    Under the leadership of Prime Minister Shri Narendra Modi, Government of India is standing shoulder to shoulder with the states of Bihar, Himachal Pradesh, Tamil Nadu and UT of Puducherry, who faced natural disasters last year. Under this, the High-Level Committee (HLC), under the Chairmanship of Union Home Minister and Minister of Cooperation Shri Amit Shah, has approved Rs.1280.35 crore of additional Central assistance to Bihar, Himachal Pradesh, Tamil Nadu and UT of Puducherry, affected by flood, flash flood, cloudburst, landslides, cyclonic storm, during year 2024.

    The HLC approved central assistance of Rs.1247.29 crore to three States from the National Disaster Response Fund (NDRF), subject to an adjustment of 50% of the opening balance for the year available in the State Disaster Response Fund (SDRF) and Rs. 33.06 crore to one UT. Out of the total amount of Rs.1280.35 crore, Rs 588.73 crore has been approved for Bihar, Rs 136.22 crore for Himachal Pradesh, Rs. 522.34 crore for Tamil Nadu and Rs. 33.06 crore for Union Territory of Puducherry.

    This additional assistance is over and above the funds released by the Centre to the States in the SDRF and Union Territorial Disaster Response Fund (UTDRF), already placed at the disposal of the States/UT. During the financial year 2024-25, the Central Government has released Rs. 20,264.40 crore to 28 States under SDRF and Rs. 5,160.76 crore under NDRF to 19 States. Additionally, Rs. 4984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 States and Rs. 719.72 crore from National Disaster Mitigation Fund (NDMF) to 08 States has also been released.

    The Central Government had deputed Inter-Ministerial Central Teams (IMCTs) to these States, immediately after the calamities, without waiting for the receipt of a formal Memorandum.

  • MIL-OSI Asia-Pac: PR-EVENT BRIEF INS SUNAYNA – MISSION IOS SAGAR

    The Indian Navy Offshore Patrol Vessel (NOPV) INS Sunayna will set sail from Karwar as Indian Ocean Ship (IOS) SAGAR (Security & Growth for All in the Region). The ship is carrying 44 naval personnel from nine Friendly Foreign Nations (FFNs) and will be flagged off by the Hon’ble Raksha Mantri Shri Rajnath Singh from Karwar, today, 05th Apr 25. This mission will mark a significant step in reinforcing India’s commitment to regional maritime security and international cooperation.

    IOS SAGAR is a pioneering effort aimed at bringing together the navies and maritime agencies of the Southwest Indian Ocean Region (IOR) on an Indian Naval platform. The mission will serve as an opportunity to provide comprehensive training to sea-riders from the FFNs and marks an unprecedented collaboration in maritime security.

    INS Sunayna during its deployment will visit Dar-es-Salaam, Nacala, Port Louis and Port Victoria. The international crew aboard will undertake training exercises and apply knowledge gained from various professional training schools at Kochi. The exercises/ training planned include firefighting, damage control, Visit Board Search and Seizure (VBSS), bridge operations, seamanship, engine room management, switchboard operations and boat handling –  all of which will improve interoperability between the Indian Navy and its international partners.

    IOS SAGAR will play a crucial role in shaping the future of the IOR. With this mission, India once again reaffirms its commitment to building stronger ties with its maritime neighbors and working towards a safer, more inclusive and secure maritime environment in the IOR.

    The Flag off Ceremony will be streamed live on the Indian Navy YouTube Channel.

    Oil & Gas PSUs Showcase Innovation Initiatives at Startup Mahakumbh 2025

    The Ministry of Petroleum and Natural Gas (MoPNG) has actively participated in Startup Mahakumbh 2025, being held from April 3-5 at Bharat Mandapam, New Delhi.

    Oil and Gas PSUs have established robust frameworks to incubate, mentor, and fund innovative startups. A total of 32 PSU-backed startups are participating in Startup Mahakumbh 2025. ONGC’s startup fund has seen a 450% growth in valuation over five years, with WellRx—its first oilfield startup under the Startup India Policy—expanding its energy solutions to over 120 countries. IndianOil has funded 42 startups under its IndS_UP initiative, generating 86 intellectual properties and 635 jobs. Oil India supports deeptech ventures such as Caliche Private Limited, which specializes in biochemical sand influx control for oil wells, and Carbonation India Private Limited, which develops sustainable waste management solutions for the oil and gas sector. 

    Expert participation from PSU officials added significant value to Startup Mahakumbh 2025, offering startups access to decades of industry experience and strategic insights. A total of 14 senior executives from leading PSU oil and gas companies shared their expertise on research monetization, EV innovation, manufacturing integration, and mobility solutions. Chairman, ONGC was part of opening pleanary session. Other sessions featured insights  on investment strategies for electrification, policy incentives for EV innovation, acceleration of last-mile EV mobility etc.. The event also hosted an incubation roundtable titled “From Lab to Market – Unlocking Research Monetization,” featuring senior executives from BPCL, ONGC, Oil India, and HPCL. 

    Following the grand success of its inaugural edition, which was graced by Prime Minister Shri Narendra Modi, Startup Mahakumbh 2025 is themed ‘Startup India @ 2047: Unfolding the Bharat Story.’ The event has expanded significantly, with over 3,000 startups from 11 thematic sectors participating alongside more than 1,000 investors and incubators, fostering an environment conducive to innovation and entrepreneurship. 

    The Ministry of Petroleum and Natural Gas has consistently supported and recognized innovation, as demonstrated during India Energy Week 2025, held from 11thto 14thFebruary at Yashobhoomi, Dwarka, Delhi. The ‘Avinya’25 – Energy Startup Challenge’ identified and rewarded startups making advancements in CO₂ capture, ESG solutions, and renewable energy. Additionally, the ‘Vasudha – Oil and Gas Startup Challenge’ recognized international startups pioneering AI-driven solutions in the upstream oil and gas sector.

    Other PSUs are also driving innovation. EIL’s EngSUI initiative has supported 31 startups with ₹35 crore, funding projects in industrial enzymes, compostable polymers, and carbon capture. HPCL’s HP Udgam program has provided ₹35 crore in seed funding to 29 startups, including Maraal Aerospace, which develops solar-powered long-range drones. BPCL’s Ankur program has funded 30 startups with ₹28 crore, helping them raise $132 million and achieve a cumulative valuation of $300 million. GAIL’s Pankh initiative supports startups in energy, logistics, and industrial technology, with ventures showcasing solutions in pipeline repair, biogas generation, and sustainable materials. 

    Through these sustained efforts, MoPNG and its PSUs are fostering a technology-driven and sustainable energy ecosystem, empowering startups to lead India’s energy transition and innovation landscape.

  • MIL-OSI Asia-Pac: MeitY and UNESCO to Host the 3rd AI Readiness consultation in Hyderabad

    The UNESCO Regional Office for South Asia, in collaboration with the Union Ministry of Electronics and Information Technology (MeitY) and Ikigai Law as the implementing partner, will be organizing a stakeholder consultation on the AI Readiness Assessment Methodology (RAM) in India. This event will take place on April 8, 2025, at 1:30 PM, at T-Works in Hyderabad.

     

    A key segment of the event is a fireside chat on the IndiaAI Mission, featuring Mr. Abhishek Singh, CEO, IndiaAI Mission, and Additional Secretary, MeitY. The event will also include a panel discussion on “Shaping Ethics in AI Governance: Government and Multilateral Perspectives”, with participation from senior officials representing the MeitY, Office of the Principal Scientific Adviser to the Government of India, Amrita University, UNESCO, and the Government of Telangana. Participants will also engage in four thematic breakout groups on governance, workforce readiness, infrastructure, and use cases, facilitating deeper dialogue and input on key dimensions of India’s AI readiness.

    This is the third of five multi-stakeholder consultations under the AI RAM initiative by UNESCO and MeitY, following earlier sessions in New Delhi and Bangalore. Aimed at shaping an India-specific AI policy report, the initiative focuses on mapping strengths and opportunities in the ethical AI ecosystem.     Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman will embark on an official visit to the United Kingdom and Austria from 8th to 13th April 2025, today. Smt. Sitharaman is also scheduled to attend Ministerial Level Bilateral meetings in both countries.

    During the course of the visit, the Union Finance Minister will participate in the 13th Ministerial round of India – UK Economic & Financial Dialogue and engagements with think tanks, investors, business leaders in United Kingdom and Austria.

    The 13th round of the India-UK Economic and Financial Dialogue (13th EFD) is scheduled to be held in London, United Kingdom on 9th of April 2025. The 13th EFD dialogue will be co-chaired by the Union Minister for Finance and Corporate Affairs and the UK Chancellor of the Exchequer.

    The 13th EFD is a significant bilateral platform between the two countries that offers opportunities for candid engagement at Minister level, officer-level, working groups and between the respective regulatory bodies in various aspects of financial collaboration, including investment matters, financial services, financial regulations, UPI interlinkages, taxation matters and illicit financial flows.

    The key priorities of the 13th EFD dialogue for Indian side include cooperation in IFSC GIFT City, investment, insurance and pension sectors, FinTech and Digital economy, and mobilising affordable and sustainable climate finance.

    The Union Finance Minister and the Rt. Hon. Chancellor of the Exchequer are also set to announce and launch various reports and new initiatives for further collaborations.

    On the sidelines of India-UK 13th EFD, Smt. Sitharaman will engage in bilateral meetings with key dignitaries, participate in investor roundtables and other meetings with heads of key financial institutions and companies.

    During the United Kingdom leg of the official visit, the Union Finance Minister will deliver the keynote address at the India-UK Investor Roundtable in presence of Chief Executive Officers of international organisations, including key management personnel from across the UK financial ecosystem covering pension funds, insurance companies, banks, and financial services institutions among others.

    Union Finance Minister Smt. Nirmala Sitharaman along with UK Secretary of State for Business and Trade Rt. Hon. Jonathan Reynolds will co-host the Roundtable in partnership with City of London, with top CEOs and senior management of prominent pension funds and asset managers in UK as participants.

    During the Austrian leg of the official visit, the Union Finance Minister will hold bilateral meetings with senior Austrian government leaders, including with Mr Markus Marterbauer, Finance Minister, Austria; and H.E. Mr. Christian Stocker, the Federal Chancellor, Austria.

    Smt. Sitharaman and Mr. Wolfgang Hattmannsdorfer, Austrian Minister for Economy, Energy and Tourism, will co-chair a session with key Austrian CEOs to apprise them of existing and upcoming opportunities in India for deeper investment collaboration between the two countries.

    Bhubaneshwar witnessed a grand celebration as more than 6000 Yoga enthusiasts practiced Common Yoga Protocol at Kalinga stadium today. One of the Signature Events, ‘Harit Yoga’ launched as Union State Minister of Ayush Shri Prataprao Jadhav along with other dignitaries planted medicinal plants to mark the launching of the signature event. Medicinal plants were distributed to all the Yoga enthusiasts.

    While addressing the gathering, Hon’ble minister said, “Yoga has gained unprecedented popularity in last 10 years and now it has become a global phenomenon. In his Mann ki Baat address on 30 March, 2025 Prime Minister Sh. Narendra Modi emphasised the importance of fitness in daily life and praised initiatives like International Yoga Day. While sharing India’s vision for a healthier world population, the PM mentioned the theme of IDY 2025 as ‘Yoga for one earth One health’. The theme ensures holistic health for whole world.”

    Speaking about the ‘Harit Yoga’ initiative, the Hon’ble Minister emphasised: “Our health is inextricably linked to the health of our planet. Just as Yoga nourishes our mind and body, tree plantation nourishes the Earth, ensuring a greener and healthier future for generations to come.”

    With this the Union State Minister of Ayush Shri Pratap Rao Jadhav announced the launching of ‘Harit Yoga’ and said that Harit Yoga is part of the 10 Signature Events of IDY 2025. Union State Minister Shri Jadhav planted medicinal plants along with other dignitaries to mark the launch of Harit Yoga.

    Mentioning about sustainability and environmental aspect of Yoga, the Union Minister of State aligned Harit Yoga with Prime Minister Narendra Modi’s vision of ‘Ek Ped Maa Ke Naam’ and said, “This initiative encourages individuals to plant trees as a symbolic act of nurturing both personal and planetary health.”

    Hon’ble Minister also highlighted the success of the ‘Prakruti Parikshan Abhiyan’ in which Prakruti Parikshan of more than 1.29 crore people was conducted earning a place in the Guiness Book of World Records.

    Deputy Chief Minister of Odisha, Ms. Pravati Parida thrusting on the power of Yoga said, “Yoga inspires us to adopt healthy lifestyle. Let us integrate Yoga into our daily lives and draw strength from the divine energy of Lord Jagannath. On behalf of Odisha Government, we expressed gratitude to Government of India and Ministry of Ayush for giving Odisha and opportunity to become part of IDY 2025 in organizing 75th day countdown in Bhubaneshwar.”

    While acknowledging the success of Yoga as a soft power at global scale, Member of Parliament, Puri Lok Sabha, Sh. Sambit Patra said, Thanks to the vision of our Hon’ble PM, 177 countries unanimously adopted India’s proposal to declare 21st June as International Day of Yoga in 2014.”

    Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush praised the enthusiastic turnout and noted that the 11th edition of IDY is poised to witness record-breaking global participation.

    The event was also witnessed the auspicious presence of Monalisa Dash, Joint Secretary, Ayush; Ms Sulochna Das, Mayor, Bhubaneshwar, Nishant Mehra, OSD to Ayush Minister and several other distinguished guests.

    After the addresses, the demonstrators of Morarji Desai National Institute of Yoga, under the leadership of Dr. Kashinath Samagandi, Director MDNIY, performed a live demonstration of the Common Yoga Protocol. More than 6000 Yoga enthusiasts performed the Common Yoga Protocol under the ambience of Kalinga Stadium. The programme was streamed through various social media platforms of the Ministry of Ayush, MDNIY, and other Yoga institutions.

    Common Yoga Protocol (CYP) was given a huge importance in today’s Yoga Mahotsav. CYP is designed with inputs from experts as it comprises day-to-day Yoga practice to reap all the benefits of Yoga. The protocol is intended to popularise Yoga practices like Yoga Nidra, Pranayama, Dhyan, etc. Each Yogic activity is key to improving flexibility, strength, balance, and harmony. Yoga Portal by the Government of India is a platform to help people embrace, practice, and enjoy Yoga every day.

    To mark the launch of Harit Yoga more than 5000 medicinal plants were distributed amongst the Yoga enthusiasts. This initiative integrates Yoga with environmental consciousness.

    The Yoga Mahotsav in Bhubaneswar marked a significant step towards IDY-2025, reinforcing the Government of India’s commitment to promoting holistic health and environmental sustainability through Yoga.

    10 unique signature events to guide events to International Day of Yoga 2025

    This year IDY activities will revolve around 10 unique signature events to mark the 11th edition of the global event, which makes it the most expansive and inclusive:

    Yoga Sangama – A synchronised Yoga demonstration at 1,00,000 locations, aiming for a world record.

    Yoga Bandhan – Global partnerships with 10 countries to host Yoga sessions at iconic landmarks.

    Yoga Parks– Development of 1,000 Yoga Parks for long-term community engagement.

    Yoga Samavesh – Special Yoga programs for Divyangjan, senior citizens, children, and marginalised groups.

    Yoga Prabhava – A decadal impact assessment on Yoga’s role in public health.

    Yoga Connect – A Virtual Global Yoga Summit featuring renowned Yoga experts and healthcare professionals.

    Harit Yoga – A sustainability-driven initiative combining Yoga with tree planting and clean-up drives.

    Yoga Unplugged– An event to attract young people to Yoga

    IDY 2015 – New Delhi: The first IDY at Rajpath saw 35,985 participants, setting two Guinness World Records.

    IDY 2016 – Chandigarh: 30,000+ participants gathered at Capitol Complex, including 150 Divyangjan performing Yoga Protocol for the first time. The Prime Minister emphasised Yoga’s role in treating ailments like diabetes.

    IDY 2017 – Lucknow: 51,000 participants joined at Ramabai Ambedkar Maidan, with Yoga highlighted as affordable ‘health insurance’.

    IDY 2018 – Dehradun: 50,000+ participants at Forest Research Institute, with the theme “Yoga for Public Health”. ISRO launched BHUVAN-YOGA and Yoga Locator apps.

    IDY 2019 – Ranchi: Focused on ‘Yoga for Heart Care’, with eco-friendly Yoga accessories benefiting Khadi artisans.

    IDY 2020 – Virtual: Amid the pandemic, 12.06 crore people joined online. The “My Life, My Yoga” contest attracted entries from 130 countries.

    IDY 2021 – Virtual: Themed “Yoga for Wellness”, reaching 496.1 million people globally. Iconic celebrations occurred at Times Square, the Eiffel Tower, and Tokyo Sky tree.

    IDY 2022 – Mysuru: 15,000 participants at Mysore Palace, with a ‘Guardian Ring’ global Yoga relay and VR-powered digital exhibition.

    IDY 2023 – Jabalpur & UN HQ, New York: With 23.44 crore participants, this IDY set two Guinness World Records, including the most significant Yoga session (1.53 lakh participants in Surat). The ‘Ocean Ring of Yoga’ covered 35,000 km.

    IDY 2024 – Srinagar: Held at SKICC, Srinagar, with 7,000 participants braving the rain. The ‘Yoga for Space’ initiative saw ISRO scientists join in. A Guinness World Record was set in Uttar Pradesh, with 25.93 lakh people pledging to Yoga. 24.53 crore global participants marked this as a historic celebration.

    The Indian Navy’s stealth frigate INS Tarkash participated in a PASSEX with the Royal New Zealand Navy’s Anzac-class frigate Te Kaha on 04 Apr 25 in the Gulf of Aden. This exercise marked the culmination of the New Zealand led CTF 150 Joint Focused Operation ANZAC Tiger (27 Mar – 04 Apr 2025), a Combined Maritime Forces (CMF) operation in which INS Tarkash was mission deployed.

    The PASSEX involved a range of interoperability drillsincluding cross-deck landingscross boardingSea Rider exchanges, and tactical manoeuvres, all integrated with communication procedure exercises. This provided a valuable opportunity for the two navies to exchange best practices, further strengthen their bilateral maritime cooperation and enhance interoperability.

    Conducted in the strategic Indian Ocean Region, this event underscores the strong and enduring relationship between India and New Zealand, reaffirming the Indian Navy’s role as a key and preferred security partner committed to regional maritime stability.

    Lok Sabha Speaker Shri Om Birla today highlighted the inclusive and welfarist nature of Constitution of India, mentioning that “the spirit of the Indian Constitution is to treat all citizens equally, provide them with equal opportunities, and integrate the marginalized and backward sections of society into the ‘mainstream of progress.”

    Delivering the Keynote Address on the theme “Parliamentary Action for Social Development and Justice” at the historic 150th Assembly of Inter-Parliamentary Union (IPU) at Tashkent, Uzbekistan,Shri Birla observed that “In recent years, the Indian Parliament has passed several legislations that promote social justice and security and encourage the inclusion of all sections of society.”On the occasion, he also extended Ram Navami greetings to the gathering at the 150thassembly of IPU.

    Referring to the Parliament’s perennial concern for safeguarding the interests of the vulnerable segments of society, he added that “Bills like the ‘Rights of Persons with Disabilities Act-2016’, the ‘Transgender Persons (Protection of Rights) Act, 2019’, and the ‘Nari Shakti Vandan Adhiniyam-2023’ safeguard the interests of all sections of society.”  in this context, he also referred to new Labor laws and codes passed by Parliament for the welfare and social security of workers in the unorganized sector.

    Stressing that Indian Parliament has taken several measures prioritising justice and rule of law, Shri Birla mentioned that “By replacing the ‘Indian Penal Code’ with the ‘BharatiyaNyay Sanhita’, India has established the primacy of justice”. Referring to functioning of Parliamentary Committees in achieving the goals of development and social justice, Shri Birla noted that the various Parliamentary Committees, often referred to as Mini Parliaments, perform a complimentary function to the efforts of Parliament and the government. He highlighted that the Committees on Social Justice and Empowerment; Committee on Women Empowerment; Committee on Labour and Skill Development, and other diverse committees monitor welfare programmes leading to implementation of schemes with effectiveness and accountability. 

    Shri Birla stressed that Government of India works with a mission to achieve targets set for key human development indicators. In this regard, he specifically mentioned that “Under the world’s largest health insurance scheme, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (PM-JAY), free health insurance is being provided to the bottom 40% of India’s population”.

    Praising the strong and visionary leadership of Prime Minister, Shri Narendra Modi, Shri Birla said “Under Prime Minister Shri Modi’s leadership, India has achieved the distinction of being the world’s fastest-growing major economy with a 105% GDP growth over the past decade and is rapidly progressing towards its goal of Viksit Bharat in 2047.” Noting that India is the fifth-largest economy in the world and is on its way toward becoming the third-largest economy, Shri Birla said that India is playing a leading role in the world in fields like Innovation, AI, Startups, Space and Defense Technology, IT, Fintech, Pharma, and others.

    He hoped that the discussions at the IPU Assembly would provide all delegations with new perspectives and will allow Parliaments around the world to be able to take concrete steps toward building a just, inclusive, and prosperous society.

    Speaking on the role of IPU in the present world order, Shri Birla mentioned that the IPU continues to add new dimensions to global parliamentary cooperation. He underlined that the theme chosen for the 150th IPU Assembly reflects the expansion of the spirit of ‘VasudhaivaKutumbakam,’ which is deeply rooted in Indian culture, tradition, and philosophy.

    INDIA AND VIETNAM ARE PROGRESSING TOWARD SUSTAINABLE DEVELOPMENT, DRIVEN BY THEIR RESPECTIVE VISIONS AND SHARED GOALS OF DEVELOPMENT

    On the sidelines of the 150th IPU Summit, Lok Sabha Speaker Shri Om Birla met HE. Mr. Tran Thanh Man, President, the National Assembly of Vietnam. Speaking on the occasion, Shri Birla fondly recalled his visit to Vietnam in April 2022, marking the 50th anniversary of diplomatic relations between India and Vietnam. He also emphasized the close cultural and historical ties between the two countries, which have strengthened through high-level discussions in recent years. Shri Birla expressed satisfaction that both countries are progressing toward sustainable development, driven by their respective visions for 2047 (India) and 2045 (Vietnam).

    Shri Birla emphasized that cooperation in various sectors such as defense, technology, infrastructure, and nuclear energy has helped shape their future frameworks. Shri Birla noted that both countries’ parliamentary institutions play a key role in meeting people’s expectations and promoting public welfare, with India utilizing emerging technologies to enhance parliamentary processes and citizen participation. He also informed that the “Digital Parliament” initiative in India has improved efficiency, transparency, and productivity in parliamentary operations. He also highlighted the significant number of Vietnamese students benefiting from educational and training scholarships in India.

    President of the National Assembly of Vietnam emphasized the cultural ties between the two countries. The President also underlined the need for strengthening the close defence and technology ties between India and Vietnam. He extended an invitation to Shri Birla to visit Vietnam. Formation of friendship group between India and Vietnam were also discussed.

    Resham Talwar had always believed in the power of voice. As a visually challenged artist, she knew that her voice carried more than just words, it carried emotion, expression, and the ability to bring characters to life. She didn’t let her disability define her. Instead, she carved a space for herself in the highly competitive world of voice acting. Winning the Voice Acting category at WAVES Anime & Manga Contest (WAM!) in Delhi elevated her journey, proving her artistry could break through any barrier. Resham’s expertise in radio jockeying, voice-overs, and audio editing had already proven her capabilities, but WAM!! put her on a bigger stage. Her talent resonated with industry leaders, opening doors that had remained closed for far too long. It’s stories like hers that highlight why WAM!! isn’t just a competition, it’s a movement that’s shaking up the creative industry.

    This dynamic initiative, organised by the Ministry of Information & Broadcasting in collaboration with the Media & Entertainment Association of India (MEAI), aims to harness India’s growing enthusiasm for anime and manga by providing a platform for creators to showcase their talent. WAM!! encourages artists to develop localised adaptations of popular Japanese styles, catering to both Indian and global audiences, with opportunities for publishing, distribution, and industry exposure that foster artistic expression and nurture emerging talent. The competition will feature state-level contests across 11 cities, culminating in a grand national finale at World Audio Visual Entertainment Summit (WAVES) 2025 in Mumbai.

    WAM! is a cornerstone of the broader WAVES 2025, an ambitious event set to unfold at the Jio World Centre in Mumbai from 1st to 4th May. WAVES aims to position India as a global powerhouse in media and entertainment, drawing inspiration from iconic gatherings like Davos and Cannes. It’s a first-of-its-kind summit, uniting films, OTT platforms, gaming, comics, digital media, AI, and the burgeoning AVGC-XR (Animation, Visual Effects, Gaming, Comics, and Extended Reality) sector under one roof. With India’s media and entertainment industry poised for massive growth, targeting a $50 billion market by 2029, WAVES is set to be the catalyst that propels the nation to the forefront of global storytelling.

    At the heart of WAVES lies the Create in India Challenges (CIC), a series of competitions designed to unearth and nurture talent across diverse creative fields. Season 1 of CIC has already sparked a frenzy, attracting over 77,000 entries, including more than 500 participants from 35 countries. From this vast pool, over 725 top creators will converge at the grand finale during WAVES 2025, showcasing their work and vying for global recognition. The challenges celebrate India’s rich tapestry of regional storytelling, reflecting the country’s linguistic and cultural diversity. WAM!!, as one of the standout initiatives under CIC, zeroes in on the anime and manga domains, offering a stage for both amateurs and professionals to shine. It’s a movement that not only discovers hidden gems but also bridges the gap between raw talent and industry opportunity, transforming dreams into tangible careers.

    To appreciate why WAM!! matters, it’s helpful to explore what manga and anime are, especially for people in India. Manga is simply a type of comic book or graphic novel that started in Japan. It’s like the comics you might read, but it covers all sorts of stories, think exciting adventures, sweet love tales, spooky horrors, or magical fantasies. What makes manga special is its look: the characters often have big, lively eyes and the drawings can be super simple or packed with detail, depending on the story. Unlike most books, you read manga from right to left, and it usually starts as short pieces in magazines before being put together into books called “tankōbon.” Anime, on the other hand, is like manga brought to life—it’s the cartoon version you watch on a screen, with movement and voices added to the same kinds of stories. There’s something for everyone: ‘shonen’ is for young boys and full of action and friendship, ‘shojo’ is for young girls and focuses on romance, ‘seinen’ is for grown-up men with deeper or darker ideas, and ‘josei’ is for adult women with everyday life or love stories that feel real.

    In India, manga and anime have become incredibly popular over the last ten years, thanks to how easy they are to find and the excited fans who love them. There are around 180 million anime fans in the country, making India the second-biggest anime market in the world, just behind China. These fans are expected to play a huge part in making anime even more popular globally, driving 60% of its growth. Shows like “Naruto,” “Dragon Ball,” “One Piece,” “Attack on Titan,” and “My Hero Academia” have become huge hits, winning over massive followings across India and showing just how much people here love these stories.

    The anime market in India was worth $1,642.5 million in 2023, and it’s set to grow to $5,036.0 million by 2032. Platforms like Netflix, Amazon Prime Video, Crunchyroll, and Disney+ Hotstar have made it simple for people to watch anime, adding subtitles so Indian viewers can enjoy them. Manga is also getting easier to find, with e-commerce giants like Amazon and Flipkart selling these comic books, and some special shops popping up too. Yet, despite this boom, India faces a critical shortage of skilled talent in the anime and manga industry, a gap that WAM is determined to bridge by fostering homegrown creators.

    Resham’s win is just one of many amazing stories coming out of WAM!. Take Angel Yadav, a high school student from Sunbeam Varuna in Varanasi, who stunned judges in the Manga (Student Category) at WAM Varanasi. Her artwork impressed Vaibhavi Studio in Kolkata so much that they offered her a job, showing that even young people can make a big impact in this field. Another success is Randeep Singh, a professional manga artist who entered WAM! Bhubaneswar. The judges loved his work, calling it good enough to be printed, and while he keeps working on his own manga, he’s already getting paid projects from Vaibhavi Studio. These examples show how WAM! changes lives, helping people turn their love for creating into real careers, with big names in the industry supporting them along the way.

    The support for WAM! extends far beyond individual triumphs, drawing in some of the biggest names in the business. Srikkanth Konatham, Director of BOB Pictures, has pledged to attend every future WAM! event, eager to scout talent ready to hit the ground running. Navin Miranda of ToonSutra is offering distribution deals in the webtoon space to winners, while Rajeswari Roy from eTV Bal Bharat is providing pitching opportunities in anime. Nilesh Patel, founder of central India’s largest animation studio, has gone further, promising placements for winners and internships for finalists. This industry backing isn’t just lip service, it’s a lifeline, ensuring that WAM! participants don’t just compete but thrive in a competitive global market.

    What sets WAM! apart is its ability to democratise creativity. It’s a platform where a visually challenged voice actor like Resham can stand shoulder-to-shoulder with a teenage manga artist like Angel or a seasoned professional like Randeep.     Ministry of Statistics and Programme Implementation (MOSPI) launched a revamped Microdata Portal during the recently held Conference of State Government Ministers, marking a significant step in enhancing data accessibility, user experience, and the integration of advanced technologies in the Official Statistical System. The new portal, which serves as a centralized repository for extensive statistical data collected from national surveys and economic census overcomes technological limitations faced by the previous portal. In collaboration with the World Bank Technology Team, MOSPI has adopted a modern, scalable technology stack that not only ensures compliance with the latest security standards but also supports a responsive design and data access mechanism. The portal can be accessed at https://microdata.gov.in/.

    On this occasion the web site of National Statistical System Training Academy was also launched. It will facilitate ease of access of information regarding capacity building initiative of the ministry by making them available at one place. The website can be accessed at www.nssta.gov.in.The portal & the website have been developed in-house by Data Informatics & Innovation Division of the ministry.

    MoSPI also presented a Proof of Concept (PoC) for an AI/ML-based classification tool designed to ease the use of the National Industrial Classification (NIC) in production of official statistics. The tool leverages natural language processing to allow stakeholders to enter text queries, subsequently suggesting the top five relevant NIC codes. This innovation not only reduces manual effort but also increases the productivity of enumerators, leading to more accurate data collection and ultimately better planning and policy-making. This has been the outcome of the recently concluded Hackathon organized by the ministry.

    The launch of these portals and website along with innovative AI-driven tools underscores commitment of the ministry to leverage the latest technological advancements for data management leading to strengthening of the statistical system. These initiatives are set to foster a more data-driven approach to policymaking, ensuring that government interventions are both precise and context-specific, ultimately contributing to goal of Viksit Bharat.

    The National Statistics Office (NSO), Ministry of Statistics & Programme Implementation (MoSPI) organizes National Seminars at regular intervals following the release of survey reports based on data collected in the National Sample Surveys. The seminar serves as an academic platform where experts, researchers, academia, and government officials from various institutions present and discuss research papers based on the survey findings. So far, seventeen (17) National Seminars have been organized in reputed institutes and universities across the country.

    Continuing this tradition, the 18th National Seminar on survey results of  NSS 78th  Round: Multiple indicator Survey, 79th Round: Comprehensive Annual Modular Survey (CAMS) and Survey on Ayush, Annual Survey of Unincorporated Sector Enterprises (ASUSE), Household Consumption Expenditure Survey (HCES), and Annual Survey of Industries (ASI) is being organized by the National Statistics Office (NSO), Ministry of Statistics & Programme Implementation (MoSPI), Government of India at Goa University, Panaji, Goa, on the 8th and 9th  of April 2025.

    The seminar will be inaugurated by Director General (NSS) and the Vice-Chancellor of Goa University will grace the occasion. Distinguished members of various expert Committees under whose guidance the survey instruments were finalised will also honour the event with their presence and participation in the discussions.

    The event will host 225 participants, including researchers, academicians, policymakers, and other stakeholders. The event will also be attended by the experts from international organizations, experts from private survey agencies and professors/scholars from renowned institutions.

    For the 18th National Seminar around 40 research papers were received from Assistant Professors, Research scholars & students of various universities/colleges of across India, in-service and retired officers of Indian Statistical Service, other Government officers of different State /Central Govt. departments, researchers, data users etc.. Following a thorough evaluation by the Paper Selection Committee, 14 papers have been shortlisted for presentation. The seminar will comprise five technical sessions, during which these selected papers will be presented. The presentations will be based on survey findings related to the aforementioned key thematic areas of the seminar.

    The seminar will present research papers which broadly cover emerging topics of current importance, including ICT skills inequality, financial inclusion, the impact of health insurance, digital competency among youth, and insights into the platform economy, particularly app-based cab services and delivery services, all based on NSS survey data. Topics related to consumption patterns across household types, and AYUSH utilization, productivity in informal economies related to the unincorporated sector and industries will also be covered.

    The papers titled “Predicting an NSS Indicator Value: A Machine Learning Approach” , “A neural network approach to identify features associated with multidimensional poverty in rural India”, utilise advanced computational techniques to analyze large datasets, uncover patterns, and make predictions or classifications across various fields.

    Apart from the research papers, a session on presentations by the Stakeholder Ministries/Private survey agencies on utility of National Sample Survey data is also included in the proceedings of the seminar. The seminar aims to facilitate informed discussions, policy recommendations, and data-driven insights on these critical topics, contributing to evidence-based policymaking and governance.

    Malaysia’s credit and charge card payments market is expected to register a growth of 6.8% to reach MYR245.7 billion ($53.7 billion) in 2025. This growth will be driven by the rising consumer spending and increasing consumer preference for cashless transactions, reveals GlobalData, a leading data and analytics company.

    GlobalData’s Payment Cards Analytics reveals that credit and charge card payment value in Malaysia registered a growth of 7.9% in 2024, driven by the rise in consumer spending. The value is forecast to register a compound annual growth rate (CAGR) of 5.5% between 2025 and 2029 to reach MYR304.3 billion ($66.5 billion) in 2029.

    Kartik Challa, Senior Banking and Payments Analyst at GlobalData, comments: “Credit and charge cards were the most preferred payment cards in Malaysia, accounting for 59.7% of total card payment value in 2024. This was mainly driven by the rewards, discounts, cashback, and interest-free installment facilities offered with these cards, as well as developing payment infrastructure and a growing e-commerce market.”

    Malaysians are increasingly using credit and charge cards for payments, with the frequency of payments per card standing at 82.8 times in 2024, much higher compared to 37.7 times for debit cards. This figure is anticipated to further rise to 107.1 by 2029.

    Challa adds: “This is driven by banks offering flexible repayment options and value-added benefits such as cashback, reward points, discounts, and installment facilities. CIMB Malaysia offers ‘0% Easy Pay,’ allowing customers to pay for purchases in monthly interest free installment of up to 36 months at more than 1,000 participating merchants.”

    Growing POS terminalization has been another key driver for the rise of credit and charge cards in Malaysia. The number of POS terminals per million inhabitants in Malaysia stood at 27,693 in 2024, which is higher compared to its peers such as Thailand (13,507), Indonesia (8,142), India (6,964) and Vietnam (5,988), though there is significant room for further expansion of POS infrastructure.

    Rising e-commerce payments are also contributing to the growth in credit and charge card usage. According to GlobalData’s E-Commerce Analytics, credit and charge cards are one of the most preferred payment methods for online payments, with 17.1% share in 2024.

    Moreover, banks in Malaysia offer debt consolidation option to credit card holders, which will further help boost usage. For instance, UOB offers the UOB Bank Transfer program, which allows customers to consolidate their outstanding credit card balances from other banks. The program is designed to help credit card holders to manage their debt and avoid default by offering lower interest rate and extended repayment terms.

    Challa concludes: “The Malaysian credit and charge card market is poised for sustained growth over the next five years, driven by the economic recovery, growing consumer preference for electronic payments, a rising middle-class and young working population, and growth in e-commerce payments. However, challenges such as global trade war between major countries, and geopolitical uncertainty remain obstacles to the market.”

  • MIL-OSI China: Asian stocks tumble amid US tariff concerns

    Stock markets across the Asia-Pacific traded sharply lower on Monday as financial turmoil sparked by the US “reciprocal tariffs” escalated recession fears worldwide.

    Hong Kong’s Hang Seng Index dropped 2,445.19 points, or 10.7 percent, to end at 20,404.62 points in Monday’s morning session. The retreat widened from 9.28 percent at opening.

    This came on top of losses in Japan, where the benchmark Nikkei stock index shed 2,843.48 points, or 8.42 percent, in the first 15 minutes of trading, the lowest intraday level since October 2023.

    “Japanese stocks are unlikely to stop declining unless US stocks cease falling further,” said Yutaka Miura, senior technical analyst at Mizuho Securities Co.

    The circuit breaker was triggered for Nikkei stock futures, temporarily halting trading due to the sharp fall.

    South Korea’s benchmark Korea Composite Stock Price Index (KOSPI) lost 103.57 points, or 4.2 percent, to 2,361.85 as of 11:20 am.

    Due to the sharp decline, the bourse operator placed a sidecar order at 9:12 am, pausing program buying for five minutes, after the KOSPI 200 index fell more than 5 percent for over one minute.

    It was the first sidecar order for program buying since August 2024, according to local reports.

    The KOSPI plummeted as investors sold off stocks in response to increasing concerns about a recession after the US government revealed “reciprocal tariffs” last week, said analysts here.

    Stocks in Singapore dipped over 7 percent at the start of Monday due to concerns about a global trade conflict following several countries mulling to respond to US tariffs.

    The Straits Times Index plunged 7.37 percent, or 281.84 points, to 3,544.02 as Asian markets fell sharply.

    Meanwhile, Indian shares declined at the beginning of trading on Monday, with the key Nifty index dropping over 3 percent.

    The Nifty 50, representing the biggest Indian firms on the national stock exchange, was down 3.55 percent.

    The Nifty IT, comprising India’s leading information technology firms, which consider the United States their largest market, was down 5.53 percent.

    Local media house The Times of India called Monday’s loss a “bloodbath”.

    Australian blue-chip shares dived 6 percent when trading commenced on Monday, due to financial chaos triggered by the US tariffs in global markets.

    A benchmark index of the nation’s top 200 publicly traded firms dropped over 6 percent after the market opened, as the repercussions of the US tariffs continued to unsettle investors.

    The Australian government was “preparing for further uncertain times”, according to Prime Minister Anthony Albanese on Monday. “You can’t change global events. What you can do is prepare for them,” he told reporters.

    On Wednesday, US President Donald Trump declared a 10 percent baseline tariff on imports from all trading partners and imposed higher rates on specific ones, with the decision provoking sharp criticism from economists, trade experts and foreign governments who view it as a misguided effort to utilize tariffs as a crude tool to tackle intricate trade disparities.

    So begins a series of viral videos by TikTok “cucumber guy” Logan Moffitt, who has raked in millions of views for his cucumber salad videos. He’s also inspired thousands of copycat videos showcasing cucumbers as a hero ingredient in salads and other dishes.

    This trend has reportedly caused a surge in cucumber demand, leading to cucumbers being sold out in several stores in Australia and internationally.

    But what’s actually happening in your body when you eat an entire cucumber? Let’s review the science of cucumbers.

    Cucumbers 101

    Cucumbers (Cucumis sativus) are technically fruit that belong to the gourd family Cucurbitaceae. This family includes pumpkins, melons and zucchinis.

    Cucumbers originated from India over 3,000 years ago. They grow on vining plants and are typically harvested while still firm and unripe.

    Cucumbers are mostly water (96%), which is why Logan Moffitt has been described as the most hydrated person on the internet.

    Based on our calculations using the Australian Nutrient Reference Values, if you “ate an entire cucumber” (300g), you would consume:

    • about 11% of your daily carbohydrate needs (an important energy source)

    • about 5% of your daily fibre needs (fibre aids in digestion and gut health)

    • more than 50% of your daily vitamin K needs (important for bone health and blood clotting)

    • about 10% of your daily vitamin C needs (important for immune health, skin health and wound healing)

    • about 10% of your daily potassium needs (potassium regulates blood pressure and helps with muscle function).

    Unsurprisingly, there are no modern scientific studies that have specifically examined the health impacts of consuming an entire cucumber daily.

    However, cucumbers also contain cucurbitacins (especially in the skin) which researchers think may help with inflammation and could be a potential anti-cancer agent.

    More broadly, people have used cucumbers to:

    Can cucumbers help with hydration?

    Given they’re about 96% water, cucumbers could meaningfully increase daily fluid intake when eaten in moderate amounts.

    For example, an entire cucumber (about 300g) would contribute roughly 288 millilitres of water, which is just over one cup. We need plenty of water each day, so this additional intake could be helpful for some people.

    Their high water content, combined with essential electrolytes like potassium, makes them a refreshing snack, especially in hot weather or after exercise.

    While cucumbers can contribute to daily hydration, they shouldn’t replace drinking water. Adding cucumbers to meals or snacks could be a tasty way to stay hydrated, but you still need to drink water.

    Can someone eat too many cucumbers?

    Cucumbers can be a great addition to a healthy diet. Yet, relying on them too heavily might have unexpected downsides.

    Cucumbers are generally easy to digest and low in fermentable carbohydrates (FODMAPs), which means they are unlikely to cause bloating for most people in moderate amounts.

    However, when eaten in large amounts, some people may experience digestive discomfort, especially if they’re sensitive to fibre or have a history of irritable bowel issues.

    Being low in carbohydrates, fats and protein, cucumbers are unsuitable as a primary food source. In other words, you can’t just live on cucumbers. They don’t provide the essential nutrients needed for energy, muscle maintenance and overall health.

    If someone were to primarily eat cucumbers over an extended period, they could be at risk of undernutrition.

    What about adding MSG ‘(obviously)’?

    Many of the cucumber-based dishes on TikTok also include ingredients such as garlic, soy sauce, fish sauce, sesame oil and sugar – all well known to home cooks who like to boost flavour in their own dishes.

    Moffitt is also fond of saying “MSG, obviously”, when listing his favourite cucumber salad ingredients.

    MSG is monosodium glutamate, also known as food additive 621, an umami substance added to enhance the flavour of many Asian dishes.

    Despite past scare campaigns about MSG, it is safe and authorised for consumption in Australia and other countries.

    Typically, MSG is consumed at about 0.5g per serving, but some people report sensitivities at higher doses, such as over 3g.

    It’s also worth noting that many foods – including tomatoes, mushrooms, and parmesan cheese – naturally contain glutamate, the main component of MSG.

    So, should I eat an entire cucumber?

    Well, like any food, moderation and variety are key.

    Cucumbers are a refreshing and hydrating addition to a balanced diet, and work best nutritionally when paired with ingredients from other food groups.

  • MIL-OSI USA: Davids Works to Protect Tribal Schools, Students from Trump’s Harmful Voucher Plan

    This week, Representative Sharice Davids urged the U.S. Secretary of the Interior Doug Burgum and U.S. Secretary of Education Linda McMahon to listen to widespread Tribal opposition to their proposed school voucher program and fully fund Tribal education and BIE programs. Representatives Melanie Stansbury (NM-01) and Teresa Leger Fernández (NM-03) also led the effort. 

    “We urge the Department of the Interior and Department of Education to heed the call of dozens of Tribal Nations who continue to voice their opposition to the proposed efforts by the Administration to restructure tribal education and Bureau of Indian Education (BIE) programs into school voucher programs,” the Members wrote. “As you heard during the March 14, 2025 tribal meeting held via Zoom, many Tribal Nations across the country oppose the proposition. The proposal would effectively defund BIE schools, threaten Tribal self-determination, and violate multiple federal statutes, including the federal trust and treaty responsibilities.” 

    “The proposed voucher system would weaken BIE schools in profound ways … Over 90% of BIE-funded schools are located in remote locations with no alternative schools. Destabilizing and closing schools would be traumatic for the students and families in these communities,” the Members wrote. “BIE-funded schools are the schools of choice for Tribes and students because they reflect the cultures, languages, traditional belief systems, and priorities of the communities that other educational options cannot provide. These schools often provide critical support services for the most vulnerable in their community, such as housing, meals, and internet access.”

    This week’s letter follows up on a February 11, 2025 letter from Reps. Davids, Stansbury, and Leger Fernández to Secretary Burgum, where they raised concerns about an executive order that could enable families with students eligible to attend BIE schools to use federal funding for other educational options — including private, faith-based, or public charter schools — as soon as the 2025–2026 school year.

    Dear Secretary Burgum and Secretary McMahon:

     

    We urge the Department of the Interior and Department of Education to heed the call of dozens of Tribal Nations who continue to voice their opposition to the proposed efforts by the Administration to restructure tribal education and Bureau of Indian Education (BIE) programs into school voucher programs. As you heard during the March 14, 2025 tribal meeting held via Zoom, many Tribal Nations across the country oppose the proposition. The proposal would effectively defund BIE schools, threaten Tribal self-determination, and violate multiple federal statutes, including the federal trust and treaty responsibilities. 

      

    On February 11, 2025, we sent a letter to Secretary Burgum about our concerns regarding Executive Order 14191 on “Expanding Educational Freedom and Opportunity for Families,” which directs the Secretary of the Interior to “review any available mechanisms under which families of students eligible to attend BIE schools may use their Federal funding for educational options of their choice, including private, faith-based, or public charter schools, and submit a plan to the President describing such mechanisms and steps that would be necessary to implement them for the 2025-2026 school year.” It is clear that implementing Section 7 of Executive Order 14191, as discussed above would violate multiple federal statutes, and impact the fundamental education programs that serve tens of thousands of tribal students. It is also our understanding that the overwhelming consensus on the March 14th call was that Tribes are not supportive of this proposal or any proposal that would weaken or defund the BIE and tribal education systems, including moving to a lump-sum voucher system. Many tribal communities schools are distinctive in that they are often the only educational institution serving students within a 45+ mile radius.  

      

    Therefore, the proposed voucher system would weaken BIE schools in profound ways. By redirecting federal funds away from BIE schools, it would create funding instability that will almost certainly lead to school closures. Over 90% of BIE-funded schools are located in remote areas with no alternative schools. For example, Seba Dalkai Community School in Arizona requires students and parents to travel over an hour round trip for services. Destabilizing and closing schools would be traumatic for the students and families in these communities. Redirecting federal funds would also bypass Tribal governance and oversight, particularly in the case of the nearly 70% of BIE-funded schools that are Tribally-Controlled Schools.  

      

    As you know, the U.S. government has both trust and treaty responsibilities to provide Tribal education services. The BIE administers funding for hundreds of schools and programs that are vital to meeting the Federal government’s obligations to Tribes—obligations that in many cases predate both the Department of the Interior and the Department of Education. Congress has laid out a detailed system for funding this trust and treaty responsibility in P.L. 95-561 and P.L. 100-297. The proposed lump-sum voucher system stands in direct violation of these statutes.  

      

    Congress has also already worked with Tribes to place school choice into the hands of Tribal communities through the Tribally Controlled Schools Act (P.L. 100-297), which President Reagan signed into law in 1988. We again urge you to review sections (a) through (d) of the Act, which clearly state that “Congress declares that a national goal of the United States is to provide the resources, processes, and structure that will enable tribes and local communities to obtain the quantity and quality of educational services and opportunities that will permit Indian children— (1) to compete and excel in areas of their choice; and (2) to achieve the measure of self-determination essential to their social and economic well-being.” In the words of the National Indian Education Association’s January 30, 2025, letter to you: “These schools are our schools of choice.” 

      

    BIE-funded schools are the schools of choice for Tribes and students because they reflect the cultures, languages, traditional belief systems, and priorities of the communities that other educational options cannot provide. These schools often provide critical support services for the most vulnerable in their community, such as housing, meals, and internet access. And they serve as community centers for sporting and cultural events in rural areas where there are few other options. That is why, time and time again, Tribal leaders, educators, parents, and students have affirmed the importance of BIE programs and the need to increase—not decrease—funding for them. 

       

    The proposed educational restructuring of the BIE and tribal school programs into a voucher system was not requested by Tribes, is not supported by Tribal nations pursuant to your consultation, and is a clear violation of federal law. We again urge you to abandon efforts to implement the voucher system and ensure that tribal education and BIE programs are fully funded, as appropriated by Congress. Further, we welcome your team to visit many of these BIE schools and learn more on their position on why this proposal is not fitting for the demographics being served.

  • MIL-OSI USA: Garamendi Reintroduces Bill to Provide Funding to School Districts Serving Military and Native American Children

    WASHINGTON, DC—Today, U.S. Representative John Garamendi (D-CA-08) and U.S. Senator Mazie K. Hirono (D-HI) led 16 of their colleagues in introducing the Impact Aid Infrastructure Partnership Act, which will provide $1 billion over four years for Impact Aid Construction Grants to address the significant backlog of facility needs at federally impacted schools. In addition to Representative Garamendi, the bill was co-sponsored by Representative Jay Obernolte (R-CA-23). This legislation was first introduced in the Senate by Senator Mazie Hirono (D-HI)

    The federal Impact Aid program offers federal support for public school districts where federal activity has reduced the available tax base. This is because federally impacted school districts have significantly less tax revenue and bonding capacity to meet their needs. Currently, Impact Aid supports over 1,100 school districts, totaling more than 10 million students.

    “This bill addresses long-overdue repair needs to ensure equitable access to quality education and safe learning environments for students across the country,” said Rep. Garamendi. “I am grateful to Senator Hirono for introducing this legislation in the Senate and for fighting for safe environments for teachers and students,” said Garamendi. “Every child should have the opportunity to learn and excel in a safe environment. This legislation brings us closer to realizing that goal.”

    “Schools around the country that receive Federal Impact Aid have a distinct disadvantage when it comes to raising funds for school construction,” said Kyle Fairbairn, Executive Director, Military Impacted Schools Association (MISA). “In a majority of states, the only way to build a school or do an extensive remodel is by passing a local bond issue supported by property taxes. In Impact Aid districts, these funds become the responsibility of local taxpayers because the federal government does not pay taxes on land it owns. This makes passing a bond issue very difficult, as it places a tremendous burden on taxpayers who do pay property taxes. The Impact Aid Infrastructure Partnership Act is a way to have the federal government help fund local schools, benefiting all taxpayers within an LEA.”  

    The Impact Aid Infrastructure Partnership Act would ensure that federally impacted school districts have the resources needed to provide every student with a quality education and safe learning environment by authorizing $250 million annually for four years for Impact Aid Construction Grants. Of this funding, 25% would be allocated through formula funding to all eligible school districts. The Department of Education would distribute the remaining 75% as competitive grants, prioritizing school districts with urgent facility needs.

    The Impact Aid Infrastructure Partnership Act is endorsed by National Association of Federally Impacted Schools (NAFIS); National Indian Impacted Schools Association (NIISA); Military Impacted Schools Association (MISA); and Build America’s School Infrastructure Coalition (BASIC).  

    In the Senate, this legislation was cosponsored by Senators Richard Blumenthal (D-CT), Dick Durbin (D-IL), Ruben Gallego (D-AZ), Kirsten Gillibrand (D-NY), Martin Heinrich (D-NM), Amy Klobuchar (D-MN), Alex Padilla (D-CA), Brian Schatz (D-HI), and Tina Smith (D-MN).

  • MIL-Evening Report: Election Diary: Albanese promises 30% discount on household batteries in latest energy bill help

    In the government’s latest initiative on energy prices, Anthony Albanese on Sunday will promise that if re-elected, Labor will reduce the cost of installing a typical home battery by 30% from July 1.

    This would cut about $4,000 from the upfront cost of an 11.5 kWh battery, which is the typical household size.

    Small businesses and community facilities would be eligible for the discount, as well as households.

    The government says the discount would save a household with existing rooftop solar panels up to $1,100 off their power bill every year. For those with new solar panels and battery, the saving would be up to $2,300 annually – up to 90% of a typical power bill.

    More than one million installations would be expected by 2030 under the measure. The initiative would cost an estimated $2.3 billion over the forward estimates, including in the 2025-26 budget.

    The discount would be applied on installing virtual power plant-ready battery systems beside new or existing rooftop solar until 2030. The absolute value of the discount would decline over the five years in line with the expected fall in the cost of batteries.

    Albanese said the measure was “good for power bills and good for the environment”.

    Labor’s number one priority is delivering cost-of-living relief. That’s why we want to make sure Australians have access to cheaper, cleaner energy.

    The contrast is clear – a re-elected Albanese government will take pressure off household energy bills, while Peter Dutton’s Liberals will spend $600 billion on a nuclear plan that drives power bills up.

    Mixing politics and sport can be risky on campaign trail

    For the second election campaign in a row, a Liberal leader has claimed a victim on the football field.

    At least, some relieved Liberals might be saying, Opposition Leader Peter Dutton felled a member of the media, not a child.

    Dutton, campaigning in Darwin on Saturday with a few million dollars in hand to promise for the local footy ground, was happy to have a kick with kids for the cameras.

    But the ball hit a TV camera, which went into the face of Channel Ten cameraman Ghaith Nadir. A federal policeman helped with a bandage for Nadir’s forehead. Dutton promised a compensatory beer.

    In the 2022 campaign, Prime Minister Scott Morrison joined some youngsters in their junior soccer training.

    Becoming rather too competitive, Morrison crashed into a boy, and they both ended on the ground. It made for plenty of jokes about the man who’d admitted in the campaign that “I can be a bit of a bulldozer”. The clip was replayed again and again.

    After Saturday’s incident, Dutton quipped, “If the prime minister kicked it, he would have told you that it didn’t hit anyone”.

    Last week, Albanese stepped back off a stage, appearing to fall, during an event. He later insisted he hadn’t fallen. “I stepped back onto a step, I didn’t fall off the stage,” he said. “Just one leg went down, and I was sweet.”

    Way back in 1984, there was another unfortunate incident on the sporting field during a campaign. That time, the perpetrator was a journalist and the victim was Prime Minister Bob Hawke.

    Hawke had called an election a few days before playing in a cricket match against the parliamentary press gallery. A ball from Gary O’Neill, a journalist with the Melbourne Herald, caught the edge of Hawke’s bat and smashed into his glasses.

    Hawke went to the Canberra Hospital, where (after he jumped the queue) a patch was put on his eye. He returned to the match, watching from the sidelines.

    At least he scored 27 before the incident. However, the accident set him back for the early days of what was an eight-week campaign.

    Over the years there are plenty of examples of leaders losing their (physical) footing.

    A few months before the 2007 election, Prime Minister John Howard tripped and fell on his hands on the way to a radio interview in Perth.

    Visiting India in 2012, Prime Minister Julia Gillard tumbled when her shoe got stuck in grass. She explained:

    For men who get to wear flat shoes all day every day, if you wear a heel it can get embedded in soft grass and when you pull your foot out the shoe doesn’t come.

    Wu Qian: Friends from the media, good afternoon. Welcome to this month’s regular press conference of the Ministry of National Defense (MND). First of all, I would like to introduce a group of friends in red jackets. They are the faculty and student representatives from Beijing Institute of Technology (BIT), welcome!

    Today, I have one piece of information to announce on the top.

    The Chinese MND hosted the first meeting of International Military Cooperation Organs of the Shanghai Cooperation Organization (SCO) Member States for 2025 in Qingdao, Shandong Province, from March 26 to 27. Over 30 representatives from defense ministries of the SCO member states and the SCO Secretariat attended the meeting. The participants had in-depth discussions on deepening defense and security cooperation within the SCO framework and expressed willingness to maintain close communication to prepare for the upcoming Defense Ministers’ Meeting of the SCO Member States to be held in China.

    Now the floor is open for questions.

    Journalist: President Xi attended the plenary meeting of the delegation of the PLA and the PAP during the third session of the 14th NPC and delivered an important speech, emphasizing the need to promote high-quality development and implement the 14th Five-Year Plan for military development. Could you provide an update on the progress of the military’s 14th Five-Year Plan? What are the key challenges going forward?

    Wu Qian: Over the past four years of implementing tasks in the 14th Five-Year Plan, the military has made great efforts to achieve its centenary goal and strengthen combat effectiveness. A number of major outcomes have been reached, in particular on producing new quality combat capabilities. The strategic capabilities of the PLA in fulfilling its missions in the new era have been continuously strengthened. However, there are still many challenges and arduous tasks remained. We are now in a key stage of overcoming challenges and winning this uphill battle.

    Follow the guidance of President Xi’s important speech, the military will bolster confidence, address challenges, and redouble our efforts in implementing the plan. First, striking a balance between progress and quality. We will continue to improve strategic management and strengthen process control. While ensuring progress is made on time, we will strive to realize performance targets and prevent any compromise in quality for meeting deadlines.

    Second, striking a balance between cost and benefit. We will remain committed to a path of high-quality, high-effectiveness, low-cost and sustainable development. We will leverage civilian strengths and resources, properly allocate defense resources and investment, and make the use of defense budget more precise and efficient.

    Third, striking a balance between the overall plan and key priorities. We will strengthen general coordination and targeted adjustment, and concentrate efforts on major projects and key initiatives, so as to advance the implementation of the overall plan through breakthroughs in key areas.

    Fourth, striking a balance between development and supervision. We will put more emphasis on supervision and build a comprehensive and effective regulatory system to forge synergy and ensure development quality, timely formation of capabilities, and the red line of no corruption.

    Fifth, striking a balance between implementation of the plan and formation of capabilities. We will innovate models for generating combat power, establish a rapid response and conversion mechanism for advanced technologies, and accelerate the transition from project delivery to capability delivery, ensuring the timely formation of a strong and capable combat force.

    Journalist: The leader of the Taiwan region, Lai Ching-te, recently made separatist remarks claiming that the two sides across the Taiwan Strait are “not subordinate to each other” and called the mainland a “foreign hostile force”. In mid-March, the PLA conducted a military exercise near Taiwan. Some said that the exercise was a countermeasure against Lai Ching-te’s separatist rhetoric and recent movements between Taiwan and the US. What’s your comment?

    Wu Qian: As the Chinese saying goes, “When the heaven is about to destroy someone, it first makes them having lunatic ideas.” Taiwan is a part of China. It has never been a nation. It wasn’t in the past. It is not at present, and it will never be in the future.

    Recently, naval and air troops of the PLA Eastern Theater Command conducted readiness patrols and joint exercises in areas around Taiwan to test and enhance their war-fighting capabilities. It serves as an effective punishment and deterrence against the “Taiwan independence” separatists and a stern warning against external interfering forces. It is fully legitimate and necessary.

    Journalist: The US Defense Secretary will visit the Philippines and the two sides may discuss responding to China’s activities in the South China Sea and US support to Philippine forces. Meanwhile, Philippine’s ambassador to the US said recently that this visit would show China the solid bond between the Philippines and the US and his country was confirmed that US security commitment would not change. Do you have any comment?

    Wu Qian: Military cooperation between the US and the Philippines should not harm security interests of other countries or undermine regional peace and stability. By the way, if we look back into history, the US actually maintains an astonishing record in reneging on promises and betraying allies.

    Journalist: Will the Chinese and US militaries have high-level engagements soon? Please give us an update on the China-US military relationship.

    Wu Qian: On China-US mil-mil engagement, the two sides had some discussions and preliminary consensus. We will advance accordingly. Building a stable China-US mil-mil relationship serves the shared interests of both sides and is a common expectation of the international community. As the Latin proverb goes, set your course by the stars, not follow the waves. On growing the China-US mil-mil relationship, we should follow the principle of mutual-respect, peaceful coexistence and win-win cooperation, strengthen communications and dialogues, and properly handle differences. We hope with efforts from both sides, the mil-mil relationship can grow on a sound and stable track.

    Journalist: I have two questions. The first one. It is reported that China’s aircraft carrier Fujian has recently set sail for its seventh sea trial. Some analysts suggest that the focus of this trial is catapult launch and arrested landing. Can you confirm this?

    The second question. It is reported that in response to China’s increasing defense budget in 2025, Japan’s Chief Cabinet Secretary said that China’s rapid military buildup, combined with a lack of transparency, is a “matter of serious concern for Japan and the international community.” Additionally, reports suggest that the Japan Self-Defense Forces recently established a Joint Operations Command, and due to concerns over a potential armed attack on Taiwan by the mainland, Japan plans to deploy long-range missiles in Kyushu by the end of 2025. What is your comment on this?

    Wu Qian: I have no information to release on your first question. The sea trial is a routine arrangement for the construction of PLANS Fujian. Please take it easy.

    As for your second question, regarding China’s 2025 defense budget, we have provided a detailed explanation. The size, structure, and usage of the budget is open, transparent and beyond reproach. In fact, Japan, as a country that launched aggressive wars during World War II, is the least qualified to criticize defense budgets of other nations. The international community should be alerted to Japan’s recent efforts in breaking its pacifist constitution and the “exclusively defense-oriented” policy. Japan has significantly increased its defense spending and developed long-range offensive capabilities, heading down the path of military expansion. Such behavior is exactly what peace-loving countries, particularly those once invaded by Japanese militarists, need to be vigilant against and opposed to.

    This year we will have the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. We urge the Japan side to take lessons from history, adhere to the path of peaceful development, act prudently in the field of military security, and stop misinterpreting China’s defense policies and military strategies, so as to avoid further eroding its credibility among its Asian neighbors and the international community. It must be emphasized that the Taiwan question is none of Japan’s business, and we firmly oppose Japan’s attempts to exploit this matter for its own agenda. Only by upholding the one-China principle and resolutely opposing “Taiwan independence” can peace and stability in the Taiwan Strait be ensured.

    Journalist: According to foreign media reports, the recent G7 Foreign Ministers’ Meeting issued a joint statement expressing concerns over China’s expansion of its nuclear arsenal, and the situation in the East and South China Seas. The statement emphasizes the importance of maintaining peace and stability in the Taiwan Strait, and opposes any unilateral alteration of the status quo through force or coercion. What is your comment on this?

    Wu Qian: The G7 statement ignores facts and is a vicious slander on China and a brutal interference in China’s internal affairs. We strongly condemn and resolutely oppose it. China follows a policy of no-first-use of nuclear weapons and a defensive nuclear strategy. We have been maintaining our nuclear arsenal at the minimum level required for national security. On the nuclear issue, the G7 should reflect on its own actions and has no qualification to criticize China.

    Regarding the East and South China Seas, China is engaging in peaceful dialogue and consultation with relevant countries to resolve disputes. At the same time, we remain steadfast in safeguarding our territorial sovereignty and maritime rights and interests. China firmly opposes interference from external forces and any provocative acts that undermine regional peace and stability. Taiwan is an inalienable part of China, and the Taiwan question brooks no foreign interference. The one-China principle is a wide consensus of the international community and a fundamental norm in international relations. Any attempt to separate the island from its motherland will inevitably end in complete failure.

    We urge the G7 to break away from its Cold War mentality and ideological prejudice, stop the finger-pointing and preaching at others. This approach won’t work on the Chinese military.

    Journalist: It is reported that China, Iran, and Russia recently conducted “Security Belt 2025” joint exercise. Could you provide more details?

    Wu Qian: In accordance with the annual plan and the consensus reached by China, Iran and Russia, the three countries’ naval forces conducted “Security Belt 2025” joint exercise near Iran’s Chabahar Port from March 9 to 13. Following the theme of “Building Peace and Security Together”, the three sides sent over 10 vessels, as well as special operations and diving units, to the exercise. Focusing on counter-terrorism and counter-piracy operations, the troops trained on subjects including maritime target striking, VBSS (visit, board, search and seizure), damage control, and joint search and rescue. The exercise tested tactical command coordination and interoperabilities of the participating forces, and deepened military trust and practical cooperation among the three countries. During the exercise, the troops also had on-board visits and cultural and sports exchanges to enhance mutual understanding and friendship. Since 2019, China, Iran, and Russia have successfully conducted five joint maritime exercises. China is willing to actively engage in maritime security cooperation with all parties, and make new contributions to world and regional peace and stability.

    Journalist: The pace of the China-India dialogue on many fronts has significantly increased. We’ve just seen the Working Mechanism for Consultation and Coordination on Border Affairs (WMCC) meeting was conducted a few days ago. What are the latest developments regarding the disengagement process along the Line of Actual Control (LAC)?

    Wu Qian: On the 33rd meeting of the WMCC, the MFA has already released the information on it, and the two sides have agreed to continue to take effective measures to safeguard peace and tranquility along the China-India border.

    The Chinese Military is willing to work together with our Indian counterparts to implement a fair and just solution to the border issue. We are committed to contributing our wisdom and strength to the vision of a harmonious dance between the Chinese dragon and the Indian elephant, and to fostering a sound and stable military-to-military relationship.

    Journalist: The Ministry of State Security has reportedly disclosed information about four members of the “Information, Communications, and Electronic Force Command” of Taiwan. What is your comment on this?

    Wu Qian: Justice has long arms. Those who play with fire should have no illusion of escaping. No one who pushes for “Taiwan independence” or engages in seceding the motherland would be spared by justice.

    Journalist: It is reported that the first round of direct recruitment of military officers for 2025 has recently started, receiving wide attention among university graduates. Could you provide more details about this?

    Wu Qian: To attract great talent and college graduates to join the military, the CMC Political Work Department has recently launched the first round of direct recruitment of military officers for 2025. Currently, tens of thousands of college graduates from universities and disciplines included in the “Double World-Class Project” have registered through the official website (http://81rc.81.cn or http://www.81rc.mil.cn). Direct recruitment is an important channel for selecting and replenishing active-duty military (police) officers, and an effective means to optimize the structure and improve the quality of officers.     Journalist: I have two questions. First, the US and the Philippines held a joint exercise before the visit of the US Defense Secretary to the Philippines. Some experts believe that the two countries are going to have more exercises in the South China Sea and other areas in the future. Will the PLA have any response? Second, recently, the US Secretary of Defense Pete Hegseth initiated an opinion poll on social media, discussing whether to change the US Department of Defense to the Department of War. Pete has said previously that the US did not seek to have a war with China but would rebuild its military to prepare for war. What’s your comment on that?

    Wu Qian: On the military cooperation between the Philippines and the US, I have already commented. Here, I would like to emphasize one point on the South China Sea issue: China firmly opposes interference from outside countries. The Chinese military will take all necessary measures to protect our national sovereignty and interests and to safeguard regional peace and stability.

    On your second question, whether the US Department of Defense changes its name or not is an internal affair of the US, and we will not comment on that. However, we firmly oppose the US’s previous rhetoric which instigates China-US confrontation. We urge the US to abandon its zero-sum mentality and not to project its hegemonic mentality onto China. We hope that the US can refrain from provoking confrontation and take effective measures to safeguard a stable China-US military relationship. The Chinese military will firmly respond to any threat and provocation with a stronger will, stronger capabilities, and more reliable means.

    Journalist: It is reported that China and Thailand are conducting “Blue Strike-2025” joint naval training. Could you provide more details?

    Wu Qian: In accordance with the annual plan and the consensus reached between the navies of China and Thailand, the two sides started the “Blue Strike-2025” joint naval training near Zhanjiang of China’s Guangdong Province on March 26, which will last till April 2. A total of 11 vessels and two marine detachments will participate in the exercise. Starting from March 26, the training will cover subjects including joint maritime strike operations, air defense and missile defense, maritime search and rescue, as well as counter-terrorism and anti-piracy operations. It is aimed to promote technical and tactical exchanges between the two navies and strengthen their capabilities of jointly addressing maritime security threats. This marks the sixth iteration of the “Blue Strike” joint naval training. By strengthening training collaboration, the two navies will further deepen cooperation, share experiences, and foster friendship and trust. This holds significant importance for maintaining regional peace and stability.

    Journalist: Foreign media reports say that the Ream Naval Base of Cambodia which is constructed with the assistance of China will start operating in early April this year. It is also said that government leaders from Cambodia and Chinese representatives will participate in the opening ceremony. Can you confirm that? And does this mean there will be new cooperation between the Chinese and Cambodian militaries?

    Wu Qian: In recent years, the military cooperation between China and Cambodia has been deepened and the two sides have had cooperation including joint training and personnel training in the Ream Naval Base. As for information on other activities, please follow up on our authoritative information release.

    Journalist: I have two questions. The first question is that media reports say that the PLA is currently building at least three barges that can be used in landing operations against Taiwan. These barges are equipped with springboards over 100 meters in length, allowing tanks to traverse sandy beaches and directly move to the shore. Can you confirm this? My second question is that the leader of the Taiwan region Lai Ching-te is set to raise the income of Taiwanese servicemen to address the problem of a lack of personnel and a high rate of departure. Taiwan’s military authorities also said this is a response to the decrease in its personnel. What’s your comment on that?

    Wu Qian: On your first question about the military equipment, I have no information to release.

    For your second question, any small trick pushed by the DPP authorities to seek independence and resist unification with force is futile and a dead-end. This will not stop the historical trend of reunification. The PLA has full capability to destroy any attempt to seek independence and resist unification

    Journalist: The US Indo-Pacific commander said recently that the PLA’s exercises around Taiwan are not only exercises but preparations for an invasion of Taiwan. The US military will put its priority in the Indo-Pacific theater. According to Taiwan’s Democratic Progressive Party, the PLA’s exercises may one day turn into real battles. Taiwan recently held the first “Mini Han Kuang” drills to enhance its combat readiness and capabilities. Do you have any comment?

    Wu Qian: The exercises conducted by the PLA are targeted against “Taiwan independence” separatists and foreign interference. The Taiwan question is purely an internal affair of China that allows no foreign interference. The activities conducted by the PLA Eastern Theater Command around Taiwan Island are aimed to improve the real combat capabilities against separatism and interference. They are necessary actions to safeguard national sovereignty and territorial integrity and strong deterrence against joint retrogressive provocation made by the US and Taiwan.

    As for the comment from the DPP, I want to let them know that any attempt to seek independence by force is futile and cannot change its destiny of being a failure.

    Journalist: According to reports, the Chief of Staff of the Armed Forces of the Philippines Romeo Brawner recently said that the Philippines and its allies are trying to expand the Squad group to India and South Korea to counter China in the Indo-Pacific region. He also said that the Squad is an unofficial cooperation platform among the Philippines, the US, Japan and Australia in terms of military affairs, intelligence sharing, as well as joint exercises and operations. Do you have any comment?

    Wu Qian: The remarks of the Philippine side are creating antagonism and confrontation. We firmly oppose that. China believes that military cooperation between relevant countries should not target any third party and should not undermine regional peace and stability.

    Journalist: I have two questions. Firstly, in recent years, the mainland has conducted many joint military exercises around Taiwan. The Wall Street Journal recently published a report titled China is Ready to Blockade Taiwan. Some military experts from Western countries believe that the mainland is more likely to take an approach of isolation and pressure. What’s your comment on this? Second, the mainland has conducted many military exercises in recent years and the rhetoric of “reunification by force” has emerged. These have attracted international attention. Taiwan also announced its so-called 17 strategies in response. Many worry that the cross-strait relationship will move to another Taiwan Strait Crisis like what we had in 1996. What’s your comment on that?

    Wu Qian: On your first question, Taiwan is China’s Taiwan. The Taiwan question is purely China’s internal affair. Resolving the Taiwan question is a matter for the Chinese people to decide. The reports you mentioned are deliberately instigating confrontation across the Strait. The exercises taken by the PLA around Taiwan are targeted at “Taiwan independence” separatists and foreign interference. The aim is to safeguard China’s national sovereignty and territorial integrity and the peace and stability across the Taiwan Strait.

    For your second question, I want to point out that the separatist act of “Taiwan independence” and foreign interference are the root cause of the tension across the Taiwan Strait. We are willing to strive for the prospect of peaceful reunification with the greatest sincerity and utmost efforts, but we will never allow Taiwan to be separated from the motherland. The higher the “Taiwan independence” supporters jump, the closer they will be to death.

    Wu Qian: Before I conclude, I’d like to introduce to you the faculty and student representatives from Beijing Institute of Technology (BIT). We are glad to have them observing the press conference. The BIT was the first science and engineering university founded by the CPC and the first defense industry university in the PRC.   • MIL-OSI China: China launches dual probes into imported medical CT tubes

    China’s Ministry of Commerce said on Friday that it has launched an anti-dumping probe into certain imports of medical CT tubes originating from the United States and India, as well as a separate industrial competitiveness investigation into broader imports of medical CT tubes.

    The anti-dumping investigation, in response to the application from the domestic industry, concerns certain ball-bearing medical CT tubes originating from the United States and India, an official with the ministry said in an online statement.

    Preliminary evidence submitted by the applicants shows that from 2022 to 2024, the volume of dumped imports of these products from the two countries increased by 13 percent, while their prices continued to decline, the official said, adding that these imports have depressed domestic prices, resulting in operating difficulties and losses for domestic producers.

    After reviewing the application in accordance with Chinese laws and regulations, and World Trade Organization (WTO) rules, the investigation authority determined that the conditions for initiating an anti-dumping probe were met and decided to open the case, the official said.

    The investigation authority will carry out the probe in accordance with laws and make decisions based on the findings in an objective and impartial manner, the official added.

    In a separate move, the ministry has also launched its first industrial competitiveness probe into a broader range of imported medical CT tubes.

    While both probes were initiated at the request of the domestic industry, they differ in terms of scope and focus, the official explained.

    The industrial competitiveness probe was in accordance with relevant stipulations of China’s foreign trade law, a spokesperson of the ministry said in a separate statement.

    Preliminary evidence submitted by the applicants suggested that China’s medical CT tube industry started relatively late and remains in a developmental stage. The domestic industry is facing operational difficulties due to the impact of imports, which has adversely affected its competitiveness, said the spokesperson.

    The spokesperson emphasized that the industrial competitiveness probe is a fact-finding investigation, does not target any specific country or region, and does not affect normal trade, adding that the investigation authority will ensure the legal rights of all interested parties and carry out the investigation objectively and fairly in accordance with the law.

    Padilla Cosponsors Legislation to Improve Access to Quality, Affordable Child Care for American Families

    Republican-proposed funding cuts to pay for tax breaks for billionaires would eliminate child care for 40,000 children, according to recent CLASP analysis
    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.) joined his colleagues in introducing bicameral legislation to help American families get access to the quality, affordable child care they need. The bill comes as Republicans are acting on their plan to eliminate child care for 40,000 children to pay for massive tax breaks for billionaires.
    The need to rebuild a stronger, more robust, and more equitable child care system is greater than ever as working families across America struggle to access affordable, quality child care. But in addition to cuts to child care, the Trump Administration is conducting mass layoffs at the U.S. Department of Health and Human Services (HHS), including the offices at the Administration for Children and Families (ACF) that administer child care and Head Start programs. These layoffs will make child care even less accessible, less affordable, and less safe.
    Earlier this week, Padilla and Senators Ben Ray Luján (D-N.M.) and Raphael Warnock (D-Ga.) led 25 Senators in condemning the Trump Administration’s mass firings of federal employees at the Office of Head Start (OHS) and the Office of Child Care (OCC) and demanding HHS Secretary Robert F. Kennedy, Jr. immediately reinstate these employees to full work status.
    “As a father to three boys, I understand that having access to child care isn’t a luxury, it’s a critical necessity,” said Senator Padilla. “No parent should have to miss work because they don’t have access to child care, yet too many Californians either do not live near a caregiver or cannot afford it. As President Trump and his Administration wage a war on American families and intensify our child care crisis, we must fight to ensure every family, regardless of zip code, has access to reliable, high-quality child care.”
    “At a time when families are struggling to find affordable child care so they can work and pay their bills, Republicans in Congress are making their priorities clear with 40,000 kids about to lose their child care to pay for another handout to billionaires. Taken together with the absolute gutting of HHS and the offices responsible for Head Start and child care, America’s child care crisis is on track to only grow worse,” said Senator Wyden. “It doesn’t have to be this way. Our bill invests in working families by making sure more families can get child care and new child care centers can be built to increase slots, while also guaranteeing a living wage for the essential workers who staff them. That is where priorities should lie.”
    “Parents shouldn’t have to choose between breaking the budget, cutting back their work hours, or settling for lower-quality care to make sure their kids have child care,” said Senator Warren. “I am grateful for Senator Wyden’s partnership and commitment to investing in child care so working parents have a fighting chance in our economy.”
    The price of child care continues to place a major financial burden on American families, with costs ranging from $5,357 to $17,171 per year depending on location and type of care. Additionally, the cost of center-based care for two children is more than the average mortgage in 45 states and more than the average annual rent in all 50 states plus D.C. The Building Child Care for a Better Future Act would address the child care crisis by providing new, permanent funding so states, tribes, and territories have the critical resources they need to develop a child care infrastructure that better serves all families.
    The legislation would expand guaranteed child care funding by increasing annual funding for the Child Care Entitlement to States (CCES) to $20 billion per year (a $16.45 billion increase per year). It also would appropriate $5 billion to the CCES annually to provide new grants to improve child care workforce, supply, quality, and access in areas of particular need, including rural communities. Specifically, the funding can be used for Child Care and Development Block Grant purposes, including:
    Increasing child care slots in child care facilities and family child care homes;
    Establishing or expanding the operation of community or neighborhood-based family child care networks;
    Providing funding for construction and renovation of child care facilities and family child care homes;
    Providing start-up funding, technical assistance, support for improving business practices, and support navigating real estate financing and development processes;
    Providing guidance to child care providers on negotiating with landlords or applying for land or home ownership;
    Recruiting child care providers and staff;
    Supporting professional development and training for the child care workforce, including through apprenticeships, partnerships with labor unions or labor-management partnerships, and partnerships with public and nonprofit institutions of higher education;
    Contracting with an intermediary with experience securing private sources of capital financing for child care facilities or other low-income community development projects to provide technical support; and
    Maintaining an effective and diverse early care workforce by increasing total compensation, providing wage supplements or bonuses, or offering wage and retention rewards and ensuring adequate wages for staff of child care providers, including sole proprietors and independent contractors, that, at a minimum:
    Provide a living wage for all staff of such child care providers and
    Are adjusted on an annual basis or cost of living increases.

    The $27,500 grant will support United Caring Services’ mission to help transition individuals out of homelessness and into permanent housing solutions.

    The Community Multiplier – Member Match program is FHLBank Indianapolis’ newest program offering, designed to support targeted affordable housing initiatives that fall outside of FHLBank Indianapolis’ other grant programs.  Community Multiplier offers grants between $25,000 and $125,000 for non-profit organizations headquartered in Indiana or Michigan who partner with an FHLBank Indianapolis member financial institution on targeted affordable housing initiatives. With a 10% matching funds commitment from the member financial institution, FHLBank Indianapolis is providing grants between $25,000 and $125,000. The program opened March 27, 2025 with a $5 million allocation and is available until October 1, 2025, or until funds are exhausted.
