    gyptian authorities must stop trying civilians in military courts, said Amnesty International and the Sinai Foundation for Human Rights, ahead of an expected verdict on 12 February in the military trials of five civilians in relation to fishing in a lake in North Sinai controlled by a development agency operating under the ministry of defence.

    On 6 and 7 January, a military police unit from the Egypt’s Future Sustainable Development Agency (EFSDA) arrested five fishermen at Lake Bardawil.  Military prosecutors investigated the men on charges of fishing during “prohibited periods” as well as being in a military area without permission. President Abdel Fattah al-Sisi had placed the lake, a fishing spot for around 3,500 fishermen, under military jurisdiction in 2019, according to presidential Decree No. 294 of 2019.

    “It is a travesty that a group of fishermen have found themselves facing military trial for fishing in a lake without authorization. Trying civilians in military courts is a flagrant violation of Egypt’s international human rights obligations. Military authorities must immediately drop the charges against the five men and release them. They must be tried by independent and impartial civilian courts in proceedings meeting international standards of due process and fair trial,” said Ahmed Salem, Executive Director of the Sinai Foundation for Human Rights (SFHR).

    It is a travesty that a group of fishermen have found themselves facing military trial for fishing in a lake without authorization.

    “Egypt’s military courts have a notorious history of handing down unjust convictions and sentences, including death sentences, following grossly unfair trials. The authorities must overhaul legislation to ensure that military courts have no jurisdiction over civilians in any case,” said Sara Hashash, Deputy Regional Director for the Middle East and North Africa at Amnesty International.

    The fishermen, who are in their twenties, are facing two separate military trials. Amnesty International and the SFHR reviewed copies of the arrest reports, prosecution reports, and charge sheets for both trials. The organizations also spoke with a lawyer who attended the hearings, two employees of an official body responsible for lake management, and relatives of detainees.

    The trials were marred by violations of fair trial guarantees. According to a lawyer who attended hearings for both cases on 28 January the defendants’ lawyers made a request to cross-examine the prosecution witnesses, but the court ignored their request. The court also held two hearings on 5 and 6 February without any of the defendants present.

    All five detainees are currently held by Central Security Forces, operating under the ministry of interior, in Ismailia Security Forces Camp, which is not officially recognized as a detention facility.

    The five defendants are tried under Law No. 146 of 2021 on the Protection and Development of Lakes and Fisheries, which stipulates that Lake Protection and Fish Wealth Development Authority (LPFWDA), affiliated with the cabinet, is responsible for determining areas in or periods during which fishing is banned. According to the law, fishing during prohibited periods or in banned areas is a crime punishable by six months to two years imprisonment and/or a fine between 10,000 EGP to 100,000 EGP.

    In 2022, President Abdel Fattah al-Sisi established the EFSDA by a decree No. 591 of 2022, which was never made public. Since then, the government has assigned several large projects to the agency including development projects in South Egypt and North Sinai, according to local media.

    On 31 October 2024, the spokesman of the government announced that the EFSDA will begin development works in Lake Bardawil aiming at achieving

    “the economic development of the lake”, according to an official statement by the Council of Ministers. The lake was previously under the supervision of LPFWDA, which by law supervises lakes across the country. Two employees at the LPFWDA told Amnesty International and SFHR that, since the government’s announcement EFSDA has taken full control of the lake supervision.

    Military trials of civilians in Egypt are inherently unfair because all personnel in military courts, from judges to prosecutors, are serving members of the military who report to the Minister of Defence and do not have the necessary training on rule of law or fair trial standards. Verdicts by military courts are subject to appeal before higher military courts as well, and ratification by the President.

    On 28 January 2024, the Egyptian parliament approved new amendments to Law No. 25 of 1966 on the Military Code of Justice that further expand the jurisdiction of military courts to prosecute civilians. The new amendments added to the military jurisdiction include “crimes committed against public and vital facilities and public properties, and other comparable things, that are protected by the armed forces”. Presidential ratification of the amendments was never published in the official gazette.

    These amendments coincided with the enactment of Law No. 3 of 2024, ratified by President Abdel Fattah al-Sisi on 5 February 2024, which expanded military jurisdiction over civilians for even more crimes than in the parliament’s previously mentioned amendments to the Military Code of Justice. The law authorizes the military to assist the police in safeguarding public and vital facilities and “services,” as well as addressing crimes committed against them, including crimes that “undermine the basic needs of society, including food commodities and essential products.”

    Background

    Egypt has a long track record of trying civilians before military courts. Most recently, in December 2024 a military court sentenced 62 residents of North Sinai governorate to prison terms ranging from three to 10 years on charges of damaging military vehicles and using force against public officials.

    The trial followed a sit-in in October 2023 by residents of Sheikh Zuwayed city, who had been forcibly evicted by the authorities demanding to return to their homes. The sit-in was forcibly dispersed by the military. On 24 December 2024, President Abdel-Fattah El-Sisi issued a presidential pardon for 54 of them. 

    For over a decade, Egyptian armed and security forces have engaged in military operations against armed groups in North Sinai. In April 2023, President Abdel Fattah al-Sisi declared the end of ongoing military operations in North Sinai. However, the region remains as a de facto military zone, with the Egyptian authorities continuing to maintain a strict media blackout on the security situation in North Sinai. They have for years prevented media, human rights organizations and independent observers from accessing the region. Several presidential decrees, including Decree No. 444 of 2014 and Decree No. 420 of 2021, have placed large areas of North Sinai under military jurisdiction, further militarizing the region and hampering independent reporting.

    The 14th Asian Fisheries and Aquaculture Forum (14AFAF), with the theme “Greening the Blue Growth in Asia-Pacific” is being organized in New Delhi during February 12-14, 2025. The Asian Fisheries and Aquaculture Forum (AFAF) is a triennial event of the Asian Fisheries Society with its Headquarters in Kuala Lumpur, Malaysia. This 14th AFAF is being jointly organized by the Asian Fisheries Society (AFS), Kuala Lumpur; Indian Council of Agricultural Research (ICAR), New Delhi; the Department of Fisheries (DoF), Government of India; and the Asian Fisheries Society Indian Branch (AFSIB), Mangalore. This prestigious event is being hosted in India for the 2nd time after the 8AFAF held at Kochi in 2007.

     

    The 14th AFAF brings together key players from the fisheries and aquaculture sectors and will host around 1,000 delegates from 24 countries, including researchers, policymakers, industry leaders, and stakeholders. The Asian Fisheries and Aquaculture Forum (AFAF) has a strong legacy of fostering global collaboration in the sector. Since its inception, the forum has been successfully hosted in multiple countries across Asia. Hosting the 14th AFAF in India after 18 years highlights the country’s growing prominence in global fisheries and aquaculture. With a rapidly expanding blue economy, progressive government policies, and significant scientific advancements, India has emerged as a key player in sustainable fisheries and aquaculture. Today, India occupies 2nd position in total fish production and also aquaculture production globally. The forum will provide a platform to showcase India’s contributions, strengthen international partnerships, and promote innovative approaches for sustainable, resilient, and economically viable fish production systems.

Dr. Himansu Pathak, Secretary, DARE, and Director General, ICAR; Dr. Abhilaksh Likhi, Secretary, Department of Fisheries, Government of India; Dr. S.     His Excellency Mr Guillaume Lemoine presented his Letter of Credence to the Head of State of Samoa, Afioga Tuimalealiifano Vaaletoa Sualauvi II at a presentation of credential ceremony held this morning at the Head of State’s official residence in Vailele accrediting His Excellency as the first resident Ambassador Extraordinary and Plenipotentiary of France to Samoa.

    Samoa and France have enjoyed cordial relations since the establishment of diplomatic relations on 1 March 1974. The Ambassador expressed that with over 50 years of diplomatic relations, the establishment of a permanent French Embassy in Apia is a historical step forward, which will contribute to strengthening the ties with Samoa and the French territories of French Polynesia, New Caledonia and Wallis & Futuna. The Head of State echoed the Ambassador’s sentiments and stated that the decision to set up an Embassy in Samoa “…places prominence on the recognition of our growing relations and the mutual respect we have for each other.”

    Both the Head of State and the Ambassador acknowledged the contributions of Ms Zita Martel as the French Honorary Consul in Samoa for the last 25 years in strengthening bilateral relations through the promotion of culture and friendship. Afioga Tuimalealiifano expressed that he is confident that the appointment of H.E Guillaume Lemoine as the first Ambassador of France to Samoa with residence in Apia, will further strengthen the existing relations between our two countries.

    His Excellency Mr Guillaume Lemoine holds a Master’s degree in Computer Science Management, a Post-graduate degree in Computerization of Organizations and is a former student of the Paris Institute of Political Studies. Mr Lemoine is a career diplomat who served in various diplomatic missions of France in Athens, Beirut, Kuwait and Lomé. Mr Lemoine was the Ambassador of France to Papua New Guinea prior to his appointment as the first resident Ambassador of France to Samoa. He was awarded distinctions in Medal of Honour of Foreign Affairs and as Knight of the National Order of Merit. Mr Guillaume Lemoine is married to Ms Olivia de Saint-Luc and they have three daughters.

  • MIL-OSI United Kingdom: Leased car park’s upper storey closed for safety reasons

    The upper tier of a Harpenden car park – leased by St Albans City and District  Council – has been shut for safety reasons until further notice. 

    Around 100 spaces have been put out of action at Bowers Way West with some 60 spaces on the ground floor still available.

    The Council has been informed that a structural weakness had been identified during an inspection of the building which is owned by Edenrise Properties.

    Council officers are now waiting for an update from Edenrise about their future plans.

    Councillor Helen Campbell, Lead for Car Parking, said:

    This issue came as a bolt out of the blue and was completely unexpected.

    Sainsbury’s, who also lease some of the site, advised us about the issue and we had no option but to order the car park’s upper storey to be closed to ensure the safety of the public.

    It is most unfortunate news for Harpenden where demand for parking spaces is high.

    However, I am sure residents will understand that this issue is completely out of our control as we do not own the building or have responsibility for maintaining its structure, and safety needs to be the primary concern.

    Our car parking team has been at the scene and started discussions with Edenrise about the next steps. We will keep residents informed about any updates we receive.

    Bowers Way West season ticket holders will be allowed to use Bowers Way East, which has 148 spaces and three disabled bays, at no extra charge.

    The Council operates two other car parks in Harpenden with a further 532 spaces: Lydekker, which is owned by Harpenden Town Council, and Amenbury Lane.

  • MIL-OSI United Kingdom: Construction begins on £1million new fish pass at chalk stream

    The Environment Agency has started construction of a £1million new fish pass at Turf Lock on the River Lark at Mildenhall in Suffolk.

    The River Lark is a chalk stream and one of just over 200 in the world.

    The aim of the work is to enable the free flow of native wild brown trout, eels and coarse fish. This will allow them to access habitat in the River Lark upstream of Mildenhall for spawning and foraging.

    The project is part of the Brecks Fen Edge & Rivers Landscape Partnership Scheme,  supported by the National Lottery Heritage Fund.

    The partnership is hosted by Suffolk County Council and includes local councils, the Environment Agency, Anglian Water, Natural England, and many more.

    Work will be carried out to remove two weirs that are currently impeding the fish and eels’ progress at Turf Lock. Once this work is done a new fish passage known as a rip rap rock ramp will be created using natural limestone boulders. A rip rap rock ramp provides shelter to the fish as they go between them. This work will take around three months to complete.

    Chalk streams are a ‘valuable natural resource’

    It’s fantastic to see work beginning on this important nature recovery project, as part of the catchment-based approach.

    Chalk streams are an incredibly valuable natural resource which the Environment Agency are working hard to restore and protect through working in partnership.

    Turf Lock is one of three structures in Mildenhall that will need modification for fish passage. Through consultation with Mildenhall Town Council, West Suffolk Council, landowners and local residents we are hopeful that we can continue to work in partnership to improve the biodiversity of the land around the river as well.

    Councillor Philip Faircloth-Mutton, Suffolk County Council’s Cabinet Member for Environment, Communities and Equality said:

    Suffolk County Council is proud to support excellent partnership projects such as this, that deliver meaningful, and lasting outcomes to protect and enhance Suffolk’s biodiversity through the restoration of our valuable chalk steam habitats.

    Ian Shipp, West Suffolk’s Cabinet Member for Leisure and Culture said:

    We welcome this work which will benefit the river and support biodiversity in line with our own strategic priority for environmental resilience and thank all of those involved for their hard work in delivering such a complex scheme.

    Whilst this work is carried out the footpath from the path adjacent to the works will be closed, on the North side of the River Lark, from the bridge at Mill Street, to the access track adjacent to the cricket field. An alternative route will be signposted.

    Film conferences with directors, actors and scriptwriters, master classes and games for children, family film screenings and film expeditions, screenings of the multimedia performance “Cathedral Square” – all this and much more awaits guests of the Moskino cinema park on February 15 and 16. We tell you how to spend the coming weekend interestingly and usefully.

    Film meetings, performances and games

    On Saturday and Sunday from 13:00 to 17:00 on the second floor of the educational center there will be a forum “Film Fairy Tale”. The creators of famous fantasy films will talk about the specifics of the genre, the filming process and the use of modern technologies in film production. There will also be master classes in makeup, acting and creating a film costume. In addition, you can attend creative evenings with the participation of an actor and a screenwriter.

    At the chromakey, everyone will meet the cameraman, who will share the secrets of applying filters during filming. And in the decorations of “Moscow in the 1940s”, guests will learn how to create a video blog.

    On February 15 and 16 from 13:00 to 16:40, guests of the cinema park will be offered to watch the play “Mermaids and Legends”. The plot will take viewers to a magical land inhabited by ancient Greek heroes, brave sailors, dragons and other characters. Viewers will enjoy a show with shadow theater, puppets, tricks and sand animation to songs performed by Anna Morozova.

    The chromakey will also host animation games: young participants will roll balls through a wooden labyrinth, build houses from blocks, shoot at targets from a children’s bow, assemble coats of arms from puzzles, and also perform other tasks that require speed and attention.

    Historical adventures

    At 18:30 and 20:00, fans of historical adventures will be able to attend the play “Cathedral Square”. Kuzma Minin, Dmitry Pozharsky, Patriarch Hermogenes, False Dmitry II, Marina Mnishek and other heroes of the Time of Troubles will appear before the audience. On different days, famous theater and film actors Dmitry Pevtsov, Elena Zakharova, Anna Bolshova, Yulia Takshina, Valery Nikolaev, Evklid Kurdzidis, Olga Kabo and other artists will take part in the performances. Incredible color projections, action-packed dramaturgy and musical compositions written especially for the play will leave unforgettable impressions of the weekend.

    The performance is one hour long and is intended for audiences over six years old. Shows will run until February 23 on weekends. Tickets can be purchased here.

    Quests and master classes

    Guests will be able to gain new knowledge and see real film sets during the excursion “Cinema Expedition”, in which participants will be accompanied by a guide. And for lovers of leisurely walks, the quest “The Road Leads” in the fairy tale park will suit.

    Another game with tasks called “Film! Film! Film!” will take place in the “Center of Moscow” decoration. Participants will create a film project and participate in all stages of the film production.

    In the central square, guests will be treated to familiar songs performed by cover bands. In Chalet No. 1, master classes for children will be held: children will learn how to make cards from colored soap and tubes, create paintings using texture paste, and sculpt figures of fairy-tale characters from airy plasticine. In Chalet No. 2, young guests will be able to paint a movie clapperboard.

    New releases at the Moskino Kinopark cinema

    The Moskino Kinopark cinema is set to feature premieres of the week. The drama The Prophet: The Story of Alexander Pushkin tells the story of the great poet’s life, his ups and downs, his search for love, and his creative path. The leading role is played by Yuri Borisov, the first Russian actor nominated for an Oscar. In addition, visitors to the cinema park will be able to watch the family comedy Manyunya: Ba’s Birthday. This is a touching story about how the characters try to organize their grandmother’s anniversary, but everything goes wrong. Will they be able to save the holiday and maintain their friendship?     You can get to the cinema park by car or by free buses from the Salaryevo metro station (route MK2, exit No. 3) and the Teply Stan metro station (route MK1, exit No. 6). They run every 25 minutes.

    The Moskino Cinema Park is part of Sergei Sobyanin’s Moscow — City of Cinema project and an object of the Moscow film cluster. The first stage of development has already been completed here: 18 natural sites, four pavilions and six infrastructure facilities have been built. Among them are the sets of Moscow Center, Moscow of the 1940s, Vitebsk Station, Yurovo Airport, Moscow Cathedral Square, Deaf Village, Partisan Village, County Town, Cowboy Town, St. Petersburg Bar and other sites.

    The Moscow Film Cluster is an infrastructure facility, services and facilities for filmmakers, which are being developed by the Moscow Government within the framework of the Moscow — City of Cinema project.     President Lai expresses concern and condolences following bus accident in Guatemala
    On February 10 local time, a bus in Guatemala City, Guatemala fell into a ravine, resulting in the unfortunate loss of many of its passengers. On February 11, Presidential Office Spokesperson Karen Kuo (郭雅慧) stated that President Lai Ching-te, on behalf of the people and government of the Republic of China (Taiwan), extended his deepest condolences to the families of the deceased and his sincere prayers for the speedy recovery of the injured.
    Spokesperson Kuo stated that President Lai, upon first learning of the accident, directed the Ministry of Foreign Affairs and the Embassy of the Republic of China (Taiwan) in Guatemala to contact the Guatemalan government and convey the president and the people’s concern and condolences for this tragic incident, as well as to offer any help necessary. Spokesperson Kuo said the president has also expressed hope for smooth rescue and recovery operations and that Taiwan is with Guatemala as it goes through this difficult time.

    In brief

    US restriction of chips exports to EU countries. Plenary will quiz Commission Vice-President Virkkunen on how to address the US decision to restrict the export of chips used for artificial intelligence models to certain EU member states, from around 20.00.

    Violence escalation in Congo. Parliament will assess the conflict and humanitarian crisis in the Democratic Republic of Congo (DRC) with the Council and Commission, in a debate starting around 16.00. A resolution will be put to a vote on Thursday.

    Protecting the system of international justice. In the evening, starting around 21.00, plenary will discuss defending the system of international justice and its institutions, in particular the International Criminal Court and the International Court of Justice., with Commissioner McGrath and Polish Minister for EU Affairs Szłapka.

  • MIL-OSI Economics: Adriana D Kugler: Entrepreneurship and aggregate productivity

    Thank you, Jon, and thank you for the opportunity to speak to you today. It is such a pleasure to be back in Miami, a city I have seen grow and become ever more dynamic over the decades, as I have come many times to visit my large extended family here ever since the 1980s.

    As I discussed in my final speech of 2024, two positive supply shocks have significantly benefited the U.S. economy over the past two years and have also affected the conduct of monetary policy.

    The first of these has been the surge in population over the past few years that has helped bring labor supply into balance with labor demand and, thus, also helped move inflation toward the Federal Open Market Committee’s (FOMC) 2 percent goal. The other positive supply shock, which I outlined in my remarks in December, has been a step-up in aggregate productivity growth since 2020, which is an increase in the amount of economic output, across the economy, per hour worked or some other unit of labor. Although productivity growth, measured quarterly, can be quite volatile, over the past five years this acceleration is quite evident. While productivity grew by about 1.5 percent a year from 2005 to 2019, starting in 2020 it has grown about 2 percent a year. This difference may not look dramatic, but because of compounding year-over-year, the consequences of an additional 1/2 percentage point in growth over the past five years are significant for workers and the U.S. economy. When workers are more productive, it effectively means that businesses can produce more without needing to add workers, and that they can pay workers more without needing to raise prices. When they are more productive, it can also serve as an incentive for businesses to expand. Across the economy, higher productivity growth means that real wages and living standards for workers can rise faster without putting upward pressure on inflation.

    And that is exactly what has been happening recently, a period when inflation has been falling while the economy is expanding. While fast growth in wages was one of the factors driving inflation in 2021 and 2022, most likely some of that increase was due to productivity growth and, hence, was not inflationary. If productivity continues to grow at an accelerated pace, it would support the FOMC’s efforts to keep unemployment low and return inflation to a sustained level of 2 percent. For that reason, I would like to spend the balance of my remarks exploring some of the possible reasons why productivity has accelerated, and the prospects that this fortunate development will continue.

  • MIL-OSI Submissions: Australia – New book tells the stories of second generation migrants – AMES

    A compelling new book tells the stories of second-generation migrant Australians, who share their families’ settlement journeys and their own search for identity.

    Titled ‘At the Heart of Identity’, the book reveals the both inspirational and heart-wrenching stories of migrant families as well as the sense of hope and opportunity that characterises Australia’s migration history.

    Contributors include South Australian Premier Peter Malinauskas, whose family hails from Lithuania, and former Socceroo Archie Thompson, who has a New Zealand-born father and mother from Papua New Guinea.

    Also sharing their stories are federal MP Cassandra Fernando, whose parents are from Sri Lanka, and Victorian state MP Lee Tarlamis, who has Greek heritage.

    Artist Saidin Salkic, whose father was victim of the Srebrenica massacre in Bosnia, is also a contributor, along with others from Africa, Kurdistan, Vietnam, Malta, Yugoslavia, Burma, Italy and Ukraine.

    Published today as part of migrant and refugee settlement agency AMES Australia’s annual ‘Heartlands’ cultural project, the book is a reflection of Australia’s long and diverse history as a nation of migrants.

    AMES CEO Cath Scarth said the book was timely at a point in history when polarisation and divisiveness are on the rise across the globe.

    “Stories of settlement in Australia, no matter where you have come from, are things that unite us,” Ms Scarth said.

    “These stories are reflection of how migrants have helped to build Australia and helped to create the successful brand of multiculturalism we enjoy along with the high levels of social cohesion that we have built,” she said.

    One of the contributors is Carmen Capp-Calleya, who came to Australia from Malta with her parents in 1958 – surviving a shipwreck along the way.

    “The tragic incident, the first major shipping disaster since the end of WW11, had an enduring impact on me and my family. It left us with an indelible sense that we were indeed migrants who had crossed the seas to make a new life,” she says in the book.

    Former Socceroo Archie Thompson tells of his trouble childhood.

    “I grew up in country town in NSW and I was pretty much the only dark-skinned kid in town. That made things difficult at times, but I was able to find a community through football,” he says.

    SA Premier Peter Malinauskas’ family came to Australia in 1949 escaping war-torn Europe.

    “When my grandparents got married, they bought a block of land on Trimmer Parade, Seaton, where they built their home and, for many years, operated a fish and chip shop. I distinctly remember as a young boy standing at that fish and chip shop my grandfather built with his own bare hands as he told me about the importance of taking opportunities,” he says.

    Federal MP Cassandra Fernando tells of growing up in a vibrant multicultural community.

    “I loved the diversity in South-East Melbourne, a cultural melting pot of Greeks, Italians, Vietnamese, and more. Here, I learned the true meaning of community as people from

    different backgrounds came together,” she says.

    Victorian MP Lee Tarlamis tells of reconnecting with his heritage.

    “I became determined to reconnect with Greek culture. Embracing both the Greek community and my wife’s Vietnamese culture helped me value diversity and the importance of preserving it,” he says in the book.

    Park Ranger James Brincat, whose parts came from Malta in the 1950s, says racism was part of his childhood.

    “Growing up in a migrant family was challenging due to racism and being unsure of my identity because of the media’s mixed messages. These experiences strengthened me and now guide my work with refugee communities,” he says.

    Architect and artist Maru Jarockyj’s parents fled Ukraine after WWII and settled in the UK. She came to Australia as a young woman.

    “Russia’s illegal invasion of Ukraine and the subsequent devastating war has sparked some deep latent emotions in me and reignited a sense of patriotism. Ukrainian culture

    has always been important to me, and I’ve been involved in folk music and art throughout my life,” she says.

    ‘At the Heart of Identity’ will go on sale early next year.

  • MIL-OSI New Zealand: Heritage – Frozen in time – National Lamb Day celebrations at Totara Estate

    Totara Estate near Ōamaru will play a prime role in this year’s National Lamb Day celebrations on February 15.
    The historic farmstead, a Tohu Whenua cared for by Heritage New Zealand Pouhere Taonga, sent the first-ever shipment of frozen export meat from New Zealand to Britain in 1882, an event that created the multi-billion dollar industry that changed New Zealand’s economy forever.
    February 15 commemorates the exact day 143 years ago when the ship Dunedin left Port Chalmers for the three-month voyage to London carrying just under 5000 sheep and lamb carcasses that had been freshly processed at Totara Estate.
    “This was a significant moment in New Zealand’s history and Totara Estate was at the epicentre of it. It’s very appropriate that this place is a central part of National Lamb Day celebrations,” says Totara Estate Property Lead Jacqui Allison.
    Celebrations will be particularly fitting for the occasion, with New Zealand’s rich agricultural heritage featuring prominently.
    “We’re looking forward to inspiring people with live demonstrations by local experts who will showcase a range of farm-related talents including knife skills, butchery, blade shearing, spinning and other wool crafts,” she says.
    “Visitors will also be able to engage their minds with some captivating live readings and entertaining talks that bring history and culture to life – or just ‘chill’ to the sounds of local musicians who will create the perfect festive mood.”
    And if that wasn’t enough, a range of outdoor games for kids, and older people with a finely developed inner child, promise laughter and smiles all around.
    People can bring their own picnic, or support some of the local businesses who will be there on the day, including Mark from That Food Guy and Barb from Brews and Bites.
    “We’re looking forward to hosting the community in what is shaping up to be a fantastic celebration of a very important date in New Zealand’s history,” says Jacqui.

    From minus zero to hero
    It was a big gamble sending a load of frozen meat from New Zealand to London in 1882.
    Besides the huge investment of actually prepping the first export shipment, the sheer size of the cargo versus the logistics of carrying coal for the long trip made a steam-powered ship impractical, and so the cargo had to travel for three months under sail. Success of the mission depended on the onboard refrigeration system running well.
    Fortunately the man at the helm of the Dunedin was Captain John Whitson, who had taken the time to read up on refrigeration prior to leaving New Zealand. A good thing too. On the way, the ship was becalmed in the tropics and the crew noticed that the cold air in the hold was not circulating, endangering the meat.
    Whitson crawled into the hold, sawed some extra air holes to improve the flow of cold air in order to keep the temperature low, though almost froze to death in the process. Thankfully the crew managed to haul him out of the freezer and resuscitate him.
    As a result of Whitson’s determination, the ship arrived with its cargo in excellent condition. Only one carcass had to be condemned.

  • MIL-OSI USA: Merkley, Wyden Raise the Alarm Over Oregon Community Health Centers’ Delays in Accessing Federal Funding

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined an effort led by Virginia Senators Tim Kaine and Mark Warner to press the Trump Administration about reports that community health centers are experiencing significant delays in accessing funding.

    There are 34 Federally Qualified Health Centers in Oregon, including two Look-Alikes, operating more than 270 sites—a majority of which serve rural areas with limited access to medical care across the state. Merkley and Wyden are hearing immense concern from several centers in the state, including the La Pine Health Center in Central Oregon laying off 11 percent of its workforce to prepare due to the funding uncertainty.

    The lawmakers pressed U.S. Department of Health and Human Services (HHS) Acting Secretary Dorothy A. Fink, M.D. after an Office of Management and Budget (OMB) memo that suspended all federal grant and loan funding. The memo has since been rescinded following pressure from Democratic members of Congress and the public, but many grantees that rely on federal funding are still experiencing confusion and uncertainty and have received little to no guidance from the Trump Administration about their funding.

    “As safety net providers operating on razor-thin margins, health centers need certainty to provide care in underserved communities,” the lawmakers pointed out. “When health centers close, people with chronic conditions miss appointments, pregnant women miss prenatal visits, and behavioral health services are interrupted, worsening outcomes and increasing costs to the entire health care system.

    “Despite a judge’s order blocking the funding freeze, we are troubled by reports that health centers are unable to access funding duly appropriated by Congress through the PMS. To compound this issue, our offices have heard troubling reports that since the Trump Administration’s executive orders and funding freeze, funding that has already been appropriated and directed by Congress is still being restricted, and standing webinars, briefings, and meetings are being cancelled at the last minute,” the lawmakers stated. “Health centers are receiving little communication regarding these cancellations and changes, and the communication they have received from HRSA has been unclear, directing actions that may conflict with current court orders.”

    Wyden and Merkley signed the letter led by Kaine and Warner, alongside additional signers U.S. Senators Richard Blumenthal (D-CT), Lisa Blunt Rochester (D-DE), Chris Coons (D-CT), John Hickenlooper (D-CO), Angus King (I-ME), Ben Ray Luján (D-NM), Jack Reed (D-RI), Bernie Sanders (I-VT), Rev. Raphael Warnock (D-GA), Elizabeth Warren (D-MA), and Peter Welch (D-VT). The letter is also signed by U.S. Representatives Bobby Scott (D-VA-02), Gerry Connolly (D-VA-11), Don Beyer (D-VA-08), Jennifer McClellan (D-VA-04), Eugene Vindman (D-VA-07), Suhas Subramanyam (D-VA-10), and Sarah McBride (D-DE-At-Large).

    Dear Acting Secretary Fink,

    We are writing to express serious concerns regarding reports that Health Resources and Services Administration (HRSA) grantees, such as Community Health Centers (health centers), continue to experience significant delays in accessing funding to support services, as well as restrictions on regular communications with agency staff as a result of the Trump Administration’s January 20, 2025 executive orders to pause external communication from federal agencies, and subsequent memorandum directing all federal departments and agencies to freeze all financial assistance.

    Community Health Centers provide high-quality primary and preventive care, dental care, behavioral health and substance use disorder services, and low-cost prescription drugs to more than 32 million Americans annually, serving one in five rural Americans and one in three people living in poverty. Nationally, more than 1,400 health centers operate over 15,000 service sites across every state and Territory, employing more than 500,000 individuals and generating nearly $85 billion in economic output.

    Despite the critical role health centers play in addressing health inequities, many centers struggle to keep up with the growing demand for services and rising costs to deliver high-quality care in their communities. While nearly 70 percent of health center revenue comes from payments from Medicaid, Medicare, commercial insurance, and self-pay patients, health centers rely on their regular federal grant funding to meet payroll obligations and keep their doors open. Beginning in late January, health centers started reporting issues accessing the Payment Management System (PMS) – getting “locked out”, being denied funding they had been awarded, and experiencing long delays in funding being released. As a result, health centers across the country are experiencing panic, unsure how to pay their staff and keep their doors open. Due to delays in funding, health centers have reported:

    1. “We have put off signing a contract to replace our mammography machine, which has reached end of life, because of this freeze and the uncertainty.”
    2. “I’m also now getting providers asking if they should be looking for a new job. Without any understanding and guidance, I’m pretty limited with how much I can actually assure them to do other than tighten our belts…”
    3. “Any services that are directly funded by federal funds will be placed on hold…”
    4. “We had to use all reserves in 2024. We will not make payroll or any other payments next week without access to this federal funding. Staff will be dismissed without access to federal funds.”
    5. “If everything stays the same…the best guess is that we could be fully operational for six months.”
    6. “We have the ability to sustain current or full operations for 60 days…Outreach and case management staff…would be in the first wave of layoffs. Unfortunately, those positions rely on federal support as they are typically not reimbursable through third-party payors. In a short period of time, this has had a profound impact on our staff. [Staff are] concerned that we will lose valuable staff members as they are concerned about the stability of the organization.”
    7. “We will step back on hiring and likely implement hiring pause unless this is resolved quickly.”
    8. “We have enough in reserve to cover two payroll periods.”
    9. “The pause in grant funding would create a deficit for us…We would likely need to start reducing staff and healthcare services to the…patients we serve…within the next couple of weeks if the freeze persists.”

      2. What is the average wait time from submission of a draw-down request to disbursement of funds prior to January 27, 2025 and after January 27, 2025?
    1. How many health center draw-down requests have been denied since January 27, 2025?
      1. What is the rationale for these denials?
    1. What is the exact timeline for ensuring the PMS is fully operational and disbursing all pending health center draw-down requests?
    2. What specific authority and under which executive action did HRSA or the Department of Health and Human Services use to restrict health center access to the PMS and funding that they had been previously awarded?
    3. Please provide a list of regular standing calls or meetings between HRSA staff and HRSA grantees that have been cancelled since January 20, 2025. Please include the following:
      1. A description of the grantees impacted, including the type of grantees and number of grantees.
      2. Whether funds appropriated by Congress for the purpose of the grant are being withheld from being awarded to the grantees.

  • MIL-OSI USA: Hagerty Introduces Legislation to Hold NGOs Accountable for Facilitating Illegal Immigration

    WASHINGTON—United States Senator Bill Hagerty (R-TN), a member of the Senate Appropriations Committee, today introduced the Fixing Exemptions for Networks Choosing to Enable Illegal Migration (FENCE) Act, legislation to revoke the tax-exempt status of organizations that engage in a consistent pattern of providing financial assistance, benefits, services, or other forms of material support to individuals they know to be unlawfully present in the United States.
    “It’s absurd that our federal government has been giving tax exemptions and federal funding to NGOs that have helped facilitate record illegal immigration and carry out the far-left’s agenda, while cloaked as charities,” said Senator Hagerty. “President Trump’s executive order requiring a review of federal funding to NGOs will expose this malpractice that has occurred for too long. I’m pleased to introduce this legislation that will augment the President’s work to hold these NGOs accountable by revoking their tax-exempt statuses.”
    Background:
    The Biden Administration’s immigration policies have drawn significant attention to the role of non-governmental organizations (NGOs) in facilitating illegal immigration. Many of these organizations have been involved in efforts to transport and harbor illegal aliens, actions that undermine the Department of Homeland Security (DHS) and its ability to enforce federal immigration laws. In numerous cases, these activities have also raised concerns about risks to American citizens’ safety and security.
    Despite their tax-exempt status and, in many cases, access to hundreds of millions of dollars in federal funding, these NGOs continue to play a significant role in aiding illegal migration into the United States. Taxpayers have been double-funding these organizations, once through resettlement grants and again through tax exemption.
    In March 2024, Hagerty forced the Senate to take a vote to stop taxpayer dollars from going to NGOs who were facilitating resettlement of illegal aliens in American cities. Unfortunately, every Senate Democrat voted against the proposal, which would have shifted funding away from NGOs flying illegal aliens into U.S. cities and toward deportation flights to send them back to their country of origin.

    The new Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act lays the groundwork for a new era of American exceptionalism, says Senator Kirsten Gillibrand, of New York.
    For the past century, the U.S. has reigned as the economic superpower of the world. The key to this sustained economic might is a regulatory environment that encourages and enables technological innovation. From semiconductors to personal computers to internet 1.0 and 2.0, U.S. companies have led in developing cutting-edge technologies because our country empowers its builders and creators. Unfortunately, when it comes to Web3 – the next generation of the internet built on blockchain, digital assets, and cryptocurrencies – we are trailing and are at risk of falling further behind.
    In 2023, the European Union passed comprehensive cryptocurrency regulation [americanbar.org], and numerous meaningful provisions went into effect this past summer. China’s central bank has been promoting its digital yuan [forbes.com], which threatens the U.S. dollar’s role as the global reserve currency. The U.S. is just watching, while our opponents move pieces on the chessboard.
    It is absolutely essential to our country’s future that the U.S. enact clear and sensible cryptocurrency regulations that foster innovation and keep Web3 jobs within our borders, protect consumers, and maintain the dominance of the U.S. dollar.
    We should start with stablecoins.
    For newcomers, stablecoins are cryptocurrencies whose values are pegged to national currencies or high-quality financial assets. This gives them stability and enables them to play a crucial role in the digital economy, where they combine the transaction speed and low cost of digital assets with the price stability of traditional reserve currencies. The U.S. is already playing a major role in this space. According to one report, more than 95% of stablecoins are “linked to the U.S. dollar.”
    The many use cases of stablecoins have earned them support from policymakers across the ideological spectrum. Conservatives value their low-cost, frictionless and instantaneous payment abilities, which can lower costs on merchants and consumers and spur startups and economic activity. Progressives appreciate their use in lowering the cost of remittances and reaching the underbanked and underserved, and their ability to increase access to basic financial services.
    It must be acknowledged that, as with any new technology, stablecoins have challenges. Some stablecoins, backed by complex algorithms instead of stable reserve currency, have collapsed due to design flaws. Additionally, unlike bank deposits, stablecoins are not FDIC insured, creating risks should the issuer go bankrupt. While concerns have been raised about money laundering, stablecoins aren’t misused for this purpose any more than traditional cash. But for the public to have confidence in stablecoins, and for businesses to adopt them, we need clear regulations to provide consumer protection, to govern issuers and to guard against money laundering.
    The bipartisan Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, which I introduced Feb. 4 alongside Senators Bill Hagerty, Cynthia Lummis, and Tim Scott, will address these challenges, and create a clear regulatory environment that enables the cryptocurrency environment to thrive.
    It protects consumers by holding stablecoin issuers to strict reserve requirements, requiring them to maintain one-to-one reserves in cash and cash equivalents. The bill prohibits the issuing of unbacked, algorithmic stablecoins, the collapse of which have led to substantial losses. To address their use for illicit purposes, it requires approved stablecoin issuers to comply with U.S. anti-money laundering and sanctions rules. Finally, the bill clarifies rules around conservatorship and procedure should a stablecoin issuer experience insolvency.
    While this bill will undoubtedly be tweaked as it moves through Congress, it has already received input from a wide swath of stakeholders, including industry participants, academic experts and federal regulators. It’s a true bipartisan effort that will empower innovators and builders while simultaneously rooting out bad actors.
    Laying the groundwork for the next century of American exceptionalism is a mission that should unite us all, and positioning the United States at the leading edge of the next iteration of the internet is key to that goal. Stablecoins are already playing an important role, and it’s critical we act now to maintain our position as the leader in global economic competitiveness.

  • MIL-OSI Security: Humboldt County Woman Charged With Embezzling Over $500,000 From Construction Company Employer

    SAN FRANCISCO – A federal grand jury has indicted Christina Ann Mobley, also known as Kris Mobley, 58, on charges that she defrauded her former employer, a construction company located in Fortuna, Calif.  

    According to an indictment filed Feb. 5, 2025, Mobley was employed as the business manager for a Fortuna construction company.  When the company’s bookkeeper retired, Mobley took on the accounting and bookkeeping duties, including inputting entries into the company’s accounting software and assisting with bill payments, payroll taxes, employee health benefits, government contracts, and other tasks.

    The company maintained an account at a bank and had several business credit cards through the bank for its employees.  It also held a business credit card at another bank, where Mobley maintained at least two personal credit card accounts.  The indictment describes that Mobley’s scheme to defraud took on several forms.  Mobley allegedly directed checks mailed from the company’s bank account to be applied to the accounts for her personal credit cards; issued electronic payments of company funds to her personal credit cards; misused the company’s credit card for personal expenses such as cash advances at casinos and personal travel; wrote checks from the company to herself; inflated her vacation time, work hours, and bonuses in the company’s payroll system; and issued duplicate payroll checks and unearned bonus payments to herself.  Between January 2022 and November 2024, Mobley allegedly embezzled more than $500,000 from her employer.  

    The indictment charges Mobley with three counts of mail fraud under 18 U.S.C. § 1341 and seven counts of wire fraud under 18 U.S.C. § 1343.  Mobley made an initial appearance in federal district court in McKinleyville, Calif., this morning, and was released on bond with conditions set by the Court.  Mobley is next scheduled to appear on Feb. 26, 2025, at 1:30 p.m., before Senior U.S. District Judge Charles R. Breyer.

    United States Attorney Ismail J. Ramsey and FBI Acting Special Agent in Charge Dan Costin made the announcement.

    An indictment merely alleges that crimes have been committed and all defendants are presumed innocent until proven guilty beyond a reasonable doubt.  If convicted, Mobley faces a maximum penalty of 20 years in prison for each count under 18 U.S.C. §§ 1341 and 1343, a fine of $250,000 or twice the value of the property involved in the transactions, and forfeiture and restitution.  Any sentence following conviction would be imposed by the court only after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.

    Assistant U.S. Attorney Kevin Barry is prosecuting this case with the assistance of Marina Ponomarchuk.  This prosecution is the result of an investigation by the FBI.

    WASHINGTON, DC – All Americans deserve a strong consumer watchdog to look out for their financial well-being, prevent scams, and hold offenders accountable.  This is especially true for servicemembers, veterans, and their families, who are disproportionally targeted by predatory lenders and abusive mortgage, debt collection, and credit card schemes and often face greater financial risks than civilian borrowers due to the nature of their military service.

    The Consumer Financial Protection Bureau (CFPB) collects, investigates, and monitors consumer complaints about financial products and services. It provides relief to consumers who have been wronged by unscrupulous financial providers.  Since the agency’s inception, the CFPB has returned over $21 billion back to consumers who have fallen victim to abusive and illegal activity.

    Unfortunately, the Trump Administration’s ill-advised move to shutter the CFPB and idle 2,000 of the bureau’s employees makes consumers more susceptible to predatory lending and other abusive financial practices. Moreover, the Trump Administration’s decision to stop supervision, enforcement, and litigation eliminates key Military Lending Act (MLA) and Servicemembers Civil Relief Act (SCRA) protections that prevent servicemembers from being exploited, according to a leading group of U.S Senators.  The financial and legal protections in these bipartisan laws—most notably a temporary reduction in interest rates on mortgages, credit cards, and auto loans—are critical to national defense and military readiness.  Troops should focus on their service obligations while on active duty, rather than worrying about making ends meet at home.

    After President Trump’s newly-installed acting CFPB Director Russell Vought instructed CFPB staff to suspend nearly all activities, stop supervising financial firms, and ordered employees to “stand down from performing any work task” for at least a week, U.S. Senator Jack Reed (D-RI) today joined with 9 of his Senate colleagues in sounding the alarm and urging the Trump Administration to reverse the order.  The Senators wrote a letter demanding the CFPB must perform its essential work supervising and investigating violations of consumer financial protection laws and taking forceful enforcement actions against scammers and payday lenders.

    “This morning, in your capacity as Acting Director of the Consumer Financial Protection Bureau (CFPB), you issued a directive to employees to cease all work without your express written approval.  This includes investigations, supervision, enforcement, and litigation activities, as well as all stakeholder engagement and public communications.  This decision leaves all Americans susceptible to predatory lending and other abusive practices, but in particular, it eliminates protections that prevent servicemembers from being exploited,” the 10 Senators wrote.

    In addition to Reed, who helped write the bipartisan MLA and the law creating the Office of Servicemember Affairs at the CFPB to serve as an independent watchdog for military personnel, the letter was signed by U.S. Senators Jeanne Shaheen (D-NH), Ben Ray Lujan (D-NM), Mark Warner (D-VA), Gary Peters (D-MI), Jeff Merkley (D-OR), Jon Ossoff (D-GA), Cory Booker (D-NJ), John Hickenlooper (D-CO), and Edward Markey (D-MA).

    “Nullifying the MLA and imperiling servicemembers’ rights under the SCRA will degrade military readiness, cost taxpayers money, and tarnish servicemembers’ records.  The Department of Defense (DOD) has stated that “high-cost debt can detract from mission focus, reduce productivity, and require the attention of supervisors and commanders.”  Morale suffers when servicemembers and their families are trapped in cycles of debt.  And taxpayers are on the hook when our servicemembers leave the military due to avoidable personal issues like financial insecurity.  According to DOD, each separated servicemember costs the Pentagon more than $58,000,” the Senators continued.

    “Accordingly, we request that the CFPB continue to supervise and investigate violations of the consumer financial protection laws and take forceful enforcement actions against lenders that violate the law, especially when it comes to predatory lending that harms our military readiness.  We also request that the CFPB continue to make public communications to consumers, especially to servicemembers regarding the rights that they are owed under the SCRA,” the letter concluded.

    This morning, in your capacity as Acting Director of the Consumer Financial Protection Bureau (CFPB), you issued a directive to employees to cease all work without your express written approval.  This includes investigations, supervision, enforcement, and litigation activities, as well as all stakeholder engagement and public communications.  This decision leaves all Americans susceptible to predatory lending and other abusive practices, but in particular, it eliminates protections that prevent servicemembers from being exploited. 

    This funding, supervision, enforcement, and communications freeze will hit military families especially hard.  Without a functional CFPB, military families will be stripped of their financial protections under the bipartisan Military Lending Act (MLA) that they have earned and deserve by serving our Nation.  The CFPB is the primary agency responsible for supervising and enforcing the MLA against nonbank financial companies, including payday lenders, pawnshops, and debt collectors who have charged servicemembers interest rates as high as 600% and who have threatened to derail their careers if they do not pay up. 

    The agency’s supervision and enforcement program has delivered concrete results for the military.  The CFPB has resolved 39 cases involving harm to servicemembers and veterans, returning $363 million to victims, including six enforcement actions for violations of the MLA.  Two additional MLA cases are currently pending in court, alleging that a pawn shop and an installment lender charged sky high interest rates to military families and engaged in deceptive practices to illegally harvest fees.  With these cases frozen, no supervision, staff locked out, and additional enforcement off the table, unscrupulous lenders will exploit these circumstances to engage in additional predatory lending.  The actions that you have taken since being installed as Acting Director betray our servicemembers and empower scammers who want to rip them off.

    Further, recent CFPB research identified a long-running pattern of lenders failing to decrease servicemembers’ interest rates while on active duty as required by the Servicemembers Civil Relief Act (SCRA).  These failures cost servicemembers thousands of dollars per year.  The CFPB’s public communications have held lenders accountable and helped servicemembers exercise their rights under Federal law.

  • MIL-OSI USA: Declawing the CAT: Statement on Consolidated Audit Trail Exemptive Relief

    Data are the foundation of advancement. They sit at the heart of innovation, technology, learning, community building, and so many other values crucial to our progress. Data can also be a critical tool in preventing fraud and wrongdoing.

    But our data can also be deeply personal or subject to exploitation. That is why, when the government collects data, such collection must be done with due care and assurances that those who access our data are doing so with adequate guardrails and proper purpose. There must be processes and procedures followed to ensure responsible and appropriate use.[1] The fact that data are a powerful tool is not a reason to stop their collection altogether; rather, it is a reason to make use of data for significant and laudable goals—like protecting American business, investors, and the economy. We must weigh the law enforcement and regulatory benefits of the data collection against the potential costs.

    The Consolidated Audit Trail (“CAT”) is a seminal example of how data collection can be used for good purpose. The CAT helps make our markets safer, more efficient, and can act as a powerful tool in ferreting out wrongdoing. Yet today, by eliminating critical data collection, we undermine its use and our own effectiveness. We are wiping away the fingerprints from the scene of the crime.

    The agency adopted the CAT after the 2010 “Flash Crash” when U.S. markets collapsed and then partially rebounded in less than an hour.[2] The whiplash in prices undermined market confidence and caused significant investor losses.[3] It was clear following the crash that regulators, including this agency, were unprepared to respond to a market event of that magnitude. A complete regulatory response would have required a full and robust analysis of data we did not have.[4] It ultimately took the SEC nearly five months to determine the root causes of the crash,[5] and to this day, the Commission does not have a sense of who was harmed.

    We must be more responsive than that. For quick and effective oversight in a crisis, regulators need access to a timely and comprehensive set of data—whether we are trying to figure out a major market event like the Flash Crash, investigate fraud, or identify suspicious foreign activity that may indicate market manipulation or infiltration. The CAT was designed to address outdated regulatory infrastructure by improving the completeness, accuracy, accessibility, and timeliness of data needed to support robust regulatory oversight. [6] And, in fact, it has. [7]

    Unfortunately, today we eliminate the CAT’s collection of the most basic customer identifying information,[8] thus impairing regulators’ ability to understand suspicious activity, unwind events, or stave off market disruptions. Today’s order itself acknowledges the negative impact this will have on regulatory efficiency but fails to grapple with the consequences of these diminished capabilities. It leaves unanswered the most basic questions. For example, will it be more difficult for regulators to spot fraud? How much harder will it be to identify certain types of market manipulation? Will it be more difficult to identify and address concerns relating to certain foreign ownership? Will it be more difficult to identify and compensate the victims of swindlers? In times of market disruption and ongoing fraud or manipulation, loss of time means loss of money and loss in market confidence. There is no question that this decision is a loss for markets and investor protection.


    [1] Given that protecting the security and confidentiality of Consolidated Audit Trail data has long been a priority of the Commission, there are safeguards in place to protect this information.     PETER FEGAN, HOST: Someone that had a front row seat to the action, Social Services Minister Amanda Rishworth. She joins me on the line. Minister, it’s great to have your company this morning.

    AMANDA RISHWORTH, MINISTER FOR SOCIAL SERVICES: Good morning. Great to be with you.

    PETER FEGAN: Antisemitism is a very touchy subject. Now, the Attorney-General has accused the Coalition of politicising antisemitism. But look, I think the sad reality is, Minister, it is a political issue, but I think it was a little childish of the Coalition yesterday to try and attempt to silence the Attorney-General because Mark Dreyfus is Jewish.

    AMANDA RISHWORTH: It was a pretty unusual circumstance. We had Mark Dreyfus getting up and talking very personally about the impact that antisemitism has had on him and his family. In fact, he has direct family members that died in the Holocaust. So, it was a really moving comment. And he was making the point how dangerous it can be to politicise. Now, to shut down the Attorney-General by moving a motion that he no longer be heard was ironic. I mean, that was pretty ironic and pretty concerning, especially when the Parliament should be about free speech and canvassing these types of issues.

    PETER FEGAN: Yeah, look, I thought the move was very strange considering that, yes, he is Jewish and he had personal experiences. I thought it would have been more touching to allow Mark Dreyfus to talk. But look, it is politics. I want to move on, Minister, if I can, to President Trump’s threat to impose these 25 per cent tariffs on Australia’s aluminium industry. It is a really scary prospect. But, you know, particularly given the cost to Rio Tinto and, you know, and big companies like that BlueScope as well. But look, we don’t export a lot of those materials to America. But I think more broadly there’s an issue here, and it’s the relationship between the US and it hangs in the balance here. Do you think that the comments made by Anthony Albanese and Kevin Rudd may come back to bite us on the backside here?

    AMANDA RISHWORTH: Look, I think that the Prime Minister in particular has demonstrated already he is able to build strong relationships with world leaders. If you have a look at it, before President Trump even took office, our Prime Minister had had a conversation with him. Very few countries got an invite to the inauguration. Penny Wong was there, and we have Richard Marles meeting his Defence Minister counterpart just over the weekend. So, the relationship is strong. We will be working in our national interest. Our Prime Minister always does that. Obviously, President Trump has made comments that he will impose these across every country, but we will be working very closely in our national interest. I think the relationship is very strong. We’ve been working on it, and we’ll keep working on it in our national interest.

    PETER FEGAN: Let’s move on to your brief. The NDIS, it is as a ‘you know what’ sandwich. It’s been handed to you by Bill Shorten. The first question I want to ask you, Minister, and I hope you don’t deny this, have you been handed, have you been left a mess by Bill Shorten? Because the opinion of Australia is the NDIS couldn’t be in worse shape.

    AMANDA RISHWORTH: Well, firstly, I would say that the problems in the NDIS are not new. The reason why many of Australians understand some of the challenges in the NDIS is because Minister Shorten actually raised them. Just a couple of things…

    PETER FEGAN: He raised them, but he didn’t fix them, though, Minister. I mean, come on, let’s call it what it is. He never fixed the issues in the NDIS. He may have raised them, but under his watch you had NDIS carers taking patients or taking their clients to strip clubs, cash buying vehicles, going on holidays. It was an absolute mess, and it all happened under Bill’s watch.

    AMANDA RISHWORTH: No, no, that is just not true. Some of these things had happened for a long time. What we did, and what Minister Shorten did, was have a list of what things could be funded and what couldn’t. Before that, there hadn’t been a list of what could be and couldn’t be funded. Firstly, I would make the point that the NDIS does provide lifechanging supports for many Australians with disability. What I’m hearing, though, of course, and this is the work that Minister Shorten started and I will continue, is firstly, bring integrity back to the system and making sure that people are spending the money and getting support for the things that make a difference in their lives. Secondly, I would say that I hear a lot about making sure that there is fairness and consistency in decision making at the same time as making sure that individuals have an individualised plan. But the crackdown on some of the misuse of NDIS money was only brought to the fore because Bill Shorten decided to set up a fraud task force and actually have a look at this. Some of the practices previously, were invoices weren’t even being checked, they were just being paid.

    PETER FEGAN: But how do we get to that stage? How do we get to that stage where invoices aren’t even checked? I mean, the captain goes down with the ship, unfortunately, Minister.

    AMANDA RISHWORTH: No, no, they are now. We’ve got to bring integrity [to the system] and that’s what Minister Shorten started. It’s a long process because quite frankly, the previous government just did not pay attention to the work that needed to be done in the NDIS. So, we need to get it back to its original intent and that was providing reasonable and necessary support so that individuals with disability can achieve their goals and aspirations. And I think that is where we need to get back to and that’s what I’m absolutely committed to doing.

    PETER FEGAN: My guest this morning is the Minister for Social Services, Amanda Rishworth. One of the things I will agree with, which I think is a good move by the Albanese Government, is people with milder disabilities will be on a different system. It’s an all new system. And I think that’s what part of the NDIS may have been – the determination between people with milder disabilities, with more severe disabilities. But the only problem is the states aren’t getting on board. What’s the update? Because I know that you’ve been working behind the scenes on this, you want to try and get this rolled out by about July 1. Are the states playing ball?

    AMANDA RISHWORTH: This is a joint effort between states and territories and just last week, First Ministers agreed to continue work on what are called foundational supports. And I have to be really clear, these supports will be critical for people. We also need to make sure the evidence is there behind these supports as well. So, we’re working very closely with the states and territories, and we will continue to do so. We are still expecting that foundational supports will start to be rolled out in the second half of this year. Although just to be clear, it was never expected the whole system would be set up in the second half of this year. As the NDIS Review pointed out, there was a long term process. But look, I’m working with absolute good faith with the states and territories. Look, there’s different views and we’ll keep working with them, but I know they are keen as well to make sure that children particularly with disability, get the best evidence-based support they can that actually make a difference and actually change the trajectory of their lives. And that’s what I’m focused on.

  • MIL-OSI USA: Jesse Walsh: Possibility at the Cutting Edge of Flight

    What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    As a formulation manager, I am the project manager in the room as we are designing science space flight missions. We develop proposals to be competed on the agency level against other NASA centers, and outside institutions.
    I am also our office’s representative on the Earth science line of business.

    What is your background?
    In 2000, I graduated from the U.S. Naval Academy with a B.S. in mechanical engineering. In the Navy I went to flight school in Pensacola, Florida, and became a naval flight officer. I was the “Goose,” not “Maverick,” in the P-3 Orion, a four-engine prop plane that primarily hunts for submarines. I was then stationed in Hawaii as part of Patrol Squadron 9, that deployed to the Far East and Middle East. Next, I worked at the Naval Research Lab in Washington, D.C., as a project officer for science experiments on P-3s from Patuxent River Naval Air Station in Patuxent River, Maryland.
    I developed migraines that disqualified me from flying. In 2007, I got a master’s in civil engineering project management from the University of Maryland. I then worked in Bethesda, Maryland, constructing buildings around the beltway, as a physics teacher at our local high school, and as a project manager of secure facilities with the Army Corps of Engineers.
    In 2016, I became the assistant branch head for facilities planning at Goddard. I later entered the Flight Projects Development Program, a two-year project manager training program, during which time I worked at the Flight Projects Development Office and as the payload manager for Space Infrastructure Dexterous Robot (SPIDER), a payload on OSAM-1. I had a proposal selected for a second step, and I came back to PFDO to work proposals.
    Why is this your dream job?
    We are on the cutting edge of what will fly. We are designing the missions and figuring out what the world of possible will be in space in five to seven years. Scientists come to the table with ideas and engineers make those ideas reality. I make sure the whole team is working together and that all these ideas and solutions fit within our budget and schedule. We make ideas realities.
    How do you translate between scientists and engineers?
    It is primarily about understanding incentives. Everyone is thinking differently with different solutions, but we have the same goal. Some scientists have had an idea for years, but the idea still has to be workable. If the resulting instrument or spacecraft fails, technical issues are often the first to be examined. I help the engineers push what they are comfortable making and help the scientists understand the limits of technology.
    Please talk about the competing pressures of your job.
    We are responsible for taxpayer’s money. If one thing goes wrong, even on a smaller mission, the monetary loss can run into many millions. The missions we build have cost limits. We fit cutting edge science into a cost-limited opportunity.
    NASA is extremely thorough. We safeguard taxpayer funds, but also push cutting-edge science.
    We are on a seesaw. The engineers are more focused on technical solutions while the scientists are more focused on scientific results. I help everyone negotiate a balance that fits within the cost and schedule. The diversity between and among scientists, engineers, and financial experts is what creates NASA’s innovative solutions.

    What are some of your negotiating techniques?
    I try to build trust between team members by understanding everyone’s incentives and making sure all team members understand the different incentives. We may have different angles of approach, but we all have the same goal. People are more likely to compromise the means if they know we will end up at the same place.
    What is your proudest accomplishment?
    I am proudest of our Dorado proposal because it was cutting edge science. We were trying to discover where heavy metals like gold are created in the universe. We were trying to prove that we could do fundamental science on a very lean budget, $35 million.
    We did not win the final proposal, but I was extremely proud of our team, a very small, high-functioning team, that made us feel like we could discover the world.
    You recently transferred to support the Geospace Dynamics Constellation (GDC) mission. What do you most enjoy about your new role?
    I am still learning what I don’t know about GDC. I am finding is fascinating to see how the plans that are made in early stages of formulation change and adapt as they run into unforeseen obstacles during implementation. I am really enjoying being part of a small, high performing team, that is mission focused.

    Who is your favorite author?
    I married a librarian, and books and stories are fundamental parts of our life. I love Hemingway because he portrays extremely complex, emotional scenarios in very simplistic terms.
    Who is your science hero?
    My high school physics teacher, Mr. Finkbeiner, who taught me that you understand science in your gut, not your head. Science is not memorizing equations; it is understanding how the world around you works.
    What are your hobbies?
    I love flyfishing on the Chesapeake’s tidal rivers and also on fresh water for trout. Flyfishing involves actively engaging with nature; reading the water and the tides, figuring out nature’s puzzle and trying to crack the code.
    What is your “six-word memoir”? A six-word memoir describes something in just six words.

  • MIL-OSI USA: John Moisan Studies the Ocean Through the ‘Eyes’ of AI

    What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    I develop ecosystem models and satellite algorithms to understand how the ocean’s ecology works. My work has evolved over time from when I coded ocean ecosystem models to the present where I now use artificial intelligence to evolve the ocean ecosystem models.
    How did you become an oceanographer?
    As a child, I watched a TV series called “Sea Hunt,” which involved looking for treasure in the ocean. It inspired me to want to spend my life scuba diving.
    I got a Bachelor of Science in marine biology from the University of New England in Biddeford, Maine, and later got a Ph.D. from the Center for Coastal Physical Oceanography at Old Dominion University in Norfolk, Virginia.
    Initially, I just wanted to do marine biology which to me meant doing lots of scuba diving, maybe living on a sailboat. Later, when I was starting my graduate schoolwork, I found a book about mathematical biology and a great professor who helped open my eyes to the world of numerical modeling. I found out that instead of scuba diving, I needed instead to spend my days behind a computer, learning how to craft ideas into equations and then code these into a computer to run simulations on ocean ecosystems.
    I put myself through my initial education. I went to school fulltime, but I lived at home and hitchhiked to college on a daily basis. When I started my graduate school, I worked to support myself. I was in school during the normal work week, but from Friday evening through Sunday night, I worked 40 hours at a medical center cleaning and sterilizing the operating room instrument carts. This was during the height of the AIDS epidemic.
    What was most exciting about your two field trips to the Antarctic?
    In 1987, I joined a six-week research expedition to an Antarctic research station to explore how the ozone hole was impacting phytoplankton. These are single-celled algae that are responsible for making half the oxygen we breathe. Traveling to Antarctica is like visiting another planet. There are more types of blue than I’ve ever seen. It is an amazingly beautiful place to visit, with wild landscapes, glaciers, mountains, sea ice, and a wide range of wildlife. After my first trip I returned home and went back in a few months later as a biologist on a joint Polish–U.S. (National Oceanic and Atmospheric Administration) expedition to carry out a biological survey and measure how much fast the phytoplankton was growing in different areas of the Southern Ocean. We used nets to measure the amounts of fish and shrimp and took water samples to measure salinity, the amount of algae and their growth rates. We ate well, for example the Polish cook made up a large batch of smoked ice fish.
    What other field work have you done?
    While a graduate student, I helped do some benthic work in the Gulf of Maine. This study was focused on understanding the rates of respiration in the muds on the bottom of the ocean and on understanding how much biomass was in the muds. The project lowered a benthic grab device to the bottom where it would push a box core device into the sediments to return it to the surface. This process is sort of like doing a biopsy of the ocean bottom.
    What is your goal as a research oceanographer at Goddard?
    Ocean scientists measure the amount and variability of chlorophyll a, a pigment in algae, in the ocean because it is an analogue to the amount of algae or phytoplankton in the ocean. Chlorophyll a is used to capture solar energy to make sugars, which the algae use for growth. Generally, areas of the ocean that have more chlorophyll are also areas where growth or primary production is higher. So, by estimating how much chlorophyll is in the ocean we can study how these processes are changing with an aim in understanding why. NASA uses the color of the ocean using satellites to estimate chlorophyll a because chlorophyll absorbs sunlight and changes the color of the ocean. Algae have other kinds of pigments, each of which absorbs light at different wavelengths. Because different groups of algae have different levels of pigments, they are like fingerprints that can reveal the type of algae in the water. Some of my research aims at trying to use artificial intelligence and mathematical techniques to create new ways to measure these pigments from space to understand how ocean ecosystems change.
    In 2024, NASA plans to launch the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) satellite, which will measure the color of the ocean at many different wavelengths. The data from this satellite can be used with results from my work on genetic programs and inverse modeling to estimate concentrations of different pigments and possibly concentrations of different types of algae in the ocean.
    You have been at Goddard over 22 years. What is most memorable to you?
    I develop ecosystem models. But ecosystems do not have laws in the same way that physics has laws. Equations need to be created so that the ecosystem models represent what is observed in the real world. Satellites have been a great source for those observations, but without a lot of other types of observations that are collected in the field, the ocean, it is difficult to develop these equations. In my time at NASA, I have only been able to develop models because of the great but often tedious work that ocean scientists around the world have been doing when they go on ocean expeditions to measure various ocean features, be it simple temperature or the more complicated measurements of algal growth rates. My experience with their willingness to collaborate and share data is especially memorable. This experience is also what I enjoyed with numerous scientists at NASA who have always been willing to support new ideas and point me in the right direction. It has made working at NASA a phenomenal experience.

    What are the philosophical implications of your work?
    The human capacity to think rapidly, to test and change our opinions based on what we learn, is slow compared to that of a computer. Computers can help us adapt more quickly. I can put 1,000 students in a room developing ecosystem model models. But I know that this process of developing ecosystem models is slow when compared what a computer can do using an artificial intelligence approach called genetic programming, it is a much faster way to generate ecosystem model solutions.
    Philosophically, there is no real ecosystem model that is the best. Life and ecosystems on Earth change and adapt at rates too fast for any present-day model to resolve, especially considering climate change. The only real ecosystem model is the reality itself. No computer model can perfectly simulate ecosystems. By utilizing the fast adaptability that evolutionary computer modeling techniques provide, simulating and ultimately predicting ecosystems can be improved greatly.
    How does your work have implications for scientists in general?
    I do evolutionary programming. I see a lot of possibility in using evolutionary programming to solve many large problems we are trying to solve. How did life start and evolve? Can these processes be used to evolve intelligence or sentience?
    The artificial intelligence (AI) work answers questions, but you need to identify the questions. This is the greater problem when it comes to working with AI. You cannot answer the question of how to create a sentient life if you do not know how to define it. If I cannot measure life, how can I model it? I do not know how to write that equation. How does life evolve? How did the evolutionary process start? These are big questions I enjoy discussing with friends. It can be as frustrating as contemplating “nothing.”
    Who inspires you?
    Many of the scientists that I was fortunate to work with at various research institutes, such as Scripps Institution of Oceanography at the University of California, San Diego. These are groups of scientists are open to always willing to share their ideas. These are individuals who enjoy doing science. I will always be indebted to them for their kindness in sharing of ideas and data.
    Do you still scuba dive?
    Yes, I wish I could dive daily, it is a very calming experience. I’m trying to get my kids to join me.
    What else do you do for fun?
    My wife and I bike and travel. Our next big bike trip will hopefully be to Shangri-La City in China. I also enjoy sailing and trying to grow tropical plants. But, most of all, I enjoy helping raise my children to be resilient, empathic, and intelligent beings.
    What are your words to live by?
    Life. So much to see. So little time.

  • MIL-OSI USA: Phathom Donald Brings Space Closer as a Hubble Mission Engineer

    What do you do and what is most interesting about your role here at Goddard? How do you help support Goddard’s mission?
    As a member of the flight operations team for the Hubble Space Telescope, I monitor and evaluate the performance of Hubble’s subsystems through its telemetry. I send commands to Hubble as needed for routine maintenance, maintaining communication with the spacecraft, and recovery from onboard anomalies. I also support ground system maintenance to ensure that operations run smoothly and uninterrupted.
    On the flight software team, I build and run simulations to verify flight software changes before they’re installed onto Hubble. Just like how your laptop or your smartphone gets regular updates to add new features or to fix bugs, Hubble gets flight software updates for added capabilities and to address new issues.
    Being a flight controller was a dream of mine, so being able to command a spacecraft has been really exciting. I also really enjoy coding, and it’s been interesting seeing how all these critical and complicated activities happen at the same time. I think the work I do outside of my flight controller role has helped me become a better flight controller, because I have a better idea of what’s happening behind the scenes — things feel a bit more intuitive to me.
    How did you find your path to Goddard?
    During undergrad, I was on a path to become a power systems engineer. But one day in my senior design class, our professor invited the Transiting Exoplanet Survey Satellite (TESS) project manager at the time to speak to our class about systems engineering and its applications to the mission. Within five minutes of this presentation, I was on the verge of tears. This presentation alone changed the course of my career because it reminded me that I love the stars and I love space. More importantly, it made me feel like a career at NASA was actually possible.
    So, I emailed the speaker and asked him for advice, and he responded with excellent guidance and encouragement. I saved that email and essentially used it as a career guide. After graduating, I worked for a NASA contractor first as a quality engineer, then as a model-based systems engineer. While I was in that role, I pursued my master’s, and about a month after graduating, I saw the job posting for Hubble’s flight operations team at Goddard. After a year or so of settling in, I reached out to that same speaker and I let him know I took his advice, I made it to NASA, and that I couldn’t be more grateful for his help. He responded beautifully, saying that he was humbled to have played any role in me getting to where I wanted to be.
    What first sparked your interest in space?
    My dad used to take my brothers and me to the Griffith Observatory in Los Angeles all the time. I loved going to those shows in the planetarium and just feeling engrossed in what they were teaching. I’d always wanted to take an astronomy class, but I didn’t get the chance until my last year of undergrad. I’m so glad I did; it just reaffirmed that space is for me.

    What is your educational background?
    I graduated from Howard University in Washington, D.C., in 2014 with a bachelor’s in electrical engineering. I also have a master’s in space systems engineering from Stevens Institute of Technology in Hoboken, New Jersey. Right now, I’m pursuing a graduate certificate in control systems from the University of Michigan at Dearborn to prepare for a role supporting Hubble’s pointing and control subsystems. After I’m done, I plan to pursue a graduate certificate in aerospace for that same reason; I want to pick up and hone skills in order to maximize my contributions to Hubble.
    How do you keep a cool head when you have a mission-critical situation?
    I think I’m generally a pretty calm person, but in moments where Hubble’s mission is at risk, I tend to focus on what is in my power to get done. So I’ll look at the situation and think, “OK, what can we do to either fix or mitigate this problem?” And I do what I can with care, I communicate clearly with those I’m working with, and I trust the abilities of my colleagues. I work with really brilliant, dedicated people who love what they do, so I know that they’re going to do what’s best for the mission.
    What is your proudest accomplishment at Goddard?
    To be honest, I’m always proud every time I see a new picture taken by Hubble, especially after we’ve recovered it from an anomaly. It feels like an accomplishment and an honor even to be part of a mission that brings those images to people on Earth.
    Who are your science role models, and how have they shaped your career in science?
    Katherine Johnson: she was an African American mathematician who was pivotal in the success of the early human spaceflight missions carried out by NASA. Her complex trajectory calculations got the first man into space and back unharmed. I also admire Dr. Sian Proctor: she was the first Black woman to pilot a spacecraft.
    As a minority, it can be easy to feel like an outlier in the space industry. Seeing people like Katherine and Dr. Proctor succeed and excel in these fields adds a bit of comfort. They show me that these technically demanding roles are attainable.
    How do you like to spend your time outside of work? What are your hobbies?
    I spend a lot of time with my tiny dog, Chara. I named her after a yellow star in the Hunting Dogs constellation. Chara is Greek for “joy,” and to say she brings me joy would be an understatement.
    I actually have a new obsession with snorkeling and freediving. I went snorkeling for the first time in early 2021 and it completely changed my life. Before snorkeling, I was terrified of water. After snorkeling, I wanted to be a fish. I just love the freedom that comes with the lack of equipment. I love the peace that I feel underwater.

    What is some advice you would give your 10-year-old self?
    You are capable of more than you know, more than what people might try to make you believe. Do what makes you feel fulfilled and define your own success. Your passion is your strength.

    Business Roundtable Witnessed Participation from Over 100 Companies from India and EFTA Nations

    India and the European Free Trade Association (EFTA) – comprising Switzerland, Norway, Iceland, and Liechtenstein – have taken a significant step towards deeper economic collaboration with the inauguration of the India-EFTA Desk. This initiative follows the recently concluded India-EFTA Trade and Economic Partnership Agreement (TEPA), which positions EFTA as the first European bloc to formalize a trade pact with India. Union Minister for Commerce and Industry, Shri Piyush Goyal hailed TEPA as a landmark agreement, emphasizing India’s growing role in global trade. “This desk will serve as the bridge between businesses on both sides, ensuring transparency, trust, and ease of doing business,” he stated. He underscored India’s ambition to surpass $100 billion in EFTA investments, highlighting the country’s commitment to fostering equitable and mutually beneficial trade relationships.

    The India-EFTA Desk will provide structured support to EFTA businesses looking to invest, expand, or establish operations in India. High-ranking dignitaries from all four EFTA nations attended the launch, reaffirming their commitment to strengthening economic ties.

    Switzerland’s State Secretary for Economic Affairs, Ms. Helene Budliger Artieda, described TEPA as a “new chapter for investment promotion and cooperation,” citing over CHF 10 billion in Swiss FDI that has created 146,000+ jobs in India, particularly in manufacturing. She projected a surge in investments across precision industries, chemicals, food processing, and pharmaceuticals, suggesting that an Invest India office in Switzerland could further drive investment flows.

    Norway’s State Secretary of Trade and Industry, Mr. Tomas Norvoll, likened TEPA to an airport, with the EFTA Desk serving as the landing strip for businesses. He noted that Norwegian companies in India have doubled in the last decade, with sovereign wealth fund assets reaching $31.4 billion.

    Iceland’s Permanent Secretary for Foreign Affairs, Mr. Martin Eyjolfsson, called TEPA “the most significant trade agreement EFTA has signed in decades,” reinforcing India’s role as a key economic partner for Europe. He highlighted growing cooperation in renewable energy, seafood, and pharmaceuticals, positioning TEPA as a stabilizing force amid global economic uncertainty.

    Liechtenstein’s Minister of External Affairs, Education, and Sport, Ms. Dominique Hasler, emphasized the Desk’s role in facilitating high-value manufacturing and innovation-driven industries. She pointed to Hilti’s success in India and expressed optimism that TEPA would encourage more Liechtenstein-based firms to expand.

    The India-EFTA Desk will drive investment in renewable energy, life sciences, engineering, and digital transformation. Secretary, DPIIT, Shri Amardeep Singh Bhatia, noted that TEPA will spur joint ventures, SME collaborations, and technology partnerships, with the Desk streamlining regulatory navigation for EFTA businesses.

    Union Minister of State, Shri Jitin Prasada, highlighted EFTA’s strategic importance to India’s development goals, citing Norway’s expertise in green shipping, Switzerland’s advancements in rail networks, Iceland’s leadership in geothermal energy, and Liechtenstein’s high-value manufacturing. He also pointed to research collaborations between IITs and the Arctic University of Norway, demonstrating TEPA’s broader scope beyond trade.

    Following the Desk’s inauguration, a high-level Business Roundtable chaired by Shri Piyush Goyal convened to explore opportunities and address trade challenges. Discussions identified key sectors, including seafood & maritime, energy, financial services, pharmaceuticals, engineering, and food processing.

    Looking ahead, the India-EFTA Desk will serve as the primary channel for fostering continuous business-government dialogue. The Indian government has pledged to work closely with EFTA partners to unlock TEPA’s full potential. Concluding the discussions, Shri Piyush Goyal called TEPA a “model agreement” and reaffirmed India’s readiness to build a robust future with EFTA, stating: “India is ready when you are. Let’s build this future together.”

    With the official inauguration of the EFTA Desk, India and EFTA have entered a new era of economic cooperation, ensuring that businesses from both regions thrive in an era of sustainable and innovation-driven growth.

  • MIL-OSI USA: Project to remove four fish barriers on the Olympic Peninsula scheduled to begin Feb. 24

    Two-year project includes long-term closures on US 101, SR 116

    PORT ANGELES – A project to remove four barriers to fish in Clallam and Jefferson counties is scheduled to begin Monday, Feb. 24.

    Three of the barriers, Tumwater, Lees, Ennis creeks, are beneath US 101 in the Port Angeles area. The fourth is Chimacum Creek on State Route 116 in Port Hadlock-Irondale.

    The Washington State Department of Transportation will replace several outdated culverts at these locations with new structures to improve fish migration. 

    At Tumwater and Chimacum creeks, travelers will see long-term road closures with detours. These closures shorten the overall timeline of the project

    US 101 Tumwater Creek

    Construction at Tumwater Creek in Port Angeles starts Monday, Feb. 24, when US 101 near West Nicholas Road will close for 80 days. A signed detour will lead travelers around the closure.

    This closure may be rescheduled depending on the weather. WSDOT will announce the closure date when it is confirmed.

    Work at this location is expected to take about a year.

    US 101 Lees and Ennis Creeks

    Work at Lees and Ennis creeks is scheduled to begin in March 2025. The creeks are on US 101 just east of Port Angeles, between South Del Guzzi Drive and South Brook Avenue. The exact date of the start of construction will be announced in advance.

    Travelers will see nighttime lane closures early in the project as contractors set up the work zone. There will be no daytime lane closures on US 101. Instead, there will be shifted lanes and a speed limit reduction to 25 mph.

    Construction will last approximately two years at Lees and Ennis Creeks.

    Chimacum Creek

    Construction on SR 116 just east of Rhody Drive (SR 19) in Port Hadlock-Irondale is scheduled to begin in summer 2025. 

    Travelers will see a long-term closure of SR 116 between Shotwell Place and Chimacum Creek Drive.

    The exact closure date and length will be announced in advance. Signs will route travelers (JPG 50KB) around the closure using Rhody Drive, Irondale Road and Chimacum Road.

    Work at Chimacum Creek will take approximately one year.

    Travelers can receive email updates about roadwork on state highways in Jefferson and Clallam Counties. Real-time information is available via the WSDOT app and WSDOT Travel Center Map.

         The Acting Chief Executive, Mr Chan Kwok-ki, met with the visiting Director-General of the Food and Agriculture Organization of the United Nations (FAO), Dr Qu Dongyu, today (February 10). The Secretary for Environment and Ecology, Mr Tse Chin-wan, and the Director of Agriculture, Fisheries and Conservation, Mr Mickey Lai, also attended the meeting.

         Mr Chan welcomed Dr Qu’s visit to Hong Kong with his delegation. Mr Chan said that the FAO has 194 Member Nations launching work worldwide, leading international efforts to eradicate hunger. It plays a pivotal role in global food security, promoting the development of distinctive agricultural products in various countries and regions, advancing the development of fisheries and aquaculture, and preventing and controlling major animal diseases. Its achievements are widely recognised.

         Mr Chan said that Hong Kong is promoting the upgrading and transformation of the overall agriculture and fisheries industry towards modernisation and sustainable development. The Blueprint for the Sustainable Development of Agriculture and Fisheries formulated in Hong Kong earlier has also set out specific work targets in this regard. In addition, Hong Kong has consistently engaged in various collaborations with the FAO. For example, the Agriculture, Fisheries and Conservation Department earlier participated in the drafting of a series of FAO guidelines on African Swine Fever (ASF) to assist smallholder pig farmers in the Asian region to respond to ASF, and the relevant guidelines have now been widely adopted by Asian countries/regions. 

         Mr Chan further said that he looks forward to greater co-operation between Hong Kong and the FAO to strengthen knowledge exchange, promote regional co-operation, and make further contributions to global food security and sustainable development. Dr Qu thanked the Hong Kong Special Administrative Region Government’s support of the FAO and said he looks forward to engaging in closer collaboration in the future.

  • MIL-Evening Report: Where should we look for new metals that are critical for green energy technology? Volcanoes may point the way

    About 400 kilometres northwest of Sydney, just south of Dubbo, lies a large and interesting body of rock formed around 215 million years ago by erupting volcanoes.

    Known as the Toongi deposit, this site is rich in so-called rare earths: a collection of 16 metallic elements essential for modern technologies from electric cars to solar panels and mobile phones.

    Efforts are under way to mine this deposit, but the demand for rare earths in the coming decades is likely to be enormous.

    To find more, we need to understand how and why these deposits form. Our latest research on Australian volcanoes, published in Nature Communications Earth and Environment, shows how tiny crystals formed inside volcanoes offer clues about the formation of rare earth deposits – and how we can find more of them.

    Rare earths and the melting mantle

    The formation of rare earth element deposits begins with partial melting of Earth’s mantle which lies deep below the crust.

    Earth’s mantle is dominated by minerals that are rich in iron and magnesium. These minerals also contain small amounts of other elements, including the rare earth elements.

    When the mantle melts to form magma, the rare earth elements move easily into the magma. If the amount of melting is small, the magma has a higher proportion of rare earth elements than if the amount of melting is large – for example, at a mid-ocean ridge where vast amounts of magma rush to the surface and form new oceanic crust.

    As this magma migrates towards Earth’s surface, it cools down and new minerals begin to form. These minerals are mostly composed of oxygen, silicon, calcium, aluminium, magnesium and iron.

    This means the leftover magma contains a higher concentration of rare earth elements. This residual liquid will continue to ascend through the crust until it solidifies or erupts at the surface.

    From Greenland to central New South Wales

    If the magma cools and crystallises in the crust, it can form rocks containing high levels of critical metals. One place where this has happened is the Gardar Igneous Complex in Southern Greenland, which contains several rare earth element deposits.

    In central New South Wales in Australia, magmas enriched in rare earth elements erupted at the surface. They are collectively given the geological name Benolong Volcanic Suite.

    Within this suite is the Toongi deposit – a part of the ancient volcanic plumbing system. This is an “intrusion” of congealed magma containing very high levels of critical metals.

    Magmas enriched in rare earth elements are uncommon, and those that are enriched enough to be productively mined are rarer still, with only a few known examples worldwide. Even with all we know about how magmas form, there is much more work to be done to better understand and predict where magmas enriched in critical metals can be found.

    Crystals record volcanic history

    You may have wondered how scientists know so much about what happens kilometres (sometimes tens of kilometres) below our feet. We learn a lot about the interior of the Earth from studying rocks which make their way to the surface.

    The processes that occur in a magma as it rises from Earth’s interior leave clues in the chemical composition of minerals which crystallise along the way. One mineral in particular – clinopyroxene – is particularly effective at preserving these clues, like a tiny crystal ball.

    Fortunately, there are crystals of clinopyroxene within many of the rocks in the Benolong Volcanic Suite. This allowed us to examine the history of the non-mineralised rocks and compare it with the mineralised Toongi intrusion.

    What’s different about the rocks at Toongi

    We found that the Toongi rocks have two important differences.

    First, the clinopyroxenes in the non-mineralised volcanic suite contain a lot of rare earth elements. This tells us that for most rocks in the volcanic suite, critical metals were “locked up” within clinopyroxene, rather than remaining in the residual melt.

    In contrast, clinopyroxene crystals from Toongi show low levels of rare earth elements. Here, these elements are contained in a different mineral, eudialyte, which can be mined for rare earth elements.

    Second, and most interesting, the clinopyroxenes from Toongi have an internal crystal structure that resembles an hourglass shape. This is caused by different elements residing in some parts of the crystal. It’s an exciting observation because it suggests rapid crystallisation occurred due the release of gas while the crystals were forming.

    In contrast, we found no evidence of rapid crystallisation in the rocks without high levels of rare earths.

    Our work means we can now track the composition and zoning of clinopyroxene in other extinct volcanoes in Australia and beyond to find out which ones may accumulate relevant rare earth element deposits.

    This study adds another piece of the puzzle for understanding how critical metals accumulate, and how we can find them to power green, renewable energy sources for a sustainable future.

    COLORADO SPRINGS – Today, Governor Polis joined Colorado Parks and Wildlife, and local and federal partners to explore management of recreation management opportunities on Pikes Peak – America’s Mountain. The partnership follows years of work by CPW and the local and federal agencies and has its roots in an Executive Order the governor signed in 2020 creating the Regional Partnerships Initiative (RPI). Governor Polis believes the partnership could result in a Pikes Peak Recreation Area managed by CPW that would improve the existing outdoor amenities on the mountain and create new ones. 

    “This is exactly the type of collaboration we hoped to inspire when I signed the Regional Partnerships Initiative in 2020,” Governor Polis said. “We deserve an amazing statewide vision of world-class outdoor recreation while preserving Colorado’s wildlife, habitat and quality of life. The possibility of a Pikes Peak Recreation Area fits that vision perfectly.” 

    The Governor was in town to visit with the local and federal officials who initiated the partnership by sending CPW Director Jeff Davis a Letter of Intent (LOI) asking to begin discussions about the possibility of CPW managing and expanding recreational opportunities on the mountain. 

    “CPW is excited to begin serious talks with local and federal partners about managing outdoor recreation on Pikes Peak,” said CPW Director Davis. “One of the pillars of CPW’s mission is to provide enjoyable and sustainable outdoor recreation opportunities that educate and inspire current and future generations to serve as active stewards of Colorado’s natural resources. We believe we have a lot to offer to the many people who already seek out Pikes Peak for outstanding outdoor recreation opportunities. I’m hopeful and confident we can reach an agreement that benefits all the partners.” 

    The LOI was signed by the U.S. Bureau of Land Management, the City of Manitou Springs, the City of Colorado Springs Parks, Recreation and Cultural Services office, Pikes Peak America’s Mountain municipal enterprise, Colorado Springs Utilities, El Paso County, Teller County and the U.S. Department of Agriculture, the U.S. Forest Service, Pike-San Isabel National Forests and the Cimarron and Comanche National Grasslands, who released the following shared statement: 

    “As partners and land managers in the Pikes Peak Region, we look forward to working closely with Colorado Parks and Wildlife to leverage their support and expertise as we explore strategies to define, develop, and manage the Ring the Peak corridor and enhance recreation opportunities on Pikes Peak. Together, we are committed to sustainable land management practices while offering recreation opportunities and ensuring the conservation of wildlife and protection of their habitats.” 

    Governor Polis has made expansion and enhancement of recreation opportunities across Colorado a priority and he is excited at the prospect of a partnership that would bring CPW’s management expertise to Pikes Peak. 

    “Now the partners need to get to work drafting a long-term agreement with CPW,” Governor Polis said, adding that he would like to see a multi-year plan to enhance camping, fishing, hiking and other recreational amenities on the mountain. 

    CPW views its potential role on Pikes Peak similar to its management of the Arkansas Headwaters Recreation Area where the state agency partners with federal agencies to run campgrounds and manage hiking, boating and other activities. 

    The governor was joined by LOI partners and representatives of the Pikes Peak Outdoor Recreation Alliance (PPORA), which has been the driving force that began working in 2021 to bring together the federal, state and municipal partners that ultimately signed the LOI. 

    The group, led by Becky Leinweber, PPORA executive director, collaborated with outdoor businesses, nonprofits, government entities and individuals who recognize the value of our region’s natural and recreation assets to our community both as an economic driver and for our health and well-being. They identified America’s Mountain as their primary focus and hammered out the Outdoor Pikes Peak Initiative. 

    “Our collaboration has been instrumental in advancing outdoor priorities,” Leinweber said. “We are grateful to the many partners who have continued to engage, build relationships, and work together through the last three years of planning work and for exploring innovative solutions for complex challenges, including this one for improved management.” 

    While Governor Polis and CPW are committed to expanding camping, fishing, hiking and other outdoor recreation opportunities on Pikes Peak, the partnership in the LOI is focused in particular in getting CPW’s leadership to complete the “Ring the Peak Trail.” 

    “We look forward to working closely with Colorado Parks and Wildlife to leverage their support and expertise as we explore strategies to complete the remaining segments of the Ring the Peak Trail and enhance recreation opportunities on Pikes Peak,” the partners said in a joint statement. “Together, we are committed to sustainable land management practices while offering recreation opportunities and ensuring the conservation of wildlife and protection of their habitats.”

  • MIL-OSI Global: What public-private-partnership scandals can tell us about wrongdoing in the water industry

    Water bills are going up in England and Wales, even after the series of scandals around water companies. Last year water firms paid £158 million in fines following a record-breaking number of sewage dumps in rivers and seas.

    Severn Trent Water and United Utilities alone reportedly made 1,374 illegal sewage spills over two years. (Both companies took issue with the analysis that led to this figure but acknowledged concerns about sewage discharges.)

    There have been other notable incidents. Whistleblowers have told of water companies that fail to treat legally required amounts of sewage and divert that sewage to public waterways. To add to the disgrace, water companies have generally failed to invest enough in the UK’s water infrastructure.

    Research suggests that governments have been pressured to become more “business-like”. This has given rise to the use of public-private partnerships (PPPs) to run important public services, such as water, transport and even prisons. Water companies in England and Wales are private companies that bid for their contracts, while in Scotland, the water provider is a public organisation.

    While other findings show that PPPs can support important public service needs, such as public health, research by my colleagues and I examines a consistent pattern in UK PPP scandals and wrongdoing. Over the past decade and a half, billions of pounds of taxpayers’ funds are unaccounted for. This appears to be largely because private interests have been prioritised over public needs.

    As a researcher of PPP wrongdoing, the reasons for many of the scandals seem obvious. My colleagues and I studied parliamentary inquiries and reports that have scrutinised PPP wrongdoing. This research can tell us a great deal about the UK’s predicament with regard to the failings in the water industry.

    The first lesson is that, in general, many PPPs are motivated actually to reduce the quality of the services they deliver. One parliamentary inquiry found that contracting services out from the public to the private sector had become a “transactional process” where cost-cutting is favoured and the “knock-on cost” to users results in a lower-quality public service.

    Other findings showed that companies regularly reduced the quality of a service to maximise profits. One way was to bid for a public service at a low price. A Public Accounts Committee member observed that companies coming in with low quotes for contracts can end up damaging services by under-investing in them.

    Another example is Sodexo – a private prison management provider. It cut employee numbers by around 200 and a subsequent BBC Panorama documentary detailed escapes and widespread drug use in the prisons they managed and also criticised a lack of safety for both prisoners and prison officers. Sodexo acknowledged the programme had highlighted problems and said it would investigate, but added that there had been “positive actions and improvements” already.

    Similar practices were observed at a children’s prison run by security firm G4S, where an officer was left with brain damage after an attack by inmates. G4S admitted liability for the officer’s injuries and agreed a settlement with him.

    Pay the fine, it’s cheaper

    The second lesson is it can be cost-effective to breach contracts and pay fines. Companies sometimes breach the terms of their public-private contracts because it’s in their economic interest. This even has a name – economists call it “efficiency breach”.

    For instance, a parliamentary report found that between 2010 and 2016 G4S was fined 100 times for breaching contracts – paying out roughly £3 million. As one MP suggested, these fines compared to its profits are a “slap on the wrist”. The same has been said of water companies.

    When observing the fines in comparison to the profitable contracts, it’s easy to posit what the motivations of many in the UK’s public service system are. In 2017, despite previous indictments of wrongdoing, G4S won £25 million of government contracts.

    In 2020 the firm won another £300 million contract to run Wellingborough “mega-prison” in England. Despite some raised eyebrows, G4S said at the time it aimed to make the site a blueprint for “innovation, rehabilitation and modernisation” in the prison service.

    Pay the shareholders, invest later

    The third lesson is that shareholders are more important than long-term investments in a service. This is perhaps the most notable feature of the UK’s public service system, where a vast array of shareholders benefit from the profits made by PPPs. In one of the parliamentary reports we analysed, which details the collapse of the facilities management firm Carillion, it was clear that shareholders’ interests trumped good management and long-term investment.

    As was noted in the report, despite Carillion’s collapse, the firm paid out £333 million more to shareholders than it generated in cash between 2012 and 2017. Often, this shareholder primacy can even go against a firm’s own employees rather than just the state and taxpayers. One MP noted that despite its pension scheme being in deficit, shareholders were still receiving dividends.

    Often, shareholders are prioritised because of short-term thinking. These processes can lead to firms passing these bad practices down their supply chains.

    The behaviour of water companies is suggestive of these dynamics. Since water companies have been privatised, they have loaded themselves up with debt (£64 billion) but paid out £78 billion to shareholders. Some 70% of these shareholders are “foreign investment firms, private equity, pension funds and businesses lodged in tax havens”.

    So what should be done? There are plenty of ways to enhance and improve the UK’s PPP problems. The most obvious may be to renationalise public services and renew the quality of public services through New Deal-style investments. After all, this is what what most of the UK electorate wants.

    There are other options. An innovative and exciting frontier is opening for businesses to recognise their environmental responsibilities – initiatives in New Zealand, India and Ecuador are giving the status of personhood to rivers and ecosystems, for example.

    Outdoor fashion brand Patagonia has “the Earth” as its only shareholder, and hair and skincare brand Faith in Nature has appointed nature to its board. Imagine if the UK’s water companies had the rivers and seas represented.

    In the end, only time will tell how water companies will be held accountable. But for the moment it’s the UK taxpayer and consumer paying the price.

    Derry and Strabane Council agrees its budget for 2025/26

    Derry City and Strabane District Council today agreed its budget for the incoming 2025/26 financial year and set a District Rates increase for ratepayers of 4.92%.

    This will see an average rates bill increasing by £28.96 per annum or 56 pence per week. The regional rate, set by Central Government, will be determined by the end of March, and will also have an impact on the overall rates bill.

    The budget was set at a Special Meeting of Council today, Monday, 10th February 2025, where it was highlighted that the increase comprised a 3.42% baseline increase to cover the significant statutory financial challenges and service demands facing Council along with a 1.50% rates investment towards the financing of Council’s hugely ambitious and exciting capital strategy.

    In terms of the baseline increase, Members were advised of the range of statutory pressures and new service demands facing Council services including pay pressures, Employer’s national insurance costs and cost inflation which have been partially offset by some rate-base growth, additional waste income and continued efficiencies across Council services.

    It was outlined to Members at the meeting that pay pressures continue to be a significant issue for Council, particularly in the current year whereby the Employer’s national insurance increases imposed by the recent UK budget have added circa £1.1m to Council’s pay bill and have had a direct 1.21% impact on rates bills. Unfortunately, despite ongoing lobbying by Councils, no funding has been confirmed from Treasury to offset this additional cost for public sector employers in Northern Ireland.

    Facilitated by new waste income, the baseline rates position also includes investment of £1.266m (1.64%) towards the reinstatement of previously implemented service cuts as well as new service pressures and demands. These include costs associated with assuming the responsible reservoir manager role at Creggan Reservoir; addressing budgetary and resourcing pressures within our key core front line services e.g. grounds maintenance, refuse collection, street cleansing and cemeteries; additional investment into grant aid programmes within sports development, community centre venues, consensual local growth partnerships, advice and cultural organisations; additional resources within community services to address emerging and immediate priorities e.g. Whole Systems approach to Obesity and Ending Violence against Women and Girls strategy; as well as additional tourism resource focused on screen and food tourism.  

    This year’s budget will therefore allow Council to continue to provide critical frontline services to ratepayers with a clear focus and commitment to protecting jobs as well as the continued provision of funding to organisations who rely on Council support to deliver community services and projects. 

    Central to this year’s rates process is the substantial positive progress made to Council’s capital funding strategy and our ambitious capital development plans. To date over £200m of capital projects have been completed or are progressing with full funding in place. These include Acorn Farm, Derg Active, Daisyfield Sports Hub, new Northwest cemetery provision at Mullenan Road, the DNA Museum and COVID recovery small settlements investment across the District, as well as the recently approved Riverine and Strabane Public Realm projects.

    The additional 1.50% rates capital investment agreed today along with funding expected to be secured from the Northern Ireland Executive towards City of Derry Airport will go towards financing Council’s hugely ambitious and exciting capital financing strategy. Building on the investment secured following the signing of the transformative City Deal and Inclusive Future Fund investment plan in September 2024, Council will now have financing of up to £100m in place towards it’s 2 key strategic leisure aspirations in Templemore and Strabane. This will enable the 2 projects to progress to detailed design, consultation and planning with some further rates investment in 2026/27 and 2027/28 allowing the projects to progress to construction.  2025/26 will also see options and costings being further progressed and detailed designs developed for new civic/ commercial office development as a key component of the wider aspirations for the future Central Riverfront development and university expansion.

    Members were also informed that, whilst work progresses across the Council District on Council’s fully funded programme of community and statutory capital projects, this years’ rates investment would ensure an additional £10m of funding could be made available to progress several further projects. This will supplement the £4m funding previously earmarked for a range of these projects and the hope that Council investment can be further leveraged through the securing of external investment from Central Government. Following the conclusion of the rates process, immediate considerations by the Capital and Corporate projects Planning Group in respect of the prioritisation of projects will progress. 

    In conclusion, members in approving the agreed District rates increase have given Council authority to continue to press ahead with its ambitious plans to drive growth and investment across the City and Region as well deliver critical front-line services across the City and District.

    The new agreed District rate for the year ending 31st March 2026 is 39.5993 p in the £ for Non-Domestic properties and of 0.6369p in the £ for Domestic properties. This represents a 4.92% District rates increase for all ratepayers.

  • MIL-OSI Australia: Crocodile euthanised during search for missing man in Aurukun

    Wildlife officers, with the assistance of Queensland Police Service (QPS), have humanely euthanised a large crocodile as part of recovery efforts to locate a man who went missing from Aurukun on 1 February 2025.

    The 4-metre crocodile was located by wildlife officers overnight near Watson River.

    The animal was very distinguishable as it had dark skin colouration compared to other large crocodiles in the area.

    Wildlife officers have handed the crocodile over to the Queensland Police Service.

    The Department of the Environment, Tourism, Science and Innovation expresses its sincere condolences to the family and friends of the missing man.

    The Aurukun region is well known Croc Country and people should always be Crocwise in that area. In particular:

    • Expect crocodiles in ALL waterways even if there is no warning sign
    • Obey all warning signs – they are there to keep you safe
    • Be aware crocs also swim in the ocean and be extra cautious around water at night
    • Stay well away from croc traps – that includes fishing and boating
    • The smaller the vessel the greater the risk, so avoid using canoes and kayaks
    • Stand back from the water’s edge when fishing and don’t wade in to retrieve a lure
    • Camp well back from the edge of the water
    • Never leave food, fish scraps or bait near water, camp site or boat ramp
    • Never provoke, harass or feed crocs
    • Always supervise children near the water and keep pets on a lead.
