    ‘Shine your light’: responding to challenges facing the charity sector

    Thank you Srabani and good morning everyone / bore da pawb.

    It’s a privilege to be speaking to at this conference for the first time as the Commission’s CEO, after rejoining the organisation last summer.

    I probably don’t need to explain to this audience why I returned to work with the charity sector.

    Current operating environment and challenges 

    The Charity Commission stands at a unique vantage point, where the perspectives of charities, government, the public and donors meet.

    From this position, we see three trends.

    First, an incredibly challenging economic environment for the sector.

    Like other sectors, charities face inflationary pressures and rising operational costs.

    But charities are also dealing with increased demands for their services.

    The cumulative impact of these trends on charities is, in some cases, extremely challenging.

    Second, charities, like other organisations, are contending with rapid technological and social change.

    Some tech innovations, notably in the space of AI, offer tools that can help charities do more with less and increase their impact.

    But looking ahead, these technologies potentially challenge the very role of organisations and institutions in the traditional sense.

    Notably when coupled with changing attitudes, especially among younger people, whose allegiances are increasingly to causes, not ‘bricks and mortar’ or brands and institutions and where technology platforms offer alternatives of direct giving to those in need.  

    Thirdly – global conflicts, geo political shifts and instability. The shocking invasion of Ukraine and conflicts in the middle east have seen demands on and need of charity increase significantly. Whilst at the same time the once seemingly immovable, solid post war geo political system is shifting, creating uncertainty and instability. This makes responding to increased global need more difficult and challenging to navigate.

    Impact and Potential

    Despite those challenges the sector has never been more important – and let’s be clear what charities achieve for society is astonishing, both in terms of scale and impact.

    Based on Annual Returns submitted to the Commission for 2023’s accounts, the sector had an annual income of over £96 billion – up around 7% on the previous year.

    We registered just over 5,000 new charities last year, having assessed a record 9,840 applications – a 9% increase on the previous year.

    And there are around 700,000 trustees who collectively steward the sector though good times and bad, and whose work often goes unrecognised and uncelebrated – though we at the Commission are all too aware of their service and contribution.

    But numbers alone don’t tell of the human impact of charity. Of the positive difference charities make in transforming or enriching communities, our environment, our wildlife, heritage, culture as well as saving and improving countless individual lives.

    It is that impact that charities, their amazing trustees, volunteers and employees have – that we must not lose sight of – nor let the challenges shroud.

    There are so many examples to tell.

    Like the Felix Project which had a landmark year, providing 38 million meals through its network of 1,264 community organisations and schools by growing its network of collaborations. Building on that success it has launched its Multibank, which has seen 1.46 million non-food essential items distributed to try and ensure no Londoner in need goes without.

    Welsh Women’s Aid and its partners helped 739 survivors access refuge-based support. That is life-saving intervention happening every day, across the country – offering not just physical shelter but a sense of home and safety when people need it most.

    That the osprey – that magnificent bird of prey – which was once driven to near extinction in the UK – is now thriving, with over 250 nesting pairs living in Britain today, is thanks to charities.

    And it is thanks to charity that, on average, two lives are saved at sea every single day by RNLI volunteers.  

    Also I know from my last CEO role at the Animal and Plant Health Agency, thanks to animal welfare charities’ campaigning work over decades, the UK now has one of the most advanced legal frameworks protecting animal health and welfare.

    These a just a few examples of what has been made possible by the charity sector.

    Potential and Opportunity

    So whilst I don’t underestimate for one moment the challenges charities face – and which I have seen first hand on my many visits – I would urge you not to let those challenges dim nor shroud the huge impact you are having, everyday.

    I also firmly believe that as Albert Einstein once said:

    in the middle of difficulty lies opportunity.

    Arguably, the bigger the challenge, the greater the opportunity. Ideas previously rejected as too radical; innovation that once felt too big; conversations which felt too challenging can suddenly feel possible – and necessary.

    Take for example, the city I call home, Liverpool. Which is incidentally also the Commission’s main home, where most of our staff are based.

    I grew up in Liverpool in the 1980s. It was a time when the city felt like it had lost its way, with ever increasing challenges and ever dwindling opportunity and resources.

    Today my home city is transformed. And that transformation happened through collaboration – a combination of philanthropic investments, national and local government investment, alongside renewed community action notably in the arts, culture and tourism which acted as catalysts for wider renewal.

    Each individual project mattered, but what made for game-changing transformation was the cumulative impact of collaborative and complementary efforts from a number of actors. And that is true across the sector today.

    Take for example, Fareshare. Working collaboratively, supporting other charities in their network, they’ve helped distribute 92% more food over the last year, and made their budgets go 78% further.

    This resulted in them distributing a whopping 135 million meals, reaching nearly 1 million people.

    If you’ll allow me to return once more to my hometown.

    In late 2024, Zoe’s Place, a hospice in Liverpool which provides care to children, faced an uncertain future. The community of Liverpool, supported by business leaders and politicians, as well as a fellow charity the Institute of our Lady of Mercy, fellow hospice Claire’s Place and regional media collectively rallied to save Zoe’s Place, with the Commission playing a key facilitating role.

    Now, ownership has been transferred to the newly registered Liverpool Zoe’s Place. The charity’s trustees have also finalised plans to build the charity’s new home, securing the continuation of the former charity’s legacy.

    The hospice had been helping families through the unimaginable since 1995 – to see that vital service disappear would have been gutting for the community, and a huge blow to the families who rely on the organisation’s support.

    Instead, by reawakening their community’s passion and pride in the service, the charity will now continue to provide that support for years to come.

    In addition to this kind of public appeal, forging new corporate partnerships is another option being explored by many charities. Indeed, the Charities Aid Foundation estimates that UK businesses contribute around £4 billion to the sector.

    Take one example – a mere stone’s throw from here: national homelessness charity, Shelter.

    The organisation has partnered with clothing brand, Lucy and Yak. Last year they held a successful pop-up shop in Kings Cross, and now, they’ve launched donation boxes in several Lucy and Yak shops across the country encouraging customers to donate clothing.

    Shelter has responded to competition facing charity shops with the rise of preloved selling platforms in an agile and innovative way. Through this partnership, they’ve added a funding stream to their ‘bow’ and potentially reached new supporters.

    But I appreciate that public appeals and new corporate partnerships won’t work for everyone.  

    As a result of the Covid pandemic, many charities needed to re-evaluate their financial resilience and ability to weather further storms – many had dipped into their reserves, while others had little to fall back on.

    With the same desire to ensure services do not come to an end, some charities with similar goals turned to mergers – combining resources to create something more sustainable.

    For example, Community Integrated Care, one of the largest social care providers in the UK, merged with Inspire, a social care provider based in Scotland, in 2023. The charities saw how funding shortfalls, economic pressures and workforce shortages were impacting social care more broadly and chose to secure their future together rather than struggle through apart. And it paid off.

    Community Integrated Care’s income increased by £22 million in the year after the merger, and the charities reported publicly that the merger was a good strategic fit. These charities found strength in unity while continuing to provide that sense of belonging their beneficiaries depend on.

    Mergers are not the answer for all – and I don’t underestimate the work that can be involved in navigating a successful transition. But where you decide a merger is the best way forward, the Commission is on hand.

    Conclusion: strength in collaboration

    I’ve touched upon a few examples today to evidence my underlying confidence in this sector’s collective power. Just as no home is built by a single pair of hands, no lasting social change comes from isolated efforts.

    Our dear late Queen, Elizabeth II, once said:

    On our own, we cannot end wars or wipe out injustice, but the cumulative impact of thousands of small acts of goodness can be bigger than we imagine.

    In the year of the 80th anniversary of Victory in Europe and Victory in Japan we should remember those words and that out of darkness can come something brighter and better than before.

    From the darkness of tyranny, fascism and unfathomable loss came a renewed determination for peace, democracy and equality. That which charities had long fought for then came forward in the form of the NHS, welfare state, expansion of access to higher education, and workers’ rights.

    While the challenges facing society may be less existential, I believe this sector can again play a transformational role across communities, across government, local and national, with businesses and philanthropists to once again tackle our biggest issues with joint purpose.

    There is no greater charity sector in the world than here and my message is clear.

    Keep shining a light, charities.

    Shine a light on your charitable purpose.

    Shine a light of hope, and of refuge to those in need.

    Shine a light on your innovation and impact.

    And always remember that you not only stand on the shoulders of giants, but you too are now building that better brighter future for the next generation.

    Environment Agency secures over £526K in Proceeds of Crime case

    An illegal enterprise in catalytic converters has brought confiscation orders for £526,215.04, at a Proceeds of Crime Award hearing.

    Converters

    The case led by the Environment Agency was concluded at Lincoln Crown Court on Friday 16 May 2025.

    The ruling was made against Long Sutton-based Platinum Group Metals Recycling Ltd and director Edvars Stancik.

    Recorder John Hardy KC ruled that Stancik, 30, had made a benefit of £4,312,925.70 from his criminal activity while his company made a benefit of £4,344,827.60.

    The court heard assets of £495,280.88 were available from the company made up of cash in a bank account and seized catalytic converters.

    Stancik’s only asset was £30,934.16 from equity in a house he sold before his trial, the court was told.

    Recorder Hardy ordered those amounts to be confiscated and ruled that £100,111.65 should be paid to the Environment Agency to cover costs.

    At a previous hearing (4 September 2024), the company and Stancik were found guilty of running an illegal waste site at Long Sutton.

    The court heard that, between December 2019 and September 2021, Stancik, 30, acted as a director of the company and traded in catalytic convertors on a colossal scale. 

    A jury heard that neither Stancik nor his company had obtained an environmental permit before buying and selling thousands of catalytic converters.

    Stancik stored the devices in containers in Long Sutton and were stored in an irresponsible manner giving rise to health risks.

    A warrant for the arrest of Stancik, who is believed to be living in Lithuania, has been issued.  He has been given 3 months to pay or face 5 years in jail.

    The Environment Agency continues to investigate ways of retrieving further proceeds.

    Peter Stark, Environment Agency Enforcement Team Leader, said:

    “Waste criminals should be aware how seriously we take their offending, including the benefit they obtain from their illegal activities.

    “Offenders won’t get away with concealing information or their assets, and due to the EA’s hard work, justice has been served.

    “Waste crime can be a blight on the environment, communities and to legitimate businesses.

    “We will continue to work with professional partners like Lincolnshire Police in this case to prevent, disrupt, investigate, and stop waste offending.

    “If anyone suspects that a company or its directors are doing something wrong, contact our 24/7 hotline on 0800 80 70 60 or report it anonymously to Crimestoppers on 0800 555 111.”

    Background Information

    Catalytic converters are components in car exhausts.  They contain small amounts of precious metals contained within a metal case making them valuable.

    However, catalytic converters also contain carcinogenic fibres which, if ingested, can cause serious and irreversible lung disease. 

    The dangerous fibres can attach to shoes and clothing and be transported from one place to another.

     It is therefore extremely important that catalytic converters are handled only under the strict conditions of an environmental permit, supervised by the Environment Agency.

    Welfare reform: Speech to the IPPR by Work and Pensions Secretary

    Secretary of State for Work and Pensions Rt Hon Liz Kendall MP speech to the IPPR setting out the case for welfare reform.

    I’m very grateful to my former employer IPPR for hosting us and to all of you for taking the time to come along, I’m especially grateful to Dominic for sharing his experiences, and I thought that was really important to hear today – about the benefits work brings to you, and the struggles you have faced, and your hopes for the future.

    I want to talk about the Government’s welfare reforms.

    How they will transform people’s lives, as part of our Plan for Change.

    How these reforms will help ensure our welfare state is sustainable for the future.

    Now Getting Britain Working is central to the Government’s Plan for Change.

    It is vital to delivering higher living standards in every part of Britain. 

    And it’s vital to achieving the number one mission of this Government, which is growing the economy.

    But Getting Britain Working is about so much more than this.

    It’s about giving people the dignity and self respect that we know good work brings.

    The purpose and belonging that Dominic spoke about so powerfully.

    It’s about improving the health of the nation, because we know good work is good for people’s mental and physical health – and can help reduce pressure on the NHS.

    And Getting Britain Working is critical to driving down child poverty and ensuring every child starts school ready to learn – perhaps the single most important step to transforming equality and opportunity in this country.

    And the scale and urgency of our task is there for all to see. 

    Nearly 1 in 10 people of working age are now on at least one sickness or disability benefit.  

    A near record 2.8 million people are out of work due to long-term sickness. 

    1 million young people are not in education, employment or training – that’s more than 1 in 8 of our young people – with all the long-term consequences this brings for their future health, job prospects and earnings potential.

    And 300,000 people with health conditions are falling out of work every single year, piling up even greater problems for the future.

    The result is millions of people who could work written off and denied the chance to build a better life …

    … with all these challenges far worse in parts of the Midlands and the North, whose economies were decimated in the 80s and 90s when whole industries closed, and who have never been given the investment, support and opportunity they need to recover.

    … with the benefits bill for sickness and disability up £20 billion since the pandemic and set to rise by a further £18 billion by the end of this Parliament, unless we change course. 

    And the truth is … it doesn’t have to be this way.

    We are the only economy in the G7 whose employment rate still hasn’t returned to pre-pandemic levels.

    And spending on sickness and disability benefits in most other comparable countries is either stable or falling since the pandemic … yet ours continues to inexorably rise.

    And there is nothing inevitable about Britain’s future path, if we have the courage and conviction to act.

    We must start shifting so much spending from the costs of “failure” to investing in the jobs, skills and public services that people need to build a better life.

    This requires leadership and it requires reform. 

    Now the truth is, welfare reform is never easy. And it is rarely popular.

    So we will reform the welfare state.

    Changing it to meet the social and demographic challenges of today and tomorrow and delivering the fairness, equality and opportunity people need and deserve.

    Reforming the welfare state to offer them the same rights and chances to work as anybody else.

    When the welfare state was created, average life expectancy was 65, and the most common cause of illness and death was infectious diseases and accidents. 

    Now, average life expectancy is around 80. And 1 in 7 babies born today is likely to live to 100.

    Back then, disability was the exception. Now, 1 in 4 of us self-reports as disabled. And 1 in 3 of us will have a long-term health condition.

    But the welfare state has simply not kept pace with these changes.

    Our benefit system in particular forces too many sick and disabled people into a binary choice of can or can’t work – when we know many people’s physical and mental health conditions fluctuate, and many sick and disabled people want to and need to work.

    The system then writes people off, and traps them … without offering any help or support.

    The number of people on the health top up of Universal Credit is set to rise by 50 per cent to 3 million by the end of the decade. 

    And the number of people on Personal Independence Payments is set to more than double to 4.3 million.

    There are now 1,000 new PIP awards every single day. That’s the equivalent of adding a city the size of Leicester every single year.

    This is not sustainable or fair – for the people who need support and for taxpayers.

    So unless we reform the system to help those who can work to do so…

    Unless we get social security spending on a more sustainable footing…

    And unless we ensure public money is focused on those with the greatest need and is spent in ways that have the best chance of improving people’s lives…

    …the risk is the welfare state won’t be there for people who really need it in future.

    That is why we are grasping the nettle of welfare reform. 

    Not for the sake of it, but to ensure the welfare state lasts for generations to come.

    Now we have already made huge strides in getting Britain working and growing again. 

    We are improving the quality of work and making work pay, with our landmark Employment Rights Bill.

    We are creating more good jobs in every part of the country – from clean energy to construction and through our modern industrial strategy.

    And we are investing an additional £26 billion this year to drive down NHS waiting lists, because getting people back to health is crucial to getting them back to work.

    But we also need big changes in our system of social security and employment support to deliver greater fairness and opportunity.

    Our plans are based on three clear objectives. 

    First, overhauling the system to help those who can work, get into work and stay in work.

    Last autumn our Get Britain Working white paper kicked off the biggest reforms to employment support in a generation, backed by and additional £240 million…

    … overhauling our Jobcentres to create a new national jobs and careers service, and shift the focus away from benefit administration alone.

    … investing in 16 new trailblazing programmes across the country – led by Mayors and local areas – to join up work, health and skills support, ensure every young person is earning or learning and to tackle the scar of economic inactivity.

    This year, we announced a further £1 billion a year in our new ‘Pathways to Work’ offer.

    Along with programmes like WorkWell, Connect to Work – which is being rolled out to the whole of England and Wales by December – and freeing up 1,000 work coaches to support sick and disabled people….

    …. Pathways to Work will guarantee a comprehensive offer of health, work and skills support for anyone who needs it. 

    … rolling out from next April when our benefit changes start to come in… 

    …. the biggest ever package of support for sick and disabled people.

    To underpin these changes in employment support, we are also creating a more pro-active, pro-work system. 

    We are consulting on a new Unemployment Insurance to provide a higher rate of time-limited income protection for people who lose their job but have paid into the system.

    We are scrapping the failed Work Capability Assessment [Political content removed] to help end the binary can/can’t work divide.

    We are reforming Universal Credit to encourage people to find work, and not stay on benefits…

    … reducing the health top up for new claims from April 2026, alongside active help to find work.

    …. and bringing in a sustained above inflation increase to the standard allowance in Universal Credit for the first time ever, delivering a cash increase of £725 a year by the end of the Parliament. 

    We’re introducing a new ‘right to try work’ by legislating to guarantee that work in and of itself will never lead to someone being called in for a benefit assessment to give people the confidences to take the plunge and try work. 

    To underpin our Youth Guarantee we are consulting on delaying access to the health top up in Universal Credit until someone is aged 22, with the savings reinvested into work support and training opportunities. 

    And we will support employers to recruit and retain more disabled people and people with health conditions through our Keep Britain Working review, led by the former boss of John Lewis, Sir Charlie Mayfield.  

    The second objective of our plans is to protect those who cannot work. 

    Those with the most severe, life-long conditions that will never improve and who can never work will have their Universal Credit protected – including young people aged under 22. 

    And we will guarantee they will never be reassessed in future, removing totally unnecessary stress, anxiety and uncertainty.

    To improve trust, we will also fundamentally overhaul our safeguarding approach to ensure all our processes and training are of the highest possible quality and to protect and support vulnerable people.

    Our third objective is to focus Personal Independence Payments on those with higher needs and to review the PIP assessment to ensure it is fair and fit for purpose.

    I know the concerns that have been raised about our proposals. I am listening carefully to all the points people raise.

    But 9 out of 10 people claiming PIP at the point when the changes come into force in November 2026 will not be affected by the end of the Parliament.

    And even with the changes we are making…

    … there will still be 750,000 more people receiving PIP by the end of this Parliament than there were at the start.

    … and spending will be £8 billion higher than it is now: rising faster than GDP, and faster than spending on public services.

    In making our changes, we are preserving PIP as a vital cash benefit that makes a contribution towards the extra cost of living with a disability. [Political content removed]

    We are consulting on how best to support those who will no longer be eligible, including so their health and care needs are met. 

    We will improve the experience of those going through the PIP assessment, switching back to more face-to-face assessments and recording them as standard.

    And we have begun the first review of the PIP assessment, in more than a decade – including the descriptors, and in consultation with disabled people and the organisations that represent them – to ensure it is fair and fit for purpose. 

    Taken together, our measures will reform the system to support those who can work to do so, to protect those who cannot, and to help ensure our welfare state lasts for generations to come.

    I want to finish by saying this.

    When I travel around the country, I know the places with the highest levels of economic inactivity and the largest number of people on sickness and disability benefits…

    … are the same places with the worst health, lowest life expectancy and fewest opportunities.

    The villages, towns and cities, especially in parts of the Midlands and North whose economies have still not recovered from the 80s and 90s, where economic demand remains weakest.

    Places that are full of talent and ambition but which need the investment – in jobs, infrastructure, skills, and public services – to build a better life for themselves and their communities.

    People in this country rightly demand change.

    They need real hope built on real solutions.

    Change of this scale isn’t easy.

    But it is possible.

    That we will create the jobs, opportunities and public services people want and deserve. 

    Because a future dependent on benefits alone is not good enough for people in Blackpool, Birkenhead or Blaenau Gwent. 

    I am confident we will deliver. 

    Because all the evidence shows hundreds of thousands of sick and disabled people want to work.

    When they have a government that is on their side and provides the right support, they get work. 

    And that this can transform their lives. 

    Our task is urgent.

The shocking invasion of Ukraine and conflicts in the middle east have seen demands on and need of charity increase significantly. Whilst at the same time the once seemingly immovable, solid post war geo political system is shifting, creating uncertainty and instability. This makes responding to increased global need more difficult and challenging to navigate.

    Impact and Potential

    Despite those challenges the sector has never been more important – and let’s be clear what charities achieve for society is astonishing, both in terms of scale and impact.

    Based on Annual Returns submitted to the Commission for 2023’s accounts, the sector had an annual income of over £96 billion – up around 7% on the previous year.

    We registered just over 5,000 new charities last year, having assessed a record 9,840 applications – a 9% increase on the previous year.

    And there are around 700,000 trustees who collectively steward the sector though good times and bad, and whose work often goes unrecognised and uncelebrated – though we at the Commission are all too aware of their service and contribution.

    But numbers alone don’t tell of the human impact of charity. Of the positive difference charities make in transforming or enriching communities, our environment, our wildlife, heritage, culture as well as saving and improving countless individual lives.

    It is that impact that charities, their amazing trustees, volunteers and employees have – that we must not lose sight of – nor let the challenges shroud.

    There are so many examples to tell.

    Like the Felix Project which had a landmark year, providing 38 million meals through its network of 1,264 community organisations and schools by growing its network of collaborations. Building on that success it has launched its Multibank, which has seen 1.46 million non-food essential items distributed to try and ensure no Londoner in need goes without.

    Welsh Women’s Aid and its partners helped 739 survivors access refuge-based support. That is life-saving intervention happening every day, across the country – offering not just physical shelter but a sense of home and safety when people need it most.

    That the osprey – that magnificent bird of prey – which was once driven to near extinction in the UK – is now thriving, with over 250 nesting pairs living in Britain today, is thanks to charities.

    And it is thanks to charity that, on average, two lives are saved at sea every single day by RNLI volunteers.  

    Also I know from my last CEO role at the Animal and Plant Health Agency, thanks to animal welfare charities’ campaigning work over decades, the UK now has one of the most advanced legal frameworks protecting animal health and welfare.

    These a just a few examples of what has been made possible by the charity sector.

    Potential and Opportunity

    So whilst I don’t underestimate for one moment the challenges charities face – and which I have seen first hand on my many visits – I would urge you not to let those challenges dim nor shroud the huge impact you are having, everyday.

    I also firmly believe that as Albert Einstein once said:

    in the middle of difficulty lies opportunity.

    Arguably, the bigger the challenge, the greater the opportunity. Ideas previously rejected as too radical; innovation that once felt too big; conversations which felt too challenging can suddenly feel possible – and necessary.

    Take for example, the city I call home, Liverpool. Which is incidentally also the Commission’s main home, where most of our staff are based.

    I grew up in Liverpool in the 1980s. It was a time when the city felt like it had lost its way, with ever increasing challenges and ever dwindling opportunity and resources.

    Today my home city is transformed. And that transformation happened through collaboration – a combination of philanthropic investments, national and local government investment, alongside renewed community action notably in the arts, culture and tourism which acted as catalysts for wider renewal.

    Each individual project mattered, but what made for game-changing transformation was the cumulative impact of collaborative and complementary efforts from a number of actors. And that is true across the sector today.

    Take for example, Fareshare. Working collaboratively, supporting other charities in their network, they’ve helped distribute 92% more food over the last year, and made their budgets go 78% further.

    This resulted in them distributing a whopping 135 million meals, reaching nearly 1 million people.

    If you’ll allow me to return once more to my hometown.

    In late 2024, Zoe’s Place, a hospice in Liverpool which provides care to children, faced an uncertain future. The community of Liverpool, supported by business leaders and politicians, as well as a fellow charity the Institute of our Lady of Mercy, fellow hospice Claire’s Place and regional media collectively rallied to save Zoe’s Place, with the Commission playing a key facilitating role.

    Now, ownership has been transferred to the newly registered Liverpool Zoe’s Place. The charity’s trustees have also finalised plans to build the charity’s new home, securing the continuation of the former charity’s legacy.

    The hospice had been helping families through the unimaginable since 1995 – to see that vital service disappear would have been gutting for the community, and a huge blow to the families who rely on the organisation’s support.

    Instead, by reawakening their community’s passion and pride in the service, the charity will now continue to provide that support for years to come.

    In addition to this kind of public appeal, forging new corporate partnerships is another option being explored by many charities. Indeed, the Charities Aid Foundation estimates that UK businesses contribute around £4 billion to the sector.

    Take one example – a mere stone’s throw from here: national homelessness charity, Shelter.

    The organisation has partnered with clothing brand, Lucy and Yak. Last year they held a successful pop-up shop in Kings Cross, and now, they’ve launched donation boxes in several Lucy and Yak shops across the country encouraging customers to donate clothing.

    Shelter has responded to competition facing charity shops with the rise of preloved selling platforms in an agile and innovative way. Through this partnership, they’ve added a funding stream to their ‘bow’ and potentially reached new supporters.

    But I appreciate that public appeals and new corporate partnerships won’t work for everyone.  

    As a result of the Covid pandemic, many charities needed to re-evaluate their financial resilience and ability to weather further storms – many had dipped into their reserves, while others had little to fall back on.

    With the same desire to ensure services do not come to an end, some charities with similar goals turned to mergers – combining resources to create something more sustainable.

    For example, Community Integrated Care, one of the largest social care providers in the UK, merged with Inspire, a social care provider based in Scotland, in 2023. The charities saw how funding shortfalls, economic pressures and workforce shortages were impacting social care more broadly and chose to secure their future together rather than struggle through apart. And it paid off.

    Community Integrated Care’s income increased by £22 million in the year after the merger, and the charities reported publicly that the merger was a good strategic fit. These charities found strength in unity while continuing to provide that sense of belonging their beneficiaries depend on.

    Mergers are not the answer for all – and I don’t underestimate the work that can be involved in navigating a successful transition. But where you decide a merger is the best way forward, the Commission is on hand.

    Conclusion: strength in collaboration

    I’ve touched upon a few examples today to evidence my underlying confidence in this sector’s collective power. Just as no home is built by a single pair of hands, no lasting social change comes from isolated efforts.

    Our dear late Queen, Elizabeth II, once said:

    On our own, we cannot end wars or wipe out injustice, but the cumulative impact of thousands of small acts of goodness can be bigger than we imagine.

    In the year of the 80th anniversary of Victory in Europe and Victory in Japan we should remember those words and that out of darkness can come something brighter and better than before.

    From the darkness of tyranny, fascism and unfathomable loss came a renewed determination for peace, democracy and equality. That which charities had long fought for then came forward in the form of the NHS, welfare state, expansion of access to higher education, and workers’ rights.

    While the challenges facing society may be less existential, I believe this sector can again play a transformational role across communities, across government, local and national, with businesses and philanthropists to once again tackle our biggest issues with joint purpose.

    There is no greater charity sector in the world than here and my message is clear.

    Keep shining a light, charities.

    Shine a light on your charitable purpose.

    Shine a light of hope, and of refuge to those in need.

    Shine a light on your innovation and impact.

    And always remember that you not only stand on the shoulders of giants, but you too are now building that better brighter future for the next generation.

  • MIL-OSI United Kingdom: Denis Law Legacy Trail to officially open

    The Printfield 10 – Denis Law Legacy Trail will be officially unveiled on Saturday (24 May) in Denis’ childhood community of Printfield.

    Set to be launched by members of the Law family, representatives from both the Printfield project and the Denis Law Legacy Trust and Aberdeen Lord Provost, Dr David Cameron, the ten point trail is a walking route through the Printfield community, that celebrates Denis Law’s life, career, and impact on Aberdeen.

    The project was first initiated by the Printfield community and developed in collaboration with Denis Law Legacy Trust, Robert Gordon University’s Gray’s School of Art, Denis’ family and Aberdeen City Council. 

    The trail was designed and delivered by Fine Day Studio, in collaboration with New Practice. The murals have been produced by Blank Walls – a street art company renowned for delivering world-class public art projects.

    A motion on the creation of the walking trail was brought to Full Council by Councillor Neil Copland in March 2020.

    Councillor Copland said: “I’m thrilled to see the Denis Law Legacy Trail completed in the heart of Denis’ childhood community of Printfield. The trail will allow people to walk in the footsteps of a sporting legend and experience a world-class public artwork in the heart of Aberdeen.

    “These artworks will attract both local people and tourists to the Printfield area, further cementing Aberdeen’s reputation as a growing hub for public art and cultural heritage.  It’s a very fitting tribute for one of Aberdeen’s greatest sons.”

    The trail will be officially opened on Saturday at 3.15pm, at number 10 on the corner of Printfield Walk and Printfield Terrace.

    Between 2pm and 4.15pm, there will be workshops for families in the Printfield play area, games and activities by The Denis Law Legacy Trust and workshops by Fine Day Studio and the Robert Gordon University Mobile Art School.

    Alex Harvey and Jerome Davenport, Co-Founders of Blank Walls said: “This has been an incredible project to be part of and It’s a great honour to create such an iconic legacy piece for a legend of Aberdeen and a legend of football. We hope the mural becomes a welcome addition to the already impressive street art in Aberdeen and serves as an inspiration to the local community.”

    Colin Leonard, Founder of Fine Day Studio said: “We’re thrilled to see the first phase of the Denis Law Legacy Trail come to life. Denis wasn’t just a footballing icon—he was also a fearless, selfless teammate who never lost sight of his roots in Printfield and Aberdeen.

    Di Law, Denis’ daughter said: “We are absolutely delighted and immensely proud to support this unbelievable project that will leave a positive and long-lasting legacy for our father and the community in Printfield.”

    David Suttie, Trustee of The Denis Law Legacy Trust said: “This trail is a wonderful example of the Trust and Aberdeen City Council coming together to support a community driven project into fruition. This project has come to life spectacularly and will be a great focal point for the city for a long time to come.”

    Mark Williams, Chief Operating Officer of The Denis Law Legacy Trust said: “We have been delighted to support the local Printfield community to deliver an incredible legacy for Denis in and around the very streets where he was born. Built to inform and inspire all who visit this, we hope it will continue to do so for many years to come.”

    A representative from the Printfield Youth Group said: “I think the Trail is really cool, I think the designs are so bright and makes you feel happy.  It makes the area look so much better and I think it will bring more people into the community and it is something to be proud of.”

    The Denis Law Legacy Mural has been funded by the UK Shared Prosperity Fund and Aberdeen City Council’s Common Good Fund.

    UK, France and Canada condemn Israeli Government’s military operations in Gaza in a joint statement

    Plaid Cymru’s Foreign Affairs Spokesperson, Ben Lake MP has today (Tuesday 20 May) asked for reassurance from the Foreign Secretary that ‘concrete actions’ would be taken to “prevent the mass starvation of innocent children” as promised in the UK, France and Canada’s joint statement.   

    The Israeli Government has blockaded aid into Gaza for 11 weeks, placing 2.1 million people in the region at risk of famine.  

    The United Nations also warned that 14,000 children in Gaza could die within 48 hours without urgent aid.  

    Mr Lake emphasized the “immediacy of the crisis” and urged the UK Government to take the necessary concrete steps, along with international partners, should the Israeli Government continue with its military offensive and aid blockade. 

     

    Speaking in the House of Commons, Ben Lake MP said: 

    “Can I thank the Foreign Secretary for the statement and for reiterating the Government’s commitment to take further concrete action in concert with international allies should the Israeli Government fail to cease its military offensive and lift restrictions on humanitarian aid. 

    “Given the immediacy of the crisis and of the warnings that 14,000 children are at risk of starvation, could the Foreign Secretary please reassure the House that those “concrete steps” will be taken at such a time to prevent the mass starvation of innocent children?” 

     

    In his response, Foreign Secretary David Lammy said: 

    “As I said before and as the Prime Minister’s statement indicates, we will take concrete action, further action, if necessary but it is my sincere hope that we don’t need to take that action because Prime Minister Netanyahu heeds what those within his country and what the international community is saying.” 

     

    Ben Lake MP added: 

    “After the 11-week blockade of aid imposed by the Israeli Government, the humanitarian crisis in Gaza has reached a critical point with the UN warning that 14,000 infants could die within 48 hours if urgent aid does not reach them. The world cannot stand idly by and allow the starvation of thousands of children.  

    “We welcome the joint statement from the UK, France, and Canada opposing Israel’s renewed military offensive and the blockade of food and aid. However, the international community must now take decisive action to ensure that sufficient aid reaches civilians in Gaza immediately, to prevent the starvation of thousands of babies.”

  • MIL-OSI United Kingdom: New Nutrients Action Programme Proposals Will Devastate Family Farms Without Delivering Real Environmental Gains

    “TUV is deeply concerned by the Department’s direction of travel following its review of the 2019–2022 Nutrients Action Programme and its proposals for the next phase (2026–2029). These include severe new restrictions on slurry spreading, the mandatory use of low emission equipment, significant curbs on fertiliser usage, and sweeping new enforcement powers — all with limited or no regard to the impact not only to small and medium-sized farms but to those who produce most for our food security, in which we heavily rely on.

    “At a time when our farmers are already burdened by rising costs, falling margins, and an avalanche of red tape, this new NAP threatens to push many over the edge. What the Department is proposing isn’t environmental stewardship — it’s regulatory overreach dressed up as green virtue.”

    “Among the most damaging measures are:
    •     A mandatory 3-metre buffer strip on arable land, reducing productive acreage;
    •     A reduction in permitted slurry volumes during key spreading months, putting real pressure on slurry storage;
    •     A blanket requirement for Low Emission Slurry Spreading Equipment (LESSE) by 2030 — an enormous cost burden;
    •     Further phosphorus restrictions that will hit intensively stocked farms hardest, forcing either mass destocking or large land acquisitions;
    •     Severe new record-keeping and inspection powers, including online movement tracking and fixed monetary penalties.

    “In totality, these changes risk turning farmers into data-entry clerks while offering no guarantee of meaningful environmental improvement.

    “The Department’s own brief admits that no further action is required to address rural needs — a staggering admission given the deep rural impact of these proposals. The programme has also been screened out of a full Equality Impact Assessment — despite clear indications it will disproportionately affect smaller farms with limited capital to adapt.

    “TUV notes with concern that these measures align more with the ideological ambitions of eco-lobbyists than with practical land management. While farmers accept their role in safeguarding the environment, that must be based on trust, partnership, and practicality — not punishment and prescription.

    “TUV believes in responsible farming, but we believe it must be realistic, proportionate, and based on partnership. There are better alternatives:
    •     Targeted support for voluntary adoption of LESSE equipment;
    •     Education and incentives rather than overregulation;
    •     Common-sense exemptions for smaller farms;
    •     Focus on catchment-specific, evidence-led interventions, not sweeping one-size-fits-all restrictions.

    “TUV calls on the Department to go back to the drawing board. As things stand, the current draft of the next Nutrients Action Programme represents not a path to environmental improvement, but a roadmap to agricultural decline.”

    “I was delighted as North Antrim MP to welcome Wrightbus for their display at Parliament of their market-leading hydrogen bus.

    “Going forward it is critical that the government prioritises UK manufacturing in the roll out of zero emission buses, but, more than that, government should encourage schemes to support local authorities decarbonise their fleets through conversions of diesel buses – something Wrightbus can already do.

    “The growth we have seen at Wrightbus is fantastic, but there are yet further opportunities. I hope going forward we will see expansion into building hydrogen coaches at the Galgorm site.

    “It is great to have such a success story in North Antrim, not least because of the additional jobs it creates in the supply chain.”

    Increased investment for adaptations in homes.

    The budget for a programme that uses technology in housing to help older people remain independent for longer will more than double this year from £8.2 million to £20.9 million. This means more housing association tenants will benefit from the Registered Social Landlord Adaptations Programme, a preventative model that also reduces hospital admissions and long-term care costs.

    On her visit to Bield Housing Association’s Tech Hub in Linlithgow, the Social Justice Secretary Shirley-Anne Somerville saw a variety of adaptations that are making a difference to the lives of older people and saving public money.

    Ms Somerville said:

    “Scotland faces significant challenges as our population ages and it is preventative, people-focused approaches like this that will help us deliver better outcomes for older people while making the best use of public resources.

    “That is why we announced in our Programme for Government that we would more than double the budget this year for the Registered Social Landlord’s Adaptations Programme from £8.25 million to £20.9 million to allow housing associations to plan and deliver more adaptations for their tenants.

    “This financial year we are also investing £768 million in affordable housing, the majority of which will be for social rent. This reflects our long-standing commitment to ensure everyone in Scotland has a safe and affordable home to live in.”

    Chief Executive of Bield Debbie Collins said:

    “Investing in the right housing and technology supports older people to manage their health, stay connected, and live independently – reducing reliance on formal care and helping to avoid preventable hospital stays.

    “We believe housing must be seen as part of the health and care infrastructure and that continued investment in digital solutions and accessible homes not only improve people’s lives but delivers public value by saving money in the long-term.”

    First detection of West Nile virus in UK mosquitoes

    UKHSA says there is no evidence to suggest ongoing circulation of the virus in birds or mosquitos in the UK and the risk to the general public is very low

    A research programme by the  UK Health Security Agency (UKHSA) and the Animal and Plant Health Agency (APHA)  has identified fragments of West Nile Virus (WNV) genetic material in mosquitoes collected in Britain for the first time.

    West Nile Virus is a vector borne disease belonging to the Flaviviridae family, which also includes the viruses that cause dengue and yellow fever. It is usually found in birds, and typically circulates through bird-biting mosquitoes. In rare cases mosquitoes can transmit the virus to humans or horses.

    The fragments were detected through the Vector-Borne RADAR (Real-time Arbovirus Detection And Response) programme by APHA, using polymerase chain reaction (PCR) testing, in 2 samples of Aedes vexans mosquitoes collected by UKHSA from wetlands on the River Idle near Gamston (Retford), Nottinghamshire, during July 2023. The mosquitoes were pooled into groups of 10 for testing, and fragments of West Nile Virus genetic material were identified in 2 of the pools. The other 198 were negative. This is the first evidence of West Nile Virus detected in a mosquito in the UK. A further 198 pools from the same site tested negative for the virus.

    West Nile virus (WNV) is endemic in various regions across the globe, including  Europe, Africa, the Middle East, West and Central Asia, and North America, as well as South America, USA and Australia. The geographic range of West Nile Virus has expanded in recent years to more northerly and western regions of mainland Europe.

    The UKHSA has assessed the risk to the general public as very low, but is issuing advice to healthcare professionals so that patients with encephalitis of unknown cause can be tested as a precaution through UKHSA’s Rare and Imported Pathogens Laboratory.  

    There have been no cases of locally acquired West Nile Virus detected in humans or horses in the UK to date, although 7  travel-associated cases have occurred since 2000. Based on available surveillance, there is no evidence to suggest ongoing circulation of the virus in birds or mosquitos in the UK. Disease surveillance and control activities are being enhanced in light of the findings. Currently, the main risk of West Nile Virus for UK residents continues to be travel to endemic areas overseas. 

    Dr Meera Chand, UKHSA Deputy Director for travel health, zoonoses, emerging infections, respiratory and tuberculosis, said:

    While this is the first detection of West Nile Virus in mosquitoes in the UK so far, it is not unexpected as the virus is already widespread in Europe.

    The risk to the general public is currently assessed as very low. Vector research of this kind is designed to give us early warning of potential threats so that we can enhance our disease surveillance and control activities and ensure patients receive appropriate testing.

    Dr Arran Folly, Arbovirologist at APHA and lead of the Vector-Borne RADAR project concluded:

    The detection of West Nile virus in the UK is part of a wider changing landscape, where, in the wake of climate change mosquito-borne diseases are expanding to new areas. Only through continued surveillance can we assess the risk to animal and public health.  

    Our primary focus is to understand how viruses move into the country and how they are transmitted. Combined this can help us identify areas that may be at increased risk of outbreaks.

    The Vector-Borne RADAR project brings together a wealth of expertise across government and wildlife charities, to enhance the surveillance we undertake in the United Kingdom for mosquito-borne diseases.

    Aedes vexans are native to the UK and although they can be found widely at very low densities, in a few locations in England they can occur at high densities associated with summer flooded river landscapes. While uncommon, they are known to cause nuisance biting in a small number of areas in the country, including in villages along the River Idle near Retford, Nottinghamshire, where summer flooding and poor drainage is experienced. Recent efforts have taken place to manage the mosquito populations and to minimise suitable habitats for the main nuisance biting mosquito.

    As temperatures warm due to climate change, tick and mosquito species not currently native to the UK will begin to find the UK’s climate more bearable making it easier for them to survive, reproduce and establish a local population. Other species of mosquito, some of which have the potential to transmit infectious disease, can arrive in the UK in several ways, such as by becoming trapped in cars and lorries crossing the border into the UK. They may also be transported through trade channels in containers which are shipped internationally. UKHSA’s wider vector surveillance programmes involve monitoring transport hubs such as motorway service stations and truck stops, as well as other high-risk sites, to ensure that these invasive insects can be detected and eradicated before they disseminate more widely.

    Dr Jolyon Medlock, Head of Medical Entomology and Zoonoses Ecology at UKHSA, added:

    Our surveillance, which led to this discovery, monitors for mosquitoes across Britain to understand the distribution, density and activity across the country. We also monitor mosquito nuisance biting, so anyone experiencing this can contact our mosquito surveillance scheme and provide an image or sample.

    Mosquitoes breed in a range of natural wetlands, but can also be common in gardens, breeding in container habitats like water butts and buckets. Reducing opportunities for some mosquito species to access these containers with lids, or turning them over, can reduce mosquitoes numbers around our homes.

    Mosquitoes in the UK are also commonly found in wet woodland areas and various aquatic habitats, including ponds, ditches, marshes, and even garden water butts or cisterns. To avoid being bitten by a mosquito when in these types of areas, wear long-sleeved clothing and trousers to cover your arms and legs, use insect repellent on your skin (ideally one that contains the ingredient DEET),  close windows and doors whenever possible, or use blinds or screens.

    The Vector-Borne RADAR (Real-time Arbovirus Detection And Response) programme, funded by the UK Research and Innovation and the Department for Environment, Food and Rural Affairs, was created to help understand the emergence and transmission of zoonotic mosquito-borne viruses in the United Kingdom, and is also supported by ZSL’s Institute of Zoology and the British Trust for Ornithology. Part of its research has involved testing mosquito samples, both newly collected and archived from use in previous research, for the presence of West Nile Virus genetic material. A total of 32,000 mosquitoes have been tested through the scheme, with the latest samples tested submitted in 2024. Other types of mosquitoes tested include Culex modestus and Culex pipiens as the principal bridge and enzootic vectors.

    New Chair of the Agriculture and Horticulture Development Board appointed

    Emily Norton will start the role from 1 June

    Emily Norton has been appointed as the new Chair of the Agriculture and Horticulture Development Board (AHDB).

    Emily, who has 25 years of experience in the food and farming sector, will take on the role for three years from 1 June 2025. She will succeed Nicholas Saphir, who is stepping down as Chair after more than five years in the role. AHDB is a statutory levy board funded by around 100,000 farmers and other businesses in the food supply chain. Established in 2008 and classified as a Non-Departmental Public Body, AHDB supports production of Beef, Lamb and Pork in England, Dairy in Great Britain and Cereals & Oilseeds in the UK.

    Appointments to the AHDB board are made by Defra Ministers, with the approval of Ministers in the Scottish, Welsh and Northern Ireland Governments.

    “Emily Norton’s leadership and extensive experience in a diverse range of sectors will bring fresh perspective and strategic insight to the AHDB.     Biographical details

    • Emily Norton is a partner in an 80 ha arable farm in Norfolk and is owner and founder of Farm Foresight Ltd, a strategic advisory service for the rural sector.
    • She has previously held several executive roles including Head of Rural Research at Savills UK, and was Chair of the Oxford Farming Conference in 2023.

    • Emily has extensive board-level experience, with positions at the Soil Association Exchange, the Environmental Markets Board and the Duchy of Lancaster.

    • She is a member of the national policy committee of the Country Land and Business Association, a trustee at the Royal Norfolk Agricultural Association and a member of the Farming Leadership Group of the Food, Farming & Countryside Commission.

  • MIL-OSI United Kingdom: Exciting new after-school activity sessions coming to the Mountbatten Centre

    Starting next month, the Mountbatten Centre is launching fun and energetic after-school multi-sport sessions for children aged 5–13 — the perfect way to stay active, make new friends, and burn off some after-school energy!

    Organised by local charity and social enterprise BH Live, these sessions are designed to give kids more chances to enjoy sports and fitness outside of school in a supportive, social environment.

    Led by friendly BH Live Active instructors, each session will offer a mix of exciting games and sports — think badminton, table tennis, football, basketball, soft archery, dodgeball, tag, and loads more. Every week brings something new to keep things fresh and fun.

    These sessions are also a great way to help children stay healthy. A recent Sport England survey (2024) showed that only 57.1% of children aged 5–16 are active for more than 30 minutes a day outside of school, even though the NHS recommends at least 60 minutes of activity daily.

    These sessions are a simple, fun way to bridge that gap. Here’s what you need to know:

    • When: Mondays, Wednesdays, and Fridays | 4pm – 5:45pm
    • Flexible pick-up and drop-off times – drop off as early as 3:45pm and pick up as late as 6pm
    • Dates: From Monday 2 June to Friday 18 July 2025 (pilot programme)
    • Where: Mountbatten Leisure Centre, Northsea
    • Cost: £6.50 per session, (£4.50 for BH Live Active junior members)
    • Spaces: Up to 20 children per session
    • How to book: Sessions can be booked up to two weeks in advance on a pay-as-you-go basis. Book via the BH Live Active app or online at bhliveactive.org.uk.

    The Mountbatten Centre is owned by Portsmouth City Council and operated in partnership with BH Live.

    Patrick Harvie calls for urgent climate action following Climate Change Committee report

    New independent climate advice should be a wake-up call for the Scottish Government, says Scottish Green co-leader, Patrick Harvie.

    The UK Climate Change Committee has today published expert advice on what the Scottish Government must do to meet its ambitious 2045 net zero targets.

    The Committee is clear that the 2045 target is achievable, but only if the Scottish Government takes decisive and rapid action to reduce emissions from transport, home heating, and land use.

    The UKCCC’s advice comes before the Scottish Government starts to set its first carbon budgets later this year.

    Patrick Harvie, co-leader of the Scottish Greens commented:

    “The UKCCC’s advice to the Scottish Government has few surprises. Scotland is years behind schedule on climate, and the SNP have spent the last year ripping up the policies that were designed to accelerate action.

    “The Scottish Government already knows, as we all do, that without serious effort to make our homes warmer and switch to clean heat, without radical investment in public transport, and without support for rural communities to cut emissions from land use and farming, we will fail to protect our world from catastrophic damage.

    “This also exposes the dishonesty of the right’s anti-net-zero agenda. The UKCCC is clear – Scotland’s 2045 target is completely achievable. But it will only happen if we are brave enough to commit to the rapid action needed to achieve it. Repeating the poor performance of the last 15 years would result in failure.

    “Perhaps the most immediate issue is the Scottish Government’s decision to strip the ambition out of the Bill to help people decarbonise heating. Now their own appointed expert advisors are directly challenging Ministers on the core elements that are missing from the Bill, and Parliament must be clear that if the Government won’t fix it, we will.

    “For 15 years, we have seen political consensus here in Holyrood on climate, but only on the targets and not the action. All parties supported ambitious targets in 2019, but too many have voted to block the action we desperately need to take.

    “The Scottish Government has many of the solutions they need ready at their fingertips, and ambition on climate will create good jobs and save people money too. But instead of ramping up action, we’ve seen broken promises and further delays. That has to end; we’re in a climate emergency and the Government – and all political parties here in Holyrood – need to act like it.”

    Dangerous weapons to be taken off our streets

    More dangerous weapons will be removed from our streets through a new government surrender scheme in partnership with the Coalition to Tackle Knife Crime.

    Throughout July, knife crime activist and member of the government’s coalition, Faron Paul, will drive across London, the West Midlands and Greater Manchester in a purpose-built and fully secure van, encouraging young people to hand over dangerous and illegal weapons safely.

    This is the government’s most ambitious weapons surrender scheme to date and will also see a major expansion of anonymous surrender bins in partnership with knife crime charity Words4Weapons.  The Home Office is funding 37 new surrender bins across London, the West Midlands and Greater Manchester – the three highest areas of knife crime in England and Wales.

    Part of the government’s Plan for Change, these initiatives will give young people more options where they can securely hand over weapons, without needing to go to a police station, helping to keep our streets safer and take more weapons out of communities.

    Young people will also be encouraged to hand in all types of weapons, including Ninja swords – which will be banned in full from 1 August.

    Policing and Crime Minister Dame Diana Johnson said: 

    This government is taking a different approach to tackling knife crime — one rooted in partnership with those who have first-hand experience of this devastating crime. 

    We are committed to halving knife crime within a decade as part of our Plan for Change — and that demands bold, radical action. 

    That is why we formed the Coalition to Tackle Knife Crime, not as a talking shop, but as a genuine, working partnership and these new initiatives are a direct result of that collaboration. I’m deeply grateful to Faron Paul and Sandra Campbell for their leadership in driving them forward. 

    We know that young people involved in crime can have complex pasts and often deep-rooted mistrust in authority, and I truly believe it’s this kind of collaboration that will save young lives.

    Faron Paul is an anti-knife crime campaigner and CEO of Faz Amnesty, who survived two life-threatening knife attacks and now does vital work in helping young people hand in knives. He also acts as a mentor to young people caught in the vicious cycle of carrying knives. Faron uses social media to raise awareness of the consequences of carrying knives.  The surrender van being driven across the country will be fully purpose-built to ensure it is safe and secure and police officers will be on hand for additional support and security.

It’s more than just a vehicle — it’s a symbol of hope, change, and second chances. This is about saving lives, protecting our communities, and breaking the cycle of violence. I’m incredibly proud of how far we’ve come — and this is only the beginning.

    The Home Office has partnered with surrender charity, Words4Weapons, to manufacture these bins. Words4Weapons already have several weapons bins placed across London, Hertfordshire and Sheffield, and help to connect young people with local services to access the best possible help. 

    The scheme will also include a limited compensation offering for Ninja swords handed in ahead of the ban on 1 August. Any members of the public wishing to surrender a Ninja sword in exchange for compensation will need to safely take the weapon to one of the designated police stations.

    Any member of the public found with one of these weapons following 1 August will be breaking the law and could face time in prison.

These bespoke Word 4 Weapons bins will provide communities with safe and anonymous disposal options.     Craft designer-makers and artists interested in exhibiting at the 2025 Guildhall Craft Fair can apply online now to host a stall.

    The Craft Fair is traditionally the start of the City and District’s Christmas celebrations and will run for three days from Friday 14th until Sunday 16th November 2025.

    The weekend traditionally marks the beginning of the Christmas season in Derry and Strabane.

    The 29th edition of the event will attract thousands of attendees and runs from 10am until 6pm over the three days.

    Mayor of Derry City and Strabane District Council, Councillor Lilian Seenoi-Barr, said it represents an ideal opportunity for Crafters to showcase their products to a wide audience.

    “The Guildhall Craft Fair showcases a diverse range of bespoke items created by independent craft designer-makers and artists from across the North West,” she said.

    “It takes place under the stunning backdrop of the building’s Main Hall and traditionally attracts over 3,000 visitors all looking for that special gift or purchase for Christmas.

    “There is a strict deadline for applications, so I’d encourage Crafters to plan ahead and seal their spot now by applying.”

    Event Co-ordinator Helena Hasson explained that the Craft Fair has a strong reputation in the industry due to its strict and competitive selection process.

    “The Guildhall Craft Fair is well established throughout the craft industry and has become a calendar event within the sector due to the high standard of goods for sale resulting from its strict selection process.

    “It is the event of choice for many makers and artists as no imported or bought in work is allowed and all of the goods on display are hand made in Ireland.

    “Whether you work in ceramics, textiles, wood, glass, jewellery, leather, print or mixed media Craft Fair offers a unique platform to share your work with a wide audience.

    “We are also inviting applications from artisan food producers as the event features a small food fair in the Whittaker Suite on the ground floor of the Guildhall,” she added.

    Local choirs will provide a musical accompaniment in the Main Hall throughout the Craft Fair, helping get visitors into the spirit of the season.

    Lancaster City Council is establishing a cross-party working group to lead the next stage of preparations for a major overhaul of the district’s waste and recycling services.

    Changes have been approved to the way waste and recycling is collected from April 2026

    The group’s creation was recommended as part of a Cabinet decision on Tuesday (May 20) that approved wide-ranging proposals to align local collection services with the Government’s national waste strategy. Its remit will be to engage and consult with residents on the changes and respond to questions and concerns about how they will be implemented.

    Councillor Paul Hart, Cabinet Member with responsibility for Environmental Services, said: “Since the proposals were made public questions have been quite rightly raised around how the new system will affect people, particularly those who live in flats and other kinds of housing that may not have space for new bins.

    “While we have no choice but to introduce weekly food waste collections due it being a legal requirement, we recognise that we need to do it in a way that reflects the needs of our residents and the realities of our district.

    “Likewise, there are many issues around the introduction of wheelie bins for recycling and changes to the collection frequency that people have concerns about.

    “That’s why this group is so important. It will ensure that all voices are heard as we shape the detail of how these changes are introduced.”

    As with all councils in England the city council must introduce weekly food waste collections by March 31 2026. In addition, the council has now agreed to provide households with new 240-litre wheelie bin to replace recycling boxes for those with space, along with a move to three weekly collections.

    These changes are designed to reduce the amount of household waste, increase recycling rates, and ensure the council is well-positioned to access current and future Government funding.

    To support the rollout, the council has secured £1.46 million in Government funding to purchase new vehicles and provide the new food waste containers free of charge to all households.

    The UK HPI shows house price changes for England, Scotland, Wales and Northern Ireland.

    The March data shows:

    • on average, house prices have risen 1.1% since February 2025
    • there has been an annual price rise of 6.4% which makes the average property in the UK valued at £271,000

    In England, the March Data shows on average, house prices rose by 1.3% since February 2025. The annual price rise of 6.7% takes the average property value to £296,000.

    • The North East experienced the most significant monthly increase with a movement of 4.2%
    • London saw the greatest monthly price fall, with a fall of -0.3%
    • The North East experienced the greatest annual price rise, up by 14.3%
    • London saw the lowest annual price growth, with a rise of 0.8%

    UK house prices

    UK house prices rose by 6.4% in the year to March 2025, up from the revised estimate of 5.5% in the 12 months to Feb 2025. On a non-seasonally adjusted basis, average house prices in the UK increased by 1.1% between February 2025 and March 2025, compared with a increase 0.2% from the same period 12 months ago (February 24 and March 2024).

    The UK Property Transactions Statistics showed that in March 2025, on a seasonally adjusted basis, the estimated number of transactions of residential properties with a value of £40,000 or greater was 177,000. This is 104.3% higher than a year ago (March 2025). Between February 2025 and March 25, UK transactions increased by 61.7% on a seasonally adjusted basis.

    House price monthly increase was highest in The North East where prices increased by 4.2% in the year to March 2025. The highest annual growth was in the The North East, where prices increased by 14.3% in the year to March 2025.

    The UK HPI is based on completed housing transactions. Typically, a house purchase can take 6 to 8 weeks to reach completion. As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

    Background

    1. We publish the UK House Price Index (HPI) on the second or third Wednesday of each month with Northern Ireland figures updated quarterly. We will publish the April 2025 UK HPI at 9:30am on Wednesday 18 June 2025. See calendar of release dates.
    2. We have made some changes to improve the accuracy of the UK HPI. We are not publishing average price and percentage change for new builds and existing resold property as done previously because there are not currently enough new build transactions to provide a reliable result. This means that in this month’s UK HPI reports, new builds and existing resold property are reported in line with the sales volumes currently available.
    3. The UK HPI revision period has been extended to 13 months, following a review of the revision policy (see calculating the UK HPI section 4.4). This ensures the data used is more comprehensive.
    4. Sales volume data is available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Transactions that require us to create a new register, such as new builds, are more complex and require more time to process. Read revisions to the UK HPI data.
    5. Revision tables are available for England and Wales within the downloadable data in CSV format. See about the UK HPI for more information.
    6. HM Land Registry, Registers of Scotland, Land & Property Services/Northern Ireland Statistics and Research Agency and the Valuation Office Agency supply data for the UK HPI.
    7. The Office for National Statistics (ONS) and Land & Property Services/Northern Ireland Statistics and Research Agency calculate the UK HPI. It applies a hedonic regression model that uses the various sources of data on property price, including HM Land Registry’s Price Paid Dataset, and attributes to produce estimates of the change in house prices each month.     8. We take the UK Property Transaction statistics  from the HM Revenue and Customs (HMRC) monthly estimates of the number of residential and non-residential property transactions in the UK and its constituent countries. The number of property transactions in the UK is highly seasonal, with more activity in the summer months and less in the winter. This regular annual pattern can sometimes mask the underlying movements and trends in the data series. HMRC presents the UK aggregate transaction figures on a seasonally adjusted basis. We make adjustments for both the time of year and the construction of the calendar, including corrections for the position of Easter and the number of trading days in a particular month.
    9. UK HPI seasonally adjusted series are calculated at regional and national levels only. See data tables.
    10. The first estimate for new build average price (April 2016 report) was based on a small sample which can cause volatility. A three-month moving average has been applied to the latest estimate to remove some of this volatility.
    11. The UK HPI reflects the final transaction price for sales of residential property. Using the geometric mean, it covers purchases at market value for owner-occupation and buy-to-let, excluding those purchases not at market value (such as re-mortgages), where the ‘price’ represents a valuation.
    12. HM Land Registry provides information on residential property transactions for England and Wales, collected as part of the official registration process for properties that are sold for full market value.

    The Secretaries of State for Justice and for Health and Social Care have approved the reappointment of Dr Margaret Flynn as Chair of the National Mental Capacity Forum.

    The Secretaries of State for Justice and for Health and Social Care have approved the reappointment of Dr Margaret Flynn as Chair of the National Mental Capacity Forum (NMCF) for 3 years from 7 March 2025.

    The NMCF was established by the Ministry of Justice and the Department of Health and Social Care in 2015, in response to the 2014 House of Lords Select Committee post-legislative scrutiny report of the Mental Capacity Act 2005 (MCA).

    The NMCF aims to raise awareness of the MCA and improve its implementation by joining up stakeholders from a wide range of sectors where the MCA applies, such as health and social care, banking, legal and third sector organisations.

    The Chair of the NMCF is appointed by the Secretaries of State for Justice and for Health and Social Care. Appointments are regulated by the Commissioner for Public Appointments.

    Dr Margaret Flynn biography

    Since 2019, Dr Flynn has been a Trustee of Anheddau Cyf, a not-for-profit charity supporting adults with learning disabilities, autism and mental health challenges across North Wales. She has been a Director of Flynn and Eley Associates Ltd since 2009 and has held various editorial roles for the Journal of Adult Protection since 1999.

    Dr Flynn has chaired and written several reviews concerning people with compromised mental capacity, in particular a review into Winterbourne View Hospital during 2011. In 2013, she was commissioned by the First Minister of Wales to undertake a review of the neglect of older people living in care homes investigated as Operation Jasmine. More recently, Dr Flynn chaired Wales’ inaugural National Independent Safeguarding Board and wrote the review concerning Cawston Park Hospital. She is currently coordinating research activities for TIDE (together in dementia everyday) and is supporting its contributions to the SPIN Dementia Network (Sustainable Prevention, Innovation and involvement).

    The Board of the Medicines and Healthcare products Regulatory Agency (MHRA) has met in Scotland for the first time ever, reinforcing the agency’s commitment to delivering its health and innovation priorities across the UK.

    The meeting took place at the Royal College of Surgeons in Edinburgh, which is the oldest surgical college in the world.

    Alongside the MHRA’s new CEO Lawrence Tallon, MHRA Chair Professor Anthony Harnden and the board members, the meeting was attended by a number of important Scottish representatives from healthcare and government, including Chief Pharmaceutical Officer Alison Strath and Head of the Chief Medical Officer’s Policy Division Greig Chalmers.

    The discussions centred on the MHRA’s commitment to delivering the agency’s priorities in Scotland and served as an opportunity for the MHRA to listen to the experiences and ideas of those in attendance.

    The MHRA Board was one of several engagements between leading MHRA officials and Scottish representatives across the country as part of the trip, including with the Director of the University of Edinburgh’s Usher Institute Professor Cathie Sudlow, NHS Lothian Research and Development Director Professor Alasdair Gray, and officials from DataLoch and Research Data Scotland.

    MHRA Chair, Professor Anthony Harnden, said:

    This isn’t just a change of location — it’s a meaningful step in our commitment to being a truly national regulator.

    The MHRA’s work serves the whole of the UK, and that means we must spend time in every part of it, listening, learning, and building partnerships rooted in mutual respect and shared ambition.

    Pedestrian in critical condition after Devonport crash

    Wednesday, 21 May 2025 – 4:56 pm.

    A 75-year-old woman seriously injured when hit by a car in Devonport on Wednesday morning remains in a critical condition in Royal Hobart Hospital.
    The crash happened about 8.55am at the intersection of William and Best streets, Devonport, with initial investigations indicating the female pedestrian was attempting to cross the intersection at the lights when she was struck by a black Lexus.
    The crash was witnessed by a several people, who provided assistance at the scene.
    The woman was initially transported to Launceston General Hospital for treatment however, her condition deteriorated and she was then transported by helicopter to RHH.
    Any witnesses who saw the incident or drove past the area and may have dash-cam footage are asked to call police on 131 444 or contact Crime Stoppers on 1800 333 000, or online at crimestopperstas.com.au. Information to Crime Stoppers can be provided anonymously.

  • MIL-Evening Report: NSW is copping rain and flooding while parts of Australia are in drought. What’s going on?

    Emergency crews were scrambling to rescue residents trapped by floodwaters on Wednesday as heavy rain pummelled the Mid North Coast of New South Wales.

    In some areas, more than 200 mm of rain has fallen in 24 hours. At the town of Taree, low-lying areas are flooded as the Manning River reached record levels, passing the 1929 record of six metres.

    At the same time, South Australia, Victoria, Tasmania and Western Australia are in drought amid some of the lowest rainfall on record.

    So what is going on, and when will the wet weather end?

    Why is NSW so wet?

    The wet weather in NSW is due to a combination of factors.

    A trough is sitting over the Mid North Coast and stretching offshore. Troughs are areas of low pressure and can bring rain and unstable conditions. This trough is bringing extensive cloud and rain to the affected region.

    In addition, winds from the east are also bringing moisture to the coast.

    Since Sunday, all this has been compounded by a “cut-off low” in the upper atmosphere. These low-pressure systems are separated from the main westerly flow of winds, and often move slowly.

    The combination of the trough near the ground, and low pressure at higher levels in the atmosphere, can cause air to converge and rise. As air rises it cools, moisture condenses and rain occurs.

    In the next few days, the cut-off low will move away but is likely to be replaced in the same region by another upper-level low-pressure system moving in from the southwest. This will likely mean heavy rain over the east coast region in the coming days and into Friday.

    On top of all this, a persistent high pressure system in the Tasman Sea is also pushing cloud onto the NSW coastline.

    An upper-level low with a high in the Tasman is a typical set of conditions for flooding on the NSW Mid North Coast. Those conditions are also forecast to persist for the coming days.

    So why are parts of Australia in drought?

    The NSW north coast was quite wet in March and April – partly due to a hangover from Tropical Cyclone Alfred.

    That meant the ground was already wet and full when rain began falling this week. So instead of soaking in, the water more easily turned to runoff and became floodwater.

    This is in contrast to much of Australia, which was unseasonably dry and warm in March and April.

    But the differences are not unusual. Australia is a big place, and rainfall dynamics are quite localised. It’s fairly common to see very wet conditions in one area and very dry conditions in another.

    Unfortunately the current heavy rain in NSW probably won’t make a huge difference to drought-stricken areas. The moist air flows are likely to dry out as they cross the Great Dividing Range. But a change in weather patterns means from Sunday, rain may fall in some areas of Victoria and South Australia suffering from drought.

    Is climate change causing this?

    As the planet warms, scientists are very confident that Earth’s average surface temperature will warm, and heatwaves will get worse. However, rainfall projections are much less certain.

    Projecting all types of precipitation is difficult. The water cycle is complex. Climate models – while powerful – can struggle to accurately simulate local rainfall patterns. And these patterns vary considerably over time – a natural phenomena that can make the climate trend hard to identify.

    So what does this mean for autumn rainfall projections for Australia in future? None of the rainfall projections show a strong signal, and so scientists do not have high confidence in the results.

    Having said this, there’s a hint of a drying trend across southwest Western Australia and parts of western Victoria and southeast South Australia, where conditions are dry now.

    And for the Mid North Coast of NSW, currently experiencing heavy rain and flooding, autumn rainfall projections hint at slightly at heavier extreme rainfall.

  • MIL-Evening Report: Counts in Bradfield and Calwell become clearer, while Jacqui Lambie faces a possible problem in the Tasmanian Senate

    Counting in several extremely close seats continues, but some results have become clearer. In Liberal-held Bradfield, Teal candidate Nicolette Boele has taken the lead, while the Calwell distribution of preferences indicates an independent is on track to pass the Liberals and benefit from their preferences against Labor. Meanwhile, Jacqui Lambie may have a problem in the Tasmanian Senate contest.

    Labor has won 93 of the 150 House of Representatives seats, the Coalition 43, all Others 12 and two remain undecided (Bradfield and Calwell). After Tuesday’s split between the Liberals and Nationals, the ABC has the Liberals on 28 seats and the Nationals on 15, with the Liberals to form the official opposition.

    The Australian Electoral Commission has 18 Liberals, nine Nationals and 16 seats won by Queensland’s Liberal National Party. LNP members can caucus with either the Liberals or Nationals, so they are splitting 10–6 to the Liberals.

    I will continue to use Coalition in my coverage of this election, as the Liberal and National parties contested the election as the Coalition. It would be difficult to split the LNP vote into its Liberal and National components.

    In the close seats, Boele leads the Liberals by 43 votes in Bradfield. She had trailed by 43 votes before the final votes were counted on Monday. The Poll Bludger said the last 181 formal postals counted favoured Boele by 125–56, giving her 69% of that batch.

    Of the just over 14,000 total formal postal votes counted in Bradfield, the Liberals have won by 56.4–43.6. But late postals are often much better for the left than early ones.

    What’s happening now in Bradfield is a full distribution of preferences, in which candidates are excluded from the bottom up on primary votes. If the margin after this distribution is complete is under 100 votes, there will be an automatic recount.

    In Goldstein, Teal incumbent Zoe Daniel’s late surge has fallen short, as she trails Liberal Tim Wilson by 135 votes with everything counted, in from a 292-vote deficit last Thursday.

    As with Bradfield, there will now be a full distribution of preferences in Goldstein. If the margin after this distribution is under 100 votes, there will be a recount. Daniel could also request a recount, but even if there is a recount, Wilson is very likely to win.

    In Labor-held Calwell, which has 13 candidates, final primary votes were 30.5% Labor, 15.7% Liberals, 11.9% for independent Carly Moore, 10.7% for independent Joseph Youhana, 8.3% for the Greens and 6.9% for independent Samim Moslih.

    The danger for Labor is that either Moore or Youhana overtake the Liberals on the distribution of preferences, then beat Labor at the final count on Liberal preferences. The AEC has a page that is updated with each exclusion in the preference distribution.

    After six exclusions, the totals are 32.8% Labor, 17.1% Liberals, 14.7% Moore, 12.1% Youhana, 9.9% Greens, 7.9% Moslih and 5.6% One Nation (to be excluded next). Analyst Kevin Bonham says Moore needs 7.5% more than the Liberals to make the final two, and 67% of overall preferences to beat Labor. For Youhana, these figures are 13.4% and 69%.

    Lambie may have a problem in the Tasmanian Senate contest

    I have previously covered the Senate count. There have only been minor changes to the primary votes since that May 9 article. The Poll Bludger has modelled the state Senate contests using 2022 election preference flows.

    According to this model, Labor will win the last seat in New South Wales, Victoria, South Australia and Western Australia, but only narrowly in WA. In Tasmania, Jacqui Lambie and the Liberals would edge out Labor. As I wrote previously, this result would give Labor 30 of the 76 total senators, the Coalition 27, the Greens 11, One Nation two and others six.

    For a state a quota is one-seventh of the vote or 14.3%. In Tasmania Labor has 2.48 quotas, the Liberals 1.65, the Greens 1.13, Jacqui Lambie 0.51, One Nation 0.35 and Legalise Cannabis 0.24. One Nation will be the last exclusion, and whichever of Labor, the Liberals or Lambie is last after One Nation’s preferences are distributed loses.

    There’s evidence that One Nation’s preferences have become better for the Coalition at this election than in 2022. In Capricornia, which had a One Nation primary vote of 15.5%, the LNP share of overall preferences increased nine points since 2022 to 62%.

    Lambie wants the salmon farming industry to stop farming in Macquarie Harbour and says they should move offshore. This stance could cost her preferences from One Nation and other right-aligned parties.

    I expect One Nation and other right-wing preferences in Tasmania to go strongly enough to the Liberals to give the Liberals one of the last two undecided seats, with the final seat between Labor and Lambie.

    Labor is pro-salmon farming, so perhaps Lambie could benefit from Greens and Animal Justice preferences (the Greens have a small surplus over one quota and Animal Justice has 0.09 quotas).

    Tasmanian poll and upper house elections

    A Tasmanian state EMRS poll, conducted May 13–17 from a sample of 1,000, gave Labor 31% of the vote (up one since February), the Liberals 29% (down five), the Greens 14% (up one), the Jacqui Lambie Network 6% (down two), independents 17% (up five) and others 4% (up one).

    Tasmania uses a proportional system for its lower house elections, so a two-party estimate is not applicable. Incumbent Liberal Premier Jeremy Rockliff’s net favourability was down four points to +6, while Labor leader Dean Winter’s was down one to +5. Rockliff led Winter by 44–32 as preferred premier (44–34 previously).

    Every May two or three of Tasmania’s 15 upper house seats are up for election for six-year terms. The Poll Bludger said Tuesday that current upper house standings are four Liberals, three Labor, one Green and seven independents. On Saturday there will be elections in Liberal-held Montgomery, Labor-held Pembroke and independent-held Nelson.

    European elections wrap

    I covered Sunday’s European elections in Romania, Portugal and Poland for The Poll Bludger. In Romania the centrist defeated the far-right candidate by 53.6–46.4, but the left had a dismal result in Portugal. I also covered recounts in the April 28 Canadian election and polls ahead of the June 3 South Korean presidential election.

    A man will appear in court on firearm and drug charges following the search of a Paradise home yesterday.

    About 1pm on Tuesday 20 May, Detectives from Eastern District CIB searched a Paradise residence and located a loaded firearm and a clandestine laboratory.

    A 45-year-old male from the address, has been arrested and charged with possessing a firearm without a licence, possessing an unregistered firearm, possessing ammunition without a licence, trafficking a controlled drug, manufacturing a controlled drug, possessing prescribed equipment to manufacture controlled drug.  The man did not apply for bail and will appear in Adelaide Magistrates Court today.

    Grangemouth workers receive ‘training guarantee’ to benefit from clean energy jobs.

    • Energy Secretary and Energy Minister join Scottish Cabinet Secretary for Net Zero and Energy in first Grangemouth Investment Taskforce meeting today to discuss securing private investment and a long-term future for Grangemouth – backed by £200 million from the UK government, and £25 million from the Scottish Government   

    Petroineos refinery workers at Grangemouth are being actively supported through the Prime Minister’s commitment to a ‘training guarantee’ to help secure new well-paid work, as part of the UK and Scottish Governments’ pledge to secure a future for those affected by the closure of the oil refinery.   

    The government took swift action to protect workers after Petroineos confirmed their plans to close the refinery, including announcing up to £10 million to provide new skills support that will help the site’s workers into good clean energy jobs, as well as supporting new energy projects in the region. This also included a commitment from the Prime Minister in February to deliver a “training guarantee”.  

    This guarantee is now being delivered, with 184 out of 300 workers having now engaged in retraining activity with the majority of the remaining workforce registered for training.  

    Workers have been offered a wide range of training opportunities, including renewable energy upskilling courses and wind turbine engineering courses, paid for and supported by the UK and Scottish Governments. This will provide them with the vital skills needed to secure new jobs, including in the clean energy sector – which currently supports more than 42,000 jobs in Scotland.   

    Every Petroineos worker affected by the decision to close the oil refinery has now been provided the opportunity for 1:1 interviews with careers specialists at Forth Valley College.  

    These will help identify their skills, qualifications and training needs to create a programme of bespoke courses that will ensure their smooth transition into new roles – supporting the next generation of good jobs and driving economic growth as part of the government’s Plan for Change.  

    It comes as the Energy Secretary Ed Miliband, Scottish Cabinet Secretary for Net Zero and Energy Gillian Martin and Energy Minister Michael Shanks join the Office for Investment, Scottish Enterprise, National Wealth Fund and Scottish National Investment Bank for the inaugural Grangemouth Investment Taskforce meeting today where they will discuss securing private investment in the future of the site – with 66 enquiries received so far.  

    Minister for Energy Michael Shanks said:  

    The workforce at Grangemouth is highly skilled with significant transferrable experience which our training commitment recognises by providing tailored support for workers into new employment opportunities. 

    As well as continuing to work to secure the site’s long-term industrial future, we want to ensure no worker is left behind and that they are equipped with the skills they need to secure good jobs. This is our Plan for Change in action. 

    Acting Cabinet Secretary for Net Zero and Energy Gillian Martin said:  

    The Scottish Government’s immediate focus has rightly been on supporting workers who have lost their jobs. We committed up to £450,000 to ensure that they are supported and assisted to secure other employment and to contribute their valuable skills to Scotland’s green economy.  

    That is why we are also working to secure Grangemouth’s role in that future and create an investible industrial strategy for the site. It’s clear that real progress is being made on the findings from Project Willow. We are working closely with Scottish Enterprise – who are already assessing nearly 70 inquiries aligned to the full range of technologies set out in the report – and we are determined to ensure we realise the full potential for the site’s transformation. 

    Scottish Secretary Ian Murray said:  

    We know this is a worrying time for workers and their families at Grangemouth. I am pleased more than 260 highly skilled workers have already received support from Forth Valley College thanks to funding from the UK government as part of the £100 million Falkirk and Grangemouth Growth Deal package. 

    By offering bespoke training in renewable energy and wind turbine engineering, we’re not just supporting individual workers but also helping Scotland lead the way in clean energy jobs. We are determined that Grangemouth will have a green energy future and have committed £200 million through the National Wealth Fund toward that. 

    Kenny MacInnes, Principal of Forth Valley College, said:   

    The College continues to work extremely hard to make sure that all the Petroineos employees affected by the refinery closure, are able to access the support they need as they begin their transition into new training, careers and jobs.  

    We are making learning work in our Forth Valley communities and beyond, and we want to assure everyone that we will continue to be there for them as they take the next steps in their careers and their studies. 

    Steven Bell, former Hazardous Areas Technician at Petroineos Grangemouth Refinery, said:   

    The support I received from Forth Valley College with retraining during the redundancy process has been exceptional.  

    From my 1:1 meetings discussing courses that I would be interested in and what my future career path might be, right through to getting booked onto the courses I had selected, nothing was too much trouble.  

    All in all, I can say I am absolutely delighted with what Forth Valley College have provided for me during this process. 

    The training support has helped workers enter new employment. For example, former Hazardous Areas Technician Steven Bell took part in a range of courses that enabled him to renew his Electricians Grade Card, as well as courses in working in hazardous areas which will support him in his new role as a Compliance Supervisor with a company involved in the pharmaceutical and distillery sector.  

    It follows the publication of a feasibility report ‘Project Willow’ that provided nine proposals for Grangemouth, backed by £200 million from the UK government and £25 million from the Scottish Government, which will support jobs, unlock investment and drive growth.  

    The report sets out various options for the site, including plastics recycling, hydrogen production and other projects that could create up to 800 jobs by 2040. This will help to grow the economy and deliver on both governments’ shared ambition to secure a long-term future for Grangemouth – with Scottish Enterprise already receiving a high level of interest from potential investors.  

    The UK government is unlocking Scotland’s clean energy potential and recently awarded £55.7 million to the Port of Cromarty Firth to develop and manufacture new floating offshore wind farms in Scotland. It has also launched a Skills Passport to support oil and gas workers to identify routes into several roles in offshore wind including construction and maintenance.

    Homes England and West of England Mayoral Combined Authority announce Strategic Place Partnership

    New partnership reinforces the Agency’s commitment to housing and regeneration across the South West

    Homes England and West of England Mayoral Combined Authority (MCA) have today signed a Strategic Place Partnership (SPP) in support of delivering locally-led housing and regeneration ambitions in the region.

    The partnership, announced today at UKREiiF, a national investment conference, signals a long-term commitment to deliver locally-led goals and unlocks new opportunities for investment and delivery across the Mayoral Combined Authority region. Homes England and the MCA will work on a shared plan to accelerate growth in the West of England while advancing their existing partnership projects, like Bristol Temple Quarter, with a renewed focus.

    Bristol Temple Quarter is one of the UK’s largest regeneration projects, centred around a revitalised Bristol Temple Meads station, a grade I listed building. The ambitious programme aims to deliver 10,000 new homes, 22,000 new jobs, and improved sustainable infrastructure and public spaces across 135 hectares of brownfield land in central Bristol. It’s already an example of a project that thrives through public sector partnerships: jointly led by Bristol City Council, Homes England, the MCA, and chair Lyn Garner, the development is backed by £95 million of government support.

    During the last financial year, Homes England provided £700,000 of funding support to schemes across the MCA and its constituent authorities, with future funding for new projects planned following the announcement of the Strategic Place Partnership.

    The Agency now has eight Strategic Place Partnerships with various Mayoral Authorities across England, with each partnership clearly focused on the goal of empowering local leaders to drive growth in their own communities, supported by Homes England.

    Helen Godwin, the Mayor of the West of England, said:

    Across the West of England, we must invest to tackle the housing crisis and regenerate brownfield land. This new Strategic Place Partnership will ultimately help us build more affordable homes for local people.

    Working with Homes England and local council leaders to deliver the right homes in the right places, with the services and infrastructure that people need and deserve.

    I am determined to improve our transport links to help get the West of England moving – whether it’s better buses or five new train stations in three years – and connect new homes to jobs and opportunities, culture and leisure, and nature.

    Alongside Bristol Temple Quarter, Homes England and the MCA will accelerate delivery on key projects including the West Innovation Arc, with South Gloucestershire Council. The Arc will be integral to the emerging West of England Local Growth Plan.

    Working alongside Bath & North East Somerset Council, Homes England and the MCA are already supporting the acquisition of strategic land and planning work to unlock up to 6,000 new homes along the Bristol to Bath strategic growth corridor. Following £8 million of initial investment from the MCA, Homes England has committed £36 million into brownfield sites in central Bath to deliver a further 1,000 homes.

    Record 81 criminal investigations launched into water companies under Government crackdown

    New crackdown is the largest criminal action against water companies in history.

    A record 81 criminal investigations into water companies have been launched in England since the election, as part of the Government’s crackdown on sewage dumping.  

    A new operation spearheaded by Environment Secretary Steve Reed amounts to the largest criminal action against water companies in history. 

    The number of inspections carried out by authorities into sewage pollution has skyrocketed by nearly 400% since last July.  

    The record number of Environment Agency spot checks at water company premises and rivers has revealed widespread law-breaking. Over 80 criminal investigations have been launched against water companies over the last nine months, a surge of 145% since the election.   

    Following these investigations, water bosses could be jailed for five years and water companies fined hundreds of millions of pounds.

    This will act as a powerful deterrent, focussing water bosses’ minds on investing to upgrade water infrastructure to clean up our rivers, lakes and seas. Water companies will also spend a record £104 billion and cut sewage discharges by nearly half over five years.  

    Environment Secretary Steve Reed:  

    Water companies have too often gone unpunished as they pump record levels of sewage into our waterways. No more.   

    A record number of criminal investigations have been launched into law-breaking water companies – which could see bosses behind bars.   

    With this Government, water companies who break the law will finally be punished for their disgraceful behaviour so we can clean up our rivers, lakes and seas for good.  

    Philip Duffy, Chief Executive of the Environment Agency said:   

    This milestone is testament to our determination to hold water companies to account and achieve a cleaner water environment.  

    Our message to the industry is clear: we expect full compliance throughout the water system, and we will not hesitate to take robust enforcement action where we identify serious breaches. 

    This is just the beginning – we are on track to deliver 10,000 inspections next year, using our tougher powers gained through the Water (Special Measures) Act alongside more officers and upgraded digital tools to drive better performance across the water sector.  

    When a water company breaks the rules of its environmental permit, that is a criminal offence—for example, releasing excessive pollution into a river or failing to carry out water quality monitoring.  

    The Environment Agency follows up on every offence they find. The most serious offences, like illegal sewage spills, trigger a criminal investigation that could see water company fines and criminal prosecution for water bosses. The Environment Agency have also taken a zero-tolerance approach to identify and resolve over 1000 minor issues last year like unclogging pipes to deliver immediate improvements to local communities and the environment.  

    To drive forward this surge in action, the Environment Agency has hired 380 additional regulatory staff to carry out inspections and other enforcement activity.   

    New powers, delivered by the Government’s landmark Water (Special Measures) Act 2025, also mean water executives who cover up or hide illegal sewage spills can now be locked up for up to two years.  

    The Environment Agency are also currently carrying out their largest ever criminal investigation into potential widespread non-compliance by water companies at over 2000 sewage treatment works.  

    Seven cases against water companies are going to court over the next few months following criminal investigations by the Environment Agency.

    Police investigate serious pedestrian crash near Bridgewater

    Wednesday, 21 May 2025 – 7:33 am.

    Police are investigating a serious pedestrian crash near Bridgwater last night.
    About 6:15pm on Tuesday 20 May 2025, a 12-year-old girl was struck by a motor vehicle on the East Derwent Highway, Bridgewater.
    Initial reports suggest that the young girl, while crossing the road, ran into the path of the vehicle, travelling east on the highway. The vehicle, a grey Toyota Kluger, only contained the driver.
    Police and Paramedics attended the scene immediately and the victim was quickly transported to the Royal Hobart Hospital in a critical condition, where she remains receiving treatment.
    The driver of the vehicle was subjected to mandatory drug and alcohol testing.
    Crash investigators and Forensic Services attended the scene and conducted a thorough examination.
    Any witnesses who saw the incident or drove past the area and have dash-cam footage are asked to call Crimestoppers.
