  • MIL-OSI Security: Better investing in science and technology would free up 15 million hours of police time

    Additional investment in science and technology could mean an extra 41,000 hours of police time available every day across England and Wales to be reinvested in neighbourhood policing and preventing crime. 

    Police chiefs are calling for the government to allocate circa £220 million to science and technology per year over the three-year spending review period to scale up tested science and technology capabilities.  

    As police chiefs set out their strategy for use of data and digital technology over the next five years, they make the case for government investment to enable police to roll out   technology that has been successfully trialled across England and Wales. 

    The independent Policing Productivity Review of forces in England and Wales reported examples of science and technology driving productivity. The Office of the Chief Scientific Adviser to Policing estimates that these projects saved 347,656 of workforce hours per year and led to direct savings of £8.2 million a year in costs. If they were scaled nationally, and similar gains were made in all 43 forces, potentially up to 15 million hours, worth £370m per year, could be saved and reallocated each year. 

    National Police Chiefs’ Council Chair Chief Constable Gavin Stephens said:  

    “A decade with very limited capital investment into policing has meant prioritising maintaining existing technology over innovation. The vast majority of police force technology budgets are spent on ageing systems and simply keeping the lights on. This has to change. 

    “Criminals are investing in technology to do harm; we need to invest to keep up and stop them.   

    “With government investment in the spending review, we are ready to roll out technology which could save millions of hours, finish investigations in days instead of months and keep pace with criminal advancements.   

    “Without investment, we will fall behind rather than become more productive.  We will not be able to restore neighbourhood policing.  Halving violence against women and girls and knife crime will become much harder to reach targets.” 

     A refreshed National Policing Digital Strategy 2025-2030 developed by NPCC, Association of Police and Crime Commissioners (APCC) working with Police Digital Service (PDS) has also been published today.  It sets out police digital and data ambitions and the roadmap to achieving them. This supports the NPCC’s Science and Technology Strategy published in May 2023. 

    National Police Chiefs’ Council (NPCC) Lead for Digital, Data and Technology Chief Constable Rob Carden, said: “Over the last decade, digital technology and data and analytics have become integral to policing’s ability to deliver an effective and efficient service and policing will spend nearly £2 billion on it in the next financial year. Policing must change the way we approach data, digital and technology to ensure we invest in solutions which can be used nationally across all police forces.  

    “The National Policing Digital Strategy will provide the direction, purpose and roadmap necessary for forces to enable the changes required. Working towards common goals, which can be upscaled at pace nationally to ensure we are making the savings in time and money in order to help our officers catch criminals and protect the public using data, digital and technology in the most effective way. 

    “One of our key ambitions is to give local communities more convenient ways to get in touch with their local force through improving things such as websites and apps, whilst developing a range self-service digital engagement channels that anyone is able to use and access. 

    “Transparency, fairness and ethical standards will be at the heart of all we implement.”

    Examples of investment: 

    • Roll out Live Face Recognition units.  On average, throughout 2024, there were 60 arrests per month across the three forces currently using Live Facial Recognition, of which a quarter involved registered sex offenders. Live Facial Recognition reduces the time spent on investigations, ultimately meaning swifter justice. 
       
    • Roll out Rapid Video Response –  a video call software that offers a discreet, quick and specialist police response to non-urgent reports of domestic abuse. Developed by Kent Police, it has led to a decrease in the average response time from 32 hours to just three minutes, and a 50% increase in arrests. 
       
    • Complete build of a new national digital forensics’ platform. Checking digital devices for evidence takes a lot of police time. A national digital forensics’ platform will help officers to process evidence on digital devices more quickly, return devices faster and make the process less intrusive for victims. This will help to address the current backlog of around 25,000 devices and keep pace with digital crime, which is growing 29 per cent annually.  
       
    • Enable the public to contact the police in the way that suits them best including adding services like AI-powered assistances and online case tracking, which in turn will reduce wait times for 101 or 999. 
       
    • Developing data and digital capability to catch offenders and protect victims.  This includes creation of a national Data and Analytics Office, which will lead improvements in data quality, compliance and sharing across the criminal justice system.  Continued investment in analytical capability will exploit this data, enabling, e.g. predictive tooling for multi-agency risk assessments and geo-spatial analyses to identify and address unsafe spaces. To date, this work has saved around £1m p.a. per force in productive time, by enabling efficient officer deployment, while early ANPR journey analysis has quadrupled drugs seizures.  
       
    • Funding a national Continuous Integrity Screening capability to provide ongoing detection of unacceptable behaviour from officers and staff and the removal of those who pose a risk. 
    • Expanding our regional centres for Robotic Process Automation.  In the three regions where it is deployed, automation is securing a return on investment of £8 in time saving for every £1 spent, covering 150 different administrative and crime management processes in relation to crime management and admin processes. Its national deployment will ultimately reduce administrative burden on frontline officers.  
    • Roll out nationally video and text redaction tools, automatic translation capabilities, summarisation tooling, and new deepfake detection capabilities.  Recent trials suggest these tools will offer significant time efficiencies and a better quality of service, with text redaction alone estimated to save around 1 million hours of workforce time, estimated at £16m a year.  
    • Fund the police service’s Aviation Pathway Programme will consider use of  Unmanned Arial Systems (i.e., drones). in investigations, surveillance and, to emergency response; improving service and reducing costs.  

    Latest research from the University of Birmingham and University Sheffield has demonstrated a clear link to increased economic growth and prosperity from investment in policing. Investment in policing, including technology investment, can lead to reduced demand on other parts of the public sector, level the playing field for companies who have to absorb the costs of crime, and reduce the need for the public to spend money as a consequence of crime. 

    For example the relationship between house prices and crime reduction shows that each £1 invested in policing yields £4.17 in economic benefits. Based on this, a 10% increase in policing i.e. around £1.7bn per year, will generate £14.5 billion in net benefits over twelve years, equivalent to 0.5% of annual GDP.     The National Police Chiefs’ Council (NPCC) Contact Portfolio today (29 May) announces a significant step forward in policing transparency and efficiency: the publication of monthly 101 call wait time data. This initiative demonstrates the continued commitment of police forces across England and Wales to improving public contact, responsiveness, and service accessibility.

    Starting with figures for the financial year 2024/25, the data – published on Police.uk – will offer the public clearer insights into how long it takes to reach their local force via 101. The publication of these figures reflects years of dedicated efforts to modernise police contact systems, introduce technology-driven solutions, and provide greater accountability to the communities that police serve.

    Policing Efforts Cut 101 Call Wait Times to Just 32 Seconds 

    Significant advancements in contact management, including enhanced digital triage, AI-driven call routing, and smarter resourcing strategies, have led to a remarkable reduction in 101 call wait times across the country – now just 30 seconds.

    This achievement reflects the dedication of forces in adopting modern solutions and refining call-handling processes to ensure that members of the public receive swift assistance when they need it. Investments in intelligent queuing systems, workforce optimisation, and automated call-back technology have played a pivotal role in delivering these improvements.

    The NPCC Contact Management Portfolio remains committed to further refining these systems, driving innovation, and maintaining the highest standards in public service efficiency.

    T/DCC Catherine Akehurst is the outgoing NPCC Contact Management Lead and has led the development and implementation of this initiative. She said:

    Think Before You Call – Keep Emergency Lines Clear This Summer

    With summer approaching, police forces are preparing for a surge in calls. The warmer months bring an increase in demand, and it’s essential that emergency lines remain clear for those who truly need urgent help.

    999 is for emergencies only – serious crimes, threats to life, and situations requiring immediate police response. 101 should be used for genuine police matters, such as reporting non-urgent crime or seeking advice from your local force.

    Unfortunately, we receive a surprising number of unnecessary calls, which clog up the system and delay responses for those in real need. Some examples include complaints about fast-food orders, requests for lost remote controls, and even enquiries about celebrity gossip.

    Here are some unexpected examples of emergency calls that, in reality, were far from urgent:

    • Cambridgeshire Police received calls from individuals asking for assistance with homework and even placing requests for fast food.
    • Gloucestershire Police were dialled on 999 over a spilled cup of coffee and grievances about car wash employees.
    • Hertfordshire Constabulary had a caller seeking nothing more than a phone number for a taxi service.

    Police urge the public to pause and consider before calling – if the issue isn’t police-related, it could be taking time away from someone in distress. Let’s keep the lines open for those who truly need help and ensure our emergency services can focus on keeping communities safe.

    More support for neurodivergent children in mainstream schools

    Around 300,000 children across 1,200 primary schools to benefit from earlier and better neurodiversity support.

    Around 300,000 children, including those with conditions such as autism, ADHD, and dyslexia, will be better supported to achieve and thrive as the government expands successful programme to help boost attendance and behaviour.

    Backed by £9.5 million in government funding, the Partnership for Inclusion of Neurodiversity in Schools (PINS) programme – which supports neurodiverse students by training teachers to identify and better meet their needs and improves parental engagement – will be extended for another year across a further 1,200 schools.

    One in seven children are estimated to be neurodiverse, and a lack of specialist training and awareness to support them means they often face bullying, higher rates of suspensions due to challenging behaviour, absence, and poor mental health.

    The positive impact of the PINs programme is already being seen in 1,600 primary schools which have previously taken part, with staff reporting increased attendance, improved behaviour, and better pupil wellbeing – which in turn benefits the entire school community.

    It ensures mainstream primary schools are more inclusive, enabling more children with SEN to thrive with their peers, meaning special schools can cater to those with the most complex needs – in line with the Government’s vision for a reformed SEND system as part of its Plan for Change.

    Education Secretary, Bridget Phillipson said:

    The impact on life chances when there is a lack of appropriate support for neurodivergent children can be devastating.

    We want a different future for children with SEND: inclusive and tailored to meet their needs, so everyone has the chance to achieve and thrive, and excellence is for every child.

    As part of our Plan for Change, we are determined to fix the broken SEND system and restore the trust of parents by ensuring schools have the tools to better identify and support children before issues escalate to crisis point.

    Some neurodivergent children are highly sensitive to loud noises or bright lights, leading to sensory overload which makes it difficult to learn, while others have difficulty understanding social cues or communication, leading to feelings of isolation.

    Others can find skills such as managing time difficult, impacting their ability to complete tasks, and some may experience hyperactivity or difficulties with emotional regulation, which make behaviour challenging. On top of this, some pupils ‘mask’, which can lead to increased anxiety and burnout.

    Through the PINS programme, specialist education and health professionals provide vital training to school staff to better identify conditions and access interventions tailored to their specific needs, and to better understand how to interact with neurodivergent children in a supportive way.

    Schools are also expected to host termly meetings with parents and carers, allowing them to feedback on the school’s approach to supporting children’s needs, increasing parental confidence.

    Carfield Primary School in Yorkshire received support from a speech and language team and occupational therapist through the PINS programme which helped teachers better identify and support children’s needs.

    They now open the school gates earlier and stagger their lunch time for pupils to ensure there is a calmer, more regulated school environment to avoid overstimulation. Plus, each child has a profile for teachers to understand their individualised needs.

    Parent at the school, Abi Olajide, said:

    My son was finding some aspects of school difficult and I felt isolated until I was invited to a parents’ forum which made me feel like I wasn’t alone and we were in it together. 

    We got the opportunity to encourage one another as parents and better learn how to support our children’s needs.  My son’s class teacher is marvellous and is always giving updates on how he’s getting on. Before PINs, I didn’t know what to do but now the school and parents are all linked up and work in partnership.

    My son has improved in reading and in his enjoyment of school and he is starting to have better relationships with his peers. I feel really grateful for PINs because of all the support my son is getting, and how well he is now doing at school.

    Bethan Arthur, SENCO and Deputy Head Teacher at the school, said:

    We have seen a massive improvement in the schools’ relationship with parents and a significant improvement in children’s attendance – from 93% to 95%, which has been supported by engaging with the PINS programme.

    Tom Cahill, National Director for learning disability and autism at NHS England, said:   

    It is fantastic news that thousands more neurodivergent children are to be better supported to thrive in mainstream primary schools. 

    I visited a PINS primary school and saw first hand how health professionals can support schools in meeting the needs of neurodivergent children – I heard from parents who appreciated the support without the need for diagnoses or waiting lists.  

    Effective partnerships between local NHS systems, local authorities, schools and parent carer forums allows schools to access specialist health professionals to provide advice and training. Strengthening relationships between schools and parent carers ultimately leads to improved children’s experiences at school and provides us with a blueprint for the future.

    Sarah Clarke and Jo Harrison, Directors and Co-Chairs of the National Network of Parent Carer Forums said:

    The PINS programme has been an inspiring initiative, bringing together educators, health professionals, and parents to ensure neurodivergent children receive the support they need in their local schools.

    Through close collaboration with families and Parent Carer Forums, the programme has strengthened communication and mutual understanding between schools and families, leading to reduced isolation for those with SEND and improved access to additional support services. This collective effort has created a powerful network of expertise dedicated to improving outcomes for all neurodivergent children.

    The Government established its Neurodivergence “Task and Finish Group”, led by Professor Karen Guldberg, which brings together a group of experts to drive understanding of how to improve inclusivity and expertise in mainstream schools, in a way that works for neurodivergent children and young people.

    Professor Karen Guldberg, the Chair of the Neurodivergence Task and Finish Group, said:

    I welcome the expansion of the Partnerships for Inclusion of Neurodiversity in Schools (PINS) programme. It focuses on strengthening the knowledge, understanding and skills of those who support neurodiverse children and young people in mainstream schools.

    It is an excellent example of strong partnership work between education, health and parent carers to meet the needs of neurodiverse children and young people.

    This comes as £740 million has been invested to encourage councils to create more specialist places in mainstream schools, driving inclusivity and enabling more children to achieve and thrive at their local school.

    UK Government launches newly digitised historic editions of world’s oldest English language daily newspaper

    From today (Thursday 29 May) copies from three centuries of the historic Belfast title will become accessible to the public online for the first time

    Secretary of State Hilary Benn views newly digitised historic editions of the News Letter during a visit to the British Library in London, accompanied by British Library Chief Executive Rebecca Lawrence and Richard Hall, DC Thomson Deputy Chair.

    • Belfast News Letter editions featuring key historical moments from the 18th-20th centuries now online, including the signing of the American Declaration of Independence.
    • Project delivers Safeguarding the Union command paper commitment.

    People around the world can now access newly digitised historic editions of the world’s oldest English language daily newspaper still in circulation, thanks to a UK Government project to highlight Northern Ireland’s cultural heritage.

    From today (Thursday 29 May) copies from three centuries of the historic Belfast title will become accessible to the public online for the first time, strengthening understanding of Northern Ireland’s newspaper heritage around the world and delivering on commitments made in the Safeguarding the Union command paper.

    First published in September 1737, the News Letter will mark its 288th anniversary as the oldest continuously published English language daily paper this year. The Northern Ireland Office has worked in partnership with the British Library and Findmypast to expand the online collection of the historic publication on the British Newspaper Archive dating to the late 18th, early 19th and 20th centuries. 

    Announcing the launch, Secretary of State Hilary Benn visited the British Library in London to view the new additions to the online archive. The British Library provided originals of the News Letter in microfilm and newspaper format, which were digitised by the online platform Findmypast, which has spent nearly 15 years working on a separate collaborative project to digitise the British Library’s vast newspaper collection.

    The Secretary of State, Hilary Benn, said:

    It was wonderful to be able to view the newly digitised editions of the Belfast News Letter at the British Library in London using the online archive.

    Bringing Northern Ireland’s newspaper heritage to a global audience will encourage research, exploration and appreciation of Northern Ireland’s rich political and cultural history.

    This UK Government project has opened up a unique resource to readers and researchers in nations around the world with historic links to Northern Ireland, including the USA.

    The archive is available online through the British Newspaper Archive and on Findmypast, and can be viewed freely at the British Library sites in London and Yorkshire, as well as at any library or by any private individual around the world with a subscription.

    Lee Wilkinson, Managing Director of DCThomson History, which owns Findmypast and the British Newspaper Archive, said:

    We’re delighted to bring these historic News Letter pages to the public, enabling more people to access this rich resource documenting Northern Ireland’s past at the click of a mouse.

    Over the past 15 years, through our unique relationship with the British Library, we have been able to bring millions of these key historical records to communities across the globe, so that families and researchers alike can uncover and understand their heritage.

    The British Library is custodian of one of the world’s largest news archives, with over 60 million newspaper issues dating back to the 1600s, alongside growing collections of broadcast and digital news. Digitising all known surviving copies of the News Letter and making them available online preserves a vital piece of heritage and opens up the archive to researchers around the world.

    Tuesday, 27 May 2025 – 1:00 pm.

    A replica pistol, gel blasters and an electronic stun device disguised as a torch were among items seized by Tasmania Police during searches of properties in the state’s north and south this morning.
    A 35-year-old Hobart man has been interviewed by police and issued with a summons to appear in court at a later date, as part of the ongoing joint operation between Tasmania Police and Australian Border Force authorities.
    This morning, (Tuesday, May 27) police executed simultaneous searches at two Tasmanian properties – one in the Hobart suburb of Lenah Valley and another in Mowbray, Launceston.
    The operation involved members from the Tasmania Police Drugs and Firearms Units (Southern and Northern), the Police Dog Handling Unit, Australian Border Force and specialist resources.
    Following the search of the Lenah Valley property, police seized four gel blaster-type pistols, one metal replica pistol, one foldable gel blaster submachine gun and quantities of alleged controlled substances (steroids).
    At the Mowbray address, officers searched a shed on the property and seized three gel blaster firearms resembling pistols, an electronic stun device disguised as a torch (Taser), ammunition and various chemicals.
    Also seized at the Mowbray property were body armour, ballistic helmets, balaclavas and police-style patches and insignia.
    Police advise that in Tasmania, gel blasters are considered firearms under the Firearms Act 1996.
    To lawfully possess any firearm in Tasmania – including a gel blaster – a licence of the category which is appropriate to that firearm is required. This means that to possess a gel blaster, which is an air rifle, a Category A licence is required.
    To possess a gel blaster which is an air pistol, a Category H licence is required.
    A person needs a genuine reason to possess a gel blaster, in the same way that they need a genuine reason to possess any other firearm.For further firearms information, go to www.fas.police.tas.gov.au

    Police are investigating an incident at Royston Park.

    At 2.45am Thursday 29 May police saw an incident occurring between a man and a woman on Payneham Road Royston Park.

    As a result, police attempted to arrest the man who was restrained.

    During his arrest he became unresponsive.

    SA Ambulance attended the scene, and the man was taken to hospital where he remains.

    Major Crime and Ethical and Professional Standards detectives are investigating the circumstances surrounding the incident.

    The investigation is in the early stages and is ongoing.

    On June 7, a new exhibit at the National Museum of the United States Army called “Call to Arms: The Soldier and the Revolutionary War” will be open and free to the public. The museum is open daily from 9 a.m. to 5 p.m. There will be rare Revolutionary War artifacts from the original colonies, England, France and Canada on display. Opening weekend activities from June 7 to 8 include special, family-friendly, Revolutionary War-themed events such as powder horn carving demonstrations, uniform and equipment displays, and story times. The Revolutionary War 250 special exhibit and companion educational programming are included in the museum’s free admission and will be offered through June 2027.

  • MIL-OSI USA: Governor Lamont Releases $30 Million for Infrastructure Improvements in 46 Small Towns

    (HARTFORD, CT) – Governor Ned Lamont today announced that he is releasing $30 million in state grants to 46 small towns in Connecticut that will be used to complete a wide variety of infrastructure improvements, such as road safety reconstruction projects, emergency management upgrades, sidewalk and pedestrian safety enhancements, educational and recreational facility upgrades, and other kinds of capital improvement projects.

    The grants are being provided through the Small Town Economic Assistance Program (STEAP), a state program managed by the Connecticut Office of Policy and Management (OPM) that delivers grants to small towns for economic development, community conservation, and quality-of-life capital projects. In addition to the grants from the state, each municipality is also contributing funds, bringing the total spent on the 48 projects to $43.4 million in a combination of state, local, and other funding sources.

    “Our small towns are an important part of what makes Connecticut such a special place to live and work,” Governor Lamont said. “By partnering with each town, we can help get these infrastructure projects completed so these towns can continue to thrive, remain competitive, attract businesses, and improve the quality of life for our residents.”

    Towns seeking funding under this current round of STEAP grants were required to submit applications to the state by February 20, 2025. Towns selected to receive grants will soon be contacted by OPM with an official award notification and further instructions. Funding to support these grants was recently approved by the State Bond Commission, a group that Governor Lamont leads as chairperson.

    The STEAP grants awarded in this round include:

    • Ashford: $400,000 in state funding is approved for the repaving of the Ashford Public Works Facility. This will be matched by $104,701 from the town.
    • Beacon Falls: $1 million in state funding is approved for Maple, Century, and Division Roadway rehabilitation and complete streets improvements. This will be matched by $927,150 from the town.
    • Berlin: $1 million in state funding is approved for the Berlin Peck Library reroofing and mechanical replacement project. This will be matched by $240,000 by the town.
    • Bolton: $427,863 in state funding is approved for Notch Road community event space. This will be matched by $89,250 from the town.

    Scientists from the University of Aberdeen are leading a project funded by Chivas Brothers, the Pernod Ricard business dedicated to Scotch whisky and maker of Ballantine’s, The Glenlivet and Chivas Regal to develop innovative nature-based solutions that could help to mitigate water scarcity but also slow down water run-off following rapid downpours.
    The issue has been brought into sharp focus in recent weeks with the Scottish Environment Protection Agency (SEPA) issuing country-wide alerts for low water levels. The dry soil a long dry spell leaves in its wake can repel water rather than letting it soak in as damp soil would, meaning it is harder to hold water when and where it is most needed.
    In areas like Speyside – home to half Scotland’s malt distillers – ensuring a continuous water supply, both now and in the future, is essential as temporary closures can cost the industry millions of pounds.
    Chivas Brothers is funding new research led by the University of Aberdeen and working with the James Hutton Institute, following a successful project in 2022 which focused on The Glenlivet distillery.
    There the team demonstrated the benefits of a series of small leaky dams installed in channels to slow water flow by holding the water in that location in temporary mini reservoirs. This allows it to soak into the subsurface so that more water is available at times when it is needed.
    The new research will broaden the geographic scope of the project across Speyside and explore a wider range of possible nature-based solutions for water management.
    Project lead Dr Josie Geris, a lecturer in hydrology at the University of Aberdeen, said the techniques they are investigating, including soil and vegetation management, could bring benefits beyond the whisky industry as around three percent of people living in Scotland rely on vulnerable private water supplies.
    “First, we will take a comprehensive look at data gathered from across Speyside and carry out detailed monitoring at The Glenlivet and two other distillery sites to develop understanding of how surface water and groundwater are connected, and how this varies across the different locations.” she added.
    “This will help us to assess how resilient different water resources in Speyside are to drought and to understand what causes certain water resources to be more vulnerable whether it is driven by geology, land use or other issues.
    “We will then use modelling to help future planning and our understanding of which nature-based solutions might work best where to mitigate water scarcity across the region.”
    The research team, which also includes Dr Mark Wilkinson (James Hutton Institute), Dr Ronald Daalmans (Chivas Brothers) Dr Jean-Christophe Comte, and PhD student Jennifer Pirie (University of
    Aberdeen), will investigate a range of techniques at The Glenlivet, Glenburgie and Aberlour distilleries.
    PhD student Jennifer Pirie, from the University of Aberdeen, said: “The techniques used successfully at Glenlivet cannot be applied everywhere and so we are looking at a range of measures to improve water availability in different environments.
    “What works best where will depend on local site characteristics, like the geology and soil properties, and so it is vital we build this understanding and knowledge.”
    As well as drought conditions, the techniques the team will use could also help with flooding and are applicable to other environmental issues such as improvements to carbon storage, water quality and biodiversity.
    Dr Mark Wilkinson, from the James Hutton Institute, said: “There is significant interest from diverse stakeholders for these ‘green solutions’ to environmental problems and the project is designed to share insights and to develop a toolkit of options for different environments and users.”
    Ronald Daalmans, Sustainability Director at Chivas Brothers, said: “This important work will help inform the whisky sector on how it can adapt and mitigate the effects of climate change for this critical resource. It forms part of a wider programme, called The River Within, which aims to support river restoration and enhancement in North-East Scotland.”
    In addition to supporting research projects, Chivas Brothers’ The River Within, a long-term programme in partnership with three Scottish river trusts – the Deveron, Bogie and Isla Rivers Charitable Trust, Findhorn, Nairn and Lossie Rivers Trust, and the Spey Catchment Initiative – aims to support the delivery of habitat restoration projects to ultimately preserve, protect and improve the health of Scotland’s rivers and waterways.

    Rhun ap Iorwerth says there is a ‘pro-European government in waiting’ in Wales

    Plaid Cymru Leader Rhun ap Iorwerth has today met with the European Union’s Ambassador to the UK, Pedro Serrano, at Europe House in London to discuss strengthening Wales’s relationship with Europe and deepening cooperation in key areas.

    The meeting followed the recent EU-UK summit, where Prime Minister Keir Starmer and EU leaders agreed to ease some post-Brexit trade and travel frictions. While welcoming the progress, Mr ap Iorwerth said the deal did not go far enough and called on the UK Government to pursue a more ambitious reset of relations, including moving towards rejoining the Single Market and Customs Union.

    Since leaving the EU, Wales has suffered disproportionately, with losses estimated at £4 billion to the economy, a £1.1 billion reduction in exports, and the disappearance of £1 billion in former EU structural and rural funding. Post-Brexit trade deals have also weakened the position of Welsh agriculture and manufacturing.

    Plaid Cymru is pressing the UK Government to do more than tinker at the edges and instead restore meaningful economic and political ties with the EU.

    The meeting also turned to foreign affairs issues, with Mr ap Iorwerth also raising concerns over Israel’s actions in Gaza and reiterating his party’s support for Ukraine.

    Speaking after the meeting, Rhun ap Iorwerth said:

    “I thank the Ambassador for a constructive meeting on the important relationship between Wales and the EU. Ahead of next year’s Senedd election, I wanted to make clear to our EU partners that with Plaid Cymru, there is a pro-European government in waiting in Wales that is serious and honest about the importance of improving our cooperation with our neighbours.

    “The recent summit must be seen as a beginning, not an endpoint. Brexit has caused deep damage to Wales’s economy, and unless the structural barriers to trade and investment are removed, the UK Government’s growth ambitions will remain unrealised. Rejoining the Single Market and Customs Union is the most effective way to reverse this damage. This is about giving Welsh businesses, farmers and young people the opportunities they deserve.

    “I reiterated Plaid Cymru’s proposal for a Welsh European Alignment Act – to reclaim powers we should never have lost and realign Welsh law with essential EU standards when in Wales’s best interest.

     

    The meeting also touched on a number of other foreign affairs issues, including Gaza and Ukraine. Mr ap Iorwerth said:

    “Plaid Cymru has consistently spoken out against Israel’s use of disproportionate force, and I welcome the EU’s decision to initiate a review of Israel’s compliance with its obligations under international law under the EU-Israel Association Agreement. I voiced my horror at Israel’s crimes in Gaza. I also reiterated that any future Plaid Cymru-led government would be committed to European cooperation in support of Ukraine.

    “Plaid Cymru offers a vision of hope – of a Wales that works with our neighbours, stands up for human rights, and gives our young people a future to believe in.”

    Greens call on UK Government to stop supporting Israel’s genocide

    The Scottish Greens co-leader, Patrick Harvie has called on the Labour Government to take immediate and decisive action to end its complicity in what legal experts and international observers increasingly describe as a genocide in Gaza.

    Mr Harvie responded to the powerful statement in a letter signed by more than 800 lawyers, including former Supreme Court justices, which condemns the UK’s failure to uphold international humanitarian law and urges Prime Minister Keir Starmer to impose sanctions on Israeli ministers and consider suspending Israel from the United Nations.

    The letter from legal experts outlines growing evidence of grave breaches of international law, asserting that the UK’s continued inaction places it in clear violation of its own legal obligations under the Genocide Convention and other international frameworks.

    Mr Havie, said:

    “When atrocities are being inflicted on this scale, it doesn’t just warrant condemnation – it demands real, urgent action. Keir Starmer’s recent lukewarm comments about the Netanyahu regime, which even Labour and Tory backbenchers have criticised as inadequate, amount to little more than empty words.

    “Sadly there is a gulf between rhetoric and reality. The Prime Minister claimed to have suspended trade talks with Israel, yet just days later the UK Trade Envoy, Lord Ian Austin, was in Israel as a guest of its government. Even as the UK, France, and Canada issued a joint statement expressing concern, the RAF was deploying surveillance aircraft to assist the Israeli military. This is complicity.

    “The people of Palestine need urgent help, they need strong action from the international community in the face of this genocide. We have consistently called on the UK Government to impose targeted sanctions on the Israeli political and military leaders responsible for these war crimes. They must immediately end all arms exports and military cooperation with Israel, demand an immediate and unconditional ceasefire, recognise the State of Palestine, and advocate for Israel’s suspension from international bodies, including the United Nations, until compliance with international law is resrestored.

    “In Scotland we must act as well. It is not good enough for the Scottish Government to call for an immediate ceasefire and continue to line the pockets of war profiteers. The SNP Government’s business unit, Scottish Enterprise, has poured public money into companies that are arming Israel and profiting from the destruction.

    “The UK cannot continue to provide political cover, arms, and intelligence to a regime that stands accused of war crimes and crimes against humanity. History will remember those who stayed silent and those who took a stand. The time for action is now.”

  • MIL-OSI Global: From soil to slugs to songbirds – how plastic is moving through ecosystems

    For many people, “plastic pollution” calls to mind pictures of turtles and other marine life drowning in single-use plastic bottles and discarded fishing nets. My own research looks at how the same story is playing out on land.

    Plastics are increasingly found in small mammals, insects and the soil. But how it moves through these ecosystems – and the damage it might be doing – is still poorly understood.

    My own research into this started during my masters degree. I wanted to find out if plastic pollution was affecting UK mammals – and the results were startling.

    Colleagues and I first looked at the faeces of a range of small UK mammals. We then used a special machine that detects infrared light to identify different types of plastic.

    We found plastics in the faeces of European hedgehogs, wood mice, field vole, and brown rats. Of the 189 hedgehog samples, 19% contained plastics. In one sample alone I was shocked to find a total of 12 pink and clear fibres of polyester. This is the UK’s most popular wild mammal, and no one knew they were ingesting plastic.

    Where the microplastics came from

    As part of my ongoing PhD, the next step was figuring out how this plastic was getting into the hedgehogs in the first place. Hedgehogs feed on invertebrates like beetles, snails, slugs, earthworms, caterpillars and woodlice. We wanted to see if those creatures could themselves be contaminated by plastic.

    We collected over 2,000 invertebrates and soil samples from 51 sites in Sussex, England. The sites covered farmland, grassland and suburban areas.

    To trace how plastic might move through the food web, we sampled creatures at various different points in the food web (known as “trophic levels”). This meant plant-eaters, like peacock butterfly caterpillars, and earthworms and other animals that feed on dead plants. We sampled omnivores who will eat all sorts, like the red-footed soldier beetle, and carnivores like ladybirds and ground beetles, who eat other animals and are found higher up the food web.

    After we had grouped the invertebrates by both species and location, we had 530 samples to analyse. We recently published our results in the journal Environmental Toxicology and Chemistry.

    Overall, plastic showed up in 12% of the invertebrate samples. Earthworms had the highest rate at 29%, followed by snails & slugs at 24%. Interestingly, the types of plastic found in carnivores didn’t match those in herbivores and dead plant-eaters. That suggests the carnivores are not just getting it from eating contaminated prey – they might also be picking up plastic as they move through the soil or even from airborne particles that land on their next meal.

    We also found the first evidence of plastic in species of caterpillar like the peacock, powder blue and red admiral butterflies, and in beetles such as ladybirds.

    The most common plastic we found was polyester, probably from clothing and furniture. Other common plastics were those used in single-use packaging, agricultural materials (such as fleece, mulch film, greenhouse films and silage wrap), and even paint.

    So, does it matter if a few slugs or worms are ingesting plastic? Absolutely.

    Invertebrates play important roles within their ecosystems. Earthworms, for example, add air to the soil and help cycle nutrients. Therefore, when they consume plastic, it affects the animals that prey on them, the soil they live in, and even the food we grow.

    In fact, plants grown in plastic-contaminated soil have been shown to take microplastics into their cells. This can stunt their growth and limit the water they can retain, and ultimately reduce our ability to grow the food we need.

    Insect-eating birds like swifts,thrushes and blackbirds are also ingesting similar plastic, likely from their prey. This can stunt their growth, damage organs, and make them less fertile.

    It is too easy to place the responsibility solely on individuals to avoid single-use packaging, recycle more, and avoid synthetic materials. These things make a difference, of course, but big polluters must be held accountable. That means fast fashion companies, drinks giants, supermarket chains and the agriculture sector, which all produce a huge amount of plastic waste and have failed to take responsibility for the damage this causes.

    If we want to protect ecosystems from plastic – on land as well as at sea – we need more than personal action. We need serious accountability, better waste management, and real investment in truly sustainable alternatives.

    The River Gade has returned to its natural course in Gadebridge Park, following an ambitious river restoration project delivered by the Environment Agency, in collaboration with Affinity Water, Dacorum Borough Council and contractors BAM Nuttall.

    The project has reconnected the chalk stream to its natural floodplain, improving wildlife habitats, reducing the risk of localised flooding downstream of the white bridge in Gadebridge Park.

    Historically, the River Gade was diverted from its natural course to supply water to the former Bury Mill. This artificial channel, perched on the edge of the park, caused the river to become disconnected from the surrounding landscape, leading to reduced flow, water quality issues, and limited biodiversity.

    The restoration involved creating a new river channel through the centre of the park, bringing the Gade back to its natural position in the valley bottom. The works included the installation of two new footbridges, a gauging station to support the flood warning system, and an innovative ultrasonic structure that allows fish and mammals to move freely while also redirecting spring flows vital for chalk stream ecology.

    As a rare chalk stream, of which 85% globally are found in England, the River Gade is a valuable habitat. Chalk streams are known for their clear, mineral-rich water and stable temperatures, providing an ideal habitat for species such as water voles and brown trout.n Gadebridge Park is one of Hemel Hempstead’s largest and most popular green spaces, offering something for everyone. Alongside the newly restored river, the park features expansive open grass areas, a skate park, a play area and splash park for children and a walled garden with a rich history and impressive formal planting displays.

    Background:

    The Environment Agency and Affinity Water funded the river restoration project and Dacorum Borough Council contributed to its recreational and amenity aspects for the park.

    A new channel was dug through the centre of the park and the project provided two new footbridges for the park.

    Extra gravel added to the channel to help shape the river and restore natural processes typical of a chalk stream. This includes riffles – shallower areas of the river where faster-flowing water pass over gravels and cobbles on the riverbed, adding oxygen to the water – and replicating natural ‘gravel bars’, which are deposits of gravel where the river’s energy is lower, creating varied water depths for river plants and animals to thrive.

    By creating vegetated margins along the banks of the new channel, we’ll provide important habitat for many species – for example, a habitat and a source of food for aquatic insects at different life stages, refuge from predators for juvenile trout and water vole, and even a migration corridor for otter. As well as providing habitat, vegetated margins also play an important role in filtering sediment and reducing nutrients entering the watercourse, helping to improve water quality. They can also slow flood flows and help to reduce erosion of the banks.

    The project is important for a number of reasons –

    Only 17% of chalk streams are in their natural state. Like many chalk streams, the River Gade faces pressure from low flows and historic modifications to its channel that limit the river’s habitats and the wildlife it can support.

    The artificial channel is much wider and straighter than a natural chalk stream would typically be. This often leads to a build-up of sediment along the bank and associated excessive vegetation growth, which gradually narrows the channel. The river had little resilience to drought conditions due to low volumes of flow, especially in late summer and early autumn.

    Most water we drink in the South East comes from rainwater stored deep beneath our feet in natural chalk ‘aquifers.’ These also feed our chalk streams. In 2018, Affinity Water reduced net abstraction in the Gade catchment by 2,342,400 m3/year – that’s an average of 6.4 million litres a day. However, demand for water in the South East remains high. We all need to reduce the amount of water we use – every drop wasted is water that could be sustaining our rivers, streams and lakes.

    Re-routing spring flows – which are currently diverted through a culvert, or underground tunnel, and discharged into a fishing lake at Kings Langley 5km downstream – into the new realigned channel. This will provide additional flow to the river, increasing its resilience to low flows, improve the river’s water quality and help to restore natural characteristics of a chalk stream such as a more alkaline PH and a stable temperature all year round.

    Because of their rarity and value, chalk streams in England have been designated a priority habitat, detailed within the qualifying criteria of the UK Biodiversity Action Plan (BAP) Priority Habitat Descriptions for Rivers. However, all chalk streams in England, including the River Gade, face vast challenges and pressures from decades of mismanagement.

    Tribunal found John Halley ‘unfit for judicial office’.

    Part-time Sheriff John Halley has been removed from office after an independent tribunal report found that his misbehaviour renders him unfit for judicial office.

    The tribunal reported to the First Minister that part-time Sheriff Halley’s conduct was improper and not consistent with the dignity of judicial office. Given the gravity of the tribunal’s findings, the First Minister accepted there are compelling reasons to remove part-time Sheriff Halley and has taken that decision.

    Background

    In November 2019, following a request from the Lord President, the then First Minister constituted a Tribunal under Section 21 of the Courts Reform (Scotland) Act 2014 to investigate and report on whether part-time Sheriff Halley was unfit to hold the judicial office by reason of misbehaviour.

    If a tribunal reports to the First Minister that a judicial office holder is unfit to hold office by reason of inability, neglect or misbehaviour, the First Minister may remove them from office. The First Minister has decided to remove Mr Halley from the office of part-time Sheriff with effect from 28 May 2025.

    The independent tribunal report into the fitness for judicial office of part-time Sheriff John Halley has been laid in Parliament by the First Minister, as required by the Courts Reform (Scotland) Act 2014.

    Part-time sheriffs may sit in any of the sheriff courts in Scotland, except that a solicitor who is appointed may not sit in the court district containing their main place of business.

    An impressive 3,000 Primary Four pupils from across the city came together to sing as one big choir at the Aberdeen Big Sing 2025 spectacular in the Duthie Park today (Wednesday 28 May). 

    Now in its third year, Aberdeen Big Sing is a celebration event which offers children aged 8-10-years-old the opportunity to enjoy the feel good factor that music and song can offer, a positive shared experience, and the chance to make new friendships.   

    Councillor Martin Greig, Convener of Aberdeen City Council’s Education and Children’s Services Committee, said: “The music and song from the young people was wonderful. It was lovely to hear the children from our twin city of Clermont-Ferrand taking part in this year’s Big Sing.  My thanks go to everyone involved who helped make this such an enjoyable event. This was a great opportunity to link up in advance of the Tall Ships which will travel from France to Aberdeen in July.”

    Councillor Jessica Mennie, vice-convener of the Education and Children’s Services Committee, said: “Aberdeen Big Sing 2025 was wonderful. It was clear from the fabulous performances by all the Primary Four pupils that they and the Aberdeen City Music Service vocal team have put in a lot of effort and enthusiasm to produce such a great event.”

    The children had been taught the songs by Aberdeen City Council’s Music Service specialist vocal team. Members of the team have been visiting schools since August 2024 with their time funded through Creative Scotland’s Youth Music Initiative.

    Morag Macdonald, Youth Music Initiative Manager at Creative Scotland said: “Aberdeen Big Sing 2025 is a truly fantastic celebration of creativity, community, and the joy of making music with peers. It’s wonderful to see so many young people coming together through song, building confidence and connection along the way. Through the Youth Music Initiative, we’re proud to support the dedicated vocal team at Aberdeen City Music Service who make events like this possible. Congratulations to all the pupils, teachers and organisers for delivering such an inspiring day.”

    The pupils performed eight songs mostly themed around the sea to coincide with the city hosting The Tall Ships Race 2025 (19 July-21 July).  Songs included A Sea Journey, My Bonnie Lies Over the Ocean, and Colour is a Beautiful Thing.

    The young singers were accompanied by the Big Sing Band which is made up of Aberdeen City Music Service and Robert Gordon College pupils, Charleston School and Ashley Road School Woodwind Ensembles, and the Robert Gordon College Pipe Band.

    Primary Four pupils from five schools in Clermont-Ferrand in France, which is twinned with Aberdeen, participated in the annual event for the first time.  The pupils from Ecole de Fournols; Ecole de Saint Georges sur Allier; Ecole élémentaire d’Aydat; Centre élémentaire d’Issoire and Ecole élémentaire Pierre Mendès France had taken part in various singing activities including a ‘live’ lesson and created recordings of their singing, which were broadcast at the event.

    Primary Four pupils at Muirfield School commented afterwards on how much they enjoyed being part of Aberdeen Big Sing 2025.  One pupil said: “I liked it. It was fun, my favourite song was “Thank You For The Music.”

    Another pupil added:  “It was scary and exciting being around so many other Primary Fours. I’m Still Standing was fun and I liked dancing to it.”

    An estimated 2,500 family members and friends of the young singers attended the event.

  • MIL-OSI United Kingdom: A660: Next stage of improvements to begin from Monday 2 June

    Leeds City Council is to begin the latest stage of its £10.4m improvement works along the A660, improving safety for pedestrians and cyclists and helping speed up bus journeys between Headingley and the city centre.

    Starting from Monday 2 June, works will begin to deliver a segregated inbound and outbound cycle track on both sides of the road, change pedestrian crossings outside the Arndale Centre and The Original Oak to toucan crossings, along with a major upgrade of both  the junctions of Hyde Park Corner and North Lane.

    Other improvements include introducing a 20mph speed limit between Shaw Lane and St. Michael’s Road, wider pavements and continuous crossings at most junctions, upgrading bus stops and shelters, and providing better access to public transport outside the Arndale Centre.

    From Monday 16 June, the junction of St. Michael’s Road and the A660 will be permanently closed to motor vehicles, with the area being transformed into a public space following a public consultation which saw 57% of responses backing this particular proposal.

    The junction of the A660 with Regent Park Avenue will also be closed to motor vehicles from 30 July, and the existing left turn road closure from Woodhouse Street to A660 Woodhouse Lane will also be made permanent, with greenery and space for outdoor dining.

    The improvements are funded by a £10.4m grant from Active Travel England, with this phase of work being delivered by construction partners Hinko Construction.

    The works aim to improve safety for pedestrians and cyclists along a route which saw 172 casualties between 2016 and 2021, encouraging people to choose more active and sustainable methods of travel which can boost health and wellbeing and help tackle climate change. They follow previous phases which were completed earlier this year, with 63% of respondents supporting the overall proposals during public consultation.

    Deputy Leader and executive member for economy, transport and sustainable development, Councillor Jonathan Pryor, said:

    “The A660 is one of our city’s busiest routes with thousands of people walking between north Leeds and the city centre every day, along with more than 1,000 cyclists daily and a high number of cars and buses.

    “It’s important that we make these improvements so it’s safer for everyone using it, helping to meet our Vision Zero strategy goal of eliminating road deaths and serious injuries on Leeds’ roads by 2040.

    “As with any scheme of this nature there is likely to be some disruption during construction, but we will work to keep this to a minimum, so we are encouraging people to plan ahead when travelling along this route.”

    The works are expected to be completed by summer 2026, with several measures being put in place to minimise disruption wherever possible.

    The majority of works will be carried out between 9.30am and 3.30pm on weekdays. In some instances, to ensure safety lanes will be narrowed where traffic will continue to flow in both directions.

    In some instances, temporary traffic lights will be required which will take the road down to a single lane, and there will also be some temporary road closures in place. This is likely to lead to delays.

    Bus routes will not be affected but there will be some temporary bus stops in place.

  • MIL-OSI USA: ICE, federal partners conduct immigration enforcement operations on Nantucket, Martha’s Vineyard

    CAPE COD, Mass. — U.S. Immigration and Customs Enforcement, in partnership with the Federal Bureau of Investigation, the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives and the U.S. Coast Guard conducted immigration enforcement operations on Nantucket and Martha’s Vineyard May 27. The operation yielded around 40 apprehensions including a documented gang member and at least one child sex offender.

    “Operations like this highlight the strong alliances that ICE shares with our fellow law enforcement partners,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “ICE officers and FBI, DEA and ATF agents worked together to arrest a significant number of illegal alien offenders which included at least one child predator. Our partners in the U.S. Coast Guard facilitated a safe and efficient transport of the alien offenders off Nantucket and Martha’s Vineyard, ensuring the safety of the residents of those communities. ICE and our federal partners made a strong stand for prioritizing public safety by arresting and removing illegal aliens from our New England neighborhoods.”

    Officers with ICE Boston and agents with FBI Boston, DEA New England and ATF Boston arrested around 40 alien offenders on the two islands, many of whom had U.S. criminality including a documented member of the notorious MS-13 street gang and at least one child sex offender.

    “This operation highlights FBI Boston’s ongoing commitment to supporting our partners at the Department of Homeland Security with identifying and apprehending those who are breaking the law by violating our immigration laws and, in some cases, committing crimes that endanger public safety,” said Kimberly Milka, acting Special Agent in Charge of the FBI’s Boston Division.

    USCG Sector Southeastern New England assisted the immigration enforcement operation by safely transporting aliens from Nantucket and Martha’s Vineyard. USCG provided small boats and a cutter to support ICE operations on the islands.

  • MIL-OSI Global: Hockey night in Belfast? How Canada’s sport could be bridging longtime sectarian divides

    In its simplest form, the protracted tensions in Northern Ireland have at their foundation two separate sectarian identities deeply divided over how, and by whom, they are governed — Protestant/Unionist populations wishing to maintain British rule and Catholic/Nationalists desiring a united Ireland.

    The 1998 Good Friday Peace Agreement brought an end to armed hostilities that devastated cities and towns through years of urban guerilla conflict. Yet divisions remain sewn into the everyday lives and patterns of the Northern Irish people — 90 per cent of students attend segregated schools and there are few friendships spanning the sectarian divide.

    One setting sits identifiably apart from these entrenched divisions: the ice hockey arena. Now in their 25th season, the Belfast Giants, Ireland’s only professional hockey team, impressively draws an average of 6,480 spectators to their games. They’ve also built a large and enthusiastic fan base known as the “Teal Army.”

    As a spectator sport with limited opportunity to play the game competitively and no significant history on either side of the conflict, the hockey arena has emerged as something of a neutral ground where fans from different backgrounds come together side-by-side.

    The arena is a place where symbols of division, so common across Northern Ireland via flags, murals and graffiti, are not allowed.

    The lack of a historical association with one side of the conflict, the fact that the sport is played predominantly by men from outside Northern Ireland — mostly from North America and Scandinavia — and a name and logo rooted in the shared regional lore of mythical giant Finn McCool has allowed the team to forge its own path post-peace agreement.

    The Friendship Four

    In 2015, after years of planning, the Belfast Giants hosted the inaugural Friendship Four hockey tournament.

    Held over the American Thanksgiving weekend, the tournament has since become an annual event that sees four Division I hockey teams from American universities come to Belfast for a two-day experience that includes intercultural exchange, educational visits to local schools and a hockey tournament.

    Since the tournament began, it has hosted teams from the New England and Boston areas as a means of fostering stronger ties between the sister cities of Belfast and Boston.

    In 2024, the Friendship Four tournament notably included a school with a long association with Ireland, the University of Notre Dame. As a prominent American Catholic university with a team name — the Fighting Irish — that is directly connected to the island’s divisive history, the team’s inclusion in the Friendship Four had the potential to tarnish the neutrality of the event.

    Controversial social media post

    As a researcher who has engaged significantly with supporters of the Belfast Giants, and as an alumnus of the University of Notre Dame, this tournament drew me to Belfast.

    The ‘Know Before You Go’ post from Notre Dame Hockey on X on Nov. 19, 2024 that was subsequently deleted.

    Before the 2024 tournament in November, the Notre Dame Hockey account posted guidelines on X for their supporters in Belfast, including an image of what to wear, and what not to wear, around the city. It noted: “Just a reminder to avoid our Irish symbolism, that may be deemed offensive to some, while out around town.”

    The post was deleted a few hours later, and an apology was issued acknowledging the tournament was meant to build bridges, not stoke division. Nonetheless, the original post drew significant attention and criticism.

    Belfast media and British news outlets picked up the story about the Notre Dame post. Many of the comments on social media about the story were situated in ethno-sectarian views or pointed fingers of blame.

    The outrage that greeted the Notre Dame X post demonstrates the tension and complexity of identity and symbols in Northern Ireland. But it thankfully wasn’t replicated in the Belfast hockey arena because the groundwork of social capital among hockey fans in the city has been built over the last 25 years.

    ‘Game on!’ and getting on with it

    On Nov. 29, 2024, the Notre Dame team took to the ice to play against Harvard without any extra fanfare.

    The afternoon game was filled with school groups carrying homemade signs and cheering for the teams whose players had visited their schools earlier in the week with overt hopes of seeing themselves on the jumbotrons. The game could have been in Saskatoon given the lack of any sectarian tensions.

    In an age of rising polarization and lack of human connection, the hockey arena in Belfast is worthy of attention.

    Hallmarks of post-conflict reconstruction include the development of a shared understanding of the truth about past events and directly engaging with contested acts and issues. Neither effort has been particularly well-executed in Northern Ireland.

    Nonetheless, as people wait for a more fulsome peace in the region, they have managed to live peacefully side by side in places like the Belfast hockey arena.

    As peace and conflict research continues its attempts to understand how those in conflict-affected communities navigate their everyday lives, the importance of non-traditional, non-partisan activities that can bridge divides should not be overlooked.

    Green Party co-leader Adrian Ramsay MP said:

    “The dire warning today from the World Meteorological Organization (1) should serve as a wake-up call. With global temperatures predicted to breach internationally agreed safe limits in at least one of the next five years due to global inaction, we are facing a future filled with increasingly severe climate impacts.

    “The Spending Review is the government’s chance to act. It must prepare for the climate consequences we can no longer avoid while also accelerating the path to net zero.

    “In our submission, the Green Party has called for an additional £7 billion annually to be invested in making the changes we need to face the impact of climate change on all our lives – from flood defences to future-proofing homes and buildings. This is no longer an optional extra. It’s vital to protect lives and livelihoods.

    “Delaying now means greater costs, deeper disruption, and irreversible damage. The science couldn’t be clearer, and the warning couldn’t be louder — the Government must respond with urgency and ambition. The Spending Review is the chance to do it.”

  • MIL-OSI Global: What I’ve learned from teaching philosophy in prisons

    Of all the subjects that could be taught in prisons, philosophy might seem a strange choice. You might think that we should address the educational basics first, since, according to a House of Commons report, 57% of prisoners in England “have English and Maths levels at or below those expected of an eleven-year-old”. You might also expect prison education to focus on the skills needed for employment after release.

    In the UK, many people think that prisons should harshly punish offenders, and perhaps see philosophy courses as an unjustifiable luxury for those who have broken the law.

    However, we are in a period of potentially significant change for the UK prison system, which has been overcrowded and in poor condition for years.

    In my three years of running philosophy courses in prisons, I have witnessed what can be achieved with this kind of education. I have found that philosophy courses can make a big difference to the lives of prisoners and prison culture, often in unexpected ways.

    Working with colleagues at the charity Philosophy in Prison and the University of Sheffield, I have led philosophy courses in several English prisons, and found that philosophy is particularly well-suited to prison education. Unlike most topics, philosophy can be taught purely in conversation, without textbooks or technology.

    There are many good reasons for engaging in philosophical conversations with people in prison. Conversations allow almost anyone to get involved, regardless of their levels of literacy. Philosophical conversations can give male prisoners a rare opportunity to relax the rigid norms of masculinity that prisons implicitly enforce.

    But one of the biggest benefits I have seen is the effects of these conversations on people’s attitudes towards disagreement. Prisons are overcrowded and often dangerous places, where disagreement can all too easily lead to conflict. Fortunately, philosophy provides an excellent opportunity for constructive dialogue.

    Getting philosophical

    One of the most intriguing things about philosophy is that nobody knows the answers to the questions it asks of us. Think about questions like, “what makes you the same person you were ten years ago?”, “what is a good life?” or “what is knowledge?”

    Such questions get to the heart of what it is to be human, and they have puzzled people for centuries. They require everyone, from the most experienced philosopher to the complete newcomer, to question why we think as we do. They also sharpen our interest in what others have to say.

    Take the first of these questions, for example. Perhaps you think that your memories of your past make you the same person that you used to be. But we cannot remember being asleep, and we are presumably not different people when we sleep. So, you might suggest instead, we had the same bodies ten years ago. Except that every part of a human body changes over time – over ten years, every cell in our bodies might be replaced. Now, with just four sentences, the puzzle has been set, and a conversation begun.

    Many of the questions we discuss in prison courses originally come from the world of classical philosophy (such as the three mentioned above). And our conversations often explore the ideas of ancient and historical philosophers – whether Aristotle or Bentham has a better understanding of the good life, for example.

    In any philosophical conversation, we will quickly realise that disagreement need not involve confrontation: it can be progressive, exciting, even fun. Philosophy helps people develop and practice the conversational norms – and the confidence – needed for positive disagreement. In my experience, prisoners often enter philosophy courses with little expectation that they will have anything to contribute.

    Many prisoners “have limited or negative experiences of education and therefore a limited belief in the potential of learning”. But philosophy courses can radically improve people’s confidence, and so help them to rethink what education might mean for them.

    One of our course participants summarised this point as follows: “With philosophy, people care about what I think. Nobody listens when you’ve been in prison. Everything you think is wrong, rubbish, you’re nothing.” Another was even more direct: “Hated school, dropped out at 11, can’t read, can’t write. But I can do this.”

    Transforming prison culture

    Evidence shows that participation in education can significantly reduce the likelihood of reoffending. Yet, as the recent Independent Sentencing Review highlights, the rise in the UK prison population has led to finite resources being diverted away from such programmes.

    Philosophy courses can facilitate transformations in prison culture, at relatively little cost. An inspection report into one of the prisons that I have worked in for several years noted that prisoners who took the philosophy courses “reported that their mental health and wellbeing had improved and that they enjoyed the opportunity to participate”.

    Moreover, I have seen philosophy courses influence a whole prison wing, as people continued their conversations after we left. One participant said that “being in a room with inmates I didn’t know but ended up talking to went a long way to understanding each other… I now talk to more people on the wing”.

    No matter what prisoners may have done, they share in our common humanity. By engaging in philosophy with prisoners, we can address this with very positive results – potentially both in and after prison.

    Cllr Rachel Lancaster has been named Lord Mayor of the City of Coventry 2025/26.

    Cllr Lancaster represents Holbrook Ward, she grew up there, going to John Shelton and President Kennedy schools, She is the second female in her family to serve as a Councillor in Coventry.

    Cllr Lancaster has served in many roles during her 17 years on the Council, including holding the portfolio of Cabinet Member for Public Services, Charing Scrutiny Boards and as Chair and Deputy Chair of Licensing Committee.

    Her children, daughter Meridith and son Lawrie, will share the role of Lord Mayor’s Consort.

    Outside the Council, her professional life has seen her work in strategic management positions for charities across the city, including as a Director of Coventry Independent Advice Services and Coventry and District Credit Union.

    The Lord Mayor said: “The city of Coventry and the Council that serves it have always been such important parts of my life.

    “We have created a remarkable city by working together as a community, and in my year I will celebrate that work and the people and organisations that make it possible.

    “I feel extremely proud that I have been given the opportunity to serve Coventry in this way, and I’m looking forward to meeting some of the many people out there who help to make it home.”

    Warning on oak processionary moth issued ahead of hatching season

    Public and construction trade vigilance needed as oak processionary moth (OPM) growth higher at start of greatest risk period

    The public are being urged today (Wednesday 28 May) to be vigilant for any sightings of oak processionary moth caterpillars, a tree pest which can strip oak trees of their foliage and leave them susceptible to disease.

    The caterpillars – predominantly found in South East England – descend down oak trees in head-to-tail processionary form, occasionally taking the form of an arrow shape, earning them their name. They feed on the leaves as they migrate causing the leaves to sometimes drop off which negatively impacts their growth. This can weaken the tree and leave it more vulnerable to other stresses, such as drought and further diseases. 

    The warning has been issued today by the Forestry Commission who are urging the public to report any sightings via the TreeAlert portal or by email to opm@forestrycommission.gov.uk.

    Oak processionary moth was first identified in London in 2006 after being accidentally transported over from Europe in trees for planting. It has since spread to surrounding counties in the South East, and last July, a small outbreak of the caterpillars was found at a site designated free from the pest.

    OPM caterpillars and their nests, which are made of distinctive white silken webbing, contain hairs that can cause itchy rashes, eye and throat irritation and should not be touched under any circumstances. The nests can be found in the trunk or branches of oak trees, and fade to a light brown over time. The public are urged never to try and dispose of the nests themselves. 

    Forestry Commission Oak Processionary Moth Programme Manager Dr Edward Straw said: 

    “The warm weather in spring has led to oak processionary moth growing quicker than in previous years. We’re already receiving reports of homeowners being affected by the caterpillars, coming out in painful rashes, and it is important those living and working in areas affected by oak processionary moth remain vigilant about the health risks they pose.

    “The Forestry Commission has a whole host of information online that can be used to identify the moth, simply visit managing oak processionary moth in England. If you spot the pest, report the sighting via our TreeAlert portal . Alternatively, you can email opm@forestrycommission.gov.uk.”

    The Forestry Commission continues to undertake a rapid management response and extensive surveillance work is in place to monitor the area and continue to direct appropriate control measures to prevent the potential spread of OPM.

    Professor Nicola Spence, UK Chief Plant Health Officer, said: 

    “Oak trees are an iconic and much-loved part of our British landscape. By reporting any sightings of the oak processionary moth to the Forestry Commission, we can all minimise the pest’s spread as well as reduce their impact on tree health. 

    “I would advise that members of the public living in London, the surrounding areas and Derbyshire, avoid any contact with the caterpillar and its nests, as this can cause irritation.”

    How to identify Oak processionary moth caterpillars 

    • Nests are typically dome or teardrop-shaped, averaging the size of a tennis ball. They are white when fresh, but soon become discoloured and brown. The caterpillars have black heads and bodies covered in long white hairs which contain proteins which can cause itchy rashes, eye, and throat irritations. They can also occasionally cause breathing difficulties in people and pets, so should not be touched under any circumstances.

  • MIL-OSI Australia: Update – Serious crash at Gawler Belt

    A rider has been taken to hospital in a serious condition following a crash at Gawler Belt this afternoon.

    Just before 2.30pm on Wednesday 28 May, police were called to the intersection of Horrocks Highway and Thiele Highway at Gawler Belt after reports a Holden station wagon and Husqvarna motorbike collided.

    The rider, a 66-year-old man from Evanston Park was taken to hospital with serious injuries. The driver of the car, a 53-year-old woman from Morgan was taken to hospital for minor injuries and mandatory blood analysis.

    Major Crash Investigators have attended the scene and investigations are ongoing.

    The road was closed for several hours but has since reopened.

    Anyone who witnessed the crash is urged to call Crime Stoppers on 1800 333 000.

    Ahead of the Women’s Rugby World Cup, the newly-revealed trophy will be coming to York on Sunday 1 and Monday 2 of June.

    As part of the ‘Trophy Tour’ this summer, a fully branded Land Rover Defender will bring the new trophy into the city, for members of the public to see.

    On Sunday 1 and Monday 2 June the trophy will be displayed on Parliament Square, and during the evening of 2 June it will be taken to York Rugby Club from 6pm to allow local sports teams and organisations to enjoy the visit.

    Welcoming the trophy to the city, Cllr Pete Kilbane, Executive Member for Economy and Culture, said:

    We’re thrilled to be hosting several exciting games as part of the Women’s Rugby World Cup later this summer.

    “Supporting this leg of the Trophy Tour is a great way to continue our amazing year of sport, and a great opportunity to celebrate the recent news that York is one of England’s most active cities. Our residents have shown how much love and support they have for sport, from grassroots all the way through to professional and international level competition”.

    Work is continuing to increase Aberdeen’s housing supply with the completion of more affordable homes and fewer empty properties across the city.  

    Councillors from the Communities, Housing and Public Protection Committee yesterday (27 May) received an update on the delivery of Aberdeen City’s Affordable Housing Delivery Supply Programme and the Bi-Annual Report from the Housing Board.   

    Communities, Housing and Public Protection convener Councillor Miranda Radley said: “ I am pleased to see 459 affordable houses being delivered through the city, in partnership with the Scottish Government and the city’s Registered Social Landlords.  

    “This is a huge achievement and builds on the success of the past few years delivering more affordable houses in the city.” 

    Vice-convener Councillor Dell Henrickson said: “The reduction in void Council properties has been crucial in ensuring that more homes are made available, and by turning these empty properties into homes, we are ensuring that more residents can benefit from affordable housing.” 

    Through the affordable housing delivery programme, 459 homes were completed in Aberdeen over the past year, with a further 472 homes expected to be completed in 2025/26.  

    It was also noted that a review by the Housing Board found that in March 2025 there were 418 fewer homes unoccupied council properties (voids) than the previous year.  

    Aberdeen City Council was allocated £12.5 million in 2024/25 through the Scottish Government’s affordable housing supply programme to make these homes available to move into.

    A new online exhibition launched by the City of Edinburgh Council’s Museums & Galleries, Libraries and Archives services brings together 900 years of objects relating to Edinburgh.

    From Greyfriars Bobby’s collar to the National Covenant, visitors to a digital exhibition can see all kinds of fantastic objects and artworks and find out more about their stories.

    Edinburgh 900: Objects from Nine Centuries of City Life is hosted on the Capital Collections website. It showcases not only some of the treasures viewable in museum and gallery venues around the city, but also many items that have never been fully shared with the public before. These include a 19th century record of petty criminals, a rare Hearts and Hibs football programme, beautiful contemporary silver and ceramics and historic documents from as early as the 12th century.

    The exhibition launched on Friday 23 May with the first 20 objects, with new objects being released each month between May and September, when the City’s Edinburgh 900 celebrations officially conclude.

    The team behind the exhibition have not only been photographing and researching these amazing treasures, they’ve also been engaging with community groups across the city to capture their responses to them. Groups including MindRoom who work with neurodiverse young people and dementia-friendly group Art In the City, have been connecting with the objects and having their responses recorded for display in the digital exhibition. This work is in partnership with the Open University who have provided the interactive digital app technology to capture community responses.

    Lord Provost Robert Aldridge said:

    Edinburgh 900 is a year-long celebration of our city’s rich history, culture, and bright future. It’s incredible to see the diversity of historic objects cared for on behalf of the city all viewable together online. I’m sure viewers are going to really enjoy seeing the tiny historic details the photographs reveal, as well as diving into the background stories and responses from the community. It’s a real celebration of Edinburgh’s past and present.

    A small display in the City Art Centre foyer showcasing some of the objects included in the online exhibition will open in the Summer.

    Council Leader Jane Meagher writes in the Evening News today about the need to support Edinburgh’s third sector.

    With our population growing and more people struggling with the cost of living, Edinburgh’s third sector is in a precarious position.

    According to the Scottish Council for Voluntary Organisations, seven in 10 charities now cite financial trials as their biggest challenge, up significantly in just two years. Traditional funding streams from the public sector, which provide vital grants to allow charities to operate in our local communities, are under growing pressure too.

    Echoing these concerns, a report to the Scottish Parliament’s Social Justice and Social Security Committee late last year made it clear that short-term funding cycles are creating financial instability for charities, diverting time and resources away from what’s important – delivering valuable services for vulnerable people.

    This predicament came into sharp focus for Edinburgh earlier this year when the Edinburgh Integration Joint Board (EIJB) – which oversees health and social care spend in the city – had to make difficult decisions to help it make necessary savings of close to £30m. Dozens of local projects and charities have seen their funding pulled as a result.

    Immediately, councillors united to intervene and see what could be done to prevent the devastating closures and redundancies these cuts could bring. Thankfully, we’ve been able to step in to provide emergency £2m funding, providing short term relief for 46 projects.

    Yesterday at Policy and Sustainability Committee, we also agreed how to spend a contingency fund worth £273,473 to further support primarily small, local projects and organisations in our communities which have lost EIJB funding. Grants of £10,000 will be made available this autumn to help with the resilience of the sector.

    Yet, the fact remains that the council also faces significant financial challenges. We remain the worst funded council in Scotland and plugging this gap will be difficult in future years. To that end, we need to find a longer-term sustainable way forward for this sector which provides so much good. Tackling poverty is one of our city’s top priorities and we cannot achieve this without the support of projects which focus on prevention.

    To get ahead of this, we’ve engaged the Edinburgh Partnership to conduct a review of how it supports and works with third sector organisations in Edinburgh, and to ultimately find solutions for improving funding certainty in future years. This includes how grant funding and commissioning is delivered, how third sector organisations monitor and report on their work, and what in-kind support is provided.

    We want to hear about how we can make it simpler, provide more stability, and collaborate to help those who need this sector’s support most. You can share your views through our Consultation Hub webpage, or by attending a workshop from now until Thursday 5 June. Results will be shared with those who take part and with the wider third sector, and will be reported to our next Policy and Sustainability Committee in August.

    In a successful city like Edinburgh, it is unacceptable that 80,000 people are living in poverty–  including close to a quarter of all children – which makes tackling inequality and preventing poverty one of the biggest challenges facing the capital.
