    A three-day crackdown against people-smuggling gangs saw 31 arrests.

    A Home Office crackdown against people-smuggling gangs and people exploiting the Common Travel Area (CTA) has led to the arrest of 31 people in multiple locations across the UK.  

    As the government steps up its pursuit against the criminal groups abusing our borders on all fronts, Immigration Enforcement teams, alongside UK police forces and international partners, descended on locations in the UK including Belfast, Scotland, Liverpool and Luton as part of a three-day operation.   

    Checks were conducted at major ports, airports, and road networks across the country, targeting illegal migration and disrupting smuggling routes. Ruthless criminal gangs, operating both in the UK and internationally, often exploit vulnerable migrants, charging them thousands of pounds to enter the UK illegally, luring them with false promises of a better life.  

    During the operation, £400,000 of criminal cash and 10 fraudulent identity documents were seized. These documents, which are critical tools used by people-smuggling gangs, enable them to evade immigration controls. Created by criminal networks, counterfeit documents allow migrants to bypass border checks, trapping vulnerable people in further illegal activities. By exploiting these people, the gangs not only profit but also place them at risk of severe legal and personal consequences.  

    The multi-agency operation was led by Immigration Enforcement’s Criminal and Financial Investigations team in Northern Ireland, the Police Service of Northern Ireland (PSNI), the National Crime Agency (NCA), other UK police forces, and international partners.  

    This operation is part of a national effort to stop irregular migration and human trafficking at key entry points across the UK, as the government works to tackle people-smuggling gangs and bring those exploiting vulnerable people to justice.  

    Minister for Border Security and Asylum, Dame Angela Eagle, said:  

    This government will not stand by as criminal gangs exploit vulnerable people, risking their lives and giving them false hopes of a better life in the UK. Driven by greed, these gangs have no regard for human life or safety, charging outrageous fees, preying on those desperate to escape hardship, and forcing them into illegal and dangerous situations.  

    We are taking the fight to them on all fronts under the leadership of our new Border Security Commander. Dismantling the business models of these gangs does not just apply to the small boats trade – we are also stamping out other routes into the UK to bring them to justice and slash their profits.” 

    Home Office Immigration Enforcement Inspector, Jonathan Evans, said:  

    This operation has been a huge success and sends a clear message that the smuggling gangs who break our laws will face serious consequences.  

    We are taking action day in, day out to ensure we stay a step ahead of these criminal groups, disrupting them at the earliest possible stage. We will continue working relentlessly to ensure no one abuses the Common Travel Area or the UK’s borders.

    Sarah Cook, Flood Duty Manager at the Environment Agency, said:

    Persistent heavy rain and thunderstorms could lead to significant surface water flooding on Monday across parts of England. The impacts could include localised flooding in urban areas and fast responding catchments, including some property flooding as well as travel disruption. The risk from river flooding remains low.

    Environment Agency teams are out on the ground, and ready to support local authorities in responding to surface water flooding. We urge people to plan their journeys carefully, follow the advice of local emergency services on the roads and not to drive through flood water – it is often deeper than it looks and just 30cm of flowing water is enough to float your car.

  • MIL-OSI United Kingdom: Rural Flood Resilience Partnership launched to help farmers and rural communities adapt to a changing climate

    Partnership unites six organisations including: Action with Communities in Rural England; Association of Drainage Authorities; Country Land and Business Association; Environment Agency; National Farmers Union; and Natural England

    With rural communities increasingly on the frontline of extreme weather and the devastating impacts of flooding, a unique partnership has been launched today (23 September 2024) to support rural flood resilience and help farmers and communities adapt to a changing climate. 

    Climate change means that people, places and nature are facing more frequent and more severe storms and floods. Last winter saw one of England’s wettest periods since records began in 1836. 

    The Rural Flood Resilience Partnership has been established to improve collaboration, deepen understanding of vulnerabilities, and support rural communities and agricultural businesses in building their resilience to present and future flood risks and coastal erosion. 

    The Partnership unites organisations representing government agencies, trade associations, rural communities and businesses to tackle a joint challenge with joint solutions. 

    The six equal founding partners are: Action with Communities in Rural England; the Association of Drainage Authorities; Country Land and Business Association; the Environment Agency; the National Farmers Union; and Natural England. 

    Today, the Partnership publishes its work plan covering 2024 to 2026. Partners and a wide range of projects will work together to improve their evidence base and will draw on this to co-develop solutions. 

    The work plan sets out 21 actions supporting seven strategic outcomes focused on: developing the evidence base behind decision-making to increase resilience; ensuring communities, farmers and landowners have access to quality advice and support; and engaging rural communities in flood resilience.  

    James Blake, Chair of Trustees Action with Communities in Rural England, said:

    It’s vital that everyone living and working in rural communities – not just those involved in land management and agriculture – have an opportunity to engage with and influence plans to manage the consequences of climate change.  

    As one of the founding members of this partnership, we look forward to drawing on the experience and reach of ACRE members to build the capacity of rural communities to come together and consider what can be done based on local circumstances in response to this most pressing global issue.

    Robert Caudwell, Chair of the Association of Drainage Authorities, said:  

    Our climate is changing rapidly, and those living and working in rural parts of England are some of the most aware of, and most vulnerable to, those changes.

    Listening to the voice of rural communities is essential if we are to build England’s resilience to flooding and drought in the future. 

    The best solutions can often be achieved when public authorities work together with local businesses and communities, combining their land and water management expertise with a deeper understanding of our local landscape and those impacted.

    Country Land and Business Association (CLA) President Victoria Vyvyan said:

    The damage to rural land and businesses from flooding is localised but acute, and the frequency of these events will increase with climate change.  

    It is crucial to improve the resilience of rural businesses and communities to flooding. The CLA hopes this partnership will provide the evidence, awareness of risks, and access to practical advice that will allow them to improve their resilience.  

    This partnership will look for short and medium-term solutions whilst raising awareness of the rural-specific costs and challenges from flooding which our members face.

    Caroline Douglass, Executive Director for Flood and Coastal Risk Management, Environment Agency, said: 

    Flooding presents specific challenges to those living and working in rural communities, from ruined crops to having road access cut off by floodwaters.  

    Since 2015, flooding and coastal change projects have been completed to protect more than 400,000 hectares of agricultural land better. This includes 280,000 hectares between 2015-2021, helping to avoid more than £500 million worth of economic damage to agricultural land production.

    While the Environment Agency continues to work to strengthen rural flood resilience, no single organisation can tackle these challenges in isolation. This partnership provides the opportunity to accomplish more than any one organisation can manage alone. 

    The new Rural Flood Resilience Partnership will help farmers, land managers and rural communities become more resilient to the impacts of climate change while retaining the vital role of managing land and producing sustainable food.

    NFU Vice President Rachel Hallos said: 

    The NFU is pleased to be involved in this new Partnership and hope it will enable farmers and rural communities to strengthen the resilience of their homes and businesses by providing practical solutions based on tangible evidence to some of the challenges they face in the event of flooding. 

    It will also give rural communities the means to influence decision making, provide access to resources and support action on the ground, strengthening rural resilience to flooding in a changing climate. 

    Farmers are on the frontline of climate change – our biggest challenge. The extreme weather this brings is one of the main threats to UK food security and more severe storms, devastating floods, and increased periods of little or no rain are all impacting our ability to produce food. 

    The country has just experienced its wettest 18 months since records began in 1836 which left many thousands of acres of productive farmland under water. There are still many farm businesses in dire need of support, and we are awaiting details of how the Farming Recovery Fund can help those businesses recover from the impacts of the devastating flooding and saturated ground.

    Natural England’s Greener Farming & Fisheries Director, Brad Tooze, said:

    Natural England champions the power of nature and nature-based solutions to help tackle the joint climate and biodiversity emergencies.  

    NE welcomes the opportunity to join this partnership and add our science and evidence expertise and our local farm advice offer into the mix. Together we can support farmers and land managers to farm in more flood resilient ways – supporting communities to become more flood resilient and recovering nature at the same time. 

    From signing up to the Sustainable Farming Incentive to manage arable land for flood/drought resilience and water quality or by working with others to restore a river and floodplain in Landscape Recovery every farmer and land manager can make a difference.

    The Partnership forms part of the wider work that all partners are undertaking on flood and coastal resilience.  

    All flood and coastal risk management schemes delivered by risk management authorities in England are carefully assessed to make sure they benefit the most people and property. Approximately 40% of all schemes and 45% of investment better protect properties in rural communities.

    The 72 hectare ‘Starrs Creek HR – Stage 2’ aims to provide a fuel reduced zone within Coorabakh National Park, aiding in the suppression of bushfire in the area.

    The burn will also stimulate reproduction of the critically endangered Banksia conferta within the prescribed burn area.

    NPWS crews will be working on roads and trails throughout Coorabakh National Park to implement the burn. The public are advised that smoke may affect roads in the area and motorists are reminded to exercise caution when driving along roads in the area.

    Hazard reduction burns are essential to reduce bushfire fuel loads to help protect parks, neighbours and communities from future bushfires. Fires such as this one are also specifically planned to have an ecological outcome.

    All burns around the state are coordinated with the NSW Rural Fire Service.

    People with known health conditions can sign up to receive air quality reports, forecasts and alerts via email or SMS from the Department of Climate Change, Energy, the Environment and Water (NSW DCCEEW).

  • MIL-Evening Report: Dogma or data? Why sentencing reforms in NZ will annoy judges and clog the courts

    The Luxon government surely has little sense of irony.

    Shortly after introducing the Parliament Bill, designed to reinforce the fundamental constitutional principle of the separation of powers, it has introduced the Sentencing Reform (Amendment) Bill, which seeks to constrain the judicial arm of the state.

    Its purpose is to put more people into prison for longer. In its Regulatory Impact Statement, the Ministry of Justice estimates 1,350 people will be added to the current prison population. The ministry is also clear that most of the changes are unnecessary and rest on inadequate consultation, particularly with Māori.

    The main change the bill makes is to cap reductions in a prison sentence for mitigating factors at “40% of the sentence”, unless that would be “manifestly unjust”.

    Mitigating factors

    To understand why this is a problem, we need to start with how the Sentencing Act 2002 works. First, the seriousness of an offence provides a starting point. Since the maximum sentence is for the worst example of the offence, the facts can be put on a scale.

    Secondly, the judge considers aggravating factors, such as repeat offending, malicious motivations or the victim’s vulnerability. The new bill specifies various additional aggravating factors, but the ministry notes these are already taken into account.

    Finally, the judge looks at mitigating factors, such as youth, intellectual disability or mental illness, remorse and positive steps to remedy the cause of offending.

    One important available reduction is for a guilty plea. The bill will cap this at 25% – the Supreme Court already decided this several years ago.

    Sentence reductions based on these factors will regularly exceed the overall 40% cap proposed in the new bill. For example, impulsive offending by a young adult with ADHD who was in state care because of family abuse, and who pleads guilty early, would likely mean a considerable sentence reduction.

    Similarly, offending by someone who both admits it, shows remorse and assists the police would qualify for considerable reductions.

    ‘Moral and fiscal failure’

    The New Zealand judiciary is not soft by world standards. Its rate of incarceration – currently 181 per 100,000 people – places the country 90th out of 223 jurisdictions.

    This is well above Australia, England, Wales and Scotland, and double the rates in Northern Ireland, the Republic of Ireland and Canada. As Māori have long made up more than 50% of the prison population, their incarceration rate is at US levels. Do we really want to make this worse?

    When former Finance Minister Bill English observed New Zealand’s high prison population represented a “moral and fiscal failure”, he asked the chief science advisor to collate the evidence.

    The resulting 2018 report, Using Evidence to Build a Better Justice System, concluded the prison population had grown because of “dogma not data”.

    Prisoners are seven times more likely than the general population to have a mental health or substance abuse problem. Ninety percent have a history of mental health or addiction, with 60% still affected. Up to 70% have significant literacy problems.

    The sentencing reform proposals rest on the notion people should take more personal responsibility. But they overlook the reality of most of the people in the system having a reduced capacity to do that. This looks more like dogma than data.

    And since prisons train people in criminal ways and provide gangs with recruits, but do not deal with underlying causes of criminal behaviour, it is dogma that risks creating more victims.

    A stressed justice system

    On top of this, the criminal justice system is creaking, without enough judges or courtrooms. Complainants, defendants and witnesses already wait too long for trials.

    Reductions in sentences for guilty pleas and other mitigating features are essential to preventing this from getting worse. Some of these factors only come to light at the sentencing hearing when pre-sentence reports (often including medical reports) are provided.

    Also, the final preparation for a trial often leads the prosecution to accept a plea to a less serious offence. And the time waiting for a trial often means a defendant will have served all or much of their sentence already.

    If a judge feels obliged to impose a higher sentence because of the new amendments, lawyers will have to advise defendants accordingly. Inevitably, more will decide to take their chances in a trial rather than plead guilty.

    That means more complainants will have to give evidence, some defendants will be acquitted, and the criminal justice system will creak more.

    Judges and rules

    Judges will have to confront some dissonance in the law. The Sentencing Act requires judges to impose the “least restrictive” sentence. But a sentence that is longer than appropriate doesn’t meet that requirement.

    A longer-than-necessary prison sentence is arguably arbitrary detention. But the New Zealand Bill of Rights Act requires judges to interpret other statutes to avoid breaching rights if possible, including the right not to be detained arbitrarily.

    In addition, a fair trial should aim to secure the right sentence for the individual defendant.

    Judges do not sign up to breach people’s rights. Nor do they like it when the executive branch of government uses its parliamentary majority to overstep the separation of powers. Quite properly, they will do what they can to secure individualised justice.

    They might, for example, set a sentence at the low end of the available range to achieve the same outcome while appearing to abide by the new 40% cap. Or they might just decide a rehabilitative sentence, invariably non-custodial, is the better outcome.

    Judges spend all their time dealing with rules. You can expect them to be creative in finding ways around restrictions that should not be imposed on them.

    Now in its 26th year, the awards acknowledge the personalised, sustainable, and digitally enabled programs that contribute to the wellbeing of patients and the community.
    NSW Health Secretary Susan Pearce AM said it is really exciting to celebrate the people and teams who are enriching health in millions of ways every day.
    “These awards are a chance to recognise our incredible healthcare staff and volunteers, across the public health system,” Ms Pearce said.
    “It is important to celebrate innovative and sustainable programs which invest in the wellbeing of the NSW community, while also delivering better patient outcomes.

  • MIL-OSI Australia: The Albanese Government invests in future psychologists fast tracking workforce expansion

    The Albanese Government will increase the number of postgraduate psychology places at universities and provide more psychology internships and supervisors so Australians can access a psychologist when needed.  

    This will help remove barriers to studying and working in mental health, which is sorely needed while Australia faces a critical shortage of mental health workers. 

    The Albanese Government will support Australia’s leading universities to provide up to an additional 500 student places and grow postgraduate psychology courses over a four-year period. 

    Despite strong demand and interest from students, currently only 10 per cent will complete the required postgraduate course to become a registered psychologist due to the limited number of university places.   

    The following universities successfully applied for funding through the 2023–24 Postgraduate Psychology Incentive Program Grant Round and will provide 146 additional student places this year:

    To address bottlenecks in the psychology training pipeline, the Albanese Government will also provide Supporting Provisional Psychologists to Practice grants to increase the availability of psychology internships and supervisor training. 

    This initiative will support provisional psychologists by funding 681 one-year internships over a four-year period and up to 2860 Psychology Board of Australia endorsed supervisor training places. 

    To prioritise areas of greatest need, half the internships and supervisor training will be offered to people in First Nations communities, culturally and linguistically diverse communities and people living in regional, rural and remote areas of Australia. 

    The following organisations will deliver the internships and supervisor training: 
    •    Stream 1 – psychology internships: 
    o    Western Sydney University (NSW) – 84 places 
    o    Grand Pacific Health (NSW and ACT) – 30 places 
    o    Marathon Health (NSW) – 36 places

    The Albanese Government has also committed to work with the Psychology Board of Australia to reform and redesign the psychology higher education and registration pathway to make it simpler for students to complete their studies and work in the mental health system.  

    The redesign will consider opportunities to streamline psychology training, embed a focus on practical learning, and address access and equity challenges with consultations due to commence early in 2025.

    Broken Hill seniors will be ringing in the festive season this November with singing sensations Amy Lehpamer from the musical & Juliet, Arlo Sims, Liz Player and Emily Kate, from The Voice, and Will Skarpona from the Conservatorium of Music.

    The stars will feature in two free concerts as part of the NSW Seniors Christmas Concerts taking place at the Broken Hill Civic Centre on Thursday 28 November 2024 at 10am and 1pm.

    The regional concerts are an annual highlight of the Christmas period and an opportunity for seniors to get together to enjoy a spectacular show and sing along to festive favourites.

    Broken Hill is one of three regional centres this year to host the NSW Seniors Christmas Concerts, with other shows taking place in Cessnock and Moree.

  • MIL-OSI Australia: Road upgrades pave the way for safer journeys for Glen Innes motorists

    Safer and more reliable journeys are on the way for motorists and freight operators in the Glen Innes region, with road upgrade works starting soon thanks to $13.5 million from the Albanese and Minns Governments.

    Glen Innes Severn Council has been approved to receive 2 packages of disaster funding under the jointly funded Commonwealth-state Disaster Recovery Funding Arrangements and the Regional Roads and Transport Recovery Package.

    The DRFA will allow Glen Innes Severn Council to complete improvement works on 9 local roads across the region including sections of Strathbogie Road, Rangers Valley Road, Furracabad Road, Glen Leigh Road, Pinkett Road, Shannon Vale Road, Haymarket Road, Maybole Road and Golf Links Road. The Shannon Vale Road upgrade was completed in February 2024.

    The Regional Roads and Transport Recovery Package will help Glen Innes Severn Council carry out improvement work on regional roads including sections of Emmaville Road and Wellington Vale Road.

    The work includes strengthening through cement stabilisation of the base pavement and resealing to make the roads better able to withstand prolonged periods of wet weather and flooding.

    Geotechnical and design investigations are underway for both packages, with work expected to start later this year.

    Workers on the night shift represent one in five, or 21% of workers in NSW – or more than 870,000 people.

    The refreshed NSW 24-Hour Economy Strategy, A New State of Night, outlines the work and programs of the Office of the 24-Hour Commissioner as it expands its remit to support night-time economies across the state, rather than just in Greater Sydney.

    The strategy will move beyond a focus on the hospitality and entertainment economy to one that supports a myriad of night workers – such as nurses, doctors, paramedics, police, drivers, retailers, cleaners, security guards and workers in manufacturing and construction across the state.

    Despite the essential nature of their roles, these people are often in less secure work, are often paid less and have fewer transport options, fewer childcare options, reduced safety and less retail and food options. Improving their experience requires a whole-of-government effort.

    Recent research has revealed people in NSW working between the hours of 6pm and 6am is forecast to grow by between 5% and 13% by 2031, implying a structural shift in the way the NSW economy operates, with a larger proportion of people working during the night.

    The NSW Government has been working to support the state’s night-time economy and improve vibrancy by changing regulation and legislation that constrains businesses. The second tranche of the Government’s vibrancy reforms coming later this year will propose to remove more red tape and provide greater support for special events and hospitality and live music venues.

    This strategy places a strong emphasis on data collection to inform policy development to ensure the NSW Government, local councils and private sector partners can effectively balance the night-time revival, safety and public amenity.

    An example of how the strategy will work in action is how the NSW Government supporting workers in the Randwick Health and Innovation Precinct, one of the state’s most concentrated night workforce areas, with 4500 night-time workers. The precinct is open around the clock and home to three hospitals, a major university and five medical research centres.

    Workers across the precinct and the wider community will benefit from a raft of programs designed to enhance safety and activation including:

    • $600,000 for Spot On, through the Permit/Plug/Play and Open Streets programs, to support collaboration across local businesses to unlock the potential of public streets and spaces
    • $400,000 in Community Improvement District funding backing businesses to get organised, with government, and make the most of their public spaces and local character to draw more visitors and more life to their district.
    • $200,000 for Heart of Randwick in the Uptown program, to support greater collaboration between the health and education campuses, businesses and the council to amplify its night-time offerings
    • The precinct also recently received $500,000 in Safer Cities funding, to improve lighting and safety particularly for workers going to and from work after dark.

    Other night-time worker centres include Port Kembla, a manufacturing hub with over 3,500 night-time workers.

    In Liverpool, the Health and Academic Precinct employs around 4,500 night-time workers.

    Another focus will be the new Western Sydney Airport precinct which will run 24/7 and will grow to employ around 200,000 people.

    As part of the strategy, the Office of the 24-Hour Commissioner will consult across industry to identify the pain points and bring a whole-of-government approach to solving these issues.

    Research conducted in 2024 by SGS Economics & Planning on behalf of the Office of the 24-Hour Commissioner found:

    • The top industry by the number of night-time employees is Health Care and Social Assistance, with approximately 166,000, followed by
    • Accommodation and Food Services and Arts and Recreation Services, with around 155,200.
    • The Transport, Postal and Warehousing sector employs approximately 90,500 people during night-time hours, closely followed by
    • Retail Trade with 87,100 workers.
    • The Office of the 24-Hour Commissioner will consult with industry to understand the key challenges and barriers with government to develop appropriate policy measures and initiatives to sustainably develop night-workforce participation.

    The 24-hour Economy Strategy will serve as the NSW Government’s new blueprint to cement NSW as a safe, worldclass nightlife destination for visitors, locals and workers alike.

    The refreshed strategy’s five key pillars are:

    • An Enabling Regulatory Framework – Regulatory and legislative amendments aimed at bringing back vibrancy to enable diverse, sustainable and safe night-time economies across NSW.

    Women who experience severe or complex menopause symptoms will benefit from enhanced support, with the opening of a new menopause referral site in the Murrumbidgee at Wagga Wagga.

    The Murrumbidgee Local Health District’s (MLHD) Menopause Service is part of NSW Health’s extensive menopause network, which includes four health hubs and multiple referral sites throughout the state.

    As a part of this network, the Wagga Wagga-based service is designed to assist women whose menopause symptoms have not responded to previous treatments, or who face additional complications from other medical conditions.

    MLHD’s Menopause Service is linked to the South Western Sydney LHD Menopause Hub, which means women can access a comprehensive approach to managing severe menopausal symptoms through a multi-disciplinary team of medical specialists and allied health professionals, including women’s health nurses, physiotherapists, dietitians, and clinical psychologists.

    General practitioners, specialists, and nurse practitioners can refer eligible women for advanced care, they are also welcome to make contact with the service directly by emailing MLHD-menopauseservice@health.nsw.gov.au.

    Construction of a new rehoming centre that will care for lost and vulnerable pets is about to begin thanks to the Minns Labor Government making a $12 million contribution to deliver on an election commitment to save the Sydney Dogs & Cats Home.

    For nearly 80 years Sydney Dogs & Cats Home has been providing shelter and veterinary care for lost and abandoned pets, rehoming 200,000 animals in their forever homes since the home began.

    While the former NSW Liberal Government provided the home with a peppercorn lease for a new site, funding to build a new shelter was not provided, putting them at risk of closure.

    The rehoming organisation also provides contracted pound services for several Sydney councils including Inner West, Randwick, Bayside, Georges River, North Sydney and Waverley.

    The new facility located on Crown land will more than double the organisation’s current capacity and will help cater for an increase in the number of pets being given up or abandoned, often due to cost of living pressures.

    The construction of the facility is being led by NSW Public Works which has extensive experience delivering projects for the NSW Government. The shelter is expected to be completed and handed over to Sydney Dogs & Cats Home by mid-2025.

    The $12 million in government funding will support the development of the first stage of the facility, with a second stage planned by Sydney Dogs & Cats Home in the future.

    The rehoming centre in Kurnell is part of the NSW Government’s broader commitment to ensuring best practice in companion animal management and the responsible reuniting and rehoming of pets.

    Minister for Local Government Ron Hoenig said:

    “I’m a great supporter of the Sydney Dogs & Cats Home and the wonderful work they do helping to care for and rehome lost and injured pets.

    “When we heard that this Sydney institution was at risk of closure, we knew it had to be saved.

    “Hundreds of thousands of animals have been rehomed thanks to the incredible work of the Sydney Dogs & Cats Home and we’re proud to now be providing them with a new home too.

    “Our goal is to minimise the number of animals entering pounds and shelters in the first place, but for those that do end up there we need to give them the best outcomes possible.

    “We know rehoming organisations are under pressure right now and this significant investment will provide much-needed assistance so that more pets can find their forever homes.

    “This new facility will make a huge difference for thousands of animals and for the councils which rely on the Sydney Dogs & Cats Home to provide their pound services.”

  • MIL-OSI Australia: Mount Royal National Park hazard reduction burn 24 September 2024

    A 140-hectare burn will take place adjacent to Kurranulla Creek, on the southernmost tip of Mount Royal National Park, east of Muswellbrook, and 5 km due north of Carrowbrook.

    The burn will begin in the morning, with crews continuing into the late evening. Crews will be present for a number of days after the burn.

    The low intensity burn is being undertaken to reduce fuel loads in the area and protect neighbouring properties.

    NPWS will be assisted by the NSW Rural Fire Service.

    Smoke may be visible and impact on the area around Carrowbrook and Mount Royal for a number of days. Motorists should exercise caution when driving along roads in the area.

    People with asthma or who are susceptible to respiratory problems are advised to stay indoors, close windows and doors, and follow their health plan.

    This burn is one of many hazard reduction operations undertaken by NPWS each year, many with assistance from the Rural Fire Service and Fire and Rescue NSW.

    All burns around the state are coordinated with the NSW Rural Fire Service to ensure the impact on the community is assessed at a regional level.

    People with known health conditions can sign up to receive air quality reports, forecasts and alerts via email or SMS from the Department of Climate Change, Energy, the Environment and Water.

    Members of The Highland Council have noted an Annual Report by the Chief Social Work Officer, for 2023/24.

    The report provides information on the range of activities carried out during the past year and highlights the achievements, and opportunities and challenges moving forward. Councillors discussed the content of the report and the implications for social work and social care services within Highland Council and NHS Highland.

    Cllr David Fraser, Chair of the Council’s Health, Social Care and Wellbeing Committee said: “While recruitment continues to be a challenge for health and social care services, I am pleased that trainee and ‘grow your own’ schemes are now well established within Highland.

    “The geography of the Highlands continues to prove challenging particularly in adult social care and coupled with difficulties of recruitment the Council continues to work closely with NHS Highland to address this. The Council and partners are also responding productively to ‘The Promise’ regarding the delivery of children’s services.

    “I would like to thank all social work and social care staff for their continued focus on providing services in these constantly challenging times.”

    Fiona Duncan, Chief Social Work Officer said: “National policy, legislation, budget restrictions and increasing demand and complexity for social services coupled with a national staffing crisis have proven particularly challenging during 2023/24. In addition to this the ongoing consultation around the National Care Service also brings uncertainty for social work staff.

    “Highland has, however, remained focussed on delivering services and has invested in children’s services by increasing foster care allowances and in the Family First strategy to ensure The Promise is being met.

    “In addition to challenges there have also been significant achievements including, for example:

    • The total number of children in residential care has dropped by 35% since 2019.
    • With Bairns Hoose funding, properties in Wick and Inverness now provide a safe and warm environment for the interviewing of children and young people during child protection processes.
    • A joint Sub-Group of the Adult and Child Protection Committees has been established to take forward work in relation to young adults (16+) at risk of harm.
    • Three Family Group Decision Making Coordinators appointed have supported 33 children and their families to develop family plans or contribute to the child’s plan and are currently supporting 18 children and families.
    • Inspections by the Care Inspectorate of children’s houses recorded positive shifts for Mainstay House from ‘Adequate to Good’ and Oakwood House from ‘Good to Very Good.”

    She added: “While there have been a number of challenges during the past year, social work and social care staff across all services within The Highland Council and NHS Highland have worked tirelessly to maintain service delivery, with the focus on keeping clients and communities safe and supported.”

    Councillors voted for an option that stops the implementation of a Traffic Regulation order and brings the Academy Street Project to an end with all Covid interventions being removed.
     
    The decision made takes into consideration the challenges around funding and notes the huge amount of data collected during this project which could be useful for other projects in future.

    Central banks are public institutions with powerful tools, but the way these tools affect the economy is constantly changing. This uncertainty comes, in part, from the famous “long and variable” lags of monetary policy transmission.[1] It typically takes 18 to 24 months for a change in interest rates to have its peak effect on the economy and inflation.[2]

    But there are also more fundamental issues that affect the transmission of monetary policy, which were identified by Federal Reserve Chairman Alan Greenspan 20 years ago. He wrote that:

    “The economic world in which we function is best described by a structure whose parameters are continuously changing. The channels of monetary policy, consequently, are changing in tandem.”[3]

    In other words, the effectiveness of monetary policy is intrinsically linked to the evolving structure of the economy. In recent years, uncertainty about policy transmission has been particularly acute.

    We have faced the worst pandemic since the 1920s, the worst conflict in Europe since the 1940s, and the worst energy shock since the 1970s. These shocks have changed the structure of the economy and posed a challenge for how we assess the impact of monetary policy. This challenge was exacerbated by the fact that the pandemic caught us after a long period of anaemic growth, below-target inflation and low interest rates.

    To manage this uncertainty, we introduced a three-pronged policy framework, focusing not only on forecast inflation but also on underlying inflation dynamics and the strength of transmission. This framework has been instrumental in helping us calibrate the rate path over the last phase of the hiking cycle, during the period when we held rates at their peak and, more recently, as we have started to make policy less restrictive.

    Our determined policy actions have successfully kept inflation expectations anchored, and inflation is projected to return to 2% over the second half of next year. Considering the size of the inflation shock, this unwinding is remarkable.

    But the uncertainty ahead is still profound. The economy is currently undergoing transformational changes and we need to analyse and understand their impact.

    While some of these changes – like climate change and ageing societies – are unique to our times, others resemble those that took place a century ago. Two specific parallels between the “two twenties” – the 1920s and the 2020s – stand out. Today, like back then, we are seeing setbacks in global trade integration, at the same time as strides forward in technological progress.

    But there is an important difference in how these changes are affecting monetary policy.

    In the interwar period, structural shifts affected the prevailing monetary policy strategy. The main lesson for central banks was that the dominant paradigm was not robust in times of profound structural change.

    It was this realisation that led to modern monetary policy strategies emerging a few decades later, with a core focus on price stability and flexible policy strategies to deliver it.

    Thanks to these developments, we are in a better position today to address these structural changes than our predecessors were. The challenge we face is not about our goals, which have proven successful, or our tools, which are sufficiently flexible.

    Rather, it is about how monetary transmission will be affected by structural shifts, and how we should adjust our analytical frameworks to these shifts.

    In my remarks today, I will start by exploring the parallels between the structural changes of the 1920s and those of the 2020s, while highlighting the different implications for monetary policy in each era. I will then share some preliminary considerations for the evolution of policy frameworks.

    My main message is that we must be ready for change and prepared to use the flexibility in our frameworks as necessary. To ensure stability in the future, our approach must continue to embody “stability without rigidity”, allowing us to adjust swiftly as the economy transforms.

    Post-war structural shifts and monetary policy in the 1920s

    If we go back a century to the 1920s, the world economy was going through a series of transformations. These shifts pulled in different directions, representing both setbacks and strides forward from the previous environment. They fundamentally changed the structure of the economy.

    Two of these shifts had profound implications for monetary policy.

    The first was global fragmentation, which put an end to the open, liberal economic order of the late 19th century and its assumed permanence.

    The decades leading up to the First World War had seen rapid global integration. World trade as a share of GDP rose from 10% in 1870 to 17% in 1900 and then to 21% by 1913, creating new expectations and lifestyles. As John Maynard Keynes famously wrote:

    “the inhabitant of London could order by telephone, sipping his morning tea in bed, the various products of the whole earth, in such quantity as he might see fit, and reasonably expect their early delivery upon his doorstep […] he regarded this state of affairs as normal, certain, and permanent.”[4]

    At the same time, the dominant paradigm among major central banks was the gold standard, which prioritised maintaining an external equilibrium and relying on intrinsic mechanisms for domestic credit to adjust to external imbalances.

    But the war brought about the end of Pax Britannica, while the United States was reluctant to assume the role of global hegemon sustaining open trade. Economic nationalism rose and a rapid unravelling of globalisation followed. World trade as a percentage of GDP fell to 14% in 1929 and 9% in 1938.[5][6] Tariffs more than tripled in most European countries[7] and also rose in the United States.[8]

    Major central banks initially attempted to revive the gold standard in the mid-1920s to recreate the conditions for open trade, but they faced a worsening trade-off.

    As Ragnar Nurkse showed in his seminal study, in a more unstable world, central banks increasingly had to use gold reserves as a buffer against external shocks rather than allowing them to be transmitted to domestic credit growth.[9] While this approach was intended as a “second-best” policy to maintain a degree of domestic stability, it ultimately exacerbated deflationary pressures. Deflation in turn fuelled economic malaise and contributed to the cycle of economic nationalism.

    The second major shift in this period was rapid technological progress. While fragmentation was a step back, technology unambiguously took a step forward. But it triggered a series of changes in the economy and financial markets that created new challenges for central banks.

    Innovation accelerated rapidly in this period, fuelled largely by spillovers from wartime advancements. This surge saw new machinery introduced on a much larger scale than before. Progress was most visible with the internal combustion engine, the assembly line pioneered by Henry Ford, and the electrical network and motor.[10]

    The technological boom drove rapid productivity gains. In Britain, for example, 55 employee weeks were required to produce a car at the Austin Motor Company in 1922, compared with only ten in 1927.[11] For Europe as a whole, the average rate of productivity growth[12] rose to over 2% per year between 1913 and 1929, up from about 1.5% per year between 1890 and 1913.[13]

    Irrational exuberance about technology, however, also fuelled a significant rise in stock market valuations. Research indicates that a 1% increase in a firm’s stock of cited patents corresponded to a 0.26% increase in market value during the 1920s.[14] But central banks lacked a framework for dealing with booms and busts.

    Several central banks tried unsuccessfully to pop stock bubbles[15], and then they took a series of wrong turns when the crash came. The resulting banking crisis and the return to a deflationary stance – which in the United States, for example, appeared justified by the prevailing real bills doctrine – are now widely considered to have played a significant role in exacerbating the Great Depression.[16]

    A key lesson ultimately became clear for governments: central banks needed a new concept of stability. And this concept had to be reflected in their monetary policy strategies.

    As the economic historian Michael D. Bordo observed, in the 1920s central banks tried to focus on both external and internal stability, “but as long as the gold standard prevailed, external goals dominated.”[17]

    The main realisation of the interwar period was that central banks in advanced economies needed to be assigned domestic stability targets first and foremost. But it took another 30 to 40 years to realise that they would do better stabilising inflation rather than fine-tuning output and employment.

    Structural shifts and monetary policy in the 2020s

    Today, we also face some setbacks as the global economy fractures, while seeing strides forward with transformative digital technologies expanding.

    The consequences for monetary policy, however, are different.

    The last few years have been an extreme stress test of inflation targeting across the globe. We have faced not only back-to-back shocks, but also a differing variety and strength of shocks in different places. For example, Europe suffered much more than the United States from high energy prices, while the United States had to contend with the legacies of a stronger stimulus to demand.

    Yet, inflation is converging towards target almost everywhere. And remarkably, disinflation has come – at least so far – at a low cost to employment. As I recently observed, it is rare to avoid a major deterioration in employment when central banks raise rates in response to high energy prices.[18] But employment has risen by 2.8 million people in the euro area since the end of 2022.

    There are two reasons for this greater stability.

    First, decades of inflation targeting have had a deep impact on how people build expectations about future inflation. Indeed, when the inflation goal is stated sufficiently clearly, and monetary policy is credible, inflation expectations will remain anchored, which makes the adjustment process to an inflationary shock less painful.

    Second, over time central banks have recognised that stability should not mean rigidity.

    Indeed, we are better placed to confront structural changes because policy strategies combine three elements: clearly defined inflation targets, flexible policy toolkits to deliver those targets, and analytical frameworks that can assess and respond to changes in the economy, thereby feeding into our reaction functions. We have used all these elements in recent years to ensure that monetary policy maintains price stability without excessive costs to the economy.

    For these reasons, the ongoing transformations will not revolutionise the goals of monetary policy as they did a century ago. But they are likely to have a more profound impact on monetary transmission.

    Setbacks: fragmentation

    Just as one era of globalisation reached a turning point in the aftermath of the First World War, we are now witnessing another wave of globalisation plateauing. The hallmark of this era was the geographical unbundling of production through global value chains (GVCs), which led to a doubling in the value of traded intermediate goods. It now accounts for over half of world trade.[19]

    But the landscape is changing. We are not seeing outright “de-globalisation” in the sense of a reversal in world trade. But we are seeing the structure of GVCs changing in response to a more volatile environment, marked by more frequent supply shocks[20] and a fragmenting geopolitical landscape.[21]

    ECB analysis finds that both the United States and the euro area have recently diversified their supply of imported goods, leading to a larger number of sourcing countries and increasing costs.[22] In the United States, firms appear to be exploring the options of both “nearshoring” production in Canada and Mexico and “reshoring” at home.[23] In Europe, the focus is on “nearshoring” production within the region while still exporting globally.[24]

    These changes have implications for monetary transmission, as they could partially reverse some of the long-term changes in the economy that may weaken transmission.

    First, they could strengthen the link between domestic slack and inflation.

    A key puzzle that central banks faced in the 2010s was that policy easing was transmitted strongly to activity but in a weaker fashion to inflation. One explanation for this disconnect was that the expansion of GVCs reduced the impact of domestic slack on inflation by shifting the focus to global factors.[25] However, if GVCs become shorter or less efficient, domestic slack and inflation may reconnect. This shift could make monetary policy impulses more powerful.

    Second, policy transmission may strengthen as GVC restructuring could potentially boost capital deepening. Inducements for “strategic sectors” to set up closer to home may lead to a resurgence of capital-intensive industries within advanced economies. In the United States, for instance, manufacturing construction spending has doubled since the end of 2021 in response to policies like the Inflation Reduction Act, the Bipartisan Infrastructure Law and the CHIPS and Science Act.[26]

    Such a shift could somewhat attenuate the long-term shift in activity towards services and the observed slowdown in capital deepening over recent decades. In turn, capital deepening could increase the economy’s sensitivity to interest-rate changes, potentially enhancing the effectiveness of monetary transmission through the interest-rate channel.

    By strengthening the transmission mechanism, these shifts could potentially allow central banks to exercise more control over domestic outcomes. But these benefits would be offset if the restructuring of GVCs led to more volatile inflation.

    In a stable global environment, the expansion of GVCs facilitated a virtuous cycle of trade integration and stable inflation, as GVCs buffered the effects of cost-push shocks. Research shows that a 1% increase in input prices resulted in only a 0.44% increase in output prices owing to this buffering effect.[27] But if supply chains were to shorten, it could lead to stronger pass-through of cost shocks.

    Strides forward: technological progress

    Like in the 1920s, setbacks in some areas are being matched by advancements in others. We find ourselves in the midst of a digital revolution that echoes the technological boom of the 1920s.

    Just as that era saw rapid advancements in electricity, automobiles and mass production, our era is witnessing unprecedented growth in digital technologies. In particular, the rapid development of artificial intelligence (AI) looks set to transform a swathe of industries, including the financial sector. And financial technology (fintech) is already having a profound impact on finance.

    In 2022, fintech generated 5% of global banking revenue, totalling USD 150 billion to USD 205 billion. This share is expected to exceed USD 400 billion by 2028, growing at an annual rate of 15%. Banks are also acquiring fintech firms and adopting their technologies to enhance their lending operations.[28]

    By changing the nature of financial intermediation and fostering competition, fintech can significantly strengthen the transmission of monetary policy decisions to the wider economy, influencing interest rates, asset prices, credit conditions and ultimately growth and inflation.

    For example, advanced credit scoring[29] and new sources of credit provided by fintech platforms can reduce lending constraints. By leveraging alternative data sources, which can include over 1,000 data points per loan applicant, fintech using AI and machine learning has outperformed traditional credit scoring models in predicting loss rates, particularly for riskier firms.

    These developments are already expanding access to finance. Fintechs have been found to process mortgage applications around 20% faster than other lenders.[30] The use of data could also alleviate the need for collateral, thereby extending credit to underserved businesses at a lower cost.

    The modern consumer who can quickly check their creditworthiness and secure the best financial deals through their smartphone is no distant fiction. In some ways, it mirrors how the Londoner of the past could effortlessly order global goods from their bed.

    As a result, fintechs’ credit supply tends to be more responsive to changes in borrowers’ business conditions or broader economic conditions[31], contrasting with traditional banks’ emphasis on long-term relationships with borrowers. This responsiveness also means that fintech lending could be more procyclical in times of stress, amplifying credit cycles and volatility.[32]

    But the net benefits for transmission hinge crucially on the effect of digitalisation on market structures.

    Digital markets tend to be “winner-takes-most”, as is visible in the handful of “hyperscalers” that dominate digital platforms and cloud services. For example, just three US “hyperscalers” account for over 65% of the global cloud market. Google commands an outstanding market share of more than 90% among search engines. In e-commerce, business is concentrated among a handful of top players.

    Market power has important effects on policy transmission. IMF research finds that firms with greater market power are less sensitive to changes in interest rates. In the United States, a 100 basis point increase in the policy rate causes a low-markup firm to cut sales by about 2% after four quarters. By contrast, a high-markup firm barely reduces its sales in response to the same policy change.[we start to understand the effects of global fragmentation and digitalisation on monetary transmission, we will have to continuously reassess our analytical frameworks. Just as in previous eras, stability should not mean rigidity.

    Regular strategy reviews provide an opportunity for self-reflection. We published the results of our last strategy review in 2021, which mainly took stock of the low inflation era, and we expect to conclude the 2025 assessment of our strategy in the second half of next year.

    Important elements of the previous review remain valid. In particular, we will maintain the symmetric, medium-term oriented 2% inflation target. But there are two key areas in which we need to develop our framework to be more robust in times of profound change.

    First, we need to reduce as much as possible the uncertainty created by these structural shifts. We can do so by deepening our knowledge and analysis of the ongoing transformations, and how they may affect the shocks we face and the transmission of our policy.

    Second, as uncertainty will nonetheless remain high, we need to manage it better.

    In particular, we should reflect on how our policy framework incorporates risk assessments. While our current three-pronged policy framework provides a useful set of cross checks, the strategy review provides an opportunity to consider how to balance the information from baseline forecasts with real-time information, how to make best use of alternative scenarios, and the importance of the medium-term orientation when faced with different types of shocks.

    The two main strands of our 2025 review will correspond to these goals.

    First, we will look at how the economy has changed in the post-pandemic world, aiming to distinguish as best we can cyclical from structural drivers. As part of this analysis, we will consider how we can improve our analytical framework, including embedding new techniques and sources of data into our forecasts.

    Increasing the use of AI will be an important element. Machine learning will help us, for example, to identify non-linearities in macro forecasting, to use large data sets for event prediction, and to improve inflation nowcasting. These advances may be especially important in relation to near-term forecasting, which is not the strength of traditional macro models.

    Second, we will consider what we can learn from our past experience with too-low and too-high inflation, including for our reaction function. We will look at how our medium-term orientation can be made operational when faced with both upside and downside risks to inflation expectations.

    Conclusion

    Let me conclude.

    History shows that structural shifts matter for monetary policy, even if their effects take time to appear. They affect how monetary policy is transmitted through the economy. And, in the past, they sometimes affected the fundamental goals that monetary policy pursued.

    Today, the goals of monetary policy do not change, because a focus on price stability has been shown to be crucial in times of profound change. But that does not imply that the way in which we conduct monetary policy will remain the same.

    In 1933, the Governor of the Bank of England, Montagu Norman, told his newly appointed economic advisor that “you are not here to tell us what to do, but to explain to us why we have done it.”[36]

    So, let me end by promising you this: we will not take that approach. We will draw on our best analysis, experience and knowledge, so that when change comes, we will be ready.

    “One of the curious things about the Northern Ireland economy since the introduction of the Protocol/Windsor Framework has been that services have done so much better than manufacturing. This is odd because the Protocol/Windsor Framework pertains to goods and not services, offering the goods component of the Northern Ireland economy the unique opportunity of ‘Dual Market Access.’ In this context one would have expected that the biggest winner since January 2021 would have been our manufacturing sector. Speaking on the View this week, the Economy Minister was challenged on this point but struggled to provide a convincing answer.

    “Dual market access is spoken of as if Northern Ireland has been afforded a uniquely privileged position because we are blessed with the opportunity of being located in two markets at the same time. Being part of a market means being able to move goods freely within it (having unfettered access) without having the expense of negotiating a customs or international SPS border. Dual Market Access was about getting this benefit for Northern Ireland both in terms of the rest of the UK and the Republic of Ireland/EU. There is, however, a small problem. The Windsor Framework does not provide Dual Market Access and can no more do so than it can provide a square circle.

    “What the Windsor Framework actually offers us is access to the Republic of Ireland/EU without having to engage with the expense of crossing a customs and international SPS border, but the price of this is the erection of a customs and international SPS border within the UK, separating Northern Ireland and Great Britain. Of course, trade can still take place within the UK between GB and NI, but there is no way of crossing the border – whether you use the Green or the Red Lane – without having an export number and having to negotiate the expense of a customs border and an international SPS border. The only concession here is that if your goods are eligible for the Green Lane, which requires negotiating additional hurdles like becoming a trusted trader, some of the other processes are made a bit simpler.

    “In response to this some might say, well, even if we don’t enjoy real dual market access, to the extent we get the benefit of being able to move goods freely within one economy, together with the option of accessing another economy for some purposes via a Green Lane which is less burdensome, surely that is a net gain? That might sound like a net gain but there are three huge problems.

    “First, up until 2020 Northern Ireland operated as a fully integrated part of the UK economy and the 67 million people in GB are our closest and most important market which we can now access subject to an international customs and SPS border. Whatever economic advantages there are of getting unfettered access to the Republic are more than offset by finding that, even in the Green Lane, our access to our main market is now fettered by a customs and international SPS border. Second, many businesses don’t regard the Green Lane as simpler and are opting either for the Red Lane or ceasing to trade with Northern Ireland. Third, our inclusion in the same single market for goods as the Republic, notwithstanding our remaining in the UK, means that we are now subject to the indignity of disenfranchisement, of having our laws made for us by 27 other countries in 300 different areas, laws that are made for us by a foreign Parliament in which we have no representation.

    “Far from presenting us with the best of both worlds, this is plainly the worst of both worlds.

    “If the UK Government had insisted on Mutual Enforcement, the means of managing the UK-ROI land border that did not involve partly disenfranchising 1.9 million of its citizens, one would expect that not only would our services sector have flourished since January 2021 but that our manufacturing sector would have also performed significantly more strongly since then.“

  • MIL-OSI Australia: Albanese Government triples number of teachers in High Achieving Teachers Program

    The Albanese Government is investing $70.9 million to get almost 1,500 new teachers from a range of backgrounds into schools across the country. 

    The Government is tripling the number of teachers entering into the High Achieving Teachers (HAT) Program, which provides financial assistance, mentoring and training to get teachers into the classroom more quickly, helping to tackle the teacher workforce shortage. 

    The funding will be provided to ten providers to get more people, including mid-career professionals and high-achieving school leavers, into the teaching profession.

    The HAT Program is part of the National Teacher Workforce Action Plan that Education Ministers agreed to in 2022. 

    It builds on the success of Phase 1 of the HAT Program already underway in Victoria and New South Wales with 94 per cent of graduates from the La Trobe Nexus program continuing to teach after graduating. 

    The providers will support the teachers-in-training to complete their qualifications and make a successful start in the classroom, providing them with the skills they need to commence a career in teaching.

    Participants receive a salary and split their time between practical teaching in the classroom and studying.  

    The new school teachers will start to be placed into schools that need them the most in 2025. 

    The program focuses on attracting new teachers, including with a STEM background, First Nations peoples, people with disability, teacher aides and people based in remote locations. 

    They will teach across all states and territories, in government and non-government schools, and across primary and secondary schools.

    Financial Secretary Paul Chan began his visit to London yesterday where he attended the annual “Hong Kong Dinner” engagement to share the latest developments in Hong Kong with participants.
     
    The dinner event, with about 350 leaders from the British political and business sectors and professionals invited to attend, was organised by the Hong Kong Trade Development Council.
     
    In his keynote speech delivered at the event, Mr Chan highlighted Hong Kong’s commitment to the rule of law and its competitive status in the global economy.
     
    “This is exemplified by the ranking, last year, of Hong Kong’s rule of law under the World Justice (Project) Rule of Law Index. Coming in 23rd out of 142 countries and jurisdictions, we may trail the UK, but we are still ahead of the US. And we were in the top 10 in the absence of corruption.
     
    “And, just two days ago, the Global Financial Centres Index announced that Hong Kong had climbed back to third overall – and gunning for London. We need to be ambitious.”
     
    Apart from pointing out that Hong Kong has a bright development outlook, Mr Chan welcomed British businesses and talent to explore opportunities in the city.
     
    In the morning, the Financial Secretary attended the plenary of the Hong Kong-Europe Business Council and a roundtable meeting hosted by the UK-based think tank Asia House. During the session, he introduced Hong Kong’s development strategies to European financial and business leaders, focusing on consolidating and enhancing the city’s development as international financial, trade, and shipping centre.
     
    In the afternoon, Mr Chan met UK Economic Secretary to the Treasury Tulip Siddiq and Governor of the Bank of England Andrew Bailey to discuss matters of mutual concern.
     
    He also called on Chinese Ambassador to the UK Zheng Zeguang, and introduced the latest situation and development directions of Hong Kong.
     
    Mr Chan will continue his visit in London today.

    4,000 brown bins to reach rural areas in coming weeks

    Householders in rural areas waiting for brown food waste bins can expect notification of the roll out of the next phase of the scheme, with 4,000 of the new bins now ready for delivery in the coming weeks.

    The bins are used for the recycling of food and garden waste and will go towards filling gaps in the service which has been received positively by local households since it was first introduced by Derry City and Strabane District Council.

    8,000 homes are currently waiting for a bin, and half can expect their bin to arrive over the next 8-10 weeks, while plans are being developed for the final 4,000 properties to be covered in the coming months.

    Among the areas included in this phase are Plumbridge, Drumquin, Castlederg (West), Aghyaran, Cloghcor, Cranagh, Tamnaherin/Eglinton and Clady.

    Members of the Environment and Regeneration Committee approved the plans at their September meeting after funding was agreed through the 2024/25 rates estimates process to address the deficit in resourcing the initiative.

    Council’s Head of Environment, Conor Canning, said the scheme will have a positive impact on Council’s recycling targets and climate change mitigations.

    “The brown bin scheme has been extremely successful to date in encouraging people to manage the disposal of waste more efficiently and allow us to divert the right materials into recycling and composting.  An information campaign has already begun to ensure all households are aware of the changes, and we ask people to be patient while these services are introduced. Our team will be working to deliver the bins to all areas as quickly as we can while managing regular collection services.

    “A full kit will be issued to all the homes about to be added to the service, with a letter detailing when to leave the brown bin out for collection as well as an information leaflet with advice and tips on how to use the service. Council officers have made every effort to match the brown bin collection day with the household’s existing black or blue collection day, however there may be some instances where this is not logistically possible. Details for collection will be clearly outlined within the letter forming part of the delivery set.”

    A couple who employed three illegal workers at a Chinese takeaway in the Scottish Highlands have been banned as company directors. 

    Yu Jian Chen, 39, and his wife Yunqin He, 38, recruited the workers, who were from China and Malaysia, at The Jade Garden in the village of Bonar Bridge. 

    Immigration Enforcement officials discovered the illegal workers during a raid of the takeaway last year. 

    Dave Magrath, Director of Investigation and Enforcement Services at the Insolvency Service, said: 

    Yu Jian Chen and Yunqin He failed to comply with their statutory obligations by employing three people who did not have the right to work at their takeaway. 

    Employers hiring illegal workers not only defraud the public purse but potentially put some of the most vulnerable people in society at risk of exploitation. 

    We are pleased to be supporting the Home Office with their activities by taking firm action against rogue company directors. 

    Chen and He were directors of The Jade Garden, trading under the company name JG Sutherland Limited, when Immigration Enforcement officials visited the premises in January 2023, finding two Chinese men and a Malaysian woman with no right to work there. 

    Immigration Enforcement fined The Jade Garden £45,000 for the immigration breach, which remains unpaid. 

    Brian Gillespie, the Home Office’s Immigration Compliance Enforcement lead for Scotland, said: 

    Illegal working undercuts honest employers, places vulnerable individuals at risk of exploitation and disadvantages legitimate job seekers.  

    It also impacts public finances as taxes are not paid by these businesses and workers, which is why tracking down unscrupulous employers is so important.  

    We’re pleased to secure these bans following an effective and close working relationship between the Home Office and the Insolvency Service. 

    The Secretary of State for Business and Trade accepted disqualification undertakings from Chen and He, and their five-year bans began on Thursday 19 September. 

    The disqualifications prevent the pair from becoming involved in the promotion, formation or management of a company, without the permission of the court. 

    He resigned as a director of the company five days after the Immigration Enforcement raid.

    Super-complaint on the police response to stalking

    The Independent Office for Police Conduct (IOPC), HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and the College of Policing have published a report in response to the super-complaint submitted by the Suzy Lamplugh Trust, on behalf of the National Stalking Consortium. The super-complaint raised concerns about how police forces in England and Wales respond to reports of stalking.  

     A joint investigation by the IOPC, HMICFRS and the College of Policing found that significant changes are needed to improve the police response to reports of stalking in England and Wales. 

     The joint investigation report includes a series of recommendations aimed at supporting policing to make the necessary improvements to ensure reports of stalking are consistently taken seriously and victims are better safeguarded. There are recommendations for chief constables, as well as for the Home Office, the Ministry of Justice, police and crime commissioners and the Crown Prosecution Service. These include recommendations for changes to the law around stalking and stalking protection orders. There are also actions for the College of Policing and the IOPC to further develop the available guidance and advice for police on responding to reports of stalking.

    Innovation barns that could house workshops and offices

    More skilled jobs and a place for Plymouth’s marine businesses to innovate and collaborate – that’s all part of the vision for the next stage of the Oceansgate development which has now been submitted to planners.

    A planning application has been submitted this week for a series of innovation barns – high spec large industrial units for use as workshops and prototyping along with project offices.

    Over 1,700 square metres of high-quality space within eight units is being planned to expand the existing Oceansgate complex, which is already home to 14 light industrial units and 12 offices.

    Councillor Tudor Evans OBE, Leader of Plymouth City Council, said: “Plymouth is at the forefront of marine innovation and a key part of its success is enabling businesses to collaborate with each other and test prototypes.

    “The first two phases have regenerated and revived land that had been unused by the MOD for decades. There are over 170 people employed directly or indirectly thanks to Oceansgate.

    “We need to make sure Plymouth stays at the forefront of marine innovation and this is the ideal place to help make this happen.

    “South Yard was literally built for the city’s marine industry – an industry which changes all the time. These proposals should help the city of Plymouth continue to lead in this key sector.”

    The planning application proposes two buildings that would be similar in style, but a higher specification to the already high-spec offices and industrial units at Oceansgate. The Oceansgate development has been built to reflect the historic nature of South Yard as well as the street pattern outside its boundaries with natural material such as limestone.

    The next phase promises to be even greener and built to the latest low carbon building specifications. Features include renewable energy systems, the use of lower carbon materials – such as sustainably sourced timber, stone, and recycled building materials, orientation of the buildings for heat/shade, efficient heating, ventilation and air conditioning systems. There will also be cycle parking and EV charge facilities.

    Historic England have been part of the pre-application discussions along with the Council’s planning department and it supports the Council’s Climate Emergency Action Plan.

    The Plymouth and South Devon Freeport have allocated seed capital grant of £3.256 million and the Council is service borrowing of £3.274m to fund the plans.

    Securing the City Deal nearly 10 years ago helped lay the foundations for the city’s marine and maritime innovation sector to thrive. South Yard is now a key part of the Plymouth and South Devon Freeport and offers specific tax and relief benefits for companies based within it, incentivising employers to invest and create new jobs.

    The Freeport’s Tax Site at South Yard will support the marine and defence sectors by providing a focal point for technological advances in these arenas. It is the South West’s prime location for marine and maritime capability with direct waterfront access to docks, deep water jetties, land, offices and workshops for testing, trialling, and prototyping.

    Her Royal Highness The Princess Royal paid her respects today (26 September 2024) as dozens of soldiers killed during World War One, many from Scottish regiments, were commemorated at a specially built cemetery extension in northern France.

    The event, held under autumn skies, was organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’, and was held at the newly built Loos British Cemetery Extension. It is only the second time the Commonwealth War Graves Commission (CWGC) has built a new cemetery since the end of World War 2.

    HRH The Princess Royal, President of the CWGC, formally inaugurated the new cemetery as she honoured the soldiers who were laid to rest.

    The new cemetery was commissioned and built after nearby hospital construction works discovered a large number of World War 1 remains. The CWGC wanted to ensure that, on reburial, all of the fallen would remain side by side.

    The JCCC identification process established 48 separate sets of remains from the site. Although many Scottish Regimental artefacts were found, among them kilt pins, regimental buttons and shoulder titles, individual casualties could not be accurately identified by name.

    With so many remains recovered, it was impossible for the CWGC to bury them all in one public ceremony, so 46 were buried privately at Loos British Cemetery Extension earlier this summer.

    Today, one unknown soldier of The Black Watch (Royal Highlanders) and a second unknown Scottish soldier were laid to rest by serving soldiers of the Royal Regiment of Scotland.

    The service, which included a firing party and a piper, commemorated all 48 fallen soldiers.

    Although none could be identified by name, JCCC continues efforts to identify several other casualties recovered at the same location, with the aim of burying them at Loos British Cemetery Extension.

    The War Detectives attempt to find any living relatives when the remains of British personnel from historic conflicts are recovered. If identified, relatives are invited to the re-interment and memorial service. The CWGC is a world leader in commemoration which cares for war graves at 23,000 locations in more than 150 countries.

    After today’s cemetery service, HRH The Princess Royal met with community representatives at Loos-en-Gohelle’s City Hall.

    Tracey Bowers, MOD War Detective, said: “This was an incredibly important ceremony. It is a privilege to be here with Her Royal Highness The Princess Royal as we bury these last two soldiers from, what was, a huge recovery of remains. They will now rest in the presence of their regimental family.”

    Padre David Anderson, Senior Chaplain 51st Infantry Brigade and HQ Scotland, said: “It is a tremendous honour and privilege to be here having served with The Black Watch, 3rd Battalion The Royal Regiment of Scotland, and toured Afghanistan with them, it has tremendous poignancy for me to be here to reinter the remains of two unknown soldiers one, known to be of the Black Watch, and another known only to be Scottish. It’s good that the soldiers of the Royal Regiment of Scotland are here today to bury their comrades in arms.”

    Director General of the CWGC, Claire Horton CBE, said: “We are truly grateful and deeply honoured to have welcomed our President, Her Royal Highness The Princess Royal, to inaugurate our new cemetery and pay her respects to the brave men who have now been laid to rest here.

    “This occasion marks a significant milestone for the Commission, reflecting our unwavering commitment to honouring the sacrifices made by those who served. It also emphasises that our vital work to care for the fallen all around the world is very much ongoing.

    “As we gather here today, we reaffirm our promise to maintain the graves of those interred in Loos British Cemetery Extension, and of their comrades, ensuring that their legacy will endure in perpetuity.”

    Deputy Chief Constable Paul Mills responds to HMICFRS, IPOC and College of Policing’s findings into a super-complaint on stalking.

    Today (27 September), His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services, the Independent Office for Police Conduct and College of Policing have published their findings into a super-complaint on stalking. The report makes recommendations for policing and wider criminal justice agencies to improve the response to victims of stalking.

    In 2022, the Suzy Lamplugh Trust, on behalf of the National Stalking Consortium, submitted a super-complaint that raised concerns around the police response to stalking in England and Wales, including identifying and investigating stalking behaviours and ensuring protections for victims. 

    Deputy Chief Constable Paul Mills, National Police Chiefs’ Council lead for stalking, said: “We welcome the recommendations made in the super-complaint and remain committed to doing everything possible to improve the policing response for victims of stalking. 

    “Stalking and harassment can have a devastating impact on victims. Our criminal justice system must recognise the damage and harm perpetrators cause and protect victims at the earliest opportunity. 

    “To effectively do this, policing must respond as part of a wider system approach. As the report highlights, police forces that have integrated multi-agency models to respond to reports of stalking have seen the best success at disrupting perpetrator behaviour and safeguarding victims.  

    “We must continue to drive best practice nationally across forces and ensure that police officers and staff have the right skills and resources to identify and investigate reports and provide support for victims through the criminal justice process.  

    “We are carefully working through the recommendations made for policing and will work closely with our partners across the criminal justice system and beyond to further improve and standardise the service victims receive.” 

    Policing is working hard to improve its response to stalking and harassment, which accounts for 40% of all offences related to violence against women and girls.

    • Each force has a dedicated stalking lead, and many have specialist advisors to support victims through the reporting stage and investigative process. 
    • Updated training and guidance for officers and staff has been implemented nationally, which focuses on better understanding stalking and harassment behaviours, the impact on victims and maximising existing police powers to effectively pursue offenders and safeguard victims. 
    • The introduction of a national stalking screening tool for front line officers – following a period of trial in selected forces – this new tool has been designed to support police responders to better identify whether a stalking crime is being presented, as opposed to a harassment, coercive and controlling behaviour, or malicious communications, to initiate urgent investigative action, implement safeguarding measures and safety planning processes, and to ensure referrals to the most appropriate support services are offered. 
    • We have been working with the Home Office to further embed Stalking Protection Orders with updated statutory guidance in relation to the standard of proof thresholds and improve the access to official SPO data on a more regular basis.
    • Working with Chief Constables and PCC’s to share the learning from multi-agency perpetrator programmes. 
    • Working in partnership with the Crown Prosecution Service (CPS) to improve prosecution rates by refreshing the joint protocol on the appropriate handling of stalking or harassment offences between the National Police Chiefs’ Council and the CPS and supporting the development of the Domestic Abuse Joint Justice Plan principles to improve the response to both domestic and non-domestic stalking. 
    • Improving the available data concerning the incidence of stalking, to help target further improvement activity. 
    • We are working closely with stalking charities to better understand the experience of victims and drive improvements in the police response.

  • MIL-OSI Global: How to get Britain back to work

    Addressing his party conference as prime minister for the first time, Keir Starmer made it clear that moving people into work is a priority for his government. He said even the long-term sick should be looking for a job where possible.

    In the last fourteen years, progressively more demands have been made on UK benefit claimants to prove that they are looking for a job. This approach is not based on evidence but rather rooted in an ideology with international reach. (Similar approaches have been seen in places like Australia and Ireland).

    This involves a simplistic carrot-and-stick model of human motivation to work, and a “work-first” doctrine of getting people into the first available job irrespective of its appropriateness or sustainability.

    But as a new report makes clear, looking at people’s lives in a more holistic, long-term way, with a sensitivity to the barriers they face is more likely to get results. Rather than work-first, we need a career-first approach.

    Since the start of the COVID pandemic, levels of economic inactivity
    in the UK have grown significantly. Fewer workers are entering the labour market and more older people are leaving the workforce early. The number of people not working because of long-term illness has also risen substantially.

    This isn’t great news for the new Labour government that is counting on economic growth to get the country into better financial health. It is hard to grow the economy with improved efficiency because that requires investment. A much easier route is to increase the size of the workforce.

    Recognising the risks of economic inactivity, the Commission for the Future of Employment Support was launched in December 2022 by the thinktank the Institute for Employment Studies to review the public services that help people to find a job and employers to find staff.

    Its newly released report places employment support in the wider context of the challenges in the UK labour market and its effect on economic growth. With the UK government ruling out raising the three main taxes, it must prioritise economic growth. This is why economic inactivity in the workforce really matters.

    The commission reserves its strongest criticism for the extent to which employment support has become entangled with welfare conditionality. That is, making behavioural demands on claimants, using surveillance to ensure they comply, and using sanctions – typically withholding benefit payments.

    Adults lead complicated lives, and they are unemployed for a reason (or more often, for multiple reasons). This may be to do with skills, confidence, health, local geography, the needs of dependants or many other factors. These issues will not go away if a service fails to address them. So effective career support must consider the whole person and pathways to sustainable work.

    A jobs and careers service

    The report’s recommendations are aligned with the Labour party promise to create a jobs and careers service, one of its manifesto pledges to kickstart economic growth. Labour has suggested bringing the Jobcentre Plus network together with the National Careers Service.

    The commission recommends three modes of delivery: local offices, an online service and outreach for those facing the most significant barriers. It also recommends entitlement-to-employment advice, and drawing a clearer distinction between employment support and welfare benefit administration.

    But will it work? It is hard to disagree with the recommendations – the rationale is sound and well argued. It is based on historical experience, international comparison, economic analysis and service evaluation. If a reimagined jobs and career service was provided along the lines described by the commission, then its success will probably depend on sticking closely to this vision.

    To make it happen, there are three inter-related problems to overcome. The first is financial pressures on the UK government, which limit its ability to invest.

    Second, if service users are seen as a reserve pool of labour that the government can activate in pursuit of economic growth, this may undermine reform.

    Third, career development is a professional service involving person-centred counselling and an educational approach. This requires staff trained to a professional level, with a code of ethics, who put the service user first. Previous experience of integrating career guidance in public employment services in Europe suggests that their professionalism can be undermined by the host agency.

    Now, the ball will be in the court of the Department for Work and Pensions, specifically work and pensions secretary Liz Kendall and minister Alison McGovern.

    The devolved governments of Wales, Scotland and Northern Ireland may also have a role, as these matters are at least partially in their remit. The report argues for a more complete and consistent devolution of powers for employment support to the UK nations.

    Local labour market partnerships in England are also part of this vision. This means bringing the jobs and career service together with local government, skills agencies, employers, trade unions, voluntary and community organisations and health services. Given the enormous geographical variation in labour markets, it makes sense for local areas to develop their own structures for cooperation between services.

    The main issue is that employment support policy has tended to see unemployed people as units that could and should be contributing to the economy. This needs to be flipped so that services become about helping people to get the economy to work for them, and to build a decent life with some dignity in the process. Unless this is deep in the DNA of the new service, it won’t be that new after all.

  • MIL-OSI Global: UK election: Reform and Green members campaigned more online – but pounded the pavements less

    It’s party conference season in Britain, a chance for members to meet and talk through their successes and failures from the election campaign – and start talking strategy for the next.

    Perhaps inevitably after it suffered such a crushing defeat and the resignation of its leader, the Conservative party conference in Birmingham risks taking on the air of a wake. Quite a contrast, then, with the Lib Dem bash down in Brighton, which, complete with jet skis and beach volleyball, was very much a celebratory affair.

    Admittedly, Labour’s get-together in Liverpool, plagued as it was by newspaper stories about supposedly dodgy donations and the row over winter fuel allowances, wasn’t quite as upbeat as one might expect from a party that has just won a sizeable majority.

    Whatever the outcome, many (though by no means all) members of all the parties worked hard to help deliver MPs to parliament. True, the evidence that campaigning by party members makes much of a difference to election results is hardly overwhelming.

    But it can obviously make a difference in the closest of constituency contests. Examples in 2024 would surely include Hendon, won by Labour by just 15 votes, Basildon and Billericay, won by the Tories by 20, South Basildon and East Thurrock, won by Reform by 98, and even Ely and East Cambridgeshire, won by the Lib Dems by 495.

    The party members project, run out of Queen Mary University of London and Sussex University, has been surveying party members about their activities after every election since 2015 and has just completed the 2024 exercise. And it appears that, following a decline in election campaigning in 2017 and 2019, there was a slight uptick overall this time round.

    A simple way of looking at this is to note the proportion of respondents who told us they’d spent no time at all campaigning for their party (see Table 1). This rose considerably in 2017 and even more so in 2019 but dropped noticeably this year, suggesting the grassroots are getting a little more active, even if they’re still spending way less time campaigning for their parties than they were a decade ago.

    However, the uptick was due largely to the time put in by members of the smaller parties rather than by those belonging to the Conservatives or Labour – although it should be said that members almost certainly tend to overestimate the time they put in.

    Indeed, worryingly for Keir Starmer, Labour members actually appear to have been no more active (and in some respects perhaps somewhat less active) than they were five years ago. This is possibly owing to the departure of many of those fired up by Jeremy Corbyn’s leadership in 2017 and 2019.

    On the other hand, if we dig into the type of activities members got involved in, a slightly different picture emerges. Members of the smaller parties may be putting in the work, but they’re doing it from the comfort of their homes rather than pounding the pavements.

    If we exclude the admittedly large number of party members who told us they either did nothing for their party or just hit “don’t know”, a whopping 71% of Reform members and 67% of Green members who were active said they spent time campaigning on social media in 2024. Just 45% of Conservative members who had done at least something for their party during the campaign said the same.

    However, Reform and to some extent Green members too, were less likely than members of the Conservative, Labour and Liberal Democrat parties to do some of what, in the jargon, is known as high-intensity activity – the stuff that involves direct contact with voters (or at least their letterboxes).

    Interestingly, the members of the “old” parties appear to have done less on social media than they did in 2019. Instead they put their efforts into activities that, research suggests, do sometimes make a difference, such as leafleting. The Lib Dems (as ever) emerged as the champions when it came to this activity, with 59% of members who did something for the party during the election stuffing campaign literature through British households’ letterboxes. Whether it got read on its journey from front door to recycling bin, of course, is another matter.

    But what also comes through strongly is that, worryingly for whoever takes over as leader from Rishi Sunak, Conservative members seem to be lagging further and further behind their main rivals – Labour and (especially) the Lib Dems – on campaign activities overall (see Table 3).

    Now, nobody would argue, of course, that this was the main reason the Conservatives lost the election so badly. Nor should anyone imagine that simply recruiting and enthusing more members – something each of the candidates vying to become Tory leader has vowed to do – will rapidly reverse the epic defeat the party suffered this summer. But it certainly wouldn’t do it any harm in the long term.

    After all, the Tories almost certainly have a very long and very hard road ahead of them in opposition. Persuading more people to join the party, and encouraging as many of those who do join to get out “on the doorstep” (or even just to go online if that’s all they feel up to), might not make that road much shorter. But it might make it feel just that little bit easier.
