    On July 16, Ambassador Yin Chengwu attended the 2025 Liberia Investment Conference. The event was also attended by Hon. Jeremiah Kpan Koung, Vice President of the Republic of Liberia, Hon. Magdalene Ellen Dagoseh, Representatives from relevant UN agencies and diplomatic missions in Liberia.

    At the conference, Ambassador Yin briefed the outcomes of the recent Ministerial Meeting of Coordinators on the Implementation of the Outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC). He particularly highlighted the new measures such as China’s zero-tariff treatments for 100% of taxable items originating from African countries with diplomatic relations with China. He stressed the principles of openness and cooperation, mutual benefit and win-win outcomes, as well as trustworthy partnership. Furthermore, he proposed five key recommendations for further advance China-Liberia cooperation, including enhancing strategic synergy, streamlining the business environment, pioneering emerging sectors, strengthening institutional frameworks, and fostering people-to-people bonds.

    Germany announces €10 million euro investment in Africa’s development

    German Vice-Chancellor Lars Klingbeil has announced that Germany will provide an initial contribution of €10 million towards the Group of Twenty (G20) Compact for Africa initiative, which promotes private investment in Africa.

    “This is not only a strategic investment, it is one that can boost the growth, create business opportunities and reduce pressure on public budgets in important Member States,” Klingbeil said on Thursday in Durban during the G20 Finance Track Meeting. 

    Established under the German G20 Presidency in 2017, the initiative’s primary objective is to increase attractiveness of private investment through substantial improvements of the macro, business and financing frameworks.

    Under the G20 Finance Track, the Compact for Africa is governed through the G20 Africa Advisory Group (AAG), co-chaired by Germany and South Africa. 

    The African Development Bank Group, the International Monetary Fund (IMF), and the World Bank Group coordinate the initiative. 

    “To help these partners, with the support of the Compact with Africa, Germany will provide an initial contribution of €10 million to the World Bank’s Trust Fund this year.

    “We are convinced that this is a worthwhile investment and we will be pleased to see other G20 members to join us, therefore, we call on all G20 partners to consider making their own contribution to the World Bank Trust Fund to help ensure the Compact’s long term success.

    “Only through our joint efforts we can truly unlock the potential of the Compact with Africa and make a lasting impact for the benefit of our African partners and the global community,” Germany’s Vice-Chancellor said.

    According to Klingbeil, Compact members have higher levels of foreign direct investments.

    “It is important to recognise the initiative’s full potential impact is still emerging, partly due to unexpected external challenges such as the COVID-19 pandemic and global uncertainties.

    “This highlights the necessities for continued political and financial commitment to unlock the Compact’s full potential for sustainable and inclusive growth across Africa,” he said.

    The German Vice-Chancellor emphasised that Germany’s new government wants to deepen its engagement with South African partners.

    “We will continue to provide strong support with the Compact but more generally we also want to engage in new thinking about development partnerships.

    “The German government has committed itself to establish a new North-South Commission to set up an international forum where experts from politics, civil society, business and research can meet on a regular basis to search for new and efficient solutions. I envision the independent experts from relevant areas from all parts of the world coming together on a regular basis,” he said.

    The new German government agreed to establish a new North-South Commission to jointly suggest new North-South policies for a multipolar world.

    Klingbeil stressed the importance of the Global North and Global South working together on equal footing while also highlighting the need for equitable partnerships and mutual respect between developed and developing nations. 

    “It’s important that we don’t have a platform where the North is telling the South what to do. We have to come together on the same level to find common answers to address the challenges we are facing in the world.

    “At the same time, we will continue to make use of the existing instruments of the G20 Compact with Africa is one of them, it’s dynamic and results driven initiative that demonstrates the power of partnerships and peer to peer learning,” Klingbeil said.

    Finance Minister Enoch Godongwana indicated that the Compact for Africa has grown into a dynamic initiative that has mobilised over $191 million dollars in private capital, supported by the development of bankable projects and improved access to services for over 13.5 million people.

    “It has also fostered a peer learning network among participating countries supported by institutions like the African Centre for Economic Research and provided a structured framework for reform through regular monitoring and technical assistance.

    “As we look ahead, the success of the Compact with Africa will depend on our collective commitment. We must ensure that this initiative remains country-owned, reform driven and result orientated,” the Minister said.

    Godongwana called on governments, multilateral institutions and the private sector to create enabling conditions for sustainable development and inclusive growth.

    “Africa’s development trajectory is at a crossroad, while the continent is rich in opportunity, it continues to face significant challenges ranging from infrastructure deficit and climate vulnerability to constrained fiscal space and limited access to long term private capital

    “In this context, the compact with Africa initiative remains a promising platform for fostering reformed driven investment partnership between African countries and the private sector,” he said.

  • Piyush Goyal engages with Indian Missions abroad to boost global trade

    Union Minister of Commerce and Industry Piyush Goyal held a virtual meeting on July 16, with Heads of Commercial Wings in 74 Indian Missions across 61 countries to strengthen India’s global trade and commercial engagement strategy. The interaction, conducted via video conference, focused on reviewing trade promotion activities and addressing market access challenges.

    During the meeting, key Indian Missions presented detailed insights into their trade promotion efforts, sectoral developments, and challenges related to market access. Shri Goyal acknowledged the Missions as critical pillars of India’s economic diplomacy, emphasizing their role as the first point of contact for promoting Indian exports and fostering stronger ties with host countries.

    The Minister urged the Missions to proactively gather trade intelligence, including updates on market trends, regulatory frameworks, and sectoral developments. He highlighted the importance of sharing innovative strategies and best practices that have successfully boosted trade and attracted investment to India. Shri Goyal stressed the need to focus on four key performance indicators—Investment, Trade, Tourism, and Technology—as outlined by Prime Minister Narendra Modi as pillars of India’s growth.

    The discussion also covered the importance of regular trade advisories to identify demand-supply gaps and opportunities for Indian exporters. The Minister called for strategic interventions to address market access barriers, such as non-tariff barriers, sanitary and phytosanitary measures, and technical barriers to trade. He emphasized enhanced alignment between the Missions and the Department of Commerce through data-driven planning and effective use of digital platforms like the DGFT Trade Connect Portal.

    Goyal also urged collaborative efforts to support India’s objectives in multilateral forums like the World Trade Organization, particularly in areas such as agriculture, public stockholding for food security, and fisheries subsidies. The meeting addressed operational challenges, including the need for adequate resources, efficient posting of commercial officers, and improved coordination to support initiatives like Make in India and Production Linked Incentive schemes.

  • MIL-OSI Canada: Canada Partners With Trees For Life to Grow Southern Ontario’s Urban and Suburban Canopy

    Canada and Trees For Life are driving urban and suburban tree-planting projects that will expand local green spaces, improve air and water quality and provide natural shade to cool our cities and communities, making them healthier and more climate resilient.

    Today, Ryan Turnbull, Parliamentary Secretary to the Minister of Finance and National Revenue and to the Secretary of State (Canada Revenue Agency and Financial Institutions) and Member of Parliament for Whitby, highlighted a $4-million federal investment for tree-planting projects in urban and suburban areas in southern Ontario. Trees For Life will collaborate with planting partners to plant an average of 24,000 trees annually over five years, for a total of 120,000 trees in communities across southern Ontario.

    The collaboration with Trees For Life is already ahead of target, supporting the planting of 83,000 trees in southern Ontario with 35,000 trees planted in 2024 and 48,000 trees planted across 40 projects in 2025 to date.

    This project builds on a successful regional model piloted in the Durham Region. Trees For Life worked with local municipalities, conservation authorities, non-profits and other partners to assess how many more trees could be planted, as well as how to meet the unique tree-planting needs of each area. With strong support across the Durham Region and funding from the 2 Billion Trees Program (2BT), Canadian Trees for Life is now expanding this successful model to other regions.

    By investing in greener communities today, the federal government is planting the seeds for a more sustainable Canada. Through collaboration and long-term commitment, these efforts will leave a lasting legacy for future generations.

  • MIL-OSI New Zealand: Canada to honour dairy access under CPTPP dispute agreement

    Trade and Investment Minister Todd McClay has announced agreement between Canada and New Zealand resolving a long running dairy dispute under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) saying that it will deliver up to $157m per year in export value for New Zealand dairy exporters.

    “Canada had failed to meet its obligation to New Zealand in respect of dairy access, today’s agreement means they will now do so,” Mr McClay says.

    New Zealand initiated formal dispute settlement proceedings in respect of restrictive access to the Canadian market for dairy exports under the CPTPP in 2022. A dispute panel found in New Zealand’s favour however Canada failed to fully comply with the panel’s ruling. New Zealand threatened further action last year including the imposition of retaliatory tariffs against Canadian exporters.

    “We notified Canada of retaliatory action last year unless they met their obligations to us, Mr McClay said. 

    “The Government is pleased that this dispute has now been settled, and New Zealand exporters are guaranteed better access to the Canadian market,” Mr McClay says

    Under the agreement, Canada has committed to making commercially meaningful changes to the way it administers its dairy quotas under CPTPP, including faster and more efficient access to quotas for New Zealand exporters, reallocation of underused quotas, and penalties for importers who misuse quotas.

    “The CPTPP is a world leading agreement that unlocks significant opportunities for all parties, but its obligations must be upheld. Today’s agreement reinforces support for the rules-based trading system,” Mr McClay says.

    “Canada is a close and long-standing friend and trading partner of New Zealand, and I want to thank them for their constructive engagement in reaching this resolution.”

  • MIL-OSI Security: San Antonio Man Sentenced to Federal Prison for Receipt of Child Pornography

    SAN ANTONIO – A San Antonio man was sentenced in federal court to 210 months in prison for receipt of child pornography.

    According to court documents, David Guzman, 44, knowingly received child pornography and, using his laptop and cell phone, searched for and downloaded files containing child pornography using a peer-to-peer file sharing program called uTorrent. Of the files on his laptop, Guzman possessed 107 image files and 268 video files containing infants, toddlers, bondage, bestiality, and other sadistic acts.

    Homeland Security Investigations San Antonio executed a federal search warrant at Guzman’s residence on Nov. 30, 2022. He was arrested on Dec. 1, 2022, and was subsequently charged in a two-count indictment on Dec. 14, 2022. On April 10, 2024, he pled guilty to receipt of child pornography. In addition to the more than 17-year imprisonment, U.S. District Judge Jason Pulliam sentenced Guzman to lifetime supervised release and ordered him to pay $65,000 in restitution.

    “Seeking out and downloading child pornography, as Guzman did, eternally victimizes the innocent children forced to engage in despicable acts and encourages the production of child sexual abuse material,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “Protecting children from predators and criminal exploitation remains a priority in this district, and I thank our partners at HSI San Antonio for working with us to bring this predator to justice.”

    “Homeland Security Investigations is dedicated to safeguarding children from exploitation and ensuring justice is served,” said ICE HSI San Antonio Special Agent in Charge Craig Larrabee. “This 17 ½-year sentence reflects the seriousness of crimes involving the receipt of child pornography and underscores our commitment to holding offenders accountable. HSI will continue working tirelessly with our partners to protect vulnerable victims and pursue those who prey on them.”

    Assistant U.S. Attorneys Bettina Richardson and Kirk Mangels prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Methamphetamine Traffickers Sentenced

    Tampa, Florida – United States District Judge Thomas P. Barber has sentenced Larry Lee Woodard, Jr. (30, Bradenton) and Jesse Leahy (49, Sarasota) each to 10 years in federal prison for conspiracy to distribute methamphetamine and possession with intent to distribute methamphetamine. Woodard and Leahy previously pleaded guilty. 

    According to court documents, Woodard and Leahy were involved in a conspiracy to distribute more than 50 grams of methamphetamine in Bradenton and throughout Manatee County. They distributed more than 1.5 kilograms of methamphetamine in Manatee County during the course of the conspiracy. 

    This case was investigated by a joint Organized Crime Drug Enforcement Task Force (OCDETF) which includes Homeland Security Investigations and the Federal Bureau of Investigation. The Central Florida Gulf Coast High Intensity Drug Trafficking Area (HIDTA) which includes the Bradenton Police Department, the Manatee County Sheriff’s Office, the North Port Police Department, the United States Coast Guard Investigative Service, the Palmetto Police Department, the Sarasota Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives also assisted with the investigation. The case was prosecuted by Assistant United States Attorneys Maria Guzman, David Sullivan, and Suzanne Nebesky.

  • Amit Shah highlights cooperative movement and agricultural growth at Rajasthan’s ‘Sahkar & Rojgar Utsav’

    Union Home Minister and Minister of Cooperation, Amit Shah, addressed the ‘Sahkar & Rojgar Utsav’ in Jaipur, Rajasthan, marking the International Year of Cooperatives – 2025. The event, attended by dignitaries including Rajasthan Chief Minister Bhajan Lal Sharma, Union Minister of Culture Gajendra Singh Shekhawat celebrated the cooperative movement’s role in rural and agricultural development.

    During the event, Shah virtually inaugurated 24 grain storage warehouses and 64 millet outlets, distributed ₹12 crore in loans to 1,400 cowherds under the Gopal Credit Card Scheme, and provided micro-ATMs to over 2,300 milk-producing committees. He also launched the White Revolution 2.0 online registration platform for Primary Dairy Cooperative Societies (PDCS) and released a compilation of success stories under the Pandit Deendayal Upadhyaya Gareebi Mukt Gram Abhiyan and Vande Ganga Water Conservation Campaign. Additionally, 100 new vehicles for Rajasthan Police and armed forces were flagged off.

    Shah emphasized that Prime Minister Narendra Modi’s establishment of the Union Ministry of Cooperation has extended cooperative benefits to villages, farmers, and the poor. He noted that cooperatives are active in 98% of rural areas, contributing significantly to India’s agricultural and economic landscape, including 20% of paddy and wheat procurement, 35% of fertilizer production, and 30% of sugar production. Over 31 crore people are connected to 8.5 lakh cooperative bodies.

    Highlighting the Ministry’s achievements, Shah stated that within four years, 61 initiatives have strengthened cooperatives, including the creation of 40,000 new Primary Agricultural Credit Societies (PACS) out of a target of two lakh, full computerization of PACS, and the establishment of cooperative institutions for organic products, exports, and seed promotion. He also underscored the Modi government’s commitment to purchasing pulses, oilseeds, and maize at Minimum Support Price (MSP) through NAFED and NCCF, ensuring farmers’ financial security.

    Rajasthan’s agricultural prominence was a key focus, with the state leading in the production of cluster beans (90%), mustard (46%), pearl millets (44%), oilseeds (22%), and millets (15%). The state ranks second in groundnut and third in jowar, gram, pulses, and soybean production. Shah noted that MSP for wheat, gram, mustard, and groundnut has increased significantly over the past 11 years. He also highlighted cooperative-led research on camel breed conservation and the medicinal properties of camel milk to ensure the species’ survival.

    Shah praised the Rajasthan government’s efforts under Chief Minister Bhajan Lal Sharma, including cracking down on paper leaks through a Special Investigation Team (SIT) and signing MoUs worth ₹35 lakh crore at the Global Investment Summit. Other initiatives include reducing VAT on fuel, providing LPG cylinders for ₹450, and advancing water supply projects under the Jal Jeevan Mission.

    Shah lauded the PM Modi government’s welfare schemes, which have provided housing, electricity, gas, free food grains, and healthcare to 60 crore poor people over the past 11 years.     Hundreds of new jobs created by Sheffield manufacturing investment

    Hundreds of high skilled jobs are to be created in Sheffield after Walsin Lihwa (WL) announced a major investment that boosts the UK’s steel industry and advanced manufacturing sector.

    Hundreds of high skilled jobs are to be created in Sheffield after Taiwanese advanced manufacturing company Walsin Lihwa (WL) announced a major investment that boosts the UK’s steel industry and advanced manufacturing sector.

    The positive news will create over 200 jobs by 2028 in a first phase, and marks the first step towards the company’s plans for a major presence in the UK, with further job creation and investment expected from WL in South Yorkshire and the UK in the coming years.

    The investment from WL will establish a new superalloy forging facility and plans for a research and development centre and come through an upgrade of its existing Special Melted Products (SMP) factory in Sheffield, which will be focused on producing speciality steel and nickel parts for aerospace jet engines and energy industry products.

    Delivering on the government’s economic growth mission at the heart of the Plan for Change, the investment will create good, well-paid jobs for local workers, with average salaries expected to be over £40,000 a year.

    The news follows Deloitte’s latest survey of finance officers which has found the UK is the joint top location for investment in the world and data out this week from Make UK and BDO which finds that manufacturing in the UK has recovered to 2019, pre-pandemic, levels in every region.

    The investment is a major boost to the government’s modern Industrial Strategy which launched last month and had identified opportunities in growth-driving sectors like this as priorities for government support. A vote of confidence in South Yorkshire’s world-class strengths in advanced manufacturing, clean energy and defence, it will back the growth corridor across the northern city regions.

    Notably the investment will introduce new melting and superalloy forging capabilities – a new strategic manufacturing capability to the UK – which will reduce domestic producers’, such as Rolls Royce, reliance on imports.

    These capabilities will aid the UK’s aspirations in aerospace, steel, nuclear and defence as set out in the modern Industrial Strategy, contribute resilience towards supply shocks and will help grow Sheffield’s manufacturing sector, which was valued at £1.4bn in 2023.

    Minister for Investment Baroness Gustafsson CBE said:

    Our modern Industrial Strategy is all about having more high paid jobs in the industries of the future, in communities right around the UK. This investment is a major vote of confidence in Sheffield’s world-class manufacturing sector and couldn’t match our ambitions better.

    The centre will generate hundreds of new well-paid jobs and apprenticeships, with a range of future-proof skills and expertise in manufacturing operations, welding, melting, metallurgy, engineering, machining, material science, data analytics, and other high value career opportunities.

    The Investment Minister, Baroness Gustafsson, attended the site today with WL’s Chairman, Yu-Lon Chiao, to celebrate the investment and to hear more about the company’s plans for UK growth.

    On Thursday (17 July 2025), NATO Deputy Secretary General Radmila Shekerinska addressed the LANDEURO symposium of The Association of the United States’ Army, discussing the role of the Allies’ armed forces and industry in deterring aggression.

    Thank you, General Brown.

    And good afternoon, everyone.

    It’s great to be here in Wiesbaden, home to the US Army’s Europe and Africa Headquarters.

    And a critical hub for America’s efforts to ensure stability across the region, but also beyond.

    Wiesbaden also houses our NATO command, the Security Assistance and Training command for Ukraine.

    With hundreds of personnel from NATO and partner countries who work hard, every day.

    To support Ukraine and to coordinate thousands of movements of military supplies, so that Ukraine can fight for it’s freedom, for peace, and for security.

    So what a better place to discuss the role of our armed forces and industry in deterring aggression.

    Let me start by thanking the organisers, the Association of the United States’ Army, for bringing us together to discuss this and many other important topics.

    Less than a month ago, leaders of all Allied nations gathered for the NATO Summit in The Hague.

    And they all had one clear objective.

    How to keep one billion people living in NATO countries safe today.

    And how to deter any possibility of aggression in the future.

    How to make sure that our Alliance can fulfil and I would say continue, in the next 75 and more years, to fulfil our sacred mission.

    What we saw in The Hague at the NATO Summit was bold decisions from our political leaders.

    A strong demonstration of our transatlantic unity and resolve.

    Allies have managed to agree on a very ambitious Defence Investment Plan, a new one, The Hague one,

    to invest 5 percent of GDP for our security by 2035.

    And this really is a game-changer.

    And I shouldn’t be saying this in this room, because you can understand how much of an impact will this have for our deterrence and our defence.

    It will massively increase NATO’s strength and war-fighting capabilities.

    And it will definitely ensure that we continue what we do best, and this is deliver peace, but through strength.

    At least 3.5% of GDP out of the 5% target will be spent on so called core miliary requirements.

    They will be spend on what one can say is the heavy metal of our armed forces — many of you here today.

    And this is the heavy metal that you all need to deter and defend.

    Among all these capability requirements that all Allies have agreed to even a month before the Hague Summit,

    What we have included in this number is a five-fold increase of our air and missile defence systems,

    thousands more armoured vehicles and tanks,

    and millions more artillery shells,

    and drones, and air jets.

    All these things contribute to the capability targets that we need, and the capability targets that require 3.5% of GDP so that they can be financed in due time.

    At the same time, Allies agreed to spend 1.5% of GDP on defence and security related expenses.

    This means more money to support our militaries and societies to become more secure.

    In a world where microchips matter as much as the latest missiles every part of our society and our economy must step up for security.

    From strong cyber defences to secure supply chains.

    From greater resilience to more investment in roads, railways and ports for the sake of our defence plans.

    This is all about making sure that we can get our forces to the right place at the right time, but equipped with the right capabilities.

    It’s also about responding to the world as it is now, not as we wish it to be.

    Preparing for war costs money, 5% is a lot of money.

    But not preparing for it will cost us far more, both in terms of money and in terms of lives. We are no longer fighting wars of choice, where everything is plannable and we set the timetable.

    It is our adversaries that are setting the pace of production and defining the moment.

    Russia is rearming faster than many people have imagined.

    It is enabled by Chinese technology, Iranian drones, and North Korean missiles but also boots on the ground.

    What’s more, Putin has shown that he will not hesitate to use military force to achieve his goals.

    China is also carrying out its own massive military modernisation.

    It is rapidly expanding its nuclear arsenal, completely unconstrained by any arms control agreements.

    It is flexing its muscles in the South China Sea and sharpening its tools of economic coercion in the Euro-Atlantic.

    And while all this is happening, we also cannot underestimate the persistent instability in the Middle East,

    divisive rhetoric in the Western Balkans,

    and the ongoing threats of terrorism.

    So as the world becomes more dangerous, more turbulent,

    NATO must become stronger, fairer and, and this is the right place to use the word, more lethal.

    To leave no adversary in any doubt that we will do what it takes to protect and defend each other.

    A couple of weeks ago, we bid a fond farewell to General Cavoli, who as you know wore two hats.

    He was both NATO’s Supreme Allied Commander, our SACEUR, but also Commander of the US’s European forces.

    And let me use this opportunity to say that he has played really a fundamental role in transforming the Alliance, even prior to the NATO Summit.

    He has really supported us in fostering a stronger bond between NATO’s Supreme Allied Headquarters in Mons, SHAPE, and the United States’ European Command in Stuttgart.

    General Cavoli made sure that we have robust regional plans to defend every inch of Allied territory.

    And that we continue to modernise NATO’s multi-domain warfighting capabilities.

    From the seabed to outer space, we cannot afford to have any weak links.

    The conflicts in Ukraine, but also the instability and the conflicts in the Middle East have transformed modern warfare.

    In Ukraine, we have seen tactics and trench-warfare from the last world wars, combined with the completely new technology from the next.

    Ukraine has pioneered the use of drones, I was able to see remarkable examples for this, but not only in the air domain.

    But also to neutralise the threat of the Russian army in the Black Sea.

    And to strike Russian military targets far beyond the frontlines.

    Both Russia and Ukraine have carried out kinetic and non-kinetic attacks — across land, sea, air, cyber and information space — and all of this simultaneously.

    This was done to certain extent in devastating ways.

    And we need to therefore think differently about how we operate.

    Not in silos — but really seamlessly across all domains — and at the same time.

    So when we develop our capabilities, this is the thinking, this is the logic.

    This is the philosophy that we have to take into account.

    We also need to think about how we integrate the latest technologies with conventional capabilities to gain the maximum effect.

    And this was very much what SACEUR and SACT worked on in the last years.

    But this is why we were also delighted to welcome General Alexus Grynkewich as our new Supreme Allied Commander.

    He has championed innovation and developed cutting-edge capabilities for our armed forces.

    His appointment demonstrates the United States’ ironclad commitment to our shared security.

    As America continues to put forward its brightest and best in service of the United States of America, but also in the service of the Alliance.

    At the Summit, we heard really strong statements from the US leadership, from President Trump, but also from the two Secretaries and all the representatives.

    How dedicated and how committed they are to NATO and to our collective defence.

    The US continues to stand foursquare with its NATO Allies.

    Because it is good for America’s security and it is vital for the transatlantic security.

    The US has played and continues to play an indispensable role in our Alliance.

    Providing critical enablers, reinforcements, and of course its nuclear deterrence – the ultimate guarantor of our security.

    At the same time, America’s Allies, European and Canada, are stepping up.

    All Allies, all 32 of them, will spend 2 percent of GDP on defence this year, as we have agreed time ago in Wales.

    And many are already going much further and much faster.

    Some of them have stepped up and approached 5% even before the Summit. And this is remarkable leadership.

    They are making sure that we have collectively what we need to deter and defend.

    That’s why the other major focus of the Summit in The Hague was defence production.

    Because cash alone does not deter our adversaries. It does not by itself provide security.

    But concrete capabilities do.

    Our adversaries won’t be deterred just because of our statements, because of our pledges, because of our words.

    But by strong defences, well-equipped troops, and the latest weapons systems.

    This is why the Secretary General has been tireless in his efforts to engage not only with Allied leaders or with the militaries, but also with defence industries on both sides of the Atlantic.

    He has been urging them to open new production lines, put in the extra shifts, really ramp up production.

    But also to boost innovation and come up with capabilities that are actually meaningful today and tomorrow.

    And they are.

    They are really prepared for this game-changing environment around us.

    Across the Alliance, industry has opened hundreds of new production lines and expanded existing ones.

    We are now on course to produce more ships, more planes and ammunition than we have done in decades.

    But we still need to do more.

    NATO Allies today are home to world-class defence companies – some of them present today here with us – the best researchers, and the most innovative entrepreneurs.

    But we need to do these things more, better and faster to drive even more production both on the American but also on the European side of the Atlantic.

    And, again, we need to think differently about how and who we partner with.

    This means working with everyone from the defence primes to civilian start-ups to integrate the latest technologies into our defence.

    But it also means working together not among us in the Alliance, but also with our partners, from Ukraine, European Union, to the Indo-Pacific. All of them joined us for the Hague Summit and we agreed to do more, together, including or especially focusing on defence production.

    There is so much we can learn from Ukraine, and we already are learning.

    We have opened a new joint centre in Poland, the so-called JATEC [the NATO-Ukraine Joint Analysis, Training and Education Centre] to do that exactly. To help Ukraine, but also, in the same way use the experience so that we can create stronger deterrence and defence.

    We are also determined to work even more closely with our partners — Australia, Japan, New Zealand and South Korea — including on defence production.

    They are the source of so many of today’s cutting-edge capabilities.

    Ladies and gentlemen,

    NATO is the strongest and most successful defensive Alliance in history of mankind.

    We have done that. We have secured. We have protected one billion citizens.

    Because we combine the finest armed forces, with the most innovative economies.

    And because of our solemn promise to protect and defend each other.

    So this sense of unity, solidarity, joint work is very strong and continues to be very important for us.

    So let me end by thanking all of you here for the vital role you have played in our security.

    I know I can count and we can count on you to keep our Alliance strong and our one billion people safe.

  • MIL-OSI: Landsbankinn hf.: Landsbankinn’s results for the first half of 2025

    • Landsbankinn’s profit in the first half of 2025 amounted to ISK 18.3 billion after tax, ISK 10.4 billion thereof in the second quarter. 
    • Annualised ROE was 11.5% as compared with 10.5% for the same period the previous year. 
    • The net interest margin as a ratio of average total asset position was 2.9% and the net interest margin of domestic households was 2.1% during the period. 
    • Net interest income amounted to ISK 32.5 billion and net fee and commission income was ISK 6.2 billion.  
    • TM’s performance in the period 28 February to 30 June 2025 from insurance contracts was ISK 925 million, thereof ISK 655 million in the second quarter. The combined ratio of TM, 93.2%, is the combined claims ratio, cost-income ratio and reinsurance ratio calculated based on income from insurance contracts in the first half of 2025. 
    • The cost-income ratio was 35.8%, compared with 33.1% for the same period of 2024. 
    • The total capital ratio was 24.0% at the end of the period. The Financial Supervisory Authority (FSA) of the Central Bank of Iceland sets the total capital requirement at 20.4%. 
    • In February, the Bank finalised the sale of Additional Tier 1 securities (AT1) in the amount of USD 100 million. This was the Bank’s inaugural AT1 issuance. The Bank also issued senior non-preferred bonds in the amount of NOK 500 million and SEK 1,300 million. There was considerable over-demand for the bonds. 
    • The Bank’s AGM on 19 March 2025 approved payment of a dividend of ISK 18.9 million to shareholders. Total dividend paid by the Bank since 2013 will amount to ISK 210.6 billion at the end of the year. 
    • Settlement of the purchase by Landsbankinn of TM tryggingar hf. and delivery took place 28 February 2025 and the Bank assumed operation of the company as of that date. The Annual General Meeting of TM, held on 29 April 2025, approved a motion from the Board of Directors to pay a dividend to shareholders for the operating year 2024 in the amount of ISK 2.5 million.   
    • At the end of April, the international rating agency S&P Global Ratings announced an upgrade of the Bank’s credit rating, from BBB+ to A-. This is the highest credit rating Landsbankinn has achieved since 2014, when S&P started rating the Bank.

     “The Bank’s strong half-year results reflect its solid position. A broad range of services contributes to stable and sound operations, and continuous improvements enhance customer satisfaction. Significant market volatility in the past three months has impacted returns from investment assets but fee and commission income increased year-over-year. Defaults have not increased despite persistently high interest rates, which is encouraging. 

    There has been a noticeable slowdown in the Bank’s mortgage lending, alongside reduced demand for non-indexed mortgages. On the other hand, corporate lending has grown steadily. There is strong growth in deposits and market funding has also been successful. The Bank’s issuance of EUR 300 million in green bonds in June was at the most favourable terms it has received in many years, following an upgrade to the Bank’s credit rating. With this issuance, all of the Bank’s general bond issues in euros are now green. 

    The integration of TM into the Landsbankinn group is progressing well. We have made several organisational changes and operations to best leverage the group’s strengths and the results so far are promising. Our focus is on increasing TM’s market share in the insurance sector by boosting insurance sales through Landsbankinn’s distribution network, as well as maintaining TM’s strong customer relationships, particularly with corporate clients. 

    Landsbankinn recently advertised for sale the beautiful and historic building at Austurstræti 11, along with three adjacent properties. The sales process has not yet concluded and emphasis is being placed on conducting it carefully and professionally. The Bank has a long-standing history in the city centre, as does TM, which in June moved its main office operations back down-town, to Kalkofnsvegur. At the same time, 24 TM employees transferred to the Bank and TM’s branch was merged with Landsbankinn’s branch at Reykjastræti 6. As is the case with Landsbréf, TM shares various services with Landsbankinn. Close cooperation within the group is key to achieving success and continuing to provide excellent customer service. By leveraging all our strengths to support our customers, we contribute to a prosperous future for them and for society as a whole.”

  • MIL-OSI Africa: Africa’s financial sovereignty: Mobilizing institutional capital for development and resilience

    As global capital flows evolve and development assistance dwindles, Africa finds itself at a critical point. On 28 May, during the African Development Bank Group’s 2025 Annual Meetings (www.AfDB.org), senior leaders, policymakers and financial experts gathered to chart a new course for the continent’s financial future – one based on mobilizing and deploying African resources and ingenuity.

    Organized by the Bank Group’s Resource Mobilization and Partnerships Department, in collaboration with the Bank’s Making Finance Work for Africa initiative, this side event brought together leading African experts in a conversation moderated by Victor Oladokun, Senior Advisor to the President of the African Development Bank Group for Communication and Stakeholder Engagement.

    With a 10 percent decline in development assistance and a 12 percent drop in foreign direct investment to USD 40 billion {in what period, and what’s the source of the data?}, the urgency of mobilizing domestic resources is pressing. The continent faces an annual infrastructure funding gap of between USD 68 billion and USD 108 billion, while attracting only 2 percent of global investment in this sector {Source?}.

    “The real question is not whether the capital exists – it does. The question is how to mobilize it on a large scale for productive, high-impact investments,” said Solomon Quaynor, the African Development Bank Group’s Vice-President for Private Sector, Infrastructure & Industrialization.

    He added, “Africa is not poor. Our institutional investors – pension funds, sovereign wealth funds, insurance companies, and even central banks – together manage more than USD 2.1 trillion in assets. If just 5 percent of these funds were directed towards infrastructure and the private sector, it would unlock more than USD 100 billion in long-term capital for the continent.”

    Partnerships and innovation

    The event highlighted some innovative African-led models for mobilizing institutional capital. For example, InfraCredit Nigeria, a pioneering credit enhancement institution, has secured more than USD 300 million in long-term financing in local currency for infrastructure projects.

    “The real risk associated with infrastructure assets is often overestimated. We have not recorded any losses on a portfolio of more than 20 projects in 12 sectors in eight years,” said Chinua Azubike, CEO of InfraCredit.

    Tafara Ethiopis, Vice President of the International Finance Corporation (IFC, the World Bank’s private-sector arm) for Africa, emphasized the need to strengthen the bankability of projects through more effective risk-sharing mechanisms. “It is essential to calibrate the distribution of risks and benefits between the public and private sectors properly to make projects bankable,” he said.

    Speakers also identified obstacles to mobilizing institutional capital and proposed solutions. Boitumelo Mosako, CEO of the Development Bank of Southern Africa (DBSA), highlighted the central role of good governance and rigorous project preparation in lowering risk and improving investor confidence.

    The Director General of Nigeria’s Securities and Exchange Commission (SEC), Timi Agama, stressed the importance of building trust through regulatory reforms, investor protection and financial education.

    Denis Charles Kouassi, CEO of Côte d’Ivoire’s National Social Security Fund, underscored the importance of aligning pension funds with national development priorities, saying, All the income we generate is reinvested directly into the national economy to finance our services and boost growth.”

    A call for collective action

    The Resource Mobilization and Partnerships Department of the African Development Bank Group is leading several initiatives aimed at mobilizing African institutional capital, including through instruments such as the Capital Markets Development Trust Fund, and strategic partnerships with regional and global stakeholders.

    “Yes, we need governance and accountability. But as Africans, we also need to learn to trust each other,” said Mosako.

    “The moment calls for vision. It also calls for innovation. And above all, it calls for action,” Quaynor affirmed, in his concluding remarks. “Let us pool our capital, our ideas, and our will, to build an Africa where infrastructure becomes a lever for prosperity, not a drag on it.”

    WASHINGTON, D.C. — Today, Congressman Joaquin Castro (TX-20) and Congresswoman Eleanor Holmes Norton (DC-AL) introduced the Sunshine on Solar Lending Act, legislation that protects consumers from loopholes lenders use in solar financing arrangements, resulting in inflated costs, deceptive practices, and financial harm to families seeking to go solar.

    The introduction comes after reports of lenders in the residential solar financing industry hiding substantial “dealer fees” that increase the cost of credit to unsuspecting homeowners. Investigations in Texas revealed that solar lenders add 10 to 30 percent in these fees to the loan balance, without clearly informing consumers. 

    “As more folks consider going solar, a consistent and safe system is needed to eliminate deceptive practices,” said Congressman Castro. “The Sunshine on Solar Lending Act fills current gaps and protects those considering purchasing a solar system and signing a loan. This legislation will empower consumers and protect them from hidden charges that lead to financial harm.”  

    “Solar panels help consumers reduce their carbon footprints and save money on energy bills, but deceptive lending practices will inevitably lead to fewer Americans embracing this green technology,” Congresswoman Norton said. “Consumers deserve transparency in solar lending practices, and the reforms in the Sunshine on Solar Lending Act will help ensure that Americans interested in purchasing solar systems can do so without being taken advantage of by deceptive lending practices.”

    The Sunshine on Solar Lending Act

    1. Closes a loophole that allows lenders to hide substantial “dealer fees” in solar financing arrangements.
    2. Ensures that all costs including dealer fees are clearly disclosed to consumers before they commit to purchasing a solar system and signing a loan.
    3. Allows harmed consumers to seek justice in court by prohibiting forced arbitration clauses in solar finance contracts.
    4. Mandates clear, written disclosures including paper copies for in-person sales.
    5. Empowers consumers to make informed decisions by comparing loan-financed costs with cash prices.

    The bill is endorsed by the Americans for Financial Reform (AFR), the National Association of Consumer Advocates (NACA), and the National Consumer Law Center (NCLC) on behalf of its low-income clients.

    Andrew L. Horn, a former Senior Advisor to the Secretary of Energy at the Department of Energy (DOE), has agreed to pay $59,000 to resolve allegations that he violated conflict-of-interest rules prior to his departure from the agency in 2021.  

    Among other things, the Ethics Reform Act of 1989 prohibits executive branch employees from participating personally and substantially in particular matters that will affect their own financial interests or the financial interests of certain parties with whom they have ties outside the government, including any organization with whom they are negotiating prospective employment. The United States alleges that in January 2021, Horn worked personally and substantially on a particular matter affecting the financial interests of a private company with which he was simultaneously negotiating contract terms to serve as a paid senior advisor following his upcoming separation from federal service. As part of the settlement, Horn has agreed to pay a civil penalty to resolve allegations that his conduct violated conflict-of-interest prohibitions for federal employees.

    UK Export Finance (UKEF) provided £14.5 billion in loans, guarantees and insurance over the last year and supported tens of thousands of jobs in key industrial sectors around the country, according to its latest accounts published today. 

    UKEF is the UK’s export credit agency and a government department, working alongside the Department for Business and Trade. Established in 1919, it exists to ensure that no viable UK export fails for lack of finance or insurance from the private market, while operating at no net cost to the taxpayer. 

    UKEF provided the highest level of support in its 106-year history in 2024-25 to help 667 UK firms break into international markets and grow as exporters. 

    Businesses benefitting include Yorkshire-based Angloco and Ayrshire-headquartered Emergency One which won contracts to supply 62 fire engines to Iraq after UKEF provided a loan to its Ministry of Finance, and Northern Ireland pressure washer manufacturer Maxflow is entering new markets overseas after it gained access to capital with help of a guarantee provided through UKEF’s General Export Facility. 

    UKEF’s efforts to champion UK exporters supported up to 70,000 jobs including in key industrial sectors like clean energy industries, advanced manufacturing, life sciences and automotive which are central to the government’s Modern Industrial Strategy.  

    Overall, UKEF’s financing in the year backed the contribution of up to £5.4 billion (GDP) to the economy – helping to drive productivity and raise living standards as part of the government’s Plan for Change. 

    Sustainability and helping sectors transition to the low-carbon economy are key priorities for UKEF as part of its 2024-2029 Business Plan, strengthening the government’s efforts to make the UK a clean energy superpower.  

    The department provided £2.3 billion of strategic clean growth financing supporting ventures like the expansion of AESC’s new gigafactory in Teesside – announced by Chancellor Rachel Reeves – producing batteries that will power up to 100,000 electric vehicles a year, and to recycled paper manufacturer Shotton Mill in North Wales that is to become the largest of its kind in the UK and reducing net carbon emissions.

    Kyiv, July 17 /Xinhua/ — The Verkhovna Rada of Ukraine on Thursday approved the composition of the country’s new government, headed by Yulia Svyrydenko, the Interfax-Ukraine news agency reported.

    Mikhail Fedorov has been appointed First Deputy Prime Minister and Minister of Digital Transformation.

    Alexey Sobolev headed the newly created united department – the Ministry of Economy, Environment and Agriculture.

    Parliamentarians appointed Taras Kachka, who previously held the post of Deputy Minister of Economy and Trade Representative of the country, as Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

    Svetlana Grinchuk has been appointed head of the Ministry of Energy. Before this appointment, she held the post of Minister of Environmental Protection and Natural Resources. At the same time, former Minister of Energy German Galushchenko has been appointed head of the Ministry of Justice.

    Y. Svyrydenko’s predecessor as Prime Minister of Ukraine, Denys Shmyhal, has become the head of the Ministry of Defense.

    Denis Ulyutin, who previously held the position of First Deputy Minister of Finance, has been appointed Minister of Social Policy, Family and Unity.

    Several members of the previous cabinet of ministers were reassigned to their previous posts.

    HOUSTON — U.S. Immigration and Customs Enforcement’s Homeland Security Investigations Houston field office and FBI Houston announced the establishment of a regional Homeland Security Task Force July 17 to combat emerging threats from transnational criminal organizations in Southeast Texas.

    The task force was created as a regional component to the national Homeland Security Task Force established by the Department of Homeland Security and Department of Justice pursuant to an executive order issued by President Donald J. Trump on Jan. 29 to protect the American people from invasion by transnational criminals.

    The Houston HSTF’s objective is to end the presence of criminal cartels, foreign gangs and transnational criminal organizations operating in Southeast Texas through a collaborative, whole-of-government approach. To accomplish this mission, the HSTF will conduct intelligence-driven, multijurisdictional investigations targeting drug trafficking, money laundering, weapons trafficking, human trafficking, alien smuggling, homicide, extortion, kidnapping, child exploitation and other transnational crimes. The Houston HSTF will work closely with state and local partners to identify, investigate and eliminate violent criminal organizations and associates operating in communities throughout Southeast Texas.

    “As transnational criminal organizations, foreign terrorist organizations, drug cartels, foreign gangs and other bad actors continue to evolve and become more sophisticated, it’s vital that we work together as a law enforcement community to find transformative ways to confront emerging threats,” said HSI Houston Special Agent in Charge Chad Plantz. “This is especially true in Southeast Texas, where we face a myriad of unique border-related challenges and threats from transnational criminal organizations. By establishing this permanently integrated multiagency task force with dedicated personnel from federal, state and local law enforcement working side-by-side with a common mission, we will be better postured to detect and respond to any type of threat we might face.”

    “Foreign terror organizations who profit off violence, drugs and human lives now face a united front unseen before in Houston,” said FBI Houston Special Agent in Charge Douglas Williams. “For the first time, law enforcement and intelligence agencies are focused on hunting down and eradicating transnational criminals within Houston communities. Federal, state and local police will coordinate with the U.S. Intelligence Community and overseas partners to efficiently eliminate newly designated terrorists wreaking havoc in our neighborhoods.”

    The HSTF will be headquartered in Houston and have a satellite office in Corpus Christi. The heads of HSI Houston and FBI Houston will co-lead the task force with input from a regional executive committee comprised of leaders from participating agencies. Task force personnel will include law enforcement agents, intelligence analysts and professional staff.

    Participating agencies will include the Drug Enforcement Administration, the ATF, the U.S. Marshals Service, the IRS’ Criminal Investigative Division, the U.S. Postal Inspection Service, U.S. Customs and Border Protection’s Office of Field Operations, the High Intensity Drug Trafficking Area director, U.S. attorneys from the Southern and Eastern Districts of Texas, and other federal, state and local partners.

  • MIL-OSI Security: Cheektowaga Man Charged with Receipt of Child Pornography

    BUFFALO, N.Y.-U.S. Attorney Michael DiGiacomo announced today that a federal grand jury has returned and indictment charging Roland Andrew, 63, of Cheektowaga, NY, with receipt of child pornography, which carries a mandatory minimum penalty of five years in prison, a maximum of 20 years, and a $250,000 fine.

    Assistant U.S. Attorney Sasha Mascarenhas, who is handling the case, stated that according to the indictment and a previously filed complaint, in May 2025, the legal guardian of a 16-year-old minor female victim alerted Cheektowaga Police that numerous naked videos of the victim were sent to Andrew on the victim’s iPad. A review of the videos confirmed that they were child sexual abuse material. On May 7, 2025, Cheektowaga Police executed a search warrant at Andrew’s residence, seizing several items, including two three cellular devices, a tablet and a laptop. A review of the iPad recovered a text conversation between the victim and a telephone number, later identified as Andrew. During this conversation, the victim sent several videos which constitute child sexual abuse material.

    The indictment is the result of an investigation by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm, the Cheektowaga Police Department, under the direction of Chief Brian Coons, and the Town of Tonawanda Police Department, under the direction of Chief James Stauffiger.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Charleston Woman Pleads Guilty to Aiding and Abetting Money Laundering in Relation to a COVID-19 Fraud Scheme

    CHARLESTON, W.Va. – Shamiese Wright, 32, of Charleston, pleaded guilty to aiding and abetting monetary laundering.

    According to court documents and statements made in court, Wright received $15,625 in proceeds from a criminally derived Paycheck Protection Plan (PPP) loan, guaranteed by the Small Business Administration (SBA) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). On April 19, 2021, co-defendant Kisha Sutton submitted a PPP loan application on Wright’s behalf, listing Wright as a self-employed individual who received $75,000 in gross income in 2020. The application was filed with an Internal Revenue Service (IRS) Form 1040, Schedule C Profit or Loss from Business, reflecting that Wright had earned $75,000 in 2020.

    As part of her guilty plea, Wright admitted that she was not self-employed, that she never earned $75,000 in any year, and that the IRS Form 1040 submitted with her application was fraudulent and created solely to obtain the PPP loan.

    A PPP lender in Florida approved Wright’s loan application, and $15,625 in fraudulent loan proceeds were electronically deposited in Wright’s personal bank account in Charleston on or about May 7, 2021. As part of her guilty plea, Wright admitted that she transferred $3,000 to Sutton from the fraudulent PPP loan proceeds using a digital wallet application between May 7, and May 21, 2021. Wright further admitted that the transfers were compensation for facilitating the submission of Wright’s fraudulent loan as they had agreed, and that she staggered her payments to Sutton and provided misleading transfer descriptions for them to conceal and disguise the nature and the source of the money. Wright spent the remainder of the fraudulent loan proceeds on personal expenses.

    The CARES Act made forgivable PPP loans available to qualifying sole proprietors, independent contractors and self-employed individuals adversely impacted by the COVID-19 pandemic, to replace their normal income and for certain other eligible expenses. Applicants were required to certify that they were in operation on February 15, 2020, and provide documentation showing their prior gross income from either 2019 or 2020.

    Wright is scheduled to be sentenced on October 29, 2025, and faces a maximum penalty of 20 years in prison, up to three years of supervised release, and a $500,000 fine. Wright also owes up to $18,736.73 in restitution.

    Wright and Sutton, 44, of Jersey City, New Jersey, are among several individuals indicted by a federal grand jury on charges alleging they and others conspired, as well as aided and abetted one another, to obtain fraudulent PPP loans totaling $140,625. Co-defendants William Powell and Damisha Brown each pleaded guilty to conspiracy to commit bank fraud. Powell, 35, of Huntington, is scheduled to be sentenced on August 14, 2025 and Brown, 32, of Charleston, is scheduled to be sentenced on October 2, 2025. Co-defendant Jasmine Spencer, 32, of Charleston, pleaded guilty on March 25, 2025, to aiding and abetting bank fraud and is scheduled to be sentenced on August 21, 2025.

    Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the Federal Bureau of Investigation (FBI), the West Virginia State Police – Bureau of Criminal Investigation (BCI), and the West Virginia State Auditor’s Office (WVSAO) Public Integrity and Fraud Unit (PIFU).

    United States District Judge Irene C. Berger presided over the hearing. Assistant United States Attorneys Jonathan T. Storage and Jennifer D. Gordon and former Assistant United States Attorney Holly Wilson have prosecuted the case.

  • MIL-OSI Security: Federal Jury Convicts New Jersey Woman for Crimes Related to COVID-19 Fraud Scheme

    CHARLESTON, W.Va. – After two days of trial, a federal jury convicted Kisha Sutton, 44, of Jersey City, New Jersey, of aiding and abetting bank fraud (Count one) and aiding and abetting laundering of monetary instruments (Count two).

    Evidence at trial proved that Sutton and co-defendant Shamiese Wright aided and abetted one another to obtain a fraudulent $15,625 Paycheck Protection Plan (PPP) loan on behalf of Wright, guaranteed by the Small Business Administration (SBA) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Sutton received $3,000 in fraudulent PPP loan proceeds from Wright as part of their scheme.

    On April 19, 2021, Sutton submitted the PPP loan application on Wright’s behalf, listing Wright as a self-employed individual who received $75,000 in gross income in 2020. The application was filed with an Internal Revenue Service (IRS) Form 1040, Schedule C Profit or Loss from Business, reflecting that Wright had earned $75,000 in 2020. Evidence at trial showed that Wright was not self-employed, had never earned $75,000 in any year, had received unemployment benefits in 2020, and that the IRS Form 1040 submitted with Wright’s application was fraudulent and created solely to obtain the PPP loan.

    A PPP lender in Florida approved Wright’s loan application, and $15,625 in fraudulent loan proceeds were electronically deposited in Wright’s personal bank account in Charleston on or about May 7, 2021. Wright transferred the $3,000 to Sutton from the fraudulent PPP loan proceeds using a digital wallet application between May 7, and May 21, 2021. Wright staggered her payments to Sutton and provided misleading transfer descriptions for them to conceal and disguise the nature and the source of the money.

    The CARES Act made forgivable PPP loans available to qualifying sole proprietors, independent contractors and self-employed individuals adversely impacted by the COVID-19 pandemic, to replace their normal income and for certain other eligible expenses. Applicants were required to certify that they were in operation on February 15, 2020, and provide documentation showing their prior gross income from either 2019 or 2020.

    Sutton is scheduled to be sentenced on November 13, 2025, and faces a maximum penalty of 50 years in prison. Sutton owes restitution in an amount to be determined by the Court.

    Johnston commended the excellent investigative work of the Federal Bureau of Investigation (FBI), the West Virginia State Police – Bureau of Criminal Investigation (BCI), and the West Virginia State Auditor’s Office (WVSAO) Public Integrity and Fraud Unit (PIFU).

    Sutton and Wright and are among several individuals indicted by a federal grand jury on charges alleging they and others conspired, as well as aided and abetted one another, to obtain fraudulent PPP loans totaling $140,625. Wright, 32, of Charleston, pleaded guilty on July 14, 2025, to aiding and abetting the laundering of monetary instruments and is scheduled to be sentenced on October 29, 2025. William Powell and Damisha Brown each pleaded guilty to conspiracy to commit bank fraud. Powell, 35, of Huntington, is scheduled to be sentenced on August 14, 2025 and Brown, 32, of Charleston, is scheduled to be sentenced on October 2, 2025. Jasmine Spencer, 32, of Charleston, pleaded guilty on March 25, 2025, to aiding and abetting bank fraud and is scheduled to be sentenced on August 21, 2025.

    United States District Judge Irene C. Berger presided over the jury trial. Assistant United States Attorneys Jonathan T. Storage and Jennifer D. Gordon and former Assistant United States Attorney Holly Wilson have prosecuted the case.

  • MIL-OSI Security: Police release CCTV image of suspect sought in second vandalism incident at Windrush Square

    Officers investigating vandalism to an exhibition at Windrush Square, Brixton have released an image of a man they need to trace.

    Police received a report that a display board had been vandalised at Windrush Square at 11:34hrs on Wednesday, 16 July.

    After carrying out initial enquiries, they are looking to identify a man seen on CCTV and are appealing to the public for information.

    The suspect was captured on CCTV entering Windrush Square at 09:53hrs. He is approximately 30 to 40 years old, of medium build and was carrying a walking aid or crutch. He was last seen walking northbound on Brixton Road past Morley’s department store.

    Officers are keeping an open mind as to the motivations at this time.

    They do not believe it to be linked to another incident of vandalism that happened on Thursday, 3 July.

    This involved a different suspect, a 24-year-old man who was arrested and has since been bailed while enquiries continue. Investigating officers do not believe this incident to be racially motivated.

    Detective Chief Superintendent Emma Bond, who leads policing in the local area, said:

    “Both offences have understandably caused distress among the local community. We are liaising directly with the exhibition organisers to keep them updated on both our investigations.

    “There will be an increased police presence in the area over the coming days and the public is encouraged to approach these officers directly with any concerns.

    “We would also ask for help in identifying the man caught on CCTV – if you have any information please come forward.”

    NEW ORLEANS, LA – LONNIE YANCY, III (“YANCY”), age 27 of Ponchatoula, Louisiana, plead guilty on July 10, 2025, to violations of the Federal Controlled Substances Act before United States District Judge Barry Ashe, announced Acting U.S. Attorney Michael M. Simpson.

    YANCY pled guilty to conspiracy to distribute, and possess with intent to distribute, controlled substances in violation of Title 21 U.S.C. § 841(a)(1); § 841(b)(1)(A); § 841(b)(1)(B); and 846.

    YANCY faces a minimum of 5 years and up to 40 years imprisonment, up to a $5,000,000 fine, and at least 4 years of supervised release following imprisonment. He also faces payment of a $100 mandatory special assessment fee.

    According to the indictment, beginning on a time unknown but continuing until at least September 10, 2024, YANCY and seven other individuals conspired to distribute, and possess with intent to distribute, fentanyl and methamphetamine throughout the Tangipahoa Parish region of the Eastern District of Louisiana. The conspiracy was carried out through wire and electronic communications.

    This effort is part of an Organized Crime Drug Enforcement Task Force (OCDETF) operation. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     NEW ORLEANS, LA – RINGO MITCHELL JR. (“MITCHELL JR.”), age 36 of Tickfaw, Louisiana, was sentenced to 41 months imprisonment on July 3, 2025, by United States District Judge Barry Ashe after previously pleading guilty to violations of the Federal Controlled Substances Act, announced Acting U.S. Attorney Michael M. Simpson.

    Specifically, MITCHELL JR. was sentenced for conspiracy to distribute, and possess with intent to distribute, methamphetamine, illegal use of a communications facility, and possessing, with intent to distribute, 50 grams or more of a mixture containing a detectable amount of methamphetamine, in violation of Title 21 U.S.C. §§ 841(a)(1) and 841(b)(1)(B).

    According to the indictment, beginning on a time unknown but continuing until at least September 10, 2024, MITCHELL JR., and seven other individuals, conspired to distribute, and possess with intent to distribute, fentanyl and methamphetamine throughout the Tangipahoa Parish region of the Eastern District of Louisiana. The conspiracy was carried out through wire and electronic communications.

    One other person has pled guilty in this investigation.
