    The NSW and South Australia state governments are continuing their collaboration on initiatives to help improve the wellbeing of our schoolkids with an agreement to work on measures to combat bullying.

    Deputy Premier and NSW Education Minister Prue Car and her South Australian education counterpart Blair Boyer signed a joint agreement to tackle the scourge of bullying.

    The joint effort follows the success of last year’s groundbreaking Social Media Summit, organised jointly by the NSW and SA Premiers, to explore and address the impacts of social media on children and young people.

    The MOU binds the two states to “undertake a coordinated approach to information sharing and collaboration to minimise the impacts of bullying in schools and support positive school environments”.

    Work will commence immediately on the sharing of best practice prevention strategies that are already working in NSW and SA schools, curriculum materials and tools for educators to combat bullying, including cyberbullying, in our schools.

    Last year NSW Premier Chris Minns and Deputy Premier Car announced they would lead the development of a statewide bullying framework for all NSW schools. 

    The regulator of schools, the NSW Education Standards Authority (NESA), has already convened its first meeting with the school sectors to progress the work on the anti-bullying framework.

    The MOU is just part of a suite of measures the Minns Labor Government has initiated to deal with challenges facing our schools.

    • Banned mobile phones in all NSW Public schools, with a recent survey showing that 86% of principals believing socialising has improved since this came into effect.
    • Implemented a new, stronger behaviour policy which provides teachers and principals with the authority they need to appropriately manage student behaviour.
    • Introduced a revised school curriculum which includes lessons on bullying, respectful relationships and consent education.
    • Hosted a Social Media Summit alongside the South Australian Government, and supported the Federal Government’s decision to raise the minimum age for social media to 16.
    • Recruited 92 new school counsellors and psychologists since the beginning of this year.
    • Launched the Spotlight on Cyberbullying Website which provides free and easily accessibly cyberbullying resources for parents, carers, teachers and schools.

    NSW Deputy Premier and Minister for Education and Early Learning Prue Car said:

    “NSW is leading the way nationally to address bullying and cyberbullying so children at all schools feel safe and supported to focus on their learning.

    “We all want the same outcome – which is to keep our kids safe and happy so that they can get the best out of their education.

    “As we progress this work in NSW, we look forward to working with our state and federal counterparts on a consistent national approach.”

    SA Minister for Education, Training and Skills Blair Boyer said:

    “Preventing bullying before it starts is the best action we can take to make sure every child can get the education they deserve.

    “That’s why we’ve focused our efforts on training teachers to better respond to bullying and bolstering the respectful relationships curriculum.

    “Prue Car and I have made tackling bullying a priority and our new partnership will give staff more tools to act and support students.

    “This action builds on South Australia’s nation-leading mobile phone ban, the rollout of explicit teaching of behaviour in schools, and 100FTE mental health and learning specialists in schools.

    “Bullying impacts all schools in all sectors. That’s why we’re sharing resources and training across all sectors to take action across all schools.”

  • MIL-OSI Australia: Minns Labor Government to bring Parklea Correctional Centre back into public hands

    The Minns Labor Government will bring the management of Parklea Correctional Centre back into public hands in one of the largest de-privatisation moves in NSW history, further delivering on its commitment to publicly-owned assets, and to providing secure jobs and long-term career opportunities for working people.

    The decision to return the management of this vital service to the public sector will secure over 400 well-paid public sector jobs for workers in Western Sydney.

    The 1,576-bed facility at Parklea is Sydney’s second-largest remand centre and has been managed by MTC Australia (previously MTC Broadspectrum) since 2018, with its existing contract expiring in March 2026.

    The contract will be extended by six months, to allow sufficient time for the transition to occur in October 2026.

    Parklea will become the second NSW prison to return to public ownership after Corrective Services NSW takes over the management of Junee Correctional Centre on 1 April 2025, following a 16-month transition.

    The NSW public sector is currently responsible for around 10,000 inmates across 31 prisons.

    Corrective Services NSW and Justice Health will work with MTC, current employees, the Public Service Association of NSW, as well as the local community, as part of the transition.

    A Corrective Services NSW transition team will be established to provide timely updates and additional support to current staff throughout the transition period.

    Treasurer Daniel Mookhey will host global superannuation leaders in Sydney in the second half of this year, following the success of an inaugural gathering of the Australian sector in the US last week.

    The Sydney Superannuation Summit will build on the NSW capital’s steadily growing position as the financial hub of the Asia Pacific.

    Last week’s landmark Australian Superannuation International Summit, hosted by US Ambassador Kevin Rudd in Washington and New York, brought together Australia’s biggest funds to showcase their potential on the world stage.

    Together the Australian funds invest $631.6 billion into the US economy.

    Financial leaders addressing the summit included US Treasury Secretary Scott Bessent and Australian Treasurer Jim Chalmers.

    NSW Treasury Corp chief executive David Deverall told the gathering how Sydney’s status as the financial services hub of the Asia Pacific had evolved.

    Mr Deverall said Sydney’s economic strength was underpinned by a strong investment pipeline, a large skilled workforce and advanced digital infrastructure.

    He said that Sydney is home to the country’s biggest banks, and that it dominates Australia’s venture capital and private equity activity in Australia.

    Nearly 60 per cent of Australian venture capital is in NSW. Mr Deverall told the summit Sydney’s advanced digital infrastructure and willingness to embrace innovation had made it an attractive place for businesses to start and grow.

    Sydney produces half of Australia’s business “unicorns”, or those valued above USD$1 billion, and almost three quarters of those on the way to reaching that threshold. 

    It is a world leader in research output per capita, a strength which plays into its financial and tech workforce and is reflected in a steady supply of qualified graduates from its universities.

    It is ranked fourth in the world as the most popular investment destination for foreign investors, after Dubai, London and Singapore, according to Investment Monitor.

    Australian superannuation funds manage a total $4 trillion in assets.

  • MIL-OSI Australia: Sydney Metro West tunnels enter the final stretch after a big breakthrough at Clyde

    Two tunnel boring machines (TBMs) constructing the mega Sydney Metro West tunnels have made a smashing entrance 24-metres below the surface at the Clyde Metro junction caverns.

    This latest milestone means that over 80 per cent of the 24-kilometre twin metro railway tunnels for this city-shaping project that the Minns Labor Government is using to drive housing uplift has been completed.

    TBM Dorothy broke through the solid rock walls to arrive at the giant junction caverns last month, after spending three months tunnelling 1.1 kilometres from Clyde.

    TBM Betty was tracking slightly ahead, arriving at Clyde junction caverns in December last year. TBM Betty spent seven weeks traversing the cavern is now tunnelling towards Parramatta.

    This junction cavern at Clyde will play a critical role in the Sydney Metro network as it connects the metro tunnels with the above ground stabling and maintenance facility, where the network’s new fleet of trains will be housed when not in service.

    Since starting their westward tunnelling journey in September 2024, TBMs Betty and Dorothy have been working around the clock to excavate about 200 metres of tunnel each week.

    So far, the TBMs have carved out 5.7-kilometres of twin tunnels between Sydney Olympic Park and Clyde, removing more than 1.1 million tonnes of material, equivalent to about 180 Olympic-size swimming pools.

    Along the way, the TBMs have installed more than 41,000 precast concrete segments to line the new tunnel walls. Each precast segment weighs about 3.8 tonnes, with six segments pieced together to form one ring around the tunnel.

    Both TBMs will now build a further 1.1-kilometre section of tunnels to reach the site of the future Parramatta Metro Station by mid-year.

    This project will double rail capacity between the Sydney CBD and Parramatta CBD which is why the Minns Labor Government has modified planning controls around a number of these new stations to turbocharge the delivery of new housing.

    Housing is the largest cost most people are facing and the NSW Government is getting more homes built near public transport, improving affordability, reducing building and infrastructure costs and building a better NSW.

    Historic £1.6bn deal provides thousands of air defence missiles for Ukraine and boosts UK jobs and growth

    Deal will create 200 jobs in Northern Ireland and provide 5000 air defence missiles missiles to Ukraine.

    200 new jobs will be created and hundreds more supported at one of the UK’s leading defence manufacturers, after a £1.6bn deal was announced by the Prime Minister today to supply thousands of advanced air defence missiles to Ukraine.

    The latest measures in the UK’s support for Ukraine to achieve peace through strength, the deal will also provide a major boost to the UK economy and support 700 existing jobs at Thales in Belfast, which will manufacture more than 5,000 lightweight-multirole missiles (LMM) for Ukraine’s defence. The deal will see production of LMMs at Thales’s factory treble and will also benefit companies in the Thales Supply Chain across the UK – putting more money in working people’s pockets.

    It is the largest contract ever received by Thales in Belfast and the second largest MOD has placed with Thales, building on a previous contract with Thales, signed in September 2024 for 650 missiles. The first batch of missiles were delivered before Christmas, and this new contract will continue deliveries.

    The deal comes after the Prime Minister announced the Government’s commitment to increase spending on defence to 2.5% of GDP by April 2027 and confirmed an ambition to spend 3% of GDP on defence in the next parliament, in order to keep Britain safe and secure for generations to come. This investment will be an opportunity to translate defence spending into British growth, British jobs, British skills, and British innovation.

    The deal helps deliver on the Government’s pledge in its Plan for Change to improve the lives of people in every corner of the UK by growing the economy. By spending more on defence we will deliver the national security that underpins economic growth, and unlock new jobs, skills and opportunities across the country. 

    Prime Minister Keir Starmer said:

    My support for Ukraine is unwavering. I am determined to find a way forward that brings an end to Russia’s illegal war and guarantees Ukraine a lasting peace based on sovereignty and security.

    I am also clear that national security is economic security. As well as levelling up Ukraine’s air defence, this loan will make working people here in the UK better off, boosting our economy and supporting jobs in Northern Ireland and beyond.

    By doubling down on our support, working closely with key partners, and ensuring Ukraine has a strong voice at the table, I believe we can achieve a strong, lasting deal that delivers a permanent peace in Ukraine.

    Defence Secretary John Healey MP said:

    Three years since Putin launched his full-scale invasion, we are now at a critical moment for the future of Ukraine and the security of us all in Europe. 

    We all want a secure and lasting peace. As today’s meeting has showed, the UK will continue to lead international efforts to support Ukraine in securing a ceasefire and durable peace. And we will not jeopardise the peace by forgetting about the war. This new support will help protect Ukraine against drone and missile attacks but it will also help deter further Russian aggression following any end to the fighting.

    This new deal delivers on the UK’s ironclad commitment to step up military support for Ukraine, whilst boosting jobs and growth at home.

    ​Today’s deal marks a historic step for industrial relations between the UK and Ukraine, building on the 100 Year Partnership signed recently by the Prime Minister and President Zelenskyy in Kyiv. The contract will enable Ukraine to draw on £3.5bn of export finance to acquire military equipment from UK companies, boosting both the UK’s and Ukraine’s defence industrial bases and support investment in further military capabilities.

    Ukraine has already put the highly capable LMM missile to use as part of its air defences where it has proven to be incredibly effective in protecting civilians and critical infrastructure from Russia’s bombardment. A £162m contract announced in September last year saw 650 LMM missiles supplied to Ukraine as an initial order to ramp up production – deliveries started in December 2024.

    Thales Northern Ireland will deliver the contract – worth an initial £1.16bn with the potential for around a further £500m of work to be added – in collaboration with a Ukrainian industry partner, which will manufacture launchers and command and control vehicles for the missiles in Ukraine.

    The contract has been placed by the MOD’s procurement arm Defence Equipment & Support on behalf of the Ukrainian Government, to be funded by a loan underwritten by United Kingdom Export Finance (UKEF) after a deal signed last year to allow Ukraine to draw on £3.5bn worth of support from UKEF to spend with UK industry.

    As set out in the Plan for Change, national security is the first duty of the Government – and a strong economy is built on the bedrock of strong security. Increased defence spending will support highly skilled jobs and apprenticeships across the whole of the UK. Last year, defence spending supported over 430,000 jobs across the UK, the equivalent to one in every 60, and 68% of defence spending goes outside of London and the Southeast, benefitting every nation and region of the country.

    The UK’s Defence Industry has supported Ukraine from the start of the war and this important contract underlines industry’s ability to scale up production at pace to deliver the world-class defence equipment Ukraine requires.

     This contract is a critical next step in the work of Task Force HIRST in developing lasting partnerships between the UK and Ukraine’s defence industries. The substantial increase in LMM production capacity will benefit both Ukraine’s fight tonight, as well as the longer-term security of the UK.

    The deal marks the next milestone in the work of the MOD’s Taskforce HIRST and the first of a series of “mega projects” to be delivered for Ukraine, with the HIRST team working to build long-term relationships with Ukrainian industry to restore and modernise their defence industrial base, support its future defence and economic growth.

    Earlier this month, the Defence Secretary announced a new £150m military support package to support Ukrainian troops fighting Russia on the frontline, part of the UK’s unprecedented £3 billion annual pledge to Ukraine.

    The UK has committed to spending £3bn next financial year to support Ukraine, with an additional £1.5bn from interest on seized assets through the Extraordinary Revenue Accelerator – taking the total to £4.5Bn. This will ensure Ukraine can achieve peace through strength and underscoring the new 100 Year Partnership between the UK and Ukraine.

  • MIL-OSI Global: Why bike lanes should remain on Ontario’s roads

    In late 2024, the Ontario legislature passed Bill 212 giving the provincial government significant control over municipal bike lanes. The law requires municipalities to ask the province for its approval to install bike lanes if they would remove a lane for other vehicular traffic. The legislation also allows for the removal of three major bike lanes in Toronto.

    Supporters of such moves argue that bike lanes worsen traffic congestion, negatively impact local businesses and delay emergency vehicles from getting where they need to go. However, research shows that bike lanes improve transportation infrastructure, including preventing injuries.

    One of the main values of bike lanes is that they promote safety for all road users. Many cities around the world install bike lanes to wholly or partially separate cyclists from larger vehicles. This separation limits the interaction with cars and makes cycling safer.

    Bike lanes can also be more efficient at moving more people per unit width of the road compared to car lanes. They are also much more inexpensive to build than roads for cars. Protected bike lanes cost an average of a few hundred thousand per mile compared to vehicular roads in millions of dollars per lane mile.

    Reduced injuries

    Bicycles are classified as vehicles under Ontario’s Highway Traffic Act, and cyclists are rightful users of all roads except controlled access highways.

    When people cycle on infrastructure that supports biking (bike lanes, cycle tracks, low-speed zones, etc.), the risk of injury is reduced significantly. Bike lanes increase the visibility of cyclists to motorists and reduce interaction between cars and bikes.

    A 2016 paper that looked at data on bike networks and injuries in 10 Canadian and U.S. cities between 2000 and 2015 showed that an increase in bike networks led to a decrease in fatal and serious injuries.

    The safety associated with bike lanes can also encourage more people to take up cycling. A 2020 poll from the Canadian Automobile Association indicates that 40 per cent of Canadians reported they would feel encouraged to cycle on bike lanes physically separated from other vehicles.

    More inclusive roads

    Bike lanes can make cycling more inclusive for women, children, older adults, people with disabilities and those with limited transportation options.

    For them, bike lanes can bridge the equity gap and affirm cycling as something “inherently democratic, inclusive, and affordable.”

    Fewer women bike compared to men. A 2014 study that surveyed cyclists in five U.S. cities found that more women than men strongly agreed that protected bike lanes made them feel safe and new ones increased how often they cycled.

    Child cyclists benefit a great deal from bike lanes. They are often smaller and less visible to people driving cars. They are also less able to assess risk and navigate shared roads, so a separate lane can reduce those risks.

    Older adults and people with disabilities also benefit from bike lanes, as they provide a more suitable cycling environment for riding with limited physical acuity and slower speeds.

    Low-income and racialized people are significant bike users and are more likely to rely on biking to get around due to their limited access to transportation options. Yet, without bike lanes, they may have no choice but to risk cycling in a dangerous environment. For them, bike lanes are crucial infrastructure.

    Cycling is also much cheaper than having a car. Cycling costs about $0.06/km and driving a car $0.58/km, and switching from driving to cycling can reduce transportation spending from 30 per cent to 10 per cent of household income.

    Consumer spending and congestion

    Some argue that bike lanes reduce street parking, which can lead to lower economic activity. However, a 2012 study showed that people who cycle, walk and use transit frequent local businesses more and spend the same or more than those who use private cars.

    In Toronto, when bike lanes were installed on Bloor Street West, there was an average increase in monthly consumer spending from $186 to $245. A similar trend was observed in New York City, San Francisco, Los Angeles, Bern, Dublin and Copenhagen.

    When it comes to congestion, a 2018 study on the impact of installing bike lanes on arterial roads in Toronto found that the most affected street segments would only result in an estimated one-minute delay.

    A 2022 study from Melbourne showed a minor effect on traffic when bike lanes were added to residential streets with low speed limits. It also found the “selective inclusion” of safe cycling lanes, in the worst cases, leads to a delay of less than 10 seconds per kilometre for drivers.

    In New York, a 2016 study found that adding bike lanes reduced the average time for car travel on major thoroughfares from an average of 4.5 minutes to 3 minutes.

    Examples from elsewhere indicate that removing bike lanes would not bode well for Toronto. A well-used bike lane in London, England was removed in December 2020 following residents’ complaints that they caused traffic congestion. A study found that the removal resulted in longer travel time on the street compounded by cars illegally parking in the space previously reserved for the bike lane.

    Emergency response

    Immediately after the bike lanes were installed on Toronto’s Bloor Street West, paramedics response time within 500 metres of the bike lane corridor rose by 42 seconds compared to 45 seconds city-wide.

    Toronto Fire Services (TFS) response time increased by 30 seconds within the same corridor compared to a two-second increase for the entire city. However, these evaluations were for two months in 2023. In October 2024, TFS Chief Jim Jessop said the Bloor Street West bike lanes did not lead to an increase in response time.

    If these bike lanes are removed and replaced with others elsewhere, it could create a poorly connected bike network. The safety and convenience associated with connected bike networks will be lost as a result.

    Based on what research tells us, Toronto’s bike lanes should stay. Bike lanes provide various benefits, including making our streets more inclusive of more people.

    Bike lanes offer safety on the roads by reducing the risk of fatal or non-life-threatening injuries on roads, and are a tremendous gain for transportation infrastructure.

    Even in cases where a bike lane causes a few seconds of delay, politicians and city planners must consider the trade-off — especially if it means saving a person’s life.

    Little Leaf Farms is voluntarily recalling a specific lot code of its Southwest Salad Kits due to the potential presence of undeclared fish and wheat allergens. People who have an allergy or severe sensitivity to wheat and/or fish run the risk of serious or life-threatening allergic reaction if they consume these products.
    The affected product was produced during a single run on Wednesday, February 19, 2025, resulting in one pallet of 96 cases (576 individual clamshells). Little Leaf Farms has determined that fewer than 20 individual Southwest Salad Kits were incorrectly assembled during this run.
    Product was distributed to the following states: Massachusetts, Connecticut, and New Hampshire. The Southwest Salad Kits were distributed to retail stores including Ahold USA Freetown, Kilduff, Stew Leonard’s, Associated Grocers of New England, Shapiro Produce, and C&S Wholesale Grocers, Inc (Hatfield) between February 20, 2025, and February 22, 2025.
    The recalled product is identified as follows:

    Lot Number: 050011 as the first six digits (printed on the bottom left of the package)
    Enjoy By Date: 03/08/2025
    Package Size: Individual clamshell

    Consumers who may have purchased the potentially affected Southwest Salad Kits with this lot number are asked to return it to the place of purchase for a full refund or immediately dispose of them. Little Leaf Farms is advising affected retailers in its distribution network to remove existing products with the above-identified lot code from their shelves and warehouses.
    The issue was identified after receiving one consumer complaint noting incorrect ingredients. No injuries or illnesses have been reported to date.
    While the products are safe to eat and the company believes the issue is extremely limited, it is taking this measure to ensure the safety of its consumers.

    Work is about to commence at Mimosa Rocks National Park on the NSW Far South Coast, which is receiving a $6.5 million funding boost to strengthen the park’s resilience against natural disasters.

    Severe flood events in 2021 and 2022 caused significant damage to the park, leading to extensive closures of campsites and visitor precincts.

    Around 76 per cent of campgrounds – 60 sites in total – along with several popular day-use areas were either closed or had limited access until repairs could be made.

    The investment is being made under the $200 million Infrastructure Betterment Fund, which is financed by the Australian and NSW Governments to support the repair and rebuilding of public assets directly impacted by natural disasters.

    This funding for Mimosa Rocks National Park will support critical improvements including:

    • Upgraded drainage systems to manage heavy rainfall.
    • Relocation of high-risk campsites to minimise future flood damage.
    • Improved road surfaces for better access and safety.
    • Enhanced pedestrian beach access points to mitigate the effects of ocean storms surges and dune erosion.

    Improvements will be made to four precincts within the national park, including three campgrounds:

    • Aragunnu,
    • Gillards Beach,
    • Middle Beach,
    • Nelsons Beach.

    Construction will commence in the coming months, and visitors are advised to expect intermittent disruptions.

    Beauty students at TAFE NSW Ultimo now have access to the latest industry-aligned training equipment and fit-for-purpose teaching spaces, thanks to a $1.82 million upgrade to the beauty training facilities funded by the NSW Government.

    Including dedicated nail and beauty therapy rooms, the modernised facilities will ensure students develop the practical skills and knowledge to start or continue a career in the booming beauty industry.

    The teaching space is also equipped with the latest industry-standard tools and resources, including spa chairs, beauty beds, professional lighting, and advanced equipment for specialised skin treatments.

    As the beauty services industry continues to grow, enrolments in TAFE NSW beauty courses have increased by 26 per cent over the past five years. The updated training facility will be used to train the future beauty therapists and nail technicians to meet demand.

    The investment is part of the NSW Government’s ongoing commitment to strengthening vocational education and ensuring students have access to modern, industry-standard training environments.

    The Minns Labor Government is taking important steps to address homelessness in the Northern Rivers, transforming a vacant retirement village into 70 supported temporary accommodation units.

    In partnership with Homes NSW, community housing provider Social Futures plans to deliver 70 temporary beds at Tweed Heads, with wraparound support to help vulnerable locals get back on their feet.

    The form­er residential village for over 55s was sitting vacant and unused since it was put on the market in 2023. Soon, it will provide a safe place to stay for community members including seniors and people with a disability, with the first stage of the project to deliver 20 new homes in coming weeks.

    The NSW Government is taking decisive action to transform underutilised properties into secure, supported accommodation, run by experienced community housing providers—reducing reliance on costly hotels and motels.

    Temporary accommodation is more than just immediate shelter, it’s a lifeline that helps prevent homelessness, connecting people with essential support services for long-term stability and better outcomes.

    This project was made possible by a $525,800 grant from the first round of the $100 million Homelessness Innovation Fund.

    The grants support new and improved approaches to tackling homelessness and are available to accredited homelessness services, registered Community Housing Providers, Aboriginal Community Housing Providers and those working toward accreditation or registration.

    The first funding round backed 24 projects, distributing nearly $10 million, including $768,862 to Social Futures to convert a disused aged care facility into crisis accommodation in Lismore.

    Round two recipients will be announced soon, with applications open until 30 April 2025.

  • MIL-OSI Security: Former State Official and State Representative Charged with Offenses Related to Cancelled State Audit of Medicaid Provider

    Marc H. Silverman, Acting United States Attorney for the District of Connecticut, Anish Shukla, Acting Special Agent in Charge of the New Haven Division of the FBI, and Harry T. Chavis, Jr., Special Agent in Charge of IRS Criminal Investigation in New England, today announced that a federal grand jury in New Haven has returned an 18-count indictment charging KONSTANTINOS “KOSTA” DIAMANTIS, 68, of Farmington, and CHRISTOPHER ZIOGAS, 73, of Bristol, with various offenses related to the cancelling of a state audit of a Medicaid provider who engaged in health care fraud.

    The indictment was returned on February 25, 2025.  Diamantis and Ziogas each appeared today before U.S. Magistrate Judge S. Dave Vatti in Bridgeport, entered pleas of not guilty to the charges in the indictment, and were released on $500,000 bonds.

    As alleged in the indictment, between January and June 2020, Diamantis, while serving at Deputy Secretary of the State of Connecticut’s Office of Policy and Management (OPM), and Ziogas, who served as a State Representative for Connecticut’s 79th Assembly District, engaged in a scheme in which Diamantis solicited and received corrupt payments and benefits from Helen Zervas, an optometrist and owner of Family Eye Care in Bristol, in exchange for official acts concerning a State of Connecticut audit of Zervas’s and Family Eye Care’s Medicaid overbilling.  Diamantis and Ziogas then took steps to conceal their conduct.

    As part of the alleged scheme, in January 2020, an official with Connecticut’s Department of Social Services (DSS) provided notice that it would perform an audit of Zervas’s and Family Eye Care’s Medicaid billing.  Zervas, who has been charged separately, knew that she had fraudulently overbilled Medicaid for medical services that she had not provided, or that were not medically necessary.  Zervas sought assistance from Ziogas, who was her fiancée, to prevent the DSS audit from proceeding.  Ziogas, in turn, sought help from Diamantis.  In exchange for payments from Ziogas and Zervas, Diamantis undertook official acts, and pressured other state officials to undertake official acts, aimed at favorably resolving the DSS audit.

    As alleged in the indictment, on March 4, 2020, Ziogas made a bribe payment to Diamantis in the amount of $20,000.  On that date, Zervas’s attorney emailed a DSS official with a settlement offer to resolve DSS’s audit.  The next day, Zervas reimbursed Ziogas with a $25,000 check from Family Eye Care.  On March 12, 2020, Ziogas made a $10,000 bribe payment to Diamantis, and was subsequently reimbursed by Zervas.  After having been advised and pressured indirectly by Diamantis through officials at OPM and DSS, the DSS official cancelled the DSS audit and, on May 1, 2020, accepted Zervas’s settlement proposal.

    The indictment further alleges that, on May 12, 2020, Diamantis and Ziogas delivered a check from Family Eye Care in the amount of $599,810 to DSS.  On May 15, 2020, Ziogas, through Zervas, made a final bribe payment of $65,000 to Diamantis.

    The indictment also alleges that Diamantis and Ziogas made multiple false statements when interviewed by the FBI during the investigation of this matter, and that Diamantis failed to include the $95,000 in corrupt payments on his 2020 federal tax return.

    Finally, the indictment alleges that Ziogas, an attorney, separately committed bank fraud.  Ziogas was the trustee of a client trust, identified in the indictment as “Trust-1.”  In November 2019, Ziogas prepared and caused to be negotiated a check from Trust-1 in the amount of $5,500 made out to “Kosta Diamantis.”

    The indictment charges Diamantis and Ziogas with extortion under color of official right, which carries a maximum term of imprisonment of 20 years; bribery, which carries a maximum term of imprisonment of 10 years; conspiracy to commit extortion under color of official right, which carries a maximum term of imprisonment of 20 years; and conspiracy to commit bribery, which carries a maximum term of imprisonment of five years.

    The indictment also charges Diamantis with seven counts, and Ziogas with two counts, of making false statements, which carries maximum term of imprisonment of five years on each count; Diamantis with one count of filing a false tax return, which carries a maximum term of imprisonment of three years; Ziogas with three counts of making illegal monetary transactions, which carries a maximum term of imprisonment of 10 years on each count; and Ziogas with one count of bank fraud, which carries a maximum term of imprisonment of 30 years.

    Acting U.S. Attorney Silverman stressed that an indictment is only a charge and is not evidence of guilt.  Charges are only allegations, and each defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

    This investigation is being conducted by the Federal Bureau of Investigation and the Internal Revenue Service – Criminal Investigation Division.  The case is being prosecuted by Assistant U.S. Attorneys Jonathan N. Francis and David E. Novick.

  • MIL-OSI Global: Homeless Britons say cost of addiction is forcing them into modern slavery – so why are they not being recognised as victims?

    Patrick is 32 years old and has been homeless on and off in Edinburgh since growing up in care. He speaks with a rasping quality due to the ravages of sleeping outdoors in cruel Scottish winters. Until recently, he was one of thousands of people in the UK trapped in exploitation, often referred to as modern slavery.

    In the UK over the past five years, more than 59,000 people have been identified as possible victims of exploitation – sometimes having been trafficked into the country for this express purpose. Some are forced into criminal forms of labour, like growing marijuana, or put to work in agriculture, hospitality, care or construction in illegal conditions. Still more are trapped in private homes in what is termed “domestic servitude”.

    And there is Patrick’s category, which is sexual exploitation.

    Patrick began taking drugs at 14 years old while in care. Two years later, he was kicked out of the children’s home and met an older man who introduced him to gammahydroxybutrate, or “G” as Patrick calls it. This is known as a “chemsex” drug due to its ability to induce arousal and reduce inhibitions.

    The dealer began having sex with him and taking him to sex parties with other men. Soon, Patrick was addicted to G and, over time – the precise length is unclear as, like many people who’ve experienced trauma and addiction, his memories are highly fragmented – the man began to control him. If Patrick wanted more G, he had to have sex with the older man or with other people he selected. Specific sex acts were demanded, regardless of Patrick’s consent.

    This controlling behaviour escalated: if Patrick wanted heating in the room in which he slept, if he wanted access to electricity to charge his phone, if he wanted clean clothes or food, if he wanted to avoid being hit, sex was required.

    “I never had a choice,” Patrick tells me about his time living in that house. “If I hadn’t got the drugs, I’d die.”

    The man kept him on a chemical leash for years. He was not physically restrained in the house, and he had access to his own bank account and benefits payments. Sometimes he slept rough to escape the abuse – but he always returned, because he lived in fear of “rattling”, as he calls withdrawal.

    It wasn’t just fear of the physical suffering involved in going without the drug. Patrick’s father murdered his mother when he was a small child. He describes his addiction as a chance to feel free of that trauma – to feel “like superman, like flying”.

    The link between addiction and exploitation

    Addiction was a driving force in Patrick’s exploitation. And he isn’t alone: several court cases involving the exploitation of homeless people have acknowledged the role of addiction in their victimisation.

    In 2013, R v Connors found that the Connors family, which ran a casual construction business in Bedfordshire, had recruited homeless men into their service. The men were promised accommodation, food and reasonable wages, only to receive “something like £10 per day” – if they were paid at all. They worked long hours in poor conditions without necessary equipment or clothing, and “on occasion they were subjected to violence or the threat of violence”.

    As a result, three members of the Connors family received custodial sentences of between four and 14 years. The court judgement noted that their victims “were chosen deliberately. Usually they were homeless, addicted to alcohol, friendless and isolated.”

    Three years later, the case of R v Rooney found that 11 members of the Rooney family had victimised at least 18 people in Lincolnshire, forcing them to work without pay and to live in squalid conditions for up to 26 years. In one instance, they made a victim dig his own grave to force him to sign a contract of lifelong servitude. Nine members of the family were sentenced to jail, with most receiving sentences of five years or more.

    After a subsequent unsuccessful appeal, the judge drew a direct link between victimisation, addiction and homelessness, stating: “The appellants were said to have manipulated and controlled these men by withholding pay [and] feeding their vulnerabilities and addictions, such as to alcohol or cannabis.”

    It didn’t end there. In 2020, the office of the UK’s Independent Anti-Slavery Commissioner examined Operation Fort, “the UK’s largest anti-slavery prosecution”, which took four years to conclude. It found that some of the victims had been recruited from homeless shelters and were addicted to drugs or alcohol.



    Illicit drug use is damaging large parts of the world socially, politically and environmentally. Patterns of supply and demand are changing rapidly.     The role of addiction in all these cases is important to acknowledge – as is recognising that homelessness isn’t a singular thing. Some people experience homelessness only once; others are homeless repeatedly and for years. There are people for whom lacking shelter is the main measure by which they are disadvantaged, which differs to those who are “multiply excluded” or who have “severe and multiple disadvantages” – including histories of institutional care, substance dependency, and criminal records. And that’s without layering on additional factors such as race, ethnicity, sexuality and gender.

    As part of my PhD research, I spent several months investigating Edinburgh’s street community, delving into homeless people’s experiences of exploitation, and finding out how and why these experiences occurred.

    I chose to work exclusively with people who, like Patrick, were either British or had migration statuses that afforded them the same rights as British people (such as access to benefits). Other statuses – like being an asylum seeker, being on highly restrictive work visas or being undocumented – are widely recognised to make people more vulnerable to being exploited. Removing this factor enabled me to focus on victimisation that could not be explained by immigration policy, and which might point to new or under-explored territories.

    I uncovered many cases like Patrick’s: homeless British people who had been exploited. But I also met people who were homeless and had not been exploited. And one of the main differences was addiction. Everyone who had been exploited while homeless had a substance dependency. And it seemed to be this, more than homelessness, which had put them in harm’s way.

    Debt bondage on the streets of Edinburgh

    Like Patrick, Paul is a white Scottish man in his 30s. He began sofa-surfing at the age of 11 after leaving his abusive family home. Since then, his life has been chronically chaotic: rough sleeping, prison, time in hostels, social housing and back again. Addiction has been the sole stable feature – in his case, a heroin habit which started “when I was 22, in prison”.

    Paul has done various things for money over the years: begging (but only once because “I couldn’t deal with the shame of sitting down with people I knew walking past”); house-breaking (“shit stuff I wish I could take back”); shoplifting and reselling (“bacon, cheese, booze, anything that was more expensive”); and also drug running. It was this last method where he got into trouble.

    Paul was shoplifting and wasn’t making much money when he “got an offer” to become a drug runner instead. Although movies would have us believe that most modern slavery is the result of kidnapping or abduction, it’s usually the result of a subtler process. The potential victim is offered something they need, such as money or passage to a different country, and it goes wrong.

    For Patrick and Paul, what they needed was drugs. Paul accepted the offer and began working as a runner, taking drugs from the dealer’s house to the customers and risking arrest on the way. He was paid in small amounts of heroin for his personal use. Looking back, he sees the dealer as “basically getting me deeper and deeper into trouble”, by escalating his addiction and using it as a control mechanism to keep him working – like the chemical leash experienced by Patrick.

    For Jack, a third Scottish homeless man, it was worse. Initially, he bought drugs (both heroin and crack cocaine) using cash, but then a dealer began giving him more than he could afford. “I’d say I only want a half-ounce … and he’d say nah, he’s gonna give me the full one.”

    Over time, Jack’s debt grew. He tried to repay it by working as a drug runner for the man, but the money could never be paid off. This was partly because he always needed his next hit, but also because the dealer was inflating the debt each time. There was no way out.

    The dealer was also, according to Jack, “quite a fuckin’ scary bloke” – which turned out to be Jack’s way of disclosing that he had been threatened when he tried to leave for a different dealer. At least once, he had been hit.

    The Gangmasters and Labour Abuse Authority describes debt bondage as when “an employer or controller will use different tactics to trap the victim in an endless cycle of debt which can never be repaid”. In Jack’s case, as with others in my investigation, it was a particular instrumentalisation of that chemical leash.

    “We call it ‘in your pocket’,” Jack explains. “That’s what they say: ‘I’ve got him in my pocket now.’”

    Paul and Jack had experienced localised permutations of what government and police call county lines – the transporting of drugs by children or vulnerable adults under coercion.

    It may have a special label, but this is a normal part of the drug dealing business model. When I recount Paul’s and Jack’s experiences to Ryan, another homeless Scottish man who is familiar with the drug economy thanks to his dealer dad, he snorts: “Well aye, obviously.”

    Into the arms of would-be exploiters

    Patrick, Paul and Jack had all been exploited within the drug economy in one way or another, and this is where government-approved county lines strategies are focused. But addiction drives exploitation more broadly than the drug sector itself; as in the Rooney and Connors cases, legal employment sectors including construction and farmwork are subject to addiction-fuelled exploitation too.

    When Jack was approached to paint scaffolding poles for £80 a day, he jumped at the chance – it looked like good money for an easy task. But the job wasn’t what it seemed. The recruiter knew Jack was an addict and dropped him off alone at a warehouse with a bag of speed, so he would work through the night with no sleep. This happened for four weekends in a row, with the man alternating between treating Jack well (“made me feel like I was ‘the man’”) and frightening him (“he pure intimidated me”). The £80 per day never materialised.

    In Paul’s case, he was offered farmwork by a man outside a soup kitchen he frequented. Paul says he didn’t trust the guy “just from looking at him … and the way he went about it, like strolling up to a homeless place. That’s where most serial killers go to get victims.”

    Paul was warned off by street acquaintances who’d heard of people being treated badly at the farm. “They were living in, basically, homeless situations – in a barn or something with no heating and stuff like that, being worked when the guy says … You’ve no money to get home, you don’t know where you are.”

    Yet even with this information, when it happened a second time, Paul decided to go. He needed money for his heroin habit. Thankfully, he was too slow to say yes and he lost out to two other men. He doesn’t know what happened to them.

    When Paul and I met, he was staying off heroin, thanks to methadone and various other prescription drugs. I asked what he’d do if someone approached him with the same kind of job offer now. He said he’d decline; he no longer needs the money for heroin.

    Lorraine, in her 40s and also Scottish, spent years doing sex work. She’d been in various situations during that time, including being deceived into brothel work based on potential earnings which turned out to be untrue, and being pimped by someone who “was supposed to be a friend”.

    When we met, Lorraine was no longer doing sex work for anyone but herself. I asked what had changed. Along with getting a place in an emergency shelter, she said it was “because I’m not using [drugs], you know; I’m not using any more. I used to be a prolific crack and heroin addict.”

    Paul and Lorraine aren’t alone. Nearly everyone I’ve interviewed draws a direct line between the high cost of illegal drugs and the likelihood of being exploited. In contrast, those who’ve got clean are free from coercion and able to get by on their benefits – benefits they receive, in general, for severe mental health conditions and learning disabilities.

    Can criminals be victims too?

    Ryan was right when he snorted “aye, obviously” to me: the link between addiction and exploitation should be plain to see. There are passing mentions of addiction issues among homeless survivors peppered in the Rooney, Connors, Operation Fort and other case documents. So why had all bar one of the people whom I met, and who shared their stories of exploitation with me, not been flagged as possible victims by services?

    The one exception to this rule offers some answers.

    Piotr came to the UK after seeing an advert for a job in a car garage. He liked that first job. Even though it paid lower than the minimum wage, it was enough to meet his needs and the boss was reasonable. But when that garage closed and his long-distance marriage broke down, Piotr relapsed into alcoholism. He needed to find a new job so he could fund his daily intake.

    Another garage owner who was aware of Piotr’s dependency offered him work. They didn’t make an agreement about money, but Piotr told me he’d hoped to get around £20 a day plus some food or cigarettes. That may sound bad to people accustomed to legal minimum wages, but the reality turned out much worse.

    Piotr wasn’t paid at all. He slept in a caravan on the garage site, and if he wanted to use gas or electricity, he had to pay for it … with no wages. He told me how the boss would shout at him, and sometimes hit him too.

    Thankfully, after around a year, Piotr was able to leave and, during the period we met, he was working somewhere that treated him better and paid him consistently – though still below the legal minimum.

    It was while Piotr was working at this new and better place that homelessness support workers encountered him and began to wonder whether he’d been exploited. The fact they were correct isn’t the point here; rather, why had they flagged his victimisation but not Patrick’s, Paul’s, Lorraine’s or Jack’s? And what might this tell us about homelessness and exploitation more broadly?

    The answer may lie in a concept introduced nearly 40 years ago by criminologist Nils Christie. The “ideal victim” is the notion that we’re more willing to view some people as victims than others. Christie suggested various criteria that make people more likely to receive the social label of “victim”: including that they’re weaker than the perpetrator; that they’re carrying out a respectable project at the time of the harm occurring; and that their general behaviour is blameless – namely, they were doing nothing illegal nor putting themselves at risk.

    In this analysis, it should be obvious that Patrick, Paul, Lorraine and Jack are all non-ideal victims. Most have been in prison, some multiple times, and all regularly commit crimes by taking drugs or earning money in illegal (drug running, stealing) or semi-legal (sex work) ways. In contrast, Piotr does none of these things.

    But while social bias goes against viewing Patrick, Paul, Lorraine and Jack as victims, empirical data tells us otherwise. Studies show that “engagement in offending behaviour is one of the strongest correlates of victimisation”. Substance abuse in particular is recognised to put people at greater risk of becoming victims of crime.

    Yet the support workers I interviewed make it clear that, in general, their homeless clients are not asked about their various criminal activities. Their rationale varied: some felt that asking probing questions about these activities might harm their relationship, making clients suspicious of their motives and damaging their ability to support them. Others felt it was simply none of their business how or whether clients earned money illegally, either because of their perceived remit of their work, or because they viewed the activities as distasteful or shameful.

    Drinking alcohol was safe to ask about, as was working in legal sectors like car garages – but not heroin, not crack cocaine, not G, not sex work, not drug running, and so on.

    Paradoxically, then, the very aspects of someone’s life which may instinctively put off support workers, police, medical professionals and others from viewing them as possible victims are the same aspects which make them more at risk of victimisation.

    Compounding this, Piotr is not British while all the others are. There is very limited data on exploitation in the homelessness community but, according to information published by the charities Unseen and The Passage, most people who are identified as victims of exploitation have been migrants. Two-thirds of those highlighted by the latter have “no recourse to public funds”, a particularly precarious form of migration status which bans people from accessing benefits and other forms of social assistance.

    In theory, this should have meant that my investigation – which excluded anyone in that precarious category, solely interviewing British people or migrants who have the same protections as UK citizens – wouldn’t have easily found victims. But when I spent lots of time getting to know people living on the streets of Edinburgh, I found this wasn’t the case.

    That doesn’t mean Unseen or The Passage are wrong in their activities or data, far from it. Victimisation is not a zero-sum game: multiple categories of homeless people can be at especially high risk. Rather, it brings an additional population into view for deeper consideration.

    Following Christie’s concept, academics have considered how migration and victimhood intersect, noting that migrants’ perceived “weakness, frailty and passivity” aligns with the ideal victim idea. On exploitation specifically, a great deal of research and action has taken place to highlight the ways in which the UK’s “hostile environment” migration policy renders migrants vulnerable to exploitation.

    This combination of perception and policy makes it plausible that homeless people of foreign origin are more easily recognised as victims than people who have remained in the area in which they grew up, like the Scottish people encountered in my investigation – and especially those exhibiting some of the other “unideal” factors I’ve described.

    What does this mean?

    The finding that addiction is an important driver of exploitation among the homeless community offers guidance for targeted intervention. People who are homeless and have substance dependencies should be considered higher risk for exploitation than people who are homeless without addictions.

    While there are many factors which contribute to victimisation, and this article is the product of a broader body of research, it does offer a strong indication of one place we should look for harm.

    Second, police and other frontline services should consider biases that may be blinding them to some victims, specifically British people with offending records.

    Third, my investigation points to a broader question: if addiction is driving vulnerability to exploitation, what does this mean for drug and alcohol policy? In England, funding of local council addiction services has halved over the past ten years; while in Scotland as well as England and Wales, the high rate of drug-related deaths demonstrates a desperate need for more intervention.

    Meanwhile, the National Police Chiefs’ county lines policing strategy for 2024-2027 doesn’t mention addiction even once. There is a glaring need for a better-funded, more joined-up approach to understanding and addressing addiction, thereby reducing exploitation crimes.

    Going further, one useful response could be the UK-wide introduction of “safe consumption rooms”, whose main purpose is to reduce drug-related harms including contamination and overdose. After much political debate, the first such facility in Scotland, called the Thistle and located in Glasgow, opened on January 13 2025.

    In the context of exploitation, these safe consumption rooms could remove the obstacle of illegality from identification. In a space in which drug-taking is explicit, people may feel safer to disclose harm, and support workers may feel safer to probe into people’s lifestyles.

    This builds on my forthcoming study, to be published in a collection from Amsterdam University Press. It shows how health clinics and social spaces that are explicitly run by and for sex workers, and which have no links to policing, are able to identify victims of exploitation who have otherwise gone unnoticed or avoided sharing their victimisation out of fear of being criminalised, because of their involvement with the sex industry or their migration statuses. By creating safe spaces free from judgement or criminalisation, we open new opportunities for support.

    Being able to regulate drugs by decriminalising them may also be beneficial. It would not remove the problem – alcohol is legal and Piotr was still exploited – but it could blunt the instrumentalisation of addiction by would-be exploiters, making it harder to construct “drug debt bondage” like that experienced by Jack, and more difficult to hold the threat of imposed withdrawal over victims, as experienced by Patrick.

    But, regardless of which policy levers exist, successive UK governments’ track records on tackling modern slavery do not bode well. While they purport to take “anti-slavery” action, they have consistently sidestepped the policies which construct vulnerability to exploitation in the first place. From maintaining visas that push migrants into domestic slavery to restricting benefits and pushing impoverished people into the arms of abusers, one hand creates what the other purports to tackle.

    So far, the Labour government appears to be continuing this disappointing track record. In its election manifesto, it pledged to introduce “a new offence of criminal exploitation of children, to go after the gangs who are luring young people into violence and crime”. But this reinforces the “ideal victim” problem: children are innocents, but what of their adult, addicted counterparts? And what about the drug policies underlying this illicit economy?

    Since taking office, and as we approach the ten-year anniversary of the UK’s “world-leading” Modern Slavery Act, the government has committed to a “holistic victim-centred approach”, but there is no indication that this will include people like Patrick, Paul and Jack.

    We have known the factors driving modern slavery for years. This investigation provides more evidence that we must address drug policy and addiction support as part of any effective strategy to reduce the deeply damaging effects of exploitation.

  • MIL-OSI United Kingdom: Successful projects highlighted at Harbours Management Board

    When The Highland Council’s Harbours Management Board met earlier today, (Friday 28 February) members expressed their delight that two projects are bringing benefits to the council, the fishing industry and their local communities.

    The Highland Council manages approximately ninety ports, harbours and marine facilities, ten of which provide Marine Gas Oil (MGO) bunkering facilities. There has been a notable increase in the size of commercial vessels using these facilities over the last few years, putting an increasing demand on the existing systems.

    A new faster fuel pump installed at Kyle Harbour in October 2024 is proving to be a great success, with fuel sales up and for the time it takes for vessels to refuel cut, making a stop to take on fuel far more attractive for all forms of boats.

    The previous pumps at Kyle had a maximum output of 15,000 litres an hour which was too low for some of the larger vessels due to strict turnaround times set by the contracting companies. The new pump has an output of between 24,000-28,000 litres per hour.

    Average monthly sales of fuel have increased:

    •           2022/23 = 378,698 litres;

    •           2023/24 = 558,303 litres; and

    •           2024/25 to date = 626,698 litres

    Chair of the Board, Councillor Michael Green said: “The income generated from fuel sales at our ports and harbours is an important income source for the Council. We are delighted that since the pump went into operation on 16 October 2024 there has been a total of 1,115,638 litres sold. By investing in modern infrastructure , such as the high-capacity fuel pump at Kyle Harbour, the Council is not only meeting the evolving needs of the maritime industry but also driving economic growth. The Harbours Board, along with the Highland Council is embracing a new entrepreneurial spirit, demonstrating a dynamic customer-led approach to business that prioritises efficiency, innovation and community benefit.

    Another important source of income are fish landings at council run harbours and the Board discussed figures that put Kinlochbevie to the fore of harbours across Scotland.

    Details of fish landings into all Scottish Harbours are collected by the Scottish Government and published is detailed within Appendix 1. The information provides useful and interesting information on the health of the fishing industry and harbours.

    Although the full report for individual harbours is not yet available on the Scottish Government website, statistics for Kinlochbervie have been published.

    The report ranks the council-run harbour as 6th overall in landings by tonnage with 7,923T landed. The total tonnage landed in 2024 was up by 30% compared to 2023, making it the highest % increase for tonnage in Scotland. Also ranked 6th overall in value of landings, the total value of landings last year was up by 21% compared to 2023, again, the highest % increase for value in Scotland.

    Councillor Green said: “Successful fishing harbours are at the heart of the communities where they are located, offering employment, income and sales opportunities for the local economies. The figures for Kinlochbervie are excellent and show a thriving busy fishing harbour, very much at the heart of the local community.  I want to thank everyone working at the harbour and everyone who supports it for their hard work. We look forward to seeing figures for our other harbours when they are published.”

    A total of 23 years in prison for a former Brookside actor and his associates has been awarded this afternoon.

    Former Brookside actor Philip Foster and eight associates have today (28 February 2025) been sentenced for their part in a £13.6 million fraud that ran for over eight years.

    The sentences handed down at Sheffield Crown Court today are the result of an over 6-year investigation by National Trading Standards, whose work uncovered an extensive network of sham modelling agencies that cruelly exploited the dreams of aspiring young models and their parents.

    Foster was the ringleader of the operation. He orchestrated the fraud from Spain, using a network of associates based in England who operated a string of sham modelling agencies and photography studios in cities across the country, including London, Manchester, Leeds, Bristol, Coventry, and Nottingham.

    More than 6,000 victims were deceived by the group – mainly young people and mothers – who ended up parting with substantial amounts of money under the false promise of securing paid modelling work.

    The fraud worked by setting up a photographic studio in the area and running a social media advertising campaign. People who responded were given the false impression that a model agency was interested in them, with emails telling them they had potential. Victims were then invited to a ‘free’ test shoot at the photographic studio, which turned out to be a ruse to try to extort money out of them.

    At the test shoot, victims were given a studio experience, handed glossy brochures and told how successful other people had been. They would then be told that they passed their studio test and that modelling agencies were interested, but they needed to purchase their portfolio photographs from the studio in order to join an agency and become an agency model.

    Victims were duped by the group who, between them, gave a good impression of running successful model businesses and lied to them about their potential. Millions of pounds were taken from aspiring models, with some coerced into financing the upfront payment through credit deals arranged by the fraudsters or taking out expensive payday loans.

    Instead, victims received poor quality digital photographs that stood no real chance of landing them professional jobs. Virtually none of the victims received any paid modelling work.

    The sham agencies were often dissolved after short periods, rebranded repeatedly to avoid detection, and paid no tax. Money from the scam was laundered through UK bank accounts before being transferred to Spain or carried in cash on commercial flights by co-conspirators.

    The investigation traced substantial sums to Foster, who lived in luxury abroad and purchased high-end watches and cars with the proceeds of the fraud. The investigation heard how many victims, left financially and emotionally devastated, described feeling humiliated and betrayed. Some experienced lasting distress that affected their confidence, wellbeing and their ability to trust others.

    The sentences, which were handed down today in the absence of Philip Foster, who is currently living in Spain, are as follows:

    • Philip Foster, aged 49, Edificio Marina Mariola, Marbella, Spain, sentenced to 8.5 years for conspiracies to defraud
    • Michael Foster, aged 27, Snowdon Lane, Liverpool, sentenced to 3.5 years for conspiracy to defraud
    • Paul Evans, aged 39, no known address, sentenced to 3.5 years for offences related to money laundering
    • Jamie Peters, aged 52, Pentland Place, Warrington, sentenced to 24 months, suspended for 2 years, for conspiracy to defraud
    • Lisa Foster, aged 42, Manchester Road, Astley, sentenced to 18 months, suspended for 12 months, for conspiracy to defraud
    • Emily Newall, aged 29, Bolton Road, Kearsley, Greater Manchester, sentenced to 10 months, suspended for 12 months, for conspiracy to defraud
    • Atif Qadar, aged 44, Larkswood Drive, Crowthorne, sentenced to 12 months, suspended for 12 months, for conspiracy to defraud
    • Paul Fleury, aged 57, Manchester Road, Swinton, Manchester, sentenced to 18 months, suspended for 12 months, for conspiracy to defraud
    • Aslihan Foster aged 39, Tredington Road, Coventry, sentenced to 18 months, suspended for 12 months, for an offence related to money laundering

    Today’s sentencing follows over 6 years of investigative work by the National Trading Standards eCrime Team, hosted by North Yorkshire Council and City of York Council, including forensic analysis of financial transactions, thousands of consumer complaints, and witness testimony from victims. The team was supported by the National Trading Standards South West Regional Investigations Team, hosted by Bristol City Council.

    Judge Dixon, said: 

    “The business worked on the basis of greed taking what they could where they could. Some people were so convinced by the level of deception that they took out payday loans, which gives a clear indication as to how manipulative and
    cynical the fraud was. It was horrible, despicable, dishonest behaviour and every single one of you deserves to go to prison. 

    “The officers have carried out an exceptional job to bring these defendants to justice. It was not straightforward or easy. This investigation was conducted with particular skill.  A commendation should be made on the basis of the skill deployed.”

    Lord Bichard, Chair of the National Trading Standards, said:

    “Foster’s cruel exploits left thousands of victims in serious debt, causing lasting emotional distress and significant financial pressures.

    “Today’s sentences are an important reminder to would-be criminals that Trading Standards officers across the country are determined to clamp down on fraud, protecting victims and bringing criminals to justice.

    “I would encourage anyone who has been a victim of similar scams to report it to the Citizens Advice Consumer Service on 0808 223 1133.”

    Cllr Jenny Kent, Executive Member with responsibility for Trading Standards at City of York Council, said:

    Today’s sentencing follows years of highly effective trading standards investigative work. Mr Foster and his associates made millions by exploiting the hopes of young people, leaving a trail of broken dreams and financial hardship. I urge everyone to question any modelling contract which demands money up front, and hope that the young people and families affected can now move on to a brighter future, whichever path they choose.”

    North Yorkshire Council’s executive member Cllr Greg White, whose responsibilities include Trading Standards, said:

    “Foster and his fellow scammers cruelly exploited young hopefuls trying to break into one of the most competitive industries. In some cases, parents borrowed money or sacrificed savings, believing they were investing in their children’s futures.

    “I urge anyone searching online for modelling opportunities to remember that legitimate agencies don’t ask for money upfront, it’s often only scam agencies who push expensive photoshoots as a pre-requisite to getting work.”

  • MIL-OSI United Kingdom: Plans to protect Edinburgh from climate effects

    Detailed plans have been produced outlining 66 steps the council and partners must take to get ‘climate ready’.

    Our Climate Ready Edinburgh Implementation Plan, published today (Friday 28 February), will be considered by members of the Policy and Sustainability Committee next month (Tuesday 11 March).

    Over the next two years, it is proposed that all actions in the plan are implemented to help Edinburgh adapt to the impacts of climate change.

    This could include working with partners to tackle the risks of flooding and coastal erosion and protecting the World Heritage Site, to planting trees and exploring transport systems to make the city resilient against weather extremes.

    It is hoped this work will help to protect homes from flooding and overheating, safeguard our buildings and support new climate skills and jobs, while increasing the resilience of our ancient city against the future risks of climate change.

    Some of the proposed steps to implement our Climate Ready Edinburgh Plan 2024-2030 include:

    • Identifying trigger points and action needed to prepare for weather extremes 
    • Making Edinburgh a Million Tree City by planting 25,000 new trees a year 
    • Prioritising street tree planting in areas prone to flooding and overheating
    • Increasing the tree canopy from 17% to 20% of the whole city by 2045
    • Establishing a Wilding Wee Spaces Schools programme
    • Undertaking a flood study to determine the long-term management of existing defences along the coast
    • Completing a surface water flood management project with Scottish Water in Craigleith by 2026
    • Delivery of new small-scale adaptation and energy retrofit pilot projects in the Old and New Towns of Edinburgh World Heritage Site by 2026

    Council Leader, Jane Meagher, said:

    With architecture spanning 1,000 years and two World Heritage Sites, more trees than any other Capital city and a vast coastline, there is no question that Edinburgh’s natural and built environment is unique. Our Climate Ready plan has been designed to protect and enhance the place we are lucky enough to call home.

    Recent events have been a stark reminder of how disruptive weather can be to our city and to property. As such, we need to focus our efforts on adapting and preparing for such risks. 

    Where we face issues of flooding and dampness, it disproportionately affects disadvantaged households. Where buildings suffer from poor energy efficiency, this brings up the cost of bills. It is to this end that climate change goes hand in hand with poverty as the biggest challenge we face, and we cannot tackle one without the other. 

    With our businesses at risk as much as our homes, there is also a clear economic case for getting our capital ‘climate ready’. This report makes it clear that this work will require significant investment, but the costs of failing to prepare are higher. That is what has driven us to pledge an additional £2.9m to address our climate and nature emergencies in the budget we set last week. It is also why we have invested £500,000 into protecting our coastline with the successful introduction of new groynes at Portobello Beach.

    If approved next month by Committee, this detailed 66-step plan will further guide us and partners to become a ‘climate ready’ capital. Climate change is a major threat to our health and that of our ancient, coastal city and it is crucial that we work with partners to protect it.

    Gordon Reid, Scottish Water and chair of the Edinburgh Adapts Partnership that developed the plan, said:

    We are already seeing the impacts of a changing climate in Edinburgh, with more frequent severe storms causing flooding, damage to buildings and disruption to travel.

    If we don’t take action then we will see greater impacts to the people, buildings, economy and the services we all rely on in the city. Many of these impacts disproportionately effect disadvantaged households and we need to ensure that we act to deliver adaptation for everyone in society as part of the just transition to a climate changed future.

    In addition, we need to act to address the nature emergency and many of the actions in the plan will address adaption and nature, delivering multiple benefits for the city.

    Yann Grandgirard, Head of Climate Change at Edinburgh World Heritage and member of the Edinburgh Adaptation and Nature Partnership, said:

    Climate change is one of the biggest threats to the Old and New Towns of Edinburgh World Heritage Site, affecting its integrity, and undermining our efforts to preserve it and share its cultural values with current and future generations.

    Climate change impacts are diverse and not limited to physical damages to our historic buildings, streets and green spaces. They also affect our experience of this special part of the city – a vibrant place where people live, work, study and visit.

    The finalisation of the Edinburgh Climate Ready implementation plan is an important step in providing the necessary framework to protect and enhance both the World Heritage Site and the city through sensitive adaptation actions. It will act as a critical tool to prioritise climate actions, attract much needed funding and support partnerships across the city.

    Welsh Secretary’s message on St David’s Day

    Jo Stevens celebrates UK Government delivery in Wales this St David’s Day and looks to the year ahead.

    For the first time as Welsh Secretary, I’m delighted to be able to wish everyone across Wales a happy St David’s Day. 

    Following the election last July, we promised to deliver change and that is what we have begun to do.

    We pledged safer streets, green energy and, above all, new jobs and economic growth for people across Wales. Underpinning all of this was the promise of a transformed relationship between the UK and Welsh Governments – a partnership that delivers for the people of Wales.

    And we have begun the work to deliver on our guiding missions in every part of the country. This work will continue to accelerate during 2025.

    We want a health system fit for the future for Wales and in the Autumn Budget we provided a record settlement of £21 billion to the Welsh Government. It now has £1.7 billion extra next year on public services in Wales especially on improving the NHS and driving down waiting lists.

    We now have two governments in Wales, working together to ensure that we reform the NHS and other public services to deliver for you. 

    As we make our streets safer, people in Wales can expect to see more police back on the beat. 

    We are investing in 13,000 additional neighbourhood officers, PCSOs, and special constables across Wales and England and these officers will work to restore the visible, accessible policing that our communities deserve.

    The UK Government’s mission to make Britain a clean energy superpower provides huge opportunities for Wales.

    Earlier this week I was delighted to announce a major investment of £600m in Bute Energy’s onshore wind energy parks which will be built the length and breadth of Wales and generate the clean power we need as well creating 2,000 jobs in the process. 

    This investment is landmark deal for the sector in Wales and cements our position as a centre for major clean energy investment.

    Similarly, the golden opportunity of floating offshore wind will be a critical part of our clean energy mission. Wales can lead the world in the creation of huge turbines in the seas off our coastline that will help drive down energy bills and create the jobs of the future. Bringing more of that investment into Wales a priority for this year.

    Above all, our mission is to kickstart economic growth.

    We have already seen huge investment come to North Wales at Eren Holdings and Kellanova, creating and securing hundreds of jobs. 

    The two Investment Zones in Cardiff and Newport and Wrexham and Flintshire are a crucial part of our work with Welsh Government to provide a rocket-boost to sector strengths like creative industries, life sciences and advanced manufacturing.

    We’ve given the green light for Welsh freeports to unlock billions in private investment and galvanise almost 20,000 jobs in our port communities like Milford Haven, Port Talbot and Holyhead.

    Our plans will also see us drive growth in individual communities. Earlier this month we announced a £15 million funding package dedicated to two major cultural projects in Wales – £10m for Venue Cymru in Conwy and £5 million was allocated to the Newport Transporter Bridge. This funding helps ensure these landmarks remain valuable resources for their areas. These projects are not just about preserving heritage; they are about driving economic growth, creating jobs, and showcasing Wales as a leader in tourism and culture.

    And our investment in the community of Port Talbot stands as a testament to our determination to drive growth, and not to accept decline for out industrial areas.

    Within weeks of coming to office we had secured a better deal with Tata Steel. And then weeks later tens of millions of pounds began to be released into the community – money that had previously not been spent despite the clear need to support the workforce, local businesses and the community. 

    So far more than £50m has been announced. That money is funding initiatives in Port Talbot ranging from the creation of an £8.2m industrial site in the town creating new products for the steel and metal industries, to providing individual training opportunities for Tata steelworkers or their families. 

    In the coming year I will ensure that the rest of the Transition Board money is invested in the community of Port Talbot.

    In just a few short months, the new UK Government has made significant strides in transforming Wales building on our strengths in industry, green energy and, most of all, our people. There is still work to do but I know Wales will continue to be a brilliant place to do business. 

    I’d like to send my best wishes to everyone celebrating our national day in Wales and around the world.

    An exciting programme of events have been planned to mark Irish Language Week across the City and District.

    Seachtain na Gaeilge runs from 1-17th March and a diverse programme of events have been planned by Derry City and Strabane District Council to provide opportunities for council staff and members of the public to explore, learn and ultimately use Irish.

    Encouraging people to get involved, Erin Hamilton, from Derry City and Strabane District Council’s Languages Team, said: “We are very excited to reveal our plans for this year’s Seachtain na Gaeilge’. We are delighted to have presenter and writer, Ola Majekodunmi and journalist and writer, Michelle Nic Pháidín taking part in events this week. They will engage with people of all ages across the district, immersing themselves in the Irish Language and exploring how Irish impacts on the words and phrases we use every day.

    “Promoting and teaching Irish is something which our Languages Team work hard to do all year, and this week gives us a chance to celebrate members of staff who are attaining their Irish Language qualifications at all levels. It’s the chance to say ‘well done’ to everyone who has put in the effort to learn and help promote Irish in our district. We also have taster sessions available for staff to help them get a real feel for Irish and find out if it’s something they would like to pursue further.”

    The week will be kickstarted with a video released to show A Day in the Life of an Irish Language Officer. The video will follow the Council’s Irish Language Officer as she carries out her role providing Irish Language services to the local community and promoting the language right across the district. Available on Facebook and Twitter from Monday 3rd March at 10am, this video will give you a behind the scenes look at how the Irish Language is promoted on a daily basis by Council. It will also allow you to think about ways you can get involved with some of the initiatives and outreach programmes available in your area.

    On Wednesday 5th March, Council employees will be given the opportunity to attain their Cúpla Focal, Silver Fáinne or Gold Fáinne. This milestone will mark the ongoing commitment by these members of staff to learning and improving their Irish Language proficiency.

    The attention turns to some of the youngest learners of the language on Thursday, 6th March when World Book Day is given a distinctly Irish feel. Ola Majekodunmi, presenter, writer, producer and Irish Language Project Co-Ordinator with Fighting Words, will meet with students from Irish medium schools across the district in the Guildhall. Ola will present a creative writing workshop to students that will discuss various themes including the Irish language, identity and Irish medium education. Every school that takes part in the event will also receive a hamper of books to take back to their schools.

    On Tuesday, 11th March the Alley Theatre in Strabane is the setting for a special evening of readings and discussion with acclaimed journalist and writer, Michelle Nic Pháidín. Michelle will present a selection of readings in Irish from her collection of short stories Súile Éisc agus Scéalta Eile. The audience will have the opportunity to discuss some of the themes explored in the stories with the author. This event is suitable for those who are fluent in the Irish language.     Concluding the celebrations will be a taster course provided for council staff on Wednesday, 12th and Thursday 13th March in both the Derry and Strabane council offices. Those attending will get a short introduction to the Irish language and to learn and practice some Irish words and phrases with the Council’s Languages Team.

    Lauriston Castle officially launched its exciting 2025 programme this week with a visit from Lord Provost Robert Aldridge and members of the multi-award-winning Edinburgh Living History (ELH).

    The Lord Provost joined ELH for a special guided tour of the 16th-century castle, located in the picturesque Cramond area of Edinburgh. Known for its breathtaking views over the Firth of Forth, Lauriston Castle is set to host a diverse range of events in the coming months, offering something for everyone.

    The castle’s Lectures Series will feature captivating discussions on topics such as growing up in Corstorphine in the 1950s, the Women of Lauriston, and the inspiring legacy of Emily Pankhurst and the Suffragette movement.

    For those looking to tap into their creative side, the Adult Crafts Workshops will include sessions on watercolour painting, wreath-making, and more.

    Meanwhile, Family Events will feature exciting activities such as dinosaur and space-themed days, as well as the beloved annual Lauriston Castle Teddy Bear’s Picnic.

    Visitors will also have the opportunity to enjoy Costumed Performances, with live re-enactments of Edinburgh life from days gone by, bringing the past to life in an immersive way.

    A key new addition to the 2025 programme is a focus on Lauriston Women’s History. New themed tours and a lecture series will delve into the often-overlooked stories of the women who played a vital role in the castle’s history.

    Lauriston Castle is also collaborating with renowned partners like the Edinburgh Multicultural Festival, the Edinburgh International Magic Festival and the Edinburgh Horror Festival to bring even more exceptional experiences to the public.

    “Last week Stormont debated the Spring Supplementary Estimates. Contained within the Department for the Economy allocations was a resource spend for InterTradeIreland of £6.429 million. There wasn’t a penny within the estimates or the budget for Intertrade UK. “Back in October, the Minister for the Economy told me that the budget for InterTradeIreland had increased by £1,841,000 since the introduction of the Protocol and three additional staff had been taken on.
    “InterTrade Ireland have permanent offices in Newry. I currently have questions down about the total number of staff they employ. The most recent annual report on their website (2022) shows that at that time they employed over 50 staff.
    “As I pointed out during the debate on the estimates, there isn’t a penny coming from Stormont for InterTrade UK.
    “It is important to remember that the idea of InterTrade UK originated with TUV. We never believed that it would be a substitute for getting rid of the Protocol but we did propose it as a body which could promote trade across the UK. We even produced a policy paper in January 2021 in which we made it clear that InterTrade UK would require as a minimum staff and resources akin to InterTrade Ireland.
    “While the existence of the body is welcome and there have been some good appointments, unless or until InterTrade UK has a statutory basis, a budget in the millions of pounds, offices and full time staff its ability to deliver will be a mere drop in the ocean compared to its all-Ireland counterpart.”

    Government launches working group on Anti-Muslim Hatred/Islamophobia definition

    A new working group has been established to provide government with a working definition of Anti-Muslim Hatred/Islamophobia.

    • It is the first duty of government to keep its citizens safe

    • New group set to deliver a definition of Anti-Muslim Hatred/Islamophobia within six months as incidents of anti-Muslim hatred reach the highest number on record in 2024 

    • The definition will provide guidance to government and other bodies to support further action on tackling religiously motivated hate, delivering on the Plan for Change safer streets mission

    A new working group has been established to provide government with a definition of Anti-Muslim Hatred/Islamophobia, supporting a wider stream of work to tackle the unacceptable incidents of anti-Muslim hatred. 

    It will advise government on how to best understand, quantify and define prejudice, discrimination, and hate crime targeted against Muslims. 

    With incidents of anti-Muslim hate crime at record high in England and Wales, the group’s work will support wider and ongoing government-led efforts to tackle religiously motivated hate crime – delivering on the government’s Plan for Change mission for safer streets. 

    Deputy Prime Minister, Angela Rayner, said:   

    The rise in anti-Muslim hate crime is unacceptable and has no place in our society. 

    That’s why we’ve committed to defining Anti-Muslim Hatred/Islamophobia, as a crucial steps forward in tackling it and creating a society where everyone feels safe and welcome. 

    The group will be chaired by Dominic Grieve KC, bringing his years of legal and government expertise to the role. 

    Dominic Grieve KC said:  

    We know Islamophobia is as challenging to define as its existence is undoubted. We need to balance addressing the lived experience of those who are victims of it and the right of British Muslims to feel heard and protected as equal citizens of our country, with the unwavering requirement to maintain freedom of thought and expression under law for all. 

    I welcome the government’s decision to bring forward this needed work and I am hopeful that this commission will come up with principles in defining Islamophobia which are compatible with those requirements and can thus help support positive change in our country. 

    Alongside drawing on their own expertise, members will engage widely to ensure the definition accounts for the variety of backgrounds and experiences of Muslim communities across the United Kingdom. 

    The group’s proposed definition will be non-statutory and will provide the government and other relevant bodies with an understanding of unacceptable treatment and prejudice against Muslim communities. 

    The group’s proposed definition must be compatible with the unchanging right of British citizens to exercise freedom of speech and expression – which includes the right to criticise, express dislike of, or insult religions and/or the beliefs and practices of adherents.

    The DPM gave the keynote address at the event in Lancashire.

    Thank you everyone, it’s an absolute pleasure to be here at the Convention of the North again.  

    I apologise if I go too Northern for you, but it’s good to be back in this region, and it is great to be here in Preston.  

    A year ago, I was stood in front of this same Convention at Leeds Dock – talking about the change this country so desperately needs.  A lot has changed!  

    But just like last year, we’re meeting today on the spot of real Northern success.  

    For two centuries, this university has opened its doors. Not just for students across the country, but for the people of the proud city too.  

    Over those last two centuries, this mill town – just like the rest of the North – has seen entire industries rise and fall.  

    Today, as I look out towards our fantastic Northern leaders, businesses and innovators, I want you to know that I am determined to fight for a future that’s brighter and more ambitious. 

    Just over 6 months ago, this government was elected to deliver change. I know that the North is as impatient as anyone for that change – as I am too.  

    The gears of change haven’t always been well-oiled, in fact, a decade of decline has seen them rusted.  As you work to improve the places you call home, you’re being resisted by a system that hoards power and investment away from where it needs to be – making regional inequalities worse, and not better.  

    The truth is that for all the promises of levelling up, central government’s first instinct is too often to hoard power and hold our economy back.  Too many decisions affecting too many people are made by too few.  I’m here to help you break that system, and build a fairer one in its place.  

     Last year I promised this Convention that I would be a Deputy Prime Minister for the North. And working with many of you sat here today, I’m proud of what we’ve achieved so far.  

    We’ve taken a hammer to business-as-usual in Whitehall, and within days of getting into government, Labour Secretaries of State were giving up newly won powers for the sake of our towns and cities, with the Prime Minister leading the charge.  It has not been comfortable!  But it wasn’t supposed to be.  After all, we are undergoing a generational power shift from Whitehall to the town hall.   

    We’re putting support for business at the heart of this with funding rolled into integrated settlements. An Office for Investment working with mayors to develop funding opportunities and regional innovation funding.  

    In just six short months we are on track to complete devolution in the North.  This means decisions for the North, will be made by the North. So that Northerners will no longer be dictated to from Whitehall.   And this change will be irreversible.  And that’s important, because I know first-hand that decisions are made best by those with skin in the game.  

     That’s what our English Devolution White Paper is all about. Nothing less than a total rewiring of power in England.  For all the techy talk of devolution, the goal is simple:  We will give mayors the power to drive growth, to use new levers over planning, housing and regeneration to Get Britain Building.  

    We are ending the begging bowl culture and giving local leaders flexibility over their spending. For the first time in British history, we have created a department-style integrated settlement giving Mayor Parker and Mayor Burnham over a billion pounds in flexible funding.  

     And next year, I am delighted that Liverpool, the North East, and South and West Yorkshire will all follow. This will be a game-changer for families across England, giving mayors the freedom and flexibility to make the right decisions for their place.  

     And you only need to look at what our Northern mayors are already achieving, to see why this is so important. Just look at Mayor Brabin’s SME Graduate Scheme, keeping homegrown talent in West Yorkshire, and her investment in bus routes getting people to work quicker and cheaper.  

    Or Mayor Coppard’s Pathways to Work Commission, putting 10,000 residents in South Yorkshire back to work.  In York and North Yorkshire, Mayor Skaith is investing millions in high streets, supporting local business to thrive.  Mayor Rotherham is bringing award-winning TV and film productions to Liverpool, with investment in new studios.  

    The success of our Northern mayors doesn’t stop there. In Greater Manchester, Mayor Burnham’s Bee Network is making it simpler and more affordable to get the bus and tram.  And further north, Mayor McGuinness has set up the first mayoral child support poverty reduction unit to support families across the North East.  

    A future for the North, built by those that call it home. Uniting under the banner of Great North and a vision for a new era of Northern cooperation. This isn’t about pitting place against place.  This is about understanding what our towns and cities can achieve together. It’s about releasing Britain’s untapped potential.  

    And don’t underestimate the effect of Cabinet Ministers having mayors at the end of the phone.  Let me tell you – not one of them will shy away from telling us how it is.  

    It isn’t by accident that devolution sits in my department.  It is by design.  Because mayors aren’t just a helpful tool to unlock housing, transport and infrastructure, they are a critical levers in our mission of growth.   

    Let me tell you why. All of you in this room are trying – like I am – to get Britain building again. Yes, building houses, but also building your business, building renewable energy, building data centres.   

    All too often, we are met by a system that says: “don’t bother”. Well, I am determined to break that system.  And I am handing mayors the sledgehammer!  

    Earlier this year we published a new national planning framework to break down the barriers to sustainable growth.  And today, I want to share more details on how we will go even further, in our Planning and Infrastructure Bill.  

    Mayors are at the centre of our plans to build 1.5 million homes, by giving them the powers they need, mayors are an army to take on the blockers. We are backing them to work across huge regional geographies to get the job done.  It’s why we’re giving them the powers to call in applications on those large, strategic sites that will really turn the wheel on growth.   

    And it’s why we’re putting grant funding for regeneration and housing in their hands. To enable mayors to deliver on their plans, we will forge a stronger partnership between them and Homes England. Over time, we will move Homes England to a more regionalised model so that the agency is even more responsive to the economic plan of an area.  

    We’ve already committed to strategic authorities for the entire country – but we can’t waste any time in building the homes we desperately need. That’s why I can confirm that the Planning and Infrastructure Bill I will introduce to Parliament in the weeks ahead will allow councils without a mayor to come together and set spatial development strategies.  

    This means bringing forward housebuilding powers as soon as we can.  I think there is huge potential here.  If we can get building, and boost productivity of just 11 city regions, we could add £20.5 billion each year to the Exchequer. Imagine the jobs, opportunities and growth that comes with it.  

    But devolving powers is only half the plan, if we’re not matching it with investment, we won’t see the results. The history of our Northern towns and cities is one of great industrialists, and workers who grafted for something better. And it’s in that same image, that the North today can provide the growth this country needs.  

    Here in Preston, people have decent jobs to be proud of – just look at the Eurofighter Typhoon programme. We cannot underestimate the impact that business investment like that can have on an area. This is a sector that is critical for our national security, and economic growth.  

    Over in West Yorkshire, we’re backing the new Mass Transit Scheme with two hundred million pounds of funding to support its development. Anyone who expects the businesses of Leeds to meet their economic potential without a proper transport network needs to ask themselves why they expect the North to settle for less.  

    And as we support the recreation of Doncaster-Sheffield Airport it’s the job of this government to ask how we can best support our nation’s regional airports. Teesside has shown that regional airports can prosper, and now it’s time to back South Yorkshire too.  

    Up in Blyth, plans are also being delivered for Europe’s biggest AI data centre.  These projects are not just about driving growth for the sake of it but driving growth in the places where potential is greatest.  The places which once built Britain, and once again deserve to be the centres of economic and industrial excellence.  

    [political content removed] I share the Chancellor’s determination to review the Green Book to properly recognise the potential of places across the country. This means a full review of what it means for a project to be value for money.  

    Alongside this, our industrial strategy led by the Business Secretary, will see a complete rewiring of the state. The mayors’ local growth plans are the bedrock of our industrial strategy, underpinning how we drive growth in every town and city. And finally, harness the great potential of the North. 

    These plans are already underway. Every mayor is working with government to align priorities. Time is of the essence, which is why we’re wasting no time in publishing local growth plans, setting out these blueprints to deliver the manufacturing and green jobs of the future.  

    That’s only part of our efforts to rebalance the economy. My Department and the Treasury are working with all strategic mayors with expert units laser-focused on unlocking devolution opportunities in skills, transport, and business support.  

    And as we kickstart growth, it is only right that the workers who fuel the economy, get back what they put in. This government’s Employment Rights Bill means the biggest upgrade to rights at work in a generation. A bill that takes the very best standards from the very best businesses – and extends it to millions more workers.   

    We are clear – better living standards is our number one mission. And we will succeed in our mission when working people can contribute to growth and benefit fairly from it. In some of the most deprived parts of the country – in places across the North – this legislation could save workers up to £600 in lost income.  

    Giving people a stable income, a chance to get a mortgage, putting more money in people’s pockets which in turn can be spent on the high streets and in local businesses. Boosting town centres and local economies with regenerative effects – this is about building a new route to prosperity from the bottom up, and the middle out, not the top down. 

    Managers and senior decision-makers agree that this bill will boost productivity. Which is good for workers, and good for business. We all know that treating workers decently is just what good businesses already do.  We are backing business to level the playing field so that good employers aren’t undercut. Encouraging businesses to compete on quality and innovation in a race to the top. 

    Without our bill, more working days will be lost through ill-health, costing businesses money. Inaction isn’t an option.  Businesses have everything to gain from this bill but I recognise it will be a big change which is why where businesses have raised concerns we have listened. It’s why we introduced a statutory probation period.  

    We want businesses to be able to hire with confidence whilst still extending new protections for workers. These are plans which are pro-business, as well as pro-worker, which is why I am hell bent on making work pay.  

     And just as we’ll leave no worker behind, we’ll also be fighting for every single town, village and estate. Too many neighbourhoods have been underestimated and overlooked for too long.

    When I first stepped into government, we inherited a burnt-out shell that they called levelling up.  It promised to rebalance the North and South. But when I got into government, the truth is, the money didn’t exist.  There was this warped idea that all places needed was a lick of paint and a chess board in the park.

    We’re doing away with the sticking plaster policies of old and working towards national renewal.  To achieve that, we need to start empowering people to drive change in their communities.  And to anyone who doubts this ambition, to anyone who doubts the North, I say that our region has been underestimated and overlooked for far too long.  

     This government is only giving the North what it’s owed, and what it deserves. For too long, our outdated system of council funding has been stacked against the north.  The days of Ministers expecting the North to go cap in hand ends now. That’s why with Jim McMahon, our Minister for English Devolution and Local Government, we are making simpler and clearer structures and will fix the foundations of local government. He is already beginning to replace the funding formula to give the North nearly £840 million more this year.  That brings the North’s total increase to just over 8 per cent – the biggest rise of all regions in England, by a good distance.  

    If this new formula had been applied under the last government, the North would’ve seen billions more in funding. Instead, councils saw cuts of 23 per cent. So we’re starting to right that wrong.  

    And we realise that every council has different needs. That’s why we’ve set aside a cash-terms increase for local government of 6.8 per cent. That’s over £69 billion for local government. All councils are facing pressures, but it’s particularly hard for those that bore the brunt of austerity. And this year’s settlement marks a clear direction of travel for the rest of the Parliament.  

     But I know that the change this country needs can’t be micromanaged from Whitehall. It’s people in this room today – mayors, councillors, business owners and investors – who will drive us forward.  And as that happens, I can promise that the full force of the government will be behind you.  

    Transferring power out of Westminster, getting Britain building, letting our towns and cities fire on all cylinders, doing whatever it takes to kickstart economic growth and leaving no one behind in that government-defining mission.

    In a vibrant display of solidarity and support, the Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Sarah Duffy will illuminate key council buildings in purple on Saturday 08 March to mark International Women’s Day.

    This year, the initiative holds special significance as it also aims to raise awareness for Women’s Aid Armagh Down, the Lord Mayor’s chosen charity of the year.

    The buildings bathed in purple will include The Palace, Armagh Gaol, Banbridge Old Town Hall and Craigavon Civic and Conference Centre.


    “International Women’s Day is a crucial moment to celebrate the achievements of women and girls around the world, and to reflect on the work that still needs to be done to achieve true gender equality,” said the Lord Mayor, Councillor Sarah Duffy.

    “I am incredibly proud to support Women’s Aid Armagh Down during my term. Their tireless work providing refuge, support, and advocacy for women and children experiencing domestic abuse is vital to our community. Lighting our borough purple is a visual reminder that we all have a role to play and demonstrates our commitment to promote positive behaviours and end violence against women and girls.”


    Women’s Aid Armagh Down provides crucial services to women and children affected by domestic abuse, including confidential support, information and emergency accommodation.

  • MIL-OSI Global: The UK’s food system is broken. A green new deal for agriculture could be revolutionary

    The UK’s food system was described as broken in a recent parliamentary report – and it’s not hard to see why. High living costs, a health crisis of diet-related chronic disease, farmers’ incomes squeezed and low pay across the agricultural sector all play their parts.

    And these elements are underpinned by an environmentally destructive mode of agricultural production – the longer the livestock-intensive system prevails, the greater the environmental, economic and social costs.

    The opportunity cost of not dealing with the food crisis is severe. The Food, Farming and Countryside Commission found that the price of the UK’s unhealthy food system is around £268 billion a year – almost equivalent to the government’s entire expenditure on health. And farmers are also worried about the sector as they face an unpredictable climate, smaller profits and changes to tax relief policies.

    I have researched how a green new deal for agriculture – namely a food system that complements rather than undermines the environment, while tackling social inequities – could begin to address these problems.

    In 2024 the UK’s farming sector experienced its second-worst harvest on record. Huge levels of rain last winter disrupted farmers’ ability to grow crops and reduced yields.

    The UK’s population faces a significant health crisis, exacerbated by the high cost of living. In 2022, around two-thirds of the population across all four nations were either overweight or obese.

    Retailers, processors and distributors grab an exorbitant share of the final value of many agricultural products. Sometimes farmers make as little as 1p profit for each item they produce. And farm workers’ earnings can sometimes leave them facing absolute poverty.

    What’s more, the UK farming sector is systemically inefficient. Dairy and meat products provide about 32% of calories consumed in the UK, and less than half (48%) of the protein. At the same time, livestock and their feed make up 85% of the UK’s total land use for agriculture.

    To make matters worse, land ownership is highly concentrated – about 25,000 landowners, typically corporations and members of the aristocracy, own about 50% of England, for example.

    What would change look like?

    A green new deal for agriculture would require a significant reorientation of policy, akin to the 1945 Labour government’s establishment of the welfare state. Critics might decry the costs and difficulties – but the longer the government waits, the greater the economic and environmental costs are likely to be.

    The government could introduce compulsory sale orders to spread land ownership more evenly. These would enable public bodies to obtain land that has been left derelict, vacant or that has been used in environmentally damaging ways. These measures could be supported by the establishment of community land trusts – non-profit, democratic organisations that own and work land for the benefit of local people.

    And a green new deal for agriculture could start with the government using its ecosystems service payments, where farmers and landowners are paid to manage their land in an environmentally beneficial way, to stimulate a transition to more plant-based proteins. This could combat hardship among farmers and agricultural workers, and tackle food poverty and ill health in the population. It would also establish the basis for a more sustainable agricultural system.

    The UK think tank Green Alliance has mapped a green protein transition. It would entail an increase in “agro-ecologically” farmed land – that is, methods that bring a more ecological approach to farming. At present, this is about 3% of UK land, and it would have to rise to 60% by 2050. Under the plan, by 2030 10% of farmland would become semi-natural habitat, rising to one-third by 2050. This would protect land and facilitate natural restoration, and would also support agro-ecological farming methods.

    In this scenario, Britons would be projected to eat 45% less meat and dairy, replacing them with alternative proteins – plants and synthetic foods such as those made from precision fermentation. This is a revolutionary technology producing proteins that can be used in new alternatives to meat and dairy.

    Many conceptions of the protein transition from animal sources to more plant products ignore the necessity of improving farmers’ and agricultural workers’ incomes. But this will be crucial.

    Ecosystems service payments should be broadened to include a focus on sustainable incomes. Farms can be paid directly by government for sustainable production to combat farmer poverty. And the real living wage of £12.60 an hour should be compulsory for agricultural workers.

    As land use shifts from livestock grazing and feed crop production, more ground could be used for food crops for human consumption. There would then be more scope to change which food crops are produced – from wheat to legumes, for example.

    Research has shown that flour made from broad beans is higher in key nutrients – protein, iron and fibre – than wheat flour. Bread, pasta, pizza, cakes and biscuits could increasingly be produced using broad bean flour, underpinning a shift towards more nutritious diets.

    A protein transition would also free up land for fruit and vegetable production for domestic consumption, reducing the UK’s heavy import dependence by using polytunnels and environmentally sustainable greenhouses.

    Climate breakdown means that the frequency of poor harvests will increase. And the volatile economic and political global picture means that affordable food imports cannot be taken for granted.

    A green new deal for agriculture could begin to remedy many of the problems the UK faces due to its broken food system. What’s needed is a coalition including courageous political parties, farmers, and workers within and beyond food production. Working together, these groups would be well placed to withstand the economic, political and environmental shocks that are on the horizon.

  • MIL-OSI United Kingdom: Educational Improvements for Dundee Primary Pupils

    Dundee’s primary pupils are making significant educational progress during the earliest stages of their learning journey.

    The Children, Families and Communities Committee will hear that since 2018/19 primary pupils living in the most deprived areas of the city have continued to show higher levels of literacy and numeracy attainment compared to the Scottish average.

    There has also been improvement across all Primary 1, 4 & 7 pupils in the city in reading, writing, listening and talking, literacy, and numeracy.

    The gap between pupils from the most and least deprived areas has remained relatively steady. This is mainly because of increased performance of pupils living in the least deprived areas.

    There are several key strategies and actions to build on this success, actions are being taken to embedding ‘Every Dundee Learning Matters’ (EDLM) improvement strategy, redesigning Head Techer Learning Together Days, and creating stronger working links with Education Scotland Attainment advisors.

    Children, Families and Communities Convener Stewart Hunter said: “This report highlights the great work going on in the city to make sure our primary pupils get good quality education from the start of their learning journey.

    “It’s encouraging to see that the poverty-related attainment gap in Dundee is smaller than the national average and continuing to narrow, highlighting the great work taking place in our schools.

    “We know how important it is to get it right for every pupil and we are committed to ensuring best practice across all our schools, we have several ways in which we are looking to achieve this, including using data to drive improvement and investment with our schools.

    “I want to thank the staff who are doing a great job delivering for our young people and getting their education off to the right start.

    “We will not become complacent, and we will continue to work to give every Dundee learner the best start to their learning journey.”

    This Achievement of Curriculum for Excellence Levels 2023/24 update provides information on the proportion of primary school pupils who have achieved the expected Curriculum for Excellence (CfE) levels in literacy and numeracy relevant to their stage in academic session 2023/24.

    The report is focused of the % of P1, P4 and P7 pupils combined achieving expected Curriculum for Excellence Levels in both literacy and numeracy.

    An update one year on from the Angiolini Inquiry Part One

    The Angiolini Inquiry was established to investigate how an off-duty police officer was able to abduct, rape and murder a member of the public. The findings and recommendations of this investigation were presented in part 1 in February 2024.

    Policing accepted all recommendations made and over the last year much work has been ongoing to develop and take forward these recommendations, building the necessary steps to embed them in processes and culture.

    Recommendation 14 focussed on “Positive culture and elimination of misconduct or criminality often excused as ‘banter’”. The Inquiry stated that every police force should commit publicly to being an anti-sexist, anti-misogynistic, anti-racist organisation. It was agreed by all police chiefs in England, Scotland and Wales that we commit to a police service that is anti-discriminatory, placing inclusion at the heart of culture and today this statement is underlined.

    National Police Chiefs’ Council Chair, Chief Constable Gavin Stephens said:

    “I stand with my colleagues across policing to say we are fully committed to a police service that is anti-discriminatory and we continue working hard to eradicate sexism, racism, misogyny and discrimination in all forms.

    “Actions speak louder than words and while a statement can be incredibly powerful, we know that what is more important is how we embed an anti-discriminatory culture. We are driving out behaviour that does not meet the high standards of integrity the public and colleagues deserve and creating an environment where everyone is supported and empowered.

    “This commitment to being anti-discriminatory represents a line in the sand while building on the valuable work ongoing across policing to address poor culture and ensure our workforce meets the high standards our communities expect and deserve.

    “The Angiolini Inquiry part one was an urgent call for action and I know I speak for everyone in policing when I say we heard that call and are fully committed to bringing lasting, impactful change for future generations.”

    Much progress has been made against the recommendations set out in February 2024 with a robust governance structure managing the national and local response and regular reporting back to the Everard family and the Inquiry team.

    Key updates include:
    • Provisions made for stringent information sharing between police forces and the armed services when individuals are transferring or moving onto new organisations.
    • Vetting reform work ongoing to review the processes and procedures in vetting, reviewing robust measures and checks to ensure the integrity of policing’s workforce.
    • A working group, supported by leading academics, is examining the use of psychometric testing in vetting as another means of identifying any cause for concern.
    • Best practice and learning is being shared around in-person interviews and home visits for police officer applicants with pilots in place and more being developed.
    • The NPCC and Home Office are working in partnership to develop a continuous integrity screening solution which will be piloted in late 2025. The purpose of the solution is to ensure police officers, staff and volunteers are regularly and automatically checked through the Police National Database, highlighting any issues or changes so they can be addressed as required.
    • Publication of the revised vetting approved professional practice
      • o This encompasses a number of changes which reflect many of the recommendations around vetting, strengthening the process and reframing vetting as an ongoing process throughout the careers of officers and staff, rather than a moment in time.
    • Nationally and locally, reporting mechanisms have been strengthened so that the policing workforce is empowered and supported in reporting any concerns about colleagues.
    • Many police forces have implemented policies around dealing with indecent exposure incidents and the College of Policing has introduced a detailed new training package on non-contact sexual offences, placing victims at the heart of investigations.
    • Policing must be an inclusive and desirable employer for everyone and the Angiolini Inquiry made recommendations particularly around supporting women in policing. Significant work is ongoing to look at how women can be better supported with a new ‘Family Friendly’ policy developed and a uniform review in progress.
    National Policing Culture and Inclusion Strategy 2025-2030

    The College of Policing and the National Police Chiefs’ Council (NPCC) have developed a five-year culture and inclusion strategy for policing.

    The strategy sets the vision for policing to have a representative workforce that is a trusted profession, demonstrating the highest levels of integrity, fairness and respect towards each other and the public we serve.

    The strategy is available for police forces to implement from 1 April 2025. It establishes new standards focusing on two interconnected priorities: evolving police organisations and improved working with the public. As part of the strategy there will be practical guidance and tools available to support forces to create lasting cultural change.

    The strategy will be owned by a chief officer in each force who will maintain sign-off and oversight of force performance on an annual basis.

    The NPCC and College of Policing will work with His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) to enable effective scrutiny of progress against this strategy and the culture and inclusion standard for policing.

    WHO defines community engagement as “a process of developing relationships that enable stakeholders to work together to address health-related issues and promote well-being to achieve positive health impact and outcomes”.

    WHO’s partners and donors support the Organization to work in this area as there are undeniable benefits to engaging communities in promoting health and well-being. At its core, community engagement enables changes in behaviour, environments, policies, programmes and practices within communities.

    Below are some country stories that demonstrate the breadth of community engagement work that WHO conducts, resulting in more positive health outcomes for the people in these communities than before.

    Uganda’s Ministry of Health conducted a training on Ebola disease detection and management for Community Health Workers representatives from Kole, Wakiso, and Mukono districts. Participants focused on multi-sectoral action to safeguard communities from emerging zoonotic diseases with pandemic potential such as Ebola.

    Communities play an integral role in raising awareness, supporting case identification, tracing contacts, and maintaining essential health services. The emphasis on collaboration with local leaders, volunteers, and health workers is vital for effective responses to public health emergencies. Building on lessons learned from past health crises, Uganda has already made substantial advancements in emergency preparedness.

    The three-day event was supported by WHO, and the UK Public Health Rapid Support Team (UK-PHRST), which is a UK aid project funded by the Department of Health and Social care. The community protection approach is a central component of WHO’s new Health emergency prevention, preparedness, response, and resilience framework.

    Community engagement for access to health services in Lao PDR

    Developed by the Lao Ministry of Health and Ministry of Home Affairs in response to COVID-19 with the support of WHO and partners, the CONNECT initiative enhances local governance and community engagement for equitable access to public services, particularly health.

    Supported by USAID, the Australian Government and Luxembourg, as of July 2024, CONNECT reached over 230 villages across 10 provinces (including Vientiane Capital) and support already in-place for expansion to all provinces.

    An external evaluation of implementation in 12 villages found an increase in essential service uptake for maternal health and improved attitudes towards using primary care; increased trust in health providers; increased sense of ownership of health at community level; and increased vaccination uptake and confidence, especially among ethnic groups and previously unreached communities.

    Côte d’Ivoire community radios boost public awareness on mpox outbreak

    A network of community radio stations, known as Radio Santé, comprises 350 stations in West African, with over half based in Côte d’Ivoire. Launched in 2020 during the COVID-19 pandemic with major support from WHO, Radio Santé has become a preferred channel for disseminating reliable, verified health information. It brings together nearly 1000 journalists and communications specialists.

    Radio Santé is an interactive and accessible tool for mobilizing communities around health issues, throughout Côte d’Ivoire and across borders. Health authorities use Radio Santé to counter rumours and misinformation, and to strengthen community engagement, which is crucial to curbing the spread of diseases such as mpox.

    After WHO declared mpox as a public health emergency of international concern in August 2024, Radio Santé devoted its health talk show to mpox. 185 Ivorian community radio stations have since broadcasted messages on mpox. Over 50 programmes have been produced and broadcast in eight countries: Benin, Burkina Faso, Chad, Guinea, Mali, Niger, Senegal and Togo.

    Bolivia strengthens social participation in health for indigenous population

    The Ministry of Health and Sports of Bolivia is engaging indigenous populations in community participation processes, creating space for them to discuss health topics, share concerns, and contribute to a health improvement plan.

    The meaningful inclusion and engagement of indigenous populations in health policy planning, taking into account the social determinants of health, is critical to ensure context-specific interventions, uptake of guidance and services, and positive health outcomes for all.

    PAHO/WHO, through the Universal Health Coverage Partnership, has supported the Ministry of Health and Sports of Bolivia in this endeavour since 2021. The UHC Partnership operates in over 125 countries, representing over 3 billion people.     Weaving hope in Honduras: the community wisdom that saves lives

    In Honduras, high rates of maternal and neonatal mortality are often the result of multiple factors, including socioeconomic barriers, lack of access to adequate healthcare services, gaps in education and awareness about maternal and child health, and cultural differences.

    Hermelinda Hernández, who is familiar with the local practices and beliefs of her community and also recognizes the value of professional medical interventions, participated in the “Knowledge Dialogues Methodology” workshop organized by the Honduran Ministry of Health with the support of PAHO/WHO and funded by Global Affairs Canada.

    The workshop aimed to promote mutual understanding between midwives and healthcare providers to reach agreements that improve the health of women, and adolescent girls in situations of vulnerability within the community.

    Grassroots heroes in Cambodia

    In Cambodia, village chiefs stepped up to create a healthier future for their communities. In villages across 25 provinces, 2000 village chiefs and nearly 5400 village health support groups received trainings, organised by the Ministry of Heath with support from WHO and the EU.

    This equipped the chiefs with knowledge and skills necessary to control transmission of COVID-19, influenza, and other respiratory diseases, and collaborate with authorities more closely on health issues facing their communities.

    The chiefs then shared their newfound knowledge during community dialogues, which then transformed how community members adopted healthier practices. Empowered with accurate information, communities embraced protective measures during times of high COVID-19 transmission.

    Bolstering public awareness to help curb mpox spread in Uganda

    Uganda witnessed an upsurge in mpox cases, with laboratory-confirmed cases increasing from 24 as of 21 September to 413 as of 7 November 2024. Health authorities, with support from WHO and partners, worked closely with communities to raise awareness about the dangers of the disease and how to stay safe, and address misinformation and stigma.

    The risk communication and community engagement team reached more than 100 fishmongers, fisherfolk, boda boda (motorbike taxi) riders, 8000 school children and 30 sex workers. In addition, 500 teachers in the district have been oriented on mpox.

    WHO is also using mass media to expand the reach of mpox response communication. With funding from USAID, WHO has contracted 10 regional radio stations and 2 national TV stations to raise awareness and promote preventative behaviour.

    In the districts of Sidama, Central, and South Ethiopia, access to healthcare is often challenging, exacerbated by various health emergencies. A community-led initiative made remarkable progress in combating measles, malaria, and malnutrition through collaborative efforts between local health facilities, community health workers, and government agencies.

    The initiative received significant financial support from the European Civil Protection and Humanitarian Aid Operations (ECHO) bolstering community-based intervention efforts.

    By leveraging collaboration between healthcare facilities, community health workers, and local communities, this initiative represents a beacon of hope in improving healthcare access and outcomes in regions of Ethiopia.

    WHO races to contain malaria resurgence in southeastern Iran

    A race against time is underway in southeastern Iran, where the resurgence of malaria threatens to undo years of progress. The dramatic rise in cases has been attributed to the devastating floods in neighbouring Pakistan in September 2022 which led to an expansion of malaria breeding sites.

    WHO, with crucial support from the Government of Japan, is on the ground in Sistan and Baluchestan Province, battling this public health emergency and working to protect vulnerable communities. Japan’s generous contribution provided 4902 mosquito dome tents offering families protection from infected mosquitos, 50 000 malaria rapid diagnostic tests enabling health care workers to quickly identify and treat infected individuals, and 1655 kg of insecticides, deployed to contain mosquito populations at their source. The combined resources are estimated to benefit 77 400 people in the province.

    In December 2024, a WHO mission observed a proactive approach to malaria control demonstrated by local health workers as they conducted house-to-house screenings, distributed mosquito nets and educated communities on how to use them.

    Malnutrition among children is one of the main health problems that the affected populations of Ségou had to face after severe floods hit Mali between July and October 2024. Having lost everything including their food reserves and their means of subsistence, people found themselves in a very precarious situation.

    Among the more than 370,000 people affected by these floods, children, who represent 45% of the affected population, are particularly vulnerable. To enable access to health care, WHO, with thanks to the Central Emergency Response Fund, supported the deployment of mobile clinics on relocation sites.

    In the Ségou region, three sites were set up and equipped with medical tents. Medical staff go there five times a month. Between July and October 2024, nearly 700 children suffering from malnutrition were identified in the three health districts of the Ségou region.

    Effective community engagement saving lives in Tanzania during cholera outbreak

    The recurrence of Cholera outbreaks has been a threat to many lives in the United Republic of Tanzania for decades now. In mid-2024, situation reports from the Ministry of Health indicated that, the outbreak have been reported in 19 regions of Tanzania Mainland. Thanks to flexible funding available for responding to outbreaks such as this, WHO has been able to support the Government’s efforts to control cholera outbreaks. Risk Communications and Community Engagement (RCCE) Experts worked on the ground delivering an intensive community sensitization in over 92 households and 32 villages . The joint and community-based action plan against Cholera outbreak was built jointly, this way enhancing 54 community members and local authorities from the affected wards and districts. The community engagement strategies adopted generate local solutions tailored to control and prevent further transmissions in these areas. In addition, WHO applied behavioral science approaches to guide tailored interventions to community protection and resilience – and as a result, enhancing many lives in Tanzania.
