    “Our planet is issuing more distress signals — but this report shows that limiting long-term global temperature rise to 1.5 degrees Celsius is still possible. Leaders must step up to make it happen — seizing the benefits of cheap, clean renewables for their people and economies – – with new National climate plans due this year, ” said United Nations Secretary-General António Guterres.

    “While a single year above 1.5 °C of warming does not indicate that the long-term temperature goals of the Paris Agreement are out of reach, it is a wake-up call that we are increasing the risks to our lives, economies and to the planet,” said WMO Secretary-General Celeste Saulo.

    The report said that long-term global warming is currently estimated to be between 1.34 and 1.41 °C compared to the 1850-1900 baseline based on a range of methods – although it noted the uncertainty ranges in global temperature statistics.

    A WMO team of international experts is examining this further in order to ensure consistent, reliable tracking of long-term global temperature changes to be aligned with the Intergovernmental Panel on Climate Change (IPCC).

    Regardless of the methodology used, every fraction of a degree of warming matters and increases risks and costs to society.

    The record global temperatures seen in 2023 and broken in 2024 were mainly due to the ongoing rise in greenhouse gas emissions, coupled with a shift from a cooling La Niña to warming El Niño event. Several other factors may have contributed to the unexpectedly unusual temperature jumps, including changes in the solar cycle, a massive volcanic eruption and a decrease in cooling aerosols, according to the report.

    Temperatures are just a small part of a much bigger picture.

    “Data for 2024 show that our oceans continued to warm, and sea levels continued to rise. The frozen parts of Earth’s surface, known as the cryosphere, are melting at an alarming rate: glaciers continue to retreat, and Antarctic sea ice reached its second-lowest extent ever recorded. Meanwhile, extreme weather continues to have devastating consequences around the world,” said Celeste Saulo.

    Tropical cyclones, floods, droughts, and other hazards in 2024 led to the highest number of new displacements recorded for the past 16 years, contributed to worsening food crises, and caused massive economic losses.

    “In response, WMO and the global community are intensifying efforts to strengthen early warning systems and climate services to help decision-makers and society at large be more resilient to extreme weather and climate. We are making progress but need to go further and need to go faster. Only half of all countries worldwide have adequate early warning systems. This must change,” said Celeste Saulo.

    Investment in weather, water and climate services is more important than ever to meet the challenges and build safer, more resilient communities, she stressed.

    The report is based on scientific contributions from National Meteorological and Hydrological Services, WMO Regional Climate Centres, UN partners and dozens of experts. It includes sidebars on monitoring global temperature for the Paris Agreement and understanding the temperature anomalies in 2023 and 2024. It includes supplements on climate services and on extreme weather.

    It is one of a suite of WMO scientific reports which seek to inform decision-making. It was published ahead of World Meteorological Day on 23 March, World Water Day on 22 March and World Glaciers Day on 21 March.

    Three methods for establishing an up-to-date estimate of current global warming as of 2024, compared with the IPCC AR6 method, which uses averages over the previous 10 years and is representative of warming to 2019. The best estimate resulting from each method is shown as a dark vertical line, and the uncertainty range is shown by the shaded area.

    Key Indicators

    Atmospheric Carbon Dioxide

    Atmospheric concentration of carbon dioxide, as well as methane and nitrous oxide, are at the highest levels in the last 800,000 years.

    Carbon dioxide concentrations in 2023 (the last year for which consolidated global annual figures are available) were 420.0 ± 0.1 parts per million (ppm), 2.3 ppm more than 2022 and 151% of the pre-industrial level (in 1750). 420 ppm corresponds to 3,276 Gt  – or 3.276 trillion tonnes of CO₂ in the atmosphere.

    Real-time data from specific locations show that levels of these three main greenhouse gases continued to increase in 2024. Carbon dioxide remains in the atmosphere for generations, trapping heat.

    Global Mean Near-surface Temperature

    In addition to 2024 setting a new record, each of the past ten years, 2015-2024, were individually the ten warmest years on record.

    The record temperature in 2024 was boosted by a strong El Niño which peaked at the start of the year. In every month between June 2023 and December 2024, monthly average global temperatures exceeded all monthly records prior to 2023.

    Record levels of greenhouse gases were the primary driver, with the shift to El Niño playing a lesser role.

    Ocean Heat Content

    Around 90% of the energy trapped by greenhouse gases in the Earth system is stored in the ocean.

    In 2024, ocean heat content reached its highest level in the 65-year observational record. Each of the past eight years has set a new record. The rate of ocean warming over the past two decades, 2005-2024, is more than twice that in the period 1960-2005.

    Ocean warming leads to degradation of marine ecosystems, biodiversity loss, and reduction of the ocean carbon sink. It fuels tropical storms and contributes to sea-level  rise. It is irreversible on centennial to millennial time scales. Climate projections show that ocean warming will continue for at least the rest of the 21st century, even for low carbon emission scenarios.

    Ocean Acidification

    Acidification of the ocean surface is continuing, as shown by the steady decrease of global average ocean surface pH. The most intense regional decreases are in the Indian Ocean, the Southern Ocean, the eastern equatorial Pacific Ocean, the northern tropical Pacific, and some regions in the Atlantic Ocean.

    The effects of ocean acidification on habitat area, biodiversity and ecosystems have already been clearly observed, and food production from shellfish aquaculture and fisheries has been hit as have coral reefs.

    Projections show that ocean acidification will continue to increase in the 21st century, at rates dependent on future emissions. Changes in deep-ocean pH are irreversible on centennial to millennial time scales.

    Global Mean Sea Level

    In 2024, global mean sea level was the highest since the start of the satellite record in 1993 and the rate of increase from 2015-2024 was double that from 1993–2002, increasing from 2.1 mm per year to 4.7 mm per year.

    Sea level rise has cascading damaging impacts on coastal ecosystems and infrastructure, with further impacts from flooding and saltwater contamination of groundwater.

    Glacier Mass Balance

    The period 2022-2024 represents the most negative three-year glacier mass balance on record. Seven of the ten most negative mass balance years since 1950 have occurred since 2016.

    Exceptionally negative mass balances were experienced in Norway, Sweden, Svalbard, and the tropical Andes.

    Glacier retreat increases short-term hazards, harms economies and ecosystems and long-term water security.

    Sea-ice Extent

    The 18 lowest Arctic sea-ice minimum extents in the satellite record all occurred in the past 18 years. The annual minimum and maximum of Antarctic sea-ice extent were each the 2nd lowest in the observed record from 1979.

    The minimum daily extent of sea-ice in the Arctic in 2024 was 4.28 million km2, the 7th lowest extent in the 46-year satellite record. In Antarctica, the minimum daily extent tied for the 2nd lowest minimum in the satellite era and marked the 3rd consecutive year that minimum Antarctic sea-ice extent dropped below 2 million km2. These are the three lowest Antarctic ice minima in the satellite record.

    Extreme events and impacts

    Extreme weather events in 2024 led to the highest number of new annual displacements since 2008, and destroyed homes, critical infrastructure, forests, farmland and biodiversity.

    The compounded effect of various shocks, such as intensifying conflict, drought and high domestic food prices drove worsening food crises in 18 countries globally by mid-2024.

    Tropical cyclones were responsible for many of the highest-impact events of 2024. These included Typhoon Yagi in Viet Nam, the Philippines and southern China.

    In the United States, Hurricanes Helene and Milton in October both made landfall on the west coast of Florida as major hurricanes, with economic losses of tens of billions of dollars. Over 200 deaths were associated with the exceptional rainfall and flooding from Helene, the most in a mainland United States hurricane since Katrina in 2005.

    Tropical Cyclone Chido caused casualties and economic losses in the French Indian Ocean island of Mayotte, Mozambique and Malawi. It displaced around 100,000 people in Mozambique.

    Two windswept beaches 80km south of Adelaide have been closed to the public after locals reported “more than 100” surfers fell ill on the weekend. Their symptoms included “a sore throat, dry cough and irritated eyes” or blurred vision. Dead sea dragons, fish and octopuses have also washed up on the beaches.

    Water samples have been taken for testing and health authorities suspect toxins from an algal bloom may be to blame.

    But the “mysterious foam” in the water is a health hazard in its own right.

    My research shows people should not go in the sea when it is foaming. These bacterial smoothies can contain more harmful pathogens than a sewage treatment plant – and you wouldn’t go swimming in sewage.

    Beware of sea foam

    Sea foam doesn’t look dangerous. But looks can be deceiving. This foam is likely to contain a mixture of many different types of microbes and pollutants.

    On beaches with lots of sea foam, people should avoid all contact with the water – and definitely avoid surfing or breathing in the contaminated water droplets in the air.

    I have been studying sea foams since 2003. In 2021, my PhD student Luke Wright and I published research on our discovery of infectious disease-causing microbes in the sea foams of the Sunshine Coast in Queensland.

    Named Nocardiae, these microbes are filamentous bacteria that can cause foaming in wastewater treatment plants, particularly when there’s a high load of fats, oils and greases. We now know the bacteria can cause foaming in the sea too.

    We detected 32 strains of Nocardiae in samples of sea foam from beaches at Noosa and south to Caloundra.

    Some of these species were new to science. So we named them Nocardia australiensis and Nocardia spumea (“spumea” meaning froth or foam).

    Nocardiae bacteria are known to cause skin, lung and central nervous system infections in both humans and animals. But the infection usually only takes hold in people with weakened immune systems. The bacteria can cause abscesses in the brain, lungs and liver.

    The incubation time can range between one and six months, depending on the strain of bacteria and the health status of the person involved.

    This means it will take some time for people to get infected and show symptoms. Long-term medical monitoring is required to detect the condition, as it can be masked by other disease-causing microbes such as the infectious agent that causes tuberculosis.

    Where is the sea foam coming from?

    During heavy winds, microbial spores from the soil can end up on the surface of the ocean.

    If the water is polluted with floating fats and grease as well as asphaltene, motor oil and hydrocarbons, these spores soon form bacterial colonies or biofilms that go forth and multiply.

    That’s because these microbes use pollution as a food source. Seawater is increasingly polluted by runoff from farmland or hard surfaces such as roads. Everything washed into the stormwater drains out to sea. During heavy storms accidental overflow from sewage systems can also occur, as Rockhampton has experienced in the past.

    Algae is another food source for these microbes, as they can crack open algae cells to access the nutritious oils inside. Sea foams have been observed in northern France during algal blooms.

    Warm water makes matters worse, as the warmth increases the survival rate for Nocardiae. In our laboratory on the Sunshine Coast, we were able to replicate a foaming event. We found foaming started at water temperatures of 24°C and above.

    What can be done about it?

    Reducing stormwater pollution will reduce the growth of sea foams. Any potential incident of infections of these surfers can raise awareness of the problem.

    But sea foam can also be found in pristine environments such as national parks, where it is mostly due to oils leached from trees. We proved this fact at Noosa National Park.

    In my experience on the Sunshine Coast, the council and other local authorities have been very receptive to advice on how to fix the problem. They have supported our research and also completed major upgrades at sewage treatment plants over the last 20 years.

    Once there’s an outbreak in the environment it is very difficult to control. That’s because ocean is an open system, as opposed to the closed system of a sewage treatment plant, where operators can use special chemicals or mechanical equipment to break the foam down. In open sea it’s impossible. So we just have to wait for it to go away.

    In this case, teams of researchers from different disciplines should come together to explore the issue. Microbiologists, marine scientists, meteorologists and chemists should team up to find out what’s going on. Ocean currents should be followed to determine where the pollutants end up.

    Sea foam is a global issue

    Earlier this month Tropical Cyclone Alfred whipped up sea foam all the way along the coast from South East Queensland to northern New South Wales. I was horrified to see footage of people playing in the thick, sticky sea foam, blissfully unaware of the dangers.

    But the problem is not confined to Australia, sea foam can be found at polluted beaches all over the world. Examples include India and Turkey.

    I have been telling this story ever since I first observed it on the Sunshine Coast in 2003. Every time there’s a major sea foam event, the media is interested. But research support is also needed in the gaps in between. We scientists need to monitor the shorelines continuously.

    As long as humanity continues to produce pollution, the problem will increase. It will also worsen as the world warms, because sea foams like it hot.

  • MIL-OSI United Nations: Resumed Hostilities, Blocked Aid Destroying Ceasefire Gains in Gaza, Security Council Hears

    As Israel resumes airstrikes over Gaza and blocks entry of humanitarian aid into the Strip, the modest gains made during the ceasefire are being destroyed, Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told the Security Council today.

    “Overnight, our worst fears materialized,” he added, noting unconfirmed reports of hundreds of people killed on 17 March.  Recalling his recent visit to the Occupied Palestinian Territory and Israel in February, he said that — despite the devastation he saw — “my trip coincided with some of Gaza’s better days” because a ceasefire was in place and humanitarians were delivering hundreds of trucks every day.  “Not anymore,” he reported.

    Since 2 March, Israeli authorities have halted the entry of all lifesaving supplies, including food, medicine, fuel and cooking gas, for 2.1 million people.  Repeated requests to collect aid sitting at the Karem Shalom border crossing have also been systematically rejected, no further hostages have been released and Israel has cut power to southern Gaza’s desalination plant, limiting access to clean water for 600,000 people.

    Further, international staff of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) are no longer able to rotate into and out of Gaza due to recent Knesset legislation.  He also highlighted new registration rules for international non-governmental organizations, as well as a law under consideration to impose high taxes on donations from third States to Israeli humanitarian and human-rights groups.

    Also pointing to the urgent crisis in the West Bank, he said that 95 Palestinians have been killed, including 17 children, since the start of 2025.  Additionally, Israeli military operations in the northern West Bank have displaced 40,000 Palestinians, while hundreds of Israeli settlers have launched large-scale attacks on Palestinian villages.  Outlining three urgent asks, he called on the Council to enable the entry of humanitarian aid and commercial essentials into Gaza, renew the ceasefire and fund the humanitarian response.

    Palestine Says Death Returns to Gaza, Israel Says Hamas Responsible

    The Permanent Observer for the State of Palestine, noting that this meeting was initially called to discuss Gaza’s humanitarian situation, added:  “Now we gather here after a series of deadly Israeli attacks that killed, last night alone, hundreds of Palestinians.”  Bombardment, death, devastation, fire and fear are yet again spreading throughout Gaza, he said.

    “Ceasefire works — it is the only thing that does,” he stressed, stating that it stopped the bloodshed, allowed the release of hostages and prisoners and enabled the delivery of humanitarian aid.  Unilateral, self-serving and irresponsible decisions cannot be used as excuses for breaking it.  “While the Trump Administration has prioritized the release of hostages, it is evident that [Prime Minister of Israel Benjamin] Netanyahu’s concern for his political survival far outweighs his concern for the survival of the hostages,” he added.

    The Arab Summit endorsed a clear vision and a solid plan for a different trajectory for Gaza and Palestine — “these efforts should be supported, not compromised and sabotaged”, he urged.  The international community must also support the Palestinian Government’s assumption of its responsibilities throughout the Occupied Palestinian Territory, the deployment of a UN-mandated mission throughout the Territory, a permanent ceasefire and the two-State solution.  “This is a historical moment, where everyone must choose where they stand and what vision they want to see prevail,” he said.

    However, Israel’s representative stressed that “the return to fighting is a necessity”, reaffirming his country’s commitment to bring home its hostages and defeat Hamas.  Hamas has refused to release hostages and has repeatedly rejected all offers by the United States and mediating countries — even during Ramadan — he said, spotlighting the Israel Defense Forces’ precise attacks on Hamas targets.

    For months, Israel took unprecedented steps to facilitate humanitarian aid into Gaza, he asserted, adding that these efforts are “not speculation, not political rhetoric”; they are “documented, verifiable and confirmed by the organizations distributing and supplying the aid”.  The hostages still held in brutal captivity by Hamas should be paramount for those truly concerned about humanitarian crises, he said, adding:  “Any discussion of humanitarian suffering that does not begin with the hostage release is not an honest discussion.”

    “The slander that the people of Gaza are currently starving is quite simply untrue,” he continued, stating that “claims that electricity cut-off has plunged Gaza into humanitarian collapse are greatly exaggerated”. Rather, any suffering in Gaza is due to Hamas’ hijacking of aid for its violent ends.  Pointing to certain Council members’ efforts to malign Israel, he stressed:  “If this Council wishes to address suffering, then it must demand the immediate and unconditional release of the hostages.”

    Some Council Members Also Point to Hamas

    Along similar lines, the representative of United States emphasized that the blame for resumed hostilities lies solely with Hamas, which has steadfastly refused “every proposal and deadline they’ve been presented”.  Hamas prefers to hold hostages captive and hide amongst the people of Gaza, she said, dismissing the allegation of indiscriminate attacks by the Israel Defense Forces.  Underlining the need to tackle Iran’s “malign influence and State sponsorship of terror”, she said that Middle Eastern countries have an “historic opportunity to reshape their region”.

    Echoing that, Panama’s delegate said that the suffering in Gaza is the direct consequence of Hamas’ extremist actions, “which unleashed this tragic spiral of violence”.  He, too, condemned Hamas’ current refusal to meet the commitments agreed upon and release additional hostages.

    France’s representative highlighted the international conference to be held in June, chaired by his country and Saudi Arabia, on the implementation of the two-State solution.  The reconstruction plan for Gaza put forward by the Arab League must exclude Hamas from Gaza’s governance, he said.  “The terrorist attacks committed by Hamas and other terrorist groups on 7 October 2023 constitute the worst anti-Semitic massacre since the Shoah”, and he therefore reaffirmed France’s solidarity with the Israeli people.

    Others Point to Israel’s Responsibility as Occupying Power

    Algerians understand the cruelty of occupation “because we endured it for over 130 years”, that country’s delegate recalled.  “This deliberate blockade, timed to coincide with the holy month of Ramadan, is a calculated effort to break the resilience of the Palestinian people,” he stressed.  Further, he observed that “the Israeli occupying Power is using water — yes, water — as a weapon of war.”  Once again, Palestinian blood has become a tool for the calculations of Israeli politicians, and he called on mediator countries to ensure compliance with the ceasefire.

    Blocking trucks, cutting off electricity, mistreating non-governmental organizations, preventing Muslims from accessing the Aqsa Mosque compound — “these are all tactics of the oppressor”, stated Pakistan’s representative.  The manner in which the Council and the international community respond to such atrocities will have a lasting impact on the nature of the world order.  He also pointed out that international humanitarian law prohibits targeting military targets in civilian facilities. 

    The Republic of Korea’s representative said that Hamas’ refusal to carry out its obligations does not justify blocking humanitarian aid or using it as a bargaining chip.  He cited Under-Secretary-General Fletcher’s remarks during a 12 March press briefing:  “I said to my colleague:  Why are the dogs so fat?  And he said:  Because the dogs are looking for corpses.”  Israel must immediately cease its offensive, he stressed, urging all parties to return to the negotiating table.

    The representative of Denmark, Council President for March, spoke in her national capacity to spotlight Israel’s obligation, as the occupying Power, to ensure that the civilian population does not lack food or other basic needs, including water.  Sierra Leone’s delegate also noted that Israel, as the occupying Power, has obligations under the Fourth Geneva Convention and international humanitarian law.

    They, along with the representatives of the United Kingdom and China, were among the many speakers who underscored the need for an immediate ceasefire.  Somalia’s speaker, expressing concern that Israeli strikes in Gaza were taking place during the Muslim holy month of Ramadan, also said that worshipers at the Aqsa Mosque compound must be able to freely and safely perform their religious rituals.  The Russian Federation’s delegate warned against delays, noting that many have died because of the Council’s earlier inability to decide on a ceasefire.

    Several speakers condemned Israel’s decision to halt humanitarian aid into Gaza.  “This decision is illegal,” emphasized Guyana’s representative, who also highlighted the impact on women — many have died from complications related to pregnancy and childbirth because of the restrictions.  She also noted the 13 March report of the independent international commission of inquiry on the Occupied Palestinian Territory, which points to Israel’s systematic use of sexual, reproductive and other forms of gender-based violence since 7 October 2023.

    Slovenia’s representative, noting that it is roughly one year since the International Court of Justice issued provisional measures relating to humanitarian aid, famine and starvation in the case brought forward by South Africa, said that it is unacceptable that “our conversations are still the same”. 

    Greece’s delegate added that UNRWA’s role is indispensable with millions in urgent need of primary health services, education and shelter.  “War has not left the next generation in Gaza untouched,” he said, noting that thousands of children died, were injured or separated from their families and internally displaced.  The unhindered and continuous flow of aid into all parts of Gaza should remain a priority, and he also voiced support for the Arab plan put forth by Egypt.

    Also speaking today was the Permanent Observer of the League of Arab States, who urged implementation of the first phase of that plan, adopted during an Arab League meeting in Cairo and later endorsed by a ministerial meeting of the Organization of Islamic Cooperation (OIC).  He also urged the Council to activate international oversight mechanisms to guarantee the safe and sustainable delivery of aid and ensure the protection of Palestinian civilians.

    “We are horrified by the attacks launched by Israel today on the people of Gaza, shattering the nearly two-month-old ceasefire. Out of the hundreds killed, according to the Ministry of Health, MSF received 75 dead on arrival and scores of wounded in just three of the facilities we support.

    Our staff were completely taken by surprise and found themselves once again having to deal with influxes of mass casualties, many of whom were children.

    In line with the tactics that the Israeli authorities have applied since October 2023, they have once again chosen to collectively punish the people of Gaza – with the explicit approval of their closest ally, the United States – striking with an intensity not seen since the early stages of the war. For over 15 months, before the ceasefire, people in Gaza were indiscriminately killed, mutilated, wounded, and displaced.

    Israeli forces undertaking these latest ruthless attacks and evacuation orders make us fear that a new phase of military operations in Gaza is about to begin. Palestinians in Gaza will simply not be able to withstand this, neither physically nor mentally. Their hopes of recovering at least part of their previous lives are being shattered.

    Since the ceasefire came into effect on 19 January, people have been struggling to restore the basics of their day to day lives after a drawn out, devastating military campaign, which has annihilated the very fabric of society in Gaza. Israel has once again cut access to humanitarian aid and basic goods.

    MSF calls for the ceasefire to be immediately restored and for Israel to not restart its campaign of destruction and the nightmarish, massive bombing on the people of Gaza. MSF also calls for the blockade to be lifted, and for people to regain unrestricted access to basic supplies and aid. Injured people and patients requiring urgent medical care should be allowed to seek care outside of Gaza, provided their right to a safe and dignified return is granted.”

    “This night at 2 a.m. we have been awoken by the sounds of bombing, heavy bombing. It was absolutely terrifying for 20 minutes with bombs all over the place and when we started looking at what is the situation for the whole Gaza Strip, we understood that the massive attack with airstrike, heavy artillery, quadcopters was for the whole Gaza Strip. After these 20 minutes we continued to hear all night long some heavy bombing, some airstrikes, some artillery in Rafah, in Khan Younis, in almost all parts of Gaza.

    We heard as soon as it started the sounds of ambulances because obviously there was a huge number of patients, of wounded, of dead. So lots of patients arrived to the different hospitals.

    Hospitals were very overwhelmed and also at the moment it’s quite difficult because it means that the patient cannot really move, they don’t know if it’s safe and even our teams, we don’t know if we can move around the Gaza Strip because as it was an ongoing truce there was no more notification system or any system to be sure that we will be safe by moving.  Now it means as well that the MSF teams in the north and the team in the south are again split. It means as well the population cannot move freely from one place to another and in reality, there is very poor access to health care, very poor access to shelter as everything is destroyed.

    This is the current situation we are facing and unfortunately there is a lot of needs but also a lot of uncertainty on what’s next.

    The population here is completely afraid. Of course, they see this is a full restart of the fighting and they are very scared of what’s next.”

    • Food price inflation for ten basic food items has improved in New Zealand from a 56% rise in 2023 to an 18% drop in 2024
    • It takes 2.4 hours to pay for a basic food basket in NZ and 1.7 hours in Australia.  This compares with 47 days in Barundi and 20 days in Sudan.
    • There is growing global inequality in food access with food price inflation disproportionately affecting low-income nations.
    • Wealthier nations need to commit to funding emergency food aid and humanitarian aid.

     

     A new report on food price inflation shows basic food items are now more affordable in New Zealand, but reveals devastating increases for some of the world’s poorest countries, including Sudan, Burundi, and Timor Leste. 

     

    World Vision’s annual Price Shocks Report examines food price inflation in 77 countries for ten common food items, including rice, bananas, chicken, tomatoes, eggs, milk, and oil, and compares these with prices a year ago.

     

    The 2025 report finds that food prices dropped 18% in New Zealand in 2024, compared with a 56% increase for the same basic food items in 2023.  The average New Zealander would have to work for 2.4 hours to pay for the ten common food items.  This compares with three hours in 2023.

     

    However, while food price inflation has improved in more wealthy nations, such as New Zealand, Australia, France, Germany, Ireland and the United States, it has dramatically worsened for many of the world’s poorest countries, especially those in sub-Saharan Africa. 

     

    In 16 countries in this year’s study, it would take more than one week of work to earn enough money to pay for World Vision’s standard food basket.

     

    These countries, such as Sudan, Chad, Somalia, and Burundi are united in facing climate and environmental extremes, along with armed conflict, political instability and massive population displacement.

     

    World Vision Head of Advocacy and Justice, Rebekah Armstrong, says the report highlights the urgent need for adequate funding for emergency food aid.

     

    “This report is released in turbulent and uncertain times and the findings emphasise the need for urgent action to sustain global food systems and prevent the agonising impacts of hunger.

     

    “This requires interventions to address the root causes of hunger, but it also demands that we fund and deliver adequate emergency food aid. 

     

    “Sadly, we know that humanitarian funding for food security programming is expected to fall far short of the target to address predicted needs in 2025, and that means millions will go hungry due a deficit of political will and resources.  It doesn’t have to be this way,” she says. 

     

    World Vision is calling on the New Zealand government to make a strong commitment to support humanitarian food aid, climate adaptation, and global hunger responses — especially within the Asia-Pacific region, where communities are particularly vulnerable to climate and economic shocks. 

     

    Armstrong says in addition to saving millions of lives, emergency food aid and cash grants for food are one of the key ways to avoid greater political unrest around the world.

     

    “Food insecurity is an indicator of wider instability, but it also contributes to political unrest, conflict, economic stagnation and delays in development.  Addressing food security is a proven method to help create a safer and more secure world for everyone,” she says. 

     

    Armstrong says in 2024, only 47% of required humanitarian food assistance was funded leaving millions without support.

     

    She says the Rohingya crisis, the ongoing war in Sudan, prolonged droughts in the Horn of Africa and cyclones in the Pacific all contribute to conditions that exacerbate hunger.

     

    “We are at a breaking point.  Governments and the global community need to fulfil the commitments they have made and act now to scale up food aid, support smallholder farmers and invest in long-term solutions to prevent millions more from falling into famine.”

    The 23rd edition of the bilateral naval exercise VARUNA, a testament to the enduring maritime partnership between India and France, is set to take place from 19 to 22 Mar 25. Since its inception in 2001, VARUNA has evolved into a cornerstone of cooperation, showcasing the two nations’ commitment to enhancing naval interoperability and operational synergy. This year’s edition promises an exhilarating array of maritime exercises and complex manoeuvres across the sub-surface, surface, and air domains. The joint participation of the aircraft carriers Vikrant and Charles de Gaulle, alongside their fighter aircraft, destroyers, frigates, and an Indian Scorpene-class submarine, highlights the collaborative strength of both Navies.

    VARUNA 2025 will feature advanced air defence drills and fighter exercises, including mock air-to-air combat between the French Rafale-M and Indian MiG-29K, designed to refine tactical and operational capabilities. Anti-submarine warfare exercises will provide rigorous training in underwater domain awareness, while surface warfare operations will demonstrate synchronised manoeuvres and engagements by the Indian and French fleets. Maritime patrol aircraft will enhance situational awareness, and replenishment-at-sea exercises will fortify logistical cooperation. This collaboration underscores the shared vision of safeguarding a free, open, and secure maritime environment.

    By fostering the exchange of best practices and mutual understanding, the exercise reaffirms the ability of both nations to operate seamlessly in even the most complex maritime scenarios. VARUNA 2025 stands as a powerful reminder of the deep bonds uniting the Indian and French Navies in their pursuit of maritime peace and security.

    With regard to the situation in Ukraine, France reiterated the need to strengthen military support for Ukraine and to step up pressure on Russia by adopting additional sanctions. During the month of March, the EU allocated nearly €4.5 billion to support Ukraine.

    The Member States stressed the importance of preserving the ceasefire in Gaza, releasing the hostages and resuming humanitarian aid. France emphasized that the plan endorsed by the Arab League on March 8 represented an important contribution. We also reaffirmed our opposition to any plan involving the forced displacement of Palestinians and underscored the importance of European efforts to preserve the two-state solution.

    As for Syria, France condemned the violence that occurred in the coastal region and noted the gradual, reversible nature of the lifting of individual and sectoral sanctions in light of recent events. We also proposed sanctions targeting those responsible for the atrocities committed against civilians in the west of the country.

    Furthermore, at France’s initiative, European sanctions were adopted against the Islamic State – Khorasan Province and its propaganda organ. The Foreign Affairs Council also authorized the adoption of restrictive measures against nine individuals and one entity as part of the sanctions regime relating to the situation in the Democratic Republic of the Congo.

  • MIL-OSI Europe: Answer to a written question – The state of EU relations with Algeria following the arrest of Boualem Sansal – E-000089/2025(ASW)

    EU-Algeria relations are framed by an Association Agreement[1] (2005) and Partnership Priorities[2] (2017), which have been extended. Recently, the Algerian authorities publicly expressed their intention to renegotiate the Association Agreement; however, no concrete proposals have yet been received by the EU.

    Through the Neighbourhood, Development and International Cooperation Instrument (NDICI), the EU finances projects in the field of governance and institutional capacity-building (including decentralisation), with a total budget of EUR 27 million.

    These ongoing projects are implemented in the country by European public bodies, development agencies and private companies.

    Additional projects focusing on protection of children in vulnerable situations, youth participation, women’s empowerment, and fight against sexual and gender-based violence are implemented by international organisations and civil society organisations.

    The EU has been closely monitoring the case of the Franco-Algerian writer Boualem Sansal since his arrest and, in full coordination with the French authorities, has raised the matter with Algerian authorities in both Algiers and Brussels. The EU remains fully engaged on this issue.

    While the EU is committed to addressing human rights concerns, it believes that constructive dialogue is the most effective approach. It will continue to advocate for the respect of human rights, including freedom of expression, while maintaining engagement with Algeria.

    This will also be pursued through the institutionalised dialogue on human rights, notably within the Sub-Committee on Political Dialogue, Security and Human Rights, which was established under the EU-Algeria Association Agreement.

    We the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States of America, and the High Representative of the European Union, met in Charlevoix on March 12 to 14, 2025.

    Ukraine’s long-term prosperity and security

    We reaffirmed our unwavering support for Ukraine in defending its territorial integrity and right to exist, and its freedom, sovereignty and independence.

    We welcomed ongoing efforts to achieve a ceasefire, and in particular the meeting on March 11 between the U.S. and Ukraine in the Kingdom of Saudi Arabia. We applauded Ukraine’s commitment to an immediate ceasefire, which is an essential step towards a comprehensive, just and lasting peace in line with the Charter of the United Nations.

    We called for Russia to reciprocate by agreeing to a ceasefire on equal terms and implementing it fully. We discussed imposing further costs on Russia in case such a ceasefire is not agreed, including through further sanctions, caps on oil prices, as well as additional support for Ukraine, and other means. This includes the use of extraordinary revenues stemming from immobilized Russian Sovereign Assets. We underlined the importance of confidence-building measures under a ceasefire including the release of prisoners of war and detainees—both military and civilian—and the return of Ukrainian children.

    We emphasized that any ceasefire must be respected and underscored the need for robust and credible security arrangements to ensure that Ukraine can deter and defend against any renewed acts of aggression. We stated that we will continue to coordinate economic and humanitarian support to promote the early recovery and reconstruction of Ukraine, including at the Ukraine Recovery Conference which will take place in Rome on July 10-11, 2025.

    We condemned the provision to Russia of military assistance by DPRK and Iran, and the provision of weapons and dual-use components by China, a decisive enabler of Russia’s war and of the reconstitution of Russia’s armed forces. We reiterated our intention to continue to take action against such third countries.

    We expressed alarm about the impacts of the war, especially on civilians and on civilian infrastructure. We discussed the importance of accountability and reaffirmed our commitment to work together to achieve a durable peace and to ensure that Ukraine remains democratic, free, strong and prosperous.

    Regional peace and stability in the Middle East

    We called for the release of all hostages and for the hostages’ remains held by Hamas in Gaza to be returned to their loved ones. We reaffirmed our support for the resumption of unhindered humanitarian aid into Gaza and for a permanent ceasefire. We underscored the imperative of a political horizon for the Palestinian people, achieved through a negotiated solution to the Israeli-Palestinian conflict that meets the legitimate needs and aspirations of both peoples and advances comprehensive Middle East peace, stability and prosperity. We noted serious concern over the growing tensions and hostilities in the West Bank and calls for de-escalation.

    We recognized Israel’s inherent right to defend itself consistent with international law. We unequivocally condemned Hamas, including for its brutal and unjustified terror attacks on October 7, 2023, and the harm inflicted on the hostages during their captivity and the violation of their dignity through the use of ‘handover ceremonies’ during their release. We reiterated that Hamas can have no role in Gaza’s future and must never again be a threat to Israel. We affirmed our readiness to engage with Arab partners on their proposals to chart a way forward on reconstruction in Gaza and build a lasting Israeli-Palestinian peace.

    We expressed our support for the people of Syria and Lebanon, as both countries work towards peaceful and stable political futures. At this critical juncture, we reiterated the importance of Syria’s and Lebanon’s sovereignty and territorial integrity. We called unequivocally for the rejection of terrorism in Syria. We condemned strongly the recent escalation of violence in the coastal regions of Syria, and called for the protection of civilians and for perpetrators of atrocities to be held accountable. We stressed the critical importance of an inclusive and Syrian-led political process. We welcomed the commitment by the Syrian interim government to work with the OPCW in eliminating all remaining chemical weapons.

    We stressed that Iran is the principal source of regional instability and must never be allowed to develop and acquire a nuclear weapon. We emphasized that Iran must now change course, de-escalate and choose diplomacy. We underscored the threat of Iran’s growing use of arbitrary detention and foreign assassination attempts as a tool of coercion.

    Cooperation to increase security and resilience across the Indo-Pacific

    We reiterated our commitment to upholding a free, open, prosperous and secure Indo-Pacific, based on sovereignty, territorial integrity, peaceful resolution of disputes, fundamental freedoms and human rights.

    We remain seriously concerned by the situations in the East China Sea as well as the South China Sea and continue to oppose strongly unilateral attempts to change the status quo, in particular by force and coercion. We expressed concern over the increasing use of dangerous maneuvers and water cannons against Philippines and Vietnamese vessels as well as efforts to restrict freedom of navigation and overflight through militarization and coercion in the South China Sea, in violation of international law. We emphasized the importance of maintaining peace and stability across the Taiwan Strait. We encouraged the peaceful resolution of cross-Strait issues and reiterated our opposition to any unilateral attempts to change the status quo by force or coercion. We also expressed support for Taiwan’s meaningful participation in appropriate international organizations.

    We remain concerned with China’s military build-up and the continued, rapid increase in China’s nuclear weapons arsenal. We called on China to engage in strategic risk reduction discussions and promote stability through transparency.

    We emphasized that China should not conduct or condone activities aimed at undermining the security and safety of our communities and the integrity of our democratic institutions.16. We expressed concerns about China’s non-market policies and practices that are leading to harmful overcapacity and market distortions. We further called on China to refrain from adopting export control measures that could lead to significant supply chain disruptions. We reiterated that we are not trying to harm China or thwart its economic growth, indeed a growing China that plays by international rules and norms would be of global interest.

    We demanded that the DPRK abandon all its nuclear weapons and any other weapons of mass destruction as well as ballistic missile programs in accordance with all relevant United Nations Security Council resolutions. We expressed our serious concerns over, and the need to address together, the DPRK’s cryptocurrency thefts. We called on DPRK to resolve the abductions issue immediately.

    We denounced the brutal repression of the people of Myanmar by the military regime and called for an end to all violence and for unhindered humanitarian access.

    Building stability and resilience in Haiti and Venezuela

    We strongly denounced the ongoing horrifying violence that continues to be perpetrated by gangs in Haiti in their efforts to seize control of the government. We reaffirmed our commitment to helping the Haitian people restore democracy, security and stability, including through support to the Haitian National Police and Kenya-led Multinational Security Support Mission and an increased role for the UN. We expressed support for Haitian authorities’ efforts to create a specialized anti-corruption jurisdiction that complies with the highest international standards.

    We reiterated our call for the restoration of democracy in Venezuela in line with the aspirations of the Venezuelan people who peacefully voted on July 28, 2024, for change, the cessation of repression and arbitrary or unjust detentions of peaceful protestors including youth by Nicolas Maduro’s regime, as well as the unconditional and immediate release of all political prisoners. We also agreed Venezuelan naval vessels threatening Guyana’s commercial vessels is unacceptable and an infringement of Guyana’s internationally recognized sovereign rights. We reaffirmed respect for the sovereignty and territorial integrity of all nations as an enduring value.

    Supporting lasting peace in Sudan and the Democratic Republic of the Congo

    We unequivocally denounced the ongoing fighting and atrocities in Sudan, including sexual violence against women and girls, which have led to the world’s largest humanitarian crisis and the spread of famine. We called for the warring parties to protect civilians, cease hostilities, and ensure unhindered humanitarian access, and urged external actors to end their support fueling the conflict.

    We condemned the Rwanda-backed M23 offensive in the eastern Democratic Republic of the Congo (DRC) and the resulting violence, displacement and grave human rights and international humanitarian law violations. This offensive constitutes a flagrant disregard of the territorial integrity of the DRC. We reiterated our call for M23 and the Rwanda Defence Force to withdraw from all controlled areas. We urged all parties to support the mediation led by the East African Community and the Southern African Development Community, to promote accountability for human rights abuses by all armed actors, including M23 and the FDLR, and to commit to a peaceful and negotiated resolution of the conflict, including the meaningful participation of women and youth.

    Strengthening sanctions and countering hybrid warfare and sabotage

    We welcomed efforts to strengthen the Sanctions Working Group focused on listings and enforcement. We also welcomed discussions on the establishment of a Hybrid Warfare and Sabotage Working Group, and of a Latin America Working Group.

  • MIL-OSI Russia: IMF Executive Board Concludes 2025 Article IV Consultation, Third Review under the Resilience and Sustainability Facility with Morocco

    • The IMF Executive Board concluded the 2025 Article IV Consultation and approved the Third Review under the Resilience and Sustainability Facility (RSF) arrangement with Morocco, allowing for the immediate disbursement of SDR 375 million (about US$ 496 million).
    • The Moroccan economy continued to show resilience despite another year of drought, with real GDP growth projected to slow modestly to 3.2 percent in 2024 amid strong domestic demand. Growth is expected to accelerate over the medium term, driven by stronger investment and the continued structural reforms.
    • Saving part of the revenue windfall from tax reforms would help strengthen fiscal buffers and protect against future shocks; while a new strategy to sustainably boost jobs and improve market competition would help address the increased unemployment linked to job displacement in the agricultural sector.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded on March 17 the 2025 Article IV consultation[1] with Morocco and completed the Third Review under the Resilience and Sustainability Facility (RSF) arrangement, which was approved in September 2023 (see PR 23/327). The completion of the Third Review allows the authorities to draw SDR 375 million (about US$ 496 million), bringing total disbursement under the RSF arrangement to SDR 937.5 million (about US$ 1.24 billion). 

    In 2024, the Moroccan economy was resilient to yet another year of drought. Robust domestic demand helped offset weak agricultural output and economic activity is expected to have slowed only modestly to 3.2 percent in 2024. The current account deficit widened somewhat, whereas unemployment remained elevated at about 13 percent, mainly reflecting the impact of job losses in the agricultural sector. GDP growth is expected to accelerate to about 3.7 percent over the next few years, supported by a new series of infrastructure projects and the continued implementation of the structural reform agenda.

    Inflation decelerated further in 2024, mainly as the impact of supply shocks faded. This prompted Bank Al-Maghrib (BAM) to lower the policy rate twice in June and December. The dirham continued to move within the fluctuation band of ±5 percent.

    The central government fiscal deficit improved more than envisaged in the 2024 Budget. The 2024 overall deficit closed at 4.1 percent of GDP, about 0.2 percent of GDP less than projected in the 2024 Budget. This reflects better-than-expected tax revenues that more than offset higher spending. The reform of the Organic Budget Law envisages the introduction of a new fiscal rule based on a medium-term debt anchor.  

    The implementation of the announced structural reform agenda has continued. Further steps were taken to restructure SOEs, operationalize the Mohammed VI Investment Fund, and implement the new Charter of Investment.

    Morocco continued to make progress in bolstering its resilience to climate change under the RSF arrangement. Measures implemented under the third and final review of the RSF arrangement aim to better protect underground water resources, prepare the ground for a change in tariffication of water, improve the regulatory setting of the electricity market to encourage private sector’s production of renewable energy, and reinforce fiscal and financial systems’ resilience to climate change-related risks.   

    Following the Executive Board’s discussion on Morocco, Mr. Kenji Okamura, Deputy Managing Director and Acting Chair, issued the following statement:

    “The Moroccan economy continued to show resilience to negative shocks, a testament to the country’s very strong economic policies and frameworks. Despite renewed drought conditions, economic activity slowed only modestly to an estimated 3.2 percent in 2024, down from 3.4 percent in 2023, thanks to robust domestic demand. GDP growth is expected to accelerate to about 3.7 percent over the next few years, driven by a new cycle of infrastructure projects and the continued implementation of the structural reform agenda. These reforms are essential to making growth stronger, more resilient, job-rich, and more inclusive.

    “The RSF arrangement concluded with the implementation of six of the seven measures scheduled for the third and final review. These measures will help improve the management of scarce water resources, further liberalize the electricity sector, and address the climate risks on the stability of the fiscal position and the financial system. The gradual introduction of the carbon tax was not implemented as the authorities needed to undertake further analysis of its impact and deeper consultations with public and private stakeholders.”

  • MIL-OSI Global: New report calls for return of human remains – but UK museums lack the resources to act

    The display of human remains in museums has long been a contentious issue. Last week, the All-Party Parliamentary Group for Afrikan Reparations (APPG-AR) published a report on the African human remains collected by British museums during, and due to, colonialism and the slave trade.

    Introduced by the MP Bell Ribeiro-Addy (the APPG-AR’s chair), and produced by Afford (The African Foundation for Development), the publication of the report, Laying Ancestors to Rest, is another high-profile and meaningful intervention in an area where developments now seem inevitable.

    The report makes a number of recommendations. First, that the sale of human remains should be made illegal in the UK. It also suggests that the Human Tissue Act of 2004 should be amended to make stipulations about remains older than 100 years.

    This would include banning their public display without consent from the Human Tissue Authority and ensuring that museums obtain a licence from the authority for their storage. It’s further recommended that the UK parliament’s culture, media and sport committee should launch an inquiry into restitution.

    Laying Ancestors to Rest should be welcomed. It seems likely to be successful in achieving at least one of its recommendations. Calling for a ban on the trade in human remains in Britain, as the report does, is not particularly controversial.

    However, the report’s blanket approach towards banning the display of human remains without consent is, in the present environment, unlikely to succeed.

    The report itself hints at the reasons for this. The success of its recommendations rests on the financial health of the UK’s museum landscape. Resources matter, not least in terms of the relationships which those resources allow museums to build.

    Instead of a blanket response, developments in this area are likely to be piecemeal – both due to the significant effort required to carry out the task effectively and the limited resources many museums have to do so. In that sense, it is unclear whether calling for a blanket ban now is all that useful, other than as a wake-up call.

    This point is not to absolve museums for their historical part in this situation. It is though, to argue that work in understanding the collections of human remains held by British museums – where they come from, who they might belong to – has, at times (and certainly not in all circumstances), been happening. It is also to clarify what the often slow-paced norms of effective understanding and restitution are.

    In 2020, for example, the University of Oxford’s Pitt-Rivers Museum removed its well-known collection of tsantsa (shrunken heads) from display. The removal happened with a view to working with Shuar and Achuar delegates to decide on the best way forward with regard to the care and display of the human remains. That work continues.

    A few years earlier, Laura Peers, then curator of the Americas collections at the museum, wrote about the slow, quiet and bureaucratic process of returning a single femur “collected by a missionary as a medical curiosity, from an Indigenous nation with whom I have longstanding professional and personal relationships”.

    Such work is, when it happens, painstaking and careful. Even with the best of intentions, it is not a fast process

    Funding restitution

    The often-halting nature of that work is likely to continue. Museum professionals – particularly newer museum professionals – know that this work has to happen and are, I would argue, in large part invested in doing it.

    In a contemporary funding environment marked by almost continuous cuts, even the most dedicated staff will find their actions curtailed. They may, in some cases, be able to remove remains from display, as the report recommends (and as the Pitt Rivers Museum has done).

    However, securing consent for the limited display of mummified Egyptian bodies, for instance, will be challenging. Without funding, it is difficult to build the relationships necessary for conversations about consent, ownership and restitution.

    In his afterword to the report, Dan Hicks of the University of Oxford writes that “this is a time of immense hope and optimism for British museums”. The problem is that that hope in part rests on the funding that he also admits has been subject to “austerity and swingeing cuts”.

    The contradiction is not difficult to see – particularly when the report’s recommendations are similar to the 2018 one written for French collections by cultural researchers Felwine Sarr and Bénédicte Savoy.

    The Restitution of African Cultural Heritage: Toward a New Relational Ethics, which was commissioned by the French president, Emmanuel Macron, has been widely read. It has catalysed thinking beyond current international legal norms when it comes to restitution.

    Yet progress on the goal of restitution even in France has been slow, at least in part due to the time involved in building the new relationships that the report calls for. There is also the question of whether attitudes regarding restitution within African countries are consistent. By February 2024, France had returned only 26 objects to Benin and one (a sword) to Senegal.

    Worse still, the legislative picture across British collections remains complex. Collections such as the Pitt Rivers Museum have been able to move on restitution because they are university collections. As such, they are subject to different legislation than “national” collections such as the British Museum or the V&A, which were established by acts of parliament and are funded by the Department for Culture, Media and Sport.

    As the V&A’s director, Tristram Hunt, recently wrote, the UK’s national museums remain in “debilitating stasis” on restitution. Hunt argues that this is the case because these collections are hampered by the proscriptions of the 1983 National Heritage Act. That act – by rule or by choice, dependent on your view – effectively forbids such collections from disposing of objects, including human remains.

    As Laying Ancestors to Rest recommends, this situation needs to change. The likelihood is, however, that any change will come more slowly and with more deliberation even than the report itself acknowledges is necessary.

    Progress on this issue is by no means impossible. But without real political will and without the money to back it up, a blanket approach to the display and restitution of human remains in British museums remains difficult to enforce.

  • MIL-OSI Global: Nuclear deterrence: can Britain and France take on America’s role in defending Europe against Russian aggression?

    European doubts about deterrence predate the current US administration. Russia’s 2022 invasion of Ukraine, and its growing reliance on nuclear coercion to ward off Nato support, brought the importance of nuclear weapons to the foreground again for the first time since the cold war.

    Even after the invasion, the US continued to prioritise the Indo-Pacific. It questioned the sufficiency of its nuclear arsenal as China’s weapon stockpile grew and delivery systems improved.

    A bipartisan US congressional commission concluded that the Chinese and Russian arsenals should be seen as a joint “two-nuclear-peer” problem, with North Korea an additional disrupting presence.

    Within this context, European leaders are floating alternatives for deterrence in Europe. The French president, Emmanuel Macron, has again affirmed that the French nuclear deterrent has a “European dimension”.

    The Polish president, Andrzej Duda, registered his interest in the idea of the French deterrent being extended to include its European allies. But he also signalled that his country might want to develop its own deterrent.

    The incoming German chancellor, Friedrich Merz, has also noted the need to engage with the French and British deterrents. So, could French and British nuclear weapons be enough to deter Russia and reassure European allies?

    Russia has roughly as many weapons as the US. Its arsenal comprises approximately 1,700 deployed strategic weapons and 1,000-2,000 other lower-yield, “smaller” so-called “tactical” nuclear weapons, and another 2,500 non-deployed weapons.

    This is vastly more than France and the UK which have 290 and 225 respectively, or 515 in total.

    Yet, with those numbers both European states should have sufficient strategic weapons to cause unacceptable damage to Moscow and St Petersburg. Their weapons are carried by constantly patrolling nuclear-powered ballistic missile submarines – which, are concealed in the ocean far away and are therefore highly likely to survive a first-strike attack. These weapons should be considered credible deterrents for existential threats to either France or the UK.

    Unlike the US, France and the UK are in Europe and cannot consider their security distinct from each other or from Europe. The US, meanwhile, had to have a large and flexible arsenal with tactical nuclear weapons, and a large conventional presence in Europe simply to mount a credible argument, not least to its European allies, that it would actually protect Europe, with nuclear weapons as a last resort.

    The importance of needing to convince Russia of how serious Nato is about deterrence is a matter of record. When they met in Paris in June 1961, the then French leader, General Charles de Gaulle, expressed doubts to the then US president, John F. Kennedy, as to how serious the US was about its defence of Europe, particularly given the uncertainty at the time of the future security of Berlin.

    De Gaulle asked asked Kennedy: “Would you trade New York for Paris?”. His point was that if he wasn’t convinced, would the Russians be? So it’s not just about numbers of warheads. It’s about the defensive posture overall.

    Likely scenarios

    The issue is not existential deterrence but scenarios where French and British survival are not directly threatened. Neither has the option to escalate with so-called “tactical” (or non-strategic) weapons when non-vital interests are at risk – though France could fire a Rafale-launched nuclear “warning shot”.

    Meanwhile, Russia has 1,000–2,000 “tactical” nuclear weapons, which, despite the misleading term, are still entirely capable of levelling a city.

    In case of a conflict in Europe, these could provide military and signalling options between doing nothing and catastrophic escalation. Rather than a full-scale invasion, Russia is more likely to test Nato’s unity by pressuring a Baltic state and using nuclear threats to deter any Nato allies intervening in support. France and the UK would struggle to credibly threaten use of strategic weapons in response.

    Europe’s solution may lie in advanced conventional weapons to deter Russian aggression by building the ability to raise the costs in early stages of a conflict through what is called a strategy of denial. Such capabilities include long-range precision strikes, fifth generation airpower – such as the American F-35 fighter and the French, German and UK alternatives presently being developed – and integrated air and missile defence.

    Given the poor performance of Russia’s own air and missile defence in Ukraine, they could target Russian military units attacking or operating within Nato territory, their reinforcements and their logistics, while denying Russia’s use of missiles. Europe is already investing in cruise missiles, as well as developing their own European long-range strike approach and missile defence.

    Through precision, stealth and low-altitude flight, these weapons could also threaten strategic targets deep in Russia – potentially a more viable, less destabilising alternative to expanding French and British nuclear arsenals, or adding a third nuclear power in Europe.

    No time to waste

    Politically, however, there is a need for more than hardware. European states should find an institutional forum to coordinate deterrence. This means either convincing France to return to Nato’s nuclear planning group or creating another council for European deterrence with France, the UK, and other key European states like Germany and Poland.

    Those and other European armed forces could also conduct conventional operations in support of nuclear operations exercises together with France and the UK, specifically the French air force with its air-launched warheads.

    Simply put, there are material and political solutions to European deterrence problems if the US turns out to be preoccupied by events in Asia. The real constraint that France and the UK, and the rest of Europe, now face is how to build both the hardware and habits of conventional and nuclear deterrence in Europe in little or no time at all.

  • MIL-OSI NGOs: The ceasefire in Gaza Palestine must be immediately restored

    In the early hours of 18 March, Israeli forces launched strikes right across the Gaza Strip, Palestine, shattering the ceasefire which had been in place since mid-January 2025. In Gaza, Médecins Sans Frontières (MSF) teams have so far received hundreds of wounded patients, and many more who arrived at facilities dead on arrival.

    MSF is urging Israel not to restart hostilities and to immediately restore the ceasefire and lift a two-week long blockade on supplies. Responding to the latest developments, Claire Magone, General Director of MSF France, issued the following comments:

    “We are horrified by the attacks launched by Israel today on the people of Gaza, shattering the nearly two-month-old ceasefire. Out of the hundreds killed, according to the Ministry of Health, MSF received 75 dead on arrival and scores of wounded in just three of the facilities we support.

    Our staff were completely taken by surprise and found themselves once again having to deal with influxes of mass casualties, many of whom were children.

    In line with the tactics that the Israeli authorities have applied since October 2023, they have once again chosen to collectively punish the people of Gaza – with the explicit approval of their closest ally, the United States – striking with an intensity not seen since the early stages of the war. For over 15 months, before the ceasefire, people in Gaza were indiscriminately killed, mutilated, wounded, and displaced.

    Israeli forces undertaking these latest ruthless attacks and evacuation orders make us fear that a new phase of military operations in Gaza is about to begin. Palestinians in Gaza will simply not be able to withstand this, neither physically nor mentally. Their hopes of recovering at least part of their previous lives are being shattered. 

    Since the ceasefire came into effect on 19 January, people have been struggling to restore the basics of their day to day lives after a drawn out, devastating military campaign, which has annihilated the very fabric of society in Gaza. Israel has once again cut access to humanitarian aid and basic goods.

    MSF calls for the ceasefire to be immediately restored and for Israel to not restart its campaign of destruction and the nightmarish, massive bombing on the people of Gaza. MSF also calls for the blockade to be lifted, and for people to regain unrestricted access to basic supplies and aid. Injured people and patients requiring urgent medical care should be allowed to seek care outside of Gaza, provided their right to a safe and dignified return is granted.”

    Bessie Margolin was not born to privilege; she was left at the Jewish Orphans Home of New Orleans at four. She was fortunate to have a foundational education at the Newman School. She was admitted to Tulane Law School, the only woman in her class, and graduated with a liberal arts degree and a law degree, with honors, in 1930. The strong recommendations that she had from Tulane got her admitted to Yale Law School, where she worked as a research assistant and earned the Sterling Fellowship, the first woman to be awarded that honor. She graduated from Yale with a J.S.D. in May 1933. She immediately began working as a researcher for the Inter-American Commission of Women, mainly writing and conducting her research at the Library of Congress during that summer. (Trestman, 38.)

    Her first permanent post-degree position was at the new agency, the Tennessee Valley Authority (TVA), at a time when women formed only 2% of the legal profession. (Trestman, 41.) While at the TVA, where again she was the first female lawyer, she worked on several key cases, including a few that challenged the TVA’s existence, such as Ashwander v. Tennessee Valley

  • MIL-OSI China: White House rejects demand for Statue of Liberty’s return to France

    The White House on Monday rejected a French politician’s demand for the return of the Statue of Liberty to France.

    “Absolutely not,” White House press secretary Karoline Leavitt told a televised press briefing, in response to the demand by French member of the European Parliament Raphael Glucksmann.

    “My advice to that unnamed low-level French politician would be to remind them that it’s only because of the United States of America that the French are not speaking German right now,” Leavitt said, seemingly referencing the American-French alliance during World War II against Nazi Germany.

    Glucksmann on Sunday said he does not think that the United States represents the values of the Statue of Liberty anymore and called for its return to France.

    The statue was officially unveiled on Oct. 28, 1886, in New York, gifted to America as “a symbol of freedom, inspiration, and hope,” according to the monument’s official website.

    The statue, situated at the New York Harbor, was later seen as a symbol of welcome by immigrants arriving by sea. Today, it is a top tourist site in New York City.

    MEASURES TO PREVENT DRUG ABUSE AND COMBAT ILLEGAL DRUG TRADE

    To address the problem of Drug Abuse, Government has formulated and implemented the National Action Plan for Drug Demand Reduction (NAPDDR) under which the Government is taking a sustained and coordinated action for arresting the problem of substance abuse. This includes:

    1. Launched Nasha Mukt Bharat Abhiyaan (NMBA) in all districts of the country through more than 10000 master volunteers. It has reached out to more-than 14.79 crore people including 4.96 crore youth and 2.97 crore women.
    2. 350 Integrated Rehabilitation Centers for Addicts (IRCAs) are supported by the Government to provide treatment for the drug victims, preventive education, awareness generation, motivational counseling, detoxification/de-addiction, after care and re-integration into the social mainstream.
    3. 46 Community based Peer led Intervention (CPLI) Centers supported by the Government focuses on vulnerable and at risk children and adolescents.
    4. 74 Outreach and Drop In Centers (ODICs) supported by the Government provide safe and secure space for treatment, rehabilitation, screening, assessment, counseling, referral, linkage for treatment and rehabilitation services for substance users.
    5. 142 Addiction Treatment Facilities (ATFs) has been established in Government hospitals through All India Institute of Medical science (AIIMS), New Delhi.
    6. 124 District De-addiction Centres (DDACs) which provides all three facilities provided by IRCA, ODIC and CPLI under one roof have been set up so far.
    7. A Toll-free Helpline for de-addiction, 14446 is operated for providing primary counseling and immediate assistance to persons seeking help.
    8. Government through its autonomous body National Institute of Social Defense (NISD) and other collaborating agencies like State Counsel of Educational Research and Training (SCERTs), Kendriya Vidyalaya Sangathan, etc. provides for regular awareness generation and sensitization sessions for all stakeholders including students, teachers, parents.
    9. Navchetna Modules, teachers training modules have been developed by Ministry of Social Justice & Empowerment (MoSJE) for sensitizing students (6th – 11th standard), teachers and parents on drug dependence, related coping strategies and life skills.

    As per latest data published by National Crime Records Bureau (NCRB) pertaining to the year 2022; Drug-wise seizures under the Narcotic Drugs and Psychotropic Substances Act during 2018 to 2022 is at Annexure-I.

    The Government made various efforts to tackle the illegal drug trade in border areas, some of which are as under: –

    1. A 4-tier Narco-Coordination Centre (NCORD) mechanism for ensuring better coordination between Central & State Drug Law Enforcement Agencies and other stakeholders in the field of controlling drug trafficking and drug abuse in India has been established. An all-in-one NCORD portal has been developed for information related to drug law enforcement.
    2. A dedicated Anti-Narcotics Task Force (ANTF) headed by Additional Director General/ Inspector General level Police Officer has been established in each State/ Union Territory to function as the NCORD Secretariat for the State/ Union Territory and follow-up on compliance of decisions taken in NCORD meetings at different levels.
    3. To monitor the investigation of important and significant seizures, a Joint Coordination Committee (JCC) under the Chairmanship of Director General, Narcotics Control Bureau (NCB) has been set up.
    4. National Investigation Agency (NIA) has been empowered under NDPS Act, 1985 in the year 2020 for investigation of narco-terrorism cases.
    5. Border Guarding Forces (Border Security Force, Assam Rifles and Sashastra Seema Bal) have been empowered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 to carry out search, seizure and arrest for illicit trafficking of narcotic drugs at international border. Further, Railway Protection Force (RPF) has also been empowered under NDPS Act to check drug trafficking along the railway routes.
    6. Narcotics Control Bureau coordinates with other agencies like, Navy, Coast Guard, Border Security Force, State ANTF, etc. to conduct joint operations to control the drug trafficking.
    7. A high level dedicated group has been created in National Security Council Secretariat (NSCS) in November 2022 to analyze the drug trafficking through maritime routes, challenges and solutions (Maritime Security Group – NSCS).
    8. Director General Level Talks are organized with neighboring and other countries such as Myanmar, Iran, Bangladesh, Indonesia, Singapore, Afghanistan, Sri Lanka, etc. to resolve various issues on drug trafficking having international implications.
    1. As a part of international co-operation, India has signed Bilateral Agreements with 27 countries, Memorandum of Understanding with 16 countries and Agreements on Security Cooperation with 02 countries for combating illicit trafficking of Narcotic Drugs and Psychotropic Substances (NDPS) and Chemical Precursors as well as related offences.
    2. India is closely associated with International Narcotics Control Board (INCB) and all its programs viz. PEN (Pre-Export Notification), PICS (Precursors Incident Communication System), and IONICS (International Operations on New Psychoactive Substances Incident Communication System).
    3. Narcotics Control Bureau (NCB) co-ordinates with various international organizations such as South Asian Association for Regional Cooperation- Drug Offences Monitoring Desk (SAARC-SDOMD), Brazil, Russia, India, China, and South Africa  (BRICS), Colombo Plan, Association of Southeast Asian Nations (ASEAN), ASEAN Senior Officials on Drug Matters (ASOD), Bay of Bengal Initiative For Multi-Sectoral Technical and Economic Co-Operation  (BIMSTEC), Shanghai Cooperation Organization  (SCO), United   Nations  Office   on   Drugs  and  Crime (UNODC),

    International Narcotics Control Board (INCB), etc. for sharing information and intelligence to combat trans-national drug trafficking.

    1. NCB India takes part in real-time information sharing with various Drug Liaison Officers of other countries such as the Drug Enforcement Agency (DEA) of the United States of America, the National Crime Agency of the United Kingdom, Royal Canadian Mounted Police (RCMP) of Canada, Australian Federal Police (AFP) of Australia, Office Anti-Stupefiants (OFAST) of France, etc for operational and intelligence information.

    This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Lok Sabha.

    Dear Honorable Minister T. C. Schuster, Samoa Minister of Natural Resources and Environment (MNRE)

    Dear Diplomatic Corps, High Commissioners, Ambassadors, Heads of UN Agencies

    I warmly welcome Dear Representatives from the Pacific Countries who have braved the storm and travelled a long way to be with us today. My most sincere and humble thanks to you. PNG, Solomon Islands, Kiribati, New Caledonia, Vanuatu, Fiji, Tonga, French Polynesia, Tuvalu, Cook Islands and Samoa. Certain experts were held back to monitor the weather situation in their countries.

    These experts and representatives are mainly from National Geological Services, National Tsunami Warning Centers, National Volcano Observatories and National Disaster Management Offices (NDMO).

    I Warmly thank and Welcome, our partners, the Samoa Meteorological Services, Samoa Disaster Management Office, SPREP, UNDRR, regional partners, the Pacific Community (SPC), JICA, USGS and other partners………… connected online. Especially those who were unable to travel due to the current cyclonic weather conditions.

    Dear friends of UNESCO,

    It is my honor and pleasure to address you at the opening ceremony of the Science and partnerships for geohazard resilience in the Pacific region towards a Multi-hazard Early Warning System

    Firstly, let me extend my deep appreciation to the Government of Samoa for hosting this important event and for their flexibility in organizing this event in such uncertain weather conditions and ALLOWING FOR HYBRID SESSIONS.

    Geohazards

    Geohazards are defined as an adverse geologic condition capable of causing damage or loss of property or life. These processes only become hazards when humans get in their way.

    The Pacific Small Island Developing States (PSIDS) proximity to the Ring of Fire, where volcanic eruptions, earthquakes and tsunamis occur, makes it one of the most vulnerable regions to geohazards in the world.

    In celebration of the International Geoscience programme on healing the earth, the 50th Anniversary in 2022 noted and I quote

    Earth and Ocean Sciences contribution to the implementation of the SDG’s

    The Earth gives and the Earth takes away. It gives humanity the rich tapestry of landscapes within which civilisations and complex societies have flourished, providing the raw materials to build livelihoods and the resources to feed and fuel our modern world.

    It takes away through the disasters that emerge from geological violence In the coming decades our planet faces a geological tipping point that threatens the future of humanity and the natural world that sustains it. Geoscience – the science of planet Earth an the ocean sciences – will be vital in averting that calamity.

    Geosciences and the ocean sciences

    Geoscience studies how our planet works, unravels its four and a half billion year history, and applies that past understanding to present and future societal concerns.

    Geohazards History of the PICTs

    I am told that,

    • 30% of global seismicity is observed in the Southwest Pacific Region

    (Lebellegard et al., 2007) and less than 3% of seismic stations are available for

    real time monitoring within this area (repartition based on GEVN network).

    • 15% of deadly tsunami’s originate from the Southwest Pacific

    • 80% of these tsunamis are caused by an earthquake.

    • 69% of world tsunamis originate from the Pacific Ocean Basin and marginal seas

    • 99% of deaths in the Pacific are caused by local and regional tsunamis.

    • We need not to be reminded by the recent events in Vanuatu on 17th December

    2024 and the 2022 Hunga- Tonga Hunga Ha’apai Volcano Eruption and Tsunami

    Why UNESCO and how can UNESCO support the management of geohazards?

    Vision of a world at peace could not be a world without science

    Since its establishment after WW2, UNESCO promotes international cooperation in the natural sciences, and marine sciences through its inter governmental and international scientific programmes. UNESCO is home to the inter-governmental hydrological programme, international basic sciences and UNESCO is the only organization with a mandate in the earth sciences. This is the S in UNESCO.

    The International Geoscience Programme (IGCP) is the oldest and most successful example of a scientific partnership between a non-governmental organization (the International Union of Geological Sciences; IUGS) and an intergovernmental organization (UNESCO). The IUGS, founded in 1961, with 121 national members representing over a million geoscientists, is one of the world’s largest scientific organizations. It encourages international co-operation and participation in the Earth sciences in relation.

    Since 1972, UNESCO, through the International Geoscience Programme (IGCP) and in partnership with the International Union of Geological Sciences (IUGS), has harnessed the intellectual capacity of a worldwide network of geoscientists to lay the foundation for our planet’s future, focusing on responsible and environmental resource extraction, natural hazard resilience and preparedness, and adaptability in an era of changing climate.

    For 60 years, UNESCO’s inter governmental Oceanographic Commission promotes international cooperation in marine sciences to improve management of the oceans, coasts and marine resources.

    UNESCO, is leading the United Nations OCEAN DECADE FOR SUSTAINABLE DEVELOPMENT 2020-2023 and have launched the Ocean Decade Tsunami Programme (ODTP) in 2021. This is an effort to bolster the global tsunami warning system by reducing response times and enhancing community readiness.

    Its main objectives are to:

    o Enhance systems’ capacity to issue actionable and timely warnings for tsunamis from all identified sources to 100% of coasts at risk;

    o Guarantee that 100% of communities at risk are prepared and resilient to tsunamis by 2030 through efforts like the UNESCO-IOC Tsunami Ready Recognition Programme.

    Our UNESCO Natural and Ocean Sciences have joined efforts in convening this Regional Geohazards week-long meeting responding to the call of Pacific Islands Countries and Territories.

    UNESCO recognizes the efforts of Pacific Islands Countries and Territories in their collaboration to better understand the science and geohazards risks under the Oceania Regional Seismic Network (ORSNET), Melanesia Volcano Network (MVN), Pacific Islands Landslide Network and the Regional Working Group on Tsunami Warning and Mitigation System for Pacific Islands Countries and Territories (WG-PICT).

    Therefore in 2023, the inaugural Science and Partnership for Geohazard Resilience Workshop in Nadi, Fiji was launched. Since then, we can review the outcomes:

    • Among PICTs, UNESCO in collaboration with regional and international partners to strengthen PICTs understanding of geoscience and Geohazards through the UNESCO’s.

    o International Geoscience Programme (IGCP) and Global Geoparks

    In collaboration with SPTO and SPC, Fiji, Vanuatu, Tuvalu recently targeted on the establishment of Geoparks.

    o DRR Programme, UNESCO supports Member States.

    In collaboration with SPC, UNDRR, UNICEF and others UNESCO is supporting PICTs ( Solomon Islands, Kiribati and Tuvalu) on a 2-year Funded project on Information Management.

    o Tsunami Resilience Programme, UNESCO supported;

    The review of National Tsunami SOP in Fiji- a pre-requisite for an FJD 72 million Concessional loan

    Review of National Tsunami warning and response SOP in Tonga, Solomon Islands and Vanuatu.

    Pacific Wave Exercise 2024 – Regional PICT Exercise and National Tsunami Drills in Fiji and Tonga.

    Official recognition of 6 PICT communities to be UNESCO/IOC Tsunami Ready Community in 2023-2024.

    In December 2023, the PSIDS regional geohazards community of practice discussed the need to better understand the science of geohazards to clearly ascertain threats posed by geohazards among PICTs and the status of:

    a) in-country capability of geohazard monitoring and detection and multi-hazard early warning system.

    b) Volcano, earthquake, tsunami, and landslide sciences among PICTs

    c) seismic data sharing for earthquake, volcano and tsunami monitoring and

    detection

    This Inaugural Science and Partnerships for Geohazards Resilience Meeting identified the need to develop a Regional Geohazards Strategic Framework to inform programmes or projects to address the capacity gaps in scientific hazard monitoring, assessment, warning, and disseminations to enable the public to better understands their risks and threats from a geohazard.

    Since December 2023, the PSIDS regional geohazards community have been exploring opportunities to strengthen the science and scientific data and knowledge that informs geohazard programmes, policies.

    • UNESCO is a major global partner of the UNEW4ALL supporting the four lead

    agencies, UNDRR, WMO, ITU and International Federation of the Red Crescent

    Society,

    • UNESCO recognizes the call of the Pacific Islands Leaders under the 2050 Strategy for the Blue Pacific Continent and intends to work closely with regional UN and CROP agencies to accelerate progress of PICTs towards achieving the goals of the 2050 Strategy for the Blue Pacific Continent.

    • The PICT geohazards community is critical in advising Pacific Island Leaders on threats posed by Geohazards to PICTs.

    Your meeting this week builds on the outcomes of the inaugural 2023 meeting. But also other scientific and technical meetings organised by the partners.

    • Your meeting this week is timely in order to;

    Identify and consolidate the gaps and needs in your geohazards operations and services.

    Identify spaces for constructive and meaningful engagement (on geohazards scientific and technical advice) with Pacific Islands Leaders through the Pacific DRR Ministers Meeting (in consultation with Pacific Disaster Managers Meeting) and the Pacific Meteorological Ministers Meeting (in consultation with the Pacific Meteorological Council.

    The PSIDS regional geohazards community mostly includes Geological Services with Geohazard Management Units/ Sections are mostly hosted by Meteorological Services or Mining/Mineral/Natural Resources Departments. These are mainly a small team of technical and scientific officers who monitors, detects, and provide public advisories on geohazards. This regional community is mainly coordinated within UNESCO/IOC Tsunami Warning Systems in collaboration with Geoscience Australia, GNS New Zealand and USGS including CROP Agencies such as The Pacific Community (SPC) and SPREP.

    At the regional level, under the Pacific Resilience Programme (PRP), a technical working group on Multi-Hazard Early Warning System have been established to provide the overarching common DRR frameworks as well as guidance and coordination support.

    Scientific applications for seismic monitoring and detection like SeisComP is widely used by PICTs however, its full potential is not realized due to limited staff capacity and capacity development. Current Staffs of Geological Servies need proper scientific training with the support of partners such as USGS, Geoscience Australia, and GNS New Zealand.

    Measuring the impacts on girls and women who bear the burdens of geohazards in a community. A high number of UNESCO’s geoscience projects are led by women Earth scientists, in 2020 women are project leaders in 38% of the active geoscience projects.

    The meeting will also provide a platform to

    i) stock take progress and share learning considering vulnerabilities and level of

    exposure of different members of public to geohazards such as tsunami, volcano, earthquake and landslides.

    ii) The meeting will include sessions of the Inter governmental coordination group

    for the Pacific Tsunami warning and mitigation system

    iii) It will include sessions on Volcano under Melanesia Volcanic Network (MVN) and

    JICA/ volcano research project with Landslides and earthquakes under ORSNET

    Oceania Regional Seismic Network.

    This meeting comes at a critical point as a culmination of all scientific technical workshops held recently with different stakeholders.

    – 2023-UNESCO inaugural science and partnerships for geohazards resilience

    – Pacific Islands Science, Technology and Resources Network (STAR) Conference

    held in Fiji on 20-22nd November 2024 and the

    – Forecasting and Communicating Earthquake Hazard and Risk (FORCE) project, Understanding Earthquake Hazard and Risk in the Pacific Region Workshop 18-19th November 2024 gathering national officials from National Geohazards Observatories, National Tsunami Warning Centers and National Disaster Management Office (NDMO).

    Two questions arise:

    i) Should there be a platform for a PSIDS Regional Geohazards Strategy.

    The PSIDS Regional Geohazards Strategy could inform programmes or projects developed at national and regional level and stimulate collaboration and partnerships among government agencies, development partners, universities, CROP Agencies and UN Agencies particularly UNESCO.

    ii) Given the success, momentum on geohazards resilience, should there be a

    Let me end i0 by wishing you all fruitful exchanges and thank once again the Government of Samoa and Honorable Minister Schuster for the great work in converting this into the first Regional meeting on Science and partnerships for geohazard resilience in the Pacific Region: towards a multi- hazard early warning system.

    Vision of a world at peace could not be a world without science

    In 2021 UNESCO’s 193 Member States endorsed the first standard setting instrument Recommendation on Open Science. Open science is a set of principles and practices that aim to make scientific research from all fields accessible to everyone for the benefits of scientists and society as a whole. Open science is about making sure not only that scientific knowledge is accessible but also that the production of that knowledge itself is inclusive, equitable and sustainable.

    Open science:

    • increases scientific collaborations and sharing of information for the benefits of

    science and society;

    • opens the processes of scientific knowledge creation, evaluation and communication to societal actors beyond the traditional scientific community.

    Our interconnected world needs open science to help solve complex social, environmental, and economic challenges and achieve the Sustainable Development Goals. By promoting science that is more accessible, inclusive and transparent, open science furthers the right of everyone to share in scientific advancement and its benefits as stated in Article 27.1 of the Universal Declaration of Human Rights.

  • MIL-OSI Global: Theft, daydreaming and everything in between: most of us are a bit ‘deviant’ at work

    We usually think of workplace deviance as linked to “bad apples”–the troublemakers who egregiously slack off, steal from the company or openly clash with coworkers. But what if deviant behaviour was also more subtle–daydreaming, taking long coffee breaks or cracking an edgy joke in a meeting? It turns out most employees engage in quieter patterns of minor misbehaviours, and it’s changing how we think about deviance on the job.

    Traditionally, research has kept deviance in neat boxes: bad behaviours are either interpersonal (aimed at coworkers) or organisational (targeted against the company). But most employees don’t fall into rigid categories of “good” or “bad”, nor do they engage only in one type of misbehaviour. Instead, many show a mix of minor, less disruptive behaviours that don’t seem to fit the bad-apple narrative.

    Breaking down misconduct

    Our research explored different patterns or “classes” of workplace misbehaviours. We meta-analysed responses from more than 6,000 employees across 20 primary studies in the US and elsewhere, and conducted multiple follow-up studies across different countries and industries.

    Using statistical modelling techniques, our analysis of previous studies found evidence for five unique classes of “deviants” at work, with several of these falling clearly outside the traditional good/bad or person/organisation dichotomies. We then conducted a second study with 553 participants that found similar evidence, and showed how behaviours linked to these classes related to job satisfaction, turnover intentions and other work outcomes.

    Here’s a breakdown of the five types of workplace “troublemakers” we identified in our follow-up studies:

    Withdrawn workers (39% of the participants in the study)

    You won’t see these workers causing a big scene, but then again, you might not see them much at all. Far from classic troublemakers, these workers act out by withholding effort, coming in late and withdrawing from the action in sometimes remarkable ways. The prevalence of this class, which is not well captured in prior deviance research, supports the phenomenon of “quiet quitting” that was popularized in recent years.

    Slacking jerks (9%)

    This group exhibits the low productivity and withdrawal of the previous class, but with an edge. They avoid tasks, work slowly, take long breaks and are often rude to coworkers.

    Stagnant workers (21%)

    Disengaged but not overtly harmful, these employees daydream and occasionally show up late without causing obvious disruptions. They don’t stand out on a typical day, but when things get rough you might notice they aren’t pulling their weight. These workers can stifle efforts at organisational change and slowly erode a positive culture.

    Elevated deviants (4%)

    The classic “bad apples”, people in this group engage in all the various disruptive behaviours described above, likely due to high job dissatisfaction.

    Minimal deviants (27%)

    Members of this group avoid most deviant behaviour and are generally good citizens at work. Even if this percentage is inflated–social desirability bias, or the inclination people have to present themselves well, may have affected study participants’ willingness to admit every act of deviance–its relatively modest size is still telling: a vast majority of workers in our sample say they are misbehaving in some way.

    Our data show that workplace deviance isn’t always about major rule-breaking; in fact, it rarely is! While serious actions like theft (e.g., stealing property or falsifying a receipt) and overt aggression are rare, smaller things like daydreaming, taking extra breaks and making snarky remarks happen rather frequently. These mundane forms of deviance can be written off because they fail to evoke visceral reactions from managers or peers. But they can also add up, eroding positive cultures in ways that aren’t seen until a major event occurs.

    What drives these behaviours?

    People often act out at work because they feel wronged by a person or situation, or because they have deeper motivations, linked to their personality traits, that are more conducive to deviance. Our study backs up this idea and offers some additional clarity. As expected, when employees feel wronged–by a demanding boss, unhelpful coworkers or a lack of support from the organisation–they’re more likely to push back with some type of misconduct. Having an abusive supervisor makes it more likely that employees will be members of the “elevated deviant” class, whereas experiencing ostracism makes membership in the “stagnant worker” class more likely.

    One could argue about which comes first–being abused or being the abuser–but the pattern we found aligns with prior work that shows causality between injustice and deviance.

    Looking beyond the work environment, we also found that certain personality traits can predict what type of “deviant” a worker is most likely to be. Agreeableness, for example, is associated with less overt deviance classes such as “stagnant workers” and “withdrawn workers”. Interestingly, while conscientiousness was predictive of belonging to the “minimal deviant” class, our data suggest that highly conscientious people do occasionally act out, usually with a mix of withdrawal and rudeness (like the “slacking jerks”).

    In short, highly conscientious people have high expectations for their own and others’ work, and they may sometimes react to stress or slights in ways that make their unmet expectations known.

    Impacts on performance

    Deviant behaviour impacts team performance and turnover. Our study shows that employees in the “minimal deviants” group generally perform well, are supportive of their teammates and are satisfied with their work, whereas those in high-deviance groups are often poorer performers who do not often behave supportively toward their coworkers. Yet, while our findings support the idea of a “bad apple” dragging down an entire team, deviance and its effects can be more complicated in some cases.

    Consider the relatively mild deviance classes of “stagnant workers” and “withdrawn workers”, whose members express relatively high intentions to quit and, accordingly, perform lower than those of other classes. These employees may fly under the radar while silently eroding an organisation’s potential.

    Workers in the “slacking jerks” class exhibit contradictory behavioural patterns: they are willing to withdraw from some parts of their job and act out rudely toward some coworkers, while also maintaining relatively higher levels of performance and even going out of their way to help other colleagues. As a result, managers are frequently navigating grey zones: what trade-offs are palatable, and where is the line between reasonable expression and outright violation?

    Our findings show that most employees engage in minor misdemeanors, like taking extra-long breaks or daydreaming, rather than major actions like theft. Many don’t just dabble in one or two types of deviance, but exhibit complex patterns in their behaviour at work that can be reliably predicted by personality-based factors and situational attributes. Without careful attention, their minor acts, which often emerge as a response to burn-out or low morale, may go unnoticed or untreated, and can accumulate into big problems for organisations.

    Beyond bad intentions

    Our findings also challenge the belief that rule-breaking is driven by a few “bad apples” intent on causing trouble, and contribute to a growing line of inquiry that shifts from asking merely “who acts out at work?” to “why do people engage in these behaviours?” For many employees, minor slip-ups are likely less about causing harm and more about coping with everyday stress.

    Motives for breaking rules can differ substantially. For instance, some workers who are withdrawn might be stepping back quietly to deal with health issues, while others stepping back may be evincing a low level of commitment. Understanding their different reasons could open the door to better ways of addressing their behaviours.

    While deviance has traditionally been viewed as something rare, our study shows a more complicated picture. On the one hand, only 4% of respondents reported high levels of all forms of deviance, which, on the surface, would support the rarity of workplace deviance. However, on the other hand, only about a quarter (27%) of employees reported that they steer clear of deviance entirely. That leaves more than two thirds (69%) of employees exhibiting milder and more nuanced patterns of misbehavior.

    This helps us understand deviance as a more common part of work life. It also complicates how managers think about, penalise and discourage it. Without levers that help employees reduce stress or make up for uncontrollable work factors (such as company-wide salary freezes), managers may feel pressure to accept some forms of deviance as “the cost of doing business” while remaining vigilant toward the most egregious and overt infractions.

    The 29th Hong Kong International Film and TV Market (FILMART) opened on Monday, kicking off a four-day bonanza attended by over 760 exhibitors from 34 countries and regions.

    This year’s event, which is being held in the Hong Kong Convention and Exhibition Center, features pavilions for some 30 regions, with those for Cambodia, France and India debuting. More than 100 exhibitors came from ASEAN countries.

    Tencent, iQIYI and some other streaming platforms from the Chinese mainland promoted latest contents and future projects alongside local entertainment companies.

    Many mainland provinces and municipalities sent teams to the event in an effort to explore overseas markets for Chinese-language movies and TV shows. A total of 58 companies from Guangdong Province will showcase over 100 of their productions.

    This FILMART also dedicated a section to artificial intelligence and its groundbreaking role in pre-production, filming, as well as the creation of visual effects and voiceprint.

  • MIL-OSI Australia: UniSA champion of multiculturalism takes out top SA Governor award

    One of UniSA’s most passionate advocates for Aboriginal communities and marginalised groups has won the 2024 SA Governor’s Multicultural Award for Outstanding Individual Achievement.

    Dr Jelina Haines, a practitioner-academic who has collaborated with Aboriginal Elders for more than 21 years and used art, storytelling and digital technologies to empower marginalised communities, was among nine winners and 31 finalists who attended the awards ceremony at Government House on 5 March.

    The award, presented by the Governor of South Australia Frances Adamson AC, honoured Dr Haines’ extensive body of work over two decades championing social cohesion, intercultural understanding and the revitalisation of Aboriginal arts.

    A Filipino-born Australian with an ancestral link to Indigenous Americas-Mexico, Dr Haines migrated to South Australia in 1997. Since then, she has spearheaded 52 minor programs, five major projects, and three international educational initiatives.

    Her work has provided crucial income opportunities for Aboriginal artists while fostering a strong sense of identity within communities.

    One of her most notable artistic collaborations has been with the Ngarrindjeri Cultural Weavers at Camp Coorong. Through this mutual partnership, she has helped create intricate woven sculptures representing Ngarrindjeri totems, including a life-sized whale exhibited at the SA Museum and the Le Havre Museum in France.

    Other remarkable pieces, such as the Pelican and Murray Cod sculptures, have found homes in the National Australia Gallery, the SA Maritime Museum, and Ngarrindjeri Totems at the Department of Infrastructure, and Uniting Communities. These projects have not only united Aboriginal families and storytelling traditions but have also reinforced deep connections to ancestral landscapes.

    Beyond her artistic contributions, Dr Haines has made an international impact through her research on the impact of digital technologies on marginalised communities, particularly Aboriginal groups.

    Her award-winning studies have also shaped policies and practices that bridge digital gaps and create inclusive opportunities for underrepresented groups.

    She currently serves as a Policy Advocacy Lead at Catalyst Now Oceania and Co-Chair of Catalyst Now Australia Chapter, and as SIG-Cabinet Deputy Director at the Association for Information Science and Technology (ASIS&T), USA. She has also played a pivotal role in student mentorship, bringing exchange students from Japan, Asia, Europe, and America to South Australia while guiding students from Bangladesh, India, and Pakistan in visual arts, archiving, information science and anthropology.

    UniSA Associate Professor David Radford was also a finalist in the Outstanding Individual Achievement category, recognising his extensive research and ongoing work to support the settlement and integration of Hazara Afghan refugees in Australia.

    As President Donald Trump often promised during his 2024 presidential campaign, on March 15, 2025, he invoked an obscure 18th-century law called the Alien Enemies Act to justify deporting 137 Venezuelans he says are associated with a Venezuelan gang.

    A federal judge swiftly blocked the deportations and ordered the planes carrying Venezuelans heading to El Salvador to return. But the White House, which has appealed the ruling, said that the court order came too late on a Saturday night, after it had already sent the Venezuelan immigrants to El Salvador.

    The Justice Department has appealed the federal judge’s decision and is arguing that the en-route planes carrying the immigrants to El Salvador were outside of the judge’s jurisdiction.

    “Oopsie. Too late,” Nayib Bukele, president of El Salvador, posted on the social media platform X on March 16, in a message that U.S. Secretary of State Marco Rubio reposted.

    Legal analysts were trying to determine where the planes carrying the Venezuelans were shortly before 7 p.m. on March 15, when the judge issued the order stopping their removal, in an attempt to determine if the Trump administration had violated the judge’s order.

    The Alien Enemies Act empowers presidents to apprehend and remove foreign nationals from countries that are at war with the United States. U.S. presidents have issued executive proclamations and invoked this law three times: during the War of 1812, World War I and World War II. All three instances followed Congress declaring war.

    Why bother dusting off a 227-year-old law?

    Invoking the Alien Enemies Act could make it far easier for the Trump administration to quickly apprehend, detain and deport immigrants living without legal authorization in the U.S. That’s because the law lets presidents bypass court review of the deportation.

    Repressive origins and populist backlash

    The Alien Enemies Act traces back to the late 1700s, when the Federalists, an early political party, controlled Congress. The Federalists wanted strong national government as well as harmonious diplomatic and trade relations with Great Britain.

    The Federalists became outraged when the French government began seizing U.S. merchant ships in the Caribbean that were trading with Britain, which France was waging war against at that time.

    The opposing Democratic-Republican Party, led by Thomas Jefferson, supported France in its fight against Great Britain.

    The Federalists in Congress considered Jefferson’s pro-France position to be against U.S. interests. They also were troubled that the Democratic-Republicans were backed by thousands of French and Irish immigrants who had some political clout in big cities such as Philadelphia and New York.

    So in 1798, the Federalists tried to quell domestic opposition by passing the Alien and Sedition Acts, a series of controversial laws that banned political dissent by limiting free speech. The laws also made it harder for immigrants to become citizens.

    One of these laws was the Alien Enemies Act, which gave presidents broad authority to control or remove noncitizens ages 14 or older if they had ties to foreign enemies during times of a declared war.

    The Alien and Sedition Acts elicited a firestorm of criticism soon after they were passed, including from Jefferson and James Madison, who asserted that states have the right and duty to declare some federal laws unconstitutional. The populist backlash against the Alien and Sedition Acts helped propel Jefferson and Democratic-Republicans to victory in the 1800 presidential election. Nearly all of the Alien and Sedition Acts were then either repealed or allowed to expire.

    Only the Alien Enemies Act, a law enacted without an expiration date, survived.

    History of the Alien Enemies Act

    Madison, the fourth U.S. president, first invoked the Alien Enemies Act during the War of 1812 with Great Britain, which was sparked for several reasons, including trade and territorial control of North America.

    Madison invoked the act in 1812 by proclaiming that “all subjects of His Britannic Majesty, residing within the United States, have become alien enemies.”

    But rather than imposing mass deportations, Madison’s administration simply required British nationals living in the U.S. to report their age, home address, length of residency and whether they applied for naturalization.

    More than 100 years later, President Woodrow Wilson invoked the Alien Enemies Act during World War I in April 1918.

    Wilson used the Alien Enemies Act to impose sweeping restrictions on the residency, work, possessions, speech and activities of foreign nationals from places that the U.S. was at war with – Germany, Austria-Hungary, the Ottoman Empire and Bulgaria. U.S.-born women married to any people born in these places were also deemed “enemy aliens.”

    The U.S. Marshals Service carefully monitored about half a million Germans in the U.S. to make sure they followed Wilson’s restrictions.

    Another 6,000 German “enemy aliens” were arrested and sent to internment camps in Georgia and Utah, where they were confined until after an armistice was signed between the Allies and Germany in November 1918.

    Two decades later, President Franklin D. Roosevelt notoriously used the Alien Enemies Act in World War II.

    In 1941, Roosevelt authorized special restrictions on German, Italian and Japanese nationals living in the U.S. More than 30,000 of these foreign nationals, including Jewish refugees from Germany, spent the war imprisoned at internment camps because the government considered them potentially dangerous. The U.S. government released these detainees after World War II ended.

    The vast majority of the 110,000 Japanese American men, women and children interned during the war were not held under the Alien Enemies Act. The government used a separate executive order during World War II to intern most people of Japanese descent, some of whom were born in the U.S.

    What’s very old is new again

    Civil liberties and immigrant rights groups pledged to fight Trump’s use of the act by filing legal challenges if Trump invoked it.

    The Trump administration wrote in its order that the Venezuelan criminal organization Tren de Aragua is “conducting irregular warfare and undertaking hostile actions against the United States.”

    The American Civil Liberties Union and another legal nonprofit, Democracy Forward, filed a lawsuit on March 15, the same day the Trump administration announced it was invoking the act.

    The Alien Enemies Act’s text and history present formidable legal hurdles for the Trump administration proving that Tren de Aragua is at war with the U.S. While the organization is primarily based in Venezuela, Tren de Aragua members in the U.S. have been arrested in Pennsylvania, Florida, New York, Texas and California for crimes including shooting New York police officers.

    The 1798 law is clear that an “invasion or predatory incursion” must be undertaken by a “foreign nation or government” in order for it to be invoked.

    Yet Congress has not declared war on any country, including Venezuela, in over 80 years, nor has another government launched an invasion against U.S. territory.

    And drug cartels are not actual national governments running Latin American countries, so they don’t meet the criteria in the Alien Enemies Act.

    In the past, Trump’s senior advisers have said with no clear evidence that the administration can justly claim that some Latin American governments, such as Mexico and Venezuela, are run by drug cartels that are attacking U.S. security.

    Whatever the argument, the tenacious problem that the Trump administration will face is that neither the letter of the law nor historical precedents support peacetime use of the Alien Enemies Act.

    None of these textual and historical realities will matter, however, if the courts ultimately decide that a president – simply saying that the country is being invaded by a foreign nation – is sufficient to legally invoke the act and is not subject to judicial review.

    This makes it impossible to automatically dismiss blueprints for using an 18th-century law, however dubious, and it appears the Venezuelan deportations case appears headed for the Supreme Court. If Trump succeeds at invoking the Alien Enemies Act, I believe it would add another chapter to the Alien Enemies Act’s sordid history.

  • MIL-OSI United Nations: Committee on Enforced Disappearances Opens Twenty-Eighth Session

    The Committee on Enforced Disappearances this morning opened its twenty-eighth session, during which it will examine the reports of the Central African Republic, the Gambia and Malta on their implementation of the provisions of the International Convention on the Protection of All Persons from Enforced Disappearance.

    The Committee will also review follow-up and addition information provided by Panama, Serbia and Belgium, as well as by Peru and Argentina, for the latter two States in the context of a special request made in the light of recent developments in these two countries.

    Opening the session, Antti Korkeakivi, Chief of the Human Rights Treaties Branch at the Office of the High Commissioner for Human Rights and Representative of the Secretary-General, said the global landscape today was fraught with challenges that continued to highlight the urgency and necessity of eradicating the heinous crime of enforced disappearances. 

    Mr. Korkeakivi welcomed that, since the last session, Poland became party to Convention, which now had 77 States parties.  The holding of the World Congress on Enforced Disappearances, held in Geneva two months ago, was a pivotal step in joining forces to address enforced disappearances and to encourage ratification of the Convention.  Since the last session, the Committee had registered 120 new urgent actions, bringing the number of registered urgent actions to a total of 2,003 since 2012.  Out of these cases, 518 have been closed following the location of the disappeared person, including 410 alive.

    Olivier de Frouville, Committee Chairperson, in his opening statement, said the substantive work, the day-to-day work of the treaty bodies, was carried out by the members of the Office of the High Commissioner for Human Rights, and they should be recognised.  Investing in human rights was an investment in security and development.  However, the crisis in which multilateral organizations were experiencing, which also affected the human rights protection system, could not be ignored. 

    It was practically impossible for the Committee to carry out regular monitoring, with more than 2,000 cases now recorded.  Yet the victims were counting on the Committee.  The Committee looked forward to the evaluation process under Measure 46, from the Pact of the Future, on adequate, predictable, more substantial and sustainable funding to enable the treaty bodies to carry out their mandates efficiently and effectively.

    During the meeting, Obeida Dabbagh, recounted his family’s searched for justice after the arrest and subsequent enforced disappearance of his brother Mazen Dabbagh, and his son Patrick in November 2013 by the Syrian Air Force intelligence. 

    Committee Expert Fidelis Kanyongolo thanked Mr. Dabbagh for sharing his story and underlined the importance of extra-territorial jurisprudence in the Committee’s work. 

    Before closing the meeting, the Committee adopted its agenda for the session.

    ANTTI KORKEAKIVI, Chief, Human Rights Treaties Branch at the Office of the High Commissioner for Human Rights and Representative of the Secretary-General, thanked the five Members of the Committee whose first mandate would come to an end next June.  In accordance with the Convention, some may be re-elected by the States parties. States parties were called on to nominate well qualified candidates, as the deadline had been extended. 

    The global landscape today was fraught with challenges that continued to highlight the urgency and necessity of eradicating the heinous crime of enforced disappearances. Enforced disappearances remained a pervasive violation of human rights, contributing to a climate of fear, despair and injustice.  It was therefore important to work towards universal ratification of the Convention. Since the last session, Poland became the seventy-seventh State party to the Convention, which should be celebrated. 

    The holding of the World Congress on Enforced Disappearances, held in Geneva two months ago, was a pivotal step in joining forces to address enforced disappearances and to encourage ratification of the Convention.  It gathered more than 620 participants in Geneva and 1,392 persons online, coming from 118 countries and all regions of the world.  The event concluded with a call to action and unveiling of key follow-up activities.  These initiatives included the creation of a victim-led regional network in Africa; the organization of regular meetings of women searchers; the promotion of civil society contributions to the sessions of the Committee; and the creation of a global youth network against enforced disappearances.  States were called on to support them without delay. 

    Enforced disappearances had a disproportionate impact on women.  During the session, the Committee would consider a draft concept note for the elaboration of a general comment on women and girls and enforced disappearances.  Since the last session in September, the Committee undertook a two week-visit to Colombia, the report of which would be considered during the session.  During the session, the Committee would address the situation of enforced disappearances in 14 other States parties to the Convention, and the consideration of an individual complaint. 

    Through the Committee’s work on urgent actions, the Committee could request a State party to take immediate action to search for a disappeared person and to investigate his or her disappearance.  Since the last session, the Committee had registered 120 new urgent actions, bringing the number of registered urgent actions to a total of 2,003 since 2012. Out of these cases, 518 have been closed following the location of the disappeared person, including 410 alive. This meant that 1,481 urgent actions remained active, requiring follow-up by the Committee.

    The periodic reports on urgent actions adopted at each session traced the general trends in the cases and the Committee’s jurisprudence on urgent actions.

    The Secretary-General’s latest report on the treaty body system highlighted the fact that due to insufficient staff resources, the Committee was facing challenges in handling urgent action requests and ensuring follow-up in a timely manner.  In addition to the chronic resource constraints, the liquidity crisis had hampered the planning and implementation of the Committee’s work.  While the Office was doing its utmost to ensure that the Committee and other treaty bodies could implement their mandates, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future. 

    Despite the challenging circumstances, the treaty body strengthening process remained active. It reached a key moment, with the adoption last December of the biennial resolution on the treaty body system by the General Assembly.  On the occasion of Human Rights Day last year, the Geneva Human Rights Platform, in cooperation with the Office and the Directorate of International Law of the Swiss Federal Department of Foreign Affairs, organised an informal meeting of the Chairs and focal points on working methods.  The meeting explored the latest developments on the treaty body system and sought to identify possible ways to improve harmonisation of procedures and brainstorm on the way forward. 

    Mr. Korkeakivi concluded by saying that the eradication and prevention of enforced disappearances demanded unwavering commitment and concerted action.  The work of the Committee was at the core of these efforts, despite the challenging circumstances.  The Office looked forward to continuing to support the Committee in implementing its imperative mandate.

    Human rights currently faced particularly vicious rhetoric.  Ideologues were using the art of reversing arguments that totalitarian movements were already practicing in the 1930s.  All those who had worked alongside the families of the disappeared were familiar with this misleading rhetoric: the disappeared were often stigmatised as nuisances to society or even as criminals.  All over the world today, the return of this madness could be seen, and with it the return of enforced disappearance, torture and executions to bring society to heel and silence all dissent.  It was important to continue to bear witness to this, and for the Committee to continue to meet and organise.

    The First World Congress on Enforced Disappearances was an extraordinary demonstration of the strength and resilience of the global movement against enforced disappearances. The families of the disappeared came in large numbers from all continents to testify and exchange their experiences, their challenges, their struggles, the adversity they faced, and the means to overcome it.  The Congress underscored the commitment of the major international non-governmental organizations and regional human rights protection organs. 

    Sixteen States came publicly to the opening to announce their commitments and pledges; 86 per cent of attendees felt that the Congress would have a direct impact on their work, while 90 per cent expressed their wish to actively contribute to the implementation of the priority actions identified during the Congress.  This week the report of the Congress would be published; it would summarise all the activities that took place there, but also all the commitments made.  It was now important that all partners organised themselves to follow up on these commitments within the year, including a significant acceleration in the pace of ratifications of the Convention to achieve near-universality within a reasonable time.  To do this, resources were needed.

    The General Assembly, in its last resolution on the Committee system, did not take into consideration the pragmatic and realistic proposals made by the treaty bodies, particularly with a view to reforming the reporting procedure.  However, all parties agreed on a necessary reform. But the States seemed undecided and were presenting difficult conditions.  The thirty-sixth official meeting of the Presidents was an opportunity for a constructive exchange with a view to reaching new proposals for action and improvements. 

    The Committee was ahead of the curve and did not have a periodic reporting system.  States must submit a report within two years of ratification.  This was the subject of constructive dialogue and concluding observations, as would be the case at this session for the Gambia, the Central African Republic and Malta. States were then called upon to come back to the Committee after a few years to take stock of the implementation of the recommendations made in the concluding observations.  Thus, at the session, the Committee would consider follow-up and additional information provided by Panama, Serbia and Belgium, as well as by Peru and Argentina, in the context of a special request, made in light of recent developments in these two countries.

    OBEIDA DABBAGH, said his brother Mazen Dabbagh, an educational advisor at the French Lycée Charles de Gaulle in Damascus, and his son Patrick, a psychology student at Damascus University, were arrested in November 2013 by Syrian Air Force intelligence. Their arrest, at first arbitrary, turned into an enforced disappearance, then into an ordeal marked by atrocious torture, as revealed by testimonies and court documents.  In 2018, the Syrian regime declared them dead, years after their disappearance, while putting forward false causes of death.  These arrests were not motivated by substantiated charges; neither Mazen nor Patrick were involved in protests against the regime, which underscored the indiscriminate and systemic brutality of a regime that preyed on entire families to establish its rule through terror.

    In November 2013, the family took steps with the Syrian, French and international authorities, including the President of the French Republic, the Minister of Foreign Affairs, as well as several parliamentarians and human rights organizations, including the Red Cross and European Union.  In 2016, in collaboration with the International Federation for Human Rights, a complaint was filed with the Paris Prosecutor’s office for crimes against humanity.  This was a turning point in the fight, allowing the French justice system to open an investigation and collect crucial testimonies, particularly from Syrian deserters.  This investigation led to an indictment order in March 2023, sending three senior Syrian regime officials to trial for complicity in crimes against humanity and war crimes.

    There were many obstacles.  In Syria, asking for news of Mazen and Patrick exposed loved ones to serious reprisals.  The Syrian regime, in addition to torture and executions, extorted the family, eventually expelling Mazen’s wife and daughter from the family home in Damascus.  But despite these hardships, Mr. Dabbagh remained committed.  Through this legal action, he wanted not only to obtain justice for Mazen and Patrick, but to participate in the global fight against the atrocities committed by the Syrian regime.  The trial held in France from 21 to 24 May 2024 against Syrian officials was a historic step forward, which would hopefully inspire other families of Syrian victims to continue their quest for justice, despite the obstacles. 

    After the fall of the Assad regime, there was hope that the new authorities would take ownership of the issue of enforced disappearances, which concerned hundreds of thousands of people, through transitional justice.  The truth must be established, justice must be done, reparation must follow, without which reconciliation between communities could not be achieved.  Mr. Dabbagh hoped that in the near future the family would be able to know the place where his brother and nephew were buried, to give them a dignified burial, and to be able to finally mourn.

    FIDELIS KANYONGOLO, Committee Expert, conveyed sincere gratitude to Mr. Dabbagh for taking the time to present his testimony and for being willing to revisit painful memories.  The testimony reinforced the heavy responsibility that lay upon the shoulders of the members of the Committee.  The concept of extra-territorial jurisdiction was particularly important in the Committee’s work.  In a world where many States continued to demonstrate reluctance to ratify the Convention, the ability of courts of willing countries to punish human rights violations was critical.  In this case, it was important to note that Syria had not ratified the Rome Statute, no resolution from the United Nations Security Council to refer the situation to the International Criminal Courts, and the domestic justice system was neither independent nor accountable.  Extra-territorial jurisdiction affirmed the idea that human rights were universal.

    Mr. Dabbagh’s testimony showed that although the legal pathways existed for invoking extra-territorial jurisdiction, many practical hurdles continued to limit its potential as a tool for its application in specific cases.  It was hoped the testimony would act as a constant reminder for the Committee that they were dealing with the lives of real people who suffered the consequences of enforced disappearances, and that opportunities existed in jurisprudence to maximise the human rights protection extended to ordinary citizens of countries.

  • MIL-OSI USA: Students Dive Into Robotics at Competition Supported by NASA JPL

    Robots built by high schoolers vied for points in a fast-moving game inspired by complex ocean ecosystems at the FIRST Robotics Los Angeles regional competition.
    High school students who spent weeks designing, assembling, and testing 125-pound rolling robots put their fast-moving creations into the ring over the weekend, facing off at the annual Los Angeles regional FIRST Robotics Competition, an event supported by NASA’s Jet Propulsion Laboratory in Southern California.
    Four of the 43 participating teams earned a chance to compete in April at the FIRST international championship tournament in Houston, which draws winning teams from across the country.
    Held March 14 to 16 at the Da Vinci Schools campus in El Segundo, the event is one of many supported by the nonprofit FIRST (For Inspiration and Recognition of Science and Technology), which pairs students with STEM professionals. Teams receive the game rules, which change every year, in January and sprint toward competition, assembling their robot based on FIRST’s specifications. The global competition not only gives students engineering experience but also helps them develop business skills with a range of activities, from fundraising for their team to marketing.
    For this year’s game, called “Reefscape,” two alliances of three teams competed for points during each 2½-minute match. That meant six robots at a time sped across the floor, knocking into each other and angling to seed “coral” (pieces of PVC pipe) on “reefs” and harvesting “algae” (rubber balls). In the final seconds of each round, teams could earn extra points if their robots were able to hoist themselves into the air and dangle from hanging cages, as though they were ascending to the ocean surface.
    The action was set to a bouncy soundtrack that reverberated through the gym, while in the bleachers there were choreographed dancing, loud cheers, pom-poms, and even some tears.
    The winning alliance was composed of Warbots from Downey’s Warren High School, TorBots from Torrance’s South High School, and West Torrance Robotics from Torrance’s West High School. The Robo-Nerds of Benjamin Franklin High in Los Angeles’ Highland Park and Robo’Lyon from Notre Dame de Bellegarde outside Lyon, France, won awards that mean they’ll also get to compete in Houston, alongside the Warbots and the TorBots.
    NASA and its Robotics Alliance Project provide grants for high school teams across the country and support FIRST Robotics competitions to encourage students to pursue STEM careers in aerospace. For the L.A. regional competition, JPL has coordinated volunteers — and provided coaching and mentoring to teams, judges, and other competition support — for 25 years.
