  • MIL-OSI United Kingdom: Search for new lease of life for Pounds House

    A search is on for a sympathetic new owner who can revive and restore a Grade II listed mansion house in the heart of Plymouth.

    Pounds House in Central Park is in need of a new lease of life and the Council, which owns the building, has looked extensively at options but has not identified a use for it and has now decided to open up its future to other interested parties.

    Councillor Chris Penberthy, Cabinet Member with responsibility for assets said:
    “We constantly review our properties and assets to make sure they provide value in meeting the needs of our services to residents and helping us deliver priorities for the city.

    “This involves both buying and selling properties to best meet the needs of the residents we serve.

    “We have not identified a Council use for the building that would warrant large scale investment and need to focus our efforts elsewhere. It is a shame, but we need to be pragmatic and offer this as an opportunity which we hope others will grasp. We want this building to be loved for the long term.”

    The Council has a large portfolio of assets, from land to office blocks, retail parks and shops, which support the local economy and thousands of jobs. As a landowner it keeps its properties under constant review, assessing them on whether they are used, the cost of upkeep, whether it fits in with the Council’s and the city’s priorities. As well as disposing assets, it also acquires them, depending on needs of the city, its economy and its residents.

    In the last five years the Council has spent £490,787 on the property, including work to the roof and rainwater goods, security, electrical installations, gas and water hygiene inspections/testing and insurance. Removing the property from the Council’s books would remove a substantial liability for maintenance. The mansion house has been empty since 2017 and significant external work is needed.

    The future of the house has had a number of false starts. Investigation works were due to start in 2020 but were put on hold to allow the building to be used as part of the Mayflower 400 celebrations. There were further delays due to the COVID-19 pandemic. In 2021 some work carried out to address more pressing issues including repairs to very old window frames.

    The house is expected to be sold at auction in the next few months. As there is a small area around the boundary of the house that will form part of the disposal package, the Council is placing a Loss of Public Open Space legal notice in the Herald and on the Council’s website.

  • MIL-OSI Security: St. Johns County Man Pleads Guilty To Tax Fraud

    Jacksonville, Florida – United Staes Attorney Gregory W. Kehoe announces that Daniel Tharp has pleaded guilty to the willful failure to pay taxes. Tharp faces a maximum penalty of five years in federal prison. A sentencing date has not yet been set.

    According to court records, Tharp was the managing director for Hangar X Holdings, LLC, where he had the corporate responsibility to collect and account for the company’s trust fund taxes, which included income taxes, Medicare taxes, and Social Security taxes withheld from the company’s employees’ pay. From October 2014 through December 2019, the company paid wages to employees and withheld these trust fund taxes. Tharp, however, knowingly and intentionally failed to pay this money to the IRS. In total, Tharp caused the company to fail to pay over $1.2 million in such taxes.

    This case was investigated by IRS—Criminal Investigation. The case is being prosecuted by Assistant United States Attorney John Cannizzaro.

  • MIL-OSI Security: Leader Of Drug Trafficking Organization Pleads Guilty To Smuggling Thousands Of Kilograms Of Cocaine

    Tampa, FL – United States Attorney Gregory W. Kehoe announces that Cristian Javier Vente Ocoro (39, Colombia), a/k/a “Shrek,” “Happy,” and “Teletubis,” has pleaded guilty to conspiring to traffic cocaine on vessels subject to the jurisdiction of the United States. Vente Ocoro faces a maximum penalty of life in federal prison. He was arrested in Colombia in September 2023 at the request of the United States and extradited to the United States a year later. A sentencing date has not yet been set.

    According to the plea agreement, Vente Ocoro was part of an organization that smuggled cocaine from South America to Central America and Mexico, a substantial portion of which passed through points of entry on the United States/Mexico border. Vente Ocoro handled the organization, logistics, and planning of smuggling ventures, as well as recruited and paid crewmembers. As part of the investigation, investigators associated Vente Ocoro with two failed smuggling ventures – the first on June 25, 2019, that involved 1,090 kilograms of cocaine; the second on July 31, 2019, that involved 2,125 kilograms of cocaine.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi- jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    The specific mission of the OCDETF Panama Express Strike Force is to disrupt and dismantle Transnational Criminal Organizations involved in large scale drug trafficking, money laundering, and related activities. The OCDETF Panama Express Strike Force is comprised of agents and officers from the Coast Guard Investigative Service, Drug Enforcement Administration, Federal Bureau of Investigation, and Homeland Security Investigations. The Colombian National Police provided critical investigative support. The Department of Justice’s Office of International Affairs and the Criminal Division’s Narcotic and Dangerous Drug Section’s Office of Judicial Attaché in Bogotá, Colombia provided significant assistance in securing the arrest and extradition of the defendant. The prosecution is being led by the Office of the United States Attorney for the Middle District of Florida. It is being prosecuted by Assistant United States Attorney Dan Baeza.

    ALEXANDRIA, Va. – Intelligent Waves, LLC, located in Reston, and its owner agreed to pay $1.95 million to settle False Claims Act allegations involving two Air Force contracts.

    In September 2019, Intelligent Waves entered into a contract, known as the Crowd-Sourced Contract, with the Air Force. Under the Crowd-Sourced Contract, Intelligent Waves provided crowd-sourced flight data collection support and data analytics to the 59th Test and Evaluation Squadron at Nellis Air Force Base. The United States alleged that Intelligent Waves knowingly sold certain equipment to the Air Force that was not authorized under the Crowd-Sourced Contract and submitted invoices to the Air Force that portrayed the unauthorized equipment as authorized equipment under the Contract. The United States also alleged that Intelligent Waves knowingly invoiced the Air Force for products and/or labor that it did not deliver in the specific quantities stated in its invoices. After it failed to deliver the products and/or labor stated in its invoices, Intelligent Waves failed to provide a credit to the Air Force for undelivered products and/or labor, providing substitute products requested by non-procurement personnel instead.

    In November 2020, Intelligent Waves also entered into a contract, known as the Special Access Program Facilities (SAPF) Contract, with the Air Force to build special access program facilities at Edwards Air Force Base,. The United States alleged that Intelligent Waves knowingly made false statements that induced the award of the SAPF Contract.

    The United States alleged that Intelligent Waves provided meals and entertainment to Air Force employees before the award of and during the period of performance of the Crowd-Sourced and SAPF contracts.  

    This settlement arises in connection with a lawsuit filed by two former Intelligent Waves employees under the whistleblower provision of the False Claims Act, United States ex rel. Taylor et al. v. Intelligent Waves, LLC et al. The lawsuit alleged that Intelligent Waves’ owner was aware of certain of the alleged wrongful conduct. A whistleblower suit, or qui tam action under the False Claims Act, is commenced by an individual filing a complaint under seal in the U.S. District Court and providing a copy of the complaint and evidence to the U.S. Attorney’s Office. The United States then has an opportunity to investigate the claims. The False Claims Act provides whistleblowers with a share of the government’s recovery.

    The resolution obtained in this matter was the result of a coordinated effort between the U.S. Attorney’s Office for the Eastern District of Virginia, the U.S. Air Force Office of Special Investigations, the Defense Criminal Investigative Service’s Mid-Atlantic Field Office, and the Defense Contract Audit Agency.

    This matter was investigated by Assistant U.S. Attorney Tanya Kapoor and Forensic Auditor Peter Melaragni.

    The civil claims settled by this False Claims Act agreement are allegations only; there has been no determination of civil liability.

    FREMONT, Calif., April 03, 2025 (GLOBE NEWSWIRE) — Enovix Corporation (Nasdaq: ENVX), a global high-performance battery company, today announced the acquisition of battery cell manufacturing assets from SolarEdge, located in South Korea. The acquisition will expand the company’s manufacturing footprint and help position Enovix to meet growing demand in the defense industry. The transaction is expected to close in April 2025, subject to the satisfaction of customary closing conditions.

    Enovix will be acquiring a battery cell manufacturing facility from SolarEdge that is approximately 330,000 square feet, as well as battery cell development and manufacturing equipment. The SolarEdge facility has been operating for over 20 years. The facility to be acquired is directly adjacent to the company’s existing facility in Nonsan City, South Korea. Enovix plans to hire certain members of the SolarEdge Korea team including personnel in the manufacturing, quality, R&D and process engineer departments. The acquisition is expected to expand Enovix’s manufacturing capacity and expedite scaled production.

    • Deal marks a pivotal step in advancing Ukraine’s shift towards renewable energy

    An international finance package will bring €157 million of project finance debt to a private wind power project that aims to boost Ukraine’s energy security. The deal, announced today in Kyiv, is co-financed by the European Bank for Reconstruction and Development (EBRD), International Finance Corporation (IFC) and Black Sea Trade and Development Bank (BSTDB) and supported by the European Union (EU), the United Kingdom, and the Climate Investment Funds’ (CIF’s) Clean Technology Fund (CTF).

    One of the first greenfield private projects in Ukraine’s power sector since the beginning of Russia’s invasion of Ukraine in 2022, this project forms part of efforts to advance Ukraine’s shift towards renewable energy generation as well as bolster its energy security following attacks from Russia on the country’s energy generation infrastructure.

    The EBRD and IFC will each lend €60 million and BSTDB €37 million. The total cost of the project is estimated at €225 million (excluding VAT), with the rest to be met by equity from the project sponsor, GNG Group or Galnaftogaz, widely known in Ukraine as OKKO Group. The loans are to Wind Power GSI Volyn LLC and Wind Power GSI Volyn 3 LLC, special purpose vehicles incorporated in Ukraine.

    The loans will support OKKO to construct and operate wind power plants in Ukraine with a combined capacity of 147 MW. The plants are expected to generate at least 380 GWh of renewable zero carbon electricity annually, resulting in carbon dioxide emission savings of approximately 245,000 tons per year.

    The EBRD’s funding will be backed by financial guarantees from the European Union provided under its Ukraine facility, the Ukraine Investment Framework. This comes from the Ukraine Investment Framework Hi-Bar guarantee programme, which supports both new and existing climate mitigation technologies, in particular in the energy sector, in line with the EU’s detailed Ukraine Plan.

    IFC and BSTDB’s loans are backed by guarantees from the European Union under the Ukraine Investment Framework as part of IFC’s Better Futures Program: RE-Ukraine. The United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) provided £3.8 million (€4.5 million) in grant funding as a first loss guarantee to enable the mobilisation of IFC and BSTDB’s loans. IFC’s funding package also includes €10 million in debt financing from the CTF and was enabled by pre-investment work through which IFC helped optimise the project structure in a highly volatile market environment. This was possible thanks to support from Austria’s Federal Ministry of Finance and the Swiss State Secretariat for Economic Affairs SECO.

    WASHINGTON, DC – Today, the Cybersecurity and Infrastructure Security Agency (CISA) joined the National Security Agency (NSA) and other government and international partners to release a joint Cybersecurity Advisory (CSA) that warns organizations, internet service providers (ISPs), and cybersecurity service providers about fast flux enabled malicious activities that consistently evade detection. The CSA also provides recommended actions to defend against fast flux. 

    An ongoing threat, fast flux networks create resilient adversary infrastructure used to evade tracking and blocking. Such infrastructure can be used for cyberattacks such as phishing, command and control of botnets, and data exfiltration. This advisory provides several techniques that should be implemented for a multi-layered security approach including DNS and internet protocol (IP) blocking and sinkholing; enhanced monitoring and logging; phishing awareness and training for users; and reputational filtering.

    Scientists comment on wildfires in Scotland and Dorset. 

    Dr Rory Hadden, Rushbrook Senior Lecturer in Fire Investigation, University of Edinburgh, said:

    “Fire danger assessments in Scotland are Very High or Extreme.  This is not very uncommon at this time of year.  In late winter and early spring there is lots of dead vegetation around and living vegetation is dormant.  This vegetation dries out very rapidly during periods of low humidity and sunny weather.  First of all, fine vegetation will dry out which means these fuels become very easy to ignite.  Over time the ground surface also starts to dry which means the fire behaviours start to get more extreme.  At the moment predictions are that fires can be easily ignited in the dry vegetation and will spread quite rapidly especially where there is wind.  This is quite common at this time of year in the UK and we have seen several examples already.

    “Most fires start due to human actions which is why it is important to be considerate when enjoying the nice weather.  Do not light fires and take a picnic rather than a barbeque.  This will minimise the risk of starting a fire.  Even if it looks like a fire is out – smouldering of surface vegetation is hard to detect and may transition to a flaming fire many hours after people have left an area.  Better to not even take the risk.

    “Fires will eventually be extinguished either by direct firefighting or by the fire service and landowners allowing the fire to spread to be contained by barriers in the landscape.  These may be either natural (pockets of wetter ground or where vegetation is sparser) or man-made (roads, fuel breaks).

    “These fires are significant as they draw resources from the Fire and Rescue Services and will have impacts on local ecosystems.  We need to be able to use these to understand how wildland fire risk is changing in the UK and the scientific community will be learning from these events to help plan and prepare in future.”

    “April marks the peak of the UK wildfire season.  After the winter months, vegetation is dry and flammable, and the rising temperatures in early spring promote the spread rate.  These spring wildfires tend to be small in size because they are usually quickly put out by the fire brigade.  Another peak in frequency but with much larger wildfires in the UK typically occurs later in the summer, especially during heatwaves when the vegetation is dry again and conditions are more extreme.

    “There is much the public can do to help.  Growing awareness is key.  Learn about wildfire in your local area and wider region.  Support your local fire brigades and land managers, ask questions to scientists and experts, and share your concerns with the relevant authorities.  A better-informed and engaged public makes a real difference in preventing and managing wildfires.”
