  • MIL-OSI United Kingdom: Positive meeting with ENVA and lead partners on lithium battery fire risk

    I would like to extend my gratitude to ENVA, Police Scotland, the Scottish Fire and Rescue Service, SEPA, and Amey for engaging in open and honest conversations about the issues caused by the disposal of lithium batteries from common household items.

    The meeting was a productive step forward in addressing the concerns raised by our community following the fire at ENVA’s Perth site. We received firm assurances about the significant investment ENVA has been making at Friarton to enhance safety and improve operational efficiency following the 14th January incident. It is clear that ENVA, who took over the site following the previous fire in 2023, recognises the importance of the proximity of both the Friarton Bridge and neighbouring properties, and they are focused on minimising any impact on them,  which is a crucial aspect of our ongoing efforts to ensure the wellbeing of our residents and avoiding disruption to travellers both on M90 Friarton Bridge and locally within Perth itself.

    It was also pleasing to hear from SEPA and Scottish Fire and Rescue Service about the work they have undertaken on site and with ENVA, and be assured that these key agencies have confidence in the way the site is being operated.

    It is clear that ENVA have already learned much from what happened in January and has made additional enhancements to what they had already put in place since acquiring the site. This commitment to learning and willingness to allocate financial resources to the safety improvements is welcome.

    The safe disposal of lithium batteries is a growing problem for all of us. There is much the Council and others can learn from how ENVA is now managing this issue at their Perth site, including embracing new technology to identify and reduce risks. I look forward to discussing this more at a site visit in the near future.

    Thank you once again to all the stakeholders for their commitment to resolving these issues and working collaboratively towards a safer and more sustainable future.

  • MIL-OSI United Kingdom: Wolverhampton Art Gallery receives more than £1.6 million investment

    The Fund is part of the UK Government’s long-term plan to support local economies, allowing them to grow. It will support capital projects at museums, fund important repairs and improve the visitor experience, with funding awarded ranging from £50,000 to £5 million, to ensure local history has a home for years to come.

    In the Midlands, more than £5 million has been awarded across 4 museums.

    Wolverhampton Art Gallery has been awarded £1,695,758 to safeguard the building and its collections. The project will include restoring stonework, repairing the roof and chimneys and upgrading systems to enhance energy efficiency, sustainability and reliability.

    Councillor Chris Burden, Cabinet Member for City Development, Jobs and Skills, said: “We are delighted to receive this vital funding which will help safeguard Wolverhampton Art Gallery for future generations. This investment ensures the preservation of our historic building and collections while enhancing sustainability and energy efficiency.

    “These improvements will allow us to continue to deliver free ground breaking exhibitions, creative activities and cultural events in a welcoming and inspiring space for all our community and city visitors to enjoy.”

    Peter Knott, Midlands Area Director at Arts Council England, said: “We want people across the Midlands and beyond to experience, enjoy, discover and learn from our fantastic regional museums and galleries. Through their history and collections, they can provide connection and help us to make sense of the world around us.

    “We’re pleased to be supporting Wolverhampton Art Gallery to ensure the building is preserved and people can continue to access and be inspired by its iconic collections.”

    Details of the recipients of the fourth round of MEND comes as part of a wider announcement from the Department for Culture, Media and Sport which includes news of further funding to come to support the cultural sector.

    A Take Pride in Your City Community Clean-Up has taken place in Dundee’s Stobswell area this week.

    The initiative saw Council teams carry out additional works in the area with general litter and debris removal, the strimming of vegetation from buildings and fence lines, the tidying up of communal areas where required, and sweeping to path & street areas.

    Skips were also made available throughout the three-day event to residents to dispose of unwanted household items with Council employees on hand to answer queries about recycling and waste disposal.

    Climate, Environment & Biodiversity Convener Cllr Heather Anderson said: “The Community Clean-Ups are helping to make a positive difference in areas of Dundee with focused environmental work being carried out with additional skip provision for residents to dispose of their larger waste items in a safe and responsible way.

    “Take Pride in Your City is a long-standing campaign now and we are encouraging communities around the city to get involved and do their bit for their own neighbourhood.

    “It’s been great to see the buy-in from the community in Stobswell as a collaborative approach is key to tackling persistent issues like litter, fly-tipping and graffiti.

    “The Council’s Environment staff will continue to work with the local community to make improvements which benefit those who live in the area.”

    The Stobswell Forum SCIO, run by local volunteers for the good of their neighbourhood, are one of the partners supporting the Community Clean-up.

    Stobswell Forum Chair Colin Clement said: “It’s great that the Council and the community are working together to improve the local streets through the clean up, everyone benefits when our community looks and feels well looked after.”

    More information about future community clean-ups will be communicated directly to residents ahead of them taking place.

  • MIL-OSI United Kingdom: Greyhound racing ban bill to be introduced in late April

    Greyhound racing is cruel and must be stopped.

    In late April MSPs will have their first opportunity to consider Mark Ruskell’s Member’s Bill to ban greyhound racing.

    The bill has received crossparty support allowing it to progress to this stage, but it is yet to secure the support of the Scottish Government.

    This week the Welsh Government announced that it would ban the cruel gambling-led entertainment “as soon as practically possible.”

    According to the RSPCA, there are only 9 countries in the world that still allow commercial greyhound racing, including all 4 UK nations.

    Data from 2023 showed that 109 greyhounds died trackside in the UK, an increase on the number for 2022. A further 4,238 greyhounds were injured during racing in 2023.

    Mr Ruskell said:

    “The way that a country treats its animals tells us a lot about its values.

    “Greyhound racing is cruel. There is no excuse for forcing these gentle dogs to run around a course at 40mph and putting them at risk of injury or death.

    “Scotland has made some important steps to ban some of the cruel practices and blood sports that were once considered acceptable. But now we are looking increasingly isolated in allowing this gambling-led spectacle to continue.

    “With Wales leading the change in the UK, we need to make sure that Scotland doesn’t fall behind.

    “April is not far away, and I will continue to work with animal welfare groups and MSPs from all parties to ensure that we build the biggest possible support for my bill.

    “I hope that the Scottish Government will get on board and do its bit for animal welfare by supporting the call and ending greyhound racing for good.”

This globally unique initiative integrating the three energy sources into a demonstration facility is the first attempt even for Panasonic. Through this demonstration, Panasonic is committed to developing its hydrogen business from a long-term perspective toward the realization of a future hydrogen society and carbon neutrality.

    Banks agree to pay fines for past exchanges of sensitive information about UK government bonds.

    • CMA and 4 banks agree to settle separate cases related to UK government bonds, known as gilts
    • Citi, HSBC, Morgan Stanley and Royal Bank of Canada will pay fines totalling over £100 million – Deutsche Bank has immunity for reporting its conduct which began in 2009 and ended in 2013
    • Individual traders at each of the banks took part in private one-to-one Bloomberg chatrooms in which they shared sensitive information relating to buying and selling gilts on specific dates

    Gilts are an important type of UK government bond that help to finance public spending. Investors in gilts lend money to the UK government and in return receive a steady and stable stream of cash interest payments.

    Healthy competition drives investment, innovation and growth, and it is important that competitors decide their price and strategies independently in order to ensure effective competition in a market. 

    Following an investigation by the Competition and Markets Authority (CMA), the banks have agreed to pay fines for specific instances in which traders shared competitively sensitive information about aspects of the pricing of UK bonds. The sharing of information occurred in one-to-one exchanges between traders about the buying and selling of gilts and gilt asset swaps.

    This conduct took place on various dates between 2009-2013, with the last exchanges occurring in 2010 for HSBC, 2012 for Morgan Stanley, and 2013 for each of Citi, Deutsche Bank and Royal Bank of Canada. Since then, the banks have implemented extensive compliance measures to ensure this behaviour does not happen again.

    Juliette Enser, Executive Director of Competition Enforcement at the CMA, said:

    Following constructive engagement between the banks and the CMA, we are pleased that we have been able to settle these 5 cases involving the past sharing of competitively sensitive information about pricing.

    The financial services sector is an integral part of the UK economy, contributing billions every year, and it’s essential that it functions effectively. Only through healthy and competitive markets can we ensure businesses and investors have confidence to invest and grow – for the benefit of all in the UK.

    The fines imposed today reflect the CMA’s commitment to dealing with competition law breaches and deterring anti-competitive conduct. The fines would have been substantially higher had the banks not already taken unusually extensive steps to make sure that this doesn’t happen again.

    Unlawful exchanges in one-to-one chatrooms

    Each of the exchanges took place in separate bilateral online Bloomberg chatrooms between individual traders at 2 banks [see Figure 1] and included information relevant to the pricing of UK government bonds – specifically, gilts and gilt asset swaps.

    In particular, each one-to-one exchange of information took place in relation to one or more of the following: firstly, the sale of gilts by the UK Debt Management Office via auctions on behalf of HM Treasury, secondly the subsequent buying and selling, i.e. trading, of gilts and gilt asset swaps, and thirdly the selling of gilts to the Bank of England – known as ‘buy back’. Not all banks were involved in unlawful exchanges in all 3 contexts.

    Consequences

    Four banks – Citi, HSBC, Morgan Stanley and Royal Bank of Canada – have settled and agreed to pay fines totalling £104,460,000.

    Deutsche Bank is exempt from a financial penalty as it alerted the CMA to its participation in the chats via the authority’s leniency policy. Citi applied for leniency during the CMA’s investigation and as a result has received a reduced fine.

    In agreeing to settle with the CMA, the banks have agreed to pay these fines, bringing the investigation to a close.

    The fines for each bank are:

    • Citi: £17,160,000 – this includes a 35% leniency discount and a 20% reduction for settling in advance of the CMA issuing its Statement of Objections
    • HSBC: £23,400,000 – this includes a 10% reduction for settling after the CMA issued its Statement of Objections
    • Morgan Stanley: £29,700,000 – this includes a 10% reduction for settling after the CMA issued its Statement of Objections
    • Royal Bank of Canada: £34,200,000 – this includes a 10% reduction for settling after the CMA issued its Statement of Objections

    The fines take into account the length of time that has passed since the end of the infringements and the extensive compliance measures that the banks have implemented since then – some of which were in place before the start of the CMA’s investigation.

    The firms have until 22 April 2025 to pay their fines.

    Notes to editors

    1. A gilt is a UK government bond issued by HM Treasury through the UK Debt Management Office (‘DMO’). This case concerned conventional gilts only, i.e. gilts that pay a fixed rate of interest to the holder. Gilts are commonly issued through auction by the DMO in the UK to gilt-edged market makers (‘GEMMs’) and are actively traded in the financial market following issuance. All 5 banks investigated by the CMA are GEMMs.
    2. In 2009, in response to the financial crisis, the Bank of England adopted a quantitative easing (‘QE’) policy, which involved the Bank of England buying assets – the majority of which were gilts. The Bank of England therefore conducted regular buy-back auctions at certain points during the relevant period.
    3. The DMO, the Bank of England and HM Treasury were not under investigation. The DMO, on behalf of HM Treasury, and the Bank of England have assisted the CMA with the investigation by responding to information requests.
    4. The CMA has issued five separate bilateral infringement decisions. Decision documents are addressed to the following entities: Citigroup Global Markets Limited and its ultimate parent company Citigroup Inc. (together ‘Citi’), Deutsche Bank Aktiengesellschaft (‘Deutsche Bank’), HSBC Bank Plc and its ultimate parent company HSBC Holdings Plc (together ‘HSBC’), Morgan Stanley & Co. International Plc and its ultimate parent company Morgan Stanley (together ‘Morgan Stanley’), and RBC Europe Limited and its ultimate parent company Royal Bank of Canada (together ‘Royal Bank of Canada’).
    5. In each decision, the CMA has found a single and repeated ‘by object’ infringement (i.e. that the conduct had, as its object, the restriction or distortion of competition within the UK). The CMA has not made any finding as to whether the conduct at issue had the effect of preventing, restricting or distorting competition.
    6. The information exchanges took place between: – Citi and Deutsche Bank: on 12 specific dates between July 2012 and January 2013 – Citi and Morgan Stanley: on 3 specific dates between December 2011 and February 2012 – Deutsche Bank and HSBC: on 12 specific dates between October 2009 and June 2010 – Deutsche Bank and Morgan Stanley: on 8 specific dates between October 2009 and June 2011 – Deutsche Bank and Royal Bank of Canada: on 41 specific dates between November 2009 and April 2013
    7. In the case of 4 of the banks (Citi, Deutsche Bank, HSBC and Morgan Stanley) the information was exchanged by a single trader based in the UK. In the case of the Royal Bank of Canada, the information was exchanged on different occasions by 2 traders based in the UK. None of the traders remain employed by the bank they worked for at the time.
    8. Bloomberg chatrooms are a means of electronic communication through which participants can exchange messages. Although the information exchanged through certain Bloomberg chatrooms formed part of the CMA’s investigation, Bloomberg was not under investigation.
    9. All banks were involved in unlawful exchanges relating to trading. In addition, Citi, Deutsche Bank, HSBC and Morgan Stanley were involved in unlawful exchanges relating to auctions; and Deutsche Bank, Citi and Morgan Stanley were involved in unlawful exchanges relating to buy-back auctions. Deutsche Bank and RBC also coordinated their strategies for trading gilts via brokers on a limited number of occasions.
    10. Under the CMA’s leniency policy, a business that has been involved in cartel activity may be granted immunity from penalties or a reduction in penalty in return for reporting the cartel activity and assisting the CMA with its investigation.
    11. A party under investigation by the CMA may enter into a settlement agreement if it is prepared to admit that it has breached competition law, is willing to pay a fine and agree to a streamlined administrative procedure for the remainder of the investigation. Settlement can take place before or after the CMA issues a Statement of Objections, which sets out the CMA’s provisional findings of fact and its legal and economic assessment of them.
    12. The CMA and the Financial Conduct Authority have concurrent functions to enforce competition law in the financial services sector. It was agreed that the CMA would exercise those functions in relation to this investigation.

    CoSTAR Realtime Lab at Water’s Edge in Dundee will provide a major stimulus to Scotland’s screen and tech industries

    A new £9m virtual production studio will drive research, innovation and economic growth in Scotland’s screen, games, immersive and performance industries.

    Abertay University launched the CoSTAR Realtime Lab at Water’s Edge, Dundee on Tuesday 18 February marking the start of operations for a major infrastructure project that will provide a significant boost to Scotland’s screen industries.

    This cutting-edge programme will bring new opportunities and expert support to UK creative and technology companies working across the breadth of the creative industries.

    The CoSTAR Network represents the largest investment in Creative Industries R&D to date with a £75.6M grant awarded by the UKRI Infrastructure Fund and delivered by the Arts and Humanities Research Council.

    The CoSTAR Realtime Lab is led by Abertay University and the total project investment is £9m operated in partnership with the University of Edinburgh, CodeBase, Interface and Chroma Developments.

    Industry and academia working in partnership

    Creative companies from across the UK and beyond will have the opportunity to work with the CoSTAR Realtime Lab, benefitting from state-of-the-art research and development (R&D) facilities and access to industry experts and academic researchers.

    The studio at Chroma Developments’ Water’s Edge in Dundee marks the beginning of the CoSTAR Realtime Lab’s work, with a further studio led by the University of Edinburgh to open at First Stage Studios in Edinburgh in March 2025. The facilities will be connected through the Realtime Cloud Lab supporting remote access and collaboration from anywhere in the world.

    Virtual production—a cinematography technique that employs computer-generated imagery (CGI), augmented reality, and motion capture to create immersive virtual film, game and performance sets – will be at the heart of the CoSTAR Realtime Lab’s work and represents a significant opportunity for creative companies working with real time technologies.

    Researchers will support industry-led projects to generate new products and processes to improve production pipelines including, 3D environments and video processing, performance and motion capture, facial animation, automated speech and dynamic generation of hyper-realistic digital film sets and many others. The CoSTAR Realtime Lab’s work will also look at ways to enhance spectator experiences at concerts, live events and museums and how immersive technologies like Augmented Reality and Virtual Reality can be better used and integrated.

    Blending Abertay University’s internationally renowned expertise in video games and technology with the University of Edinburgh’s world-leading AI, animation and film capabilities, the partnership will build transformative new processes, pipelines, tools and workflows to help companies grow, while de-risking opportunities to diversify and take on new projects and clients.

    Supporting creators and creative companies

    The CoSTAR Realtime Lab will create opportunities for Scotland’s screen innovators to access next generation production technologies and support them to apply their creativity, skills and expertise to create new technologies, design new experiences and establish new markets. Access will be offered through a series of open programmes, giving companies and creatives the opportunity to test, develop and refine their ideas.

    One of the main programmes is the Realtime TEST Lab, which offers creative companies, creatives and innovators access to resources to experiment with virtual production and creative technologies in content production or software development before committing further investment in their final productions. The Realtime TEST Lab is supported with funding from Screen Scotland.

    The CoSTAR Realtime Lab will also offer support through Collaborative R&D – a way of working in partnership that can be activated by companies, individuals and project staff in conversation with the CoSTAR Realtime Lab. Scale-up and start-up training and support will also be provided by CodeBase through its Techscaler programme.

    Further CoSTAR Network programmes include the Pilots and Prototypes Programme (PPP), a £3.6 million fund for UK companies to develop new ideas by accessing technical and research capabilities, and the Enterprise and Commercial programme (E&C) supporting the growth of highly capable, inclusive, and sustainable creative technology businesses.

    In addition to its main partners, CoSTAR Realtime Lab is supported by Screen Scotland, Scottish Enterprise, Amazon Web Services, Nvidia and VSS-Scotland.

    In response to a recent surge in antisemitic incidents targeting Jewish neighbourhoods and synagogues, the NSW Government is committing $200,000 to Jewish House to expand their vital community support services.

    This funding will contribute to essential crisis intervention, mental health support, and community assistance in response to the rise of antisemitism in NSW.

    For more than 40 years, Jewish House has been a leader in crisis care, providing help to vulnerable members of the Jewish community when they need it most.

    Since the recent outbreak of antisemitic attacks across our state, Jewish House has seen a significant increase in requests for support and assistance from across the state.

    This funding further reinforces the NSW Government’s commitment to combating antisemitism and racism by ensuring those affected receive the care and assistance they need while holding those responsible for these heinous acts accountable.

    This follows reforms that the NSW Government introduced to parliament this sitting fortnight that confront hate speech and antisemitism by establishing a new criminal offence for intentionally inciting racial hatred, while also protecting places of worship and further criminalising Nazi symbols.

    NSW Premier Chris Minns said:

    “The recent attacks on the Jewish community have no place in our society. These acts are deeply distressing and we’re working around the clock to make sure those responsible face the full force of the law while supporting the community with essential services like these.

    “This funding will see Jewish House expand its support services, providing guidance, practical advice and emotional care to the community.”

    Minister for Multiculturalism Steve Kamper said:

    “No community should be made to feel fearful in NSW. When any part of our society is threatened, it is a challenge for us all, but the Government remains committed to safeguarding social cohesion against hate and division.”

    Sabhal Mòr Ostaig is to be a Gaelic hub in the new Centre for Teaching Excellence, Education Secretary Jenny Gilruth has announced during a visit to the college.

    The Cabinet Secretary met with staff at Sabhal Mòr Ostaig, the National Centre for Gaelic Language and Culture, during a visit to discuss the aims of the new Centre in providing opportunities for Gaelic teachers across the country.

    Ahead of Gaelic week which gets underway on Monday, Ms Gilruth met senior leadership, teachers and students, before attending the Sabhal Mòr Ostaig Annual Lecture.

    More than £100,000 of funding has been confirmed today to provide upgrades to accommodation at the college. Separate funding for Comann na Gàidhlig will also help provide a new minibus to support participation in Gaelic sports.

    Ms Gilruth also visited Broadford Primary to hear first hand from staff and pupils about the English and Gaelic education it provides, as well as plans for a new school and community hub at the site.

    The Education Secretary said:

    “Sabhal Mór Ostaig is internationally respected as the only Centre of Higher and Further Education in the world which provides its learning programmes entirely through the medium of Gaelic.

    “It has been a privilege to meet staff and students at the college to learn about the work here, including the Gaelic hub being developed for the Centre for Teaching Excellence

    “I was also hugely encouraged to hear about the great work being undertaken at Broadford Primary and to hear about their exciting plans for the new school.  

    “The Scottish Government is a strong supporter of Scotland’s indigenous languages and encourages bodies and communities to work together to support and promote Gaelic language and culture.”

    Shona Cormack, Head of Teacher Education at Sabhal Mòr Ostaig, said:

    Background

    Sabhal Mòr Ostaig will work collaboratively on the Centre for Teaching Excellence with hosts, the University of Glasgow. The Cabinet Secretary’s visit to Sabhal Mòr Ostaig and Broadford Primary took place on Thursday 20 February.

    The Sabhal Mór Ostaig annual lecture this year was delivered by Alan Esslemont, Director General of Irish language channel TG4.

    The funding announced today comprises:

    • £109,657 for in capital funding for the Sabhal Mòr Ostaig estate, mainly in the student accommodation
    • £91,711 for Comann na Gàidhlig to provide a minibus for Gaelic sports, as well as outdoor equipment.

    Hundreds of thousands of people across England will soon be able to access urgent and emergency dental care as the government and NHS rolls out 700,000 extra urgent appointments, Health Minister Stephen Kinnock announced today (Friday 21 February). 

    Delivering on the government’s manifesto pledge, NHS England has today written to integrated care boards (ICB) across the country, directing health chiefs in each region to stand up thousands of urgent appointments over the next year.  

    Access to NHS dentistry is increasingly a lottery across the country. Statistics from the GP Patient Survey 2024 show that around 1 in 4 patients who tried to see an NHS dentist in the past two years were unable to do so.

    This has led to desperate scenes across the country, such as at St Paul’s Dental Practice in Bristol, where hundreds of patients gathered outside in the hope of seeing an NHS dentist and police had to intervene to manage the queue when the practice re-opened in February 2024.

    Previous interventions have failed to address the crisis in NHS dentistry. For example, the new patient premium – introduced as part of the dental recovery plan published in 2024 – revealed to have cost £88 million but with no impact for patients.

    Data published last week showed the number of new patients accessing NHS dentists has actually fallen by 3% since the scheme was introduced.

    This government has confirmed it will be scrapping the new patient premium, and today sees it already begin the work of rolling out new appointments across the country.

    As part of the government’s manifesto commitment, the extra appointments will be available from April and have been targeted at dental deserts – areas where patients particularly struggle to access NHS dentists. This includes parts of the East of England, such as Norfolk and Waveney, where there are just 31 NHS dentists respectively for every 100,000 people – way below the national average.

    The announcement marks the start of the government and NHS delivering on the manifesto pledge to provide 700,000 extra urgent and emergency dental appointments to address the crisis in NHS dentistry. 

    Stephen Kinnock, Minister of State for Care said:  

    “We promised we would end the misery faced by hundreds of thousands of people unable to get urgent dental care. Today we’re starting to deliver on that commitment.  

    “NHS dentistry has been left broken after years of neglect , with patients left in pain without appointments, or queueing around the block just to be seen.

    “Through our Plan for Change, this government will rebuild dentistry – focusing on prevention, retention of NHS dentists and reforming the NHS contract to make NHS work more appealing to dentists and increase capacity for more patients. This will take time, but today marks an important step towards getting NHS dentistry back on its feet.” 

    Each ICB has a target of urgent appointments to roll out, based on estimated local levels of unmet need for urgent NHS care. Levels of unmet need are calculated by measures including looking at how many people tried and failed to get an NHS dentist appointment. 

    These extra appointments will be for patients who are likely to be in pain – including those suffering from infections or needing urgent repairs to a bridge – and require urgent treatment. NHS commissioners will be working fast to secure these extra appointments this year, with appointments to start coming online from April. Patients will be able to access these appointments by contacting their usual dental practice or calling NHS 111 if they don’t have a regular dentist or need help out-of-hours.

    The plans are the first step towards securing more urgent care for patients over the longer term and will allow for more a more fundamental reform of urgent dental care provision. 

    Jason Wong, Chief Dental Officer for England said:

    “Dentists are working hard to help as many patients as possible but too many people experience difficulties in accessing NHS dental services.

    “It is vital that we do more to improve access – we are working with local systems to prioritise this, which includes providing 700,000 additional urgent dental appointments to help make it quicker and easier for those most in need to be seen and treated on the NHS and we are incentivising dentists to work in underserved areas so that all areas of the country can receive the care they need.”

    After inheriting an NHS dental sector in crisis, the government is acting now to make it fit for the future, following years of neglect and unsuccessful interventions.  

    A recent report by the National Audit Office found that access to NHS dentistry remains below pre-pandemic levels, with the previous administration’s dental recovery plan not on course to deliver its target of 1.5 million extra treatments by the end of 2024/25. 

    Children’s oral health is also in crisis, with tooth decay being the number one reason that children aged 5-9 years old are admitted to hospital. More than a fifth of five-year-old school children have signs of dental decay, according to data published by OHID last week.

    The data also showed stark regional inequalities in terms of good oral health – with areas of high deprivation having rates of tooth decay more than double that of wealthier areas. For example, almost 1 in 3 children (32.2%) living in Merseyside showed signs of decay, compared to just 13.6% of kids in Gloucestershire.

    To tackle this, the government will introduce a new supervised tooth-brushing scheme for 3-to-5-year-olds – which is aimed at providing advice and tooth brushing guidance in the school setting to children living in the most deprived areas in England, as well as providing toothbrushes and toothpaste.  

    The government is also recruiting new dentists to areas that need them most and will reform the dental contract, with a shift to focusing on prevention and the retention of NHS dentists. This includes the golden hello bonus incentive payment of £20,000, which is being offered per dentist for up to 240 dentists who agree to work in areas of the country that have traditionally been hard to recruit to.   Until July, none of the 240 roles had been filled, but the government has since delivered 68 posts, with more to come.

    Jacob Lant, Chief Executive of National Voices, said:

    “NHS dentistry has been left in a sorry state, with far too many people experiencing pain and discomfort because they can’t access basic care.

    “These extra urgent appointments will be welcome and are a helpful first step, but fixing the nation’s oral health crisis will require a sustained effort.

    “We now need local NHS leaders to work creatively to ensure available capacity is targeting those most in need, whether treating an infected tooth or ensuring cancer and transplant patients get the dental check-ups they need before starting treatment.”

    The Minns Labor Government’s Low and Mid-Rise policy is set to deliver 112,000 homes across New South Wales over the next five years as the next stage of the policy comes into effect.

    The new reforms change planning controls within 800 metres, or 10-minute walk, around 171 town centres and stations to allow dual-occupancies, terraces, townhouses and residential flat buildings across metropolitan Sydney, the Central Coast, Illawarra-Shoalhaven and Hunter regions.

    Without these changes, New South Wales risks becoming a city without a future because it’s simply too expensive to put a roof over your head.

    The Low and Mid-Rise housing policy will reintroduce housing choice and diversity back into our communities, filling the “missing middle” between high-rise apartments and greenfield development.

    Terraces, townhouses and residential flat buildings have a long history in NSW urban planning, but over recent decades have effectively been banned across local government areas.

    Currently, only two of 33 councils in Greater Sydney allow terraces and townhouses in low-density (R2) zones, and residential flat buildings are prohibited in 60 per cent of all medium-density (R3) zones.

    The NSW Government’s changes will remove the restriction on developing terraces, townhouses and low-rise residential flat buildings on R1 and R2 zoned land, while also removing the restriction on delivering medium rise residential flat buildings on R3 and R4 zoned land in these areas.

    These changes still allow councils to assess important development conditions including parking, light access and minimum frontages.

    Allowing these housing types to be permissible again will boost housing supply around transport and town centres, improve affordability, maintain the character of an area and build better communities.

    Sites were selected considering the following criteria:

    • Access to goods and services in the area
    • Public transport frequencies and travel times
    • Critical infrastructure capacity hazards and constraints
    • Local housing targets and rebalancing growth

    These planning reforms will further enable the rollout of the NSW Pattern Book, so those families, young people and downsizers who select these architecturally designed low and mid-rise designs will be able to build them in areas now zoned for low and mid-rise housing.

    The Low and Mid-Rise policy has been consulted on extensively, with the NSW Government publicly exhibiting the policy and carefully considering feedback from councils, town planners, architects, developers, Government agencies, and community groups.

    Due to the extent of bushfire and flood hazards, the Blue Mountains, Hawkesbury and Wollondilly Local Government Areas, have been excluded from stage 2 of the reforms.

    Similar to the Transport Oriented Development sites, the planning controls will apply in heritage conservation areas with council assessment and approval, however not on heritage items.

    This is part of the Minns Labor Government’s plan to build a better NSW with a greater choice of homes, so young people, families and workers have somewhere to live in the communities they choose.

    The policy will come into effect on 28 February 2025.

    “This policy fills a gap in new housing supply. Allowing low and mid-rise housing in more locations will help increase the number of homes in our state, improve affordability for renters and buyers and give people a choice on the type of home they want to live in.

    “Housing choice and diversity is at the heart of the Minns Government’s planning reforms – a choice of where they want to live, what kind of home they want to live in and when they want to make that move.

    “There has been increasing demand for well-located, medium-density housing. These reforms build on the reforms introduced on 1 July 2024, which allowed dual occupancies and semi-detached homes to be built on nearly all low-rise residentially zoned land in NSW.

    “This will unlock the huge potential of the NSW Pattern Book, with the new patterns being allowed in the areas where these planning controls apply. Those that use the Pattern Book will be able to build in these areas and gain access to a fast-tracked planning approval.”

    The Minns Labor Government has passed three new bills to ensure the community is protected from racial hatred, offensive Nazi symbols, and desecration and harassment at places of worship.

    The Government’s package of legislation was developed in response to a series of unacceptable antisemitic attacks that caused community division and fear.

    The Crimes Legislation Amendment (Racial and Religious Hatred) Bill 2025, Crimes Amendment (Places of Worship) Bill 2025, and Crimes Amendment (Inciting Racial Hatred) Bill 2025 all passed the Parliament overnight.

    The legislation will create new offences and provide for tougher penalties for existing charges.

    It will soon be a crime to:

    • Intentionally block, impede or hinder a person from accessing or leaving, or attempting to access or leave, a place of worship without a reasonable excuse.
    • Harass, intimidate or threaten a person accessing or leaving, or attempting to access or leave, a place of worship.

    Such conduct is punishable by a fine of $22,000 or two years’ imprisonment, or both.

    It will also be a crime to intentionally and publicly incite hatred towards another person, or group of people, on the grounds of race – with an exception for directly referencing religious texts during religious teachings or discussions.

    The incitement of racial hatred will attract a maximum penalty for an individual of two years’ imprisonment, fines of up to $11,000, or both, while corporations can face fines of $55,000.

    Our legislation also:

    • Clarifies that graffiti is a “public act” for the purposes of the offences of threatening or inciting violence and displaying Nazi symbols;
    • Provides for tougher sentencing for displaying by public act a Nazi symbol on or near a synagogue, the Sydney Jewish Museum or a Jewish school; and
    • Aggravates sentences when a person’s conduct is partially or wholly driven by hate.

    The laws send a clear message that we take racial hatred and antisemitism seriously, and we are prepared to act quickly and decisively to protect the community.

    NSW Premier Chris Minns said:

    “The Government has acted quickly in response to disgusting acts we have seen in our state.

    “Our package of legislation is a strong response to recent antisemitism, but it will also protect people of all races.”

    Attorney General Michael Daley said:

    “This package of legislation will protect members of our community in a variety of ways.

    “When we drafted these laws, we were mindful of preserving protest rights and freedom of political expression while also ensuring adequate community protection.

    “In today’s environment, this legislation sends a strong message that hatred will not be tolerated.”

    Raneem’s Law has launched to embed the first domestic abuse specialists in 999 control rooms across five forces and ensure victims receive specialist support.

    Delivering on a manifesto commitment, today (Friday 21 February), Raneem’s Law has been launched to embed the first domestic abuse specialists in 999 control rooms across five forces to ensure that victims of domestic abuse receive more specialist support.

    West Midlands, Northumbria, Northamptonshire, Bedfordshire and Humberside Police are all pioneering this new approach to improve the police response to victims of domestic abuse.

    This is part of the government’s mission – underpinned by our Plan for Change – to better protect victims, pursue perpetrators and halve violence against women and girls in a decade.

    These domestic abuse specialists will ensure that calls for help are properly assessed, managed and responded to. Specifically, their duties can include:

    • providing advice to officers responding to incidents on the ground
    • reviewing incoming domestic abuse cases and their risk assessments
    • listening in to live calls and providing feedback to call handlers on victim engagement
    • facilitating training sessions on domestic abuse for force control room staff
    • ensuring victims are referred to specialist support services
    • using expertise and understanding to manually check over the decisions made by 999 call handlers and identifying any missed opportunities to safeguard victims
    • supporting the use of innovative technology such as responding to victims via videocall

    The government will work closely with these first forces to gain insight and understanding into how this new approach is working, to inform a national roll-out across all 43 forces and new statutory guidance for Raneem’s Law as soon as possible.

    Home Secretary Yvette Cooper said:

    Every 30 seconds, someone calls the police about domestic abuse – over 100 people every hour seeking urgent help.

    That’s why we are determined to overhaul the police emergency response to domestic abuse, making sure that victims get the specialist support and protection they need. That must be Raneem and Khaola’s legacy.

    West Midlands has been determined to learn the lessons from the way Raneem and her mother were so badly failed and it is welcome that they, Bedfordshire, Humberside, Northumbria and Northamptonshire are all pioneering this ambitious approach to deliver the best possible response to victims at the worst time of their lives.

    We need to change the future for others, where we couldn’t for Raneem, as part of our mission to halve violence against women and girls in a decade.

    For too long, crimes disproportionately impacting women and girls have not been met with the specialist response they require.

    Domestic abuse affects more than 2 million people every year, with the police receiving a call about it every 30 seconds on average. Yet only 1 in 5 victims are estimated to report incidents to the police.

    Raneem’s Law was established in memory of Raneem Oudeh and her mother Khaola Saleem, who were murdered by Raneem’s ex-husband in August 2018. There were 13 reports made to the police about concerns for Raneem’s safety, but no arrests were made. On the night she was killed, she rang 999 four times but the police did not respond in time.

    To deliver a step-change in approach to tackling this appalling crime, the government are providing £2.2 million to fund the first stages of Raneem’s Law over the next financial year.

    Nour Norris, lead campaigner, aunt and sister of Raneem Oudeh and Khaola Saleem, said:

    Raneem called for help, and today, the system finally answered.

    I can’t express enough how deeply emotional and significant this moment is. After six relentless years of campaigning for justice, I am returning to the force that failed my sister, Khaola, and my niece, Raneem. West Midlands Police had the chance to save them. Raneem called 999, desperate for help, but the system did not listen. It did not act. And because of that failure, we lost them.

    I refuse to point fingers or place blame. I believed in change, and I believed in people wanting that to happen. Working alongside the government and the police, especially West Midlands Police has been a journey of change. Raneem’s Law is now being implemented, and with it, a fundamental shift in how victims of domestic abuse are supported.

    Raneem deserved the help she needed, my sister, Khaola, who broke my heart because she was caught in all of this, deserved to live around her children. This is not just about saving lives; it is also about ensuring that victims who survive have the chance to truly live, free from fear and harm. They deserve safety, dignity, and a future.

    This moment proves that change only happens when we refuse to accept failure. We cannot wait for another tragedy. We must build the safeguards that should have been there all along. And while nothing will bring Khaola and Raneem back, their voices, struggles, and sacrifices have led to a law that will save lives. Their legacy will live forever.

    Because the scale of violence against women and girls is a national emergency, earlier this month we announced a new intelligence-led national policing centre for England and Wales. Backed by £13 million, the centre will bring together around 100 officers to focus on tackling crimes such as domestic abuse, stalking, rape and sexual offences and ensure that victims are protected.

    Minister for Safeguarding and Violence Against Women and Girls Jess Phillips said:

    Raneem’s death showed us the devastating cost of missed opportunities.

    Behind every 999 call is someone’s daughter, mother, sister or friend in fear. That’s why getting the response right the first time, every time, is absolutely crucial. Embedding specialism and expertise into 999 control rooms will ensure that when victims make that brave call for help, they get the expert response they need.

    Working alongside Nour has shown me the true meaning of courage and determination. Her fight for Raneem’s Law, to change things for victims of domestic abuse before it is too late, will save lives. We are determined to halve violence against women and girls in a decade and won’t stop until every victim, up and down the country, gets the protection they deserve.

    Under our Plan for Change, we are taking the serious action needed to drive change across the country. Launching Raneem’s Law is another part of our effort to ensure that government and law enforcement can effectively tackle these unacceptable crimes.

    National Police Chiefs’ Council lead for Domestic Abuse, Assistant Commissioner Louisa Rolfe, said:

    When a victim reports domestic abuse, they must have confidence that they will be protected from harm, which is why it’s so important that we get our response right from the moment we are called.

    Forces work hard every day to ensure victims receive the right response and support, and embedding expertise and victim advocacy at the earliest opportunity is vital.

    It’s important that we are both evidence and victim-led in our approach, and I would like to thank the victims and survivors, families and support organisations that continue to work with us to improve policing’s response to domestic abuse.

  • MIL-OSI New Zealand: Speech to Committee for Auckland

    Good afternoon. Can I acknowledge Ngāti Whātua for their warm welcome, Simpson Grierson for hosting us here today, and of course the Committee for Auckland for putting on today’s event.
    I suspect some of you are sitting there wondering what a boy from the Hutt would know about Auckland, our largest city.
    Well, let me reassure you that I know and love this city. I lived here for two years, many of my friends live here, and I am here almost every week.
    Auckland is critical to New Zealand’s future and today I want to talk about how we create that future, with central government working alongside the Auckland Council and Auckland communities.
    Growth 
    Let me start with the economic picture.
    We are in challenging economic times. The government came to office with New Zealand in the midst of a prolonged cost of living crisis, with high inflation, high interest rates, and after years of profligate debt-fuelled government spending.
    Turning that around is not going to be easy and it is not going to happen immediately.
    We have made good progress. Budget 2024 started the repair job. Business and consumer confidence is returning. The OCR was cut by another 50 basis points on Wednesday, meaning mortgage rate relief for households. The latest Federated Farmers Farm Confidence Survey shows confidence surging by 68 points since July 2024 – the largest one-off improvement in sentiment since the question was introduced.
    But there is a lot to do, and we need to be honest with ourselves. We have been slipping for years. 
    Our challenge as a country isn’t just about the last few years, or even the last decade.
    We have low productivity growth, low capital intensity in our firms, low levels of competition in many sectors, challenges in attracting and retaining skills and talent, low uptake of innovation, unaffordable housing and a growing tail of New Zealanders leaving school without basic skills. 
    But stagnation and mediocrity is not our destiny.
    Not if we make the right choices and not if we have courage.
    Going for economic growth means saying “yes” to things when we’ve said “no” in the past.
    It means taking on some tough political debates that we’ve previously shied away from. I’m going to talk about one today.
    It means bold decisions which may look difficult at the time but which in hindsight will be regarded incontrovertibly as the right thing to do.
    Managed decline is only inevitable if we let it be.
    Auckland Growth 
    So today I want to talk to you about Auckland and how important it is to our plans.
    Auckland is New Zealand’s capital city of growth. It is home to one third of New Zealand’s population and contributes nearly 40% to our national GDP. It has higher labour productivity than the rest of New Zealand, and is home to some of New Zealand’s most exciting growth-industries, with 116 of our country’s top 200 tech firms calling Auckland home. 
    We are not going to be successful in growing our economy if we don’t think carefully about how we enable Auckland, as our largest and most important city, to thrive. 
    I have the enormous privilege of being the Minister of Housing, Infrastructure, RMA Reform and now Transport.
    I am determined to help build an Auckland that is a world-class, international city.
    I make no apologies for being an urbanist. Well-functioning urban environments with abundant housing, transport that gets people where they need to go quickly and efficiently, and functional infrastructure, will do more to create a brighter future for Kiwis than just about anything else government can do. 
    Next year is shaping up as an exciting one. The first trains will run on the City Rail Link and the NZ International Convention Centre will finally open its doors.
    The government is investing heavily into transport in Auckland, through new Roads of National Significance, new busways, and commuter rail.
    These investments build on the significant progress made in recent years, particularly by National-led governments – think of Waterview, the Victoria Park Tunnel, and the starting of the City Rail Link.
    A couple of weeks ago it was my pleasure to mark the start of the extension of the Auckland commuter network to Pukekohe, with the completion of the electrification of the line from Papakura to Pukekohe.
    Later this year the Third Main line rail project will conclude, helping ease congestion and enabling faster train journeys. 
    The growth of the Auckland commuter rail network since the early 2000s has been remarkable and the government is keen to encourage that growth.
    Because the reality is that congestion is choking Auckland.
    The average Auckland commuter spends over 5 days in traffic each year. In fact, in 2024 the Auckland metro area had the highest congestion levels in Oceania. This means Auckland is less productive, less accessible, and less liveable that it should be. 
    Congestion stifles economic growth in Auckland, with studies showing that it costs between $900 million to $1.3 billion per year.
    Congestion is essentially a tax on time, productivity, and growth. And like most taxes, I’m keen to reduce it.
    The government will be progressing legislation this year to allow the introduction of Time of Use pricing on our roads.
    We will send that Bill off to a select committee before the end of March and the public will be able to have their say on it.
    There has been study after study into time of use pricing in New Zealand. It’s time to get on with it.
    The framework we have agreed to will enable local councils to propose time of use schemes on their networks.
    All schemes will be focused on increasing productivity and improving the efficiency of traffic flow in cities. Local councils will propose schemes in their region, with NZTA leading the design of the schemes in partnership with councils to provide strong oversight and to ensure motorists benefit from these schemes. 
    All schemes will require approval from the Government.
    Any money collected through time of use charging will be required to be invested back into transport infrastructure that benefits Kiwis and businesses living and working in the region where the money was raised. Councils will not be able to spend this money on other priorities.
    The Government will prioritise working with Auckland Council on designing a Time of Use pricing scheme that increases productivity and reduces congestion.
    Modelling has shown that successful congestion charging could reduce congestion by up to 8 to 12 percent at peak times, improving travel times and efficiency significantly.
    Auckland Housing 
    That brings me to housing. 
    One of the things I’ve been trying to emphasise since I became a Minister is that housing has a critical role to play in addressing our economic woes.
    There is now a mountain of economic evidence that cities are unparalleled engines of productivity, and the evidence shows bigger is better.
    New Zealand can raise our productivity simply by allowing our towns and cities to grow up and out. We need bigger cities and, to facilitate that, we need more houses. As our biggest city, Auckland has to be a leader in this mission.
    As Housing Minister I am focused on getting the fundamentals of the housing market sorted. 
    The Government’s Going for Housing Growth agenda involves freeing up land for development and removing unnecessary planning barriers, improving infrastructure funding and financing, and providing incentives for communities and councils to support growth.
    Report after report and inquiry after inquiry has found that our planning system, particularly restrictions on the supply of urban land, are at the heart of our housing affordability challenge.
    We are not a small country by land mass, but our planning system has made it difficult for our cities to grow. As a result, we have excessively high land prices driven by market expectations of an ongoing shortage of developable urban land to meet demand. 
    Last year Cabinet agreed to a number of specific actions it would take to free up land for development, which we’ve called Pillar One of our Going for Housing Growth Plan.
    These include new housing growth targets for the country’s largest councils, new rules to make it easier for cities to expand outwards at the urban fringe, such as the abolishment of the rural-urban boundary in Auckland, a strengthening of the intensification provisions in the National Policy Statement on Urban Development including requiring more mixed-use zoning, the abolishment of minimum floor areas and balcony requirements, and making the MDRS optional for councils. 
    These changes build on the existing Auckland Unitary Plan, which evidence shows has made a real difference in Auckland. 
    It also builds on the National Policy Statement on Urban Development brought in by the last government, which we support.
    I am focusing on the fundamentals because ultimately that is what drives price.
    Very soon I will announce Cabinet decisions around better infrastructure funding and financing tools, so growth can be properly funded.
    And I’ll also soon announce decisions on how we will replace the Resource Management Act, the giant millstone on the neck of the New Zealand economy. 
    City Rail Link 
    Speaking of infrastructure, let’s talk about the City Rail Link.
    Without a doubt, the most transformative and ambitious project in recent memory in Auckland is the City Rail Link. 
    Under the feet of Auckland for the better part of a decade has been the most ambitious, and one of the most expensive, projects in the city’s history. Thousands of workers building 3.5 kms of tunnel to bring Auckland’s transportation system into the 21st century.
    When I was made Transport Minister by the Prime Minister earlier this year, I said to my team that I wanted my first visit to be to see City Rail Link. To me, this project epitomises the opportunities in New Zealand’s transport future.    
    Once open next year, CRL will double Auckland’s rail capacity and reduce congestion across the city, enabling Aucklanders to get to where they want to go faster.
    This will be huge for the city. The privilege of not having to worry about missing a train because another one is only minutes away is something, up until now, Aucklanders have only been able to experience in cities like London or Tokyo. But now it’s almost Auckland’s turn.
    I’ve been down to the new stations. Aucklanders are going to be blown away. My prediction is that people will say what they always do once a big new project eventually finishes: why didn’t we do this decades ago?
    It is critical for the city’s future that we take advantage of CRL and ensure that the maximum benefits are felt by Aucklanders. That’s why today I am pleased to announce a number of steps the Government is taking to fully harness the true benefits of City Rail Link.
    Level Crossings
    The first step is removing level crossings. 
    CRL will only achieve its true potential capacity by the removal of level crossings – locations where roads and rail tracks intersect.
    Frankly, every motorist under the sun hates them, me included. They require the direct trading-off between road-user efficiency and rail-user efficiency. 
    Separating our train and roading systems by grade-separating level crossings greatly reduces traffic delays for motorists, while at the same time enables more frequent and reliable trains. It means that, in future, we can run many more trains on the Auckland network, without having to worry about disrupting the road network.
    Crucially, it will also make our railways safer. In the decade between 2013 and 2023, Auckland saw almost 70 crashes – some of these serious, as well as more than 250 pedestrian near-misses and 100 vehicle near misses at level crossings across the city. That’s almost one incident a week. 
    Investment in Auckland’s level crossings delivers a faster, safer, and more reliable transport system. It’s a win, win, win.
    Sorting level crossings in Auckland will take many years and cost a lot – but it is imperative we crack on with the job of doing the most important ones first.
    I am announcing today that, subject to final approval by the NZTA board, the Government will be allocating funding for its share of the cost of accelerating the grade-separation of 7 level crossings in Takāanini and Glen Innes. 
    The work will involve building three new grade-separated road bridges at Manuia Road, Taka Street, and Walters Road; constructing new station access bridges at Glen Innes, Te Mahia and Takāanini Stations, and closing two unsafe crossings at Spartan Road and Manuroa Road.
    Auckland Council has previously indicated that it is willing to fund its share of the cost, so this announcement will provide Aucklanders with confidence that the work will go ahead.
    Removing these level crossings now also enables us to take advantage of already planned network closures and will hopefully avoid the need for disruptions to the rail network in the future to make these much-needed changes.
    We are committed to the most efficient transport system in Auckland for everyone – no matter how you get around. For us, it’s never only about trains, or only about cars, or only about buses, or only about bikes. It must be all of the above – which is exactly why we are prioritising the removal of these level crossings 
    Transit oriented development
    As I’ve said, there are a number of actions being taken across the Auckland Rail network with a focus on transforming connectivity throughout the city. City Rail Link is just one part of it.
    This ambitious programme of work will open up job opportunities, new investment opportunities, and new places to live and work.
    It should also, in theory, result in a significant increase in development density in and around Auckland’s railway stations, especially those benefiting from City Rail Link.
    We have to ask ourselves: are we doing all we can to fully take advantage of this multi-billion-dollar transport investment? 
    I believe that in order to properly unlock economic growth in Auckland, we must embrace the concept of transit-oriented development adopted by the world’s best and most liveable cities.
    This approach promotes compact, mixed-use, pedestrian friendly cities, with development clustered around, and integrated with, mass transit. The idea is to have as many jobs, houses, services and amenities as possible around public transport stations. 
    This is not an untested theory: transit-oriented development has been adopted across the world in cities like Stockholm, Copenhagen, Hong Kong, Tokyo, and Singapore.
    Cities that embrace this approach consistently outperform those that don’t across multiple metrics: they experience increases in productivity, lower unemployment, higher population growth, increased availability of homes, and more stable rents.
    A floor filled with smart people working next to each other, in a building filled with floors of smart people working next to each other, unsurprisingly, enables greater economic opportunities for productive growth. Proximity encourages collaboration and innovation.
    Transit-oriented development creates exactly these kinds of possible agglomeration effects – for example, it has been shown that doubling job density increases productivity by 5 – 10%. 
    The evidence speaks for itself. 
    Let’s look at Stockholm, where development has generally followed the city’s main public transport corridors. There, the gross value added per capita grew 41% between 1993 and 2010. In fact, both Stockholm and Copenhagen rank as among the world’s top cities in terms of per capita GDP.  
    Across the ditch in Sydney, they have just opened their brand-new Sydney Metro development, which has been widely recognised for its successful integration of high-density housing and mixed-use developments. This project is expected to contribute around AUD $5 billion annually to the New South Wales economy.
    To answer the question: are we doing all we can to fully take advantage of City Rail Link? The answer is clearly no.
    So, today I am announcing that the Government will be kicking off a work programme to properly take advantage of the opportunities that transit-oriented development could have on Auckland, and what actions we can take in the short-term to better enable development clusters around City Rail Link stations.
    Right now, Auckland Council is only required to zone 6 stories around rapid transit stops. We are going to need to go much, much higher than that around the CRL stations if we truly want to feel the benefits of transit-oriented development.  
    My aspiration is that in 10-20 years’ time, we have 10-20 storey apartment blocks dotting the rail line as far west as Swanson and Ranui. But for right now, we need to look at how to increase development opportunities around the inner core of stations.
    Take Kingsland, for example.
    Once CRL open Kingslanders will have a 20 minute travel time saving to Aotea station from the project. But Kingsland’s population actually declined by 4.7% between 2019 and 2023; and while Auckland averaged 15,375 annual new builds over the last 5 years, Kingsland built just 22.
    Compare that to Paramatta in Sydney. It too benefits by circa 20 minute time savings from the Sydney Metro project and has upzoned from a few stories to more than 60 in some cases.
    Kingsland is still predominantly made up of single story dwelling zones.
    How about if our aim is to make the special character of suburbs be that they are thriving, liveable, affordable communities with access to regular and reliable public transport?
    For many families, the dream of home ownership looks a little different today. Many young families are now choosing to swap the station wagon for the train station, and the corner dairy for the cafe.
    There will always be a place in New Zealand for the quarter-acre section and the large family home. But we have to be honest with ourselves: that place isn’t within a stones-throw of a transformational piece of transport infrastructure with the ability to shuttle tens of thousands of passengers each day. 
    We must allow Kiwis to make the choice that’s best for them. Permitting more development close to train stations and rapid bus routes supports those who want to live nearer to their work and their friends, just like the significant investment the Government is making in new highways and roads support those who want to live in our world-class towns and suburbs. 
    Change is inevitable. My job as a Minister it to make sure that change is shaped by the lives Kiwis want to live and the homes they want to live in.
    Viewshafts 
    One barrier to proper high-density in Auckland, including around City Rail Link stations, is undoubtedly the current settings of the 73 viewshafts that have restricted the height of the city since the early 1970s. 
    In 2016, the Independent Hearing Panel for the Auckland Unitary Plan recommended further work on the viewshafts, including refining them to improve their efficiency and reduce opportunity costs. In the almost-decade since, this work has not been progressed.
    Some of these viewshafts don’t make a lot of sense. The Unitary Plan protects the view from the tolling booths on the North Shore, so that those people sitting in their cars getting ready to pay their toll for the Harbour Bridge have a nice view of Mt Eden. Of course there hasn’t been tolling booths on the North Shore since the mid-1980s. 
    Forty years later, we are still protecting a view that would be considered dangerous-driving to admire. A study done in 2018, looking at this one view shaft – the E10 – showed that its cost was roughly $1.4 billion in lost development opportunities. This is just the impact of one of the 73 viewshafts. 
    It is worth stressing that the cost is almost certainly much greater than $1.4 billion. It only includes costs to the city centre, and about half the land under E10 falls outside the city centre. So add that on.
    It doesn’t look at the positive externalities of intensification, such as agglomeration and other wider economic benefits. So add that on too.
    It doesn’t look at public land, just private. Add that on. 
    And it’s based on 2014 land values.
    And this is just one viewshaft.
    I hope you’ll agree with me that the cost is immense.
    Aucklanders and local mana whenua have always had a special relationship with the Māunga and Volcanic cones that their city is nestled between. It is right that we acknowledge and protect this special relationship. 
    But even just minor tweaks to existing viewshafts could materially lift development opportunities. The 2018 study showed that rotating the E10 viewshaft just 4.5 degrees to the left maintains the view of Mt Eden for a similar amount of time, whilst saving the city 43% of the lost development opportunity cost.
    Today I can tell you that Mayor Brown and I have had discussions on this issue, and he said he is open to a fresh look at Auckland’s viewshaft settings in its Unitary Plan. We agree that the time is right to start the conversation. This is particularly relevant where the viewshafts impact the CBD and major transit corridors.
    We are committed to trying to find a way though – alongside mana whenua – to get the balance right between economic growth, and the special role these Māunga play in the unique identity of Auckland. 
    We are not proposing to remove these viewshafts. Rather, we are recognising that as the city changes, and there will be areas where the viewshafts should change with it.
    The tollgate viewshaft example above proves that it is possible to eat our cake and have it too. We can both preserve views and enable more development. That is the kind of change that a dynamic city requires to be the best for all its people.
    Conclusion
    Auckland has a bright future. 
    You have the country’s premier convention centre opening early next year. 
    You have City Rail Link opening later next year. 
    You have what are essentially new cities being built to your west, and to your south.
    New roads are opening.
    Congestion pricing is on the way.
    And more housing is being built. 
    Whenever I come here, I get a palpable sense of opportunity knocking.
    This city isn’t waiting: it’s getting on with the mission of growth. 
    It is bursting at the seams with opportunities – now, it is the responsibility of all of us to help make it happen.

  • MIL-OSI Australia: Rest and remember risks during National Driver Fatigue Week

    The Minns Labor Government is urging all road users to rest and stay off the road while tired after NSW recorded a 47 per cent rise in people losing their lives in fatigue related crashes last year.

    Sadly, 78 people died in fatigue-related crashes on NSW roads in 2024 compared to 53 people in 2023.

    Alongside speeding, drink and drug driving, fatigue is one of the top killers on NSW roads and the vast majority of crashes involving fatigue are happening on regional roads, with 69 of the 78 deaths occurring in regional communities in 2024.

    While heavy vehicles make up only 2 per cent of NSW motor vehicle registrations, heavy vehicle drivers accounted for around 26 per cent of fatigue related deaths on NSW roads last year.

    To help raise awareness of the dangers of driving fatigued, the Minns Labor Government is promoting fatigue safety and the benefits of taking a power nap during National Driver Fatigue Week which runs from February 21-27.

    The awareness and education effort builds on the government’s other suite of road safety initiatives which are aiming to reduce fatigue related crashes and improve road safety overall. These include:

    • Rolling out around $1 billion in lifesaving infrastructure upgrades on regional and metropolitan roads through the Towards Zero Safer Roads Program and the joint federal/ state funded Road Safety Program.
    • Investing $46 million on 2700 kilometres worth of rumble strips to help fight fatigue.
    • Maintaining 673 signposted rest areas and building a new rest area on the Newell Highway north of Narrabri.
    • Upgrading rest areas through the $11.9 million statewide Heavy Vehicle Rest Stop Minor Works program.
    • Promoting 56 volunteer run Driver Reviver rest area sites where motorists travelling during holiday periods can stop for a free tea or coffee.
    • Running high visibility communication campaigns such as the ‘Don’t Trust Your Tired Self’ campaign
    • Launching a trial of average speed cameras for light vehicles in 2025.
    • Upgrading mobile phone detection cameras to detect seatbelt offenders.
    • Doubling roadside enforcement sites used for mobile speed cameras, with an additional 2,700 new sites where a camera can be deployed. (Total enforcement hours remain the same).

  • MIL-OSI Australia: $2.5 million Lung Bus to protect thousands of workers against dust diseases

    The Minns Labor Government has renewed its commitment to protect workers from dust diseases by unveiling its new $2.5 million state-of-the -art Lung Health Mobile Clinic which will provide lung health checks to thousands of people across New South Wales.

    The lung bus program provides free lung screening checks to more than 5,000 workers annually in regional NSW.

    These lung health checks can be lifesaving by ensuring early detection and treatment of dust diseases like asbestosis, silicosis and mesothelioma.

    Commencing this month, the icare Lung Bus will travel the length and breadth of the state, including visits to Newcastle, Port Macquarie, Coffs Harbour, Taree, Tuncurry, Spears Point, Tweed Heads, Gosford, Nowra, Shellharbour, Port Kembla, Bathurst, Dubbo, Broken Hill, Wagga Wagga, Griffith and Tamworth.

    The new mobile clinic features several innovations including:

    • Digital chest X-ray technology, providing precise and reliable first instance imaging.
    • Enhanced spirometry (lung function) testing equipment to evaluate breathing capacity and respiratory performance.
    • Digital monitoring systems to streamline diagnostics and care.
    • A backup power supply to ensure uninterrupted operation in remote locations.
    • Greater accessibility and comfort, with larger clinical space designed to support both staff and clients.

    The brand-new Lung Bus continues the legacy of the state’s original mobile service which served the community for nearly 16 years.

    That Bus travelled more than 700,000km (more than 17 times around the world), screening more than 53,000 people, and visiting over 300 destinations across NSW.

    This is the latest measure to protect workers from dust diseases, including those caused by silica and asbestos.

    The Minns Labor Government led the campaign for the national ban on engineered stone which started last year.

    The NSW Government is funding a team of dedicated silica safety inspectors to ensure businesses are complying with its strengthened laws.

    Since September, our Silica Compliance Team has conducted 140 inspections, with more than 125 improvement notices issued and seven prohibition notices in workplaces.

    The Minns Labor government has pledged $5 million in critical funding for silicosis research and a patient support program for individuals and their families navigating the health risks associated with exposure to silica dust.

    The grant funding, administered collaboratively by icare and the Dust Diseases Board, will be provided over three years to the Asbestos and Dust Diseases Research Institute (ADDRI).

    Workers can also arrange a free lung screening at icare’s Sydney CBD clinic, or with local providers regionally when the lung bus is not in that part of the state. To book a free lung health check, contact icare on 1800 550 027.

    Around 11,000 Scottish homes and businesses will gain access to lightning-fast broadband, as joint efforts by the UK and Scottish governments to supercharge internet access in rural areas across the nation get underway and power the UK Government’s Plan for Change.  

    Rural areas in the Scottish Borders and East Lothian will benefit from gigabit-capable internet upgrades, allowing residents to fulfil day-to-day tasks, from rapid access to health advice through remote hospital consultations to interviewing for jobs and working more flexibly.    

    The upgrades will benefit some of the most remote areas of Scotland and the UK, including Athelstaneford and Innerwick in East Lothian and St Abbs, Broughton and Ettrickbridge in the Scottish Borders.  

    These areas will be among the first in Scotland to benefit from a £26 million contract awarded under Project Gigabit – the UK Government-funded rollout to areas unlikely to receive upgrades through commercial plans due to their challenging location. The contract was awarded to independent Scottish provider GoFibre by the Scottish Government.

The event, which is held every April in Melrose, is the oldest rugby sevens competition in the world and is watched by tens of thousands of fans across the globe, with teams coming from as far afield as Japan, Hong Kong, Uruguay and South Africa.

         Following is the speech by the Secretary for Justice, Mr Paul Lam, SC, at the 8th IBA Asia Pacific Regional Forum Biennial Conference today (February 20): Mr Menzer (Vice-President of the International Bar Association (IBA), Mr Jorg Menzer), Mr Dhillon (Co-Chair of the IBA Asia Pacific Regional Forum Mr Dinesh Dhillon), Mr Liu (Co-Chair of the IBA Asia Pacific Regional Forum Mr David Liu), Winnie (Secretary of the IBA Asia Pacific Regional Forum and co-chair of the conference, Ms Winnie Tam, SC), other friends from the IBA, distinguished guests, ladies and gentlemen,      Good evening. I wish to begin by thanking the organiser, in particular, my good friend Winnie, for inviting me to this dinner. I also wish to congratulate the conference co-chairs and the conference organising committee for hosting this eighth edition of the International Bar Association Asia Pacific Regional Forum Biennial Conference. I was told that more than 360 persons coming from 36 jurisdictions have signed up for the conference. Apart from 20 jurisdictions in the Asia Pacific region (including the Mainland and Hong Kong), we have friends coming from South Asia, Central Asia, Europe, North and South America, as well as Africa.      In 2008, Hong Kong hosted the IBA Asia Pacific Forum with the theme “New focus of international business: Asia, the centre stage”. Time flies. As at today (February 20, 2025), what had been described as the “new focus” back in 2008, 17 years ago has become the “main focus”.      In these circumstances, the theme of this conference is most pertinent, namely “Vibrant Asia – Land of opportunity and promise”. This theme, of course, applies to Hong Kong, being one of the major international cities in Asia. But I wish to be more specific tonight by spending the next 15 minutes or so to convince you why, from the legal perspective, Hong Kong is a land of opportunity and promise.      The short answer is that, as we always say, Hong Kong serves as the “super connector” and “super value-adder” between China and the rest of the world. We perform such roles by making use of our unique strengths and advantages under the principle of “one country, two systems”. One of these unique strengths and advantages is that we have very strong rule of law based on our common law system. You may wonder: there are many jurisdictions in the world including Asia, which practise the common law; what is so special about Hong Kong’s common law system? My answer is that there are at least six key characteristics of our common law system which, when combined together, have rendered our legal system unparalleled.     First, our legal system is very stable. Hong Kong is the only common law jurisdiction in China. The continuation of the common law system is guaranteed by various provisions in the Basic Law which implements the fundamental national policy of “one country, two systems”. It is most significant to note that, in his speech delivered on July 1, 2022, at the celebration of the 25th anniversary of the establishment of the Hong Kong Special Administrative Region (HKSAR), President Xi Jinping made it crystal clear that the principle of “one country, two systems” is a good policy that must be adhered to in the long run. Equally important is that he mentioned the common law twice in his speech. Apart from acknowledging the contribution of the common law to the success of Hong Kong since China’s resumption of sovereignty over Hong Kong on July 1, 1997, he said that “The Central Government fully supports Hong Kong in its effort … to maintain the common law …”. More recently, on December 20, 2024, at the celebration of the 25th anniversary of Macao’s return to the motherland, President Xi repeated that “one country, two systems” is a good system that sustains the long-term prosperity and stability of Hong Kong and Macao. He also pointed out that the values embodied in the principle of “one country, two systems”, namely, peace, inclusiveness, openness and sharing are relevant to not only China but also the whole world.     Second, our legal system is very credible and reliable. In particular, we have an utmost reputable and independent judiciary. The Basic Law provides that our courts shall enjoy the independent power of adjudication and also that our Court of Final Appeal (CFA) shall enjoy the power of final adjudication. There are also express provisions which guarantee judicial independence. For example, judges in Hong Kong are appointed on the recommendation of an independent commission, with the only criteria considered being their judicial and professional quality. Non-permanent judges from other common law jurisdictions of the highest calibre have been invited to sit on our CFA. The most recent appointee, former Chief Justice of the Federal Court of Australia, Mr Justice Allsop, came to Hong Kong last week to hear his first case. The judgments of our courts, in particular those of the CFA, are often cited in other common law jurisdictions. All court hearings, subject to very few exceptions, are conducted openly; and court judgments are always published. These measures enable people to see that judges have in fact discharged their duties independently without any improper interference. A strong piece of evidence, which I will mention with great reluctance, is that in litigation involving the Government, the Secretary for Justice was, on some occasions, not the successful party. The integrity and quality of our judiciary is never in doubt.      Third, our legal system provides a very safe and secure environment. Fundamental human rights and freedoms based on international standards set by the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, as well as private property rights, are fully protected by Hong Kong law. Our law enforcement agencies and regulatory bodies, such as the Police, the ICAC (Independent Commission Against Corruption), the SFC (Securities and Futures Commission), always enforce the relevant laws strictly and fairly. In this respect, it is very important to note that we have consistently been ranked as one of the least corrupt places in the world. According to the Corruption Perceptions Index 2024 released by Transparency International very recently on February 11, 2025, Hong Kong ranks 17 out of 180 jurisdictions, well ahead of many Western developed countries such as the United States and the United Kingdom.      Fourth, our legal system is very user-friendly. It is the only bilingual common law system using both English and Chinese. This is important because English is the linqua franca of the international business community. Our laws (both substantive and procedural) are aligned with prevailing international practices, and hence are familiar to the international community. For example, our Arbitration Ordinance is based on the United Nations Commission on International Trade Law Model Law. In the latest World Competitiveness Yearbook 2024 published by the International Institute for Management Development in June 2024, Hong Kong ranked first in “Business legislation”.      Furthermore, we strive to update our laws continuously to ensure that they will meet the demand of the latest developments and trends around the world. Let me give two examples. We have just completed a consultation in relation to the proposed amendments to the Copyright Ordinance to cater for the fast development of AI generated works. Second, a draft legislation is now being considered by our Legislative Council which aims at creating a regulatory regime for the issuance and offers of stablecoins.      Fifth, our legal system is well connected to both the Mainland and other parts of the world. With the strong support of the Central Government, Hong Kong has signed nine mutual legal assistance arrangements in civil and commercial matters with the Mainland covering three main areas: first, procedural assistance on, for example, service of judicial documents and taking of evidence; second, arbitration-related assistance; and third, reciprocal recognition and enforcement of civil and commercial judgments. These MLA (mutual legal assistance) arrangements give Hong Kong an advantage that is unavailable in other jurisdictions.      In this respect, it is necessary to mention the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), which consist of nine cities in the Guangdong Province, the HKSAR and the Macao SAR. The population of the GBA has exceeded 86 million; its size is similar to Croatia; its total GDP has already exceeded Australia and is among the top 10 in the world. It is the home of giant tech companies such as Tencent and BYD. Great efforts have been made to harmonise the rules and regulations in the three different legal territories in the GBA. For example, to promote and facilitate the use of mediation to resolve civil and commercial disputes in the GBA, there is now a uniform set of rules on mediation and also a consolidated panel of GBA mediators. Furthermore, important measures have been introduced to give business entities the option to use Hong Kong law in their contracts, and choose Hong Kong as the place for arbitration when they set up their businesses in the GBA. Just last Friday (February 14), the Supreme People’s Court and the Ministry of Justice of the People’s Republic of China announced that Hong Kong-invested enterprises registered in any of the nine Mainland cities in the GBA may choose Hong Kong as the seat of arbitration. And for enterprises registered in Shenzhen or Zhuhai, they may also choose to use Hong Kong law as the governing law of their commercial contracts. These additional options will certainly create more demands and, hence, opportunities for legal practitioners in Hong Kong.      Sixth and lastly, we have very strong legal professionals and dispute resolution institutions with high expertise and vast experience in providing legal and dispute resolution services involving Mainland and international elements. A very important point is that, while most of our lawyers are very good at handling international legal issues, at the same time, they are also proficient in both Chinese and English, and have intimate knowledge of the Chinese culture and business practices. According to the latest statistics updated to February 20, 2025, published by the Law Society of Hong Kong, 299 law firms have overseas offices, and 86 have representative offices in the Mainland. Because of these strong Mainland and international connections, by engaging a Hong Kong lawyer or law firm, the client would in effect be able to obtain a one-stop legal service regarding different jurisdictions.      Our dispute resolution bodies are of course very popular and well regarded worldwide. According to the statistics published by the Hong Kong International Arbitration Centre (HKIAC) (the main arbitral institution in Hong Kong), in 2024, 352 new arbitration cases were submitted to the HKIAC, with the total amount in dispute reaching approximately US$13.6 billion. Both figures represent a record high for the HKIAC. Parties from 53 jurisdictions participated in these arbitrations. In 86 per cent of these cases, at least one of the parties was not from Hong Kong; and in 14.5 per cent of these cases, neither party came from Asia. These figures demonstrate and reinforce Hong Kong’s status as a world class leading and popular international arbitration centre.      As there are many friends from the Mainland and other countries here tonight, I wish to stress that we adopt a very open policy and welcome lawyers from other jurisdictions to practise here in appropriate circumstances. As a matter of fact, there are already 83 foreign law firms and 1 571 foreign registered lawyers practising in Hong Kong. On the other hand, King’s Counsel from England come to Hong Kong from time to time on an ad hoc basis to appear in difficult and complex litigations.      Turning to arbitration, we place no restriction at all on the nationalities or professional qualifications of the parties, legal advisers or arbitrators to participate in arbitral proceedings in Hong Kong. As a further step to facilitate people from other places to take part in arbitrations in Hong Kong, starting from next month, individuals participating in arbitrations in Hong Kong may do so without the need to obtain any employment visa. These individuals include not only to parties to the arbitration, arbitrators and counsel, but also expert and factual witnesses, tribunal secretaries, and tribunal-appointed experts. And it does not matter that the seat of arbitration is indeed somewhere else so long as the arbitral proceedings take place physically in Hong Kong.      While I am very confident that Hong Kong’s legal system is unparalleled, and provides abundant opportunities to legal practitioners from not just Hong Kong but also the Mainland and other parts of the world, we recognise that there is no room for complacency. Therefore, we will spare no effort to further promote Hong Kong as an international legal and dispute resolution services centre as well as a capacity building centre. I am excited to say that the signing ceremony of the international treaty regarding the establishment of the International Organization for Mediation (IoMED) will take place in Hong Kong later this year. The establishment of the IoMED is the result of successful negotiations between China and a number of friendly states. Its headquarters will be located in Hong Kong, and it will be the world’s first intergovernmental international legal organisation dedicated to resolving international disputes of different natures through mediation.      In addition, the Department of Justice established the Hong Kong International Legal Talents Training Academy last November which aims at providing capacity building programmes, organising practical training courses, and international exchange programmes to promote sharing of knowledge and experience among legal talents in the region and beyond.      I think I have said enough, and it is time for you to enjoy your well-deserved dinner. To my dear friends coming from overseas, I do hope that, apart from taking part in this conference, you will have some spare time to explore our wonderful city. Seeing is believing.   • MIL-Evening Report: Australia wants zero road deaths by 2050 – but there’s a major hurdle

    In the past 12 months, more than 1,300 people have died on Australia’s roads. In January alone, there were 114 road deaths in Australia – roughly 20% more than the average for that month over the previous five years.

    Our new study projects these tragedies are set to continue over the next 25 years, despite a commitment by Australian governments to achieving zero deaths on the nation’s roads by 2050.

    Published in the journal Injury, our study uses a modelling tool to forecast the number of road fatalities in 2030, 2040 and 2050. Importantly, it also identifies the people and regions at higher risks, which provides an opportunity for taking a more nuanced and targeted approach to road safety.

    Clear trends

    Improved vehicle safety technology, stricter traffic laws and public awareness campaigns have led to a significant drop in the number of road deaths over the past several decades in Australia. But tragically, the number of people dying on Australia’s roads is still high.

    The data reveal some clear trends. For example, weekdays see fewer fatalities, likely due to routine commuting and lower-risk behaviours. On the other hand, weekends, particularly Saturdays, experience spikes linked to alcohol consumption and more social travel.

    December emerges as the deadliest month. This is likely driven by holiday travel surges, with secondary peaks in March and October tied to school holidays and seasonal weather changes that affect road conditions.

    Geographic disparities further complicate the picture. Urban centres in New South Wales and Victoria such as Sydney and Melbourne account for 35% to 40% of fatalities, in part because of dense traffic volumes, complex intersections and pedestrian-heavy zones.

    In contrast, rural and remote areas, though less congested, have more severe road accidents because of inadequate road infrastructure and higher speed limits. For example, the Northern Territory, with vast stretches of high-speed highways, records the highest fatality rate, while the Australian Capital Territory, with its urban planning emphasis on safety, reports the lowest.

    Speed zones of 51–80 km/h are particularly lethal for vulnerable road users such as pedestrians, cyclists and motorcyclists. This underscores the crucial role of speed management in urban and rural areas alike.

    Demographic risks also remain entrenched. For example, men constitute more than 70% of fatalities – in part because they are more likely to engage in risky behaviour such as speeding and drunk driving. Young drivers (17–25 years) and middle-aged adults (40–64 years) are also over-represented due to a combination of inexperience, overconfidence and high mileage.

    In good news, child fatalities (0–16 years) have sharply declined. This reflects the success of targeted measures like child seat laws and school zone safety campaigns.

    35 years of data

    To forecast these trends over the next 25 years, our new study used a modelling tool called Prophet developed by tech company Meta.

    We fed 35 years of road data – from 1989 to 2024 – into the model. This data came from Australia’s Bureau of Infrastructure, Transport and Regional Economics. It incorporated variables such as road user type, age, gender, speed limits and geographic location.

    To refine predictions, we also incorporated public holidays such as Christmas and Easter.

    Prophet outperformed other models we tested, including SARIMA and ETS. It did a better job at modelling past changes in road safety. And it especially excelled at handling non-linear trends, multiple seasonal patterns (daily, weekly, yearly) and the effects of holiday periods.

    An unmet target

    The findings of the study are cause for some cautious optimism.

    Overall, by 2050 fatalities are expected to decline. But Australia’s ambitious zero fatality target by the middle of the century will remain unmet.

    The modelling indicates annual male fatalities will drop from 855 in 2030 to 798 in 2050, while female fatalities will plummet from 229 to 92.

    There will also be a drop in the number of child fatalities – from 37 in 2030 to just two in 2050. But the model shows a troubling rise of the number of older drivers (over 65) dying on Australia’s roads – from 273 in 2030 to 301 in 2050. This reflects Australia’s ageing population, with more people expected to have both reduced mobility and reduced reflexes.

    Motorcyclist fatalities buck the overall trend, rising from 229 in 2030 to 253 in 2050. This signals urgent needs for dedicated lanes and better rider education.

    Regionally, Queensland and the Northern Territory lag due to rural road risks. Urban areas with speed limits lower than 80 km/h show steadier declines.

    A shared priority

    Based on these findings, our study provides several recommendations to mitigate the risk of death on Australia’s roads.

    Speed management: enforce dynamic speed limits in high-risk zones such as school areas and holiday corridors, and expand 80 km/h zones on rural highways.

    Targeted campaigns: launch gender-specific safety initiatives for men (for example, anti-speeding programs) and age-focused interventions, such as mandatory refresher courses for drivers over 65.

    Infrastructure upgrades: invest in rural road safety such as median barriers and better signage, as well as dedicated cyclist pathways.

    Technology integration: accelerate the adoption of autonomous vehicles to reduce crashes caused by human error and risky behaviours, and pilot artificial intelligence-driven traffic systems for real-time hazard detection.

    Expand public transport: subsidise off-peak travel and rural transit networks to reduce how much people – particularly high-risk groups – depend on car travel.

    Better enforcement: strengthen weekend and nighttime policing of roads and deploy more mobile speed cameras during peak holiday periods.

    By following these recommendations, Australia can move closer to its vision of safer roads. Our findings underscore that sustained progress demands not only rigorous policy, but also community engagement.

    HUMAN RIGHTS COUNCIL
    On Sunday, the Secretary-General will arrive in Geneva, where he will take part in the opening of the 58th session of the Human Rights Council, which is scheduled to kick off on Monday morning.
    In his remarks, the Secretary-General is expected to say that without respect for human rights, sustainable peace is a pipedream.
    He will also state that breathing life into the work of the Human Rights Council and the Pact for the Future can help end the suffocation of human rights that we see around the world.
    The Pact calls for peace processes and approaches rooted in the key pillars that reinforce human rights — from the Universal Declaration to international law and the UN Charter, he is expected to add.
    Later in the day, he is also expected to address the high-level segment of the Conference on Disarmament. He is expected to call on Member States to seize the fresh momentum provided by the Pact for the Future to make tangible progress on disarmament issues.
    While in Geneva, he is expected to hold a number of bilateral meetings.
    He will be back in New York on Monday night.

    SECRETARY-GENERAL/CARICOM
    Before he heads to Geneva he has to conclude his trip to Barbados, he is currently in Bridgetown as you know he is attending the 48th Regular Meeting of the Conference of the Heads of Government of the Caribbean Community, also known as CARICOM.
    This morning, he participated in a closed session with CARICOM Heads of Government, where he exchanged views on pressing issues in the region, such as finance, climate and security, with a focus on Haiti.
    Last night, at the opening ceremony, the Secretary-General said that the exquisite beauty of the Caribbean is famed the world over, but that there is trouble in paradise. He noted that wave after wave of crisis is pounding the people of the Caribbean and their islands – with no time to catch their breath before the next disaster strikes.
    Stressing that international solutions are essential to create a better today and a brighter tomorrow for the wonderful region and for the world, the Secretary-General said that he sees three key areas where, together, we must drive progress. First, he said, unity for peace and security, particularly to address the appalling situation in Haiti – where gangs are inflicting intolerable suffering on the people of Haiti.
    The Secretary-General added that he will soon report to the Security Council on the situation in Haiti, including proposals on the role the UN can play to support stability and security and address the root causes of the crisis.
    The Secretary-General further highlighted unity on the climate crisis and sustainable development as areas where progress is needed.
    Also yesterday, he held a bilateral meeting with Prime Minister Mia Mottley the host of the meeting, where they exchanged views on regional and global issues, particularly the situation in Haiti and climate change. He commended Barbados for spearheading efforts to advance reforms to the international financial architecture through the Bridgetown Initiative 3.0.
    And this morning, he also met with the Prime Minister of Jamaica, Andrew Holness, with the Presidential Adviser of the Transitional Presidential Council of Haiti, Laurent Saint-Cyr, and with the Secretary-General of the Commonwealth, Patricia Scotland.
    He will be heading back to New York this afternoon.

    Senator Gillibrand has long been a champion for fair dairy pricing. Last year, she successfully led a bipartisan group of 13 senators in calling on the USDA to restore the “higher of” Class I pricing formula through the Federal Milk Marketing Order system to fairly compensate dairy farmers, which USDA did in November 2024. In early 2023, Senator Gillibrand reintroduced her bipartisan Dairy Pricing Opportunity Act, which would empower dairy farmers to be key players in reviewing proposals that could change Class I milk pricing by requiring the USDA to hold national hearings to review Federal Milk Marketing Orders. In September 2022, she called on the U.S. Government Accountability Office (GAO) to evaluate the workability of the federal milk pricing system. In September 2021, while chair of the Senate Agriculture Subcommittee on Livestock, Dairy, Poultry, Local Food Systems, and Food Safety and Security, she held a hearing to address volatile milk pricing and explore the need for Federal Milk Marketing Order system reforms.

  • MIL-OSI United Kingdom: Councillors agree record spend on primary schools and extra support for social care

    Millions of pounds will be spent on protecting and improving schools and crucial frontline services in Edinburgh.

    Setting our budget today (Thursday 20 February) Councillors identified a £1.8bn spending programme focused on investing in services for children, older residents and those most in need of our support.

    An increase in Council Tax rates will be used to balance the budget and to increase spending on frontline services like education, social care and road safety around schools; in direct response to calls from local residents during extensive budget consultation.

    Council Leader Jane Meagher said:

    Together we’ve been able to deliver a balanced budget and prioritise spend on the areas residents have told us they care about most, while staying true to the Council’s core commitments of tackling poverty and climate change and ‘getting the basics right’.

    We’ve updated our plans at every step, taking stock of the thousands of responses gathered during our public consultation calling for us to invest in our frontline services.

    Residents and community groups have been loud and clear that people want spending on schools and roads to be protected, sharing concerns about the local impact of the national social care crisis, and that they’d be willing to see Council Tax raised to make this happen.

    We’ve listened and we’ve gone further – agreeing record spend on over a dozen new and existing school buildings, specific funding for road safety around schools and substantial extra money for the Edinburgh Health and Social Care Partnership.  We’ll be tackling Edinburgh’s housing and homelessness emergencies and investing in our communities, including money towards roads and a new Blackhall Library. 

    For all that, we have had to make many difficult decisions to make substantial savings and I’m grateful to all Councillors for their input. We remain the lowest funded local authority in Scotland, and I will continue to call for fairer funding for Edinburgh.

    Finance and Resources Convener Cllr Mandy Watt said:

    Residents are aware of the financial challenges we face following years of underfunding, and they’ve told us in their thousands that they want to see vital services protected and enhanced. I’m pleased that we’ll be able to use the £26 million raised from an 8% increase in Council Tax to protect and improve these services.

    Huge pressures on health and social care and housing remain unaddressed nationally and while this Budget does everything within our power to protect local services, we need greater action to be taken at a government level.

    A huge amount of work has taken place to consider our budget options, with detailed proposals reported to Committees and tweaked in the months leading up to today’s final decision. I’d like to thank Council officers for all their work on this.

    Substantial spend on schools

    In the highest spending on school buildings in recent years, £296m will be invested towards five new campuses (Granton Waterfront, Newcraighall, St Catherine’s, Gilmerton Station and Builyeon), five extensions (Hillwood, Queensferry and Frogston primaries, plus Castlebrae and Craigmount high schools), plus a replacement building for Fox Covert.

    We’ll invest an additional £30m towards upgrading special needs schools, with improvements designed to allow as many pupils as possible to see their needs met locally. 

    An additional £6.6m will be spent on road safety, particularly around schools. A further £0.5m will be used to drive improvements in educational attainment and £1m will be invested in Holiday Hubs, with options to make this scheme more sustainable to be explored.

    Funding will also be protected around enhanced pupil support bases, pathways for pupil support assistants, transition teachers and devolved school budgets.

    Extra support for social care

    Up to £66m will be spent on Health and Social Care facilities in light of increasing demands for services, a growing and aging population and the rising costs to the EIJB of delivering these services.

    As part of this, Councillors have agreed to set up a new Innovation and Transformation Fund – subject to match-funding by NHS Lothian – to leverage additional capital investment worth up to £16m.

    Additional funding will provide support for Adult Health and Social Care worth £14m plus £5.6m will be put towards adaptations, to help people to live in their own homes independently.

    Up to £2.5m from a Reform Reserve will be allocated to third sector support, plus income maximisation of £1m, following challenges with reduced funding available to charities and voluntary organisations from the EIJB.

    More budget spent on roads

    Responding to the results of our budget consultation – where people said they’d like to see money spent on roads, we’ll spend £40m on roads and transport in the year ahead.

    Focusing on areas identified by a Women’s Safety survey, where certain parts of the city were described as feeling unsafe, as part of this spend we will invest £12.5m this year and next improving roads, pavements, streetlights.

    We will invest a further £6.6m in Safer Routes to School and travelling safely.

    Prioritising our communities and climate

    Councillors have committed to climate remaining a key priority and over the next 12 months and an additional £2.9m will support actions with city partners to address Edinburgh’s climate and nature emergencies.

    Supporting a Just Transition, affordable, net zero housing including 3,500 new, sustainable homes in the £1.3bn transformation of Granton Waterfront will be taken forward.

    An additional £15m is planned to sustainably replace Blackhall Library, which has been closed due to RAAC, while £0.5m will be used to increase enforcement to keep the city cleaner and safer. Around £0.5m will also be used to create better data to support local decision making.

    Focused poverty prevention

    Councillors have committed to accelerate the work of the End Poverty Edinburgh Action Plan, tackle the city’s Housing Emergency and review the way we support the third sector in Edinburgh.

    We will continue to support the Regenerative Futures Fund which will help local communities to lead poverty prevention and deliver change.

    We’ll invest £50m in purchasing and building suitable temporary accommodation for people experiencing homelessness.

    Following agreement of the Housing Revenue Account budget, we will continue work to retrofit high rise blocks and spend £14.8m towards new affordable housing and upgrades to void properties, to get them back into use as homes.

    Council rents will be raised by 7% to raise much needed new funds to upgrade housing, with Councillors also agreeing to increase the city’s Tenant Hardship Fund by 7% in line with this rent rise.

    Changes to Council Tax

    All Council Tax rates will rise by 8% from April 2025 to allow the above investment to take place.

    The new rates will be:

    A: £1,042.34

    B: 1,216.06

    C: £1,389.79

  • MIL-OSI Global: Inside Porton Down: what I learned during three years at the UK’s most secretive chemical weapons laboratory

    When I first arrived at the top secret Porton Down laboratory, I was aware of very little about its activities. I knew it was the UK’s chemical defence research centre and that over the years it had conducted tests with chemical agents on humans.

    But what really happened there was shrouded in mystery. This made it a place which was by turns fascinating and scary. Its association with the cold war, reinforced by images of gas mask-wearing soldiers and reports of dangerous (and in one case fatal) experiments, also made it seem a little sinister.

    The shroud of secrecy resulted in it being the subject of some lively fiction, such as The Satan Bug by Alistair MacLean, which revolves around the theft of two deadly germ warfare agents from a secret research facility and in the “Hounds of Baskerville” episode of the BBC drama Sherlock in which the hero uncovers a sinister plot involving animals experiments.

    Even Porton’s own publicity material recognises that where secrecy exists imagination can take flight, and attests:

    No aliens, either alive or dead have ever been taken to Porton Down or any other Dstl [Defence Science and Technology Laboratory] site.

    But it’s also the place where in recent years scientists analysed samples confirming that a Novichok nerve agent had been used to poison former Russian spy Sergei Skripal and his daughter (coincidentally, just a few miles away). And where an active research programme on Ebola played an important role in the UK’s support to Sierra Leone during the 2014 outbreak.

    So what is the truth? Over three years my research took me into the heart of the mystery, as I studied its extensive historical archive. The reality was not as I expected. I came across no aliens, but I did discover records of experiments that ran from the ordinary, through to the bizarre. And sadly, in one isolated case, the lethal.

    Arriving at Porton Down, for example, was unexpectedly low key. The main gate is located off a public road on an otherwise quiet stretch between Porton Down village and the A30. It is in many ways visually similar to the entrance to Lancaster University in the north of England where I work as a lecturer in epidemiology.

    Bar some signs announcing it as the Defence Science and Technology Laboratory (dstl) of the Ministry of Defence, the road is devoid of obvious security. No barriers block entry. This sense of the extraordinary hiding behind the ordinary was reinforced by the undistinguished visitor car park from where it is a short walk to the nondescript single story reception building.

    There is also (perhaps unusually for a government chemical weapons research centre) a bus stop next to the main gate, from where you can get the number 66 to Salisbury.

    So on my first visit in 2002 I made that short walk from the visitor car park to the reception and announced myself. I was pleased to find I was expected and looked into the security camera as bidden. After a hard stare from the receptionist I was issued, on that my first day, with a temporary pass. On it was written: “MUST BE ACCOMPANIED AT ALL TIMES” in bright red.

    My contact, Dawn, arrived and led me through the main gate where security started to become more obvious. An armed policeman gave us a small nod as we passed through, his hands staying firmly on the machine gun strapped to his chest. Dawn paid little attention other than a brief hello and we were inside, heading to the headquarters.

    It was from here that the management of Porton Down organised the programmes of testing which had ultimately resulted in my presence there – to research the health effects of chemical experiments on humans.

    Since its inception in 1916 it has researched chemical weapons, protective measures against chemical weapons, and has recruited over 20,000 volunteers to participate in tests in its research programmes.

    Hut 42 – opening the archive

    This archive was opened to my colleagues and I after previously being firmly hidden from public view. This shift in approach was the result of government approval for a study into the long-term health of the human volunteers. The action was triggered by complaints from a group of people who had been tested on and who claimed their health had been damaged as a result.

    The government was also keen to ward off accusations of cover ups. In 1953 Ronald Maddison, a young RAF volunteer, died in a nerve agent experiment at the site. The original inquest was held in secret and returned a verdict of misadventure. But in 2004 the government ordered a second, public, inquest.

    This, along with a police investigation into the behaviour of some of the Porton Down scientists persuaded the government to fund independent research into the health effect of the experiments.

    A research group from the department of public health at the University of Oxford won IS WON RIGHT WORD? sk I was part of that group. Porton participated fully and opened its doors and archive to the project. I went ahead of the research team to deal with the practicalities of gaining access. My first task was to set up an office. So Dawn led me onwards to the building that had been put aside for our use.

    We passed into the inner, more secure, area. This part of Porton Down was where the main scientific work was carried out. This inner secure area was surrounded by a high chain link fence and there was one principal entry point, next to a guard room.

    Inspecting our passes was another armed MoD police officer. Alerted by my red pass he was all for barring my way until Dawn stepped in. Now vouched for, we were waved through and passed onwards to the building that would become my home for the best part of three years – hut 42.

    ‘People had neat handwriting then’

    Hut 42 was a nondescript redbrick, single-story building, which sits next to the main library and information centre and from the outside could be mistaken for a school boiler room. In it were five desks and several metal filing cabinets closed with combination locks.

    Our purpose there was to study the historical archive, including the handwritten books of experiment data. We then transferred that material into a database for later analysis. This process took four people two years of hard work, but we were lucky.

    Porton Down’s record keeping was excellent. Early on I had worried that handwritten records would be hard to decipher and had asked a Porton Down librarian whether they would be legible. “Definitely”, was the reply. “People had neat handwriting then. It’s the records from the 1970s you’ll have to watch. They’re dreadfully scrappy,” he said.

    And so it was proved. The records of tests from an era before computers, carried out with substances such as mustard gas, were routinely neatly and clearly documented.

    I met Porton Down’s resident medical doctor in the archive to start discussing the nature of the experiments. Simon (not his real name) was in his mid-thirties with boyish curly hair and an anorak. “You’ll find everything you’ll need in here, in these cupboards,” he said. “First, I’ll show you how to open the cupboard. It’s like this”, he said. “A five number combination. Five times anticlockwise to reach the first number, four times clockwise for the second, three times anticlockwise for the third and so on.”

    There was a pause while he demonstrated. “Sometimes they can be a bit sticky”, he said after the first attempt. He got the cupboard open on the second try.

    The archive was a mixture of handwritten experimental and administrative records. The administrative records were essentially lists of attendees with dates and personal characteristics such as age. The experimental records reported the results of the tests with people in a variety of ways. Some were in the form of descriptive text, others used pictograms to record the site visually, for example where a drop of mustard gas was placed on the skin. Many contained tables of data, all hand drawn and as legible as if they had been printed. Our cupboards contained around 140 such books spanning a period from the start of the second world war to the end of the 1980s.

    The story the records told was a fascinating one.

    In the 50 years following the outbreak of the second world war, Porton Down encouraged over 20,000 men, nearly all members of the UK armed forces, to take part in experiments at the site.

    These men (the regular armed forces had yet to admit women) took part in a programme of tests that ran from experiments using liquid mustard “gas” dropped onto bare skin to inhalation of nerve agents. There were also tests with antidotes and other gasses and liquids too.

    Chemical experiments

    The records show that between 1939 and 1989, over 400 different substances were tested at Porton. Mustard gas, sarin, and nitrogen mustard were frequently tested. These chemicals are known as “vesicants” for their ability to cause fluid filled blisters (or vesicles) on the skin or any other site of contact. First world war soldiers were familiar with the horrors of this gas, which was first used by Germany at the Battle of Ypres in 1915. John Singer Sergeant’s powerful painting Gassed expressed the effect of mustard gas on soldiers exposed in the trenches.

    Other major chemical tests were riot control agents, such as CS and CR, these being the only chemicals tested that have been used by UK forces in peacetime, their purpose being crowd control.

    Mostly, we were kept far away from anything other than paper records. As Britain had given up its chemical arsenal and any offensive capability in the 1950s, there was, as Simon had explained, no stores of chemical agents at Porton Down, except of course, small amounts of those that were needed to test human defences. By a circuitous route however, I came nearer to some than I was expecting.

    ‘Would you like a sniff?’

    Hut 42, was not, it turned out, wholly for our use. While some Porton staff shared access to the archive and popped in now and then to examine records and take photocopies, the building had one other permanent resident – Porton Down’s in-house historian Gradon Carter. Carter was in his late 70s and had worked at Porton Down as an archivist for more than 20 years. He prided himself on knowing more than anyone alive about the history and administration of the institution.

    He wore tweed and had the air of a world weary Latin master, but rather than the accoutrements of his trade being Latin textbooks, his were the paraphernalia of chemical warfare. Around his desk were examples of gas masks from various periods of history, and on the wall, posters inviting people to “always carry your gas mask”.

    One of his exhibits was a box, about the size of a packet of breakfast cereal, which contained glass phials, each carefully labelled with the contents. These included mustard gas, lewsite and phosgene.

    The box was from the 1940s. It was a training tool to help troops recognise different gasses on the battlefield. “Would you like a sniff of mustard?”, he offered. It so happened I did. Nearly 60 years after it was first bottled, I can report that Carter’s mustard gas had very little smell, but I was reluctant to get close to test any of its other properties. He re-corked it. “Some lewisite?” he suggested.

    Lewisite was produced in 1918 for use in the first world war but its production was too late for it to be used. Another vesicant, it causes blistering of the skin and mucous membranes (eyes, nose, throat) on contact.

    I declined Carter’s kind offer.

    Other chemicals appeared in the records less frequently. There were the lovely vomiting agents, which are designed to winkle their way under your gas mask to make you sick, which will make you take off your gas mask making you vulnerable to the next wave of attack by, for example, nerve agents.

    These agents were relatively standard members of a chemical arsenal. In an effort to expand its horizons, Porton Down opened its collective mind in the early 1960s to the usefulness of psychedelics in warfare and tested LSD for its potential as a disruptor of enemy military discipline.

    The tests showed that troops became unable to put up much of a fight, but ultimately the chemicals were rejected as means of mass disruption. You can see a video of a test at Porton Down with LSD below.

    In the video, a troop of Royal Marines can be seen taking part in an exercise during which they are given LSD. Not long afterwards the men become barely capable of military action and seem to find almost everything funny. One man seems not to know which end of a bazooka to point at the enemy.

    The most commonly tested substances at Porton, according to our data, were mustard gas, lewisite and pyridostigmine (more of which later) with thousands of tests undertaken. Less frequently tested were a basket of chemicals including sodium amytal (a barbiturate) and more strangely perhaps, 49 tests with pastinacea sativa – the irritant wild parsnip.

    Not all men who took part in tests did so with chemical agents. Many visited Porton Down and were “tested” with substances that were not intended to be harmful but which must have been providing useful information of some kind. Some people were tested with “lubricating oil” (498 people) and “ethanol” (204 people). Many tests were with protective equipment such as materials for protective suits and with respirators.

    Nerve agent tests

    Around 3,000 people were tested with nerve agents. The number of nerve agents tested was not extensive, with six principal agents recorded. These were tabun, (known as GA), soman (GD), sarin (GB), cyclo sarin (GF), and methylphosphonothioic acid (VX).

    The period of nerve agent research ran from the early postwar period to the late 1980s, and coincided with the cold war, when military tension between the Nato countries and the USSR was high.

    The archive was rich in information on these tests. The records included detail of the time and place of each test along with details of who took part, noting both staff and volunteer participants. Records on the early tests are especially revealing.

    For example, in 1945 nerve agents were not yet known to Porton Down scientists. They had come close to discovering nerve agents when they had worked on PF-3, a chemical of the same organophosphate type as the nerve agents, but they had not thought it sufficiently toxic.

    However, these agents were well known to German scientists, and to the German military who weaponised them during the second world war. Despite fears to the contrary, gas was not used in the fighting, though Germany had clearly prepared for chemical warfare.

    Nazi agents and gin and tonic

    Advancing US forces moving through Germany came across stockpiles of artillery shells in a railway marshalling yard near Osnabrück that contained suspicious liquids. The markings on the shells – a white ring on one type and green and yellow rings on the other – were new to the Americans. The shells were sent to the US and Porton Down for investigation.

    After initial analysis, Porton scientists found that the shells with the white ring contained tear gas. The other contained an unknown substance (later it would be named tabun).

    Tabun is one of the extremely toxic organophosphate nerve agents. It has a fruity odour reminiscent of bitter almonds. Exposure can cause death in minutes. Between 1 and 10 mL of tabun on the skin can be fatal.

    On April 10 1945, after some laboratory tests, the scientists decided to test the new chemical on people. In fact, as Carter pointed out to me, disaster could have struck immediately as the first nerve agent to arrive at Porton for testing was transported to the lab in a test tube stoppered only with cotton wool.

    Thinking this was a new variety of mustard gas, they placed drops on the participants’ skin. The scientists also placed drops in the eyes of some rabbits. The records show that before any serious effect to the humans could be noted one of the rabbits died, giving the scientists running the tests a fright.

    The chemical was quickly wiped off the men’s arms and the test ended there. According to a brief memoir supplied by Carter, Dr Ainsworth (who was involved in the tests) said that Captain Fairly (the Porton scientist being tested on) had been shaken by the experience but recovered “after a stiff gin and tonic in his office”.

    This sporting attitude to self-testing was not uncommon among scientists, however. Dr Ainsworth later tested a method for reducing the effect of a splash of nerve agent on the skin which involved a tourniquet and opening a vein – something he thought worked well.

    But he was used to the pioneering methods of the day. “Taste this,” the pharmacologist John (later Sir John) Gaddum had ordered on one previous occasion. Dr Ainsworth sipped the liquid offered and reported that it tasted a little like gin. “That’s strange”, Professor Gaddum said. “I can’t taste anything. It’s diluted lewisite and the rats simply won’t drink it.”

    Back at the wartime testing lab they were keen to find out more about what was now understood to be a new type of chemical agent developed by German scientists and weaponsied by their armed forces. The following week, ten people were exposed in a chamber, at the higher concentration of 1 in 5 million. In the pioneering spirit not uncommon at Porton, four of the subjects: Commandant Notley, Major Sadd, Mr Wheeler and Major Curten were Porton staff. Major Curten reported having a tightness of chest, and a slight contraction of the pupils, unlike the commandant who had no reaction but thought the gas smelled of boiled sweets.

    Later that morning the scientists had another go, this time at a higher concentration, 1 in 1 million. The symptoms were now more noticeable, with more than one person vomiting and others needing treatment the following day for the persistent symptoms of headaches and eye pain.

    Given what we have since learned about tabun, it seems at the very least cavalier of the scientists to conduct these tests on themselves and others. They were were lucky not to have been seriously injured or even killed, but those were the risks they seemed willing to take.

    Fatal consequences

    The last entries in the archive for nerve agent tests were for 1989 so newer compounds such as novichok, used in an attempted assassination in nearby Salisbury, were not included. One later nerve agent tested in the 1960s was VX, then a scarily potent new nerve agent.

    According to the Centers for Disease Control in the US, VX is one of the most toxic of the known chemical warfare agents. It is tasteless and odourless and exposure can cause death in minutes. As little as one drop of VX on the skin can be fatal.

    It was not developed into a weapon by the UK, as by then it had abandoned an offensive capability, but tests were carried out on a relatively small number of volunteers. I mentioned VX to Carter. He recalled that the first sample of VX was first discovered, accidentally, at an ICI chemical factory in the UK and sent to Porton in the regular post. Luckily, nobody was exposed.

    In one notorious episode however, the tests of nerve agents on humans did not go as expected.

    As I referred to earlier, in 1953, during an early nerve agent experiment, the young airman, Ronald Maddison died. Testing was paused at Porton after an inquiry by the eminent Cambridge academic Lord Adrian and limits on exposures were set after resumption in 1954. A second inquest into the death returned a verdict of unlawful killing in 2004.

    While no charges were made against the scientists involved, the Ministry of Defence agreed to pay Maddison’s family £100,000 in compensation.

    One of the founders of the Porton Down Veterans Group, Ken Earl was in the same experiment. He remembered vividly being in the same chamber as Maddison, and while not affected seriously at the time, felt his health issues later in life were directly related to the test. In an interview with the BBC, he attributed the many health problems he suffered through his life, including skin conditions, depression and a heart irregularity, to his experience at Porton Down.

    Our research could not establish a direct link to the kind of ill health Earl suffered. But our data on the short-term effects did show a good deal about the immediate aftermath of a nerve agent exposure, similar to the type Earl experienced.

    The physiological effect of exposure to nerve agents varies greatly between individuals as our previous research has shown. The strength of symptoms varies too. Five of the six participants in the same test as Maddison did not report adverse effects other than feeling a bit cold.

    However, tests before this had shown that certain effects were consistently seen with nerve agent exposures. In July 1951 six people participated in a test with soman. The lab book notes:

    5/5 experienced pain in eyes, blinker effect and blurred vision 30 minutes after exposure (these symptoms continued for 24 hours). 1 participant vomited 4 hours after exposure. 2 participants vomited 24 hours after exposure. Eye pain and vision improved after 48 hours but not normal – return to normal after 5 days. 4/5 given multiple doses of atropine.

    While these effects must have been unpleasant, it is also shown that participants in nerve agent tests had between one and two “exposures”. Those in tests with other chemicals such as mustard gas may have had many.

    To further regulate exposures, strict limits on the amount of nerve agent allowed in tests were imposed after Maddison died. The levels of exposure typically experienced by servicemen induced: pinpoint pupils (miosis), headaches, a tightness in the chest and vomiting. These symptoms recur many times in the records, as does documentation of the drugs used to treat them, typically atropine and pralidoxime.

    A new era

    Despite the range of agents which have been developed, chemical weapons have rarely been used by states in conflict, perhaps held back by adherence to the Chemical Weapons Convention or by their difficulty of use.

    Despite this they were used by Iraq (not then bound by the CWC) in the Iran-Iraq war (1980-88), who used mustard gas and tabun against Iranian troops. They have also been used by states against civilians – for example by Iraq against its Kurdish population and more than once by Syria against its civilian population between 2014 and 2020.

    In 2017, North Korean agents used VX to assassinate Kim Jong-nam, North Korean leader Kim Jong-un’s half-brother in Kuala Lumpur, Malaysia. And more recently the Russian opposition leader Alexei Navalny was poisoned with a nerve agent. He later recovered only to die in a Russian prison in early 2024.

    These are not just remote threats. As I previously noted, a particularly high-profile example of a state using a chemical weapon to kill someone took place in the UK in 2018 when it is alleged that the Russian state tried to kill an ex-KGB spy using small quantities of the then new and especially toxic nerve agent Novichok.

    Sergei Skripal, the intended victim, and his daughter Yulia survived the attack.

    A public inquiry heard how the Skripals were found slumped in a park in Salisbury. While the presence of nerve agents was not at first suspected, the emergency services noted how the Skripals suffered from a range of symptoms including pinprick pupils, muscle spasms and vomiting. For those experienced with nerve agents these symptoms are typical.

    But these symptoms were not known to Nick Bailey, a detective sergeant who had been assigned to check over a house in Salisbury, home to the two people that had recently been found collapsed. This should have been routine but the first indication to DS Bailey that something was amiss was when he looked in the mirror.

    His pupils, normally wide open at this time of night, had shrunk into pinpricks. He was also beginning to feel very strange. But it was when Bailey’s vision fractured and he vomited that he knew something was seriously wrong.

    It would later become clear that the agents sent to kill Skripal had sprayed the liquid nerve agent onto the door handle of the Skripal house. Sergei and his daughter both used the handle and were poisoned. So was Bailey, who had closed the door and locked it after his checks on the house later that evening.

    Four months later, the boyfriend of Dawn Sturgess found a discarded perfume bottle in nearby Amesbury, picked it up and then later gave it to her as a present. Neither could have imagined it had been used to bring Novichok to Salisbury and left behind by the attackers. Sturgess died after spraying the contents onto her skin. Her boyfriend survived.

    It was in partnership with experts at Porton Down that the local health services were able to treat the victims. According to the inquiry, a key challenge was for the hospital to work out what had poisoned the Skripals so they could treat them effectively. Porton Down worked nonstop to determine what type of nerve agent had been used. Once the cause was known the hospital was able to save the Skripals’ lives.

    That Porton Down is situated just a few miles from Salisbury where the Novichok attack took place was probably useful to those treating victims. The Russian state however, used this proximity to try to muddy the waters of accountability for the poisoning, but there seems little doubt that blame for the nerve agent poisoning lies with Russia.

    Despite the efforts of those agents, five out six people poisoned with Novichok survived, not unscathed perhaps, but alive. That they did so is in some way the result of the expertise and knowledge gained over years of nerve agent research at Porton Down.

    It seems clear that the more information about the effects of nerve agent exposure that are known outside specialist research circles the better. Though nerve agent attack is extremely rare the events in Salisbury and Amesbury have shown they are not impossible.

    Culture Secretary Lisa Nandy has today (Thursday 20 February 2025) made an inaugural lecture marking the 60th anniversary of the first ever arts white paper.

    In 2019, as Britain tore itself apart over Brexit, against a backdrop of growing nationalism, anger and despair I sat down with the film director Danny Boyle to talk about the London 2012 Olympics Opening Ceremony. 

    That moment was perhaps the only time in my lifetime that most of the nation united around an honest assessment of our history in all its light and dark, a celebration of the messy, complex, diverse nation we’ve become and a hopeful vision of the future. 

    Where did that country go? I asked him. He replied: it’s still there, it’s just waiting for someone to give voice to it.

    13 years later and we have waited long enough. In that time our country has found multiple ways to divide ourselves from one another. 

    We are a fractured nation where too many people are forced to grind for a living rather than strive for a better life. 

    Recent governments have shown violent indifference to the social fabric – the local, regional and national institutions that connect us to one another, from the Oldham Coliseum to Northern Rock, whose foundation sustained the economic and cultural life of the people of the North East for generations. 

    But this is not just an economic and social crisis, it is cultural too.

    We have lost the ability to understand one another. 

    A crisis of trust and faith in government and each other has destroyed the consensus about what is truthfully and scientifically valid. 

    Where is the common ground to be found on which a cohesive future can be forged? How can individuals make themselves heard and find self expression? Where is the connection to a sense of belonging to something larger than ourselves? 

    I thought about that conversation with Danny Boyle last summer when we glimpsed one version of our future. As violent thugs set our streets ablaze, a silent majority repelled by the racism and violence still felt a deep sense of unrest. In a country where too many people have been written off and written out of our national story. Where imagination, creation and contribution is not seen or heard and has no outlet, only anger, anxiety and disorder on our streets.

    There is that future. 

    Or there is us.

    That is why this country must always resist the temptation to see the arts as a luxury. The visual arts, music, film, theatre, opera, spoken word, poetry, literature and dance – are the building blocks of our cultural life, indispensable to the life of a nation, always, but especially now. 

    So much has been taken from us in this dark divisive decade but above all our sense of self-confidence as a nation. 

    But we are good at the arts. We export music, film and literature all over the world. We attract investment to every part of the UK from every part of the globe. We are the interpreters and the storytellers, with so many stories to tell that must be heard. 

    And despite everything that has been thrown at us, wherever I go in Britain I feel as much ambition for family, community and country as ever before. In the end, for all the fracture, the truth remains that our best hope… is each other.

    This is the country that George Orwell said “lies beneath the surface”. 

    And it must be heard. It is our intention that when we turn to face the nation again in four years time it will be one that is more self-confident and hopeful, not just comfortable in our diversity but a country that knows it is enriched by it, where everybody’s contribution is seen and valued and every single person can see themselves reflected in our national story. 

    You might wonder, when so much is broken, when nothing is certain, so much is at stake, why I am asking more of you now.

    John F Kennedy once said we choose to go to the moon in this decade not because it is easy but because it is hard.

    That is I think what animated the leaders of the post war period who, in the hardest of circumstances knew they had to forge a new nation from the upheaval of war. 

    And they reached for the stars.

    The Festival of Britain – which was literally built out of the devastation of war – on a bombed site on the South Bank, took its message to every town, city and village in the land and prioritised exhibitions that explored the possibilities of space and technology and allowed a devastated nation to gaze at the possibilities of the future. 

    So many of our treasured cultural institutions that still endure to this day emerged from the devastation of that war.

    The first Edinburgh Festival took place just a year after the war when – deliberately – a Jewish conductor led the Vienna Philharmonic, a visible symbol of the power of arts to heal and unite. 

    From the BBC to the British Film Institute, the arts have always helped us to understand the present and shape the future. 

    People balked when John Maynard Keynes demanded that a portion of the funding for the reconstruction of blitzed towns and cities must be spent on theatres and galleries. But he persisted, arguing there could be “no better memorial of a war to save the freedom of spirit of an individual”.

    Yes it took visionary political leaders. 

    But it also demanded artists and supporters of the arts who refused to be deterred by the economic woes of the country and funding in scarce supply, and without hesitation cast aside those many voices who believed the arts to be an indulgence.

    This was an extraordinary generation of artists and visionaries who understood their role was not to preserve the arts but to help interpret, shape and light the path to the future.

    Together they powered a truly national renaissance which paved the way for the woman we honour today – Jennie Lee – whose seminal arts white paper, the first Britain had ever had, was published 60 years ago this year. 

    It stated unequivocally the Wilson government’s belief in the power of the arts to transform society and to transform lives.

    Perhaps because of her belief in the arts in and of itself, which led to her fierce insistence that arts must be for everyone, everywhere – and her willingness to both champion and challenge the arts – she was – as her biographer Patricia Hollis puts it  – the first, the best known and the most loved of all Britain’s Ministers for the Arts.

    When she was appointed so many people sneered at her insistence on arts for everyone everywhere..

    And yet she held firm.

    That is why we are not only determined – but impassioned – to celebrate her legacy and consider how her insistence that culture was at the centre of a flourishing nation can help us today. 

    This is the first in what will be an annual lecture that gives a much needed platform to those voices who are willing to think and do differently and rise to this moment, to forge the future, written – as Benjamin Zephaniah said – in verses of fire.

    Because governments cannot do this alone. It takes a nation.

    And in that spirit, her spirit. I want to talk to you about why we need you now. What you can expect from us. And what we need from you. 

    George Bernard Shaw once wrote:

     “Imagination is the beginning of creation. 

    “you imagine what you desire,

    “you will what you imagine – 

    “and at last you create what you will.”

    That belief that arts matter in and of themselves, central to the chance to live richer, larger lives, has animated every Labour Government in history and animates us still. 

    As the Prime Minister said in September last year: “Everyone deserves the chance to be touched by art. Everyone deserves access to moments that light up their lives.

    “And every child deserves the chance to study the creative subjects that widen their horizons, provide skills employers do value, and prepares them for the future, the jobs and the world that they will inherit.”

    This was I think Jennie Lee’s central driving passion, that “all of our children should be given the kind of education that was the monopoly of the privileged few” – to the arts, sport, music and culture which help us grow as people and grow as a nation. 

    But who now in Britain can claim that this is the case? Whether it is the running down of arts subjects, the narrowing of the curriculum and the labelling of arts subjects as mickey mouse –  enrichment funding in schools eroded at the stroke of the pen or the closure of much-needed community spaces as council funding has been slashed. 

    Culture and creativity has been erased, from our classrooms and our communities. 

    Is it any wonder that the number of students taking arts GSCEs has dropped by almost half since 2010? 

    This is madness. At a time when the creative industries offer such potential for growth, good jobs and self expression in every part of our country  And a lack of skills acts as the single biggest brake on them…bar none, we have had politicians who use them as a tool in their ongoing, exhausting culture wars. 

    Our Cabinet, the first entirely state educated Cabinet in British history, have never accepted the chance to live richer, larger lives belongs only to some of us and I promise you that we never ever will. 

    That is why we wasted no time in launching a review of the curriculum, as part of our Plan for Change. 

    To put arts, music and creativity back at the heart of the education system.

    Where they belong. 

    And today I am delighted to announce the Arts Everywhere fund as a fitting legacy for Jennie Lee’s vision – over £270 million investment that will begin to fix the foundations of our arts venues, museums, libraries and heritage sector in communities across the country.

     We believe in them. And we will back them.

    Because as Abraham Lincoln once said, the dogmas of a quiet past are inadequate to the stormy present. 

    Jennie Lee lived by this mantra. So will we. 

    We are determined to escape the deadening debate about access or excellence which has haunted the arts ever since the formation of the early Arts Council. 

    The arts is an ecosystem, which thrives when we support the excellence that exists and use it to level up. 

    Like the RSC’s s “First Encounters” programme. Or the incredible Shakespeare North Playhouse in Knowsley where young people are first meeting with spoken word.

    When I watched young people from Knowsley growing in confidence, and dexterity, reimagining Shakespeare for this age and so, so at home in this amazing space it reminded me of my childhood.

    Because in so many ways I grew up in the theatre. My dad was on the board of the National, and as a child my sister and I would travel to London on the weekends we had with our dad to see some of the greatest actors and directors on earth – Helen Mirren, Alan Rickman, Tom Baker, Trevor Nunn and Sam Mendes. We saw Chekhov, Arthur Miller and Brecht reimagined by the National, the Donmar and the Royal Court.

    It was never, in our house, a zero-sum game. The thriving London scene was what inspired my parents and others to set up what was then the Corner House in Manchester, which is now known as HOME. 

    It inspired my sister to go on to work at the Royal Exchange in Manchester where she and I spent some of the happiest years of our lives watching tragedy and farce, comedy and social protest. 

    Because of this I love all of it – the sound, smell and feel of a theatre. I love how it makes me think differently about the world. And most of all I love the gift that our parents gave us, that we always believed these are places and spaces for us.

    I want every child in the country to have that feeling. Because Britain’s excellence in film, literature, theatre, TV, art, collections and exhibitions is a gift, it is part of our civic inheritance, that belongs to us all and as its custodians it is up to us to hand it down through the generations. 

    Not to remain static, but to create a living breathing bridge between the present, the past and the future.

    My dad, an English literature professor, once told me that the most common mistakes students make – including me – he meant me actually – was to have your eye on the question, not on the text. 

    So, with some considerable backchat in hand, I had a second go at an essay on Hamlet – why did Hamlet delay? – and came to the firm conclusion that he didn’t. That this is the wrong question. I say this not to start a debate on Hamlet, especially in this crowd, but to ask us to consider this:

    If the question is – how do we preserve and protect our arts institutions? Then access against excellence could perhaps make sense. I understand the argument, that to disperse excellence is somehow to diffuse it. 

    But If the question is – how to give a fractured nation back its self confidence? Then this choice becomes a nonsense. So it is time to turn the exam question on its head and reject this false choice. 

    Every person in this country matters. But while talent is everywhere, opportunity is not. This cannot continue. That is why our vision is not access or excellence but access to excellence. We will accept nothing less. This country needs nothing less. And thanks to organisations like the RSC we know it can be achieved.

    I was reflecting while I wrote this speech how at every moment of great upheaval it has been the arts that have helped us to understand the world, and shape the future. 

    From fashion, which as Eric Hobsbawm once remarked, was so much better at anticipating the shape of things to come than historians or politicians, to the angry young men and women in the 1950s and 60s – that gave us plays like Look Back in Anger – to the quiet northern working class rebellion of films like Saturday Night Sunday Morning, This Sporting Life and Loneliness of the Long Distance Runner. 

    Without the idea that excellence belongs to us all – this could never have happened. What was once considered working class, ethnic minority or regional – worse, in Jennie Lee’s time, it was called “the provinces” which she banned – thank God. These have become a central part of our national story.

    I think the arts is a political space. But the idea that politicians should impose a version of culture on the nation is utterly chilling.

    When we took office I said that the era of culture wars were over. It was taken to mean, in some circles, that I could order somehow magically from Whitehall that they would end. 

    But I meant something else. I meant an end to the “mind forged manacles” that William Blake raged against and the “mind without fear” that Rabindranath Tagore dreamt of.

    Would this include the rich cultural heritage from the American South that the Beatles drew inspiration from, in a city that has been shaped by its role in welcoming visitors and immigrants from across the world? Would it accommodate Northern Soul, which my town in Wigan led the world in?  

    We believe the proper role of government is not to impose culture, but to enable artists to hold a mirror up to society and to us. To help us understand the world we’re in and shape and define the nation. 

    Who know that is the value that you alone can bring. 

    I recently watched an astonishing performance of The Merchant of Venice, set in the East End of London in the 1930s. In it, Shylock has been transformed from villain to  victim at the hands of the Merchant, who has echoes of Oswald Mosely. I don’t want to spoil it – not least because my mum is watching it at the Lowry next week and would not forgive me- but it ends with a powerful depiction of the battle of Cable Street. 

    Nobody could see that production and fail to understand the parallels with the modern day. No political speech I have heard in recent times has had the power, that power to challenge, interpret and provoke that sort of response. To remind us of the obligations we owe to one another.

    Other art forms can have – and have had – a similar impact. Just look at the ITV drama Mr Bates vs The Post Office. It told a story with far more emotional punch than any number of political speeches or newspaper columns. 

    You could say the same of the harrowing paintings by the Scottish artist Peter Howson. His depiction of rape when he was the official war artist during the Bosnian War seared itself into people’s understanding of that conflict. It reminds me of the first time I saw a Caravaggio painting. The insistence that it becomes part of your narrative is one you never ever forget.

    That is why Jennie Lee believed her role was a permissive one. She repeated this mantra many times telling reporters that she wanted simply to make living room for artists to work in. The greatest art, she said, comes from the torment of the human spirit – adding – and you can’t legislate for that. 

    I think if she were alive today she would look at the farce that is the moral puritanism which is killing off our arts and culture – for the regions and the artistic talent all over the country where the reach of funding and donors is not long enough – the protests against any or every sponsor of the arts, I believe, would have made her both angered and ashamed.  

    In every social protest  – and I have taken part in plenty – you have to ask, who is your target? The idea that boycotting the sponsor of the Hay Festival harms the sponsor, not the festival is for the birds. 

    And I have spent enough time at Hay, Glastonbury and elsewhere to know that these are the spaces – the only spaces – where precisely the moral voice and protest comes from. Boycotting sponsors, and killing these events off,  is the equivalent of gagging society. This self defeating virtue signalling is a feature of our times and we will stand against it with everything that we’ve got.

    Because I think we are the only [political context removed] force, right now, that believes that it is not for the government to dictate what should be heard.

    But there is one area where we will never be neutral and that is on who should be heard.

    Too much of our rich inheritance, heritage and culture is not seen. And when it is not, not only is the whole nation poorer but the country suffers. 

    It is our firm belief that at the heart of Britain’s current malaise is the fact that too many people have been written off and written out of our national story. And, to borrow a line from my favourite George Eliot novel, Middlemarch, it means we cannot hear that ‘roar that lies on the other side of silence’.  What we need – to completely misquote George Elliot – is a keen vision and feeling of all ordinary human life.’ We’ve got to be able to hear it.

    And this is personal for me.

    I still remember how groundbreaking it was to watch Bend it Like Beckham – the first time I had seen a family like ours depicted on screen not for being Asian (or in my case mixed race) but because of a young girl’s love of football. 

    And I was reminded of this year’s later when Maxine Peake starred in Queens of the Coal Age, her play about the women of the miners’ strike, which she put on at the Royal Exchange in Manchester. 

    The trains were not running – as usual – but on one of my council estates the women who had lived and breathed this chapter of our history clubbed together, hired a coach and went off to see it. It was magical to see the reaction when they saw a story that had been so many times about their lives, finally with them in it.

    We are determined that this entire nation must see themselves at the centre of their own and our national story. That’s a challenge for our broadcasters and our film-makers. 

    Show us the full panoply of the world we live in, including the many communities far distant from the commissioning room which is still far too often based in London. 

    But it’s also a challenge for every branch of the arts, including the theatre, dance, music, painting and sculpture. Let’s show working-class communities too in the work that we do – and not just featuring in murder and gangland series. 

    Part of how we discover that new national story is by breathing fresh life into local heritage and reviving culture in places where it is disappearing.

    Which is why we’re freeing up almost £5 million worth of funding for community organisations – groups who know their own area and what it needs far better than Whitehall. Groups determined to bring derelict and neglected old buildings back into good use. These are buildings that stand at the centre of our communities. They are visible symbols of pride, purpose and their contribution and their neglect provokes a strong emotional response to toxicity, decline and decay. We’re determined to put those communities back in charge of their own destiny again. 

    And another important part of the construction is the review of the arts council, led by Baroness Margaret Hodge, who is with us today. When Jennie Lee set up regional arts associations the arts council welcomed their creation as good for the promotion of regional cultures and in the hope they would “create a rod for the arts council’s back”. 

    They responded to local clamour, not culture imposed from London. Working with communities so they could tell their own story. That is my vision. And it’s the vision behind the Arts Everywhere Fund that we announced this morning.

    The Arts Council Review will be critical to fulfilling that vision and today we’re setting out two important parts of that work – publishing both the Terms of Reference and the members of the Advisory Group who will be working with Baroness Hodge, many of whom have made the effort to join us here today.

    We have found the Jennie Lee’s of our age, who will deliver a review that is shaped around communities and local areas, and will make sure that arts are for everyone, wherever they live and whatever their background. With excellence and access.

    But we need more from you. We need you to step up.

    Across the sporting world from Boxing to Rugby League clubs, they’re throwing their doors open to communities, especially young people, to help grip the challenges facing a nation. Opening up opportunities. Building new audiences. Creating the champions of the future. Lots done, but much more still to do.

    Every child and adult should also have the opportunity to access live theatre, dance and music – to believe that these spaces belong to them and are for them. We need you to throw open your doors. So many of you already deliver this against the odds. But the community spaces needed – whether community centres, theatres, libraries are too often closed to those who need them most. 

    Too often we fall short of reflecting the full and varied history of the communities which support us. That’s why we have targeted the funding today to bring hope flickering back to life in community-led culture and arts – supported by us, your government, but driven by you and your communities.

    It’s one of the reasons we are tackling the secondary ticket market, which has priced too many fans out of live music gigs. It’s also why we are pushing for a voluntary levy on arena tickets to fund a sustainable grassroots music sector, including smaller music venues. 

    But I also want new audiences to pour in through the doors – and I want theatres across the country to flourish as much as theatres in the West End. 

    I also want everyone to be able to see some of our outstanding art, from Lowry and Constable to Anthony Gormley and Tracey Emin. 

    Too much of the nation’s art is sitting in basements not out in the country where it belongs. I want all of our national and civic galleries to find new ways of getting that art out into communities.

    There are other challenges. There is too much fighting others to retain a grip on small pots of funding and too little asking “what do we owe to one another” and what can I do. Jennie Lee encouraged writers and actors into schools and poets into pubs. 

    She set up subsidies so people, like the women from my council estate in Wigan, could travel to see great art and theatre. She persuaded Henry Moore to go and speak to children in a school in Castleford, in Yorkshire who were astonished when he turned up not with a lecture, but with lumps of clay. 

    There are people who are doing this now. The brilliant fashion designer Paul Smith told me about a recent visit to his old primary school in Nottingham where he went armed with the material to design a new school tie with the kids. These are the most fashionable kids on the block.

    I know it’s been a tough decade. Funding for the arts has been slashed. Buildings are crumbling. And the pandemic hit the arts and heritage world hard. 

    And I really believe that the Government has a role to play in helping free you up to do what you do best – enriching people’s lives and bringing communities together – so with targeted support like the new £85m Creative Foundations Fund that we’re launching today with the Arts Council we hope that we’ll be able to help you with what you do best.

    SOLT’s own research showed that, without support, 4 in 10 theatres they surveyed were at risk of closing or being too unsafe to use in five years’ time. So today we are answering that call. This fund is going to help theatres, galleries, and arts centres restore buildings in dire need of repairs. 

    And on top of that support, we’re also getting behind our critical local, civic museums – places which are often cultural anchors in their village, town or city. They’re facing acute financial pressures and they need our backing. So our new Museum Renewal Fund will invest £20 million in these local assets – preserving them and ensuring they remain part of local identities, to keep benefitting local people of all ages. In my town of Wigan we have the fantastic Museum of Wigan Life and it tells the story of the contribution that the ordinary, extraordinary people in Wigan made to our country, powering us through the last century through dangerous, difficult, dirty work in the coal mines.  That story, that understanding of the contribution that Wigan made, I consider to be a part of the birthright and inheritance of my little boy growing up in that town today and we want every child growing up in a community to understand the history and heritage and contribution that their parents and grandparents made to this country and a belief that that future stretches ahead of them as well. Not to reopen the coal mines, but to make a contribution to this country and to see themselves reflected in our story.  

    But for us to succeed we need more from you. This is not a moment for despair. This is our moment to ensure the arts remain central to the life of this nation for decades to come and in turn that this nation flourishes. 

    If we get this right we can unlock funding that will allow the arts to flourish in every part of Britain, especially those that have been neglected for far too long, by creating good jobs and growth, and giving children everywhere the chance to get them. 

    Our vision is not just to grow the economy, but to make sure it benefits people in our communities. So often where i’ve seen investments in the last decade and good jobs created, I go down the road to a local school and I see children who can see those jobs from the school playground, but could no more dream of getting to the moon than they could of getting those jobs. And we are determined that that’s going to change. 

    This is what we’ve been doing with our creative education programmes (like the Museums and Schools Programme, the Heritage Schools Programme, Art & Design National Saturday Clubs and the BFI Film Academy.) These are programmes we are proud to support and ones I’m personally proud that my Department will be funding these programmes next year.

    Be in no doubt, we are determined to back the creative industries in a way no other government has done. I’m delighted that we have committed to the audiovisual, video games, theatre, orchestra and museums and galleries tax reliefs, as well as introducing the new independent film and VFX tax reliefs as well.

    You won’t hear any speeches from us denigrating the creative industries or lectures about ballerinas being forced to retrain.

    Yes, these are proper jobs. And yes, artists should be properly remunerated for their work. 

    We know these industries are vital to our economic growth. They employ 1 in 14 people in the UK and are worth more than £125 billion a year to our economy.  We want them to grow. That is why they are a central plank of our industrial strategy.

    But I want to be equally clear that these industries only thrive if they are part of a great artistic ecosystem. Matilda, War Horse and Les Miserables are commercial successes, but they sprang from the public investment in theatre. 

    James Graham has written outstanding screenplays for television including Sherwood, but his first major play was the outstanding This House at the National and his other National Theatre play Dear England is now set to be a TV series. 

    You don’t get a successful commercial film sector without a successful subsidised theatre sector. Or a successful video games sector without artists, designers, creative techies, musicians and voiceover artists.  

    So it’s the whole ecosystem that we have to strengthen and enhance. It’s all connected.

    The woman in whose name we’ve launched this lecture series would have relished that challenge. She used to say she had the best job in government

     “All the others deal with people’s sorrows… but I have been called the Minister of the Future.”

    That is why I relish this challenge and why working with those of you who will rise to meet this moment will be the privilege of my life.

    I wanted to leave with you with a moment that has stayed with me.

    A few weeks ago I was with Andy Burnham, the Mayor of Greater Manchester, who has become a great friend. We were in his old constituency of Leigh, a town that borders Wigan. And we were talking about the flashes, which in our towns used to be open cast coalmines. 

    They were regenerated by the last Labour government and they’ve now become these incredible spaces, with wildlife and green spaces with incredible lakes that are well used by local children. 

    We had a lot to talk about and a lot to do. But as we looked out at the transformed landscape wondering how in one generation we had gone from scars on the landscape to this, he said, the lesson I’ve taken from this is that nature recovers more quickly than people. 

    While this government, through our Plan for Change, has made it our mission to support a growing economy, so we can have a safe, healthy nation where people have opportunities not currently on offer – the recovery of our nation cannot be all bread and no roses. Our shared future depends critically on every one of us in this room rising to this moment. 

    To give voice to the nation we are, and can be. 

    To let hope and history rhyme.

    So let no one say it falls to anyone else. It falls to us.

    Dan McGrail has been appointed as the interim Chief Executive Officer of Great British Energy.

    Dan McGrail has been appointed as the interim Chief Executive Officer of Great British Energy, to help drive forward the government’s Plan for Change and clean energy superpower mission.  

    Great British Energy is owned by the British people, for the British people, and will own and invest in clean energy projects across the UK to create good, skilled jobs and growth.   

    Dan McGrail is currently the Chief Executive of RenewableUK, the trade association for businesses developing wind, wave, tidal, storage and green hydrogen projects in the UK, and their supply chain companies. He currently sits on the board for WindEurope and was also previously CEO of Siemens Engines and Managing Director of Siemens Power Generation.  

    He will draw on his wealth of experience in clean energy including wind and thermal power to provide strong leadership and help rapidly scale up the new company so it can start delivering as quickly as possible. 

    This follows the appointment in January of five new non-executive directors to join Chair Juergen Maier on the company’s start-up board, bringing a wide range of experience across different sectors, with knowledge on workplace rights, building UK supply chains and driving investment in clean energy. 

    Energy Secretary Ed Miliband said: 

    With the appointment of Dan McGrail as interim CEO we now have a fantastic team in place to lead Great British Energy and start delivering on our Plan for Change.  

    Great British Energy is at the heart of our clean power mission, and will support thousands of well-paid jobs, drive growth and investment into our communities and deliver energy security for the British people. 

    I look forward to working with Dan as we unlock the benefits of a new era of clean electricity for the British people.

    Dan will be based in Scotland, working from the Aberdeen headquarters, and will take up his post in March, on an initial 6-month contract, on secondment from RenewableUK. Recruitment for the permanent CEO will also begin shortly.   

    The government has already announced an unprecedented partnership between Great British Energy and The Crown Estate to unlock investment in clean energy, confirmed Aberdeen will host Great British Energy’s headquarters, and struck a deal with the Scottish Government for the company to work with Scottish public bodies to support clean energy supply chains. The government is also legislating through the Great British Energy Bill to give the company the powers it needs to rapidly deliver.  

    Great British Energy will support the government’s mission for clean power by 2030, with an action plan published in December to get more homegrown clean power to people and provide the foundation for the UK to build an energy system that can bring down bills for households and businesses for good.

    To mark the tenth anniversary of Care Day, Armagh City, Banbridge and Craigavon Borough Council held a special tree planting ceremony at the Palace Demesne, Armagh recently.     In a heartfelt commitment to the wellbeing of local young people in care, Armagh City, Banbridge and Craigavon Borough (ABC) Council held a special tree planting ceremony to celebrate the tenth anniversary of Care Day.

    The event, which took place on Wednesday 12 February at the Palace Demesne in Armagh saw representatives from Voice of Young People in Care (VOYPIC), elected representatives and council staff come together to mark this special occasion and honour those with lived care experience.

    Symbolising growth, strength and hope for the care-experienced youth, this tree is a living tribute that will serve as a reminder of ABC Council’s commitment to nurturing a brighter future for all young people in our community.

    Speaking at the event, Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Sarah Duffy said:

    “We are thrilled to celebrate the tenth anniversary of Care Day by taking meaningful action to support our young people in care. This tree is not only a symbol of our commitment to the care community but also represents the resilience and potential of the young individuals who inspire us each day.”

    This tree planting ceremony to mark the tenth anniversary of Care Day was proposed by Councillor Jessica Johnston (Alliance Party NI).

    Care Day, which takes place on Friday 21 February 2025, is a day dedicated to raising awareness and celebrating the lives of children and young people in care. The initiative emphasises the importance of community support, inclusion, and resilience for those who have navigated the challenges of the care system.

    Care Day in the UK and Ireland is a joint initiative across five children’s rights charities and is led in Northern Ireland by Voice of Young People in Care.

  • MIL-OSI Security: Defense News: Chief of Naval Operations Visits New England Bases, Stresses Lethality and Readiness

    NEWPORT, R.I. – Chief of Naval Operations (CNO) Adm. Lisa Franchetti traveled to New England to meet with area Sailors, civilians, and leadership, tour General Dynamics Bath Iron Works (BIW) and Portsmouth Naval Shipyard (PNSY), and meet with students and faculty at Navy school houses and the Naval War College in Newport, R.I., Feb. 18-19.

    This visit underscores the Navy’s commitment to putting more ready players on the field and prioritizing training with a focus on warfighting, wargaming, and readiness.

    At BIW, in Bath, Maine, Franchetti met with two dozen shipbuilders who are working on the new radar and combat suite for Pre-Commissioning Unit (PCU) Louis H. Wilson Jr. (DDG 126), BIW’s first Flight III Arleigh Burke-class destroyer. She commended them for their hard work and recognized their vital contributions to the Navy’s shipbuilding efforts.

    “I’m focused on warfighting and the warfighters that do that warfighting, and they can’t do that without platforms like this,” said Franchetti to Bath Iron Works shipyard workers aboard DDG-126. “I believe in service both in uniform and out. Your service here, building this amazing warship, is also service to your nation. You’re making sure we have the most ready, capable, and lethal Navy that our Nation needs to be able to protect our national security interests all over the world. That all starts right here.”

    Franchetti also met with Sailors from the PCUs Harvey C. Barnum Jr (DDG 124) and Patrick Gallagher (DDG 127), the final DDG Flight IIA being built for the Navy.

    “It’s exciting to be the plank owners of ships that are going to serve our Nation for 30 years,” said Franchetti. “At the commissioning ceremony for the first Arleigh Burke destroyer, Adm. Arleigh Burke told the crew, ‘this ship was built to fight.  You better know how,’ and I know that’s what this crew thinks about when you go to work every day.”

    Franchetti added, “we’ve had 26 warships operating in the Red Sea over the last 15 months, at a level of combat intensity we haven’t seen since World War II. Twelve of those ships were built right here at BIW and have been performing magnificently. That performance is because of our investments in lethal systems, investments in our foundation – shipyards like this one – and investments in Sailors who live and breathe the warrior ethos every day.”

    Continuing the visit, CNO took a Quality of Service tour at PNSY where she visited various facilities, including the Bachelor Enlisted Quarters, the Navy Exchange, and the Micromart. During the tour, she engaged in discussions about initiatives focused on improving the quality of life for Sailors. These efforts are part of the ongoing commitment to deliver the high level of service that Sailors deserve and are a key Project 33 target outlined in the CNO’s Navigation Plan for America’s Warfighting Navy.

    CNO also received updates on ongoing Shipyard Infrastructure Optimization Program modernization efforts, ship maintenance, and refit timelines at PNSY. She emphasized the need to build readiness and capability now as the Navy partners to scale industrial capacity and expand budgets for future growth—an effort that aligns with another key target in the CNO’s Navigation Plan, to strengthen and modernize the Navy’s industrial base to get platforms in and out of maintenance on time. While at PNSY, she presented the FY24 Battle “E” award to the crew of the Virginia-class fast attack submarine USS North Dakota (SSN 784).

    “One of the big tenants of America’s Warfighting Navy is getting more players on the field. That’s platforms with the right capabilities, the right modernization, the right lethality, and people with the right skillset, toolset, and mindset, and you embody that every single day,” Franchetti told the crew. “I’m confident that you’re going to get this player back out on the field as fast as possible because of your very clear commitment to getting after every challenge that comes your way. Your partnership with the shipyard team is second to none, and together, you got left of any barrier that came up. Our submarines are the Apex Predators of the Fleet, and I know the ‘Reapers of the Deep’ are excited to get back out there.”

    Following the visit, the CNO went to Newport, R.I., to meet with leadership at the Surface Warfare Schools Command (SWSC) and to speak at the department head graduation. While there she also relayed her charge of command and spoke about standards to the prospective commanding officers.

    “You’re going back to the Fleet at a critical time for our Navy and our nation. As you have seen this past year, our Navy-Marine Corps team, and really our surface warfare community, has been in high demand in every region around the globe,” Franchetti said. “We are operating in contested waterways and airspaces to underwrite the global security environment, and to keep the sea lanes of communication open for all to use. There’s no other Navy that operates at this scale, no other Navy can train, deploy and sustain such a lethal, globally deployed, combat credible force at the pace, the scale, and the tempo that we do.”

    The CNO then met with leadership from the U.S. Naval War College and received briefs from the college’s Halsey Group advanced research programs, which conduct data collection, research, analysis and wargaming to examine challenges at the operational level of war in the Middle East and East Asia.

    To wrap up the visit, CNO met with leadership and students from both the Naval Supply Corps School and the Naval Justice School to thank them for their work delivering warfighting advantage every day.

  • MIL-OSI Security: Man charged with bribery offences in Met Counter Terrorism investigation

    A man has been charged with a number of bribery offences following an investigation by Counter Terrorism Policing.

    Nathan Gill, 51 (06.07.1973) of North Wales, was charged via postal requisition with one count of conspiracy to commit bribery, under the Criminal Law Act 1977, and with eight counts of bribery, under the Bribery Act, 2010.

    He is due to appear at Westminster Magistrates’ Court on Monday, 24 February.

    The investigation has been led by detectives from the Met’s Counter Terrorism Command and a man was previously interviewed under caution on 3 March, 2022 in connection with bribery allegations.

    Further enquiries were carried out by officers and after authorisation by the Crown Prosecution Service Counter Terrorism Division, the man was subsequently charged as above.
