  • MIL-OSI Global: Can Mark Carney truly connect with Canadian voters? Canada will now find out

    After a busy two weeks as prime minister, Mark Carney has called an election for April 28.

    As the first in Canadian history to be named prime minister without ever having held public office, Carney is hoping he can win the trust of Canadians. He’ll run for a seat in the Ottawa riding of Nepean.

    Trustworthiness is awarded to those who are at least perceived as knowledgeable, transparent and concerned. Can Carney pull it off?

    When it comes to economics, Carney is among the most knowledgeable in the country. After obtaining a PhD at the University of Oxford, Carney has had a distinguished public service career in the Canadian Department of Finance, the Bank of Canada and the Bank of England.

    With such a high level of economic uncertainty today in the face of repeated threats from United States President Donald Trump, his supporters say he’s the right person to lead Canada. His chief rival, Conservative Leader Pierre Poilievre, was first elected to the House of Commons at the age of 25 and has quite a different CV.

    Is Carney empathetic?

    Carney, however, might struggle more with the other characteristics of trustworthiness — seeming open and showing concern.

    The Conservatives have criticized Carney for not being more transparent about his private financial interests. While Carney is following disclosure rules, the Conservatives argue Canadians need to know more about whether he’s in a conflict of interest when he makes decisions in government.

    Carney’s answers to questions about his time at Brookfield Asset Management have on occasion been unsteady.

    On the surface, this is about transparency, but in fact it’s just as much about empathy and whether Carney can relate to working-class voters. By alluding to Carney’s wealth and connections, the Conservatives are implying that Carney is an out-of-touch elite who doesn’t share the concerns of average Canadians.

    Some of the early visuals of Carney can cut both ways.

    His recent chummy embrace at the Élysée with French President Emmanuel Macron exemplifies how immediately comfortable he is with world leaders. Some will find this reassuring, given the state of geopolitics; others might find it privileged and off-putting. Even his hockey skills, which were part of a recent photo-op in Edmonton when he practised with the Oilers, were acquired partly during his time at Harvard University, an institution among the most elite in the world.

    Empathy, instinct

    Can Carney connect with people?

    Arguably, he needs work on this front. He might consider some of his Liberal predecessors.

    Former prime minister Justin Trudeau could certainly rally a crowd. Trudeau became a motivational speaker in the 2000s and used opportunities like the WE Charity to practise public speaking to what would become an important constituency for him — young voters — when he led the Liberals to victory in 2015.

    Not everything can be taught at school. Political instinct is also crucial. It requires reconciling the knowledge of experts with the concerns of everyday citizens. There is no formula for this balance sheet.

    Here again, Trudeau had insight. Bill Morneau, a corporate executive himself and the former federal finance minister, noted after the COVID-19 pandemic that government payouts had been too generous and driven more by Trudeau’s view of the politics of the moment than by the economic analysis provided to him by the Finance Department.

    This may be so, but most would say Trudeau handled the early stages of the pandemic deftly.

    Chretien’s skills

    It was interesting that at the recent Liberal convention confirming Carney as leader, delegates gushed over former prime minister Jean Chretien, far from an elitist. A winner of three consecutive majorities, Chretien delivered a speech that went over at least as well with delegates as Carney’s.

    Chretien had unparalleled political instincts. When Conservative Prime Minister Brian Mulroney rolled out the GST in 1991, it was deeply unpopular. Despite Chretien later famously backtracking on his original opposition to the GST, the Liberal Party under his stewardship used the issue to exact maximum damage on the Progressive Conservatives, delivering them a near-fatal blow.

    Chretien’s killer instincts trumped expert knowledge. While the Progressive Conservatives paid a heavy price for adopting the GST, the policy was largely advocated and shaped by business and economic elites, including in the Department of Finance. Good economics does not always make for good politics.

    Emotions to run high

    If the 1988 federal election that focused almost exclusively on free trade with the U.S. is any indication of what the next few weeks will look like in Canada, the election campaign is going to get heated quickly. Arguments may be more emotional than sensible.

    The fact that Carney dropped the carbon tax and capital gains tax was an early sign that he’s not an economist anymore, he’s a politician.

    The challenge for Carney — and for any politician in the heat of an election campaign battle — will be to find the sweet spot that reconciles expert opinion with public concerns and to articulate policies in a manner that voters will understand and support.

  • MIL-OSI New Zealand: Child Poverty – CPAG calls on Ministers to reverse lunch cuts with Budget bid

    The Child Poverty Action Group is urging senior Government Ministers to put children first and find the money needed to reverse the cuts it has made to the school lunches programme.
    CPAG has today written to Minister of Finance Nicola Willis with a ‘Budget Bid’ on behalf of the children of New Zealand.
    CPAG Executive Director Sarita Divis said David Seymour, Erica Stanford, Winston Peters and Louise Upston had been copied into the bid and CPAG wanted one of them to put the bid in.
    “It’s been problem after problem with school lunches this year: late deliveries, flies in food, inappropriate and unsafe food for students, a student in hospital with burns. Not to mention excessive wastage and lost economic opportunities for local community suppliers,” Ms Divis said.
    “The time has come for the Government to admit the cuts were a mistake and to put things right by funding the previous model properly.”
    CPAG was also concerned that nutritional information about the food under the new model was not clear. Good nutrition is essential for children, especially if they are not having breakfast or dinner.
    A recent Talbot Mills poll showed 60 percent of voters want the government to reinstate the previous Ka Ora, Ka Ako system.
    “Budgets and taxes are how we prioritise the things that really matter and the Government needs to put children first,” Ms Divis said.
    “Ministers will right now be putting in their Budget bids for Budget 2025. We ask the Ministers to consider stepping forward to do the right and compassionate thing, which is what most Kiwis want, and reverse the cuts for the children of New Zealand.”
    As well as reinstating the budgeted amount for food from $3 back to $8 per meal, CPAG wanted schools to once again be able to source school lunches from local community suppliers.
    “The new model has been bad news for children. David Seymour continues to say it’s working well, but Kiwis know that’s just not the case,” CPAG Deputy Chair Rich Greissman says.
    “Funding needs to be found in Vote Education, which is within the power of both Ministers Stanford and Seymour.”
    Ms Divis said Minister Upston, as Minister for Child Poverty Reduction, was also well within her power to call for funding to be reversed.
    “Corporate tax cuts or feeding hungry kids? It’s a no-brainer. The Government can find the money to do this. It is a choice.”
    Based on the 2023 and 2024 Budget Summary of Initiatives, CPAG refers to estimates of the cost of restoring school lunches to their 2024 standard, between $107-115 extra a year.
    There are also hidden costs to the new model, with many schools citing unexpected costs associated with the new model that are not covered by the School Lunch Collective.
    For example, schools are now having to employ people to remove waste which comes out of a school’s operations budget.
    Background
    The Ka Ora Ka Ako Healthy School Lunches programme was introduced in 2020 to meet genuine unmet needs in New Zealand classrooms and homes.
    It was a policy created by New Zealand First when it was in government with Labour and championed by former NZ First MP Tracey Martin which is why Winston Peters has also been copied into CPAG’s letter.
    In the lead up to the 2023 election, National leader Christopher Luxon described Ka Ora, Ka Ako as a “good programme” and promised it would “continue to improve each and every year under a National government”.
    A Ministry of Education evaluation of the original Ka Ora, Ka Ako in October 2022 found that the wellbeing results of the programme often exceeded expectations, with even greater benefits for students who rarely had enough food at home. Other benefits included less hunger at school, improvement in dietary patterns and greater local employment.
    The Child Poverty Action group is concerned the new model for school lunches, along with the cuts to the programme budget, puts these gains at risk.
    Under the Child Poverty Reduction Act (2018), the Government is legally required to address child poverty rates in the Budget with specific policies.
    The Child Poverty Action Group believes an additional $115m a year of funding for the school lunches programme represents a remarkably small cost when the wider economic and social benefits of Ka Ora, Ka Ako are considered.

  • MIL-OSI Australia: Sydney’s future rail and road connections to be mapped out for funding from Albanese Government

    The Albanese Government is building on its recent $1 billion investment to protect the corridor for the South West Sydney Rail Extension by investing $32.5 million to map out other road and rail corridors across the city. 

    We’re investing $20 million to plan for three future programs: 

    • A preliminary business case for the New Cumberland Line 
    • A preliminary business case for T8 Airport & South and T2 Leppington & Inner West line upgrades
    • Outer South West Housing Enablement Development Program

    Building on the current Cumberland Line on the Sydney rail network, the New Cumberland Line would provide an enhanced north west-south west rail connection, better linking Western Sydney’s major population centres. 

    The preliminary business case will provide Government with a road map for future investments in transformative north-south rail links to improve public transport between Greater Parramatta, Fairfield, Bradfield and Liverpool. 

    Upgrades to the T8 Airport & South and T2 Leppington & Inner West rail lines will also be explored, to better connect Sydney’s south west to Parramatta and the harbour CBD. 

    The Preliminary Business Case will consider investments to upgrade existing rail networks and expand fast, frequent and reliable rail services into Sydney’s Outer South West.

    To support this, we’re investing in the Outer South West Housing Enablement Development Program component will support project development on future infrastructure initiatives that enable new housing and improve transport links in outer South West Sydney.

    An additional $12.5 million will also be invested to develop Final Business Cases for both the Devonshire Link Road and Bradfield Metro Link Road, critical connections in the Western Sydney International Airport Precinct Road Network. Investing in these business cases delivers on a high priority recommendation of the 2023 Western Sydney Transport Infrastructure Panel Independent Report. 

    When built, the Bradfield Metro Link Road will link Fifteenth Avenue, Badgerys Creek Road and the Eastern Ring Road. The Australian and NSW governments recently announced a $1 billion joint investment to upgrade Fifteenth Avenue. 

    Subject to finalisation of the scope, the 3 kilometre long, 45 metre wide road is expected to feature two traffic lanes and two dedicated bus lanes, as well as walking and cycling shared paths on both sides. 

    The Devonshire Road Link Project is a critical junction that completes the network of road projects, including Mamre Road, Elizabeth Drive, and the M12 Motorway. This vital link will also connect the Mamre Road Precinct, which hosts the Western Sydney Employment Area and the future freight intermodal, to the M12 and the Elizabeth Drive, reducing travel times and improving freight access and connectivity.

    To enhance Arctic security, regional connectivity and ongoing access to resources, the governments of Yukon and Canada have agreed to include the Dempster Highway in the Yukon Resource Gateway Project. This is a significant step in the ongoing enhancement of Canada’s only all-season highway crossing to the Arctic Circle.

    The Dempster Highway is a vital regional link for Yukoners and the communities it serves, both in the Yukon and in the Northwest Territories. This nationally significant highway enables the transportation of resources, goods and services while attracting tourists from around the world.

    By including the Dempster Highway in the Yukon Resource Gateway Project, the Government of Yukon is investing in improving year-round reliability, upgrading northern infrastructure, and ensuring safer, more efficient travel for Yukoners. The planned improvements will focus on making the highway safer and more reliable through road surface improvements, road reconstruction, avalanche and rockfall mitigation, sinkhole repairs, improved roadside safety measures and improved drainage.

    This work will create jobs for Yukoners, strengthen northern communities, drive economic growth, and help mitigate the impacts of climate change.

    Initiated in 2017, the Yukon Resource Gateway Project supports infrastructure upgrades for existing roads in mineral rich areas to support long-term, sustainable mineral development. With the addition of the Dempster Highway, the project will now also contribute to supporting Arctic security and sovereignty.

    For each component of the Yukon Resource Gateway Project, the Government of Yukon negotiates a project agreement with the Yukon First Nation in whose Traditional Territory the project resides.     The Village of Mayo and City of Whitehorse will see improvements to water service through two projects after a joint investment of more than $11.1 million from the federal and territorial governments. 

    In the Hillcrest Subdivision area of Whitehorse, rehabilitation of water, sewer and roads will include upgrades to the sanitary and main lines and expansion of the underground storm systems and culverts.

    In the Village of Mayo, funding for underground utility upgrades will result in safer and more accessible drinking water, improved flow of water for firefighting and better capacity to transport sewage. The rehabilitation of water infrastructure will also result in the resurfacing of the impacted roads.

    Supporting infrastructure projects that provide effective and reliable water services for communities helps create healthier environments for the future.

    Canadian steel producers and workers are facing potential harm from the threat of increased steel imports into Canada, triggered by the unjustified 25 per cent tariffs the United States (U.S.) imposed on steel products from all countries.

    Today, the Honourable François-Philippe Champagne, Minister of Finance and the Honourable Anita Anand, Minister of Innovation, Science and Industry announced the launch of a 30-day public consultation on possible trade measures to protect against the threat of diversion of steel products from third countries into the Canadian market as a result of the recent trade measures by the U.S.

    The global steel market currently has too much supply compared to demand. This severe overcapacity leads to cheap foreign steel being sold at artificially low prices in Canada and globally. When such steel enters the Canadian market, it negatively impacts Canadian steel workers and businesses. Following recent U.S. tariffs, there is a heightened risk that these steel products may flood the Canadian market putting both producers and workers at risk. 

    Potential new trade measures would complement measures recently announced by the Government of Canada to support Canadian steel and aluminum workers and industries. As a first response to the direct threat posed by U.S. tariffs, Canada imposed 25 per cent reciprocal tariffs, effective March 13, 2025, on a list of steel products worth $12.6 billion and aluminum products worth $3 billion, as well as on additional imported U.S. goods worth $14.2 billion, for a total of $29.8 billion. 

    The federal government also applied a 25 per cent surtax on imports of steel and aluminum products from China, effective October 22, 2024. This measure was taken in response to China’s non-market policies and practices and to prevent trade diversion resulting from actions taken by Canadian trading partners. 

    Beyond these recent actions, Canada also maintains robust trade remedy and import monitoring systems to help protect against unfair trade from all sources and provides direct recourse for Canadian businesses and workers that are harmed by unfairly traded goods entering the Canadian market.

    The federal government continues to monitor the trade situation closely and will take additional steps as needed to support our industries against these threats.

    Backgrounder

    The Government of Canada has made regulations that cease the application of the federal fuel charge, effective April 1, 2025, and is also removing requirements for provinces and territories to have a consumer-facing carbon price as of that date. These actions refocus federal carbon pollution pricing standards on ensuring carbon pricing systems are in place across Canada on a broad range of greenhouse gas emissions from industry. A price on pollution for large emitters will continue to be a pillar of Canada’s plan to build a strong economy and greener future. It is a system that is fair and effective. Industrial carbon pricing is one of the most important greenhouse gas emission reduction policies in the government’s comprehensive Emissions Reduction Plan to bend the curve and meet Canada’s 2030 greenhouse gas emissions reduction target. Carbon pricing systems for industry are also designed to keep costs low to protect against competitiveness risks. 

    This backgrounder provides details on how removing the consumer carbon price will work and on how the proceeds return mechanisms (including the Canada Carbon Rebate) will be wound down.

    Ceasing the Application of the Federal Fuel Charge

    The federal fuel charge currently applies in Newfoundland and Labrador, Prince Edward Island, Nova Scotia, New Brunswick, Ontario, Manitoba, Saskatchewan, Alberta, Nunavut and Yukon (referred to as listed provinces). Under the Greenhouse Gas Pollution Pricing Act, the fuel charge generally applies to 21 fossil fuels and combustible waste upon delivery, importation or use in listed provinces.

    The federal government removed the fuel charge, effective April 1, 2025, via regulations. It will also be considering broader amendments to the Greenhouse Gas Pollution Pricing Act, including proposed amendments to complete the orderly wind-down of the fuel charge.

    After March 31, 2025, the applicable fuel charge rates for all types of fuel and for combustible waste will be set to zero. Therefore, beginning on April 1, 2025, the fuel charge ceases to apply.

    The regulations will also cease the application of certain administrative requirements that are no longer necessary. Specifically:

    • After March 31, 2025, requirements for registered emitters subject to a provincial output-based performance standards system to provide certain information in respect of changes to their facilities to the Minister of Environment and Climate Change will cease to apply. After September 30, 2025, all residual requirements in respect of those registered emitters will cease to apply.
    • After March 31, 2025, no persons will be required to newly register in respect of any category or any type of fuel. All existing registrations will be cancelled on November 1, 2025.
    • For reporting periods beginning after March 31, 2025, there will be no requirement to file a return if no positive amount of fuel charge is payable.

    The regulations do not affect obligations for reporting periods prior to April 1, 2025. Fuel charge payers are still required to pay amounts owed, continue to be able to claim rebates to which they are entitled, and are subject to assessments and re-assessments in respect of past reporting periods.

    Canada Carbon Rebate

    The Canada Carbon Rebate was introduced to return direct proceeds from the federal fuel charge to residents of provinces where it applied. With the removal of the federal fuel charge effective April 1, 2025, eligible Canadians will receive a final Canada Carbon Rebate payment, starting April 22.

    In provinces where the federal fuel charge currently applies, a family of four will receive up to $456 under the base Canada Carbon Rebate for April 2025 (see table below for specified amounts by province). In addition to the base rebate amounts, a rural top-up of 20 per cent is provided for individuals residing in small and rural communities.

    To receive their Canada Carbon Rebate for April 2025, Canadians need to file their 2024 tax return. For Canadians who are registered for direct deposit with the Canada Revenue Agency, the Canada Carbon Rebate will be deposited directly into their bank account; otherwise, the Canada Carbon Rebate will be delivered via cheque. For those who have a spouse or common-law partner, the person who files their tax return first will receive the Canada Carbon Rebate amount for all members of the household, including children.

    *As all residents in PEI are considered to be living in a small or rural community, the rural supplement is already included in the base amounts for that province. The amounts for other provinces do not include the rural supplement; those eligible for the supplement will receive 20 per cent more.

    Canada Carbon Rebate for Small Businesses

    In provinces where the fuel charge currently applies, a portion of fuel charge proceeds from the price on pollution is returned to eligible small- and medium-sized businesses via the Canada Carbon Rebate for Small Businesses, an automatic, refundable tax credit provided directly to eligible businesses.

    With the removal of the federal fuel charge effective April 1, 2025, the Canada Carbon Rebate for Small Businesses payment in respect of the 2024-25 fuel charge year will be the final payment to eligible businesses.

    The Minister of Finance will specify payment rates to return the previously specified $623.1 million in proceeds for the 2024-25 fuel charge year once sufficient information is available from the 2024 taxation year.

    Fuel Charge Proceeds Fund for Indigenous Governments

    In provinces where the fuel charge was in place prior to April 1, 2025, a portion of fuel charge proceeds from the price on pollution is being returned to eligible federally recognized Indigenous governments by Environment and Climate Change Canada (ECCC) through grant agreements delivered by the Fuel Charge Proceeds Fund for Indigenous Governments (FCPFIG). The FCPFIG offers maximum flexibility for eligible First Nations, Inuit, and Métis governments to manage and use their share of fuel charge proceeds towards self-determined priorities.

    Following the removal of the federal fuel charge effective April 1, 2025, ECCC will continue to work with eligible recipients to return $531.5 million in proceeds for the 2020-21 to 2024-25 period, consistent with the amounts previously specified by the Minister of Finance. The Government of Canada is committed to establishing the necessary grant agreements and issuing payments through the FCPFIG to eligible Indigenous governments as soon as possible.

    Return of Fuel Charge Proceeds to Farmers Tax Credit

    Recognizing that many farmers use natural gas and propane in their operations, the federal government provides a refundable tax credit to return fuel charge proceeds to farming businesses that operate in provinces where the federal fuel charge currently applies.

    The Minister of Finance has the authority under the Income Tax Act to specify payment rates for eligible farming expenses that are incurred in the 2025 calendar year, which would have corresponded to returns of fuel charge proceeds for the 2025-26 fuel charge year, and the designated provinces in which these payment rates will apply. Those provinces are Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.

    With the removal of the federal fuel charge effective April 1, 2025, the Return of Fuel Charge Proceeds to Farmers Tax Credit in respect of the 2024-25 fuel charge year will be the final credit available to eligible farming businesses. Consequently, the Minister of Finance has specified the payment rate per $1,000 in eligible farming expenses that are incurred in the 2025 calendar year (in respect of the 2025-26 fuel charge year), in the designated provinces, to be nil.

    This nil payment rate replaces the payment rate for the same calendar year (and fuel charge year) that was previously announced on January 10, 2025.

    Strengthening Industrial Carbon Pricing

    Canada’s Emissions Reduction Plan contains a comprehensive suite of mitigation measures, strategies, and investments, including policies that complement carbon pricing. A price on pollution for large emitters will continue to be a pillar of Canada’s plan to build a prosperous net-zero economy and make progress on climate targets. According to independent estimates, industrial carbon pricing is the climate policy with the single largest contribution to achieving our climate targets, all while helping us transform and grow our economy. The government intends to refocus federal carbon pollution pricing requirements on ensuring carbon pricing systems are in place across Canada on a broad range of greenhouse gas emissions from industry. The government intends to strengthen Canada’s approach to carbon pricing for industry to ensure its continued effectiveness.

    The federal government intends to engage with provinces, territories, Indigenous Peoples, and stakeholders on changes to the minimum national stringency standards for carbon pollution pricing, known as the federal ‘benchmark’ criteria.

    Changes would focus the benchmark on ensuring industrial pricing systems continue to maximize emissions reductions and encourage the transition to low carbon technologies, while protecting industry against competitiveness and carbon leakage impacts. Improving the emissions performance of Canadian industry makes it more efficient and can support its competitiveness as Canada works to diversify its trading relationships and deepen market access, especially in jurisdictions that increasingly value lower emitting goods, such as the European Union.

    The goal of the benchmark criteria would continue to be that systems are similarly stringent, fair and effective. The benchmark review will consider opportunities to strengthen industrial carbon markets so that they deliver the incentives needed for major decarbonization projects across industry, while creating jobs and driving investment in the technologies that will shape the clean economies of the future.

    WASHINGTON – Today, Secretary of Homeland Security Kristi Noem announced that Eswin Mejia, an illegal alien arrested for killing 21-year-old Sarah Root in a drunk driving crash, was successfully extradited from Honduras by Homeland Security Investigations (HSI).

    In January 2016, Mejia, an illegal alien, was arrested for vehicular homicide, killing Sarah Root in Douglas County, Nebraska. His blood alcohol content was three times over the legal limit. He was arrested and released on a bond in February 2016 and subsequently fled the country to evade prosecution.

    In the aftermath of this tragedy, Sarah’s Law was introduced in the United States Congress and was later added as an amendment to the Laken Riley Act. The law requires illegal aliens who have committed crimes against Americans to be detained. This was the first piece of legislation President Trump signed into law.

    Investing in Canadians’ health is key to building a stronger Canada. In its first year, the Canadian Dental Care Plan (CDCP) has significantly improved access to affordable dental care. More than 3.4 million Canadians were approved to be part of the plan, while 1.7 million have already received care.

    Today, the Honourable Kamal Khera, Minister of Health, accompanied by the Honourable Ali Ehsassi, Minister of Government Transformation, Public Services and Procurement announced that all remaining eligible Canadians aged 18 to 64 years-old will be able to apply for the CDCP in May 2025; with coverage starting as early as June 1, 2025. 

    Applications will open by age group:

    • May 1: 55 to 64 years old
    • May 15: 18 to 34 years old
    • May 29: 35 to 54 years old

    To qualify for the CDCP, applicants must:

    • Not have access to dental insurance.
    • Have filed their individual 2024 tax return in Canada (and their spouse’s or common-law partner’s, if applicable)
    • Have an adjusted family net income of less than $90,000
    • Be a Canadian resident for tax purposes

    As with previous cohorts, eligible Canadians will be able to apply online, by phone, or by visiting a Service Canada Centre.

    Beginning of renewal process

    From March 2025 onward, current CDCP members must take action to renew their coverage. CDCP members must have filed their 2024 tax return and received their 2024 Notice of Assessment from the Canada Revenue Agency before applying for renewal at canada.ca/dental, in My Service Canada Account (MSCA) or by telephone.

    CDCP members must submit their renewal applications by June 1, 2025, to ensure uninterrupted coverage. Coverage for those who do not renew will end on June 30, 2025 and any oral health care services received during a gap in coverage will not be eligible for reimbursement.

    Deputy President Paul Mashatile has called for urgent and sustained efforts to address unemployment and inequality, describing them as fundamental human rights issues.

    Speaking at the national Human Rights Day commemoration in Kariega, the Deputy President acknowledged South Africa’s economic progress but said the country’s 31.9% unemployment rate remained an indicator of persistent socio-economic challenges.

    “The pursuit of a just and equitable society is a complex endeavour. While South Africa has experienced notable economic growth through expanding economic participation, the harsh reality of a 31.9% unemployment rate starkly reveals our ongoing struggle against poverty and inequality,” he said. 

    The Deputy President stressed this was not just an economic issue but a matter of fairness and human rights, requiring collective action from all sectors of society. 

    “This is not merely an economic issue, it represents a fundamental matter of human rights and fairness, demanding concerted and sustained effort from all of us. The lack of economic and employment opportunities has a direct correlation to poverty, and it exacerbates inequality,” the Deputy President said.

    He highlighted the government’s efforts to create economic opportunities through policy and legislative measures, citing key employment programmes that have benefitted millions of young people.

    “Government is working to create more opportunities for all citizens through various policy and legislative frameworks. Programmes such as the Presidential Youth Employment Initiative (PYEI) are providing work experience to over 1.5 million young people, 70% of whom are women,” he said. 

    Other initiatives like the National Skills Fund Disabilities Programme and the Social Employment Fund also address youth unemployment. 

    The Deputy President emphasised that government remains committed to strengthening the safety net for the most vulnerable in society and will leave no one behind. 

    Against the backdrop of Human Rights Day, he underscored the significance of youth engagement in shaping South Africa’s democracy. 

    Across the country, he said, young people continue to step forward to shape the future of the nation’s democracy, ensuring that the rights enshrined in the Constitution are not just theoretical but truly lived.

    He lauded young leaders participating in the Mandela-Sobukwe Leadership Camp at Nelson Mandela University, an initiative supported by the Departments of Higher Education and Training and Health.

    “This leadership programme is about more than just discussions it is about preparing young leaders to champion civic engagement, ethical leadership, and economic justice in their institutions and communities,” he said.

    Reflecting on the theme “Deepening a Culture of Social Justice and Human Rights,” the Deputy President emphasised the need to equip young people with the necessary tools and platforms to effect meaningful change. 

    “We must ensure that we continue to empower young people with the correct tools, platforms, and opportunities to become the leaders of tomorrow – leaders who, like Nelson Mandela and Robert Sobukwe, do not just accept the status quo but actively work to transform it for the better,” he said. 

    Deputy President Mashatile commended young people nationwide for their efforts in advocating for justice and progress. 

    “I commend the young people in this programme, whom I am told are here in the stadium and all those across the country who continue to fight for dignity, justice, and progress. South Africa’s future is in your hands, and today, we celebrate your voices, your leadership, and your unwavering commitment to human rights,” he said. 

    Building a just society

    The Deputy President said building a just society involves ensuring continued access to critical services such as electricity, water, housing and sanitation to improve the quality of life for citizens.

    He noted that government has made substantial progress towards achieving these rights. Between 2011 and 2022, access to water rose to 88.5%, while access to improved sanitation reached 80.7%.

    “We are also working to increase access to affordable housing through initiatives such as First Home Finance, which is about the provision of serviced sites for qualifying beneficiaries, small-scale affordable rentals, and other strategic interventions that go beyond legislative measures to address the 2.4 million housing backlog,” he said. 

    Land expropriation

    The Deputy President underscored the nation’s land reform agenda as a crucial step in addressing historical injustices, as it acknowledged that land dispossession remains one of the most lasting and difficult legacy of the apartheid era.

    He said the Expropriation Act, signed into law by President Cyril Ramaphosa in January this year, signifies a shift towards a more inclusive approach to land ownership, incorporating the principle of ‘public interest’ in land acquisition, and demonstrating a commitment to social justice and redress.

    “We would like to reiterate that South Africa, as a sovereign state, would not disregard its policies and activities aimed at rectifying historical injustices due to external pressure. We are confident that we have chosen the correct path to establishing an equitable society, and we will not deviate from it,” the Deputy President said. 

    This year’s Human Rights Day commemorative events were held at the Derrick Ferreira Stadium, in Kariega under the theme “Deepening a Culture of Social Justice and Human Rights”.

    The theme calls for renewed commitment from all levels of society to accelerate practical solutions for inclusive growth, job creation, poverty reduction, and addressing the high cost of living while building a capable, ethical, and developmental state.

    The Northern Territory Police Force is calling for information in relation to an alleged sexual assault that took place at a fast-food restaurant this morning.

    About 6:30am, police received reports of a sexual assault on a 19-year-old female in the bathroom of a fast-food restaurant on the corner of Parsons Street and Railway Terrace. The female alerted staff who then called police.

    Investigations are ongoing to locate the alleged offender and determine the circumstances of the incident.

    Police are calling for any witnesses within the area at the time who may have information that can assist police in their enquiries to make contact on 131 444.

    BUTLER COUNTY, IOWA – As Sunshine Week draws to a close, Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) wrote Attorney General Pam Bondi and Federal Bureau of Investigation (FBI) Director Kash Patel requesting the Department of Justice and FBI take corrective action to restore the security clearances of DOJ and FBI whistleblowers who’ve suffered retaliation.
    “My office has been told that, in many of these cases, the suspension of their security clearances resulted in immediate, indefinite suspensions without pay while the FBI improperly and intentionally delayed the process for these individuals to contest the adverse action,” Grassley wrote. “This tyrannical government conduct caused significant financial hardship. The retaliatory government action also placed them in the impossible situation to either resign their position without completing their legal challenge or continue challenging the suspension or revocation of their clearance while suspended without pay with no prospect of obtaining new employment.”  
    “The Biden administration’s political weaponization of the Justice Department and FBI has caused significant damage to these institutions and its employees, but you’re in the position to right the ship,” Grassley continued. “Accordingly, I request that you personally review the adverse personnel matters for these individuals, which I will send under separate cover, and take all appropriate corrective actions, including restoring their security clearances and employment and firing or otherwise disciplining those who retaliated against them, if warranted.”
    Grassley last year called on the DOJ to reform its security clearance review process, after receiving initial reports the agency had unlawfully used it to retaliate against whistleblowers. Ahead of the Judiciary Committee’s vote to advance Patel’s nomination as FBI Director, Grassley highlighted the cases of various FBI whistleblowers who have been retaliated against, including through the wrongful suspension or revocation of their security clearances.

  • MIL-OSI China: China, Zambia sign economic, technical cooperation agreement

    LUSAKA, March 21 — China and Zambia signed an agreement on Friday for economic and technical cooperation, marking another step in strengthening the longstanding and mutually beneficial relationship between the two countries.

    The agreement was signed by Charge d’Affaires of the Chinese Embassy Wang Sheng and Zambian Minister of Finance and National Planning Situmbeko Musokotwane.

    The agreement outlines the framework under which new China-aided projects will be implemented in the future.

    In his remarks, Wang said the agreement is another example of the strong cooperation between the two governments.

    He said both governments have identified priority projects, including the construction of three additional milling plants to enhance food security in Zambia, with work set to begin this year. China has already built three such plants in the country.

    Wang also announced that a team of experts would soon arrive in Zambia to conduct a feasibility study on establishing 300 small solar-powered piped water systems to help alleviate water shortages. Moreover, a program for the supply of HIV testing kits and medication would be implemented to support public health services in Zambia.

    “For a long time, China has adhered to an approach that emphasizes sincerity, real results, amity and good faith with Africa. We understand the importance of honoring commitments, and all pledges will be fulfilled,” he said.

    He said negotiations on revitalizing the Tanzania-Zambia Railway Authority (TAZARA) railway line were progressing, with major breakthroughs expected in the coming weeks.

    According to Wang, China has been a steadfast friend to Zambia since the establishment of diplomatic relations in 1964, providing support for various infrastructure projects over the years.

    While expressing appreciation for China’s unwavering support and solidarity with Zambia over the years, Musokotwane said the signing of the agreement underscored both countries’ commitment to fostering economic growth and technical advancement.

  • MIL-OSI Security: Arizona Brothers Plead Guilty for Roles in Conspiracies to Fraudulently Obtain Nearly $109 Million in Covid-Relief Funds

    PORTLAND, Ore.—Two brothers from Sedona, Arizona, pleaded guilty for conspiring with one another and others to defraud the U.S. Small Business Administration (SBA) out of nearly $109 million in loans intended to help small businesses during the COVID-19 pandemic.

    Eric Karnezis, 43, pleaded guilty Thursday to conspiring to commit wire fraud. Today, in a separate but related case, Anthony Karnezis, 43, also pleaded guilty to conspiring to commit wire fraud.

    According to court documents, from January 2021 until at least March 2022, Eric Karnezis carried out a scheme whereby he conspired to gather false and fraudulent business information from customers and used the information to submit at least 350 fraudulent Paycheck Protection Program (PPP) loan applications through Blueacorn, a lender service provider, to Capital Plus Financial, a lender participating in the PPP. To facilitate the scheme, Eric Karnezis and his co-conspirators created fictious documents to support the fraudulent loan applications, including false payroll information and tax documents.

    In total, Eric Karnezis submitted or caused to be submitted at least 1,300 PPP applications, which together attempted to obtain at least $178 million from Capital Plus Financial, of which approximately $105 million in loans were funded in response to the fraudulent applications. Additionally, Eric Karnezis required applicants to pay a fee for his role in the conspiracy and he received approximately $3 million for submitting the fraudulent applications.

    Anthony Karnezis carried out a related scheme through at least March 2022, whereby he conspired with his brother, among others, to gather fraudulent business information from customers and used the information to submit at least 140 fraudulent PPP loan applications, through Blueacorn, to Capital Plus Financial. Based on the false and misrepresented information, more than $3.9 million in loans were funded in response to these fraudulent applications. Anthony Karnezis also required applicants to pay a fee for his role in the conspiracy and he received more than $957,000 for submitting the fraudulent applications.

    On August 21, 2024, a federal grand jury in Portland returned a 23-count indictment charging Eric Karnezis and other defendants with conspiring to commit and committing wire fraud and conspiring to commit money laundering.

    On February 19, 2025, Anthony Karnezis was charged by criminal information with conspiring to commit wire fraud.

    Each faces a maximum sentence of 20 years in prison, a $250,000 fine and 3 years of supervised release and will both be sentenced on June 20, 2025, before U.S. District Court Judge Karin J. Immergut.

    As part of their plea agreements, Eric Karnezis agreed to pay between $25 million and $65 million in restitution to their victims, and Anthony Karnezis agreed to pay between $3.5 million and $9.5 million in restitution to their victims. They have also agreed to forfeit any criminally-derived proceeds and property.

    This case was investigated by the SBA Office of Inspector General (SBA-OIG), IRS Criminal Investigation (IRS:CI), the U.S. Treasury Inspector General for Tax Administration (TIGTA), and the Naval Criminal Investigative Service (NCIS). It is being prosecuted by Meredith Bateman and Robert Trisotto, Assistant U.S. Attorneys for the District of Oregon. Forfeiture proceedings are being handled by Assistant U.S. Attorney Julia Jarett, also of the District of Oregon.

    The Northern Territory Police Force has arrested a 21-year-old female in relation to a stabbing incident in Katherine last night.

    About 7:45pm, police received multiple reports that a 41-year-old male, who is known to the alleged offender, had multiple stab wounds to his shoulder.

    The male was transported to Katherine Regional Hospital by St John Ambulance in a stable but serious condition. He was later transported to Royal Darwin Hospital for further treatment to his injuries.

    Investigations are ongoing and the crime command have carriage.

  • MIL-OSI Security: Steuben County sheriff’s deputy arrested on child pornography charges

    ROCHESTER, NY—U.S. Attorney Michael DiGiacomo announced today that Stuart J. McHenry, 34, of Hornell, NY, was arrested and charged by criminal complaint with distribution and receipt of child pornography, which carries a mandatory minimum penalty of five years in prison, a maximum of 20 years, and a fine of up to $250,000. 

    Assistant U.S. Attorney Katelyn M. Hartford, who is handling the case, stated that according to the complaint, on July 5, 2024, the National Center for Missing and Exploited Children (NCMEC) received a CyberTip from the instant messaging application Kik, which stated that Kik user “acman990,” uploaded approximately 24 files of suspected child pornography. A review of the files found that approximately 22 of the files constituted child pornography, which he sent to other users via private message. Subsequent investigation traced the account to the defendant.

    During the course of the investigation, it was determined that McHenry works as a deputy for Steuben County Sheriff’s Office. On October 18, 2024, investigators seized two cellular telephones during the execution of a search warrant at McHenry’s Hornell residence. A forensic review of one of the phones determined that Kik was previously installed on the phone and located evidence of use of the Kik username acman990. A review of McHenry’s iCloud account recovered a number of sexually explicit conversations and child pornography on Kik, including the videos reported in the CyberTip as well as additional videos and images of child pornography.

    McHenry made an initial appearance this afternoon before U.S. Magistrate Judge Mark W. Pedersen and was held pending a detention hearing.

    The complaint is the result of an investigation by the New York State Police, under the direction of Major Kevin Sucher, the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia, and the Steuben County Sheriff’s Office, under the direction of Sheriff Jim Allard. 

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Madison Man Sentenced to 7 Years for Illegally Possessing a Firearm

    MADISON, WIS. – Timothy M. O’Shea, United States Attorney for the Western District of Wisconsin, announced that James Stevens, 42, Madison, Wisconsin, was sentenced yesterday by U.S. District Judge William M. Conley to 7 years in federal prison for possessing a firearm as a felon. Stevens pleaded guilty to this charge on December 11, 2024.

    Agents with the Wisconsin Department of Justice used a confidential informant to purchase cocaine and heroin from Stevens. During the investigation, agents searched Stevens’s home and seized 224 grams of cocaine. Agents also found a loaded Smith & Wesson M&P .40 caliber handgun hidden in Stevens’s couch. Stevens is prohibited from legally possessing firearms because of a prior felony conviction

    In choosing a sentence, Judge Conley balanced Stevens’s stated desire to turn his life around with the danger he posed to the community.

    The charge against Stevens was the result of an investigation conducted by the Wisconsin Department of Justice Division of Criminal Investigation and the Madison Police Department. The ATF Madison Crime Gun Task Force also assisted with the case. The ATF Madison Crime Gun Task Force consists of federal agents from ATF and Task Force Officers (TFOs) from state and local agencies throughout the Western District of Wisconsin. Assistant U.S. Attorney Louis Glinzak prosecuted this case.

    This case is part of Operation Take Back America. Operation Take Back America is a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime.

    EW YORK – New York Attorney General Letitia James today released the following statement after a judge ruled that Red Rose Rescue, an anti-abortion group, repeatedly violated state and federal clinic access laws by invading reproductive health care clinics and interfering with access to care:

    “This is a monumental victory for the rule of law, for reproductive freedom, and for every patient who has been harassed, intimidated, or blocked from accessing the health care they need. 

    “The court has affirmed that Red Rose Rescue and its members flagrantly violated the law by invading clinics, obstructing clinic entrances, and disrupting essential medical services. Their actions were not peaceful protest but unlawful obstruction, and today’s ruling makes it clear that such conduct will not be tolerated in New York.

    “Abortion is health care, and every person has the right to make their own reproductive choices without fear or interference. My office will continue to do everything in our power to protect patients, clinics, and providers. New York remains a safe haven for reproductive care, and those who threaten New Yorkers’ most basic right to access health care will be met with the full force of the law.”

    Attorney General James sued Red Rose Rescue and its members in June 2023 for invading reproductive health care clinics and blocking patients’ access to care.

    Today, in a ruling granting the Office of the Attorney General’s (OAG) motion for summary judgment, U.S. District Court Judge Kenneth M. Karas found that Red Rose Rescue’s members obstructed patients’ and providers’ access to clinics by trespassing, refusing to leave and forcing police to remove them, and by getting in patients’ way as they tried to walk towards or enter the clinic – intentionally delaying or preventing patients from receiving care. In the decision, the court affirmed that Red Rose Rescue had a coordinated strategy of invading clinics, blocking clinic entrances, refusing to cooperate with law enforcement, and using their arrests to stop the provision of abortions, in violation of the federal Freedom of Access to Clinic Entrances (FACE) Act and New York Clinic Access Act. Further proceedings will be scheduled, at the discretion of the court, to decide appropriate remedies for Red Rose Rescue’s unlawful conduct. 

    Attorney General James is committed to enforcing all state and federal laws protecting reproductive health care clinic staff and patients. The FACE Act and the New York State Clinic Access Act give patients and staff both inside and outside clinics the right to be free from force, threats of force, or physical obstruction when trying to obtain or provide reproductive health care.   • MIL-OSI Security: Federal jury convicts Virginia Beach man for auto loan scheme and identity theft

    NORFOLK, Va. – A federal jury convicted a Virginia Beach man today on 19 charges of bank fraud, wire fraud, aggravated identity theft, and false representation of a social security number.

    According to court records and evidence presented at trial, Dion Lamont Camp, 40, spent years conning numerous women into romantic relationships and then leveraging those relationships to obtain fraudulent loans and credit cards.  He would show the women fake tax documents and ask for their help, claiming that the IRS had frozen his accounts and promising to repay the money when the matter was cleared up. Camp caused six fraudulent loans from a national credit union in 2020 through 2022 for cars that were either ghost purchased, meaning the car was never purchased at all and there was never any collateral securing the loan, or double financed, meaning Camp procured financing both from the credit union and from the car dealership for the same car, thereby obtaining the credit union loan proceeds and the car.

    As part of the scheme, Camp opened shell businesses with names closely resembling that of actual used car dealerships in Hampton Roads. He then persuaded two women, identified as Jane Doe (JD) 2 and JD5, to open corresponding business bank accounts. Once those accounts were open, Camp persuaded JD2, JD5, as well as four other women, JD3, JD4, JD6, and JD7, to apply for automobile loans in their own names at the credit union. Camp convinced the women he could not obtain a loan himself because his accounts were erroneously frozen and promised to pay them back.

    After the credit union approved the loan applications and provided checks to the women for the dealerships, they gave the checks to Camp. Camp, using a call spoofing service to make it appear as if he were calling from the legitimate car dealership, called the credit union, impersonated employees at the dealership, and pretended that the loan was being used for various luxury vehicles.  Providing the vehicle identification numbers (VINs) for those cars, he successfully obtained the code from the credit union necessary to release the check, which he then negotiated and funneled through the business accounts. JD2 and JD5 withdrew the loan proceeds from those accounts and gave the money to Camp.

    The four ghost-purchased cars were located across the country and never at the businesses in Hampton Roads. They were never purchased by Camp or the women using the credit union checks, depriving the credit union of its collateral to secure the loans. Camp also conned JD4 and JD7, who had already gotten loan checks from the credit union, to purchase two other luxury cars at a dealership in northern Virginia using in-house financing for over $100,000.  Again, Camp cashed the credit union checks, and the credit union was deprived of having the cars as collateral for the loan as the cars were double financed.

    For two of these fraudulent automobile loans, Camp obtained not only the money from the loan check, but also induced the women to trade in their own cars to help fund the credit union loans. He then sold their cars at local dealerships and kept that money as well.

    As part of his fraud, Camp also purchased a car in his own name from CarMax as repayment for a friend of the family who gave him money for a car years earlier. To obtain financing, Camp used false information, including that he had been a UPS employee for more than a decade. After Camp was arrested in this case and housed at Western Tidewater Regional Jail, the family friend feared the BMW would be repossessed. Camp called the finance company on a recorded jail call, using another inmate’s account to avoid detection, and convinced the finance company to give him a payment extension on the loan so long as he was still employed at UPS, which he falsely affirmed that he was.

    Camp also defrauded banks to give personal loans.  In 2019, JD8 and JD11 each had little income, so Camp provided them with fraudulent paystubs with inflated income to support personal loan applications to another local credit union. JD8 and JD11 each gave the loan proceeds to Camp, which again he had falsely promised to repay.

    Camp obtained an American Express credit card using JD3’s personal identifying information without her knowledge. He also obtained supplemental American Express credit cards from the accounts of JD5, JD3, and JD10 using the Social Security number of an individual identified as R.D. R.D., who testified at trial, has never met or had any relationship with Camp.

    The final charge for which Camp was convicted involved his application for a property rental in Virginia Beach using a false Social Security number, a fake credit report with a highly inflated credit score, and a false IRS business tax filing that showed that his alleged house flipping business, Camp Investments LLC, made hundreds of thousands of dollars a year. In truth, Camp’s business bank account rarely had any significant balance, and Camp never filed taxes for Camp Investments.

    The evidence at trial revealed that, during the scheme, Camp defrauded both women and banks out of hundreds of thousands of dollars.

    Camp faces a minimum of two years and up to 392 years in prison when sentenced on Sept. 12. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Michael Feinberg, Acting Special Agent in Charge of the FBI’s Norfolk Field Office, made the announcement after U.S. District Judge Arenda Wright Allen accepted the verdict.

    Assistant U.S. Attorneys Rebecca Gantt and Elizabeth M. Yusi are prosecuting the case.

  • MIL-OSI USA: ICE, federal partner investigation results in 2 men convicted, 1 extradited from Guatemala for role in 2022 San Antonio alien smuggling mass casualty incident

    WASHINGTON — Two men were convicted by a federal jury March 18 for their roles in a 2022 mass casualty alien smuggling event in San Antonio, Texas that resulted in 53 deaths and 11 aliens injured. A third man allegedly involved in the same fatal smuggling incident was extradited from Guatemala to the United States to face justice in the case. This investigation is being conducted by U.S. Immigration and Customs Enforcement, with the assistance of various federal and state law enforcement agencies in South Texas.

    Felipe Orduna-Torres, 30, also known as Cholo, Chuequito, and Negro and Armando Gonzalez-Ortega, 55, also known as El Don and Don Gon were found guilty by a jury for their roles in the mass casualty alien smuggling event.

    Following extensive coordination and cooperation between U.S. and Guatemalan law enforcement authorities, Rigoberto Ramon Miranda-Orozco, 48, an alleged leader of a Guatemala-based alien smuggling organization was extradited to the United States to face trial for his alleged role in the San Antonio mass casualty incident.

    “These convictions and extradition represent the Justice Department’s commitment to prosecuting the leaders, organizers, and key facilitators of alien smuggling networks that bring people illegally — at significant risk to life — into the United States,” said Supervisory Official Matthew R. Galeotti, head of the Justice Department’s Criminal Division. “It is a powerful example of the crucial work of Joint Task Force Alpha, which has been enhanced and empowered to go after cartels and transnational criminal organizations and to eliminate the scourge of human smuggling and trafficking.”

    According to court documents and evidence presented at trial, Orduna-Torres, and Gonzalez-Ortega conspired with others as part of an alien smuggling organization that loaded approximately 66 aliens into a tractor trailer, which lacked functioning air conditioning, and drove the aliens north across the U.S.-Mexico border and on a Texas interstate. On June 27, 2022, as the temperature rose, some of the migrants inside the trailer lost consciousness, while others clawed at the walls, trying to escape. By the time the tractor-trailer reached San Antonio, according to the evidence presented at trial, 48 migrants had already died. Another five migrants died after being transported to local hospitals. Six children and a pregnant woman were among the deceased. The defendants conspired with others to facilitate the travel of the aliens from Mexico, Guatemala, and Honduras to the United States, charging the aliens and their families approximately $12,000 to $15,000 USD for the perilous journey.

    Orduna-Torres and Gonzalez-Ortega were each convicted of one count of conspiracy to transport illegal aliens resulting in death, resulting in serious bodily injury and placing lives in jeopardy, one count of transportation of illegal aliens resulting in death, and one count of transportation of illegal aliens resulting in serious bodily injury and placing lives in jeopardy. For both counts resulting in death, they each face a maximum penalty of life in prison at their sentencing on June 27. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    “The extradition of Miranda-Orozco to U.S. custody is a major step in the takedown of a large and complex human smuggling organization he is alleged to be a part of,” said acting U.S. Attorney Margaret Leachman for the Western District of Texas. “Just as we’ve shown throughout the trial of Orduna-Torres and Gonzalez-Ortega, we will continue to prosecute this case aggressively — seeking justice for those who have perished and holding accountable those who illegally value profit over human life.”

From country of origin to final destination, our special agents have worked tirelessly to track these criminals down and dismantle their entire smuggling network. One by one we are seeing the consequences of human smuggling as the justice system prevails.”

    Miranda-Orozco conspired with other smugglers to facilitate the travel of four aliens from Guatemala through Mexico, and ultimately, to the United States, charging the families approximately $12,000 to $15,000 USD for the deadly journey. Miranda-Orozco is alleged to be responsible for smuggling three migrants who perished in the tractor trailer.

    In August 2024, Miranda-Orozco was arrested in Guatemala pursuant to a U.S. request for his extradition. His arrest was part of a large-scale takedown during which Guatemalan law enforcement executed multiple search and arrest warrants across Guatemala. Miranda-Orozco was indicted under seal in the Western District of Texas, and his indictment was unsealed after he was arrested. Miranda-Orozco made his initial appearance March 17 in Federal District Court in San Antonio and was arraigned on the indictment charging him with one count of conspiracy to bring an alien to the United States resulting in death, three counts of aiding and abetting bringing an alien to the United States resulting in death, one count of conspiracy to bring an alien to the United States causing serious bodily injury and placing lives in jeopardy, and one count of aiding and abetting bringing an alien to the United States causing serious bodily injury and placing lives in jeopardy.

    ICE HSI San Antonio led U.S. investigative efforts, working in concert with HSI Guatemala’s team members, and the HSI Human Smuggling Unit in Washington, D.C. ICE HSI received substantial assistance from U.S. Customs and Border Protection’s National Targeting Center/Operation Sentinel; U.S. Border Patrol; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the San Antonio Police Department; the San Antonio Fire Department; and the Palestine Police Department. The Justice Department’s Office of International Affairs worked with law enforcement partners in Guatemala to secure the arrest and extradition of Miranda-Orozco and, along with the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training, provided crucial assistance in this matter.

    The case against Orduna-Torres and Gonzalez-Ortega is being prosecuted by Assistant U.S. Attorneys Eric Fuchs, Sarah Spears, and Amanda Brown for the Western District of Texas. The case against Miranda-Orozco is being prosecuted by Trial Attorney Alexandra Skinnion of the Criminal Division’s HRSP Section and Assistant U.S. Attorney/JTFA prosecutor Jose Luis Acosta for the Western District of Texas, with assistance from HRSP Historian/Latin America Specialist Joanna Crandall.
