  • MIL-OSI United Kingdom: First tenants move into pioneering affordable homes in Edinburgh

    Tenants have moved into the first ‘net zero ready’ affordable homes to be delivered in Granton Waterfront.

    A housing emergency was declared in Edinburgh last year and the 75 energy efficient homes for social and mid-market rent at Granton Station View built by CCG (Scotland) Ltd on behalf of the Council are part of the local authority’s £1.3bn regeneration of the area to provide much needed affordable housing.  

    The project is part of the major transformation of Granton Waterfront to create a new coastal town in the north of the city with tenants and homeowners also due to start moving into over 400 ‘net zero ready’ homes for social rent, mid-market rent and homes for sale at Western Villages throughout next year.  Work is also well underway to deliver a further 143 ‘net zero ready’ social and mid-market rent homes at Silverlea due for completion in Summer 2026.

    The homes at Granton Station View are the first Edinburgh Home Demonstrator (EHD) programme pilot which is part of a collaborative programme between local and national government, academia and the construction industry that has developed a new model for delivering affordable housing in Edinburgh and South East Scotland City Region Deal. The homes will help to reduce greenhouse gas emissions and support the city’s 2030 net zero target. The homes were largely manufactured offsite and have high performance energy efficient features which will help reduce utility bills for tenants. Features include triple glazing, communal zero direct emissions heating as well as solar panels linked to the communal energy centre being provided. The University of Edinburgh will monitor the energy efficiency of the building design for the first year.

    Granton Station View was supported by of over £6.6m funding from the Scottish Government’s Affordable Housing Supply Programme (ASHP).  

    Other innovative features in the development include an underground waste collection system, cycle parking twice the capacity of the residents living there and links to existing and established walking, cycling and wheeling routes.

    Three commercial spaces are also situated underneath the homes at Granton Station View providing business and employment opportunities for the area. Two of the spaces have recently been let out ensuring that residents of Granton Station View will have access to a local convenience store with a post office and a fitness gym.

    As well as delivering over 3,500 ‘net zero’ homes in the next 10 years, the wider £1.3 billion Granton Waterfront regeneration will include a primary school, a health centre, commercial and cultural space as well as a new public park at the iconic Granton Gasholder, currently being restored.

    Council leader Cammy Day said:

    Today’s announcement is welcome news as the housing emergency we declared last year means we have a chronic shortage of housing in the city.

    Despite Scottish Government cuts in affordable housing, the homes at Granton Station View are part of an exciting pilot project which will not just help us ease this shortage but will provide many individuals and families with comfortable modern homes using the very latest technology to keep energy bills down.

    I wish everyone moving into Granton Station View well and look forward to seeing hundreds of other individuals and families move into the high-quality homes we are delivering at Western Villages and Silverlea as part of our wider £1.3bn regeneration of Granton Waterfront.

    We remain focused on delivering 110,000 affordable homes across Scotland by 2032 with at least 70% for social rent and 10% in our rural and island communities.

Both issues are some of the most challenging that will face this generation and it is fundamental that we tackle both in equal measure by delivering more, sustainable homes like we have here at Granton Station View.

    Through our own, pioneering construction methods and a new delivery model that focuses on streamlined procurement and collaborative working, we have unlocked brownfield land and evidenced that a just net zero transition is achievable, the needs of our communities can be met, and our carbon impact can be significantly lowered.

    We thank the partners of the Edinburgh Home Demonstrator programme for their support during construction, and we look forward to continuing our work with the Council at Western Villages where a further 444 net zero ready homes, including 56 for sale from CCG Homes, will be completed in 2025.

     The EHD programme has developed a housing delivery model for ‘net zero ready’ homes across the six council areas in the City Region Deal. As part of this programme, in Edinburgh, there are also 140 affordable homes being built in Greendykes which will be ready in 2027 and another 40 affordable homes currently being designed for Burdiehouse Crescent. These homes will have similar energy saving features.

    NIH study suggests potential for earlier health interventions for people with West African ancestry.

    A study from researchers at National Institutes of Health (NIH) and their collaborators revealed a significant genetic risk factor for kidney disease in people from Ghana and Nigeria. Their study demonstrated that having just one risk variant in a gene known as APOL1 can significantly increase the risk of developing kidney disease. APOL1 is important for the immune system and variants of the gene are linked to increased risk of chronic kidney disease. The study is published in the New England Journal of Medicine and was conducted by researchers from the Human Heredity and Health in Africa (H3Africa) Kidney Disease Research Network.

    Previous research established that genomic variants in APOL1 increase the risk of developing chronic kidney disease among African Americans. However, not much is known about how these genomic variants affect people from West African countries, where many African Americans derive genetic ancestry. Studying how these genomic variants contribute to chronic kidney disease in West Africans and people with West African ancestry can also help inform the risk of kidney disease in many Americans.

    “Our study provides data about West Africans that will help us better understand the risk of chronic kidney disease associated with APOL1 variants,” said Adebowale A. Adeyemo, M.B.B.S., who is a co-author of the study and is the deputy director and chief scientific officer of the Center for Research on Genomics and Global Health at NIH’s National Human Genome Research Institute (NHGRI). “By comparing this study to previous studies involving the African American population, we can gain a deeper understanding of the effects of these high risk APOL1 variants. Knowing your genetic risk for a disease, such as kidney disease, can help you make more informed decisions about your health and potentially lead to earlier interventions.”

    Over 8,000 people from Ghana and Nigeria participated in the study, including nearly 5,000 people with chronic kidney disease of various stages and more than 800 people who had kidney biopsies that confirmed their disease.

    The study found that nearly one-third of individuals in these two nations carry APOL1 variants that increase the risk of chronic kidney disease. While these APOL1 variants are seen most often in people of West African descent, other studies have found these variants in people from Europe, Asia, Central and South America.

    The researchers also found that having a risk variant in one copy of the APOL1 gene increases the risk of developing chronic kidney disease, contrary to previous studies in the African American population suggesting that both copies of APOL1 needed to contain such variants to increase the overall risk. One risk variant increases the risk of chronic kidney disease by 18%, while two risk variants, one on each copy of APOL1, increases the risk by 25%.

    These APOL1 risk variants also drastically increase the likelihood of developing a rare kidney condition called focal segmental glomerulosclerosis, which is scarring of the kidney tissues.

    “Findings in a particular study or with a specific ancestral group are often taken to be true for all humankind, but there is often substantial diversity even within specific ancestry or ethnic groups,” says Dr. Adeyemo. “This study highlights the importance of studying diverse populations around the globe when studying the genomics of human disease so that genomic medicine can equitably benefit people worldwide.”

    More than 1 in 7 U.S. adults have chronic kidney disease — an estimated 37 million Americans, and African American, Hispanic American and Native American populations are more likely to develop the disease. Both genetic and environmental factors, which includes social factors, such as smoking, lack of exercise, an unhealthy diet and lack of access to healthcare, contribute to the risk of kidney disease. People with kidney disease may not have noticeable symptoms in the early stages of the disease. Additionally, for people with diabetes or hypertension, there is a greater risk for developing kidney disease. As the kidneys are slowly damaged over time, they are unable to filter blood properly, leading to a buildup of waste in the body.

    As the disease progresses, additional kidney functions are affected, such as stimulating red blood cell production and maintaining the body’s calcium balance. The disease can lead to other health issues such as stroke and heart attacks.

    “Further research conducted with participants in the United States can help us understand how APOL1 variants affect the kidney,” says Paul Kimmel, M.D., program director at the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) and co-author of the study. “Overall, we hope that these findings can provide insight into improving the health of patients at risk for and with kidney disease.”

  • MIL-OSI Global: How a Trump election win could hit the US food industry and leave millions of Americans hungry

    As the US presidential election inches closer, a recent survey found that the economy is the top issue for voters, and many are also concerned about healthcare, foreign policy and inequality. Amid all the noise about these key issues however, food has received only marginal coverage in the campaigning despite the country’s high cost of living.

    Project 2025, a 900-page policy document produced by conservative thinktank the Heritage Foundation, has become a major talking point in the election campaign. Although Republican candidate Donald Trump has denied any links between his campaign and Project 2025, the people who have authored this document are no strangers to the former president, with more than half of the 307 contributors having served in the Trump administration or on his campaign or transition teams.

    Trump’s Democratic rival in the race to the White House, Vice President Kamala Harris, has been very vocal about the dangers to the American people if the Project 2025 proposals were to be implemented. Instead, her campaign has promised an “opportunity economy” to support the American middle class, which will seek to cut prices and taxes, lower household costs, and offer various tax reliefs.

    Analyses of Harris’ versus Trump’s economic policies suggest that the tariffs Trump has proposed will cause a rise in prices of imported goods – including food. On the other hand, Trump’s policies could lower energy costs because more domestic fossil fuel production could make US-produced foodstuffs cheaper.

    But Project 2025 proposes deregulation of US dietary guidelines and US food assistance programmes, including Supplemental Nutrition Assistance Program (Snap), Women, Infants and Children Program (WIC), and the National School Lunch Program. Democrats have argued that this will “drastically reduce” the access that families have to fresh American-grown food, threatening the health of the most vulnerable.

    Democrats have also claimed that Project 2025 policies would reduce support to small-scale farmers, favouring large agribusinesses while deregulating the flow of ultra-processed food manufactured and distributed by influential corporations. Some estimates suggest that 73% of US food supply is already made up of ultra-processed foods, and they have been found to provide 60% of the calories consumed by the average US adult.

    The links between ultra-processed food and negative health outcomes are increasingly being drawn. As such, food policy under Project 2025 would be very likely to have a negative impact on wider public health in the US.

    But at the same time, Project 2025 would probably make healthcare less affordable and more restrictive for millions of citizens. It promises to reinstate the ability of the pharmaceutical industry to fix prices, raising the cost of drugs for American people.

    It would also cut funding for health coverage for low-income Americans, threatening the survival of hospitals, health centres or doctors who serve those people.

    These healthcare policies, combined with deregulation of the food industry and dietary guidelines, as well as the defunding of food assistance programmes, could spell a triple whammy for the health and wellbeing of some of the most vulnerable people in America.

    How do Harris’s plans compare?

    Harris’s plans, on the other hand, aim to make healthcare less expensive and more accessible, particularly for those from vulnerable groups such as black Americans or those on low incomes, the elderly or veterans.

    But while these proposals might remove barriers to healthcare, they won’t directly improve food provision for Americans. Some of the proposals in Harris’s “opportunity economy”, however, could directly address the issue.

    The outcome of the presidential election could have serious consequences for food security and wellbeing – especially among America’s poorer populations.

    Harris’s proposals focus on strengthening and diversifying supply chains for food production, processing and distribution. She has been outspoken about investigating price-fixing of food products by large corporations – and prosecuting firms anywhere in the supply chain where this is found to have happened.

    Harris’s plans would also support small producers, processors, distributors, family farms and food and farm workers with more funding to compete with large conglomerates. This could result in more decentralised supply chains, which are known to make it easier to provide healthier food to more people by encouraging crop diversity and lowering the cost of fresh local products.

    And she is promising to crack down on mergers and acquisitions of food corporations, which are known to compromise the sustainable provision of healthy food by curbing farmers’ bargaining power and leaving communities with little say over how their land is used.

    Food is integral to the public sector economy, alongside things such as providing healthcare, protecting the environment and reducing inequalities. The organisation of the entire food system – from production to processing, trade to transport, and consumption to nutrition – needs to consider ways in which feeding a country can strenghten its public sector economy, and meet its obligation to the United Nations Sustainable Development Goals. The US has already made a commitment to these goals through global food security programmes like Feed the Future.

    These issues are especially pertinent to the US, as its food system is highly centralised. In fact, 6% of farms grow 60% of food. Meanwhile family farms – which represent 88% of the total – contribute only 19%. Harris’s proposals could go some way to correcting this imbalance. But the rhetoric coming from her rivals on the other hand could ultimately end up making the US worse off in terms of food provision and health.

  • MIL-OSI Global: Japan-style ‘tiny forests’ are taking root in British cities

    A staggering one in three people in England lack access to nature-rich spaces within a short walk from their homes. Now, a growing movement is bringing nature back to cities across the UK. The Miyawaki forest method involves planting a diverse mix of densely packed native woodland trees – or “tiny forests” – that grow quickly in small areas, around the size of a tennis court.

    Already, there are more than 280 Miyawaki-style forests nationwide. Tucked away within housing estates, school grounds and wasteland on the urban edge, these urban forests are growing faster than conventionally planted trees.

    This tree planting approach was developed by Japanese ecologist Akira Miyawaki in the 1970s. Proponents argue that tiny forests create more habitat for wildlife and increase the capacity of land to store carbon, although few studies aim to quantify those benefits in western countries. If planted in a certain way, they can help create a more complete plant community structure from the ground up to the canopy.

    This means that the forest has distinct layers from the slow-growing canopy species right down to the smaller shrubs and ground covering herbs. These habitats are self-sustaining, so after three to five years’ growth they apparently don’t need much maintenance.

    The environmental charity Earthwatch Europe uses the Miyawaki method to plant tiny forests in urban areas. So far, with the help of local communities, they have planted 285 forests since 2022.

    Some local councils and community groups are embracing this tiny forest revolution. At Tychwood in Witney, near Oxford, the UK’s first tiny forest now has an outdoor classroom area that’s used by schoolchildren and local residents who can work on citizen science projects and tree maintenance.

    Since it was first planted in March 2020, the habitat has become home to insects, birds and lots of native plants such as oak, birch, crab apple, dogwood and goat willow.

    But while a government-funded pilot project called Trees Outside Woodlands has received attention for its possible socio-environmental benefits, very little research has quantified how best to do this effectively. One report published by conservation charity the Tree Council shows that Miyawaki plots have significantly higher survival rates and are more cost-effective than non-Miyawaki plots. But lots of unknowns remain.

    A climate of uncertainty

    Despite recognition of the potential benefits, including carbon storage, biodiversity conservation and educational opportunities, there’s a lot of uncertainty about how to apply the tiny forest method in different climates, particularly in the UK.

    Our recent study, published in the Arboricultural Journal, explores how suitable these tiny forests are within the UK context. Our interviews with 12 professionals (tree experts from academia or practitioners) reveal that while half of them supported the Miyawaki method, especially in specific urban areas such as schools and small parks, concerns remained about tree mortality and the high costs of buying saplings, prepping soil and maintaining trees. A few people told us that they could see potential in using unused farmland to establish tiny forests in rural settings too.

    Climate adaptation is paramount and planting trees in urban environments has never been more important. Access to nature also improves people’s health and wellbeing, with green spaces helping to connect communities and reduce loneliness, as well as mitigate the negative effects of climate change, such as air pollution, heatwaves and flooding, and improve biodiversity.

    As UK cities face both climate change and biodiversity loss, the tiny forest method offers a promising solution. There are still many challenges to overcome as this movement is still in its infancy – but it could be key to a greener, more resilient future.

  • MIL-OSI Global: Rising vet fees leave pet owners facing tough choices – and vets often bear the brunt

    If you’re a pet owner, you may have noticed increases in your vet bills in recent years. The average cost of pet booster injections increased by 48% in the UK between 2020 and early 2024, while pet insurance prices rose by 21% in the year to March. Many families are struggling to afford care for their pets.

    But this situation isn’t just about rising prices – it’s about how these changes are affecting the people at the heart of veterinary care. For the past three years, I’ve been studying the experiences of early-career vets and what I’ve found is unsettling.

    The vets I spoke to described an emotional and ethical struggle that goes far beyond routine pet care. They’re increasingly having to balance the cost of treatment with the welfare of animals – sometimes being forced to euthanise otherwise healthy pets because the owners can’t afford treatment.

    Concerns about veterinary fees are also receiving national attention. The Competition and Markets Authority (CMA) is conducting an investigation into the sector, citing a lack of transparency in pricing and the dominance of corporate ownership. For example, 60% of UK vet practices are owned by just six companies, including VetPartners, MediVet and IVC.

    Strikes at branches of Valley Vets in south Wales – the first in the UK veterinary sector – have also drawn attention to the issue of pay and the rising cost of treatment. Staff at the practice, owned by York-based VetPartners, are demanding a fair wage and pushing back against fee hikes that are pricing owners out of care.

    For vets, the stakes are high. Many enter the profession out of a love for animals, but increasing costs force them into difficult conversations with owners who can’t afford the necessary treatment.

    One early-career vet I interviewed described treating a four-month-old puppy with a broken leg. The owners couldn’t pay for surgery and had to make the heartbreaking decision to put the dog down. This not only caused distress to the family but also to the veterinary team performing the procedure.

    Prevention

    Veterinary practices are increasingly promoting preventative care to help avoid costly treatment down the road. But some pet owners view this merely as an attempt to maximise profit.

    The Royal College of Veterinary Surgeons (RCVS), which regulates the sector, has expressed concern about a rise in abusive behaviour towards vets. The RCVS is encouraging owners to raise fee issues with practice owners rather than individual vets. Many practices have started removing abusive clients from their client lists, though some vets I spoke to were unhappy that abusive clients were allowed to return.

    Vet students are taught how to discuss costs with clients. For many new vets, however, these conversations are nerve-wracking, particularly when charges are high. Several vets described how they “forgot” to charge for items or charged reduced amounts when they believed the fees were too high. In some cases, the vets believed that managers chose not to notice, whereas others were criticised.

    But as vets gained experience, they also began to charge more accurately, partly due to valuing their training and expertise. They also realised that if they reduced a bill, clients were more likely to complain if the next vet charged correctly.

    I found evidence that over time some vets became less emotionally attached to their patients, particularly when they had no long-term relationship with the owner. They always wanted to reduce suffering and provide the best care. At the same time, though, they were exasperated at owners who acquired pets without investigating future costs or who failed to set money aside for emergencies.

    Some also expressed frustration at the owners of their practices imposing large fee increases. They described being ignored when warning managers that further fee increases would lead to a reduction in clients, and vindicated when clients left and associated income reduced.

    The CMA review could potentially reshape the veterinary sector, introducing greater price transparency and competition. The RCVS has welcomed the investigation, seeing it as an opportunity for much needed legislative reform.

    It is also seeking to extend its regulatory oversight to entire veterinary practices, not just individual vets and nurses. But it has warned the CMA to be cautious of breaking up businesses as this may lead to the closure of practices and leave pet owners without access to veterinary care.

    Crossroads

    The veterinary profession is at a crossroads. Rising costs, recruitment and retention challenges, as well as increasing emotional burnout are driving many vets to leave the profession. Meanwhile, pet owners are left struggling with tough decisions about how much care they can afford for their beloved animals.

    There are no easy answers. Teaching veterinary students how to offer treatment options that fit different budgets could help reduce the emotional burden on both vets and owners. Addressing vet retention through manageable working hours, supportive workplaces and fair salaries may also reduce pressures.

    Transparent pricing and educating owners about the real costs of pet care may help to enable more informed decisions. And giving vets a say in business and pricing decisions could help practices balance financial sustainability with compassionate animal care.

  • MIL-OSI Global: Alzheimer’s drug approved in the UK, but it won’t be available on the NHS – here’s why

    The UK’s drugs regulator – the MHRA – has approved the Alzheimer’s drug donanemab, but it won’t be available on the NHS.

    The National Institute for Health and Care Excellence (Nice), which determines what treatments are available on the NHS, decided not to recommend donanemab for NHS use. This is because of its cost, potential side-effects and what some consider insufficient benefits.

    While Nice’s decision is disappointing for a lot of people (about 70,000 people people in England would have qualified to receive the drug), it’s important to know why the decision was made.

    Slowing decline

    A key characteristic of Alzheimer’s disease is the presence of amyloid plaques. These are sticky proteins that clump together and destroy brain cells (neurons), resulting in Alzheimer’s.

    Donanemab is a monoclonal antibody – a lab-made protein that targets and binds to amyloid to help eliminate it. This treatment is administered by an intravenous infusion, so the drug is delivered directly into the bloodstream. Each session lasts about 30 minutes and is needed every four weeks.

    In a clinical trial, donanemab was shown to be reasonably successful. The trial compared participants with early Alzheimer’s disease taking donanemab against those taking a placebo.

    Donanemab slowed the decline in memory and thinking by as much as 35% in people in the early stages of Alzheimer’s disease. This is the equivalent of reducing the disease’s progression by four to seven months. Participants taking donanemab experienced a 40% slower decline in their ability to perform daily tasks, including managing finances, driving and enjoying hobbies.

    While these results are promising, it’s important to note that the clinical trial had some limitations.

    The trial lasted only 18 months, so it remains unclear how donanemab’s effects will play out long-term for those using it. Future studies will be needed to explore the long-term effects.

    Although the trial had a large sample size of 1,736 participants with early Alzheimer’s disease, 90% of the participants were white. More diversity in clinical trials is needed to ensure that donanemab is effective for people of all races and ethnic backgrounds. Unfortunately, this lack of diversity is a common issue in medical research.

    But the major drawback with donanemab was its side-effects. About 80% of the side-effects participants experienced were either mild or participants showed no symptoms at all and side-effects were only picked up in further tests.

    However, 15% of participants had a serious side-effect. This included brain swelling or small brain bleeds known as amyloid-related imaging abnormalities. This may initially cause mild symptoms such as headaches, confusion or dizziness. But without constant monitoring, these conditions can become detrimental to health.

    There were three deaths believed to be linked to this brain swelling among the 853 participants who were administered the drug.

    Another concern in using the drug relates to the existing difficulties with diagnosis. To even qualify for the treatment, patients must be in the very early stages of Alzheimer’s disease – and already have confirmed high amyloid levels through a PET scan or lumbar puncture.

    In the UK, only 2% of dementia patients receive these gold-standard diagnoses. More than one-third of people living with dementia don’t receive a diagnosis at all.

    Improved and more accessible diagnostic methods would ensure more patients are eligible to receive the drug at the optimal time.

    But the key reason donanemab isn’t available through the NHS is its cost. The treatment is estimated to cost around £25,000 a year per patient, based on the US cost. This does not include the expense of brain scans to monitor its effects.

    Additionally, it requires monthly infusions at the hospital and careful monitoring for side-effects, which may seem excessive considering the treatment’s modest benefits.

    The future for Alzheimer’s treatments

    Nice’s decision on donanemab closely mirrors the decision they made about lecanemab in August 2024. This was the first ever Alzheimer’s slowing drug approved by the MHRA, and, like donanemab, is only available via private healthcare. The reasons both drugs were rejected by the Nice and the NHS are similar – with costs and side-effects being the main concerns.

    While people with dementia and their families may feel let down by this decision, the fact that these new therapies can slow the disease, even slightly, offers hope.

    Nice will be reassessing donanemab in 2025. There are also over 100 drugs currently in clinical trials for treating Alzheimer’s. Hopefully, one of these will prove to be as effective, if not more effective, as donanemab but with fewer side-effects and at a lower cost.

    Still, it’s a remarkable step that there are two drugs licensed in the UK for treating Alzheimer’s. Although there’s still a way to go before an NHS treatment is readily available.

  • MIL-OSI Global: Scabies outbreak in UK universities – what you need to know

    Scabies is an itchy skin infection that sees outbreaks across the world.

    It is caused by mites, similar to but much smaller than head lice. These mites burrow under the skin, lay eggs and reproduce, causing an immune response which generates the unpleasant itching associated with the disease.

    Outbreaks often occur in institutional settings, such as residential care homes for the elderly. In October 2024, outbreaks around UK university settings were reported in the media.

    The incubation period for scabies is typically four to six weeks. This is the time between being infected – a mite getting onto and then under the skin – and a patient showing symptoms such as the classic unpleasant itch.

    So, the cases reported in October 2024 would have been infected mid to late September, around the time of student arrival at their universities around the country.

    Given this long incubation period, it can be difficult to prevent and control outbreaks. The condition can also be difficult to diagnose because the clinical presentation on the skin can be tricky to spot – for example, between the fingers.

    Transmission is typically by prolonged skin-to-skin contact and sharing contiminated bedding, towels, clothes and soft furnishings where the mites can wait and crawl onto the next person who uses them. Guidance recommends washing bedding, clothes and towels at high temperatures to kill the mites, or if that is not possible then to seal the items inside plastic bags for three to four days.

    Stigma and under-reporting

    Data from The Royal College of General Practitioners’ report on communicable and respiratory disease in England for October 2024 indicates that the reported case numbers of scabies are higher than the seasonal average.

    These official figures are also likely to be conservative. Like many skin infections, scabies is a stigmatised disease and so under-reporting or late reporting are common.

    There is a perception that scabies is a disease “of the unwashed”. This is likely to be incorrect, with the burrowing of the scabies mites meaning they simply cannot be washed away by bathing. Also, scabies can appear in areas covered by clothes, including in the groin or on the buttocks – another reason for stigma and under-reporting. This means the data we have is likely to be much lower than the true number of cases.

    Treatment and prevention

    Treatment is usually a skin lotion called permethrin or sometimes another cream called malathion. In order to be effective, these creams have to be rubbed all over the body, not just at the site of infection.

    Ivermectin, taken orally, is also extremely effective at curing scabies and can be prescribed to control outbreaks. Public information campaigns can help with alerting the general public and describing the possible symptoms.

    The World Health Organization defines a range of diseases as Neglected Tropical Diseases (NTDs). As the name indicates, the majority of these are mostly found in tropical countries. These include skin infections such as leprosy and mosquito-transmitted diseases such as dengue. However, scabies is unique among NTDs in being common in more temperate environments such as the UK. The mites thrive in almost all climates, and an infection does not go away unless correctly diagnosed and treated.

    In September 2023, there were scabies outbreaks and treatment shortages in the UK. It is uncertain whether there are shortages in the October 2024 outbreak. Regardless, anyone with a persistent itch or known contact with a scabies case should report this to a healthcare worker for follow up.

    While scabies does not kill many people, it is a thoroughly unpleasant infection that causes significant impact on quality of life. Awareness and early reporting can help to bring outbreaks to a rapid conclusion.

  • MIL-Evening Report: You’ve heard of Asterix and Obelix, but who really were the Gauls? And why were they such a problem for Rome?

    The year is 50 BC. Gaul is entirely occupied by the Romans. Well, not entirely. One small village of indomitable Gauls still holds out against the invaders.

    So begins the Asterix comic series, which positions Julius Caesar as the power-lusting dictator of the mighty Roman Empire who conquered all of Gaul. All except, of course, for one heroic village, where Asterix, Obelix and Dogmatix are among the Gauls (or Gaul dogs) frustrating Rome’s hapless legions.

    Well, that’s the comic book version.

    But who really were the Gauls? And why were they such a problem for Rome?

    The Gauls are the most famous group of Celtic peoples who occupied most of the lands west of the Rhine, thus causing this area to be known in antiquity as Gaul.

    They sported long blonde or reddish dreadlocks (often washing their hair in lime-water and pulling it back to the nape of the neck), handlebar moustaches on the men, colourful shirts and striped coats. The ethnonym Galli is believed to derive from a Celtic root gal- meaning “power” or “ability”, and has been linked to the Irish word gal, meaning “bravery” or “courage”.

    Fearsome warriors

    From the fifth to third centuries BCE, the Celtic tribes of central Europe were among the continent’s most fearsome warriors.

    From their heartlands around what is now the Czech Republic (Bohemia derives its name from the powerful Boii Gallic tribe), they conquered the British Isles, all of France and Belgium (Gaul proper) and parts of Spain. They also conquered the fertile alluvial plains of what became known to Romans as Cisalpine Gaul, meaning “Gaul this side of the Alps”.

    The Gauls even conquered lands as far afield as in present-day Turkey. The descendants from these once mighty peoples still live in Ireland (Gaelic comes from the word Gaul), Wales and Brittany.

    The Gauls had a very warlike reputation. They produced tall and muscular warriors who often wore helmets that, according to the Greek historian Diodorus Siculus, sometimes had horns attached or “images of the fore-parts of birds or four-footed animals”. He also wrote that:

    The women of the Gauls are not only like the men in their great stature but they are a match for them in courage as well.

    Gauls fought with long broad-swords, barbed spears, and chariots drawn by two horses. They fastened the severed heads of their enemies about the necks of their horses.

    Possessing huge quantities of alluvial gold, Gallic nobles wore heavy necklaces (known as “torcs”) of solid gold and consumed untold amounts of imported wine, fabulously enriching Italian merchants.

    Their acts of bravery were immortalised by lyric poets called bards, and they put great stock in their shamans, called druids, who also presided over regular human sacrifices.

    In 387 BCE, Gallic raiders from Cisalpine Gaul sacked Rome. They only failed to take the Capitol because of a hostile incursion into their own homelands, forcing them to break camp and return – not before, however, exacting a crippling price in gold from the profoundly humiliated Romans.

    The Romans were so impressed with Gallic military kit they resorted to wholesale plagiarism. The iconic armour of Roman republican legionaries was largely of Celtic origin.

    Rome rallies against the Gauls

    In 295 BCE, the Senones (a Gallic tribe) inhabiting the Adriatic coastline south of Cisalpine Gaul were part of an alliance soundly defeated by the Roman Republic in the battle of Sentinum.

    This represented a watershed moment on the road to Roman hegemony in the Italian peninsula.

    In 232, against the backdrop of renewed hostilities with the Cisalpine Gauls, leading Roman politician Gaius Flaminius passed legislation redistributing land won from the Senones (following their final defeat in 283) among Romans from the lower property classes.

    To ease Roman colonisation, the same Flaminius in 220 commissioned the construction of the Via Flaminia, a paved speedway from Rome all the way to Rimini, at the doorstep of Cisalpine Gaul.

    Fearing the same fate as the Senones, the Cisalpine Gauls united against Rome, aided by some Transalpine Gauls.

    By 225, this alliance became strong enough to invade peninsular Italy, ravage Tuscany, and threaten Rome itself.

    This famously triggered the Romans to muster all Roman and Italian manpower at their disposal (about 800,000 draftable men, according to ancient the historian Pliny).

    Being now superior in every respect, the Romans and their Italian allies decisively defeated the Cisalpine Gauls in 223 and 222. The Roman general Marcus Claudius Marcellus even managed to kill a Gallic king in single combat.

    The vanquished Cisalpine Gauls then joined the feared Carthaginian general Hannibal, who at the time posed a great risk to Rome and defeated its forces in many battles. They joined Hannibal en masse after he crossed the Alps to invade Italy in 218.

    But Hannibal failed to vanquish Rome and was later defeated. The Roman conquest of Cisalpine Gaul continued after Roman forces defeated Hannibal’s brother Hasdrubal at the Metaurus River in 207.

    To secure their rich holdings in Cisalpine Gaul and the land corridor to their Spanish provinces, the Romans subsequently conquered first Liguria and next southern Gaul, incorporated as the Province of Transalpine Gaul. The area was so thoroughly colonised it is still known today as La Provence (“the province”).

    Caesar’s self-interested war on the Gauls

    Julius Caesar, eager to amass glory and wealth, subjugated all of Gaul in less than a decade (from 58 to 50 BCE).

    He sold this outright aggression to the Senate and people in Rome as a war waged in defence of tribes allied with Rome, a necessary pre-emptive strike of sorts.

    In addition to enslaving perhaps up to one million Gauls, Caesar proudly claimed to have killed well over another million, a staggering casualty rate considered by Pliny the Elder “a prodigious even if unavoidable wrong inflicted on the human race”.

    Caesar got away with mass murder because he shamelessly played into lingering feelings of metus Gallicus, or “Gallic fear”.

    The Roman fear of Gauls was heightened by the so-called Cimbric War that took place in earlier years, when a formidable confederacy of Germanic and Gallic tribes inflicted a series of costly defeats upon Rome, threatening Italy itself.

    But Rome would triumph in the end. Under the leadership of Gaius Marius, the Romans destroyed these tribes in 102/101 BCE in Transalpine and Cisalpine Gaul.

    Turned into a Roman province in final stages of this war, Cisalpine Gaul eventually became so heavily Romanised it was incorporated into Roman Italy proper in 42 BCE.

  • MIL-Evening Report: Why building more big dams is a costly gamble for our future water security and the environment

    Climate change and biodiversity loss are mounting threats to Australia’s water security. So ee often hear calls for more dams. But is that the answer?

    Our recent research reveals large dam projects are costly gambles with public money. They often fail to deliver promised economic benefits. They also have major environmental, financial and social impacts.

    In New South Wales, some members of the Lower Lachlan River community were concerned about plans to expand Wyangala Dam. They first asked us in 2020 to investigate its full costs and benefits, with findings presented at a local workshop in 2022.

    The first WaterNSW estimate of capital and operating costs was A$620 million in 2018. Within a few years, it had soared to as much as $2.1 billion. In 2023, the project was scrapped because it wasn’t economically viable.

    Similar concerns surround other projects overseas and in Australia, including Hells Gate Dam in Queensland, and Dungowan Dam and Snowy Hydro 2.0 in NSW.

    To avoid repeating costly mistakes and mismanaging taxpayers’ money, we need a smarter approach to major water projects. This includes independent assessments and greater transparency, with business cases made public and decision-making open to scrutiny. And planning for climate change must become a priority.

    Lessons from past mistakes

    Inadequate economic assessments of big dam projects are a global problem. The Grand Ethiopian Renaissance Dam and India’s Subansiri Lower Hydroelectric Project promised big, but had rising price tags and devastating impacts on ecosystems.

    In Australia and worldwide, big dam cost overruns can be up to 825%. The average overrun is 120%. This casts serious doubt on such projects’ financial and social viability. Public costs for private gains are a major concern.

    Our study reviewed the original business case for the Wyangala Dam expansion. The original study had concluded there would be net social benefits and gave the project the green light.

    Our review found the business case was seriously flawed. It overestimated benefits and grossly underestimated physical capital and environmental costs.

    Estimated building costs blew out by 239%. If the project had gone ahead, the costs would undoubtedly have increased.

    On top of this, assessments of impacts on rivers and wetlands were poor and superficial. They greatly undervalued the environmental effects of expanding the dam, particularly on downstream wetlands.

    On the other side of the equation, its benefits were overblown, particularly for water security and agriculture.

    Local voices believed many of their concerns had been ignored. There were deep concerns that flood-dependent farmers downstream might lose some of their livelihoods. Indigenous communities were worried about their cultural sites being destroyed.

    Our analysis provided a more rigorous assessment of benefits and costs of the Wyangala Dam expansion.

    We found total project costs were underestimated by at least 116%. The benefits were inflated by 56%. This meant the true impacts on the environment, agriculture and local communities were misrepresented.

    Rethinking Australia’s water future

    Our analysis provides a salutary lesson on why we need to rethink water security. Instead of sinking billions into dams, we should find smart and sustainable ways to manage our water.

    The fixation on building and expanding dams means innovative alternatives are often ignored. These other options include recycling water, managing demand and carefully recharging aquifers (using aquifers as underground dams).

    The National Water Grid Fund exemplifies the misguided “build more dams” mindset. Its portfolio of 61 large water projects has a total capital cost estimate of up to $10 billion.

    Despite this massive investment, only 23 of these projects have publicly available business cases. It leaves more than $1.7 billion in committed funding shrouded in secrecy.

    This lack of transparency is alarming, given the history of cost overruns and inadequate assessment of environmental damage. It points to the urgent need to reassess our approach to water security. The public has a right to know that their governments are spending wisely.

    To avoid repeating costly mistakes and mismanaging taxpayers’ money, we need a smarter approach. Independent business cases should be mandated for all major water projects.

    We also need a strong public sector capable of transparent evaluation. Promised new National Environmental Standards as part of reforms to environmental protection laws are likely to require rigorous scrutiny too. We must embrace transparency by opening decision-making to public scrutiny and diverse perspectives, including local voices and Indigenous stakeholders, from the start.

    Finally, infrastructure planning must account for long-term climate impacts on water availability. Planning for climate change is vital.

    As projects such as the proposed Wyangala Dam expansion demonstrate, Australia can no longer afford to gamble its water future on outdated, costly and environmentally destructive solutions. It’s time to end the wasteful spending.

    Instead, we need to channel our efforts into truly effective, sustainable and transparent water management. Strategies must give priority to community needs, First Nations’ water rights, environmental protection and long-term climate resilience.

  • MIL-OSI United Kingdom: Corran Ferry annual refit supported by the Maid of Glencoul from 31 October 2024

    The MV Corran will shortly be heading for its planned annual refit and the support vessel the Maid of Glencoul will begin servicing the route from 31 October 2024.

    The Maid of Glencoul will operate to the normal timetable, however the public should be aware that the vessel does not currently have a dangerous goods license, those carrying such items will not be permitted travel.  We apologise for any inconvenience that this may cause.

    Maid of Glencoul – Vehicle carrying restrictions are as follows:

    • Weight- 38 Tonnes
    • Height – 16 Feet
    • Length – Rigid – 39`6” (12m) overall – Arctic – 49` (15m) overall

    The MV Corran’s annual refit will include scheduled maintenance, and the programme of works is planned to be completed before the end of the year, however we will keep the public updated to any changes to programme that may arise from full inspection of the vessel once in dry dock.

    The Maid of Glencoul is a smaller vessel carrying 14 vehicles compared to 28 on the MV Corran.  Please bear this in mind and support the service by avoiding peak times where possible.

  • MIL-OSI United Kingdom: Academy Street road marking and bollard removal works

    The Highland Council have appointed a contractor (Markon) to carry out road marking works as part of a project to revert Academy Street in Inverness to pre-Covid traffic management.

    Work is due to start on Monday 4 November 2024 and will take between 4 and 5 days to complete. If the weather forecast is poor, the work may have to be delayed until the weather improves.

    The process of renewing Academy Street to pre covid Traffic Management will see the bollards removed just before the road marking works start.

    All of the bollards will be removed with the exception of those erected outside the Taxi Rank in the middle of the road on the approach to the Union Street Junction. These bollards are remaining as permanent traffic management measures to prevent U turn manoeuvres.

    The work is being planned to keep disruption at a minimum, however drivers using Academy Street should allow extra time for their journeys. Most of the work is being carried out during the daytime and some work carried out in the evening/overnight. Public Transport provision will be largely unaffected by the works.

    The Inverness Events and Festivals Working Group are excited to confirm that Highland Council’s Civic Bonfire and Fireworks display will be held at Bught Park, Inverness on Tuesday 5 November 2024.

    The evening will start at 5pm with the opening of the catering village, followed by a performance around the base of the bonfire by Fly Agaric Fire Display Team at 5.30pm. The bonfire will be lit at 6pm by Provost of Inverness and Area Councillor Glynis Campbell Sinclair followed by 20-minute spectacular fireworks display at 7pm.

    Provost Campbell Sinclair said: “It is a real pleasure for the Working Group to provide a community bonfire and fireworks display which is a key event supported by the Inverness Common Good Fund and which is free to attend.”

    “Scottish Fire and Rescue Service bonfire safety advice ‘is to always attend an organised bonfire and firework display’ and we are pleased to be able to provide this event in Inverness which supports SFRS advice.”

    She added: “We hope the many thousands of anticipated spectators have a fun-filled, safe and enjoyable evening.”

    Constructed by The Highland Council, the bonfire is one of the largest erected in Scotland, thanks to support from the local business community who donate hundreds of pallets. This year the pallets have kindly been donated by Whyte and Mackay.

    The 20-minute musical fireworks display will be staged by the award winning Fireworx Scotland team and will start at approximately 7pm, after a short delay to allow spectators to move to the riverside area of Bught Park pitches to view the fireworks (which will be set off in front of the Grandstand). Spectators should note that there will be no access to the shinty field, and there will be no seating available in the Grandstand as both the shinty field and Grandstand are out of commission due to ongoing works at the Bught.

    Pedestrians are asked to note that the Infirmary footbridge will be closed on bonfire night (Tuesday 5 November) at 4pm and will reopen at 9pm. Infirmary Bridge is routinely closed during events for public safety and to reduce the likelihood of serious damage to the footbridge.

    Drivers are reminded that parking restrictions will be in place around the Bught area on Tuesday night (5 November) with priority access maintained for the emergency services, disabled drivers, and local residents throughout the night. A disabled parking area for Blue Badge holders will be located at the city centre end of the grandstand at Bught Park and drivers are asked to enter by the entrance close to the junction of Torvean Avenue and Dunachton Road. All other drivers are asked to use the 2,800 plus car parking spaces available in the city centre and to park considerately if choosing to leave their vehicle elsewhere.

    The importance of spectators parking away from the site was demonstrated last year when over 15,000 spectators visited Bught Park, and families are asked to help the Council once again by setting off early and walking to the show.

    Polling will take place on Thursday 21 November 2024 to elect one of six candidates standing in The Highland Council’s Ward 21 Fort William and Ardnamurchan by-election and voters are being reminded to make sure they are ready to cast their vote.

    The by-election is being held following the resignation of Angus MacDonald who was one of four Councillors representing Ward 21 on The Highland Council. The other Ward members are Councillors Sarah Fanet, Thomas MacLennan and Kate Willis. Anyone over 16 years old who is living in the Ward is eligible to take part in this by-election if they are registered to vote.     The latest time to apply for a postal vote is 5pm on Wednesday 6 November 2024 and the deadline for anyone wishing to appoint a proxy is 5pm on Wednesday 13 November 2024.

    Advice on postal and proxy voting is available by contacting the Electoral Registration Office via email or calling 0800 393783 

    Those intending to vote are reminded that the single transferable vote system will be used. Instead of using a cross, voters should number the candidates in the order of their choice, putting a number 1 in the box next to the name of the candidate who is their first choice, 2 in the box next to their second choice and so on. Voters can mark as many choices as they wish. Voters are asked to put no other mark on the ballot paper as this could result in their vote not being counted.

    Washington, D.C. – The office of Congresswoman Plaskett recently received information and complaints from numerous Virgin Islands residents regarding delays in packages mailed through the United States Postal Service (USPS). Plaskett’s office has learned that the delays are a result of mislabeling of addresses in Jacksonville causing packages which should be routed to the Virgin Islands mistakenly sent from the Jacksonville processing center to Puerto Rico for processing.

    Congresswoman Plaskett shared, “My office is aware of a postal issue related to packages presently affecting the USPS customers in the Virgin Islands. After a conversation with USPS management, we have learned that there is a robotic issue with labeling at the Jacksonville Processing and Distribution Center which causes packages to be shipped to incorrect zip codes outside of the Virgin Islands.

    “We have elevated these issues with USPS regional and headquarters leadership, as delays in receiving mail and packages cannot continue and viable options must be provided to rectify the matter. My office has suggested alternative routing between Puerto Rico and the Virgin Islands until the mislabeling at the Jacksonville Center is rectified.  I am putting as much pressure as possible and will work with USPS officials until this issue with our mail service is resolved as quickly as possible.

    “I want to thank the individuals who called and emailed our office to share these delays with us. Sharing tracking information with my office supports our ability to make stronger arguments.”

  • MIL-OSI Security: Associate of Violent Gang Pleads Guilty to Drug and Firearms Trafficking Charges

    BOSTON – A Brockton man associated with Cameron Street, a violent Boston gang, pleaded guilty yesterday to drug and firearms trafficking charges.

    Steve Depina, age 37, pleaded guilty to distribution of cocaine and cocaine base and being a felon in possession of a firearm and ammunition. U.S. Senior District Court Judge William G. Young scheduled sentencing for Feb. 25, 2025.

    During the investigation, Depina was identified as an older associate of the Cameron Street gang who had a history of drug trafficking. In 2018, Depina was convicted in Plymouth Superior Court of possession with intent to distribute heroin and fentanyl and was sentenced to 3-5 years in prison.

    Depina was recorded as he distributed cocaine and cocaine base to a cooperating witness. Depina also sold a cooperating witness a 9 millimeter firearm and 16 rounds of ammunition. On Aril 15, 2022, during a search of his residence, another firearm and an additional quantity of cocaine base was seized from Depina.

    According to court documents, Cameron Street, a violent gang based largely in the Dorchester section of Boston that uses violence and threats of violence to preserve, protect, and expand its territory, promote a climate of fear, and enhance its reputation.

    The charge of distribution of cocaine and cocaine base provides for a sentence of up to 20 years in prison, at least three years of supervised release and a fine of $1 million. The charge of being a felon in possession of a firearm and ammunition provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     Acting United States Attorney Joshua Levy; James M. Ferguson, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Boston Field Division; Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration, New England Field Division; and Boston Police Commissioner Michael Cox made the announcement today. Valuable assistance was provided by the Massachusetts State Police; Suffolk County Sheriff’s Office; Suffolk, Plymouth, Norfolk and Bristol County District Attorney’s Offices; and the Canton, Quincy, Randolph, Somerville, Brockton, Malden, Stoughton, Rehoboth and Pawtucket (R.I.) Police Departments. Assistant U.S. Attorneys Christopher Pohl and Charles Dell’Anno of Levy’s Criminal Division are prosecuting the case.

    The remaining defendants named in the indictment are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI USA: ERO Boston arrests Guatemalan national charged with rape, indecent assault and battery against Massachusetts minor

    SPRINGFIELD, Mass. — Enforcement and Removal Operations Boston apprehended an unlawfully present 20-year-old Guatemalan noncitizen charged in Massachusetts with rape and indecent assault and battery against a minor. Officers with ERO Boston arrested Selvin Alex Galvez-Mejia Oct. 18 in Springfield.

    “Selvin Alex Galvez-Mejia stands accused of horrifically victimizing a Massachusetts child and represents a significant threat to our neighborhoods,” said ERO Boston acting Field Office Director Patricia H. Hyde. “We owe it to the children of our New England communities to prioritize public safety by arresting and removing egregious noncitizen threats.”

    Galvez unlawfully entered the United States on an unknown date, at an unknown location and without being inspected, admitted or paroled by a U.S. immigration official.

    The Springfield District Court arraigned Galvez July 18 for two counts aggravated rape of a child and indecent assault and battery on a person 14 or older. The Springfield District Court later released Galvez after he posted bail.

    Officers with ERO Boston arrested Galvez Oct. 18 in Springfield and issued him a notice to appear before a Department of Justice immigration judge. Galvez remains in ERO custody.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with the Justice Department’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

    As one of ICE’s three operational directorates, ERO is the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal. ERO’s workforce consists of more than 7,700 law enforcement and non-law enforcement support personnel across 25 domestic field offices and 208 locations nationwide, 30 overseas postings, and multiple temporary duty travel assignments along the border.

  • MIL-OSI Security: New Haven Resident Sentenced to 42 Months in Federal Prison for Role in Narcotics Distribution Ring

    Vanessa Roberts Avery, United States Attorney for the District of Connecticut, announced that LISA FAUSEL, 61, of New Haven, formerly of Milford, was sentenced today by U.S. District Judge Omar A. Williams in Hartford to 42 months of imprisonment, followed by three years of supervised release, for participating in a narcotics distribution conspiracy.

    According to court documents and statements made in court, this matter stems from an investigation by the FBI’s New Haven Safe Streets/Gang Task Force and the DEA New Haven’s Tactical Diversion Squad targeting the manufacture and distribution of counterfeit oxycodone tablets containing fentanyl and counterfeit Adderall tablets containing methamphetamine, and the distribution of heroin and cocaine, in the New Haven area.  The investigation, which included court-authorized wiretaps, physical and electronic surveillance, and traffic stops and searches, revealed that Willis Taylor, of West Haven, coordinated the manufacture of counterfeit pills, which he distributed to others for further distribution.  The investigation also revealed the distribution of other controlled substances.

    On February 2, 2023, a court authorized search of a Milford motel room where Fausel was living revealed approximately $94,500 in cash, 832 grams of cocaine, and plastic bags full of hundreds of blue pills that tested positive for fentanyl.

    Fausel was arrested on March 28, 2023.  On July 10, 2024, she pleaded guilty to conspiracy to possess with intent to distribute, and to distribute, controlled substances.

    Fausel, who is released on a $100,000 bond, is required to report to prison on December 16.

    Fausel, Taylor, and 12 others were federally charged as a result of this investigation.  Taylor pleaded guilty and awaits sentencing.

    This matter has been investigated by the DEA New Haven’s Tactical Diversion Squad, the FBI’s New Haven Safe Streets/Gang Task Force, Homeland Security Investigations (HSI), and the U.S. Marshals Service.  The DEA Tactical Diversion Squad is composed of personnel from the DEA, the Connecticut State Police, and the West Haven, Hamden, Manchester, Bristol, Fairfield, and Seymour Police Departments.

    The case is being prosecuted by Assistant U.S. Attorneys Ross Weingarten, Katherine Boyles, and Konstantin Lantsman, in coordination with the New Haven and Milford State’s Attorney’s Offices.

    This case is being prosecuted through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program.  OCDETF identifies, disrupts, and dismantles drug traffickers, money launderers, gangs and transnational criminal organizations through a prosecutor-led and intelligence-driven approach that leverages the strengths of federal, state, and local law enforcement agencies.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

  • MIL-OSI Security: Brockton Man Sentenced to Over Five Years in Prison for Cocaine Trafficking Conspiracy

    Defendant was member of a drug trafficking organization that received over one hundred packages containing kilograms of cocaine via U.S. Mail

    BOSTON – A Brockton man was sentenced yesterday in federal court in Boston in connection with a wide-ranging drug trafficking conspiracy that that involved over 100 parcels containing kilograms of cocaine sent from Puerto Rico to various addresses throughout Eastern Massachusetts and Rhode Island. Investigators intercepted 10 parcels and seized more than 20 kilograms of cocaine from the mail stream.

    Robert Monteiro, 40, was sentenced by U.S. District Court Chief Judge F. Dennis Saylor IV to 69 months in prison, to be followed by three years of supervised release. In July 2024, Monteiro was convicted by a federal jury of one count of conspiracy to distribute and to possess with intent to distribute cocaine. In July 2021, Monteiro was indicted alongside 10 co-defendants.

    Beginning in February 2020, law enforcement investigated a drug trafficking organization operated by Patrick Joseph. Based on a wiretap investigation, Joseph coordinated the transportation of 10-20 kilograms of cocaine at a time from the Dominican Republic to Puerto Rico, and eventually to Massachusetts and Rhode Island via the U.S. Mail. During the investigation, cocaine was found concealed in two-kilogram quantities inside air fryers and cash boxes before being sent through the mail. Various firearms, 21 kilograms of cocaine and over $100,000 cash was also seized following the arrests in this investigation. Monteiro served as a member of Joseph’s drug trafficking organization, collecting packages and redistributing kilograms of cocaine that came in through the mail.

    Joseph was sentenced in June 2024 to 138 months in prison followed by five years of supervised release.

  • MIL-OSI USA: Empire of pain: City of London Police foil £1m illegal pharma drug gang with two people jailed and over 1,000,000 pills seized

    Three people have been sentenced today for their role in the large scale importation and distribution of unregulated pharmaceutical drugs into the UK from India where they were then repackaged and distributed internationally.

    The three defendants were found guilty during a 6 week trial and were sentenced today at Southwark Crown Court with the following:

    • Salman Ansari, 33, of Central Road, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (Class A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Salman Ansari received a six year sentence.
    • Waqas Saleem, 33, Sylvia Gardens, Wembley, was found guilty of 12 counts of possession with intent to supply drugs (classes A, B and C), one count of conspiracy to supply Class C and one count of money laundering. Waqas Saleem received a sentence of two and a half years.
    • Juhi Ansari, 32, of Central Road Wembley, was found guilty of one count of money laundering and received a suspended sentence but will be required to complete100 hours unpaid work and 25 days rehab.

    Over 730kg of drugs were seized during the operation. This included strong opioids such as tapentadol and tramadol, and benzodiazepines including zolpidem, zopiclone and nitrazepam. Both types of drugs are commonly misused for their sedation effect and can be fatal when combined. In total there were more than 1,000,000 tablets seized.

    In total, there were nine different drugs that were categorised as being Class C (zolpidem, zopiclone, nitrazepam, tramadol, etizolam, pregabalin, flubromazolam, bromazolam, alprazolam), one Class B (cannabis resin) and one Class A (tapentadol).

    Detective Constable Syed Shah, from the Serious Organised Crime Team, City of London Police said:

    “Today’s result is the culmination of numerous law enforcement agencies, working together from across the world, over a period of more than three years.

    “The illegal importation of drugs has a devastating impact on the public These drugs in particular are subject to an emerging trend of misuse due to their availability and affordability. Many of the drugs seized are unregulated products for the UK market, with the investigation team encountering counterfeited brands such as Xanax with flubromazolam where the pills dose and potency unknown. The withdrawal from drugs such as pregabalin can be more severe than opiate withdrawal and presents the user with a risk to life.

    “This investigation involved partnership working with colleagues from  UK Border Force, as well as crucial support overseas from US law enforcement, principally the Homeland Security Investigations (HSI), Customs and Border Patrol and the Food & Drug Administration (FDA). From everyone at City of London Police, we thank you all for your hard work.

    “To those individuals which have assisted or benefitted financially from this criminal enterprise, you all now become the focus of future investigations with law enforcement targeting you in the UK and overseas.”

    Special Agent Fernando McMillan, FDA Office of Criminal Investigations, New York Field Office said:

    “Selling and importing unapproved pharmaceutical drugs across international borders and into the United States puts the public health at risk. FDA is grateful for the partnership with the City of London and multiple law enforcement agencies to bring these criminals to justice.”

    “Maintaining vigilance and collaboration with our counterparts in the U.K. remains critical to safeguarding public health and safety, and we will continue to enhance international cooperation and enforcement strategies to combat the illegal shipment of regulated products.”

    Special Agent Michael J. Krol, Homeland Security Investigations (HSI), New England said:

    “This pharmaceutical smuggling ring was systematically disrupted and dismantled through the hard work of law enforcement on both sides of the Atlantic working together towards the same goal: a safe supply chain the public can trust. We live in a global society and crimes do not confine themselves to one country. We must work together to tackle transnational threats to ensure a safer world for all.”

    The investigation can be traced back to October 2020 where US Customs and Border seized numerous shipments sent from the UK found to contain illicit pharmaceutical drugs. A referral was then made to the City of London Police’s Serious Organised Crime Team (SOCT). By tracing the packages being sent from the UK, SOCT were able to identify Salman Ansari and Waqas Saleem being responsible for the shipment of the drugs and the location they were storing the drugs. Information sharing with US counterparts the Food and Drug Administration (FDA)  led to successful warrants being executed in June 2021 in Vermont, USA, where pharmaceutical drugs were found at a property.

    By tracing the packages being sent from UK airports to JFK, officers were able to identify drop-off locations of the drugs, as well as vehicles used by Salman Ansari and Waqas Saleem. This led City of London Police officers to a storage unit in Wembley.

    Following a focused and in-depth proactive investigation , Salman Ansari and Waqas Saleem were arrested in July 2021and both were arrested within the storage unit for conspiracy to supply controlled drugs and money laundering.

    Contained within the storage unit were a significant quantity of large cardboard boxes which contained thousands of blister packs of what purported to be pharmaceutical grade drugs. These included Tramadol, Zopiclone, Atizolam, Xanax, Nitrazepam, Zolpidem, Pregabalin as well as what was believed to be cannabis resin. A total of 175 exhibits were seized from the storage location.

    At the same time, SOCT officers attended the Ansari home address and arrested Salman’s wife Juhi Ansari for money laundering.

    Financial investigations revealed that Salman Ansari had over 11 bank accounts in his name, with a credit turnover of £1.09m, which vastly outweighed any declared or legitimate income expressed to HMRC. Between March 2018 and September 2021, over 158 transactions were made from Salman Ansari to his wife Juhi Ansari, totalling more than £265,0000 and during the same time frame Juhi Ansari sent over £147,000 to Salman Ansari. It was also established that Salman Ansari sent Waqas Saleem over £7,000 during April 2021 and July 2021.

    Additionally, various complex money laundering techniques were utilised, where funds from illicit sales were made in various cryptocurrencies such as Bitcoin and USD and transferred to individuals in India. Additionally, Salman sent funds to India approximating to $62,120 (around £46,458) and similarly, Juhi Ansari sent approximately $55,050 (around £41,194) also to India.

    All defendants put in a plea of not guilty, however during the 6 week trial extensive evidence was put to the jury which outlined the global drug network that Ansari and Saleem had orchestrated. The jury were unanimous in the their verdict of guilty on all counts for all three defendants.

    City of London Police advice to the general public

    Unregulated drugs can have a devastating impact on people’s wellbeing, as without thorough testing and regulation by registered drug distributors, they can have potentially fatal results.

    Never buy any drugs or pharmaceutical medicine on the black market or online, you could be putting yourself and others at risk of serious health complications.

    MOLLY WOOD: Juan, thanks so much for joining me.  

    JUAN LAVISTA FERRES: Thank you, Molly, for the invitation.  

    MOLLY WOOD: So when you think about the reason you have the Microsoft AI for Good Lab, what would you say is the high-level mission?   

    JUAN LAVISTA FERRES: So our mission is to help the world with AI, help organizations around the world on some of the world’s greatest challenges. We are not experts on the problems that we’re solving. Our expertise is in AI. And the reason why it’s important, today, a majority of the expertise works in the financial sector or in the tech industry. The organizations that work with us across the world, these organizations typically do not have the structural capacity to hire the AI talent that is needed to solve this problem—not to hire, not to attract, not to retain. And that’s why, for us, it’s so critical, like, we believe that by donating our time it would make a bigger impact than just a philanthropic donation, and hope that some of these organizations could hire, because it’s going to be difficult for them to hire. So we’re trying to fill that gap, and along those lines try to help these researchers understand how they can use AI and do a knowledge transfer to them.  

    MOLLY WOOD: And as the capabilities of large language model AI expand, are you widening the aperture of ways you offer help to these organizations?   

    JUAN LAVISTA FERRES: With large language models, we are now being able to solve problems we couldn’t solve before. A lot of the data, a lot of the problems—whenever, like, organizations store data, a significant amount of data is unstructured data, whether it’s images or video or text. And until very recently, specifically text, that was a very difficult problem to solve. And even if the information was in text, it didn’t mean that you could do something with it. Now, thanks to large language models, that is changing because suddenly you have a new tool in your toolbox.   

    MOLLY WOOD: Tell us how you first started to see that potential in data science and AI.  

    JUAN LAVISTA FERRES: Before coming to Microsoft, I used to work in the Inter American Development Bank, and part of my job was to evaluate projects, and these projects can expand from health to water and sanitation, with a focus in Latin America and developing countries. And that’s the first time that I saw how technology could potentially help these countries and organizations within those countries. Then I moved to Microsoft. I started working in Bing, I worked with Xbox, with Windows, and at one point in my career, a person very dear to me had lost a child to SIDS. SIDS is Sudden Infant Death Syndrome, and it’s the number one cause of death of babies in the US between one month and one year old. And, basically, SIDS is when your baby dies and doctors don’t know why. He was doing an amazing job raising awareness. I asked, I would love to see if we could help, not just with raising awareness, but could we actually help on the data science side? And that was kind of a crazy idea, but he put us in contact with the people at Seattle Children’s Hospital. We found online, there’s an open data set that the CDC has. It’s a data set that has every single baby that has been born, that was born in the US, for the last more than 20, 30 years. And it’s a cohort of those babies that died before one year. Using that data, we were able to find some insights about SIDS, and then we share those insights with these doctors. This is just basically using AI algorithms on top of that data. A lot of these insights, these doctors were aware, but some of the insights the doctors were not aware, and immediately after talking to these doctors, we realized two or three things. The first one is, these researchers didn’t have enough knowledge to work with the data that we were using. So just helping them, and this is not a huge data set, you have 4 million babies that are born in the US every year. So like 10 years worth of data is 40 million rows. So it wasn’t a huge data set, but it was difficult enough for them to work with it. But more important, they were not aware too much about the algorithms that we would be using. So they immediately saw a lot of value. And that started this relationship, this collaboration, between us and these doctors about SIDS. And at one point we were invited to share this with Satya and with Brad.   

    MOLLY WOOD: Satya Nadella and Brad Smith, I should say, the CEO and president of Microsoft.    

    JUAN LAVISTA FERRES: Correct. Yes. And they saw the value of the things that we were doing.  

    MOLLY WOOD: And then, what is your day-to-day job at the AI for Good Lab?   

    JUAN LAVISTA FERRES: My background is the combination between healthcare and AI. So I usually tend to work a lot in healthcare-related projects, but some of my favorite projects that I have done over the years myself has been on giraffes, which are very dear to me. We still work with this amazing organization out of Tanzania, and basically it’s using AI models to identify—this is not just identifying a giraffe, this is identifying giraffe number 45. How is this giraffe related from a social network, like, giraffes live in social networks. How have these social networks changed over time? What is the difference between genders on giraffes? And this information is critical to understand for conservation efforts.  

    MOLLY WOOD: Okay, first of all, giraffes are my favorite animal, so thank you for doing that. And I want to hear more about that idea of tech transfer, knowledge transfer. I know that’s central to what you wrote about in the book you recently released, right? It’s called AI for Good: Applications in Sustainability, Humanitarian Action, and Health.  

    JUAN LAVISTA FERRES: Yeah, so we started thinking about the book because anytime that we wanted to work with teams, teams on the ground, it was difficult to explain what they could do with AI. But one recipe that worked really well for us is, we wanted to showcase what other problems we were solving, even if these problems have nothing to do with the type of projects that they had. It was useful for them to understand what else the tool can do, correct? To give you an example, one of the early projects was working with NOAA on detecting and tracking beluga whales underwater in Alaska.   

    MOLLY WOOD: Let me jump in here, that’s NOAA, the National Oceanic and Atmospheric Administration.   

    JUAN LAVISTA FERRES: Yes, that is an AI project where you get acoustic data and you try to find a particular beluga whale. When working with another organization out of California, their job was to help on trying to find war crimes. They asked, when we show that example, could you use this for detecting a certain type of weapons that makes a very distinct sound. And basically we told them, well, if it makes a very distinct sound and you have these in recordings, they have millions of videos, the answer is likely yes. Because these problems are basically the same problem. You have what is called an acoustic fingerprint. Long story short, it became really easy for us to explain AI by example. And these examples have a lot of variants. Like, you go from projects about disaster response. You have projects on climate change, for example, on trying to measure how climate change is affecting the Himalayas and how dangerous that could be. You have these lakes on top of the mountains that if they don’t, like, they could actually go down and that could kill people, basically. So, this organization out of Nepal uses these models to measure these.   

    MOLLY WOOD: Okay, so far you’ve covered pretty much two of my three favorite animals in giraffes and whales, and if you say that you’re also working on hummingbirds, I’m going to apply for a job at your lab…   

    JUAN LAVISTA FERRES: We are working with a lot of birds in the Amazon, that includes hummingbirds…    

    MOLLY WOOD: I will have my resume in your inbox by the end of the day. I know also AI for good is a broad remit, and can you tell us how you’ve also applied it to arts and culture?  

    JUAN LAVISTA FERRES: Yeah, so, AI is very broad. It can, as a general purpose technology, can be used for many things. So one project that we did was a collaboration between Microsoft and Iconem, that is a company out of France, and the French government, was to, on the anniversary, the 80th anniversary for D-Day, was to use vision models to do a description of the pictures. Also leverage a large language model to make searches. This was a website that we launched. And this information could help historians. It also could help people that wanted to learn more about the D-Day. We are working on a few other projects. One of the best scenarios for, if you ask me, for cultural heritage, is the power of vision models to make descriptions, particularly for blind people. This has been used in museums now. And we are using for a few other projects where, given a picture or given even a video, you can make a very accurate description of what you see there. That is certainly a game changer for a lot of these low-vision and blind individuals.   

    MOLLY WOOD: Clearly there is tech transfer and knowledge transfer and value in the work itself. And also it seems like there must be some extrapolations from a business lens about how to make do with limited resources, right? This is the situation that nonprofits are always in, but many businesses are too. I wonder if you can talk about what learnings you’ve gotten.    

    JUAN LAVISTA FERRES: I think in general, a lot of the problems that we work with nonprofits are problems that could be working, like you said, in multiple industries. When we see the same problem being asked by multiple organizations, we try to focus on those projects. And let me give you a great example of that. That is our disaster assessment tools. Whenever there is a natural disaster, a lot of organizations need to have an understanding of what is happening on the ground. How many people were affected? Where are those people affected? And when we talked to multiple organizations, like from UN agencies to the international organization of migration, to American Red Cross, to different Red Crosses across the world, everybody was looking for something like that. That’s why we decided to say, hey, this is going to be a pillar for us. This is going to be an area of investment. Let’s build tools. So we’re not just at the beginning, we are going to help you do these disaster assessment maps, but ideally we will give you the tools so you can do it yourself. And that’s an area that for us has been an area of priority. So we work with these organizations on the ground and we provide them with these disaster assessment AI models to generate disaster assessment maps.  

    MOLLY WOOD: One of the central tenets of doing good is also mitigating harm or avoiding harm. I want to ask you about AI responsibility and how you define and think about responsible AI.  

    JUAN LAVISTA FERRES: Responsible AI is at the core of the projects we do. And this is also a place where I think Microsoft was much ahead of other organizations. And this is, for the last five years, we have our Office of Responsible AI. We have Natasha Crampton, who’s our Chief Responsible AI Officer, does an amazing job and has an amazing team try to help us, not just us, but multiple teams across Microsoft and even influence the industry in many ways on how we can use AI in a responsible way. So for every project we have, it goes through a responsible AI process to try to make sure that we mitigate as much as possible any potential harms from these models. When we’re working with, for example, people that are losing their voice through degenerative diseases like ALS. When you work with them, you realize that their tone of voice that eventually they will lose. And, eventually, they will use machines to speak. But the tone of voice is critical to their identity. It’s very important. And thanks to AI, thanks to generative AI models today, you can clone a person’s voice and you can use a machine that will speak on your same tone of voice, which is a game changer for people that suffer from these diseases. But at the same time, you can use the same technology to clone someone else’s voice and do scams. And that is also happening today. So, and of course, if you want to use some of this technology, Microsoft is really restrictive in that technology for good reasons, because that technology could be used for bad purposes, particularly scamming.  

    MOLLY WOOD: In your book, you talk about how AI can better analyze data without human bias and remedy pattern recognition deficits, which also seems key to sort of imagining these unintended consequences. Can you give us some examples of how that works?   

    JUAN LAVISTA FERRES: Bias is a great issue and it’s something that as a society we need to make sure that we address. There’s different types of biases. There was a study that was published a few years ago, it was published in the New England Journal of Medicine. That is the most prestigious medical journal in the world. And what they found was, they took a random sample of people in California that died and asked their family members whether they were left-handed or right-handed. And what they found, what the researchers found, was that left-handed people were dying nine years younger than right-handed people. This is really disturbing. Like, that’s the equivalent of smoking 120 cigarettes per day. And the study claimed that the issue, the reason why this was happening is because we live in a world that is made for right-handed people, not for left-handed people, whether you’re driving, or the tools, and that’s why these individuals were dying nine years younger. What the researchers didn’t fully realize is that for a long period of time, there was a discrimination against left-handed people because parents would force their kids to be right-handed. I know that because my grandfather was one of them. He was forced to be right-handed. Eventually, they stopped doing that, and this generated this artificial increase in the left-handed population to the right level, that is roughly 10 percent. So 10 percent of the population is left-handed. But if you look at 1920s, 1950s, 1930s, those numbers were like 3 percent, 3.5 percent. So that generated this artificial increase, this artificial increase is the one that gives us the illusion that left-handed people die younger, when in reality, that’s not the case. The challenge from an AI perspective is that if you have a life insurance company, and you have that data set, and one of your features in the data set is if the person is left-handed or right-handed, what the model will tell you is that you need to charge more to the left-handed people because they will die younger, when in reality that’s not the case.  

    MOLLY WOOD: Right.   

    JUAN LAVISTA FERRES: So, a majority of the data we collect has some biases. It’s critical to understand those biases to make sure that we don’t perpetuate those biases. Not all the biases are generated by changes in culture, like the left-handed. Some type of biases could happen just because we have an unconscious bias in the way we hire. There was another example a few years ago where a company decided to use AI models to do the screening process in HR. And even though gender was not one of the features, the model learned that the chances of being hired was affected by gender because that was some of the behaviors of that company before. And the problem is that once you train a model with that data, the model will perpetuate that bias and will just continue. So we need to understand that the data that we’re using to train AI models is the code of that model. So if the data has issues because it has some bias, the model will learn those biases and will perpetuate those biases. And working to solve bias is not an easy problem. In some cases we can at least detect it and try to work with it, but it’s not an easy problem.   

    MOLLY WOOD: I want to switch gears a little bit. WorkLab is, of course, a podcast for business leaders who want to get a handle on how work is changing. And it feels to me like what the AI for Good Lab is doing also lets those business leaders think maybe more creatively about how to deploy and use AI in their organizations, and I wonder if you can speak to that based on the experiences you’ve had. How can AI help people grapple with the bigger challenges they face?   

    JUAN LAVISTA FERRES: Yeah, again, I think the book describes that in the sense that like a lot of the examples that we have could be used for other purposes. The techniques we use, like computer vision techniques, they can be applied for multiple scenarios in different industries. Even, for example, the disaster assessment tools. So every time there’s a big natural disaster, we use these disaster assessment tools to build the maps and share these maps with organizations on the ground. But even insurance companies have reached out to us, saying, hey, could we use that same technology? We don’t work with those companies, but they are solving the same problem, basically. So I would say, in general, the answer is yes. I would say a majority of the programs that we work for, these nonprofit organizations, could be applied to other areas.   

    MOLLY WOOD: I grew up in and around nonprofits. This is the work that my mom did my whole life and, like any business, the backend, the operations of things are really crucial. And sometimes you have organizations that are understaffed, they’re underfunded, and it feels to me like a key component of being able to use AI to do good at a nonprofit is, frankly, the simple ability to make better spreadsheets, to operate more efficiently, to have summaries of emails to just move more quickly in the world. Has that been your experience?   

    JUAN LAVISTA FERRES: That is definitely my experience. And there’s a whole group in Microsoft that works specifically in those scenarios. This is the Tech for Social Impact that is also within Microsoft philanthropies. They do an amazing job helping on some of those scenarios. And like you said, this is particularly affecting the nonprofits where every single person, we need to make sure that they’re as productive as possible. A lot of these scenarios, from reviewing to sending emails to—my wife runs a nonprofit, she runs a bilingual school, and from communications to notifications to applying for grants, these tools help them a lot. So yes, the answer is yes. There’s a whole group in Microsoft, like a lot of folks in a lot of those scenarios that, like I mentioned, that Microsoft takes for social impact.   

    MOLLY WOOD: What is next for the lab? What are you most excited about?   

    JUAN LAVISTA FERRES: So we’ve been working a lot in the Amazon. We’re going to be in Cali, in Colombia, for COP, biodiversity [summit]. And we are working with organizations, nonprofit organizations, and some government agencies in Colombia to use our models to measure and sometimes even alert on potential deforestation. Deforestation is something that’s critical for the Amazon, it’s critical for Colombia, it’s critical for any, all the countries that are within the Amazon. So we want to make it easy for these countries to be able to measure deforestation and to detect deforestation.   

    MOLLY WOOD: Okay, I want to ask you before I let you go a couple of lightning round, quick questions. How do you use AI yourself, at work or in your personal life?   

    JUAN LAVISTA FERRES: So I use AI every day for doing our job in many ways. But for me, what has been a game changer, particularly in large language models, have been the ability to edit my English, as you likely realize by my perfect English accent, I’m not a native speaker of English. So when you’re either publishing or you’re working in an organization, it’s expected to have very good English. And it would take a lot of effort for me to edit my English. And I think in many ways, large language models are helping me a lot on that end. I use it a lot for research, for helping to find things. I think it’s a great research assistant. It sometimes makes a mistake, and that’s something that we always need to be conscious about, but it’s an amazing tool that can help on the research side. And yes, I’m using it more and more, I would say.   

    MOLLY WOOD: In your experience, what is the use case for AI that seems to be the biggest unlock for people that really gives them kind of an aha moment?   

    JUAN LAVISTA FERRES: I think there’s a lot of scenarios, but having friends and working with people with disabilities, I think this technology is a true game changer. I have friends that are blind that are using vision models to help them navigate the world and help them understand and see pictures or see where they are, to help them with their life. And I think anybody that wants to know how AI is changing the world should talk with people with disabilities. We live in a world where 1.3 billion people suffer from disabilities. And I would say for a lot of those communities, this is really a huge game change. I’m also very passionate, like I mentioned, about healthcare. I think that there’s a huge potential on how we can use this technology to help better understand the disease and the diagnostics.  

    MOLLY WOOD: And then finally, if you wouldn’t mind, fast forward 3 to 5 years. And what do you think will be the most profound change in the way we work?   

    JUAN LAVISTA FERRES: It’s difficult to talk about the future in many ways. But I think these AI models will help us, have the huge potential to help with the digital divide in many ways. It can also exacerbate for those people that do not have access to the technology, and this is something that, like, the human computer interaction will become much easier, much more natural. And that is something that is going to change the way a lot of people live and work. I am concerned that in order to use this technology, you first need to have access to electricity. We live in a world where 750 million people do not have access to electricity. You actually have to be connected. You have 2.3 billion people that are not connected. So I’m concerned that this technology is great as long as you have access. So, I think that one of the critical aspects of the world is to make sure that we provide them the tools for having that accessibility.

    Research collaboration is the bedrock of collaboration between Australia and India – Shri Dharmendra Pradhan

    Union Minister for Education, Shri Dharmendra Pradhan, visited the Macquarie Park Innovation District at Macquarie University, Sydney, Australia. He was received by the Vice-Chancellor and President of the University Prof. S. Bruce Dowton and other officials.

    Shri Pradhan explored how the University supports researchers and entrepreneurs in developing and scaling their ideas. He appreciated the University’s unique approach to collaborating with industry experts and communities to create a holistic learning experience. The Minister also noted that the University has been partnering with Indian educational institutions and industries. He emphasized that strong industry-academia links like these are crucial for driving innovation and preparing students for success.

    Later in the day, Shri Pradhan interacted with Indian students studying across Australia in an event held by the Group of Eight. He noted that they are working on cutting-edge research in robotics, chemicals, astrophysics, superconductivity, AI in manufacturing, healthcare, med-tech, climate change, water management and urban planning. He highlighted that research collaboration is the bedrock of collaboration between Australia and India and said that the insightful interaction has given him several points to ponder and has also convinced him that broader and deeper research collaboration is required between both countries. He appreciated and encouraged all the Indian students in Australia to contribute passionately to the future of Australia and India.

     

    Shri Pradhan visited the campus of University of New South Wales (UNSW). He congratulated UNSW on completing 75 years and noted that Indian students have been in UNSW since its third year of inception. Shri Pradhan also interacted with start-ups incubated by various schools of the UNSW. He explored their products and services and appreciated their spirit and passion for innovation and change. He encouraged the start-ups to tailor their solutions to Indian society and the market. He also interacted with Indian students in UNSW.

    The Minister visited UTS Moore Park, a sporting precinct housed at the University of Technology, Sydney. He noted that this is first-of-its-kind in Australia where university programs in sports are integrated within elite sporting facilities, providing a fertile base for a holistic learning experience in sports management, sports research, and allied health. He also discussed potential partnerships between UTS and Indian higher education institutions to deliver cutting-edge sports management and research programs.

    In a significant move to enhance bilateral cooperation in the education sector, Shri Pradhan is visiting Australia from 22nd to 26th October 2024. The visit is expected to foster collaboration, participation, and synergy in critical areas of mutual interest in education. Earlier this week from 20-21 October, Shri Pradhan visited Singapore and met the Prime Minister, Deputy Prime Minister, Education Minister and other dignitaries to expand bilateral cooperation in skill-based education and research.

    A delegation of six Members of the Committee on International Trade (INTA), accompanied by the Chair of the Delegation to the EU-UK Parliamentary Partnership Assembly, will travel to London (UK) from 28 to 30 October 2024. The delegation, led by the INTA Chair, Bernd Lange (S&D, DE), will exchange with the UK government, parliamentarians and stakeholders on the trade aspects of the EU-UK Withdrawal Agreement, including the Windsor Framework, and the Trade and Cooperation Agreement.

    The context of this visit is the ‘reset’ of the EU-UK relations announced recently by the UK Prime Minister, the first review of the TCA due in 2026 and the upcoming democratic consent vote of the Northern Ireland Legislative Assembly on the continuation of the application of major provisions of the Windsor Framework in December 2024.

    The UK and the EU are also faced with the same challenges at global level regarding international trade. In the past decade, geopolitical and geoeconomic tensions have heightened, in part due to the strategic competition between the United States and China. In the last few years the situation has deteriorated further, notably due to the supply chain disruptions from the Covid-19 pandemic and to the impact of Russia’s war of aggression against Ukraine, as well as recently the major crisis in the Middle East, bringing both competitiveness and economic security to the forefront.

  • MIL-OSI United Kingdom: Smokers come forward to get support to Swap to Stop

    The Government recently announced measures to ensure that the country achieves its ambition of becoming Smokefree by 2030, including the provision of a million free ‘Swap to Stop’ vaping kits which, combined with behavioural support, are designed to help them quit smoking.

    The City of Wolverhampton Council has made these available at a range of community venues, including the city’s 8 Family Hubs and Central and Warstones libraries.

    The service is being delivered by trained members of staff, who are offering free vape starter kits alongside support and weekly ‘check in’ sessions delivered from the convenience of local community venues to help people on their quitting journey over a period of 12 weeks.

    Scores of would be quitters have already come forward to get help – and others are invited to sign up for free at Swap to Stop.

    John Denley, Wolverhampton’s Director of Public Health, said: “Stopping smoking is the best thing you can do for your health and the health of those around you.

    “Smoking is still the single largest preventable cause of death in England, accounting for around for 64,000 deaths annually. Almost every minute of every day someone is admitted to hospital with a smoking related disease – but, when you stop smoking, there are almost immediate improvements to your health.

    “And it’s not just your body which will benefit, your purse or wallet will too. On average smokers spend £38.59 a week on tobacco – and that means you could have around £2,000 more to spend a year by quitting, and even more if you are a really heavy smoker.

    “Nicotine vaping is substantially less harmful than smoking and is also one of the most effective tools for quitting, so we are delighted to deliver this Swap to Stop support in the community in Wolverhampton. If you want to quit, please sign up today.”

    Aberdeen City Council has today launched the second and final phase of its Budget 2025/26 consultation. 

    The second phase provides additional proposed savings options and invites people to have their say on these, and comment on how changes might affect them if taken forward.  

    Councillor Alex McLellan, Convener of the Finance and Resources Committee, said: “The next phase of the consultation continues to offer the public an opportunity to express their views on proposed savings being put forward by council officers ahead of the Council setting the 2025/26 budget.

    “It is important that people participate as this will give us a greater understanding of what services are important to individuals and their families, and the potential impact any change or removal of a service may have on them.”

    Anyone who has access to the internet at home or on their mobile phone can access the consultation here.

    For anyone who does not have internet access at home, digital assistance is available at local libraries including the Central Library, and at the Customer Service Centre, Marischal College during opening hours.

    A series of virtual and in-person events have been arranged to help encourage public engagement. During these events, the public will have the opportunity to discuss any of the proposed options with council staff.  There will also be targeted engagement with community groups and other stakeholders.

  • MIL-OSI United Kingdom: Major new crackdown on insurance fraud

    A new insurance fraud charter was announced at the latest Joint Fraud Taskforce meeting.

    Insurance companies have united to step up efforts to crack down on fraudsters seeking to manipulate the UK insurance market with bogus claims and duping innocent people into buying fake insurance policies.  

    In 2023 alone, 84,400 fraudulent claims worth £1.1 billion were detected by the ABI, a 16% increase in the number of detected claims compared to the previous year. 

    Crash for cash scams are becoming a significant issue. This sees fraudsters recklessly orchestrate accidents to put forward an insurance claim, putting innocent lives at risk. Fraudsters may also make claims for accidents that never happened.  

    The Insurance Fraud Bureau is currently investigating over 6,000 suspected fraudulent motor insurance claims, which could be linked to crash for cash scams. In total, this is estimated to be worth over £70 million in potential fraud.

    The new voluntary charter is designed to identify loopholes in the insurance market, enhance collaboration and criminal justice outcomes, better understand the scale of the problem and improve victim support.  

    Pledges include:

    • the National Crime Agency’s National Assessment Centre carrying out a review into the role of professional enablers in the insurance sector – where someone provides false evidence to support a bogus insurance claim
    • identifying policies being exploited by “illegal insurance intermediaries” – someone pretending to be a broker or selling completely fake insurance to customers.
    • strengthening data security measures to stop insurance fraudsters using customer details to target people 
    • reviewing the tactics and websites being used by fraudsters to promote bogus insurance offers – this includes looking at the vulnerable victims’ notifications process, which has proven successful in the banking sector, to better identify and support victims of insurance fraud 

    Lord David Hanson, Minister of State at the Home Office with Responsibility for Fraud said: 

    Fraud is an appalling crime, and we are determined to crackdown on these callous criminals.

    Not only do honest customers face higher insurance premiums but these fraudsters do not care if people are harmed in the pursuit of profit.  

    This charter is an important step, and we will continue to work with industry and law enforcement to better protect the public from fraud.”

    Insurance fraud remains an ongoing threat that corrodes trust in society and undermines our economic prosperity.  

    Tackling insurance fraud is an industry priority, and requires a collaborative approach between private and public sector.  

    We’re delighted to have agreed the Insurance Sector Fraud Charter with the Home Office, boosting the industry’s resilience and ability to fight fraud.  

    We look forward to continuing to work with the Home Office and other industry signatories to implement the charter commitments.

    Temporary Assistant Commissioner Nik Adams, from the City of London Police, said:

    As the national lead force for fraud, we welcome the launch of this charter. Insurance fraud is not a victimless crime.

    It increases the cost of premiums for honest customers, while fraudsters who sell fake car insurance or deliberately cause road traffic collisions to claim compensation put motorists at risk.

    The Insurance Fraud Enforcement Department, a partnership between law enforcement and industry, is at the forefront of tackling this crime.

    This charter is another step forward in establishing a whole system approach to combatting fraud, as it is a commitment from organisations across the insurance sector to join law enforcement in tackling key threats, enhancing criminal justice outcomes and improving victim support.

    The charter covers the vast majority of the insurance sector ranging from general insurance firms to underwriters and has the backing of the British Insurance Brokers’ Association, London & International Insurance Brokers’ Association, Lloyd’s of London, Lloyd’s Market Association and the International Underwriting Association, alongside ABI. 

    Nobody is immune from fraud. According to the latest ONS Crime Survey Statistics, fraud is most common crime in England and Wales and 1 in 16 adults experienced fraud in the twelve months to the end of June 2024.  

    This is the first Joint Fraud Taskforce meeting of 2024.

    The taskforce meetings bring together government departments, law enforcement, regulators, private sector and victim groups to strengthen the response to fighting fraud and better protect the public.

  • MIL-OSI Global: The long culinary history of pumpkins – from ancient Mexican soups to modern spiced lattes

    October heralds the beginning of pumpkin season. Over the course of the month, they will be used for a variety of non-culinary purposes. In Belgium, they are hollowed out for boat races, and in Ludwigsburg, Germany, thousands of multi-coloured pumpkins are used to make seasonal sculpture parks. At the end of the month, they will be carved up with a ghoulish grin to celebrate Halloween, a tradition that is becoming increasingly popular across the globe.

    Despite being harvested until December, for many, Halloween will mark the end of pumpkin season with the decorations unceremoniously binned. Studies show that just over half of the pumpkins bought in the UK each year (18,000 tonnes of them) go to waste uneaten. Many people don’t even realise that pumpkins are edible.

    But it hasn’t always been this way: pumpkin carving is actually a fairly recent tradition, practiced in the US since around the 1890s. Before becoming the symbol of Halloween, pumpkins had a very long history as a foodstuff.

    Like tomatoes, maize and potatoes, the pumpkin is indigenous to the Americas, with the earliest evidence of pumpkin consumption dating as far back as 8,000BC in Oaxaca, Mexico.

    Pumpkins have come a long way since then, as Indigenous American communities carefully adapted the wild pumpkin into successively bigger and better-tasting varieties. These weren’t all the bright orange we’re familiar with: white, green and yellow varieties were also common, mixed in with squashes (a genetically identical relation).

    In pre-colonial America, there were a host of different ways to prepare the vegetable, as pumpkin historian Cindy Ott explains. She wrote that Indigenous communities ate pumpkins in soups, roasted them on embers, made them into sauces and baked them into a “bread”.

    Pumpkins and squash were commonly grown and eaten with maize and beans; a combination sometimes called the “three sisters”.

    The rise of the ‘pompion’

    The pumpkin only came to Europe in the 1500s, following the invasion of the Americas. This new vegetable wasn’t as much of a surprise to Europeans as we might expect: gourds, cucumbers and melons are from the same family as pumpkins, Curcubitaceae, and the plants all look very similar, with trailing vines and large golden flowers.

    In European languages, the new plant was given the name of these more familiar foods, so that in English and French it became the pompion (another name for melons), in Italian the zucca and in German the kürbis (both names for gourds).

    All these overlapping names caused some confusion. In 1640, botanist John Parkinson wrote of “gourds or millions, or pompions, or whatsoever else you please to call them”.

    The recipes that pumpkins are best known for in today’s Anglo-American cuisine come from this era of food history. “Pumpion” pies started to appear in English recipe books in the 1660s, but they weren’t much like today’s versions.

    An early printed recipe was written by Hannah Woolley, an English writer who published books on household management, in 1672. It instructs the reader to fry egg-coated slices, mix these with raisins, sugar and fortified wine then place the mixture in a pie dish on top of apples. A little different maybe, but it doesn’t sound too bad.

    The apple association stayed strong in England. Another method, recorded in 1735, was to scoop out the pulp, mix it with chopped apples and sugar, bake this in the hollowed pumpkin, then eat it spread on bread. The author was careful to note that this meal was “too strong for persons of weak stomachs, and only proper for country people who use much exercise” – so be careful if you try this at home.

    The pie recipes followed a longer tradition of sweet-and-savoury pies which were popular in England at the time. This is also where we get the typical “pumpkin spice” from. These pies were made with artichokes, sweet and ordinary potatoes, and even earlier with parsnips, skirrets and eryngoes (once popular root vegetables). They were mixed with the go-to expensive spices of the day: cinnamon, nutmeg, mace, cloves, ginger and sugar. Maybe we should be calling it the “skirret spice latte”.

    As Europeans steadily colonised America over the 17th century, they brought with them their familiar recipes, including spiced pies. Here, in the home of pumpkins, they had an abundance to make them from.

    The steady rise of Halloween in the globalised age suggests our current waste issue will get worse before it gets better. Reviving the egg-apple-pumpkin pie might not be the solution, but there are plenty of other ways we can use these versatile vegetables. Remembering that pumpkins had millennia of history as a food before they were a decoration is one step on the way.

  • MIL-OSI Global: Mary Queen of Scots and the clandestine tricks of the women who kept her secrets

    Mary, Queen of Scots spent almost 20 years in captivity. She was held in various locations across Britain from 1568 until her execution on February 8 1587. As I explain in my new book, Captive Queen: The Decrypted History of Mary, Queen of Scots, during this period she relied upon letters to maintain her support back in Scotland, encourage international allies to join her cause and foster allegiances in England.

    Mary was aware that her letters were routinely read by her jailers and passed on to be scrutinised by Elizabeth I’s closest advisers, notably William Cecil. At times, she was forced to rely on clandestine techniques, including writing in invisible ink. She wrote that “although such artifices be very hazardous and vulgar, they will serve me in extreme necessity”.

    Less technical means of conveying correspondence covertly also proved useful. Letters were regularly passed surreptitiously in clothing. They could be slipped under the sleeves of ladies’ gowns, sewn into doublets, or even packed into the heel of a shoe.

    In 1572, Mary’s longest-serving custodian, the earl of Shrewsbury, George Talbot, reported that he had discovered that Mary was having letters left hidden under stones in the gardens. These would be collected later by servants and carried out of the property, to avoid unwanted attention.

    Mary also used complex ciphers to disguise the contents of her correspondence, especially when she wished to discuss plots designed to set her free. Hundreds of her coded letters survive in different forms (as copies, translations, and originals), many of them from supporters who were directly involved in schemes including the Babington plot of 1586, which aimed to assassinate Elizabeth I and replace her with Mary.

    The women who carried Mary’s secrets

    The role of women in Mary’s coded correspondence is often overlooked. Yet she relied upon her female supporters to ensure that covert networks were maintained during her captivity.

    The countess of Northumberland, Lady Anne Percy, was one of the noblewomen at the heart of a transcontinental network of Catholic exiles who went to great efforts to preserve clandestine channels of communication between themselves and Mary.

    In August 1571, William Maitland of Lethington, Mary’s principal secretary in Scotland, wrote to her. He explained that he had shared a new cipher so that Lady Percy could write to Mary secretly. Several years later, Mary confirmed that she was still writing in code to Lady Percy and receiving such letters in return.

    Similarly, Mary communicated with Scottish noblewomen using ciphers. Lady Livingston, Agnes Fleming, journeyed with Mary into England in late 1568 and remained by her side in captivity until 1572, when she returned to Scotland. We know that she communicated with Mary using coded letters because in 1573 Lethington warned her that she must stop using their usual cipher.

    He explained that the letter bearer had been arrested and so their cipher was likely “known to their adversaries”. Lady Livingston remained a loyal supporter of Mary after she returned to Scotland. She was even briefly imprisoned in Dalkeith by the regent of Scotland, James Morton, for sharing news and intelligence via secret messages.

    Lady Ferniehirst, Jean Scott, also composed coded correspondence to navigate the surveillance and scrutiny that the Scottish queen was subject to in England. Her husband, Sir Thomas Kerr of Ferniehirst, was exiled in 1573 following his attempts to hold Edinburgh Castle on Mary’s behalf. This meant that during the 1580s, Lady Ferniehirst was crucial to the survival of a network of Scottish nobles who continued to agitate for Mary’s restoration.

    She regularly acted as an intermediary between Mary and James VI, allowing at least some of their communication to avoid English detection. Several of Lady Ferniehirst’s own coded letters to Mary survive, and many were intercepted and decoded by contemporary agents seeking evidence of Mary’s plotting.

    In 1578, Mary requested that Lady Ferniehirst’s 13-year-old daughter be allowed to join her household in England. Aware of the clandestine correspondence between the two women, this request was denied by Elizabeth I. She suspected that Lady Ferniehirst’s daughter would ensure even more coded letters managed to make their way from Mary to her supporters.

    The correspondence of Mary’s female supporters reveals early modern women’s skilful navigation of political crisis. Illuminating the examples of women like Lady Percy, Lady Livingston and Lady Ferniehirst challenges gendered assumptions that have led to women being underestimated or dismissed throughout history.
