    Former health charity Chair disqualified for benefitting from almost £350k of charity funds

    The Charity Commission has concluded its inquiry into Island Health Trust.

    In a report published today, the charity regulator concludes there was a significant misuse of funds at Island Health Trust, determining its spending on consultants and advisors excessive, unreasonable and disproportionate. It found former trustees failed to act in the charity’s best interests and did not operate exclusively within the charity’s purposes.

    Island Health Trust was set up to promote the provision of primary healthcare, establish centres to provide healthcare within the London Boroughs of Tower Hamlets and Newham, and provide grants for health-related education and facilities.

    The Commission started monitoring the charity in 2017 following concerns raised about how charity funds were being used and potential private benefit to one or more trustees. The Commission had additional concerns which led it to escalate its engagement to a formal inquiry in November 2017.

    Following an extensive investigation, the Commission has disqualified the charity’s former Chair, Suzanne Goodband, from serving as a trustee. The regulatory action was taken after the inquiry found the former Chair benefitted from £349,955 over a two-year period – amounting to 60% of the charity’s income. The disqualification is in place for 7 years and only applies to being a trustee.

    The Commission is also critical of a decision taken by the charity to appoint a consultant known to the former Chair who was paid a total of £105,834.88 across two financial years.

    Both of these payments were made for project management services after the charity was approached by a property developer in 2014. The proposal would have involved the charity selling a long lease to the developer, potentially generating more income for the charity. However, the benefits were speculative.

    After being approached, the trustees spent funds on project management services to set out a new strategic direction for the charity. The Commission found the amount spent on a project with only speculative benefits to be excessive. The eventual benefits never materialised, and the proposed new direction of the charity did not stay within the purposes it was set up to achieve.

    The inquiry also found the decision to enter into a contract with a private company owned by the former Chair was not in the charity’s best interest nor were conflicts of interest sufficiently managed.

    Wider findings include a lack of oversight of the former Chair by other former trustees and breaching the charity’s governing document by paying two former trustees sums of £15,913 and £8,325. Charities must ensure they follow their governing document when it comes to paying trustees. These failures were a breach of trust and amounted to misconduct and/or mismanagement.

    During the inquiry, the Charity Commission appointed an interim manager to the charity to work alongside the current trustees. The interim manager was tasked with reviewing the concerns raised about the former trustees and supporting legal action by the current trustees which recovered £165,000 of charity funds.

    Amy Spiller, Head of Investigations at the Charity Commission, said:

    We as the regulator, and the public, rightly expect trustees to spend funds in a way that best achieves their charity’s purpose. While charities can enter into contracts with parties connected to the trustees, this should be cost effective to ensure funds ultimately help those in need, and the conflict of interest must be properly managed.

    The actions by the former trustees of Island Health Trust fell short of these expectations and the excessive spending was unjustified.

    I’m pleased following our intervention that funds have been recovered and a new trustee board can give the charity a fresh start.

    NATALIE BARR: Australia has been dealt a horrific wake up call this morning that the rules and the regulations we thought were protecting our children are just not good enough. It follows revelations of horrific alleged crimes against children across several childcare centres in Victoria. 

    More than 2,000 families have been affected by this. Now our leaders are finally acting, but it follows years and years of experts, advocates and government bodies calling for change. 

    Education Minister Jason Clare joins us live in Sydney now. Our youngest, our most vulnerable Australians have been failed. What are you doing right now to fix this? 

    JASON CLARE, MINISTER FOR EDUCATION: The truth is, Nat, you’re right. This has taken too long for governments to act. This is sickening and it’s serious, it demands serious action. We’ve already taken action around mobile phones in child care centres and mandatory reporting, but there’s more that we have to do. There’s a lot more that we have to do. 

    When Parliament returns later this month I’ll introduce a piece of legislation in the first sitting fortnight that will cut off funding to child care centres that aren’t up to scratch when it comes to the safety of our children. 

    The big weapon that the Federal Government has to wield here is the funding that we provide to child care centres. It equates to about 70 per cent of the funding that runs a centre, and if they’re not keeping our kids safe then we need to cut off their funding. 

    There’s got to be consequences for this sort of bad behaviour when centres don’t look after our kids properly. 

    BARR: Yeah, there should be. We spent millions and millions of dollars on a Royal Commission in 2015. That recommended a national working with children scheme, it recommended a national Federal office, it recommended a national register for childcare workers. That was 10 years ago. Has the government failed these families? 

    CLARE: The system has failed these families. If the allegations are proved to be true then the system has failed these families. 

    BARR: But what is the system? Because there’s a Royal Commission, it outlines all this, it gets all the experts, our taxpayers’ money pays for it, Jason, and it gives it ‑ hands with a bow to the government. And says, “This is what you guys need to do”. 

    CLARE: Correct. 

    BARR: And look where we are today. 

    CLARE: Correct, and the implementation of those reforms has taken too bloody long, and they need to be accelerated. That’s why I’ve said we need to implement a register for educators in child care centres. It’s why we need to fix the working with children checks. That’s work that’s being led by Attorney‑Generals, but it needs to be sped up. 

    There’s no point in making excuses here, Nat. The families of these kids aren’t interested in excuses. One of these families is a friend of mine. I know how they’re feeling because they’ve rung me and told me, and I can’t repeat on television what they said to me because there’s kids watching. But this is serious, and I’m determined to act. 

    It’s a complicated system, but people watching aren’t interested in bloody excuses. They’re interested in action. And that’s what Education Ministers must take. 

    BARR: Okay. Two years ago under your Government the Children’s Education and Care Quality Authority, a national independent body, issued a warning. They said they were concerned over “the level of vetting being undertaken pre‑employment”. Why didn’t you act on that? 

    CLARE: I commissioned that agency to conduct a review of child safety and I did that after a paedophile was arrested and convicted in Queensland. You’ll remember that case. That’s what led to a number of reforms around mobile phones and mandatory reporting. But there’s a whole bunch of recommendations there that need to be implemented. 

    The key point here to make, Nat, whether we’re talking about that or whether we’re talking about working with children checks or anything else, is there’s no silver bullet here. This work will never be done. There will always be people that will try to break through the net and try to get into the system. And we’ve also always got to work on making sure that we find ways to keep them out and keep our kids safe. 

    Now not enough has been done, and not enough has been done fast enough here. But I can tell you that I’m determined to act. That’s why I put this on the agenda of Education Ministers last week and we agreed that because of what’s happening in Victoria, but also what’s happening in New South Wales after the Four Corners exposé earlier this year, and what’s happened in Queensland, that we need to bring together all of these recommendations and implement them. 

    BARR: Okay. The phone ban. You’re talking about the phone ban now, but this was brought in nationally last July, wasn’t it? Victoria is only getting centres to implement it from this September. It’s voluntary and there’ll be fines. That’s a long time between last July and this September. 

    CLARE: Too long. The short answer to that is too long. The ban was put in the National Code in last July. Most centres have implemented it. The tortuous nature of the system means it needs to be put into regulations that happen in a couple of months time, and Victoria is making sure that that happens sooner than that. 

    But all of the advice that we’ve received from ACECQA, and other experts is you’ve got to get the personal mobile phones and any digital devices that workers have out of the centre. The only photographs that you should receive of your children from the centre should be from the authorised centre owned camera or phone. That was the advice that we got. We got it for a reason, Nat, and we’re implementing it. 

    BARR: Yep, okay. Still a massive amount of work to be done. Expanding and strengthening those working with children checks, the registers. We’re going to keep on it. Thank you very much. Thanks Jason.

    PM launches new era for NHS with easier care in neighbourhoods

    The Prime Minister launches a new era for the NHS, bringing more easily accessible care closer to home.

    • Prime Minister launches government’s 10 Year Health Plan to bring the NHS closer to home
    • Neighbourhood Health Services to be rolled out across the country, bringing diagnostics, mental health, post-op, rehab, and nursing to people’s doorsteps
    • Neighbourhood health centres will house services under one roof, open at evenings and weekends
    • Plan for Change will rebuild the NHS to train thousands more family doctors, transform hospital outpatient appointments, and provide personalised care plans for complex needs

    Millions of patients will be treated and cared for closer to their home by new teams of health professionals, Prime Minister Keir Starmer will set out today, as the Government’s Plan for Change delivers a brand-new era for the NHS and delivers one of the most seismic shifts in care in the history of the health service.

    The launch of a Neighbourhood Health Service will see pioneering teams, some based entirely under one roof, set up in local communities across the country, to dramatically improve access to the NHS. As part of the Government’s aim to shift care out of hospitals and into the community, they will free up overstrained hospitals from perpetual firefighting so they can focus on delivering only the best, most cutting-edge, and personalised care.

    These neighbourhood health centres will provide easier, more convenient access to a full range of healthcare services right on people’s doorsteps – stopping them from having to make lengthy trip to hospitals. Neighbourhood teams will include staff like nurses, doctors, social care workers, pharmacists, health visitors, palliative care staff, and paramedics. Community health workers and volunteers will play a pivotal role in these teams, and local areas will be encouraged to trial innovative schemes like community outreach door-to-door – to detect early signs of illness and reduce pressure on GPs and A&E.

    Launching the government’s 10 Year Health Plan today, the Prime Minister will set out how moving care from hospitals to the community is one of the three key shifts required to tackle the inherited challenges and neglect of the NHS, make sure it is equipped to look after a modern society, and ensure people feel the change and improvements in healthcare that they voted for.

    Prime Minister Keir Starmer said:

    The NHS should be there for everyone, whenever they need it.

    But we inherited a health system in crisis, addicted to a sticking plaster approach, and unable to face up to the challenges we face now, let alone in the future.

    That ends now. Because it’s reform or die. Our 10 Year Health Plan will fundamentally rewire and future-proof our NHS so that it puts care on people’s doorsteps, harnesses game-changing tech and prevents illness in the first place.

    That means giving everyone access to GPs, nurses, and wider support all under one roof in their neighbourhood – rebalancing our health system so that it fits around patients’ lives, not the other way round.

    This is not an overnight fix, but our Plan for Change is already turning the tide on years of decline with over four million extra appointments, 1,900 more GPs and waiting lists at their lowest level for two years.

    But there’s more to come. This government is giving patients easier, quicker and more convenient care, wherever they live.

    The plan follows Lord Darzi’s diagnosis of the challenges facing the NHS last year where he assessed it was in a ‘critical condition’ as a result of deep rooted issues including low productivity, poor staff morale, a failure to keep up with new technology, rising waiting times, and a deterioration in the health of the nation.

    The PM will set out how the plan will deliver three key shifts to get the NHS back on its feet: hospital to community; analogue to digital; and sickness to prevention. Built around these three principles, the reforms within the plan will deliver the government’s promise to stop rising waiting lists, deliver more convenient care, and tackle inequalities across the country.

    New health centres will house the neighbourhood teams, which will eventually be open 12 hours a day, six days a week within local communities. They will not only bring historically hospital-based services into the community – diagnostics, post-operative care, and rehab – but will also offer services like debt advice, employment support and stop smoking or weight management, all of which will help tackle issues which we know affect people’s health.

    Health and Social Care Secretary Wes Streeting said:

    Our 10 Year Health Plan will turn the NHS on its head, delivering one of the most fundamental changes in the way we receive our healthcare in history.

    By shifting from hospital to community, we will finally bring down devastating hospital waiting lists and stop patients going from pillar to post to get treated.

    This Government’s Plan for Change is creating an NHS truly fit for the future, keeping patients healthy and out of hospital, with care closer to home and in the home.

    The status quo of ‘hospital by default’ will end, with a new preventative principle that care should happen as locally as it can: digital-by-default, in a patient’s home where possible, in a neighbourhood health centre when needed, in a hospital if necessary. This approach will make access to healthcare more convenient for patients and easier to fit around their day to day lives, rather than disrupting people’s work and personal lives.

    Thousands more GPs will be trained under the 10 Year Health Plan, as the Government lays the groundwork to bring back the family doctor, end the 8am scramble and make it easier to see your GP when you need to instead of having to turn to A&E.

    The government inherited an analogue NHS, reliant on paper and fax machines and out of step with modern technology. The government’s plan will bring it into the digital age, making sure staff benefit from the advantages and efficiencies available from new technology. This includes rolling out groundbreaking new tools over the next two years to support GPs. AI scribes will end the need for clinical notetaking, letter drafting, and manual data entry to free up clinicians’ time to focus on treating patients. Saving just 90 seconds on each GP appointment can save the same time as adding 2,000 more doctors into general practice.

    The Government will also use digital telephony so all phone calls to GP practices are answered quickly. For those who need it, they will get a digital or telephone consultation the same day they request it.

    As it stands, some practices are struggling to keep up with an ageing population and 21st century health needs. New contracts will be introduced which encourage and allow practices to cover a wider geographical area. It means smaller practices in the catchment area will get more support to ensure the right access is in place so that everyone can access their GP when they need to.

    Sir James Mackey, Chief Executive, NHS England said:

    The Neighbourhood Health Service is a huge opportunity for us to transform how we deliver care over the next decade – starting right on people’s doorsteps.

    By bringing together a full range of clinicians as one team, we can deliver care that’s more accessible, convenient and better for patients, as well as reducing pressures on hospitals.

    The plan will also deliver on the government’s promise to tackle the current lottery of access to dentists. Dental care professionals will work as part of neighbourhood teams, where Dental therapists could undertake check-ups, treatment, and referrals, while dental nurses could give education and advice to parents or work with schools and community groups. The work therapists cannot do would be safely directed to dentists.

    Under the plan, it will also be a requirement for newly qualified dentists to practice in the NHS for a minimum period, intended to be 3 years.

    Following the government’s work already to roll out supervised toothbrushing for kids, the plan will also improve access to dental care for children, making better use of the wider dental workforce, especially dental therapists, including through a new approach to upskilling professionals to work at the top of their clinical potential beginning in 2026 to 2027. This includes proposals to allow dental nurses to administer fluoride varnish for children in between check-ups, and the greater use of fissure sealants for children – covering back teeth with thin plastic coating to keep germs and food particles out the grooves.

    Matthew Taylor, Chief Executive of the NHS Confederation, said:

    This is a vital step towards a more preventative, community-based NHS. Bringing care closer to people’s homes through blended neighbourhood health teams recognises the complex and interconnected challenges many patients face, and it is the right direction for both improving outcomes and alleviating pressure on hospitals.   

    In many areas of the country, general practices working at scale through primary care networks and GP Federations, are already partnering alongside other organisations to deliver joined up care. It will be important to build on these positive successes.  

    Delivering on this ambition will require sustained investment in digital and estates, support for the NHS’s workforce, and a commitment to decentralise national control by empowering local leaders to do what is best for their populations. On behalf of our members, we are eager to work with the government to help turn this bold vision into lasting change.

    With the 10 Year Health plan the majority of outpatient care will happen outside of hospitals by 2035, by transforming care in the community. New digital tools will allow GPs to refer patients quicker, and a wider range of services available on people’s doorsteps will mean less need to attend appointments in hospital for ophthalmology, cardiology, respiratory medicine, and mental health.

    As a result of this shift to community, hospitals will be able to focus on patients who need hospital care, and get them seen on time again.

    The government’s Plan for Change is already delivering action to cut waiting lists and fix the foundations of the NHS. Waiting lists are at their lowest level in two years, including the first drop in April for 17 years. An extra 4.2million appointments have been delivered since July – over double the government’s target. 10 new surgical hubs have opened since January, and 1,900 more GPs have been recruited since October.

    Further details:

    • Where neighbourhood health teams have been trialled in England, they have significantly reduced hospital use. In Derby, integrated teams led to 2,300 fewer Category 3 ambulance callouts and 1,400 fewer short hospital stays among the over 65 population within a year.
    • The Institute For Public Policy Research has already called for a neighbourhood NHS – arguing a strong primary care sector has been shown to deliver better health outcomes, fewer hospital and emergency department trips, and more efficient healthcare spending.
    • As well as improving access to care for patients, The move to more care in the community will put the NHS back on the path to long-term financial sustainability. A recent study found that £100 spent on community care could achieve, on average, £131 in hospital savings.
    • Care plans are vital to seamless care within the community, but only 20% of people with a long-term condition have one. Through the 10 Year Health Plan, the Government will set a new standard that, by 2027, 95% of people with complex needs have an agreed personal care plan. All care plans should be co-created with patients. This means neighbourhood teams can tailor care for specific patients, working with them and their loved ones to proactively manage their conditions instead of simply reacting and treating emerging issues as is the case under the current system. This is especially important for people with complex needs who are likely to be managing multiple conditions.
    • Unpaid carers will be actively involved in care planning, with family, friends and carers agreeing decisions about care together where appropriate.

    A Neighbourhood Health Service is at the heart of the NHS 10 Year Plan and it could be a game-changer for our older population if we get it right.

    For far too long healthcare in the community has been fragmented and hard to access and navigate for older people, so crucial opportunities to nip their emerging health problems in the bud get missed.

    At Age UK we aspire to an NHS that proactively supports older people to stay as well as is possible for as long as possible, and if delivered well the Neighbourhood Health Service really could help achieve it.

    The Government’s plan aligns well with the value that pharmacies can bring and will begin to harness the sector’s potential for the benefit of patients, communities and the wider NHS.     But before this plan can become a reality, first the Government must deliver on its commitment to build the sustainable funding model that community pharmacy so desperately needs. The millions of people relying on them every day don’t want to lose their local pharmacies to financial collapse, which is something the Government should carefully consider as it seeks to implement its plan.

    This plan is not the end of the road; it’s just the beginning.

  • MIL-OSI Security: Multiple Eastern North Carolina Health Care Professionals Charged in Connection with 2025 National Health Care Fraud Takedown

    RALEIGH, N.C. – Today, Acting United States Attorney Daniel P. Bubar announced criminal charges against five individuals and one company, in connection with alleged schemes to defraud and abuse the Medicare and Medicaid programs, and other insurance carriers.  The charges filed in federal court are part of the Department of Justice’s 2025 National Health Care Fraud Takedown. The charges stem from Medicaid kickbacks to patients in exchange for attending substance abuse services, and from false and fraudulent billings to Medicare for durable medical equipment.

    “Fraud against our healthcare system is not a victimless crime – it threatens patient care, burdens taxpayers, and undermines trust in critical programs,” said Acting U.S. Attorney Daniel P. Bubar. “Today’s charges demonstrate our offices resolve to pursue those who attempt to profit by violating federal law and jeopardizing public resources. We will continue to work with our federal and state law enforcement partners to ensure accountability.”

    “Today’s record-setting Health Care Fraud Takedown sends a crystal-clear message to criminal actors, both foreign and domestic, intent on preying upon our most vulnerable citizens and steal from hardworking American taxpayers: we will find you, we will prosecute you, and we will hold you accountable to the fullest extent of the law,” said Attorney General Pamela Bondi. “Make no mistake – this administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.”

    All the cases are part of a strategically coordinated, nationwide law enforcement action that resulted in criminal charges against 324 defendants for their alleged participation in health care fraud and illegal drug diversion schemes that involved the submission of over $14.6 billion in intended loss and over 15 million pills of illegally diverted controlled substances. The defendants allegedly defrauded programs entrusted for the care of the elderly and disabled to line their own pockets. The United States has seized over $245 million in cash, luxury vehicles and other assets in connection with the takedown.

    The following individuals have been charged in the Eastern District of North Carolina:

    • Kimberly Mable Sims (a lab company owner), Francine Sims Super (an office manager), and Keke Komeko Johnson (a compliance officer), were charged by information in connection with the payment of more than $1 million in illegal remunerations in the form of gift cards to patients of Life Touch, LLC (“Life Touch”), a North Carolina substance abuse treatment company, and in connection with false statements to Medicaid auditors regarding the same. The inducements resulted in more than $25 million in payments from Medicaid to Life Touch. As alleged, over four years, Life Touch, through its compliance officer and managers, routinely paid patients based upon the number of days per week that they received services. Life Touch staff also received kickbacks from a lab company that it utilized for drug testing services. The charging documents further allege that Medicaid auditors were deceived regarding these ongoing practices at Life Touch and the lab company. In addition, Super and Johnson were each charged with failure to file a tax return. Life Touch and Brandon Eugene Sims were previously charged in this case. More than $6 million in assets in the form of cash, real estate and other assets haven been seized. The cases are being prosecuted by Special Assistant U.S. Attorney Tasha Gardner, and Assistant U.S. Attorney William M. Gilmore of the U.S. Attorney’s Office for the Eastern District of North Carolina.

    • Randal Fenton Wood, 56, of Flagler Beach, Florida, was charged by information with conspiracy to commit health care fraud in connection with a scheme to bill Medicare, the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), and other insurance programs for medically unnecessary durable medical equipment (“DME”). As alleged in the information, Wood and others partnered with purported marketing entities which solicited Medicare beneficiaries to accept durable medical equipment, such as braces and pneumatic compression devices, by illegally waiving copays and pressuring beneficiaries to accept the equipment without verifying that the equipment was medically necessary. The marketing entities sold the beneficiary information and the prefilled orders to Wood and other DME supply companies, who developed and implemented a “doctor chase” model to pressure physicians into signing or altering orders so that they could be billed in full. The DME supply companies owned by or affiliated with Wood received over $39 million in reimbursement from Medicare for DME ordered through this scheme. The case is being prosecuted by Assistant U.S. Attorney David G. Beraka of the U.S. Attorney’s Office for the Eastern District of North Carolina.

    In addition to the foregoing cases, which were a part of the National Enforcement Action, Acting United States Attorney Bubar today also announces the convictions of the following healthcare and mental health practitioners in connection with an investigation into billing and documentation practices by Medicaid mental health providers Our Treatment Center and Partners Against Sexually Transmitted Diseases, which operated in Raleigh, North Carolina:

    • Dawn Marie Meacham, 61, of Raleigh, a Licensed Clinical Mental Health Counselor (LCMHC) pled guilty to Conspiracy to Make and Use Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 371.  At sentencing, which remains pending, Meacham faces up to 5 years of imprisonment on the charge.

    • Kim Jones Kelly, 68, of Greenville, a Licensed Clinical Addiction Specialist (LCAS) pled guilty to Conspiracy to Make and Use Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 371.  At sentencing, which remains pending, Kelly faces up to 5 years of imprisonment on the charge.

    • Pius Ondachi, 54, of Raleigh, a Licensed Clinical Mental Health Counselor (LCMHC) pled guilty to Making and Using Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 1035(a)(2).  At sentencing, which remains pending, Ondachi faces up to 5 years of imprisonment on the charge.

    • Tequila Vinson Bogan, 48, of Smithfield, a Licensed Clinical Mental Health Counselor (LCMHC) pled guilty to Conspiracy to Make and Use Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 371.  At sentencing, which remains pending, Bogan faces up to 5 years of imprisonment on the charge.

    • Ifeoma Ezugwu, 56, of Raleigh, a Licensed Clinical Social Worker Associate (LCSWA) pled guilty to Making and Using Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 1035(a)(2).  At sentencing, which remains pending, Ezugwu faces up to 5 years of imprisonment on the charge.

    • Queensly Onuzulike, 49, of Raleigh, a Licensed Clinical Social Worker (LCSW) pled guilty to Conspiracy to Make and Use Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 371.  At sentencing, which remains pending, Onuzulike faces up to 5 years of imprisonment on the charge.

    • Tamika Rochaelle Autry, 29, of Wilson, a Certified Peer Support Specialist and Qualified Practitioner, pled guilty to Making and Using Materially False Writings and Documents Relating to Health Care Matters, in violation of Title 18, United States Code, Section 1035(a)(2).  At sentencing, which remains pending, Autry faces up to 5 years of imprisonment on the charge.

    Special Assistant United States Attorney Tasha C. Gardner, of the United States Attorney’s Office for the Eastern District of North Carolina, and the North Carolina Attorney General’s Office – Medicaid Investigations Division, serves as prosecutor on each of these cases.

    The Fraud Section leads the Criminal Division’s efforts to combat health care fraud through the Health Care Fraud Strike Forces. Prior to the charges announced as part of today’s nationwide Takedown and since its inception in March 2007, the Health Care Fraud Strike Force, which operates in 27 districts, charged more than 5,400 defendants who collectively billed Medicare, Medicaid, and private health insurers more than $27 billion.

    A complaint, information, or indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Shubman Gill was at his determined best, scoring a hard-fought seventh Test hundred — his second as India’s captain — as the visitors reached 310/5 in 85 overs at stumps on Day One of the second Test of the Anderson-Tendulkar Trophy series against England at Edgbaston on Wednesday.

    Under sunny blue skies, England opted to bowl first, with India facing criticism for resting Jasprit Bumrah and packing the side with three all-rounders instead of including another genuine wicket-taker like Kuldeep Yadav. But Gill, coming off a knock of 147 at Headingley, showed immense responsibility and patience, playing with determination to finish unbeaten on 114 off 216 deliveries, laced with 12 boundaries.

    During his unbeaten knock — his fourth Test hundred against England — Gill became only the second Indian captain after Mohammad Azharuddin to score centuries in consecutive Tests in England.

    He is also the third Indian captain to score hundreds in consecutive Tests against England, after Azharuddin (Lord’s and Old Trafford in 1990) and Vijay Hazare (Delhi and Brabourne in 1951/52). After Yashasvi Jaiswal struck an enterprising 87, Gill and Ravindra Jadeja, who ended the day on 41 not out, shared an unbroken 99-run stand for the sixth wicket to help India recover from 211/5.

    For England, local lad Chris Woakes was the standout bowler with two wickets and could easily have had at least a couple more if DRS calls had gone in his favour. Brydon Carse, Ben Stokes, and Shoaib Bashir claimed a wicket each.

    At the start, Gill and Jaiswal picked up singles whenever possible. Jaiswal sliced over the slips for a boundary, while Gill got his boundaries off edges through gully twice, being severely tested on playing around his front pad.

    Woakes continued to probe Gill around the middle stump line, hoping to get him playing across the front pad. But the Indian skipper, batting outside the crease, handled it well with a sturdy, tight forward defence.   • MIL-OSI United Kingdom: Result of public consultation on local access guidance at Loch Ruthven

    Feedback has been collated from a public consultation launched by The Highland Council that could help protect a rare species of bird at Loch Ruthven near Farr, south of Inverness.

    The entire UK breeding population of Slavonian Grebes is usually found in lochs within 30 miles of Inverness. The number of breeding pairs on the loch has declined from a long-term average of 13 to just 3 in 2024. The consultation was launched to develop local access guidance at Loch Ruthven that could help protect the birds during their breeding season.

    The consultation closed on 16 May with 239 people responding to the invitation for opinions and ideas on a proposal to ask people not to canoe, paddleboard or swim at the east end of the loch between 1 March and 31 August.

    Responses have shown considerable support for the proposal with 88% of respondents believing the idea to be reasonable and acceptable. Many qualified their support saying that research into the causes of the decline in Slavonian Grebes was needed, along with education and publicity about the birds’ plight.

    15 people said they would not agree to the guidance, with most concerned about how it might affect their rights to fish the loch. Those rights are private and will remain unaffected.

    Others who did not support the proposal felt that the case against swimmers, paddleboarders and canoeists was not proven and that more research was needed into the causes of the decline. They too felt that more education and information was needed for water sports enthusiasts visiting the loch.

    The Royal Society for the Protection of Birds (Scotland) manages land at the east end of the loch with the help of a ranger and volunteers and will continue to monitor activity at the loch whilst helping people understand what is being asked of them and why. Proposals for a wider and more in-depth study into why Slavonian Grebes numbers are declining are also in the pipeline. These measures will be useful when determining if the local access guidance is effective in protecting the birds.

    With the majority of respondents backing the proposal – including clubs and organisations representing paddle sports – Highland Council will support the message asking people to avoid swimming, paddleboarding or canoeing at the east of the loch until the end of August 2025. The effectiveness of this local access guidance will be reviewed after the 2025 breeding season.

    Highland Council has provided 12 ‘Talking Tub’ resources for use in primary schools across the Highlands, in partnership with Union Technical who deliver community benefits as part of the Energy Efficient Scotland: Area Based Scheme programme.

    Chair of Highland Council’s Education Committee, Councillor John Finlayson, said: “This is a fantastic initiative being rolled out across Highland primary schools which brings innovation and inspiration to early years children. Talking Tubs are educational resources designed to be borrowed by early years providers to enhance learning around a particular topic or theme and these boxes focus on construction and green energy.

    “The goal is to help children begin developing the foundational skills and curiosity needed for future careers in energy and construction—sectors that are vital to the sustainability and growth of the Highlands. By using the Talking Tubs as a playful learning tool, educators can introduce children to a broader spectrum of jobs and skills beyond the traditional roles they may already see in their local areas.     The Energy Efficient Scotland: Area Based Scheme (EES:ABS) programme is a Scottish Government programme and offers eligible Highland residents grant funding for energy efficiency measures including external wall insulation, cavity wall insulation, loft insulation, air source heat pump and solar panels with battery storage, which can result in significant savings on household energy bills.

    Managed locally by Highland Council, the scheme is currently delivered by Union Technical and has funded upgrades for thousands of homes across the Highlands using Government grants and other support.

    To mark 800 years since Dingwall became a Royal Burgh, a year-long programme of celebrations is being planned for 2026 and local residents, community groups and businesses are now being invited to get involved in shaping this major milestone for the Highland town.

    Fèis Rois, in partnership with The Highland Council, Dingwall Community Council, Dingwall Community Development Company, and other local organisations, is coordinating the Dingwall 800 programme, with a focus on “Telling Dingwall’s Story – Past, Present & Future.”

    Two public drop-in information sessions will be held in July for anyone interested in learning more, sharing ideas, or getting involved.

    These will be held at the Fèis Rois office in Robertson House, Dingwall on Monday 14th July from 6-8pm and Thursday 17th July from 2-4pm.

    All are welcome to attend.

    Fèis Rois, one of Scotland’s top traditional arts organisations and based in Dingwall, is particularly keen to hear from local groups, individuals, creatives and businesses interested in participating in or supporting the 2026 celebrations.

    As part of the preparations, a logo design competition is being launched for young people aged 8 to 25.

    The winning logo will represent the Dingwall 800 celebrations across all publicity materials.

    Young creatives are invited to create a logo inspired by Dingwall, its history, people, and future.

    Entries may be hand-drawn, painted, or created digitally. The deadline for entries is Sunday 31st August and you can find entry details at www.feisrois.org.

    The winning design will be used across all Dingwall 800 marketing materials and the winner will also receive a £300 voucher for Fèis Rois, which can be used for a year of weekly music classes or to attend a residential course.

    The Highland Strategic Local Action Group (LAG) met in June 2025 and considered and agreed funding for 28 projects submitted to the Community-Led Local Development fund (CLLD), which makes up part of The Highland Council Community Regeneration Fund (CRF) programme.

    CRF is an umbrella term used to cover multiple external funding programmes administered by The Highland Council.  Decisions on which projects are to receive CLLD funding are taken by the Highland Strategic Local Action Group. This decision-making group is made up of third sector representatives, public agencies, and private organisations.    

    Chair of The Highland Council’s Economy and Infrastructure Committee, Councillor Ken Gowans, said: “It is the fourth year in a row that we have been successful in securing a large allocation of CLLD funding from the Scottish Government. This funding is essential to support grass roots economic regeneration, allowing communities to grow and develop new opportunities.”

    With the summer holidays underway, now is a good time to highlight the dangers posed to humans and pets by blue-green algae and the importance of reporting any sightings of the algae.

    As a precautionary measure, warning signage will be erected at sites where blue-green algae has been detected, to warn visitors of its presence and advise that adults, children, and animals should avoid contact with the algae and the water close to it due to its harmful effects.

    Swallowing the water can cause stomach upsets or severe illness to people and death to animals. Contact with the water or the blue-green algae can also cause rashes and skin problems.

    Members of the public are advised to report concerns using the Bloomin’ Algae App to help provide a rapid and more comprehensive picture of harmful algal blooms in the area and inform the relevant environment agency, local authority or landowner.     WHAT IS BLUE-GREEN ALGAE?

    Blue-green algae are natural inhabitants of many inland waters, estuaries and the sea. Although referred to as algae they are, in fact, a type of bacteria (known as cyanobacteria) with the ability to use the sun’s energy to make food in the same way that many plants do. They may be found in suspension, attached to rocks and other surfaces at the bottom of shallow waterbodies and along the edges of lakes and rivers. The term blue-green algae includes a number of different species.

    All species of blue-green algae need nutrients – nitrates and phosphates – to grow. If the water is enriched with nutrients and there is calm, sunny and warm weather conditions, then the growth may become excessive resulting in algal blooms.

    These algal blooms cause the water to appear discoloured green, blue-green or greenish-brown and some species can produce a musty odour. When the blooms die, they break down, using up oxygen in the water and cause problems for other aquatic life, such as fish. In calm, warm weather some bloom-forming species will rise to the water surface and form a scum which may again be coloured.

    For reasons not fully understood, some bloom and scum-forming blue-green algae are capable of producing toxins. Although many blue-green algae blooms are not toxic, some produce nerve or liver toxins and it is therefore safest to assume toxins could be present

    In their most dangerous form, both in quantity and species, blooms have caused death in cows, sheep and dogs drinking significant concentrations at the water’s edge.

    WHO IS AT RISK AND WHAT ARE THE SYMPTOMS?

    Human health risk from exposure to blue-green algae toxins can arise through swallowing or inhaling water containing the algae and through prolonged direct contact with exposed parts of the body including the skin, and sensitive areas such as ears, eyes, mouth and throat.

    Different groups of water users are at different levels of risk, depending on the amount of time they are likely to spend in/close to the affected water. Participants in descending order of likely risk are as follows:

    Swimmers, paddlers, children playing at the water’s edge, dogs, other animals including some farm animals, fishermen using the bank and water’s edge.

    Windsurfers whose level of competence puts them at risk in the prevailing wind conditions of becoming immersed in or blowing into areas of algal scum.

    Dinghy sailors, catamaran sailors, canoeists and windsurfers competent for the prevailing conditions.

    Other boat users and fishermen fishing from a boat or pontoon.

    Essentially the more likely you are to come into direct contact with the algal scum, the greater the risk of effects of exposure. Symptoms of those affected could be easily confused with a range of other illnesses so it is important to be aware of the risk of blue-green algae as a contributory factor.

    Swallowing and/or inhalation can result in mouth and nose ulcers, blistering of the lips, abdominal pain, nausea, vomiting, diarrhoea, muscular pains, sore throat, dry cough, headaches, hay fever symptoms, dizziness and fatigue.

  • MIL-OSI Security: Nearly 50 Charged in Southern District of Texas as Part of National Health Care Fraud Takedown

    Combined efforts have resulted in charges against 18 medical professionals after nearly 12 million pills distributed and over $360 million fraudulently billed to Medicare

    HOUSTON – A total of 22 cases are being announced as part of local efforts targeting health care fraud and include various schemes alleging unlawful distribution of controlled substances, some of which were diverted onto the black market, hospice fraud, kickbacks and other Medicare/Medicaid fraud schemes involving medically unnecessary genetic tests, durable medical equipment and more.  

    The charges filed in Southern District of Texas (SDTX) federal court are part of the Department of Justice’s 2025 national health care fraud takedown.

    “Americans rely on Medicare for needed treatments and living-saving care. Those that bilk this fund to unlawfully enrich themselves are ultimately stealing from the taxpayer and damaging public confidence in our health system,” said U.S. Attorney Nicholas J. Ganjei. “Today’s takedown is a reminder to would-be medical fraudsters that the Department of Justice is always standing guard over the public fisc.”

    “This record-setting health care fraud takedown delivers justice to criminal actors who prey upon our most vulnerable citizens and steal from hardworking American taxpayers,” said Attorney General Pamela Bondi. “Make no mistake – this administration will not tolerate criminals who line their pockets with taxpayer dollars while endangering the health and safety of our communities.”

    One of the largest cases include three individuals for their alleged roles in a $110 million hospice fraud and kickback scheme. The charges allege Dera Ogudo, 39, and Victoria Martinez, 35, both of Richmond, operated hospice company United Palliative & Hospice Company (UPHC) that misled vulnerable elderly adults about what services were being billed to their Medicare and Medicaid plans. According to court documents, UPHC Medicare and Medicaid beneficiaries and/or their family members believed they would be receiving palliative or home health services. In truth, these patients were enrolled in hospice services but were not actually terminally ill as Medicare and Medicaid requires, according to the charges. Ogudo allegedly paid kickbacks to several group homeowners in exchange for enrolling their beneficiaries in hospice with UPHC and bribed a physician to certify and re-certify UPHC patients as terminally ill when they were not. Ogudo also allegedly paid kickbacks to Evelyn Shaw, 52, Houston, in exchange for referrals from a local psychiatric hospital where Shaw was employed as discharge coordinator.

    In relation to the scheme, Carlos Munoz, 57, Richmond, is charged by information. Ogudo allegedly paid Munoz, a medical doctor, kickbacks and bribes to certify and re-certify Medicare and Medicaid patients for hospices services.

    In a separate case, Keilan Peterson aka Young Jay or Jay, 38, and Kimberly Martinez, 47, Houston, have been charged for their alleged participation in a scheme to unlawfully distribute and dispense controlled substances in exchange for cash through Relief Medical Center and GroveCare clinics in Houston. As alleged in their indictment, Peterson paid three doctors to allow Peterson, Martinez and others at the clinics to use the doctors’ electronic prescribing credentials to issue prescriptions for significant amounts of hydrocodone, carisoprodol and oxycodone. Peterson also allegedly sent some of these illegitimate prescriptions to his own pharmacy, Next Level Pharmacy, and took possession of the controlled substances to sell on the black market. In total, the indictment alleges Peterson and others issued over 2 million controlled substance pills, the vast majority of which were unauthorized, issued without a legitimate medical purpose and outside the usual course of professional practice.

    A podiatrist and the self-proclaimed CEO of a local medical clinic were also charged in another $90 million Medicare fraud scheme. The 15-count superseding indictment alleges David Jenson, 57, and Nestor Rafael Romero Magallanes, 29, both of Spring, conspired to fraudulently bill Medicare for over $90 million for skin substitute products-often for patients who did not have qualifying wounds. They allegedly submitted claims for patients who did not have qualifying wounds, or any wounds at all, and continued billing even after a 2023 audit denied all their claims and flagged the conduct as improper. The indictment further alleges Jenson and Romero falsified medical records to make it appear patients had chronic wounds and manipulated documentation to show those wounds were improving despite no such existing conditions. 

    Charged with wire fraud, Tyneza P. Mitchell, 43, Spring, was allegedly involved in a scheme to bill the COVID-19 Claims Reimbursement to Health Care Providers and Facilities for Testing, Treatment and Vaccine Administration for the Uninsured Program. The charges allege billing included in-office consultations regarding COVID diagnosis and treatment she never provided. As alleged in the indictment, Mitchell is a licensed nurse practitioner who received $9.9 million as a result of her fraudulent scheme.

    Daphne Johnson, 60, Stafford, was allegedly involved in a scheme to bill Medicaid $793,804 for mental health therapy services she never provided. As alleged in the information, Johnson received $331,112 as a result of her fraudulent scheme.

    Prosecutors with the Department of Justice’s Health Care Fraud Strike Force also filed charges against several more individuals in this district with assistance from SDTX.

    Chad Harper, 49, Pearland, is facing numerous charges in connection with a $115 Medicare fraud scheme. As alleged in the indictment, Harper owned multiple laboratories through which he billed Medicare for genetic and other diagnostic testing induced by kickbacks and bribes which were medically unnecessary or otherwise ineligible for Medicare. The indictment alleges Harper generated business through a nationwide network of marketers who directed referrals to the laboratories in exchange for illegal kickbacks that Harper paid through shell companies. Harper allegedly funded his operation through, among other ways, obtaining a fraudulent equipment loan from a local credit union. Harper allegedly laundered the proceeds of his schemes through other shell companies, which purchased and held real properties and assets and passed profits on to Harper.

    Dr. Maryam “Meg” Qayum, 67, New Caney, is charged with multiple counts of illegally distributing a controlled substance along with Jared Williams, 48, Pearland; and Tomi-Ko Bowers, 70, Lester “Lay” Stokes, 37, and Melvin Sampson, 55, all of Houston. The charges stem from their alleged roles in diverting more than three million opioids onto the black market. As alleged in the indictment, Qayum is a medical doctor and Bowers an advanced practice registered nurse who operated Recare Clinic in Kingwood along with Stokes. They allegedly sold oxycodone and hydrocodone prescriptions to drug traffickers in exchange for cash. Sampson is alleged to be one such individual who recruited others to pose as patients, paid cash for the prescriptions from Qayum, filled Qayum’s prescriptions at complicit pharmacies and resold the drugs on the black market.

    Other Strike Force cases include one charging Sacha Lashun Betts, 47, Houston, and Nicholas Aguillard, 49, Rosenberg; Lisa Darlene Durden, 60, and Jordan O. Williams, 56, both of Missouri City; Quincy Guillory, 51, Richmond; Mykel Walker, 42, Cypress, and Kaeita Rankin, 48, Houston. The indictment alleges they participated in a conspiracy to distribute and dispense controlled substances in connection with the establishment, oversight and operation of a drug trafficking organization that controlled more than a dozen “front” pharmacies used to sell opioids and other commonly abused prescription drugs, often in bulk, to street-level drug dealers on Houston’s black market. From 2015 through 2022, the defendants’ pharmacies unlawfully distributed and dispensed more than 4.4 million doses of opioids and other commonly abused prescription drugs, with an estimated street value exceeding $75 million, according to the charges. The co-conspirators allegedly sold opioids and other commonly abused prescription drugs to street-level drug traffickers in exchange for cash.

    Other cases involve fraudulent schemes for kickbacks or billing Medicare for medically unnecessary genetic tests or footbath drugs, durable medical equipment, conspiracies to unlawfully distribute and dispense controlled substances, some involving diversion onto the black market or in connection to the operation of pill-mill pharmacies. Those charged in this district also include residents of Houston, Richmond, League City, Rosharon, Sugar Land, Katy, Pearland and Manvel as well as U.S. citizens from Florida, Indiana and Georgia.

    All the cases are part of a strategically coordinated, nationwide law enforcement action that resulted in criminal charges against 324 defendants for their alleged participation in health care fraud and illegal drug diversion schemes that involved the submission of over $14.6 billion in intended loss and over 15 million pills of illegally diverted controlled substances. The defendants allegedly defrauded programs entrusted for the care of the elderly and disabled to line their own pockets. The United States has seized over $245 million in cash, luxury vehicles and other assets in connection with the takedown.

Counsel to the Chief of the Health Care Fraud Unit Alexis Gregorian, Acting Assistant Chief Devon Helfmeyer, Senior Litigation Counsel Catherine Wagner and Trial Attorneys Adam Tisdall, Andrew Tamayo, Monica Cooper, Benjamin Smith, Yael Mash, Erika V. Suhr, Ethan Womble, Claire Horrell and Gary A. Crosby are prosecuting the Strike Force matters.

    The UK cannot afford to keep the Royal family, and it is time they paid their own way like other celebrities do, say the Scottish Greens.
     
    Currently, the King and Queen are visiting Scotland for ‘Royal Week’ where they are hosting a variety of events across parts of the country.

    Over £500 million is taken from the public purse every year to fund the monarchy’s lavish lifestyle.
     
    Meanwhile, the UK Government is attacking disability benefits like Personal Independence Payment (PIP), and refuses to end the cruel two-child benefit cap; a simple action that would lift almost half a million children out of poverty overnight.
     
    Polling shows that 57% of Scots want to abolish the outdated, undemocratic and unaffordable monarchy. If the UK were to do so, it would see a boost to budgets that could be put towards building a fairer, better society for everyone.
     
    Scottish Greens MSP Maggie Chapman says:

    “It is time that we treat the Royal family as celebrities and stop publicly funding them. The monarchy is an outdated and increasingly unpopular institution, with many people now calling for it to be abolished in favour of becoming a republic.
     
    “For too long, the billionaire royals have been bankrolled while providing very little back to the country other than some waving from balconies and state visits. If they were to stop being funded by the public purse, they would still survive on their own wealthy investments and celebrity appearances like other super-rich figures in the public eye do.
     
    “This UK Government is quick to blame disabled and poor people for needing financial support, yet here is one of the richest families in the country receiving public funds on a level like nobody else does year after year without question.
     
    “Keir Starmer is telling the country that his government must make tough decisions and to expect more cuts along the way, yet the cost of the royal family is now over half a billion pounds per year, and nobody blinks. Half a billion pounds that could be invested into the areas Labour intend to cut.
     
    “As Scottish Greens, we recognise how desperately we need Scottish Independence to break away from this being the norm. We cannot afford to wait any longer for the full powers of devolution. It is time to become a self-governing country so that we can build a fairer, better, more responsible and more affordable democratic society for everyone.”

    The Minister for Infrastructure has signed a Commencement Order which means it will be illegal to import and supply single-use vapes in Jersey from Friday 1 August 2025.

    Retailers have until 1 February 2026 to sell existing stocks of single-use vapes. This only applies to single-use vapes that were imported prior to the law coming into force and retailers may be asked to provide evidence of this. After the six-month sell-through period, it will be illegal for retailers to sell any single-use vapes. 

    If an individual bought one or more single-use vapes before the ban, they are still permitted to use them. 

    The ban follows amendments made to the Single-Use Plastics etc. (Restrictions) (Jersey) Amendment Law 2025 approved by the States Assembly in December 2024. This is because of their damaging impact on the environment. The change aims to help tackle the climate emergency and reduce Jersey’s waste. 

    A vape is considered single-use if it meets one or more of the following: 

    • It cannot be reused 
    • It cannot be refilled 
    • Its battery cannot be recharged 
    • Its coil cannot be replaced.

    Vapes that are permitted must be designed to allow all of the above functions. 

    England, Scotland, Wales and Northern Ireland banned the sale and supply of single use vapes from 1 June 2025 with no selling through period.

    Throughout the year, play parks across the Armagh City, Banbridge and Craigavon borough have experienced incidents of vandalism that not only cost the ratepayer money but also prevent children from enjoying vital play time and outdoor activities.

    These acts of damage – ranging from broken swings and burned slides to graffiti and smashed glass – often lead to the temporary closure of parks until repairs can be made.

    This means children across the borough miss out on safe, local spaces to play, exercise and socialise with friends – particularly during the school holidays when these parks are needed most. Vandalism discourages families from using the parks leading to less physical activity and community interaction.

    “This senseless vandalism in our parks has got to stop,” commented Chair of the Policing and Community Safety Partnership, Councillor Julie Flaherty. “Many of our play parks have been heavily invested in and completely refurbished recently – yet these acts of destruction are causing unnecessary inconvenience to our communities, costing the ratepayer money and leaving our children without local play parks.

    “Council investment has ensured that 43 of our 95 parks have been upgraded with inclusive features such as sensory equipment, wheelchair-accessible play items and communication boards.  Some parks even have braille panels and quiet areas.  The cost of damage to these isn’t just financial but causes emotional distress too.

    “Unfortunately, a lot of this vandalism is caused by young people and anti-social behaviour, therefore during the summer months we would urge parents and carers to be aware of their children’s whereabouts. Know who they are with and tell them about the serious consequences of anti-social behaviour. If they are unsupervised, they may get into trouble whether acting intentionally or through association with others.”

    The Council is encouraging local residents to help look after and protect these valued community spaces.     Trading standards officers are today warning consumers and businesses following the seizure of counterfeit and potentially dangerous versions of the collectible Labubu doll toys from shops in Aberdeen.

    The Labubu brand toys were examined and identified to have loose parts which could pose a choking hazard to young children and do not have the required safety labelling including a supplier in the UK or EU.

    Trading standards manager Graeme Paton said: “Following the discovery of counterfeit toys, we want to alert consumers and particularly parents to be extra vigilant.

    “These counterfeit toys can seem like a bargain compared with trying to source the genuine toy, especially when they are a much-sought-after item, but they are potentially dangerous.

    “Counterfeit toys can potentially pose significant dangers to young children such as chemical exposure and choking hazards. These products routinely lack proper safety testing and we encourage anyone concerned about the safety of toys they’ve purchased to get in touch with us via Consumer Advice Scotland.”

    The council’s trading standards team, which seized the counterfeit Labubu toys from four premises across the city, is constantly on the lookout for products which contravene safety legislation. In the case of these counterfeit toys, they could pose serious dangers for children.

    Trading standards provides the following advice to consumers to ensure they purchase safe products:

    •    Check the toys packaging carefully. There should be a CE or UKCA mark and the name and address of the supplier in the UK or EU to show that the product complies with safety regulations. Most toys will have warnings and instructions to ensure their safe use; 
    •    Only buy from reputable sellers. This makes it easier to return goods if a problem develops;
    •    Consider the price. Be suspicious if it’s a lot cheaper than you would expect.

    Labubu is a brand of monster elves created by designer Kasing Lung and marketed by Chinese retailer Pop Mart. Labubu is also the name of the main character in the series of toys.

    Scientists comment on wildfires in Scotland. 

    Prof Rory Hadden, Chair of Fire Science, University of Edinburgh, said:

    “It is widely expected that the number of wildfires will increase in Scotland (and the UK) as we see more periods of extreme weather driven by climate change.  The recent fine weather means that vegetation has dried out and becomes susceptible to ignition sources.  Even a small heat source such as a BBQ or campfire can initiate a wildfire either by direct flame contact with vegetation, or by igniting a smouldering fire in dry vegetation and soils which will later transition to a flaming fire.

    “Once vegetation is ignited, a fire will grow extremely rapidly especially if there is wind and/or dense vegetation.  This is especially true given the recent weather conditions in Scotland and means that typically it will be challenging to fight without proper resources.  Also a smouldering fire in soils may only transition to flaming some hours after it is ignited (and there may be no obvious signs that smouldering has been ignited).  Once ignited a fire will spread rapidly through vegetation, moving fastest in the direction of the wind and up slopes.  Poor access, difficult terrain and extensive vegetation coverage means that the fire can spread over large areas relatively quickly.

    “The impacts of these fires are of course significant.  There is a huge cost to the fire and rescue services in fighting and managing these fires – drawing resources from a wide area.  There is the destruction of natural capital – the countryside provides important ecosystem services that we all rely on and these are impacted negatively by wildfires.  Loss of vegetation impacts on wildlife.  The smoke is harmful and can impact on people large distances away, exacerbating respiratory conditions.  If the fire burns into peat soils then the loss of carbon to the atmosphere will be significant and may drive future climate change.  There is also possibility of loss of property as fires move towards settlements (farms, villages, towns).

    “While there is ongoing research on this topic, there is lots we do not know around the changes in risk to people, property and environment posed by wildfires in Scotland and the UK.  The fire and rescue services are adapting but there is currently no national fire danger assessment tool or clear coordination at Government level in Scotland.  We need to work on finding measures to manage fire risk in Scotland and the UK, including fuel load management (e.g. prescribed burning, mechanical means) as well as communications with stakeholders and the public to advise of periods of higher fire danger.  This is critical because as well as climate change, we are in a period of significant changes in land use (including rewilding) across Scotland and the UK.

    “It is important to note that the leading cause of wildfires is people.  We all need to do our part when visiting the countryside to ensure we do not bring ignition sources – pack a picnic instead of a BBQ, and only have campfires in designated areas.”

    Speaking as they met at London’s Guildhall in the margins of the Africa Debate, Foreign Secretary David Lammy MP and Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs H.E Musalia Mudavadi said:

    As Commonwealth nations, the Republic of Kenya and the United Kingdom of Great Britain and Northern Ireland enjoy a deep and vibrant relationship, rooted in our shared history, shared values and set apart by the exceptional talents of our people.

    The new Kenya-UK Strategic Partnership 2025-2030 will provide a comprehensive framework to progress our shared objectives, strengthening the bilateral relationship and delivering growth for both our countries.

    The Partnership will focus on areas of shared interest and strength, including green growth, climate and nature, science and technology, and security and stability. We will be laser-focussed on delivery – creating jobs, enhancing links between our academics, innovators and scientists, and protecting the environment, nature and our people.

    Kenya is a gateway to the East African market with over 300 million people with combined GDP of over USD 400 billion (Kshs.52 billion). UK-Kenya trade is valued at £1.8 billion (Kshs.218 billion). UK companies are among the largest employers in Kenya. This new partnership will deliver £1 billion (Kshs.177 billion) for the UK economy in export finance, engineering jobs and defence manufacturing jobs in Northampton and County Durham.

    The Partnership will see Lloyd’s of London enter the Nairobi insurance market as a gateway to the East Africa Market valued up to £0.5 billion (Kshs.88billion).

    Over the next five years, Kenya and the UK will deliver on high value investment deals of mutual benefit to both economies.

    This includes Nairobi Railway City, a flagship project, which exemplifies what is possible when ambition meets partnership. Railway City is worth up to £150 million (Kshs.26billion) with the potential for 10,000 direct and indirect jobs in Kenya. Procurement for construction of the first phase of the project has now launched with opportunities ranging from commercial real estate and hospitality to tech innovation and student housing.

    Both countries have agreed to explore a new Digital Trading Agreement and to aim to double trade by 2030 in areas like financial services, digital and technology, and defence and security.

    The Kenya and UK governments will further their global leadership on climate and nature through the Partnership, mobilising at least £200 million (Kshs.35billion) for Kenyan climate adaptation, keeping the 1.5 C temperature goal in reach and unlocking green energy transitions and nature-based solutions.

    Under science and technology, the Strategic Partnership will harness the potential of science, research, innovation and technology partnerships, including on Artificial Intelligence (AI) and emerging technologies, to drive inclusive growth, job creation and sustainable development.

    Finally, this new strategic partnership will strengthen our joint response to regional terrorism, illicit finance, cyber attacks and organised crime, keeping our people safe.

    Through the UK-Kenya Security Compact, which we signed today, both countries will prioritise efforts to reduce irregular migration, and support regional stability. The renewed Compact is designed to address both traditional and emerging security threats. Priorities include tackling risks from digital spaces and new technologies, reducing irregular migration, and countering illicit finance. The partnership will continue to build on its strong foundation, ensuring that previous achievements are sustained and that new challenges are met with a coordinated, forward-looking approach.

    This high ambition Strategic Partnership will enable us to go far, together, for a more prosperous and secure future for both our great nations.

    England won the toss and opted to bowl in the second test against India at Edgbaston on Wednesday, with the tourists making three changes and resting pace spearhead Jasprit Bumrah as they manage his back for the series.

    Sai Sudharsan and Shardul Thakur were dropped from the line-up, with Nitish Kumar Reddy, Washington Sundar and Akash Deep coming into the playing 11 while Bumrah is set to return for the third test at Lord’s which begins on July 10.

    “This is an important match for us but the third match at Lord’s — there may be something more in the wicket and we thought we’ll play him (Bumrah) there,” Indian skipper Shubman Gill said.

    “We were very tempted to play (Kuldeep Yadav) but looking at the last match we wanted to add some depth to the batting. This year has been a year of chaos, a lot of teams who haven’t won a lot have won, so maybe that’ll change fortunes for us.”

    England named an unchanged line-up after winning the first test by five wickets, with fast bowler Jofra Archer not getting a look-in despite being named in the squad.

    “When you bring Jofra Archer back you consider everyone in your squad. It was a really good team performance last week and the bowlers performed well,” England captain Ben Stokes said.

    “With the ball you understand the conditions a bit more. We’re in good order here.”

    These awards recognise the outstanding collaboration and integration that underpinned the successful delivery of the £8.1 million KGV Football Complex. Delivered by Portsmouth City Council thanks to funding from the Premier League, The FA and Government’s Football Foundation, the project transformed the area into a state-of-the-art football and youth facility in the north of Portsmouth.

    These awards recognises the strong teamwork behind the creation of the £8.1 million KGV Football Complex. Portsmouth City Council and the Football Foundation worked together to create a modern football and youth centre, replacing an outdated, vandalised pavilion with no all weather pitches.

    Funded by Portsmouth City Council, the UK Government (including the Youth Investment Fund and Changing Places Fund), and the Football Foundation, the project exemplifies how early engagement, a shared vision, and integrated delivery can overcome complex challenges and deliver exceptional outcomes.

    From the outset, Portsmouth City Council brought together a wide range of stakeholders, including funders, community groups, and technical experts, to co-create a facility that meets the strategic needs of the city. The project was supported by the council’s in-house teams, including parks and open spaces officers, procurement experts, architects, landscape architects, construction inspectors, quantity surveyors, mechanical & electrical engineers, and buildings services professionals.

    In addition, the appointment of Hampshire FA as the future operator of the complex took place at the same time as the procurement of LST Projects as the design and build contractor. This unique but critical collaborative arrangement ensured that the design was informed early on by operational insight.

    Key to the project’s success was:

    • Early and ongoing engagement with all partners and the local community to shape the scheme.
    • Integrated delivery across disciplines, ensuring design, construction, and operational needs were aligned.
    • Effective risk management and resolution of complex land ownership issues through collaborative decision-making.
    • Fair and transparent supply chain practices, including prompt payments and clear communication across all tiers.

    Cllr Steve Pitt, Leader of Portsmouth City Council said:

    “These awards are a powerful endorsement of what can be achieved when we work together. The KGV Football Complex is a shining example of collaboration, bringing together partners, professionals, and the community to create something truly special for Portsmouth.”

    Since opening in October 2024 under the stewardship of Hampshire FA, the KGV Football Complex has welcomed over 70,000 visits, with peak usage reaching 81% capacity. It is already transforming grassroots sport and youth engagement in the city, providing a vibrant, inclusive space for positive activity.

    The Football Foundation is the Premier League, The FA and Government’s charity that delivers outstanding grassroots facilities, more and better places to play, transforming lives and communities where it is needed most.

    The Foundation’s goal is to unlock the power of pitches ensuring every community has a great place to play regardless of gender, race, disability or place.

    Since its creation in 2000, the Foundation has invested £1.2 billion to improve grassroots facilities across the country – including 1,200 3G pitches, 14,000 grass pitches and 1,600 changing rooms. This has attracted an additional £1.5 billion of partnership funding – totalling over £2.7 billion investment in grassroots football so far.

    In partnership with local authorities, County FAs and other community stakeholders, the Foundation has created Local Football Facility Plans for every local authority in England. These Plans act as a blueprint for providing the grassroots football facility improvements that each community needs and deserves across the country.

  • MIL-OSI United Kingdom: Join dozens of others and Swap to Stop smoking

    Launched by the City of Wolverhampton Council last year, Swap to Stop provides free vaping kits and behavioural support to help people stop smoking.

    The service is delivered over a period of 12 weeks by trained members of staff who offer free vape starter kits alongside support and weekly ‘check-in’ sessions at community venues to help people on their quitting journey.

    Councillor Obaida Ahmed, Cabinet Member for Health, Wellbeing and Community, said: “Stopping smoking is the best thing you can do for your health and the health of those around you.

    “It is still the single largest preventable cause of death in England, accounting for around for 64,000 deaths annually. Almost every minute of every day someone is admitted to hospital with a smoking-related disease – but, when you stop smoking, there are almost immediate improvements to your health.

    New Chief Scientific Adviser appointed.

    Professor Calum Semple OBE has been appointed the Scottish Government’s next Chief Scientific Adviser (CSA).

    He will take up the position on 5 August 2025 on an initial three-year term.

    Professor Semple is a Consultant in Paediatric Respiratory Medicine at Alder Hey Children’s NHS Foundation Trust and became Professor of Outbreak Medicine and Child Health at the University of Liverpool in 2018.

    He has held key advisory roles during public health emergencies, serving as a UK Government adviser during the 2009 Swine Flu pandemic, on the World Health Organisation Scientific Advisory Committee during the Ebola Emergency and as a member of the Scientific Advisory Group for Emergencies during the Covid pandemic.

    The role of CSA includes:

    • providing Scottish Government Ministers independent scientific advice on issues of strategic importance
    • championing Scotland’s world-leading science and research base and the role of science in the economy and society
    • inspiring the next generation of scientists and encourage diversity in the STEM (science, technology engineering and mathematics) workforce.

    Background

    Professor Semple was raised in Glasgow and Edinburgh. He qualified in medicine from the University of Oxford after completing a PhD in Clinical Virology at University College London and a Bachelor’s Tripos in Cell Pathology, Immunology, and Virology at Middlesex Hospital Medical School.

    His clinical academic training in Paediatric Respiratory Medicine began in 2002 when he was awarded a Department of Health National Clinical Scientist Fellowship at the University of Liverpool and Alder Hey Children’s Hospital.

    He was appointed Consultant in Paediatric Respiratory Medicine at Alder Hey Children’s Hospital in 2006 and was promoted to Professor of Outbreak Medicine and Child Health at the University of Liverpool in 2018.

    He will retain these positions, albeit with reduced activity, during his appointment to the Scottish Government.

    Professor Semple has been studying severe viral outbreaks since 1989 and co-founded the International Severe Acute Respiratory and Emerging Infection Consortium (ISARIC) in 2012. He has led research on HIV/AIDS, Bronchiolitis, Influenza, Ebola, Mpox, COVID-19, and Hepatitis, with a focus on disease characterisation and clinical countermeasures. His work has been supported by the Wellcome Trust, UK NIHR, and UKRI MRC. For his leadership of medical research activities in Sierra Leone between 2014 and 2016, he and his team were awarded the Queen’s Ebola Medal for Service in West Africa. In 2019, he received a Commonwealth Award for his ongoing work with Ebola Survivors.

    Professor Semple has held key advisory roles during public health emergencies, including serving as a UK Government advisor during the 2009 Swine Flu pandemic, on the WHO Scientific Advisory Committee for the Ebola Emergency – STAC-EE (2014–2017), the New Emerging Respiratory Viral Threats Advisory Group – NERVTAG (2014–2023), and the Scientific Advisory Group for Emergencies – SAGE for COVID-19 (2020–2022).

    He was appointed OBE in 2020 for his contributions to the COVID-19 response and was elected a Fellow of the Faculty of Public Health by distinction in 2022. His leadership is marked by integrity, collaboration, inclusivity, and clear communication.

    University researchers will work alongside a range of institutions from across the UK and in Norway on the £5.6 million initiative, which will be led by Plymouth Marine Laboratory (PML).
    The ValMAS (Value of Marine Artificial Structures) project is a major new research effort to understand the full impact of man-made structures in the ocean, ranging from offshore oil, gas and wind energy infrastructure to shipwrecks. These are collectively known as marine artificial structures (MAS).
    The project, which will focus on the North Sea with wider applicability across the UK and beyond, aims to create tools and evidence that will help decision-makers manage these structures in ways that support clean energy, protect nature, and benefit society.
    MAS have potentially significant footprints at all stages of their lifecycle through demonstration, construction, operation, and finally decommissioning. As marine space is increasingly squeezed, this large-scale development will inevitably lead to environmental, social and economic trade-offs.
    While these structures can provide habitat, support blue carbon capture, or enhance biodiversity, they can also pose risks that are not yet fully understood.
    Professor Nicola Beaumont, project lead from PML, said: “Thousands of artificial structures have been installed in the marine environment, and many more are on the horizon as part of the UK’s transition to a clean energy future.
    “ValMAS will give policymakers and industry the tools they need to make informed decisions that align with both net zero targets and nature recovery goals.”
    The research is co-funded by Natural Environment Research Council (NERC) and the industry-sponsored INSITE Programme.
    Professor Astley Hastings CEng, from the School of Biological Sciences, will lead work in Aberdeen alongside marine eco-toxicologist Dr Rebecca von Hellfeld, and Dr Kate Gormley, an interdisciplinary researcher specialising in coastal and marine environmental management, working to fill the experimental knowledge gaps on marine contaminants mobilisation and marine growth on structures. Professor Anne-Michelle Slater, from the University’s School of Law, will work on the policy and legislation relating to the environment surrounding marine structures.
    Professor Hastings said: “ValMAS will map marine artificial structures to develop a natural capital framework that reflects their ecological, economic, and social value, identify research gaps and foster collaboration, and model future climate scenarios to assess impacts on biodiversity, fisheries, and carbon storage. The project will also examine public perceptions and economic trade-offs to support a fair energy transition and create advanced decision support tools for use by policymakers, regulators, and industry.
    “While evidence, tools and models around natural capital and MAS exist, access to and uptake of these resources remains limited. There is a pressing need to translate this knowledge into strategic, value-based decision-making that is practical, user-driven, and ready for real-world application.”
    Other project partners include the Norwegian Institute for Water Research (NIVA), Cardiff University, Natural England – the government’s adviser for the natural environment in England, SUERC – Centre For The Isotope Sciences, University of Glasgow, the University of Strathclyde, EFTEC, Ecologos, NIRAS, Marine Energy Wales, the Scottish Fishermen’s Federation, The Shellfish Association of Great Britain, and the National Federation of Fishermen’s Organisations. It also brings together another 20+ partners from academia, government, NGOs and industry, including major energy operators.
    Tracy Shimmield, Director of Research and Skill at the Natural Environment Research Council (NERC) said: “NERC is delighted to announce the launch of ‘The Value of Marine Artificial Structures (ValMAS)’ programme, which seeks to inform nature positive policy solutions for the management of all life stages of Marine Artificial Structures (MAS). The ValMAS project, which is cofounded with industry, builds on the work achieved by the INSITE programme. It will deliver evidence of the interplay between the ecological, economic and social values of MAS, to build a better understanding of their environmental value across sectors in the North Sea. Evidence generated will inform decision making on the best outcomes for the environment when it comes to decommissioning.”
    Professor Beaumont added: “This is not just about infrastructure, it’s about people, nature, and building a future where sustainable energy systems work in harmony with marine life.”
    The project will begin in August 2025 and run for four years.

    His Majesty The King, on the recommendation of the Lord Chancellor, has approved the reappointment – for 5 years from 1 March 2026 – of Douglas Marshall as Judicial Appointments and Conduct Ombudsman.

    The reappointment of the Judicial Appointments and Conduct Ombudsman is regulated by the Commissioner for Public Appointments and has been made under Paragraph 1 of Schedule 13 of the Constitutional Reform Act 2005.

    Biography

    Douglas Marshall is Pathways to Impact Manager at Childlight; Global Child Safety Institute based in Edinburgh, working to combat the global pandemic of child abuse. His previous career included 30 years’ service with Cumbria Constabulary retiring as a senior detective. At the latter end of his service, he was the Deputy National Co-ordinator on Operation Hydrant (the national policing response, oversight, and co-ordination of non-recent child sexual abuse). He returned to Cumbria Constabulary completing five years as a Police Staff Senior Investigating Officer. During his police service he was Senior Investigating Officer on several high-profile cases in Cumbria. He is formerly a director of a private investigation company in Scotland and has a consultancy for investigations.

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (July 2) that in view of notifications from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in Mkhondo Local Municipality in South Africa and Wrexham County of Wales in the United Kingdom (UK), the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

    A CFS spokesman said that Hong Kong has currently established a protocol with South Africa for the import of poultry meat but not for poultry eggs. According to the Census and Statistics Department, no poultry meat was imported into Hong Kong from South Africa in the first three months of this year. Moreover, Hong Kong imported about 210 tonnes of chilled and frozen poultry meat, and about 440 000 poultry eggs from the UK in the first three months of this year.

    “The CFS has contacted the South African and British authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    England’s mayors gather to pledge national walking, wheeling and cycling network, backed by government

    National active travel network will provide 3,500 miles of safer routes for better connectivity, targeting areas where health and air quality are poorest.

    Ministers are backing a coalition of 11 of England’s combined authority mayors, who have signed an ambitious joint statement pledging to create a national active travel network, enabling millions of happier, healthier and greener journeys from Berwick to Bristol.

    West Yorkshire’s Tracy Brabin, South Yorkshire’s Oliver Coppard, York and North Yorkshire’s David Skaith, Hull and East Yorkshire’s Luke Campbell, the North East’s Kim McGuinness, the West of England’s Helen Godwin and the East Midlands’ Claire Ward met with National Active Travel Commissioner, Chris Boardman, and the UK’s Chief Medical Officer, Professor Sir Chris Whitty, in York yesterday (1 July 2025) to kickstart the plans.

    Greater Manchester’s Mayor Andy Burnham, Liverpool City Region Mayor Steve Rotherham, Tees Valley Mayor Ben Houchen, West Midlands Mayor Richard Parker and Cambridgeshire & Peterborough Mayor Paul Bristow have also signed the pledge published today. In addition, Mayor of London Sadiq Khan has added his signature in support of the agreement.

    Launching in autumn 2025, the programme will begin with Mayoral combined authorities agreeing an initial network of 3,500 miles of safer routes connecting housing to schools and high streets, targeting areas where health and air quality are poorest, helping to reduce stark health inequalities.

    This will help more of their regions’ 20 million residents meet recommended activity levels, reducing risks of type 2 diabetes, heart disease and depression while supporting the government’s Plan for Change by easing pressure on the NHS and boosting growth. The new routes and projects will focus on prevention rather than cure, by building health and wellbeing into everyday activities.

    The multi-region project will begin work in around 1,000 schools, creating 300 safer routes for people walking, wheeling and cycling.

    National Active Travel Commissioner, Chris Boardman, said:

    Our regional leaders have today marked the start of an exciting chapter by pledging to give people across the country more transport choice.

    We know that more walking, wheeling and cycling will improve our country’s mental and physical health, but it will do much more, it’s the foundation for thriving integrated public transport networks, it increases access to work, boosting local economic growth and it will give millions of children more independence.

    People will only consider travelling actively if it is easy and safe. That’s what the mayors have today pledged to do and that’s why government is backing them. It’s going to have a hugely positive impact on millions of people’s daily lives.

    Local Transport Minister, Simon Lightwood, said:

    I know I am one of many who enjoy the physical and mental health benefits that come with walking or cycling to work or school.

    That’s why this government is investing £616 million over the next 4 years, on top of £300 million announced in February, to give more people around the country high-quality and healthy ways to get around, and supporting mayors’ plans to create a joined-up network.

    It is a key part of our Plan for Change, boosting local businesses, growing local economies and easing pressure on the NHS.

    As part of the agreement, the Mayors have committed to:

    1. Work with the Department for Transport, Active Travel England and local authorities to create a country-wide national walking, wheeling and cycling network, comprising local networks that are safe and easy to use. This will give their regions’ 20 million residents access to high-quality, safe routes in their communities.
    2. Transform the school run by delivering high-quality, safer routes in neighbourhoods nationwide.
    3. Boost regional integrated transport networks by giving people easy walking, wheeling and cycling access to buses, trams and trains, which will link to new housing and support local economic growth.

    The initiative comes as recent research shows 1 in 6 early deaths could be prevented with regular moderate exercise. Meanwhile, a study from 2023 to 2024 found that, in England, 35.8% of year 6 children were overweight or living with obesity, with 22.1% living with obesity.

    Chief Medical Officer Professor, Chris Whitty, said:

    Increasing physical activity has health benefits across the life course. As part of this, we need to make walking and cycling more accessible and safer, as well as access to green space easier and more equitable.

    This will help remove barriers to improving physical activity levels and could significantly improve the health of England’s increasingly urban population.

    The first wave of improving active travel routes to schools will include the delivery of proven and popular schemes, including school streets, traffic calming measures, new crossings and better pavements, clear of obstructions.

    Regional mayors will lead local implementation with interventions tailored to their communities’ needs and develop programmes to enable more active travel, such as walking and cycling buses for children.

    The programme will be delivered using regional resources with additional targeted investment from Active Travel England, improving efficiency by combining separate funding streams in a mission-led approach.

    Coventry City Council has partnered with Coundon Court Football Club to secure its future at Coundon Hall Park, establishing the site as the long-term home of the local club.

    After being accepted onto the Football Foundation’s Home Advantage Programme, the club is set to take on a 25-year lease of the pitches at Coundon Hall Park.

    The Football Foundation’s Home Advantage Programme is supported by the Premier League, The FA and Government’s Football Foundation. It aims to support grassroots clubs and organisations across the country to take on long-term leases or licences of the sites they play at.

    The club will also have the opportunity to apply for up to £250,000 in grant funding from the Foundation to improve the facilities at Coundon Hall Park. This could include security fencing, storage units, grounds maintenance machinery and catering cabins.

    Councillor Kamran Caan, Cabinet Member for Public Health and Sport, said: “It’s been fantastic to work with Coundon Court Football Club to secure their future at Coundon Hall Park.

    “Supporting local sports clubs which give members of our community the opportunity to get out, get active and take part in something they enjoy is really important.

    “This support from the Football Foundation and the Home Advantage Programme will make a real impact and firmly cement the club’s future. In addition, it will show how this could be a model across the city of best practice.”

    Coundon Court FC is a 3-star England Football-accredited club with over 30 teams, and disability and community programmes. Named ‘Club of the Year’ by Birmingham County FA, it’s proudly rooted in the local community.

    Barry Morris, Club Secretary at Coundon Court Football Club, added: “We see this as a huge opportunity for our club to have a home of its own, enabling us to offer more football provision within the local community.

    “After collecting the ‘Club of the Year’ accolade from Birmingham FA for the second time in 4 years, we already have a fantastic foundation to work from and will continue to progress.

    “Thanks to Coventry City Council and the Football Foundation for their support and confidence in working with our club on this exciting and innovative project.”

    The planned Coundon Cycleway has also been designed to accommodate the improvements at the park.

    Councillor Patricia Hetherton, Cabinet Member for City Services, said: “We have planned the route of the Cycleway to allow for a full range of activities in the park – this includes allowing room for the exciting new multi-use games area and future football pitches – spaces where local young people can come together, be active, and have fun.

    “The Coundon Cycleway scheme, funded by Active Travel England, will create a new cycleway through the park by utilising existing paths and well-trodden pedestrian routes. The project will also enhance the area with new lighting, benches, and tree planting. Additional improvements include the installation of extra bins and CCTV in both car parks, ensuring a safer and more enjoyable environment for all visitors.”

    Robert Sullivan, CEO of the Football Foundation, said: “The Football Foundation is working closely with our partners – the Premier League, The FA and Government – to unlock the power of pitches for more grassroots clubs and enable them to take pride in the place they call home.

    “We know that local authorities often lack the resources to maintain their grass pitches to a high standard, and yet the process of transferring management is often seen as complicated, expensive and therefore unattractive.

    “Through our Home Advantage Programme, the Foundation plans to provide the support and funding needed to transfer over 1,750 grass football pitches like the ones at Coundon Hall Park from local authorities to grassroots clubs and organisations across the country.

    “As well as a higher chance of success on the pitch, home grounds provide a space for people to come together through sport and help strengthen communities based on a shared sense of belonging.”
