    Deputy Prime Minister Tatyana Golikova spoke at a joint meeting of the State Duma committees in preparation for holding a government hour on the topic “On priorities in implementing the demographic policy of the Russian Federation.” The meeting was also attended by Minister of Labor and Social Protection Anton Kotyakov, Minister of Finance Anton Siluanov, Minister of Culture Olga Lyubimova, representatives of the Ministry of Health and the Ministry of Construction and Housing and Utilities.

  • MIL-OSI Canada: Tribunal Issues Determination of Reasonable Indication of Injury—Steel Strapping from China, South Korea, Türkiye and Vietnam

    Ottawa, Ontario, July 10, 2025—The Canadian International Trade Tribunal today determined that there is a reasonable indication that the dumping of steel strapping from China, South Korea, Türkiye and Vietnam, and subsidizing of steel strapping from China have caused injury or are threatening to cause injury to the domestic industry.

    The Tribunal’s inquiry was conducted pursuant to the Special Import Measures Act as a result of the initiation of dumping and subsidizing investigations by the Canada Border Services Agency (CBSA). The CBSA will continue its investigations and, by August 8, 2025, will issue preliminary determinations.

    The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.

  • MIL-OSI Security: Leader of Mexican Sex Trafficking Organization Sentenced to 188 Months in Prison

    Defendant is the Last Member of a Family-Run Sex Trafficking Ring to be Sentenced

    Earlier today, at the federal courthouse in Brooklyn, Hugo Hernandez-Velazquez was sentenced by United States District Judge William F. Kuntz to 188 months’ imprisonment for sex trafficking multiple victims by force, fraud, and coercion.  The defendant was extradited from Mexico to the United States in February 2021.  He pleaded guilty to one count of sex trafficking in April 2023.  Hernandez-Velazquez will be deported to Mexico after completing his sentence.

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York and Ricky J. Patel, Special Agent in Charge, Homeland Security Investigations, New York (HSI New York), announced the sentence.

    “For years, the defendant and his siblings operated an illegal, abusive, and exploitative sex trafficking operation that stripped victims of their dignity and subjected them to inhumane violence,” stated United States Attorney Nocella.  “It is my hope that the prosecution of their tormentors and the punishment meted out will provide a measure of closure for the brave survivors who assisted the investigation and will help them on their path to healing.”

    “For nearly a decade, the defendant and his family oversaw a vicious sex trafficking campaign wrought with violence, manipulation, coercion, and outright force against women whom they lured into romantic relationships through false promises of love and support,” stated HSI Special Agent in Charge Patel.  “Every day, victims are targeted for human trafficking and other vile forms of exploitation and abuse, often at the hands of their own spouses or purported caretakers.  Today’s sentencing is no doubt a direct result of the bravery of each survivor who courageously spoke up.  Together with our partners, HSI is unflinchingly committed to investigating and vigorously pursuing anyone, anywhere, who sexually exploits the very individuals they claim to care for.”

    Mr. Nocella commended HSI New York’s Trafficking in Persons Unit for leading the investigation of the Hernandez-Velazquez Sex Trafficking Organization; thanked the HSI Mexico City Attaché Office, the Department of Justice’s Office of International Affairs, the U.S. Department of State, Interpol, International Affairs Department of the Attorney General’s Office in Mexico, the Law Enforcement Unit of the State of Tlaxcala Attorney General’s Office, Interpol Mexico, and the New York City Police Department for their assistance; and praised the government of Mexico for its role in advancing bilateral anti-trafficking enforcement efforts.  Mr. Nocella also acknowledged the non-governmental victim service providers and advocates for their dedicated efforts to restore and improve the lives of survivors of trafficking and their families.

    Between approximately 2001 and 2009, the defendant and his siblings, Ernesto, Giovanni and Arcelia Hernandez-Velazquez, ran the Hernandez-Velazquez Sex Trafficking organization (the family organization) based in Mexico.  The family organization used force, fraud, and coercion to cause young women in Mexico to engage in prostitution in the United States.  Members of the family organization lured victims into romantic relationships through false promises of love and support.  The victims were pressured to travel to the United States with promises of a better life with their trafficker.  Once smuggled into the United States, the victims were forced to engage in prostitution.  The family organization maintained a base in Queens, New York, where victims would reside while they were forced to work in New York and other states, including Alabama, Connecticut, Florida, Georgia, Louisiana, Maryland, Massachusetts, Mississippi, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Tennessee, and Virginia.  The defendant subjected his victims to physical beatings, forced abortions, and threats. The defendant also threatened violence to the victims’ families to force the victims to continue prostituting on his behalf.

    Judge Kuntz previously sentenced Hernandez-Velazquez’s siblings who also pleaded guilty to sex trafficking: Ernesto Hernandez-Velazquez and Giovanni Hernandez-Velazquez were each sentenced to 210 months’ imprisonment; and Arcelia Hernandez-Velazquez, who pleaded guilty to a Mann Act Violation, was sentenced to time served after approximately 60 months in U.S. custody.

    The investigation, prosecution, bilateral enforcement action, and extradition of the defendant from Mexico was coordinated through the U.S.-Mexico Bilateral Human Trafficking Enforcement Initiative.  Since 2009, the Departments of Justice and Homeland Security have collaborated with Mexican law enforcement counterparts in a Bilateral Human Trafficking Enforcement Initiative to dismantle human trafficking networks operating across the U.S.-Mexico border, bring human traffickers to justice, restore the rights and dignity of human trafficking victims, and reunite victims with their children.  These efforts have resulted in successful prosecutions in both Mexico and the United States, including U.S. federal prosecutions of over 175 defendants in multiple cases in Georgia, New York, Florida, and Texas, in addition to numerous Mexican federal and state prosecutions of associated sex traffickers. 

    The government’s case is being handled by the Office’s Human Trafficking and Civil Rights Section.  Assistant United States  Attorney Erin Reid is in charge of the prosecution.

  • MIL-OSI Security: Two Johnstown Residents Each Sentenced to Eight Years or More of Prison for Trafficking Crack Cocaine

    JOHNSTOWN, Pa. – Two residents of Johnstown, Pennsylvania, were sentenced in federal court on their convictions of conspiracy to distribute and possess with the intent to distribute crack cocaine, Acting United States Attorney Troy Rivetti announced today.

    The sentences imposed by United States District Judge Marilyn J. Horan were:

    Defendant Age Sentence
    Kevin Johnson 39 100 months in prison, to be followed by four years of supervised release
    Daniel Culmer 58 96 months in prison, to be followed by six years of supervised release

    According to information presented to the Court, from in and around March 2021 to July 2021, in the Western District of Pennsylvania, Johnson conspired to distribute and possess with intent to distribute 28 grams or more of a mixture of crack cocaine. From in and around April 2021 to July 2021, Culmer conspired to distribute and possess with intent to distribute a quantity of a mixture of crack. Johnson and Culmer were intercepted on a federal wiretap obtaining quantities of the drugs that they distributed to others. At the time of his offense, Culmer was on supervised release for a prior federal conviction in 2018 in the Western District of Pennsylvania for distributing heroin.

    Assistant United States Attorney Maureen Sheehan-Balchon prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Federal Bureau of Investigation’s Laurel Highlands Resident Agency and Homeland Security Investigations for the investigation that led to the successful prosecution of the defendants. Additional agencies participating in this investigation include the Bureau of Alcohol, Tobacco, Firearms and Explosives, Internal Revenue Service–Criminal Investigation, United States Postal Inspection Service, Pennsylvania Office of Attorney General, Pennsylvania State Police, Cambria County District Attorney’s Office, Indiana County District Attorney’s Office, Cambria County Sheriff’s Office, Cambria Township Police Department, Indiana Borough Police Department, Johnstown Police Department, Upper Yoder Township Police Department, Richland Police Department, Ferndale Police Department, and other local law enforcement agencies.

    ENGLEWOOD, Colo., July 10, 2025 (GLOBE NEWSWIRE) — Gevo, Inc. (NASDAQ: GEVO) is pleased to announce that Barclays Capital Inc. has purchased $40 million of newly issued non-recourse tax-exempt private activity bonds (the “2025 Bonds”) issued by the Iowa Finance Authority for the benefit of Gevo’s wholly owned subsidiary, Gevo NW Iowa RNG, LLC (“Gevo RNG”). The bond proceeds were used to refinance $40 million of the previously issued Iowa Finance Authority Solid Waste Facility Revenue Bonds (Gevo NW Iowa RNG, LLC Renewable Natural Gas Project), Series 2021 (Green Bonds) (the “Previous Bonds”), which were issued in the aggregate principal amount of $68.2 million and secured by an irrevocable direct pay letter of credit. This partial refinancing of the Previous Bonds enabled Gevo to release $40 million of restricted cash that was securing the letter of credit and increase its balance sheet liquidity by approximately $30 million after paying transaction costs and funding reserves associated with the 2025 Bonds.

    Gevo expects to release additional restricted cash later this year by refinancing the remaining balance of the Previous Bonds through the issuance of an additional series of 2025 Bonds.

    Gevo RNG generates renewable natural gas (“RNG”) by collecting manure on dairy farms and placing it in anaerobic digesters installed on those farms, where biogas is captured, then refined to serve as a more sustainable alternative to fossil natural gas as a transportation fuel. Gevo RNG sells the RNG into California via a marketing agent. In March 2025, Gevo RNG received California Air Resources Board (“CARB”) certification of a carbon intensity score of negative 339 gCO2e/MJ to be used in calculating California’s Low Carbon Fuel Standard (“LCFS”) credits. Under current LCFS modeling, RNG produced by Gevo RNG is expected to yield upwards of 175,000 metric tons of carbon dioxide equivalent greenhouse gas emissions reductions annually. Gevo continues to explore increased scaling and margin expansion opportunities for its RNG business, and how to leverage it synergistically with its other lines of business.

Specifically, the bill would mandate that by 2050, ships must cut all greenhouse gas pollution, and by 2035, they must emit zero emissions while parked at ports.     • The Adriatic Link, a strategic project for Italy’s energy system included in the National Integrated Plan for Energy and Climate, is Terna’s submarine power line that will connect the Marche and Abruzzo regions.
    • The financing for Terna is structured as follows: a €750 million loan from the EIB, a €500 million loan from Intesa Sanpaolo, and an additional €250 million credit line from Intesa Sanpaolo with indirect EIB funding. All transactions are backed by SACE’s Archimede Guarantee for an amount exceeding 1 billion.

    The European Investment Bank (EIB), Terna, Intesa Sanpaolo (IMI Corporate and Investment Banking Division) and SACE have signed agreements totalling €1.5 billion to back the development and construction of the Adriatic Link, the submarine power cable linking the Italian regions of Marche and Abruzzo. The main objectives of the project are to strengthen energy exchange in central Italy and promote the integration of renewable energy sources.

    The signature ceremony took place in Rome today with the participation of EIB Group President Nadia Calviño, EIB Vice-President Gelsomina Vigliotti, Terna CEO and General Manager Giuseppina Di Foggia, SACE CEO and General Manager Alessandra Ricci, and Head of Industry Infrastructure in Intesa Sanpaolo’s IMI Corporate and Investment Banking Division Riccardo Dutto.

    The operation is financially structured into three tranches, all of which are covered by SACE’s Archimede guarantee for an amount exceeding 1 billion euros:

    • A €750 million loan granted by the EIB to Terna, with a duration of 22 years;
    • A €500 million credit line provided by Intesa Sanpaolo to Terna, with a duration of 7 years;
    • An additional €250 million loan from Intesa Sanpaolo, with funding made available by the EIB and a duration of 7 years, in support of the project.

    The Adriatic Link is strategically important for Italy’s power grid and is part of the country’s national energy and climate plan. It will strengthen energy exchange in central Italy, meeting the security and flexibility needs of the national power grid and development and renewable energy integration targets

    The high-voltage direct current (HVDC) line will be 251 km long, 210 km of which will be submarine cable at a maximum depth of around 100 metres. It will have a nominal active transmission capacity of 1 000 MW and will link the Fano (Province of Pesaro and Urbino) and Cepagatti (Province of Pescara) electrical substations. The cable will be underground or under the seabed for the entire route, minimising the impact on the region. Work (authorised by the Ministry of the Environment and Energy Security in January 2024) on land began late last year.

    The project will also have a positive economic impact in cohesion regions, contributing to local development.

         The National Security Department (NSD) of the Hong Kong Police Force took enforcement actions on July 9 and arrested four men, aged between 15 and 47, who were suspected of illegally participating in the Hong Kong Democratic Independence Alliance, which was established in China’s Taiwan region and engaged in activities aimed at committing subversion, in contravention of the offence of subversion under Article 22 of the National Security Law. The arrested persons are being detained for investigation.

         The Hong Kong Democratic Independence Alliance was established in 2024 through a social media platform, with the objectives of committing subversion and achieving “Hong Kong independence”. The organisation has publicly expressed its stance in support of secession and subversion on various occasions. Investigation revealed that the arrested persons held different roles within the organisation and were actively involved in its affairs, including planning publicity, liaising with external forces and organising related activities.

         Police stressed that any person or organisation inciting secession, subversion or endangering national security in any form is committing a serious offence. Any person who contravenes the offence of “subversion” is liable to a maximum penalty of life imprisonment. Police will ensure that the law is observed and strictly enforced, and will take resolute actions to hold offenders accountable. All illegal acts will be followed up to this end.

    BOISE — Attorney General Raúl Labrador won a unanimous Idaho Supreme Court victory affirming his authority to investigate alleged misuse of government grants issued to charitable organizations in the state of Idaho. The Court reversed the ruling that blocked the Attorney General from obtaining information from 19 grant recipients. The Court affirmed his authority to issue civil investigative demands (CIDs) under the Idaho Charitable Assets Protection Act (“ICAPA”), the Idaho Charitable Solicitation Act (“ICSA”), and the Idaho Consumer Protection Act. Under this investigative authority, the Attorney General may issue CIDs to any person who he has “reason to believe” possesses relevant information regarding a suspected violation of ICAPA and ICSA.  “The Idaho Supreme Court unanimously confirmed we have full authority to investigate potential misuse of charitable funds and to seek information from anyone who may have relevant knowledge,” said Attorney General Labrador. “We have worked cooperatively with many entities throughout this process. Those who have worked with us understand that our goal is not to punish grant recipients but to ensure taxpayer funds were used according to state law. We will continue to defend the investigative powers the Legislature has entrusted our office.” In 2021, the Idaho Legislature established the Community Partner Grant Program using American Rescue Plan Act funds provided by Congress to help states address COVID-19’s impact on school-aged children, including learning loss. The Legislature appropriated a total of $72 million—$36 million in 2021 and $36 million in 2022—with specific restrictions requiring the funds be used only for in-person educational and enrichment activities serving children ages 5 through 13. In 2023, Attorney General Labrador received reports alleging certain grant funds were improperly used contrary to statutory requirements. He issued Civil Investigative Demands to grant recipients and others who the Attorney General believed might have knowledge of the alleged misuse of charitable funds.  The Court determined that grant funds fit within the statutory definition of charitable donations, giving the Attorney General clear authority to seek information under Idaho’s charitable protection laws. The Court ruled that the Attorney General can demand information from anyone he has reason to believe possesses relevant knowledge about suspected violations. The Court held that a single request for information within one of the 35 investigative demands was overbroad and remanded it to the district court, while upholding the Attorney General’s authority to seek relevant information. The Court declined to award attorney fees.

  • MIL-OSI Europe: EU Member States join programme supporting EU exports to Ukraine

    Ten EU Member States – Denmark, Finland, France, Germany, Italy, Latvia, Romania, Slovakia, Slovenia and Spain – have joined InvestEU’s Ukraine Export Credit Pilot, a guarantee facility backed by the European Investment Fund (EIF), part of the European Investment Bank Group. Three more countries are expected to join the programme soon. 

    Under the programme, national export credit agencies in each country each country will receive an EIF-backed guarantee for national exporters of goods and services to Ukraine. They are also eligible for support from InvestEU Advisory services.

    The guarantees help reduce financial risks and keep exports flowing – from machinery and building materials to critical technologies – while also supporting Ukraine’s deeper integration into the EU single market and its longer-term path toward EU membership.

    The bank created by the NIIC Act would be authorized to provide loans and loan guarantees to local infrastructure projects, giving local governments another potential funding source in addition to support provided by the Bipartisan Infrastructure Law or other federal and state funding sources.

  • MIL-OSI Security: Jury Convicts Tallahassee Man of Attempting to Entice a Minor to Engage in Sexual Activity

    TALLAHASSEE, FLORIDA – Jelani Amari Petersen, 28, of Tallahassee, Florida, was found guilty by a federal jury yesterday of attempting to entice a minor to engage in unlawful sexual activity. The verdict was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    U.S. Attorney Heekin said: “I am proud of the great work by my office and our state and federal law enforcement partners to take this sex offender off our streets. This case exemplifies the mission set forth by President Donald J. Trump and Attorney General Pamela Bondi: protect America’s children against predators like this defendant. My office will continue to aggressively prosecute such offenses to keep our most vulnerable members of the community safe from the predations of these sick individuals.”

    Trial testimony demonstrated that in September 2024, federal, state, and local law enforcement executed Operation Lifeguard, an undercover operation designed to apprehend individuals who use the Internet to sexually exploit children online. During the operation, Petersen communicated with an undercover officer who he believed to be a minor female, and expressed interest in engaging in sexual activity with the child in exchange for money. When Petersen arrived at a pre-arranged meeting location, law enforcement arrested him and searched his car. A subsequent search of his cellular phone, confirmed his communication with the undercover officers.

    Petersen faces a minimum mandatory sentence of 10 years in federal prison and a maximum of life imprisonment, followed by a term of five years to life of supervised release. He will also be required to register as a sex offender.

    The case involved a joint investigation by the Leon County Sheriff’s Office, the Federal Bureau of Investigation, and the U.S. Department of Homeland Security’s Homeland Security Investigations. The case is being prosecuted by Assistant United States Attorneys Justin M. Keen and Meredith Steer.

    Sentencing is scheduled for October 3, 2025, at 11:00 am at the United States Courthouse in Tallahassee before Chief United States District Judge Allen C. Winsor.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Launched in May 2006 by the Department of Justice and led by the U.S. Attorney’s Offices and the Criminal Divisions Child Exploitation and Obscenity Section (CEOS), it marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
