  • MIL-OSI Security: Ethete man sentenced to 40 years’ imprisonment for second-degree murder

    Kevin Joseph Mendibles, 37, of Ethete, Wyoming, was sentenced to 480 months in federal prison with five years of supervised release to follow for second-degree murder. U.S. District Court Judge Kelly H. Rankin imposed the sentence on Feb. 19, in Casper. The court also ordered the defendant to pay $8,983.19 in restitution and a $100 special assessment.

    According to court documents, on Feb. 25, 2024, the BIA Wind River Police Department was dispatched to a residence in Ethete for a woman who had been beaten badly and was barely breathing. Upon arrival, officers found the victim in a room with multiple stab wounds, blunt force injuries, and lacerations. When EMTs arrived, she had no pulse and was declared deceased. The defendant was interviewed and initially denied involvement but stated the victim had given him a place to live. In a follow-up interview, Mendibles admitted he killed the victim by beating and stabbing her. Mendibles was indicted on May 16, 2024, and pleaded guilty on Nov. 26, 2024.

    The Bureau of Indian Affairs Wind River Police Department and the FBI investigated the crime. Assistant U.S. Attorney Michael J. Elmore prosecuted the case.

  • MIL-OSI Security: Parmelee Man Sentenced for Domestic Assault by an Habitual Offender

    PIERRE – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Eric C. Schulte has sentenced a Parmelee, South Dakota, man convicted of Domestic Assault by an Habitual Offender. The sentencing took place on February 20, 2025.

    William Verlin Fool Bull, Sr., age 45, was sentenced to five years in federal prison, followed by three years of supervised release, and ordered to pay a $100 special assessment to the Federal Crime Victims Fund. 

    Fool Bull was indicted by a federal grand jury in January 2024. He pleaded guilty on November 19, 2024.

    By October 4, 2023, Fool Bull had been in a relationship with his girlfriend for approximately 10 years. They lived together with their two young children in Parmelee, which lies within the Rosebud Sioux Indian Reservation. On October 4, Fool Bull punched his girlfriend in the face several times and suffocated her in their home. The assault stopped when Fool Bull’s girlfriend kicked him in the knee and fled. Fool Bull has two prior convictions for domestic abuse.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian Country be prosecuted in Federal court as opposed to State court.

    This case was investigated by the Rosebud Sioux Tribe Law Enforcement Service. Assistant U.S. Attorney Carl Thunem prosecuted the case.

    Fool Bull was immediately remanded to the custody of the U.S. Marshals Service.

  • MIL-OSI Security: San Carlos Man Charged with Arson for Causing Watch Fire on San Carlos Apache Indian Reservation

    PHOENIX, Ariz. – Keanu Rudy Dude, 25, an enrolled member of the San Carlos Apache Tribe and a San Carlos, Arizona resident, was arrested today on an outstanding indictment issued by a federal grand jury in Phoenix. He is charged with Arson for the July 2024 Watch Fire on the San Carlos Apache Indian Reservation.

    The Watch Fire burned over 2,000 acres of land owned by the San Carlos Apache Tribe. Twenty-one homes identified in the indictment were destroyed by the fire. Four hundred families had to be evacuated from their homes and the areas surrounding San Carlos. Dude will have his initial appearance on Monday, February 24, 2025.

    An indictment is merely an allegation of criminal conduct, not evidence. An individual is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

    The FBI’s Phoenix Field Office, the Bureau of Indian Affairs, the San Carlos Apache Police and Fire Departments and the San Carlos Ranger and Forestry Departments conducted the investigation in this case. The United States Attorney’s Office, District of Arizona, Phoenix, is handling the prosecution.

    Chairman Cotton to Director Vought: Ban DeepSeek from Government Devices

    Washington, D.C.— Senator Tom Cotton (R-Arkansas), Chairman of the Senate Intelligence Committee sent a letter to Office of Management and Budget Director Russell Vought asking to prohibit U.S. government agencies, departments, and employees from using DeepSeek and artificial intelligence tools developed in Communist China.

    In part, Senator Cotton wrote:

    Dear Director Vought,

    I write to urge you to immediately prohibit U.S. government departments and agencies from using and accessing Deepseek and other artificial intelligence tools that were developed in the People’s Republic of China (PRC). 

    Federal employees are tasked with researching, developing, and implementing policies critical to America’s economic and national security.  Allowing those employees to use of PRC origin artificial intelligence (AI) or machine learning tools on government devices will almost certainly provide the Chinese Communist Party (CCP) with U.S. government data as well as advance information on our nation’s policies. 

    As you are probably aware, the PRC’s National Security and Data Laws compel PRC companies to provide any and all data to the CCP’s intelligence agencies.  This would, of course, include any information entered into the DeepSeek application or other AI tools.  Additionally, DeepSeek’s developers did not take steps to adequately secure their own databases or implement safety guardrails.  A cloud security firm quickly discovered a massive vulnerability in DeepSeek that left data publicly accessible, including users’ chat histories and other sensitive information.[1] In fact, several of our allies have already banned the use of DeepSeek for government purposes, including India[2] and South Korea.[3]

    While AI can be a useful tool for federal agencies seeking to improve efficiency and deliver value to the U.S. taxpayer, tools that provide our adversaries with advance warning of our government’s plans and policies should be prohibited.  With this in mind, I respectfully ask for the following:

    1. Any guidance OMB has circulated regarding the use of foreign adversary origin AI capabilities by federal agencies. 
    2. Any restrictions on the use of AI tools owned by companies based in China or other foreign adversary countries.

    Indira Gandhi National Centre for the Arts (IGNCA) commemorated International Mother Language Day with a two-day celebration on 21st and 22nd February 2025. Centred on the theme ‘Make Languages Count for Sustainable Development’, the event brought together eminent scholars, linguists, and cultural experts to deliberate on the role of languages in fostering sustainable growth. The inaugural session on 21st February featured the launch of ‘Indian Calligraphy: Unveiling Ancient Wisdom through Rajeev Kumar’s Art’, alongside the inauguration of the exhibition BHASHARRITI, curated by Ms. Aashna and Ms. Ritu Mathur. The occasion was graced by Mr. Tim Curtis, Director and Representative, UNESCO Regional Office for South Asia, as Chief Guest, and Ms. Lily Pandeya, Joint Secretary, Ministry of Culture, Government of India, as Special Guest. The session was chaired by Dr. Sachchidanand Joshi, Member Secretary, IGNCA, and the welcome address was delivered by Prof. Ramesh Chandra Gaur, Director  & Head- Kala Nidhi and Dean (Administration), IGNCA.     Mr. Tim Curtis, while delivering his address, emphasised that celebrating International Mother Language Day is deeply personal and universally significant, as it honours the languages that shape our thoughts and words. More than mere tools of communication, languages define identities and connect individuals to their histories and communities. Highlighting South Asia’s rich linguistic landscape, he noted that research indicates over 7,000 languages are endangered, with indigenous languages being the most vulnerable. These languages encapsulate unique knowledge systems and millennia of wisdom, making their loss a threat to cultural heritage.

    He referred to the United Nations’ declaration of 2022–2032 as the Decade of Indigenous Languages, aimed at documentation, revitalisation, and celebration of linguistic treasures.  He acknowledged IGNCA’s ongoing contributions in this regard and expressed gratitude for organising Mother Language Day. Stressing the importance of multilingual education, he cited India’s National Education Policy as a model for embracing linguistic diversity, enhancing both learning outcomes and national unity. UNESCO, he affirmed, is scaling up efforts for indigenous language preservation, advocating community-led initiatives that bridge linguistic communities and foster equity.

    Mr. Tim Curtis concluded by stating that language is not just a tool for communication but, in a way, a passport to understanding humanity itself. When we speak in our mother tongue, we do not merely exchange words but share ways of perceiving and interpreting the world. By honouring each other’s mother tongue, we facilitate understanding that transcends borders and cultures.

    Dr. Sachchidanand Joshi, in his chair remarks, stated that it is always a pleasure to acknowledge that India is a nation with one of the highest numbers of languages and dialects. With over 1,700 languages once spoken across the country, this linguistic wealth has long been a matter of pride. However, the other side of the coin is the rapid decline of languages, with many disappearing at an alarming rate, an issue that warrants serious concern.  He emphasised that collective efforts are being made to preserve and promote languages, and the National Education Policy rightly places significant emphasis on education in one’s mother tongue. While discussing language, he noted that it consists of three fundamental components-language itself, script, and phonetics. He pointed out that among these, phonetics remains the most overlooked aspect in conversations about mother tongues. Without attention to phonetics, he asserted, a language remains incomplete.

    Prof. Ramesh Chandra Gaur, while speaking at the event, emphasised that there can be no disagreement about the importance of any language. He observed that the linguistic landscape has been evolving in the wake of globalisation. While acknowledging the rising number and percentage of people conversing in English, he clarified that this is not a matter of concern. Instead, he accentuated the real issue-people increasingly refraining from speaking in their mother tongue. Stressing the significance of multilingualism, he asserted that being multilingual is not just beneficial but essential for sustainable development. He further asserted that languages can only be preserved if communities continue to speak and engage with them actively in their daily lives.

    The first day featured three panel discussions. The first session, titled ‘Make Languages Count for Sustainable Development’, was moderated by Prof. Ramesh Chandra Gaur. The panel included Prof. Shobhana Chelliah from Indiana University, USA; Prof. Sadaf Munshi from the University of North Texas, USA; and Dr. Huma Masood, Senior Gender Specialist at UNESCO’s New Delhi Office. The second session focused on a discussion of the book Indian Calligraphy: Unveiling Ancient Wisdom through Rajeev Kumar’s Art. The panel comprised Ms. Jaya Jaitly, Founder of Dastkari Haat Samiti, New Delhi; Prof. Ramesh Chandra Gaur; and cultural entrepreneur and exhibition curator Ms. Ritu Mathur.

    The third session explored the theme ‘National Education Policy and Indian Languages’. Moderated by Mr. Sudhakar Pathak, President of the Hindustani Bhasha Academy, the session featured insights from Prof. Bandana Jha of Jawaharlal Nehru University’s Department of Indian Languages; Dr. Pawan Vijay of Guru Gobind Singh Indraprastha University; Dr. Alok Ranjan Pandey of Ramanujan College, University of Delhi; and Dr. Vijay Kumar Mishra of Hansraj College. The event witnessed a significant gathering of language enthusiasts, academicians, and researchers, reaffirming the commitment to linguistic preservation and discourse.

    We are living in times where challenges are enormous, so are the opportunities. You have seen in last decade exponential economic upsurge, phenomenal infrastructure growth, deep digitisation, technology penetration, transparency and accountability being taken care of by technological aspect of service delivery, people-centric policies reaching out those in the last line.

    Therefore, people of the country have tasted development as never before and the Nation in last decade has been one of the Nations at the peak in the world that has seen such kind of rise. This has given a great challenge because Bharat today is the most aspirational Nation in the world.

    Commit to Nationalism should never be compromised, no interest whatsoever, and whatever be the compelling circumstances, however compulsive and challenging the situation may be.

    National interest can never take back states, personal, political, partisan interest has to be subservient to National interest. Commitment to National interest is not optional, it is fundamental to our being Indians.

    There are forces inimical to Bharat and these are sinister forces, they are dangerous forces that have total distaste and dislike for the very concept of Bharat. You have to be extremely vigilant. You, the youth of the country, being the most vital stakeholders in governance, in  democracy, are also enjoined to carry out your constitutional ordainment. Framers of our constitution had bestowed fundamental rights on all citizens but I need to enter into a brief caveat. Fundamental rights have to be earned and fundamental rights are best earned when you perform your fundamental duties.

    I beseech all of you, to carefully go through the fundamental duties that are in the Indian Constitution in Part IVA. Once you will go through those fundamental duties, you will realise the importance of those duties and also realise every individual can make contribution. It does not require collective working.

    Our transformation has to take place on certain fundamentals, each of you needs to focus on five fundamentals.

    One- Social harmony is vital, it must transcend all differences. We must nurture it, we must ensure its blossoms because social harmony will help us evolve National unity and, National unity is fundamental to sustain the growth trajectory of the Nation.

    Family enlightenment, your parents, your grand parents, your neighbours, your neighbourhood, we are a different kind of a society. A strong feeling for neighbourhood ‘Vasudhaiva Kutumbakam’ that principle has to start from the family being a unit. You have to nurture it.

    Environmental protection, go to our religious functions, go to our traditions, how  we find in our epics concern is bestowed on environment, flora and fauna, the planet is not captive of human beings alone. Lack of concern for environment, reckless exploitation for personal gain discarding the age old principle of trusteeship has brought us to this cliffhanging situation.

    We are at the cusp of a disaster of climate change menace and, therefore you have to make contributions. Prime Minister’s clarion call for ‘Ek Ped Maa Ke Naam’ has got into Jan Andolan, make sure not only you do it, you persuade everyone you come across to do it

    Our institutions are facing structured taint a facet of wokeism. Our Constitutional functionaries are sought to be ridiculed. It is time for you to reflect. Be it to institution of the President, of the Vice-President, or the Prime Minister. These are not political posts, these are our institutions. People fail to show even minimum respect. 

    My heart bleeds when President of the country, the first ever tribal woman to hold that high office is shamed, ridiculed, even when she performs her Constitutional duty in the joint session of parliament. Her tribal status becomes a cause of concern when the taint is put in public domain. A lady of sterling worth, track record of dedicated service, as a Legislator, as a Minister, as a Governor and now President of India.

    A Prime Minister after six decades for the first time, after six decades, continued in office for the third term. Anything and everything can be said, we must not bear with it. I wouldn’t come to my position but there are some unforgettable moments of pain when in the sacred premises of Parliament, a mimicry is videographed by a person who holds responsible political position. Sometimes we can overlook but we can never forget, we forgive for a simple reason, that’s our culture.

    So please believe in our Institutions because they are very strong, be it our Election Commission or our Judiciary. Election commission is wrong when you lose. It is right when you win.

    What kind of formula we have?

    Let us be judgmental, but on rational premise. Our judgment must have a rationale, a rationale that can be subject to deep analysis.

    The country, young friends, is facing a great challenge because we have in millions illegal migrants amongst us. They are making demand on our workforce because they are working, depriving our people of work education facilities, health facilities, government facilities, like Pradhan Mantri Garib Kalyan Anna Yojana. 

    This infiltration is no less than invasion, just imagine millions of illegal migrants in the country, how severely our security is compromised. The entire world at the moment has become serious about it. We work up, when under the law of some country, some of our own people who were misguided, who were cheated, who were lured into going abroad through the wrong means, come back here but we don’t look at the ground under our feet. We are on quicksand. This bomb is ticking for you. I am talking on mindset so generate a mindset. Why should they be here?

    Then these change our demographic landscape. They electorally  manipulate us.

    They start defining democracy.

    Surely we can’t be yielding on such a challenging scenario.

    It is the bound and duty of every Indian to have a point of view, to express that point of view, to have a dialogue about it and call upon the authorities concerned to generate a pressure. This has to end. Whenever there is a talk, something which is in the Constitution, politics enters Uniform Civil Code is a Constitutional ordainment. Founding Fathers of the Constitution had put it under Article 44 of the Directive Principles. 

    Therefore, let me tell you. I do not know what is the severity of the earthquake that may befall us, but tremors are being already felt. In the country there is emergence of specified areas where elections have ceased to have any meaning at the moment. We cannot afford this kind of challenge to our civilisation.

    Our civilization was bled 1200 years ago. Nalanda was blossoming, prospering, a center of knowledge and wisdom. Convergence of scholars from all over the world came. They benefited and they benefited us. Marauders came, invaders came recklessly with extreme brutality, barbarity. Made an effort to destroy our culture, our civilisation, our religious places, and so was the perversion. 

    Destroy our religious place have their own. Patience and tolerance are virtues, but not at the cost of Nationalism. You here people have to be alert.

    Europe is witnessing situations, some countries are witnessing situations. We look calm but this calm is before a storm. 

    Let us contain that storm. Let us puncture the balloon of a storm, and that can be done only when people change their mindset, share their concern with everyone, generate an opinion, and put their foot down

    The latest that has come as a shocking expose is the President of the United States. I am sure you all are aware of what he said, that fiscal muscle was used. Funds were pumped in, to doctor and manipulate our democratic result. He has gone to the extent of saying, I must give my thought on it, that someone else was sought to be elected.  To elect is the right only of Indian people. Anyone doctoring or manipulating that process is undermining our democratic values, is subverting our democracy in the process, bringing us under servitude, subservience. 

    I, therefore, from this platform call upon everyone. Time has come to thoroughly get into this malice, this political COVID infiltrated in our society to destroy our democracy. All those involved in this sinister activity, who benefited out of this structured pernicious strategy must be shamed and brought to book, fully exposed.

    “It is our goal to make power accessible to everyone and all times and the government is aiming for 100% electrification of households across the country,” said Union Minister Shri Manohar Lal while addressing a press conference in New Delhi today.

    1. Power Accessibility and Special Focus on Tribal and Border Areas

    Union Minister informed that with the help of initiatives like  Deeen Dayal Upadhyay Gram Jyoti Yojana (DDUGJY) ,  PM Sahaj Bijli Har Ghar Yojana (SAUBHAGYA), Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan for Particularly Vulnerable Tribal Groups (PVTG ) the accessibility to power has increased significantly in the last 10 years.

    Shri Manohar Lal said that average electricity supply in rural areas has increased from 12.5 hours in 2014 to 22.6 hours in 2025 and in urban areas to 23.4 hours in 2025.

    2. Fossil and Non-Fossil Power Generation

    Union Minister informed that fossil based power capacity has increased from 168 GW in 2014 to 246 GW in Jan 2025 which shows an increase of around 46 percent.

    He also informed that the increase in non fossil capacity has increased from around 80GW in 2014 to around 220 GW in 2025 (as of 31 January 2025 ) which is around 180 percent increase .

    3. Transmission Growth and Projections

    Highlighting the addition and transmission network, Shri Manohar Lal informed that the Transmission Network has increased from 2.91 lakh ckm in 2014 to 4.92 lakh ckm in 2025.

    4. Power Import and Export: India as a Net Exporter

    Addressing the media, the Union Minister informed that India has become net exporter of power and the net export in 2025 amounts to 1625 MU. He also informed that in 2014 India was a net importer of power.

    5. Power Distribution: Declining Shortage Gap

    The Union Minister informed that energy shortage has reduced from 4.2% in 2014 to 0.1% in 2025. He also said that the steps are being taken to overcome the current energy shortage.

    6. DISCOMs: Reduction in Losses

    AT&C losses have reduced from 22.62% in 2014 to 15% in 2025, and this will be further reduced to 10% by 2030.

    7. Smart Meters: Achievements and Targets

    Union Minister informed that around 2.13 Cr smart meters have been installed. He further informed that 19.8 Cr smart meters, 52.5 lakh DTRs and 2.1 lakh feeders have been sanctioned.

    8. Energy Efficiency and Carbon Reduction

    Shri Manohar Lal said that consistent efforts since 2014 have led to a savings in annual energy consumption of 53 MTOE in 2024 in the Indian economy.  The corresponding savings in emissions has been 321 Mn tons CO2. He also informed that government has launched sustainable building codes to improve energy efficiency of commercial and residential buildings.

    9 Transport Sector: Focus on Electric Vehicles

    Shri Manohar Lal said that the government is focused on promoting electric vehicles. He added that by 2030, 1 lakh EV charging stations will be installed to facilitate electric mobility.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah held an inspiring educational interaction with the students of the rural and tribal community of Santokba Dholakiya Vidya Mandir, Dang District, Gujarat at Gujarat Bhawan, Chanakyapuri, New Delhi today. This special event was a unique opportunity for these students to be inspired and share their experiences. This initiative is part of the Union Home Minister’s commitment to directly interact with youth and motivate them.

    The program not only served as a source of inspiration for all these rural and tribal students, but it also provided them with the opportunity to openly interact with the country’s Home Minister.

    On this occasion, Shri Amit Shah shared profound thoughts on education, youth empowerment, and the role of students in national development. The goal of this dialogue was to inspire students and address their queries related to academics and careers. While answering students’ questions, the Home Minister emphasized the importance of hard work, dedication, and determination.

    Union Home Minister said that be it the celebration of ‘Janjatiya Gaurav Divas’ or the election of Smt Droupadi Murmu as the President of India, these decisions have helped take the pride of the tribal society to newer heights. He emphasized that the upliftment and empowerment of the tribal community is our priority, and it is Prime Minister Shri Narendra Modi who gave the tribal community their rightful recognition after independence.

    Shri Amit Shah said that students are the foundation of the country’s progress, and their hard work and dedication will take India to new heights. He encouraged students to pursue careers as doctors, engineers, and civil servants, stating that if they make the development of the country their goal, their personal growth will naturally be assured. Therefore, their primary objective should be to work for the development of the nation.

    Union Home Minister and Minister of Cooperation stated that the Modi government is providing quality education to tribal students by establishing Eklavya Model Residential Schools in every block having more than 50% ST population having at least 20,000 tribals. He further mentioned that language has been a barrier for tribal students in the fields like medicine, engineering, and technical education. In response to this, the Modi government has provided the option for students to take exams in their mother tongue. Shri Shah said that these decisions have given tribal students a new hope. He further mentioned that in the six decades after independence, there was only one central tribal university in the country, whereas in the past decade, under the Modi government, two new tribal universities have been established.

    The students shared their thoughts on education and career with the Home Minister. Shri Amit Shah provided suggestions on how they could contribute to the progress of the country. At the end of the program, the Home Minister encouraged the students to pursue their goals with hard work and integrity, stating that the role of students in nation-building is extremely important, and their success will play a key role in making India a leading nation.

    The Prime Minister, Shri Narendra Modi inaugurated the 98th Akhil Bharatiya Marathi Sahitya Sammelan in Vigyan Bhawan, New Delhi today. Addressing the gathering on the occasion, he welcomed all the Marathis to the grand event of Marathi language being organized in New Delhi. He said that the Akhil Bharatiya Marathi Sahitya Sammelan was not confined to a language or a region and added that the Sammelan comprised the essence of freedom struggle as well as the cultural heritage of Maharashtra and the nation.

    Remarking that Akhil Bharatiya Marathi Sahitya Sammelan, from its first edition in 1878 till now, has been a witness to 147 years of India’s journey, Shri Modi said that many luminaries like Shri Mahadev Govind Ranade, Shri Hari Narayan Apte, Shri Madhav Shrihari Ane, Shri Shivram Paranjpe, Shri Veer Savarkar had presided the Sammelan. Expressing his gratitude for being invited by Shri Sharad Pawar to be part of this proud tradition, he extended his congratulations to all Marathi enthusiasts across the country and the world for this event.

    Highlighting that today was International Mother language day, the Prime Minister remarked that it was quite natural to be reminded of verses of Sant Dnyaneshwar when he thought of Marathi language. Reciting a verse of Sant Dnyaneshwar, Shri Modi explained that the Marathi language was sweeter than nectar and hence his love and affection towards the Marathi language and culture was immense. Informing that although he was not as proficient as Marathi scholars at the event, the Prime Minister humbly said that he has always been in a constant endeavour to learn Marathi. 

    Shri Modi highlighted that the Sammelan was taking place at a significant time when the nation was witnessing the 350th anniversary of Chhatrapati Shivaji Maharaj’s coronation, the 300th birth anniversary of Punyashlok Ahilyabai Holkar, and the 75th anniversary of our Constitution, created through the efforts of Babasaheb Ambedkar. Expressing pride over the fact that a century ago, a distinguished Marathi individual planted the seed of the Rashtriya Swayamsevak Sangh (RSS) on the soil of Maharashtra, Shri Modi highlighted that today, it has grown into a vast tree, celebrating its centenary year. He emphasized that for the past 100 years, the RSS has carried forward the great tradition and culture of India, from the Vedas to Vivekananda, to the new generation through its cultural efforts. He noted that it has been his privilege, along with millions of others, to be inspired by the RSS to live for the country. The Prime Minister also acknowledged that it was through the RSS that he had the opportunity to connect with the Marathi language and tradition. He highlighted that a few months ago, Marathi was accorded the status of a classical language, for which over 12 crore Marathi speakers in India and around the world had been waiting for decades for this recognition. He considered it a great fortune of his life to have had the opportunity to accomplish this task.

    “Language is not just a medium of communication but a carrier of our culture”, exclaimed the Prime Minister. He noted that while languages are born in society, they also play a crucial role in shaping it. He highlighted that Marathi has given expression to the thoughts of many individuals in Maharashtra and the nation, contributing to our cultural development. Citing Samarth Ramdas Ji’s words on the importance of the Marathi language, the Prime Minister remarked, “Marathi is a complete language, embodying valor, beauty, sensitivity, equality, harmony, spirituality, and modernity”. He noted that Marathi includes devotion, strength, and intellect. Shri Modi pointed out that when India needed spiritual energy, Maharashtra’s great saints made the wisdom of the sages accessible in Marathi. He acknowledged the contributions of Sant Dnyaneshwar, Sant Tukaram, Sant Ramdas, Sant Namdev, Sant Tukdoji Maharaj, Gadge Baba, Gora Kumbhar, and Bahinabai, who showed society a new direction through the Bhakti movement in Marathi. In modern times, the Prime Minister highlighted the impact of Shri Gajanan Digambar Madgulkar and Shri Sudhir Phadke’s Geet Ramayan.

    Highlighting that during centuries of oppression, the Marathi language became a proclamation of liberation from invaders, the Prime Minister mentioned the valor of Maratha warriors like Chhatrapati Shivaji Maharaj, Sambhaji Maharaj, and Bajirao Peshwa, who fiercely opposed their enemies. He noted that in the freedom struggle, fighters like Vasudev Balwant Phadke, Lokmanya Tilak, and Veer Savarkar disrupted the British. He emphasized the significant role of Marathi language and literature in their contributions. Shri Modi highlighted that newspapers like Kesari and Maratha, the powerful poems of poet Govindagraj, and the plays of Ram Ganesh Gadkari nurtured the spirit of nationalism. He pointed out that Lokmanya Tilak wrote the Geeta Rahasya in Marathi, which infused new energy across the nation. 

    “Marathi language and literature have opened the doors of social emancipation for the oppressed and deprived sections of society”, highlighted Shri Modi. He mentioned the contributions of great social reformers such as Jyotiba Phule, Savitribai Phule, Maharshi Karve, and Babasaheb Ambedkar, who nurtured new age thinking in Marathi. He noted that Marathi language has given the country rich Dalit literature. He emphasized that due to its modern thinking, Marathi literature has also produced science fiction. Acknowledging the exceptional contributions of the people of Maharashtra in Ayurveda, science, and logic in the past, Shri Modi highlighted that this culture has always invited new ideas and talents, leading to Maharashtra’s progress. He remarked that Mumbai has emerged as the economic capital not only of Maharashtra but of the entire country. The Prime Minister remarked that when speaking of Mumbai, one cannot complete the discussion of literature without mentioning films. He highlighted that it is Maharashtra and Mumbai that have elevated both Marathi films and Hindi cinema. He noted the current popularity of the movie ‘Chhava,’ which has introduced the valor of Sambhaji Maharaj through Shivaji Sawant’s Marathi novel.

    Quoting poet Keshavsut, Shri Modi emphasized that we cannot remain stagnant in old thoughts and human civilization, thoughts, and language continually evolve. He highlighted that India is one of the world’s oldest living civilizations because it has consistently evolved, embraced new ideas, and welcomed changes. Pointing out that India’s vast linguistic diversity is a testament to this evolution and serves as a fundamental basis for unity, the Prime Minister noted that Marathi exemplifies this diversity, comparing language to a mother who imparts new and vast knowledge to her children without discrimination. He added that language embraces every idea and every development. Shri Modi noted that Marathi originated from Sanskrit and has significant influences from Prakrit. He highlighted the contribution of great thinkers and writers who have broadened human thought. He mentioned Lokmanya Tilak’s Geeta Rahasya, which interpreted the Sanskrit Gita and made it more accessible through Marathi. He also mentioned that the Dnyaneshwari Gita, with its Marathi commentary on Sanskrit, has become a standard for scholars and saints to understand the Gita. The Prime Minister remarked that Marathi has enriched and been enriched by other Indian languages. He cited examples like Bhargavram Vitthal Varekar, who translated works like ‘Anandmath’ into Marathi, and Vinda Karandikar, whose works based on the lives of Panna Dhai, Durgavati, and Rani Padmini have been translated into many languages. “Indian languages have never had mutual enmity; instead, they have always adopted and enriched each other”, he emphasised. 

    Pointing out that attempts to create divisions in the name of language are countered by the shared heritage of our languages, the Prime Minister emphasized the responsibility of enriching and embracing languages, urging everyone to keep away from such misconceptions. He highlighted that today, all languages in the country are viewed as mainstream languages. He pointed out the efforts to promote education in all major languages, including Marathi. Shri Modi mentioned that now, the youth in Maharashtra can pursue higher education, engineering, and medical studies in Marathi. He emphasized that the mindset of neglecting talents due to the lack of English proficiency has been changed.

    “Literature is a mirror as well as a guide for society”, said Shri Modi. He remarked on the crucial role of Sahitya Sammelan and related institutions in the country. He expressed hope that the Akhil Bhartiya Marathi Sahitya Mahamandal will carry forward the ideals established by great personalities like Govind Ranade, Harinarayan Apte, Acharya Atre, and Veer Savarkar. The Prime Minister highlighted that the tradition of the Sahitya Sammelan will complete 150 years in 2027, which will mark the 100th Sahitya Sammelan. He urged everyone to make this occasion special and to start preparations now. He acknowledged the efforts of many young people who are serving Marathi literature through social media and encouraged providing them with a platform to recognize their talents. The Prime Minister emphasized the importance of promoting Marathi learning through online platforms and initiatives like Bhashini. He suggested organizing competitions related to Marathi language and literature among the youth. He expressed confidence that these efforts and inspirations from Marathi literature will energize 140 crore citizens for a Viksit Bharat. He concluded by urging everyone to continue the great tradition of distinguished personalities like Mahadev Govind Ranade, Harinarayan Apte, Madhav Shrihari Ane, and Shivram Paranjape, and thanked everyone.  

    The Chief Minister of Maharashtra, Shri Devendra Fadnavis; Member of Parliament (Rajya Sabha), Shri Sharad Pawar; President of the 98th Sammelan, Dr. Tara Bhawalkar were present among other dignitaries at the event. 

    Background

    The 98th Akhil Bharatiya Marathi Sahitya Sammelan is being held from 21st to 23rd February and will host a diverse array of panel discussions, book exhibitions, cultural performances, and interactive sessions with eminent literary figures. The Sammelan will celebrate Marathi literature’s timeless relevance and explore its role in contemporary discourse, including themes of language preservation, translation, and the impact of digitalization on literary works.

    The Marathi literary gathering being held in the national capital after 71 years also includes a symbolic literary train journey from Pune to Delhi, carrying 1,200 participants, showcasing the unifying spirit of literature. It will feature over 2,600 poetry submissions, 50 book launches, and 100 bookstalls among others. Distinguished scholars, authors, poets, and literature enthusiasts from across the country will participate.

    In a significant step towards boosting deep-science-based Indian innovations with high societal and commercial impact, the Centre for Cellular and Molecular Platforms (C-CAMP) has successfully transferred two novel bioactive non-chemical solutions, AphidControl and XanthoControl, to PI Industries Ltd. The announcement was made during an event held at the Office of the Principal Scientific Adviser (PSA) to the Government of India, New Delhi, in the presence of Prof. A.K. Sood, PSA to the Govt. of India, Dr. Kris Gopalakrishnan, Managing Trustee, Pratiksha Trust.  

    The transfer of these technologies is a part of the ‘Transforming Deep Science Discoveries into Impactful Innovations for India’ initiative under the Discovery to Innovation Accelerator (DIA) programme at C-CAMP. Supported by the Office of the PSA and Pratiksha Trust, this initiative is designed to translate pioneering research into industry-ready solutions for real-world applications. With pests and diseases contributing significantly to crop loss in India—estimated at 10-35% annually—the introduction of these two bio-based solutions represents a critical advancement in sustainable agriculture. These 100% biological alternatives to synthetic pesticides will undergo large-scale validation and commercialization by PI Industries Ltd., reinforcing their portfolio of crop protection solutions.

    AphidControl is a novel botanical insecticide derived from plant extracts that effectively targets aphids, a pervasive pest that causes substantial agricultural losses. Unlike conventional chemical pesticides, this organic solution offers a sustainable approach to crop protection while minimizing environmental impact. AphidControl has demonstrated superior efficacy compared to existing biopesticides, ensuring a stronger, eco-friendly defense mechanism against aphids. XanthoControl, on the other hand, is a breakthrough biocontrol agent developed from microbial metabolites that effectively combats Xanthomonas, a bacterial pathogen responsible for bacterial blight in over 40 crops, including tomatoes and pomegranates. This innovative solution provides a safer and more sustainable alternative to synthetic pesticides, addressing concerns surrounding antimicrobial resistance and environmental sustainability.

     

    Prof. A.K. Sood welcomed this initiative and stated “C-CAMP DIA Programme is fostering industry-centric innovations with the potential to reshape India’s agricultural sector. This reinforces the Office of PSA’s commitment to supporting transformative programmes that bridge the gap between research and industry.’

    “The technology transfer to industry for the two-novel bio-based solutions developed under the Discovery to Innovation Accelerator program supported by the Office of PSA is testimony to C-CAMP’s efforts in translating research to market ready solutions in critical areas like sustainable agriculture. My best wishes and congratulations to the innovators and the team at C-CAMP for addressing an important area like crop loss through two non-chemical solutions viz AphidControl and XanthoControl” said Dr. Parvinder Maini, Scientific Secretary, Office of PSA.

    Dr. Kris Gopalakrishnan emphasized the importance of research translation, and highlighted the need to leverage this strength and emerge as a global bio-innovation hub, and appreciated the C-CAMP DIA programme for ensuring that scientific discoveries translate into impactful real-world solutions. Dr. Monoranjan Mohanty, Adviser, Office of PSA, stated that the transfer of AphidControl and XanthoControl is a significant achievement under the DIA programme, showcasing India’s commitment to transforming scientific breakthroughs into innovative technologies that serve the agricultural sector.

    Dr. Taslimarif Saiyed, CEO & Director, C-CAMP, highlighted the role of DIA in facilitating this transition, stating that the programme has successfully leveraged knowledge generated by research institutions across the country, advancing their technology-readiness level in line with industry standards. This initiative, he said, is a prime example of closing the academia-industry gap in India and was made possible through the generous support of the Office of the PSA and the Pratiksha Trust.

  • MIL-OSI Asia-Pac: IWAI Board commissions feasibility study for Urban Water Transport System in 17 cities

    The Inland Waterways Authority of India (IWAI) Board – in its 196th Board Meeting – took a key decision to carry out feasibility study for developing Urban Water Transport System in various cities.  The Board decided to explore Water Metro in full or part in 17 cities across 12 states of India.  Kochi Metro Rail Limited (KMRL) have been appointed to carry out the feasibility study.

    This initiative will provide a robust and sustainable urban transport system by utilising existing navigable waterways. The Water Metro model represents a breakthrough in urban water transportation, offering safe, efficient, and environmentally-friendly alternatives to conventional modes of transport. Leveraging India’s rich network of rivers, canals and other water bodies, the project will focus on cities with significant potential for urban water transport system.

    The 17 cities chosen by IWAI, in consultation with Ministry of Ports, Shipping and Waterways, for developing water metro include – Ayodhya, Dhubri, Goa, Guwahati, Kollam, Kolkata, Prayagraj, Patna, Srinagar, Varanasi, Mumbai, Vasai, Mangalore (Gurupura River), Gandhinagar-Ahmedabad (Sabarmati River), Alleppey in Kerala as well as Lakshadweep and Andaman & Nicobar Islands where inter-island ferry services could transform connectivity.

    The Urban Water Transport System will connect mainland and adjoining municipalities/panchayat areas/islands through waterways and integrate the system with other modes of transport. Besides, it will promote tourism and regional economic growth. It will employ non-polluting and sustainable measures through energy-efficient electric ferries, modernised terminals and ensure seamless multimodal connectivity.

    Under the dynamic leadership of Prime Minister Shri Narendra Modi and the able guidance of Minister of Ports, Shipping and Waterways Shri Sarbananda Sonowal, IWAI has been making several infrastructural interventions to develop waterways as a robust engine of growth. With its concerted efforts, IWAI is expanding its footprint throughout the country – from Arunachal Pradesh in the East to Gujarat in the West and Jammu and Kashmir in the North to Kerala in the South. 

    In line with Harit Nauka guidelines, the Authority has taken multiple green initiatives which includes procurement of electric catamarans for passenger ferries.  Two such catamarans have already been deployed, one each at Varanasi and Ayodhya.  Six more shall be deployed soon in Mathura and Guwahati.  One hydrogen fuel cell powered vessel has also been procured which recently completed the trials successfully. The move to strengthen urban water transport system by developing water metro projects will be an extension to these proactive initiatives being taken by the Authority.

    Unlocking India’s Gaming Potential

     

    Introduction

    India’s gaming industry has seen remarkable growth particularly in digital and online gaming, which has become one of the fastest-growing sectors in the country’s media and entertainment landscape. To support this growth the Bharat Tech Triumph Program (TTP) has been launched as part of the Create in India Challenge Season 1. Organized by the Interactive Entertainment and Innovation Council (IEIC) in partnership with the Ministry of Information and Broadcasting (MIB) the program aims to identify and showcase India’s gaming talent on the international stage.

    The initiative will culminate at the World Audio Visual Entertainment Summit (WAVES) and the India Pavilion at the Game Developer Conference (GDC) in 2025 providing a global platform for Indian innovators to shine.

    The World Audio Visual & Entertainment Summit (WAVES) in its first edition is a unique hub and spoke platform poised for the convergence of the entire Media and Entertainment (M&E) sector. The event is a premier global event that aims to bring the focus of the global M&E industry to India and connect it with the Indian M&E sector along with its talent.

    The summit will take place from May 1-4, 2025 at the Jio World Convention Centre & Jio World Gardens in Mumbai. With a focus on four key pillars—Broadcasting & Infotainment, AVGC-XR, Digital Media & Innovation, and Films-WAVES will bring together leaders, creators and technologists to showcase the future of India’s entertainment industry.

    The AVGC-XR (Animation, Visual Effects, Gaming, Comics, and cutting-edge technologies such as Augmented Reality, Virtual Reality, and the Metaverse) pillar in particular aligns with the objectives of the Bharat Tech Triumph Program emphasizing the intersection of gaming, animation, visual effects and immersive technologies like AR, VR and the Metaverse.

    Eligibility Criteria

     

    The Bharat Tech Triumph program welcomes a diverse range of participants from the interactive entertainment industry including developers, studios, startups, and tech companies. This initiative is open to individuals and organizations involved in gaming development, esports and business solutions critical to the gaming ecosystem. The program invites entities from various stages of development as long as they have a working prototype.

    Registration Process

    Tech Triumph Season 3 is poised to elevate India’s gaming ecosystem showcasing the nation’s potential to create a globally recognized ‘Made in India’ tech industry. With 1,078 registrations already, including 12 from international participants the program is gaining momentum.

    Step 1: Game Submission: Start your journey by submitting your game via the contest form available on the official website.

    Step 2: Expert Evaluation: The esteemed panel of experts will carefully review all submissions shortlisting the top entries for the pitching round. After the pitches the final results will be announced by the distinguished jury.

    Step 3: Gearing Up for Events: Upon the announcement of the winners, the organizers will promptly reach out to guide and assist them in preparing for their prominent showcase at the events.

    Secretary, Department for Promotion of Industry and Internal Trade (DPIIT),Shri Amardeep Bhatia chaired a high-level meeting to review key issues affecting mega infrastructure projects in the state of Arunachal Pradesh, Sikkim, Delhi, and Jharkhand. The meeting, attended by senior officials from central ministries, state governments, and project proponents, focused on expediting issue resolution through enhanced inter-ministerial and state coordination facilitated by the Project Monitoring Group (PMG).

    In the meeting, 21 issues across 17 significant projects were reviewed, including 9 projects under the Ministry of Road Transport and Highways, with a total cost of all projects exceeding Rs 13,501 crore.The Varanasi-Ranchi-Kolkata Expressway project, valued at Rs 9,623.72 crore and comprising seven issues across six packages, was also reviewed.

    The meeting placed significant emphasis on the project of setting up new NITs in strategic locations through which the government seeks to bridge regional disparities in technical education and meet the increasing demand for skilled engineers and technical professionals. These institutions will not only enhance the academic landscape but also contribute to regional economic growth by fostering innovation, research, and industry collaboration.

    The Varanasi-Ranchi-Kolkata Expressway project, a key project under the Bharat Mala Yojana, will enhance regional connectivity across Uttar Pradesh, Bihar, Jharkhand, and West Bengal,and is expected to significantly boost trade and freight movement, particularly benefiting industries reliant on the Kolkata and Haldia ports for maritime trade– was also reviewed.

    The Secretary,DPIIT, reaffirmed the commitment to enhancing the institutional framework for project monitoring and instructed the relevant authorities to take a proactive approach in addressing pending issues.He emphasized the importance of private proponents leveraging this specialized mechanism of Project Monitoring Group (PMG) (https://pmg.dpiit.gov.in/) to expedite project implementation and ensure efficient and timely resolution of their concerns through collaboration among the Central Government, State Authorities, and Private Stakeholders.

Organised by the Indian Broadcasting and Digital Foundation (IBDF) in collaboration with the Ministry of Information and Broadcasting, this initiative aims to set the stage for WAVES, which will be held from 1-4 May 2025 at the Jio World Convention Centre & Jio World Gardens, Mumbai.

    WAVES, in its first edition, is a unique hub-and-spoke platform poised for the convergence of the entire Media and Entertainment (M&E) sector. The event is a premier global platform that aims to bring the focus of the global M&E industry to India and connect it with the Indian M&E sector along with its talent.     In a historic milestone for India, Desh Ka Prakriti Parikshan Abhiyaan achieved an unprecedented five Guinness World Records, highlighting the nation’s dedication to holistic healthcare and the growing global recognition of Ayurveda. The National Commission for Indian System of Medicine (NCISM), with the support of the Ministry of Ayush, Government of India, concluded the closing ceremony marking the completion of the first phase of the ‘desh Ka Prakriti Parikshan Abhiyaan’ on 20thFebruary 2025 at Mumbai.

    Five Guinness World Records:

    1. The most pledges received for a health campaign in one week: with 6,004,912 pledges, surpassing the minimum requirement of 14,571, setting a new global benchmark as there was no previous record holder.

    2. The most pledges received for a health campaign in one month: with 13,892,976 pledges, surpassing the previous record of 58,284 pledges held by Cigna & CMB Life Insurance Company Limited (China) in Shenzhen, Guangdong, China.

    3. The most pledges received for a health campaign: overall with 13,892,976 pledges, surpassing the previous record of 569,057 pledges held by Zifi FDC Limited (India).

    4. The largest online photo album of people displaying a digital certificate: with 62,525 photos, breaking the previous record of 29,068 photos held by Accenture Solutions Private Limited (India).

    5. The largest online video album of people saying the same sentence: with 12,798 videos, surpassing the previous record of 8,992 videos held by Ghe Bharari, Rahul Kulkarni, and Neelam Edlabadkar (India).

    The Guinness World Records adjudicator, Mr. Richard Williams Stenning officially announced the successful completion of all five records. He presented the certificates to the Union Minister of State (Independent Charge) for Ministry of Ayush, Shri Prataprao Jadhav.

    Maharashtra’s Health Minister Shri Prakash Abitkar, Secretary of the Ministry of Vaidya Rajesh Kotecha, Chairman of the National Commission for Indian System of Medicine (NCISM) Vaidya Jayant Devpujar were also present on the occasion.

    Union Minister of State (Independent Charge) for Ministry of Ayush, Shri Prataprao Jadhav highlighted the Ministry’s unwavering commitment to the development of all Ayush healthcare systems. He detailed the various steps being taken to expand Ayurveda and Ayush practices, praising the dedication and hard work of every individual in the Ayurveda sector who contributed to the campaign’s success.

    Maharashtra’s Health Minister Shri Prakash Abitkar emphasized that this campaign was a significant step toward re-establishing Ayurveda and assured Maharashtra’s active contribution in making Ayurveda a part of mainstream public health services.

    Secretary of the Ministry of Ayush, Padmashri Vaidya  Rajesh Kotecha, stated that under the guidance of the Ayush Minister, the Ministry has set six world records in just two months, which is an achievement in itself. He expressed confidence that under the Minister’s leadership, the Ministry of Ayush will reach new heights of progress.

    The announcement of the launch of this campaign was made by Prime Minister Shri Narendra Modi on the occasion of National Ayurveda Day. A landmark moment during the first phase was when President of India, Smt. Droupadi Murmu, became the first individual to undergo Prakriti assessment, inspiring widespread participation across the country. The first phase of the Abhiyaan saw an extraordinary response, conducting prakriti parikshan for over 1.29 crore individuals, surpassing the target of 1 crore. This remarkable achievement involved 1,81,667 volunteers, including 1,33,758 Ayurveda students, 16,155 teachers, and 31,754 physicians, setting a world record in itself. The participants represented various age groups, ethnicities, and backgrounds, truly reflecting the unity in diversity of the nation.

    This extensive participation underscores India’s leadership in personalized healthcare, emphasizing Ayurveda’s vital role in preventive healthcare and lifestyle management. This data-driven approach is expected to provide critical insights for evidence-based research, bridging Ayurveda with modern medicine and propelling India’s healthcare landscape forward.

    Apple Intelligence, the personal intelligence system that delivers helpful and relevant intelligence, will soon be available in more languages, including French, German, Italian, Portuguese (Brazil), Spanish, Japanese, Korean, and Chinese (simplified) — as well as localized English for Singapore and India.

    These new languages will be accessible in nearly all regions around the world with the release of iOS 18.4, iPadOS 18.4, and macOS Sequoia 15.4 in April, and developers can start to test these releases today.

    With the upcoming software updates, iPhone and iPad users in the EU will have access to Apple Intelligence features for the first time, and Apple Intelligence will expand to a new platform in U.S. English with Apple Vision Pro — helping users communicate, collaborate, and express themselves in entirely new ways.

    Apple Intelligence marks an extraordinary step forward for privacy in AI and is designed to protect users’ privacy at every step.     During the exercise, which took place from Feb. 10-21, over 1000 participants from 20 partner nations supported Exercise Cutlass Express 2025 as part of a global network of partners to enhance cooperation and expertise in maritime security operations in the Western Indian Ocean.

    In Tanzania, 2 national maritime operation centers (MOCs) participated in the exercise to collaborate on real-time scenarios linked to the visit, board, search and seizure (VBSS) training hosted in Tanga, Tanzania. Exercise Cutlass Express 2025 also contained linkages with the U.S. Army Southern European Task Force, Africa-led exercise Justified Accord 2025, also taking place in Tanzania, to improve coordination between land- and sea-based operations.

    “We value the TPDF’s role as a regional leader in deploying peacekeeping forces, countering violent extremist organizations, and promoting maritime security,” said Andrew Lentz Chargé d’Affaires ad interim of the U.S. Embassy in Tanzania. “Through exercises like Cutlass Express, we are building the readiness of our militaries and deepening the bilateral and multilateral relationships required to confront today’s most complex security challenges.”

    Cutlass Express focuses on enabling East African partners to expand their capacity and capability to support maritime security operations and combat threats such as piracy, trafficking and illegal, unreported and unregulated (IUU) fishing. The coordination of 10 national MOCs across 8 partner nations sought to improve regional coordination, with this year being the first to feature a U.S. P-8A Poseidon aircraft to establish communication links during a Cutlass Express. VBSS training in both Tanzania and Mauritius, as well as a week-long rule of law course hosted in Seychelles, allowed partners to share and refine their tactics for interdiction operations while ensuring a legal finish to hold malign actors accountable for illicit at-sea activity.

    “Ensuring the free flow of commerce within the region, especially over critical sea lines of communication and the vast expanse of this maritime environment, is vital to the economic stability and security of the region,” said Rear Adm. David E. Ludwa, reserve director of logistics, ordnance and engineering for Navy Reserve U.S. 6th Fleet. “We must work together, deepen our partnerships, and continue to improve the quality of exercises like Cutlass Express to enhance our ability to communicate and synchronize maritime operations to collectively counter the manifold threats we face.”

    Participants in this year’s iteration of Cutlass Express spanned 5 continents and included Australia, Belgium, Comoros, Djibouti, France, Georgia, India, Kenya, Madagascar, Malawi, Mauritius, Morocco, Mozambique, Senegal, Seychelles, Somalia, Tanzania, Tunisia, and the United Kingdom.

    Cutlass Express is one of three regional maritime exercises led by U.S. 6th Fleet as part of a comprehensive strategy to provide collaborative opportunities to African forces and international partners to address maritime security concerns.

    Commander, U.S. 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners to advance U.S. national interests, security and stability in Europe and Africa.

    Within minutes of the announcement on February 21, critics, analysts and fans of the Bond films rushed to proclaim the end of the beloved franchise. “Quite possibly the worst thing to happen to this franchise”, “the end of an era” and “RIP James Bond” were just a few of the responses.

    The fear is that, under Amazon’s leadership, Bond will go down the same route as other beloved media properties, such as Star Wars and Marvel.

    Having found themselves under the control of global entertainment conglomerates, these franchises have been treated as intellectual property and content. Films and TV shows expanding the universe of the franchises were used to serve corporate aims and cross-support other business segments of their parent companies.

    This is exactly what happened with Disney, after it acquired Lucasfilm and Marvel and assumed creative control of the Star Wars, Indiana Jones and the Marvel films.

    Disney embarked on a well-orchestrated campaign that expanded the narrative universe of its franchises through a host of new films, TV series, documentaries and other content. Such content also supported the launch of its streaming service, Disney+, introduced new lines of merchandise for its stores, and installed new attractions in its theme parks.

    While, for a period, this strategy paid off handsomely for the conglomerate, the power of its brands started to become diluted. Complaints about the quality of some of its output and fan fatigue from an infinitely expanding narrative universe seem to have had a strong impact both on Disney’s ability to extract maximum value from its properties. Not to mention the fans’ relationship with their once-favourite stories and characters.

    Will Bond meet with a similar fate? A look at the franchise’s history as well as at Amazon’s recent business practices offers a glimpse into what the future may hold for 007.

    Bond’s studio history

    Eon Productions has controlled the franchise since Bond made his first successful, though not spectacular, appearance in theatres in 1962.

    Originally established by Cubby Broccoli and Harry Saltzman as a company through which to produce the James Bond films, Eon was a subsidiary of Danjaq, a holding company through which the two men managed the film series’ business.

    The film’s distributor, United Artists, eventually became Danjaq’s co-owner and therefore Eon’s production partner, even though creative decisions remained with Eon.

    In the 1980s and early 1990s, MGM took United Artists’ place as Eon’s partner. But after a barrage of corporate takeovers and litigation cases, production of the films in the early 1990s halted. They were only reignited in 1995 when Eon passed on to Broccoli’s children.

    A new corporate takeover of MGM by a consortium of companies led by Sony in the 2004 brought yet another partner on board for EON. But it also led to the transformation of Bond from a film series to a full-fledged franchise.

    Eon rebooted Bond with the origin film Casino Royale in 2006. Ever since, it has carefully managed the Bond universe through a series of films that proved major box office hits worldwide. And it has also cultivated a list of marketing partners, the majority of whom are luxury retail brands such as Tom Ford and Omega.

    At the same time, Sony was able to use product placement in the Bond films as advertisements for its consumer electronic products, as well as benefiting from releasing the films theatrically worldwide.

    The arrangement with Sony was modified in the late 2000s as MGM reemerged as a self-owned production company with an ability to make its own deals. MGM and Eon continued their collaboration with Sony for Skyfall (2012) and Spectre (2015). But for the most recent James Bond outing, No Time to Die (2021), the Bond franchise owners decided on a split distribution deal that was not as successful.

    Amazon enters the frame

    It was at that time that Amazon took over MGM in a deal worth £6.48 billion (US$8.45 billion), making Amazon Studios Eon’s next production partner. But even with the one of the biggest conglomerates in the picture, Eon continued to have ironclad control of the franchise. This was secured through contracts negotiated following MGM’s successive takeovers.

    Amazon’s takeover of MGM was part of a list of acquisitions motivated by the tech company’s efforts to support their streaming service, Prime. It meant it could add the approximately 4,000 films and TV programmes available in MGM’s library to their streaming catalogue, with the hopes of attracting new subscribers.

    No Time to Die was Craig’s final outing as Bond.

    But Amazon is also in the business of producing original content through what is now known as Amazon MGM Studios. This is the reason for the rampant speculation on how it would manage the franchise, and whether there would be a blitz of new Bond-branded content à la Disney’s treatment of Star Wars.

    Amazon has the resources to pour vast amounts of funding into productions that can support its other business segments. This means it has the means required to reboot Bond and spend lavishly on production and top talent. This could redefine the franchise for audiences in the streaming era.

    Perhaps more intriguingly, Amazon could use Bond’s proven ability to market upscale and luxury products and services through its e-commerce division. This could drive even more (and even more lucrative) business to its online shopping site.

    Indeed, I can see a scenario whereby a new James Bond film will be released on Black Friday, creating an unprecedented level among Amazon’s divisions and redefining “Bondmania” for a new, digital era.

  • MIL-OSI Security: Indian National Sentenced to Eight Years in Federal Prison for Defrauding Elderly Victims of Nearly $6 Million

    AUSTIN, Texas – An Indian national was sentenced in a federal court in Austin today to 97 months in prison for conspiracy to commit money laundering.

    According to court documents, Moinuddin Mohammed, 34, engaged in a conspiracy to launder proceeds of a scheme to defraud elderly victims out of hundreds of thousands of dollars in cash and gold. Mohammed was a courier who picked up the cash and gold from vulnerable elderly people. The international conspiracy originated from India and involved the impersonation of government officials in order to convince the victims to turn over millions of dollars from their retirement and savings accounts.

    Multiple victims were contacted by a person claiming to be the United States Attorney for the Southern District of Texas, who told the victims that they were under investigation or at risk of financial loss. The victims were told that they would need to deposit cash, gold or other items of financial value in order to resolve the investigation or prevent the loss. One victim was defrauded of more than $300,000, another was defrauded of approximately $151,500, and a third victim lost a total of approximately $470,000 to the fraud scheme. Nationwide, investigators identified 21 victims who lost a total of nearly $6 million to the scheme.

    In addition to his imprisonment, Mohamed will pay full restitution in the approximate amount of $960,000, forfeits $20,000 in cash that was seized by investigators, and forfeits a money judgement in the amount of $16,000.

    “The significant sentence of this courier for an international fraud scheme sends a strong message that we will investigate and prosecute those at every level of the organization,” said Acting U.S. Attorney Margaret Leachman for the Western District of Texas. “Mohammed illegally used the likeness of government officials to prey on and victimize the vulnerable, elderly people in our community, and fraudsters like him will be held accountable.”

    “Mohammed targeted some of our most vulnerable elderly citizens in an effort to line his own pockets and the pockets of foreign fraudsters,” said Special Agent in Charge Aaron Tapp for the FBI’s San Antonio Field Office.  “The FBI continues to see an uptick in financial scams targeting our elderly population and we work every day to bring awareness to our victims and justice to those who perpetuate these devastating schemes. We want to thank our U.S. Attorney’s Office for aggressively pursuing justice for those who fell victim to this scammer. Cases like this are a priority for the FBI and we encourage anyone who has been a victim of a financial scam to contact your local FBI office or go to www.IC3.gov. We also encourage the public to review the FBI’s last report on Elder Fraud to educate yourselves and protect those you love.”

  • MIL-OSI Global: China: Xi Jinping has learned from Trump’s first trade war and is ready to fight back

    The start of 2025 has been good for China and its reputation as a high-tech innovator. The unveiling of the Chinese-made artificial intelligence (AI) tool, DeepSeek, caused consternation on the US stock exchange and from potential competitors in Silicon Valley.

    Chinese firms are increasingly at the forefront of key high-level technologies such as electric vehicles (EVs) and AI, as reflected by the success of China’s electric vehicles, BYD, and now DeepSeek.

    These moves have made the Chinese economy more self sufficient than it was during Trump’s first term, and has made Beijing more confident about pushing back politically against Trump.

    This is all underlined by a high-level meeting hosted by President Xi Jinping at China’s Great Hall of the People this week. He told the heads of China’s leading tech firms it was time for them “to give full play to their capabilities” and spoke of it as a patriotic duty, according to official accounts.

    This comes as China starts being hit by US tariffs of an additional 10% on its goods, as well as a slew of anti-China rhetoric from the Trump government.

    But China’s high tech industries are on the up, and this is a significant boost for Xi. For instance, in January this year, sales of the Chinese EVs exceeded those of Tesla in the UK for the first time.

    Part of the Chinese EV’s success could be attributed to a backlash against Tesla’s co-founder Elon Musk, after he started backing far-right parties around the world.

    Another factor that Chinese high-tech goods have in their favour are lower prices. Prices for Chinese EVs start at £7,697 in the UK, for example – much lower than Tesla’s Model 3 at £25,490.

    This price difference will be significant in the latest phase of the Sino-US trade war, particularly in countries struggling with a cost-of-living crisis. China is also hoping its cheap prices and tech innovations will help it find new trading allies to counteract Washington’s proposed tariffs.

    What China has to offer

    China is a fast-growing economic and political power and is expected to account for nearly a quarter of the global economy by 2030.

    The success of BYD and DeepSeek comes at a time where Beijing feels more prepared for Trump’s tough tariffs and tension with Washington, than it did in his previous term. China has responded to Trump’s threats with reciprocal tariffs on US coal and liquefied gas, as well as a ban on the export of critical minerals. These are a key component for many US military technologies varying from communications equipment to missiles.

    China accounts for 72% of all rare earth imports for the US. Such measures contrast with the cautious approach taken by Beijing in 2017, when US tariffs during Trump’s first term met little retaliation from Beijing.

    The changes in China’s tactics can partly be attributed to what Beijing learned from the previous trade war. In 2017 there were weaknesses in the supply chains of many Chinese firms, most notably ZTE and Huawei.

    They struggled when Washington pressurised its own chipmakers and those of allied states, such as Britain’s Arm, to stop sales of semiconductor technology to China. As a result, finding long-term alternatives to US technology in the supply chain has become a key priority for Beijing.

    What is Deep Seek?

    Xi has recognised the value of firms such as Huawei and BYD in aiding China’s wider technological (and geopolitical) ambitions, most notably as part of the Made in China 2025 strategy, a national strategy to make China a leader in high-tech technology.

    Traditionally, China was seen as the home of cheap, low-quality goods, which had been central to its development in the 1980s and 1990s. But many of companies producing these products are increasingly moving to south-east Asia to take advantage of lower labour costs.

    However, Chinese industries are now gaining ground in fields that have traditionally been the preserve of developed nations. For instance, Huawei has developed a spin off, Honor, which has gone from producing cheap, simple smartphones and into AI technology.

    Meanwhile, the success of BYD and DeepSeek have demonstrated that China is, in some ways at least, far better placed for a prolonged trade war. Beijing is feeling more confident, which explains its willingness to push back against Washington this time.

    So the White House will have to deal with higher prices for US goods going into China, as well as additional trade spats with the EU, Canada and the UK. It might be a bumpy ride for US consumers.

    How Beijing responds and its new-found clout may determine the course of this new trade war, and potentially add to its long-term standing in the world.

    President Donald Trump has vowed to target his political enemies, and experts have warned that he could weaponize U.S. intelligence agencies to conduct mass surveillance on his targets.

    Mass surveillance is the widespread monitoring of civilians. Governments typically target specific groups – such as religious minorities, certain races or ethnicities, or migrants – for surveillance and use the information gathered to “contain” these populations, for example by arresting and imprisoning people.

    We are experts in social control, or how governments coerce compliance, and we specialize in surveillance. Based on our expertise and years of research, we expect Trump’s second White House term may usher in a wave of spying against people of color and immigrants.

    Spreading moral panic

    Trump is already actively deploying a key tactic in expanding mass surveillance: causing moral panics. Moral panics are created when politicians exaggerate a public concern to manipulate real fears people may have.

    Take Trump on crime, for example. Despite FBI data showing that crime has been dropping across the U.S. for decades, Trump has repeatedly claimed that “crime is out of control.” Stoking fear makes people more likely to back harsh measures purportedly targeting crime.

    Trump has also worked to create a moral panic about immigration.

    He has said, for example, that “illegal” migrants are taking American jobs. In truth, only 5% of the 30 million immigrants in the workforce as of 2022 were unauthorized to work. And in his Jan. 25, 2025, presidential proclamation on immigration, Trump likened immigration at the southern border to an “invasion,” evoking the language of war to describe a population that includes many asylum-seeking women and children.

    The second step in causing moral panics is to label racial, ethnic and religious minorities as villains to justify expanding mass surveillance.

    Building on his rhetoric about crime and immigration, Trump frequently connects the two issues. He has said that migrants murder because they have “bad genes,” echoing beliefs expressed by white supremacists. During the 2016 campaign, Trump’s coinage “bad hombre” invoked stereotypes of dangerous migrants crossing the U.S.-Mexico border to steal jobs and sell drugs.

    The president has similarly connected Black communities with crime. At an August 2024 rally in Atlanta, Georgia, Trump called the majority-Black city “a killing field.” The month prior, he said the same thing about Washington, D.C.

    Primary targets

    History shows that in the U.S. moral panics are most likely to target Latino, Indigenous and Black communities as a precursor to surveillance and subjugation.

    In the 18th century, Colonial politicians passed legislation likening the Indigenous people of the American colonies to “savages” and passed laws identifying Indigenous tribes as political enemies to be assimilated. If “killing the Indian” out of people didn’t work, they were to be tracked down and removed from the population through imprisonment or death.

    Another early form of moral panics escalating to spying and mass surveillance were southern slave patrols, which emerged in the early 1700s after pro-slavery politicians proclaimed that Black escapees would terrorize white communities. Slave patrols tracked down and captured not only Black escapees but also free Black people, whom they sold into bondage. They also imprisoned any person, enslaved or not, suspected of sheltering escapees.

    Once a group of people becomes the subject of moral panics and targeted for government surveillance, our research shows, the effects are felt for generations.

    Black and Indigenous communities are still arrested and incarcerated at disproportionately high rates compared with their percentage in the U.S. population. This even affects children, with Indigenous girls imprisoned at four times the rate of white girls, and Black girls at more than twice the rate of white girls.

    Low-tech methods

    These 21st-century numbers reflect decades of targeted surveillance.

    In the 1950s, the FBI under Director J. Edgar Hoover created the counter-intelligence programs COINTELPRO, allegedly for investigating communists and radical political groups, and the Ghetto Informant Program. In practice, both programs broadly targeted people of color. From Martin Luther King Jr. to U.S. Rep. John Lewis, Black activists were identified as a threat, spied on, investigated and sometimes jailed.

    President Lyndon Johnson’s “war on crime,” a sweeping set of federal changes that militarized local police in urban communities, continued this mass surveillance in the 1960s. Later came the “war on drugs,” which an aide to President Richard Nixon later said was designed explicitly to target Black people.

    In subsequent decades, politicians would stir up new moral panics about Black communities – remember the “crack babies” who never really existed? – and use fear to justify police surveillance, arrests and mass incarceration.

    These early examples of mass surveillance lacked the technology that enables spying today, such as CCTV and hacked laptop cameras. Nonetheless, past U.S. administrations have been remarkably effective at achieving social control by creating moral panics then deploying mass surveillance to contain the “threat.” They enlisted droves of police officers, recruited informants to infiltrate groups and locked people away.

    These textbook surveillance methods are still routinely used now.

    Police fusion centers

    For many Americans, the term “mass surveillance” evokes the Department of Homeland Security, which was founded after the 9/11 terrorist attacks. This national agency, which forms part of a federal intelligence apparatus of more than 20 agencies focused on surveillance, has played a key role in mass surveillance since 2001, especially of Muslim Americans.

    But it has local help in the form of police units known as fusion centers. These units feed identification information and physical evidence such as video footage to federal agencies such as the FBI and CIA, according to a 2023 whistleblower report from Rutgers Law School.

    The New Jersey Regional Operations Intelligence Center, for example, is a police fusion center overseeing New York, New Jersey and Connecticut. It employs advanced military technology to gather massive amounts of personal data on people perceived as potential security threats. According to the Rutgers report, these “threats” are highly concentrated in Black, Latino and Arab communities, as well as areas with a high concentration of political organizing, such as Black Lives Matter groups and immigrant aid organizations.

    The New Jersey police fusion approach leads to increased arrest rates, according to the report, but there’s no real evidence that it prevents crime or terrorism.

    Guantanamo and black sites

    Given Trump’s pledges to further militarize border enforcement and expand U.S. jails and prisons, we anticipate a rise in spending on fusion centers and other tools of mass surveillance under Trump. The moral panics he’s been stirring up since 2015 suggest that the targets of government surveillance will include immigrants and Black people.

    Sometimes, victims of mass surveillance go missing.

    The Guardian reported in 2015 that Chicago police had been temporarily “disappearing” people at local and federal police “black sites” since at least 2009. At these clandestine jails, under the guise of national security, officers questioned detainees without attorneys and held them for up to 24 hours without any outside contact. Many of the victims were Black.

    Another infamous black site was housed at the Guantanamo Bay military base in Cuba, where the CIA detained and secretly interrogated suspected terrorists following the Sept. 11 terrorist attacks.

    Trump seems to be reviving the Guantanamo black site, flying about 150 Venezuelan migrants to the base since January 2025. It’s unclear whether the U.S. government can lawfully detain migrants there abroad, yet deportation flights continue.

    The administration has not shared the identities of many of the people imprisoned there.

    On top of efforts to fire potentially tens of thousands of federal workers, an early executive order from President Donald Trump’s second term seeks to reclassify the employment status of as many as 50,000 other federal workers – out of more than 2 million total – to make them easier for the president to fire as well.

    The order has already been challenged in court by two federal workers’ unions and other interest groups, though no judge has yet issued any orders. The Trump administration is drafting rules to put the order into effect.

    The Conversation U.S. politics editor Jeff Inglis spoke to James Perry, a scholar of public affairs at Indiana University, Bloomington, to understand what the order is trying to achieve and how it would affect federal workers, the government and the American public. What follows is an edited transcript of the discussion.

    What is the standard situation for government employees?

    In the 1820s and 1830s, President Andrew Jackson popularized the idea that the president could, and should, hire supporters into government jobs. But by the early 1880s, there was concern on the parts of both Democrats and Republicans that the victor would control a lot of workers who would serve the president, not the American people whose tax dollars paid their salaries.

    So the parties came together in 1883 to pass the Pendleton Act stipulating that government workers are hired based on their skills and abilities, not their political views. That law was updated in 1978 with the Civil Service Reform Act, which added more protections for workers against being fired for political reasons.

    Those rules cover about 99% of staff in the federal civil service. Currently, there are just about 4,000 political appointees. I’ve seen various estimates that this new executive order would shift at least 50,000 positions from career positions to the political-appointments list.

    Some states, such as Mississippi, Texas, Georgia and Florida, have moved to strip employment protections from state government employees, turning protected employees into at-will workers, who can be fired at any time for any reason. These are largely red states, with strong control by Republican governors. Supporters of this move at the federal level argue that at-will employment can work in federal civil service.

    This argument is not backed by strong evidence. The evidence supporters offer is that human resources directors, who are often appointees of the governor who changed the statute, claim no one has complained about the change in policy. But that doesn’t include people who are likely to have a different perspective.

    It could be that nobody is talking about people being fired for political reasons in these states because they are afraid of getting fired themselves.

    What does this executive order change, and why?

    The rationale for the new policy is that the administration wants to get rid of federal workers whom leaders perceive as either intransigent or insubordinate – or who they fear might oppose Trump’s policy initiatives. This sets up a conflict between how government workers see their duties and how Trump appears to view them.

    Federal employees interviewed by sociologist Jamie Kucinskas during Trump’s first term say they are obligated to look beyond the president’s bidding: They took an oath to the Constitution when they started their jobs, and their salaries and benefits are paid for with taxpayer dollars.

    Trump, by contrast, says workers in the executive branch must answer to him and follow his orders.

    Trump and others have tried to cloak this effort in language about removing workers who perform poorly at their jobs. That concern is legitimate. The Federal Employee Viewpoint Survey, which surveys hundreds of thousands of federal workers every year about various aspects of their work and working conditions, indicates that in 2024, 40% of those surveyed said people who perform poorly are not fired and do not improve.

    But taking action against only 50,000 of the 2 million-plus federal employees isn’t going to address such a wide problem.

    There’s a stereotype that in government it can be hard to discipline or fire workers who are not competent at their jobs. The flip side of that stereotype is, however, false: Private businesses are not better at holding poor performers accountable. Survey evidence shows the private sector has just as much difficulty as the government with getting workers to perform effectively.

    There’s room for legitimate disagreement about how far federal employees have to go to comply with presidential directives. The people who think loyalty is the key to merit still might not agree on whether that loyalty is owed to the person sitting in the Oval Office or to the Constitution.

    How does this affect government workers?

    It’s not clear which positions might be targeted. The order calls them “policy influencing positions,” but drawing the line between policy and administration isn’t always easy.

    It’s also not clear whether the change will stick. When the George W. Bush administration reduced job protections for Department of Homeland Security employees in 2005, a major federal workers’ union sued the administration and won.

    In the first round of this effort under the first Trump administration, it seemed that most of the people affected would be at the top of the federal hierarchy, probably mostly based in Washington, D.C.

    Most of the workers in the federal civil service, though, are not there. They work for the Social Security Administration, giving out checks in Bloomington, Indiana, or other departments and offices around the country. It would be very difficult to classify them as influencing political policy or advocating for policies.

    But there are people who are not Senate-confirmed who do have an influence on policy. For instance, at the Department of Justice, assistant and deputy assistant secretaries have influence on civil rights policy or other policies that affect the president’s ability to pursue his agenda. The February 2025 resignation of Danielle Sassoon from her role as U.S. attorney in New York is an example of legitimate divergence between an appointee and the president’s policy direction.

    Any workers who lost their protections would likely feel threatened with losing their job and their livelihood. They might, out of fear, be more responsive to the dictates of their superiors.

    That might sound good – that if you do what your boss says, you’re doing a good job. But it’s different if your obligations are to the public interest and the Constitution.

    How does this affect everyday Americans?

    Large majorities of Americans believe government workers are serving the public over themselves. And as many as 87% of Americans say they want a merit-based, politically neutral civil service.

    The U.S. has attracted to government service workers who are good at their jobs and able to remain politically neutral at work. Saying that’s no longer important would change the relationship between government workers and their jobs. And it would hurt the nation as a whole if government cannot attract the best and the brightest, or if it sends the best and the brightest packing because they are not comfortable with their work situation, or if they stay but their performance declines.

  • MIL-OSI Global: Making sex deadly for insects could control pests that carry disease and harm crops

    Insects do a lot more harm than ruining picnics. Some insects spread devastating diseases, while others cause staggering economic losses in agriculture. To control some of these pests, scientists are developing males that make sex a deadly event.

    The stakes are high. Mosquitoes carry viruses such as dengue, West Nile and Zika, as well as parasites that cause malaria. Researchers estimate that mosquitoes have caused the deaths of 52 billion people overall – nearly half of all the humans that have ever lived.

    Other insects cause major crop damage, jeopardizing the food supply and driving up prices. According to the Food and Agriculture Organization of the United Nations, 20% to 40% of global crop production is lost to pests annually at a cost of US$70 billion.

    Pesticides have been the front-line defense against insects, but many bugs have evolved resistance to these chemicals. Some pesticides can indiscriminately kill beneficial insects, harm the environment and endanger human and animal health. Some researchers worry that certain pesticides can cause cancer or have damaging effects on human nervous and endocrine systems.

    I’m a microbiology researcher studying infectious disease. New solutions that do not harm humans and the environment to control disease-carrying insects and agricultural pests could lead to fewer people contracting dangerous diseases. In the past few years, a variety of genetic engineering approaches have emerged as promising tactics to combat problematic insects.

    Genetically modified insects

    To avoid the problems associated with pesticides, scientists have devised new approaches that genetically alter the insects themselves in ways that cause their population to crash or render them incapable of transmitting disease – a strategy called genetic biocontrol.

    Genetic biocontrol entails genetically modifying insects to curb their populations.

    The idea to suppress an insect population by flooding it with sterile males has been around for decades. Since the 1950s, scientists have been using radiation to create infertile male mosquitoes. These sterile males mate with females but produce no offspring. Since females are engaged in a lot of unproductive mating, the overall population tends to decline.

    In the past two decades, genetic engineering has been used to introduce dominant lethal genes into insect populations. In this approach, the offspring of genetically modified males inherit a gene that kills them before they reach reproductive age. A field trial in Brazil found that this strategy reduced the target mosquito population up to 95%. Another approach on the horizon involves releasing insects genetically modified to be poor carriers of pathogens that cause disease.

    Despite these advances, a key shortcoming to current genetic biocontrol methods is that they take time. At least one generation needs to be born before the population suppression begins. This means the female insects continue to be a disease vector or agricultural pest until they die a natural death. An ideal technique would neutralize the females immediately, especially during outbreaks.

    A faster approach

    Biologists Samuel Beach and Maciej Maselko at Macquarie University in Australia sought to solve this dilemma by genetically engineering male insects to make poisonous semen. The poisonous semen would kill the female quickly, reducing the population faster than previous biocontrol methods.

    To test this idea, the team used fruit flies called Drosophila melanogaster, which are easy to genetically modify and study in the lab.

    The researchers transferred venom genes from the Brazilian wandering spider (Phoneutria nigriventer) and the Mediterranean snakelocks sea anemone (Anemonia sulcata) into the genomes of fruit flies.

    The genetically modified fly produces and stores venom proteins in its male accessory gland – a fly’s prostate – along with other seminal fluid proteins. Upon mating, the fly deposits the venomous semen into the female’s reproductive tract. The researchers named this approach the toxic male technique.

    After mating, the seminal toxins seep into the female’s body and attack her central nervous system. The toxins bind to proteins called ion channels on cellular membranes, which nerve cells use to communicate with one another. This quickly leads to paralysis and respiratory arrest. You could say these genetically engineered Romeos literally take her breath away.

    The lifespan of female flies that mated with toxic males decreased – up to 64%. A computer simulation of the toxic male technique for Aedes aegypti, a mosquito that transmits several viruses, predicted that this approach could work better than current methods.

    Safety and effectiveness

    While promising and innovative, there are some important challenges that researchers developing the toxic male technique will need to overcome. For example, the technique has been shown to work only in fruit flies. Whether it will work in mosquitoes or other insect pests remains an open question.

    In addition, the technique reduced the female lifespan by only 37% to 64%. To improve the rate of killing, the researchers suggested that other venom formulations might work better. Researchers could try thousands of venom genes from spiders, snakes, scorpions and centipedes. Each new venom they try will require tests to ensure the modified males tolerate them – if they become weak, unmodified males may outcompete them for mating opportunities.

    As with all genetic biocontrol methods, this technique may be too expensive to implement for low-income countries. Nations would need to finance the costs of breeding and deploying the mosquitoes safely.

    Insects also pollinate plants and serve as food sources for other animals, such as bats. If these insects vanish, the ecosystem could face unforeseen adverse effects. Monitoring these potential effects on the environment will also be expensive.

    Other researchers are experimenting with using venom toxins to control parasites that female insects spread through biting. Called paratransgenesis, this technique alters an insect’s gut bacteria to produce a toxin that kills the parasite, leaving the insect unharmed. Since the insect population remains unaltered, paratransgenesis may pose less risk to ecosystems.

    Insects tend to adapt quickly to the methods humans use to control them, so it is advantageous to have multiple strategies at our disposal. The toxic male technique may one day become a valuable new weapon in the arsenal to combat insect pests.

    Today, the Reserve Bank released its web publication entitled ‘Quarterly Basic Statistical Returns (BSR)-1: Outstanding Credit of Scheduled Commercial Banks (SCBs)1 – December 20242’ on its ‘Database on Indian Economy’ portal (https://data.rbi.org.in Homepage > Publications). It captures various characteristics of bank credit such as occupation/activity and organisational sector of the borrower, type of account and interest rates based on account-level reporting3. Data reported by SCBs {excluding Regional Rural Banks (RRBs)} are presented for bank groups, population groups4 and states.

    Highlights:

    • Bank credit growth (y-o-y) decelerated to 11.8 per cent in December 2024 from 12.6 per cent in September 2024; all population groups (viz., rural, semi-urban, urban and metropolitan branches of banks) maintained double digit growth, though with some moderation, which was experienced by both public sector and private sector banks.

    • Personal loans, which have large share (31.5 per cent) in total credit, recorded moderation in annual growth to 13.7 per cent (15.2 per cent a quarter ago); credit to agriculture and industry sectors also recorded some tempering in the growth.

    • Bank lending for trade, finance and professional/ other services accelerated during Q3:2024-25.

    • Lending to public sector organisations accelerated to 5.4 per cent in December 2024 as compared with 0.3 per cent in the previous quarter; its share in total credit stood at 13.6 per cent.

    • Nearly two per cent of the bank loans were in terms of bills purchased/ discounted.

    • Bank charged 8 per cent to less than 10 per cent interest rate on over half of the loan amount and nearly 16 per cent of the loans were bearing less than 8 per cent interest rate; the remaining loans were bearing 10 per cent or above interest rate.
