    WASHINGTON Ranking Member Robert C. “Bobby” Scott (VA-03) released the following statement after the Bureau of Labor Statistics announced that the economy added 254,000 jobs in September, and the unemployment rate ticked down from 4.2 to 4.1 percent. Under the Biden-Harris Administration, 16.2 million jobs have been created, and workers have seen their hourly earnings grow by 18.1 percent on average.

     “Four years ago, the unemployment rate was 7.8 percent. Today, the unemployment rate is 4.1 percent. Four years ago, roughly 800,000 people filed initial unemployment insurance claims during the week.  Only 225,000 filed claims this week. Four years ago, the economy was in freefall and Americans were hoarding toilet paper; today the economy is strong, and Americans are thriving. 

    “The truth is the economy always performs better under Democratic Administrations. For example, President Trump is the first president in nearly 100 years to have lost more jobs than he created during his time in office. During President Trump’s tenure, ten months of which he spent mismanaging the COVID-19 pandemic, the economy lost 2.7 million jobs. During President Biden’s time in office, nearly two years of which were spent recovering from the COVID-19 pandemic, the economy has added 16.2 million jobs. That is more jobs than any President has created in four years. And more jobs than any Republican President has created in eight years. The only President to create more jobs is President Clinton, who added 22.9 million jobs in eight years. 

    “Despite inheriting a struggling economy and a workforce devastated by the COVID-19 pandemic, the Biden-Harris Administration successfully rebuilt the economy and delivered real, lasting results for the American people. The policies in the American Rescue Plan Act (APRA) helped to create millions of new jobs– reflecting Democrats’ commitment to build an economy from the bottom up and the middle out.

    “In ARPA and IRA, Democrats fought to put money in family bank accounts by passing stimulus payments, enacting the child tax credit, enhancing SNAP benefits, increasing unemployment insurance and saving the pensions of one million workers participating in the multi-employer pension fund. Democrat then lowered everyday costs for working families by reducing health care costs, reducing premiums on the Obamacare Marketplace and reducing drug costs, especially insulin, and reducing the costs of childcare.  These measures not only helped families afford their day-to-day needs but by the end of the first year, child poverty was cut in half, and credit card delinquency was at its lowest point in nearly 30 years. And Congressional Democrats were able to accomplish this without a single Republican vote.

    “And the Administration’s commitment to invest in workers has paid off for families across America. The Census Bureau recently reportedthat the strong labor market and falling inflation contributed to a marked increase in real median household income, as well as a decrease in the official poverty rate. These investments demonstrate that policies that prioritize workers are also great for the economy.  

    “Every worker in America should be able to come home from work each day healthy, whole, and fairly compensated. Unfortunately, we know all too well that unscrupulous employers cut corners that put workers’ lives at risk or violate their rights in the workplace. In 2023, 16.2 million Americans were able to count on their unions to help them secure higher pay, better benefits, and safer workplaces. Continuing to safeguard collective bargaining is just one of the ways this Administration and Congressional Democrats have ensured that workers have a share in the prosperity they work hard to create.

    “Moreover, the Biden-Harris Administration remains committed to raising workers’ wages. This is why in 2021, President Biden worked to raise the minimum wage for federal contractors to $15 an hour. And earlier this year, the Department of Labor finalized a rule that would guarantee overtime pay for most salaried workers earning less than $58,656 per year, extending overtime protections for roughly an additional 4 million Americans. I will continue to support the Biden-Harris Administration’s ongoing commitment to paying workers their fair share and having the security they need to provide for themselves and their families.

    “The results of these policies speak for themselves – in the past four years, Democrats ensured working people were not left behind during this country’s economic recovery. But the work is not over. Despite the resilience of the economy, there is more that can be done to lower costs, whether at the grocery store, the pharmacy counter, or when buying a home. Democrats are offering proposals to end price gouging, lower prescription drug costs, expand home ownership, increase the Pell grants, lower the cost of childcare, among many other things.

    “In stark contrast, my House Republican colleagues have spent their time in the majority complaining and blaming others but not offering Americans any solutions. And their record shows it. In the last two years, House Republicans have not passed a single piece of legislation that was signed into law that will meaningfully reduce costs for the American people. Complaining about a problem is not a solution.

     “As for me, I will continue my work in Congress, as I always have— working on policy solutions that will build on the progress we have made and create an economy where everyone can succeed.”

  • MIL-OSI USA: Warner, Kaine & Wexton Announce $6 Million in Federal Funding for Land Acquisition Needed to Preserve President James Monroe’s Oak Hill Home as a New State Park

    WASHINGTON, D.C. — Today, U.S. Senators Mark R. Warner and Tim Kaine, (both D-VA), and U.S. Congresswoman Jennifer Wexton (D-VA-10) announced $6,000,000 in federal funds from the National Park Service’s (NPS) Land and Water Conservation Fund to help the Virginia Department of Conservation and Recreation acquire the property needed to preserve President James Monroe’s Oak Hill home as a new state park.  
    “Oak Hill is an important site with clear historic value to our nation,” the lawmakers said. “We’re glad this funding will help us take steps toward preserving this site to create public access, especially as we approach America’s semi-quincentennial celebration in 2026.”
    Warner, Kaine, and Wexton wrote to NPS last year to request a reconnaissance survey to evaluate the suitability of designating Oak Hill, the home of President James Monroe located in Loudoun County, as a unit of the National Park System. They also submitted a letter of support for Virginia’s LWCF application.
    Already listed as a National Historic Landmark, the mansion at Oak Hill, located in Aldie, Virginia, was home to James Monroe during and after his presidency. The historic property is currently privately owned. The mansion and outbuildings have been well preserved by the owners, who now wish for the property to come under state management to share with the public the story of the former president and the craftspeople and enslaved African Americans who also lived there.
    James Monroe was an influential founding father of America, whose long career of public service includes serving as a U.S. Senator from Virginia, the 12th and 16th Governor of Virginia, the U.S. Secretary of State under President James Madison, and the fifth President of the United States from 1817-1825. One of his most enduring achievements is the Monroe Doctrine, which continues to influence U.S. foreign policy.
    In addition to helping more Americans experience history at Oak Hill, the park will feature new outdoor recreation opportunities including overnight camping, trails, water sports, and fishing. The site will also include historic sites and a diverse landscape that includes fields, forests, streams, rivers, ponds, and wetlands.

  • MIL-OSI Security: USCGC Oliver Henry completes strategic patrol in Palauan waters, strengthening regional security and maritime partnerships

    The crew of USCGC Oliver Henry (WPC 1140) completed a two-week patrol from Sept. 16 – 30, 2024, as part of Operation Rematau, contributing to maritime security, domain awareness and the enhancement of strategic partnerships between the United States and the Republic of Palau.

    This patrol bolstered the United States’ commitment to supporting sovereign maritime nations in the Pacific and reinforcing good regional maritime governance.

    The crew of USCGC Oliver Henry (WPC 1140) conducted transits covering an area of over 15,000 square miles of Palau’s Exclusive Economic Zone (EEZ). Their vigilance played a pivotal role in deterring illegal, unreported, and unregulated (IUU) fishing and other illicit maritime activities, thereby enhancing maritime security.

    “Our patrol, coordinated with our Palauan partners, demonstrates the ongoing importance of our presence in these waters,” said Lt. Ray Cerrato, commanding officer of Oliver Henry. “Through dedicated enforcement, professional exchanges, and bilateral operations, we are helping to secure not just Palau’s maritime resources but also contributing to regional stability and cooperation.”

    Notably, the crew conducted three bilateral law enforcement boardings with Palau’s Division of Marine Law Enforcement and monitored foreign fishing vessels within Palau’s EEZ. These actions resulted in no violations, reflecting positive compliance by local and foreign vessels operating in the region, supporting Palau’s efforts to maintain sustainable fisheries.

    The patrol also assessed the feasibility of Malakal Pier in Palau as a potential berth for larger Coast Guard cutters in future operations. This assessment ensures continued U.S. support and regional collaboration to counter potential maritime threats.

    In conjunction with law enforcement activities, the crew engaged in professional knowledge exchanges with Palau’s Division of Marine Law Enforcement members and U.S. Coast Guard Forces Micronesia/Sector Guam’s Sector Boarding Team (SBT), furthering mutual capacity-building efforts. Enhancing readiness and strengthening partnerships, the crew pursued training and certifications for Oliver Henry’s crew and additional members from USCGC Myrtle Hazard, USCGC Hollyhock, and U.S. Coast Guard District 8, supplementing Oliver Henry’s team.

    “The success of this mission demonstrates the strategic importance of maritime domain awareness and cooperation in the Pacific,” said Capt. Robert Kistner, commander, U.S. Coast Guard Forces Micronesia/Sector Guam. The operational knowledge gained from this patrol and continued collaboration between the U.S. and Palau enables future regional security initiatives.”

  • MIL-OSI China: China makes great achievements in environmental protection over past 75 years

    BEIJING, Oct. 5 — China has made remarkable strides in ecological and environmental protection over the past 75 years, increasing the green coverage ratio, improving the system for natural protection areas, better-protecting wildlife species and their habitats, and enhancing air pollution control.

    INCREASING GREEN COVERAGE

    In the early days of the founding of the People’s Republic of China, the green coverage ratio of Youyu County, located at the edge of the Maowusu Desert, was less than 0.3 percent.

    Local government and residents’ continuous afforestation efforts over the past seven decades have increased the county’s green coverage ratio to 57 percent. The once “barren land” has become an “oasis in the desert.”

    Youyu County’s story epitomizes China’s national efforts to make the country greener.

    China’s forest coverage rate has increased to over 24 percent from only 8.6 percent around 70 years ago. According to data from the Ministry of Ecology and Environment, the country has contributed about a quarter of the world’s total new green area since the beginning of this century.

    In 1978, China implemented the Three-North Shelterbelt Forest Program, which has effectively curbed the expansion of desertification and become a “green great wall” to prevent sandstorms, conserve water and soil, and safeguard agriculture in northwest, north and northeast China.

    By 2020, the program saw afforestation of 480 million mu (32 million hectares) of land, the management of 1.28 billion mu of degraded grasslands, and the forest coverage rate increased from around 5 percent in 1978 to about 14 percent in these regions.

    PROTECTING BIODIVERSITY

    After Dinghushan became China’s first nature reserve to preserve primary forest and protect biodiversity in 1956, China gradually established nearly 10,000 natural protection areas at all levels, including nature reserves, forest parks, natural heritage sites and geoparks.

    The country attaches great importance to biodiversity conservation, as evidenced by being among the first countries to sign and ratify the Convention on Biological Diversity.

    In 2021, China established its first national parks, covering a protected land area of 230,000 square km.

    These parks, including Sanjiangyuan National Park, the Giant Panda National Park and Wuyishan National Park, are home to nearly 30 percent of the country’s key terrestrial wildlife species.

    The progress in these national parks has made protecting biodiversity evident when considering the numbers involved.

    The population of the Hainan gibbons, a rare primate that lives in the Hainan Tropical Rainforest National Park, had risen to 37 in 2022 from 13 in 2003. Sanjiangyuan National Park, meanwhile, is now home to more than 70,000 Tibetan antelopes, in sharp contrast to less than 20,000 in the 1990s.

    Official data shows that 90 percent of China’s terrestrial ecosystem types and 74 percent of key protected wild animal and plant species populations are now effectively safeguarded.

    ENHANCED ENVIRONMENTAL PROTECTION

    Environmental protection has been a high priority for China since the State Council convened the first national conference on the issue in 1973.

    Following the introduction of an action plan to prevent and control air pollution in 2013, China became the first developing country in the world to impose large-scale efforts to reduce PM2.5 density.

    The country has seen fast improvement in air quality, with 203 cities, or around 60 percent of the total cities, meeting the air quality standard in 2023, according to the Ministry of Ecology and Environment.

    China has also made substantial strides in protecting the water ecology of key river basins, with national water quality continuing to improve.

    According to the ministry, the proportion of surface water bodies nationwide classified as having excellent water quality reached 89.4 percent in 2023.

    This figure surpasses the target set in the 14th Five-Year Plan (2021-2025) by 4.4 percentage points.

    Using the Yangtze River as an example, 98.5 percent of monitoring sites in the basin achieved excellent water quality in 2023, up 0.4 percentage points year on year.

    Additionally, the number of indigenous fish species recorded in the Yangtze River Basin increased to 227, up by 34 species from 2022. The number of nationally protected aquatic wildlife species rose to 14 in 2023, an increase of three compared to the previous year.

    Official data showed the country’s total investment in environmental pollution control reached 901.4 billion yuan (about 128.64 billion U.S. dollars) in 2022, compared with only 2.5 billion to 3 billion yuan per year in the early 1980s.

  • MIL-OSI Security: U.S. Attorney Simonton Alerts Public to Charity Scams in Wake of Hurricane Helene

    United States Attorney Leigha Simonton issued a public safety alert today advising the public to be vigilant to hurricane relief fraud in the wake of Hurricane Helene.

    “North Texans are some of the most generous people I know,” said U.S. Attorney Leigha Simonton, the Northern District of Texas’ chief federal law enforcement officer. “We’ve all been impacted by the devastating images of Helene’s aftermath and are looking for ways to help. The best way to ensure your donations make a difference is to route them through a legitimate charity. Please, be vigilant for scams. Unfortunately, some fraudsters will stop at nothing to make a quick buck – even if it means exploiting a natural disaster and preventing funds from reaching the actual victims who are in need.”  

    On Sept. 26, Hurricane Helene made landfall in Florida’s Big Bend Region and quickly caused major devastation there and across states including Georgia, South Carolina, North Carolina, Tennessee, and others. 

    As we have seen in the wake of previous national disasters, fraudsters will target victims of the storm along with citizens across the country who want to do what they can to assist individuals affected by the storm. 

    Unfortunately, criminals exploit disasters for their own gain by sending fraudulent communications through email or social media and by creating deceiving websites designed to solicit contributions.

    The public should exercise diligence before giving contributions to anyone soliciting donations or individuals offering to assist those affected by Hurricane Helene. Solicitations can originate from phone calls, texts, social media, e-mail, door-to-door collections, flyers, mailings, and other similar methods. Before making a donation to benefit victims of Hurricane Helene, individuals should adhere to certain guidelines, including:

    • Make contributions directly to known organizations rather than relying on others to make the donation on your behalf.
    • Do not be pressured into making contributions as reputable charities do not use such tactics.
    • Do not respond to any unsolicited communications (e.g., e-mails and texts), and never click links contained within those messages because they may be targeting your personal information, to include bank and credit card account information, and other identifiers such as dates of birth and social security numbers.
    • Rather than clicking on a purported link to a charity, verify its legitimacy by utilizing various Internet-based resources that may assist in confirming whether the organization is a valid charity.
    • Beware of organizations with copy-cat names similar to but not exactly the same as those of reputable charities.
    • Avoid cash donations if possible. Pay by credit card or write a check directly to the charity. Do not make checks payable to individuals.
    • Know that legitimate charities do not normally solicit donations via money transfer services, and their website will normally end in .org rather than .com.
    • Be cautious of e-mails that claim to show pictures of the disaster areas in attached files because the files may contain viruses. Only open attachments from known senders.

    The U.S. Department of Justice established the National Center for Disaster Fraud (NCDF) in the wake of Hurricane Katrina to deter, investigate, and prosecute fraud in the wake of disasters. More than 50 federal, state, and local agencies participate in the NCDF, which reminds the public to be aware of and report any instances of alleged fraudulent activity related to relief operations and funding for victims. Complaints of fraud may be reported online at http://www.justice.gov/DisasterComplaintForm. Complaints may also be reported to the NCDF at (866) 720-5721, a hotline that is staffed 24 hours a day, 7 days a week.

    Bangkok (Agenzia Fides) – Those who, fleeing from Myanmar devastated by civil war, cross the border with Thailand in search of peace, with the desire to start a new life, are migrants, often illegal. The flow of migrants from former Burma to Thailand has been recorded for many years, since there was a dictatorial military regime in power in Yangon, before the democratic season that began in 2016. Now, after the new military coup of 2021 and, with the recent law of compulsory recruitment in the Burmese army, many young people have tried to leave the country, choosing to go to neighboring countries in Southeast Asia, especially Thailand (see Fides 7/6/2024). Some enroll in schools, universities and courses of study, asking for a student visa; for others the only way is to go underground, with the hope of finding work and regularizing their status. The Thai government has always tried to stem the phenomenon and implemented policies of rejection, creating detention camps for migrants or refugee camps guarded by the police, not allowing refugees to integrate into society. In the past four months, the policy of rejection has materialized with the arrest of almost 200,000 citizens of Myanmar. As reported by the Thai Ministry of Labor, the police authorities have inspected 18,000 workplaces and other locations to check the documents of 256,213 migrant workers. According to the department, among the workers arrested because they were considered “illegal migrants” there were over 193,000 citizens of Myanmar, 39,000 Cambodians, 15,000 Laotians, and over 7,000 of other nationalities. About 1,830 illegal migrant workers have been prosecuted, while others have been fined and taken to detention camps pending repatriation. The Burmese military junta announced that about 1,000 Burmese workers were repatriated from Thailand in August. According to the NGO “Myanmar Humanitarian Action Center” it is a roundup of unprecedented scale. The Thai government has said that the controls on illegal migrant workers are necessary “to protect job opportunities for Thai citizens”. Thai law already prohibits migrant workers of any nationality from working in 27 specific occupations reserved for Thai citizens (such as passenger transport, traditional Thai massage, hairdressing, interpretation and money transfer services). Thailand is home to about two million people from Myanmar who work in agriculture, hospitality, fishing, manufacturing and other sectors. Many live without documents after crossing the border as illegal immigrants, hoping to obtain a “Certificate of Identity,” issued by a Thai government office that allows them to remain in the country and work regularly. If they do not have that certificate, migrants are repatriated but, as soon as they return to Myanmar – reports “Myanmar Humanitarian Action Center” – they are imprisoned or enlisted in infantry divisions of the Burmese army and sent to the front lines. In a situation of civil conflict, repatriation represents a serious threat to their lives, the organization notes. Then there are the Burmese refugees (about 100,000) who live permanently in refugee camps set up by the Thai government along the border between Thailand and Myanmar and closed to the outside. According to data from the United Nations High Commissioner for Refugees (UNHCR), since 2021 the number of these refugees has continued to grow, due to the civil conflict in Myanmar. It should be noted that Thailand has not acceded to the 1951 Refugee Convention and does not have a specific national legal framework for the protection of refugees and asylum seekers. Those Burmese refugees are, therefore, stuck in Thailand in a legal and social “limbo”, while the government does not issue them permission to move to third countries, where they would like to go.   • MIL-OSI New Zealand: Appeal for information on dirt bike rider incident, Gisborne

    Police are appealing for the public’s help after an incident near Gisborne Police station early this morning.

    About 4.50am, a Police unit was leaving the station and observed a dirt bike sitting outside the station.

    The rider was holding a lit incendiary device.

    Upon seeing the Police unit, the rider dropped the device and fled on the dirt bike.

    Efforts to locate the bike and its rider have so far not been successful.

    Fortunately, there was no damage to any property, or any injuries.

    The item has been examined and our enquiries are ongoing.

    Police would like to hear from anyone who may have seen a larger white dirt bike, possibly with yellow trim, in the vicinity of Gladstone Road and Customhouse Street early this morning, or who might have information about the incident or who was involved.

    We are turning a corner. Resources are here, the community is coming together, and it has been made very clear that victims are not in this recovery effort alone. Let me repeat that: You are not alone, and you will not have to recover from this hurricane alone.

    I want to start today’s update by applauding every single person who has reached out to offer aid, traveled to Western North Carolina to help, donated their time, money, or supplies, or prayed for the people of these mountains.

    For every new community I have visited over the past week, I have seen dozens of new volunteers serving North Carolinians in need, and this help isn’t going anywhere anytime soon. Volunteers, you depict hope, which is something that has been desperately needed in NC-11 over the past week. Thank you.

    Today’s update is jam packed. New information or resources have been added in just about every category and I’ve added a few completely new categories as well. These include resources for farmers, prescription access for veterans and the uninsured, new federal nutrition program flexibilities, and arguably most in-demand – resources for how to vote in a post-Hurricane Helene environment.

    Today is update number eight and I will, of course, be continuing to provide you with more information over the coming days and weeks. As always, please make sure to read everything and share it with your friends and family.

    • Supplying drinkable water remains a top priority for emergency crews.
      • 96 water systems are on a boil advisory.
      • 37 treatment plants have reported having no power and 41 systems are out of water.
        • Water restoration trends continue to move in a positive direction.
    • The state of North Carolina is continuing to provide a minimum of 40 trailer loads of water and 20 trailer loads of food daily through at least October 6, per their promise to the people of Western North Carolina.
    • The Federal Emergency Management Agency has promised 120 truckloads a day of food and water with no specified end date.
      • To date, FEMA has delivered 5.4 million meals and 6.3 million liters of water utilizing the $20 billion in funds that I helped to draft and pass for disaster relief just two days before Hurricane Helene hit.

    • The North Carolina State Board of Elections has provided pertinent information and recommendations for voters in the Helene disaster area during the 2024 general election.

      • Multiple United Parcel Service (UPS) sites continue to be affected by power, flooding, and downed trees/power and lines/storm related obstacles.
        • The Hendersonville and Asheville UPS buildings in North Carolina are currently operational and are being powered by portable generators.
        • Delivery of packages in these areas is increasing as road conditions improve daily.

    • The Administration for Strategic Preparedness and Response under the Department of Health and Human Services has activated the Emergency Prescription Assistance Program (EPAP) for North Carolinians as of Friday, October 4.
      • The EPAP program helps uninsured residents replace prescription medication or certain medical equipment lost or damaged during Hurricane Helene.
      • Through the program, uninsured residents can:
        • Request a free 30-day supply of certain prescription medications at any EPAP-participating pharmacy which can be renewed every 30 days while the EPAP is active.
        • Replace certain medical equipment and supplies such as canes, crutches, walkers, wheelchairs, blood sugar meters and blood sugar test strips for diabetics.
          • Uninsured North Carolina residents affected by the recent hurricane can call the EPAP hotline, 855-793-7470, or visit the EPAP website to check their eligibility, determine if their medications or medical equipment are covered, or locate a participating pharmacy.

    • Legionnaires, Sons of the American Legion members and Legion Posts that have been displaced from their primary residence due to damage sustained during Hurricane Helene may be eligible for financial assistance through the American Legion.
      • Legionnaires and Sons of the American Legion members may be eligible for up to $3,000.
      • Legion Posts may be eligible for up to $10,000.

    • The Charles George VA Medical Center in Asheville and Master Sergeant Jerry K. Crump VA Clinic in Forest City are open for essential and emergency services.
      • Veterans can:
        • Visit the Asheville VA Hospital pharmacy for medication refills or:
        • Call the Regional Clinical Contact Center at (855) 679-0074 and press 1 for pharmacy representatives.
      • Local pharmacies in the VA’s community care network will also fill written prescriptions, or prescriptions as they appear on an active VA prescription bottle that is not older than six months and has available refills, to provide a 30-day supply.
    • Hickory and Franklin outpatient VA clinics are now operating regularly.
      • Due to the damage and personal losses caused by Hurricane Helene to the staff of the VA, it will take some time to bring staffing to full capacity.
      • Please be patient as the VA works to rebuild their workforce.

    • The United States Department of Agriculture is beginning to put together a list of resources for farmers and other agricultural industry members.
      • If your agricultural operation has been impacted by Hurricane Helene, you can review this link, farmers.gov, for emergency and disaster assistance programs.
    • On Monday, October 7, at 11:00 a.m., USDA is hosting a virtual briefing to share information on disaster assistance programs.

    • 174,000 customers remain without power in Western North Carolina.
      • Duke Energy is on track to restore an additional 27,000 customers by Sunday evening, October 6.
        • The remaining outages are in the hardest-hit areas of Western North Carolina.
      • In the areas where catastrophic damage exists, 105,000 customers are without power.
        • Duke Energy is working closely with the state on plans to address these areas as quickly as possible.
      • The number of customers seeing their power turn back on each day is slowing, but that is only because Duke Energy has been conducting significant work to repair and bring back online the 360 substations that were damaged or destroyed by Hurricane Helene.
        • The substations are the backbone of our energy grid.
        • Once restored, service for private homeowners and businesses will rapidly begin to come back online.
      • So far, 95 percent of substations have been restored and significant substation work is continuing today.
      • Power for the Greenwood Rock Quarry has been restored.
        • Restoration of the quarry’s power will help NCDOT to address gravel needs for road repairs.
      • For more information on Duke Energy’s power restoration efforts, you can review the following links:

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.
      • Unless it is an emergency, please do not travel to the hardest hit communities.
      • Cherokee, Graham, Clay and Swain counties ARE FULLY OPEN to people who can access them through safe routes.
        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • NCDOT continues to make steady progress reopening roads in response to Hurricane Helene.
      • New road reopenings include:
        • U.S. 19 – Partially open with two-lane two-way traffic into Tennessee
        • U.S. 321 – Cleared to the Tennessee line with a few one-lane stretches.
        • Bee Tree Road
          • Clearing of this road has restored critical access to the reservoir in Buncombe County.
    • NCDOT is partnering with Duke Energy to reopen roads leading to their substations to restore power.
    • In addition to repair and debris removal efforts, NCDOT has provided support and helped coordinate relief efforts for many agencies near or in storm-impacted areas.
      • As of Friday, October 4, there has successfully been:
        • 472 evacuation trips
        • 2,003 people transported to safety
        • 523 trips to shelters
        • 2,076 people transported to the shelters
    • Air traffic has increased 300% in Western North Carolina since Helene recovery began.
      • NCDOT’s aviation division is working to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.Air traffic has increased 300 percent in Western North Carolina since Helene recovery began.

    • The United States Forest Service is now and has been active in the Pisgah and Nantahala National Forests for the last few days.
      • USFS’ primary mission is gaining access to remote communities through the forest.
        • This access is being used to:
          • Supplement normal transportation routes
          • Help isolated communities get their water systems back online
    • NCDOT has launched a detour map to show motorists how to get around closures on I-26 and I-40 at the Tennessee border.

    • Internet providers are diligently working with local energy and cell providers to restore service for customers across Western North Carolina.
    • To mitigate the lack of service, Optimum, formerly Altice USA, has set up an Optimum Wi-Fi Trailer that is open from 8:00 a.m. to 8:00 p.m. at the following locations:

    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.
    • AT&T has deployed its Mobile Connectivity Center to the following location:

        • The Mobile Connectivity Center is an air-conditioned mobile unit open to the public, equipped with laptops, charging stations and wi-fi.
        • The public can use the center for various needs including contacting your insurance company, filling out paperwork or connecting with loved ones.
    • Verizon has deployed Wireless Emergency Communication Centers to help hurricane survivors stay connected to their friends, family and other important contacts.
      • Wireless Emergency Communication Centers are generator-powered mobile units that have device charging and computer workstations, along with wireless phones, tablets, and other devices available for use.
      • Verizon’s Wireless Emergency Communication Centers have been set up at the following locations:

    • More than 1,475 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • Further, more than 525 vehicles, including 90 high-water vehicles, and 50 rotary wing assets have been deployed to Western NC.
      • Georgia, Virginia, Kentucky, South Carolina and Ft. Liberty have all sent helicopters to assist with aerial initiatives in NC-11.
    • As of the afternoon of October 3, the National Guard has:
      • Rescued more than 1,000 Western North Carolinians, including almost 200 by hoist, and 150 animals.
      • Delivered nearly 2 million lbs. of resources to impacted communities by air.
    • The National Guard is continuing C-17 transport of supplies to Asheville.
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.
      • If you are looking to fly in resources and don’t know where to turn, call my office and we will get you in contact with the right coordinators.
    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Many of these soldiers have arrived in Western North Carolina and are supporting the delivery of food, water and other critical aid to communities impacted by Hurricane Helene.
        • 400 soldiers have already been stationed in Western North Carolina, with hundreds of others being positioned nearby to await directives while logistics are being finalized.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.
        • Seven CH-47 Chinook helicopters from Ft. Liberty have already been flying resupply missions for the past two days.

    • If you parked your car in an Asheville Regional Airport lot and could not retrieve the vehicle due to the storm, great news – none of the airport’s lots flooded and all cars are fine.
      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

      • SNAP
        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:
      • Accelerated payments to Medicare Part A providers affected by Hurricane Helene
      • Advance payments to Medicare Part B suppliers affected by Hurricane Helene

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $17 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

    Under President Biden and Vice President Harris’s direction, the Administration has mobilized a robust, intensive, and whole-of-government effort to respond to the impacts of Hurricane Helene. This includes extensive pre-landfall preparations, as well as an immediate surge of additional resources and personnel to impacted communities. More than 6,400 Federal personnel are on the ground, and more than $110 million in Federal assistance has been given to survivors, with more to come. We are sparing no resource as we work to ensure communities across the Southeast have prompt access to Federal resources that will enable them to both purchase essential items and begin their road to recovery and rebuilding.

    Unfortunately, as our response and recovery efforts continue, we have seen a large increase in false information circulating online related to the federal response to Hurricane Helene. A number of scam artists, bad-faith actors, and others who want to sow chaos because they think it helps their political interests are promoting disinformation about the recovery effort, including ways to access critical and live-saving resources. This is wrong, dangerous, and it must stop immediately.

    Combatting misinformation and disinformation is always important – but it is especially important when responding to disasters like Hurricane Helene. In fact, disinformation after a hurricane or other natural disaster can discourage people from seeking critical assistance when they need it most. It is imperative that we encourage impacted residents to register for FEMA assistance, not discourage it, by allowing falsehoods to spread.

    Leaders from across the country, including local, state, and federal elected officials in both parties, are pleading with people to stop sharing “this junk.”

    Here are some of the falsehoods being spread online – and the facts we are fighting back with:

    FALSEHOOD: Disaster relief funds were used on immigrants in the U.S. illegally.

    FACT: No money is being diverted from disaster response needs. None. FEMA’s disaster response efforts and individual assistance is funded through the Disaster Relief Fund, which is a dedicated fund for disaster efforts. Disaster Relief Fund money has not been diverted to other, non-disaster related efforts.

    1. Washington Post: No, Biden didn’t take FEMA relief money to use on migrants — but Trump did
    2. NBC News: False claims about FEMA disaster funds and migrants pushed by Trump
    3. CNN: ‘This is FALSE’: White House responds to Trump’s FEMA disaster relief claims

    FALSEHOOD: FEMA is in the process of confiscating Helene survivor property. If I apply for disaster assistance and my land is deemed unlivable, my property will be seized.

    FACT: FEMA cannot seize your property or land. Applying for disaster assistance does not grant FEMA or the federal government authority or ownership of your property or land.

    1. Verify: No, the government isn’t seizing land in Chimney Rock, N.C., and bulldozing the town

    FALSEHOOD: FEMA will only provide $750 to disaster survivors to support their recovery.

    FACT: This is a type of assistance that you may be approved for soon after you apply, called Serious Needs Assistance. It is an upfront, flexible payment to help cover essential items like food, water, baby formula, breastfeeding supplies, medication and other emergency supplies. There are other forms of assistance that you may qualify for to receive, and Serious Needs Assistance is an initial payment you may receive while FEMA assesses your eligibility for additional funds. $750 is what is immediately available to eligible survivors. In addition, survivors may qualify for more FEMA financial assistance, including to repair storm-related damage to homes and property, find a temporary place to stay, and receive compensation for lost crops and livestock.

    FALSEHOOD: FEMA and the FAA are restricting air space in North Carolina, preventing private citizens from delivery relief.

    FACT: There are no airspace restrictions in place in North Carolina as rescue efforts continue because of Hurricane Helene. Pilots looking to come into Asheville or Rutherford airports need to reach out to the airport for permission to land. The FAA is working with local authorities to ensure rescue efforts happen safely.

    The Biden-Harris Administration continues to work via the official White House digital channels to inform the public of the response and recovery efforts to dispel the misinformation being shared, with higher volume on X than other platforms. Updates will continue to be shared about the volume and scope of federal aid being delivered.

    The Biden- Harris Administration is also engaging trusted online publishers and influencers to connect with FEMA as a way to meet people where they are and provide them with accurate information. One example of this partnership includes MeidasTouch: Trump lies instantly debunked by FEMA spokesperson. This digital video resulted in reach across both digital and traditional media, including a local Alabama newspaper combatting misinformation.

    In addition, the White House will leverage our opt-in SMS messaging platform to share messages to those in affected areas. SMS is a more resilient form of communication where data connectivity might still be recovering, and this is a further example of using all parts of digital communications to reach people who need information and assistance.

    Distinguished guests and speakers, 
    Ladies and Gentlemen,
    Good morning. 
    1. It gives me great pleasure to be with you today at the 33rd Singapore Pharmacy Congress. I would also like to take the opportunity to warmly welcome our distinguished overseas speakers and delegates to Singapore. 
    2. The theme of this year’s congress is “Interlacing Health: Weaving the Future of Pharmacy”. It highlights the complexity of the current healthcare landscape and the need for the various healthcare professionals to work together, each providing their expertise. Through collaboration as a healthcare team, pharmacists can weave the care for patients to achieve holistic care and optimal health outcomes for patients. 
    Reshaping the Healthcare Landscape and the Evolving Roles of Pharmacists 
    3. Pharmacists have always played a key role in providing care in the community. Within community based pharmacies, pharmacists have provided medication counselling when dispensing prescriptions to the public. They have provided health screening and advised those found to have abnormal results to seek care from a doctor. Pharmacists can also provide smoking cessation counselling services. Going forward, and in line with anchoring care within the community, there are now more opportunities for the role of pharmacists to evolve further. 
    4. Since 1 April 2024, our public acute hospitals have implemented the Mobile Inpatient Care at Home service, also known as MIC@Home. This care model allows patients with acute care needs to receive similar care at home as that delivered in the hospital. This ultimately makes more hospital beds available for more sick patients to be admitted for treatment. The programme enhances patient satisfaction as patients can now receive care within familiar surroundings at home. A multi-disciplinary team of doctors, nurses and allied health professionals provides regular home reviews and delivers appropriate care based on the patient’s needs. Pharmacists work as part of the MIC@Home healthcare team to provide patients at home with the appropriate pharmaceutical care. This may include advising fellow team members on the medications to be prescribed and conduct medication reconciliation as needed. They may also work with the community nurses to train home caregivers to help make sure that patients take their medications correctly at home. 
    Pushing Frontiers in Practice and Science 
    5. In Singapore, we are fortunate to be part of a healthcare system that values innovation and excellence. We constantly seek to push the frontiers in practice or science. Pharmacogenomics is one such arena that holds immense potential. Its clinical implementation in our hospitals has allowed us to tailor treatments to the individual genetic profiles of patients, which minimises undesirable adverse drug reactions. Our pharmacists play a key role in the initiation as well as the interpretation of these tests. One such example is the Pre-emptive Pharmacogenomics Programme at the National University Hospital. This Clinical Implementation Project has now expanded to the other public healthcare institutions and specialty centres. We look forward to the implementation of pharmacogenomics in primary care and for pharmacists to play an active role in this transformation of care delivery.
    Interlacing Health Through Digitalisation and Technology 
    6. Digitalisation is an integral part in today’s healthcare landscape. Traditionally, pharmacists have contributed significantly to the development of our healthcare informatics infrastructure particularly in the areas involving prescriptions and medication information. Beyond that, pharmacists in Singapore have also begun exploring how technology can be harnessed to enhance patient outcomes. In this area, SingHealth Pharmacy is partnering with SingHealth Artificial Intelligence (AI) Office to co-develop solutions to improve medication adherence using AI and blockchain technologies. These solutions aim to promote medication adherence and safety though tracking, remote monitoring and personalised reminders to benefit patients and facilitate healthcare providers’ care. 
    7. Another upcoming initiative from the National Healthcare Group, MedVid, is looking to transform the way pharmacists deliver medication counselling to patients and caregivers through pharmacist avatars and engaging video content. The avatars are multilingual and can communicate in any of the four official languages of Singapore. This initiative, which is undergoing proof of viability study, hopes to empower people by enhancing their understanding of medical information.
    Achieving Value-Based Healthcare and Health 
    8. In the current healthcare landscape, I am heartened to know that pharmacists are increasingly seen as an integrated member in the inter-disciplinary teams. In fact, pharmacists are already playing an advanced role in ensuring appropriate pharmaceutical care across care settings through the Collaborative Practitioner Prescribing Programme (CP3). As of September 2024, I am pleased to share that there are 136 CPPs providing care in various settings and disciplines, optimising health outcomes and achieving value-based healthcare. 
    9. I would also like to highlight other public-private partnerships that pharmacists have forged with other healthcare providers to deliver better care. NUHS Pharmacy collaborated with Frontier Family Medicine Clinic since January 2024 to provide clinical pharmacy services, including medication reconciliation, anticoagulation and smoking cessation to their patients. 
    10. Through such personalised services, clinical pharmacists have helped patients in the community optimise chronic disease control, improve medication adherence and resolve drug-related problems. We look forward to the continued evolution of pharmacists’ partnerships in line with MOH’s aim of anchoring care in the community and improve health outcomes of the population. 
    Igniting Passion and Developing Future Leaders 
    11. While we advance as a profession and navigate the complex healthcare environment, it is pertinent that we continue to engage the pharmacy workforce and to nurture and grow future leaders. 
    12. Since its release in May 2020, the Development Framework for Pharmacist (DFP) has served as a guide for systematic advancement across various pharmacy practice settings. Subsequently, the Singapore Pharmacy Council enhanced the Pre-Registration Training and Assessment Framework to align with the DFP, ensuring newly registered pharmacists commence their careers with a robust foundation. Earlier this year, the DFP underwent revision, offering updated evidence examples, reflecting an expanded scope of practice across the domains in line with healthcare system shifts, and emphasising leadership competencies for pharmacists. 
    13. Additionally, I am pleased to announce the launch of the Pharmacy Leadership Development Strategy as part of the PharmForce initiative. The pharmacy profession has expanded to encompass a wider range of responsibilities, including clinical and leadership roles. Specific attributes and skillsets, whether for leading self or supporting others, will be needed to effectively manage these diverse roles within and beyond the pharmacy workforce. The Pharmacy Leadership Development Strategy aims to outline a structured approach where pharmacists can be better equipped to navigate the challenges and opportunities ahead of them. 
    14. Chief Pharmacist will share more on the Pharmacy Leadership Development Strategy during her plenary lecture.
    Upskilling Pharmacy Support Workforce
    15. Pharmacy technicians play a vital role in the healthcare system, working alongside pharmacists to ensure safe and effective medication management. Recognising their crucial role, the training and development of our pharmacy technician workforce are prioritised. In August this year, MOH launched the inaugural Training Roadmap for Pharmacy Technicians in Pharmacy Services. This structured programme aims to equip our pharmacy technicians with essential knowledge and skills in pharmacy services, supporting their career progression systematically. This achievement stems from the continued leadership and commitment of our pharmacy leaders like yourselves. We remain dedicated in partnering with you to progressively develop our pharmacy workforce.
    16. In summary, we see the rich tapestry for the future of pharmacy. Nonetheless, it is crucial for us to be able to weave these initiatives together through evolving roles, partnerships, innovation and workforce development. Together, they would make our healthcare system stronger and more resilient to face the challenges ahead. 
    17. The 33rd Singapore Pharmacy Congress provides an excellent platform for us to strengthen connections, share our knowledge, and work together to interlace health and weave the future of pharmacy. As we move forward, let us keep in mind our common goal: to deliver value-based care that improves the lives of the people we serve, here in Singapore and around the world.

  • MIL-OSI Economics: Caribbean Sea

    The marine and coastal ecosystem of the Caribbean Sea includes coral reefs, mangroves, and seagrass beds, reaching an approximate area of 2.8 million km². These ecosystems are among the most diverse and productive in the world.

    They provide safety to coastal communities, acting as natural barriers that reduce the impact of floods and storms. Additionally, mangroves in this ecosystem filter and purify water, while coral reefs generate more sand for the pristine beaches of the Caribbean. Without coral reefs, it is estimated that 25% of all marine life would die.

    The loss of biodiversity in the Caribbean Sea is due to a lack of infrastructure and regulation for treating greywater and industrial waste that pollutes water sources (mainly from agribusiness), ocean pollution caused by shipping and plastic waste, poor planning in coastal and oceanic areas related to tourism, habitat loss and overexploitation of marine resources due to fishing, and conflicts of interest that limit the protection of ecologically valuable areas. It’s also important to mention that widespread deforestation in the Amazon contributes to the proliferation of invasive species like sargassum along Caribbean coasts (Berenguer et al., 2021).

    Maltese Prime Minister Abela said on Friday evening that the partnership between Malta and China has grown stronger over the years and more cooperation is expected.

    Abela made the remarks during a ceremony for the inauguration of the first bluefin tuna joint venture platform between China and Malta held in Marsa, eastern Malta.

    Highlighting the solid economic ties between Malta and China, he said, “Over the past five decades, our partnership has grown stronger through mutual benefit and win-win cooperation.”

    The joint venture was established in southern China’s Hainan Province in June this year by Malta Fish Farming (MFF) Ltd. and Shandong Far-sea Development Ltd., a subsidiary of Shandong Marine Group. This cooperation covers the whole industrial chain such as bluefin tuna trade, processing, and transportation.

    Abela said that the initiative marks a “significant milestone” in the longstanding relationship between Malta and China and the collaboration is “another promising chapter” in bilateral trade relations.

    The new cooperation platform “symbolizes not just economic cooperation, but the enduring strength of the ties between our two nations,” he noted. “Together, we look forward to a future filled with opportunity, prosperity, and further cooperation.”

    Peng Yijun, charge d’affaires of the Chinese Embassy in Malta, said that the economic and trade cooperation is always an important part of China-Malta relationship, and one of the key areas with the greatest potential for further development.

    Over the past 52 years of diplomatic relations, the traditional friendship between China and Malta has withstood the test of time, he said, adding “Our economic and trade ties are rooted in mutual benefit and win-win cooperation, which has brought tangible benefits to our two peoples.”

    Looking into the future, China is willing to work with all sectors of the Maltese side to promote in-depth exchanges in various fields, Peng noted.

    Salvu Ellul, chairman of MFF, said the joint venture is a result of bilateral consensus on developing the blue economy, especially the close exchanges and communication between the two governments over the years.

    He said that MFF will bring the highest quality bluefin tuna products to the Chinese consumers’ table.

  • MIL-OSI China: Chinese filmmaker unveils forgotten WWII tragedy, eyes MH370 mystery

    In a world where history often fades into obscurity, Fang Li, a 70-year-old Chinese filmmaker and oceanic expert, is on a mission to revive forgotten stories from the depths of the sea and the annals of time. His latest documentary, “The Sinking of the Lisbon Maru,” has not only captivated audiences but was also recently selected as the submission from the Chinese mainland for the best international feature film Oscar.

    The film explores the lesser-known tragedy of a Japanese cargo ship carrying 1,816 British prisoners of war (POWs) from the Battle of Hong Kong in 1941. In October 1942, while en route to Japan without POW markings, the ship was torpedoed by a U.S. submarine. When it sank near the Dongji Islands in Zhoushan, eastern China’s Zhejiang province, Japanese soldiers locked prisoners below deck or shot at them, resulting in 828 deaths. Despite the danger, 255 local Chinese fishermen bravely rescued 384 British prisoners amid gunfire.

    Fang’s documentary is a testament to his dedication to uncovering these hidden stories. “From the beginning, I felt a deep responsibility to bring this story to light,” Fang told China.org.cn. “If I had not pursued this, I would have been a sinner of history.”

    As both a marine technologist and a filmmaker, Fang faced numerous challenges in producing this film. Over eight years, he invested his time and personal finances, selling all his properties and accumulating a large amount of debt. Despite the financial burden, Fang remained undeterred.

    “For those of us living in a peaceful era today, making this film is about prioritizing history over profit,” he stated. “We want to widely publicize it, allowing more people to remember this segment of history so that it is never silenced again.”

    Since its debut a month ago, “The Sinking of the Lisbon Maru” has grossed nearly 40 million yuan ($5.7 million) and holds the highest score for any domestic film this year on Douban, China’s major review aggregation website. The film’s 9.3/10 rating, based on more than 84,000 reviews, has helped sustain its box office performance.

    “This cruel massacre has been buried under the sea and denied by the Japanese military for 82 years,” Fang noted. “No one has yet challenged the Japanese government’s account, which was only addressed once in 1943.”

    The documentary explores how historical events are remembered or forgotten. Fang and his team interviewed nearly 150 people across continents and engaged with about 380 families, bringing personal stories to life. Their efforts illuminated a forgotten chapter of history and provided solace to affected families. Fang also organized memorial events at the sinking site with descendants of those involved.

    Fang shared several poignant stories cut from the film. One described a POW diving into the water to bid a final farewell to a dying comrade trapped in the ship’s hull. Another depicted a POW’s wartime romance with a Hong Kong girl; though they never reunited, he later named his daughter after her. “Regardless of race, time, or distance, emotions remain timeless,” Fang said.

    Fang hopes the local government will establish a maritime anti-fascist memorial museum near the sinking location. He has also discussed with Brian Finch, a retired major and the film’s military consultant, the possibility of salvaging the sunken ship or repatriating the remains of the POWs.

    “The British tradition is that if you die there, you are buried there as in a war grave,” he explained. “I argued this is not a war grave; this is a prison. These are imprisoned souls, not killed in combat but massacred. Should we free the souls that had been imprisoned?”

    Fang’s next documentary project likely involves MH370, the Malaysia Airlines flight that vanished in 2014, becoming one of aviation’s biggest mysteries. The fate of the plane as well as its 239 passengers and crew, mostly Chinese, remains unknown. Malaysia said earlier this year it may renew the search.

    The director revealed that the project has been under consideration for years and that he’s actively seeking funds, assistance, resources and collaborators.

    Fang was previously known for finding the black box of a passenger plane that crashed off Dalian, a port city in northeastern China, in 2002 using a sonar beacon locator. “Life is about curiosity and exploration,” he said. “I look forward to uncovering more truths and sharing them with the world.”

    VINELAND – First Lady Tammy Murphy today hosted her 21st Nurture NJ Family Festival in Vineland, creating a one-stop-shop for 1,500 attendees to access crucial resources to aid them in growing their families and raising children in the Garden State. The event connected families with information on accessing state, county and local resources spanning from health and child care to housing support and food assistance, among many more supports to help new parents.

    “Our Family Festivals have proven to be a powerful tool in connecting New Jerseyans with the resources necessary to help support their growing families,” said First Lady Tammy Murphy. “We know that raising children comes with a whole host of challenges and rewards, and we are committed to being there every step of the way through our innovative initiatives to uplift mothers and babies. In a rural county like Cumberland, accessing care can be burdensome. That’s why I am thankful to our dedicated partners for helping to make today a success and for their constant partnership as we all work to make Cumberland County – and all of New Jersey – the safest and most equitable place  in the nation to have a baby and raise a family.”

    Vineland has a 43 percent Hispanic and Latino population. New Jersey’s Maternal Mortality Report for the years 2016-2018 showed that Hispanic mothers were three and a half times more likely to die of maternity-related complications than white mothers. According to data from the Centers for Disease Control and Prevention, the mortality rate for Hispanic babies is nearly one and a half times that of white babies. Among all demographics, Cumberland County has the highest infant mortality rate and teen pregnancy rate in the state.

    Launched by First Lady Tammy Murphy in 2019, Nurture NJ is a statewide program committed to reducing the maternal and infant mortality crisis in New Jersey and ensuring equitable care among women and infants of all races and ethnicities. Since its inception, Nurture NJ has seen over 60 pieces of maternal and infant health legislation signed by Governor Murphy. The initiative has also developed and implemented groundbreaking programs and policies, such as the first-of-its-kind in the nation Maternal and Infant Health Innovation Authority (MIHIA), which is tasked with overseeing the groundbreaking New Jersey Maternal and Infant Health Innovation Center based in Trenton, and will be the arm of government that continues the vital work of Nurture NJ past the Murphy Administration.

    Under First Lady Murphy’s leadership over the past six years, Nurture NJ has made significant policy achievements including: developing the Nurture NJ Maternal and Infant Health Strategic Plan – of which over half of its more than 80 recommendations have been started or completed; becoming the second state to expand Medicaid coverage to 365 days postpartum; establishing Medicaid reimbursement for doula care; increasing all perinatal Medicaid provider reimbursements to 100 percent of Medicare rates; and launching the most robust-in-the-nation universal nurse home visiting program so that every new parent is visited by a nurse in their home for free within weeks after bringing home a new baby.     In order to limit the proliferation of Asian hornets in the cantonal territory, the General Directorate of the Environment has mandated Professor Daniel Cherix, an expert in the field, to conduct operations with the support of Civil Protection. New detection techniques have been tested and some 80 nests have been destroyed since this summer.

    In order to step up the fight against the Asian hornet, the Vaud Civil Protection (PCi) was engaged this summer to support the teams in the search for nests under the leadership of Daniel Cherix, Honorary Professor at the University of Lausanne, mandated by the General Directorate for the Environment (DGE). This collaboration is a Swiss first in the fight against this invasive species.

    After receiving training and carrying out reconnaissance, the members of the PCi intervened in August in the Prangins/Nyon sector, in September in the Mies/Tannay and Gland sector, then in Cheseaux-Noréaz. Two night drone flights for a thermal reconnaissance test of nests were also held at the end of August under the leadership of the cantonal command, and in mid-September with on-call personnel from the cantonal detachment. In total, 35 members of the PCi were involved in these various operations.

    Identification and destruction of nests

    In addition, a new nest identification technique, made available by HEIG-VD and co-financed by the Nyon Region, was tested for the first time in the Gland sector. A certain number of hornets were equipped with chips, in order to carry out surveys to identify the location of the nests more precisely.

    Professor Cherix’s teams of volunteer beekeepers then proceeded to destroy the nests, identified with the help of trained specialists. Some 80 nests have been destroyed since the beginning of this year. This detection and destruction work contributes to the preservation of the local ecosystem and to limiting the proliferation of invasive exotic species on the cantonal territory.

    Particularly invasive species

    Originating from Asia, the Asian hornet is a particularly invasive species, capable of reproducing very quickly, which attacks orchards and bees, impacting local biodiversity and the agricultural economy. It can represent a risk for people suffering from allergies or disturbing a nest. There were 4 nests in the canton of Vaud in 2022, 40 in 2023 and around a hundred this year, while the Asian hornet season has not yet ended.

      • To date, FEMA has shipped 13 million meals and 13 million liters of water utilizing the $20 billion in funds that I helped to draft and pass for disaster relief just two days before Hurricane Helene hit.

    • As work on substations conclude, Duke Energy is moving personnel to work on the power grid’s thousands of miles of lines and poles that serve individual homes and businesses.

    • A “DO NOT DRIVE” message remains in place from the North Carolina Department of Transportation for most of Western North Carolina.

        • Please DO NOT try to visit or travel through the areas hardest hit by the storm such as Henderson and Buncombe counties.
    • USDOT approved an initial $100 million in Emergency Repair funds to NCDOT.
      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
      • Since Friday, NCDOT has deployed an additional 450 employees to help respond to storm damage.
      • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has more than 50 personnel from neighboring states on the ground providing assistance.
    • There are currently about 650 road closures, 109 of which are to primary routes.
      • About 300 bridges have been identified for further investigation and at least one-third will need to be replaced.
    • NCDOT and Tennessee DOT are collaborating on a long-term plan for reconstruction of I-40 in the Pigeon River Gorge.
      • NCDOT is in the process of contracting a project to stabilize the westbound lanes of I-40 where the eastbound lanes no longer exist to mitigate the risk of further damage.
      • NCDOT is working to expedite these repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.

    • Engineers have finally been able to clear access for equipment in Rutherford County near Chimney Rock and Lake Lure.
      • Providers are currently assessing the extent of the damage and starting repairs.
    • Even though you may have service again, you may notice it is different from your pre-storm service.
      • The temporary connection links put in place as a temporary fix while the fiber is being repaired can accommodate smaller amounts of traffic.
        • Network capacity on temporary connection links may be maxed out more frequently, so service providers are encouraging customers to use the network sparingly to maintain room for first responders and community members who still need to reach help or critical resources.
        • Support and recovery personnel are also encouraged to minimize cell usage.
      • Service providers are working to add additional capacity to cell sites and move mobile assets where needed to accommodate data increases, so I am requesting a little more patience on their behalf as providers work to fully restore our community’s network.
    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.
      • If you have service one moment, but experience a reduction in service the next, try restarting your phone to jumpstart disaster roaming again.
    • UpCycle Tech in Transylvania County is offering free computers and phones for use at the following location:

    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.

        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $26 million in housing and other types of assistance to more than 19,000 North Carolina households.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.

  • MIL-Evening Report: Australia is hosting the world’s first ‘nature positive’ summit. What is it, and why does it matter?

    This week, Australia hosts the inaugural Global Nature Positive Summit in Sydney. It comes at a crucial time: biodiversity loss and ecosystem collapse is one of the biggest risks the world faces in the next decade.

    The event, which begins tomorrow, brings together leaders from government, business, academia, environment groups and Indigenous Peoples. Together, they will seek ways to drive investment in nature and improve its protection and repair.

    More than half the world’s economy directly depends on nature. Biodiversity loss threatens global financial stability, putting at least US$44 trillion (A$64 trillion) of economic value at risk.

    Industries such as agriculture, fishing, forestry, tourism, water and resources rely heavily on nature. But ultimately, all of humanity depends on the natural world – for clean air, water, food, and a liveable climate.

    In Australia significant investment is needed to reverse the decline in our natural environment. It will require action from governments, landholders and the private sector.

    That’s why this week’s summit is so important. Nature conservation and restoration is expensive and often difficult. The task is beyond the capacity of governments alone.

    What’s going on at the summit?

    According to the World Economic Forum, “nature positive” is an economic worldview that goes beyond limiting environmental damage and aims to actually improve ecosystems.

    Under the Kunming-Montreal Global Biodiversity Framework, to which almost 200 countries have signed up, at least 30% of land and waters must be protected or restored by 2030. The summit is exploring ways to realise this global commitment, which is also known as the 30×30 target.

    The federal and New South Wales governments are co-hosting the event.

    Federal Environment Minister Tanya Plibersek will address the summit on day one, outlining her government’s Nature Positive Plan. It commits to the 30×30 target as well as “zero new extinctions”. Achieving these commitments involves environmental law reform, setting up a Nature Repair Market and establishing a national Environment Protection Agency.

    Delegates are expected to demonstrate their commitment and progress towards the 30×30 goal. They will then turn to the main point of the summit: building consensus on the economic settings needed to increase private investment in nature.

    Finance models and corporate partnerships are on the agenda, along with how to make this work, including how to measure, monitor and report on progress and manage risk.

    Sessions will focus on specific sectors of the environment such as agriculture and farming, cities, oceans and forests. On Thursday, delegates will visit nature sites around Sydney.

    Creating a market to incentivise biodiversity investment | 7.30.

    Investing in a market for nature repair

    Substantial co-investment from the private sector, including landholders, will be required to repair and protect nature at the scale required.

    Market-based approaches can drive private investment in natural resources. But most existing environmental markets focus on water and carbon. A more holistic approach, including nature repair, is needed.

    Australia’s Nature Positive Plan includes building a nature repair market. This world-first measure is a legislated, national, voluntary biodiversity market in which individuals and organisations undertake nature repair projects to generate a tradeable certificate. The certificate can be sold to generate income. Demand for certificates is expected to grow over time.

    But the role the government will take remains unclear. For example, will the government both regulate market prices and decide what, in a scientific sense, amounts to repairing nature?

    On day two, the summit explores how nature markets can unlock new sources of finance. We can expect this discussion to include ways carbon and biodiversity markets can work together: so-called “carbon-plus” outcomes.

    For example, when landholders conserve vegetation, the plants can both draw carbon dioxide from the atmosphere and provide habitat for animals, preventing biodiversity loss. Markets could be designed so landholders are rewarded for achieving these dual results.

    Significant economic returns

    Under optimistic estimates, the global nature-positive transition will unlock business opportunities worth an estimated US$10 trillion (almost A$15 trillion) a year and create 395 million jobs by 2030.

    The potential benefits for Australia are also substantial. They include benefits to nature such as restoring habitat for wildlife, while storing carbon. It can also provide returns for agriculture, by improving land value, yield and quality.

    A strong nature-positive stance from Australia will also help safeguard our access to global markets. For example, the European Union has already established trade barriers to imports that damage forests. This could have serious consequences for the Australian beef industry.

    So the potential benefits have to be weighed against the risks of not doing anything. The summit is a chance to get a wide range of people on board, working towards a shared vision of a more positive future.

    It’s time for a nature-positive mindset

    The Albanese Labor government came to power promising to overhaul Australia’s national environment laws, following a scathing independent review.

    When the summit was conceived, the government may have envisaged having cause for celebration by now. But some proposed reforms stalled in the Senate.

    Nonetheless, the Nature Repair Market, a significant government win, is taking shape.

    This week’s summit offers Australia an opportunity to show the world we have embraced the nature-positive mindset. There really is no time to waste.

    Australia, the sixth most biodiverse country in the world, has listed 2,224 species and ecological communities as threatened with extinction. These losses are predicted to escalate if we continue business as usual and allow continued decline of ecosystems.

    Despite having pledged to end deforestation by 2030, Australia is the only deforestation hotspot among developed nations. Land clearing continues apace in northern Australia, often without being assessed under national environmental laws.

    We desperately need to reverse the decline in nature, once and for all.

    Met improves interview process for victims of crime with new technology

    The Metropolitan Police Service is rolling out its new ‘Digital Interview Recording (DIR) kits’, in its commitment to put victims at the heart of investigations, as part of its New Met for London plan. The equipment eliminates the need to use DVDs and CDs and enables recordings to be made in police stations as well as in locations more convenient to victims of crime.

    It’s a significant advance in the Met’s drive to equip officers with innovative technology to improve the efficiency of evidence obtained during interviews with victims, particularly women and girls affected by violence.

    By facilitating swift access to professional-quality video and audio recordings, the portable DIR kits aim to enhance investigative outcomes, provide better support to victims, and deliver justice for Londoners.

    The lightweight kits, easily carried underarm, can be employed to record interviews with suspects, victims or witnesses.

    The footage is quickly and confidentially uploaded to a cloud-based system, ensuring immediate accessibility for stakeholders, including the Crown Prosecution Service (CPS) and senior Met leaders.

    This streamlined process eliminates previous delays in accessing vital evidence, enabling faster investigations and helping the Met get offenders off the streets.

    The kits, which have recently been distributed to specialist teams in the Met, including the Rape and Serious Sexual Offences and the Child Abuse Investigation Teams, reduce the need for victim-survivors to travel to a Met building to recount what happened.

    Victims can provide their account in a more comfortable environment giving police the best chance of capturing better quality evidence to progress an investigation to catch a perpetrator.

    Additionally, the DIR portable kits facilitate remote identification parades, allowing victims and witnesses unable to attend in-person to identify suspects.

    Commander Stephen Clayman, lead for the roll-out of the Digital Interview Recording kits, said:

    “The wider rollout of the fixed Digital Interview Recording equipment has so far proved very successful, eliminating the use of DVDs, providing additional functionality and ultimately saving officers and staff valuable time, with their interviews being available instantly.

    “This represents one of the largest rollouts of this equipment nationally given the scale of the MPS. It has also provided additional opportunities, especially with the provision of portable Digital Interview Recording kits.

    “It has helped us to listen and respond to victims’ experiences and use of the equipment has allowed us to capture evidence in an environment which puts the victims first, giving us the relevant and vital evidence we need to catch a perpetrator.

    “This hopefully alleviates some pressure during what is already an incredibly hard process for them.”

    The kits were launched by the Met’s Digital Data and Technology team in July last year and has been successfully piloted, paving the way for the Met to safeguard victims in way they’ve not been able to before.

    Digital Interview Recording is used in the UK and further afield in Belgium, Poland, Luxembourg and America, and there are now approximately 160 deployments of portable kits across the world.

    The kit was tested last summer, with several successful outcomes, including a female victim-survivor who had returned home to Poland following an aggravated burglary and sexual assault. The woman conducted an ID parade with Met officers at the British Embassy in Poland, which resulted in the suspect being located back in the UK, charged and remanded.

    Detective Inspector Richard Lewsley, from the Met’s Rape and Serious Sexual unit in north west London, said:

    “Our team were fortunate enough to be involved in the piloting of this crucial piece of kit which allows front line officers to offer a service which puts victims first.

    “The device demonstrates we are committed to supporting victims’ needs and enabling them to provide evidence whilst giving our officers the right tools to do their jobs effectively.

    “DIR gives officers the ability to operate efficiently, receive a high-quality product and relay it back to an investigation team within minutes of an interview finishing.

    “It’s shown it can alleviate stress on my officers by giving them the capability to conduct interviews and better manage their time in ways they wouldn’t have been able to do before.

    “The time saved in capturing evidence, as well as the choice offered to victims to decide where and when they provide evidence, makes this device invaluable.

    “DIR is not limited to one crime type and I’m sure, in time, many will benefit.”

    James Higgins, Project Manager with the Met’s Digital Data and Technology team, said:

    “We have collaborated with front-line officers and the supplier to develop an advanced, secure and comprehensive Portable Interview Kit which represents a transformative approach to interviewing, offering substantial benefits to the Metropolitan Police and enhancing the conduct of victim and witness interviews.

    “The kits empower Met interviewing officers to confidently gather high-quality evidence and allows secure transmission from anywhere in the world back to the investigative team for prompt analysis and fast-time action.

    “DIR utilises the same interview software and input screens as the Met’s new Fixed Interview Room system, which is being implemented across the Met, adding to significant changes in business processes and saving the Met money.”

    The equipment has also been used in a variety of locations including prisons, mental health secure units, hospitals, hotels, schools, care homes and overseas in government or law enforcement buildings.

Government figures attended, members of the diplomatic corps accredited to the Island, members of the Cuba Barbados Friendship Association and the Pan-Africanist Movement, representatives of Barbadian social institutions and youth organizations, Cuban residents and members of the Barbados state mission, to pay posthumous tribute to the victims of such a horrendous crime. The Honorable Sandra Husbands, Acting Minister of the Ministry of Foreign Affairs and Foreign Trade of Barbados, began the oratory at this solemn event, remembering the tragedy that occurred almost five decades ago, shortly after the nations that members of CARICOM had initiated diplomatic relations with the Republic of Cuba. Although this terrorist action was designed to create terror in the Caribbean community, it instead strengthened the commitment to establish lasting bilateral and regional relations with Cuba, our brother country. “During these almost 50 years, relations between Cuba and Barbados have witnessed of the good relations that we maintain, which have been consolidated because we defend honor and integrity in an international context full of hardships, obstacles and challenges and only united can we overcome the fear that terrorist acts like this instill, “said the dignitary.     £14 million for marine industries and coastal and island communities in 2024/25.

    First Minister John Swinney has confirmed that 67 projects will share a total of £14 million in support from the latest round of Marine Fund Scotland.

    The First Minister made the announcement in Shetland, where this morning he will tour Lerwick’s daily electronic fish auction and meet the Shetland Fishermen’s Association before attending the Convention of the Highlands and Islands.

    This year’s awards include seven to Shetland-based projects, including support for a new fisher from Scalloway to help secure a vessel to enter the industry, along with grants for Blueshell Mussels in Brae to enhance its mussel-growing process and to Cooke Aquaculture to trial an innovative water-borne feeding system.

    Other awards to island-based businesses include for Vonin Scotland to help establish a net service station for the aquaculture sector at Kyleakin on Skye, initially creating 15 new jobs. This project means nets will now only need to be transported a short distance by boat rather than via an extended road journey to the Central Belt, reducing CO2 emissions, and will improve recycling rates of nets preventing material ending up in landfill or incineration.  

    First Minister John Swinney said:

    “Our island and coastal communities and the marine industries based here make a huge contribution to Scotland – not just to our economy but also to our efforts to drive innovation and sustainability.

    “I’m very pleased therefore to be here in Shetland to confirm these awards to a wide range of projects, all of which have demonstrated that they will help to drive innovation in the marine sector and help sustain coastal communities.

    “Over the last four years, Marine Fund Scotland has supported hundreds of pioneering projects that are already contributing to building prosperity whilst at the same time protecting the planet.”

    The First Minister is also expected to visit Scottish Sea Farms salmon processing facilities later before meeting Lerwick Port Authority leadership.  

    Sectors receiving support include sea fisheries; aquaculture; seafood processing; wild fisheries including wild salmon; projects that tackle marine litter and improve recycling; and the wider marine environment. Applicants are assessed against strict eligibility criteria including alignment with Scotland’s Blue Economy Vision.

    David Brown, Shetland Regional Manager at Cooke Scotland, said: “We are grateful for the grant assistance which will enable us to trial and develop a new waterborne feed delivery method where rural communities such as Shetland can continue feeding the world with premium Scottish salmon.

    “The health and welfare of our fish is a top priority and the project aims to enhance their wellbeing by encouraging the salmon to feed lower down in the pens, minimising the impact from environmental challenges and wildlife, as well as reducing our energy consumption and ensuring the durability of our feed pipes.”

    Government officials from the Russian Federation and the People’s Republic of China and executives from over 100 major Russian and Chinese companies have attended the 4th Russian-Chinese Energy Business Forum.

    The reports on the development of energy cooperation between the two countries at the Forum were presented by Igor Sechin, Executive Secretary of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety, Chief Executive Officer of Rosneft Oil Company; Alexander Novak, Deputy Prime Minister of the Russian Federation; Han Zheng, Vice Premier of the State Council of the People’s Republic of China; Dai Houliang, Chairman of the CNPC Board of Directors; CEOs of Russian and Chinese companies. The Forum was also attended by ministers and government officials from the two countries, as well as representatives of the scientific community.

    The strong participation once again confirmed the RCEBF’s status as the most important platform for shaping the key areas of energy dialogue between Russia and China.

    The Forum was held in a face-to-face distance format at two venues in Moscow and Beijing, with a video bridge between them.

    UPWARD DEVELOPMENT

    President Vladimir Putin of the Russian Federation and President Xi Jinping of the People’s Republic of China sent greetings to the Forum participants, in which they noted the positive dynamics of the development of Russian-Chinese energy cooperation.

    In particular, Vladimir Putin noted in his address that, despite the complexity of the international situation, relations between the Russian Federation and the People’s Republic of China continue to develop in an upward direction. The energy sector remains one of the key and most dynamic areas of economic cooperation between the two countries.

    “The Russian-Chinese Energy Business Forum plays an increasingly prominent role in expanding cooperation in such an important sector, facilitating regular dialogue between representatives of government agencies, leading industry corporations, banking institutions and expert circles of the two countries. One of the Forum’s most vital activities is the creation of the “Atlas of Russian-Chinese Energy Cooperation Investments”. There is no doubt that the development of this unique information and analysis platform opens up new opportunities for mutually beneficial commercial initiatives,” reads the address of the Russian President.

    CORNERSTONE OF CHINA-RUSSIA COOPERATION

    In his welcoming address to the Forum, China’s President Xi Jinping declared energy to be the cornerstone of cooperation between China and Russia.

    According to the PRC President, Beijing intends to build a closer partnership with Moscow in the energy sector. “The energy engagement between China and Russia is a cornerstone of practical cooperation between the two countries and also serves as an effective force for global energy security,” reads Xi Jinping’s address.

    Russia and China’s energy cooperation demonstrates sustainability despite external challenges, the PRC President said.

    “In the face of external risks and challenges, Russia and China are intensifying interaction and coordination, promoting major cooperation projects, demonstrating the high sustainability of Russian-Chinese energy cooperation,” reads Xi Jinping’s address.

    UNIQUE OPPORTUNITIES

    Igor Sechin, Executive Secretary of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety, Chief Executive Officer of Rosneft Oil Company, delivered an address at the opening of the 4th Russian-Chinese Energy Business Forum devoted to the development of the energy dialogue between the two countries.

    By the end of this year, the trade turnover between Russia and China may reach $180-190 billion, Rosneft CEO believes. According to him, the figure has already reached $153.9 billion in ten months.

    Thus, Igor Sechin added, the goal of reaching $200 billion in trade turnover may be achieved even earlier than in 2024, as previously planned.

    Igor Sechin noted that Xi Jingping’s 2015 proposal at the rostrum of the UN to create a “community of one destiny for the humankind”, which underlay Chinese foreign policy (as part of the preamble to China’s Constitution), was a worthy response to the challenges of the growing turbulence. “The Western opponents cannot or do not want to understand the great humanitarian meaning of this idea, rejecting the concept of common destiny because of certain ideological considerations,” Igor Sechin believes. “They do not want to understand that it is not about a uniformity, which is naturally alien to the Chinese cultural tradition.” “All phenomena develop together and do not impede one another, all principles are effected together and do not contradict one another,” says a Chinese wisdom. “China simply tells the world: “We are all in the same boat.” And it turns out that China is working to unite humanity, while the West is working to divide it,” Igor Sechin said.

    Rosneft CEO noted that China, like Russia, had always been against unilateral sanctions and economic pressure, which turned into selfish promotion of one’s own selfish interests, and had always advocated the universal and equal application of international law. “Nevertheless, we see that the PRC is subjected to commercial discrimination. The goal is openly set to stop China’s technological development and prevent China from becoming the Number 1 technological power,” the head of Rosneft believes.     Rosneft CEO emphasised the unique opportunities that the cooperation offers in terms of ensuring China’s and Russia’s economic security in sensitive areas. “In the field of resource supply, including energy resources, Russia is a reliable supplier with a huge potential that is capable of expanding. As for production and technological logistics, our partnership here seems to be the most protected in terms of security,” Igor Sechin said.

    Russian energy companies, Sechin said, were ready to cooperate with Chinese partners in all areas—“in coal, in gas, in oil, in electricity and through Rosatom.”

    Rosneft CEO noted that the Company had always promoted integral cooperation with Chinese partners along the entire technological chain: that is exploration and production, refining, power generation, sales at potential markets, including retail sales. “As a rule, such cooperation implies exchange of shares, setup of joint ventures, supply of equipment, and technological partnership,” he said.

    POTENTIAL FOR GROWTH IN ENERGY EXPORTS

    Russia’s oil exports to China in January-October 2022 increased by 9.5% year-on-year to reach almost 72 million tonnes. This put Russia in second place among the suppliers of this fuel to Beijing, only slightly behind Saudi Arabia (73.8 million tonnes), Igor Sechin said.

    For his part, Russia’s Deputy Prime Minister Alexander Novak acknowledged the possibility of building new oil pipelines to China.

    Rosneft CEO also reminded the audience about the Vostok Oil project that “would provide long-term, reliable, and guaranteed energy supplies to Asia’s growing economies.” The project should produce 115 million tonnes of oil by 2033, equivalent to 2.5% of current world production.

    Russia also retains great potential for increasing hydrocarbon exports. For example, Sechin estimates that Rosneft alone has more than 2 trillion cubic metres of gas reserves in Eastern Siberia and the Far East that could be delivered to China.

    According to Igor Sechin, Russian pipeline gas deliveries could increase by 60% this year. The figure will exceed 100 billion cubic metres a year in the foreseeable future, and Rosneft CEO is confident that this is not even the limit.

    Executive Secretary of the Presidential Commission on the strategy of development of the fuel and energy industry Igor Sechin noted the prospects for liquefied natural gas: “Today Russia exports to China relatively small volumes of LNG, but in the future, the volume of LNG supplies may become comparable to our supplies from pipeline projects.”

    For his part, China National Petroleum Corporation (CNPC) Chairman Dai Houliang pointed to the importance of proper operation of oil pipelines from Russia to China and the Yamal LNG project, in which CNPC has a stake.

    “The implementation of the Sino-Russian gas pipeline through the Far East route and the Arctic LNG-2 project should also be accelerated,” he added.

    Furthermore, according to Igor Sechin, Russia accounts for almost a quarter of China’s coal imports—53 million tonnes in the first ten months of this year. Only Indonesia supplies more coal to the PRC.

    China buys from Russia not only hydrocarbons, but also electricity. Between January and October, its supplies grew by 33% and set a new record.

    SETTLEMENTS IN NATIONAL CURRENCIES

    As Alexander Novak noted, Russia and China were switching to settlements in national currencies when trading energy resources: “This work helps to prevent risks and facilitate the transformation of the rouble and yuan to the status of world reserve currencies.” In addition, the two countries’ central banks are working on a settlement system outside SWIFT.

    A significant step in the development of settlement in national currencies was Rosneft’s 2022 placement of an issue of bonds in yuan totalling 15 billion. According to bank analysts, this was the largest corporate bond market placement in the Russian market ever.

    Executive Secretary of the Presidential Commission on the strategy of development of the fuel and energy industry Igor Sechin noted that settlements under foreign economic contracts, primarily for the supply of energy products, had been promptly adapted to the new conditions. “I consider it important to develop clearing payments between China and Russia, which could then be joined by other interested countries (EAEU, SCO, BRICS). The existence of an independent settlement system is an important component of financial sovereignty in the contemporary world,” the head of Rosneft said.

    INVESTMENT ATLAS

    A significant contribution to the development of energy cooperation between the two countries was the publication of the Atlas of Russian-Chinese Energy Cooperation Investments. This document is a comprehensive and practical guide to the implementation of joint projects. Its first part, presented at the previous Forum by the Russian side, was devoted to a review of the current state and prospects of development of the fuel and energy complex of the Russian Federation.

    During the 4th Russian-Chinese Energy Business Forum, Zhang Jianhua, Head of the State Energy Administration of the People’s Republic of China, gave a presentation on the Chinese part of the Atlas.

    The Forum brought together over 300 representatives of major Russian and Chinese companies in the oil and gas, power, coal, nuclear and renewable energy sectors, heads of federal executive authorities, power equipment manufacturers, and representatives of the financial and IT sectors. The participants discussed in detail the key issues of bilateral cooperation in the energy sector. On the sidelines of the Forum, contracts were discussed and concluded between Russian and Chinese partners on energy supply, technology development, joint research, personnel training, and involvement of Chinese companies in the procurement of goods, works and services for projects implemented in Russia.

    The Russian-Chinese Energy Business Forum has been held since 2018, in line with the agreements reached by President Vladimir Putin of the Russian Federation and President Xi Jinping of the People’s Republic of China. The two leaders outlined the main objective of the Forum, that is to expand cooperation, find new areas for investment and implement promising projects in the energy sphere in Russia and China.

    Since its inception, the Forum takes place under the auspices of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety and the State Energy Administration of the People’s Republic of China, and is co-organised by Rosneft and China National Petroleum Corporation.

One of the Forum’s most vital activities is the creation of the “Atlas of Russian-Chinese Energy Cooperation Investments”.     CORNERSTONE OF CHINA-RUSSIA COOPERATION

    In his welcoming address to the Forum, China’s President Xi Jinping declared energy to be the cornerstone of cooperation between China and Russia.

    According to the PRC President, Beijing intends to build a closer partnership with Moscow in the energy sector. “The energy engagement between China and Russia is a cornerstone of practical cooperation between the two countries and also serves as an effective force for global energy security,” reads Xi Jinping’s address.

    Russia and China’s energy cooperation demonstrates sustainability despite external challenges, the PRC President said.

    “In the face of external risks and challenges, Russia and China are intensifying interaction and coordination, promoting major cooperation projects, demonstrating the high sustainability of Russian-Chinese energy cooperation,” reads Xi Jinping’s address.

    UNIQUE OPPORTUNITIES

    Igor Sechin, Executive Secretary of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety, Chief Executive Officer of Rosneft Oil Company, delivered an address at the opening of the 4th Russian-Chinese Energy Business Forum devoted to the development of the energy dialogue between the two countries.

    By the end of this year, the trade turnover between Russia and China may reach $180-190 billion, Rosneft CEO believes. According to him, the figure has already reached $153.9 billion in ten months.

    Thus, Igor Sechin added, the goal of reaching $200 billion in trade turnover may be achieved even earlier than in 2024, as previously planned.

    Igor Sechin noted that Xi Jingping’s 2015 proposal at the rostrum of the UN to create a “community of one destiny for the humankind”, which underlay Chinese foreign policy (as part of the preamble to China’s Constitution), was a worthy response to the challenges of the growing turbulence. “The Western opponents cannot or do not want to understand the great humanitarian meaning of this idea, rejecting the concept of common destiny because of certain ideological considerations,” Igor Sechin believes. “They do not want to understand that it is not about a uniformity, which is naturally alien to the Chinese cultural tradition.” “All phenomena develop together and do not impede one another, all principles are effected together and do not contradict one another,” says a Chinese wisdom. “China simply tells the world: “We are all in the same boat.” And it turns out that China is working to unite humanity, while the West is working to divide it,” Igor Sechin said.

    Rosneft CEO noted that China, like Russia, had always been against unilateral sanctions and economic pressure, which turned into selfish promotion of one’s own selfish interests, and had always advocated the universal and equal application of international law. “Nevertheless, we see that the PRC is subjected to commercial discrimination. The goal is openly set to stop China’s technological development and prevent China from becoming the Number 1 technological power,” the head of Rosneft believes.     Rosneft CEO emphasised the unique opportunities that the cooperation offers in terms of ensuring China’s and Russia’s economic security in sensitive areas. “In the field of resource supply, including energy resources, Russia is a reliable supplier with a huge potential that is capable of expanding. As for production and technological logistics, our partnership here seems to be the most protected in terms of security,” Igor Sechin said.

    Russian energy companies, Sechin said, were ready to cooperate with Chinese partners in all areas—“in coal, in gas, in oil, in electricity and through Rosatom.”

    Rosneft CEO noted that the Company had always promoted integral cooperation with Chinese partners along the entire technological chain: that is exploration and production, refining, power generation, sales at potential markets, including retail sales. “As a rule, such cooperation implies exchange of shares, setup of joint ventures, supply of equipment, and technological partnership,” he said.

    POTENTIAL FOR GROWTH IN ENERGY EXPORTS

    Russia’s oil exports to China in January-October 2022 increased by 9.5% year-on-year to reach almost 72 million tonnes. This put Russia in second place among the suppliers of this fuel to Beijing, only slightly behind Saudi Arabia (73.8 million tonnes), Igor Sechin said.

    For his part, Russia’s Deputy Prime Minister Alexander Novak acknowledged the possibility of building new oil pipelines to China.

    Rosneft CEO also reminded the audience about the Vostok Oil project that “would provide long-term, reliable, and guaranteed energy supplies to Asia’s growing economies.” The project should produce 115 million tonnes of oil by 2033, equivalent to 2.5% of current world production.

    Russia also retains great potential for increasing hydrocarbon exports. For example, Sechin estimates that Rosneft alone has more than 2 trillion cubic metres of gas reserves in Eastern Siberia and the Far East that could be delivered to China.

    According to Igor Sechin, Russian pipeline gas deliveries could increase by 60% this year. The figure will exceed 100 billion cubic metres a year in the foreseeable future, and Rosneft CEO is confident that this is not even the limit.

    Executive Secretary of the Presidential Commission on the strategy of development of the fuel and energy industry Igor Sechin noted the prospects for liquefied natural gas: “Today Russia exports to China relatively small volumes of LNG, but in the future, the volume of LNG supplies may become comparable to our supplies from pipeline projects.”

    For his part, China National Petroleum Corporation (CNPC) Chairman Dai Houliang pointed to the importance of proper operation of oil pipelines from Russia to China and the Yamal LNG project, in which CNPC has a stake.

    “The implementation of the Sino-Russian gas pipeline through the Far East route and the Arctic LNG-2 project should also be accelerated,” he added.

    Furthermore, according to Igor Sechin, Russia accounts for almost a quarter of China’s coal imports—53 million tonnes in the first ten months of this year. Only Indonesia supplies more coal to the PRC.

    China buys from Russia not only hydrocarbons, but also electricity. Between January and October, its supplies grew by 33% and set a new record.

    SETTLEMENTS IN NATIONAL CURRENCIES

    As Alexander Novak noted, Russia and China were switching to settlements in national currencies when trading energy resources: “This work helps to prevent risks and facilitate the transformation of the rouble and yuan to the status of world reserve currencies.” In addition, the two countries’ central banks are working on a settlement system outside SWIFT.

    A significant step in the development of settlement in national currencies was Rosneft’s 2022 placement of an issue of bonds in yuan totalling 15 billion. According to bank analysts, this was the largest corporate bond market placement in the Russian market ever.

    Executive Secretary of the Presidential Commission on the strategy of development of the fuel and energy industry Igor Sechin noted that settlements under foreign economic contracts, primarily for the supply of energy products, had been promptly adapted to the new conditions. “I consider it important to develop clearing payments between China and Russia, which could then be joined by other interested countries (EAEU, SCO, BRICS). The existence of an independent settlement system is an important component of financial sovereignty in the contemporary world,” the head of Rosneft said.

    INVESTMENT ATLAS

    A significant contribution to the development of energy cooperation between the two countries was the publication of the Atlas of Russian-Chinese Energy Cooperation Investments. This document is a comprehensive and practical guide to the implementation of joint projects. Its first part, presented at the previous Forum by the Russian side, was devoted to a review of the current state and prospects of development of the fuel and energy complex of the Russian Federation.

    During the 4th Russian-Chinese Energy Business Forum, Zhang Jianhua, Head of the State Energy Administration of the People’s Republic of China, gave a presentation on the Chinese part of the Atlas.

    The Forum brought together over 300 representatives of major Russian and Chinese companies in the oil and gas, power, coal, nuclear and renewable energy sectors, heads of federal executive authorities, power equipment manufacturers, and representatives of the financial and IT sectors. The participants discussed in detail the key issues of bilateral cooperation in the energy sector. On the sidelines of the Forum, contracts were discussed and concluded between Russian and Chinese partners on energy supply, technology development, joint research, personnel training, and involvement of Chinese companies in the procurement of goods, works and services for projects implemented in Russia.

    The Russian-Chinese Energy Business Forum has been held since 2018, in line with the agreements reached by President Vladimir Putin of the Russian Federation and President Xi Jinping of the People’s Republic of China. The two leaders outlined the main objective of the Forum, that is to expand cooperation, find new areas for investment and implement promising projects in the energy sphere in Russia and China.

    Since its inception, the Forum takes place under the auspices of the Commission for the President of the Russian Federation on the strategy of development of the fuel and energy industry and environmental safety and the State Energy Administration of the People’s Republic of China, and is co-organised by Rosneft and China National Petroleum Corporation.

    The company RN-Uvatneftegaz, which is part of the oil production complex of Rosneft, summed up the results of the implementation of a grant project to preserve the biodiversity of the Tyumen region. As part of the project, specialists studied the state of populations of rare and protected bird species listed in the Red Books of the Tyumen region and Russia.

    Caring for the environment is an integral part of the corporate culture and one of the key principles of Rosneft’s activities. The company has been a member of the UN Global Compact for over 10 years, confirming its commitment to the 17 UN goals in the field of sustainable development.

    Scientists from Tyumen State University conducted research and field work within the Irtysh River valley on an area of about 9 thousand square kilometers. At the first stage of the research, ornithologists collected and analyzed data on rare and protected bird species, and at the second and third stages, they conducted field work to assess the quantitative state of the populations.

    Primary field data were collected using the route method, birds were photographed using long-focus optics, voices were digitally recorded to determine species, and sound stimulation was used. Similar studies have not been conducted in the area since the end of the last century.

    During the expedition, scientists discovered representatives of 70 bird species belonging to 10 orders, including 11 rare and protected species. Among them are the white-tailed eagle, the great curlew, the mute swan, the osprey and others.

    Ornithologists analyzed the main limiting factors of life activity for rare and endangered species, and gave recommendations for optimizing nature management, habitats and nesting sites in the study area.

    Scientists have also developed a list of measures to reduce the negative impact on populations of rare bird species, including limiting industrial work during the nesting season (May-June), carrying out biotechnical measures to create artificial nests, fluttering grounds and gravel beds, protecting forests from wildfires, regulating the number of birds of prey, and environmental education of the population.

    Rosneft is implementing a number of programs to study and preserve flora and fauna in the regions where it operates. More than 20 projects to study rare animals, birds and fish, as well as to preserve the national culture of indigenous peoples, have been developed since 2014.

  • MIL-OSI Russia: Rosneft Conducts Field Research of the Northern Forest Deer Population in the Tyumen Region

    As part of the Rosneft program for biodiversity conservation, the first summer field studies of the reindeer population in the Tyumen region have been completed. The forest subspecies of the animal is under threat of extinction and is listed in the Red Book of the region.

    In 2022, RN-Uvatneftegaz, which is part of the Rosneft oil and gas production complex, together with the Tobolsk Complex Research Station of the Ural Branch of the Russian Academy of Sciences, began implementing a long-term program to study and preserve the population of northern forest deer in the Uvatsky District of the Tyumen Region.

    The first field studies and their interpretation were conducted from May to October on an area of more than 62 thousand hectares (including within the license areas of RN-Uvatneftegaz). Based on the analysis of about 22 thousand high-resolution digital aerial photographs taken using unmanned aerial vehicles, the first encouraging results were obtained – individual forest reindeer (8 adults and 2 young of the year) were identified, as well as their numerous trails. The data indicate that the animals not only migrate across the territory of the Uvatsky District, but also breed here.

    Scientists have proposed measures aimed at preserving and further increasing the number of forest reindeer in the studied area, and have outlined a plan of specific activities for 2023, including the organization of artificial salt licks, the installation of camera traps to obtain more complete information about their lifestyle and characteristics, and conducting a winter route census of animals. Work on studying new areas is also planned.

    RN-Uvatneftegaz plans to use the research results in the development of the Uvat project fields as part of a set of measures aimed at preserving the disappearing symbol of the Siberian taiga.

    The company intends to pay special attention to environmental education work among the region’s population. Thus, this year, with the support of RN-Uvatneftegaz, a book about specially protected natural areas of the Tyumen Region was published for the first time. It included information about 102 nature reserves and monuments that form the ecological basis of the region, as well as the endangered and rare species of birds and animals living there, including the northern forest deer.

  • MIL-Evening Report: NASA is launching a major mission to look for habitable spots on Jupiter’s moon Europa

    On October 10, NASA is launching a hotly anticipated new mission to Jupiter’s fourth-largest moon, Europa.

    Called Europa Clipper, the spacecraft will conduct a detailed study of the moon, looking for potential places where Europa might host alien life.

    It’s the largest planetary exploration spacecraft NASA has ever made: as wide as a basketball court when its solar sails are unfolded. It has a mass of about 6,000 kilograms – the weight of a large African elephant.

    But why are we sending a hulking spacecraft all the way to Europa?

    Looking for life away from Earth

    The search for life in places other than Earth usually focuses on our neighbour Mars, a planet that’s technically in the “habitable zone” of our Solar System. But Mars is not an attractive place to live, due to its lack of atmosphere and high levels of radiation. However, it’s close to Earth, making it relatively easy to send missions to explore it.

    But there are other places in the Solar System that could support life – some of the moons of Jupiter and Saturn. Why? They have liquid water.

    Here on Earth, water is the solvent of life: water dissolves salts and sugars, and facilitates the chemical reactions needed for life on Earth to proceed. It’s possible life forms exist elsewhere that rely on liquid methane or carbon dioxide or something else, but life as we know it uses water.

    The reason there’s liquid water so far out in the Solar System is because Jupiter and Saturn, the gas giants, wield immense gravitational power over their moons.

    Saturn’s moons, Titan and Enceladus, are stretched and compressed by gravity as they go around their host planet. This movement results in vast underground oceans with a surface of solid ice, with plumes of water vapour exploding 9,600 kilometres from the surface.

    It is strongly suspected that Europa is the same. While we know a lot about Europa from more than four centuries of observation, we have not confirmed it has an under-ice liquid ocean like Titan and Enceladus.

    But all clues point to yes. Europa has a smooth surface despite being hit by many meteors, suggesting the surface is young, recently replaced. Ice volcanoes raining down water over the surface would make sense.

    It also has a magnetic field, suggesting that like Earth, Europa has a liquid layer inside (on Earth, this liquid is molten rock).

    What will Europa Clipper do?

    At the surface, Europa is bombarded by high levels of space radiation, concentrated by Jupiter. But deeper down, the thick ice sheet could be protecting life in the liquid subsurface ocean.

    This means it would be difficult for us to find concrete evidence for life without drilling down deep. But where to look? Through flybys of the icy moon, Europa Clipper will be looking at areas where life could be dwelling under the icy shell.

    To achieve this, Europa Clipper has nine scientific instruments. These include a wide-angle camera to study geologic activity and a thermal imaging system to measure surface texture and detect warmer regions on the surface.

    There’s also a spectrometer for looking at the chemical composition of the gases and surface of Europa, and for any explosive plumes of water from the surface. The mission also has tools for mapping the moon’s surface.

    Other instruments will measure the depth and salt levels of the moon’s ocean and the thickness of its ice shell, and also how Europa flexes within the strong gravitational pull of Jupiter.

    Excitingly, a mass spectrometer will analyse the gases of the moon’s faint atmosphere and potential plumes of water. By examining the material ejected from the plumes, we can understand what is hidden within the under-ice oceans of Europa.

    A dust analyser will also look at matter that has been ejected from Europa’s surface by tiny meteorites or released from the plumes.

    Unfortunately, we will have to wait a while for any discoveries. Europa Clipper will take more than five years to reach Jupiter. And the mission is only equipped to look for the potential of life, not life itself. If we see evidence that might point towards life, we will need future missions to return and explore Europa in depth.

    So we must be patient. But this is an exciting opportunity for humanity to get one step closer to find life beyond our own home planet.

    MANILA, PHILIPPINES (7 October 2024) — The Asian Development Bank (ADB) has approved a $42 million loan to provide coastal and riverbank protection to increase resilience of local communities and natural ecosystems in the state of Maharashtra, India. 

    The Maharashtra Sustainable Climate-Resilient Coastal Protection and Management Project will establish coastal erosion and riverbank protection solutions such as offshore reefs, sheet piles, beach nourishment, and vegetation planting to restore and stabilize the coastline. 

    “The project will demonstrate the benefits of adopting new engineering hybrid approaches such as offshore reefs construction and rock protection works, as well as soft nature-based solutions such as beach and dune nourishment,” said ADB Water Resources Specialist Marie L’Hostis. 

    “The project responds to Maharashtra’s climate adaptation needs as outlined in the state’s Shoreline Management Plan and address climate change threats as shown by increasing rates of sea-level rise and coastal erosion though flexible nature-based and hybrid solutions, which can adapt to different climate scenarios,” said ADB Senior Climate Change Specialist (Coastal Adaptation) Alessio Giardino.

    ADB will help build the capacity of the Maharashtra Maritime Board in shore management planning, including the establishment of a coastal infrastructure management unit. The project will support capacity building of stakeholders on gender equality and social inclusion, coastal management, and livelihood activities.  

    The project builds on the ADB-financed Sustainable Coastal Protection and Management Investment Program. It aims to enhance fisheries and tourism, while encouraging increased participation of women, youth, and vulnerable groups in coastal zone management.

    ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 69 members—49 from the region.

    The latest cutting-edge research has confirmed that there are nine different species of the critically endangered Chinese giant salamander.

    Published recently in the Evolutionary Journal of the Linnean Society, the research led by the conservation charity that runs London Zoo has shone a new light on the ancient animal.

    A team from the Zoological Society of London (ZSL), an international conservation charity driven by science, working with partners in China, used genetic data to study the world’s largest amphibian, once thought to be a single species found across central and southern China.

    Chinese giant salamanders can grow up to 1.8 meters long. Their loose, baggy skin helps them absorb oxygen from the water, while tiny sensors across their bodies detect vibrations from worms, crustaceans, small fish, and frogs, compensating for their poor eyesight.

    “There is a high likelihood that Chinese giant salamanders face extinction in the wild, and it is extremely important to work collaboratively to prevent extinction being the fate of these ancient animals,” Ben Tapley, curator of reptiles and amphibians at London Zoo and one of the paper’s co-authors, told Xinhua.

    “Our research shows that there are up to nine different species of Chinese giant salamander, but only four have been named by scientists, and only two have had their conservation status assessed, with both being categorized as critically endangered,” Tapley added.

    “Chinese giant salamanders are recognized as critically endangered. All of the species we’ve now identified are at high risk of disappearing forever,” said Samuel Turvey, a researcher at ZSL and an author of the paper. “If we are to avoid losing the world’s largest amphibians, we need to act urgently to ensure that these newly-recognized species are formally recognized and legally protected.”

    “The possibility that Chinese giant salamanders may not be a single species has been suggested by researchers for 20 years, but by comparing levels of genetic difference seen across giant salamander populations with differences shown by other known salamander species, we can now confirm this for sure,” said Turvey.

  • MIL-Evening Report: People don’t like a ‘white saviour’, but does it affect how they donate to charity?

    Efforts to redress global inequality are facing an unexpected adversary: the white saviour. It’s the idea that people of colour, whether in the Global South or North, need “saving” by a white Western person or aid worker.

    An eclectic mix of white activists have been publicly accused of being white saviours for trying to help different causes in the Global South. They include celebrities who adopted orphaned children, organised benefit concerts such as Live Aid, or called out rights abuses.

    Others include professional and volunteer charity workers and journalists reporting on poverty in Africa. Even activism at home can earn the white saviour label, like efforts to refine the proposal for the Indigenous Voice to Parliament in Australia.

    We conducted a series of studies with 1,991 representative Australians to find out what people thought made a white saviour, how charity appeal photographs create this impression, and how it affected donations.

    White saviourism and charities

    The concern is that white people’s overseas charity, even when well-meaning, can inadvertently hurt rather than help the cause. It could perpetuate harmful stereotypes of white superiority, disempower local people, or misdirect resources to make helpers feel good rather than alleviating genuine need.

    The fear of being labelled a white saviour could make people think twice about giving time or money to worthy causes. It might stop aid organisations using proven appeals to raise donations they need.

    Médecins Sans Frontières (MSF), for instance, released a video apologising for using photos depicting white people in aid settings and which aren’t representative of the majority local staff they employ.

    Therein lies the dilemma: white donors can relate to photos of white helpers, but this is easily interpreted as white savourism.

    What makes someone a white saviour?

    Very little research exists into exactly what white saviourism means. Broadly, it seems to describe people in the Global North who support international causes for selfish reasons, to satisfy their own sentimentality and need for a positive image. We wanted to go deeper.

    In the first of our studies, we showed our participants 26 photographs depicting different Global South aid settings with a white helper.

    The helpers that participants thought of as highly “white saviour” typically had these characteristics:

    • they appeared to be privileged and superior

    • they gave help sentimentally and tokenistically

    • they conformed to the colonial stereotype of the helpless local and powerful foreigner.

    Further analysis showed these characteristics boil down to two essential features: ineffectiveness of the help and entitlement of the helpers.

    These two perceptions of the white saviour explain the problem for charity. Behavioural economics research has identified two main reasons for donating, and these perceptions undermine both.

    Why do people donate at all?

    So to see how much white saviourism affects charities, we need to know why people donate in the first place.

    One reason for giving is pure altruism, the desire to help others with no direct benefit to oneself. The effective altruism movement encourages people to make every donated dollar count – getting the maximum bang for the buck in terms of measurable outcomes for those in need.

    The difficulty for effective altruists is in assessing the impact of different charities vying for their donations. There are now websites that list charities by lives saved per dollar donated.

    Alternatively, donors might look at a charity’s appeal images for clues of how effectively it will use their dollars.

    Depicting white people as saviours can create the impression of tokenistic aid that only serves the helper’s sentimental needs. Evidence shows people resent impure motives in others (including organisations) and might try to penalise them.

    Behavioural economics research also shows, as you might expect, that some people are more concerned about themselves than others when giving. This is known as “warm glow” giving.

    Warm glow givers have several self-serving motivations. They include giving to gain self-respect or social status.

    People also have a desire to meet their social obligations. For richer folks this could include charitable giving. And giving can reduce guilt they might feel about their privilege.

    Just like the effective altruist, the warm glow giver could be put off by any sign of white saviourism. They don’t want to be seen to be endorsing it.

    Do people still donate?

    All this suggests that seeing a white saviour depiction in a charitable appeal will make people donate less.

    We examined this in another study, in which participants were shown each of the previous photos. This time they were asked, for every photo, if they were willing to donate to a charity that uses it.

    And as we thought, the photos previously rated as high in white saviourism had low intentions to donate.

    But intentions do not always equal actions, as psychologist have demonstrated for many years.

    To overcome this, we measured real donations in another study. Again participants saw the same photos, but this time they had the chance to donate part of their participation fee to a real charity when seeing them.

    What we found surprised us: the white saviour effect disappeared. How high a photo was on the white saviour scale had no impact on how much participants donated when seeing it.

    Does the end justify the motivation?

    Our results summarise the dilemma. Donors might object to white saviourism by charities, but in the end feel that it’s the help that counts, not the motivation behind it.

    We found some evidence for this when we asked participants about their general views of white saviourism.

    Almost 70% agreed that white saviour motives are common in Western help and that this was problematic for recipients. But interestingly, only 42% thought helpers with these motives deserved criticism.

    Together, this might suggest that people feel white saviour help is better than no help. There are voices in the charity community who echo this sentiment: imposing conditions on charitable giving will serve to reduce it.

    In an interview with the Wall Street Journal, Elise Westhoff, president of the Philanthropy Roundtable in the United States, said “by imposing those ‘musts’ and ‘shoulds’, you really limit human generosity”.

    But this doesn’t mean there are no legitimate concerns. There are, but it’s not hard for charities to address them.

    Our results show that white saviour perceptions do not affect actual donations, so read another way, suggests charities can safely replace highly white saviour images without losing donations for their causes.

  • MIL-OSI Economics: DDG Ellard emphasizes vital role of parliaments, provides update on WTO priorities

    DDG Ellard acknowledged the crucial role that parliaments play as the key link between international institutions and the public. She emphasized that parliamentary engagement on WTO issues is essential for ensuring that the Organization’s work is effective, tangible and meaningful.

    Turning to current priorities, DDG Ellard first stressed the importance of bringing into force the Agreement on Fisheries Subsidies, adopted in June 2022, to end the worst form of fisheries subsidies. To do this, 111 WTO members — two-thirds of the WTO membership — must accept the Agreement. At this point, 83 members have already done so, leaving 28 remaining for entry into force. She expressed gratitude to members that have accepted the Agreement, commending parliamentarians for their unwavering support and efforts toward swift ratification. She urged those who have not yet done so to take action promptly.

    DDG Ellard also highlighted significant progress made at MC13 on the second part of the Agreement on Fisheries Subsidies, aiming to address overcapacity and overfishing. While a final agreement is still pending, she noted that the negotiations have come closer to consensus than ever before, following more than 20 years of discussions. Since MC13, members have engaged intensively in efforts to conclude a comprehensive agreement on fisheries subsidies based on the revised text in document TN/RL/W/279, aiming to establish strong disciplines on major subsidizers and distant water fishing, while providing appropriate and effective flexibility for developing members.

    DDG Ellard described the extensive work in the lead up to the WTO’s July 2024 General Council meeting. “We are very close,” she emphasized, urging political leaders to engage actively in finalizing the Agreement by the end of the year.

    On the topic of dispute settlement reform, DDG Ellard commended Ambassador Usha Dwarka-Canabady of Mauritius and the six co-facilitator experts for their efforts in advancing the ongoing negotiations among WTO members towards achieving a fully and well-functioning dispute settlement system by 2024, as mandated by ministers at MC12 and MC13. The areas of particular focus are appeal/review and accessibility to developing members. 

    She emphasized that although the Appellate Body is not functioning, the system has not ground to a halt, with members continuing to bring disputes to the WTO. In 2024, members initiated seven new disputes, and there are seven panel proceedings under way, demonstrating ongoing confidence in the system. 

    She further emphasized the ongoing work to build the necessary multilateral consensus to incorporate the outcomes of the plurilateral initiatives of WTO members into the WTO rulebook, such as the Investment Facilitation for Development (IFD) Agreement and the outcomes of the Joint Statement Initiative on E-commerce. She pointed to the IFD Agreement as the first global accord on investment facilitation, with the support of two-thirds of WTO members, including developing members. 

    She also noted that the stabilized text on e-commerce (INF/ECOM/87) has garnered broad support, although some participants are still conducting internal consultations. The co-convenors of the e-commerce initiative are continuing to engage to determine next steps.
