  • MIL-OSI United Kingdom: Regional funding boost for transport and highways

    Transport and highways in Derby stand to benefit from £15.6 million of funding from the East Midlands Combined County Authority (EMCCA).

    The money, which is subject to approval of the EMCCA budget on 10 March, is part of a multi-million pound package for Derby, Derbyshire, Nottingham and Nottinghamshire councils.

    This amounts to £10.71 million of new funding coming into Derby following the establishment of EMCCA, and includes money for highway maintenance and larger schemes.

    £6.46 million is advance funding from the City Region Sustainable Transport Settlements 2 pot. This includes:

    • Improving the A52 Spondon interchange
    • Improvements to the Inner Ring Road
    • A feasibility study, designs, business case and planning to replace Darley Abbey Mills Bridge
    • Feasibility works aimed at improving key routes into the city for cyclists and pedestrians
    • Pipeline development and repairs to culverts
    • Preventative maintenance to highways.

    Additional funding of £3 million has been allocated for improvements to the Merrill Way, A514 and Boulton Lane junction, which is key to enabling the construction of the new A50 junction as part of the South Derby Growth Zone.

    The Council would also receive £3.117 million plus an additional £1.259 million for Highways maintenance, and £2.94 million for capital spending for the Bus Service Improvement Plan.

    This is excellent news for Derby and will direct much-needed cash into our road and transport network. The additional funding for highways maintenance is particularly welcome, as the continuing pressure on the Council budget means we’re not in the position to propose any additional borrowing for our highways and transport capital programme in 2025/26.

    Lusaka, Zambia: An International Monetary Fund (IMF) staff team, led by Mercedes Vera Martin, visited Zambia during February 19-25, 2025, as part of the Fund’s ongoing engagement with the Zambian authorities and other stakeholders.

    At the conclusion of the visit, Mrs. Vera Martin issued the following statement:

    Province Ranks First for Growth in Private Capital Investment in 2024 

    Saskatchewan led all provinces in private capital investment growth in 2024, with an increase of 17.3 per cent over 2023. The province is also expected to lead the nation in overall capital investment growth in 2025.  

    “Attracting new investment and growing our existing businesses continues to be a key priority for our government and these numbers demonstrate our province is the best place to invest in Canada,” Trade and Export Development Minister Warren Kaeding said. “Our investment attraction strategy is our roadmap to achieving our Growth Plan target by building a competitive business environment, low tax and utility rates, a transparent and predictable regulatory environment, a strong suite of incentives and a network of nine international offices that connect Saskatchewan to the world.”

    Private capital investment in Saskatchewan increased last year by 17.3 per cent to $14.7 billion, ranking first among provinces. In 2025, private capital investment is expected to increase 10.1 per cent to $16.2 billion, ranking second among provinces. 

    Total capital investment in Saskatchewan last year increased by 16.9 per cent to $19.9 billion, ranking second among provinces. In 2025, total capital investment is expected to increase 10.8 per cent to $22.1 billion, ranking first among provinces.

    Today’s numbers build on additional key economic indicators for Saskatchewan. Statistics Canada’s latest GDP numbers indicate that Saskatchewan’s 2023 real GDP reached an all-time high of $77.9 billion, increasing by $1.77 billion, or 2.3 per cent from 2022. This places the province second in the nation for real GDP growth, and above the national average of 1.6 per cent.

    Capital investment refers to the expenditures on fixed assets intended to produce goods and services. Fixed assets include structures, machinery and equipment. This is an important economic indicator as it showcases businesses’ optimism about the current and future state of the economy, as well as the ability to earn a return on their investment.

(the Company) and has decreased the offer price payable to US$51.00 per share from US$55.95 per share.

    TRC also announced that its offer will still expire at one minute after 11:59 p.m. New York City time on March 13, 2025, unless further extended.

    TALLAHASSEE, FLORIDA – Sedita Charles Cayson, 59, of Panacea, Florida, was sentenced to 14 months in federal prison after being found guilty of five counts of willfully failing to file his income tax returns for tax years 2017-2021, at the conclusion of a prior day-and-a-half bench trial. The sentence imposed was announced by Michelle Spaven, Acting United States Attorney for the Northern District of Florida.

    “The United States relies on the honest payment of taxes to defend our country and maintain its operations,” stated Acting United States Attorney Spaven. “We will investigate and prosecute those who falsely misrepresent their income. On behalf of the hard-working American taxpayers, we will continue to partner with the Internal Revenue Service-Criminal Investigation to ensure those who steal are held accountable.”

    Trial testimony and evidence demonstrated that Cayson—a Florida real estate agent known as the “Land Man”— had been a serial non-filer of his personal income taxes for multiple years. Evidence showed that Cayson had a history of tax delinquencies with the Internal Revenue Service (“IRS”) and that he was assessed liens for his federal income tax delinquencies for years 2004-2007 and 2011-2013. Despite earning real estate sales commissions averaging over $150,000 per year, Cayson willfully failed to file his income tax returns for tax years 2017-2021. Further evidence indicated that beginning in 2017, Cayson instructed his real estate broker to split his commission checks into amounts that were less than $10,000, the majority of which Cayson cashed at the bank immediately upon receiving them. Between 2017-2021, Cayson accrued $158,840 in income taxes due and owing to the United States.

    “This sentencing sends a clear message that evading your tax obligations will not be tolerated, particularly by individuals who repeatedly and willfully game the system. The “Land Man” case demonstrates our commitment to ensuring that all citizens are held accountable for their actions,” said Special Agent in Charge Ron Loecker, of the IRS Criminal Investigation (IRS-CI), Tampa Field Office. “We will continue to work diligently to enforce the law and pursue justice for American taxpayers.”

    In addition to a 14-month prison sentence, Cayson was ordered to pay restitution in the amount of $158,840 to the IRS and cost of prosecution in the amount of $34,755. Cayson’s prison sentence will be followed by one year of supervised release.

    This conviction was the result of an investigation by the United States Internal Revenue Service- Criminal Investigation. Assistant United States Attorneys Harley Ferguson and Justin M. Keen prosecuted the case.

    Domestic travel spending during the holiday reached 677 billion yuan (about 93.25 billion U.S. dollars), representing a 7-percent increase from the same period last year, according to data released by the Ministry of Culture and Tourism.

    The Spring Festival box office also enjoyed a very positive 2025, with revenue soaring to 9.51 billion yuan (about 1.31 billion U.S. dollars) — a record high.

    China’s policy-backed trade-in program for consumer goods served as a further boost, significantly lifting holiday market sentiment. Sales revenues for household appliances and audiovisual equipment surged by 166.4 percent compared to the 2024 holiday period, while sales of communication devices skyrocketed by 181.9 percent year on year, data from the State Taxation Administration revealed.

    POLICY BOOSTS

    Since last September, China has unveiled a series of measures to boost the economy. These include cuts in the market-based benchmark lending rates and banks’ reserve requirement ratios, and a package of 10 trillion yuan in new fiscal funding to address local government debt risks. A trade-in program for consumer goods such as appliances and automobiles was expanded to revive consumption.

    In the real estate sector, adjustments have also been made to home purchase mortgage rates, transaction taxes and downpayment ratios in order to stabilize the market and reverse a downturn.

    Looking ahead, China plans a stronger macroeconomic policy push for 2025. Authorities have pledged to adopt a more proactive fiscal policy and a moderately loose monetary policy, strengthen unconventional counter-cyclical adjustments, and expand domestic demand across all sectors.

    As part of the policy push, the country will significantly increase the size of its fiscal deficit in 2025, and allocate a larger scale of government bonds, including ultra-long special treasury bonds and local government special bonds, according to Vice Minister of Finance Liao Min.

    Final details, including this year’s GDP growth target, deficit-to-GDP ratio and other arrangements, will be available during this year’s annual sessions of China’s top legislature and political advisory body in March.

    ROBUST ENGINE

    As the world’s second-largest importer and a major trading partner of more than 150 countries and regions, China’s unwavering commitment to opening up and sharing development benefits with others has created new opportunities for the growth of other countries, according to analysts.

    For seven consecutive years, China has hosted the China International Import Expo, inviting businesses from around the globe to explore the vast potential of its consumer market. Having fully opened its manufacturing sector to foreign investors, China is committed to further opening up sectors such as telecommunications, education, medical services, and more.

    In December 2024, the World Bank raised its forecast for China’s economic growth in 2025, citing “higher-than-expected fiscal spending and more decisive policy actions to stabilize the property sector, following recent guidance from policymakers,” which could push growth above baseline expectations.

    The small satellite mission will map the Moon to help scientists better understand where its water is, what form it’s in, how much is there, and how it changes over time.
    Launching no earlier than Wednesday, Feb. 26, NASA’s Lunar Trailblazer will help resolve an enduring mystery: Where is the Moon’s water? After sharing a ride on a SpaceX Falcon 9 rocket with Intuitive Machines’ IM-2 launch — part of NASA’s CLPS (Commercial Lunar Payload Services) initiative — the small satellite will take several months to arrive in lunar orbit.
    Here are six things to know about the mission.
    1. Lunar Trailblazer will produce high-resolution maps of water on the lunar surface.
    One of the biggest lunar discoveries in recent decades is that the Moon’s surface has quantities of water, but little about its nature is known. To investigate, Lunar Trailblazer will decipher where the water is, what form it is in, how much is there, and how it changes over time. The small satellite will produce the best-yet maps of water on the lunar surface. Observations gathered during the two-year prime mission will also contribute to the understanding of water cycles on airless bodies throughout the solar system.
    2. The small satellite will use two state-of-the-art science instruments.
    Key to achieving these goals are the spacecraft’s two science instruments: the High-resolution Volatiles and Minerals Moon Mapper (HVM3) infrared spectrometer and the Lunar Thermal Mapper (LTM) infrared multispectral imager. NASA’s Jet Propulsion Laboratory in Southern California provided the HVM3 instrument, while LTM was built by the University of Oxford and funded by the UK Space Agency.  
    HVM3 will detect and map the spectral fingerprints, or wavelengths of reflected sunlight, of minerals and the different forms of water on the lunar surface. The LTM instrument will map the minerals and thermal properties of the same landscape. Together they will create a picture of the abundance, location, and form of water while also tracking how its distribution changes over time and temperature.

    3. Lunar Trailblazer will take a long and winding road to the Moon.
    Weighing only 440 pounds (200 kilograms) and measuring 11.5 feet (3.5 meters) wide with its solar panels fully deployed, Lunar Trailblazer is about the size of a dishwasher and relies on a relatively small propulsion system. To make the spacecraft’s four-to-seven-month trip to the Moon (depending on the launch date) as efficient as possible, the mission’s design and navigation team has planned a looping trajectory that will use the gravity of the Sun, Earth, and Moon to guide Lunar Trailblazer to its final science orbit — a technique called low-energy transfer.
    4. The spacecraft will peer into the darkest parts of the Moon’s South Pole.
    Lunar Trailblazer’s science orbit positions it to peer into the craters at the Moon’s South Pole using the HVM3 instrument. What makes these craters so intriguing is that they harbor cold traps that may not have seen direct sunlight for billions of years, which means they’re a potential hideout for frozen water. The HVM3 spectrometer is designed to use faint reflected light from the walls of craters to see the floor of even permanently shadowed regions. If Lunar Trailblazer finds significant quantities of ice at the base of the craters, those locations could be pinpointed as a resource for future lunar explorers.
    5. Lunar Trailblazer is a high-risk, low-cost mission.
    Lunar Trailblazer was a 2019 selection of NASA’s SIMPLEx (Small Innovative Missions for Planetary Exploration), which provides opportunities for low-cost science spacecraft to ride-share with selected primary missions. To maintain a lower overall cost, SIMPLEx missions have a higher risk posture and lighter requirements for oversight and management. This higher risk acceptance allows NASA to enable science missions that could not otherwise be done.
    6. Future missions will benefit from Lunar Trailblazer’s data.
    Mapping the Moon’s water supports future human and robotic lunar missions. With knowledge from Lunar Trailblazer of where water is located, astronauts could process lunar ice to create water for human use, breathable oxygen, or fuel. And they could conduct science by sampling the ice for later study to determine the water’s origins.

    Lunar Trailblazer is led by Principal Investigator Bethany Ehlmann of Caltech in Pasadena, California. Caltech also leads the mission’s science investigation, and Caltech’s IPAC leads mission operations, which includes planning, scheduling, and sequencing of all spacecraft activities. NASA JPL manages Lunar Trailblazer and provides system engineering, mission assurance, the HVM3 instrument, and mission design and navigation. JPL is managed by Caltech for NASA. Lockheed Martin Space provided the spacecraft, integrated the flight system, and supports operations under contract with Caltech.
