2027/28. 

    “The partnership between First Nations communities and developers is a critical component of all these projects, which will help contribute to New Brunswick’s low-carbon future,” said Jean Habel, CanREA’s Senior Director for Quebec and Atlantic Canada.  

    Specifically:  

    CanREA Gigawatt member Eolectric was selected for a project providing 92 MW of capacity, the Astuwicuwon Wind Project, developed in partnership with the Sitansisk First Nation. 
    CanREA Gigawatt Member, ABO Energy, was selected for a project with 60 MW of capacity, the Papoqji’jg Wind Project, developed in partnership with the Pabineau First Nation. 
    CanREA Megawatt Member, Natural Forces, was selected for two projects with 300 MW of total capacity: the Salmon River Wind Project (200 MW, to be developed in partnership with Wolastoqey Resource Developments Inc., representing all six Wolastoqey communities), and the Paqt’smawei Sipu Wind Project (100 MW, which will be developed in partnership with the L’nui Menikuk First Nation (Indian Island) and Mi’gmaq United Investment Network).

    WASHINGTON — U.S. Sen. Mark R. Warner (D-VA) has introduced two new pieces of bipartisan legislation to encourage new development, expand supply, and make housing more affordable for Virginians.
    “In communities across the Commonwealth, both rural and urban, too many families are struggling to find safe, affordable housing,” Sen. Warner said. “This crisis needs an all-hands-on-deck solution, and that’s why I am proud to continue to look for innovative solutions to help tackle this problem. These bipartisan bills offer commonsense solutions to help boost our housing supply by both protecting our current stock and supporting new investment.”
    The Neighborhood Homes Investment Act, introduced with Sen. Todd Young (R-IN), would create a new tax incentive to build and preserve more than 500,000 affordable, single-family homes for homeownership over ten years in under-resourced communities. The tax credit will cover the cost between building or renovating a home in these areas and the price at which they can be sold. The credits would only be available after the homes have been completed and sold to a homeowner – ensuring the investors, not the government, bear the risk.     The Preserving Rural Housing Investments Act, introduced with Sen. Jerry Moran (R-KS), will support more investment in rural and low-income housing by clarifying the tax-exempt controlled entity rules to ensure that Government Sponsored Enterprises (GSEs), such as Fannie Mae and Freddie Mac, are able to participate in partnerships that are crucial for low-income housing investments.     These bills are just the latest in Sen. Warner’s longstanding efforts to expand access to homeownership and make housing more affordable for Virginians. Since January, he has introduced multiple bills to amend the federal tax code to encourage new housing construction and rehabilitation, including the Affordable Housing Credit Improvement Act, New Markets Tax Credit Extension Act, the Rural Historic Tax Credit Improvement Act, and the Historic Tax Credit Growth and Opportunity Act – all bipartisan bills to encourage redevelopment and new construction in communities across the country. He is also the lead author of the Low-Income First Time Homebuyers (LIFT) Act to help qualified, first-generation homebuyers build equity in their homes by offering a 20-year mortgage for roughly the same monthly payment as a traditional 30-year loan.     CLEVELAND – A federal grand jury in the Northern District of Ohio has returned a 29-count indictment against 19 members and associates of a Cleveland drug trafficking ring. Those charged are Derek Brantley, 41, Cleveland Heights; Juan Johnny Colon, 42, Cleveland; Luis Joel Rondon, 44, Cleveland; Sydney Anthony, 25, Parma Heights; Ryan Bell, 39, Brunswick; Mark Byrd, 44, Cleveland; Nicholas Calvert, 37, Avon Lake; Jocelyn Dolan, 22, Newton Falls; Antonio Greenlee, 37, Cleveland; Andre Jenkins, 43, Cleveland; Melanie Crespo, 32, Elyria; Jordan Marsh, 27, Cleveland; Nicholas Malusky, 38, Parma; Sean Masters, 54, Fort Pierce, Florida; Brandon Payne, 32, Cleveland; Lee Pomales, 38, Cleveland; Mason Pulvino, 28, North Ridgeville; Martha Rios, 68, Cleveland; and Kalem Watts, 45, Cleveland.

    Federal and local law enforcement agents and officers made the apprehensions in a series of coordinated arrests.

    According to court documents, from October 2023 to December 2024, the defendants charged were alleged to have trafficked various controlled substances but were mostly dealing cocaine. Although based in Cleveland, the ring operated throughout Northeast Ohio and as far away as Fort Bragg, North Carolina. Their operations also included attempts to infiltrate the Ohio prison system.

    Throughout the investigation, authorities seized thousands of dollars in cash and a number of illegal drugs that included cocaine, methamphetamine, and fentanyl. Several illegally possessed firearms were also confiscated throughout the investigation.

    During the investigation, several locations in Cleveland were found to be used as stash houses to store and package cocaine and methamphetamine, as well as store firearms.

    An indictment is merely an allegation. Defendants are presumed innocent and entitled to a fair trial in which it will be the government’s burden to prove guilt beyond a reasonable doubt.

    If convicted, each defendant’s sentence will be determined by the Court after review of factors unique to the case, including each defendant’s prior criminal record, if any, their role in the offense, and the characteristics of the violation. In all cases, the sentence will not exceed the statutory maximum, and, in most cases, it will be less than the maximum.

    This prosecution is part of an Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi­-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    The specific mission of the OCDETF Cleveland Strike Force is to disrupt and dismantle major criminal organizations and subsidiary organizations, including criminal gangs, transnational drug cartels, racketeering organizations, and other groups engaged in illicit activities that present a threat to public safety and national security and are related to the illegal smuggling and trafficking of narcotics or other controlled substances, weapons, humans, or the illegal concealment or transfer of proceeds derived from such illicit activities in the Northern District of Ohio. The OCDETF Cleveland Strike Force is composed of agents and officers from the Federal Bureau of Investigation (FBI), Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms (ATF), and Explosives, Homeland Security Investigations, United States Marshals Service (USMS), U.S. Postal Inspection Service, Internal Revenue Service, and U.S. Border Patrol, along with task force officers from numerous local law enforcement agencies, including the Cleveland Division of Police. Prosecutions are led by the Office of the United States Attorney for the Northern District of Ohio.

    Nikolaus Kazey Klyde Dodrill. Sexual Abuse Without Consent in Indian Country; Witness Tampering. Dodrill, 28, of Tulsa and a member of the Cherokee Nation, is charged with engaging in a sexual act with the victim without consent. He is further charged with tampering with a witness. In December 2023, Griffin allegedly assaulted a victim with a dangerous weapon, intending to do bodily harm. Additionally, Griffin assaulted a victim with a dangerous weapon, with the intent to do bodily harm. Homeland Security Investigations, the U.S. Marshal Service, the USDA-OIG, the Creek County Sheriff’s Office, and the Tulsa Police Department are investigating agencies.     The Israeli prime minister, Benjamin Netanyahu, has announced that the Israeli military will launch a new “intensified” offensive in Gaza. In a video posted on X, he said Israel’s security cabinet had approved a plan for “conquering” the Gaza Strip and establishing a “sustained presence” there.

    This announcement was well-received by far-right ministers in the Netanyahu government. Finance minister, Bezalel Smotrich, has since declared that an Israeli victory in Gaza would see the territory “entirely destroyed” and its residents “concentrated” in the south. From there, they would “start to leave in great numbers to third countries”.

    The plan, which Palestinian militant group Hamas says represents “an explicit decision to sacrifice” Israeli hostages, far exceeds the aims Israel has been pursuing in the war so far. It has drawn widespread criticism, including from the UK, France, EU and UN, as well as from within Israel.

    Middle East expert, Scott Lucas, answered our questions as to what the plan involves and what it means for neighbouring Egypt and Jordan.

    What is Netanyahu’s ultimate plan for Gaza?

    Since March, Netanyahu has been clear that his government’s ultimate plan for Gaza is the “voluntary” emigration of its population.

    It looks like he is using US president Donald Trump’s narcissist thought bubble of Gaza, ethnically cleansed of Gazans in a “Riviera of the Middle East”, as political cover for his ambition and those of his hard-right ministers.

    In January 2024, three months into the military response to Hamas’s cross-border attack on southern Israel, Netanyahu said: “Israel has no intention of permanently occupying Gaza or displacing its civilian population.”

    But by September, unable to “destroy” Hamas despite the killing of almost 35,000 Gazans and the displacement of 1.9 million of the territory’s 2.1 million inhabitants, the government was considering occupation with the removal of all those in northern Gaza.

    Political pressure from inside Israel, as well as from the Biden administration in the US, forced Netanyahu to back away. And in January 2025, pushed hard by Trump, he accepted a six-week phase one ceasefire. This involved Hamas returning some of the hostages in return for Israel releasing many Palestinians detained in its jails.

    However, Netanyahu had no intention of moving to phase two, which would have paved the way for a more permanent end to the war. The hard-right ministers in his government made clear they would leave and withdraw support in the Knesset (parliament) if the war ended before Hamas had been completely destroyed.

    Netanyahu could face early elections and his trial on bribery charges should his government collapse. This left only one possible resolution to the “open-ended” war on Gaza: occupation.

    So at the start of March, Israel renewed its airstrikes and cut off humanitarian aid. It began expanding ground operations, initially with the declaration of a “buffer strip” and then claiming northern Gaza.

    Netanyahu has now announced a “forceful operation” in which Gaza’s population “will be moved, to protect it”. Israeli ground forces will be in the Strip indefinitely. “They will not enter and come out,” he said.

    Will Egypt and Jordan accept displaced Palestinians from the Gaza Strip?

    When Trump first proposed displacing Palestinians from Gaza, the leaders of Egypt and Jordan said they would refuse to allow an exodus of refugees on their territory. Egypt’s president, Abdel Fattah El-Sisi, said at the end of January: “The deportation and displacement of the Palestinian people from their land is an injustice that we cannot take part in.”

    That position has not changed. Egypt and Qatar reiterated on May 7 that they will persist with mediation to alleviate suffering and promote de-escalation within Gaza. Egypt affirmed that it will not be drawn into any agendas that “do not serve the interests of the Palestinian people”.

    Any Arab government that takes in Gazans, even amid a humanitarian crisis, would be tacitly burying the idea of a Palestinian state. That would break a 77-year-old principle and resurrect the Nakba, the forced displacement and ethnic cleansing of Palestinians in 1948.

    It would also risk unrest from disaffected populations. The Gazans are added to the 5.9 million Palestinians who are refugees in countries such as Egypt, Jordan, Lebanon and Syria.

    How might Egypt and Jordan respond to increased pressure to house Gazan refugees?

    Trump has previously looked to coerce Egypt and Jordan into accepting Palestinians from Gaza, even threatening to withhold US aid to the two countries.

    But such pressure does not look likely at present. The Trump administration is a chaotic mess. Bent on destroying US agencies, it has gutted the State Department, threatened the military, and undermined intelligence services.

    Trump’s envoy to the Middle East, the real estate developer Steve Witkoff, is now preoccupied with photo opportunities in the Kremlin and informal talks over Iran’s nuclear programme.

    The US government has walked away, leaving Israel to resume the mass killing but abjuring any role beyond that. The UN is not going to back ethnic cleansing. Nor will the EU, China, Russia or the Gulf States.

    Does the depopulation of Gaza now look inevitable?

    Far from it, at least in the sense of Palestinians being relocated from Gaza. In recent weeks, Israel has finally eased its near-total block on exiting Gaza and has allowed hundreds of people to leave.

    But this is not forced removal. It was the Israeli government relenting on urgent cases of those who were trapped in the Strip – dual nationals or their dependents, Gazas needing medical treatment, students, and some people with visas for third countries.

    The depopulation is instead occurring within Gaza. Depopulation through killing, starvation, destruction of healthcare, displacement from housing, and lack of clean water.

    It is depopulation through the reduction of Gazans to nothing more than irritants in the way of Hamas’s quest for survival and the Netanyahu government’s quest for perpetual dominance.

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.), a member of the Senate Finance Committee, Mark Kelly (D-Ariz.), a member of the Joint Economic Committee, and Chris Murphy (D-Conn.), a member of the Senate Appropriations Committee, published new data from the Joint Committee on Taxation (JCT) revealing the small fraction of taxpayers and corporations that would benefit from tax giveaways as a result of Congressional Republicans’ tax plans. 

    “Republicans in Congress are bending over backwards to make life easier for a tiny fraction of the wealthiest Americans and corporations — at the expense of working families. Republicans’ agenda is clearer than ever: billionaires win, families lose,” said Senator Warren.

    Last month, following the lawmakers’ vote series forcing Republicans to go on the record about their support for tax cuts for the ultra-wealthy, the lawmakers asked JCT to provide answers on:

    • The number and percentage of individual taxpayers who, in the past three tax years, made at least $10 million, $100 million, $500 million, or $1 billion each year; and 
    • The number and percentage of corporations who, in the past three tax years, made at least $100 million, $500 million, $1 billion, or $10 billion each year. 

    The JCT response revealed that the corporations and individuals who Republicans have supported delivering tax cuts to make up a tiny percentage of American taxpayers. The response revealed that:

    • Around 1,000 individuals, or 0.0007% of individual taxpayers, made more than $100 million in the 2022 tax year
    • Only 33 individuals, or 0.00002% of individual taxpayers, made more than $1 billion in the 2022 tax year. 
    • Fewer than 500 corporations, or 0.03% of corporate taxpayers, made more than $1 billion in the 2022 tax year. 

    As part of the budget reconciliation process, Senate Democrats led by Senator Warren forced Republicans to go on the record with their plans to give massive tax handouts to the wealthiest Americans and giant corporations. Democrats asked whether Republicans would oppose more tax cuts for people making over $100 million, $500 million, or even $1 billion in a single year; Republicans voted no. When asked whether Republicans would oppose additional tax cuts for corporations making over $1 billion in a single year—including corporations like Amazon, Tesla, and ExxonMobil—Republicans voted no again.

    Tampa, FL – Today, the Department of Justice announced the results of Operation Restore Justice, a coordinated enforcement effort to identify, track and arrest child sex predators. The operation resulted in the rescue of 115 children and the arrests of 205 child sexual abuse offenders in the nationwide crackdown. The coordinated effort was executed over the course of five days by all 55 FBI field offices, the Child Exploitation and Obscenity Section in the Department’s Criminal Division, and United States Attorney’s Offices around the country.

    “The Department of Justice will never stop fighting to protect victims — especially child victims — and we will not rest until we hunt down, arrest, and prosecute every child predator who preys on the most vulnerable among us,” said Attorney General Pamela Bondi. “I am grateful to the FBI and their state and local partners for their incredible work in Operation Restore Justice and have directed my prosecutors not to negotiate.”

    On April 30, 2025, Brittany Karen Firth (41, St. Augustine) was arrested on a criminal complaint charging her with production, attempted production, distribution, and receipt of CSAM. If convicted, Firth faces a minimum sentence of 15 years, up to 70 years, in federal prison. According to the complaint, detectives with the St. Johns County Sheriff’s Office Internet Crimes Against Children unit received information from a social media and gaming platform company that CSAM had been uploaded by user “xo.southpaw.ox,” later identified as Firth. A search warrant revealed that from May through September 2024, Firth engaged in approximately 5,000 online text messages with another platform user (Person 1) who was identified by law enforcement in Utah as a registered sex offender who had previously been convicted of a child sex offense. The investigation revealed that Person 1 had access to two children and during his online conversations with Firth, Person 1 exchanged sexually explicit messages regarding, among other things, Person 1’s desires and efforts to engage in sexual conduct with these children. Person 1 streamed live video of his sexualized interactions with the children to Firth. On several occasions, Firth screen-recorded live-streaming video of Person 1 as he sexually abused one of the children.

    Ocala

    Jordan Dave Persad (22, Phoenix) was arrested on April 30, 2025, on an indictment charging him with possession of CSAM and possession of contraband (a cellphone) by federal prisoner. If convicted, Persad faces a maximum penalty of 10 years in federal prison for the CSAM offense; he also faces up to one year of incarceration for the contraband offense. According to court documents while Persad was an inmate at the Coleman Federal Correctional Complex in Sumter County, he possessed a contraband cellphone and material that contained an image of CSAM.

    Tampa

    Lee Hughes (45, Pinellas Park), a third-grade teacher, was arrested on May 1, 2025, and charged with attempted transmission of harmful material to a minor. If convicted, Hughes faces a maximum penalty of 10 years in federal prison. According to court documents, from June 2024 to May 2025, Hughes communicated with an undercover officer in an attempt to engage in sexual intercourse with the undercover officer’s purported nine-year-old daughter. Throughout their communications, Hughes sent the undercover officer approximately 10 explicit photos and/or videos of himself, with the request that they be shown to the purported child. On May 1, 2025, Hughes traveled to an agreed-upon location to engage in sexual intercourse with the purported nine-year-old girl and was arrested.

    Tampa

    On May 1, 2025, Jonathan Richmond (30, St. Petersburg) was arrested on a two-count indictment charging him with receipt and possession of CSAM. If convicted, Richmond faces a maximum of 20 years in federal prison on each count.

    Orlando

    On April 29, 2025, Steve C. Gopal (42, Ocoee) was arrested on an indictment charging him with attempted enticement of a minor to engage in sexual activity. If convicted, Gopal faces a minimum of 10 years, up to life, in federal prison.

    An indictment/complaint is merely an allegation. The defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    This effort follows the Department’s observance of National Child Abuse Prevention Month in April, and underscores the Department’s unwavering commitment to protecting children and raising awareness about the dangers they face. 

    While the Department, including the FBI, investigates and prosecutes these crimes every day, April serves as a powerful reminder of the importance of preventing these crimes, seeking justice for victims, and raising awareness through community education.

    Washington, DC – U.S. Senators Jack Reed and Sheldon Whitehouse and U.S. Representatives Seth Magaziner and Gabe Amo today announced that the Trump administration unfroze $251 million in previously announced federal funding to support critical transportation projects across Rhode Island’s I-95 corridor.

    “Transportation investment should be driven by need and merit – not partisanship.  The Trump Administration is legally required to provide these funds — which were authorized and appropriated by Congress and awarded by the previous administration – and never should have been frozen in the first place.  We’re talking about overdue, needed upgrades and maintenance to bridges along our interstate highway system.  We have seen the exponential cost of allowing bridges to fail,” said Reed, a member of the Appropriations Committee.  “I appreciate Senator Whitehouse’s bipartisan efforts at EPW and Transportation Secretary Sean Duffy for approaching this issue with commonsense and reaching the right decision.     The most recent unfrozen federal funding includes $251.1 million for the Rhode Island Department of Transportation (RIDOT) to address the condition of 15 bridges located along nearly 10 miles of National Highway System pavement.  These bridges provide key neighborhood connections throughout the cities of Providence and Cranston, and also serve 180,000 vehicles daily, including roughly 9,000 truck and heavy freight vehicles.  This federal funding will allow RIDOT to take a major step in addressing the I-95 corridor holistically while maintaining the safe and efficient movement of freight and multimodal users to arterial roads carried over interstates.  RIDOT plans call for replacing 11 bridges and eliminating four.  The project will improve vertical clearances on I-95 and reduce bridge strikes.

    The federal funds will flow to Rhode Island through the U.S. Department of Transportation’s Bridge Investment Program (BIP).  Senators Reed and Whitehouse helped create BIP in 2021 through the Bipartisan Infrastructure Law, which provided federal funding for bridge replacement, rehabilitation, preservation, and protection with the goal of improving safety, efficiency, and reliability.

    An additional $549,770 will be unfrozen for the City of East Providence to support the City’s traffic circulation improvements project.

    In late March, the delegation announced significant progress to unfreeze federal funding for reconstruction of the westbound Washington Bridge, as the state gained access to the first $30 million wave of funds from over $220.9 million in federal grants for the Interstate-195 Washington Bridge, which has been partially closed since December 2023 due to a catastrophic failure.

     On a national level, the American Society of Engineers’ most recent report found that underinvestment in infrastructure could cost American households and businesses nearly $2 trillion over 20 years, or as much as $625 per household per year.

    Director of Kent car sales company banned for Covid loan abuse

    Joseph Harrison, the director of South East Commercials Ltd was disqualified as a director for 12 years and ordered to repay £38,295.

    • Car dealer Joseph Harrison applied for two Covid Bounce Back loans, totalling £90,000 on behalf of his company. 

    • He was only entitled to one Covid loan for his company, South East Commercials Ltd, under the rules of the scheme. 

    • Harrison was subject to a director disqualification order which came into effect on 6 May 2025 following a hearing at the High Court in London.  

    A car dealer from Kent – who is now living in Spain – has been banned from being a company director for 12 years after his company received a second £45,000 Covid Bounce Back loan it was not entitled to.  

    Joseph Harrison, from Wrotham, was the director of South East Commercials Ltd – a used car sales dealership in Kent – before it was dissolved in January this year.  

    An Insolvency Service investigation found that the 38-year-old applied for a Covid loan of £45,000 in June 2020.   

    However, he applied for a second loan – in August 2020 – for a further £45,000 having declared this was his first and only application for his business.  

    At a hearing at the High Court in London on 15 April 2025 Harrison was disqualified from being a director for 12 years, with his ban beginning on 6 May 2025. 

    He was also ordered to repay the current balance of £38,295 from the second loan.  

    Ann Oliver, Chief Investigator at the Insolvency Service, said:  

    Joseph Harrison applied for and received a second Covid loan when he was only entitled to one for his car sales business.  

    A 12-year ban is a significant disqualification and demonstrates the seriousness of his actions.  

    The Insolvency Service is committed to ensuring those who abused this scheme – which was designed to benefit the economy and help small businesses – are brought to justice. 

    Joseph Harrison operated as a sole trader for a number of years before South East Commercials Ltd was incorporated in May 2020.  

    The company sold used cars and light motor vehicles, such as motorcycles.  

    In the report to creditors, Mr Harrison stated that the first Bounce Back loan application was made by a third party on his behalf.  

    The Insolvency Service did not find evidence of a third party’s involvement.  

    He also stated that he did not know that only one successful loan application was permitted under the scheme.  

    However, the Insolvency Service has seen evidence that Mr Harrison signed the declaration on his company’s second loan application confirming that this was his first and only application. 

    Joseph Harrison was disqualified for 12 years under sections 6 and 15A of the Company Directors Disqualification Act 1986. 

    The Bounce Back loan scheme helped small and medium-sized businesses to borrow between £2,000 and £50,000, at a low interest rate, guaranteed by the Government.

    Door supervisor convicted after working with a suspended licence

    A man has been convicted for working at a Cambridgeshire venue with a suspended Security Industry Authority (SIA) licence.

    Amadu Tavares was working at No6 Cocktail Bar in St Neots on Friday 10 May 2024 when Cambridgeshire Police carried out licence checks on door staff. They found that his licence had previously been suspended by the SIA on 10 April 2024. 

    He was invited for interview under caution with SIA investigators on 11 July 2024 and again on 31 July 2024 however failed to attend for interview on either date.  

    Tavares appeared at Peterborough Magistrates’ Court on 15 January 2025 where he entered a guilty plea for offences contrary to Section 3 of the Private Security Industry Act 2001. He received a £200 fine, an £80 victim surcharge and had to pay £280 towards prosecution costs, totalling £560.

    Nicola Bolton, Criminal Investigations Manager at the SIA, said: 

    Our priority is public protection. We carefully review the actions of licence holders and suspend or revoke licences when necessary to keep people safe.  

    Mr Tavares chose to ignore the suspension of his licence, putting public safety at risk and undermining the integrity of the industry. The sentence handed down by the court will serve as a strong reminder that non-compliance has serious consequences.

    FBI Arrests 205 Alleged Child Sex Abuse Offenders in Five-Day Nationwide Crackdown—Nine Arrests in the Commonwealth of Kentucky

    LOUISVILLE, KY—In an unprecedented nationwide operation to protect our children and mark April’s National Child Abuse Prevention Month, the FBI announces Operation Restore Justice, a five-day, sweeping FBI initiative to identify, track, and arrest child sex predators across the country in coordination with all 55 of our FBI field offices.  

    As part of this operation, the FBI Louisville Field Office obtained 10 federal indictments. Six subjects were arrested, three of whom were already in state custody will be transferred to federal authorities, and one subject remains outstanding. One of the indictments remains under seal. They include the following:

    • Jason Back, 42, of Salyersville, Kentucky, was charged with online enticement of a minor.
    • Jesus Chavez, 32, of Somerset, Kentucky, was charged with five counts of producing child pornography.
    • Jordan A. Cobb, 33, of Salyersville, Kentucky, was charged with online enticement of a minor and cyberstalking of a minor.
    • Austin Hawk, 25, of Pittsburg, Kentucky, was charged with transporting a minor across state lines with the intent to engage in sexual activity.­­
    • Nathan Smith, 30, of Manchester, Kentucky, was charged with two counts of distribution of child pornography, one count of receiving child pornography, and one count of possession of child pornography.
    • Michael Moon, 47, of Annville, Kentucky, was charged with one count of receiving child pornography and one count of possession of child pornography.
    • Timothy Ray Dale, 63, of Paris, Kentucky, was charged with one count of production of child pornography and one count of possession of child pornography.
    • Finley Wooton, 32, of Hyden, Kentucky, was charged with the attempted production of child pornography.

They’re accused of various crimes, including the production, distribution, and possession of child sexual abuse material, online enticement and transportation of minors, and child sex trafficking.

  • MIL-OSI Security: Felon Convicted for Possessing Machinegun in Connection With Drug Trafficking

    Baltimore, Maryland – After a five-day trial, a federal jury returned a guilty verdict against Osman Malik Sesay, 32, of Gambrills, Maryland. Sesay was found guilty of a felon in possession of firearms and ammunition; conspiracy to distribute and possess with intent to distribute a controlled substance; possession with intent to distribute a controlled substance; maintaining a drug involved premises; and possession of firearms — including a machinegun — in furtherance of his drug trafficking crimes. 

    The conviction for possession of a machinegun in furtherance of his drug trafficking crimes carries a mandatory consecutive sentence of 30 years imprisonment. Sesay faces an additional mandatory consecutive sentence of five years imprisonment for possessing another firearm in furtherance of drug trafficking on a previous date.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the verdict with Special Agent in Charge Sean Ryan, Federal Bureau of Investigation – Washington Field Office, Criminal and Cyber Division; Special Agent in Charge Toni M. Crosby, Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF); Chief Amal E. Awad, Anne Arundel County Police Department; and Chief Malik Aziz, Prince George’s County Police Department (PGPD).

    According to the evidence presented at trial, between November 13, 2020, and continuing until at least July 16, 2021, Sesay conspired with others in a drug trafficking operation involving the bulk distribution of marijuana.  Sesay used multiple fake identifications — and at least four stolen luxury vehicles and seven firearms, including two equipped with machinegun conversion devices — to facilitate his drug trafficking operation. He also leased apartments under fake names to store his drugs, proceeds, and firearms.

    Anne Arundel County Police Department and PGPD Washington Area Vehicle Enforcement (W.A.V.E.) Auto Theft Unit detectives observed Sesay operating stolen vehicles in March 2021.  On April 29, 2021, W.A.V.E. detectives arrested Sesay in Prince George’s County, Maryland, driving a stolen Land Rover Range Rover Supercharged. 

    During the arrest, authorities found that Sesay possessed more than $14,000 in U.S. currency and a fraudulent Maryland driver’s license.  The fraudulent Maryland driver’s license was associated with a fraudulently rented apartment in Lanham, Maryland, where Sesay stored his drugs.  Sesay also had a Glock 26 firearm in the glove compartment of the stolen vehicle, which Sesay possessed in furtherance of his drug trafficking.  The Glock 26 firearm had a machinegun conversion device attached.

    Then on June 30, 2021, after he was released on bond pending trial, a PGPD Guardian Helicopter captured surveillance footage of Sesay conducting a drug transaction out of a stolen Corvette in a Washington, D.C. school parking lot.  On July 16, 2021, law enforcement executed search warrants on Sesay’s fraudulently rented apartments in Lanham, Maryland, and Gambrills, Maryland. 

    Sesay used the fraudulently rented apartment in Lanham, Maryland as a stash house for his drugs, and used the fraudulently rented apartment in Gambrills, Maryland to store more drugs, cash, and firearms.  In total, law enforcement recovered approximately 90 pounds of marijuana.  Evidence showed that Sesay transported marijuana across the country on a commercial airplane using fake identification.

    Law enforcement also recovered more than $40,000 in U.S. Currency and six firearms, five of which were loaded, from the apartment in Gambrills, Maryland.  And officers seized the stolen Corvette, a stolen Audi A7 sedan, and a stolen Land Rover Range Rover Velar that Sesay used as part of his drug trafficking operation.  Inside the vehicles, law enforcement recovered more marijuana.  Additionally, law enforcement discovered a loaded Glock 30 firearm with a machinegun conversion device attached — which Sesay possessed in furtherance of his drug trafficking — inside the stolen Corvette.  As a convicted felon, Sesay is prohibited from possessing any firearms or ammunition.

    Sesay faces a mandatory minimum sentence of five years in prison and a maximum of life in prison for possessing a firearm in furtherance of drug trafficking on April 29, 2021; a mandatory minimum sentence of 30 years in prison and a maximum of life for possessing firearms, including a machinegun, in furtherance of drug trafficking on July 16, 2021; a maximum of five years in prison for conspiracy to distribute and possess with intent to distribute a controlled substance; a maximum of five years in prison for possession with intent to distribute a controlled substance; a maximum of 20 years in prison for maintaining a drug involved premises; and a maximum of 10 years in prison each for two felon in possession of firearms and ammunition charges.  U.S. District Judge Matthew J. Maddox scheduled sentencing for July 29, 2025, at 12 p.m.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    U.S. Attorney Hayes commended the FBI, ATF, Anne Arundel County Police Department, and PGPD for their work in the investigation. Ms. Hayes also thanked Assistant U.S. Attorneys Patrick D. Kibbe and Brooke Y. Oki who are prosecuting the federal case.
