    Advanced tech boosts fight against animal and plant disease

    £10 million in new Government funding for surveillance programme will further strengthen the country’s biosecurity to protect animals, plants, people and trade.

    The fight against pests and diseases, which can cost the UK economy billions of pounds, has been stepped up today (Thursday 8 May) with £10m of new funding announced for surveillance projects.

    The Genomics for Animal and Plant Disease Consortium (GAP-DC) project led by the Animal and Plant Health Agency will undertake surveillance across animal, plant and aquatic environments, using advanced genome sequencing technologies – a method that reads the complete genetic code of a living organism, including viruses, bacteria, fungi, or animals – to detect, identify and track pathogens with precision.

    For example, when avian influenza is found in UK poultry, genome sequencing can help confirm the virus type, trace its spread, and detect any mutations, supporting disease control measures.

    The UK faces significant and growing economic threats from pests and diseases affecting agriculture, livestock, and the environment. Invasive species alone cost the UK economy an estimated £4 billion annually, while plant pathogens and pests contribute to substantial crop losses.

    Ash dieback is predicated to cost £15 billion to the UK over coming decades and livestock disease such as avian influenza can have devastating financial and societal consequences, and has been estimated to cost the poultry meat sector more than £100m over a two-year period.

    APHA Interim Chief Executive Dr Jenny Stewart said:

    “Disease presents a significant risk to our farmers, global trade and human health.

    “This vital funding and collaboration with world leading experts will help APHA identify and tackle disease risk more effectively.

    “This research will lead to significantly advanced surveillance capabilities to protect UK borders from new and existing threats.”

    Research to be undertaken in collaboration with seven expert partners will include a focus on increasing the speed of pathogen detection at our borders, addressing new and re-emerging disease outbreaks, developing new strategies to control and mitigate endemic disease, and an improved approach to working with stakeholders and the community. It will also investigate disease spillover from wild animals and plants – when a virus moves from one species to other, such as the transmission of the COVID-19 virus from bats to humans.

    The £10 million of new funding provided by Defra and UK Research and Innovation (UKRI) will strengthen pathogen detection across the UK over the next two years and help protect the UK economy, as part of the Government’s Plan for Change.

    The announcement comes during National Plant Health Week (5-12 May 2025), an annual designated week of action to raise public awareness and engagement on how to keep our plants healthy, led by Defra in partnership with 32 organisations, including the Royal Horticultural Society, the Woodland Trust and the Horticultural Trades Association.

      BEIJING, May 8 — A Japanese fishing vessel illegally entered the territorial waters of China’s Diaoyu Dao between May 7 and May 8. China Coast Guard (CCG) vessels took necessary control measures in accordance with the law, issued warnings and drove it away, said Liu Dejun, spokesman for the China Coast Guard, in a written statement released on Thursday.

      “The Diaoyu Dao and its affiliated islets are China’s inherent territory. We urge the Japanese side to immediately cease all illegal activities in the relevant waters. The China Coast Guard will continue to conduct rights protection and law enforcement operations in the waters of Diaoyu Dao to firmly safeguard China’s territorial sovereignty and maritime rights and interests,” said the spokesperson.

    In a significant moment for APEC’s ongoing efforts to safeguard the ocean, Ambassador Yoon Seongmee, Chair of the 2025 APEC Senior Officials’ Meeting, and Executive Director Eduardo Pedrosa underscored the urgent need for innovative solutions and greater regional collaboration to tackle critical ocean sustainability challenges.

    “AOMM is the highest-level forum dedicated to cooperation on ocean and fisheries issues within APEC, and its discussions will form a vital component of the outcomes of APEC 2025.”

    Pedrosa echoed these sentiments, emphasizing that the APEC economies are deeply interconnected through the Pacific Ocean, the world’s largest body of water.

    “We are connected by the Pacific Ocean, and its resources are vital to the economic and social well-being of our economies,” Pedrosa said. “However, the ocean is facing profound challenges, and it is imperative that we continue to innovate and collaborate to secure its health and sustainability for future generations.”

    Pedrosa highlighted APEC’s strategic roadmaps that guide collective action in addressing ocean-related issues, including the APEC Roadmap on Marine Debris, the Roadmap on Combatting IUU Fishing, and the Roadmap on Small-Scale Fisheries and Aquaculture.

    “These roadmaps provide clear frameworks for APEC economies to align their efforts, implement effective measures, and protect marine ecosystems,” he noted. “They serve as a foundation for collaborative strategies to combat marine pollution, reduce illegal fishing and ensure the sustainable management of small-scale fisheries.”

    Pedrosa also emphasized how emerging technologies, such as data collection, remote sensing and traceability, will enhance APEC’s capacity to monitor and manage marine resources.

    “Innovation is crucial for the resilience of our oceans,” Pedrosa stated. “By leveraging technology, we can improve our ability to forecast, manage and protect marine ecosystems while supporting sustainable economic activities like fisheries and aquaculture.”

    As APEC economies continue to address these challenges, both Ambassador Yoon and Pedrosa emphasized the need for ongoing dialogue and action.

    “Today’s discussions represent just the beginning,” Pedrosa concluded. “Through continued cooperation and innovative solutions, we will ensure that the ocean remains a source of prosperity for all economies, while safeguarding its health for future generations.”

    Korea as the host of APEC 2025 will host a total of 13 ministerial and high-level meetings throughout the year. The next ministerial meetings on human resources development, education and trade will be held in Jeju from 12-16 May.

    Introduction

    Thank you for the introduction. 

    I’d like to acknowledge the Traditional Owners of the land on which we meet, the Gadigal people, and pay respects to Elders past and present, and extend that to First Nations people present today. 

    I would also like to say thank you to Michael Walpole and Jennie Granger for inviting me to speak today. 

    It is indeed a privilege to be invited, and I hope I can get a recurring invite.

    The theme of this year’s ATAX conference is ‘Tax Administration: Getting it right’.  

    Before I get underway, some of my own housekeeping is important to note. Given the House of Representatives has been dissolved, we have a caretaker government, and so public servants, even we statutory officers, need to exercise appropriate discretion about what we say, and what we comment on.

    Which I will, of course, do.

    So, while I might be a little bland, I hope that doesn’t rule me out for the future.

    But returning to the topic at hand, what ought we mean by ‘getting tax administration right’. 

    Before I step through my perspective on this issue, which some of you will have heard before (I do apologise for that, but I think they are messages worth repeating) I’d like to reflect a bit on the crucial role tax has in the social contract – Australian style. 

    As the famous American Supreme Court Judge Oliver Wendell Holmes Jr said, ‘tax is the price we pay for a civilised society’.  

    I’d like to expand on that to posit that the tax we pay is a vital element of our social contract; the citizenry pay tax and in return the government provides the services the community, collectively, demands.  

    This notion recognises that as individuals there is little we can deliver on our own, but collectively our ‘contribution rules’ set out our obligations for how we can mutually contribute to fund things the country needs and the community demands.  

    Thomas Hobbes, one of the founders of modern political philosophy, had his memorable take on the social contract. Writing during the English civil war, he noted in the Leviathan that, without any ruler, our ‘state of nature’ would result in…

    such condition, there is no place for industry; because the fruit thereof is uncertain: and consequently no culture of the earth; no navigation, nor the use of commodities that may be imported by sea; no commodious buildings; no instruments of moving, and removing, such things as require much force; no knowledge of the face of the earth; no account of time; no arts; no letters; no society; and which is worst of all; continual fear, and danger of violent death; and the life of man, solitary, poor, nasty, brutish and short. 

    He may well have been over-influenced by England’s challenges at the time, but I think a moderated application can be seen to ring true today. Hence his view that to correct for this, society needs a strong powerful ruler – in Hobbes’ time, perhaps a sovereign, in our time and our place, a government. Perhaps not necessarily ‘strong and powerful’ as Hobbes’ may have imagined it, but definitely one with authority.

    Without a government, there will be little peace, prosperity or freedom.  

    And without tax, at least in the Australian context, very hard to imagine a government.  

    But digging a fraction deeper, does Australia’s tax system reflect Australia’s social contract and does the Australian Taxation Office’s (ATO’s) administration reflect this?  

    I think there’s a strong argument to be made that a country’s tax system, provided there are strong democratic foundations and processes, reflects its aspirations, its underpinnings and how the country has chosen its ‘rules of contribution’.

    The Australian tax system, or at least the policy to be implemented, has at least 2 elements:

    1. First, as a federation, do we have the right balance between taxes levied by the Commonwealth as compared to that by the states? 
    2. Second, do we have the right ‘tax mix’. That is, the right balance between direct taxes (such as income tax) and indirect taxes (such as the GST and excise)? 

    Of course, both of these are core policy questions not appropriate for me to comment on.

    But then the question of whether we get the tax administration right can be assessed by whether, given the first 2 elements, do we have the right administrative machinery and people in place to deliver the desired revenue for the government to deliver the services the community demands – that is, to deliver on the social contract? 

    The ‘right’ administration of taxes 

    The ATO is governed by legislation, passed by those who represent the broader community.  

    Much responsibility is vested in the Commissioner, and the parliament has provided me with significant authority, but has carefully constrained the Commissioner’s discretion to depart from the job at hand.

    To deliver on our purpose, successive governments have ensured we are appropriately resourced, with both technology and people, and from this resourcing expect us to deliver on our role.

    So what’s our role?

    To collect the right amount of tax, in accordance with the law, in the most efficient way for the government and the taxpayer. And in doing this, treat taxpayers with courtesy and respect.

    The law, of course, changes over time, both through explicit parliamentary action, and also through the court’s interpretation of the ‘hard cases’ that come before it.  

    The administrator then needs to ensure that their administration of the law is kept contemporary and is seen as fair and reasonable. 

    Does the ATO meet these benchmarks? 

    As I hope you would expect, we strive to, but of course, given none of us are perfect, in specific instances we may well fall short. 

    So, what are some useful metrics we can look to, to assess whether we are getting our administration right? That demonstrate we are meeting our Public Governance, Performance and Accountability Act 2013 (the ‘bible’ that governs the way we in the APS act) requirements to be effective, efficient, economical and ethical?

    Let’s start with the most important one – are we effective at our job?

    Our purpose, or the reason we exist, is clear: We collect tax so that government can deliver services for the Australian community.

    Being the nation’s principal tax collector is not always an easy job, but it’s an important one. One that’s fundamental to Australia’s strong economy and society.  

    Without the ATO doing its role, the rest of the government suffers (both Commonwealth and state), and accordingly, as does our broader society. 

    The ATO makes up a bit under 10% of the APS, but the more than 190,000 other federal public servants rely on us to do our job, so they can do theirs, that is so that the government has the money it needs to provide the services the community demands.  

    And given Australia’s vertical fiscal imbalance, a significant proportion of revenue the states and territories use to fund their public services is collected by us as well. 

    If our purpose is our guiding light, then our roadmap is our vision as an agency.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences.

    We are confident that where these conditions are met, voluntary compliance will be optimised.

    But our purpose drives what we do, day in and day out. It reinforces that our role is fundamental to making government work. At the end of the day, being that part of the government that collects tax revenue, so that other parts of government can deliver services for citizens, is our most fundamental function.

    We definitely collect a lot of tax – in this year’s budget papersExternal Link our Treasury colleagues estimate that we will collect $676.1 billion in the current financial year.

    But how does that compare with what we should collect?

    It’s tricky to get a firm handle on this, but our best estimates stem from our ATO Tax Gap measurement.

    Tax gap

    The tax gap is an estimate of the difference between the estimate of what we expect to collect, and what would have been collected if every taxpayer was fully compliant with the law.

    For the most recent tax gap data available, 2021–22, we estimate that we will collect $545.8 billion of the total $590.3 billion tax due.

    That is, the amount of tax not collected, the net tax gap, is $44.5 billion, or 7.5% of the total amount of the tax.

    The $545.8 billion, the amount we have or will collect, is made up of 2 parts:

    • $531.4 billion that is reported correctly when taxpayers lodge their tax statements, and
    • $14.3 billion which represents any difference between that first return and the final corrected return.

    So, the $14.3 billion collected following a revised tax return is influenced by ATO action – typically our post lodgment compliance action like reviews and audits.

    In the context of the performance of our tax system, the tax gap data indicates that we have 90.1% voluntary performance. This adjusts to 92.5% when we factor in our compliance action.

    Tax gap components

    But not all taxes are created equal, and the overall gap is made up of varying gaps or components across different taxation types. Based on the most recent verified data:

    • The gap for personal income taxes (both salary and business income) account for $25.8 billion of the $44.5 billion tax gap.
    • Given the size of the population for collections, it’s not surprising that this is the biggest. This group has a net tax gap of 8.5%.
    • Company income taxes (large, medium and small companies) account for $8.7 billion of the $44.5 billion tax gap. This group has a net tax gap of 6.3%.
    • GST – $4.4 billion and a net gap of 5.5%.
    • Excise and all other gaps – $5.6 billion or a net tax gap of 8.1%.

    Comparisons to other jurisdictions

    So how does this compare to other countries?

    This is a tricky question to answer mainly because of the countries who attempt to calculate their tax gap, each have their own unique features of measurement. The variation between jurisdictions means we can find ourselves comparing apples to oranges in many cases.

    But if we look at the trends in our respective data, perhaps there is something to glean.

    In Australia, since 2016–17, the net gap has decreased from 7.8% to 7.5%. Over the same period, the UK’s net gap decreased from 5.4% to 5.2% (noting the parameters of their gap calculations vary slightly from Australia’s).

    In both instances, the overall net gap decreased. And it’s important to remember, that this represents an estimate of what we are not collecting and what is not being reported. Being an estimate, they are often revised over time as more information becomes available.

    Suffice to say, in our international engagement, we are confident that our methodology is good practice, and our measured gaps are amongst the smallest.

    So, I think we are quite effective.

    Administrative performance

    Then, do we do this in the most efficient way for the government and the taxpayer?

    Our costs of collection are, in the main, very low. For the 2023–24 year the cost to collect $100 of tax was 56 cents.

    Unfortunately, good, robust information on compliance costs for all taxpayers is not collected and produced.

    Do we treat taxpayers with courtesy and respect?

    Our Charter outlines our commitments to the community in their interactions with us and includes a number of stated commitments around the behaviours expected from ATO officers when they engage with the community.

    We have a range of metrics that provide valuable insights into how this is working in practice:

    • For service commitments: The ATO has 12 publicly stated service commitments that are reported every month on the ATO website. The last published results were for March 2025, and show all 12 were met.
    • Highlights included that
      • 97% of electronic taxpayer requests were finalised in 15 days, against a target of 90%
      • 99% of electronic tax returns and activity statements were finalised in 12 business days, against a target of 94%, and
      • 100% of employee referrals for unpaid super were escalated with employers within 28 days, against a target of 90%.
    • Regarding complaints, they continue to represent a very small portion of our interactions with taxpayers, around 0.1%.
      • Our service commitment is that we will resolve 85% of complaints within 15 days or within a date negotiated with the taxpayer. And, pleasingly, our March 2025 (YTD) result showed we have finalised 99% of complaints within our service commitment.

    To further ensure confidence in our administration, the ATO is fortunate to have fairly comprehensive scrutiny from a broad set of scrutineers.

    Like any Commonwealth government funded agency or department we are subject to the thrice-yearly scrutiny on our appropriation by the relevant senate legislation committee – commonly known as our Senate Estimates process.

    Again, like any other similarly funded agency we are subject to both financial audits and performance audits by the Australian National Audit Office.

    And we have our own dedicated scrutineer – the Tax Ombudsman, Ruth Owen, who is speaking this afternoon.

    Each of these processes provide us food for thought and often specific recommendations to improve our administration to which we attempt to respond to in a timely way.

    A further step this year was the Australian Public Service Commission initiating a capability reviewExternal Link to seek some external assurance that we are well placed for the future. And it showed that we are.

    Importantly, and as far as I am aware – all of our scrutineers are broadly happy that we are collecting the right amount of tax.

    But often the biggest critics of an organisation sit within it.

    And one of our shortcomings brought to my attention by my staff early on was the size of the debt book.

    The broader debt book – that is, stock of the tax debt that is owed to the Commonwealth Government at the current point in time – is currently over $105 billion (compared to the 2024-25 total revenue of around $650 billion). It’s the largest it’s ever been, and it is money that could be benefitting all Australians.  

    We estimate that just under half of that $105.1 billion is made up of collectable debt. That $46.4 billion is almost double the $26.5 billion of collectable debt owed in 2019. 

    I’ll have more to say on this shortly.

    Our vision

    We have recently spent time on sharpening our focus for the future by committing to a very clear vision for tax administration.

    Our vision is an Australia where every taxpayer meets their obligations because:

    • complying is easy
    • help is tailored
    • deliberate non-compliance has consequences. 

    I think there’s value in stepping this through in more detail today.

    Firstly, every taxpayer meets their obligations because complying is easy.

    • As an administrator, part of our role is to take the complexity of the system and do what we can to make it as easy to use as we can. That is, be a ‘complexity broker’.
    • In all aspects of life we need complexity brokers. Some of us know how to fix our cars and are happy to rely on our own expertise. Others are content to know how to put in the petrol and steer the wheel and are happy to rely on those with the expertise.
    • The ATO’s role as a complexity broker is complemented by the role of the tax profession in our system – those who help Australians to meet and understand their tax obligations.
    • Focusing on the tax profession, strengthening that relationship continues to be one of our core priorities.
    • It is vital that we work closely with the tax profession to ensure they are properly equipped to be complexity brokers for their clients.

    Secondly, every taxpayer meets their obligations because help is tailored.

    • While it’s important that all taxpayers have a clear digital pathway to resolve their interactions with the ATO, there will always be members of the community who need direct assistance from an ATO officer. While digital systems can enable a fast and seamless experience in some instances, it cannot be a substitute for human judgment.
    • Only human intervention can determine what constitutes fairness and reasonableness in those taxpayer circumstances where complex communication, compassion or empathy are needed to make decisions with the taxpayer.
    • We are currently developing our Future Interactions Strategy, which will further refine the how and when of our tailored approaches.
    • And within this strategy, our objectives will be laid out
      • to provide unassisted digital options to resolve tax matters where possible
      • to provide efficient human-assisted channels to assist in resolving more complex matters, or where the circumstances of the taxpayer require it
      • to provide secure, integrated digital platforms.
    • Alongside this is our focus on helping those experiencing vulnerability to meet their obligations.
    • To support this, the ATO is implementing a Vulnerability Capability that will strengthen and coordinate the way the ATO supports those who need it most. And in doing this we are grateful to the Tax Ombudsman for her recent reportExternal Link on this issue, particularly regarding financial abuse.
    • This program of work will include the development of a framework, together with specific actions and activities to support people experiencing vulnerability, including financial abuse.

    And finally, every taxpayer meets their obligations because deliberate non-compliance has consequences.

    • In the tax system, we think about non-compliance against a wide set of obligations, including failure to lodge, false registration and deliberate incorrect reporting. And of course, it also considers not paying the appropriate amount of tax.
    • While all tax owed to the government is a priority – from individuals, and from small and large business – we are conscious of our duty to collect priority debt such as unpaid superannuation guarantee, PAYGW – that is, tax that is withheld from employees’ pay but not passed on to the government – and GST that is collected from customers but not passed on to the government, and from the small group of taxpayers who exhibit the most non-compliant behaviour in avoiding their obligations.
    • It is important to note that only 22,000 taxpayers are responsible for $11 billion of the total tax collectable debt value. In context, that’s about 1% of the total debtors responsible for 20% of what’s owed.
    • To be clear, I’m not talking about just the largest taxpayers – this 1% are taxpayers of varying sizes. And it is this group where our focus lies.
    • This approach we are taking to collect the tax owed to the government is deliberate and targeted, with action being taken for those who repeatedly refuse to engage with us and continue to ignore our reminders.
    • For these taxpayers, we are moving more urgently to deploy the full powers available to us and we are beginning to see some positive impacts of this work, through reduction in the amount of debt owed to the government.

    Conclusion

    So, are we getting tax administration right? We, of course, have a few critics.

    But we all need to keep reminding ourselves that the tax system is not an end in itself; it’s only ever an instrument for the government to get the money it needs to deliver the services the community desires.

    Many of us, both internally and externally, can get caught up in the intricacies of various seemingly contradictory tax policies, the finer points of a court outcome, and the time it takes for us to finalise a complex ruling. Missing the reality of our tax system’s overall performance.

    But total taxes largely meet society’s spending demands. Our tax gap is low and our service commitments largely met.

    So, the conditions of tax administration doing its bit to deliver on our social contract are largely, or mainly, met.

    Is our tax administration perfect? Of course not.

    Is it about right? I am obviously biased, but I would say definitely.

    Can we improve? Of course.

    We’ve got work to do to achieve this. But that’s our aim.

  • MIL-OSI Russia: Scientific Regiment: MIEi Graduate Arkady Pashenin Witnesses Signing of the Act of Surrender of Germany

    Exactly 80 years ago, the Great Patriotic War ended. This fact was confirmed by the Act of Unconditional Surrender of the German Armed Forces. And today, on Victory Day, we will tell the story of how an engineering diploma from the Moscow Engineering and Economics Institute (now the State University of Management) allowed its graduate Arkady Pashenin to witness the signing of this historic document.

    Arkady Pashenin was born on March 19, 1918, entered the construction department of the Moscow Institute of Power Engineering in 1935, and defended his diploma five days after the start of the war – on June 27, 1941. According to him, Soviet youth was mentally prepared for war. In companies, they did not discuss ways to evade, but what was better to take to the front in addition to the recommended list. And the state took care of the physical condition of the youth – in addition to standard military training, the Moscow Institute of Power Engineering had a strong ski section of the Rot Front sports society, of which Arkady Pashenin was a member. Team “Ski Patrol Races” were especially popular with students.

    On July 8, the day after receiving diploma #025980, graduate Pasheshin reported to the recruiting station, where the duty officer, having familiarized himself with the documents, sent him to the military commissar. The latter looked at the diploma and sent the conscript to the Military Academy of Logistics and Supply, where he completed a three-month training course. In September 1942, Arkady Pashenin served at the headquarters of the 276th Ski Regiment when he was summoned to Moscow, to the People’s Commissariat of Defense, where he was thoroughly discussed with him about the diploma and sent to Stalingrad, to the headquarters of the 5th Shock Army, which was being formed at that time. He served there until the army was disbanded after the war.

    The most dramatic turn of fate connected with the MIE diploma happened to our hero at the end of the war, near Warsaw. One winter day at the turn of 1944/45, he was summoned by the head of the personnel department of the army headquarters and again asked about the specialty of an engineer-economist. It turned out that a member of the Military Council of the army, Lieutenant General Fyodor Bokov, was looking for three personal assistants of different specialties. Officers from the operational and political departments were selected immediately, but there was no suitable candidate for an economist who could “distinguish a bakery from a sawmill.” After a ten-minute conversation with Bokov, Pashenin was accepted into the team.

    As a result of the Berlin Offensive Operation, the German troops were finally defeated. It remained to formalize the situation legally. Marshal of the Soviet Union Georgy Zhukov chose the headquarters of the 5th Shock Army as the place for signing the Act of Unconditional Surrender, so on May 8, 1945, Fyodor Bokov and his assistants, including Arkady Pashenin, were among those meeting the Allied delegation at the Tempelhof airfield. The diplomatic service was late with instructions on the protocol of the meeting, so the staff officers decided to run for the flags of the nations themselves half an hour before the arrival of the first plane. They were unable to find the French flag right away, fortunately the plane of the Commander-in-Chief of the French Army, General Jean de Latre de Tassigny, was late, and he was met later, separately from the British and Americans. Major of the Quartermaster Service Pashenin had the honor of holding the flag of the USSR, which he remembered for the rest of his life:

    “So we, three Russian officers, stood in the center of Europe with the flags of nations. The famous generals and marshals of the allied armies walked past us. Eisenhower, Montgomery, Tedder and others saluted the flags, including the flag of the USSR, which by the will of fate I, a graduate of the Moscow Institute of Economics and Law in 1941, was entrusted to hold.”

    Let’s forgive Arkady Mikhailovich for the historical inaccuracy. As is well known, the Instrument of Surrender on the part of Great Britain was signed not by Field Marshal Bernard Montgomery, but by the Supreme Commander of the Royal Air Force Arthur Tedder. The Americans were represented not by the future President Dwight Eisenhower, but by the Chief of Staff of the US Air Force Carl Spaatz. But just imagine how exciting this moment was for what was essentially a very young officer, and sometimes even the young are deceived by memory.

    The headquarters of the 5th Shock Army was located in the building of the Military Engineering School in Karlshorst, one of the eastern suburbs of Berlin, where everyone headed from the airfield. The hall of the officers’ mess was prepared for the ceremony, the furniture was brought from the Reich Chancellery building. As a staff officer, Arkady Pashenin had free access to all the rooms of the headquarters and did not miss the opportunity to be present at the signing of the Act of Surrender. The extra chairs were taken out of the hall, so everyone except the signatories watched the ceremony standing. Pashenin took a place by the wall near a small table, at which the Chief of the Supreme Command of the Armed Forces of Nazi Germany Wilhelm Keitel then sat.

    The ceremony began at exactly midnight Moscow time. Hence the disagreement about the date of Victory Day celebrations in Russia and the West. When it came to Keitel, he was about to sign the Act at his desk, but Georgy Zhukov demanded that he come over and sign the Act on a side table. Jawohl (German for “Yes sir”), the blushing Field Marshal complied. This was the German word the Nazis used more often than any other at the ceremony.

    The procedure ended at 00:43 Moscow time, after which the banquet began. Suddenly the question arose: what to feed the German delegation – not red caviar? Even the diplomats could not resolve it. Then they turned to Zhukov for advice, and he said: “Let’s not be petty – feed them everything that has been prepared for the banquet. And be sure to serve it on plates with the monograms of the Imperial Chancellery. And give them unlimited drinks. Let them wash down their defeat… But I think it will not do them any good!”

    And so it happened: Wilhelm Keitel was executed by decision of the International Military Tribunal in Nuremberg on October 16, 1946. Another representative of the German government who signed the Act of Surrender, General Admiral Hans von Friedeburg, poisoned himself with cyanide the day before his arrest.

    And MIEI graduate Arkady Mikhailovich Pashenin served in the Soviet Army until 1978 and retired with the rank of colonel of the quartermaster service. He was awarded five orders and five medals, including, of course, “For the capture of Berlin” and “For the victory over Germany in the Great Patriotic War of 1941-1945.”

    “Federal excise taxes on certain recreational outdoor sporting equipment provide funding for conservation programs,” said Crapo.  “This bill closes loopholes on imported fishing and archery equipment that deprive fish and wildlife conservation programs of additional critical funds.  This move will help level the playing field for Idaho and American companies and strengthen existing conservation programs.”

    “Alabama is proud to be home to hundreds of small businesses who make sporting equipment that outdoorsmen and conservationists rely on.  The last thing these business owners need is to be punished for producing goods right here in the U.S.A.” said Tuberville.  “Under President Trump, we are laser-focused on doing everything we can to encourage domestic production.  I’m proud to introduce this legislation with Senator Crapo which closes a loophole allowing foreign sellers to exploit our domestic retailers and rob money from our state conservation programs.”

    Numerous conservation and sporting groups, including the Archery Trade Association, Association of Fish and Wildlife Agencies, American Sportfishing Association and The Conservation Fund have endorsed the legislation.

    BACKGROUND:

    For decades, the Pittman-Robertson Wildlife Restoration Act and the Dingell-Johnson Sport Fish Restoration Act have provided states and territories with essential funding for wildlife restoration, conservation, hunter education programs and boating access programs.  These programs, funded through excise taxes on sportfishing and archery equipment, have contributed more than $1.3 billion in FY2025 to support conservation efforts across the country.

    However, a loophole in current tax policy allows some online purchases of imported sporting goods to bypass these excise taxes when purchased directly from foreign sellers, leading to a shortfall of tens of millions of dollars from going to conservation funds.  Many consumers are unaware that they may be responsible for these taxes, and even those who are aware often struggle to navigate IRS guidelines on calculating and paying them.  A recent Government Accountability Office (GAO) report recommended that Congress address this issue by ensuring that U.S. online marketplaces, rather than consumers, are responsible for collecting and remitting these excise taxes.

    The Sporting Goods Excise Tax Modernization Act would:

    • Require U.S. online marketplaces to collect and remit federal excise taxes on imported archery and fishing equipment, treating them as the importer of record.
    • Ensure that funding for state-led wildlife conservation efforts is not lost due to tax loopholes.
    • Maintain fairness for domestic retailers who already pay these taxes on sporting goods they sell.
    • Simplify the tax process for consumers, eliminate confusion and ensure that conservation programs receive the full funding they deserve.

  • MIL-OSI USA: Crapo Joins Bipartisan Bill to Help House Disabled Veterans

    Washington, D.C.–U.S. Senator Mike Crapo (R-Idaho) joined U.S. Senators Alex Padilla (D-California), Dave McCormick (R-Pennsylvania), Ruben Gallego (D-Arizona) and Katie Britt (R-Alabama) to introduce bipartisan legislation to ensure veterans experiencing homelessness and receiving disability payments maintain access to crucial housing support.  The Housing Unhoused Disabled Veterans Act (HUDVA) would permanently exclude disability payments received by veterans from annual income for housing assistance eligibility purposes under the U.S. Department of Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) program.

    “Veterans who placed their lives on the line and were disabled in active duty combat should not have to worry about whether or not they will have a home after they return from their service,” Senator Crapo said.  “The fact that many disabled veterans in this country are homeless because their income from disability payments was too high to qualify for housing assistance is unconscionable.”

    The HUD-VASH program plays a pivotal role in addressing homelessness among veterans by providing rental assistance from HUD along with supportive services from the U.S. Department of Veterans Affairs (VA).  Unfortunately, some of our country’s most disabled veterans receiving disability payments have historically been unable to access veterans housing programs like HUD-VASH because HUD included disability benefits as part of their total income.  Up until recently, the more severe a disability was, the more disability benefits a veteran received, and the less likely it was that they could access veterans housing assistance.

    Last year, HUD finally changed its policies to exclude VA disability benefits from income for purposes of eligibility for the HUD-VASH program.  Now that homeless veterans with disabilities can finally access this assistance, HUDVA would codify this important policy change to ensure that access continues permanently.

    In another effort to support disabled veterans, Crapo also co-led reintroduction of the Major Richard Star Act, which would provide combat-injured veteran retirees full VA disability and U.S. Department of Defense retirement benefits earned by their service.

    The Housing Unhoused Disabled Veterans Act is also co-sponsored by Senators Richard Blumenthal (D-Connecticut), Bill Cassidy (R-Louisiana) and Mazie Hirono (D-Hawaii). Representatives Brad Sherman (D-California) and Monica De La Cruz (R-Texas) are leading companion legislation in the U.S. House of Representatives.

  • MIL-OSI China: Israeli PM lowers number of living hostages in Gaza to 21

    Israeli Prime Minister Benjamin Netanyahu on Wednesday lowered the number of living hostages in the Gaza Strip from 24 to 21.

    “There is no dispute that 21 hostages are alive,” Netanyahu said in a video posted via his social media accounts. “Unfortunately, there are three others whose conditions are uncertain.”

    Hamas took 251 hostages to Gaza during its Oct. 7, 2023 attack on southern Israel. The Israeli side said previously that 59 Israeli hostages remain in Gaza, with 24 of them believed to be alive.

    Israel halted the entry of goods and supplies into Gaza on March 2, following the expiration of the first phase of a January ceasefire agreement with Hamas. It resumed attacks on Gaza on March 18, which have so far killed 2,545 Palestinians.

    On Monday, the Israeli Security Cabinet approved a plan to expand its military offensive in Gaza, which includes intensified assaults, continued occupation of the strip, and full control of aid distribution. Netanyahu said the plan aims to “defeat Hamas and, in the process, secure the release of the hostages.”

    Earlier on Wednesday, Israeli Defense Minister Israel Katz said the plan approved Monday would force Gaza’s entire population to either relocate to a confined area in the south or to “voluntarily” emigrate, as Israeli forces prepare to seize control of the entire territory.

    Katz said that even if a ceasefire is reached, “Israel will not withdraw from the security buffer zone,” referring to land the Israeli army has already seized.

    Global concern over the ever-worsening humanitarian crisis in Gaza has been growing recently amid the Israeli blockade, renewed assaults, and newly-approved operation expansion plan. Families of the hostages held in Gaza said in separate statements that the Israeli government’s moves are expected to kill their loved ones in Gaza, accusing Netanyahu of sabotaging efforts to reach a ceasefire deal.

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.) and Michael Bennet (D-Colo.) introduced the Disaster Relief for Farm Workers Act to provide compensation for farm workers who lose out on wages due to extreme weather, public health emergencies, and other disasters beyond their control. Representatives Andrea Salinas (D-Ore.-06) and Zoe Lofgren (D-Calif.-18) are leading companion legislation in the House of Representatives.
    California is home to as many as 800,000 year-round and seasonal farm workers who help power the state’s $59 billion agricultural economy, yet despite their contributions to the local, regional, and national economies, there are few protections for the farm workforce. The California agricultural economy faced almost $4 billion in damages from 2023 to 2024, and that’s without even accounting for flooded farm worker homes in Pajaro or lost farm worker income. Existing federal disaster relief programs insufficiently compensate farm workers when they lose wages as a result of conditions out of their control.
    “California’s farm workers often work under extreme conditions to help put food on the table for hundreds of millions of Americans,” said Senator Padilla. “But increasingly frequent natural disasters, including historic flooding in Pajaro, have devastated California’s agricultural communities. We must protect the heart of our nation’s food supply by providing critical emergency assistance to these essential workers.”

    Ensure the U.S. Department of Agriculture (USDA) develops and executes a promotional plan prior to and throughout the distribution of the relief grants to increase awareness of the assistance available.
    Require USDA to work with eligible farm worker organizations.
    Provide definitions for a covered disaster, eligible farm worker organization, and migrant or seasonal farm worker.
    Amend Section 2281 of the Food, Agriculture, Conservation, and Trade Act of 1990 to allow for emergency assistance for farm workers.

    Senator Padilla has fought hard to deliver relief to agricultural communities devastated by natural disasters. Earlier this year, Padilla announced bipartisan, bicameral legislation to improve access to federal agriculture disaster programs. Padilla also introduced the Smoke Exposure Research Act, legislation to better protect winegrape growers against wildfire smoke damage by strengthening research and risk management efforts at West Coast land-grant universities. Last year, he led a bipartisan coalition of California members in urging the Senate and House Agriculture Committees to incorporate permanent disaster assistance for agricultural producers and communities in the Farm Bill. The letter called for the inclusion of his bipartisan Agricultural Emergency Relief Act, which would create a permanent structure at the USDA to provide relief for farmers who lost crops due to natural disasters. Previously, Padilla introduced a pair of bills to equip the USDA to better meet the needs of farm workers. He also introduced the Fairness for Farm Workers Act last Congress to update the nation’s labor laws to ensure farm workers receive fairer wages and compensation.

    BACKGROUND:
    For decades, the Pittman-Robertson Wildlife Restoration Act and the Dingell-Johnson Sport Fish Restoration Act have provided states and territories with essential funding for wildlife restoration, conservation, hunter education programs, and boating access programs.  These programs, funded through excise taxes on sportfishing and archery equipment, have contributed more than $1.3 billion in FY2025 to support conservation efforts across the country.
    However, a loophole in current tax policy allows some online purchases of imported sporting goods to bypass these excise taxes when purchased directly from foreign sellers, leading to a shortfall of tens of millions of dollars from going to conservation funds. Many consumers are unaware that they may be responsible for these taxes, and even those who are aware often struggle to navigate IRS guidelines on calculating and paying them. A recent Government Accountability Office (GAO) report recommended that Congress address this issue by ensuring that U.S. online marketplaces, rather than consumers, are responsible for collecting and remitting these excise taxes.

    WASHINGTON – Sen. John Kennedy (R-La), a member of the Senate Appropriations Committee, today reintroduced the Crawfish Recovery Assistance from Weather Disasters and Droughts (CRAWDAD) Act. The bill would support Louisiana crawfish jobs when severe weather puts strain on the industry.

    “Come rain, shine, sleet or snow, Louisiana’s mudbug farmers always work hard to deliver quality food to crawfish lovers. My CRAWDAD Act would make sure crawfish producers have access to the emergency support they need when droughts and other severe weather strike,” said Kennedy.

    Background:

    • The Emergency Livestock Assistance Program (ELAP) provides producers of livestock, honeybees and farm-raised fish access to federal financial assistance when they face adverse weather, disease or loss conditions.

    The CRAWDAD Act would make crawfish producers eligible for ELAP funding on a permanent basis, ensuring that they have access to the emergency support they need without unnecessary bureaucratic delays.

    Kennedy’s bill would also classify a drought as a weather event that the Secretary of Agriculture could declare as an emergency.

    Kosovo has made notable strides in its electoral reforms, economic resilience, and the protection of fundamental rights, say MEPs. However, challenges remain regarding judicial reforms, media freedom, public administration efficiency, and the digitalisation of public services. Continued commitment to comprehensive reforms and inclusive governance is essential for Kosovo’s to progress on its European integration pathway, they stress.

    The Pristina-Belgrade dialogue has unfortunately not yielded the expected results, note MEPs, who ask both parties to implement the Brussels and Ohrid agreements, including the establishment of the Association/Community of Serb-Majority Municipalities, and the lifting of Serbia’s opposition to Kosovo’s membership of regional and international organisations.

    MEPs also state that Kosovo has been the target of foreign interference and disinformation campaigns, particularly from Russia and China, with the aim of destabilising the region and undermining the European integration of the Western Balkans. Parliament therefore urges the Kosovo government to reinforce its capacities to combat such threats.

    Parliament calls on Serbia’s authorities to ensure the independence of key institutions, including media regulators such as the Regulatory Authority for Electronic Media. They must also implement in full all outstanding recommendations by the Organisation for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the Council of Europe bodies on electoral reform, well ahead of any new elections, MEPs warn.

    MEPs demand full and transparent legal proceedings and an official investigation into the collapse of the Novi Sad train station canopy on 1 November 2024, as well as an impartial investigation into the alleged use of unlawful crowd control technology against protesters. Deploring the continuing violence against students, MEPs are also deeply concerned about the increasing political and financial pressure placed on teachers and university professors who support the students’ collective action.

    While up to one billion fish are farmed in the EU each year, there are no rules to protect them. This allows unethical practices to persist.

    Yet several opinions of the European Food Safety Authority (EFSA) demonstrate that fish are sentient beings, and nine out of ten EU citizens want better protection for farmed fish. Cost-effective solutions are available, with a recent report by environmental economist Griffin Carpenter showing that implementing stunning in EU aquaculture is economically feasible[1].

    The Commissioners for animal welfare and fisheries have reiterated their commitment to modernising the rules on animal welfare and making aquatic animal welfare a priority of their respective mandates.

    The Commission’s Vision for Agriculture and Food calls for animal welfare standards to be applied to imports in order to boost food security and competitiveness in the EU.

  • MIL-OSI Europe: Answer to a written question – Reducing regulatory burden for the fisheries sector – E-001034/2025(ASW)

    The Commission is dedicated to strengthening EU competitiveness and growth while upholding high standards and achieving economic, social, and environmental goals.

    For this, it aims to streamline rules and reduce the administrative burdens for businesses by 25%, and by 35% for small and medium-sized enterprises by the end of this mandate.

    The Commission will continue to systematically evaluate EU legislation, including opportunities to simplify and reduce administrative burden, without undermining its policy objectives.

    Dialogue with stakeholders is key. As indicated in their mission letters and the 2025 Communication on implementation and simplification[1], each Commissioner will host at least two Implementation Dialogues a year.

    Regular exchanges between the Commission and the advisory councils[2] also provide an opportunity to jointly explore ways to simplify EU legislation and reduce administrative burden that stems from it.

    The Nature Restoration Regulation[3] (NRR) does not impose direct obligations on companies or stakeholders. It leaves wide flexibility to national authorities to identify in their national restoration plans[4] the measures needed to achieve the different restoration objectives . The implementation of the NRR is still at an initial stage.

    It would be premature to draw conclusions regarding its impact on stakeholders. The Fisheries Control Regulation was revised only recently, and the focus should now be on its implementation.

    On the basis of the empowerments granted by the co-legislators in the revised Fisheries Control Regulation, the Commission is currently preparing the relevant delegated and implementing acts. Simplification and limiting red tape are guiding principles in this process.

  • MIL-OSI Europe: Answer to a written question – Managing the spread of the silver-cheeked toadfish in the Mediterranean – E-000785/2025(ASW)

    The Commission carried out a risk assessment for t he silver-cheeked toadfish (Lagocephalus sceleratus) under the Invasive Alien Species (IAS) Regulation[1] and proposed its inclusion on the list of IAS of Union concern in 2022. However, the proposal did not obtain the necessary support from the Member States.

    Measures addressing Lagocephalus sceleratus may be covered by the European Maritime, Fisheries, and Aquaculture Fund ( EMFAF)[2], in the framework of sustainable fishing activities, under the conditions set out in the EMFAF Regulation[3], provided that the Member State has set out such action in its Operational Programme.

    For instance, in Greece, under Specific Objective 1.6, EMFAF funds initiatives for ecosystem protection and IAS management. Measures aim to enhance knowledge and address IAS, mitigate their impact on biodiversity and consumer safety. Compensation for affected fishers is supported through impact assessments to ensure proper allocation of financial assistance.

    Action on IAS is a priority of the EU programme for the environment and climate action (LIFE)[4]. LIFE funding for the silver-cheeked toadfish will depend on whether relevant proposals are submitted and selected for funding in a competitive process.

    “We are now in the midst of one of the largest disruptions in world trade in history,” the Director-General told members.  “But we are also now less than a year away from MC14, and we must think of what we need to do to maximize our chances for success there, including tackling some of the issues thrown up by this trade crisis.”
    Against this backdrop, DG Okonjo-Iweala said, she has spent the past few weeks engaging with members to discuss what might constitute a credible roadmap to MC14, which will begin on 26 March 2026 in Yaoundé, Cameroon.
    The Director-General said members stressed the importance of MC14 sending a clear political message reaffirming the WTO’s relevance and resilience amidst ongoing global uncertainty.  There was also strong support for prioritizing WTO repositioning and reform at MC14, she noted.
    In regard to substance, many members have proposed forward-looking corrective actions to inadequacies in the WTO’s existing rulebook, together with reforms across core functions, including monitoring and transparency, negotiations, and dispute settlement, she said.
    “The present disruption is seen as a vital opportunity to address the system’s weaknesses and reposition the WTO for the future,” the Director-General said.  “We must not waste a crisis.”
    As part of this, workstreams could be established on issues such as dispute settlement reform, how to ensure the current WTO agreements remain dynamic and relevant, and looking at future trade rules so that the WTO remains responsive to evolving needs, the Director-General said. 
    She proposed a phased approach, consisting of a facilitator-led scoping exercise prior to MC14, ministerial guidance at MC14 on actionable steps for moving forward, and post-MC14 implementation within the workstreams, with the view to presenting concrete outcomes for endorsement at the 15th Ministerial Conference or earlier.
    “We must seize this reform opportunity with seriousness and urgency,” the Director-General declared. Members “need to consider not what the organization can do for us, but what we are willing to give up to reform the organization so it can survive and thrive.”
    The Director-General noted other priority areas identified for MC14, including agriculture, the “second wave” of fisheries subsidies negotiations, the e-commerce work programme and moratorium, the incorporation of the Investment Facilitation for Development Agreement and the joint initiative e-commerce agreement into the WTO framework, and development issues.
    On all these issues, a stocktaking of the progress made will take place in July, and by December members “will need to make a clear decision on which negotiating issues are mature enough to be carried forward to MC14, and which are not,” the Director-General said.  “The overarching goal in all this is to enable productive and meaningful ministerial engagement in Yaoundé.”
    Reports from negotiating chairs
    Members received updates from the chairs of the ongoing WTO negotiations on agriculture, fisheries subsidies, trade and development, the establishment of a multilateral system of notification and registration of geographical indications for wines and spirits, trade and environment, and services.
    Reporting in his capacity as Chair of the agriculture negotiations, Ambassador Ali Sarfraz Hussain (Pakistan) noted his consultations with members and the first negotiating group meeting since his appointment as Chair earlier this year.  He said there was “broad recognition” that delivering an outcome on agriculture is “critical for reinforcing the credibility of the WTO” but acknowledged that on substance, “the main positions have not shifted significantly.”
    On the way forward, the Chair said he would first give proponents space to intensify their engagement and then hold targeted meetings with both proponents and non-proponents to explore ways forward. This would be followed by open-ended meetings of the negotiating group, whenever needed, to ensure full transparency and inclusivity.  This could lead to a stocktaking event in late September or early October after which members will collectively assess the progress made and decide on the best path forward, including the nature of any possible outcomes at MC14.
    Reporting in his capacity as the Chair of the fisheries subsidies negotiations, Ambassador Einar Gunnarsson (Iceland) noted that he led a series of bilateral consultations in late March/early April to hear views on the next steps.  In light of this, the Chair said he would organize meetings over the coming weeks to exchange views on the “second wave” negotiations as well as the entry into force and implementation of the Agreement on Fisheries Subsidies, where 14 acceptances are still needed.
    In regard to the former, the Chair said four focused sessions would take place to give members the opportunity to bring a new thinking into the negotiations that could unlock the current stalemate.  Noting that an existing draft text exists which embodies “painstaking negotiation and numerous hard-fought compromises,” the Chair said: “We need not reinvent the wheel … with the right level of engagement and flexibility, meaningful progress remains within reach.”
    Reporting in her capacity as Chair of the negotiations on trade and development, Ambassador Kadra Hassan (Djibouti) noted that work is continuing through the facilitator-led processes in three areas of work: sanitary and phytosanitary measures and technical barriers to trade; technology transfer; and trade-related investment measures.  She also noted the mandate from ministers at MC13 to continue work on the application of special and differential treatment provisions under various WTO agreements.  With MC14 drawing closer, the Chair called for “further flexibility, creativity and pragmatism from all delegations” in order to achieve outcomes.
    Ambassador Alfredo Suescum (Panama), Chair of the negotiations on the multilateral register for wines and spirits, said that no new proposals have been submitted and that members’ underlying positions remain unchanged. Ambassador Eunice M. Tembo Luambia (Zambia), Chair of the negotiations on trade and environment, said that her consultations with members made clear that WTO members “have no appetite to engage in negotiations on this topic at this time.” 
    Ambassador Adamu Mohammed Abdulhamid (Nigeria), Chair of the services negotiations, said he was in the process of consulting with members on the way forward in view of the built-in mandate to improve schedules of commitments, as well as the call by ministers at MC13 to reinvigorate work. 
    General Council Chair report on informal consultations
    The Chair of the General Council, Saqer Abdullah Almoqbel (Saudi Arabia, Kingdom of), reported on his recent informal consultations with members to explore the nexus between the current economic climate and its impact on the multilateral trading system.
    The assessment is clear, the Chair said: “The situation is challenging, but our resolve must be stronger. There is a firm belief that the WTO and the rules-based multilateral trading system it embodies must remain a cornerstone of our collective response to the challenges. Indeed, many members see this as an opportunity for the WTO to reaffirm its relevance and proactively address the current situation.”
    The Chair said he was considering convening an informal information session at the level of heads of delegations. This would start with a factual presentation on the current situation by WTO economists followed by a forward-looking exchange among heads of delegations on steps the WTO could take to address these impacts, particularly for the most vulnerable economies.

    “Nicola Willis’ slash-and-burn Budget is promising even more pain for communities. Pacific people deserve so much more than the hogwash they’ve gotten so far from National.

    “We want our Pacific people to be in secure, well-paying jobs and we will continue bringing their voices to the forefront to challenge a Government which has thus far ignored them,” Carmel Sepuloni said.

    NEW YORK, NY –  Representative Adriano Espaillat (NY-13) will reintroduce his bill later this month urging the creation of a commission to study interventions and occupations of the United States and develop proposals for the repair and reconciliation to the people of the Dominican Republic and other Latin American and Caribbean countries as these misguided interventions led to generations of turmoil and civil conflict.

    During the 20th century, the U.S. conducted a series of military interventions and operations in Latin America and the Caribbean, contributing to great harms in numerous countries, including coups, regime collapses, civil wars, and mass casualties. In the decades since these historical occupations occurred, the U.S. has gained a clearer picture of how these misguided military operations have negatively impacted the collective psyche of Caribbean and Latin American countries and spurred anti-U.S. sentiment amongst our neighbors. Studies also show these military operations have resulted in generational trauma and mass migration into the U.S. Fortunately, this new bill provides the U.S. with an important opportunity to formally apologize for these missteps in the region.

    The Commission on the United States Occupations in the Americas Act will establish a Commission responsible for studying and identifying the lasting effects of the United States’ 20th century military occupations in Latin America and the Caribbean. The Commission would also provide recommendations on whether a formal U.S. apology to each previously occupied nation is warranted, in addition to considering any potential remedies for wrongs and injuries caused by the U.S. during the following occupations:

    “National parks were first started in 1909 by a great American president, wilderness enthusiast, Teddy Roosevelt, then nationalized in 1916 by President Woodrow Wilson as an antidote to the horrors of WWI.”

    “Now, Trump will go down in history as the clueless loser who destroyed them,” he lamented. “One man shouldn’t have the power to ruin it for all the rest of us.”

    American national parks, with their iconic, unspoiled natural beauty and unique ecosystems, are widely considered the scenic benchmarks for nature parks all over the world.

    “What’s next,” worried Siri S., a visitor from Scandinavia. “Is Trump going to turn the Grand Canyon into a landfill dump?”

    Trump’s proposal came at a time when national parks are more popular than ever. In 2024, over 331 million people visited national parks across the country.

    If these budget cuts go through, the result would be fewer rangers, shuttered visitor centers, canceled programs, and a serious decline in park maintenance.

    The National Park Service and the U.S. Forest Service both have already lost thousands of employees. More than 2,400 National Park Service staff — over 10 percent of the workforce — are gone, many due to forced resignations or early retirements.

    The U.S. Forest Service was hit even harder, losing about 3,400 employees, including rangers, trail crews, and wilderness responders.

    The impact of these layoffs is already being felt. Parks have to reduce their hours, closed visitor centers, and canceled tours. At some sites, trails have been shut down indefinitely. Long lines of cars waited to enter the Grand Canyon over Presidents’ Day weekend because there weren’t enough workers to staff the gates.

    Theresa Pierno, head of the National Parks Conservation Association, called this budget cut “the most extreme and destructive” in the National Park Service’s history.

    She said it threatens the very idea of national parks — places that are meant to be protected forever for everyone to enjoy.

    According to Pierno, giving park sites to states isn’t just risky — it’s a betrayal of the public’s trust. States often don’t have the funding or resources to manage these lands properly, and if they can’t afford it, sites may close or even be privatized.

    Many of the 430+ places managed by the National Park Service aren’t traditional “national parks” but include monuments, lake shores, battlefields, and seasides — like the Canaveral National Seashore in Florida and the Pictured Rocks National Lakeshore in Michigan. These places are important for both natural beauty and cultural history, and handing them off to states could mean the end of their protection.

    In Washington state, wilderness ranger Kate White used to carry hundreds of pounds of trash out of the mountains each summer and helped rescue hikers in danger. Now her job could go, and she feared for the safety of visitors and the health of the fragile ecosystems she once helped protect.

    She said on her Instagram page that it hurts to read the words “the Agency finds, based on your performance, that you have not demonstrated that your further employment at the Agency would be in the public interest.”

    A report from PBS shared White and other U.S. Forest Service rangers’ struggling situation. Many of them still in their probationary period received notice on Feb. 13 that they were fired by the Trump administration, but on May 5 those workers got word they had been temporarily reinstated for 45 days by the U.S. Merit Systems Protection Board.

    There’s no information yet to indicate whether the positions might be eliminated again after the 45-day period, and these workers worried about what impact a potential mid-season disruption might have on recreation and public safety.

    In Yosemite, biologist Andria Townsend lost her job tracking endangered species like the Sierra Nevada red fox and the Pacific fisher — animals already on the brink of extinction. Without monitoring and protection, their future is bleak.

    “I am devastated for myself, but also for the team of amazing biologists I supervised, the incredible programs we worked so hard on, and the resources that will suffer across the country because of this,” she wrote on her facebook page. “I want to add the administration is claiming they only fired ‘poor performers.’ That is a lie.”

    She noted that since her position and projects were all paid by grant funds from local nonprofits, “not a single dime of taxpayer money is being saved by firing me.”

    Another growing concern is fire safety. While wildland firefighters haven’t been laid off, many of the people who help evacuate visitors and check backcountry areas for danger have been. Without them, fire prevention efforts could be seriously hampered, especially during the dry season when wildfires are most common.

    “Trump is always complaining about stopping wildfires. Then he needs to put his money where his mouth is and fund the forest service that helps protect our national parks and forests and keep park visitors safe,” forest ranger Julie S. told Xinhua.

    She’s also frustrated that the cuts will mean fewer positions are available for forest and park employees to be promoted over time as part of a normal career trajectory.

    “With no opportunities for promotion, that’s like asking park or forest rangers to sacrifice their futures,” she said.

    Local economies around parks could also take a hit. Tourism brings billions of dollars to towns near national parks, and fewer visitors could mean major losses for small businesses that rely on that traffic.

    All of this adds up to a future where parks are less accessible, less protected, and less safe. Advocates are urging Congress to reject the proposed cuts and protect the parks Americans love.

    These lands belong to everyone — and unless action is taken soon, some of the most beautiful and historic places in the country could be changed or lost forever, they argued. “It takes over a hundred years to grow a tree. Once it’s gone, its gone.”

    “The Chinese have a wise saying,” historian Sam Norton told Xinhua on Tuesday. “The best time to plant a tree is twenty years ago. The next best time is today.”

    Volunteers recently completed the project’s fourth beach clean-up.

    Twenty volunteers took part in the beach clean-up.

    • Six tyres and a road cone were removed.
    • Fifteen bags of rubbish were collected.

    The effort helped prevent pollution from entering the ocean or lagoon and harming wildlife.

    Further inland, farmers in the catchment are working closely with our biodiversity advisors on restoration work on their land.

    This work is being done with both the environment and future generations in mind.

    A recent field day organised by local landowners and Living Landscapes, and supported by Our Waitarakao was a great day out and a fantastic opportunity for the 50 or so participants to share ideas and build relationships.

    Community pest trapping

    At the same time, community predator trapping initiatives are gaining momentum.

    We’ve had a great response from businesses and residents in a target area around the lagoon who have volunteered to host traps and monitoring equipment, which will be distributed in the next few weeks.

    This is to support the trapping work we’re doing in the lagoon, and to help prevent reinfestation of that wildlife refuge.

    Mr. Speaker, I rise in support of my bill, H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act. I have long been concerned about the threats the Chinese Communist Party (CCP) poses to our homeland.

    In the Homeland Security Committee and on my Subcommittee on Counterterrorism and Intelligence, we have heard from a wide array of national security experts and law enforcement officials who have continuously raised alarms about the CCP’s increasing subversive activities inside our country through organizations like the CCP’s Confucious Institutes, the Thousand Talents Program, and other CCP-affiliated groups.

    While Confucius Institutes are presented as centers for promoting Chinese language and culture, it is proven that they have been used to steal critical research, recruit talent for Military-Civil fusion enterprises, conduct espionage, commit transnational repression, and influence academic institutions to the benefit of the CCP.

    At their peak, the United States hosted approximately 118 Confucius Institutes, primarily at colleges and universities. There are fewer than 14 active Confucius Institutes today, but the danger remains. Many of these programs have rebranded themselves within universities with the same mission as before: to subvert national security and expand CCP influence operations.

    Another example is the CCP’s Thousand Talents Program, which the FBI has listed as the most prolific sponsor of state-sponsored talent recruitment programs that bring outside knowledge and innovation back to China, often through stealing trade secrets, breaking export control laws, or violating conflict-of-interest policies. These talent recruitment programs are a win-win for China. China wins twice. First, U.S. taxpayers are funding this research, not China. Second, China then uses the research it would not otherwise have to advance its own economic and military interests.

    Today, we are debating H.R. 881, my legislation that would prohibit DHS from funding American universities that host a Confucius Institute or Thousand Talents Program or maintain relationships with Chinese entities of concern. H.R. 881 also ensures that universities prioritize the education of their students over any partnerships with these institutes.

    This legislation passed the House last year with bipartisan support, and this year, H.R. 881 passed through the Committee on Homeland Security with unanimous bipartisan support. I want to thank Chairman Green, Ranking Member Thompson, my counterpart on the Subcommittee on Counterterrorism and Intelligence, Ranking Member Magaziner, and the Committee on Homeland Security staff for moving this critical legislation forward.

    The DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act would play a vital role in protecting our students, intellectualproperty, and national security. Together, this effort demonstrates a unified, bipartisan way to protect our nation from the insidious influence of the CCP and that our students, our intellectual property, and our national security are all protected from the malign influence of the CCP.

    I urge all of my Republican and Democrat colleagues to support this legislation. Thank you, and I reserve the balance of my time.

    Chairman Pfluger has led this legislation since the 117th Congress. Earlier this year, he reintroduced the “DHS Restrictions on Confucius Institutes Act, and held a CTI Subcommittee hearing to combat threats posed by the Chinese Communist Party to U.S. National Security. During the hearing, Chairman Pfluger had experts agree with the need for his legislation, stating that federal funding should be restricted from universities with Confucius institutes.

    Following the hearing, Chairman Pfluger’s legislation passed through the House Committee on Homeland Security’s legislative markup with bipartisan support.

    SACRAMENTO — California Attorney General Rob Bonta and Secretary of State Shirley N. Weber, Ph.D. today requested relief from the California Fourth District Court of Appeal, Division Three concerning the City of Huntington Beach’s voter identification (voter ID) law, Measure A. With scant analysis, the lower court — the Orange County Superior Court — denied on April 7 the State’s petition for writ of mandate, which asserted that state law prohibits and overrides Measure A. According to the lower court, the City’s voter ID rules could be imposed because conflicting state law “do[es] not implicate matters of statewide concern.” Today’s filing asks the appellate court to intervene by setting aside the April 7 order and directing the Orange County Superior Court to grant the State’s petition for writ of mandate.

    “Secretary of State Weber and I continue to believe that the Orange County Superior Court got it wrong. As a result, we’re once again asking the California Fourth District Court of Appeal to step in,” said Attorney General Bonta. “Our elections are already secure, and applicants who register to vote in California are already required to verify their identity during the registration process and at the polls. We remain confident that Measure A will ultimately be struck down, especially because the appellate court previously expressed reservations about Huntington Beach’s argument that it can regulate its elections without any state interference.”  

    “The City’s unapologetic efforts to impose voter identification requirements in its local elections clearly violate state law,” said Secretary of State Weber. “It is an unfortunate continuation of a long line of voter suppression efforts that would disenfranchise its residents and has no place in California.”

    Attorney General Bonta and Secretary of State Weber first requested relief from the California Fourth District Court of Appeal on February 13, asking the court to resolve the whole case on the merits rather than solely on the narrower question of ripeness. A week later, a three-judge panel of the appellate court issued a unanimous order. According to the order, the lower court’s “conclusion that this matter is not ripe for decision is problematic” and the City’s argument that “it had a constitutional right to regulate its own municipal elections free from state interference . . . is also problematic.” The appellate court also instructed the lower court to decide whether it would modify its earlier orders granting the City’s motion to dismiss the case. On February 27, the Orange County Superior Court vacated its earlier orders, concluded that “there is a ripe justiciable controversy,” and set a hearing on the State’s petition for writ of mandate. 

    In this filing, Attorney General Bonta and Secretary of State Weber argue that the appellate court’s intervention is necessary because this case presents an issue of great statewide, public importance with significant implications for the successful administration of upcoming elections, the protection of the right to vote, and the constitutional separation of powers between charter cities and the State.

    WASHINGTON – Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Finance Committee, and Sen. Maggie Hassan (D-N.H.), a fellow Finance Committee member, reintroduced the Improving Social Security’s Service to Victims of Identity Theft Act to provide efficient help for Americans whose social security numbers have been stolen.
    “Millions of Americans suffer from identity theft each year, and Social Security numbers are a top target. Unfortunately, when a victim calls up the Social Security Administration, they can be jerked around from one contact to another, having to reexplain the situation each time. Our bill will help streamline the process by providing a victim of identity theft with a single point of contact at the agency, easing this frustrating and stressful process,” Grassley said.
    “Victims of identity theft whose Social Security numbers have been stolen shouldn’t have to deal with a cumbersome and frustrating process to get help from the Social Security Administration,” Hassan said. “This bipartisan legislation is an important way to ensure that Americans whose identities are stolen can access support through a streamlined process and a single point of contact at the Social Security Administration. This is one of the many common-sense proposals in Congress to combat waste, fraud, and abuse of taxpayer funds without making it harder for people to access their hard-earned benefits.”
    Background:
    Misuse of Social Security numbers is a large problem, and victims who are affected by identity theft face hurdles when trying to resolve issues with large, multi-office agencies such as the Social Security Administration (SSA).
    Currently, a victim may have to engage in multiple procedures and work with numerous representatives at SSA to resolve Social Security related identity-theft issues. The Grassley-Hassan Improving Social Security’s Service to Victims of Identity Theft Act provides a single, focal point of contact at SSA to provide efficient resolution of an identity-theft victim’s issues.
    Additional cosponsors include Sens. Mike Crapo (R-Idaho), Catherine Cortez Masto (D-N.V.), Bill Cassidy (R-La.), Ron Wyden (D-Ore.), Todd Young (R-Ind.), Angus King (I-Maine), Bernie Sanders (I-Vt.) and James Lankford (R-Okla.).
    The legislation has the endorsement of numerous groups, including: AARP, Social Security Works, the National Committee to Preserve Social Security and Medicare (NCPSSM) and the National Organization of Social Security Claimants’ Representatives (NOSSCR).

  • MIL-OSI USA: ICE San Diego, multiagency case results in guilty conviction for would-be sex trafficker attempting to entice, coerce child and adult into prostitution

    SAN DIEGO — Steven Terrell Lewis, 39, of El Cajon, was convicted by a federal jury May 6 for attempted coercion and enticement of a 14-year-old high school student and attempted sex trafficking by force or coercion of a 22-year-old woman. U.S. Immigration and Customs Enforcement, the San Diego Human Trafficking Task Force, the National City Police Department, the El Cajon Police Department, the San Diego Sheriff’s Office and the San Diego District Attorney’s Office are investigating this case.

    “This guilty verdict sends the powerful message that those who exploit children will be held accountable to the fullest extent of the law,” said ICE Homeland Security Investigations San Diego Special Agent in Charge Shawn Gibson. “This outcome is the result of relentless cooperation among local, state and federal law enforcement agencies. Our agency remains steadfast in our mission to bring perpetrators of these heinous crimes to justice and to stand beside every victim until justice is served.”

    According to evidence presented at the April 22, 2024, trial, the 14-year-old victim was walking to a friend’s house after school around 3 p.m. in El Cajon when Lewis used his vehicle to pin her on the sidewalk, exited his vehicle, and snatched her cellphone from her hand to get her phone number. Lewis then proceeded to send sexually explicit text messages from a phone number ending in 8155 to the victim before she was able to block the phone number. On April 23, 2024, Lewis continued texting the victim, except this time from a different phone number through TextFree, a mobile application and web service, from a phone number ending in 0014.

    When Lewis identified himself as “Pimpin,” he sent a sexually explicit photograph to the 14-year-old victim and invited her to “go get some money” with him. She immediately notified a coach at her high school, who alerted the El Cajon Police Department and the San Diego Sheriff’s Office.

    One week after Lewis’ attempt to sex traffic the minor victim failed, on April 28, 2024, he began recruiting the 22-year-old victim through MegaPersonals and sent a ride-share vehicle to take her to Roosevelt Avenue in National City, known as “The Blade,” to work street-based prostitution for his financial benefit. Fortunately, the next day, an undercover National City police officer posing as a commercial sex buyer picked up the adult victim offered her resources to leave prostitution. However, Lewis continued to message the adult victim (from both phone numbers ending in 8155 and 0014), threatening her to continue to engage in commercial sex for his benefit.

    Officers from the San Diego Human Trafficking Task Force arrested Lewis May 16, 2024, following physical surveillance of Lewis and searches of his vehicles, residence and cellphones.

    The victims did not know each other.

    Investigators believe that other victims exist because, during a search of Lewis’ phone, they discovered a photograph of a handwritten note that appears to have been written by a concerned parent. The note reads, “If I find out one more time that this car is following my daughter down Graves Ave we will have a problem. I suggest you f—- chill.”

    At the time, Lewis was driving two vehicles registered to him, including a white, four-door 1996 Oldsmobile bearing California license plate number 3TIF671:

    “The jury’s guilty verdicts are a powerful reminder that human trafficking has no place in our society. These verdicts are not just justice for the victims — it is a warning to human traffickers everywhere that those who exploit and attempt to exploit others for profit will be prosecuted to the fullest extent of law, no matter how long it takes,” said U.S. Attorney Adam Gordon. “I commend the bravery of the survivors who came forward. Their truth helped convict a predator — and protect countless others.”

    “Every year, there are thousands of reported human trafficking cases across the United States — including right here in California,” said California Attorney General Rob Bonta. “Whether it’s for sex or labor, abusing power to force or coerce someone into doing something against their will is wrong. At the California Department of Justice, we’re committed to standing up for survivors, disrupting and dismantling human trafficking rings, and securing justice. I am thankful for our federal, state and local partners because it takes all of us to combat human trafficking. If you or someone you know has been affected by human trafficking, there are resources available to you. You are not alone.”

    “As a member of the Human Trafficking Task Force, the protection of our youth is our top priority,” said San Diego Police Chief Scott Wahl. “This case highlights the importance of collaboration and the need to share information in order to bring suspects like this into custody.”

    Lewis is scheduled to be sentenced Aug. 1.

  • MIL-Evening Report: Marvel’s Thunderbolts* shines a light on men’s mental illness – but falls down with this outdated plotline

    Marvel’s men are sad. And that’s a good thing.

    Thor’s depressed in Avengers: Endgame. Tony Stark has panic attacks in Iron Man 3. Peter grieves in Spider-Man: No Way Home.

    In Marvel’s latest release Thunderbolts* (or The New Avengers), we finally see a male superhero seek advice on how to deal with mental illness.

    The only problem? His impromptu therapist is a woman he’s only just met.

    A blanket of darkness

    Bob Reynolds (Lewis Pullman) is a new and damaged superhero experiment. Bob believes the world might be better off without him – foreshadowing that he’s not entirely wrong.

    Bob turns to Yelena Belova (Florence Pugh) for help. Yelena understands, saying “that darkness gets pretty enticing”. As she struggles to describe the feeling, Bob supplies the word: a void.

    Yelena offers a survival tactic: push the darkness deep down and carry on. It’s terrible advice and they both know it. But in that moment, it’s honest, and it connects them.

    Thunderbolts explores suicidal thoughts, PTSD and bipolar disorder. Bob speaks of the euphoric highs and shattering lows he experiences, often resulting in blackouts. His mental illness becomes metaphoric: his internal darkness manifests in his powers, and he becomes the villainous superpower of the film.

    Some of the film handles these themes well. Bob’s bipolar spreads into a dangerous blanket of darkness into which others, literally, vanish. At the film’s climax, Bob battles the dark, depressed version of himself. He beats himself up, seeking to beat the evil version of himself and, metaphorically, his mental illness. It doesn’t work. The darkness spreads to his stable self, too.

    But Yelena and the Thunderbolts fight their way to him, embracing him in a hug, and their support gives him the strength to confront his trauma.

    Women as emotional supports

    Done well, positive depictions of mental health struggles can be important pieces of representation.

    Unfortunately, most mental health depictions in major films are not done well, when they are included at all. Accurate portrayals of bipolar disorder remain rare. Research shows on young adult literature continues to lack mental health representation, especially by authors with lived experience.

    Across Hollywood, from Rey saving Kylo Ren in Star Wars to Beauty fixing the Beast, women are constantly cast as emotional supports for men.

    This is also true throughout the Marvel Cinematic Universe. The Black Widow offers the Hulk her hand; Tony Stark punches him to sleep. Scarlet Witch is forced to carry her grief for Vision. In Thunderbolts, Yelena becomes the latest emotional ballast for a traumatised man.

    The film’s depiction of men’s mental illness through the story of Bob Reynolds (Lewis Pullman) is an important one.

    These women take these roles despite their own troubles, often without support or recognition from their male counterparts.

    Yelena steps into the dark emanating from Bob, believing her own struggles will allow her to help him. It’s poignant and beautiful in a way. Those who have walked through hell know the pathway through.

    But it’s also troubling.

    To save Bob from himself, she must risk her body, mind and mental wellbeing. Alone, her flashbacks become real as she comes face to face with her childhood trauma, undergoing psychological torture at Bob’s hands to reach him.

    The weight of emotional labour

    Yelena’s actions aren’t just a trope. They reflect a broader cultural script where women are expected to take on emotional responsibility not just for themselves but also for the men around them.

    Women are taught to care about others. At home and at work, the emotional labour undertaken by women often goes unnoticed, but it comes with real costs: stress, burnout and self-neglect.

    As men struggle with loneliness and a lack of friendships, women are expected to fill that gap. This dynamic, sometimes called “mankeeping”, leaves women doing the emotional work of informal therapy without support or reciprocity.

    Taking on these informal therapist roles results in disempowerment and dissatisfaction.

    The film’s depiction of Bob’s mental health issues has positive aspects: it goes against the pressure to conform to traditional ideas of masculinity, where men are taught to suppress their emotions and be stoic. Bob is allowed to be vulnerable and ask for help, and, despite his actions, is still shown to be worth helping.

    A significant number of young men who follow masculinity influencers believe they need to be stoic and control their emotions and that women should occupy traditional gender roles, being soft, nurturing, motherly and supportive.

    These beliefs can not only discourage men from seeking professional help: they set women up to carry the emotional burden in relationships, often at great personal cost.

    Addressing mental health

    Toxic masculinity is well and truly alive, but women aren’t the answer to it.

    Addressing mental health issues effectively requires a multifaceted approach that includes professional intervention, personal responsibility and mutual support within relationships.

    Thunderbolts gestures toward progress, but doesn’t quite escape old tropes. Bob’s pain is real, but it’s also weaponised. His mental illness becomes a threat, and his instability something others must contain.

    The film acknowledges he’s struggling, but ultimately treats his struggle as dangerous as his void-like inner turbulence is unleashed on those around him. It’s a reflection of a broader cultural pattern: when men’s emotional pain is left unaddressed, it festers, and women are often expected to absorb the cost.

    We’re left with a troubling question: in the stories we tell, are we promising struggling young men a fairytale ending of romance and self-sacrifice in the shape of a young woman coming to save them from themselves?

    WASHINGTON, D.C. – U.S Representative Val Hoyle, along with U.S. Senators Ron Wyden and Jeff Merkley and U.S. Representatives Suzanne Bonamici, Janelle Bynum, Maxine Dexter, and Andrea Salinas today rallied behind the West Coast seafood industry by asking the U.S. Department of Agriculture to buy Oregon pink shrimp as soon as possible to help lessen the damage from Donald Trump’s tariffs. 

     “Commercial fishing, seafood processing, and distribution is an integral part of the numerous small ports and rural communities that dot America’s Pacific coast,” the legislators wrote in a letter to Bruce Summers, USDA Agricultural Marketing Services Administrator. “The industry contributes hundreds of millions of dollars and thousands of jobs to the region’s economy, all while providing the nation with domestic, high-quality seafood that is caught, processed, and distributed by hardworking Americans.”

    The West Coast seafood industry is struggling as chaotic tariff decisions create uncertainty and devastation in Oregon’s vital seafood industry. Reports of major order cancellations paired with a prolific pink shrimp harvest have set up Oregon’s rural, coastal communities for potentially ruinous losses without support from the USDA. 

    The request asks the USDA to use a legal authority known as “Section 32” to stimulate demand during challenging economic times by buying surplus foods, which are then distributed to schools, childcare centers, and food banks in need.

     “As the U.S. Department of Agriculture (USDA) continues its work to develop a national seafood strategy that provides economic opportunity to rural communities, promotes production that better nourishes Americans, and secures a robust domestic food supply, we urge USDA to extend support and relief at the earliest opportunity,” the Oregon lawmakers wrote.

    “The loss of this significant market, coupled with the United Kingdom’s recent denial of the industry’s request for the United Kingdom to suspend its existing 20% tariff on imports of U.S. Pacific pink shrimp, poses a serious threat to the industry as supply increases rapidly with no viable outlet,” the legislators cautioned. “We urge you to use your Section 32 purchase authority to support these hardworking Americans and businesses at every point along the supply chain, and to mitigate the economic impact from the loss of these foreign markets to our coastal communities.”

    The West Coast seafood industry has voiced its urgent need for timely federal support.

    “We are incredibly grateful to Senator Wyden and the Oregon delegation for supporting the pink shrimp industry during these tumultuous and uncertain times,” West Coast Seafood Processors Association Director Lori Steele said. “A Section 32 purchase from USDA would help offset some of the major losses we are seeing in our global markets and provide an outlet for our product in the U.S. just as the 2025 season ramps up. We appreciate our delegation’s understanding of how important this is to Oregon’s coastal communities.”
