  • MIL-OSI Canada: More money for hands-on learning

    “We are working to set students up for success by strengthening job-focused education. This money is helping schools partner with businesses, universities and colleges to create programs that will help students hit the ground running after they graduate.”

    Career education helps students gain credits towards graduation while earning hands-on experience in fields like the trades, computer programming, health care, agriculture, culinary arts and more. These career education programs support a strong economy by helping students learn the skills they need to get in-demand jobs.

    Collegiate schools

    Collegiate schools work with businesses, universities and colleges to offer classes that give students pathways to education and careers in the job of their choice. There are 12 collegiate schools in Alberta, offering many different types of programming for grades 7-12, including aviation, graphic design, trades and more.

    If passed, Budget 2025 provides more than $21 million to school boards to help fund special classrooms like carpentry workshops, film and media rooms, science laboratories, heavy equipment simulators and aircraft hangars. Another $6 million is being invested to support the start-up costs for new collegiate schools.

    Dual-credit programs

    Budget 2025, if passed, also provides $4.6 million in 2025/26 to start new or improve existing dual-credit programs. In partnership with universities and colleges, dual-credit programs give students a head start on rewarding careers by allowing them to earn high-school and post-secondary credits at the same time. Of the $4.6 million, $550,000 is being provided by Alberta Seniors, Community and Social Services for new and improved dual-credit health care aide programs.

Our investments into career pathways for health care aides will provide opportunities for young Albertans to develop the skills they need to build a rewarding career in Alberta’s continuing care workforce.”

    Another $1.4 million is being invested to support students participating in off-campus career education programs through CAREERS. This non-profit connects students to jobs in high-demand fields, such as the trades, technology, health, forestry and agriculture.

    Budget 2025 is meeting the challenge faced by Alberta communities with continued investments in education and health, lower taxes for families and a focus on the economy.

    • If passed, Budget 2025 invests $102.4 million over three years to provide sustainable, predictable career education funding, and to increase access to career education for Alberta students.
      • This includes $8.4 million over 2026-27 and 2027-28 to raise awareness among students and families of career education programs and pathways available to Alberta students.
    • Career education in Alberta includes career and technology courses, Career and Life Management (CALM), dual-credit courses, collegiate schools, apprenticeships and off-campus education programming.

    Today, Premier Scott Moe is leading a trade mission to Germany and the United Kingdom (UK) to share Saskatchewan’s story in food, energy, and manufacturing security with global audiences. While in Germany the Premier will address delegates at Hannover Messe, the world’s leading industrial trade fair, focused on innovation, technology, and advanced manufacturing. 

    “Hannover Messe is a tremendous opportunity for Saskatchewan to connect with new potential investors in technology, sustainability, and advanced manufacturing,” Moe said. “It is more important now than ever before to diversify our export markets, create new partnerships, and attract investment. It is thanks to these efforts that we can be more resilient to market risks and trade barriers.”

    The Saskatchewan Trade & Export Partnership (STEP) is leading a delegation of Saskatchewan-owned businesses, organizations, and higher education institutions including Hydraulitechs, a Saskatoon-based manufacturer of hydraulic equipment for heavy duty industry repair shops will be joining the Premier. Over the last five years, they have exported around 250 machines to more than 30 countries.

    “We will participate in Hannover Messe in search of reliable, strategic partners in Europe, Australia, South America, and Africa to establish our distributorship programs to access our customers directly and diversify our export markets,” General Manager of Hydraulitechs, Abe Eazabi said. “We are making a good name in the hydraulic repair industry around the world and exposure in Hannover will help us to raise awareness about our brand and the products we offer. During this trade show, we have specifically arranged meetings with potential partners from Eastern and Western Europe.”

    In 2024, the province’s exports totaled $415 million to Germany, with key exports including uranium and canola seeds. In the UK, exports totaled $596.5 million, with key exports being uranium, wheat, and lentils.

    “Hannover Messe will provide us insight into innovations that will enhance our manufacturing processes and technologies in the future,” Business Development Manager of Dumur Industries, Derek Dreger, said.  “By speaking with vendors and suppliers active in international markets we gain valuable marketplace intel, and form relationships with potential collaborators.  This show will provide critical insights and partnership opportunities.”

    In the UK, Premier Moe will deliver a keynote address to the London Stock Exchange centered around the successful issuance of the province’s most recent $1 billion USD bond. 

    The Government of Saskatchewan has offices in both Germany and the UK. These offices work to diversify the province’s export markets, attract investment and support engagement across the two countries and the broader European Union.

    The mission will run from March 28 to April 3, 2025.

    Import ban of cattle, pigs, sheep, and deer from Austria to protect farmers

    The government has stepped up measures to prevent the spread of foot and mouth disease (FMD).

    The government has stepped up measures to prevent the spread of foot and mouth disease (FMD), following a further confirmed case in Hungary, close to the Austrian border.  

    Due to the proximity of the new Hungarian case to the Austrian border, the decision has been made to suspend the commercial import from Austria of cattle, pigs, sheep, goats, wild ruminants and porcines (including deer and wild boar), and their untreated products such as fresh meat and dairy.   

    The UK Government had already taken action to suspend the commercial import of these products from Slovakia, Hungary and Germany.   

    Action is already underway with local authorities and traders to address possible risks from goods on the way to GB. Such goods must be pre-notified and wider border systems in place will prevent consignments entering GB.  

    In addition, travellers can no longer bring meat, meat products, milk and dairy products, certain composite products and animal by products of pigs and ruminants (including non-domestic species), or hay or straw, from Austria.  

    This is in addition to the action already taken by the UK Government to prevent the personal import of these products from Germany, Hungary and Slovakia to Great Britain.

    The UK Chief Veterinary Officer is urging livestock keepers to remain vigilant to the clinical signs of FMD following the recent outbreaks in Hungary and Germany. There are no cases in the UK currently.  

    FMD poses no risk to human or food safety, but is a highly contagious viral disease of cattle, sheep, pigs and other cloven-hoofed animals such as wild boar, deer, llamas and alpacas. Livestock keepers should therefore be absolutely rigorous about their biosecurity.  

    FMD causes significant economic losses due to production losses in the affected animals as well as loss of access to foreign markets for animals, meat and milk for affected countries.    

    UK Chief Veterinary Officer Christine Middlemiss said:  

    Following the detection of a second foot and mouth disease case in Hungary, with a restriction area crossing the border into Austria, we have taken action to prevent the commercial import of potentially risky goods from Austria.  

    I would urge livestock keepers to continue exercising the upmost vigilance for signs of disease, ensure scrupulous biosecurity is maintained and to report any suspicion of disease immediately to the Animal and Plant Health Agency.

    Farming Minister Daniel Zeichner said:

    We will continue to protect our nation’s farmers from the risk posed by foot and mouth disease.  

    This is why we have acted immediately to impose import restrictions on Austria, we will continue to keep the situation under review and will not hesitate to add additional countries to the list if the disease continues to spread further.

    What you can do    

    If you’re an animal keeper, read about how to spot foot and mouth disease and report it.    

    If you’re an importer or exporter, read about the import restrictions for foot and mouth disease.   

    Clinical signs to be aware of vary depending on the animals, but in cattle the main signs are sores and blisters on the feet, mouth and tongue with potentially a fever, lameness and a reluctance to feed. In sheep and pigs, signs tend to manifest with lameness with potential for blistering.      

    While horses and companion animals are not susceptible to FMD, hay feed or straw bedding, if sourced from an infected area, could act as a fomite and therefore also prevented from entering GB.  

    Maintaining good biosecurity is essential to protecting the health and welfare of herds and critical to preventing the spread of diseases such as FMD and preventing an outbreak spreading.    

    Foot and mouth disease is a notifiable disease and must be reported. If you suspect foot and mouth disease in your animals, you must report it immediately by calling:

    • your local  Field Services Office in Scotland

    The 6th International Arctic Forum “The Arctic: Territory of Dialogue” was held in Murmansk on March 26–27. The organizer was the Roscongress Foundation with the support of the Russian Government.

    “The International Arctic Forum “The Arctic: Territory of Dialogue” – 2025 was attended by about 1.3 thousand participants and media representatives from 21 countries, as well as about 230 representatives of Russian and foreign businesses from more than 110 companies. The business program included 20 events with the participation of more than 150 speakers. The forum turned out to be truly international and significant. At the plenary session, the President of the Russian Federation Vladimir Vladimirovich Putin announced a number of fundamental decisions for the socio-economic development of the Arctic. The most important task of the IAF is to discuss current problems that the Government of Russia, federal ministries and regions must jointly solve for the successful operation of enterprises, improving the standard of living of people, supporting the territories as a whole,” emphasized Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev.

    The IAF has become a platform for international dialogue on issues such as the development of the Northern Sea Route, increasing the investment and entrepreneurial potential of the Arctic zone, as well as environmental issues, humanitarian and cultural cooperation.

    “Right now, the Arctic is becoming a territory of opportunities for the entire country. Given the revision of traditional technological chains, given participation in large-scale Arctic projects, huge prospects are opening up for enterprises across the country and creative, artistic people. The development of the Northern Sea Route as the main transport artery in the Arctic, the construction of new railway approaches to northern ports will also have a multiplier effect for the entire country. Within the framework of the upcoming major international forums, including the St. Petersburg International Economic Forum and the Eastern Economic Forum in Vladivostok, the Arctic theme will be taken into account and allocated to a separate block of the business program of events,” said Anton Kobyakov, Advisor to the President of Russia, Executive Secretary of the Organizing Committee for the Preparation and Holding of the International Arctic Forum “The Arctic – Territory of Dialogue”.

    One of the central topics of the forum was the discussion of state policy in the Arctic, aimed at the comprehensive development of the Far North and the growth of the well-being of the region’s residents.

    “The mechanisms of state support need to be improved for the accelerated development of the macro-region, the implementation of investment projects, and the improvement of the quality of life of people. Based on the results of the implementation of the first stage of the Arctic development strategy until 2035, proposals will be prepared to update this fundamental document,” said Minister for the Development of the Far East and Arctic Alexey Chekunkov at a joint meeting of the State Council commissions on the development of the Arctic and the Northern Sea Route.

    The forum was held under the motto “Live in the North!” The event brought together representatives of federal and regional authorities, businesses and the expert community.

    “Our strategic plan is “Live in the North!” This is the motto of today’s forum. For us, this is a plan in addition to national projects. Clear, worked out with people, designed, aimed at ensuring investment growth and, of course, increasing people’s incomes and their quality of life,” noted Murmansk Region Governor Andrei Chibis during a meeting with Russian President Vladimir Putin as part of the MAF.

    Business program

    The business program of the forum included 20 sessions divided into four thematic blocks: “The Arctic and the NSR: how to win in the competitive struggle of world routes”, “The Arctic and the NSR: a pole for attracting investments”, “The Arctic and the NSR: development of key settlements”, “International cooperation and ecology”. More than 150 speakers took part in the discussions.

    The forum included a joint meeting of the State Council commissions on the development of the Arctic and the Northern Sea Route, which united five State Council commissions – in the areas of “Northern Sea Route and the Arctic”, “International Cooperation and Export”, “Energy”, “Youth and Children”, and “Efficient Transport System”.

    The session “The Arctic: Bridges of Cooperation between Peoples and States” summed up the results of the VIII International Scientific and Practical Conference “The Universe of the Polar Bear: Effective Cooperation in the Arctic”.

    Also, for the first time, the MAF hosted a special session dedicated to the role of women in the development of northern regions – the “Arctic Living Room”.

    Plenary session

    The key event of the forum was the plenary session with the participation of Russian President Vladimir Putin.

    “Development of the Russian North, overcoming the challenges of harsh nature, the state’s entry into new promising frontiers – these tasks inspired many generations of our ancestors: sailors and Novgorod merchants of the Middle Ages, Arctic pioneers of the 16th and 17th centuries, industrialists of the 18th and 19th centuries, scientists, polar explorers, engineers, workers of the Soviet Union, teams of companies of modern Russia, which launched large Arctic projects in the early 2000s. And today, the northern vector of development is in the foreground, it is our sovereign, historical choice. And this means that the tasks that we set and solve in the Arctic, the projects that we implement here, must be of an appropriate, historical scale, with an expectation of decades, maybe even centuries. We will do everything to strengthen Russia’s global leadership in the Arctic, and, despite all the current difficulties and complexities, we will ensure the comprehensive development of this region and create a solid foundation for future generations,” the head of state noted.

    Participants

    The forum brought together about 1.3 thousand participants and media representatives from 21 countries, including Russia (Argentina, Great Britain, Venezuela, Vietnam, Germany, India, Kazakhstan, Qatar, China, UAE, Republic of Belarus, Republic of Korea, Russia, USA, Serbia, Singapore, Turkey, Finland, France, Switzerland, Japan).

    The forum was attended by Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, Presidential Adviser and Special Representative of the President for International Cooperation in Transport Igor Levitin, Presidential Aide Alexei Dyumin, Presidential Aide Nikolai Patrushev, and Presidential Adviser Anton Kobyakov.

    The forum was attended by Deputy Prime Minister Vitaly Savelyev and Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev, Presidential Plenipotentiary Representative in the Northwestern Federal District Alexander Gutsan, Presidential Plenipotentiary Representative in the Siberian Federal District Anatoly Seryshev, Minister for the Development of the Far East and Arctic Alexey Chekunkov and Minister of Industry and Trade Anton Alikhanov.

    The forum participants included seven heads of federal services and agencies and ten heads of constituent entities of the Russian Federation.

    The Chairman of the Committee of Senior Arctic Officials, Norwegian diplomat Morten Höglund, addressed the forum participants with a video message. In addition, the forum site was visited by the Ambassador Extraordinary and Plenipotentiary of the Republic of Korea Lee Do-hoon.

    The forum brought together about 230 representatives of Russian and foreign businesses from more than 110 companies.

    Media

    The forum was attended by 305 media representatives from Russia and nine foreign countries (Great Britain, Venezuela, Vietnam, Germany, Qatar, Serbia, Turkey, Finland, France).

    Agreements

    Nine agreements were signed at MAF-2025:

    ● PJSC Rosseti North-West, JSC Rosseti Scientific and Technical Center and the Novosibirsk State University of Architecture and Civil Engineering signed a strategic partnership agreement;

    ● JSC Far East and Arctic Development Corporation signed an agreement on information interaction with the Association of Tour Operators of Russia, as well as with JSC Arsenal on cooperation in the extraction and enrichment of rare metal ores in the Murmansk region within the framework of the Kulyok – Rare Earths project with a total investment volume of 10 billion rubles;

    ● The Federal Agency for Nationalities Affairs and PJSC Mining and Metallurgical Company Norilsk Nickel signed an additional cooperation agreement;

    ● a cooperation agreement was signed between the Government of the Republic of Karelia and Vodohod LLC;

    ● the Ministry of Property Relations of the Murmansk Region and the public-law company Roskadastr signed an agreement on the implementation of the pilot project “Involvement of real estate objects in economic circulation in the Murmansk Region”;

    ● the government of the Murmansk region and the Avito company signed a cooperation agreement;

    ● the government of the Murmansk region, Sberbank of Russia PJSC and the V.A. Almazov National Medical Research Center signed a cooperation agreement;

    ● The Arkhangelsk Region Government and the United Volunteer Center of the Murmansk Region signed an agreement on cooperation in the development of volunteerism and strengthening cooperation in the regions of the Arctic zone, scaling up practices to support the wives of military personnel in the Northern Fleet.

    Sports program

    The sports program included eight events. The Plenipotentiary Representative of the President of Russia in the Northwestern Federal District Alexander Gutsan and the Governor of the Murmansk Region Andrei Chibis took part in the ceremonial event dedicated to the 90th Festival of the North. The program of competitions, which will last until mid-April, included cross-country skiing, biathlon, speed skating and alpine skiing, bandy and others.

    For the forum participants, Arctic team building, exercise in ties, ice floating, alpine skiing and snowboarding, snow fights, as well as an introduction to traditional sports of the peoples of the North were organized.

    The forum included a presentation of the Arctic Mosaic sports, health and strength festival, which will be held annually in different regions of the Arctic zone. Under the auspices of the MAF, the IV All-Russian Arctic Games were held in Salekhard and Labytnangi, the program of which included nine sports.

    The final and largest event of the MAF-2025 sports program will be the 51st Murmansk Ski Marathon. On March 29 and 30, 2.5 thousand athletes will take to the start line of the 25 km and 50 km races at the Dolina Uyuta sports complex. The marathon participants will be Olympic winners and medalists Nikita Kryukov, Alexey Petukhov, Maxim Vylegzhanin and Alexander Bessmertnykh.

    Cultural program

    The cultural program included the opening of the Taste of the Arctic gastrofestival, where a joint team of restaurateurs and chefs from the subjects of the Russian Arctic zone presented a menu of regional cuisine. The Sami Village and the Taste the North ice bar operated on the site. There was also an Arctic crafts fair.

    The Murmansk Regional Museum of Local History offered the forum participants excursions that told about the uniqueness of the Murmansk Region. Thematic exhibitions were timed to coincide with the MAF. Among them was an exhibition of paintings dedicated to the development of the Arctic and the Northern Sea Route, from the collections of the Murmansk Regional Art Museum.

    There was also a ceremony of donating works of art to the Murmansk Region and the opening of the exhibition “H2O. Art about water and more…”. Seven paintings and three sculptures were donated to the Murmansk Regional Art Museum from the Siyanie Contemporary Art Center and the collections of Vladimir Nekrasov and Andrey Malakhov.

    In addition, forum participants were able to take a tour of the icebreaker Lenin, the world’s first vessel with a nuclear power plant, which provided navigation along the Northern Sea Route for about 30 years. The icebreaker has guided thousands of ships through the Arctic and traveled a total of 654,400 nautical miles. It has now become a calling card of the Murmansk Region and one of the most visited tourist sites in the Kola North.

    The Murmansk Drama Theatre hosted an “Art Cocktail”, during which the audience saw the play “Prologue to the Murmansk Region” and a concert by the Pacific Fleet ensemble.

    On March 30, a creative evening of People’s Artist of Russia Alexander Oleshko “Set the Mood” will take place.

    Project “Soul of Russia. Arctic”

    As part of the project, seven films were screened in partnership with Roskino, including the films North Pole and Village of Widows, which were dedicated to the Year of Defender of the Fatherland and the 80th anniversary of Victory in the Great Patriotic War.

    Creative meetings “Inspired by the Arctic” were held, during which viewers met with the production designer of the Soyuzmultfilm studio, creator of the animated series “Umka” Anna Popova, director of the film “North Pole” Alexander Kott, scriptwriter and producer of the film “Widows’ Village” Olga Martisova.

    During the children’s program “Arctic Film Vacations” they showed “The Best Episodes of Soyuzmultfilm Series” and “Warm Animation from Soyuzmultfilm”.

    The business program included a session entitled “The Northern Creative Path: A Territory of Business Opportunities,” where the contribution of creative industries to the economic growth of the northern territories, the use of the wealth of national cultural traditions to create unique brands, and other issues were discussed.

    Expert and analytical support

    The Roscongress Foundation’s information and analytical system continued to develop the Summary service, which uses artificial intelligence to obtain brief analytical summaries of discussions with descriptions of key conclusions, problems, and solutions voiced during the discussions.

    Based on the results of the forum, an analytical report “Results of the International Arctic Forum 2025” will be prepared, which will be available in electronic form in the information and analytical system of the Roscongress Foundation roscongress.org.

    In January 2025, while doing research at the Vatican archives, I heard Pope Francis’ Sunday prayers in St. Peter’s Square. The pope reflected on the ceasefire that had just gone into effect in Gaza, highlighting the role of mediators, the need for humanitarian aid, and his hope for a two-state solution.

    “Let us pray always for tormented Ukraine, for Palestine, Israel, Myanmar, and all the populations who are suffering because of war,” he concluded. “I wish you all a good Sunday, and please, do not forget to pray for me. Enjoy your lunch, and arrivederci!”

    A few weeks later, Francis was admitted to the hospital, where he remained for more than a month, receiving treatment for double pneumonia.

    In those weeks of uncertainty, I thought back to the pope’s words that Sunday afternoon. They encapsulate Francis’ image: a spiritual leader using his influence to try to bring peace. He is also a down-to-earth man who wishes you “buon appetito.”

    Francis does not fear addressing contemporary politics, unlike many of his predecessors. And some popes have closed their eyes to not just current events but past ones: learning and history that threatened their vision of the church.

    As a medievalist, I appreciate Francis’ contrasting approach: a religious leader who embraces history and scholarship, and encourages others to do the same – even as book bans and threats to academic freedom mount.

    Infamous index

    For 400 years, the Catholic Church famously maintained the Index Librorum Prohibitorum, a long list of banned books. First conceived in the 1500s, it matured under Pope Paul IV. His 1559 index counted any books written by people the church deemed heretics – anyone not speaking dogma, in the widest sense.

    Even before the index, church leaders permitted little flexibility of thought. In the decades leading up to it, however, the church doubled down in response to new challenges: the rapid spreading of the printing press and the Protestant Reformation.

    The Catholic Counter-Reformation, which took shape at the Council of Trent from 1545-1563, reinforced dogmatism in its effort to rebuke reformers. The council decided that the Vulgate, a Latin translation of the Bible, was enough to understand scripture, and there was little need to investigate its original Greek and Hebrew version.

    Bishops and the Vatican began producing lists of titles that were forbidden to print and read. Between 1571-1917, the Sacred Congregation of the Index, a special unit of the Vatican, investigated writings and compiled the lists of banned readings approved by the pope. Catholics who read titles on the Index of Forbidden Books risked excommunication.

    In 1966, Pope Paul VI abolished the index. The church could no longer punish people for reading books on the list but still advised against them, as historian Paolo Sachet highlights. The moral imperative not to read them remained.

    Historian J.M de Bujanda has completed the most comprehensive list of books forbidden across the ages by the Catholic Church. Its authors include astronomer Johannes Kepler and Galileo, as well as philosophers across centuries, from Erasmus and René Descartes to feminist Simone de Beauvoir and existentialist Jean-Paul Sartre. Then there are the writers: Michel de Montaigne, Voltaire, Denis Diderot, David Hume, historian Edward Gibbon and Gustave Flaubert. In sum, the index is a who’s who of science, literature and history.

    Love of humanities

    Compare that with a letter Francis published on Nov. 21, 2024, emphasizing the importance of studying church history – particularly for priests, to better understand the world they live in. For the pope, history research “helps to keep ‘the flame of collective conscience’ alive.”

    The pope advocated for studying church history in a way that is unfiltered and authentic, flaws included. He emphasized primary sources and urged students to ask questions. Francis criticized the view that history is mere chronology – rote memorization that fails to analyze events.

    In 2019, Francis changed the name of the Vatican Secret Archives to the Vatican Apostolic Archives. Though the archives themselves had already been open to scholars since 1881, “secret” connotes something “revealed and reserved for a few,” Francis wrote. Under Francis, the Vatican opened the archives on Pope Pius XII, allowing research on his papacy during World War II, his knowledge of the Holocaust and his general response toward Nazi Germany.

    In addition to showing respect for history, the pope has emphasized his own love of reading. “Each new work we read will renew and expand our worldview,” he wrote in a letter to future priests, published July 17, 2024.

    Today, he continued, “veneration” of screens, with their “toxic, superficial and violent fake news” has diverted us from literature. The pope shared his experience as a young Jesuit literature instructor in Santa Fe, then added a sentence that would have stupefied “index popes.”

    “Naturally, I am not asking you to read the same things that I did,” he stated. “Everyone will find books that speak to their own lives and become authentic companions for their journey.”

    Citing his compatriot, the novelist Jorge Luis Borges, Francis reminded Catholics that to read is to “listen to another person’s voice. … We must never forget how dangerous it is to stop listening to the voice of other people when they challenge us!”

    When Francis dies or resigns, the Vatican will remain deeply divided between progressives and conservatives. So are modern democracies – and in many places, the modern trend leans toward nationalism, fascism and censorship.

    But Francis will leave a phenomenal rebuttal. One of the pope’s greatest achievements, in my view, will have been his engagement with the humanities and humanity – with a deep understanding of the challenges it faces.

    Research Question

    The term structure of interest rates, i.e. the representation of the interest rates in dependence of the maturity, may have a complex course. Usually, it is increasing, meaning rates (per year) are higher for longer maturities. Depending on the horizon, the term structure can be modelled with a different number of parameters. The representation with more parameters increases the precision, but also increases the complexity, which may hamper the search for closed-form solutions for relevant variables. How many parameters are therefore optimal for which purpose and application?

    Contribution

    We present a model for the term structure of interest rates that depends on two parameters, namely one parameter for the short-term interest level and one parameter for the slope. This model makes it possible to derive closed-form solutions for important values of risk management (present value, duration and convexity) and we give a new interpretation to the convexity, namely as the sensitivity of a bond with respect to the slope of the term structure.

    Results

    In our study of Germany (period 1975-2023), we show empirically that the term structure of German government bonds can be well described by the presented model if the horizon is about one year (or longer). In different applications, we estimate the contribution of maturity transformation to the German banks’ interest income to about 12% and we deduce an estimate for the probability of the interest hike in 2022/23.

    Compared with January 2025:

    • median consumer perceptions of inflation over the previous 12 months decreased, while median inflation expectations for the next 12 months and for three years ahead remained unchanged;
    • expectations for nominal income growth over the next 12 months increased, while expectations for spending growth over the next 12 months decreased;
    • expectations for economic growth over the next 12 months became more negative, while the expected unemployment rate in 12 months’ time increased;
    • expectations for growth in the price of homes over the next 12 months remained unchanged, while expectations for mortgage interest rates 12 months ahead declined.

    Inflation

    The median rate of perceived inflation over the previous 12 months decreased in February to 3.1%, from 3.4% in January. This is its lowest level since September 2021. Median expectations for inflation over the next 12 months were unchanged at 2.6%, as were those for inflation three years ahead at 2.4%. Inflation expectations at the one-year and three-year horizons thus remained below the perceived past inflation rate. Uncertainty about inflation expectations over the next 12 months decreased slightly in February to its lowest level since January 2022. While the broad evolution of inflation perceptions and expectations remained relatively closely aligned across income groups, over the previous year and a half inflation perceptions and expectations for lower income quintiles were, on average, slightly above those for higher income quintiles. Younger respondents (aged 18-34) continued to report lower inflation perceptions and expectations than older respondents (those aged 35-54 and 55-70), albeit to a lesser degree than in previous years.     Income and consumption

    Consumers’ nominal income growth expectations over the next 12 months increased to 1.0% in February from 0.9% in January. Perceived nominal spending growth over the previous 12 months decreased further to 4.9% in February, from 5.1% in January and 5.2% in December. This decrease was observed across most income groups. Expected nominal spending growth over the next 12 months also decreased to 3.5% in February, the same value as in December, from 3.6% in January. (Income and consumption results)

    Economic growth and labour market

    Economic growth expectations for the next 12 months were more negative, standing at -1.2%, compared with -1.1% in January, but still above the December value of -1.3%. Expectations for the unemployment rate 12 months ahead increased to 10.5%, the same as in December, from 10.4% in January. Consumers continued to expect the future unemployment rate to be only slightly higher than the perceived current unemployment rate (10.0%), implying a broadly stable labour market. Expectations for both economic growth and the unemployment rate remained broadly stable in the previous fourth months, fluctuating within a narrow range. (Economic growth and labour market results)

    Housing and credit access

    Consumers expected the price of their home to increase by 3.0% over the next 12 months, which was unchanged from January. Households in the lowest income quintile continued to expect higher growth in house prices than those in the highest income quintile (3.5% and 2.7% respectively). Expectations for mortgage interest rates 12 months ahead declined slightly to 4.4% from 4.5%. As in previous months, the lowest income households expected the highest mortgage interest rates 12 months ahead (5.0%), while the highest income households expected the lowest rates (3.9%). The net percentage of households reporting a tightening (relative to those reporting an easing) in access to credit over the previous 12 months declined, as did the net percentage of those expecting a tightening over the next 12 months.     Under Article 25 of the Schengen Borders Code[1] Member States may temporarily reintroduce internal border control in response to serious threats to public policy or internal security. Regulation (EU) 2024/1717[2] has amended the Schengen Borders Code, providing clearer deadlines and stricter monitoring and reporting obligations for both Member States and the Commission.

    The Commission, through the Schengen Coordinator, is in close contact with all the Member States that have reintroduced internal border control, and the Member States affected by them.

    Under Article 27 of the Schengen Borders Code the Commission may, on its own initiative, or shall, at the request of a Member State directly affected by internal border control, establish a consultation process.

    In addition, any Member State may issue an opinion if it has concerns as regards the necessity or proportionality of a reintroduction or prolongation of internal border control.

  • MIL-OSI Europe: Netherlands launches fund to accommodate excellent international scientists

    Excellent international scientists who want to continue their work in the Netherlands are welcome in our country. That is the message that Minister of Education, Culture and Science Eppo Bruins is eager to communicate with the world. He has asked the Dutch Research Council (NWO) to set up a programme to attract the best scientists to the Netherlands as soon as possible. Today, Mr Bruins formally stated his intentions in a letter to the House of Representatives.

    Leading scientists

    Minister Bruins: “The world is changing. Tensions are on the rise. We are seeing an increase in the number of scientists looking for another place to continue their work. I want more top international scientists to do so here in the Netherlands. After all, leading scientists are of immense value to the Netherlands and to Europe as a whole.”

    A new NWO fund

    Mr Bruins has asked the Dutch Research Council to establish a new fund as soon as possible to encourage outstanding researchers and talented scientists to come to the Netherlands to pursue their ambitions. For example, a financial package could be made available in the form of a grant. The aim is to ensure that scientists have the resources to live and work in the Netherlands and continue their research at a Dutch knowledge institution.

    Details of the fund have yet to take shape, but the minister is eager to announce it at this early stage to scientists who are currently considering the next step in their career. It is important that they include the Netherlands in their deliberations. Other European countries such as France, Germany, Spain and Belgium are also taking initiatives to bring leading international scientists into the fold.

    Truly international

    A number of guiding principles of the fund have already been made clear. Eligibility is not restricted to Dutch nationals working abroad. Mr Bruins wants to open up the scheme to the full spectrum of top international talent, regardless of nationality. He also wants the fund to launch as soon as possible, sending a strong signal that leading researchers are welcome in the Netherlands. The ambition is that the fund will bring several dozen top scientists to the Netherlands. In close consultation with the Dutch Research Council, the minister expects to clarify the financial details in the coming weeks, along with the start date for the fund and the exact conditions that candidates will have to meet.

  • MIL-OSI Global: Foreign aid cuts could mean 10 million more HIV infections by 2030 – and almost 3 million extra deaths

    In January, the Trump administration ordered a broad pause on all US funding for foreign aid.

    Among other issues, this has significant effects on US funding for HIV. The United States has been the world’s biggest donor to international HIV assistance, providing 73% of funding in 2023.

    A large part of this is the US President’s Emergency Plan for AIDS Relief (PEPFAR), which oversees programs in low- and middle-income countries to prevent, diagnose and treat the virus. These programs have been significantly disrupted.

    What’s more, recent funding cuts for international HIV assistance go beyond the US. Five countries that provide the largest amount of foreign aid for HIV – the US, the United Kingdom, France, Germany and the Netherlands – have announced cuts of between 8% and 70% to international aid in 2025 and 2026.

    Together, this may mean a 24% reduction in international HIV spending, in addition to the US foreign aid pause.

    We wanted to know how these cuts might affect HIV infections and deaths in the years to come. In a new study, we found the worst-case scenario could see more than 10 million extra infections than what we’d otherwise anticipate in the next five years, and almost 3 million additional deaths.

    What is HIV?

    HIV (human immunodeficiency virus) is a virus that attacks the body’s immune system. HIV can be transmitted at birth, during unprotected sex or thorough blood-to-blood contact such as shared needles.

    If left untreated, HIV can progress to AIDS (acquired immunodeficiency syndrome), a condition in which the immune system is severely damaged, and which can be fatal.

    HIV was the world’s deadliest infectious disease in the early 1990s. There’s still no cure for HIV, but modern treatments allow the virus to be suppressed with a daily pill. People with HIV who continue treatment can live without symptoms and don’t risk infecting others.

    A sustained global effort towards awareness, prevention, testing and treatment has reduced annual new HIV infections by 39% (from 2.1 million in 2010 to 1.3 million in 2023), and annual deaths by 51% (from 1.3 million to 630,000).

    Most of that drop happened in sub-Saharan Africa, where the epidemic was worst. Today, nearly two-thirds of people with HIV live in sub-Saharan Africa, and nearly all live in low- and middle-income countries.

    Our study

    We wanted to estimate the impact of recent funding cuts from the US, UK, France, Germany and the Netherlands on HIV infections and deaths. To do this, we used our mathematical model for 26 low- and middle-income countries. The model includes data on international HIV spending as well as data on HIV cases and deaths.

    These 26 countries represent roughly half of all people living with HIV in low- and middle income countries, and half of international HIV spending. We set up each country model in collaboration with national HIV/AIDS teams, so the data sources reflected the best available local knowledge. We then extrapolated our findings from the 26 countries we modelled to all low- and middle-income countries.

    For each country, we first projected the number of new HIV infections and deaths that would occur if HIV spending stayed the same.

    Second, we modelled scenarios for anticipated cuts based on a 24% reduction in international HIV funding for each country.

    Finally, we modelled scenarios for the possible immediate discontinuation of PEPFAR in addition to other anticipated cuts.

    With the 24% cuts and PEPFAR discontinued, we estimated there could be 4.43 million to 10.75 million additional HIV infections between 2025 and 2030, and 770,000 to 2.93 million extra HIV-related deaths. Most of these would be because of cuts to treatment. For children, there could be up to an additional 882,400 infections and 119,000 deaths.

    In the more optimistic scenario in which PEPFAR continues but 24% is still cut from international HIV funding, we estimated there could be 70,000 to 1.73 million extra new HIV infections and 5,000 to 61,000 additional deaths between 2025 and 2030. This would still be 50% higher than if current spending were to continue.

    The wide range in our estimates reflects low- and middle-income countries committing to far more domestic funding for HIV in the best case, or broader health system dysfunction and a sustained gap in funding for HIV treatment in the worst case.

    Some funding for HIV treatment may be saved by taking that money from HIV prevention efforts, but this would have other consequences.

    The range also reflects limitations in the available data, and uncertainty within our analysis. But most of our assumptions were cautious, so these results likely underestimate the true impacts of funding cuts to HIV programs globally.

    Sending progress backwards

    If funding cuts continue, the world could face higher rates of annual new HIV infections by 2030 (up to 3.4 million) than at the peak of the global epidemic in 1995 (3.3 million).

    Sub-Saharan Africa will experience by far the greatest effects due to the high proportion of HIV treatment that has relied on international funding.

    In other regions, we estimate vulnerable groups such as people who inject drugs, sex workers, men who have sex with men, and trans and gender diverse people may experience increases in new HIV infections that are 1.3 to 6 times greater than the general population.

    The Asia-Pacific received US$591 million in international funding for HIV in 2023, which is the second highest after sub-Saharan Africa. So this region would likely experience a substantial rise in HIV as a result of anticipated funding cuts.

    Notably, more than 10% of new HIV infections among people born in Australia are estimated to have been acquired overseas. More HIV in the region is likely to mean more HIV in Australia.

    But concern is greatest for countries that are most acutely affected by HIV and AIDS, many of which will be most affected by international funding cuts.

    Prominent Chinese filmmaker Jiang Wen will chair the seven-member jury, organizers revealed at a press conference in Beijing on March 27.

    Jiang, known for his award-winning works “In the Heat of the Sun” (1994) and “Let the Bullets Fly” (2010), also gained international recognition for his role as Baze Malbus in “Rogue One: A Star Wars Story” (2016).

    His experience includes serving as a competition juror at the Cannes International Film Festival in 2003 and the Venice International Film Festival in 2013. In 2017, Jiang became a member of the Academy of Motion Picture Arts and Sciences. The following year, he presided as jury president at the Shanghai International Film Festival.

    The BJIFF’s Tiantan Award main competition jury will include Chinese American director and actor Joan Chen, British director David Yates, Chinese mainland actor Ni Ni, Finnish director Teemu Nikki, Swiss director and actor Vincent Perez, and Chinese art director Tim Yip from China’s Hong Kong. The panel will select winners across 10 categories, including best feature film, best director and best screenplay. All awards will be presented at the festival’s closing ceremony and gala.

    The competition received a record 1,794 feature film submissions from 103 countries and regions, marking a 19% increase over last year’s 1,509 entries. International submissions accounted for 1,608 films, comprising nearly 90% of all entries and reflecting exceptional diversity in genre and thematic scope.

    Fifteen films have been shortlisted for the final competition, including three Chinese entries: Hao Ming and Li Peiran’s “Better Me, Better You,” Li Yongyi’s “Deep in the Mountains,” and Zhang Qi’s “Trapped.”

    The festival is supported by the China Film Administration and hosted by the Beijing municipal government and China Media Group. It will include star-studded opening and closing ceremonies featuring red-carpet shows.

    The festival’s core forums will delve into key topics, including intellectual property development, industry innovation, audience-driven storytelling and emerging film technologies. Additionally, the event will offer masterclasses conducted by acclaimed directors Jiang Wen and Jia Zhangke, along with French cinema icon Isabelle Huppert.

    The festival also includes the Beijing Film Panorama, a highly anticipated program showcasing nostalgic classics, new blockbusters and previously unreleased films in China. This year, it will celebrate the 120th anniversary of Chinese cinema and the 130th anniversary of world cinema.

    It will feature 18 thematic sections with nearly 300 exceptional international films across about 900 screenings at 33 premium venues in the Beijing-Tianjin-Hebei region. These venues span commercial theaters, arthouse cinemas and cultural spaces. Initial confirmed films include a Robert Altman centenary retrospective, as well as works by Jiri Menzel, Andrei Tarkovsky and the late David Lynch.

    The OSCE has presented a new resource on virtual assets, Decoding Crypto Crime: A Guide for Law Enforcement , at the Interpol Virtual Assets Summit in Lyon, France, on 27 March. The guide will support law enforcement officers, prosecutors, tax and forensic specialists and other key stakeholders in navigating the complex world of virtual assets.
    Developed in collaboration with a team of experts, the guide was reviewed by the INTERPOL Financial Crime and Anti-Corruption Centre (IFCACC) and European Cybercrime Centre (EC3). It provides clear and actionable insights on a wide range of topics, including an introduction to virtual assets, common types of crypto crime and scams, investigation techniques leveraging blockchain analytic tools, good practices in assisting victims and raising public awareness, and the role international co-operation plays in combating crypto crime.
    “The guide is written in simple, easy-to-understand language and aims to bridge the knowledge gap between law enforcement and the rapidly evolving world of virtual assets,” said Vera Strobachova-Budway, Senior Economic Officer and Head of the Economic Governance Unit at the OSCE. “It is a valuable resource for anyone involved in the investigation, prosecution, or prevention of crypto crime and those who want to better understand it.”

  • MIL-OSI Europe: EUAA provides targeted operational support to ten Member States where protection systems are under pressure

    The EUAA is providing operational support to 10 Member States: Belgium, Bulgaria, Cyprus, Germany, Greece, Italy, Malta, the Netherlands, Romania and Spain. The EUAA’s support covers different facets of asylum, reception, relocation and temporary protection, and comes as the EU and its Member States prepare to implement the Pact on Migration and Asylum.

    The European Union Agency for Asylum (EUAA), which has operations in 10 Member States, has recently signed amended or new Operational Plans with eight of these countries. The new plans build on a years-long work to streamline and standardise the support the Agency provides to Member States, while also ensuring national authorities benefit from effective EU support. With the signatures of these plans, the EUAA continues to provide targeted support to Member States where protection systems are under pressure, either as the result of being at the forefront of migration flows, or because they need to cope with applications stemming from secondary movements.

    Together with Spain and Germany, where the operational support was agreed on in 2023 and 2024, respectively; the EUAA is now present on the ground in 10 Member States and will deploy around 1 500 personnel throughout 2025. Separately, the Agency has closed its operations in Austria, Lithuania and Slovenia last year.

    • Support to Asylum

    The EUAA is expanding its operational support in Belgium, with new support provided to the national asylum system. The Agency plan includes support with access to the asylum procedure and the processing of Dublin cases, and with processing applications. The Agency will deploy up to 66 personnel in support of asylum processes and procedures in Belgium.

    In Bulgaria, the Agency will help the national authorities develop and implement more standardised approaches to asylum processes. Building on previous work, the EUAA will also expand its support to the digitisation of case management files, thereby leading to more efficient processes. The Agency will deploy up to 12 personnel to assist with asylum processes in Bulgaria. In Romania, and building on its existing support, the EUAA will begin working to strengthen Romania’s capacity to handle the specific protection needs of unaccompanied minors.

    In Cyprus, the EUAA will continue to support both the asylum and reception systems of the country, including workflows relating to access to the procedure and the processing of asylum applications, as well as the strengthening of reception capacity. The EUAA recently handed over 62 Reception Units to the national authorities, increasing capacity by 240 places. The Agency will deploy up to 90 experts to support asylum processes in Cyprus, together with up to 100 interpreters.

    The EUAA will also provide targeted support to Italy, with the processing of accelerated border procedures at first and second instance. The Agency will deploy up to 130 personnel to support asylum processes. In Greece, the Agency will readjust its current and targeted intervention for one more year, with the deployment of up to 489 experts who will support asylum and reception related processes.

    • Support to Reception

    Building on existing efforts in the field of asylum, the Agency will also continue to support Italy in strengthening the overall quality of the reception system, including by assisting the national authorities in the regional allocation of applicants, primarily focusing on unaccompanied minors. The Agency will deploy up to 74 experts to assist the Italian authorities in reception-related processes. In Bulgaria, the Agency will expand its reception support with additional capacity, including by providing 10 housing and non-housing units to the national authorities.

    In the Netherlands, the EUAA will continue assisting in managing arrivals into the reception system, with a focus on identifying vulnerable individuals and implementing child protection activities. In Spain, the EUAA is continuing its work with the national authorities. Since October 2024, the Agency has deployed 12 reception experts to the Canary Islands, where it is helping to strengthen reception systems, particularly with regard to training and unaccompanied minors, and where it will soon begin vulnerability support.

    • Support to Relocation

    In 2025, the EUAA will continue to support the five EU countries bordering the Mediterranean with the implementation of the Voluntary Solidarity Mechanism (VSM). With the European Commission coordinating national pledges, the Agency has supported EU+ countries in relocating over 6 000 asylum applicants since October 2022. In Malta, the EUAA’s operational support to asylum and reception has been successfully phased out, and will now focus exclusively on relocation.

    • Support to Temporary Protection

    The Agency will continue to support Cyprus, Greece, Italy, Romania and Spain with the implementation of the Temporary Protection Directive. With the number of temporary protection beneficiaries in the EU countries remaining stable at 4.4 million, and with new registrations having decreased significantly, the EUAA will support registration where needed but aims at transitioning these processes to the full responsibility of these Member States’ national authorities.

  • MIL-OSI China: TikTok to launch interactive shopping platform in Europe

    Social media giant TikTok announced Thursday that it will launch an interactive e-commerce platform in Italy, France, and Germany on March 31.

    The company, known for pioneering the short video format, said the new platform will enable users in the three countries to purchase products from local brands and distributors directly through its smartphone app.

    This marks TikTok’s first e-commerce venture in Europe, following its success in China and other markets. The company has chosen the three largest economies in the European Union as the initial launch destinations.

    The platform will feature “shoppable videos” and “live videos,” allowing users to buy products showcased in their personalized feeds. TikTok said this “e-commerce discovery model” aims to provide a more tailored shopping experience.

    “It brings the interaction between sellers and consumers back to the center of the experience, recreating the proximity and dialogue typical of traditional commerce,” the company said in a statement.

    According to TikTok, the platform has 22.8 million users in Italy, meaning more than one in three Italian residents are active on the app.

  • MIL-OSI China: Trump’s sweeping auto tariffs trigger strong global backlash

    U.S. President Donald Trump has announced sweeping 25 percent tariffs on imported automobiles and certain automobile parts, a move that has sparked strong reactions from major trading partners and industry leaders worldwide.

    The announcement has drawn immediate backlash from American auto dealers and industry analysts, who warn that the tariffs will significantly drive up car prices and hurt consumers already facing rising costs.

    Cody Lusk, president and CEO of the American International Automobile Dealers Association, issued a statement cautioning that the tariffs would burden American families.

    “For auto dealers and their customers, already reeling from rising vehicle and parts prices, as well as high interest rates and insurance costs, these new tariffs pose an additional and unwelcome challenge to affordability,” Lusk said. “Tariffs can play an important role in balancing trade relationships and ensuring national security. But increasing barriers to trade also puts added pressure on the wallets of American families.”

    Industry experts echo these concerns. Kenneth Kim, senior economist at KPMG, estimated in a research note that new vehicle prices could increase by several thousand U.S. dollars, with some reaching hikes of 10,000 dollars or more.

    John Murphy, senior vice president at the U.S. Chamber of Commerce, warned that the tariffs would harm rather than help the U.S. auto industry.

    “The tariffs announced today will harm — not help — the U.S. auto industry, endanger many American jobs, and lead to a hollowing out of auto manufacturing in the United States,” Murphy said.

    Beyond the United States, global responses to the tariffs have been swift and firm. In Canada, Prime Minister Mark Carney condemned the measure, calling it “a direct attack” on Canadian workers. During his election campaign, Carney had vowed that his government would explore possible retaliatory measures.

    Previously, Carney had announced a “strategic response fund” worth 2 billion Canadian dollars (1.4 billion U.S. dollars) to bolster domestic manufacturing and counteract the impact of the tariffs. He emphasized the need to strengthen Canada’s auto sector by reducing reliance on cross-border supply chains.

    Auto parts often cross the border multiple times, and the added costs of tariffs and counter-tariffs would quickly snowball. Carney called that a “huge vulnerability” and promised to build an “all-in-Canada” manufacturing network to build more car parts domestically, limiting how often they cross the border during production.

    In Europe, the reaction was similarly critical. European Commission President Ursula von der Leyen expressed deep regret over the U.S. decision, emphasizing the importance of transatlantic trade.

    “The automotive industry is a driver of innovation, competitiveness and high-quality jobs, with deeply integrated supply chains on both sides of the Atlantic,” von der Leyen said in a statement. She added that tariffs “are bad for businesses, worse for consumers” in both the United States and the EU.

    She added that the EU would assess the implications of the U.S. decision while continuing to seek negotiated solutions.

    Germany’s automotive industry issued a strong rebuke, with Hildegard Muller, president of the German Association of the Automotive Industry, warning that the tariffs would disrupt global supply chains and damage trade relations.

    “These additional tariffs will not only impact European manufacturers but also have direct consequences for the U.S. economy itself. The fallout from such measures threatens growth and prosperity on both sides of the Atlantic,” Muller stated, calling for immediate U.S.-EU negotiations to establish a fair trade agreement.

    Britain has also raised concerns about the potential fallout. British Chancellor of the Exchequer Rachel Reeves warned that escalating trade tensions would harm both economies.

    “Trade wars are no good for anyone. It will end up with higher prices for consumers, pushing up inflation after we’ve worked so hard to get a grip of inflation, and at the same time, will make it harder for British companies to export,” Reeves told local media on Thursday. “We are looking to secure a better trading relationship with the United States,” she added, noting that further discussions would take place later in the week.

    British industry leaders echoed her concerns. Mike Hawes, CEO of the Society of Motor Manufacturers and Traders, described the tariffs as “disappointing” and urged the United States and Britain to seek a constructive resolution.

    “Rather than imposing additional tariffs, we should explore ways in which opportunities for both British and American manufacturers can be created as part of a mutually beneficial relationship, benefitting consumers and creating jobs and growth across the Atlantic,” Hawes said, emphasizing the importance of maintaining strong trade ties.

    Japan, a key supplier of automobiles to the United States, is also bracing for economic repercussions. According to the Japan Research Institute, automobile production in the country is expected to decline by 4.3 percent annually due to reduced U.S. sales, while overall industrial production could drop by 0.6 percent as a result of the expanded tariffs.

    Japanese Prime Minister Shigeru Ishiba stated that Japan would consider all options to counter the impact of the tariffs.

    “We are strongly urging the United States not to apply the 25 percent tariff to Japan,” Ishiba said, highlighting Japan’s contributions to the U.S. economy through investment and job creation. He also questioned the fairness of applying a uniform tariff to all countries.

    As the global backlash mounts, tensions between the United States and its key trading partners are intensifying, raising the stakes for future trade negotiations and economic stability.

  • MIL-OSI China: Europe pushes back as Trump slaps tariffs on imported cars

    U.S. President Donald Trump on Wednesday turned his earlier threat into action by signing an executive order imposing 25 percent tariffs on all imported vehicles.

    The move has sparked a wave of criticism across Europe, prompting political leaders, experts, and industry representatives to call for countermeasures. They have also urged the strengthening of trade ties with other partners to help offset the impact of rising tariffs.

    WIDESPREAD OPPOSITION

    Emphasizing the importance of the transatlantic partnership and free trade as pillars of prosperity for both Europe and the United States, Hildegard Mueller, president of the German Association of Automotive Industry, described Trump’s decision as “a disastrous signal for free and rules-based trade.”

    Mueller’s remarks echo the widespread criticism and mounting tensions in transatlantic relations, which were further inflamed by Europe’s strong backlash on Thursday.

    Starting April 2, the previously low tariffs on car imports between the two allies will no longer apply, with rates set to rise sharply. The move follows Trump’s claim that the European Union’s trade surplus with the United States — especially in the automotive sector — is excessive.

    French President Emmanuel Macron called the additional tariffs both economically and geopolitically misguided. He also questioned the timing of the move, pointing to the irony that longstanding U.S. allies were the first to be targeted. “There is a kind of paradox in seeing the United States’ main allies being the first to be taxed,” he said.

    Jose Lopez-Tafall, director general of the Spanish Association of Automobile and Truck Manufacturers, described the tariffs as “clearly negative,” warning that they pave the way for “an economic confrontation” between both sides.

    “The new U.S. administration is adopting an increasingly confrontational approach toward its trading partners,” said Sonali Chowdhry, a trade expert at the German Institute for Economic Research. She noted that the new auto tariffs target a highly globalized industry and are certain to disrupt complex international supply chains.

    The Czech Automotive Industry Association also voiced its “serious concern” over the disruption the duties could cause to the economies of European manufacturers and suppliers, warning that the tariffs threaten their global competitiveness.

    TARIFFS THREATEN BOTH SIDES OF THE ATLANTIC

    Experts widely agree that the rising tariffs will inflict economic damage on both Europe and the United States. The resulting surge in costs is expected to be passed directly on to U.S. consumers, fueling inflation, while also dampening European exports and leading to potential job losses across the continent. Moreover, many U.S.-built vehicles depend heavily on components sourced from Europe.

    “A trade war has no winners,” said Dirk Jandura, president of the Federation of German Wholesale, Foreign Trade and Services. The trade body had previously projected a 2.7 percent decline in German foreign trade in 2025. “We will now revise this forecast significantly downward,” Jandura added.

    The impact of the tariffs is expected to hit German carmakers particularly hard, as a substantial share of their exports is destined for the U.S. market.

    According to Germany’s Federal Statistical Office, around 3.4 million new German vehicles were exported in 2024, with the United States accounting for 13.1 percent of the total.

    The United Kingdom is also likely to be heavily affected, as the United States is its second-largest market for car exports after the European Union. British Chancellor of the Exchequer Rachel Reeves said talks would be held between the two countries to forge a better trade relationship. “Trade wars are no good for anyone, and Britain does not want to escalate this conflict,” Reeves said.

    An Italian study by Marco Simoni, a political economist at Rome’s LUISS University, forecasts that the U.S. economy could contract by 2-3 percent due to the tariffs. The study also predicts that the unemployment rate could rise by three percentage points between 2025 and 2032, while inflation may increase by 4 percent over the next two years.

    RETALIATORY MEASURES ON THE WAY

    European Commission spokesperson Olof Gill warned on Thursday that the EU is preparing “robust” and “well-calibrated” countermeasures.

    “We have this announcement on cars. Next week, we understand that a new suite of measures from the U.S., what they’re calling their reciprocal tariffs, will come into force. We regret all of these, but we are preparing for all of these,” Gill said.

    German Economics Minister Robert Habeck noted that the U.S. tariffs were “not a surprise,” adding that the European Commission had coordinated closely with EU member states in anticipation of such moves. “We will not back down to the U.S.,” he emphasized.

    French Finance Minister Eric Lombard said the EU’s only viable response is to impose higher tariffs on U.S. goods. A list of targeted American products is currently being finalized and is expected to take effect in mid-April.

    Bernd Lange, chair of the European Parliament’s Trade Committee, suggested that retaliatory measures could include targeting major U.S. tech companies such as Google, Amazon, and Netflix, which maintain extensive customer bases and market influence in Europe. He proposed that digital services should be considered for additional tariffs.

    This stance echoes recent remarks by Dirk Jandura, who issued a statement titled “Foreign Trade Demands Tough Countermeasures.” In it, he urged the EU to respond decisively to what he called Washington’s unilateral and rule-breaking actions.

    He also emphasized the importance of addressing the dominant position held by American digital corporations in the European market.

    EXPANDING PARTNERSHIPS BEYOND U.S.

    Beyond retaliatory measures against the United States, experts have called for deeper cooperation with other trade partners to help offset the negative impact of rising tariffs.

    Sonali Chowdhry argued that the EU’s long-term economic growth and resilience will depend on strengthening trade both within the European single market and with other free trade partners, in order to diversify export destinations.

    “It is beneficial for us to move more decisively toward regions where cooperation is possible. One example is China,” said Ferdinand Dudenhoeffer, a prominent German automotive expert and director of the Center for Automotive Research (CAR).

    He suggested that the automotive sector should place greater emphasis on international platforms such as the upcoming Shanghai Auto Show.

    Speaking to Xinhua, Mario Boselli, chairman of the Italy China Council Foundation, said that Trump’s return to the White House, combined with a lack of cohesion within the EU, could further disrupt global economic and trade dynamics. These shifts, he suggested, may prompt Europe to reassess its external economic strategy, with deeper cooperation with China representing “a highly strategic choice.”

  • MIL-OSI Australia: Happy job, happy life? Works both ways, new research shows

    A major new international study exploring the long-term relationship between job and life satisfaction shows that personal happiness is the major driver for a satisfying work life, not the other way around.

    The finding, published in the Journal of Organizational Behavior, challenges conventional thinking that job satisfaction has a stronger influence on life satisfaction than vice versa, and provides crucial insights for employers about the importance of work-life balance.

    Researchers from the US, Germany and South Australia analysed data from more than 160,000 people across multiple global studies, demonstrating how the intertwined paths of job and life satisfaction shift and shape each other over time.

    The study found that individuals with higher life satisfaction were 32% more likely to experience increased job satisfaction over time. While job satisfaction does have a positive effect on future life satisfaction, it is comparatively weaker and diminishes over time.

    First author Christopher Wiese, Assistant Psychology Professor at the Georgia Institute of Technology, says the study highlights the critical role of holistic wellbeing in professional performance and career fulfillment.

    “Organisations that focus solely on job satisfaction initiatives may be missing a fundamental component of employee happiness,” he says.

    “By prioritising overall wellbeing strategies – including mental health support, work-life balance initiatives, and personal development – organisations can foster a more engaged and satisfied workforce.”

    Christian Dormann, Professor of Business Education & Management from Johannes Gutenberg-University Mainz, Germany, and an Adjunct Research Professor at the University of South Australia, says that psychologists have long assumed that job satisfaction drives overall happiness.

    “However, our research shows that the opposite is more powerful,” Prof Dormann says. “If employers truly want to enhance workplace satisfaction, they need to invest in employees’ broader wellbeing.”

    “This study provides a compelling case for businesses to adopt a people-first approach. If employees are happy in their personal lives, they bring that positivity to work. It’s a cycle that organisations can help nurture.”

    The researchers have made several recommendations based on the study findings:

    • Implementing flexible work arrangements to support employees’ personal commitments
    • Encouraging mental health and wellness programs to improve overall life satisfaction
    • Providing opportunities for personal and professional growth that extend beyond job-related tasks
    • Fostering a workplace culture that values employees’ lives outside of work

    The Fifth Committee (Administrative and Budgetary) today sent the General Assembly the names of three candidates to fill two vacancies on the Committee on Contributions and one vacancy on the Independent Audit Advisory Committee.

    Committee on Contributions

    For the 18-member Committee on Contributions, which advises the Assembly on the distribution of the Organization’s expenses among Member States, delegates delivered the names of Benjamin Sieberns (Germany) and Fu Liheng (China) to fill vacancies created by the resignations of Michael Holtsch (Germany), effective 7 March, and Lin Shan (China), effective 18 March, respectively. 

    Both candidates would serve for the remaining period of each office, which expires 31 December 2026.

    Independent Audit Advisory Committee

    After a single round of balloting, the Independent Audit Advisory Committee recommended Eric Oduro Osae (Ghana) to fill the vacancy created by the passing of Imran Vanker (South Africa).  Mr. Osae received 89 votes after 155 valid votes were cast.  He will serve for the remaining period of that office, which expires on 31 December 2026.  The Committee serves in an expert advisory capacity and helps the Assembly fulfil its oversight responsibilities.

    Before closing the meeting, Fifth Committee Chair Egriselda Aracely González López (El Salvador) thanked delegates for their work over the past several weeks and urged them to return to the negotiating rooms with “a constructive spirit and an open spirit” to conclude the Committee’s work by the end of the first resumed session on Friday, 28 March.

    Consolidated turnover and net profit 

    Fluxys Belgium generated consolidated turnover of EUR 608.8 million in 2024. This represents an increase of EUR 16.0 million compared with 2023, when turnover stood at EUR 592.8 million. This change is in line with the 2024-2027 tariff methodology. 

    The consolidated net profit increased by EUR 77.4 million in 2023 to EUR 82.1 million in 2024, a rise of EUR 4,7 million.  

    Efficiency efforts in line with regulated tariff model 

    The 2024-2027 tariff methodology (established by the regulator, CREG) applies the principle that all reasonable costs, including interest and fair compensation, are covered by the regulated income. In addition, there are various incentives to control costs and guide and control aspects of company performance. By strictly controlling its operating costs, combined with significant efforts to improve efficiency, Fluxys Belgium has managed to achieve most regulatory objectives and to book those incentives in a period of major operational challenges.  

    Investments totalling EUR 92.1 million 

    In 2024 investments in property, plant and equipment totalled EUR 92.1 million, compared with EUR 167.7 million in 2023. Of this amount, EUR 4.6 million was spent on LNG infrastructure projects, EUR 3.6 million on storage-related projects and EUR 83.9 million on transmission-related projects, including EUR 10.3 million for the Desteldonk-Opwijk pipeline, which is ready to be used to carry hydrogen as soon as the market is ready. 

    Key events   

    Belgium remains essential hub for energy supplies in NW Europe  

    As in previous years, our teams once again made every effort to supply the Belgian network with natural gas. We also continued to transport large volumes to our neighbouring countries, with Germany as the main destination. 

    Since the start of the conflict in Ukraine, an EU regulation has imposed a requirement that European gas reserves be adequately replenished by 1 November every year. Our storage facility in Loenhout was already completely filled by 1 August, three months before the EU’s deadline. 

    With Zeebrugge serving as a crossroads, our Belgian network continues to play its role as an energy hub in North-West Europe. 

    Switch to high-calorific gas successfully completed 

    Until 2017, about half of Belgian households and SMEs used low-calorific gas from a production field in the Netherlands. With the depletion of that field in sight, the Netherlands decided to gradually reduce the export of low-calorific gas. Since 2018, Fluxys Belgium has been adapting its network to gradually replace the supply of low-calorific gas with high-calorific natural gas from other sources. In 2024, we successfully completed the switch to high-calorific gas. Belgium no longer uses low-calorific gas, but Fluxys Belgium continues to transport it to France until the switch is also completed there. 

    Green Logix: first biomethane plant directly connected to the Fluxys network 

    On 23 October 2024, the first volumes of biomethane were injected directly into our transmission system. The molecules are produced by Green Logix Biogas in Lommel. During the initial phase, the plant produces a volume of biomethane equivalent to the consumption of some 7,000 households.  

    Fluxys hydrogen appointed operator of hydrogen transmission network in Belgium 

    On 26 April 2024, the Federal Energy Minister appointed Fluxys hydrogen, a subsidiary of Fluxys Belgium, as the operator for the development and operation of the hydrogen network in Belgium.  

    In line with the federal hydrogen strategy, Fluxys hydrogen is responsible for developing a hydrogen pipeline network which will form part of the European Hydrogen Backbone. This will allow the necessary low-carbon energy and feedstock to be transported both for the Belgian market and neighbouring countries at the pace of market development.  

    Partner in the hydrogen link with Luxembourg, France and Germany 

    With a view to developing cross-border hydrogen transmission infrastructure, Fluxys hydrogen is stepping up its cooperation with our partners Creos ((Grand Duchy of Luxembourg) and GRTgaz (France) in the HY4Link project. 

    HY4Link is an infrastructure project aiming to connect industrial clusters requiring hydrogen in France, Germany and Luxembourg to import hubs in Antwerp, Zeebrugge, Rotterdam and Dunkirk. This future infrastructure can help accelerate the decarbonisation of industry in North-West Europe. We are also exploring cross-border connections with transmission system operators (TSOs) in Germany (OGE), the Netherlands (HyNetwork Services) and the United Kingdom (National Gas). 

    Working with industry to cut CO2 in Belgium 

    Capturing CO2, then transporting it and finally using or storing it (CCUS): for some industrial players, there is no other way to make their operations carbon-neutral. During Princess Astrid’s royal mission to Oslo, several stakeholders, including Fluxys, signed a joint declaration to fully commit to CCUS. The declaration calls for work on decarbonisation including through an appropriate regulatory framework. 

    North Sea Integration Model: working together towards net zero emissions 

    The energy landscape will change radically in the years to come. How can we design an affordable energy system and ensure that all solutions work together to achieve net zero CO2 emissions? To answer this question, in 2024 we devised the North Sea Integration Model: a computational model that simulates all interactions between electricity, hydrogen, methane and CO2 infrastructures in Belgium and all other countries bordering the North Sea. 

    The model is a tool that, based on future consumption scenarios, shows how the entire chain from production to transport to consumption can be optimised in terms of costs, CO2 emissions and preservation of security of supply.  

    Good results towards our ESG targets 

    In 2024, we started measuring our progress towards the Environment, Social, and Governance (ESG) targets we set in 2023, for each of our material ESG topics.  With our 2024 ESG results we are on track to achieve our targets.  

    91 new colleagues hired  

    Fluxys is growing! In 2024, no fewer than 91 new colleagues joined our ranks, meaning that 982 employees are working at Fluxys Belgium. 103 colleagues were given the opportunity to take on new responsibilities and other roles; such internal mobility is particularly encouraged at Fluxys.  

    Fluxys Belgium – 2024 results (according to Belgian standards): proposed allocation of profit  

    Fluxys Belgium NV’s net profit totalled EUR 84.1 million, compared with EUR 79.5 million in 2023.  

    At the Annual General Meeting on 13 May 2025, Fluxys Belgium will propose a gross dividend of EUR 1.40 per share.  

    Taking into account a profit of EUR 101.7 million carried over from the previous financial year and a withdrawal of EUR 24.4 million from the reserves, the Board of Directors will propose to the Annual General Meeting that the profits be allocated as follows:  

    • EUR 98.4 million as a dividend payout and  
    • EUR 111.8 million as profit to be carried forward.  

    If this profit allocation proposal is adopted by the Annual General Meeting, the total gross dividend for financial year 2024 will be EUR 1.40 per share. This amount will be payable as of 21 May 2025.  

    Outlook for 2025  

    The net result of the Belgian regulated activities will, in accordance with the tariff methodology, mainly be determined on the basis of various regulatory parameters, including invested equity capital, financial structure, interest rates (OLO) and incentives. The result will continue to evolve according to the evolution of these four parameters. Current financial markets do not allow for an accurate projection of the evolution of interest rates and therefore of the yield of regulated activities. 

    In June 2024, the Council of the European Union adopted a 14th sanctions package against Russia. The package bans from 27 March 2025 the transshipment of LNG from Russia for export to countries outside the EU.  

    The Zeebrugge LNG terminal is underpinned by the legal principle of open access. This means that any company interested in the supply of LNG can book capacity at the terminal, and therefore no customer can be discriminated against, by law. As an essential service provider Fluxys ensures that its infrastructure is operational at all times for the overall security of supply. 

    As before, we continue to operate in full compliance with applicable international, European and Belgian regulations. A Royal Decree sets the implementation modalities for the 14th sanctions package. The LNG terminal has adapted its operational rules accordingly and the existing contracts are currently being continued in accordance with the sanctions regime without any negative impact on the financial performance of Fluxys Belgium.  

    In the first quarter of 2025, based on the available info and a number of hypotheses, Fluxys Belgium and its subsidiary Fluxys hydrogen made the investment decision for the first hydrogen infrastructure with a limited scope that takes into account initial anticipated market demand. The infrastructure will be constructed in multi-purpose technology, just like the recent natural gas pipelines. We are also working on pre-investments for a multi-purpose pipeline in the Antwerp port area that can initially be used for transporting CO2.

    The auditor confirmed that its audit work, which has been substantially completed, has not revealed any significant correction that should be made to the accounting information included in this press release.

  • MIL-OSI Global: The world is in crisis – what role should our universities play?

    It’s hard not to categorize our present global moment as a crisis. And just when we think things can’t get worse — they do.

    Across the globe, we’re witnessing a rise in far-right movements and governments.

    Just a few weeks ago, the AfD party in Germany secured second place. This marks the first time a far-right party has gained this level of power in the country since the Second World War. Germany is not alone in this trend: Italy, Hungary, Finland, Slovakia, Czech Republic and Croatia are now led by far-right governments.

    And it may come as no surprise that many of these new leaders are increasingly hostile towards universities.

    In India, under Prime Minister Narendra Modi, universities have the lowest academic freedom since the 1940s. In Brazil, former president Jair Bolsonaro claimed that public universities transform students into leftists, gays, drug addicts and perverts.

    Meanwhile in the United States, Vice President JD Vance has called universities the enemy for allegedly teaching that America is “an evil, racist nation.” (Vance was echoing President Richard Nixon who called professors and the press the enemy. President Donald Trump even signed an executive order demanding higher education institutions dismantle their DEI (diversity, equity, inclusion) programs. He’s also pulled federal funding from universities that allow “illegal protests”, and he’s demanded that Columbia University’s Middle Eastern, South Asian and African Studies Departments be independently reviewed.

    But, despite this hostility, universities — and students — have historically been springboards for progressive change. It was student protests 25 years ago that helped lead to the downfall of apartheid in South Africa. More recently, in Bangladesh, student protests helped topple the country’s authoritarian leader. This past year, students across the world have worked to raise public awareness of acts of genocide in Gaza.

    Meanwhile, here in Canada, universities are facing financial pressure because of reductions in international student permits. This drop in revenue has caused alarming budget constraints at universities, revealing a deep reliance on international students as a revenue source.

    This has led to existential questions about our universities. With today’s world in crisis, what should the role of the university be? And why are our public universities so underfunded? And how can they continue to serve their communities?

    Theses are big questions, ones that seemed fitting to tackle on our final episode of Don’t Call Me Resilient recorded live in front of an audience at the University of British Columbia. Joining us to tackle them was Annette Henry, a professor in the Department of Language and Literacy Education at UBC who is cross-appointed to the Institute for Race, Gender, Sexuality and Social Justice. Her work examines race, class, language, gender and culture in education for Black students and educators in Canada.

    We also spoke with Michelle Stack, an associate professor in UBC’s Department of Educational Studies whose work looks at educational policy, university rankings and equity and education.

    When I was Lambeth Council Leader, I was co-chair of the Vauxhall Nine Elms Redevelopment – that’s the biggest regeneration project in Europe.

    But what people don’t always see is the waste that kind of development can produce.

    62% of all waste generated in the United Kingdom comes from construction.  

    That’s resources lost from our economy.

    Lost economic value.

    As we meet our commitment as a Government to build 1.5 million homes, the infrastructure for clean green energy and a reliable and clean water supply, the datacentres to make the UK an AI superpower, we can and we must get better use out of our materials and eradicate waste.

    Mace and British Land – and many others in the room – are already rising to the challenge.

    In this building alone, thousands of tonnes of carbon were saved by smarter material choices, meaning every structure has a smaller carbon footprint.

    The stone floor beneath your feet is completely recycled.

    And in new buildings across the development, British Land and Mace are using material passports to digitally track all components so they can be adapted and reused in the future.

    Later this morning I’m looking forward to visiting the Paper Garden, just a few minutes from here, transformed from an old printworks into an education centre and a garden, where 60% of materials have been retained or reclaimed, including railway sleepers and the logs of fallen trees from Epping Forest.

    The principles of a Circular Economy are embedded in these designs.

    That’s what I want to talk about today.

    Not just in construction but across all sectors.

    We have an opportunity to end the throwaway society and move to a futureproofed economy.

    Where things are built to last.

    Where products are designed to be reused and repaired. And materials given new life again and again.

    This isn’t about merely modifying the way we currently manage waste.

    I want to work with all of you to fundamentally transform our economy so we get more value from it.

    When I was in opposition, this is what business leaders told me they wanted a Labour Government to do.

    So when I became Secretary of State for Defra, I made creating a Circular Economy one of my five core priorities for that department.

    British businesses want to make this change.

    So now it’s part of the Government’s national Plan for Change.

    But it needs long-term direction on how regulation will develop.

    So you can plan with certainty, so we can build the infrastructure we need, and financial institutions and businesses can invest with confidence.

    Today I want to set that direction so, together, we can make the Circular Economy a reality.

    Turn back the years and the things Britain made were built to last.

    Washing machines would be fixed, clothes mended, broken pieces of furniture repaired. 

    But in recent times we’ve become trapped in a throwaway culture.

    It’s easier and quicker to replace something on Amazon than get it fixed.

    Our lives follow a ‘take, use and throw’ model that is economically unsustainable, creates mountains of waste that we have to bury or burn, and leaves our supply chains vulnerable and exposed.

    Yet we know the British public support change.

    Carrier bags sold by the main supermarkets have reduced by over 98% since 2014.

    We’ve cleaned up streets, rivers and beaches by banning single-use plastic items like cutlery and polystyrene cups.

    Both policies had huge public support.

    But we are falling behind the rest of the world.

    This Government is changing that.

    Packaging Extended Producer Responsibility will begin later this year, incentivising businesses to remove unnecessary packaging and make their products more recyclable and refillable.

    Simpler Recycling for the workplace starts next week.

    And a standardised, national approach to household recycling – paper, card, plastic, glass, metals and food waste – will be introduced next year so everyone understands more clearly what they can recycle and how they recycle it.

    This will end postcode confusion about bin collections and make sure households, workplaces and businesses never have to deal with the madness of 7 separate bin collections which the previous Conservative Government legislated to inflict on us.

    And this April, we will appoint the business-led organisation that will launch the UK’s first Deposit Management Scheme for drinks containers starting in 2027.

    Less than 60% of waste electricals are collected for reuse or recycling.

    4 in 5 of our plastic products are still made from virgin materials.

    Our household recycling rates haven’t improved in 15 years.

    UK landfill sites absolutely astonishingly cover an area almost as big as Greater London. 

    We burn 12 million tonnes of waste collected by councils every year.

    We throw away £22 billion in edible food annually. Four and a half billion in clothes. 2 and a half billion in usable furniture.

    This is bad for the environment, bad for society and it’s bad for the economy.

    We are literally shovelling money down the drain.

    Under Michael Topham’s leadership at the Environmental Services Association, our biggest recycling companies are stepping up to the challenge.

    Our reforms are giving them the confidence to invest £10 billion pounds in the UK’s recycling infrastructure over the next decade, creating over 21 thousand jobs right across the country.

    I know parts of the industry have concerns around the impacts of some of these reforms.

    We are listening. And we’ll keep listening to make sure the changes work for businesses.

    Based on businesses’ feedback, we’ll appoint a producer-led organisation to lead our packaging reforms, building on the successful business-led board that steered them to this stage.

    We’ve published estimated base fees for year one of the scheme, rather than ranges, to give businesses more certainty.

    And we have stopped mandatory labelling requirements to avoid any trade friction or increased costs within the UK and with the EU.

    We’ve also worked with the Food Standards Agency to confirm they will take up the role of competent authority, carrying out the checks to verify the suitability of recycling processes producing food-grade recycled plastics for trade, so we can uphold the value of high-quality UK recycled plastics on export markets.

    Beyond our packaging changes, our ban on disposable plastic vapes comes into force in June.

    We are changing the law so online marketplaces and vape producers pay their fair share to recycle the electricals that they put on the market – encouraging them to consider other options like reuse.

    We’ve set aside £15 million to reduce food waste from farms and ensure it reaches families in need.

    And we’ve set strict conditions for new energy-from-waste plants so they work better for local communities and maximise the value of resources that can’t be re-used or recycled.

    I’m proud of where we’ve got to so far. But I know these reforms are still not enough.

    We need a bigger shift to an economic system that encourages repair, reuse and innovation, where resources are used again and again, and waste is designed out of the system right from the start.

    I worked in business for 16 years, with responsibility for driving up profit and driving down cost.  

    To make this bigger shift, I know we must help you unlock innovation and technologies that will open new revenue streams.

    Work with local government to ensure the right infrastructure is in place.

    And show the public that the circular economy is not some abstract concept, but something that will bring real benefits to them, their families, small businesses and communities right across the UK.

    A Circular Economy makes sense.

    In the Netherlands, financial organisations like InvestNL and innovations such as the Denim Deal for textiles are stimulating innovation in every corner of their economy.

    I want the UK to match this. And then go further.

    Moving from our current throwaway society is vital to grow the economy and deliver our Plan for Change, so we can give working people economic security, and give our country national security.

    Towns and cities in every region will benefit from new investment that keeps materials in use for longer, whether in manufacturing and product design, processing or recycling facilities, or in the rental, repair and resale sectors.

    This will provide thousands of high quality, skilled jobs right across the country, getting more people into work, wages into pockets, and driving the regional economic growth this Government was elected to deliver.

    If you want to put a figure on it, external analysis suggests circular economy policies have the potential to boost the economy by £18 billion a year, every year.

    A Circular Economy is also a more resilient economy.

    Recent disruptions to global supply chains from the Covid 19 pandemic to Russia’s illegal invasion of Ukraine make it clear we can no longer rely on importing 80% of our raw materials from abroad.

    These include the materials and components essential to our phones, computers, electric vehicles, hospital equipment and clean energy infrastructure. And that’s to name just a few.

    To ensure our national security in an increasingly unstable world, we have no choice.

    We must embrace circular, local supply chains to reduce our exposure to global shocks and prevent us running out of critical resources.

    As the Chancellor has said, we need to remove barriers for British businesses, investors and entrepreneurs and grow the supply-side of our economy.

    It’s not just the economy though.

    Extracting resources and processing them is responsible for over half of global greenhouse gas emissions.

    Moving away from the linear make, use and throw model is vital to meeting our Net Zero and Environment Targets.

    It will mean less rubbish ending up in landfill. Fewer plastics under our feet and choking the seas, taking hundreds of years to break down.

    We can make better use of that land, whether for agriculture, housing, nature or green energy infrastructure.

    It will mean burning less waste. Less litter on our streets. Less fly tipping on the side of our roads.

    It will mean people can feel more pride in their communities.

    British businesses are already showing us what’s possible.

    From innovative tech startups turning waste into valuable materials, to social enterprises giving used goods a second life.

    Like SUEZ working with the Greater Manchester Combined Authority to give hundreds of tonnes of pre-loved items like furniture, bikes and toys a brand new lease of life.

    Reselling them to the local community at affordable prices or donating them to local charities.

    Too Good to Go, established in Copenhagen and spanning multiple global cities including here in London, which has over 100 million users and saved over 400 million meals.

    Low Carbon Materials in Durham, using alternative construction materials to decarbonise roads across the country.

    Or Ecobat Solutions’ in Darlaston recovering valuable materials from end-of-life lithium-ion batteries through their innovative recycling plant.

    I want to support businesses like these to succeed.

    By facilitating the transition you told me this sector wants to make.

    That’s why I set up the Circular Economy taskforce, bringing together experts from government, industry, academia and civil society to work with businesses on what they want to see so we create the best possible conditions for investment.

    I’m delighted to have so many members of the taskforce here with us in the room this morning.

    Under the leadership of Andrew Morlet and Professor Paul Ekins, the taskforce will work with businesses to develop the first ever Circular Economy Strategy for England.

    We will publish the Strategy in the coming Autumn.

    It will include the long-term regulatory roadmaps that businesses asked for, showing the journey to circularity, sector by sector, so you have the certainty and direction to invest in the future.

    We will start with five sectors that have the greatest potential to grow the economy: chemicals and plastics; construction; textiles; transport; and agrifood.

    This includes exploring how we can protect our battery supply so we can electrify the UK’s vehicle fleet, working with the Chancellor to make sure levers including the Plastics Packaging Tax help support the stability and growth of our plastics reprocessing sector, or how we harness new technologies to stop burning materials like the plastic films on packs of strawberries or mushrooms, but instead give them a new life.

    We’re already seeing innovation in plastic films by the company Quantafuel based in Denmark, and Viridor who are here today, alongside others, want to develop chemical recycling plants following that model here in the UK.

    It includes how we build on the industry led coalition ‘Textiles 2030’ to transform our world-leading fashion and textiles industry, tackle food waste to improve food security and bring benefits for consumers, businesses and the environment, and lower construction costs and emissions as we build 1.5 million homes during the lifetime of the current Parliament.

    In these roadmaps, we’ll learn from international best practice, including from the European Union.

    Until now, countries such as the Netherlands, Denmark and Germany have led the way on circularity.

    Our Strategy will give British businesses the support they need so we can put the UK back in the race.

    It will provide the freedom for businesses to harness the entrepreneurial spirit and innovation that Britain has long been known for.

    Those of you here today are the champions for this change.

    You were the first off the start line. You’ve battled to do what’s right for the environment, the economy, and the future of our country.

    I want to thank you for that.

    Businesses will lead the transition to a Circular Economy.

    It’s up to us to work together to bring the wider business community and society with us.

    We need to show the country that the Circular Economy is not just a diagram on a page.

    It’s cleaner streets, greener parks, and less fly-tipping in communities we’re proud to call home.

    It’s new income for businesses, thousands of skilled jobs, and economic growth in every region of the country.

    It’s resilience in the face of global supply chain shocks, and it’s essential for our national security.

    The Circular Economy is our chance to improve lives up and down the country. To grow our economy.

    And protect our beautiful environment for generations to come.

    I’m genuinely excited about what we can achieve together.

    My ask from you is simple.

    Please tell the taskforce, and tell me, what you need from us.

    Then work with us so we can make it happen.

  • MIL-OSI USA: Boozman Shares Memories of Northwest Arkansas Veteran Who Helped Paved the Way for Expanded Roles for Women

    WASHINGTON––The Veterans History Project, an initiative of the Library of Congress’s American Folklife Center, is marking its 25th year collecting and retaining the oral histories of our nation’s veterans. U.S. Senator John Boozman (R-AR), whose office has actively promoted and participated in the program including training more than 1,200 Arkansans to engage with it and conducting more than 100 veteran interviews, continues to commemorate its impact and significance.

    One of Boozman’s latest submissions recognized the service and sacrifice of Northwest Arkansas U.S. Army veteran Debra Holmes in his office’s ‘Salute to Veterans’ series highlighting the military service of Arkansans.

    Holmes grew up in Derby, Kansas, a location that inspired her love of aviation.

    “We lived six miles off the Boeing Aircraft runway that was adjacent to an Air Force base, McConnell Air Force Base. And so, as a young girl, I would get to see the B-52s climbing slowly up into the air,” Holmes said. 

    As the daughter of a WWII Army medic who served at the Battle of the Bulge and stepdaughter of a Navy WWII veteran, she learned early on about the importance of patriotism and service. 

    In high school, she talked with her classmates’ parents stationed at the local Air Force base and gained their perspective on military service. 

    “It’s an incredible honor to serve your country,” she said. “That was very appealing to me.”

    While her family had a history of working at Boeing, Holmes had other plans. 

    “I wanted to see the world, so I couldn’t wait until I could get enough money or education and go out into the world. At that time the Army had a slogan ‘Join the Army, See the World.’”

    In 1974, the week of her 19th birthday, she went to a recruiting office to enlist in military service.

    “My brothers had had draft numbers so we had sat up and watched the draft. And my mother never thought in any way, shape or form that her youngest and only daughter would join the military. She was not thrilled,” Holmes recalled.

    The Army had recently started expanding opportunities for women beyond administrative and nursing roles to include military occupational specialties, allowing Holmes to pursue her interest in air traffic control.

    She attended basic training at Fort Jackson, South Carolina.

    While she didn’t know what to expect in basic training, she had some previous shooting experience that helped her on the range. Her first shots with an M16 hit the target and her sergeant asked her where she learned to shoot.

    “My uncle worked for Daisy BB company, and I’ve shot BB guns,” she shared with him. “He was not impressed.”

    Following basic training she attended air traffic control school at Fort Rucker, Alabama (today known as Fort Novosel.) Holmes was enrolled in an accelerated training course that was challenging, but the practice and persistence paid off giving her the tools to be a good controller. 

    She was stationed at Fort Bragg, North Carolina, where the military was running simulations. She was often the only female air traffic controller.

    “The soldiers, sailors and marines that I primarily engaged with who had either been to Vietnam or who had been drafted – because I was a woman and also a volunteer – they were not happy,” she recalled, shaking her head. “They voiced the fact that they didn’t think it was appropriate for women in the miliary especially in these new roles that they were rolling out. The other male volunteers were much more accepting.”

    Holmes expected an assignment to Germany based on her enlistment. However, the Army reassigned her to Yongsan, South Korea, where she was initially nervous to be in a new location. She remembered asking for a sign that things would be okay.

    “We’re all going along on this bus and I look up, and I don’t think I ever saw another one after that and I was there for two years, but it was a Coca-Cola billboard in Korean,” she said. “That was the answer to my prayer. And I thought ‘oh yeah. I can do this now.’ I used to put in my letters a Korean Coca-Cola bottle cap to my family. It was kind of a fun message that I would make it.” 

    She recalled her living conditions in a Quonset Hut that included dangerously cold temperatures, forcing her to chip ice off the toilet, followed by the rainy monsoon season. 

    She was stationed close to the demilitarized zone which put her in dangerous situations, but her training gave her the tools to succeed.

    Her fondest memory of her time in South Korea was the engagement with locals on her way to do laundry. Every two weeks she looked forward to dancing and singing with area kids as she made her way through the village. She learned it was something her hosts also cherished when, on one of her last visits, the men, women and children showed their appreciation by bowing to her and honoring her with a gift.

    “They had heard that American women like two things: gum and perfume, so they put their money together and bought me a pack of Chanel No. 5 gum,” she said. “They had put this together to give me a gift because I had sang and danced and played with the kids. I was so honored.” 

    She recalled arriving stateside in her uniform to unexpected hostility. Not only were travelers at the airport calling her names, but a passenger on her domestic flight threw a drink on her. 

    “It was really difficult. It was really difficult,” she said. “Once I got out of the military I didn’t mention it for 33 more years. I wouldn’t tell anybody. I just didn’t mention it. I didn’t put it on any resume, anything. I’m not going to chance it,” she recalled.

    Holmes finished her military service at Fort Eustis, Virginia. By this point, she had been certified in all types of air traffic control.

    “There weren’t many of us in the world at that point in time that had that certification.” She credits her commander in South Korea for providing her with the opportunities that led to her success. 

    Holmes loved air traffic control, but things changed after she was in a tower hit by lightning during a tropical storm. She sustained serious injuries. 

    “I could go back to air traffic control, but I was never as sharp. I was never as quick at it. And I couldn’t settle for that.”

    Following military service, Holmes pursued a career in technology and later transitioned to a hospice chaplain.

    Today she calls Springdale home and participates in a number of veteran organizations to support her fellow servicemembers.

    “I have fulfilled a promise I made a very young girl in me, that I would see the world and I would have adventures. And the Army kicked that off for me. If you can go to a country where you know nobody and nothing, you can find your way. And in the military people do have your back. And I don’t think a civilian can quite understand what that means. I don’t think I could even put it into words, but it’s something sacred.”

    “I’m grateful for Debra Holmes’ dedication and service to our nation. Her time in uniform serves as a reminder of the adversity women faced on their path to military success and the responsibility we have to honor our commitment to support the men and women who answered the call to serve. I’m honored to collect and preserve her memories,” Boozman said.

    Boozman submitted Holmes’ entire interview to the Veterans History Project and will continue to mark the program’s 25th anniversary this year with events in several Arkansas communities to conduct interviews with veterans and train those interested in learning how to participate.

    WASHINGTON – Sen. John Kennedy (R-La.) commended the Department of Health and Human Services (HHS) for debarring and defunding EcoHealth Alliance and its president, Dr. Peter Daszak, for their role in facilitating gain-of-function research in Wuhan, China, which likely caused the coronavirus pandemic.  

    Key excerpts of the speech are below: 

    “Many commentators and many news accounts say that what Dr. Daszak—with the money from American taxpayers that he had gotten from Dr. Fauci and Dr. Collins—what they were doing was conducting gain-of-function research. . . . Gain-of-function research just means taking, in this context, an animal virus, a bat virus, altering it genetically so it would jump into a human—pretty dangerous stuff.

    “Now Dr. Fauci has said that didn’t happen, Dr. Collins says that didn’t happen, and Dr. Daszak says that didn’t happen, but everybody else says it did. The FBI says it did. The CIA says it did. The top spy agency in Germany says it did. The Department of Energy says it did.

    “So what happened? What happened? Well, we do know that the first two people that we know of in the world who got the coronavirus—the first two humans—were not people in the city of Wuhan; they were workers in the Wuhan lab. . . . We also know that when the virus became really contagious, other than these two people who were working in the Wuhan lab, it became contagious in Wuhan, China, a few miles away from the Wuhan lab—pretty curious. 

    “We also know that when word first broke of the coronavirus, Dr. Fauci learned about it. Do you know one of the first persons he called was Dr. Peter Daszak and said: What is going on?

    “We also know that Dr. Daszak was trying to convince the American people and the people of the world that the virus started naturally—that it didn’t start from his gain-of-function research. We know that he rounded up a bunch of epidemiologists to write a fake article and start publishing it and others in a lot of professional scientific magazines to try to convince the world that the bat virus jumped to human beings naturally. We know that. That has all come out.”

     . . .

    “It took a while, and some will call this only partial justice, but we now have justice—at least for 5 years. I hope forever Dr. Peter Daszak and any company with which he is affiliated will no longer receive taxpayer dollars from the National Institutes of Health because he was doing—according to many people smarter than me and many news reports—he was funding gain research in Wuhan. . . . Pretty scary stuff, and we know how it all turned out.

    Background:

    • On Jan. 17, 2025, HHS announced that it would be defunding and debarring EcoHealth Alliance Inc. and Dr. Daszak for at least five years due to their role in facilitating irresponsible gain-of-function research at the Wuhan Institute of Virology in China.
    • HHS determined that Dr. Daszak and EcoHealth Alliance violated the terms of their gain-of-function grant to conduct experiments that modified novel bat coronaviruses to make them 10,000 times more infectious in mice.
    • Dr. Daszak, former National Institutes of Health Director Dr. Francis Collins and former National Institute of Allergy and Infectious Diseases Director Dr. Anthony Fauci coordinated with other public health officials to propel the theory that COVID-19 originated in nature.

  • MIL-OSI United Nations: UNECE to accelerate decarbonization of road transport by developing harmonized provisions for electric vehicle and hydrogen fuel cell retrofit systems

    As the world shifts towards cleaner and more sustainable mobility, the transport industry plays a crucial role in reducing carbon emissions. To achieve climate goals and reduce air pollution, public authorities (primarily in Europe but also in Asia) are accelerating projects to restrict the number of vehicles with internal combustion engine (ICE) in circulation and replace them with zero-emission ones.  

    According to OICA, there are 1.9 billion vehicles in use globally. Since it is not possible and economically viable for all of them to be replaced by new electric cars, retrofitting is emerging as a cost-effective solution (esp. retrofitting of heavy-duty vehicles) that could accelerate the energy transition and reduce our carbon footprint. Retrofitting is a mechanical operation where the petrol/diesel engine and fuel tank are removed and replaced with an electric motor and battery, or a hydrogen fuel cell. 

    In recent years, multiple startups and innovative companies have emerged, offering tailored solutions to retrofit existing buses, trucks, and vans. According to North American firm Precedence Research, the global automotive retrofit electric vehicle powertrain market size accounted for USD 65.94 billion in 2024, and is predicted to surpass around USD 144.61 billion by 2034

    Substituting a traditional powertrain running on fossil energy with a powertrain with no tailpipe emissions provides immediate benefits in terms of air quality, and long-term benefit for the environment and climate. It extends the service life of the existing fleet, reducing both waste and carbon emissions from the manufacturing of new vehicles. 

    In France, where the national energy and environment agency ADEME estimated that electric retrofitting would reduce greenhouse gas emissions by between 61 and 87% compared with diesel, the government launched a national action plan in aid of retrofitting, providing  approximately 100 million euros to decarbonize transport.  

    Furthermore, retrofitting is mentioned in the European Commission’s industry action plan for the automotive sector and it will be particularly relevant for low- and middle-income countries that are importing ever growing amounts of used ICE vehicles and that need to accelerate the decarbonization of their vehicle fleets. 

    While hydrogen-powered vehicles are still in the early stages of deployment compared to those powered by electric batteries, their future could be promising if green hydrogen (H2) prices decline as projected. A price of 5 to 7 euros per kg of H2 is considered a critical threshold

    Against this background, the UNECE World Forum for Harmonization of Vehicle Regulations (WP.29) and its Working Party on Pollution and Energy (GRPE) has launched a new informal working group to develop globally harmonized provisions for electric vehicle and hydrogen fuel cell retrofit systems. Such harmonized regulatory framework would ensure minimum requirements for retrofit systems, provide robust performance requirements for converted vehicles and support the deployment of retrofit systems that could be installed on many vehicles in the countries that adopt the developed requirements.  

    Activities undertaken by the new informal working group will focus on all vehicle categories, from two- and three-wheelers to heavy duty vehicles, with initial emphasis on technological readiness and economic viability. This work is led by France and Spain, with support from Sweden, Germany, UK, Japan and the European Commission. 

    The new UNECE informal working group is expected to deliver on harmonized requirements for targeted vehicle categories and powertrain types by 2027.

    The United States exported 11.9 billion cubic feet per day (Bcf/d) of liquefied natural gas (LNG) in 2024, remaining the world’s largest LNG exporter. LNG exports from Australia and Qatar—the world’s two next-largest LNG exporters—have remained relatively stable over the last five years (2020–24); their exports have ranged from 10.2 Bcf/d to 10.7 Bcf/d annually, according to data from Cedigaz. Russia and Malaysia have been the fourth- and fifth-largest LNG exporters globally since 2019. In 2024, LNG exports from Russia averaged 4.4 Bcf/d, and exports from Malaysia averaged 3.7 Bcf/d.

    U.S. LNG exports remained essentially flat compared with 2023 mainly because of several unplanned outages at existing LNG export facilities, lower natural gas consumption in Europe, and very limited new LNG export capacity additions since 2022. In December 2024, Plaquemines LNG Phase 1 shipped its first export cargo, becoming the eighth U.S. LNG export facility in service. We estimate that utilization of LNG export capacity across the other seven U.S. LNG terminals operating in 2024 averaged 104% of nominal capacity and 86% of peak capacity, unchanged from the previous year. While Europe (including Türkiye) remained the primary destination for U.S. LNG exports in 2024, accounting for 53% (6.3 Bcf/d) of the total exports, the share of U.S. LNG exports to Asia increased from 26% (3.1 Bcf/d) in 2023 to 33% (4.0 Bcf/d) in 2024. U.S. LNG exports to other regions, including the Middle East, North Africa, and Latin America, also increased last year and accounted for 14% (1.6 Bcf/d) of total exports, compared with 8% (0.9 Bcf/d) in 2023.

    In 2024, U.S. natural gas exports to Europe decreased by 19% (1.5 Bcf/d), mostly to countries in the EU and the UK. U.S. LNG exports increased only to Türkiye and Greece in 2024—by 0.2 Bcf/d and 0.1 Bcf/d, respectively, compared with 2023. Türkiye imported more U.S. LNG compared with the prior year mainly to offset a decline in imports from other countries, such as Egypt and Russia. U.S. LNG exports to other EU countries and the UK decreased by 24% (1.7 Bcf/d) compared with 2023, primarily because of lower natural gas consumption and high storage inventories following the mild 2023–24 winter. At the same time, LNG import capacity in the EU and the UK expanded by more than 40% between 2021 and 2024 and will continue to grow in 2025 once new and expanded regasification facilities in Croatia, Cyprus, and Italy come online.

    As in 2023, the Netherlands, France, and the UK imported the most U.S. LNG among countries in Europe, accounting for a combined 46% (2.9 Bcf/d) of the regional total. Since Germany started LNG imports in December 2022, U.S. LNG exports to Germany have grown and averaged 0.6 Bcf/d in both 2023 and 2024. However, in early 2025, Germany reduced its regasification capacity by terminating a charter for one of its floating storage and regasification units, citing high operational costs.

    In 2024, countries in Asia imported 33% (4.0 Bcf/d) of total U.S. LNG exports. Among countries in Asia, Japan, South Korea, India, and China imported the most U.S. LNG—a combined 76% (3.0 Bcf/d). U.S. LNG imports increased the most in India—by 0.2 Bcf/d. Other countries in Asia imported 24% (1.0 Bcf/d) of U.S LNG.

    In other regions, Egypt—a natural gas producer and LNG exporter—imported 0.3 Bcf/d of LNG from the United States, its first U.S. LNG imports since 2018. In recent years, Egypt’s domestic natural gas consumption, particularly in summer months, exceeded available supply and turned Egypt from an exporter to an importer of natural gas during several months of the year. In Brazil and Colombia, imports of U.S. LNG increased last year because drought reduced hydropower electricity generation and increased demand for generation from natural gas-fired power plants.
