  • MIL-OSI United Kingdom: York pensioners better off with Pension Credit

    The 231 pensioners in York who claimed Pension Credit since December 2024 are now an extra £7,000 a year better off.

    Following publicity campaigns to encourage eligible people to claim, 231 applications were made from December 2024 to February 2025 by residents over State Pension age and who are on a low income. They are now directly benefitting from a total extra £1,790,736 a year, from Pension Credit and linked benefits.

    Of the total £1,790,736 now being paid yearly to those York residents, £338,866 was for backdated claims and £49,200 was for Winter Fuel Payments. Estimates suggest that the value of these awards over the estimated life expectancy of the claimants, could add up to over £10,638,000.

    One successful claimant from York said:

    I now have Pension Credit and Council Tax Support and couldn’t feel happier – it is so lovely. I wouldn’t have known what to do or that this would be possible without Age UK York and the Carers’ Centre helping me. Thank you so much.

    This is part of an ongoing campaign in partnership with organisations including Citizens’ Advice York, Older Citizens Advocacy York (OCAY), Age UK York and the Carers’ Centre to make sure residents claim all the support available to ease financial pressures, particularly with recent increases to energy and water bills.

    To be able to make a claim, residents must be over State Pension age and on a low income. Pension Credit tops up:

    • weekly income to £227.10 for single people
    • joint weekly income to £346.60 for those with a partner

    People with a higher income might still be eligible for Pension Credit if they have a disability, care for someone, have housing costs or have savings.

    Cllr Katie Lomas, Executive Member for Finance, Performance, Major Projects, Human Rights, Equality and Inclusion at City of York Council, said:

    Last autumn, government data showed that around 1,600 York households were missing out on Pension Credit. We contacted those they had details for, advising them that they might be eligible and offering advice and support to apply for it.

    “Of the 470 we contacted, 231 have successfully applied and together, are £1,790,736 a year better off.

    “We are continuing our campaign and will be letting more people know they could be missing out and how to apply. If you haven’t claimed yet, it’s really worth doing so. Help to make your claim is available for a share of over £1 million remaining unclaimed by York residents.”

    We recognise the challenges faced by too many older people, both here in York and across the country, with 34% of pensioners feeling less financially secure than a year ago and over 450,000 in our region having to cut back on heating or powering their home.

    The site on Moldavskaya Street will be reorganized under the program of integrated development of territories (IDT). The corresponding draft decision posted on the Moscow Government website.     “A modern business space will be created in the west of the capital under the KRT program. It will appear as part of the reorganization of a 3.16-hectare site. Investments in the project will amount to 35.7 billion rubles, and the annual budget effect will be 1.2 billion rubles. Thanks to the implementation of the project, over 2.3 thousand jobs will appear in Kuntsevo,” said Vladimir Efimov.

    The site is located near the Kuntsevskaya metro station in an area with established public and social infrastructure.

    “According to the project, an administrative and business complex with an area of 81 thousand square meters is planned to be built on the site at the address: Moldavskaya Street, Buildings 3-5. It is planned to house shops, cafes, restaurants, bank branches, fitness centers, pharmacies, and office premises inside. The territory will be landscaped and roads will be laid,” noted the Minister of the Moscow Government, Head of the Moscow Department of City Property

    According to the KRT program, multifunctional city blocks are being created, where roads, comfortable housing and all the necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas.     The company, a resident of the special economic zone (SEZ) Technopolis Moscow, presented three new high-tech products for the metalworking industry. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “On the instructions of the Mayor of Moscow, the capital supports industrial enterprises focused on the development of high technologies. Thanks to the residents of the special economic zone “Technopolis Moscow”, modern equipment capable of replacing imported analogues is regularly brought to the market. New solutions – a fiber laser with a capacity of nine kilowatts, a laminar station and a vibration-insulating optical table – will increase the accuracy and productivity of Russian enterprises in the field of metalworking,” said Maxim Liksutov.

    The equipment was created by Lassard, whose production facilities are located at the Pechatniki site of the Technopolis Moscow SEZ. The company has been operating in the special economic zone since 2023 and has produced more than 100 units of innovative products during this time. The production area is four thousand square meters.

    “The company demonstrates stable growth rates. In the first quarter of 2025 alone, the production of laser equipment increased by 30 percent compared to the same period last year. The register of the Ministry of Industry and Trade of Russia includes over 370 models of equipment manufactured in the country, including laser cutting machines, optical tabletops, plates and supports, which indicates the results of comprehensive localization of production in Moscow,” emphasized the Minister of the Moscow Government, Head of the Moscow Department of Investment and Industrial Policy

    The new equipment developed by the company is aimed at import substitution and solves practical problems of enterprises in high-precision industries. A fiber laser with a power of nine kilowatts is used for cutting metals up to 35 millimeters thick. The laminar station provides a clean working environment for precise optical operations by filtering air and directing it into the working area. The optical table with active vertical and horizontal vibration isolation is designed for work in laboratory conditions and ensures stability even under external vibrations.

    Gennady Degtyarev, Director of the Technopolis Moscow Special Economic Zone, emphasized that SEZ residents demonstrate a high level of technological maturity. Thanks to the city’s support and access to engineering infrastructure, companies are able to quickly scale up production and bring products to market that are in demand in key industries.

    Siem Reap, 22 April 2025 – Senior Officials of ASEAN and the United States (U.S.) reaffirmed their commitment to further advance their Comprehensive Strategic Partnership at the 37th ASEAN-U.S. Dialogue held today in Siem Reap, Cambodia.
     
    Both sides took stock of the progress made in ASEAN-U.S. cooperation across all three pillars of the ASEAN Community and noted with satisfaction the robust implementation of all measures under the Plan of Action to Implement the ASEAN-United States Strategic Partnership (2021-2025) and its Annex ahead of their expiration at the end of 2025.
     
    The U.S. reiterated its support for ASEAN Community-building efforts and ASEAN’s central role in the evolving regional architecture. ASEAN looked forward to enhancing practical cooperation in the priority areas under the AOIP and encouraged the U.S.’ continued constructive role in promoting dialogue for regional peace, security and stability through its participation in various ASEAN-led mechanisms.   • MIL-OSI New Zealand: Northland News – NRC given green light to consortium takeover of MMH

    The Northland Regional Council (NRC) was today (subs: Tuesday 22 April) given the green light from its councillors to proceed with a takeover of Marsden Maritime Holdings (MMH).
    The council revealed in late February it was a key figure in a consortium seeking to bring full control of Marsden Point-based Northport under a single ownership umbrella via a new joint-venture company combining MMH and Northport.
    Councillors at their monthly meeting in Whangārei today voted unanimously to amend council’s Te Mahere Roa | Long Term Plan 2024-2034 (LTP) to change the structure of its interests in Marsden Maritime Holding and Northport.
    Council Chair Geoff Crawford says: “Today’s decision paves the way for us to proceed with our plans to unite the land assets of MMH with Northport and in doing so give NRC a much larger holding in this important local asset.”
    Under the proposal, NRC would hold a 43% stake in the new company holding the assets of both MMH and Northport. Port of Tauranga would hold a 50% stake and Tupu Tonu (Ngāpuhi Investment Fund Ltd) would hold a 7% stake.
    NRC and POT would have equal decision/voting rights. (Northport is currently owned 50/50 between Port of Tauranga (POT) and MMH; under the proposed deal POT would have a 50% share in the merged entity).
    Council’s consortium partners welcomed today’s announcement, jointly commenting: “With that approval now given, our combined offer to buy out the minorities in MMH at $5.60 a share scheme offer can proceed.”
    “We now await the Independent Appraiser’s report and scheme documents ahead of a special meeting of MMH shareholders expected to be held next month where shareholders will vote on the sale of shares to the consortium.”
    The consultation process was required because NRC’s interests in MMH, including the Northport shares MMH holds, were classed as a strategic asset the council was required to consult on its proposal as an amendment to its LTP.
    That consultation ran from 26 February until 28 March and the council received a total of 42 feedback forms.
    Chair Crawford says, “Overall feedback was positive, however, this was tempered by a number of questions and concerns about the details of the proposal.”
    Submitters in favour of the proposal voiced strong support for bringing the ownership of MMH and Northport closer to Te Taitokerau, simplifying the ownership structure and enhancing economic growth for the region.
    Submitters who expressed opposition to the proposal had raised concerns about the potential loss of control and the perceived inconsistency of iwi/hapū now wanting to buy in after previously opposing Northport’s development.
    They also felt council should not participate in any restructure that could become part of treaty settlements, as the council’s role is to serve ratepayers.
    Other submitters expressed concerns about the proposed change in ownership composition of MMH and Northport, and that council would lose its controlling share. Concerns were also raised about a potential loss of annual dividend payments if council divests some of its shares.
    However, Chair Crawford says the proposal would give council a bigger stake in the revenue-generating elements of the assets, including the port. “Investment revenue helps subsidise rates and pay for the services council delivers.”
    He reiterated earlier comments that the NRC’s share of the proposed deal is not expected to impact rates. The additional $40.78 million required from council – on top of its current shareholding in MMH – would be paid for by borrowing from the New Zealand Local Government Funding Agency as well as selling some of the council’s non-strategic property assets.
    He says that under the proposed deal the council would hold a much bigger stake in the resulting new-look Northport.
    “The way MMH is structured now means council, with its current 53.6% share, effectively owns only 26.8% of Northport.”
    “The current ownership model, with MMH being an NZX listed company also means that NRC has no influence or control over what happens at the port other than through the appointment of directors onto MMH.”
    “In contrast, as part of the consortium proposal the council would own 43% of Northport and would have much more access to information, influence and decision making over the future of our region’s port.”
    Council has earmarked an additional seven percent for other iwi and hapū with interests within the rohe (area) of the Whangārei Harbour, should they wish to take this up as part of their treaty settlement process. While this would effectively reduce council’s shareholding to 36%, council would remain 50/50 decision making with POT.
    Council’s consultation had included direct communication with both iwi and hapū who had an interest in the Whangārei Harbour, communications to previous LTP submitters and to council’s ‘Have Your Say’ subscription list, council’s tāngata whenua contacts, and key business groups.

  • MIL-OSI China: A-shares stabilizing amid trade tensions

    With rising strategic importance in terms of improving expectations and boosting confidence, China’s capital market now provides opportunities for both Chinese and foreign investors as global economic growth stagnates due to Sino-US trade frictions, experts said.

    Their comments followed messages delivered during a State Council executive meeting on Friday, which included making continuous efforts to stabilize the stock market and advance the sound and stable development of the property sector. Once related measures are introduced, they should affect targeted companies and individuals directly. The implementation efficiency of the measures should be improved and their effect ensured, according to the meeting.

    The benchmark Shanghai Composite Index gained 0.45 percent on Monday while the Shenzhen Component Index closed up 1.27 percent. The tech-heavy ChiNext in Shenzhen jumped 1.59 percent.

    The A-share market is crucial for lifting market confidence during trade tensions. Investors should be confident in China’s dedication to safeguarding the stability of its capital markets, said Qiu Xiang, chief A-share market strategist at CITIC Securities.

    Economic resilience is crucial during the ongoing stalemate. China has more choices and room for more policies, helping it to last longer during the tensions. But the huge amount of government debt that will mature or need refinancing before July will serve as the first turning point for US tariff policies, said Qiu.

    Against such a backdrop, self-reliant technology companies, sectors benefiting from Europe’s increasing capital expenditure, consumer staple providers and companies generating stable dividends are worth looking at in the A-share market, he added.

    Market turmoil and volatility continued in overseas markets last week, indicating continued external pressure. But the Chinese market is stable, thanks to its recovering economic fundamentals and quick responses to recent uncertainties, said Zhang Qiyao, chief strategy analyst at Industrial Securities.

    Meanwhile, China’s dual circulation development pattern and the country’s strategic focus will help to anchor market stability, said Zhang.

    Experts from Huaxi Securities wrote in a recent report that the Chinese mainland and Hong Kong stock markets may serve as havens for foreign investors, while other markets are undergoing more drastic fluctuations in the short term and global economic growth faces more uncertainties.

    The Chinese government has been dedicated to advancing supply side reform and deeper restructuring. Combined with its continued efforts in expanding domestic demand, Chinese firms are provided with a better environment, which means new investment opportunities, Huaxi said.

    In addition, Chinese equity assets now enjoy more valuation advantages compared to their foreign peers. The former’s investment value over the mid to long term is especially noticeable. The market should not underestimate policymakers’ resolution to stabilize market performance and investor expectations, they added.

    During a forum on Sunday, Liu Yuhui, a council member of the China Chief Economist Forum, said that now is a good time to invest in the A-share market, as it is projected to enjoy longer-term prosperity. Investors are especially advised to look for opportunities in core China assets, whose investment value has been manifested during the China-US trade frictions, he said.

    Fu Si, China portfolio strategist at Goldman Sachs, said that global actively managed funds and overseas hedge funds have increased their exposure to A shares since the beginning of the year, mainly driven by the rapid development of Chinese artificial intelligence technology. But their current exposure is still lower than historic levels, while selling room is limited. Therefore, global capital will flow back to the A-share market in the mid to long term, Fu said.

    As of the end of March, qualified foreign institutional investors have increased their holdings in A shares — both in terms of volume and market value — on a quarterly basis, according to market tracker Wind Info. QFII held at least 500 million yuan ($68.6 million) worth of shares in Zijin Mining, Centre Testing International Group and China XD Group each, with the latter — a transmission and distribution equipment maker — seeing the most rapid increase of QFII holdings in the past three months.

    Police are continuing to follow several lines of enquiry in the homicide investigation launched in St Johns during Easter Weekend.

    Detectives have been working over recent days to piece together the violent events that unfolded on the night of 19 April.

    Police have had several members of the public come forward with information.

    Today, Police are appealing for witnesses in a vehicle to come forward in the investigation.

    Detective Inspector Glenn Baldwin says Police are seeking the driver of a white Toyota ute who may have been cut off by a vehicle carrying the offenders.

    It has been established that prior to the fatal attack, the dark coloured SUV turned around further down St Johns Road at around 9.51pm.

    “While doing so, a member of the public has had to bring their vehicle to an abrupt stop,” Detective Inspector Baldwin says.

    “This vehicle was a white Toyota ute with a black sports bar attached on the back, heading in a westerly direction towards the Meadowbank Shops from College Road.

    “I would like to stress that the occupants of this white ute are witnesses, and they are not involved in the homicide.”

    Police urge those occupants to come forward.

    “I’m confident that someone will remember being cut off while they drove along St Johns Road,” Detective Inspector Baldwin says.

    “I urge any occupants of that vehicle to contact us as you may have crucial information to our investigation.”

    •  Investigation continues:

    Meanwhile, Police are still piecing together the victim’s movements throughout Saturday.

    Police can confirm the victim had purchased items from a nearby supermarket at around 9.40pm.

    He then walked on foot to the bus shelter on St Johns Road, about 400 metres away, before the assault occurred just before 10pm.

    Detective Inspector Baldwin says: “The victim was subjected to a senseless attack, leaving him with multiple head injuries.

    “No one should be subjected to the appalling level of violence that the victim suffered on Saturday night.

    “As yet, the weapon used in the assault has not been located.”

    Detective Inspector Baldwin says Police are keeping an open mind about why the attack occurred.

    “We have had a number of people contact us in recent days with information, and the investigation team are working through this with some urgency.

    “I acknowledge them for coming forward, and I continue to ask anyone with additional information to get in touch.”

    • The victim:

    Police are not yet in a position to formally release the victim’s name.

    “We are still working through the formal identification process with the Coroner’s Office and are speaking to his family who live overseas,” Detective Inspector Baldwin says.

    “The family are still in the process of notifying loved ones of what has occurred.

    “It’s the news no one should have to receive, so out of respect for them I won’t be releasing further information today.”

    • Police seeking sightings of vehicle of interest:

    Police would still like any information on a black SUV that was at the scene and left at speed following the fatal attack.

    “This vehicle came to a stop near the bus shelter, with at least two offenders exiting the vehicle,” Detective Inspector Baldwin says.

    “There is possibly a third offender and or other occupants may have been driving this vehicle at the time, and this is forming part of the investigation.”

    The vehicle fled the scene at speed towards College Road.

  • MIL-OSI Security: Owner Of San Jose-Based Technology Staffing Firm Sentenced To 14 Months For Visa Fraud Scheme

    SAN JOSE – Kishore Dattapuram was sentenced today to 14 months in federal prison for visa fraud and conspiracy to commit visa fraud.  U.S. District Judge Edward J. Davila handed down the sentence.

    Dattapuram, 55, of Santa Clara, was indicted in February 2019 along with two co-defendants on one count of conspiracy to commit visa fraud and 10 counts of substantive visa fraud.  Dattapuram pleaded guilty to all counts in November 2024.  

    Dattapuram co-owned and operated Nanosemantics, Inc., a staffing firm in San Jose that provided skilled employees to technology companies in the Bay Area.  Nanosemantics received a commission for workers placed at client companies.  Nanosemantics regularly submitted H-1B petitions for foreign workers so that foreign workers could obtain temporary authorization to live and work for employers in the United States.  In order to secure an H-1B visa, an employer or other sponsor must submit an “I-129” petition to the United States Citizenship and Immigration Services (USCIS).  A petition and associated documentation must confirm the existence and duration of the job waiting for the worker, and describe key details including the wages associated with the position.  

    Dattapuram worked with his co-defendants to submit fraudulent H-1B applications that falsely represented that foreign workers had specific jobs waiting for them at designated end-client companies when in fact the jobs did not exist.  On multiple occasions, Dattapuram paid companies to be listed as end-clients for the foreign workers, even though he knew the workers would never work for those employers.  As defendants admitted, the goal of the scheme was to allow Nanosemantics to obtain visas for job candidates before securing jobs for them, thereby allowing Nanosemantics to place those workers with employers as soon as those jobs were available, rather than waiting for the visa application process to conclude, and giving Nanosemantics an unfair advantage over its competitors.

    Acting United States Attorney Patrick D. Robbins and Homeland Security Investigations (HSI) Special Agent in Charge Tatum King made the announcement.

    In addition to the prison term, Judge Davila also ordered Dattapuram to serve three years of supervised release, forfeit $125,456.48, and pay a fine of $7,500 and a $1,100 special assessment fee.

    Assistant U.S. Attorney Sarah Griswold and Special Assistant U.S. Attorney Johnny James are prosecuting this case with the assistance of Lynette Dixon and Nina Burney.  The prosecution is the result of an investigation by HSI, with assistance from USCIS.

  • MIL-OSI China: China rolls out guideline on upgrading pilot free trade zones

    China has released a guideline for improving the country’s pilot free trade zones (FTZs) to further promote high-standard opening up and high-quality development.
    The guideline, issued by the Communist Party of China Central Committee and the State Council, called for promoting the optimization and upgrading of trade of goods, invigorating the development of services trade, and supporting innovative development in digital trade.
    White list systems are planned to be established for imported medical research and development items as well as imported food with medicinal values, the guideline said, while also calling for the application of digital bills and signatures.
    Investment liberalization and facilitation should be advanced, and the level of opening up should be enhanced to attract and utilize foreign capital with greater efforts.
    The guideline urged promoting the integration of innovation chains and industrial chains, and expanding international sci-tech exchanges and cooperation.
    Work should be done in building a modern industrial system, enhancing the modernization level of industrial chains, promoting the establishment of advanced industrial clusters, and facilitating the coordinated development of industries in the pilot FTZs, it said.
    The guideline also pledged to facilitate cross-border data flow and financial opening up.

  • MIL-OSI Security: 27 Members Or Associates Of Tren De Aragua Charged With Racketeering, Narcotics, Sex Trafficking, Robbery And Firearms Offenses

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York; Pamela Bondi, the Attorney General of the United States; Kristi Noem, the Secretary of the Department of Homeland Security (“DHS”); Todd M. Lyons, the Acting Director of U.S. Immigration and Customs Enforcement; and Jessica S. Tisch, the Commissioner of the New York City Police Department (“NYPD”), announced today two Superseding Indictments charging 27 individuals currently or formerly associated with the designated foreign terrorist organization Tren de Aragua (“TdA”) with racketeering conspiracy, sex trafficking conspiracy, drug trafficking conspiracy, robbery, and firearms offenses.  The first Superseding Indictment (the “TdA Indictment”) charges six alleged members of TdA.  The second Superseding Indictment (the “Anti-Tren Indictment”) charges 19 alleged members of “Anti-Tren,” a splinter faction comprised of former TdA members, along with two additional associates of Anti-Tren.  Of the 27 defendants, 21 are in federal custody, including 16 who were already in federal criminal, immigration, or state custody and five who were arrested last night and today in operations in New York and other jurisdictions.

    Acting U.S. Attorney Matthew Podolsky said: “Today, we have filed charges against 27 alleged members, former members, and associates of Tren de Aragua, for committing murders and shootings, forcing young women trafficked from Venezuela into commercial sex work, robbing and extorting small businesses, and selling ‘tusi,’ a pink powdery drug that has become their calling card.  Today’s Indictments make clear that this Office will work tirelessly to keep the law-abiding residents of New York City safe, and hold accountable those who bring violence to our streets.”

    Attorney General Pam Bondi said: “As alleged, Tren de Aragua is not just a street gang – it is a highly structured terrorist organization that has destroyed American families with brutal violence, engaged in human trafficking, and spread deadly drugs through our communities.  Today’s indictments and arrests span three states and will devastate TdA’s infrastructure as we work to completely dismantle and purge this organization from our country.” 

    NYPD Commissioner Jessica S. Tisch said: “Tren de Aragua is one of the most dangerous gangs in the country, and the NYPD has taken significant action to shut down their operations in New York City.  For the first time ever, TdA is being named and charged as the criminal enterprise that it is.  This isn’t just street crime—it’s organized racketeering, and this gang has shown zero regard for the safety of New Yorkers.  As alleged in the indictment, these defendants wreaked havoc in our communities, trafficking women for sexual exploitation, flooding our streets with drugs, and committing violent crimes with illegal guns.  Thanks to the dedicated members of the NYPD and the important work of our federal partners, their time is up.”

    According to the allegations contained in the Indictments:[1]

    The TdA Indictment

    TdA is a criminal organization that operated throughout New York City, including the boroughs of the Bronx and Queens, as well as internationally in Venezuela, Peru, and elsewhere.  The purposes of TdA included:

    • Preserving and protecting the power and territory of TdA and its members and associates through acts involving murder, assault, robbery, other acts of violence, and threats of violence, including acts of violence and threats of violence directed at former members and associates of TdA who associated with a splinter organization known as Anti-Tren.
    • Enriching the members and associates of TdA through, among other things:
      • The unlawful smuggling of individuals, including young women from Venezuela, into Peru and the U.S.;
      • The sex trafficking of young women (whom members and associates of TdA often refer to as “multadas”) who had been unlawfully smuggled into Peru and the U.S.;
      • The trafficking of controlled substances, including a mixed substance called “tusi” that contains ketamine; and
      • Armed robberies.
    • Keeping victims and potential victims in fear of TdA and its members and associates through threats and acts of violence.
    • Promoting and enhancing TdA and the reputation and activities of its members and associates.
    • Providing assistance to members and associates of TdA who committed crimes for and on behalf of TdA, such as lodging and interstate transportation for members and associates of TdA to flee prosecution.
    • Protecting TdA and its members and associates from detection and prosecution by law enforcement authorities through acts of intimidation, threats, and violence against potential witnesses to crimes committed by members of TdA.

    Members and associates of TdA transported “multadas” from Venezuela into Peru and the U.S. in exchange for debts that the “multadas” would pay back to TdA by engaging in commercial sex work.  Members of TdA enforced compliance among “multadas” by, among other things:

    • Threatening to kill “multadas” and their families,
    • Assaulting “multadas,”
    • Shooting or killing “multadas,” and
    • Tracking down and kidnapping “multadas” who tried to flee.

    Members of TdA also committed and conspired, attempted, and threatened to commit, acts of violence, including acts involving murder and assault, to protect and expand TdA’s criminal operations; resolve disputes within TdA; to retaliate against rival organizations, including Anti-Tren; and to maintain control over sex trafficking victims.  TdA members and associates also trafficked controlled substances, committed robberies, and obtained, possessed, trafficked, and used firearms and ammunition.

    The TdA Indictment charges JARWIN VALERO-CALDERON, a/k/a “La Fama”; SAMUEL GONZALEZ CASTRO, a/k/a “Klei,” a/k/a “Kley”; EFERSON MORILLO-GOMEZ, a/k/a “Jefferson,” a/k/a “Efe Trebol”; BRAYAN OLIVEROS-CHERO; SANDRO OLIVEROS-CHERO; and ARMANDO JOSE PEREZ GONZALEZ, a/k/a “Biblia” (the “TdA Defendants”) with conspiring to participate in the TdA racketeering enterprise.  Various of the TdA Defendants are also charged with participating in offenses relating to drug trafficking, carjacking, robbery, and extortion, as well as firearms offenses.  This case is assigned U.S. District Judge Denise L.     The Anti-Tren Indictment

    Anti-Tren is a criminal organization almost exclusively comprised of former members and associates of TdA.  Anti-Tren operated throughout New York City, including the boroughs of the Bronx and Queens, and in New Jersey, and elsewhere.  Like TdA, the purposes of Anti-Tren included:

    • Preserving and protecting the power and territory of Anti-Tren and its members and associates through acts involving murder, assault, other acts of violence, and threats of violence, including acts of violence and threats of violence directed at members and associates of TdA.

    Members of Anti-Tren also committed and conspired, attempted, and threatened to commit, acts of violence, including acts involving murder and assault, to protect and to expand Anti-Tren’s criminal operations, resolve disputes within Anti-Tren, to retaliate against rival organizations, including Tren de Aragua, and to maintain control over sex trafficking victims.  Anti-Tren members and associates also trafficked controlled substances, committed robberies, and obtained, possessed, trafficked, and used firearms and ammunition.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Justice Department to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN). In February 2025, Tren de Aragua was designated a Foreign Terrorist Organization.

    UK Indo-Pacific Minister visits Cambodia to strengthen ties

    UK Minister for the Indo-Pacific Catherine West MP visits Cambodia to advance shared interests and boost cooperation.

    The UK and Cambodia are collaborating to advance climate initiatives and promote sustainable development.

    This includes at Techo International Airport in Kandal Province, Cambodia, where British architecture has gained international recognition for its innovative approach to green airport design.

    The airport, designed by British firm Foster + Partners, will be visited today (22 April 2025) by UK Minister for the Indo-Pacific, Catherine West MP, who is in Cambodia this week to strengthen ties between the two nations and promote economic growth, climate resilience, and security cooperation.

    The Minister will meet with H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, and senior officials from Cambodia’s Ministry of Economy and Finance and the Council for the Development of Cambodia. Their discussions will cover expanding trade opportunities, advancing climate initiatives, promoting sustainable development, and enhancing regional security.

    An upgraded ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA) takes effect today, strengthening New Zealand’s trade ties with Southeast Asia and Australia.
    “At a time of global uncertainty, this upgrade gives Kiwi exporters the certainty they need to grow their businesses, create jobs, and boost the economy,” Trade and Investment Minister Todd McClay says.
    The agreement streamlines customs processes, improves the flow of essential goods during crises, and reduces non-tariff barriers, making it easier for New Zealand businesses to trade across the region.
    ASEAN — which includes Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam — is New Zealand’s fourth-largest trading partner. Combined with Australia, two-way trade under AANZFTA is worth more than $59 billion a year.

    Celebrated, octopus-styled artwork Te Wheke-a-Muturangi by acclaimed artist Lisa Reihana floats on Tāmaki Makaurau waters for the first time – through to 14 May.

    Presented by Viaduct Harbour Holdings Ltd and Gallery Sally Dan-Cuthbert, with the support of Auckland Council and the city centre targeted rate, Te Wheke-a-Muturangi is set to deliver a major moment in Viaduct Harbour’s presentation of the Aotearoa Art Fair Sculpture Trail.

    “Lisa Reihana has consistently wowed global audiences with her stunning art, grounded in Māori and Pacific cultural knowledge. So we’re lucky to see this epic masterpiece in the Viaduct Harbour as we usher in a packed season of the arts in Auckland.

    Te Wheke-a-Muturangi

    This mesmerising installation invites audiences to reflect on ancient stories beneath the surface of the ocean, animated by light, movement and memory.

    A revered artist whose work has been shown globally – from the Venice Biennale to major presentations in Australia and Singapore – Reihana’s Te Wheke-a-Muturangi anchors the art trail with powerful storytelling drawn from Māori cosmology.

    Part of Reihana’s Kura Moana Series, originally commissioned for the Aotearoa New Zealand Festival of Arts 2022, the majestic 15-metre-wide floating cephalopod draws from the powerful Māori myth of the giant female octopus Te-Wheke-a-Muturangi, who is pursued across the Pacific and ultimately slain by the legendary Polynesian navigator, Kupe.

    The artwork is hand-painted by Reihana in maze-like lines inspired by Reihana’s contemporary Māori weaving patterns, with vivid reds symbolising the blood spilled when the creature was defeated.

    An indictment was unsealed today in Madison, Wisconsin charging a Wisconsin man with seven counts of forced labor, conspiracy to commit forced labor, and seven counts of alien harboring for private financial gain; the indictment further charged the man’s wife with seven counts of forced labor and conspiracy to commit forced labor.

    According to the indictment, between September 2015 and March 2018, Luis Abreu, 50, and his wife, Cybell Abreu, 50, used threats of serious harm and abuse of the law and legal process to coerce seven minor males and young men to perform labor and services. The indictment further alleges that Luis Abreu harbored the seven boys and young men, who he knew or recklessly disregarded to be unlawfully present in the United States.

    The defendants made their initial appearance before a U.S. Magistrate Judge in the Western District of Wisconsin on April 21. The charge of forced labor carries a maximum penalty of 20 years in prison, up to five years of supervised release, and a fine of up to $250,000. The charge of alien harboring carries a maximum penalty of 10 years in prison when done for the purpose of commercial advantage or private financial gain. Sentences are imposed by a federal district court judge based on the U.S. Sentencing Guidelines and other statutory factors.

    Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division, U.S. Attorney Timothy M. O’Shea for the Western District of Wisconsin, and Homeland Security Investigations Resident Agent in Charge Eric Rice of the HSI Milwaukee Office made the announcement.

    WASHINGTON – U.S. Senators Maggie Hassan (D-NH) and James Lankford (R-OK), both members of the Senate Homeland Security and Governmental Affairs Committee, reintroduced bipartisan legislation to increase inspections of traffic going from the U.S. to Mexico, which would help combat the flow of illicit firearms and money that fuel drug cartels. 

    “Dismantling drug cartels requires cutting off the flow of illegal firearms and cartel money moving from the U.S. into Mexico, which help give cartels the resources to continue to operate and flood our communities with deadly drugs,” said Senator Hassan. “This bipartisan legislation significantly enhances our southbound inspection capabilities, which will help disrupt cartel operations and reduce the trafficking of fentanyl, which has devastated communities across New Hampshire and nationwide.” 

    “With border crossings at a record low, the results speak for themselves. President Trump’s leadership is making America safer; the southern border is much more secure than it was a year ago,” Lankford said. “But US Customs and Border Protection still doesn’t have the resources they need to stop gun smuggling to the criminal cartels in Mexico. We need to ensure border law enforcement has the personnel and technology to crack down on criminal activity that puts Americans at risk.”

    Specifically, the bipartisan Enhancing Southbound Inspections to Combat Cartels Act would: 

    • Require that at least 10 percent of southbound vehicles are inspected, to the extent practicable 
    • Authorize at least 100 additional Homeland Security Investigations agents to investigate the smuggling of guns and money from the U.S. into Mexico
    • Authorize at least 100 additional Homeland Security Investigations agents to investigate drug smuggling, human trafficking, child trafficking, and unauthorized entries from Mexico into the U.S.
    • Authorize 50 additional x-ray inspection systems for southbound inspections 

    This legislation is part of Senator Hassan’s ongoing efforts to support border security. Last year, the Senate Homeland Security Committee advanced bipartisan legislation introduced by Senator Hassan to allow U.S. and Canadian personnel to jointly patrol both sides of the Northern border on aircraft, helping better combat drug smuggling and other illegal cross-border activities.   • MIL-OSI Security: Columbia Man Sentenced in $1.2 Million Insurance Fraud and $30,000.00 COVID-19 Relief Fraud Cases

    JEFFERSON CITY, Mo. – A Columbia, Mo., man who ran a scheme to defraud insurance companies through staged accidents and who fraudulently applied for COVID-19 relief funds was sentenced in federal court today for conspiracy to commit wire and mail fraud and aggravated identity theft.

    Lawrence Courtney Lawhorn, 37, was sentenced by U.S. District Judge Rosanne Ketchmark to a total of 21 years in federal prison without parole. The court also ordered Lawhorn to pay $187,109.75 in restitution to be divided among insurance companies, medical providers, and the Small Business Administration.

    Beginning in 2017, Lawhorn staged automobile accidents in the mid-Missouri area.  Lawhorn participated in three staged accidents and recruited other people, including family members to participate in the staged accidents.  Lawhorn and the participants would go to various hospitals complaining of fake injuries thereby increasing the medical billing. As a result, the cost of a potential settlement with the insurance companies would increase. During one staged accident, Lawhorn spoke to the insurance company while pretending to be a person with settlement authority.

    Lawhorn’s operation spread to the Kansas City, Missouri and St. Louis, Missouri areas. In total, Lawhorn either participated in or managed 10 total staged automobile accidents between 2017 until his arrest in 2020.  The total loss for all staged accidents was approximately $1.2 million.  In court, it was determined Lawhorn pocketed approximately $105,721.17 either through his direct participation or by requiring the other participants to pay him money.

    In 2020, during the COVID-19 pandemic, Lawhorn, along with another person, Tina Battie, submitted applications for Economic Disaster Relief Loans that were available to small businesses during the pandemic. Lawhorn and Battie submitted applications to the Small Business Administration for the loans using fake businesses.  Lawhorn obtained $10,000.00 from his personal application and another $20,000.00 was obtained through two other fraudulent applications.  The loans were later forgiven.  Tina Battie was sentenced last year for her actions in the case.

    This case was prosecuted by Assistant United States Attorney Aaron M. Maness.  It was investigated by the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Columbia, Missouri Police Department, and the National Insurance Crime Bureau.

  • MIL-OSI Security: California State Prisoner Indicted for Child Sexual Exploitation Offenses

    FRESNO, Calif. — Nathaniel Ray Diaz, 21, of Greenfield, was arraigned today after a federal grand jury returned a three-count indictment that charged him with sexual exploitation of a minor, attempted receipt of a visual depiction of a minor engaged in sexually explicit conduct, and obstruction of justice, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, Diaz was serving a three-year sentence at Avenal State Prison in Kings County for committing lewd acts against a 12-year-old and making criminal threats with a gun. Between July 5, 2024, and Nov. 25, 2024, Diaz used prison phones, a CDCR-issued tablet, and prison-monitored ViaPath messaging equipment to communicate with the victim. Although Diaz had a 10-year no contact order for a minor, he placed thousands of calls to the minor. He instructed the minor to create and transmit to him images of the minor engaged in sexually explicit conduct. When Diaz learned that someone had contacted law enforcement about the communications, he directed people to delete evidence.

    This case is the product of an investigation by Homeland Security Investigations, the California Department of Corrections and Rehabilitation Special Service Unit, and the Salinas Police Department. Assistant U.S. Attorney David Gappa and Trial Attorney McKenzie Hightower from the Department of Justice Child Exploitation and Obscenity Section are prosecuting the case.

    If convicted, Diaz faces a mandatory minimum of 25 years in prison and a maximum statutory penalty of 50 years in prison and a fine of up to $250,000 for the sexual exploitation of a child, a mandatory minimum of 15 years in prison and a maximum of 40 years in prison and a fine of up to $250,000 for attempted receipt of a visual depiction of a minor engaged in sexually explicit conduct. If convicted of the obstruction of justice charge, Diaz faces a maximum of 20 years in prison and a fine of up to $250,000. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.   • MIL-OSI Security: Leader of Catalytic Converter Theft Ring Sentenced to 5 Years in Federal Prison

    Marc H. Silverman, Acting United States Attorney for the District of Connecticut, announced that ALEXANDER KOLITSAS, 31, of Wolcott, was sentenced today by U.S. District Judge Sarala V. Nagala in Hartford to 60 months of imprisonment, followed by two years of supervised release, for operating a catalytic converter theft and trafficking ring.  Judge Nagala also ordered Kolitsas to pay a $50,000 fine.

    According to court documents and statements made in court, this matter stems from an investigation into the theft of catalytic converters from motor vehicles across Connecticut.  A catalytic converter contains precious metals, can easily be removed from its vehicle, and is difficult to trace, making it a desirable target for thieves.  The average scrap price for catalytic converters currently varies between $300 and $1,500, depending on the model and type of precious metal component.

    Kolitsas owned and operated Downpipe Depot & Recycling LLC (“Downpipe Depot”), which had a warehouse on Park Avenue in East Hartford.  From approximately January 2021 to June 2022, Kolitsas used Downpipe Depot to purchase stolen catalytic converters from a network of thieves.  Kolitsas instructed his suppliers on the types of converters that would obtain the most profit upon resale, and he would often meet with them and transact business at his home late at night or behind a family member’s restaurant in Middlebury after hours.  Analysis of records seized from Downpipe Depot revealed that many of Kolitsas’s suppliers were selling thousands to tens of thousands of dollars’ worth of stolen converters to Kolitsas each week.

    Starting in January 2022, Kolitsas maintained electronic invoices reflecting the purchase of stolen catalytic converters from his suppliers.  In several of the invoices, Kolitsas permitted his suppliers to use fictitious names or business names in order to create the appearance of proper recordkeeping while obscuring from his records the true source of the stolen converters.  The invoices show that between approximately January 26, 2022, and May 31, 2022, which was only a portion of the time period that Kolitsas operated Downpipe Depot and trafficked stolen catalytic converters, Kolitsas and Downpipe Depot paid more than $3.3 million to purchase converters from his suppliers.

    Kolitsas regularly transported and sold the catalytic converters to recycling businesses in New York and New Jersey.  Some of these trips yielded payments in excess of $200,000.  In an interview with law enforcement, the owner of the New York recycling business estimated that he paid Kolitsas a total of approximately $10 million in cash for catalytic converters.

    The investigation also revealed that Kolitsas used proceeds from the theft and sale of catalytic converters to purchase a Ford Transit Van and other items.

    Kolitsas was arrested on August 24, 2022.  On October 7, 2024, he pleaded guilty to one count of conspiracy to commit interstate transportation of stolen property and one count of promotional money laundering.

    Judge Nagala ordered Kolitsas to forfeit the Ford Transit Van, a 2016 Polaris Slingshot, $91,581 held in a Downpipe Depot bank account, and $75,127 in cash, all of which was seized by law enforcement during the investigation.

    Kolitsas, who is released on a $150,000 bond, is required to report to prison on July 14.

    This investigation is being led by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Internal Revenue Service – Criminal Investigation Division (IRS-CI), and the East Hartford Police Department.  The case is being prosecuted by Assistant U.S. Attorneys Lauren C. Clark and A.   • MIL-OSI Security: Manhattan Man Convicted Of Raping And Sexually Abusing Two Teenage Girls And Distributing Methamphetamine To Minors

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York, announced today that a jury returned a guilty verdict against SHYMELL EPHRON, a/k/a “Shy,” on two counts of enticement of a minor to engage in unlawful sexual activity, one count of conspiring to distribute methamphetamine and cocaine, and two counts of distributing methamphetamine to a minor, in a trial before U.S. District Judge Margaret M. Garnett.  EPHRON is scheduled to be sentenced on September 19, 2025.

    Acting U.S. Attorney Matthew Podolsky said: “As a unanimous jury found, Shymell Ephron lured two runaway teenagers back to his apartment in Harlem, where he repeatedly raped and sexually abused them for five days while plying them with methamphetamine and alcohol.  Thanks to the FBI and the NYPD, the girls were eventually found and returned to their parents.  I commend these young women for the bravery they showed by testifying at trial.  This Office is committed to keeping the children of New York City safe from sexual predators, and thanks to the hard work of the career prosecutors of this Office and our law enforcement partners, the support of victim services specialists of this Office, and the willingness of the victims to speak up, Ephron has now been convicted for his egregious conduct and will face justice for the harm he caused.” 

    As reflected in the evidence presented at trial:

    Between approximately May 2024 and July 2024, EPHRON worked with others to distribute narcotics, including methamphetamine and cocaine, in Times Square and other locations in New York City.  On or about May 17, 2024, EPHRON approached two teenage girls in Times Square while he was selling drugs.  The girls had run away from home.  EPHRON convinced the two girls to follow him to his residence in Harlem, where they stayed with EPHRON for several days.

    EPHRON engaged in multiple acts of forcible rape, forcible touching, sexual abuse, and illegal sex with a minor while the girls were staying in EPHRON’s apartment.  EPHRON repeatedly provided the girls with methamphetamine, marijuana, and alcohol.  EPHRON also provided a cellphone to the girls to monitor their whereabouts, communicate with them about narcotics, and to persuade, induce, and entice them to return to his apartment each night so he could engage in unlawful sex with them.  Law enforcement agents with the Federal Bureau of Investigation (“FBI”) and the New York City Police Department (“NYPD”) eventually rescued the two girls and returned them to their parents.

    EPHRON, 35, of New York, New York, was convicted of two counts of coercion and enticement of a minor, each of which carries a mandatory minimum sentence of 10 years in prison and a maximum potential sentence of life in prison; one count of narcotics conspiracy, which carries a maximum potential sentence of 20 years in prison; and two counts of distributing narcotics to a minor, each of which carries a mandatory minimum sentence of one year in prison and a maximum potential sentence of 40 years in prison.

    The mandatory minimum and maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as the sentencing of the defendant will be determined by a judge.

  • MIL-OSI Security: Albanian National Charged with Conspiring to Smuggle Illegal Aliens into the United States

    Earlier today, in federal court in Brooklyn, an indictment was unsealed charging Fatjon Shytani, an Albanian national and resident of the Bronx, New York, with a scheme to smuggle illegal aliens from Canada into the United States for financial gain.  Shytani was arrested yesterday morning and was arraigned this afternoon before United States Magistrate Judge Lois Bloom.

    John J. Durham, United States Attorney for the Eastern District of New York, and Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the arrest and indictment.

    “As alleged, Shytani conspired to smuggle illegal aliens into the United States to benefit himself financially, but was thwarted by the outstanding work of our law enforcement partners,” stated United States Attorney Durham.  “These types of schemes represent a significant threat to our national security and will not be tolerated.  This case demonstrates our Office’s continued dedication to protect our border security and the integrity of the immigration process.”

    Mr. Durham also thanked U.S. Customs and Border Protection, the Department of Justice’s Office of International Affairs, the New York City Police Department, the Royal Canadian Mounted Police and the Albanian State Police for their valuable assistance during the investigation.

    Fatjon Shytani, an Albanian national, allegedly facilitated the illegal entry of foreign nationals into the United States in exchange for cash payments.  This alleged conspiracy established unauthorized border access designed to circumvent proper protocols and evade authorities.  The FBI remains dedicated to apprehending any individual who profits from violating the borders and security of our nation.

    As alleged in court filings, Shytani and his co-defendants conspired to smuggle foreign nationals from to enter the United States via illegal border crossing at the U.S. border with Canada.  During the course of the investigation, Shytani accepted cash from an undercover agent (UC-1) in exchange for arranging to have the agent’s significant other, who purportedly was from the Republic of Kosovo, smuggled across the Canadian border into the United States.  In reality, the agent’s significant other was another undercover law enforcement agent (UC-2).  Between March 12, 2024 and March 13, 2024, Shytani and UC-1 exchanged phone calls and text messages during which they agreed to meet in person on March 14, 2024, at a coffee shop on Long Island, New York.  On March 14, 2024, Shytani met UC-1 at the agreed-upon location where they discussed details regarding UC-2’s illegal crossing from Canada into the United States. At the conclusion of the meeting, UC-1 paid Shytani $14,000 in cash for the planned smuggling service.  On March 16, 2024, Shytani’s co-conspirators then attempted to smuggle UC-2 and two other aliens from Canada into the United States before being apprehended and later released by Canadian law enforcement.

    The charges in the indictment are allegations, and the defendant is presumed innocent unless and until proven guilty.  If convicted of alien smuggling and transportation conspiracy, Shytani faces up to 10 years’ imprisonment.

  • MIL-OSI USA: Maryland Attorney Pleads Guilty to Not Paying Employment Taxes

    A Maryland attorney pleaded guilty today for not paying employment taxes withheld from the employees of his law firm.

    The following is according to court documents and statements made in court: James E. McCollum Jr. was an attorney licensed to practice law in Maryland and the District of Columbia. From 1998 to 2024, McCollum was the sole proprietor of a law firm based in College Park, Maryland, which he operated using a series of business names, including McCollum P.C.; McCollum & Associates LLC; and The McCollum Firm LLC. Nevertheless, McCollum was always the sole owner and operator of the business.

    As such, McCollum exercised financial control over the firm, including hiring and supervising employees, operating the payroll, and maintaining signature authority over the business bank accounts. From at least 2000 onward, McCollum was responsible for withholding Social Security, Medicare, and federal income taxes from his employees’ wages and paying those funds over to the government each quarter. McCollum was also obligated to pay over the employer’s share of Social Security and Medicare taxes.

    The timely payment of these taxes is critical to the functioning of the U.S. government, because, for example, they are the primary source of funding for Social Security and Medicare. The federal income taxes that are withheld from employees’ wages also account for a significant portion of all federal income taxes collected each year.

    Over the last 24 years, McCollum, however, was frequently not compliant with his obligations to pay these taxes to the government or to file the necessary tax returns.

    Beginning in 2010, the IRS attempted to collect the unpaid employment taxes, issuing numerous notices and levies to the law firm. When the IRS was unable to collect the outstanding taxes from the firm, it assessed them against McCollum personally and tried to collect them from him as well.

    In 2020, instead of paying the taxes that were due, McCollum sought to thwart the IRS’s ongoing collection efforts by transferring his business and its employees to a new entity, The McCollum Firm. Yet, even after the transfer, McCollum continued to not file the requisite tax returns or pay the employment taxes over. McCollum acknowledged that from 2000 through 2024, he did not pay over at least approximately $2,174,992.83 in employment taxes.

    McCollum also acknowledged that he did not file his own individual income tax returns and did not pay $220,515 in individual income taxes due for the tax years 2020 through 2022.

    The court scheduled sentencing for Sept. 29. McCollum faces a maximum penalty of five years in prison for the failure to pay over employment taxes. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. McCollum also faces a period of supervised release, restitution, and monetary penalties.

    ROSEMONT, Ill., April 21, 2025 (GLOBE NEWSWIRE) — Wintrust Financial Corporation (“Wintrust”, “the Company”, “we” or “our”) (Nasdaq: WTFC) announced record quarterly net income of $189.0 million, or $2.69 per diluted common share, for the first quarter of 2025, compared to net income of $185.4 million, or $2.63 per diluted common share in the fourth quarter of 2024. Pre-tax, pre-provision income (non-GAAP) totaled a record $277.0 million, compared to $270.1 million for the fourth quarter of 2024.

    SUMMARY OF RESULTS:

    BALANCE SHEET

    Total assets increased $1.0 billion in the first quarter of 2025 as compared to the fourth quarter of 2024. Total loans increased by $653.4 million as compared to the fourth quarter of 2024. The increase in loans was primarily driven by growth in the commercial and premium finance life insurance loan portfolios.

    Total liabilities increased by $734.2 million in the first quarter of 2025 as compared to the fourth quarter of 2024, driven by a $1.1 billion increase in total deposits. Robust organic deposit growth in the first quarter of 2025 was driven by our diverse deposit product offerings. Non-interest bearing deposits as a percentage of total deposits were 21% at March 31, 2025, relatively stable compared to recent quarters. The Company’s loans-to-deposits ratio ended the quarter at 90.9%.

    NET INTEREST INCOME

    For the first quarter of 2025, net interest income totaled $526.5 million, an increase of $1.3 million as compared to the fourth quarter of 2024, primarily due to improvement in net interest margin and growth in the balance sheet, partially offset by two fewer calendar days in the quarter.

    Net interest margin increased to 3.54% (3.56% on a fully taxable-equivalent basis, non-GAAP) during the first quarter of 2025, up five basis points compared to the fourth quarter of 2024. The yield on earning assets declined 11 basis points during the first quarter of 2025 primarily due to a 15 basis point decrease in loan yields. The net free funds contribution declined six basis points compared to the fourth quarter of 2024. These declines were more than offset by a 22 basis point reduction in funding cost, primarily due to a 23 basis point decline in the rate paid on interest-bearing deposits, compared to the fourth quarter of 2024.

    ASSET QUALITY

    The allowance for credit losses totaled $448.4 million as of March 31, 2025, an increase from $437.1 million as of December 31, 2024. A provision for credit losses totaling $24.0 million was recorded for the first quarter of 2025 as compared to $17.0 million recorded in the fourth quarter of 2024. The higher provision for credit losses recognized in the first quarter of 2025 is primarily attributable to impacts related to the macroeconomic outlook. Future economic performance remains uncertain, thus downside risks to the baseline scenario, including widening credit spreads and lower valuations in financial markets, were considered to derive a qualitative addition to the provision for the first quarter of 2025. For more information regarding the allowance for credit losses and provision for credit losses, see Table 10 in this report.

    Management believes the allowance for credit losses is appropriate to account for expected credit losses. The Company is required to estimate expected credit losses over the life of the Company’s financial assets as of the reporting date. There can be no assurances, however, that future losses will not significantly exceed the amounts provided for, thereby affecting future results of operations. A summary of the allowance for credit losses calculated for the loan components in each portfolio as of March 31, 2025, December 31, 2024, and September 30, 2024 is shown on Table 11 of this report.

    Net charge-offs totaled $12.6 million in the first quarter of 2025, a decrease of $3.3 million as compared to $15.9 million of net charge-offs in the fourth quarter of 2024. Net charge-offs as a percentage of average total loans were 11 basis points in the first quarter of 2025 on an annualized basis, compared to 13 basis points on an annualized basis in the fourth quarter of 2024.     The Company’s delinquency rates remain low and manageable. For more information regarding past due loans, see Table 12 in this report.

    Non-performing assets and non-performing loans have remained relatively stable compared to prior quarters. Non-performing assets totaled $195.0 million and comprised 0.30% of total assets as of March 31, 2025, as compared to $193.9 million, or 0.30% of total assets, as of December 31, 2024. Non-performing loans totaled $172.4 million and comprised 0.35% of total loans at March 31, 2025, as compared to $170.8 million and 0.36% of total loans at December 31, 2024.     NON-INTEREST INCOME

    Non-interest income totaled $116.6 million in the first quarter of 2025, increasing $3.2 million, as compared to $113.5 million in the fourth quarter of 2024.

    Wealth management revenue decreased by $4.7 million in the first quarter of 2025, as compared to the fourth quarter of 2024. Revenue in the first quarter of 2025 was impacted by the transition of systems and support for brokerage and certain private client business to a new third party in the current quarter, as well as lower assets under management due to lower market valuations. The reduction in revenue was driven by anticipated slowdown in activity from the transition, market conditions, and certain offsets to expenses. Wealth management revenue is comprised of the trust and asset management revenue of Wintrust Private Trust Company and Great Lakes Advisors, the brokerage commissions, managed money fees and insurance product commissions at Wintrust Investments and fees from tax-deferred like-kind exchange services provided by the Chicago Deferred Exchange Company.

    Mortgage banking revenue totaling $20.5 million in the first quarter of 2025 was essentially unchanged compared to the fourth quarter of 2024. For more information regarding mortgage banking revenue, see Table 15 in this report.

    The Company recognized $19.4 million in service charges on deposit accounts in the first quarter of 2025, as compared to $18.9 million in the fourth quarter of 2024. The $0.5 million increase in the first quarter of 2025 was primarily due to increased commercial account fees.

    The Company recognized $3.2 million in net gains on investment securities in the first quarter of 2025 as compared to $2.8 million in net losses in the fourth quarter of 2024. The net gains in the first quarter of 2025 were primarily the result of unrealized gains on the Company’s equity investment securities with a readily determinable fair value.

    NON-INTEREST EXPENSE

    Non-interest expenses totaled $366.1 million in the first quarter of 2025, decreasing $2.4 million as compared to $368.5 million in the fourth quarter of 2024.

    Salaries and employee benefits expense decreased by $0.6 million in the first quarter of 2025 as compared to the fourth quarter of 2024. This was primarily driven by decreased commissions and incentives compensation expense related to lower mortgage originations and wealth management revenue in the quarter partially offset by higher salaries expense which can be attributed to annual merit increases taking effect in the first quarter of the year.

    Advertising and marketing expenses in the first quarter of 2025 totaled $12.3 million, which was a $0.8 million decrease as compared to the fourth quarter of 2024. The reduction in the first quarter is primarily due to timing of marketing campaigns, sponsorship arrangements and other investments.

    Professional fees expense totaled $9.0 million in the first quarter of 2025, resulting in a decrease of $2.3 million as compared to the fourth quarter of 2024. The decrease in the current quarter relates primarily to decreased fees on consulting services. Professional fees include legal, audit, and tax fees, external loan review costs, consulting arrangements and normal regulatory exam assessments.

    Travel and entertainment expense totaled $5.3 million in the first quarter of 2025 which decreased $2.9 million as compared to the fourth quarter of 2024. The decrease is primarily due to seasonal corporate events that occur during the fourth quarter.

    The Macatawa Bank acquisition related costs were $2.7 million in the first quarter of 2025, primarily driven by consulting expenses, employee retention and severance costs, and contracted resource costs.

    INCOME TAXES

    The Company recorded income tax expense of $64.0 million in the first quarter compared to $67.7 million in the fourth quarter of 2024. The effective tax rates were 25.30% in the first quarter of 2025 compared to 26.76% in the fourth quarter of 2024. The effective tax rates were partially impacted by the tax effects related to share-based compensation, which fluctuate based on the Company’s stock price and timing of employee stock option exercises and vesting of other share-based awards. The Company recorded net excess tax benefits of $3.7 million in the first quarter of 2025, compared to excess tax benefits of $50,000 in the fourth quarter of 2024 related to share-based compensation.

    BUSINESS SUMMARY

    Community Banking

    Through community banking, the Company provides banking and financial services primarily to individuals, small to mid-sized businesses, local governmental units and institutional clients residing primarily in the local areas the Company services. In the first quarter of 2025, community banking increased its commercial, commercial real estate and residential real estate loan portfolios.

    Mortgage banking revenue was $20.5 million for both the first quarter of 2025, and the fourth quarter of 2024. See Table 15 for more detail. Service charges on deposit accounts totaled $19.4 million in the first quarter of 2025 as compared to $18.9 million in the fourth quarter of 2024. The Company’s gross commercial and commercial real estate loan pipelines remained solid as of March 31, 2025 indicating momentum for expected continued loan growth in the second quarter of 2025.

    Specialty Finance

    Through specialty finance, the Company offers financing of insurance premiums for businesses and individuals, equipment financing through structured loans and lease products to customers in a variety of industries, accounts receivable financing and value-added, out-sourced administrative services and other services. Originations within the insurance premium financing receivables portfolios were $4.8 billion during the first quarter of 2025. Average balances increased by $213.4 million, as compared to the fourth quarter of 2024. The Company’s leasing divisions’ portfolio balances increased in the first quarter of 2025, with capital leases, loans, and equipment on operating leases of $2.7 billion, $1.1 billion, and $280.5 million as of March 31, 2025 respectively, as compared to $2.5 billion, $1.1 billion, and $278.3 million as of December 31, 2024, respectively. Revenues from the Company’s out-sourced administrative services business were $1.4 million in the first quarter of 2025, which was relatively stable compared to the fourth quarter of 2024.

    Wealth Management

    Through wealth management, the Company offers a full range of wealth management services, including trust and investment services, tax-deferred like-kind exchange services, asset management, and securities brokerage services. See “Items Impacting Comparative Results,” regarding the sale of the Company’s Retirement Benefits Advisors (“RBA”) division during the first quarter of 2024. Wealth management revenue totaled $34.0 million in the first quarter of 2025, down slightly as compared to the fourth quarter of 2024. At March 31, 2025, the Company’s wealth management subsidiaries had approximately $51.1 billion of assets under administration, which included $8.4 billion of assets owned by the Company and its subsidiary banks.

    ITEMS IMPACTING COMPARATIVE FINANCIAL RESULTS

    Business Combination

    On August 1, 2024, the Company completed its previously announced acquisition of Macatawa, the parent company of Macatawa Bank. In conjunction with the completed acquisition, the Company issued approximately 4.7 million shares of common stock. Macatawa operates 26 full-service branches located throughout communities in Kent, Ottawa and northern Allegan counties in the state of Michigan. Macatawa offers a full range of banking, retail and commercial lending, wealth management and ecommerce services to individuals, businesses and governmental entities. As of August 1, 2024, Macatawa had fair values of approximately $2.9 billion in assets, $2.3 billion in deposits and $1.3 billion in loans. As of March 31, 2025, the Company recorded goodwill of approximately $142.1 million on the purchase.

    Division Sale

    In the first quarter of 2024, the Company sold its RBA division and recorded a net gain of approximately $19.3 million ($20.0 million in other non-interest income from the sale, offset by $0.7 million in commissions/incentive compensation expense).

    : INTEREST RATE SENSITIVITY

    As an ongoing part of its financial strategy, the Company attempts to manage the impact of fluctuations in market interest rates on net interest income. Management measures its exposure to changes in interest rates by modeling many different interest rate scenarios.

    The following interest rate scenarios display the percentage change in net interest income over a one-year time horizon assuming increases and decreases of 100 and 200 basis points as compared to projected net interest income in a scenario with no assumed rate changes. The Static Shock Scenario results incorporate actual cash flows and repricing characteristics for balance sheet instruments following an instantaneous, parallel change in market rates based upon a static (i.e. no growth or constant) balance sheet. Conversely, the Ramp Scenario results incorporate management’s projections of future volume and pricing of each of the product lines following a gradual, parallel change in market rates over twelve months.     As shown above, the magnitude of potential changes in net interest income in various interest rate scenarios has continued to remain relatively neutral. As the current interest rate cycle progressed, management took action to reposition its sensitivity to interest rates. To this end, management has executed various derivative instruments including collars and receive fixed swaps to hedge variable rate loan exposures and originated a higher percentage of its loan originations in longer-term fixed-rate loans. The Company will continue to monitor current and projected interest rates and may execute additional derivatives to mitigate potential fluctuations in the net interest margin in future periods.

    As noted in the table on the previous page, the majority of the Company’s portfolio is tied to SOFR and CMT indices which, as shown in the table above, do not mirror the same changes as the Prime rate, which has historically moved when the Federal Reserve raises or lowers interest rates. Specifically, the Company has variable rate loans of $15.4 billion tied to one-month SOFR and $6.7 billion tied to twelve-month CMT.     The accounting and reporting policies of Wintrust conform to generally accepted accounting principles (“GAAP”) in the United States and prevailing practices in the banking industry. However, certain non-GAAP performance measures and ratios are used by management to evaluate and measure the Company’s performance. These include taxable-equivalent net interest income (including its individual components), taxable-equivalent net interest margin (including its individual components), the taxable-equivalent efficiency ratio, tangible common equity ratio, tangible book value per common share, return on average tangible common equity, and pre-tax income, excluding provision for credit losses. Management believes that these measures and ratios provide users of the Company’s financial information a more meaningful view of the performance of the Company’s interest-earning assets and interest-bearing liabilities and of the Company’s operating efficiency. Other financial holding companies may define or calculate these measures and ratios differently.

    Management reviews yields on certain asset categories and the net interest margin of the Company and its banking subsidiaries on a fully taxable-equivalent basis (“FTE”). In this non-GAAP presentation, net interest income is adjusted to reflect tax-exempt interest income on an equivalent before-tax basis using tax rates effective as of the end of the period. This measure ensures comparability of net interest income arising from both taxable and tax-exempt sources. Net interest income on a FTE basis is also used in the calculation of the Company’s efficiency ratio. The efficiency ratio, which is calculated by dividing non-interest expense by total taxable-equivalent net revenue (less securities gains or losses), measures how much it costs to produce one dollar of revenue. Securities gains or losses are excluded from this calculation to better match revenue from daily operations to operational expenses. Management considers the tangible common equity ratio and tangible book value per common share as useful measurements of the Company’s equity. The Company references the return on average tangible common equity as a measurement of profitability. Management considers pre-tax income, excluding provision for credit losses, as a useful measurement of the Company’s core net income.
