    BOISE — Attorney General Raúl Labrador of Idaho and Attorney General Austin Knudsen of Montana filed an amicus brief urging the United States Supreme Court to uphold the constitutional right to bear arms and strike down Hawaii’s sweeping restrictions on lawful public carry. The brief, filed in Wolford v. Lopez, asks the Court to reverse a Ninth Circuit ruling that upheld Hawaii’s near-total ban on carrying firearms in public.
    In 2023, Hawaii enacted Act 52—a direct response to the U.S. Supreme Court’s decision in New York State Rifle & Pistol Association v. Bruen—imposing unprecedented restrictions on where law-abiding citizens may carry firearms. The law prohibits the carrying of firearms, presumptively or outright, on the vast majority of publicly accessible land in Hawaii, including parks, beaches, and nearly all private property unless the owner gives prior express consent. The result is a comprehensive public carry ban that stands in direct conflict with the Second Amendment and the Supreme Court’s clear guidance in Bruen.
    The Ninth Circuit’s decision to uphold Hawaii’s law creates a direct split with the Second Circuit’s ruling in Antonyuk v. James, which struck down similar restrictions enacted by New York. Idaho and Montana’s brief warns that this circuit conflict threatens to leave millions of Americans’ constitutional rights unprotected based solely on geography—an outcome the Supreme Court must resolve.
    “The right to bear arms belongs to the people—not because government permits it, but because government is bound to protect it,” said Idaho Attorney General Labrador. “Hawaii’s law turns that principle on its head, treating a guaranteed liberty as a regulated privilege. No government—federal or state—has the authority to take what it never had the power to give. If the courts do not intervene, this approach will become a blueprint for restricting the rights of law-abiding gun owners nationwide. Idaho will not stand by. We will fight to uphold the Constitution and defend the freedoms it was established to protect.”
    “Bruen guarantees that the Second Amendment is not a second-class right,” said Montana Attorney General Knudsen. “The Ninth Circuit’s flawed decision puts that guarantee at risk. I hope the Supreme Court will take up the case and reverse the decision to reassure Montanans and Americans that our right to keep and bear arms will not be eroded. I will not stand idly by as Americans’ rights are in jeopardy. My office will continue to fight to uphold the Second Amendment.”
    The coalition’s brief explains that Hawaii’s restrictions lack any grounding in the historical tradition the Supreme Court requires under Bruen. At the time of the founding, citizens were free to carry arms in public spaces and onto private property open to the public—unless expressly forbidden by the owner. Hawaii’s law inverts that tradition, treating public carriage as a privilege to be denied rather than a right to be protected.
    The coalition cautions that unless the Court intervenes, other states may pursue similar legislative ploys to undermine constitutional protections through regulation and presumption. The amici urge the Court to reaffirm that the Second Amendment cannot be regulated out of existence.

  • MIL-OSI Security: Ohkay Owingeh Man Charged with Multiple Counts of Aggravated Sexual Abuse

    ALBUQUERQUE – A Ohkay Owingeh man was federally indicted on multiple counts of aggravated sexual abuse for allegedly using force and threats to commit violent sexual acts.

    According to court documents, Ashkia Randy Lee Trujillo, 30, an enrolled member of the Ohkay Owingeh Tribe, is accused of unlawfully and knowingly engaging in sexual acts with the victim on August 29, 2019. The indictment alleges that Trujillo used force, threats, and placed the victim in fear of death, serious bodily injury, or kidnapping during the commission of these acts.

    Trujillois charged with three counts aggravated sexual abuse and will remain in third party custody pending trial, which has not been set. If convicted of the current charges, Trujillofaces up to life years in prison.

    U.S. Attorney Ryan Ellison made the announcement today.

    The Bureau of Indian Affairs investigated this case with assistance from the Ohkay Owingeh Police Department. Assistant U.S. Attorney Brittany DuChaussee is prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    U.S. Representative Don Beyer (D-VA) today pressed Immigration and Customs Enforcement (ICE) to reevaluate its detention of his constituent, Georgetown postdoctoral fellow Dr. Badar Khan Suri. In a letter, Beyer urged ICE to consider Dr. Khan Suri’s eligibility for release and to reevaluate his custody classification.

    Dr. Khan Suri is a legally admitted visiting scholar with no prior criminal record, he has not been charged with a crime, and the obscure immigration provision with which he has been charged is not a ground for mandatory detention. However, he is currently held in ICE custody at the Prairieland Detention Center in Alvarado, Texas where he has been deemed a high-risk custody detainee requiring maximum security control and supervision. Dr. Khan Suri was detained by masked agents outside of his home in Rosslyn and charged with removability under a seldom used, Cold War-era immigration provision allowing the for the deportation of individuals deemed potential foreign policy risks. The Trump Administration is abusing this provision to instill fear and silence dissent on college campuses.

    On the evening of March 17, 2025, Dr. Badar Khan Suri, an Indian national with valid J-1 visa status as a visiting scholar, was arrested and detained by masked Department of Homeland Security (DHS) agents outside of his Arlington, Virginia home. Dr. Khan Suri was charged with removability under 8 U.S.C. §1227(a)(4)(C), a rarely invoked immigration provision allowing the government to seek the deportation of individuals deemed potential foreign policy risks by the Secretary of State.

    Dr. Khan Suri is one of many visa-holders across the country, like Mahmoud Khalil, Rumeysa Ozturk, and others, who have been targeted amid President Donald Trump’s pursual of policies to instill fear and silence dissent on college campuses. Such policies are an assault on freedoms protected by the First Amendment to the U.S. Constitution.

    Dr. Khan Suri was, within days, transferred to a far-away immigration detention facility in Alexandria, Louisiana and is now being held at the Prairieland Detention Center, 1,300 miles away from his home. Once at the Prairieland Detention Center, Dr. Khan Suri was informed of his classification as a high-risk custody detainee. This classification is typically reserved for serious and violent criminal offenses, institutional disciplinary history, or affiliations to criminal organizations. As a result of the security protocols applied to this high-risk classification, Dr. Khan Suri is only permitted two hours per week of recreation, and he is not permitted to work or spend more time outside his cell. He is married to a U.S. citizen of Palestinian descent, with whom he has three children: a nine-year-old son and five-year-old twins – a boy and a girl.

    He has not been charged with a crime and has no prior criminal record. The invocation of his removability under 8 U.S.C. §1227(a)(4)(C) does not subject him to mandatory detention, and more importantly, are a violation of his protected speech, viewpoint, religion, national origin, and protected associations. The circumstances surrounding his arrest and detention raise serious concerns about civil liberties and academic freedom. For these reasons, we urge you to reconsider Dr. Badar Khan Suri’s eligibility for release. At minimum, his custody classification should be immediately reevaluated. Additionally, I request any documentation and materials in ICE’s possession related to Badar Khan Suri’s classification decision.

    Washington, D.C – Senator Jim Banks (R-Ind.) and Representative Frank Mrvan (IN-01) sent a bipartisan letter to Energy Secretary Chris Wright urging the Trump administration to prioritize Northwest Indiana as a regional Hydrogen Hub.  They highlighted the region’s unmatched manufacturing strength, existing energy infrastructure, and readiness to lead in blue hydrogen production using natural gas and carbon capture.  The lawmakers argued that investing in Indiana’s hydrogen project would support President Trump’s push for American energy dominance, create jobs, lower costs, and strengthen the U.S. industrial base for decades to come.

    In part, the letter reads:  “Prioritizing a Hydrogen Hub in Northwest Indiana is a bold, pro-America decision that plays to our state’s strengths.  Indiana offers the Hoosier workforce, infrastructure and industrial knowledge to deliver results fast.  This project is a key step in strengthening America’s energy dominance, ensuring we remain the world leader in energy production while creating jobs and boosting economic growth.  We respectfully ask that the Administration make the Hydrogen Hub project in Indiana a top priority.”

    We write today to express our strong support for the ongoing development of blue hydrogen energy in Northwest Indiana’s industrial corridor. 

    This region is home to a dense manufacturing hub, containing the largest inland oil refinery and two of the largest integrated steel production facilities in our nation.  For over a century, major industry titans have made decisions to invest and locate along Northwest Indiana’s Lake Michigan shoreline.  As a result, Hoosiers in the Northwest region and across the state have been world leaders in manufacturing.

    Keeping in line with President Trump’s efforts to bolster American energy, this Hydrogen Hub presents a significant opportunity to expand energy production.  In particular, the Whiting “Refinery in Northwest Indiana is an ideal location for blue hydrogen production, which is produced from clean and reliable natural gas using carbon capture technology.  Blue hydrogen offers a quick, cost-effective solution by utilizing existing infrastructure, and will provide a scalable energy source capable of meeting immediate energy demands.  Investing in blue hydrogen production at this facility will bolster existing supply chains and will best position the United States for energy dominance. 

    Further, we believe the success of the hydrogen energy project will support the Administration’s stated goal to reshore our critical industries and strengthen our manufacturing base.  With our region’s established downstream infrastructure, midstream pipeline capacity and manufacturing prowess, the continued support for this project will ensure that our energy and steel industries remain well positioned for success into the next century. 

    Notably, the Whiting Refinery in Northwest Indiana can process up to 440,000 barrels of crude oil daily and would be an ideal site to locate a regional Hydrogen Hub.  Continuing this project means investing in Hoosiers and a state that delivers.  Indiana is ready to lead the way in blue hydrogen innovation, strengthening American manufacturing, boosting our domestic energy supply and lowering costs by maximizing the potential of our abundant and reliable fossil fuel resources.

  • MIL-Evening Report: AI systems are built on English – but not the kind most of the world speaks

    An estimated 90% of the training data for current generative AI systems stems from English. However, English is an international lingua franca with about 1.5 billion speakers worldwide, and countless varieties.

    So whose English is today’s technology based on? The answer is primarily the English of mainstream America.

    This is no accident. Mainstream American English is entrenched in the digital infrastructure of the internet, in Silicon Valley’s corporate priorities, and in the data sets that fuel everything from autocorrect to AI-generated synthetic text.

    The consequence? AI models produce a monolithic version of English that erases variation, excludes minoritised and regional voices, and reinforces unequal power dynamics.

    The hegemony of mainstream American English

    The proliferation of American English online is a result of historical, economic and technological factors. The United States has been a dominant force in the development of the internet, content creation, and the rise of tech giants such as Google, Meta, Microsoft and OpenAI.

    Unsurprisingly, the linguistic norms embedded in products by these companies are overwhelmingly mainstream American.

    A recent study found that speakers of non-mainstream English were frustrated with the “homogeneity of AI accents” in voice-cloning and speech-generation technologies. One participant noted the predominant mainstream American accents in the voices available, stating the technologies had been built “with some other people in mind”.

    Mainstream varieties of English have long reigned as the “standard” against which other varieties are weighed.

    To take a single example from the US, linguistics research by John Baugh found that using different accents can determine people’s access to goods and services. When Baugh called different landlords about housing advertised in the local newspaper, using a mainstream accent procured him several housing inspections while using African-American and Latino accents did not.

    The prestige of mainstream English also underpins algorithmic decisions. The models behind tools such as autocorrect, voice-to-text, or even AI writing assistants are most often trained on mainstream American-centric data. This is often scraped from the web, where US-based media, forums and platforms dominate.

    This means variations in grammar, syntax and vocabulary from other varieties of English are systematically ignored, misinterpreted or outright “corrected”.

    Whose English is perceived as adding value?

    The stakes of this linguistic bias in favour of mainstream English become even higher when AI systems are deployed around the world.

    If an AI tutor fails to understand a Nigerian English construction, who bears the cost? If a job application written in Indian English is marked down by an AI-powered resume scanner, what are the consequences? If an Australian First Nations elder’s oral history is transcribed by voice recognition software and the system fails to capture culturally significant terms, what knowledge is lost or misrepresented?

    These questions are unfolding in real time as governments, educational institutions and corporations adopt AI technologies at scale.

    Englishes, not English

    The idea that there is one “good” or “correct” English is a myth. English is spoken in diverse forms across regions, shaped by local societies, cultures, histories and identities.

    As Noongar writer and educator Glenys Collard and I have written, Aboriginal English has “its own structure, rules and the same potential as any other linguistic variety” and the same is true of other forms of English.

    Indian English, for example, has lexical innovations such as “prepone” (the opposite of postpone). Singapore English (Singlish) integrates particles and syntactic features from Malay, Hokkien and Tamil.

    These are not “broken” forms of English. Each community where English was imposed has gone on to make English its own.

    English, and language more generally, is never static. It adapts to meet the needs of an ever-changing society and its speakers.

    Yet in AI development, this linguistic diversity is often treated as noise rather than signal. Non-standardised varieties are underrepresented in training datasets, excluded from annotation schemes, and rarely feature in evaluation benchmarks.

    This results in an AI ecosystem that is multilingual in theory, but monolingual in practice.

    Toward linguistic justice in AI

    So, what would it look like to build AI systems that recognise and respect a range of different forms of English?

    A shift in mindset is required, from prescribing “correct” language to including many varieties of language. What we need are systems that accommodate linguistic variation.

    This may involve supporting community-led efforts to document and digitise linguistic varieties on their own terms, bearing in mind not all linguistic varieties should be digitised or documented.

    Collaboration across disciplines is also important. It requires linguists, technologists, educators and community leaders working together to ensure AI development is grounded in principles of linguistic justice.

    The goal is not to “fix” language but to create technology that produces just outcomes. The focus should be on changing the technology, not the speaker.

    Embracing Englishes

    English has been a powerful vehicle of empire, but it has also been a tool of resistance, creativity and solidarity. Around the world, speakers have taken the language and made it their own. AI-enabled systems should be built to be as inclusive of this variability as possible.

    So next time your phone tells you to “correct” your spelling, or an AI chatbot misunderstands your phrasing, ask yourself: whose English is it trying to model? And whose English is being left out?

    Cantwell Statement Ahead of Nat’l Day of Awareness for Missing and Murdered Indigenous Women and People

    According to the Washington State Patrol, there are currently 112 unsolved cases of Missing and Murdered Indigenous People

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) a senior member of the Senate Committee on Indian Affairs, released the following statement ahead of Monday, May 5th, the National Day of Awareness for Missing and Murdered Indigenous Women and People (MMIWP).

    “May 5th is a day we remember the victims of the Missing and Murdered Indigenous People crisis and recognize the suffering of families and Native communities,” said Sen. Cantwell. “We must stand together, continue to demand justice, and work together to get more law enforcement resources on the ground to help tribes protect their people from violence.”

    Sen. Cantwell has been a vocal advocate and leader in championing legislation to help end the MMIWP crisis. In 2020, Sen. Cantwell’s Savanna’s Act was signed into law to help federal, state, and tribal law enforcement agencies better respond to cases of missing and murdered Indigenous women and people by improving coordination among all levels of law enforcement, increasing data collection and information sharing, and providing tribal governments with vital resources.

    In May 2023, Sen. Cantwell held a press conference in Seattle with representatives from the Seattle Indian Health Board, tribal leaders, Indigenous community organizations, MMIWP advocates and loved ones of Indigenous persons who have gone missing. At the press conference, Sen. Cantwell announced she sent a letter to the Biden Administration urging them to prioritize funding to assist Tribes and organizations working to combat the MMIWP crisis.     Following Sen. Cantwell’s urging, in June 2023 the U.S. Department of Justice announced the creation of the Missing or Murdered Indigenous Persons Regional Outreach Program, which dedicated five Assistant U.S. Attorneys and five coordinators to the task of resolving the cases of missing and murdered indigenous people. This included dedicated personnel based in Eastern Washington.

    In July 2023, Sen. Cantwell introduced the Parity for Tribal Law Enforcement Act to help tribal police departments hire and retain tribal law enforcement officers by providing access to federal retirement, pension, death, and injury benefits on par with law enforcement officers from non-tribal jurisdictions. In May 2024, the Senate Committee on Indian Affairs held a hearing on Sen. Cantwell’s bill, which included testimony from Chris Sutter, Chief of Police of the Tulalip Tribal Police Department, and officials from the Department of the Interior and the National Congress of American Indians in support of the legislation. The Senate Committee on Indian Affairs favorably reported Sen. Cantwell’s bill to the full Senate in September 2024.

    In October 2024, Sen. Cantwell announced $6.9 million in federal funding for state and municipal law enforcement agencies, tribal justice departments and programs, and medical examiner offices to help prosecute violence against women and children cases, among other things.

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in Ohio of the June 2 deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Sept. 24, 2024. 

    The disaster declaration covers the Ohio counties of Adams, Brown, Butler, Clermont, Clinton, Coshocton, Guernsey, Hamilton, Highland, Holmes, Knox, Licking, Montgomery, Muskingum, Pike, Preble, Scioto, Tuscarawas and Warren and Dearborn, Franklin, and Union in Indiana as well as Boone, Bracken, Campbell, Kenton, Lewis, Mason, and Pendleton in Kentucky. 

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises. 

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster. 

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI USA: Why California usually pays more at the pump for gasoline

    Retail prices for regular grade gasoline in California are consistently higher than in any other state in the continental United States, often exceeding the national average by more than a dollar per gallon. Several factors contribute to this high price, including state taxes and fees, environmental requirements, special fuel requirements, and isolated petroleum markets.

    Taxes and fees
    The components of retail gasoline prices are taxes and fees, distribution and marketing, refining costs, and crude oil prices. Drivers in California pay the highest taxes at the pump, equivalent to $0.90 per gallon (gal) between local, state, and federal taxes as of March 2025.

    Federal taxes—which are the same for each state—account for $0.18 of the $0.90/gal in taxes. The other $0.72/gal is made up of state excise tax ($0.60/gal), state sales tax ($0.10/gal), and an underground storage tank fee ($0.02/gal). California’s state gasoline excise tax is the highest in the United States; the average across all states is $0.28/gal.


    Environmental requirements
    In addition to state taxes, the California Energy Commission estimates that environmental compliance costs added as much as $0.54/gal as of March 2025. The state’s Cap-and-Trade Program and Low Carbon Fuel Standard reflect costs associated with fuel supplier emissions and carbon intensity, and these costs are ultimately reflected in the price consumers pay at the pump.

    Special fuel requirements
    California also mandates a special blend of gasoline designed to reduce pollution and improve air quality. This fuel burns cleaner but is more expensive to produce because it requires more processing steps and expensive blending components.

    Refiners outside the state only make this blend to supply California’s market, meaning that California primarily relies on in-state refineries for its gasoline supply.

    Isolated petroleum markets
    Supply side issues also contribute to higher California gasoline prices relative to the rest of the country.

    Most of the gasoline consumed in California is refined within the state due to lack of petroleum infrastructure connections. California is geographically isolated from other U.S. refining centers because no pipelines supply California from across the Rocky Mountains and only a limited number of pipelines deliver to the West Coast from the Gulf Coast. Of the refineries outside of California with physical access to the state’s gasoline markets, only a few can meet California’s stringent fuel blending requirements.

    California also imports gasoline from other countries, such as India and South Korea, to meet its fuel supply needs. Other countries produce California-specification gasoline, but high shipping costs usually limit imports to periods of refinery outages or the summer driving season.

    In addition, West Coast refineries have historically maintained lower inventory levels compared with the U.S. average, and California refineries have been closing, with more closures on the horizon. All of these supply chain issues mean that California gasoline prices are more volatile and subject to large spikes, especially if any of the limited number of refineries go offline for maintenance or have an unexpected outage.

  • MIL-OSI Global: Teachers and librarians are among those least likely to die by suicide − public health researchers offer insights on what this means for other professions

    Where you work affects your risk of dying by suicide. For example, loggers, musicians and workers in the oil and gas industries have much higher rates of suicide than the rest of the population.

    But on the flip side, some professions have very low rates of suicide. One of them is education. National and state data shows that educators in the U.S., including teachers, professors and librarians, are among the least likely to die by suicide.

    We’re a team of researchers at the Center for Violence Prevention and Community Safety at Arizona State University. We manage Arizona’s Violent Death Reporting System, part of a surveillance system sponsored by the Centers for Disease Control and Prevention with counterparts in all 50 U.S. states, Washington D.C., and Puerto Rico. We collect data on violent deaths, including suicide, thanks to agreements with local medical examiners and law enforcement.

    When public health researchers like us look at suicide data, we often focus on high-risk populations to learn where intervention and prevention are most needed. But we can learn from low-risk populations such as educators too.

    Why some professions have higher suicide rates

    Over the past 25 years, the suicide rate in the U.S. has increased significantly.

    The age-adjusted rate in 2022 was 14.2 suicides per 100,000 people, up from 10.9 a little over two decades earlier, according to the National Center for Health Statistics. Epidemiologists often adjust data for age to allow for a fairer comparison of incidence rates across populations with different age distributions.

    But not all populations are affected equally. For example, military veterans die by suicide at higher rates than civilians, as do men, older adults and American Indian and Alaska Natives, to name a few demographics. In 2022 the suicide rate for men, for instance, was 23 suicides per 100,000, versus 5.9 for women.

    The rate of suicide among the working-age population is also growing. Over the past two decades it has increased by 33%, reaching a rate of 32 suicides per 100,000 for men and eight for women in 2021. And workers in certain occupations are at higher risk of dying by suicide than others.

    The reasons why are complex and diverse. Workers in construction, an industry with some of the highest suicide rates, may face greater stigma getting help for mental health issues, while people in other fields such as law enforcement may be more exposed to traumatic experiences, which can harm their mental health.

    In short, some explanations are directly tied to one’s work, such as having low job security, little autonomy or agency, and an imbalance of work efforts and rewards. Other factors are more indirect, such as an occupation’s demographic makeup or the type of personality that chooses a profession. Together, factors like these help explain the rate of suicide across occupations.

    Teachers, professors and librarians

    Educators, on the other hand, have relatively little suicide risk.

    By educators, we mean workers classified by the Bureau of Labor Statistics as “educational instruction and library,” which includes teachers, tutors, professors, librarians and similar occupations.

    Nationally, about 11 in 100,000 male educators died by suicide in 2021, with the figure for women being about half that, according to the Centers for Disease Control and Prevention. By contrast, the rate for male workers in arts, design, entertainment, sports and media was 44.5 suicides per 100,000, and the rate for male workers in construction and extraction was 65.6.

    Data from our state of Arizona follows the same pattern. From 2016 through 2023, a total of 117 educators died by suicide, mostly primary and secondary school teachers. This works out to be an incidence rate of 7.3 suicides per 100,000 educators − one-third the rate for all Arizona workers and the lowest among all occupations in the state.

    Why educators have a low suicide rate

    So why are educators at such a low risk of suicide? After all, educational professions certainly present their own challenges. For example, many teachers experience high amounts of burnout, which can cause physical and mental health problems such as headaches, fatigue, anxiety and depression.

    A good place to begin is the profession’s demographic composition. A disproportionately high share of educators are women or are marriedtraits associated with lower suicide rates. Educators also tend to have high educational attainment, which may indirectly protect against suicide by increasing socioeconomic status and employability.

    Another factor is workplace environment. Workplaces that offer increased access to lethal means such as firearms and medications are associated with higher suicide rates. This helps explain why workers in law enforcement, medical professions and the military tend to show high rates. The comparatively low availability of lethal means in schools may help keep educators’ rates low.

    In addition, educators’ workplaces, typically schools and campuses, offer rich opportunities to form strong social relationships, which improve one’s overall health and help workers cope with job stress. The unique, meaningful bonds many educators form with their students, administrators and fellow educators may offer support that enhances their mental health.

    Finally, based on more contextual information in our Arizona database, we found that a lower proportion of educators who died by suicide had an alcohol or drug abuse problem. Alcohol or substance abuse problems can increase suicidal ideation and other work-related risk factors such as job insecurity and work-related injury. In short, educators may live a healthier lifestyle compared with some other workers.

    Improving worker health

    So, what can workers and employers in other professions learn from this, and how can we improve worker health?

    One lesson is to develop skills to cope with job stress. All professions are capable of producing stress, which can negatively affect a person’s mental and physical health. Identifying the root cause of job stress and applying coping skills, such as positive thinking, meditation and goal-setting, can have beneficial effects.

    Developing a social network at the workplace is also key. High-quality social relationships can improve health to a degree on par with quitting smoking. Social relationships provide tangible and intangible support and help establish one’s sense of purpose and identity. This applies outside the workplace, too. So promoting work-life balance is one way organizations can help their employees.

    Organizations can also strive to foster a positive workplace culture. One aspect of such a culture is establishing a sense of meaning or purpose in the work. For educators, this feature may help offset some of the profession’s challenges. Other aspects include appreciating employees for their hard work, identifying and magnifying employee strengths, and not creating a toxic workplace.

    It is worth noting that continued research on occupational health is important. In the context of educators, more research is needed to understand how risk differs between and within specific groups. Despite their overall low risk, no person or demographic is immune to suicide, and every suicide is preventable.

    Very quickly, it became clear that at least one thing was certain: the students of this class were determined to make their mark at UConn. Entering as the most diverse class in the history of the University, they soon established themselves as scholars, entrepreneurs, activists, and mentors.

    They experienced many milestones during their four years at UConn: a new University President; the opening of Science 1, Connecticut Hall, and the Toscano Family Ice Forum; the largest philanthropic gift in the University’s history; consecutive records for fundraising at HuskyTHON; and, in case you hadn’t heard, back-to-back national championships for the men’s basketball team and a 12th national championship for the women’s basketball team.

    The Reserve Bank of India has today released the 44th half-yearly report on management of foreign exchange reserves with reference to end-March 2025.

    The position of foreign exchange reserves as on April 25, 2025 is as under:

    South Africa remains one of the most unequal countries in the world. The country’s per-capita expenditure Gini coefficient, a measure of how spending from income is distributed, stands at 0.65. This puts it among countries with the most unequal distribution of spending globally.

    Nearly 55% of the population were living in poverty in 2023. The country also has one of the highest unemployment rates in the world: 33.5% in the second quarter of 2024. To compound these issues, economic growth has stagnated since 2008.

    Ending extreme poverty, unemployment and inequality requires economic growth that includes more people. To get that result, there must be a set of interventions that work together. One intervention being considered in South Africa is basic income support to relieve poverty among unemployed citizens.

    Prior to the COVID-19 pandemic, basic income support had been on the policy agenda in South Africa for at least two decades, since the Taylor Committee in 2001. The pandemic made existing inequalities worse through job losses. A “social relief of distress” grant was introduced in 2020 to support the unemployed.

    The grant targeted those affected by sudden income loss, including unemployed working-age individuals who did not qualify for other grants. The introduction of the grant renewed interest in the concept of a universal basic income, or a more comprehensive form of income support. It highlighted the welfare potential for a more permanent basic income support system.

    Very few cases of universal basic income support pilots exist in developing countries. Where they do exist, studies point to the vital benefits a basic income grant system might provide. Examples include evidence from a pilot in Namibia, nine villages in India, and rural Kenya.

    In a recently published paper, a team of economists explored the possible effects of introducing permanent basic income support to:

    • all individuals aged between 18 and 59

    • only those who are unemployed

    • only unemployed individuals in extremely poor households, defined by the food poverty line.

    The economic modelling exercise demonstrates that a basic income grant targeting all individuals aged between 18 and 59 could significantly reduce poverty and inequality. These gains would, however, require carefully targeted and implemented interventions over a multi-year period.

    Our approach

    The study identifies which socio-economic groups would benefit the most from the grant, and sheds light on the impact of basic income support on the welfare and livelihoods of individuals and their households. We used market income or pre-transfer income as the starting point to see how public spending changed poverty or income inequality.

    We used data from the 2017 Quarterly Labour Force Survey, a measure of employment and unemployment based on the country’s working population. Using the three scenarios, we calculated the likely effects.

    The first scenario was based on the universal grant being paid to all those aged 18 to 59. In the second, only those aged 18-59 who were unemployed received it. Lastly, only those who lived in extremely poor households and were unemployed in 2017 were included.

    Some form of support exists for children under 18 (child grant) and for adults aged 60 and over (pension). That’s why we allocated the grant only for adults from 18 to 59.

    In all the scenarios, the income support transfer is assumed to be R595 (US$38) per individual per month in 2021, equivalent to what it cost to provide a basic basket of food (that is, the food poverty line). We use R595 as it closely aligns with the COVID social relief of distress grant extension and reflects the grant amount for the 2021/22 financial year.

    Main findings

    The main findings show that in general, a basic income support grant has the potential to reduce poverty and inequality in South Africa. However, the effect varies based on the targeting mechanism used to identify beneficiaries. Absolute poverty, its gap (the ratio by which the mean income of the poor falls below the poverty line) and income inequality fall the most when the transfer is universal or targets the unemployed and the extreme poor.

    In the first scenario (support for all individuals aged 18 to 59) and the third scenario (the unemployed and extremely poor), both poverty headcount (the percentage of the population living below the national poverty line) and the poverty gap (the ratio by which the mean income of the poor falls below the poverty line) decrease more than in the second scenario (targeting only the unemployed). The income inequality reduction is also larger in the first and third scenarios compared to the second scenario.

    Significance of findings

    The significance of these findings is that better targeting makes basic income support more pro-poor and progressive, and reduces the leakage of the benefit to the non-poor.

    In countries such as South Africa, where poverty and inequality are extensive and public resources are limited, the case for targeting is attractive. But it’s important to recognise that effective targeting entails higher administrative costs. Conversely, while a universal basic income grant may be more expensive in terms of total disbursement, it has the greatest potential to reduce poverty and overall inequality.

    The government can make the best use of its resources by focusing on vulnerable populations, such as those who are extremely poor and unemployed.

    Finding the right criteria to identify the poor, and running the grant properly, largely determines the programme’s success in improving welfare.

    Concluding remarks

    South Africa is currently saddled with high poverty and inequality. Our study brings the debate on the potential welfare benefits of expanding existing social grants back to the forefront of social policy.

    In line with India’s commitment towards regional cooperation, INS Sharda arrived at Maafilaafushi Atoll, Maldives, for a Humanitarian Assistance and Disaster Relief (HADR) exercise planned from 04 to 10 May 25. This deployment is a testament to the strong defence and maritime cooperation between India and the Maldives. It aligns with India’s “MAHASAGAR” (Mutual and Holistic Advancement for Security and Growth Across Regions) vision, emphasising collaborative efforts to ensure peace, stability, and prosperity in the Indian Ocean Region.

    This HADR exercise aims to enhance interoperability between the Indian Navy and the Maldives National Defence Force (MNDF). It will focus on actions like Disaster Response Coordination, Search and Rescue Operations, Medical Assistance, Logistical Support, Joint Drills, Training Sessions, and Community Engagement following a major natural disaster.   

    Through such collaborative efforts, India and the Maldives continue strengthening their partnership and ensuring readiness to respond effectively to natural disasters and other humanitarian challenges.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said,“Forests are extremely important. Forests are our lungs. If a country’s forests are in good shape, its people will enjoy good health—because forests are the lungs. Agriculture is our lifeline. But we need forests as they regulate climate, they buffer disasters, and they support livelihoods—especially for the poor and marginalized.”

    Interacting with faculty members and students of the College of Forestry, Sirsi, during a special programme on the “Role of Forestry in Nation Building”, today, Shri Dhnakhar emphasised that,“We must pledge to protect our forests and contribute in every way possible, because climate change is a global challenge—a global menace. The situation is alarmingly cliff hanging, and we have no other planet to live on apart from Mother Earth,” he warned.

    Highlighting India’s civilisational wisdom, the Vice-President said, “This land is a confluence of spirituality and sustainability. Sustainability is not just vital for the economy—it is vital for healthy living. Our Vedic culture has preached sustainability for thousands of years. And today, there is no alternative to sustainable development. We cannot engage in reckless exploitation of natural resources. We must restrict ourselves to what is minimally required. We all need to be aware of this.”

    Calling for deeper ecological consciousness, he remarked, “We must develop a sense of self-realisation—that Mother Earth, this environment, the forests, the ecosystems, the flora and fauna—we are their trustees, not consumers. We are duty-bound to pass this on to future generations.”

    “Environment is that aspect of life which touches every living being on Earth. When the environment is challenged, the challenge is not just to humanity—it affects everything that exists on this planet. Today, we face a critical test: to protect and preserve the environment, and to find ways to overcome the grave crisis that is unfolding,” he observed.

    Stressing the role of education in building a sustainable future, the Vice-President said, “Today, no institution can function as a standalone entity. There was a time when medical education, engineering education, management education, environmental education, and forest education all existed in silos. But now, everything has become interdisciplinary. And therefore, we must adopt an inclusive approach to learning.”

    Encouraging young minds, Shri Dhankhar said, “Be inquisitive—have yearning and desire for new knowledge. The academic pursuit you are engaged in holds immense possibilities—far beyond imagination. In our cultural heritage, wherever you look, you will find a treasure trove. The more you study, the more you will be able to serve creation. The very subject you are pursuing today holds the key to remedies and production. You can truly become an effective crucible of research, especially when it comes to forest produce.”

    Applauding the natural setting of the institution, the Vice-President noted, “Sirsi, nestled in the lap of the majestic Western Ghats—is one of the richest biodiversity regions not just in Bharat, but in the entire world. Such an environment transforms the very concept of a classroom. Here, the classroom doesn’t end at four walls; it extends beyond them. This is an open classroom, breathing and brimming with life. The College of Forestry is, fortunately and uniquely, surrounded by nature—in its most pristine form. The view here is truly extraordinary; the atmosphere fills one with joy and celebration.”

    Shri Thaawar Chand Gehlot, Governor of Karnataka, Shri Basavaraj S. Horatti, Speaker of Legislative Council, Govt. of Karnataka, Shri Mankal S.     The Ministry of Panchayati Raj’s  “Alhua Vikas”, the third and final film of the three-part extension series “Phulera Ka Panchayati Raj”, is enthusing digital audiences widely and sensitising them about the issues that affect gram panchayats across India. The third and final episode was released earlier on the occasion of the  National Panchayati Raj Day (24th April, 2025) and has since then received  a phenomenal response on Youtube with over 6M+ views so far. 

    “Alhua Vikas” highlights the critical importance of generating  Own Sources of Revenue (OSR) by Rural Local Bodies that helps in strengthening the self-reliance of Panchayati Raj Institutions (PRIs) across rural India. This film promotes citizen awareness on timely payment of local taxes, highlighting how such contributions enable improved service delivery and sustained village development. The film features renowned actors including Neena Gupta, Faisal Malik, Chandan Roy, Durgesh Kumar, and others from the original “Panchayat” cast, and has received significant public attention with  emphasizes on the message “जमा करके कर, बनाईये अपनी पंचायत को आत्मनिर्भर” to encourage citizens to pay local taxes promptly, thereby supporting development works in their villages.     Jammu, May 4, 2025 – In a landmark achievement for Indian student innovation, Japteg Singh Bamrah, a Class 12 student from Dalhousie Public School, has won the prestigious HonorsGradU 2025 Scholarship, securing the coveted “Build a Better Future” Award for his groundbreaking invention—the Solar Mech Engine.

    Japteg Singh Bamrah and his Mentor, Dr. Nasir Ul Rasheed, demonstrating the Solar Mech Engine project executed under the Jigyasa Hackathon initiative.

    Mentored by Dr. Nasir Ul Rasheed, Senior Scientist at CSIR-Indian Institute of Integrative Medicine (IIIM), Jammu, under the Jigyasa Hackathon initiative, Japteg emerged as one of five global winners out of thousands of entries from around the world. He has been awarded a $10,000 scholarship for his undergraduate education in the United States, along with an additional $5,000 grant for further development and scaling of his innovation. Notably, his project was recognized as the top technology among this year’s winners.

    Organized by Honors Graduation, a U.S.-based non-profit supporting student-led sustainability and innovation projects, the HonorsGradU Scholarship is highly competitive, offering only five awards annually across the globe. Japteg is the first and only student from India since the program’s inception in 2012 to top the list, marking a moment of pride for the nation.

    During the National Startup Festival held on February 22–23, 2025, at CSIR-IIIM, Jammu, Japteg presented his Solar Mech Engine to Dr. Jitendra Singh, Union Minister of Science and Technology and Vice President of CSIR, who graced the event as Chief Guest. The festival highlighted India’s growing support for grassroots innovation under the “Start-Up India, Stand-Up India” campaign, originally launched by Prime Minister Shri Narendra Modi in 2015 and spearheaded by Dr. Singh.

    The Solar Mech Engine, which earlier won the CSIR Jigyasa Hackathon 2024, is a standalone solar thermal system that operates on Concentrated Heat and Power (CHP) technology. It utilizes the principles of cyclic air expansion and contraction due to temperature differences to convert heat energy into mechanical energy. A key feature is its low-resistance generator, which employs electromagnetic induction for direct mechanical-to-electrical energy conversion. Its unique selling proposition lies in its ability to function as a reversible heat pump, making it a highly efficient and sustainable energy solution.

    CSIR-IIIM’s incubation and mentoring of Japteg’s project underscores its commitment to empowering young innovators and transforming their ideas into practical, scalable technologies.

    In recognition of his innovation and academic excellence, Japteg has received offers from over ten top universities across the USA, Australia, and Canada, with additional scholarships amounting to $16,000 annually for his undergraduate studies.

    With a total grant of $31,000, Japteg Singh Bamrah plans to refine his Solar Mech Engine further and pursue his higher education at a leading global university. His journey from a school innovator to a global sustainability advocate stands as a testament to the power of mentorship, vision, and grassroots innovation in building a better future.

  • MIL-OSI Asia-Pac: Seven High-Impact Projects (e-Nodes) Selected for Support under MAHA-EV Mission

    The Anusandhan National Research Foundation (ANRF) announced the selection of seven e-Nodes for support under its “Mission for Advancement of High-impact Areas on Electric Vehicles” (MAHA-EV). The current program launched under the umbrella of ANRF’s national mission, aims to address the critical challenges and drive innovation in India’s electric vehicle ecosystem.

    ANRF MAHA-EV call for proposal focussed on three strategically defined Technological Verticals (TV) are Tropical EV Battery and Battery Cells (TV-I), Power Electronics, Machines and Drives (PEMD)- (TV-II) and EV Charging Infrastructure (TV-III).

    The each selected electric mobility nodes (e-nodes) will execute the project in consortia mode involving academic institutions/R&D laboratories with the mandatory industry participation, in order to contribute to and establish the R&D in the EV sector of the country.

    The seven e-Nodes are selected under the ANRF’s MAHA-EV mission are:  Indian Institute of Technology Bombay, International Advanced Research Centre for Powder Metallurgy and New Materials Hyderabad, National Institute of Technology Surathkal, Indian Institute of Technology Kanpur, Indian Institute of Technology-BHU, CSIR- Central Electronics Engineering Research Institute, Pilani and Indian Institute of Technology Kharagpur, respectively.

    The call noticed wide enthusiasm among all stakeholders and 227 proposals were received in consortia mode from academic institutions, R&D laboratories and the industrial section.

    The selectedseven e-Nodes, twoof whichwill focus on Tropical EV batteries and Cell technologies (TV-I) three of which will work on Power electronics machines and drives (TV-II) and the remainingtwo  e-Nodes will focus on Charging Infrastructure under TV-III.

    The MAHA-EV Mission leads to catalyze India’s leadership in next-generation electric mobility solutions, aligned with the goals of sustainability, innovation, and self-reliance.

    Production of some key minerals in the country witnessed strong growth in FY 2024-25, after reaching record production levels in FY 2023-24. Iron ore accounts for 70% of the total MCDR mineral production by value. As per provisional data, production of iron ore at 289 million metric ton (MMT) in FY 2024-25 has broken the production record of 277 MMT achieved in FY 2023-24, with a 4.3% growth. Similarly, production of manganese ore has also surpassed the production record of 3.4 MMT achieved in FY 2023-24, increasing by 11.8% to 3.8 MMT in FY 2024-25. Production of bauxite has also risen by 2.9% to 24.7 MMT in FY 2024-25 from 24 MMT in FY 2023-24. During the same period, lead concentrate production rose from 381 thousand tonne (THT) to 393 THT, with a 3.1% growth.

    In the non-ferrous metal sector, primary aluminium production in FY 2024-25 has broken the production record of FY 2023-24. Primary aluminium production increased from 41.6 lakh ton (LT) in FY 2023-24 to 42 LT during FY 2024-25. Refined copper production saw a robust growth of 12.6%, increasing from 5.09 LT in FY 2023-24 to 5.73 LT in FY 2024-25.

    India is the 2nd largest Aluminium producer, among top-10 producer in refined copper and 4th largest iron ore producer in the world. Continued growth in production of iron ore in the current financial year reflects the robust demand conditions in the user industry viz. steel. Coupled with growth in aluminium and copper, these growth trends point towards continued strong economic activity in user sectors such as energy, infrastructure, construction, automotive and machinery.

    India’s MICE Industry Set to Be a Major Economic Driver, Generating High-Quality Jobs: Union Tourism Minister Shri Gajendra Singh Shekhawat

    ‘Meet in India Conclave 2025 organized in Jaipur, Rajasthan

    Strong focus on state-led promotion, public-private partnerships, and seamless connectivity to support the MICE sector

    The Ministry of Tourism, Government of India, in collaboration with the Department of Tourism, Government of Rajasthan, and the Federation of Indian Chambers of Commerce & Industry (FICCI), organized the Meet in India Conclave on 4th May 2025 at Jaipur, Rajasthan on the sidelines of the 14th Great Indian Travel Bazaar (GITB).

    Union Minister of Tourism & Culture, Shri Gajendra Singh Shekhawat,   addressed the conclave and said that India’s Meetings, Incentives, Conferences, and Exhibitions (MICE) Industry is set to be a major economic driver, generating high-quality jobs. Speaking at the conclave, Shri Shekhawat said, India’s MICE industry is rapidly emerging as a global powerhouse, fuelled by robust economic growth, world-class infrastructure, and strong government backing. States across the country are unlocking tourism opportunities in their own unique ways — and now, it’s time for India to position itself firmly on the global MICE map.

    With iconic venues like Bharat Mandapam, Yashobhoomi, Jio World Centre etc. and with special focus on MICE, we aim to elevate at least 10 Indian cities into the world’s top MICE destinations. Guided by Prime Minister Shri Narendra Modi’s visionary leadership, and with states like Rajasthan leading through legacy and innovation, India is poised to become the world’s most admired tourism and events destination,” the Tourism Minister added while highlighting the growing potential of the country in the MICE segment.

    More than 300 delegates and participants attended the event consisting of International MICE Companies/Operators, Domestic MICE Companies/Professional Conference organizers, Speakers, Foreign Tour Operators specialized in MICE invited for GITB, Secretaries from States / UTs, Media, Stakeholders from various Tourism and Hospitality Associations, Local Stakeholders (Hotels, DMCs, Associations, GITB, officials from States / UTs, exhibitors etc.) etc.

    The India MICE market generated a revenue of USD 49,402.6 million in 2024 and is expected to reach USD 103,686.5 million by 2030 while registering a growth of 13% CAGR. This growth is fuelled by the recent developments in MICE-ready destinations coming up in cities like Varanasi, Khajuraho, Kochi etc. Over the last decade, India has shown a tremendous growth curve in infrastructure with be it the construction of roads over 1,50,000 km, new railway stations, semi high-speed trains, inland waterways, more than 150 operational airports and over 2.48 million hotel rooms. Further, India’s hosting of G20 nations has reinforced India’s growing venue network and regional tourism potential.

    Vice Chairperson, NITI Aayog, Shri Suman Bery, emphasized, “The vision laid by Hon’ble PM during India’s G20 presidency has opened new pathways. It is now up to states to build on this momentum. From deregulation to concert tourism, India has the opportunity to become a global hub for events and experiences.”

    Highlighting Rajasthan as an emerging MICE destination, Deputy Chief Minister of Rajasthan, Ms. Diya Kumari, said, “Rajasthan is not just a heritage destination — it is a vibrant, future-ready hub for MICE tourism. With state-of-the-art convention centres, seamless connectivity, digital infrastructure, and world-class hospitality, we are building a dynamic ecosystem that blends tradition with transformation”Elucidating Rajasthan’s commitment to MICE not as a short-term effort, but as a strategic priority to drive growth, innovation, and global visibility, the Deputy CM of Rajasthan said, “Rajasthan is ready — not just to welcome conferences, but to offer an unforgettable, enriching experience.”

    Deputy Chief Minister, Smt. Pravati Parida, while addressing the gathering said, whether it’s conferences or exhibitions, India is ready to welcome the world—and Odisha stands proudly among the leading states. From the spiritual serenity of Puri to the architectural marvel of Konark, our state offers not only robust infrastructure but also a rich cultural tapestry for all to experience.

    Additional Secretary & Director General of Tourism, Mr. Suman Billa, set the context for MICE in India conclave and added that “A unified national strategy, skilled talent, digital tools, and strong state-led promotion can propel us into the top five MICE markets by 2025.” While India already has the necessary infrastructure and market demand, he pointed out that the real challenge lies in coordination. Mr Billa emphasized the need for city-level convention promotion bureaus, a strong national MICE brand, skill development academies, and a seamless digital portal.

    Dr. Jyotsna Suri, Past President, FICCI highlighted that India is no longer just a leisure destination and We are now ready to take on the world as a leading MICE destination. With exceptional infrastructure, seamless connectivity, and the proven capabilities we demonstrated during the G20, we have everything it takes to host large-scale global conventions. Through platforms like the Great Indian Travel Bazaar and Meet in India, we are not just showcasing our potential — we are inviting the world to collaborate, catalyse, and say, ‘Let’s meet in India”.

    Post inaugural keynote address was deliver by Dr. Senthil Gopinath, CEO, International Congress and Convention Association (ICCA. The event concluded with three sessions on  Catalyzing Growth: How Tourism Policies are Attracting MICE Opportunities, Unlocking India’s MICE Tourism Potential: Elevating Convention Centres to Attract Global MICE Events and  Strategizing for Success: Crafting Policies & Marketing India as a Global MICE Hub. B2B sessions for the buyers and sellers were also organised.

    Following the conclave, the 14th edition of GITB will commence from May 5–6 at the Jaipur Exhibition and Convention Centre (JECC).

  • MIL-OSI New Zealand: Trade negotiations with India commence

    Following significant engagement over the last month, the first in-person round of negotiations towards a comprehensive India New Zealand Free Trade Agreement (FTA) will take place in India this week. 

    This follows the highly successful visit to India last year by Deputy Prime Minister, Winston Peters and the formal launch of negotiations by Minster for Trade and Investment, Todd McClay and Indian Minister of Commerce and Industry, Piyush Goyal during the Prime Minister’s large trade mission to New Delhi in April.

    “This is an important step in our trade relationship with India and signals the two Governments’ intent to deliver a high quality outcome that benefits both countries,” Mr McClay says.

    “With a population of 1.4 billion and a GDP estimated to grow to USD $5.2 trillion by 2030, India offers significant opportunity for New Zealand exporters,” Mr McClay says.

    “Strengthening ties with India across the board is a key part of the Government’s broader strategy to diversify and grow New Zealand’s export markets and double trade by value in 10 years.
