  • MIL-OSI USA: Warner, Kaine, Colleagues Introduce Legislation to Increase Transparency in Immigration Enforcement

    WASHINGTON, D.C. – U.S. Senators Mark R. Warner and Tim Kaine (both D-VA) were joined by Sens. Angus King (I-ME), Michael Bennett (D-CO), and John Hickenlooper (D-CO) in introducing today to increase transparency, accountability, and safety in immigration law enforcement. The Immigration Enforcement Identification Act would prohibit law enforcement officers from obscuring their faces and require that they clearly display their agency, their name and a unique identifier while conducting immigration enforcement functions, with some commonsense exceptions for select tactical missions and officer health and safety. This legislation also provides federal law enforcement agencies with the authority to better protect law enforcement officers and their families from doxing.

    This legislation comes as the Department of Homeland Security prepares to hire and deploy thousands of new immigration enforcement agents, thanks to a dramatic infusion of funding by congressional Republicans that makes Immigration and Customs Enforcement (ICE) better funded than all but 15 of the world’s militaries.

    “Communities around the country have been clear: we should not have armed, masked, and unidentified individuals prowling around neighborhoods and snatching people off the street. This conduct poses a great risk for everyone involved, from the officers themselves to well-intentioned bystanders who may misunderstand the situation,” said Warner. “Despite the risks, our local police officers, state troopers, national guardsmen, and even members of the armed forces interact with communities every with full-faced transparency – the kind that creates trust and helps hold us all to higher standards. I’m proud to introduce this legislation to hold ICE to the same standards that the vast majority of American law enforcement are held to.”

    “In recent months, we’ve seen how some ICE officers and agents – without clear indicia that they are law enforcement and often wearing masks – conducting immigration operations have caused fear and unnecessary danger on our streets and even in sensitive locations like county courthouses,” Kaine said. “This legislation would require ICE officers and agents to visibly identify themselves as law enforcement, helping to enhance safety and mitigate risk of violence if people misunderstand what’s happening. Our bill would also help to protect these officers and agents and their families from doxing and physical harm by giving them the tool to take their personal information such as their home addresses off the internet.”

    “This legislation is simple: the bad guys wear masks, not law enforcement officers. Our police, first responders and public safety officials play an important role in keeping our communities safe and free from harm, but there also needs to be accountability and transparency in the line of duty,” said King. “The uptick in immigration agents not clearly identifying themselves while on the job has eroded an already diminishing trust with the communities they serve. The Immigration Enforcement Identification Act would set reasonable, commonsense standards for immigration officer identification, and provide law enforcement personnel and their families with the appropriate resources to prevent doxxing.”

    “Masked immigration enforcement agents performing arrests without identification is deeply troubling,” said Bennet. “We must hold all law enforcement to the same standard of accountability. This legislation protects due process rights, prioritizes safe community encounters, and upholds proper immigration enforcement.”

    “We are deeply concerned about reports of ICE agents taking families off the street without identification,” said Hickenlooper. “Our bill is about promoting trust and transparency in our communities, and enforcing basic due process rights.”

    According to the Department of Homeland Security, ICE does not have a “face-covering” policy. In recent months, ICE and agencies supporting ICE have been widely observed conducting immigration enforcement in plain clothes, out of unmarked cars, and while wearing a variety of imprecise or inscrutable insignia that makes them impossible to identify.

    The Immigration Enforcement Identification Act would require that all federal law enforcement and state and local law enforcement partners be identifiable while conducting immigration enforcement functions. This includes federal law enforcement organizations such as ICE, Customs and Border Protection (CBP), Border Patrol (BP), Federal Bureau of Investigations (FBI), Drug Enforcement Agency (DEA), Bureau of Alcohol, Tobacco, and Firearms (ATF), U.S. Marshals, as well as state and local partners working with the federal government on immigration enforcement.

    This bill also takes important steps to help protect members of law enforcement and their families by providing personal data privacy services for immigration enforcement officers whose official duties may put them at increased risk of being the target of threats, intimidation, harassment, stalking, or a similar action. These services can help an individual monitor their sensitive personal information – including their personal phone number, home address, or other information that could be used to commit crimes against members of law enforcement – and remove it from websites, platforms, and data brokers.

    This legislation has the support of the Law Enforcement Action Partnership (LEAP), Immigration Hub, American Immigration Lawyers Association (AILA), and Service Employees International Union (SEIU).

    “This legislation strikes the right balance between transparency and officer safety,” said Law Enforcement Action Partnership Executive Director Lt. Diane Goldstein (Ret.). “Operating with clear identification – name, agency, and badge number – is standard practice for accountability across policing and the military, and there is no reason federal immigration officers should be exempt. At the same time, providing officers with additional tools to protect against doxing ensures that this critical effort to maintain and rebuild public trust does not come at the cost of security.”

    “The Immigration Enforcement Identification Safety Act of 2025 brings long-overdue transparency and accountability to immigration enforcement while giving law enforcement officers more tools to protect themselves. Just as we require our military and law enforcement to identify themselves during civil operations, it is both reasonable and essential to expect the same of immigration officers. Displaying names or unique identifiers and ensuring visible faces not only builds public trust but also protects the integrity of our institutions and the rights of the individuals they encounter. At the same time, this bill provides resources for agents to protect themselves,” said Immigration Hub Co-Executive Director Kerri Talbot.

    “No one – White, Black, Brown, AAPI, or Immigrant – should live in fear of masked agents snatching people off of the streets without identifying themselves. Families often don’t know where their loved ones are being held or who may be next. Our communities need safety and trust, not terror and chaos,” said SEIU Secretary Treasurer Rocio Saenz.

  • MIL-OSI USA: Tuberville, Risch Introduce Legislation to Protect Firearm Small Businesses

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senator Jim Risch (R-ID), and 16 other Republican colleagues to introduce the Equal Shot Act. The legislation prohibits the Small Business Administration (SBA) from discriminating against firearm-related businesses.

    “For years, the far left has tried to undermine Americans’ right to bear arms. Under Joe Biden, the Small Business Administration tried to cut off capital to firearm businesses in hopes of forcing them to close. That’s not acceptable for the freest country in the world.  In Alabama, we respect the 2nd Amendment. We respect freedom. And we stand with the small business owners who make our communities stronger and our country safer,” said Sen. Tuberville.“I’m proud to join this fight to ensure that lawful firearm-related businesses get the same opportunities as any other small business—no more picking winners and losers based on a political agenda. As a proud gun owner, I will always fight to protect our Second Amendment rights.”

    MERTZON, TX—Congressman August Pfluger (TX-11) hosted a community town hall in Mertzon to recognize a local good news story, give an update on the 119th Congress, and take questions from those in attendance.

    During the town hall, Congressman Pfluger recognized the 2025 Senior Rifle Team – consisting of Daniel Crutchfield, James Crutchfield, Arely Reyes, and Payton Rose – who recently placed 9thout of 28 teams at the State 4-H Shooting Sports Match in Victoria, Texas. The 4-H Rifle Team is one of the largest 4-H programs in Irion County, and this was a huge accomplishment for their school.

    “It was an honor to be in Mertzon and recognize Irion County High School’s 2025 Senior Rifle Team for their outstanding achievements at the State 4-H Shooting Sports Match. Our students are the future of America, and it was great having these young and bright individuals represented at the town hall,” said Rep. Pfluger. “Hosting town halls across Texas-11 will always be a top priority of mine because hearing directly from the hardworking men and women who call this district home is essential to my work. Thank you to everyone who came out to listen, ask questions, and provide feedback on how I can better represent you and your families in Congress.”

  • MIL-OSI Australia: Tax time 2025 update – 29 July

    Welcome and governance

    The ATO Co-chair welcomed members and ATO attendees to the Tax Practitioner Stewardship Group (TPSG) Tax Time 2025 meeting.

    ATO Updates

    Frontline Services

    It’s been a busy start to the week and so far this tax time we’ve received 3.6 million individual lodgments. Overall, this is a 3% decrease compared to last year. Lodgment numbers for self-preparers have decreased 2%, whilst agent lodged returns are down 6%.

    We’ve received on average around 22,000 calls from agents each week, totalling 89,000. This is 11% down from this time last year.

    Around 21.2 million (or 95%) of Single Touch Payroll (STP) records have been finalised. This is similar to the same time last year.

    Member comments

    A member queried why so many tax agents are calling when they have access to the Online services for agents (OSFA) portal. We advised there could be several drivers for the calls. The key calls we are receiving from agents are primarily regarding payment negotiations and GST. Overall agent calls are on the decline, and this may be attributed to the reduction in calls regarding compromised accounts.

    A member advised the refund requests and Pay As You Go (PAYG) registrations functionality in OSFA has disappeared, which may also be a reason that agents are calling. We agreed to investigate this further.

    IT system updates & maintenance

    Overall, we’ve had good stability, and performance across systems throughout tax time, with a maintenance release successfully deployed over the weekend.

    It was however noted, that at around 8:30am AEST on 29 July 2025, we saw degradation across all online services that required authentication to access. Other services not requiring authentication remained stable. The issue was resolved around 11am AEST.

    Member comments

    A member advised access manager was still having problems and there were also some linking issues. We confirmed both access manager and ABR were having some intermittent issues and our teams were monitoring and addressing the degradation.

    ATO Digital services

    We noted that digital services are operating as intended and there is nothing to report.

    ATO Communications

    We released a statement in the media centre addressing the Four Corners report that aired on 28 July.

    The bill before Parliament to cut student debt by 20% this is not yet law (as at 29 July 2025). We advised that no action is required and there will be communications in the next couple of weeks encouraging agents to lodge as normal. We advised if the law passes, the reduction will be backdated to the student debt balance the individual had on 1 June 2025.

    Assistant Commissioner Sarah Vawser is presenting a Tax Time 2025 segment at next Tuesday’s TPB ‘tax time tips’External Link webinar.

    We’ve issued a taxpayer alert on GST Fraud, with a particular focus on some property and construction industries making false claims. Tax professionals can assist by reporting of any instances they become aware of to the ATO.

    A member queried if there were concerns that the Four Corners story will be seen as a ‘how to’ guide and whether we are expecting an increase in fraudulent claims as a result. We advised there have been a number of changes to strengthen the system since Operation Protego and we’re closely monitoring the situation.

    A member queried whether the communications to agents regarding the bill before Parliament to cut student debt, will be shared with the Content and Communications Working Group first. We advised until the legislation passes, no action can be taken, as this bill belongs to the Department of Education – however we will consider this suggestion.

    A member advised that from a tax clinics point of view, they’re receiving a large amount of contact from individuals and small businesses experiencing financial difficulty. The tax clinics are analysing their data from the past 7 years regarding contact received, and what was required to assist. With over 10,000 applications during this time, they believe the data may assist the ATO to provide future educational pieces for vulnerable taxpayers. We advised we would be interested in the findings from their analysis.

    A member raised concerns around a communication issuing through myGov for first time PAYG Instalment receivers. Taxpayers receiving this message do not know what it means, the content seems to be missing the mark, and there is no call to action. We advised we will take the review of this communication as an action item.

    A member noted the Tax Ombudsman has released a report on letters issued by the ATO and agreed with the report, that too often the ATO is writing from a revenue authority focus without providing content the audience can clearly understand. We agreed with and will be implementing the Tax Ombudsman’s recommendations.

    Members agreed to shift the meetings to fortnightly. The next meeting will be Tuesday 12 August.

  • Vice Admiral Sanjay Vatsayan assumes charge as Vice Chief of Naval Staff

    Vice Admiral Sanjay Vatsayan on Thursday assumed charge as the 47th Vice Chief of the Naval Staff (VCNS). Soon after taking over, he paid homage to fallen heroes by laying a wreath at the National War Memorial in New Delhi.

    An alumnus of the 71st course of the National Defence Academy, Pune, Vice Admiral Vatsayan was commissioned into the Indian Navy on January 1, 1988. A specialist in Gunnery and Missile Systems, he brings over three decades of operational, command, and staff experience to his new role.

    He has served on several frontline warships, including as commissioning crew of INS Mysore and INS Nishank, and as Executive Officer of INS Mysore. His commands at sea include Coast Guard ship C-05, missile vessels INS Vibhuti and INS Nashak, missile corvette INS Kuthar, and guided missile frigate INS Sahyadri, which he commanded from commissioning.

    In February 2020, he assumed command of the Eastern Fleet during a critical period marked by increased maritime operations following the Galwan incident. He also held key staff appointments at Naval Headquarters, including as Director Naval Plans and Principal Director Naval Plans.

    Promoted to Flag Rank in 2018, Vice Admiral Vatsayan served as Assistant Chief of Naval Staff (Policy & Plans) and later commanded the Eastern Fleet. He was awarded the Ati Vishisht Seva Medal (AVSM) in 2021 for his exceptional leadership and distinguished service.

    He has held key positions in tri-services coordination, serving as Deputy Commandant at the National Defence Academy and later as Deputy Chief of the Integrated Defence Staff (DCIDS), where he was instrumental in enhancing jointness, operational coordination, and policy formulation promoting indigenisation.

    Vice Admiral Vatsayan is a graduate of Defence Services Staff College, Wellington; Naval War College, Goa; and National Defence College, New Delhi.

  • MIL-OSI Security: WEWAHITCHKA MAN PLEADS GUILTY TO ILLEGAL POSSESSION OF FIREARM AND AMMUNITION

    TALLAHASSEE, FLORIDA – Matthew Pellerito, 49, of Wewahitchka, Florida, pleaded guilty to possession of a firearm and ammunition by a convicted felon and the carrying of a firearm without written notice. The plea was announced by John P. Heekin, United States Attorney for the Northern District of Florida.

    U.S. Attorney Heekin said, “I applaud the excellent coordination of our state, local, and federal law enforcement agencies in their detection and investigation of these crimes.  My office is committed to aggressively investigating and prosecuting those who unlawfully possess weapons or ammunition.”

    Court documents reflect that on September 5, 2024, Pellerito prepared to board a commercial flight in Panama City, Florida. Pellerito’s checked luggage was flagged by the Transportation Security Administration (TSA). Inside of Pellerito’s luggage, TSA found an undeclared firearm and a 50-round box of ammunition. Pellerito stated that he was traveling to Oregon for a camping trip and had forgotten to declare the firearm with the airline. Further investigation confirmed that Pellerito is a convicted felon and is prohibited from possessing firearms and ammunition by law.

    Pellerito is scheduled for sentencing before United States District Judge Mark Walker on September 18, 2025, at 11:00 a.m. in Tallahassee, Florida.  Pellerito faces up to fifteen years’ imprisonment on the firearm and ammunition charge, and up to five years’ imprisonment on the carrying of firearm without written notice charge.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives, the Transportation Security Administration, the Panama City Airport Police Department, and the Bay County Sheriff’s Office investigated the case. Assistant United States Attorney Joseph A. Ravelo is prosecuting the case.

    Garrett Williams Admitted to Helping Plan Robbery that led to the Murder of Drug Supplier

    ROANOKE, Va. – A Roanoke, Virginia man involved in distributing large quantities of marijuana and helping plan a robbery that ultimately led to the murder of his drug supplier, was sentenced yesterday to 150 months in federal prison.

    Garrett Isaac Williams, 22, pled guilty in February 2025 to one count of conspiracy to commit Hobbs Act Robbery. In April, Williams’ co-defendant, Joseph Walker, was sentenced to 35 years in prison after pleading guilty to one count of Hobbs Act Robbery and one count of discharging a firearm in furtherance of a drug trafficking crime.

    According to court documents, beginning no later than January 2023, Walker and Williams conspired to distribute marijuana and marijuana wax they sourced from E.B., who periodically traveled from Pennsylvania to supply the pair at Mr. Walker’s residence in Roanoke.

    Eventually, the men fell into debt to E.B. Then, in an effort to collect money he was owed, E.B. attempted to phone Walker but instead inadvertently called Walker’s mother. This phone call caused Walker and Williams to set in motion a plan to end their relationship with E.B. However, instead of paying down their debt, they conspired to order more marijuana from E.B., rob E.B. of that marijuana upon delivery and, in so doing, scare him from returning to Virginia.

    On April 17, 2023, E.B. traveled from Pennsylvania to Walker’s residence, bringing with him approximately 10 pounds of marijuana and two pounds of marijuana wax in a deal facilitated by Williams. During E.B.’s trip, Williams maintained communication with him and provided updates to Walker so that he was prepared for E.B.’s arrival. For his part, Walker concealed a Sig Sauer, .45 caliber pistol on his person, intending to use it as part of the robbery. Upon E.B.’s arrival, Walker confronted E.B. about the phone call E.B. made to his mother, before shooting him twice, killing him. Afterwards, Walker, as planned, took the marijuana that E.B. had brought with him and, to conceal his crime, moved E.B.’s body out of his residence, placed it in the trunk of E.B.’s car and drove to Bedford County, Virginia where he set the car on fire.

    While not physically present at the time of the robbery, Williams admitted to planning to rob E.B by force.

    C. Todd Gilbert, United States Attorney for the Western District of Virginia, Stephen Farina, Acting Special Agent in Charge of the FBI’s Richmond Division, and Colonel Matthew D. Hanley, Superintendent of Virginia State Police made the announcement.

    The Federal Bureau of Investigation and Virginia State Police, with assistance from the United States Marshals Service, Bureau of Alcohol, Tobacco, Firearms and Explosives,  Brevard County Sheriff’s Office, the Roanoke City Commonwealth’s Attorney’s Office, the Roanoke City Police Department, the Roanoke County Police Department, the City of Lynchburg Police Department, and the Bedford County Commonwealth’s Attorney’s Office are investigating the case.

    The Star City Drug and Violent Crime Task Force also aided in the investigation and is comprised of officers from the Roanoke City Police Department, Roanoke County Police Department, City of Salem Virginia Police Department, the Vinton Police Department, and Virginia State Police Bureau of Criminal Investigation’s Salem Field Office.

    Assistant U.S. Attorneys M. Coleman Adams and Kelly McGann are prosecuting the case, with assistance from Assistant U.S. Attorney Drew O. Inman.

  • MIL-OSI Security: ARMED CAREER CRIMINAL SENTENCED TO 15 YEARS IN FEDERAL PRISON

    GAINESVILLE, FLORIDA – James C. Mobley, 43, of Gainesville, Florida, was sentenced to a total of 15 years in federal prison following his conviction for possession of a firearm by a convicted felon. John P. Heekin, United States Attorney for the Northern District of Florida announced the sentence.

    U.S. Attorney Heekin said: “This sentence ensures that our community will be safer and sends a strong message that there are real and severe consequences for federal firearm offenses. Thanks to the outstanding work of our law enforcement partners, this armed felon has been called to account for his continued criminal conduct.”

    On July 11, 2024, Gainesville Police Department officers conducted a traffic stop of Mobley. During a search of Mobley’s vehicle, officers located a loaded revolver and various narcotics. Mobley pleaded guilty the day his trial was set to commence on April 28, 2025. Mobley was sentenced as an armed career criminal due to his numerous felony convictions for serious drug offenses.

    “We have zero tolerance for gun crimes in our community. My message to those who choose to bring guns and drugs to our streets – we will find you, and we will work with all our criminal justice partners to hold you accountable. Our community deserves safety,” said Chief Nelson Moya, Gainesville Police Department.

    Mobley’s imprisonment will be followed by five years of supervised release. This conviction was the result of an investigation conducted by the Bureau of Alcohol Tobacco, Firearms and Explosives, and the Gainesville Police Department. Assistant United States Attorneys Harley W. Ferguson and Adam Hapner prosecuted the case.

    WASHINGTON – Today, on Medicaid’s 60th anniversary, U.S. Senator John Hickenlooper spoke on the Senate floor to call out the Republicans’ disastrous budget bill that slashes more than $1 trillion in funding for Medicaid and health care services to pay for tax cuts for the ultra-wealthy. He also joined his Senate Democratic colleagues to introduce two new bills that would repeal the Republicans’ health care cuts in their “Big Beautiful Betrayal.”


    “They cut more than $1 trillion from Medicaid, the Affordable Care Act, and food stamps – the programs that help struggling Americans meet their most basic human need for food and health care. Again, just so they could pass the largest transfer of wealth from the poor to the rich in the history of our country,”
    said Hickenlooper.

    Earlier this month, Republicans narrowly passed their extreme budget bill that will increase prices for Coloradans, lead to 15 million Americans losing their health care, increase the deficit by $4 trillion, and hand out tax breaks to the wealthiest Americans.

    Specifically, their bill slashed more than $1 trillion in Medicaid funding and failed to extend the Affordable Care Act premium tax credits. As a result, an estimated 15 million people will lose health benefits.

    In his speech, Hickenlooper highlighted how these cuts to Medicaid will disproportionally hurt rural hospitals like Sunrise Monfort Community Health Clinic in Evans, Colorado.

    “Sunrise’s network of 14 rural health clinics serves 43,000 patients across a broad swath of Northern Colorado. [50%] of them are enrolled in either Medicaid or Medicare,” Hickenlooper continued. “They estimate that those cuts in Medicaid will force between 7,000-14,000 of their patients off of health care. That’s ¼ of their patients. Again, all because lawmakers in Washington had decided to give still bigger tax cuts to the ultra-wealthy.”

    Hickenlooper voted NO on the bill after Republicans voted down critical Democratic-led amendments to prevent cuts to Medicaid, extend the Affordable Care Act enhanced premium tax credits, and safeguard small businesses and nursing homes from Medicaid cuts. He fought against the bill in the Senate and has continued to raise alarm about its impacts after Republicans passed it.

    Hickenlooper introduces bills to reverse health care cuts

    Today, Hickenlooper joined the entire Democratic caucus to introduce two new bills that would rollback the Republicans’ disastrous health cuts in their budget bill and protect health care for millions of Americans.

    The Protecting Health Care and Lowering Costs Act would repeal all of the provisions in the health section of the Republicans’ dangerous bill. Specifically, it would prevent millions of Americans from losing their health care and rural health clinics from closure. The legislation would also extend the Affordable Care Act enhanced premium tax cuts which lower health care costs for millions of Americans. 

    The Restoring Essential Health Care Act would specifically repeal the provision in the Republicans’ reckless bill that defunds Planned Parenthood. The Republican provision restricts Medicaid reimbursements for organizations that offer abortion services, even though it is already illegal to use federal funding for abortion. This week a federal judge blocked the provision.

    “Mr. President,

    “The United States is the wealthiest country on earth.

    “I think it’s fair to say it’s the wealthiest country in the history of the world. Probably in the history of the solar system.

    “What we do with that wealth speaks volumes about who we are as a country.

    “And about the responsibility we feel to our fellow Americans. It defines us.

    “Earlier this month, Republicans passed, what I would call, a truly devastating budget bill that gives many of the wealthiest people in this country – many of whom don’t want a tax break – but gives many of the wealthiest people in this country and corporations a $4.5 trillion tax break.

    “That was their goal. They just needed to find a way to pay for it. Well actually, they only paid for a small part of it.

    “But in doing so they cut more than $1 trillion from Medicaid, the Affordable Care Act, and food stamps – the programs that help struggling Americans meet their most basic human need for food and health care.

    “Again, just so they could pass the largest transfer of wealth from the poor to the rich in the history of our country.

    “That speaks volumes about who this administration values.

    “But what does the bill mean for Americans?

    “Over time, 15 million Americans are going to lose their health care. Are likely to lose their health coverage. 241,000 of them live in Colorado. Hundreds and hundreds of hospitals around the country are at risk of closure, many of them in Colorado.

    “Take the Sunrise Monfort Community Health Clinic in Evans, Colorado.

    “We were there in May, and Sunrise’s network of 14 rural health clinics serves 43,000 patients across a broad swath of Northern Colorado. [50%] of them are enrolled in either Medicaid or Medicare.

    “And we spoke with their CEO back in May, and we were told point blank that gutting Medicaid… will force them to dramatically cut services.

    “They estimate that those cuts in Medicaid will force between 7,000-14,000 of their patients off of health care. That’s ¼ of their patients.

    “Again, all because lawmakers in Washington had decided to give still bigger tax cuts to the ultra-wealthy, and again many of whom don’t want or need tax cuts.

    “It’s nuts. 

    “The administration knew taking health care away from many Americans would be unpopular.

    “So they crafted and snuck in a provision to solve that: most of the Medicaid cuts won’t take place until 2027.

    “Why wait until 2027, you might ask? Well because it’s after the midterm elections at the end of 2026.

    “They basically gutted our social safety net system, and then they found a way to make sure that Republicans would be insulated from the immediate political costs, from their voters.

    “That’s why right now they’re building a massive public relations campaign to go out and sell the bill to Americans.

    “They, so far, completely deny that this bill is going to harm Americans in any way. Instead, they say it’s about government “efficiency” and cutting out waste, fraud, and abuse.

    “Well listen, I’m all for making government more efficient. When I was Mayor of Denver, we made the city smaller. We had a hiring freeze for 2 ½ years. We asked workers to do more with less and they did that. But we did it in increments and we worked to make sure that people knew how much they were valued, and that they could make a difference.

    “When I was Governor of Colorado, we balanced our budget every single year. We went through every board and regulation that we could find on the books – 24,500 rules and regulations. And we simplified or eliminated 11,000. We did all this without cutting services and without cutting resources that people rely on.

    “Now Republicans knew they were going way beyond “waste, fraud, and abuse” – that’s part of the reason it took 24 hours of voting and arm-twisting to pass this, what we call in my family, god-awful bill. They knew they were going to be hurting their constituents, and Americans.

    “The bill itself is a prime example of, what my grandfather used to call, a drunken spending spree –  it’s gonna cost the American people more than $4 TRILLION when you consider the interest payments on the national debt.

    “And none of the arguments that the Republicans have used have legs.

    “Ultimately, the bill isn’t just $1 trillion in cuts from Medicaid and the Affordable Care Act – it really, through these rules and paperwork, creates new barriers to access. That means more paperwork, more hoops for families to jump through.

    “Under Trump’s Big Ugly Bill, government “efficiency” just means rolling out the red tape. Miles and miles of it.

    “And who pays the price?

    “Well, rural Coloradans are going to pay some price. People living in Cortez, Lamar, or Rifle will pay a price when their closest health care center closes.

    “Pregnant women who have to drive 50 miles to get to their closest hospital…

    “Kids who lose their health care because their parents had to navigate so much red tape to prove they do in fact meet the requirements will pay the cost.

    “Adult children who can’t provide sufficient “proof” that their full-time job is taking care of a disabled parent.

    “Now, listen to this. If you’re a single adult in Colorado, you don’t even qualify for Medicaid if you earn [more] than $1,735 a month. That means making less than $10.01 an hour.

    “If you make $10.02 an hour you already don’t qualify for Medicaid. So people making less than $10 an hour have to fill out reams of paperwork to demonstrate that they qualify.

    “They should be able to show their W2 and say ‘Hey, I’m making $9.50 an hour’ and that should be enough.

    “But somehow there’s a worry that people making less than $10 an hour should have to fill out all of this other paperwork. What kind of a bizarre world do we live in?

    “Bottom line: Republicans are cutting costs by punishing the poorest and most needy in our country when they can’t keep up. They are making the people who suffer the most suffer more.

    “That’s not the America that I believe in.

    “The Medicaid system isn’t perfect.

    “It exists in our country, because that country decided that no matter where you live, or how little money you make, working Americans deserve basic health care.

    “Who knows, someday we might get everyone covered. It’s a vow we need to make.

    “And certainly when we created Medicaid it was a vow we made to help take care of many of the neediest people in our country.

    “Because our country is measured not by how we treat the people at the very top, but how we treat large numbers of Americans who start at the bottom, striving for a better life.

    “That’s how our country should be measured.

    “And that’s the dream we are all chasing.

    “And ultimately, it’s the American people who will have the final word.

  • MIL-OSI Submissions: By building the world’s biggest dam, China hopes to control more than just its water supply

    China’s already vast infrastructure programme has entered a new phase as building work starts on the Motuo hydropower project.

    The dam will consist of five cascade hydropower stations arranged from upstream to downstream and, once completed, will be the world’s largest source of hydroelectric power. It will be four times larger than China’s previous signature hydropower project, the Three Gorges Dam, which spans the Yangtse river in central China.

    The Chinese premier, Li Qiang, has described the proposed mega dam as the “project of the century”. In several ways, Li’s description is apt. The vast scale of the project is a reflection of China’s geopolitical status and ambitions.

    Possibly the most controversial aspect of the dam is its location. The site is on the lower reaches of the Yarlung Zangbo river on the eastern rim of the Tibetan plateau. This is connected to the Brahmaputra river which flows into the Indian border state of Arunachal Pradesh as well as Bangladesh. It is an important source of water for Bangladesh and India.

    Both nations have voiced concerns over the dam, particularly since it can potentially affect their water supplies. The tension with India over the dam is compounded by the fact that Arunachal Pradesh has been a focal point of Sino-Indian tensions. China claims the region, which it refers to as Zangnan, saying it is part of what it calls South Tibet.

    At the same time, the dam presents Beijing with a potentially formidable geopolitical tool in its dealings with the Indian government. The location of the dam means that it is possible for Beijing to restrict India’s water supply.

    This potential to control downstream water supply to another country has been demonstrated by the effects that earlier dam projects in the region have had on the nations of the Mekong river delta in 2019. As a result, this gives Beijing a significant degree of leverage over its neighbours.

    One country restricting water supply to put pressure on another is by no means unprecedented. In fact in April 2025, following a terror attack by Pakistan-based The Resistance Front in Kashmir, which killed 26 people (mainly tourists), India suspended the Indus waters treaty, restricting water supplies to Pakistani farmers in the region. So the potential for China’s dam to disrupt water flows will further compound the already tense geopolitics of southern Asia.

    Concrete titans

    The Motuo mega dam is an advertisement of China’s prowess when it comes to large-scale infrastructure projects. China’s expertise with massive infrastructure projects is a big part of modern Chinese diplomacy through its massive belt and road initiative.

    This involves joint ventures with many developing nations to build large-scale infrastructure, such as ports, rail systems and the like. It has caused much consternation in Washington and Brussels, which view these initiatives as a wider effort to build Chinese influence at their expense.

    The completion of the dam will will bring Beijing significant symbolic capital as a demonstration of China’s power and prosperity – an integral feature of the image of China that Beijing is very keen to promote. It can also be seen as a manifestation of both China’s aspiration and its longstanding fears.

    Harnessing the rivers

    The Motuo hydropower project also represents the latest chapter of China’s long battle for control of its rivers, a key story in the development of Chinese civilisation.

    Rivers such as the Yangtze have been at the heart of the prosperity of several Chinese dynasties (the Yangtse is still a major economic driver in modern China) and has devastated others. The massive Yangtse flood of 1441 threatened the stability of the Ming dynasty, while an estimated 2 million people died when the river flooded in 1931.

    Such struggles have been embodied in Chinese mythology in the form of the Gun-Yu myth. This tells the story of the way floods displaced the population of ancient China, probably based on an actual flooding at Jishi Gorge on the Yellow River in what is now Qinghai province in 1920BC.

    This has led to the common motif of rivers needing human control to abate natural disaster, a theme present in much classical Chinese culture and poetry.

    The pursuit of controlling China’s rivers has also been one of the primary influences on the formation of the Chinese state, as characterised by the concept of zhishui 治水 (controlling the rivers). Efforts to control the Yangtze have shaped the centralised system of governance that has characterised China throughout its history. In this sense, the Motuo hydropower project represents the latest chapter in China’s quest to harness the power of its rivers.

    Such a quest remains imperative for China and its importance has been further underlined by the challenges of climate change, which has seen natural resources such as water becoming increasingly limited. The Ganges river has already been identified as one of the world’s water scarcity hotspots.

    As well as sustaining China’s population, the hydropower provided by the dam is another part of China’s wider push towards self-sufficiency. It’s estimated that the dam could generate 300 billion kilowatt-hours of electricity every year – about the same about produced by the whole UK. While this will meet the needs of the local population, it also further entrenches China’s ability to produce cheap electricity – something that has enabled China to become and remain a manufacturing superpower.

    Construction has only just begun, but Motuo hydropower project has already become a microcosm of China’s wider push towards development. It’s also a gamechanger in the geopolitics of Asia, giving China the potential to exert greater control in shaping the region’s water supplies. This in turn will give it greater power to shape the geopolitics of the region.

    At the same time, it is also the latest chapter of China’s longstanding quest to harness its waterways, which now has regional implications beyond anything China’s previous dynasties could imagine.

    Washington, D.C. – Today, Congresswoman Marilyn Strickland (WA-10), Senators Edward J. Markey (D-MA) and Elissa Slotkin (D-MI) re-introduced the bicameral Gun Violence Prevention Research Act, legislation to annually authorize $50 million over the next five years for gun violence prevent research at the Centers for Disease Control and Prevention (CDC). 

    “Make no mistake: gun violence is preventable. Republicans actively choose to watch children, mothers, fathers, and Americans gunned down in deference to the gun lobby,” said Strickland. “We must root out the gun violence crisis in our nation. This legislation will simply treat gun violence as the public health crisis it is, and allow us to research it so we can take steps toward saving lives.” 

    “Stopping the spread of our nation’s gun violence epidemic requires action on the reforms we know are essential and effective,” said Senator Markey. “We must invest more to study the root causes of violence and develop evidence-based solutions. This legislation would allow our nation’s top medical, scientific, and public health researchers to conduct studies that would save lives. It is critical that we chart a path out of this public health crisis.” 

    “Gun violence is a uniquely American crisis that continues to impact communities across Michigan and our country,” said Senator Slotkin. “As the first Member of Congress to have two mass shootings in my former House district—Oxford High School and Michigan State University—I’ve seen first-hand the devastating toll gun violence has on our communities. As elected officials, our most basic responsibility is to protect our children from the things that are truly harming them. We must treat this epidemic like the national security threat that it is. And that means using every tool in the toolbox. Let’s get this bill across the finish line.” 

    This legislation arrives at a critical time. The Trump Administration has effectively dismantled gun violence prevention efforts, decimating the staff at the CDC and terminating $158 million—more than half—of federal funding for gun violence prevention programs at the Department of Justice.

    LYON, France – In the biggest firearms operation ever coordinated by INTERPOL, authorities in Central and South America have made 14,260 arrests and seized some 8,263 illicit firearms, as well as 305,000 rounds of ammunition.

    With illicit firearms used by criminals to commit armed robberies and murder, they are also closely associated with the proliferation of a wide range of other crimes using the same trafficking routes.

    The links between illicit firearms and drug manufacturing and trafficking were thrown into sharp relief, with the seizure of 203 tonnes of cocaine and other drugs together worth some USD 5.7 billion, and 372 tonnes of drug precursors during Operation Trigger IX (12 March – 2 April).

    Law enforcement across INTERPOL’s 195 member countries have reported record drug seizures in the past year and, in many cases, a spike in drug-related violence, fueled by the traffic of illegal firearms.

    The operation, which saw an unprecedented level of cooperation across 15 countries, also identified a range of other crimes such as corruption, fraud, human trafficking, environmental crime and terrorist activities.

    Operational highlights

    INTERPOL gathered firearms experts from participating countries at an operational hub in Foz do Iguaçu in the tri-border area of Argentina, Brazil, and Paraguay, to support frontline actions and ensure the swift exchange and cross-checking of intelligence.

    On the ground, coordinated actions led to the disruption of 20 organized criminal groups, including the arrest of members of Primeiro Comando da Capital, Mara Salvatrucha and the Balkans Cartel, all involved in firearms trafficking.

    In Uruguay, 100,000 pieces of ammunition trafficked internationally by two European nationals were seized by authorities, marking the country’s largest-ever such seizure.

    Authorities in Brazil and Paraguay shut down several firearms dealerships following the identification of irregular transfers and unlicensed sales.

    Other operational results include:

    • 11 victims were rescued in Paraguay, when authorities dismantled a human trafficking ring.
    • In cooperation with Venezuela, police in Colombia arrested a Venezuelan national subject to an INTERPOL Red Notice for terrorism and arms trafficking.
    • A 32 year old woman was arrested at the land border between Paraguay and Brazil with eight pistols and 16 chargers taped to her body.

    Looking ahead, some 30 investigations were opened as a result of actions on the ground, and authorities identified 15 new modus operandi for the illicit manufacturing, trafficking and concealment of firearms, with INTERPOL’s Purple Notice leveraged to help alert member countries.

    “The fact that an operation targeting illicit firearms resulted in such massive drugs seizures is further proof, if needed, that these crimes are intertwined,” said INTERPOL Secretary General Jürgen Stock.

    “The results, coming just weeks after our Americas Regional Conference was highlighting the need for greater information sharing on these linked organized crime activities, also demonstrate the unique value of INTERPOL in supporting efforts in the field.  

    “The organized crime networks behind all of these illicit activities have only one priority, which is profit. We, as law enforcement, must be equally determined to dismantle them across every region and globally,” concluded Secretary General Stock.

    Valdecy Urquiza, INTERPOL’s Vice-President for the Americas, highlighted the value of joint initiatives such as Trigger IX in prioritizing national and regional efforts against illicit flows. “Intelligence-led investigations and operations enable police to cooperate internationally and remove illicit firearms from circulation to protect the public,” said Mr Urquiza.

    INTERPOL global tools used by investigators during the operation include the Illicit Arms Records and Tracing Management System (iARMS), the only global database of illicit firearms, including stolen, lost and trafficked/smuggled firearms.

    Authorities also had immediate access to the INTERPOL Ballistic Information Network (IBIN), enabling law enforcement officials to compare images of ballistic fingerprints from fired casings and projectiles to establish links between crimes worldwide.

    Tracing the history and ownership of recovered firearms provides crucial investigative leads. Every firearm is unique and can be identified by its serial number, make, model and calibre as well as by its ballistic ‘fingerprint’. Comparing ballistics evidence of recovered cartridge casings and ammunition is therefore crucial to investigations.

    During the operation, INTERPOL’s Firearms Programme was supported by INTERPOL’s Regional Bureaus in Argentina and El Salvador, its Drugs and Fugitives units, and its Command and Coordination Centre.

    More than 100 national law enforcement agencies were involved in the operation, including the collaboration of US Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and Homeland Security Investigations (HSI), which supported participating countries.

  • MIL-OSI Security: Ohio Fugitive Wanted for Rape of a Juvenile Arrested in Massachusetts

    Boston, MA – The U.S. Marshals Service (USMS), District of Massachusetts Fugitive Task Force (MAFTF) announces the arrest of Webster Portalatin-Castro, 37, who was wanted for rape of a person under the age of 18. The warrant was issued on June 3, 2025, from the Cleveland Municipal Court in Cleveland, OH.

    On Thursday, July 31st, 2025, Portalatin-Castro was arrested in Lawrence, MA for a warrant for rape of a juvenile. The Cleveland Police Department in Ohio requested the assistance of the USMS Northern Ohio Violent Fugitive Task Force (NOVFTF) with locating Portalatin-Castro.

    The NOVFTF and the Cleveland Police Department worked collaboratively and provided investigative information to the MAFTF, as Castro was believed to be in Massachusetts. The MAFTF along with significant assistance from the MA State Police Violent Fugitive Apprehension Section (VFAS), Lawrence PD, Lowell PD, and the Middlesex County Sheriff’s Office tracked down Portalatin-Castro to Lawrence, MA, where he was placed under arrest.

    Castro is being charged as a Fugitive from Justice and will be arraigned in Massachusetts pending his extradition back to Ohio.

    Portalatin-Castro is unlawfully present in the United States and according to ICE, he entered the country illegally in 2023.

  • MIL-OSI Security: Hays man sentenced to 4 years in prison on gun charges

    BILLINGS – A Hays man who possessed illegal firearms was sentenced today to 48 months in prison to be followed by 3 years of supervised release, U.S. Attorney Kurt Alme said.

    Wylon Alfred Plainfeather, 54, pleaded guilty in March 2025 to one count of possession of an unregistered firearm and one count of possession of an unregistered silencer.

    U.S. District Judge Susan P. Watters presided.

    The government alleged in court documents that on December 27, 2022, law enforcement officers responded to a Billings residence to search for a probationer. The probationer was not present, but officers searched the house and found three firearms in the basement.

    As law enforcement was preparing to leave the residence following the search, Plainfeather pulled into the driveway. He admitted owning all three guns and acknowledged one was a sawed-off shotgun and another, a .22 caliber rifle, had a tube on it. Plainfeather said he fired the gun with the tube and claimed it was not very effective at making it quieter. He said he got all the firearms from the reservation and that he traded for them. Law enforcement officers confirmed the firearms were in operable condition but not registered to Plainfeather (or anyone else) in the National Firearms Registration and Transfer Record (NFRTR).

    Assistant U.S. Attorney Kelsey Hendricks prosecuted the case. The investigation was conducted by the ATF, Montana Division of Criminal Investigation, and Montana Probation and Parole.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI New Zealand: Hunters and landowners called to action: National Wild Goat Hunting Competition returns

    The National Wild Goat Hunting Competition is a nationwide initiative to raise awareness of the environmental and agricultural damage caused by wild goats.

    Running from 1 August to 26 November 2025, the competition encourages hunters and landowners across Aotearoa New Zealand to tackle the growing wild goat population.

    Wild goats are prolific breeders and pose a serious threat to native biodiversity and farmland. This competition is a practical and rewarding way for communities to contribute to conservation efforts while enjoying the outdoors.

    Already, ten landowners have registered their interest with the competition to get help reducing wild goat numbers on their land. Many are motivated not just by wild goat control, but by the opportunity to support conservation.

    Doug Jacobs, an NZDA member, took part in the 2024 competition with a focus on hunting responsibly on private land.

    “I put up a light-hearted post on our local rural community Facebook page,” Doug says. “I mentioned the DOC/NZDA National Wild Goat Hunting Competition, my NZDA membership, and the protections that come with it. I also talked about the Landowner Assist process, which helps set clear ground rules between hunters and landowners.”

    The Landowner Assist process, developed by NZDA, with input from DOC, Federated Farmers, and Forestry Owners Association, provides a clear framework for safe and respectful hunting on private property. It covers access boundaries, carcass disposal, and meat handling ensuring transparency and trust. Landowners can view the Landowner Assist document online via the National Wild Goat Hunting Competition website to see how it works and what to expect.

    Doug’s post caught the attention of a landowner dealing with wild goats crossing over from a neighbouring property. “We met up and went through the Landowner Assist document together,” Doug explains. “We covered where I could hunt, what to do with the carcasses, and how we’d handle the meat. It was all very straightforward.”

    The landowner later told Doug that without the professional framework provided by NZDA and the Landowner Assist documentation, they wouldn’t have responded at all. That trust and clarity made all the difference.

    Just a week later, Doug had four goat tails to submit for the competition, nine kilograms of salami on the way, and plans for a few hearty curries. “It was a rewarding experience,” he says. “Not just for the meat, but for the connection it built and the contribution to managing a local wild goat problem.”

    The National Wild Goat Hunting Competition is about more than just hunting. It’s about protecting native ecosystems, supporting farmers, and encouraging responsible community involvement.

    This year, the competition has the private landowner category open again. Landowners who register can be paired with vetted NZDA hunters and go in the draw to win over $3,200 worth of prizes from Bushnell and Hunting & Fishing NZ Ltd.

    The hunter categories also have great prizes up for grabs, including gear from Hunting & Fishing NZ, thermal monoculars from Nocpix, a tent from M.I.A, binoculars from Bushnell, freeze dried meals from Real Meals, a wild goat hunt with the NZ Hunter crew, and more. There’s over $70,000 worth of prizes, it’s a great time to get involved.

    “We want to see wild goat hunting become a regular feature in the hunting calendar,” says Mike Perry, Wild Animals Manager at DOC.

  • MIL-OSI Security: Gunrunner Who Illegally Trafficked More than 200 Firearms to DC Area Sentenced to 84 Months in Prison

                WASHINGTON – Michael Pittman, 30, of the District of Columbia, was sentenced today to 84 months in federal prison in connection with trafficking more than 200 illegal firearms from Georgia and North Carolina to the Washington D.C. area where he sold many of them to convicted felons, announced U.S. Attorney Jeanine Ferris Pirro.

                Pittman pleaded guilty on April 14, 2025, to conspiracy to commit firearms trafficking.

                In addition to the 84-month prison term, U.S. District Court Judge Tanya S. Chutkan ordered Pittman to serve three years of supervised release.

                Joining in the announcement was Special Agent in Charge Anthony Spotswood of the Washington Field Division of the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and Chief Pamela A. Smith of the Metropolitan Police Department.

                According to court documents, from at least April 2023 through May 2024, Pittman rented cars and drove to Georgia and North Carolina where he purchased guns from illegal firearm suppliers. Pittman re-sold the firearms in the D.C. area, advertising them through different means. He took photos of the firearms displayed on his bed with prices.

                Between April 2023 through May 2024, Pittman obtained, advertised, or sold 200 or more firearms.

                On May 30, 2024, Virginia State Police arrested Pittman in Mecklenburg County, Virginia, as he was returning to D.C. from a buying trip. Pittman fled from a traffic stop before he crashed and ran into the nearby woods. Police recovered Pittman’s backpack which contained 16 firearms, an additional firearm he had dropped, and two firearms he had left in his vehicle.

                Law enforcement subsequently obtained a warrant and searched Pittman’s residence. In Pittman’s home, law enforcement recovered hundreds of rounds of ammunition, firearm cleaning and repair tools, firearm magazines, and three additional firearms. Law enforcement also observed the same red-and-black patterned bed spread observed in the images from Pittman’s phone.

                Pittman has one prior felony conviction for second degree assault in Prince George’s County, Maryland, for which he was sentenced to two years in prison suspended as to all but 30 days.

                This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives Washington Field Division with valuable assistance from the Virginia State Police. It was prosecuted by Assistant U.S. Attorneys Cameron A. Tepfer and Sarah Martin.

  • MIL-OSI Security: Serial Armed Robber and Rapist Sentenced for “Nightmarish” Crimes

    DETROIT – Today, Deandre Martece Williams was sentenced to 327 months in prison on charges of felon in possession of a firearm and kidnapping, in connection with a series of armed robberies, non-fatal shootings, and rapes he committed in 2023, United States Attorney Jerome F. Gorgon Jr. announced. In sentencing Williams, United States District Judge Mark A. Goldsmith stated that Williams’s “utter disregard for human dignity is breathtaking in the worst sense of the word” and referred to his conduct as “nightmarish.” During a three month stretch in 2023, Williams victimized fifteen people in eight separate incidents, seriously injuring four people, and raping three at gunpoint.

    Gorgon was joined in the announcement by James Deir, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Detroit Field Division, Chief Todd Bettison, Detroit Police Department (DPD), and Kym Worthy, Wayne County Prosecutor.

    During the investigation, DPD collected fired cartridge casings from the scene of multiple shootings. With the help of the ATF and the National Integrated Ballistic Information Network (NIBIN), they identified a pattern of targeting sex workers and their customers. The ATF and DPD methodically pieced together other evidence from the crime scenes and identified Williams as a suspect. On October 20, 2023, ATF agents executed a federal search warrant at Williams’s house, arrested him, and found the gun used in the robberies.

    Williams frequently found his victims in parked cars along neighborhood streets. Williams commonly approached on foot, placed his handgun through an open window or door, and robbed his victims. After the robberies, Williams shot at several of the victims as they tried to flee. Several of the victims were injured by gunfire. Williams raped two of his victims during the robberies.

    Through their investigation of the robberies, the ATF and DPD uncovered evidence linking Williams to a rape and adult kidnapping. Williams and that victim had agreed to meet over a dating app. When Williams arrived at the victim’s hotel room, he pulled out a handgun and held the victim at gunpoint for several hours while repeatedly raping the victim.

    Williams’s arrest for the robberies also led to DNA evidence linking him to an unsolved Criminal Sexual Conduct from 2012. Williams pleaded guilty to two counts of Criminal Sexual Conduct in the Third Circuit Court in Detroit for those offenses and was sentenced in March to 10 years 6 months up to 20 years prison in the Wayne County Third Circuit Court.

    “We should all hate robbery and cruelty. And this sinister man did plenty of both. For years, he was prowling around our streets. But through ingenuity and hard work, the ATF and DPD made our city safer,” said U.S. Attorney Gorgon.

    “Deandre Williams is a ruthless predator who used firearms to dominate, violate, and destroy lives,” said ATF Special Agent in Charge James Deir. “He didn’t just break the law — he shattered families, preyed on the vulnerable, instilled fear, and left a trail of mayhem wherever he went. ATF’s unique firearm expertise will continue to be the bedrock of gun violence reduction efforts in Detroit.  This expertise enables ATF and our law enforcement partners to identify AND target the most prolific shooters across the Detroit metropolitan community for federal prosecution.  Mr. Williams is a poster child for what this partnership does: removing violent thugs from the community. Williams will now need to pack a suitcase because he will be behind bars.  Exactly, where he deserves to be.”

    “The investigation of Deandre Williams yielded an unexpected dividend.  WCPO was able to successfully prosecute Williams on a 2012 sexual assault case as a direct result of evidence collected in his federal cases.  We are pleased that all of his victims will see him receive the justice he deserves,” said Wayne County Prosecutor Kym Worthy.

    This case was investigated by the Bureau of Alcohol Tobacco, Firearms and Explosives in conjunction with the Detroit Police Department. The case is being prosecuted by the United States Attorney’s Office for the Eastern District of Michigan.

                WASHINGTON – Andre Jamar Turman, 34, of the District of Columbia, was sentenced today to 28 months in federal prison for being a previously convicted felon in possession of a loaded Haskell Model JS-45 pistol while he was on probation and on pretrial release for multiple cases, announced U.S. Attorney Jeanine Ferris Pirro.

                Turman pleaded guilty on Dec. 17, 2024, to the indictment charging him with unlawful possession of a firearm and ammunition by a felon. In addition to the 28-month prison term, U.S. District Court Judge Jia M. Cobb ordered Turman to serve three years of supervised release.

                Joining in the announcement were U.S. Marshal Robert Dixon of D.C. Superior Court, Special Agent in Charge Anthony Spotswood of the Washington Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives, and Chief Pamela A. Smith of the Metropolitan Police Department (MPD)

                According to court documents, on May 4, 2023, Deputy U.S. Marshals and MPD detectives were searching for Turman due to numerous bench warrants out of D.C. Superior Court as well as an outstanding arrest warrant.

                At about 11:30 a.m., officers spotted and arrested Turman on the 2400 block of Pennsylvania Avenue, SE, near Twining Square Park. A Deputy U.S. Marshal patted down the right front pants pocket and recovered a loaded Haskell Model JS-45 pistol. The firearm was not registered in the District of Columbia. In addition, the firearm previously had been reported as stolen.

                Turman was prohibited from possessing a firearm because he had been previously convicted of carrying a pistol without a license and sentenced to more than a year in prison. 

                At the time of his arrest, he was on probation and pretrial release for multiple cases—including release in another firearm case in Maryland.

                This case was investigated by the ATF, MPD, and U.S. Marshals. It was prosecuted by Assistant U.S. Attorneys Shezhad Akhtar and Chrisellen Rebecca Kolb.

  • MIL-OSI Security: Berkeley County Man Sentenced for Drug Trafficking and Firearms Charges

    MARTINSBURG, WEST VIRGINIA – Travis Jackson Latta, 38, of Martinsburg, West Virginia, was sentenced to 235 months in federal prison for the unlawful possession of a firearm and possession with intent to distribute eutylone.

    According to court documents and statements made in court, officers were responding to a domestic violence call and encountered Latta with a firearm. He is prohibited from possessing firearms because of prior convictions for kidnapping, strangulation, brandishing, attempted murder, domestic battery and assault, and unlawful restraint. Latta, during a separate investigation, was also found in possession of eutylone, known as “Boot,” which he intended to unlawfully distribute.

    Latta will serve 15 years of supervised release following his prison sentence.

    Assistant U.S. Attorney Lara Omps-Botteicher prosecuted the case on behalf of the government.

    The Bureau of Alcohol, Tobacco, Firearms, and Explosives; the Eastern Panhandle Drug Task Force, a HIDTA-funded initiative; and the Martinsburg Police Department investigated.

  • MIL-Evening Report: The company tax regime is a roadblock to business investment. Here’s what needs to change

    Productivity growth is a key driver of improvements in living standards. But in Australia over the last decade, output per hour worked grew by less than a quarter of its 60-year average.

    We urgently need to turn this around.

    That’s why the government has asked the Productivity Commission – where I am deputy chair – to conduct five inquiries and identify priority reforms.

    As a first step to boost productivity growth, we need business to expand and invest in the tools and technology that help us get the most out of our work.

    Unfortunately, some of our most important policy settings are holding us back.

    Business investment has slumped

    Capital expenditure by all non-mining firms is down 3.2 percentage points as a share of the economy since the end of the global financial crisis in 2009.

    And the ever-growing thicket of rules and regulations faced by business is a significant handbrake on growth.

    The Productivity Commission’s first interim report, Creating a more dynamic and resilient economy, focuses on two big policy levers: tax and regulation.

    Lower company tax rates are likely to attract more overseas firms to invest in Australia and help people start and grow businesses. They may strengthen the ability of smaller firms, which contribute the bulk of capital investment, to compete with larger ones.

    Our draft recommendations include:

    • Cutting the company tax rate to 20% from 25% or 30% for businesses with revenue under A$1 billion – the vast majority of companies

    • Introducing a new 5% net cash-flow tax on all firms. This supports companies’ capital expenditure by allowing them to immediately deduct the full value of their investments.

    The company tax rate would remain at 30% for firms earning over $1 billion. This would affect about 500 companies.

    In line with other developed nations

    The reduction in Australia’s headline company tax rate would move Australia from having one of the highest to one of the lowest rates for small and medium-sized firms among developed economies.

    And if the net cashflow tax is effective, it could be expanded over time and fund broader reductions in company income tax.

    Our modelling indicates these two changes would increase investment in the economy by $8 billion and boost Australia’s GDP by $14 billion, with no net cost to the budget over the medium term.

    An abundance of red tape

    The interim report also notes regulation can enhance productivity and protect against harms. But too much, or inappropriate, regulation can disproportionately inhibit economic dynamism and resilience.

    Australia’s regulatory burden has grown. Businesses report spending more and more on regulatory compliance.

    Regulators and policymakers have a broad mandate to further the public interest. But they can face incentives to be overly risk-averse and to downplay the burden that regulations place on businesses. They may pursue narrow goals at the expense of broader economy-wide goals.

    There are many practical examples that illustrate the problem.

    In the Australian Capital Territory, for example, the average time a house builder must wait for a planning decision is nearly six months. In New South Wales, it takes an average of nine years to get approval to build a wind farm.

    This kind of unnecessary and costly over-regulation ultimately benefits nobody.

    More scrutiny needed

    Simply put: Australia’s regulatory culture needs to change. And cultural change starts at the top.

    As a first step, the government needs to make a clear, whole-of-government public commitment to reducing regulatory burdens, and ensure new regulatory proposals face greater cabinet and parliamentary scrutiny.

    Regulators need to look for ways to promote economic growth, while continuing to ensure Australians are protected against avoidable harms.

    Ministers could issue statements of expectations to regulators and regulatory policymakers that clearly indicate how much risk they should tolerate in pursuit of business dynamism.

    To improve the evaluation of cumulative regulatory burdens, the Productivity Commission should be tasked with a regular and systematic stream of reviews. These would focus on sectors or regulatory systems where complex and enduring thickets of regulation have emerged.

    The draft recommendations on tax and regulation set out in the interim report are clear, actionable and ambitious reforms. They will support governments in delivering a meaningful and measurable boost to Australia’s lagging productivity.

  • MIL-OSI Security: Four Members and Associates of Paterson Based Gang Known as “4K” Indicted for Violent Crime in Aid of Racketeering for their Role in a Shooting

    NEWARK, N.J. – Four members of the Paterson based neighborhood street gang known as “4K” were indicted for their roles in a shooting, Acting U.S. Attorney Alina Habba announced.

    The Superseding Indictment charges Jatrail Avent, a/k/a “Curry” (“Avent”); Shequan Roberts, a/k/a “Shingy” (“Roberts”); Jahmir Moody, a/k/a “Jahdi” (“Moody”); and Wizair Johnson, a/k/a “Wababy” (“Johnson”), all of Paterson with one count of committing a violent crime in aid of racketeering activity and one count of discharging a firearm during a crime of violence. The Superseding Indictment also incorporates individual firearms charges, which were previously charged in the Indictment.

    These charges are the result of a long-running investigation coordinated between the Federal Bureau of Investigation, Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Passaic County Sheriff’s Office, among other law enforcement agencies.

    According to documents filed in this case and statements made in court:

    Avent, Roberts, Moody, and Johnson are all members and associates of the neighborhood based street gang known as “4K,” which operates in the area of Rosa Parks Boulevard near Lyon Street, Keen Street, and Mercer Streets in Paterson, New Jersey (the “4K Enterprise”).  These members and associates of the 4K Enterprise have engaged in numerous criminal acts in furtherance of their gang, including shootings, robberies, homicides, and drug trafficking. Members and associates of the 4K Enterprise have engaged in acts of violence against members of rival gangs.

    On or about November 6, 2022, Avent, Roberts, Moody, and Johnson opened fire on members of a rival gang, called the 230 Boyz, who were inside a van, as part of a dispute between 4K and the 230 Boyz.

    The defendants face a maximum sentence of 20 years in prison on the violent crime in aid of racketeering charge, and a statutory mandatory minimum sentence of 10 years in prison and a maximum sentence of life in prison on the firearm offense, which must run consecutively to any other sentence imposed. Both offenses carry a maximum fine of $250,000.

    Acting U.S. Attorney Habba credited law enforcement members with the Federal Bureau of Investigation, under the direction of Special Agent in Charge Stefanie Roddy, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Newark Field Division, under the direction of Special Agent in Charge L.C. Cheeks, Jr.; the New Jersey State Police, Gangs and Organized Crime North Unit, under the direction of Col. Patrick J. Callahan; the Passaic County Sheriff’s Office, under the direction of Sheriff Thomas Adamo; the Paterson Police Department, under the direction of Officer In Charge Patrick Murray, with the investigation leading to yesterday’s charges.

    This case is part of the Paterson Violent Crime Initiative (VCI), which was formed in 2020 by the U.S. Attorney’s Office for the District of New Jersey, the Passaic County Prosecutor’s Office, and the City of Paterson’s Department of Public Safety for the purpose of combatting violent crime in and around Paterson. As part of this partnership, federal, state, county, and city agencies collaborate and pool resources to prosecute violent offenders who endanger the safety of the community. The VCI is composed of the U.S. Attorney’s Office, the FBI, the ATF, the Drug Enforcement Administration, the U.S. Marshals, the Paterson Department of Public Safety, the Paterson Police Department, the Passaic County Prosecutor’s Office, the Passaic County Sheriff’s Office, N.J. State Parole, Bergen County Jail, N.J. State Police Regional Operations and Intelligence Center/Real Time Crime Center, and N.J. Department of Corrections.

    The government is represented by Assistant U.S. Attorney Rebecca Sussman and Dan Rosenblum of the U.S Attorney’s Office Narcotics/OCDETF Unit in Newark.

    The charges and allegations contained in the Superseding Indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

Minister for Justice Gunnar Strömmer and Minister for Social Services Camilla Waltersson Grönvall therefore hosted Nordic countries, including the autonomous regions, for a discussion about children and young people who are, or risk being, involved in crime. The meeting was held within the framework of the ongoing Swedish Presidency of the Nordic Council of Ministers.

    The Australian Taxation Office (ATO) is encouraging taxpayers to take advantage of the range of support services available to the community during tax time.

    ATO Assistant Commissioner Rob Thomson encouraged the community to reach out for help and assistance in managing their tax affairs if needed.

    ‘The ATO’s priority is assisting taxpayers to get their lodgments right the first time, and we have programs and services available to assist you,’ said Mr Thomson.

    Tax Help and Tax Clinics

    The Tax Help program is a free and confidential service that has been helping eligible individuals with simple tax affairs lodge their tax return for more than 35 years. Appointments are available in person at tax help centres around the country, by phone, or online. Tax Help volunteers can also assist with creating a myGov account, lodging an amendment to your tax return, claiming a refund of franking credits, and informing the ATO if you don’t need to lodge a tax return.

    ‘This year we have increased the income eligibility criteria to support those earning $70,000 or less per year, up from $60,000 last year,’ said Mr Thomson.

    The National Tax Clinic programExternal Link is a government-funded initiative that supports eligible individuals, including small businesses, who are unable to access tax advice and assistance. Tax clinics operate independently through various TAFE and university campuses located in every Australian state and territory, and many clinics offer phone, web conferencing and face-to-face services.

    Support for First Nations people

    The ATO’s Indigenous helpline is available for Aboriginal and Torres Strait Islander peoples and provides specialised tax and super assistance.

    ‘This can include things like getting a TFN, lodging your tax return, finding your super, or locating your nearest Tax Help centre if you’d prefer face-to-face support,’ said Mr Thomson.

    The Indigenous Helpline is available on 13 10 30, Monday – Friday between 8:00 am and 6:00 pm (excluding public holidays).

    Support for culturally and linguistically diverse taxpayers

    The ATO has a range of translated information to help people better understand tax and superannuation in their preferred language.

    Taxpayers can find tax time resources in over 20 languages, and a range of other tax and superannuation information including guidance about lodgment, how to lodge and what deductions you may be able to claim.

    Self-help options and lodging through a registered tax agent

    The ATO’s digital self-help tools are the easiest and quickest way to get help this tax time, with a range of online services available for individuals and businesses.

    Specialised help and support is available on the ATO website for taxpayers, including tailored tax and super information for those with a disability.

    The ATO app, myTax and ATO CommunityExternal Link are also helpful in managing your tax affairs online, without needing to call the ATO.

    You can check on the progress of your return by using ATO online services through myGovExternal Link or the ATO app.

    ‘The ATO app has new security features to help protect your account. Setting up a strong digital identity on the app also allows you to protect yourself this tax time to ensure your interactions online are safe and secure, including notifying you of any suspicious activity on your account,’ said Mr Thomson.

  • MIL-OSI Security: Man Charged With Arson Of U.S. Post Office In San Jose

    SAN JOSE – A criminal complaint was unsealed today charging Richard Tillman with the federal crime of malicious destruction by fire of a U.S. post office in San Jose.  Tillman made his initial appearance in federal district court in San Jose today.  

    According to the criminal complaint, in the early hours of July 20, 2025, Tillman, 44, set fire to the Almaden Valley United States Post Office located on Crown Boulevard in San Jose.  Tillman allegedly purchased “instalogs” and lighter fluid and drove to the U.S. post office.  The complaint describes that Tillman then placed the instalogs throughout his vehicle, poured lighter fluid over the instalogs, backed his vehicle into the lobby of the U.S. post office, exited the vehicle, and lit the vehicle on fire with a match.

    Tillman then allegedly began spray painting the words “Viva La Me” on the outside of the building after starting the fire, but did not finish the graffiti because the heat from the fire was too intense.

    The San Jose Fire Department and the San Jose Police Department responded to the fire.  Tillman allegedly told law enforcement officers that he set the fire to make a statement to the U.S. government and that he livestreamed the event on YouTube using his phone.  

    United States Attorney Craig H. Missakian, U.S. Postal Inspection Service (USPIS), San Francisco Division Inspector in Charge Stephen M. Sherwood, Bureau of Alcohol, Tobacco, and Firearms (ATF) Acting Special Agent in Charge Robert Topper, and Federal Bureau of Investigation (FBI) Special Agent in Charge Sanjay Virmani made the announcement.

    Tillman is currently in federal custody.  He is next scheduled to appear in district court on Aug. 6, 2025, for a status conference before U.S. Magistrate Judge Nathanael Cousins.    

    A criminal complaint merely alleges that crimes have been committed, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt.  If convicted, the defendant faces a maximum sentence of 20 years in prison, a minimum sentence of five years in prison, and a fine of $250,000 for the charge of malicious destruction of government property by fire in violation of 18 U.S.C. § 844(f)(1).  Any sentence following conviction would be imposed by the court after consideration of the U.S. Sentencing Guidelines and the federal statute governing the imposition of a sentence, 18 U.S.C. § 3553.  

    Assistant U.S. Attorney Michael G. Pitman is prosecuting the case with the assistance of Sahib Kaur.  The prosecution is the result of an investigation by the USPIS, ATF, FBI, and the San Jose Police Department.  The U.S. Attorney’s Office appreciates the assistance of the Santa Clara County District Attorney’s Office.

  • MIL-OSI USA: Rooted in Wisdom: Garden Party Celebrates Menopause, Sisterhood, and Health Equity

    Nearly 80 women gathered at the Community Health Center in Middletown (CHC) on July 19 for Rooted in Wisdom: A Menopause Garden Party, a joyful, intergenerational celebration of wisdom, wellness, and womanhood. With floral bouquets in hand and shared stories in their hearts, attendees came together to reclaim the menopause journey: openly, proudly, and in community.

    This community-led event was part of the UConn Health Disparities Institute’s Menopause Equity Initiative (MEI), a statewide effort to break the silence, reduce stigma, and create community-informed solutions to support women’s midlife health.

    Organized by CHC and the Epsilon Omicron Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated®, the event was co-hosted by DeLita Rose-Daniels and Yvette Highsmith-Francis, CHC’s vice president of the Eastern Region. Their vision created a space where participants could learn, connect, and celebrate menopause as a shared journey rather than a silent struggle.

    “Rooted in Wisdom was a powerful example of what it means to center community voices in health equity work,” said Dr. Linda Sprague Martinez, director of HDI. Women are experts in their own lived experience. This event was special because it was created by women of color for women of color to reclaim their stories and build collective knowledge about menopause. HDI is committed to supporting intergenerational, culturally grounded conversations like these, which are needed to address health and health care disparities.”

    The event opened with a screening of the (M) Factor: Shredding the Silence on Menopause, the first PBS documentary to spotlight the complex realities of the menopause transition. The film resonated deeply with the audience, evoking both quiet reflection and vocal commentary. “Women were connected to every word,” said DeLita Rose-Daniels. “It was an unspoken affirmation to me that women felt connected, seen, and heard about their menopause experience, a piece of them they probably never really shared out loud with anyone.”

    Following the film, a “talkback” session with expert health professionals helped break down myths and medical misinformation, giving voice to common but often undiscussed symptoms. Guests asked questions, shared personal stories, and received guidance from:

    • Dr. Carla Gunn Samson, obstetrician/gynecologist and founder of Hibiscus and Honey Medical and Aesthetic, LLC
    • Dr. Jessica Kluewer-D’Amico, medical director of the Silver Sage Geriatric Psychiatry and Dual Diagnosis IOP Programs at UConn Health

    The event continued with a tea and wellness session led by Sasha Allen Walton, a Gullah Geechee herbalist and owner of Sasha’s Whole Earth. Walton offered a sampling of teas grounded in ancestral knowledge and everyday health rituals, demonstrating the connection between cultural healing and bodily empowerment.

    To close the afternoon, guests created their floral bouquets on CHC’s garden rooftop as a personal expression of rebirth and rootedness.

    CHC Vice President Yvette Highsmith-Francis captured the spirit of the day: “I literally saw faces light up when we shared the reframing of menopause from a negative to a journey to be embraced; a second spring- a time of personal rebirth, creativity, and internal wisdom. Individuals should be able to discuss their symptoms and find treatment openly or ways they can manage them.”

    Why Menopause Equity Matters

    While menopause is a universal experience, it is not equally experienced by all. Black women, for example, are three times more likely to enter menopause early and often face symptoms that last up to a decade, substantially longer than other groups. These symptoms are frequently dismissed or ignored, compounding risks for chronic conditions like heart disease.

    One attendee shared, “This was the first time I ever had a real conversation about menopause. I didn’t even know hormone replacement therapy was something to explore.”

    “At HDI, we believe that those most affected by health inequities should be at the heart of the solutions,” said Trisha Pitter, director of Community Learning and Engagement at HDI. “That’s what this event was: a community-driven expression of wisdom, joy, and truth-telling. Menopause doesn’t have to be a silent or isolating experience. Nor does someone have to figure it out alone. Through gatherings like this, we’re restoring connections, sharing intergenerational stories, and changing the narrative about what midlife can look and feel like, especially for Black and Brown women.

    Looking Ahead

    HDI will host the “Power of the Pause,” a statewide celebration during Menopause Awareness Month, on October 25, from 11:00 a.m. to 4:00 p.m.. The event will take place at the Mandell JCC in West Hartford, bringing together individuals experiencing menopause and their loved ones while connecting them with health providers and tailored resources.
