    The pharmaceutical plant located in Zelenograd, one of the leading pharmaceutical companies in Russia, has confirmed its status as an industrial complex. The company will continue to receive tax benefits, which will allow it to further significantly reduce its financial burden. This was reported by the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “Sergey Sobyanin defined the development of the pharmaceutical complex as one of the city’s key priorities. A number of projects are being implemented in the capital to strengthen the country’s medicinal sovereignty and there is a pool of comprehensive tools to support enterprises. Among them is the assignment of the status of an industrial complex, which provides for a special tax regime for companies. Thus, one of the capital’s pharmaceutical plants has confirmed the right to a special status, which will allow it to continue to receive tax benefits. Today, the enterprise produces a wide range of drugs and vaccines in accordance with international quality standards. Since the beginning of the year, the plant has produced more than 890 thousand packages of drugs, including drugs for the treatment of renal failure, hemostatic agents for local use, immunomodulators, bronchodilators and local anesthetics for the Russian and foreign markets,” said Maxim Liksutov.

    For the company “Binnofarm Group” the property tax has been halved, and the rental rate has been reduced fivefold – to 0.3 percent of the cadastral value of the site. The plant uses the saved funds for its own development.

    “Today, the site is undergoing final preparations for the launch of production of drugs based on monoclonal antibodies against rheumatoid arthritis and for the treatment of osteoporosis. The first batches of drugs will enter civilian circulation by the end of 2025 – beginning of 2026,” said the Minister of the Moscow Government, head of the capital’s Department of Investment and Industrial Policy

    Anatoly Garbuzov.

    Previously, assistance from the Moscow Fund for the Support of Industry and Entrepreneurship was attracted to implement this project in the form of compensation for part of the interest on an investment loan in the amount of 1.5 billion rubles.

    According to the plant’s corporate director for production activities, Anatoly Yaglenko, production will be launched in about a month. This global project required large-scale investments and the construction of new capacities at the plant from scratch. The support that the enterprise receives from the city helps reduce the tax burden.

    Medicines based on monoclonal antibodies are modern medicines and can significantly improve the quality of life of patients, and their production makes a significant contribution to the fight against complex diseases.

    Previously The Mayor of Moscow said on increasing the volume of drug production in January by 12.3 percent with the support of the city.

    The Protection of Women From Domestic Violence Act (PWDVA), 2005 has been enacted keeping in view the rights guaranteed under Article 14, 15 and 21 of the Constitution of India to provide for a remedy under the civil law which is intended to protect the women from being victims of domestic violence and to prevent the occurrence of domestic violence in the society.

    In India domestic violence is governed by the Protection of Women From Domestic Violence Act (PWDVA), 2005 and it is defined under Section 3, which states that any act, omission or commission or conduct of a person harms or injures or endangers the health or safety of a women, whether mentally or physically, it amounts to domestic violence. It further includes any harm, harassment or injury caused to any women or any person related to her to meet any unlawful demand would also amount to domestic violence.

    The said Act covers those women who are or has been in a relationship with any person, where both parties have lived together in a shared household and are related by consanguinity, marriage or through a relationship in the nature of marriage or adoption.

    The National Crime Records Bureau (NCRB) compiles and publishes data on crimes, including crimes against women, in its publication titled “Crime in India,” which is available on the NCRB’s official website (https://ncrb.gov.in). This report is available up to the year 2022. As per the data of NCRB, the number of cases registered under the PWDVA, was 507 in 2021 and 468 in 2022.

    The latest report of National Family Health Survey (NFHS-5 ), provides data for the period 2019-2021, which reveals that the percentage of ever-married women aged 18-49 years who have ever experienced spousal violence (physical and/ or sexual violence) has reduced to 29.3% as compared to 31.2% reported in NFHS-4 for the period 2015-2016.

    “Police‟ and “Public Order‟ are State subjects under the Seventh Schedule to the Constitution of India. The responsibility to maintain law and order, protection of life and property of the citizens including investigation and prosecution in crimes against women and children rests primarily with the respective State Governments and they are competent to deal with it. Section 8 of the Protection of Women from Domestic Violence Act (PWDVA), 2005 mandates the States/ UTs to appoint such number of Protection Officers in each district as it may consider necessary and also to notify the area or areas within which a Protection Officer shall exercise the powers and perform the duties conferred. It is the duty of the Protection Officer to report the cases of domestic violence to the Magistrate upon receipt of complaints and to assist the Magistrate in the discharge of his functions. However, conviction of an accused person is done by the competent court after careful consideration of factual positions, evidence and all related legal aspects as per the provisions of law. The PWDVA provides to women remedies such as protection order, residence order etc. under it.

    Nevertheless, the Central Government gives highest priority to ensuring safety and security of women and has undertaken various legislative and schematic interventions in this regard. These include legislations such as “Bharatiya Nyaya Sanhita“, “Bharatiya Nagrik Suraksha Sanhita“, “The Protection of Women from Domestic Violence Act, 2005‟, “The Dowry Prohibition Act, 1961‟ etc. Besides these legal provisions there are multiple schemes and projects implemented by the Government which include One Stop Centres (OSCs); Universalisation of Women Helplines (WHL), Emergency Response Support System (ERSS) which is a pan-India single number (112)/ mobile app based system for emergencies; capacity building in community through awareness programmes, setting up/ strengthening of Women Help Desks (WHDs) at Police Stations etc.

    One Stop Centre (OSC) component of Mission Shakti Umbrella Scheme, which is fully funded by the central government is implemented across the country since 1st April, 2015. It provides integrated support and assistance under one roof to women affected by violence and those in distress, both in private and public spaces. It also provides an integrated range of services including medical aid, legal aid and advice, temporary shelter, police assistance, psycho-social counselling to needy women. 802 OSCs are operational across the country and over 10.80 lakh women have been assisted upto 31st January, 2025.

    To ensure that the Police Stations are more women friendly and approachable, as they would be the first and single point of contact for any woman walking into a police station, 14,658 Women Help Desks (WHDs) have been set up, of which 13,743 are headed by women police officers. To provide help and support to needy women and women in distress, Emergency Response Support System (ERSS-112) has been established in all 36 States and UTs for various emergencies, with computer aided dispatch of field/ police resources. Since its launch, over 43 crore calls have been handled so far. In addition to ERSS, a fully functional dedicated Women helpline (WHL-181) is operational in 35 States/ UTs except West Bengal. The WHL has also been integrated with ERSS. So far, Women Helplines have handled over 2.10 crore calls and assisted over 84.43 lakh women.

    A National dashboard has been developed by the Centre for Development of Advanced Computing (C-DAC) for monitoring calls across all States/UTs implementing the Women Helpline. This dashboard enables real-time monitoring of calls received and women assisted. Through this system, the Central Government is able to maintain centralized data on violence faced by women across India, categorized by types of cases, including instances of domestic violence.

    Recognizing the need for psycho-social counseling to women affected by violence and those in distress, the Ministry of Women and Child Development has engaged the services of National Institute of Mental Health and Neuro Sciences (NIMHANS) for providing basic and advanced training under the project named “Stree Manoraksha‟ to the staff of One Stop Centres (OSCs) across the country on handling psycho-social and mental health care needs to support to such women. The Ministry also undertakes awareness exercise for safety and security of women and children from time to time. Further, the Government, through institutions like the National Commission for Women (NCW) have been spreading awareness through seminars, workshops, audio- visual, print and electronic media etc. to sensitize the people about the safety and security of women and children and also about various provisions of law. In addition, Ministry of Women and Child Development and Ministry of Home Affairs have issued advisories to States/ UTs from time to time on various issues pertaining to safety and security of women and children.

    Under Nirbhaya Fund, Bureau of Police Research and Development (BPR&D) has also undertaken several initiatives, which, inter-alia include training and skill development programs for Investigation Officers, Prosecution Officers and Medical Officers. BPR&D has also prepared Standard Operating Procedures (SoPs) for “Women Help Desk at Police Stations‟ to ensure their smooth functioning by focusing on four critical components, viz. infrastructure, training, human resource development and response mechanism. A book titled “Women’s Safety and Security- a Handbook for First Responders and Investigators in the Police‟ has also been prepared for the purpose of prevention and investigation of crime against women with specific reference to the crime of sexual assault, which includes investigation, victim compensation and rehabilitation. Emphasis has been laid upon inculcating appropriate behavioural and attitudinal skills in the police force for prevention and detection of crimes against women and children and for proper interaction with the victims of crime. Webinars on women safety with sensitivity, gender sensitization of police personnel etc. have also been organized by BPR&D.

    The Ministry has launched the ‘Mission Shakti Portal’ with all functional features on January 22, 2025. This portal aims to enhance accessibility of various government services for women, establish quality mechanisms for rescue, protection, and rehabilitation, and build the capacity of functionaries and duty holders under various schemes and legislations.

  • MIL-OSI Asia-Pac: Cabinet approves implementation of revised Rashtriya Gokul Mission with enhanced allocation for the years 2024-25 and 2025-26

    The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has today approved the Revised Rashtriya Gokul Mission (RGM) to boost growth in livestock sector.  Implementation of revised RGM, as Central Sector component of Development Programmes scheme is being done with an additional outlay of Rs.1000 crore that is total outlay of Rs.3400 crore during 15th Finance Commission cycle from 2021-22 to 2025-26.

    Two New activities added are: (i) One-time assistance of 35% of the capital cost for establishment of Heifer Rearing Centres to Implementing Agencies for creation of 30 housing facilities having total 15000 heifers and (ii) To encourage farmers to purchase High genetic merit (HGM) IVF heifers to provide 3% interest subvention on loan taken by the farmer from milk unions / financial institutions/ banks for such purchase.  This will help in systemic induction of high yielding breeds.

    The revised Rashtriya Gokul Mission is approved with an allocation Rs.3400 crore during 15th Finance Commission cycle (2021-22 to 2025-26).

    The scheme is for continuation of ongoing activities of Rashtriya Gokul Mission- strengthening of semen stations, Artificial Insemination network, implementation of bull production programme, accelerated breed improvement programme using sex sorted semen, skill development, farmer awareness, support for innovative activities including establishment of Centre of Excellence, strengthening of Central Cattle Breeding Farms and strengthening of Central Cattle Breeding Farms without any change in the pattern of assistance in any of these activities.

    With the implementation of the Rashtriya Gokul Mission and other efforts of the Government, milk production has increased by 63.55% in the last ten years, along with the availability of milk per person, which was 307 grams per day in 2013-14, has increased to 471 grams per day in 2023-24. Productivity has also increased by 26.34% in the last ten years.

    The Nationwide Artificial Insemination Programme (NAIP) under the RGM provides free of cost Artificial Insemination (AI) at the farmer’s doorstep in 605 districts across the country where the baseline AI coverage was below 50%. Till date, over 8.39 crores animals have been covered and 5.21crores farmers have been benefitted. RGM has also been at the forefront in bringing the latest technological interventions in breeding to the farmer’s doorstep. A total of 22 in vitro fertilization (IVF) labs have been set up across the country under the State Livestock Boards (SLBs) or in Universities and over 2541 HGM calves have been born. Two path breaking steps in Atmanirbhar technology are the Gau Chip and Mahish Chip, genomic chips for indigenous bovines developed by National Dairy Development Board (NDDB) and ICAR National Bureau of Animal Genetic Resources (NBAGR) and Gau Sort indigenously developed sex sorted semen production technology developed by NDDB.

    The scheme is set to significantly boost milk production and productivity, ultimately increasing farmers’ incomes. It focuses on the protection and preservation of India’s indigenous bovine breeds through systematic and scientific efforts in bull production and the development of indigenous bovine genomic chips. Additionally, in Vitro Fertilization (IVF) has become an established technology, due to the initiatives taken under the scheme. This initiative will not only enhance productivity but also improves livelihoods of 8.5 crores farmers engaged in Dairying.

  • MIL-OSI Asia-Pac: Cabinet approves setting up of a new Brownfield Ammonia-Urea Complex Namrup IV Fertilizer Plant within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup, Assam

    The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has today approved the proposal for setting up of a new Brownfield Ammonia-Urea Complex of 12.7 Lakh Metric Tonnes (LMT) annual capacity of Urea production within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup Assam, with an estimated total project cost of Rs.10,601.40 Crore with Debt Equity ratio of 70:30 through a Joint Venture (JV), under the New Investment Policy, 2012 read with its amendments on 7th October, 2014. The tentative overall time schedule for commissioning of Namrup-IV Project is 48 months.

    Additionally, the Cabinet also approved the National Fertilizers Limited (NFL)’s equity participation of 18% in relaxation to the limits prescribed in Department of Public Enterprises (DPE) guidelines; and constitution of an Inter-Ministerial Committee (IMC) to oversee the process of setting up of Namrup-IV Fertilizer Plant.

    In the proposed JV, equity pattern will be as under:

    (i)     Government of Assam:                                                            40%

    (ii)    Brahmaputra Valley Fertilizer Corporation Limited (BVFCL):    11%

    (iii)   Hindustan Urvarak & Rasayan Limited (HURL):                       13%

    (iv)  National Fertilizers Limited (NFL):                                           18%

    (v)    Oil India Limited (OIL):                                                             18%

    BVFCL’s share of equity shall be in lieu of tangible assets.

    The project will increase the domestic Urea production capacity in the country especially in the North-Eastern region. It will meet the growing demand of Urea fertilizers of North East, Bihar, West Bengal, Eastern Uttar Pradesh, and Jharkhand. The establishment of Namrup-IV unit will be more energy efficient. It will also open avenues for additional direct and indirect employment opportunity to the people of the area. It shall help achieve the vision of self-reliance in Urea in the country.

    Gaganyaan Programme is currently approved with a financial sanction of ~20,193 Crores. The envisaged expenditure is categorised into Revenue (~ 341 Crores) and Capital (~19852 Crores) elements catering to necessary technology development activities and undertaking uncrewed/ crewed flight missions. (Total: 8 Nos.).

    There has been a revision in the scope and financial sanction of Gaganyaan Programme. The vision for space in the Amrit kaal envisages including other things, creation of an operational Bharatiya Antariksh Station by 2035 and Indian Crewed Lunar Mission by 2040. Towards building these new capabilities to enable longer duration Indian human space missions, various technologies have to be developed and validated. As per the revised scope, demonstration of these technologies is planned through eight missions (2 Crewed+ 6 Uncrewed) in a phased manner.

    ISRO together with collaborating national agencies is responsible for development of various technologies which are planned to be demonstrated in this mission. Private enterprises are contributing enormously to the programme specifically in areas such as realization of launch vehicle systems, sub-systems and critical structures (simulated Crew Module/ Crew Module) for ground/ flight test program, Crew Module Recovery Models, Virtual reality based training simulators, realization of various subsystems of indigenous Environment Control and Life Support System (ECLSS) as well as avionics packages for ground simulations. Some of these contributing private enterprises are Tata Advanced Systems Limited, Tata Elxsi, Larsen & Toubro, Walchand nagar Industries, Manjira Machine Builders, Godrej Aerospace, Data Patterns India, Centum Electronics etc.

    The Government of India has announced reforms, on June, 2020, in the space sector towards enabling the private players to provide end-to-end services towards enhancing the Indian space economy to a significant level. Indian Space Policy-2023 was released in April 2023 as an overarching, composite and dynamic framework to implement the space reform vision. It helps to promote greater participation of Non-Governmental Entities (NGEs) in the value chain of space economy in order to develop robust, innovative and competitive space ecosystem aiming for a larger share of India in global space economy. It also enables the NGEs to make use of infrastructure created through public funds. Further, amendment was made to the Foreign Direct Investment policy for space sector, enabling higher threshold of foreign investments in various space domains. Indian National Space Promotion and Authorisation Centre {IN-SPACe), a single-window agency, was formed under Department of Space, to promote, regulate and authorize space activities of Non-Governmental Entities {NG Es). Further, in order to carry out space activities, the facilities across various ISRO centres will also be permitted for use by private sector through IN-SPACe. New Space India Ltd (NSIL}, a CPSE under the Department of Space will transfer the matured technologies developed by ISRO to Indian industries. ISRO will also nurture Indian space industries by sharing its experiences on quality and reliability protocols, documentation, testing procedures etc. Announcement of Opportunities and initiatives like ‘Atmanirbharta in development of space technologies/ products/ systems through Indian industry’ are also being undertaken offering challenges in new domains of space technology.

    On March 14, Customs inspected two outgoing consignments in a courier logistics centre in Kwun Tong. With the assistance of the trademark owner, about 150 suspected counterfeit mobile phones with an estimated value of about $105,000 were seized. After in-depth investigations, a company in Kwun Tong was identified as the suspected consignor of the batch of suspected counterfeit goods.
     
    Subsequently, Customs officers on March 17 conducted a controlled delivery operation and arrested a 36-year-old man who was suspected to be connected with the case inside the aforesaid consignor. About 5 100 suspected counterfeit mobile phones with an estimated market value of about $3.5 million were seized.
     
    With the suspicion that another company in Kwun Tong was involved in the case, Customs officers immediately conducted a search at the company on the same day. About 3 900 suspected counterfeit mobile phones with an estimated value of about $2.8 million were further seized, and a 55-year-old man who was suspected to be connected with the case was also arrested. 
     
    The two arrested persons have been released on bail pending further investigation. Investigations are ongoing, and the likelihood of further arrests is not ruled out.
     
    Customs reminds consumers to procure goods at reputable shops and to check with the trademark owners or their authorised agents if the authenticity of a product is in doubt. Traders should also be cautious and prudent in merchandising since selling counterfeit goods is a serious crime, and offenders are liable to criminal sanctions.
     
    Under the Trade Descriptions Ordinance, any person who import, export, sells or possesses for sale any goods with a forged trademark commits an offence. The maximum penalty upon conviction is a fine of $500,000 and imprisonment for five years.

  • MIL-OSI Asia-Pac: Strengthening of the Cooperative Sugar Mills

    The Government of India has taken the following steps for strengthening of Cooperative Sugar Mills (CSMs):-

    1. Relief from Income Tax to Cooperative Sugar Mills: Sugar factories operating in the co-operative sector in certain States of India pay to sugarcane growers a final amount, often referred to as Final Cane Price (FCP) which is over and above the Statutory Minimum Price (SMP) fixed by the Central Government under the Sugarcane Control Order, 1996.

    The payment of FCP by the co-operative sugar factories over and above the SMP for purchase of sugarcane had resulted into tax litigation. The co-operative sugar factories were claiming this excess payment as business expenditure whereas the same has been disallowed in the assessment on the ground that the excess price paid for purchase of sugar cane over and above SMP is in the nature of appropriation/distribution of profit and hence not allowable as deduction.

    In order to provide certainty in this matter and to encourage co-operative movement in sugar sector, a new clause (xvii) was inserted to amend sub-section (1) of section 36 of

    the Income-tax Actto provide that the amount paid for purchase of sugarcane by the co-operative societies engaged in the manufacture of sugar at a price which is equal to or less than the price fixed by or fixed with the approval of the Government, including price fixation by State Governments through State-level Acts/Orders or other legal instruments that regulate the purchase price for sugarcane, including State Advised Price, which may be higher than the Statutory Minimum Price/Fair and Remunerative Price fixed by the Central Government shall be allowed as deduction for computing business income of the sugar co-operative factories w.e.f. 01.4.2016.

    1. Resolving decades old pending issues related to income tax demand on Cooperative Sugar Mills: The provision at SI. No (i) above resolved the issue of treatment of additional payment for sugar price by CSMs as an income distribution to farmers w.e.f.01.04.2016. However, pending demands and litigation still persisted in respect of assessment years(AYs) prior to 2016-

    17. Therefore, to conclude the matter logically and to extend the benefit of the abovementioned relief to all the applicable years, section 155 of the Act has been amended to insert a new sub- section (19) vide Finance Act, 2023, w.e.f. 01 April 2023. It provides that in the case of a sugar mill cooperative, where any deduction in respect of any expenditure incurred for the purchase of sugarcane has been claimed by an assessee and such deduction has been disallowed wholly or partly in any previous year commencing on or before the 1ª day of April, 2014, the Assessing Officer shall, on the basis of an application made by such assessee in this regard, recompute the total income of such assessee for such previous year. The Assessing Officer shall allow such deduction to the extent such expenditure is incurred at a price which is equal to or less than price fixed or approved by the Government for that previous year. CBDT has also issued Standard Operating Procedure in this regard on 27.07.2023.

    1. Rs 10,000 crore loan scheme through NCDC for strengthening of Cooperative Sugar Mills: Ministry of Cooperation has launched a new scheme named ‘Grant-in-aid to NCDC for Strengthening of Cooperative Sugar Mills’, under which Government of India has provided grant of Rs.1,000 crore to NCDC during financial year 2022-23 and 2024-25. NCDC will use this grant to provide loans up to Rs. 10,000 crores to Cooperative Sugar Mills, for setting up ethanol plants or for setting up cogeneration plants or for working capital or for all three purposes. NCDC has so far sanctioned 87 loans of ₹ 9893.12 crore to 48 CSMs.

    For ease of CSMs availing loan for setting up of ethanol plants under the scheme, NCDC has revised its funding pattern from 70:30 to 90:10 wherein the society has to raise only 10% of the project cost and 90% of the project cost will be provided by NCDC subject to technical and financial viability of the project. Further,for benefit of the Cooperative Sugar Mills, NCDC has reduced its floating rate of interest for term loan to 8.50% under the scheme.

      1. Preference in purchase of ethanol to Cooperative Sugar Mills: Oil Marketing Companies (OMCs) are according top priority to CSMs participating in ethanol procurement cycles. So far, 24,650 KL ethanol worth ₹ 25.50 crore have been procured by OMCs from 11 CSMs.
      2. Enhancing ethanol production of Cooperative Sugar Mills by converting their molasses-based ethanol plants into multi feed ethanol plants: Ministry of Cooperation has taken initiative for conversion of existing molasses-based ethanol plants of CSMs into multi feed ethanol plants.As that they can operate their distilleries throughout the year, under this initiative CSMs will get following benefits:
    1. NCDC will provide a term loan under funding pattern of 90:10, with 90% from the society and 10% from NCDC.
    2. On March 6, 2025, the Department of Food and Public Distribution issued a Gazette Notification notifying the revised scheme titled “Scheme for Financial Assistance to Cooperative Sugar Mills (CSMs) for Converting Their Existing Sugarcane-Based Feedstock Ethanol Plants into Multi-Feedstock-Based Plants to Utilize Grains Such as Maize and Damaged Food Grains (DFG) for Enhancing and Augmenting Ethanol Production Capacity”, exclusively for cooperative sugar mills. Under the scheme, Central Government will bear the interest subvention on the loan availed by them at a rate of either 6% per annum or 50% of the interest rate charged by the lending institution, whichever is lower, for a period of five years, including a one-year moratorium.
    3. Cooperative sugar mills availing the benefit of interest subvention will be given Priority-1 by OMCs to facilitate their transition from single-feed ethanol plants to multi-feed ethanol plants.

    As proposed by the Chief Executive in the 2023 Policy Address, the Hong Kong Fashion Design Week (Fashion Week), branded as Hong Kong Fashion Fest (Fashion Fest), would be held annually starting from 2024. In the 2024 Policy Address, it is proposed to make the new flagship Fashion Week an annual signature event to develop Hong Kong into a fashion design hub in Asia. It has been reported that the inaugural Fashion Fest was held in early December last year with resounding success. In this connection, will the Government inform this Council:
     
    (1) whether it has compiled statistics on the performance of the inaugural Fashion Fest, including the number of participants, the countries or regions from which the participants or attendees of the Fashion Fest came, and the media effectiveness, etc.;
     
    (2) of the plans and measures in place to make the Fashion Fest an annual signature event with more international and spectacular elements (including how to step up overseas publicity on the Fashion Fest in the international fashion arena, the industrial and commercial sectors, ‍etc.), and to reinforce Hong Kong’s positioning as the premier textile and fashion hub in the Asian region; and
     
    (3) as I have learnt that the fashion collections of an overseas brand were well received and successfully sold at the inaugural Fashion Fest, and the brand’s founder cum designer subsequently moved to Hong Kong to develop his/her career and business, whether the Government will consider adopting more proactive policy incentives and initiatives (e.g. reduction of profits tax and business registration fees) to attract brands and designers from the Mainland and regions along the Belt and Road such as Southeast Asia to move to Hong Kong to set up their presence, so as to establish more Asian international brands based in Hong Kong?

    The Chief Executive has announced in his 2024 Policy Address to make the Hong Kong Fashion Design Week an annual signature event, developing Hong Kong into a fashion design hub in Asia. The Culture, Sports and Tourism Bureau (CSTB) has branded the event as Hong Kong Fashion Fest to consolidate different fashion design events and introduce innovative elements and affiliate activities annually, promoting Hong Kong’s fashion and textile design brands as well as promoting Hong Kong as a prime destination for hosting major cultural and creative events.
     
         In consultation with Invest Hong Kong (InvestHK), my reply to the question raised by the Hon Sunny Tan is as follows:
     
    (1) The inaugural Hong Kong Fashion Fest was funded by the Cultural and Creative Industries Development Agency (CCIDA) under the CSTB, with the core programmes took place from November 20 to December 4, 2024. During the period, the CCIDA carried out online and offline publicity and promotion, and invited local and international media to Hong Kong to experience in person the atmosphere of Hong Kong fashion scene. The inaugural Hong Kong Fashion Fest gathered around 160 000 participants from the industries and the public across 25 countries or regions. More than 500 media outlets and related representatives attended the events, and the event-related videos on social media garnered over 4.6 million views.
     
    (2) The inaugural Hong Kong Fashion Fest fully showcased Hong Kong’s potential and advantages as a fashion design hub in Asia, laying the foundation for its future development into an annual signature event.
     
    Preparation work for the Hong Kong Fashion Fest 2025 commenced at the end of last year. The CCIDA will fund and promote potential fashion design projects that align with the objectives of the Hong Kong Fashion Fest through the CreateSmart Initiative (CSI), and actively encourage collaboration within the local fashion industry. We will continue to promote the Hong Kong Fashion Fest to countries in Europe and along the Belt and Road, attracting prestigious fashion brands and industry players to Hong Kong to participate in the event and expand their collaboration opportunities with international fashion organisations and brands. We will also continue to optimise and enrich the content of the Hong Kong Fashion Fest, actively introducing different types of fashion design events to further strengthen the international appeal and influence of the Hong Kong Fashion Fest, fostering Hong Kong’s role as a prominent textile and fashion hub in Asia.
     
    On publicity, the CCIDA will adopt comprehensive public relations and marketing strategies, such as utilising digital media promotions, inviting local and overseas fashion celebrities to participate in the event, and organising networking activities for industry stakeholders, etc. in order to enhance the international visibility of the Hong Kong Fashion Fest and local fashion design.
     
    (3) The Hong Kong Fashion Fest creates a platform for local and overseas fashion designers and brands, as well as industry leaders and relevant professionals, by providing opportunities for exchanges and showcasing their works. We are pleased to note that a local fashion designer has received multiple inquiries for retail and business collaborations from both local and international sources after showcasing his works at the inaugural Hong Kong Fashion Fest. The fashion designer subsequently met with the leading figures in French fashion design industry to discuss potential collaborations for entering the French market. In addition, a Southeast Asian fashion designer has successfully increased her brand’s exposure and sold a few thousand high-end fashion pieces through her participation in the international fashion show of the Hong Kong Fashion Fest. Eventually, she decided to continue developing her fashion career and business in Hong Kong. We believe that the Hong Kong Fashion Fest will help attract more international brands and talents from Asia to establish their base in Hong Kong.
     
    Hong Kong offers an ideal business environment for foreign investors, featuring the advantages of low tax rates and a simple tax system, as well as simple and efficient procedures for foreign entrepreneurs to register their companies and apply for work visas. The CCIDA will actively liaise with InvestHK to provide support for local and overseas fashion brands seeking to develop their businesses in Hong Kong, and assist creative talent and enterprises in establishing themselves here.

  • MIL-OSI Europe: EIB Global assists cities develop climate resilient urban projects in East Africa

    The European Investment Bank (EIB Global) has availed over €1.2 million (over Ksh 166 million) in technical assistance support to cities in East Africa for preparation of climate resilient urban development projects.

    The cities set to benefit from this technical assistance are Kericho, Nyamira, Kisumu, Embu, Eldoret and Malindi in Kenya as well as Zanzibar in Tanzania and Makindye in Uganda.

    EIB Global’s support to cities is financed through the City Climate Finance Gap Fund – a multi-donor trust fund supported by Germany and Luxembourg and implemented jointly with the World Bank and in close partnership with German Development Cooperation (GIZ). The technical assistance program focuses on early-stage project preparation with an aim of facilitating access to finance for urban projects that would otherwise potentially remain at idea stage.

    Most of the support for the cities in the region will revolve around assessing options for managing solid waste and faecal sludge, waste to energy solutions through production of biogas and wastewater treatment. Preliminary proposed solutions have recommended integrated solid waste management plans that encompass segregation of waste at source, separation of waste  collections, waste recovery and proper disposal.

    Further technical assistance promotes active mobility through evaluating non-motorised transport options, implementing urban flood proofing measures to mitigate flood risks and enhancing environmental sustainability by establishment of green public parks as well as expansion of urban forestry and biodiversity.

    In Kenya, EIB Global’s support is geared towards helping the cities access further financing support from an ongoing infrastructure investment programme known as the Kenya Urban Support Programme II, upon completion of the Gap Fund technical assistance.

    EIB Vice President Thomas Ostros said, “Cities and local governments play a key role in fighting climate change because they experience its effects the most. However, they often struggle to develop climate-resilient infrastructure, mainly due to a lack of resources and expertise to create strong, investment-ready projects. Through its support for the Gap Fund, the EIB helps cities bridge these gaps and prepare effective climate projects.”

    Technical assistance for project preparation plays a vital role in facilitating the implementation and financing of climate action projects by availing bankable opportunities. This is particularly true at urban or sub-national level where local authorities sometimes do not have enough in-house capacity to prepare robust projects that can attract public and private finance providers at an international level.

    The European Investment Bank is very active in urban climate finance especially through the City Climate Finance Gap Fund. The Bank works with other partners to advise on projects that will place cities on a path to net zero.

    Cities are key to creating a climate-smart future. Over half the global population lives in cities, generating 80% of total economic output and accounting for 70% of global CO2 emissions. While urbanization is a key driver of growth, unplanned, rapid urbanization and urban sprawl threaten to increase greenhouse gas emissions and vulnerability to climate change and other shocks. As many cities and local governments take steps to become low-carbon and climate-resilient, they face barriers in accessing finance as well as difficulties in planning and project preparation, due to insufficient capacity or resources — particularly in the early stages of the project cycle. The Gap Fund supports cities in addressing this specific challenges.

    On 20th September 2023, the governments of Germany and Luxembourg announced new funding of €50 million for the City Climate Finance Gap Fund (Gap Fund), a multi-donor fund, implemented by the World Bank and the European Investment Bank with partners. These resources will support the development of low-carbon and climate-resilient urban investments and will nearly than double the fund’s capitalization, bringing it to €105 million, one of the largest early-stage technical assistance funds for cities and climate.

    It provides much-needed funding for early-stage technical assistance and capacity building so that cities from low- and middle-income countries can operationalize their climate action plans, develop robust project concepts, and access climate finance resources. Since its establishment in 2020, EIB has supported 137 cities in developing and emerging economies through the Gap Fund.

  • MIL-OSI Europe: Austria: EIB supports hydropower expansion in Upper Austria

    • The EIB is providing €320 million in loans for the construction of the Ebensee pumped storage power plant.
    • Energie AG plans to invest more than €600 million to expand hydropower in Upper Austria, with a €400 million financing package for this objective approved by the EIB.

    The European Investment Bank (EIB) has granted Energie AG Oberösterreich in Upper Austria a financing package of up to €400 million to expand hydropower. Energie AG plans to invest a total of over €600 million in a new pumped storage power plant in Ebensee and a planned run-of-river hydropower plant in Roitham/Traunfall.

    The Ebensee pumped storage power plant will act as a green battery, compensating for fluctuations in the power generation from wind and solar plants and ensuring security of supply. Financing agreements for the Ebensee project encompassing €320 million were signed at EIB headquarters in Luxembourg.

    The Ebensee project is the single largest investment by Energie AG Oberösterreich to date, and is a milestone in the transformation of the energy supply in Upper Austria. An additional €80 million in financing for the Traunfall run-of-river power plant, intended to replace three hydropower plants at the end of their useful life, has also been given advance EIB approval. The relevant financing contracts are set to be signed in 2025, subject to the pending approval of the project by the Supervisory Board of Energie AG Oberösterreich. 

    “Rapidly expanding renewable energy is crucial for decarbonising the economy. The hydropower plants by Energie AG Oberösterreich are another important step on the road to a climate-neutral energy supply, and will help reduce Europe’s dependence on oil and gas imports,” said EIB Vice-President Thomas Östros.

    “Our strategy at Energie AG Oberösterreich has set a course for maximum carbon reduction throughout the entire company. All told, we will be investing €4 billion by 2035 to expand renewable energy and grids. We are also making major investments in green hydrogen production,” said Leonhard Schitter, Chair and CEO of Energie AG Oberösterreich.

    “In the coming decades, the energy sector – including Energie AG Oberösterreich – will be influenced by high investment requirements for the process of transformation needed to develop a sustainable energy system.     This project is part of REPowerEU, the EU plan to rapidly reduce Europe’s dependence on fossil fuels. Thanks to REPowerEU, the EIB is able to finance a higher share of the total project costs than the usual 30-50%.

    The investment also furthers the objectives of Austria’s National Energy and Climate Plan, which plans to convert all electricity generation to renewables by 2030.

    Potential for final FDA approval of YUTREPIA (treprostinil) inhalation powder after expiration of regulatory exclusivity on May 23, 2025
    On August 16, 2024, the United States Food and Drug Administration (FDA) granted tentative approval for YUTREPIA for the treatment of pulmonary arterial hypertension (PAH) and pulmonary hypertension associated with interstitial lung disease (PH-ILD) and simultaneously determined that Tyvaso DPI® qualifies for a three-year New Clinical Investigation (NCI) exclusivity for the chronic use of dry powder formulations of treprostinil for the approved indications. The NCI exclusivity will expire on May 23, 2025, after which the FDA may grant final approval of YUTREPIA.

    Continuing to advance the pipeline of inhaled treprostinil in the clinic
    The open-label ASCENT study evaluating the tolerability and titratability of YUTREPIA in patients with PH-ILD is nearing enrollment completion. Observations to date have demonstrated tolerability and titratability of YUTREPIA in PH-ILD patients that is consistent with observations from the prior INSPIRE study in PAH patients.  

    Liquidia continues to progress clinical studies of L606 (liposomal treprostinil) inhalation suspension, an investigational sustained-release formulation of treprostinil administered twice-daily with a next-generation nebulizer. The U.S. open-label safety study of 28 patients with PAH and PH-ILD remains ongoing. To date, participants have safely titrated to the study’s maximum dose twice daily, which is comparable to 26-28 breaths of Tyvaso® administered four times per day. The FDA has confirmed that a single, placebo-controlled, global pivotal study in PH-ILD patients would support seeking approval to treat both PAH and PH-ILD patients.

    Strengthened financial position by amending HCRx agreement to incrementally add up to $100 million
    In March 2025, Liquidia entered into an amendment to its agreement with HCRx (HCR Agreement) to provide for up to an additional $100 million of financing in three tranches. Under the terms of the agreement, Liquidia received $25.0 million at closing with the potential to receive two additional tranches of funding: $50.0 million upon the first commercial sale of YUTREPIA following receipt of final FDA approval for the treatment of PAH and PH-ILD, so long as no injunction has been issued prohibiting Liquidia from commercializing YUTREPIA for either or both of PAH and PH-ILD, and $25.0 million upon the mutual agreement of the parties after achieving aggregate net sales of YUTREPIA in excess of $100 million any time on or prior to June 30, 2026.

    Full Year 2024 Financial Results

    Cash and cash equivalents totaled $176.5 million as of December 31, 2024, compared to $83.7 million as of December 31, 2023.

    Revenue was $14.0 million for the year ended December 31, 2024, compared to $17.5 million for the year ended December 31, 2023. Revenue related primarily to the promotion agreement with Sandoz, Inc. pursuant to which we share profits from the sale of Treprostinil Injection in the United States (Promotion Agreement). The decrease of $3.5 million was primarily due to lower sales quantities, driven by limitations on the availability of pumps used to administer Treprostinil Injection subcutaneously. Sales quantities will continue to be impacted until alternative pumps are available.

    Cost of revenue was $5.9 million for the year ended December 31, 2024, compared to $2.9 million for the year ended December 31, 2023. Cost of revenue related to the Promotion Agreement as noted above. The increase from the prior year was primarily due to our sales force expansion during the fourth quarter of 2023.

    Research and development expenses were $47.8 million for the year ended December 31, 2024, compared to $43.2 million for the year ended December 31, 2023. The increase of $4.6 million or 11% was primarily due to (i) a $6.1 million increase in expenses related to our L606 program, (ii) a $5.3 million increase in expenses related to YUTREPIA research and development activities, including the ASCENT trial, (iii) a $5.1 million increase in personnel expenses (including stock-based compensation) related to increased headcount, and (iv) a $3.5 million upfront license fee due to Pharmosa for the exclusive license in Europe to develop and commercialize L606 recorded during the year ended December 31, 2024, offset by (i) $5.1 million lower commercial manufacturing expenses reflecting the impact of expensing YUTREPIA inventory costs in the prior year and (ii) a $10.0 million upfront license fee due to Pharmosa for the exclusive license in North America to develop and commercialize L606 recorded during the year ended December 31, 2023.

    General and administrative expenses were $81.6 million for the year ended December 31, 2024, compared to $44.7 million for the year ended December 31, 2023. The increase of $36.9 million or 82% was primarily due to (i) a $19.7 million increase in personnel expenses (including stock-based compensation) driven by higher headcount and expansion of our sales force in the fourth quarter of 2023, (ii) a $7.9 million increase in legal fees related to our ongoing YUTREPIA-related litigation, and (iii) a $6.8 million increase in commercial expenses in preparation for the potential commercialization of YUTREPIA.

    Total other expense, net was $9.1 million for the year ended December 31, 2024, compared to $5.1 million for the year ended December 31, 2023. The increase of $4.0 million was primarily driven by a $2.0 million increase in the net loss on extinguishment of debt resulting from the Fourth and Fifth Amendments to the HCR Agreement, which were executed in January 2024 and September 2024, respectively. Additionally, there was a $6.2 million increase in interest expense attributable to the higher borrowings under the HCR Agreement compared to the prior year and a $4.2 million increase in interest income attributable to higher money market balances.

    Net loss for the year ended December 31, 2024, was $130.4 million or $1.66 per basic and diluted share, compared to a net loss of $78.5 million, or $1.21 per basic and diluted share, for the year ended December 31, 2023.

    About YUTREPIA™ (treprostinil) Inhalation Powder
    YUTREPIA is an investigational, inhaled dry-powder formulation of treprostinil delivered through a convenient, low-effort, palm-sized device. In August 2024, the FDA issued tentative approval of YUTREPIA for the PAH and PH-ILD indications.     About L606 (liposomal treprostinil) Inhalation Suspension
    L606 is an investigational, sustained-release formulation of treprostinil administered twice-daily with a next-generation nebulizer. The L606 suspension uses Pharmosa Biopharm’s proprietary liposomal formulation to encapsulate treprostinil which can be released slowly at a controlled rate into the lung, enhancing drug exposure over an extended period of time. L606 is currently being evaluated in an open-label study in the United States for treatment of pulmonary arterial hypertension (PAH) and pulmonary hypertension associated with interstitial lung disease (PH-ILD) with a planned global pivotal placebo-controlled efficacy study for the treatment of PH-ILD.

    African countries rich in minerals are accelerating the digitalization of their mining licensing processes to attract investment and maximize resource exploitation for economic growth. As part of this push, Zambia launched its Zambia Integrated Mining Information System last month, aiming to streamline the awarding of licenses. The digital platform is set to play a key role in attracting mining partners and help the country reach its goal of increasing copper production to 3.1 million metric tons by 2031. This launch follows a record-breaking $9.3 billion in mining investments in 2024 and a 79% increase in permits granted, reflecting growing global interest in Zambia’s mining potential.

    As African markets increasingly adopt digital solutions to simplify licensing procedures, African Mining Week will be at the forefront of this transformation, showcasing the vast potential of the continent’s digitalized mining sector. The event will highlight lucrative investment opportunities across various markets, featuring numerous mining blocks being licensed by African nations.

    South Africa, historically a major gold producer, plans to leverage its first digital mining licensing system to attract new investors and diversify its mining sector. Set for launch by June 2025, the system will improve the efficiency and transparency of the licensing process, reducing the time required to initiate new mining projects, including those for platinum group metals, according to Gwede Mantashe, South African Minister of Mineral Resources and Petroleum.

    Tanzania is also streamlining its mining sector with a new licensing management system designed to maximize investments in lithium, graphite and rare earth minerals – commodities that are experiencing soaring global demand. According to Aziza Swedi, Acting Director of the Tanzania Mining Commission, the country has issued 54,626 mining licenses over a seven-year period through November 2024, with plans to expedite future licensing via its digital platform.

    Rwanda has embraced digital transformation in its mining sector with the launch of the Inkomane Digital platform in October 2024. Companies such as Aterian have aligned their mineral trading operations with this tool. The platform connects mining companies, trading partners and regulatory bodies like the Rwanda Revenue Authority, enhancing compliance, workforce management, payroll generation and monitoring of mining activities. Similarly, Nigeria introduced its Mineral Resources Decision Support System in May 2024 to attract investors to its vast solid mineral reserves. The platform serves as a one-stop shop, offering easy access to geological and policy data while enabling investors to seamlessly apply for mining permits.

    The Governor, Reserve Bank of India today held a meeting with the Chairmen, Managing Director & Chief Executive Officers of select Urban Cooperative Banks (UCBs) across all Tiers operating in different parts of the country. The representatives from industry bodies viz., National Urban Cooperative Finance and Development Corporation Limited (NUCFDC) and National Federation of Urban Co-operative Banks & Credit Societies Limited (NAFCUB) also participated in the meeting. The meeting was a part of the Reserve Bank’s series of engagement with its Regulated Entities.

    The meeting was also attended by Deputy Governors, Shri M. Rajeshwar Rao and Shri Swaminathan J., along with Executive Directors-in-Charge of Regulation and Supervision.

    The Governor, in his opening remarks, acknowledged the important role of Urban Cooperative Banks in serving the people at the grassroots level and deepening financial inclusion. He stated that Reserve Bank will continue to support the sector in its growth ambitions but emphasised that UCBs also need to be mindful of their responsibilities, particularly in view of the trust reposed on them by the depositors. He stressed the importance of maintaining high standards of customer service to build and retain trust. UCBs were also advised to ensure that they remain operationally resilient including against IT and cyber-related risks.

    Plans to secure a long-term industrial future for Grangemouth have been stepped up as a feasibility study sets out nine options for its future.   

    The plan – which is backed by £200 million from the UK Government and £25 million from the Scottish Government – will support jobs, unlock investment and drive growth.   

    The £1.5 million feasibility study – published today by EY – follows the recent decision by Petroineos to decommission the oil refinery.    

    It has identified credible long-term industrial options for the Grangemouth site and explored how it can build on its skilled workforce, local expertise and long heritage as a fuel leader in Scotland to forge a new path in low carbon energy production.     

    The report provides nine proposals likely to attract private investment, including plastics recycling, hydrogen production and other projects that could create up to 800 jobs by 2040, grow the economy, and deliver on both Governments’ shared ambition to secure a long term future for Grangemouth.      

    To kickstart the process, Energy Minister Michael Shanks and Acting Cabinet Secretary for Net Zero and Energy Gillian Martin are co-chairing a meeting this morning (Wednesday 19 March) of the Grangemouth Future Industry Board with local industry leaders, Falkirk Council, trade bodies and unions. Scottish Enterprise and the UK Government’s Office for Investment will work with Petroineos to market the proposals set out in Project Willow and seek investor interest.     

    It follows the Prime Minister’s announcement last month of £200 million to help unlock Grangemouth’s full potential. First Minister John Swinney also announced £25 million to establish a Grangemouth Just Transition Fund, which will support businesses and stakeholders to bring forward investible propositions over the next 12 months for the site.   

    Energy Minister Michael Shanks said:   

    We committed to leaving no stone unturned in supporting an industrial future for Grangemouth delivering jobs and economic growth.   

    This report and the £200 million investment by the UK Government demonstrates that commitment.

    • Waste: hydrothermal upgrading (breaking down hard to recycle plastics), chemical plastics recycling, ABE biorefining (breaking down waste material)  

    • Bio-feedstock: breaking down Scottish timber into bioethanol, anaerobic digestion of bioresources and digestate pyrolysis, HEFA (conversion of Scottish cover crops into sustainable aviation fuel and renewable diesel using low carbon hydrogen).  

    • Offshore wind conduit: Replacing natural gas with hydrogen, using low carbon hydrogen to produce methanol and convert it to SAF, producing low carbon ammonia from hydrogen for shipping and chemicals.

    Joint Statement from the International Partners Group on the US Withdrawal from the Just Energy Transition Partnership in South Africa

    The United States has informed the Government of South Africa and the International Partners Group of its withdrawal from the Just Energy Transition Partnership (JETP).

    The partnership, originally announced at COP 26, aims to support South Africa to move away from coal and to accelerate its transition to a low emission, climate resilient economy. 

    The US contribution to South Africa’s Just Energy Transition (JET), as set out in the JET Investment Plan, was $56m in grant funds and $1bn in commercial debt/equity from the US International Development Finance Corporation (DFC).  

    While the withdrawal of the US is regrettable, the International Partners Group (IPG) remains fully committed to supporting South Africa to deliver its just energy transition. The level of investment made to date and remaining pledges demonstrate this. Over $2.5bn of the IPG pledge has been spent to date. The total pledged funding to support South Africa’s just energy transition also remains higher than the original pledge due to increases in pledges from both the IPG and other development partners who are not part of the IPG. Some partners are exploring possibilities for supporting work previously being carried out by the US.  

    We look forward to continuing to work with the government of South Africa and other stakeholders to allocate existing funding in support of a just energy transition that will benefit all South Africans. The political, technical and financial support from the IPG remains strong and steadfast.

    Ministers from the UK and the Philippines met in London on Monday, 17 March for trade talks under the first Joint Economic and Trade Committee (JETCO) meeting. The JETCO aims to upgrade the bilateral trade relationship currently worth £2.8 billion in 2024.

    UK Minister for Trade Policy and Economic Security Douglas Alexander and Philippine Department of Trade and Industry Undersecretary Allan B. Gepty agreed to pursue closer cooperation and increased trade across sectors including infrastructure, renewable energy, agriculture, and economic development.

    Minister Alexander stated:

    Today’s talks signify an important new chapter in our trading relationship with the Philippines, one of Asia’s fastest growing economies.

    During the meeting, the UK and the Philippines also committed to progressing work towards a government-to-government Financing Framework Partnership that will expand access to £5 billion financing from UK Export Finance (UKEF) to support the delivery of sustainable public infrastructure and improve paths to UK expertise and technology in the Philippines. 

    Undersecretary Gepty said:

    The UK’s strong presence in Southeast Asia is expected to help stabilise trade and investment relations among economies operating in the region. And the Philippines is able and willing to be UK’s strategic link in the region.

    JETCO also underscored investment opportunities in the Philippines for UK agricultural companies and promoted imports of UK meat following the recent removal of bans on beef and poultry exports from the UK. This move allows Filipino consumers access to UK meats in local market.

    Meanwhile, opportunities in offshore renewable energy will feature heavily in discussions. In 2024, the UK was the largest single investor in the Philippines, driven mainly by investments in renewables. Such opportunities for UK companies were enhanced in 2022 with the removal of foreign equity restrictions for renewable energy companies. 

    JETCO also celebrates the growing digital and tech trade between the UK and the Philippines. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai meets Japan-ROC Diet Members’ Consultative Council Chairman Furuya Keiji
    On the afternoon of March 17, President Lai Ching-te met with a delegation led by Japanese House of Representatives Member and Japan-ROC Diet Members’ Consultative Council Chairman Furuya Keiji. In remarks, President Lai thanked the Consultative Council for doing its utmost to strengthen the relationship between Taiwan and Japan. He also stated that Taiwan and Japan are both part of the first island chain’s key line of defense, and in addition to continuing to bolster its economic strength and enhance its self-defense capabilities, Taiwan will work together with Japan and other like-minded countries to promote regional and global democracy, peace, and prosperity. A translation of President Lai’s remarks follows: I would like to extend a warm welcome to Chairman Furuya, who is visiting us once again. I am also delighted to meet House of Councillors Member Yamamoto Junzo and House of Representatives Member Hiranuma Shojiro today. Although the Japanese Diet is currently in session, our distinguished guests overcame many hurdles and organized a delegation to attend the 2025 Yushan Forum and deliver speeches, providing valuable insights into issues of mutual concern in the Indo-Pacific region and demonstrating the support for Taiwan in the Diet. Here, I would like to express my deepest gratitude. During the Yushan Forum, it was especially inspiring when Chairman Furuya spoke Taiwanese when he emphasized that “if Taiwan has a problem, then Japan has a problem.” Over the past few years under Chairman Furuya’s leadership, the Consultative Council has done its utmost to strengthen the relationship between Taiwan and Japan. In addition to passing resolutions every year supporting Taiwan’s participation in the World Health Organization and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the council has established four internal research groups regarding the CPTPP, exchanges for women legislators, encouraging local-level exchanges, and the Taiwan Relations Act, using an issue-oriented approach to deepen Taiwan-Japan relations. Thanks to the Consultative Council’s long-term assistance and promotional efforts, the Japanese Ministry of Justice has announced that beginning this May, members of the Taiwanese overseas community in Japan included in the country’s family registry system may list “Taiwan” in the field designating their nationality or region of origin. This demonstrates the friendly relations between Taiwan and Japan, and the Taiwanese people will always remember the council’s continued concrete actions in support of Taiwan. In his remarks at the Yushan Forum today, Chairman Furuya mentioned that there are many areas in which Taiwan and Japan can engage in industrial cooperation. We can continue to deepen our partnership in semiconductors, energy, AI, unmanned aerial vehicles, and other areas related to economic security and supply chain resilience, all of which have significant room for cooperation, creating win-win situations for both Taiwan and Japan. As authoritarianism consolidates, democratic nations must come closer in solidarity. Taiwan and Japan are both part of the first island chain’s key line of defense. In addition to bolstering our economic strength and enhancing our self-defense capabilities, Taiwan will also work with Japan and other like-minded countries to promote regional and global democracy, peace, and prosperity. All of our distinguished guests are good friends of Taiwan, and are very familiar with Taiwan. Chairman Furuya then delivered remarks, first thanking President Lai for taking time out of his busy schedule to see them. He then noted that Japan, Taiwan, and quite a few other nations around the world changed leaders last year, and conditions around the world are becoming increasingly unstable. One cannot see what the world will be like a few years from now, he said, which is why he is counting so heavily on the strong leadership of President Lai. Chairman Furuya said that, in addition to collaboration in foreign affairs and security matters, economic cooperation between Taiwan and Japan is also very important. He mentioned new technologies, and said he had spoken quite a bit on the topic that very morning at the Yushan Forum. The clearest example, he said, is the establishment by Taiwan Semiconductor Manufacturing Company of a wafer plant in Japan’s Kumamoto Prefecture, which has sparked robust economic activity. He added that cooperation addressing such matters as cyberattacks and supply chain resilience is also very important. Chairman Furuya noted that President Lai had mentioned in his remarks that beginning from May, Taiwanese overseas community members in Japan will be able to list “Taiwan” on their family registers. The chairman expressed his view that this is not a foreign affairs issue, but rather a human rights issue for the Taiwanese people, and an excellent way to show respect for Taiwan. He further noted President Lai’s mentioning of the four research groups that the Consultative Council has established, and said that these groups will ramp up their work. He also expressed hope that Taiwan and Japan will work together to address challenges that face both countries, such as issues pertaining to democracy and peace in the Taiwan Strait, so that they can together push for international peace and stability. Chairman Furuya stated that reciprocal visits by Taiwanese and Japanese people reached an all-time high last year. He said that in the future, in addition to further promoting local exchanges between the two countries, he also hopes that Japanese middle school and high school students planning to go on overseas study trips will choose Taiwan as their destination, because he feels that any student who visits Taiwan will become a fan of this place.     President Lai addresses opening of 2025 Yushan Forum
    On the morning of March 17, President Lai Ching-te attended the opening of the 2025 Yushan Forum, the theme of which was “New Southbound Policy+: Taiwan, the Indo-Pacific, and a New World.” In remarks, President Lai stated that the New Southbound Policy has led to great success in economic and trade cooperation, professional exchanges, resource sharing, and building regional links. He said that in the past, Taiwanese industries went from moving westward across the Taiwan Strait, to shifting southbound, to working closer with the north, but that now, Taiwan is confidently stepping across the Pacific, reaching eastward, to the Americas and other regions. While staying firmly rooted in Taiwan, he said, Taiwan’s enterprises are expanding their global presence and marketing worldwide. The president stated that Taiwan will strive alongside its partners in democracy to bolster non-red supply chains and digital solidarity, and together respond to the threats and challenges posed by expanding authoritarianism. He indicated that the Yushan Forum is a place to share experiences, and more importantly, lay down firm foundations for exchanges and cooperation among participants’ countries to create greater stability for the region and greater prosperity for the world. In remarks, President Lai thanked our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. The president stated that a stronger Taiwan will be able to contribute even more to the world, explaining that is why he established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee. He added that he hopes to pool our strengths so as to formulate national development strategies and enhance Taiwan’s international collaboration. The president also expressed hope of developing opportunities for cooperation with other countries across many domains to jointly advance democracy, peace, and prosperity throughout the region and around the world. A translation of President Lai’s remarks follows: Today is my first time attending the Ministry of Foreign Affairs Spring Banquet since becoming president. It is a pleasure to be able to meet and socialize with esteemed guests from other countries and good friends from all sectors of Taiwan. The global landscape has changed rapidly over the past year. Geopolitical volatility, the restructuring of supply chains, technological advancements, and other factors have had a profound impact on nations’ strategic plans. I want to take this opportunity to thank our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. Last month, the leaders of the United States and Japan, the US secretary of state and the foreign ministers of Japan and the Republic of Korea, and the G7 foreign ministers all issued joint statements emphasizing the importance of peace and stability across the Taiwan Strait, underscoring Taiwan’s vital role in global progress and prosperity.  I would especially like to thank members of the diplomatic corps for working with us to build even closer partnerships between our countries. I have always believed that a stronger Taiwan will be able to contribute even more to the world. That is why, after taking office, I established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee under the Office of the President. These committees continue to address global concerns and seek to solve important issues that impact our own people. At the start of this month, Taiwan hosted the first-ever workshop on whole-of-society defense resilience under the Global Cooperation and Training Framework. Experts and scholars from 30 countries participated in the discussions. I once again thank the diplomatic corps for their support and assistance. In the future, we look forward to developing opportunities for cooperation with other countries across many domains to jointly advance democracy, peace, and prosperity throughout the region and around the world. In the face of authoritarian expansion, Taiwan will continue to bolster its national defense capabilities.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan.     The Board of Octopus Titan VCT plc (‘Titan’ or ‘the Company’) has reviewed the portfolio and announces that as at 31 December 2024, the unaudited net asset value (‘NAV’) of the Company was 50.5 pence per share.

    Performance update

    While the Board, and Octopus Investments Limited, the Company’s portfolio manager (the ‘Portfolio Manager’), understand that investors will find this decline in NAV disappointing, Titan’s portfolio companies continue to adapt to the challenging macroeconomic environment, and many are showing good growth.

    The driver of the decrease in NAV has been due to a handful of Titan’s holdings, such as Pelago, that while still growing, have underperformed the high expectations set at their last growth funding round, and so have seen their valuation decline.

    As at 31 December 2024, Titan held £184m in cash and cash equivalents. It is worth noting, that the portfolio is well funded and six of the seven largest holdings in Titan expect that they will not require further capital to reach profitability. More broadly, around 60% of the Titan’s portfolio by NAV are either profitable or have cash runway beyond July 2026.  This underscores the stability that Titan is reaching across the portfolio.

    There are many companies in Titan’s portfolio which are making good progress including Taster and Legl. These companies are executing well on their strategies and showing significant growth year-on-year. More broadly, Titan has 34 companies with year-on-year revenue growth of more than 30%.

    Review of strategy update

    Dividend declaration

    The Board declares a further interim dividend of 0.5 pence per share for the period ended 31 December 2024. The record date for this dividend is 25 April 2025 and the payment date is 29 May 2025.

    This is lower than Titan’s target annual dividend of 5% of opening NAV for that period, as a consequence of the ongoing performance challenges. The Board recognises how important tax-free dividends are to investors, however, dividends are typically a distribution of achieved performance.

    The Board will next consider any further dividends to be paid in 2025, in the second half of the year following the release of the interim accounts for the 6 months ending 30 June 2025, subject to Titan’s performance improving and, as ever, Titan holding sufficient cash reserves.

    As with the dividend paid to shareholders on 19 December 2024, and in light of the ongoing review of Titan’s strategy, the Board continues to suspend the Company’s dividend reinvestment scheme for the dividend to be paid on 29 May 2025, with the dividend being paid to shareholders in cash.

    Nykredit extends the offer period concerning the recommended, voluntary public tender offer for Spar Nord Bank A/S until 3 April 2025

    In accordance with section 4(1) of the Danish Takeover Order1, Nykredit Realkredit A/S (“Nykredit”) announced on 10 December 2024 that Nykredit intended to submit a voluntary public tender offer (the “Offer”) to acquire all shares in Spar Nord Bank A/S (“Spar Nord Bank”), with the exception of Spar Nord Bank’s treasury shares, for a cash price of DKK 210 per share, valuing the aggregated issued share capital of Spar Nord Bank at DKK 24.7 billion.

    On 8 January 2025, Nykredit published the offer document regarding the Offer (the “Offer Document”), as approved by the Danish FSA in accordance with section 11 of the Danish Takeover Order. In the Offer Document, the offer period was set to expire on 19 February 2025 at 23:59 (CET) (the “Initial Offer Period”). On 18 February 2025, Nykredit published a supplement to the Offer Document, which extended the offer period to 20 March 2025. The background for the extension was to provide Nykredit with more time to obtain the approval from the Danish Competition and Consumer Authority required to complete the Offer.

    Today, Nykredit published a supplement (the “Supplement”) to the Offer Document, which further extends the offer period for the Offer. The Supplement has been approved by the Danish FSA on 19 March 2025 in accordance with section 9(3)-(5) of the Danish Takeover Order. The Supplement should be read in conjunction with the Offer Document and the previous supplement as published on 18 February 2025.

    With this Supplement, Nykredit further extends the offer period, such that the Offer will expire on 3 April 2025 at 23:59 (CEST). Subsequently, any reference to the “Offer Period” in the Offer Document or other documents relating to the Offer will refer to the period commencing on the day of publication of the Offer Document on 8 January 2025 and ending on 3 April 2025 at 23:59 (CEST) (the “Extended Offer Period”).

    The purpose of the extension is to provide Nykredit with time to obtain the approval from the Danish Competition and Consumer Authority required to complete the Offer.

    If the approval from the Danish Competition and Consumer Authority has not been granted by the expiry of the Extended Offer Period, Nykredit expects to extend the offer period further.

    The extension of the offer period entails that the expected completion of the Offer and settlement of the offer price to the Spar Nord Bank shareholders who have accepted the Offer will be extended correspondingly. Completion is subsequently expected to take place on 11 April 2025 (provided that the offer period is not extended further than to 3 April 2025 23:59 (CEST)).

    At the time of this announcement, Nykredit holds 32.79 per cent of the shares in Spar Nord Bank. A preliminary compilation of the acceptances that Nykredit has information about shows that, including the irrevocable undertakings, acceptances corresponding to more than 46 per cent of the share capital of Spar Nord Bank has been submitted, and that Nykredit’s ownership interest in Spar Nord Bank, together with the irrevocable undertakings and the binding acceptances submitted that Nykredit has information about, totals more than 80 per cent of the total share capital (excluding treasury shares) of Spar Nord Bank, indicating that the 67 per cent acceptance limit stated in the Offer has been reached. The final result of the Offer will be determined on expiry of the offer period and published in accordance with section 21(3) of the Danish Takeover Order.

    Nykredit intends to delist Spar Nord Bank from trading on Nasdaq Copenhagen and complete a compulsory acquisition of the remaining Spar Nord Bank shareholders, provided that Nykredit has obtained the necessary ownership interest, and the Offer has been completed. Spar Nord Bank shareholders who have opted not to accept the Offer, should expect that Nykredit, provided that the Offer is completed, will take steps to combine Nykredit Bank A/S and Spar Nord Bank, which will result in a further increase in Nykredit’s ownership interest in Spar Nord Bank. Not later than in continuation of the combination, Nykredit thus expects to hold a sufficient ownership interest to be able to delist Spar Nord Bank from trading on Nasdaq Copenhagen and complete a compulsory acquisition of the remaining Spar Nord Bank shareholders.

In remarks, President Lai thanked St. Kitts and Nevis for speaking up for Taiwan at major international venues and supporting Taiwan’s international participation. The president expressed hope that our two countries continue to achieve remarkable results through cooperation in such fields as education and training, agricultural development, women’s empowerment, and environmental sustainability, and create even greater well-being for our peoples.     President Lai addresses opening of 2025 Yushan Forum
    On the morning of March 17, President Lai Ching-te attended the opening of the 2025 Yushan Forum, the theme of which was “New Southbound Policy+: Taiwan, the Indo-Pacific, and a New World.” In remarks, President Lai stated that the New Southbound Policy has led to great success in economic and trade cooperation, professional exchanges, resource sharing, and building regional links. He said that in the past, Taiwanese industries went from moving westward across the Taiwan Strait, to shifting southbound, to working closer with the north, but that now, Taiwan is confidently stepping across the Pacific, reaching eastward, to the Americas and other regions. While staying firmly rooted in Taiwan, he said, Taiwan’s enterprises are expanding their global presence and marketing worldwide. The president stated that Taiwan will strive alongside its partners in democracy to bolster non-red supply chains and digital solidarity, and together respond to the threats and challenges posed by expanding authoritarianism. We are also developing forward-looking fields such as quantum technology and precision medicine, which will create an industry ecosystem that is highly competitive and innovative. The government will also develop economic models powered by innovation. This will help SMEs (small- and medium-sized enterprises) upgrade and transform through the power of digital transformation and net-zero transition. In the past, Taiwanese industries went from moving westward across the Taiwan Strait, to shifting southbound, to working closer with the north. But now, we are confidently stepping across the Pacific, reaching eastward, to the Americas and other regions. While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. As we gather here today, I am confident that we share the same goal: Through international cooperation, we hope to build an even more inclusive, resilient, prosperous Indo-Pacific, while jointly defending the democracy, freedom, and peace we so firmly believe in. In remarks, President Lai thanked our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. The president stated that a stronger Taiwan will be able to contribute even more to the world, explaining that is why he established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee. He added that he hopes to pool our strengths so as to formulate national development strategies and enhance Taiwan’s international collaboration. The president also expressed hope of developing opportunities for cooperation with other countries across many domains to jointly advance democracy, peace, and prosperity throughout the region and around the world. A translation of President Lai’s remarks follows: Today is my first time attending the Ministry of Foreign Affairs Spring Banquet since becoming president. It is a pleasure to be able to meet and socialize with esteemed guests from other countries and good friends from all sectors of Taiwan. The global landscape has changed rapidly over the past year. Geopolitical volatility, the restructuring of supply chains, technological advancements, and other factors have had a profound impact on nations’ strategic plans. I want to take this opportunity to thank our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. Last month, the leaders of the United States and Japan, the US secretary of state and the foreign ministers of Japan and the Republic of Korea, and the G7 foreign ministers all issued joint statements emphasizing the importance of peace and stability across the Taiwan Strait, underscoring Taiwan’s vital role in global progress and prosperity.  I would especially like to thank members of the diplomatic corps for working with us to build even closer partnerships between our countries. I have always believed that a stronger Taiwan will be able to contribute even more to the world. That is why, after taking office, I established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee under the Office of the President. These committees continue to address global concerns and seek to solve important issues that impact our own people.     President Lai meets US Heritage Foundation founder Dr. Edwin Feulner
    On the afternoon of March 4, President Lai Ching-te met with a delegation led by founder of the US-based Heritage Foundation Dr. Edwin Feulner. In remarks President Lai thanked the foundation for publishing the 2025 Index of Economic Freedom, in which Taiwan ranked fourth globally and which recognized Taiwan’s sound legal foundation and ideal investment environment. The president said that Taiwan and the United States are important economic and trade partners and engage closely in industrial exchange. The president also expressed hope to expand investment in and procurement from the US in such areas as high-tech, energy, and agricultural products, and to work with the US and other democratic partners to create more resilient and diverse semiconductor supply chains to address new circumstances. A translation of President Lai’s remarks follows: It is a pleasure to welcome Dr. Feulner back to Taiwan today. I recall meeting with Dr. Feulner and Heritage Foundation President Kevin Roberts here at the Presidential Office at the end of last February. We had a fruitful discussion on Taiwan-US relations and regional affairs. When President Donald Trump was elected for his first term, Dr. Feulner played a crucial role in the administration’s transition team. Today, I look forward to hearing his thoughts on possible ways to further deepen relations between Taiwan and the US. I would like to thank the Heritage Foundation for publishing the 2025 Index of Economic Freedom, in which Taiwan ranked fourth globally. The Taiwan Semiconductor Manufacturing Company’s (TSMC) historic US$65 billion investment in Arizona–negotiated and finalized during President Trump’s first term–is a case in point. And today, TSMC Chairman C.C. Wei (魏哲家) and President Trump jointly announced that the company would be expanding its investment in the US with new facilities. Looking ahead, we hope to expand investment in and procurement from the US in such areas as high-tech, energy, and agricultural products. We also look forward to working with the US and other democratic partners to create more resilient and diverse semiconductor supply chains to address new circumstances. At present, we continue to face authoritarian expansionism. As a country that deeply loves and staunchly defends freedom, Taiwan will collaborate with the US and other like-minded countries to maintain regional peace and stability. I would like to thank President Trump for his recent joint statement with Japanese Prime Minister Ishiba Shigeru, which emphasized the importance of maintaining peace and stability across the Taiwan Strait. And last month, the US was also part of a G7 foreign ministers’ statement in which “they strongly opposed any attempts to change unilaterally the status quo using force.” We firmly believe that only peace attained through one’s own strength can truly be called peace. Currently, Taiwan’s defense budget stands at approximately 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. Also, we will continue to reform national defense in the conviction that help comes most to those who help themselves. This will allow us to contribute even more to regional peace and stability. In closing, I once again thank Dr. Feulner for visiting and for demonstrating support of Taiwan. I wish you all a smooth and successful trip.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.

    BIRMINGHAM, Ala., March 19, 2025 (GLOBE NEWSWIRE) — Diversified Energy Company PLC (LSE: DEC) (NYSE: DEC) announced on November 12, 2024 a dividend in respect of the quarter ended September 30, 2024 in the amount of 29 cents per share (the “Q3 2024 Dividend”.) The Company will pay the Q3 2024 Dividend on March 31, 2025 to those shareholders on the register on February 28, 2025. 

    The Company announces that shareholders who have elected to receive their dividends in GBP sterling will receive an equivalent dividend payment of 22.241 pence per share, based on the March 17, 2025 exchange rate of GBP 0.76693=US $1.00.
