    On March 21, 2025, New Development Bank (NDB) and Companhia Paulista de Força e Luz (CPFL Paulista) signed a Loan Agreement for the Electricity Distribution Infrastructure Modernization Project to be implemented in the state of São Paulo, Brazil.

    The Loan Agreement amounting to RMB 1,425 million  was signed at the NDB Headquarters in Shanghai, China by H.E. Mrs. Dilma Rousseff, NDB President, Mr. Vladimir Kazbekov, NDB Vice-President and Chief Operating Officer, Mr. Gustavo Estrella, Chief Executive Officer at CPFL Energia, Ms. Wang Kedi, Chief Financial and Investor Relations Officer at CPFL Energia, Mr. Tiago da Costa Parreira, Corporate Finance Director (CPFL Paulista) and Mr. Flávio de Paula, Capital Market Manager (CPFL Paulista).

    The Project represents growing collaboration between NDB’s member countries, and this Loan demonstrates NDB’s commitment to expanding non-sovereign and local currency operations as well as increasing cross border use of its member countries’ currencies, as enshrined in NDB’s General Strategy.

    The implementation of the Project will help CPFL Paulista to expand and upgrade the power distribution infrastructure, achieve efficiency gains and provide access to electricity to new households and thereby contribute to the goal of providing universal access to electricity in Brazil.

    The Project will promote economic and social development through new grid connections. It is expected that the Project will provide electricity to over 370,000 future homes and business in the State of São Paulo in the coming years. Moreover, by reducing technical losses in the electricity distribution grid, the Project will improve energy efficiency and lead to economic savings for the end-users of energy.

    The Project will contribute primarily towards UN Sustainable Development Goal (SDG) 7 – Ensure access to affordable, reliable, sustainable and modern energy for all.

    The North Carolina Department of Natural and Cultural Resources announces the addition of multiple sites across the state to the National Register of Historic Places. The newly recognized sites include a mix of districts, individual properties, and updated documentation, highlighting the state’s rich architectural and historical heritage. They include one boundary increase, two additional documentations, three new historic districts, and five individual properties. They were reviewed by the North Carolina National Register Advisory Committee, subsequently nominated by the North Carolina State Historic Preservation Officer, and forwarded to the Keeper of the National Register for consideration for listing in the National Register.

    “It’s good news for North Carolina when we add properties to the National Register of Historic Places,”  said Secretary Pamela B. Cashwell, N.C. Department of Natural and Cultural Resources. “Preservation of these treasured places spurs local economic development and showcases the varied history of our state.”

    The listing of a property in the National Register places no obligation or restriction on a private owner using private resources to maintain or alter the property. Over the years, various federal and state incentives have been introduced to assist private preservation initiatives, including tax credits for the rehabilitation of National Register properties. As of January 1, 2025, there have been 4,391 completed historic rehabilitation projects with private investments of almost $3.85 billion statewide.

    In Central North Carolina

    Harriet Tubman YWCA, Durham, Durham County, listed 12/6/2024

    The locally significant Harriet Tubman YWCA in Durham, North Carolina, meets National Register of Historic Places Criterion A in the areas of Black ethnic heritage, social history, and civil rights and Criterion C for architecture. Located within the vibrant African American neighborhood known as Hayti, the building was a vital community center during the third quarter of the twentieth century. Many employees, volunteers, and program participants engaged in social and political advocacy in Durham and beyond, employing coordinated civil disobedience and legal action in myriad campaigns against racial, political, economic, and social injustice. The Harriet Tubman YWCA also epitomizes the functional Modernism often manifested in mid-twentieth-century buildings conceived in an economical manner that allowed for rapid construction, flexible use, ease of maintenance, and future expansion. The building is characterized by angular form, horizontal massing, and large metal-frame windows. The period of significance begins in 1953 with the main block’s completion and ends in 1978, when the Harriet Tubman YWCA closed.

    John Fisher House, Salisbury (vicinity), Rowan County, listed 12/10/2024

    The John Fisher House in rural Rowan County meets Criterion C for listing in the National Register of Historic Places for its local architectural significance. The Greek Revival-style farmhouse of vernacular hall-and-parlor form demonstrates the use of architectural pattern books of the period, especially Asher Benjamin’s popular Practical House Carpenter, to provide consistent decorative treatment on both exterior and interior. Although the John Fisher House is a country dwelling of modest size — only one-and-a-half stories — it is replete with pattern book detailing. Part of its significance lies in its demonstration of the sustained influence and use of architectural pattern books for building country houses, especially in the North Carolina Piedmont, during the mid-nineteenth century. The period of significance for the unusually well-preserved house with its high degree of physical integrity is ca. 1848, the date of construction noted by family tradition that fits within Fisher’s 1842 purchase of the land on which the house stands and the 1850 U. S. census, which provides information strongly suggesting that the house had been built by that time.

    Johnson’s Drive-In, Siler City, Chatham County, listed 2/5/2025

    The locally significant Johnson’s Drive-In in Siler City, North Carolina, epitomizes the proliferation of roadside quick-service restaurants in conjunction with the mid-twentieth-century development of a motorist-focused service industry along newly developed highway corridors, thus meeting National Register Criterion A for commerce. The restaurant is thought to be the first to offer both curbside and indoor dining on US 64 between Asheboro and Raleigh, a distance of approximately seventy-two miles. The building functioned as a three-dimensional billboard, with its proximity to the road, large plate-glass windows, and brightly lit interior. While the traditional gable-roofed style of the 1946 building resembled a house, the Modernist 1960 addition distinguished the restaurant from competitors and brought an urban commercial aesthetic to the small town. Notably, the establishment was not segregated, an anomaly in the Jim Crow South. All seating and facilities were available to Black and white customers, who used the same entrances. The period of significance is 1946-1975, the approximate date curbside service was discontinued.

    Mount Pleasant Historic District (Additional Documentation), Mount Pleasant, Cabarrus County, listed 12/4/2024

    The 1986 Mount Pleasant Historic District nomination claimed significance at the local level under Criterion A for commerce and industry as an example of a textile village with a small commercial core, its modest size primarily due to its lack of direct railroad connections. The 1986 nomination also identified significance at the local level under Criterion C for architecture as a collection of residential, religious, commercial, and industrial buildings representing nearly every major style popular during the period of significance, 1840 to 1935. The Additional Documentation serves to extend the period of significance through c.1976 to encompass the continued residential, commercial, and industrial growth within the Mount Pleasant Historic District through the mid-twentieth century. It also includes high integrity examples of these building types from the period 1935-c.1976. The Additional Documentation is locally significant for architecture, commerce, and industry and also serves to supplement context for commerce and industry before 1935, as well as providing context in all areas of significance for the post-1935 period.

    Robert and Frances S. Loewenstein House, Greensboro, Guilford County, listed 12/12/2024

    The Edward and Frances S. Loewenstein House is significant at the local level under Criterion C for Architecture and Engineering as an outstanding example of Modernist-style architecture in Greensboro. The house is also significant at the local level under Criterion B in the area of Architecture for its association with prominent architect Edward Loewenstein. Designed by Loewenstein as his personal residence, the house exhibits key tenets of Modernist architecture and design innovations engineered by Loewenstein for the building include canted exterior walls, the angle of which was carefully calculated maximize solar gain in winter and minimize direct light in summer and skylights fitted both with shutters to reduce light infiltration and light bulbs to provide diffused light on cloudy days and at night. In 1953, he joined with Robert A. Atkinson, Jr. to form the firm of Loewenstein-Atkinson. As supporters of the Civil Rights movement, the firm hired African American engineers and architects, when segregation was the norm. While Modernist designs were a small percentage of Loewenstein’s residential commissions, they are among the best in the region. Designs also included schools, office buildings, and shopping centers. The Period of Significance is 1954 to 1970.

    St. Joseph AME Church (Additional Documentation), Durham, Durham County, listed 1/2/2025

    St. Joseph African Methodist Episcopal Church possesses statewide significance under Criterion A for Black ethnic heritage, social history, and civil rights. Located within the African American neighborhood known as Hayti, the building was historically a vital community center as it is today. The construction of the 1891 sanctuary and 1952 education building and parsonage exemplifies the Black community’s resilience, growth, and prosperity. The building served as a forum for mid-20th-century civil rights movement planning and training sessions, meetings, and rallies. The church also possesses local significance under Criterion C as an intact example of Gothic Revival-style late-nineteenth-century ecclesiastical architecture. Designed by Philadelphia architect Samuel L. Leary and built with brick supplied by prominent Black Durham businessman Richard Burton Fitzgerald, the 1891 church is Durham’s second-oldest and the city’s most intact historic African American sanctuary of any denomination. The period of significance begins in 1891 when construction commenced and ends in 1976 when the congregation moved.

    South Benbow Road Historic District, Greensboro, Guilford County, listed 12/9/2024

    The South Benbow Road Historic District is significant at the local level under Criterion A for Black Ethnic Heritage and Civil Rights as a significant concentration of properties that share historical associations with the advancement of African American Civil Rights in Greensboro. One of a number of early-to-mid-20th century neighborhoods formed in east Greensboro in response to the growth of North Carolina A&T University and Bennett College, both Historically Black Colleges and Universities (HBCUs), the district was developed as a consequence of, and in response to, systemic and de facto segregation in Greensboro. The district is also significant at the local level under Criterion A for Community Planning and Development. It is comprised of several smaller developments that followed Olmstedian planning principles, which called for curvilinear streets that follow the natural terrain, help slow traffic, and provide varied views as one moves through the area. Significant at the local level under Criterion C for Architecture, it is primarily residential, but also includes a small number of religious and medical buildings. Several homes and churches in the district were designed by prominent African American architects. The period of significance is c. 1946 – c. 1976.

    In Eastern North Carolina

    Hertford West Historic District, Hertford, Perquimans County, listed 2/11/2025

    Settlement in the Hertford West Historic District area began around the turn of the twentieth century, a period of industrial development and population growth sparked by the coming of the railroad to Hertford. Queen Anne houses number among the district’s oldest dwellings. The Woodland Circle development was built in the district in 1944 to provide housing for the nearby naval base in the Minimal-Traditional style. Following WWII, more Minimal-Traditional and later Ranch houses were built in the district. The Hertford West Historic District is eligible for the National Register of Historic Places under Criterion C in the architecture area of significance for the quality and diversity of its historic architecture with representatives of numerous styles popular in the early and middle decades of the twentieth century. The district is also eligible for the National Register of Historic Places under Criterion A in the Community Planning and Development area of significance as the principal vector of community expansion in Hertford during the twentieth century. Orthogonal streets, an extension of the town’s original grid plan, and curvilinear subdivisions characterize the district. The period of significance extends from 1900-71.

    Shelter Neck Historic District, Burgaw (vicinity), Pender County, listed 12/10/2024

    Shelter Neck Historic District, containing a chapel, school, and dormitory built in the first decade of the 20th century, is listed in the National Register of Historic Places at the local level of significance under Criterion A in the areas of Education and Social History. The Boston-based National Alliance of Unitarian Women built the church in 1900 as the first Unitarian building constructed in the state. Working side by side, educated urban women and male Unitarian ministers quickly established a school for day and boarding students in which a classical education was bolstered by industrial training that included handcrafts and instruction in agriculture, as well as exposure to the arts. Settlement schools like the one established at Shelter Neck were part of a social reform program inspired by the settlement movement. The period of significance is 1900-26, the year the Alliance of Unitarian Women closed the school. The property meets Criteria Consideration A as its significance stems from its role in educating local children and as a vehicle for social reform in a rural eastern North Carolina county.

    In Western North Carolina

    Hopkins Chapel AME Zion Church, Asheville, Buncombe County, listed 12/17/2024

    Hopkins Chapel A.M.E. Zion Church is locally significant under National Register Criteria A and C as an important African Methodist Episcopal (A.M.E.) Zion congregation in Asheville following the Civil War and an excellent example of Gothic Revival church architecture designed by renowned architect Richard Sharp Smith and built by master brick mason James Vester Miller. Free Black congregants from Asheville’s Central Methodist Church, dissatisfied with their treatment by white members of that church staged a protest march through Asheville and began worshipping independently at a brush arbor in the East End section of town and formally organized in 1868. After steady deterioration of the church’s 1883 second sanctuary, construction of an exquisite new Gothic Revival sanctuary began in 1910 and was completed in 1911. The period of significance for Hopkins Chapel begins in 1910, when construction of the present church building began, and ends in 1974.

    Marshall High School (Additional Documentation and Boundary Increase), Marshall, Madison County, listed 1/14/2025

    Marshall High School was listed in the National Register of Historic Places in 2008, with a period of significance beginning in 1926 when the school was built, and continuing through 1957, the 50-year cut-off for when the nomination was completed. This Additional Documentation and Boundary Increase extends the period of significance through 1974 when a consolidated Madison County High School building was built and Marshall High School closed. It adds into the boundary the adjacent Marshall High School Gymnasium, completed in 1956 to the west of the school building, and which was not included in the original nomination due to a separate owner objection at the time. The gymnasium is historically related to the school building and the inclusion of the additional building expands upon the school’s educational significance. It is locally significant under Criterion A for its contributions to the educational history of Marshall, North Carolina through the early 1970s. Included within this Additional Documentation and Boundary Increase is an updated description of the high school building, taking into account the renovation work completed under the Secretary of the Interior’s Standards in 2008.

    The National Register of Historic Places is the nation’s official list of buildings, structures, objects, sites, and districts worthy of preservation for their significance in American history, architecture, archaeology, and culture. The National Register was established by the National Historic Preservation Act of 1966 to ensure that as a matter of public policy, properties significant in national, state, and local history are considered in the planning of federal undertakings, and to encourage historic preservation initiatives by state and local governments and the private sector.   • MIL-OSI Banking: RBI imposes monetary penalty on The Sholinghur Co-operative Urban Bank Limited, Vellore, Tamil Nadu

    The Reserve Bank of India (RBI) has, by an order dated March 26, 2025, imposed a monetary penalty of ₹1.00 lakh (Rupees One lakh only) on The Sholinghur Co-operative Urban Bank Limited, Vellore, Tamil Nadu (the bank) for non-compliance with certain directions issued by RBI on ‘Exposure Norms and Statutory / Other Restrictions – UCBs’ and ‘Know Your Customer (KYC)’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

    The statutory inspection of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank had:

    1. sanctioned loans to nominal members more than the prescribed regulatory limit; and

    2. failed to upload the KYC records of customers onto Central KYC Records Registry (CKYCR) within the prescribed timeline.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    The Reserve Bank of India (RBI) has, by an order dated March 25, 2025, imposed a monetary penalty of ₹1.00 lakh (Rupees One lakh only) on Mikhael Capitalize Pvt. Ltd., Kerala (the company) for non-compliance with certain provisions of ‘Master Direction – Non-Banking Financial Company – Non-Systemically Important Non-Deposit taking Company (Reserve Bank) Directions, 2016’ read with ‘Master Direction- Reserve Bank of India (Non-Banking Financial Company-Scale Based Regulation) Directions, 2023’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 58G(1)(b) read with Section 58B(5)(aa) of the Reserve Bank of India Act, 1934.

    The correspondence pertaining to the intimation of multiple allotments done by the company through rights issue along with internal transfer of shares between existing shareholders, and appointment of an independent director revealed, inter-alia, non-compliance with RBI directions. Based on the same, a notice was issued to the company advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the company’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter-alia that the following charges against the company were sustained, warranting imposition of monetary penalty:

    The company had:

    1. failed to take prior written permission of RBI for change in its shareholding in excess of 26 per cent of the paid-up equity capital; and

    2. failed to intimate RBI regarding the appointment of an independent director within the prescribed timeline.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the company with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the company.

    The Reserve Bank of India (RBI) has, by an order dated March 25, 2025, imposed a monetary penalty of ₹50,000/- (Rupees Fifty thousand only) on The Tumkur Veerashaiva Co-operative Bank Ltd., Karnataka (the bank) for non-compliance with specific directions issued by RBI under ‘Supervisory Action Framework (SAF)’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

    The statutory inspection of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charge against the bank was sustained, warranting imposition of monetary penalty:

    In non-adherence with directions issued under SAF, the bank had:

    (i) sanctioned fresh loans and advances which were carrying risk-weight of more than 100%;

    (ii) not curtailed its exposure to the sector where level of NPAs were high; and

    (iii) not curtailed operating / administrative expenses.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    The United States exported 11.9 billion cubic feet per day (Bcf/d) of liquefied natural gas (LNG) in 2024, remaining the world’s largest LNG exporter. LNG exports from Australia and Qatar—the world’s two next-largest LNG exporters—have remained relatively stable over the last five years (2020–24); their exports have ranged from 10.2 Bcf/d to 10.7 Bcf/d annually, according to data from Cedigaz. Russia and Malaysia have been the fourth- and fifth-largest LNG exporters globally since 2019. In 2024, LNG exports from Russia averaged 4.4 Bcf/d, and exports from Malaysia averaged 3.7 Bcf/d.

    U.S. LNG exports remained essentially flat compared with 2023 mainly because of several unplanned outages at existing LNG export facilities, lower natural gas consumption in Europe, and very limited new LNG export capacity additions since 2022. In December 2024, Plaquemines LNG Phase 1 shipped its first export cargo, becoming the eighth U.S. LNG export facility in service. We estimate that utilization of LNG export capacity across the other seven U.S. LNG terminals operating in 2024 averaged 104% of nominal capacity and 86% of peak capacity, unchanged from the previous year. While Europe (including Türkiye) remained the primary destination for U.S. LNG exports in 2024, accounting for 53% (6.3 Bcf/d) of the total exports, the share of U.S. LNG exports to Asia increased from 26% (3.1 Bcf/d) in 2023 to 33% (4.0 Bcf/d) in 2024. U.S. LNG exports to other regions, including the Middle East, North Africa, and Latin America, also increased last year and accounted for 14% (1.6 Bcf/d) of total exports, compared with 8% (0.9 Bcf/d) in 2023.

    In 2024, U.S. natural gas exports to Europe decreased by 19% (1.5 Bcf/d), mostly to countries in the EU and the UK. U.S. LNG exports increased only to Türkiye and Greece in 2024—by 0.2 Bcf/d and 0.1 Bcf/d, respectively, compared with 2023. Türkiye imported more U.S. LNG compared with the prior year mainly to offset a decline in imports from other countries, such as Egypt and Russia. U.S. LNG exports to other EU countries and the UK decreased by 24% (1.7 Bcf/d) compared with 2023, primarily because of lower natural gas consumption and high storage inventories following the mild 2023–24 winter. At the same time, LNG import capacity in the EU and the UK expanded by more than 40% between 2021 and 2024 and will continue to grow in 2025 once new and expanded regasification facilities in Croatia, Cyprus, and Italy come online.

    As in 2023, the Netherlands, France, and the UK imported the most U.S. LNG among countries in Europe, accounting for a combined 46% (2.9 Bcf/d) of the regional total. Since Germany started LNG imports in December 2022, U.S. LNG exports to Germany have grown and averaged 0.6 Bcf/d in both 2023 and 2024. However, in early 2025, Germany reduced its regasification capacity by terminating a charter for one of its floating storage and regasification units, citing high operational costs.

    In 2024, countries in Asia imported 33% (4.0 Bcf/d) of total U.S. LNG exports. Among countries in Asia, Japan, South Korea, India, and China imported the most U.S. LNG—a combined 76% (3.0 Bcf/d). U.S. LNG imports increased the most in India—by 0.2 Bcf/d. Other countries in Asia imported 24% (1.0 Bcf/d) of U.S LNG.

    In other regions, Egypt—a natural gas producer and LNG exporter—imported 0.3 Bcf/d of LNG from the United States, its first U.S. LNG imports since 2018. In recent years, Egypt’s domestic natural gas consumption, particularly in summer months, exceeded available supply and turned Egypt from an exporter to an importer of natural gas during several months of the year. In Brazil and Colombia, imports of U.S. LNG increased last year because drought reduced hydropower electricity generation and increased demand for generation from natural gas-fired power plants.

    Data on lending and deposit rates of scheduled commercial banks (SCBs) (excluding regional rural banks and small finance banks) received during the month of March 2025 are set out in Tables 1 to 7.

    Highlights:

    Lending Rates:

    • The weighted average lending rate (WALR) on fresh rupee loans of SCBs stood at 9.40 per cent in February 2025 (9.32 per cent in January 2025).

    • The WALR on outstanding rupee loans of SCBs declined to 9.80 per cent in February 2025 from 9.87 per cent in January 2025.1

    • 1-Year median Marginal Cost of Funds based Lending Rate (MCLR) of SCBs declined to 9.00 per cent in March 2025 from 9.05 per cent in February 2025.

    • The share of External Benchmark based Lending Rate (EBLR) linked loans in total outstanding floating rate rupee loans of SCBs was 60.6 per cent at end-December 2024 (59.4 per cent at end-September 2024), while that of MCLR linked loans was 35.9 per cent (36.9 per cent at end-September 2024)1.

    Deposit Rates:

    • The weighted average domestic term deposit rate (WADTDR) on fresh rupee term deposits of SCBs stood at 6.48 per cent in February 2025 as compared to 6.56 per cent in January 2025.

    The statutory inspection of the bank was conducted by Reserve Bank of India with reference to its financial position as on March 31, 2024. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank had:

    1. breached prudential inter-bank (gross) and counterparty exposure limits; and

    2. failed to obtain membership of two CICs.

  • MIL-OSI: TransUnion Study Finds U.S. Data Breach Severity Reaches New High

    CHICAGO, March 27, 2025 (GLOBE NEWSWIRE) — Despite the volume of U.S. data breaches declining in 2024 from highs reached a year prior, data breach severity reached levels never seen since TransUnion’s measurement began in 2020. These findings were revealed as part of the newly-released TransUnion® (NYSE: TRU)  H1 2025 Update to the State of Omnichannel Fraud Report.

    In 2024, the number of primary data breaches dipped to 2,577 from 2,842 the year prior, while third-party data breaches fell precipitously to 515 from 2,731 in 2023. However, the severity of those data breaches increased by 34% from one year earlier, with the primary US Breach Risk Score (BRS)1 rising from 4.1 to 5.6 and third party rising from 4.2 to 5.2. Breach Risk Score is measured on a 1–10 scale, where 1 represents the least severe and 10 most.

    A primary data breach represents a direct attack on an organization. A third-party data breach, also known as a supply-chain attack, value-chain attack, or backdoor breach, is when an attacker accesses an entity’s network via third-party vendors or suppliers — payroll processing or medical billing, for instance.

    The study found that the 2024 U.S. data breaches targeted more high-quality credentials, and consumers reported being targeted by data harvesting scams in every channel, including email, text, phone and online. Exposed identity data enables cybercriminals to power automated, identity-based attacks on organizations and individuals more readily.

    “The reversal of the multi-year U.S. data breach growth is certainly a step in the right direction. However, the significant jump in data breach severity is a cause for concern,” said Steve Yin, global head of fraud at TransUnion. “Breach severity is a leading indicator of future fraud. This year’s growth in severity means organizations must be even more diligent moving forward and work even harder to defend against the oncoming identity fraud attacks such as those in account creations, social engineering scams, and account takeovers.”

    These data breaches played a key role in significant financial losses faced by consumers due to fraud. Among consumers TransUnion surveyed in 18 countries and regions in November and December 2024, 29% said they lost money due to online, email, phone or text message fraud in the last year. The newly-released TransUnion (NYSE: TRU) H1 2025 Update to the State of Omnichannel Fraud Report found that the median amount those consumers said they lost due to fraud in the past year was $1,747.

    Communities and Video Gaming Among Top Industries Targeted by Suspected Digital Fraud Globally
    Communities, which include venues such as online dating and forums, had the highest rate of suspected digital fraud2 attempts globally in 2024. Nearly 12% of all attempted communities transactions were suspected to be digital fraud last year. This is closely followed by video gaming (11%), with gaming (including online betting, poker, etc.) at 8% and retail (8%) rounding out the top four.

    The logistics industry, which has seen growth in shipping fraud (often perpetrated by organized crime rings), saw the greatest suspected digital fraud volume growth globally in 2024, up more than 100% over 2023. That being said, the fraud rate remains at a relatively modest 3%. Gaming also saw a significant year-over-year (YoY) volume change, up 20%. Telecommunications (-79%), insurance (-29%) and video gaming (-23%) saw the greatest decreases in suspected digital fraud volume YoY.

    “Digital fraud on community platforms is by no means a new phenomenon. However, in 2024, it appears that fraudsters targeted these areas with a renewed vigor,” said Richard Tsai, senior director of global fraud solutions at TransUnion. “Cybercriminals, taking advantage of the trust inherent on community-based platforms, targeted members with a wide range of scammer solicitations, the most reported type of digital fraud in communities.”

    For transactions where the consumer or fraudster was located in the U.S., gaming continues to see the highest suspected digital fraud rate. About 14% of attempted transactions were suspected to be digital fraud, roughly the same as 2023. This marks the fifth consecutive year since TransUnion began research on this metric five years ago, where 13% or more of attempted gaming transactions in the U.S. were suspected to be digital fraud.

    As part of the same aforementioned consumer survey, 11% of U.S. respondents indicated that they were targeted by online, email, phone call or text messaging fraud from August to December 2024 and fell victim to it. Four in 10 respondents (41%) indicated that they were aware of being targeted, but did not fall victim. Among those able to identify being targeted, the most commonly reported fraud scheme in the U.S. was smishing. Smishing is a type of phishing that uses text messages to mislead people into giving away personal information. The term combines “SMS” and “phishing”.

    “While cybercriminals will attack at any time using any channel, they appear to focus on channels most popular in the regions they are targeting,” said Yin. “Text messaging remains incredibly popular in the U.S. and, among many demographic groups, is a far more ubiquitous way to communicate with mobile devices than phone calls. As such, it would stand to reason that smishing would be such a common fraud tactic among fraudsters targeting this region.”

    In contrast, nearly half of respondents (48%) indicated that they were not targeted by these types of fraud at all. This raises questions as to whether these respondents were in fact targeted, yet simply unaware.

    Emerging refugee and migrant communities in Australia appear to be suffering greater cost of living stress than the broader community, a survey of community leaders has found.

    A focus group of 34 community leaders in 21 key cohort migrant and refugee groups report high levels of cost of living stress in their communities.

    In more than half of the communities, 15, the stress members face is higher than in the general community.

    The worst hit communities are members of the African, Afghan and Myanmar communities.

    Refugee communities generally are being impacted more negatively than migrant communities.

    But a counter narrative also emerged from the survey of community members using their resilience and entrepreneurialism to augment their incomes and support their communities.

    The survey also suggests cost of living pressure is having a negative impact of family violence.

    Migrant and refugee settlement agency AMES Australia has recruited a group of community embedded leaders from key newly arrived migrant and/or refugee communities to provide key insights into how issues and policy developments affect their lives.

    Eighteen of twenty-one communities surveyed in the study reported that the impact of cost of living rises was worse in their communities than in the broader community.

    Migrant communities were less like to be impacted than refugee communities and the worst affected were African, Afghan and Myanmar communities. Largely skilled migrant communities from China, India, Vietnam, Korea and Malaysia reported the level of stress was no worse than across the broader community.

    Rents, mortgages, food and utilities were cited by most communities as the areas that have seen the largest cost rises.

    Some of the worst impacted communities reported that the difficulties had brought members closer together in offering support to struggling community members.

    Eighteen of the communities reported that despite the cost of living challenges, they were still happy with life in Australia.

    Just three communities, those from Congo, Ethiopia and Eritrea, reported that they were only ‘partly’ happy with life in Australia.

    Syrian community leader ‘Norma’ said the most recently arrived members of her community were having the most difficulty.

    “Newly arrived people are having the worst time. They struggle to find a house because of the housing shortage and the fact they have no local references or rental history,” she said.

    “And even when they find a house, the rent has usually been increased significantly since the last tenant moved out,” Norma said.  

    But she said that the crisis had seen community members come together to support each other, sharing food and resources and providing emotional support.

    “Everyone is aware that some people are having hard time and so we are trying to help those in need,” she said.

    South Sudanese community leader ‘Elizabeth’ extended families and groups of friends were coming together to help each other.

    “People are reaching out and helping each through things like bulk buying food, sharing vehicles and looking after families that are particularly vulnerable.”

    “Across the community there is a lot of support for people who need it and everyone who is able to, is pitching in to help others.”

    But she said one negative effect was a rise in family violence.

    “This stress on families is sometimes ending badly with more domestic violence.”

    AMES Australia CEO Cath Scarth said the survey strongly suggested newly arrived refugee and migrant communities are more vulnerable to cost of living rises than the general community.

    “The survey also identifies areas where support for people struggling with the cost of living could make a difference,” Ms Scarth said.

    “Firstly, there is a need for more in-language information for communities about how to access the support that is available in the community and also emergency support.

    “And maybe we need to ramp up community capacity building so that these communities are better placed to help their own members,” she said.

  • MIL-OSI Global: Modern spacesuits have a compatibility problem. Astronauts’ lives depend on fixing it

    Suni Williams and Butch Wilmore, the Nasa astronauts who were stuck on the International Space Station (ISS) for nine months, have finally returned to Earth.

    Spacesuits were an important consideration that Nasa had to factor into its plans to bring the astronauts back home. Wilmore and Williams had travelled to the ISS in Boeing’s experimental Starliner spacecraft, so they arrived wearing Boeing “Blue” spacesuits.

    Following helium leaks and thruster (engine) issues with Starliner, Nasa decided it was safer not to send them back to Earth on that vehicle. The astronauts had to wait to return on one of the other spacecraft that ferry crew members to the ISS, the SpaceX Crew Dragon.

    This meant they needed a different type of spacesuit, made by SpaceX for use in its vehicle only. Boeing’s suits cannot be used in Crew Dragon in part because the umbilicals (the flexible “pipes” that supply air and cooling to the suit) have connections and standards that don’t work with the ports inside a Crew Dragon.

    This highlights a general problem for the growing number of space agencies and companies sending people into orbit, and for planned missions to the Moon and beyond. Ensuring that different spacesuits are compatible, or “interoperable”, with spacecraft they weren’t designed to be used in is vital if we are to protect astronauts’ lives during an emergency in space, especially in joint missions.

    The spacesuits worn during a return from space are called “launch, entry and abort” (LEA) suits. These are airtight and provide life support to the astronauts in case there is a decompression, when air is lost from the cabin.

    Unfortunately, a decompression has already caused loss of life in space. During the Soyuz 11 mission in 1971, three Soviet cosmonauts visited the world’s first space station, Salyut 1. But during preparations for re-entry, the crew cabin lost its air, killing cosmonauts Georgy Dobrovolsky, Vladislav Volkov and Viktor Patsayev, who were not wearing LEA suits. All cosmonauts wore them after this incident.

    As well as the connections for life support, the Boeing and SpaceX suits also have restraints and connections for communications that are specific to each vehicle. For their return home from the ISS in a SpaceX capsule, Williams was able into use a spare SpaceX suit that was already aboard the space station and the company sent up an additional suit on a cargo delivery for Wilmore to wear.

    Two spacecraft are usually docked at the ISS as “lifeboats” to evacuate the astronauts in the event of an emergency. These are generally a SpaceX Crew Dragon and a Russian Soyuz capsule.

    If an emergency evacuation were to occur and there weren’t enough of the right spacesuits available – for either the Crew Dragon or Soyuz – it could endanger astronauts during the fiery re-entry through Earth’s atmosphere. Interoperability between spacesuits has therefore become a matter of survival.

    The Outer Space Treaty, which provides the basic framework for international space law, recognises astronauts as “envoys of humankind” and grants them specific legal protections. These were expanded on in subsequent UN treaties – notably the Rescue Agreement, which imposes a range of duties on states to render assistance to each others’ astronauts in cases of emergency, accident or distress.

    For the ISS, a collaborative space programme with international flight crews, protocols include terms that set forth how this obligation is to be met. However, these protocols do not contain terms relating to spacesuit interoperability.

    Risks to astronauts in space

    A major potential cause of an emergency evacuation is space debris. The ISS has regularly had to manoeuvre to avoid collisions with debris – including entire defunct satellites.

    In his memoir, Endurance, Nasa astronaut Scott Kelly describes being commanded to enter the Soyuz vehicle with two other crew members and prepare to detach from the ISS because of a close approach by a large defunct satellite. Luckily, the spacecraft passed by harmlessly.

    As orbits become increasingly congested, with an exponential increase in the number of space objects being launched, the risk of collisions will also increase.

    Ever more companies and governments are entering the human spaceflight arena. The Tiangong space station, China’s orbiting laboratory, has been fully operational since 2022, and there are plans to open it to space tourism, just like the ISS.

    India is planning to join the community of nations with the capability to launch humans into space, under a programme called Gaganyaan. And while most space travellers remain government-funded astronauts, the number of private space-farers is increasing.

    Billionaire Jared Isaacman (who is President Trump’s nominee to run Nasa) has commanded two private missions into orbit using Crew Dragon. On the second of these, he participated in the first spacewalk by privately funded astronauts. The ISS is set to be retired in 2030 – but one company, Houston-based Axiom Space, is already building a private space station.

    Against this complex and part-unregulated backdrop, ensuring the interoperability of different spacecraft systems, including spacesuits, will increase levels of safety in this inherently risky activity.

    While the safety and practicality of spacesuits has always been the top priority, compatibility between different suits and vehicles should also be high on the list. This requires space agencies and private spaceflight companies to engage with each other in a process to agree on standard interfaces and connections for life support and communications, across all their suits and space vehicles.

    Amid this period of increased commercialisation and competition between the organisations and companies involved in orbital spaceflight, a move toward greater collaboration can only be a good thing.

    Restoring ceasefire deal vital as death toll hits 50,000 and continues to rise amid Israeli airstrikes, aid and power blockades, and renewed mass forced displacements.
    Oxfam and partners’ operations have been severely hampered as Israel’s renewed military assault and ground offensive on Gaza continues into its 7th day.
    Oxfam is calling for a renewed ceasefire and for Israel to lift its 23-day siege which is again blocking aid supplies and increasing famine risks for desperate civilians. Israel imposed a complete blockade 23 days ago and cut off electricity to Gaza a few days later.
    Israeli authorities are denying entry to trucks loaded with 63,000 metric tons of food for 1.1 million people. Operations have been forced to stop in vital areas such as food security and livelihood, as well as hygiene promotion, and essential repair work to damaged water infrastructure. 
    Bushra Khalidi, Oxfam’s OPT Policy Lead, said: “During the 42-day ceasefire families in Gaza could finally fall asleep knowing their loved ones would still be beside them when they woke up. Even though aid that entered was not enough-far from enough-it was something. The price of food stabilised. Supermarkets reopened. Bakeries began running again. Many people even went to their homes or what was left of it, and tried to repair and rebuild, however little they could.”
    Humanitarian agencies were able to mount operations that saw an average of more than 4,000 trucks per week entering Gaza despite Israeli authorities initially only partially opening the crossings and denying much of the urgently needed reconstruction materials. Oxfam reached almost 200,000 people with essential relief. 
    The Israeli government’s renewed bombardment of residential areas, including Jabalia and Khan Younis, has killed almost 700 people, including at least 200 children since March 18. Israeli authorities have issued new mass forced displacement orders, forcing around 120,000 Palestinians to flee. These orders are causing panic and chaos in the absence of anywhere safe in Gaza.
    Oxfam says humanitarian operations have been gravely hindered by the absence of guarantees of safety for aid workers moving around Gaza.
    Oxfam and its partners say their storage facilities containing food parcels are severely depleted. Israeli authorities have denied access to Oxfam shipments of six desalination units and seven trucks of water and sanitation infrastructure, up to 85% of which has been destroyed by Israel’s bombing campaign.
    “Oxfam, through its partners has been able to initiate emergency water trucking across the Gaza Strip, and are maintaining some other aid programs, such as multi-purpose cash transfers, despite the severe challenges that all humanitarian workers now face around lack of protection,” said Khalidi.
    “For the past 535 days, Israel has been systematically weaponising life-saving aid, inflicting collective punishment upon the population of Gaza. The denial of food, water, fuel and electricity is a war crime and a crime against humanity. Many within the international community are enabling this by their silence, inaction and complicity,” said Khalidi.
    Oxfam’s health partner in Gaza, Juzoor for Health and Social Development, had its center in Jabalia destroyed in an airstrike on March 18. It had been serving over 1,000 patients daily. Dr Umaiyeh Khammash, Director of Juzoor, said: “Every airstrike that hits, threatens the lives and safety of our dedicated staff and the patients they serve. This center is not just a building; it’s the heartbeat of healthcare for countless families here. Without it, many will lose access to crucial medical care.”
    In another attack yesterday (March 23), three sewage operators from the Abasan Al Kabira municipality working with Oxfam’s partner Coastal Municipalities Water Utility (CMWU) were killed while performing their duties when their clearly- marked truck was destroyed in an attack by Israeli military.
    A renewed ceasefire must be permanent and accompanied by the safe return of Israeli hostages and illegally detained Palestinian prisoners. Israel must provide unfettered aid at scale. Oxfam said governments must stop transferring arms, while the international community must enforce international law. We reiterate our call for justice and accountability for all those affected.

    • Oxfam works with 19 partner organizations in the Gaza Strip. Between 20 January and 28 February 2025, Oxfam reached a total of 181,622 people across the Gaza Strip with water and sanitation services, including repair and reconstruction, protection, multipurpose cash assistance, distribution of food parcels and essential agricultural inputs for recovery, protection, health care and case management.
    • Since Israel’s breach of the ceasefire and airstrikes on Gaza on 18 March, Oxfam staff movements have been severely restricted in the absence of a notification system.     • Since 2 March, Israeli authorities have re-imposed a total siege, blockading the entire Gaza Strip. It is banning the entry of any humanitarian basic supplies, including water, food, medical supplies and fuel, as well as banning any commercial supplies to enter Gaza.
    • On 10 March, Israeli authorities cut off electricity supply to the only operational large-scale desalination plant for drinking water. With the exception of that last remaining, intermittent electricity feed to the desalination plant, Gaza has been under an electricity blackout since 11 October 2023.
    • The current siege is one week longer than in 2023, when the Israeli authorities imposed a total siege that lasted from 7-21 October 2023.
    • According to the IPC Special Snapshot – September 2024 – April 2025, the risk of Famine between November 2024 and April 2025 persists as long as conflict continues, and humanitarian access is restricted
    • According to the Palestinian Water Authority, 85% of the water and sanitation infrastructure in Gaza is destroyed as a result of Israel’s bombing campaign.
    • The UN reported that during the 42-day ceasefire period, a total of 4,000 trucks per week travelled into Gaza, 600,000 people received polio vaccinations and maternity care was provided for 5,000 births.
    • Satellite images of the Gaza displacement orders, on 18 March, covers an area amounting to 37% of Gaza’s land and double the size of the original buffer zone. This has been reported by Sky News and the figures have been confirmed by the UN. The UN reported on 21 March that more than 120,000 people had fled since the evacuation orders were issued on 18 March.

    • Between 10 and 20 per cent of 4,500 surveyed pregnant and breastfeeding women are malnourished, a recent analysis by the Nutrition Cluster reveals.
    • To cope with shortages, the Food Security Sector (FSS) partners are drastically reducing food assistance to families, suspending flour distribution to families to prioritize supplies for bakeries, pausing the distribution of fresh produce, and scaling down hot meal preparations at some community kitchens.
    • FSS warns that over one million people risk being left without food parcels in March, and at least 80 of the 170 community kitchens may be forced to close in one to two weeks, if supplies, including cooking fuel, are not allowed into Gaza. The FSS estimates that more than 50,000 metric tons (MT) of food supplies are required monthly to assist everyone with full rations, in addition to 9,700 MT of flour needed monthly to keep the subsidized bakeries running.
    • Since the ceasefire took effect on 19 January, and as of 15 March, 4,646 children have enrolled in malnutrition treatment programmes, 672 of whom were diagnosed with severe acute malnutrition.
    • The Nutrition Cluster notes a decrease in monthly enrolments in such programmes from about 5,000 in the month prior to the ceasefire to a monthly average of 2,500 in Phase One of the ceasefire.
    • Nutrition Cluster partners observed a rising number of pregnant and breastfeeding women becoming malnourished – between 10 and 20 per cent,
    • 11 March inter-agency mission to eastern Khan Younis found that agricultural facilities had been largely destroyed, including 1,400 dunums of open land,150 greenhouses, 90 poultry farms, and dozens of livestock and dairy cattle farms. The remaining cultivated land did not exceed 70-80 dunums.

    • WFP currently has sufficient food stocks to support active kitchens and bakeries for up to one month, as well as ready-to-eat food parcels to support 550,000 people for two weeks.
    • WFP has approximately 63,000 metric tons of food destined for Gaza, stored or in transit in the region. This is equivalent to two to three months of distributions for 1.1 million people, pending authorization to enter Gaza.

    Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Michael Bennet (D-Colorado) and Roger Marshall (R-Kansas) introduced S. 1150, the Increased TSP Access Act of 2025, to improve access to Technical Service Providers (TSP) in the agriculture community amid ongoing shortages.
    “Idaho’s farmers and ranchers actively participate in conservation efforts to enhance the environment and preserve the long-term viability of our agriculture industry,” said Crapo.  “Their success depends on access to third-party technical service providers who have a wide range of scientific disciplines necessary for addressing water, soil, air quality, crop nutrients and other components critical for conservation.  Increasing access to TSPs is vital for the industry.”
    “As Colorado faces a future that’s going to be hotter and drier, we need to make it easier to access USDA conservation programs.  But red tape and understaffing at the NRCS make these programs difficult for Coloradans to apply to,” said Bennet.  “The future of rural America depends on whether the next generation decides to continue their family farms and ranches – and to protect that future, the Increased TSP Access Act makes assistance more accessible and helps conservation programs live up to their potential.”  
    “Increasing the amount of Technical Service Providers is a commonsense approach that moves us toward our goal by cutting red tape that’s holding back farm participation in NRCS programs,” Senator Marshall said.  “Certified Crop Advisors and other similar professionals are already equipped with the skills necessary to help farmers and ranchers reach a variety of conservation goals.  Establishing an expedited pathway to deliver conservation goals, especially as it relates to nutrient management plans, is the free-market answer to increasing agriculture-friendly conservation efforts.”
    TSPs are a critical component of U.S. Department of Agriculture (USDA) conservation programs through the Natural Resources Conservation Service (NRCS).  They provide tailored, one-on-one assistance to agricultural producers and forest landowners to address natural resources concerns with regard to soil erosion, water supplies, water quality, grazing management, nutrient management and forestry plans.  TSPs must be certified by NRCS to work on behalf of farmers to offer the planning, design and implementation of these conservation programs.
    There is currently a significant backlog of farmers who have requested to receive assistance from TSPs to help in writing detailed conservation plans for their specific operation. 
    The 2018 Farm Bill included language to allow the USDA to approve non-federal entities to certify TSPs, but the language did not include clear deadlines and lacked certain guardrails necessary for implementation.
    The Increased TSP Access Act of 2025 would enhance the work initiated by the 2018 Farm Bill by:
    Giving the USDA 180 days to establish a non-federal certifying process;
    Streamlining the USDA’s TSP certification process to reduce the backlog of conservation plans that farmers need written, reviewed and approved; and
    Ensuring parity in compensation for the services TSP provide.   
    The legislation is supported by the Idaho Farm Bureau, Idaho Dairymen’s Association, Ducks Unlimited, the National Council of Farmer Cooperatives, the National Milk Producers Federation and the North American Millers’ Association.
    “The National Council of Farmer Cooperatives applauds Senator Crapo’s efforts to strengthen the technical service provider program by tapping into private-sector expertise while maintaining farmers’ trust in USDA,” said Chuck Conner, president and CEO of the National Council of Farmer Cooperatives.  “This bill rightly acknowledges the critical role co-ops play in American agriculture and their deep connections with farmers nationwide. By expanding access to the expertise needed to tackle on-farm resource challenges, it supports the long-term sustainability and economic success of U.S. farms and ranches.”

Crapo and Bennet for introducing this legislation to streamline the TSP certification process,” said Adam Putnam, CEO of Ducks Unlimited.  “Ducks Unlimited agronomists and biologists work closely with NRCS to provide technical assistance to landowners and help agricultural producers get the most out of their operation.  The Increased TSP Access Act will make voluntary, incentive-based conservation practices more accessible to producers and provide greater flexibility to reach their production and conservation goals.”

    EIT Auckland valedictorian Muddassar Khot has always believed that education has no age limit.

    At 42, he has now graduated with a Master of Information Technology, having balanced work, fatherhood, and student leadership along the way.

    He crossed the stage as one of EIT Auckland’s two valedictorians at a graduation ceremony at the Aotea Centre today (Tuesday, March 25).

    “It’s a huge privilege,” he says. “I wasn’t always the top student, but I’ve always aimed high. I believe if you’re not updated, you’ll be outdated. That’s what kept me going.”

    Originally from India, Muddassar worked in Qatar in the education sector and nearly secured an IT director role in the Middle East. But when the final decision went to someone with a Western qualification, he was motivated to study abroad.

    That goal took time.

    “It took me five years to start the process,” he says. “Initially the plan was for my wife Shaheen to study first and then I would, however, she decided not to and then pushed me to study.”

    He arrived in New Zealand in 2020 to study a Postgraduate Diploma in IT and immediately felt supported at EIT.

    “During lockdown, we were isolated. But EIT acted like family. Cherie and the team organised virtual coffee mornings, moved learning online almost overnight, and made sure no one was left behind.”

    He describes EIT’s culture as one of genuine care.

    “The professors were incredible. They always answered my questions with a smile, even the silly ones. They never made me feel like just a student, but like a friend. That kind of support makes all the difference.”

    He returned to EIT in 2023 to pursue his master’s degree—while working as Lead Networks and Systems Engineer at The IT Team.

    He also juggled study with life at home, where he and Shaheen raise their three children, aged 2, 9, and 13. Their youngest was born during his studies, making the balancing act even more challenging.

    “It was intense. But my wife and kids were understanding, and I couldn’t have done it without my family’s support.”

    Muddassar also served as chairperson of the Student Association and helped organise trips and student support during lockdown.

    “Leadership is something I value deeply. Being a leader means feeling the pain of your team and doing what you can to help.”

    Looking ahead, Muddassar hopes to pursue a PhD and eventually become an entrepreneur.

    He also dreams of opening a not-for-profit organisation for people with visual impairments, inspired by his grandmother and father’s struggles with sight.

    “It’s my mother’s dream too,” he says. “If you can help someone, you should. Education is a treasure that never dies—and through it, we can all help build a better world.”

    The area is the ancestral home of the Muscogee (Creek) Nation and has been inhabited continuously by humans for over 12,000 years. American Indians first arrived in the area during the Paleo-Indian Period hunting Ice Age mammals. Around 900 CE, the Mississippian Period began, and Muskogean people constructed mounds for meeting, living, burial, agricultural, and other purposes, many of which remain today and would be encompassed in the new U.S. National Park and Preserve.

    (RALEIGH) Today, Governor Stein issued a State of Emergency to expand the state’s capacity to respond to the wildfires burning in western North Carolina. The Governor and Emergency Management Officials are urging North Carolinians to be aware of high fire danger conditions across the state. All residents should pay close attention to local emergency alerts and evacuation notifications.  

    “The wildfires in western North Carolina continue to grow, so I have expanded our State of Emergency,” said Governor Josh Stein. “Our State Emergency Response Team is responding with every tool at its disposal. Please stay safe and stay alert for any evacuation orders if the fires spread to an area near you.”

    The State Emergency Response Team has been assisting counties with resource and personnel needs since late last week. North Carolina Emergency Management has deployed communications resources, tactical emergency telecommunicators, and incident management personnel to the scene. The North Carolina Forest Service is assisting with incident management and firefighting efforts and the North Carolina Office of State Fire Marshal has deployed fire department from across the state to western North Carolina to assist.

    The State of Emergency includes the following counties: Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Cabarrus, Caldwell, Catawba, Cherokee, Clay, Cleveland, Gaston, Graham, Haywood, Henderson, Iredell, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rowan, Rutherford, Stanly, Swain, Transylvania, Union, Watauga, Wilkes, Yancey, as well as the tribal lands in the State of North Carolina held by the Eastern Band of Cherokee Indians.

    OAKLAND — California Attorney General Rob Bonta is urging consumers to check their eligibility for compensation for certain generic drug purchases as California joins 50 states and territories in seeking preliminary approval of a $39.1 million settlement with generic drug manufacturer Apotex over conspiracy to inflate prices and limit competition. Attorney General Bonta previously announced the settlement in principle with Apotex last fall, along with a $10 million settlement with Heritage Pharmaceuticals. At the time of that announcement, the settlement with Apotex was conditioned on the signatures of all necessary states and territories. Those signatures have been obtained, and the coalition is filing the settlement today in U.S. District Court for the District of Connecticut. 

    “Since taking office, I have been committed to making the lives of Californians more affordable. As part of those efforts, my team and I have worked day and night to go after companies and individuals who engage in anti-competitive practices solely to increase their profits,” said Attorney General Bonta. “Today, I’m joining 50 states and territories in announcing a settlement that not only holds Apotex accountable, but also puts money back in Californians’ pockets. If you purchased certain generic prescription drugs between May 2009 and December 2019, you may be eligible for compensation.     The compensation individuals receive will be determined on a case-by-case basis and depend on, among other things, how much money they spent on the drugs at issue. The complete list of generic prescription drugs part of today’s settlement can be found here. The list includes medications like: 

    • Baclofen tablets, used to treat muscle spasms. 
    • Budesonide inhalation, used to treat asthma. 
    • Carbamazepine ER tablets, used to treat seizures. 
    • Glyburide-metformin, a diabetes medication.
    • Verapamil, used to treat high blood pressure.
    • Warfarin, used to prevent blood clots. 

    The settlement agreements resolve allegations that both Apotex and Heritage engaged in widespread, long-running conspiracies to artificially inflate and manipulate prices, reduce competition, and unreasonably restrain trade with regard to numerous generic prescription drugs. As part of the settlement agreements, both Apotex and Heritage have agreed to cooperate in the ongoing multistate litigations against 30 corporate defendants and 25 individual executives. Both companies have further agreed to injunctive relief to prevent future misconduct and to a series of internal reforms to ensure fair competition and compliance with antitrust laws.

    California is among a coalition of nearly all states and territories filing three antitrust complaints, starting first in 2016. The first complaint included Heritage and 17 other corporate Defendants, two individual Defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffery Glazer and Jason Malek, have since entered into settlement agreements and are cooperating. The second complaint, which California joined in November 2024, was filed against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The Complaint names 16 individual senior executive Defendants. The third complaint, to be tried first, focuses on 80 topical generic drugs that account for billions of dollars of sales in the United States and names 26 corporate defendants and 10 individual defendants. Six additional pharmaceutical executives have entered into settlement agreements with the States and have been cooperating to support the States’ claims in all three cases.  

    The cases all stem from a series of investigations built on evidence from several cooperating witnesses at the core of the different conspiracies, a massive document database of over 20 million documents, and a phone records database containing millions of call detail records and contact information for over 600 sales and pricing individuals in the generics industry. 

    Each complaint addresses a different set of drugs and defendants, and lays out an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls nights out”, lunches, cocktail parties, and golf outings, and communicated via frequent telephone calls, emails and text messages, which sowed the seeds for their illegal agreements. Throughout the complaints, defendants use terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion. Among the records obtained by the States is a two-volume notebook containing the contemporaneous notes of one of the States’ cooperators that memorialized his discussions during phone calls with competitors and internal company meetings over a period of several years.

  • MIL-OSI New Zealand: Speech: Navigating the New World (Dis)order in Turbulent Times

    Mexican poet Homero Aridjis wrote “There are centuries in which nothing happens and years in which centuries pass”. It sure feels like this now.

    Large swathes of the 80-year-old rules-based world order developed after World War 2 are in tatters.

    The dramatic withdrawal of the United States of America from the Paris agreement, the World Health Organisation, and the halting of most USAID programmes are, to say the least, significant. The ineffective and stalled OECD work on the minimum taxation of multinational corporations. The whirl wind of tariffs and counter tariffs, which change almost daily.

    The war of words between neighbours in North America is unprecedented.

    The speed of the recent withdrawal of US support for institutions the US was itself pivotal in creating has shocked many.

    Europe, already reeling from the war in Ukraine and wider instability, is now deeply unsettled by recent statements and positions from the new USA administration.

    The withdrawal of the US security guarantee changed not just Europe but geopolitics everywhere including Asia and the Pacific.

    Tectonic shifts are rocking the world, which is markedly different from a decade ago.

    Multilateral institutions have diminished in authority and effect. The slide of the United Nations, and other important institutions like the World Trade Organisation, is obvious.

    The overuse of the UN Security council veto and inconsistent application of international law has undermined the United Nations. UN ineffectiveness feeds a cynicism and emboldens disregard for international laws, treaties and institutions. The UN Secretary General was declared persona non grata in Israel.

    Many countries we identify with – like Canadian and European democracies – which relied on security alliances with one great power are obviously rethinking their strategy.

    In stark contrast, the New Zealand government has spent the last 18 months seeking closer alignment to the US, increasingly positioning New Zealand as being in opposition to China. We did not consider this a wise approach, but in any case the shifting global landscape has rendered it unsound.

    The world is in a transition to a multipolar world, with heightened rivalry between the great powers.  

    We could be in for a rough ride. What would what a Labour government do if we held the reins?

    How should New Zealand navigate the new order?

    When should we speak out?

    When should we stay silent so as not to provoke a response?

    I’ll set out my thoughts on New Zealand’s foreign affairs, trade and defence responses. How Labour would steer New Zealand’s independent foreign policy efforts, both transactionally and more holistically.

    You will have seen that we share common views with the government about the likes of the Cook Islands, the militarisation of the Pacific, and on Ukraine, but that we differ strongly on AUKUS and Gaza.

    This should not surprise given Labour’s record, which we are proud to stand by.

    The Labour-led government stayed out of the illegal invasion of Iraq after the UN inspector Hans Blix found no evidence of weapons of mass destruction. National  said New Zealand should have joined that war, which made the Middle East less secure, and undermined the rules-based order.

    An earlier Labour government established New Zealand’s nuclear free status, which National also opposed.

    Labour sent peacekeeping and reconstruction forces to Timor-Leste and Afghanistan. We provided money for arms to Ukraine via the NATO fund, humanitarian aid, air transport in Europe, and New Zealand personnel to help train Ukrainian soldiers in the UK.

    These are examples of the New Zealand Labour Party in government applying our independent foreign policy, making decisions according to our assessment of New Zealand’s long-term national interest.

    New Zealand is not non-aligned and works most closely with like-minded countries which share our values.

    Australia is by far our most important relationship.

    We are internationalists, not isolationists, and a reliable supporter of international institutions.

    We understand communication between nations on sensitive issues benefits from diplomacy, whether via the United Nations, other multilateral fora, or bilaterally.

    We must be able to talk about differences between our country and others. Hegemony is taken too far if we cannot.

    Not all statements can be in public, but some should be.

    Sometimes, as now, there is a desire not to offend for fear of retaliation. At times of sensitivity, the wisdom of former Prime Ministers on both sides of the Tasman can be helpful. They can say what needs to be said.

    Paul Keating is well known for his pithy comments. He recently described the fairer  attributes of Australian society compared with US societal settings. He listed cradle to the grave healthcare for everyone, sustainable retirement savings and superannuation, an Australian economy which delivers substantial income increases for working people, high rates of Australian participation in education, and effective gun control.

    Keating’s purpose was to emphasise that we shouldn’t be subservient, nor cede moral authority, to others including the US when choosing our approach to the world.

    Malcolm Turnbull has spoken out against US tariffs noting their random use against Australia is not justified by a trade imbalance.

    John Key has quietly but importantly emphasised that we should be careful not to ruin our relationship with China.

    Helen Clark described the pitfalls of AUKUS pillar 2 and has been critical of loose language resurrecting the defunct ANZUS pact or using the Five Eyes intelligence network as a foreign affairs construct.

    She put it succinctly and well – “New Zealand needs a clear-eyed vision for courteous relations with the US and China, close dialogue with the Pacific Rim, Pacific Island and European friends”.

    Just because great-power politics have shifted does not mean Aotearoa should drop our long-standing commitment to human rights, open trade, multilateral institutions and the rights of small states.

    Obviously we understand diplomacy is required, but that should not silence our ability to speak up and advocate for what we believe in.

    We raise concerns about freedom of expression and the treatment of minorities in China, and about foreign interference. Some of this is said behind closed doors. Some is very public.

    When the Chinese government via its NZ embassy criticised New Zealand media for reports alleging foreign interference, in Labour we quickly and publicly stood up for the rights of New Zealand media and criticised the Chinese intervention.

    The New Zealand Labour Party’s view is that if we don’t stand up for what we believe in, we undermine our ability to do so in the future. We also undermine our reputation for fairness in foreign affairs, built up over decades, which in turn undermines our influence.

    The same principle applies to our relationship with the US.

    We have acknowledged the current government’s desire not to unnecessarily provoke a response from the US when things are so volatile.

    But the government’s seeming unwillingness to criticise anything pertaining to the US concerns us, even when the US went so far as to sanction others for participating in international institutions we support.

    For example, New Zealand is a member of the International Criminal Court. The US is not. That is their right, but for the US to sanction those assisting the ICC is wrong. Yet the current New Zealand government chose not to stand with 69 other countries including Switzerland, France, Canada, UK, Germany, Sweden – countries we share values with. This was an unfortunate break with NZs proud tradition of independently standing for what we believe in.

    If we want countries to support the international rule of law, we should apply it consistently. Many countries think the west is inconsistent in its application of international law in the middle east.

    The sympathy most New Zealanders felt for Israel and those who settled there following the holocaust has severely eroded. We condemned the killings and hostage taking by Hamas on 17 October 2023. But 70 years after the 1967 war, the blatant lack of rights of Palestinian people, the endless death and carnage in Gaza, and lack of progress towards a two State solution, or a single state alternative, is intolerable.

    This is why we have said New Zealand should be assisting the International Court of Justice when considering whether the state of Israel is acting illegally, as we did in respect of Rwanda and Ukraine. And be clear that individuals in breach of international law should face consequences in the International Criminal Court, and via a New Zealand sanctions regime.

    We have limited power and can’t always get our way. We try to use our values and reputation to influence better outcomes.

    We get the realpolitik of superpower.

    We are long term observers of superpower behaviour.  We are not surprised that China has become more assertive as it has becomes a superpower. The UK used to be, so were France, and Spain, and Italy back in the day.

    The USA has long used its power in central America, and beyond, to influence outcomes, and is currently pressuring Panama to limit Chinese influence.

    Russia’s Mr Putin has a history of invading and destabilising other countries. He is unlikely to stop, in part because his internal political position – including his life and retention of his billions – may rely upon his continued international aggression. This is why we support consideration by the New Zealand government of support for multinational peacekeeping efforts in the Ukraine.

     

    AUKUS pillar 2.

    The New Zealand Labour Party does not support joining AUKUS pillar 2, which the prior US administration described as a China containment strategy. There was a change of language from the New Zealand government after the 2023 election. New Zealand was described as a “force multiplier” for the US. The government said there were strong reasons in favour of pillar 2. Long redundant ANZUS language was resurrected. It appeared to us in Labour that the public were being softened up to join.

    We engaged the public in a debate. This included well-attended public meetings. Voices for and against AUKUS pillar 2 were active. The media delved into the issue.

    Neither interoperability nor access to technology rely upon AUKUS – two of the arguments put in its favour. Cooperation with other countries in Asia like Japan, Indonesia, Singapore, South Korea does not rely upon AUKUS and could be hindered if these countries do not like the anti-China AUKUS positioning.

    We concluded that AUKUS pillar 2 is not in New Zealand’s interests. Our decision was not influenced by the election of the new US administration, although for some this will be relevant.

    It is pleasing that senior former National and Act politicians have voiced their opposition too.

    Interestingly, the rhetoric from the government has toned down on AUKUS. That said, language in India last week, instead of emphasising the need to navigate a multi-polar world, clumsily positioned New Zealand as making binary choices between India and China.

    Being unsurprised that a rising China is more assertive in its nearby region does not mean we are comfortable with all steps in the Pacific.

    Being situated at the bottom of the Pacific Ocean distant from neighbours has trade and other disadvantages. But that physical isolation and low levels of militarisation in the vast Pacific are our greatest defensive attributes. Changes to that status quo concern us.

    We are perturbed by the recent agreements signed between the Cook Islands and China, labelled as a Comprehensive Strategic Partnership. The agreement commits the Cook Islands to supporting China in multilateral forums and to support candidates during elections of various boards and committees.

    We agree with the current New Zealand government that the process which preceded these commitments, and their substance, breach the arrangements under which the Cook Islands operate, which are referenced in the Joint Centenary Declaration of 2001.

    The Cook Islands are part of the realm of New Zealand. Cook Islanders carry New Zealand passports. The advantages this carries are the primary reason Cook Islands per capita GDP is a remarkable four times that of Fiji and five times that of Tonga and Samoa. Advantages include the ability to work in New Zealand and Australia, access to New Zealand health care and education, and superannuation portability.

    Consultation obligations are not some perfunctory commitment of little importance. They are to ensure the Cook Islands government neither deliberately nor unwittingly takes foreign affairs steps deleterious to the Cook Islands, or to New Zealand, and to our relationship.

    It is of course open to Cook Islanders to change their relationship with New Zealand and give up their New Zealand Passports. I doubt this will occur as Cook Islanders know their standard of living would slump if they did so. Security issues for the Cook Islands could deteriorate over time too.

    In terms of seabed mining, it is within the sovereign power of the Cook Islands to pursue this if their government desires. New Zealand’s experience with hundreds of millions of dollars of clean-up costs left behind by overseas oil companies makes us very wary. Nevertheless, if the Cook Islands so wish, New Zealand should assist them to manage the opportunities and risks, including with international participants.

    The prosperity and peacefulness of the Pacific Islands is of fundamental importance to New Zealand. The withdrawal of USAID does not help.

    New Zealand, with partners like Australia, must step up. We need to do more to help Pacific countries with affordable banking services, digital telecommunications, renewable electricity, sustainable resource utilisation (especially helping to maximise value from EEZ fisheries), and climate adaptation.  Better educational, health and civil society outcomes are good for us all. Labour mobility can also help, although care is needed given sensitivities for some concerned about depopulation,

    New Zealand can help Pacific populations displaced by sea levels rise.

    Reciprocity is key to prosperity and the desired avoidance of militarisation in our region. What would we do next?

    Labour would like to discuss a Pacific Peace Zone with other Pacific Island countries, and surrounding superpowers. Hon. Phil Twyford will detail how this meshes with our historic commitments to denuclearisation and peace on another day.

    We are continuing to work on our Pacific priorities within Labour, but one thing is already clear. The decline in New Zealand government spending on soft and hard power must be reversed.

    The split between hard power expenditure on military personnel and hardware, and soft power spending in development assistance and diplomacy will need to be worked through. But in our view increases to both are needed. A good principle to start with would be that every extra dollar spent on our military will be matched with an equivalent lift in our aid to the Pacific.

    Today is not the day to detail a defence procurement plan, but some high-level statements are appropriate. I make three points:

    1. In coalition with others, Labour recently replaced the Orions with P8s and replaced the Hercules. An earlier Labour government bought the current frigates, which are now nearing end of life. While we will never be a substantial military power, we need naval vessels to respond to disasters in the Pacific, and it is reasonable for our partners to expect they will have military capabilities. Rt Hon Chris Hipkins has acknowledged this requires cooperation across governments and election cycles.

    2. Our most effective fighting force is our SAS. They should be well paid and well equipped. They like to deploy to polish their renowned skills. Consideration should be given to their deployment in Ukraine in support of peace.

    3. The war in Ukraine has proven quantities of small drones are important. Ukrainian drones have effectively controlled the Black Sea against an invading nuclear power. They are affordable. We are home to Rocket Lab, Hamilton Jet, and drone companies delivering leading edge services to our world leading agricultural sector. 

    Australia has drone capabilities and is ahead of us in some areas. To use Sam Roggevin’s analogy in his book the Echidna Strategy, in defence we want to be a prickly adversary. New Zealand should prioritise working with Australia on defensive marine and air drones and commit significant resources to the task. Our defence spokesperson Hon. Peene Henare is engaged in these issues.

    Now I turn to trade. A lack of cooperation and compromise has blocked progress at the WTO for many years.

    This is not a dig at the US.  Many US complaints about trade imbalances caused by existing tariffs, non-trade barriers, state subsidised overcapacity and dumping are valid.

    That said, other distortions and unfairness caused by tax arbitrage substantially benefit the USA, especially in services like e-commerce. So does the US dollar reserve currency status, which in effect outsources much of the cost of US government deficits and debt. 

    Clearly these are complex issues.

    As Trade Minister during the last Trump administration, I had frequent dealings with then US Trade Representative Robert Lighthizer. He criticised private equity purchasers of US manufacturing outsourcing manufacturing to low cost-labour countries to shave off the last few percent of labour costs. Those owners banked increases in capital values at the cost of the US workers. He wrote about this in his book.

    He understood that the standard of living of working middle class citizens were essential underpinnings of both the long-term health of the US economy and democracy. Without a strong middle class working, producing, saving and consuming, the economy and society weakens.  

    There are ironies.

    The system has worked for the US in terms of its GDP per capita, which is amongst the highest in the world. The factors referred to by Paul Keating, together with the parallel concentration of wealth at the very top, are not primarily caused by other countries, but rather by the USA’s internal settings.

    Unfairnesses in trade settings are not new for New Zealand.

    New Zealand and Australia both play much fairer in global trade than most other countries but are still caught up in the maelstrom. 

    Sitting as we do at the bottom of the Pacific, New Zealand responded to protectionist measures in Europe and the Americas by building trade and foreign affairs relationships in Asia. Some of those strategies have been phenomenally successful for a little country – the China FTA, AANZFATA, CPTPP – which includes Japan, Canada, Mexico and Chile. Then we circled back to the UK and Europe. The current government has closed the Gulf deal and is pursuing India. Labour’s record in trade is second to none.

    How do we protect our trade interests now?

    We are as well placed as any distant small country can be. Our diversity of sales channels will help us minimise the first-round effects of the trade war. Risks to compliance with trade agreements and the second-round effects in terms of the risks of an international economic slowdown are impossible to model.  I certainly do not recommend tit for tat tariffs.

    Where might a new order emerge?  I will mention one new idea Damien O’Connor and I have discussed. It is at least possible that some of the barriers to trade between Europe and the US will soon be reduced for both security and economic reasons. What happens then? Maybe CPTPP could then be a sensible choice for Europe. The UK is already in it. If this happened, CPTPP – which is has overtaken the stagnant WTO – could become the de facto international standard. This possibility should be pursued by our excellent trade officials.

    I want to end by lifting our thoughts to the underlying drivers of the polarisation afflicting the world.

    Polarisation has increased between and within countries. There are many causes. Some are geopolitical, some economic, and some technological – like the role social media plays in carrying lies, misinformation, violence and death threats without consequence for those lying or those profiting from them.

    People feel less secure. Whatever the causes, this has political, economic, social and security implications.

    Many foreign affairs responses are transactional. But the big shifts post-World War 2 were holistic.

    There was broad acceptance that the extremes of fascism, revolution and wars had been caused by depressions and inequality, in turn partly caused by unaffordable reparations.

    The new world order after WW2 was intended to enable countries to succeed by encouraging international trade, access to resources, better health, and international cooperation.

    The decades that followed saw enormous progress in most parts of the world, with complimentary progressive measures within countries assisting to lift outcomes for billions of people.

    Now the underlying consensus has frayed to the point of disfunction.

    I believe the current turmoil will need a holistic response, and for that to be agreed a substantial subset of the international community will need to find common ground about the main underlying causes of the current worrisome trends.

    I’ve reached the stage of career that I know what I believe to be important. 

    For me there are two main themes.

    The first I have already touched on is gross wealth inequality, especially when this becomes intergenerational and sections of the population stagnate. This drives instability. I won’t say more about that in this speech, but history shows time and again that gross inequality ends in tears.

    The second is the breakdown in trust which happens when lies and misinformation prevail over facts. A cornerstone of the emergence of the nation state and the spread of liberal democracy was the enlightenment. There are rational facts. There are truths and untruths.

    The scourge of irresponsible social media, megalomaniacal tax avoiding tech barons, and irresponsible internet service providers is on my list of the important. 

    I have a view that we in the west have made a fundamental error in providing what is in effect an exclusion of liability for third party content.

    We have wrongly taken upon the shoulders of government the burden of regulating against what is harmful. I doubt this will ever work in practice. It also puts the burden on the harmed citizen (or government agencies) to respond after harm is caused. 

    The exclusion of liability was conferred when providers were more akin to the postal service, which has no liability for the content of a letter. Those providers morphed into publishers yet are protected from the legal remedies which apply to the traditional media they undermine. This mistake is the core of the problem.

    I am convinced it is better to remove the exclusion of liability, exposing those selling a harmful product to liability to the ordinary people that their product harms. 

    And it is a harmful product.

    Be it damage to young people, foreign interference, defamation, theft of other people’s content, the enabling of small but extreme groups of evildoers who find each other on-line, online sexual abuse, online streaming of terrorism, or the regular unpunished threats of death and injury. Lies and misinformation abound.

    A senior banker recently complained to me that internet investment scams are more common than legitimate products, and that the internet companies refuse to control them. Worse, they take money for the advertising service they provide to the fraudsters.

    Much of this is harm is from anonymous sources, with some deliberately aimed at undermining our democratic way of life and freedoms.

    Enabling private remedies for our citizens against those profiting from selling these harmful products, including through low-cost fora such as disputes tribunals or small claims courts, seems to me to be proper. Leave it to the Courts to work out the balance between freedom of expression and the duty not to sell a harmful product.

    There are ways to introduce safeguards, such as liability limits or safe harbours for media content or maybe for platforms that take active steps to prevent scams. But allowing the current situation to continue – where the burden falls almost entirely on individuals while social media giants profit – is untenable.

    The suggested approach does not make the government a censor and better avoids the risk of state suppression of freedom of speech. 

    Left unchecked, current ills will be made worse by those malevolently using AI to make the harms they are already causing worse. 

    Left unchecked the oligarch owners of these platforms will increasingly use them for the own political ends, as we already see with some platforms. 

    Fixing this would not ruin the internet. Point to point communications would still be protected like the mail. E-commerce would endure. Massive quantities of information will remain.

    I fear that if this is not addressed, polarisation and demagoguery will prevail.

    I am by nature an optimist. Opportunities arise from adversity. Digital services taxes sprouted at the end of the last Trump presidency, and I predict pressure for change will continue to mount.

    Many people in the world are fed up with these selfish tech giants. We should work with other countries to fix this.

    The holistic changes after World War 2 had the betterment of people at their heart.

    New Zealand under Labour Prime Minister Peter Fraser helped ensure the United Nations applied a human rights approach, for the benefit of people in countries large and small.

    New Zealand needs a clear-eyed vision for courteous relations with the US and China, close dialogue with the Pacific Rim, Pacific Island and European friends. 

    Everyone in this room has a role to play. It has never been more important to stand up for New Zealand’s independent foreign policy. And we all should.

  • MIL-OSI Security: Omak Man Sentenced to Five Years in Federal Prison for Violently Assaulting His Intimate Partner

    Spokane, Washington – Acting United States Attorney Richard R. Barker announced that Louis Lee Zacherle, age 37, of Omak, Washington, was sentenced for Assault Resulting in Substantial Bodily Injury to a Spouse, Intimate Partner, or Dating Partner in Indian Country. Zacherle was convicted on August 13, 2024, following a jury trial. United States District Judge Thomas O. Rice imposed a sentence of 60 months in federal prison to be followed by three years of supervised release.

    According to court documents and information presented at the trial and sentencing, on the evening of December 7, 2023, Zacherle began arguing with his intimate partner at a home on the Colville Indian Reservation. During the argument, Zacherle went out to the shed, grabbed an ax, came back into the kitchen, and began smashing the kitchen cabinets. Zacherle then hit his intimate partner in the face, knocking her down. Zacherle, who was wearing boots, proceeded to kick the victim several times as she was lying on the ground.

    At the hospital, doctors treated the victim for injuries to her face and scalp, as well as two broken ribs.  The victim also had to be treated for a condition in which air leaked out of her lung and into her chest wall.

    “Domestic violence is one of the root causes underlying the Missing or Murdered Indigenous Persons crisis impacting Native American Communities,” stated Acting United States Attorney Rich Barker. “Through DOJ’s Office on Violence Against Women, our office has a dedicated Special Assistant United States Attorney, Michael Vander Giessen, who handles many of the domestic violence cases that arise on Tribal land in Eastern Washington. With SAUSA Vander Giessen in this role – and as a result of our close partnerships with the Kalispel, Spokane, and Colville Tribes – the U.S. Attorney’s Office is able to seek justice in more of these cases, ensuring domestic violence victims are heard before it is too late.”

    “What began as a disagreement quickly turned into a brutal assault resulting in serious injury.” said W. Mike Herrington, Special Agent in Charge of the FBI’s Seattle field office. “Fortunately, the victim survived and stood up for herself, leading to Mr. Zacherle being held accountable for his violence with a federal prison sentence. The FBI and our partners will not tolerate domestic violence on our state’s reservations, and it is a crime we will vigorously investigate.”

    This case was investigated by the FBI and the Colville Tribal Police Department. It was prosecuted by Special Assistant United States Attorney Michael L. Vander Giessen and former Assistant United States Attorney Timothy J. Ohms.

  • MIL-OSI USA: Attorney General James Urges New Yorkers to Claim Compensation for Inflated Generic Drug Prices

    EW YORK – New York Attorney General Letitia James today joined a bipartisan coalition of 49 other attorneys general in urging consumers to check their eligibility for compensation as part of a $39.1 million settlement they secured with generic drug manufacturer Apotex Corp. (Apotex) for its role in a massive, long-running scheme to inflate prices of generic drugs and reduce competition. Attorney General James and the multistate coalition previously announced a settlement in principle with Apotex along with a $10 million settlement with Heritage Pharmaceuticals (Heritage). The settlements are part of an ongoing multistate investigation into companies for prescription drug price fixing. The companies in the scheme, some of which increased prices by 1,000 percent, manufactured essential medications to treat diseases ranging from diabetes to cancer to ADHD. 

    “When companies collude behind closed doors to raise prescription drug prices, they put everyday New Yorkers at serious risk,” said Attorney General James. “The companies involved in this scheme inflated prices of vital medications used to treat everything from diabetes and heart conditions to cancer, and now we are holding them accountable. I urge any New Yorker who may have been a victim of this scheme to check their eligibility and claim the restitution they are owed.”

    The settlements are the result of three lawsuits filed by the Office of the Attorney General (OAG) and a coalition of attorneys general against some of the nation’s largest generic pharmaceutical companies. The first complaint included Heritage and 17 other corporate defendants, two individual defendants, and 15 generic drugs. Two former executives from Heritage Pharmaceuticals, Jeffery Glazer and Jason Malek, have since entered into settlement agreements and are cooperating. The second complaint was filed in 2019 against Teva Pharmaceuticals and 19 of the nation’s largest generic drug manufacturers. The complaint names 16 individual senior executive defendants. The third complaint, to be tried first, focuses on 80 topical generic drugs that account for billions of dollars of sales in the United States and names 26 corporate defendants and 10 individual defendants. Six additional pharmaceutical executives have entered into settlement agreements with the coalition of attorneys general and have been cooperating to support the states’ claims in all three cases.  

    The lawsuits allege these companies engaged in a broad, coordinated, and systematic conspiracy to fix prices, avoid competition, and rig bids for more than 100 different generic drugs. The companies maintained an interconnected web of industry executives where these competitors met with each other during industry dinners, “girls’ nights out,” lunches, cocktail parties, and golf outings, and communicated via frequent telephone calls, emails, and text messages that sowed the seeds for their illegal agreements. Defendants used terms like “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion. 

    The drugs included in the scheme span all types – including tablets, capsules, creams, and ointments – and classes – including antibiotics, anti-depressants, contraceptives, and non-steroidal anti-inflammatory drugs. They treat a range of diseases and conditions from basic infections to diabetes, cancer, epilepsy, multiple sclerosis, HIV, ADHD, and more. In some instances, the coordinated price increases were over 1,000 percent. For example, Digoxin, an essential heart medication manufactured by Heritage, tripled in price, causing patients to pay hundreds of dollars more for the drug. 

    In November 2024, Attorney General James announced the coalition of attorneys general had secured settlements with Apotex and Heritage. As part of the settlement agreements, both Apotex and Heritage have agreed to cooperate in the ongoing multistate litigations against 30 corporate defendants and 25 individual executives. Both companies have further agreed to injunctive relief to prevent future misconduct and a series of internal reforms to ensure fair competition and compliance with antitrust laws. At the time of the announcement, the settlement with Apotex was conditioned on the signatures of all necessary states and territories. Those signatures have been obtained, and the coalition is filing the settlement today in the U.S. District Court for the District of Connecticut.

    Joining Attorney General James in securing the settlements are the attorneys general of Alaska, Arizona, California, Colorado, Connecticut, Delaware, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, Wyoming, the District of Columbia, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. 

    These settlements are the latest example of Attorney General James taking action to stop companies from engaging in anticompetitive conduct and harming New Yorkers. Earlier this month, Attorney General James won her case against ski resort owner Intermountain for illegally buying and shutting down a competitor. Also in March, Attorney General James secured a settlement with the NCAA that will end its anticompetitive rules preventing student athletes from learning about name, image, and likeness compensation opportunities before committing to a school. In January 2025 and December 2024, Attorney General James secured settlements stopping anticompetitive no-poach agreements in the building services industry. In May 2024, Attorney General James joined 40 other states and the Department of Justice in suing Live Nation and Ticketmaster for monopolizing the live music industry.

    New York’s investigation has been led by Assistant Attorneys General Bob Hubbard, Saami Zain, and Ben Cole, and Legal Assistant Arlene Leventhal of the Antitrust Bureau, under the supervision of Deputy Bureau Chief Amy McFarlane and Bureau Chief Elinor Hoffmann of the Antitrust Bureau. The Antitrust Bureau is part of the Division for Economic Justice, overseen by Chief Deputy Attorney General Christopher D’Angelo and First Deputy Attorney General Jennifer Levy.

  • MIL-OSI Africa: Motsoaledi urges global action to address health funding gaps

    Health Minister Dr Aaron Motsoaledi has reiterated the importance of nations reallocating resources towards health, strengthening global health partnerships, and exploring innovative financing mechanisms to address funding gaps.

    The Minister was delivering the keynote address at the second meeting of the G20 Health Working Group today in Ballito, KwaZulu-Natal.

    The Minister used the platform to highlight South Africa’s commitment to universal health coverage (UHC) through the National Health Insurance (NHI) system, which aims to provide financial protection and efficient resource utilisation.

    “In South Africa, we are actively pursuing transformation to achieve universal health coverage through our NHI system.

    “The NHI is designed to provide financial protection for all, ensuring that access to quality healthcare is not dependent on one’s ability to pay [for] it, and it will also assist in the efficient utilisation of our resources by pulling funds and strategically purchasing services.”

    Motsoaledi cited data from the World Health Organisation (WHO), which indicate that the number of people shielded from catastrophic health spending had been steadily increasing before the COVID-19 pandemic. However, since then, about 100 million people have fallen back into financial hardship due to health-related expenses.

    Motsoaledi believes that the NHI is a concrete demonstration of government’s commitment to leaving no one behind, and fostering and strengthening the resilience of the health system.

    The Minister quoted the late Harvard Department of Anthropology’s Professor Paul Farmer on the value of all lives and urged G20 members to increase public financing of health systems as a fundamental investment.

    “I want to quote the idea that ‘some lives matter less’ is the root of all that is wrong with the world.

    “We implore all G20 members to champion increased public financing of health systems.

    “This is not merely a budgetary issue; it’s a fundamental investment in our collective future.”

    Motsoaledi urged attendees to prioritise public health over competing interests, ensuring that adequate resources are allocated to meet the health needs of the nation’s populations.

    “Furthermore, we must all align our efforts beyond financing. We must address the persistent health inequities that plague our world.”

    Non-communicable diseases

    Motsoaledi highlighted the importance of addressing health inequities, particularly in low and middle-income countries, and the need for multilateral approaches to prevent and control non-communicable diseases (NCDs).

    He said the upcoming United Nations High-Level Meeting on NCDs is seen as a crucial opportunity to galvanise global action against chronic conditions like heart disease, cancer, diabetes and chronic respiratory diseases.

    “We must alleviate the financial burden, restrict unhealthy food marketing, finance emergency health services, and accelerate cervical cancer elimination, the only cancer which is preventable.”

    The theme of the three-day meeting is: “Accelerating Health Equity, Solidarity, and Universal Coverage”.

    Along with this meeting, a co-sponsored event focused on eliminating cervical cancer, is also taking place.

    “We must move beyond dialogue and commit to concrete steps. South Africa is committed to collaborating with all the G20 members to achieve our shared goals. 

    “Let us work together to ensure that health remains a priority, not a commodity, especially during these unstable economic times,” Motsoaledi added.

    South Africa, which assumed the G20 Presidency in December, is currently hosting various working groups and ministerial meetings throughout the country. 

    These meetings are focused on key topics such as health, employment, trade, tourism, and the digital economy — all in preparation for the G20 Leaders’ Summit scheduled for November this year.

    The G20 comprises 19 countries including Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom, and the United States.
