  • MIL-OSI Asia-Pac: ECONOMIC DEVELOPMENT OF UNION TERRITORIES

    The Government has taken various steps for the economic development of Union Territories (UTs) through strategic interventions across various sectors including tourism, digital/telecom connectivity, road/air/sea connectivity, governance reforms, industry, employment, etc. This has led to sustainable economic growth, attracted investments and improved living standards.

    Tourism has been identified as a key sector due to its multiplier effect. The Government is actively promoting various kinds of traditional and experimental forms of tourism like eco-tourism, wildlife tourism, adventure tourism, spiritual and wellness tourism, heritage tourism, tourist circuits, astro-tourism, cruise tourism, Meetings, Incentives, Conferences and Exhibitions (MICE) tourism etc. For example, the first-ever dark sky reserve of the country has been set up in Hanle in the UT of Ladakh; the UT of Dadra and Nagar Haveli and Daman and Diu (DNH&DD) has developed world-class sea fronts and premier river fronts; eco-tourism resorts are being developed in the island UTs. All these initiatives have resulted in a boost to tourism and other allied economic activities in the UTs.

    Internet/broadband and mobile/digital connectivity in all the UTs, including the Island UTs, have been considerably enhanced. Connectivity has been revolutionised in the island UTs through the commissioning of the Chennai Andaman Nicobar Islands (CANI) Optical Fiber Cable Project at a cost of about ₹ 1,224 crore in A&NI and the Kochi Lakshadweep Islands Submarine Optical Fiber Cable Project (KLI Project), with a cost of about

    ₹1,072 crore in Lakshadweep. In the UT of A&NI, bandwidth utilization (including inter-island) has increased from 4.1 Gbps to 233 Gbps, internet speed has increased from 100 kbps to up to 300 Mbps, total mobile connections have increased to about 7.5 lakh and Fiber-to-the-Home (FTTH)

    services have increased to more than 37,365. 5G services were also launched in the UT. Similarly, with the commissioning of the KLI Project, bandwidth utilization (including inter-island) has increased to 149 Gbps, internet speed availability is up to 1 Gbps, total mobile connections have increased to about 87,000 and FTTH services have increased to 7,500. These projects have benefitted the public significantly through enhanced online access in the fields of education, tele-medicine, e-commerce, digital governance, tourism etc.

    The various initiatives of the Government have led to reduced cost of data, increased mobile and internet/broadband penetration, increase in internet teledensity, and higher internet/broadband speeds directly to home and offices across the UTs.

    The Government has also been focusing on development of air, road and sea connectivity in the UTs. Strategic infrastructure like roads, expressways, construction of new tunnels/bridges, development of ports, expansion of airports, development of helipads etc. has been created in the recent years. A new terminal building of Veer Savarkar International Airport at Sri Vijaya Puram has come up with a capacity to handle 50 lakh passengers per year; ‘Azad Hind Fauj Setu’ on Humphrey Strait has significantly improved the road connectivity in the island UT of A&NI. 

    Several infrastructure projects to boost road connectivity have also been completed/underway in other UTs, like the construction of the Z-Morh tunnel in Jammu & Kashmir and the construction of the Zojila tunnel in the UT of Ladakh.

    Several steps have been taken to bring in governance reforms in the UTs and to promote ease of doing business. To promote industry and business activities, steps have been taken to significantly reduce compliance burden. Single window clearance systems have been put in place to enable faster clearance of proposals. UTs have implemented suitable policies to promote businesses and entrepreneurship including industrial policy, land allotment policy, start-up policy, logistics policy, policies to promote handicrafts, micro, small and medium enterprises (MSMEs) through suitable incentivisation etc. Investment promotion schemes have been formulated which provide for capital and interest subsidy. The thrust sectors identified are tourism, manufacturing, production, IT and ITes, shipping, agriculture, fisheries etc.

    The Government is also focused on employment generation and skill development. The Prime Minister’s Employment Generation Programme, PM Vishwakarma, Pradhan Mantri Formalisation of Micro food processing Enterprises (PMFME) scheme, PM SVANidhi etc. are being effectively 

    implemented in the UTs with an aim to generate employment, and to provide financial and skill development support. UTs have also identified certain priority economic sectors for accelerated economic growth of UTs, based on their unique strengths and resources, such as developing a Blue Economy, transforming into regional knowledge/IT/medical hubs, promoting tourism etc.

    The Government’s policy of zero tolerance towards corruption and introduction of IT enabled initiatives have brought greater accountability, transparency and financial transformation resulting in a big push to businesses in the UTs and also promoting them as new drivers of economic prosperity (Aatmanirbhar Arthavyavastha) and Viksit Bharat.

    Initiatives under Aatmanirbhar Bharat have been taken to provide better services to consumers and improvement in operational and financial efficiency in electricity distribution in certain UTs.

    Further, a robust monitoring mechanism has been put in place to monitor the implementation of various flagship/development schemes and programmes of Government of India in the UTs.

    It is the endeavour of Government of India to make UTs role models of good governance and development. Moreover, it is envisioned to holistically 

    develop the island UTs as global hubs of tourism, raise the standard and quality of living of residents in UTs, create better infrastructure including social infrastructure, achieve saturation of health and educational indicators, enhance health infrastructure to ensure universal access to quality healthcare, promote green energy etc. This is a continuous process.

    The Government has taken various positive initiatives to promote renewable and green energy in Union Territories through various schemes i.e. National Solar Mission, PM-KUSUM, PM Surya Ghar Muft Bijli Yojana, the National Green Hydrogen Mission etc.

    Under the PM Surya Ghar Muft Bijli Yojana, the UTs are providing additional subsidy in addition to the central subsidy for installation of rooftop solar in residential and government buildings. Grid-connected Rooftop Solar Plants are being promoted and installed in the UTs. The UT of Jammu & Kashmir has installed a 100kW solar power project in Dal Lake. Further, Pilot Green Hydrogen Plant are also being set up in UT of Ladakh. In addition, initiatives for waste-to-energy have been undertaken for the promotion of clean and green energy.

    To promote green energy generation and consumption, the Government of India has notified the Electricity (Promoting Renewable Energy through Green Energy Open Access) Rules, 2022. In line with the 

    above, the UTs of Puducherry and Delhi have implemented Green Energy Open Access (GEOA). In the UT of Puducherry, Green Energy Tariff has been notified. The UTs have notified various policies, including renewable energy policy, solar policy, EV policy etc. Further, in some of the UTs, generation- based incentive is given to the consumers for generation of solar energy.

    These initiatives have resulted in reduced carbon emissions and reduced the electricity cost for the consumers.

  • MIL-OSI Asia-Pac: STATUS OF THE UMBRELLA SCHEME ON WOMEN’S SAFETY

    Ministry of Home Affairs is implementing six projects under Umbrella Scheme for “Safety of Women” in collaboration with States and Union Territories for ensuring timely intervention and investigation in cases of crime against women and enhanced efficiency in investigation and crime prevention in such matters. Details of the project are as under-

      • 112 Emergency Response Support System (ERSS)
      • Upgradation of Central Forensic Sciences Laboratories, including setting up of a National Forensic Data Centre
      • Strengthening of DNA Analysis, Cyber Forensic capacities in State Forensic Science Laboratories (FSLs)
      • Cyber Crime Prevention against Women and Children
      • Capacity building and training of investigators and prosecutors in handling sexual assault cases against women and children
      • Women Help Desk & Anti-human Trafficking Units

    The Ministry of Home Affairs is funding for the setup of Women Help Desks (WHDs) in police stations, to improve women’s access to police services. So far, 14,658 WHDs are operational across all States and UTs, out of which 13,743 WHDs are led by women officers. Additionally, 827 Anti- Human   Trafficking   Units   (AHTUs)   have   been   established   across   all States/UTs. The Cyber Crime Prevention against Women & Children project is implemented in all States and UTs. So far, Cyber Forensic Training Laboratories have been setup in 33 States/UTs and over 24,624 officials including police officers, judges and prosecutors have been trained. A portal for reporting cyber-crime against women and children is also active. Under the Nirbhaya fund, projects worth ₹245.29 crore have been approved for enhancing DNA and Cyber Forensic capabilities in State Forensic Labs across 30 States/UTs.    DNA   Analysis facility   has   been  established in Chandigarh. Six National Cyber Forensic Labs, along with a National Forensic   Data   Centre   has   been   approved.   34,626   officials   including Investigation Officers, Prosecution Officers and Medical Officers have been trained on DNA evidence management     and the use of Sexual Assault

    Evidence Collection Kits. Also, 18,020 Sexual Assault Evidence Collection Kits has been distributed to States/UTs.

    The Emergency Response Support System (ERSS) is operational across all 36 States/UTs. The upgraded ERSS (2.0) enhances emergency services with improved data centers, wider district coverage, higher call capacity, vehicle tracking, and disaster recovery. Disaster Recovery facilities are functional at C-DAC centers in Noida and Thiruvananthapuram. ERSS is now integrated with other emergency helplines such as Railway Helpline, Women Helpline, Child Helpline, and Disaster Response services.

Filling up of vacancies is done by the respective cadre controlling authorities in various Central Govt. Ministries, Departments and Organizations, and is a continuous process. Vacant posts in Central Government are being filled in a mission mode by the respective Ministries/Departments through Rozgar Melas. A total of 13Rozgar Melas have been held in West Bengal at various locations so far.

  • MIL-OSI Asia-Pac: Secretary, Department of Financial Services chairs meeting on revamping of Central KYC Records and KYC related issues

    Shri. M. Nagaraju, Secretary, Department of Financial Services (DFS) chaired a meeting today at Manthan, DFS to discuss the revamp of the Central KYC Records Registry (CKYCR) and key issues related to Know Your Customer (KYC) compliance with the objective of making life of citizen comfortable while availing Financial Services. The meeting included senior officials from concerned Ministries/Departments, financial sector regulators, financial institutions, and other stakeholders.

    In the meeting, Shri. Nagaraju emphasized the need for the modernization of the Central KYC Records Registry (CKYCR) and streamlining of KYC process. Key issues & challenges concerning individuals and regulated entities, measures so far taken by the Government and Financial Sector Regulators and proposed measures for further enhancing efficiency, reducing redundancy and improving security relating to KYC process across financial sectors were discussed at length.

    During the discussion, many suggestions were received from stakeholders which will be considered for further easing of the KYC process.

    Ministry of Environment, Forest & Climate Change (MoEFCC) have informed that they have no comments to provide in the matter as the issues pertaining to employees of forest establishment of State Governments are not dealt with by the MoEFCC.

    Further, as per the guidelines issued by the Ministry of Labour and Employment, Government of India, Contract Labour (Regulation and Abolition) Act, 1970 do not contain any provision for regularization of contract labourers or for granting them permanent status.

    To address the burden of mental disorders, the Ministry of Health & Family Welfare, Government of India is implementing the National Mental Health Programme (NMHP) in the country under which767 districts were sanctioned for District Mental Health Programme (DMHP) to provide facilities at the Community Health Centre (CHC) and Primary Health Centre (PHC) levels, inter-alia, include outpatient services, assessment, counselling/ psycho-social interventions, continuing care and support to persons with severe mental disorders, drugs, outreach services, ambulance services etc. One of the objectives of DMHP is to provide suicide prevention services, work place stress management, life skills training and counseling in schools and colleges. In addition to the above, the Government is also taking steps to strengthen mental

    healthcare services at primary healthcare level. Mental health services have been added in the package of services under Comprehensive Primary Health Care provided at these Ayushman Arogya Mandirs.

    Ministry of Health & Family Welfare, Government of India has also formulated the country’s first National Suicide Prevention Strategy.   • MIL-OSI Asia-Pac: RELEASE OF PROLONGED UNDER-TRIAL PRISONERS

    Section 479 (1) of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), which has come into force with effect from 1.7.2024, provides that if a person, during investigation, enquiry or trial of an offence under any law (not being an offence for which the punishment of death or life imprisonment has been specified as one of the punishments under that law), has undergone detention for a period extending up to one-half of the maximum period of imprisonment specified for that offence, he shall be released by the Court on bail. In case of a first-time offender, such a prisoner shall be released on bond by the Court, if he has undergone detention for a period extending up to one-third of the maximum period of imprisonment specified for such offence.

    On the occasion of Constitution Day i.e., 26th November, last year, the Ministry of Home Affairs had launched a “Special Campaign”, under which the States and Union Territories (UTs) were requested to identify eligible undertrial prisoners under the provisions of Section 479 of BNSS and move their applications to the concerned Courts for their release on bail/bond. In terms of the data reported by the States and UTs in this regard, State/UT- wise number of eligible prisoners identified and who were granted bail by the Court under the provisions of Section 479 of BNSS upto 26.11.2024 are given in Annexure.

    ‘Prisons’/‘persons detained therein’ is a “State List” subject under Entry 4 of List II of the Seventh Schedule to the Constitution of India. Therefore, the administration and management of prisoners is primarily the responsibility of respective State Governments/Union Territories, who have the responsibility to take appropriate action in this regard.

    The Ministry of Home Affairs has issued an advisory to the States and Union Territories on 1.1.2025 informing them that release of eligible undertrial prisoners on the occasion of Constitution Day was not a one-time exercise and the States/UTs need to take full advantage of the provisions of Section 479 of BNSS and provide the benefit of the same to all eligible undertrial prisoners on a continuous basis, as this can go a long way in mitigating the situation of long detention faced by undertrial prisoners and will also address the issue of overcrowding in prisons.

    Pension Adalats are conducted by Government to redress long standing grievances pertaining to Central Government Pensioners. As the Pension Adalats are for Central Government Pensioners, Ministry wise/ Department wise data sets are maintained and State-wise data is not collated. The details of the Pension Adalats conducted over the last 05 years along with the cases taken up and resolved pertaining to almost all the Ministries and Departments including major Ministries like Ministry of Defence, Railways, Telecommunications, Finance, Home Affairs and O/o CAG are provided below:

    The Government intends to organize additional Pension Adalats to redress long- standing pension-related grievances in the future.

    The objective of the Pension Adalat is to provide on-the-spot resolution of unresolved and chronic grievances in CPENGRAMS. After giving advance notice to all the stakeholders, involving the Head of Office (HOO), Pay and Account Office (PAO), Central Pension Accounting Office (CPAO), Pension Disbursing Bank etc. and representative of the Pensioner are called on a common platform for resolution of the grievances across the table.

    Most of the cases taken up in Pension Adalats are resolved on the spot. Due follow-up with the respective Ministry/Department is carried out and Action Taken Reports are sought for the cases that are resolved. The unresolved cases are revisited and their status is considered before holding the next Pension Adalat.

    ECTA Boosts Trade: Gains Recorded in Textiles, Pharma, Chemicals, and Agriculture Sectors

    The India-Australia Economic Cooperation and Trade Agreement (Ind-Aus ECTA) marks its third anniversary of signing today, a landmark achievement that has enhanced the economic partnership between India and Australia. Since the agreement’s signing on 2nd April 2022, it has created pathways for robust trade, offering new avenues for businesses, entrepreneurs, and employment across both nations.

    With the signing of the ECTA, India and Australia have fostered new economic opportunities, underlining the complementary strengths of both economies. Following the signing and implementation of the agreement, total bilateral trade reached USD 24 billion in 2023-24, marking an impressive 14% growth in India’s exports to Australia as compared to 2022-23. This positive momentum continues in the current fiscal year, with India’s exports to Australia having increased by 4.4% during April 2024-February 2025 as compared to the same period in April 2023-February 2024.

    The ECTA has brought tangible benefits across several sectors, notably textiles, pharmaceuticals, chemicals, and agriculture. Exports on new lines, such as Calcined Petroleum Coke, High-Capacity Diesel Generating Sets, and Air Liquefaction Machinery, demonstrate the expanding trade opportunities facilitated by the agreement. Sectors like electronics and engineering hold significant potential for future exports, offering promising prospects for further growth and innovation.

    Imports of key raw materials, such as metalliferous ores, cotton, wood and wood products have supported the growth of Indian industries, solidifying the mutually beneficial and complementary nature of the partnership.

    The India-Australia partnership is poised for even greater growth. As the ECTA celebrates its third anniversary, India and Australia reaffirm their commitment to deepening their economic ties, driving mutual prosperity, and contributing to a stronger and more resilient global economy.

    The Union Minister of State for Tribal Affairs Shri Durga Das Uikey informed in Rajya Sabha today that as per Census 2011 the literacy rate among tribals states of Jharkhand is below:

    The specific measures taken by the government to increase literacy and education among STs and thereby diminishing gaps are covered by the following schemes/abhiyans especially for the state of Jharkhand is given below. As per information given by Jharkhand State Government, the seats in 81 Scheduled Tribe Residential School have been increased from 12520 to 31420 to increase enrollment of Scheduled Tribe vide resolution no.2429 dated 04.09.2024.

    Further the Students are being provided scholarship and cycle by the government. As per department resolution 697 date 14.03.2024 20 Ashram residential School are being operated/run by non-governmental organizations. The distribution of Post Matric Scholarship for Scheduled Tribe is being done by E-Kalyan portal. For the academic year 2023-24 13976 beneficiaries were covered and Rs.23490.470 lakhs were given.

    Other major steps taken by Ministry of Tribal Affairs is given below: –

    EMRS: – The Central Sector Scheme of Eklavya Model Residential School (EMRS) was revamped in the year 2018-19 to provide quality education at par with Navodaya Vidyalaya to the tribal children in their own environment. Under the new scheme, Government decided to establish 440 EMRSs, one EMRS in every block having more than 50% ST population and at least 20,000 tribal persons (as per census 2011). 90 EMRS has been sanctioned in Jharkhand of which 51 are functional.

    PM JANMAN: -Under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) launched on 15th November 2023 targeted at the socio-economic development of 75 PVTG communities residing in 18 states and one UT. One of the interventions is construction of 500 hostels under Samagra Shiksha which is being implemented by the Ministry of Education. As of now schemes 10 hostels have been sanctioned in Jharkhand and funds allotted are Rs.27.5cr.

    DAJGUA: – Dharti Aaba Janjatiya Gram Utkarsh Abhiyan was launched on 2nd October, 2024. The Abhiyan comprises of 25 interventions implemented by 17-line Ministries and aims to saturate infrastructural gaps in 63,843 villages, improve access to health, education, Anganwadi facilities and providing livelihood opportunities benefiting more than 5 crore tribals in 549 districts and 2,911 blocks in 30 States/UTs in 5 years. Each Ministry has been allocated budget and targets under Abhiyan and responsible for implementing the intervention assigned to it. The Abhiyan aims at Saturation through convergence and outreach.

    Under Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, one of the interventions is construction of 1000 hostels under Samagra Shiksha which is being implemented by Ministry of Education. Further, upgradation & improving infrastructure of Ashram Schools, Hostels, Govt./State Tribal Residential schools is also covered under the Abhiyan which is to be considered by Ministry of Tribal Affairs based on the proposals from State Governments.

    Development Action Plan for the Scheduled Tribes (DAPST) Serves as a comprehensive financial framework to ensure the allocation and utilization of funds across various ministries for the development and welfare of Scheduled Tribes (STs). It encompasses a wide range of schemes and interventions targeting the overall socio-economic development of STs.

    The Budgetary Allocation Significantly increased from ₹21525.36 crore (actual) in 2013-14 annually to ₹1,27,434.20 crore in the year 2025-26, involving 41 Ministries, including the Ministry of Tribal Affairs. 41 Ministries including Mota are mandated to set aside specific percentage schemes budget annually under DAPST for e g. MoRD is to side 17.5% of its budget of schemes for STs.

    Department of School Education and Literacy have taken a range of initiatives to ensure that all children are enrolled in schools and complete their school education. Some of the key initiatives like Samagra Shiksha Scheme which reaches out to girls, and children belonging to SC, ST, Minority communities and transgender. It focuses as on special focus Districts on the basis of adverse performance.

    Special residential school have also been run for girls from class vi to xii. This is for all states including Jharkhand and Tribals girls are also beneficiaries. Presently a total of 183440 ST girls are beneficiaries at all India level. National Means-cum-Merit Scholarship Scheme (NMMSS), Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) and ULLAS: Understanding of Lifelong Learning for All in Society/NILP primally aimed at literacy is also being done which is benefiting tribals.

    Government has established the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), a 24×7 online platform that enables citizens to lodge grievances related to service delivery by public authorities. Since 2019, more than 1.15 crore grievances have been redressed, with around 103,183 Grievance Officers mapped on the CPGRAMS portal. Government has adopted the 10 Step reforms of CPGRAMS to make grievance redressal timely, meaningful and accessible to Citizen through which the timelines of redressal have come down from 28 days in 2019 to 13 days in 2024 for Central Government. Grievances related to policy issues raised by citizen might take larger time to resolve. In such cases, Government has issued detailed guidelines for use of CPGRAMS, the latest being on August 23, 2024, where it has prescribed a 21-day timeframe for grievance redressal, with mandatory interim replies if resolution within the stipulated time is not possible. As on 28.02.2025, there exists a pendency of 59,946 PG cases in Ministries/Departments of Government of India, out of which 63.86 % of grievances are pending for less than 21 days.

  • MIL-OSI Asia-Pac: Modalities for deciding the claims for inclusion in, exclusion from and other modifications in Orders specifying Scheduled Castes and Scheduled Tribes lists

    The Union Minister of State for Tribal Affairs Shri Durga Das Uikey informed in Rajya Sabha today that the Government of India on 15.6.1999 (further amended on 25.6.2002 and 14.9.2022) has laid down the modalities for deciding the claims for inclusion in, exclusion from and other modifications in Orders specifying Scheduled Castes and Scheduled Tribes lists.

     As per the modalities, only those proposals which have been recommended and justified by the concerned State Government / UT Administration and concurred with by Registrar General of India (RGI) and National Commission for Scheduled Tribes (NCST) are to be considered and legislation amended. All action on the proposals is taken as per these approved modalities. The recommendation of the concerned State Government is pre-requisite to process the case further.

    The proposals for inclusion in the list of Scheduled Tribes of a State or Union Territory follow certain processes as per the modalities. This is a continuous process. Proposals received from the State Government should be accompanied by an ethnographic report. The proposals are examined by the Office of the RGI and then by the NCST. In case the proposal is not recommended by the RGI, the State Governments are communicated the points raised by the RGI, so that additional information, if any, may be furnished by the State Government. Many such proposals may therefore remain under examination at different levels.

  • MIL-OSI Asia-Pac: Parliament Question: DISPOSAL RATE OF GRIEVANCE REDRESSAL MECHANISM

    Total number of grievances received and redressed on CPGRAMS portal www.pgportal.gov.in, in last five years are attached at Annex 1. The details of the state wise grievances received on PG Portal during this period is attached at Annex II. A total of 1,15,52,503 grievances were redressed from 2020-2024 and an annual all-time high of 26,45,869 grievances have been redressed on CPGRAMS portal from January-December, 2024. The Government has adopted the 10 Step reforms of CPGRAMS to make grievance redressal timely, meaningful and accessible and mapped 103,183 Grievance Officers on the CPGRAMS portal. This helped bring down the pendency in Govt. of India to 59,946 Public Grievances as on 28.02.2025. The average timelines of redressal have come down from 28 days in 2019 to 15 days in February, 2025.Government issued Comprehensive Guidelines for Effective Redressal of Public Grievances on 23rdAugust 2024. These guidelines envisage integration of various public grievance platforms, creation of dedicated grievance cells in Ministries/Departments, appointment of experienced and competent nodal officers, emphasis on root cause analysis of grievances and action on feedback, strengthening escalation processes by appointing appellate authorities, grievance closure guidelines with further reduction in upper limit of resolution time from 30 days to 21 days. Redressal of Public Grievances is also one of the thrust areas of the Special campaign conducted by the Government on institutionalizing swacchata and reducing pendency in Government offices from 2 Oct -31 Oct. About 5.55 lakhs public grievances and appeals have been disposed of during the Special Campaign2024.

    Occurrence and filling up of vacant posts in various Ministries/ Departments is a continuous process. The details of vacancies are maintained by the respective Ministries/Departments/State Governments. Ministries/Departments of the Central Government have been directed, from time to time, to fill up the vacant posts in a time bound manner. Vacant posts of Central Government have been filled up in mission mode, in Rozgar Melas launched by the Prime Minister on 22nd October, 2022.

    Union Minister of State Dr. L. Murugan Invites Chile to WAVES 2025

    The Hon’ble Minister facilitated various discussions, especially regarding the upcoming World Audio Visual & Entertainment Summit (WAVES), slated to take place from 1st to 4th May, 2025. The Hon’ble Minister extended an invitation for the event and presented H.E. Mrs. Carolina Arredondo with a painting depicting Indian sculptures.

    The meeting was also attended by members of the Chilean delegation, including Mr. Martín Gormaz, Third Secretary at the Embassy of Chile, along with Mr. Lakshmi Chandra, Under Secretary, Ministry of External Affairs, and Dr. Ajay Nagabhushan M.N., Joint Secretary (Films), Ministry of Information and Broadcasting.

    Expanding India-Chile Cooperation

    The President of the Republic of Chile, H.E. Mr. Gabriel Boric Font is on a State visit to India from 1st to 5th April, 2025, commemorating the completion of 76 years of diplomatic relations between the two countries. Apart from New Delhi, President Boric is set to visit Agra, Mumbai, and Bengaluru. This is the first visit of President Boric to India.

    Hon’ble Prime Minister Shri Narendra Modi and President of the Republic of Chile, H.E. Mr. Gabriel Boric Font, during their discussions, agreed to initiate talks for a Comprehensive Economic Partnership Agreement, aiming to expand economic linkages between the two nations. They identified and discussed critical sectors such as minerals, energy, defence, space, and agriculture as areas with immense potential for collaboration.

    Healthcare emerged as a promising avenue for closer ties, with the rising popularity of Yoga and Ayurveda in Chile serving as a testament to the cultural exchange between the two countries. The leaders also underscored the importance of deepening cultural and educational connections through student exchange programs and other initiatives.

    BHARATPOL Portal has been launched by Shri Amit Shah, Hon’ble Union Home Minister of India on 07.01.2025 and it has already started receiving requests for publication of INTERPOL Notices and requests for assistance in criminal matters through Interpol References from state/ central law enforcement agencies. All INTERPOL Liaison Officers (ILOs) of all state/ central law enforcement agencies are connected with CBI and all Unit Officers (UOs) of state/ central law enforcement agencies are connected with respective ILOs through connect module of BHARATPOL Portal. Login credentials of ILOs are being created by CBI.

    Requests for assistance received from other member countries through INTERPOL Channels are being sent through Broadcast module to respective law enforcement agencies. BHARATPOL Portal has streamlined requests for publication of INTERPOL Notices and requests for assistance in criminal matters as such requests are being received on standardized format through INTERPOL Notices module and INTERPOL References module of the BHARATPOL Portal. Also, relevant documents of INTERPOL and capacity building resources have been uploaded on Resources module of BHARATPOL Portal which can be accessed by all ILOs/UOs (INTERPOL Liaison Officers/Unit Officers) of Law Enforcement Agencies.

    District and local level law enforcement agencies are integrated through connect module of BHARATPOL Portal and they can send requests for publication of INTERPOL Notices and requests for assistance in criminal matters through their ILOs (INTERPOL Liaison officer).

    The IPCU (INTERPOL Police Cooperation Unit) CBI has been imparting trainings to all ILOs/ UOs (INTERPOL Liaison Officers / Unit Officers) regarding BHARATPOL. Training was given to ILOs at CBI HQ on the day of launch of BHARATPOL on 07.01.2025. Thereafter, individualized trainings have been given in online mode to Andhra Pradesh Police, Delhi Police, Tripura Police, Telangana Police, Punjab Police, Assam Police. Further, CBI Academy also organized an online training program for all the Law Enforcement Agencies on 03.03.2025 on role of INTERPOL and International Cooperation and “BHARATPOL”.

    This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Rajya Sabha.

  • MIL-OSI Asia-Pac: LAUNCHING OF FIFTH 25T BOLLARD PULL TUG OJAS (YARD 339)

    Launching of fifth 25T Bollard Pull (BP) Tug Ojas was held on 31 Mar 25 at M/s TRSL, Kolkata in presence of Cmde Sanjay Kumar, President SSB, Kolkata as the Chief Guest.

    These Tugs are a part of the contract for construction of six (06) 25T BP Tugs concluded with M/s Titagarh Rail Systems Limited (TRSL), Kolkata on 12 Nov 21. The Tugs have been indigenously designed and built in accordance with relevant Naval Rules and Regulation of Indian Register of Shipping (IRS). The Shipyard had successfully delivered four of these Tugs which are utilised by Indian Navy to provide assistance to Naval ships and submarines during berthing, un-berthing and manoeuvring in confined waters. The Tugs will also provide afloat firefighting support to ships alongside or at anchorage and will also have the capability to conduct limited Search and Rescue Operations.

    These Tugs are proud flag bearers of Make in India and Aatmanirbhar Bharat initiatives of Government of India.

    1. Appointment on compassionate ground: – 5% vacancies are reserved in Group-C for appointment for the Next of Kins (NoKs)/ dependents of the deceased CAPFs & AR personnel.

     

    1. Prime Minister’s Scholarship Scheme (PMSS): Launched to encourage

     

    higher technical and professional education among the wards and widows of CAPF and Assam Rifles personnel, the scheme offers 2,000 scholarships annually (1,000 for boys and 1,000 for girls). The scholarship amounts are

    ₹3,000 per month for girls and ₹2,500 per month for boys, disbursed annually as ₹36,000 and ₹30,000, respectively.

     

    1. Quota for wards of CAPF:- 26 seats in MBBS & 03 seats in BDS have been reserved for the wards of serving/deceased CAPFs & AR personnel.

    The Government of India has taken several welfare initiatives for the personnel of the Central Armed Police Forces (CAPFs) and their families. These initiatives encompass financial assistance, educational support, housing, and rehabilitation services.

    • Ayushman CAPF: It is an initiative launched by the Government of India under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) specifically for personnel of the Central Armed Police Forces (CAPFs) and their families. It provides cashless and paperless medical treatment at empanelled private and government hospitals across India
    • Ex-Gratia Payments: In the unfortunate event of death due to accidents during duty, CAPF personnel’s next of kin receives ₹25 lakh. For deaths resulting from acts of violence by terrorists or during enemy action, the compensation is ₹35 lakh.
    • Accidental death insurance coverage under CAPF salary package scheme: This policy offers financial support to the families of personnel who lose their lives in the line of duty.

    • CAPF e-Awas Portal: A dedicated online platform facilitates the registration and allotment of residential quarters to CAPF personnel. The portal also provides services such as retention and regularization of accommodations.
    • Welfare and Rehabilitation Board (WARB): Established to oversee the welfare and rehabilitation of retired CAPF personnel and their families, including the next of kin of deceased or disabled personnel, WARB operates through State and District Welfare Officers across the country.
    • “CAPF Punarvaas” scheme: – A “CAPF Punarvaas” scheme was launched by linking Private Security Agencies (Regulation) Act (PSARA) website with WARB website where the data of retired and willing Ex- CAPF/AR personnel is made available to Private Security Agencies on PSARA website for re-employment in Private Security Agencies.
    • Medical Facilities: Retired personnel and their spouses receive medical facilities from CGHS/CPMF Hospitals or a medical allowance of ₹1000 per month.
    • Risk and Hardship Allowances: Enhancements have been made to the existing risk and hardship allowances for CAPF personnel deployed in Jammu and Kashmir and Left-Wing Extremism affected districts.
    • Kendriya Police Kalyan Bhandar (KPKB): Formerly known as the Central Police Canteen, KPKB provides quality products to CAPF personnel at discounted rates through direct negotiations with suppliers.

    VANCOUVER, B.C, April 02, 2025 (GLOBE NEWSWIRE) — BGX – Black Gold Exploration Corp. (the “Company” or “BGX) (CSE: BGX) (FRE: P30) is pleased to announce that drilling at the Fritz 2-30 oil and gas well (the “Well”) in Clay County, Indiana, has been completed (the “Drill Program”). BGX holds a 10% working interest in the Well and an option to participate in any offset developmental wells drilled within a 210-acre area of mutual interest surrounding the Well (the “AMI”) from LGX Energy Corp (“LGX”).

    MULTIPLE PAY ZONES DISCOVERED

    The Drill Program set out to test potential pay zones based on geological features identified by 3D seismic analysis. There were multiple zones with suspected high porosity and LGX has now confirmed multiple pay zones in the Carper Sand and Devonian formations. All these horizons are above 1,900 feet of total depth.

    These results confirm the accuracy of our analysis of the 3D seismic and other data we have compiled. We are very happy with the results of this drill program and believe there continues to be even more untapped value in this oil field,” commented Howard Crosby, CEO of LGX.

    POTENTIAL FOR SEVERAL OFFSET WELLS

    Through the Drill Program, it was also determined that based on these initial results, there is the potential for several more offset wells based on this discovery well. This would include additional Carper Sand wells and multiple Devonian well locations.

    PATH TO PRODUCTION AND CONTINUED GROWTH

    The Drill Program showed that the Well can be completed and turned into a producing well within the next 30 to 60 days. The Company is now working with LGX to complete the Well and commence extraction. Within the coming weeks, the operator for LGX will perform a swab test and flow test to assess the Well’s productivity and reservoir characteristics. Based on the results of these tests, the Company expects to be able to estimate production from the Well and further details regarding plans for offset wells.

Building on its induction into the Lufthansa Group earlier this year, this decision paves the way for its much anticipated entry into the world’s largest airline alliance. The onboarding process will now move at full throttle.

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former chair of the Senate Committee on Health, Education, Labor, and Pensions (HELP), responded to the Trump administration’s mass firings across the Department of Health and Human Services (HHS) and its many subagencies, which are responsible for protecting Americans’ health and delivering essential health and social services. 
    “Today, two billionaires are making good on their vow to take a wrecking ball to the Department of Health and Human Services and put Americans’ health and wellbeing at serious risk–and Republicans are letting them,” said Senator Murray. “These firings make a lot of sense if you believe measles spreading like wildfire is good–or think we should be slashing cancer research. While Republicans work to pass more tax breaks for billionaires, Trump, Musk, and RFK Jr. are ripping essential health services away from the American people and decimating our country’s ability to prevent outbreaks and keep families safe. There’s no two ways about it: this is the type of carelessness that gets people killed.”
    Late last week, Secretary Robert F. Kennedy Jr. announced plans to unilaterally push out 20,000 HHS employees (a ~25% reduction) and to dramatically reorganize and hollow out the Department–in clear violation of annual spending laws, including the one that Congress passed and was signed into law just weeks ago. 
    On Monday, Senator Murray led a letter to Secretary Kennedy demanding more information about the sweeping, devastating plans–noting that if this administration is truly committed to transparency, as it claims to be, and is confident its drastic plans will protect Americans’ health, it should be eager to share basic information about them. Thus far, however, the administration has provided no additional details to Congress or the public about its mass firings and reorganization.
    This morning, thousands of health officials woke up to emails notifying them that they were being fired. In addition to the mass firings, HHS says it will eliminate 5 of 10 regional offices, trim 28 divisions into 15, and consolidate and move essential functions to other agencies.
    Since taking office, Trump, Musk, and RFK Jr. have taken a sweeping array of actions to halt HHS’ essential, lifesaving work and diminish its capacity to keep families healthy. It has systematically choked off lifesaving medical research, and just last week, Trump ripped away resources communities nationwide are using to address bird flu, measles, the fentanyl epidemic, the mental health crisis, and more. 
    FOOD AND DRUG ADMINISTRATION (FDA)
    The FDA protects Americans’ health by ensuring the safety and effectiveness of medicines, biologics, and medical devices–and regulating food, cosmetics, and tobacco products. 
    The Trump administration announced last week it will cut 3,500 employees at the FDA. It has now pushed out senior leaders across the agency focused on food, drug, and medical device policy, as well as the head of the Center for Tobacco Products and the head of the Center for Biologics Evaluation and Research. Among the thousands of FDA staff fired by the Trump administration are experts who manage the review of new applications for drugs, vaccines, and medical devices–which will delay approval of new, potentially life-changing products that patients are counting on. Others reportedly pushed out include veterinary medicine experts working on bird flu preparedness and response, the top Type 1 Diabetes expert, and regulatory staff focused on negotiations on User Fee Agreements that fund some of FDA’s work–among many others. 
    “Americans depend on the FDA every time they sit down for a meal or pick up a prescription–but that’s no matter: Trump and Musk are hollowing out the agency and putting their health at risk. Let’s be crystal clear: there’s nothing strategic about firing thousands of people who inspect our food and ensure our prescriptions and babies’ formula are safe. While they work overtime to pass more tax breaks for themselves, Trump, Musk, and RFK Jr. are insisting on senseless cuts to all but destroy FDA, jeopardizing Americans’ safety and leaving patients waiting longer for lifesaving drugs to get to market,” said Senator Murray.
    CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC)
    CDC is charged with protecting the American people from health threats, including infectious diseases like measles and bird flu.
    The Trump administration announced plans to force out 2,400 employees at CDC. 
    Today, scores of CDC staff woke up to emails notifying them they are being fired. This includes mass reductions in force across most CDC centers, which will prevent the critical work CDC is responsible for from being carried out. Staff were fired en mass across CDC offices for domestic violence prevention, Smoking and Health, HIV prevention, Tuberculosis elimination, disability and health, childhood lead poisoning, asthma control, among many others. Trump has even reportedly fired the entire team focused on assistive reproductive technology like IVF–despite his wild claims to be the “fertilization president.”
    The Trump administration has also reportedly fired nearly two-thirds of the CDC National Institute for Occupational Safety and Health (NIOSH) staff, or nearly 900 people. The Trump administration is now, for example, apparently working to shutter the CDC NIOSH Spokane Research Laboratory in Washington state, firing dozens of workers today who study how to protect workers’ health and safety on the job, particularly those in fields like mining, the maritime industry, and firefighting, where workers face elevated risks.
    “Decimating the CDC is a great way to make our communities less safe and less prepared to respond quickly and effectively when diseases–like measles and bird flu–put lives and livelihoods in danger. When the next pandemic hits and America is unprepared, it will be thanks to Donald Trump and Republicans destroying our public health infrastructure. Decimating the agency that helps prevent workplace injuries and illnesses is a slap in the face to workers across America–and will threaten the safety of firefighters, miners, construction and agricultural workers, and so many others while on the job,” said Senator Murray.
    NATIONAL INSTITUTES OF HEALTH (NIH)
    NIH is the nation’s premier biomedical research agency. Each year, NIH supports biomedical research that produces life-changing and, in many cases, lifesaving treatments and cures.
    The Trump administration has already pushed out top experts, scientists, and senior leadership, well over 1,100 NIH employees, and systematically choked off billions of dollars in NIH funding for new treatments and cures for devastating diseases like Alzheimer’s and cancer.
    Now, it is firing even more NIH scientists and staff–including veterans and more than 1,300 additional employees as of this afternoon–decimating the agency. President Trump and RFK Jr. are pushing out senior NIH leadership, including Institute and Center Directors at the Fogarty International Center (FIC), the National Institute of Allergy and Infectious Diseases (NIAID), the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), the National Human Genome Research Institute (NHGRI), the National Institute of Nursing Research (NINR), and the National Institute on Minority Health and Health Disparities (NIMHD).  
    “Since taking office, Trump has systematically worked to break the NIH–he’s taking patients’ hopes for new treatments and cures and throwing them right in the shredder. These sweeping firings at NIH will set back our efforts to discover medical breakthroughs that save lives by decades. And they won’t just delay research, they will halt clinical trials in their tracks and cut patients off from care,” said Senator Murray.
    CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS)
    CMS helps ensure over 100 million Americans have access to affordable, high-quality health insurance by overseeing Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), and Affordable Care Act marketplaces. 
    The agency has long been understaffed and under-resourced, including for essential functions like nursing home safety inspections and protecting Americans from surprise medical bills. Nonetheless, Trump and Musk are pushing even more people out–and jeopardizing Americans’ health care in doing so. Trump announced that 300 employees at CMS will be cut. 
    “The American people are looking to their leaders to make sure they can get quality, affordable health care–instead, two billionaires are gutting the very agency that helps over 100 million Americans get health care. Undercutting CMS is an attack on Americans’ health care–full stop. Firing the people who keep our systems running, who ensure long-term care facilities are safe, and prevent health care companies from ripping people off makes no sense and will hurt patients nationwide,” said Senator Murray.
    INDIAN HEALTH SERVICE (IHS)
    IHS is responsible for providing direct medical and public health services to members of federally recognized Tribes, and it is the principal federal health care provider and health advocate for Tribal communities across the country. 
    IHS is already struggling to provide quality health care to 2.8 million Americans who rely on its services, and the actions being taken by the Trump administration to freeze federal hiring, reduce office space, and reduce the HHS workforce that IHS relies on are making matters worse. Chronic understaffing continues to plague the IHS, and despite some hiring exemptions for doctors and nurses, quality health care can’t be delivered without sufficient administrative personnel at HHS and at IHS hospitals and health clinics. 
    Adding to the IHS’ staffing struggles, the Trump administration is arbitrarily canceling leases that house IHS administrative offices across all service areas and its medical supply warehouse, which stockpiles and distributes critical medical supplies to all IHS hospitals and health clinics. IHS needs more resources and staffing to fulfill its mission, not less. 
    “Trump and Musk are leaving the Indian Health Service and our Tribes in the dust–freezing hiring at an already-strapped agency, canceling leases it counts on, and now, gutting essential HHS functions that enable IHS to serve patients. They are breaking government with no idea of what they are doing and no regard for who gets hurt–all while they enrich themselves,” said Senator Murray.
    SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (SAMHSA)
    SAMHSA is charged with improving services and support available to people across the country for substance use disorder and mental health. The agency plays a leading role in tackling the fentanyl and opioid crisis, and it oversees the 988 Suicide and Crisis Lifeline. 
    The Trump administration has announced plans to eliminate SAMHSA and collapse it into a new “Administration for a Healthy America.” But it has not provided any additional details on its illegal reorganization or how it will ensure SAMHSA’s statutorily-mandated, lifesaving functions would be carried out. Today, the Trump administration made more deep cuts to SAMHSA’s staff, which will result in the agency’s staffing levels being reduced by fifty percent since January–weakening the ability of communities to respond to the mental health and substance use crises. 
    “Just as we are finally starting to make progress getting opioid overdose deaths to trend down nationally, Trump and Musk have decided to scrap the agency responsible for our national response to the epidemic. These billionaires believe our country can afford to pay for more tax breaks for them but cannot afford to keep up the fight against the opioid epidemic. These chaotic, senseless moves will undermine federal support for all the work our communities on the frontlines are doing to tackle the opioid and mental health crises–and save lives,” said Senator Murray.
    ADMINISTRATION FOR CHILDREN AND FAMILIES (ACF)
    ACF is responsible for administering a variety of programs to help children and families thrive–including the primary federal child care grant program, Head Start, family violence prevention programs, and Low Income Energy Assistance Program (LIHEAP), among many others. 
    Today, the Trump administration made deep cuts to the staff responsible for carrying out these programs, threatening the services and essential oversight families count on. The administration also shuttered half of the regional offices for the Office of Head Start, which are charged with ensuring Head Start services delivered to families are high-quality, without any explanation of how it will fulfill its mission and continue serving children and families without these offices or staff. Trump also gutted the Office of Community Services, which administers the LIHEAP program to help low-income individuals and families afford to heat and cool their homes and administers the Community Services Block Grant program, which helps communities nationwide fight poverty.
    “While the child care crisis crunches families’ budgets, Trump and Musk are focused on firing the very people who help make sure there are safe, affordable child care options available to families in every part of the country,” said Senator Murray. “Decimating this agency may well mean child care and Head Start centers don’t get the funding they need to keep their doors open, and shuttering regional offices will threaten families’ access to quality and reliable Head Start services. These firings will certainly risk kids’ safety–because that’s what happens when you get rid of the people who monitor centers’ care.     ADMINISTRATION FOR COMMUNITY LIVING (ACL)
    ACL provides unique and critical support to help ensure seniors and Americans with disabilities can live independently and with the same opportunities as others in their communities. ACL programs improve access to health care and long-term care supports, fund essential services like congregate and home-delivered meals and respite care, and invest in essential research and innovation to better support seniors and Americans with disabilities.
    The Trump administration announced plans to eliminate ACL in clear violation of annual appropriations law that explicitly funds ACL–and has provided no additional details on how its essential, statutorily-mandated functions will continue without interruptions that seriously hurt seniors and people with disabilities.
    Today, Trump gutted ACL, firing scores of staff and leaving the administration of these critical programs in jeopardy.

    ADMINISTRATION FOR STRATEGIC PREPAREDNESS AND RESPONSE (ASPR)
    ASPR leads our country’s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies–coordinating planning and response for when fires erupt, pathogens like COVID or bird flu emerge, and so much more.
    The Trump administration has announced that ASPR will be consolidated into CDC, and today laid off a number of staff, including staff for the Strategic National Stockpile.
    “As bird flu rages and measles spreads across the country in an outbreak with little recent precedent, apparently Donald Trump thinks it’s a good idea to destroy the very agency tasked with leading our public health preparedness efforts. Firing this staff puts our economy and our families in serious danger,” said Senator Murray.
    HEALTH RESOURCES AND SERVICES ADMINISTRATION (HRSA)
    HRSA is charged with improving access to care for vulnerable and underserved populations. The agency runs critical programs to bolster the nation’s health workforce, improve maternal and child health, support high-quality care in community health centers and Ryan White HIV/AIDS clinics, address rural health needs, modernize the nation’s organ transplant system, and more.
    The Trump administration has announced it plans to eliminate HRSA and collapse it into a new “Administration for a Healthy America” but has not provided any additional details on how this reorganization might work and how it will ensure HRSA’s statutorily-mandated functions will be carried out.
    Today, the Trump administration reportedly fired hundreds of staff who provide support to the nation’s 1,400 community health centers, which operate more than 15,000 sites serving millions of patients across the U.S. regardless of their ability to pay. Others fired include those working on HRSA’s maternal and child health programs, who oversee states’ block grants and operate the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program to support mothers, children, and families. Staff were also fired from HRSA’s health workforce programs, where they work to engage with communities nationwide to address shortages of doctors and nurses, and provide scholarships and loan repayment for those working in high-need communities.
    “It defies logic to get rid of the people who help strengthen our nation’s health workforce, support our nation’s health centers, and work to ensure children grow up healthy. These reckless firings and thoughtless reorganization will set back efforts to improve maternal care, help Americans in rural areas get basic health services, and so much more,” said Senator Murray.

    Using Nokia’s converged Packet Core solution for 5G standalone (SA) readiness, Airtel will continue its evolution toward advanced 5G and simplify its network architecture to meet the ever growing need of data while reducing network operational costs. This will help Airtel optimise its hardware footprint and reduce its cost per bit by utilising appliance-based Packet Core gateways, while maintaining the rest of the network elements in a cloud-native architecture.

  • MIL-OSI Security: Arizona Man Sentenced to 20 Years for Methamphetamine Trafficking in Southwest Missouri

    Springfield, Mo. – A Phoenix, Ariz. man was sentenced in federal court today for his role in a conspiracy to distribute large quantities of methamphetamine in southwest Missouri.

    Joseph A. Gilbert, 42, was sentenced by U.S. District Judge M. Douglas Harpool to 240 months in federal prison without parole. The Court also ordered Gilbert to forfeit to the government $616,756 which represents the proceeds of Gilbert’s drug trafficking.

    On Nov. 19, 2024, Gilbert pleaded guilty to one count of conspiracy to distribute methamphetamine.

    Gilbert admitted that he participated in a conspiracy to distribute methamphetamine in Barry, Stone, Polk, Lawrence, Green, Jasper, and Newton Counties from Nov. 1, 2020, to April 28, 2022. According to court documents, Gilbert served as a source of methamphetamine supply for the drug trafficking organization. During the conspiracy Gilbert distributed more than 220 pounds of methamphetamine from Arizona into southwest Missouri.

    On April 23, 2022, MSHP attempted a traffic stop of a red Chevrolet Captiva Gilbert was driving on eastbound Interstate 44. Gilbert fled from the scene and led law enforcement on high-speed pursuit on the interstate to southbound Missouri Hwy 43 near Seneca, Mo. During the pursuit, Gilbert failed to stop at red lights, overtook traffic at speeds of up to 100 miles per hour, and swerved into oncoming traffic to avoid a tire deflation device. Later that day, Gilbert was located in Ottawa County, Okla. in possession of methamphetamine and approximately 100 M-30 pills (containing fentanyl).

    Gilbert is among 18 defendants in this case who have pleaded guilty. Gilbert is the seventh defendant to be sentenced.

    This case is being prosecuted by Assistant U.S. Attorney Jessica R. Eatmon. It was investigated by the Missouri State Highway Patrol, the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the FBI, the Bureau of Indian Affairs, the Ozarks Drug Enforcement Team, the Barry County, Mo., Sheriff’s Office, the Stone County, Mo., Sheriff’s Office, COMET (the Combined Ozark Multi-Jurisdictional Enforcement Team), the Oklahoma Highway Patrol, the Greene County, Mo., Sheriff’s Office, the Polk County, Mo., Sheriff’s Office, the Ottawa County, Ok., Sheriff’s Department, the Bolivar, Mo., Police Department, the Cassville, Mo., Police Department, the Kimberling City, Mo., Police Department, the Springfield, Mo., Police Department, and the U.S. Marshals Service.

    On Monday, May 12 at 1:00 p.m. UConn Health’s 54th Commencement address will be delivered by Manisha Juthani, MD, the Commissioner of the Connecticut Department of Public Health (DPH). Juthani will share her keynote address with the graduating Class of 2025’s medical, dental, and graduate students at the Jorgensen Center for the Performing Arts in Storrs.

    “As Connecticut’s No. 1 public health leader, an infectious disease expert, and Commissioner of the CT Department of Public Health, Commissioner Juthani is an inspiration to our graduates as they enter the healthcare workforce, especially those educated in our robust public health graduate program,” said Dr. Bruce T. Liang, MD, dean of UConn School of Medicine.

    “Thank you Dr. Juthani for your strong public service to Connecticut and also as a dedicated member of the UConn Health Board of Directors,” said Barbara E.     Juthani is the first Indian American to serve as a commissioner in the State of Connecticut. Juthani received her B.A. from the University of Pennsylvania and M.D. from Cornell University Medical College, completed Internal Medicine residency training at New York-Presbyterian Hospital/Weill Cornell campus, and served as chief resident at Memorial-Sloan Kettering Cancer Center. She came to Connecticut in 2002 as an Infectious Diseases fellow at Yale School of Medicine.

    During the COVID-19 pandemic, Juthani was a leader in the COVID response at Yale which led to her appointment as Commissioner of CT DPH in 2021. In the early days of the pandemic, she was a voice to help educate the public in both local and national media outlets, a role she was able to expand in her role as Commissioner. Upon joining CT DPH, she helped guide Connecticut out of the pandemic and worked to revitalize areas of public health, such as gun violence, maternal health, opioid use, and sexually transmitted diseases, that were exacerbated during the pandemic.

    As she continues in her role as DPH Commissioner, Juthani has shifted her core vision to “Preserve and Protect Core Public Health Principles and Services.” As Connecticut is presented with new public health challenges, she remains committed to preserving public health achievements made over the years, including improvements in regulatory oversight in healthcare, drinking water, and environmental health which includes food safety. It is more important than ever to highlight the importance of vaccines, control of infectious diseases, road safety, and healthier mothers and babies.     WASHINGTON – Today, U.S. Senators Lindsey Graham (R-South Carolina) and Richard Blumenthal (D-Connecticut) led 50 U.S. Senators – evenly divided by party affiliation – to introduce primary and secondary sanctions against Russia and actors supporting Russia’s aggression in Ukraine.

    These sanctions would be imposed if Russia refuses to engage in good faith negotiations for a lasting peace with Ukraine or initiates another effort, including military invasion, that undermines the sovereignty of Ukraine after peace is negotiated. The legislation also imposes a 500 percent tariff on imported goods from countries that buy Russian oil, gas, uranium and other products.

    “We are pleased to announce that we have received overwhelming bipartisan support for our primary and secondary sanctions legislation against Russia. The sanctions against Russia require tariffs on countries who purchase Russian oil, gas, uranium and other products. They are hard hitting for a reason.

    “The dominating view in the United States Senate is that Russia is the aggressor, and that this horrific war and Putin’s aggression must end now and be deterred in the future.

    “We share President Trump’s frustration with Russia when it comes to obtaining a ceasefire, and support President Trump’s desire to achieve a lasting, just and honorable peace.

    “In 1994, as part of the Budapest Memorandum Ukraine gave up approximately 1,700 nuclear weapons with a promise from the U.S., Russia and United Kingdom that Ukraine’s sovereignty would be honored in the future. This failed to deter Russian aggression. In 2014 and 2015, the Minsk agreements were reached to end Russia’s invasion of Ukraine, but again, it did nothing to deter future aggression. In 2022, Russia invaded Ukraine once more, leading to deaths of hundreds of thousands of people and the displacement of millions.

    “It is our hope that in 2025, President Trump and his team will achieve what has eluded the world in the past: ending Russian aggression against Ukraine permanently and ensuring the survivability of a free and democratic Ukraine.

    “These sanctions against Russia are at the ready and will receive overwhelming bipartisan, bicameral support if presented to the Senate and House for a vote.

    “We support an immediate ceasefire to secure a lasting, honorable peace.”

    360 ONE Large Value Fund – Series 13 (360 ONE LVF), which is a scheme of 360 ONE Private Equity Fund (Fund), acting through its investment manager, 360 ONE Alternates Asset Management Limited (AAML) (360 ONE LVF, Fund, and AAML are referred to as “360 ONE”). 360 ONE LVF is registered with the SEBI as a Category II AIF and is established for the purpose of investing in various sectors in India and worldwide. The Fund is managed by its investment manager, i.e., AAML. AAML provides investment management services to schemes of the Fund other Category I and Category II AIFs of the 360 ONE Group.     Union Minister highlights CBI’s role in justice and outlines four key pillars of India’s growth strategy

    Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Information & Broadcasting, and Electronics & IT, addressed the 21st D.P. Kohli Memorial Lecture on CBI’s 62nd Foundation Day held today at Bharat Mandapam, New Delhi. Speaking on the theme ‘VIKSIT BHARAT @ 2047 – A Roadmap for CBI’, the Minister outlined a strategic vision for the agency’s role in India’s progress over the next two decades. During the event, President’s Police Medals (PPM) for Distinguished Service and Police Medals (PM) for Meritorious Service to CBI officers were presented acknowledging their dedication and exceptional contributions.

    In his address, Sh. Ashwini Vaishnaw elaborated the important role played by CBI over the years in bringing out truth through in depth & professional investigation and in bringing criminals to justice through effective prosecution. He further said “Our academia, our scientists, our researchers today possess remarkable strength and capabilities. This strength must be harnessed by investigating agencies, law officers, and government departments to co-develop technological solutions. Law alone will not be sufficient, we need techno-legal approach to address the challenges posed by new-age crimes and investigation,” the Minister emphasized.

    Union Minister urged the Central Bureau of Investigation (CBI) to take the lead in building state-of-the-art cyber forensic laboratories by actively partnering with academic and research institutions. He further highlighted the need for institutional frameworks that facilitate such collaborations and suggested that Ministries and Departments such as MeitY, Department of Telecommunications (DoT), and Department of Science and Technology (DST) work closely with investigative agencies to co-create technologies required for modern-day law enforcement.

    The Minister’s remarks come in the backdrop of rapid technological evolution, including challenges posed by artificial intelligence, deepfakes, and cyber-enabled crimes. He stressed that the future of effective criminal justice lies in combining legal frameworks with technological capability and institutional innovation.

    Reflecting on India’s transformative journey over the past decade, the Minister noted the country’s rapid economic growth, strong governance, and technological leadership. He further highlighted four pillars of growth strategy in the last decade, first, public investment in physical, social and digital infrastructure, second a large number of inclusive growth programs, third a strong focus on manufacturing and innovation and fourth, simplification of legal and compliance structures.

    First Pillar: Public Investment In Physical, Social and Digital infrastructure

    The first pillar of India’s growth strategy focuses on significant investments in social, physical and digital infrastructure, including the construction of national highways, new airports, and the electrification of railways. The Minister said that under the leadership of Prime Minister Shri Narendra Modi, India has democratized technology with over 118 crore telecom subscribers, 70 crore smartphone users, and a robust AI ecosystem to support innovation. In social infrastructure, India has also expanded educational opportunities by opening 490 new universities and increasing the capacity of IITs, IIMs, and AIIMS.

    Second Pillar: Inclusive Growth

    The second pillar of India’s growth strategy focuses on inclusive growth, ensuring that economic progress translates into real improvements in people’s lives. Over the past decade, 54 crore new bank accounts have been opened, 4 crore houses built, and 12 crore tap water connections provided. In addition, 35 crore citizens are part of the Ayushman Bharat program, with more than 25 crore citizens coming out of poverty and improved access to essential services for millions.

    Third Pillar: Strong Focus on Manufacturing and Innovation

    The third pillar of India’s growth strategy emphasizes manufacturing and innovation, shifting the country from a services-based economy to a manufacturing hub. Initiatives like Make in India and Startup India have spurred growth, with electronics becoming the third-largest export and India becoming the second-largest mobile manufacturer globally. Key successes include developments in the semiconductor, defense, telecom sector, and the launch of high-speed Vande Bharat trains.

    Fourth Pillar: Simplification of legal and compliance structures

    The fourth pillar of India’s growth strategy focuses on simplification by eliminating outdated colonial-era laws. Over 1,500 archaic laws have been removed, and new frameworks like the Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS) have replaced old legal structures such as the IPC and CrPC. This simplification process is paving the way for a more modern and efficient legal system.

    CBI Director, Shri Praveen Sood welcomed the guests on the occasion. Attorney General of India, Central Vigilance Commissioner, Director IB, Director ED, Heads of NIA & Central Paramilitary Forces graced the occasion. Police Liaison Officers (PLOs) of other countries, also attended the event.

    About the event

    CBI pays its respect and homage to its founder Director late Shri Dharamnath Prasad Kohli and has been organizing the D.P. Kohli Memorial Lecture since the year 2000.

    Shri Dharamnath Prasad Kohli was born in 1907 in Uttar Pradesh (UP), India. After joining Police Service in 1931, he served in UP, erstwhile Madhya Bharat and the Government of India. He had distinguished career in the Indian Police. He headed Delhi Special Police Establishment (DSPE) from July 1955 to March 1963. On creation of Central Bureau of Investigation, on 1st April, 1963, Shri D.P. Kohli became its founder Director and continued as its Director from 1963 till his retirement on May 31, 1968.

    The lecture series has been honoured to feature highly distinguished speakers and luminaries from various fields who share their insights and experience on pertinent topics. The lecture series is intended to contribute to fostering dialogue, sharing knowledge, and advancing the understanding of challenges and solutions in the realm of law enforcement, criminal justice system and criminal investigation. The D.P. Kohli Memorial Lecture serves as an apt tribute to Shri D.P. Kohli’s vision and legacy in establishing the CBI as a premier investigating and prosecuting agency. It also underscores the agency’s commitment to upholding integrity, accountability, and excellence in its operations as enshrined in CBI’s motto Industry, Impartiality and Integrity.

    The Central Bureau of Investigation was established by a Government of India resolution dated 1st April, 1963 to investigate not only cases of bribery and corruption, but also violation of central fiscal laws, serious crimes besides collecting supporting intelligence. Over the last more than six decades, the Central Bureau of Investigation has emerged as a premier investigating and prosecuting agency of the country covering entire gamut of crimes including emerging new age crimes like cyber enabled financial crimes, online CSAM (Child Sexual Abuse Material), etc. CBI as the National Central Bureau for INTERPOL in India also coordinates international cooperation in law enforcement.
