    Aktia Bank Plc: IT-related one-off items burden the result in the fourth quarter 2024, but do not affect comparable result

    Aktia Bank Plc continues to invest in and upgrade its modern core banking system, which was commissioned in 2017. In connection with the system development work, Aktia has reassessed the asset values and depreciation periods of existing IT systems as of 31 December 2024. The assessment leads to an impairment of IT-related intangible assets of EUR 25.0 million as well as expensed IT licenses of EUR 1.4 million. The majority of the impairments is related to the core banking system.

    The one-off items do not affect Aktia’s comparable result and have only a marginal impact on Common Equity Tier 1 capital (CET1).

    The Financial Statement Release for 2024 will be published on 12 February 2025 at 8.00 a.m.

  • MIL-OSI Australia: Call for information – Assault police – Galiwinku

    The Northern Territory Police Force is calling for information in relation to an assault police incident that occurred in Galiwinku early this morning.

    Around 3:55am, police received a report that a group of unknown youths were allegedly attempting to unlawfully enter a service station in the community.

    Local members attended and when approaching the premises the youths allegedly threw rocks, striking one of the officers to the face and the leg. The group then fled the scene on foot.

    The injured officer attended the Galiwinku Clinic for treatment for non-life-threatening injuries.

    Investigations are ongoing.

    Superintendent Jody Nobbs said, “This is despicable behaviour, and we will not tolerate it.

    “Police do not deserve to be assaulted while protecting and serving the community.

    “We are committed to identifying those responsible and ensuring they are held to account.”

    Presidential Office thanks US and Japan for joint leaders’ statement
    On February 7 (US EST), President Donald Trump of the United States and Prime Minister Ishiba Shigeru of Japan issued a joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community.” In the statement, the two leaders also “encouraged the peaceful resolution of cross-strait issues, and opposed any attempts to unilaterally change the status quo by force or coercion” and “expressed support for Taiwan’s meaningful participation in international organizations.” Presidential Office Spokesperson Karen Kuo (郭雅慧) on February 8 expressed sincere gratitude on behalf of the Presidential Office to the leaders of both countries for taking concrete action to demonstrate their firm support for peace and stability across the Taiwan Strait and for Taiwan’s international participation. Spokesperson Kuo pointed out that there is already a strong international consensus on the importance of peace and stability in the Indo-Pacific region. The spokesperson emphasized that Taiwan, as a responsible member of the international community, is capable and willing to work together with the international community and will continue strengthening its self-defense capabilities as it deepens its trilateral security partnership with the US and Japan and works alongside like-minded countries to uphold the rules-based international order. The spokesperson said that Taiwan will work toward ensuring a free and open Taiwan Strait and Indo-Pacific region, as well as global peace, stability, and prosperity, as it continues to act as a force for good in the world.

    President Lai’s response to Pope Francis’s 2025 World Day of Peace message  
    President Lai Ching-te recently sent a letter to Pope Francis of the Catholic Church in response to his message marking the 58th World Day of Peace. The following is the full text of the president’s letter to the pope: Your Holiness, In your message for the 2025 World Day of Peace entitled Forgive us our trespasses: grant us your peace, you called for a cultural change that would bring an end to the governance of interpersonal and international relations by a logic of exploitation and oppression and herald true and lasting peace. I wholeheartedly admire and identify with your point of view. Since transitioning from a medical career to politics, I have remained true to my original intentions in the sense that, while a doctor can help only one person at a time, a public servant can simultaneously assist many people in resolving the difficulties affecting their lives. In my inaugural address in May 2024, I pledged that every day of my term, I would strive to act justly, show mercy, and be humble, which accord with the teachings of the Bible. I promised to treat the Taiwanese people as family and prove myself worthy of their trust and expectations. With an unwavering heart, I have accepted the people’s trust and taken on the solemn responsibility of leading the nation forward and building a democratic, peaceful, and prosperous new Taiwan. In this new year, the changing international landscape continues to present many grave challenges to democratic nations around the world. As the Russia-Ukraine war persists, the steady convergence of authoritarian regimes, including China, Russia, North Korea, and Iran, threatens the rules-based international order and severely impacts peace and stability in the Indo-Pacific and the world at large. Your Holiness has stated that war is a defeat for everyone. I, too, firmly believe that peace is priceless and that war has no winners. A high level of consensus has formed in the international community on upholding peace and stability across the Taiwan Strait.     President Lai meets former US Vice President Mike Pence
    On the afternoon of January 17, President Lai Ching-te met with former Vice President of the United States Mike Pence.     President Lai meets delegation to 60th Inaugural Ceremonies of US president and vice president
    On the morning of January 16, President Lai Ching-te met with Taiwan’s delegation to the 60th Inaugural Ceremonies of the President and Vice President of the United States. In remarks, President Lai stated that democratic Taiwan stands united, working hard to deepen Taiwan-US ties together. He then entrusted the delegation with three missions: to convey best wishes from the people of Taiwan, convey our firm commitment to democracy, and help Taiwan-US relations reach a new milestone. A translation of President Lai’s remarks follows: The 60th Inaugural Ceremonies of the President and Vice President of the US will be held on January 20. I want to thank Speaker Han Kuo-yu (韓國瑜), president of the Legislative Yuan, for accepting my invitation to lead our nation’s representative delegation to the event. I also thank Legislative Yuan Members Ko Chih-en (柯志恩), Wang Ting-yu (王定宇), Ko Ju-chun (葛如鈞), Lee Yen-hsiu (李彥秀), Chen Kuan-ting (陳冠廷), Kuo Yu-ching (郭昱晴), and Chen Gau-tzu (陳昭姿) for joining this visit to the US to attend the inauguration of President Donald Trump and Vice President J.D. Vance. We have gathered together today despite differences in party affiliation because in democratic Taiwan, while parties may compete domestically, when it comes to engagement externally, they stand united and share responsibility, working hard to deepen Taiwan-US ties and strive for the best interests of the nation. Second, clearly convey the firm commitment of the people of Taiwan to democracy. I hope that the delegation can faithfully convey the firm commitment to democracy that the people of Taiwan have, which will not change even in the face of authoritarian threats. Third, help Taiwan-US relations reach a new milestone. In recent years, Taiwan-US relations have continued to grow, with the first agreement under the Taiwan-US Initiative on 21st Century Trade having formally taken effect last month. This morning, the House of Representatives also passed the US-Taiwan Expedited Double-Tax Relief Act. I hope that the delegation can help Taiwan-US relations reach a new milestone through these exchanges so that our relations continue to grow, our cooperation expands even more, and so that we can achieve even greater success after the new administration takes office. Four years ago, Taiwan’s representative to the US inaugural ceremonies was Vice President Hsiao, who was then our representative to the US. Everyone has a lot to learn from her. I have specially invited everyone here to converse so that you can draw from Vice President Hsiao’s experience and ensure an even smoother visit. Washington, DC was also hit by a rare blizzard recently, and the weather has been very cold, so make sure to stay warm. I am sending everyone off with hand warmers and thermoses so that you can bring some warmth from Taiwan with you on your journey. And I ask that Speaker Han exercise his wisdom to help generate some warmth between the ruling and opposition parties through cooperation, which they can then bring back to Taiwan. Let us unite to give our all for diplomacy so that we can unite to give our all for Taiwan. I wish the delegation a smooth and safe trip, and hope your missions can be carried out successfully. Speaker Han then delivered remarks, stating that it was an honor to be invited by President Lai to organize a delegation to represent our nation at the 60th Inaugural Ceremonies of the President and Vice President of the US in Washington, DC, and express the Republic of China’s sincere and cordial best wishes. The Legislative Yuan’s president has assumed this important task numerous times in the past, he said, not only to represent the government of the Republic of China, but also to take on the mission of conveying the voices of 23 million people. He went on to say that he is honored to take up the baton, lead eight legislators to the US to attend this celebration that will attract global attention, and express sincere best wishes to newly elected President Trump, Vice President Vance, and the new administration’s team.     President Lai confers decoration on former Lithuanian Foreign Minister Gabrielius Landsbergis
    On the morning of January 14, President Lai Ching-te conferred the Order of Brilliant Star with Special Grand Cordon upon former Minister of Foreign Affairs Gabrielius Landsbergis of the Republic of Lithuania in recognition of his remarkable contributions to deepening Taiwan-Lithuania relations. In remarks, President Lai thanked former Minister Landsbergis for standing firmly with Taiwan and remaining a staunch defender of democratic values, yielding fruitful cooperative results. The president expressed hope that the two countries will engage in even more cooperation and exchanges in such areas as the economy, trade, technology, and culture, and continue to advocate for the values of freedom and democracy so that together we can contribute even more to our nations’ development and to peace and prosperity throughout the world. A translation of President Lai’s remarks follows: Today, by conferring the Order of Brilliant Star with Special Grand Cordon upon former Minister Landsbergis, we recognize his outstanding contributions during his time as foreign minister of Lithuania. During the COVID-19 pandemic, thanks to the efforts of former Minister Landsbergis, Lithuania was the first European nation to donate vaccines to Taiwan. He noted that only partially can he accept the honor, as there have been many people who worked together with him in the ministry and in the whole country who support the people of Taiwan and see the benefit of supporting democracy in Taiwan. He often says that in Lithuania they remember well the fight for their freedom, and just today, he mentioned, he was shown the permanent exhibition in the Presidential Office, where he saw similar pictures of Taiwanese people fighting for democracy. He emphasized that not even one generation has passed since these events took place here in Taipei or similar events took place in Vilnius. Former Minister Landsbergis said that decision-makers in the Lithuanian government are either people who were themselves fighting for freedom, or, as in his case, those who were sitting on the shoulders of parents who were fighting for freedom. So for them, he underlined, freedom, democracy, liberty, and sovereignty are very real concepts that they cherish, not just things read about in a history book. He said that this is the main connector between Lithuania and Taiwan, a feeling of freedom and support for each other. Former Minister Landsbergis stated that in the face of authoritarians who do not wish us prosperity, who do not wish us freedom and future achievements, what he expects from the future is that the friendship, collaboration, and mutual support between Lithuania and Taiwan will inspire others to join in. This, he said, will make other countries not be afraid to support freedom and democracy, and will allow our group of friends to continue to grow. Lithuanian history, the former minister said, is difficult, and a big part of it was fighting for their freedom. He explained that during the 19th century when Lithuania was part of Russia’s empire, they had several revolutions and uprisings with the aim of becoming free, and that they were fighting for that freedom alongside Poland and Belarus. He then applied a phrase that they used in the revolution of 1864 – “for your freedom and ours,” meaning that they will continue to fight for their freedom while helping Taiwan fight for ours.     President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. The president expressed hope that everyone in the central and local governments, regardless of party, can work hard together, allowing Taiwan sure footing as it strides forward toward ever greater achievements.  President Lai emphasized that in 2025, we must keep firm on the path of democracy, continue to bolster our national strength, make Taiwan more economically resilient, enhance the resilience of supply chains for global democracies, and continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. The president said that Taiwan will keep going strong, and we will keep walking tall as we enter the new global landscape. A translation of President Lai’s address follows: Today is the first day of 2025. With a new year comes new beginnings. I wish that Taiwan enjoys peace, prosperity, and success, and that our people lead happy lives. Taiwan truly finished 2024 strong. Though there were many challenges, there were also many triumphs. Our heroes of Taiwan are defined by neither age nor discipline. They have taken home top prizes at international competitions and set new records. They tell Taiwan’s story through their outstanding performances, letting the world see the spirit and culture of Taiwan, and filling all our citizens with pride. My fellow citizens, we have stood together through thick and thin; we have shared our ups and downs. We have wept together, and we have laughed together. First, we must keep firm on the path of democracy. Taiwan made it through a dark age of authoritarianism and has since become a glorious beacon of democracy in Asia. This was achieved through the sacrifices of our democratic forebears and the joint efforts of all our citizens. Democracy’s value to Taiwan lies not just in our free way of life, or in the force driving the diverse and vigorous growth of our society. Democracy is the brand that has earned us international trust in terms of diplomacy. No matter the threat or challenge Taiwan may face, democracy is Taiwan’s only path forward. We will not turn back. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. This is the only way democracy can continue to grow. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The more secure Taiwan, the more secure the world. The more resilient Taiwan, the sounder the defense of global democracy. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors. And we will expand the scope of cancer screening eligibility and services, all aimed at creating a Healthy Taiwan. In addition, Taiwan will officially begin collecting fees for its carbon fee system today. This brings us closer in line with global practices and helps us along the path to our goal of net-zero emissions by 2050. We will also continue on the path to achieving a Balanced Taiwan. Last month, the Executive Yuan launched the Trillion NT Dollar Investment National Development Plan and its six major regional flagship projects. Both of these initiatives will continue to expand the investment in our public infrastructure and the development of local specialty industries, narrowing urban-rural and wealth gaps so that all our people can live and work in peace and happiness. My fellow citizens, today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. This tells us that national development is moving in the right direction. In this new year, Taiwan must be united, and we must continue on the right course. We hope that everyone in the central and local governments, regardless of party, can work hard together to ensure that national policies are successfully implemented, with the people’s well-being as our top priority. This will allow Taiwan sure footing as it strides forward toward ever greater achievements. In this new year, we have many more brilliant stories of Taiwan to share with the world, inspiring all Taiwanese, both here and around the world, to cheer time and again for the glory of Taiwan. Taiwan will keep going strong. And we will keep walking tall as we enter the new global landscape. Thank you.

    [Music] The North American Representative Office was established 30 years ago, in 1995. Our main job is to maintain a strong relationship with the US government and the Canadian government. One of the things that’s become more and more important is that we also share with the people here in the US and Canada what we do in the developing countries in Asia and the Pacific.

    It’s crucial that we work closely with our government partners because they guide us on their development policy priorities. I should also mention our close collaboration with other financial institutions based here in DC: the World Bank, Inter-American Development Bank, and International Monetary Fund.     Both the US and Canada are great supporters of the private sector, which is really important for us. As a consequence, we have many Canadian clients and many US clients that come to visit us in the Philippines. It’s also really important that we come here to North America to visit them in their home countries. Last year, for every dollar that we invested, we mobilized another $2.7. I think that’s remarkable because we need to mobilize capital into the private markets and help capital market development. Part of our job is to be a financial intermediary in these markets.

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Jon Ossoff (D-GA) introduced the Forest Data Modernization Act, which would modernize and improve the U.S. Forest Service’s Forest Inventory and Analysis program to ensure reliable data is available to inform decision making. It would require the Forest Service to prepare an updated strategic plan to expand data collection and further integrate advanced remote sensing technology. According to the forestry industry, the improvements would unlock new economic opportunities for foresters and better protect the environment.

  • MIL-OSI United Nations: Disaster losses and damages data

    Not all countries, however, collect and use disaster data systematically and there are major disparities across countries regarding methods, coverage and system governance, creating barriers to effective risk management.

    The United Nations Office for Disaster Risk Reduction (UNDRR), United Nations Development Programme (UNDP) and World Meteorological Organization (WMO) are jointly addressing this gap and developing an enhanced disaster tracking system for hazardous events and related losses and damages aimed at national users interested in upgrading and institutionalizing national disaster tracking systems.

    The report and life repository of case studies below explore current data applications and ways that stronger data collection and management could support better decision-making and informed action.

    Application areas for disaster losses and damages data

    1. Understanding risks

    While still a comparatively young science, hazard modelling has accelerated dramatically in recent years, in terms of the number of models developed, research budgets and expertise, granularity, quality and coverage. Impact information, vulnerability models and integrated assessments have not followed. As a result, the different drivers of vulnerability and, therefore, of underlying risk, remain hidden in plain sight.

    Disaster losses and damages data can make such drivers and hidden vulnerabilities visible. In addition, where solid foundations of exposure, vulnerability and capacity baseline data exist, they provide critical information on the cost of loss, i.e. the ratio of loss compared to total exposure. Disaster data must be collected consistently and over time for them to provide evidence of trends and inform longer-term planning. The importance of baseline information on exposure and vulnerability for risk modelling cannot be underestimated. While high quality is desirable, even modest improvements in increasing coverage, consistency and frequency of updating can go a long way. Combined with disaster losses and damages data information on pre-existing vulnerabilities becomes a powerful contribution to risk modelling and analysis.

    Case study: Understanding multidimensional vulnerability in Sri Lanka: combining disaster losses and damages data with national survey data

    In Sri Lanka, data collected as part of national citizen surveys provide a clear picture of the multiple dimensions of vulnerability and could directly inform hotspot, vulnerability and risk analysis (UNDP, Oxford Poverty and Human Development Initiative [OPHI] and Government of Sri Lanka, 2023 (c)). Analysed through the lens of the Multidimensional Vulnerability Index (MDVI) (UNDP, 2023 (a)), data from the surveys clearly highlight pre-existing vulnerabilities

    Combined with long-term records on the impact of disasters from their Desinventar-based national disaster losses and damages database, a disaggregated analysis makes apparent differences on vulnerability dimensions and their drivers providing useful insights for more in depth risk analysis.

    Recommendations to enhance the usability of disaster losses and damages data for risk analysis and modeling

    Disaster losses and damages data can provide a “real time” window on ongoing risk accumulation identifying new risk patterns and trends that should feedback into recalibrated risk information. Disaster data can illustrate changing patterns and trends that can be interpreted through qualitative analysis of the underlying risk drivers to explain the changes. Historical disaster data cannot replace risk analysis but can provide additional or substitute information to improve risk modelling for both short-term forecasting and longer-term climate impact assessments. Historic data is particularly useful for capturing frequently occurring, localized and small-scale events, such as local landslides or flash floods – often called extensive disaster events – where global risk models have limitations.

    Risk assessments are only useful if they are communicated in a manner that is meaningful to decision makers. While historical losses alone are not a good guide to the future, presenting data on actual (realized) losses and damages alongside more complex risk analysis can help in communicating risk effectively. Data on disaster losses and damage can contribute to improved modelling of existing as well as emerging or newly accelerating risks. To improve its usability, it is recommended to:

    • Strengthen disaggregated data collection and analysis both in terms of hazard type, geography, and sectoral impacts, as well as in regard to data sex, age, disability status, income levels, and other dimensions of differentiated exposure and vulnerability.
    • Enable georeferenced impact data collection to support the development of more accurate and replicable risk models.

    2. Preparedness, early warning and early action

    Hazardous event and disaster losses and damages data is critical in the design, development and monitoring of early warning systems and early action. By informing key components of multi hazard early warning systems (MHEWS) – as proposed in 1997 and later adopted by WMO, the United Nations and national governments – these systems and related anticipatory and early action can become impact-based.

    Case study: Impact-based forecasting for anticipatory action to typhoons in the Philippines

    To reduce the humanitarian impact of TC, both the Philippines Red Cross and United Nations OCHA Philippines have designed an agency-specific protocol, respectively in 2019 and 2021, which can be used to trigger early actions and release funding based on an impact-based forecasting model. Building on the Netherlands Red Cross 510 model, early actions (such as distributing house-strengthening kits) are pre-identified and triggered when the impact-based forecasting model indicates a pre-defined danger level is exceeded (with a lead time of 120 to 72 hours before landfall). The machine learning model consists of a classification and regression component and is trained on over 60 historical events.

    Recommendations to enhance the usability of disaster losses and damages data for preparedness, early warning and early action

    • Record losses and damages recorded along with the associated characteristics of the hazardous event (physical phenomena) to be able to link impacts to vulnerability, exposure and specific hazard intensity, characteristics and cascading events.
    • Enhance spatial resolution of damage records to enable training of machine learning models that could enhance resolution of predictions and allow impact-based forecasting model to achieve a higher performance.
    • Collect sector, geographic and population groups disaggregated impact information to be able to understand common disruptions to livelihood systems and services associated with recurrent hazards and to device and monitor effectiveness of early/ anticipatory actions.

    3. Disaster risk reduction financing

    Disaster losses and damages data are the backbone of any financing strategy and plan for preparedness, response, recovery or risk reduction. Without knowing what has been lost in the past and what is at stake in the present and future, the case for investment in risk management and even for contingency planning remains weak (UNDRR, 2013). National ministries of finance, regional financing institutions and multilateral development banks, as well as private-sector finance and insurance companies, all require data to underpin budgets, financing plans and funding proposals for priority sectors or systems

    Strategies for disaster risk reduction financing can look very different, depending on scale, risk context and financing sources. However, as states are insurers of last resort in disasters, it is increasingly important that they have ownership of the data that informs disaster financing strategies and lead the development of financing instruments, including insurance (Radu, 2022).

    Insurance mechanisms

    Methods from the insurance sector have been replicated across the public sector, from modelling approaches to estimations of disaster losses. A critical gap that both the private and public sectors face in developing financing strategies for disaster risk management, however, is the question of indirect and downstream costs, for example in the form of business disruption, cascading costs from power outages or disruption in water supply, etc.

    Case study: Using disaster data to calibrate parametric insurance in Manizales, Colombia.

    In Manizales, Colombia a disaster database registered a total of 1,149 local landslides, between March 2003 and August 2021. These events were classified according to the severity of their impacts on a D-Index using a scale from 1 – 10. A parameter called C5Max, was then established for a critical level of rainfall over 5 days, captured in selected meteorological stations, that could trigger landslides. The level of critical rainfall could then be associated with the severity of landslide impact. This enabled the prediction of expected landslide impacts once a given rainfall threshold was surpassed. In Manizales this was used for the development and calibration of a parametric insurance scheme to cover emergency response. However, the same approach could also be used in impact-based early warning.

    DRR Financing strategies

    Whereas the insurance industry usually employs fully developed risk estimation methods, including actuarial data from past disaster impact assessments, many public-sector institutions lack the resources and experience to undertake analysis based on systematic assessments of past events (UNDRR, 2023 (b)).

    As a result, many national disaster risk reduction financing strategies and risk management budgets rely on a weak evidence base and only a few use disaster loss data collected in the past as a critical input into their assessments (Radu, 2022; UNDRR, 2015; Climate Adapt, n.d.). Instead, estimates of financing needs often use financing commitments or humanitarian spending in previous disasters, rather than records of actual losses.

    Case study: Sri Lanka – disaster losses and damages data to identify financing needs in the agriculture sector

    In Sri Lanka, analysis of historical disaster losses in the infrastructure sector helped identify risk and potential financing gaps in the irrigation sector (see Figure 13a). The calculation of these historical costs provides the basis for modelled estimates of costs associated with damage from future disasters and the potential financing gap the Government of Sri Lanka may face (see Figure 13b).

    Recommendations to enhance applicability of disaster losses and damages data for disaster risk reduction financing

    • Improve the collection of sector-specific asset and service system (e.g. water distribution or electricity generation) disaggregated and georeferenced data to enhance the understanding on how specific parameters of hazardous events (e.g. water level, flow speeds, stagnation time) cause damage and dysfunction to different structures to better enable sector-specific catastrophic insurance products
    •  Ensure losses and damages data is recorded in a way that private vs public sector effects are accounted separately, understanding which losses are incurred by individuals, households and private sector versus those borne by public sector will be particularly helpful when devising risk reduction financing strategies for productive and infrastructure sectors.

    Disaggregated historical damage data solid baseline data on sector exposure, i.e. inventories of assets and production processes beyond the basic exposure data on buildings and people would enhance the evidence base to develop catastrophic insurance products.

    4. Risk-informed planning and development

    Disaster losses and damages data that is of good quality, geographical and temporal coverage, and consistency of metrics and indicators, can inform and enhance local assessments for sector-specific preparedness, response and recovery planning and beyond, risk-informed development and sector planning. Particularly relevant sectors in this regard are health and education, urban planning (including building and zoning regulations), agriculture and natural resources management, and basic infrastructure and services (transport, energy, waste, and drinking water).

    High-quality disaster losses and damages data with good geographical and temporal coverage and consistent metrics and indicators, can inform and enhance local assessments for sector-specific preparedness, response and recovery planning, as well as risk-informed development and sector planning.

    Case study: Planning resilient roads in Cambodia

    The Government of Cambodia has recognized that the transportation sector, vital for the country’s economic development, is regularly and severely affected by disaster impacts. Road damage and destruction from disasters is systematically collected and recorded and stored in the Cambodia Disaster Loss and Damage Information System (CamDi), national database managed by the National Committee on Disaster Management (NCDM). Baseline data is collected with details on all roads and related infrastructure and recorded together with disaster loss data, allowing for lost cost assessments, seasonal analysis, and analysis by region or specific location and by road or infrastructure type.

    Recommendations to enhance the usability of disaster losses and damages for risk-informed development

    • Sector and geographic disaggregated data recording and management would further enable the application of disaster losses and damages data for risk-informed policies, plans, budgets and actions
    • Consistent and institutionalized tracking of losses and damages with engagement of whole-of-government entities and following agreed definitions, metrics and standard would enable creating relevant time series of historic impact data required for enhancing relevance and applicability of data for risk-informed planning.
    • Application of disaster losses and damages data for risk-informed planning at multiple levels should be complemented by monitoring and evaluation frameworks and mechanisms that utilize same data elements to measure progress against targets and milestones.

    5. Reporting, benchmarking and progress monitoring

    Monitoring progress on resilience building

    Progress on climate change adaptation and action on losses and damages can be efficiently monitored, among other things, by maintaining consistent and granular impact records. Reducing losses and damage from hazardous events over time is the ultimate measurement of progress and the Sendai Framework specifies several indicators that all require disaster losses and damages quantification. Similarly, reporting against the Sustainable Development Goals (SDGs) requires disaster-related data, as 25 targets relate directly to disaster risk and to reducing the negative impacts of disasters).  The ongoing development of indicators to monitor the Global Goal on Adaptation targets contained in the United Arab Emirates (UAE) Framework for Global Climate Resilience will also benefit from the enhanced disaster tracking system, enabling monitoring of the reduction in losses and increase in resilience across several sectors (United Nations Framework Convention on Climate Change [UNFCCC], 2023 (a)). Other national frameworks and processes, such as for Nationally Determined Contributions and National Adaptation Plans or Biennial Transparency Reports, can also draw on the enhanced tracking system to strengthen coherence in reporting (UNFCCC, n.d. (a); UNEP, n.d.; UNFCCC, n.d. (b)).

    • Utilize globally agreed definitions and standards, such as the hazard classification and information profiles to organize database and tracking systems to further enable cross-cutting and regional benchmarking.

    In the early hours of 6 February 2023, a 7.8 magnitude earthquake struck west-northwest of Gaziantep, Türkiye. Less than 10 hours later another shock measuring 7.7 shook the same area.

    The disaster took more than 60,000 human lives across southern and central Türkiye and northern and western Syria, causing catastrophic damages and suffering.

    In the aftermath, national and local authorities and communities have undertaken remarkable reconstruction efforts, setting new benchmarks for swift recovery and “build back better” principles.

    The upcoming World Resilient Recovery Conference – during the preparatory days of the 2025 Global Platform for Disaster Risk Reduction – will be an opportunity to learn from these experiences.

    Rising risks and built environments

    This earthquake was another reminder of the high risk of catastrophic losses from earthquakes.

    Hydro-meteorological disasters are increasing, keeping them in public policy focus. Earthquakes, however, get overlooked, even while they pose increasing risks, driven by expanding, unsafe built environment.

    The Coalition for Disaster Resilient Infrastructure (CDRI) estimated in its 2023 Biennial Report that nearly 30% of expected average annual losses globally are linked to earthquakes.

    There’s a much-repeated adage that goes “it is not earthquakes that kill people, it’s weak buildings and infrastructure that kill people.” And weak buildings and infrastructure – in other words unsafe built environments – are an outcome of social and economic processes characterized by low awareness (with low social demand for seismic safety), inadequate capabilities (not enough trained engineers, contractors and building artisans), low or no standards (inadequate seismic safety codes and building by-laws), and weak governance capacity (capability to enforce the adoption of seismic safety codes where they do exist).

    We have the know-how

    Our understanding of the physics of earthquakes has improved. We also understand how buildings and infrastructure respond to earthquakes, and we know how to make them safer. From designing a simple structure to a complex physical infrastructure, engineering knowledge is at an all-time high.

    Yet the risk of losses from earthquakes is rising in most seismic countries.

    But trend is not destiny. It can be arrested. It can be reversed.

    Four public policy approaches for seismic safety

    1) Take a long view, but start now.

    Every long journey starts with a first step. Our stock of unsafe buildings and infrastructure was accumulated over decades, and it is a daunting prospect to consider replacing and retrofitting them quickly. However, if each city and each village in every earthquake-prone region were to resolve to build every new building or infrastructure project to an earthquake-resistant standard, in just a decade we would be having a very different conversation. We need to redouble efforts to develop seismic building codes (where they don’t exist) and enforce them.

    For existing buildings and infrastructure, we need to develop shared priorities across communities, governments and the private sector to systematically retrofit and strengthen them. This prioritisation must be underpinned by a clear understanding of the risks, which is the first priority of the Sendai Framework.

    Disaster scenarios, such as those created by GeoHazards International can allow communities to visualize potential impacts and prioritize mitigation strategies effectively. Using whatever resources are available, we can strengthen one hospital, one school at a time. This will not only improve seismic safety but will also have other co-benefits in terms of enhanced awareness and better quality of built environment for everyday use.

    At the same time, we must find retrofitting solutions that are practical, that help prevent the catastrophic collapse of buildings, and that can be implemented at scale. To do this means creating a functioning market for retrofitting- nudged by regulation and fuelled by public sector investments such as advance market commitments.

    In Kathmandu Valley, Nepal’s National Society for Earthquake Technology (NSET) retrofitted 260 schools between 1997 and 2015. Of these, 160 were struck by the 2015 Gorkha earthquake, and all experienced, at worst, minor damages – while in other schools more than 25,000 classrooms were destroyed. We have ample proof that investments in retrofitting pay dividends – in avoided losses and in precious lives.

    However, these efforts are not easy – they require strengthening disaster risk governance at the local level in very tangible ways.

    Innovation is required not just in terms of new technologies but also in risk governance – such as Japan’s introduction of innovative systems after the 1995 Kobe earthquake, involving private sector enforcement of new, stricter codes that mandated retrofitting of older buildings.

    Another example is the innovative approach to owner-driven reconstruction taken by SEEDS India after the 2001 Gujarat earthquake and continuing through multiple seismic events. Their experience demonstrates that empowering homeowners and local masons leads to safe, sustainable, cost-effective, and culturally appropriate housing-achieved at scales and speeds unmatched by contractor-led programmes.

    2) Invest in capabilities at all levels.

    Shaping an earthquake-safe built environment requires capabilities in many disciplines and at all levels – urban planning, seismology, earthquake engineering, geotechnical engineering, enhancing disaster resistant construction skills of masons, bar benders, contractors and so on – and in many countries theses capacities are woefully inadequate.

    There is no short cut but to systematically invest in developing these capabilities, and to drive demand though regulation and certification.

    3) Treat every disaster as an opportunity to learn.

    As a fresh architecture graduate, I learned more from the 1991 Uttarkashi earthquake

    than from any textbook. Observing the performance of buildings and the mode of their failure under earthquake forces brought my theoretical lessons to life.

    We say that every disaster is too precious to waste: we must systematically collect data and undertake forensic analysis after every earthquake, so we can improve building codes and enforcement systems, launch awareness campaigns, and better understand the epidemiology of earthquakes. This involves setting up learning systems in our national and sub-national institutions.

    4) Foster public awareness.

    Maintaining awareness of less frequent but potentially devastating hazards is always a challenge.

    Again, there are no quick fixes. Building public awareness starts in the school (catch them young!) and over time can generate greater social demand for seismic safety.

    While we transform our built environment over the long term, in the short term we need to teach people how to manage risks. Awareness of simple protection measures – such as DROP, COVER and HOLD during an earthquake, and fixing non-structural elements like flowerpots on balconies, large cupboards in houses – goes a long way in protecting lives.


    The path to seismic safety is well established, with many proven success stories from countries and communities that have persevered to reduce earthquake risks enormously. The 1960 Chile earthquake, for example, was the largest earthquake ever recorded since the measurements began, and its impacts were catastrophic. Just 50 years later – in 2010, the same year that Haiti earthquake caused more than 200,000 deaths – Chile was struck once more, by 8.8 magnitude earthquake and tsunami. While 523 people tragically lost their lives, this is a fraction of the number that could have died had Chile not applied strict building codes during reconstruction.

    We need to follow their lead and make seismic safety a global movement. It is a long journey – but the first step must be taken now.

    The Arab region is at a critical juncture, facing an increasingly complex and interconnected risk landscape. Climate change, urbanization, and socio-economic disparities are exacerbating these challenges, requiring urgent and cohesive action. The need for an integrated approach to disaster risk reduction (DRR), climate change adaptation (CCA), and sustainable development has never been greater. Achieving this requires strong regional collaboration because the challenges we face do not respect borders.

    The 2024 Regional Assessment Report on Disaster Risk Reduction (RAR) in the Arab Region sheds light on the complex interactions between different risks that have been made worse by systemic instability, conflict, and climate change. It also underscores the necessity for innovative strategies that address the multifaceted risks affecting our communities. Leading innovations that leverage technology and accelerate resilience-building are highlighted as key opportunities to enhance the region’s collective adaptive capacity.

    This report was officially launched at the 6th Arab Regional Platform for DRR, themed ‘Building Resilient Arab Communities: From Understanding to Action.’ Hosted by the State of Kuwait and organized by the United Nations Office for Disaster Risk Reduction, in partnership with the League of Arab States.

    Key findings

    Risk landscape in the Arab states

    The Arab region is facing escalating climate-related risks, with temperature increases accelerating at +0.5 °C/decade, exacerbating water scarcity, heat-related deaths, crop failures and extreme flooding. The principal risk drivers of the region are related to natural resources and institutional domains. Improved governance and rule of law are critical to mitigating these impacts and addressing the region’s interconnected risk landscape.

    Progress in Disaster Risk Reduction at the mid of the Sendai Framework implementation

    The Arab region has made progress in DRR since adopting the Sendai Framework in 2015, but efforts must be stepped up to address gaps in risk governance, preparedness and investment. To accelerate progress, the region needs to strengthen institutional frameworks, invest in DRR and promote climate resilience, gender-responsive DRR and inclusive governance.

    The impact of changing climate on systemic risk drivers: Drought as a Systemic Risk Driver

    The Arab region is highly vulnerable to drought, exacerbated by climate change, population growth and unsustainable water management practices. Droughts are projected to increase in frequency and intensity, threatening food security, social stability and economic development, highlighting the need for urgent action and proactive measures to build resilience. To address this challenge, governments and stakeholders must adopt data-driven decision-making, invest in innovative technologies, and promote collaborative water management practices. 

    The impact of changing climate on systemic risk drivers: Weak Capacity for Governance of Systemic Risk

    The Arab region’s capacity to govern systemic risks is weakened by fragile institutions, corruption and lack of trust in governments, exacerbating the impacts of climate change and disasters. Strengthening governance, transparency and accountability is critical to building resilience and effectively managing risks, and can be achieved through a holistic and integrated approach to climate change and DRR policies.

    Climate Change-Disaster-Human Mobility Nexus

    Climate change is exacerbating displacement and human mobility concerns across the Arab region, where fragile contexts and conflict intersect with disasters and environmental degradation. A climate security perspective is crucial to understanding these intertwined risks, and regional efforts must prioritize immediate disaster response, long-term resilience and sustainable development. Effective policies and strategies must address the root causes of vulnerability and prioritize the safety, dignity, and rights of affected populations.

    Gender Inequality and Women’s Empowerment: Addressing the Gap 

    Somalia’s women face disproportionate impacts from climate change, conflict and migration, exacerbating existing gender inequalities. To address these challenges, it is critical to adopt a transformative and intersectional approach, integrating women’s priorities into policy and programming, and promoting women’s leadership, capacity building and access to resources, to build resilient and inclusive communities.

    Emerging Health Challenges and Related Systemic Risks

    Climate change poses an urgent public health emergency, threatening human health and wellbeing globally and in the Arab region in particular. To mitigate these impacts, collaborative efforts are necessary, including strengthening healthcare infrastructure, establishing early warning systems, and promoting climate-resilient health systems. International cooperation and targeted actions are crucial to addressing the health impacts of climate change.

    Rural – Agricultural Risk with Rising Water Scarcity and Food Insecurity

    The Arab region’s agrifood systems face multiple, interconnected risks, including droughts, floods, sand and dust storms, transboundary plant and animal pests and diseases, conflicts, and economic shocks, which threaten food security and undermine development efforts. To address these challenges, an integrated multi-risk management approach is necessary, incorporating risk-informed planning, DRR and CCA. This requires coordinated efforts from policymakers, researchers and practitioners to enhance the resilience of farmers and agriculture-dependent communities.

    Implementation Considerations: People Centred Multi-Hazard Early Warning Systems

    Effective disaster management requires people-centred multi-hazard early warning systems (PCMHEWS) that prioritize community needs and engagement. The Arab region is vulnerable to climate-related hazards, and PCMHEWS can help reduce disaster risks. Leveraging digital technologies, community participation and inclusive communication channels is crucial for the success of PCMHEWS, ensuring timely and accurate warnings reach vulnerable populations.

    Implementation Considerations: Comprehensive risk management to tackle systemic risks

    Effective management of systemic risks requires comprehensive risk management (CRM) approaches that integrate DRR and CCA. The Arab region can foster policy coherence by enhancing strategic, conceptual, institutional, operational and financial coherence, ultimately driving sustainable development and inclusive growth.

    Implementation Considerations: Financing and de-risking investment

    Despite its natural advantages as a commerce hub, the region struggles to attract foreign investment. The League of Arab Nations (LAS) MA’AN Initiative towards DErisking investment offers a promising solution, promoting sustainable development and investment through regional cooperation. By addressing common challenges and promoting knowledge sharing, this initiative can help drive growth, job creation and energy transformation in the region.

    Conclusion and way forward

    • The focus of this RAR is on DRR in the context of climate change impact on systemic risks in the Arab region.
    • The Arab region may be on the brink of catastrophe, beset by a perfect storm of risks that imperil its very foundations, jeopardizing stability, development and the future of its people.
    • The principal drivers of risk in the Arab region are related to natural resources and institutions. Climate change increases the risk in both these areas, especially through rising water scarcity and a demanding need for institutions that can effectively tackle climate impacts.
    • These drivers are not isolated, but highly interwoven, thus increasing, cascading and compounding risks, which may lead to systemic failures in the Arab region.
    • Effective governance, characterized by transparency, accountability and inclusivity, is paramount in addressing these challenges and enhancing resilience across the Arab region.
    • Many cities and other areas in the Middle East might become uninhabitable before the century’s end.
    • The findings emphasize the need for innovative solutions and the adoption of multi-hazard, multi-sectoral approaches to resilience-building. This includes investing in risk-informed planning, enhancing data collection and analysis and harnessing cutting-edge technologies like artificial intelligence to drive predictive analytics, optimize decision-making and foster proactive resilience.
    • The path forward requires a collective commitment to addressing the root causes of vulnerability in the Arab region and fostering resilience in the face of uncertainty.
    • The recommendations of this report serve as a roadmap for policymakers and stakeholders to navigate the complexities of the region’s risk landscape.

    The High-Level Forum on Accelerated Disaster Risk Reduction (DRR) Financing to Build Resilience, co-organized with the Government of Norway, aims to address a persistent barrier to the implementation of the Sendai Framework for Disaster Risk Reduction, the insufficient investment in DRR.

    The Forum seeks to bring disaster risks at the heart of financial decisions at a time when development finance is being reshaped in international fora. The Forum intends to raise awareness and commitment among policymakers and financial leaders on the need to prioritize DRR financing.

These events – focused on Resilient Infrastructure and Disaster Risk Reduction Financing and the Early Warnings for All Multistakeholder Forum for the Arab States – were pivotal in driving forward regional collaboration and strengthening resilience against disasters.

    A financial foundation for resilience: the resilient infrastructure and DRR financing and conference

    The Resilient Infrastructure and DRR Financing Conference addressed one of the most pressing challenges facing the Arab region that is mobilizing sufficient financial resources for disaster resilience.

    The Arab region remains highly vulnerable to a range of natural hazards, from earthquakes and floods to droughts and storms. Without adequate financing, infrastructure remains susceptible to destruction, exacerbating socio-economic vulnerabilities and setting back development gains. The conference brought together policymakers, financial experts, and DRR practitioners to explore how financing strategies could be improved, identify investment gaps, and discuss innovative financial instruments such as insurance, bonds, and public-private partnerships.

    “Financing resilient infrastructure is a great challenge. But getting it right offers great rewards because the economic cost of disasters is only projected to increase as a result of climate change,” said Kamal Kishore, Special Representative of the UN Secretary-General for DRR and Head of UNDRR, in his opening remarks.

    A key highlight conference was the deep dive into strategic financing mechanisms essential for disaster resilience. Discussions explored global funding gaps and opportunities, emphasizing the need for governments to prioritize DRR within national budgets and leverage both domestic and international financial resources. Experts shared insights on innovative financial instruments such as catastrophe bonds, resilience bonds, and parametric insurance, which offer scalable and sustainable solutions for risk reduction. The role of public-private partnerships (PPPs) was also underscored, demonstrating how collaboration between governments, businesses, and NGOs can unlock new funding streams.     The power of early warnings: Early warnings for all multistakeholder forum for the Arab states

    In parallel, the Early Warnings for All Multistakeholder Forum for the Arab States underscored the importance of inclusive, people-centered early warning systems across the region. In a world where climate-related disasters are increasing in frequency and intensity, effective early warning systems can mean the difference between life and death.
    This forum, led by the UNDRR and the World Meteorological Organization (WMO), convened government representatives, scientific experts, private sector actors, and civil society organizations to discuss the latest advancements in early warning technologies and risk communication strategies.

    It provided an essential platform for experts and stakeholders to explore innovative approaches to strengthening early warning systems in the region. Key discussions focused on leveraging science and technology, including artificial intelligence (AI), machine learning, and the Internet of Things (IoT), to improve forecasting accuracy and risk communication. Sessions also examined regional collaboration mechanisms for data sharing, ensuring that all nations, regardless of capacity, have access to timely early warning information. Another critical theme was the economic benefits of EWS, highlighting cost-effective strategies to mitigate disaster losses through public-private partnerships and sustainable financing mechanisms. Additionally, the forum addressed socioeconomic vulnerabilities, including the role of gender, disability inclusion, and community-based approaches in ensuring that early warnings reach the most at-risk populations. Through interactive knowledge exchanges and case studies from across the region, the forum fostered actionable recommendations, paving the way for more integrated and people-centered early warning systems in the Arab States.

    In his speech, Dr. Abdulla Al Mandous, President of the World Meteorological Organization, highlighted the importance of the Early Warning for All initiative, which is a top priority for WMO at the global, regional, and national levels. “We firmly believe that strengthening early warning systems, improving climate services, and enhancing regional and international partnerships are essential pillars for effective disaster risk reduction.”

    Kishore expands on this by stressing that no single entity can achieve this alone. “Creating and maintaining early warning systems cannot be accomplished by any single government agency. It requires the support of multiple partners inside and outside of government. This includes partners in the private sector, academia, the media, and civil society.”

    The significance of these two pre-conference events cannot be overstated. They went beyond technical discussions and served as platforms for action-oriented collaboration, ensuring that disaster risk reduction becomes a regional priority integrated into national policies and funding mechanisms. The discussions and insights made in these forums shaped the discussions at the Sixth Arab Regional Platform for DRR, setting a strong foundation for bold new initiatives in disaster resilience.

    The RAR Arab States 2024 presents a comprehensive analysis of disaster risk in the Arab region, highlighting systemic risks driven by climate change, urbanization, water scarcity, and socio-economic vulnerabilities. The report underscores the interconnected nature of these risks and calls for urgent action to strengthen governance, enhance early warning systems, and invest in resilience-building measures.

    The findings reveal that the Arab region is increasingly exposed to climate-related risks, with prolonged droughts, heatwaves, and devastating floods becoming more frequent. Governance gaps continue to hinder effective disaster risk management, limiting the ability of institutions to coordinate responses and implement long-term strategies. The consequences of these vulnerabilities extend beyond environmental concerns; droughts, for example, act as a major threat multiplier, exacerbating conflicts over scarce water resources and intensifying socio-economic disparities. Climate change is also reshaping human mobility patterns, forcing displacement as communities struggle with extreme weather, resource shortages, and environmental degradation. Furthermore, the health impacts of climate change in the Arab region are becoming increasingly evident, with rising cases of heat-related illnesses, vector-borne diseases, and growing concerns over food security.

    The Arab region has made progress in disaster risk reduction since adopting the Sendai Framework in 2015, yet significant gaps remain in risk governance, preparedness, and investment. Strengthening institutional frameworks, scaling up DRR financing, and promoting climate resilience, gender-responsive policies, and inclusive governance are essential to accelerating progress

    Escalating Risks and Urgent Challenges

    The report conveys an urgent message: tackling systemic risks requires a paradigm shift. Policymakers must transition from reactive disaster response to a proactive approach centered on risk governance and climate adaptation. Strengthening early warning systems and anticipatory action mechanisms is crucial to mitigating the devastating effects of extreme weather events. Water scarcity, another pressing challenge, demands integrated management strategies to curb its cascading impact on food security, migration, and regional stability.

    The RAR 2024 underscores the importance of inclusivity in disaster risk reduction. Gender-responsive policies must be at the heart of DRR strategies to ensure that women, persons with disabilities, and marginalized communities are not disproportionately affected by disasters. At the same time, investment in local and national resilience-building initiatives is vital to fortifying the region’s ability to cope with future risks and uncertainties.

    The findings of the RAR 2024 paint a stark picture of the Arab region’s risk landscape – one where climate change, resource scarcity, and weak institutional capacities converge to create cascading and compounding threats. Without urgent action, the region may face systemic failures that jeopardize its stability, development, and the well-being of its people. However, the report also provides a pathway forward. By strengthening governance through transparency, accountability, and inclusivity, and by adopting innovative, multi-hazard approaches to risk management, the region can turn the tide. Investments in data-driven decision-making, predictive analytics, and cutting-edge technologies such as artificial intelligence will be crucial in navigating the uncertainties ahead. Multi-sectoral cooperation and increased financing for resilience will be essential in ensuring these efforts are effective and sustainable. 

    The recommendations outlined in this report serve as a strategic roadmap for policymakers, urging them to address the root causes of vulnerability and build resilience that is both proactive and sustainable. The future of the Arab region depends on the decisive actions taken today.

  • MIL-OSI United Nations: Tracking funding for life-saving early warning systems

    UNDRR and WMO launch the Global Observatory for Early Warning System Investments.

    Early warning systems (EWS) are proven lifesavers in the event of disasters – and with the climate crisis driving up the frequency and intensity of extreme weather events, we urgently need global EWS coverage.

    The Early Warnings for All (EW4All) initiative has been gathering pace since its launch by Secretary-General António Guterres in 2022, but with so many significant partners investing in this important area outside the scope of the initiative, there is a need for a big-picture view that can identify gaps and synergies, and improve efficiencies.

    To address the challenge of fragmented financing for these vital systems, the United Nations Office for Disaster Risk Reduction (UNDRR) and the World Meteorological Organization (WMO) launched the Global Observatory for Early Warning System Investments to systematically tag and track such investments.

    The Observatory platform, launched in December 2024, addresses a critical need identified by the Early Warnings for All (EW4All) Advisory Panel for comprehensive understanding of EWS financing. The Observatory provides an overview of current funding flows from 9 key financing institutions, helping stakeholders identify gaps, avoid duplication, and ensure that resources reach communities most at risk.

    This platform will empower governments, financial institutions, inter-governmental organizations, and civil society entities to identify funding gaps and make informed resource decisions, supporting the UN Secretary-General’s push for global coverage by early warning systems by 2027.

    Key Findings

    Key features of the Observatory include:

    • Disaggregated tracking and tagging of EWS-related investments across regions and sectors
    • Identification of funding gaps and potential areas for collaboration
    • AI-assisted analysis for improved investment tracking and visualization.

    Initial findings from the Observatory reveal important insights about current EWS financing:

    • 54% of the EWS funding reported national projects is concentrated in five countries
    • 75% of reported financing is reported through loans and credits, and 25% in grants
    • Significant funding gaps exist, particularly in Small Island Developing States (SIDS), Least Developed Countries (LDCs), and Land-Locked Developing Countries (LLDCs)

    Looking Ahead

    The Observatory will focus on deepening collaboration with international finance institutions and leveraging artificial intelligence to enhance its analytical capabilities. This development will enable more precise categorization of EWS funding and support evidence-based decision-making for future investments.

    The UNDRR training series on How to Design National Financing Frameworks for Disaster Risk Reduction (DRR) will build capacity and increase awareness on how to develop national financing frameworks that foster investments in DRR. The training modules are designed to help increase understanding of how to mobilize financing for DRR from different sources (i.e., public, private, and international) and perform investment gap analyses. This training series is designed using UNDRR’s financing approach for DRR that has been collaboratively developed with experts and government partners.

    Background

    The 2004 Indian Ocean Tsunami was one of the most devastating disasters in modern history, claiming over 230,000 lives and causing widespread destruction across 14 countries in Asia and Africa. The disaster revealed significant gaps in global disaster preparedness and response, but also catalyzed transformative changes in disaster risk management, recovery strategies and early warning systems.

    Over the past two decades, global efforts have led to critical advancements in DRR, including the establishment of the Indian Ocean Tsunami Warning and Mitigation System (IOTWMS), the adoption of the Hyogo Framework for Action (2005-2015) and its successor, the Sendai Framework for Disaster Risk Reduction (2015-2030). However, challenges remain, particularly in ensuring inclusive, sustained and adequately funded disaster recovery efforts.

  • MIL-OSI United Nations: Visionary leadership for comprehensive risk management is supporting resilience building in Bangladesh

    Bangladesh is exposed to a range of natural hazards including tropical cyclones, monsoon and flash floods, storm surges, landslides, extreme temperature events, and droughts, which are exacerbated by climate change, as well as earthquakes. In 2023 alone, Bangladesh witnessed a surge in natural hazards and extreme weather events, including three cyclones affecting around 2.5 million people, and flash floods and landslides triggered by heavy monsoon rains affecting over 1.3 million people.[1] While investments in disaster preparedness and response have been prioritized, the wide-reaching impacts of climate change and disasters threaten to exacerbate social, political, and economic vulnerabilities. Reducing existing risk and preventing the creation of new risk is therefore a priority for sustainable development, as reflected in priority 3 ‘sustainable, healthy and resilient environment’ of the United Nations Sustainable Development Cooperation Framework for 2022 to 2026. The work of the United Nations in Bangladesh has a strong focus on anticipatory interventions at the nexus of development and humanitarian programming to sustainably build resilience and address the underlying causes of vulnerability, while reinforcing national systems and capacities.

    Under the leadership of the Resident Coordinator, the United Nations organizations take a comprehensive risk management approach to disaster risk reduction, climate change adaptation, and ecosystem health management, supporting the government and key non-state actors to coordinate and implement innovative, whole-of-society and gender-responsive initiatives, and build institutional capacity to improve ecosystem health and to better manage dynamic risks. The United Nations Resident Coordinator co-chairs, jointly with the Ministry of Disaster Management and Relief, the Humanitarian Coordination Task Team (HCTT), an effective coordination mechanism between government agencies and international partners, comprising the humanitarian clusters, aligning emergency responses with national disaster risk management strategies. In its co-chair role, the Resident Coordinator is supported by the Humanitarian Advisory Group that is composed of UN humanitarian agencies, donors, international and national NGOs (including women-led organizations and organizations of persons with disabilities), and deliberates on disaster risk reduction, preparedness and response across the humanitarian-development-peace nexus. The effective leadership for and coordination of a comprehensive risk management approach, including through the establishment and strengthening of area-based initiatives and district-level coordination structures, has yielded a lot of progress on disaster risk reduction and resilience building through comprehensive technical support.

    In 2023, having accumulated valuable experience in anticipatory action, particularly regarding monsoonal river floods, the Anticipatory Action framework for floods was extended to two more river basins, a common beneficiary database was established covering 200,000 vulnerable households in 15 climate hotspots, and additional funding sources were joined to the pre-agreed UN Central Emergency Response Fund (CERF) to the anticipatory action framework that comprises actions by FAO, UNFPA, UNICEF, WFP, Bangladesh Red Crescent Society, and Save the Children. A second UN Central Emergency Response Fund (CERF) Anticipatory Action Framework was approved in November 2023 for cyclones. This makes Bangladesh a pioneer with a multi-hazard trigger for both floods and cyclones. Ahead of Cyclone Mocha and related flash floods, 45,000 individuals received anticipatory cash support, mitigating the impact of the event.

    A Disaster Risk Reduction Financing Strategy (DRRFS) for Bangladesh was developed, led by the Ministry of Finance and supported by the UN system, with UNDRR as the technical lead who developed the model and drafted the strategy in consultation with relevant government ministries and International Financial Institutions (IMF, World Bank, ADB), and the United Nations Resident Coordinator’s Office providing critical coordination support. The strategy aims to ensure the determining and distribution of limited financial resources in a way that strengthens economic, social, health, and environmental resilience before a hazard event.

    The UN Resident Coordinator’s Office facilitated coordination with the Government, UN and other humanitarian entities to implement UN Early Warning for All (EW4ALL) initiatives, including organizing a national consultative workshop to develop a EW4ALL roadmap in November 2023. Also, the Resident Coordinator’s Office has supported the Ministry of Disaster Management and Relief in developing the first sub-national earthquake risk assessment in Bangladesh, in collaboration with UNDRR and the Global Earthquake Model (GEM) Foundation.

    Three billion people around the world are suffering the impact of poor and degraded land which will “increase levels of migration, stability and insecurity among many communities,” according to the newly-elected President of a UN-backed conference on desertification, drought and land restoration which is taking place in Riyadh, Saudi Arabia.

    Abdulrahman Alfadley, the Saudi Minister of Environment, Water and Agriculture was speaking as the 16th Session of the Conference of the Parties (COP) to the United Nations Convention to Combat Desertification (UNCCD) got underway in the capital of the Middle Eastern country.

    The meeting, according to UNCCD, represents a “moonshot moment to raise global ambition and accelerate action on land and drought resilience through a people-centered approach.”

    Delegates arrive on the first day of the COP16 desertification conference in Riyadh, Saudi Arabia.

    Globally up to 40 per cent of the world’s land is degraded, which means its biological or economic productivity has been reduced.

    This has dire consequences for the climate, biodiversity and people’s livelihoods.

    Droughts, which is a priority issue at COP16, are becoming more frequent and severe, increasing by 29 per cent since 2000 due to climate change and unsustainable land management.

    Nurturing humanity

    The UN desertification convention was agreed 30 years ago and the organization’s current Executive Secretary Ibrahim Thiaw highlighted the continued importance of restoring land lost to drought and desertification.

    “Land restoration is primarily about nurturing humanity itself,’ he said, adding that the “way we manage our land today will directly determine the future of life on Earth.”

    He spoke of his personal experience of meeting farmers, mothers, and young people affected by the loss of land. “The cost of land degradation seeps in every corner of their lives.”

    “They see the rising price of groceries, in unexpected energy surcharges, and in the growing strain on their communities,” he said. “Land and soil loss are robbing poor families of nutritious food, and children of a safe future.”

    COP16 provides the opportunity for global leaders from governments, international organizations, the private sector and civil society to come together to discuss the latest research and to chart a way forward to a sustainable future of land use.

    Small farms in northern Kenya are struggling to grow crops amidst increasingly arid conditions.

    Together the world can “reverse the trends of land degradation,” Mr Thiaw said, but only if “we seize this pivotal moment.”

    In a video address to the conference, the UN Deputy Secretary-General Amina Mohammed urged delegates at COP16 to play their part and “turn the tide,” by focusing on three priorities including strengthening international cooperation.

    She said it was also crucial to “ramp up” restoration efforts and work towards “the mass mobilization of finance.”

    Financing these efforts is going to be challenging, and is unlikely to come from the public sector alone, but according to the UN deputy chief, “cumulative investments must total $2.6 trillion dollars by 2030; That is what the world spent on defence in 2023 alone.”

    Droughts are a constant threat in Somalia, in the horn of Africa.

    Speaking on behalf of civil society organizations attending the conference, Tahanyat Naeem Satti called for “ambitious and inclusive action at COP16,” adding that the “meaningful participation of women, youth, Indigenous Peoples, pastoralists and local communities in decision-making at all levels must be institutionalized.”

    She emphasized that “their insights and lived experiences are critical for shaping policies that effectively address land degradation and promote sustainable land management and restoration.”

    The conference is set to last 2 weeks until 13 December and there will be some intense discussions and negotiations as delegates push towards the following outcomes.

    • Accelerate restoration of degraded land by 2030 and beyond
    • Boost resilience to intensifying droughts and sand and dust storms
    • Restore soil health and scale up nature-positive food production
    • Secure land rights and promote equity for sustainable land stewardship
    • Ensure that land continues to provide climate and biodiversity solutions
    • Unlock economic opportunities, including decent land-based jobs for youth

    Police are upping reassurance patrolling in Birkenhead, as investigations continue into the aggravated robbery of a Cash in Transit van.

    A scene examination was completed at the ATM machine on Birkenhead Avenue yesterday evening.

    North Shore Relieving Area Commander, Inspector Mike Rickards, says Police visibility is increasing in response.

    “We are increasing reassurance patrolling for businesses and residents through that busy public space in Birkenhead,” he says.

    “It is anticipated this will be carried out over the coming days alongside other demand.”

    Meanwhile, investigations continue into Tuesday’s aggravated robbery as well as a wounding of a man on 4 February.

    “The public will appreciate we won’t be able to discuss the specifics of both investigations underway,” Inspector Rickards says.

    “Investigators from the Waitematā CIB are continuing to progress in their work to identify and hold offenders to account.”

    Inspector Rickards says Police understand the concern with two serious offences occurring so close to each other.

    “It’s likely to be the exception than the norm with two unrelated incidents occurring on the same road within a week of each other.”

    Police acknowledge the public who have come forward with information so far and continue to ask anyone to come forward.

    Continuous innovation, global expansion and industrial upgrade will empower Chinese companies to counter rising protectionism and geopolitical tensions this year, driving foreign trade growth and reinforcing China’s global competitiveness, said market observers and exporters.

    Despite challenges, China’s foreign trade remains resilient, adapting to an increasingly complex global landscape shaped by the United States’ new tariff policies, supply chain disruptions, and regulatory uncertainties in certain countries, they added.

    Zhang Xiaotao, dean of the School of International Trade and Economics at the Central University of Finance and Economics in Beijing, said that as a major player in global trade, China has accumulated extensive experience in navigating international political and economic shifts over the past decade.

    “Foreign trade companies have already seen positive results from their strategic adjustments to tackle headwinds, including building new factories and overseas warehouses in countries such as Thailand, Hungary, the U.S. and Brazil, as well as increasing investment in research and development,” Zhang said.

    Denis Depoux, global managing director at German management consultancy Roland Berger, said that China is now increasingly recognized for its high-value, technologically advanced products, including electric vehicles, solar cells and liquefied natural gas carriers, as it moves up the value chain to drive export growth.

    Chinese companies exporting high-value products include Narwal, a manufacturer of household robots based in Shenzhen, Guangdong province. The company saw the number of its export markets expand from less than 10 in 2023 to over 30 last year, covering multiple regions and countries including North America, Europe, Australia and Japan.

    “We will continue to invest in multiple fields such as 3D perception, artificial intelligence solutions, binocular vision technologies and big data applications to win more orders,” said Zhang Junbin, the company’s founder.

    Li Lizhong, sales director at Zhejiang Yueli Electrical Co, a home appliances manufacturer based in Ningbo, Zhejiang province, said the company’s personal care products, such as hair dryers and curling irons, previously targeted the U.S. and Western Europe markets.

    “However, our exports to these traditional markets have been impacted by the U.S. tariff hike and the Russia-Ukraine conflict in recent years,” he said, adding that the company has launched more intelligent, eco-friendly home appliances to expand into markets in Central and Eastern Europe, and economies participating in the Belt and Road Initiative.

    Data from Ningbo Customs showed that Zhejiang Yueli’s hair dryer exports reached 602 million yuan ($82.4 million) in 2024, marking a 6.3 percent year-on-year increase, while the company’s exports in this category to Central and Eastern Europe totaled 45.46 million yuan, up 39.2 percent compared with 2023.

    Li said the increasing penetration of the internet in Central and Eastern Europe has allowed e-commerce to expand at a remarkable pace in countries such as Poland, the Czech Republic and Romania. The company’s cross-border e-commerce exports emerged as a key growth driver after it deployed resources in this business segment in the region, he added.

    As China continued to enhance its high-value export portfolio and deepen its market presence in emerging economies, the nation’s foreign trade rose 5 percent year-on-year to reach a record high of 43.85 trillion yuan in 2024, according to the General Administration of Customs.

    Meanwhile, China’s mechanical and electrical product exports grew 8.7 percent year-on-year, accounting for 59.4 percent of the country’s total exports. Last year, the country’s EV exports rose 13.1 percent compared with 2023, while its 3D printer exports increased 32.8 percent and industrial robot exports surged 45.2 percent.

    Lan Qingxin, a professor at the School of International Trade and Economics of the University of International Business and Economics in Beijing, said the restructuring of global supply chains and protectionist moves in certain countries have pushed Chinese companies to adapt and leverage their strong manufacturing and technological capabilities.

    By responding innovatively to these changes, the companies can meet market needs in other emerging economies, thereby enhancing their competitiveness and expanding their global presence, said Lan.

    A Chinese business delegation, organized by the China Council for the Promotion of International Trade, departed on Monday for Kazakhstan to explore new opportunities for economic and trade exchanges.

    During the four-day trip, the delegation, comprising representatives of more than 30 Chinese companies across industries such as petrochemicals and machinery manufacturing, hopes to sign several cooperation agreements and foster mutually beneficial outcomes.

  • MIL-OSI United Nations: The climate crisis: 5 things to watch out for in 2025

    The Amazonian city of Belém, Brazil, will be the global focus of efforts to tackle the climate crisis in November 2025, when it hosts one of the most significant UN climate conferences in recent years. 

    However, throughout the years there will be plenty of opportunities to make important progress on several climate-related issues, from the staggering levels of plastic pollution to financing the shift to a cleaner global economy.

    1 Can we keep 1.5 alive?

    Keep 1.5 alive” has been the UN’s rallying cry for a number of years, a reference to the goal of ensuring that average global temperatures don’t soar beyond 1.5 degrees higher than pre-industrial levels. The scientific consensus is that a lack of action would have catastrophic consequences, not least for the so-called “frontline States”, such as developing island nations which could disappear under the ocean, as sea levels rise.

    At COP30, the UN climate conference scheduled to take place between 10 and 21 November 2025, mitigation (in other words, actions and policies designed to reduce the greenhouse gas emissions that contribute to rising temperatures) is likely to a key focus.

    The nations of the world will arrive with upgraded, more ambitious commitments to lowering greenhouse gases. This is both a recognition that existing pledges are wholly inadequate, in terms of getting temperatures down, and part of the deal that Member States signed up to in 2015 at the Paris COP (nations are expected to “ratchet up” their commitments every five years. The last time this happened was at the 2021 Glasgow COP, delayed by one year because of the COVID-19 pandemic).

    2 Protecting nature

    Holding COP30 in the Amazonian rainforest region of Brazil is of symbolic importance. It harks back to the early days of international attempts to protect the environment: the pivotal “Earth Summit”, which led to the establishment of three environmental treaties on climate change, biodiversity, and desertification, took place in the Brazilian city of Rio de Janeiro in 1992.

    The location also highlights the role that nature has to play in the climate crisis. The rainforest is a massive “carbon sink”, a system that sucks up and stores CO2, a greenhouse gas, and prevents it from entering the atmosphere, where it contributes to warming.

    Unfortunately, rainforests and other “nature-based solutions” face threats from human development, such as illegal logging which has devastated huge swathes of the region. The UN will continue efforts begun in 2024 to improve the protection of the rainforest and other ecosystems, at biodiversity talks due to be resumed in Rome in February.

    3 Who’s going to pay for all this?

    Finance has long been a thorny issue in international climate negotiations. Developing countries argue that wealthy nations should contribute far more towards projects and initiatives that will enable them to move away from fossil fuels, and power their economies on clean energy sources. The pushback from the rich countries is that fast-growing economies such as China, which is now the biggest emitter of greenhouse gases in the world, should also pay their share.

    At COP29 in Baku, Azerbaijan, a breakthrough of sorts was made, with the adoption of an agreement to triple the amount of climate finance paid to developing countries, to $300 billion per year, by 2035. The deal is a definite step forward, but the final sum is far less than the $1.3 trillion that climate experts say these countries need in order to adapt to the crisis.

    Expect more progress to be made on financing in 2025, at a summit in Spain at the end of June. The Financing for Development conferences only take place once every 10 years, and next year’s edition is being billed as an opportunity to make radical changes to the international financial architecture. Environmental and climate concerns will be raised, and potential solutions such as green taxation, carbon pricing and subsidies will all be on the table.

    4 Laying down the law

    When the attention of the International Court of Justice turned to climate change in December, it was hailed as a landmark moment with regards to States’ legal obligations under international law.

    Vanuatu often experiences destructive extreme weather, such as typhoons, which are being exacerbated by climate change.

    Vanuatu, a Pacific island state particularly vulnerable to the crisis, asked the court for an advisory position, in order to clarify the obligations of States with regard to climate change, and inform any future judicial proceedings.

    Over a two-week period, 96 countries and 11 regional organizations took part in public hearings before the Court, including Vanuatu and a group of other Pacific islands States, and major economies including China and the USA.

    The ICJ will deliberate for several months before delivering its advisory opinion on the subject. Although this opinion will be non-binding, it is expected to guide future international climate law.

    5 Plastic pollution

    UN-convened talks on getting to grips with the global epidemic of plastic pollution edged closer to a deal during negotiations in Busan, South Korea.

    Some key advances were made during the November 2024 talks – the fifth round of negotiations following the 2022 UN Environment Assembly resolution calling for an international legally binding instrument on plastic pollution, including in the marine environment.

    Agreement on three pivotal areas needs to be ironed: plastic products, including the issue of chemicals; sustainable production and consumption; and financing.

    Member States are now charged with finding political solutions to their differences before the resumed session begins, and with landing a final deal that addresses the full lifecycle of plastics and delivers on the growing global momentum to end plastic pollution.

    “It is clear that the world still wants and demands an end to plastic pollution,” said UN Environment Programme (UNEP) Executive Director Inger Andersen. “We need to ensure we craft an instrument that hits the problem hard instead of punching below its potential weight. I call on all Member States to lean in.”

  • MIL-OSI Security: Miske Enterprise Member Sentenced to 20 Years in Federal Prison for Racketeering Conspiracy

    HONOLULU – Acting United States Attorney Kenneth M. Sorenson announced that John B. Stancil, 37, of Waimanalo, was sentenced today in federal court by U.S. District Judge Derrick K. Watson to 240 months of imprisonment (the statutory maximum) followed by 3 years of supervised release for racketeering conspiracy. Stancil pled guilty on January 22, 2024, in the middle of jury selection, to conspiring to conduct and  participate in the conduct of the affairs of a racketeering enterprise, the “Miske Enterprise,” through racketeering activity that included participating in the commission of murder-for-hire and acts relating to chemical weapons.

    In his plea agreement, Stancil admitted that he and other members of the Miske Enterprise participated in chemical weapon attacks on two Honolulu nightclubs in March 2017, carried out on the orders of codefendant Michael J. Miske. Stancil provided the toxic chemical used in the attacks – a substance called chloropicrin, which can cause death, temporary incapacitation, or permanent harm to humans. Stancil also admitted to joining a murder-for-hire conspiracy with Miske and other Enterprise members. Miske put a murder contract out on an individual he believed was cooperating with law enforcement. Stancil then provided details of where the victim lived to another co-conspirator who agreed to carry out the murder until Miske eventually rescinded the contract. Stancil also admitted he served as the getaway driver for multiple assaults ordered by Miske and on behalf of the Miske Enterprise. According to other information provided to the Court, Stancil also coordinated and participated in numerous robberies on behalf of the Miske Enterprise.

    Stancil was charged alongside twelve other defendants, all of whom pled guilty except for Michael J. Miske who proceeded to trial and was found guilty of racketeering conspiracy, murder, and 11 other felony charges on July 18, 2024. Seven other members and associates of the Miske Enterprise pled guilty to various offenses in related cases.

    “You cannot run from the facts,” Judge Watson advised Stancil during today’s sentencing before reciting the litany of racketeering acts for which the Court found Stancil responsible. Judge Watson found Stancil to be  “among the most culpable” of those in the Miske Enterprise, describing him as one of Michael Miske’s “key confidantes and lieutenants” and a “key player in terrorizing the citizenry of this city and county for years.” Judge Watson further noted that Stancil deserved an even higher prison sentence that the Court was not permitted to impose by statute.

    “Today’s sentence represents the culmination of years of tireless, dogged, skilled, and innovative work on the part of the United States Attorney’s Office for the District of Hawaii and our outstanding law enforcement partners, the Honolulu Division of the FBI, Internal Revenue Service, and Homeland Security Investigations, among others,” said Acting U.S. Attorney Ken Sorenson. “The court was deprived of the opportunity to sentence Michael Miske due to his untimely death following his guilty verdicts at trial for racketeering and other crimes. But today’s sentence, along with the 18 convictions we have secured against Miske’s henchmen and violent thugs, demonstrates our strong commitment to investigating, prosecuting, and convicting those who violate the law and endanger the safety and welfare of Hawaii’s citizens. Let today’s sentence and the convictions in these cases serve as a stark reminder to those who operate criminal enterprises in Hawaii that we have the tools, expertise, and resolve to bring them to justice.”

    “Mr. Stancil was a key member of the Miske Enterprise, actively participating in a longstanding pattern of racketeering activity involving murder-forhire, robbery, and use of chemical weapons,” said FBI Honolulu Special Agent in Charge David Porter. “This sentencing reflects years of collaboration between FBI Honolulu and our law enforcement partners. The FBI remains steadfast in its commitment to dismantle violent criminal enterprises, hold their members accountable, and pursue justice for victims.”

    “Mr. Stancil’s racketeering charge reminds us that organized crime threatens innocent lives for money,” said Adam Jobes, Special Agent in Charge of IRS Criminal Investigation’s Seattle Field Office. “Our agency follows the money so we can cut off organized crime at its roots.”

    This prosecution was part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligencedriven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    This case was investigated by the Federal Bureau of Investigation, the Internal Revenue Service Criminal Investigation, Homeland Security Investigations, the Criminal Investigation Division of the Environmental  Protection Agency, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, with assistance from the Honolulu Police Department, the Drug Enforcement Administration, the Coast Guard Investigative Service, the United States Marshals Service Fugitive Task Force, the Cybercrime Lab of the Department of Justice Criminal Division Computer Crime and Intellectual Property Section, the Hawaii Criminal Justice Data Center, the Honolulu Fire Department, the Hawaii National Guard, 93rd Civil Support Team, the Office of Investigations–Office of the Inspector General for the Social Security Administration, and the Department of Justice Office of the Inspector General.

    FORT WAYNE – Dontae L. Salter, 30 years old, of Fort Wayne, Indiana, was sentenced by United States District Court Chief Judge Holly A. Brady after pleading guilty to distributing methamphetamine, announced Acting United States Attorney Tina L. Nommay.

    Salter was sentenced to 292 months in prison followed by 5 years of supervised release.

    According to documents in the case, Salter distributed several pounds of methamphetamine from June through October of 2023.

    This case was investigated by the Federal Bureau of Investigation’s Fort Wayne Safe Streets Gang Task Force, which includes the FBI, the Indiana State Police, the Fort Wayne Police Department, and the Allen County Sheriff’s Department, with the Bureau of Alcohol, Tobacco, Firearms, and Explosives also assisting with the investigation. The case was prosecuted by Assistant United States Attorney Anthony W. Geller.

    This case was part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    This case was also part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    “In order to effectively connect our communities, it’s critical that our federal agencies work to address any potential problems that would slow or hinder this process of deployment. I’m proud to join my colleagues in reintroducing the NET Act, which will provide us with another tool to monitor the supply chain so these crucial projects can be executed in a timely manner,” Senator Capito said.
    BACKGROUND:
    Previous supply chain disruptions have delayed broadband infrastructure projects. A lack of transparency into the health of the telecommunications supply chain may contribute to future equipment shortages as federal broadband programs prioritize high-speed, reliable, and accessible networks.
    The Infrastructure Investment and Jobs Act (IIJA) invested billions to jumpstart broadband projects nationwide. This bill would help to identify supply chain issues earlier so they can be addressed with less impact on these ongoing projects.
    Specifically, the bill would require the FCC’s Communications Marketplace Report to describe to Congress the impact of supply chain disruptions on the timely completion or deployment of broadband infrastructure projects.

    Coinciding with Universal Health Coverage Day on Thursday the World Health Organization (WHO) released its 2024 Global Health Expenditure Report, revealing troubling declines in government health spending.

    The report, titled Global Spending on Health: Emerging from the Pandemic, shows a reduction in per capita government health expenditures in 2022 across all income groups, following a surge during the early COVID-19 pandemic years.

    This concerning trend undermines progress toward Universal Health Coverage (UHC), a goal enshrined in the Sustainable Development Goals (SDGs), the agency said.

    This year, Universal Health Coverage Day emphasises the urgent need for governments to prioritise financial protection, ensuring access to essential health services for all without risking financial hardship.

    A global health emergency

    The statistics are stark: 4.5 billion people worldwide lack access to basic health services, and 2 billion experience financial hardship from healthcare costs.

    For many, the high price of medical care presents impossible choices between vital treatments and necessities like food and housing.

    These challenges disproportionately impact vulnerable populations, including women, children, and adolescents, who face the greatest barriers to healthcare access.

    “While access to health services has been improving globally, using those services is driving more and more people into financial hardship or poverty,” said Tedros Adhanom Ghebreyesus, WHO Director-General.

    “Universal Health Coverage Day is a reminder that health for all, means everyone can access the health services they need, without financial hardship,” he added.

    The cost of inaction

    Reduced government health investments can have far-reaching consequences.

    Without sufficient funding, health systems waver, leaving populations vulnerable in both their routine health needs and crises.

    The COVID-19 pandemic shed light on the connection between UHC and health security, underscoring the need for resilient health systems that protect everyone, everywhere.

    Investing in health is not just a moral imperative but an economic one.

    Access to affordable healthcare improves workforce participation, boosts productivity, and fosters social cohesion.

    On the contrary, when healthcare costs force people into poverty, the economic ripple effects can be devastating.

    UHC Day 2024: A call to action

    Since the UN General Assembly’s endorsement of UHC in 2012, global leaders have reaffirmed their commitments in multiple declarations. Yet, financial protection has worsened over the last two decades.

    This Universal Health Coverage Day, advocates are urging governments to meet their commitments by prioritising health funding in national budgets.

    The 2024 UHC Day theme, “Health: It’s on the Government”, underscores the role of governments in ensuring equitable and affordable healthcare for all.

    Advocates are calling on leaders to protect the poorest and most vulnerable from impoverishing health costs and to ensure no one has to choose between healthcare and basic needs.

    The UN human rights chief on Monday urged Georgian authorities to respect and protect rights to freedom of expression and peaceful assembly, following four nights of protests marred by violence.

    The legitimate protests were dispersed using disproportionate and, in some cases, unnecessary force by the police in the capital, Tbilisi, according to the statement from High Commissioner for Human Rights Volker Türk.

    Dozens of protesters and media workers were reportedly injured during the demonstrations sparked by a prime ministerial announcement postponing negotiations on joining the European Union.

    Security forces reportedly used pepper spray, water cannons and chemical irritants against protesters and journalists. Some were also reportedly chased and beaten by unidentified assailants.

    The use of unnecessary or disproportionate force against protesters and media workers is extremely worrying,” said Mr. Türk. “All Georgians from across the political spectrum should be able to express their views about the future of their country freely and peacefully.”

    International human rights standards stipulate that States must promote an enabling environment for the exercise of right, including peaceful assembly, without discrimination, said UN rights office OHCHR.

    Any use of force by security personnel must remain “an exception and comply with the principles of legality, necessity, proportionality, precaution and non-discrimination.”

    Protesters must show restraint

    High Commissioner Türk also called on protesters to exercise their rights peacefully. Reports indicate rocks, fireworks and bottles were thrown at security forces, in addition to causing damage to the parliament building. The Ministry of Interior said at least 113 of its staff were injured.

    The Special Investigation Service of Georgia – an independent institution accountable to Parliament that investigates allegations against law enforcement officials – announced that it has launched a probe into the abuse of official authority by police officers.

    All those found responsible for violations should be held accountable, and allegations of ill-treatment of detainees should also be investigated,” the High Commissioner said.

    Individual officers from riot control squads or special police units, lack individual identification numbers or nametags – making accountability more difficult.

    “These incidents underscore once again the need to address this long-standing concern when it comes to establishing individual responsibility of law enforcement officers in Georgia,” said the rights chief.

    According to the Guide on Less Lethal Weapons in Law Enforcement, issued by OHCHR in 2020, authorities should ensure that “law enforcement officials be identifiable, for example by wearing nametags or individually assigned service numbers”.

    Scores detained

    Latest figures from the Ministry of Interior indicate that at least 224 people were detained during the four nights of protests. They face charges of petty hooliganism and disobeying lawful police orders. “Reports that a number of children are among those detained are particularly worrying,” Mr. Türk said. “All their rights must be fully respected.”

    He added that all those detained for the legitimate exercise of their rights to freedoms of expression and peaceful assembly must be freed “immediately and unconditionally.”

    “Those facing other charges should be guaranteed all their rights to due process, presumption of innocence, legal counsel, as well as the right to challenge the lawfulness of their pre-trial detention, and adequate medical care if needed.”

    The first subpoena I issued as the new chairman of the Permanent Subcommittee on Investigations was to the Department of Health and Human Services (HHS) for records relating to COVID-19 vaccine safety data and communications about the COVID-19 pandemic, including Dr. Anthony Fauci’s emails.
    These records and data were previously withheld by the Biden administration. This is a  culmination of a multi-year fight to overcome the obstruction of the Biden administration to get unredacted records and data about the COVID-19 pandemic and the safety and efficacy of the COVID-19 vaccines. For years, Biden officials at HHS and its subcomponent agencies withheld crucial health information the public. Many of my 70 oversight letters were either completely ignored or inadequately addressed.

    My budget proposals are as close as we will ever get to zero-based budgeting. Use one of the pre-pandemic spending levels as a starting point instead of starting at $7 trillion and suffering death by a thousand cuts. I’ve suggested using $5.5 trillion (which would match Biden’s projected revenue) and add if we must.
    If we use President Trump’s projected FY2025 outlays, plus Biden’s projected FY2025 spending for Social Security, Medicare, and Interest, then FY2025 outlays would equal $6.1 trillion. This will dramatically reduce the deficit, and put us in a position where actually balancing the budget is entirely doable.

    WASHINGTON – Today, U.S. Senators John Hickenlooper, Michael Bennet, and 10 of their Senate colleagues from Western states wrote a letter to Secretary of the Interior Doug Burgum and Acting Agriculture Secretary Gary Washington to raise the alarm about wildfire risk reduction projects that remove hazardous fuels on Bureau of Land Management lands, and to express concerns about the potential for a future freeze at the U.S. Forest Service.
    “Catastrophic wildfires across the United States are an ongoing national crisis and responding to them must be a national priority. These stop work orders and funding freezes jeopardize communities that depend on a robust federal response to our wildfire crisis – and also jeopardize small businesses, often in frontier and rural communities, that are contracted to do the work on the ground to reduce hazardous fuels,” wrote the senators.
    This follows President Trump’s illegal executive orders cutting federal funds to mitigate and fight wildfires and comes as communities in Colorado and nationwide prepare for wildfire season. Hazardous fuel removal projects cut off fuel to wildfires which increases ecosystem resilience – protecting firefighters and civilians alike. Delaying these treatments even for a short period can mean missing out on the right seasonal and weather conditions for safe removal.

    Dear Secretary Burgum and Acting Secretary Washington,
    We are writing with great concern about reports from our constituents that the Bureau of Land Management has issued stop work orders for hazardous fuels reduction projects. We are further concerned that fuels projects overseen by the U.S. Forest Service will be next. These projects are integral to increased safety and resiliency and any delay in implementation puts those communities at greater risk. We urge you to immediately rescind these stop work orders, halt any further stop work orders or funding freezes, and instead work with the tools and funds Congress has provided to better safeguard our communities from the serious risk of catastrophic wildfire.
    These projects are part of the Wildfire Crisis Strategy, funded by theInfrastructure and Investment in Jobs Act (IIJA) and the Inflation Reduction Act (IRA). Investing in fuels reduction treatments is a primary recommendation in the Wildland Fire Mitigation and Management Commission Report, a nonpartisan strategy document to tackle the myriad challenges associated with wildfire across the country. We also note with alarm that this report was removed from federal websites this week.
    In 2022, the Forest Service identified high-risk firesheds across the country to be prioritized for hazardous fuels reduction work through the Wildlife Crisis Strategy and Implementation Plan. The Forest Service chose 10 high-priority landscapes with the enactment of IIJA and an additional 11 landscapes with the enactment of IRA – each of these landscapes require significant investment to reduce wildfire risk. These 21 landscapes were awarded a total of $1.73 billion to protect at-risk communities, critical infrastructure, public water sources, and adjacent Tribal lands in 10 Western states: Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, and Washington. The Bureau of Land Management, Forest Service, States, Tribes, local stakeholders, and small businesses have been working together over the last three years to implement fuels reduction on these landscapes.

    In addition to endangering communities, the President’s Executive Orders freezing funding are flagrantly illegal. The Government Accountability Office, the Department of Justice Office of Legal Counsel (including in an opinion written by future Chief Justice of the Supreme Court, William H. Rehnquist), and the Supreme Court of the United States have all disavowed the notion of some “inherent Presidential power to impound,” as some in the Administration, as well as pending Administration nominees, have tried to argue without legal or textual basis.
    Not only does the Constitution vest the power of the purse with Congress and provide no power to the President to impound funds, but there have been several bedrock fiscal statutes enacted to protect Congress’ constitutional power of the purse and prevent unlawful executive overreach, including the Antideficiency Act and the Impoundment Control Act of 1974 (ICA). The ICA prohibits any action or inaction that precludes Federal funds from being obligated or spent, either temporarily or permanently, without following the strictly circumscribed requirements of that law, which have not been honored in this instance.
    As we’ve seen with the recent fires surrounding Los Angeles, wildfire does not distinguish between homes and trees. But we do have ways to mitigate the risk. One of the most effective strategies to reduce that risk is to reduce the hazardous natural fuels that surround our communities. These fuels reduction projects save lives and property, reduce the danger to firefighters, and return our lands to a fire-adapted ecosystem that can better withstand the threat to human life, communities, infrastructure, and property.   
    By terminating or even pausing these projects, all of the progress made at protecting these communities is at risk. We are imploring you to rescind the order to stop work on these hazardous fuels reduction efforts, as well as any other wildland fire management programs that are working to reduce risk and safeguard communities from catastrophic wildfire.

  • MIL-OSI United Nations: ICC issues arrest warrants for Netanyahu, Gallant and Hamas commander

    Judges on the ICC said there were reasonable grounds that the three men bore “criminal responsibility” for the alleged crimes committed “from at least 8 October 2023 until at least 20 May 2024” – the day the Prosecution filed the applications for warrants of arrest – the Court said in a press release.

    “With regard to the crimes, the [Court’s Pre-Trial Chamber I] found reasonable grounds to believe that Mr. Netanyahu…and Mr. Gallant…bear criminal responsibility for the following crimes as co-perpetrators for committing the acts jointly with others: the war crime of starvation as a method of warfare; and the crimes against humanity of murder, persecution, and other inhumane acts,” said the ICC.  

    The arrest warrants followed the ICC’s rejection of Israel’s challenges to the Court’s jurisdiction.

    Warrant against Hamas commander

    The warrant for Hamas military commander Mohammed Deif also alleges crimes against humanity and war crimes, although Israel has said that he was killed in an air strike in Gaza in July.  

    “The Chamber found reasonable grounds to believe that Mr. Deif … is responsible for the crimes against humanity of murder; extermination; torture; and rape and other form of sexual violence; as well as the war crimes of murder, cruel treatment, torture; taking hostages; outrages upon personal dignity; and rape and other form of sexual violence.

    Investigations continue

    The ICC said it was continuing to gather information regarding the reported death of Mr. Deif. As of 15 November, his status is unknown.  

    The Prosecution also noted that it continues to investigate the crimes in the ongoing conflict and envisions that further applications for warrants of arrest will be submitted,” the release added.

    The Prosecution had initially filed applications for warrants of arrest for two other senior Hamas leaders, Ismail Haniyeh and Yahya Sinwar. However, these were withdrawn following confirmations of their deaths.

    ‘In the interest of victims and their families’

    The three arrest warrants are classified as “secret” to protect witnesses and to safeguard the conduct of investigations.

    However, the Chamber decided to release the information due to the continuation of the war and likely violations of international law that are continuing in the Occupied Palestinian Territory, in particular the fact hostages continue to be held in Gaza.

    The Chamber considers it is also in the interest of victims and their families to be aware of the warrant’s existence,” the Court said.

    Prosecutor calls for focus on victims

    In a statement issued later on Thursday the ICC Prosecutor Karim Khan said that “our collective mind and focus should be on the victims of international crimes in Israel and in the State of Palestine.”

    He said during meetings with the victims and families of hostages taken on 7 October “and with victims from Gaza who have lost so many loved ones, I have underlined that the law is there for all, that its role is to vindicate the rights of all persons.”

    He stressed that the warrants had been sought in May following an independent investigation, and on the basis of objective, verifiable evidence, vetted through a forensic process.

    I appeal to all States Parties to live up to their commitment to the Rome Statute by respecting and complying with these judicial orders,” said Mr. Khan. “We count on their cooperation in this situation, as with all other situations under the Court’s jurisdiction. We also welcome collaboration with non-States Parties in working towards accountability and upholding international law.”

    The ICC is an independent judicial body established by the Rome Statute, which was adopted in 1998 and came into force in 2002.

  • MIL-OSI Australia: 50,000 first home buyers in dream home under Minns Government stamp duty leg-up as support passes $1 billion

    More than 50,000 first home buyers have found their dream home thanks to the Minns Labor Government’s signature stamp duty assistance program.

    The popular initiative has seen first home buyers save an average of $20,540, easing the pressure on the key task of saving for a deposit.

    Total stamp duty savings for first home buyers across NSW have topped $1 billion since July 2023.

    First home buyers are using the program to get a foot on the property ladder in a market heavily influenced by investors.

    The First Home Buyers Assistance Scheme provides a full exemption from stamp duty for eligible buyers purchasing up to $800,000, and a concession for purchases between $800,000 and $1 million. This means first home buyers can save up to $30,529 in stamp duty.

    Of the more than 50,000 first home buyers who have received support under the Minns Government’s program, more than 37,000 first home buyer households received a full exemption and more than 14,500 received a concession.

    More than 3,200 buyer households in the City of Parramatta have saved a total of $74.1 million, while more than 2,100 on the Central Coast have saved a total of $47.3 million.

    The 50,000 households milestone coincides with the release of a helpful dashboard detailing the program’s impact suburb-by-suburb.

(TSX:PPR) (“Prairie Provident” or the “Company”) is pleased to announce that it has entered into an agreement with Research Capital Corporation, as lead agent and sole bookrunner, on behalf of a syndicate of agents including Haywood Securities Inc. (collectively, the “Agents”), for a brokered “best efforts” equity financing for aggregate gross proceeds of up to approximately $9,100,000, comprised of:

    (a) an offering up to 96,470,589 units of the Company (“Units”) at a price of $0.0425 per Unit for gross proceeds of up to $4,100,000, on a prospectus-exempt basis pursuant to the ‘listed issuer financing exemption’ (LIFE) under applicable Canadian securities laws (the “LIFE Offering”), with (i) each Unit consisting of one common share of the Company (“Common Share”) and one Common Share purchase warrant (“Warrant”), and (ii) each Warrant to entitle the holder to subscribe for and purchase one Common Share at an exercise price of $0.05 for a period of 36 months following closing; and

    Prairie Provident’s Basal Quartz Play in Michichi: A Unique Publicly Traded BQ Junior

    Prairie Provident has established its Basal Quartz (“BQ”) play in the Michichi core area as a significant growth driver, supported by robust well economics, an extensive drilling inventory, and strategic infrastructure. In December 2024, Prairie Provident reported strong initial results from its first two BQ wells, effectively proving the play concept. The first horizontal well achieved an IP30 (initial 30-day average production) rate of approximately 415 boe/d (66% liquids)1 and the second delivered an IP21 (initial 21-day average production) rate of approximately 375 boe/d (64% liquids).2 Continued production in the weeks following has yielded IP60 (initial 60-day average production) rates of approximately 333 boe/d (66% liquids)3 and approximately 305 boe/d (62% liquids)4, respectively. A focus on operational efficiency brought both wells on-stream within 25 days of their respective spud dates.

    Prairie Provident has a Michichi-area land position of approximately 153,000 net acres (239 net sections) on which it has identified over 40 horizontal BQ drilling opportunities, providing ample room for growth. The availability of extensive 2D and 3D seismic data, along with legacy vertical wells penetrating the Mannville group, has significantly de-risked this play. Modern horizontal drilling techniques combined with enhanced frac completion designs have unlocked substantial economic potential, making the BQ competitive with other leading plays in the WCSB, including the Montney and Clearwater. Publicly-available industry data indicates that production along the BQ trend has surpassed 40,000 boe/d (77% liquids), with operators having drilled over 100 horizontal wells in 2024 alone, further de-risking the play. Offset competitor wells in analogous zones have demonstrated peak production rates exceeding 1,200 bbl/d, further validating the play’s potential.

    Basal Quartz Well Economics: High Returns, Quick Payouts

    The Company estimates that the average drill, complete, equip, and tie-in cost for a single BQ horizontal well in Michichi is approximately $3.5 million. The BQ play offers attractive returns and payouts, making it, in the Company’s view, one of the most competitive plays in the WCSB. Based on internal estimates, the Company’s BQ wells have the potential to deliver impressive internal rates of return (“IRRs”) greater than 300% (based on WTI US$70/bbl and AECO C$3.00/mcf) with payout periods of approximately eight months or less.

    Strategic Land Base with Multi-Year Inventory

    Prairie Provident holds a strategic and concentrated approximately 153,000 net acre (239 net sections) land base in Michichi and with multi-zone potential. In addition to the BQ, the acreage offers development opportunities in the Banff and other formations. With over 40 identified BQ drilling opportunities, Prairie Provident has the scalability to support long-term growth, benefiting from the de-risked nature of its lands due to offsetting competitor activity.

    Company-Owned Infrastructure and Significant Tax Pool Coverage

    Prairie Provident benefits from a combination of legacy and third-party infrastructure in the Michichi area, providing advantageous egress solutions. The Company owns two oil batteries (one LACT-connected) and two gas plants with a combined inlet capacity of 10 MMscf/d.     Barrels of Oil Equivalent

    The oil and natural gas industry commonly expresses production volumes and reserves on a “barrel of oil equivalent” basis (“boe”) whereby natural gas volumes are converted at the ratio of six thousand cubic feet to one barrel of oil. The intention is to sum oil and natural gas measurement units into one basis for improved analysis of results and comparisons with other industry participants. A boe conversion ratio of six thousand cubic feet to one barrel of oil is based on an energy equivalency conversion method primarily applicable at the burner tip. It does not represent a value equivalency at the wellhead nor at the plant gate, which is where Prairie Provident sells its production volumes. Boe’s may therefore be a misleading measure, particularly if used in isolation.
