    Union Minister for Education, Shri Dharmendra Pradhan; Chief Minister of Uttar Pradesh, Yogi Adityanath; and Union Minister of State for Ministry of Information and Broadcasting and Ministry of Parliamentary Affairs, Dr. L. Murugan will inaugurate the third edition of the Kashi Tamil Sangamam in Varanasi on 15th February 2025.

    The objective of the Kashi Tamil Sangamam is to rediscover, reaffirm, and celebrate the age-old links between Tamil Nadu and Kashi—two of the country’s most important and ancient seats of learning. The central theme of this edition of KTS will be Maharishi Agasthyar. During the event the delegates will also visit Mahakumbh and Shri Ayodhya Dham. The event will offer a divine experience and bring Tamil Nadu and Kashi—the two timeless centres of our civilisation and culture, more closer.

    An exhibition on the different facets of Sage Agasthyar and his contributions to world of Health, Philosophy, Science, Linguistics, Literature, Polity, Culture, Art, particularly to Tamil and Tamil Nadu, etc. and seminars, workshops, book release, etc. will be organised at Kashi during KTS 3.0.

    KTS 2.0 was inaugurated by Prime Minister Shri Narendra Modi at Varanasi on 17th December, 2023, with the first-ever real-time, app-based translation of a part of the Prime Minister’s speech in Tamil for the benefit of visiting Tamil delegates.

    The 38thNational Games of India, held across various venues in Uttarakhand, concluded today on a grand note with a spectacular closing ceremony. Taking place from January 28 to February 14, 2025, the event saw exceptional display of athleticism, dedication, and sportsmanship. Dr. Mansukh Mandaviya, Union Minister of Youth Affairs and Sports, Labour and Employment, addressed the audience in closing ceremony, celebrating the remarkable performances and the spirit of competition. The ceremony was honored by the presence of several esteemed dignitaries, including Shri Amit Shah, Union Minister of Home Affairs and Cooperation; Shri Pushkar Singh Dhami, Chief Minister of Uttarakhand, Shri Conrad Sangma, Chief Minister of Meghalaya, Smt. P.T. Usha, President of the Indian Olympic Association (IOA) along with other prominent leaders.

    Dr. Mandaviya began his address by extending his heartfelt gratitude to Uttarakhand for hosting the 38th National Games with such efficiency and dedication. “Uttarakhand is already known as ‘Devbhoomi,’ but after hosting the 38th National Games, it has now earned the title of ‘Khel Bhoomi,’” he said. He also praised the leadership of Uttarakhand Chief Minister, Shri Pushkar Singh Dhami, for his attention to every detail, ensuring the seamless conduct of the Games. “The smooth and successful execution of these Games stands as a testament to Uttarakhand’s capabilities and dedication,” he added.

    Highlighting the broader significance of the event, Dr. Mandaviya shared his vision for India’s future in sports. “While today we bid farewell to the 38th National Games, it marks the beginning of an exciting journey. India must become a global sports hub, and today we have laid the foundation for that future,” he emphasized. He outlined a vision of hosting the 2036 Olympic Games in India, signaling the country’s growing commitment to sports. “We aim to place India among the top nations in sports, and the journey toward that goal has started today”, he added.

    Union Minister congratulated the winning teams and all athletes, stressing that in sports, no one truly loses—either you win, or you learn. “I congratulate all the winners and champions for their outstanding achievements,” he said. He further motivated the athletes, especially the youth, with words of encouragement for their future endeavors in international competitions such as the Asian Games, Commonwealth Games, and the Olympics. “When you compete on the international stage, always remember to put your faith and trust in your abilities. When an archer aims, remember that we belong to the nation of Arjuna,” he added.

    Dr. Mandaviya also emphasized the unity brought about by sports, stating that when one athlete wins, the entire nation celebrates. “In sports, one athlete’s victory is a victory for the entire country,” he said.

    Dr. Mandaviya highlighted that under the visionary leadership of Prime Minister Narendra Modi, India is creating a robust ecosystem for sports development. “In ‘Naya Bharat,’ sports have taken a significant step forward, and the nation’s sports infrastructure and support for athletes are growing stronger,” he remarked. Union Minister concluded by congratulating Uttarakhand for hosting the successful 38th National Games and thanked all athletes, officials, and spectators for their participation.  

    Union Home and Cooperation Minister, Shri Amit Shah, also addressed the gathering, emphasizing how initiatives like Khelo India and Fit India, launched under the leadership of Prime Minister Narendra Modi, are inspiring young people to take up sports. He recalled the Prime Minister’s vision that has encouraged the youth to participate in sports, with many now referring to Prime Minister as “Khel Mitra.” Shri Amit Shah highlighted the significant increase in the sports budget during the past decade, showcasing the government’s growing commitment to sports development. He also pointed out the remarkable improvement in India’s medal tally in international competitions, such as the Olympics and Paralympics, in the last 10 years, a testament to the country’s evolving sports culture.

    The closing ceremony of the 38th National Games concluded with Haryana emerging as the second runner-up, securing 48 gold, 47 silver, and 58 bronze medals. Maharashtra claimed the first runner-up position, with 54 gold, 71 silver, and 76 bronze medals. The overall champions were the Services Sports Control Board, who dominated the event with 68 gold, 26 silver, and 27 bronze medals. The event concluded on a triumphant note, and as the focus shifted to the future, Meghalaya was given the honor of hosting the 39th National Games in 2026, ushering in an exciting new chapter for this prestigious competition.

    Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the closing ceremony of 38th ‘National Games’ as Chief Guest in Haldwani, Uttarakhand. On this occasion, Union Minister of Youth Affairs and Sports Dr. Mansukh Mandaviya, Chief Minister of Uttarakhand Shri Pushkar Singh Dhami, Chief Minister of Meghalaya Shri Conrad Sangma, and Union Minister of State for Road, Transport and Highways Shri Ajay Tamta, along with several other dignitaries, were present.

    In his address, Union Home Minister Shri Amit Shah said that with the successful conduct of the 38thNational Games, Dev Bhoomi (Uttarkhand) has now become a ‘Khel Bhoomi’ with the help of sports infrastructure developed in every district of the state. Shri Amit Shah said, due to the efforts of Chief Minister Pushar Singh Dhami, Dev Bhoomi has moved upwards from 21st place to 7th place in terms of country’s sports infrastructure. Shri Shah, while congratulating the athletes from Uttarakhand who won a large number of medals in the National Games, stated that it is they who have truly made Dev Bhoomi a land of sports.

    Union Home Minister and Minister of Cooperation appreciated the organizing committee of 38thNational Games and the sports federations, stating that it was due to their efforts that a small state like Uttarakhand was able to successfully organize these games at such a high level. He mentioned that around 16,000 athletes participated in approximately 435 competitions as part of National Games. Shri Shah said that the true message of sports is the spirit of victory and not being disheartened by defeat. He added that the next National Games is to be held in Meghalaya, where athletes will have another opportunity to win medals.

    Shri Amit Shah stated that eco-friendly practices were realised along with the eco-friendly games at the 38th National Games. He mentioned that national records were made in several sports, including weightlifting, shooting, and athletics, which has raised hopes of winning medals at international competitions. He also said that during the next National Games, to be held in Meghalaya, some events will be organized in other northeastern states as well, so that the entire North East resonates with the National Games. He said that the organization of sports competitions in small states like Uttarakhand and Meghalaya shows the dedication of these states towards sports.

    Union Home Minister and Minister of Cooperation Minister stated that due to the initiatives of Prime Minister Shri Narendra Modi, there has been a significant change in the sports environment in the country. Prime Minister Shri Narendra Modi had started the ‘Khelo Gujarat’ competition as the Chief Minister of Gujarat, and since then, there has been substantial development in the sports sector. He mentioned that sports infrastructure has been developed in many districts of the country, athletes and coaches have been encouraged, and transparency has been introduced in the selection process, which has enhanced the reputation of Indian sports globally.

    Shri Amit Shah stated that the future of Indian sports is bright. Prime Minister, Shri Narendra Modi, through initiatives like Fit India and Khelo India, has inspired every youth to engage in sports. He mentioned the essence of ‘sports’ is to have the spirit of victory, not to be disheartened by defeat, and to be inspired to win again even after a loss.

    Union Home Minister and Minister of Cooperation stated that Prime Minister Shri Narendra Modi has taken numerous steps to strengthen the spirit of sports, love for sports, and the confidence to play among the youth of the country. He mentioned that athletes refer to PM Modi as a “Khel Mitra”.

    Shri Amit Shah stated that when Prime Minister Narendra Modi took charge in 2014, the country’s sports budget was ₹800 crore, and by 2025-26, the sports budget has increased to ₹3,800 crore. In 2014 Commonwealth Games, India won 15 medals, which now increased to 26. Similarly, in the Asian Games, India won 57 medals in 2014, and now the number has risen to 107. In the Para Asian Games, India initially won 33 medals, which have now increased to 111.

    Union Home Minister and Minister of Cooperation stated that the country’s athletes have made the nation proud in international competitions too. He mentioned that in the Olympics and Paralympics, our athletes have won several times more medals, which indicates a significant improvement in the country’s sports infrastructure, sports atmosphere, and hunger to win.

    Shri Amit Shah stated that today, a hilly state like Uttarakhand has successfully organized such a large event, which indicates that every state in India is not only ready to play but also prepared to strengthen its sports infrastructure. He said that by utilizing the TOPS (Target Olympic Podium Scheme), many of our athletes are preparing for great success in the Olympics, Asian Games, and Commonwealth Games. Shri Shah mentioned that India is ready to host the Olympics in 2036. We have made our bid to host the Olympic Games, and we are confident that when the Olympics are held in India in 2036, the athletes participating in this sports mega event in Uttarakhand will win medals, thereby bringing glory to the tricolor and the national anthem.

    Union Home Minister, while paying tribute to 40 soldiers who were martyred in the terrorist attack in Pulwama, Jammu and Kashmir, on this day in 2019, stated that their sacrifice not only ensured the safety of the country but also led to a strong response by Prime Minister Shri Narendra Modi, who carried out a cross-border airstrike against the terrorists. He emphasized that because of this, the global perspective on India has changed, and the message has gone out to all terrorists worldwide that no one can play with India’s borders and military.

    The International Institute of Administrative Sciences (IIAS) and the Department of Administrative Reforms and Public Grievances (DARPG), Government of India, successfully concluded the IIAS-DARPG India Conference 2025, held from 10th to 14th February 2025 in New Delhi. The conference, themed ” Next Generation Administrative Reforms – Empowering Citizens and Reaching the Last Mile”, was inaugurated by Dr. Jitendra Singh, Minister of State for Ministry of Personnel, Public Grievances & Pensions, by performing the traditional lighting of the lamp.

    The five-day event witnessed the participation of over 750 delegates from 58 countries, including policymakers, academics, and practitioners, who engaged in discussions on transformative governance models and inclusive public administration. Dr. Jitendra Singh also launched the landmark publication “Viksit Bharat@2047: Governance Transformed”, a 710-page volume edited by distinguished authors and experts. The book delves into India’s governance evolution and outlines a strategic roadmap to achieve developed nation status by 2047.

    The conference featured 66 breakout sessions and 7 plenary sessions, complemented by virtual participation from thousands of officials worldwide. Delegates from the global South emphasized equitable governance and technology-driven solutions, reflecting the conference’s focus on bridging developmental divides. India showcased its digital governance platforms, including the CPGRAMS Portal, the world’s largest public grievance redressal system, aligning with the principle of “Maximum Governance, Minimum Government”. Over 1,000 social media posts across platforms like LinkedIn, X, and Facebook amplified conference insights, garnering widespread global engagement.

    In his Braibant Lecture, Prof. Andrew Massey underscored grievance redressal as the “core of good governance,” resonating with India’s citizen-centric reforms.

     In the valedictory session Shri V. Srinivas, Secretary, DARPG, highlighted India’s commitment to revitalizing multilateral cooperation, noting that the conference marked a historic milestone in IIAS’s 100-year history. The conference reinforced India’s partnership with IIAS to advance knowledge exchange in administrative sciences, with discussions centering on Next-Generation Reforms to empower marginalized communities and enhance last-mile service delivery. Global delegates lauded India’s hospitality, technological advancements, and dedication to inclusive governance. The event concluded with a collective pledge to build prosperous, equitable, and collaborative governance frameworks worldwide.

    Loans worth around Rs. 3.5 crore sanctioned for Persons with Disabilities in Jammu and Kashmir

    The 24th Divya Kala Mela commenced today at Gulshan Ground, Jammu, with a grand inauguration by the  Lieutenant Governor of Jammu and Kashmir, Shri Manoj Sinha, and Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar. The 11-day fair, organized by the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, aims to celebrate and empower persons with disabilities by providing them with a national platform to showcase their entrepreneurial and artistic talents.

     

    Addressing the gathering, Shri Sinha emphasized the crucial role of persons with disabilities in shaping a self-reliant India. He reiterated the government’s commitment to fostering inclusivity and economic independence for Divyangjan. Union Minister Dr. Virendra Kumar, in his address, highlighted Prime Minister Shri Narendra Modi’s visionary approach in redefining the perception of persons with disabilities by introducing the term Divyangjan, signifying their strength and resilience.

     

     

    Dr. Virendra Kumar further elaborated on the government’s efforts in promoting entrepreneurship and skill development among Divyangjan. “Over the years, significant reforms have been introduced, including the expansion of recognized disabilities from seven to twenty-one categories, an increase in reservation for Divyangjan in government jobs from 3% to 4%, and in educational institutions from 3% to 5%. Additionally, various financial assistance schemes are being implemented at subsidized interest rates to support self-employment and enterprise development,” he stated.

     

     

    During the event, the dignitaries distributed motorized tricycles to 14 beneficiaries, funded through IRCON’s CSR initiative. Furthermore, loans worth approximately ₹3.5 crore were sanctioned for persons with disabilities in Jammu and Kashmir, with symbolic distribution of sanction letters to selected beneficiaries.

     

     

    Employment Fair for Persons with Disabilities:

    A special Rozgar Mela (Employment Fair) will be organized on February 21, 2025, offering job opportunities to Divyangjan. On February 24, 2025, a mesmerizing cultural program, Divya Kala Shakti, will be held, featuring performances by exceptionally talented Divyang artists.

    Artisans, weavers, and entrepreneurs with disabilities from across 20 states and Union Territories have set up stalls showcasing exquisite handicrafts, handlooms, embroidery work, packaged foods, and more. This fair not only promotes their craftsmanship but also strengthens the Vocal for Local initiative.

    Joint Secretary of DEPwD, Shri Rajiv Sharma, highlighted the growing success of Divya Kala Mela, stating that 23 national-level fairs have been organized across the country, with Jammu hosting the 24th edition. Since its inception in 2022, the event has been held in cities such as Delhi, Mumbai, Bhopal, Indore, Guwahati, Jaipur, Varanasi, Ahmedabad, and Surat, creating new avenues of economic self-reliance for Divyangjan.

    Apart from the vibrant exhibition, visitors can immerse themselves in cultural performances by renowned artists and indulge in diverse culinary experiences from various Indian states. Special selfie points have also been set up to enhance the visitor experience.

    The Divya Kala Mela 2025 will remain open from 11:00 AM to 9:00 PM daily, offering a unique blend of social empowerment, cultural extravaganza, and economic upliftment for persons with disabilities.

    Union Minister of State for Home Affairs, Shri Nityanand Rai headed the Indian Delegation to the 4th No Money for Terror (NMFT) Conference held at Munich, Germany on 13th February 2025. The conference had four sub-verticals i.e. Multilateral cooperation, Financing methods for terrorism, Financial inclusion & Risk-based approach and Terrorist Financing & Organized Crime.

    Union Minister of State for Home Affairs, Shri Nityanand Rai raised concerns that terror financing increasingly has cross border linkages in terms of a flow of funds and due to the development of new digital technologies, the sources, methods and channels used for flow of assets by terrorists are becoming increasingly more complex and pose a significant challenge to global security.

    Union Minister of State for Home Affairs said that unity amongst nations is essential in the fight against Terrorism, and under the leadership of Prime Minister Shri Narendra Modi India stands steadfast with the global community in this fight against the scourge of Terrorism.

    Union Minister of State for Home Affairs, Shri Nityanand Rai expressed gratitude to the German Government for hosting the conference on the crucial issue of Countering terror financing and effective multilateral cooperation to develop a shared understanding of the risks and take forward the discussions from NMFT Conference 2022 held in New Delhi.

    Shri Nityanand Rai lauded the initiative of NMFT Conference and expressed the need for permanency for this unique initiative of NMFT by setting up of a NMFT Secretariat in India, the idea of which was also mooted in the NMFT conference 2022 held in New Delhi, to sustain the continued global focus on countering the financing of Terrorism.

                 

    Union Minister of State for Home Affairs also held Bilateral meetings with Dignitaries from Singapore and Turkey.

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh has hailed the Union Budget 2025-26 as a reflection of Prime Minister Narendra Modi’s forward-looking vision for India.

    Describing it as a roadmap for a technologically advanced and self-reliant nation, the Minister underscored its role in shaping the country’s future. He made these remarks while addressing a press conference at the Gujarat Chamber of Commerce and Industry.

    Dr. Jitendra Singh commended the Budget’s groundbreaking initiatives, particularly its focus on technological innovation and energy independence. He highlighted the historic decision to allow private sector participation in the nuclear industry, calling it a game-changer for India’s energy sector. He noted that these measures would not only help achieve energy self-sufficiency but also propel India toward global leadership in advanced nuclear technology by 2047.

    Dr. Jitendra Singh emphasized the government’s commitment to establishing nuclear power as a cornerstone of India’s energy strategy. The introduction of the “Nuclear Energy Mission for Viksit Bharat” outlines a comprehensive plan to enhance domestic nuclear capabilities, foster private sector participation, and deploy advanced nuclear technologies. A significant allocation of ₹20,000 crore has been earmarked for research and development in Small Modular Reactors (SMRs), with a target to operationalize at least five indigenously designed SMRs by 2033. This initiative aligns with India’s ambitious goal of achieving a 100 GW nuclear power capacity by 2047, a critical step toward reducing carbon emissions and ensuring sustainable energy.

    Reflecting on the success of opening the space sector to private players, Dr. Jitendra Singh expressed confidence that similar reforms in the nuclear sector will accelerate growth and innovation. He noted that for decades, the nuclear industry operated under stringent regulations, but recent policy shifts aim to foster greater openness and collaboration, aligning with the vision of Aatmanirbhar Bharat.

    The 2025 edition of the Vice Admiral KK Nayyar Memorial Lecture was held on 14 Feb 25, coinciding with the 20th Foundation Day of the National Maritime Foundation (NMF). This prestigious event commemorates the enduring legacy of VAdm KK Nayyar, whose vision and intellectual rigour established the National Maritime Foundation as a premier institution for maritime thought and policy advocacy.

    VAdm Nayyar was not only an accomplished Naval officer but also a strategic thinker with unparalleled foresight. He played a pivotal role in efforts towards dispelling India’s maritime blindness and nurturing a robust maritime consciousness. As the founder-chairman of the NMF and having played an instrumental role in establishing the Vivekananda International Foundation (VIF), Adm Nayyar’s contributions remain a source of inspiration for maritime and strategic thought in India.

    The event commenced with opening remarks by Adm Karambir Singh (Retd), former Chief of the Naval Staff, Chairman NMF. Thereafter, Adm Dinesh K Tripathi, Chief of the Naval Staff delivered an insightful speech, contextualising the significance of VAdm KK Nayyar’s legacy and the importance of maritime consciousness in the nation’s growth trajectory. The CNS highlighted the National Maritime Foundation’s role as India’s premier maritime think tank, dedicated to the study and advocacy of maritime issues critical to the nation’s growth and security, that through its research, publications, and policy recommendations, continues to shape India’s maritime future in alignment with the nation’s aspirations. He underscored the Indian Navy’s increasing role in ensuring a stable and secure maritime environment, exemplified by its ongoing maritime security missions and enhanced regional cooperation. CNS exhorted all present to honour VAdm Nayyar’s legacy by continuing to strengthen India’s maritime capabilities and strategic vision.

    The address by the CNS was followed by the ‘Vice Admiral KK Nayyar Memorial Lecture’ by Shri Ram Nath Kovind, former President of the Republic of India. Renowned for his statesmanship and visionary leadership, Shri Kovind’s lecture focused on “Increasing Maritime Consciousness in India: A Strategic Imperative for National Prosperity and Security.” His address highlighted the vital role of the maritime sector in realising India’s aspirations to become a developed nation by 2047.

    In his talk, Shri Kovind underscored the critical importance of India’s maritime resources, trade routes, and strategic positioning in the global geopolitical landscape. He emphasised fostering a robust maritime culture to enhance economic growth, strengthen national security, and solidify India’s stature as a leading power in the Indo-Pacific region. 

    The event was attended by senior serving and retired officers of the Indian Defence Forces, members of the diplomatic community, eminent academicians, strategic experts, and close friends and family members of the late Vice Adm KK Nayyar.

    The National Maritime Foundation continues to build upon Adm Nayyar’s legacy by fostering maritime awareness, promoting informed policymaking, and advocating for sustainable development in India’s maritime sector.

    Launch ceremony of eighth MCA Barge, LSAM 11 (Yard 79) was held on 14 Feb 25 at Mira Bhayandar, Maharashtra, launch site of M/s SECON Engineering Projects Pvt Ltd Visakhapatnam. Chief Guest for the launching ceremony was Cmde N Gopinath, AGM (PL), ND (Mbi).

    The contract for construction of eighth Missile Cum Ammunition Barges was concluded with MSME Shipyard, M/s SECON Engineering Projects Pvt Ltd, Visakhapatnam on 19 Feb 21. These Barges have been indigenously designed and built by the Shipyard in collaboration with an Indian Ship Designing firm and Indian Register of Shipping (IRS). Model testing was undertaken at Naval Science and Technological   Laboratory (NSTL), Visakhapatnam to ensure seaworthiness. The Shipyard has successfully delivered seven of these Barges till date and are being utilized by Indian Navy for its operation evolutions by facilitating Transportation, Embarkation and Disembarkation of articles/ ammunition to IN platforms both alongside jetties and at outer harbours.

    These Barges are proud flag bearers of Make in India and Aatmanirbhar Bharat initiatives of Government of India.

    14th February, 2025: Lok Sabha Speaker Shri Om Birla has emphasized the importance of quality legislative drafting and the importance of inputs from elected representatives in legislative processes. Calling for wider consultations in the legislative drafting process, Shri Birla highlighted that lack of adequate inputs at the stage of drafting of legislations has its impacts on both the functioning of the government and legislative scrutiny by lawmakers. Delivering the inaugural address at a two-day Orientation programme for newly elected members of Haryana Vidhan Sabha, he said that newly elected lawmakers should be suitably engaged at this early stage to ensure that the perspectives and concerns of the people they represent are adequately reflected in the proposed legislations. By fostering a collaborative approach between lawmakers and originating ministry, the quality and effectiveness of legislation can be enhanced, making it more relevant and beneficial to the public, Shri Birla said. Shri Birla stressed that knowledge of legislative drafting is very important for effective law making; therefore, public representatives should undergo regular capacity building measures in legislative drafting. Recalling the earlier discussions at several legislative fora, he also suggested for expediting the digitization of debates of State legislatures so that the elected members can access them easily and utilize those valuable records for strengthening skills as law makers. Chief Minister, Haryana, Shri Nayab Singh Saini; Speaker, Haryana Legislative Assembly, Shri Harvinder Kalyan; Presiding Officers of Uttar Pradesh and Punjab, Ministers in the Government of Haryana and Members of Haryana Legislative Assembly graced the event which was organised in the State Legislative Assembly premises, Chandigarh. Addressing the concerns of State Legislatures for financial autonomy, Shri Birla opined that financial autonomy will boost efficiency of State legislature and at the same time he called for wider consultations among stakeholders on this issue. Stressing on fruitful debates and discussions in the House, Shri Birla urged the Assembly Members to connect with the people they represent, understand their concerns and raise them in the House. Assembly is the appropriate platform for the Members to become leaders of the State, he noted. Further noting that Members should raise the issues in the House within the ambit of the rules, Shri Birla counseled the first time elected legislators of Haryana Vidhan Sabha to study the rules and procedures thoroughly so that they could raise peoples’ issues effectively. He urged the Members to desist from planned disruptions of House proceedings. The more effective the legislatures will be in reviewing policies and programmes of the Government, the more transparent will be the governance and the more accountable will be the Executive, he further added. Noting that the present age is the age of technology and innovations, the Speaker called for use of technologies by law makers to make their participation more effective and fruitful. The best legislator is the one who engages in meaningful discussions in the Assembly; discusses issues on the basis of extensive study, and uses technology in the age innovation, said Shri Birla. He encouraged newly elected MLAs to aspire for becoming best MLAs and to realize the aspirations of the people by making full use of the processes of the House through effective discussion and dialogue. Speaking on the contributions of Haryana and Haryana Legislative Assembly, Shri Birla noted that Haryana has contributed significantly to the economic and social empowerment of the country. Noting the glorious history of Haryana Vidhan Sabha, he appreciated the functioning of Haryana Legislative Assembly as an effective forum of ensuring accountability of the Executive and fulfilling hopes and aspirations of the people of the State. On this occasion, Shri Birla led the Members of the Haryana Legislative Assembly in reading Preamble to the Constitution of India. Speaker, Haryana Legislative Assembly, Shri Harvinder Kalyan delivered Welcome Address. Chief Minister, Haryana, Shri Nayab Singh Saini addressed the distinguished gathering on this occasion. Speaker, Uttar Pradesh Legislative Assembly, Shri Satish Mahana also spoke on this occasion. Dr. Krishan Lal Middha, Deputy Speaker, Haryana Vidhan Sabha delivered the Vote of Thanks.     Celebrating Unity in Diversity

    Introduction

     

    The Kashi Tamil Sangamam (KTS) 3.0 is scheduled to be held from February 15 to 24, 2025, in Varanasi, Uttar Pradesh. This prestigious cultural initiative, organized by the Ministry of Education in collaboration with various ministries and the Government of Uttar Pradesh, aims to celebrate and strengthen the ancient civilizational bond between Tamil Nadu and Kashi. The KTS seeks to provide an opportunity for scholars, students, philosophers, traders, artisans, artists and people from other walks of life from the two regions to come together, share their knowledge, culture and best practices and learn from each other’s experience. It also aims to make the youth aware and experience cultural oneness. The endeavor is in sync with NEP 2020’s emphasis on integrating the wealth of Indian Knowledge Systems with modern systems of knowledge.

    This year, the event is significant as for the first time, participants will get to witness the Mahakumbh in Prayagraj and visit the newly inaugurated Ram Mandir in Ayodhya. This 10-day-long event will conclude on 24th February 2025. Additionally, the National Education Policy 2020 underscores the importance of cultivating a modern generation aligned with the 21st-century mindset while remaining rooted in Indian culture.

     

    This year, the government has decided to bring around 1000 delegates from Tamil Nadu under five categories/groups:

    Professionals and Small Entrepreneurs

    This year, an additional group of around 200 students of Tamil origin studying in various Central Universities will be a part of this event to enliven the bond between Kashi and Tamil Nadu. Participation of youth in all categories will be encouraged this year.

     

    Honoring Sage Agasthyar’s Legacy

     

    The main theme in this year’s event is highlighting the significant contributions of Sage Agasthyar to the Siddha System of Medicine (Bharatiya Chikitsa), Classical Tamil Literature, and also his contributions in the cultural unity of the Nation. Additionally, he is known for his unparalleled contributions to various fields, including Health, Philosophy, Science, Linguistics, Polity and Art, is revered as the first grammarian of the Tamil language in South India. His influence extends beyond India, as he is also worshipped in Java and Sumatra  for his role in propagating Indian culture.

     

    An exhibition dedicated to Sage Agasthyar will be organized in Kashi during KTS 3.0. This exhibition will highlight various aspects of his life and work, showcasing his significant contributions to the Tamil and Indian knowledge traditions. Additionally, the event will feature seminars, workshops, and book releases focused on his scholarly achievements.

     

    Bridging Tradition and Contemporary Discourse

    Kashi Tamil Sangamam, a brainchild of Prime Minister, Shri Narendra Modi, is an inspirational initiative to celebrate the timeless bonds between Tamil Nadu and Kashi, strengthen the civilisational links and further the spirit of Ek Bharat Shrestha Bharat.

     

    Key objectives include:

    • Highlighting the literary, spiritual, and artistic connections between Tamil Nadu and Kashi.
    • Encouraging academic and research-based interactions between scholars from both regions.
    • Showcasing traditional art forms, crafts, and cuisine to enhance cultural appreciation.
    • Providing a platform for Tamil students to explore the historical significance of Kashi and its ancient educational institutions.

     

    Kashi Tamil Sangamam: A Journey Through the Years

     

    The Inaugural Edition: KTS 1.0 (2022)

    The first edition of Kashi Tamil Sangamam was held from November 16th to December 16th 2022, with a whole of government approach. Over 2500 people from Tamil Nadu, representing 12 different walks of life, had travelled to Varanasi, Prayagraj and Ayodhya on 8 day-tours, during which they had an immersive experience of different aspects of life in and around Varanasi.

    KTS 2.0 (2023): Strengthening Intellectual and Cultural Ties

    Following its success, second edition of Kashi Tamil Sangamam (KTS 2.0) was organized by the Ministry of Education from 17.12.2023 to 30.12.2023 at Namo Ghat in Varanasi. It was inaugurated by Hon’ble PM Shri Narendra Modi at Varanasi on the 17th December, 2023, with the first time ever real time, app-based translation of a part of Hon’ble PM’s speech in Tamil for the benefit of visiting Tamil delegates.

     

    Conclusion

     

    The Kashi Tamil Sangamam 3.0, set to take place in February 2025 continues the mission of fostering deeper cultural and intellectual ties between Tamil Nadu and Kashi. By highlighting the legacy of Sage Agasthyar and bringing together diverse delegates, this initiative strengthens the bonds of India’s rich heritage and contributes to the spirit of Ek Bharat Shrestha Bharat.

    Aero India 2025, India’s premier aerospace and defence exhibition, provided a platform for key engagements, technological showcases and strategic deliberations aimed at strengthening global military cooperation. Headquarters Integrated Defence Staff (HQ IDS) demonstrated robust military diplomacy at Aero India 2025, under the leadership of Lt Gen JP Mathew, Chief of Integrated Defence Staff (CISC). The senior Indian delegation, including Lt General DS Rana, Director General Defence Intelligence Agency and Vice Admiral Sanjay Vatsayan, Deputy Chief PP&FD conducted extensive bilateral discussions, industry interactions and defence capability assessments, advancing India’s strategic defence partnerships.

    Lt Gen JP Mathew’s engagement with Lt Gen Augustine S Malanit, Inspector General of the Armed Forces of Philippines emphasised the need for deeper bilateral military cooperation and exploring opportunities in defence procurement. The CISC also interacted with  Israel’s Elbit Systems representatives, reaffirming the strong India-Israel defence partnership. Demonstrating India’s commitment to defense modernization, he received briefings on the capabilities and performance parameters of various aircraft and also carried out assessments of advanced military systems showcased by the domestic and international defence industry at the Aero India 2025.         

    Vice Admiral Vatsayan engaged with Maj Gen Ramanka Mokaloba, Chief of Logistics, Lesotho Defence Forces, exploring defense export possibilities. Additional strategic dialogues were conducted with Maj Gen Andrei Matsiyevich, First Deputy Chief of General Staff of Belarusian Armed Forces, strengthening military cooperation with these nations. He also spearheaded crucial meetings with global defense industry leaders from MBDA (Europe), L3Harris (America), Hensoldt (Germany), and Boeing (USA). These strategic interactions concentrated on technology transfer initiatives and establishing defense production facilities under the Make in India initiative, with special emphasis on integrating startups and MSMEs into the defence manufacturing ecosystem.

    A series of high-level bilateral meetings showcased India’s growing diplomatic outreach. Notable engagements included discussions with the Japanese delegation led by Mr Kegoya Masanori, Deputy Director General for Global Combat Air Program (GCAP).  The Italian delegation, under Lt Gen Giuseppe Lupoli, Director of Italian Air Armaments and Air Worthiness Directorate and the French team led by Lt Gen Gael Diaz de Tuesta, engaged in comprehensive discussions on defence manufacturing and technology exchange.

    Lt General DS Rana held productive discussions with Brig Gen Ahmed Ghiyas, Vice Chief of Defence Force from Maldives, focusing on joint training opportunities. He held substantive talks on enhancing bilateral military cooperation with the German contingent, headed by Lt Gen (OF-8) Thorsten Michael Poshwatta of the German Air Force, accompanied by Ambassador Philip Ackermann. DG DIA also visited various defence pavilions and stalls at Aero India 2025, where he reviewed advancements in military technology, simulators and warfighting systems, supporting the vision of Atmanirbhar Bharat.    

    The engagements held during Aero India 2025 not only strengthen India’s position as an emerging defense manufacturing hub but also advance the nation’s vision of achieving self-reliance in defense production while fostering meaningful international partnerships for global security cooperation. These strategic interactions  underscore India’s focus on self-reliance, innovation and the development of robust international defence collaborations.

    The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a media report that about 38 students of a government-run school, fell ill after inhaling poisonous odour emitting from a nearby cement factory in Baloda Bazar district, Chhattisgarh on 22nd January, 2025. According to the media report, the students complained of nausea, vomiting and uneasiness and they started fainting.

    The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of the victim students. Accordingly, it has issued notices to the Chief Secretary, Government of Chhattisgarh calling for a detailed report in the matter within four weeks. It is expected to include the health status of the children and steps taken to deal with the reported health hazard adversely affecting the health of the people.

    According to the report, carried on 23rd January, 2025, the cement plant uses the “Phosphorus Pentasulfide” chemical to decompose waste and prepare alternate fuel. Reportedly, to speed up the process, the plant would sometimes use a higher quantity of chemicals.

    Bharat Sanchar Nigam Limited (BSNL) has reported a profit of ₹262 crore in the third quarter of the financial year, marking its first return to profitability since 2007. This milestone reflects the company’s focus on innovation, aggressive network expansion, cost optimization, and customer-centric service improvements.

    Announcing the quarterly financial results, Shri A. Robert J. Ravi, CMD, BSNL, said:

    “We are pleased with our financial performance this quarter, which reflects our focus on innovation, customer satisfaction, and aggressive network expansion. With these efforts, we expect revenue growth to improve further, exceeding 20% by the end of the financial year. Revenue from Mobility, FTTH, and Leased Lines has increased by 15%, 18%, and 14% respectively over Q3 of the previous year. Additionally, BSNL has successfully reduced its finance cost and overall expenditure, leading to a decline in losses by over ₹1,800 crore compared to last year.

    To enhance our customer experience, we have introduced new innovations such as National WiFi Roaming, BiTV – Free Entertainment for All Mobile Customers, and IFTV for All FTTH Customers.     The National Human Rights Commission (NHRC), India has taken suo motu cognizance of a media report that three construction workers died due to drowning reportedly after inhaling toxic gases while entering a 10-foot deep manhole to repair a sewer joint at Kolkata Leather Complex on 2nd February, 2025. According to the media report, carried on 3rd February, 2025, they were deployed by a contractor to renovate a portion of a drainage network under the Kolkata Metropolitan Development Authority (KMDA).

    The Commission has observed that the contents, if true, raise a serious issue of violation of the human rights of the victims. The Apex Court, in its judgement passed in the case, Dr Balram Singh vs Union of India (WP(C) No. 324 of 2020) dated 20.10.2023, has held that it is the duty of the local authorities and other agencies to use modern technology for cleaning of sewers etc.

    The Commission has also been consistently advocating a total ban on activities of hazardous cleaning without adequate and proper protective/ safety gears or equipment and also has advocated suitable use of work-friendly and technology-based robotic machines. It issued an Advisory on 24thSeptember, 2021 for the Protection of Human Rights of the Persons Engaged in Hazardous Cleaning to the Union, State Governments and local authorities with an object to ensure complete eradication of such practice.

    Therefore, the Commission has issued notices to the Chief Secretary and Commissioner of Police, West Bengal calling for a detailed report in the matter within two weeks. It is expected to include the status of the investigation.

    On Congenital Heart Defect Awareness Day, Central Coalfields Limited (CCL) and Northern Coalfields Limited (NCL), subsidiaries of Coal India Ltd (CIL), under the aegis of Ministry of Coal, signed separate Memorandums of Understanding (MoUs) with Sri Sathya Sai Health & Education Trust (SSSHET) to provide life-saving surgeries for children suffering from Congenital Heart Disease (CHD) under the ‘Nanha Sa Dil’ initiative. The signing ceremony was held at Shastri Bhawan, New Delhi.

        

     

    The MoUs were signed in the presence of Secretary (Coal), Shri Vikram Dev Dutt, MoC, Ms. Rupinder Brar, Additional Secretary, MoC, Ms. Santosh, DDG, MoC, Dr. C. Sreenivas, Chairman, SSSHET and other senior officials and dignitaries. Shri SS Lal, GM (CSR), CCL, and Shri Rajeev Ranjan, GM (CSR), NCL, signed on behalf of their respective companies, while Shri Vivek Gour, Trustee, signed on behalf of SSSHET.

     

    CIL and its subsidiaries, under the aegis of the Ministry of Coal (MoC), are committed to strengthening India’s healthcare landscape through impactful CSR initiatives that support needy families in their operational areas.

     

    Addressing the gathering, Shri Vikram Dev Dutt expressed his heartfelt appreciation for the initiative, stating, “These MoUs will yield goodwill equity for Coal India and its subsidiaries in the coming years. I am truly touched by this event that will transform society.” He emphasized CIL’s commitment to undertaking impactful CSR projects that foster sustainable and inclusive growth, particularly in mining states.

    Nanha Sa Dil is a unique CSR initiative by CIL in collaboration with SSSHET, leveraging the trust’s expertise in paediatric cardiac surgeries. Under this initiative, CCL will screen 45,000 children in Jharkhand, with surgeries planned for 500 children diagnosed with CHD and NCL will conduct 345 grassroots-level screening camps for 17,250 children, referring those in need to a dedicated diagnostic centre at NCL Bina Hospital for Echo analysis and further treatment.

     

    Since its launch on March 7, 2024, the Nanha Sa Dil project has saved over 250 precious lives through CHD surgeries. The initiative is now expanding through CCL, NCL, and SECL to cover beneficiaries in more states.

    CIL and its subsidiaries are committed to saving over 2,000 lives in the next three years, a historic milestone for any Public Sector Unit in India. The CSR Department at CIL meticulously executes and monitors these initiatives to create a lasting impact on society.

    Over the last three years, CIL and its subsidiaries have invested Rs. 1,673 crores in healthcare, education, and rural development. Notably, 90% of the total CSR expenditure is dedicated to operational states, while 10% supports impactful PAN-India projects aimed at uplifting underprivileged communities.

    Laying Out My Priorities as Chairman of the House Interior and Environment Appropriations Subcommittee

    After the decisive mandate from the American people last November, it should come as no surprise that Republicans are hitting the ground running. As the 119th Congress gets underway, we are laying out our priorities, building on past successes, and advancing the policies that matter most to our constituents.
    Returning as Chairman of the House Interior, Environment, and Related Agencies Appropriations Subcommittee is a true honor. While I take great pride in the work our subcommittee accomplished last Congress, we’ve got our work cut out for us. The House Appropriations Committee’s Fiscal Year 2025 process prioritized cuts to wasteful spending and refocused the government on its core responsibilities.
    I spent the last four years fighting against the Biden administration’s job-killing regulatory overreach and disastrous policies. Now, instead of simply pushing back, the Interior subcommittee is focused on strengthening and promoting domestic energy production, investing in Indian Country, reining in the EPA, expanding access to critical minerals, and ensuring that land management agencies have the tools to manage our lands effectively and efficiently—just to name a few.
    The Interior subcommittee oversees funding for public land agencies important to my home state of Idaho and other Western states, such as the Forest Service, the Bureau of Land Management (BLM), the Fish and Wildlife Service, and the National Parks Service, among others.
    As Chairman, I am in a position to directly influence federal policies that directly impact Idaho and the West. I look forward to bringing Idaho’s perspective to issues like the Endangered Species Act, continued access to our public lands, and forest management. 
    Nearly two-thirds of Idaho is federal land, which means our public land management policies directly impact our state’s economy and the lives of Idahoans who live, work, and recreate on or near federal land. This is why I will continue to use my position to ensure the federal land management agencies are good neighbors.
    I also plan to work directly with the Trump administration to protect critical programs vital to states and local communities, such as fully funding Payments in Lieu of Taxes (PILT)—a lifeline for our rural communities.
    Additionally, while the Fiscal Year 2025 House Interior Bill permanently increased pay for our brave federal wildland firefighters, we still need to get this across the finish line. The provisions included in the bill will improve firefighter recruitment and retention and provide financial certainty to the men and women protecting our communities from catastrophic wildfire. I look forward to working with the administration to make this a reality.
    Another critical area where we will make significant strides is energy policy. Our mandate from the American people is clear: We must unleash American-made energy and return to energy independence.
    Under President Trump, the United States achieved energy independence for the first time in 70 years—an accomplishment we are determined to restore. By securing our energy supply chain and ending reliance on foreign adversaries, we will not only strengthen our national security but also help lower costs for American families.
    President Trump’s pick for Secretary of the Interior and America’s ‘energy czar’ Doug Burgum, has made it clear that he intends to achieve domestic energy dominance, making life affordable for American families nationwide, and driving down inflation. I look forward to working with Secretary Burgum as we slash burdensome regulations, strengthen national security, and promote American values through President Trump’s agenda. American energy leadership is back.
    As Congress and the White House align to revive the conservative values that the American people voted for, I remain committed to working with my colleagues and the Trump administration to rein in unnecessary spending and restore fiscal responsibility to get our economy back on track.     Imphal (Agenzia Fides) – “With the resignation of the Prime Minister, we find ourselves in a political stalemate and we must wait and see. The situation in which Manipur finds itself today is very complex and it is not easy to find a solution. It is necessary to continue efforts to activate a path of dialogue that involves all possible actors, at the local level, at the level of the central government, at the level of the representation of civil society and the communities in conflict”, said Archbishop Linus Neli of Imphal, capital of the Indian state of Manipur, on the situation in the north-eastern Indian state, which is in a state of polarization between the two communities of the Meitei and Kuki-zo, who started an inter-ethnic conflict in May 2023. While on the ground the provisional solution was to divide the conflicting parties into isolated and strictly separate areas, “efforts to activate dialogue with a negotiating table and mediators,” explains the Archbishop. Now the political earthquake is leading to a situation of uncertainty and stalemate: “The Bharatiya Janata Party (BJP), which governs Manipur, will have to find another politician to appoint as Prime Minister. In the meantime, the administration is temporarily subordinate to the central government in Delhi. Now we have to wait and see, and the situation will become even more complicated,” notes Archbishop Neli. If the BJP fails to appoint a new Prime Minister due to internal disputes, the state parliament could be dissolved and new elections held. Biren Singh, a member of the BJP and Prime Minister of Manipur for two terms, resigned due to growing disagreements within his own party, mainly related to the handling of the ethnic conflict between the Meitei and Kuki communities. The political crisis in Manipur is unfolding against a backdrop of ongoing ethnic violence, which continues to displace thousands of people in precarious conditions. After months of clashes, sporadic outbreaks of violence involving armed groups in both factions continue to occur despite the massive deployment of security forces sent by the central government.The local Catholic community, which has believers in both the Meitei and Kuki communities, is calling for “a clear orientation towards peace,” said Archbishop Neli, who, along with other religious leaders, is personally involved in organizations and forums ready to participate in any initiative for dialogue and mediation. “We are in the Jubilee Holy Year and the theme is hope: our hope is that a concrete step of reconciliation can take place this year,” he concludes. “The most important thing is a common will.     The Reserve Bank of India (RBI) has, by an order dated February 10, 2025, imposed a monetary penalty of ₹6.70 lakh (Rupees Six Lakh Seventy Thousand only) on Ujjivan Small Finance Bank Limited (the bank) for non-compliance with certain directions issued by RBI on ‘Loans and Advances – Statutory and Other Restrictions’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Section 46(4)(i) of the Banking Regulation Act, 1949.

    The statutory Inspection for Supervisory Evaluation (ISE 2023) of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on the supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions.

    After considering the bank’s reply to the notice, additional submissions made by it and oral submissions made during the personal hearing, RBI found that the following charge against the bank was sustained, warranting imposition of monetary penalty:

    The bank failed to issue loan agreements to certain borrowers at the time of sanction / disbursement of loans.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    The Reserve Bank of India (RBI) has, by an order dated February 12, 2025, imposed a monetary penalty of ₹61.40 lakh (Rupees Sixty One Lakh Forty Thousand only) on The Nainital Bank Limited (the bank) for non-compliance with certain directions issued by RBI on ‘Interest Rate on Advances’ and ‘Customer Service in Banks’. This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Section 46(4)(i) of the Banking Regulation Act, 1949.

    The statutory Inspection for Supervisory Evaluation (ISE 2023) of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions.

    After considering the bank’s reply to the notice, additional submissions made by it and oral submissions made during the personal hearing, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    1. The bank did not benchmark certain floating rate loans extended to MSMEs to an external benchmark rate; and

    2. The bank levied penal charges for non-maintenance of minimum balance in savings bank accounts at flat rates instead of the charges being directly proportionate to the extent of shortfall.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    The Reserve Bank of India (RBI) has, by an order dated February 10, 2025, imposed a monetary penalty of ₹5.80 lakh (Rupees Five Lakh Eighty Thousand only) on Shriram Finance Limited (the company) for non-compliance with certain provisions of the ‘Reserve Bank of India (Know Your Customer (KYC)) Directions, 2016’, ‘Non-Banking Financial Company – Systemically Important Non-Deposit taking Company and Deposit taking Company (Reserve Bank) Directions, 2016’ and directions on ‘Data Format for Furnishing of Credit Information to Credit Information Companies’ issued by RBI.     This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the company with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the company.

    The President of India, Smt Droupadi Murmu graced the inaugural session of the International Women’s Conference of the Art of Living at Bengaluru today (February 14, 2025). 

    Speaking on the occasion, the President said that India’s Nari Shakti is rising to aspire, achieve and contribute. Whether it is science, sports, politics, art or culture, our sisters and daughters are moving ahead, holding their heads high. They are making their families, institutions and the country proud. It is not possible to break barriers and challenge stereotypes without mental strength. She urged every woman to gather courage, dream big and utilize all her strength and potential to achieve her dreams. She said that every little step that each of them takes towards their goal, is a step towards a developed India. 

    The President said that we are in the age of technological disruption. The advances in technology have given us a better quality of life in some ways. In such a competitive world, we must ensure that our human values remain intact. In fact, every human being needs to put in extra effort consciously, to promote human values of compassion, love and unity. This is where the role of women becomes very important. Women have a special ability to lead through compassion. They hold the ability to look beyond the individual and work for the well-being of families, communities, and even relationships at the global level. She expressed confidence that all the women attending this conference, would come out with such spiritual principles that can be applied by people to make their lives and also the lives of those around them, more beautiful and peaceful. 

    The President was happy to note that the Art of Living is undertaking several initiatives in the field of education. She said that there is no greater investment in humanity than the education of our children. With right guidance and support, many children can become active participants in the journey of our nation. She also highlighted the need to work together to deal with the global challenges like climate change. She urged you all to deliberate upon issues related to environment conservation.

    The ships of First Training Squadron (1TS) comprising INS Sujata and ICGS Veera arrived at Sihanoukville Port, Cambodia on 14 Feb 25 as part of Long Range Training Deployment of the squadron to South East Asia. The ships were warmly welcomed by representatives of Maritime agencies of Cambodia.

    During the port call from 14 – 17 Feb 25, the ships will engage in numerous activities aimed at enhancing cooperation and interoperability between the Indian Navy and the Royal Cambodian Navy (RCN). The visit includes professional exchanges, cross training visits, social interaction, friendly sports fixtures and PASSEX with RCN. The visit also features formal handing over of a Small Arms Simulator to Royal Cambodian Army.

    The defence engagement and capacity building is an integral part of the warm and cordial India-Cambodia ties and the visit of squadron is aimed at further consolidating the maritime relationship between the two countries. Previously in Feb 2024, the Cambodian Navy participated in Ex-MILAN 24 at Visakhapatnam. The extant visits highlight the importance of growing India-Cambodia relations and strengthening maritime association and regional stability as a part of India’s ‘Act East’ policy.

    Union Home Minister and Minister of Cooperation Shri Amit Shah chaired a review meeting on the implementation of three new criminal laws in Maharashtra, in the presence of Chief Minister Shri Devendra Fadnavis, in New Delhi today. The meeting reviewed the implementation and present status of various new provisions related to police, prisons, courts, prosecution, and forensics in the state. The meeting was attended by the Union Home Secretary, the Chief Secretary and Director General of Police of Maharashtra, the Director General of the Bureau of Police Research and Development (BPRD), the Director General of the National Crime Records Bureau (NCRB), and other senior officials from the Union Home Ministry and the state government.

    Union Home Minister and Minister of Cooperation said that Modi government is committed to provide a speedy and transparent justice system to the countrymen. He said that to strengthen law and order, it is essential for crimes to be registered, so there should not be any delay in filing FIRs.

    Union Home Minister said that Maharashtra should establish a model Directorate of Prosecution system in line with the new criminal laws. He emphasized that efforts should be made to achieve over 90 per cent conviction rate in cases with sentences of more than 7 years, and that the police, government lawyers, and judiciary should work together to ensure that the guilty are punished as swiftly as possible.

    Home Minister reiterated that senior police officers should regularly monitor cases of organized crime, terrorism, and mob lynching to prevent the misuse of the sections related to these crimes. He noted that there should be a system for recording evidence through video conferencing in facilities such as prisons, government hospitals, banks, Forensic Science Laboratories (FSL), etc. Shri Shah also said that a system should be implemented where FIRs can be transferred between two states through the Crime and Criminal Tracking Network and Systems (CCTNS). He recommended that Maharashtra should adopt CCTNS 2.0 and ICJS 2.0.

    Union Home Minister and Minister of Cooperation stated that the police should provide information about individuals held in custody for interrogation on an electronic dashboard. He emphasized on need to improve internet connectivity in police stations. Shri Shah also said that the availability of forensic science mobile vans should be ensured in every police sub-division. Home Minister stressed the recruitment of forensic experts and urged the prompt filling of vacant positions in the forensic department.

    Shri Amit Shah urged the Maharashtra government to integrate state’s fingerprint identification system with the National Automated Fingerprint Identification System (NAFIS). He also mentioned that the police should establish a system to return the property recovered from criminals to its rightful owner as per the provisions of the new criminal laws. He emphasized the importance of making police stations more aesthetically pleasing.

    Union Home Minister stated that the Chief Minister of Maharashtra should conduct a bi-weekly review of the implementation of the new criminal laws in the state, while the Chief Secretary and Director General of Police should carry out a weekly review.

    Conserving the Immortal Marks of Archaeological Sites

    Safeguarding India’s Ancient Wonders

    India, a land of surprises is home to some of the world’s most iconic cultural and archaeological treasures. From the intricately carved temples of Khajuraho and the historic ruins of Hampi to the revered Somnath temple, the country boasts a vast array of monuments that reflect its rich history, diverse traditions and architectural brilliance. These sites stretching from the northern Himalayas to the southern tip of Kanyakumari are a testament to India’s glorious past and cultural legacy.

    However, climate change and extreme weather patterns such as rising sea levels, heatwaves, forest fires, torrential rains and strong winds are putting these invaluable landmarks at significant risk. The damage caused by these factors is accelerating the deterioration of both movable and immovable heritage, threatening the preservation of India’s cultural identity. Active intervention is crucial to ensure the preservation of these historical treasures, as their future remains at risk without immediate protective measures.

    ASI’s Role in Monument Protection

    Established in 1861, the Archaeological Survey of India (ASI) is responsible for protecting and maintaining 3,698 monuments and archaeological sites that are considered of national importance. These sites are protected under the Ancient Monuments Preservation Act of 1904 and the Ancient Monuments and Archaeological Sites and Remains Act of 1958.

    ASI preserves a wide range of heritage, including prehistoric rock shelters, Neolithic sites, megalithic burials, rock-cut caves, stupas, temples, churches, mosques, tombs, forts, palaces, and more. These sites reflect India’s rich cultural and architectural history.

    Each year, ASI prepares a conservation program to maintain and protect these monuments working to minimize intervention while preserving their authenticity. Conservation involves addressing challenges that arise from the nature of construction, materials used, and environmental factors. Decay or deteriorating of protected monuments depends on nature and technique of their construction, material used, structural stability, climate factors, biological, botanical factors, encroachments, pollution, quarrying natural disasters, etc.

    ASI tackles these challenges through its 37 Circle offices and 1 Mini Circle office, mainly located in state capitals, where it coordinates conservation efforts and environmental development. The goal is to maintain the integrity of these historical sites for future generations, ensuring they are preserved in their original form and continue to reflect India’s heritage.

    Significant Increase In Funding

    Over the years, the revenue allocated for the preservation of monuments under the Archaeological Survey of India (ASI) has increased by 70%. In 2020-21, the allocation was ₹260.90 crores with an expenditure of ₹260.83 crores, while in 2023-24, both the allocation and expenditure rose to ₹443.53 crores.

     

    Measures to Preserve Cultural Sites from the Adverse Impact of Environment

    Under the comprehensive measures, India’s cultural heritage sites are monitored regularly and in order to reduce the impact of climatic change. Archaeological Survey of India (ASI) has been adopting climate-resilient solutions for preservation of cultural heritage sites.

    1. Regular Monitoring: India’s cultural heritage sites are regularly monitored to protect them from climate change impacts.
    2. Climate-Resilient Solutions: The Archaeological Survey of India (ASI) is adopting climate-resilient solutions like scientific treatments and preservation techniques for heritage sites.
    1. AWS Installations: ASI, in collaboration with the Indian Space Research Organisation (ISRO), has set up Automated Weather Stations (AWS) at historical monuments to monitor factors like wind speed, rainfall, temperature, and atmospheric pressure, to detect damage caused by climate change.

     

    1. Air Pollution Monitoring: Air Pollution Laboratories have been established at sites like the Taj Mahal in Agra and Bibi Ka Maqbara in Aurangabad to monitor air quality and pollutants.
    2. Coordination with Other Agencies: ASI holds regular meetings with other government bodies to create coordinated strategies for preserving cultural heritage sites in response to climate change.
    3. International Workshop Participation: ASI officials participated in an international workshop on “Disaster Management of Cultural Heritage Sites” organized by the National Disaster Management Authority (NDMA) and UNESCO.
    4. Disaster Management Guidelines: The NDMA, in collaboration with ASI, has developed “National Disaster Management Guidelines” for cultural heritage sites, covering risk assessment, disaster preparedness, and recovery plans.

    Legal and Security Measures

    The Government has implemented various measures to safeguard cultural heritage from commercialization and urbanization pressures. These include legal provisions, enforcement powers, and enhanced security to ensure the protection of monuments and archaeological sites.

    • Legal Protection: Under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, the Government has set rules to protect cultural heritage from encroachments and misuse.
    • Encroachment Control: Superintending Archaeologists have the authority to issue eviction notices under the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, to remove encroachments.
    • Collaboration with Authorities: ASI coordinates with State Governments and police authorities to assist in removing encroachments and maintaining the safety of monuments.
    • Security Measures: In addition to regular watch and ward staff, private security personnel and the CISF are deployed for the protection of select monuments.
    • Conservation Guidelines: ASI follows the National Conservation Policy, 2014, for maintaining and conserving monuments, adjusting efforts based on available resources.
    • Penalty for Misuse: Section 30 of the Ancient Monuments and Archaeological Sites and Remains Act, 1958, enforces penalties for actions that damage or misuse protected monuments.

    With legal frameworks, coordinated efforts, and strict security protocols, the Government is committed to preserving these historical treasures for future generations.

    Conclusion

    Preserving India’s cultural heritage is an ongoing, multifaceted effort requiring proactive measures to address environmental, legal and security challenges. The Archaeological Survey of India (ASI) in collaboration with various agencies continues to monitor, protect and conserve the nation’s monumental treasures. With continued dedication, these efforts ensure that India’s rich history remains safeguarded for future generations to experience and appreciate.
