With the country’s coal-fired power fleet rapidly ageing, nuclear power has been suggested as a possible provider of low-emissions, reliable power to support the energy transition. This raises the question: what changes are required to Australia’s legal and regulatory framework to support the introduction of a nuclear industry?
Developing any new industry takes time and involves significant, often complex, changes. The development of Australia’s offshore wind sector, for example, has encountered these kinds of challenges, along with its own unique hurdles. In the same way, lifting the federal and state/territory bans on nuclear power is essential to opening the door for nuclear energy projects in Australia.
In this Insight, we explore the legal and regulatory reforms necessary for nuclear power projects to become a viable option in Australia.

Key steps to establish a nuclear energy industry in Australia
Establishing a nuclear industry in Australia would require significant changes, including lifting existing bans, aligning federal and state legislation, creating a dedicated regulatory body, developing a third-party liability regime and implementing a financing structure capable of attracting long-term investment.
The initial steps would require the Government to:
- lift legislative bans;
- coordinate with states and territories to ensure consistent frameworks that support the nuclear sector;
- establish a dedicated regulatory body to oversee the industry’s standards and operations;
- implement a comprehensive third-party liability regime to address safety and accountability; and
- develop financing structures that attract investors and international developers.
1. Lift the federal ban on nuclear power plants
The development and operation of nuclear power plants in Australia is currently banned under federal legislation, specifically the Australian Radiation Protection and Nuclear Safety Act 1998 (Cth) (ARPANS Act) and the Environment Protection and Biodiversity Conservation Act 1999 (Cth) (EPBC Act), and various state legislation.
The federal ban may be lifted by:
- amending the EPBC Act to provide a pathway for federal environmental approval of nuclear installations—this would include amendments to the following sections of the EPBC Act: 37J (No declarations relating to nuclear action), 140A (No approval for certain nuclear installations), 146M (No approvals relating to nuclear actions) and 305(2)(d) (Minster may enter into conservation agreements); and
- amending the ARPANS Act, which regulates the construction, operation, and licencing of small-scale nuclear and radioactive facilities primarily used for medical and medical research purposes (like the Lucas Heights Facility) to provide for the licencing and regulation of civil nuclear power stations. This would also involve expanding the existing scope and application of the licencing regime under that Act to address specific nuclear power plants development and operation issues.
As an alternative to amending the ARPANS Act, adopting a similar approach to the one taken for the AUKUS nuclear-powered submarines, which involved the enactment of the Australian Naval Nuclear Power Safety Act 2024 (Cth) (ANNPS Act). Broadly, the ANNPS Act:
- provided a licencing and safety regime for regulated activities (such as constructing and operating an AUKUS submarine) within designated zones in Western Australia and South Australia; and
- excluded the operation of state and territory laws that would otherwise apply to such activities.
Other federal legislation that may need to be amended to support nuclear power plants include: the National Radioactive Waste Management Act 2012 (Cth), the Australian Nuclear Science and Technology Organisation Act 1987 (Cth), and the Nuclear Non-Proliferation (Safeguards) Act 1987 (Cth).
2. Establish a nuclear energy regulator
At the same time, Australia would require a new legal authority to regulate industry operations in areas such as nuclear safety, site licencing, construction, operation, decommissioning, fuel and waste.
Such an authority would be similar to, for example, the UK’s Office for Nuclear Regulation, which oversees the 36 licensed nuclear sites in Great Britain (including the recently licensed Hinkley Point C and Sizewell C).
The regulatory body could be established by:
- expanding the mandate of the regulatory body established under the ARPANS Act (being the Australian Protection and Nuclear Safety Authority) to include licencing and regulation of nuclear power facilities (noting the Coalition’s Nuclear Energy Plan highlights the possibility of also consolidating the functions of this regulatory body with the Australian Safeguards and Non-Proliferation Office—being the regulatory body responsible for nuclear and chemical weapons treaties); or
- expanding the functions of the Australian Naval Nuclear Power Safety Regulator, which is responsible for the regulation of the AUKUS nuclear-powered submarines.
3. Coordinate state and territory legislation
The Government would also need to work with the states and territories to coordinate new federal, state and territory legislation to support the delivery of nuclear power projects.
This would require NSW, Queensland, South Australia, Victoria, Western Australia and the Northern Territory to lift their respective bans on nuclear activities.
4. Implement a third-party liability regime
Domestic liability regime
Given community and participant concerns about potential nuclear incidents, most nuclear energy jurisdictions have implemented a comprehensive domestic legal regime governing liability for nuclear events. We expect Australia would need to adopt a similar regime.
These regimes typically cover topics such as:
- Liability channelling: to reduce the number of defendants in any claim (and simplify the associated proceedings), jurisdictions adopt one or more mechanisms to ensure that nuclear liability is channelled to the nuclear installation operator only. For example, in the UK, the Nuclear Installations Act 1965 (NIA) allocates liability for a nuclear incident to the operator and provides a full defence in the UK courts to others for the types of liability covered by the NIA. In the Australian context, this would require navigating Australia’s federal system, involving overlapping state and federal laws.
- Strict liability: to simplify arguments around negligence and causation, many jurisdictions adopt a strict liability regime. That is, the nuclear operator is deemed to be liable for loss flowing from an incident at its installation, regardless of who is actually at fault.
- Liability caps: while the regimes seek to make it easier to bring a nuclear claim, they typically provide a statutory liability cap in favour of the operator, often with the government operating as an insurer of last resort for claims above the statutory cap. For example, in the UK, the NIA sets annual financial caps on operator liability, after which the UK Government covers claims up to the required minimum thresholds.
International liability regime
In addition to implementing a comprehensive domestic liability regime, it is likely Australia would seek to sign and ratify one or more international nuclear liability treaties.
There are three different (and somewhat competing) international regimes. While Australia might seek to participate in multiple treaties, in practice most jurisdictions choose to participate in one only.
- The most recent treaty is the Convention on Supplementary Compensation for Nuclear Damage (CSC), which was established under the auspices of the United Nations’ International Atomic Energy Agency (IAEA) in 1997 and covers the greatest number of nuclear power reactors globally. Importantly, the United States, Japan, India and Canada have signed and ratified the CSC only. Australia is a signatory to the CSC, but has not ratified the CSC.
- The 1960 Paris Convention on Third Party Liability in the Field of Nuclear Energy (Paris Convention), supplemented by the Brussels Convention Supplementary to the Paris Convention and most recently updated in 2004, was developed under the auspices of the Organisation for Economic Co-operation and Development (OECD) Nuclear Energy Agency (NEA). It mainly covers Western European states, including the United Kingdom and France.
- The 1963 Vienna Convention on Civil Liability for Nuclear Damage, most recently updated in 2004, was also developed under the auspices of the IAEA, but mainly covers states in Eastern Europe and Latin America.
While it would be possible for Australia to proceed without ratifying one of these conventions (as the PRC and South Korea have chosen to do), Australia’s dependence on a global nuclear supply chain means it is likely to ratify at least one.
Ratifying a nuclear treaty would bolster Australia’s domestic nuclear liability regime, eg by precluding claims being brought in other signatory jurisdictions for incidents occurring in Australia. The choice of treaty would also shape Australia’s nuclear liability policy, eg because they mandate different levels of state indemnity for nuclear incidents.
5. Adopt a financing structure
Funding model
It is unlikely that a foreign investor funding model, used in the UK and other nuclear energy jurisdictions, would be available for Australian projects. Instead, Australian nuclear power projects would likely be developed by:
- a new government-owned nuclear power developer— perhaps similar to NBN Co, Australia’s national wholesale open-access data network; or
- a private developer, partly financed by the Government through a combination of debt and equity—perhaps similar to funding models adopted for Badgerys Creek Airport and the WestConnex road project—both of which involved a mixture of federal grant funding and concessional loans.
In either case, Australia would need to rely heavily on a ‘national champion’ to drive the development of these projects, in partnership with experienced private sector nuclear companies.
Expansion of ARENA and CEFC
Australia may also consider expanding the mandate of existing agencies such as the Australian Renewable Energy Agency and Clean Energy Finance Corporation to extend to nuclear energy projects, to provide such grant funding and concessional loans (respectively).
Government support
In addition, we expect that federal support would be required for the construction phase of each project, as well as a government offtake contract or revenue underwrite for these projects, in order to secure debt financing.
To the extent that bank debt is proposed to be included in the financing mix, it is likely that financiers would require extensive due diligence to fully understand the proposed technology, due to the novelty of such technology in the Australian market, and proposed risk mitigants for delay and cost overruns given the challenges experienced for similar projects overseas.
In determining an appropriate structure, Australia may look to existing nuclear energy jurisdictions for examples and lessons that can be learned.
For example, in the UK, there has been a shift in the approach to government support contracts—from the ‘contract for difference’ model to a utility model involving a regulated asset base.
- Contract for difference (Hinkley Point C): investors agree to pay the entire cost of constructing the nuclear plant, in return for an agreed fixed price for electricity output following completion—this is funded by consumers, who will pay the difference between the wholesale electricity price and the final fixed price once the plant is operational.
- Regulated asset base model (Sizewell C): investors are able to share some of the project’s construction and operating risks with consumers from the start, lowering the cost of capital.
The complex regulatory road ahead
While the potential for nuclear energy to contribute to Australia’s low-emissions future is clear, the path to achieving this vision will involve overcoming significant challenges.
Despite the hurdles, a carefully structured and long-term approach could pave the way for nuclear power to play a role in diversifying Australia’s energy mix and supporting its transition to a sustainable and low-emissions future.

MIL-OSI Economics: NDB Board of Directors Approved City Bank Sustainable Infrastructure Project

On April 1, 2025, the Board of Directors (Board) of the New Development Bank (NDB) approved a loan of up to USD 25 million to City Bank PLC for the City Bank Sustainable Infrastructure Project, the NDB’s first non-sovereign loan in Bangladesh. The Project is co-financed by NDB, and the Asian Infrastructure Investment Bank (AIIB).
The City Bank Sustainable Infrastructure Project will promote sustainable infrastructure projects in Bangladesh by providing medium to long-term financing to the private sector, fostering sustainable economic growth. The Project will support private sector participation in infrastructure development in the country and also support climate change mitigation measures in Bangladesh.
The loan will be utilized by City Bank PLC, one of the largest and oldest private commercial banks in the People’s Republic of Bangladesh established in 1983, for on-lending to sub-borrowers for financing investments in infrastructure projects in clean energy and energy efficiency, digital infrastructure and e-mobility sectors.

WASHINGTON, D.C. – Today, Congresswoman Doris Matsui (D-CA-07) and Congressman Brad Schneider (D-IL-10) led a group of 26 lawmakers in sending a letter toUnited States Trade Representative Ambassador Jamieson Greer and U.S. Department of Commerce (DOC) Secretary Howard Lutnick. The letter raises serious concerns that the Trump Administration’s tariffs may jeopardize the fragile supply chains of generic drugs and medical devices, risking dangerous shortages of these essential medical supplies.
“We write with deep concern over your Administration’s tariff actions affecting medical supply chains,” wrote the lawmakers. “Reckless tariffs, retaliatory measures, and an escalating trade war threaten the supply of essential medicines and medical goods, risking severe shortages that could harm U.S. patients.”
The vast majority of active pharmaceutical ingredients used for generic drugs come from overseas. The same is true of crucial medical devices. Imposing tariffs on these products will lead to shortages given the low tolerability of manufacturers to take on additional economic risk. These same factors could force manufacturers overseas where critical inputs are less expensive.
“The supply disruptions of critical medical products will unavoidably hurt U.S. patients, force providers to make impossible rationing decisions, and potentially even result in death as treatments are delayed and more effective medicines and products are swapped for less effective alternatives,” the lawmakers continued.
Congresswoman Matsui has been a leader in Congress to secure medical supply chains. Last Congress, she authored the Mapping America’s Pharmaceutical Supply (MAPS) Act, a bill to help the federal government prepare for and mitigate future drug shortages by identifying pharmaceutical supply chain vulnerabilities.

Dear Ambassador Greer and Secretary Lutnick,
We write with deep concern over your Administration’s tariff actions affecting medical supply chains. Reckless tariffs, retaliatory measures, and an escalating trade war threaten the supply of essential medicines and medical goods, risking severe shortages that could harm U.S. patients.
Critical drug supply chains are already fragile, with 271 drugs currently in shortage, down from a record 323 in early 2024 but still alarmingly high. Many of these are low-margin generic sterile injectable drugs (GSI) crucial in hospital settings, including IV saline, chemotherapy, antibiotics, and anesthetics. Often priced at $2 or less per unit, these drugs are highly vulnerable to economic disruptions.
These economic conditions discourage manufacturers from investing in reliable supply chains, leaving these drugs heavily reliant on foreign active pharmaceutical ingredients (API), particularly from China and India, which together account for 80% of registered API manufacturing sites. The Administration for Strategic Preparedness and Response estimates that 90-95% of GSI for acute critical care depend on API from these countries. This reliance threatens military readiness as well as general public health; in 2019, a Defense Health Agency official warned that disruption of Chinese supply could cause “severe shortages.”
Similarly, nearly 70% of U.S.-marketed medical devices are produced solely overseas. The Organisation for Economic Co-operation and Development (OECD) highlights the complexity of global medical device supply chains, where disruptions lead to prolonged shortages. These supply chains are characterized by varying access to inputs across the globe, specialized regional economies and production capabilities, and an incoherent international regulatory landscape. If tariffs are implemented on medical products, it would be extremely difficult to coordinate a response such that the number and duration of shortages in the U.S. does not increase.
The supply disruptions of critical medical products will unavoidably hurt U.S. patients, force providers to make impossible rationing decisions, and potentially even result in death as treatments are delayed and more effective medicines and products are swapped for less effective alternatives. We have already seen these harmful effects during chemotherapy drug shortages in the U.S. in 2023. If tariffs are implemented, clinicians would be forced to make similar decisions on a much larger scale, having devastating impacts on patient care and resource allocation across the healthcare system.
Tariffs may also backfire by driving manufacturers to cheaper foreign markets, undermining efforts to strengthen domestic and allied-country production. With generic drugmakers already operating on thin margins, cost spikes could force them to cut product lines, exacerbating shortages. For example, we aware of one large generics manufacturer that has identified 60 products that would immediately be at risk of being discontinued if the administration moved forward with tariffs as proposed. Onshoring production requires deliberate policy incentives, not blunt economic penalties.
The shared goal of bringing more of our critical medical supply chains to the U.S. and allied countries requires the deliberate attention of the Executive Branch and Congress to incentivize manufacturing. Unfortunately, without additional policy changes, the blunt instrument of tariffs will likely result in more shortages of essential medicines and medical goods, threatening public health and inadvertently increasing reliance on foreign countries for our supply of critical medical products.
To avoid devastating consequences to patients and our public health infrastructure, we urge you to consider the following in tariff decisions:
- Assess the impact of tariffs on essential medicines and medical goods and seek input from manufacturers and experts.
- Exempt or provide waivers for API, generic drugs, essential medicines, and critical medical supplies.
- If tariffs are implemented, coordinate with the FDA to expedite approval of alternative sources.
- Issue timely and clear guidance to manufacturers on tariffs, exemptions, and exclusions.
- Collaborate with Congress and international allies to build resilient medical supply chains.
Congress stands ready to work toward securing our medical product supply chains. We implore you to carefully weigh tariff decisions with respect to essential medicines and medical goods.

MIL-OSI Security: Federal Judge Sentences Cherokee Man To 30 Years In Prison For Second Degree Murder In Indian Country

ASHEVILLE, N.C. – Today, U.S. District Judge Max O. Cogburn, Jr. sentenced Brandon Tyler Buchanan to 30 years in prison for second degree murder, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. Buchanan, 33, an enrolled member of the Eastern Band of Cherokee Indians, was also ordered to serve five years of supervised release upon completion of his prison term and to pay $888,500 in restitution to the victim’s estate.
Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI), Charlotte Division, and Chief Carla Neadeau of the Cherokee Indian Police Department (CIPD) join U.S. Attorney Ferguson in making today’s announcement.
According to filed court records and court proceedings, on November 11, 2022, CIPD officers responded to a 911 call following reports of a shooting. When the officers arrived, Buchanan admitted to shooting someone. CIPD officers discovered the body of the victim, Kobe Toineeta, a short distance away behind a row of trees, who had sustained five gunshot wounds. Court documents show that a Smith & Wesson, Model M&P, .9mm handgun was later found in Buchanan’s apartment. Laboratory testing confirmed that it was the firearm Buchanan used to shoot and kill the victim.
On May 31, 2024, Buchanan pleaded guilty to second degree murder and remains in federal custody. He will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.
In making today’s announcement U.S. Attorney Ferguson thanked the FBI and the Cherokee Indian Police Department for their investigation of the case.
Assistant U.S. Attorney Alex Scott of the U.S. Attorney’s Office in Asheville prosecuted the case.

A study published in PNAS looks at global warming and the intensity of marine heatwaves.
Dr Caroline Rowland, Scientific Strategic Head for Ocean Cryosphere and Climate, Met Office, said:
“We should all care about marine heatwaves because societies around the world depend on the ocean; changes to ocean temperatures can have wide-ranging impacts on ecosystems and fisheries. There is growing evidence that the intensity and frequency of marine heatwaves – driven by climate change – can contribute to impactful weather events both around the UK and globally with obvious impacts for human health.
“The record-breaking UK land temperatures in June 2023 were amplified by an unprecedented marine heatwave in UK waters that occurred simultaneously with the land heatwave. The increasing intensity and frequency of marine heatwaves due to climate change can increase the severity of storms – including tropical cyclones – and heatwaves on land.
What are the key points readers should take from the study?
“Anthropogenic climate change is the major cause of observed increases in intensity, frequency and duration of marine heatwaves (MHW) both globally and regionally
“Natural year-to-year climate variability does contribute to extreme Marine temperatures, however, MHW are longer and more intense due to the long-term warming of the seas due to anthropogenic climate change.
“MHWs are shown to increase in length in the tropics and in intensity and length in the mid-latitudes. The North and Baltic Seas have seen a larger increase relative to other regions (likely because of their shallow nature and their lower salinity: their excess heat is less likely exported to the deeper ocean).
“The results of this paper are largely consistent with the assessment of MHWs in IPCC AR6 WG1 Box 9.2.
Why are marine heatwaves important for people – why should they care?
“The public should care about Marine Heatwaves because humans depend on the ocean; changes to ocean temperatures can have wide ranging impacts including to ecosystems and fisheries. There is growing evidence that MHWs contribute to weather events both around the UK and globally which can have significant impacts to human and animal health. Record-breaking UK land temperatures in June 2023 were amplified by an unprecedented Marine Heatwave in UK waters that occurred simultaneously with the land heatwave [1]. The intensity of cyclones in tropical regions has also been shown to be magnified by MHW. The increasing intensity and frequency of MHW due to climate change has the potential to increase the severity of storms and heatwaves on land.
Are there any important caveats that we should be aware of?
“Although we know that there are wide ranging impacts to ecosystems and fisheries from global MHW, there are large gaps in our knowledge of MHW impacts to ecosystems in UK waters, particularly coastal regions.
“This paper also further strengthens the need for evidence to quantify the role of anthropogenic climate change on the frequency and duration of MHWs.”

Dr Jeffrey Kargel, Senior Scientists, Planetary Science Institute, said:
“The work by Marta Marcos and colleagues is richly informative about global warming’s oceanic influences. The authors computed sea surface temperatures under the observed atmospheric conditions with global warming included, and then re-doing the sea surface computation by removing the long-term influence of the warming atmosphere and just leaving in the hot spells and cold spells.
“Interestingly, the authors found that most–but not all–of the observed intensity of extreme hot ocean surface episodes, and about half of the number of days of extreme ocean warmth are explained directly by global warming. This relationship is readily understood. However, when I read this, I zeroed in on the fact that there have been more days and greater intensities of extreme ocean surface warmth than global warming alone accounts for. I suspect that the excess over predictions could be related to the controversial but much-reported slow-down of the jet streams and the frequent “stuck” jet streams. Instead of continuing on their usual eastward migration, jet streams and associated high- and low-pressure systems have frequently become “stuck” in place, leaving parts of the ocean surface (land surface as well) subjected to blistering hot conditions. This is a likely indirect influence of global warming. Global climate change is not only about warming, but about the disruption of all parts of the climate system, including jet streams. That influence, in turn, affects the sea surface temperature in extreme ways, which then affects hurricanes and weather systems that extend into continental interiors.
“The weakening and stagnating jet streams in relationship to global warming and melting sea ice was first discovered and explained by Jennifer Francis. If her model is correct, as seems increasingly likely as observations accrue, then combined with this new paper by Marcos and colleagues, it could suggest that the stuck jet streams may impose a multiplier effect on global warming’s influence on sea surface temperatures and extreme weather on land, too.”
Dr Zoe Jacobs, Ocean and Climate Modeler, UK National Oceanography Centre, said:
What are the key points readers should take from the study?
“Human-induced global warming is responsible for nearly half of global marine heatwave (MHW) events since 1940.
“Human-induced global warming has caused a 3-fold increase in the number of days per year experiencing MHW conditions. Globally, this means that, on average, we are experiencing 34 extra MHW days per year in recent years compared with the early period. This reaches 80 additional MHW days per year in some regions, including the equatorial Western Pacific and Atlantic, and parts of the tropical Indian Ocean.
“It has also led to a global mean increase in MHW maximum intensity of 1oC, with the greatest increases observed outside the tropics.
“Overall, their work reveals the dominant contribution of anthropogenic forcing to MHW increases, especially since the year 2000.
“It is important to note that there will be high variability between individual events. For example, the MHW in the Tasman Sea in 2015-16 is found to almost entirely be due to global warming, whereas the Pacific Blob (2014-15) is found to be due to a mixture of global warming and natural climate variability.
Why are marine heatwaves important for people – frankly, why should they care?
“Wide ranging impacts have been documented for marine heatwave events worldwide. They have decimated coral reefs, seagrass meadows and kelp forests as well as fisheries and seabird colonies and even impacted larger species like seals and whales.
“Because of this they pose significant risks to society, with some individual events causing millions of dollars of losses due to impacts on the fishing, aquaculture, and tourism industries. They have also been found to exacerbate heatwaves on land and have amplified extreme weather like hurricanes and storms.”
Are there any important caveats that we should be aware of?
“Using sea surface temperature (SST) data before the satellite record (pre-1980s) will have considerable uncertainties. Using a. 0.25o grid will have led to a lot of interpolation between actual observations due to incomplete spatial coverage.
“The study focuses on summer MHW events only but MHWs can occur year-round, with seasonal differences in persistence and intensity likely.”

The National Commission for Scheduled Castes (NCSC) paid tribute to Bharat Ratna Dr. B. R. Ambedkar in a celebration on his 135th Birthday Anniversary, in New Delhi today. The primary theme of the event was – ‘A Journey of 75 years of Constitution of India’.
Union Minister of Social Justice and Empowerment, Dr. Virendra Kumar, presided over the event as the Chief Guest and Shri Arjun Ram Meghwal, Minister of State for Parliamentary Affairs & Law and Justice as the Guest of Honour. Other dignitaries on dais included Shri Kishor Makwana, Chairman, NCSC, asking with Commission Members, Shri Love Kush Kumar and Shri Vaddapalli Ramchander.
In his keynote address, Dr. Virendra Kumar narrated the numerous contributions of Babasaheb Ambedkar addressing the welfare of the community, while being the Chief Architect of the Constitution of India. The mantras of social Equality, Liberty and fraternity were reiterated in detail for the present and future generations. He reflected on the immense personal sufferings and social humiliation endured by Dr. Ambedkar, which only strengthened his resolve to fight for justice, dignity, and equality for all. The Minister called upon the youth to imbibe the ideals of Babasaheb and contribute to building an inclusive and progressive India. The first ever such celebration by NCSC on account of 75 years of Journey of the Constitution of India on such a scale was applauded and appreciated by the Minister.
Shri Arjun Ram Meghwal lauded Dr. Ambedkar’s role as the architect of the Indian Constitution and stressed the importance of legal empowerment and representation for Scheduled Castes in all spheres of life. The sufferings and learning from the life history of the Dr. B.R. Ambedkar’s life was narrated by Minister for enlightening the youth of the country. He further emphasized that equality was the cornerstone of Dr. Ambedkar’s vision, and true nation-building is possible only when every citizen enjoys equal rights, opportunities, and dignity.
Addressing the gathering, Chairperson (NCSC) highlighted Dr. Ambedkar’s enduring contributions to education, self-respect, and character-building among the marginalized communities. He reaffirmed NCSC’s resolve to safeguard the constitutional rights of Scheduled Castes and ensure their holistic development through policy advocacy, awareness, and active monitoring. Member (NCSC) Shri Love Kush Kumar, emphasized the transformative role Dr. Ambedkar played in laying the foundation for a just and equitable society. Member Shri Vaddapalli Ramchander reflected on Dr. Ambedkar’s relentless struggle against caste-based discrimination and his efforts to enshrine social justice in the Constitution.
Earlier in his welcome address, Secretary (NCSC), Shri G. Srinivas briefly highlighted the efforts of the present Commission in improving the complaint handling, transparency and continuous response/update to petitioners. The NCSC in its endeavors to reach out to SC communities has been undertaking various steps as part of its prime responsibilities delegated under Article 338 of the Indian Constitution, he informed.
During the event, a new NCSC Website was inaugurated by Dr. Virendra Kumar. The event also featured screening of clips on Dr. Ambedkar’s life and felicitation of the dignitaries. The true copy of the Constitution of India was on display along with a digital display of prominent books on Babasaheb Ambedkar.
The celebrations witnessed wide participation from MP’s/Ex MP’s, Members of all other Commissions, Presidents/General Secretaries from various Associations, CMD/MD/ED/Directors from PSB’s/PSU’s, Educational Institutes/Universities and other Dignitaries, Scholars, Social Justice Advocates from across the country.

Union Minister Shri Sarbananda Sonowal called upon the youth to do further research and study the works of Babasaheb Dr. B.R. Ambedkar for his invaluable contributions, sacrifice and painstaking effort in shaping the modern day democracy of the Republic of India.
The Union Minister of Ports, Shipping and Waterways, Shri Sonowal attended a commemorative programme to mark the 135th Birth Anniversary of Dr Bhimrao Ramji Ambedkar, the father of Indian Constitution, in Dibrugarh today.

LUCKNOW, April 15: The Lucknow CAT (Central Administrative Tribunal) bench was established way back in 1987, but it got its own office building only now after 38 years under Prime Minister Narendra Modi.
This observation was made by Union Minister Dr Jitendra Singh, who is also the Minister Incharge DoPT (Department of Personnel & Training) which is the administrative Ministry of CAT.
In a thoughtful move to mark the Ambedkar Jayanti commemorating the memory of the father of Indian constitution, Union Minister Dr Jitendra Singh and Chief Minister Yogi Adityanath today jointly inaugurated the Lucknow CAT (Central Administrative Tribunal) building in the Gomti Nagar area of the city.
The entire project at the cost of about Rs 25 crore was accomplished through Central funds by DoPT (Department of Personnel & Training) of which the Minister Incharge is Dr Jitendra Singh.
The new CAT premises in the capital city of Lucknow marks a significant milestone for the administrative justice system.
Speaking on the occasion, Dr. Jitendra Singh noted that the Tribunal had been functioning from rented premises since its inception in 1987 and that the new facility reflects the rapid progress achieved under the double-engine government model led by Prime Minister Narendra Modi at the Centre and Chief Minister Yogi Adityanath in Uttar Pradesh. “This inauguration is one of the many examples of how far we’ve come under this collaborative governance approach,” the Minister said.
Highlighting CAT’s mission of ensuring justice that is affordable, accessible, and efficient, Dr. Jitendra Singh said the Tribunal has disposed of over 8.88 lakh cases out of nearly 9.6 lakh filed since its inception in 1985, achieving a disposal rate of about 93%.
The Minister emphasised that with a filing fee of just ₹50 and provisions allowing litigants to appear without a lawyer, CAT embodies the principle of justice at the doorstep.
The Minister also underlined the Tribunal’s consistent track record of judicial excellence, with many of its decisions upheld by High Courts and the Supreme Court.
Describing the new building as more than just a structure, Dr. Jitendra Singh said it symbolises the Tribunal’s enduring commitment to reform, justice, and transparency. The space is designed to foster a conducive atmosphere for judicial work, reflecting the evolution of CAT from a challenging early phase to a respected institution in the country’s administrative justice system.
As judicial work commences from this new location, the development stands as yet another testament to the Centre-State synergy in Uttar Pradesh, and the sustained efforts to strengthen institutional infrastructure across the country.

Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the All India Forensic Science Summit 2025 organized by the National Forensic Sciences University (NFSU) in New Delhi today as the Chief Guest. The theme of the conference was ‘Role of Forensic Science in Effective Implementation of New Criminal Laws and Combating Terrorism’. The conference was attended by many dignitaries including Justice V Ramasubramanian, Chairperson, National Human Rights Commission (NHRC), Attorney General Shri R Venkataramani, Rajya Sabha MP and Chairman, Bar Council of India Shri Manan Kumar Mishra, Union Home Secretary Shri Govind Mohan and Vice Chancellor, NFSU Dr. J. M. Vyas.
Paying tribute to Bharat Ratna Babasaheb Dr Bhimrao Ambedkar on his birth anniversary, Union Home Minister Shri Amit Shah said that Babasaheb worked to finalize the Constitution of India. It was a Herculean task to finalize the Constitution after thousands of hours of intense discussion on every subject, but Babasaheb composed the Constitution by incorporating all aspects keeping in mind the needs of the country and with the idea of maintaining the relevance of the Constitution for many years. Shri Shah said that our Constitution is not just a book. It has a system for the protection of the body, property and honor of every citizen and forensic science is now playing a very useful role in strengthening the criminal justice system associated with the protection of these three.
Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi, we are striving to make the justice system people-centric and scientific. Efforts are also being made to ensure that those seeking justice get justice on time and also have the satisfaction of getting justice. Through this, our aim is to create a safe, capable and competent India. Union Home Minister said that to strengthen the criminal justice system, the Government of India has brought three new criminal laws in the form of Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS) and Bharatiya Sakshya Adhiniyam (BSA).
Union Home Minister said that forensics is not a new idea in our country. Its detailed description is found in Charak Samhita, Sushruta Samhita and Kautilya’s Arthashashtra. Acharya Kautilya has guided the world in detail on topics like toxicology, identification of poison, body language of suspects, and identification of accused on the basis of speech.
Shri Amit Shah said that without forensic science, it is not possible to deliver timely justice and increase the rate of conviction. He said that the entire scenario of crime has changed today. Now criminals use different means of technology, information and communication, due to which crime has now become borderless. Earlier, crime used to happen in a small part of a district, state or country, but now crime has become borderless. Modern crimes now transcend city, state, national, and even international boundaries. In such a situation, the importance of forensic science has increased a lot. Shri Shah said that when PM Modi was the Chief Minister of Gujarat and he was the Home Minister, the seed of Gujarat Forensic Sciences University, planted by Shri Narendra Modi in 2009, has now grown into a banyan tree in the form of the National Forensic Sciences University — the first university of its kind in the world. He said that it is a matter of joy for him that when the National Forensic Sciences University was established on 1 October 2020, Shri Narendra Modi was the Prime Minister and he was the Home Minister of the country.
Union Home Minister said that PM Modi’s visionary leadership has brought significant transformation to the country’s criminal justice system. He emphasized that a system has been established where neither the accused nor the complainant is subjected to injustice. To ensure this balance, integrating forensic science into the criminal justice process is essential. Shri Shah highlighted that the steps taken in 2009 and 2020 to establish the Forensic Science University are not only producing skilled professionals but also paving the way for research across various fields. He noted that the university has become a trusted institution for forensic analysis in complex cases and has also evolved into a hub for equipping the country’s forensic laboratories with modern technology. He further added that the university offers a wide range of programs, including degree, diploma, PhD, and research courses. Additionally, it has developed and adopted numerous indigenous technologies and has created toolkits to supply these innovations to police forces across the nation.
Shri Amit Shah underlined that following the directive of Prime Minister Shri Narendra Modi to get rid the country of colonial-era laws, work on finalizing new criminal laws was carried out between 2019 and 2024. He noted that extensive discussions during this period revealed the extent to which the outdated laws were harming India’s criminal justice system. He emphasized that if laws are not updated in accordance with changing times, they become obsolete and irrelevant. He added that the original intent of the old criminal laws was not to deliver justice to Indian citizens but to uphold British rule. In contrast, the three new criminal laws introduced under PM Modi’s leadership have been crafted by Indians, for the protection and justice of Indian citizens. Shri Shah said that this represents the most significant legal reform of the 21st century. He further explained that the new laws provide a legal foundation for the use of modern technology and have been designed with a forward-looking approach — incorporating not only current technologies but also anticipating technological developments for the next 100 years.
Union Home Minister said that the new laws have formally defined e-documents and e-summons. He explained that the method of technology used is irrelevant as long as the law recognizes e-documents, and similarly, once people accept e-summons, the mode of delivery no longer matters. He emphasized that technology has been integrated at every stage of the criminal justice process — from the crime scene to investigation, and through to the trial. Forensic investigation has been made mandatory for all crimes that carry a punishment of more than seven years. He expressed confidence that these changes will lead to India achieving the highest conviction rate in the world in the coming decade.
Shri Amit Shah said that the conviction rate in the country is currently stands at 54 per cent. He said that terrorism has been defined in the new laws. Voice logs and digital voice mail have also been given a place. Arrangements have also been made in BNSS to give legal basis to audio, video recordings, videography of forensic evidence and digital records in interrogation. Arrangements have been made to ensure justice within the stipulated period by setting time limits for the police, prosecution and judicial system. He said that its results have also started coming. In some cases, the rapist was convicted in 23 days and within 100 days the triple murder case was solved and the culprit was punished. Union Home Minister said that this was possible because technical evidence was recognized in the trial. He said that efforts have also been made to digitize the digital system of the entire country.
Union Home Minister and Minister of Cooperation said that today 100 per cent police stations in the country have been computerized through Crime and Criminal Tracking Network and System (CCTNS). About 14 crore 19 lakh FIRs and their related documents have been made available online along with legacy data. 22 thousand courts have been equipped with the e-court facilities. Data of 2 crore 19 lakh is available through e-prison. Prosecution data of 1 crore 93 lakh cases is available through e-prosecution. 39 lakh forensic evidences are available online through e-forensics. He said that 16 lakh alerts have been generated from this. Fingerprints of 1 crore 53 lakh accused are available in the National Automated Fingerprint Identification System (NAFIS). These fingerprints have been shared with every police station. National Database of Human Trafficking Offender is also available. Shri Shah added that this data is separate right now, but in the next few years, the Home Ministry will hand over this data to the investigating teams using Artificial Intelligence. He said that then it will become very easy to formulate a strategy to prevent crime and it will also be very beneficial in controlling crime.
Union Home Minister said that due to the farsightedness of PM Modi, we had established the National Forensic Sciences University in the year 2020 itself, while three new criminal laws came into force in 2024. He said that seven campuses of the National Forensic Sciences University have been established in different states of the country. 9 more campuses will be established in the next 6 months. Apart from these, the establishment of 10 more campuses is proposed. Shri Shah said that there will be no state in the country where there is no campus of National Forensic Sciences University. We will work to make each campus the best unit in the world by giving it one subject. The students of the university will be helped in research and development so that they achieve heights in research and make the campus the best in the allotted subject. Home Minister said that after its completion, every year 36 thousand diploma and degree holder youth will pass out from these campuses and strengthen our criminal justice system.
Shri Amit Shah said that there is a need for 30,000 trained professionals to visit every crime scene where the punishment is more than seven years. He noted that each year, around 36,000 students will graduate from the National Forensic Sciences University, many of whom will go on to work in private forensic laboratories as well. He further mentioned that the Ministry of Home Affairs (MHA) is working on an agreement between private and government Forensic Science Laboratories (FSLs), allowing certain samples received by government FSLs to also be analyzed by private labs. He added that NFSU is advancing into several emerging fields, including drone forensics, smart city forensics, marine forensics, and corporate forensics. Shri Shah also highlighted the growing international presence of NFSU, stating that around 240 foreign students are currently enrolled, and that the university will continue to expand globally in the coming years.
Union Home Minister emphasized the need to categorize offenders into habitual criminals, those driven to crime by circumstances, and those who committed crimes out of necessity. He stressed the importance of providing psychological counseling to such individuals within jails, with the goal of encouraging them to become responsible citizens. He expressed confidence that, under the leadership of Prime Minister Modi, India will be able to develop a robust forensic science-based system for prisoner rehabilitation within the next couple of years. Shri Shah also said that a Modus Operandi Bureau has been established, which will play a vital role in controlling crime by analyzing criminal behavior patterns.
Shri Amit Shah acknowledged that the country faces numerous challenges, many of which can be addressed through the effective use of forensic science. He called for close collaboration between the Ministry of Home Affairs and the Forensic Sciences University to work toward building a crime-free society through scientific solutions. Union Home Minister said that, during the conference, young individuals were recognized for their outstanding performance in the hackathon and their efforts to promote the use of the Hindi language.

The South African Presidency of the Group of Twenty (G20) is this week convening the second Development Working Group (DWG) meeting in the Western Cape.
“The G20 DWG plays a pivotal role in shaping global development priorities, focusing on reducing inequalities, promoting sustainable growth, and strengthening international partnerships,” the Department of Planning, Monitoring and Evaluation said.
Starting on Monday, 14 April and ending on Wednesday, 16 April, the meeting will serve as a platform for in-depth discussions on key development challenges and cooperative solutions.
The G20 is an international forum of both developing and developed countries, which seeks to find solutions to global economic and financial issues.
South Africa’s G20 Presidency commenced on 1 December 2024 and will run until 30 November 2025.
The gathering will bring together representatives from G20 member states, invited countries, and international organisations to deliberate on policies that foster inclusive economic growth and sustainable development.
In alignment with the theme of Solidarity, Equality, and Sustainability, the discussions will focus on three high-level priorities:
• High-Level Principles on Global Public Goods and Global Public Investment.
• Mobilising Finance for Development and Means of Implementation.
• Building Resilience through Universal Social Protection Floors.The G20 members represent around 85% of the global Gross Domestic Product, over 75% of the global trade, and about two-thirds of the world population.

(India NSE: SASKEN, BSE: 532663, “Sasken”), a leading global product engineering and digital transformation services company based in India. Included in the sale were all of the Company’s embedded software design and customized hardware manufacturing of products for the Internet of Things (IoT) activities. The Chancellor announces a multi-billion-pound increase in government-backed financing.
British businesses across the country have today been given further stability and certainty with access to new support through a multi-billion-pound increase in government-backed financing as the world enters a new era of global trade.
The new package will give UK Export Finance (UKEF) the power to expand financing support for British businesses by £20 billion, with small businesses also able to access loans of up to £2 million through the British Business Bank’s Growth Guarantee Scheme.
Thousands of companies are expected to benefit from the move, including those directly affected by tariffs – with iconic British brands like Rolls Royce through to local businesses like Alicat Workboats previously benefitting from similar programmes.
Today’s boost reaffirms government’s commitment to free and open trade, and means an £80 billion boost for businesses, meaning they can access government-backed finance and support to grow their presence both domestically and overseas, create new jobs and drive economic growth as part of the Plan for Change.
New measures come as prime minister goes further and faster to boost growth, working in partnership with business to deliver it.
This week alone has seen swift and decisive action from the government to protect UK businesses and workers by:
- Taking action to keep British Steel operating, saving thousands of jobs

UKEF will also offer businesses partial loan guarantees through more flexible uses of its Export Development Guarantee, helping to mitigate the impact of new tariffs and associated economic uncertainty. Of the £80 billion, up to £10 billion will be allocated to ensure that businesses significantly impacted in the short term by the current situation have access to the finance they need to grow.
The British Business Bank will also expand its Growth Guarantee Scheme by £500 million, which will provide vital finance for smaller businesses as they look to invest and grow. This scheme provides the lender with a 70% government-backed guarantee against loans or other types of finance, enabling lenders to support smaller businesses that would struggle to obtain financing through traditional means – and has so far enabled more than £2.1 billion of lending.
This comes on top of £1 billion of funding for British Business Bank programmes for this financial year, confirmed at Autumn Budget 2024. This includes additional support for smaller housebuilders through the ENABLE Build programme, funding for Start Up Loans and additional funding for three equity programmes supporting innovative high growth businesses
This week, the Chancellor and Business and Trade Secretary also took part in the 13th UK-India Economic and Financial Dialogue (EFD) in order to strengthen ties between the two countries. A very good morning to all of you.
It is an honour to address this esteemed gathering representing the key pillars of the NBFC ecosystem -CEOs entrusted with driving business responsibly, Chairpersons of Audit Committees overseeing assurance, Statutory Auditors who ensure transparency and integrity, along with regulators and supervisors committed to maintaining financial stability and fostering a sound regulatory environment. The theme of our engagement today – “Shared Vision, Shared Responsibility – Strengthening the NBFCs” – could not be more timely or relevant.
The evolution of the NBFC sector is indeed a story of entrepreneurial energy, innovation and social impact. However, as the sector grows in scale and systemic importance, so too must our efforts to reinforce its foundations. A resilient, customer-centric, and well-governed NBFC sector is a shared aspiration – and delivering on it our shared responsibility.
NBFCs have emerged as powerful engines of credit. By complementing the traditional banking system, they have significantly expanded access to credit, particularly for segments that have historically been underserved or excluded. Through innovative credit delivery models that harness technology and local insights, NBFCs have been able to design customised financial products tailored to diverse borrower needs. Their agility and close connect with customers have enabled them to play a role that is not only complementary to the role traditionally played by banks but, in many instances, catalytic in building a financial ecosystem characterised by deeper intermediation and wider opportunity.
The importance of NBFCs has only grown with time. In fact, over the past decade, their growth has consistently outpaced that of banks – a trend that has become even more pronounced in the last few years. This rapid growth is a testament to the sector’s relevance and resilience – but it also raises the stakes. As NBFCs become more systemically important, the standards of governance, risk management, and customer treatment must rise accordingly.
Understanding the Risks- Need for Responsible Innovation
The business model of NBFCs – while effective – comes with its own set of structural risks. Their funding is short-term as compared to the maturity of their lending or is directed towards higher-risk customer segments.
This maturity and credit transformation is at the heart of the NBFC model – but it also demands a heightened focus on risk management. If not carefully managed, it can create vulnerabilities, especially during periods of market stress or liquidity shocks.
Risk-taking must be intelligent and well planned, and never beyond the risk absorption capacity of the entity concerned. Liquidity and credit risks must be rigorously assessed and managed. Asset-liability mismatches, nature and tenor of the funding sources, and concentration risks all need board-level oversight which should be ably supported by robust internal controls.
Growth with Fairness: Customer-Centricity is Non-Negotiable
Most importantly, even as we pursue scale, speed, and profits, we must not lose sight of fairness to the customer – that is the cornerstone of a sustainable business model. The NBFC sector must live up to its promise of inclusion by treating customers with dignity, transparency, and care. This entails ensuring transparent and easy-to-understand pricing, free from hidden charges or usurious interest rates. In instances of default, recovery practices must be conducted in an empathetic and respectful manner.
Unfortunately, some NBFCs think they can pursue a business model where it is par for the course to resort to weak underwriting in pursuit of quick growth, coupled with excessive and unsustainable interest rates – at times masked as upfront charges or processing fees – which is followed by aggressive recovery practices upon default. Let me state unequivocally: this is not an acceptable model. Financial inclusion cannot be used as a pretext for financial exploitation. I urge each one of you to commit your institutions to upholding fairness in all your dealings.
This responsibility for fair conduct is shared commitment by the CEO, the Board, and assurance functions in any entity. A customer-centric culture must be driven from the top and embedded at all levels.
How do we ensure that our shared vision is realised, and our collective responsibilities are fulfilled? One of the most effective ways is by strengthening both internal and external assurance mechanisms.
Strengthening Oversight: the Role of Audit Committee
Let me begin with the Audit Committee of the Board (ACB). Far from being a routine compliance requirement, the ACB is the lynchpin of institutional oversight and long-term financial health. It plays a critical role in reinforcing governance, guiding management on assurance, and ensuring the integrity of internal control systems. When functioning effectively, it becomes a proactive forum for identifying vulnerabilities and initiating timely corrective actions.
The role of the Audit Committee Chairperson is particularly significant in setting the tone for effective governance. It is essential that committee meetings are held regularly, conducted with clear purpose, and thoroughly documented to ensure accountability and follow-through.
The effectiveness of the Committee is in the substance of its deliberations. The ACB must actively monitor the adequacy and functioning of internal control systems – not merely to confirm their presence, but to ensure they are operating effectively in practice. Similarly, audit observations should not remain confined to meeting minutes; they must translate into timely and meaningful corrective actions. A strong ACB also tracks audit findings and ensures that corrective measures are implemented without delay.
Equally important is the establishment of an effective whistleblower mechanism overseen by the Board or the ACB which empowers employees and grants them anonymity, to report unethical or non-compliant behaviour, without fear of reprisal.
CEOs too have a crucial role in upholding the integrity of financial reporting. They must actively deter any attempts-whether deliberate or cleverly disguised-to misapply accounting standards or regulatory provisions. It is equally important to foster an environment where the Chief Financial Officer and Head of Internal Audit feel empowered to engage in open, honest, and transparent dialogue with the Audit Committee of the Board.
The Crucial Role of Statutory Auditors
Now let me come to the role of Statutory Auditors, who are an indispensable part of the assurance ecosystem. In fact, the role of auditors has never been more critical – not merely in checking compliance, but in upholding trust. And trust, once lost, is hard to rebuild.
Auditors are expected to provide an independent, professional opinion on whether the financial statements present a true and fair view of the NBFC’s financial position and comply with regulatory and accounting standards. However, in today’s complex and dynamic environment, this is no longer enough.
Recent incidents – both in India and abroad – have shown that traditional financial audits must evolve. Auditors must bring technical expertise, forensic insight, and an ethical lens to their work. Red flags must not be ignored. Complex structures, derivatives, off-balance sheet items, related party transactions, and provisioning policies must be closely examined.
Facilitative Role of Regulators and Supervisors
As regulators and supervisors, we shoulder a dual responsibility – to safeguard stability and discipline, while also fostering an environment that encourages innovation, inclusion, and sustainable growth. Contrary to perception in certain quarters, our approach actively seeks to strike the right balance. At the Reserve Bank of India, we are acutely aware that regulation is not merely about control; it is about enabling responsible financial intermediation within a well-defined and transparent framework. Several initiatives in recent years reflect this facilitative and proportionate approach to regulation. In my previous role as a commercial banker, I had the fortuitous opportunity to be closely associated with one such initiative -the Regulations Review Authority 2.0 – which reinforced the RBI’s strong commitment to easing the regulatory burden and streamlining compliance without compromising regulatory objectives.
The regulatory framework for NBFCs has evolved in the recent years with this understanding – gradually moving toward greater harmonisation with banks where warranted, while still preserving operational flexibility suited to the unique role NBFCs play in the financial system. The introduction of the scale-based regulatory framework explicitly recognises that the intensity of regulation and supervision must be proportionate to systemic importance. At the same time, the regulatory architecture encourages the development of responsible innovation and healthy competition in the sector.
Similarly, the role of the supervisor has also become more interactive and forward-looking. It is not just about identifying compliance breaches after the fact, but about engaging with entities to strengthen internal systems, enhance governance, and build resilience against emerging risks. Through onsite inspections, offsite surveillance, thematic reviews, and structured engagements, the supervisory process aims to be a partner in the financial sector’s long-term soundness – not an impediment to its progress.
Conclusion
Our shared vision is clear: a dynamic, inclusive, and trusted NBFC sector that complements the banking system and serves the evolving needs of the Indian economy. And the way to achieve it is through shared responsibility – in governance, in customer protection, in financial prudence, and in ethical conduct.

Our intent is not to stifle innovation but to ensure that growth is sustainable, risks are well-managed, and customer trust is never compromised. HONOLULU — The Hawai‘i Department of Health (DOH) has confirmed a new travel-related case of dengue virus on Oʻahu, bringing the total number of dengue cases to six in the state in 2025 (one on Maui, five on Oʻahu). The affected individual in this current case was exposed to the virus while traveling in a region where dengue is common. This case is unrelated to the dengue case previously reported on April 10, 2025.
DOH teams have been deployed to conduct inspections and implement mosquito control measures in the affected area. The public is encouraged to follow best practices to help prevent local transmission, as outlined below.
Dengue virus is transmitted from an infected person to a mosquito, and then to another person. While Hawai‘i is home to the mosquitoes that can carry dengue, the disease is not endemic (established) in the state, and cases are currently limited to travelers. Several regions worldwide are experiencing higher-than-usual dengue activity.
Dengue outbreaks occur in many parts of the world, including Central and South America, Asia (including the Republic of the Philippines), the Middle East, Africa, and several Pacific Islands, such as U.S. territories like American Samoa, the Federated States of Micronesia, the Republic of the Marshall Islands and the Republic of Palau. Many popular tourist destinations in the Caribbean, including Puerto Rico, are also affected.
In 2024, there were 16 travel-related cases of dengue reported in the state of Hawaiʻi. Cases reported travel to the following countries prior to symptoms onset: Brazil, Argentina, Costa Rica, El Salvador, Guatemala, Mexico, Puerto Rico, Honduras, Indonesia, Thailand, Japan, Philippines and India. All destinations listed are areas where dengue is known to be endemic.
Anyone who plans to travel to or has recently visited an area with dengue risk is vulnerable to infection. The Centers for Disease Control and Prevention (CDC) advises travelers to take standard precautions when visiting such areas. This includes using an Environmental Protection Agency (EPA)-registered insect repellent, wearing long-sleeved shirts and long pants outdoors, and sleeping in air-conditioned rooms, rooms with window screens, or under insecticide-treated bed nets. Some countries are reporting increased dengue cases, so travelers should review up-to-date country-specific travel information for guidance on dengue risk and prevention measures at least four to six weeks before traveling.
Travelers returning from dengue-endemic areas should take precautions to prevent mosquito bites for three weeks. If dengue symptoms develop within two weeks of return, travelers should seek medical evaluation.
Symptoms of dengue can range from mild to severe and include fever, nausea, vomiting, rash and body aches. Symptoms typically last two to seven days, and while severe illness can occur, most people recover within a week. Individuals who have recently traveled and are experiencing these symptoms should contact their healthcare provider.
In areas with suspected or confirmed dengue cases, DOH personnel from the Vector Control Branch (VCB) are conducting inspections and mosquito-reduction activities. Reducing mosquito populations lowers the risk of dengue transmission to others. In areas without reported dengue cases, eliminating mosquito breeding sites around the home is a helpful preventive measure.
Mosquitoes need only small amounts of standing water to breed. Common breeding sites include buckets, water-catching plants (such as bromeliads), small containers, planters, rain barrels and even cups left outside. The Department of Justice is observing the 135th birth anniversary of Dr. B.R. Ambedkar here today, to honor the legacy of one of India’s foremost politicians, jurists, and social reformers.
Dr. B.R. Ambedkar was Born on 14th April 1891, dedicated his life to the fight against social discrimination and worked tirelessly to secure equal rights for women, laborers, and marginalized communities. His vision laid the foundation for a just and inclusive society, as reflected in the Constitution of India, which he was instrumental in drafting.
Ambedkar Jayanti, also known as Equality Day, commemorates Dr. Ambedkar’s invaluable contributions to social justice and the rule of law. In recognition of his enduring legacy, 14th April 2025 has been declared a public holiday across India.
This day serves not only to remember Dr. Ambedkar’s monumental contributions to society and the Constitution but also as a call to uphold the principles he championed—equality, justice, and dignity for all.
This day holds great significance in honouring the remarkable contributions of Baba Saheb Dr. B.R. Ambedkar to our nation, particularly in the fields of social justice, equality, and the drafting of the Indian Constitution.
To commemorate his birth anniversary, a special event was successfully organized, presided over by Shri Arjun Ram Meghwal, Union Minister of State (Independent Charge) for Law and Justice. The event was also graced by the presence of the Secretary (Justice), Senior officers, and the officials/staff of the Department of Justice.

Ministry of Education Convenes 2nd National Task Force Meeting Chaired by Hon. Justice (Retd.) S. Ravindra BhatPosted On: 14 APR 2025 2:44PM by PIB Delhi
The 2nd meeting of the National Task Force on the Mental Health Concerns of Students and the Prevention of Suicides in Higher Educational Institutions was held under the chairmanship of Justice S. Ravindra Bhat, former judge of the Supreme Court of India, in New Delhi today.
Members of the Task Force; Dr. Vineet Joshi, Secretary, Department of Higher Education, Ministry of Education; Shri Amit Yadav, Secretary, Department of Social Justice & Empowerment; Shri Anil Malik, Secretary, Ministry of Women and Child Development; senior officials of the Ministry of Education, Ministry of Law and Justice and Ministry of Health & Family Welfare attended the meeting.
During the meeting, actions taken so far were reported and discussed in detail. Agenda points included developing a portal/website for data collection; reports and regulations/guidelines; dissemination of questionnaires; gathering support from different sectors; onboarding of officers from DoSEL and MoHFW; coordination with institutions and NIEPA, among others.
The Supreme Court of India, in a judgment dated 24.03.2025, issued significant directions concerning the prevention of student suicides in higher education institutions. The judgment underscored the urgent need for comprehensive measures to address mental health concerns among students. The Supreme Court constituted a National Task Force under the chairmanship of Justice S. Ravindra Bhat, former judge of the Supreme Court of India, along with other experts from various domains as members, to discuss and deliberate on issues related to mental health concerns among students, the prevention of suicides in educational institutions, and to recommend preventive measures. The key areas of focus include:
i. Identifying predominant causes leading to student suicides, such as academic pressure, discrimination, financial burdens, and the stigma surrounding mental health.
ii. Analyzing the effectiveness of existing student welfare and mental health regulations/policies.
iii. Proposing reforms to strengthen institutional frameworks and create a supportive academic environment.
The composition of the National Task Force is as follows:
- Justice S. Ravindra Bhat, Former Judge, Supreme Court of India, as the Chairperson;
- Dr. Alok Sarin, Consultant Psychiatrist, Sitaram Bhartia Institute of Science & Research, New Delhi, as the Member;
- Prof. Mary E. John (retired), Former Director, Centre, for Women’s Development Studies, New Delhi; as the Member;
- Mr. Arman Ali, Executive Director, National Centre for Promotion of Employment for Disabled People; as the Member;
- Prof. Rajendar Kachroo, Founder, Aman Satya Kachroo Trust; as the Member;
- Dr. Aqsa Shaikh, Professor of the Department of Community Medicine in Hamdard Institute of Medical Sciences and Research, New Delhi; as the Member;
- Dr. Seema Mehrotra, Professor of Clinical Psychology, NIMHANS; as the Member;
- Prof. Virginius Xaxa, Visiting Professor at the Institute for Human Development (IHD), New Delhi; as the Member;
- Dr. Nidhi S. Sabharwal, Associate Professor, Centre for Policy Research in Higher Education, National University of Educational Planning and Administration, New Delhi; as the Member;
- Ms. Aparna Bhat, Senior Advocate (as amicus curiae).
The following are the ex-officio members of the Task Force:
- Secretary, Department of Higher Education, M/o Education, Govt. of India, as the Member Secretary
- Secretary, Department of Social Justice & Empowerment, Ministry of Social Justice & Empowerment, Government of India;
- Secretary, Ministry of Women and Child Development, Government of India;
- Secretary, Department of Legal Affairs, Ministry of Law and Justice, Government of India; and
- Joint Secretary, Department of Higher Education, M/o Education – Convenor.
The Task Force has decided to form three working groups each looking after different tasks. Progress of working groups so far was discussed. This includes compiling and reviewing previous reports, examining existing laws and regulations, and developing a methodology for designing questionnaires.
The first meeting of the Task Force was virtually held on 29.03.2025, in which the Chairperson outlined the agenda of the meeting highlighting the need for collection of data from various stakeholders which included teachers, academics, persons involved in social sector, policy makers, formulation of diverse set questionnaires for collection of data from various stakeholders, making available resources for the task force for effective discharge of its time bound functions, formation of working groups for division of works, dissemination and publicity of the questionnaires and activities to be taken up by the task force etc.
